importance on this Monday evening for a very special and I mean very special meeting today we have a short but powerful impactful agenda today that will take some time to go through it and make sure we fully understand what's taking place and it's good to be here today on this topic at this time congratulations liberty and justice through our 2022-2023 classified scenario there's no mic down there so move back well good afternoon um president McGregor Dr Smith and members of the board tonight we are proud to present information on the administrator and classified raises our administrator raises this year will mirror the teacher raises and as well as insurance and it's a 4.75 percent increase our classified staff will receive a increase of 4.75 percent their insurance Remains the Same which mirrors the teacher's plan and they are getting a potential stipend of 750 dollars are there any questions I had one question Miss Johnson on the classified stipend um when would that be distributed so if the cash balance is to 14 million on December 31st staff that is hired by November 1st will receive a 750 snipe thank you Lord just for the record our classified raises are always on a calendar year budget cycle so they always receive their raises in January of the new budget cycle your administrators are similar to the teachers or the same as the teachers they're contracted employees okay so just to clarify that with the teacher raises be retroactive to the beginning of the year okay the beginning of the school year yeah yeah yeah thank you July 1st we propose that the board accepts collective bargaining agreement that was presented on October 3rd so moved second um before we vote let me make a few comments I think we should on the record special meeting but let's talk about what's up let's talk about what's taking place in our nation let's talk about what's taking place in our state and most important let's talk about what's taking place in our school district we know as a teacher shortage across this country and we've been fortunate to be able to cover if not all most in our school district we know it's a very competitive landscape in Marion County when we stand before our parents and students we want to be to say that we have the best teachers that we can find whether they be influenced outside of launch we are proud of the work that our teachers do in this District over and Beyond sometimes we hear about it sometimes we don't to be able to give our teachers this raise given the economy I think speaks volume of the administration in Lawrence Township I know there's a lot of work goes behind the scene when we talk about salaries benefits and let's not take for granted yeah we talking about an increase in stipend but let's just think about our health care in this country and to be able to have another a year with no increase to health care even makes it even more special of an increase that we can give our teachers so our commend them again the staff administrators Administration for those efforts on behalf of the school board of Lawrence Township I think the Lea for working with us and making sure that we have the right representation the right discussion to have what is the right thing to do while teachers in Lawrence Township we thank you for that we know that every teacher in this school district regards seniority work their butt off to get it done we know that we know there's some things our teachers sometimes don't get to talk about and I'm saying this because we're in a place in this country where we have to raise this profession or I will teach you every student in this school district should automatically like because of my teacher I want to be a teacher every student even when you don't have a good teacher is made up somewhere else when you get a great teacher why am I saying all this before we vote on this because we cannot take this moment for granted given what's taking place just here in Marion County and sometimes we just things go well for us here so we don't really have a whole lot of discussion about when things go well we fortunate in that regard but as a school board we don't take for granted what's taking place today we've had a lot of discussion as school board members is this the best we can do are we sure we can get the best Dr Smith how do we make sure we can get the best is this the best we can do for our teachers and with this 4.75 increase on average for everybody no Health Care no insurance raises being able to get what we call a loyalty stipend we thank you for all your efforts and we hope to continue to raise the importance of our teaching profession let us be the North Star let us be the example of Marion County Indiana and these United States of America that Lawrence Township be the North Star how do you treat individuals that stand before our students and our families now that I have a motion in a second I call the vote and for the record I'm gonna call the voter individually Mr freesia have other commitments couldn't be here since his regrets there's no one how do you vote yes Mr Mustin how do you vote Yes Miss Puckett how do you vote you vote no on the collective oh I'm sorry yes yes Lord yes I vote yes thank you I vote Yes on our approval of our Collective bargain agreement thank you job well done second item approval of the 2022-2023 classified and administrative salaries president McGregor Dr Smith and members of the board we bring to you our proposal for the classified and the administrator salaries that were just recently presented do I have a motion I moved to um accept that recommendation to vote on that recommendation do I have a second as chair our second emotion move by Ms Wendy Mustin second by Reginald McGregor questions comments I do have comments but questions or comments from the board questions or comments foreign again pre-pandemic host pandemic during pandemic let's think about leadership in our buildings leadership at the highest level leadership to the lowest level pre-pandemic post-pandemic well let's go back to Darwin pandemic again in order for a unit to succeed it has to be good leadership good leadership is rewarded throughout most importantly at the beginning and doing the year for jobs well done again the questions asked are we doing the best for our administrators let's talk about our Equity work as we talk about administrators and board is I just want you to hear my leadership on this and yes me and Dr Smith been in meetings not just today other days yes I've had conversations with board members where we are in terms of rewarding administrators classified and let me and I want us to be transparent about what's being discussed because a lot of times communities think we just up here like okay yes discussion let's start with classify landscape economy inflation let's think about the different levels of salaries for our classified and then I want all of you to think about impact inflation has on that classified group inflation affects all of us but it's not quite the same for all of us let's think about that so the question becomes are we doing the best we can do to make sure that we are maintaining the quality of life that we as Lawrence Township expect for anybody that works for this school district are we maintaining the quality of life how people are able to live the people we see at the grocery store that has on a large Township cert that they are able to survive with the new money and we're grateful for our new students being able to hold again Lawrence Township we've been a good we we're in a good position talking to Dr Smith there are some districts who don't have there's no increase losing students don't know where the students are we fortunate there are some things were put in place before I got on the board most of us got on the board to ensure that we maintain a cash balance and rate of day fund so we grateful to be able to do that we don't do operations and referendums Roger we maintain and do what we supposed to do to do to take care of our operating business so we don't have to go out to the public and ask for certain things teachers look for guidance in their buildings families look for principles a system principles leaders look for leaders to help in tough times things are going well it's easy to get to him when things are not going so well that's When leaders have to step up every board member up here is grateful for our leadership stepping up during tough times it caused us to have tough times but they stepped up again the question Dr Smith are we doing everything we can for this classified group throughout yes are we able to give a stipend to this group yes we understand the differences and experiences the difference in education levels the difference in job skills but yes we're able to give a stipend as well as a 4.75 increase that's good news for us again I think Administration and all others that was involved that we can make that happen so we good there board we good there okay we good there we're gonna have to have some more discussions but board we good there from the administration side board again 4.75 increase Insurance zero able to give stipends for a group of people who you know when you're at a football game at eight o'clock nine o'clock at night you look around you see Administration if you go to any building weekends you see those individuals doing what they supposed to do and some not because of what they get paid man but because of their dedication to our students so we're gonna we gotta reward that Lord we gotta reward that just listen to me given I want you to be thinking about as board members freed pandemic post-pandemic more importantly during the pandemic how our classified and administrative Administration stepped up and made sure that we were still able to do what we need to do made it look easy wasn't easy but made it look easy so we're grateful for the increase and the stipend were both classified and administration and board we're going to send a message loud and clear on tonight that we are proud of the work that everybody in the school district has done we know there's a lot of work to do there's a lot more conversation you've got to have around ensuring that people are being taken care of but where we are tonight though board we are in good shape bucket we're in good shape you got questions but we we're in good shape okay there's no way in good shape there's mustard we're in good shape yeah we're in good shape so Ward motion Miss Wendy mustard second original McGregor any questions or comments additional questions are coming and last but not least we trust the recommendation of our superintendent that's reason why he sits in the chair he sits in with the support staff that's behind him we trust that I'ma call a vote individually knowing that we are doing the right thing for our classified Administration any questions or comments before I call for the vote it's Norman yes Miss muster yes Miss Puckett so yes yes Rachel McGregor is a yes motion carries for both recommendations on tonight Miss Johnson thank you any other questions or comments I would just like to Echo what you have said uh Mr President so proud of our Administration for carrying us through rough times and for bringing us home after the pandemic with more students than we've ever had it's outstanding work and speaks to the care we give to our students and I'm very grateful to the to the teachers that the Lea for coming to this agreement in record time and um for making Lawrence Township truly a district of destination and as you said a lighthouse for what we can do for the people that have done the most for us and we will continue to have discussions um particularly and especially for teacher salaries and classified salaries we will continue to have those discussions over the next year to to make sure that our employees are not suffering through this economy thank you everyone who is involved in this process it's um something that really weighs heavily on me because it is such a big decision as a community member a parent a daughter a mother um just making sure that we offer the best for all of our employees across the board and we're so grateful you know for their work and what they can do and this is um a good experience to learn to ask the right questions to um weigh in on all the experts in the area I think one thing I can speak to and I don't mean to speak for the other board members is we have a huge amount of emotional empathy you know and I think that's why we want to very carefully take our time as we vote on these important matters to make sure our whole district is compensated and taken care of so thank you to everyone who's worked on this just it I just second everything that everyone said like you said I think that's the difficult part it's just like I've been in this Community for oh gosh my mom's here 50 plus years and so knowing teachers knowing parents knowing um some of the behind the scenes stories knowing different things it does tug on your heart but it's our job as leadership to do just that to move our Township forward and so we literally couldn't do this without you and so um that darn empathy all right so that's it thank you Dr Smith you have any comments thank you board and start we'll start all over again get ready for next year no other questions come is I'll take a motion to adjourn second mood probably second by consent we are adjourn thank you for being here with us this evening thank you

foreign done to self-tario sure that's nice we haven't seen you for a long time you're having a rough time yeah Miss Smith here okay will you please um Mr Guthrie hi Mr Hopkins Mr Robinson okay foreign [Music] information board meeting um the default intersection deployment um [Music] foreign we have a list or verbal resignation as of September 26th as a teacher's aide for a professional the recommendation will be to uh the approval of the resignation of Victoria temperatures I'm going to go to the next item you see the following your session for the following features Julie Andrea Fernandez another question is [Music] the high road or something yes sir Mr President um the following teacher that well that you just the aforementioned teachers you just stated and very professionals have expressed an interest in teaching during the October 17th and 20th uh 2022 fall intercession teachers will work five hours per day per day for for uh for four days at 25 per hour of teachers AIDS parent professions people work four hours per day at the hourly rate of paying and uh the recommendation will be that the teachers and aides named above be approved for the 2022 quality intercession foreign [Music] members of the board um since 2016 the board has approved the district to pay certified staff support portions of the 20 salary increase for the Red foreign Monies after the pandemic the district beside it instead of a percentage increase a two thousand dollar stipend payout to all certified teachers would be easier to maintain to me audit needs the matter of payment must be approved by the board payment will be November 2022 and April 2023 of 1000 per each of these two payments uh the recommendation will be of the approval of the payment of the two thousand dollars stipend for certified staff one thousand in November and one thousand in April 2023 funds will be paid only to teachers employed at the time of teachers who came back from last year to this school so that's regarding that agenda item so this is a separate paycheck that they received different than the normal paycheck they would have gotten it's not added on Bill paycheck it's just a page just a checkup president I believe it's a separate businesses yes yes I just if you add it on to a paycheck then no because we were boiled out yeah that's right that might be a reason why it's separate so yeah there still has to be benefits coming out of that but it is separate from the regular patient s okay I have a question sure so my question was um this 2000 per year falls short of the federal promise which was 20 by 2020.

the cloud and I'm just wondering um is that is it because we can't afford that sort of pay increase um well uh the best that I understand you know I was just set up being here now but I understand and talking with uh Smith and Mrs Gallery is that the bucket this is from bucket three you must be certified in an equal amount for everybody it's an incentive for certified staff who come back it's an incentive for uh every staff member who was on the start of the schedule whether it's a staff member starting with more years of experience of my understanding um it's it's an incentive to where all staff get the same site that has saved hey yes when this first started because I asked Russian history because you know I looked and find what we spent on money on but I can't always explain it so the average teacher salary then was apparently about 35.

and so it was decided that it would be five percent that's more than five percent by giving them the two thousand dollars that would cover somebody because ten percent of forty thousand is four thousands of five percent is two thousand so most of the teachers were almost right so I thought this was proportions of the 20 salary I thought this was supposed to be twenty percent increase by 2020 not pocket yes [Music] but the rent for ad was 20 by 2020 so that's what I'm curious about is one okay right can I jump in so the the red for ad started in 2015 and 2016. and it was a climb up to 20 by 2020 not that we had to give him the whole 20 so the people that have been here and then once they leave our district they're no longer required to upgrade to their 20 so they could still be working in Buckeye or Casa Grande or whatever but it's gross so for the teachers say like the three or four teachers that have been here since 2005 they have gone up each year either five percent two percent eight percent one year was four percent one year was eight percent you were on the board then I think you were unemployment too and so we're climbing steadily to 20 so the person that's been here all since 2015 have gotten to that 25 so it applies to teachers that have been there since the start of the program correct not to teachers are coming in necessarily for those teachers they're getting the lately at least the five five percent about three years if we were going off the percentage it could only be from the teachers that came back from last year with this what we're doing now the retention bonus is they'll get it in September if they're still here and then they'll get it in April if they're still here so instead of saying the teachers that were here last year and came in this year we can say okay you made it to the you know one quarter or a halfway point and then you made it to the because we've had so many mid-year dumps they've decided to do it that way you're wrong so this separate funding though we normally this special funding is red red this comes out of our classrooms right this is this is yeah Mr President that business stated this is a there's a 20 40 and 40 this is from the 40 uh one of the three buckets has been sold Dr shavotes in the 301 committee is currently either occurring meeting right now trying to come up with their land for this year I'm going to share it with the district myself the Smith just figure out what is the best possible plan in place as far as 20 percent of the base paid 40 percent of performance are part of the plan which includes a smart goal and this is the third part which is there any attention that there's also other activities that can come from this bucket bucket view which is right now where this retention side so I so I this is not correct it's not red for red mine is 301 fun money grew it was it was a theme it was not fun so they're pulling it sort of different areas right but it's it's coming from three one that's the one right Pacific requirements so this is part of that the committee needs my attention as teachers teachers blown up and then that point it comes through the board to accept because we can't pay on something report as approved so now this is based on their last year's plan did they meet the criteria that's dependence yes it's cool it's always three years I don't know why so 301 and this sorry freaking anger and this red forehead are the same dollars no they're separate Red Bread is a thing to get more money so it's actually not any additional money that we're being given by anybody it's sales tax yeah yeah we get it it's sales tax money that we get a part of that's the questions that's a question type of money but it's I might I'm the one to Target so it's usually red for it so I might have been mistaken so it's it's not like if it's coming out of classroom Cyclone that was Monday by 20.

