on the education fund expenditure side you can see that um there is a 3.8 percent increase in revenues but again that could go up to about um 87.8 million if if ADM is as expected the main increase on the other revenues line is due to the um interest rate increase so interest rates have gone up and so we expect to actually earn a little bit of money in what we have in the bank in the coming months and years as rates continue to rise salaries increased by 3.7 percent um benefits by 5.1 again that'll probably be a little bit less than that as we see Health probably not needing to be the full four percent on the Professional Services line I mentioned last time that is mainly an increase in the um cost of the curriculum for CBP and our need to now budget for Professional Services for speech occupational therapy and physical therapy as those positions have become more and more difficult to fill so those Physicians normally would be in the salary line but we've had to budget for some of them in the Professional Services line now uh the communications line is mainly just the increase in the cost of software that's the primary used to be a lot of phone bills in there but now it's it's mainly it's mainly software costs in the communication line uh the supply increased from one year to the next relatively minor just building in some inflation into that line so that folks purchasing power at the school level to buy supplies for the classroom doesn't fall behind and then transfers to operations which we'll go through in some detail here at the bottom down just slightly over the prior year this next slide is just a reminder that the entire education fund budget the largest portion of our school budget 90 over 95 percent of that budget is salaries and benefits the vast majority of the remainder is in supplies that go directly to the buildings in the classrooms so this is essentially funding classroom instruction and and school level costs from the education side ah doctor said would you like me to pause after each of the funds to to have questions and interaction or wait until the end I could do either yeah that might be easier for everyone if you don't mind it's it's probably easier to focus on one phone at a time so I'll ask those in the public if you have particular questions about this facet and then I can ask colleagues but we got a chance last time so are there questions that individuals have about the presentation of the education fund budget yes sir yes please Logan Schultz 6973 West Paddock Lane and the question is given the recent inflation I think the Bureau of Labor Statistics was about nine and a half percent and our salaries and benefits really only increasing four to five percent we're essentially asking a discretionary income loss for these teachers and support staff of five and a half percent in their buying power what strategies is the administration taking within this budget to recruit graduates at a forty four thousand dollar slot range where in reality 35 to 55 percent of their income is going to be dedicated to housing locally with the rising and home prices and rent thanks for the question so um that was tough as I was putting together the budget thinking about the the gap between what I was budgeting for increases for next year and what we were seeing in inflation um these are I will say that over the last three to four years we have taken substantial steps basically to front load not knowing we couldn't have guessed that we were going to be eight or nine percent inflation in in 2022 but for example from a support staff perspective in this um this most recent July 1 we gave all support staff members a six percent increase and just uh adjusted um each of the positions based on the line that they were to do to compare to surrounding districts and comparing comparable districts across the state to make sure that we were competitive and so for some and raised the starting salary to 14 dollars per hour from I believe it was 1122 is that right Dr pleake so and then the in the prior July one we gave a nine percent minimum increase for support staff so that's on the support staff side um on the teacher side each of the last four contracts four years of contracts we've been able to give substantial increases both at the throughout the scale but also at the bottom and at the top to make sure that um we were catching up with our peers across the state so that addresses the past it doesn't address looking forward and none of this information is locked in this is these are just the numbers I used for budgeting again if we end up seeing more money from the state per on a pure per pupil basis this coming spring for next fall we can choose to give larger raises than what have been budgeted for longer answer than probably what you wanted but but it's not locked in it's just from a budget perspective um and I'll just remind the board members too if admin ends up being higher than we expect or and or the State per pupil tuition increase is larger than what we expect we would come back to you probably after bargaining next fall for an additional appropriation to appropriate those dollars towards salaries or however the board felt we needed to very good thank you are there other questions yes sir Jason or Logan so so the other thing that I was looking at was the graduation rates and so Columbus North and Columbus East are now in the bottom 50 according to the Indiana Department of Education and I was wondering is there anything within this education fund or maybe if it's a later fund just pause me that's targeted towards increasing those because right now I think with peers around our counties of similar High School sizes greater than a thousand were essentially eight percentage points off in terms of graduation rates I could only speak to from a budget perspective there is nothing additional or added in the 2023 budget from a Personnel perspective or any initiatives or programs but we do ask the Redevelopment commission and the city council to help support igrad which is our primary graduation rate Dropout prevention program which the Redevelopment commission did approve the first step of that just last week and the first week of October is the city council meeting to approve that then my last question was more around benchmarking has the administration or the school board done benchmarking to look for opportunities from the surrounding school districts that are performing well regarding financials better or worse than um I'm going to say not from a not from a financial perspective I do talk to colleagues across not only our region but our state often um and there's not um there's not a lot of work that we do from a financial side to look at how one district is spending money compared to the other District unless there are programs or um materials programs is the best word out there that others are using that are making a difference um from a dollars and Cent standpoint and that is that is not the case that I have found thus far I will I would add though that we have Benchmark and you did say it earlier both our staff salaries and our certified staff salaries so we have done that work to be sure that we're competitive and we're being supportive of what we spend 95 percent of our budget on you talk sure so questions from colleague all right we'll move on to the operations thank you so on the operation side we expect a 2.4 percent increase in revenues over the current year and this will be the first year 2023's budget will be the first year that I've budgeted for tax cap losses and so while the maximum Levy growth quotient increased by five percent so the amount that we collect in property taxes will go up five percent I've budgeted for 1.5 million fewer dollars than that to account for tax cap losses as those continue to increase which I'll show you in a second but just a quick reminder how the operations fund budget comes along it's basically two factors assessed value and the maximum Levy and so it's a levy driven fund we can only level Levy a very specific dollar amount on the maximum end on property taxes if assessed value increases by a larger percentage than the max Levy increases than the tax rate will go down on the operation side if the opposite happens then the tax rate would tick up and so I do we will advertise in your approval in October we have rates for each of the fund which is part of your approvals at the meeting in October and that operations portion of the tax rate is expected to decline by about a half a cent per 100 of assessed value and that will actually help prevent us from actually incurring as many of these tax cap losses as the dlgf had anticipated again I'm not sure how they calculate these prior to assessed value coming out but we get the estimates before we get assessed value from the county and we usually incur about half of what the dlgf projects each year and so this year this coming 2023 they project tax cap losses of about 3.3 million I budgeted for about one and a half guessing that that's that that Trend will continue of incurring about half of what they anticipate on the expenditure side on operations fund these are the the main categories of increases that we're requesting in 2023 over 2022 salaries and benefits increase of 7.6 percent we'll get in some detail about that here in a second so I'm going to skip that one for now security which is SRO cost of 125 000 vehicle replacement one activity bus and two maintenance vehicles that we need to replace utilities and fuel probably the the fastest growing portion of the budget at this point at least of the the things that we control in the budget and then um we're budgeting for 500 000 in it additional School level small cpf projects these are the projects that almost always come in under the multiple quote threshold of 50 000 and they're things like replacing window blinds and carpet and doing small school level painting and things and things like that both from an inflation standpoint and still from about four years ago when we reduced how much we had available for those purposes this year we've um if you approve the budget in October this will be the first year we've ever approved all of the building level requests for their small cpf projects and then the the district-wide request is two allocations one of one million dollars for district-wide Paving projects we have a large deficit in the maintenance of the large Acres large number of Acres we have that are paved and then also five hundred thousand dollars in district-wide HVAC projects and those essentially make up the difference between the revenue line of 32 and a half million and the expenditure line of 34.3 million this is the first time I've ever brought you a budget at any fund where the expenditures were greater than the revenues but I've been talking now for about the last year I think the last at least three quarterly updates from a financial perspective we ended last year with about 13 million dollars in cash in the operations fund which was more than double what it was about four years earlier and so Dr Boseman and his team and I put together a list of priorities for this year and identified those things that are one-time expenditures to start slowly drawing down that 13 Point approximately 13 million dollar cash balance in the operations fund and those are the the projects I mentioned on the previous page the vehicle Replacements and the one million dollars for Paving and the five hundred thousand dollars for HVAC some of the detail of these lines I'll go through really quickly again if it all would have printed out I would have gone through not all not all my pages printed out all right we're going to go off a memory here and see how well I can do so I mentioned on the previous slide that salaries and benefits were only up 7.6 percent but actually salaries are up 13 and benefits are down just slightly that is only a budgeting thing we are not cutting any benefits for support staff or with the majority of the operations fund is support staff Personnel it's just that I changed my budgeting strategy for the operations fund this year for the first time to use more formula-based projections which we had not done with the operations fund before we've done it with the education fund forever but in doing so those formulas identified some trends that clearly meant we were budgeting more for the on the benefit side for years in operations than what we needed to which could be part of the reason that we have a 13.

that's the additional appropriation we did earlier this year and that revolves around the payment back where we borrowed from ourselves uh for the Chromebooks and textbook rental and we're paying ourselves back into that rainy day fund from textbook rental throughout the year we have the appropriation we have those payments we need to make in 2023 so we've gone ahead and budgeted for excuse me budgeted for it this year not having to go through the additional appropriation process next year on onto the levees uh on 2022 you'll notice you're raising 39 million we raised 39 million dollars in Levy and 2023 we're proposing 47 and a half it's important to know both in the budgets the levies and the tax rates as you both as veteran board members understand uh that these are all inflated for 2023.

Personnel reports Parts one and two which are on the posted on the door and the website and the allowance of claims and financial reports this is Roman hello everyone hello hello in your Finance packet you're going to see four payrolls you've got two regular payrolls and there's a couple of mini payrolls our first payroll date was August 5th 2022 total payroll of 367 thousand three forty seven eighty five did anyone have a question about that payroll at all okay we've got some accounts payable that went along with that again for payroll taxes and uh retirement for that eight five payroll 112 000 15.36 then we turned around the next day and we did a mini payroll we had somebody to put that to clock in so we wanted to make sure that they got paid total payroll for that eight six payroll 418 dollars and along with that came just some taxes uh 85 dollars and five cents then our second regular payroll for August was August 19th total payroll 428 608.81 again with our accounts payable for retirement and taxes 125 99.90 and then we had a second mini payroll for um someone that would just forgotten payroll so we wanted to make sure those folks got paid uh that payroll was on 824 total payroll 4 780.43 and then there was some retirement and taxes on that 1609.35 um next in your packet you're going to see a list of prepays dated eight one through eight thirty one of 2022 you can see that it's actually a pretty big number uh for August we had a payment to Pioneer engineering to finish up the HVAC for Deer Meadow and rinpath and again that was paid out of Esser funds and you can see that that was a hundred and eighteen thousand one seventy seven of course with some hot days that we have the Duke Energy our electric bill was fairly high for August so that was a little extensive there and then of course we just have our regular Insurance trust payment of 173.80 67.

when we applied I think that was roughly 14 to 14.5 I'm not sure what demographics look like in 2010 to our open enrollment process would serve all children and to match the district demographics the same is true for emerging bilingual students right now I do this around 45 of your District we want to see that exact same percentage show up at our school or whatever so the short answer that question is yes in terms of grade bands are 100 intent in expectation as laid out also in the charter contract is that we will operate all grains EC through third grade now we'll be starting with Early Childhood three and four-year-olds in kindergarten in year one we grow one grade level at a time from there so what we agreed upon after the December approval was that we would need longer to build the contract that was a beautiful District leadership in ourselves and so we turned 22-23 into a planning year so we're in right now as we have all these amazing folks doing the work getting ready for the new school and then we'll open in the fall of 23.

