so we will go into that building so um that's one item that we had talked about um next slide so stage three limits the occupancy to 49 occupants for a single means of egress that would be the center line here stage three which is approximately 180 days from january to june-ish um talking through limiting the occupants so that there's only one means of egress out of the screening room so going to the next slide we're highlighting on this page the ownership of the buildings so true property lines tend to follow ownership lines this is not the case here there are very many long lengthy legal agreements that the michigan theater owns the michigan theater the existing screening room and what will be the michigan theater restrooms within the 630 building so though there are property lines the ownership and operation will be concurrent through the michigan theater next slide please here's kind of a zoomed in portion we talked last time about the potential for exiting through the michigan theater restrooms there's a little kind of nubbin to the south north east of the michigan theater and next to the screen room and michigan theater restrooms that will ultimately be available during this time of single occupancy so then there would be two egress points one through the michigan theater lobby and one through the michigan theater restrooms both would be operational at that time they would not be under construction and then this is the slide showing the existing screen room once construction is complete so one of the reasons that property line did not jog around the existing screening room is because today there is a property line between the machine theater and existing screen room already and if we were to jog that in its final condition we would be asking you to approve this for the entirety of the life of the building where the egress would go back into the michigan theater we don't believe that that's the best egress path for the existing screening room we're only asking for temporary means during construction and we feel that it's safer for the for occupants to exit back through the michigan theater lobby than through the construction site so the property line and ownership diagram are varied because we think ultimately the existing screen room exiting through the 616 building is a higher level of protection for the occupants in the screening room next slide please okay so this is the submitted document on how you egress out of the existing screening room we have added the red line that takes you through the restrooms so the new construction the 630 building is a type 1a construction it is a higher construction rating it has a three-hour support system and is fully sprinklered so it is kind of as you exit the existing screening room you will have a higher level of fire protection as well as construction as you exit and it is still under the 250 feet maximum travel distance to the exit next slide so travel distant distance exit for an assembly occupancy and sprinklered buildings is 250 feet we vary between 141 and 214 based on a few paths so i highlighted this path which is go ahead to the next one you're good 214 through the michigan theater lobby from the back side of the screening room and then the next one would be 210 if you went through the restrooms on that path and then the next one is 170 if you went through through the existing screening room and through the restrooms on the other alternate path next slide occupant load so the occupancy of the screening room currently as it was designed was 257 occupants we're asking to limit 49 for this temporary use for the 180 days for construction we are willing to remove seats cover seats block seats off kind of discuss how that if the building board of appeals has a as a recommendation on that how how that is covered with the world of covid and all of us wearing masks today maybe we don't want 49 seats in there because we might want to spread apart a little bit so that's just something to keep in mind next item so moving to the next portion of the staff report is stage four egress through the construction site so this is when we have one exit onto the 616 property and we kind of regain that larger occupancy count so next slide i know the staff report had stated that various egress routes was fairly vague it will be important for the construction team to understand with timing what is the best route and i can't draw that on the map currently because we won't know as the phasing and the timing happens until we get closer what that route is but i'm certain that the landmark construction team would be happy to submit that to to the building department for review and we will follow the chapter 33 safeguards for construction as pedestrians and and occupants of the building egress through that out to the public way next slide safeguards during construction chapter 33 outlines chapter 33 is established that reasonable safety precautions are to be provided during construction and demolition to protect protect the public from injury and adjoining properties from damage so ideally you would not have any issues with the safety of the occupants of the screening room exiting through the construction site when these routes are in place one of the reasons we're asking for the 180 days is because we are not feeling like it would be safe for them to cross that construction site until that time so construction has said that is the length of time we need to make sure that we feel comfortable providing a clear path lighted covered protected that no one would get off the path and be in a dangerous situation again we have the letter from rus stating their support so that we do not close the michigan theater and then next slide in conclusion we feel that we propose an equal exiting plan during construction that would allow safe egress of the screening room occupants the first part is not exiting across the construction site during unsafe times which is stage three and exiting through the 630 restrooms increases the fire safety of the occupants as they egress within the type 1 a construction and then exiting through the michigan theater lobby does not decrease the fire safety of the occupants as long as you don't imagine that it's a separate building because it's not if we're taking out the horizontal exit the exit passageway we're taking all that out of the discussion and just saying we're exiting through the same building that doesn't that doesn't come into play so it would still remain as the same fire safety and then item two exiting one exit through the 616 construction site once safe following the chapter 33 minute michigan building code safeguard requirements and keeping one exit through the michigan theater allows occupants to exit in the direction that's most safe in the case of emergency during stage four and then if actually will you go back two slides and then we'll go into the last two slides if there's questions about exiting thank you okay does the board have any questions could you go back to the page 21 slide that talks about stage four yes um the the yellow bar that represents the temporary second egress screening room what does that terminate on because it shows it as part of the finished plan i went by the site this morning there's a there's a fence that basically and obviously an excavation but there's also a fence that seems to come right up to the backside of lane hall so if if that yellow line egress was deployed would it exit onto an open and unobstructed clear path to the sidewalk yes so my understanding is that the fire lane will need to be operational to get the tco of the 630 building it will and so that is the fire lane that dead ends to the 630 building so they that is actually the main egress point that exit point will be the final exiting point for the screening room to come out of the building and then they'll be able to use the fire lane to um to walk to washington street so yes it will be a walkable protected path and if there is construction overhead there would need to be construction safeguards for protecting people along that path okay and then um there's a means of egress from the northwest corner of michigan the michigan theater that that leads to an open alleyway does it that's it that's correct yes is there a reason why that yellow bar couldn't be down the uh i guess the north wall of the michigan theater yes and i think the idea that i highlighted this yellow bar was this is the final exit path i wouldn't say this is the only exit path that they would have i think there's a chance that this yellow bar could go straight to washington for a year and then they all of a sudden need to finish the lobby and then it goes to towards the parking ramp with the protection i think there's various routes from the exiting of the screening room to six to washington street that will be provided um when as construction allows because the they're going to need to finish this level one at some point so exterior walls are going to start showing up cmu is going to be installed on one side and i think can i i know construction is going to have to have various egress routes over the course of this year and a half so this yellow bar is not to represent um the only path it's just an optional path and the final path which makes it kind of the easiest route to show because it'll probably end up being the longest standing route allow the route that they use the most i have a question about the egress path that's going through the 630 building will those restrooms be built out at that period of time are they going through that or is that going to be a shell space and the fixtures will be put in after the other means of egress is set up it'll be built out completely operational currently the restrooms are to the left-hand side of the existing screening room and to demolish that building the 6 30 restrooms have to be in full operation for the michigan theater to continue operating those the existing doors that are in the bathrooms right now as are those not swinging the wrong way for fire egress um so the doors going into the restroom from the screening room are swinging in the direction of final we'll call it final design so that way there is no egress across the property lines which is one of the things we talked about in the building board of appeals about a year and a half ago was that each building has to egress itself in its final stages and then you didn't want to block anybody in we we had the idea that you could fire shutter down and the building board of appeals at the time said well if i went through that door and everybody's panicking i might want to go back through it even if i find out there's a fire on the other side if you give me a fire shutter i might actually start to panic so those doors are currently swinging in the direction of travel for the final but it doesn't say that we couldn't switch door swings throughout construction to allow for the um the varied egress paths that are happening during the the two years and that's just the new construction area that's just a blanked off area right now there's no restrooms there's no nothing right there correct so when we're exiting through the uh kind of following on bob's point about exiting through the the 6 16 building that's under construction the remainder of the path is that going to have egress lighting is what is the what is the you know at night i think mostly it's going to be activated money is there going to be those provisions out there yeah i believe the provisions require overhead protection if there's work above walls that keep people from going out and then lighting um and i think there's some other requirements as well i'm sorry i'm blanking on that i don't tend to chapter 33 do that but yeah we would follow all of that and then if glenn wanted us to do something i'm sure that the team would would add it just to make sure that those occupants are safe when they're egressing because it is it you know as somebody in a screening room and then a fire or something happens and then going out you want to make sure that's a clear lit path that people feel protected going on so we've talked about the fire suppression system being being active in the screening room what about the fire alarm systems between the 630 building will there be some type of device happening in there if somebody's in the restrooms and the alarm goes off that you know people are going to be you know i don't know it's possible to connect those things but that's a component of it is the fire alarm as well yeah so the way they'll work um which was part of the previous building board of appeals is all the doors that are connected between each building will close automatically regardless of which building which buildings alarm goes off so if the michigan theater a building alarm goes off all those doors at all those property lines will automatically close so um i'm not there the alarm probably will not go off the alarm will not go off in the 630 building if the michigan theater's alarm is going off but those doors between them will automatically close regardless of which side is happening that'll be far enough along that that'll be operational by the time that they need that to be operational correct i don't believe that the building department would give us a temporary certificate of occupancy for those restrooms unless the fire alarm was operational so and you're saying at stage four the occupant low your requesting would be back up to the 257 versus the 49 correct because we would have two means of egress one through the construction site and one through the michigan theater lobby question board have more questions you know it does seem like a something that the bba would be able to the process should go to the vba because it's not going to be written in the normal code about the unusual circumstances like this correct tonight on there about i can be certain construction but yeah and i think one of the things that complicates this too is the existing door between the screening room and michigan theater and then the previous approval of the 630 crossings so that both of those are we'll call it outside of the true black and white portion of the code and since they've been previously approved since the michigan theater operates all of these as though it's one ownership the property lines to me are a dashed line on a survey and not truly the intent of the code property line scenario here so if they you know if their variance was supported it seems like we'd want to have some type of temporary co at the beginning of each stage by the building department so the building department would require if any use of the 630 building they have to have a temporary cfo to obtain that temporary cfo they would have to have the complete shell done and have to have the suppression alarms all in um you know there's there's quite a bit involved while the whole building doesn't have to be done on the individual yeah apartments uh to get that temporary they have to have at least the floor above all the main items done and the safety factors put in place for any type of tco for the 630 building for this it's not just the minimum of finishing the fixtures on the first floor and that would be true for the 616 building before the other way went through the other egos is going through the yes that is correct yeah so is that achievable a temporary co as far as having other things in place for the 630 building on the 616 building before those uh before the before the stages change i think that's absolutely achievable and that would be something that we would we would work with the building department on and the fire department and it seems like you know we'd want to have probably additional you know fire inspections or some type of inspection to make sure that the everest path is clear during consequent between temporary cos that the egress path is clear there aren't obstructions that the things are working this are supposed to be working you know i don't know if that would be monthly or what periodic that potentially you could be at but that's actually building would be looking at those exit ways if allowed for any use during construction so if they called for an inspection it would happen but if they were between inspection periods you know would that still occur or could the building would build them facilitate that we would work with them as best okay yeah okay and checking those exits yeah yeah um the difficult part is is during construction if the exits want to be changed and if we've approved one exit and they want to modify it you know that how often is that might that happen yeah uh-huh it seems like we don't want to tie it to any change in the sequencing of the operation the occupant mode the that's what it seems exchanging between those sequences is uh the path or the occupant mode anything like that would definitely have to get like a different temporary co or an updated temperature or it's it's a very unusual situation it is yeah uh very few jurisdictions will ever come across this in michigan you might have them in in larger cities uh not and not on a regular basis yeah yeah it makes me think of like a hybrid construction when the lower floors are occupied and then top's not done yet but that still goes through a process you know and that's a single building not not multiple different properties but but it seems like measures like that could make sure that they're ensuring that the egress path is clear the billings are safe you know to make that happen if that is the concern and the alarm systems are working that works at the time of inspection yeah yeah here we have the human factor that comes involved in construction yeah um yeah and changes that may have to apply yeah you know um i'm not sure uh they'll be able to call us right now we're making this change there might be a little bit of delay in that you can work with them as best as possible but you have factors involved in construction so i mean it would be that i guess if the systems aren't operational it means that maybe that screening room's not used at night or something if something's physically not working you don't have a ceo for that day or you know uh i mean it's completely possible for the building department or the fire department to shut shut this down if it doesn't work to the to the agreement that we're making today if we make an agreement so that's what i was thinking if there was a periodic inspection once a week or something like that that you would be able to check on that there there's kind of an honor system there but you'd also need to also be a check that yes the things are operational is intended and they're not you know yeah i think at minimum if they're looking to change the way they're doing things they would i would want them to submit it through a revision process that i'd have my plan reviewer look at and then we can address it accordingly yeah and i would only see that as the various egress routes through the through the construction and that's a year and a half long so i can imagine they're not tearing stuff down and moving it every week so i think that seems like a reasonable process so you'll submit an updated sequencing plan we're showing the egress the fire ratings what's alarm systems are working i think that could be worked out or at least a a check-in phone call with the construction team that says this is the plan for the next six months so that the inspectors know what to look for so would we require them to turn in a sequencing plan could you talk into a certain time would we have them would we be requiring them to turn in a sequencing plan that would be appropriate yeah an overall sequencing plan up front and then each time they go to the sequence you would say here's what's changing here's where demo english were changing and you know status of construction i think that would i think that would help the building department the fire department understand what's happening and then it would be a piece of paper to point to to say we agree to this rather than a building board of appeals meeting note that happened two years ago i think that seems like a fair statement i'd probably be the one making that so i guess i'm committing myself to doing this any other questions or ready to make a motion or try to crack emotion yeah i might add one thing would you mind if i sorry um if you would please um indicate which item allows the peel to go forward um there are three construction yeah if you want to make sure that you clearly identify which which item will if it doesn't apply if you prove it yeah yeah identify which item yeah allows them to be approved okay thank you so i'll advance emotion to but i can't i can only do so in support of the stage four part of the project and the reason for for that at least for me is that i think that there are just too many dicey operational issues that that with stage three that rely essentially on one exit and keeping keeping an occupant count within 49 people and the reason i could support advancement emotion for stage four is because you have a second means of egress so i'm going to proceed on that basis with emotion i'm sorry i'm going to proceed on that basis with emotion um is it possible for me to make a note and show the rest of the slides and show an option for stage three that we haven't talked about sure let's slide back up for stage three deborah these stage three does two have two means of egress there's one through the restroom and one's back through the yeah but it's basically down the same passageway there's an element of a common path of traveling issue yeah so if you go to yes so come in path of travel here if you go to the next slide one of the things that we looked at is actually constructing a temp wall about halfway through the screening room to really limit that that occupancy i know glenn's report was very uncertain how you could limit 49 occupants in a room that could fit 250 so pulling that wall and then also pull it putting a wall on the corridor as well so that you're now doing a ramp within temp ramp within the space taking out seats that allow to be closer to that 50 number this slide shows exactly 60 and then keeping that egress route um to uh the same point coming around those seats and up and out the exterior there and that would still remain in the in the egress uh distance so this limits that occupancy to 49 in a much more we'll call it condensed room with putting up what i'd call a 5 foot wall so that the projector screen still hits the screen we're not constructing a wall that goes to the roof we'd be constructing something that that blocked people from from getting to the other side um and so then that gray area would no would not be occupied during this stage three portion as a means to reduce that and that helps with the common path of travel it does help with common path travel so common path of travel would be remain under 75 feet to the point that you get into that corridor and you can go either direction through the lobby or the restrooms and without that partition the common path of travel is pretty high that's twice that probably it is about twice that that's why we were trying to use that egress um the exit passageway for the corridor previously so um but going back through the lobby is really what is the issue and using the ramp is really nice to have the ramp that's already existing for the accessible route but it is hurting us in our common path of travel standpoint so instead of constructing a temp stair at that corner this would be constructing a temporary ramp this is a much more intrusive plan to the theater screening room but as temporary and in an effort to keep the screening room open um we're entertaining this and i will let russ say a word or two of just why he we want to keep the screening room open if i may so we have an agreement with the builder that if they close any part of the building they pay us a penalty so keeping the screening room open is not a matter of money for the michigan theater foundation we have just not a surprise to anybody been suffering for two and a half years of cobit where audiences have stayed away from public gathering spaces the michigan theater has an extremely strong safety record over my 40 years of stewardship of the michigan theater foundation i'm a little distressed that there's concern that we would not conform to the limited capacity that would be required that's something that we've done for 40 years in the venues that we've operated we've operated within the legal limitations of the capacities for each of the rooms that we have we have offered to take out the seats so that there's only 49 seats or take out the bottom of the seats so there's no way to sit in them the reason that we want our customers and staff to be safe again we have an excellent safety record we would not put the audience in risk and if there was a day or a week that we had to close the theater because of some kind of construction dynamic that would threaten that we would certainly do that but we are trying desperately to reconstruct the community's confidence in coming back into public performance spaces we require masks we require vaccinations we are about public safety in our venues i deeply appreciate your excellent minds thinking through those issues for us you're the experts in this particular area but you can be absolutely assured that we are not going to cheat we are not going to butch we are not going to do anything that threatens the safety of our staff or the customers the michigan theater is operated that's the michigan theater foundation has operated that theater for for 43 years and i've been there for 40 of it and you can go back and check our safety records and keeping the screening room open every possible day allows us the flexibility to provide the diverse programs this community demands it also is a place for cinema because the two things that we do are live on stage productions that can only take place in the historic theater and the cinema that takes place in both the historic theater and the screening room if we lose the screening room we will probably lose the ability to show films at the michigan theater for up to two years after the construction is done and that's because that's the way film distribution works you either have the capability to service their product or you don't have that capability and you lose that opportunity until you can convince them that you you will be back in the game on a regular basis so we pledge the safety of our customers of our staff we pledge compliance with the restrictions that are required we are quite satisfied with the way that the owners that that are adapting this to make it so that we have the full and complete understanding of how to create that safety how to modify when the safety is needed and i'm a little hurt but who cares that there's that that there's anxiety about us complying because if it was just about money we just close the state we just close the screening room and have them pay us but we have these bigger missions excuse me driven i'm sorry you feel hurt but we're looking at this from a slightly different perspective than you are okay i mean i i don't distrust your veracity or your commitment to safety or anything like that not at all but again we're looking at this from a very different point of view and you guys are coming in asking for a lot in terms of what the building official is being is advising which is no way no how and we're looking to try to find a way to make this work i appreciate that good then please continue well that's it i mean that that's the only the the the the the two things that i wanted to point out is if it was just about money we'd close the screening room and take the checks from the developers this is about working in the best way we can in the safest manner that we can to continue the mission and and the the service that we provide to the community and and having that screening room is a key part even in a reduced capacity it is extremely valuable to what we do when we had to close the state theater for cinema exhibition we added a small theater into the cadillac building again so that we did not lose the consistency of being able to service the product for the for our film program and this is a very similar kind of situation and again i'm extremely grateful for your volunteer time i'm extremely grateful for the expertise and care that you share and and that you commit to this so thank you thank you very much i my uh my my anxiety to um uh as we've been through with the architects um how this might work and as my understanding has grown and my expertise does not meet your expertise i can't i can't honestly say that but this is this is an issue that obviously involves safety it involves correct operation to maximize safety and the other issue is it really does affect our mission our ability to serve the community and and and a to a certain degree the future of how we're able to continue to operate this community asset so again thank you so much um for your your cons you're careful consideration and it's it's very very meaningful um and uh my my only little bit would hurt was like well i don't know if those darn theater operators will will comply with the specifications and i i got to tell you that we absolutely will and we're happy to have any kind of inspections that are are needed to verify that we would be very very open to that so again thank you so much all right thank you any other questions from the board or from staff can we go back to the slide that you just sprung on us sure i had a feeling it was going to go that way so i'm not going to lie i spent a good solid like two days reading the code and trying to come up with the best solutions and i feel like based on the last report that we got from staff this really does address some of the concerns about limiting the occupancy to 49 is limiting that area and really reducing the number of seats and then it also addresses the common path of travel issues so there would be less than 75 feet common path of travel until you had the point to choose between the machine theater and the restroom exit is there um is there a drawing designation for this somewhere in the blind number i don't see yeah drawing designation well i mean something that i can we can refer back to is in the motion oh in the motion um do you know can you tell what page it's on it's the last page the last page of the presentation [Applause] want a hard copy does that help what do you need for a record we can submit just this plan after the after today as part of the meeting minutes if you would like so well while we're looking at this so the portion that's shaded in blue is going to be the active 49.

