thank you [Music] thank you foreign [Music] foreign [Music] the discussion on the agenda thank you guys all right thank you much but that is um there you go anyone on the line for call to the public yeah that we will move on to uh a couple of minutes I'm sorry I missed the uh which is another action item number subscribe [Music] thank you all right we'll go back to college so we'll move on to do certain challenge [Music] okay good evening everyone it's a short and sweet report this month since we did have 19 presentations from all our departments so again our team for parents if you don't know our theme is this is us this is yours this is who we are this is who you are these are the parents in the community that we serve so we're really working hard to make sure that everybody's needs are taken care of in the process of making the needs of our Continental family our mission and vision as you see the test was our mission statement and board members your homework was to try to see if anybody could remember the mission statement do we have any students here who know our mission statement by heart anybody want to read it any students here want to read the mission statement for us yeah I mean are you hiding Laura do you want to reposition statement for us and do this district will provide a communities and environment which will all be individuals are challenged to achieve an excellence in his academics and then our vision statement building hate the future we're running for cooperating the engineering for all and so we do want to apply to be an A plus school and when we do get visited they do expect all students and staff the board and then everyone should know what the mission and the vision is and they'd like to see it in our work that we do so that's going to be our work this year to make sure that everybody memorizes our mission statements it's the we'll keep practicing enrollment update you can see [Music] we have 15 more students enrolled in kindergarten and we have 21 more fourth graders enrolled because six four sixth graders so again um what we'll do today we are going to get a kindergartner Community teacher approved so that people don't want that classified and then we'll be addressing fourth grade after that so I just wanted to share the enrollment they did with everyone cyber security Grant we received through the Statewide cyber Readiness grant program from the state of Arizona and AG the Arizona Department of Homeland Security Continental has been awarded and has approved for the following products crowdstrike AEP which is Advanced endpoint protection which is an antivirus fails MFA the multi-factor authentication and that's when you know you have to log in as it says did they send you a text code and then you have to put the code in so that's what that is um so we are happy that at least we're going to be getting these programs usually the state mandates things without funding so we're pretty excited that this time we're going to have funding to implement what the state is going to be requiring with us huge thank you to the women of Quail Creek the women of coil Creek graciously donated items for all our elementary teachers they had two large bags of school supplies and additional good events for extras we continue to be grateful to our community members who always think of our whole teachers and students so you can visit the tables there if they have anything with the teachers which was very nice that the vets were so Happy Teachers had to make two trips to the Middle School open house was a huge success you can see pictures there um it was a great time for parents to rotate rotate through their students schedules and it's always nice to see our students who have moved on to high school who still come and take advantage of our ultimate musical playground so I was happy and I took that picture of this rotor Regal system for happiness system that is being used um Mr osterdy and I attended the 46th annual law conference September 7th through the 9th a lot of the topics um were the news love new laws that are going into effect on special education for rental rights Capital mitigation updates equal access and importance of supporting all students um I have handouts for the governing board on legislation and we had um Judge Hatchett who's Logue who was a judge in um an Atlanta and talking about all of the she was a juvenile court judge and everything that she had to do to advocate for kids and juveniles so she was very inspiring and really humbled to the importance of school leadership teams board members making decisions on what businesses for kids and superintendent and leadership team so that was really nice and Mr roster you'll be able to share at the end of our meeting that we would like to highlight I do have the agenda printed out for board members so if you see any great competitions that you would like um the presentations for we can print them before you were emailed it to you but they were lately so I didn't want to print them at all for everyone if you see grandparently Bingo we appreciate our PTC and our grandparents we had over 200 people in attendance so as you know we have an awesome PTC and we have our members here and we're just so super grateful um we have our president and our secretary and we are just so very happy for the activities that they provide during the year and the enrollment of everyone so full house that's Friday thank you um I as I walk around the school I always look for things that teachers have to highlight and um I thought this was an awesome Christy Lathan as in her Library when you enter this Library you are amazing you are important you are leaders you are explorers you are scientists you are illustrators you are creative you are friends you are unique you are authors if you are loved you are leaders and you are the reason we are here and that really does speak to our mission and our vision and the work that we do every single day so thank you Miss for reminding our kids every day when they walked into your library um how amazing it is to be here personal good news I have to show this but I qualified for the world series of tea protein um December 9th and 10th in Las Vegas Nevada and boys and girls good invested to you to never give up right success is no accident it is hard work for perseverance learning studying sacrifice and then most of all love love what that's the type of what you are doing or learning to do that's the famous soccer player but every single day no matter what we do in our work in our hobbies in the students and being parents right we have to persevere and learn and study and work hard together and not give up so I was really excited have a great evening and if you um [Music] thank you with that one will honor the principles report and then we'll come to the Colton so foreign [Applause] 60 of those students refers to seventh graders and we had the data for them so it shows the growth percentage from the spring to Texas they took in March to the end of June test people that attended so in mathematics 39 out of 60 students 65 substitutions show growth and in Reading 27 out of the 60 students or 45 out of those 60 who were tested for the Post Number school test so that's really great out of both any of you under here intended summer school but if they did a great job with working argument and continuing on to be successful in their studies Arizona Science is a state test that's given annual means the fifth and eighth readers test as well as high schools foreign [Music] so now we're jumping into the data or initial data for this school year percentage of students ask for a program grade level mathematics you can kindergarten you have 60 weeks to do this where there's just an initial benchmark test where it tells us where they're starting 68 for percent of the power of Junior students are half the world degree level already without even completing the whole school here so and in Reading 64 percent okay for first grade we have 58 of students in a reading 51 percent second we have 59 in mathematics and in Reading from 42 percent in third grade we have 42 percent you were asked we're above grade level and innovating rewarding to a person so those percentages were good for us to look at because it was our starting points for the grade level that they are currently in that they have not yet just stopped the school year to go through our our standards for mathematics reading United slides so I should show you where our 40 fingers are at now but at the core where they were at third grade starting in December so with what you see on the left side is where they were as a third graders where they are starting initially but what you see on the left side is where our where our current coordinators were Indian December so this is the master of learning classical Warrior so this is where they were 30 percent were at grade level in math and 49 you need to read existing school year since they're starting in fourth grade you get to 50 in 157 which is very good for us to learn the halls of the standards to the degree level but to be starting at that level already that's very it's exciting for us as we plan ahead because there's only up to go we're not at 13 success so and then the next slide is for fifth grade they started they didn't order ending the first semester as fourth graders last year in December at 18 in Memphis because this is around 46 and as in fifth graders and then fourth grade they were at 38 if they're starting this year last year as fifth graders they were like 22 in math because these years they're starting at sixth graders as you can have 50 subset so this shows that there was a lot of numerals that happened um foreign and then for seventh grade as sixth graders it was 18 of them passing new mathematics or at a grade level last year after first order in the first semester and then right now and then in a reading in sixth grade five percent correctly seven degrees this also causes us to see the areas and Earth grade levels where we need to know about much contentions and supports and resources writing in conventions so 46 are adorable state level of 38 and 56 43 57 and 58 66 degree so we're going to continue to work on academic excellence and achievement and we thank you for your support and everything that you use to support not only your students but us here at the school with the teaching and learning throughout the year characters to students that we really worked hard for them to build Distributing agencies don't understand something and we know that our kids are smart and it's just a matter of giving them the confidence to show what they know once these descendants and knowing that we do look at their data and we're going to help them close the achievement yeah so they have to show us what they know so we're not repeating and reteaching because we think they don't know and when they will do too so these assessments are really going to help our teachers um individual students need to know by our next extension but we're very very happy everything is working on progress that they did and that our students have demonstrated and obviously our teachers for staying in the course that's perseverings as well thank you that's the best news that's come out of your reports have come off that's really really really good thank you say thank you to our teachers okay thank you much okay after the fun part a special requisition as well as some other things [Music] my mother getting set up but if you remember evidence not to say happy birthday to Mr Curtis yeah foreign [Music] turn everything and then parents you can come up if you want to call Little Social little great fast times when you're struggling he's always welcome you to any visitors in school and Families truly an amazing person to have come here girls ready to help us here we go foreign [Music] and that's not and everyone isn't always willing to just go and do that and to get their hands dirty um but you know it's just the selfless actions constantly day in and day out um and the respect of other compassion that you have for some of our children here every single one of them and they all feel it and they know it and that's something that I'm personally jealous of and I hope it was something so you know it's just great to work with you and by yourself looking forward to seeing you and now we would like to invite Mrs Elizabeth for many years as a teacher and this was for second year as our math coach so 17 years so her colleagues right who made how healthy when I'm in the mind with math and DMS the best she's been one amazing team member she's checking in when he teaches one of us and encourages us she changes she trains us with so much patience and is always welcoming staff families and students truly a gem s you because yeah adults and as you can also see anymore we're talking about what are the differences between you didn't want to thank the Lord for allowing us to have these types of coaches at our school because it's a big part of bridging little gaps are our coaches that are able to really hone in on the skills that they're experts and will help our teachers to become even better experts so thank you [Applause] for this year my master curriculum was back ordered and wasn't here for the start of school and that could be nerve-wracking for our staff and our teachers and fiscally mechanic teaching college student called got it here and then immediately ourselves started carrying boxes around with the group of individuals Distributors was one of them and then they immediately got the curriculum to our teachers as soon as possible and that literally as they were hot going off the truck they would take some scrape from the truck into a classroom um and just you know some people would describes some Panic starting this career about that since she didn't and she gave the teacher the resources that they needed since the start of the year and then and then I found the neuter led to the example of what you're awesome everybody hi thank you so very very much get your own pizza thank you all right well that's always very exciting at least it is discussion in a second discussion are you there there's Mr mcgiven yes yes sir so that's an action item I'll make a motion to approve the factors one zero zero seven one zero zero eight one zero zero nine in 1955.

mike davenport here chris espinoza here shirelle fuller here jenny hagstrom here troy pavisic here here auntie cupcake here luka plauskas here and caitlyn vincent here we have a quorum let's stand for the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay and we start with our favorite yeah our students all right i'll invite courtney up good evening everyone thank you all for having our students this evening i am really happy to introduce to you three of our student leaders from our north stars program and they run our freshman orientation program and that's what they're going to talk about tonight um so we have tonight topher ferris michael logan and ellison mulvey along with our sponsors kevin leslie and lisa lichtman aaron moore is also one of our sponsors but she couldn't make it tonight so these two have graciously joined us this evening so i'm going to call our students up and they're going to talk to you about our freshman orientation program hello everybody i'm topher ferris and um yeah we're just here to talk to you guys about uh what north star is positively north is all about um so just for some statistics there's 110 of us so pretty big number of leaders and um yeah let's get into it so our mission uh as leaders we provide a foundation for new dgn students and the ways we do this is we help them become familiar with the building we show them to their lockers and that's just a huge part of making them feel safe and comfortable heading to that next point and yeah so showing them around and really showing our philosophies them really makes them feel safe and comfortable and along with that we encourage them to meet new people north is filled with tons of resources and uh great people to help you fulfill what you need to accomplish at north so yeah okay so my name is allison mulvey and on orientation day we had about 430 freshmen and i believe it was about 25 upperclassmen transfer students so a lot of people came and it was a great turnout it was really nice you know when they're introduced they're walking into the school and the band's playing the drum lines playing you know they have they're really kind of understanding like what north and the excitement and energy that they're going to be getting when they you know are at football games you know when you'll see the band or at the homecoming parade and like the homecoming rally everything like that so we get everyone together and they find name tags as you can kind of see in some of the pictures topher is actually finding some name tags right there in his little construction uniform and so you know everyone knows their group you get a group number everyone you know the waiters like to like dress up topher i'm really calling you out but topper was construction some friends and i were guy fieri and michael you're also construction as well so you know everyone has their own little theme some people dressed up as pigs you'll see that on the next slide yeah um but it's really great and you know everyone we start talking out dr dement was introducing herself and kind of the school we learned some cheers from the cheerleaders and it was a really great time and then next slide yes please so there's the pigs [Laughter] so everyone kind of was grouped together you know there's the numbers on the wall you can see where you're going and you can right off the bat you can finally meet some like new friends i know there's like people in my freshman orientation group that i'm still friends with today it was just kind of nice to before the actual first day of school get to see a few faces you know maybe compare schedules and see oh we both have math together oh you just see him in the hallway and you're like oh yeah that's kate from my freshman orientation group like that's someone i already know you see at lunch you know that's kind of a scary time you don't know who you're going to sit with especially if you're a transfer student you know maybe you lost some friends just through summer and you need some some new friends you see oh she was nice in orientation she said that her favorite color was blue so is mine and she has six dogs i love dogs like let's i'll go i'll go sit down and talk so it's really nice a good community right off the bat one more side please and so there's like the cheerleaders and then so i want to really break down the gauntlet line so that is intense let me tell you you can see in the pictures students walk through that's after you know they see the drum line in the band they're thinking all right all right we're just going to go find a spot no no way they are not done they are going to be fished through this line getting like praised and cheered for and the cheerleaders are cheering the athenas are there the football team is there it gets a little crazy by the end that's where the football team is but um it's also just a more like wow okay like this is kind of exciting it's a little intimidating you see all these people and you see oh they're all cheering for me like that's kind of nice as i'm walking in you know all these people are here for me and i'm here to make this first kind of day of school experience at north a good one so oh yes and the athena's cheer and drum line i still have that one i got it okay so i was saying a little bit before but the athena's um they were there they're in the gauntlet line right at the beginning and they did a performance jv and varsity so kind of maybe you didn't know when tryouts were because athena's tryouts and um athena strides are before the school starts they're in like the winter kind of spring time so some people in eighth grade might not have known they see athena's they think oh i i like to dance i can try out next year so it's kind of nice to see and know get a little glimpse at what you're going to be seeing at the football games and same thing with cheer you see someone just getting hoisted up right there i mean you're thinking wow okay that's pretty intense and she like flips down and everything it's incredible how exciting maybe i want to try that next year and then of course the lovely drum line i mean you gotta love them you cannot go wrong with some live music and i mean our drum line is incredible as you guys must know because we know what's up we know what's up with the drum line absolutely and football is getting everyone hype getting everyone going crazy and it just really brings the energy it's really exciting it's something that i enjoy as a leader and i know i enjoyed as a freshman coming in so hi everyone my name is michael logan um so this these are like pictures of our small group meetings so after like everybody wanted to the gym we had these like small group meetings it was like 10 to 15 kids and we just did like simple like get to know your activities um then we did human knot which me and topher's group could not do not so you know it's like it's just like kind of like getting to know like a few people in your grade um so like my freshman orientation i came from st mary's which is like a small school so like i think maybe 15 kids went to north from my school so i went annoying like really small amount of kids um so like a small group activity getting to know people's names was you know like really it was really good for me um it's just like a group of kids that you can like be friends with it's like your first friends um and like allison was saying earlier like you kind of talk to these kids and you're like oh we have this class together so like i'm a pe leader and like two of the kids in my group are in my pe class so it's like kind of interesting how like they they like know people going into the school so it's not like super nerve-wracking and then locker practicing and finding classrooms so you know lockers can be a pain in the butt sometimes like i remember with the renovations my freshman year i had a different locker so the first day of my junior year i went to my locker and i spent like 10 minutes trying to open it i found out that i was at the wrong locker room so that's probably why i wanted to make sure that like kids knew like where their locker was how to open it like again coming from saint mary's no lockers so like i did not know how to open up a block in my freshman year so my leaders helped me with that and then also finding