yeah i just want to meet this is um board member brittany um i just want to say you know about the works today in the master facilities plan um i know that when i came down here for the last board meeting i actually scheduled a tour i live in phoenix i've never been down to this campus that was my first time on campus i set up a tour with albert and he kind of took me around and it was i think it's really important if you're a board member here upcoming or anybody that's part of this decision making that we're going to move forward for to please schedule a tour and actually get your boots on the ground and see what is going on in our school i don't think that we can sit here in good conscious and look at paper and make decisions for families and students and people from that are current here and our future without actually seeing what we're actually doing and where our money's actually going and where it should be going and where it shouldn't be going so i'd really encourage everybody especially here on the board um to schedule a tour and albert was super amazing so i would just like to put that out there uh thank you thank you i agree with you i did i'm sorry this is assistant superintendent cooper thank you for that brittany i also did want to mention albert did a tour with our ospb budget analyst what was that maybe last week as well so getting them to visibly see our infrastructure as well to get them on the radar in terms of looking and having them aware that we are going to be submitting some funding issues as it pertains to the facility plan so we are encouraging not only internal as you mentioned with the board but others as well as well as the external agencies so building that network amazing thank you thank you um it is 5 30 so we're going to take our break for the interpreters we'll come back at 5 40.

all right moving on to item 8.01 a discussion consideration the approval of resolution number 14-22 24-23 authorizing ratifying the response to cobia 19 pandemic and authorizing remote virtual teleconference meetings of the board and district committee's subject mr president uh yes i'd like to move to amend item 8.01 all right uh you have them well can you please go ahead and stick your remote here okay i would like to amend the item to uh was it uh to stipulate that effective with the october regular meeting uh all five members of the board uh will meet again will resume meetings uh as a body in the boardroom uh you know uh with the stipulation that in the event of any uptick in you infections or uh special circumstances the board may uh elect to meet again on zoom upon uh such a declaration all right we have a motion uh to prove the item within a minute is there a second chance i'll second it all right motion by report by the club second by board clerk i see your hand up uh foreign uh yes just a question a process question um of are we able to amend an agendaized item or is that amendment process uh specific to um uh what's to call it putting forth a um i'm completely drawing a blank right now a what's that so what you're trying to get out of it they're making a motion sorry to make an emotion putting forth a motion sorry about that i i'll blame it on the heat but um the question is can we amend an agenda item according to brown uh the brown act or are we only able to amend motions i'm just want to make sure that we're doing things in a way that doesn't get us caught up in something so in my understanding parliamentary procedure item's been posted it's here being heard in a public meeting and then it's at this point in time when the board as a whole can choose to do what it wants with the item whether it's to approve to amend or to just disregard and not take action on the item so uh i don't know if it's available and if you would if you're comfortable getting a clarification will go into then we can go ahead and hold off um but if not if not then we can move forward let me know if you are interested in getting a recommendation i mean if it's available if it's available you know i think it wouldn't hurt to get it just to cover our bases and but if not you know one option might be to just um if trustee fam wants you to make a motion with the amendment included in that motion as opposed to amending the item itself it would be a motion it's kind of the same thing but i don't know if it makes a difference the way i called it was based on what i heard what i assumed and he didn't correct me so i said uh board member families approving the item with the the amendment said that he stated so that was his motion can you state the amendment again please uh you're muted so the amendment is uh you know move to approve item 8.01 uh but the amendment is that effective with the october regular meeting of the board all members of the board will resume meeting in the boardroom as a body i also want to clarify that the meetings remain hybrid so you know it's it uh not you know no one is you know public is not returning to the boardroom it's just five members of the board and the administration returning to the boardroom all right uh the amendment's been clarified is there any further questions uh i see your hand up yeah all right i have a quick question all right so would you be open to uh because mr rogelio's not here to give us advice would you be open to say november because in actuality i i believe all of us are here at the district we're just not all in one room so wouldn't it be better that if we had the advice of mr rogelio to make sure and secure that we feel a little bit more secure in this decision that's all uh i'm going to go ahead and call him dr tsar to find out if she can get the um advice from general counsel i just texted him so i'm waiting to see if he's available all right so and just just real quick and i know korean here i mean sorry trustee panda but i think the the first time i didn't hear uh trusted fan presented as a motion but now that i heard it as a motion with an amendment i think that we would be okay in that way i just i thought the first time he amended the item itself all right so it seems like we no longer have an issue board clerk and just to confirm i double second that so that justification extra good okay all right so we have a motion but with that sorry i wanted to make sure that um i mentioned some of my concerns just because i know that when we've been in this room um or at least the four of us i think trustee would kind of know i still haven't seen your beautiful face in person um we've had audio issues like crazy and so i know it sounds horrible here i can only imagine for our public so if we can whether we do october november i'm okay i'm here i've been in this boardroom for the past uh two years or so um but that if we can practice you know i mean i would volunteer myself to even come in a little earlier set myself up um so that we try to minimize um those these uh i mean you know some of the mics and some of the things that we have have helped a lot i can tell the difference with uh trusty fam here in the room and myself um so i know that we're doing better and thank you i.t staff but just to make sure that we prevent from having any more audio issues thank you yes i want to reiterate thank you i t staff for cleaning up their feedback it sounded great so um board member i mean it's just basically the same thing i i until i'm able to you know verify that we won't have those audio problems that have proven in my estimation that have proven themselves to be consistently occurring when there's multiple people in the room um and i've seen the the the live feed that the community is able to see on on youtube and in those instances it's been very difficult and challenging to to follow along and here with all the feedback and everything so i won't be supporting um this amended motion until such time as we can we have it verified that everything will be accessible in in in a sufficient way for the community to be able to access our um the information from the meeting i agree with trustee berhadano's statement and i won't be supporting it either thank you all right uh board vice president you know uh you know in order to wrap up uh you know there is precedence um you know we remember to when we invited firms such as uh you know uh coming when we heard the uh uh can uh was it bond program uh management hearing uh you know where we had to set up i think the you know and as confirmed at the last regular meeting by mr latrell the it uh our chief technology officer i think that you know sound quality improves that we reduce the number of you know five laptops that's why we're having some of these issues and i know the last time that was part and parcel was uh you know trustee bayerno uh attended virtually while the four of us were uh in the room here so uh the issue is you know it's kind of like you know youtube right but instead so the format would be uh in like like those hearings uh we have it kind of set up something like the tv camera and we would just you know revert to you know our board microphones in the room here and it would be you know more or less broadcasted like uh television with but except you know it's on youtube it's streaming and people would uh the audience would still have uh online access here so you know i would think that you know by reducing the number of variable devices we would uh you know improve sound quality we would you know improve the experience and also i think it's uh you know the board works best in uh environment that uh you know where we're able to uh kind of have discussions together in one room as opposed to each of us atomized in uh one site or another so you know it is with that spirit that i uh bring this motion forward all right i'm gonna get last word to borrow i don't know we're taking a lot of time on this item so go for it your floor is yours wrap up okay yeah i just uh a couple of things number one i think that actually those those meetings when we um were selecting some of our um our partners where in my estimation those are actually examples of exactly what i'm talking about when the audio was not sufficient um it was very difficult to hear the presentations by the people that came forth and and it was very challenging with the audio in those instances um i also i i would disagree i think that um you know the the challenges that in my experience now all of our experience but mine personally in this statement the past several years the challenges with audio come when there's people in the same room and other people have their microphones on or off there's echo there's feedback there's it creates more challenges when there are people multiple people in the room all on their own uh microphones now i understand what um trustee fan is saying that if we had our microphones all plugged into some central feed that would then go into you know one place then i think that would work and i would support be supportive of something like that but like i said until we are able to see that and and show that that is actually going to be the case then i would i wouldn't be supportive when it's when we know that that will work then definitely i think that is something and the last thing i'll say is that i personally um you know we've made a lot of huge decisions over the past two plus years that we've been virtual online and and i don't think that the value of the conversations that we've had with each other as a board as a staff as a community have been diminished in terms of the impact of our decisions and the impact of our conversations and i value those two years that we've had um in doing so and so i for one you know like i said i want to make sure that the community will have the audio that they need and when that is in place then i would be um you know supportive of it but i don't know that to be the case right now so i won't support this motion thank you all right so that's it let's uh one i'm gonna wrap up with uh one question and that is board member fam you're pushing this and you want this to happen and i'll be supportive however i want to know that you as a committee of one are going to come in and work with it to ensure that the feedback issues have been resolved do i have that commitment from you yeah yeah and i will say if i gotta come in on saturday so be it i highly doubt that i'm sure that they can accommodate your schedule at some point in time but i'm just saying that when we ensure that the the feedback pages are resolved and i can be supportive and you've indicated that you will ensure that the work with iet staff to make sure that that's the case and i'm comfortable supporting you uh all right last one thank you it'll be quick the only ones who have had the issue are the ones that are in the boardroom and when we're outside i have never had an issue once i'm here in this other room in the conference room three and i come early yet tuesday i came an hour early and i make sure that everything is updated and i get better quality that's it thank you all right without being said i'm going to go ahead and call for a vote as i see you um we're on item 8.01 it's been amended by board member fam and so um i'm calling for the voters i see board member travis how do you vote no uh board member hi board member no with my software tonight motion passes three to two with chavez and i don't know all right uh moving on to 8.02 approval of the superintendent's contract all right i'm going to go ahead and uh oh sorry about that i'm going to go back to item 8.01 and ask if there was any public comment on that item i apologize hello mr board president at this time we have no request for public comment all right all right moving on to 8.02 is your public comment on this item i see no raise hands so uh no request for public comment on this item all right we seeing that there's no public comment you want to go back to the president to approve uh superintendent's contract i have a motion by board member is there by boardwalk further is there a second second all right is there a second by a board member but i don't know any further comments from members of the board all right see none then all right we'll remember i guess i just wanted to say briefly that i'm very happy to support this item i think we've talked about it a number of times over the past year and a couple years but everything with everything that this district has been challenged with from audits to investigations to pandemics to everything else heat now we can add that to the list you know dr bauer to me in my estimation has demonstrated um exemplary leadership as some of you may know i always say that there is room for improvement for all of us and i well that's actually one of the things that i appreciate about dr bauer is that when there is uh something to improve on she it's she looks into how we can improve that she takes the proper steps to modify systems or put in new systems or engage with people whatever it takes to get things done for the good of the district and so um you know considering in a normal year or a couple years or whatever this would be a very solid decision for me but given everything that our district in particular has gone through and the the steady leadership that we've gotten from dr bauer i'm very happy to support this item all right uh board vice president uh i'll just um you know er you know the best quote ever about the job of the alum rock superintendent it's the hardest job in silicon valley public education um you know uh in many ways uh i'll you know dr bauer's been uh steady as a rock in some uh in a wild wild river you know this this you know before the pandemic allen rock is always you know uh and i say this as someone who is a lifelong resident and a graduate of alan rock school so uh you've provided this district with uh stability in the executive not seen in over a generation uh you know you know turned around many many things in this district uh you know taken a very open approach to community relations uh something not seen since the days of uh was it uh superintendent jeffrey's your predecessor from long long ago and the last superintendent to have served a tenure as uh lengthy as yours and so i thank you for leaving for being with alum rock in time of uh i would say its greatest challenge in its 90-year history uh somehow somewhere uh you know working with you even though uh you know we uh i i think that we we we have a lot that we we share with each other uh you know with the the trustee and superintendent relationship i've learned a lot a lot about you and you've learned a lot about me and uh i i think that uh you know with with you as the chief educator of this district uh we have a uh we're in a place where we can start thinking big and dreaming better and a brighter future for our district uh is within reach so uh it is with that that i will uh i will be voting yes on this item thank you thank you all right uh thank you um and you know just with everything has been said i just want to add you know having started as a parent and meeting dr bauer you know as just a parent showing up to meetings um i can say that we both have grown you know from that time and what our district was going through what she was going through as a as a superintendent our one-on-ones then our one-on-ones now the feedback um thank you dr bauer for remaining consistent and showing up and being the leader you know that alum rock needs continues to need and thank you for you know sticking with us um [Music] and you know i truly believe that the challenges you know that we've talked about those hard moments uh really bring out the true colors you know in a person and a leader especially um and i do appreciate your um true character you know in those hard moments um that you could have like ran you know or responding and responded in many different ways and just you know i can you know picture your face during some of the hard times um and you just remained you know uh consistent and rooted um and grounded which is what we needed and continue to need um and you're a great model you know for the principals um the staff the students um to see and to you know follow um as as the leader that you are for um everyone here uh and thank you for allowing me to grow as a trustee you know supporting you in your role so that we can continue to get the job done for our alum rocking elementary school districts families staff children um and everybody here thank you and i will be supporting all right um and so i want to restate the motion and clarify the uh contract how it how it reads so just to be super transparent and clear and i want to do this right now before we continue through the comments um this is approval super approved superintendent contract fairly short the chairman of the agreement of the contract is uh employees power a superintendent for a term commencement effective as of july 1st 2021 ending june 30th 2026.