um the classrooms I found originally uh was provides million millions of dollars to provide um teachers Sellers and benefits uh compensation increases again that proposition is approximately six tenths of a sales tax on um educational sales tax on on on Arizona residents so and external businesses that do business within Arizona last year Governor juicy signed a legislative Amendment modifying the distribution of this fund and creating a little more opportunity for different different classified groups or certified groups excuse me we met with our meet and conferred team and Miss Martin's we'll go over a little bit of what we decided to add in terms of our classroom site fund plan thank you Mr Moore good evening president Kayla our vice president Anderson and members of the governing board so our site fund pay plan is something that we address in the meet and far process in Higley every year we talk about a lot of different items that relate to economic issues non-economic issues as well as what we traditionally called housekeeping and this is a big portion of that during my time here this is my sixth school year the team has been interested in having that classroom site fund portion of those 301 dollars put onto the base salary and unfortunately we've not been successful in that up until this year if we recall in the spring the board approved the ability to do that for the first time for this school year in which we added 3 500 into that area so as we addressed that more we also worked on the actual pay plan and we have a draft of that I'll talk a little bit more about that here shortly but as we looked into that plan we also then came aware as Tyler Mr Moore mentioned in regards to some of the initial off-cycle issues that were coming up in new dollars and individuals across the state wanting to re-meet with their administrative teams or their meat confer process to address some of the new monies that were coming in so in August the mean conferred team the certified side asked for us to meet again and we traditionally start late August or September so it wasn't necessarily off cycle but they wanted to share some of the information that they were hearing across the state with their fellow school districts and colleagues with increased salaries that were coming last year Mr Moore did a great job in our meeting for process sharing how Higley is unique there are dynamics that we have to experience that a lot of other school districts don't experience and a big portion of that being our Middle School leases so as they reapproached us this year to talk about what's been happening across the street and pardon me the state and seeing the increases they asked what could Higley do we reaffirmed those same concerns as well as the fact as Mr Tyler has done and talked to us about is our board pardon me our bond presentation and the fact that we're looking at going out for money and until we're until we know what that's going to end up being wanting to be conservative in that process however we were able to discuss that through that the 301 was a great resource in which we could look to increase and we also reminded individuals that we did a good job analyzing the salary data and budget data in the spring into where we were able to give High numbers at seven percent where a lot of the districts around us did not they gave two maybe three percent and so when they came back with new proposals this year those proposals increased them then to maybe seven to ten depending on the area so last year when we initially talked we did talk about adding the CSF portion into the base we also talked about increasing it a little bit so it had increased by 300 from the previous year before initially coming into this year as well as the fact that we talked about shifting components of what had traditionally been the pay for performance part versus the classroom site fund part as well as the evaluation component as in the district grade area so I'll talk a little bit more about that so as I go into a draft of that um we're still working on some components but the board will see likely in the November meeting a request for an action after the the vote has gone through the hea but they'll see the actual plan and it's going to change quite considerably because of the fact that we've done not only the adding to the base we've separated and changed the pay for performance section but we've added what we've called a retention supplemental in addition to that we've had information related to psychologists specific and that had previously been housed in another document with a little bit different criteria but at the core it's very similar so we thought well why have two different documents why not Encompass it in one especially because we're looking to provide some consistency in the overall picture so that's what brings us now um in when I get to a further slide I'll explain a little bit more but as we we thought the process and had some additional discussions we're now coming back to you with additional information um to then increase it and I'll turn it back over to Mr Moore yeah so let's talk about how we can afford this um my expertise here uh I provided some graphs here to show a little bit about this fund and again I mentioned it is sales tax um generated and so when you look at these numbers these are not budget numbers these are budget but numbers that are derived from sales tax revenue and you know how sales tax absence flows so but you'll see here in this graph this is a eight year representation with fiscal year 23 being estimates but you know living and being in Arizona sales tax has increased as our residents have our population has grown the number of individuals in our state has increased and so you're going to see sales tax in sales tax increase um it was relatively flat up until 2021 um and FY 22 you'll see husd's expenditures decrease which was our prior fiscal year that was a correction in our classroom site fund plan which should have been previously addressed but we had a number of positions being paid directly from that fund um husd has in our plan has identified that fund being just purposely built for our base pay and performance pay and now it'll include a retention stipend component so that reduction was a reduction in removing those positions out of this fund and putting them back in the operational fund where they should have always resided um you'll notice in fiscal year 23 the revenue continues to increase so the estimated amount of sales tax and I'll get that to that on the the other slide um has continued to Grise um and so that fund has continued to grow exponentially whereas our expenditures have grown modestly so we are looking to address that with this proposal um and what we're preparing to propose um in the further slide so moving to slide five this represents the dollar per pupil amount that this fund generates and again I'll repeat the same but sales tax generated so this number is derived and calculated by the state and given to the district and so we take this number take it by our ADM our average daily membership at the 100th day and this gives our budget number and so that that's how this number is derived here when you look at Revenue so you again you'll see you'll notice the same thing but you'll also I do want to point out that you'll this fund is um contingent on sales tax and so it can fluctuate um On Any Given notice um you'll see in fiscal 23 we are already seeing a decrease in that pro-pubal amount and so a lot of this proposal and what our plan is is including and why we didn't go and try to spend all this money is because we want to be conscious and be able to provide a sustainable resource for our teachers we've talked about putting this money in the teacher's base and so on an annual basis we want to be able to provide this consistently and not have to reduce this as the tax sales tax revenue Ebbs and flows so our proposal this is our pay out a historical payout from this fund and so um over the last eight years it's essentially increased the one blip in 2019 was a plan and Mom can elaborate on this but the district did pay out um what was it longevity correct me from no it was prior to my arrival the previous board had approved uh departmental stipends as well as leadership stipends to potentially come out of this fund so it looks like for that one year it was budgeted and then some of that I think has to do with the transition and finance individuals and then as Mr Moore had related to the group that wasn't an appropriate fund for that to be paid out of and so that did get fixed are some of them I'm sorry president Keeler are some of those decisions derived from just what's going on with the school district and economy at the time so they just start pulling other different funds to pay for certain things or those actual mistakes that are being made like with the teachers and these things so as Mr Moore mentioned he's the expert in finance however when I arrived here at the district um I think there was a different philosophy in regards to how those dollars could be funded as Mr Moore arrived he helped to clarify some of those expectations for us in which there were individuals that were being funded out of certain accounts that should not have been funded I think what had been relayed um to the group into the team is that there were a certain category of individuals but as we did for the research we discovered it wasn't the right category of individuals um so you could look to pay for new teachers in there to some degree because of the fact that you know it lessens classroom size but what we were discovering is that it wasn't new teachers that were paid out of that fund it was other classified individuals again going forward we've now worked collaboratively with our meet and conferred team and being transparent with this process and so um you know they've have an understanding of two one how this fund is is funded from a revenue standpoint and what we're doing on the expenditure side um and so that transparency has helped get us to where we are today in terms of proposing a a nine thousand dollar essentially um expenditure per teacher and other certified staff for um from this fund so with that I will turn it over to miss Martz thank you Mr Moore so you'll see on this chart where Higley is at compared to our neighboring districts um the asterisks are ones that have recently been approved with the new dollars and revisit of salary increase for this year where ours is the double asterisk because we were initially again at the 3500 that we went into the start of the school year with and we are proposing an information item tonight for vote on the next October 12th meeting adding two thousand dollars as Mr Moore said with the increase within this Fund in this budget we believe that this is sustainable not only for our certified teachers but briefly we'll move on to the next slide and show the um the educational professionals on there too but we know that there's been some concern about whether or not we should look at that even more but again we've got lots of factors we have lots of increased individuals and components to pay out of this fund so we think that this is a reasonable amount and when you add this number on average for our existing teachers and they would put them at about a 10 increase for this year and our new teachers in about an 11 increase because we increased the base last year coming into this year at that seven percent too if you recall so going on to the next slide you'll see in there that it's important that we also look at our other certified individuals that are non-classroom teachers um ranging from our counselors to our district coaches to our various educational professionals and occupational therapy social Works slps physical therapists in which we also look to propose at two thousand dollars for them again last spring the board approved 300 because these salaries at the base level have traditionally been higher than our classroom site teachers so you'll see there where that matches in terms of just for us at Higley we still lag in some of those areas across the district but when we look internally we feel that that's a reasonable amount an equitable amount to provide slide back one slide for half a second I think one of the important things too that that with conversation that happened with meet and confer is what Higley has done for compensation pretty much over the last two years obviously there are a lot of uh conversations as this additional funding came out some districts came out and did large increases and historically they had only done two or three percent either at the end of the year or the year prior when you look at the last two years last year you approved the seven percent the year before you approved five percent so while other districts were doing two or three percent Higley had been working really hard as you know over the last several years at our budget and all of the things that we have to be able to provide as much compensation as possible so that we truly had been given when you add it all up over those last two years more than what other districts were trying to give at the time so when you look at that plus what we're proposing here Higley in when we look at where we would end up is is far more competitive than we have ever been in this area and I think that's an important component for us to look at is the work that's happened over the last couple of years in Higley that for Teacher compensation and ensuring that it's sustainable long long term and ongoing thank you Dr Foley that is accurate and something that we have noted in our meet and confer process for our employees to let them know and even when you look even beyond that in looking at the governor ducey's 20 by 20 our first year in the Higley District we actually did give 11 versus the 10 so when you really look at the average over the course of the last six years we've made some large strides in this area in addition to many other areas I think we've done some great work um and this is just one piece of that so looking at the October 12th we will be bringing an action item to add that additional 2000 for that CSF allocation in terms of the certified salary base and then the actual pay plan um we initially thought there was a potential of being able to bring that pay plan um to the 12th but in the mean confer process we affirmed with them that they are unlikely to be able to get their membership vote prior to them so we're probably looking at either November 2nd or November 16th as they'll start to communicate more information related to this draft plan to their members and hopefully vote after the fall break and then we could look to vote here at the district and bring it to the board at that November meeting with an initial payout of that retention supplemental in December and be able to move forward from there and is the board may or may not recall over the course of the last few years it's been various times in which we've had that pay plan approved just to the nature of other priorities that we've had to establish within the district thank you for your time and um certainly Mr Moore and I will entertain any additional questions any questions go ahead Mrs we're not adding this to the base right this will be a separate this is going to be a separate payout right correct so this okay and this is not going to be pro-rated so um upon approval at the October 12th the teachers will get the full 2000 um to the base salary so at that pay period we'll pay it out over the course of the remaining um pay periods throughout the fiscal year before taxes on this I just want to make sure everybody's clear who's listening yes before taxes um and if the economy crashes the reason for this that we won't be adding it to the basis if the economy crashes this money could disappear correct because if sales tax if I'm understanding correctly sales tax this is based on sales tax and if people stop buying we will get less money correct well I want to navigate back to this slide too which we we have the revenue to support this increase for several years so um we have a good amount to okay great thank you so much yeah what's my question drastic drop if we drastically drop if they're saying what we're gonna what may happen in the future um I just want to make sure that we're covered thank you president Kayla Boardman member Wilson um additionally just to help clarify for that Mr Moore and I have discussed so once it is board approved Human Resources will actually provide addendas to all of our employees we are not going to issue new contracts because there's other legislation affecting that so we'll offer addendas and distribute it and as Mr Moore said we will not be prorating it we'll give them the full two but in future years it will be on the base and then paid out through the rest of the year and you may or may not recall when we moved into this school year um on our contracts they're two different lines there's the base salary that comes out of whatever primary funding and then there's the info the CSF that comes out of the prop 301 fund so if there were to ever be something that we'd have to do it's addressed in a different line and we don't have to impact their base that's paid out of their primary account whether it's m o or another fund and they see that which is nice that's great thank you uh Mrs Martins president Mrs Reese this has been an ongoing conversation especially when we've talked about looking at our competitors in the East Valley because we have not had this Fund in our base and so trying to get people to understand the overall compensation package I know has been difficult so I'm hoping with some of this change as our other schools around do put it in their base I'm hoping this will help clarify a little bit of that and not have to do as much explanation um and I mean it's awesome that we have more money and I'm with Mrs Wilson let's let's look very carefully and I would probably ask for you to look at 2008 2009 2010 and kind of see um because I'm pretty sure that's where we're headed but who knows um but something to look at um but this is the issue I mean there's a shortage of teachers we need to be more competitive but there's a shortage of everybody so are we if we're looking at making this change this year are we looking at other class of classifications of employees that that we need to make a change for because you know clearly there's a need but there's a need all across so is that something else I I get hea they have Representatives we have meet and confer but not all of our classification employees have that same voice certainly president kaler board member Reese something that Mr Moore and I have addressed as we look at the bigger budget picture as we start those conversations in late fall and early early spring pardon me we are going to be looking across the board at some of the other areas um right now when and Mr Moore can certainly chime in but we feel comfortable where we're at in this and we weren't quite sure how minimum wage was going to play out initially now we know what that number is we're very fortunate that right now in the district nobody makes under that amount however we're going to have to look at that salary schedule as a whole and then what we do in that regard because you are correct Miss Reese as we look at what some of the other districts have done in relation to the classified they've been able to do things in those areas also but they also happen to be school districts that are two to four times our size so they're funding operations are very different but we will Dialogue on that and continue that as everybody as you said Miss Reese is important to us and everybody has a piece in the in the bigger picture of being successful do you have any questions go ahead please Mysteries thank you for bringing it up because that was my that was my next question is if it can fund outside a certified staff we can we can give this money to stuff that's not considered certified correct so it comes from somewhere else if we if we were to classroom paraprofessionals that are with students all day that contribute to the success of students that that need to be recognized as well I think is that what Mysteries was pointing out in others but that would not come from this fund that would come from somewhere else president Kaylor vice president Anderson that is correct we have to look at different um funds because this account doesn't allow for those expenses for that employee group and we want to look at that holistically and so as we said we'll have some conversations we're going to be studying the budget process which uh it's like sometimes I feel like we wish the year away when we start this early on different things but I know it's important for us to be strategic in that process and Mr Moore has got a wonderful timeline that he's started with him as well as Mr Gad when they were here and were able to be very consistent in that but we certainly know those are issues we're going to have to address and board member Anderson all the library a little bit but we we did so that that um Senate Bill 1139 which did modify the classroom site fund plan to include more than teachers is is still Limited in scope it's not it doesn't cover all employees so we we did address that with addressing these certified positions which which meet that legislative requirement in that language um they were previously not included in that and so we've been able to address that um at a greater capacity and so we continue to evaluate that and whether we can add more positions or more more groups into this plan and utilize this funding source to provide that that level of income in yeah so salary so any other questions or concerns I know that when a staff feels very appreciated and valued especially when we do pour more into their checkbooks I think that's a total given and I just also want to make sure that we're also just making people feel supported and valued no matter what not just in the finance department but that we are using the words today that that our staff is valued just knowing that there is such a shortage of teachers and we need to hold on to them and let them know that we are so grateful that they are continuing in this profession because right now it's kind of rough out there so I appreciate everybody's work in um finding these dollars and I know the teachers are going to be very appreciative and staff okay I think we still have another HR um I called it the HR Road show tonight um Mrs Martins is going to present us with 7.2 in a sub rate update president Keeler vice president Anderson members of the board that was a great lead-in for my next conversation in relation to substitute certified rates um we are experiencing a shortage and as Mrs Reese also said too we are struggling across the board when it comes to areas and sometimes I feel like we're consistently competing against one another and every time I think we get ahead we fall back so that's discouraging at times but it's the fact that we acknowledge and we know and as you said we value we're trying to do our best in many other ways to make sure people understand what that value and that commitment from Higley is so if I could hit next slide please if you recall some of you that were on the board we approved back in April of 2021 which was effective for the July 2021 um present school year at the time to increase our sub rates from 100 to 125 dollars in our long-term rates from 120 to 145 we also added which was something that was a nice perk was that for anybody who was a Higgly retired employee that they would always get the higher rate at the 145 dollars then last January we came back to the board because we were seeing hard to fill positions um at that substitute on Fridays and Mondays and we had you know large concerns uh certainly during covid but last year we seemed to have a hike and in the months of December January and February where we were having very low fill rates when it came to our subs so we increased it to where hard to fill days were Fridays and Mondays and they got the higher rate next slide please so I'm sure as you've seen in the news across the valley as it relates to increases related to teachers and certified or classified there's also been a lot of conversation discussion in regards to increases in the sub rates last bring um my mouth dropped a couple of times when I heard about some of the things that came through with Mesa unified as well as with Kyrene and then just earlier a few months Chandler School District increased their rates and anecdotally we had a few people just about a handful tell us in conversation they called us when we were trying to look for subs and fill positions at schools that they were going to sub with us because we were so much lower than some of our neighboring school districts in which we felt as a result of that we would have to address and so just within the last few weeks I gathered new information in relation to what was happening around us I know that some of my corresponding school districts were looking to move some can't move right now now and as I communicated some moved last spring some moved earlier just a couple months ago the difference there that I do want to point out with Mesa unified they do all of their subs internally but in addition to that they identify as certified versus non-certified teacher so if you're a certified teacher who is now subbing that's why there's that higher rate for each one of those levels they distinguish that within their group one thing that and when talking with one of my colleagues at the Kyrene School District when they increased their sub rates last spring they saw their fill rate go from the 60 percentile up to the 90 percentile so that is what has led us today here next slide please Mrs Martin we just got confused so they can have a teacher sub and not be certified in Mesa is that what you're saying no um sorry we're confused on what you just said president yeah understandably so you know unified teach so a certified teach substitute a certified teacher is somebody who has an endorsement or certified you know a certificate to actually teach whereas certified substitute has a bachelor's degree in non-education prep program so they distinguish the two who sorry they don't have their teaching certificate okay thank you they have their substitute certified certification so that's how they distinguish that and I apologize for the confusion thank you for asking um so what we would like to do is we would like uh for the board to consider increasing our rates and I know typically we do an information item and then an action item at the next board meeting we felt it was pertinent especially because of a number of things that I'm going to go into more detail on but as we go into fall break to be able to have these established since our next board meeting is not until October 12th and I think one of the primary factors in there is that we're still seeing concern in relation to our hard to fill days on those Fridays and Mondays we're seeing a less percent actually that is now averaging in the 70 percentile and I just learned from our HR specialist I'm in the seven volunteer area that we're now seeing a little bit more in the 80 percentile for the other days of the week so that's a plus however um and the board knows this they approved it in the consent agenda as well as through other communication over the course of the last few weeks we've seen six teacher resignations um and just like when we were in the heart of covid when we had resignations during the year it was a struggle for us to fill those positions um it is a little bit easier if we have those resignations in December and we can look at graduates in December and bring them in in January but when we have these mid-year it is excuse me it's rare to find individuals to fill those positions unless they happen to be moving from out of state coming into Arizona and or um you know different circumstances in which we have people who are available but it's usually filled by long-term Subs who aren't part of teacher programs in some instances in the past we've been able to successfully look at our student teachers who are close to their graduation programs and put them as teacher of record so with that that's why we feel that it's pertinent that we bring it to you now as an info and action item we could prepare for anything these next two weeks prior to the start of second quarter next slide please so the district recommendation is to increase our daily rate from 125 to 165 and our long-term rate from 145 to 185 to have better alignment to the surrounding areas and just like the slide that we had had earlier that commented on the issues hust retirees they would be eligible for the higher rate at the 185 as well as those hard to fill days of Fridays and Mondays still being at that higher rate at the 185 just to provide that clarification in discussion with Mr Moore there are a lot of variables that will take place um if you recall I believe it was either the end of last year earlier this year we saw a significant increase in our vendor PO for ESI who provides us our subs we do anticipate that we'll likely see approximately 200 000 increase and that's just based on last year's information that could be different but it all is going to depend on how the rest of the year pardon me goes in the bigger picture but we think that that's a pretty conservative number Mr Moore correct and then the last slide is just if the board has any additional questions Mrs Wilson right thank you Mrs Martin's thank you for doing this I know Subs are hard to find I've heard it I've heard it from our teachers they're afraid to be sick because of this they want to make sure they have a sub so I'm glad to be voting on this tonight I'm honestly very thankful to push it through a little faster and I'm really glad to see that we are continuing to honor our husd retirees by giving them that higher rate I think that's very important and I'm um excited to vote on this Mrs Schultz first question um when you say we have a shortage of Subs it's because of the rate not a shortage of people I think I asked this back in January so I feel Deja Vu but it is um president kaylar board member Schultz It's a combination of reasons so we currently have in our pool that are identified and have said that they chose Higley to sub in just over 200 individuals on a regular basis approximately just over 100 of them actually take assignments anecdotally this year we've already had about three if not four conversations with Subs who had traditionally subbed in our district say sorry thank you but no thank you because I'm going to go down the street and make a little bit more money so we knew we had to address that just from the conversations that we were having with people as we were trying to fill positions um especially when assignments are put in late and we're eager to fill them that morning we're actually calling people we do have to look at a different model something that's nice is ESI does provide an app so we're looking to utilize that app because we're finding more and more individuals who want communication want to be able to do that through the app versus phone calls and emails so that was a good piece of information and feedback that we got from individuals but it's really a combination of things that being people who actually are comfortable working want to take assignments to those who in terms of pay recently I'm sure that there's some other Dynamics too we've been doing some campaigns we've been working with the PR department Miss Joseph and her team to do some social media campaigns getting people to come want to to sub in our district we're looking at other avenues we've been sending communication out in our weekly weekly newsletters that go out to the communities at the site level too so we're trying to do our best just to get more people active in the pool but there is a component of people who just for some reason they sign up to sub but they don't actually take any assignments um and trying to figure out the dynamic there and um initially at one point we had heard last year they just still didn't feel comfortable being in front of a big group but it's probably time to reassess that because that's I think the last survey we've done through ESI was probably last spring maybe it's just a case of just in case they need more money or something like they're not but um you said ESI so the app is that something we have to pay for we just didn't know it existed so it's fairly new actually okay so um but no it's part of our components with our vendor ESI so it's now it's time to to really just start utilizing it more awesome um so with the increase we'll still be lower than four districts on this list but you feel that that's enough for us to be competitive with the 50 of people in our pool that aren't taking the sub positions we do I had had some lengthy conversations with our sub-specialists and when we look at the districts that were really competing against we are looking at Chandler Gilbert Mesa and Queen Creek um because although Kyrene and Tempe have jumped fairly high it's not likely that our individuals are driving to those districts um so those are our most comparable and we feel as though it's a little bit less we've made some big strides it's forty dollars more in each area in which we think that maybe in terms of the cost of gas the convenient location and because some of these people we've talked to live in our district they have students in our district but they're we're not willing to sub in our district as a result of that because I just would hate to in three more months since we're so behind have to do it again I mean I understand but if we can get ahead of it with the amount then better but I do I mean we need it but I would just like to be ahead certainly Michelle Schultz and I think that um given again economies of scale budget size I think that's Equitable and I hope but I knock on wood we're not here in three more months um but I will say when we jumped from the 100 to the 125 and I I believe it was 125 to 145.

you could see through september of 2022 we've expended 187 000. so that leaves us 700 108.665. it's good through september of 2024 we i would expect that certainly we'll be able to use that grant you know this school year and and we won't exhaust the grant so we will be able to carry over at least i'm assuming half of that remaining 710 into the following school year and again that grant is being used to address any student learning loss needs that we have which includes hiring coaching support staff you know which are which have been and continue to be in place at dot at the high school at the elementary schools where we're providing some tutoring support as well as outside sources that we're using to provide consulting services arp ida that's specifically targeted for student learning loss for our special education students and you could see that grant was 353 thousand we've expended 76 750 so that leaves us 276 349 it's good through september of and we will continue to take advantage of that grant as well um through this school year and i believe we'll be able to do some into the next school year as well so that's the update on the essa grant funding which was the uh you know primarily the target of this particular agenda item on federal grants so i will pause and stop sharing the screen for a moment here so i can see what's going on okay i think uh faith you have the hand up first so go ahead the race to the hand yeah um okay so we are using the funds primarily for um learning loss and then you're saying that we're um bringing in consultants which you know i assume they're on a contract a finite contract which we should be able to retire when the funding retires um of the support staff how many will we be able to carry these on our budget do we need to carry these on our budget post-24 is this something we need to be looking at um what will assuming they're on staff what's our obligation going to be so we've been working on fusing them you know looking at we can where can we manage this into our operating budget where appropriate we evaluate i mean it's pretty limited staff in terms of the math uh intervention positions which have been or coaching positions which have been you know on the fringe of the budget for many years but we're um looking to see if you how do we manage that into the operating budget so that um you know when the money runs out we can retain those positions but that's still we have time to evaluate that because we've been managing the the grant in such a way that we could kind of hopefully take it in either direction we could certainly carry it on uh through 24 based off of the grant resources that we have available but a couple of those positions we may want to retain we're going to talk later in the meeting about uh potential [Music] ads because we we kind of designed this when we first talked about it to take a look in in this time of year in the early fall well what might be an impact come operating budget so we're going to talk about some of those things but we're right now designing this to be able to carry through the uh grant money at least through 24 and evaluating the necessity to embed and operating at that time okay and just to follow up do you have an estimate of um what the impact on operating could be it'd be about you know 160.

so I'm bringing you a resolution to eliminate two positions one is 2.75 hours and the other is one hour from Neil Dao the back story on this is that this is these are TK Aid positions it's not occupied the the person that left this position moved over to Chapman and um in that position when she left that position there's already a five hour eight in there and we have a set amount of hours for TK classrooms at 7.5 hours so we're going to recreate a two and a half hour position in order to get to that when when we went from half day to full day four or five years ago there were a lot of piecemeal positions that were out there and because we owed people um time so as they move on to other positions then we we move those into the direction of standardizing seven and a half hours per classroom so that's that's what we're doing here okay thank you for that um clarification up front I thought there might be a question on that so I all right got an answer okay any further comments or questions from the board all right um any comments or questions from the audience okay I'll close public comment and may I have a motion sure I'll move adoption of resolution 1589-22 oh second okay moved by Tom Lando seconded by Caitlin dalby okay we can do a voice vote all those in favor is signify by saying aye aye aye all right passes okay so we move on to um approval of 20 22 23 tentative agreement with Chico Unified Teachers Association okay so um I have before you hear a tentative agreement with Chico Unified Teachers Association for a salary adjustment as you recall last year we brought you a three-year agreement which had an opt-out Clause due to declining enrollment we opted out and we brought are bringing back this year two agreement I'm sorry we're bringing back this agreement that is exactly the same as year two in the previous agreement so um the the amount of the dollars as Jacqueline will discuss in a few minutes is the same that would have been in the old the old tentative agreement but this makes it clean because we opted out of the previous agreement we have to have an agreement in order to proceed through payroll and and making those adjustments foreign you see Jacqueline's gonna she will in the next um okay section thank you all right any questions okay um anyone in the audience that wishes to raise an issue okay I'll close public comment and may I have a motion then I'll move approval I'll second that motion okay motion by Matt tennis and seconded by Eileen Robinson so we can do a voice vote again all those in favor signify by saying hi hi okay and now we move to approval of the 2022-23 tentative agreement with the California School Employees Association okay same story on this we opted out with the agreement with CSEA Chapter 110 for the same reasons they had the same identical language that we had with the teachers and um and uh I'm bringing also forward the same agreement with CSEA for approval for that bargaining group as well okay any questions discussion all right open it for the public any comments questions okay seeing none close the public comment and now may I have a motion I move approval I'll say Eileen Robinson and Tom Lando okay we can do another Voice vote uh all those approving uh the 2022-23 tentative agreement California the School Employees Association signified by saying aye aye all right passes so now we move to business services and it's a public disclosure documents for compensation AB 7556.

