good evening ladies and gentlemen and welcome to a match up between your Eastlawn Meadows Gardens and the Belchertown Orioles tonight we have a girls varsity soccer I'm Chad O'Brien alongside Teddy Kuhn and uh we're ready to get this going yeah what do you think about this matchup Teddy uh hopefully the girls team El can pull it off but did we win our last game uh I believe it was a loss at home I could be mistaken oh so we gotta bounce back from yeah um I believe they're four and four if uh the information I received earlier is correct so uh you still metal only I believe has three games left so uh they're fighting for a playoff spot right now these are some must win games coming out there we definitely got some stars on this team though so uh hopefully they can shine tonight yeah Taylor uh Taylor our goalie she's she's very good yeah she's been having a season here proving why she's a D1 athlete huh indeed ball kicks back out to East Longmeadow now Belchertown trying to control on the left side thank you believe it is Roman trying to fight for it sent deep left and that ball will go out of bounds off of you saw metal I believe it'll result in a corner kick I believe leading goal scorers on Nissan medal I'm pretty sure is Megan mornell if I'm not mistaken foreign she failed to capitalize on that opportunity there but she creates good yeah good getting in position to to uh put herself in a scoring position now we got Davis for the throwing she'll look towards more now more now holding on she'll try to cut to the inside controlling she'll look to the middle towards tallest can't get it there pops back out to Bridges Jordan back to more now more more no looking towards lucasic there a little bit too much mustard on it and it'll go out of bounds belch down throwing yeah she did um how many she scored a hat trick or recently correct yeah she won the game I think 3-0 was she uh the only goal scorer I think so yeah dang yeah she was having a night yeah don't get a lot of hat tricks in soccer so yeah that's impressive Belgian I'm throwing tallest intercepts kicks back out of bounds another throwing Davis defending that ball kicks up to Stevens and Stevens will just Boot It Out of Bounds resulting in another Belchertown throne so far I haven't seen much from either side just some back and forth there was that one opportunity with a freshman Emma number 24 Emma Susa mostly just neutral zone so sad yeah Sosa it's lucasic with the ball now lucasa coliana Midfield looking up for options gets the tallest tallest holding on she looks towards more no can't get it to her it's intercepted and it gets all the way back to Stevens Stevens just sends it out of bounds what the girls get I think the girls got new jackets new apparel oh yeah yeah I saw I saw them all wearing that at school for that it's more no with it Jordan looking towards Sosa gets back out to lukasik Sosa now get fighting for it and that ball will go out of bounds off of Esau metal a quick throw and pulse is able to get ahead on it looking to the inside Morneau defends well she's warded off the ball but toss is able to recover she looks towards Sosa can't get it there and it's toss again with it she gives it she fakes it tomorrow and she'll carry it herself no more now [Music] we're now with it again Muno looks inside towards Jordan that Ball's sent deep into Eastland Meadow Zone now switching fields so Teddy what have you noticed so far uh we've been trying to get it up to our forwards but your D have been closing down and I think we should go maybe a little bit wider with the through Balls to the uh forwards yeah um he's someone will definitely try and do I play a little aggressive right now and uh they're just sending it up to their Fords and uh looking to just get a breakaway we've had most ball control yeah you saw that has really been able to control so far so it's definitely good looks on the start of the game here yeah Dave's with the throne she looks towards more now we're now looking inside she'll carry it herself touch is a little bit long and now Belchertown will turn the other way now Roman running for it that shots deep into Florio is able to tap it up above the net that's right absolutely just a big confidence builder for her to start the game you saw metal crowd looking a bit sparse tonight yeah a few people over there not many not many the Florio will step out on that it's lucasic now lucasa carrying it past Midfield she cuts to the inside makes a move on her Defender now she'll look for options she'll send it back to Jordan Jordan looking deep right towards Sosa that ball gets fire and it'll roll right to the end line just barely to the right yeah yeah that'll result on a throwing I believe yeah the refs call to the throne still sitting at a zero zero game and now Esau Meadow is able to intercept that throwing looking for a cross to the middle but nobody's home believe they're directing that towards Jordan oh yeah Belchertown goal kick starting in Nets night for Belchertown is Jillian debard and obviously through some metal we got Taylor to Florio so we'll see how those two match up tonight pause with it she looks towards lukasik lucasic can't get to it now Belchertown will control Jordan fighting for it [Music] she gains possession and that ball will go to Easton Meadows Way that free kick will go deep and it'll end up in the hands of DeBarge who will just punt that straight up in the air doesn't look too happy about that one foreign it's Davis who takes it Davis looking towards Jordan Jordan now with the sends it to the middle towards lucasic can't make the pass but lucasic recovers lucasic holding on descends towards Jordan Ball's a little deep in it will result all the way back in the feet of Rome it's got some Wheels yeah and now Belchertown cutting towards the middle I can't quite catch your number I believe number nine for uh number nine for Belchertown I think or number eight Brianna Haley I think is can't Quake at a number but Mourinho successfully awards that playoff foreign soccer in your life Chad I I just played like in kindergarten oh yeah everyone plays there rip a lot of FIFA though yeah if it's where it's at yeah um you played up until like eighth grade right yeah seventh pretty sure quit during seventh grade yeah on uh Jeff Riley's team yeah I wish I didn't wish I didn't it's more Noah that she gets tripped up and give you some of our free tickets Stevens who will take it [Music] Stevens booting it towards more now it gets past her now it's Jordan with it Jordan towards Tallis can't quite complete that pass and now Belchertown going the other way nice fake move to the inside Roman looking to defend and now a deep shot Stevens blocks it [Music] and it is a free-for-all right now Davis is able to get that ball out of bounds and some metal off time to reset now as Belchertown sets up for the corner kick number 18.

events we organize and support at the Canton middle school thank you again for your time tonight thank you sir with our sound [Music] it is foreign fantastic really good you know I I you hear me say quite a bit I talk about our children in our greatest treasure and then our teachers and our staff are excited but really our PTO is right there you know with them all the money that you raise to give back for our kids that you know we can't sometimes budget and support so thank you for all that hard work and it's a lot of hard work I know I'm thrilled that you now have 50 58 members you said right so considering the full you know and just things that people are excited about and you know not just fundraising we're really trying to create kids will remember that make them really excited about school so it's a lot more than just hungry thing about it sure but I didn't need it too so is there anything this board can do to support help um champion for you guys that you may need coming up and you may not have the answer today but you know we all are behind you we all have or had children in the system grandchildren in the system you know we want we want to be as much of a sport as we can any other questions for Andrea ptos I don't think I have any other reports right sure I got one yes if I don't make this announcement I might oh you're what I'm sorry you're kept out of the house right yeah this is for CIA all right all right so um tomorrow night um from four to eight there's a CIS PTO fundraiser at Chipotle uh the Chipotle over by the Canton shops yeah um 33 of um all event sales from from four to eight um go to the Canton CIS PTO um so it's great food to begin with and it's a great cause so if you're looking for something tomorrow night swing by the Chipotle and help out the can casptr how do they know that it's uh is there a way that we're supposed to differentiate ourselves as customers of the uh so I think um or is it just everything from that time slot if you're ordering online there's an online code okay um which you can see on the CIS Facebook page and uh I also say it right now in case folks are listening it's wvxl9aa but they'll definitely post it on the Facebook page tomorrow and um you know so it's a it's great food great cause um and and don't get me locked out of my house tonight so please go so I'm going to ask you a question you may not know but I'm excited about what's the who bash thing that they're doing at the end of the month oh they do this thing on Friday night yeah it's so much fun like yeah and then there'll be a lot more information about that in the coming days okay it's they do it really and it's for everybody and everybody yeah and they need parents to sign up they only have like one for help or yeah parents can sign up for like a parking spot I think there's just I'm for example I'm always late to sign up like I know I'm gonna do a bar I just haven't got online to register but it helps them for planning purposes sooner okay y'all do our part thank you anything else that's all I got okay anything on the ptos okay um so committee reports so I'm trying to put a little bit more emphasis on on the Committees and uh and the work that they do and so I really you know if you can make those committee meetings um I want to make them a bit of a Showcase in our meetings for uh what's going on at the committee level and things that we should be thinking about um for now and in the future so we'll start with uh curriculum which is now curriculum and technology that Erica handles anything that you'd like to report on or you need our help or the boards on while I was just going to tell you what we did at our last meeting I don't think there's anything that we we met last week and we were just kind of setting our schedule for the year and topics I was just going to read some highlights um of things we're going to plan to work on monitor implementation of Forefront and Link it which are programs of data collection and instructional planning tools um we're going to be reviewing the experiential learning experiences such as field trips play team building and community service continue to monitor the implementation of the social studies curriculum called inquiry Journeys at CIS review the middle school program needs to oversee the development of a book selection process for English curriculum develop and Implement implementation plan for for the Canton schools curriculum website to support alignment and transparency and lastly with the addition of the technology piece to our curriculum committee we will be having three technology meetings per school year where we can focus on District efforts related to technology infrastructure and instruction it's and all board members will be invited to attend and participate wow play that's just some that's not even all of it but as far as the technology dates those are we're thinking they're going to be November February and May and so if anybody that isn't currently on the curriculum committee would like to have input for the technology piece please come to those meetings okay that's great um I see Cindy just joined hi Cindy so if you have any questions we're just doing the committee reports you can just interrupt us sorry um I have a question for you so we've uh June Juneteenth is now a Federal holiday and they they you said that um per chance if the school was going to school up to the 19th of June there has to be a specific curriculum for that day relative to um Juneteenth in the history of it if you've given that any thought yeah we probably won't be in school but you have to prepare it yeah yeah we did we did it did come up briefly I'll let John answer that though and thank you the legislation we did a legislative review uh at our first meeting as well so we did review that as well um the the likelihood of us being in school on June 19th is is hopefully um it's hopefully less but regardless to be able to put together a program for that uh would be something that would we would be looking to to do in accommodation for that as well um so that's the loan um okay um please um assuming we won't be in school June 19th I mean it's very very likely that topic will be covered any place else that's a great question it's definitely within the the curriculum of our civil rights and Society course that we have right now that we've been running um and that's a that's a spot that I can confirm for you but I could look deeper for uh any other options as well and luckily would be in the American Ninja and I know that we've had this conversation before too of of learning about it um but finding out where we've got some additional ideas thanks Erica any other questions okay that leads us to policy and we have several things that we're going to be highlighting uh later in the meeting but Joe you wanna I'm sure you want me to go through the policies now or wait till we vote we can wait till we vote but anything specific that you want you know as far as goals and what you're trying to do and what's on the agenda and right there's a lot on the agenda that the legislature comes up with several items every year that we either have to consider or that we may consider if we decide to in addition we're going to try to take a look at policies that haven't been looked at in in 15 or more years I whether we're going to meet the second Tuesday of the month the second meeting Tuesday this is the fourth Tuesday of the month actually and anyone is more than welcome to attend at six o'clock right and the agenda with the attachment that goes out to everybody anyway so that you'll know what the this specific topic you're interested in or if there's a specific policy that you I think we ought to be taking a look at that maybe is not part of the new legislation I'll send an email to Kevin or me or both of us are Lou and we'll be happy to put that on an agenda right or if I won't go through tonight until later on yeah we'll give you a spot a little bit um just so everybody knows uh like tonight we we had the finance meeting at six o'clock so anybody that wants to attend that Finance meeting to hear more not always very Illuminating in her comments and uh we're getting ready for the um tri board meeting on Monday so you're invited to that that's always the first Tuesday or our first meeting which is the second Tuesday of the month and then as Joe just pointed out then um policy in our next meeting anybody that wants to come at six o'clock policy starts that's why our meetings have been bumped to 7 15 and then Erica with curriculum and Technology they have their meetings during the day because they're pulling in teachers and students and so on and so forth so it makes more sense to do that then so but any board member is always willing to to participate so I just think that okay and and our student reps by the way so you're always welcome to any of those committee meetings okay um that's in on on those two reports um we will report on finding it's after the tour also held his meeting tonight so um superintendent reports we moved right to uh Mr case thank you chair Daniels good evening everybody great to see all of you tonight I want to start off by letting you know that uh this is Hazel and I met with both Bella and Simone last Thursday along with Dr Kidwell our assistant principal at Canton High School this is the first of um of several meetings throughout the year we want to meet I think we decided on the first Thursday of every month I believe um so I wanted the board to know that so if the board has any ideas of items they want the students opinions on or voices of other students to be able to report back in between meetings you can let Mrs Hayes or myself know and we will talk with our students so our students have been great about reporting on the events that are taking place on a regular basis we talked about having Simone and Bella find out from the other schools what's happening as well because I know that's of great interest to the board and we're going to um find some special projects for both of you to do to help the board out in policy decisions and then we had a great decision I mean a great decision we have a great discussion on board policy what board policy is and how valuable our students input is when it comes to developing and implementing board policy so um all of you I know you know how outstanding uh Bella and Simone are and I was just more inspired than ever after meeting with new young ladies last Thursday so so glad you're here and we look forward to our continuing work together I'm also excited to let you know that Barbara McLean who is our new director of pupil Personnel Services I'm excited to let you know she will be starting with us on Monday November 14th in the meantime Laura O'Donnell is doing a great job as our interim director of pupil Personnel Services so she continues to work hard in that role and we look forward to having Barbara come on board in November um but she'll Barbara will also be spending um a few days with us between now and November to help with the transition so I think for the next few Mondays she'll be spending the entire day with us so we're excited about that that will ensure a smooth transition for us and Kevin Lawrence stays with us it's not going anywhere right Laura um we'll continue to be employed by us as a supervisor for the Elementary grades because we currently have a supervisor for the middle school and high school Laura will be that person's counterpart to