just want to make sure that we are completely transparent moving forward um dr power you have your hand up on there it was just to really tell the public that it was the the one year extension of the program that of the contract that was it to be transparent and it was basically what i read right um all right uh we'll go ahead and wrap this up and let's just further comments from other members of the board um i was here when we brought on dr bauer a couple i think it was a year or two after i uh joined the board we uh began a search for superintendent and uh the parameters are pretty basic actually at the time and it's actually a little disheartening because we had it what i put out there was we just need a superintendent that's going to focus on alabama that's going to the rock is going to be your number one priority that it's not going to be the gates foundation but it's not going to be some non-profit out there that's pushing an agenda to privatize their public education and then it's not going to be going out there and releasing out every last quarter inch of alan rock school district to folks that are competing with us that your focus is going to be to look inward figure out what we've got to resolve in order to attract our students in order to keep our students here in order to give them a quality and dignified education and that was it you know you would think that was just something average and something noble and um we went we not we went out there we looked people said the right things couldn't commit to saying that alan rock was their number one priority i was kind of thrown off and so i'm very i was very very heartened very very excited to see uh dr bauer whom i had met years prior as a as an administrator of the district and uh to see that she had uh the credentials the demonstrated commitment it says that it was a um it was a good choice that would make um we as i stated before we took a chance on dr brown dr barr took a chance on us and it it paid out it paid off i think dr bauer uh has done an excellent job at looking at almac and ensuring that it is their number one priority we have been able to look inward and start looking at those changes that have to be made in order to be able to be able to retain our students back uh super uh trusty challenge go for it i haven't finished my comments but you can go ahead it just clicked on there oh okay so uh you know i'm very very uh delighted to see that uh the actions that we took that mango have paid off for the district in terms of having stability having partners that are glad to come on board and help us ensure that we're giving our children a flat dignified education that we're giving the services that our community needs such as a recent example that strong partnership with the early child care providers child care uh tk kindergarten services people by the same site so um thank you for uh believing in our sticking with us and uh looking forward to uh years to come uh as we continue to make elements drama to ensure that we give our kids a quality dignified education um all right at this point i'll go ahead and call for the vote as i see you um board member travis no what advice president hi board member uh yes board member hi with myself the motion passes or what was chavis all right uh moving on to item 9.01 the unordered actual financial report uh report to the board of united required by law i'm assuming that that is mr cheng's report the floor is yours hi good evening can you hear me a lot of claire oh great thank you um good evening board president members members of the board and superintendent dr bauer do i have screen share thank you so tonight i'll be presenting a brief uh report on the uh 2122 unaudited actual report and the report itself is essentially a snapshot on how the district ended its fiscal year its last fiscal year so with that we'll start with a reporting of the district's general fund revenue sources as you can see here the districts receive a total of approximately 156.5 million dollars of which 114.1 is unrestricted and approximately 42.3 million dollars is restricted um in terms of revenue that the district received in its general fund um moving over to the expenditure side um you can see here that the districts incurred about 140.9 million dollars total expenditures in the general fund of that um about 83.2 of it is on the unrestricted side and about 57.6 is on the restricted side this slide shows you a summary of both the unrestricted and restricted it and we'll start on the unrestricted column which shows that we began the year with about 18.2 million dollars in reserve um in that last fiscal year the district received about 114 million million dollars of unrestricted dollars and incurred um about 83.2 million dollars in expenditures the district did transfer over oops over to the restricted side of about 22.4 million and these are mainly for special ed programs and routine maintenance um at the end of the year the districts did um add a surplus of about 8.4 million dollars bringing the ending fund balance on the unrestricted side to about 26.7 million on the restricted side of the general fund the district started the year with approximately 7.5 million dollars in beginning balance um it received a little over 42.3 million in revenue um and incurred approximately 57.6 million dollars in total expenditures and again the 22.1 million dollars is to transfer over from the unrestricted side and so at the end of the year the districts did have a um a net increase in um beginning balance um of about 6.8 million dollars bringing bringing the total um ending balance for the under for the restricted side of a little over 14.4 million dollars this slide shows right here i'm not going to go through every line item but it shows a list of all the restricted balance on the restricted general fund as you can see the biggest item here is the expanded learning opportunity program uh which carried over about 6.3 million dollars but the rest i won't go through um but it's there for your reference and with that i'll be happy to take any questions that you may have all right questions from member support actually let me go ahead and take questions from members of the public hey mr board president um at this time i see no requests for public comment i'm sorry um we have one raised hand miss uh jocelyn mers miss mercy you have two minutes please submit yourself when you begin speaking the timer will begin thank you i have no questions but i do have a comment i just want to make sure you take close note of what you were just presented and please trust that when we go into bargaining area is not off with what they have to say thank you miss mers mr board president at this time we have no more requests for public comment all right uh questions for members of the board all right see none then thank you for your presentation um give me a quick second this requires action correct we'll go ahead and adopt the report let's go ahead and uh call for a motion do i have a motion move to approve motion by order second second second by portfolio i'm going to go ahead and call you as i see you unless there's for the comment xenon then board vice president hi board member hi board member travis hi my sophomore year motion passes all right moving on to amended resolution number 55 dash 2122 committed general fund balance yes thank you board president um there's no presentation here um the administration is respectfully requesting the board to support for this item thank you all right is there any comments republican mr board president we have no requests for public coming um if there's no further comments from members of the board uh board member board representative aye board member banner hi sport i was there emotion i just you know what uh was there a motion all right sorry about that um do i have a motion motion to approve can i ask a quick question um i'll second it for the purposes of the question there's a second by remember i don't know uh you went by so quickly any comments and then boom you know just passed it but can i ask mr colvera why why this resolution why uh stick this percentage this amount of money in reserve so there was a a law that went into place um a few years ago um whereby um if certain conditions were met um that the districts every district like ours uh would be capped at 10 reserve um like ours uh would be capped at 10 reserve um now there is a there is a waiver an exemption that district can apply for and one of them is to have the board commit a resolution um in order to commit funds above the 10 percent um in its general fund to be able to comply with this law this is the first year that this law has been operative um it got passed if i remember correctly back in 2014-15 um but certain condition has to be met and um it was just met this year and that's why we're bringing forward this resolution i guess my question is why do you feel the need that we need that bigger percentage what is what is the reasoning behind that um some of the reason is you know we have a lot of one-time money that we need that are expiring um within next year and upcoming year and we have a lot of needs in terms of uh technology we quit uh replacement um our numbers in terms of enrollment continues to decline so it's to help mitigate some of those uh shortfall that we we may encounter in the future um so these are safeguards um that districts are taking in terms of first of all to comply with that information and additionally to be able to keep a responsible reserve to deal with this unexpected situation that may arise in the future thank you very much all right four vice president uh thank you mr president you know i'll just reference the uh was it the fable of the uh and in the grasshopper you know uh we have been fortunate that you know the federal government the state government has supported districts like alan rock with additional support during this difficult time now those monies have generated for for the time being a surplus uh for the district uh so you know if we take a look at uh our demographic trends we need to you know it is prudent to prepare for uh uncertain times and as much as you know i uh you know naturally i'm a optimist i would i would love to be able to say that you know you know years down the road we you know uh population growth will uh you know will return to our district and more people will move in but that's not the case and so uh you know it's prudent to put something away now so that later down the road we won't you know what what i hope is that you know we can avoid uh drastic uh you know drastic adjustments to the budget uh so that we continue to uh on our commitments provide an education and continue to serve our community uh without you know putting putting a putting this community through the trauma of the last recession where you know the state the state decided the state in in their own need to cut the budget uh you know impounded parts of parts of state aid to our district and we had to make draft drastic cuts then and uh you know cuts uh so severe that uh you know we're still feeling the after effects of the great recession you even 12 years later so uh you know i i do you know i i you know i do think that uh you know it is uh prudent and wise for this board to uh take the time to uh was it uh sock something away in the piggy bank so that uh you know when uh you know should conditions be uh adverse in the future uh we have some insurance against those shocks so uh you know it's it's with that then you know i uh you know i'm committed to supporting this item thank you very much all right um so there's a motion and second correct the motion was by work clerk second by portland correct foreign hi board member travis hi myself 49 all right um moving on to item 9.03 mr board president uh if i could um you know in the spirit of making sure that the new alan rock continues down its path of transparency and doing things on the up and up i'll need to uh recuse myself from this item i have a family member who is an employee of um the the organization on on the agenda here and so so as not to have any influence over this i will recuse myself from this item and i would ask if somebody could just text me um when we're done so that i make sure i get back for item 10.01 uh will do and thank you for the clarification at this point um all right and so for the purpose of the public it's so that there's no sort of influence because because he's refusing himself um all right so we're moving on to 9.03 uh approval of the first amendment of the joint use agreement with the central batista child development centers for joint use facility at cassell elementary is there a motion on this item board remember travis i have a question all right um do i have a motion i'll second uh board report clerk motion moved uh second by word fun uh board member travis you have a question yes um this is a mr colvera question um one of the questions that i asked the superintendent on our 101 was what at the rate of the rent that is stated here is that fair market value um because i started looking at the rentals and another question is what were they renting at before and before this increase the first answer to your question it is fair market value and it's really um different from one uh districts to another and a lot different from commercial to educational facility spaces um now in terms of um what what we've added and i'll get into the rate itself i don't have the um the comparison here um but they're we're we're adding or they're asking to add two additional classrooms um and some land spaces to extend um the play area if you're familiar with the um with the center at cassell there's a play area right behind it and they're just extending that area and then two additional rooms um i don't have the actual rate comparison in front of me right now um but i can certainly provide that to you offline or in yes please thank you all right uh there's a motion in a second is there further comments remember uh uh thank you mr president i mean you know uh the you know this is exactly sort of the things that we're looking for in uh you know me you know me uh in this uh environment here uh making use of you know making productive uses of our facility while maintaining ownership uh you know uh from what i read here this you know uh you know a a as mentioned by assistant super tin chang and i discussed this on my one-on-one with dr bauer you know i'm glad that this is a market rate rent uh you know uh you know this is an additional sixteen thousand dollars for for the year plus you know uh the frame you know approximately another was it ten thousand dollars in utility costs you know indeed you know uh this is money that can be used to educate our kids help maintain our facilities uh you know uh help defray you know uh our our uh set you know salaries and benefits uh you know uh and at the at the same time providing our community with a needed service and hope you know and in the hopes that you know uh the allen rock community sees the value of uh a community supported uh alum rock union elementary school district so what i read this is a good deal uh this is a good deal for you know san juan batista a good deal for our community and especially a good deal for alan rock so i urge my colleagues to vote yes on this item all right um further comments from the board uh comments remember oh can somebody um participate in design uh yes mr board president we have no request for public comment all right thank you all right see no comments from members of the public see no comments for the conference members of the board i'm going to go ahead and call you as i see you uh board member mr president did you say something uh yes i'm gonna go ahead and call for the vote he called your name oh okay hi uh ford clerk hi uh board member travis hi my sophomore night we should pass this for with uh board member uh i don't know we're choosing himself somebody want to connect on them yes um can somebody text him what's up thank you all right moving on to it 10.41 do we have all the comments no public comment at the same time mr board president all right uh there's a comment from boardroom travis motion to approve if you're taking motions now there's a motion by board member charger second second second by board uh vice president um and i'm going to give a minute or two for four more jump on board all right uh we're gonna just bring you up to speed one on item 10.01 uh we've taken a motion from board member chavez board member from seconded this is uh the approval of contract with lpa deep for architectural services for facilities master plan now you're up to speed i took public calling already um and so unless there's further comments from the report i'll go ahead and i'll call you as i see you there's a comment from board member i think trustee chavez might have been i think first the hand from before correct yeah this hand keeps coming up i don't know why sorry okay uh yeah i just i just briefly wanted to say i am very enthusiastically in support of this item you know i think that we've talked about this at infinitum but we've we've come a long way to get to this point to really be putting some things into action and moving things forward and moving the district forward and it seems like every month we have something momentous like this at least i consider it to be momentous and you know with um something that i've been championing for several years now that i've brought to us and we've all worked together on our solar energy program and the possibilities of that and how to uh most efficiently most uh you know the best way to kind of bring that to us and see how that might benefit our district um you know i that i think that that ties in with with this item and and the direction that we're moving so um i i enthusiastically support this i look forward to how it might help us to get closer to our things we want to do including the solar energy program and i would encourage us all to support the site thank you what are the comments from members of the board all right c9 then i'll go ahead and call you as i see you uh voting on 10.1 approval economy with lpa for architectural services facility master plant um yeah let me go ahead and just make a quick comment myself um i i want to ditto uh comments from foreign um when i was on the board uh bond committee the citizens oversight committee for alan rock we had a a master plan they had already i had a couple years on it already it was this massively big thing that called for half a billion dollars worth of needs so unfortunately i'm assuming that we still have a lot of those needs we've been making a lot of headway by addressing a lot of the major issues um but i'm very very uh heartened to see that we've we've been making steady progress we're getting those things that need to be fixed and so i know that we keep on chipping away and we'll get there um it's a lot of uh board remember travis you want to go ahead and watch your camera just wanted to make sure to let you know i don't wanted to make sure i didn't dump any water on the on the computer all right um and so yes a lot of need a lot of things that got in the way a couple years ago but i'm glad that we're back on track and that we're going to be able to address those issues as we move forward and we're all we already started so very excited for the future seeing the blacktops seeing the playgrounds uh all the commitments that are coming through for the from the public very appreciative of that um all right uh borderless president uh yes you know this is this is big you know we you know we you know this is the the start of updating our facilities for the 21st century uh you know uh you know and hopefully you know this would you know i have all the confidence in the world this will include air conditioning which is something near and dear to my heart but uh you know as i've said many times uh after visiting all 22 of our school sites you know uh with the exception of uh san antonio these buildings are serving i believe they're fourth generation you know in many cases their fourth generation of students here i uh if i'm not mistaken uh joseph george and ocala are the last the two you know before before the construction of the new san antonio uh school site ocala and joseph george were the last two schools built in our district and that dates to 1972.