13 million dollar cash balance in that fund certainly a contributing certainly a contributing factor there so there there is no reduction in benefits here whatsoever but this 13.02 percent on the salary side captures the cost of all of the actions we took back in June that you all approved in June to increase support staff salaries and adjust the bottom to that 14 amount on the Professional Services Line This is is primarily made up of inflation on all the services that we use everything from trash pickup to elevator inspection and Fire you know fire system inspections the largest portion or at least one of the largest portions of Dr Bozeman's budget there around making sure that all of the all the things in our buildings are taken care of from a maintenance preventive maintenance standpoint on the next line repair and maintenance again 4.43 percent that's just inflation over the over the prior year Communications line is flat and again that is essentially that's district-wide I know someone asked that question two weeks ago that's district-wide software that's not in the classroom so it's not classroom based stuff like canvas it's more like PowerSchool and Skyward the things that we use at the district level um supplies of 13.3 percent that supplies includes fuel electricity gas and and utilities water and sewer as well which we also saw a large increase this last year on Water and Sewer property equipment this is the big increase in the cpf and project line so the district-wide paving and um and that ends up right there in that line so the overall increase then in the budget from the prior years right at three million dollars and about 9.5 percent over the prior year so happy to take questions on the operations fund at this time thank you very much so are there questions of those in attendance over the operations questions from the board members go ahead yes I have just a couple um remind me and you don't need to go back on slides but there's always a transfer from education fund to operations fund what what is that transfer for I'll just skip right to it and we'll cover it real quick because it does it does apply to both the education fund and the operations fund so it's a good a good review so um back five years ago the legislature changed the law and said there are certain things that you have to spend you can only spend out of the operations fund and then other things out of the education fund and that's where really started segregating things in that education fund budget where it's 95 salaries and those are teachers and Tas and principals in the building serving kids and then the rest is supplies going to the buildings the operations side consists of all the things that it used to which were mainly transportation cpf projects and bus replacement and Technology those are the largest portions of the old cpf fund that we used to call it the new way of doing things is you still budget for all of those things in their appropriate budget or in their appropriate fund I should say but all of the things that the state changed the law about and said you can't spend dollars from the education fund on custodians or assistant superintendents and superintendents uh utilities and insurance used to be on the old general fund which is now the education fund sros and then the administrative costs that I just mentioned so all of those all of those expenditures we still budget in the education fund side but then transfer the dollars from education to operations and then there are a handful of things that go in the opposite direction mainly technology costs related to the classroom they used to all be on the old the old cpf side and now if if they are if they are expenditures that are directly related to the classroom and classroom support they go back to the education fund so the net of those two is just under seven million dollars when you net those out and so one of the approvals that we request for you at the next board meeting is a monthly transfer between operations and education and that's a resolution that will ask you to approve next time that totals that just under seven million dollars and the state set a threshold of 15 percent of the education fund as a limit there's not really it's a threshold after which you have to report as to why you spent more than 15 percent we have never exceeded nine percent and this year it is projected to be eight percent I have a couple other questions sure go right okay so so your cash balance and operations is almost 40 of your budget which you've highlighted is a little high what is your what's your Target and over how many years do you intend to take you to get there we on the the operations fund side is a little bit different on the education fund side we we look for around 12 which is what the state sets for for their Surplus as well um I like to look at as how many payrolls I can pay if the state for some reason stops sending us money and on the education fund side that's relatively easy because it's 95 percent of the budget you know exactly where all of the money is going you could stop spending supplies if you had to and set aside everything else on the operations side I don't really have a number that I would feel comfortable as a minimum and haven't really thought about where we would stop once we got down to that point but definitely more than that 12 percent range because this is the fund if for example gosh I don't know 15 years ago when I lived near East High School I wondered why there are all these emergency lights out there went over there in the middle of the night they were digging up the entire front entry because they had a some sort of water or sewer problem out there and I can't imagine how much that cost I was in this position at the time but this is where those kinds of expenditures would come from and you never know when you might have a half a million dollar hit with some expenditure or some emergency Capital need at the building level so sorry I haven't given you a number at that point but I know the 13 is is too high well in utilities and fuel at least over my tenure half the time Wild Waves as well so trying to outguest to prepare ourselves because the lights do and he did it we do we do need to heat and air conditioning to be running is that it I'm done other questions thank you thank you again this is just a quick review of the bus replacement um it's not a separate part of the budget but for some reason the dlgf still does require us to post public notice of our 10-year bus replacement plan um I put five of those years on here for you it's 12 buses every year and again we I mentioned this last time but we will spend about 1.4 out of operations and about 440 000 out of the operating referendum fund to get us to that 12 that 12 bus threshold we already covered that um Debt Service fund is relatively flat flat up 1.3 percent we didn't have any debt roll off in 2022 and will not in 2023 as well but you can see that in 24 and 25 we have several several pieces of debt including some some large payments on Central Middle School will be paid off at the end of 2025 as well as a million and a half dollar payment on those old 2003 bonds that are were refunded in 2012.

we can't these are the maximums We Set uh dlgf will only come back and reduce them to what we're legally allowed to raise so we've inflated those a little bit uh not anticipating having a levy of 47.5 million and expect that to come down uh quite substantially probably but you'll notice 8 million in referendum operating 29 million Debt Service 10 and a half million operations neither the rainy day fund or education funds have uh any Levy attached to them property tax levy for our tax rates 21 cents on the referending operandum same as 2022 Debt Service rate we're advertising 82.86 however we fully anticipate that coming down uh to the 78 census talked about when we did the projects uh and back in 2021 operations fund we expect to be at 30 cents we actually were advertising 30 it'll be less than that once the the AV gets adjusted and the tax rate brought down to our maximum Levy and operations but while we notice the the total tax rate going up about 15 cents fully anticipate that number not being that high it'll come down probably somewhere in the mid-120s is what we'd anticipate for our 2023 capital projects plan you can see the one Capital acquisition we have planned we do have five or six uh projects capital and nature it's important to note these are only purchases out of the operations fund obviously none of the building projects we have going on now are being paid for out of operations uh therefore there's no need to advertise them in the capital projects plan that's only related those expenditures over ten thousand dollars coming out of operations as far as the bus replacement plan you can see here the plan to replace uh seven buses next year also including the plan as a plan doing by four additional buses due to increased number of students and also anticipating some need for the redistricting potentially for some additional buses if that were to take place this is simply the plan again the maximum we can do if we don't need four additional buses we'll back that down to what we need but we do have these seven buses that need to be replaced and all these buses are older than 12 years as required by law that completes my portion of the public hearing thank you Mr Reese before we move forward any questions for uh just for clarification um Matt the uh can we go back to the first slide or that one's fine on the referending up that's the 21 cents Remains the Same that's just because of the fact we have the if that's based on assessed valuation correct wow correct the 21 cents is the rate that we requested during the referendum uh for that fund the 21 cents is the maximum we can raise and because the assessed value is going up that allows us to raise more dollars so it's AV Times rate equals your Levy there's one mixture for clarification purposes thank you I think I'll share two Cameron where we heard it recently that the AV across the city was up eight nine percent in the previous year it was a eight or nine percent number correct yeah um it's got babjac any questions for Mr Reese okay thank you move forward to a 3.3 or patrons comments on uh public hearing budget item but we do not have anybody signed up to comment so we can move to 3.4 look for a motion to close the public hearing on the budget and open the public hearing on the additional appropriation do we have a motion to close the public hearing on projects throughout the district the school corporation is funding this project through the issuance of General obligation bonds the proceeds from this bond issue must be appropriated prior to being spent on the project notice that this hearing was advertised in the local paper foreign for patrons to comment on this public hearing additional appropriation we do not have anybody registered to comment so we can move forward to 3.7 which is resolution resolution 815 additional appropriation Mr Reese thank you Mr warney resolution 815 is additional appropriation of five million dollars which we've advertised and held the public hearing for before any appropriate before any bomb proceeds are spent on the project cost that money has to be appropriate or any of the bond money has to be appropriated by this board unlike the Appropriations for tax dollars like we just went through with the budget hearing this additional appropriation of bond proceeds is not required to be approved by the department of local government Finance just requires your approval this resolution approved the 5 million dollar res Bond proceeds to be spent on the projects thank you so you've heard the recommendation to approve resolution 815 for additional appropriation do we have a motion to approve ment moved by Mr Angel and second by Mr babject any further questions or comments from Mr Reese before vote if not all those in favor signify by saying aye Scott babjak Scott Angel aye aye David warning aye motion carries 3-0 and now 3.8 I see do we have a motion to close the public hearing on another funding source that our programs have used to get it to initiate the uh their programming and it's through Tech point in this case the um we're looking at a approximately I think look at the amount it's oh that's right it's it's for a kid that's right it's for actual uh resources for the program instead of a a funding amount so this is from techpoint and they are really been good for us as far as getting our programs kicked off for the uh the robotics Prime robotics Grant seeking your approval this night seeking your approval tonight for uh to apply for and receive funding or receive our 100 intent is to open with EC3 and foil as well as kindergarten integral grade level of time so in year two this would be 23-24 we'd have BC take one and then we have Eck one and two so that is exactly right we discussed and contracted and this is a discussion at large and so you would have had Sheila and Erica and Mario and a number of other senior leaders in the district that that conversation was ECE legislation has shifted there's a new department at the state level right really tele-education and getting the licensure could take slightly longer so we asked for was in the worst case scenario that the EC would open in year two of operation no later than that time that would be in the fall of 2024. because the other component of this is getting a facility ready that meets all EC licensure requirements that's the size of the toilets that's doors to exit outside for every classroom that's the makeup of the place kit that's the kitchen requirements lots of aspects right so we anticipate a 1.5 potentially two million renovation necessary to have that ready and we all know how things are going with labor and supply and construction and we also know there's some variables regarding the actual licensure process of the new state department so our intent 100 is to open the fall of 2023 with a worst case scenario that the EC component will be delayed until fall of 2024 an idea permanent part of the school that was discussed among senior leaders of U prev and Senior leaders of Iris 14 and then built into the contract was an expectation 3000 postal as you mentioned director Molina was hey we're going to open with EC and K grow along grade level in time that's 100 our intent we also recognize there's things that can slow that down but it cannot just go down Beyond one year before we meet out of terms of the contract which we thought was really reasonable fair and appropriate and I think I think those are all the means the pieces that are asked for regarding the question that was posed by director Molina is any other one member of the cleaning up directly have further questions about any or one of those ask Ed me to and continue to press forward towards the team we have on here