[Applause] that's the which which side is the seat removal the gray side of the gray side okay so there'd be no access to behind those seats and the screen is in front of those seats on the right hand side um and then the red the red dotted line is going up a ramp it is to an exit an exit and at that point you have two choices of exits so that's the that's the point of common path of travel so that's that red line represents 75 feet and then the blue line plus the ramp equals also 75 feet so you can get to that exit door via the ramp and also via a step just the ramp there yeah so there's no wall there there's a there's a railing around that landing on the ramp but that exit arrow is crossing so there would not be we could we could also put a staircase up to that as well just trying to two steps what is that two heights is that difference is it two steps um it's approximately a three foot grade change okay um there's three rides with four rides or something now yeah and so the reason i didn't draw a stair is because it would probably want to go north and that would impede the view of the of the screening but what we could do is do a stair that makes that landing a little wider and then reduce the number of chairs at that on the south side to keep kind of a another path there we could tweak it to add stairs they've been funneling everybody up the ramp up there yeah i think everybody had that common path yeah of putting in the yeah okay glenn is the door where it says exit have to swing in the direction of egress it doesn't matter until we hear greater than 49 occupants but it might help you to put the stair there though we could put this there either side of that component and it wouldn't block the door then if the temporary was falling the other way can we get the door to swing in the direction of ego even though it's not a we can okay it'll be a handicap code is there enough room for handicap they'd have to configure the landing right yeah you'd have to have a 60 inch turn around and then um the push pull clearances on the door on either side so yes we would configure that to meet the accessibility requirements of the ramp as well as the doors if i might might refer to the exit passageway and the requirements for that also good plan with you help me on that the reference you just made so when you enter an exit passageway it's supposed to exit to the exterior you have to have that and it doesn't go to the exterior it goes actually it will go into a new building another building it doesn't go right directly to the exterior that takes you to the public way and this plan in my opinion is not referencing any exit passageway this is just egress so we're we're removing the exit passageway and asking for the building board of appeals to to accept the ownership of the two buildings as the fact that these are two not two separate buildings that you're horizontally exiting through you're doing the 250 foot maximum egress travel distance and you're not reducing your um your fire protection through any of those exits so we're asking for the building board of appeals to look at this as though the michigan theater owns both buildings and you have 250 feet to exit the building and 75 feet to the choice between exits out of the screening room so the the the stage four doesn't have a exit passageway because that's a rated enclosure is that correct we're not calling it an exit passageway in that scenario because an exit passageway is something that you would use in my opinion to limit your common path of travel or your egress distance and we do not have either of those as an issue in stage four so i would not count that corridor as an exit passageway it's calling an exit pat or calling our core it's a corridor which you're allowed to exit through and into a lobby [Music] would there be any other doors under that passageway is a visit dedicated towards uh the screening room so all the doors in the in the corridor or three hour rating because ultimately that will be a three hour corridor and its final state once um the uh the final construction is finished so at install all of those doors will be three hour rated and closed on fire alarm and the doors that are existing currently are um are rated except for the door between the michigan theater and the screening room and that door is going to be updated as part of the um the new three-hour wall that's being constructed between the proper at that property line for glenn's request i have one other question for mr collins right thank you can you what is what might be the the intention for the audience within the screening room would it be a mixed audience with adults and children adults only you know above the age of 18 kind of thing or um our audience tends to just vary depending on what film we're showing so we would expect that all ages would be in the theater the majority of the audience is going to be adults okay all right okay thank you okay ready for motion or i think you're higher yeah going to be a single one or if it'd be two one for stage three it's four how do i best craft that i i was prepared to go over this single one but i'm just going to combine them since the variant sorry since the variance combines them both i'll try to combine them both so i hope this doesn't sound too different i move that in the case of bba 22-2002 the appeal of the building officials decision and 616 east washington is granted relief from sections 202 table 10 sorry table 106.2.1 104.1.2 102 4.4 102.6 and 102 8.1 for the stages uh three and four construction scenarios and that the building board of appeal modifies the building officials decisions decision for the reasons that the applicant has proposed a reasonable temporary exiting alternative for egress through the michigan michigan theater with the following stipulations for stage three that the plan titled unnamed dated 8 26 is advanced to limit the screening room to an occupancy of 49 with a physical barrier with the exiting through the michigan theater lobby with a much reduced common path of travel and a completed 630 building the plan presented would add a second stair at the top of the egress ramp and that the door from the screening room will swing in the direction of egress travel the screening room would be fire suppressed and have enunciation connected to a central michigan theater system that the staff will be trained to monitor and provide instruction on egress prior to each and any theatrical showing further for stage four that in addition to the exiting provisions from the screening room through the rated passageway to the michigan theater lobby and building restroom building a second nbc section 33 approved protected walkway discharging to an equally protected and uncovered open way being the fire lane by lane hull the construction manager for the project will detail this exit construct and submit to the city and osha as required any changes in the second egress route will be equally documented and approved prior to implementation that fire suppression will be maintained throughout the screening room and its egress components during the interim stage four construction period again that the staff will be trained to monitor and provide instruction on egress arrangements in a public address to the audience prior to any and each theatrical showing that the eastern egress egress doors from the passageway be reversed to comply with exit flow and be equipped with panic hardware um that if any if there are any transgressions from uh these variants stipulations or unacceptable conditions are brought to the building officials attention the building official may void the provisions of this variance and finally that the proposed variance is not waiving requirements of the code but rather offering an accommodation of a temporary egress condition that endeavors to maintain the intent of the nbc as to life safety and welfare i should amend this to say that the doors that are going to be in stage four that the doors that are going to be um reversed to swing in the direction of egress travel are the double doors at the top of the raided passageway from the michigan screening room and the door into the 630 building bathroom building we have a motion to have support motion motion a second discussion on motion do you want to have anything in there on inspections either just if it's ceos or you know any progress inspections or leads up to the building official for uh all right as an addition to both stages three and four stipulations that temporary cos will be in place for any component of the egress system that's required by the building official to be in place and did you mention there's a sequencing plan i think you put you put that in there about the sequencing plan narrative is that uh yeah well i mean the intent is that any time they change the configuration of the second move there's going to be a plan submitted and approved before you know it's implemented or used okay any staff questions on the motion clear just on the appeal which section are you allowing the peel to go forward i think he said based on all the means of construction i believe this one he picked there it's it's it's uh it was section three but i i i propose your equal form you know yeah i chose not i chose not to phrase it as an equal or better allowance it's an alternate means basically right proposal better so you have allowances that give you the ability to allow my interpretation to be you know varied from so you have three sections that you can choose from any other questions from staff for the board if not we can uh vote on the motion and with three people we're going to have the minimum to pass is going to be at least two out of the three for it to pass so those in favor i was opposed none so looks like motion passes [Applause] so next time the agenda is old business i don't see any old business no other new business reports to communication or reporting communications there any reports or communications none public commentary general do you believe the public wants to comment seeing none can they have a motion to adjourn most of the church those in favor all right you're adjourned

we saw significant increase in people taking our subs as well as appreciation for that jump and acknowledging it even though we were still below some of the surrounding districts did our pool size increase at that time it did increase by a little bit and I more I think we saw was the increase of people actually taking assignments again but that was tough because that was during the heart of covid II um so there were dynamics that played into that perfect thank you president kaler have we thought about potentially um approaching our bus drivers and things like that to sub in a class while they couldn't be there all day because they have other assignments but if they're there the majority of the day then potentially that can a class is covered for the majority of the day that they would only have to have someone cover for maybe the first hour of it and someone could be there the majority of the day maybe trying to get some of our bus drivers interested and certified in subbing that gives them something to do because their days are broken up um that this might be an opportunity that we have a pool of people that we could potentially tap into president Keeler board member Reese we've actually dialogued in a lot of different areas and we looked at talking with our Paras and encouraging them to get their substance um at one point we did talk about our bus drivers but we were concerned that Mr Josh Crosby wouldn't like us um as we were experiencing a bus driver shortage also at the time um but I do think that's something that we could look to explore a little bit more to see whether or not individuals could qualify for their subsert and then getting that subsert and being able to break up their time recover for certain sections as a result I'd have to look more into that with the team and decipher whether or not that's a reasonable Avenue to pursue okay um took you know subcoordinator for nine years in this district and um to I remember a lot of the problem was you're going to increase the pay you'll get more people to apply and you'll hire more people generally but from experience what I realized is that people step in and then they say oh dear God um this is not quite for me and so they don't really commit to a lot of days or they they slowly start filtering out and it just seems like a constant turnover and it is the Hardcore ones the ones that are they'll take the most positions generally are the ones that will travel to Mesa to Kyrene to Chandler and then it's the uh other wonderful people that come in and they're they're they are they're just looking up to pick up positions here and there when they're you know with their kids in school and their kids back in school and working around schedules and I remember bus drivers aides we were I mean we were having the same problems back way back when um and it's just working around schedules especially right now now whenever you get things you want to get things lined up so you can make sure it's covered and so whenever you've got breaks and coverage it it creates creates just a little bit of hardship but I mean if it works it works and I'm really hoping that I really believe that raising this pay will definitely make us more competitive I just don't know you know with the shortage everywhere this is really just going to be something that we're going to have to be more reactive and then proactive I mean I don't know if that's saying that right but this will definitely help for sure for sure thank you for doing this thank you Miss Anderson president kayler go ahead Mrs Martin's you said you talked to Perez like you were able to talk to Paris and try to get them okay great something that's wonderful on President Keeler board member Wilson is that we had our administrators um communicate and say some things to some of our parents we've had Paris reach out then had to actually continue in that process we've actually had some of our student teachers actually reach out to and say um you know how do I get one could I qualify would you be willing to assist me in getting um in some cases a an emergency subsert and we've only allowed that on a couple of incidents and primarily because we have some student teachers that are December graduates I mean have already seen the impact of the shortage of Pardon Me shortage of Subs that have happened at their site already in which they want to be able to chime in and actually be the person in the room and be certified to be in the room um so we've had some you know lots of conversations and we're continuing to listen and we're willing to take feedback in any certainly creative ideas that can help us we have a new HR sub-specialist um and she has been wonderful Miss Erica Marquis um and she's really been working hard to learn the system understand the Dynamics reaching out to people reaching out to ESI and being our liaison and making sure that we're listening to the new next best things one thing vice president Anderson that you mentioned um in which I've tasked Miss Marquees on is looking at how we are intentional and strategic about our onboarding of these Subs I think we've done a fairly good job over the last year for our rescue AKA permanent Subs but I think we have to reevaluate what we do in terms of our daily subs to make sure that they feel welcomed and want to consistently return to Higley because of their experiences is there a way that we can do a video or I mean I think you have always done a really good job when you go out in the community I I've heard it many times how great you are when you talk to people face to face and I know there's only one of you so I think a video might I think one um a video could be good from Mrs Martin's or from someone on your staff of how great subbing is but to put in embed into those emails that come out from our schools on Fridays so then the parents know hey it's really great to sub so that could be an idea again I know you guys are doing everything you can and I'm not trying to step on toes but just trying to encourage parents to get out there and other people in our community even retired um teachers to come in and retired professionals that may want to enjoy children for a little while during the day how about um to substitute of the month if we're doing teachers and volunteers and um student of the month can we add maybe guest teacher of the month or can we do something to help recognize them and show that we truly appreciate them we really do and just we always want to do something for them just like teachers and just like we do for students but time passes things get busy you know it just kind of falls apart at times but if we could recognize those individuals until we can meet them as well we don't get to see them and I would love for them to for the whole District to see that these people are really stepping in and helping out and going above and beyond in many cases whenever teachers lose a prep and we have to cover somebody else they do the exact same thing because whenever there's a vacancy they're leaving during a teacher's prep and they're going and covering somebody else's class and preaching to the choir I just want to put that out there no president Keeler vice president Anderson board member Wilson I think those are all great suggestions I've written them down I think we can Dialogue on those I definitely think we can look to Encompass something where you know I've learned our recorded PowerPoints they're very useful consistent message across the district so I think we can um you know take that as an advantage and see what else that we could do in that process but you know now that we have uh permanent subs or rescue Subs I think that might be an Avenue that we could explore there's other things that we've talked about um in terms of incentives from a budget perspective but we're not quite ready to explore that that might be something in the future that could tie along with um something of a recognition of some sort last question um this is just something I saw there was a late question about do we pay the same sub rate on minimum early release days and so yes correct um do we pay the same sub rate on early release days that is correct so Wednesdays for the elementary and so if Friday is a hard day to fill have we looked at other districts that do half days on Fridays and if they're easier to fill sub rates because it's a half day does that make sense I hope I said it quickly so if a Friday is a hard day to fill we're still paying the same rate for a full day if they can leave at 1 30 instead maybe it would be easier to fill instead of having to work a full day or one o'clock or whatever you know what I'm saying have we looked at that like what other districts I think if I understand what you're saying is that they come in on Friday and only perform for a half day get a full day rate according to this we pay a full day rate for early release days and for fact on Wednesdays yes because the way that I'm sorry no no I thought I was just going to say the way that our um our system works with ESI is that if it's four hours or less it's a half day if it's more than four hours then it's considered a full day great so I'm not disputing that I'm just wondering if we've looked at switching to Fridays since it's a hard to fill date maybe they're okay with working a half day and it would be easier so then if you T if you if you you're talking about actually moving our Wednesday half days yeah Fridays half days because there's some districts that do that so I wonder what their sub rate looks like based on if they and then you might want to have to also look Mrs Martin's at how many teachers call in every Friday because it's a half day so we might have more of an issue of filling classes because many teachers would then take that Friday off what right they would never do that but I'm just thinking that I might do that yes but they only have so much time off so then if it's a half day isn't that better to take off a half day than a full day so it's because I don't know it would be interesting to look at I just I'm pretty sure I'm guessing I'm just guessing my thoughts there are districts that do that in the West Valley that have for instance that I know for sure so I wonder what that looks like and what their rate is and if they have a teachers that call in or if that's even a thing or maybe teachers are happy that they're out early on Fridays so that's something that we can um through my network and connections uh definitely explore and and find out but thank you for clarifying I didn't quite understand initially I know I'm sorry I'm just kind of a long way around any other questions comments good good great discussion lots of good information we appreciate this and um yes absolutely that we are going to vote on this in just a few minutes and I think that's imperative as well so we will move on to 7.3 and now we have Mrs Sherry Richards presenting and Dr Foley and Mom and type no okay here we go president Gaylor members of the board this is something we've been talking about for a while and as you know you approved earlier this year you had a presentation about this conversation in the transition to the Danielson framework and you've been hearing about us talk about this for quite a while because the transition of a tool comes with a lot of additional professional development for administrators for the staff and tonight we're going to do an overview for you to better understand the tool and uh the tool and the instrument and the professional development that we have done for our teachers and administrators thus far um so we have Sherry Richards and Mom Martins who are we will tag team this a little bit to share with you what we've done and what we are doing and why we're doing it that way once again president Keeler vice president Anderson members of the board Ms Richardson myself will be presenting you a date in terms of the Danielson framework for teaching so some of you may remember we did this about a year ago in which we talked generally about where we were moving and what we were doing in some of the background so some of these slides will actually look somewhat familiar at least the portion that I present in this Miss Richards will then present some of the items that we've identified since our training so if you recall as we moved into this year we changed our performance teacher tool and this was based on years of data and work into moving into this direction and just to clarify we have moved to the Danielson framework for teaching also known as the fft evaluation instrument and it is Charlotte Danielson so you'll hear kind of different references throughout a lot of times it's Danielson sometimes it's fft but we started this journey as I move on to the next slide um quite a while ago as part of the initial strategic plan when I came to The District in 2017 there had been information that had been shared with the community both internal and external in the spring of 2017 about needing to reevaluate the assessment tool that we had had for employee evaluations particularly certified there was conversation about classified but the focus was on the certified evaluation specifically feedback that we had received seeds related to the strong evaluation tool and how it wasn't a tool or an existing instrument that lended itself to specific or meaningful feedback to our teachers so as a result of that we looked to kind of a charge of a committee to be brought together to discuss where should we go and what should we do so in the 1819 school year the committee was formed it was made up of various stakeholders a fairly large group of individuals made up of Administrators and certified employees however dynamics of covid as well as other priorities that took place kept delaying the process which finally led us to the initiation of this school year and I'll talk a little bit more about that here but the committee members in which we had represented are listed on the slide we have some of these individuals who are no longer here with the district or they're in different roles within the district but it was important that we still continue to recognize the work that they gave and the time in relation to this process and the contributions but if you'll see there there was a number of certified employees along with District administration at the site level as well as at the district office level to make sure that we got everybody's feedback and information and this was actually a smaller group from the large group that initially was identified but we found wasn't productive in our process and so we did have to narrow down to be able to effectively move forward and work well to figure out what we needed to do in our next steps related to that thank you so a couple of things that we prioritized before leading to our conclusions one thing when we re-initiated that smaller group of individuals was that what did we want to do and how did we want to do it and what would be our priorities so some of those items that came up was the fact that we had x amount of money and have that x amount of money could we afford to look to go do something more or do something Less in terms of licensures in addition to that we also wanted to look at the fact that everyone liked using Frontline as the um the platform in which the evaluation took place and we have multiple things in which we use Frontline four we actually use it for our substitute area in terms of teachers putting in whether they have absences and we use it for a professional development and our evaluation so there was a big press to not leave that platform because of the fact that people were just starting to get used to that platform and then looking to switch a whole new tool and platform might be concerning so with that at our base we said okay well we then have to look at who partners with Frontline um because if there are other evacuation tools that don't partner with Frontline because we said that that was a priority then we weren't going to be able to do the work that we needed to do or fall within the parameters that we had identified um and so Danielson was one of those that fit as well as strong so we did reevaluate whether or not we wanted to stay with strong and then we also talked about looking to do a hybrid model where it might be something that we we do ourselves and add inclusions in specific parts to other things that we've seen but there would still be the the expectation of the licensures that's involved with that for example we had had a group of employees Ms Richards is one of them as well as two administrators one that's no longer here and one that is still currently here visit Gilbert public schools because they had created a hybrid plan that was of Danielson and their own internal information and feedback so that was something that we could look into too so what we ultimately ended just ended up deciding to do was that we felt that the Danielson model was a fit that we were looking for in terms of supporting our teachers through the specific feedback that we had heard we felt that the four domains that the Danielson model had were very similar to the strong model in terms of the look fors however the Danielson model broke it down more and and we'll talk a little bit more about that in later part of the presentation in terms of their four domains and the 22 components so with all of that the instruments and the fact that this tool was a naturally recognized validated instrument used worldwide as well as there was an opportunity to be able to utilize that instrument for our educational Professionals in terms of our slps or OTS and our psychologists and that we could have that meaningful feedback as well as use the same online platform the group decided on moving forward and learning more about the Danielson product foreign so one thing that you've heard us talk about a lot as we've evaluated and updated our strategic plan is how does that guide the work that we do um so specifically this evaluation tool fits within anchor 1 and anchor two and again Mr Richards will provide some more information in the connections of those anchors but you'll see that naturally it is effective in the pardon me naturally it correlates with teaching and learning Student Success and highly effective personnel in addition to that it aligns with our core values when we look at information and we look at data and we look at feedback and where we could look at Integrity connections learning centered as well as accountability foreign so from our training this was a quote that resonated with us and so I wanted to include it here but essentially that the framework for teaching is a common language for instructional practice that is grounded in a philosophical approach to an understanding of great teaching and the nature of learning it's in its visions of Excellence as well as a set of discrete practices and that comes from Miss Danielson herself so at a high level what is the framework for teaching fft so it's really designed as a coaching tool to enhance professional practice it's one of the first of its kind and has stood the test of time over the last two and a half decades again as I mentioned earlier use countless Educators not only nationally but worldwide it's power to accelerate teacher growth and improve student outcomes and create more rewarding and sustaining professional environment and it supports teacher reflection collaboration inquiry and Innovation and has a direct impact on certain pardon me Student Learning and Development as I said earlier it partners and supports Educators in 49 states and territories and 15 other countries when you talk about teacher evaluation it's where that you don't hear the Danielson product something that aligns again with the fft who we are the Dynamics that resonated with us is that they have three core beliefs and that is that each and every student deserves access to Quality teaching learning is done by the learner through an active intellectual process and teaching is incredibly complex work and I'm going to hand it over to miss Richards thank you Mrs Martins president Kaylor members of the board once again we tie this back to our strategic plan Acres one and two we understand the importance of using data and of course research-based practices along with the value of professional development resources and training for all employees we have chosen to use a structured approach to roll out danielson's framework for teaching this began with three full days of professional development for our administrators before this school year even started one of those occurred last spring and the other two occurred at our admin retreat in July in addition each month at our principals meetings Dr Chris treat provides training aligned to one of the domains and some of the 22 components also included are examples of the specific indicators this is provided through a detailed three-dimensional approach to look at the model and what it should and can look like in the classrooms principles are provided this training to take back to their sites and they can personalize it as well that we're getting a consistent message out there by providing the training and supporting them to take it to their sites the most recent principal meetings for elementary and secondary focused on domain 2 which is classroom environment within that there was a dialed in focus on component C D and E where Mr not Mr Dr treat provided examples of what a well-managed classroom could look like outline and modeled effective strategies for managing student behavior and provided examples of ways to actually organize the classroom to maximize student achievement in front of you governing board you have what we call our fft smart card every certified teacher received a copy of this card at the beginning of the school year and as you will see Charlotte danielson's framework for teaching is organized into four domains and 22 components the four domains are planning and preparation classroom environment instruction and professional responsibilities in addition teachers have access to this card online with our performance evaluation system handbook and the complete fft evaluation instrument from Danielson as we just previously mentioned how important PD is we started with domain two like I mentioned before classroom environment the PD for August and September has focused on domain 2.