the main increase is in the regional cooperative funds of 3.8 million and the classroom site fund of 2.5 million historically we will not receive any new voucher and fee for service revenues for the 2023 school year until later in september or october so this cash balance helps us to meet our obligations in the first quarter of the fiscal year i would also like to point out a few changes in the financial reporting blind programs were previously tracked under the tucson campus but to be consistent with death programs we have moved them under the administrative statewide programs in addition yuma was moved from region 1 to region 3 and the region 1 preschoolers have been moved under the early learning program budget fiscal year 2023 reflects the draft budget of 67.8 million that will be updated to 68.1 million to align with the budget submitted to ospd and jlbc as with budget fiscal year 2022 we will not divest any of our funds from the trust fund since we have a cash balance of 224 000 and that will cover our current request for this fiscal year the july 2022 and 2021 revenues and expenditures are relatively consistent there is a decrease in other sources of revenue since we received surplus property funds in budget fiscal year for vehicles that were sold sold the major difference in expenditures is an increase in equipment with the purchase of chromebooks for the students of 326 using emergency connectivity grant funds in budget fiscal year 2023 if there are no questions this concludes my report thank you are there any questions this is pv chance thank you president nigro can you give us a bit more information about your sense of what kind of positions are currently vacant 146 is obviously a significant number compared to the previous school year so i'm wondering are there specific areas that are vacant more so than others i believe there was 38 teachers and 18 instructional assistants and there were like 11 drivers and 50 other staff classified staff yeah uh pv this is david um in the assistant superintendent yeah and this isn't superintendent cooper's report pages 12 through 16 has all of the category all the classifications and all the positions that are open so if you you can take a look at those you can see that they're divided by you know phoenix campus attendant services and then divided by job classification great thank you so much i wanted to make sure that the community was able to get that information as well my concern especially right now is what is what efforts are being made for recruiting are we sort of waiting until the next school year to be able to try to fill those positions particularly for assistant principal positions this is assistant superintendent cooper no we are not waiting we post those positions as they are needed per the request we have a process where the staff are required to provide justification we also have been looking at as you have may may have heard excuse me we've been looking at staffing in terms of aligning staffing with student ratios we've talked about that quite a bit but to answer your question specifically we are not waiting to post those positions when the school year occurs as soon as they're they're needed they're justified it works its way through the process and we're beginning the recruitment and i'm sorry this assistant to cooper i also wanted to mention we are actively recruiting we just hired a new hr recruiter within the human resources division recently and he is expected to start on monday there are any additional questions for ms mitrich thank you no thank you next up 703 information item on bud's person presentation donna williams good afternoon board president nigro board members superintendent reichman assistant superintendents cooper and martin and the sdv family my name is donna williams and i am the asdb umbuds person thank you for the opportunity to share a little bit about myself and my role as umbud person i have a short presentation to share the office of the umbudsperson is really about collaboration we heard superintendent reichman talk about the importance of collaboration and so it is important in this role as well when i started in july it was important that i gather as much information about the agency and the people working in this agency to determine kind of the scope of this role and how i could be of service and of help to the agency and so one of the things i did was set a lot of meetings took a lot of time and talked to a lot of people and i'm grateful for the time that they spent with me sharing about this organization next slide please so the goal will be to facilitate positive relationships among staff students and the public again through collaboration ensuring fair processes ensuring accurate information and also helping to resolve concerns and that is the main role of the young buds person next slide please this slide just has a little bit about myself just to summarize i am an attorney by practice i've been an attorney for many many years in 2010 i decided to transform my practice into conflict resolution and so i have been a practicing mediator since that time i've had many roles where i have been problem solving for individuals for agencies for businesses and so i bring that expertise with me i'm also a contractor with the state in special education conducting mediations with parents and teachers trying to find needs for the educate trying to meet the educational needs for students in the state of arizona so what is an ombudsperson so there are a number of things that um i came up with with the help of the leadership the agency as well as superintendent reichman and so i'll share some of those things sometimes the umbus person is just an active listener right an ear to bounce things off of i can provide options for resolution respond to questions questions about process about policy about who what when where why and how explaining those policies and procedures that may be misunderstood i can also facilitate mediate communications between individuals and groups that is kind of the typical skill that a mediator brings to the process i can also help find steps to resolve problems and help people talk through that resolution process one of the important things that the person also does is looks for trends in patterns and problems and complaints and then brings that information to the attention of the superintendent and of the board so that the appropriate discussions or actions can take place so um next slide please the umbus person also though works within boundaries right so as much as the role will assist both internal and external um agency issues there are some boundaries that the god that the empress person should stay within so one the m buds person will not direct agency departments to change a decision or a policy again the feedback from people that use the service there may be some trends that bubble up that i share but ultimately it's up to those departments and the agency to make whatever decisions they want to based on that data and that information the unboxed person will not offer legal advice testify or produce documents in legal or other proceedings conduct investigations that responsibility will remain with human resources at the direction of the superintendent the mbus person will not substitute for formal channels so the agency already has extensive policies and processes to follow regarding complaints and grievances and while people may utilize the services of the young buds person doing so does not change those processes and then i won't advocate or take sides or address personal disputes outside the agency for example if you're having problems with your significant other your landlord your neighbor those will not be issues that the the unbutts person will address next slide so the role of confidentiality in this process will be key to building this program and sustaining it and so i want to take just a few minutes to talk about confidentiality and dealing with the ombudsperson we are going to obviously i'm collecting information but the information that will be shared from the office will be aggregated data that doesn't have personally identifying information issues obviously obviously regarding safety and health issues as a mandatory reporter will obviously be shared but outside of that communications with the office will be confidential and also the the um buds person will not communicate with attorneys or be involved in the matter what legal steps have been taken and so the role of maintaining confidentiality belongs to everyone and one of the ways that we do that next slide please is to safeguard the information that is received through the office and so we have set up a number of processes where you would engage the m buds person which i'll talk about later but so that i'm really the only person that receives that information it makes it easier for me to safeguard it that means though that the person using the service also has to be responsible for safeguarding the information and so if i'm keeping your information private and you're broadcasting it that defeats the whole purpose of confidentiality so it really is a two-way street so again as i stated before the aggregated data that is gathered from the program will be shared with the superintendent and the board just for the purpose of seeing how the services are being utilized and then again what trends or opportunities there are for larger discussions or changes in process and policy and then finally the next slide please the continuum of available services is really a a chart that we came up with that really shows you kind of the range of opportunities to engage this office starting with information being kind of the most general moving into mediation being the most involved and so if we look under information as i stated before provide information about policies and processes share additional resources around problem solving and other concerns serving as a neutral sounding board right so just someone that you can bounce ideas off of and then again providing that feedback to the superintendent and the board on the trends that i'm seeing moving on to navigation which is helping users of the process understand and navigate the policies and processes through the agency making suggestions regarding effective problem solving and techniques and then role-playing difficult conversations and and serving as someone who can provide feedback for those difficult conversations and then discussing what to do next so i've done x y and z what should i do next and really having a discussion about what the possibilities are and then facilitation helping the parties explore differences so we move from individual utilize utilization of the service to now working with two people or more in the facilitation process which is helping those people engage in constructive dialogue leading difficult conversations within teams and groups in the agency promoting understanding and also developing workable solutions for those issues and then on to conciliation again more involvement with the groups with the individuals helping them clarify issues doing maybe some shuttle diplomacy building bridges helping really build a framework for communicating more effectively in those areas so it's the idea of restoring repairing and rebuilding relationships and then offering creative solution and then finally probably the most intensive work that the um buds person will do is exploring facts in a manner that ensures that parties understand each other and communicate better really determining exactly what the problem is between parties between groups and helping them develop workable solutions moving forward and then helping them memorialize whatever those solutions are so that everyone has the same framework on how to move forward with communication so how do you engage the buds person we have a phone number we have email and we have a request form that we have created and i think in order for us to keep the kind of data that we want to keep in this service whether you reach me by email or phone you will be directed to use the form because that is our way of collecting the data that we'll need to um to explore so um i have made a promise to get back to whoever utilizes the services and sends an email or phone call or submits a request form to back to them within two business days i'm available to me virtually of course we all are right but i can also arrange for space in person at one of the facilities and then we are preparing an evaluation form so that following the use of the investment services we can get feedback on how that experience was for users and then the last slide is my contact information this concludes my presentation i'm happy to answer any questions uh thank you uh welcome certainly to the to the agency thank you are there any questions yes this is board member chance i i do have a question uh like president nigro mentioned welcome i do look forward to being able to work with you it sounds like you have a wonderful background and it seems like you are potentially exactly what we're looking for but what are you doing to become familiarized with issues or potential conflicts when it comes to the disabled population or different perspectives pertaining to our population so and thank you for that question since my arrival as i said i've been meeting with agency leadership and once we officially roll the program out i'll have opportunities to engage the public i'll kind of do a tour if you will of different community organizations different departments explaining the role of the unboxed person and then getting a real sense for the need in those areas and so this is all going to be kind of an exploration over the next several weeks so i'm hoping that those issues will bubble to the surface and i'll have a better idea of where some of the concerns are hopefully that answers your question in a way i also want to make sure that you do take the time to recognize and understand the perspective of individuals with disabilities i think that will be helpful in any sort of conflict resolution especially when it comes to our agency and your program absolutely and i completely agree and certainly if you have some suggestions and some avenues that i can explore along the way i welcome those suggestions i'm sure assistant superintendent martin can fill you in on some of these suggestions that i sent his way perfect board just uh one quick question for you you spoke about getting the program up off the ground getting to engage the community what is the timeline going to be like to get uh kind of up and running and begin to to service folks that need to come to you and then when can the board expect to start to receive information about kind of the outcome of some of the different trends that are being seen well technically and from an infrastructure standpoint we're ready now so we have the processes in place we have the paperwork in place and so as we begin to make these introductions and more public introductions and we can open the program immediately in terms of my reporting about the data that we're receiving it really depends on how busy i am i mean i think i should probably wait until i have something of value to share but i anticipate at least reporting out quarterly to the board on the progress of the program okay thank you um and maybe just one quick follow-up question to that as well um what is the kind of communication strategy to let folks know that the program is going to be available so i'm working with superintendent reichman and the assistant superintendent on that rollout and so it's a work in progress but we're going to blast it as far and wide as we can because we do believe that it will be a valuable service to the agency and the outside community thank you my pleasure thank you are there any other questions this is okay could seem to be cutting out there a little bit if people could just are you still there okay great so um you cut out a little bit there but i think the message that we heard was that you would like us to this is david uh you'd like us to um identify ourselves uh prior to speaking correct yes i don't know who that understood that was uh board member wonders uh just now but we will uh be sure to uh identify ourselves um again this is david um no other questions we'll go to 7.04 superintendent reichman oh sure i want i wanted to take this moment to interrupt i do think we need to go back to 6.01 and 6.02 those two were removed they were not removed no one seconded the motion to remove them and i move that we accept the consent agenda okay yeah thank you no problem um so now we can go to 704 a review of open meeting law on recording minutes pursuant to ars 38 43 1.

the board may vote to go to executive session which will not be open to the public for a discussion consultation for legal advice with the board's attorneys as it relates to this item uh and now that we're in that i'd like to move that we go into executive session pursuant to ars 384310383 for discussion consultation and legal advice from our attorneys is there a second this is lynn i second all in favor say aye aye hi hi are you opposed any abstentions this is pv i abstain okay um great so we can go into the executive session no there is the admonition um that well for lack of a better term succeed do you have that i i do all persons present thereby reminded unlawful to dispose or otherwise default person who is not now present other than a current member of the ascb board or pursuant to a specific status anything that has transpired or has been discussed during this executive session failure to comply is a violation of ars 38-41.03 thank you the board is going to go to the executive session room do i need to bow back that's a great question i'm not sure i don't think so i think they can handle i think they can do it okay i'll hold okay thank you all right okay everyone are we all back um do um interpreters do you need a break it's coming up on seven two guys okay no thank you president negro but the interpreters were able to rotate through breaks during the executive session okay great thank you okay uh 8.01 call to the public on non-agenda items leticia i don't believe we've gotten any um papers before and then there were no comments that were sent in prior so we can go to 8.02 um discussion and possible action item agenda items for the next regular board meeting scheduled on november 10th in phoenix and proposed work study date on the strategic plan reminder october 20th is the work study for the master facility plan so october 20th is the work study for the master facility plan i highly encourage everyone to attend it's a very important issue for the agency you know going forward and i think over the next months and year that's going to be really important to get that work done um it looked like in a doodle poll that we did prior to the meeting it looked like february 9th was the um date that worked best for like eight out of the nine of us so that had the most yeses and that's going to be february 9th to talk about the kind of the update as board member both mentioned at our last meeting it's going to look at the strategic plan the progress that we've made in that first fiscal year we've already identified in the last meeting the areas where improvement is going to be made that's one of the reasons we have the strategic plan so um we we know we've commented on where the improvement needs to be that meeting is going to be to talk about the efforts that have been going on this semester and that are ongoing throughout the year to seek improvement in those metrics um as well as other metrics where we've uh you know that we're also measuring um so we're going to talk about what we're doing to to improve that the different tax tactics that we're taking again the strategic plan is the you know the way that we know when we're there and if we see that some uh lack of progress or regression in some cases uh we're gonna test the staff with with working on that so uh that's february 9th we'll we'll have to have a motion in a i might as well have a motion now to approve that so i move that we except february 9th 2023 is a work study session on the strategic plan uh is there a second this is land okay and then for 802 is there any um agenda items that you guys would like to see for the next meeting in november there is um brittany um yeah i would like to look at maybe examining a new policy for a meeting when we have a call to the public and they come up to the podium maybe extending the amount of time that people that need interpretation services oh yeah i i was just going to do that this meeting there just weren't any um uh there just weren't so it's president's discretion for the time um and i was gonna we talked about that uh i think last meeting there was an issue that came up um so i was gonna do three minutes um for oral speaking in four minutes uh for people uh that use sign language or asl um and go from you know go from there then keep the 500 word limit for things that are emailed in have you asked a person that uses interpretation services if four minutes would be sufficient for them i spoke to a board member last time but i guess i can do that i can put that on my agenda for for before the next meeting because it is you know so four minutes or four and a half minutes whatever that is you know that that's okay with me okay yeah we just didn't have any meeting any comments today are there any others uh okay great so moving on we're gonna go to 9.01 action item adjournment i'm this is lynn i move that we adjourn this meeting hi second uh all in favor say aye aye aye any opposed any extensions okay uh we'll see you guys in november thank you so much i appreciate it again to the media and the interpretive staff and the interpret interpreters thank you again for all of your hard work and for being back in person we have these great new lights they're amazing thank you you

