it's scheduled it was it's been scheduled for the summer this summer coming up June of 23 I've seen the drawings for it um I don't know where they are uh like where they are in the process of this I know they were they looked for Architects already uh this is an aggressive project the two basically two and a half floors because they have to go through what is C3 through the ceiling C forward or gut every single one and the main one not the addition go through their ceilings to do C5 as well so it's an aggressive project they want to do it all in one summer so we don't lose any of the science labs because we can't lose any of the science labs we don't have the space for it so it's always kind of been on this project to go for the summer of 23 That's How It Was Written into the report and it's written into the niask report the two-year report as that as well if we don't get this done or like a good solid attempt to get it done we'll be in trouble with me ask because they're they've put a lot of faith in the fact that the city has come in and said yes we will you know when this has to be fixed and we've given them tie lines that's with the academy as well you know we just filled out our special report that we had to do because of the accreditation part and put on warning for facilities that they turned around in you know said okay this is and I said yeah the city's got and we put the plans in we put the academy plans in you know and said they're moving forward they're moving forward so they're pretty good about it but we'd be in a world war world of hurt if uh it gets put off for another Summer Okay so 2023 is the absolute last chance we have to get it done is that what we're saying I mean I don't know if it's an absolute Last Chance Kevin could probably speak more to that but that's what we've all said and we're going at it with that so okay thank you we'll definitely put this uh top of our list to talk about um we have our next meeting with Antonio and Sean yeah and and Luisa to um I I forgot who raised the point um and I think it was Mike or John who started this off the the city's um the city's preference is to do this work given the nature of the work and how how complex the work is they are requesting to do this work in this summer as initially planned um our concern is if you want to call it a concern is and I think this is the point John was Raising you know we need a curriculum solution now um in some of the kind of um temporary fixes that we were considering you know we've been talking about internally um how safe is it given the nature of the chemistry classes um and so you know we have some questions about that and but it does not sound like given the complexity of the work this is something that can be expedited any sooner uh than this summer given okay how disruptive possibly could be and the other issue that you can't have is all the tables and the cabinets um the countertops tell me if I'm wrong Mr jalbert with their asbestos related and anytime you do any type of asbestos removal students or children under the age of 18 can't be in the building we've been through that car correct yeah everything so they have to because they're like just like your house or anywhere else just because they're redoing these science labs they have to open up the doors to make them Ada accessible there's they have to open up walls there's things that they have to do that are going to cause bigger problems and just hey let's take out the cabinets and put them back in and the asbestos was a big one that has to be cleared in the summer with no students in the building okay thank you okay all right anything anything else I was going to say if we get that HVAC funding that might be a great place to implement it because as you were saying there's a lot of that concern the Asbestos and you know kind of trying to seal off the area you know I wonder if that would qualify I I could see the how to make the argument they're they're I think this is a pretty tight one though so I have to look at the Grant and see if that would if that would pass the the bar okay I'll take a look it's all right Mike what's left um so the last thing I think would be G building um last but not least um so I I I'm trying to remember the last update um I mentioned it I think at one of our full boards um either the first or second one of the year uh we had a big conversation uh with a Johnson Controls was there Rich help me with this one Johnson Controls um the the guy who installed it the construction company um and we just had a big conversation about trying to get to the bottom of what the issue was um the last uh two two big things that that came out of that meeting was there's this system called the BMS which is a analytic system that helps us understand exactly how the the air handlers are working and what pressure they're blowing at and how often and all these types of things and we needed to get access to that system so that the um the environmental air company could run some Diagnostics on it so that was actually a little trickier than we thought because it's it required giving them access to um our Network which raised a few security concerns but we were able to to figure those all out in the last I think week and a half we were able to get everybody access so now they're monitoring the system and we're waiting on some feedback now the second thing that was coming out of that meeting is it was recommended that we do a balancing study um and that is actually a much more involved process where they look at they go up with monitors and they determine how much air is coming out in various parts of the building and they I can see if it's you know heavier at the corners or in the center or whatnot so before they can do that they have to go in and actually understand the system so they have they can make a determination about how it's supposed to be performing and functioning and then when they actually get their readings they can make a determination about whether it's meeting standards so rich was able to get all that stuff over to them I think a week or two ago so they have that now and we have a quote from the balancing company which is not cheap and that's actually something now that we have to talk about with the city because it's it's a very costly um uh diagnostic to have done so rich did I leave anything out of that oh uh no I don't think so um I'm not sure the last time we met uh um but we had two compressors uh fail uh right at the start of the school year um I think they've in the process of replacing them they have one replaced and they might have done the SEC by now I'll have to double check um we've also done work with uh kinetic it controls uh to help monitor the system and until the compressors were up and running make sure that they were getting uh outside fresh air and make it as comfortable as they could um and the company that designed uh the HVAC system for G building CES mechanical um we will be getting back in touch with them to see their findings with the Diagnostics of because I think this is the sixth compressor that's failed in this system in the last last few years and the building is only five years old so we're really trying to get to the bottom of all these compressor failures wow are we paying for the replacement of all these compressors I I believe they're under warranty but uh the city is taking care of that okay and I believe they ordered a couple extra two just so they'd have a few on hand if another one blows they they'll have one they can run up and and switch it out so they're they're trying to anticipate future ones how is this how tolerable in there well one of the problems is that we were getting the outside fresh air um but when it's 80 degrees outside fresh air it doesn't feel all that comfortable so that that's why we brought kinetic controls in um even the the tempered air outside fresh air they were able to somehow lower the temperature a little bit with that and make it as comfortable as possible um but the but the air quality was fine it yeah his teachers would would tell you it it was not comfortable at all yeah different question but sorry I mean I think air quality there was no excuse me there was no air movement uh Miss Britain you can ask your son he was happening to be in a room that I would happen to walk in the the thing that we found is that when they pulled us that the blowers were still working there's two units there's an air handler unit and there's an AC unit was blowing they weren't because they when the compressor went it sends a default to the thermostat which kind of not shorted it out but puts it into error mode and then you'd have to go back and constantly reset them to get them going and that wasn't happening so you could be in a classroom on one floor on G3 where the temperature is awesome it's beautiful air is blowing through and you'd go next door and it's 86 degrees with no air movement and you cannot open the windows in G building so you rely on the air movement to cause thing um any type of relief in there and it was not for the longest time there was quite a few teachers who are as everyone here knows because they've been to the board very upset about this and um because they're in a room with no windows and no air with 30 kids you know for 75 percent of the day so it really caused some problems uh with the morale over there it seems to have all been fixed now um you know the last we left and that was late last week um you know we got the thank you email from the teachers and stuff like that and I don't know how the compressors are doing I imagine they're doing fine because as the temperature goes they're not working as hard as they were before um in speaking to the guys that have come and been doing the work they are looking at the size of the pipe that brings the oil to or from the compressors not being right and they're going back to look at that stuff now but they're um they're they're out there working on it it's just not the the pace that everyone else would like foreign get as long as the Handler is working properly through the winter it's bringing fresh clean air in that seems to be the big thing and then of course when it heats up again in Spring you know I don't want to be right back here too so we're going to stay on this and and make sure it gets fixed because we don't you're talking about this next May agreed any questions from the committee members on G building any questions from board members other than committee members on any of the topics covered tonight oh go ahead Rachel we brought this to Kevin's attention a while ago a couple neighbors brought a concern to me um that there was what looked like evangelism at King Street School um apparently it was a group of Wisconsin students um with temporary spray paint I guess um so just curious um if there's a special approval process that um they would have to go through to mark up the uh you know the driveway and also on the um the concrete sidewalks and uh the drain there and I've never heard of temporary spray paint so how long is that gonna stick around um are you asking how long it would what we'd need to do to get rid of it is that I mean I've just I mean temporary spray paint is it just how temporary is that Mike I can speak our seniors thought it was a fun idea last year to do it up on our front sidewalk uh it's temporary spray paint it's called Spray chalk okay with with rain 95 of it just goes away in the last five percent of it we had to go out there with like stiff garage brooms and a little bit of um a little bit of soap and kind of just brushed it off and it goes away it fades some Fades a lot better like the White and the pink went really quick the black stayed around for a little bit longer but you do you don't have to go power wash it um I mean if they want it to go away instantly they can just go power wash it but with rain and um you know little elbow grease it comes up good to know thanks yeah I hadn't heard about that one so I'll follow up is it KSI or KSP where was it uh was on the outside okay the the round the circular driveway yeah okay just real quick I um had I went to the PTO meeting last night and Rogers Park I guess has a bathroom that is not functioning at for the kindergarten kindergarten I guess it's been a year do we have any idea of like how long that would typically take to fix is it on our work order list um do you know anything about that was briefly brought up last night yeah so Mike Rich can you guys just speak in generalities about how work orders I mean bathrooms in general we have a number of work orders across the district um just to speak to how those things work elevators bathrooms those kind of deals well I'm looking at my email right now because I got an email from Sean today about bathrooms but that one that wasn't one of them um yeah so Michelle was at Rogers Park you said kindergarten Rogers Park yep Rogers Parker kindergarten it was AIS for the kindergarteners yeah thank you my name is Jade Rich are these on your radar uh yes there's there's a uh a few I think Pembroke uh AAS and Shelter Rock there's a few bathrooms that uh they weren't able to fix uh over the summer or they broke down at the beginning of the school year and still have it fixed and I'm following up with Sean just to get an ETA on when he can get those repaired so these were these go through the city these work orders they're not the responsibility they're City responsibilities okay so yeah so those are the three schools that have bathrooms not working no DHS has several oh really yeah there's assorted bathrooms throughout the district um that's why I had to look because we we get occasional updates on on different ones but um can you can you gather yes bathrooms I mean that's one important thing that we should have is working bathrooms in the schools so maybe we can get together a list through the District of how many in each school we have that are not functioning yeah so we have an idea into your garden you know they tell you when they have to go they've got to go around the other side of the building and you know yeah yeah just a problem so it'd be great yep yep thank you okay anything else the questions concerns yes I'm sorry I'm the same question how long does the Usos take a water work orders to the I mean once this place how long this takes to be done yeah Rich can you give a ballpark um it it depends I'll say if it's something that it uh it's an easy fix they they they fix it uh when they show up to do the work order there's times that they have to order parts and you know depending on what kind of fix it is for instance the high school there's been bathrooms that we've waited several months because they literally have to uh break into the concrete Chase to do to do the repair um so I guess it depends on the type of a repair that they need to do do we do work orders I'm sorry Michelle no thank you same question um yeah are we keeping track of these work orders by school or is there do we have any way of knowing what we're sending in well the public buildings recently uh started a new uh work order system uh called School dude or or dude now it's called um and we can we have access to put the work orders in we don't from the from the Board of Ed side we don't have access to really run a report um I'm working with Sean Hanley and Antonio on that to to be able to run a report uh bicycle or or buy bathroom or by how many days outstanding the work order is I think that will help a lot if we have that information so Luisa what I what I learned from Mike um and him working with Rich um regarding orders um is that we're kind of dealing with the paper system um and it's frankly it's it's an Antiquated system and Mike is working on um reviewing that whole process so at least you know like literally a paper goes to Rich's office whether it's coming from the school and then we determine at Rich's office okay does this go into City pile or the district pile and so part of the reworking um in organizing this in a different way so we can better answer the question that you're asking and be able to monitor the workload um figure out a way to to put to to create a system where this is electronic so that we can sort things by by bathroom by Windows buy flooring buy water issues buy water fountain issues um and then you know what's for the school what's for the city and be able to you know talk with Rich and say hey Rich these things are still outstanding on the school side and then you know with the city hey we made a request regarding an elevator three months ago you know how are we doing and the point that rich is making is we actually submit things into their platform um and and that's this platform I believe that he's talking about school dude but we don't have access to see what we put in and so that's why rich is saying he's talking to Sean about actually getting report to kind of get the status um however what we can control is doing a better job at least electronically anyway so it's not paper right now it's paper um so that we can just have essentially we can create this system on our side as we send it out and we have a paper system now and we're looking to move toward really an electronic system that's just kind of bring these things up to date so we can sort these things in the in the requests that you made uh because we ask ourselves internally we have principals like Dan who are asking and following up and saying you know my elevator's not working my elevator is not working and you know I've had Dan knows more about um about operational challenge is in this building that we would ever need a principal to know about operationals and facility issues in a school building um it's honestly it's really not fair to him to have to have this kind of Stranglehold on what the facilities challenges are in his building but but he has to because it's the only way he can't stay on top of it if he doesn't know um but it's really because he's whether it's the city side or the district side he's always having a push to get what he needs for his kids um so we're working at district office to try to rework this so that we can respond quicker to folks yeah and I will say in Antonio's defense you know you know like the elevators are a perfect example you know there's two people in the state of Connecticut that have elevator contracts Otis and Coney and they're both not very responsive so you know we call him for the elevator you know all he can do is call Coney and then they give him the same run around that we get you know so oftentimes we're you know we're both sort of you know chasing the same Shadows when the work orders come in and you have to decide what pile it goes to who makes the decision as to where what which pile it goes into do we have a definitive list as to what's us what's them uh yes is there any and is there any dispute like as we put the work orders in do they come back and say that's not us that's you just I'm just curious to know there's actually a antiquated agreement between the Board of Education and the City of Danbury that defines uh what is the board of Ed's responsibility and what is the public building's responsibility and I say Antiquated because I think the agreement is from 1978 or 1989 but in that agreement uh public buildings is responsible for All Plumbing HVAC electrical um any any major items like that um I I can send a copy of that agreement uh you know so everybody is aware of it but it's something that we should really uh review with this with the city and and look at updating I'll say yeah it does go back to 79 and then I think it was refreshed honestly it's and then it was refreshed in like 98 and I think that's like the current version that we're living with so it we're due excellent okay no agreement what's that can we get into into agreement that would be wonderful yeah I will take a look at that Michelle did you have um a question I'm sorry no sister's comment um so I oversaw warranty at Heritage Hills and that was uh challenging in itself a lot of times we didn't have again the answers the you know responses from um our sub our trades but as long as we communicated and let them know that we knew that they were waiting that we were still addressing it made all the difference I would just literally call and say I haven't forgotten you and that meant a lot I think you know if we're giving it to the city and we have an Antiquated system it's kind of like you know your photos going into the cloud and you just don't know so even if I know we're we're really developing this parent you know our our site our website but even if there was something like hey we're excited we're going to be addressing this these issues or whatever just to be able to somehow communicate um that we haven't forgotten them that we are working with the city that we're looking to update our system I think that would make a big difference to the parents uh you know just I agree yeah and just the principles too you know even if they could log into the system and just see okay I put this in three weeks ago but Sean put a note in here it says part not available you know that would I mean that would make you know at least they've been hurt you know they've been acknowledged this is something that needs to be addressed as opposed to you know a silence which you wonder if you know did anybody even see it yeah right that's it thanks yeah okay anybody else with any questions or concerns could I uh just do a comment uh so I don't want to ask the question and I know I'm not on the committee so I'm waiting till the end of the meeting to ask my question as we have these and I think I asked uh over a year ago uh could someone show us as a board what's the city obligations as far as fixing things and what's the board obligation as far as fixing things and we talked about the bathrooms and the AIS Rogers Park and and the elevators and things those are important things for our young students and my question is we've been talking about this a year I know someone is doing a follow-up but you don't wait two or three months to follow up to say to the city listen this is still not done and I know there might be some special uh other type of things uh that they might have to do to to fix things but you know if you really think about it the bathroom you don't want to sit all day in an adult and can't go to the bathroom so how do you expect you know our elementary students our middle school students and our high school students and to go and get on the elevator and you have to go all around the building even when you're young that's a big project so my final question is you know if things are not done within a timely fashion at least a week or two who gets back to the city and tell them you know we need to what is holding this work order up that's my question yeah or or is there a way to back charge to get the work done and then back charge the city and at least get it done because that's what we would do in you know in a Development and Construction we would you know have to pull that and back charge them I think this city will tell you they hear from us enough about following up on outstanding projects whether it's Albert because if if we don't get answers we don't get movement um you know the majority of the district is reaching out to Rich jalbert and so rich has no choice but to follow up with the city um you know the same is true with Mike now that he's here and folks are following up with Mike and frankly no one when you call Rich and you call Mike because you need an issue resolved no one cares whether or not the city's supposed to fix it or the district supposed to fix it folks just need it fixed so they call the people who they have access to and they call Mike and Rich and Mike and Rich and that's why they know Sean by the first name because they're calling him all the time and and Dan has so many facility challenges half the time he doesn't have to call us he goes straight to the city um because you know he's his issues are just that unique in in that great just in terms of requests and issues at the building um and so I I don't I don't want folks to leave this meeting thinking that we're not calling and following up the city because that's definitely happening um there are some unique situations where they can come back you know because of parts for an elevator I mean frankly we don't want to hear they can't get the part for the elevator we just need to elevate a fix kind of giving all about compliance issues in the building we have students who are hurt students who rely on elevators to to have access to different part different programming in the building um and and so you know it's not ideal for us but there are other situations we quite frankly we just wish it things happen faster and you know we'll continue to push on those things but it's certainly not happening in in many cases as fast as we would like okay thank you no thank you Miss Cooper anything else Mike tonight that's all I got great all right well I want to thank there's nothing else I want to thank everybody for coming tonight uh rich thank you for keeping us updated Mike thank you so much for everything thank you Mr Donovan for coming tonight and and sharing um some of the issues happening up at the high school and of course our superintendent thank you very much um and if we have nothing else I will ask for a motion to adjourn thank you everyone oh second thank you thank you

reading the room to your call I can go ahead and started Hilda is okay so I'll start off with the land acknowledgment then great School District understands that our community of schools is located on the ancestral land of Odom Jude and nakima otam people who descended from the Hohokam and have inhabited these lands since time immemorial uh Odom whose name translates literally to people our vibrant culture and Community spanning countless Generations into the past continuing to thrive at the present in carrying the powerful Legacy for Generations into the future with this acknowledgment the Creighton schools formally recognizes that the traditional care and keeping of these lands by indigenous people is an aspirational model of community stewardship that we are committed to honor with practices policy and human relation relations and then miss Ayers if you can lead us in the Pledge of Allegiance let's just do the flag back to the Republic which it stands one hey Sophia okay yeah I can't hear anything that's going on in the Board Room and I think that's going to be a problem if I can't hear it's okay I'll kind of I'll help you so you're okay to go on okay so the next one was roll call I believe we're all here so myself Miss Ayers with my Caleb did this measure miss mcshuffrey the only one that's not here is Mr compost and then welcome statement the governing board welcome statement we want to welcome everyone to tonight's meeting and remind the audience of the request to address board cards that must be completed and submitted to the board secretary if they wish to speak to an agenda item board policy provides for two cards White cards to be submitted in order to speak to an agenda item and blue cards to be submitted in order to speak during public comments due to the opiate meeting law board members are not allowed to address items that are not on the agenda per reference policy bedh that moves us to approval of agenda I move the governing board approved the agenda as presented a second okay then the events we have a vote uh Ms referee hi this is Michaela aye of theirs I myself I and that takes us to public comments uh Miss Ayers if you have any public comments do you mind start reading those off for us please we do not have any public comments tonight okay perfect thank you that moves us over to superintendent report excuse me but um Mr compost wants to join now um he just wants to call somebody's um numbers so I'm gonna give him my cell phone number and that way he can call in I'll tell you when he's here I'll go ahead and start the interview okay with that Madam president that's fine good evening Madam president members of the board it certainly isn't a eclectic dialogue and uh Dynamic to to be sure uh I am on my last day of isolation uh with the recent positive covid test that where uh I've had mild symptoms um but they've been continuous so for everybody's sake I will be continuing remotely for just today and and I think my uh isolation period is done uh at the end of today or tomorrow um I want to first of all acknowledge all of our custodians it's been custodian appreciation day I don't know how our schools would have the sanitation and cleanliness but without the hard work of our of our hidden Heroes um these are the guys that make sure the school really does run and the gals who really make sure the school does run so I'm so grateful to our all of our custodians and I wish everyone a Happy custodian day we continue to honor and celebrate our Hispanic Heritage Month I know Miss Korea doll was on our um recent post and I know that Mr Angel compost will be on there this week uh parent-teacher conferences are October 5th and 6th so I'm grateful for all the parents who are working to learn about how their kids are learning I'm grateful for all the teachers and how they're working to make sure that our kids metacognitive processes are explained in the scaffolding where they're talking about what they are learning is talked about you know we so often get addicted to a deficit mindset that it's such a pleasure to see our teachers talking about what our kids can do and I so appreciate that they are indeed well deserving of the end of our first quarter and the beginning of our fall break our fall break will be October 10th through the 17th and that's for students uh staff returns for the professional development component on the 17th uh I would like to thank the teachers who have taken the time that we have used to really assess our enrollment and sometimes every year this time of year we have a few too many kids in one school and a few too few kids in another school and sometimes we have to make really hard decisions about how to even out Staffing and we've had some Heroes just step up to the plate and help us make sure that the kids who are in need get the kind of support services they need so thank you to all of those Heroes who have made adjustments in their friends and colleagues and making new more foundational relationships for kids that really need the stability of their teacher for the year I'd also like to celebrate a little prematurely but on October 14th pay for performance is coming out for last year's staff and I'm very proud of everybody who is uh given so much time and energy during one of the most uh horrifically difficult years I've ever had in this in this career I I belovedly call education so thank you so very much and we look forward to hosting the Maricopa County asba meeting at the the Creighton Academy on October 17th and that concludes my report biggest of us thank you so much Miss but Caleb you want to start off with your board report sure um so just to Echo yes um custodian day so thank you to all of our custodial Crews throughout the district it is an ongoing never-ending job and we really appreciate it um we know that our staff and students enjoy being able to come in to clean schools clean classrooms and it also helps with safety as well so huge shout out to them it's also principles month so thank you to all of our principals and our administrators throughout our schools we know that it's this quarter has been really long and really short at the same time but thank you guys for everything that you do and then I hope that um I know principals will still probably be working over break but all of our 10 month 11 month staff we have fall break next week please please use it as a break so that you come back to Quarter Two feeling refreshed because our kids need you and you deserve a break so please take one and that's all I have thank you Miss Ayers good evening um I would like to Echo what Lindsay said thank you to all of our custodians for everything that you do every day and thank you principals as well I am looking forward to upcoming Break um my house has been in um shreds for about eight weeks now and I'm finally getting it fixed over a break which I was hoping I wouldn't because it's so loud I kind of wanted to rest but you know at least it's getting fixed um and I'm hoping that all the teachers take the time to go do you and enjoy something that you want to do instead of working tirelessly like we normally do so thank you for all you do thank you parents for coming to conferences and learning about what your children are doing we appreciate you as well thank you thank you Miss big Shipley I don't have a board report tonight thank you um has Mr couples made it with us yet Hilda he has not okay thank you um the only board report that I have is thank you to our PTO said to our teachers and staff I know teacher parent teacher conferences are coming up I have my first one tomorrow with my daughter hopefully if I feel better um and um a while back I have said I have joined this Urban heat Leadership Academy that Phoenix um revitalization was putting up together and I completed successfully the class so the next step which is I'm really looking forward to it is grant money to actually start whether it's a planting trees or a vet or a garden or something within my community so I'll be looking forward to to that as well um and that's that's it for me um we go to approval of consent um uh move the governing board approved consent agenda items a through J in accordance with policy b e d b Dash e hi second all right all those are favorable bye the Caleb hi Miss Ayers I actually wanted to pull something um so I'm going to say no since I didn't get the chance to pull it okay um but both should pass us that brings us over to 6A Educational Services all right good evening Madam president members of the governing board and executive team this evening it is our privilege to welcome Mr Phil Weddle and representatives from the little architectural firm who are going to share with us initial Concepts and the progress being made toward the revitalization and Redevelopment of a brand new vision for learning at our property located 28th Street and Osborne we've began to refer to it as the new school because we want to keep in mind open parameters creativity and inspiration for creating something new yet again another signature school for the Creighton School District in Creighton community Mr weather welcome thank you very much governing board it's a pleasure to be with you here tonight and to be able to present the input that we received from the different Community stakeholders and the progress on the design uh that's been developed to date I think uh in terms of the feedback we have really been looking at taking the the feedback that was contributed during the 2021 new school design committee as well as the 2022 new school design committee that we've been working with and then we also had an opportunity to meet with the Creighton kids Congress to present some of the concepts to them and get them feedback so it's really great to get some adult feedback get some feedback from some of the students and look at how that could really help move the project forward we had several different exercises that we have uh been getting feedback on the first was that we have developed three different site Design Concepts and we asked people to provide pros and cons for each of those Concepts as ways to try to uh get that input through this process um you know some of the high level things that have been touched on which are highlighted here is really the the focus on flexible Outdoor Learning environments becoming the heart of this community and really developing a safe and inviting campus um so there were of those three schemes you'll see on the left side of the screen a b and c those are the three different site Concepts that were developed and you'll see some of the pros and cons uh that were provided on those uh these are all the pros and some of the cons for each of those schemes without going into them in detail I think what we've really learned is that there are things that people like about each of them there are things that people think we can improve on with each of them so we're really looking at developing more of a hybrid scheme that takes this input and really tries to refine it and and look at how we can develop something that really tries to achieve the the vision that everyone is looking for with this the second exercise that we've done uh with both the design committee as as well as with the students from the uh um from the students from uh kids Congress was what we call a visual survey where we would have a series of boards up that would have images on them and we would ask them to select their top three images and then tell us what it was that they liked about those image to try