is read for it right that's yeah we can double check and make sure we have um for myself because I under I understand this or not doesn't really matter as much as the funding that we're getting is going to the teachers yes that's my biggest concern I just want the teachers to get everything that they can get right get the yes uh this is from the 40 there's three categories but that's the agenda item we'll discuss the 40 and the 20 bucket of other categories this is part of it all works together I mean I know we spent a lot of money on school board dinners and the chips so so yeah if so if you come back with some clarification and my understanding was that there there was an increase of funding due to Red Thread the red thread the base yes and that money was supposed to was supposed that was to enable us to give a 20 increase any other questions on that um yes um Mr President we have um Dr chevals and the leadership team uh has compiled results for the fiscal year 2122 prompt Fuel and plan for each teacher employees by that year 21 22 year payments have been calculated in accordance with the approved governing board of profiling plan and the details that touchscreen review which is what I mean I shared shared earlier and so um this relates to the market one the base pay 20 percent and and there's an amount that includes the amount of benefits and the bucket too the performance pay which also has an amount and a benefit so power what involves bucket one and uh and bucket to the performance performance so the goals that you've all loaded on from last year we're doing we're just approving the payout for that so they turn in all their evidence and information throughout the year after school's out in June probably that first week of summer school I have all of it accumulated and um in the spirit and able to go to teacher by teacher and we could see some of them you know are really good they have it all labeled and they're just beautiful and so it's so nice to go through and there's a huge rubber band in a box and uh you're just like you got a kid maybe I'll do this one next and then um and then um and you just mark off and make sure that they have everything appropriate and uh that they said they were supposed to and fill out this spreadsheet and we turn it in so we only had a couple teachers decide not to do it at all and that was on that was their choice but actually the ones that decided not to participate did almost all the work but then they just didn't do one or two parts of it and I've spoken to them about it so maybe they want to finish it and just do the whole thing this year for the extra money um and then as uh Dr solterio was saying we're in the process right now at the next board meeting we'll actually bring to you this year's goals to be voted on the just the staff will have voted that they approved those goals for this year's 301 or I mean yeah to receive them sometime next year but but for like the goals for this year and we'll bring those uh the next meeting and we'll be rock and roll for 22-23 .

Mr President just like that when he was talking about the bucket one is the main parties of ACS are 20 percent and then the bucket to their performance paid us to 40 percent and just that you mentioned the goals for example some of the goals of part one was positive parent context 25 part two was the parent-teacher conference attendance keeping an attendance 12.5 percent part three was a parent-teacher conferences two conferences uh positive pairing contact three quarters two three and four and the smart goal achievements so to get all of that 25 filing the six categories had to be met the current teacher conferences the positive direct contacts every quarter and there was a system in place for Pages six and 12th grades experience toll roads and contact 80 85 percent of the grants and um part four was list of Articles it was a combination of part one part two part three part four for the performance and that kind of like is the great color which you have done some of the evidence is it as specific as a picture of Meridia translating a conversation on Zoom so the two teachers the Maria the teacher and the parent and they'll pay the whole photo Journal of it same with the zooms or screenshots if they weren't able to do in person and then somebody could have like selfies so it just kind of it's all over the place but other kinds of teachers just cannot make contact with a parent there's there are times that's why it's not that's why it's not you have to you know 100 percent for the parents we do um like like Dr soltera was saying it was in last year to try to do it was 85-90 we're really pretty good here though with their smaller numbers and with so many people related somebody usually gets a hold of someone and we're able to get in contact with them um there's been a few that that are more difficult than others but uh yeah with all the different routes with the internet and uh the phone generated person I don't suggest a lot I don't suggest a home visits like back in the good old days we used to do especially with you know the Constable that we shot for non-hometer in Tucson you know within the last year and then nobody even open the door they just shot first and so I'm really leery of keeping myself going house to house these days because they just you know it's just you just don't know so we've been very successful and so um none of them weren't able to get weren't able to get the goal that they had set forth and I mean some of them had to work really hard for it to get to get into contact with that parent or Guardian but that they were able to do that and a key part too of Mr President and members of the board is to qualify the teacher had to be certified so that's also a very critical component that's one of the Department of support here in Arizona for free of plan that the teacher must be serving so from here and then the teachers have been going to either create a drug certified board today elections not to actually if they let Miami Blind Side okay yeah some of them to see what he did most of the work they needed to do to get the bonus but they took them off so in in these cases they need to be certified by to have done yes but they don't and some of them church and they they deserve to be announced that they did the works I think um but they don't have to be returning a non-returning teachers are also dating yes yes they're getting that they're getting the performance but that's the work that they did for the last years yeah and so just so you know at the bottom on the second page I actually put in the fund and that number is like a 1-1 revenue that's Revenue I got for that fund and so then I divide it by how many people were eligible to earn it to come up with her employee eligibility enough and then because they want to know what they get I multiplied like that by 80 because 20 is going to come out for taxes unless you're foreign uh their check that the retention selected in a separate check not very soon we explained that the process we explain the process and what had to be done put in the 2014 last week if there were any states or any adjustments three or four or five people in Texas newspapers okay I am five well they talked about I was uh um Brandon uh yesterday Mr President of the board of Brandon I want to say his last right hit horn has been interviewed and reference checks completed for the position of substitute teacher for the 22-23 academic school year um so I will be recommending the approval of the employment of Brandon petone as a substitute a substitute teacher a new substitute so this uh please the next item is because [Music] you didn't want to be a full-time teacher yeah so I interviewed he had a good discussion with me um and not at this time he uh they have me and his wife have some other things going on that they expect that they're passionate about and like to work on and but he has done that he has taught in the past and said that you'd like to start out by really is what you love and then he got a bit of feel for how we work and our kids and we need to see how how he is and what he's interested in hopefully uh started that way and get him in but yeah young man Spanish and French he speaks and traveled the world a little bit which is good hopefully all works out for the position of substitute teacher for the 22-23 academic school year this is Morales retired from Ajo schools my understanding in 2005 after 13 years of teaching at office schools I will recommend the approval of the employment of Kathy Morales as a substitute teacher so we have either two substitutes put the other three that we have so we have five yes yes she quit subbing because he cut on school board yeah yeah under my back across the valley Neighbors okay business items the first of which is the approval of fundraisers Mr President in consultation with Miss Marciano Gohan high school student council the following fundraisers are being submitted for yearly approval per uh usfr Car Wash dances homecoming prom food dinner sales burritos Burros spaghetti hot dog game concession stand Fall Festival talent show Holiday stores smoothie hot coco sale holiday treats Valentines roses flowers Crush Candy December candy gram cards Thanksgiving cards and candy the recommendation will be that the board approved the above list of fundraisers for the 22-23 school year uh um so last year we were doing our audit for the 2021 school year one of the new things that came out for when our Auditors and AFR is that we have to have board approval of all fundraisers throughout the year before they actually before they happen um so this got my stuff from last year's last month agenda and I apologize for that but we have to get these fundraisers board approved and they'll happen sporadically throughout the year and some of them might not even happen at all but to actually do them we have to have board approval before we do them first so this is the new a new thing that we have to uh board approve I don't know the auditor just came out with it when we were doing our last RV March or February or whatever yeah right every single little time right but it's just for correct not for other places student council football any any sports anything because it just well in consultation with Mrs aircon who's at stucco but all fundraisers have to be approved it's not necessarily just for our student council but I I consulted with Mrs Aragon who's a student council advice after her name was just her title beer it's not saying that that's just the student council that's that's getting these no it has to be fundraisers for uh maybe maybe with the grammar or a common thing I'm sorry no I guess what I was asking was you know anything about all of these things has said a lot of them but they all have to be held at the school or can you do it in a parking lot well I think are they just if I look at what's in front of me here outside of the car wash um they all happened to I believe here on campus um homecoming we have the snack bar uh set up the dances and we just had our homecoming dance in the gym um I believe so yes they have to be here on campus okay car washes.com you're not about to there's certain there's certain guidelines but if they don't just eat all the kids yeah yeah it can be during the lunch time foreign ER 2022 annual financial report this is a combination of all Financial transactions made by the alma University of 2022 I am going to recommend the approval of the fiscuit with our business manager is present for any questions details comments um he has the information also on the screen on this data so um Miss Smith you want to share anything else [Music] um just so you know every piece of paper on this report has got the backup documentation and how I pull it out of the software or how I answer any questions use a heavily obviously um so I don't know how familiar you are with these uh I can just do a brief I can answer questions I can do whatever you like this is the cover sheet that you all find and it has a summary of your mno total expenditures uh we spent 2.7 million in our classroom study fund we spent 175 and 86 000 in our capital just the bottom line this first this next page here is all about revenues so that we revenues correctly and they went in the right box the next one is this long page this is your MMO funds um and I have to tell you that this took a lot of checking because if you look over on the far right there's a bracket of columns the last three or four totals one is your budget which would be the budget of last year the next one is the actual what you spent of that and if you remember in May when I did that vision I said maybe the importance with 15-905 G which means if I was off on one of these lines you could be permissions the whole life and then the column after that was the prior year actuals so you see there's a lot of differences um between those two years and so I kept checking my numbers right but then I pulled up the year before AFR and it had the same type differences so it's tied back into covert and so when you see those it doesn't necessarily raise a big flag when you go in relationship to that I would say the biggest change would be this top third is basically your classroom and maintenance the next folded section is your special ed spending which is program 200 and you'll see it had an increase of 31 percent over the year before um and so I did look into that and we had some kids that that drove this up because the district has to maintain What's called the maintenance of effort so you take how much you spend per pupil and you have to maintain that or explain differences and because it jumped up by 30 percent it was quite a bit probecutable so then I go back and start documenting in case that child moves out of the district so that big difference was something that I spent a lot of time trying to um justify or verify or however you want to say it so basically we had a budget of 3.6 million we spent 2.7 thank you enough and nothing nothing alarming I came up with you lines like if you look at the school sponsors Athletics require an 11 on the right hand over on the right hand side you went at 400 well that's because you know before you didn't happen so that's some things it's it's a reason that I'm more than happy every time you have and so the next page was the money we talked about paying out tonight the 301 money this page is all those funds switched into one they used to have us separated but now when you report you were only reported as one thank you and so when a bucket has a balance it won't show on this page but after a whole nother report that's just about this the money has to stay in buckets you can't take money for one bucket and move it to another absolutely not when you carry over about it it's fine to stay with those and every any area that's gray is not allowed to have money spent and it is kind of a friendly one that you need to do something like that so the next page is your your category expenditures so this is where we um we buy Student Learning Materials property [Music] uh if you bought a bus about a car you buy computers and some subscriptions come out of this fund as well and so one thing that I in my years of experience sometimes we can do the budget the superintendent because I have no plans on spending that money so don't budget it well if I don't budget the state can take it away so which one do you want me to do so you don't ever want to spend this money down um unless you need to getting a healthy balance um but because we have low enrollment it's hard to get anything substantial in these account so we always watch these real friends here are also equipment related yes yes I'm pretty sure that one might have five thousand two hundred and eight percent yeah diving from 326 to 17 000 and that line is uh an admin line so we spent something either in technology or one of our the principal or the business office we was 2014.

um Cindy Daniels did our Esther cracks yeah very much money we spent so just so you know we spent 86 000 in the actual column there and the revenue that we got we got new Revenue for that fund was 161 000. so we spent about half of what we got it that's the one that you you buy expensive things you need a bus you get a bus from here capacities 100 Grand if you love that it's more value and I would think if we bought a bus here we wanted 535 so that this is yeah if we use it in a year paper showerings and all those on the Amazon page good question though that's a fair question and then it the next page is the summary of our federal grants and our state grants down at the bottom so um it's a matter of your actual a lot of times you start out with a negative bounds which is one on the left because you haven't been paid from your information some of them across over years the next columns the revenues and the next column is did you transfer any back and forth and we do because we get into the cost the next one is your budgeted expenditures is compared to your actual expense and then your balance and those are allowed to go in the hole there you're allowed to spend your budget so that could pass I try and keep up with it and then does that have to come out of the box for the following year the homeworks or couldn't come from somewhere else oh it's wearing the hall we're waiting for a completion today so we have to submit in your grand ends on June 30th and like September 28th is 90 days you have to submit a completion report which goes to the County Children and goes to the state and then they approve the dependency but I try and ask for my every month especially on the more expensive ones you'll see our negative cash balance it's just the most way and so those are the various Brands we have and then down below we have a couple spraygrounds which are the same question the under the federal progress which is the last one there is that Esser yes so it's not it doesn't specify that it is um get our Communications coverage and then 37 8 and 369 are all federal uh competitive money which is and other projects except for that so that rolled up all your essence and then we have to do a whole another essay report and so a lot of these reports really have a service report there's a classroom site kind of importance that has to record but they hold this but it's great issuing agency oh and that covet lineage so I don't know well we can have a 322 uh sort of acid was strictly there and the thing you did not pull that right the 22 is also where we get our Des cares from yes and so that's part of the the upper 300 to 399 but I'm going to tell you right now it's in the state in this report and that's at line 19 it says chromophobic relief funds we spent way more than that we spent 480 000.

so something didn't hold here so I'll have that fixed for tomorrow Monday at 24 hours time and then the next stage is and what I call Civic phones for the most part anything that starts with the 500 and through the 500s is what we would refer to the supplementary services and your instructional designed and then a couple of links down below building a million money but they're all positive um in cash with the except You're Building renewal which is like a branch containers cash balances and then the next page is um a lot of information the state wants that require specialized reports and I on this page are your average keep your salary you have some fun at times daily practice Solutions ready for ahead okay honey so that was our average salaries for 22 and how I calculated it's just like I went up under whatever function and hardly survey and do an average of those so down below you'll see the average salary of all teachers in 2000 2018.

