I will repeat these questions when it is time for each applicant to answer each applicant will have three minutes to show their thoughts well the one applicant who is here we'll have three minutes to share her thoughts on these five questions they will be alerted that her time is ending when Ramona holds up a 30-second warning card all right let's hear from the applicant Miss Molina can I please have you come on up and stand over here at the podium and just to double check is the other applicant present we do know that the other applicant was provided just like Miss Molina notification of this meeting it was not only publicly noticed on our board docs but also Communications went out to the other applicant inviting the applicant here so with Miss Molina being the only applicant present we will allow Miss Molina four minutes to introduce yourself and why you are interested in this seat that's Molina please go ahead good evening my name is Lucy Molina I am a Community member here in uh Commerce City the South I uh have two children in the district I am very proud to say I have a senior at Adams City High School this year so I tell my son we did it we're doing it and I really think all the support that we he's been given the last few years to be able to follow his dreams here through this District so and I also have a junior she's here also my kids are our Treasurer I I mentioned in our letter of intent that where our our treasure is is where our heart is right and our children I always say that our community is um we have bilingual children we have children that speak two languages and uh we have a strong culture and also a very stubborn Community yet I am part of this community so I would um I've been working from La chispa nightclub here from being a waitress serving my community through our local Latino businesses here as well I understand my community so um yeah I'm Lucy Molina here from Commerce City gracias great thank you very much Miss Molina so I'm going to ask you the the questions that were presented to you earlier and you'll have three minutes to answer the questions the first question is is what would you intend your major contributions be to be as an Adams 14 board member thank you for the question um to protect the future of our district and public education to offer opportunities to our communities that have been robbed from our students in the last decade and in addition Unite with my current board to be a voice for the community of which I am also part of and I made them sure because I never have three minutes uh I'm like you know I thought you're a veteran of a three-minute rule that's for sure right you know I've been practicing a lot testifying and we only get sometimes we only get two minutes all right so three minutes is like okay short and sweet and let's get to the point right on what do you see as the primary work of the Board of Education so I understand that the school board members are locally public service that are entrusted with governing our communities Public Schools now the role of the school board is to ensure that the school districts are responsive to the values beliefs and priorities priorities of their community they are they are they're also the governing body of the district this requires members to collectively bring the proper education to our district that competes with the with the global village basically taking us to the Future thanks thank you what does a school board member's role and responsibility and how does that role differ from the role of the superintendent or Administration so generally I understand that the boards are elected again by the community to set the priorities to establish policies and evaluate the outcomes of District Operations the superintendent identifies needs and the policies right develop regulations provide leadership and manage the day-to-day Opera operations of the district can you please describe your understanding of the current situation between Adams County school district 14 and the Colorado State Board of Education as well as the accountability actions overall okay now this one's a long one so uh you know I will take the three minutes probably here so um I have been following the Adams 14 very closely I've showed up to many state board meetings even to going up to Estes Park to support my board and support my district so I do understand that through the educate education accountability Act of 2019 which authorizes the Department of Education to uh make these annual reviews right to uh for the performances of our Public Schools so through that things have changed I know that we have um you know testings and uh other and this is stuff that I from CD from uh CDE you know right so I did my research and this is something it's very close to my heart because my kids have been in this District all this time when the accountability act began which I have witnessed myself uh how it went downhill because this act and that was passed in 2009 does not apply to communities like ours uh when you even their own statistics and their own percentages they're saying that 56 percent of our students are Spanish-speaking so then uh that and then one of the tests is based on English performances okay so then how does that apply to our district so then I believe then that is why since then our district has been targeted I understand also that uh as of May of this year they well not on this whole year they took our accreditation away uh they are moving forward with the um with the reorganizing our district um so this has been very impactful for me and my family uh my kids are like hey where am I going to go to school without understanding the current situation of our district I also understand that our uh District we sued the state board and that didn't go through I understand that the district judge denied it uh again to me proving that we are facing a a racist leadership at the at a state board level um even based on the on the on the 2009 accountability act that again does not apply to districts like ours thank you what is your definition of equity and how does it apply to Adams 14.
thank you secretary zabia may i have a motion to approve the proclamation recognizing hispanic heritage month so second great thank you colleagues any additional comments all right thank you so much uh ramona roll call please mr amador aye ms estrada aye ms lovato aye ms zubia aye thank you next on the agenda we have uh superintendent gloria's updates uh dr gloria would you please provide your updates yes thank you i have two brief but very important exciting updates today the first one i just want to thank adams county they actually provided us with two checks to support our homeless population one is for one million dollars and the other one for 275 thousand dollars out here so that everybody can see them but we are very excited with their the partnership and the support that we get from adams county and i will be uh giving these dollars good use to support our homeless population so um that's the first one and i'm going to put it out there in a minute so everybody can can see them and the other one the state department run calculations for the expedited clock adjustments conditions for the 2022 request to reconsider the pro to reconsider process in adams county adams not county school district has three schools that meet the criteria to actually have a better rating or improved rating this is pending the state board approval but we do meet the criteria three of our schools meet the criteria these are lesser arnold high school and if they are approved by the state board they will go from priority improvement to improvement ranking we also have rose hill elementary school going as well from priority improvement to improvement and we have hands-on elementary school going from improvement to being on the watch for a year too that means that if we maintain and continue growing they will be out of improvement so this is exciting where we met yesterday with cde and we were talking about the process and what to look for so pending board approval state board approval will get a new designation for this school so that's quite exciting because especially the second semester we put a lot of structures in place and this is proof that we can take care of our students and our students can demonstrate what they're learning and what our teachers are doing every single day so that that's exciting very exciting yes thank you and those are my two moved from may 25th to may 24th of 2023 may i have a motion to approve the revised student calendar for the 2022-23 school year so moved thank you second i'll say that thank you any questions or working at a company and seeing it grow from two employees to 250 and then be an integral part of its sale teaches you the importance of creative problem solving and critical thinking both of which are crucial for a board member i am a creative problem solver as well as an excellent communicator i value open honest and direct discussion and i can see all sides of an issue and enter every dialogue with an open heart and an open mind i'm excited to address all issues brought forward to the board including learning loss student mental health expanding cte offerings and finding creative solutions for our schools with declining enrollment i also really want to look at our business model right now the only path for significant wage enhancement in our district is to leave teaching and go into administration intel has two career paths a management and a technical i don't see why we can't look at things and see how we keep our master teachers in and around the classroom and compensate them accordingly instead of having them leave for administration to make a higher salary i'm charlotte gala my website is charlotteforchandler.com and i'm open always for you to call me with any questions thank you thank you thank you charlotte and we wrap up with mary lou again i'm mary lou estes and i'm running for the chandler school board i just feel that it's important to bring the governing board and the business community together to figure out what we can do for our students um i have my family moved to arizona uh 60 years ago i've lived in chamber for 40 years i was on cusd teacher for 21 years i think i know the community the chandler community and like i say i want to be a voice for the students and let them know that there's somebody on the board that really does care about them and i want to be a voice for the teachers and the parents because i think you know without you know we have to have those teachers and we have to have highly qualified teachers and if we don't listen to them they are leaving um in unprecedented numbers we need to listen to all everybody thank you this concludes our debate for this evening we've heard some really great responses from our candidates and i hope this program gives the voters a clearer picture of which candidates that they would like to support again i would like to thank the chandler unified school district for their support in the program venue space ladies and gentlemen thank you very much for your interest in participating in tonight's governing board debate and thanks again to the candidates for taking time out of your busy election season to come and have this conversation with us this evening a reminder early voting begins on october 12th and the general election is november 8th stay healthy stay safe and have a great evening [Applause] you
um at this point in time the employees at twenty dollars and four cents per hour and if you look on the column on the right 4.40 per hour increase equates to a 22 increase in pay for that for that individual so as we were breaking down information and trying to determine what was reasonable in terms of expectation of increase in tuition rates as well as then balancing our budget to ensure stability we never want to run into a situation where we can't offer something to our community and so this isn't a requested increase to generate more revenue um in terms of profit but rather just to maintain our same margin of profit um and by looking at our revenue and looking at our expenditures and balancing that way may i ask a question i i think probably the information you're giving us right now and we let's let's say when we gave the two dollar an hour raise that was because we got the money from the state for and so we gave it to everybody but technically this group of people didn't don't generate any of the money so they still benefited from them and i think that's wonderful but i think that that's an important issue here when we're looking at having to make some increases because we couldn't say to this group of people we're not going to give you the two dollar an hour because you're not part of the big pot am i correct in thinking you're 100 corrected our philosophy has always been all for one one for all when it comes to those pay increases as much as we could right and when you're self-funded that even like with title one funds right um that eats into those types of things and so um that's why he's here tonight yeah but you're right it eats into his bottom line which generally takes care of himself because he's having to make up that two dollars an hour without having generated any more income exactly any questions related so when we started down this path i feel like i was a bit naive and believing that we could have some type of blanket increase right 10 15 20 whatever it would come out to but across all programs and that would have um that would have been easier that would have been nice to be able to to have but as we began digging into each one of our programs in each one of our entities what we began to discover is that there were some imbalances in there and there were some areas where we're really behind the rest of the community and there were some other areas where we were right with what the rest of the community expectation was in terms of what your other options were out there as well as then the employee costs associated with it so the next document really just points at that a little bit of a discrepancy or a little bit of a difference between each of the programs beginning with our advantage preschools which was what's known as a monastery so same program advantage preschools a 10 increase toy box 15 percent and these are our recommended amounts building blocks school day 10 extended day 15 the reason for that adjustment is what we realized is the time that students would be with us beyond typical school day until they were picked up sometimes 5 30 6 o'clock the rates that we were charging for that extended time wasn't nearly enough to cover our cost of having staff there with those students there are also some building or some ratio considerations that we have to keep in mind the ratios with your three-year-olds is different than the ratio with your four-year-olds which is different than your traditional vik ratio and so as we work to balance those when your preschool students stay later into the day and are offered extended care your staffing ratios have to be adjusted accordingly which then expenses go up are are the staffing ratios done by us or is that some of some things from the state state licensure yes speak to those a little bit just give us three or four examples of those ratios sure so the difference with a three-year-old class as an example your requirement is thirteen to one um we can go all the way up to twenty to one as we get a little bit older into the middle years of elementary school or an older elementary student so the difference between the 13 to 1 to the 20 to 1 is significant when you talk staffing on a campus an example would be neely where you might have 90 to 100 students after school in your balancing your your staffing depending on age of student as well as other campuses or maybe you have 30 or 40 students staying after and you may have seven three-year-olds and 28 fourth graders those 28 you still have to have two staff members four because you go over that ratio number so um it's balancing another place this comes up in discussion um that is a challenge to to communicate clearly is some families and some employees some parents receive their schedules on a weekly basis at different times and we've had this discussion numerous times of trying to figure out the best way of cut off times to sign your kids up for the week or cut off time to sign up your kids for the month because as those students are being signed up we're balancing ratios rose and her team over in our otm side of our office do a great job on a weekly basis of making sure we have appropriate staffing at each spot if we don't have those accurate numbers then we end up overstaffed or in some cases under staff just depending on on what might be going on and so it's the best way right now sunday nights you have to have it in by a certain time and then we plan for the week and we get everybody deployed to their area for the week but beyond that it's a little bit of a challenge so those are the reasons that that occurs and we try to make sure we're not as i said overstaffed and we certainly can't be understaffed anywhere and i think we had a bit more flexibility three four five years ago i think we had more subs we could call on and we had more people that were available to move around and right now we're real tight staff wise and so it's important that we we can do this thank you absolutely just because we're on the preschool page um which one of these which of these preschool programs have certified teachers because i know advantage does short advantage in kindergarten prep as well as your toy box director so your toy box director is certified that person splits time between high school students and the preschool students the two paraprofessionals that then support that program are not certified okay we do have certified teachers within building blocks but it's not a requirement it's just a blessing when we're able to find people that really want to be in the classrooms and we have a significant number of people working toward credential right now and while we hope they get there we just hope they stay with us once they do so yeah thank you absolutely those percentages visually i know this this page has a significant number of of programs and and it's a lot to take in initially on your left side you have building blocks you can see the variety of options as i stated earlier we try to have an option for every family whether they're looking for half day full day nancy who works in our office and takes most of our preschool phone calls is fantastic at ensuring that families have a choice and and have an option for exactly what they're looking for tuesday thursday options monday wednesday friday full time monday through friday as i said half day full day three days five days you name it i think nancy can come up with a program that works for you and your family which we're blessed to have that um the um are there more options we probably could look at in terms of expansion in the future probably that question comes up sometimes from families who still feel like we can we can offer a few more things but for now we're really proud of of the four programs we have the sophistication within those four programs the curriculum within those programs and what's being offered there's a document you'll see in just a second which compares our rates to local rates around us so how these were created as i explained earlier was based on a few things staffing costs local pricing and rates we looked at surrounding school districts we looked at surrounding private organizations we tried to find a balance between each of those and understand how their billing and their cycles were working um and and we feel like we're in a really good good place um matter of fact when i've when i've had this discussion with other people they've been surprised that were the rates even based on these recommended adjustments where they still are comparatively speaking and while while there's some sticker shock certainly for families particularly when you have multiple students or multiple children overall when compared you'll see in just a second we're in a really competitive spot and actually below most of the people that that we compare to locally in terms of sister campuses and privates gilbert public schools employees have a discount on all their rates and that would continue if you go to the local competition document the next page you'll see um you'll see where we are in comparison building blocks extended is on the top left 645 tudor time 760 creme de la creme 1086 that's for the three day extended hours preschool half day k prep 3 40 kinder bugs 590 kinder care and then on the right side five day extended hours um you'll see where you were at the same spot as sunrise and then significantly behind the others this is also pretty consistent with surrounding school districts we're still in a very competitive spot even with these recommended adjustments and i think that that's something that in speaking with dr mccord and cabinet members that's something we want to be able to make sure that we maintain a really great opportunity a good option for our families and make sure we never get to the point where we're pricing them out of this out of this this area so mr ryan are these translated to monthly rates or annual rates these are monthly rates any questions related to preschool we're going to move into vik i just said one i mean when we're talking about tuesday thursday or monday wednesday friday is that usually like a three-year-old this tuesday thursday and a four-year-old is monday wednesday for id so it just depends on the family need so initially we'll go through and eric and his team and julie stockton and her team will go through when there are certain needs that families have our goal obviously is to serve the need of the community but also balancing our classes is essential and so um it's a challenge if you have a classroom with 14 kids and eight of them are tuesday thursday only if you can't fill in the monday wednesday friday spots so it's a little bit of a balancing act a lot of conversations with families trying to find the perfect you know spot for them to be earlier dawn mentioned that some of our preschool students will attend a campus and they'll move in kindergarten to another campus and sometimes that's the reason that's the cause the fit in terms of preschool they possibly are looking for a k-prep traditional campus that's located over in the school they want half days that's great we'll get them there then ultimately they might come back to the campus that's just down the street from them four k through six okay all right thank you did they get a discount for more than one child or is it ten percent for a sibling discount yes sir tuition rate adjustments for vik and camps this is a place that we're seeing significant increase in costs because of the number of hours that these employees are with us so vik mornings is a challenge because it's a brief period of time and so finding staffing and and motivating staff to be there for an hour and a half in the morning is a little bit of a challenge or in the afternoon the hours are a bit more defined and great especially we notice when fuel costs were driven up the motivation of somebody to drive to work for an hour and a half and then leave and then come back we've also begun partnering with our preschools so community education i'm i'm really proud of our leadership team and how they've come together over the last couple years and internally we don't really view it separate as preschool and k prep and building blocks and we're kind of one team and how do we establish really some some job opportunities for people that are full-time to get them there and keep them there where they can move from one program to another and that hasn't always been the case and it's something i'm really uh pleased with and has assisted us in in finding and attracting and keeping some great employees so the tuition rate adjustments for vik and camps primarily when you look at camps the individuals are there all day long and so when you're working an 8 hour day and we have this increase by 20 22 23 in terms of staffing costs that's where it's really making a change in terms of our tuition moving forward once again all this said over the last two years we were prepared to come two years ago and have this discussion and and obviously some things have happened and we were fortunate to receive as i said earlier some grants to support so really this has been pushed back a couple years because we've been able to to utilize those funds to offset these costs but the tuition rate recommendation for bik am would move from 192 to 211 pm 260 to 299.