assist us with supporting all of our students with special needs at CIS in Cherrybrook so we're excited about that as well it's a great point I want to report on progress we're making as far as our goals so um a couple weeks ago you approved my goals as superintendent one of the first goals is related to student achievement so Mr Bishop and I are working in collaboration with our principals as they prepare to report to you on their continuous Improvement plans the first meeting where that will happen will be our next meeting on Tuesday October 25th you will hear reports from Mr Robin from Cherrybrook primary school and also from Mrs Court foreign as requested they will be doing an executive summary and um they also have a template that will be similar for each presentation that's also what we've talked about during the whole setting time so we're working closely with them and we'll continue we'll wrap that up this week so that next Friday you will get that information on the 21st preparation for the 25th we're excited about those upcoming presentations we know they will be very valuable our goal related to implementing year two of our equity and diversity policy our goal this year is to solicit feedback from stakeholder focus groups um I have a date to share with you that our first Community Gathering will be on Wednesday night November 30th I would like all of you to please hold that date um this is a date I was able to confirm with our facilitators before I publicized that out to the community I just want to make sure it's good for board members who are interested in attending that will be our first Community Gathering of the school year live it will be um virtual but live it'll be through Zoom okay only through Zoom week being around the plans to do it through zooms that more people sure I could possibly attend we could do it just because I I don't know about you guys you see exchanges the faces you know you can I would prefer to do it as a hybrid if we could I don't know how you guys feel do you have a time frame is there a time set seven to nine it's great November 30th it's a Wednesday night so okay I could make it be the same same person facilitating the meeting so we will have Trina Collier Dickinson yep okay Trina will be back with us Shannon Holder will be back she's A diversity specialist with crack and um Shrek has hired a new person for their team and her name is Olivia for getting her last name so at least three um members from the correct team will be present there could be more depending on how many people come to the event and we're going to ask people to sign up ahead of time so we know how many people to know how many facilitators will need to do this effectively can they be live or have you not gotten the details live in terms of here Auditorium I'm sure they could I just right now we have planned on Zoom but I'll go back to them and work on the hybrid model to see who could be present who might be able to be through zoom in a virtual way our goal is to get as many people to attend as possible of course and then another goal make sure that our facilities are well maintained this year and as you know we made great strides over the summer with various projects one of the projects that is almost completed is the installation of a new generator at Canton High School so power had to be shut off throughout the building so we were able to do that I believe yesterday it was just yesterday during the school holiday but some final work has to be done [Music] um because that work was completed over the weekend our server was down so um we weren't able to get the financials out to you until today actually no they did not even go out today so you have them in your packet a hard copy I apologize for that in the future we'll make sure you get them a few days in advance the other project we're excited about is that we're replacing the partitions in the girls room at the at Canton High School do you remember a few meetings ago I think one of you mentioned uh how unclean I should say the partitions were in the girls restroom so thank you for mentioning it we're taking care of that that's going to be done very shortly so it's it's issues like that that you know when you mention it we take care of it so thank you make sure you ask for a new gymnasium yeah if he's going to be that accommodating right I think it's on the list it is on the list somewhere um I want to let the community know that we continue to look for a Communications coordinator this position is part-time and we're looking for a person to assist in the public relations and the communication of of district-wide issues please contact me or call me if anyone is interested in board members if you know anyone who might be interested please have them contact me and we can talk about the specifics but it is a part-time position and as soon as we find the right person we'll be thrilled this person will help us with our website Facebook page and writing some other explorers a couple of people that we are currently talking to thank you I also want to let you know that um we have scheduled um Justine Ginsburg from the Farmington Valley Health District to come and give a presentation on bullying not how to believe but anti-bullying what we can do when bullying occurs and she'll also continue her discussion on technology appropriate use of Technology what parents need to be aware of so the date of that is Monday night November 14th excellent it's the week of conferences we realize but conferences don't begin until Tuesday please save that date Monday November 14th and we'll be sure to get that date out to the community uh since it's a month away questions about that I was just going to say it'd be nice to maybe we can develop a poster to get those out make sure they're in all the community uh areas and and let's really promote that because we all heard how important the subject that is and I appreciate the fact that you were able to nail down the USB speaker that's wonderful thank you I thank Mr Bishop for that yeah they reported that in the capacity there's been some that you've had and it's like on file or on the website you know like parents can go back and watch it yeah or record it yeah I'm sure Mrs Ginsburg would allow us to do that so we could do that it's like I think it's helpful sent out too from you like saying like maybe it's two weeks later but whatever like it's great this was the link this is a link to the live recording of this topic if you missed it whether you live hmm to be determined we didn't get that far we could look at having a convertible he's trying to say the hybrid approach are you thinking here are you thinking in the uh high school every time haven't gotten her yet that's okay it depends if we do the hybrid I'm excited about yeah we'll have to figure out what room is passed for for facilitation what time is it today so can we talk about seven she's so great to listen to she is she's she's amazing she's very engaging in in person and invites a lot of um give and take with that too so she's she's wonderful and then finally um I just want to wish Keira a happy birthday oh our technology behind the scenes technology coordinator so a couple days happy birthday Cuba all right that's my report for tonight thank you okay thank you Kevin good report any questions for the superintendent and the uh on your mind do you want to mention no Cindy nope good okay I'm sorry I did have one more thing okay absolutely Simone you all might be familiar with her remembering her from the resilience grows here training that happened through through Middle School I that was the year I was in public I'm not sure but so this is very important sorry it's the last thing so it's related to our reading program our reading curriculum so you remember we had lengthy discussions last year especially during the budget process regarding the fact that the state was looking at the science of reading and what minimum programs would support What's called the science of reading that they would allow schools to implement after several months of studying several reading programs the state now has come out with their list they have six programs I believe Mr Bishop has been six approved I think it's five right now with another pending so five approved programs um our program is not one of the approved programs programs we use as you know Columbia University's Teachers College approach which several school districts around the state use I must ask the question how many I don't have that answer Mr Bishop do you know do you have an idea about how many school districts across Connecticut use Teachers College a tremendous number and and pivot on that only 12 districts responded that they use one of these five approved models out of a 122 that were surveyed so right so again to reiterate what Mr Bishop just said only 12 districts currently use one of these six programs so there's a lot of pushback now from Connecticut Association of boards of Education from our business officials from our superintendents because the cost of purchasing a new reading curriculum is in the thousands of dollars for us and one can only imagine larger districts how much that would cost so I would ask you to please stay tuned we continue to work with our lobbying groups and our state legislators to see what can be done with this the state is saying that beginning July 1st 2023 we need to have one of these reading curriculums in place however when you think about the amount of money that we have spent here in Canton and teachers professional development with teachers and other school districts that's a lot to give up and then to have to purchase new materials and provide a different type of training that's what we are all very concerned about right now so what does that mean for Canton right now we've held off on purchasing the new units of study for Teachers College however we have purchased the fundations material you'll remember that discussion last year foundations is on the list for a research-based reading program that aligns with the science of reading but we're holding off on the teachers College units right now we don't want to put money into something if we aren't going to be allowed to use it by the state I will say there is a process for a waiver it's a lot of work on our part but we are willing to proceed with that process if we need to to get a waiver from the state if they approve our waiver we have to submit quite a bit of documentation does anyone have any questions about that just just that um we can all be helpful on that let's get through this midterm election but as soon as we know who the State Rep the state senate is we have to Lobby our legislature on folks ourselves in sending letters because this is an expensive this could be a very expensive Venture for Canton in the fact that so many folks have been already trained on the Columbia program so it is a legislative issue it's not a state board of education issue so uh and the legislature doesn't go back into session until January so um we get to work hard because of that July deadline that'll be looming so we'll remind you of this again but I think we all got to participate in one of our cities on this one does any funding come on not to my knowledge Erica and also ultimately it makes the decision whether we will go ahead with a new program or apply for the waiver and when yes so you will talk about that in curriculum the curriculum technology committee we'll talk to you about that and the Board needs to make that decision whether or not we purchase a new curriculum or if we go ahead with a waiver we'll need your support either way on that it's a great question so we'll have to decide that this year right right now we're just staying put until we find out if this is actually going to happen or if there's enough if there are enough voices being heard if things may change there have already been a couple pivots on it uh even in just the past two weeks so we're staying tuned with this to make sure that we're ready to move the right leg one more thing for the curriculum yeah it's a big decision okay anything else no that's it any other questions please on the um tree Gathering are there other sessions planned for within the school year and if so how many are we looking at thank you Felicia so we're looking at four including the November including the November and I did set tentative dates um one in January one in March and one in May an equipment Kevin the bus cameras are they installed and operating so Donna I believe they are on order correct around a border it should be in in the next week or so and it will take a little bit of time to put them in like you know several days but uh soon okay concern surfacing about unsafe practices by drivers and Tool buses uh I have not heard anything further nothing new I haven't either okay good okay all right I'm going to zoom through I have five things for uh everybody tonight number one is with respect to the superintendent search the surveys rotten we already have over 175 uh responses back and this is going to go on for another um well today's the 11th we have another two weeks well 10 days so good response but not a great response so we need you know I'd like to see a thousand responses if we could so um so they are located you can take a picture of the QR code if somebody says they can't find it online uh Claudia's been great enough to put the QR code out the Letters Out in different locations in town so guys please talk to your uh friends and family members and post it on your Facebook site do whatever you can to get that survey done please that's number one number two last year we did not take a board picture of this beautiful board and I'd like to do that I'd like to have that picture done I haven't forgotten about it so if you guys um if we can all be here and I'll check with Peggy but if we can all be at the next meeting uh we'll take the picture right here we'll have our missions oh this is terrible we'll have our mission statement behind us and we can uh we can uh thank you Kevin foreign so we can have our mission statement behind us so just just keep that in mind I'll try to remind you Claudia remind you when the agenda goes out but if we don't have the whole board I'm going to hold on to picture I really like the whole board here next I need to hear from you guys on weather and and the student reps would be important to this okay talk about a project I need to know whether we want to pick up uh the warrior logo that we're doing the mascot and we've decided we're going to stay it was voted on the state with the warrior but we have no mascot we just have the black C now we have a lot of work going on we have the superintendent search I'm going to talk to you in a minute about uh building committee um component and you know we're putting more emphasis on the uh on the committee report so you have two choices we can take a pass or we can ask the students to kind of start Gathering what the students are thinking about as far as Warrior keeping Warrior what would what would a logo look like or a mascot look like so yeah I think it's like everyone thinks it's really important you know keep Warriors the word is doesn't have to necessarily have that connotation and so um we were thinking like you know we need we need a mascot because we don't resonate with anything if you don't have a mask but you can't you don't really have identity like as a school like you know other schools have um Granby has Bears which is like you know they're really excited about it that's their thing sure we're just the letter c right now exactly so definitely figuring that out so we could make sure so maybe you can check with Mrs Hayes and Mr Case on this and yeah we'll figure out a a way to start to gather some of that information and then the board can figure out whether they want to act on it this year or next year for uniforms and how we start to Brand ourselves yeah we'll definitely discuss that okay um I did allude to the uh to the building committee um we do need to form that Evan's going to be checking with uh and we're actually with them Thursday uh we're going to be talking about what the makeup of the building committee should look like what the charge will be but clearly we have a need um and we'll Define how we're going to move forward is it uh with a true uh Middle School does that does that mean um some changes or does Cherry Brook wherever wherever it is that's what that building committee will be charged with and starting to put together the uh the underpinnings of what what uh what we need to do so I just wanted to mention that the final thing I wanted to mention is and this is going to be this is going to sound a little crazy but it's coming for me so it's okay uh covet as we move forward everything I read about in my my business is telemedicine so I see a lot of advanced stuff so as we come off of Thanksgiving that they are counting on a rather large surge with with covid now it's not it's amicron it's not the uh the one that started off where we started off where people were they do expect people to still die but it's not as as bad as that so I wanted to ask Mr Bishop if we can start with flu and covet reports again as we move into the winter just so we know where we are relative to Staffing and students and here's the crazy idea and this speaks to maybe the 19th would it make sense uh to delay our opening after Thanksgiving to the following Wednesday Monday Tuesday off we add those to the end of the year I'm surprising you on this and I know I didn't say anything but but I you know it's just things that I've been reading about and that gives the surge if people are with their family members and they've traveled at that point it gives everybody a chance to see where they are rather than you come back to school on Monday and by Tuesday everybody's sick or everybody's starting to you know see where they are and I'm not I haven't proposed this but I'm wondering if we should think about it would that be something that would hopefully hold down tamper down so it's it's it's more of a week-long vacation at Thanksgiving but the days are tacked on or maybe we look at some other place for it and I'm just throwing that out and you can roll your eyes on me if you like but it's just a thought I'm not looking for