classrooms like the classroom numbers are i'd say mostly in order and then there's like this like area that's like kind of like a square and they can get a little out of order so just kind of helping the freshmen find their classrooms i think was really good for them yeah and then continued support so we had on the first day of school small group meetings um where we kind of met with the same group did some more get to know your activities and then just kind of let the freshmen ask us any questions about like clubs or classes like how's this teacher um and then we also helped them find their classrooms so we kind of sat um like in the we sat in like a like a business like area of the school and we just let freshmen come to us if they had questions and then on the student panel so this hasn't happened yet this is happening next week i believe um so during your resource period on the block day or the freshman resource period on the block day they can they're going to come to the auditorium there's going to be a few north star leaders that are on a panel and they can ask any questions about homecoming week or homecoming itself so like um we brainstormed a couple questions but like some of them are like with spirit week like do people actually dress up it's like that can be like that's a serious thought like you're like remember last year anything but a backpack day and i brought a cooler and i was like what if no one else [Laughter] so just let some like ask questions like anything that they have like we can encourage them to go to the dance because it's a lot of fun any questions from board members no i think it's really a great thing that you um you know help the freshmen and the transfer students because coming to a new school is is hard enough and then not being acquainted with anybody in the school can really be intimidating so thank you guys for for taking the time to help those those kids because it makes their their four years or three years or two years much better yeah thank you terry questions are really important and these guys do such a great job and they they make fun of themselves but they're dressing like pigs that actually it provides a really positive impression for our newcomers and our new students because it is a perfect example of how on homecoming we have all of these kids participating and it's building our culture to show what we're all about and they do such a great job of that and creating that positive first impression for all of our new students so it's just it's really impressive and it's a lot of fun so um and evidenced by the number of kids who show up for freshman orientation and then continue to participate and be involved and really that's what our whole first couple of weeks have been is getting kids involved we just had our student activities fair um and a lot of ways for kids to get involved some of you were at the homecoming game or the first football game last week and saw the great crowd that we had and that's just again that's part of our school culture that's really important to our students so yeah thank you thank you thank you thank you thank you and a nice presentation too buddy yes yes thank you thank you thank you all right we'll turn it over to our student board members i know that they drew straws to see who went first so i don't know who won or lost define one yeah just define win leave that up to that picture i can go first okay okay so starting off with last friday we had our first home game like miss dement had mentioned earlier our stands were full of students who were supporting our football team and both sides were able to come together and enjoy the game that definitely didn't disappoint in the end and with the dgn students flashing this like the entire side of the theme which was purple out and we were supporting our cheerleaders with the fnl shirts that most of our students had bought which is really great to see people engaging and then also figuring out how to use their resources to get those shirts following the football game on saturday we celebrated our diners grove community by having our first block party that incorporated many games food choices and lively music and that made the environment as fun as possible and it got individuals to come together no matter the age group and then for a homecoming report as to what's going on this week and next week we have already started getting our themes from homecoming and starting off with class colors next monday which creates an establishment of every grade cr having a specified class color and then wearing them and it just brings everyone together starting it off strong and then throughout the school we have gotten pure excitement from what is to come we've seen that people are enjoying what they're seeing so far and everyone is informed last week that we're able to start selecting our homecoming court of 15 individuals and later this week we're going to fight down our five royalty individuals for homecoming court and then an inside look for the academic aspect of donors go of north we have incorporated time during free periods to help students with specific areas that they might need help with and recently we have had teachers teach lessons such as how to apply for college and how to become successful during our stressful times right now and so far students have been responding well and are engaging in the activities presented by the staff good thank you thank you thank you at dennis grove south um a lot of the students and staff are finally settling into the new block schedule it seems like the students are finally figuring out where they need to be when they need to be and i would say the black schedule is like easing into a routine around this time miss lip has taken the initiative to come to different classes she was just in my english class today taking feedback from the students directly asking them what they liked about the black schedule and what changes can be made long term and just like following them in the next few weeks so having um our principal really like open up to us and ask direct um feedback was really nice and felt very personal for the students some of the pros that i heard during my time listening were having more self-choice of um like when we get to leave during the black schedule during our lunches at the end of the day especially for upperclassmen that's been really nice getting able to leave school early so that we can get to our jobs or just have more time to do homework throughout the week and feel less cramped and stressed the teachers have been really engaging with the longer class periods especially in my anatomy class for example we've been able to really like use the microscopes and the equipment since we have the longer time which has been really helpful in learning some of the cons that i've heard are more with awkward schedules having long spaces of time in the middle of the day just sitting in the commons due to having eighth period off for example or even study halls so some today when we were getting feedback we're recommending like an open campus or some changes to be made with eighth period laying in the middle of the day on block schedules and for access the seniors are more excited to have the student choice stays and the willing like the ability to go wherever we want but the freshmen do enjoy like getting to know a certain group of students that will be with them all four years i know my younger brother who's a freshman he really enjoyed having that new group of people that he might not have classes with already so he can meet and get to know those people um this week is our homecoming week so the spirit is high at dgs we started the day off with a comfy dress day so it's always nice to have a monday pajama day with different dress up days following the next few weeks we have powder puff coming up on wednesday which i'm really excited for as well as a mind reader coming to our resource which will be really fun and interesting and i know our homecoming court just got released today so everyone's really excited and looking forward to the dance very good thank you thank you thank you thank you all right we'll hear more from luke and caitlyn later today as we dive a little deeper into our schedule we're going to start with the the reports for tonight and i'm going to turn it over here in a moment to ryan and lisa a feature moving forward in our meetings will be as we open up reports from the superintendent we will tie it back to how it directly connects to the strategic plan so that the board is aware of how we're working to meet these goals and specifically the tasks that we're working on uh as tonight is our first really official night of the board of the school year first uh board meeting of the school year you will see some of these are extensive you know because it's the first time that we've connected that strategic plan those strategic plan items with that topic in future meetings if we revisit the same topic again we won't go into as much depth as it comes up just like what new uh are we touching on related to that in in that meeting so there's an overview for that today as we go through that if a board member would like for us to connect any of these in some way to what we're doing please ask we might call out a couple of things as a team as well as we go through those but really this is you know us documenting that we're working diligently towards meeting the goals of the strategic plan so the first one tonight talking about summer school and the extended school year report really these ties into the strategic direction of an equitable and supportive environment and you can see there the the key expectation it ties to is that ensuring safe sustainable opportunities for all students and families including access to district resources there's two key tasks that are met uh through this the first one is really about the instructional practices and academic metrics through summer school uh you'll hear later on tonight about ninth grade on track and how we've used that summer school time to really improve that academic metric and then obviously access to district uh resources is a key part of summer school especially with the sy extended school year so with that being said i'm going to turn this over to ryan and lisa just tell me when to click hi uh ryan dougherty director of student experiences same guy new role uh excited to be here we're going to continue with the what happened before the school year started with summer school so next slide we had 288 students participate in the in-person portion of summer school we had 67 students with online credit recovery of those 288 238 were in academic classes and 50 of them were in driver's education um and so in comparison right that's probably the highest enrollment by about 30 kids since 2016.

microphone state your name for the public record and provide your feedback please note that comments are limited to five minutes per person and that no discussion of personnel matters or responses to questions are permitted the board does not participate in discussion during public comment follow up to your requestions or concerns will be addressed by Administration through the contact information provided on the comment card thank you Michelle Trager hi Michelle Trager uh parent of four students in 308 I am wearing red for the usual language program and also for fasd month because I contain multitudes um so as you know we are now in September which is fasc awareness month and I know that I emailed the board and the administrators some information because state senator Sarah feigenholtz put out a press release about fasd awareness last week I was able to secure an interview on WGN Radio to talk about fasd and uh we have fasd Awareness Day on our district calendar now which is great and we have a really good link to some really good information I'm asking you to please recognize the whole month as it is an entire month and we do recognize autism for the entire month of April and as part of our Envision 308 plan you know one of the one of the goals is to have parent involvement and parent partnership and so I did also provide some useful links to what would be support for parents and where they can get more information and where they can also do advocacy and so I know at the last board meeting there was some discussion about what can we do to look into fasd in this District so again I'm going to encourage that parent involvement parent partnership piece because I thought about it afterward and I thought well if I was the school district and the school board where might I want to look and it it seems like isbe would be a place to start and I'm going to tell you it's not if you go to ISB they don't have information on fasd however if you go to Colorado their Department of Education their website pull it up search for fasd information comes up they have a person whose entire job is to train about fasd and brain injury in the state of California now their bill has passed both houses to make fasd a named category under Ohi so we can be late to the party but we don't need to be last to the party and I think everyone here knows the abysmal failure of isbe recently in terms of providing needed resources to students with the most severe disabilities so um uh I have a couple minute I'll just talk a little bit about um because we're talking about the the climate of learning framework tonight there's a lot of really good things in there there's a lot of really hopeful good stuff in there where I think we could serve our students who have the characteristics of fasd both in learning and behavioral I think it would be beneficial to actually be at fasd informed when we're implementing that framework and so some of the things that our our students are struggling with impulsivity memory and processing speed that's often misinterpreted as oppositional because we say oh they know the rule but that part that's impaired they forget it and I go back to that old quote if you have to tell a child a thousand times it's not the child that's the slow learner right it's us we have to accommodate differently there's anxiety and depression which we talked about last time in regards to mental illness and the the social expectations and most rules for Behavior are abstract which can be a difficulty and again if our students who look typical and have good verbal skills have difficulty with that we might just see them as oppositional and that's why I really like this framework because I feel like there's an opening there to really work with with students who have these needs it doesn't matter how many resources you have if you don't know how to use them it will never be enough and one thing that I will say uh I think teachers in SD 308 care about their students I think they can deal with most anything when they understand it I think they have a lot of pressure on them and they're not paid enough I think they need opportunities to express their creativity they need support and they like a good challenge fasc is cognitive diversity and we're talking about diversity and equity and inclusion in this District as a big part of that SEL learning so just to close I will say by paying attention to fasd we can increase graduation rates decrease School violence decrease students suicide rate increase mental Wellness build school to community relations change the trajectory of a large percentage of students we can help teachers enjoy teaching again and we might even save some money thank you guys so much for continuing to listen to me and for your feedback Crystal Casper good evening my name is Crystal Casper most of you know me um I wanted to speak to item 5.1 restorative justice restorative justice is unfair to students who want to learn restorative justice implementation as behavior management in K-12 has replaced the zero tolerance policies for many school districts in the United States restorative justice removes individual responsibility for negative behavior and places the blame on the collective Society teachers and parents have reported this approach to be this approach to behavior has created an unstable environment has an expressed concerns over the safety of children additionally this Behavior plan takes time away from academics when a student is disrupting the class because they are often not removed from the room is it fair for one child to miss academics consistently because of the behavior of another how does blaming Society help a child who needs to learn real behavior management if most consequences are removed from school how safe are the children the limited data available shows student achievement declines teachers are discontented and students feel unsafe at School classrooms are more chaotic schools are more dangerous because teachers are powerless to impound to impose discipline restorative practices are unethical and have no place in schools I hope that Educators administrators parents and policy makers can work together to create better discipline policies and education we all play an important role and we all deserve to be heard they say it takes the village and in the end we all want the same goal to raise children who will be compassionate collaborative and successful in life thank you Paul Dominguez good evening everybody thank you for having me here my name is Paul Dominguez just I wanted to give a little um quick synopsis with me uh I grew up in Aurora East Aurora High School and I came out from an immigrant family and I'm a first generation U.S citizen right and I made the commitment to be there for my kids um when it was time for um for me to help them and be more involved as a father I currently I'm a financial counselor for the city of Aurora's Financial Empowerment Center I am a certified life coach I help underprivileged kids and also teach fathers how to be better fathers how to be better connected and actually be better involved in their children's education um we are new we are new to Middle School um and it's a tough time and exciting time but it actually turned out to be uh a sour uh and horrible start um the first week my son was given a survey to take without our uh my wife or eyes uh notification or consent regarding sexual identity and gender identity sexual orientation and gender identity I was cut by us by surprise we didn't know what to do it was a total we were totally blindsided um my wife and I are both involved in our children's school I am part of the boulder Hills uh Watchdogs fathers group um at Boulder Hill Elementary and now that I we joined plank Junior High School this situation came about um coming coming to find out I took all I took out the necessary steps to talk to the school principal from plank Junior High um apologized did not provide me any clear answers to what the survey is for only said of course that the the school wants to see uh wanted to see what type of groups are in it and I get it the whole I get it trust me I get the whole inclusive initiative I was part of a minority in my time right so I understand however just given the fact that uh us as parents we were not given notification nor consent nor the option to opt out of this um survey that I'm pretty sure you can look it up and it's not in School District 308 policy I looked it up as well talked to superintendent's office and was not provided with the clear indefinite answer of why um playing junior high school did not advise us of this survey whether it was optional whether it's Anonymous I think we as parents have the right to know what is going on in our children's daily lives uh since then I've been very my both my wife and I have been very distressed about the situation and it just it just seems that um we're not being heard and um if planks um junior high schools uh principal provided me an apology as well as superintendent um office faith and um it just seems that it's just not right it's me I found out it's been going on for the past three years at least and that's a major concern for privacy laws for transparency honesty Integrity value everything that I'm trying to teach my son and my generation morals honesty Integrity which is core transparency of the district therefore I feel that this needs to be resolved in a more personal manner not just with a simple apology um I am like I said I'm very distraught about it and to try to keep it as civilizers I know it's a controversial issue I know I'm teaching my son uh to be accepting of everyone's but I feel that this was a complete overreach of both my wives and I trust and it's it seems that it's an issue that has just been passed under the table or under swept under the rug and I'm here for change that's why I'm here because I actually I care I care for my son's education I want to be involved I want to be an involved father and I want my voice to be heard and there are other voices right now that are coming out and saying I feel the same way counselors School teachers you name it it's an issue it's an issue and I know it's political but we have we have to address everybody's rights equally thank you thank you Joanne Johnson my name is Joanne Johnson and you guys have heard from me before this time I'm really coming to you just begging begging for you to hear from families who come from religious and conservative backgrounds we like like you said we need to be heard if our children go out and misbehave or if our children misbehave at school we are the kind of people where you just need to pick up the phone and trust me they will get an attitude adjustment and that happens at home I understand that it may not be that way for some families however it's not okay to overstep a line when it comes to what we teach at home and and the values right now I I have five children that have gone through the district my last one is a sophomore this isn't about my children this is about our community and the children that are going to be going through this I have both white and black children and I moved to this community over 25 years ago because of the quality of the education and I'm extremely concerned with what I'm seeing from our scores being on a decline Transportation issues mothers that are absolutely distraught when they're kindergartner doesn't make it home for an hour and they've not heard anything our you know janitorial staff are teachers our teachers start their day at 6 30 in the morning they teach all day long a lot of them don't even have proper planning periods after school they are cleaning the classroom after they clean the classroom they go home and they are grading papers entering papers documenting