second motion and then a second promotion but uh for uh yes i'd like to pull item 14.10 uh specifically the chef and foundation is the is the contract um 14 14.10 yes um do the makers of the motion secondaries agree minus 14.10 uh let's see here since the motion was made in a second uh one of our colleagues asked me to pull that item are you guys okay with it that's fine all right the secretary concurs remember travis hi you're okay with uh pulling item 4 all right so the motion passes uh the motion is made to approve the balance that could take calendar with pulling 14.10 is there any public comments uh no request for public comment mr works president all right see now then i'll go ahead and uh we'll go ahead and call for one of the approval balances consent calendar uh i'll call you as i see your board vice president hi all right uh moving to item 14.10 um go ahead you want to pull it go ahead and make sure all right thank you um yeah i wanted to pull this particular item uh it came to us the chef and foundation um is an organization or a i'll call it an organization who came to us um from miss mendez the director of child nutrition here in alam rock um and i you know i had some questions with for dr bauer kind of about specifically what what would be do with this organization or this foundation would actually be doing under this contract and um i i thought that her her response that she was able to provide for me was um very interesting very good to hear and i thought it was valuable for us to get that out and get out the the kind of work that's happening in our cns department so if ms mendez is here i appreciate you being available um and my question would be unless dr bauer has any ad but my question is just that you can share with us kind of um what this particular contract is about what will happen under it and and why it's um something that that's good for for our district good evening board board president board of trustees and superintendent dr bauer um thank you very much for bringing up the questions um trustee vegeta our intention for presenting this proposal um to contract with chef and foundation is to allow this organization as you mentioned to provide support um to our facility so it is a two-part contract in which um the organization would be coming in in late september to do on-site assessment of our facilities as well as our menus labor and provide additional training our intention is to figure out and determine different ways for us to upgrade our facilities and our equipment so that we can slowly transition into um more to in to integrate more scratch cooking whole ingredients and fresh ingredients into not only our menu for that includes our entrees as well as our salad bar options in addition to that they will provide support to create recipes that are culturally relevant to our population student population in addition they will provide on-site training as well as virtual training which includes culinary customer service and other training as they assess in the next coming months to support um the transition for not only our cns staff but all of our cns management team so with that being said we hope that with their support we are able to purchase equipment small wares and other necessary necessary items so that we can transition and move forward um in hopes that soon enough we are able to upgrade and create a menu that not only services our students nutritional needs but we are able to work together with our students in our community to provide food items that students will enjoy and are developed and created to provide more wholesome ingredients uh thank you uh miss mendez for that and for that clarification i i know i believe trustee loretta has kind of brought this up kind of alluded to this topic a little bit in the past month or so i believe unless i'm miss remembering things but as anyway the topic of um you know our lunches the food that we provide to our students it's a big part you know we take it for granted but the the quality of what we're providing for them is a big part of their ability to perform academically and socially and everything so um you know i think it's important and one so thank you for providing that one question that i wanted to ask though um have the have the students in any way also been a part of kind of sharing what they hope to have what they hope to see the kinds of things that they want and are they incorporated into this process with the chef and foundation in any way yes so the intention is not just to provide the training for staff but it's also to give the cns team the tools that are needed to get to provide more taste test and get the student input so that way um not it's not the team that sets the menu but it would be the um input of students over the summer we did partner with our santa clara county public health and they were conducting some taste tests and from that information and feedback from students we were able to add a few items onto the menu however we do realize that there is more um of those partnerships that we need to develop and create from cns side so that we can get more student input not just from a few sites but develop a plan of action where every site and most students all students should have the opportunity to provide their feedback and input on how the menus are developed we do have three different menus we have our k-8 our middle school um six to eight and our k5 so we are able to create menus based off students preferences and based off of their age groups and where they're at so we hope that by receiving the tools and getting that guidance and building our team to help support all of these initiatives that we hope to implement sooner than later we are able to present our students with a menu that they will be intrigued and will enjoy at the end of the day because the intention of our program is not just to provide a food item and a plate in front of them is for students to enjoy and really benefit from the nutrition of that in general food provides okay well thank you again so much for for providing that clarity for everything that you and your team do have done and continue to do and i look forward to hearing more about this and i will be supporting the approval of this item thank you thank you uh for the comments uh wardrobe travis thank you mr niece and i'm so happy to hear that you guys are going above and beyond to try and make sure that it's a a good meal for the kids nutritional and more importantly that they like it and they'll eat it thank you uh any further comments remember the board all right so you know then i'll go ahead and do we have a motion to approve second by uh board member travis seconded by florida vice president is there any public comment incentive uh no public comment on this side of mr board president then i'll go ahead and call for the vote as i see you unless there's sort of a comment or vice president hi uh board clerk hi board member travis hi boardroom hi my sophomore year not emotionally all right moving on to item 15.01 it says teacher board agenda request please give those to the superintendent uh if you're interested in placing an item on the agenda um and at this point we'll go ahead and adjourn this meeting at 10 41 pm have a good evening everyone

because i think i mentioned to the new teachers at project time as well we're so thankful that you're here and and investing in education because as you know across the country actually where we're down and people that are going into education so as we said we had someone start today we had um another teacher last week uh we threw them in meet with kate hurry up get to project time and then alicia same thing some some of these last minute hires we're very grateful to have so um once again we welcome you all to the district i'll i'll kind of echo my colleagues and and welcome you here and welcome to welcome to our district uh please reach out to us if we can be of any help or any assistance at all lean on your mentors if you have any questions concerns things of that nature they've been around they know what's going on if they don't have an answer i can assure you there's someone that they know that has run into that issue or knows how to answer that so there's plenty of resources available in this district to help you out please take advantage of it thank you for being here thank you for investing in our children it is greatly appreciated and does not go unnoticed so thank you for that and with that since we have a three hour meeting tonight you know and you guys need to get home and hopefully your significant others have made dinner for you uh you're more than welcome to hang around but if you'd like to if you need to leave we totally understand [Music] elementary school lindsey perry was liam's oh my gosh yeah yeah really good friend yeah yeah he had two in elementary and he went on to you know all right yeah there you go good stuff okay uh moving on old business uh superintendent evaluations committee comments we've talked about this a little bit so start to try to get this and uh bring this to uh fruition over the next couple of meetings between next meeting and the one we have in october would would be good so so when would you like our um the evaluations uh to the uh the the subcommittee to it's who who's actually on it it's it's it's okay miss amaral and it's it's kathleen and myself thank you it's been a while and kathleen is doing all the computer work so so i should send it to her yeah send it send it send it to her we'll or send it to me okay that type of deal and uh we'll get kathleen and i will get together and we will uh put everything together fine kind of finalize things and uh you know sit down and have a meeting with dr gifford on it and go forward from there perfect uh mr chair so looking at this i think in the brief here um we'll be placed the uh the summative will be placed on the 26th so can you can you give me an idea i need a deadline and that's fine uh this is not a this is not personally for me this is not a good week type of deal um you know uh kathleen help me out here how does uh next uh tuesday the 20th if you get everything that was by the 20th okay then either wednesday or thursday you and i can meet mm-hmm if that gives you enough time yeah yeah yeah that does that does that work for you dr giffords for me okay yeah we have a two by four space we can borrow okay huh we do okay good all right so the 20th is the deadline and then yeah 20th is the deadline and then either you know 21st 22nd kathleen you and i can get together how's that yep that works all things okay and we'll work out when we'll go forward that way perfect thanks okay i did have a couple of questions but i'll reach out to dr gifford okay that's fine i mean if you've got yeah no disrespect if you've got the technical questions perfect i'm not offended believe me you know that seriously that's fine i don't see much offending you mr nunes no no okay uh any other comments on that you're good with those those dates not the gift okay thank you okay uh next on next item on the uh agenda is uh the scotch kind of a discussion that we started talking a little bit about last year and uh has come back again excuse me and that is the uh student of student representation to uh the school committee uh i think uh mr shea is looking for some guidance because that's why we don't have a school committee rep at the moment so uh what i'm going to do is i'm going to let mr shay kind of give us his thoughts and we can go from there how it has gone in the past is that our student council elects one member to be um a part of the as a part of the non-voting school community member um it appears that there's been a an update to the section of it that you need a five to ten person advisory council that is elected by their peers so kind of just wanted the advice in how i advertise it and how we market to our students to run for the office and want to hear the thought of the school community members okay dr jenkins so i'll start because i brought this up right i'm a political scientist by training and so i think participation in political processes is important you know i came across a tweet by someone from masc noting about student participation what's required by law and i went and i did some investigation into state law and we weren't in compliance with state law and you know this is not on anyone right this is just how it's been done for a long time but i do think what we need to do is to make sure that our practices are in compliance with what state law dictates um i also am interested in in having and again this has been a sort of historic practice there's been a rotation of student reps to the school committee meeting and i feel like sometimes we get less than sort of raw honest unfiltered opinions from them and what i think we really do want is that voice that participation on our committee and so i would like to see it be in compliance with state law someone who is selected by their peers i think there's value in having repeated attendance at school committees you learn about the process i mean this is an educational thing for students they learn about the process they learn about the issues and i know there's been some concerns about the time commitment but as a political scientist i would argue this looks just as good on someone's resume as being part of a team or another club so i really want to honor our students and encourage that that debate and so rather than having them sort of be picked by the administration or a select group of peers i really want this to be sort of a democratic process which i think is what state law requires of us mary yeah so i just um i think piggybacking on that and some of the conversations you know i'm kind of curious because i know of course we have the conventional student council and that you know has already been elected you know my understanding is this is a you know separate group and they would also have their own meeting so it would be and again i think if student council you know being more activity use driven and that kind of thing so they would be the representative so i guess my you know kind of as we extend the conversation and mr tebow and i had some conversations about this and he had some you know ideas as well is whether or not it might make sense within those five to almost have you know a randomly picked assembly of students i think you you would mention that too and i think that was sort of you know mr shea alluded to a scenario there was a school where they kind of had randomly picked students to serve as representatives so that you got a cross-section of voices but then you also had a leadership piece so i think that would be kind of another way to get those different voices in so i like all those thoughts um again those five members would be the elected by the student body but perhaps you know we could have that mix as well so but um yeah yeah that was a malcolm gladwell podcast if anyone likes malcolm gladwell it's kind of yeah he's my favorite of all so i guess my question just to help mr shea go forward with this so because there's a distinction i'm seeing with advisory committee and or at least and the student rep yep because we've had the student rep that has been coming from the school council yeah so it also says that the school committee would meet with a five-member student advisory committee so i think you would need to work the logistics out who's going to do that when does that happen and then what kind of you know i think the kid the students themselves might want some direction if they're going to run for this office if it's an office that kind of thing what they're getting themselves into you know we're posting an advisor kind of yeah to oversee it so let me let me let me do let me do this let me read this this is uh chapter 71 section 38 m of mass general laws it's titled student advisory committees and it says school committees of cities towns and regional school districts shall meet at least once every other month during the month of school is in session with a student advisory committee to consist of five members to be composed of students elected by the student body excuse me of the high school or high schools in each city town or regional school district the members of such student advisory committees shall by majority vote prior to the first day of june and each year elect from their number a chairperson who shall serve for a term of one year said chairperson shall be an ex-officio non-voting member of the school committee without the right to attend executive sessions unless such right is expressly granted by the individual school committee said chairperson shall be subject to all school committee rules and regulations and shall serve without compensation a school committee may designate a student outreach coordinator for the purpose of ensuring the establishment of a student advisory committee and regularly informing the advisory committee of the school committee's agenda so it seems pretty clear to me that they need to be elected they're they're the five party members are elected and the way i read this is that they then elect one from them five of them to be the school committee rep and that person is going to be that person whomever it is is our representative for the year we'll sit up here yep yeah we'll sit here you know and again you know so that type you know and then uh you like the only and i don't mean it the only issue i see here is when do we as a committee meet with all five of them so i think that i don't think it's all of us that has to meet with them i think we can have almost like we can designate a member of the school committee yeah i i can tell i can tell you in the district that i that i serve that i work in that we do have we have we have exactly the way that dr jenkins presented it we have a student advisory council uh our committee and then we have we have a member that sits at the table with the school committee and there is one school committee member that meets monthly with the student advisory council so it would be it would be one of us that meets with the student advisory council hang on mary for a second i'm going to put my municipal hat on for a second uh the division of local services has what they call an attorney for the day that you know you can call with legal questions and everything else and i'm just wondering if this is one of those calls you make to to the to the lawyer of the day and put it at them and get there get their interpretation on what exactly just you know are we meeting how many members of the committee do we need to have i mean it's site it's exciting to me to meet with the to meet with the students meet with the students that that type of deal yeah and you look at the masc policy that says the committee will meet at least once every other month whilst i mean i guess while school is in session refers to the months but it could refer to during school time so um like during the day right as opposed to at night yeah you know i mean in well let's cross one bridge at a time i'm just saying that the way that these things are written are somewhat ambiguous is it the whole committee is it not can we could we invite them here to meet with us yeah i mean do we have to you know and is it one of these is it does it become a posted subcommittee that that type of deal i don't think so but yeah you do certainly if you want to reach out i don't see any harm in that yeah all right mary so i i know again we did talk about this last spring and i had i did volunteer by the outreach coordinator i just want to give some credit to mr tebow like not to put on the spot but he had done quite a bit of work on this as well and i think one of the things we discussed too when we talk about five we have four classes and you know um so you know i just don't want to lose like his effort