I'm sorry total for all expenditures dating back in July 2021 our total expenditures to date are 7 million four hundred thirteen thousand five thirty six forty two and I just wanted to bring to your attention that we're going to start having some expenditures for Bond 2022 so you want to take you want to make sure you're paying attention to the top I've got this one um the header on its Bond 2021 we'll have one that has Bond 2022 so we'll just keep those separated out that way you can kind of keep a running tally if you're holding onto these board packets and kind of see where we're at each month so pending any questions I'd like to recommend for approval okay great I don't have any questions I make a motion we accept the consent agenda as stated second okay I have a motion and a second to approve the consent agenda any discussion further questions Gary not all in favor aye aye all opposed motion passes next item on the agenda is the superintendent report Mr Gibney yep so just a couple of brief items this month um we have submitted our integrated to certify our ADM count to the state and we're still working through final cleanup we expect that number to be between 1725 and 1735 we're 1744 last spring so it is a slight slight dip in enrollment but that just a reminder that's one of two count days of the school year so there'll be another one in February and then with the building project anybody driving past the middle school you can see that there's a new construction trailer outside the Middle School in the Middle School staff has been busy preparing um to join the construction world and uh so we're working through getting some people moved relocating our office or excuse me the office staff to the Northwest northeast corner of the building in a classroom so working on preparations for that so that when students come back and staff come back from fall break we'll expect that building to to move forwards with the construction process and Mrs McPherson has sent out some information to staff and has information is shared with parents and just with maps and things of that nature shared on our website so continue to communicate with that and then obviously the high school the high school is moving along um notice we have some temporary light poles out there that's to light up our parking lots because we know that they're dark and we want people to be able to see before and after school or after events and they're working on a permanent solution for that they had to they had cut the water cut the line cut the wire when they're Excavating between the two buildings so we knew that was going to happen and we'd be without it for a short period of time but things are moving along on a positive note in that building and that space as well kind of expecting potentially some of the first spaces to be turned over to us right around the end of the first semester so things are moving forward well there and then the last item for this month and actually I see that they're listed at the bottom with the donation to Greencastle Athletics um Endeavor Communications has been we're very grateful to them they purchased two two devices or two cameras so one's actually hanging on the Press Box on the turf field and one hanging is hanging inside mcanally and the technology that controls it it's an automatic camera and follows the follows the live the live action so football games soccer games those are all broadcasts live through a YouTube channel and so the public grandparents everybody can watch that and there's no cost it's free um and then the same thing obviously inside Mac and obviously we just want to continue to to get the word out on that that is something that's new and obviously we'd like to thank Endeavor for purchasing that equipment and that subscription for us is there a link on the website or do you think we can go to that how does someone find out what that you do yes it should be it should be linked if it's not we'll double we'll double check that but I know that we shared the link out on our our social media Pages um and actually um on the social media tabs on our websites on the heist school there should be a revised um YouTube channel link to where we can access that so we'll make sure that if it's not there then we'll get that get that corrected but I wanted to recognize them and get the word out and hopefully the we'll send the information to you as well including the we'd appreciate it and that's all I have for this month okay thanks next item on the agent is old business and we have no old business which brings us to new business and item a is a public hearing on the 2023 budget CPS cpf plan and bus replacement plan so just like any other public here and we open it up for public comment on anyone who wants to make a comment on any of those items so we will now open the hearing for anyone who wants to make a comment okay hearing none uh hearing is closed excuse me next item on the agenda is an approval approval request for Europe's Mediterranean Coast 2024 spring break trip we've allowed our student troops to travel internationally and I have I was presented with the request for Mr Rogers and his staff members to take a group of students to Europe's Mediterranean Coast in 2024 through through Travel Group and certainly they provided information and answered a lot of questions and before they begin promoting the trip since it's a out of state because it's overseas um it requires uh requires board approval and so they've like uh we would like the board to uh to approve of this trip so they can have some parent meetings communicate with kids and families and answer any questions and um you know if any fundraising is needing to be done or any scholarships looked at kind of begin that process so I wanted to share all that information with you and certainly anything that we require with board policies included in your packet and I know that there were some follow-up questions from some board members that we shared as well and so it would be my recommendation that the board approved allowing our students and staff members and chaperones to uh to move forward with this trip would anybody like to say anything about the trip can you give a general overview it did but the second thing in this little set of stuff is like the overview of the trip and what we'll be visiting how we get there where we land those sorts of things the one on the top is the packet of information that they get for their parents that has like any and then the back pocket is just extra information you know and I did see on here board members go for half price apparently three three even better yeah right now I would say she failed to find the humor I was joking but it will be during spring spring 2024 right sounds like a great experience so do you need a motion for them yeah oh yes yes please I will make the motion that we support this trip I will second that okay we have a motion in a second any more discussion any further questions can't hear you none all in favor I'm sorry I also has one not so 35 students right all right okay here okay all right okay we have a motion and a second any further questions discussion Gary none all in favor aye all opposed motion passes next item on the agenda is an approval request for a memorandum of under of uniform conflict of interest disclosure statement for Ed Wilson skipped one it's a mouthful you should give it yeah so this is just an annual thing that has disclosed as he's a board member and sometimes he does work security for athletic events and so he's disclosing this and I would like the board to approve this okay I can't make a motion I just want to make you sweat a little bit I'll second the motion okay I have a motion in a second all in favor all opposed motion passes thank you thank you thanks a lot thanks for getting the security much appreciated thank you guys now an approval request for a memorandum of understanding with Putnam County Health Department for a school liaison or for school liaison volunteer services yeah so the Putnam County Health Department has made available a nurse to each of the local school districts on a shared basis and so as an example that person might be here you know one day a week on average and that's just to uh to help with anything anything that's needed could be helping just making sure you know immunizations are caught up and up today that parents communicated with could be helping to fill in one of our clinics anything kind of related related to that and so it doesn't cost us anything and I believe the health department is using some Grant dollars to pay for this I think for the next two years if I'm not mistaken um and so it would be my recommendation that the board approved this memorandum memorandum of understanding excuse me more more hands on deck more professionals than cops that's more like that I'm making motion weeks up second you have a motion and accept and a second any further questions discussion all in favor aye aye all opposed motion passes next item is an approval request for a school bus purchase resolution yeah so last month board approved the purchase of eight school buses and and working on the financing Arrangement they'd like to have a resolution in hand to authorize that and so essentially that's what this this is is the the board authorizing the financing of the million 478 000 of which we borrow and essentially uh the terms of of that so it would be my recommendation that the board approved this this resolution so move it okay we have a motion and a second any questions or discussion okay hearing that all in favor hi all opposed motion passes next item on the agenda is that the approval request for a student staff technology person purchased yeah so it's uh it's that time to uh to replace our desktop computers so it almost be confused with our student laptops and so the two places for instance the middle school and high school Fab Lab they're desktop computers and then some of our offices and things of that nature and so we Corey secured quotes from the different vendors and Technology integration group was the lowest a bit provided the lowest quote for 96 684.61 to replace those devices which also includes replacing some of the monitors for that and so it didn't work be my recommendation that we move forward with purchasing those devices and those accessories we won't be financing the purchase we'll be paying we'll be paying for it we we did look into the cost of leasing them breaking it up but it's going to add like twenty thousand dollars for 96 000 purchase so it didn't make sense we have the we have the cash on hand and so we'll use it to uh to replace those devices and so it'd be my recommendation to the board approve the purchase I will make a motion that we approve the purchase of the computers okay we have a motion in a second any questions or discussion I was just curious and forgive me if it's a silly question but ViewSonic monitors is that just is that the name that's a brand okay that's right okay yeah so like HP ViewSonic all right okay okay all in favor all right all opposed motion passes next item on the agenda is an approval request for Greencastle School leased employee agreement with Putnam County Hospital yeah so through our partnership with the hospital and enacting the tele helped the cost to some additional nursing staff and they've been able to Able last year they will cover that through some Grand dollars but now this is time to formalize our agreement to where we will have some costs for those employees essential we'll be paying an hour hourly rate times the number of hours worked with the hospital picking up some of those benefit costs and things of that nature and so if you remember we used to just have two registered nurses and a part-time LPN and then we switch to uh switch to this model and now each of our clinics has some kind of medical professional some of which are LPN certified medical assistants or registered nurses and then Fawn is our registered nurse coordinating the five buildings and five nurses so it's time to formalize the agreement we've worked at the hospital um on this and would like to recommend it for approval is this just one that kind of is going to perpetuate year after year I just noticed what I was looking at there was no dates on yeah I believe we will do it on year-to-year basis okay yeah and they're going to bill us start to build us monthly for those people because those three individuals are not actually Greencastle employees right um they're Putnam County Hospital employee so there will be billing us each month okay make a motion second okay have a motion in a second is he further questions discussion Airy nut all in favor opposed motion passes last item under new business is approval request for some donations first we have an Indiana Association of school principals to Greencastle High School in the amount of six hundred dollars Myers Market to Greencastle High School athletics in the amount of one thousand five hundred dollars Endeavor to Greencastle High School athletics in the amount of eight thousand seven hundred dollars Mary Allison children's trust to gridpath primary the amount of 995.37 and McDonald's to Green Castle High School cross country program in the amount of five hundred dollars I make a motion you'd happily accept second okay we have a motion in a second all in favor aye all opposed motion facets thank you thanks to everyone there last item on the agenda is other business does anyone have any other business no no okay hearing none next item is a German can I get emotional Jared I make a motion we adjourn motion and a second all in favor all right all opposed motion passes okay thank you for coming and um be careful driving home

13 million dollar cash balance in the operating fund one of the other reasons that that was able to happen is because we issued two Geo bonds and I'm gonna I'm not gonna get the year it's I think it's going to be 2019 and 2020 that we issued for one year we paid them off the very next year and one of those years we purchased our buses and the other year we purchased our computers or replacement computers to the to the tune of 800 000 or so and so that basically shifted that expenditure for one year from operations over to The Debt Service side um and so that's another reason that that happened because usually in the past we these Geo bonds had gone towards facility projects but in those two years particularly even in 2020 as as we worked our way through the pandemic we did not get property taxes distributed to us in June of that year came later in August and so we were concerned about the possibility that we could struggle on the operations fund there for a while but to your point um to your point Mr stinner two of the Geo bonds have actually already rolled off as we again the 2019 we paid off in 2020 and 2020's geobond we paid off in 2021 and we've been able to do that because assessed value has grown at a healthy rate not to this year is 11 percent which was a surprise but to the tune of of three four five percent from year to year so this 2021 lease rental bond is the big one the most recent large issue and that is the Parkside Schmidt portion of the three projects that we've talked about several times here the third portion of that the east north and athletic projects are not part of that lease rental Bond all of that money is is coming from build America Bond revenues from years past as well as this 2018 geobond that have had funds remaining from those projects back in 20 in 2018.

the um 2019 General obligation bonds that we primarily use to um put LED lights in every building and solar on two of our buildings those those funds have been expended and those will be paid off in 2027. I mentioned the 2018 um I apologize the 20 2018 this line up here is where we will pay for the remainder of the East North athletic projects not the not the Geo bonds right here these those Geo Bonds on that line right there were for mainly security creating secure entries at the remaining buildings that didn't have them and so now every building has those secure entries it was like me to go beyond prior to 2018.