things that they need for IEP our teachers are spent and on the agenda today I see a lot of Dei I see a lot of SEL we're talking about the gay community I have no issue with folks that are gay honestly I don't think my child needs to know who's gay and who's not gay my child doesn't need to know their teacher sexual preference they don't need to know their teachers political affiliation either academics has got to be put back to the Forefront We are failing miserably and I I see a plan for diversity and inclusion and SEL which I could go on a tyrant about SEL but we don't have time um but we're not talking about the academics you look at the suicides that have happened in our community those are white people as well they are not without mental issues we don't talk about the kids that have disabilities we don't talk about the kids that are autistic and socially awkward we talk about the minority everybody is human everybody has feelings a black person brown person I don't care what color you are I don't care what your sexual affiliation is it should just be kindness overall and to not cause the divisions that are going on in our school system today we have to ask ourselves why are more people homeschooling why are more people going to private schools I see Facebook posts of of teachers that say they're just not okay we're not able to bring in the staff and have the job satisfaction and we're not asking teachers what's wrong we have unruly children because we do not set expectations evenly across the board and by expecting less of a minority that is racial discrimination because they are just as smart as any white child they are just as capable of behaving as any white child and treating them as if they aren't is absolutely setting up them up for failure in life thank you all right we're ready to move on to item 5.1 item 5.1 is the presentation on the climate for learning framework Mrs dalquist thank you tonight I want to talk about our climate for learning which includes emphasis on academics SEL and behavior and much much more the second page is just the graphic that we have of our climate for learning framework and I'm briefly going to go through the highlights of each of the components the first of which is our explicit SEL instruction reminder that SEL is around accomplishing goals being able to set up long-term trainings plans all of those pieces and we're excited to see that our Early Learning Center is now using Second Step materials to help with those soft and collaboration skills we're also excited that we have a K-12 design team that has been created to continue this work and to monitor its Effectiveness with our Elementary staff we listened to them as they said they wanted more choice of what time they would do the explicit SEL instructions so that now that's up to our staff of when they want to incorporate at and give students that time and reflection the second piece is our explicit instruction on common expectation expectations for behaviors such as Rules and Things within hallways and we're so excited that our high schools for the first time ever have established school-wide expectations for behavior that they're teaching students how to behave in the hallways and the bus and the lunchroom all of those pieces and then we also have a K-12 design team that we've just begun to start to monitor the teaching of those behaviors but really get in and look at the data disaggregated on how we are doing to make sure that we have a learning environment that's conducive to classroom instruction the next piece is the SEL that's integrated with academic instruction I just put up an example from second grade where we're talking about our inquiry units and this is our social studies piece where you can see the SEL standards that we're working on there are recognize the feelings and perspectives of others recognize individual and group similarities and differences and then use communication skills to interact effectively with others and we're teaching those and then re incorporating those into the social studies lessons a next really critical piece and it was great to see our new members of our school board walk in with that that's part of elevating our student voice and then also we've had our student ambassadors that have been working on improving uh the environment and diminishing sexual harassment the amplify event that was held last year will be repeating again I know the slide says November 3rd there's a chance it might be November 4th so I'll get back to you on that piece and then I already mentioned our social studies curriculum but it has inquiry components where students get to choose what they're going to study which resources they're going to use and ask questions about history and other events the next part is supportive school and classroom climates a huge piece of this is the improvements in math and reading we have K-8 math and literacy design teams that are monitoring instruction reviewing data by demographics and then a big push for this year we're going to be choosing some additional interventions to help with that I don't think the board has seen this piece of data before that are grades two through eight math achievement persist proficiency increased two percentage points last year and that our reading went up three percentage points our goal if you recall by May 26 is to go up 10 percentage points so this is the first year that we've had this particular data the pieces before that we did not have all of our students present so we want to keep that momentum going for Math and for reading the next piece is around our engagement expectations that we want all of our classrooms to have these components in them and that big emphasis is that we also want this ready for our teachers the teachers learning environments need to have Choice need to have autonomy you need to have application and pieces most recently the September 6 Institute day our elementary teachers had lots and lots of choices of what they wanted to work on to increase their skills in delivering math and literature instruction all the way from a beginning level to a person that would be an expert we had information and activities for them also part of that component five is that supportive school and classroom climates in Dei and just a reminder that is about all students being included special education students students of different races and then we have trained our principals at the end of last year at K5 on how to utilize their staff to meet the needs in a classroom with a wide range of student achievement and then our high school social studies teachers were trained last year and teaching different perspectives of history and then our elementary administrators and coaches are going to participate in frequent trainings about cultivating genius and how to do that for all the students within their classrooms the component six is Staff SEL and here's where we listen to the staff and had support groups for them and we did make some changes this year based on some of the stress that our teachers had talked about we've slowed the pace for the K-8 literacy framework for our Elementary staff we also reduce the amount of social study standards and projects that they needed to do so that they could have in-depth time with their students and then critical at the bottom there the last bullet point is we had feedback sessions with each of our principals over the summer on what we could start stop and continue to improve Effectiveness as well as staff morale component 7 is around supportive discipline we have a district team that is looking at restorative practices it would be in addition to school consequences not in place of those and then having a vision and a plan for how to help with that and how to address that also wanted you to know that our classroom walkthroughs that we're doing were forming our feedback around climate for Learning and this is the blank form that we'll be using to report back to school staffs as a whole and then while I didn't put all the interviews in here I wanted everyone to know that we do pass our climate for learning framework out during our certified staff interviews and then we have a bank of questions that go with each of the categories that we're asking um possible future staff members so that they're aligned with what we are wanting to do with our overall recommendation is that we are making progress with the climate for learning framework are there any questions I have a few of if no one else wants to go first I have a few but go ahead so staff was surveyed this fall on their own SEL needs I'm going to start at the back and go back to the beginning I guess um what did you find so some of the things that they wanted to have with that they looked at they wanted more time because there was a lot to be able to do that they were stressed about that and that they wanted time to collaborate that was more at the elementary level than it was at the junior high and the high school piece and that they wanted some of their own autonomy to meet what their needs are that everybody's components were different about how they react with stress and how they do those pieces we did give a presentation to the elementary principals Junior High and high school that has it all in nice graphic form if you would like to have a copy of that I certainly can share that with you um yep that would be great and then I'm just kind of curious what the what changes have you made to this climate for learning framework based on the staff needs in that survey so as we on the staff SEL piece or on the survey from professional development back in April when we asked everyone what they mean I'm talking about this one okay um this was the staff was surveyed this fall on their own SEO needs and you were saying that they needed they were looking for time correct and a few other things so could you share with us what you what adjustments you've made sure um we're still working on some of those things but at the elementary principal meeting that we just had in September we decided not to put some of the other training that we were going to do at the September 6 Institute day and gave teacher teams a time to meet and pull back on some of the social studies professional development to give teams their own time to apply and to be able to have time to work together on that we also made the choice at the elementary level to push off some of the writing training and give more back to reading do you have more in in-depth conversations around those pieces at the instructional coach level we talked about having all of our first grade teachers trained in finance panel in talking with them about what staff was already using to be able to group students we decided that was not necessary and intense instead we would be meeting with them and learning about their own data to be able to move forward with what that looked like those are some of the changes thank you sounds like you're responding to what you're hearing and making adjustments is that correct we're trying to not all adjustments are things that all people want can I can I jump on that because it goes with yours so um we asked I don't remember how many meetings ago about making these lessons more Interactive so I guess my question that was going to be my next question actually was moving up to yeah but we've talked about that several times especially at the high school level I was at four yeah so no maybe it was oh well it's slide three but have we yes so the high schools moved to a more integrated approach to sel they're not talking the having separate lessons uh and especially at the Freshman level that's where we're working with that where we have the during the academic support periods and and those pieces that were having our student services actually do some of those guided lessons or have them recording things I know it's only the first few weeks of school but um trying to have a much more different approach at the SEL level for high school can I can I ask what you two think of the new SEO hi and welcome hello sorry I was not sure if my mic was on but it is so that's good um I was just like looking through the slideshow on my own um and it says that there was a more integrated approach to sel and then slide four talks a little bit about that as well um I don't know if I missed it but uh could you just reiterate how it's being integrated like is it in the classroom with teachers and things sure so the emphasis is that at the Freshman level um where they're coming in and having that as part of their ongoing orientation and pieces that they're meeting with that I doubt as upperclassmen if you're seeing a lot of the integrated uh SEL lessons we're also having conversations um we're around inquiry and around those pieces where you can talk about productive struggle where you can talk about how do you resolve conflict or even talk about what is your long-term goal After High School and what are the steps that you're going to take to do that all of those are SEL skills that can be integrated in there without saying we are now having an explicit SEL instructions I think from my side of it like I definitely liked that because I know a couple like one of my classes has done that for a long time anyway um but it's definitely been super helpful especially for a lot of the kids who felt very unsure about you know future goals and things like that so I've definitely liked it not being a separate class I think it's a lot more helpful especially for a lot of students since it's ingrained in their classroom periods so they're I guess more engaged in it because it's in that classroom setting um I personally see it as a underclassman side because although I'm a senior I'm a Panther leader so I'm in the um like freshman seminars so I know you've had a couple presentations this year about um like being the behavior Matrix and things like that and we've also implemented in our presentations and just how we interact with our freshmen about like how we should act and I think that's helped them a lot because it's allowed them to like build a trust with us so that we can like have conversations more as um adults rather than a teacher talking to a student so I think that that's really helpful to put it in um freshman's like guided studies that was actually going to be um go ahead well I I was I had a few questions and I got to go and Ali took my time can we get some others in here to get some questions answered because yeah can I ask my next one though yeah and then thanks so um student advisory Council uh while I appreciate hearing Miss dalquist Thing you guys are here and there was the line in our component for about leading the work surrounding improving the climate by diminishing sexual harassment can you share a little bit what um what that means and and how you're looking at improving that climate could you just tell me what slide it's on someone sure it's on slide six okay there we go um so I know that last year uh as many of you know that was the focus of our work uh we did use ypar tactics the youth participatory uh action uh LED research uh to drive how we were approaching that that was primarily done through that student advisory uh survey that we administered at the beginning of the year and throughout the year what we had done was uh do further research on separate districts and uh I guess I guess student perspectives within OHS and OE on how exactly they viewed it and the environments that they saw occurring the most often or the environments that they believed were prone to it that work had kind of been centralized upon last year and seeing as this year we had the sexual harassment presentation that I know at least for OE plenty of students did attend we talked about expectations that uh I guess exist within our schools regarding sexual harassment um and those things are still being implemented into classrooms I know I have one class specifically with a very motivated teacher who did want to attend that sexual harassment presentation and she talked about being able to kind of come to her and a lot of other teachers that have the signs around the room that say that you know we are open spaces to come and interact with them with but we had discussed at our last student advisory committee meeting possibly administering that survey again this year because as we're talking about improving the climate by diminishing sexual harassment that's something that we've passed on to our staff and to our teachers by developing provisions and things for of course a superintendent and Dr Jadon Waller to work on um so by administering another student of a student survey this year we'd probably be able to understand a bit more in depth about what needs this year must be addressed especially with the new incoming freshman class and if sexual harassment should at the very least be something we should continue addressing this year so you're expecting with that survey to show that you actually have made Improvement in the climate based on that or that's not I'm sorry drone are you shaking your head or I I would say not necessarily an improvement but more so if students still feel the need for it to be something that we have to focus on and create more Provisions for we won't have a specific question saying has things have things gotten better but more so we should provide it as an option for people to openly and freely be able to think for themselves and say you know is this something we still need to talk about and of course depending on the responses and especially if we get even a remotely High number of responses saying that that's still an issue it will of course be something we continue but Dr Scott I was just going to say you know part of that conversation in regards to the survey to Anya was um you know we had sexual harassment was number one and then we had items two three and four and then our next meeting we're going to bring back that information to the group to uh look at that survey that again disaggregate it and then determine if uh if we're going to address what items from wester's data if we're going to go with that in regards to addressing or if we're going to give another survey because as you said 25 of the student population is turned over the senior semester are gone we have the new freshman and none of our data contains any of that information so yeah come on I'm just cautiously asking that we make sure that if we're going to start talking about making promises to our our students about making improvements to this climate that we actually follow through and and measure if we have and and what we need to adjust not just let it be a one-year topic no I agree with you a whole 100 Ms Doyle and uh to be able to measure it that would have to come later that would have to come later in the air I mean you couldn't measure three four weeks into the school year as we're just starting to implement the uh you know the initiatives that uh Anya just outlined right yeah and if you if you walk through the schools you'll see the uh you know you'll see the uh posters or you know the items in the doors it's for the safe spaces and make sure you you uh click on the QR code because the QR code has a lot of information on where to go to get information who you can speak to for help and all kinds of good stuff that's continually changing as uh we're adding to it subtracting to it throughout the year and you're adding that to all parent communication as well so that they're aware of that yes the high schools have yes thank you all right so Jared we'll take your questions and not a gym Jen can go first okay Jen can go first I just had a question on slide 13 regarding the interviews um is that something that when is that going into effect and um how is that being um shared and how are we training our whoever happens to be on an interview team so a group of Administrators started meeting almost a year and a half ago to recruit routine and improve the climate for our administrators and that group was instrumental in suggesting why don't we have a common Bank of questions because that's something new so we worked together and we I'm kind of a big believer that an interview is your first chance to make a good impression and everybody goes home and talks about their interview so we wanted to get what is 308 out there so we share the climate for Learning and then we have a list of questions that we've uh generated that are different for elementary different for high school different but there's a bank of them that we've trained our principals and assistant principals and teams to use and then we also created some blanks so that if principals really have a question that they've come across that they think is great they can put that into the bank and then we look at that and to see and we have had lots of feedback from people that have been doing these interviews because we started that in interview season really can't remember if it was February or March of last year to be able to do that for certified staff and principals have really it they've talked about how it has it expanded some of the types of questions that they have asked and is helpful in getting the staff that is aligned to all of this type of thinking about what we're trying to do to have great learning environments that are safe and inclusive and are ready to go with inquiry and really meeting kids where they're at and helping them succeed utilized for all staff or just teaching staff certified staff so teaching staff prior but we've been using it with some of administrator questions too so when they're being interviewed from this Bank of questions have staff whoever's interviewing the interview staff have they been given look fors or a rubric in order to when they're hiring to understand we have not gotten to that level yet and then is it somehow tied into evaluation like is there a full circle with their evaluation so the evaluation tool that we does have things like engagement does have all of those pieces but we do not have a specific evaluation tool that goes by our components of our climate for learning you can definitely draw correlations back to Charlotte Danielson and all of those pieces right right but you can you can tie some of that to Danielson yeah okay um all right thank you um I'll condense this into one question I'm assuming we're we're in agreement that when it comes to band and choir those are things that that assist us the correlation with math and reading we see a benefit and and our numbers are down I'm assuming we see some of the junior highs the numbers are actually up compared to