an answer tonight but it may be something that we want to consider just to know if that would be helpful in in pampering it down before we go into Christmas and I don't remember the statistics last year John but what I think it would it was pretty impactful coming off of uh Thanksgiving yeah we saw that Spike everywhere uh after that holiday and and and every holiday with that really okay um trying to be able to figure out what that what that Spike looks like this year compared to last year which would be conjecture for us I don't know but um everybody here that we're thinking something to think about that's all so any any questions for me anything for the chair okay with that we finally go into public forum and we're a little bit ahead of schedule which I'm happy about so we have public forum for anybody that would like to speak and we'll let the audience go first and then Andrew you already said everything so I um okay so anybody online that would like to speak in public forum you are free to do so at this point just raise your hand and Kira will give you the nod for a three-minute spot yep so you can go ahead and use the raised hand feature Zoom it's on the bottom of your screen if you'd like to make public comment do so now I don't have any raised hands okay nobody's making fun of my suggestions so that's that's a good thing I'll get i'll get emails on that okay all right nothing from public forum we close out that and now we go to the finance reports and before I go to Donna Russell is there anything you want to say based on our meeting today anything you want to no problem other than I think we do need a forum it's Monday There's a hearing after you you received her before I'm sorry yeah can I say so the tri board is at six o'clock okay okay there's a student discipline hearing before the tribe coordinator so um that's at five o'clock and then the tri board meeting is at six and both in the community they're both here I I will not be here Felicia will be you don't know this yet Felicia will be here leading that meeting I have to be in Boston unfortunately so uh for the discipline meeting and then for the uh try board meeting Russell will be here to uh to help lead the finance side of things and some of the things we're doing but please show well um it is currently it's still on it's on five o'clock we'll know by the end of this week if it is canceled they'll certainly send that out immediately and then all you would have is the tri board meeting Donna do you want to make any uh highlight comments or on finance I'm good because like you said it's uh pretty much the same as last month I mean you have the uh Financial packet in front of you um and uh all I can say is it's early in the year and things are pretty consistent month over month right now so so so because of that we had talked about the finance meeting that we would probably be more uh tracking this more on a quarterly basis because on a monthly basis there's so many variables that change we're going to ask questions and they're going to say well that's going to change or that's going to increase that will decrease so we thought we'd do more on the quarterly basis on the financials for questions so okay all right any other questions on just in case do you want to comment on anything on the finances no only that uh as she always does gave you an executive summary the first page as uh Donna stated I just had one question how the first item that's the overlap of the UPS director and the interim director house or how much what well think of an over overlap visitor um it's pretty much going to stay that way uh because like it's kind of happens but like is it are they overlapping two weeks a month so two months the overlap was a month yeah it was August the month of August thank you I thought this was like the interim with the one we just hired so this is our previous uh director Dr mertica in the interrupt based upon payout of contractual benefits along with having an interim in place at the same time thank you for asking Donnie just want to tell us the good news though oh I'm sorry can you mentioned lunch what did you ever decide on that one on the free lunches yeah they expire on November yeah you brought that up I just didn't know what it was I think we decided it was too expensive to try to carry it out and there is a policy in place for folks that can't afford it we make sure that it's appropriate and easy access so right and there's there is a room around there that they may give us more money but nothing's decided yet so right now it's at November 11th I think it is for the end of freelance for all do you want to um are you thinking of something different or no I'm assuming they'll remind parents because they'll be oh first time absolutely you know in a long time that it's changing if it does go to what it's saying thank you get your Skippy now because it'll be so sold out that week so Kim will start communicating that soon we have a month to go so we'll start Community yeah they've been good already about some things like Plus numbers we get direct emails from the nutrition and services and Donna has some good news I have good news you do oh I do you mean about your heart uh yes um I thank the board for approving the position I did hire an administrative assistant slash accounting clerk I'm very excited and she will start November 7th uh and I'm just looking forward to it she's got a lot of great experience within this different school districts and knows our financial system uh platform and so I'm just very excited okay great news thank you all right uh and then on to Mr Bishop I have just a few things to be able to share with you all tonight um first of all it's a look back to uh October 7th uh that was a professional development day in which each of our schools focus on reviewing of student performance data and making goals and curriculum adjustments based on the information that they're seeing what we look at with that is that provides us a universal data set at the beginning of the school year to be able to make determinations about how we planned the the next swath of instruction for students and then where we'll come again is at the end of uh January beginning of February we'll do another kind of dipstick with that again to be able to see where our kids at adjust our priorities to be able to move forward and there are a couple uh key areas that we're looking to be able to to Really continue to to move the direction for our students but it was time well spent and time greatly appreciated from our board and our community to be able to support that um I also wanted to let you know that we've completed our professional development for our new website and even some of the um uh Corrections the suggestion suggestions that you all had from our last meeting we have to make those uh those come alive so it is now we can uh Canton Public Schools in Canton Connecticut uh and we were able to get Mr case's information on all of our administrative assistants have have been trained with us here thanks for being with us as well on that and uh we're really excited to be able to go live on that on 10 31 so happy Halloween we're hoping for the best hey John so on on the website because I was looking at it and I was looking at the school's website and even PTO functions it's hard sometimes to find out when a sporting event is when a different uh uh Coffee House event is other than the postings that they do so I think that that should be up front right out there because we want to promote what our students are doing and the events that they have and and that's actually a that's a point that was brought forward in some of our meetings as well about making sure that that important information important news that was coming up was easily accessible for folks so um in the website we'll have a strand for district news and information and then we'll also have a strand that uh that covers Board of Education information so updates on our meetings and whatnot then we'll also have a calendar that will have uh synced for all the actions all the interactions that we have across the district as well too so we're really we're excited about it we'll keep building it there's a lot of functionality for us to be able to work with there so oh it's right there thank you Karen yeah yeah and then under our calendar which is is one of our down at the bottom there you see a a district calendar piece that would be the place where you have to click on that see the district calendar at a glance then also be able to see the Google Calendar of everything that we have in place we just haven't synced that on there just yet I have to work on that with RIT so um we're excited we're excited about that um a couple other things I wanted to let you all know that uh this has been something that I've been excited about for a while this is a little pet project of mine but this is my coaching cabinet so uh in this uh last year you approved the extension of there's an additional literacy specialist at chamber Primary School in an additional math science coordinator position across our elementary with the the power of our numbers and the intellect that we have in these groups we meet every other um every other Friday as a working group to be able to do a book study on on coaching students Based on data based on standards to be able to drive student performance moving forward so that we all have a common platform to move off of with that but then also dig deeper into our data and talk K-12 about what it is that we're seeing and how do we look to be able to break out of some of our silos and be able to carry our work forward so it's been phenomenally powerful over the past two sessions that we have and we're looking forward to being able to scale that up and out as they lead across our K-12 department meetings as well so so those addition to staffs primarily were because we were flat in certain areas yeah we're expecting to see you know a trajectory that's that's uh coincides with with the additional staff so that that's correct that's correct and we have wonderful career we're we're very excited about that good uh and then the final piece is just uh we we did share information about our safety drills uh with our community and we've engaged in a number of safety drills so far again this is part of our state required uh but also a state required preparation but also preparation that we find um to be very valuable and ensuring that we take care of our school communities uh in the way that is best for them so we appreciate your support on those if there any questions at any point about any of those I'm happy to be able to work with you um I am continually grateful for the partnership that we have with the Canton Police Department uh our chief is outstanding in the work that he does with us we had a meeting with him today and a representative from the Western Connecticut State University School Safety Think Tank and we were able to talk through some of the issues that are presented within schools and continue to work to refine our our practices so we're we're very fortunate to have the the partnership that we do and foreign [Music] snow days was that ever decided about virtual and how many and we have success of them out of snow days great great question um the state legislature still has not made a determination in any any way that moves off of snow days are not allowed for uh virtual days are not allowed for snow days yeah there's always rumor uh but there's there's no determination on that yet you won't hear anything until January now until they go into new session so it's a kind of a shot so we just got to go with it as it is right now anything else for John any other questions thank you that was a very good report okay uh Mr Case the consent agenda please okay and this evening some consent agenda you have the minutes for uh your regular meeting of September 13th and a special and regular meetings of September 28th and you will see the rescinded motion and the new motion that was made in regards to Contracting for the superintendent of schools search survey so those are the only two items that are part of the consent agenda this evening okay can I have a motion to accept the consent agenda please thank you Felicia second thank you Joe all in favor aye aye Cindy's good okay that's unanimous thank you um approval of the U.N overnight trip that uh that Nora gave us a pretty good overview on you want to highlight that again Kevin it's in your it's in your uh deck but um if you have any questions so you you will recall at our last board meeting Laura McCarthy our social studies department chair provided an overview of the overnight trip proposal or Model United Nations uh taking place down in New Haven in January and you we did more of the dates I don't have them in front of me but but last time over those dates does anybody have any questions about that before you vote on it nope if you have a motion to uh to accept or to uh approve the um U.N trip as proposed thank you Erica first thank you Kim on a second any discussion any further discussion all those in favor aye aye unanimous thank you okay um I know you just got the financials tonight but the finance committee did get a chance to look it over there's nothing that's uh of uh nothing that sticks out but if you're not comfortable voting on it because you didn't have a chance to to review for beforehand I'm okay but um I don't think there's anything to everything you can't do approved tonight what's your feeling can we go ahead and uh you guys good with it okay if you have a motion then you accept the financial report is provided by Donna thank you Ryan second thank you Russell my first and second any other discussion on the financials nope all those in favor aye Cindy's good okay now I know that's unanimous I'm sorry Edo okay Joe can you give us an overview as we go through these policies we'll vote on them one at a time so you can um sure uh these are all first meetings first read so if you have any questions over the next two weeks of being a period to discuss them at the next meeting uh first policy is reporting child abuse to Black and sexual assault obviously very very important policy we want to protect our students want to protect our staff policy was adopted in 2001 it was advised in 2012 that the revision now is actually pretty small rather than the list you can see it in red on your copy rather than list everyone who's a mandated reporter we simply substituted that everybody employed by the school district is a mandated reporter and the new law now states that that policy has to be sent to All staff members every year and I you know some review as well by the administration I'll highlight a couple things in the process because it is a very very important policy all staff mandated reporters uh it's not up to us or to a staff member to do any investigation if there's a suspicion of any of those items DCF does the investigating we do not all employees continue to have to have background checks um that uh principal or the superintendent doesn't approve somebody making a report the mandated report makes the report lets the administrator know but the administrator can't say don't do that that's that's up to the staff member there's a we actually combined some of our previous information in our policy with what wasn't suggested for the new policy which is sort of a step-by-step process if you're a staff member who's concerned about making a report about an incident I hear the steps to follow here are the people to speak to and that sort of thing so we included that so it's handy for a staff member making a report um this initial training required for every staff member and also refresher training does it doesn't say how much refresher training how often how often is that Kevin we decided to do that annually okay maybe we should put that into the policy today is it in there I'm sorry if I missed it yeah it wasn't in the initial package now there'll be a refresher annually for all staff members very very good idea that wasn't required but that's what we want to do three years yeah there's just too much at risk for students and staff that's great questions about that it's quite lengthy really the bottom thank you Joe for going through all of that the the bottom line change in this policy is that we're adding the state is requiring us to add sexual assault so previously this policy read reporting of childhood child abuse and neglect the state's now requiring specifically that we add sexual assaults and our next policy defines all of that yes do you want to take these one at a time or uh can we first just Bunch them all to one motion or whatever is on the first one well if we can Bunch them a bunch of them right maybe yes okay Joe uh next policy is a new policy uh sexual abuse prevention education program uh that state law has required uh curriculum sexual abuse prevention since 2016 we don't have a policy requiring we will now if this policy is adopted um and it talks about mandated training for the staff and it also indicates that parents can opt out the questions I had Kevin I sent to you where would the curriculum be for parents about it to see it and what's the process for opting out and I'm going to um refer those questions to Mr Bishop who oversees our curriculum thank you Joe yeah absolutely so uh the at present some of the the content well I'm going to take it a step back I'm going to take it a step back broader first um the the implementation guidelines of this of this information asks districts to be responsible for the implementation of a program that is responsive to the needs of each community so from my understanding of the the initial development of this was it was an amalgamation of information that was put it in place based on have uh some some work that is done with npe including describing healthy and safe environments identifying trusted adults in the home uh school and Community who I can connect with but then there are also some elements that were more closely connected to the actual health and that would be at our high school program for that so that's where we have it living the explicit information about the abuse element that that happens within the 11th grade curriculum and then some additional elements of the um the different