no no and then from a from a future perspective unless something very unusual happens next year I do know that we can um we can refinance these 2013 bonds next year and so I will bring that to you I just don't know at that time if we will pair that with another Geo bond issue we will wait for assessed value to come at come out probably in August and make a decision about refunding those bonds at a lower interest rate and issuing a bond at that point in time thank you all right thank you are there questions uh regarding this section Debt Service for the school corporation for those in attendance covered it very well thank you and then the last fund that we haven't discussed that's a taxpayer tax supported fund is the referee referendum operating fund and the main differences the increase you can see from one year to the next here are both inflation for the purchases of buses which is on the property and Equipment line down here and then on Professional Services which is um which is mostly sros and then the other two expenditures that we had not incurred before this semester are stem lab teachers so 50 of the cost of stem lab teachers will come out of uh that's down here on this bottom line and then this past June we finally got to the sunset of the counseling counts Grant and all the tremendous things that that program had brought to the school district but the operating referendum fund will now take over the salaries and benefits of for our director of of student and staff Wellness as well as taking on the contracts with some of the agencies that are providing therapists into the building both of which had been largely supported by the counseling counts Grant prior to this July any questions I can answer for you on the operating referendum fund go ahead and I have done um so I'm just so we've talked about the counselors for a long time because we know grants do end is it intended that we will always strive to manage that with a referendum or are there is it that we can transition it into our two major funds or we don't know yet the plan through the end of the the referendum again assuming that the law doesn't change and we have to ask for the public to approve that again six years from now the plan is to use operating referendum funds through the eight years of the operating referendum and then ask the public to continue to support that and these are I know you said counselors I just don't want I want to make sure there's not confusion these are therapists that work for Centerstone and family services and external organization all of our counselors our school-based school counselors are all paid from the education fund okay these are the additional mental health therapists provided through initially through the counseling counsel Grant as well as they receive some Medicaid reimbursement to help subsidize those therapists being in our building sure so so those are typically referrals from our school-based counselors correct okay or requests from the families or students themselves right all right thank you for that clarification that helped um just to make sure I'm understanding the use of the word operating here is really unrelated to the use of the word operations in in the other funds that we're talking about but out of this operating referendum operating fund if you had to guess which line items if they were part of our regular budget but we're going to be incorporated into our regular budgeting process which line items would go into the education fund and which line items would go into the operations fund great question thank you for pointing that out I know that can be confusing the the state has tied the term operating to this kind of referendum just to differentiate it from a capital referendum and so there's two there's two possibilities when it comes to referenda and asking you know voters in a community to increase property taxes to pay for things in your public schools one of them is facilities buildings and that was that that line right there that's from the 2010 High School renovation and then the other is to fund operations in your district and and you're entirely correct it can be any kind of operation call so um the teacher's salary and benefit increases would be um 100 education fund I'm trying to think right now and I cannot think of a single example of a a person being paid from there that it wouldn't shift to the to the education fund some of those some of those teachers that are on that line are paid from non-education fund funds like Title One Title II other Federal programs but the referendum portion of their salary is being paid from here on the support staff salary that would probably be somewhere the majority of that would be in the operations fund because that is custodians Food Service Transportation but then any of our administrative assistants and teaching assistants in the building at the building level they would be on the education fund side so that one could be somewhere it's definitely going to be close to an even split between education and operations on this one would be entirely um sorry I'm going to jump down this one would be split the we would probably have the director of Wellness would be education fund I don't know how that happened I wasn't anywhere I wouldn't anywhere close to it um so about half and half sros would be operations director of of Wellness would be education fund Professional Service would be mostly education fund um property equipment would be all operations because that's buses and then stem lab teachers would be all education funding in these um I'm sorry these are the increases we were talking about earlier in the meeting that we were able to do a couple years back before inflation raised its head again that is a really good question sometimes I assume that you all are keeping up with everything that's happening inside of my head this this line up here for support staff salary and benefit increases this is the one dollar per hour for every support staff member and two dollars per hour for bus drivers that are above and beyond their pay including the increases that we've we did both this last June of six percent and the prior June of nine percent those are paid for from their traditional fund from the the operations fund mainly that's the additional dollar per hour and two dollars per hour so I mentioned before that we raised our our starting salary uh on the um the pay Matrix to 14 per hour essentially when you include this it's 15 per hour thank you any other questions related to this hearing yes sir so I was trying to better understand Professional Service where you had said we have outside counselors coming in to help based on potentially referrals is there is there a reason we put the bill for that as opposed to the families with the like for instance if I my kid's sick right they say Hey you gotta go follow the doctor pay the doctor bill right or my misunderstanding how it works that's how I'm asking um I'm not 100 sure say I have a child they can you take him to the doctor we have a kid has a issue they go to the counselor they say Hey you really need outside help it sounds like we're saying well actually we'll help pay for that help is that true yes yes they will um If the child is Medicare eligible those entities can usually go build Medicaid and receive funding for those but we know not all of our students are going to are going to qualify for that and so if they have mental health needs that we can help serve in the building then some of these funds are set aside to help do that all right I was just curious how that all works sure um the other question I had that you can probably answer pretty easily the property and Equipment again I probably have a misunderstanding but when I thought that everybody voted on the referendum I thought we were going to try to put everything towards salaries and that really kind of the only thing that kind of stands out but maybe I'm just misunderstanding this one is one that we included under the category when we when we proposed the referendum and passed the referendum under Safety and Security to make sure that we could get to where we didn't have any buses that were older than 10 years old on and we're tracking in that direction because of these additional four three and a half buses that this allows us to buy this year Miss thank you you're welcome all right thank you very much are there other questions all right thank you so again that's just the the overview of the overall budget and then here is our tax property tax rate history and the important number here being the bottom left-hand number I apologize if you all can't see that in the very bottom hand corner we're going to ask you in October to approve an advertised rate of one dollar one 1.63 cents which is substantially lower than what we've advertised in the last couple of years but it's it's getting easier and easier each year to not have to advertise High to make sure that we can um it's just easier calculus today than it used to be to be able to figure out what our tax rate is going to be and I would anticipate that our final adopted tax rate will be slightly lower than what it has been each of the last two years again best based on assessed value increasing 11 percent all right any final questions so you were reminded we'll be doing this again or we'll we won't be doing this again we'll be voting on your your proposals at our meeting in October do we just get to flow into the Geo Bond one yeah I'm Eric Rhodes at 2247 Rolling Hill Court I was just curious if there's a place that we can go to see the breakdown into detail of like individual receipts for those know budget categories for things I know there's the the state one we can be referred to but it doesn't even really break it down too much more than what was in your presentation so I didn't know if there you know we had access to that somewhere to to really see the detailed breakdown of where that money goes good question so it depends on how much detail you want to get into all of it all of it if it's all of it feel free to send me an email and I'll send you the 1200 line or so that's just the education the education fund side is about 1200 lines and I'm happy to to share that with you the states if you if you're interested in getting into it at a slightly higher level the public Gateway I just Google every time I'm looking it up just public Gateway and there is a budgets tab in there that you can look up any public entity in the state of Indiana and look up each year and each fund and dig into at least the details at the at the higher level around salaries benefits for each of the programs you're welcome all right so may we move to the hearing on the Geo Bond fee so this next public hearing that we have is related to the Geo bond issue that you took initial approval two weeks ago and have some two resolutions that we're requesting approval for tonight this portion is simply approving us to spend the dollars that you've already taken the first steps towards allowing us to borrow them so since we have not the board has not approved spending the money that were the 5.8 million dollars that we're asking for approval to borrow this additional appropriation hearing is a as a technicality for you to approve us to actually spend those in those in this calendar year all right and as reminders these are related to the park side and Schmidt projects Parkside and Schmidt exactly right the 5.8 million dollar 2022 Geo bond is to complete the to help us complete the two Renovations the complete renovation at Parkside and HVAC at Schmidt all right thank you so are there questions from those in attendance about this yes sir yeah hi it's Jason major 3241 Overlook Drive here in Columbus I did have a question about uh just the overall Geo bond in general from what I read in the newspaper I had the concern I have is uh I'm not I'm 47 years old so I'm not real old I'm not real young anymore either I'm old enough to have lived through the early 80s and saw some times of great inflation and right now for me I think for most of us this is probably about as bad it's ever been everything I've ever learned in life is during times like this you try and hold your cash as much as possible and not incur any additional debt unless it's absolutely necessary so I guess my question about the things that I read in the newspaper that we were going to be purchasing changes to the bathrooms at Parkside I think there was a roof that was being worked on HVAC and a bunch of athletic facilities how does all this tie into educational necessity I I look at it and I think if there's the bathrooms for example if there's already bathrooms why are we spending money on new bathrooms the roof if the roof leaks replace the roof that makes sense HVAC if it's very old and it doesn't work replace the HVAC uh I I meant I was a former athlete so I would love to support all the school athletic facilities but if we have a softball field we have a uh concession stands do we really want to spend that money today on purchasing something that's probably inflated in pricing to the point that we could have probably purchased two just waiting a few years in the future with the hope that inflation will come down or should we look at spending some of this money in a different way towards teacher retention bonuses for teachers attraction bonuses for teachers or for assisting the teachers with more school supplies thanks for your questions Mr major um just a few things I'm not sure I'll be able to answer all of your questions in this one setting but um our facilities are on average including Parkside is the the primary target for these funds Parkside is in need of a complete renovation most of our elementary buildings are more than 50 years old Dr Bozeman feel free to scream out if I say anything anything that's incorrect from your perspective so the facility needs are there both from a finishes standpoint and a technology standpoint the facility itself HVAC needing replaced Parkside while it's while it's a complete renovation and we're making changes for educational purposes as well it is also receiving HVAC upgrades improving efficiency and so on and so forth and so the list of needs that we have just to keep our facilities going after 50 60 years and keep them clean and safe and and the best environment for students to learn in there are infinitely more needs than we have funds to spend those and so um that's that's from a need perspective and then I'll approach it from the other side so we are talking to to our financial advisors we anticipate that we're going to be able to borrow These funds at 3.3 percent interest which is which is still paying some interest don't don't get me wrong I'd rather not pay interest if we don't have to but it's still competitive and it's still relatively low rates to be borrowing funds and since we're paying them off in two years the total dollars in interest are relatively small sorry I'm trying to think of oh and then the to the last point or I think the second to the last Point These funds when you borrow dollars um from a bond perspective those can only be spent on facilities um and equipment and Technology you can't fund the state will not allow you to use those funds for personnel basically to to to commit to a cost that's infinite as if you're going to have 780 teachers today you're probably going to have 780 teachers in the future and they don't want us to fund those ongoing costs with temporary dollars and so we can only use funds that we borrow through Geo bonds and Lease rental bonds the two that were that were shown up here the two types of borrowing on our facilities and could I clarify I don't believe athletic fields are in this Geo bond is that correct the there very likely will be some portion of the 5.8 from this Geo bond that will be spent on the athletic facilities but not from the two existing older bonds right last year's or the 2018 bond that I mentioned before thank you yeah so I very that was a great explanation thank you that helps a lot um do we have like a and and so you talk a lot the schools are very old right if anybody's done the architecture tour they kind of talk about the age of some of these schools a lot of them done in the 60s and 70s do do we have like an estimate of how many more bonds need to be done in the future to cover because you've got a lot of schools and they're old so from the standpoint of replacing repairing um do you have an estimate is it another 5 million is it another 5 million per school so you're looking at 60 or 70 million what's kind of the rough number to just have everybody kind of get ideas to where we're headed over the next five to ten years that's a really good question and we do um we asked CSO our Architecture Firm to update our facilities plan every five years and so most recently about a year and a half ago I believe is when that was that was updated and so we have we have that 150 or so page document it does not come with cost estimates it comes with this is what your needs are in the short term your immediate needs midterm and then some things that can be pushed off primarily because I don't think any any one of those Architects would put a number next to one of those things particularly in this environment when it comes to comes to inflation and so there's not a there's not a number there by the time um you know we spend the next I'm guessing four or five years addressing the highest need elementary schools will be you know by that point in time Central Middle School is going to be almost 20 years old and I was hard to believe anyone who's in the in the community when we built Central Middle School but it'll be pushing 20 years old and I'm not saying it will need extensive Renovations but a 20 year old building that has 800 middle school kids coming in and out of it 180 days a year is going to need some some repairs and some HVAC and roof kinds of needs after 15 and 20 years so as the finance guy I wish I could say there's an end point in 10 years we're done in 10 years we'll just have more facility needs assuming we still have you know terrific community and lots of people that still want to live here and send their kids to our schools I would just compliment your comment in terms of we we do um as a board receive that assessment of all of our facilities and it's very thorough it's all kinds of columns and it's