and give us a little bit of feedback on on that a little bit of clarity so the the first group of images um were about what we were called The Learning lab environment um and what we've done is shown you the ranking of the top image that was selected by the new school design team those are the images on the top and then the images on the bottom were the ones that were selected by the Creighton kids Congress so you'll see some repetitive images some that are a little different between the the students and and the adults that we've we've gained input from and we've also asked people that participated in the community meeting tonight to also share their feedback on the visual survey so we've gotten additional feedback this evening that we'll integrate into our our record soon um some of the things that we heard about the learning lab environment that people had highlighted as being a priority uh looking at kind of plentiful and natural daylight connection to Nature you see repetitively through the feedback that we received the kids Congress were very engaged with these some of these uh learning lab environments the second group of images were about uh circulation and breakout spaces and really looking at how those can do more than just be about circulation but can really become Gathering spaces and breakout spaces for the different learning environments um some so you'll see the number one image on this was selected by both the kids Congress as well as the new school design team a little bit of variation on the other two um some of the things that we heard back on that was again this kind of view to natural light as well as connections to Nature um I think that uh really looking for a creative unique spaces within these kind of uh circulation and breakout spaces that provide different ways for people to collaborate in different kind of learning environments uh we had another one on daylight and Views you can see the kind of selections that were made on the top and the bottom and then some of the feedback that we received talking about views to nature but also trying to protect from the harsh Arizona sunlight um and then some feedback about really trying to introduce color into some of these spaces uh we had one on outdoor play and so you see some of the the nature play areas that were presented feedback from both the design team as well as the kids Congress and some of the things that we heard back through that process shade I think is a high priority for everyone obviously given our climate looking at the idea of having more nature-based play trying to engage kids with nature and the benefits of that and ways for kids to cool down during the hot months so and those are some of the key feedbacks we heard through that process the common and multi-purpose spaces the kind of images that were selected for each of those and then some of the feedback that we heard I think there was uh the views from the lunchroom were something that people were really connecting with the idea of having places where you could have bean bag chairs or different types of furniture and spaces and I think people some of the images they were very interested in what they were calling the invigorating geometries and things that were really kind of geometry that was inspired by nature and natural patterns and then the Outdoor Learning uh both the new school design team and the Creighton kids Congress selected the image on the left as their number one image for this category and then had some different images for the others uh some of the the kind of primary comments we had again shade shade shade and more shade seems to be the reoccurring theme trying to make the outdoor spaces more habitable and that kind of uh nature Connection Garden spaces uh was was really the the other kind of key comment out of all this feedback we received over the last few years uh through the different uh Avenues we've tried to consolidate this into what we're we're terming as the five design aspirations and we're really trying to look at trying to find a way to create these aspirations that can help steer us through the design process going forward so the design aspirations the things that we've heard uh both from the district as well as from the different groups that we have met with um kind of revolve around adventurous learning health and wellness indoor and outdoor connectivity uh Community impact and then stewardship and sustainability as being some of the main drivers for the design aspirations for the project going forward and as that starts to manifest itself in terms of the design of the different learning environments we have this diagram that we've developed that really just looks at how we're looking at the learning environments the indoor learning environments and how there can be collaboration between multiple indoor learning environments as well as breakout space that is immediately connected to that and then in addition to that Outdoor Learning environments through kind of Courtyards and Gardens that provide multiple layers of places and environments that you can have learning occurring so as we have looked at the design concept we'll kind of start with the original site and context that was here before the demolition occurred on the campus and then as it appears today and then we have uh as I had mentioned we have developed three concepts I'll just run through one of them because there are some similarities between them but I think for each of the concepts for the site design we're looking at the idea that the school continues to orient its front door towards Osborne we feel that that's the highest visibility area it really kind of creates a stronger visual connection to the neighborhood into the community so in each of these the front door faces towards Osborne and then the other kind of common uh commonality is that they're always about the new school being organized around a courtyard Outdoor Learning environment and that provides that kind of indoor outdoor connectivity between the different learning environments we are utilizing the access off of 28th Street the existing access off 28th Street so that we're not having to construct new curb cuts for the school but developing a long parent drop-off Loop and parking area on that southern Edge along Osborne trying to really expand that parent drop-off so that it doesn't become as congested as I know it has been historically um we're also looking at repositioning where the parking is at for the compass center in two of the concepts we had parking as is shown on this diagram uh kind of in that northeastern part of the site and then we had one other variation where we were looking at the parking for the compass center being located on the Northern end of the site we're doing that in part to allow the outdoor program spaces the nature play the the playgrounds and the multi-purpose sport fields to be more Consolidated so that they're not so fragmented it just makes it easier for uh for staff that are kind of monitoring kids and kind of making sure things are safe and secure the building itself um we're looking at two-story uh school that again is organized around a learning Courtyard in this as the centerpiece so this is just kind of showing you diagrammatically how that is organized and some of those kind of key outdoor spaces that are connected to that this diagram highlights some of those outdoor spaces we have learning Courtyards in the center of the new school as well as a series of smaller Courtyards that connect to both Media Center as well as some of the learning Labs that we have on both the ground level and the second floor and then there's a covered outdoor Sport Court that is on that Northern Edge that then opens up to the multi-use sport fields and the playgrounds as well the common areas we have the leadership uh main office administrative offices are located immediately connected to the main entry into the school and then the media and multi-gen spaces are located also immediately adjacent to that Lobby space and then we have uh the on the Northern side of the site of the floor plan diagram we have the dining area as well as the indoor PE the outdoor PE elements and then the Arts programs are located on the second floor with that North View over the site and to the mountains to the north the K1 program is located on the ground floor and it has outdoor play areas and immediately it connected to it for the youngest kids and then we're looking at the two through five grades being located on that southern wing of the building and it's on two floors that has a uh what we call a social scare kind of an auditorium style stair that connects between them a two-story space similar to some of the spaces you saw at Creighton Academy where you have those kind of a bleacher-like stairs that allow for Gatherings of kids and then grades six through eight are on that northeastern part of the site and that connects to uh also to some outdoor steam Courtyards that are connected to some of those learning labs and some of the steam spaces so that's the overall uh floor plan uh that has been developed to date we've received some really good feedback from the different groups that we've met with that'll again help us continue to refine this going forward in terms of next steps um there are a couple of key elements that we are looking forward to I think uh we're reconnecting with the new new school design committee on November 9th is our next scheduled date for that and then we are hoping to come back to the governing board as well as having another open house community meeting on the 15th of November um that if we can tie that in with that governing board agenda and then through the spring of 2023 we would be continuing to work with the uh the new school design Committee in terms of uh kind of design refinement as well as how curriculum responds to uh to the kind of new school design and then lastly looking at some of the critical path going forward as we go towards construction over the fall we're working with uh the Chase building team in terms of cost estimating and value engineering for the project to ensure that we're working within the budget that is allocated for the project we are thinking that we would recommend coming forward to the governing board with two gmps for the project for funding approval and that is really being driven by the fact that electrical gear the kind of Main Equipment for the facility is over a year lead time to order that equipment so if we don't order that equipment in January it becomes a scheduled problem for us during construction so the intent is that we would do an early GMP for that electrical gear in order to try and make sure that we're able to complete the project on schedule and then we would come back in May of 2023 with the full project GMP that includes the balance of the project um during that same month of May we would be doing building permit approvals and the goal would be to be starting construction in June of 2023 with completion in June of 2024 so that school is ready for the uh beginning of the Fall 2024.

and that concludes our presentation if there's any questions I'm happy to respond to a couple questions um what is what does it mean what does native play mean um it's more of kind of looking at trying to find ways to do more natural Play Elements um so rather than uh pre-engineered playground structures trying to find ways to have more natural play that could involve uh anything from logs to water features to other things that just have more natural elements tree houses things like that that are they're getting kids a little bit more engaged with nature as opposed to some of the prefabricated play structures which tend to be plastic okay um and then so the next committee meeting for the design team is in November I think this is more of a question for Dr Lewis than for you but we're calling this a signature school what where is the vision that's what I was sort of hoping we would get next you know what is the vision for this school I like the idea of outdoor um but we can't that's not a curriculum you know um Creighton Academy is many things it's the best of Montessori the best of Waldorf that's what we talked about uh dual language and um multi-age classrooms but I haven't heard anything about what is the plan for this except that we want it to be a signature School I think that that's a great question and thank you members of the board I just want to share with you this is a co-constructed idea development an outdoor education does indeed have curriculum in terms of teaching life cycles and sustainability and the notion of interdependence and the idea of of soil conservation and the idea of physical engagement with the earth I think gardening so the highlights of outdoor education have been the main focus of the conversation with also a combined um you know teaching of reading and math and and social studies and science so it's continuing to evolve there's been no mention yet or of any kind of another language but it's something we could entertain and there's been a leaning towards a constructivist approach just like we did it at Clayton but it hasn't been heavy-handed like it was at the Creighton Academy so it can continues to evolve and I think that's a wonderful question we should keep focusing on and asking as we get ready to get our planning principle on board okay and and would so the life cycle sustainability curriculum is that a curriculum we would be purchasing we haven't gotten that far yet those are conceptual at this juncture okay um and then Dr Lewis I was I had asked you um you know I have some parents that are interested in being on the the new school design committee um and I asked you know what are what's the time commitment when what time do the meetings take place you never responded back to me on that is that something someone can answer for me it looks like the next one is November 9th do we know what time that is and where how how parents can attend who was on the committee so I'm wondering if we have that list ready to share uh yes we can definitely get um dates and as the curricular part of the conversation evolves we can also add some people to that team as well okay yeah I would like very much for um for people to be invited on that that part of it that Vision part of it too um I did have a question I did have a question about the committee the we do have that um can we I don't know who all these people are how many of them are parents I know Hannah Ali is a parent I think you recommended her I'm not sure yeah yeah Jay or Eric do you have that we have the list I don't know that um fortunately I don't think I have the list broken down I know um that there were it was either two or three parents that responded um that participated I know there are several teachers I think two or three teachers that are on the list there's also a number of community members and Community Partners including Farah fagner who is the president of the homeowners association for the adjoining homes and she's also involved with a student leadership mentoring program that has been at Kennedy in the past and so she's actually been a mentor to our students in the past so she brings that to the table and we have an individual who is a neighbor also teaches in our Virtual Academy and is also an aspiring principle working on a principal certificate so it's it's a pretty broad range of different types of people but I I don't have an accounting of you know exactly the ratio of parents to okay pictures to students and um to the question of the meeting time frame it is 4 30 to 6 30.

um on the 9th and the challenge with giving a sense of time commitment is you it's difficult to say but we're going to limit it to six hours or 10 hours because what tends to match the processes tend to be very organic and so as we find things I remember back with the vision team we thought we'd be done in four meetings and it took six or seven meetings because as you start to delve into things and it gets deeper so it's really I understand that people trust me my my own family struggles with with the ability to have the time to participate in certain things but the the best participants are the ones that are a little more open to maybe be able to be flexible with that time commitment but that doesn't mean there isn't value for people who can't so if someone can only come for the number of meetings they can come for whatever input they provide during those meetings is valuable so I would say you know anyone who's interested I wouldn't want to limit them from participating just because they may not be able to participate in everything agree yeah and I'm yeah I'm sure that's um that's people would like to participate regardless of you know why one of the meetings I went to is like eight hours or something so like that's a hard one I think for everybody to do and we've tried to make these in more manageable chunks one of the pieces of feedback we had from the last process was the four hour and eight hour meetings killed people yeah um not not literally pleased for the record um but um we feel like these two hour chunks of time are a little bit more manageable it also gives you know the team that's responding to the input that they're receiving an opportunity to kind of process that in but um and so the other thing that we've been doing is spreading the input across a broader Spectrum we've only struggled to get students it's just hard right they're doing homework at night and getting to bed on time and so this opportunity now that we have been creating kids Congress to have that ready-made group of students who are outspoken which is what we really need was a powerful opportunity for us to get students as well thank you if you if we could just get in our next board update um the committee list with who they are who the like which ones are the parents obviously I know who most of the staff is but just what roles they they play that would be great um because I have talked to parents and and neighbors and people are like what's happening what's happening and I say I don't know you know outdoor that's what I'm sure so um there this is a recruitment tool too you know there are kids parents with little kids that I are really excited about what's happening so um I do not want to miss that opportunity and so and and so back to and so you said that there will be a community meeting at um the board meeting in November I think would it be similar to what you guys did tonight or or is it a larger type of meeting idea I think that's up for discussion in terms of what we think would be most effective we thought pairing it with the governing board meeting made the most from a schedule standpoint so if we want to do it as a kind of a design preview similar to what we did tonight it does allow people to drop in whenever it's convenient for them to engage in kind of that one-on-one conversation so we do like that format it seems to be more flexible for parents and community members to be able to kind of you know if they can only be there for 15 minutes or they want to be there for an hour it gives them both of those options but yes that that would be our initial thinking is that we would do a similar format to what we did this evening but we would be presenting more refined and developed Design Concepts as part of that I like that idea having it the same night as a board meeting and I appreciate you guys having a list of who attended um please someone be in charge of following up with those people and seeing if we can get them on the The Vision committee you know the curriculum committee if if they're interested in in this aspect I'm sure they'll be interested in the all the other aspects too so um let's keep track of those people and continue to to grab those names when they engage I think that's all my questions thank you Miss Jeffrey Miss Michaela do you have any questions or concerns um one I'm just excited um I used to teach at Kennedy before it was torn down seeing the old picture made me sad but um I am excited to see all these ideas coming out um I know you know the the push of having more Outdoor Learning was has been around since before it was even decided that Kennedy would be torn down so I'm excited to see it's going in that direction um I also appreciated like you mentioned some of the feedback was um wall space for teachers so just kind of keeping that in mind because I know some of our other new schools that I've been in been like oh there's lots of natural light and all this you know all these windows and then from a practicality standpoint teachers are like I have nowhere to put my anchor charts and the things that I need you know um so making sure that you know as the refinements come that we really make sure that we have the how do you take these beautiful spaces conceptually and make sure that they work um in an actual teaching way um with that too like I know I've been in a few newer schools that have been built in the last couple years and sound has been a really big issue I know we've had some with our buildings so um the the bright and Airy spaces are great but I know like we have a school in our my district that you can't hear anything when kids are having discussion in two classrooms right next to one another um not that the kids are being loud but it's just the way the construction happened it's coming through the pipes it's coming through the vents and um and it's really hard because it's a beautiful beautiful school so um just kind of thinking as the refinements go to like make sure we have that practicality piece too um I did have a question this is me the techini um on the learning environments and again this is probably more down the road for refinements but um was there talk about having some kind of power sources out there because I know like when we got the iPads it was really amazing to do projects with our kids with iPads but inevitably they will be dead halfway through it so um I didn't know if there'd been any conversation about how do you meld that um we have not gotten to that level of detail but I I think that the Outdoor Learning environments that we've been involved with we found to be the most effective you really do need to find a way to kind of integrate that kind of power flexibility so that it can be a multimedia opportunity um where that's appropriate so uh certainly it's something that we would recommend trying to find ways to integrate that into the approach to the project but I'm sure there will be many ongoing conversations about that that level of refinement about those outgoing learning environments and what can we do to really make them effective and also give a diverse range of Outdoor Learning environments so it's not one size fits all but there can be different approaches to how we look at those spaces awesome um and then I just had a clarification because I was looking at like the pros and cons so like kind of the a b model are those well maybe it's all of them are we planning because I know there was conversation before about ensuring that there was some way that kind of the fields and some of those outdoor areas can be open to the public after school outside of school hours while still maintain you know making sure that we're not getting vandalism to the school itself and things like that sort of these designs built around that kind of plan where the North West part would be kind of open to the community that is correct I think we're looking on all of the schemes that the idea that the the main new school building and the learning Courtyard in the center could all be secured throughout off hours and weekends so you don't have people wandering everywhere but the balance of the site we're trying to create kind of Gateway opportunities walking paths that kind of connect through there so that it can become an amenity for the community there's not a lot of open space park space necessarily in this and so it'd really be nice if this could serve that capacity so it's not only the sport fields and the playgrounds but walking paths the nature play really trying to give all those opportunities as well as the community garden I think there's a lot of benefit that can come from that and also starts to build a stronger Bond a connection to the neighborhood community awesome no that's what I figured I just wanted to clarify because I know that was something shared by a lot of people throughout even before this process got formalized was making sure we have those Community spaces and I'd love to see you know like you said like having kind of going back to like what is native play and it's not bringing in the big plastic tube it's having learning spaces for kids and exploration spaces for kids that mimic the patterns of Nature and have those kind of things and to be able to provide those opportunities for our kids even outside of the day and to our families with kids that might not even be school age yet I think is really important so absolutely thank you Caleb did you have anything else nope I'm good okay thank you uh Miss Ayers I'm not sure I have too much more to add I'm really excited about you know being part of this project I wasn't part of the last one um so just learning um about all the pieces that go into it I'm always really jealous looking at all these things because I do work I am a school teacher and I don't even have windows in my classroom so when I look at this I'm just like thrilled for our students to have this opportunity um I just think it's going to be wonderful for them thank you thank you Miss curio doll it's Amy um I did have a couple additional thoughts and follow-up okay can we just wait until Mr compost goes through and then I make my comments and we can Circle back to you yep thank you Mr Campos I know that you joined us at 6 15 do you have anything to add or any questions foreign thank you Mr Campos the only questions that I have is that I know that we say that we joined the community and Community a Tamika Community input means also um leaning for expertise tour Community a non-profit organizations within our city already that are like Chi spa or arizonaland org or all these different organizations that specifically have expertise in Outdoors spacing how are we communicating with them and bringing them to the table so they can share their expertise on on this as well we're um we are doing uh quite a bit of Outreach to to get them involved in in the initial phase um we had about seven different organizations involved including project wet um we're engaged with a number of organizations that do tree planting um uh through uh member Mick Jeffrey's connection with uh Dr zeiker from ASU he's participating as well as one of his graduate students they're also helping with some connections to some other organizations but if there are specific organizations that anyone is aware of we would love to have that feedback because we want to cast The Net as wide as possible and bring as many partners to the table um both to get there expert input but also to create ideas to expand what's available on the campus through a variety of different grants that may be available okay thank you and then the other question that I have for example I my two kids do not go to that school but my address is supposed to go to that school in Kennedy I obviously have my kids in other places I not ones have received any communication of a rebuild of any meetings so my question is how are we targeting community members from that would be going to that school to see if they would like to join or even be in this process so the community and parent communication how's that being said I mean posting on Facebook isn't sufficient so I'm hoping we're doing other things than just posting on social media we are doing a number of things but um based on the feedback that I'm hearing an additional thing we might want to try to find uh budget capacity to do would be to do some sort of mailing or door hangers which we have not uh done until today we did do it in relation to the demolition we typically do it at the point of construction but I think it is definitely good feedback and another way that we can engage the community would be to get something written out to all of the homes that exist within the the current boundaries for the school and just like I think mailers would be helpful because to Echo what she said I have parents that would have previously went to lck when I was there and they asked me like where are we in this so I think going Old School Is Not a Bad Thing Miss Korea doll may I go if you're you're done yeah uh yeah and also another good thing just to add um is making sure that we're connecting with our neighborhood associations and our district has two very strong neighborhood associations and not once have I heard any of these topics in those either so the more we're reaching out to people and letting people know in the community and that's what community is it's not just you know parents that go into the school or children that are tender school it's um actually using the community too push forward whatever it is that the community wants so that's another good idea too I must make sure you have done um I just wanted to I know this is like a session to for us to provide feedback as a board so um I want to Echo what Lindsay said about noise I would like to get Miss Cartier and Miss um uh Dr Demar involved in this and make sure and I'd love an update on how the noise situations are at those campuses but um that is definitely a problem that we've had so uh let's not Overlook that um and access for the community that is a very very important to me I love the idea of being able to open the campus when we have someone to supervise um so I love the idea of doing that also I assume you guys are thinking about this but water and Lawns is that lot irrigated still okay so we don't want to get rid of that because that's like a huge thing and it will if we can save the trees that are there it will allow them to survive I mean treat you know the trees Big Trees won't grow if we don't have irrigation so um that's really important too um and I think let's not Overlook the fact that little big Minds is there and that is a huge potential partner for a dual language program which is very has been very popular in our district so I think that's something we really seriously need to consider and engage those parents specifically too we do lose a lot of those parents to Madison and other dual language schools and they'd be right there um and I know for a fact there's parents that live in the community that would love to see something like that um another place to get the word out is next door I know it can be a little crazy but I mean you know we want to explain that we're using our taxpayer money in a great way and we'd love to hear from them you know as long as you know they can be constructive but I think that's people do read that so um and then I just wanted to add to when it comes to communication um in our latest board update are um the kids the representatives who are representing the kids advise us to communicate with those participating multiple times before the youth Equity stewardship happens so that participants are not surprised by the event it takes multiple hits to reach the people we want to reach um and we might want to reach out to our strategic planners I was really impressed how many people they reached when they were out surveying people so you know a survey would be another good thing to try and do too so that's it thank you I don't believe we have anything further thank you very much thank you that moves us over to 7A uh compensation adjustment recommendations thank you good evening Madam president members of the governing board here in the Creighton School District we have been watching a compensation and inflation very closely and we are very blessed to have uh some people who care very deeply District leaders engage together our cea president as well as our education support staff of the year and our administrators all met with Mr Mann to come up with a following recommendations thank you Dr Lugo as Dr Lugo mentioned Kelly Blakeslee Daniel Lopez Tim conore Jesse Valenzuela Yvonne Carvajal and I have the pleasure to sit with them as we worked on a recommendation and with that I am going to turn it over to the team good evening Madam president and fellow board members tonight I've been passed to talking about challenges that we have come up with as a team we have just we have discussed in down we have come up with our challenges our challenges our competition increases at neighboring districts and it's just pretty tough to try to compete with other other districts when it's when they are paying everybody more and um we are still stuck at the bottom and in order to keep us we need it's tempting to go somewhere else it's very tempting to go somewhere else you know we worked here in this District we love this District we love the kids some of us live in the community and really loved a sticker I have honestly I love this place like we all do but um like I said other districts there are their conversations they're paying everybody else their their salaries are more and it would be nice if we can get there you know I'm another one of our our challenges is uh rapid inflation I know that myself along with probably everybody in this room here has had to deal with them some kind of inflation whether it be gas groceries um rent all that stuff like that and again it gets pretty tough um another thing is our funding source for trying to get our funds from we're trying to get our funds from the our vacancy savings and maybe we can use that it would help retain some of this keep us here so we can all continue to grow as a family as a Creighton School District family um one of our last challenges was time and we feel that it is time is time time is of in essence and it is now that we need to do this um because if we don't in little by little some of our family members our creating School District family members I just be tempted to walk away for better pay and so that's what we asked for you and thanks for listening as yes he will eloquently explain some of the challenges we also have some of the needs that these challenges create uh one of those is they not only attract Italian but retain the Italian that we have and so when other uh other districts are coming with different process and ideas to provide compensation we need to remain competitive we need to be remarried to remain the best choice for people to stay in our district and continue to learn and grow together for our kids and our families another need that we have with all of the critical needs for retention and attracting in keeping our staff members is the appreciation for the silences and the extra powerful staff are taking on just when we thought that there's no longer a pandemic there's a normal year then we still get positive cases and now when uh secretary is no longer there somebody else pulled from their essential studies to cover that and everybody does it with a smile everybody does it because they're team players because this is a family and we put together to overcome those challenges but when we have all of this Gap it's also stressful because people who were hired to be elite teachers bring interventions behavior interventionists um child just as an advocate they have their passion and they pursue that position it's those essential duties and now they're doing something different they're just like yes I get it but when do I get to be that that person or those teachers were still in the classroom and waiting for the replacement to take that new position they're doing it with love they're doing it with great effort but their heart it's in that new position the Gap promotion that they got and so we need to celebrate all the effort and all of the struggles that everybody's uh it's going through inputting together and the last thing is we need to find ways to communicate that message of strong that we see you we value you everything that you do does not go unnoticed and this as you can hear the recommendations that we have that the rest of the team members will present to you will send that strong message that we're here together where one team one family and that this is a way to say we value you we see you um so our first recommendation the big ticket item is like everyone I'm saying we see we value and we decided to follow it up with here's a three thousand dollar check um the idea is a retention stipend for all employees um based on full-time employment so if you are someone who is hired by the district before the um if approved today before the rollout date of January 20th then you will receive the full three thousand dollars if you are someone that's brought on after January 28th you'll receive half of that or some of the halftime employees will receive fifteen hundred dollars um this is something that um our committee