standards of accessing health information and resources self-management and healthy behaviors analyzing internal and external influences those things those things continue to be held throughout a broader perspective of the health curriculum so to to the short answer for it is for if parents wanted to be able to see what food it is there are elements of it in the 11th grade curriculum and I will say that our PE department is going to be doing a further review of their curriculum over the the next year and into next year as well um based on some of the new state guidelines that have come out as well so if I'm the parent of a first grader and I want to know what is being taught to my first grader about sexual abuse prevention sure so the answer to that is how to be a good how to be a good neighbor and I'll share something directly for that for you as well sure just I can find that online you you can contact the school to be able to have that information absolutely with that and and it is our goal to be able to have an overview of the curriculum for every one of our grades elementary through high school by the end of this year I was saying to Mr Bishop and I know this is Mr Bishop is when we talked Mr Bishop is suggesting that the curriculum committee get into the weeds and take a deep deep these standards and where they're taught yeah so just to remind all of you we are in the process of documenting our curriculum in a different format so that that will also be readily accessible on our website right now there's Atlas Rubicon Atlas Rubicon um but it's not totally updated at all areas that was a goal for us this year so this will be part of that work as well Joe just just for for example at a at like a first grade level one of the standards would be explain the importance of setting and respecting personal boundaries that's an element of this of this curriculum that that absolutely is a part of where we are describe and demonstrate appropriate ways to express feelings and uh and relationships with people that's a part of our PBIS move as well so um the explicit elements from what I understand are are developed further in our high school program any other adjustment we would be talking with the board about and the question you may be thinking about do our classrooms good night [Music] the question you might be asking yourself is do our classroom teachers teach this curriculum no they don't um we have our PE and health staff our school counselors our school social workers um those are the training Personnel that teach this curriculum well I think it's a very important curriculum and that it ought to be easily accessible to anyone who wants to know what's being taught what's my child learning about this and what age sounds to me like it's not yet but you're moving in that direction yeah I would say that we're moving in that direction Joe okay and we have a follow-up to that just to make sure we um I think now that we have a policy on that that's going to create more of a potential sense of urgency to get this um okay and then are we able to have it somewhere where parents can locate as opposed to passing through the district and having to request it yes absolutely that's the website that doesn't sound like this no not yet but it will be absolutely your question too will be all that will be on there right right instead of requests right yeah to correct okay all right and physical exercise and discipline experience okay this is the eighth and that last show pretty quick uh about two years ago the state uh mandated that students not be withheld okay to sex students not be not lose recess because they didn't do their homework and that sort of thing uh that's still the case what it says now is that if there are two recesses uh one of them a child can be held out of recess for once a week for I don't know homework that sort of thing yeah the only other time you can remove a child from recess is if they're a danger to themselves or to some other students and that's the idea that law has been in place at least two years Kevin right yeah it was just a slight change let me check two recesses any questions on that no and the last one uh it's been canton's practice to be sure that it was a rare exception all staff has a 30-minute lunch period it's now stakeable off so we required to have a policy that says all staff members probably 30 minute duty-free Lunch Period very thankful we already had that in place many districts scrambled this summer to redo their entire schedules because they only allowed staff 20 or 25 minute lunch breaks so we were only already doing that I mean yes but we didn't have a policy it was just there was no state law I believe it's in the teacher's contract in terms of Paris I don't know if it's in their contract but it is now and this says certified staff only I believe this is just certified staff I thought it was awesome and other circular correct certified staff so but then there's no change at all for us right okay so that makes it easy so I don't expect there's any questions so I'm going to ask for a motion for the first reading on reporting of child abuse neglect and sexual assault sexual abuse prevention and education programs physical exercise and discipline of students minimum duty-free lunch periods for teachers that's the motion we'll carry is the first reading for those four and I have that motion please thank you Joe and first thank you Erica it's a second any further discussion on those four again it'll come back to you at the next meeting if you want to take a deeper dive on this I just had one good question on the uh the uh sexual abuse prevention and education program is that a program that's given by the state like it's every District in the state doing now so so good good question as as in many things with the state what the state will do is they will provide guidance and then they'll provide um range of movement uh within that to be able to operate the recommendations that the state has are recommendations and then what they state with this is um that the programming should be responsive to the needs of each community and developmentally appropriate so the the each board of education has the opportunity to make um discernment about how they walk this out within their programs said answer your questions we'll be picking a program not necessarily a program will our staff will be looking at the framework doing a crossword walk with what we currently are doing to show the alignment and then be able to if we pull in any other curricula to support it then thank you to be able to showcase Cindy did you have a question did I see your hand or no did you have no good okay so I have a first and second we close out the discussion all those in favor aye it's eight okay eight on that all right uh final final piece before we go into an executive session uh any board member comments anything we can do better we haven't done we'd like to see changed and fixed so with that um I'm going to take a motion to adjourn this meeting and then just go into the next extension right sure but do I close off this meeting or is this meeting still ongoing with the executives okay you're not can I have a motion to go on the executive session to allow the superintendent on a Personnel manner motion thank you Russell thank you Joe first and second any discussion on that all those in favor aye opposed Cindy I'm going to call you so you can listen in you won't be able to see it that's all but you've seen this before all right good thank you Kira thank you Andrea

before we really get into the Recruitment and Retention piece which structures and processes in place generation character were here one of the things that fake gravity to get to the other started the application and never finished it right that was a problem make sure that we're getting Mission critical information that we could leverage for the higher right 357 people that thought I want to be an Amazon couple of people that have started a new application we're at 99.99 have started it now finish our new application also we had to put following all of the focus is on the living unclear unclear Dr about valleys to compensation system with deciding groups identify outliers in place in place who is leaving you want to we're working on a state survey about why people are staying then the other Dr Bowden has become is the director for secondary schools that means that all of those campuses have somebody that comes in at the conception to one contact person that can support them guide them answer their questions and help them of course you proactive super excited about first thing that Dr Bowden did when he got here here he started collab oracy partnership with all of the universe to stay but we also just got just got your second meeting Colorado school a paraprofessionals are substitute pipeline obviously most importantly are put a and I saw them on the office for apprehension he's talking about so I was very fortunate to be at the University of Colorado Denver with 13 other people are really ready to be teachers our students were absolutely amazing they were the most represented we were the most represented District in the entire room we've been through first thing with all these kids from all over the station breakout session it was just amazing to watch and suddenly it was like they belong here where I need to be and they and their smiles proud of ours are in charge of our superintendent we're doing everything to make sure that they they know and understand that we're working on a concurrent enrollment and at high school getting college credit a pathway that they get for free on the pathway to become what are the best practices to this practices but what works out of the box and so we're graduates in this thing from those universities I mentioned or graduating December the so that they think we got 14 see the long-term and short term it's like short-term wins and long term effect over time and then of course we already talked about lives here that's as far as retention we'll make sure you get a copy but we put together a robust mentorship handbook that we've never had that's research based so that that also induction where work s in Adam Sports also it helps it helps of course you can see the the pathways for academies and then last but not least it's okay for three reasons it comes from the war the work so this year of our area and around the state with the increases that will be certified and classified staff we have to work on right we have to make sure that we know that they know how much we care about them and support them and grow them and then and so that's a big Focus that we have at this point in time is making sure you you will recall last year so depart Ed lacking of was just a huge deficit it was human resources and look at the instructor reorganized within the individuals shouldn't they have that already but last two or three or three those systems were not pleased with the word hard because one of the things that Dr my ten years specific to any body foreign it's like just some time or time or visit our evaluation system but that is personal to make sure that's done also applaud that when students are so glad the um Nations and institutions that we want here so thank you just one more features more student teachers out there looking for places to go and do their internships we are partnering with LLC in the district and also some of the developers here identity to breed hours to rent or homes with price so if there's any teacher out there and you can have roommates have a low at a low cost because we know that so we want to support them in all at all foreign teacher with us all of them actually having an opportunity to go on site and visit on site we're talking I'm so sorry like she and the conversation that line or processed by that part of summer school yeah they're absolutely ready do you do you coordinate collaborate or groups like garib Inspire the sports team Education Foundation because I know first Focus right actions with the opportunities our students for going to school there was working with insurance relationship which is really the key on the board we last year had it where we'll go at the end of the week and spend the night in a cottage campus area of the campus this year I'm paying work throughout the year not only during the summer I don't know how many students we have is the students who are the interested specifically becoming teachers these are other groups that support all other areas that we're going to continue working with uh connect and as we really need our students since high school kids and see if they're interested in any of the careers so that we match them at the universities so that they can visit um you know throughout the high school the district with the most number of students there we go thank you um I'm just hoping that Lester Arnold we have multiple staff participated students go into to ensure that they had a better foreign you got your family on Amazon [Music] and the best of all is that the Colorado Rapids won that night so that was um exciting um and then I just want to um give a shout out to the Adam City High School girls softball team they actually won last weekend this is one of the best seasons they've had in a long time some even say in their lives don't know um but now they're gonna go to the next level so we wish them the best they're gonna go overnight this weekend to play it's local but it's exciting because you know it's overnight and uh so we're very excited about them and wish them the best and uh those are my um my my updates uh the last thing if I may I just want to give a shout out to our principals and assistant principals this month we're celebrating them and um what we see in our schools the focus on the culture on building a community within the schools ensuring that there are systems in place to support our students and our teachers for a better teaching and learning experience it's phenomenal they're stepping up and becoming better instructional leaders which is what we're looking at in we all have heard how research says a highly effective principle in every school are Highly Effective Teacher in every classroom is actually the the the the Turning key for success and we're very thankful for their commitment and their work so shout out in kudos to our principals and assistant principals in that conclude my update a little longer than usual it's lots of amazing things any other questions or comments board members thank you uh next on our agenda is audience comments um secretary Zubia had to step out for a moment so I think we'll start with our in person if that's okay um I would like to remind everyone that the the each speaker has a maximum of three minutes for comments concerns or suggestions um and we have one two three comments so we'll start there that's okay um first up is Joel Sanchez regarding um new school for University Prep [Applause] foreign [Applause] I'm hoping to ask if you can open a new campus I'm here more than anything with something that happened family speaking of what happened to me and my family practice kindergarten is from Tinder to fifth grade yes professional okay voices is here Juan over here and Alicia over here and my youngest daughter just started at you for basketball and she's had a very good experience professional um foreign foreign and I'm here asking to see if we can open another book here in this District so that other parents like myself can be as part of my kids be part of their kids as I am that's my gift for my kids thank you thank you [Applause] um next we have Charlene Nunez regarding availability of charter schools in the districts [Applause] good evening board first let me say thank you for the opportunity for my voice to be heard this evening for University Prep uh University Prep is a charter school that goes above and beyond to provide a first-class education to children of all backgrounds our daughters both attended University Prep in elementary school and prior to being enrolled in University Prep they attended private school the curriculum University Prep offers gives our children a first class education in line with private schools without the cost the board backed with a strong faculty offer a Cornerstone of Education to our children on which they can build a strong Foundation to carry them on middle through on onto middle school and high school I can say this with confidence as both our daughters are now in high school still hold the values discipline and both their homework as well as other things the respect for their teachers and their peers it has all been unwavering and these prep values have been installed in our children at University Prep and they're reinforced at home University Prep sets the bar high for our children and gives them the Educational Tools to achieve their goals at a very young age dreams children dreams that children have of what they want to become when they grow up they're nurtured at University Prep with college always being the end goal to achieve that dream our daughter Gracie had the dream of being a trauma surgeon but like most children her dream has now changed to become aerospace engineering she is a senior in high school and in the fall of 2023 she will be declaring her major as an aerospace engineer well [Applause] our other daughter Madison is now a sophomore in high school her dream was becoming a writer she is a freelance writer for The Denver Post and she has the opportunity a two-star online classes with Columbia University an Ivy League school out of New York [Applause] our daughters are both Prime examples of what of what a great Educational Foundation can do for any child University Prep in my opinion and experience is a bright light in each and every Community where they are located and the faculty truly makes a lasting impact on each and every child they have an opportunity to teach it is my hope that my few words as a sorry all right thank you all so much for allowing us a little break um our board we have a sick board member so I just wanted to make sure she's okay and we're just going to continue on I hate to continue on without her but I think we need to continue um recording is on so we are on consent agenda items I think we need a motion to approve the consent agenda items and then a second