I think they're gonna have like three teachers that were here then to now maybe four and uh the two of them don't regularly teach in the classroom so um these questions for current expenditures by categories it's just a complicated probability report that counts all funds not just at no um don't try and compare that to either mnl or the capital Pages you know it takes all the funds into effect except for some a community income so they have rules that go with that and I build a report in our software because everything you move so much you have to recalculate it episode the next page is basically what we spend our schedule everybody so right about another difference that's just the fact and then if you go to page nine luckily about um three years ago she honored her General started building this uh spreadsheet I conduct data into it and 90 of this is populated by their formulas but it has specific rules and it's more for the best than it is I think they're trying to compare state by state so they'll come up with these Fest oh and it has that error message there because yeah I tried my best so actually I had to go in there's a couple formulas that were out but if you take your Excel over here it and add these numbers up right here and they're saying that if you move over you're just looking for the right they're saying it has to match there's all spreadsheets over here if it doesn't come through everyone it should be a celery oh Ikea so this is the PDF it's not the live version but there's a cell right here that says the total amount and I for the life of me I couldn't figure it out and then I finally did because you can't count Community Ed programs over here but now I can't get rid of this so they can take a look at that no wonder why that is and then that's that's a summary where the government has to design and it just rolls up all the data as a it used to be we had to print these such an expensive project they charge some of the friendlies and now you can do it online but this was the page that you could put in the paper as in some application wondering I'm complicated that is yeah we had to put them in the paper because you didn't and it could only be the legal paper of the calendar which is not okay but most people reach you couldn't put it in a really big account unless it looks like what everything has one of those laws sorry I need to fix that one line on the grant stage yourself Mr President and members of the board um Diablo Unified School District currently have a CTE air transportation program that leads an additional flight simulator the funds are provided to Ajo Unified School District by Jay Tiff for this program currently there's only one Simulator for an entire class to take turns to take turns on this will enhance the Hands-On learning the active participation of the award engagement that is crucial for success at this time stem pilot is the only vendor that offers an appropriate Simulator for the CTE Eric Transportation classroom and that being said governing board must approve also sole source procurement before any purchases are made r-7-2-1053 of the AAC provides quote that the contract may be awarded for service without competition if the governing board determines in writing that there is only one source for the required service my recommendation would be to recommend the approval of stem pilot and the sole source vendor and Ms Smith is available to um she put together this memorandum describing the process and she's available for any questions or so [Music] I want to give Mr President I want to really recognize um Mr Gigi who deserves all the credit he researched the best possible option the only option is he shared with me uh getting a discount highlighted on stem we were also highlighted our program on the stem pilot website soldiers people can see about our program here at all whether it's leadership but he did a real good job so I really want to make sure he gets the credit um for making this happen so we'll have two which is awesome is review the first meeting of WWE Gordon television James University yes Mr President uh the Arizona School Board Association has proposed batting and changing the attached storage policies my recommendation will be to recommend the acceptance of the attached policies upon the second reading um or your information uh advisory number 737 overalls the jlste policy and regulation to conform to the Arizona Department of Health regulations in Arizona statute policy advisory number 738 is the result of law passed by the 55th legislature second regular session which can be in January 2022 an endurance ID die on June 25th 2022 the general effective data this bill is September 24th the learning boards May review an adult policy advisory number 737 consistent with the policy adoption process and policy bgb first meeting um The Proposal shall be presented for review which section maybe the proposal shall be presented for discussion and action number 738 is amending a regulation thus the governing board should be aware of this change but both action is not necessary to amend so advisory last month I can breed of jlcb immunization of students regulation dlcvr and also um regulation kdbr Public's right to know Freedom of Information [Music] policy policy glcd was updated in August 2022 to the Arizona law that precluded covid-19 for the listed required immunizations in September 2022 a school district notified asba of inconsistencies between policy jlcb a regulation jlcvr this prompted asba staff to conduct a full overall of jlstv and jlstv are policy now refers readers directly to regulation or the previous part listed out each required immunization the regulation now reflects directly what is required by the department of health services glcbe exhibit was updated correctly in August 2022 and um kdbr Focus Regional Freedom of Information House Bill 2578 requires any entity subject to a public reference request to provide the name telephone an email address of an employee or Department that is authorized and able to assist the requesting party this point of contact must be listed on the school or District's website the law also requires a district or school that receives a request to acknowledge and receive a request within five business days unless an online portal is utilized in which the acknowledgment should be automatic upon submission that's the first one so for kddr we have an existing regulation um no no that's okay um so could we possibly get because events it's yeah yeah it's like so so this is old okay we haven't updated it for a long time and in order to uh replace it get these these fields need to eat to be um populated okay um so would it be possible for Wednesday to have the regulation as it is going to be published with the fields populated and actually think that changes need to be made into the regulation because it gets outdated then that could happen as well sure and we don't have to prove it but then we can review it before it's published what would you like would you or would you like those good to go to I mean if somebody go away I mean I don't I don't have I don't but you could you could present it to us as well of course right that's what that kind of took the word yeah I did some research it's less than um it's zero zero seven seven cents okay or page and then for page for toner but then it usually comes through our office so the nine hours is what but you wouldn't be the surprise that I would be running off the records that would come through our office and but it would be how long it would take me would it take me an hour of the time would it take you two hours would it take me three hours so the the Mad hours would be what how long it would take you this is public data so so it needs to be accessible but it can it can't be so expensive but that's what I'm saying it's if we're gonna say charmer and paper it's it's less than two cents students for every copy so this this might be updated but it's it's still less than two cents for me to make one copy of anything so I don't know how far or or or do you want to take that because so I mean I would defer to to you all to come up with with change right it wouldn't be in color s for that so I think it says actual cost if available will be assessed on the sea right [Music] the person that sort of population this person's name is yeah there you go thank you well you get your response you know it's some some don't charge a certain points I was pretty Wednesday all right yes sir um Mr President and members of the board um what I would do I will I will uh I have some questions that were asked so the best thing I can think of is just keep it very direct I'll give you the question and what we came up with as far as staff when I say staff staff and also our legal department just to make sure we had the best possible answer and then ask Angelina also if she can put the statutes you can put the statues up get them ready and uncle is just um so um how long to get Prince back Prince um I have here three to five weeks depending on the teacher can we teach someone in-house to do printing um it is not recommended uh it is not recommended to attempt to fingerprint applicants and employees in-house it is better to have an independent qualified third party to conduct a fingerprinting process um what's the reliability with one of our teachers uh comes back not good the district does not necessarily have liability if the teachers favorite parents comes back not favorably if there is an issue that disqualifies a teacher from receiving a junior programs card and the teacher is not eligible for employment evaluating the print clearance is a requirement for employment who follows up on this process the district office of our office HR office information is sensitive and should be handled with care the teacher should teach it if they come back with a record the question about a quote record is a different question in some cases it is permissible to employ an individual who has a record of a criminal violation typically hiring or keeping an individual with a quote record will depend on the nature of the offense occurred in the individual's qualifications please explain the legal requirements for fee recruiting for the various positions on campus and for volunteers for example is it correct that parents aren't you are not required to be fingerprinted but non-parent volunteers must be fingerprinted certified teachers compared professionals disabilities Etc it is correct that parent and guardian volunteers are not required to have fingerprint clearances the exception are certified teachers all individuals are required to get their IDP favoriten card before they can obtain a teaching certificate some examples as up here it says parents are not required but non-parent volunteers so outside tutors including from outside organizations we need to make sure that that you know they have their fingerprint clearance as an example which positions are required by not to have a fingerprint clearance prior to the first day of work in which had a grace period with no need Apartments um so we have here the search and certain statutory steps or quality a person can be employed before their fingerprint courses of pain that is because of the delay in processing by GPS and law enforcement however per 15. can we go to the pistachio energy 15-1330 uh back we used to have background checks for non-certified personnel but to make a long story short I just believe it's in the best interest to uh have their fingerprints come back approved before hiring just the way to get there pretty quick learn some chat information for certified staff here's a key point it is hard to get International or out-of-state teachers fingerprinted before the first day um it's challenging for international teachers especially if they don't have a Social Security number on their first day of school to get feedback but that's a challenge um and and she's pulling up the statutes right now what we looked at um we looked at 15 um we looked at uh pf15-106 and Julia can you pull that up first 15-106 we looked at 15-106 identified very verified fingerprints ivp card DPS application packet you have to turn it also a blank applicant trigger print card um an application for a fingerprint clearance card uh number five the applicant has to tie that identity verifies fingerprints are taken shall provide the law enforcement agency School District or other entity with a completed application form for a fingerprint clearance card the fingerprint card with direct requisite demographic information and it requires to be in the form of a money order mail to the Department of Public Safety bless you thank you um the law enforcement agency School District the earlier entity shall verify the identity of the applicants you recognize the names of photographic identification in comparison of the demographic information so double checking and triple checking the ID um go to 15-1330 engine 15-1330 personnel fingerprinting immunity this state specifically um superintendent must have a valid figure from clearance card certificated Personnel all a certificated Personnel teachers principal everybody um this just talks about uh what's involved as far as with personnel fingerprinting uh immunity um we go to 15-512 or anything we also looked at 15-512 um uh another non-certificated Personnel or Personnel who are not paid employees of the school district you know we're not either the parent or the guardian of the people who attend the school into the school district who are required are allowed to provide services directly to people develop a supervision of a certificated employee an organ that should be hired by a school district after January 1 1990 shall be fingerprinted as a condition of employment except for personnel who are required as a condition of Leicester City to be fingerprinted the license is required for employment or for personnel for the police to employed so this is is it's very uh it's very detailed and it is a lot of vocabulary but it's critical information that we looked at we also looked at the uh this is what we use right here with the State Board of uh right there in the middle you have these state board of education teacher certification you have to the right school bus driver right next to it um drug certificated Personnel maintenance team cafeteria paraprofessional office staff they have to get their certification vendors rather than the roof renovation a project right now to make sure the vendor that their employees have their certification they're going to be on campus for periods of time with students in the area and uh right there you see change your volunteer non-parent so uh these are the forums this is the process by which we've followed we also have I believe Live Scan right Angelina we have Arizona Live Scan fingerprint locations so Angelina is very good at having this available for all of our teachers especially right now our International teachers are going through this process and through just about on the last step Phoenix Arizona Live Scan Tucson Auburndale Buckeye um any locations for them to go to Tempe human so this is trying to make sure that all of our staff has the information necessary and uh so um we have to stay on top of it just to share with everybody so questions and comments our first though correct me if I wanted anticipant while back stretch my memory and this conversation came up at first I believe Dr Billy was here but we had a real problem in getting people up to give fingerpreneurs sometimes it was a big delay right before they actually I think he's told us in a meeting that sometimes it was months before people actually got up to town to get fingerprinted and that you try to facilitate getting people up but sometimes it was really hard to to get them up there so depending on the individual so we literally had teachers teaching for long periods of time before they were got fingerprinted now I just want to make sure that if we have a teacher that doesn't get fingerprinted because they decide they want to delete any fingerprinted for whatever reason they have and then something should happen that that isn't going to come back onto the board because we allow this this individual to teach at the school for four months and they were and never got a fingerprint card and that's what that's that was our concern at the time that's what we brought up and so that was my commentator I wish we could do this in-house and then you know we could fingerprint somebody right away the first day they came to work get them fingerprinted and get a sent in but apparently the longer doesn't feel like that's well it's good to have a an independent third party uh but also we have been pretty proactive Angelina's that are designated a fingerprint driver person slash Ambassador because we had said Wednesdays this is this first month of the year the person with the two months of all of our International teachers coming in United City on Wednesday where she would take them into Casa Grande Right same day just go and take them and come back so we kind of be proactive and trying to get it done as soon as possible so it's been very helpful all right that that was my concern right that was my concern and biggest concern is that we don't have an individual come in here that does have a record come to work and then something happened to one of our students that's my biggest concern but then the second concern would be legalities affecting all of us in this room um you know if if that if we got back to we had gone five months without fingerprinting somebody and right I learned a lot of people they're just the greatest people in the world but then you get them fingerprinted and you find out that 20 years ago you know they had an event in their lives they might not disqualify from teaching but again it might you know sport or coaching or you know doing doing something else different well we have we have a good uh Mr President the candidate between the maintenance team [Music] you know I don't underestimate the difficulty that all this is because we live in all owners so hard to get anything done in a hurry and we need people right away not two months from now six weeks when the fingerprint card comes back and I understand all that excuse me I think a lot but I would want knowing that the administration realizes the importance of these of these fingerprint cards and and has a a sense of urgency in getting them done I understand the delays true you know and so I know we cover classes for those teachers and then get better out of like obviously have a driver which we have and we've got some volunteers picking teachers up as well I'm not sure if I'm trying to put this case but uh as soon as soon as they settle in like we usually get them up there and they sent them more comfortable as well because they know that social security card and agents eventually they'll assume they get that taken care of so yeah it's the first priority you know make no mistake we used to get pick and printed here yeah the Sheriff's Department a couple of questions can we get copies of um the questions and answers true um and at the top it said I think three to five weeks for fingerprints so put depending on the person meaning how quickly they can get there and get printed or just somewhere full of international teachers maybe a more difficult yeah right so an international teacher that's never stepped foot in the US before their background check is going to be easy because they're not when they do their fingerprints they're not that internationally they're just them for the greater us so they're going to run their social security card are they going to run their fingerprints and 99.9 of the time they get theirs back in two three so because that but before they came over they had to do a background check with their their country of origin from wherever they came and they're not going to let it teach your J1 teacher on an exchange program come over if they've been you know a rapist your mother or something like that