came up with and then was moved towards the pandemic relief funds committee to discuss and be approved and then finally again approved by the pandemic relief steering committee on the 21st um the cost is based on the available Esser funds money which is approximately three million dollars investor fund availability because of unfilled positions because of programs that didn't work out money that was left over that wasn't being used to meet those needs that um that were previously spoken about um the cost of this decision is of the three thousand dollar retention checks for all employees would be about 2.7 million dollars which assumes full Staffing so that assumes we fill some of those positions that are currently empty and we'll leave a little bit left over for new positions or again getting more people on board where we need staff um and then like I mentioned assuming it is approved today the rollout will be on January 20th um because largely because of payroll decisions that's the easiest and soonest day that payroll could roll this out without interrupting any other payroll um disbursements um in addition we discussed the possibility of methods to prevent people from essentially getting a stipend and then leaving their position or quitting or doing something that would feel unfair to teachers who have worked the full year and received the same amount of money or to employees who worked at 4 years and receive the same amount of money but all the solutions we came up with with inconvenience 99 of people that would receive the stipend like reducing the check because obviously that feeling of being told you're getting three thousand dollars but then it's split up and then taxes right so we decided that you know even if that were to happen with a couple of cases um it'd be worth it to not try and inconvenience all of our employees um or somehow undercut the message that we are getting extra money we are getting compensation retention um to try and save essentially pinch a few pennies out of a three million dollar property I'll be presenting the following recommendation and then I do just have a quick comment that I want to share as well so the the second recommendation is to increase the salary schedule for our emergency certified teachers so essentially bringing the emergency certified teachers up to the same pay scale as the first year incoming certified teachers and the reason that this was brought to the table was to be more competitive with our neighboring districts as Jesse shared we know that compensation is increasing across the state in in many districts and that includes for emergency certified teachers and we also know that this aligns with changes in certification requirements unfortunately it's becoming easier to step into the classroom without a certification and because we have the issue that we're in where we don't have enough certified teachers entering the classroom we do need to stay competitive with the emergency certified teachers um so this this point was brought to this side committee as well and of course this aligns with our highly competitive market and uh do they mention almost I think I got it all um the note that I want to make is just about um the makeup of the committee and the way that we decided to come to these decisions so as you know we adopted our meet and confer policy last year and it was my understanding that all compensation related topics would go through meet and confer when this one came to the table it was actually brought by a different cea board member or a board member about how we're going to spend these additional vacancy savings funds and the request was to go through the meet and convert process and we ended up with this side committee which I just want to make clear was um we did have representation and there were half of the team did consist of cea members um but in the future I just want to make sure that we do adhere to our policies and it was very important to all of us including the board that we adopt this meet and confer policy and in in to make sure that we have that we don't muddy the waters and that we maintain the the relationship that we have with the association that we continue to use the channels that we've adopted and put into place I understand that this was a sort of extenuating circumstance because we had these additional funds it was a little bit unclear whether it was outside of the scope of mutant confer or not but I just want to be very clear that moving forward uh it's preferable and as the policy states that we should rely on the policy and go through the mean can process and with that I will take any questions or we will take them quick Jim wasn't here for the practice Tim was linchpin to the conversations I have I um so the it doesn't say I didn't see anything in here about um part-time employees getting a stipend but you mentioned that they are oh so the calculation is based on full-time appointment part-time employment if I'm correct so for example for a teacher right a full-time teacher receives the three thousand dollars same thing if you have someone working half time they received the 1500 okay the way I sorry I only explained someone being hired on because that was a point of continual discussion but your hours determine the percentage of a stipend okay and it's so it's not written and what we're voting on anywhere just FYI so that find that problematic because it says based on FTE correct which is full-time equivalency so that would be the percent like the percentage of employment okay okay so that's not clear to me so um so that may may answer my question so the 2.6 million doesn't add up like the math doesn't add up is there payroll tax on top of it yeah there's um thank you member Mick Jeffrey there's there's a number of different things that that are affected by this because it is considered a portion of the employee's compensation for the year so asrs is part of it or transactions acronyms Arizona State Retirement System is part of it um the um all of the you know employment taxes types of things are part of it as well and that totals up to it seems to grow every year I think we're up somewhere near 22 percent so so that is factored as well and as Mr lope has pointed out this also is taking into account assuming that the currently vacant positions being filled and participating as well the the actual dollar amount is likely to be less but we wanted to make sure we were allocating based on the maximum amount that might be paid okay um and why would we not pay the stipends out until January originally that's a great question so we are as Dr Lewis mentioned in her um superintendent's report um in the month of October we're in the process of paying out the um paper performance um in the months of November and December there is so much work to prepare for the January so keep in mind our fiscal year is July 1 through June 30 but the tax year is January 1 through December 31st there's a lot of work that has to be prepared and there's a cut over in the beginning January so and there are also multiple payrolls in December and January so just to get our normal payrolls out our payroll team will be working probably about six days over the course of winter break they they rarely get a break because payroll constantly goes and in order to make sure that we're ready for the January tax tables and all of that the earliest that that we would be able to ensure that we can guarantee a date and tell employees and have them count on it was January 20th we had also put forward an alternate date of February 4th but everyone on all of the teams involved in the conversations felt sooner was better than Wayne thank you so I can add to that to that comment um because I just want to go back and give some context because the the goal is to get compensation at this you know incentive to people as soon as possible as soon as his face are well endurable and in the years that we have less money we had a lot of our Cuts positions in a district with over 700 employees we have two people and most of the time is one people getting all of their payroll too and if Daniela Milan was watching thank you Daniela for making sure that we all get paid on time I don't know how she does it but she always gets and so for such a large large District to have two people taking care of the payroll which has got this type in paper performances coming very base coming they're regular they're not getting all of their vacation or working during the winter so everybody gets paid over the break I mean yes we want everybody to have the money as soon as possible but I think everybody else will be happy to get the money that they need to survive and to retain our talent whenever visible and as soon as possible like I think without breaking our current system January 20th would not be by Christmas but it will be after Christmas so you can have on Christmas after I think too it's there is benefit in it as well because in February is when you start putting out contracts so a bad idea to say reminder we appreciate you um so I do want to address what Miss blakesley brought up um so we're not following our policy right now um and why was that decision made who made that decision oh in in this case um we have an extra layer beyond the policy implications that affect it because keep in mind that all of these pandemic relief steering committee funds are driven by the federal requirements behind them and so ultimately typically it would be the pandemic Relief Fund steering committee and at the time that this team was put together our existing policy around meet and confer had a Time limitation on it and that time limitation did not extend to um the time window in which we had to work so um the the process that was put together was intended to the lack of a better term reflect the intent of the meaning and Affair policy which is why it was a team selected from a cea and representation selected by the superintendent side okay um so so my thought here is this this pitch is to say you know I've heard Rumblings of teachers saying if we do not get some sort of something raise something I am out of here so we are working on that right now right um I the salary schedule for the Emergency certified you know that seems absolutely we need to do that um is it enough you know I don't know that's the question I have the stipends you know for quite some time we continue to say you know it's most fair if everyone just gets a one percent raise um I do not know why that narrative continues because that is basic math people who are making 275 000 are going to get a much higher raise than someone who's making 50 000.

so we did something differently last year now we're once again wanting to give stipends to everyone um we are just lining the pockets of our administrators when when our administrators already receive thousands if not tens of thousands stipends already I'm going to do a foia request to to to dig deeper into this um because it's it's not fair we are not losing administrators we are losing teachers weekly um and it is just it is just not right and now we're not following our own policy um I think this is a slippery slope um and I've never I've I we have never not followed a policy um the intent was to go through the process um these stipends aren't going to be ready until January anyways we have time um you know I have my opinion on who should get the stipends but that's not for me to decide you guys are supposed to come and bring us through the meet and confer policy that was years in the making I know the history very well um we are not following our policy the board can suspend policy but we have to vote on that none of you have the authority to suspend policy and that is what has happened here um I think we need to table this and talk to Jennifer and see what she thinks about it I think someone should reach out to Marisol at aea and see what she thinks about it from a teacher Association standpoint um this this process has been manipulated um and it is a slippery slope if we vote Yes on this tonight then we're saying we don't need to follow our policies because of this reason or this reason or this reason that's the precedent we will be setting thank you Ms Jeffrey Miss Ayers do you have any comments or questions we have somebody that wants to speak at the yeah my name is Danny Lopez I'm a classroom teacher at Gateway um I teach seventh grade English I wanted to jump in because some of the things you just spoke about were part of the important context of our discussion when deciding how to spend extra money um one of the considerations is that this is Esser funds um meaning that this money we can count on it as disappearing at some point um the soonest point that is is that late 2024 early 2025 2022 2024.
⚗ AI-reconstructed · cite from original above
at the earliest we can expect this money to disappear in 2024 so when teachers are saying we need raises um I sat on the budget committee all last year um you should know as well as I do that our District's enrollment is declining like spoken about earlier one of the challenges about our surrounding districts is they get desegregation money um they get money for school ratings that we don't get they get money they have opportunities to pursue funding that we can't pursue we're getting our enrollment eaten out by charter schools in our area as well as gentrification obviously and so when it comes to allocating raises to staff that has to be money that's going to exist in two years because giving staff a raise that will disappear in two years that is almost going to guarantee is that someone I completely understand that yeah and so unfortunately with this Esser money um it has to be that that sort of one-time payment right that's the necessity of the structure acknowledging the money is going to disappear what you spoke to about um giving administrators money um I promise as a classroom teacher when I walk into a meeting and I'm advocating for other classroom teachers that my priority is not how can I make the administrators in our district as rich as possible right that's not my my goal um especially as a classroom teacher I know how overworked we are I know how underappreciated many of us can feel um which is why our emphasis in making this decision was it seemed like at the time the policy was not flexible enough to address this this time concern because we had teachers that essentially were ready to walk out the door without some kind of raise some kind of benefit some kind of bonus Etc that people in the surrounding districts are getting and so I understand apologize for your concerns about the policy and that's unfortunately not my area but from the perspective of a classroom teacher I greatly appreciate that we did put this committee together and we were able to work as a team of Administrators of classified and of certified teachers to get something out the door that would benefit people and then also from that mathematical that budget perspective um an administrator who is making a much larger salary than a classroom teacher three thousand dollars to them is a nice chunk of change but proportionately is much less of a raise than a teacher would be getting and even less than a classified member would be given right and so that is a um you know that's a progressive scale that benefits people that are getting paid less far more than people who are getting paid more and especially when you acknowledge that we have hundreds of certified and classified employees and a relatively small amount of Administrators so a flat bonus such as this is is going to disproportionately benefit people who are getting paid less those classroom teachers and again you know I think that there is something to be said about saying well everyone gets three thousand dollars except our administrators I don't think that I would be so calloused to say that I think that would be inappropriate and would cause a lot of hurt feelings and even though I don't think we're struggling for administrators um I don't I think that would kind of introduce a bad Dynamic when discussing compensation and wages especially when compared to a three million dollar Top Line budget our discussion was that we didn't want to pitch pennies we wanted to spread the wealth as much as we could and benefit those earning lower wages as much as we could and that was a big part of our discussion as a community I mean administrators are getting thousands of dollars of stipends some tens of thousands and teachers are not getting that kind of stipends currently so um you all should know that my name is I have something to add what Daniel said the key word here is relief and the more the longer we wait to bring help to people that need this stipend that this is Acer monies like Daniel said they're not in that policy but they don't require that police because it's not imminental that's not true that's not true in the second comment that I have as an administrator that who didn't receive a raise last year and I give my best like all of the administrators and that there's about 25 administrators to lead a district of 700 employees everybody wants my salary nobody wants my responsibilities my duties and my loan hours and so if we're gonna talk about closing the Gap let's close the gap from position to position not from different positions because if somebody makes the same amount of money without having my responsibilities and my duties then I'm out them amount and so a stipend it's not a race that is a little appreciation of what I do because I'm a teacher advocate I'm going to classified Advocate I'm a children advocate I'm a family advocate and I have different just like many of the teachers here so I have Masters and all their other bachelors and I can go back to business world and more make more money I have other friends who are administrators and do the similar positions and they make triple the money that I make and they worked Less hours they're definitely not in Long meetings like this one and so I just want to bring that I advocate for everyone not just for two groups or one group my goal is to make things fair and adjustable and enjoyable for everyone not for one particular group because that will be unequitable and Ice them for equity and so I just want to add that comments we have a difference of opinion on Equity here my point of bringing up the whole thing was just to to talk about the president exactly what you said um Mrs mcshuckery about I don't want to make this the precedent that we go around and start creating side committees and that's why I wanted to bring it to the table I did speak to to Mr Man beforehand to make sure that he was aware as well I don't think we're here to debate the merits of whether we should or shouldn't give who and who not to stipend that is behind us it's just the precedent and I wanted to make it clear in full transparency that um it wasn't the policy wasn't followed as it should have been um uh Dr Luke and I did sit down and revamp the ranking for policy so my hope is that moving forward that we can rely on the policy that we've adopted and that we can move Beyond and as I said it's not up to me we're looking to follow the meet and confer policy um and certainly this is not personal this is I believe everyone works very very hard but we are losing teachers we are bleeding teachers and we none of us can do our job well if we have empty classrooms without a teacher there I mean that's the whole point as an organization it doesn't make sense to do this and we are we're breaking our policy that's the fact and that is we've as far as I know we've never done that it means I can break policy when I want to our students can do it anyone can come up with an excuse to do it it's a slippery slope I just want to Echo I want to Echo what Kelly was saying I don't I think we're going down a rabbit hole here we the meet and confer policy had flaws it was just revised we are looking at using the revised version that we just approved moving forward this has an added layer of a pandemic release fund steering committee that was already in place regardless of meeting confer and everything we went through with that because they're Esther funds because this is one-time funds so those pieces have worked in tandem even when we didn't have the mean confer totally sewed up we are moving forward I you mentioned that you know we're losing teachers and we can't function without teachers in the classroom at school so can't function without administrators and I think we need to be very careful it was brought up like this is not meant this recommendation is not meant to further divisiveness everybody in this district has worked tremendously hard we are not talking about raises we are talking about using money that we wanted to fill with humans but we couldn't find the humans so rather than just let it sit here can we show appreciation to the staff that we have that are here now who are all working tirelessly regardless of their role Mrs do you have any comments to add on lovely um so I just pledge to read the same thing I mean you all did come to a decision I'll look at the policy later and um you know and I will talk to Maury Soul she's one of my best friends um so I can talk to her about that and I'm sure Kelly can get a hold of her as well um I think everybody is at the point where the 3000 was decided upon for everyone um I know we didn't give principles any sort of raise last year and I I kind of find that disrespectful in the fact that I think everyone should get raises and I and I'm not saying that they should have gotten more or more of a percent but I think we looking back on it um I I think it was not a very prudent decision for us um to have yes we want teachers um yes we want compensation for our teachers we want the best we want to pay the best you guys aren't paid the worst and I'm and I'm not saying I'm not saying that to be like rude but but literally like looking at other districts like say my district I'm not sure it's even as good as this so yeah and I'm not saying that so people leave um I'm just saying that you know I think that what we what you guys have brought up um it is delightful I think it's lovely that especially our support staff will be getting I mean that's going to mean a lot to them um because that percent if we were to do percents would be a lot bigger than other people and to tell you the truth three thousand dollars isn't that much because I just got my three thousand dollar performance paycheck and guess how much I brought home nineteen hundred dollars so I love the fact that we're giving people money it's not that I mean we give as much as we can and we do as much as we can but this isn't life-changing this isn't keep changing I'm not sure how much we're going to retain people I love it I think it's it's beautiful and gracious but I don't know why we're arguing over such a small moment that's just my opinion thank you Miss Earth Mr Coffee do you have anything to add yes uh I I've been listening and uh by the way I was able to enter into the web so I can hear better uh uh and uh I don't think it's that difficult uh to understand that everyone will be blessed by that amount everyone [Music] and uh uh I believe that uh especially after listening to my uh these and appreciated friend uh is he is correct sometimes uh everybody wants uh the rewards uh and and I I think everyone deserves a piece of it but I totally agree with with what he said that uh the bigger the title the biggest responsibility and the bigger the one the one that you get the uh the tires that you get and and and and they continue with Passions but they also need to be recognized and to be rewarded so uh I am ready if we need to make a boat I'm ready and I I believe that we should uh these birds as soon as possible that helped for everyone thank you Mr Campos um my only concern with this as well is Miss lexley is concerned that she brought up we do have policy for a reason and at other times it's been a few months I believe that we've been knowing that these vacancies have been there I had asked personally about stipends and I was getting the run around and I just feel like this was a last minute thing one that have been following policy from the beginning so I guess um Dr Lewis my question to you is is there a way that we could still put it on paper through the commute and compare policy and still give this three thousand dollar stipend just so it's void through the pop-up channels the way that it was supposed to or is it too late for us to do that now it's not too late and we're not out of compliance with policy the um policy when we realized that we did want to reconvene at least a group of people to look at this single opportunity versus the overall meet and confer process that had the giving middle and end we sat down and said Kelly and Susan work on a rewrite and we brought it to the board as fast as possible and had this meeting begin as fast as possible with key representation for the purity of intent was there so I see uh some ways for us to maybe iron out a few wrinkles and I think Ms Ayers you talked about this policy when you first brought it Forward realizing that it would need to go through some Growing Pains need to go through some wrinkles need to go through some adjustments and and I think we did make that first adjustment so it keeps us in alignment and then I would say let's look at it again and keep working on it I know the intention of of the board and I understand uh Miss Blake's because when she first said let's reconvene I'm like let's find a way to do it and let's not violate policy so that was very clear in our meeting with cea so yes there are lots of ways we can continue to iron out these wrinkles okay well if we're not um in violation of any policy currently then I'm going to go ahead and call for the vote and move the governing board approve of 3 000.
⚗ AI-reconstructed · cite from original above
I have a question for Dr Lewis does Jennifer agree with you that we're not violating policy I don't I haven't talked with her yet so I certainly will but thank you for bringing that up yeah I'd like to get her opinion on this to the board yeah I think that's a good idea and we are we are in violation of our policy according to the person I talked to so I'm not just making this up okay after the meeting we can discuss this but um she did state that we were not in violation and if we are then that's going to fall back on the person who just said in a public meeting though or not so we can handle that afterwards solutions that we were working on and as Mrs Heather Ayers said when she first presented it was we'll go through some Growing Pains I just want to make sure we're not in violation in Ebony policy and that there's a question that we are then we should table this and not move forward so that was my question Dynamic with a new dollar I'm sorry so you know it's up to you however you want to move forward please please continue sorry it's hard for me to not see the room sorry about that I mean this is the second edition of the committee so I don't know why we're even arguing it's not the mean confer committee this is a side side committee that Dr Lewis formed herself after she decides being confirmed was that emotions I moved the governing board approved approved three thousand dollar retention stipend for the 2022-23 school year I second all those in favor Ms Jeffrey okay Mr Campos yay yes Miss um heirs yes and Miss McCaleb I and I'm gonna vote nay because I don't have clarification if we're in strictly violation of anything so I will put on the record no motion passes that brings us so that takes care of all three correct or do I have to do a separate motion for each one it's uh just a separate motion for the salary schedule adjustment okay and we haven't talked about um what we kind of have do we have any other discussion on the seller's schedule I mean my question my question is it is it enough because I think these emergency certified teachers are the ones we're going to lose if they don't get enough but we've already decided we're we don't aren't going to follow the policy so it's not worth discussing for me well I would like to interject here I also had the same question as mcsheffery about whether we could go ahead and make it the same as um a first year teacher it's a thousand dollars difference and I didn't want to you know disagree with the group that had worked on it so I didn't you know insert but that certainly is the same question I share I share your sentiment on this so it is the board's prerogative to say that they would like to consider um adding another thousand dollars and make it equivalent to um new teacher or first year teacher salary um but the committee did make a deliberate decision to make it a thousand dollars less I know other districts I think you have a data sheet um that says what the difference is per different districts so I I really like your question um mid-air if you have any comments yeah I just want to ask the committee um why was it made why was the decision made that it was going to be a thousand months if somebody wants to speak on that um if I could I'll share what I recall and if members of the committee would please correct me if I'm incorrect on anything the concern was brought forward that we would devalue the fullest full certification of a fully certified teacher um there's been concerns in the past about Leap Frog effects when these adjustments are made and so you could potentially end up with someone whose emergency certified ultimately making more than a fully certified teacher and so the goal was to create at least some measure of a gap there so that emergency certified teacher would not make more than a fully certified teacher and in addition to that um would be incentivized to get to full certification because the higher rate of paying for that um sound that good okay that's what I thought because I totally agree with that as well so yeah I think we one of the questions I had for that we we do need to increase it because we do need to stay competitive um as the committee shared you know those are our emergency certified teachers the ones that we want to push to get certified and stay with us for the Long Haul um so we do need to be more competitive and we need to do that now before they leave us um but I do agree with having the committee's recommendation to have that thousand dollar buffer um I think it it shows that we are competitive for emergency certified but it doesn't have an unintended consequence of devaluing our fully certified teachers so I I feel comfortable that it is a a compromise and I recognize that the group came forward with that for a purpose um because it's it's a balancing act essentially so thank you Mr couples do you have any questions or comments no nothing at all okay thank you I don't either so I moved at Aberdeen board approved every Vice future schedules for 2022-23 school year second all those in favor Mr Campos aye aye Ms Jeffrey Mrs McCaleb hi Ms Ayers hi and I that brings us to 9A Miss Korea doll I will get a copy of the meet and confer policy to everyone so we can unpack it together and be sure the purity of intent as well as the following of the policy was enacted as intended so you know if anybody's feeling like it was messed up I want to make sure we're all super transparent and convert and having a good conversation about it I'll also call Jennifer and make sure we have a opportunity to meet with her to talk about it so any apologies I I can offer for um you know it's feeling like it was something on the side was by no means intended it was intended to get money into the hands of people who have worked their tails off and deserved the praise you just showed for them so thank you very much for your support and your vote of the meeting okay thank you Miss McCray um that brings us to 9A presentation and approval of annual financial report Madam president members of the board Dr Lewis executive team I would like to say that it is my pleasure to introduce um our annual financial report but given if you take a deep look into uh astumaline in my eyes this year's annual financial report has been a nightmare unto which we have had few previously every year there's additional things that are added to this report additional requirements every year it seems like the time frame to prepare it is shortened and given how short of Staff we are in our district office it was particularly painful this year having said that I'm very pleased to introduce Miss dumeline who worked for fingers to the Bone along with her team to be able to have this statutory requirement prepared and ready to be presented to the board in a timely fashion so that I will turn it over to you good evening Madam president members of the board Dr Lewis and our exec team this is our annual financial report these are for expenditures for services and goods received prior to June 30th um so it it's not like the budget where we're looking at is our past expenditures the first slide kind of breaks down our expenditures over what we call functions in account codes so very similar to what you've seen in Prior year as far as a percentage of our expenditures and what categories they go to the only changes from last year to this year classroom instruction increased a percentage School administration decreased two percentages physical plant decreased a percentage but some of those expenses that would be incurred in mno are in Esser for that one year period for extra one for covid cleaning supplies things like that and the other one was Transportation which increased by two percent but obviously we're finally getting to a point where we are hiring more bus drivers and we're getting some Aids on those buses as well so overall pretty similar to what you've seen in the prior year presentation the next slide shows the breakdown you have the school level report in your backup documents this is just a summary of that information and kind of a readable I will say that you know comparing spending by school is is not as transparent as you would think because each school has some differences so um when you look at state and local expenditures those include things like gifts and donations so if a school got a large donation for a specific project or um some new program that they implemented and others didn't that obviously increases theirs similar we have capital and bond that are rolled into State local so if you have a bond project at one school but the other school is brand new and didn't have one those also kind of throw you off for federal expenditures it's similar you have grants that are competitive that some schools have that some schools don't many of our grants are based on free and reduced sped populations ell population so depending on what the populations are at those schools that's going to determine how much of those grants were allocated to those schools they're very outlined in Grants you know you can you have to go with where the students are you know so but this kind of gives you a breakdown you can kind of see where the schools are at I think next meeting we're doing Bond and capital so you'll get more details on that as well um and basically some some big changes from the prior year our ADM decreased again it's almost identical to last year's number in fact I I thought I just did a typo and cut and paste wrong but it's it's what within one I think one of what it was last year so that 250 declined 252 decline is right in line with where we have seen our pattern for several years now um you can see basically increased spending across the board That's Not Unusual we're comparing to a year that you know we still had some covid left over we still have a lot of expenditures that are in Esther that are kind of relieving the mno from some of its pressures um the big increase is that Capital spending um and I believe we talked about this during the budget process the reason the capital is so much higher was because for three-fourths of the years we did not have new bond funds come in last year so a lot of the renovations and a lot of the furniture purchases that may have been available to come out of bonds since we did not have cash flow a lot more of that went into our capital uh and then the other one is we we did have an increase obviously in federal funding mostly driven by Esser and we do have a breakdown there of how much we're directly related to covet expenditures out of besser um and with that you have all the backup and we would entertain any questions specific to all of your nice Excel spreadsheets that Jay spent hours trying to PDF into a correct form for you uh Miss Ayers do you have any questions I do not Miss McCaleb nope it was a lot of fun Light reading uh and then Mr Campos have left as well and I do not have any additional questions either so I'll call for the vote move the governing board approve the annual financial report for fiscal year 21-22.