um we also have some increases in health insurance given that now that our new hires have been made and just the employee population have some also contribute contribute to some of our overages we do have some Savings in some accounts so we have administrators that have turned over this year unfilled positions and some of our extended school our extended school year program was under budget quite a little bit so as a net we're looking at about a half a million dollars right now but it's something that we are obviously keeping and we will report back to everyone any questions on this specifically I had a flop along so after our finance committee meeting I had the board of Finance meeting was the following Wednesday and so I shared the same information with the board of Finance um they have uh indicated that they really want to work with us because some of the items that we're over running on are things that they will carry on contingency for so so they I've told what we agreed to do is you know first week of September is a little early to you know be you know sending of the alarm Flags but it Banks me for the input and we agreed to talk again of their October meeting before selectment is advised me to go visit with that as well I'll use the same information right licensing this is a big deal that's reminding me of I would say four years ago right when we had that big overrun on special education it's going to be a town-wide issue I think and that's a horrible time because it's the year before the bonding comes in for the new school right so you know you don't want to use up all your savings contingency because we're going to use that to cover some of the bonding costs so it's hard so okay next up is Kate last Wednesday the first thing we discussed was Anthony Alessio a presentation on the current the current curriculum and pretty sure that there are no changes since the state came down with guidelines in May he also reassured us that the skills that are taught in the current curriculum are always tied back to the sorry the skills are taught during the day tie back to the curriculum as a whole um it was it wasn't a overly busy meeting uh documented also stress that the curriculum is not copied from anywhere and any changes to the health curriculum is done through Katie we all uh all members of The Academy where I thought we were all pretty excited about the tie back to the portion of the graduate which is overall skill sets that we expect our graduates to have upon graduating and document updated on updated committee on opening School instructional coaching model and District planning process but really we spent some time discussing possible investments in new breeding material for the upcoming year for uh came through K through three questions from Mike next time okay we met on September 15th we reviewed the school do reports and we briefly reviewed the capital plan we're going to spend some time looking at over and taking a hard look at our next meeting we did ask Dan and Kenner we look at the numbers and all the estimates of the cost of each individual project and add in a 20 contingency because we came to the conclusion that we really need to be more aggressive on these projects and then once the bed comes in to add an additional five percent our Focus moving forward may need to be security this upcoming budget season and we may have to slow down some of the projects in order to see what happens with some of the upcoming issues that we're facing custodial Staffing update yay we are fully staffed it's been years since I've said that so that's exciting and we did this discuss Staffing at Candlewood Lake Elementary School we discussed come January what that's going to look like we'll have three grades and we have four custodians at Huckleberry can we do you know come September it's definitely going to be a budget item um Dan would love to add three custodians but most likely only be adding one and the NBC will be meeting with Hillier to go over new equipment needed for Canada like we got approval for the Worcester near wall in addition to some contingency from the approval from the board of Finance however we didn't receive approval for the high school locker room the board of Finance would like to receive an answer from the town attorney about whether or not this has to go back to the voters in the meantime we'll check though reached out to Eddie at techton to ask the supplier for a 30-day extension to buy us some time school security the principals are currently going through the process of hiring security monitors the administrators have been collectively interviewing a number of applicants as John had mentioned his superintendent update we did have many questions um should we do an assessment of our doors what shape are they in should we invest in door sensors when they're left ajar with the security film that we have are we happy with it what was put in is it top of the line what are the standards of what we put in do we do we have any one-way doors should we have one-way doors and remove some of maybe the outside Hardware so we have a lot of questions in terms of security as it relates to facilities the guided swing roof here at BHS three bits came in the lowest bid was 343 0.38 with five percent contingency built into the project we are 140 000 over budget material cost is driving the price it's not Technical and it's a one rooftop unit Dan reported that availability is improving so costs can follow that possibly however he doesn't think we can get the cost down but so at this time we're going to just go out go back out to bed um new business so the boiler condensate tank replacement here at the high school the Tank's going to need to be replaced the tank has failed but it's functioning we have the ability to override it by adding water instead of recycling it so the whole system is thirty thousand dollars but that does not include the installation removal and contingency so our next step is finding out what it will take to get the old tank out and deliver and lead time for the tank roof links we have a lot of chronic with leaks um specifically South BHS or the office but no new ones at the middle school there are nine chronic leaks and around the gym at Center there are a bunch of chronic leaks but mainly due to the asphalt and shingles on the roof so our next steps are going to do a walk through and put together a plan that addresses through fleeks because the roofs are not getting any younger any questions thank you John all right next up is our consent agenda I'll know that the Border approve the items on the consent agenda which are new hires transfers and resignations discussion or comments okay all in favor all right so uh now we're going to move on to new business and the first up is the Athletics update all right thank you hello everybody um they're very high numbers this this fall especially female athletes um a number of males playing fall Sports is 135 females 103 168 for a total of 330 303 fall athletes which is up from last year last year total for the whole year we have 469 athletes we're on Pace to be well over that come on Spring last year we had 51 of our student body playing Athletics this year at project about 60 percent plan which is which is awesome the fall sports are you know off to a good start um Caitlin mentioned uh was getting her boys and girls soccer started um field hockey actually had a game today across boys and girls across country at Western near numbers are very high and again thank you for adding that coach two years ago which was needed um whisking their unified started last week as you know they were outstanding team in state in 2021 um here at the high school cheer started dancing started dance action doubled in numbers from last year to this year um boys and girls swim and dive volleyball we have all three levels freshman JV and varsity field hockey we have freshman JB and varsity but this year we have actually limited freshmen our numbers are a little down for freshmen and field hockey but all of the teams we played track their freshman team so we're playing very limited um freshman schedule for field hockey but all the freshmen are playing Cav so they're going to be getting a lot of playing time there too boys and girls across the country and actually their last home meet yesterday they had two home meets to start the year girls soccer defending state champions or off to a good start or defending swc's Champion sorry boys soccer won yesterday they are currently undefeated as well football have had a tremendous turnout with the first couple home games big crowds boys golf is currently 9-1-1 swc I'm hoping that they can win the championship I don't think we've ever won one before and unified soccer here at the high school we're struggling to get para coverage but I've been working with our principal um our director of specialized Amy and Dr Mann and trying to figure that out so we don't lose the season for the kids so with you know the high school and Whispering area we have approximately 425 students playing fall Sports and 40 coaches two weeks ago we had a Class Act pledge night at Chick-fil-A we've had 285 kids sometimes they signed the pledge on how they're going to act on the field in a positive way and in the stands they received a Class Act t-shirt and passed all the home games so maybe that's why we've done a pretty good support at the games that our kids are playing sign up to be positive students as you know last year we were Mike just caught the winner again that's due to the fact that we have such a tremendous class at Council reviews our Athletic program what I do does work within the community last year had a very successful food drive we dropped stuff off at the Brookfield Pantry this year we're going to partner up with the police department again into the Tory drive as I mentioned before the Class Act pledge and this year the kids want to start helping Class Act by going to the middle school and working with the kids after school and possibly going down and just helping them and getting them to sign the pledge as well and hopefully we get some of them in our games as well the field days for cider school and Huckleberry which will continue to do that Chick-fil-A has been an awesome sponsor of perfume Athletics last year and this year they will continue to sponsor all of our scholarships at our Awards night for athletics the ciac recently passed a fast Club will need a shot clock not this coming season but next school year I've already talked to Tim and put him back into the budget because we're going to have to get those in the gym and um get that so hopefully it's still out July 1.

okay okay thanks two positions at budgeting around 80 000 a piece roughly thanks it's not an exact dollar amount but it's in the neighborhood all right great thanks sure sam go ahead are they positions that are um they're that are in the union or are there non-union positions union so wouldn't that cause when we when we move when we um the way we did this basically was moving an english position into an assistant principal position that we kind of shuffled the existing staff who had the understanding that you know this could be grant sensitive so then when the domino effect would be a reduction in force based on next year's probably not because of the increase in enrollment it would mean we just wouldn't hire a new teacher if you know in the event that we have the increase in enrollment is projected got it thank you sure so um does that mean that the the no firstly where are the are is a coaching position in an interventionalist the same thing well we we have been using the coaches to provide instructional support for math but also doing intervention for more intensive needs so there's a continuum of need that runs from tier one which is classroom intervention so what we've been focused on is i think you've probably heard marlene talk about acceleration so if we're um you know we can't go back and re-teach any everything that was lost over the course of a year and a half of kind of craziness um everybody be perpetually a year and a half behind right so we evaluate students based on what's coming up what are the requisite skills needed to be able to do this next component in the curriculum and if there are gaps there depending on the need we'll provide that intervention during classroom conferencing or small groups that's tier one intervention if the needs are more substantial if it extends beyond that we'll provide you know a more intensive typically out of the classroom sometimes push in intervention support to supplement what's going on in the room and that's tier two intervention it's done over a prescribed period of time and we gauge what sort of growth does the child make over that period if they make significant growth to to meet reach our targets we go back to tier one or no intervention at all if they don't we'll look at tier three intervention which is more time more intensity it could be different strategies as well if that's not effective and we we're seeing perhaps uh learning strategies getting in the way then it may be a referral for special education um it may be a placement issue uh so we evaluate that through what's called our scientifically based research interventions process that's prescribed so the math inter coaches that we hire they do provide some intervention for tier 2 because they have a specified skill set that supports that and these are you know we had some limited interventions previously and that's why you know historically from the time i was at dodd as a as an administrator like we've kind of looked for this resource and never really been able to fund it uh the federal aid has supported that and we're looking at our data now um and over the next year or at least to determine you know the the viability and necessity of that support um so where are the because maybe i missed this part the the two positions we're talking about are not god and that's the is one one at each school yeah okay so it's just to bolster each one yeah okay um and so at the cost level so then what you were saying was is that although although you're calling them coaches that that's actually a teacher's salary right yeah yeah a teacher a starting salary or whatever um it would depend i mean it would only it's not going to be a starting salary because we're not going to hire a first-year teacher to coach other teachers so they're usually more expensive but when we budget it we take the uh experienced teacher over here move them into that role the new so the new position that we're hiring is that first year teacher you know what i mean right and that's my budget ad is that first year second year teacher so to speak and there are some teachers that are willing to to take on that role instead of are they are they um yeah not willing classroom work interested i'm sorry all right so are they are they so they wouldn't so in in that scenario are these uh teachers are willing to give up classroom time are they totally giving up classroom time for this more specialized work is that yes it's a it's a change in yeah change in assignment and do you find that they volunteer or is this more of a they're being uh compelled no no no oh i can think of what i hear compelled is the exorcism and thankfully we don't need to buy an intervention to convince people to take these roles these are positions that are um a change in pace and a professional you know growth opportunity that our our staff is interested in so we have to make decisions about who's most appropriate okay great um are there any other questions on this particular topic okay um vin i guess wait i do oh um can we come i i hope we have more of these meetings because they're quite fun but um is it can we come back and revisit this periodically i just want to as we get closer to that deadline um like to get an idea of how what what trends we're seeing with the intervention is it doing what it's supposed to be doing and then next um what are we looking at in terms of making these positions permanent and how we're going to fund it just so we're not caught shot cut short in january of 2024 25 yeah whatever okay that's awesome absolutely just one thing that i'd like to add that i should have explained is so the the funds available through you know the two remaining large grants are september of 2024 we're expecting clarification though that we would have to essentially encumber the funds by september of 2024 but we could continue to use them beyond that period and there's also talk at the federal and state level of actually extending the deadline on the grant which would be helpful because we will try and stretch out the use of the grant you know as far into the future as we possibly can so if we see that the learning interventions you know are having a good result and we can reduce the number of hours in a particular position or reduce the consulting dollars we need that means that we can continue to run that grant out you know beyond september of 2024 so that's kind of breaking news we haven't gotten anything in writing yet but it is not supposed to be released relatively soon well that would be good news that to allow you to encumber an expense like that um that's quite a change for the feds so i i hope that's that's something they'll let you do right you know i i don't think they're doing it because of cheshire where you know our dollars are relatively like but some of the other you know larger school districts that have you know multi you know tens of millions of dollars to expand they're you know having trouble uh coming up with a plan to expend it by september of 2024 so you know that's really the rationale behind the extension yeah i i would appreciate it adam because we're having difficulty in our district hiring people so that's the use of things right there that's not that's supposed to be used but can't be used you know because we can't hire well no i and i wasn't commenting on the an extension i was commenting on the encumbrance part because usually you have to expend before you have to actually expand before the end of the grant that that's a quite a change if you know if they allow the encumbrance part the extension yeah though sometimes they'll let you do that but um that's always helpful like you said if you have millions uh still hanging out there to get to get another year to spend it it's always nice um okay um uh next so uh is there anything else on the grant um presentation either uh additional information or questions okay i guess um we will move on to considerations for the 2023 operating budget okay you should see my screen again the slide that's um budget prep is our budget prep is is well underway in fact we released last week the budget worksheets to all the schools and all the department heads so just very quickly the target dates that we have here on this particular slide the initial budget requests have to be submitted back you know to my office and school district operations by october 7th the request for new programs um as well as any you know maintenance items outside of day-to-day maintenance those are due back by october 14th then between october 14th and november 4th there's you know various reviews that take place on the budget and the new program request forms those new program request forms you know would include things like request to add additional staffing or add a particular program in a specific school which can include not only staff costs but also cost related to new programs whether it's some instructional supplies or or books so this is pretty much following our standard process and then you know the target date that we have here in school district operations is to complete the superintendent's budget recommendation and then start preparing the budget book so that's just before the thanksgiving holiday is our goal and if it slips a little bit that certainly does give us time to be able to complete the preparation of the budget and then we start working on the actual development of the presentation of the budget and the recommendation to the board of education um what i what i don't have listed here are the dates for when the board of education would start doing their review of the budget but you know we expect those dates to be released relatively soon and we'll start the second week of january and generally finished by the end of january or the first week in february okay so budgets on the way these are some of the uh assumptions and factors that we're we're dealing with and i'll run through these kind of quickly first of all it is a uh you know an election year i know everybody knows that but in particular the governor is up for re-election um and if the governor is not re-elected that's you know could have an impact on the completion of the biennial budget which needs to be developed and the biennial budget is a is important because this would be the first year of a two-year budget it's also a long legislative session and when we're in the biennial budget year plus the governor's election year it tends to create a level of uncertainty delays the actual approval of the state budget um and there's always talk around you know what the grants will be especially ecs which is our largest grant of about nine million dollars and the reason i just wanted to put this out there is because it certainly won't have an impact on the development of the superintendent's recommended budget but it would have impact by the time the budget is being reviewed by the board of ed members and then at the town council level as well so we're in for you know one of those extended budget cycles i believe um the other thing that we know is happening is that higher energy prices which are going to push up our cost of electricity heating transportation fuel will certainly include you know a budget request that's got to be more robust to accommodate the higher energy prices we expect in 23 24.

we just want to send something for you schools credit union thank you carol for the contact for school's credit union they'll be attending the standard insurance is coming california casualty and then we also opened it up for any teachers or their spouses who have home businesses so they have the option of having tables set up at the event too well fun sounds fun all right thank you very much are you sure we can't know the location [Laughter] okay do we have a report from csea and i spoke with miss knott and she did not have a report tonight okay moving right along um reports presentations csba equity network and west ed update um there we go so one of the things the board had uh been talking about for the last year year and a half was the uh two board members and myself joining the csba equity network to take a look uh at the processes and policies that we're doing as it relates to equity and so uh miss kelly uh trustee kelly and myself have attended two sessions uh we have two more left and then i was going to go ahead and briefly just turn it over to miss kelly to see if she wanted to add and then i'll jump in if there's something else but our point tonight is really just to kind of give you an update that we've been going and it's been going well and we wanted to just let you keep it on your mind thank you so yeah we've attended two meetings we've been anticipating this network for quite some time so we're very excited to be involved we've had two meetings most of what we've discussed at these meetings is terminology level setting making sure that everybody understands why we're there what the what the purpose is finding out where people are in various um arenas like you know do they have an equity statement do they have an equity policy have they started doing anything like west end what what exactly where is everybody um and happy to report that we're right in in the mix you know we're we're actually a little bit ahead of the curve on some of it we have a policy and the nice thing about our policy is that west ed who's going to be doing our equity work uh internal like our operational equity work um they've reviewed our policy and came back with a really strong review for it doesn't mean there's not room for improvement um definitely at the upcoming meetings from the equity network we're anticipating or hoping that we will be digging deeper into what uh policies we have in place and um how to improve those so one another thing that's going to be happening with west ed is i'm going to be participating so i'm excited about that um and then the west ed uh committee or the equity committee will be reviewing the policy and providing their feedback as well so we definitely will have some work to do as far as upgrading and updating our equity policy creating an equity statement etc one of the things that the we're anticipating will happen with the equity west ed equity committee is that we will be uh conducting a r root cause root cause analysis which is great because it will really dig deep into some uncomfortable conversations and find out you know where we have work that needs to be done and this is the same type of work that's being done for other districts who have been identified as having disproportionate outcomes disparate outcomes and they have been kind of put on probation with the state so to speak but the first thing that they do is a root cause analysis so we don't anticipate that we would ever be put on probation we're we've always been a very equitable forward district and intend to be even more so but if they're doing a root cause analysis i think that's a great place for us to start as well so i'm excited about that happening and then i just wanted to say uh kudos to mr superintendent lear and the staff because we've had just a few brief conversations input from community about equity we immediately added it to the superintendent's goals for the year and lo and behold they're charging forward with a great plan using west ed and so uh kudos to them and thank you and i'm excited for what's to come that's right that was a lot yeah and i i just a couple other tidbits to add uh one of the things that as we learned as we went through the the equity sessions with csba was we actually were one of the few that had a policy um so we thought that was kind of interesting because i think at least kelly and i as we went through it at first we thought we were going to be alone without one and then as we move forward our hope is that they'll give us some guidance on looking at our policy analyzing to see what what's what we could improve on um and then as it moves to west ed just to kind of let let folks know that we're really excited i compliment our team there's a smaller kind of leadership team within that there's five of us really working behind the scenes the last three two months as we started working with dr browder from uh west ed and as kelly pointed out we did share our policy with her and i was a little nervous but she did come back with some very positive feedback and she has a nice way and hopefully at some point she'll come here and share with the board but she's a really nice way of saying yeah it's really good but you know we could tweak this or that and it just makes you feel good about you're like well we feel really great about that um and then the the last part is our first meeting we're holding with our wested equity group is october 12th it's an all-day session and we will come away from there starting to identify our outcomes goals and kind of a timeline for that and with west said we've we've identified this is not just this year this is going to be a multi-year uh process so with that we just want to give an update on where we were just to make sure it's in the forefront of people's minds i just want to say great job kelly for your report and yours too mr lair i'm sorry is it okay to speak absolutely um and going forward with west ed i think it's very important because we've always worked on diversity and you know improving is always a good thing nothing's perfect so thank you to you and your team and thank you miss kelly for going to the workshop i knew um dr lee was supposed to go and i don't know if she's you know changed her mind on attending any other meetings i know she cancelled all five but yeah i think it just it became a conflict for her that's unfortunate one thing i also wanted to add i'm sorry was that part of what was so great about the two meetings we have had is the interaction with the other districts and finding out you know what barriers and challenges they're facing what solutions they've come up with best practices and so it's been really informative in that sense so just yeah and the other thank you miss pope for letting me think a moment while you were speaking there yeah the the other thing is is there is a board uh reflection sheet kind of just to normalize where we think we are as a board and superintendent and so i'll uh probably share out in a friday communication what that is and then if you're comfortable i'll have each of you fill it out submit it back to me or miss kelly and then we'll aggregate it and then just share the results not i mean anonymous so we'll just kind of share where we are and it's all with an equity lens of how do we work together i think there's six six to eight questions so i'll share that out and then if anyone has questions i'm happy to do it but um it was interesting we had a nice dialogue with other districts and superintendents and boards that were doing it it was interesting because everyone kind of rated differently and then it was like well is it from my perspective or is it from a whole group as a board but really it's trying to work as a united team on any topic and that's that's a big thing with csba obviously is a united board is the best uh approach this is just to clarify that self-assessment is for the board we're not sending it out to everybody else so just just is this for sac county or the whole state of california it's for the whole state very nice okay well thank you guys very much appreciate it next up we have positive behavioral interventions and supports pbs overview with chris perez it's on now okay thank you for having me uh back this month to talk about pbis so i'm going to be going over pbis which as you mentioned is positive behavioral interventions and supports which is being implemented in the district across the district we'll talk about that this year if you want to post that form um so the purpose of pbis and you guys have this in your packets is to make schools more effective and equitable for students it's really about creating expectations when it comes to behavior and even dives in a little bit to academics and social emotional awareness but making those predictable consistent positive so you're creating a safe environment not just for your kids but for your staff as well and really pbis is a framework it's not a program that you implement and then in the next day in the next week the next month everybody acts perfectly it is something that you are continuously going through a cycle of inquiry and making better and we'll talk about how we're doing that in a district in just a moment um it is evidence-based and it is for all kids we follow a tiered program uh that starts with involving all students at all grade levels at all schools this is that continuum of decision making that we look at so when we talk about pbis it really follows that multi-tiered systems of support model where you have tier 1 supports at all schools where that's going to hit about 80 percent of your students you deliver it to them but about 80 percent of your students are going to respond to that there will be some more supports for about 15 percent of your students in that yellow area and then those students that really need those intensive supports pbis provides that and schools are working towards developing those this is just a brief snapshot this was taken from august of 2020 about how many schools are using it you see back in 2000 uh that number has risen uh in 2020 29 000 schools using pbis and then that's greater than 30 of all schools nationwide and really pbis is meant to do these seven things really make reductions in problem behaviors uh increase academic performance we know that if students are in class that's the number one predictor for them to do well including increased attendance student perception of safety i know our students just took their panorama survey which gave us some results that we're also going to be looking at but pbis goal is to make sure that students feel safe on campus and then with teachers and staff members giving them the ability to handle minor behaviors in class and that really creates that teacher efficacy and hopefully our teachers want to stay at our schools because we have such great programs in place and such perfect kids this is just a model of what our implementation is looking like here in center we work with placer county office of education to train uh and implement in three different tiers so we'll talk about how each where each school is on this development but in year one you really look so for example we have three schools in year one right now last year they went through year one training uh with placer county they all took teams uh and they're implementing their behavior expectations their rewards incentives and then some of their other protocols this year some of our other schools are in that year two and year three where they're offering their those more intensive supports for those students that need them so this is what some of our behavior matrix looks like these are elementary schools as you see our dragons at dudley they soar so they safety first own their choices they're always kind and respect and then you have north country spinelli and oak hill and their expectations and mottos up there as well pbis also lives in our secondary schools so as you can see their center high school who are fierce proud and united and then over at riles they follow the husky code which is be safe be responsible and be respectful here is what the implementation looks like here in the district as i mentioned we have three schools that are going through tier one implementation right now that's dudley oak hill that shouldn't say wilson's serials that's a mistake but that should say spinelli so spinelli sorry i'm reading this whole thing wrong those are our tier one and two trained so those three schools dudley oak hill and wilson sea riles have they've been doing this for a little longer they have tier two programs in place for students the tier one schools those three schools i mentioned earlier are implementing their tier one now that's center high school spinelli and north country mcclellan will be going through tier 1 training now and they will be implementing in the fall of next year and then we are still figuring out a plan for our rex fortune site and how they're going to roll out their implementation when they kick off in the fall of 23.