absolutely so so there's two parts to that the first part is that you can't take like in this case a fourth grade teacher and then you'll teach first grade right part of it's just structural because k12 is on downstairs right in three four five is all upstairs the other part because we've experienced it before and i know carol went through a couple of classes the uh when you go down to one t-shirt you lose all of that kind of momentum you get so right now in berlin we have basically the same six teachers and we've had them for a few years they are rock solid in what they teach if you have to let someone go because that's really what would happen if we decided to combine that fourth grade into one group which we did which would have been our decision five years ago um those kids then suffered yeah i don't think it was more elevated getting a third class for those which is impossible right now this is something that over the next few years we're going to want to take a look you know that just goes great i noticed that carol young is in there for a little while my first year teaching she was a first grade teacher and she was the gold standard so you know she's just amazing and you would never know that she's been teaching forever she's just you know full of energy what's been cool you know we also shaved carol the first grade she got first grade before um but she's loving fourth grade and uh loving math which really it's surprising because we have made in first grade too and i just assume that's where she would want to go but i just wanted to try to go back to fourth grade so it sounds like you have open positions right now yeah part of it it's um they're open because they're connected to maternity needs and i can't find people to take those jobs actually and um janelle inspector is not here i spoke with her on the phone earlier today just on that and they interviewed the two people that they're feeling what they're going to do so that's going to help what's what's preventing us from you hear it everywhere i was talking uh missy tucker one of my third grade teachers her husband works for target you go to restaurants and they're having a problem you go to the grocery store and the shelves on stock it's a problem everywhere we put out ads for different positions and we get like it's not like somebody posted for paras we got nine applications of the nine we could only interview five the other four were so inappropriate i'm sure there are many kind of brick layers but that's not the skill set we're looking for of the five that we could interview three terms did they say one thing under the jump it as a pair of professionals right [Music] also in the past [Music] something to me looking into the benchmark and salary side for the paris and our district compared to others i would i would think that there would be opportunity to steal professional blackmail in germany and other districts if we're offering a better opportunity for them right is that what you find true sometimes it is frequently the very last thing people ask you yeah okay um mr zane has been really good about paying what it takes um so i felt more so than at other times in my time here i had felt like i can use you know the budget to kind of entice people a lot we can't do it a few times um to get people to come it's especially true when it's only for a certain period of time but like we never found a preschool teacher you know and uh you know kind of pieced down that together we only found i don't have more you can increase it i think that's you know certainly any other questions thank you very much i suppose if you would like to go here with your families rest after a long day please leaving we appreciate you thank you so much and he's ready to present so these uh these aren't a surprise to you i've talked to talk to you about a couple times the student learning goal thank you student learning goal um two pieces one was hiring new administrators so those are going to require a full search which take about you know two to two and a half months to get committees together um so be the high school principal the assistant principal maybe an additional assistant principal depending on how the um restructuring goes that's why that is a question mark next to assistant principal the principal at bes you know obviously we got turning out to be a great principal when he has intro but that'll require a full search and then a curriculum director i got a question mark next to that also depending on the superintendents which goes and then the second part of the restructuring of the middle school high school credit office that's something we've been wanting to do for a while so was that put together a list of districts in massachusetts that have a middle and high school in the same building and will start investigating you know what they do the advantages disadvantages there's a cost to it that is most likely going to require at least one more administrative position um but certainly you know teachers i've talked to in this building have said to me this is what we've been asking for because i've school were very different places in high schools and require you know a certain amount of attention it's direct intention so so we'll be doing that and i'll i'll present that uh certainly the the first pass in the budget because there is a budget impact and so i want you to see that before for a district improvement goal that's going to be the enrollment piece to include things like growth rate real estate trends new buildings in town new about i don't bui we're there yet but you know we keep getting these little surprises now the numbers you see now for a moment that's opening day numbers those are the october one numbers those are the official numbers that we have before so you know no one should panic or say oh great we have been numbers this year until there's always a movement in the first few weeks and so we always use the october one number and then the april one numbers again to see additions in one grade so and usually at the lower so and most of time it takes place over the summer but you can get some movement so we'll look at we expected around uh 55 and 60 okay which we didn't get so we'll we'll see that doesn't mean obviously there's a lot of buildings going on and that needs to be you know just because you see a bullet doesn't mean you open the eyes to us i know when i came i told the story many times say go for it and no one's going down i just drove up steal all the business building doing that so i don't know how that worked sure enough we've seen an increase so i think we should do you know more extensive enrollment projection for this year going forward as a transition as i transition away from this position and then [Music] the third part the professional practice school is the mentoring again we have new director finance and operations uh new facilities manager uh brand brand new uh directed people personnel it is only six months into the job and that has proven to be a handful of special education i was still hiring still hiring personnel in that department especially nurses it's been it's been very very difficult we're getting there we're getting there so we assigned a outside mentor for the high school principal and john is going to be acting as the mentor for the best performance for this year next year that person whoever that is will require an outside mental nutrition manager not the job official he's our inside guidance john will also by the way be working with bes and some of the literacy pieces that have been successful and still the principle of bms at the same time so it doesn't give away some vessels yeah high school assistant festival doing a great job doing a great job those are going to be quiet um full searches those aren't the kind of jobs that the town just said now just pick what you want to require a full search and uh and they're appoint jobs that's that's where the mother needs to grow and they're in direct contact with the kids day to day so we got to make sure you get the right the right people were muslims so um so so that's it jeff asked questions i'll go number two one of the one projections um how are you going to do that if that's something you'll do yourself is there any external you know support and something to help with some of that or do that no we've got a good product [Music] but they they send this raw data and they have people there you can call so you give them a call and ask them to help with the interpretation of the data but i can't you know kind of get it myself but um the principles take a look at it also so again they'll go out ten years although ten years it's tough to get an accurate picture we should be able to go up five maybe five years you know accurately um and again like you know like when i got there and said you know was decreasing well if you look at the raw idea that there was a little downward but certainly nothing that would have should have caused us to say we need to reduce our budgets which is what we ended up doing so you know you can't make that mistake but we can't make that mistake this year we just heard john talked about his enrollments and that's the town that has the least amount of development right now do you have a sense jeff is one that draw data from uh i usually do the presentation you know up here sometimes uh you know kind of mid to late november i usually do the presentation it takes about a month to go to the towns and you know i check the records the pockets too because sometimes the growth rates aren't correct i talk to them find out where they collected their data from because sometimes that's what they'll have a conversation with some but i've already had a conversation a different conversation with the same person don't talk to the talent but i talked to him also sure so um so the answer question did vary some you know mid mid to late november uh and then they usually have a presentation includes a section of public schools and one of the things that says here is that and i wondered where they got this number it says that in [Music] 224 seems like a rejection that's pretty good you mentioned the national center for education statistics yeah so what was it again first the section here said [Music] facility is fully boys according to the national center for education statistics enrollment bes that inconsistent climate in the 21 engine 21 school year enrollment was projected for 224.

or Miss Sturgis holds a Bachelor's of Arts degree in sociology and earned her Elementary education teaching certification through Regis College Mrs Sturgis is currently enrolled at Southern Connecticut State University um her The Graduate of information and Library Sciences program working towards her Mastery master of library and information science degree so welcome nope and is Caitlin O'Connor has joined the CIS staff as our long-term Social Work set Ms O'Connor holds a bachelor's degree in Psychology from Westfield State University and a masters of social work from Springfield College Ms O'Connor has vast experience supporting Children and Families most recently as a family Advocate at the klingberg Family Center and in a short 11 days of school Mrs O'Connor has already made many strong connections with students and has been a wonderful support person for students and families through the transition to CIS so thank you this is upon everyone thank you very much for the introductions Mr Robinson changing that I'm going on this side so good evening everyone so I'm actually why are you one over there so good evening I'm excited to share our new staff with you tonight what I've tried to do with my introductions is just kind of what set them apart from the group that we hired and what made them unique and what qualities are going to bring even better close even though it's almost impossible to do that somebody do it every time so Ingrid kind Ingrid is teaching kindergarten she had her undergrad from Simmons a masters from Southern Connecticut and then you have another Master's appointment yeah um her past experience she worked in soccer team as student teacher and an intern with San Diego part and the reason why we hired her was her reflective nature her hard-working any question can be asked that she wasn't sure to come back with an unbelievable little detail against it so we're really happy to offer in our kindergarten rooms and you're in school right now I have the question mark yeah [Music] okay um so every Monday Wednesday she worked at Cherry Brook as a long-term sub in kindergarten yes and then went to the tollington's on first grade where we stole her um one nicolette's clear strength it's her ability to adjust to what her students needed she did analyze this child needs that and just seamlessly makes it work for that child in each individual the real time welcome back Erica Stevens Erica teaches first grade she's a Westfield that you gratitude um we have a masters and two Bachelors from there yeah and made the hallway um previously she worked at a few schools in Massachusetts what's that Erica apart from our other candidates was her knowledge of the literacy she has a strong Lyricist background she's able to articulate it clearly and understand how the different components of the day tie up so that kids are ready to be great leaders and analyze the facts so welcome to charity yeah it doesn't just happen to be here it seems like children so like um but Jess has a masters of 20 piac undergraded from the University of Maryland Washington no uh University thank you um just worked previously oh yeah an undergrad at the Hartford yeah there it is taught in Farmington taught in Manchester we got her back where's she belongs to Cherry Brook Jess has a player for a lesson that brings all the students in probably has to do that for all the backgrounds remarkable but when you go into your classroom there's a lot of light and enjoyment into what the kids are doing and learning so we're happy to have a chance to be part of our school not here tonight is our third grade teacher Matt C he had an undergrad from the University of Mary Washington a masters of Liberty University this is a second career for Matt he did a lot of substituting he did a lot of coaching found during covert that this was a change of life that he really enjoyed working with kids um more for the coaching and he realized what we have when the teaching did a student teaching Avon math strength this is ability to build and maintain positive relationships um when he taught his lesson in our school he knew every kid by name checked in with them three or four times and was able to like do some small Pokemon talk to those who are interested in it it was really unique what about that yeah I'll just be in the audience to make sure he wasn't uh Carey leboine is one of our special educating teachers she couldn't meet us tonight she has her undergrad from St Joseph her previous experiences were in Torrington West Hartford Windsor what Kara brings to our school is she's thoughtful patient and you know with her special education background she's able to help students that have the unique learning profiles and students that you know may not be verbal they may have expressed themselves differently but she's able to connect and do whatever is best for them Rachel well she is our new speech language pathologist undergrad at Tufts a master from Case Western Reserve to University um comes to us from Granby and the private sector in Ohio we're excited to have Rachel she had to finish up her tenure in Granby but one of the things that she mentioned that we're happy to hear it's a very excited to collaborate with teams and bring that team approach to help our kids be able to thrive in an individuals welcome chairs if I could just add a couple things real quick um you hear that the talent you hear the accolades um this is a a really impressive group of folks who have joined us here in the Canton Public Schools um they went through a rigorous process to be identified as the top candidates but I think what really sets them apart is as we as we did our training through the the first few days of school every one of them said that Canton was a destination for them they wanted to be a part of the Canton Community they wanted to be a part of the Canton Public Schools that that tells a lot about who we are as a community and that puts a lot of trust in us as a group that looks to be able to provide for our staff and our students but it's a a wonderful thing to be able to know and recognize that folks want to be here within our schools and are willing to be able to engage in the way that we've already seen so far so to all of you thank you we're so glad to be able to have you so just tackle those comments um you are an impressive group and we are fortunate to have you in your um your training your your education is is impeccable but I want to tell you that um as much as we're thrilled that you're here we want you to be thrilled also that you're here with us because you're going to find the Canton school system to be and the parents in the community in this board of education to be so supportive and helpful and we want you to express yourselves we want you to be creative and we want you to look at the mission that we have behind us and you all participate in that and I've said this and you've heard me at the convocation that our greatest treasures are our children but our second greatest treasure are our teachers in our Paris and our staff that we have that are teaching our children so we want to welcome you to Canton we hope you stay forever and retire here but thank you for coming tonight on a on a rainy night we're gonna break for about 10 minutes because I want to give the board a chance to say hello to you uh we'll take a 10 minute break there's cookies and I'd encourage board members to uh to say hello and you have children in that school system um you know say a lot of new teachers and welcome them yourselves okay so let's just take a 10 minute break now thanks um thank you foreign thank you so I understand tonight in terms right um congratulations thank you um foreign thank you songs you know okay great and and obviously you're you're free to leave and you are so that's good sorry Abe and Chris you got to stay because we're gonna honor you in a second so no problem sorry to make it a little longer all right uh it's called meeting back to water and um I thought that was great thank you board members for uh mingling getting to know some of the new teachers and when we were in the buildings we can say hello and they know who we are and we know who they are so that's wonderful so with that we're going to move right into the student report Simone how are you tonight I'm really good having the first week here at two of school ago good all right good that's good okay so um past events we kind of covered this last about 30 new like 28 30 new um kitten high school students and we have this new program where we meet with them um monthly and like checking on these students and make sure that you know they're getting in the school well and I'm part of it and I really like it they pair us up with some of the new kids and we like to check in with them and it's a really good Target I really like it Metro program yeah it's just kind of like making sure they have someone because if they're new to the school you know that some of these kids don't really know anyone that's great yeah it's really nice it's probably really good um I I wanted to mention that and I I know um this is already always uh keeps us up to date on things are going on but you have our email addresses too you can if you want to sit they're here okay let's have you up front and let's have the board join us to take a picture as well okay i don't know if you want to say a few words i know thank you very much for your donation to our vietnamese student association at oxford and if any of you want to say a few words please join us dr dao is uh unable to be here today but i'm dr duan i'm his medical director so on behalf of him thank you for recognizing our little contribution to the school and [Music] dr nao has been here since 2000 just one doctor but now with his vision and he tried to provide the quality and also the vision center facility so we have the amd medical plaza and dao medical group is in that plaza and we employ about 100 employees and we have about 30 doctors primary care and internal medicine and other specialists so the patient government we have a different service so it's very convenient but on the philanthropy aspect of the america group and he been trying to donate as well as helping all the different non-profit organizations in school provide a lot of school back for i think he donates about ten thousand school back to a different school in santa ana and here in a different place so on behalf of him thank you for recognizing us [Applause] okay all right [Applause] uh all right i didn't mention advanced healthcare pharmacy was the other organization which actually donated three thousand dollars again also to oxford academy vietnamese student association um so thank you to them as well i wanted to uh thank ricky pham i'm sure that you probably had a lot to do with all the donations so thank you very much for reaching out on behalf of our district thank you let's give him a big round [Music] all right so now we're going into our reports and student speakers do we have any we don't have any uh student speakers tonight so we'll go to our reports of associations and at 7.2 i'll start with grant schuster come on down good evening board president jabar trustees cabinet and everyone else joining us this evening it's been a very active month for asta as the associate as an association as well as individually for our members we were all together for the ribbon cutting at sycamore junior high for our first facility dedicated to serving students parents and the community through our community schools model it was an honor to have so many folks from around the state and local offices along with our education partners there to celebrate our progress and look forward to the opportunities that lie ahead it is also deeply gratifying to see the power of a shared leadership model on display and the engagement that it encourages to those all involved the asta paletas cart was also in action bringing smiles on an incredibly hot afternoon additionally the first meeting of asta's lgbtq plus caucus took place this month as we have all stressed the importance of inclusion and celebration of diversity among our students we also want to call attention to the importance of the same goals among our teachers and staff we will lift the voices of those traditionally on those traditionally unheard members and welcome everyone to our school sites and to our association on that note tonight i want to stress the idea of lifting voices throughout the history of our own community female voices voices of people of color folks from the lgbtq plus community have often been ignored or dismissed we have got to continue our efforts to lift these voices in our schools at our district office and in our employee associations the idea of the shared leadership model that this board has endorsed is a generational opportunity to transform our public schools and the way we all see ourselves in them when it comes to community schools and lifting voices we made the unrealistic goal of getting survey input from 75 of our district families in a short period of time the first attempt with questions out of the gate and we're already closing in on a 60 response rate district-wide we need to continue to push forward listening to students teachers and the community groups in the same way getting input on that scale at that level from each one of those education partners we need to make sure that people representing every community give input at this high rate and through every voice from every group being lifted and heard we can achieve the profound transformation to our schools and to public education within asta i would also like to call attention to the teacher input group and the special education input group these bodies have lifted teacher voice and encourage and engaged our members like never before more than a hundred asta members have been part of these groups since our first meeting in the summer of 2020.