red yellow green and so that we help along with the administration so what are our highest priorities Within the the finances within tax rates that we believe the community will tolerate so we're always we're working with the administration and with CSO to help us find that right balance and we're doing that on a continuous basis I think I've been through three cycles of that red yellow green so it is something that and I appreciate um compared to listening to colleagues and other school corporations that we are very proactive about that we are not waiting until we're dealing with a 70 year old building and they still have chalkboards um we have we're really being very proactive about how we're maintaining our facilities other questions about this particular Geo Bond sure Mr Grove first maybe a parliamentary inquiry at these hearings is this uh just to have uh questions directed at the presenter like Dr Phillips or is this for questions to the board also at these the focus of the questions is on the topic no no for sure right so if you ask any of us some Super Dollar details I will happily defer Phillips if there are different questions we'll do our best yeah yeah I just uh Jason's comments just made me think of it sure he brought some stuff that maybe was more appropriate for you guys to address that's all right um so I was just curious for future reference more than anything um I just want a clarification on at the last meeting something that was said about the tax rate increase or or not I guess um did this Bond will incur a tax increase or or it won't I think it might have been a matter of perspective issue um so my understanding was it's like our tax rate will be X number if we pass this Geo Bond it will be X plus something due to the bond is that correct correct if we did not issue this Bond the tax rate would decline if we did not issue this Geo bind the tax the tax rate would would decline um when we talk about when we talk about being overall tax neutral we're talking about maintaining that rate at around the dollar one mark that it has been for the last several years but yeah yeah so just be clear effectively it is a tax increase though so we we have a tax rate and passing it will increase that tax rate effectively I'm just trying over what it would be if we didn't pass it right okay all right thank you all right thank you you might just comment on that a little bit more Mr Phillips and as Mr girl was asking I just pulled up the tax rate scale there and so we were in the 80 cents for a decade and with a referendum that took us up to about an even dollar and then the state average tax rate on the on the right and maybe comparing that to a question Mr Stenner asked earlier or ask for some explanation of the bonds and so as those different bonds Geo Bonds were taken out of different projects were completed the attempt was to to Mr Rose Point if you don't do those things the tax rate will start decreasing it is going to go down because you're not having to fund that project the intent of the school corporation over that decade has been to try to ease through those those projects so that the rate doesn't go up from the current number so it could could drop down if you don't have that project you bring something back but with going back to the tax rate it's been trying to navigate through those different projects let me go yeah while still maintaining basically the same tax rate so when Mr Phillips was indicating no impact on the tax rate today it's a dollar one if we don't do it it drops to something else if we do it it stays at a dollar one that's the explanation was trying to be made if there's any further comment from you on that that's attempt over the last decade and just that again we have more facility needs than there are funds to to address those needs and our primary goal with the tax rate is not only to make sure um that we're able to stay around that dollar one mark but more importantly to provide consistency for members of the community so if we if we let one of these one of those pieces of debt roll off and then let two years go past and then issue bonds the rate could go down and then increase eight cents or 10 cents creating surprises for folks and so we like Dr shed try to be proactive and look two three four five years ahead at what debt is rolling off and then start fighting over what facility gets you know gets the attention from those dollars good good questions Dr Phillips um and to that point too I wanted to point out uh do to you know term on the board 2013-2014 a dollar 33 is what the tax rate was and you know I feel or it was advertised thank you um you know and we look at how how that all transitioned in a course that you know we always advertise a little higher but like Dr Phillips or Dr Phillips I'm so sorry one day you'll be there you just need to keep working at it um Mr Phillips uh this one last days but you know and that's the thing that I think I look at is try and be responsible to our taxpayers that we do have buildings that age and just like homeowners that we have to maintain our homes them every 20 30 years we may need a new route or we may have health damage we may have you know bad weather or fires or things and um you know I appreciate the fact that we're trying to keep it low you know looking at what the state average is keeping that consistency that that way you know because it'd be great if it you know drops to 80 percent or 80 cents and then something and we don't do anything for three or four years and we know things are going to build up next thing we know we're going to be needing two bucks and that is not something that we need to do people are on fixed incomes people you know are out of work you know inflation and everything else and I think if we could kind of just maintain the the study and get us through this time hopefully sooner than later that um you know we can kind of go through the storm so to speak and then you know and then see a lot better days but um you know looking at the past and what the state average is you know given the fact that you know we look at what we've done for teachers and our buildings and and it's a quality of life I mean hvacs are not cheap but given the situation with covid and trying to put HEPA you know to keep the airs clean keep things ventilated I think that's an important piece of having a good you know good school good quality school where kids are safe and healthy thank you and the woman in the back has a question for us thank you Nick hi Jennifer langevin 4610 Woodcrest Drive um just a quick question because I'm not sure that I understand correctly I think it's great if we can keep the tax around the one dollar as you're saying but I guess I'm a little confused because I know sometimes bonds and things come through when we vote on them is this something that's just naturally part of our tax rate and it's not something that we vote on or what's the difference between the two things just so I can understand better good question thank you so there are essentially three different kinds of bonds that we can Levy to address all of them for facilities one being a general obligation Bond and that's the kind we're talking about tonight and it requires a relatively low bar of bureaucratic Hoops to jump through multiple public hearings which we've held each of the last two meetings Public Notices and then the board's approval across multiple meetings the second kind is called a lease rental Bond and that's when we we have a building Corporation and we essentially they take on the lease independent of the school district and then lease the buildings back to us it's complicated but it's any time it's a larger dollar amount and so there are more bureaucratic Hoops to jump through and again multiple approvals multiple Public Notices public hearings the Third Kind is a referendum a capital referendum and that's the kind back in 2010 when we renovated the two high schools and that's above even a larger threshold from a dollar amount perspective for example if you're ever going to build a new building you would have to do a capital referendum and ask the public to approve through a vote whether or not you could do that and they're all defined by the threshold the dollar amounts that you're spending there are other questions about this particular Geo bond hearing yes sir Jason all right Mr Williams is coming uh Roy West 2730 Orchard Lane um I was just curious because there was a talk about new buildings and you also said as far as new you'd have to do referendum do we ever look at the like is it ever cheaper to build a new building as opposed to repair the old have we ever looked at that good question not since Central which I was two years in the old building and two years the new and I can tell you from personal experience it's a good thing that one came down this great degree building there are lots of things about it that were good but but it was it was to the extent now it was a hundred and well over 100 years old by the time we tore that down but um I'll defer to Dr Bozeman and The Architects on whether or not any of our buildings are to the extent that we would tear one down before we would renovate it and I I don't believe we're anywhere close with the facilities that we have now thank you any more questions thank you they've been great questions yay and you answered them all extremely well yeah hello all right I'm going to call this public hearing close for both our 2023 budget and the 2022 [Music] Geo Bond so next on our agenda is the opportunity for board commendations I'll turn to my colleagues I know I miss Todd well hey I think great Mr Grimes sent me some commendations [Music] um so these are from Todd Grimes we're all thinking and sending very positive thoughts to him this evening um so first from Mr Grimes thanks to our Columbus Youth Development for teaming with bcsc for a successful spark spirit week which was held September 12th through 16th students were able to learn a few things about themselves and what they can get excited about while exploring their interests over the course of the week Mr Grimes also extended congratulations to the nine students from north and east high schools that have been named as National Merit semi-finalists sixteen thousand students across the nation have been so named once finalists are named a little over 7 000 students will receive nearly 20 million dollars in scholarships so he extends for all of us best wishes and good luck to our bcsc students so he is with us I wanted to share a commendation that we receive from C4 really congratulations to Carrie Utterback on receiving the 2022 Jack Kramer award Kerry's been a positive influence for our students in the community for many years coach of Elementary running clubs Middle School Track Columbus east north and Donner swim teams and several travel teams so CR so truly she's been an asset for our students and our community are there others all right yes go ahead special commendations to all those folks that are involved as you are out in the community or in and out of school buildings you'll notice a tremendous amount of extracurricular activities that start up in the fall the time that teachers and staff staff members dedicate to those programs the parents and the community volunteers it's just amazing to me the variety of interests that can be accommodated um and comment like I said commendations to the people to help bring all those programs off all right now is our opportunity for public comments and we have three individuals who've signed up so first Mr West about our meeting agenda technology um I'll keep it brief I just had a question uh for the board and I know I know you can't answer it and that's kind of my question um and when we have public hearings like we just did [Applause] there we go technical skills you take the computer and come back on thank you Mr Williams anyway my main question was during the public hearings that we had we gavel in and out of a meeting so we can have dialogue and I really like that and I don't know if that's possible to do it public comment but if it is I would recommend it and that's that's really all I had so thank you okay I do appreciate the suggestions so thank you next on the agendas uh Mr Meyer about our Geo bonds to answer questions awesome [Music] all right well thank you for asking him during the hearing because you got great answers Mr Grow at first I think I'd just like to say prayers to Todd continued prayers um yeah good evening board an admin um [Applause] we got a malfunction [Laughter] recently a survey was given to our students titled resilience through strength by the search Institute which included questions about sexual orientation and gender identity notification to parents offering the option to opt out was sent the notification stated other than some possible discomfort where students May reflect on their own experiences there are no risks in participating to the contrary there is an argument that the survey in one small part of a hole in normalizing selective subjective truths um that many of our community believe are you know in conflict with their objective truth you know there's also the possibility that the result the results of the survey may be used to push future agendas that would also hold risks concerned parents and members of our community were told they could not be provided with a copy of that survey they could only physically come into the schools and view the survey on a computer the reason being worried about bias and Survey results that was even after the survey was already given to our students I understand the constructive perspective of this survey you know we want to gauge the mental health of our students I even to the surprise of many understand a reason to categorize those results based on gender identity and sexual orientation however discussion should be had over whether being able to identify differences in data based off of those factors is worth the degradation of objective truths for much of our community and perhaps it is perhaps the data will even reaffirm those objective truths and ideologies like these will be reassessed but the point now is that parents in our community were given pushback they were given barriers um you know barriers were put in their way to to access information that they believe is important to their raising of their children and I would raise another relevant point to this with regard to the topic of this meeting and and last meeting and that is both the budget and the Geo Bond just you know the lack of forward information around those the lack of details forwardly so you know as this board believes in a strong partnership with parents and Community as part of its mission statement and core beliefs I would raise a few points could we make make comment on what consideration has been given around the cost of further straining relations between our school board and our community versus the possibility of bias in the survey should um non-parent community members still not be informed of important information regarding bcsc as it pertains to their stake in the future of our culture and educating our children what can the board are communities elected representatives into our schools do to improved transparency and communication in general around something like this survey but also with regard to agenda items like the Geo Bond where there was really no other information posted but the title you know so I'm suggesting something like maybe we post a hyperlink on there that we can click on I mean most people in our community didn't even know what a Geo Bond was you know so just you know I know we post we post a notice in in a Legacy Media outlet but a lot of our community is just unaware of these things so I know I'm out of time but finally can we just could we offer a community space where we can discuss things instead of just you know having the one-way Street here there's a lot more topics that deserve our attention and our effort besides just what gets put on the agendas as always I thank you for your ear and I would love the opportunity to converse with any and all of you you know I'm not up here just to beat you guys up or to stir a pot I really truly want what's what's best for our kids and for our schools so thank you all right thank you that covers everyone who signed up for us this evening so thank you all and now School Board member reports so um I can share a little bit about the two committees on which I represent you all we did have a ccic meeting so that's corporation uh continuous our Corporation continuous Improvement Council we love to talk in alphabets in the field of education so the ccic med on Wednesday the 14th we did a very nice debrief if you will about our professional development day on September 6th and having experienced that one talked through ideas and what might be the emphasis for our next professional development day which will be on November 28th it was a great conversation about the various topics that we could cover and so there is a corporation a professional development committee that is working on assessing what makes the most sense for the district and the individual school buildings which is a nice plus that we do with those professional development days to offer the opportunity for information sharing that is district-wide but then an opportunity for the teachers and principals and others in each of our buildings to spend quality time with each other working on various topics important to that particular building we spend some time learning about the two coming our new learning management system which will be canvas and talking about the process that we shall be going through as well as parent Square um and it was we talked about and we appreciated our cea Representatives giving us information at the time regarding the uh debates that will be held virtually this week that's it that's what we covered there and then on um I can just share um it we didn't have a business advisory committee for this month we're encouraging everybody to participate in the debates this week and just briefly what we discussed at the August meeting because I was for God to bring this to the August meeting it was great to have a conversation about Legato and its success we've we have had Legato for five years and it has it is really growing and is really such a