good evening board um so thank you for ratifying this kind of agreements so as a result of that there is legislation ab2756 that requires that the dollar value be disclosed at a public at a public meeting related to those tentative agreements so the first step is the public disclosure related to cuta so part of the tentative agreement was a formula on the actual compensation increase so that formula came out and resulted in a 7.02 percent increase for cuta so it will be just over six million dollars as depicted in the attachments to your agenda ongoing so for the employees in this unit it will be in effect with their October paycheck and then in the month of November they will get a retro check related to the work from the beginning of their contract through September 30th so I'm asking for your approval this evening related to the dollars associated with the TA okay discussion or questions by the board um only that I wonder if it would be useful to put on the record if Mr Hammond you want to explain to the public exactly why we're opting out and what latitude it gives us because we're opting out in order to pay the exact same amount we would have in the contract for this year yeah so one good question we were in a three-year agreement and our concern is in the third year not the second year with the declining enrollment you have declining revenues and there are a lot of unknowns with that so we will go back to the negotiation table in January when we have an idea where our enrollment is headed and then also we'll have a brand new not a state budget but a Governor's proposal in January too so we have a lot more information going into the next year to make better decisions for the third year out so this gives us both us and the union more flexibility in terms of finding out waiting to find out what the data looks like yes absolutely two years out thank you very much exactly so we don't get our enrollment until we will have um seabeds in October and P1 by then but we don't have P2 until May May yeah so those are the the real numbers um that we will need we we will need to know in order to negotiate moving forward all right good thank you okay I'll open it for public comment anyone all right see none I'll close okay with this may I have a motion then so I moved Tom Lando moves I'll second that motion okay Eileen seconds okay we can have another uh Voice vote on this so this is item 93.1 all those in fact favor signify by saying aye aye aye okay unanimous okay we move to 932 which is the same issue but now it's the California school Schools employee Association csda yes it's the same disclosure as we just did with our teachers and this is with our CSEA group so they have the exact same language for compensation so they too will be receiving a 7.02 increase to both their wages and earnings on the salary schedule and an additional 7.02 percent of the district's contribution for their health and health and medical benefits essentially so their total compensation dollars will be 2.6 just over 2.6 million as depicted in the attached PDF and that would be ongoing all right any questions comments I'm sorry I might have missed this what was the percent again 7.02 okay that's what I thought I just wanted to make sure that that was all clear thank you okay uh no other questions I'll open it public comment anyone wanting to make a public comment all right seeing none I'll close it okay so may I have a motion then I move approval of this item okay so Caitlyn moves approval seconded that's Tom Lando seconds and again we can do a voice vote on this one all those in favor signify by saying aye aye okay unanimous all right so move on to the public disclosure doc documents for the Chico Unified management association Kuma yes so while not an official bargaining unit group there is compensation for the kuma group the management association again the exact same 7.02 percent I'm just over a million dollars for that group but because it does have a financial impact and does impact our budget it does need to come forward in a full disclosure and to be approved by our board yes now how many staff do we have who who are covered by this agreement 89.74 FTE because we have some partial FTE stands for full-time equivalent and so this is um District headquarters staff a lot of them um School site leadership principles assistant principles are psychologists directors the four of us on this panel here okay and occupational therapists we do not negotiate with management so it's a board decision so that's why there's no tentative agreement but that's for the four view on just right there two of you have separate contracts right yeah okay and does this attach to those as well yes okay thank you I move approval okay so I have a motion by Matt tennis just uh just a point of order um just to make sure that there's no public comment I will yeah thank you do I have a second on this I'll second that much was there a public comment not yet I haven't asked well we have to ask the Republic comment before we have a motion on the floor is there any public comment s please okay seeing that I'll close all right so we have a motion and a second uh on 9.3.3 uh we can do again a Voice vote all those I seconded oh I'm sorry okay so uh we can have a Voice vote again all those in favor are 9.3.3 signify by saying aye aye okay so we moved to nine three four the relocatable classroom building at Parkview Elementary good evening thank you for your time we bring this item forward as information only because the back in June the board approved an emergency resolution to place a portable classroom building at Parkview Elementary School we're required to update the board every month until the project is closed out and completed tonight you have approved extra expenditures for Americans with Disabilities Act lighting from the portable classroom door all the way out to the sidewalk in front of the school which was unforeseen request from a requirement from the division and the state architect as well as new ramps there are two entrances to this portable so there's two ramps the classroom is fully functional operating well and the school is pleased with the work so it's just an update for your information any questions so the work has been done we have not proceeded with the path of travel lighting or the ramps but we got board approval on that this evening on the consent agenda so we will start on that right away hopefully we'll just have one more update next month and we'll be completed thank you thank you anyone else have any questions okay I can open it to the public anyone have any questions all right this is uh doesn't require action it was informational an update thank you Julie okay so we move now to the Chico Unified School District governance handbook for 2022-23 and this does require action so do I have any board members with queries or comments on this yes Mr Dennis is there any sort of summary that you that anyone might come up with to describe what sort of changes have been made how would you characterize changes that were made to this so the changes that would be made are can only be made by the board and there were no changes submitted for this particular doctor so this is the same one that we were looking at a year ago correct yes okay um just for clarification this this space and time is an opportunity to make those changes correct yes the board asked at the August 3rd meeting to bring it back so that there was more time to review the board governance handbook and by all means that the board wants to make changes now would be the time to do that and we can vote on those changes tonight or or we could want to sit on changes to vote on at the next meeting if we need it if any board member needed time to consider so the intent was to bring changes forward and vote on those tonight but the board can always extend that and um just for Mike my clarification for our process um if there's multiple changes that any particular one or multiple of us want to make would we do those with different motions or try to put them all on the table at once and then build it all in at once it a historically we have identified areas where we wanted to make changes and made suggested changes in writing so that each member had a chance to see it and consider it before we actually get to the meeting and you have something to work from rather than just drafting on the spot um no one has indicated from the last meeting that they wanted to make changes or we would have seen something yeah I definitely have a couple of changes that I want to maybe bring up um but I wouldn't want to um push for a decision tonight necessarily right but I have some things I'd like to discuss so I was just kind of curious about how we went about that it partially it's my fault for just not being really on it I really appreciate Erica's prompting last week to remind us that that this was coming back up on the agenda having four jobs definitely has taken a toll on my my attention to this particular thing so well it's um it it's been the practice to put forward something in writing and maybe an explanation of why you think it should be changed and then we deal with it at the next meeting okay I appreciate the context um thank you and there we're we're fine with the one that's in place I mean we're not operating without our document this is our document so I have no problem with waiting if you have things that you'd like to to bring forward do you have a context that you're I just I have a few things so when we're ready to start to maybe chip away at some of those um for me to just put it out on the table maybe one at a time um do we want to start on that I don't I was it's always unclear to me how we do board items because it's us we're not waiting for a staff presentation you know so Rules of Order kind of get a little blurry for me here no this is ours this is something that you wanted to direct attention to um so my first thing that I'd like to direct attention to is um that the um the the document has a lot of references to um she he pronouns and I'd like to consider changing those today they them pronounce gender inclusive pronouns um to to set that that standard of being inclusive of all identities um is is the first thing that I'd like to consider where Katelyn where are oh um I don't have particular pages I just know when I was as I was reading through this right the third time what was it again the topic that you weren't when it refers to there's usually a s with a slash and an h e for she he whenever she he referring to a board member instead of having she he we could always just replace that with they them oh yes yeah I get you so that was the that was the the first thing that was I I honestly think it's a yeah well agree with the intent it looks like it only pops up once in the in the document actually it's funny that that stuck out to me because I read it last week and that stuck in my brain and I wrote it down today so all right was there another um I do want to get a little bit more into looking at first of all um the section that starts on page 10 that's issued lines out issues and protocols um just for our own reference sake it would be nice to number those issue one issue two issue three so that when we reference them they're numbered um so my next step would be issue one um the it seems pretty loose it just says that we will revisit this once a year I don't know if if that's fine or if we would want to consider making it at a particular time in the year is it always in July usually unless we kick it down like we have this this meeting um Number issue number two which isn't numbered but it's the second issue that's listed um clarifying the voting no courtesy is only a courtesy and not a requirement right um and so a general understanding that it's a courtesy and not a requirement I I think that either just reminding ourselves as a board that we don't need to ask for clarification when somebody does vote no that it we just understand that it is a courtesy to explain why you're voting no but you don't have to and none of us have the right to ask that explanation of somebody else um I don't know if we need to put that in writing but just something else to State um it has been something that has come up in some you know points of contention um in the past um and then the bigger one that I would like to adjust which is probably not something for tonight is our process for selecting officers the actual nomination process or the qualifications for office a little bit of both okay yeah that is something we spent time on four years ago but it revisiting it is a good idea one of the things that um I think might help all of us now is to to talk through the why we selected certain qualifications because it going back and talking about that again is helpful yeah um and I I want to speak candidly on my impression of how that goes because when it has qualifications it seems like it it it seems from my perspective that it's been suggested qualifications and not like concrete qualifications and so you know to me it feels like you know this is what we this is ideal but we don't necessarily have to abide by this and and can we make that more concrete you are correct that that was the intent if it's not clear to a new person considering that then we need to revisit it the qualities come out of cbs's uh Workshops the csba workshops and a little bit too of our own experience yeah we we added or subtracted from suggestions because of experiences we had as a board So speaking from experience and this is being a little bit more candid than than I'm usually comfortable with which is weird because I'm usually pretty forthcoming um I I think that it's really important that we have a board president who has officer experience who has who has went through the process of of working with staff on the agenda and who understands the Rules of Order and the decorum and just you know all of the minutia that goes into running a meeting and so to me it seems like this seems really self-serving and this is not the purpose of this it's not my intent to be the school board president but I do think that it would be important for a school board president to have vice president experience before sitting as a board president but of course that's just one person's opinion and it would be up to the will of the board to make that change in in our criteria not only vice president or other Opera experience but the training that goes with being in a president leadership role is very important for you know when I stepped in had I not had some training it it is such a huge step up to take on that role that without training it just it'll it'll eat you yes and again speaking from just personal experience this is only the middle of my second year on the board um I went through the president training last December and I've been able I've had the really the privilege of of getting to run a meeting and I really think that that experience and the experience of working through agendas and and communicating frequently to stuff like it's really important to understand that context I I know that I could have handled being a board president this year for example but I think that having a longer period of time sitting on the board is really important for that context and and I can also speak from personal experience this year just being the vice president that it has helped me see what it takes to be a board president um and so I wouldn't want anybody to think so highly of themselves that they could just take it on without any kind of training or any kind of longevity on the board whether it be you know at least one year in an officer position or whatever that might that might be and again this is just speaking candidly from personal experience as an educator sitting on this board for only you know a year and a half so the context of this is then that um you have given a framework you would need to uh put the suggestions um that you would like to argue for in writing and then they would get disseminated to the full board and we would vote on this at the next board meeting because we're all going to sign this so everybody has to recognize their commitment right so my understanding is we can make changes tonight that maybe seem a little bit less intensive we could make other changes at the next meeting based on a more fully um presented set of criteria or whatever it might be I mean it Forward would be my suggestion in giving you Caitlin or any other board member an opportunity to deal with whatever topic they may want to bring forward to would be appropriate it's um it just works better to have something to work from at the meeting yeah I agree with that I want to ask a question of clarification yeah you said something interesting just a minute ago you said that you made the point in response to some of these questions have been raised that we're all going to sign this so yes so we're going to want time maybe to to go over it and make sure we're really on board with what's being put in it right that's why we've had it for you know a month yeah so yeah I mean a big document like this you know I mean I'm not necessarily one to go around just signing big big big long lists of rules that I'm going to impose on myself just kind of willy-nilly you know I mean um with all due respect to all of you guys and all the qualifications that you have just because we agree to put something in you know some manual doesn't mean I'm gonna you know sign my name in blood on it and and commit to always you know upholding that standard and through all circumstances uh the first year I was on the board I did not sign the manual you know I was kind of being um you know maybe kind of curmudgeonally under the the coveted circumstances and you know and and I I felt like that wasn't something I wanted to do you know so I just didn't the second year you know I think I wanted to project more of a maybe team player mentality and so even though there were things that I was kind of plugging my nose about you know um you know I just went ahead and just kind of did for the team but if it's our understanding that I 100 agree with everything in that book before I put my name down on the policy manual which I see is kind of a formality especially being the clerk that I might not be signing it again this year I just want to throw that out there as a as a possibility yeah even as written or with any potential changes but also this is an opportunity I think a really nice team building opportunity to give your input on what you know would make you more inclined to sign it and I'm not saying that's what I expect or what anybody expects but I feel like it's an opportunity for us to try to collaborate on something that we we really all can feel good about if it's possible to feel all feel good about something that we can agree on let me just kind of lay out if I may continue that I'm president my sort of view on this right I mean when we took the oath of office right it didn't say anything about the Chico Unified governance handbook right it was all about upholding the Constitution you know uh the the you know the legal and administrative mechanisms that are put in place by laws that are higher than us you know for us to run the district I think that that that's really what ultimately you know the law the laws that are being imposed on us those are the things that in my mind we really need to obey not like you know some some big kind of like uh you know effort for us to all have some sort of Vulcan mind meld in in the sort of the five shall become one sort of a thing no I mean I think we all have our own strengths and weaknesses and you know the ideas that we um you know put our ideas out there and you know sometimes we're in the majority and sometimes that we're not and it's not the end of the world it's just the way it is and you know not everyone is the same and so why should we go through an exercise of trying to create a document where it sort of tries to uphold the idea that we are all the same um I hear what you're saying and and I I and I'm not I'm not here to change your mind or try to argue with you I I want to frame it in from an Educator's perspective in this world of education is this is a democratic process and yet you know as a teacher we have a classroom full of students who are very diverse with very diverse backgrounds and and diverse understandings and experiences and yet we still have to set standards in our classroom for for team building and trust and and building relationships in order for everybody to feel heard and valued and successful and that's what this document release is supposed to be is supposed to set the foundation for us to operate in a way that makes us feel as though we are really working for the the the best outcome for students in this District as a cohesive unit and and it allows for us to disagree it it definitely identifies in there that there will be disagreements and and we can vote no and just just what's the most civil way of doing that and and the understanding that we have and can remain collegial about it you know and and not not go the device divisive route and yet and this is meant to be um you know more of a unifying way for us to to operate under legal pretenses because that's what we're here for um and set that example of working together for the goals of the district does that make sense If This falls in the category of you know what I like to call schools of thought right you know schools of thought is a great concept because it I'm sorry to be keeping all you guys awake but it's only here rather than home but but like you know there's validity you know there's validity in the idea that people come together and you know sort of learn to work as a team you know and to disagree as a team it builds a better society when we can look for areas of Common Ground you know but also like you know a student you know in a classroom needs to learn to be subordinate to you know the teacher you know the structure of the school and and sometimes you're not an equal you know sometimes you have to take you know direction from somebody who's in your authority over you and you know fall into line and so you know I mean there's there's a time and a place for for all those ways of thinking you know we need to fall into line on about under the laws and the structure that is kind of you know imposed on us and not necessarily being being trying to like uh you know imagine that we don't need that that's all I'll say on the topic Ellie um this has been very valuable discussion under the effective governance title in the beginning of the document I think all of the things um member dalby and and member Kenneth have just said are there that is what you both just described and I will um remind people I mean new members have only had one chance to go to the CBS uh annual meeting where you really get exposure to how much diversity even with school boards there is and the kind of issues that for them are popping up more dramatically so I do think this is largely CBS framing csba yes yes yes Framing and it is about collaborative work as a team it isn't about erasing dissent um right and so uh you know I encourage everybody to actually I thought this one was extremely well collected and stated but if again if individuals see some particular area that strikes their eye um you know they Sheehy kind of thing that uh maybe nobody else noticed um then again that's the kind of thing but I do encourage you to present it in writing because it's important that when we do have it put together and we do sign it that um we feel like we had a role in it so is that what you want to do is to submit suggestions uh and your Arguments for those and then come back into the next meeting that would be my my desire yes Tom first of all I want to thank both of you for that because that was a really a fascinating conversation and as a social studies teacher hearing different ideas about how people organize themselves and give power to one another is really fascinating and so to hear it appears is kind of tickles my teacher heart in a really good way um come to mind if because I was listening to Mr tennis think about well you know the Constitution say right there was no outside Authority saying you've got to do it this way it was a group of people who came together I said we need to govern ourselves somehow let's find a way to do that where we can agree to disagree if we need to not that said I hear you um this is mostly uh I mean this is not legally binding in any major way um so again it's just a conversation I really do want to thank you both for for letting us have that secondly um do you mind if I make a motion no sweet because I think it's both uh small easy to fix and um pretty obvious in that there are people uh in our community and that you can unified specifically who do not identify with either the pronouns he or she it seems simply respectful to move the one instance of that which I believe is on page 13 it says he or she wishes to nominate um near the top of page 13.