we just and to be fair uh which is definitely not a process that I feel as a parent of of students here and as a community leader as well that Equity has that the the State Board of education's process has not been Equitable again I just shared a little bit of uh of what I saw as far as this is a highly Spanish-speaking Community where if 56 percent of our students are English learning students uh it doesn't make sense that they're being that we are being uh judged or um I guess based on this law that passed in 2009 um so definitely if I understand also that this is a historical situation that has happened and uh I feel that our district has been targeted uh not only by our state board of education by by charter schools by privatization private privatization privatization of education and um and it's not fair it's not fair for our students it's not fair for our families that we are constantly scared and worried of what's going to happen next what decision our state board is going to make to impact our families okay thank you very much um I'm going to take a moderator's privilege and I'm going to adjust the order here just a little bit and um instead of having you do a finalist speech since the closing speech is something that should be done after after everything is is over with let's go with audience questions so um do we have any audience questions seeing none um why don't we go with uh board questions do we have any board questions I just have a clarifying question um why now and um why would you like this position at this point in time hold on a second did everybody hear that no go ahead sorry I I asked why now why um which why are you interested in this position now I know that that was kind of part of the opening question but I didn't really hear a full response to that part okay so why not first of all and uh this is not the first time I apply in fact you and I applied together a long time so some of us have already applied together so I've this is the third time right uh I'm I'm not doing this for special interest I'm not doing this uh for a selfish uh Reasons I'm really really doing this for our students I've seen the struggles that we have gone because we have gone through it together right with our kids throughout the years um and I feel I believe I don't think it's fair I really don't think it's fair and um and I'm I'm always here right I'm always around through serving my community whether it's uh through the dock through uh the city wherever I'm able I'm I serve and I'm gonna just re rewind a little bit to remind everybody how you know we were I worked at an at us at a business a long time ago where we were robbed and shot they they shot my my boss nine times okay and that was a very clear eye opener for me that I did not want my children to what can I do as a parent as a as a citizen to make this community better for my kids I don't want my kids to be the next victim I don't want my kids to to be aggressors either then what can I do as a community member to serve my community and it started here I started serving even you know with a lot of my with with you and some of the with Maria that invited me to a lot of committees that I got to serve and I and I love it and I love my children I've I love the children at uh of our district from all levels I see the potential again our children are uh most of them are bilingual we have a treasure here we do have a treasure in our district and we have to start valuing them and as a parent I feel I also needed to step it up Maria you know I I also need to step it up and uh become a better example not only for my children but also for my community thank you I described it sorry thank you so much for joining us this evening um for me my question would be um you you displayed many volunteer and and board work that you did in your resume I'm wondering if you can talk a little bit about how how you would work through the process when making a decision like if if the board as a majority approve something that you weren't necessarily in favor of how what is your process and and how would you support that and work through that well sometimes we have to you know make the hard decisions I would say I've done main you're right I have served I'm a board member from for for another organization as well so and sometimes we have to do what's best for the community not what's best for me I would say I want to be happy sometimes but like you know but you know I I always think we need to be uh think what's the best for the community and what's best for the for our students and our families and especially in this and what's best for our district yeah great thank you any further questions board Miss Molina go ahead and give us your uh your closing speech well first again I want to just thank our board for all their hard work and also my our our Madam president from the DAC that is here today Ms ghani for everything that you have done for our district I really acknowledge that and and honor your work uh to all our volunteers and our students and families uh I want to thank everyone for you know sticking it out I mean you guys we went through covet together uh that showed one thing is that uh we are a resilient community and uh we have to be more united so we could make the decisions based on what is the best for our community for our students according to what the the situation is now I really hope that I can be a difference and be an uh additional voice to this board so I could be able to represent our kids here in our district I'm not afraid and I feel I am I believe I'm ready thank you very much Miss Molina for submitting your letter of interest to the position of Board of Education director and also thank you to the community members who joined us this evening and that now concludes the community portion of um of this application process and the board will take a final vote immediately following this form and a special meeting and announce the new board director if that vote is uh is taken thank you muchas gracias
resolution to opt out of the paid family family medical leave insurance act program may i have a motion to approve resolution 2213 to opt out of the paid family family medical leave insurance act program i'll move to approve um can i have a second that's a tough one second are there comments or questions yeah well yes i think that um you know just the way it reads um opting out of paid family medical leave insurance act program sounds wrong to me because we have so many families um so many people that work for us that that use it but then when you read it um and you i guess i'm just concerned of how it reads because people can still take they can still use fmla right so i guess i'm just concerned as to or questioning why is it that um we have to have a resolution to opt out of it if people are still going to be using it yes i can use that because it's by law they we offer it right yes uh madam president members of the board i'm i'm going to ask dr mckenna to come here he's our chief for human resources so that he can explain a little bit better and then i can add if he missed anything thank you dr mckenna thank you thank you madam president uh members of the board madam superintendent those of you that are at home watching i do agree the wording leaves a little bit to be questioned however the district already has all of these insurances and anybody that wants to still opt in to family still has the option if we as a district don't opt out then everybody is automatically opted in you have no choice every single person in the district whether they have insurance coverage or not has to if we don't opt out has to pay for this supplemental coverage that they can opt in if they want it it costs no more whether we opt in or opt out for those people that want coverage we just don't want coverage mandated for people that don't want it and we did a survey and the vast majority of our staff this wasn't a decision made by myself or our superintendent we did a survey gave access to every employee the vast majority does want to opt out every school district in colorado up to this point i've been told has opted out instead of mandating that their employees opted in so this will not affect any employee that wants to opt in this won't cost them any more money uh this will only result in people that don't want to have this insurance be mandated to take it and if i may add uh this does not impact family medical leave this is not the the uh the fmla now so f malayah there are no changes to it this is an additional coverage but if it's mandated you know the employee will have to make a contribution a mandated contribution so this is ensuring like dr mccanna said that all employees have the option to choose whether they want to be covered by it or not so it's an additional insurance that would be mandated if we don't opt out and people would be deducted the same amount every month regardless of whether they want it or not everybody that is correct yeah and that's why every school district is opting out now the the benefit we as school districts have is we already have insurance plans we already have all of the things that they're offering but a lot of businesses don't and so this more or less was directed from my assumption and from my interpretation for those organizations and industries that don't have all of the insurance options that we have here yeah madam president just further yes thank you um thank you madam president members of the board madam secretary this was uh state law that changed it has nothing to do with federal law oh okay and i i watched the um commerce city city council meeting and they too opted out i think it was a government any government entity had to either opt out or be stuck with it for three years i mean it was written kind of weird so yes ma'am so i i do understand but it's not in our best interest to stay in this when we have the opportunity to opt out and allow that choice to employees yeah that makes sense thank you and thank you for um pulling our staff to make sure this is yes absolutely yes thank you dr mccann any further questions or discussion okay no thank you that helped and i think that helped clarify for the community as well because it does read like um yeah something different it's very weird yeah all right uh ramona roll call please mr amador hi ms agenda item number eight communication um board of education new business requests do we have any new business requests this evening no okay next is 8.2 board member communications does anyone have any communications do we want to wait to do this until we get a new board number um you mean 8.3 oh yeah yeah 8.3 okay sorry it's like sure thank you it's been a long weekend it's only tuesday okay um well this evening if it's okay i'd like to review we did approve a number of items on the consent agenda that i'd like to highlight um first is kemp elementary we purchased play works which supports social emotional growth for students teachers in school administration receive training to help students stay active and to provide students tools to deal positively with disagreements and managing conflicts this district or the district is exploring offering structured recess for all elementary schools in the future additionally as a district we are committed to the continuous improvement of the academic programs we offer including the training that complements these programs we approved academic supports for our students including to continue the work through the cde early literacy grant with the purchase of services and trainings with growing educational practices for early literacy instruction support to our elementary schools the purchase of services with mapleton school district to provide synchronous online instruction for up to 50 students in grades 6 through 12 from mapleton's highly qualified teaching staff for the 2022-23 school year we sincerely appreciate this collaboration with our friends in mapleton the purchase of constructive constructing meaning training to provide assistance to the linguistically gifted students we serve constructing meaning is a research-based training for staff at all grade levels to support academic language and english proficiency while we continue to make progress adams 14 like most districts across the state of colorado still have unfilled positions this evening we approved a number of supports for our students including an increase to the blueprint new school network contract to support the math tutoring throughout the district increases for sun belt staffing salient health and therapy traveler contracts to help us in our efforts efforts to provide for staffing in our critical needs areas we approved a contract with miss maggie host striker hokestra sorry to fill the vacant educational technology coordinator position she's a former employee and will continue supporting us until we can hire for this position so we thank her for her continued support one last go around any other comments or questions for board comments okay next on the agenda we had 8.3 the review of adams 14 board of education member assignments for the 22-23 school year um while i know this was proposed in the agenda i would propose that we postpone this discussion until we do have our new board member um is that agreeable with everyone yes we'll be cable that for now i think the one question i did have um since we put it off for a couple of months is the urban renewal development so from i i wonder if you guys are okay with me attending that for now until i just want to make sure we have representation um and then once we get our new board member we can leave okay because they have a meeting coming up thank you all right this concludes our agenda for this evening our next board meeting is a study session on tuesday september 27th follow immediately following tonight's meeting we do have a community forum for the board vacancy we'll take a short recess and then begin the forum may i have a motion to adjourn a motion second thank you ramona roll call please mr amador aye ms estrada aye ms lovato aye ms zubia aye thank you everyone we're adjourned and we'll get set up for our community forum um we're scheduled to start at 7 15.