wonderful asset to our school corporation as well as the community and conversations that we shared a number of various individuals sharing how meaningful it is for our corporate for our Corporation and our community to be thinking of the wide range of cultures that we have here in our community as well as students in our schools all right I'm done with that no one else all right the opportunity for cabinet reports I don't believe we have any this evening wow all right so we are now to request for approval so I'll turn to you Dr Roberts to describe for us a through G thank you Dr sheb we do have a few less items tonight than we maybe typically do a through D are similar so we have the Minnesota regular school board meeting from the last meeting on September 12th two weeks ago you have a list of supplemental contracts with an addition in front of you tonight there was a additional uh contract there from some additional meetings that a person had so those are in front of you field trips and professional leaves are included for you the claims in payroll the summary of those getting two different buttons here the payroll from August 27th to September 23rd is a total of about seven million dollars that it includes some experience adjustments for US based upon staff and accumulation of experience years we also had claims dated September 26 today that approached nine hundred thousand dollars and then we have these last three a title four part A Grant application Mr Edwards has been placing quite a few Federal great applications in front of you for approval so this is title IV and then those last two items are Geo Bond the 2022 Geo Bond related items from tonight's additional hearing on that particular request so we have two resolutions to potentially approve for that those are my items all right thank you so I'll entertain a motion for approval of the items three a through G as they've been presented to us so moved thank you Dr bills is there a second thank you Miss wheeldon are there particular questions if Dr Roberts or others regarding these items question about the title grants and I was wondering if um Mr Edwards could just give us a brief I know he served he was here so he's still back there yeah yes just a brief ex you know kind of tell us what some of the title grants you've been doing explain that that's okay yeah microphone so the title IV Grant is a Federal Grant and um three it's broken up into three parts it is safe in uh healthy schools um technology and then the other part is uh well-rounded education so we have funded things like coaches in there we have funded things um stem out of out of so it allows us to be pretty uh creative but those are the types of things that we do we focus on the well-rounded education so that that's people and so we bring people in the classrooms and just kind of give students opportunities uh that they wouldn't otherwise have yeah this traveler's just to add instructional coaches correct instructional coach yeah yeah what did I what did I say coaches construction yeah exactly sorry about that all right thank you thank you and that total mystery average is about 138 000 right dollars this particular application yeah thank you all right thank you Dr bills any other questions all right those in approving items three a through G as they've been presented to us if you'd signify by saying I I those opposed all right there you go Dr Roberts thank you I will turn to Dr Blake I request approval of the HR recommendations as proposed this evening thank you very much is there a motion to approve our human resources recommendations as presented to us thank you Mr hofdwire is there a second thank you miss wielton any questions for Dr pleek all right so as you approve the human resources recommendations has presented to us if you Sigma Supply by saying I opposed there you go thank you Dr pleek thank you all right this is our final opportunity for input or comments from our board members following the meeting Dr bills um so yeah thanks for everybody for coming tonight and asking questions foreign I'll just say I I texted a few of my colleagues here um uh this last week on Wednesday I went to the idem which is Indiana Department of Environmental Management um Governor's award last week so there were several awards given out to people who are making a great environmental impact in the state there were two schools recognized which I was really impressed by and I I was I took some nuggets away some things that I think there's always opportunity for us to do better but a lot of the things they are recognized for were led new HVAC improvements to to decrease you know impact on the environment a lot of things that I think we're already progressing towards so that also felt good you know so it was a combination I've always moved to approve but but I think we're making good moves and it was a good reminder to me that our role here is first and foremost for for kids but there's also just such a big Community impact and you see that in a lot of ways so that was a nice reminder and the conversation tonight reminded me of a discussion I have with my husband about our own personal budget okay and so like I got a car last year and he wants a truck this year and I'm like no you got to wait four years but we'll do the kitchen next year so it the same thing you know we talk about budgets here you want to kind of stay flat if you got a big year you got to have a low year to kind of make it even but generally speaking you what you went out to be about the same and so I I rounded it all the way back home to to that as well so awesome it's day halfway nothing this evening uh thinking of Mr Grimes indeed we are I was so excited to get commendations from him this afternoon um I will just I just have to do this I'm given the way the budget was presented to us a shout out to those who are working on our health trust that there seems to be a fiscal calm to uh that press yes that's all not so that's that has been a challenge and I appreciate the hard work that the health rest goes into for doing that and generally just thank you Mr Phillips for the work that you're doing I appreciate that we continue to be proactive and doing the best for our students and for our all of our staff here in bcsc and thank you all for being here that was wonderful to see individuals who are asking questions of us all right so I know you all have your calendars out we will have our next regular uh oh do you want to say anything no I'm good okay um regular school board meeting on October 24th will be at 6 30. we will be here we do have a street strategic planning meeting scheduled for that Friday on the 28th 9 A.M we will be upstairs the reason we have this huge gap in our meetings is we have fall break I hope everyone gets the opportunity to renew refresh sleep in whatever it is that makes for a healthy well-rounded fall break and please please please be safe we want you back in school with that I will call this meeting adjourned

comments on the bid package for athletic fields and site Improvement project if not thank you for joining uh joining us for any questions that may have come up soon we always appreciate it appreciate thank you for having me all those in favor signify by saying aye post motion carries 4-0 thank you all right move on to information items got uh superintendent discussion groups and Mr Hoffman usually gives us updates if anything taken place in the city with him not being here this evening we'll just wait for the next meeting to catch up on anything unless uh I will mention that if anybody didn't get a chance to watch Dr tarot and the lay of the land podcast we had got a little bit of a review of what's going on so thank you and from me as a board member appreciate you going on there and sharing with the community what was you know taking place with us and you know kind of kicking back and forth that was good nice opportunity to kind of get to get to know new mayor a little bit too through this podcast um any but anybody like to offer anything that they're aware of taking place uh the Crown Point and if not Mr Smith anything happening in Cedar Lake okay let's move forward to the direct director of Elementary education Miss Ramirez thank you Mr President and board members I would just like to take this opportunity to thank our Specialists who are working to support our elementary teacher staff and administrators they really work in Partnership and these roles have been Paramount they've been added over the past two years and really are driving the work that we're doing and it's exciting to think about the future that they will have had a hand in and so I'd like to thank Amy McAllister Joe bisic Annie Vassar Susan Valentine and Anna retzlaff for their roles they truly are a collaborative team as well and so it really has just been a great enhancement to our elementary structure thank you Mr Ramirez I I'd also like to share something that came away from the coffee and conversation with Dr Terrell was uh I thought it was rewarding sitting there as a board member and hearing that there was some conversations taking place amongst possibly teachers I don't remember the detail of it but essentially what they were saying is that they're being asked to be a little bit more uniform across our seven elementaries um and I you know that's sitting there I think that's something that it's a big task that all of you are trying to tackle it was kind of like I said rewarding to sit there as a board member and hear you know some comments about maybe it's not easy but the work is taking place to try to get there so thank you something that we've all talked about thank you very much for sharing that feedback it has been a lot of hard work and I think that there have been some uncomfortable conversations right not all the conversations not all the comments might be perfect right but it's the it's the the idea of accomplishing a goal yes and I do believe everybody is very committed to a common curricular experience for our students and that's what we want to be able to provide that regardless of the school that the student is going to that they have a common curriculum and that their teachers are working together we have re-established our district-wide plcs by grade level so that teachers are meeting together and again these Specialists really work in all of our buildings and so they are able to help Drive the alignment that the administration is seeking so thank you for that feedback thank you Mr warnings I've been in buildings the last few days it's really neat to go from a first grade classroom to a first grade classroom to a first grade classroom and see how they all put their own individual spin on it but they're at the same place with the same type of lesson and what they're covering it's been really good so again that ckla curriculum is is hard work by our teachers and support staff but they're doing a great job with it so so thanks again thank you director of secondary education for me thank you Mr President board members I have a couple items let me start with the Crown Point High School graduation rate every year we celebrate our graduation ceremony and we kind of think that's the end but really the calculation of the graduation rate goes on all the way till October beginning of October every year this year our Crown Point High School staff was put under the gun by the state by being audited randomly being selected to be audited for this graduation rate and after all that we still came out in 98.3 percent graduation rate and when you consider that cohort in the three years that you know they endured getting there that was really a great job by all our teachers and staff that worked with those students and and again a big thank you Mr marceneck and his staff at the high school for getting them across that finish line and doing all that hard work so really proud of that graduation rate and number two last Wednesday September 22nd our Corporation all our staff and and teachers had the opportunity to participate in a standard reunification practice standard reunification being if we ever have to re move a population of our students from a building and take them to an off-site location or a different school and get them back with their students because of an incident or emergency at the building we have a team of about 70 Corporation people that are on that reunification team and there's a process in which we use in which we would reunify those students with their parents so our teachers and staff graciously took the role of either parent or student and we separated them apart and we did about 400 reunifications with secondary staff in the morning and then in the afternoon the elementary folks came and we did that all over again and we got better in the afternoon so a really great experience for our teachers and staff through the lens of safety and I think everybody participating in that event is that much more prepared in case we ever have to do that so big thank you for all of them and their willingness to participate in that Mr Gene Fermi I think we've been told as a board before but I heard the question when you know when this was taking place you have some locations that you have a few different op options of reunification but those aren't those aren't necessarily locations that need to be shared with correct yeah so I mean it has come up with where and why it's like no they yes our own buildings and some community members but there's a reason why you all know and not everybody could be a very fluid situation where what whatever is available but it's been great working with the community and our First Responders as well as we all kind of continue to plan just in case we ever need it a chief academic officer Mr Harmon he has to continue on the theme that Mark just spoke on September 21st was our first asynchronous learning day meaning that the students were had lessons prepared by their teachers to accomplish while they were at home it takes a a lot of preparation for that to occur so that it works well for our for our students and that allows our our teachers our staff to participate in professional development such as safety uh PLC work is Mrs uh Ramirez spoke to where they can work together as a team it takes a time to to accomplish that and to do it well and uh we'd like to compliment uh Mrs Ramirez and uh Mr Gene Fermi Mrs paskus our team principals for accomplishing that so that was our first of a four that we have we have a another one coming up on November the 9th that'll be the second one this semester second thing I'd like to point out is uh as we continue to work on uh towards a unified system of instruction connecting our programming together such as special education English language Learners High ability maybe you might call it a regular curriculum and this was highlighted within the audit that took place we started another course tonight actually with a approximately 111 staff members as we lead as they their schools and our team towards including all students in the curriculum and in education and looking for a Universal Design for Learning in the corporation for the betterment of each and every student so that kicks off our third or fourth course I believe now that we've been in that we have engaged in through a group called lead inclusion and this uh is a international group that is coordinating and facilitating these courses and meetings that we have the last thing I wanted to point out tonight is we're looking forward to our first Learn Academy it's going to be taking place this fall that's where our teachers teach our teachers and we've sent out a survey today that went out to just kind of identify what are the key objectives that our teachers are looking for and would like to have professional development on and see how others are doing it in the classroom and we had 111 respondents so far out of about 500 staff so we have about 20 so I think this is pretty good data that we've got and here's I'm just going to read to you the five things that are highest on the list right now uh and there's these are not in the highest highest employees they're just in them first thing is Universal Design for Learning to meet student needs which I just talked about to have a design that every student can be able to have their needs met strategies to be positive when challenges are all around you know I'm reflecting on this because I know Dr Terrell has uh had us read books and we've talked about and we're actually reading a devotional right now it's a form of a devotional on positive leadership well as I was thinking about that and thinking about our staff and I had some comments uh from uh from other staff that the positivity with all the challenges are not just something about leadership it's about our staff also and it's interesting that that was one right now that's uh one of the top five that we're looking at the other next one was using engagement strategies to engage or re-engage students always trying to seek the best of our students that they're engaged in their learning fourth one would be strategies tips techniques for challenging behaviors in the classroom and then the last one that I'll read is uh we as you know we we've spent uh three million dollars on clear touch panels interactive panels so there is definitely a need to have additional they want to see how other teachers are using the tool and that's uh that's what will be used then as we create and hopefully we'll have some teachers in the school corporation that will say well I do this and I'd like to share what I do with others and those will be kicked off probably end of October uh November that we'll have those courses so it's exciting to see the what the teachers are wanting and now the goal is to fulfill what those needs are uh coming up this fall thanks Robert can you yeah I know you said that those are just five of the leading yeah and then how many when you look for a total when it's all said and done how many might you have sorry I might have missed that how many might we have yes we might have six to seven objectives and then the next level is we say these are the things we'd like to see uh people share at the Learn Academy at the Learn Academy and then teachers submit uh their requests to me as what courses they would like to to uh to provide for our teachers as a part of professional development there's been