because he spent quite a bit of time you know looking into this and thinking it through and how it actually might function in the with the high school students and so that was you know again just to you know because you did some of that background work as well yeah okay does that help so i guess my question is is because i think there's some logistics sides but i know i need to hold an election of five students right and i and i kind of agree with the vision that has been talking we have four grades maybe two seniors and one on the each other great so you have kind of like a representation across the entire school so one per grade um we're going to have to hold freshman class elections anyway so we can get rolling on that and get that position in place and we can figure out the the um the fine the nitty gritty um i guess my question is is if they're meeting with this chair or someone on the school committee do i still need an advisor to do i need to post for a teacher advisor or are we okay with it being in the hands of all of you i personally think you should have an invite you should have an advisor that's just a teacher advisor yeah yeah sorry i think he's just going death yeah okay i think he's going to need it yeah he's going to need it to like just uh also because we're dealing with issues and policy and so someone to help guide those students internally you know we may not know some of the be is intimately aware of what's going on in the schools that are at the heartbeat of uh conversations among the kids and concerns so yeah that would be helpful yeah absolutely okay so on my end i'll um hold an election i'll try to i'll do one one per grade except senior we'll do two and then we'll go from there and then next year we'll do we'll make sure that we have it by the first of june so we'll get will be a shorter term this year and then it'll be longer moving forward yeah i appreciate the advice and support thank you mr t okay all right so over the next couple of days i will we'll figure it out figure it out we'll figure it out yep all right any other old business nope okay new business superintendents update okay i've old i've kind of quite a list today okay um so a couple of things first of all we did meet with as you know we have an elementary sro person that's that's going to be rotating around the elementary school so i asked the chief along with sergeant joe raposa who supervises the sros to meet with our elementary principals so they have a sense of the expectations it's new for us so what can be expected of amanda tavares who's the new sro and um how she can work with with the leadership at the at the schools and and help out and foster relationships so that was one thing we did that went very well i know mr nunes is going to speak about the special olympics at the high school so i won't speak about that wednesday is an early release day and our focus throughout the district is going to be on safety drills review of the protocols building tours that folks can view the exits and entrances especially new people that if an emergency happen they they know the building well the elementary staff will also be given a timeline relative to the state safety action steps that are going to be happening throughout the year we're giving folks a heads up on all of this we've met as a team to discuss it both at the elementary and secondary level some of the examples of the things we'll be doing throughout the year as we did some we did up i guess pre-covert if you will uh walking field trips for the kiddos to come out and see where they would go for safety and all of that uh discuss and prep discuss discussing preparation in the case of an intruder as i said learning about exits from specific rooms such as the gymnasium etc uh intercom scenarios were run where they would announce certain things and then they would get to discuss with their teacher what they would do at that moment and of all eventually we'll have evacuation drills with the elementary we did meet with craig pimentel as well who has done all our alice training to talk about that and he's working with the individual leadership at the schools to coordinate that currently at the middle school our grades 6 and 7 have received instruction on alice protocols grade 8 is tomorrow and on wednesday the middle school staff will be doing a drill with the police presence and school-wide and a school-wide drill with the students will be completed by the end of this month the high schools review their alice protocols as well that happened on the second day of school and teachers also were asked to discuss that in the advisory period and the drills are being planned for probably the week of the 19th so we're really and we've asked everyone to continue to document everything they do and make sure that everything is in place and nothing is missed i asked mr shay today how the high school cell phone policy was going he said they haven't had an issue so that's good to know also the district strategic planning process will begin we've had some meetings to talk about this our plan is to develop what we're calling a bridge plan for this year that will identify action steps framed around those same principles that we use last year in the dip and the sips they were focused if you recall in monitoring for understanding fostering a sense of belonging and ensuring great appropriate instruction happens with scaffolding we will be partnering with learn launch learn launch group through through deci it's free which is nice to engage in network meetings and support around just that one principle about the sense of belonging so that's one big piece of what will happen uh being our strategic plan so for an example for a bridge plan that is one action step that we're undertaking for this year we call it bridge because then the work this year will lead into the full three to five years strategic plan um so this year's work will supplement the year's work on developing what we're calling a vision of a learner you've heard of portrait of a learner so we started this work during this summer's admin retreat where we asked our teams at each school level to brainstorm characteristics of what the learner should look like as they leave that level to move into the next level of course culminating with the high school graduation so all along everybody has responsibility to prepare kiddos for the end result which is graduate graduation and this work will not only support the district improvement plan but also the high schools work with knee ask accreditation which is always an ongoing piece the wellness team which we're just calling it wellness without health and wellness we made up a little new team we included representatives from each level and also katie pavello laurie jodwin who supervises and works very closely with the nurses we met to continue efforts to enhance our allergy awareness efforts and so what's happening is um our lead nurse kelly stoll is drafting which she has done updated guidance to supplement the existing policy which i still say is a good policy it's just again bringing awareness to it heightened awareness and making sure it's followed along with other protocols proactive protocols so some of the things as examples all schools receive training on life-threatening allergies by our nurses in the beginning of the year and signage has been hung in the schools and this includes the reinforcement of just as i said everything that we've been doing the nurses will work with individual parents of students with allergies to discuss how to handle classrooms and seeding of their child because sometimes we've children have been put on you know tables we've identified them as out and some parents actually have complained about that so we want to give the parents give them full understanding of what's going on but give them the option of how they want their child treated we've already told people no food is to be brought in from home to be disseminated class wide that includes teachers as well as parents teachers may not distribute food candy snacks etc protocols and permission slips are being developed for school events such as pto sponsored events we've purchased and we will continue to purchase nutritional acceptable snacks that can be provided by the nurses or social workers outreach workers to students who need things during the day because a lot of times teachers will have that on hand like a granola bar or something but we're making it all through our our as ourselves so it'll be purchased by us and um students will either go to the nurse or like i said a social worker etc where they feel comfortable we have worked hard with technology aspen and mosaic which is the program used in the nutrition department we got it up and running it was not talking to each other as well as it should have been and so that's up and running and um the cafeteria work as i checked today with lori and kelly stoll as well can now see updated allergies in the system and when the students move through the lines so they get that alert up and they're well been trained and genes by what to look for um and so we still have a little bit of tweaking to do on that but tom faraz is working on that as well with some automatic updates because the language was different in aspen and mosaic so they needed to update that language and and again kelly stoll our um lead nurse has been doing a lot of work um she and jenny gates are the nurse who were also on the committee that worked through this and really talked through some of these things they had to manually update some of the medical alerts so it's been a lot of work um but it's a work in progress and once these drafts we have like i said a lot of permission slips we want to make sure like the secondary level advises parents if there's a like the after prom for example there's lots of food there but we just want to make sure we let people know this is what we have and and you know we always say the secondary level is certainly a more responsible for themselves but that kind of thing um just all kinds of permission slips and and for example our special education programs a lot of times use token economy and a lot of times it's a it's a little candy or something so we want to make sure that that's cleared by parents as well um so that again a lot of work and probably a lot of people too that's working hard on this and we'll continue to update the staff on these protocols have not been put out to the staff but because with a lot of it's in draft except for like don't bring food in don't give the food no dissemination of food etc um and the basic updating uh reinforcing of the existing policy and then last but not least was just i had the student advisory uh questions but we just went through that so that's what i have all right long-winded tonight no that's fine no problem well it's new school year new school year new school year a lot of things going on so that's good any questions for the superintendent that's great mr oliver thank you mr news thank you dr gifford uh thanks to all the administrators that are here tonight uh for a good start to the school year um i've you know knock on maybe this is wood knock on wood um i i've heard no major complaints i know always transportation is usually the biggest issue at the start of the school year it seems to have gone rather smoothly i know that uh speaking with my daughter who's a junior at dartmouth high school as well as other community members it just feels good to be um back to some kind of normalcy and just a different feeling this year so um just thank you to your team dr gifford to yourself as well as everyone else here um today um you know i think we have a lot to be proud of and um yeah i look forward to uh what the year will hopefully bring us positively um i do have a couple just a couple of uh questions one being as far as the algae goes the allergies go thank you for um for updating the committee on that i know there was a lot of um emotional uh discussion at the last meeting about that um if you could could you once the uh the procedures or the uh the guidelines if you could share those with the committee i would just like to at least myself i'd like to be able to to just take a look at those and um moving forward uh along with that is is there are we outright banning uh the district fruit specific foods like peanuts are we like peanuts my understanding are we completely peanut free honestly okay so we do identify and like even i like went around the schools and some of the signage will tell explicitly what's in that class um so it's like on a class class by class basis yes we have that's what we've done okay i was just curious about how how that's working um my other ques my other question is just more of a comment um in reviewing the website i'm just curious it doesn't look like there's a lot of going on in the calendars on the on on the school sites as well as the the district site so i'm just wondering are we using a different calendar or we like for all of our events and all that because i was just happening i was actually just looking up to see when the open houses were and i couldn't find them on the website yeah we we always have depended on the schools to keep their own calendars i i'm pretty much thinking everybody just hasn't gotten to it but okay yeah i was just i was just curious because i i think you know make a bigger effort i know it's just that's minor in the grand scheme it's minor in the grand scheme of things yeah but i think we we have an opportunity um with our website as well as you know social media to really promote the district and all the great things that we're doing here um as we talked about previously are you know are looking our our enrollments kind of leveled off yeah um and we're not seeing a lot of growth so um you know any good thing that can happen or that we share especially at the high school level to keep more students um right and differently more robust for sure yeah that's all i have thank you thank you dr good thank you kathleen now i i just think thank you for all that you know information the update um i would like to see like to um my colleague you know requested the final sort of version of all that's happening the updates uh but i do appreciate also you mentioned um i think of family engagement you mentioned like um allowing for a family choice in terms of options around um how it's identified and what you know specific to the student uh i think that's a great thing instead of you know oftentimes we just tell them the rules and they have to follow but it's great to see that that little bit of work with us to see what what meets the needs what they want best for their yeah so i appreciate that effort um and that's all i have thanks i was just gonna say i thought it was really impressive to hear the cafeteria workers are really you know that involvement i think that that's a fantastic step because you know i can spend a lot of time there and i guess i think when we were talking in our last meeting we mentioned the bus drivers i know that seems is there any are there any conversations that are happening there again like with you know epipen or do they have a list of students who might be riding the bus that have those allergies just i mean technically there's no eating on the bus but i know you know we know kids are kids and mm-hmm no we can we can certainly look at that yeah yeah incorporate that into the discussion all right that might be good thank you that's it very good thank you all right okay i know well speaking of open houses i know uh middle school was last week what do we got i i've got it on my calendar i don't have the top of my head okay well i know i have elementary here thursday it's next week elementary is is this thursday all the yellow all of them thursday for all what's that you already had yours okay yeah elementary schools are this week all thursday all thursday and then mr shea when is the high school high school is the 22nd okay thank you very good okay uh yep reporter the chair all the good stuff uh fall sports are ongoing in i uh off to a pretty good start type of deal had a tough game friday night against bishop stang with that last second block field goal but everybody played hard so good luck to uh good luck to them as they go forward um our high school music department is uh and this is to my colleagues is uh we've got two home shows this year one on october 1st and one on october 8th yeah no 15th i got the dates backwards uh so i'm going to need if someone is available those they think i know you're there but kathleen okay i know you enjoy it october 15th october 15th you can't uh count me in okay that's the earlier one right that's the one that's the one that's yeah that starts at four o'clock in the afternoon i'll get you the first is a six o'clock start and like 9 30.

should have just said dr timothy shriver chairman special olympic international and andrea khan vice president unified champion school special olympics north america so i'd like to add it was 1 out of 12 of massachusetts schools and 1 out of 164 in the state wow good shannon so i'd like to congratulate mr shea to whom the letter was addressed but i will also like to acknowledge that he has been principal um for just a few months so i'd also like to acknowledge uh mr tebow um sitting back over here and and also all of the building administration and staff and teachers who have contributed to this effort i think it's a it's a great honor and it reflects really well on our on our our entire school community entire community what we what we do yeah agreed you know you go by the you know they have that big field day and they were finally able to have that big field day and you know you go by and i don't know how many students there were but it was just great to watch them and you know what too again our entire district all the elementary schools they promote so much inclusion and talk you know acceptance and all of that so leads up mr chibo i think wants to say something he will indulge in mr chair yep not a problem what's going on so um i think i speak for mr i certainly appreciate the accolades don't get me wrong but really this is made possible by people like john breaux and paul paveo and um you know mike capello and all of our staff who work with our our students and really promote and build that inclusive environment the letters get addressed to the principles but it's really the work of those staff members who make it possible so they're the ones who really deserve to be recognized and i just wanted to make sure that we shared that so thank you no problem thank you okay uh we've been working on uh dr gifford mr kiley chris oliver jake ventura myself have been working on a plaque and such for the indian situ logo and such and have come up with a not so much the design the design is there but the wording and everything else and it's been audited and they're on their way and a couple of things that are going to happen uh we're working on uh the 23rd i think am i correctly 23rd thank you uh during the day here to have kind of an unveiling kind of like what we have for the veterans this will be in the gymnasium of of a plaque and also at the uh football stadium that night another plaque and a stand and we'll have a special kind of like they did with the veterans plaque uh at halftime of the football game do it you know unveiling the uh showing off the the plaque for the indian logo uh at halftime of that game so i just wanted to bring the committee up to date with that um looking at uh like i said the football game on the 23rd side to seven half times you know eight o'clock quarter of eight that type of deal um the time for uh the 23rd here we haven't solidified that that time yet this is september september 23rd it's on the friday we have a home football game that night against old rochester so okay it depends on what time it is no we don't have any set time we haven't we haven't we haven't come up with the time yet once you establish that i think we'll all be able to figure out yeah yeah and that's fine and somewhere down the line sometimes unless you know unless you do it at like two o'clock in the morning that's the way the way it comes the way it just the way it just works out and believe me we i underst i totally understand that so so i got that and the last thing i have is just want to take a moment to wish tracy oliveira much happiness and health is she retires this week from our school district all the years that she's put in here and the work that she has done uh you know getting project time off with the curriculum and things of that nature so just wanted to take an opportunity to wish her much health and happiness and enjoyment so that's all i have anybody else have anything mary so tomorrow the dartmouth education foundation is going to have our uh grant awards ceremony here in the library media center at 4 30.