nice to meet you so Kendall there's a couple of other people that will introduce just before they present um that's to McDonald and Brett Leonard um as you can see Brett is with the city and Tim is a guest um speaker so I'll introduce them later um and but I think the first thing to do the next is to get approval of the agenda um can I get a motion to approve the agenda and a second moved by commissioner McCoy and second by would I see somebody waved council member Briggs um any comments or questions okay seeing none all those in favor say aye and raise your hand I any opposed unopposed the agendas is approved as published next uh is approval of the minutes of our last meeting which is the meeting in July um I can say I reviewed them and they look good to me hopefully the rest of you or at least some of you had a peek um can I also get a motion to approve the minutes and a second um motion by commissioner Calvin Garcia and a second I uh councilmember Regina all those any discussion of the minutes any concerns seeing none all those in favor of approving the minutes please raise your hand say um yes thank you all those opposed passes unanimously so um we are now at public input and we'll also have a second chance at the end of the meeting um this is an opportunity for persons to speak for up to three minutes if you are watching on CTN please call 888-788-0099 or 877-853-5247 and enter meeting ID 956-87-187876 this information is also displayed on the meeting agenda and the video feed City staff will select callers that have raised their hand electronically one by one I'm using the last three digits of your phone number in order to raise your hand electronically to indicate your desire to speak please press star nine on your phone you will hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet place and mute any background noise so that we may hear you clearly please state your name and your address at the beginning of your comments thank you color ending in one three four um thank you Dr Stelton chairmersky this is Ken Garber 28 Haverhill Court um just so you know the um meeting ID on the published agenda is incorrect um Zoom tells you that um that it doesn't exist um commissioner McCoy luckily passed on the correct meeting ID to me there so I was able to call in um anyway this meeting is Timely because the a20 climate action plan has a big problem I think strategy to action one of the plan is quote promote home and building electrification end quote and assumes the following quote all new residential and commercial buildings are designed and built to operate without the use of natural gas end quote strategy three is quote significantly improve the Energy Efficiency end quote in our buildings both strategies largely depended on the state revising its energy code to include the iecc zero code appendix so that most new projects and major Renovations can be Net Zero Energy it now looks like that's not going to happen and the next code revision won't be for at least five years meanwhile almost every month the City reviews and approves gas burning and energy inefficient new construction for example the Planning Commission last week voted reluctantly in favor of the village project off duvern the developer did agree to go all electric for the 164 single-family homes thanks I think to the efforts of at least one energy commissioner but not the 32 apartment buildings 10 units each still with gas heating that's 300 000 square feet total with CO2 equivalent emissions of over 4 000 metric tons every year for the next 50 years probably just from gas so if no zero code appendix then what is our plan B I have my own ideas which I don't have time to go into instead I'll pose a second question that question is our sustainability and affordability in new buildings compatible I think the dominant view here is that they are not but I think that's a false narrative I suspect we'll hear a different view tonight from Tim McDonald and I very much look forward to his presentation but even without passive buildings I think we can have affordable Zero Energy Net Zero Energy Construction one Revelation from the village debate was just how close utility costs are between Gas and Electric if you assume high efficiency heat pumps and if you plug current gas rates into the cost algorithm while costs of electric heating are still higher than with gas cooling costs are 140 a year lower per unit and that's at last year's gas prices assuming those low prices just adding two kilowatts of rooftop solar per unit on average would more than Wipe Out the remaining difference so we don't have to choose between affordable and sustainable in new construction and yet in most cases we get neither that needs to change and fast thank you for your comments that's all chair Mercy that's all okay great so uh next point on the agenda is a planning and sustainability in Ann Arbor presentation by the head of our planning department Brett Leonard Brett thank you very much for joining us tonight I'd like everybody to know that um Brett is also going to be attending a Planning Commission meeting tonight so we're really fortunate that we are having here um Brett and Shannon gibrandel chair of the Planning Commission Missy and I met on the 30th of August to talk about this meeting um and possibly a future meeting where we meet jointly to talk about these topics um we will probably talk again after tonight to see where we want to take um what we learned tonight and what we learn hopefully um after sleeping over it and talk about next steps but Brett um if you want to introduce yourself real quickly um and then launch into your presentation I think you have some slides that would be great and thanks again for joining us tonight um my pleasure thank you chairman thank you to the commission for having me um as um John so eligible uh introduced my name is Brett Leonard I'm the planning manager for the city and the Planning Commission is the um the commenter I think highlighted uh issues that you are grappling with that the Planning Commission is grappling with that we are grappling with as a community and so my goal here is to um nerd out a little bit at you with Planning and Zoning just to help set a framework about what that is um why we do it some of the barriers and challenges of it and talk to you a little bit about some of the um opportunities that could evolve in the future towards sustainability goals so um I do have to jump to a blank or some meeting at seven o'clock but I will stay here as long as I can so I don't have too many slides and I'm happy to address any questions and if we don't get to any uh all the questions or there's follow-up I'm happy to follow as well so as indicated let me hopefully pull up my slides can you see yes we do okay and I just um do want to brag a little bit normally in my Planning Commission who has to deal with me all the time just gets boring black and white text uh PowerPoint presentation so um you're welcome uh so planning and zoning and I I you know despite its title I do want to uh let you know that I will um definitely talk about how it relates to the city's sustainability goals but I want to make sure we're all starting from a similar understanding so this is a very chaotic kind of chart about the overall development review process and planning process and um what it means and I just want to briefly walk you through and Orient you to this is to as to why it's important so uh Planning and Zoning are partners and planning is policy and Zoning is Law and Regulation and so the comprehensive planning process is the most wide open the most uh Community engaged uh the most fully engaged in community engagement it is the the widest opportunity for us to think big to think far-reaching to think creatively progressively about the challenges that are facing us as a community informed by the past and formed by data informed by Trends and it is a very broad opportunity to identify the concerns the opportunities that we want to be as a community um at us at some point in the Horizon um we plans often pick a point for that Horizon and they go through a um a filtering process in a way of gathering wide Community engagement trying to prioritize the common most important elements that we hear from the community and memorializing those as Community goals with recommendations as to how we can go about achieving that all of that process is strictly policy creation it's strictly creating ideas it's strictly articulating a vision at the end of any comprehensive planning process nothing changes in our community from a regulatory perspective no matter what we say in that comprehensive plan it doesn't switch the legal expectations of how private land is developed in our community the plan does tee up ideas and recommendations to that end more specifically we plan not only to create a vision of what we want to be as a community in the future but because we're directed to do so state law directs communities to create planning commissions and to provide for City Planning our code of ordinances specifically directs the Planning Commission to prepare a plan for the orderly development of the city and both state law and our own local bylaws of the Planning Commission direct us to look at that on a regular basis and over time the the most recent modification and update of our comprehensive planning has been pretty significant through the adoption of new planning documents into our our planning Canon um and but again plan is visioning it is ID ideation it is what do we want to be when do we want to get there who do we want to be as a community I will do my best to always use the term comprehensive plan um I am still a long-term planner that has used the term master plan for a long time we're specifically trying to shift away from that master plan can evoke images of slavery or paternalism or even more of a finality and even these policy documents are not intended to be final they are like any other conversation in a community reflective of who we are at the time the trends of the time and setting a goal in the future and so that is why you'll see while you'll see some documents of the past invoke the term master plan uh the Planning Commission and staff are really shifting towards the term comprehensive plan as a more appropriate term of that endeavor the city's plan is plans it's made up of documents that were went through that ideation process and here in the city they were often very focused on a particular um in the past geography or aspect or component of planning and when those plans are crafted they also are adopted through a very prescribed uh manner by by state law and at the conclusion of that state law with their adoption the city council says we are hereby incorporating this document into our comprehensive plan and since 2004 the city council has done that with eight documents that you see here so together collectively this is the city's vision for its Future these are the goals and aspirations of where we want to be in the future and um just as an aside we are embarking on the process to update our comprehensive plan and when I see this slide I see a lot of opportunity to simplify Ai and consolidate our vision whether it's you as stakeholders and policy advisors decision makers such as the Planning Commission or zoning board of appeals or historic district commission or legislative body of the city council the notion of having not only this multiple thousand Pages at the ready to guide your policy decisions and legislative decisions in the city is intimidating and at times because the city has approached these and sort of focused ways there's even potential for conflicting ideas uh evolving out of these documents so um going forward I think there's a great opportunity for us to be more clear more concise and make a comprehensive plan that's more usable and accessible not only to stakeholders and decision makers but the public and problems alike as it relates to sustainability are our comprehensive plan is pretty sparse the 2013 sustainability framework did a lot of work to aggregate ideas and Concepts from Seven other documents and try to find common commonalities and threads um as it relates and I'm there are a lot there are other sustainability aspects in our natural features and just how we develop housing in the city and moving towards a multimodal Transit but specifically as it relates to uh energy Supply and Energy Efficiency of buildings somewhat teed up by chair misky and the introduction to this um these are the policies that are in those comprehensive planning documents that relate to this um improve access to and use of renewable energy by all members of our community reduce energy consumption and eliminate greenhouse gas emissions and reduce buildings energy use carbon impact and construction waste so all of those documents take us to this point those documents have reflected of course a lot of community dialogue a lot of discussion a lot of time a lot of setting those visions and goals and have identified um goals that to implement those goals is plans set forth recommendations to make amendments that could be either to our zoning map that is more broadly what types of development should happen and what geography is in our city or text amendments that is these here these legislative decisions these are the most critical aspects of that planning process because until these are crafted considered and adopted they don't apply to the other side of this line which is when you as a um small property owner considering your dwelling or a large property owner considering a wide impactful re-envisioning of an entire area or blocks our ordinances are how we communicate minimum standards maximum standards and how we communicate if you do these things you can expect to be approved to do these things in our community because you are delivering us the typology and the location of the development that we want to see in our city without those text amendments again the plan can be the greatest comprehensive plan ever conceived by any community it doesn't change regulatory framework until it follows with actions and ordinances that make those requirements of development going forward and in a way I think this right here is the tension that you and the Planning Commission and to an extent I think the city council and our community are grappling with we know that we are facing some very critical challenges um huge challenges and that has largely been concluded on this side of the line and we don't yet feel like we have all the tools and amendments and codes on this side of the line to deliver us with the aspiration that we want so zoning as I was planning on zoning zoning is the other side of that line zoning is the actual regulation of designating and limiting the height bulk number of stories uses and size of dwellings building and structure this is what the state of Michigan says zoning is to be used for it is all done to promote the public health safety and Welfare I'm missing a quotation mark there so much for my editor uh however I want I want to be clear this is this is a phrase that can be very challenging for communities to promote the public health and safety and Welfare is not at times that I have seen it questioned or invoked as a open blank canvas opportunity to attach any requirement to a decision but rather it is the basis by which zoning regulations achieve something we regulate and designate where uses can be how high buildings can be the uses of those buildings by geography in order to promote the public health safety and Welfare we accomplished that by a regulatory framework we don't accomplish it by stating it or restating it and sometimes that can be a challenge of communities ideally of course our zoning reflects our vision and the proposed development that happens is delivered in such a way that it meets our community goals it reflects our values it reflects our aspirations so as I said the Planning Commission is very interested in this uh chairmersky talked about our conversation we're um I I gather part of that is because you are having these similar conversations here at your table and struggling with similar issues and so this is how staff and the Planning Commission are starting to think about this challenge of that switch from policy to implementation we have those same goals in our land use comprehensive plan we have the benefit of a lot of work that the community has done with Dr Stoltz and the city council identifying other Community climate the a20 plan adoption that is not you will see it's not it was not adopted with that process and add-on that says we want this to be part of our comprehensive plan and um and there's a lot of aspects of that plan that I don't think necessarily would fit in a comprehensive land use plan but there's definitely some some connections a couple of them here identified I think some of these were referenced earlier in the meeting promoting home and Business electrification and updating building codes these are two recommendations that are just absolutely I think to the core of how do we change our building stock to a more sustainable model and how the Planning Commission has been thinking about this is uh electrification Energy Efficiency and solar energy readiness even that work though I I just want to be very transparent and clear is very very challenging I talked to you about the zoning um what the intent of zoning is to do and here is the intention of the state construction codec which you will see and I'm sure that you've discussed this this act is the act to prescribe energy conservation standards this is where the state legislature tells us how as a state we will prescribe Energy Efficiency of buildings in this regard um the Graham sustainability Institute has has opined on it as well via the clean energy of Michigan series not definitively I want to be clear this is not a you know a well-respected opinion but they also recognize that it's that it's likely could be challenged likely maybe even would be challenged the best way to do this is to update the code which we've you've discussed and you heard from a commenter tonight really challenging it's really difficult and one of the opportunities to keep thinking about zoning is that that is a local ordinance whereas that construction code is not adopted by us we are directed to adapt something um on top of this um you're starting to have some State Legislative uh Rumblings I would say they I don't think these bills have gone very far they've gotten to committees both in the state and the house to preemptively ban communities such as Ann Arbor from enacting laws that uh would prohibit natural gas connection it does it in different ways but um no legislative historian this has happened in the past the city in the past was in considering rent control along with the city of Detroit state legislator steps in and preemptively prohibits rent control Washington County looking at banning plastic bags from a sustainability perspective the state steps in so it's just another challenge on top of an already sort of challenging legislative framework but um that's not a definitive answer the city has adopted these goals and so I think I I think the Planning Commission speaking for the Planning Commission and staff we certainly feel that it's part of our um Mission from that policy direction to consider the most creative ways that we can advance these goals and so there are more questions here than answers but I just want to set sort of some of my preliminary thoughts and some of the conversation that's happening at the Planning Commission as well uh there are some connections specifically in planning to infrastructure to energy again it's not definitive I think that there is a more uh a better connection of zoning and land use to infrastructure and energy use um so I think that electrification um is a really an opportunity for us to consider again it's going to go through a lot of review a lot of review by people smarter than I but I think that there is at least a Nexus there and the intention of that legislation and what that legislation the planning economy um Energy Efficiency I think is more challenging not to say it doesn't have a place in zoning but I think that from the construction code act I think it is probably harder um at this point for me to Envision a requirement Incorporated in zoning to a higher building Energy Efficiency standard um I think that that is going to have to happen through incentives or other mechanisms to do so um the challenge of all of those things as finding the right triggers the appropriate times that it gets invoked and I I think particularly with Energy Efficiency in my um brief experience with this from a zoning perspective even in the over the last decade the The Benchmark the standard the specification has evolved even in that time period of and um I would just say that gives me pause and trying to memorialize that in a zoning ordinance to specify any Energy Efficiency standard when it seems to be a pretty um recently evolving field um evolving quicker than zoning ordinances typically and then I think uh the last is the context of the City versus surrounding in a way um I think the city has set this policy and that context is not important in that regard on the other hand I think it does have implications in transportation patterns and Transit patterns and we have to think about how making progress and maybe energy connections and Energy Efficiency doesn't set us back in other regards of sustainability developed Community aspects so I'll stop there um happy to address any questions that we can get to this evening critiques um and again if we don't get to something I'm happy to follow as well Brett thank you very much we appreciated all the color and the graphics as well as the content so well done uh I'd like to open things up for comments and questions well that was easy I kind of let you off that easily though um I have oh there we go Alex go ahead I guess I just have one question I'm not sure if you would know the answer but are there like no municipalities in the state of Michigan that have their own construction codes and requirements and stuff I don't know that answer um if there are any um my I guess my understanding is no that some communities might modify the state construction code um but I think that I think that communities find safety in being part of a larger group rather than deviating from building codes which are often really seen as core health and safety I think for that same reason there's probably not too many communities if any they develop their own so my gut would be some communities make some modifications to it but I'm guessing probably not very significant all right thank you that'd be a better question of course for our building official I can try to follow up on that others cost amount of breaks um yeah I one piece um struck me as we have not yet adopted into the comprehensive plan our recent a to zero plan um so relying on that 2013 sustainability framework um that seems like a logical next step for us to do are there is there any thoughts around that yeah we're in the process of um like I said kicking off a comprehensive plan process that is one of the Central themes we are articulating in that we are we want the plan to reflect a sustainable lens to land use planning we wanted to reflect an equitable lens that not only recognizes past wrongs but seeks to repair those to the extent possible and does this all ideally without losing sight of affordability which remains an acute problem so okay thanks I'll save some other comments till later yes um you know thank you for the presentation I am one of my pet peeves is when I see large developments of condos and someone wants to put solar on it and you look at the roof and the roof has dormers and the Dormers are all facing south you have a whole large roof the whole length of the city block and dormers on every single part of it it is on the north side there's nothing it just seems like something that could be done with the architects of these projects just to get them some awareness that you're taking away those people's solar future by doing this yeah and I would um I appreciate the critique uh the Planning Commission has taken steps over recent history in the city council as well through adoption to try and make solar installations more flexible and more prevalent um I think the Planning Commission thinks that there's more opportunity to go further in that regard as well so that might be something that can be looked at um we've recently had an example two where the Planning Commission actually had to well they're playing commission proactively um uh undid a very common Housing Association Covenant that prohibited solar panels on a proposed development um you know this was um so I think that it reflects there's a lot there's still a lot of sort of uh I would just say General market based um inertia that we have to push against on a lot of fronts but that's a that's a great critique a Brett uh While others think of their questions and by the way we'll keep Brett maybe for another five minutes at maximum because Brett has to run the Planning Commission meeting that starts at seven so we need to let him go um you you showed um the interesting graphic at the very beginning about the comprehensive planning process um is is there the intent to uh coordinate closely um the comprehensive Plan update that the university affects me that the city is doing together with the University's update of its um campus plan as far as I know it's intended that that's going to happen at the same place and the university so so interwoven in with the city um is is that an explicit intent on both party side you know foreign I can I can just share in the past we have approached those conversations and I think I think that there is enough distinction between our goals um at times where there hasn't been a lot of momentum towards a more unified planning process um the more embraced aspects of that I think have been how do we collectively avoid sort of Engagement fatigue how do we make sure we're reaching our respective audiences in the greatest way possible my grizzled um somewhat sarcastic planner history would tell me that it seems unlikely to me that we would get there um so I think try to trying to find the the intersex is probably a great first start um so the um I but so I do Envision um an acknowledgment of that and sort of trying to tee up that opportunity I don't I don't have deliverables in my in my eyes yet as to what success looks like then just a brief commentary from my side I'm hoping that the values of the university and the city overlap to a greater degree than maybe what they have in the past because of the two carbon neutrality plans as well as the need to address affordable housing this is also an issue with the university and its contract negotiations for example because housing costs are going up at Double the rate of pay increases for University employees and so this is an issue and the university isn't as an engine of growth so hopefully those two interest uh spur greater level of collaboration than in the past I would also add that the university particularly um well I mean the two both housing and um greenhouse gas emissions also overlap in the rain area of transportation and commuting emissions and if the city does not add additional housing and I know we're doing work um with um trans excuse me transit um Corridor uh rezoning but um if if new jobs and new students have to live outside the city then the city is not going to meet its Transportation emission reduction targets Norwood University and so you know all these areas emissions in general transportation housing there really is an opportunity for win-win outcomes in my view um yeah apart and I would just add apart from carbon emission goals as time passes the ability of our infrastructure to accommodate the growth of the University will become challenged indeed um our roads will need to our transportation network will have to find other ways to move people around because we won't be able to build roads to accommodate the trajectory that we've been on so just a quick comment um I was with a group that met with the U of M CSO um the university has added 6 000 employees and 6 000 students in the last seven years and the CFO said he sees nothing that is going to change that basic Trend maybe not the the slope of the line but the basic trend line is likely to um continue and that poses a big challenge for the University and and the City um I I need to respect your time and I really thank you for um joining us tonight and I look forward to um further collaboration at least within the city and between our two commissions and departments um on some of these topics so there's a couple other things that I noted down and we can take those up at a later time and I would encourage other Commissioners to do the same if you have some thoughts on these um let's save these let's gather them together let's talk about them and we hopefully will have some additional ideas that come out of Tim's presentation um here coming up soon so thank you so much and um I'm sorry yeah I do have to run to that other meeting but um thank you for recording this um just to follow up on Mr chair mursky's comments um part of um Our intention is recording this conversation that's going to follow to share with the planning Commissioners as well so um all the examples and and sites that we can provide is just going to help everybody so um thanks for doing that for us as well great thank you Brett take care of a good meeting so council member Briggs sorry I didn't give you an opportunity to comment no I figured I would wait until after Brett left because it really didn't need his it's just just comments um and didn't want to use up his precious time so um I used to serve on Planning Commission prior to coming on to council so just wanted to provide a few additional thoughts he obviously talked about the um the challenges around electrification and Energy Efficiency and that's kind of those discussions that have been coming up on our commission I think it's just important to know um how we're I think at the Planning Commission is also thinking about these issues in terms of um and this will be an integral part of the comprehensive planning process that we're launching kind of how do we want our city to grow and um you know how do we support sustainable Lifestyles and so when you think about you know um historically the the separation of we have moved towards separation of land uses so residential is one area commercials and another area offices in another and as we're um as as we're reflecting on those land use patterns um obviously that is something that encourages driving so um we you know there's a real emphasis on thinking about how we um around more mixed use around um 20-minute neighborhoods yeah you know developing our land use in a pattern that that enables sustainable Lifestyles um I think it's also important to note that all the in the carbon neutrality plan we say that you know 17 of our Greenhouse admissions come from Transportation um that was we did not count the um figure into that the the commuters the emissions outside of the city so we've got 80 000 commuters who are coming into the city every single day at least pre-covered um and those emissions are not counted in our in our figures so um the more we we're already not factoring that in um and the more that grows the more challenging it is so that's another piece in terms of providing additional housing in our community um that's an important piece and that's where the tension as we know kind of comes in in terms of you know in terms of housing growth that is not electrified versus meeting that with that real housing need that we have so I just wanted to put those in as comments um and and acknowledge you know at least say we are we're recognizing there's a lot of tension at the council table around these different goals that we have around affordability and sustainability and it's there's [Music] um it's it's challenging right now so thank you for those insights does anybody else have anything to share or questions um I had some thoughts but I may share though share those or hold those to the end of the meeting um anticipating comments from others and maybe even public comments so what I think we'll do is move on to the next section of our discussion about this General topic and actually I'm going to present um some um slides first and Missy um are you there that you can bring them up or do you want me to I can I think share my desktop um I I can although I think you are co-host okay yeah I've got them right here so I'll go ahead and do that so you go to massage so um I had mentioned earlier that uh we had met together with a Planning Commission Representatives on the 30th and um I put together this uh framing document um in an hour or so before that meeting and I thought it might be helpful um in sort of staging why we're having um this meeting tonight and the topics some that we're considering and so I wanted to cover that quickly before turning things over to Tim um so um there's a lot of construction going on in Ann Arbor a lot of it is in the housing area we know that in our relaxed housing demand has far outstrip Supply because of the growth of the U of M um as well as Tech spin-offs um and um we have as a result housing costs that have as I mentioned increased that road will roughly double the rate of the CPI and earning local earnings increases um as uh Ken Garber when he gave public comments mentioned that the carbon neutrality plan the a20 carbon neutrality plan makes it clear um that all new buildings in Ann Arbor need to be all electric energy efficient and powered by renewable energy and as Tim is going to point out to us that's backed up by the science that says we need to cut our greenhouse gas emissions 65 and eliminate um by by um 20.