[Applause] started the floor plan um good evening everyone I welcome you to this meeting and it's really great to see a crowd out here thank you for coming this evening a couple of quick housekeeping items um Matt just announced that now that everyone's a little bit more quiet the room is very echoey so if we can try and keep conversations to a minimum and maybe one person to speak at a time but that would please rise and says one Nations oh my God tonight's agenda fantastic [Music] thank you all in favor I haven't seen any cards anyone that did not fall [Music] apart thank you guys um our agenda item 6A is our public hearing ricotta regarding the 2022 annual Financial reports do we have emotions um about 15 hours to do these Financial reports for the year ended June 30th of the 22 the state is interested in everything from pastor's right fund cash in and out food service cash in and out a comparison school by school expenditures versus revenues never had to do companies before just the last couple years as if the student in the seat generates Revenue by Fun detail so if you ever get billboard to stop by my office about the last week of September you can come up with revenues for students and the main report I want to to uh to reference is the district-wide annual Financial nine of these reports hopefully you've got a copy of one in front of you and that's just what we call the main District annual report and there's a summary page that tracks all our major funds to getting cash adds revenues or transfers in provided that subtracts expenditures or transfers out and gets end in cash just a quick summary it's our uh I'll just read a couple of our cash balances have increased in most funds that's a really good Trend that's a that's a feature of having three main factors in Balance overall Staffing pattern overall student membership and then overall expenses and that's that's the way I see my job if all those good quality the same Trend in student enrolling Falls that's a challenge because the expenditures and staff should fall in line with those and stuff to get there but I just say these it's oppressive increases for balances are a function of having our student accounts and our staffing and our expenditures in line our operating funded did increase unbalance the budget was 15.7 Million last year for our operating fund expenditures just over 15.1 for classroom site fund it's tremendous economy in the state of Arizona we get a very small percentage of the sales tax we get less than six cents a month so that increase our funding for teachers from from years and years around a million dollars a year to over 1.6 million ending cash balances we may be doing more with that the positive the thing is with the district and I talked with superintendent all the time if we can dollar cost average that for the dark days into five years the state economy takes a tank and we're still paying eight or nine thousand dollars a teacher in that classroom site fund and other districts are down to three or four thousand fifty dollar cost average it will be looking good and our Capital funding crew as well ended the year a food service had a tremendous year I've talked to people and I've had people come to me and say well you know just because of covid every group School District and they come well with food service revenues and expenditures that's not the case if you look at our neighbors no districts did anyone anywhere as well as we Flex very highly on our Sodexo program those of you that were ever at territorial online I can't even tell you how many extra meals sodex had served last year the year before prepared to Prior years like overall what would you say 40 percent more uh and people came and they just kept coming I grabbing put the vehicle and the next thing you know there's 24 meals going out there and other districts that were near the commitment I guess on the part of their staff any questions on the financial report for the last few years all right excellent I mentioned it John quietly it's a testament of his work at The District's work so I was telling John I took at the parking leader and I got a backwards forward and so I I trusted John said exactly what I just did anyone else to ask a question all right um I'd like a motion to leave thank you so we have another motion or I'm sorry another type of hearing for our 2022-20235 subject mostly to open the public hearing release um uh so this is a procedure that we have five opportunities throughout the years this is lovely premature tonight if there's a reason that we're doing it and to get our student health actually factored into our budget with some degree of accuracy and it's also discussing it with the show a real wise thing so we know where we stand if the legislature again it's nice to have our numbers early rather than January February we could have delayed this until March of 2023 if we needed to but it's really nice to parallel the state has about 40 factors including probably January May so this is a quick look we adopted this budget in July of 2022 at that point we had budgeted 2260 students that our actual student account as of about a week ago was 22.84 so that's even 24 hours from Houston I didn't really have a uh crystal ball to do this it's just I talked with Daniel stroller and they somehow came up with those numbers last year's ending enrollment was 22-19 so a gain of almost almost 60 students now that can still go up and down that's overall this that's a factor that is an increase the budget we adopted in July for operating assist over 17 million 17 million forty six thousand this budget with increased students and an increased weight from the state per pupil of over 300 per Fuel and those of you that have been in Arizona for a while I've been here 23 years when we started with this 2 900 of people last year it was playing forty three hundred our people this year is 47.

testing does it does it work I think I got you well bread sauce good evening and welcome to East Longmeadow High School on this rainy a little bit chilly Wednesday evening for this matchup between the Westfield bombers and your Eastlawn metal Spartans I'm Brady doback joined alongside my cousin the one and only will devoy well great to have you here tonight great to be here uh I I'm sure this is a battle probably definitely is going to be a good one two evenly matched teams Westfield with a record currently of three three and two and East Longmeadow with a record of four three and two so should be a very good good even match up tonight um Eastlawn middle coming off of a recent tie to Ludlow 1-1 and Westfield coming out of a unfortunate loss to minnetonk two nothing so all teams looking to get some win and we're ready to have some fun 80 minutes of fun coming up soon it is uh 59 degrees here tonight at East Longmeadow uh the rain is pretty light for the most part but we'll we got to keep in mind that this rain is going to make the turf kind of slick so some of the shots on the ground tonight you gotta these goalkeepers got to be you know be aware when it's skipping so um oh of course definitely going to be a little bit of a challenge for them tonight and uh most definitely in the players hope we can use that to their advantage hopefully foreign just moments away from kickoff East Longmeadow being the defending western Mass Champions this year hoping to defend their title as they beat Ludlow last year Trudeau two very talented teams here uh a very big name in goal for islamaro foreign super seven this year I'm already committed to I believe Central Connecticut to pursue her collegiate career that is a division one school and uh some other really good talented players here for East Longmeadow Kayla Kasich back off of her ACL injury that she suffered late last year which kind of prevented her in um from going around getting recruited so she's looking to make her mark this year and it's she is a senior and the leader of this East Longmeadow team so islamata was some quick attacking time and here comes more now on the far left side and she beats her Defender Smith morno across and it's defended and picked up that's a good save right that's fantasin yep and a punt towards Midfield lukasik chasing it down and it's kicked up foreign in the flag and that ball goes out of bounds it's going to be a Westfield throw-in on the near sideline in Eastlawn Meadows offensive zone throw in ends up on the foot when he saw metal Defender and another throwing opportunity here for Smith she'll throw it to the sideline and it's well defended by Davis Davis had some textbook defense right there Davis running off the sideline guy in a surplus of space not contested at all finally a Westfield player comes in out of nowhere Bouchard gets involved ball spits back out to Jordan Jordan switches Fields over to Talus Thomas with the ball on the far sideline makes a quick cut move to the middle tries to find someone in the middle and it's deflected out of bounds by a Westfield player East Long Middle throwing so far neither team has had a great opportunity but Eastlawn metal was some good Zone time to start things up both these teams definitely look to be evenly matched a lot of young people also I've noticed on this East Longmeadow team definitely have to learn their names for sure and it looks like Westfield also is kind of a if you have a smaller team it only looks like they have about uh 14 or 15 people on their team so just about four people maybe maybe five on the bench not too much depth but but I bet you those starters are putting in the work so we got a free kick now for East longmeadows Megan Moore know just around the 20-yard line on the right mid part okay will be taking the kick for East Longmeadow some Cristiano Ronaldo type range uh Brady yeah let's see if she can put this one home classic with a little Chip Shot inside the six you somehow player gets a body on it and kicks back out to Westfield player now Westfield making their way Pedro sends it back to her Defender played inside to Savoy Savoy up the line it's defended nicely by Talus a little bit of ping-pong action towards Midfield and mourno stepping up excuse me Roman and that ball scoots out of bounds gonna be slow metal throwing on the far sideline just around Midfield in Nissan Meadow ooh looked like a handball there and I think they are gonna get it Westfield will have a free kick in their defensive Zone going the other way called it a little bit quiet on the uh fans tonight here at East Longmeadow not a lot of students uh probably I can count them all on my fingers to be honest all right that's so uh short short on the uh student section tonight I'm sure I'm sure when uh if Eastland metal is able to pull one put one through the net I'm sure they'll go pretty wild yeah all 10 of them will great observation so East Longmeadow should have another throw in and there's a whistle and I'm not really sure what the call is here and Nissan Al strong goes down to Taos that ball is booted up by Roman I believe yep that's Roman and goes out of bounds Westfield throwing ends up just about the far side at Midfield a chip looking for Addie Jordan and it gets knocked down Tyler's trying to step up a through ball and deflorio we'll scoop that one up easily that's that's a division one player if I've ever seen one more now with the ball goes up the sidelines lucasically classic trying to make a move and mourno runs into her and it's a good hustle it's the ball out of bounds a little bit of Friendly Fire Westfield throwing on the near side just around Midfield Smith with the throw and it immediately goes off of her own player santanello a freebie free slow metal in the same spot Davis the throw into more no lukasik with the ball a little touch move inside creates a little bit of space for herself finds Talus Thomas with a quick one-two touch move to herself at Midfield looking for a through ball towards the flag the more no more no contested by two Defenders and Westfield's able to win that battle ball goes out of bounds off of morneaux camillari excuse me kamalari and a throw in now for Smith looking for santanello again and the same thing happens another throw in free slammello Midfield a through ball looking for Talus spits back out to Jordan Jordan going towards the far flag and it's being chased down by White yeah it's gonna be a Isla metal throwing on the far sideline as that ball and exited the playing field thank you Roman with the throw in Bridget Jordan steps up on the play lukasik chasing it down more now in a battle with Smith on the sideline or no Senator towards Midfield looks to go off of Lucas's arm there is going to be no calling to play and that ball goes out of bounds I think it's safe to say some of those heads pretty good control over this game so far hopefully they can convert yeah I have yet to really test fantasin tonight I have yet to get a real real clean shot on net so definitely would like to see them just kind of just take shots honestly from anywhere on the field doesn't have to be nice and close but just test her at least a little bit Bridget Jordan with a quick body those three balls are they're definitely throwing those two through balls to their uh attackers but uh trial and error just gotta keep keep sending them and now a through ball looking for more no and nicely defended by Westfield Defender and bought just in now a Midfield through ball for Westfield towards the far flag and Mourinho able to defend in kicks it out of bounds gonna be a Westfield throwing on the far side in East longmeadows defensive Zone 31 minutes remaining scores still 0-0 so far pretty evenly matched what you saw models definitely had a little bit more Zone time tonight Davis chasing it down and she's able to clear it out towards Midfield more no with the ball at the 50 and she gets tangled up with Smith lukasik able to step up slips up on the play tries to make a play on the ground and is unable to do so Westfield making their way down the field into islametto's defensive Zone santanello beautiful defense nicely beautiful defense by Stevens and the ball goes out of bounds it will be a Westfield throw in for smith Smith on the near sideline in Eastlawn Meadows defensive Zone santinello back to Smith lukasik with the ball finds some space towards the middle of the Bridget Jordan looking for Megan mornell and Smith steps up wins the battle camilleri a throw ball defended by Stevens and kicks back up towards Midfield to lucasic lucasic with a one-on-one battle and she loses it with the ball again able to find Talus islamell's got some numbers going the other way four on three a through ball looking for an East long metal player unable to connect put a good through ball and a good look for Addie Jordan and Isabella white unable to connect on the through ball from tallas he saw melo's attack have kind of been matched tonight so far and lucasic now with trying to get a through ball and spants sin has to come on out and she'll scoop that one up no problem it's fantas in with a little dribbler lucasic tries to step up goes off of her foot Jordan natalis and it's still on that Midfield camilleri making her way chased down by Talus on the far sideline entering Eastland Meadows defensive Zone camiller with a quick pull-up move throws it inside looking for Pedro Pedro spits over to the far sideline to Savoy so what kicks it back out to camillari she'll send it inside looking for Pedro again at the top of the 18 and is defended nicely by East Longmeadow ball kicks back out towards Midfield East lamella's got a three on four ball goes off a more nose foot and now lukasik with the ball making her way up field looks to the far sideline for the overlapping Merino and goes off of a Westfield foot and a Nissan metal throwing head ball from Talus Mourinho chasing it down and it goes off of her leg and exits just around the far Corner flag and Westfield will have a throw in deep in their defensive Zone got uh quite a bit of a defensive battle here so far um not not too many open shots on offense for either team foreign yeah certainly need both teams looking to just at least get a one good luck test the keepers a little bit tonight but um both seem to be fairly both Keepers seem to be pretty relaxed I haven't seen too much action yet but I really do think will that uh you some I was gonna need to use their speed up top tonight and just work the through balls you know like you said repetition just keep firing them up there eventually hopefully they'll get a Defender slipped up a little bit and be able to bury one early I play a lot of FIFA it works in FIFA I'm sure it'll work here lukasik tangled up a little bit ball spitsack out wide to white white inside to Lucas lucasics got a plenty real estate she'll put a shot on net and svanteson gives up a rebound chased down by Jordan but svanteson able to scoop it up and now an arrogant throw towards the middle morneaux looking for it but vouchered Bouchard excuse me those are definitely the type of shots we're looking for here uh Peak 18 uh balls slippery you never know when it could uh slip by a goalie yeah a nice little lucky bounce and as you saw there even a rebound as that one was chased down by Jordan and you know rebounds too well you know those are those are the easy tapping goals that uh islamo definitely would like to capitalize on tonight of course I mean looks like we have some subs now coming in for East Longmeadow number 18 Sabina mckeckney will be entering the game replacing Kaylee lukasik at Midfield thank you Nissan Meadow in Westfield's defensive Zone and white can't do anything with the ball and exits the playing field just around Midfield on the far sideline East Longmeadow working their way up Addie Jordan chasing the ball down towards the flag and perhaps in offsides call shout out to Dom gamelli kid's a dog catch him on uh right here on elkat Eastlawn metal football Friday nights domelli truly a force out there at the running back position averaging nearly 10 000 yards a game now gamelli certainly been big for East lamella's football team this year a lot of yards a lot of touchdowns uh been fun to watch he slime out with the ball at Midfield spits all the way out to Stevens and she'll play it back to deflorio Taylor deflorio will wind up and switch fields to Talus tell us a one touch back to Stevens Stevens plays now wide Abby Davis with a pullback move and should be a handball no call on the play Megan morno in a battle with two Westfield players and Westfield making their way Pedro with the ball sends it to camilleri in the middle and cleared out by Mourinho Pedro back over to toporowski and that ball will exit the playing field on the far flag 24 minutes left to play in the half and a sub now coming in for Westfield number five Christina Harris will enter the game and she will be replacing number 25 for Westfield Kiara toporowski yeah still scores 0-0 Westfield with some Zone time good ball there morno making her way up field just about half more no it's got numbers four on four going the other way more no still up the sideline cross it into the middle looking for Jordan and ball spits back out to 18 and she gets a shot on net fantasin coming up with a good save with a good rip that first touch is essential to getting the uh getting the right shot selection uh within the 18.