promotion to approve consent items I'll second thank you um any comments or questions [Music] um Ramona broke up please Mr Amador aye Ms Estrada aye Ms Lovato aye Ms Molina uh she's excused so I think you can next on the agenda is 7.1 approval of the second reading and final adoption of policy IC ICA school year school year calendar um if you remember last month we approved policy IC ICA for an emergency adoption this evening we have the second reading and final adoption of the policy uh may I have a second to approve the second reading and final adoption of policy IC ICA the school year school calendar or we can accept a second reading and push off the final adoption because I don't know that Miss Molina was able to preview okay so may I have a motion a motion to approve 7.1 thank you second Q any Commerce my rights uh Ramona roll call please hey aye thank you um next on the agenda 7.2 approval of the second reading and final adoption of policy whoops my computer went away policy jldba suicide prevention again this is the second reading of a new policy if this policy is approved this evening a committee will consider several curriculums to bring to the board for our review may I have a motion to approve the second reading and possibly final adoption of policy jldba suicide prevention motion to approve 7.2 I'll second um any comments questions discussion um I do have a couple of things um I I read through the process and I just think um I think we I I would like to um consider either revisiting it or bringing it for a third reading my reasons behind that are um and and Dr Lydia maybe this is a question maybe it's handled in student handbooks or operational things but I think we not only need to focus on uh Suicide Prevention but we also need to work on Intervention postvention and parental notification involvement re-entry procedures and the impacts to handbooks and and operational things I didn't read that in the current um redlining proposals but um maybe it's happening in other avenues um that's kind of a question statement I I just I didn't think it was all-encompassing but maybe it didn't have to be as a policy and and it's addressed as um in in the student handbook or other matter yeah I mean I think it would be in more like the operational day-to-day school um I think I we read a little bit about it last time in one of the folders in one of the meetings that I had amazed but it's more like the day-to-day operational yes those would be operational um supports or systems that were put in place to make sure that there is actually um like the example you said like re-entry uh conferences meeting expectations to support the student to support the teachers when a student is coming back to um to the setting a classroom setting those do not necessarily because they would vary from school to school or you know it's very um specific to the child in the specific needs on the operational part the expectation is that those things are happening when the child comes back or throughout the process it all depends on on the case of the students so that would not be um okay policy it would be operations in in the structures and systems we put in place what your expectation as a board member is that I is a superintendent ensure there's one yeah yes okay thank you maybe if we could get the the copy of those electronically um I just I don't think I had a chance to review those so we can add those in the um uh Friday updates okay great thank you so much okay so do you want a third reading um no because I think if if the yeah if if it's handled I just wanted to make sure it was addressed somewhere um then I'm good yeah thank you so we have a motion and we have a second um any further discussion questions okay uh Ramona roll call please yes thank you um Mr Amador aye Ms Estrada aye Ms Lovato aye Ms Molina hi I got discombobulated I'll rework my question better next time uh 7.3 is the Kaiser thriving School donation May I have a motion a motion to approve 7.3 [Music] thank you any discussion or questions um I will just make a quick comment I think it's great that we're investing in uh projectors and and ceiling mounts um I think anything we can do to always improve technology for our students is great so thank you um Ramona roll club please hi thank you next is um 7.4 approval of the 2022-23 school and District unified Improvement plans may have a motion to approve the school and District uip plans as presented a motion to approve 7.4 cute I'll second thank you any uh discussion questions comments uh Ramona roll call please Mr Amador aye Ms Estrada aye Ms Lovato aye Ms Molina hi thank you passions uh 7.5 resolution 2214 to engage the services of cognia um with secretary Zubia out you guys mind if I go ahead and read it um this is a resolution to engage the services of cognia whereas accreditation is a launch pad for school Improvement and whereas the Cognito accreditation process process examines the whole institution the programs policies practices learning conditions cultural context and the Community State Community of stakeholders to determine how well the parts work together to carry out the school district's vision and whereas accreditation should measure many different aspects of a school or district and not merely student performance cognia's accreditation experience includes both self self-assessment and evaluation from professional evaluators and whereas the district will use a suite of research-based tools and resources aligned with the cognia performance standards all while an experienced leader is on hand to guide the districts through the process to sustain measurable change and whereas cognia accreditation is the designation of quality recognized around the world and accreditation is awarded by the north central Association Commission on accreditation and school Improvement the Northwest accreditation commission and the southern Association of colleges and school council on accreditation and school Improvement together these organizations have been accrediting institutions for more than 125 years now therefore it be resolved at the Adams County school district 14 Board of Education directs the superintendent and any Adams 14 Personnel at the superintendent's direction to engage with Cognito system accreditation to ensure that the district has one shared vision of continuous Improvement and a Common Language of improvement to increase efficiency and effectiveness adopted and approve this 11th day of October 22.

and there were previous versions not that this is any relief but that we looked at like a U-shaped building or something even more sort of densely packed and at least wanted to allow that Court to exist at the back stuck to the fourth and Catherine sides Laura are you saying you don't like L-shaped trees I don't think I've ever met an L-shaped tree I'm just looking at the one where the DTE probably cut the branches out so it looks like it yeah so I went today that was like a tea yeah beautiful fall color right now on the t-shaped tree I think it could be kind of a cool design problem though to figure out something low scale you know not not you know something that's tall some sort of shrub that's still not going to threaten the lines you know some raised Planters or something we'll have to work with the DDA on it anyone else have comments or questions we can open it up to I mean public attendees nice job I just wanted to have a chance to just Briefly summarize um uh my my staff comments um one of them had to do with with material I'm going to encourage um lbba to to look at the code sections of the unified development code which refers specifically to materials that um are permitted uh in this particular location in which are are are are not so I'm going to encourage you to look at those um with regard to the blank walls uh I think the it sounds like the Western Wall would be really ideal for um a public art display whether that's permanent or or temporary the north wall is more challenged it's right on the property line uh I think it would be really hard to to do art on that side and it would be hard to um to access that side um and so I think that Western Wall seems to be maybe more appropriate for um um that that type of display um I also want to point out that there will be challenges to constructing a wall directly on the property line unless you have permission from the property owners to the north to use their property for construction so I'm just hoping that you're thinking about that through the process um that that that is a challenging Endeavor so you may want to think about that or maybe make contact with the property owners to the north about obtaining a temporary easement or permission to to use a portion of of of that sign um with regard to the height you're looking at a building that Peaks out at 72 feet probably maybe more like um um 65 to 68 feet the top of the cornice level that's pretty imposing uh to the area to the north and so the staff Port indicated that you might want to think about some kind of a step down to allow more light to get in um or even create a little bit of a setback maybe a five foot step back to to to be less you know uh to be less imposing um and then the other one build on that comment real quickly I mean it would change the plan but it might be interesting to think about that elevated space on that North End the outdoor patio space on the North End overlooking the farmers market versus the intersection just something to think about if there was a way that that fit the program um it would do that it would perform the same function of stepping it down and then it would also give you kind of a nice access to that really Lively afternoon or you know weekend and weekday spot right um and then my last comment had to do with the um um pedestrian entrances to the building the design guidelines does do call for pedestrian entrances to be clearly demarcated clearly visible um and um when I when I looked at it the the entrances didn't stand out much and so I'm one so my recommendation was to consider that and to consider creating um a clear um delineation about where those inferences are so though that's a quick summary of of um of my comments anything else all right all set yep so um with that we can move into um I guess public comment comes later so next up is um unfinished business do we have anything under unfinished business I think we don't we typically have a public comment just for the project right now and then the general public comments at the end of the meeting I thought we had two but the agenda does not outline oh okay all right yeah we did we did build that in um so we can follow up on that for the next time did do we have any unfinished business no okay we'll move on to Communications anything on Communications nothing for me all right so we are following up the project with the public health is there to raise a question you can raise your hand I'm not able to even see who all is um there don't appear to be any additional callers at this time okay all right I'll just skip it one more second make sure that um we don't have anyone calling in on the phone line which might take a little bit of time to get orchestrated um Lori while we're waiting for that um let me know if you wanted me to summarize what I heard in terms of board member comments I think I was going to summarize those comments immediately after the meeting and then you all could say yeah that summary is accurate or no why don't you add this and then I think you could all sign off on that I think that was what we were doing a year ago or so when um uh when we had done this let me know if you want me to do that I would think that would be yeah beneficial both to the one from the public um to just kind of get a conclusion since we always have a little bit of back and forth on different perspectives yep so it doesn't look like we have any questions so Jeff why don't you go ahead with your summer okay um camera started us off I'm sorry I just want to jump in real quick because I know when I uh suggested how folks could join I thought they could join either online or by phone so just making sure is that in fact the case if someone were raising their hand you'd be able to see even if they're in the waiting room yes that's correct okay perfect sorry just wanted to make sure that all right Jeff go ahead okay uh camera started us started us off um uh asking for a three-dimensional view of the uh north wall to give us a better sense about how that north wall interfaced with the uh smaller home smaller buildings um to the north of his site um Gary supported that concept and um I talked about his concern about this six six story tall blank blank wall at the property line um Lori talked about uh the relationship um uh uh at the ground level to the public spaces uh Open Spaces um once you she wondered how the Open Spaces will be used so uh petitioner was able to talk to us a little bit about that uh Bill talked about the public parking that's proposed I believe it's about 18 spaces on the north side of the first level uh he wondered where uh residents would uh be able to park um and who might be controlling and managing uh that parking field dick talked about the lack of glazing on this on the stair Towers uh he thought that getting natural light into the stair Towers would be a positive for safety um um concerns and and otherwise and you know he wondered whether we can increase glazing on the North and the West uh walls uh camera um uh supported that thought that glazy on the North side too would be beneficial um bill came up with a suggestion to consider using um rated glass block to allow light in and um still be able to address uh fire issues uh Lori um talked about the view from the corner um she talked about I believe this was the southeast Corner uh she talked about two the two different sections of the building the upper section and the lower section uh you thought that it had created a nice um Rhythm um she thought that it would might be possible to consider maybe tying both these sections together a little better I got the sense from the architecture team the design team that they they would uh maybe do a little rethinking about that um Gary um Gary agreed with that um camera um talks about the color um she um liked the the gesture of the the Brick which is complementing the historic character of the of the neighborhood um and um and uh Tamara thought that um uh the that the orange um um you know the orange touch might need to be rethought a little bit um and I think that that might mean in terms of not necessarily that color versus another color but um how how that um splash of color is actually presented um um Gary had questions about the Fasteners um he liked the projecting frames of the um Upper Floor Windows um Bill had some questions about the rain screen panels um dipped off talked about the Swiss Pearl the white panels um he also asked about the shade analysis on the South Side wondering if if those um Shades um you know made a lot of sense um we thought they would really work you know midday during the peak summer solar season uh other times um maybe not as much um and um he also talked about uh the breaking up the side referring to the to the to the indentations as uh speed bumps and he thought that there was a nice toxin that helped to break up the facade along along the street um um Lori talked about um or wondered whether the Open Spaces that are shown on the site could be used also for stormwater management um John really liked the concept he liked the Zip Cars he um he also agreed with um this notion that there's a sort of a Sharp jarring contrast between the upper and lower floors we talked about the recesses being great on the North side um he liked the idea of a rotating art gallery or the building being able to accommodate art that would be rotating um he's familiar with high pressure laminate panels that um he thought the petitioner might want to consider um he had a question about a plan for practicing artists and indicated that um uh the the art commission would be um happy to engage with the Housing Commission staff or with the design staff to discuss the ideas of of art further um Tamara didn't like to see office uses on the street level um in a in in the downtown area um I I got a sense that she was concerned about how that interfaced it's um sort of creates you know uninteresting space um and um uh Bill talked about um uh the Upper Floor he appreciates a lighter Upper Floor collar um and he he pointed out that um the building that Tom Fitzsimmons did on Main Street also has sort of three stories of brick and then an upper floor that that is lighter in color uh Lori agreed with Bill um dick um also agrees with glory and appreciated the contrast between um the upper and lower floors Tamara um uh said that uh sounds like everybody generally likes the um likes the project Laurie indicated the um or had brought up the issue of the color worried about the timelessness um and that indicating that a little less um might be better over time um and um let's see Bill talked about uh the north and west walls what would happen to those walls talk about the rain screen system um and and wondered whether they can handle murals uh Lori talked about um the design being or the building being designed to accommodate art to accommodate murals um on on the particularly on the blank walls Bill wondered about the polymer windows and um uh dick also indicated that he'd really like to see a view uh from the north side and how the the six-story building will interface with the with the you know two-story building buildings on the uh on on the North side which um meant that he was agreeing with Tamara's recommendation so that's what I have um written down let me know if I've missed anything just a few things yeah there's a robust discussion and this this time and it does not reflect a more concern on our part about the building I think in general everyone was really pleased with what they were seeing so this is these are details and um to continue to to hopefully make a project better for the community so with that I just have one quick comment that is to tell Jeff that how much the taxpayers appreciate that the planning department really is running a low budget operation now it's about as low as it's going to get yeah you get service a furnace while you're there so okay anyone want to call for adjournment or do I just do this myself you could just do it no I'm gonna do it then okay this meeting is adjourned thank you all right thank you everybody thank you yep thank you