some organizations that we we've looked into add am and pm directly and that becomes their total we don't do that our am and pm we still have a discounted rate if you do both and your children are full time because we know that that cost gets really steep really quick and many of our families are working families that need before and after school care and so we've we've maintained that the holiday camp rates we were at separate rates for holiday camps and summer camps those though are run the same the staffing is the same the ratios are the same field trip costs have gone up fuel costs transportation costs and so for us to maintain the same level of service um there needs to be an increase or an adjustment to that fee that that is paid do you have um do many people use the option of vik half day when we have update for teachers that's a great question um thank you for asking it's those are our busiest days we have staff that are that are working and and they need to be working and then we have parents obviously still at work and so we'll see a greater number on those wednesdays our staff's done a great job of finding more student workers who are available because the high schools students some of our seniors have half days and they're able to come and work and we're able to find some college-age students who are also looking for work that can come more mid-day and then work through the end of the day and so um that along with sean mcintosh and missy udall have assisted us with finding paraprofessionals on campuses so as teachers are going into their plc's not all of our paraprofessionals have specific assignments during that time and are able to stay and assist us with with care the biggest thing is that we never want to have a waiting list we always want to be able to serve every family in our community that needs it um that wants it that that is asking for it and um sometimes i think that the worst times we have is when we pick up a phone and we have had to say particularly in the last couple years i'm sorry i don't have i don't have enough qualified trained adults to have there to be able to make sure that your kids have the experience they're supposed to have we're really in a good place right now a much better place than we have been i'm optimistic even with with conversation that was going on today with some paraprofessionals that are also going to be assisting on those wednesdays as well as the upcoming parent-teacher conference days that's also those are also big times for us so the the the trick is to sign up early so that it is have a spot it is it's signing up early registration some people were surprised registration for preschool opens november 1st for the following school year and we have specific locations where the reputation of the teacher and some things drive enrollment and all of a sudden you'll get a phone call in mid-spring and they'll say well what do you mean it's full it's been full for three months you know and some of those more popular programs and popular teachers certainly are looked after and those spots are coveted absolutely they've come a long way in terms of registering kids in community education used to you had to go in every week and pay in person and there weren't a lot of options and then when you sign up for camps you would come here and like being at a bank because we'd put up ropes where people would come in and out and um now they're able to do this much sooner and be able to have parents plan for their summers in a lot of different ways and so yeah it's it's really good it's very nice i mean people don't generally walk in the community education building anymore very rarely it's usually just all online so it's nice very rarely the communication the communication is quick um the systems are in place and vreeland does a fantastic job of creating the classes opening registration communicating it in advance our campuses do a wonderful job of communicating when when registration is going to begin that was portion of the meeting earlier with regard to gilbert youth athletics how do we ensure notification all the families of when registration is going to open on a quarterly basis when new as new sports and opportunities begin so same thing with preschools same thing with camps we don't want to catch people off guard we want them to be notified but even above that we want them to have a space a place no matter maybe when they realize they need it and so that's our continual work to identify to identify new employees to come on and to train we now have somebody in charge of professional development within our department we have two personnel in charge of recruitment retention and identifying new employees and having them go through the process to make sure that they can be started as soon as possible we've been partnering with colleges community colleges and our early childhood teacher prep programs at our high schools and so the team's been been diligent ran a job fair a couple months ago and it was just a few people got together and said we can do more and they found a way and identified new staff members to come on so every new staff member that comes on after they're trained and they're in place that's another 13 to 20 students that we can give a thumbs up to and get them in and on our campuses before and after school so okay so moving on to facility rental rates dr mccord and i have talked a bit about this as things have changed over the course of time with relation to facility rentals this is something that i think all of us wish we could make more accessible to our community and and have available for them to use and for our kids and our young kids to be in our auditoriums and in our gyms and on our fields there are a lot of costs that come with that and there are a lot of internal things that we have to do and a lot of internal staffing that we have as relates to that and so here i have what we would say would be our most utilized facilities provided a document to you prior with every every piece of of property that we rent and and how that's rented and the prices associated with that on the actual presentation there are a few examples and as i said these are our primary spots the high school gyms junior high gyms high school stadium fields uh baseball softball and auditorium those are our our big ones those are the ones that we get the most requests for and so you can see the current versus proposed you can also see to the right the comparable low and comparable high those come from our surrounding districts municipalities as we look to see what other like-kind facilities are being rented for we wanted to find where are we in terms of the low to the high and make sure that once again it wasn't something that we were pricing out our community and it wasn't something that we were also taking a loss every time somebody was turning up the ac in an auditorium and so we need to be diligent with that as well so the high school gym the current is 42 dollars this is per hour the 42 dollars an hour and the proposed rate would be 52.50 which is approximately 25 percent increase once again as we looked comparable venues locally they range from 30 to 60 dollars i can tell you through conversation nothing finalized or approved but through conversation this is something being looked at across the board at our neighboring districts as well um in terms of two specific people i spoke with at neighboring districts that said this is something that has to be adjusted where they are as well and so nothing official and approved on their end yet but i know it's being looked at across the board junior high gymnasiums same level of increase about a 25 percent where you'll see a large adjustment is with the high school stadium field to be real honest we were just behind that's one of those areas when i said before i wish it could have just been a clean blanket everything's 10 percent 15 percent 20 whatever it might be there were just certain areas where we were not keeping keeping up with what was in general going on across our community so the high school stadium field is one of those examples the comparable low at 50 dollars comparable high at 200 our proposal would be a 100 an hour varsity softball baseball from 21 to 30 and auditorium from 63 to 80.
actual woman was 278 [Music] is so they are skipping their september meeting and we will focus on that they are going to they are going to have a meeting in october so i can ask too because i don't know but you know what i mean i guess i think about it but we've in in uh boylston the last five years they're consistently obviously outperforming projections but that's that's also because the um you know it's a rolling average so it's like a rolling three-year average days so there was a little what in 2014 so they they you know that may have come from that piece but the actual numbers have consistently been outperforming the projections not as much you know and girl and they're really closer again they've had less they've had less movement in town um so why i would think if i was doing this myself using raw data i would start with the town census because you have to list everyone in your household and the ages so and then i would probably take averages of who moved into town using the census data you know like when people moved in and like taking after already in 2022 we had you know 10 people moving to town so is there any way we can figure out how they do this i mean that's a huge discrepancy and like again i'll ask the master steering yeah so they do use the census data i don't know about that i know they use the local ones but that's not going to be one of 10 years uh i know i think it's every year for boylston i get it you know we get it right yeah i was told by bro i always actually was supposed to talk to you john she has this at the same time but with all the new multi-handle building directors actually don't necessarily fill out that data but they still have that oh my god a lot more apartments available and um so just that one and a half or three years is some flexibility yeah and then you know it's it's a it's a projection when you you know the town says well you know you got 200 units you're only going to get seven people something like that you gotta again look at that i think all right probably not gonna be set is it gonna be 70 maybe 17.
killings of the motion so moved second any discussion all those in favor aye anyone opposed did we have a a call going out tonight is that what that was well mine's a great mine said great Lawrence also oh for the oh okay so that's what it was okay for the delayed opening new opening late tomorrow John you can sleep in tomorrow okay all right uh getting back to the regular out of our business I apologize for that uh see no donations no articles no public participation admission report superintendent would you um update the committee on admission report please you got updated you got an updated documents on the admissions report from the requests of last meeting where uh I asked the director of of admissions to add the applicants accepted and enrolled so you have three Co three columns now that outlines how many students apply how many were accepted and how many actually enrolled so you've got the complete data on each of the towns and schools they came from that outlines more clearly who who he accepted Mrs Fitzgerald yes I believe I was the one that requested it and it really does clarify um tremendously for me anyway um and following along with the rest of the report I was really happy to see this thank you for other Aviation program superintendent please so um for the aviation program we submitted the intent so that went in along with the Child Care Program and the um the other program there was a third program we have our low voltage that we're also submitting for approvals it's called a different name but so we're actually looking for three different programs for chapter 74 approval it's fiber in i t i t and fiber optics and low voltage electricity which we have now at the 10th grade level but we're looking to get at chapter 74 then we can offer it for all four grade levels as well as the child care center not the first year but the second is the next school year to offer it as a chapter 74 program because we have the space and it'll meet all chapter 74 requirements for an actual program to teach Early Childhood early childhood education as another program that we can offer to our students and then of course Aviation the next step for us in the process process for all three is to send in a complete application a which needs to be in by December December 1st I believe it is and then after that they review it and get back to us as to whether they will allow us to go to the next step um I spoke to the associate commissioner that's who I was talking to before I came into the meeting about moving the process a little quicker so once if we were to get the application the first application a in quickly can we get an early decision on it but it doesn't look like that's the case which doesn't give us a lot of it kind of ties our hands in terms of investing a lot of money and time into it until we get that approval but she's going to check tomorrow and see if there's a way to make that happen um so um we feel we feel as though um we into in order we know that we have an opportunity to for the aviation program to lease a hangar out the airport but uh my biggest concern is if we wait too long that we might lose that opportunity so uh you don't think so Frank okay but that would be good but anyways um we'll try to continue to try to get to move along a little quicker if we if it's at all possible for particularly the aviation program the other two programs were do we have them pretty much in place anyway so I'm not as concerned about those Mr sorello yeah um and the ABS is just going back and having a conversation with them to make sure that they understand that we might need some time to wait for final approval on by the department of Ed um the um early child is it early childhood yes are we looking at training our students um in the early childhood field yes in early childhood education which basically we try to prepare them to go on to Early Childhood programs at the post-secondary level or to go into a working in a child care center facility as well but uh we'll be training them both for prepare them for industry as well to move on to post-secondary if they so uh desire but that's what the programs intended to do can we follow with them to see how many um as they go through the program we would start be interested in becoming educators I know that we brought on we have funding that we brought in for um the Anton retail yeah um this is a good segue into promoting that as well as a combination uh yes we'll do it well we we as part of the process we have to do a survey to see how many students would be interested in the program so we have to submit that department answer we'll survey our existing ninth grade students that's what we did for the aviation last year and also as we go out to visit the different schools this year we will bring a um a application register with us so that students we can get some feedback from students that we talk to at all the middle schools to see if they have an interest in any of those programs we'll be another and then an open house will also when we have open house in November we'll have also be promoting it to see how many students we might be interested in um the fiber optic is that going to be part of the low voltage electrical or is that going to be part of robotics that'll be part of low voltage electrical Vivian superintendent when was the letter of intent submitted that was submitted um it was submitted Monday I think it opened it was opened as soon as the first day we could do it we sent it in Monday and would you happen to know um what is the response time well you turn that off the next the next step is to uh for us to complete part A of the application once we submit part A then we won't hear any according to what I was told today we won't hear anything until December whether it's approved or not to go to part uh B okay all right so once you submit a letter of intent we're not waiting for a response from them we're just um going on to the next process of submitting the part a application by December 1st yes and we're going to try to submit it a lot sooner than that in hopes that they'll uh once they get it maybe we can try to convince them to take a look at it and if they don't give us some official word that if it looks strong or not would be nice okay and the survey please jog my memory again the survey that was already done last year it was only for a specific grade right it wasn't who who would be interested in learning that career area but it was all freshmen stop freshmen to seniors well we only surveyed The Freshman because it was a new program uh we wouldn't survey the upper class that's true yeah um when would you submit one for eighth grade so the we will be submitting resubmitting this as part of part A so that will go in this uh continued application that we're working on we started the we started completing part A last year um so we'll pick up where we left off but we'll also continue to do surveying students so that um we have a strong application the more students that apply that are interested the stronger the application will be the key though really is going to be uh is there a job market and um so looking at the labor market data and if you look at the um Northeast blueprint it doesn't show favorable in the Northeast blueprint so that might be a hurdle that we have to overcome but I feel like if we collect enough data and we'll start to do a little more research with corporations and companies that uh even on the day it may not show strong in our particular Merrimack Valley the data may be strong and so it may not not necessarily across the state it's strong but it could be strong in this area which then would strengthen the application so that's one of the things we'll start to do a lot of work on now are you able to submit the survey that was already done to all the committee members and any future surveys done could you supply that as well sure Mr Rock um keep them everybody keep brought Frank Rossi you got to keep him alive um the brief conversation we had with the new airport director um said he may he mentioned it was a lot in the field as for jobs in different areas so I mean I don't know what data you looked at I don't know what data he looked at that's probably something that needs to be looked at and have that conversation again um as well with a meeting with him and this is a great opportunity that we are in the verge of putting together when I um talked to him the last time out at the home that we're going to be doing some work for the lady that was killed in Afghanistan I met with them again out there he he said he'd be happy to be on our uh Our advice report for the program so we will certainly utilize his expertise and I'm sure it'll carry a lot of weight with the uh with the Department to have someone of his stature and his knowledge and expertise as part of our advisory committee anything further yes Vivian so this is just for clarification purposes there is no intent on your event to pause or delay this uh the initiation of this program we're absolutely committed to having this program start in September and getting it approved this uh this spring final approval this spring so in order to get approval we have to have a space that's all done that we can show them we have a space equipment curriculum and potential uh person that would teach a licensed person to teach the program so that's when I say that having a final approval in December really makes it hard to meet all those demands in such a short time because in may we would have to have that final review and approval there they do a safety inspection they look at all the tools the equipment so we'd have to invest all this money you know before I even get that final approval if we're going to be ready in September but so if we even had an indication that it's going to be a approved that would certainly help us even if we don't get that final approve of what we feel confident that it will now we can still run it without chapter 74 approval we could still run a program it won't get chapter 74 funds if we run the program and it's not chapter 74 approved but you could still run the program but that would be something for the committee to decide even if it was to uh for the first year if we're not meeting that deadline that we would have to find a way to cover the cost and then until the approval process is done that it would be a chapter 74 approved program well I think the challenge is not so much us it's it's will they even approve it you know we can in um so let's say in December they don't approve us to go to step The Next Step then we can continue and go ahead and start a program it just won't be a chapter 74 program it'll be a vocational program which is doable you just won't get the you won't get that five thousand dollars for each student in the program I understand but you mentioned a deadline by May correct if may it would be yeah once they approve it in December we have from December to May for them to come and give us the final approval after we've completed step B that which means we'd have to to get the space already and prepared for the program which means have the hanger have a space here have a classroom have all the equipment and tools we need to run a program and they want everything in place for a four-year program even though we may only start a one year even though we're only starting with the Freshman program they want to see that we're capable of of continuing