last year but they they'd where they were pre that's what I'm saying right okay um my question is how are we making sure our band choir programs are not de-evolving into pay to play um I'm very concerned with um making sure that not only are we getting back to those um pre-coveted numbers but also that we're we're reaching out to our most vulnerable students who could also benefit um as well as we try and reach those students to try and boost boost those scores but also give them a more holistic educational experience sure and Shannon Lou does our Junior High director of instruction had just met with me last week about how do we get more of our elementary students that are interested in that one of the ideas that was shared is wouldn't it be cool if we had our junior high students that are part of those organizations create short videos and I went to Lakewood Creek too and I play clarinet you know and those kinds of things and give them a great opportunity to talk about what it is like to do that and to also you know advertise that we have District instruments that do not have a fee that come with them that you can use for a a much lower or even free cost and then I just want to remind everybody that those are courses during the day so that's not part of the extracurricular fees that students would need to pay to be able to participate in abandoned course because it is into the instructional day I I guess I have two follow-ups to that one I guess would be I I mean I I love the the Outreach with the instrument um I hope that we have some Equity among the junior highs with that um number one and number two I'm a little concerned about the video piece I I I I I know pre-pandemic you can correct me if I'm wrong I think there used to be some personal Outreach and I'm a little concerned that videos with these students is gonna just be kind of like oh video I'm gonna shut down maybe I'm wrong but you're referring to when the Bands to the Elementary's display and that was one of the things that they would really like to do were concerned about having buses to do that right now to provide buses during the school day on top of what we're already doing to to bring that back so that was one of the reasons that we were generating other ideas to bring ban to or of course to the elementary schools because it's really hard to transport large amounts of students right now and one last follow-up to that is I you never know but has anyone asked um maybe like some of these band booster like they'll like they can do some amazing things so have they looked into fundraising and perhaps finding buzzing I think my conversation with Shannon was Thursday or Friday of last week so I don't know the answers if there's some other workarounds yet okay thank you and maybe to get your your opinion um so when we're talking about um creating inclusive safe environment um providing tools to help mitigate behaviors in the classroom doing all these different types of things the goal is for it to help academics so this is all always academics correct it's academics and more some of those soft skills to be able to collaborate with other people isn't necessarily going to show up on a math or a reading assessment but it is also a really important skill to have being able to speak and talk during an interview or present yourself is another really great skill that we've got to work on but isn't going to show up on a multiple choice you know reading or math test but you are absolutely correct that the more we can have behaviors that allow teachers to teach and students to interact and learn the more instruction and academic achievement we can have so the goal of all this is to improve correct okay right but so I know I I sort of asked this question and we kind of glossed over it but like my original question was have we made them more interactive like have we like it's not engaging if you're just sitting and talking to them and it sounds like we're trying to engage a little more with the freshmen but like my concern continues to be just like it was last year that we're not engaging kids when we're having these kinds of conversations so one of the things that the high school department chairs participated in just today is around collaborative structures and engagement and how do we have students own the conversation regardless of whether it's SEL instruction or math or any of those pieces so as we talk about expectations for engagement that's everything that we teach you are absolutely right that we have work to do and not everybody is there but we're working really hard to have not only that for students but to model that for staff during professional development during meetings tomorrow at the all principles meeting we'll be doing collaborative structures and working on engagement so yes there is work to do in that area but we also are improving foreign all right we're moving on to 6.1 board member comments I'd like to start out by welcoming our student ambassadors Anya Roy is here for her second it's with us and Caitlin Jobs is the first time and I just wanted to welcome you both um you know when we think about School Improvement how can we have school Improvement without the voice of students right you know students shouldn't just be consumers of the decisions that adults make for them but that it should be a collaborative effort it should be a a effort where there's partnership and so it's really important for student voice to be president that's why they are here with us and they bring so much Enlightenment to our discussions and so we're excited to have them here thank you so much oh yeah four membership yeah um I made my first uh on-site visit during school hours I was at Boulder Hill um that was either last week or two weeks ago on it was recently um great to see staff and students um in in action if you will um I entered one teacher's room and of course they they knew I was a teacher and they said how is your year going and I said you tell me and they said this is great and I said I agree and it was awesome and um so that was a that was a fun moment to say the least uh very impressed with uh there's a there's an outdoor common area outside Boulder Hill um I can't even I I don't think I can list all the the community members and Community organizations staff um an Administration that have um worked on this unbelievable unbelievable very impressed uh it's still not done but what they've done so far is very impressive um as I as I toured if you will um I I did kind of take a look at the Boulder Hill playground equipment and uh um and you know I won't ask or put you on the spot here Dr Sparling but at some point you know I am curious about if the equipment is scheduled for replacement and and if we have that budgeted for but um for for another time or or during your comments is fine as well so um but that's that's that's definitely a definitely a question I have about that what's that I think he has an answer oh if you have an answer no uh I do have an answer oh great great we do have a replacement schedule for the playgrounds based on the life expectancy of that equipment sometimes we need to move up that schedule depending on the where the equipment is and sometimes we're able to push it off you know as long as there's no safety needs but we do have that and we do have that on the schedule yes awesome awesome uh and then one other piece I I did prepare this for tonight and I apologize I'll try and make it quick and it's uh the theme is redundancy and I just wanted to touch on a few things so while while many districts are suffering from busing services and many districts had issues during the pandemic the uncomfortable conversation here is that we do not have the Reserves necessary to create redundancies and More safeguards in our systems that creates stress and prevents us from finding buffers and ways of thinking outside the box or sometimes forces us to think outside the box sooner than we would like we experienced very rapid growth here in our community which limited our ability to create redundancies and reserves good people were left to make tough choices in some cases perhaps not the best choice but difficult choices nonetheless however we are paying a price beyond what we see you could see it when we can't play teams at the junior high level beyond our boundaries and now can't bus students to away games within them you can see it when we have to figure out what to do maintenance on and what not to hmm you could see it when a parking lot lifts a divide between some of us not because no one wants to build it rather because stakeholders seem to not see the rest of the costs going on and all of us want to work together but as we grow again we must realize stress will return unless we are working together to alleviate it at the same time if we do not recognize now and take in the lessons from the past now the issues bussing shortages are causing are merely the tip of the iceberg I am not anti-growth I am pro-plan I am pro-infrastructure schools are infrastructure just as making sure resources in a bridge are necessary for that bridge to hold so too our resources needed for schools to hold as well and you can bet that bridge that we all take for granted it has redundancies things that I would like to say this evening first and foremost um once again I am I'm honored and humbled to have the both of you sitting up at this table and sharing your perspective it seems a little silly to have adults sitting up here talking about things that we might not know about since we're not in the classroom so we appreciate you not only speaking from your perspective but also representing a huge student body um I I beg of you to jump in whenever you can and as necessary you don't have to wait to be called upon your comments are just as valuable as anyone at this table and just for transparency I want everyone to know that Anya had to go through the grueling process of interviewing for this position again she was not just handed to it so congratulations on sitting at this table again September is significant for many reasons three of which I would like to highlight today as Michelle spoke earlier September 9th was fasd day a worldwide awareness celebrated on the ninth day of the ninth month of every year to symbolize the nine months it takes to develop a healthy baby fetal alcohol spectrum disorder is a group of conditions that cause physical behavioral and learning problems due to exposure to alcohol before birth September brings the opportunity to continue to raise awareness of fasd and to celebrate the strengths talents and successes of the estimated one in 20 Americans who have fasd which include our own students I look forward to our Administration looking through the fasd lens as they move forward in meeting our students where they're at suicide is a problem that touches the lives of many people many of us know someone whether it may be a friend a family member or a co-worker who has attempted or died by Suicide our district is no different we've been deeply affected by this tragic tragedy September is a time to spread hope and Vital Information to people affected by Suicide to ensure that individuals friends and families have access to the resources they need and to discuss Suicide Prevention and seek help I remain committed to decreasing the stigma of mental health and suicide by changing how we talk about it and continuing to bring awareness if you know of anyone in immediate crisis please have them call or text 988 there is a professional caring helpful person on the other end this call is free and confidential please make it a priority to check on someone today and finally September is deaf Awareness Month specifically the last Sunday of September is the world day of death of the deaf it is celebrated is celebrated it happens to fall on September 26th this year this day recognizes the rights of death all around the world on this world day of death awareness is raised about the challenges that those that are deaf and hard of hearing meat it's so important to understand that deaf and hard of hearing individuals are just as capable able and intelligent as hearing individuals there's just a difference in how they communicate it's not a handicap nor a disability so please treat others that may be different than you with compassion and I want to shout out and thank you thank the parents and the staff who passionately encourage and advocate for our deaf and hard of hearing students thank you 6.2 superintendent's report well good evening board uh we are now in the fourth week of school and I I and all the members of the uh of an administrative team have made a concentrated effort to be in the schools uh each of our 308 schools and the majority of the feedback we've received is that this school year is the closest feeling to normal since uh 2019.

um and Dr Freeman for the social media Campaign which uh I'm sure hopefully was very fun for you and it's fun for the people of the district um you know seeing the smiles I think helps reinforce why we're hearing what we're doing so I'm very happy to see that very proud to see that um again in terms of priorities uh we're continuing to make updates uh working on the new contract with the pbea uh we have another meeting later this week and we're hoping that we have something to bring back to the full body uh by the end of this month to consider um and then just to keep everybody kind of surprised we're not fully into a new committee and meeting schedule but we are continuing to make progress there as well we have operations committee governance committee last week um and hopefully by the time we hit our October cycle we'll be on to a new schedule where all committee meetings are the Monday first Monday of the month and then we have a discussion meeting followed by an action meeting later in the month so still working towards those same objectives work in progress Mr gorsky has been really helpful I'm trying to sort all that stuff out in terms of both membership and schedules and so I'm optimistic that by the time we meet in October we'll really have that and that's it for me for opening the works shall we move to committee reports so if I recall correctly education committee did not mean it doesn't happen so we're gonna just pick that up next cycle that brings us to governance Mr ball okay um okay so the notes were in that agreements Friday or weekend uh report but we spent a lot of time talking continuing to talk I should say about the restructure of our committees and our meeting schedule one thing that um I do want to I don't know if we have to put into a vote tonight or how we want to do that is decide officially if we're moving from Mondays to Wednesdays I feel like I've talked to well we've talked collectively to most members and that seemed to be everyone seemed to be agreeable but we want to make sure that that's okay with everyone if you aren't aware it just seems to be a lot easier on it especially the administration because right now they kind of have to get everything ready by Thursday to get it out by Friday and it kind of an arduous task and then their Mondays are are kind of flooded with things as well so to have it in the middle of the week would be a lot easier on Dr Freeman I'm sure everyone can hear me really so um to get to give them a little bit of a breaking to give them a little bit of their weekend back is the goal here to have it on Wednesday so I don't know how we want to approach that we want to do that now or wait till should I go through the entire report and then I would just ask you a question is that something we want to move during the report to move during a new business okay sounds good so think about that if you haven't already been thinking about Wednesdays I know that like I said we've talked to a few people already um another thing that we have talked about as a group was um I don't know the right word is disbanding the HR committee or changing what it looks like but then also creating the community relations committee which Lisa has a chair um what I have done is reached out to Gwen to find um some verbiage on the uh the job description so to speak of that committee so far she has uh that their policy people have been out of the office they're back in the office tomorrow so she's going to send me tomorrow some examples of what our our work will look like and we can then tweak whatever we want to do with our own policy but she's just going to give us some ideas of what they look like in other districts so that should be coming hopefully tomorrow they were out of the um out of District or out of office the last few days the last few work days uh let's see what else we did just want to remind um committee chairs that now that we're going to be meeting on that Monday and and I was guilty of this as well we need to get our agendas set and over to the appropriate administrators a little bit earlier so that they have time to put everything together and get it out to the members I would suggest just um and take it or leave it that you should probably reach out to your Members First submit to see if they have anything they'd like to add to the agenda and get it over I mean our leadership is Dr Freeman so I'm going to get it to him hopefully when you tell me if we meet on Monday how early would you like it yes that's happening Thursday at the latest okay that's easily doable just got to remember to do it got to put it in my phone as an alarm so I don't forget but that all chair people should do that as well let me see if there's anything else important to other committees I have my notes Here I apologize oh and we continue to talk about the two board meetings um what they're going to look like and Mr Gorski actually suggested that we may reach a point where that first discussion meeting doesn't really need to occur at all and that we can really merge everything into one meeting per month we're obviously not there yet but that's a goal that we can shoot for and he has some ideas in the long term what that might look like so we discussed that I think rich and I both agree that where we're coming from we're not ready to go there yet but that's something we want to work towards the last thing we discussed which is more of an operations thing so I might want to leave it to them as we did talk a little bit about building usage and fee structure but I think that should go to operations right so appropriate that's why I'm asking you yeah sure you want to go ahead all right so that's all I got for governance here you go I'm gonna wait hold on anybody sorry any questions about governance at the event that was kind of I apologize for going fast and generally speaking hopefully the fact that the committee reports were actually out circulated in advance of the meeting helped everybody kind of get comfortable and saw the deliberations that happened in committee before you're seeing items on the agenda again to just to reinforce our strategic discussion that's something we'd want to see more of as well and something you've probably found reflected in Dr Friedman this weekend update where he's actually time update update verbiage um so group is the handoff there the building usage and fee building usage and fees so as we're revisiting policies are all over the place one of the things that we had noted was that there may be either some inconsistency or some gaps or the potential for refinement in our current building usage policy and that way we have a complete and deductive way to go through not only how priority will be given to a District programs and applications but other community or organizations within Town other non-profits and maybe not affiliated with the district around Brook and how that usage Stacks up and then ultimately the general public and the fees that are associated with um so I think holistically the ask was the partnership between governance and operations to go back revisit that policy see if there are any updates that need to be made and then bring those back so that's something we'll be looking at likely in between meetings again the operations committee notes that were circulated relatively robust um so I'm not going to necessarily read through everything one of the highlights I will bring up is just PSEG direct Insight proposal I thought this was you know something that was a great idea it has immediate benefits with the district in terms of both transitioning us more towards a sustainable type of infrastructure but also provides a variety of different programs some immediate financial relief it seems like the very definition of a win-win and it's on our agenda tonight uh so if anybody has any questions uh we're continuing to follow open it by we ending the administration um regarding the uh training for our officers with regard to their ability to interact in and around the district in terms of times of Crisis safety I has um three is one of our top priorities here so making sure that all of our systems are ready and available uh not only to The District employees but to the police department as well and that everybody's well trained and aware of uh where things are uh so that work is likely going to continue um Dr Freeman will be leading it uh in conjunction with the chief of police and if there are successive updates that are necessary or additional recommendations that come back uh will likely be brought to support through the operations committee again um I think one of the the really interesting and nice wins that Dr Freeman was able to put together has to do with the war family connection so there was a parent who wrote a concern about busing for the after-school programs and while we didn't want to necessarily set precedent by offering or subsidizing what really is a private program with District resources they were able to find an opportunity to tap into someone who's capacity that we had in our own transportation agreement um so that's something that thankfully we'll be able to deliver to to the people that are utilizing that program solving for that need that was brought forward and doing it in a really cost effective way for everybody so again just an information item for the board as we'll need to act and approve on that but I thought that was really well done on part of the administration um and the last update that's in there has to do with the AC FR audit um so as was noted by both Mr Patel and Mr Gorski there's work that needs to be done to make sure that we are prepared to go through that process so the Auditors now are reviewing our financials relative to the school year ended June 30th 2022.