2022-10-12 Navajo County, AZ YouTube / Blue Ridge Unified School District #32 transcript source: youtube BRUSD Regular Governing Board Meeting Tuesday, October 11, 2… · passage 2
Kimberly would you like to go over that with us and hit the high points for us sure thank you um good evening governing board president governing award members and [Music] reports to the AFR stands for uh I do have a PowerPoint presentation oh there we go okay all right so what is the AFR the AFR is our annual Financial reporter I won't read the whole slide but there are multiple sections of the AFR if we're it's for all of our funds including Food Service K3 reading program School level AFR um classroom site fund AFR so there's multiple reports that are due um on October 15th in the state of Arizona so I've had a busy month so the way that we prepare for the AFR um is we do a multitude of things again I won't read the whole entire slide but some of the things that we do do is clean up our books from the prior year to make sure that they're all balanced and ready for the annual financial report once they're balanced and cleaned up then we start with preparing the annual financial report and one of the things that we do test for is that we're making sure that we're spending the correct amount of money in our sped department and our Title 1 schools so that's something that's checked by the state department every year um we also review the general ledger for our mno and our Capital expenses and all of our expenses these are our major expenses I'll show you some graphs here in a minute that contain these expenses so you can see where we have spent our money over the last year so the expenditures for 2021 and 2022 equal 19 million 718 039 and you can see how it's broken apart up there by mno by Capital by impact Aid classroom site fund classroom site fund just as a reminder that is um what was formerly called prop 301 and that's for teacher pay and teacher increases and bonuses we have um our federal grants and then we have our stay Grant just so you know that state Grant is our priority Grant and when I show you the graph here in a minute you're going to see that it's zero it's just because the all of the other numbers are so large and that Grant is just so small and we only have that one Grant from the state so you'll see here in a second you can see right there that that state grants are zero it's just because that one's so small you can see that the majority of our budget comes from our maintenance and operations budget our next largest slice of the pie is our federal grants and I work with um Brad Pico on all those federal grants that's our next biggest chunk then our next biggest chunk is our classroom site fund and then we get a little bit of money from Impact Aid so just a reminder impact 8 is from um uh the federal government and that is for our Native American students who live on native land all right so Eminem that's our biggest slice of the pie so how did we spend mnl as you can see that the majority of our m o budget goes to salary and benefits so we spend most of our money on paying teachers the next part the next thing is supplies and purchase Services just so you know purchase Services is for teachers that have retired and have come back for um people that do otpt speech pathologists people like that are purchase services that we pay to come in like the Navajo County um schools Consortium has those vendors that come in and help with our special needs students um and so here you can see this is mno by function so this is how we spend our money um in different categories like instructions student support and instructional support you can see those things combined are the biggest piece of our pie then we have plant operations so that's Mr tooman's department and that's keeping our buildings running keeping them up to date keeping making sure our roofs aren't leaking things like that then we have transportation and then we have General Administration which includes all the administration including the principals all right are there any questions about the FY 22 AFR I like grabs oh thank you I worked really hard on it quicker to see yeah than just numbers Jennifer do you have any questions this is the same as gets published correct okay any other questions Diana do you have a question all right thank you thank you all right so we have a motion to accept the annual financial report as presented okay we have a motion by Margaret and a second by Chuck all in favor aye plus the eyes that's unanimous okay item 3.2 recommendation to approve the statement of support for the override of the Constitutional constitutional aggregate expense expenditure limit I'd never make it in Congress yeah okay that's at snowflake high school education I'm sorry I didn't say that no you're too honest dang it anyway um we we saw that and Dr you want to just explain the technicality of what this is I'm all in favor of personally sure the issue of the aggregate limit was something that was born in 1980 and there has not been any substantial movement or changes to this issue since then and so 42 year old problem and so what it does is put a cap on how much money the state can spend well what this letter does along with many other organizations it sends a a notice to the state legislatures that we the legislature that we need help and that there is real impact for not approving this change and so every year now in March before a specific date March March 1 presumably the state legislature has to approve an over expenditure essentially and until they Rectify it there was a deal made with the governor and a couple of other folks that they thought they had a long-term fix but that hasn't been possible yet and so this is just a statement from the board saying we we're in support of coming up with a solution a long-term solution to support our schools it means about 1.5 million dollars to Blue Ridge if it were not approved in March and then so you're left in position we have to come up with 1.4 million dollars with only six weeks of school left which would be a huge burden and so that's what this letter States and it just it's just more of a symbolic effort but it does put folks on notice that this is an important issue for our school district any questions on that from the board comments [Music] it's sent to it's supposed to be sent to the governor we know the governor is never going to see it but we know his staffers are going to see it and we know we we hope that he sees the staffers see hundreds of those letters with the same problem and that might Garner some support that's our hope so if they don't uh pass a stop get stop gate thing in March that means we have to come up and and give the state one point yeah or we just have to cut that out of our budget well one or the other and for practical terms it would be nearly impossible to do that yeah our solution would be we would be done with school in March yeah we'd have to close the doors a hardship on everybody yeah and so the state will say we'll just use your Esser dollars or those you have to write in Grants you don't create a grant in a week or two it takes time and they have to be approved and as a cycle so the only functional thing to do would be we're done we're closed for this year and so that has been really the lever and I think parents remember what that's like having kids at home and with nothing else to do when school's closed that's that's not good and so I think that is uh there are schools with the capacity to weather that we're not one of them any comments questions if not we have a motion to vote on item 3.2 but motion I have a second Margaret all in favor okay that would be a totally unanimous vote all right next next item 3.3 recommendation to approve the classroom visitor policy yes sir um read that do we need to go through that in detail or perhaps just hit the high points I could this this basically opens up the classroom to everybody that that there are Hoops to jump through before they can go not difficult ones but just ones that need to be addressed so that we have a handle on who is in the school yes sir the statute requires that you make schools accessible and that the board adopts a policy ours is pretty generous you need 24 hours notice and that has to be provided to the principal and to the respective classroom teacher can't just walk up and say demand to go into the classroom it doesn't work like that and so there are protocols in place there are also expectations of the participants they're observing they're not participating so we outline these in the policy the policy that we're asking the board to adopt reflects one that's similar being adopted with school Statewide I think some of them have 48 to 72 hours advance notice we're a small community our principals felt they could make the change as long as they had 24 hours notice to get prepared and then to set forth those expectations this is not an opportunity for people to come in and to protest and to disrupt our classrooms and to tell what we should be teaching how we should be doing it it's simply to observe they can take notes they can't use a recorder they can't take pictures of kids they can't talk to kids they could simply observe that's what the statue requires and so policy supports those procedures this policy also includes those that would like to volunteer in a classroom in the steps that they have to do to volunteer in the classroom this we're your teacher supervision we would have we'd have a similar process it's a it's it is just but it's outside of this it's just our volunteer and we'll accept volunteers anytime there's a process like if they're going to be supervised they don't have to be fingerprinted but there's a some paperwork to complete right and they could go in so that wouldn't be just a little bit different but it's the same Spirit access to the classrooms yeah I just like to say I think as a former teacher this is long overdue and especially given our current climate and um of things going on in the world and demonstrations and so forth that this is a good thing and needs to be done same thing with me as a former teacher I have people just walk in to the gym unannounced probably didn't know some of them unless I knew him from basketball games or something so it's nice long overdue I think and most people check with teachers and the principal first for anything that's planned but you know this keeps people that have an extra grind gives them time to cool off a little bit you know after they contact the principal before they actually come in and see for themselves what's going on well they do have to have a visitor ID that's numbered that they have to check in when they leave too so all right any other Jennifer Diana have any questions or comments thank you so if there's no further discussions we have a motion to adopt item 3.3 have a motion from check and a second from my Margaret all in favor that would be an eye for those [Music] eggs we everybody voted positive okay item 3.4 new curriculum review and discussion we won't be taking in action but this is for the new social studies advanced placement the AP curriculum it's in office now for those that would like to review how long will it be there well there's a minimum requirement we normally goes between 90 and 120 days that the purpose of this practice is just to get let people know in a public open setting hey we've got an AP advanced placement curriculum book support that we're wanting to put up for review and possible approval and so when we bring something on like a textbook like this not a supplement but it's something that's actually used as a guide we'll make the board aware we'll make the community aware it's in the office presently at the district office will it be online also yes it will then it there is there's references to it online in the the book and it's being able to get access to it is online as well thank you all right next item is uh superintendent report Dr Wright you want to tell us what's going on yes sir we're back in good and the bad right back in class tomorrow uh we had professional development today I also want to let the district know that we sent this out on social media but former student and 2021 graduated for 2020 2020 graduate Dylan Baca through his efforts starting as a sophomore in high school continuing into his sophomore year at Columbia University through his efforts in indigenous people's day was signed by the president United States a kid did that and so the politicians will try to take credit that was a kid's effort that was Dylan Baca organizing that he organized a non-profit I mean it's not an accident he's going to school at Columbia he's very bright but some of many of our teachers were helpful within that effort so I just want to give those kudos to a brat a 2020 grad that is making a big difference in that day is you know that we've just recently celebrated October 10th and I think that's a great thing to let our community know yeah did he graduate in 21 [Music] oh yeah that's what's 20 it'll be 22 23 so it was 20 21 okay I don't thank you we have had today that the executive team spent about three hours on a reunification plan and we're working to make sure that if we have an incident a natural disaster something that requires a lockdown of schools or anything else that requires we remove our kids we talked about how to best do that the trust has provided resources for that and so I'm not going to put the cart before the horse on this one but we we made a lot of progress today and in the coming months we'll be able to roll out to the parents how they can help us during reunification what's required and so there's some familiarity with this process and they're not showing up to school demanding to have their kids and it gets disorganized you saw what happened in the West Valley a few months ago when it wasn't handled appropriately and a parent tried to storm the school and he did and they tackled him he had again it didn't end well for him and so there are steps that are required to ensure that students are safe and staff are safe and that it's organized all of those laws remain intact we still have the right to operate in a way that's safe organized orderly and that is conducive to an educational environment none of that's got thrown out the window and so we take great care in making sure our administrators and our staff members understand what the procedures are for each of these incidents and this is one that if we had to deploy it would take hours and it would be messy and people would be frustrated but our goal is to keep everybody safe and eventually if everybody ends at home well and things will be fine so it's an undertaking that we've been working on as part of our emergency response plan and this was the next step we made a lot of progress in that we're also continuing to update our emergency response plan we recently went through an extensive evaluation on all the campuses and District district-wide we're receiving those reports we'll report back on that in probably 60 days and preliminarily we are in good shape there were a lot of compliments paid to our principals and our staff members especially teachers for doing the things we ask them to do like anything there's gaps we've identified them we're going to get those fixed get better at some other things but generally we're well prepared and I'm proud of the staff for that that marks about a seven year effort ongoing and it will be an ongoing effort going forward we don't have any other items there are a lot of things going on check brusd for your athletic schedules and events coming up for in our music world and also in the Athletics we're proud of our kids we have a lot of kids participating a very high rate and our coaches and sponsors working very hard to support these youngsters and we're proud of them as well are there any questions from the board Mr President Jennifer Diana have any questions all right thank you next item on the agenda is called the public we'd like to open some time for anybody that would like to address the board to do that this time we'd ask you to state your name and leave that with Mary Ford so that we can have that on record and we would like to limit you to about three minutes and ask that you don't see that to anybody else but we'd entertain uh comments from anybody right now oh can we get a microphone [Music] my name is thankful for Kimberly thank you for your report I appreciate it it was very nice you did say it needs to go in by October 15th which is coming up so have you sent that report already to the state no you're not allowed to send it to the state until it's board approved [Music] it's okay and is the PowerPoint also going to be on the YouTube or is it YouTube that is streaming that this is on or how can someone just get the power it's streaming it's on the streaming YouTube that's true okay great thank you I appreciate it thanks any others if not we'll go to any announcements the next two board meetings will be as follows November 15th at five o'clock here in December 13th at five o'clock here we will now excuse those who are on phone with us participating in this meeting remotely we will ask the board to go into an executive session discuss a student disciplinary matter thanks Jennifer well excuse me now [Music] all right so can I have a motion from the board we have a quorum and we'll go into executive session as a quorum I have a motion a motion from check to go into executive section a second from Margaret and we're voting on that and that is all in favor okay

this is the grid that was shared on the FY 22 third revision for the budget so you can see the 57228 but I also thought it was important to share the figure for FY 2023 so this is from our adopted budget this 66 869 is an estimate for 23. we will pull this data again this month and provide an updated average teacher salary to you in a revised budget but I thought it was I thought it was important to focus on both that's the last time I'll talk about 23. the rest of us 22.