so they have their their qualifications they have over there in the country of origin and they won't come over um we had a a teacher this year this year I think that line the certified teacher at his home country and then the agency did a background check before he came over and they said no you're not a certified teacher in your home country and then his application became no annoyed so they do their background check for for for verification before they come over or they don't qualify for a Visa they don't qualify for um through their Embassy in that way so International teachers are easier to do because they've never stepped foot in the US with an albums we never commit a crime in the U.S so they're going to go back through easy here now if we have somebody that came from California or Michigan Ohio or whatever then their their things might take a little longer um there's also going to be um the time of the year so if you're trying to get your fingerprints done in May June July or August everybody's going to different states or cities teachers are coming back and forth and up and down and the DPS background like you would not even believe the end of school and the beginning of school there's no sense there's going to be at least five weeks to get things done that's if you turn them in this day and trying to take at least five weeks because they're better the international teachers are quick because like I said they've never step foot in the U.S so they're never going to have a they're not going to have a record in the U.S so those are easier now what Mr guys we're talking about where that person shows up in July or the end of July in The Branding teacher and I give them the fingerprint packet and I say this really needs to get done because this can't get done you can't do this you can't do that to catch this and that person just ignores everybody and doesn't go up and get their fingerprints done performance even though I complained to not this principle and not this other person I say hey this is this person doesn't have the fingerprints the person doesn't have the things and then talk to and Council that's happened twice probably in the 18 years that I've been here for two individuals and that's that's those only those two individuals that that's happened but usually when I I give a packet to somebody I say this has to be done you know we have to get this done as soon as possible and even the non-certified teachers we won't say we'll pay for part of you know your single process so that that way we can get it done you know as fast as possible only those two times has that person just ignored and is there any penalty for that person I mean to that person I mean after they haven't done it for four months is their you can't teach until you get it done now or or what what happens at that point so I I I'm not there they're supervisor their personnel but I I understood it when it was that principle and and um if you take that person out of the classroom and now they can't they can't teach her there has to be an extra person in their supervised they're not taking away from the extra person that has it's been a credit card so are we gonna fire them and not have that class or not have that teacher to teach and then where do we get another teacher to replace that I understand all those I just asked a question and that's not with me I understand all the complications involved in that I just I'm an admin secretary and go from there but also make sure we're looking at the whole situation and also consult with our legal department what is the best option in place well I'll tell you the part is I'm most grateful about we brought it up and you didn't just pull us off you took it seriously and and actually followed up with us on that and I really really appreciate that thank you very much I wonder if there's anything you mentioned pretty much the sbas used to do fingerprinting for us and I guess they're not doing insurance and they're not doing that anymore and then I understand that we're um we've been advised this better because I'm third party to do it I'm not sure that makes sense but I wonder if there is someone in town like isda or someone else who would be willing to be that third party well um Let me let me look into it because that would save stuff for everyone um and then I just some of the statue that was read looked like to me that for I think it was about volunteers so parent volunteers do not need with no requirement um but it sounded also like if you were Community volunteer like you know someone doesn't have kids in the school but it's in our community that wants to come in and do three of the program they can do that without fingerprinting but only if they're under the supervision of a of a certified teacher is that remember that works you know um trying to think here um if they come if a non-parent volunteer but not not private tutoring like like where you know I I I it seemed like if they're going to be tutoring um in the classroom like working one-on-one with a student that makes sense that they would be fingerprints right because they are they're responsible for that student I want to say it started to be safe I really do I mean I would want them to have it I really no no so as far as the statute is concerned if you if you're in uh Mrs La Brea's third grade class or did she teach second grade visible Grace third grade class and you're coming to volunteer to read to the kids if Mrs will Perez is the teacher of record and she's finger for me to have the background check and you are never alone with that child by yourself you're constantly in the classroom with them then by Statute that requires now it's it's up to the district to go above and beyond the statute if we want to say all one two and have to be included before they come in so that we know that you know you're not an ex murderer in Toledo or or whatever but it's frogs and statue reads and as long as that teachers are certified teacher on record and they have their fingerprints done and you're and that individual is not left alone with any child ever whatsoever then they can be in that future with that fingerprinted a lot of the way that we get not around the fingerprint thing but because some of our Internationals just don't land with the social security number see with the social security number you can't get through the priority you can't get a lot of other things so we have the the teacher be with them or apparently with them that's certified fingerprinted so that person is never alone with the child who doesn't have a background fingerprint check so it's not a workaround but it's we're keeping everybody safe so as far as the statute is concerned that person can't be alone with that child without having to turn back on him now if we have to try to go above and beyond say all parent codes all custodians all maintenance staff we can go above we just can't go below okay so statue of application is my next question statute for classified employees um custodians anyone that's not working on supervised with a student they're they are not required by a lot of a fingerprint but we prefer that they do is that okay so if they're employed potentially Willis memorable maintenance change network that is uh that is one more questions [Music] um for Wednesday I'm hoping that the board we've had discussions about this but we've never voted on it I'm hoping that the board will take the aspa's support self-evaluation um and that's available I got the information from Mickey wearing and she can give us the links it's basically a short survey and what I would like is to have that added a vote to approve taking the self-evaluation or Wednesday so we can get that done because even though we've discussed it um a couple different occasions we've never voted to to actually do it well it doesn't really have to do so I think she asked what she asked me before the reading mentorship evaluation could we do that for Wednesday so we can get it done sure so what is the overall goal of doing the self-evaluation where are we going to end up with with that so can we talk can we talk about this question on Wednesday that's why that's why she's here to remind me is there anything else um Mr Caffrey yes Mr Hopkins Mr Robinson aye the past four years ago

would you like to go ahead yes thank you madam president members of the board onto the human resources update um and I'm going to be asking our HR team to get up here to share but while they get up I would like to to um share that last week we had a visit at Central Elementary with CDE and today we had the visit with CDE officials at the high school and it was there were these were two great visits they did share evidence of um the work the planning that we have been doing evidence of the culture we visited different classrooms in in the two schools and in both schools they were able to note 95 or higher of student engagement in the lessons and when there was teachers were positively redirecting students we looked at the tasks that students had in front of them they were all aligned to um to the standards they were supposed to be working on um they noted the smooth passing periods at the high school especially when they have passing periods the sense of urgency the culture itself and all that I I mentioned all that because it does reflect the work that our principles have been you know investing their time in looking at setting up structures in routines that will be the platform for um for deep in rigorous learning and they noticed that CDE so those are things that um today we had one so I just wanted to share a little bit of um of those visits and the evidence that they noted um you know of the work that we have to implement part of our plan so uh very exciting and I'm gonna ask that Dr McKenna also to share a couple of things you as a board in the community um there are questions about the work of HR and the structures that we are putting in place to ensure that we are going out not only recruiting great teachers recruiting great administrators but also keeping them but at the same time build building a pathway for our own students to become teachers if they want to so there are some great things that Dr McKenna is going to be sharing with you and as you listen to those this is part of the work that we're doing in changing the narrative for our students changing the narrative for our district because great things happen in this district and we are we are determined to share with everybody the great things that we have in place for our students and our staff so Dr McKenna Madam president Madam superintendent trustees members of the audience uh thank you Dr Lauria for giving me a few minutes I was 14.

and discussion members of the public are permitted to comment for up to three minutes hey Jeff ready for roll call ready for roll call yep uh board member Burns member Cooper president member Singleton president member Kinley president member Mitchell president uh member katarski president member Perkins member Ramson uh you you have a quorum I am here by the way I couldn't find the unmute button great thanks thanks camera so next up is approval of the agenda anyone like to move to approve that I will second all in favor of approving the agenda hi hi approved next up approval of the minutes from the July 13 2022 design review board meeting and move to approve I've got one got a second out there got it all right all in favor of approving the minutes hi hi approved okay next up regular business um so we're ready for 121 Catherine Street foreign promote the panelists uh Courtney may need a minute or two to get everyone um on the zoom call um but the um petitioners will have up to 10 minutes to give a presentation um and they also can show slides which I believe they're they're planning on doing once folks are um are promoted into the meeting the individual who's going to be running the slideshow um can put that together and start the slideshow and then I believe Jennifer Hall is going to start off with a few a few remarks and then um there will be a I think an architect from lbba who will be um sharing their screen and walking us through the visual images and I think that is um Jack Schroeder so that's that's what I know um let me pause here to see if Jennifer can tell us whether um you're full if you can tell whether your full team is um is is on the call or whether we still need to wait for another minute it looks like we're still in the process of promoting the only person I don't see is Darren McKinnon but everybody else is on and he's just here to answer questions so we can absolutely get started oh there there he is oh there he is great um so Jennifer um one of your team members may want to share their screen and while they're doing that you can start the presentation off by um if you'd like um or whom whomever is going to start us off with a little background and and um a short presentation on on you know what this what the history of the project is and then um we can walk through the slides and and whomever is going to be describing the slides can can then describe them okay great since we only have 10 minutes I'm gonna do a quick quick overview on our team we have two architects Ashley Wendella and Jack Schroeder from Landon bone Baker uh Donald Wesley Wendy carty Saxon and Aubry patino with Avalon housing uh Darren McKinnon uh with DMC and I think that's it on here um to answer the question about Jess Lita she is actually part of a Consulting Group ymj that's doing part of our community engagement and we might have folks that want to speak from our community Leadership Council that we've been working with it might also be on the call and so this project at Catherine is one of 10 city-owned sites uh the city is um asking the Housing Commission to develop as affordable housing so I think this is the second site we brought to the design Review Committee we brought 350 South Fifth I think a year or so ago so this is our second site this is much smaller project it's a six-story 67 unit with on-site community space as well and some public parking and I'm going to let the Architects talk about the actual design itself but the one thing about this building that's different than the 350 South Fifth is that being a historical black neighborhood and black business district we are working very closely with folks who used to live in this neighborhood and folks who still live in this neighborhood to make sure that we are both celebrating and honoring the history of what happened in this neighborhood as well as support folks that are still living in this neighborhood in the black community um and so they're those there's people who might be here to talk about that I can't tell who's in the audience and I will turn it over to Ashley and Jack to show the actual design of the building foreign are you able to share your presentation Jack I am working on it okay and you'll hear me too sorry I'm like yeah scrambling yep Jack we can we can hear you while they're bringing this up then I will further give more information till the the presentation is up uh the reason Avalon housing is also on this call is their code developing the site with us and all of the units are affordable to households at up to 60 percent of median income and Avalon will be providing the on-site services at the site as well okay you guys are on Jack okay and you guys can see the kind of aerial view that we're looking at okay great yep uh first off just thanks for having us and for your consideration um excited to share the projects with all of you um Jennifer hit some of these points uh we're at the corner of fourth and Catherine and Carytown District uh six stories proposed and 67 new units of housing 57 of which are one bedroom ten of them will be efficiencies or Studios um and the parking on site we're currently 18 spaces um and this is meant to offset some of the Lost parking uh that is part of the development we really like the aerial view here it kind of speaks to the scale and density of the surrounding area it's obviously a really vibrant Urban space you know it's our time on site has been really great sort of walking around and getting a feel for it and we feel like our proposal fits in but is still new it's still an addition it's still modern um a few photos you know I'm sure you're all well aware of the space but just to kind of walk through it really quickly this is the alley behind our site off of Catherine um this is the view along Catherine obviously it's just a parking lot now with the city there's these low brick knee walls um and then Fourth Ave is the historic Brick Street with the two entry points the existing parking lot and we're eliminating one of those and these are just more kind of broad contexts um the idea of scale the idea of material even the way the sort of openings March down the facades was something we were you know looking to kind of pull from um not necessarily replicate but but have a similar kind of Rhythm uh at our street front and jumping into some imagery we have masonry up to the third floor um and then the building steps back uh and then the additional three stories above are a sort of more modern as you can see a mix of white and and some kind of bright pop of color um at the base you know we know that we're kind of a larger building filling up this corner so we've broken the mass of that brick portion down uh in different spots along the facades and this is that kind of repeating window Bay we've we've made the winning Windows bigger a little more modern a little newer but we're still kind of doing this repetitive rhythm um obviously we're doing as much storefront as we can at the base acknowledging you know the vibrancy of the surroundings um yeah and I'll keep marching through here this is kind of a little bit more above our site uh this highlights the roof deck and community room that the residents will uh get to use um kind of rare in affordable housing but we're actually providing some private porches and obviously the shared porch people will be able to access these lower pieces as well so we love the idea of providing some connection to the exterior for these future tenants um this is a maybe a little over ambitious on the solar uh up here once we once we finish our mechanical design uh we'll see you know where we land but obviously the building is going to be all electric uh you know highly sustainable you know partially to uh fit within Ann Arbor's guidelines but we're striving to to take it even further um so we're really excited about that as well um just to jump into the site plan and planning a little bit um the front corner is the resident sort of public and shared space um both are entered off of Catherine um this just has Fitness community space Supportive Services offices kind of all the things that the residents that live above will need um the lavender space here is the future question mark space that Jennifer was describing that we're working with the local group to decide what what the best and highest use for this space will be but it's it's going to be sort of outside of the resident uses or could be isolated from the resident uses um we pulled the building back off of Catherine a little bit you know just to provide a little more kind of breathing room there it also helps us with our open space um but we think there's some opportunity for you know whatever activities are there to spill out onto the sidewalk over time and and liven that that stretch we've studied multiple kind of site layouts parking layouts um and have landed on this kind of straight shot through uh off of fourth Through the Alley um the parking as it's drawn now is is going to be all public even though it's kind of within our building it's really meant to serve the Carytown District the larger District um and we have this kind of connecting path that will let out towards the market um obviously we'll meet all the EV charging requirements um and EV ready requirements so moving up through the building this these are the elevators at the main