in October and November we're going to shift to domain 3 which is instruction focus on both of these domains and the components within each will continue all year along with some examples feedback and instruction to help teachers understand what is needed and domain one and domain four walkthroughs have always been important here in Higley this is for administrators can visit classrooms and become very familiar with teaching strategies and all of these components walkthroughs typically last 5 to 10 minutes there will be a focus and is a focus on domains two and three during these walkthroughs and feedback is provided in a timely manner through Frontline or what we still like to call MLP so our teachers get immediate feedback and it dials into profound conversations it's important to know that not every walk through will result in feedback on all of those components because it's not possible in five or ten minutes okay one component that's extremely important is a pre-observation conference this allows the administrator and the educator to sit and Converse teachers can highlight specific look fors within their lessons share their lists and plans and even share some potential successes the administrator may see or even some challenges after the formal of servation administrator sit in a face-to-face conference with the teacher this is important because specific And Timely feedback is provided which is designed to facilitate an Educator's professional growth it's Mrs Martin's already shared this is a coaching tool what do we do why are we here we're here to support and develop our teachers which turns around and improves academic outcomes for our students this next slide highlights the levels of performance you will see there is a satisfa unsatisfactory category a basic category a proficient category and even a distinguished category we are working and striving for proficient so when you look at the terms under each of these columns it's going to name attributes or describe each of these levels of performance so you might be thinking why aren't we just shooting for distinguished straight down the board Okay so we've provided you an example you should have a big big legal size flown up um representation here so this is looking at domain three and component B using questioning and discussion techniques as you read through those you're going to see a difference between the ratings of unsatisfactory basic proficient and distinguished as we mentioned on the previous slide proficient is our Target look under proficient and great things are being described here in terms of instruction and supporting students look at the highlighted areas critical attributes section where you see the use of open-ended questions the effective use of wait time discussion between students participation and active engagement of most students and many students actively justifying their reasoning that all sounds pretty great to me I love to see that when I'm in a classroom if you move over to the distinguished column you're going to see a difference in who is quote doing the work under the distinguished area of critical attributes you will notice that students are actually initiating higher order questions extending the discussions inviting comments from classmates and ensuring that virtually all students are engaged in the discussion there seems to be a shift from the teacher orchestrating the learning to the students taking ownership of their own learning and even learning of their classmates these specific descriptions help both teachers and administrators set goals for continued professional growth student engagement is the heart of the Danielson framework our evaluation schedules have not changed this year we're excited about this school year with the addition of this evaluation coaching tool and look forward to the positive impact it's going to have on teaching and learning and student achievement I've had the opportunity to speak with a few administrators as they've been been doing walk-throughs and some formals and the feedback I've gotten is Rich deep discussions support for teachers at a deeper level than that strong tool provided for us in the past so changes change and we understand it takes time but we're being really thoughtful to support not only the teachers but the administrators through this process so thank you for listening to us and if you have questions we're happy to answer president kaler thank you that was good information to have um how is there going to be any reliability checks for the administrators is there going to be someone who will sit in with them on a few um assessments and then that way they can talk about it to make sure that the tools being used properly so is that okay you can start okay okay that's board member Reese that's been part of our discussion all along because it is new and we need to make sure that we're all understanding it and using it consistently so that's one reason for the training component with Dr treat plus Mr lotzenhauser and Miss Lindsay are working hand in hand with our principals going to be doing walk-throughs and having conversations after formal observations as well because that's so important that we all understand and Implement consistently president Kayla Boardman varice one of the other things that is part of the initial training is sort of that iterator reliability you go into a deep dive with it and you're big you're given some samples or examples in your uh to observe and then it utilize the tool and then you check for calibration and it also helps us make sure all of us are understanding what we're looking at and how we're utilizing it interpreting and documenting it so part of the reason that the training is much more intense and longer for your administrators as part of that integrated reliability understanding how to use the tool it also allows us to to go back into and work with the language as you saw on the smart card there's there's practically the like if you will the evaluation interpretation dialogue book that's pretty deep and so what does it look like how do we you know it it takes time but that is one of the components that's part of the training thank you I would also like to see since we change also presents opportunity and perhaps that not just because this is a new tool but I know as a board member teacher evaluations is something that I hear about a lot and have in the past that perhaps we have the opportunity to implement reliability checks just going forward not just to make sure because it's a new tool and we want to make sure but part of our strategic plan and what we've talked about is accountability accountability accountability and so potentially that might be an opportunity for us to go we start because it's a new tool but that it's continued that the principles have reliability checks as well because like I said as a board member that's something I hear you always know when assessment or when observations have been done because we will there's Ebbs and flows of of what we hear from our community and and everything the other thing is um I know you said the teachers have access to this card and and all of that information is there a way that if the teachers want more information on this tool that they can seek out additional training than what maybe their principles providing is there somewhere that they can get that obviously Dr treats doing that for the administrators but maybe a teacher's looking they they just need more one great thing board member Reese is that Danielson has videos online that we used when we were going through the training that are available for teachers as well our instructional coaches all went through this training not to be evaluators but to be the support Personnel on campus to help teachers when they have questions or provide specific examples so I'm excited we've included them because they're on site all the time meeting in PLC meetings and individually with teachers that's really good because when we speak the same language with our instructional coaches if they're working with a teacher and they can refer to you know so this area here would hit the Danielson tool classroom environment 2D so that it can connect with the teachers so when we speak the same language and it's relative to them then that makes it more important I'm only gonna just throw this out there because it's a concern I've heard on and off is I don't think we have a consistent message right now I have heard from different campuses this isn't sticking around I was told we don't need to worry about it it's not real and others are like oh my gosh we live and die by Danielson so um so I I think there is some mixed messages out there based on campus and when I've been asked it's no this is real this is live this is your evaluation tool and it is now and it is here um and so uh I I just don't want any of our teachers to be cut off guard because they weren't expecting like you said our evaluation schedules are the same and I just don't want them to think that it's not um and so maybe that's something for your next principals meeting to have that discussion and maybe check in and see how they're they're filtering the information on their campuses so um I'm excited about it it's very similar to what I'm used to so I understand it so I'm just like oh yeah there's domains and components and everything else so I'm excited I think it's very clear so thank you thank you board member Reese for sharing that and it just reiterates you know consistency over time and right it's we can't leave it and I see the instructional coaches and our principals embedding it in their their PD opportunities not just what's coming from Dr tree but there so we just have to keep saying the same things over and over and stick to it so to follow up oh I'm sorry to follow up with what Mrs Reese said um maybe even mentioning it to meet and confer that we will be sticking with this so they can get the message out from them as well um I didn't hear I haven't heard that so um that's a new piece to me but maybe meet and confer can put that out to its members that this is the new method and we will be using it thank you president kaler I'm a board member Wilson I think one of the things too is we've been putting like for instance when we talked about it do these go on our board summaries that go to all of our all of our employees I think one of the things too is part of this change is we're also trying to not scare people as well going there's this whole new instrument and everything you ever thought you ever knew throw it out but rather we're trying to embrace this in a way that is that that is that launches it correctly but anytime you have change there is there is concern animosity about what it is so I I think sometimes some people downplay it to try and say don't worry we're gonna we're gonna take our time we're gonna do this well that may be construed that this isn't really that important I think one of the things is that our goal is to make this very important our goal is to do this well I think that any feedback that you hear or receive is important for us you to share with us because that allows us to then help make sure that it's interpreted correctly and that we're supporting it appropriately our instructional coaches is are even in their professional development when they're talking about a particular strategy for engagement I think you've read about this are pointing out this is an example of of this component and this is what it looks like different when and how do teachers get students more involved in because remember our theme this year is part of our strategic plan is student engagement so focusing our professional development and the new evaluation instrument all honing in on the same topic is an ongoing theme you hear but we appreciate you hearing questions concerns and feedback because it allows us to make sure that it is being interpreted and shared consistently appropriately as we all Embrace new and and I think there is always there is always challenges when you start with something new um and I think we're we're trying to navigate that so we appreciate your help in that process go ahead Mrs Anderson go ahead I'll do the last thank you um the evals always come in as the Doom and Gloom time right because it it's received as um feedback but sometimes it's not welcomed as feedback um I I just want to make sure that these tools take into account um or are aware of that although the tool is going to be passed along and it's it's very thorough and very cumbersome and that's kind of why it took me so long to get back on some of the questions I was truly trying to understand this but it's really sometimes just differences in your evaluators and and their subjective approach I don't know how many different evaluers I've had and all my evaluations have been different um and I finally had an evaluator that has a science background um and finally got the evaluation that I thought that you know I deserved or at least an observation you know that met recognizing the approach to students to ignite that interaction and even student-led great questions so I just want to I just want to put that out there to be mindful of that and I know there's no way we can match administrator to teacher based on class but if we could definitely say keep that in mind as you approach these teachers they're obviously you're not going to walk into a history class and a chemistry class and see the exact same things and you certainly cannot evaluate them the same in my opinion also there's also this rumor that has followed among the different districts I've been in is with the um the previous tool the strong tool is you will never the the admins can never give you exceeds because they want you to grow and they just can't give you exceeds and and you know people would get exceeds but you know and you're like geez so is that a real thing that teachers can never reach that maximum level absolutely not okay okay that that's one reason why we walked you through the differences here on 3B because when you you hear it and you dial in on it deeper you kind of go oh that may look different um in a classroom than on a piece of paper so what does it look like and that does facilitate training and discussions between Miss Lindsay and Mr lautzenheiser um with the the principles because it's absolutely teachers are going to get distinguished but the reasonable Target like I said when I read what proficient sounded like I would be like oh this is fantastic it's an AP class yeah so we don't want them this message to be no people will never get that but we do want to assure people that proficient is great you know if you go in above and beyond that fantastic but it is attainable because there really are teachers out there that meet those requirements very well and maybe not in all parts the other question I or another point is so domain two the classroom environment is that going to look different for the hva teachers some of those points don't hit the HBA is that what your channel Academy yes okay yes we have to take all that into consideration because I've seen some incredible things going on with those teachers and sure and so I know Mr Lawson Hazard is working directly with Mr Dolan to make sure that it may not look exactly the same but you create a classroom environment it's more challenging online the couple of times I tried to teach a lesson I was like oh this is this is challenging so so in the videos that they would have to look at for training would they have do they have trainings for I mean because virtual teaching has become a thing you know we need to work for those because specifically during training they didn't show us that but that's something we absolutely can look for and if not then we could create some of our own that would be wonderful right because I think it's great to continue the last thing thing is a tool like this like I said it's very thorough um how I just be mindful of taking into account the excess duties and the growing class sizes and the changes that come to the teacher to be mindful of that in the absences not just t-trap but the student absences you know Finding Subs is a whole other thing for Teacher absences but student absences I don't know if you're tracking that or at least where I I am are just phenomenal it's almost like we went through a stage where absences just really aren't that big of a deal we come very lenient so classrooms look and feel different now with the way how timing is when works turned in and getting caught up and I look at some of the evaluations for feedback to students student self-assessment monitoring I mean activities and assignments some of these kids are coming in they've missed a couple days you're trying to give feedback to them it gets behind it gets overwhelming and I wouldn't want any teachers to be held accountable for something that is truly out of their control so I don't know if admins are being trained on that if that's something that has been discussed but I would really hate for that to be something that pull that separates them from proficient or distinguished or keeping them from reaching to that proficient rating just wanted to put my two absolutely vice president Anderson these are all things that are powerful discussions with our with our teachers and our administrators because I think our attendance continues to improve and kids are excited about being here but hopefully we don't have another covid blast but if we do I think we're better equipped now with the use of canvas and helping kids stay on track so they we they do have opportunities but their teenagers or young you know students so it doesn't always go as we as we've set it up for it to go so I just wanted that to and I know preaching to the choir again thank you thank you another great discussion and questions concerns um I too just um I'm excited for this and I also am um not I don't want to use the word concern because that's not the right word but just be aware and attentive that our senior teachers that have had um you know exceed exceed exceed exceed or whatever those are for years and years and years and years and now we bring in this new tool and now maybe they're going to be proficient and I just know that that change is going to be very very hard for some of our long-term teachers that have mastered the strong evaluation tool year after year year after year and so again just being sensitive to those um it changes hard period so I Echo the sentiments of this board and appreciate the time to help us better understand what it is so that if a teacher does come to us for any reason especially when you stop into Safeway and they grab your ear you're able to um you know have a legitimate conversation and we know exactly where we stand when it comes to this tool so I appreciate the time and the presentation tonight all right we're going to move on to an action item and again normally just to reiterate what Mrs Martin said normally we don't do an information item and a voting item all in the same night but tonight we felt it was imperative that we do so I moved that the governing board 8.1 I move that the governing board approves the sub rate to be increased from 125 to 165 for the daily rate and from 145 to 185 for the long-term rate which also includes our Monday and Friday hard to fill days and our Higley retirees second any other questions concerns comment all those in favor aye motion carries five zero items for the future agenda we have a preschool update coming up that's going to be fun um course guide is always a work in Project Mr Lawson Heiser shaking his head over there he loves he loves a course guide update special education program coming which are we including our h-tap in that great um CTE update coming and of course always our strategic plan anything else the board would like to see at an upcoming board meeting Mrs Anderson um it's I put this in the email but I don't know if that's something you know something that can be made public or if this is something the board we can receive but any information and updates are just understanding of House Bill 2161 I know it's the Talk Amongst teachers and it's coming down the lines to admins and admins to teachers as the governing board and for policy sake and revised statutes that are coming is there any way we can get some formal presentation or information on that president Caleb vice president Anderson absolutely yes we bring the policies to you that we are working through we will go into that deeply okay so we are going to um we're going to adjourn this meeting in our executive session so I move that the governing board moved to Executive session um for legal advice with our governing board attorney pursuant to ARS 38-431.03 A3 regarding a former employee and related issues second all those in favor aye aye motion carries sorry that was cut you off so we will adjourn our formal um board meeting in that meeting so good night and enjoy fall break to the maximum thank you

last last year thank you for allowing the kids to play gymnastics and boys volleyball huge success unfortunately our gymnastic coach who was looking for a job last year calling a job at Hartford so now we're looking for a new coach but we're confident we'll find one um excited today that I missed out to the ciec because we have some a lot of interest at Huckleberry and starting a unified program and they informed me that they have some grant money available for us to start that so we're excited to get Dave and Danielle started over there with Unified um as you know last spring our kids went to Florida um I just want to thank the community for all the support with the fundraisal body kits didn't pay anything to go to Florida because of the amount of raffle tickets they sold so if you don't know we did a rational in 100 of the whatever a student sold went back to them so it was it was off of them and we had about seven of you gift baskets from all around town which was awesome uh this week the football players the seniors have decided on Friday morning they're going to give their game shows as to a teacher with high school influence their High School career the most to wear for the day and then the game in October home game we're going to go to Whiskey near and then the November end we're going to go to the Center School in Huckleberry school so we look forward to seeing our teachers and and the football uniforms and hopefully attending the games and we hope that you know other sports follow the league um I'm very excited and this is you know thoughts to everybody here our hockey numbers are way up this year and I'm assuming it's because now we're gonna we're gonna fund the kids to play and uh hopefully some kids who couldn't play are going to play um I'm I'm excited for this that we're going to have um a student from our advisor at all three ciac student boards this year we're the only school in the state will have one on every board so we'll have a student on the ciac athletic advisory the ciac student quality Advisory board and the ciac sportsmanship committee um our sixth Class Act officers wrote essays and Mr belanum myself and Mrs Allen are going to pick the three students who are going to be on the state committees I'm also proud to announce that we as a district have have who are the most represented on all the ciac Committees meaning I serve on seven committees Mr Belanger suicide committee Dr perilla serves on a committee is to run the suicide committee and Dr Mann not only serves on the four committees but she's chair of all four of those committees so we are well represented at the cic and Cass so that's you know thank you to all of you and all your hard work for all you do for our kids thank you you have any questions thank you any questions for Steve it's awesome thank you I'd love to hear the participations yeah thank you right next up is our budget planning calendar foreign moves at the border approved the 2023-2024 budget calendar as recommended by the finance subcommittee and Director of Business operations campost Ed by Mrs Fernandez I'm supposed to be one of those uh come up with the Santa walk through it sure good evening everyone the process starts for us within about two weeks from now and I would be Distributing actually being actually a few of us started the process early I think connecting with Mrs various Dr pepsowski surrender because those three will be contributing to put together the clas budget which is the budget that's going to be in place for 23-24 so we've already started planning the process of Howard how do we go to collaborate to put that all together and then officially the first 800 years October 3rd were a distributed budget materials to everyone involved that we're going to have the budget assumptions at the October 19th meeting budget data is due back to me on October 28th and then over the course of the next couple of weeks me and Joan will be compiling and putting it together and adding the pieces that we do and then we'll be meeting individually with the principals the department heads in mid-november with the ultimate goal of the getting the budget ready in time for the November or December 5th finance committee meeting so we're doing that a little differently this year since the Board of Education meeting with the superintendent's presentation is not until the 14th we wanted to make sure we had enough time as a finance committee to properly vet the budget and go through all the meetings we tend to meet every Monday in December with the exception of Christmas week and then on into January as needed and those are all noted on the on the calendar with the ultimate goal of getting a budget approved by the board event in late January and submitted to the first selectment by January 31st and then it begins the process of vetting through the board of selectomin and the board of finance and ultimately public hearings town meeting and then referendum amen it's a long process it is so it's this is very similar in the last year's schedule other than the John's presentation is a little later correct okay um I also know that you skipped past there's a budget round table with the board on November 16th just before our board meeting it'll be at 6 pm at we've been still in Minnesota we're going to be going back into the media center at the next meeting so we'll probably be in the media center right now so uh so it's an hour-long meeting where the public is invited to give us things we might not be thinking about that should be priorities and it gives us some great input when we get input from members of the public on you know things to think about as we go through a bunch of reviews in the next month so it's been pretty spariously with a similar meeting scheduled for January 4th also before that board meeting we kind of discussed you know you know same thing having the same result but respecting a different result so maybe we can be more creative to get output and put yeah so we'll talk about that next slide in this community about how to maybe get some another source of input and we have to advertise it better I think so um the other thing for the specifically for November 16th this is for the board members um uh specifically the policy committee I think there's a there's a conflict there so the policy committee can take a look at that debt and we can figure out another time we were talking about that earlier tonight anyway in addition to that the um public hearing on January 4th there is typically that would be a facilities committee meeting so we're gonna have to think about that date however the second semester into the new year we don't have the subcommittees formerly adopted yet so just putting that on everybody's radar to think about it thank you John all right any other comments on that all right hearing none all in favor of adopting the uh the budget calendar please okay all right so thank you next up is uh we're moving on to Old business that's it for new business we have four policies to address and those of you who are waiting for public comment is the last thing with more public comments so um that the board approved new policy number 6164.11 instruction drugs tobacco alcohol for our final reading is recommended by the policy and Communications subcommittee the first reading was on August 17th I will also move that the board approved Moon policy number 6159 instruction individualized education program special education program for our final reading as recommended by the policy and Communications activity first reading was on August 17th I will move that the board approved new policy number 6171 special education for our final reading as recommended by the policy and Communications subcommittee first reading was August 17 2022 and I will let the board approve new policy number 5144.2 use of exclusionary timeout for our final reading is recommended by the policy and communication subcommittee first reading was on July 20th second of Los Angeles is foreign policies that we should talk about tonight okay hearing none all in favor of approving all four policies please uh um okay those policies are adopted all right uh next up on our agenda is the second session of public comment um and uh the first Speaker who signed up is Patricia bossio come up to the microphone I would appreciate it and then you name and address before your comments for the record thank you Trisha bossio to Whitetail Lane I'm here to discuss the proposed expansion of the Title IX bill it has a very nice title but it's a terrible piece of legislation it's called non-discrimination on the basis of sex and education programs for activities receiving federal financial assistance this was originally instituted in 1972 to help women achieve better quality and higher education facilities in sports but it has been extensively changed to include mandate and regulations that take away parental rights and endangered children the bill is 190 Pages along with you can go to childparentrights.org or look for docket ID colon [Music] ed-2021-0cr-0166 if you would like to research and rent suggest parent student there are many issues in this bill but I would address only one to nine I'm here to point out the gender identity protocol because I'm not so sure students realize the ramifications of something like this it means boys men who are anatomically mailed consider Feel Like a Woman of the female bathrooms locker rooms and chairs or vice versa it's a girl let's take one step further what about the transgender person who wants their own space will there be gender neutral areas for that don't they deserve their privacy as well I can say from personal experience that I've been in a woman's restroom and there has been a man in there I don't feel comfortable with that apparently the federal government is telling you you're not going to get any money unless you comply with these requirements I believe parents should know what's going on in their child school because another part of the regulation in this bill is that parents don't have to be told what's going on in the schools and really have no say about it parental rights are being usurped and I hope they begin to speak up and get involved the schools may tell you this is not going on right now by this past it will be implemented all public and private schools K-12 colleges and universities must comply to get money for school lunches breakfast food items and other programs I'm just a resident of Brookfield and high school taxes and feel the public should know what is being taught in their educational facilities with their hard-earned money and I'll end with a quote from Jesus in Matthew 18 says but whoever misleads one of these little ones who believes in me it would be better for him to have a millstone hung around his neck and to be drowned in the depth of the sick that's not my words that's it thank you thank you very much thank you all right that's it for double comment uh next up is cannibal Lake Elementary School while he's setting that up don't rush um they actually have like kind of a long update for you guys so we were able to tour the facility yesterday um there's Seth is filling up some photos that we'll be able to see but I'll just speak to some of the construction going on right now um downstairs in the Pre-K ring um the mechanical electrical and plumbing is ongoing um uh the ceiling into the ceiling as well as the interior framing in the first grade Wing which is all the way on the left of the building and in the back all of that is done and they're moving on to sheetrocking in the second grade language is lower level Center Lane in the back they're installing the ceiling grids that will hold the drop down ceiling in the moving upstairs into the third grade Wing the bathroom tile is ongoing so we've actually been able to see some of the bathroom tile in there which is looking really good in the fourth grade Wing painting is ongoing and in the fifth grade Wing they are installing those ceiling grids that hold those drop down ceiling panels um yeah yeah okay yeah um okay so this is the front main entrance where a lot of the exterior brickwork has been done um I'm going to be posting some other pictures um that show you kind of a close-up of some of the exterior masonry work but a lot of that's being done and we can we can really kind of see what that that picture of what it looks like currently is really starting to look like what it would have been this is the rear of the building you can see all of the glass and the windows are in this is going to be the one of the play areas the main staircase is not yet and it kind of still looks like what you see here but you can kind of see that the spaces are much more defined the media center is that space that you're starting to see over on the left and the this what I would be calling the grand staircase is sort of is going to be on the right on this wall and you'll be able to look out onto that into that big window into the multi-purpose area and this is that multi-purpose space where if you look at the rendering you can kind of see someone um sort of standing in front of that giant window that's way up high looking in that is one of a big Landing that's uh at the main staircase and you can see the multi-purpose space has sheetrock now so things are really starting to move along and move on to taping and painting in their neck this is the cafeteria you can see the sheetrock is is in there taping is going on what you can't see is the stage that is on the left side of that photo the stage has the brick work done in front of it so we can really see how big the stage is going to be and that it opens up into both a multi-purpose space as well as this cafeteria this is on the administrative area on the first floor so um they're still working on framing in there then they'll move on to sheetrock but mechanical electrical and plumbing is this is the gym so this room doesn't get sheetrocked this room is going to be painted the concrete will be sealed and there'll be pads along obviously all the way around the gym you can kind of see that they're toying around with some colors um um and this space does look a lot bigger on the very far end what I thought was interesting we learned yesterday those two very giant um openings are going to have basically essentially an enormous garage doors that lift up and that also connects to the gross motor area so you could have classrooms or events that use the entire gym as well as the gross motor area or you can section it off however you'd like to use it so the building is really well adapted to a lot of different purposes this is that gross motor area so if you're walking through some of those big doors this area is not still is still ongoing there's still a lot of Framing and stuff going on in mechanical and electrical going in there what you can kind of see all the way in the back near those windows that's going to be well on the back in the left side of it is the lower tax area and this is that space so it's the smaller cafeteria just for kindergarten in first grade and you'll be able to see some of that framework going in next the entry into the neighborhoods will all have these these spaces where there are going to be sculptures or artwork hanging down that you'll be able to see from the first or second floor and a lot of these spaces look a lot thin a lot more finished than what you see here with drywall and taping going into a lot of that information typical classroom a lot of them have sheetrock taping and they're moving on to painting but it looks really nice now that everything is sort of in there and you can see those are the ceiling grids that I was talking about that hold the the drop down ceiling panels so you can kind of see every classroom is going to have nine foot ceilings and so they're starting to really close in the space and that's that's generally it so there's a lot of progress going on I love it looks really good and actually Dr P and Dr riddle have some I'll leave I'll give it over to them because they have some more a good way to close out this section but anybody have any questions on progress all right I'll give it to you Rosa thank you um so it's Dr P and um drill made the weighted microphone um one of the things that they'll mention in in terms of calendar and taking a look at things is we are in a um situation where January 3rd is our Target and so we're talking about three three and a half months away excuse me so a lot of work even though we saw a lot of progress a lot of work still has to take place we're really excited about that looking forward a lot of meetings when we continue to occur with OMG and with the NBC to make sure we're staying on task in addition to that the the main focus now is to make sure that the area that will be occupied which is the main area on the north side of the building the four three to four wings that would involve grades two three and four cafeteria et cetera are all completely finished for move-in with the grades two through four faculty and staff there is a likelihood and we need to accept the reality that the Pre-K and kindergarten area would still be likely under construction the important thing there and we'll send informal communication out is finished walls will be put up anywhere where there would be any kind of an opening for security so students could wander into curiously wander into a construction site and certainly workers wouldn't be able to access the school so that's part of staging and shifting and Logistics and we'll work on that with us to check out the team as we continue on but Dr P Dr Rivera let's turn it over to you thank you thank you Dr will uh probably about a week ago the regular officers set up my desk is in front of my door to a young Doctor Who was across the hall and I said hey what are you working on she said the countdown to Candlewood I thought how cool I like it it seems countdown to Candlewood so I've adopted it as my own and this is the countdown to Candlewood it's a little transitioning plan over what we're doing so far um uh so the transition to many actually CLS is made up of people from Center whiskey near and Huckleberry mtsl uh we have met a few times as a whole committee and most recently it was to develop the cles mission and release Dr bill has shared this with the district I personally think it's the greatest mission in Village statement ever and I I got Jonathan Costa said that too around the creation at Candlewood Lake Elementary School we are a student-centered community dedicated to challenging supporting and empowering all Learners to contribute positively to our world to achieve our mission we create a safe and welcoming climate so everyone can develop academically socially and emotionally we build collaborative Partnerships with parents and Guardians as they are a child's first teacher we assure that the curriculum promotes critical thinking and creative products out of them allowing all Learners to persevere and find their own way we provide meaningful and engaging learning opportunities so all students feel connected and are active motivated Learners we honor everyone's progress and celebrate growth as well as achievement uh the series Alias uh transition committee as I said we need regular list is members of ceshes WIC TSO we also have our subcommitters inevitable meeting more frequently we have our climate and culture uh there's you know considering ways to celebrate Milestones social emotional programs uh do some Gatherings to build the build the culture between the the among the three buildings we have our academic stuff subcommittee intervention structures curriculum materials and Grading we have our Logistics subcommittee which is a rival dismissal and schedules we have our supporting systems subcommittee budget technology security human resources and finding our communication subcommittee which is uh you know how we're going to get the word out to staff families in the broader community and that being said I now turn it over to Dr Moodle to talk about communication thank you Dr P so we are excited to introduce the countdown of Candlewood in it you'll find key milestones and celebrations in the areas of the new schools construction such as the stairwells Mainframe as well as some of the highlights from the transition committees that Dr P just introduced in order to successfully merge seven grade levels into one amazing School community the countdown to Candlewood is organized to draw attention to key areas of the building such as grade level neighborhoods technology common areas and then an overall aspect of the ongoings of that transition important documents are also linked into the countdown that can be found in blue for example the security presentation that Dr Burrell gave it's welcome back newsletter as well as the progress photos that we just saw in addition there's also a Google form linked to the document down at the bottom to act as a driver to as we create an updated FAQ section this is a living document so as updates and Milestones are reached the document will be changed to reflect the celebration as you can see up here with the check marks Dr Burrell mentioned earlier this document will also be posted to our district website and will be a tool for keeping all of Brookfield updated on the progress towards clefs we hope it will get all members of the community as excited as we are as we become Candlewood so I'll care to see some of the overall excitement that has been going on generator installed moving contractors chosen you go scroll actually Daniel why don't you take a moment and walk through some of those big Milestones everybody's interested no problem so we have our grade level neighbor in the area of grade level neighborhoods our furniture and Equipment have been ordered our classroom cabinets and storage have been delivered um the bathrooms as mentioned earlier and some of the tiles and paintings being done fixture installations all underway stairwells with the exception of that grand staircase and Library staircase are actually cranked out scroll down the technology bid went out so we're awaiting I think tomorrow that's due um technology equipment will is anticipated being delivered in November or December so that's upcoming um in certain common areas so this is the nurses Suite the kitchens the cafeteria for the upper grades for grades two through five drywall as mentioned earlier has been started as well as the breakfast sod for the stage and the multi-purpose room and then the overall transition mission of beliefs as Dr P shared has been complete um like we mentioned the presentation of the security the welcome back newsletter the progress photos are all directly Linked In so this really becomes your One-Stop shop for everything Canada would like update we went through yesterday as mentioned some upcoming events that we're really looking forward to um we'll get some more packing and moving uh Direction coming up soon next month um our TCO is a temporary certificate of occupancy is uh scheduled to be early December tours as well as parents and student tours we're hoping will be early December as well and as Dr Burrell said the anticipate a partial School of construction completion so that Huckleberry as we know it can move in through January 3rd scrolling two and through for a report demo of Huckleberry starts potentially in February site work for permanent driveways and parking lot scheduled for April June 13th Pre-K great through grade one as well as fifth grade begin their packing in August 2023 we become Candlewood Lake Elementary School and I will say during the construction pretty much every classroom sorry during the construction every classroom of Huckleberry pretty much faces Canada lake so you know bless the teachers and the students because distraction of the Bulldog service in the stand it was just awning my own distraction this is so awesome the nice thing if there can be a nice thing about a demolition of the school is that the second third and fourth grade classroom wings are in the back and they don't have a cumulative set demolition so they overlooked beautiful woods and and the backyard area and place caves and Courtyard so not going to be a distraction so let's she sees me through the walkthroughs because I have to pay a little 12 year old boy going through a construction site again but it really is exciting and Dr P really likes wearing the construction uh hat last night he was really excited about that we need to get him a Brookfield Bobcat sticker on it though like it's a football helmet that I think that would be really exciting a couple of things I wanted and Danielle thank you thank you very much Dave thank you I wanted to share a little bit and certainly turn it over to the board if you have any questions um in December we talked about finished temporary parking lot and and bus turn around it's gonna be very tight um the driveway that will be used when go into Candlewood Lake and staff close to Canada Wood Lake will be the construction road right now that'll have a uh as Mr checo explains a smooth finish to it but it's not a full finished driveway of asphalt but it will be smooth it won't be a grandma type finish um but it is going to be temporary so you know we don't want to um promise to anybody that's going to be perfect temporary parking that means they'll be parking along the driveway or looking to get 125 spaces that was discussed at the MVC meeting last night there will be a very tight bus turnaround in there so apparent above is going to be a very difficult uh challenge so we're working with Dr P right now and some ideas and some things we might be able to do because the actual same time as buses go in um just won't be possible to fit in parent pick-up and drop off so we got to figure that one out so we're going to be working on that in addition to that demolition once the students are out of Huckleberry the demolition begins it's important for people to know that demolition isn't just a one of these wrecking balls that just shows up on site and starts smashing walls down there's a lot of very specific materials the materials that are at the building have to be specifically demolished and then disposed of in a proper environmentally sound wave so that's that takes a lot of time it isn't something that happens in a couple of weeks with some backbos and bulldozers and so forth that does take time and then the site board has to begin as well during the springtime all the way through hopefully quickly into June and then it's done maybe July to finish it up driveways parking lots curving all of that stuff so we could move into Candlewood Lake and be ready to roll uh in in mid late August with the perfect parking lot driveways and all the light and paint and all of that so turnovers in order for some questions or comments or Dr P or Dr a little if you have anything else and then one other thing we're really excited Amy and um and Steve Baldwin uh and um Rob tens of the project manager we're going to be meeting about the various playscapes um to not only have them accessible but really have them so they're totally inclusive and not only will be for the school but really are a community resource on the weekends and after school when people want to play so we're really excited about that too obtain any questions from the board I think we joked about this in the past about what happens with the existing furniture in in Huckleberry and we joked about big tag sale but is there has there been any further talk about what to do is there going to be an opportunity to see if there are any other schools or town offices that can use any of the equipment the school so the first thing we're going to do we haven't had with the opening school as I can't talk about the preparation budget we haven't had a conversation about that recently the the first schools that get dibs on any furniture and it might seem counterintuitive because of the size of the kids but Mr belanda and Mr redmi get first run at going through the schools taking a look at your desks and all kinds of things so Table conference tables um I know Dean is definitely excited about this I'm not sure about Martin how excited he is these kids are a little bit bigger but Dean is ready to go um so there's that piece and then opening it up to other schools if we can or a community you know Community organizations here but we do need to follow board policy so we're going to double down and make sure we're following that war with Ken on that um and Mr Caldwell um uh in addition to that I know Jordan you asked a couple of uh meetings back about a walkthrough of Huckleberry I think our best bet on that uh more than happy to help organize that would be once the students are out and in Candlewood Lake maybe ptos can help and helps run that and have one of our sros there or something like that some supervision and then you know have a set time range where people can do a walk through it'd be kind of fun um I did work with um Mrs Sturtevant who's a former board member who was at the beginning of this uh project very early on six years ago or so as well as talk to the PT both ptos about historical celebrations it's not something that District Administration has the capacitance so there's community members alumni staff alumni students some people have reached out I've connected people who've reached out with the PTO leadership those are certainly for both Center School and Candlewood Lake I mean in Huckleberry any celebrations people want to have get-togethers whatever however they want to do it that's up to them I know it's a very important piece current faculty who've been long-time Veterans of either School very you know there's a little melancholic even though they're excited you know they're going to be moving out in a building that they spend a lot of their life in so we want to honor that but it made it very clear that that needs to be kind of yeah Community Grassroots that's a great word Grassroots because Administration needs to focus all of their energy on making this a successful transition thank you for that any other questions from the board all right thank you all I look forward to more information on that that'll be really good as that pleasure inflation you know we'll we'll take that into account as well in our purchase of supply and materials lines um our cleaning contract with the current vendor is in its fifth year and so that contract ends june 30th of 2023. so we'll be going out to bid probably in february um whether or not we the incumbent wins the bid or not um doesn't necessarily mean that our assumptions will change but i do believe that we are going to see a higher contract price so we'll take that into consideration when we prepare the budget um our bus contract um we're in the fourth year of a five-year agreement so we know the contractual increase is two percent you know i do want to remind the board that in the current budget when it was approved we did budget flat because we expected that the number of bus runs you know would be reduced and we managed to do that but i don't think we're going to be able to do that next year so we will not be budgeting our bus contract flat for 23 24.