moment to gather thoughts house bill um and policy i could be teaching about controversial sensitive issues house bill 2161's private cause of action enables parents to sue governmental entities for usurping the fundamental right of parents to direct the upbringing education health care and mental health of their children um asba's policy uh is amended to reflect that teachers have a great responsibility to educate students but that parents ultimately direct the upbringing education healthcare and mental health of their children so that is the policy advisory for this type is there anywhere where they're giving a concrete example of what they're meaning by controversial and sensitive topics because it seems to me like it's left up to interpretation by in this case would be each individual parents you know this and this is contrary you know i don't know if they've if they've at all codified what they mean because it seems way too general in the way that they've written right right no it's just um what what what i would do uh our district is if there's ever any doubt if such a situation comes up what i would do is i would talk with asba or the director of policy or legal services but also with our legal department just to make sure this is what's going on we want to make sure we're following the new policies and working collaboration with other other people to make sure that we're doing everything right yes no i just figured sure if they had some more specifics on it it would be easier to make sure that we're doing that it's not i'm looking at the policy right now it's not the policy critical releases that's what they're talking about that's uh that's the first read the second read on wednesday you just refer that it's the same information as the first monday that's all i have mr mr president thank you so i i i have some comments on of that changes policy one is uh and i already provided this to dr soltero but there's a stack of policies that you should have um so these are all policies some of the policies here affect policies that we currently have in our policy manual so um like the one uncommon specifically the ones about masking these really specific restrictions on masking requirements now and we still have some of these policies like kirby um that's a masking one so i i am going to suggest that some of these be removed entirely to align with the new policy requirements and some of them and one of them i think k-i-r k-i-r-b i think it is it's the one that's not no it's not closed yeah so k-i-r-e a-i-r-a g-b-g b r j-i-c-a-r-e um those all either need to go away or they need to be modified for example the pgpr has a face-covering policy attached to it um that we no longer can have because of this law so anyway that's why i included those and when we we approve if we approve these um yeah i will ask for these to be included in the in the policy base for work [Music] the additional policies we can't touch until these go into effect because the common is positive unless i add it to the policy advisor well well pretty much these are going to supersede these only ones but i can't technically delete and neglect for approval um you can they're all regulations there's no actual policies these are regulations yes every single one of those regulations they need to be taken care of you play a parent with this because i have another yeah and my last one is uh the intramural and our scholastic sports ones um we don't have to do anything about that now but um for wednesday i'm going to ask that those be pulled from this this amounts to a consent agenda because they're all bulked into one vote i'm gonna ask that those would be voted on separately and the jj um ones so it's a big issue because we we had a young person that played 12 basketball last right and so it is a big deal but my feelings are that other schools aren't going to play us or that other schools could take this to court right if we if we you know somebody at once pointed out we could easily be taken to court by as a parent within our own district with that same law they felt like that was basically going to see that sports that you're covered it makes us do things that we haven't been doing in the past and it puts a lot of teeth behind it um it means that we can get sued by just about anyone but being offended by one of our players well i think he took everything out of our hands as an individual history i mean i think you know whether we like it don't like it prove it don't approve it i think it takes all of our hands because i don't think we have any any options other than the only ways to get elected to the legislature change it yeah i'm going to say that but i um is there anything more on that massive stack of paperwork okay then we are on to discussion report on the governor's team um [Music] okay so i can start um so i made some changes most of them are based on the training that we had with you lately training a lot of a lot of what we discussed was was already in there um from the previous meeting with thinking really but not all of that so morrow was added um so i i guess i'll just go through can you talk about one or two things that need to be correct sure just one second so you had maybe i can address some of marcia's comments from the last time i did a reading um so you had several comments and some of those i did include yes i found those yeah but there are some that weren't right um this is an example where when we bring it to the board for approval you can make a motion to amend that to make that change i think it should come from the boy not you uh i mean if you want to say governor's team that's what you would like but i think it should be decided by the whole of course and i like consistency i mean the state uses uh the governing board uh dr sarro you governing board all our minutes a governing board and rather than and i just think it's better to have it all right so so i think there's something more like governing board an administrative team handbook so yeah the reason it's just the name that it's just not what everybody uses yeah and i think consistency oh yeah i'm just thinking if we just called it the board man but with the board but then it it's kind of like the fact that it's also a tool for doctors it's called the governing board so you're absolutely right marcia all of this i've been putting it together but all of this is subject to board review and changes and if we appear to have consensus about something that we're looking at right now i can make those changes in advance but if it doesn't appear to be consistent consensus then that can happen when we approve the document i have a couple of comments but the other comment is that it runs for 22 pages when you i looked at all of the handbooks that you sent to students so the parents they're not going to read them because they're too long and i think that that has to be brought into consideration foreign and some of these things could easily be dropped so we can talk about that i actually feel that there's a lot of things that could be in here that are not in here um and it is it is a reference panel so but we have to read it before you read prevent and it's just too long well if i could interject real quickly um we've all been on the board a while so we all kind of have the justice but i think it's important because we don't know what's going to happen for january we may have brand new people in the world we're going to have at least one at least one brand new person okay and i think in the spirit of this it's a good source of knowledge for someone that's going to be new coming out of the boards they can kind of see how we're especially like the caller parliamentary procedure stuff that's not what i'm legit oh i know you're saying there's a lot of information in there yeah but we we also do have a lot of information we have to deal with i'm i my the one thing i objected to was the ethics i mean i to me that is an insult to anyone that you would have to put what the ethics would have to be most of just and i i think any person who's on the board knows how to behave and we don't have to have it can we do you want to jump to that one since yeah but then i also wanted to mention at the same time and then i'm true is the eight characteristics of effective school boards um that's it's a typo but it should be uh effective school boards if you look at number one schools should have a capital two and they're that way all the way down oh can you say can you say it again um it's on page 12.

that's been a very healthy fund and significant increases there yeah but the rest of those funds uh have to have beginning balances updated and they'll be completely active moving on to the cash flow we see at the end of sept end of August giving you two new numbers at the bottom of the revenues you see the 2.5 million 2 million 574 and then at the total expenditures 3.3 to me that's kind of relevant it's really relevant when you get down the road a little ways and you say well what percentage of the year is gone it's December so we'll say half of the year has gone 50 but if 60 of the expense is out the door from your expense budget that's a big concern because we want to kind of track the percentage of the Year gone in most cases with the expense and then Revenue we we usually catch up for Revenue as the year goes by but there's there's six districts in the state that have really really got a problem with that expensive and jumping ahead of now we want to stay within that so John the difference that this is Cash Flow versus encumbrances so that that's why we have a different numbers than on the encumbrances which are for the full year and then with that probably 1.3 million teachers that are getting this payout I believe it's 10 000 per teacher for the 110 teachers so Plus benefits 1.3 1.4 million for the whole year 10 000 for the whole year that will be encumbered for the September meeting assuming for the October meeting with the September data and then you look at the the very last one there the three-page one that's got cash balances all funds and you see that's where you really notice the beginning balances are all zero so that will be rectified as soon as possible but uh it's not hard to do but again we want to be reconciled to the penny with the county so they really like the whole way any questions so far that's a report right about just a couple of things just real quick to um to point out if you look at fund 691 on that last page report you see that there's in this case fund 691 yeah that's the one that the state the building renewal Grant that's the one we have our energy projects in and the HVAC uh three projects were just finished the Del Rio gym floor the concrete polishing is done a high school science and band room floor projects are done right there was 99 130 that's been paid to the vendor the state's really helping us out with these buildings projects I just got noticed that uh if we can get a bid in right away probably in the next week or two we will be in the running for some supplemental bleachers at HMS to replace the gym bleachers that what percentage of the gym do they take up 25 I think we'll be able to push those right up against the wall right right they don't go in now wow [Music] and that's that's really all I had any questions I have one comment that I want to make related to budget um you may be hearing in the news or if you already have about the aggregate expenditure limit you know this is something that we dealt with last January if you recall the numbers came out and it's interesting what the numbers we have now the numbers have come out on how much that with our current budget how much we would have to give up and I think we're gonna have to give up more than this but they're saying that we will not be able to spend we'll have the cash we will not be able to spend 3.3 million dollars about 17 of our budget this is 17 of our budget starting April 1st which means that there's April and May so we have two months left of a 10-month school year so we will have to we won't have access and I say it that way because we'll have the cash again but we will not have access to spend 17 of our budget with 20 of the school year left and so you know and most of our budget is salaries and so that you know hopefully you recognize that in order for us to accomplish that we just we're going to have to close school starting April 1st if the aggregate limit is not waived so so this is done this is actually in the Arizona Constitution this calculation and as the as you know this the the state has been increasing funding for for schools but the the calculation which is from night in schools in 1980 looked a lot different than schools now yeah and so it's an outdated calculation and so in order to change that calculation it has to be referred to the people a vote of you know like the proposition so um that hasn't happened in order for it to be waived it takes two two-thirds of the legislature in each house doesn't need the governor's signature to vote to waive this that means we if you think about it we have 30 senators it only takes 11 Senators 11 people to say no and this doesn't happen for the entire state only annual waiver this is an annual waiver um that is a that is done um so 11 people could vote to not do this and it only impacts district schools not charter schools every District school would have to cut 17 of their budget or and I say that I I need to correct it would not have access to spend because it's not going to save money this is the the cash is going to stay in the in the it doesn't save taxes so um I know that Arizona School administrators have ice as a cosigner on a letter to um do a special session um coming up I mean I'm going down to legislature to meet with some people on Wednesday to talk about this on what can we do to get a special session in um it's it's I don't want to be until the end of January you know and I think March 1st is the deadline it has to be done by I think we were in February before this was decided last year the waiver the waiver and I don't want to get to that point again because people it's a it's a big waste of time it's scrambling and I think it's it's harmful to the system um but if you think about it what would happen to Chino Valley if we did not give out 3.3 million dollars in salaries in every other District well and that's just Chino Valley right we're talking about billions of dollars in the whole state but when you we give out these salaries what happens that I've heard the number that it can caught you know turn over seven times because that money goes and you said how many they estimate nine nine times it was the standard it's been seven but right nine times someone gets paid they go and buy stuff at Safeway which pays an employee which they buy stuff or they pay their rent which goes to the landlord to pay their you know so that money goes around and that 3.3 becomes 30 million dollars that is instantly taken out of the economy of you know just Chino Valley and when we're talking about billions of dollars in the state it's it's a it's a financial nightmare it's a financial nightmare so I just want to put that on your radar um if you hear if you talk to people if you have an opportunity maybe mention something um I would try to get educated on this as a board member um many of you are just because we went through this last January and but you know if you have an opportunity to let people know I I ask you to do that because it's it's a it's a horrible for it but it's it's not it's something that we cannot get so okay didn't mean to bring everyone down but any questions I believe the legislature will not let it happen let's hope they drug it out until How long last year was that I think a week early wasn't it like the last week in February I believe I could introduced new bills yeah it causes a lot of uncertainty that is damaging to many parts of the community John is there anything underway to get the Constitutional Amendment started to get rid of this um the easiest way is for the legislature to send uh and there's it's not a referral but it's what's what would be the term that is it a refer referendum referendum is like what they're doing with the essays the development so it's a it's a legislative initiative that the legislature can do my understanding is with a simple majority they can take it to the to the people with a the initiative with a simple majority that didn't happen so I think the Focus right now is try to getting this trying to get the special session to at least do the waiver okay this year taken care of yes yeah so anyway that's more budget news thank you um item six C two Student Activity fund reports where there are there are two items of interest and that are perhaps a little bit unusual uh because boys and girls soccer both won state titles last year they ordered some rings if you look on that student report you see that the Rings are in the encumbrance section they've been ordered before school ended my understanding is they will be here hopefully a home football game to be presented to students at home football game but those are other than those other than those two purchases that are waiting to be received and paid everything's pretty standard for this time any questions I have a question um is the cards that they sold that are though is that put into this already or not yet athletic accounts and also um so if they if a team sells this many cards it goes to their team right yeah yeah so um but that's not what's happening with this I mean so those probably go to auxiliary probably not into the Student Activity yeah so we keep those in the district okay these are kept in a separate account that the district really will we take care of the more custodians but there's an actual like a different fund 525 is where we can see those other ones so I can give you an update on those sales next time thank you item seven a through P the consent agenda would entertainment motion I will make an emotions this question all in favor all right thank you item 8A resignation of a certified employee Mr show please so this is this is an item that we need to be kind of you know you have the information in front of you if you would like any more specific information we really should go into an executive session if you want specifics about this basically we have an employee that's under contract that resigned without our permission and what we are asking for is for um you to reject the resignation and then that's the process to report the the employee to the Department of Education for um not fulfilling his his contract yeah okay I have an issue with this because of his reason for leaving from my understanding the reason why he's leaving is because he cannot afford to live here we he's not moving my understanding is is because he's not moving out of the area he's taking another government job where he has to pay retirement and we think for about the same amount that's another local job yes so he's not leaving the area here I I just I don't know how I feel about this just because I've been giving different information and I know that a lot of students really really like this teacher and a lot of people including them some people that I know a lot of children were really upset that he was leaving and I just feel with our teachers salaries and stuff I don't know the whole story so I don't think that it's fair for us to deny his resignation without knowing exactly I mean we can go into executive session if you'd like if you'd like to know more information so I mean I I kind of feel like we would be the right thing to do just because if if somebody is leaving our district because they can't financially afford to live here which everybody knows if this is a tough place to live anyways I would like to know the true facts of why we're wisely and I'm apologizing because I know that that takes our time but I just feel like it would be the right thing to do okay so we have need a motion to go into executive session I mean going me to my office and then we'd have to just put on hold the the video which is not a I just want to know the bunch of the process so that Lawrence is aware while we're in executive session we would just we won't kick everyone out we would just go somewhere else meet and then come back so do you know things that well I would ask Mrs wolf to be there because she's the one that had the interaction with executive session then you don't no I don't feel any too do we need to vote well there hasn't been a motion there hasn't been a motion so if Anna you make a motion then you need to call for it but can we call for a second if there's no second that the motion dies okay well I'll make a motion to go on YouTube executive session to discuss this further so the proper thing is done second sorry nope the motion feels on the lack of a second now we're back to the discussion of the item okay thank you discussion I'm in favor uh I will speak up on emotion then okay well even though we haven't had the motion but we seem to you would serve in Reverse so I'll just so I'm I'm in favor of the recommendation that the Administration has given on this issue why not is that in the form of emotion are you making a motion yeah okay so I'll make the motion then yeah um I think with the motion you need to include his name it's part of the motion we can just read the action required yeah requested yeah yeah why doesn't somebody else do it I don't have it up yet on my computer I feel scrolling down I'll make the motion yeah I move that we reject the resignation of Nathaniel Rowe and refer Mr Roe to the Arizona Department of Education for breaching his Employment contract and violation of ARS 15-545 .