calling the uh Chico Unified School board meeting to order and we will start with the flag salute pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you all right so announcements does anyone have an announcement all right so I will uh just remind individuals that the League of Women Voters of Butte County is a totally nonpartisan organization and they did all the candidate forums and they have the records of though available on YouTube you can also go to the website vote.org and see the information that each individual candidate has put up so um the League of Women Voters is also going to run the Durham election site and I am going to work the bmu election site so we'll have plenty of places to vote it's okay with that we'll move ahead to the consent calendar does anyone want to pull an item or discuss something okay so seeing none may I have a motion I'll move the content calendar I have a motion by Tom Lando I'll second and the second by Eileen Robinson all right so all those in favor of the consent calendar signified by a you're doing it by name aside all right four to nothing we do have uh board member uh Caitlin dalby on Zoom but um she got ill but she got ill so suddenly that we were unable to announce it and quoting with the brown deck so she's listening can participate she can't vote so that's why all of our votes will be for as a total tonight so okay four to nothing thank you Kevin pardon oh yes I said thank you yeah well we appreciate not having somebody sick come and share their germs all right so with that we move to the informational item safe schools presentation that's Jim Hanlon and John Shepherd foreign for having us tonight this is an informational item regarding safe schools we're going to give you an inner an overview of what's happening in the district I want to thank board members Robinson Dolby and Tennis who have met with us on over a couple occasions to go over this and fine-tune it so that we're bringing forward to you the items and the issues that are of importance to the board tonight so um with that I'm going to kind of start with an overview of we have a what's called a dirt team a district incident response team that oversees safety in the school district and coordinates training practice information all of those things and it's made up of a fairly large team as you can see from all the different departments in the district plus Chico Police Department who coordinates closely with us through their SRO SRO officers so for but for example I.T Services would be important in Communications and those types of things and we'll get into specifics like regarding that later in the presentation as you just approved in the consent agenda each School site has a safe School plan it's a template that is very specifically given to us by the state and it covers many different issues the next slide will will show you there but it's due by October 15th of each year and that's a hard deadline if we don't meet that the superintendent doesn't get paid so I mean that's one of the the only thing in Ed code where there is that kind of a condition placed on getting the safe school plans submitted to the school board and adopted by October 15th so we're very particular in getting those to you yes Miss Robinson thank you um for anyone that hasn't you know laid up at night wishing they had something to do and decided to go delve into those School site safety plans they are really very useful very in-depth very precise in what they do for each School site so my compliments to the people that you know that work on getting those done by this time every year because they're they're well done thank you as our principals work on those starting on the first week of school which can be pretty chaotic they are rather lengthy and they have to make sure that all of the things that are happening on their campus with regards to Safe schools are reflected in the report they have to update any staffing changes any any kinds of architectural changes from the previous year and we've had a lot of facility changes on our campuses in the last five years so there's our there are a lot of things that they have to be very sure that they're getting in there and then they have to work that through their School site Council and get input and get approval so that's why all the signatures are on there so um yeah it takes takes quite a few meetings and a lot of work by our site Administration next one okay we're going to welcome Mr Carver up here he's gonna go over the safe learning environments in the classroom exactly to lower that for you wow so I don't play basketball good evening board how are you so as you can see on the slide the mission of our department as it states is to provide quality services supporting and maintaining a surf a safe learning environment and you can read all that but what we we have all these things in place that mno does not only from our custodial staff to our trade staff they're always out there looking for the Safety and Security of not only our staff but our students or bring it down a little more there you go so did you hear any of that now we do so our staff from our custodial staff all the way to our trades people anytime they're out of sight they're always looking for Safety and Security issues within that site that they can bring to our attention and then mitigate them so that there's no issues any questions that was it oh what good evening so this slide we included in the presentation just to talk briefly about school construction so how do we know that the facilities that we're building are safe for our population our students and our staff so the Architects and the designers all the engineers are required to follow the California building code and that code has requirements for outside air air circulation materials structural safety so it is very big code and it is our guiding principles of how we design and build School construction also I wanted to mention that the board adopted in 2008 the goals for a collaborative for high performing schools which includes healthy learning environments outside daylighting outside air filtration coming into the classrooms at a certain percentage building materials clean building materials no vocs no formaldehyde and hydrochloro hydrofluorocarbons I could say that three times fast it also controls painting Paint and Coatings to make sure that they're low vocs and an asbestos free materials next slide please just wanted to review with the board the things that the projects that have been implemented at the district since measure e passed and we developed our facilities master plan so we have installed fencing district-wide when we started working on the fencing of the perimeter of our schools really only the play fields in the back of our elementary schools and our sport fields at our high schools were fenced other than Pleasant Valley High School they did get a jump start on fencing their perimeter before we got started um so that has gone come a long way over the years to creating a safer environment at our schools we improved exterior lighting so at night time staff and police officers can see better around the perimeter of our schools we installed a lot of security cameras we also installed some speed bumps and crosswalks at locations that were noted as you know difficult pedestrian bicycle vehicle points of contact uh performed Americans with Disabilities Act improvements at every site from the front sidewalk to the main office and the parking lots installed Access Control Systems at our newly renovated and modernized campuses lock blocks for code red lock blocks I have a picture of them that we'll discuss later some safety mirrors giving staff the ability to observe students in areas that are you know not they can't easily see around corners that sort of thing kind of like a forklift mirrors that you see on warehouses um The Pedestrian flashing beacons at Marsh junior high school and at Chico High School on the Esplanade beam repairs that were required in aging buildings dry rot repairs and the addition of heating and air conditioning systems to our gymnasium so now all of our gymnasiums have systems thank you yeah um before you go first of all I want to say thank you to both you and maintenance because I know that the facility stuff is in the really exciting security stuff to talk about with you know flashing lights and slamming doors but this is the majority of what prevents injuries and crime I really appreciate that secondly could you tell us a little bit about the access control system I've heard a couple of different things and I want to make sure I understand how those work sure so the access control that I'm mentioning in this bullet point is basically the removal of a keyed system on campus so everyone will have access with a card maybe their identification card will open their classroom their teacher staff room and the restrooms everyone meeting staff at this point in this case yes everyone in the staff giving kindergartners swipe Keys correct okay correct and the system is very complicated and it has a lot of value and a lot of things that it can do we're just getting our feet wet wet with what it can do but it we can't we do have the ability to track if this was your card what doors you opened at any given time if a room is open that shouldn't be opened we can go back and say who opened it and didn't lock it back up we can track that it also has the ability to lock and unlock the school on a schedule so in the morning before the office manager and the principal arrives right then the doors get unlocked and then in the evening after the custodians are leaving and it goes into total lockdown on a schedule so if a teacher needed to run back to their classroom after hours they would no longer be able to do that with their key they would be able to do it but it would would all doors on campus would have been automatically locked at a certain time on the schedule but Peter could get into the front door and into their classroom okay yes thank you so it is an evolving system we have it at Shasta Neil Dao Marigold Loma Vista and we also have a similar system at the high school gymnasiums does that answer your question thank you yeah for the most part any more before we move on uh I just would like you to discuss the interaction that's going on right now between the city uh and ourselves with the planning of the traffic traffic amendments yeah we had a tragic incident in the city to happen today and so book works department four times a year and we have done so for many years and the goal overall goal is to collaborate and work together on um traffic safety issues that are that are ongoing that need to be addressed maybe there isn't funding that the city has to do the project or maybe there isn't funding that the district has to do the project but if we put our minds together we can come up with good Solutions so recently the city brought in a outside traffic engineer to come and assess several schools for us Pleasant Valley High Bidwell Shasta and Chico high and they provided a report that um really gives some suggestions for what to do in the with the hazards that we have and so we'll be talking about those when we're working on our master plan implementing some of those suggestions into our Master planning document so that we can get them accomplished so three sets of eyes of experts yes good yes you have not yet talked about this slide yet okay so this is just a photographic example of what we've done for fencing the signage was also a big effort letting visitors know that they need to go to the front office and check in and not you can't just walk onto campus and roam around so telling visitors where they need to go and then the camera system so it's just photograph examples so back on the subject of fencing before we move on to the next thing um and this alludes to something that was in an email that I sent to all you guys today but the single point access we probably all agree that there should be multiple exits right absolutely when we put in fencing perimeter fencing the gates all have um Panic Hardware so the big bar that you push in and opens the door so the door on the outside is locked but if people need to exit they can push the Panic bar and they can exit through those gates at all times we you and I spoke on the phone I think we touched on the idea briefly it was a lot of background noise so we didn't have an opportunity to go too deep into it but what do you think of the idea of whenever we put up a new fence you know hard wiring that fence with the capability to have some kind of communication with each exit so we would know if something was a jar I'm just speaking from personal experience at Parkview Elementary School the gate to the bikes is often a jar which when dropping off my child I'll admit is often very convenient because it enables me to go in and park my bike take the child out and go direct to class but maybe that's not the best maybe we should know you know or have an apparatus to know if a gate has been left open um we talked about the fact that Wi-Fi technology is available right now for that purpose if we wanted to use it but and we both agreed that it's really not that great because of um you know battery failure or something is there any value in maybe putting on future plans the idea of you know wiring fences for you know maybe just with low voltage wiring you know for alarm purposes when we spoke this week I took that conversation to mean the gates at the main entry where we were hoping to put the intercom system and camera system so that the office manager can admit people who have a legitimate reason to come on campus during the school day um getting power and data to those devices is sometimes very challenging and if it's a door even more challenging because a lot of our schools are built in the 1950s and they're also in concrete block structure so running wiring through a wall into a door frame and then into the door is very difficult um wiring every single gate we'd have to look into maybe an inexpensive technology that may be able to be used for that situation I hadn't considered it until tonight because I misunderstood what you were talking about um but that would be something that would likely be very difficult to maintain because we have a lot a lot of gates in the district so we'd have to really discuss that as a goal for for achievement thank you you bet so this is an example of the lock blocks that we were using in the classroom so the first one in the situation where the classroom door is unlocked and there's a Code read and the teacher needs to get her her himself into the classroom and then lock the door this prevents them needing to do so so the door is always locked and the lock block just holds the door open a small portion so that it doesn't latch and lock during normal times and then during a code red they can simply slip that lock to the side and shut the door and it's locked very quickly yes Julie does this eliminate the necessity of having to go outside to lock the door that we face for a number of years yes so okay thank you and then the other example is simply a guard that is fastened around the door handle and the instructor can just remove that and shut the door and then it's locked so it's much swifter for a quick lock down when needed next slide at um Emma Wilson Elementary School and Parkview Elementary School we have installed these systems which is an intercom entry system so a visitor will walk up to the panel and push the button the office manager can see the individual on the camera speak with them ask them why they are on campus what they what they want on campus they do they have legitimate business and then Buzz the lock open on the gate so they can enter and those John scler in my department just got those installed I think they've been in about two weeks now so far they haven't locked me out that's good has there been any feedback as to how they're working I've only heard that they're very happy with it that office managers are happy that they are not going out to greet everyone and that took a lot of time and on their part and they seem to be be very pleased with the security of it thus far but it hasn't been there very long yet so we're still the jury is still out and you told me the other day I think but what are those cost for these two it was about 5 000 School wow yeah stuff's not cheap and this is hardwired or Wireless yes it is this is hardwired was that part of the cost was was was Labor to wire it actually at Emma Wilson we had pre-prepared it so that path at Parkview it was not so this is kind of what I'm saying for the future you know if we do think we might want to monitor electronically activity like if it's open or not a remote gate you know I'm not saying we need to run out and wire every school right now but just as we look to the Future and as we build perimeters on new facilities or upgrade we might want to think about that kind of you know those kind of options down the road if we find ourselves wanting to make the schools more secure absolutely a great idea and we do that in a lot of ways that hindsight is 2020 for sure but implementing that into new construction where we have pathway so that if we want to install equipment it's there is a very smart move it's much cheaper to do it during construction thank you Eileen uh Julie thank you as we move forward this next spring with looking at our facilities master plan upgrades for the sites that that we select to touch next uh that fifteen thousand dollar cost if we're messing with something that's you know where we can go ahead and and pre-wire how much would that reduce the cost or or do you know yet are we still looking at a fifteen thousand dollar um cost uh even if we're not retrofitting well I think dependent on the feedback we receive from Emma Wilson and Parkview we may want to implement it sooner rather than later if at all possible and as you know the funding for the facilities master plan is is going down so we may we may be able to touch two more of the elementary schools but we will have three or four more that we want to do and those we would have to retrofit in order to get the equipment in there sooner so we'd have Equity between the schools okay thank you um with the electronic locks do emergency service Personnel have a way to open those electronic Gates should the office staff be unavailable for whatever reason yes so every campus has a lock box or two located for the fire and police to access the campus when when no one's there and they have a special code to get into those and they have the keys thank you you bet um I've bought a lot of gadgets like on Amazon you know just little intercom things here and there buttons sensors you know it seems like they always cost like a few bucks nowadays um you know I looked into like some kind of intercom thing for in our house for you know communicating let's just say with the kids you know making a racket upstairs after bedtime and stuff like that you know and it's like you know like 150 bucks or something like that you know for like four different units and you can sit down there and you know tell them what you want to say and I just don't see how this thing wound up being fifteen thousand dollars I mean for a basic piece of like you know what you'd think would be a fairly I mean straightforward proposition of communicating with somebody on video from 30 feet away that's that's and automatically unlocking and locking the gate uh the gates also in some case K5 which was the case at both schools so that was included in the cost as well I mean opening and closing the gate and I'm not meaning to like be coming down on you right now I'm just trying to have some healthy conversation but you know that old technology of like uh you know it's in a lot of movies like rom-coms and stuff you know you're talking to the outside the door on the street and somebody like pushes a button on their phone or whatever and think it's just like it buzzes you in I mean that technology has been around for gosh probably 80 years or something like that you know again I just I come kind of balking at the fifteen thousand dollar price tag you know I'm I'm not really the qualified person to talk about the technology side of it but my brief answer would be that we have to have a secure system and if we have the data run from a lock into the office it has to get into our Network it has to be networkable and then it causes is a security concern I don't know John's coming thank you John come rescue me before the rescue I talked about stuff I don't know so Internet of Things um so devices um really important that those devices are Enterprise quality so that we know that they are being patched and they are being maintained by the companies that sell them so when we buy inexpensive items like from Amazon oftentimes those things never get patched and so they become a threat you know they're on our Network and they become a vulnerability so by having Enterprise quality products we know that those are being patched correctly okay what do you think about um you know like the old technology about you know buzzing somebody in you know I mean sometimes you know a low-tech option you know I mean it's worth considering those you know sometimes they're cheaper and um it could yes I agree so I can like I'm kind of like in Seinfeld where they push the button and they pin that someone in yes so it sounds like it actually is like just a basic it flips the lock kind of idea yeah um how it would tie into other systems though if we do want to tie it into other things where it sends alert that someone's there or something like that we'd have to look and see what that would look like I don't want to bog down in minutia we've talked enough about it but I do want to send the signal that you know if we ever are able to incorporate cheap low-tech you know options like where the secretary could just oh yeah I know that person you know I mean if I could save a few thousand bucks I'd be in favor of it I'm way too Matt and uh if John's Claire were here he would be chuckling out the conversation because I grilled him the same way I mean he he comes from the I.T world he works in construction department now with me but I said hey can't we do you know can't we do something a lot less you know difficult and and he was very convincing that it had to be done this way in order to provide that security for our system that's the end of my portion thank you just this and I'm glad John Vincent is here because he can answer questions more so than I can we you know we I appreciate that the board understands the scope and breadth of this conversation right we're not just talking active shooting we're not just just talking technology we're not just talking about facilities we're also talking about the everyday well-being of our students so John Vincent and his team have created a couple of communication platforms for our students and our staff that we wanted to highlight tonight so the first one is labeled securely and essentially it's a student monitoring system and if students are on our network using their student ID and their student email and they include any verbiage in their email communication with anyone it could be a staff member it could be another student anything that would trigger a a response to the dirt team we immediately are notified of the language that the student uses in the email oftentimes they're researching a project for their health class you know but we still get the alerts sometimes they're not they're exchanging Thoughts with someone that raises an awareness and we need to be sure that we connect with the students so as you can see on the slide it's monitored 24 7 365.

so that bump for student funding for 17 million forty six thousand dollars in my budget to 18 million won this year which gives us opportunities again to dollar cost average maintain and grow programs and uh we try to watch that really closely the revisions mainly reflection to reflects that there's also an increase from our capital budget of 2.2 to 2.7 million and those are the two main things to talk about our flight plunge to the left that has a budget of 1.7 million because we have period from last year that's been able to increase so that budget is very robust again this is probably not wise you start heading out lots more than 20 foot certified teacher and then when the economy goes a little slower Federal programs let's take a look here and see what we have budget is right around 3.2 million that's on your page five in the budget see here all federal programs regard with our you know 3.8 for the year 2.8 million we are hitting I guess the halfway point with our Master funds which started March of 2012 just about behind us if those expire in September of 2024 I believe questions a motion to close out tonight's public hearings regarding the device all right thank you I'm obsessed okay this presentation okay peace so the question tonight you're okay all right to the right thank you Julie for making my name [Laughter] [Music] we have administrators um Leanne myself crazy from territorials Dr Moody and we have Heidi and Brian and Martin on our committee we are reading monthly to review our safety protocols and see what we need to add and Improvement yes so one thing that Brandon and I have done over the past few years were members of the northern Arizona safety Consortium and so we attended to do something Flagstaff with other administrators and departments from cochlear and then we also attend a safety trainings that our trust provides to all of us they'll provide safety training about every quarter in Wellington Nevada yeah a few years back there were a group of us that went to Maryland and that was very interested and that was really a very very informative that he learned a lot better so where are we at so we all have procedures and procedures are the same on every campus and what we follow like um right here if you want to look through it it's a template that the state recommends that we use and it's the same for all four assignments okay um [Music] yeah so I started in the towards the end of the school year last year I only got I think one or two from with the police department have taken on alert is a company they've actually been tasked by the governor of Texas to do the other activity with the evolving they actually do they have a program that we've taught I think this summer at third floor we did seven police officers through response training that's designed to put everybody on the same page the entire County so if we get outsources Valley we're going to come here imagine Latino guys part of that program is they also have a civilian response to an active shooter program which I got a long organizing instructors in um and then I've modified it too for the school specifically and then me and the technicaliani came into an area school before school this year principals has been coordinating the parents at APD school put on a two-hour presentation about what's new in that computer to come respond uh about my fight and then we also did we uh on top of that we all do our own staff training emergency training beginning in here we go over um is what we follow to do the trade and have you seen this before um [Applause] and we go through each one of those and review on what to do how to do it and what we will do for our practice girls foreign to do something um as well as a lot of classical course not convenient at all but safety is not convenient and if you want to keep our kids safe so all possible because the kids can't see in the window but to open the doors believe it or not we don't have any and that is this is why the um Foundation we have all the backpacks [Music] what's in there and every classroom so in any sort of a drill we grab our backpacks and our learning difficulty right and then also in the backpack um we have updated rosters so rosters are updated monthly at the beginning of the month and so we update our rosters especially at the high school in Middle School our routers are constantly changing so we have to keep those updated and also in the um that are all the safety information for that campus if they have time to look at it during an emergency um we are working with officer Physio and the police department right now to updated it could be on the same page with the police department and everyone knows like what they should be doing during the emergency okay and those are the tourniquets foundations Foundation uh provided for everybody so all about the next time as well use all of those with the trainings when it's publicly training that we do training that the lobster fizzy puts on someone taking annually with us with the thoughts down so if we practice putting on targets so lots of trainings just a comment on the top of anything you know when I was because if my teacher education classes in the early 90s I never got it and have to worry about that but really if you think about the incidences that have happened the very first responders to the school then the the professional First Responders coming after but really it's important that you train our staff to take care of the instances that right there you need help um depending on the circumstance the officer may not be able to get there in as a Medias I know they want to and so really it's a it's a stop Gap until we have the fire and the police in place and so that's why we you know it's necessary is that something for all staff yes but there could have been lives in that classroom kids could have been safe and the teachers have these Wonder clips um you know in our acceptably training one of the things we teach our teachers and our officers is we show our options a video we reinforce that we don't choices of teachers but in a minute and 20 seconds so if it takes me three to five years um to do what I'm going to do to get to you if the teachers there with attorney kid they can call on their life of evidence so we can get the right medical and so it's great training and it's a little more advanced in the basic stuff I believe what we teach we go off their protocols and you add to it and give it a little more advanced to our teachers it's really important for us to train our staff because we are the First Responders in an emergency and that's what we tell our staff and they have to be able to um stay quickly on their feet for an emergency and make decisions on their own without waiting for an administrator to tell them what to do they have to be trained where they're quick enough to be able to make those decisions on their own and we take that very serious and then the fire girls usually on a monthly basis that is the one thrill that we by law have to do are the fire drugs and then one thing that's not up there that I thought of today is the high school and middle school have to also be trained for um suicide um and we have to go through a course every two years and get certified um six 12 teaching staff so our facilities we've been working on this for a few years having a single point of access onto all of our campuses and I believe we have on that now and cameras we've been adding cameras to our campuses um right now I believe I have six on campus which are wonderful they have on campus and I can list it on my phone at any given time and look at my on this camera to see what's going on and I'm the student or whoever we're looking for and in the case of an emergency police can have access to those cameras and so they can kind of see what's going on before they go in please yes and it's also important that we know the police department also has the maps of all of our sites so they could be on their way to a site and be able to discuss where the is located so the police department has keys and they'll be able to get it they have keys one of the things I did two years when I came in [Music] Israel at the high school foreign [Music] if you identify the parents [Music] will contact Dr statistic right away we involve our counselors and then we contacted him and if needed then we'll call in Spectrum or if the parent doesn't want to do that then they'd recommend the parent take them to the yard but what does spectrum do Spectrum I think that we usually call out the amazing bill would actually come out so it really depends on what's going on at the moment this is too that's and they are suicidal um it just really involves what they're talking about at the time and then we're going to go from there obviously um their safety is the most important so on my end it's up to that serious right then and there in contact with our department we cannot transport to the hospital right there um if it's something we're with this role in our physical accounts are like Heritage is able to you know escalate a little bit um or have the parents come get the challenge back from him at home and then do that and offer resources and that's the most common is the parent wants to go home and Spectrum reads in it thank you but no separate appearances hey yes okay welcome to reiterate yourself with this program um we got tasked by Me by my administration because that pushed this out entirely countywide but it was it just dropped in my lab about a year ago a little over 120 um officers we have four instructors right now with the team Valley Police Department so I can teach the love-going response Control Officers they can also teach the trades the community response and I've set that up for when I retired this next year and I want to stay on this return just to teach alert those guys are going to take over and it's something I want to hear me during my any staff at the schools I have no problem teaching them as part of the research program that I have one of my teachers up to date on it every year it's something we get to need and it's a necessity it's something that's not going to go away with our society you know it's something maybe you need to be prepared for instance in high school they have a security officer right now and I believe that's something a job opportunity hopes to happen and then we have our SRO at this time and it's opportunity he is on all four campuses thank you so some of our next walk to work on moving forward that's what we want to do but we want to actually run through to make sure and that's if we have to move all the kids outside and we need to do a reunification [Music] you know what we're doing we have so everybody we kind of can tell we're working with the police department as well with the fire department making sure that everybody has the same thing we have a trailer that's soft we're not gatherings it doesn't matter if it's my type um the generator extra computers um software for different things um [Applause] it identifies where we are so when everybody comes on saying because we're the include commanders in town radios the generator the site maps and everything's in the trailer it's not oh what we do now everything's ready right and it's really important for everyone to remember that as soon as the police department comes on campus on site they are The Incident Commander and they take over in three to everything they tell us to do God of our hands um is we want to update boards and lots at some of the campuses which we have been working on and back in my campuses getting redone over fall break so that all officer blocks are working and everybody is not everybody so we're updating things and just meeting all of that equates actually works on all of that uh additional gate controls that's something that the Japanese has asked for it's just the case that they're all and things like clickers or something where anybody can just come through foreign is this it's just a golden hour to get those South London doors and small Impressions I I don't think it's something it's just updating a lot of the locks we have that there are operational but they're both so you have to turn them if you think the locking the door you're going to click to the left correct these usually to the right we have to put three times where it's locked they're just gold and not made them locks so part of the treatment teach my teachers is when you're getting under stress and reduce under stress and you're trying to do something with some of the things your body does so I don't want a teacher having we actually have a teacher at the high school who wrote on his lower how to walk and unlock the door so if someone is a student or in has that stress is an emergency they know how to walk in the hospital and to me that's [Music] but you know it just kind of comes down to you know it's one more step for the teachers the kids safety is not convenient it's another procedure we are [Music] whether these excuse me aren't maybe in the future um I think that's something that I just want to kind of throw it out for you guys that's that has been discussion internally that you know maybe that's the directions you want to move um I think that you know I think there's a general discussion I think would be accepted by the community um and that you know unfortunately things that you know we never want anything to happen thinking about that um but they said that in a lot of other places where it has happened and so um I think when we do decide to to hire a security workers that that may be you know at least soon after being a part of the discussion whether they are Arthur and I'm going to be honest with you guys you have an option I don't want your soul I talked about meeting with police department and keep entering into the United States where the school board or the school district may be fun is part of that so that's what PHS Prescott High School does with David Holmes if they take a portion of his salary so the school has a lot of control over saying can be part of the salary weekly here in the schools I can tell you right now you can ask all my principals here the last month I've been reassigned to patrol we are so short staffed right now um we're luckily keeping me money to Thursdays except for yeah so far I've been running through Thursday to keep up my normal schedules but like this past Monday I work Friday at 3 P.M I work tonight I didn't touch this into one of my campuses on Monday um now that I'm assigned to patrol to help cover I am not getting any of my schools like I normally do the kids aren't seeing me and I honestly think that's with what's been going on this week since the high school we've had two fights this week I think that's a big impact of them not seeing me on campus the kids forget on there so hiring another restaurant working in agreement with this it's how I think would be great because the school board would have some control over that being in the schools and not being told to be able to pulled out fiscally or be probably cheaper but right now if you came to