so pbis is an incentives based program so it's really rewarding students for exhibiting pro-social behavior and positive behavior we have been training staff as we go all certificate of staff have been trained at each site so that like those three schools that we talked about who are implementing tier one now their teachers were trained at the beginning of the year dudley oak hill spinoli north country all trained placer county came in and trained some of their classified folks at the beginning of the year i was fortunate enough to work with our amazing bus driving staff we trained back in august had a wonderful day with them i'm conducting a paraeducator training for all of our instructional specialist staff uh coming up next week so some of those incentives that we talk about unfortunately i didn't bring any of uh of tonight but dudley has their sword tickets so when students uh exhibit the behaviors that they're supposed to they get rewarded with these incentives across the board there at oak hill they're receiving otter dollars spinelli tiger tickets center high school has gone really innovative and they've gone to the tech side so theirs are all digital so i'm actually going to ask miss woods and ms mr ferguson they actually scan through a five-star program so all of our cougars who are here tonight they are demonstrating being proud in the community and really representing chs so they're going to come around and scan your tickets you're going to do it quietly because you're not going to interrupt me um but they're going to scan and give you guys points for incentives with for the student showing up tonight and you guys can do that as i continue to talk yeah so the last thing that i did want to talk about um pbis has behaviors behavior expectations for all kids to use as a scene when students don't meet those behaviors i'll let you guys so this is actually a really cool system where teachers can automatically scan their points to go towards their incentives which is what we're doing now they can scan their id cards uh and they can return those rewards for rewards later make sure you scan his card we'll get riley later i'm sorry chris that's okay so we're going to talk about swiss which is our system that we put our referrals in so when students don't show those behaviors we have an integrated system that we use for our behavior management it is in line with pbis and the really cool thing about swiss is it allows us to run these reports so we have core reports which you can run referrals by time location day month any of these things that really give us the ability to pinpoint behaviors so for example somebody might say well the cafeteria it's crazy right so we can say the who what when where and why wow so they get credits for being here for their um i mean riley i said brian thank so getting back to these core reports um each school has a tier one team that looks at this data they're going to start really looking at heavily in october when we have a lot of data they can look at these and pinpoint issues that are going on to make changes so they can devise interventions based on what's really happening at the school rather than making guesses those are really meant for these drill down reports as well and one of the really beneficial things and we were talking about equity earlier is swiss allows us to run equity equity reports so you can see these three reports that we run the risk index you can run the percentage of students within a certain group that have at least one referral uh a risk ratio ratio so that's the likelihood that one group would get a referral compared to another and then rates by group so you can run any of your subgroups and say how how likely is it that that subgroup will receive a referral compared to other groups as well um so that's going to take place i am currently heading the district-wide pbis team we meet monthly uh we are going to start looking once we get data at those reports on our sites and like ms kelly stated earlier start having some of those tough conversations about what our data really looks like if there is disproportionality there and then those folks will be able to take that back to their tier one teams at their sites so that's swiss that's pbis in a nutshell over the district are there any questions no questions just exciting stuff very exciting it seems to have changed a little bit from when mr jackson was here there's a little more data that you have presented is that all just because of the training and they keep on implementing new ideas yeah and your presenter i just gave you a lot more information and the presenter mr jackson was amazing yeah you're better i'm not going to say i did better but i did flip just fine thank you guys thank you mr barassi you didn't know we had so much fun at these meetings did you committee updates curriculum instruction and special education update with mr mike jordan good evening hey mr ferguson miss woods i think these fine students should get another scan and another uh vote in the raffle another ticket all in favor say aye see i agree all right so our quick uh curriculum instruction and special ed update uh just let you know our i-ready testing is done for the fall semester our administrators all got together we've been analyzing the data it's also at the school sites now so that the teachers are analyzing their site data sites are also analyzing their sbac data and developing plans to move forward with that we did join a study a nationals or excuse me a statewide study uh with the company that does iready where they're comparing i-ready scores and s-back scores to see the correlation so we'll get our results from that in a few months that's exciting we're finalizing our c-tig grant and you'll see the buildings are are in full shape coming in right here they put the foundations in today so we're excited for that our mca program met today they are going to be moving towards an ict information communications technology pathway which is what this building is going to be for and that should be open at the beginning of next school year so that's exciting we're also pleased to announce that the williams law curriculum audits came through a couple of our school sites and all of them uh came out with uh flying colors so that's absolutely fantastic that's that that's all to the principals and the staff they did a good job and maintenance uh and in special education we have added a new psychologist for our preschool we have an influx of three-year-olds uh that are coming in so there's a lot of testing going on uh we've also added a vcba which is a board certified behavior analyst that's going to be working with our housed at the free school but working with our preschool kids center high school as well as riles we've added an arms counselor erms is educationally related mental health services we've added another council that's going to be helping out with our our students with ieps in the counseling area we have trained up all our special education staff on the new wyatt 4 we've scheduled monthly pair educator workshops those are scheduled throughout the whole year topics include things like google accessibility pbis that you just heard about and reinforcing behavior supports for secondary setting and then finally our special ed students uh we have two special ed teachers who are working with our independent study special ed students uh and they're doing a fantastic job they're using edge annuity i ready and unique uh to individualize the instruction for our independent study students and then finally from our health services uh campus clinic is scheduled to start on september 26th they'll be housed up here they'll offer a full range of services including they're all free to our families including immunizations uh wellness checks uh all kinds of stuff uh which is going to be fantastic for our community and just to reiterate it's going to be sports physicals as well sports physicals they're going to do eye testing for us they're going to do hearing tests they're doing all kinds of great and then uh just kind of a recap our coba cases are at a very manageable level right now that's fantastic but we're keeping up on the uh the kova testing and surveillance testing just to keep the make sure that we're we're in acceptable ranges mike do you know what the number of special ed students is that we have just off the top of your head we're we're a little over 19 so we're pushing towards one out of five of our students as an iep wow are you fully staffed in your department we're getting there we have two openings oh that's not bad yeah we're getting there um that's a lot for the for the sports physicals how easy would it be to get one from the doctor it should be very easy they're going to be located up here in the annex which right behind me up in the very front of the parking lot they're going to have their own clinic building there they'll have certain nights you can't just walk in they'll have certain nights where we we have it scheduled okay thank you your brother makes a mean high pledge sign to get loaded i make it better oh you're working there all right i'll come visit you and who's doing the medical it's it's called covid clinic they're a national program you'll hear their commercials with mario lopez they're fantastic it's no cost to the district no cost to the the families uh they're also called the clint eric campus campus clinic is what that's called kobe clinic is another part of that which is their coveted testing right so sports physicals is a big one we were on but also immunization at certain grade levels immunization is required and we do have students that we have to exclude as a result of not having those and kindergarten is a big one seventh grade's another big one and so we think this will really help when a family doesn't have to drive wherever if they could walk on over or get it and it they will rotate i believe that they'll be at each school site a certain time so a family could easily get access get the immunizations needed to get their child i have to ask this question are we going to end up with problems with teenagers being treated or seeking some sort of medical information or treatment without parents they are not covered they're not doing those types of things right now it's very scripted and controlled what we're doing but that that could be a possibility down the road but it would come back to us with any sort of contract and they'll make referrals for things like dental mental health services but it's not like they're going to have x-rays and they're not doing that there's no procedures or anything it's all like there's mental health counseling they refer you to there's there's a bunch of different things that could be and they know what they're allowed and not allowed to do good parental yeah so i would it's not like an urgent clinic or whatever those things i would hope that the the clinic knows what they're allowed and not allowed to do yeah so it's very diff it's very defined yeah there's a whole lot of things out there that happen that you know could blow up in our faces if we don't know ahead of time they're going to happen the the main thing we're excited about as mr life is that the immunizations free immunizations for our families and be able to come here and do it oh sure absolutely absolutely our health techs are working tirelessly to get resources for families but you know it's a limitation when you know you have to try to catch a bus or something like that it makes it or you're working and if you don't work you don't get paid so it's it's really hard for some folks so this way we're really excited about that and then the other one is the sports physicals which is hard this will hopefully have or allow more students to participate in in athletics so kudos didn't they just didn't a bill just spell that was allowing teenagers to get immunizations without back on topic it is the other the other piece too is the idea that they would be able to refer out for things and i think the other piece is mental health counseling we have a lot of resources within the district but they will have connections we also have care solace which they can refer through which it's really a positive positive thing for uh our things it just brings it more local so you can have the direct access and get in there and just to clarify we say immunizations we mean the ones that are required for schools yeah so kudos to whoever coordinated this with mario i i would like to send mario and that and our team there's my thanks because great this is a great thing to add more services mario yet was it was it ryan just tell me it was ryan it was michael jordan who coordinated it very good nice so got lucky mr gave me i just want to say a lot of people might look at a lot of this stuff and say that's not education related but it is being able to have students participate in uh sports or you know it's hard for a student to focus in class if they're dealing with mental health issues or you know dental referrals vision referrals all of this stuff it's not directly education related but this helps keep the students in the classroom absolutely keep them learning and i think it's wonderful that we're able to provide these services so thank you so much for all the work that has gone into this that's great hey thank you to kobe clinic campus clinic campus we didn't listen to any of the rest of your presentation we all know it's focused on the clinic but thank you for the rest of that as well there was a lot of good stuff crammed into that presentation so all right thank you very much run mike run okay do we have any comments from the audience regarding items not on the agenda no okay moving along um do i have a motion regarding the consent agenda with items 2 24 25 and 26 removed move to approve okay and do i have a second i'll second okay uh advisory vote mr mason aye trustee pope aye trustee anderson aye trustee kelly aye and chair votes i fast okay um item number two from the consent agenda approved resolution number five 222 2022-23 resolution on board compensation for missed meeting when board members are sick we still compensate them for this do i have a motion on this item emotion okay move to approve one second i'm sorry okay second so uh advisory vote hi hi i abstain okay aye and chair votes i approved and just to clarify um the reason that i had pulled that was to give trustee anderson the opportunity to abstain since it relates to her it would be improper for her to have voted to approve it i had covered last meeting so i didn't attend if you're sick you still get approval and thank you for not attending we get sick leave because that helps reduce the spread yes we appreciate that we should pay your doubt you took care of yourself and i'm glad you're doing better okay moving along items 24 25 and 26 and if there's no objections i'll just lump these all together um do do i have a motion on this item move to approve okay and a second second okay um i would like to just have a little brief discussion on this before we take the vote uh superintendent larry would you like to give us an overview on what this is sure uh yeah thank you trustee bruno so these are three um lists of books that we're asking the board to place up for surplus or discard two of them items 24 and 25 are both from libraries um and i'll get to that in a second the third item is actually outdated textbooks i believe center high school had some books that have been replaced with uh newer versions so we're to properly dispose of anything that's bought with state money we have to go through a process we can't just throw them in the garbage can so what we do with example with the textbooks we try to have we have to post them for 60 days that we'll be disposed we'll be surplusing them at that point we actually try to sell them there are some companies that will come in and actually try to buy them from you and take them to different places or church things different things like that if that doesn't work we try to give them to people if they would want them if that doesn't work then we do end up recycling on the textbook side on the the library side you'll see two of them here and actually trustee pope and i had the luxury of being in the riles library the other day and looking at it and she brought this up so i'm a little more well informed one of the things we have two new library technicians and mr jordan had been meeting with them about looking at their libraries and starting to cull through some of the books a lot of our libraries have older books uh the joke mr jordan pointed out today was we had a book in there that referenced one day will land on the moon um and so what what they do is they go through certain criteria that they agreed to they will out out if things are outdated if things are uh overly used they just can't repair them anymore they would put on this list additionally if books they had some books and i think ms perrault told us from like 1991 they were in the the circulation that had never been checked out and so to make room for more popular titles so the process that they went through here was to cull the books which there's different types you can do it you know at a standing every five years but a lot of our circulation was old so they're trying to get it get more things that are more relevant up to date for students and then if if information was inaccurate that would also then be updated and and allow for more space because the libraries are full uh of books our libraries are great resources our staff has done a really nice job of keeping up but it it's time to go through them and and update them so that is what this process uh is these books would then be put on this 60-day list on our website and then a lot of them i think in elementary and ms peralta even mentioned was they would then be offered up to teachers to have classroom libraries in their in their own classroom if they wanted them um and then again then we go through a process where we allow people to take them once they're surplus and then ultimately we would recycle them um at that point hopefully we won't have too many but some of it if it's just so outdated and accurate you know the the moonwalk or you know pluto's a planet or whatever it may be um it's just time to to get through that okay thank you i just wanted to make sure that that was transparent to the public so that there was no perception that we were censoring certain titles or anything like that and just explain i wanted to get out there to the public how we came up with the list and what will be done with the books so thank you very much okay any further discussion okay advisory phone mr mason aye trustee pope aye trustee anderson aye trustee kelly aye and chair votes i okay informational items california dashboard local indicators and this is just an item we have to have publicly shared it's just information there's no vote needed but what it is and mr jordan you can jump in if i don't give this justice but we have to update the local indicators for the california dashboard it's they measure multiple things participation in s back and things so this is just our public airing of what we've put we'll be putting towards our dashboard [Music] sorry um so do we have i'm sorry do we have something to present no there's there's no this just it's just publicly posted there's nothing there it's just information it's a weird criteria where it's just information that would be out to the public okay i just want to show you guys why president bruno is struggling is it's the biggest binder we've ever seen in our lives so yeah and i'm currently flipping this many pages at a time we've made it through so far in this meeting and just so everyone's aware um the agenda is always posted online you can review it um you can review past agendas you can review the agenda prior to any meeting um and all the backup stuff to go yes all the the details and stuff it's all publicly available with the exception of things that are in closed session because they're confidential okay moving on we have a public hearing so the governing board of center joint unified school district in order to comply with the requirements of education code section 60119 will hold a public hearing on september 21st 2022 at six o'clock actually 6 43.

if we can simply uh change that to um they looks like the correct one the person they wish to nominate instead that would be my emotion which page is this uh top of page 13. four paragraphs down yeah um member does not have to be present to be nominated but the person doing the nominating should know beforehand if the person he or she wishes to nominate is willing to serve the person that they wish to nominate yeah that makes easy things foreign I think there's a couple that are in here there's uh Jacqueline just found one of them in that case it's PDF is weird because it's not coming up when you when is it what else did you find I found five instances of of she he or he she and then there's also his her that I saw reference just in in scrolling as well so um well interesting what are some of those so perhaps um uh that kind of a selective search would be helpful if we would highlight that so people can see it absolutely so the so the um the motion would maybe be more about making the document gender inclusive yeah would be to change instances of she he or his her to there respective they have a gender inclusive pronouns I'm pretty sure the intent there is clear I'll second that okay so we have a motion by Tom Lando and a second by Caitlin to conduct a search for gender-specific pronouns and change those to gender neutral yes all right okay so uh can I have a name vote on that please Robinson I where do I Kaiser I dalby I I'm gonna abstain on this and the reason is that I want to confer with my grammar sources and see if I think that that's good grammar okay so that's uh four yeses and one abstain all right um shall we then if there are any other explicit suggestions that they get submitted in writing can I make a motion to number our issues and um it's a really simple thing uh just to number the the issues that that are lined out starting on page 10.