the program for four years that's been their typical standard and they bring in a OSHA person to come in and inspect the shop and the safety equipment and everything to meet all OSHA standards also gets done in May so everything really has to be done and the curriculum developed and ready to go and your of course our advisor we'll put our right now we're going to put an advisory committee together regardless so that we have that committee together which then can also help us make recommendations to the you know as part of our proposal to have a strong advisory committee will make a difference all right I mean I just want to make sure that if it consists of utilizing our um like local officials um I know everybody that I have spoken to regarding this program everybody's on board and supportive and excited um we have newly elected state senator pava payano who's in favor of this program State Rep Frank Moran we have the mayor on our side so if it takes for everyone to come on board and all hands on deck you know it's a matter of you letting us know and for us to try to figure it out to make this happen yeah so well one of the things we'll do is approach many companies to get letters of support in any of our officials we can also get letters of support from them which will go in as part of our application proposal okay just let me know John thank you so much you're welcome Mr well YouTube Aaron this is Mary hadn't spoken I'll speak up to Maryland yes thanks um John in past experiences and I'll use steam as an example I remember sitting on that committee for two to three years from the first talk of doing it till getting the first freshman in there and each year we were able to add the next level the next level does it usually take one to two two to three or three to four years for a chapter 74 program including the hottest part of all I would assume would be the true curriculum development based on the workforce needs so are we being realistic to think that we in fact could have this ready by September or are we looking at the following September I guess what I'm asking is when you bring these to the Department of Ed from their initial intent what are they looking at in terms of years is it two to three or is it one to two I just don't want us to have a whole bunch of freshmen thinking that this is what they're going to get to go into if in fact it can't be done for another year or whatever so I'm asking your experience of how many years it takes to put a program not like this but any chapter 74 program from start to finish implemented well different programs are can be more difficult than others because they entail more equipment more expertise uh also curriculum but um take for instance the environmental science we really that took us a year to put that one together we decided last year to pursue that and within by the time May came around we had uh we were ready and in fact the department Ed was very impressed with the space and the curriculum so I think it can be done the advantage I think to right now to the aviation program we've done a lot of research work this past year we've done Labor Statistics we've we've met with a lot of different corporations and companies already we've been out to the airport we've done a lot of research already this past year so I think I think we you know as long as we're willing to invest the time and a little bit of money to move forward I think we can make it happen it'll be a little scramble the last three months once we get that final approval to get the so we'll meet with the uh the air airport the gentleman who owns the hangers out at the airport and if we get a commitment from him he's willing to lease the space to us when we're ready in December it's just a matter of having the lawyers get together and put the least agreement together and we're ready to go so I think we can do it I think I feel confident we can get it done we have enough staff also our administrative team that we have some very good people that I think have already started this process that are well situated to make this happen so I feel like we can get it done in this uh this year because we're only talking we're only educating ninth graders next year but we have the everything in place to continue the program and that's why the department Ed wants to see that we have the space and we also have the um um curriculum and the equipment which I think we'll be able to make that happen um so one of that in terms of the space that brings up uh I have on here you'll see that there's a I think it's the next item skills Capital Grant that's coming up on the end of October well this particular skills Capital Grant is for five million dollars it's every it's anything from 1.2 million to 5 million which can be used it's it's targeted to expand access for students in vocational schools and so uh what it means it's intended to put small additions or expand inside your building by adding space in order to say you can take more students so what we would like to do is put in a proposal to put in an addition on the building that would uh take the uh would be basically a small hanger space within our facility so you so when we went out to Westfield they had a a hanger space in their school and they had a hanger out at the at the airport and they had educational space so we're looking to pursue that Grant with aviation in mind as well as additional classroom space so we would pursue this opportunity I think we would be strong candidates for it because number one we have one of the highest wait lists in the state and um for us to provide access to low-income students in a Gateway City makes our grant possibility even stronger so that's something we'd like to pursue if they come if the committee is comfortable with us pursuing that Grant I do want to let the committee know that we have to get working on it now so the first step for us would be bringing in an architect in to just give us some preliminary I uh numbers so that we can put that in as part of our grants to support the Grant in terms of doing a preliminary walk through what our intent is and he can give us some preliminary numbers as to what that would cost in order to put that in the grant um and it really the intent would be to really get a shell up which I sincerely think we can do for that that kind of money including having a space for our expanding or adding some academic classroom space Maryland yeah Mr Cirillo is twofold to torrento it's not just renting the hanger you also have to rent she's locked out you also have to rent the land and talking to the mayor of the City of Lawrence um it is not a final decision but he will rent the the land I think we've had that conversation for a dollar because you just can't give them you can't give the land so as those the lowest thing he could do is probably a dollar a month for however long it is um a lot of the network has been done a lot of the surveys and everything has been done it's just right now is writing the proposals and the grants and putting that together and then looking at everything else that needs to be done with to get the program up and running I think we're at that stretch right now and John has been burning the midnight oil getting this ready to go that's it um and in the other chapter 74's programs where we are on the stage to um get those into chapter 74. on the the early childhood and the um I believe the electrical one is already chapter 74 correct all right now right now the electrical program which we call low voltage program has to align to the framework that exists for electrical so how it works right now is we follow the same framework for the low voltage but more hours in time a focus on low voltage so the students will graduate and have hours towards getting a low voltage license and have more hours towards that particular license than the full-blown four-year license and um but we want that we in order to make that a there's um and we only have one cohort so we had a freshman cohort last year that now is a sophomore cohort and the reason we only are doing one cohort at a time is because it's a basically it is a four it is a full um um following the same framework as the regular electrical program with more hours on the low voltage but we would like to include other aspects of low voltage work which includes optical fiber optic work as well as pulling wire for it systems as well include that in the curriculum as well then we can have that as a chapter 74 program every year and it also expands the skills and knowledge and opportunities for kids to a larger market The Early Childhood where are we going to stay so early childhood The Early Childhood shop is going to program our space is going to be sheetrock there's going to sheetrocket start Monday and so we're looking for a completion date around somewhere between the middle of November to Thanksgiving we would like to open it after Thanksgiving I think we should be pretty good once once it's sheetrocked all the the flooring's here already the cabinets are due the third week of September so everything we need to move forward quickly after the sheet rocks in and we'll I feel like the space will go pretty that project will go pretty quick after that and so that once the space is all done and we're operating under and the licenses are director of the program is now working on all the state licenses that we need and approvals and we're working on some kind of proposal for a fee structure that I'm going to bring to the school committee uh probably the next school committee meeting so we can let our staff know what we're looking in terms of the cost and a more defined opening date so people complain we hope to have that to bring to the committee as well the next meeting so so once we've operated in that fashion and the person that we hired as our director is working on getting her chapter 74 license so that she can teach in that program as well next year and then we would just need to hire another another instructor for that for chapter 74.
yes great thank you thanks for that report we appreciate it and you guys are doing great work at Cherry Brook and it's exciting and the kids are all excited I know my granddaughter told me about the Popsicles and you had the best popsicle she had a lemonade popsicle oh I'm glad okay Andrea and Julie thank you for coming tonight and thanks for being here so we'd love to hear from you thank you so much we prepared a short report that's great thank you supported by chair Daniels and superintendent Keith for the opportunity to update the community on the Canton middle school PTO thank you to our board of education for all the work you do on behalf of the council and our our children we'd also like to thank principal Jeff Moore for his support of wpto our goal at the PTO is to assist in creating the most enriching Middle School experience possible themes we feel it's important to Anchor in our spreading positivity and full spirit keeping the Middle School experience fun and exciting and expressing appreciation to our school community I'm three weeks into the school year our PTO has 40 members we have five members on the PTO award myself and Julie our co-presidents and co-fresurers Courtney Vincent is our vice president Karen mcconville and Karen Ian article secretary we meet via Google meet once per month and in addition to our monthly meeting there are three other ways that we share our PTO news um the scene which is the Middle School's weekly electronic newsletter the middle Canton middle school PTO Facebook page and the PTO page on the Canton Middle School website so we wanted to take a minute just to share some recent activities and some current events um coming up most recently we held the largest fundraiser of the year that can being Lobster Loop which is a 5K held block we've had record numbers for recent years we've had over 500 I think 508 to be exact and registered not by strategy but sort of by by chance we ended up moving the day to the weekend before school last year we put the necessity and learned that it was kind of a great way to kick back to the school year people are back in town and we think we saw kind of a surge of diversity as a result so we're going to continue with that moving forward um and we try to engage a lot of families a lot of children to to participate in addition to the really serious runners in the community um we treated our staff to welcome back lunch on Friday August 26th so staff including all teachers nurses custodians and support staff enjoy crafts ballots and desserts provided by The Pasta Company and um also we are partnering with Progressive Farm a local Farm on another fundraiser currently so through the 15th of this week we're selling months and there's also been a big part of our one of our fund research again this year we had a great turnout last year people were even said if I knew I would have supported so we decided to run it again we're seeing a lot of orders come in so and last something that we initiated last winter was a sticker a water bottle sticker campaign and the concept was to promote school spirit and positivity so we are caught doing something well we have these really fun DNS logo stickers that staff can hand out to students and it's really fun imagery and we also have asked staff and specialist teachers like if they have an idea or if a club wants to um wants us to create a logo for them a fun sticker for them um a team a music teacher anybody at all a nurse a big lifelong that's something that will partner with them on and provides and they'll have those stand up students some events and ongoing projects for this year the first is our second annual student versus staff soccer game which I took the mingling opportunity to recruit John Bishop for his second event you're going to have to have doctors outside we're ready so we're in the planning stage of the dates are still to be determined last year over 50 students participated in the game we held it at the turf under the light that was like a really big deal we had music the student health local professions hot chocolate we had the middle school band played the national anthem before it and we encourage fans to bring can goods for the Canton food bank and we collected over 300 items that night it was a super fun event we were so excited to do it again um a picture of the plant that continues supporting student clubs and organizations such as Council an activities such as Veterans Day dancers otherwise events that they plan during the year and also guilt-term as always our school you're capped up by the needs grades promotion celebration last year we decorated the main ceremony space hosted an after-party dance providing food instead of games including glow-in-the-dark volleyball and the gym which was pretty cool um we'll also continue to focus on showing our teachers Administration office staff nurses Food Service teams custodians bus drivers and all educational support staff how much we appreciate them throughout the year we have conference treats to plan for November and March I love CMS theme for February bus driver appreciation day and teacher appreciation week in May we support teacher requests for items a handful of learning experience of the students and we discuss and include on them during our monthly meetings so we look forward to working with the school Community um this year and all families and ideas are always welcome to join our meetings to email us and help us bring new ideas to life and thank you thank you you know we yes we should have rcis about PTO you're just doing phenomenal work and we appreciate you because you know there's a lot of things that we can't do as a town could you guys step up and do to fill the gaps of the boys and we so appreciate it our children appreciate it and we're not going to let you go so you're going to have to stay in these positions you can't grow up right it's the uh advancing we're not going to March him but uh we will we know that people do move on but you got such great organization so thank you and thank you for that report so we'll leave it open the first meeting of the month for the PTL president report this change would be like all of us accountable to some things if you hear some things in the public he was a little attention any of the parents and you hear things and you know we like hey uh Lou if I could just jump in for one sec sorry I I work very closely with uh the head of the caspto um and she would like to uh say a few words if there's some time well sure I didn't know she's here she's here no she's she's sitting next to me I'm right here sorry I kind of sleep next week sometimes sometimes if our kids let us if our kids let us so I'm so sorry I completely Ryan's face and I didn't even think so thank you I know he lets you do it so uh well thank you everybody um if you don't meet I'm Whitney O'Donnell and Ryan's wife and I'm the president this year of the CIS PTO um it's I last year I was the secretary and I didn't think I was going to be on the PTO again but I'm back and this time I'm the president but I'm really excited because this year we finally have a full PTO at CIS so we have a vice president um Jen Violet has stepped up to do that we have two Treasures Allison Dolan and Nina um D'Angelo and then Amanda Garza will be our secretary so uh we're really excited it's a bunch of fourth grade parents who will be on our board this year and we're all really excited to have a great year for our kids um the cispto what we do is we support um and try to enhance the educational experiences of all of our students we do that through extracurricular activities for the children we do it through field trips and we're hoping uh that we can do that a little bit more this year um so far this year we have helped to support our staff by uh we did a welcome back luncheon like we do most years um we also on Friday during the since it was the first full week of school and it was a very long week we surprised the kids with popsicles um on Friday afternoon so that was a nice little treat for the kids um moving forward um we're just still like I said we're just finally have a board that's kind of in place uh we didn't have that for most of the summer but um Mrs Corto and I are very excited um to find to have a really full board for this um so we're working on our membership right now uh our secretary is going to be updating our website and kind of getting things moving um we have a couple things coming up as always we will be hosting fright night which will be at the end of February or sand of February at the end of uh October right before Halloween and uh we have two co-chairs for that and we have a couple parents who have already expressed interest in working on that so we're very excited about about fright night it was we were able to bring it back last year and we had over 250 Kids come out for that and parents and it was an absolutely wonderful evening and we really hope we can continue to do that for the kids we had the police department came out and did a trunk Retreat um with us and a lot of parents did as well so um we have that going on so I'm sorry this is just a kind of off the cuff little update for you guys but we will be doing a few more things um in the fall we have a Chipotle fundraiser coming up in October on the 12th uh we also have um a catalog fundraiser that we will be doing we're hoping to do a readathon fundraiser again this year um we of course will be doing more conference lunches for our tea teachers um we'll be doing hopefully doing the student staff basketball game again this year we also initiated a few years ago with something called Valentine's for the front lines where the students came to get made different cards for Frontline workers um first it was just at the hospitals last year we expanded it to drug stores and grocery stores in town so it was a really great effort and the kids really got involved and we had some really dedicated parents who kind of worked to organize it we actually got on the national news for it so it was kind of exciting um we also we worked with CMS last year on Sixth Grade on the bus driver appreciation which was absolutely fantastic and Andrea and Julie did such an amazing job on that um we also have sixth grade celebration that will be coming up and that was a really wonderful job and that was a a wonderful team effort for a bunch of parents um Sarah moribito headed that and Melissa trainer and a bunch of other people came together and just made it a really memorable evening for the sixth graders so if anybody has any questions or that was great and we appreciate that you move Brian out of the city I know I'll let you get his handsome face back much better yeah now now the view gets downgraded again I'm sorry sorry people they go above and beyond and I don't know if anybody knows but if we answered the lobster group with some teams and students that won for a station and they went and brought their fries and pizza and popsicles and jukeboxes and delivered it and presented it and served it and they didn't even have their own children there you know they really go above and beyond all the PTO so those uh all of them and and we encourage more parents to join and participate I think thank you guys thank you okay okay moving uh right along we're gonna go right into Mr Bishop uh thank you Mr Daniels I appreciate the opportunity to be able to share with you all tonight uh the the first thing that I want to be able to uh speak to is actually in reference to some work that we have already done and it's uh surrounding our summer work um uh we have over the the past two years had the opportunity to be able to engage in some some summer work with our students in ways that might look a little bit different than