the police department says we want to fund an SRO we would not have the body to do it and I don't to be honest it's everywhere look at you guys trying to be teachers every year I don't want one motor to be staffed in 23 years of law enforcement I've never worked for an agency that was a police staff at 100 at any time we're always looking so it might be something that you know they may fund that one and they may position that one but if things got tight they can pull out the unfunded position like where I'm at right now um I think if you're going to go to the route of the security guard I have to agree with control in all honesty I think um I did some research for them Tucson Unified School District right now is currently the only School District in the state as has armed security um talking about all the Bitcoin space uh Tempe it's actually getting rid of sros and the schools all together so as some of the school districts in Phoenix um one though I talked to Gilbert Chandler all the big school districts have some sort of unarmed security on their campuses it's normally at their smaller Elementary territorial type schools because every one of their junior highs has a missile assigned to it and everyone on the horizon high schools has an escrow assignment now they won't put some money on security at like the high schools and in Middle Schools but you're talking about high school that has nearly 2 000 kids which is our entire District um so I think if you're going to go that route um I think that's honestly we're going to need to go there's a lot to it to be honest with you um there's there's a lot involved in it and I have time to explain that to them for the talks I'd be happy to come back and talk to you guys and explain a lot of the stuff but it's something that I think is doable and I think if you're going to go that route I tell my teachers three to five minutes that's what you need to give me to get on your campus is something's going on but if we actually had somebody there train right and the right type of person in that position it's going to be less than that three to five minutes because we have somebody have changes and the the police department the chief is committed to be a partner in that so on the training of the psychee ballots and the other things that police officer would go through you know uh armed security reduction as well along with the you know the the uh what the certification that kind of thing so again not asking for any decision today obviously but just wanted to kind of throw that out there and start rattling around your head and we can have the steps later about that the other thing is security guards are Pharmacy turkey even our security a lot less expensive than the national airport even a partially paid for an SRO will probably be able to do security guards like you said with the police department I sat down with the chief of soccer and my vision of if you guys did deal with armed security would be hiring your private police officer so when a police officer retires we have three years for certification is valid after that it expires that's why I'm going to stay on the Reserve I stay certified as a police officer Chief Wayne has offered if if there's people the school district higher than we're in that three-year time they'd be willing to allow them to come on as reserves they would still function as an employee of the school district but they treat the reserve status of the police department now we had a training for the defensive tactics training the rest training Farms training everything they have is up to date um and then we're hiring at that point of decent applicants we're not hiring the 21 year old guy who is Joe both security company that's our own security company you know we're hiring a retired police officer for 20 plus years of experience um and I would be one of the first ones to offer it to be one of those I told Mr show you know that's not what I intended when I retired would be going back to doing that but I love the kids and you know I wanted to make sure can you recertify it after three years after three years technically you have to go through the academy again but recently we were looking at possibly hiring a guy out of the police department who was out I think like five six years or so and the state is actually looking at so they're going to go through Academy letting them take a test and then recertifying so that could be an option depending on where it was and where it was at so yes sir a couple of questions yes sir I think I heard you said that uh listed a series of districts larger business who are choosing not to have access roads correct could you explain why that is what comments what what's going on here so look I put an article on my desk at the middle school last year Timmy was the first one to start doing it maybe by August of last year wanted all their sros out of Campus they're going to take I I I'm assuming they're Grant funded I'm not 100 sure and they're going to use that grant money for more counselors and social reform that way they believe having nestro on campus didn't work for them um in the article it cited um it's it's I think kind of a racial thing where they felt the officers were arresting more of Hispanic and African-American students than they were white students um I can tell you my job on campus was an equal opportunity employer if you want to break a lot you're in the jail I don't care who you are um and that's kind of how I work with all my kids but and then City of Phoenix along the same lines there's a couple school districts in Phoenix around here that have got Israel's I think one of them actually recently had an incident of considering bringing you back [Applause] why aren't we moving on it I have no clue about that it was to educate you about what we're doing and then in the future as we decide to do these things so we're leading up to that not this meeting but I have that's just one that's something remember when I when I talked last week on the public perception is that because that Heritage changes is less up here sure so this so the the there's an impression by some people that because the exterior fencing was removed that we basically opened up the campus and the campus is actually less secure if you really pay attention that exterior fencing was never closed or locked in some many cases didn't even have AIDS available and so the reason we removed that was for cabinet appearance to make the campus more welcoming while at the same time if we put in place the single point of access and have kind of building the building fences so kids don't know if people could not come in on the campus should not go straight to the classroom could not be Illustrated in the cafeteria we have a single point of access and so it's actually it's as safe as it was before we're just trying to make the campus more appealing and we did that with the high school several years ago um got rid of the games and everything else and it's just a it's an appeal Factor makes it look less jail-like I guess when you don't have that exterior fencing and even though it's still we still have that simple point of access and then actually and it looks like you know we went from the chain link to that wrought iron defense and it's it's safer and it's better but it's more Pinky all right as much as I'm fighting back tears because I can't even believe that we really have to address this there's so much knowledge that you brought to to me as a parent tonight and I hope that I can encourage other than parents to watch this so that they can have an idea I don't really know maybe how grateful I am for you I keep calling you officers busy because I didn't even know you're gonna let my kids do and they were telling me when you dress up and how you do all this stuff and I just want to know as a parent I'm very appreciative and I don't want you to go anywhere else that's a he keeps trying it um you know I just want to say you guys have great Administration I want you guys to know that Mr Soul Miss Daniels um I went to a training recently with Mr scholar at Prescott Valley which is the county um Administration meeting and a couple Chiefs from the sheriff telling to talk about how we're doing all this training through law enforcement and Mr Cole made a comment and I watched the reaction from all the administrators in there and I can tell you right now and my personal belief this history is Leaps and Bounds of every other District um they're not training their teachers and executive response training their teachers aren't getting stopped and bleed training um I feel for those schools that you know I've offered up to those Police Department help teach but I think we're leaps and balance ahead um which I think is is I I want to make another a real quick observation so Julie Graham and I over the summer we got to address them in face masks and orange or yellow vests we were in the middle of the active shooter training that they were doing with black sports and everything else it was super impressive what our police officers it wasn't just true about the PD I think I saw Sedona there was the Sheriff's office there was a custom Court officers yes we had members from the Empire War Superior Court we had ycso Cottonwood was there I think Sedona was there we had Prescott Valley no president um the new thing this was happening at territorial which will offer up all our campuses anytime they want because these PT's officers are training on our campuses and familiar with what we have and it was impressive that we were given you know that what you were doing and it was it wasn't just they didn't it was they took it very seriously it was it was a high stress um exercise and so um I I it was I was very appreciative that I was able to kind of be in the mid literally in the middle of it by this that's how this is going on let's make sure they're done with their presentations unfortunately there and I think you're absolutely right and people don't see the difference I mean I really never believed it but I I see it I think it's a reality this week that that is kind of what's happening and you know unfortunately I can't control my apartment so I try to when I can spend as much time with the schools and you know it's it's difficult you know I spent probably eight five nine percent of my time to high school and middle school um though Mr Moody's making a big pushes four kids you know we had National laid out last night and the list reviewed recently came up to me and was like Matt where are you good night um yeah so I really see it now especially this week at the high school that's going on you know there's some changes coming we're going to be remembering some things up and making things start to make it a lot safer so as I grew up you need to have a lot of my children and a bulletproof too how sexy I I think we're really good we're really safe we have good admin I mean they're really good at calling me and stuff like that when stuff goes on our administration at every school is this phenomenal they work great um it's educating around teachers we're constantly give their teachers every year I think is a big part of it you know when I did some of my training I think last year at Del Rio was um I asked the teachers to help they didn't realize that they even had permission to call lockdown they thought they kind of called the principal first to tell them what's going on I'm like no you see something calling and I told all my administrators all my teachers it's your mom if you see someone on campus maybe you don't see anyone so I never did it looks like they have something and you call a lockdown and I get there and it's nothing and that person gets upset put it on me because I trained and I told you to do that and I told all my principals put it on me let the parents request at me I'm close enough to retirement that it doesn't matter to me I'll let them know what I think because their kids safety is more important to me than whether or not they got the Feeling sir yeah yeah that's right so but I think for the most part I think we're really safe we're working on it um you know we're not a remote Community anymore I've been here nine years I came from the valley um we're not seeing as much violent crime on in the city as I get down in the valley but it's getting there and it's picking up you know more and more the class between students and picking up I was in sril in 1999 at Mountain View High School and it's starting to see a little bit of what I saw down there it's or have people move here that aren't from here anymore and you know they're bringing the big city fine with them and a big city mentality so I think the time it's going to be harder is we get bigger I mean every school has low numbers right from what I'm saying every single one of them has more students than they did last year their students are getting more and more and convention is gonna have to come down to work we need to think about doing something because just one or even two US whoever too much yes sir so I have a couple more messages [Music] what's the report on incidences and you you I wouldn't think you would be available or you would have that ability to do that right now but I think that would be important to us like what time a type of incidents especially the ones that require lockdowns and emergencies that would be neat to see you over time and then my other question is how do you assess these days the mental health of our kids and what's trending there and what's going on because I'm reading in you know in the uh in the news um suicide rates are out mental health incidences are on the rise there's more and more need for those kinds of services so I just want to get a sense of where we're at and I didn't see kids before that but I can tell you right now in my 23 years of experience the lockouts to those kids it messed with them a lot I mean I still have kids today that there's one of them at the high school that still wears masks and when I spoke to the student one day and I asked them it's to them it's a safety thing now because they're afraid of people to see their face and see what their face looks like because they've grown them they've matured over the last three years and they're embarrassed by what they look like so they still wear masks so it has nothing to do with being sick or wanting to get sick get some anxiety and that's a safe haven for them by us I personally have seen in the lock that it's affected a lot of kids having Miss Nolan having the counselors at the high school Dr Reddy's got a mediator coach Mr Burnett and her staff back there um do a lot with helping our kids at the counselor so I think having one on each campus is a help it's an outlet for those kids to go to I think that's a great great tool um but we don't have a lot of suicides or we haven't had any suicide but you know we haven't had a lot of suicide threats a lot of it's more just like you said more of a mental health anxiety the stress not knowing how to deal with that when they go to school having panic attacks and those kinds of things over something you and I would think it's not a big deal but so right so so like the question eventually comes are we serving our community are we serving our kids with their mental health needs we have a safety grant that pays for a two counselors one at Territorial and one at Heritage um we have the guidance counselors at acts that serve Mental Health Counselors also at the high school we don't have mental health services directly we do have on our special ed um counselor with his house record at Del Rio um right we have a behavior coach at Del Rio that actually I heard Mr Blue say it's the best hiring that he's done so far so um you know we have we have a system a support system in place for for that um you know we have Partnerships we have contacts with spectrum and and you know what's that like about whatever what used to be called us yeah and so I think we have a good system support system in place to address those things is there is there more of it happening I would say probably um we're seeing more not necessarily because what's happening at school but I think let's have an opportunity our homeless numbers our um you know our EOL numbers are and a lot of these ell kids are are unaccompanied and don't their parents aren't here and so I think there's there's social situations or social aspects that's writing those numbers up and to to your first question about incidences I can't think of the last time that we haven't on campus incident that required a lockdown now we had a shelter in place recently but that was an off-campus um incident where the police asked us to go shelter in place because of a something that happened off campus but actually an on-campus event can anyone remember any time that we had a Time campus event two years ago he had been on the run all weekend while I'm stealing cars as we were approaching I jumped out I had the school in the shelter in place he took off a Pursuit Institute in the neighborhood near the school and he was coming back over to school fear of them knowing the campus and maybe trying to bail out one on the campus I did have the high school going to lockdown while I was on campus and then as soon as he passed we went back to a shelter in place and then eventually once he was arrested when we came out of the shelter so that's really probably the most recent if anyone had any time like Mr Schultz said that okay so um I 100 have that that we have systems in place yes how are those systems performing that's what I'm interested in Mr that's what we naturally before that we need to know is it the system that is extremely stressed and we are not able to meet the increase in Japan or um is it a system where um the Personnel in our city around most of the time during the day how do we know this how do we know this is [Music] electronic Google form all teachers have access to it I think the purpose of it is to when teachers come across students who they feel like having some significant mental health problems or maybe it isn't academical maybe it's an emotional piece the teachers have their ability to shoot or fill up this Google form it goes directly to the counselors and they have the opportunity to look at it and get in front of the kids and immediately their goal of what's they meet I think almost all the times within 24 hours they're going to be with that student whether it's academic whether it's social whether it's the emotional future um oftentimes we have the ability to bring parents in immediately into those situations um whatever your underlying purposely escort at all so at the high school we use that we feel it's a pretty successful for us to get with people um councils are very proactive with that we have tariffs probably on campus maybe two or three times a year they've already been on campus at one time with us this year protection incident so that's something that's how we are addressing the high school I would say that we may have such a highest risk it just because we age and the access that kids have to social media crap so um they're overworked part of the problem is if we wanted to even hire anybody there's no one we can hire them we had we had a position open that we were very lucky to get somebody in a Territorial and we've got a fantastic fantastic um actually one of the two males on campus right but again it was closer to five months our recent counselors at the high school have been brought in not counselor certified but we're giving a training Council service because there are no qualified school council accounts to become you know at any at any age level so um they've got a ton of work but even if you wanted to hire somebody there's no time so so all right so is that Pro again I heard a system are you meeting the goal are you meaning to go 100 of time 50 of the time um that's that's what [Music] um [Music] social media or a social emotional movie in the district immediately um especially I think it's a 90 percent um and um I think our teachers are very well first in letting us know that they're worried about students for a variety of reasons I mean if you find out if it's almost Beyond value and is something in particular we find that they'll support them and um as fast as we can I think we do a really good job with the lacks that um and make more minutes somewhere else but I use our staff at all schools of the outstanding job and I think it's 90.

so when we had our presentation last month we talked about how we need to advertise up and above of what you're going to be certified at and so there are differences with that uh there's even more differences on the referendum because of having the higher rate we did not take the entire rate during this year we didn't even take the entire eight cents we took 0.076 so this is advertising even up and above that 12 and so hopefully when that passes in November the dlgf will certify our Levy and the rate and bring it down to the 12 cents yes and just for clarification education function comes from the state yes 100 funded from State money you do not ask for any tax money we are not allowed to put any tax money in the education fund and the lady day fund is strictly by what we have anything yes a very small portion of any extra products is that a percentage it is no more than uh 10 of unexpended Appropriations and it's really many photos used for 10 million emergency rooms yes yes emergency situations but unforeseen circumstances things that we are just not prepared for within our regular budget sure any other questions on the board from the audience Kevin Patrick just um we just want to make sure we always follow the same procedure we know who we are but hey Rachel yeah don't forget blood type it for everybody is it red so as a bonus so I guess the only thing I want to basically ask is is that the budget that you said I heard you say is you're planning the 2.1 million dollars coming from the referendum there is um forecasted based on the 12 the new referendum value or is it a blend or how does it explain that to me the 12 cents yeah we advertise up and above and then the state when they certify budget length rates and levies they bring us down to whatever our maximum is so if the referendum passes in November they'll make that 12 cents and then they'll bring it to the levy adjust to where it can be any more so it balances for both of them and the referendum does not pass then they bring it down to the eight cents that we will have okay so there is a risk of there being a decrease even at this at that level we want to do is there was that Gap you know um I have to have all that real quick oh I don't have my Amy on here I would have to have the assessed values of our assessed values that we used so so if I recall correctly I think this 2.1 you know what I thought I did that one yes but this is actually a little bit more so we advertise up and above and then the state brings us back down so this is not exactly the 12 census and refresh my memory from the budgeting standpoint the assessor is providing the assess value and that gets locked they're certified on what they did and recall they will have it the state will have all the information when they yeah when they work the budget it's just kind of a wait and see wait and see it's kind of which comes first and you go back and forth so when these have to be built which actually was built probably two months ago now a month and a half ago we didn't have those final figures so we build it ahead of time because it has to have plenty of time to to be advertising to go out for so long before we even bring for the board and The Debt Service part of this um what's the year the final year of debt and The Debt Service is it still outstanding I mean I'm sure there's bonds that yes and there are there are different um there's different debts that we have right now um the different ones have different years that they expire and actually we have um we are actually going to have a little bit of a decrease in our debt service and what we need to have um this is one thing that we looked at and thought it would be best to go ahead and have that small decrease go down since we are asking for an increase a little bit in the referendum so it's going to actually when you look at the amounts when I do the calculation where I think the other thing is going to land it actually is going to have a rate a little bit lower than what we have currently even yeah that's important to know even if the referendum passes with the 12 cents our entire School rate will be lower than what it is right now with the current maintenance because we have some Debt Service and is is The Debt Service like the County's Debt Service that that's typically a percentage above and beyond the max Lobby is that how that works yes your debt service is always outside of your max level it is separate that service is always outside of max level is what it is for this year versus what it was from last year that service yeah when I work up that service the amount that you see in budget is the amount of all of the payments that I will have to pay in 2023 all of 2023 is also taking into consideration um and we have the extra fees we build a little bit for fees if we can charge from the financial institutions for those fees we have like I think maybe 1500 built in there so when I build the budget for the debt service is first we select all of the fees that we're going to have to pay to all of our payments for next year and then we also take into consideration whatever is left um for the second half of this year which is July through December and it's also going to look at giving me a tiny bit and I mean tiny bit is it's of the entire next year is what we can keep as a cushion in case something happens so we filled it up service by starting to work with the payments and then we see how much Levy is needed to fund all of that and that's how you kind of work with the levy amount okay and so just like anything else I built it just a little bit up and above to allow for adjustment and the mistake now so I just noticed that there was on the other the agent item is when I looked at the site is there was a mention of the bus replacement plan and then there was some capital budget learning but those are separate from this right here I appreciate that um and Richard okay anybody else thank you darling all right um a second yep what's up all those papers say aye aye Gary um are there any modifications in the agenda yes um we have the actually need an item the recommendation to approve an out-of-state field trip for the Brown County High School history Club Alicia Adams and Emily Llewellyn to travel to Louisville Kentucky on October 20th 2022.

the dirt team and the site Administration receive notifications from securely and we check in on the student it could be a Sunday morning two weeks ago we had to check in on a couple of kids they were exchanging some information that we needed to we needed to be sure they were safe so in that instance we call their parents and check in on them and we we want to hear from the students so we ask them and if we can't get a hold of somebody or aren't confident that the person the student is safe let's say the language was about parents then we would send a targeted case manager or law enforcement to do a home visit so that's one platform the other one is our Anonymous reporting catapult platform and it is located in in all of our web pages we use it often to receive notifications ranging from and I'm going to click to another slide really simple incidents between students to large events such as the potential for either self-harm or what could result in a code yellow or a code red so the spectrum that this Anonymous reporting platform covers we think supports even deeper communication rather than having it be a bunch of different mechanisms like let's say we only use the bully hotline or we only had incidents reported in some paper mechanism at any time a Community member student staff can contact us through this Anonymous reporting mechanism and we were we were it was requested that we provide some data and I'm not worried about the numbers you're gonna you're gonna be disappointed I mean Dr Kaiser because I didn't make the numbers really big but what's really important to us as you notice the large colors so I want to start with the with the graph on the left on your left as you can see the majority of our incident types through this communication are suspicious activity bullying and then just a request to meet with their counseling team right that's the almost half of the incidents so we felt it was really important for people to understand that that button is not just for something that would result in a code yellow or a code red and then the second graph on the right you can see that the majority almost half of the reports are by staff so staff are fully engaged in this reporting mechanism all right Jim talk about Miss Rose wanted to ask John a question question John sorry I was given Phil his his key back um we've got a lot invested right now in our counselors that the additional people that this additional Force to try and help our kids that are suffering with social emotional issues academic frustrations home frustrations and things is there a way for us to monitor say quarterly how these wheels are doing are the percentages changing uh you know can can we use this to look at progress or regression in what we're dealing with I can tell Mr marshan's got his button pressed no I can just tell you how we can get that data I'm Tim or his um person Kate can get that data for us like last year when I asked how many contacts did we have with our Wellness counselors and it was 34 a little over 34 000 contacts that we had just to our Wellness counselors but yes we can we can see Trends as they come ah fantastic thank you well I've got you up there can I ask you one more question Mr Shepard sure thank you regarding the securely system um who so are Are there specific people who are checking that at all times or how does that system it's an automatic notification so as soon as language is included in an email um in the in the content section or even in the title section of the email it triggers a notification but who's responsible for reviewing that notification and responding to it we communicate uh the dirt team hey Jim did you receive the communication this morning about the student yeah I did I've already contacted the targeted case manager and she's out in the classroom talking to this or pulled the student out of the class so it goes after the whole the whole dirt team who's out to the team yeah okay I want to make sure there's no way for things to fall through the cracks right and oftentimes there's multiple responses and sometimes we Stack Up on each other um but that's you'd rather do that so I can add two it it also goes to uh site staff so the counselors and the the assistant principals at the site so they see it as well and something to mention is with regards to this is security 24 so that's a service that Security offers where they're watching at their end for a progression of incidents and so when they see something progressing like multiple Google searches or something they'll actually call the police and so there's you know 24 7 there's someone watching who will make a call if there's something serious that it's both spooky and comforting thank you it is well it gets interesting when again when a teacher assigns an assignment related to Suicide or you know intervention and but we'd rather err on the in the safe side okay the next um the next time is on school resource officers so I've been in the school district about 21 years most of those years as a high school principal John has also been Pleasant Valley High School principal so and during those years for the most part we have had school resource officers they have been Grant funded we are on a grant funded we are Grant funded now for our school resource officers it's a tobacco and vaping awareness but they do many other things on campus they go into classrooms and talk about the dangers of tobacco vaping other Controlled Substances but really in my experience and I want to speak for John but he can also chime in here in my experience as a principal what I saw was the positive relationships that our school resource officers were able to make with our students I've seen them in rallies I've seen them you know be a guest line judge for alumni volleyball games barbecues barbecuing it's just this year at open house for parents so it's a it's an outreach program I've seen them at Farmers Market on as a school resource officer so those connections with the community those connections with our kids in a very positive light allows them to trust the school resource officers so when they they um when students become aware of threatening issues on campus they feel comfortable coming to those folks and asking for help so I've seen it many times so I think just that is a real positive piece of having resource officers on campus they also work closely with us in terms of code red and code yellow John will talk a little bit about in a minute about how we're notified on catapult but but the vast majority of the times we go into code yellow is because the because of the police department has put us in that because of dangers in the neighborhood around campuses so they work very closely with us alert the dirt team put us in those code yellow situations code red code red is actually very rare it's been a long time since we've been in code red we used to do code red drills it kind of freaks out kids and parents they immediately go to active shooter and so in recent years we have we do code yellow drills which are very similar to Red it's just one step below as far as urgency in terms of specifics yep president thank you what what are the nuances what are the differences between a code yellow drill and a code red drill so code yellow is typically there's either disturbance on the campus that's internal like a fight or something and they just don't want kids gathering around and watching or if in the case of a the police putting this in a code yellow it might be they may be chasing somebody and that person is heading toward a campus and they just don't want kids out and out and about in case that person comes on to jumps a fence and comes onto campus or is even in the area of the neighborhood a code red means there's actually a threat on the campus the person has entered the campus and and they are and it's unknown whether or not they're armed or dangerous so so in that case it would go to a code red and we've had instances even at PV campus where somebody has scaled the fence and and it was a while ago but you know they they jumped the fence and it was is right in the middle of campus but the vast majority are you code yellow and so for a drill do kids know that it's a drill I'm just I'm chuckling because I'm thinking about seeing in Star Wars where the two Stormtroopers are saying maybe it's another drill um do they know it's a drill they do because we want them to know what to do in the real situation um and so um all staff staff and kids know now we sometimes we do what's called a silent code red the difference there is we want staff to train in order to take role so they can account for all their kids in a code yellow that's a limitation of the software we can't account for kids and take role but our roles for for each class is actually entered into catapult and in a code red drill which is a silent one so the staff knows what's going on and they'll respond to Administration and they'll do roll we want them to be able to understand and work with the software fluently so that in a real emergency they know exactly what to do so we'll do silent code Reds often matter of fact at this point in the year every school every school in the district has has completed drills Asylum code red is where kids don't know about kids don't know but staff know about it yeah we're going to talk more about the drills in a moment however we do perform unannounced drills just so people are they're they're other parts of their brain kick in right you want to be prepared for that just to add to this school resource officer slide to even though we really rely upon them for what's listed here there is a huge advantage to having a direct connection with any agency such as chicopd for example this morning the tragic accident triggered us triggered our conversations about we heard we were hearing rumors that it could possibly be a student and so obviously if it was going if it were a student we were getting reports from parents that it was a student and that's gonna you know we're gonna have to be prepared for that so we could immediately contact our connection um through with Chico PD and ensure that we had accurate information and in this situation that was not a student so having those direct connections with school resource officers officers is really important yeah we were the rumors were already getting out there that it was a student and we were able to get out in front of it um early we already had received a few phone calls I think at the school site is that right Jane um at the school site and they were wondering if if a child had been hit and we were able to go out in front of that real early and that it's just another Plus the other thing I want to remind people uh when we first had the current School resources officers coming on the very first day at Fairview they interrupted a drug situation and probably saved three kids lives by sending them to the hospital immediately they were on it right instantly is there an opportunity possibly to get more of that funding I mean I assume if there was we would have exploited it but what's the availability of the the funding behind those so when they reinstituted because of the increase in uh tobacco taxes they reinstituted the grant funding for sros on campus Chico Unified was in the first group and we had I believe five sros at that time the the funding Grant changed a bit where the city had to apply for it rather than the district and um and we were able to get funding for four that's what we currently have but at the same time there was competition all the other big cities piled in Oakland San Francisco LA I mean they just piled in and so so um the dollars went you know to many more places and it was much more competitive so um something we always work with the city to try to do but that's always an unknown from Year from from five year plan to five year plan and see I just want to make sure my understanding is that right now the city actually manages that Grant right that's correct in-house okay yep that's correct um we did before but um it went over all to the cities um across the state so we