there may be a topic that has come up over the last year that I'll share with you tomorrow if you don't mind or oh sure whatever just to see if it's on on the list or what am I saying thank you thank you sounds great um Mr Harmony are you finished I'm finished thank you business office Mr Reese I'm happy to speak I don't have anything this evening you've heard enough from me um I just might want to point out you miss Mr Kiwa human resource officer oh that that's yeah good nice correction there so when I said Chief human resource officer Mr Reese clearly I misspoke Mr okiwa okay thank you Mr President two things I just want to offer up this evening first is our check-ins with our new teachers we are visiting each of the school buildings to check in with all of our new staff members so we're up be out at Winfield tomorrow morning heading out to the east coast I want to thank Jeremy Walker Susan uh Valentine and Annie Vassar because they're part of my meetings as we go in the morning just to check in with our new new staff and when I say check in um it really truly is a are you okay how are we doing you know you know how are we feeling right now and and I I just want to congratulate our principal staff members mentors that are working with the teachers because overwhelmingly what we're hearing and this is a theme here in Europe but they feel like they're a part of a family supportive they have go-to people that they're building if they need help they've got individuals they can lean on and which is very important and these are not just rookie teachers but they're also experienced teachers that have joined us for the first time so I just want to thank all the staff members out there uh that are making our new teachers feel welcome and a part of our family here in Crown Point um I'm gonna just head over to Mr G and Fermi here and and just pass some Kudos uh to mark I don't quite think people understand what a big undertaking it was for him to organize this school corporation wide drill we've been talking about this drill now for the better part of seven years and training organization coordination coordination um for Mark to put together uh what he did with you know the help of Dave Coulson and our responders and whatnot and all of our folks that are part of the team there that supported that effort Mark I just want to say thank you and just an outstanding job uh buddy for for getting us to that point to actually go through that and as he said in the moment from drill one to drill two reunifying people um we improved Within two hours so I just want to take this moment and let everybody know that we're fortunate to have mark leading up our our safety efforts here in Crown Point Community School Corporation thank you and to confirm Mr Reese you have do not have anything okay we'll go to a director of communications Miss Allen thank you we're copying conversation events have been well attended so far this year which is really encouraging we had 40 individuals at our first one and 30 at our second our third is on October the 6th Thursday October 6th at 9 30 at the library again and because of some scheduling conflicts we had to cancel our November one but we will look ahead to second semester and schedule some more for later in the year just gets a little bit messy trying to reschedule around Thanksgiving and Christmas thank you superintendent schools Dr Terrell first thing this evening I'd like to bring to your attention is our ambassador program we've talked about that for a couple of years trying to get that kicked off and Ms Allen's done a great job moving that forward and we will have our first Ambassador group here Wednesday morning and we'll provide breakfast for them and then we're actually going to do a little update on our construction projects and Mr Reese is going to talk through the finances of that and then we're going to take that group out to the new Taft and actually give them a tour of the new building and again this group is really designed Our intention is for them to be able to gather information to be able to share that information with other people as they go through so we've had how many do we have apply we have 15 people who will be a part of this so if you guys feel free to come by uh Wednesday morning if you'd like breakfast is always good and will be served at 7 40 I believe and then we'll start our program right about eight so please feel free to be a part of that if you'd like um like to also just point out the progress on our current projects you know we live in a time where you hear about other corporations having to postpone projects because of either being way over budget or not being able to secure materials our projects are all on schedule if not a little bit ahead coming in right at budget or just barely over and I'm glad Dion stuck around because I put all that on Dion he does an amazing job he really does and I know he's back there going yeah whatever no he does and keeping all of those projects moving forward and it's the really cool thing and Brooke's going to highlight this in a little bit in a few weeks here so many of those people work live here in our district and are part of our community so it's just really really cool to be out um the spirit on the job sites is upbeat and it's just exciting to see what's going on there um last one just want to remind you uh before I go on last week we also were able to take all of the teachers and staff members from Taft out to the new Taft and walk through it and spent 45 minutes to an hour probably out there and heard a lot of oohs and eyes and it was it was a lot of fun to see their reactions as the excitement we're excited every time we go out there and see it but for their first time seeing it was really really rewarding so they're looking forward to it for sure last one just a reminder we have the School Board conference coming up look forward to all of that with you and I've got some details about some of the different things that we'll be involved with with that as well that I'll share with you guys after them too so thank you thank you drill about other business supporter School Tracy's do we have any other business to discuss this evening anybody I don't know if anything comes to mind I think we can move forward to board statements of appreciation recognition if anything comes to mind we could catch it there I would say one thing while we're Mr Harman you're talking about you in in your thoughts to us um one thing about the standardized test I'd heard I just heard a the other day that because I think some of the reports are now coming home um showing parents how their student may have done versus the district and nationally um somebody explained to me that and it wasn't a Crown Point teacher that when they take that test that it's now smart enough to challenge the student or to back off where they might start with two plus two and if they get that right they go to two times two and then two divided by two and it keeps working up that way or if they do get something wrong it'll work back and the other way I thought that was I thought that was really interesting is that do you believe to be true weeks yes yes not that all of us parents need to understand that but I think that I thought it was really neat to hear and understand one of the positives of taking a test electronically where it could adapt to the way you're answering questions or maybe I should have just known and I didn't but I thought that was uh I thought that was pretty interesting I don't know when they invented IQ test like that stepping up for you off the charts uh okay so we'll go to board savings appreciation recognition if we think of anything else please just uh go ahead um start with Mr Smith yeah my statement's probably actually are more on other business of the board now that I think about it but that's okay so just going along with the touch screens that Mr Hardman had identified and spoke of earlier this evening I had an opportunity to walk through the open houses a few weeks back when school first began both for the middle school and the high school and you know you're seeing these these enormous screens and you know I started asking the teachers how do you like it you know what's going on and of course half of them are like oh I love it I just boom boom boom here let me come show you I mean near this ecstatic the other half like it's a lot you know it's an adjustment the good news is my sons came home the other day and said dad all my teachers are loving this now they're all on board and and they're just like they're fully engaged so I think you're going to hear great things and of course you know there's so much more to learn but it seems like they're just adjusting with time and it's exciting so that the students love it I know my children love it it seems like the teachers are adjusting to it and really coming around so I thought I'd share that second I think we have fall break coming up before we meet again which is a full week so I know getting the year started was was rough with people didn't want to go back to school early but hopefully now they enjoy the full week's break that comes next month so just want to wish you guys all I hope you have a safe a safe week and then lastly um uh to Mr G for me I remember and I'm feeling old because I remember that conversation seven years ago when we talked about security when I first came on the board and how we emphasized that and really like we really want to tie down a plan in a process and so it's always I mean I can't imagine as we started there wasn't much there if I recall and and just to build it from scratch and to do it the way you've done and I mean obviously security is our number one priority and always has been so I too want to commend you on your work and your effort and everybody that sewed into that so great job it's it's really exciting to see that come to fruition so well done thanks commissioner and Mr babjek um over to you any board statements of appreciation or would you like to discuss anything other business thank you thank you Mr Angel uh first I'd like to acknowledge our troop that's here this evening witnessing this meeting and from pre-meeting talk they have to do a report so good luck with that but there are minutes available so in case you didn't get down some of the important notes you can go on the website and grab those minutes off their soon right Diana that's how soon are the minutes posted if they they just got to be approved so okay so there's your homework assignment so the next time you come so but but thank you for attending we know you probably could be doing a million other things tonight so especially with the thumbs up thumbs up from that gentleman yes so and then the other thing I have tonight is to thank St Matthias Church there's a written statement but I'd rather say this from just the heart they have been more than cordial with our building projects going on at the high school whether it be football events on Friday to where if you were there for the Lake Central game that lot filled up probably half hour before kickoff so to all those involved from Saint Matthias from their leadership the church members obviously have to be accommodating knowing events are going on there while some of our events are going on so we just like to say thank you for that partnership and working with us during this time we do value those and thank everybody involved from that church for their cordial agreement and helping us out in a time of need so thank you I think that's all I have other than mentioning that uh personal experience from having a new teacher in the house living with myself and my wife to what Mr Kiwa mentioned no issues of stress or anything and I would think that's vitally important knowing that he's getting exactly what he needs as a first time teacher on a daily basis and mentioning that everybody is there to help and win issues of discipline or whatever it may be are everybody's there to help out in whatever way they can so that just I think kind of says the kind of environment that we welcome in newbies so to speak and don't just let them fly on their own and that we're there to help them every which way so thank you on that part from a personal experience on that thank you Mr angel um for myself I'd think uh so Mr Freeman joined us this evening as a new as of November 1st director of Transportation you need you you need to know that Mr Aki will be referring to as one of his big four so when you hear that you're not one of the big four which is kind of cool that um and uh also I think it I could have mentioned earlier um you know we wish Miss Vasco as well in retirement so you know it's uh we have the have given notice and luckily to have filled that position but which are nothing but the best in retirement we don't get this here in person between now and then so um so I I in my head Mr Kiwa helped me out a little bit here I went back and forth if I want to say anything or not but I want to because this individual has been such I mean played such an enormous role in many Crown Point students lives and involvement and love for the school corporation and he's experiencing some bad Health that is late as last weekend um I haven't had any updates on how he might be doing but Mr caravana um I hope you all just you know just put them in your thoughts positive energy doesn't hurt and that's why as I debated whether or not to say anything I think it's important to share that positive energy and having your thoughts and wish him the best in his recovery so um that's all I have anybody else want to chip in before we go to a German just well set on Mr Caravan as he also served time as a board member and so I was able to get to know him on a personal level so prayers and blessings are with him and his recovery served time as a board member yes it's not prison time it's board time [Laughter] yeah okay uh if we don't have anything else I would motion to adjourn so moved moved by Mr Angel and said by Mr Smith all in favor signify by saying aye aye aye aye opposed most caring sport zero thank you Scott hey guys thanks for joining us Scott see ya

families to serve the central core conversation community sorry [Music] if I get too close it's too loud so um I guess we're first here we passed the resolution to open the application that we did set a condition um contract negotiation the application is approved for negotiations of a chartered contract for one school survey so it's PKA three two kindergarten in year one plus an additional grade level each year thereafter until development upon execution instead of contract otherwise we recognize that there hasn't been a born resolution modifying the season foreign [Music] your skills scheduled for this I mean for me 20 for me school year right yeah our goal is in Fallout 23 minutes sorry I should be really clear what we was written in the contract as it currently stands is in essence says that on the enrollment section you could still launch the school with K homie but by year two operation there needs to be a Pre-K operation so that was a discussion at the district level with District leaders w14 saying what we recognize there's challenges of getting an EC launch that are unique and you promise that you have an EC program so you want to deliver on that promise and also need a new reasonable given you know part of the challenge here is the contract as of March of 2022 we agreed that we have a contract by June 20th we don't have we're not we're not there yet that's okay and so as timelines get tighter right you think that was more challenging to meet the deadline so to have that buffer which doesn't mean it's not happening and according to the contraction Lane you would have to happen by year two but there can be a revocation of the chart so you always have the district oversee and authorizing our school you have absolutely perfect we agree with them for ourselves accountants I also would also want to be fair and reasonable because when I think about an EC program for a year and director Studio do you think there should be a few other board members think there's a different language in the contract quartets of that component of the charter resume it's a promise we're going to deliver blame is that discussion we just want to have it in an excellent fashion because the longer people go the harder it becomes right there's not at least you don't start construction not Construction [Music] board approves the contracts and you have failed to secure facility would have been less students uh out of the district to possibly do the website in Denver yeah absolutely not zero no the contract used for the coup that actually we fail to get a facility in a certain timeline condition that we you don't have to allow us to open actually which is Harsh and challenging but real so it doesn't mean we get to take kids we've recruited in fact another part of the contract it was really fun for me to be you got a chance to do it there's 55 pages in contract with 18 attachments and my wife really enjoyed taking care of Samuel long I was like honey I've got a contract here okay um it's really clear on the conditions for facility acquisition and that you can actually start recruiting kids until that's that part is done so you have to show a pathway to facilities that I think starts in November now it's your and then there's a final lease and it's searching for your lot you can see it needs to be required to contract issue when you talk about the resolution that including conditions there are conditions to be created the team created a set of conditions and I see the team like new prep leaders and average 14 leaders I think are pretty intentional but also Fair which is helpful so you want the simple answer but no I take children around school team to you perhaps in our neighboring District the goal of coming years to increase your enrollments about damage with the dealership so that would be oppositional cavity that we promise when we proposed the school in December of and we don't need the condition of a facility we won't start first there's a sequence of what enrollment can happen because she believes thank you um I have a quick question about um interesting to the timelines can you tell me a little bit about your thinking as towards capacity because of some understanding you want to start with so then the following