just know that the 22 numbers are non-audited we're still in the process of finishing that but they're they'll be really close so you can see that in the education fund we i would say remain steady went up a little bit o m uh you can see went down significantly remember we transferred 200 000 or 2 million out of o m so that's why that that went down so much 500 000 that went into debt services and and the other 1.5 million went into fund 60 which is capital projects so that's why you see the capital projects line went up so high um transportation fund uh went up a little bit state i would say basically stayed steady imrf social security went up a little bit and working cash is the uh fund that we are we have been putting about a hundred thousand a year into working cash along with any interest earned and then the torque fund is the fund the last one that that pays our property insurance and workman's compensation and that's the only thing that comes out of the tort fund so that's why we keep a pretty small balance but it looks like i'm going to need to transfer some money in there because our costs have gone up a little bit um the 2023 numbers the bottom line is our our estimated budget for this year and as i've told you in past years that's the number if we were to spend 100 percent of the budget so that looks a lot worse than what it's going to be um you know our goal is to end up between 90 and 95 of our spending last year was a little higher a lot of that was due to the esser grants grants that we received and we did spend as much of that as possible because we did get reimbursed for that so it kind of threw the percentages off but again our goals will be between 90-95 expenditure i anticipate with this budget the education fund we should be really close to break even again um i'm gonna be uh o m as well uh we should be okay transportation is one i'm a little more concerned about i will say that transportation because it does look like a significant decrease for next year but i i did underestimate the revenue i think i hope i did but i just don't can't guarantee what the state's going to give us so i didn't want to promise anything so it's possible that'll be better than what what i projected so and then capital projects uh it looks like it's going to go down a hair but i also it's hard to guess what we're going to get on impress or or on uh i've lost it the uh impact fees are just tough to guess uh the the new apartment complex they are going to give us another round of 2 the remainder of the 400 000 so they paid half of it they owe us another 200 000 when it's completed i don't know when that'll be might be sometime during this year but i did not budget for it so um i think i've covered everything the exhibit two is the actual budget uh that we would be approving tonight but it has that you know really has those numbers that i just shared on the bottom line or in there [Music] when we vote later um we will have you sign the budget sheets i had to print this off i had to type your names on there so that's why it looks like it says everybody voted yes but we would change that if that doesn't happen so i had to have names in there to print it off so um any questions as you read through that anything that you want to ask me about or just a quick question yes sir was there any material changes to the budget from the last presentation oh good question thank you uh one material change i would say are two two one was uh uh at the last budget presentation i didn't really know yet what the insurance costs were going to be health insurance because it was still open enrollment so that that was a significant change it was uh probably a little less than what i anticipated and then the other significant change is we get money from it's called corporate personal property replacement tax cpprt and i'll be honest with you i don't know a lot about how they determine how much cpprt money we get comes from the state it was something that uh has been in place for a very long time and we don't have any say in uh in that they just they just tell us each year what we're gonna get if the illinois economy is doing well then we get more that's how it works and last year we got probably double what i thought we were going to get but i didn't think that was going to happen again this year so the first budget i gave you showed a lower amount and then i found out that it actually is going to go up by 10 this year so it was 200 000 more than i anticipated so i took the 200 000 and put it in o m because we were a little with all the new uh custodial changes this year i put it in there because we were we weren't sure what how that's going to end up so essentially all the changes were in our favor yes correct nothing significant yeah um under education why is it so much less for from 22 to 23 it's like 5 million uh from uh 22 to 23 yes the from 5 million down to 3.5 yes that that 3.5 would be if we spent 100 of what i'm budgeting here but if you if we spend um i try to and i've just always done it this way and i can tighten it next year if you want me to on the projection i just try to budget for emergencies but the the expenses are 1 million or 19 million budgeted if we spend 95 percent of that 93 to 95 we would be at uh probably break even what percentage do we spend for 22 we in 22 we were probably 97 98.

with the exception of last year last year um we were about 518 students for a variety of reasons mostly kids reacclimating after being remote for a year and especially with some of our kids who may have struggled during remote learning excited so of our online credit recovery 67 students earned about 39 credits and that helped for students to graduate who didn't make it in may but none then made it for an august graduation i gave a little bit more detail about those 67 students at the bottom you can see that of the 36 students who enrolled in one course so one semester course they completed 30 of those so if you enroll in one you're more likely to finish the 20 students enrolled in two mostly that's first and second semester of a course and so they completed 18 of those courses so really high percentage when we start getting into those five and six students who were in three or four more courses this online credit recovery program is helping students who have gotten really far behind and making sure that they'll still be able to choose the future that they're looking to see for themselves and so when we talk about supporting having an equitable supportive environment for students this online credit recovery program is really helpful for them specifically um so great distribution with the the regular school year it's pretty on par with our regular school year we had two percent fs during the actual academic school year two percent f's um over summer school um the a's it was 45 during the regular school year 41 in summer school the one difference is is that you can see at the bottom the p or i so it's a pass or incomplete so earlier you saw that some of our online credit recovery students did not complete so they earned an eye but then also are you only can earn a pass with online credit recovery so that uh additional percentage that maybe not with the a's for 45 some of those kids would fall within the past so it's a pretty even distribution between summer and the regular school year next slide so one other question that we ask is why are you taking this course and as you can see 58 are repeating it um there was a a fairly significant jump in the questions for other right um because of the change in policy uh a couple of years ago where you can retake a course for a higher grade some kids you know they they're not going to choose repeat they're not going to choose enrichment so you can see 13 other also sometimes our drivers education students don't know which ones to choose um so they may choose enrichment they may choose flexibility because they're looking to take driver's ed to get out of the way before the school year and others choose other so um you know in the future we may clarify that question to find out so that um it doesn't kind of fall into another do we know i know i'm starting to interrupt but no that's yeah we're about to switch at least so it's fine we were um uh we know that we were expecting to have more students coming in for enrichment this uh summer than we have in the past and it's been a goal for a long time for the board do you know in the past is this i don't recall if this is a new question or do you know like how many what percentage of our students who have frenchmen in the past um off the top of your head if you don't you don't i don't know um absolutely i think so you look at the report yeah it was on there oh i didn't see it on there i'm sorry but they have every year going back um so grade distribution reasons for attendance well there it is i'm so sorry i skipped no that's okay i'm sorry i should have printed out the report and put in no no so it's actually down a little bit yeah i think this year um i know that the goal has been enrichment but coming off of two summers where students weren't able to like enter the world and do what they would like um summer school was a harder sell this year for sure um there was actually the students who took summer school this year more of them made it all the way through summer school than they ever had in the past because the kids who wanted to take summer school all really made it through i think we only had four or five students dropped from attendance whereas last year i think we almost hit 100 students because one they didn't pay for summer school second it was like i don't know do i really want to do this and uh you know masking and so um the the students who were there this year really wanted it and the students who were on the fence they ran they wanted their free summer for sure thank you good evening everybody my name is lisa balo i'm the director of special services there's just a little bit about what what role on the main roles that i play within the district but tonight i'm here to talk to you about esy and i'm the prime administrator and supervisor for esy so what is esy those are you know our fun special ed acronyms right um but esy stands for extended school year um and it is a program required by law for eligible special education students so not all special education students but those that are eligible for the purpose of maintaining those skills that they gained throughout the year and making sure that we don't have a lot of regression of those attained skills while they have their summer break right so predominantly we're usually pretty much talking about many of our students in our multi-needs programs at both buildings as well as at t99 who are really working on basic functional math and and um english and reading skills as well as those life skills that's predominantly that that group other students that fall in other areas of eligibility within special ed also have access to summer school right um just many of the programs that ryan already talked about but this is specifically for that that group of eligible students that we discuss at each individual iep meeting and make a decision as an iep team on whether or not that student is eligible so just to give you a little bit sorry go back more i thought you were pointing yeah just to give you a little historical perspective prior to 2020 um we utilized sacid solely as our esy service um that was eligible to that same group of students that we just discussed but then the summer of 2020 while everybody was virtual we put together our own virtual esy for that population of students and what we really found honestly during that time is that our students really really just love being with our teachers and we just really felt like we really need to make this work for years to come and so summer 2021 and 22 we offered in-person esy at donner's grove south for those eligible students so you can see our enrollment numbers here um starting off with that virtual session um you know i think at that point we just like we had some kids that were like you know i'm done with school i i and parents who are just like we're kind of done with 2020.