were denied um the grant before the city so then that's when we had our grant Rider Chris and Lauer work with the city to apply through the city so we could continue because after we got denied the one time we wanted to see if we can go through another Avenue with the city doing and so that's why we switched it that way and I want to shout out to John Carver as a as a chico PD VIP he also provides us with some insight and we appreciate that connection as well again talking about the whole student and the whole learning environment we'd be remiss if we didn't address bullying and harassment and that's a decades-long challenge for every school district and every society we did want to highlight this very specific Ed codes we are often asked you know what the law is about bullying and so we wanted to provide those to the public if they access the presentation tonight we also wanted to highlight was 48 900 to a that this these Ed codes do include bullying via a digital platform and that is a suspendable offense and we want the public to understand that there is Ed code to support any challenges that come across our desks when we're trying to deal with bullying harassment now there's the discipline side of bullying and harassment and there's also the every day or the ongoing check-ins with students so I wanted we wanted to highlight a platform that Tim Carris and Christy bankson have been and John Vincent and his team have been developing for our students and it's called a Kelvin platform and essentially surveys go out to students on their District provided device and they go out at varying frequencies throughout the school year and it's interesting an icon will pop up on the on the device essentially telling the student the surveys available you need to take it right now and so the student clicks on the icon some questions come up they vary from grade level obviously we're going to ask things in different ways to different grade levels and students have an opportunity to respond so I'm not going to read the whole slide to you but you can see that the main focus here is social emotional Wellness um to just check in with kids and provide them and you know a really safe opportunity to engage in these conversations and I want to move to the next slide we think it's really important if you look at that second bullet that if things if we receive information through that survey that the student needs to to work some things out or have some questions about something the student receives an automatic notification there's a threshold built into the system that provides this pop-up and asks the student if the student would prefer would like to talk to an adult I will say that when we were piloting this you know we had a bunch of third and fourth graders were like yeah I'd love to talk to an adult what's going on today let's talk about the Dodgers right so we had to try to figure out those thresholds a little better but what we're finding is the students really appreciate not having to stand up ask to go to the office and and expose their vulnerability they can they can report right through this mechanism to us so um we're still developing questions trying to fine-tune it I think we're about two years into this implementation so it's been uh it's been really rewarding yeah I spoke about the drills already so I'll just briefly talk about this but code yellow drills are very common we've we've had those um happened across the district already they'll continue as John said we'll have unannounced drills next there was a period of time especially during covid where we didn't do a lot of this so there's other things happening we didn't want to take more instructional time away we were in school half half a day so it was very difficult to to practice these things so we've been we've been emphasizing it extremely extremely high level lately in the last year or so so we want we have a lot of new staff we have a lot of kids that may not be as familiar with what they need to do in an emergency so um you know all that training needs to happen as I explained we already the differences between code yellow and code red we continue to do fire drills in this day and age fire drills have changed for 50 years for forever and ever when we were kids you get up you walk outside you line up and you do your fire drill not So Much Anymore now if you see a fire or you smell smoke then you go out otherwise you wait for instructions from Administration so fire drills have changed but so we've had to adapt so but but we have to re-teach kids and staff on all these things so is that for security purposes like in case it's not actually a fire but somebody has pulled a lever since Parkland somebody pulled the fire alarm and then started firing away so that changes across the country so and we had to get approval from the fire department to do that because before that it was a requirement so of course you know there was flexibility built in there and we got approval and across the state Across the Nation so we just have to keep adapting um accountable very similar to that Anonymous reporting button we were talking about before the Catapult systems priority mechanism for us to communicate with all the different agencies the different staff that would need to be involved in a situation things again can range from incidents of bullying all the way up to any type of code red or code yellow as you can see on the slide that the main purpose is to share information and to communicate with agencies all around I do want to we didn't put this on the slide because we didn't know things were going to change as they always do the legislation that was implemented in 2018 has also provided some additional support for our students and staff prior to 2018 code Red's protocol was simply hide just hide don't run don't fight just hide do everything you can to hide and what we were finding is that's exactly what you know a perpetrator would want you to do is to simply just hide and not run or fight so in 2018 legislation changed and allows us now to support when we drill to run fight hide so any of those three and not any specific order are available to students it does present some challenges when we have students flee um when or we would have some challenges if students were to flee during an active shooter event but we'd rather face those challenges than have them sit in rooms and simply hide how are students appraised of this directive the the through the admin through the staff through the um through the trainings through the drills so they know the three options so if I quizzed a bunch of high school sophomores they would know that they were welcome and encouraged to fight if they saw something bad well I'm not to sound facetious if you quiz them on anything I don't know if you're going to get 100 results but um the staff have been trained to deliver that information to them thank you yeah I just want to add on catapult of course the police have catapults so they can put us in a code yellow or code red as necessary the Catapult application is on their their computers at their desk but it's also available on cell phones so if you're on a field trip or you're coming onto campus or you're not in your classroom near your computer you would be notified wherever wherever you are we well we can't require staff to put that application on their personal phones well over 99 of the staff is elected to do so so it's almost Universal um and uh and we highly encourage it it's obviously safer for each individual to be notified anywhere they are so that has been very successful in in working with staff to get that put on there so just some just some additional safety issues we know are on people's minds and this is by no means an exhaustive list of everything that's that we need to worry about as we mentioned before cyber bullying uh specifically in social media has become much more prevalent and what some people don't understand is the way that Ed code is written that when a student steps off that student's campus or excuse me off that student's property to come to school they are within the jurisdiction of Chico Unified and they are within our jurisdiction until they step back on their property at the end of the school day so it's important for people to understand that um the the scope and jurisdiction is much wider than just from the moment the first spell rings to the moment the last bell rings and why that's important is some students who may be bullying via social media if that bullying has an effect on the school day in any way then it can be addressed by within our jurisdiction additionally uh we all know that there are active gangs in Butte County some people feel like they move up to Butte County to try to alleviate those challenges however we recognize that there are active gangs what we do also understand though what we what we've been seeing is there's a there's Peaks and valleys to gang activity and one of the benefits of having direct connections with law enforcement is they're able to make us aware of activities within within our our area for example Dr Kaiser talked about the drug situation if we if they're the word on the street that there's going to be a confrontation maybe something happened to Saturday you know Market our sros can be sure to fill us in let's see on the gang question um I had a conversation with an SRO a couple of weeks ago who told me that um there was a problem in terms of their hands kind of being tied if they have a problem with somebody who's gang that's gang related um their basically can't ask the student any questions at all do you know anything about this like that the student can have a lawyer with them and from the standpoint of investigating it you know as a discipline issue their hands are very tied if there's an emergent or urgent threat to sell for others than than Chico or law enforcement can become immediately involved however without those in place or the Jeopardy of those School administration needs to initiate and participate in investigations so that's that's kind of the rule of thumb right now um however it minus the student the law enforcement officer and school officials can communicate so there's still a way to provide more support for that learning environment so an administrator for example could could ask questions of of the student oh yeah in a way that a school resource officer could not stand share that information and that just to add some more legalese we all know that law enforcement is is bound by probable cause and our our Administration is able to act upon reasonable suspicion so they have a lesser threshold to take action let's say a backpack search okay I just want to briefly touch on a student assault of staff that is generally and our district happens with our most severely handicapped students we have had a number of those cases this year what we are doing is trying to get as much support in those classrooms as we can increasing the number of instructional AIDS in those targeted classrooms we have been actively working to hire and train a behavioral specialists so we can reduce those behaviors as much as possible and support those teachers in those School sites so that's generally where our our if we have an assault it's or throwing something they're kicking they're biting in some situations and these are students that it is because of their disability I'm not saying it doesn't happen in any of the others but that's pretty rare it's typically in areas where we need to provide more supports so those behaviors don't happen and we work closely with special ed to do that I know that we've recently hired a number of specialists in Behavior is it modification identification I I can't remember the title of the position but I know we got some new ones how many was it that we got you have Miss Olson address that question there are two types of different positions that we've been adding over the past year one of them is a behaviorist specialist and so these are people that were hiring that are going to become board certified Behavior analysts and they train supervise give recommendations right behavior intervention plans do functional Behavior assessments and so they will work directly with school teams and those will be District employees one of them's already started in that line I also have four contracts for bcbas from the outside because it's been so hard to get bcbas over the line and they have different areas that their focusing well I'm sorry board certified Behavior I don't know analyst and they are um working with specific things we have one that's working specifically with these students that have higher behaviors due to communication and other Behavior needs we have one that's working directly with our access programs and providing a more intensive behavior supports and modeling and training there and they do a lot of training and then have one that's specifically doing training the other positions are called um instructional paraprofessional intensive behavior interventionist we've hired 12 of those so far and they are in our access classrooms which are our emotional Disturbed classes and then we are they are also in some of our classes that have higher behaviors due to students with behavioral attached to autism and or communication so their kids K through 12 that might not have any communication due to their autism so they're in those classes in addition we just had to proved an additional 10 of those types of positions in order to address coming out of covid kids adjusting back to classes and the higher behaviors because they haven't been around the presses that school makes for students academic presses being around lots of noise being around and lots of kids and adults and so we're going to be using those in addition one of those 10 is actually going to be a general Ed focused person in that to help with the opportunity class this may seem strange but do we ever um encourage our staff that are particularly exposed to these kinds of physical risk to martial arts where it's avoidance so all of the staff in these classrooms are CPI trained and so those CPI trains go on throughout that's um I remember what it stands for and there's no one here to help me John [Laughter] but it is that the de-escalation is the first of it de-escalation train and the second one is um holds and so our staff is trained schools are prevented from doing hold so and so it's really in only emergency cases and it has to be written into an IEP if we might do holds with that soon so not only the teachers trained in those areas that we've identified staff the aides are trained principles can be trained and so everyone that might come into a need we don't typically train yard duties and stuff just because the level of ongoing support that's needed for that and we want that decision to be made with this specialized knowledge and with recognizing the difference between typical special ed Behavior versus typical General Ed behavior and how you would differentiate so it is pretty specialized okay okay CPI stands for Crisis Prevention Institute and intervention thanks I'm sorry I couldn't understand Crisis Prevention intervention okay thank you okay so um real quick um we do restrict our freshmen to campus when they come from Junior High it's it was kind of the Wild Wild West when they got freedom so what we found out is that when we restrict our freshmen to campus and give them that year to grow and mature they do much better when they go downtown so it reduces we're trying to avoid some of those issues that happen and they bring back to campus so bad things happen sometimes with a lot of our freshmen students who are not making good decisions and so when they are just a year older it's remarkable how they make many more good decisions so that's been very successful um John's going to talk briefly about controlled substances great thank you so going back to the school resource officer connection the primary focus of the grant was on vaping and tobacco products so having them be involved in supporting us as we are providing professional development to our staff has been been really helpful we all know that fentanyl is a is a crisis right now and it used to be frankly a crisis for secondary students it was wasn't as much of a crisis for elementary students but now that fentanyl is being provided in candy like you know bits of the base look like like something the students are going to receive on Halloween we've had to up our game in that Arena specifically ensuring that we have Narcan available on our secondary sites that we have staff trained to administer it and Ted Sullivan is working with the nurses to work with Elementary to ensure that they're trained as well we're not quite there yet you're going to see in the next slide there's still much to do however we realize we definitely need to get be better prepared K-12 tk12 so we wanted to highlight some again the future essentially and I specifically wanted to come back to a conversation that was held quickly on a last board meeting about how we're holding students accountable in the digital world and we've been having conversations about how do we ensure that all students understand the rules and there's just a blanket curriculum so when they open up their Chromebook they understand what's expected of them I know all of you have clicked into various platforms and had to accept the terms and conditions of that platform and John Vincent and his team are going to deepen that philosophy and start creating some modules that students would have to complete before they could use the district provided technology so that's evolving we're excited about that in the past we have been fortunate enough to have some either retired or active various agencies join us to provide any trainings that we feel would be relevant for our students so for example we all I think again we all can agree that social media right now could be one of the largest challenges facing our students outside in Academia so we're having conversations with law enforcement about student body presentations and also to the parents because I don't know about you but I have to check in with my daughter every once in a while to be sure I can access what I need to and then Jim's going to talk about the last one okay lastly we are on November 10th I'm going to be working with Chico police department and the Central California Intelligence Center on vulnerability assessments of each of our campuses so actually at PV high school they're going to be coming to PV High School we'll have our dirt team there we'll have members from other departments but we'll also have at least one administrator from each School site at that training it's an all-day eight-hour training we'll work on the Pleasant Valley campus as a model to determine what are the vulnerable parts of the campus and what do we need to do to correct it our intent is then for those principles then go back to their school sites and do the same thing on their school sites and determine how safe are they what are they what improvements do they need to make and how can we support them through facilities or or mno or ed services however that however that needs to happen so we're looking forward to that we'll have our school resource officers there also and um so again it's a it's a big team on the term those vulnerabilities across the district an example of that not just the large function that's going to take place on November 10th I just want to go back to the school resource officer collaboration we had school resource officers this morning out on the grounds of one of our schools as it was performing a drill and able to be a part of the debrief when the principal was finished they were able to sit down and talk about some challenges that were presented that the sros they viewed just in a 15-minute drilled situation so it's ongoing as well as this this other event and that is it uh questions Ms Robinson we've had um the current Grant the tobacco Grant what three years are we three years in four it got renewed recently so this is how stable my question our second year of the current the second Grant and okay the question is how stable are well not emotionally but do our sros day once they've been assigned you know in talking with two of them they were so positive about their roles and didn't want to go back to being a Beat cop that I suspected they were probably wanting to stay as long as they could is that still the case or do we have a turnover problem yeah what we found is they often get promoted so this is a desirable assignment along with detectives and those types of things so often it's competitive to to be part of the school resource officer program Carlos over at Fairview has been there for many many years but some of them Aspire for higher positions and we lose them we tend to lose them that way they they take on promotions so but yes many of them like you said they like doing that that job they like being in schools and so we hang on to them as long as we can but we also understand that they have careers and and they have opportunities that pop up occasionally foreign yes Mr Lando thank you so I apologize for not having to ask this before the meeting to give you guys time to prepare I don't mean to gotcha I'm just curious do you know um as a trend overall are we seeing more or less bullying over the or crime over the last couple of years say I do we my gut and I'm just going by gut Yeah Tim carris's crime is a really Broad State you know broad category specifically though I would say um social media bullying has definitely increased hence the the Kelvin rollout I can also tell you just because we have so many opportunities including what we've showed tonight where kids can report it anonymously that we do have more numbers that come in that had previously before we've had you know the Anonymous hotline on all of our websites for our schools so we we see an uptick but I believe it's because our students have more of a way of getting our Administration and our counters to know that they need support in that area yeah what we are able to track is the Ed code violations that result in a suspension or expulsion um so we do have that data we saw suspension rate um rise a little bit last year from the prior year um and that like I said is tied to Ed code thank you um Dr Kaiser we have Caitlin dalby has her hand up all right Caitlyn hi thanks um I just wanted to ask um for a little bit more detail on our campus supervisor program um basically just um how are we with capacity right now do we have open positions for supervisors um and do we have like a rule for ratios on how many supervisors we have per students or School sites just a little bit more detail about that program so we have one position that's open but generally our campus supervisor position positions are fully staffed we have added hours through covet dollars that is an allowable expense I would have to tell you you know come back to you with with how many hours we have added for supervision we fully expected behavioral issues when when kids came back from not being in school for a period of time and that has has obviously proved the case but I'd have to come back to miss dalby with the the exact numbers and and where we are as far as that goes we do have different amounts of time depending on the size of the school obviously the high schools have more time we've allotted additional time to Fairview because it's an alternative site fewer hours for the smaller Junior highs and then we have what's called yard Duty supervision at the Elementary's I don't know if that fully answers your question but I can certainly get more information for you if you um if you need yeah that answered my original question um my I guess just a quick follow-up question is if there is a general sense if any of our site administrators are are asking for an increase in campus supervisor positions or sros or if everybody seems to be pretty even Keel with what is being provided at this time we've had conversations particularly with Fairview they have you know upticks and and uh kind of a cyclical behavioral issues over there we constantly are in contact matter of fact we've had that conversation today about whether or not they need additional help so we want to be mindful of that and as far as the sros that's pretty much locked in on the Grant and we don't have a lot of control over that Eileen has the question um yes just anecdotally at the Saturday Farmers Market I was in conversation with a Professor from Chico State math science Advanced and he had just retired and he said that in the last year the behaviors of his college age kids had just gotten so different negative that he was glad he was at the point where he could retire in good conscience I I just I was surprised that even with that age level the teacher who had been at Chico State for a long time said you know he he notices it the young people of today all right any other questions okay I I do want to really thank all of you who have been involved with this it's obviously a very complicated issue with many many different facets so the fact that our administrative team is working together so well that they can ask for help in public is is a good sign so thank you and on that note the fact that we saw every single um Department you know Ed service has been facility that everybody's been involved in the Safety and Security issue is really a great sign thank you Arlene did you want to uh yes just looking forward we're headed into a a rather frantic re-examination of our facilities master plan and um just just to you know please be involved at every level that you can if we don't have you busy doing something else be paying attention because this is the issue that is at the basis of practically everything we do when we look at what to do to have our facilities be what generates a positive educational experience and you can't have one without the other so I have a notation that there is a speaker for this um I don't have the name listed here okay he just wanted us to make sure that we read you guys everybody got a hold of his his um email that he sent for his comment I did not get that email it's my understanding from Ms Smith behind me it's in the board agenda I'll pack it Mr Marshall did you say that we had an email from the gentleman about about tonight's meeting it's not in an email but it's in the um where a public comment was uh put in I'll have to go back and look again because it came in I believe it came in this morning right yes it came in this morning and we'll make sure that you guys get it if you don't I'll go back and take a look sir because I I didn't remember seeing it yesterday so oh yeah I gotta see it tomorrow yeah okay I know so thank you I have some comments um you and this may be something we want to talk about in items for a future agenda but I think that with um as you alluded to um Ms Robinson we have a comprehensive facilities master plan getting reapproved soon we need to see if any fresh ideas have come up I think in the last eight years or or I think we need to go back to the public back to board members I myself have some ideas as I appraised you of this morning and I would like an opportunity to refresh you know our safety protocols for planning purposes and the in the facilities master plan um I mean I myself have a couple of ideas that I'd like an opportunity to um I think as we build new schools as we upgrade schools there are some things that we should have in place to ensure that we have options down the road for adding greater security I mentioned earlier the possibility of hard wiring fencing and remote Gates as they're built I in my written communication to you all this morning made reference to a concept that I have for a double gate system at our single entry point so that staff could strictly control who comes into our school campuses if they want to I think some of these things need to be on the radar screen for for approval by the board so that we can inform Julie and her planning staff about any improvements that we want to make to that plan so I think that would qualify as uh number six the request to agenda is enough we'll all plan to bring that up then thank you and I can just provide Clarity here as well Mr tennis I love all your ideas and this is a great brainstorming session so as we go through the updating the facility master plan there will be Community meetings so members of the public can certainly bring forth ideas as well the board will be included in those meetings as well as School site staff meetings as well so there'll be ample opportunity to provide those ideas to bring forward so we can start possibly incorporating those into future facilities great and and thank you for that so is security one of the things that's flagged for public you know um traditionally like like hey if you have any thoughts on security as we talk about build new future schools that's it's certainly an element of it um Julie did you want to elaborate yes and security is one of the items that is focused on at each campus during the development of the master plan yes certainly thank you sure all right so with that that was informational we moved to item five which is discussion action and that is under Business Services Charter School measure K projects requests thank you so in November of 2016 the voters approved 150 2 million dollars for measure k and a portion of that 15.34 percent of those dollars were allocated for projects for charter schools within our area and the measure K the board developed a measure K charter school facility committee to review and approve funding projects for the charter schools that are then brought to this board so tonight um I have several projects that I'm bringing forward from their recent meeting out at core Butte they're requesting planning funds for a new sports field so they're going to be working with an engineering firm locally here in town for planning and organizing so they're asking for planning money at this point of fifty four thousand dollars Feather River I'm sorry Forest Ranch Charter School um over the summer I brought forward a request for funding for them to repair their blacktop and that project went over budget by Nineteen Hundred and thirty dollars for their so they're asking for those additional funds to pay for that and they also lost their freezer in their food service department and they need to replace their freezer for their asking for 5632.18 to purchase a freezer and then Sherwood Montessori Charter is asking for twelve thousand dollars for a combination of items uh desks for staff some horseshoe tables for classrooms some play equipment and fencing and Gates and locks for their property that they own it's privately owned by them across the street from Chapman Elementary School so tonight I'm bringing forward those projects for your hopeful approval thank you and to provide Clarity there are five items on the posted agenda the very first item blue Oak the land acquisition planning money that is being pulled by Chico Unified per Blue Oaks request this evening all right any questions from the board yes do you guys Staff feel these are reasonable dollar amounts yes we do and just so you know how it works um for instance Sherwood Montessori School they've shopped for these items and they've provided estimates our purchasing department actually does the purchasing at Chico Unified and we often get discounts and you know for because we're just larger purchaser so they usually end up saving a little bit of money in the end but not in the case of the parking lot though apparently yes I'm glad you said that um you know they're kind of far away from Chico so they were having a difficult time getting any companies to come up and give them a quote and the company that ended up doing the work did a good job but we think they were not very good at estimating foreign construction is rough right now I mean these companies are super much in demand because of the paradise rebuild and stuff like that so yeah well I'll move approval of these items second it when I saw this agenda for the Forest Ranch freezer the Locking freeze I thought oh my God bears [Music] never mind all right so we have a motion by Mr tennis and a second by uh Eileen um any questions Yes actually for staff do we need in the wording of the motion to specify that we are not including the blue Oak yes that would be preferable to make it very clear to our constituents all right good thank you for that good question so uh except I'll accept that from an amendment yes has been eliminated based on their uh request of us um and so the four projects are core Butte uh Forest Ranch has two and Sherwood has one any other questions any questions or discussion issues from the audience all right seeing none can I have a Voice vote please all those in favor aye all right classes four to nothing thank you and um let's see so next is actually the possibility of a board member uh wanting to bring something uh to a gentize an item so I have something um I think that as we move forward with our comprehensive facilities master plan reapproval that we should open up specifically the security as I articulated in my email to you I'm thinking we want to have options down the road for I mean what I could only describe as a high security environment at school I'm not saying that we want to build everything high security reverse prison level right now but I think that you know if we look way into the future 20 years 50 years 100 years that we'd like these facilities to last a long time I think that we need to have that in view as a as an option and um so there's just some things that I've put in writing I don't need to articulate them all right now um I'll wait for the the process where you guys agree with me and we you know agree to kind of open this up for for more public input and for refining our protocols for planning purposes um do any of you have any questions of clarification for me on this yes um not questions or clarifications I I absolutely understand it you know what your concern is this would just be some input from having spent a number of years going through the facilities master plan development process and how that process does not operate in a void the things that we've said tonight everybody has heard they're going to be on the minds of not only our staff but parents who have the same concern other community members it it doesn't need to have a specific Lee worded board sorry about that [Music] um agenda you know I I think that that um as an agenda item we'd be here trying to discuss stuff we don't need to be discussing yet because we don't have the proposals in front of us yet because the facilities master plan hasn't come back to us for final approval the process that's gone through is so in depth and is always focused on safety students when Kathy and I met with the the people when we was doing the McManus approvals and things that was one of the major things that we were talking about it's always there and and so I just I think you can relax and and know that your concerns are everybody's concerns and they will be on the table without a specific board action taking place having done facilities at the state level as well as with the district the project of creating the facilities master plan brings in experts oh sorry thank you Phil the project of creating a master plan brings in experts who they're looking at demographics they're looking at the community we just we're looking at Street safety and which is tragically brought up today and the school hires they're looking at it as experts the city is looking at experts and they hire outside experts we always are bringing in outside experts I've never seen a facilities plan that didn't consider safety very seriously the other part of it is we are trapped in a Time Warp um we got 152 million because the community trusted us and passed the bond and we have spent it on measure K we have spent it I think very well we can't go the next steps without going out for another Bond and that takes a lot of planning and approaching the community and getting Community impact input so they will have again another chance to articulate their concerns um they is who everyone because a bond every voter has input on the bond and when we go out and see what it is that the community is concerned about they tell us the charter schools tell us we do get very significant feedback and we bring in our school site um admin at the schools that we are looking at next Julie do you remember how many schools off the top of your head that are on our next cycle there are four elementary schools four Elementary yes okay and um that means every parent that's there at one of those schools is going to want to articulate their concerns so I I don't want to wave a red flag at the bull and scare people I want to get really thoughtful input and I think you've already created some ideas that you structured those you know can come to the committee for sure because the facilities committee is looking at every aspect and working together with the experts that we hire about what it is that we can do and what it is that's needed they don't always match up we don't always have all the money to do all the things that we would like to do but I think if you go to any of our schools that we've been able to modernize you really see the impact of that investment just go look at PVS Career Technical they have facilities that rival any restaurant in Chico and that's because people that were concerned with that that those students would get absolutely high quality investment in order to get ready for a career their Sports Medicine just had visitation on that so it is not that we can do everything right away but it is critical that we consider the options just like you said of what the future might bring us well if I heard just the last thing you said it sounds like you would agree with me that we should vote right now or at least make a concrete plan that we are going to incorporate board member and public feedback into our questions of how we're going to plan for the security aspects of our our comprehensive we always do we always do but you are not willing to State you know in in a in a context of a vote that we're going to hear ideas from the public for safety of our campuses in the future it's hard that I'm not there but this is really a point of order because this isn't a vote to actually take the action that you are discussing but to agendize it for a future item and um it should be something that emotion gets put on the table to to actually put it as an action item on a future agenda yeah I feel like I'm getting pushed back you know even at the idea of even having the conversation you know um so so I'll go ahead and for the sake of parliamentary procedure I'll make that motion that we um that we consider a series of safety protocols for future construction as we work up the comprehensive facilities master plan which is being reapproved um based on preliminary comments I've heard I'm not feeling like I'm going to have much support for that um and I think that it's something that we should discuss the fact that you won't discuss it as sort of like assuming that that's what what where this is going you feel like we've already got experts who know what ought to happen for the safety of our future schools and so therefore we don't need to hear from people like me or people like the public um Jay Kelly Staley has her hand up I'm sorry what Kelly Staley how's your hand up oh okay Kelly yes I just wanted to clarify that we do have March 1st set for our facility master plan and we can definitely make sure that safety is a component of that and as we work with school sites they do go out to school sites as already mentioned and get that feedback but by all means I mean there were some excellent suggestions that were made and we can certainly pull those into the board meeting conversations and other conversations that we have about safety thank you Kelly that's good enough for me um and I'll withdraw my motion based on that okay and I just got the motion to check that kill the other hand up okay so little we're lagging a little bit okay so um the facilities master plan is scheduled for March and uh certainly full participation you know by comments and ideas yes Julie I just want to add that I'm going to be coming back to the board with the proposal from lionakis for the work effort for updating the master plan and we I can ensure that this language is included in their scope of work and then when you approve the expenditure you will be approving the work to occur if that helps which language are you thinking of incorporating into it um a Safety and Security you know evaluating the Safety and Security of each School site okay and recommended incorporation of work into the master plan I mean I think it's really important we are going to do it so I appreciate uh Matt that you know you wanted to make sure but I can also assure you that they will bring it to us we will expect it from them and the community input is definitely there all right I'm not quite satisfied I think there ought to be some kind of a checklist for new construction I think of things like possibly hard wiring any new fencing where there's an exit I think of things like you know building our floor plans in such a way that you could put a double gate system in if you wanted to down the road and so I move that we along with that agenda item in did she say it was in March that we consider a possible checklist to add on to the many things that are already looked at in the course of new development that would specifically program in very forward-looking considerations which would save cost in the long run because if we decided that we wanted that added security and if you didn't make any plan for a higher level down the road you might have to do retrofitting which could be very expensive so all I'm asking you for is to add the concept of a checklist to that agenda item Julie feedback don't we have a checklist when we meet with our so part of the master plan development that we've done previously is the Safety and Security report this report outlines the public input that was received from each School site and the community at Large and then it defines the work that we're going to do moving forward which is what we're working off of this document now but it will be updated as part of the update of the master plan and there will be a great deal of opportunity for input regarding the checklist the the list of things to be done as a result of the report that then get incorporated into the designs as we move forward so I think we're all talking about the same thing and I think that what I was saying earlier is when I bring forward the proposal from the architect that that's going to be very shortly that's not all the way in March March is when it's done the work is going to occur from now until then and I will make sure that it's specifically noted in the scope of work that you approve that we're going to update this report and Define those priorities to be incorporated in all our projects in the future okay okay thank you Julie foreign sure the state will be updating their expectations as well okay um so if I'm understanding correctly your your I'm willing to withdraw that okay thank you all right so um with this uh because we have a board member who can't be here in person we have no close session items and so this would conclude the board Workshop unless somebody wants to make a comment okay seeing none all right so it's closed thank you so much