level gets you up to the second and Beyond um as I said earlier there's mostly one bedroom units with a few efficiencies that kind of sprinkles throughout the building shared laundry third floor is is nearly identical we added one one bedroom and then you see at the fourth is where the space starts to step back and this is where that the sort of uh rain screens the the white uh facade starts at the fourth level and continues to March up through the building um obviously doing our best to stack and and be efficient with the structure and how the building will work um and then landing at the sixth floor and this is where you see this community building that that spills out onto the roof deck with a shared restroom um at this end um blow up of the typical residential units there's some fluctuation but these are kind of the simplest um plans modest you know efficient plans but also give a nice sense of home uh the one each like I said the one bedroom has the porch here a lot of light um just kind of shared open living and kitchen space and likewise in the efficiency there's a little bit of a kitchen bath Zone and then as you get out towards the facade there's some nice light and a large open space in the elevations there's there's not much more to talk about um than what I was kind of walking through with the 3D imagery um this just gives you a sense of the masonry up to that third level and then this portion above here's your roof deck the rear facade we're kind of expecting that we'll go to more of those the material that's colliding the upper floors at our side facades you know we're dealing with being pretty directly adjacent to the neighboring property so we've got some fire considerations so these facades do end up being pretty solid but we do still want you know this nice cladding and then you know we're even sort of picking up on some of those Bay moves um you know just through masonry relief at the sides um building section uh most of this just shows we were proposing a basement uh for service based storage uh all the things that these buildings don't always have it's just a little additional um breathing room we think uh so they can continue to use the space well here's the step back roof deck just gives you a little sense of how the how the building will work um and then I wanted to share with the group the rendering that we showed were from a previous package that we had sent to Jeff um this one updates and shows that that parking entry on this side as you guys probably know the site plans ever evolving so Zach we're still seeing your Philippine screen which screen um the building section oh okay one minute remaining do you see this image yeah okay um this is just an up-to-date air image that we you know it just kind of hot off the presses so this shows the parking entry and the storefront wrapping around uh onto Catherine um just a few small updates to to what you saw in the package that we delivered to Jeff and then I know there's some question of fiber cement as a acceptable or non-acceptable material I will try to rush here are you all seeing this image it's a different building no we're just seeing the uh rendered um up-to-date version okay that's um so this is a project that we did recently and we just wanted to show you quickly that what we're proposing is not a Hardy type board or Hardy plank it's a open system uh likely a Swiss Pearl or uh Phil Bonnet is a product that we use but it's it's a cleaner system you know there's a rain screen behind it the it's an integral system it's not painted highly durable um so we just had a couple of examples and and we can discuss that further with your comment this is some more images and and we're happy to share even more if that helps but uh and I think that's that's it okay as we head into discussion I imagine that and it's full to be able to return to the pages of the presentation Jack so you may just want to kind of get that up and ready um so as the discussion goes we're kind of looking at what we'll do what we're talking about does anybody want to start off the review board discussion I guess I'll start by saying that the staff comments mentioned the windowless facades on the North and the west and I was wondering what's your response to that is what your thoughts are we actually want to reserve that space for um some kind of art um there's some I'll let the Architects talk about the building reason for it but but we actually don't want to leave it exactly how it is we want it as a future art project our stairs move to those two sides as well and plan you know um and we're also dealing with kind of a higher level of fire rating at the zero lot line conditions um so we could penetrate those we'll have to look at you know much higher rated glazing um you know our tact was kind of to to make those solid and you know like Jennifer said hopefully use those for some form of public art um and you know we're not going to downgrade any of the material it'll still speak to the rest of the building um but I understand those you know especially when you're looking at that elevation directly could you share your screen with that elevation please I guess while we're talking about that elevation um do you have any views from the north wait you didn't include any any views from the North and which was a little bit frustrating to see the relationship of that building to um broncourt which is a very kind of treasured part of that um the carry tone area you talk I mean you do talk about it but we just there's no views I don't mean by an elevation but uh three-dimensional View yeah yeah we'd be happy to create you know more views it wasn't with any intention uh for sure you know it was um typically the design review board likes to see context around the site um so you know where the buildings are that are near it and what that relationship is both height and landmines so just for future preference and Tamara I think the other reason I would love to see that is just what the relationship on the ground is back there how it feels to be a public person parking in public parking there's a open space that is I think meeting the requirements but is that space usable and comfortable because it's enough area that it actually could be for a little bit of um resident use and it just feels like it's sort of stuck in between things and wondered if there were any ways to make that a more meaningful and usable public space um within the development I know you're juggling parking and all of those things um but that's that's one of the questions I had is like how do you envision that being an asset to the community foreign use it will be is probably for folks sitting out in a sort of a picnic table like area um but I it's a requirement under the code more than a um probably amenity to the building because we have the roof deck amenity that's going to be a lot nicer but it doesn't meet the open space requirements under the code it just means that we have that amenity as well as the porches that are available for tenants that I think will be used more widely as well as the inside Space yeah can you please look at the site plan so everyone can see what we're talking about I think Lori uh I take your point you know that we we need to Pro program that a bit more um you know I think if we think about seating possibly a little shelter you know something that can occur back here for better or worse I know Jennifer we've talked about this could likely be a place where people have a smoke you know I mean it we need to situate that and we'd rather it not be on the street so our thought is that this becomes sort of a yard for the for the resident group um but you're right for now it is a bit of a placeholder where we're really just trying to hit our Square footages so we do need to get back into the design there and um think a bit more about how that functions to clarify that's all public parking is that right so it's also a public gathering spot that's not for residents from what you said you know the whole thing go ahead sorry so it's currently uh as you probably know the a public parking lot and so as part of our community engagement process from a couple years ago what we heard strongly from the community what we actually heard the whole full spectrum of you shouldn't have any parking on this site to you need to preserve as much parking as you can and don't get rid of any of our parking but we support affordable housing here so we're really trying to be compromised and meet um all those Expectations by preserving as much parking as we can it's actually going down from about 50 spaces to uh 18 we might be able to get up to 19 or 20 as we re-configure things but that's really what we're trying to do is is keep as much parking as we can while making it a um space that it makes sense for the residents as well I know you're sort of in a push-pull with that the city wants to minimize parking but I assume that will be paid public parking so is there any gesture toward I mean there are going to be residents who have cars there and they won't be able to park in those is there some consideration for parking availability and like the Anne Ashley structure or something I concentrate on parking but having a parking lot adjacent to a building downtown Ann Arbor I know what a challenge that can be for control yeah the the intent is actually to um very likely it'll be at least space to the DDA and the DDA will be the one that manages the actual parking uh itself but the intent is to actually have two dedicated spaces for electric vehicles that are shared by residents uh what we find with our um single adult population at our sites that we own as well as at Avalon own as very few people have vehicles and so that would give people the option of not having their own personal vehicle and having to pay for that insurance and have that cost and so we'd have these uh shared vehicles that are just for the residents sure thank you yeah no problem getting back to the um glazing on the North or lack of glazing on north and west it it's where the two star towers are in um for security reasons it would sure be great to get some natural light into those spaces um and I wondered if the zero lot line uh fire separation requirements are the same on the west as they are on the North and if there might be opportunity to get some glazing in at least the I guess it's the southwest air Tower yeah we take that point I think we can we just know it's going to be a little pricey but it's not definitely not impossible and we do like the idea of light into those egress paths um encourages more use like you said a little more secure um and and you know it would enliven those those edges maybe we can you know play with the rhythm of it or you know figure out what we can do I was gonna make the same comment and I think on the North one you could um put it in the East end of it um I think right the East End of the wouldn't have to be the north side yeah right yeah you could yeah which wouldn't you wouldn't have the lot line issue there what's what has what's the rating have to be to put glazing in that two hours type situation but we don't need active air there so I think we could figure it out well the simplest solution although you're introducing something else is to use uh rated glass block certainly the brick area good just but I agree getting some natural lighting would be good yeah I have a couple thoughts on the view from the corner I think the eye level view from the corner Maybe if you could go there can you see I just pulled it up can you see it no not yet oh my gosh this is new to me uh it feels like the format's a little different there we go there you go oh we got it okay so I think in general the the I think it does respond well to its context maybe it'll come back it just vanished um in terms of the scale of the lower portion of the building and the lightness of the upper portion of the building to me they are two very different buildings the bottom section has very nice proportions I like the treatment of the windows the patterns you've developed the top aside from the yellow really has not much in common with that to tie the two together and um so while I think the distinction between the base and the top um is nice and helps it fit its context I wish that either the language on the bottom could extend a bit more on the top or vice vice versa so they worked together more cohesively it almost looks from this view like you're looking at a different building that's behind this building uh yeah that would be attention um I agree with that a little bit and for quite a bit and it's almost like when you look at the Lower Side you're looking at the charcoal gray and uh and gold or orange building slightly behind the brick and you might think of the upper part as being the same charcoal gray and and orange extending up instead of such a drastic difference between the very light palette on the top and the darker palette on the bottom Gary you're suggesting that the concrete panelized system be a similar value or color to the gray is that what you're saying I said that might help yeah I had slightly different take on the site I I understand you know you're trying to do with the color and pulling it down but I agree with the comments so we're just made that it seems a little it's like a gesture um I would I think you have put in a little bit of um nice detailing into the brick which is you know very contextual with what's around it but it's it's also not [Music] um it's still modern um but I appreciate some of the detailing you put in um the capping and a little bit of soldier course at the bottom and the Sills um I would I would um I would get rid of the orange um in those window panels and actually I think it's just what Garrett I think if I understand what Gary just said that's um of just pulling some a little bit more of a muted pad um palette above um but to keep the the base a little bit more um quieter contextual to that area um and then but you know I like the liveliness of the upper part I am you know love I love color and bring color into downtown but it's yeah it just seems a little bit uh seasoning is like a little more work so if if I understand it correctly the rain screen on the upper portion those panels will be attached and because it's a rain screen they don't necessarily have a closed reveal or a they're not a butted there's a slight slight Gap so if you got up close you could actually see through to the presumably dark rain screen are you going to have surface Fasteners that would be visible or will these be hung without a visible fastening um both options are possible Gary um we have done you know the interesting thing is these are exposed Fasteners on this project and you and you really don't even know they match so closely and you know it's it's a full shop drawing process so you don't even really hook up on them and that is a you know a more affordable option so I expect that we would expose Fasteners but it would be in keeping with what you see here they they come from the manufacturer they match their durable um but they do have a hung option the system just gets a little deeper and and a little more costly I do like the projecting frames just as a question to relate to what's I've seen already in town is this system the rain screen system similar to what Fitzsimmons is building on Miller or the Morningside development down in Lower Town those are those rain screen panels is that how you define I'm asking actually the rest of the panel because you lbba may not be familiar with the two of projects I'm talking about but they are panel systems like that and I wonder if that's what we're going to be observing everybody under know what I mean by the Fitz yeah I think I don't know if their range screens or not Bill okay it's large panels and the Morningside the Morningside buildings which are really taking over the corner of what is it Maiden Lane or Wall Street Maiden Lane and Plymouth that's a sea of that same kind of panel I'm wondering if that's what we're observing I'm going to pay it more attention to those now there's nothing but those those panels on those buildings so you is the are the upper levels the white panels we see you mentioned Swiss Pearl is that under consideration there yep that that's the manufacturer of the the the other project of ours that I've been showing you those are Swiss Pearl and then it's actually that's actually a mix and we and we went to Sil Bonnet on the sides it's a little more affordable um but same thing it's integral color and you know the material is the same all the way through it's not a cement panel that's painted this is you know the full panel is that is that color we use Swiss Pearl on a museum project recently and and it's really high quality real precise good fastening system and it's it's a great product we love my shop drawing process too yeah you know it it allows for a lot more control and like you said really precise install and looking at the South facade and the upper levels I I know you're worried about sun exposure on in in those areas but I I wonder if you've done a shade analysis and if those sunscreens are going to be as effective as you want them to be it it seems like they're only going to work midday during a high sun in the summer um and then that self aside will take a beating from some exposure so did have you looked at other options for screening those upper level windows we've not dug in that deep on that yet you know for now these are sort of placeholders and we're even exploring the possibility of doing PV on those canopies you know which we thought would be interesting but but no to optimize location depth we haven't gone to that level yet but we will um that's a good note and I guess it would be good to note that we have a green consultant on the project who's advising on sustainability and there will be a complete energy model um done that'll include Sun analysis so I think that's something that will continue to explore when one thing I wanted to point out that that we don't often see that I really like about this or the sort of vertical breaks that you have um in the lower three levels they're equally spaced in three base Denver levels have a two they don't align with the lower which at first kind of bothered me but um but I've grown to like it but the those horizontal visual speed bumps are are kind of nice and um I like that that's a nice feature something that we we do often I think kind of in urban landscape I I think it does help speak to a you know a true old uh neighborhood in a way yeah it just helps break it up visually yeah we have elevations are they reflecting that those those gaps are dropped actually which I really like also I think your elevations show them going oh are they just straight straight oh yeah which just yeah just doesn't look nearly as nice yeah you're right those should drop down that's just yeah a drawing here thanks for finding that up but I agree with um dick about um same thing I was like what some of the lineup and then it's like no they really shouldn't no there there is an intention to the two pieces feeling different but I hear the group you know there could be more of a tie whether it's in proportion or color um we can continue to refine that have there been any consideration for using the open space as an alternative to usable public gathering space because there is some of that around the neighborhood using it for storm water management and collection it may not cover all the quantity but to have that as kind of a performing landscape within the project would be a nice demonstration bring some more intense green to the area I think that'd be great Lori I think it doesn't from my understanding hit their Mark for what open space is I think it needs to be sort of usable right actually I mean or at least occupyable but I mean I think I think that'd be great if it could be a little more depressed you know and have sort of a garden rain Garden piece because we you know we will have some storm water work to