substitute teacher for the 22-23 academic school year he will be able to start when his certification is complete hence i will be recommending the approval of the employment of mr daniel para as a substitute teacher that would be our third sub that we have okay so am i allowed to ask what all involved in getting a substitute teacher certified say it again i'm sorry historian can also help with this um he had to go through he has his degree i'll make a few comments and i'll ask her the library he has his degree but i believe it's from another university outside of the country so he has to go through a certification process with ade so that's what he was doing uh miss angelina would you like to add any more so uh getting that process done from a foreign uh bachelor's degree you have to get it evaluated in the states and the states will say okay this is the equivalent of a bachelor's degree in marketing or a bachelor's degree in business or whatever it is so they evaluate all of our international teachers have to do the same and then um he has this in mexico and it still has to be evaluated so it's very expensive so um he's gonna right now he and i talked about it he's already got his fingerprint card back um so he's gonna apply for an emergency sorry he's gonna apply for an emergency cell to see if that's something that he wants to do before he invests you know however many hundred dollars it takes for him to evaluate that um his transcripts so he's going right now he's going to be an emergency sub and then get the feel for it then and that lasts about three years and then after that three years if he decides that it's something that he wants to do permanently then he'll get his his transcripts so if somebody is from the united states russia i know she had a teacher's degree yeah if she was just a high school graduate could she apply the substitute teacher of the school yes they you have to be interviewed in fingerprint chess and then what's called an emergency uh emergency stuff the superintendent can apply to ade and say we're rural and remote and there's not a lot of population has that a full-fledged degree that we can get for six years or eight years depending on how much they pay um and then we can get they it used to be a one-year certificate a emergency sub but they through new rules now to three years search of the game so anybody with an associates or a high school diploma or whatever they can do a three-year emergency shop but it hasn't come straight from the superintendent it's not something that you can download off the internet yourself it has to come from our you can apply somebody off the street to emergency sub it has to go through the district office and then that teacher stuck with that that district and what and if they move to another district they have to do the process all over again so we have very many people that apply for a substitute teacher we we have we're getting more i mean um but this name right away comes to mind we had a a an outstanding member throughout the community who actually brought him on campus so we were lucky that that was the word of mouth and so we just have to keep being persistent but at the same time we want to make sure that people who fall under the criteria some of whom might fall into the criteria angelina just explained we double check we triple check okay they want us out they can qualify but do we want to make sure are you prepared to be in a classroom what is just for the students at the same time so it just is taking time but this is number three last year i think we had one right and we had one here so we have to carry right thank you for explaining that to me the next item is certified employment and substitute teacher brenda montague uh mr president um miss money has been interviewed reference checks completed for the same position to be able to start whether our fingerprints and certification are complete um i will be recommending the approval of the employment of this monitor as a substitute teacher that gives a support issue her fingerprints so that's going to take about five six weeks and then she's gonna have her her transfer sent over so that's a longer process but it'll be a six to eight year certificate if she wants to go so it's it's beneficial to do the long-term certificate if you have a bachelor's degree then it is that emergency that's only gonna last three uh mr president members of the board um i will move to table asylum today due to some changes that will be more explained more detail the regular reading list so mike says resignation yeah some of it i'm reading off of the agenda sheet which is why i heard reference checks completed for the position of nighttime custodian this is great news i will be recommending the approval of the employment of esther ester andrade campos says issue i'll be able to explain more details this is aaron donovan yes yes yes um next item classified informative teacher's aide jennifer mr president jennifer girls has been interviewed reference checks completed for the position of teacher's aid for the 22-23 academic school year recommend approval of the employment of jennifer girls as a teacher's aide next slide impressed by the teacher's aide help us i need some help yes mr hopkins has been interviewed reference checks completed for the position of teachers eight for the 22-23 academic school year i will be recommending the approval of the employment of mr misalde as a teacher's aide okay next class reference checks completed for the position of teachers 8 for the 22 23 academic school year i will be recommending approval of the employment of mr ho as a teacher's aided teacher's aide latisha halloween okay uh mr hopkins um leticia palominos cruz has been interviewed and reference checks completed for the position of tpa for the 22-23 academic school year i will recommend approval uh for the deployment of miss halloween exclusive okay mr president um tracy skinner has been interviewed reference checks completed for the position of cafeteria the 22-23 academic school year she will be working three hours per day in the cafeteria supervising students this is a very much needed position and i will be recommending the approval of the employment of tracy skinner at a cafeteria so she won't actually be preparing food she'll just be supervising she'll be happy with the supervision of students that's that's that will be her sole focus so dr chabots and i will be working with around just what the expectations are and what she next item is extra paid position employment for junior class sponsor chad chidi and sophomore class co-sponsors susana leon and o'connor yes mr hopkins um it is recommended that the board approve the the above employees for the corresponding positions okay this year we've already approved the chance to show that next item is the additional class increase in schedule for doug and kevin wolfram yes mr hopkins due to a change in the high school schedule it became necessary for mr dunstane and mr kevin milcran to teach an additional class during their current preparation period so uh the administration is recommending that they be paid their hourly rate for the extra instructional hour they are teaching what have you done in the past what have we done in the past well um i can speak from my perspective of working in other districts but i can also i can ask miss angelina to elaborate what has been done in the past yeah so last year we did this with uh mr chichi um we brought to the board in august i think because he didn't use for he didn't have a prep period so we paid him for that extra period because he's a lot of that in his contract so we paid him for the extra hour um it's that it's on top of his regular contract because all teachers have to have prepared so we did this in august for chiji and he's going to continue to do it this year but if that was in his contract from the year before so wolfram and sane are going to do the same thing starting this year so we have a history of doing this with people that have that work i'm not against paid them i just want to make sure somebody come back and say hey i worked my prep period five years ago and i never got paid yeah sure so right it's different if you're do it as a commitment every day because you're not prepping for that class too and all your problems in addition to your whole time being spent in classroom posts yes i knew last year we had people working their prep time substituting in other classes and that's different yeah essentially the work he would be doing on his prep time is now where he's doing yeah right so teacher networks their prep time to substitute in another classroom do they get reimbursed for doing that no not normally normally it's a strap to cover because it did some crisis they came up where there was no one available but these people are making a commitment to run the classroom that means they're going to be doing great you're going to do lesson plans is they're stepping forward and it's something that started from the beginning of the year so um if they're they're on board they want to do all they can to help out and to just do the best they can okay they're on board they're doing uh like extra extracurricular classes that are needed because we we lost some of the one of the cte teachers and um and culinary is doing you know this or that or whatever and that's all we had so they're pulling up some other vocational ed or extracurricular classes to kind of break up the mundane that we already have here [Music] this is good okay [Music] uh mr hopkins of the board a board member has requested a discussion action item regarding a school security officer and possibly having off-duty deputies on campus during times when students are arriving for school departing and lunch periods the board and administration can discuss creating a position for a school security officer to advertise and interview for and so um that being said uh go based on on my personal experience as well in other other multiple districts my most recent being in nogales unified we did have a full-time security guard that was a stat a district employee uh they their their expectations were similar in some ways but also that they had they reported directly to the school administration and that in that case i was the principal they reported too so we had a full-time sro an office with the local police department but separate we had a full-time security guard so they were there a full day eight hours in the morning the report for supervision outside as students arrived in front of the school and their parents were dropping off their students it's the visibility was very effective it's it's a good deterrent they also were meant to be visible in passing periods to just maintain supervision and order um check the campus throughout the day lunch periods as well and dismissal so if done correctly it can be very effective i've seen it done firsthand from my most recent experience uh the expectations need to be stressed the appropriate training but also the the school administration school principal uh that the security guard knows that they report to the school administration the school principal and um it is very positive from what i've seen what are the requirements well that's something that we can work work on from this duncan uh mr hopkins miss duncan uh carefully putting together really detailed requirements uh working with miss smith as far as budget budgetary budget requirements as well um it might take some time but we want to do it right make sure to have the appropriate requirements advertisement the appropriate screening process that we have a good candidate but also that the fingerprint clearance check is very critical as well so yes yes yes sir um the department of public service in the state actually has a curriculum set for getting what's called a guard card to be a licensed security guard of the state it's there eight to 16 hours and then annually they're supposed to have an additional eight hours of training as continuing education so that's something i'm sure so we're gonna delve into more this is the basic rundown um now i would like to say real quick i think this is a positive thing here but um i would want to ask if we go on a deeper discussion about this that if there's any board members that feel there might be some kind of weakness of water during the school campus we not bring that up specifically right now just for security we can have an executive specialist to discuss those specific kind of just keepers so my obvious question would be is this guy armed i don't want to discuss also what i would stress is the security guards that i've been at and worked with have not been armed because there's the uniformed police officer who was armed so in the school i was at the nogales police department officer who was on campus as the sro was armed full to full duty just like our sro deputy los angeles security guard will not be armed but they would be another school safety official it does make a difference because there will be times just as in my previous location as what happens here the law enforcement official will not be here every day even though deputy rosano has a place on campus he's not going to be here all the time the focus is that this school safety security guard will be here a district employee the training that mr curtin uh mentioned is is a great asset to have as well but it can't stress enough if done correctly the right expectations the ongoing supervision it does make a difference um security cameras are also important and they also make a difference as well but also being at a school where there are both when you have that person physically always monitor the students the students are aware that there's another set of eyes and and the parents and families also like when they see the security guard in the morning at drop off times pick-up times um so and it would also help throughout the day trying to permit some of the vandalism yes sir yes sir this job is mr cruiser that's right um other districts have other districts have campus monitors and then in other districts a few districts ago where there were campus or safety monitors separate from the school safety officers from the school safety department some of those school safety officers are armed and those are separate from the actual sro law enforcement official that might be on campus whether it's a county deputy sheriff or tucson police department or local police department of human county that officer so there's three different three different people in that case but this would be a security guard so that's why you're asking for a security guard that's not armed that that that's what that's what was was shared as an agenda as far as with mia to put on the agenda for for uh for this meeting a security guard that is not armed yes sir so let me just turn this out there we don't need to do it if you're gonna run forward or whatever but i think we ought to do a survey with the parents asking them if they would like the security guard to be armed or not or or yeah if having a security guard you know i mean today's climate that's what everybody wants is protection for the school right exactly before um i personally don't have an issue with an armed security guard if doctor first of an arms carrier i'm fine with that i think the whole process is the more layers of safety security we have for the students and staff the better we are um i'm not against that having a survey of the parents whether one arm their own arm me i'm all for arms creators smith wants to make a comment that i think is very important you know the the trust insurers all school districts in the state basically i'm sure they have a resource on their web page that we could follow up on i'm sure there's a liability inside the address so i think we'll gather that piece of information and there is stipulation on the department of public safety website regarding armed guards that there's a certain amount of ability insurance and all that but it's it's pretty simple i mean you stop certain procedures and quality fault in the state right and luckily they have a very informative website for that right yeah i've been on campus you know the football coach making sure my kids were going to class and i watched students mr casey the most patient man i've ever been around in my life because i've seen kids that were just pushing it right to the edge right that's almost assaulting him but he was big enough that so i'm not against is having a security official on the campus i would just like to know what the parents feel about um having that person be armed they may be like hell no we don't want the mr or they may be like oh we feel a lot more cuffed though if we had an armed security guard on on campus right and but if you guys don't want to address that at all that's fine with me too and that could be a motion that's made on wednesday to make that part of the process because you're talking about this in the process to develop the job description and obviously the funding and where this person will come from and all that needs to be discussed at some point one question i have about this item is having often deputies on campus when students are arriving and departing and then it says down below that um we were going to pay that overtime correct why are they not on duty officers out there already to me seems part of protecting services they have a lot of things to do yeah i mean honestly when there's only two to three deputies on per shift they're spreading almost western countries there's more than three or four hundred years based on resource officers but it just seems like that should be part of when they show up protecting the community from that right again i'm sorry when they showed them the football game on friday night like there was three officers there tonight we we made a request i that was the first football game here that was on me i made a request uh for it yeah coordinator pima county and then she was able to get um he had two deputies and we had an attendant here so that the deputies know i i just figured that's me uh where i'm gonna be from yeah i was pregnant district at the high school friday night football games it's always created them multiple uniformed officers and it worked out good because they were out dealing in the parking lot and everything else at night so a lot of things they they took care of so i think it was great they did repay yeah and there's no it's who's next in line so if you got a lieutenant it cost you all a lot more i'm not saying it wasn't worth it that's not my comment my comments always that you get i knew that if you do then you're still getting the surface i think there's a luck of the drawer unlocked and the expensive wood i think it's been followed but we need to make sure that any time we have a large group we have an office yeah the last two graduation emotions they were there if you have a music concert or something of this sort we need to even though it may not be full i think we need to have just the public knowledge so one way it helps the community yeah is that the deputies in all do not have very many overtime opportunities yeah and so by getting an overtime opportunity you're making them an auto and do some extra time here and i think it's valuable that they learn who the children oh they do yeah and i think that is one um i think related to this as well um i know that officers do come are we aren't necessarily called especially in by the county some are here because they think it's important to be here sure but i wonder if that kind of thing could be formalized more in the form of an mou where there is some sort of agreement with that big more formal one they would provide support in a more formal way um to us for these regular things that we know are happening like like school open school these are some daisy events we're going to meet people ahead of time so yeah we have mr robkins absolutely also mr robertson and mr kurdrich we have um already with the supervisor first name is marissa i can't remember wrestling but with pima county we already put in the request for the football games for the rest of the year so that way we have the sheriff's office they related information to their deputies and our own doing that was to have multiple officials here to do it ahead of time and just to have that taken care of i think i mean i said i've worked with miss walker for a long time and always had a sheriff or a deputy here sure early in the morning it's not that's not new it varied from year to year is on campus just about every day he does have a setup and before he comes in 80 90 of the time or more he's across the street so we know just from my perspective as a district administrator listen to the discussion of other district administrators we have an incredible luxury that other districts don't have i mean there's times we also see two over here so we're very fortunate but for sure we're gonna have one and he just crosses the street and he's right here and he knows a lot of the kids names and so that's very critical and he interacts these kids even off campus i mean not in a negative way no no not just a negative way i mean he's always you know talking to the kids when he sees them you know turning all right so several years ago at the end of the football game we were playing maricopa and was started off with a fist fight between two players the stands emptied and the whole field was full of combative people we did not have a deputy there i got on the radio and asked for a deputy and as my luck just by luck they started pouring rain and everybody left huh yeah but um it doesn't make a difference but to uh going back to what you're talking about the security officer security guard um we could work on it some more absolutely and and uh the points brought up about contacting the trust surveyed um we could look into this some more and go from there and then just think that it's part of the bigger picture absolutely absolutely which one being the adoption of the 2022 annual financial um hold on here i think uh if i could ask of mr hopkins i can address that real uh briefly i'm gonna move to uh that we table this agenda item and miss smith will have it ready for the october agenda okay i'll second them i realize we shouldn't do that before too we made the motions before during the discussion you said that it was not possible to do that that's okay okay we'll get it we'll we'll learn together yes sir okay um angelina has requested that we skip ahead to board dogs mr hopkins ms duncan hi mr curtis is also