we have in the past and that has been through some of our uh our arpa funds uh to be able to support us our uh our our funds um and that actually was a requirement for us to be able to make sure that we were continuing to support students as their work uh in their work as we continue to move through the uh the pandemic uh we have been really thrilled with the work that we've been able to do from last year into this year and look to be able to do some uh really impressive work as we continue into the future but I wanted to be able to talk with you all a little bit tonight and actually have uh the folks who ran this program for us speak with you a bit tonight and just give you the opportunity to hear a little bit about what we've been doing and how we've been working through this um so so highlights for us tonight are to speak about the K5 uh summer Learning Academy our um CHS credit recovery program and then our CHS Pathways our CHS Summer Academy that we that we sponsored as well so I want to go to the next slide here if that's okay and and this is this is the big why behind this and it's this concept of the summer slide um summer is a wonderful time to be able to get away and it's a wonderful time to be able to uh to play get your get your feet in the sand uh run around outside really enjoying yourself but there's also a real reality to a lapse or a lack of Summer uh engagement for students in work um there's a study that uh was done that in Children of grades three to five even prior to the pandemic that on average they would lose about one-fifth of their school year gains in reading and better than an order of their games in mathematics over the summer break some of that is natural for kids to be able to be out of practice and just be able to be removed but the the fact remains that time on task and time to be able to continue to engage in meaningful work is really important um our younger children are really are really prone to these uh opportunities for learning loss and I think this is this is a real key for us here uh in general kids learn a lot more in kindergarten first grade and second grade than kids in middle school or high school because learning follows a curve where it's accelerated early in life and then plateaus things like decoding letter knowledge and word reading skills are very susceptible to Decay without frequent practice as our math facts like addition and subtraction so it's critical for us to be able to take care of our youngest students and really make sure that those who might be vulnerable uh that they have an opportunity to continue to be supported throughout our summer months and and give them an engaging experience that brings learning to life so we're excited to say that we've got that in place with our K-5 summer Learning Academy this Academy Works to be able to provide acceleration enrichment and engagement for students through small groups small group instruction with with prioritized standards and skills through a workshop type model the academy is intended to keep students engaged in learning and prevent that summer slide it provided academic supports and math and reading for targeted students and as well as those opting for attendance enrichment was embedded throughout with steam connections for students as well we had about 60 students who were joining with us for that K to 5 age range and the dates went from uh mid-july through the beginning of August we had an outstanding staff and and two of them are leaders here Abe Amery and Christy Johnson Avis our math science specialist our math science coordinator for Canton Intermediate School and Mrs Johnson is our literacy specialist for the intermediate school so they worked with a number of outstanding certified staff and great tutors to be able to provide this program including Molly henneberry Cora much Carrie Campbell Denise Doria Megan wood Tracy reichen Stevie Giuliano Ellen raposo Lisa Frawley Brandy Scott Tanner Clark Riley Gaudet and Tyron Jemison I'd like to invite Aid and Christy to be able to come up and and give you a peek into what we saw and what we learned from the process and some of the thoughts that we have uh moving forward for this as well David Christie welcome come on thank you and sit right in front of the cookies sorry if you wouldn't mind going to the next slide push that so I will speak to the slide I just want to start by thanking you for giving us the time to report out on the Summer Academy and not only talk about the programming but celebrate some of the successes that not only our students saw but staff as well just to add on to what John had said you know really our goal in putting this together was thinking about not only preventing summerslide for students but also just being really mindful about how do we put students in a position to grow and close some gaps and we did that by really thinking about priority standards or key skills that students would need to learn and then grouping students based on where their needs were so it was really purposeful um and allowed us again to be thinking about that small group work and individualized instruction um and give lots of feedback to students in real time and so as a result of that programming we have some outcomes here to to look at and for students who regularly attended Summer Academy it was a total of 16 sessions um or Ela 80 of those students either maintain so preventing that summer slide or made rope in ela standards that we were targeting and for mathematics it was actually 95 of students who attended regularly either maintained or may grow and so when we look at this data we're really thoughtful about how a majority of our students were better positioned to tackle the demands of the school year um and just thinking about just specific performance data better suits teachers to kind of hit the ground running with students and support them where they are and where they need to grow I know just based on the data up here this is quantitative but another goal that we really tackled that can't be captured in numbers is building student confidence and we really were thoughtful about that in terms of students who need support in reading and writing or reading and math rather and don't always feel that success in what ways are we supporting and celebrating small successes and helping them set goals and meet those goals and by and large I think we helped build Independence and identity as readers and mathematicians and I think you see that more in a lot of the pictures that were sent home to families in our weekly newsletters and even some kids walking in in the morning and like skipping down the hallway to class during the summer so I think by and large you know thinking about not only the academic growth that we can celebrate here but also students being more poised to start this school year I'm feeling ready not only as readers but mathematicians too that's pretty Christy thank you here you wouldn't mind going to the next one so feedback is another important thing for us maybe doing my channel so at um the end of the academy we send out a survey to families and then to staff as well just gain feedback with that mindset of always what can we do better what what can we build on what can we add for future academies um so I captured some feedback from from two parents um we had about um almost 20 parents respond to the survey which was nice um every little piece of feedback is so important to us and we definitely use that information for future planning but I think the the biggest trend line and theme throughout all that feedback was how parents were so appreciative of having the opportunity to keep their kids connected to learning um through through all the activities that we had planned so through the math activities through the reading but also we had Parents comment about how much their children loved learning about space and the steam and then the social emotional learning component of it having having morning meeting having a closing Circle having time to do some movement um throughout that morning was really important so like thinking about the whole child so the feedback I think the main feedback from parents was that opportunity to keep kids engaged but also to make it fun for them and to Christy's point at the very last day of the academy we had kids crying not wanting to go home they wanted to come back that following Monday to the academy so I have an iPhone 8 so I wasn't fast enough to capture that picture but um but no that just I mean that was that picture in itself and that that scene itself just spoke volumes and just the hard work that the staff put in to make it such a special experience for our students and I think having it at CIS has been nice and you know boat building all buildings are nice but it's especially for our third graders moving up to CIS it gave them a really nice opportunity to to get their feet wet in CIS and learn the building and see some of the teachers that they were going to be seeing in the fall at CIS so that was really nice um but before we go to our next our next slide I really want to be able to celebrate these two and highlight how excellent they are um if you think about it they ran school for a little over a month a K-5 Elementary School of 60 kids um the reason that that kids were successful the reason that teachers were successful is because of the hard work that they continue to put in you can hear the the Poise the confidence the Excellence in in their presentation and how they bring their work forward um this is what we see and experience every day and we're really grateful for the partnership with YouTube and your leadership so thank you so if I could just say because I had the opportunity to drop off my granddaughter who's in the program Juliana and Christy and they were out there every day smiling faces my daughter would run out and wait until my granddaughter couldn't wait to go and truth be told she was one that was crying that said I can't believe I'm not going back I'm not going to see my friends and she was uh so I I wanted to thank you both for for the job you did there and my daughter tells me the progress that my granddaughter made was significant so it really does have an effect and you know very grateful that you sacrifice part of your summer to do that so thank you yeah it's a great opportunity thank you um so future opportunities as I shared earlier the feedback survey from staff and from parents is so important and something that's that Christy and I um when we meet with Mr Bishop and central office to kind of think about future summer academies we always go back to that feedback and and see what can we continue to build on and and improve and maintain so some of the highlights um we always our our Academy is built around the staff that are involved in it um so expanding our highly trained staff to meet the kids students needs this year we're fortunate enough to have staff members who are trained um with specific curriculum to support students who needed specific needs and so if you can keep that model going um and be able to tailor students instruction throughout the academy um I think we're going to see research says we're going to see the most impact and the most acceleration with their growth and and what they're doing the this year we we collaborated with our extended school year program and we look forward to continuing that collaboration I know Christy and I and Mr Bishop are really looking forward to meeting with whoever new director of people Services is going to be and really looking for more opportunities to integrate the programs together this year was exciting that those students joined us for the social emotional components so the morning meeting closing meetings and also this theme activities so we'll continue to kind of look for opportunities to build that integration because we're all one Canton family so there's no no need to be in two separate silos um and then as Christy shared she shared some data up there you know we'll continue to evaluate you know the needs um and curriculum needs and the learning needs of our students and making sure that we're putting the right staff and the right information and programs in front of them and then continue to adapt I think this year what made it so successful was we had a lot of highly trained staff members to be able to meet the wide range of students and Learners that we had and then the other opportunity that we started to look into like this past year we're going to continue to look into is how do we capture or attract the Canton Community Resources so the Reps at the rec department because we had a few families asking is there anything that my child could do from 12 to 3 or 12 to four so looking to maybe bridge that community outreach with with the Canton Community and see other other opportunities after the Summer Academy for these students to you know partake in whether it's Sports Camp or a day camp or something with The Parkers Parks the next apartment so we're excited we thank you you know thank the board for your support we thank the parents for their support obviously Christy and I are so grateful for the teachers for giving up their Summers and and it's and you know for next year you know your Phil you're you're more than welcome to come in and check out the work that's happening and it's so incredible for teachers to come in on their Summers and and welcome these kids and make the kids you know give them the feeling of wanting to come to school in the summertime so thank you both thank you any questions your thoughts go okay it sounds like a great program thank you very much putting it together and do reports and I mention my questions for John I think this was funded through the Essa Grant yes and that continues at least one more year am I right on that or not I think this is the year that we this was the end of our our timing for this and so part of the reason that we're going to be able to share right now is we want to be able to put together a sustainable a sustainable plan for this future we believe that there's value in it we see value in it and I expect to be able to show to you our spring to our fall data to be able to show that it holds we held off the summer slide and that's that's that's value for us so uh we'll be preparing a a presentation for you all to be reviewing for our budget buses it's a great question just to clarify um yes the grant is over so we used it last summer and then this past summer um we have not broken down the exact plus but we'll talk about those posts during the budget preparation period all right I guess it's possible there might be more grants out there as well because it's not it's an issue across the country it is and there are some some Grant grants that are available within Connecticut they're highly competitive and very selective in their populations as well so that's something that we're going to work very closely on be able to identify what might be the best way to be able to support this but we definitely see value certain type of program I'm trying to be attractives and those people that are Dole after grants scalable successful absolutely enrollment in enrollment was good and I'll let you two speak a little bit with it too the I think the issues that we found for folks feedback that we received was oh I wish we could have known earlier I wore I wish we could have known that there was coverage throughout the rest of the day because some some families needed to be able to have that coverage all the way through so that was a barrier the the challenge for us in advertising when it's going to happen is we need to be able to have staff and then we need to know our numbers and we need to know a second so there's always a little bit of uh um a game that moves back and forth however I think we are going to find things uh become more stable for us and as we move out of what what is the the Terror of covet and we have a little bit more normalcy for folks where they have the bandwidth to be able to do more in their summer time so we do expect to be able to communicate earlier and we talked about that earlier today yeah promotion is going to be important is there anything else that either of you wanted to be able to add to that and feel like I mean my question was this yeah everybody that got it that wanted to get in yeah yeah we didn't hit that's a good point we didn't hit our capacity we were able to operate we would expand based on whatever the capacity was um so to answer that point the answer Erica thank you oh good this time hey thank you for coming tonight absolutely appreciate you so well thank you yeah we'll see you at school sounds wonderful all right have a wonderful evening thank you all right thank you I wanted to provide a a quick tour of our CHS credit workout recovery as well um if you wouldn't mind just getting to the the next slide for us as well so uh last year we had a number of students that required credit request Credit Recovery opportunities um this year because we were able to be in person because we were able to support those um those personal relationships with students better we didn't have as many students who were in need of credit recovery experiences uh however we did have 15 students who participated nine nine different courses were were used throughout this uh what we're able to do with this partner that that we have uh called Apex learning is we worked through and we developed the entirety of courses and ensured that there was Fidelity to the instructional content and uh and the practices that were involved in this to ensure that students had were able to receive quality credit for the work that they were doing this was available for students who were just missing the bar for uh accessing credit within their classes and they had an opportunity to work with fourth grade staff James annunziato Amanda Bernhardt Tara Smith and Julie Monaco um this is the second year of this program we see successes in providing this alternative Pathway to support our students um and it was a great way to make sure that our kids can continue continue to move on in that uh direction towards graduation on the next slide that's something that's been ongoing we always said that right that's not a grant program that is not a grant program we did support Staffing under a grant program like that and the state has provided an apex learning this solution as part of their art of funding um and so there we're waiting to be able to see where the state is going to come so we don't know where that funding is either we don't necessarily know where that funding will be coming from yet okay now the state may be looking at things and saying this is going to be a great solution that we want to continue to support we're making good things happen all right good um RC rchs boot camp uh we had 14 students uh join us for this this was uh an opportunity to to work for uh kind of the ninth grade at orientation for students who needed that opportunity to be able to reconnect back with school we had several key staff uh Jillian latcher Matthew britzel and Jen zenu they work to be able to promote engagement social skills and academic preparedness um and this was great this allowed these kids to be able to come be able to have um a fun way to connect back into school to be able to do some school-based skill as well and then have that rolled into our ninth grade orientation so that they could they could look at that transition from middle school to high school and feel that they were very successful in them um any questions for me on on that end I just think these programs are outstanding and we can't afford to promote them so we're going to have to figure it out I guess a lot of Grants a lot of work a lot of hard work to be able to figure out how to be able to support this but this is we see the value in this for sure and we want to keep highlighting um the success of these um the the final piece that I would share with you all is our professional development and evaluation committee uh met recently and we were able to pass uh flexibilities flexibilities in the educator evaluation process which was allowed by the state this year we're very excited about what we're bringing forward this year uh for our staff it's it's it's similar in a lot of respects but what we've done is we've streamlined our systems of work to ensure that our teachers uh some of the um some of the laborious elements of adding information into a system that that was taken away so the teachers can really focus on doing the job and working on getting better our goal uh our bet is really on supporting the Improvement in teacher process uh and teacher practice and that will continue to support uh student growth and student learning so we had a great involvement from our administrators from our bargaining units and from our our committee to be able to work on this and we're we're thrilled we're in a very supportive position to support our teachers going forward so again coming back to this conversation of people wanting to be in Canton we're working very hard to make sure that we are supportive of our staff and support of our students through the work that we're doing foreign that's for sure absolutely thank you all for your support okay I apologize I miss Mr Moore Mr Moore wants to uh talk to us about a we're bringing back the Washington DC field trip booking table so you're going to find a very uh easy board tonight yeah right so go ahead and let's go back to DC thank you for your time all in favor uh no I so um as we all know we we paused uh overnight field trips um as did as did many uh in the midst of the uh pandemic and I believe that we are in a position where there's enough predictability all right this is still a part of