she might return yeah you have it the other on your way out right oh yeah yeah that's fine oh or oh okay so I'm sorry no I'm not gonna project exhibit 13 Matt all right can you hear me okay yeah I'm short so I'm gonna blow that but I think it's better okay um I'm Kathy Naughton from eater Casella company thank you so much for allowing me inviting me to come in and talk about the audit um it's one of the you know my favorite parts of the job is to actually you know tidy up the audit and you know have have some completed results so I appreciate the opportunity to come in um just want to talk about the process the auto went very well um I have nothing but good things to say about Mr Gold his staff especially the bookkeeper Lauren and Sophia from HR payroll everybody that I've requested information from is really responsive really helpful um definitely a team effort here and we appreciate it thank you um in terms of the action um one of the things we do is evaluate the district's internal controls over financial reporting that's just a normal part of the process so we do a little bit of inquiry and we observe some procedures and things like that and then we test those controls and normally we make some recommendations if we find any serious issues with the internal controls we would report it in a management utter comment uh in a management letter and I'm happy to report there were no such you know comments this year we always have small recommendations that don't necessarily warrant a management letter so we talk about that with management staff involved Etc and you know have never had a problem with uh anyone here you know not implementing you know our suggestions and things like that so good good news on that um so as I mentioned no management letter related to finding the final statement so can I interject one thing can I interject one thing yes so for the last few years we've had this issue with liabilities and we've had to do a major uh journal entry at the end of the year and um we were trying to get direction and on how to fix that and we thought we had it but I will say that this is the first year Kathy's done the audit on her own and she dug deep found out what's going on and so I think we have the process figured out yes so finally we were going to get everybody involved yeah no she did a great job with that and and I'll I'll just add to that it's really challenging because it's it's really a function of the accounting system and so the accounting system to make it easy and routine to process invoices Etc it's just the way the transactions are posted but because of the timing and the fact that the district is reporting on a cash basis that requires a little bit of re review and adjustment in order to get to the cash basis financial statement so I think you know you know we've come up with you know what is going to work better and again this is one of those recommendations that again we talk about and you know we're we're we're on the same team here we know usually people think the audit come you know Auditors come in and say adversary are not really like that like that we are here to you know to work with the district on how to how to improve that kind of stuff for their financial reporting so it I think it was good I think we did drill down and you know got some answers so um that'll reduce the number of adjustments that the Auditors have to make is going to be done internally showing on the screen is um the opinion letter and the one thing that jumps out um for someone who's not that familiar with this is that you'll read in there that there's an adverse opinion and so just wanted to explain a little bit about that and in fact clean opinion however what you'll read is that there's an adverse opinion about whether the district's financial statements comply with uh generally accepted accounting principles in the United States and the fact is that the district is reporting under the regulatory basis of accounting rather than the accrual basis and that is prescribed by the state of Illinois State Board of Education so so while it says there's an ad adverse opinion on U.S Gap it is an unmodified opinion or a clean opinion according to the regulatory basis which is you know again prescribed by SD so it is a clean opinion even though that little that little word in there sort of confuses people sometimes so I just want to point that out there really um is a clean opinion and what that means is that the financial statements included in the report are free from any material misstatements so um good good news there uh there's also the letter addresses internal control over financial reporting and as I said we always come in and we test that we don't give an opinion on that but again we would make recommendations and things like that foreign so if we're going down to like page seven or eight you know table of contents and all this good stuff um get down here there we go all right so the page eight shows the uh the district's statement of uh assets liabilities and fund balance and uh you could compare this to a business balance sheet um again since you're regulatory Cash basis you're generally not going to have a ton of um other assets or liabilities you're not going to have like prepaid expenses or accounts payable or anything like that um so essentially what you're looking at is your assets that consist of cash and then your fund balances in each of your funds so um you know again it's sort of like there's not not any liabilities posted to be subtracted from those assets so essentially your assets and your fund balance are equal in the bot at the bottom you'll see that fund balance is actually broken out into a couple different categories one is reserved and then there's another category unreserved which is broken up into designated undesignated so in the reserved line you're going to see things like in the Ed funds there's a reserved amount for Student Activity funds in the um in the O M fund I think this year it ended up to be a small reserve for unspent maintenance Grant proceeds so things like that that are really required to be kind of set aside are going to show up on that line in the imrf Social Security fund you're going to see amounts that have been levied and collected for Social Security should be reserved they're not really going to be used for any other purpose or any general purpose and and then in terms of what's on what's under unreserved the line item that says designated is really all of the district's early property taxes so what that means is since you're reporting on a cash basis you have collected these property taxes they're showing up as Revenue in your financial statements however the board designates the 2021 tax levy to be used for fiscal 23 school year 23 so um really those those funds are just set aside for that purpose and just because you're reporting the cash basis you've collected some of those early property taxes they do hit the financials but you just want to earmark them for use in the next fiscal year so that's the deal with um the statement of starting on page nine is actually the statement of revenues expenditures and changes in fund balance this would be similar to a business's income statement so it's kind of like a profit and loss um and what you're going to see is a summary of The District's revenues and the expenditures the revenues are really kind of grouped by local sources State sources Federal sources Etc and then the expenditures really are grouped by The District's functions which would include instruction support services and so on so this really just summarizes those revenue and expense items and shows then the net the net income if you want to call it that or the net um the difference between the revenues and expenses so just wanted to talk a little bit about those um generally you can look at just about in the middle of the page um in the Ed fund for example the access for the year was 150 about 115 000.

zero at whitco currently they are six and two overall and six and one in the conference this year also Southwood would like to congratulate the girls and boys cross country teams as they participated in the sections on Saturday October 8th although we didn't have any Regional qualifiers several of our students improved their run times and I know this isn't listed here but also the south of volleyball team won the outright TRC I believe so congratulations to them and then Mr Martin I wanted to congratulate the Shark Creek students who have been announced as finalists in The Honeywell Center Winter Street Banner art contest third graders Wyatt pool Rebecca Culvert Keegan bruis Amelia killip fourth graders Tiara Greer Paisley Swanson Dan and Rose Meyer and Zoe Lyons fifth graders Miranda heister Charlotte Harrington Jake McCauley and Lakeland Galloway sixth graders from Canada Lowe Emerson zwievel Alexis lafferny and Logan Holmes also special thank you to teacher Katie gray for her work with the students these artists will be recognized at the Arts Awards reception at Honeywell Center on November 16th at 7 30 pm and finally thank you to Manchester University the Wabash County YMCA and all sponsors and organizers for treating our Sharp Creek third graders to a fun day of activities during the walk into my future events they moved that back a little bit so there aren't so many bees and there aren't very many bees at all I don't think there are hardly any and so that was a very nice day a little cool in the morning but better than having kids have nice games so that's all I have all right thanks moving on to public comments agenda items only always going to give you the opportunity just in case you surprisingly and say yes I consent agenda items right the minutes of our regular meeting from September 27 2022 motion on second to approve the minutes from our last meeting all in favor say aye aye claims okay all right I moved to approval times so okay find all the paper say all right payroll nothing out of ordering for payroll um with approval of the teacher contract we will probably look at trying to do retro pays either the end of this month but more than likely it'll probably be um November 15th okay so uh at our next board meeting we possibly may see that but it's coming so just wait for it we'll start seeing coaches pay coming up here as Sport Seasons and as well so we'll move so yeah promotion and seconds are for payroll on whatever side all right the financial summary yeah just a couple things uh first is just the end of the month balances again going strong there everything's continue to be where it needs to be based off of our class Club cash flow projections so we're sitting there in good shape and then the last thing just to show is where it kind of at the end of September we're kind of finished up our third quarter every so often I like to show just the kind of those transfers of dollars from the education operation fund and uh where we sit so just as a reminder we've talked about this at some of our meetings that many of the expenses that used to come out of the education fund or move to the operation fund back when those changes were made our revenue for the operation fund does not support that so we have to support it from revenues in the education funds so we transfer dollars to cover those expenses for those costs and so right now we're covering about 12 of our transfers to cover the majority of those costs we still have a deficit when you look at those costs at that 12 transfer rate if you look at the next slide we have to transfer just about close to 14 to cover that but we also have that state guideline where we're not transfer more than 50 to 15 of our education fund balance over to operations so 12 is where we've Fallen the last couple years anyway but that does mean that some of those costs are coming out of what we would consider our operational fund dollars uh to cover those expenses so that's where we sit with those two topics one all right let's move on to personnel under resignation Tammy Tucker Health Services assistant for all schools on your employment we have Katie Johnson long-term sub at the North Elementary Anna Pence long-term sub at Wabash Miami area Wabash Miami area program transfer Trisha Ekman transferring from a paraprofessional to Health Service assistant at Southwood Elementary and under retirement we have Mike Holly a long time math teacher at Northfield affected at the end of this school year and I could just mention Mr Holly actually started his career MSD 1988 was within with us the entire time so we appreciate all the things he's done and also appreciate him letting us know early because we know that finding teachers secondary even Elementary there are shortages and so we will start advertising probably sooner than later and maybe even do some creative things with that so but he's not going to retire until the end of the school year but again we just appreciate him letting us know early so we can start that search I'm going to approve the HR report looks like it though motion and second to approve HR on five percent all right Harlan career center report I have a little feeling yeah I just want to mention a couple of things um first of all the new school new high school informational means we've had over 300 people that have attended the first six we have another one coming up in once on Saturday at Somerset Community Building and Mr Drake will be hosting since he's running for so I can't talk about campaigns Can I with you you know the counselor or something like that but anyway we'll be at Somerset just to give you an idea though we've gone to a lot of different games um whether it's football volleyball even cross-country uh also we'll go to our last regular season game we can't go to both of them but we'll be at Southwood uh Friday night I mentioned the somerset also I'll be meeting with the Wabash area Administration administerial Association this is just informational meetings that we have about the project and actually scheduled six mini meetings if anybody wants to come in uh to talk ask questions and those are all different times and those will be advertised here coming up but the person won't be until the 24th but it'll be the last two weeks before election day and so we'll have some at 6 PM some one at 6 30 am anybody that wants to go come early we have one at four o'clock and one at seven o'clock but those will all be announced later and they'll be on social media the website in different places like that we also have this is interesting because we'll actually be at the Northfield girls basketball game on November 5th we're not even done with uh football yet but they do have a game on November 5th and we we will be there also so we'll be getting into the winter sports coming out pretty soon um and then also just want to thank um the board and other people around this room that have thankless jobs also our attorney Mr Joshua who has a thankless job of helping us out with the variance meeting which we knew um took a lot of time and effort so a lot of people just get those those thankless jobs and do appreciate them seriously um all the things because there are professionals that know more than what we know in certain areas and so it's good to have those people help us out and all the things you guys do too so anyway be very serious though dude and I think I did thank people around the room many times but uh again thank you for all that and thank you for attending the meetings um I know it is thankless right now when we're talking about um looking at this project and people um asking a lot of questions and but I think it's been really good and the things have been said if the meetings have been good and people are starting to understand a little bit more of the reasons why we're looking into this project so um all right thank you curriculum and instruction report which are great not much to share just everybody should know whether nine weeks was in bed and we have parents teacher conferences today it's one of the years moving by pretty quickly okay under new business we have a recommendation to approve the 2021-2023 teacher contract so again just to let you know that we had a hearing earlier this year required by Indiana code we also had another meeting a pre-ratification meeting um last meeting and then the teachers also ratified the contract and so just to give you some of the changes as per last year's contract which is a two-year contract and so the new compensation model moved up to 40 000 as a starting salary and that's actually by Indiana code we did add a row Z to the salary schedule we're bringing it up to 66 300 at the top with a master's degree um and the big thing is the last year we started looking at taking care of placing teachers where they should be on the schedule compared to what they were earlier and then this year actually everybody will be placed on the schedule by their experience to where they should be which actually would be if they're a veteran teacher to MSD or walvis County would be either a 1000 all the way up to eight thousand dollar increase in their salary and so um it's one thing that we've been working towards because of the financial health of the school district we can do that and we just appreciate everybody's help and get into the place where we can eliminate 100 of that compression that we've had over many many years actually it's not just one year but it's been over many years even before some of us have been in these seats here so we really appreciate that we appreciate working with the Teachers Association that's always good Mr Daisy is the school board representative so thank everybody for the work on that so I would recommend that we prove that first year teacher 39 000 then 40.