staff and students have come back with renewed sense of energy and excitement which has been wonderful to both see and here with that said we are also facing a number of issues that we're not as prevalent in 2019 and the issues I'm referring to tonight are in regards to Staffing that is the number one issue that we are facing that is affecting the entire school district is the Transportation uh the issues we're having with Transportation I and many others have had a lot of conversations with uh with parents regarding this topic and I'd like to thank our parents for their understanding and patience as we have worked through these problems and issues we've tried to communicate the situation and have received good feedback from parents regarding that communication and but I today I want to kind of just describe what we are faced with we are working to make this better but with that said we are in the position of doing the same with less meaning the Nationwide bus shortage is causing us and many other districts problems with our staffing our transmission transporting our students in a timely fashion we're down drivers and our third party contractors aren't able to pick up the routes that we need to make up the difference causing the drivers the need to drop off their regular routes and then go back to the schools to pick up the second group of kids that only that causes the delay both at the high school and then it trickles down to the Junior High in elementary routes as well with the shortage we also are down sub drivers or floater drivers to fill in with employees are sick or unable to be at work an example of this is like Thursday we had 11 drivers out and each of those drivers drive a three-tier route they have a high school a junior high and an elementary route and the transportation department has to react uh very quickly to make the appropriate changes and they're not a way to make those changes to be able to communicate those changes through the uh to the parents in a very short window of time and that is very difficult for our transportation leaders as well as the drivers of the buses we have had a number of meetings over the past few weeks to address the issues and put in different measures to help I use the word help because until we're able to hire the appropriate number of drivers we're going to have issues that are going to continue There are many days when our director and our assistant director and the mechanics the people that all have CDL license and proper credentials for driving buses are having to go out and drive buses to ensure that our kids are getting transported in this timely fashion as we can none of the situation is ideal by by any means and I know we need to do better and we are working to do better but I also understand that parents I'm a parent of my I'm a parent myself I have three kids of my own and I understand as a parent our parents need to know that to know that their kids have transportation to and from school and we are doing our best to communicate when those Transportation uh the transportation is going to be delayed by any way so as I mentioned earlier I am very thankful for the patients that our community and our and our parents have shown in regards to issues that we're dealing with with the transportation we are doing everything that we can to improve the situation if anyone ever has an idea feel free to call we're asking we're asking for help and we're trying to implement the uh or Implement and or look into the ideas that have been shared with the administration to improve this situation to the best of our abilities so I thought that since that was an issue that was that's truly affecting us of district-wide that I wanted to speak to that this evening so that's my report is there a link on the website for them to and you know send their suggestions and thoughts yeah Teresa yeah yeah all the transportation email contacts are on the transportation page and there's also a feedback form there so either one of those can be used link all right Mrs Hamilton are we ready for item 6.3 we are all right student ambassador reports hello good evening everyone um we'll just start with some quick introductions um so I'm Anya I'm a senior at OE I am going to be a student ambassador for oehs for the second year now and I'm really excited to work with all of you um I'm Caitlin I'm a senior at OHS and this is my first year as a student ambassador but I'm very excited to work with all of you um so we'll just get started with the report um we did have our first student advisory committee meeting last week we got to meet the new members that came in this year which was really exciting they all were so passionate about the work we were doing and it was really good to start that conversation with them the first thing we did was talk about the value of perspectives in our committee and how embracing the diversity of our respective communities is extremely important whether that be academic based on their extracurriculars um race identity all of these things are extremely important and that's why we actually also considered possibly sending out more uh student advisory committee applications which Caitlyn will expand a little bit more on in order to make sure that we're best meeting the needs of the diversity that's required in the sac because we're representing a really wide portion of our student bodies and having you know maybe possibly around five students from each school doesn't feel like enough but we have to do our best to make sure that we're being as inclusive as possible while making sure that our committee as as efficient as possible as well we also recognize the work of the student advisory committee last year and found a lot of importance in administering that first student survey which I talked a little bit about earlier um our role as student ambassadors and the role of the SEC is to make sure that we're understanding the thoughts and needs and concerns of our students and in order to do that we have to directly communicate with them on the opinions they have about how things are operating in our school whether that be academic whether that be socially or emotionally and that first student advisory survey that we administered was able to accomplish that though we did get a lot of feedback from students I know I did personally and so did Colton last year when he was here we definitely want to put that into our survey but we were thinking about administering it again to make sure that we are properly embracing these ideas that our students have and make sure that we're responding to the ones that are most important to a wide majority of them as well as the ones that are sometimes unheard um so as Anya mentioned one thing we decided on our last meeting is how we'll get more students in different perspectives involved in our committee in order to do so we're currently discussing and working on developing a Google form in which students can share their perspectives and why they would be a valuable asset to our committee we want to emphasize that all student voices are important so the data that we gather from this whether they are chosen to be on the committee or not it will help us learn more about what problems we have in our district and what perspectives we really need to reach so we hope that we can get this form out soon and we look forward to working with more students from our distance are there any questions about any of that um I believe it is three from oehs one of which is me we have Monica who is coming in from last year um and actually we have two more so then it would be four from OEM and then three from OHS which were the three uh applicants who were interviewed uh one of which is Caitlyn just wanted to make sure everyone understood where those other students came from so go ahead so you're looking for five students total from each School around that amount of course we're not going to cap it there if we realize that there are students that will make an amazing contribution and it goes to maybe six students like we're not going to cap it at five just because of that but kind of making that estimation and making sure that it's not getting too large or as of right now remaining too small so we're not getting enough perspectives that's kind of the ballpark estimate that we made at our last meeting but of course we're going to be subject to change depending on the responses thank you 7.1 consent agenda are there any questions on the consent agenda um well I do on 7.2 the whole thing okay um I just have three quick I'll make them quick quick questions on 7.2 so um just and the first one is just kind of background knowledge I'm sure we all know this but just want to get it out there so everybody everybody viewing is aware so when we talk about impact fees um those that money comes from the developer it goes in this case to the Village however it's not The Village's money The Village just acts as basically uh you know hey here the deliver of the funds somebody can correct me if I'm wrong but the the they they set they set the amount that the developer is going to pay the school district through the village anybody want to correct anything I've said as being incorrect okay so that we've established that and um I think that um the amount in this foia that's being questioned is somewhere around 180 000 correct right okay and the question and I I'm assuming this goes probably to a general fund because we have a laundry list of things that were backlogged on for instance like when I went to Boulder Hill and I said hey what's going on with the playground equipment right that I'm not saying that has to be done tomorrow but right it's probably on a list of things that need to be done it gets deposited in 20 operations and maintenance okay um one and somebody can correct me if I'm wrong but one of the things that is out there as a potential bill or something that someone wants us to perhaps this school district to put funds towards is an amount around a hundred and sixty thousand dollars towards improvements to Wolf and Harvey am I incorrect in that you're correct Okay so bear with me so we have developers giving the school district through the village about 180 000 and then now there's a bill for about a hundred and sixty thousand potentially going right back out towards an intersection out here potentially okay and just want to make sure that we have all of that clear so that we understand that those are very close to being equal amounts that's all hey can I have a motion to approve the consent agenda please and make a motion to approve all items under consent including 7.1 minutes from the Board of Education meeting on August 22nd 2022 open and closed session and 7.2 to acknowledge the foia requests received by the district second oh sorry this door hi Miss Swanson aye Mr Cerrone aye Miss simulton aye Miss Johnson aye Mr ploger aye motion passes 6-0 item 8.1 is information on financial statements does the board have any questions on what has been presented this evening I got two but if somebody else has them like go ahead I actually don't have a question um I just want to remind uh you Dr sparlin he knew Dr patsky that a couple of board meetings ago I did request and I believe that we had some other board members that agreed that we'd like to see a variance report from year over from year after year so could you just put that on your agenda to provide that with us so we can just see the variance from last year yeah yep we've got that uh in process in our office so wonderful thank you and just gonna ask because sorry I'm going to continue to ask uh five year projections is that coming yeah we you know we actually talked about that in cabinet this morning and uh on Thursday Dr petsky is going to present at the cabinet and then I'll get it to the board after that perfect and then um do we have any idea at this point and if we don't that's fine I don't try and put anybody on the spot but do we have any idea how much we are spending at this point on Outsourcing transportation for um Athletics or active and activities in general and in general yeah it's fair and in general yeah I can put that together for you okay I and listen I'm not saying we don't need to do it I just like just curious you know on that note it's um the Outsourcing companies are also experiencing yeah uh hiring issues correct yeah so well and and that's and honestly that's part of my concern because at some point one of my fears is I want to make sure that we're on top of this to make sure and listen I'm not trying to I don't want to be accusatory but I do think it's something to monitor because at what point are we reaching a point where the cost of that becomes alarming I'll say it that way because that's being diplomatic if that makes sense certainly on on the radar right that's it for me information all right are you ready for information oh 8.2 all right I'm sorry uh 8.2 is a continuation of our discussion regarding our district uh mission statement um just a little recap in our June 18th board meeting I shared that you know we have a strong Street a strategic uh plan and division 308 we've defined the four quadrants of our work we've defined what that work will be done for each of those quadrants we've broken down what work will be accomplished for each year defiant success for year 2026 at that meeting we engaged in dialogue looking at the work that was done back in 2015 for the pathway 2020 plan and I asked the board to think about if the words in the current mission statement are still reflective of the work that we're doing today and beyond that day we decided we should look at making some changes the executive leadership team met along with Anya and Monica over the summer and we work to provide an updated draft mission statement to the board in your memo and board docs we've listed the current mission statement as well as the draft mission statement along with the rationale for why the group chose the words that we did it's important to note that the finalizing of our district mission statement is the board's work what we've done is provided the board with a statement that the board could use as a starting point of a conversation amongst yourselves so I believe the what the Board needs to decide is if you like what made do you like what we provided B you like what we provided but would like to engage in wordsmithing what we provided at this time or see if you and time creating or tweaking the old statement so again we want it to provide a starting point for your dialogue and that is what we have done so what are your thoughts on what we've provided as I said in the Europe in the board acts you have what the current mission statement as that what how that reads and what the draft mission statement that we came up with is again some of the rationale for the changes of some of the reasons why we use the language in the new statement some of the verbs that we utilized in there so can I just ask it are we being asked to pick a word there's a highlighted section on the draft starting point for discussion uh choose one or none are we are we simply being asked to choose one or none of the words suggested you know I appreciate that question Mrs Doyle the uh the draft you know the draft statement uh is what we keep what we land what we landed on as a group was together we Empower support and challenge all students to thrive along their unique educational Journey yeah but um as but we wrestled with that word challenge so we came up with other Alternatives and things like that because um you know sometimes the word challenge can also have a different connotation to it and so that was the one word out of what we came up with and just uh in 2015 you know the large group of stakeholders they created our mission statements struggled to come up with this one sentence concise statement to that measures the mission of 308 um we did the same we met multiple times and like I said Anya and Monica joined us at least one of the times I don't know if it was once or twice but uh it's it's not an easy thing it's not it's not process to do even though you're coming up with one sentence because the mission statement should be that one concise sentence and like I said we have we've given the reasons for why we've chose the words that we chose thank you for that I guess it was a longer answer than you probably were looking for uh yeah kind of but it's good information all the same um from our student advisors I guess I would just ask you know when you are looking at this um which word inspires you more I guess that's one of the words so you're gonna have to speak to it because Caitlyn wasn't oh yeah sorry Pop Quiz Caitlyn hop quiz yeah could you quick read this give some deep thought and answer and like listen to it for a really long time no I'm totally kidding please know I'm like totally kidding I know you know but I hope she does you know know you know I am I'm kidding but we do want your feet I bet you can like yeah what what word do you like I think um for me I've okay so there's two words that definitely stand out for me um but of course that's not for everybody which is why this is a conversation looking from a student perspective I want to take like two different sides of it I guess the first word that I think a lot of students would associate with is encourage um because a lot of students have extremely varied paths and they know exactly where they want to go in life and that may be a traditional path it may be an unconventional path and some students don't exactly know where they're going um I think having a word like encourage includes all students who would fit within those brackets of knowing exactly what they want to do or not knowing what they want to do and feeling like their school encourages them on that Journey whether that be solidified or not whereas words like I would say like motivate or Inspire make it feel less student based and more like the school has to give something for the students to succeed where it should be students should feel like they have their own paths to choose from and they are backed by the school and by the district I think the second word that kind of like stands out to me but I've I think I've said this before I feel a little like hardcore about it but like I thought challenge was a pretty interesting word choice um I think the strongest academic uh factors that we can put in as uh as a school is making sure that students are consistently challenged and that could be um like I said in academics that could be in your extracurriculars or in your clubs and a challenge definitely does have a negative connotation I definitely own up to that but um the word challenge in itself also opens the door for pushing people to become better and I think if we constantly challenge students to improve and that looks different for everybody right whereas I think some of the words here are very standard there's only so many ways you can encourage or Inspire or motivate people but challenging someone is very individual you have to challenge them individually personally and intellectually and I think that's definitely more of like a strong like coming at you kind of word but I definitely think that encourage had that same effect with a more like tame sort of connotation to it um the two words that stood out to me were motivate and encourage I think that um if you look back at Inspire I feel like when I think of inspire I think of that you have to be a perfectionist like you have to excel at everything you do whereas I feel like motivate and encourage similar to what Anya said they bring it back back down to a personal level where um students can know that there are people behind you pushing you to where you want to be and encouraging you to like follow your path thank you I also like Challenge and encourage the most I guess my question is do you have to have three or can you have four is entirely up to the board um so one of the things that we could discuss is whether we want to just totally disregard the work that's been done in start over but I'm I'm good with where it is uh thank you very much yeah I I the direction I gave um and and it's Incorporated here is that I want to meet I want to get kids to help when they need it because I think that the earlier that you start helping a kid and identifying their issues and um working with them to get through it it benefits everybody benefits the entire Community it benefits the Schools benefits that finances everything so I I'm fine with all this and the word um I'm actually just gonna piggybacking whatever you guys want so yeah yeah I I yeah we really do take your input so um I yeah I'm I'm in on challenge I mean clearly I'm a sports mom but I you know like we throw kids in the learning pit so to speak all the time so I'm I'm all in on challenge I don't I'm not sure where I'm at with encourage I think it's or motivate sorry I think motivate is more of an intrinsic kind of thing for me I mean of course clearly you can motivate kids to to do things but to Anya's point I think if we wanted to be a little more intrinsic for kids I don't know if I would use the word motivate well I have two thoughts I think first of all we needed to address this it was 2015 and I think the world's come a long way since then but we also have the opportunity and I know we're not totally set right now with our committees but we do have this opportunity to address what the community advisory Council and obviously no agendas have been set or meetings have been set and I know that faith is going to talk about it tonight however I think it would be very advantageous to get feedback from those committee members to see if we are on the right track and to have them say hey did you think about this or did you think about this just a thought all right and I would add to that um we we have we just had a climate and culture survey and this was drafted prior to us getting those results back and I think it's really important for how many how many students face I mean how many staff members took that survey 1400 1400 took that survey and I think it's really important to find out um you know what it said in terms of you know what our mission statement would be and I would certainly want to um take a deeper dive into that when it comes to the climate and culture statement um I see we have a statement here but I I I think we we could do there's a lot more here to discuss um and so I would say that's going to be a really important place to start and that's where I am with that I I Latonya can you clarify what does that mean for what you'd like for the next action step so I'm thinking that we either need to get feedback from the committee Dr Spartan well the your cabinet in terms of what the discussion was that came out of of of the results from the survey as well as I it for me I was under the impression that Hanover was going to do some really important work on the back side of the survey that there was going to be information and they were going to there was going to be an analysis and there was going to be discussions with the board around making meaning out of what those results were because you know a consultant can give you data but we have the context right and so we're the ones who can make meaning out of what that data says and we haven't had an opportunity to do that and because this climate and culture survey was a director from the board to our superintendent I think that's we're being remiss if include that kind of information and deeper dive into where we're going with this I just have to ask though that this is the mission statement regarding our students you're saying you'd like to add that it includes staff members well no down here under the vision they've created oh you're talking about the vision not the mission statement right right they've created a climate and culture statement and I don't know that that climate and culture statement is a reflection of right the data I don't know that so right no I I agree with you there I was simply looking at the mission statement itself and I don't see a need to redo any work or ask for further opinion on the mission statement no I mean I'm I mean that's that's her that's her comment so I'm going to let her I'm gonna let her I agree with her um I agree with her that on the mission because um I would expect that to to dramatically I don't I don't think so but I think their input you know how many times we talk about voice and you talked about yeah we did that like the whole last year we were talking about this this voice thing that's why I guess I'm confused what about those people's voice but with the mission statement these are all aspirational right so we're we're trying to get here if we put this out and let's say we put it across the district and it's in every window and every office door and we say the foundation of our district is built on a positive culture of trust but we have a service down in the climate but we have a survey that says that right there we we aren't there yet yeah I don't know that that's the statement we're ready to put forward I I think when Lori's trying to figure out and meet you now is kind of what this discussion is supposed to be I think right are you talking about the mission statement or are you talking about the I'm literally thinking right at the mission statement culture no you're looking at page the second page I'm looking at page statement [Music] yes if these two things don't go together then there they are together in my eyes because they're on the same document well mission and vision I thought we were looking at the middle puzzle piece the thing that ties these four together right so all of those things are going in this middle no I'm soaking no okay if you if you you there's a there's a there's another uh no I'm I'm looking at it there's another where's the there's another piece that goes with this and it's a like a puzzle and it has no I know that's that's not what I'm talking about though that's the climate and culture statement that's the center puzzle piece handout I'm talking about the memo on tweaking the mission statement I am talking about both because they're both on the same document so I'm just asking are you are we looking to get feedback on all those individual pieces and treat it all as one or are you looking at mission statement climate and culture statement and vision statement yes for me I'm okay with us having the um the mission statement and having the feedback from the individuals that we've already received yeah but regarding the culture and climate peace which we're all totally agree with what you're saying something we need we need that's a bigger discussion I agree and we can do that at that meet that we're going to be calling we can have that discussion then yeah it was so the purpose of trying to get through the mission statement today was probably to not the mission that was probably to inform the rest of the document is that correct yeah so or do we feel like that's it definitely there is an alignment now I mean we we have to talk about all of this in its context not just one people you can't Silo out one without the other well yeah that's why I was saying get them having the mission statement and then filtering it down and then yeah I mean I'm fine with going through a so if we just want to address the vision piece a day who all whoever's um good with um imagine the the vision what is it the mission statement the mission piece if we're all if if the majority of us are good with that piece but yet we we're still going to have to decide which of these um adjectives we're going to go with well and I and if if I may like this was Dr sparlin and Mrs dahlquist and bringing information to us so I don't really think there's a a need to address the memo as much as there is the mission statement can I make a more can I make a motion to table this and then and then we can yeah okay I would like to make a motion to table this and if we can address in a special meeting because I would like to get feedback from constituents before well but but we've been doing that for a while right but we just have can we decide even though you're tabling it table in it but you want to get feedback we're I'm I would table it just so that I do we want to decide today which one of these um words we're we're going to use and we want to do that right now are we ready to do that I mean I don't know that it's an action item do we I know a timeline on this we are but what are we tabling the discussion I want to come back for a vote next time right but you don't vote you come back in you don't have to that's right you don't have to have it come back next time you can choose to have it come back if we want to continue the discussion on table it okay what she's saying is table it until after the thing which is different so we had to wash it on the table so we had a second I make a motion to table oh did anyone stuck in the motion I want to table it but I just made a motion to table no no one is seconded what no one okay I make a motion to table this discussion I'm special no until further indefinitely because it's an information anyway because I mean it has come back for information I don't see that neither table it but if you want to you know what I'll second let's do it yeah all right all right so you have a second so you take a roll call on the motion the table so as long as we're going to no if Miss Johnson hold on hold on no but if he comes back again I think this is this is the time to vote we you either vote to table it or not if you think there's more discussion to have tonight I would encourage you to choose accordingly but if you're okay tabling it tonight yeah I mean that's just what it is we're voting table so okay was I up did you call me Miss Johnson yes Miss simulton yes Mr Cerrone no Miss Swanson no Miss Doyle no so we get to we get to continue to discuss right yeah okay can I say something though yes okay cool because I didn't get to say anything that's why I said no okay yeah sorry um I just had a question what have can somebody just remind me and remind all of us what we've done to get I understand we've gathered a lot of our voice and we've gathered a lot of administrative Administration voice what what have we done in this process so far um together um Community voice that face sometimes we ask questions that we know the answer to and I okay so thank you this is one of those times okay thank you nope well so um we have not done anything recently with these These are supposed to be summary statements that take into account all of the statements that are already in those quadrants but wrap them into one so the process pre-covered which now seems many years ago but I we did meet with over 3 000 people some community members from different groups parent groups lots of staff to create the statements revise them go through all of that process to make those statements but you are correct we took the statements that are there to have a summary goal or a summary statement to incorporate all the pieces that were already there so we haven't really I'm not saying we have to go back and touch base with 3 000 people um but we haven't really touched base with since pre-covered correct are you asked your question for the mission statement that's what we're talking about right now or are you are you talking have you moved on to the vision statements that are on the back page here because yes because the item for this discussion was this discussion on to update the district mission statement I understand okay but I just wanted to make sure I I I know but conversation which had not been updated since 2014.