there's some new mandates that take effect in um that we're evaluating you know if there's going to be any meaningful budget impact so as we go through the process of developing the budget we'll include that wage increases for teachers admin para as you can see on the screen they're all in the 2.7 range if you average that out you know so those those we know and we'll be able to budget accordingly what we don't know though is our secretaries and building maintainers those two contracts expire uh june of 2023 so we'll start negotiating those contracts come january february so we'll use an assumption for what those increases will be when we prepare the budget um any new program requests as i mentioned a minute ago those are due by um october 14th but we do have a few things that um you know will be reviewed with the superintendent you know one is you know we have some uh retirements that we're expecting in school district operations that we will you know need to account for so that we have a sufficient overlap of individuals so that they can be trained when the person that's retiring leaves and and some of the people that are on the list have been here for a long time so we want to make sure that we account for that now budget um you know there was a planning committee meeting where we talked about the current student enrollment growth rate and what some of those impacts might be we we are going to issue an rfp based on the planning committee's agreement to hire a design professional to look at our schools and give us some options including you know where we could locate portable classrooms also known as trailers on our school sites highland might be the first so whether or not school modernization passes we may have a budget impact related to you know adding portable classrooms or you know actually um having other options because we probably will run out of space at highland even if school monetization is approved before the three year is out at the current run rate so we'll see and then um you know looking at the staffing based on enrollment projections you know that will be evaluated we don't have the enrollment projections for next year yet you know we don't receive those until late october for the elementary grades and when we receive that we'll be able to estimate and include any staffing related to that including the hiring of new teachers based on the expected enrollment so i'm going to pause there because that concludes at least the initial presentation around next year's budget um so i'm back to back to no screen on on display so i don't have any questions or if dr sullin if you wanted to add anything to what i covered i i would just add one real quick point before i know faith is patiently waiting that um you know if indeed school modernization is passed i think we would probably you know trailer is a last resort we would be doubling things up as much as possible because it's just such a poor investment if if it's not passed you know i don't think it makes sense to make people suffer through that uh with no you know light at the end of the tunnel so just a consideration in terms of that expenditure um faith go ahead um okay that was one of my questions thanks jeff and then um then what are the mandates that we're looking at that is that especially will impact the budget the biggest one's probably training for ias right yeah there's a requirement that paraprofessionals need to have 18 hours of professional development you know right now the way that it works they get in the neighborhood of six hours of professional development and the power group is it's about 125 employees you know how we would you know first of all work that into the schedule and then you know how the pay would work is is something that we'll be looking at and evaluating so as dr sullin said that is probably the biggest one there were also some required curriculum additions i'm not sure that they would add any real cost but you know those are the certainly two that come to mind so you know i assume we we train our paris adequately and the mandate was probably targeting districts that don't um is there any opportunity for a waiver or something from this this is ridiculous three times the training i get i mean i want to trade i do want to train mara i don't want to be on record as saying i'm not for trained paris but i just find you know we're doing our jobs we've got great barras i don't understand why we're being slammed but but there's no i mean the legislation is pretty clear and it it actually takes effect this year so you know with dealing we're going to have to deal with it this year as well as budget for it next year and yeah to your point we do quite a bit of of training for our paraprofessionals but it's the legislation's kind of specific along the lines of what it needs to be and i we're not doing 18 hours worth of professional development for all the paras right now so there is going to be an impact that you know we have to you know deal with not only cost wise but you know actually develop the training and schedule which is always a challenge okay and then um well um all those people up in hartford that know how to train um but anyway um so school district offer uh retirements can you reveal who's going or is that too early well i mean the one that is is going to go is going to be our payroll supervisor um she actually um had given her retirement notice and then changed her mind which is good so you know we've got another year um and some of these may not come to fruition so she's one on we also have a retirement for one of our accounts payable um secretaries even though it's like it goes under the label of secretary she's really an accounts payable specialist she's retiring um at the end of this year so that's going to have some budget impact you know this year you know not next year necessarily and then there's a couple of other people that are right on on the bubble you know the director of uh finance you know greg gibbons um some point i'm going to be on that list so i want to make sure that you know the succession planning as i was suggesting is really important especially for people who've been here a long time you know it's not a two-week training window i just want to make sure that all our departments are covered and and you know we acquire all that institutional knowledge and in the background i'm already working on some cross training to make sure that if somebody you know decides that they want to retire quickly um that we can accommodate that and now payroll supervisor you know we we do have two backups currently for that position which that one's always very sensitive not only in our school district but every school district okay thank you you're welcome yeah and i guess kind of to add to the point you know we're kind of thinly staffed in terms of our positions you know we have one payroll supervisor and the benefits specialists assist with payroll you know we have one director of finance and two account payable clerks so we don't have a lot of depth in in the organization that we could say all right well we've got an assistant director in all our positions we went up staffed that way it's not a complaint it's just makes the succession planning that much more important um well vin uh firstly i can i commend you and your staff to actually giving thought to succession planning because there's uh a lot of let's say uh agencies and organizations that uh uh kick that can down the road and all of a sudden find that half their you know a quarter of their staff went up and retired you know and yeah there's not a lot to be done after that all that knowledge loss uh just goes right out the door so um i'm glad that you're really thinking about that um as far as um the the trailers go um is so when when jeff you said when you say it's a a bad investment um would we have to physically purchase and take ownership of them or is there at least a lease opportunity there let's say let's say um uh the referendum passes um and but we still have like at the planning meeting you referenced that the highland is is nearing or at the capacity and certainly going through those next three years we would have challenges there um is is there an opportunity to to lease these types of things or there would be other options at that point the short answer is yes um we met with a local uh sales representative who uh talked about a couple of different options the installation of them is a substantial investment just to begin with because you need to have them you know basically have access to water electricity footing yeah footing things like that you you know it's not as simple as just backing one up and dropping it um so you know to maintain code and everything like that so we can potentially you know let's say it doesn't pass and we need a more permanent structure that would likely be a purchase uh or extended lease if things really got hairy and we felt like you know given the projections that we can't put enough people on carts and make it all still work uh and this is going to be a short-term thing we might be able to lease and or uh one of the options that she the salesperson had proposed to us uh was like they had one at what was it hampden hall it was in here they they had used it and it was going to go back and we could kind of get one short term on a deal sort of thing so i mean we want to do this is economically prudently as possible because we you know it it's going to be a short-term thing you know we're going to try and gut it out the best we can if it's going to be a longer term thing um it's not you know not worth it at that point and we would probably make that investment so there's going to be a lot to be determined on you know on the swing of that election okay yeah and i know you were at the planning committee adam you know and you heard the conversation so you know getting ahead of this makes sense you know so we'll get some cost estimates as we work you know with the design professional so that we're ready if you know if we have to do something as early as next year at least you know as as a board and an administrative team we're ready to do that and then we'll understand better lead times what the opportunities are you know you know if you can lease something you you have to be able to get it you know so there's an inventory question that is is always going to be suspect you know especially now with the pandemic but um hopefully that's that's more behind us than ahead of us and we'll be able to plan effectively um so uh so if i was hearing you correctly so even if we were able to let's say lease um call them buildings or whatever trailers um we would still have to make an investment in the the uh infrastructure park right the base the you know like we would still be responsible for that cost well we were responsible for the entire cost but you know as far as a a permanent uh or semi-permanent uh investment we still have to improve the the infrastructure on the on the site okay that's going to be part of the cost structure for sure right um okay um so all right so also in in part of that so the other option would be to increase increase class size right that's sort of like the other option right and is is there a cap to how far we can go with that it does depending on how fast the population increased if it increased faster than we're even predicting yeah there's not a um you know contractual cap or anything like that um you know i know rumor and i know you were part of these meetings when we did the personalized learning task force and we solicit all this you know community feedback the one that was absolutely off the charts for our community was maintaining class size and so i think the only pressure we would feel there is community pressure to try and sustain our historical ratios and i know we talked about that through budget season a lot but um that would there's no uh like you know the question cap anywhere not by statute or contract okay one of the implications if the class sizes you know do get larger is that we may need to invest in some additional class resources you know to assist the teacher so you know once you get to a class side and a class size and i don't know what you know what the ratio dr solon would suggest is but i know we've done that in the past where when you know we had to have a grade or two that was above the tolerance level for class size let's call it you know 25 students then you know we enlist the assistance of an aide in the classroom you know just to make sure that student you know don't don't have a decline in their educational benefits so that does become a cost but it's it's necessary to maintain the educational value that we deliver right frankly the biggest problem with that today is the body like finding a qualified person that we would want to support and supplement instruction in the classroom um let's see uh my next thought um i didn't see uh any mention of our uh perpetual wish list um that was kind of one of the reasons why we were holding these uh meetings in the first place was to examine uh the potential of uh any additions on that side or if things are just gonna be so tight that we'll have to put that off another year i you know thank you first of all for asking the question um i think that the priority on what we would hope to see integrated is certainly the math positions um and then i think you know to your point that uh we're between things like fuel costs i mean that the the quote wish list um or you know next steps in evolving and and providing a more robust educational experience to our kids will be there but um we also are appreciative of the fact that you know things go as we hope on november 8th that the town will be addressing that fiscal commitment on top of you know the increase in natural resources likely to have additional staff given the enrollment increases so you know balancing fiscal prudence with you know how we want to evolve is always our job right so that that'll definitely come out um we'll share you know what we believe are next steps in evolution but you know balanced against what are the actuals uh that we're seeing for absolutely must have right now can't turn off the heat right so we'll we'll send some of that information out um either me you know we can all meet in november again you know mid-november or something in advance of that january or early december or we can just send something to you but as faith mentioned i'm happy to get together and you know talk this out again in early december or something yeah and where those would come out is those new program requests that i mentioned that you know are due october 14th that's where we would see the things that we you know have on our wish list that we haven't delivered on or have even new ones that we haven't requested in the past so you know my point is that you know we'll receive those by october 14th you know dr and miss selena will review those you know especially those around the educational related requests you know so we'll have those ready by the end of october early november if we do want to have a meeting to go through those separately so you know that as a board you could see what the what the list looks like yeah i think that would be a a good idea to have you know just one more you know less formal uh meeting before we get into the budget season i think that'll be good to sort of that way we can sort of uh um think about these types of things and you know wonder you know how much of a sort of like the picture you painted jeff was off a sort of a semi survival mode almost you know for a good and bad right because if if uh if a referendum passes that means there's going to be an additional burden on the town and on the taxpayers as it is without us asking for even more resources but i guess you know we just have to balance it all i suppose so or keep your fingers closed for 12 grand list growth go mr martelly yeah we'll see he's always very positive about those things we're going in the right direction yeah absolutely absolutely a new headline every week it seems like um are there any additional questions um on this topic no okay let me see what i have here oh oh boy okay this should be this should be interesting uh food services update let's uh let's uh let's hear about it all right so i'm gonna share my share my screen again so just give me a moment to explain what you're looking at because i know there's a lot of numbers on this page um so the funding that we got from the state in order to continue to make free meals available to all students is the 687 thousand seven seventy two i'm assuming you could see the my cursor pointing at the yellow number here yes yes okay so that's the that's the pool of money that we have to work with if you look at this first section here which says august 30th of 22 that's when the school year started through january 5th of 23 that's the period of time which we are estimating these smart funds will cover free meals for all students so it's 78 days um this is how we calculated it it's you know two days in august 19 in september all the way down 78 days for each day that we're serving student meals the cost of those student meals including the purchase of food as well as labor and related costs is this number that's down at the bottom is eight thousand eight hundred eleven dollars per meal day so what this is doing is it's just dividing it out and showing that our smart funds beginning balance and august was eighty 687 thousand cost of providing student meals was seventeen thousand so we ended august with six hundred seventy thousand so we run this all the way down we should be able to get three student serving days out of january using these assumptions okay so at the you know at the first week in january assuming that our assumptions are correct we went out of smart funding and so beginning january 6 of 23 running through june 13th of 23 which right now is this last scheduled day of school that's 102 remaining school days where we would be serving meals and students would be either paying for their meals or to the extent that students are eligible for free and reduced meals obviously they wouldn't be paying but we would still be getting the reimbursement uh from those for those students through the usda program that's established so what this lower portion of the screen is showing you is essentially what the cost of providing student meals is month over month and the total you'll see is eight hundred ninety eight thousand six eighty five what i'm not showing you here is the revenue that students either would be paying or that we would be generating because the the question i was asked at our two board meetings ago is you know what would be the cost if the board wanted to assume the responsibility for absorbing the cost of meals for all students and so the bottom line answer is 898 000 for the period from january through june so this is not reality because we would be collecting revenue here assuming that we were allowing students to pay so i'm going to pause for a minute there i'm going to stop sharing the screen so i can answer any questions and then we can continue discussion the one thing while i stop sharing that i'm going to explain is as as of right now because all student meals are being covered by smart funding you know there's there's no issue that we need to deal with today meaning that the board approved last year an increase in meal prices by 25 per meal effective october one and what i'm explaining here is that our funding will run through you know at least the end of december so there's no decision that the finance committee needs to make or you know make a motion to the board at this time because the meals will continue free does that make sense yes so i i think my first question would be how much did we budget for for the what was the number that we budgeted for for the entire year because i'm assuming we set a number before we knew there would be funding so it's the it's the food service budget so as far as the board's operating budget we haven't budgeted anything for covering student meals right because the food service program is independent you know it generates its own revenue whether students are paying for it or whether we're receiving smart funding or you know to the extent that students eligible for free and reduced that revenue comes in either from students or from the usda we don't budget anything on the board side because it's a food service budget well until we have to there was that one time yeah yeah well but we don't expect that this year right assuming that you know smart smart funding let's assume that it runs out as predicted you know after the third serving day in january then students start paying for their meals we got reimbursed from the usda for free reduced and other meals as well so you know the only question for the food service budget will be is the revenue that they're receiving sufficient to cover their operating costs and the pressure that food services budget is having is that the cost of food has increased you know we're probably up in the neighborhood of 30 to 40 percent over prior pre-pandemic times food service does have a reserve that they can use if they aren't making enough revenue to cover their costs they can try and reduce their cost by cutting labor if they can or they can use their reserve to cover their budget deficit if they have one so i don't envision that the board will be having to write a check to cover for food service losses assuming that revenue starts flowing at this you know point in january okay right so so just uh so what you just said was assuming that we be that we begin to charge lunches at the rate that we approved for october one yeah that our lunch services our food services should be in decent shape that's right that's what you just said okay and if they're not they have enough reserve to cover so that there's not going to be a request for the board to cover their operating losses right but would it be realistic to expect um that if we if we um absorbed the cost to the student for the remainder of the year that that would put food services in a bad position for next year oh yeah yeah yeah and you know it's not so i'm not recommending that that we do that right no but we're that's we're kind of examining right what's the what's the feasibility of that right yeah yeah i mean that that creates a whole host of issues if we do that but you know that's certainly you know something that the board does want to discuss it's it's been suggested at the board meeting so you know this is the information that we have so far i will add as far as our assumptions are concerned you know this is this is the assumption that we're using on the cost of those meals is essentially that somewhere around 60 percent of our students are participating in our school lunch program right now we're running a little bit below that and if it continues to run below the participation rate if it continues to run below this threshold that we assumed then that money actually lasts longer so it could take us you know maybe into or through the month of january and the second thing that is a possibility is the amount of smart funding that we're receiving it could increase and that would happen if school districts that are eligible for smart funding don't take it or don't need it and when i say don't need it here's how that could happen if a school district uh goes on a different usda program the cep is one of them then they don't need smart funding because their student meals are being paid through another program and that makes smart funding available and there's a total of 30 million in smart funding that was distributed across the state so that would increase the allocation that we get okay so it's more like then maybe uh it's what month we're in september so maybe in november we check back with you know a participation rate and see kind of where we are i guess right yeah what i'll do is you know i'll take this update and i'll i'll just add it to our our monthly finance report okay this way we can keep looking at it as the year progresses kind of the same way that we're looking at esser and that grant funding so i'll just add this to the finance report so that you know everyone could see it and stay updated on where it stands because i guess the good news is as of right now it looks like uh every student would get a free um a breakfast and lunch through the end of december at least correct right okay so there's at least there's that that's good news carries through that okay uh are there any additional questions about that no okay um i guess uh let's see that's that's all we have on the agenda um i guess um i think what we discussed before though i um perhaps we'll schedule another meeting in let's say you want to call it early december right after we come out of thanksgiving break perhaps um does that sound good to everyone see faith you have a thumbs up uh sam uh is that a yeah we wanna thumb in the middle [Laughter] do we wanna try and pick a date now or wait yeah yeah we can just pinpoint a date let's see i'm sorry if we can try to pinpoint a date that would be great because we're it's going to be busy season so yeah i'd say that five fifth sixth or seventh um yeah yeah right now better than seven you know i said i like six the sixth better than the seventh because wednesday night is cheshire public schools bowling night so that's important it is i mean we have you know 30 public school employees that participate and really enjoy it so i don't like running out so if tuesday works i would rather do that but i can make wednesday work the seventh if everybody's okay with tuesday i'll plug it in yeah i'm good with that um tuesday's good unless vinnie's you know recruiting bowlers we'll join you around do we want to do 6 30 or 7.

the purpose of the public hearing is to comply with the education code section 60119 which requires school districts to certify that the district has provided each people with sufficient textbooks and instructional materials consistent with the cycles and content of the curriculum frameworks okay perfect so at this time i am recessing the board meeting and uh at 6 44 p.m and calling the public hearing to order and so trustee bruno this time we would entertain any questions related to that item but just as background one of the the things is we have to certify that we have enough instructional materials for all of our our students and as mr jordan brought up minigo williams the williams lawsuit that came three years back actually addresses this and so when mr jordan gave that brief note saying we passed oliver williams it actually is in an additional outside agency they literally go into the classroom take the roster of students that are enrolled in that class and count the books to ensure so i i would not anticipate seeing any comments on this because we just had went through an audit that was pretty clean so congratulations mr jordan again okay but don't the students take books home with them they would have those as well yes but the law requires that they have access to a instructional material in the class as well as one to go home correct and a lot of ours are digital now so they would have access and if they don't is that true [Music] okay so are there any public comments on this topic okay um so we go ahead and close the public hearing and then move on to business item a i will close the public hearing at 6 45 pm and resume the board meeting okay so business item a certification of provision of standards align instructional materials um and do i have a motion move to approve okay and do i have a second oh second okay um are we gonna have any discussion on this or no straight to the vote okay hi trustee pope aye trustee anderson aye trustee kelly aye and chair votes eye okay you know what i'm sorry i'm right-handed okay okay business item b resolution number three 22 20 22 23 statement of assurances instructional materials fund do i have a motion on this item a motion [Laughter] trustee pope motion trustee anderson seconded and chelsea kelly was just no no i'll fight your board okay um you know what i apologize i didn't ask for public comments on the last item but that's okay we forgive you um so do we have an introduction to this or this this is actually the follow-up to the public hearing we just held so public did have an opportunity to come both of these resolution and that certify that not now the board is heard publicly and now this is certifying in a resolution that we have it and then we would share that with the state or any auditor okay so advisory vote mr mason aye trustee pope aye trustee anderson aye trustee kelly aye and share votes i okay business item c 2021 22 unaudited actuals report do i have a motion to bring this to the floor move in a second i'll second okay miss coronado [Laughter] did mr brassie steal the thing so you're not so wonderful after all do we have security here to make sure this is not bad security all right i'm here to present the unaudited actuals for 2021-22 and what they reflect are all the financial activity the revenue and the expenditures for the prior fiscal year running from july 1st 2021 through june 30th 2022 and always looking at the budget cycle everybody's already worried about this year i know the principals are waiting for their funds for this year but i need to close out the books for last year i'm still working on that um so we are united actuals and then next comes the first interim financial report in december where we will look at the budget i want to take a moment to say that in this unaudited actuals report it shows you the adopted budget that we adopted last june it does not reflect the 45-day update to the budget so you won't see that 45-day update reflected until first interim in december and looking at the under actuals on the unrestricted side we had 48.3 million dollars in revenue and expended 37.4 million dollars of unrestricted funds the beginning fund balance was 11.9 million dollars there was a increase in our ending fund balance of 2.8 million dollars it looks like there would be an increase of about 11 million dollars because we had 11 million dollars more of revenue over expenditures but we we contributed to our special education fund on the restricted side so that brings our indian fund balance down why are those numbers different than what's on here on the page it says city joint unified school district 212 and not interventionals it gives the numbers as um unrestricted 46 million 618 000.

because they're not numbered so there's no way to just be like oh look at number issues in policy sorry I only accidentally printed out half of the document so I keep flipping around the same eight pages instead of the full thing yes I'm starting on page 10 issues and protocol um I just would like to see those numbered for reference better reference in the future all right so that would be 10 through 13. okay so we have a motion do I get a second sure I'll second that okay so motion by dalby and a second by Lando that the on page 10 starting the issues and protocols that they are just sequentially numbered okay did you are you clear hey which Pages sorry 10. protocols so the bullets or the it would be issue one issue two issue three they would in other words they'd have an identifier that I agreed that the tie-in to others it having worked with that it was horrible like trying to interpret a contract without contract numbers so is that a motion understood by all yes all right so may I have a vote then Robinson I I'll be a H once again I'm going to abstain because to be transparent I'm just totally ambivalent on that question I'm totally ambivalent about it I really don't care about the numbers on those boxes yeah all right so motion is fastest four to uh zero abstention all right um so with that any other suggestions were more contextual correct uh yeah and I think maybe a last motion by me would just to ask if we can put this on the next meeting which which would be the workshop instead of the next regular board meeting so we can have that discussion sooner than later and I promise that I'll give my feedback well in advance and um I think I would send that to the superintendent to disseminate out to the rest of the board okay that was a motion to put it on the next second that and it's seconded by Eileen Robinson unless there's other comments or promotions that other board members would like to to handle now will we be able to fit that into the the board Workshop meeting or is that going to be too tight on time it is the safe schools presentation it is going to be one of our longer board workshops but if the board is willing to extend the time they're here that we can add that to them but at the end after the workshop I would make an appeal to Ms dalby um maybe you got enough of what you wanted from this conversation that we don't need to put that on the next agenda is that possible well it's going to go on a future agenda so whether it's the next one or the one that's the next regular meeting in October um is is what I'm aiming for I have three more things that I would like to clarify or add or change but should be put in writing so it's whatever is the will of the board October 19th would be the actual meeting would be a ranked the next regular meeting or the next suggest October 19th because I think the school safety one is going to be very significant okay and I do agree um member dalby that some of the things that you mentioned are things that we have struggled with in the past and need to need to clean them up until we're not struggling well it gives me a little more time to do a little bit more thought yeah massaging of my ideas but um I'll get that to everybody sooner than later for consideration but I don't want to push it any further than that meeting I'd like to have all of this in place by then or by the end of that meeting okay sure we agreed October 19th I will accept that okay all right uh so anyone who does have suggested changes other than the two that we've mentioned in the past needs to submit those in writing with your persuasion so that the full board can all right with that we move to is there a board members request to agendaize an item sort of yes um because I don't think this Rises to the level of an agenda item but I was hoping that I noticed a while ago and maybe I'm wrong I hope that one cannot sign the uh uh volunteer application to work in a student's classroom online you have to have a paper copy is there a way to make that available online I don't know the answer to that because I think you have to show identification but I can let me look into that and make sure if I do intend to ask us to push for a lot more apparent volunteers community volunteers so it'd be nice we had a streamlined way to do that I had a parent complain today that they had the form and they kept forgetting about it and they could just do it online it would be so much nicer so I'll double check thank you same question so no okay all right so with that anybody else all right we are adjourned and thank you our audience for those who stayed