okay makes sense they were splitting it there was always two people doing the work they were splitting the statement yeah [Music] makes sense yeah when I was a student in high school I still think back until the experiences I had in those two organizations specifically so strongly support the additional advisors I was like I still don't talk to some of the advisors who advised me 20 years ago 20 years ago um so that's great that's a question on the road so it's a little difficult or maybe not as clearly to understand class size and the impact of class size at the Junior and high school level as it is at the elementary school pretty cut and dry you've got extra markings in the second grade class you know what's taking the most knowledge as we look at the enrollment at tejanjo are there any particular areas subject matter areas where you're crowded so to speak and others not so much in the middle school because we basically hand schedule everything in the summer we make sure that we look at balancing numbers about how we do that so not necessarily math is a little different because there are significant levels of math you know so if they're like it might be a class like if there's one Advanced algebra class that might be a little heavier that's how many kids go to you know recommend it to that but for the most part we even you know you know in those classes all the high end what what class or classes tend to have the most number of students and what classes so for middle school if they're going to be high I would say math classes based on the fact that you know certain math classes like an advanced math class or something because there might just be one let's say 26 kids can't recommend it for it so that might be 26 kick in the class versus 20 to 21 to 22.

um may have a motion to approve this resolution so I moved oh second I wonder working with them yeah I was really impressed with the presentation um and it's exciting I agree I really appreciated the students focus on this um as well as the different evaluations that they had I thought that was very refreshing so thank you for bringing this to us all right we have a motion and a second uh Ramona roll call please Mr Amador aye Ms Estrada aye Ms Lovato aye Ms Molina hi thank you uh next on the agenda 77.6 University Prep charter school contracts um may I have a motion I motion to deny the application thank you Madam president it's a contract it's a contract sorry I motion to deny the application the contract um any seconds I'll second any further discussion or questions all right um Ramona may we proceed with roll call Mr Amador aye Mrs Estrada aye Mr Lovato aye Ms Molina aye okay um given that that passes I would like to direct a legal counsel if you would to provide a resolution um memorializing I can't speak the words vote and to identify our rationale for this vote um we'll consider the resolution in a public meeting that will be noticed I think I think we'll have to terminate on that yes Madam president okay all right um that concludes our business items for this evening next on the agenda we have 8.1 Board of Education new business requests I do have one um actually I have two uh first I would like to ask that we visit a board policy bdfc The Preschool Council okay you you can you can um we'll follow up on this you can follow up on this you're not directed to address the board right now thank you sir you're not directed to address the board thank you it's disappointing but you need to ask for ACT professional and courteously it's cool so thank you Madam president yes might I step out the way I have Ronnie make sure that we collect of questions thank you do we need a brief recess or are we good or what I'll still step out but you can continue oh okay thank you um what I was going to proceed with is policy bdfc is the Preschool Council oh Miss Lewis b as in boy d as in dog FC um it's it's very outdated I think we need to update it to include participation um to include um organizations like epac um groups such as Charter Schools or otherwise that would like to um impact Early Childhood especially given um the universal preschool bill so I would like to bring that forward and ask that we discussed that at a future dates um I also have the opportunity to meet with students at Adam City High School and our other policy jib which is the student Board of Education I would like to bring that forward for a discussion and reconstituting as well um what I heard from a lot of the students is the formality of an actual Board of Education where only one or two students were allowed to interact with the board um didn't work well for them and I would like to possibly bring forward another board policy which is BDF the advisory committee I think we I would like to revisit creating like a student committee where the board can meet with a larger group of students to not only inform policy but just um have a continuous conversation with them throughout the year so that would in fact impact both of those policies because we would have to make a motion to create such an Advisory board but it might be taken care of if we just reevaluate and reconstitute the student Board of Education policy um I think those were my only two items that I wanted to bring up I did um oh the next one will be board member Communications so I'll save that one um did any other board members have any new business requests or new business items that they'd like to bring forward or talk about I think um having some information for us as a board and as a school Community around um the school to prison pipeline so we can start to look at what type of programming we want in our district in terms of restorative justice approaches and just looking at different data points and seeing how the decisions that we make as a board either contribute to the to the prison to the school-to-prison pipeline or don't and so I would like to um to have some information some presenters some community members um some non-profit organizations possibly to come in and um talk to us about that that's a great idea um Dr Lydia perhaps we could talk about including that in our next study session I think we were going to have some discussion around security and discipline I know that doesn't give you a lot of time to arrange that but maybe we can bring for forward some of that great would this be where I would ask to like maybe see some of the uh something that's out there that may change instead of having that kind of security at the school something that we can Implement that would still allow that to be there but you know maybe look at other options of not having the police in there but having a system set up that would help our help them to be able to get there if we needed them but not always have them present and you know vice versa with stuff that we can look at for you know something like especially for our coaches at Adam City for like that would be able to implement maybe the police medical as well you know that we already have the fire everywhere that we see but to implement those that they can Implement to the system that we already currently hold so that if we do have a medical emergency on the football field we can get that there without having to make a call without having to run around and maybe look at something that they can provide for that too like some someone that could provide us with that that would be amazing yes great great ideas any other new business items uh next on the agenda is 8.2 board member Communications updates or information you'd like to know next week is parent-teacher conferences at all the schools um I liked what we did last year and I was wondering if we can somehow Implement that again as a board to where we went to some of the schools and made ourselves present so if parents did have questions or something they could talk to us or at least Microsoft present in the community I know I think it's four days next week but we've done that before so I was just wondering if it would be something that everyone else would like to I love that idea um other board members have that okay great yeah Ramona do you mind working with us um to ensure that we get scheduled to have representation of the schools for conferences next week great yes Madam president thank you that's awesome great timing um and along those lines 8.3 um we do need to review the board member assignments for the upcoming school year [Music] um so um the first one is the Adams 14 Education Foundation I've had the honor of serving on that and would love to continue to do so if there's no objections to that um does that sound good yep um District accountability committee um right now we have Miss Estrada and Mr Amador um Miss Molina you have interests yeah okay uh Mrs Trotter Mr amateur do either of you I want I just have to do something else okay on the list okay and I'll stay at the alternate if she can't make it she can let me know and I'll I'll attend since I've been there before so I know when it is but I'll be the alternate on there still okay okay um we have the Commerce City Community Center um commonly known as C4 now with the administration building uh opening up for a little more um I would like to make sure that we have a representation by the school district on that I think right now they meet pretty much quarterly um I can get more information on that but they're typically like on a Tuesday in the middle of the day um around lunchtime um yeah they have virtual options I would be um I don't know if anybody else wants to take that [Laughter] uh Commerce City Community Center um it's the C4 like um The Early Childhood partnership and um all of the like community service based organizations that are there meet regularly yeah I can I can do that okay that would be awesome so uh Ramona we have Mrs strata taking that um Commerce City Council right now um that is me and I would love to continue doing so um would also love an alternates I could be your alternate okay I'll take the Commerce City city consultant that's fine thank you Mr Amador um next up we have the kids first Health Center or Healthcare um right now I'm the alternate um but we do need um a primary person that could be there they meet the third Tuesday of every month at 8 30 a.m here in ESF it's kind of hard during the day yeah I will too because of work kind of like 9 30 to something but it's still in person and okay I would check on the virtual options and then see if one of us can make it yeah that'd be can we just need more information yeah maybe uh Ramona do you mind getting more information and maybe seeing if we can alternate I know it's hard for us to miss work um but maybe if we kind of split it um yeah something like that great thank you so much um next is area boards um right now I serve on that and Mr Amador is the alternate um I really have developed some great relationships there and would love to continue serving if that's okay um Mr Amador would you like to continue as the ultimate or yeah okay um Commerce City rotary is musubi I know she enjoys that work um so if it's okay we'll we'll leave that um I am kind of thinly spread is anyone interested and it's being the alternate they do meet every Wednesday um from 12 to 1 30.

any questions there just that that's great that we've been able to do that and keep moving forward and prioritizing our our teachers and all of our employees salaries I think that's a good thing there were some years where we had very slim raises and this is um good that we can provide something that's more in time with what it should be so we'll move on to the FY 2022 Food Service AFR this is a separate document that is required to be completed and sent to the stage this grid we've shared with you before in our annual financial report presentations one thing I wanted to point out is the 313 500 over there all by itself and mno expenditures we are required to do a calculation to figure out what our mno match is for 510 for this program um we there is a a an expense reclassification if you will the expense stays in mno but we move we change the function in amino to reflect that it's a food service expense in utilities and then also in included in the total expenditures is the 1.5 million dollars of transfer to indirect which is also allowable so this next three slides we really thought it was important to show um the Food Service program as as a standalone program with one fund and really how the pandemic affected the Food Service program not just in revenues but with universal free meals so this slide shows the revenues and you can see in 19 our last somewhat normal year there was a dip in 20 of course and then 21 started the universal free so you can see the dark blue bar is revenue that's total revenue the light blue bar is federal revenue from the reimbursements from our meals and then 22 was full full year free Universal 21 we had hybrids so it was a little bit lower but 22 was pretty remarkable there's over 22 million dollars note on this slide to the the tiny little yellow bar in 21 and 22. we still did offer some a la carte choices for our high school students but you can see the the huge difference between 19 and 20 and 21.

if you go across it's pretty in in significant in terms of dollar amounts it's pretty even for most of those funds after that line we take into consideration those transfers that are in those interfund transfers and those intervalent transfers kind of can skew some of those numbers if you look at it what happened in for example the O M fund there was a two million dollar transfer out of the O M fund so if you look at the net amount toward you know a couple lines down you'll see oh we had a 1.9 million dollar you know decrease in fund balance in the O M fundal there's the nice thing about separating out the things that like transfers that are not operating items is that you can identify you can easily identify the cause for that change um overall if I want to just look at the total decrease in fund balance all the way at the right is the total column and you'll see you know overall I think it's even 41 000.

you know we're live in the Masters 41 41 of the last question like competitive where are we at well it's it's not a it's a non-issue now because by law we have to be at 40 000. right and so what what we will look at so a good question um you know we have to look from year to year that's why the state now says that we have to wait until September 15th because we wait closer to that ADM rate till next year and so that's one thing that we'll really look at next year and we'll look at the 8N ADM look at our our finances to be able to make sure that we are I mean everybody's going to be at 40. and so when you say that then if anybody's above 40 then we're not necessarily competitive on the start and so we will look into that next year and if things work out we can look at that to make some changes but we don't know that until that time so they make even a school district can't afford for it they make them pay for it there's some waivers that they can go through do that but yeah they're making you do that the end goal is yes they have to be a four thousand that's some point so so some schools would have to do they gave us they gave schools a couple years to do that so I actually this year was the deadline that you're supposed to be at 4 000.