each kid was tried a paper on the events of 9 11 and were to include interviews as one of the cited sources somebody who lived during that time his questions were mostly basic how did you hear about the attacks i was on a college campus flip phones okay there was no mass media but i remember walking out of my class that ended at 8 45 and people started running on campus uh where were you i was at purdue what did i do i went back to my house and turned on the tv to watch the events unfold and how did i feel fear sadness hope pride a lot of things and then the last question was what was the one thing you'll always remember from that day and for me it was kindness so as you watched the events on tv you saw people sit covered a lot of first responders a lot of people who weren't first responders rushing towards the attack to help people in need that was what i took from that day it was not anger but it was hope and pride so as we all spend time and reflection on what happened 21 years and one day ago please take time to acknowledge and appreciate those who run to the fire in the chaos or if it's in you to find a way to take your memories of this day and be that here for someone else this week in me thank you very much if you are able if you'll please stand and join us through the pledge of allegiance is all right six of our school board members are here this evening so i certainly do have a quorum and we'll begin our meeting as we mention it at the start of each of our meetings as well as have here on our screen reference to our vision and our mission as well as the core beliefs of our school corporation which guide the decision making that we have before us each evening so those who have watched me do this before i love playing with this thing we do have to gavel out of our school board meeting and we will gavel in to a public hearing required of us coming because we have a geo bond presented so i will do that we are now in our 2022 geo bond public hearing all right thank you dr shed mr phillips is online with us zooming in this evening and so he will walk us through a couple of slides here to talk about the geo bonds for 2022 within this public hearing chad thank you dr roberts good evening we spent 20 minutes working on the audio before this meeting started tonight um and weren't able to get it quite right so i will try to speak as slowly and clearly as i can and hopefully dr bozeman can help intercept any questions as well if we struggle with audio so last board meeting we spoke at length about the three projects that were primarily funded with the geo bonds from since that time we have experienced a unique level of inflation doesn't even quite describe it and so as we approached after the assessed value was released this august as we approached the end of the year we knew that we would have some capacity to issue a geo bond we would have hoped to spend that on additional facility needs but as it became clear when we opened the bids for most of the parkside project last month this money was going to be needed just to address those three projects the full renovation of parkside partial renovation of schmidt that is focused almost entirely on hvac and then athletic improvements mainly around baseball and softball at columbus east but also including lights at columbus east and columbus north so i believe that on your screen now you see those original estimates that we used at the beginning of developing these projects and then on the next slide you will see where we ended up with the current most up-to-date estimates we feel pretty good about schmidt and the athletic project dollar amounts at this point in time um the parkside project dr bozeman shared with you last meeting that we're working very hard and his team has already found some ways to cut that number lower than what it is on your screen now from that 18.7 million and we'll continue to do so that left us with in in the whole about 10 and a half million the geo bond that we're asking for you to consider initial steps on this evening and more steps in the next board meeting is a tax rate neutral issue and so we have capacity to issue this bond without increasing the property tax rate it is for 5.8 million dollars that will be paid over paid off over two years between 2023 and 2024.

there's the direct and open Communications testing ongoing the feedback that we're getting so far is that some of the more recent changes that we're putting into place are going to position us to address the comments that have been uh kind of on our order reports on an ongoing basis and again because of the way that these Cycles usually work it's not uncommon for findings to persist in some manner for multiple years as long as we're demonstrating that we understand what the requirement is and then we're showing progress towards um so I don't expect there to be absolutely no government or feedback when we get our updated audit uh comments later this year but I am pretty confident at this point with the update received by the operations commission that will be demonstrating I think that's it for operations I'm happy to answer any questions uh so I think again governance and operations are the only two committees to meet last week we're expecting all the Committees to meet on the new schedule the first is Monday in October so again Monday night are the meetings committee Church please try and circulate in minutes uh no later than Thursday and that way hopefully we can get them out to the full board in time for them to read and understand them before our discussion meeting a second week in October 3rd so the Thursday is the 29th Thursday the 29th that's agendas any other questions on committees I'm sorry there's it so the Thursday would be to submit the agenda right and then report I think so I think it's the Thursday before the meeting for the agenda the meeting on Monday and the Thursday after for comes up okay so the two-thirds okay that we only have to remember one day gotta simplify for me any other questions or comments on the Committees all right uh then we are on to item number four uh open to the public or agenda items [Applause] you have no comments online just so you know thank you sir foreign Paxton president of the ea uh what is 6.2 teacher associate and will this position be eligible for the EA um is going on will they be eligible for the eea tomorrow right now we're looking at a not affiliated position okay so we can have discussions about that okay thank you thank you Dr Freeman we are up to item 5.1 approval of our minutes from August 22nd resolved at the boundary Board of Education approves the minutes for regular and executive meetings on August 22nd 2022.

yes the first one and see the one in the school it's school board the best should have to be capitalized and they're not on are they it's not going anywhere on that page actually um it is up here in the document it's usually well but that's just the type that's because okay excuse me that school board is the title this was taken directly from the published document so i didn't make any changes i do think it's important to to include this i i just obviously there's a lot of policies um and we're not going to include a thousand cases paid pieces of policy but this is really specific to our day-to-day operations as board members day-to-day experiences um marcia and the reason why i love that you had made a comment that that the last bowl that you thought was the most important and could be moved to the top um and i agree it is important but i ended up leaving it because this is the policy as it exists i know but we can change it we can't but we have to change the policy which we can't but that to me is the number one thing yeah and it should be in the top i think wrong so so we have to actually go back and change the agenda to change this policy to the first second reading what i i mean the way i i read this is that it's last because it is most important if you notice the the bullet just above says and that's the only one that says and it says or emphasis and then the last thing is it should be in the that i'm not going to change i might be intent of it was to emphasize it kind of that's like that ending note there i think that's also why they put remember always because they wanted to have it could have just been a board member's first concern could be the top one i think when they change their number always it's kind of okay they've gone through all those remember this is this is why we're here yeah yeah and i think that um i found that this board and member code of ethics was it is a void policy but the people who are coming in the new board members can always get angelina to look it up it's not necessary to be printed in and some of these are i just copies here's another one board powers and responsibilities i think a summary would be better than just copying the board there is a summary as part of the document this is just for reference so you have it in one place i think it's a good thing to include but having gone to a number of sessions over the last few weeks on ethics this is what is acceptable but it can be summarized i would say oh yeah i mean like i said it is yeah i think she's got the actual policy if they want to reference from somewhere but we could get that very easily like when we get dogs i think you can get it right away so it's so did you have any other no that was primarily just those things okay so i'm gonna go through the changes super quickly page three i just i just changed some of the wording on the governance team handbook at the top it's just more concise i think it's better than you don't even tell me um it's just what the handbook is and the intent of it in two sentences and i added that for some arrow i did not for me personally i think this would be something where the review where that's done which is that december of the year so that way when you do have elections and there may be new board members coming that fall in january it's the most current update yeah um okay i changed this is um i just add some information on page four a little bit of information about the preschool program um something um marcia requested was to change onboarding to introduction and that was good um just some little oh five so this is a this is a new thing and you all should have received an email um with an invitation to for the new board member legal library it is a resource for us of digital documents that we might find useful so that just explains it um there's a part in there that's really important that he says this folder may not be used as a shared workspace for active board projects because if it's just for reference documents if we do that then we will most likely realize that um page six roles and responsibilities so this is where i incorporated it and i did move a couple things around the rest of the things we went over with nikki bailey so those are mostly taken from her worksheet that you that you went through [Music] and stop me stop me if you want more time with it or a huge question page seven i included a bunch of the complaint policies just for reference nikki suggested that in that section we waiting for references to the policies um so i was doing that and then i realized there was actually quite a few policies dealing with complaints and so i included them all um same with page eight uh those are okay so paige and i understand we had pretty extensive discussion about this during the training with mickey and i just hope that i got that down i do believe that it's correct in terms of workforce but rodney hopefully you'll get that carefully and make sure that it's what it should be you know i also think it maybe that's open meeting lines but i i don't think so like that if you are asked to have an agenda item and it is not the superintendent does not want to do it right now maybe you want to do it later on it doesn't have to be in writing that you you could talk to that person and or talk to the board as a whole and we'd go but that takes i noticed all of these president superintendents ties on to add a requested agenda they must inform the requesting member in writing of the reason and that that's that's a just time consuming for which a phone call would work i think it's for documentation of it basically so it's in writing but if you if if it's brought up in a board meeting it's going to be down on the records anyway well if it's an agenda item that's never seized the light of day on the border that no one's going to know so that's basically i think it's just a communication of say if i ask for something and yeah they decide i'm just gonna send me an email and say hey we review this this this but we don't want we don't feel this is a required agenda i think it says like a it's a courtesy of that board member so they know this is why we didn't do it are we on nine yet page nine uh real quick on that or is it only the poor president responsible comment because i've had times where i've been called out specifically and i've responded back so i think we should still have that where if and not just for anybody can say something but i think if an individual board members called out i think they should be able to respond to that how about this if somebody calls the board member out then i can say mr curtis would you like to respond to the application just maybe yeah do you think it would help if i like elaborate a little bit on that sure i think so okay i'll try it yeah i mean i'm just there not like you know not looking forward to that but it does seem to me like somebody should be kind of like gatekeeper on that one yeah because then you don't want to erupt into a back and forth between eric and little timmy on the other right we've done that so yeah just a little note on robert's rules we're not hired to follow what we don't strictly follow we're not married to it so hopefully that's clear that we are free this is our submitting the agenda to the district attorney also i figured that's only required um yeah i think that's about it there's a couple of little things in there one thing that came up with the barcode that would actually be a matter of looking at the public participation policy and the other thing is that chart then we had our had talked about taking superintendent administrative assistant up away and she has a big job to do and i should be up there with the finance director and i'm not so sure about the cafeteria manager but we could swap those and the only reason i'm not up there in that line cause i don't supervise anybody all of those people have somebody under them that they supervise and i don't supervise anybody i'm the only supervisor that he has i think you're just a straight line straight down right but like the cafeteria director has a stack for that they supervise i understand that angelina but for the amount of work that you do it should have recognition i appreciate that i make sometimes you supervise me okay i would like to request um since we're kind of getting away from the beginning of school year um maybe it would land and see i know we've had this issue with shortages of teachers and the state requires 22 credits for graduation i think we require 24 correct i have i gave you check i think it works like work have you had any major problems with kids and credit recovery with the lack of teachers we've been having no i don't know we had that report when you were absent okay yeah um agenda we received some of the activities funds balances but not for athletics not that second sheet can can we get that second sheet so we can see what the balances are for the rest of our it's mostly athletics on that sheet i think yeah is that the auxiliary yeah i'm working on it don't you send the consent agenda to us over email yeah did i forget send vouchers today tomorrow i opened the email and sat down and i guess something happened and i [Music] uh mr curtis nurtures eyes duncan aye mr philly that's it mr hopkins um yes you can leave their portfolio

I'll second that any more discussion okay all in favor aye motion passages item 8B 100 day in-person reimbursement grant program Mr Schultz so um because the district for a period of time was um it was the school year 2020 2021 we were a hundred days in session that last night let me back up we had students on campus for at least 80 days because we're on a four day week it's 108 grand for the four day four day week school districts it's only 80 days that you have to be because we had students on campus during the 2020-2021 school year for at least 80 Days the governor gave out money to school districts that met that requirement the the what that money could be used for there was a a pretty specific list and one of it was basically retention bonuses or paid to employees so um using dates that were in the grant documents um it was decided that it for those employees that were employed between March 3rd of 21.