do on this site it's pretty tight you know we're there's not a lot of open area here so um we could ask but I I at least from what we've heard so far I don't I think they want it to be depliable thank you John has his hand up uh yes thank you um I'm gonna have to leave soon but I wanted to make some comments uh I love the project I love the public housing project being right downtown right next to the market and that is awesome uh I love these shared Zip Cars the electric Zip Cars that that I understand for the the tennis that's that's uh that's great uh uh I um I however agree with uh Lori and Gary that the there there seems to be um a a sharp uh uh jarring uh uh view between the lower and the and and and the upper uh and and I think that uh Gary had an idea a good idea if that was darker um I do love the brick tying in with the architectural building that's right next door so I really think that you know uh I I think this is just my first impression that it it the you know the bottom is great and the top well I may need to get used to it but uh I think if you can um um uh Tinker with it and it sounds like uh that you're you're planning to do that um I am a representative from the art commission so I would like to speak a little bit about those brick recesses that uh you're planning for uh for public art uh I think it's great um and I don't know what your plan is uh Jennifer does exceptional Outreach so uh you know public art is a hot button uh you have a number of recesses so you can kind of spread it around a little bit and um I would encourage you to think about a kind of a rotating type of gallery and rather than a mural that's on the building and I imagine you would you're planning to to have something attached to the building uh that um there are these um uh high pressure laminate panels I know that's it's produced in in New York that they're awesome and if you could kind of um take a q off of embracing our differences I don't know if you're familiar with that or not but it's a public art project that encouraged a local artist I mean from grade school to uh to Penny stamps to practicing um you know artists uh to submit art and they then transferred it to these these large canvases which are then uh placed in Parks through the summer um and uh it's just awesome uh they have tours um and uh but what I really like that they have done is when uh the show was down this month they have looked for places that would want to adopt that art those canvases and so they're going into you know Eastern Michigan University the University of Michigan so all of this artwork that's done by local artists and it doesn't have to be necessarily local but all levels of artwork and it's uh Purdue used and it's displayed and then it's distributed in the community and next year there's going to be more artworks and you might want to think about in adopting that kind of a a process and particularly if you use these high pressure laminate panels uh you know you could put them there they're not going to be there forever so um but again I would you know encourage you to um you know I mean I don't need to do that uh Jennifer knows how to do that so well so she gets the Outreach get everyone in one question I did have is uh that at one time I thought um uh and you can correct me if I'm wrong Jennifer wasn't there a plan to have um uh some sort of place for artists uh practicing artist that would get um you wanted to have a creative Community where where are you going to have artist tenants and then there were going to be galleries below was this the project Jennifer that you were planning yes um so that is one of our um design ideas and um use of space ideas so we're still working with the community to see if those those ideas hold and if that's what we want to do and so that first floor space that's not dedicated to the residents it could be Gallery it could be a cultural space it could be a mixture of different uses it can be additional community space and we're looking at the possibility of having half the units dedicated to um and reserve for people who are in the creative field you don't necessarily have to be making a living doing that but you know people who um that that's something that they're passionate about or that they may be living doing awesome I think it's great um but in any event uh to me it's a spectacular project um you know I would tweak with the top of it a bit um that uh but I mean the plus is far outweigh any of the the the the small uh criticism that I might have and I I love the recess bricks as kind of a public art gallery and would encourage you to uh test out some uh a rotating uh kind of uh uh Gallery uh along the lines of embracing our differences so that's all I have thank you so much I apologize I have to go pick up my wife I'm so sorry uh but um uh thank you for including me this is uh this is awesome and and by the way uh with the art commission we're willing to help in any way we can to suggest ways of of how you might want to uh um uh deal with it whatever we can do who we stand stand ready to help thank you so much thank you John hi John hi John I think I just it's sort of a small comment but um and I'm not sure what you could uh if you could accomplish it but I really hate seeing an office on an um Street you know right on the street like that um it just seems like whenever we have those downtown people just pull their Shades and it's not any you know even a conference room usually you can look in and you can see people and um but things like offices typically will just get pushed something up against the window and pull their Shades down so I don't see I know you're you're working on a pretty small footprint um and I don't see any obvious way to do that but I just wanted to make that yeah I that's I totally hear you on that that you do you see those offices always seem to be either empty or sort of closed off I think here that's the project or the the property manager so the idea of they've got some eyes on the street and the entryway and you know there's it's more about kind of visual connection and coverage so um we'll talk to Avalon and see because I do take your point you'd rather have something more outward facing uh along those those streets it's a small office but yeah I don't know if you've um been by our site at Miller Manor but one thing that we did is we put um uh pictures uh like so the glasses there but we um I don't know how they did it they put some kind of laminated pictures on there so that you can see out but um people can't really see in and then there's different visuals um of what people are seeing from the street side I don't know if that would be something that you think would be uh useful here we haven't really talked about it but it just occurred to me while you asked why you said that I think it's another art opportunity very exactly it's a hard opportunity yep okay I have a comment I'm I'm sure the outlier here and the non-architect in the group but back to the comments about whether the Upper Floor should be darker I'm going to go against the Green and say I I appreciate the fact that the upper floors are lighter and I it is in in the context of something else on that block uh the project that goes from Main Street over to what is it uh fourth um the buildings that another that Simmons had developed it but the lower part yeah you see the the buildings that face each other that are Northwest of this building on the same block they have the lower part there the lower part is Brick the upper part is light color I've always driving by I mentally thought that's actually pretty cool when you during the day the light upper floors tend to sort of go away against the sky if they were dark color I think they would Loom and so again I'm the I'm the that gets going against the grain but I like the notion if you're driving around look at that project the light colors don't dominate The Brick really stands out in the light colors during the day just sort of fade into the sky I would hate this project so personal to have that Upper Floor be very dark I think already you have it sort of looming I can use that term over the brown cork to the north and whatever that building is to the West um just for what it's worth I don't I don't know that I agree with that whole upper level being dark well I would agree with you on that too I think it's a solution to tying the top and bottom together but it has it has its drawbacks and I think I would agree that the lightness um of that is is welcome when you're adding that much mass to this into my neighborhood is a solution to bring the white down to where the gray is as opposed to bring the gray up to where the white is foreign I sort of like the Dual existence too I agree with um with Bill that this neighborhood was warehouses and and it grew organically as as the need arose and and so there's there's a bit of a hodgepodge and you know the marketplace filling across fourth as the white swan element and then uh poor contemporary building behind in that Silo element and um and it's it's a nice mixture of architectural elements so I I and I agree I I sort of like it the way it is and I do like the the tie of the similar color from the lower three floors to the upper three floors you know they're so those two elements are are so different but the orange color if it stays orange um is a really good tie I think between the two so I'm I'm I like the solution I think it it works pretty well and is responsive to that warehouse District of Carytown you know it seems like we all kind of generally really like like this project and um you know it's just some balance of uh how much they tie together um I've been thinking that that orange at the lower just it's especially with all the art you're talking about seems like it's going to be quite busy and um not that I dislike what I'm looking at but um just seems like you're going to have art all you know around which would be wonderful but they're awesome as Jen says but um I think yeah I think we have some ideas I mean I I think these are all you know it's kind of there's some different perspectives here but I could see less of the orange at the lower point you know so there's still some tie but maybe it's a little jumpy as it is and I think Lori you were talking when you were talking about the upper level maybe a little bit more about proportion or you know these These are kind of punched openings whereas the first floor has these tied together things so maybe we can they can speak to each other a bit more but but then there's also support for them feeling kind of different so I'm hoping we can land somewhere in the middle uh and I don't mean to misinterpret you know what we're hearing but um I I I've got some ideas personally kind of Brewing um what you one thing that you mentioned is something that or maybe this isn't what you meant but that's been in my mind is the kind of thickened frame around the punched Windows having kind of a similar response to the edges of the brick um on the lower level something where like even if it's a different proportion the detail kind of picks back up in some way um on my color so I I think this is a really it's it looks like a very quality building it looks like it's you know market rate housing it doesn't look like affordable housing like you're seeing pop-up and and other cities the one thing that makes me hesitant on the color is that it that is one of the things that I feel like I'm seeing over and over and over again in Chicago and elsewhere this kind of oh we'll make it playful and then you'll think it's nicer than it is somehow and I'm worried about the timelessness of it that's my concern is that you know is what will this be in terms of the time listings because the neighborhood is has endured the test of time in terms of the quality of the materials and the character so um maybe a little less might be um a little more sustainable for that over time I like what you just did if we go back just for a second to the north and west sides those two the solutions you've mentioned aren't particularly first of all correct me if I'm wrong on the left hand side the brick with the panels above those are basically all in the same plane aren't they right at the lot line there's no setback is that right north side yeah at the North side you know aside from the backyards of the yeah at the alley side at the outside they're more visible so those are a more likely sort of Art Space I know there's a discussion about uh having art on those upper floors having mural just done recently on the on the West Side you have an alley you could run a boom truck up from that and and do some work on it but you're going to be able to see that from Main Street you're going to be able to see that upper part that's that's that part is going to be very visible from Main Street over the adjacent buildings same thing to the north the buildings on Brawn Court are basically what story and a half buildings they go up about to that point and that's it so the main view from people coming and going from Carytown is this this wall that is going to be you can do it you can run a swing stage or something and do a mural in the upper part but I'd like to see Jennifer and everyone else address just what will happen on that um particularly that wall in the upper part of the West if it is guaranteed to be a mural that's great uh if there's some other kind of system I'm an architect but something that will make sense I think John katarski made some suggestion maybe he was talking about those recessed brick panels there or maybe some art or something or other to break it up but that that should be an interesting feature certainly on the west upper lower part is going to be against the alley and other buildings but that North is going to be very very visible and it's worth spending a little more time letting us and the public know what is going to be what's going to be there um we are also working with the Arts Alliance which they do both Housing Development um and you know mixed use mixed income all kinds of different development and they had some very interesting ideas about similar to John about the type of material and how you incorporate art in many different ways into the building and we haven't gotten to that level of specificity mostly because we want to bring the community into that process rather than make it part of the site plan itself but maybe there's somewhere somehow we can at least show the intent of the space not what the art itself will look like like I don't want to get ahead of the community and have us you know draw some kind of art on there oh I I totally agree but it brings up another question about that rain screen system if it is decided that's going to be a painted mural how do those how do those panels accept paint long term it would probably have to be attached uh you know just kind of uh what John was saying like a sort of panel system um but I think we'd it'd be good to think about how they attach you know if this is going to be part of it whether it's in the masonry or the panels I I don't we've done we actually just finished a project with a mural that's directly on the brick and it's beautiful but it's permanent you know I mean the idea of it being able to change and update I think is really interesting so I think we can you know Jennifer maybe study where these things could go without defining what it is yeah you know um yeah and I don't think with that providing the infrastructure to accept the system if at all possible that that's readily available would be great for the you know community and the manager and the team to be able to get that to mobilize if it's you know two years out from construction or something I think the idea of it being able to change is really exciting too you know if this is sort of an Arts based community and it you know maybe there's an ongoing group that has banded together it's such a great group that you guys have formed Jennifer and kind of put together if that if if that group can continue to kind of you know update this on a yearly basis or two years and bring in a you know a new artist that has a different voice and I I thought that was really exciting I wonder about a projected image check it obviously wouldn't work during the day but you've got that great big white wall there so that'd be easier on the attachment side for sure yeah in the rotation side but you do see some really awesome versions of that these days the projected stuff that's a completely unrelated question hey do you have I'm never I'm not familiar with polymer windows have you used those what what mentions on your on your site those are a highly sustainable triple grade type of window there's a manufacturer we've been in contact with and we've used similar windows on other projects that are trying to achieve a really high level of energy um sustainability and the envelope so that's what's that's describing so this this is the glazing it isn't the framework it's the glass the polymer would be the would be the frame of the window and the triple blade Okay the reason I thought it indicated polymer and I thought replacement for glass now there's something no no it would be the frame and I couldn't really tell you more about the material than that I have one more detailed thing the storefront along Catherine and fourth yeah it appears to be rendered in a way that the um frame comes right down to grade and you might want to consider a little bit of a knee wall there um with salt and other de-icer chemicals it could be pretty rough on aluminum frame um and and typically you'll see a 12 or 16 inch knee wall where there aren't door openings good point it helps with electrical inside and a number of things too you know just drainage planes so I think sometimes I really it's a hopeful we like the idea of it going going to ground but yeah it's not the most rational move yeah and and I think it was Lori brought up that it'd be great to see a view like this looking from the north um because I I really do wonder about the impact on on Brown Court to the north that was Tamara okay I know you don't have that they have a scammer sorry yeah sorry we don't it we just don't didn't develop that side those views yeah these as some of you probably know these views can kind of eat time and get them to get them just right so but but we will kind of rotate around I think that that's a good idea do you know the dimension just you know from the one of those houses to the ear wall what is that is it 10 feet or um I don't have a survey actually do you still have that I know we were looking at it I don't have it in front of me but I can open it in the background and see if I can find a dimension yeah that way these guys don't have to watch me hunting through the files all right I'm just I'm just curious it'd be a good thing to have for planning at your next meeting okay um the main reason we have the zero lot line on that north side is due to the DTE power lines that you can't see in this uh rendering which are very very close to where our original uh building uh design was for safety reasons we wanted to step it back away from that Catherine curb which you know pushed us closer to that North Lot line where we originally had an alley in there now that sort of alley is moved into the middle of the you know between the parking lot area and the building which actually made it a lot more functional we thought um and it just made more sense when we did that if those are there then we're not planting trees underneath them and can you think about that streetscape um having more green at grade uh with the path on the inside and get get some of that to work because otherwise it's going to be just Hardscape and I think the trees alone would have been nice but you're probably not going to be able to do that that's nice um the one of the broncourt buildings looks closer to our property line than the others so the worst case scenario that one is just over three feet away but the more typical condition is more like 10 10 to 16.