our lives but there's predictability and and um skill sets and how we respond uh to to things where I think that we can offer something that requires a lot of long-term planning uh from both families and staff to leave the state go overnight and return to something that's both an important tradition to Canton and an incredible academic and social opportunity uh so I am uh partnering uh with a I'm exploring along with Tina Olson one of our staff members she's working with me to collaborate and find uh opportunities for the trip and as of right now what's been uh put into your packet is a proposal from academic and performance travel which is the company that we came to know through Rachel antonucci and her Florida trip um we've vetted several different companies some of you may remember we previously worked with Nations classroom not Nature's Classroom that's a CIS tradition that was also paused but uh nature Nations classroom and this company that Rachel introduced us to we actually uh explored with both of them different packages and different Partnerships and we strongly preferred the package put forward by academic performance and travel so you can see I've got some dates proposed here in late April a three-day two-night trip to Washington DC um returning to many of the sites and traditions that this community has known for a long time I think it is uh it's in direct alignment to our 8th grade social studies curriculum and it is an important developmental milestone for students it requires a great deal of social skills and resiliency and maturity to travel right beyond the easy reach of your folks and be overnight and be walking out there in a major Metropolitan City and taking in everything and students that have done a wonderful job with that I've had the opportunity to do this trip once in my time before it was paused and I think that we are due to return to it this is something I'd like you to consider the Improvement so that we can begin formally inviting families to plan and prepare for it so Jeff before we go to the board with questions because they really do but uh I pulled the board before this and the board has an issue and the issue is that Joe scheidler has to be a chaperone again he doesn't go we're not going to vote this thing in no you're right right right there all right let's get to the question to move this along so who is okay Erica um I'm thrilled to see that it's back on the table paper is there not over this one is shorter than usual it has uh it has been a four day three night trip and this is the one time that I'm proposing uh it feels most appropriate to do three nights uh three days and two nights so yes I'm I'm proposing a reduction of one day um for this for this one trip so my thought it might so different schools in our in our area and nationally are taking different approaches to the reintroduction to field trips right this will be an 8th grade trip that has never done a school overnight trip right Nature's Classroom is usually an introductory experience to being away from home for a couple of days and they are just in was it Coburn right and so they go away but like you're there these these eighth graders have not done that and I think that it's appropriate to take that into account in terms of the duration and experience that they're going to um some schools as rather explore the different options some schools are staying closer to home they're doing Boston uh or New York we explored in both Boston and Philadelphia but these different companies and quite frankly just the experience of what they will get and its alignment to our curriculum is not is not worth it so as I was thinking about different ways of balancing what the appropriate reintroduction to a pretty significant trip um given their their their previous experiences DC was clearly the winner in terms of where is it valuable to go and where will kids and families want to spend their time and money to send their kids um but that that one less day um it's exhaust right there's just there's so if that's the main the main reason and there's also Financial component by reducing a day this is a group that will not have had the opportunity to fundraise for two years which in previous years they we did two years of fundraisers so some students and families could mitigate the cost they could offset the cost by hundreds of dollars and uh with a shorter trip obviously I'm able to keep the cost below even what it was before as costs for everything is skyrocketed we can come in below where families would have expected it to be a few years ago because it's shorter right so there's a financial but also developmental reasoning okay thank you good answer we'll see your point Joe yeah I was going to ask the same question that makes a whole lot of sense Jeff um and it was two nights three days for many many years um so it certainly can be done chaperones teachers parents what do you have in mind my history with this is that the goal is to have teacher chaperones uh to do so you need about 13 staff with a 10 to 1 ratio with the size of size of a grade which in the school of Kent Middle School side size is um half of them uh right and so um I have not yet put up feelings for that right I anticipate that I know that this has support within the school Community but I also would be very empathetic if people would say look you know I love the trip the the bus the Close Quarters I I would understand if there's if there's some hesitation there but I think that things are going to be continuing to get better and I think that maybe even the reduced time makes it a little bit more attractive to get chaperones so teachers would be my first preference but obviously we will need to explore if I don't get to that 13 Mark we would need to consider where we would we would want to go next for chaplains but in my experience we've been able to get there and we I would certainly hope I can again so solution that was that was my question too when we got the board traffic over the week for the weekend I looked at it and I that was my initial thought too like gosh they're gonna go all that way but then I I actually dug a little digging in other districts are doing the same you know Granby's doing the exact same amount of time and then you're all your rationale makes great sense I'm just thrilled to see that it's back on the table because I know over the years it's been such a disappointment for students and parents too I think you know value the trip Mr Case do you want to say anything about this Mr Moore and I have had several conversations over the past year about to begin planning for this because we both feel how important um an educational experience this is um I've gone twice myself uh possibly I'll go again we'll see what April brings but I told you something we do that it's a it's a it's a great trip it's what our students remember from it's one of the high points of their time in Canton so I hope you support this so so my only Point comment is going to be every child that wants to go has to be able to go right I know the PTO is going to offer scholarships I don't want any family to be embarrassed to ask or uh any child to be embarrassed not to be able to go so that would be my own you know absolute in this statement every child that wants to go can go can you assure me that absolutely from my bone marrow I couldn't agree more right like this is a place that is something that everyone should be able to uh to go if they want to go and although there is the barrier of you you need to ask for help sure from from the bottom of my heart we try to communicate things both written important and in-person experiences uh this that's a judgment-free request right because we recognize that anyone could be in any type of situation at any particular moment great and uh through both your support and this really amazing PTO who've said a lot of great things about what they did today but I think still undersold how much they support Canon staff became Middle School staff and students um I can absolutely guarantee that we will get every child that wants to go and our goal is nothing short of 100 okay all right that's our goal thank you all right having uh everybody oh right you want to ask a question for chance Ryan okay um sorry thank you um okay so thank you this is a first reading for the board so the board will uh we'll we'll um in the consent agenda will uh we'll go over this is a first reading we'll bring it back at the 28th I think you get a sense that you can get going on this thing but I mean the process is the processes will vote on 28.

report card night on thursday september 29th from 5 30 to 7 00 pm thank you thank you and now we will i'll turn it over to the superintendent and cabinet good evening all um i wanted to first start with um thanking our nutrition services department i'm excited to be the twitter guru because i get to post all the pictures and get all the excitement and everyone's like oh what district is that um but um we've come a long way um and we set a goal um and under the leadership of ms stella i'm confident that we are on the right track and we still have a long way to go but we are not where we were last year so i am grateful um for that um also i want to announce that we do catering um so if anyone wants to hire us for your special event please contact the nutrition services department for catering um but lastly on [Laughter] she's like we have too many absences right now but you know we're going to get there okay but on a serious note i do want to um acknowledge um we are still having our hvac issues um though it was our goal we tried hard to um have a zero open work order at the start of this school year um we were not successful in that goal um we did as much preventive maintenance as we could but with the supply demands um staffing shortages there's a list goes on but there's no need for excuses but what i do want to share is that um to go over and beyond that we did solicit services for other suppliers directly to come walk our campuses and just say hey we're willing to buy the parts from you guys i mean they too said the same thing um we have parts but it's not the parts for your units um in an interim um we are investing in fans which i know does not help but these are just little things that we're trying to do we have communicated with our principals that in a minute um in the midst of inclement weather we can um allow our students to eat in their classrooms still under the ac so go to the cafeteria get their bills income we're trying to find solutions um but our goal is to continue we're not going to stop um we're going to continue to push our suppliers we're going to continue to try to see what we can do in-house to make this happen but we do want i just want to probably thank the multi department for the efforts that they have and just continue to ask for everyone's on patience and support but we are doing the best we can good evening i also would like to acknowledge our site administrators and staff for welcoming parents and families back to a wonderful back-to-school night i had the opportunity to attend several and it was great to see all of the people braving the hot weather to come and meet teachers visit school sites attend title 1 meetings and just coming back in in such a wonderful way i also want to acknowledge our ela eld tosa kimberly dom and our assistant principal of glaston high school althea zimmer who will be presenting um uh with laco tomorrow on how to launch and ethnic studies they will be part of a cohort with three other districts sharing about our path good evening uh board um thank you miss fish for uh introducing the parent round table i do want to thank last year's superintendent para roundtable uh because they said let's try it let's try to open this up and see how that works and so thank you to last year's parent roundtable this year we had we launched a couple of weeks ago we had a tremendously awesome time during our meeting and so thank you to all the parents that showed up we really really really appreciate all the comments all the feedback and all the questions uh that you gave us uh on that morning uh number two uh also a big shout out to all the school sites that have been doing amazing in this opening i got to visit azusa high school glaston high school and matp's back to school night and enjoy a paleta at mhtp and in this weather la paleta was was really welcomed and uh and good but it was good to see the parents uh to uh board member rodriguez pena's uh comments uh there was a huge turnout of parents at the high schools and so it was very um very awesome to to see that uh in addition to what norma just said uh regarding laco and uh inviting us uh to uh to a webinar tomorrow to share what we have been doing around ethnic studies so uh yes kudos to to uh uh kim kimberly dom to uh althea zimmer uh another example of how we're we're leading in this in this space uh but i also got an invitation uh from azusa high school teacher who has invited me to her ethnic studies course because we launched these courses this year they are ada g ethnic studies approved courses uh and so i'm gonna i'm gonna be able to go out and spend some time with her and uh these new courses so i appreciate the the invitation uh from our teacher and good evening board of education staff and community i also want to join the chorus of uh congratulations and and thank yous and high fives to our that administrators staff that have been putting on a wonderful start of the school year with our back to school nights i have been able to attend a couple i attended glaston high schools and ellington's and both of them were very well done very different um in in their approach but very well done very welcoming and i also want to give a big high-five to our teachers who you could tell have put quite a bit of attention on preparing their classrooms uh for the the parents and the communities that that we're visiting yesterday i had the pleasure of co-presenting with aea president meg savella and our director of special education aaron cramer was here in the audience on the certificated evaluation system the training was for our site association representatives and our administrators to review the evaluation process and answer questions the overarching goal is to make sure that all of us are on the same page as it comes to evaluation and looking ahead we have our dessert social next week this is an opportunity that we have every year to recognize our employees that have reached milestone years of service to the district and this event was held virtually last year and we're happy to be able to resume an in-person recognition of this event this event is this coming monday september 19th at 3 15 p.m in the sierra high school multi-purpose room i'm looking forward to a wonderful event and i look forward to seeing all of you there thank you thank you with that we will move to 10.0 general functions and we will begin with 10.1 presentation of programs and partnerships with citrus college thank you board president greer tonight we are very thankful to have dr schultz and trustee dr contreras from citrus college who are here to share some of the things that citrus in partnership with the district that greatly benefits our students but also the things that await our students when if they choose to go to citrus colleges the amazing things that await them when when they get here uh so with that i'd like to turn it over to uh dr schultz uh and trustee contreras thank you superintendent of its staff thank you for the opportunity to hear here about college partnership a little closer okay thank you make sure i'll use my teacher voice but um it's just a pleasure to be with you this week greg schultz i've served as the superintendent president citrus college july of 2021 board ortega thank you so much for this opportunity by the way we're hoping to make this a regular yearly before we come over into it but we're going to have citrus collaboration on little secretary josh maddy and as you all know i'm also the principal at center middle school here and this is the unified so i have many hats and people that know me growing up i still have many hats so thank you so much for this opportunity so we're going to go a little bit back and forth on our presentation today just to share a little bit more about college's unified partnership and how it's all work thank you so since i've joined the campus college of july of 21 i've had the opportunity to meet many of our faculty staff at student course but also members of the community our educational partner tonight we want to briefly share some highlights from things during the past year citrus college and certainly we're excited to share about our partner with this business but before we begin about all our partnerships let's start a little bit about the history so uh a little bit about the history it was founded in 1915 by floyd s hayden um it is the hundred it was the oldest community college in los angeles county and the fifth oldest in the state of california citrus has a beautiful 104 acre campus that includes 44 buildings and seven outdoor athletic facilities we proudly serve almost two hundred thousand residents living in the communities of guardi monrovia bradbury azuza glendora and claremont and as well as some slivers in small portions of pavina irwindale pomona sandimus and the bird okay well we'd like to share um some recent honors and these are our things that thanks to the faculty staff and student of citrus college uh citrus college has been recognized uh first we were named a military friendly school and military-friendly spouse school something we're very proud of we have a veteran on campus the college received the equity champion of higher education award helping latinx students reach their goals including free completion transfer but the college earned a higher education award for the arts schools network for supporting arts education k-12 schools and uh for being one of one we were one of 150 community college in the nation invited to compete for the asp college this past january we had our accreditation we're accredited by activities um our accreditation was the firm for seven years with no finding for recommendations for clients which was outstanding news that's the best possible out we could achieve we're excited about that thankful to our instructors staff students next i'd like to hear a little bit about enrollment after experiencing as so many of our schools have adjusted particularly with the pandemic um citrus college we're starting to start grow at fact this fall as the this morning we have ten thousand seventy seven people fall semester we offer many in-person camp on campus and first classes in fact we've had more students choosing to take their classes on campus than these best past five for the past two and a half years we still offer a significant presence online so lots of online hybrid course what we've tried to do while encouraging on campus class services is listen close follow data from where our student express they're there whether any of our students want to learn maybe working adult learning students so we're working hard to do the best both on campus and online and as a reminder it's very very affordable high quality so cost of college is 46.3 for students in addition have a robust financial aid department uh where we're able to work with students and uh help them qualify for federal financial aid so not loans but just uh financial aid assistance take access during college they uh move on to career for four year college university and best of all for our azusa student first-time college student those coming right from high school or perhaps those coming military service or from work they're a first-time college to control twelve more units they can have two years of college tuition for the promise program we call it the citrus college program but this is a this is california college wonderful offered and it's such a great way to get a quality education incur college debt that's good for the student good mom dad i'm a dad who had a student attend a college and transfer first so i i know that first for all those moms and dads that just yes 46 that was not a misfortune not just 46 a unit and for my friends that have kids going to college that would be a welcomed uh a welcome number people are writing checks all of a sudden versus getting low so definitely take a look next i want to speak a little bit about uh diversity equity inclusion we have a lot of great uh things concurrently going on at citrus in 2020 citrus college established a dei task force the purpose of our diversity equity inclusion task force is to understand how we the faculty the staff the students and as an institution can actively influence the social change needed to make an impactful difference in eliminating eliminating structural race while promoting diversity equity and inclusion the diversity equity inclusion task force has focused on developing and implementing a wide array of initiatives and measures designed to lead an improved college culture of equity diversity and inclusion in april of 2022 the college hired a director of dei ms aisha thomas that was a step and that was one of our also moving on from diversity acting inclusion we've also focused on mental health we have a robust health center on campus and many services available students employ we also recently hired a mental health supervisor nadine henley to strengthen the mental health and wellness resources available to our campus community right it's it's all exciting for us but this is a really good part fuel enrollment let me back up a step um i mentioned that i started had the opportunity to serve citrus college beginning in july 2021.