and i the table now it's been the question okay so now it's been requested that we step ahead to item number four the discussion board [Music] um just give a reproduction myself my name is evan i'm the governance advisor for our board dogs team meeting that i've worked specifically with school districts and understanding how we can support your agenda's support governance objectives and very briefly today uh angelina should give you the background some of the needs that you all had so i wanted to present to you some of the ways that be of foreign to your board members are there any questions concerns or anything i can visit before i start to show you a short demonstration of a platform i think we're good yeah sure let me know if you're able to see my screen i don't see it [Music] so very briefly what you see here will be the front landing page of the actual screen itself when you log in for docs and so even from a public standpoint or you can remember once you access this front screen you will see some of the core elements along the lines of what meetings that you have posted or essentially the publicly posted meetings so that again makes it very easy to visit and within this area you can take a look at some of your minutes that you've also uh posted as well as the agenda and on the other end i know that within the arizona state or like the a uh asba most part they have all their policies within their website that you can redirect them to but if you wanted to as well you can take the policies and post them here on the front page especially if there's something that's a commonality such as uh like you know coping and health and safety guidelines over here to the left you can be able to get out of your mission statement and also anything relative about the district itself and also some of the core values of your tissue as well now i'm going to touch on the piece here about what does it look like when you're actually going like the process of editing and like playing around with the actual windows itself so what you'll see here is instead of a scenario where if there's a request for a document or a previous agenda um what you're actually able to do here is actually have everything lined up in chronological work therefore it makes it so much easier when someone is searching for something and as you can see it's just like pretty easy because it collapses on each area or like each year and it has everything stored there for you so you're not having to go through the whole entire like folder of documentation and find that information this is available for you all on your end but also for the public another area that's also going in like things here well especially for public consumption is this little search sample so think of it like as a same example like you would do a google search if there's some form of a keyword that's most important to you that you're looking for you can easily just type that in so i'm just going to use sewing here for an example and when you type in sony as you can see you can be able to look at the information across the board so you can then also narrow it down to base electric board meetings your policies anything that you have in the library your minutes including attachment so any of these documentations or your agendas and minutes that have the key word zoning we're easily able to find it but we just realized that from a public standpoint it makes it so much easier for engagement and transparency for everyone so that if there's something important that they need to look up you receive your accommodates health and safety and find whatever necessary information that needs to use the keyword searching any questions concerns anything i can touch on before i move on to the next piece of like how to edit the agendas and all i just wanted to show how easy it is to essentially have transparency and engagement when it comes to like public disability any questions or anything at this point no okay so the next piece here is let's say there's an agenda that's already been said but then you know utilizing a couple of adjustments so when you come to this let's say that the upcoming meetings you have your september 30th meeting you want to make a couple easy adjustments because again you realize that there may be impromptu requests um it's very simple instead of like having to go through like the whole entire re-numbering process to add an item what you actually do here is just easily just click this little piece and add a new agenda item and then when it has that section you can fill out each different area right even if like angelina doesn't realize that something comes across and she needs to be able to move it to another section or let's say that item really realizing hey we actually want to put this budget update to do business actually you just take drag and drop it and it automatically drags into the section and you know make it very easy to update so just hoping to save time especially when there's impromptu requests um another piece i'll touch on is we realize that it happens very often in a scenario where someone says hey look we actually want to move this to our october board meeting uh very simple process for doing that as well to help save time you can easily just click here to click the process and then just move the duplicate to another meeting you can get to choose what kind of meeting it is so you can also choose like i've noticed like today's let's say you want to present this for the july 14th meeting and you can choose a show how you can category put another category and you can choose what category to go under and then you can you know want to include attachments or duplicate attachments but essentially if you're just anything that you need to move it's that simple to move things to a ball of either a couple other things that makes life a little easier to use import dots especially from this scenario here and i actually said a story so i'm looking at different colorado and i was working with the district here in denver and a scenario happened in which they were using like the google drive to be able to store their documentation as a result their head of itunes was fired still had accessibility and what they ended up doing was he actually released the public newspaper about the recent principal firing that was not supposed to be announced at the following meeting in september so as a result again but also the board members it really struck and impacted the credibility and the confidentiality that they had with the community so what we actually have available within board docs is that you can be able to create essentially the same data packets or agendas themselves and separate the content meaning if this is public information that you want to make about public disability you're gonna have that here but if the example i was sharing with you before if you wanted to have a principal firing along with the you know freezing here maybe if they they you know essentially have a firewall that they um you know violated or some policy that they violated you can have that here within the executive section and then add along any form of documentation including an enquiry just so that there isn't any form of potential of information or anything that you want to keep you know confidential within your board members you essentially have that like peace of mind that all that information is the reason why this is helpful is it's not only based on the security i share with the story for you here but also to your point if something quick needs to impact you to be changed but it's important that you separate information again you're not having to go through multiple processes for touch on here you can also be able to designate the different type of items so to get actual consent discussion information presentation etc any questions any concerns i have i'm sorry i keep going back and forth i don't have this building but any questions concerns any thoughts that could answer email i have a question about the public versus private content um if you have supporting documents uh for an executive session clearly you don't want public to see those um is there a way to make supporting documents private um during the regular sessions yeah absolutely so what you would do essentially in that situation is include a document within the executive content section and from there you would essentially take a so like i have your focus and everything here and so you would just have like that excel spreadsheet in the executive section and then anything that you want that's you know for visibility purposes maybe there's just like a another file that you like to have without the seat then you could put that in the public section thank you yeah you're welcome good question really good question any other questions do you have more of the demonstration or i have i have a question for the end okay sure make life a little bit easier for you when it comes to again like making sure that you need that 24 hour time period or even of permission that you can use within the system as you can see you can have everything like a super publisher so that if something happens in the future and you're someone else that needs to take over that goal you can easily drag and drop and get some of that permissible access so that you know it makes it very easy to like move into the next transition if someone succeeds that position uh but very simply all he requires here is to take drag and drop that person to your perspective area but in addition to that let's say andrew klein needs to be one of the publishers you can just drag and drop andrew in the same next scenario um in addition to that as you can see here as a board member youtube individuals here that are signed executive if there's any changes to the agenda item or any new feature meaning being the meeting is last thing i'll just touch on here and this is the piece here is that if you want to make something public um we can easily automate it in the system just to make life a little bit easier so that again if there's something that you're going to go through process of being able for approval and making sure the agenda is set you can actually set a time here so in the state of arizona 24 hour time here that must be published you can just sit down here and have a meeting setting like on the front end like on the uh you have it in this features section so you could indicate this meaning for the 20 second or for 2022 but for the most part you can just indicate that it's ready to go but you don't want to make it publicly visible until that 24 hour time period you can actually just set it up in the option that i was showing before just so that you can make the proper adjustments before that meeting goes live for the most part that's really the core of our system um and basically the areas so of your i.t leader and just seeing how easy it is to be able to transition into something like that you want in the future as well so um i want to cover that with you feel free to ask me any questions i'll be glad to give you as much insight as possible evan this is laura i was wondering how do you host this and how do you maintain security on the documents that would be in that it could be under the executive section yeah that's a really good question so we do host this on multiple cloud servers all with internally within our backend and within those we have like eight of our own personal servers that are distributed across the united states and so that it won't go down if you have a next seven more that we can go to but in addition to that we also partner with other outside servers as well for additional security just in case our date goes down and so you know like for the company as a whole this is one section of our company but we're also responsible for you know like work governance versus like top fortune 500 companies such as like netflix and so we understand the importance of security or cost reporting what we do we definitely make sure that with having those different tier levels of protection that there is security is like again like the prime nature of the platform so for the most part we do have multiple forms of backup just in case happened okay and then one other question would you start the history when we sign on or can we load prior documents how does how do most people deal when they get them there is a call for migrating content and i'll just have to take a look and see how much we integrated that pressure structure um like you know following our conversation here and by doing that what it does it does make it easily searchable within the four dot system so everything this assimilates however we do also notice that clients realize that hey everyone kind of already familiar with this like piece of content sitting in this area or like sitting in our you know on our website this way utilize the store so it really comes down to your discretion does that help answer your questions did you oh no that's one okay really good questions thank you for asking so as we're having meeting we're sitting here with our laptops or tablets typically do for districts are our board members bringing their own devices to do this or do district supply laptops typically that the board members use during meetings what's your experience with that good question so we see a combination of both right like we see where people will bring their own laptops from a security standpoint because it is hosted on our own servers plus it has like you would all create your own unique user login usually we would see where districts allow for personal devices to be used during the week again it comes down to your own comfortability and again like if you i would say for the most part in your scenario as well oh yeah i've got this piece as well if you are interested in still like printing paper and gingers i'll show that really quickly that is really important for tissues um you can still be able to print the agent as well if you want to make markups and you still prefer a paper process and it can be the detailed agenda packet along with the attachments as well so you can drag and pull it into packet if necessary another question the support you provide um thank you for for getting us going with this we decided to do it yeah no good question so for the first piece it's like the implementation i'll walk you through that the implementation is actually pretty like a sufficient process where essentially it takes about two months to get everything all together but within that too much process for customer service we'll actually again if you want to have the risk collected the district itself learns and then the board members have to separate however you want to restructure that customer service aspect of this that you often learn the platform we're very viable and we need to be able to support that in addition what we can also do for you during that two-month time period is that we walk you through how to use the platform all the way up into your first board meeting you can execute your first board meeting um after we build the templates that you like to use after you like to build a minute templates that you like to use as well and that's that first meeting we'll come back and just ask hey what were some of the core challenges you had how did it come from reusing the platform things of that nature um and then we'll work with you you know like you know we're not essentially we're not gonna let the training wheels off of the fight until like you're ready to go but even past that point you will have a dedicated customer success manager that will work with you that you can reach at any time period let's say there's a scenario you have your meeting like it is right now and your customer success manager is in new york um you'll still have access to our other customer success team who will be able to be able to work with you directly if you have any questions uh the last piece is we also do have a frequently asked question book that you can go to here which support docs help and so for any information or questions you have updates you can be able to find that here as well so you know kind of a three-tiered answer we'll walk you through everything we'll move as quickly as you like to move but we can also work with you throughout the entire you know like process how everything worked that means we're able to have your first meeting of the platform did at some point future you always have a direct contact that you can talk to and lastly we also have like a manual in this system that you can revert because again the customer service is a pretty new part so i wanted to share each level of customer service yeah any other questions concerns thoughts that i can help with um yeah all right are you going to talk about the levels uh different levels and costs and those type of things or is that for later i can definitely discuss it with you here so what we discussed very briefly with angelina the program that would be best fit for the district shared like some of the needs they have to think along in the size of your district um that essentially is a cost of normally it's about 500 but because you are all like all are members of the arizona school board association it's actually only 37 so it's 3 700 for the entire year to use the platform and then when you review next year it's only 2700 per year that allows us to do all the things that you presented today correct yeah yeah all the core elements here absolutely and then at any point and again like i said if you want to see the variety of the platform then where it has like again like more to it more technological things which usually again like comes with supporting like multiple committees and working with a larger district like phoenix or like working at scottsdale where they have like 15 different committees i'll be glad again you can upgrade to that at any time period but the reason i didn't want to show you that piece because again like based on what aj has discussed in the site how you all operate i didn't think that package would be feasible for your scenario yeah no thank you that was you're perfect any other questions concerns anything i can help visit pringle we could have any more questions but i think your dog wants to go out if you've seen him close the door [Music] with any other questions that come up okay absolutely thank you all and thank you for giving me the opportunity to present you thank you thank so it's you just keep seeing the little triangle here over his shoulder so what does this do for you oh this is great there's no more workbooks so you would just have a laptop and then you would just scroll down it would click on so the agenda would be on the right like this and then each time you would click on the agenda item it would pop over over to the other side and then as meetings were going i would just click who said what whatever and meetings would be done minutes will be done by the end of the meeting well things like when you have to change the agenda that i'm pretty instantly right there yeah so you guys and it can be on any because i asked it because like dr chiboltz and dr zotero like their iphones yeah i like my samsung and obviously like their samsung but everybody's different um what they're comfortable using somebody's probably like on you know a different black and apple laptop you know a tablet an ipad rather than an actual i love my little apple workshop yeah yeah you know so it would be like power school we have power school power schools we don't actually own we just log into their website and they keep all of our stuff in a server in minnesota somewhere wherever they have their servers it's just the web browser that we get into powerschool service and they have everything logged into where they are this would be the same we would log into ortox through you know ahoschools.org whatever he gives me and then it would be our just our site you guys would have your own websites just log in and then if it changed like it did stay or it did you know friday it would be changed and then the next time you logged on it would it would be changed so there wouldn't be like an email that i'm gonna print on your table or whatever i would just go in and change it and the next time you logged in it would be changed with whatever changes or editions or whatever so we wouldn't be doing all of this and he's like you can print the full page agenda if you want to and i was like [Music] we didn't just have it on right and then they would have access they would have another like parents and students can log on to their public their parents website and they can look at just their kid um we that teachers have another log on that they do just their grades and their kids and then the admin has ones where we're we're able to see all three k through 12 kids for like lunches and fines and all of that kind of good stuff so there would be different levels for one the public would be able to see the agenda and then flip through and see what was going on and then you guys would have your board meme where everything was set up and then i would have my admin where i could change and move things around and you guys would be able to say hey i want this on the next agenda and then you can all and that all goes through four dogs i've been waiting for a long time for certain people we could start using the system and i won't say you're going to be quiet i've used this for years and you can go to other school districts it's a public information that you've just made easily accessible you know yeah we get visitors and they look at our books and then they go and i'm i know i'm waiting one of these days it's gonna happen so hopefully soon so how many hours you think you spend on and this wouldn't even make it easier to submit the stuff to ben because he can just log and look at and say okay or no yeah yeah and he's probably more used to you know doing it that way with all the rest of school that he does anyways just makes it easier for him too um anyone up here needed a device to use this would i know other districts my previous district i believe they all had their laptops and they would just follow on other jobs both of my previous districts have had where the board members have their laptops and they still have their notes you can still have some notes but um sure we can see what we can find just if someone's [Music] it makes it very easy for you to gel out and you take a look at what's what's coming up or think about what happened when or even if if the two of you know adam's company people [Applause] talk to you about your laptop