I'm just talking about my opinion and when I know that all of us do is actually another classrooms every day because he meets with the kids if he works on what is bullying looks like what is what happens just different things that could be proactive with it so we don't know if they have issues or not we can suspect ful they don't notice and we're just going to collect that they are in the classes educating them with everything so much let's request more information on the things that Mike has brought up and let's investigate really beautiful like extra safety precautions and if you need the we need a digital time to really talk about this and we suggest that it's translated um I recently this was a statistic that I heard I recently met with a company that is a suicide prevention company and they told me that suicide sends covet with high school age students is that for 100 and that's a scary number if you think about it but I'll tell you a lot of things that we have that you know work against I believe even if I'm seeking as a parent is social media because a lot of times we don't have control over what's being said and what's being done and that's something that I worry about not even just you know Junior High mostly High School I see it with my own daughter and that's something that none of us can control so to speak sleeping does that sound good yes we do not have any on me uh no how about a study session and we can maybe call all the players in if you want to counselor or one of our partners can come in and just really address some of the questions that we have and solidify them and move forward [Music] too much yeah yeah so great I guess everyone great comments thank you okay item seven indeed Mr Schultz superintendent reports all right um actually I'm going to give a little time to uh Divergent system he is the signals easy and he there's something on here that I just see that looks like this he's going to talk a little bit about Twitter country yeah you just come on over a little bit closer well thanks everybody for sharing your time I appreciate it my name is Chino Valley and I'm the executive director of some class media based on the Prescott Valley and I'm also the president for the public education foundation so I appreciate what you guys do to thank the scholars I understand what that's all about what I want to share with you tonight is the publication that we are coming out with which is going to be called cougar country which is a district-based Publications to be coming out quarterly and what I provide to the samples to get an idea what cougar countries can look like is I included both the pressure Valley Recreation events guide which also includes bear issue which is husds publication should be published and just out today sniffing a new deep test it's a badger application which came out today for a Preston pool High School District now the recreation guide that I provided is our full business I guess you could say School publication in that we've been doing the Town Guide for about a year and a half um and we've included their nation in that communication but both imagination and cougar country which is coming out in the winter is a standalone District uh publication uh with academic programs highlights on teachers highlights on programs uh class schedules that they wanted them a district schedule we have for Prescott Valley as well as any other programs that the staff and teachers and you should want to I want to share it with you just so you know I haven't even admitted in front of a Humboldt support yet so I'm proud to be in front of you guys first announcing this uh this is a partnership we pick up holocausts and Publishing designing Distributing and we go out to local businesses this is another part of it that's good news we go out to local businesses and find appropriate advertisers that's helped supporters giving them a venue as well in the community and that's not something Chino Valley really has a lot of so we're out there trying to create opportunities for business we're trying to create opportunities to highlight the great things that are happening you know school districts and that's where you guys have been a strong partnership with the board and the district helps us generate that content that people want to consume and why is that important as the president of both uh Education Foundation I know as well as youth loves there's a disconnect between our communities and our schools and what we're trying to do is help the bridge that disconnect by showing great things that are happening in our school system so expect this in Winter we're supposed to come out let it fall but we decided we would give us some more time to develop it the first edition is always the most difficult as we developed contacts and relationships in the school district so I appreciate your time I don't want to take too much up I know it's that special hour but we're very excited about this um we're here to serve the school district to put out a good face on the school district for the community but also of our time I'm proud to live here and I want everybody to know what's going on here and so obviously the school district has a major artifact any questions kind of small and we have a limited amount of resources for our businesses where we have a limited amount of businesses if you do not receive the funds in Chino do you go outside of Chino two questions so we're okay but um there are certain providers so we're getting advertised with us uh so we're going to promote are these going to be mailed out or is this or how do people get the magazines so this is how we build the publication like this we start off with about 5 000 units now and we distributed throughout attack as we build and advertisements for example this got mailed out earlier this year to 4 000 homes in Crescent Valley as well as 1 000 2000 standard level two copies of the prescription throughout the time so that's our plan as well it is build up the publication with the content and appetizers and then we'll be able to attractively also provide some schools that they can distribute yesterday so all of our Publications viewing online and we can put that as well so the town and the school district will be promoted both in print and online thank you bye guys all right enrollment there's a enrollment summary um on the back page we are I think it's a comparison of uh current AVM along with prior Union where I'm about um the 1560 ABM over last year most of the increase is at the high school in Del Rio while Tech and HMS are stable which is good we anticipated the decrease of students at HMS so they had a large classroom the small Class come in but then we've got enough outside enrollment or enrollment to keep those numbers up so um we're pretty happy there I wanted to thank the river's here Matt Santos um both with uh double does double duty uh with the team for Commerce uh Team evaluated Chamber of Commerce called the candidate reform last week on Wednesday um also wanted to give a shout out to William Bowers um who was who's president of the of the chief of Education Foundation as act as moderator and for those who haven't seen it it is on the school district website the informators not the website I'm sorry the YouTube page which is at Team CV schools in season go to YouTube see the schools AZ and it'll come up with the District page you'll be able to see this um uh this this all the bookings are on there the videos about the warnings along with the the candidate form um the election is set for Tuesday November 8th just want to encourage people to vote um early ballots come out next week I believe is when they get mailed and so I encourage um it's it's one of the the most important duties we have as Citizens is to vote of Elections and I want to encourage um everyone to do that no matter who you're voting for uh so the who are the wins in that election the two people that win um we will have our our board members this morning at the December 12th so Tim Carter superintendent Tim Carter is scheduled to be at our board meeting at the regular location he will swear to do um the the winners of the election who will not officially take office until January 1st but they have to be sworn in prior to January 1st to take office so that's why we do it in December but he is scheduled to be here for that swearing him um what evaluation so um three of the board members were at a um training done by ASA the aspa sent out a an email tour with or evaluation surveyed the last I got that there was two board members that had done again so I could just click okay okay so I thought Mr Fogel said something to you so um I didn't get that out now I mean Karen if you can send it out to I'll talk to Karen tomorrow about sending that out again but we're waiting on two Bill members to take you to do that um Capital project update so um teachers so the request for proposal has been is out um we had have had meetings over the last two days that were mandatory treatment needs we had six companies who came to the pre-med means of more than some there's more than six people there's um but some of the companies brought two people but we have six companies that would be qualified or able to bid on it now that they've intended and so that's exciting we've been asked to extend the um due date for the requests for the proposals and we are going to do that to allow them is it fairly complicated there's lots of stuff going on if utility work they have to do some some road work they have to provide new homes and so we've been asked to extend that and that's going to be extended into the 17th of November I believe there is um the grant is still in place that the County BSA has received the grant there's a hiccup because that was not put into the county budget and so that Grant actually causes the council to exceed their budget and so um the uh even though it's not their money or not it's grant money they still have to account worth within the budget so Mr Carter is working with the County Board of Supervisors to address that he's proposal coming into itself um that's a good thing um any questions on the teachers at Del Rio there's going to be a project starting hopefully the next hopefully next week um to pay the area in front of the office which we've been calling late though you know it's um being swampy and Tibet and almost the ankle how you are in places and not deeper so that's how they've been doing um they've done some surveying they've also done some utility location work and so we hope to have that done next week or anything in the next couple of weeks um and it should start next week and then last is um HVAC Roofing projects we have purchase orders out they're in scheduling right now but local mechanical and Progressive cooking um hopefully they're ordering stuff which if you think about logistics issues trying to order a runner that HBC units could be a donkey task in addition to various protocol classrooms and things like that so right now we are in the contractors are in the planning stage in the scheduling stage so we are but we are approved to do that it's just going to be a 18 to 24 months but any questions on is the annual confronto through 16th right now we have seen uh Cindy Annie and Mike that are interested um anyone else that would be you Hi Google okay I expect the district's Monday already okay um and then the um one or both of the new uh of the candidates um would also be able to give them those as soon as we know who that is infected um so that's important because Karen needs to know as soon as those those rooms pop to open up something there's a schedule for Thanksgiving lunches if you want to serve Thanksgiving lunch these are the times and the dates it's the four days Monday through Thursday prior to Thanksgiving week there's some times if you are interested please let Karen know she can put you on the schedule so that we know if you need additional people that still bodies so that schedules on here yesterday [Music] we recognize our staff of the quarter so at territorial School we had our teacher was here we fighting and our student staff member was Remy Natalie the interesting thing about both these people is they are daughters or staff members and graduates Aquino at um the real school our teacher is playing overtime and our staff member is the best hire that Dr Moody has ever done it's in Gallup our Behavior coach at Heritage Middle School we have our teacher is Kevin Rose who's new to the district exciting to have a new one and actually our new administrative assistant in the front office she's been there for a little while but you do um at the high school we have did the ballot who's our Unified sports coach and Community teacher and we scared the heck out at Benson's hours with all this ad Min coming into the office in fact she's getting fired here instead we're offering her as a staff member of a month so she she's our registrar at the high school and is in the cougar Center and our last pump is our distance our District staff member of the Vermont Street John Livingston for Albertsons done on this project the HVAC roofing project would not be possible without his work so we wanted to recognize him as our staff and our District staff okay and our last thing is we have just a quick calendar at the bottom of that page um anything you can go into the county line meeting on October 20th our government working is November 14th which will be back at a regular location Thanksgiving lunch will be talking about um we have two days only a two-day week during Thanksgiving week another board meeting December where we move where we will swear into incoming board members the SBA you know conference and December 26th you January 5th is our winter break the district office and all of our school offices are actually going to be closed um we have there's people that take vacation there's only four working days two each week a lot of people take vacation a lot of people take leave and so we're just we just close so that we don't have to guarantee Staffing it and um that's at the district offices and all of our countries during fall break are all the schools offices closing so during fall break you'll be similar because it's just a vacation time for our 12-month staff and there may be staff working they just won't be okay questions concerns comments thank you very much foreign and there were times in the year where our expenses almost double our Revenue here today please report the revenue as in the end of September 4.4 million expense 5.7 and our big batch Revenue later in the year with local property tax so that's just a big picture of people's reports we do have on the cash balances report we have we have preferences and the golden conferences once we have all of the purchase orders that she'll just mentioned before the school facilities board projects for just over 26 million dollars and on all those uh important documents what we call the terms the school facility supports funding these and they have a unique set of terms and conditions in terms are we let them pay we let them do the work and that's great and the interviews that we had this morning with some contractors and some interviews you had yesterday did lead to some really good discussion uh and again to mentioned that before the staff housing it's it's something that we're looking forward to and at this point instead of cash flowing the whole thing if it's late and a half dollars for these units we do have a pretty good chance of it taking financing for that which would allow us to advertise that over a longer period now I do have a couple can I can I cover the Student Activities if you say it's not on the agenda but hopefully until next time yeah so we'll catch that double September and the October 8th and that's all I have anyway questions all right thank you very much item 888 all in favor um I reported that you had three coaches on our payroll um hope it will shut down our numbers companies now and relax We're projected to have over 40 players on the boys basketball team is Mr Vogel knows to build a program we need to have coaches in there and luckily for us we have the best hire of Mr Conductor movies career um Gallaher is going to be stepping forward and taking over he's worked with the seventh and 8th graders of Mile High he's going to be a perfect fit for our freshman team but I do need this excitement to keep this stove where is this Mysteries please maybe um as Mr Dunn said he used to have three we actually took that position because it disappeared it actually became the girls wrestling coach opposition is what happened and so when this is just the reason we have to do an additional position is that because somewhere else so we're talking about three thousand dollars which is is pretty insignificant for what we need got any kids and we still have a coach for the girls wrestling and we still are keeping the girls wrestling coach any other questions all right um thank you Mike all in favor aye thank you very much good luck item 19.

you have a motion to accept the recommendation for the out-of-state filter for the participate Club as presented so let's just add it to the gym right right second awesome okay any discussions [Music] Carol yes maybe yes Vicky and Stephanie yes Steve yes did you actually need an item the recommendation for 2022 a Thomas 782 passenger conventional bus with purchase price of 129 819 and a Thomas type a white special purpose bus with the lift or purchase price of ninety six thousand eight hundred twenty dollars these purchases will be funded by Bond funding available recommendation to purchase the two buses as prevention salute second any discussions [Music] good choice on the white verse I read through the steps I've used those bronze lips before and those are good ones um Carol yes Amy yes Vicky and Stephanie yes Steve yes Brown County Middle School drama Janet Sears second one second question yes Amy yes Stephanie yes Steve yes follow me together [Music] any discussions welcome Carol yes Amy yes Vicky and Stephanie yes yes and the recommendation to improve a 500 donation for way of the equal no specifications unused from an anonymous donor all right we have a motion to accept the 500 donations [Music] foreign discussion thank you as always thank you very much Carol yes Amy yes Vicky yes Stephanie yes Steve yes give the recommendation to improve the Educational Service Center playground while remediation feasibility proposal submitted by local architect Michael Chamblee for architectural services for nine thousand seven hundred fifty dollars to commence immediately you have a motion to approve the Educational Service Center playground law usability and proposal by the architecture I have a question before read no but I don't think I've seen the ACT I know he talked about it in the presentations we have the proposal but it sounded like with the amount on it I thought maybe it was something that was not happening that's how much it costed you that he's never really study okay okay further discussion yes you say how quick he was going to start ASAP I think he's already become yeah Amy yes thank you yes Steve yes motion carries 5-0 and the recommendation to turn around a State field trip for Brown County High School history public allowed to travel to Louisville Kentucky October 20th 2022 the relations that the recommendation for the out-of-state field trip or the history club and the high school for October 20th 2012 second any discussion uh where are they what are they going to do I I don't have the ins and the outs and the details of it what I do know is the kiddos presented us to Mrs um Adams and Mrs Llewellyn and um they have taken it and it's incredible opportunity for these kids so there will be a presentation they do that a lot where the kids stick on the plane again I think that's really good yeah we've been to so many Renaissance festivals yeah they I think they came about like just that's why it's a modification on this agenda because it just came about so um I was just wondering yeah I want a chaperone specifically Carol yes Amy yes Vicky and Stephanie yes yes I had the recommendation to purchase the following buses for 2022 at Thomas 72 passenger conventional bus with purchase price of 129 818 and a Thomas type a white special purpose bus with the lift course purchase price of 96 820 these purchases will be funded by the bond funding available do you have a motion to accept the recommendation for the two boxes uh to be purchased as Absolutely I'll second any further discussions I appreciate the support of this I know Dennis is here to take any questions if anybody has any questions about it the white special purpose bus um will be our first midi bus I guess per se that will have a lift to accommodate um all students and this will be able to provide an opportunity for Mrs kelp and other special education teachers to be able to to take kids to the library or anywhere yeah so before we would have to you know have a giant bus that has a lift and then somebody has to be paid to drive it and so this will be huge for our special education department and I know they're very grateful when will these buses be when we get them in an improved wall in contact with them tomorrow unfortunately starting next school year was there some maybe right around the year for both of them so they do they make them to order is that how that works yeah as you order them and right now you supply things they're trying to catch up okay tell us about the conventional bus I mean what it it's going to be modern I suppose maybe more certainly more than what we ever wrote when we were kids but what is it that um that this bus will include or anything yeah when you you say School Bus and it fits into the rotation of your 12 year replacement plan if you look at what your inventory is now you're loaded pretty heavy in a couple three years so they're kind of spread things out and meet you back to where you don't have to buy multiple units at once to try to catch them that's what you can kind of rotate things in and out as they reach that 12 year as the camera technology kept up on those I mean I know we've got probably older camera systems is this anything new out there there's a there's a few little different cameras there's some that are in the middle we go more towards the seats our cameras right now are set up convenient to be sideways because if I were to take you down and get you on a bus the person you would notice would be how tall the seats are because the federal government has a safety containment portion of the safety crash yeah and make those taller conversely now let's put the kindergartner the first grader in that seat the driver's looking in the mirror you can't see anything yeah so that cameras are coming this way now instead of just straight on all the time on the white Busters you know the sideways thing but there's a couple uh they go down the middle and they have multiple cameras coming out of it let's see just one camera appointments security camera software is easy to operate it's got a good quality there are some of your your small investors a lot of times sometimes because certain students so that takes care of that and then that way then your activity buses they're going to go a long way to set up there will both of these questions be a smaller one will be the large ones oops and so after we get this bus then we retire or an older bus we will retire one and depending on which we make sure we'll retire on the other one your Suite right now I have several other products that we auction off just to kind of clear the fleet because equalizing back out for some that we're not really equalizing around thank you over that 12-year plan right now you're sitting with eight eight buses or 12 years old it looks like the last bus is probably purchased in 2020 that's when it was manufactured and then before that year 2019.

oh yeah um okay so the special land secretary has been an 11-month position since I've worked in the district and we have increased our special ed numbers significantly and the amount of Duties that go to that position have increased and so I would like to come and ask if I could please have that position go to a 12-month position versus an 11-month position to help us with all of the extra paperwork and assignments and things that go with it that person would then help me wrap up the school year and begin the next school year um instead of having it so much left in the summer to do alumni and so um anyway that was just and just as a common in addition to the way from 11 month to 12 months that really has some significant responsibilities so we're actually increasing the classification from a secretary to to a higher classification to admin system which is really appropriate for that and the budget has passed capacity it's living it's the 13 500 which is including both changes any other questions and then you can't hear me down there all right I'll annotate a motion to approve the position I'll make a mission to improve ment in transition to an administrative assistant position all right all in favor [Music] um okay um this is item 9C this is uh regarding an anonymous employee economic survey and Mr Fogle you're going to present this I believe go away yes this is your survey uh yes [Music] go to the staff faculty Etc with this and the result of that is there is there's a and I shared with you already and the rest of the board members have this already in the redline version of what uh seaac would like to see the changes and I actually had an opportunity to talk to Mr Fogel last week or earlier this week to go over this yeah the device oh Mike um I think it changes for excellent but I'd like to also suggest I'm Number Nine the percentage in that household income to go to your house expenses traditionally the federal government includes Utilities in that in addition to Grant or mortgage payments and so I've asked if you might want to include more definition so so people know if it's their Grant mortgage and utilities so we can make that adjustment and now I'm ready to move to the app support to uh deliver this survey to the staff and have Mr show collection yeah and then report Netflix how long would you like to see it out there before we kind of summarize the data [Music] so I was thinking about having it um going out on the 17th which is the Monday that you turn back from great and um a week two weeks I would say no longer than two weeks but we might undo it as well and then that way we can have the results easily available for you at the November 14th since we're going to everybody all staff members so when I send out that when you get hit by all accounts of emails every single employee is on that list I will say 95 of employees because we have people put it out but that is the biggest the easiest way to do that and then there's also the explanation that was part of the survey um it's not in here but they're loose an explanation sheet they came along with this that I'll include but you know put that in an email kind of why we're doing this with the survey that would be a Google form and um then that allows us is easier to do an easier job and well you may want to look at um we also have an account with Survey Monkey so we can do one of those too surveying mother can also yeah um in both cases we won't collect the data but surveys healthy is a little bit more robust when it comes to evaluating data so but that one will have available for you and you know I'd probably just there with Mr Copeland before that meeting so if [Music] yeah is it still active it is still active in auto review thank you for one more year so yeah so could we please whoever does these change the action action item and include October 17th for one week and it was the survey month October 17th or November children yeah so I have added equipment with the discuss changes should be good enough for me for the motion that I have basically it's going to be housing expense and parenthesis I'll put wrench slash mortgage and utilities yeah employee economic survey for October 17th with use of Survey Monkey with the dispatch changes thank you for one minute all right [Music] can we make sure that Karen has it I'll tell you afterwards will that works okay uh do we have a second would you like this all in the paper item 90 a new ell position all professional support at cvhs this is at the high school um ell teacher has we've had to give her a second class because of her real English class was so large it wasn't um enough of a time for her to meet with all the students and go ahead and make sure that all the students who were able to attention so we split at the ninth grade class is very big so they're in one class 11 12 or in another blast so with that number of students we needed someone to help her with the students and we didn't find somebody that could work most of 0.25 that is also bilingual and has said for us a lot as a loving person so to help and support the increasing number of ill students we would like to have a quick question I'm not sure who wants to answer it just curiosity are the ell students who've received Ambassador at cvhs so um district-wide our email numbers for high school Heritage is also up um that those are the two places where primarily were up the most and the majority of the students who have come to us meet the federal ins definitions a lot of companies use not necessarily Polo shoes because they're regular relatives or something like that however they're unaccompanied and our numbers are a highest of speeding just like at most thank you where we also added another reception and I think it might be at first for us we have ndl student that speaks but we do this yes second sorry thank you all in favor thank you thank you very much three additional agricultural roles I was a medicinal agricultural assistant intern positions at the farm uh periodically throughout the school year we have larger days where we're going to have projects on the farm whether it's cleanup whether it's maintenance and most specifically when we do harvesting in our Fields maybe not this past season as you've all seen that feels and take it but uh throughout the year we have all the time we need to have a lot of kids on the farm and sometimes we only need to have a few skilled kids on the clock so this will give us the opportunity to uh hospitals in the farm working directly with Miles and with those and our farm worker there to attack them sometimes goes with technical projects that need to get completed we did last year and years in the past we do have members of the FFA County of the farm cleaning for us that's much less of a skilled work that we need in this car which is a great thing to have but there does [Music] so those kids that'll give us the opportunity to get some more technical skills our technical jobs done on campus the farm or in the greenhouse as well we currently have three positions are either similar we have one for the farm we have one for the greenhouse and actually we have one for the culinary arts department so these are the addition of three more kind of focused on on the back side and those three more those would only be period they wouldn't be for a regular course hourly much more okay any questions comments concerns all right another question please I'll make the emotion for the approval of student worker positions and the second place [Music] there is a supplement so please refer to the supplement as well we have five new classified magicians one new certified two resignations one retirement two certified changes five classified changes 13 coaches three attributings and only this time 44 timesheets okay okay any additional comments or questions concerns all right I will make the motion for the approval of the Personnel report is supplement secondly second all in favor all right thank you item 10A 2022 annual Financial reports this is what we discussed in our public hearings again uh blood reflections there it's just a summary of everything that happens initially last year by fund and it's been reviewed by me three different times called City agencies probably 35 different times and here's your sequences and connections they'd like to make at least documents aren't always working but I I certified that they're done with the best of my glory fantastic since we've already discussed this and it's very additional discussion all right emotionally please no this is the approval in that case [Applause] [Music] the project report as students foreign [Music] again this is in the public hearing I'm not going to make a however is there any of the additional information all right I'll try again okay okay when we talked last time we did the two open enrollment waivers I said we don't hardly get any and then the next day another one came um this is a gentleman who has two children he is asking for him to enroll his children in grades one and three he actually lives in the same household as one of the other uh prior uh approved um open enrollment um they are actually how that one is actually closer to USB than they are to kindergarten schools so they're closer to buy attendant than they are to our schools um we unfortunately rage one in the tire both situations prior they had kids going into open sections open Grades and closed grades in this case we have the requests to go into two what are probably the most impacted grades that we had and so um staff is is um asking for or is recommending it not be approved but um now the other thing to think about is when we bring in people from outside we're impacting the learning of those kids that are already in that group uh and so by bringing because of great great you know the class sizes are going up and I just want to know you know I agree with you and I really do I just want to make sure that that is out there as well sure yeah and I looked at this I think maybe the same way any good uh I was working in the first grade with the class average class size 25.8 the desired side size is 25.