we'd like to start our meeting with the Pledge of Allegiance everyone please stand Margaret would you lead isn't that I pledge allegiance to the flag the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all right I'd like to excuse Dina Butler and Jennifer they'll be participating in this meeting online with us by phone and uh looks like we have some visitors Dr Wright do you want to introduce the visitors and we'll just uh start right there sure we'll start with someone I know well shamaine Wright in a presentation with the music her music group hi good evening I'm more nervous about this than I am 800 kids um the great musical it's called dig it it's about archeology and world history um the sixth graders are exploring five different ancient civilizations including Egypt Mesopotamia China Rome and Greece tonight we're going to have the opening scene and then we're going to go right to Egypt thank you for letting us participate we're so excited can we come sit down in the audience so we can see please thank you so much okay to set the scene there are two kids who live on an archaeological site with their parents and they're snooping around at night they're not supposed to be out and about so that's where we're going to start Pokemon okay ah what what is it bones and of course we did here with three million years old wow [Music] that's a great idea coming up what are you talking about I didn't say anything ah yeah what's yours [Music] [Applause] [Music] a skeletons [Music] but skeletons can't talk can they uh [Music] where we where we came from where we are here we are um [Music] foreign [Applause] [Music] um [Music] [Applause] foreign [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] plants will grow bowing down the good fruit the years of starvation will be over thank you and good night [Music] [Applause] [Music] come here [Music] [Applause] [Music] thank you [Music] [Applause] let's wait [Music] foreign [Music] [Applause] [Music] [Applause] [Music] heard from my esophagus Now work on my sarcophagus I want my I really want my mommy [Music] [Applause] [Music] foreign [Music] [Applause] at the elementary school with 140 of our favorite friends that was great thank you so much I think you deserve another round of applause all right next item on on the agenda is uh recognition of the October BR students of the month Dr Wright yes sir let's start with the high school could you Mr Webb introduce your student of the month I can actually our student of the month for this month is Carrie best she's unable to be here she is teaching in a class at the dance academy studio so I'm going to go ahead and read the nomination teacher nominee in Paris somebody that knows a lot about her who might be a little bias on the nomination because it's his daughter but when you hear everything that she does you'll see why she was nominated and why she was chosen for the student of the month so she ran the NHS VR blood drive which hit 153 of the blood drive gold she helped organize homecoming and all the events she is president of both the NHS and senior class and likely it will be valedictorian she's also a National Merit and semi-finalist and a good shot at being blue ridge's First National American Scholar and certainly she was one of our two girls State reps at past summer and she did all those while taking dance classes for for 20 hours a week and teaching three classes herself plus she's just a great kid so all those reasons and more we're nominating Kerry best is the high school student of mine thank you Mrs Hoffmeyer if I could have Riley Rosen come on up please Riley was actually nominated by a couple of her teachers and when I look at the the plaque actually says in recognition of demonstrating one or more of our core values courage to respect commitment and integrity and Riley checks all four of those boxes um she's actually been nominated by a couple of her teachers as being an outstanding role model in her classroom getting involved in the outdoor and extracurricular activities we've actually used her on a couple of occasions as a student guide because we know students are going to be comfortable with her new students coming into the building or be comfortable with her guiding them in the classroom to foreign we'd like to welcome you is that on so hello John John Mikes oh there is that better okay sorry about that thank you everyone we'd like to welcome you to tonight's work study and brief board business meeting it's 6 p.m on Tuesday October 11th I've called this meeting to order and we'll begin with the presentation and discussion topics 2.01 FY 2022 annual financial report and school level reporting form Dr McCord thank you madam president governing board members uh welcome to everyone tonight we have a finance and operations treat for you this evening Bonnie Betts uh will kick it off our associate superintendent of business services and I'm sure she'll bring up some guests as the night goes on so it's going to be a short presentation it's going to be great just kidding um all right thank you ready thank you Dr you're welcome the board members um Mrs wood I wanted to just let you know that I'm going to hand over the annual financial report presentation to Ms Jackie matinin and I am here as the color commentator this evening so Jackie is all yours thank you that's me shouldn't be yeah do I have to connect okay thank you Miss betz Madam president Dr McCord members of the governing board we are here tonight to present the FY 2022 annual financial report or AFR please keep in mind that this document is unaudited our audit team from heinfield meets will be on site next week to wrap up their field work for the FY 22 audit and we'll present the final report to you in December before we begin I would like to send out a huge shout out and thank you to Ashley Miranda she was um she did most of the work on this annual financial report on the school level reporting and this was her first year doing these so I just wanted to say a public thank you to Ashley so today's report will include AFR details we'll talk about some of the fun balances annual teacher salary Food Service AFR and touch on the school level reporting keep in mind now this is all of FY 22 spend and activity this is doesn't contain anything as of July 1 2023 so we're going to take you back a year so we'll start with some ending cash balances you can see here that the m o fund is 54.7 million there's unrestricted Capital Bond and Debt Service as well please note that the mno fund balance does not represent budget balance carry forward this is our cash at the county this is our cash on hand which actually allows us to do business without borrowing with tax anticipation notes and lines of credit so we're fortunate to have that the unrestricted Capital Bond and Debt Service those balances should should be very close to our budget balance carry forwards notification how do we have we have cash sitting there which I I'm appreciative that we can use instead of borrowing money for the towns but how do we have cash sitting there but it's not part of our budget balance carry forward Eminem earns interest so some of it is interest and some of it is unrealized tax proceeds do you want to talk on that just a little bit so generally speaking we Levy the taxes in August but especially in Gilbert right now our the growth constantly is bringing new properties on the tax rolls so the tax rate that we set is applied against those new properties but we didn't account for that assessed value when we levied the tax rate in August so it's a combination of both and you should know that it has grown over the last you know five to six years and it was only three years ago that we were borrowing probably 20 to 30 million dollars a year on tax anticipation notes and then finally it's important to remember that the department of the the state legislature still has that mandated cash rollover where the state is holding over 35 million dollars of Gilbert Public Schools money until the the fiscal year rolls over in early July so it's advantageous for us to have excess cash I I have a question about that it's also um has to do with spending too doesn't it it's like for example if we were buying a some of the capital um like buses or whatever through not not through the overrider bond but for Capital that would have to do with our cash it would have to go against our cash as well and so probably the most notable example of that um Mrs eugetti is the federal monies right the fact that we have to spend the federal dollars first and then we get reimbursed right so we have to have the cash on hand to be able to pay those invoices and if you ever get into a or if we ever got into a bind though then and I'm not talking about what you were talking about earlier but there's there could be a situation where we would have to borrow money that could cause our tax rate to go up am I correct about that that's exactly true yes so just to finish up so you check you look at this every year as it comes in and you use this as well to help set the anticipated or the tax for next year right so if there's a large balance like we're seeing now possibly you might so a couple of years ago I did reach out to the county superintendent's office and asked can we go ahead and designate a portion of this excess cash to offset the primary tax rate at that point in time he said I would hold off I would recommend just due to the uncertainties associated with at that time we were in the pandemic but I do think that when we set the tax rate going into 2024 it will definitely have the conversation with him again okay thank you you're welcome so keep in mind of that 57.4 million we're anticipating about 30 to 32 million as our budget balance carry forward also so here we have grouped mno and unrestricted Capital they are the biggest contributors to our operating fund and so this is consistent with the financials that you see on a monthly basis Revenue increase year over year by 18 million due to an increase in enrollment um keep in mind that although it increased the m o override decrease because it's based on prior year ADM so that was about 1.3 million so to cover it covered that um and then here's an m o and unrestricted Capital expense comparison year over year um coincidentally enough expenses increased by 18 million dollars a large portion of that was a salaries increased as per the approved compensation increases the reason these benefits didn't increase proportionately is because of the two premium holidays that were approved last year and capital increased FY 22 was the first year that we were fully funded and we're allocating out to the schools and departments so just some notes Here mno spend increased 13.4 million from FY 2021 due to compensation increases and inflation an unrestricted Capital spend increased about four and a half million from prior year a large portion of that was adopted curriculum and then budgeting out to the schools and departments and again we're we're on a zero-based budget process so the requests come in and they're evaluated and approved so move on to unrestricted Capital expenditures by category so this Pie shows the 13.8 million dollars of capital expense you can see the adopted curriculum slice is quite large as 3.9 million dollars School furniture and Equipment classroom Furniture science tables musical instruments things like that at the school level moving around the pie we have the building and land Improvement for the schools that title is a little bit misleading that's our kind of our spend category but these would be things like non-bondable netting fencing ADA compliance AC compressors things like that at the schools and the other up at the top includes the building B upgrades the building a roof again other things that aren't bondable white fleet vehicles printers and copiers and our warehouse forklift any questions on that pie so we've shared some of these pictures in the past we just wanted to share them again because they're so fun and I'll go through them pretty quickly but here's our library furniture our athletic spend on scoreboards weight rooms which was desperately needed helmets and pads for football White Fleet and equipment and our Marquis any questions before we move on to other funds quickly can you give us some examples the White Fleet and equipment what were some of the replacements and what were you replacing how old was it what was the state of it what caused us to to need to replace that I would say that some of them we did we tried to auction the ones that we were replacing and they were from the late 90s early 2000s that included operations white fleet vehicles we did order a couple of new box trucks for the warehouse that are still on order so just vehicles that that were in really tough shape that needed to be replaced foreign s here's our federal grants up at the top we have a summary of our total federal projects from the annual financial report so you can see that we started the year with a negative balance and we ended the year with a negative balance this is very very common with our federal funds as they're based on reimbursement and again that's where excess cash really comes in comes into play so we wanted to highlight a few of them Title One and Two idea basic and preschool and then sr3 we had 11.6 million dollars of expenditures and ended the year with that negative the completion reports were done in September for these Federal projects so we expect to see the payments in October or November and state grants again just a summary of our state projects and then the projects to note vocational education cceip which is our college credit by examination incentive program and allocated up to the high schools and then our results-based funding and here's our cash fund Revenue comparison um you've seen grids like this before what we really wanted to highlight here animation for Bonnie is the 19 2019 Revenue that was our last quote-unquote normal year compared to our FY 22 Revenue so we are coming back we're we're the revenues are on their way up there are field trips happening there are fundraisers happening there's our people are renting our facilities again so Community School you can see is up quite a bit two million dollars from prior a year I would also think that because pay increases come out of those revenues because a lot of those programs are self-funded that would impact some of their revenues on the on the long term is that correct [Music] it would more impact our fund balance I guess moving into the new year right yeah yep any questions there so we wanted to touch on the FY 2022 average teacher salary this is a required field for the annual financial report for FY 22.

foreign back into Open Session can everyone please stand for the Pledge of allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you all right I just have one thing to add to the agenda uh board member attendance to be covered can I please have a motion motion second Vivian all in favor aye hoes eyes have it uh academic spotlight all right I'm gonna start by calling up Abigail Dan Young don't have it I don't I don't know if many people know that we offer golf but bored we do and uh have you signed up as an individual and they play in the sectional local sectional and if they play well enough they qualify for the state and she qualified for the states and I wanted to honor that tonight uh it's a it's quite an accomplishment to play down there I think you're the second person her other the other one was her sister am I correct on that yes a few years back and we didn't recognize her so I want to make sure that we get this right and uh especially with the with the golf because I think she flies on the radar a little bit since it's not a a sport that we have a lot of competition around here so she goes to a sectional she qualified what place did you get at the sectional 10th place and then went down to the state tournament so very nice job but we're proud of you and congrats [Applause] and her dad was the coach right and congratulations thank you and then uh we have a student of the month so I'm going to ask Alex Luna to come on up [Applause] and I'm gonna have Mr Lyons going to come up here as well we're going to take a picture but I have to tell you this guy when I I I I get the pleasure each month of uh telling the student of the month that they get to get the award and Alex was awesome talking to him uh he he was a little stunned and he kept saying so you're you're just one I go yes just won the whole district and uh uh very grateful very kind young man I'm gonna have his two Soccer Coaches come on up because they want to talk a little bit about why they nominated Alex come on up you guys can introduce yourselves I'll let you introduce yourselves and then share anything you want to share all right so my name is Lisa Swiderski Andrew burnsey so I'm going to read you what we wrote to staff that got him um chosen so I said he might be a little quiet or outwardly shy but Luna as we know him is one of the most hard-working team players we have ever worked with we've had the pleasure of having Luna on our soccer team this season besides being one of the most amazing soccer players Luna takes it upon himself to work with our other players during practice to build up their skills as well as their character our entire team has the utmost respect for Luna and continue to look to him for guidance both on and off the field on three separate occasions officials and opposing coaches have spoken to us after matches about Luna's integrity and character I can't think of a more deserving student than Alex Luna he exemplifies student expectations at Big Hollow and is most deserving of this honor so congrats remove this [Applause] Carrie Hubbard was nominated and selected for a employee of the month she couldn't be here tonight um but uh I will try to include something with Kerry next month so that's all I have and you all are welcome to stick around but you can leave all right the board member code of conduct review I'll just I'll strive for a positive relationship with respecting the superintendent's authority to advise the board Implement board is anybody any questions on the consent agenda okay please have a motion to prove the consent agenda motion Lauren and Doug yes yeah yes do we have any public comments uh superintendent support Mr Golden okay just a couple things that to start with uh I just want to make you aware we are starting a district leadership team that will consist of um the building leadership teams in each building and all the administration we're going to meet three times a year I I put on the agenda exhibit eight which outlines the roles of the district leadership team the purpose of the team um you can you can read through that if you've got any questions you can let me know on the exhibit nine you'll see some objectives we're going to cover this year we'll probably be adding to this but basically a typical meeting we're going to do it via Zoom uh we'll do three evening meetings it's hard to get everybody together in this District so that's going to be an easy way for us to do that with the schools getting out at different times of the day it's harder to have a Consolidated meeting so we're going to do evening meetings via Zoom uh we'll have the building leadership teams at each building give updates uh we'll talk about updates on our strategic plan we will talk about any possible upcoming initiatives we're thinking about we'll run them through that team and then we you can see a list of things that we're going to cover throughout the year so this is just something I've been wanting to do for a while we finally are getting it off the ground a little bit the next item on the agenda is uh dual language update now that we are into school for a couple months we wanted to provide a time for Dr hatch Fitz and Miss orlana to provide you an update with dual language you have the floor hello so um Michelle and I wanted to take some time to present to you some things that are happening in the Dual language program so thank you ah so um here are some of the curriculum resources that are being used in the Dual language classroom so we do have creative curriculum that's in Spanish Handwriting Without Tears in Spanish which is words their way in Spanish open court for English reading Vista literacy in Spanish and second step in both English and in Spanish so these are the resources that the students are using on a daily basis in the Dual language classroom and I do just want to give you a little bit of information about the language allocation that is happening in the Dual language program so Monday Tuesdays and Wednesdays are for uh Spanish instruction the students are receiving their instruction in Spanish except for their special classes they're so like art gym Project Lead the Way on Thursday we have the bridge which is a major component in dual language and this is where we look at the Spanish and English side by side so that students can start distinguishing between the two languages and finding similarity similarities and differences between them on Friday it's used for our extension so what students learned in Spanish throughout the week we extend it in English so they are doing extend extending their learning from the standards that were covered that week in English so we do have some pictures that demonstrate the learning of the students so we have students collaborating on Geo boards investigating seats that is part of the creative curriculum we have a lot of English and Spanish books that are in the library