okay thank you you're welcome i will never get this straight down so if we approve this once i've only got three months for like january sounds like you're okay yeah i think so i think that that was good it would be better to have the new board being taught rather than a person who is going to be so you don't don't get a start eventually i get so many questions two questions i would want to know is hey it's obvious that you guys want it and then the second question um we can afford it well i i think mr hopkins if i can answer your question mr guthrie not so much that if we want it what what you want is it it's what it's what long story short that the board members decide it's what you want to do this is what you want to do moving forward you guys make the decision we're gonna we're gonna follow suit and and um but you kind of heard from him saw what it's like how the access the benefits but um this is what you guys decide we figure out a way to make it work and we'll move forward it's up to you man that it's amazing the accuracy you can justify plus all this painting all this stuff that's just the two things that i want to know it's obviously wanted and me if we can afford it then i have no issue with it for the first year out of that fiscal year calendar year whatever it is and then twenty seven hundred dollars after that you have two meetings a month so it's a hundred bucks a meeting and then it saved every person here how many hours so you're not you're not paying for the volunteer position it makes it more efficient it makes it more effective it's much more transparent um or questions that the board has on this report or this report two or three hours can get freed up for her or four hours to do a b and c report because this is now [Music] just one thing that occurred to me but it was obviously a lot of advantages but so this this workbook i usually didn't get it the day that you you text me i usually recommend it this week i couldn't i i wasn't able to get it so it took me a while before i get down and get my book but if it hadn't been online if she had texted me and said it's online um yeah i could have checked it out right away and i just you know looked over with what's happening right or like if you're calling in because you're on you know the res or whatever and we made changes and they're on the table then if it's right there on whatever laptop or tablet or whatever [Music] mr president members of the board um the arizona school board association this came up during the law conference is again opening is counting meetings for school board members yuma county's meeting will be september 22nd at saudi unified school district that is a thursday i believe there is a calendar we're going to start with santa cruz county tuesday september 20th cochise county wednesday september 21st pima county thursday september 21st at in salvador unified school school so uh it starts i believe 4 30 check-in walk-in registration 5-505 pledge 505-525 dinner music main event to 655 special uh um association updates stronger together town hall celebration of training accomplishments county director election if applicable 6 55 to 7 o'clock election results and so i believe it is something very worthwhile and i really believe it'd be good um i mean why not accounting director for pima county is open if anyone here decides to run hey you never know accounting director for pima county can come from ahu school district governing board but that's uh for you to decide how you're going for it i unfortunately am out of town at that time but i do think it's important for us to have representation i think we're so far removed from everything else in the county they forget about us unless we make them aware um and even just the scheduling of it it starts at 4 30 it's like okay obviously they're not thinking about somebody who's got a five hour round trip to get there and back because it started at 5 30 it ends later at night most likely but they're not aware of the extra effort uh how has to make to kick the things yes it's like when i have to go to tucson and do a five hour round trip to get a 15-minute presentation on something else sure um so i think it's important for us to be there but like i said i'm not able to make that's my first issue yes ma'am and once again this is a more decision so you can think about this tomorrow on wednesday yeah or are you do you think about it is it support decision you decide what you're trying to do which is the approval of legendary teaching yes sir mr hopkins members of the board this i think is is a good opportunity to feel good opportunity legendary teachers day um dr nicholas clement sent mr hopkins an email at waianahu schools to participate in legendary teachers dean which will be on the 22nd of september the program was started by dr clement 2014 to celebrate teachers the link for individuals to choose their legendary teacher will be placed on our website facebook and the newspaper all teachers can be nominated currently working retirement teachers you may have had any one of us the website will do all the tabulations and inform the district of who was fixed in their town district so um it's a great opportunity uh dr clement professor the legendary teacher strive to help students discover and understand concepts connect learning to the past present and future maintain dynamic learning environments and continue to improve your content knowledge base of teaching skills so it's a chance to reminisce and pick that teacher who made an impact in your life so my recommendation will be to recommend the participation of all schools with legendary teachers and then as i recall this is something that the only the only action necessary for the board on this is the focus no you're not in charge of selecting teachers and doing anything else it's basically a way for the community to put forward teachers they wish to celebrate as a teacher for each district award and it's open it's open to the whole community it goes there's like a link on the site and the students or community members anyone can accommodate and just you that's exactly what the page looks like it's what the fact is oh so now on to the next item you've already done the board option was the review first reading of governing board policies and there's a lot of them yes mr hopkins what i will do as quickly as possible so it does have to be a first and second reading so i i do i'll have your policy services advisory i will just as quickly as i can just highlight the key points in each one um and then well for the second reason i'll just i won't read it again one day obviously this is the second reading and just was that good yeah and i'm going to be as quick as i can okay um policy jrr student surveys new regulation jrrr district charter schools take special care when conducting a survey of pupils soliciting any information that relates to the categories defined in ars 15-117 districts required to provide parents a copy of any survey and obtain informed consent from the parent every seven days before administering the survey uh policy ki k-i-r-k-i-e visitors to schools policy regulation and exhibit from house bill 2025 um requires governing boards charter schools uh develop and adopt policies to allow for visits tours and observations uh visits tours and observations it says here requirement pertains to parents and currency students that they enrolled in this the school district for charter school visits tours and observations that threaten the health and safety of peoples and staff are not required so that's policy k i k r k i e policy kb kbr kveb policy regulation exhibit parental involvement in education from house bill 2161 to 2439 law requires school districts to create procedures enabling parents to request access to school district and employ electronic records that relate to their child um okay so that is policy okay gonna go to uh policy i-h-a-n-b i-h-a-n-d regulation family life education and um welcome everyone could we stand for the pledge please I pledge allegiance to the flag of the United States of America and to the Republic for which it stands indivisible with liberty and justice for all thank you I would entertain a motion please to adopt the agenda as presented I will make a motion to agenda as presented second thank you all in favor um at this time we have a call to the public I haven't gotten any nothing okay so moving right along um item um six a cvhs student council report sure who we have here thank you thank you Kimberly hello my name is Kimberly Garcia um I'm stepping in for our executive president I am Senior treasurer and so far for homecoming it went very smoothly we made over a five thousand dollar profit there's a lot of participation and there was a lot of enjoyment the next event that student council was hosting is the blood drive on the 27th from nine to five and we are getting kids who are 16 and older family and staff to participate in 16 and 17 year olds are going to need a good permission slip to be able to donate and our next next up on the agenda that we have is the winter formal and candy cane cells we're both working on those these upcoming weeks and we have ordered our senior shirts and our student council shirts um we have taken a vote um on not doing clerks for everybody this year because the budget was going to be over two thousand dollars and we all agreed that they would only wear them once a lot of them would be lost and pretty much just a little waste of money but we are going to be looking for other ways to give back to the school the other grades and so far that is all I have perfect um the blood drive is this month on the 27th yes could you um tell us where is it at so people will know it's going to be in the West Chamber he was jumping thank you very much any questions anybody thank you thank you item 6B superintendent's report Mr show please in front of you you have um the superintendents report for this month start off with enrollment good news with enrollment is right now we were we are up over 70 ADM compared to last year I know Mr Livingston actually created the budget based on 60 over last year so we're we're exceeding the budget estimate so that's that's a good thing and what I found interesting and we had something I had the conversation this morning we haven't been this we haven't had this number of students in over 10 years it was the 2010-11 school year was um the highest we had the highest enrollment now compared to that now we were at one time 2600 and right now that this is showing 20 22 20 I'm sorry yeah 22.89 um there was a time we were at 2600 but um we are going up and so that's a that's always a good thing was that 2600 ADM or CSM yes yeah we were we were quite product um the it seems like uh most of the growth is at Heist the high school in Del Rio school um where Territorial and Heritage are just stable so they are basically the same year to year it's the high school and um and Del Rio where there's the growth high school is good because it has a higher Factor when it comes to the budget so you get more money for a high school kid than you do for other students so that's a good thing um but anyway uh any questions on enrollment that's great that is great what we tend to see is by about now and we are in day 25 or so um from now to the end of the school end of the calendar year what happens as a high school moment goes down a little bit slowly and the elementary the K-8 enrollment goes up it should stay around the same but we'll do some high school kids and gain Ka kids is how it tends to traditionally go but that number should remain relatively stated that is the difference between now now and a month ago was we've hit our you know hit our 10 days of enrollment um all the kids that were on the books that didn't show up or gone and so this is a much more accurate number these are kids that are bodies that are actually in scenes so that's exciting um law conference actually Peter and I attended the law conference there was also the what was it the what was the political agenda assembly oh there we go assembly the candidate assembly I think is what anyway want to give Peter if there's anything that you got from the law conference that you wanted to share any nuggets how much time do you want oh in all seriousness uh I it's a favorite event that I've gone to every year that I've been on the board except for the first year and um for those of you who have not gone I highly recommend you go at least once because it basically is not only a series of technical presentations and they're very open I mean you can ask the questions and all like that but there are some standard uh presentations that uh happen every year like a legislative update where there are people talk about what's happening in the legislature the legislation that's impacted the schools there's also guest speakers and we had a very Dynamic uh retired judge the first TV judge judge Hatchet yeah yeah she had it yeah she had a TV program which she was a real Superior Court judge from Florida from Georgia and she was dancing I mean she's as good a presenter to keep you awake as I think I've ever heard um the the next day was an attorney and I thought his was kind of dry so I won't go into that so but then the you know you have your choice of sessions and I I made notes on the ones I went to and I'm not going to take your time here uh to go over the sessions I went to but Sean and I were just talking about perhaps the most outstanding part of the entire program was a showing of a movie and the movie's title was the bad boys and it was an incredible movie it's won a Sundance Festival with two years ago yeah um so it's you know it's as semi-commercially made movie about this accommodation High School in the Mojave Desert and it's it's one of those where the photographers and go in and followed not only staff but the students and it's it's just heart-wrenching to follow not only the lives of the kids that are set there but what the staff does with with those with those kids um I I'm not going to go on and on I've only we've only been home a little bit I'm John says he's founded on the computer I'm going to try to Google it so I could watch the rest of it because they holy showed the first half on Thursday and the second half late Friday afternoon and I needed to get on the road because it was already bumper to bumper so I didn't watch the second half but the principal and two movie Producers came and presented their background story of how that was put together and I will not bore you with it but if anybody's interested I'd be glad to chat with you because it was probably one of the most singular experiences that I I I've ever watched in the way of educating kids that do not want to be educated let me let me put it that way and how that staff Works those kids it's just just beyond belief the love and dedication and Technology of how to deal with these issues that this staff have put into work with those kids so if you ever want to look at it's called the bad boys bad kids or bad kids excuse me kids I saw it on peacock I watched on peacock so that's enough for me thank you Mike did you want to share anything about the assembly yeah just a couple of items real real quickly um it was uh it was enjoyable in that it's uh it's fun and exciting to watch a democratic process take place like an assembly 200 members there all voting uh on and debating And discussing uh what turned out to be about 50 issues Peter I know I've been there for that and so my reaction to that is that um public school education is getting cut more and more complicated all of the time uh and it seems and that um all of these propositions none of them were eliminated or thrown out no one at any point in time suggested that so that at some level each and all every one of these is important um to uh because of sort of how things have become more complex my prime example of that is there's a entirely new category this year that added about four different propositions to it School Safety and Security not surprising not surprising exactly okay um the one before that that that's the sixth um here's a category require public accountability for taxpayer dollars spent on education now that's become important because of our movement voucher movement TSA movement the unaccountability of taxpayer money so as things get more complex and our Realm um I think they're going to be more and more uh oppositions to go to throw it anyway all right thank you thank you um October board meeting just a reminder that the October board meeting is on Wednesday October 5th at the paulden community center so it's not going to be here this is our annual meeting it's the second second time we've done it I'd like to keep doing it every year just to kind of I know we don't have a whole lot of tents we don't have a whole lot of attendance here but I think it's it's it we need to make the Outreach there we go which is public so you know it's I think it's something that we need to do that's you know Poland's an important part of the district and you need to reach out to that Community um so that is Wednesday October 5th at the Portland Community Center um hopefully uh we have some I know that uh we'll have some video coverage Maybe thank you um the track is done um it adds you know it adds so much to the whole stadium being in that stadium with that track finished it's it's exciting to see see it finished and done um I need to work with uh Mr Metz in the high school maybe we can do an event this fall kind of um open it up and and a ribbon ribbon cutting kind of thing but it's exciting to see that it's done it's um a long time in the in the making so that was good I think I would use book on the sides you know instead of walking right on the track with their cleats and this mom she yelled at a group of kids and she's like hey you up on the side you don't walk up to him we get a lot of money I'm like I don't know who you are but thank you thank you it was so awesome because I don't know who she kids but she's a parent that appreciates that we got a new track so awesome it was awesome uh this Thursday one o'clock is our board training it has been posted so the agenda's been posted for almost a month it's going to be in this room one o'clock on Thursday you have a quizzical look on your face you have a question no okay uh and then also in this room on the 28th which is a Wednesday at six o'clock the Chamber of Commerce is hosting a candidate Forum so my understanding is all three candidates will be there as have committed to being there and um the board the the school district is just providing the location this is actually a chamber of commerce event we are providing location that will also be streamed on our on our uh YouTube and Facebook pages but it is a chamber of commerce event and they aren't doing all the organization and and um we are just supporting them however we can there is a calendar of upcoming events the couple I wanted to point out and I think um Annie you're signed up for the October 20th county-wide meeting that's in Sedona just so you know okay then we also have the for those that like to go to the December conference that is December 14th 15th and 16th at um the Biltmore is where it's usually at I believe it's there again this year um I think the 14th is a Wednesday that's usually like the pre-conference so um the main conference is the night of the 14th and then the 15th um so if you are interested please let Karen know and she can make sure um she has a reputation amongst uh the some of the secretaries at the school districts that she's a magician when it comes to getting the rooms because uh some of the other school districts as Peter and I know could not get into the uh Camelback end so um she is we need to let her know and and she will do her magic if um so please let her know if you're interested any questions on the superintendents nope thank you um item 6c1 Financial reports Mr Livingston please yes board Administration yes ladies I'd like to just take a couple minutes and look at the report for the month ended August 31st we're into our new year and just as a way of explanation a lot of the data that I'm going to summarize your visit see is is in a transition the actual ending cache and these funds is stuck in last year it's in the 22 year and we don't roll that into this year just like rolling a bank account statement from one month to the next we don't roll that until the annual Financial reports are finished in the county we're just about finished with ours last year we rolled that October 5th of 2021 so I'll discuss funds and you'll say well we see there's expense but there's not much cash there's not much revenue for sure the November report the October 5th report we might have it done but for sure November you'll see a fun job any cash balance current revenues current expenditures equals an ending cash flow so there were just waiting a little bit the county doesn't like us to roll it until they close and balanced all our books and I've closed the balance all our books and the financial report stuff so that's that's where you're going to see a couple of reports that don't look really complete so there's four reports I've given you the budget summary the cash fund balances the cash flow and then the cash balances uh big picture Revenue up to the end of August was 2.5 million expenses up to the end of August was 3.3 so that's that's big picture all accounts and play there budget summary shows where we're at with um conferences and balances of our 17 million ml budget our capital budget it's higher than it's been in a while 2.6 million and if we do need to lean on one or the other those monies can go both ways they cannot pull down and transfer back you go to the cash fund balances the second report there and these funds if we don't have cash in those funds when we try to pay bills the county doesn't like that at all so these are really cash sensitive they're not like our operating fund whether you have state Equalization a local property tax behind them these are based on cash we have to be really careful with these funds one is pretty close to to complete and that's the first one that's our new classroom site fund that goes to certified teachers in the classroom that's page two cash one balances there starts with fund zero one zero and you see that 782 000 that they're brought forward from last year that's an actual that's an actual number 321 000 revenue is an actual number would you have encumbrances that we know we have but they're not entered in the ending budget balance 999 .