year would you be considering Pre-K and second grade at the same time because you're going to have first graders that are going to be moving up at the same time yeah sorry let me describe two two potential Pathways they're the only two Pathways that need to contract development of breaking the contract in which case you have revocation rights all kinds of Pathways so to go forward not when anyone doesn't want I think we all want great success increasing enrollment increase quality new options um so one is the ideal state in which our licensure for pre-k times out the default 23 opening and we open with pre-k3 and pk4 as well as kindergarten so we got three year olds with four year olds and in the next full year we had first grade in the kindergarteners naturally rise to First following seriously or the first grader by the second and that's exactly what we proposed in the original application and that's the ideal state of how things plan the alternative option we could still meet the contract is EC is not licensed in times maybe that's a facility lag a lack of a licensure Department of the state whatever the reason we'd open with just K those K's become first and in that second year while the kids are becoming first graders we have K and one I think EC is out and so that's okay because the ECS then become kindergarteners that become first graders so the same process but BC would either be part of the start and 23 AC and K grow up in a lot of time or EC is delayed by you here still meeting contractual obligation kindergarten starts in year two ECE is added in first grade there as well there's only two Pathways currently in the contractual language that's written that make us liable against the standards we established which we think is fair and appropriate given what we say we do we have proposals is that do they answer the question um so so with that plan because it sounds like the contract negotiation for there was no chance I don't believe that to be true you're cute I think we were pretty confident with the June 28th science contractors when you thought we were unexpected to do we had 21 meetings over three months 50 hours of work Sheila and Mario and Erica and pal and lasers it wasn't like a we had a meeting it was like 21 meetings and 15 hours of work by senior leaders at sea level of both organizations so we're pretty confident that contract now the question is when you have a contracts within October you start construction November that's really different than starting construction let's say September um so I think your probability goes down unfortunately because of the time of the time it doesn't mean but we're still going after it done we're we're all in on getting Pre-K ate fall we didn't delay the hiring of our team we're paying Alexandria's full salary this year to get the licensure done we're hiring currently Pre-K teachers to spend a year with us so we've already been hired to be ready to be the founding creepy teacher so nothing about our actions to be clear whether it's facility acquisition having the dollars ready for the renovation how do you plans ready kind of before permits are pulled you may want to be ready to go like shovels are digging right so we have everything in order having folks hired on the facility fund we have three different companies we're all in on the investment people property I mean it is a big lift and we are we are all in doing everything we also meet the requirements while having an unknown contract so I hope that demonstrates kind of like the nation we have because we want to timeline that we originally saved which in the fall 23 you've got tuition for your Pre-K seats full day and you're gonna have KC's open if that's what you said worst case scenario we think is important contracts and what does happen if something's delayed it must be reasonably that that that's all I think we wanted to establish is start because you don't want contracts to be so binary more complex work especially when you have the variable facility acquisition facility construction and the new Department of State level you didn't have those variables and I discussed it differently as amongst our group but it felt like a quite a reasonable compromise to a healthy contract sorry doug because I didn't have time to connect um you you repeat repeatedly have mentioned the new development of the music agency for early childhood but it's it's not it's a new agency but it's not new statute it's not new College because it's not have you all as a group reach out to them to kind of dig in the time to see like okay that's a truly fair question and can you write the statute of things like the requirements for what I need to address the dealership eventually six months uh where it needs to be a director of large Center program has changed so there's actually a number of guaranteed policy changes which are going to be helpful I actually think they create one funnels more opportunities um we are talking at least voice Department about how can we get some level of your approval and insight into plan themselves so the facilities constructing around wondering on the back end we're going to walk into we can actually get your voice on the front end of design to make sure there's nothing we're missing so you can get a DOT our eyes and cross our T's early in the process which might expedite things in the later stages um and then Alexandra could speak more detailing to them so we have to have a project plan this goes on every aspect of what needs to happen business and things like that and it was done this work there's Hangouts that you don't anticipate which is really unfortunate but I know Alexandra can speak specific project plan that's tied to make you license your acquisition yeah so you're exact ly don't anticipate that there will be a lot of changes to the time because it's about 90 days um I think the question is more around making sure all of our teachers credentialing is done and background checks because a lot of that is very very delayed at the state level right now we want to make sure all of that is done um and not only like we're also having like very very high quality it's not like our bar is really high we've already started that process as we've been shared um we already have one Pre-K teacher hired we already have a visual arts teacher hired so we've started that process and so I think talking about like changes in the state of potential so these are kind of those you know it took like six months from my last background check to get clear just because of the background right so making sure we have time built in for that um but I do anticipate that you can get a licensure application once it's submitted through the state in that 90 days um but within that 90 days they do a building inspection from that permit and all of that um on the back end and so it's really important that we can secure that facility with the contract as soon as possible so that that's not delayed too much but it's our hope right now and our project plan is to have that final licensure inspection by the end of February so that we if there are any hiccups we have time to get it fixed bar before we be enrolling students yeah the president with about two minutes left all um [Music] I I guess my question is like the site why would there seem to be the way on the site like trying to find a site because like I said like what you're talking about is you were pregnant and we're still not a site that was found or have been secured yet which my concern is is it takes a lot of time we pretend that I mean and to get the credentials that you're talking about seeing construction and construction is backed up and you're looking at like a six month Out Inspections I mean so that's my question is it's like we knew that this was coming I mean I guess my concern is is you know what products does not sound like it's gonna be feasible even if you can get it because of how long the police are for everything else that's out there I mean that's that's just my question and yeah I know it's really it's really a fair question I'd appreciate it you started the site hunting priority even submitting the application I think the challenge is you don't sign a lease until you have a contract and so even if you have the site done no one will sign a lease with you until they know your authorize you as a signed contract so we can say hey it's a done deal yes we have an improved school she's like you won't get a loan for doing the renovation work without a signed contract so we believe that a target one you've already put aside 1.5 to 2 million dollars that's done so then it becomes about getting the least Secretary of the project so we've done all the free work we can do prior to actually executing dollars being spent renovation being done which we believe can be done in a fiscal year starting July 1.

awake for this show let's let's have a good one again thank you guys for being here tonight um we wanna this is our first Rec superintendent recognitions of the 22-23 school year and we have definitely some phenomenal ones this evening um before I get started um want to say hello and recognize where are ours oh there they are I have what we have what's called a superintendent student Senate and we have students from all of our high schools uh that we meet with once a month and me and me and Miss Taylor and Mr Daly from CTE and they give us feedback on a lot of different things they also do some projects and they take us on tours of their school and it's it's just a great experience but more than anything what I get out of this is just the things that they have to say and they need to say and the feedback we get every meeting we go to we leave with some more knowledge about how we can get better as a school district and we owe it all to these three so if I could have Ryan from Highland High stand up oh ey from Campo and Kendall from Gilbert High thank you guys for being here tonight this is kind of one of the requirements they got to kind of go to one of these types of meetings so nice job get an A um can I have Mrs Ann hooden please come up to the front of that right over here right over here dear this is Anne hooden and she's a physics teacher at Mesquite High and she was recently chosen by the Arizona State University Helios decision Center for educational Excellence to be part of a new research study the team at ASU identified graduates Mesquite High School as being among a very high percentage of students who are earning A's or B's in physics courses at the University level an ASU researcher recently interviewed Mrs Hutton to learn more about her teaching methods class structure as well as her educational and professional backgrounds Ms hudden has been teaching physics for 30 years spending 22 of those at Gilbert High School in the last eight at Mesquite High School this is what a phenomenal educator is you guys are truly in the presence of greatness I've known her since my first year as an administrator at Gilbert High School back in 1999 and I did her evaluation now I couldn't even spell physics at that time but what I did see and what I observed of her really impressed me and it wasn't necessarily about the content it was all about the connection with kids and I remember when I sat down with her and did her evaluation I said you remind me of an elementary teacher and she gave me this weird like almost annoyed look and I could tell and I said well let me explain to you I said I'm an elementary teacher and I know how we connect with kids and being able to observe you and see what you do with kids on a daily basis you make those connections she opens up her classroom before during lunch after school to make sure sure that they have what they need because she understands her topics are difficult and they're not easy to understand they're not easy to understand and she's willing to put forth all the effort that it takes to make sure it could succeed this is why ASU has reached out to her and they want to tap into her Knowledge and Skills to make education better for all of our kids so congratulations thank you appreciate it thank you very much and if you stay here we're going to it's picture time right in the middle one more time [Applause] next if I can have Lauren Christensen Evan hankinson Titus Wolff and Eleanor Conrad please come up to the front and hopefully I said your names correctly wow that's a for me so if I could also have Miss Blackburn as well as Miss monreal please come up ah Tyler told me to do this to you the principal of Campo Mr Tyler Dumas is in the back there so these young men and women are being recognized from Campo this past April these biomed program students competed amongst other AZ teams in place first in the state this qualified them for the international competition in Nashville Tennessee round one consisted of multiple choice tests of knowledge based questions the top 32 teams Advanced the second round where they were placed in a bracket style competition think Family Feud with Jeopardy questions after winning each round they found themselves competing for the final round of competition where they placed in a tie and were forced to overtime they finished as second place winners beating out other states and countries from across the world they were recognized on the stage at the awards ceremony where they each received individual medals which they have on tonight and their teachers are here who represent these young men and women every single day if you're on Twitter you can see the CV biomed stuff and it is amazing to see what they do on a daily basis and it's it's it's not for the faint of heart I guess I would say but it's also for those that are very interested in biomedicine and so congratulations to all of you and we thank you I have some certificates for you and I do want to say that they are planning on oh wait wait now you guys talking here for the record I do want to say that they are planning on taking first this dads anybody else one more time [Applause] can I have jubresca Rosales from Gilbert High [Applause] and Mr Keys yeah now you gotta come up you were already on your way you sure okay just checking Nebraska congratulations on she is one of our Gilbert High School International Baccalaureate students who was recently recognized by the Arizona International Baccalaureate schools as the ibdp spirit of the Year award for embodiment of the IB learner profile I'm going to bring up Mr Keys to kind of explain what that is because I would not do it well the Arizona IB schools recognized Nebraska for her essay about the learner profile she picked two attributes that she encounters every day at Gilbert High School and she put him into a wonderful essay and she was awarded two weeks ago at the luncheon along with the other diploma candidate students as well as the and the middle years program in the primary years program students of the years so she put together a wonderful essay explaining what was your portfolio what did you pick it Communication in just communication and inquiry and how she uses communication and inquiry every day at Gilbert High School and in the program so we're vastly proud of everything she's accomplished and we're looking forward to an awesome senior year for her okay one more time thank you [Applause] and last but definitely not least Jane Vela please come up [Applause] Jane's not a student she's like oh she's not an employee she works for Landings Credit Union and the reason why Jane is up here is because first of all I believe she loves Gilbert Public Schools her oldest daughter graduated in 2017 from Gilbert High her youngest daughter is in third grade at Patterson Elementary and Jane is the type of person the type of uh person who works for Landings that wants to make sure that their business reaches out to the community and gives as much help as possible She was recently in the Gilbert leadership program and what happens is we don't have to reach out to Jane Jane reaches out to us and says what can I give to you guys what do you need what help can I bring to Gilbert Public Schools to make sure that they have as much success as possible and if you keep your eyes open when you're out and about town you're going to see Jane and the folks that she works with making sure not just Gilbert Public Schools but the town of Gilbert is supported in every way shape it can by a business and we we have a lot of businesses in Gilbert and we have a lot of large business owners small business owners and Jane embodies everything related to making sure that this is a great community and so seeing Jane over the last five years as superintendent had everything I go to she always has a smile on her face and she's always willing to make sure that she goes that extra mile and so for that Jane I want to thank you is there anything you want to say she's like hey come on up say a couple words she's like oh this is all about the leadership thank you first of all Dr McCord I could not do any of this if I didn't have the great staff I do at the credit union I have two of them here tonight they are strong leaders as well in the branch and they allow me to be out supporting Gilbert Public Schools so truly the teachers and the staff at so many of Gilbert public schools are why I do this because I cannot imagine what they do day to day they make my job easy and I appreciate everything they do for students in the community very well please give Janet [Applause] foreign well congratulations again and thank you for bringing those uh before us tonight Dr McCord we now will move to superintendent's report and I will turn the time back over to Dr McCord thank you madam president governing board members we're not really done recognizing uh some folks I think it's definitely worth mentioning we have 15 National Merit Scholarship semi-finalists here in Gilbert Public Schools semi-finalists must have outstanding academic records throughout high school and an endorsement and recommendation by a high school official and have written an essay as part of the scholarship application these academically talented High School seniors are part of an elite group of approximately 16 000 semi-finalists Nationwide who now have an opportunity to continue in the competition for more than seven thousand two hundred fifty National Merit Scholarships worth nearly 28 million dollars that'll be offered in the spring of 2023.