students I really enjoy looking at those exploring math concepts doing art working on puzzles collaborating on building these are pieces that are from the handwriting with our tiers now these pieces are being used to help students with forming letters in Spanish students explore science Concepts and also participate in Daily read-alouds um so we did a beginning of the year lost length Spanish testing to measure the students Spanish fluency so the test measures their oral literacy which is their listening and speaking in Spanish and their pre-literacy skills So reading and writing and this is pre-literacy so before you know students are actually reading and writing currently there are no students fluent in Spanish in the Dual language program but we did test all of the students in kindergarten that indicated Spanish as a home language and only two students showed limited Proficiency in Spanish no student was actually considered fluent in Spanish according to the test we did see though that about half the students have been in their pre-literacy scores show some improvements where they're able to identify letters colors numbers in Spanish but they are not fluent yet according to the test but we will administer the test again at the end of the school year to see if there has been any growth in their language development and that's it any questions yes uh so what was the ultimate makeup of native speakers or the ones that did um state that they spoke at home versus none yes so um 10 students indicated English as their native language and then uh 10 students indicated Spanish and then did you have more students applied on you had space yes there was about like 60 something um around 60 um people that applied for the Dual language program and only 20 spots were available and how were they accepted uh through a lottery process so Michelle went on zoom and randomly drew names from an English bin and do they receive any standardized tests at this level what was that do they have any standardized tests do they do map s yes so um we they do access every year which is measuring their English language development they do the kids assessment which is the kindergarten a individual development survey so all the kindergartners do that yes all kindergartners do that let me see how they perform as a as a class compared to everybody else if they're just getting one day of even even if like you said usually you pulled 10 names out of the Spanish app and only two of them because they're semi proficient or whatever not 20 kids in the class 18 of them are learning yeah do this for a first time yes so that's got to be pretty cool yes and with um the kids assessment correct me if I'm wrong lynnann but that test can be administered in Spanish right yeah and all kindergartners are doing the excess test no English English language it's only they all do the kids they all do the kids assessment yes they all do kids um and the English language Learners take the excess yeah test okay all right thank you very much for the update appreciate it thank you item C is just to get uh approval on second reading of the press plus policies that were presented last month anybody have any questions on the second policies please don't motion approved the the second reading of the board policy motion second Lauren and Vivian all in favor aye any opposed that's my kid motion um item D our OE report yep item d uh so each each fall you're aware we do we have the Roe come in and they do a health life safety inspection um I don't even know quite how to describe this one but we we really got uh every Rock overturned this time and um and I think that they were you know whenever you get an inspection done it just depends on the inspector is how much they're how close they're going to look and what they and uh so um this inspector did a very good job because as far as you know following their guidelines and um you'll see on those reports that we have a number of items that we have to have to fix and most of them are they're easy fixes but it is a little bit um cumbersome in that uh like most many of the rugs that are in classrooms um have to be removed um any lamps pillows things like that other it's stuff that they've looked past them in the past they've not said anything I will say that our our local fire people disagree with with the findings but uh each of the districts around us are kind of getting this in the same situation so we're just uh we I have our Administration and then Derek swederski are doing walk-throughs right now we're fixing all these things the next you know within 30 days so we're working on it do they make fire they can get yes so they have to have a certain uh and uh we purchased the rugs usually they were okay but if a teacher bought it at Target and brought it in it probably wasn't so if they have they given any follow-up guidance on the magnetic locks and why we can't have those on the what magnetic door locks oh actually yes um I I argued that one pretty hard because I our local fire he's talking about the uh magnets over the over the door um latches that in an emergency situation door's locked you just pull the magnet and the door is locked um I argued that pretty hard they uh they told me that um it was basically we went back and forth on it the I argue because these buildings are fully sprinkled so really I even argue the rugs uh but I can't there's there's not much I can do about that um the uh with the door magnets they ended up running it all the way up to the State Board of Ed which I was surprised they called me and said you can have the door magnets so the door magnets are okay but uh administratively we're going to talk about it tomorrow at a meeting because um they expressed some concern over safety with those um and now that they've expressed that concern I think we need to talk about it but their issue is that even though that's not why they're here they're here for fire safety not for I mean I felt like until we can get door locks where we can lock from the inside of the room which is a priority we're working on that but until we can get that I thought the magnets were like a temporary fix for us their argument to me was that if there was a serious issue and a teacher forgets to pull the magnet then somebody gets in the room but it's also that way if the teacher didn't have their keys or the teacher you know there's a lot of things that could happen and we thought the magnet was the easiest of the bunch leave your door locked all the time then just pull the magnet shut the door but now that they've brought it to our attention like that that's their concern I think we need to talk about it and figure out uh what steps to take I am I am working on a grant through it's the police Grant I think it's called cops and schools Grant this January we're going to work on it with a consultant and there's some money in that Grant to harden schools and I'm at a focus on maybe getting the classrooms the lock situation taken care of it's going to be a pretty expensive project but if we can get some funding that will help so long answer to your question but that's what it was how often does that excuse me how often off to the Roe once a year um not all this no the door magnets are new um the clearance clearance is on there and we try I mean we even have I know in the buildings we have in rooms we have a red line do not store things higher in this line but if it ever happens anywhere they just get written up on it um we have been written up on on uh Furniture before remember that and it happened again this year so sometimes people bring in furniture and we just don't even know so we we have to do we have to figure out a better system for that I think the word is out now because right now we're going through and just pulling everything out and uh I can say people aren't very happy with us but it is what it is so it's like door Garland is that is that decoration decoration yeah so here's our local fire people talk to me about this and they're like so if you're getting written up for these carpets and rugs on the floor then what about the carpets in the room what about the books on the bookshelf what about the I mean they started listing all the paper on the desk the I don't know where it stops but you can't I mean all that stuff obviously we're not gonna get rid of for it but according to the local fire people they don't see the difference so but anyway we're gonna I mean they they were doing what their job was and we're following they're following their guidelines and we're gonna we're gonna do our best to make sure that next year you don't see a big list like this so we're able to verify the exhaust system was it yes that was done they just forgot to put the tag on it the company that did it forgot to tag it all right item C or uh e is the school Improvement planning I'm gonna let our three building principals step up and introduce themselves and uh do the school Improvement plan I'm Lenny I'm Janus Josh Cornwall tonight we will be sharing with you an over and over each of the three buildings uh are using goals from our district strategic plans and creating building level School Improvement plans nope okay so we kept it really simple we have really two main goals um and I'm going to talk about our first goal in the area of instruction and student achievement are building leadership teams and grade level teams have been analyzing data from a variety of Assessments including iar map kids and gold um kids being the kindergarten assessment you heard about earlier and gold being a Pre-K assessment we will specific targeted goals and action steps are being set at each building level based upon the assessment used at each of the grade levels a thorough data analysis is currently underway we're working with the Roe curriculum Specialists Dr hetrovitz and the building administrators as well as our building leadership teams who have been included in this process we had a BLT retreat at each of our buildings this summer and really talked about iar and you know really a big frustration where we as Educators see that our students are priority standards are very much aligned with iar we can see students as we're working with them on a daily basis for the um the rigor and expectations that the iar poses and we really are seeing that our kids when they take these assessments their performance is not really being accurately reflected by the scores that we see so this is a frustration for all of us and we we want to tackle it and we want to do well and we want our performance levels to be shown as we think they really are for our students so as we continue to kind of do a deep dive with this our Roe is on the regional Office of Education they are helping us work through a process of evaluating and looking at how our students are performing and how we can make an impact within the classroom on a daily basis with our students we're creating targeted action steps that will happen throughout the year not just several weeks before iar which makes a big difference to hopefully impact the results of our students performance on these assessments we're using Otis to monitor learning and progress and growth that's our our student growth platform and then we just got via email from Mr Gold through the through isbe the Illinois student Readiness tool that is be just put out and a lot of that focus is on the technology piece and giving students experiences in practice navigating iar and having some of those expectations um be rep replicated in when worked when we're teaching students and they're working on activities and that sort of thing so that's better aligned um so our goal really is to assist our students in navigating the tech and understanding the expectations of iar this year so our second goal there is culture and climate as you can see up there um so each building's School Improvement plan goals will have um just as lenan mentioned I'm sorry in that one and Vinnie mentioned for academics we have action steps and strategies to achieve our main goal of ensuring that our Big Hollow Community continues to Foster empathy and a sense of belonging for all of our stakeholders a variety of efforts have been and will continue to be made to have an impact on our community's perception of the diversity Equity inclusion and sense of belonging within our district data obtained from the various surveys will provide information to us as we create specific action plans to meet this goal so our building leadership teams are working on action steps our mental health teams at each building are working on action steps and then training and working with our staff to create a more welcoming and inclusive environment um and we each have a diversity equity and inclusion committee at each building level that is also reviewing data that we have and putting together action steps and as you can see up there we're using a variety of surveys to measure how we are doing with regard to the community's perception of the diversity Equity inclusion and belonging in our building so we're using the human X survey for our staff the five Essentials for parents and depending on the grade level the five Essentials also gives us some information from the students and then we have a school climate survey through PBIS that we will be administering to students so trying to get a variety of data points to measure where our where our community feels we are at with um cultivating a safe secure and inclusive learning environment and I should add that we are having to develop or gather a baseline right now because some of our survey results have been inconclusive in the past where we just haven't gotten enough responses to really develop action steps from those or to really gauge particularly where where our community feels we're at so we're still trying to hone that and find specific surveys that can give us the information that we're looking for thank you exhibit 12 in their packet will give you a much more detailed version of the school Improvement plans so if you've gone through thank you very much appreciate it em F uh is going to be a review of our Auto reports um I have Kathy Naughton from uh Eder Casella and Company to come here tonight to present the audit we haven't done this for a few years I thought it was it would be good to have have her do this I appreciate it she was very easy to work with for us this year we appreciate that Kathy she sits in my auto my for for a good week and uh so we put on some good tunes and uh she goes to town on it so um but I thought it'd be good to let Kathy kind of just give an update on the audit all right that's okay we're going to show the auditor it doesn't matter if you have it in your packet um it doesn't really I'm not going to go into a time okay but I I you know I'm just going to point out a couple of people all right we'll go to exhibit 13.

thank you Jessica um does anyone received any Communications agenda as presented so final second truly discussion you're already done all in favor uh hi I'm might as well should you approve the consent agenda as presented passes already at reports so first and only thing I have here is the one before so the front page you see there is the actual report we send into the state behind that of the requests of the principle so and as the principles of the year did you hear this question about the enrollment uh I think we'll start with the oldest person in the moon Mr Campbell you know isn't there some title behind violations um you give your priority apologize the Buffalo Bills this is like I apologize you did not get a report for me with the pack although Christine's gonna send something out um not really much on it other than confirming the members of interesting is already exactly the same number of children that we have that we cancel the first day of school so then things are going fabulously trying to think yeah John I'm going to do any kind of similar like um Pumpkin Fest to what BDS has coming up but we do decorating and then we do a Halloween party this is a several type of event it was the yesterday right we do it yeah John before we go on on the stylish report you have the same amount you did opening days could you talk to the committee about is that typical well if it was indeed to see increases the decrease usually sometimes we're going to pick up a couple of kids over the course this week a couple of kids and the rest of the school year um [Music] change starts people will actually people would sometimes that I'll find in internals that people will buy in the spirit button because there's already somewhere else they believe their kids in school s this is because she is not always hearing nothing Falls to me and I don't ever get the rights forward chase the gallery all right so for example the numbers like you said our numbers usually we see the increases mostly in the summer so that's what happens for a moment I also have I don't know right so we have some um some requests to start some new class and so the first one is the auto club and that was requested by a student in Central Valley and it's to be run by advised by christophia it's a brand new club where they go ahead and talk about um cars what's new in the automotive World um how could you like do it yourself maintenance and things they're hoping to do some fundraisers they're interested field trip at the end of the year another club is the chess club which was suggested by Sebastian menu tomorrow um with the advice of being Mr retirement and this was um you know influenced by um some you know some popularity with chess because of the Netflix series um this is interesting because they can not only use boards but they can also play chess on computers I believe on Wednesdays after school uh and then our third group another one is the game group club which has been actually running for quite a while voluntarily it's been a very successful Club there's about 15 students that actively participate on a regular basis for both Middle School and High School sometimes they um you know they play games separately sometimes they actually get together and they play everything from a whole variety of board games to card games and it's a really nice group especially for students who want to participate in after school activities but aren't necessarily interested in sports or the other types of curricular activities that we have to offer in addition to those three clubs we also have some requests for additional stipends for two of our extracurricular activities one is for the junior National Honor Society that's currently being run by Francie Gleason and Chris Cassidy they're proposing in addition to having the junior National Honor Society advisor that they're also being a junior National Air Society coordinator because currently their responsibilities take over 120 hours entire process of leading and renewing and choosing and forming the approximately 200 student applicants that apply each year and then once they have their um you know their members they um guide each of those members through two community service projects each student um they conduct several fundraisers and meetings and they also have their production ceremony at the end of the year and another additional supplement request is for the high school student council which is run by a technique and Dr Kim trainer and um they would like to propose that they're being separate sites if I have a position so that they would have a high school student council advisor but also a high school student council advisor student education coordinator they um currently put in over 295 hours worth of time to um perform many many responsibilities associated with the student councils such as coordinating and running the sixth grade notification we have for students in southern several first day of school events to help welcome all the students to some Hospitality they run the fall winter and supreme spirit pep rallies and do a lot of work for the home kind of hands there's all sorts of activities throughout the years such as the deck the halls competition a high school scholarly fundraiser 12 days of Staff appreciation we have the Haunted Hallway Fall Festival there's Thanksgiving food dried clothing drives many conferences that they throughout the year Valentine's for veterans polish lunch for Special Olympics Penny Awards fundraisers they do a Walk for Hunger type event and I want to use it because there's all the elections and they also do send out to graduating seniors and collaborate with us for the fresh day events and assistance are uh I actually I didn't bring that one um other clubs first too I am also the same things what Lori said my second thing is I mean I know I'm friends Junior National Insight induction but I can imagine that alone is a ton of work to support me back a little so it makes sense to me for for it to be an additional side right now I'm curious about the 200 student applicants there if this is Junior National Honor Society right that's for work reasons seven days every day I guess it would depend on the year sure yeah yeah okay so like right now even though I don't have the actual type of stuff um not uh junior National Honor Society is 682 and that's split right two and then the high school student council is 16.90 excited and then for clubs in general like the other three clubs they're usually around yeah that's the yeah so yeah what was the additional statement I mean I think it's great to double it right yeah so they would so the Honor Society would be another 600 and something dollars and the student council is 1696 1700 so another 1700.
