uh we'll start with the reading of the Open Floor meeting statement New Jersey open public meeting law was enacted to ensure the rights of the public that it's noticed up to attend the meetings of public clouds at which time any business affecting their interest is discussed and according to the provisions of this active Board of Education policy 0.62 for education for about Brook has caused notice of this meeting to be posted in the board office and at Brown Brook High School and mailed refracts to The Courier views bound referral clerk southbound for a board of education and any person who has requested individual numbers please stand for the questions of the United States of America under God indivisible with liberty and justice University Mr Bell here awesome here this casino yeah Bruce Lima yeah Mr mint house here Miss Wilson here president you have acquired from president this evening thank you sir all right we have um an atypical item on our agenda tonight it's item number 1.5 we are actually going to formally adopt uh the resignations of the old Patricia McConnell and Michelle DeFazio so I'll just read the um resolution here whereas Trisha russomano and Michelle DeFazio were members of the Bound Brook Board of Education and whereas we have correspondence from Ms Russo model on October 10 2022 and correspondence from Mr Fazio on October 10 2022 both received by the board secretary each of these individuals communicated that they were resigning from their respective position as the Board of Education member effective immediately and it is hereby resolved on the 12th day of October 2022 that Bound Brook Board of Education accepts and recognizes the resignations of Ms russomano and Mr Fazzio effective immediately so I don't think we have to move or vote anything other than that is that correct Bob okay so just for everybody's reference officially now the seats that we probably buy Michelle and Trisha are bacon um we will be moving to post those to make sure that the public understands that they're available I could believe that posting goes live tomorrow and then we will entertain any available candidate to replace them if you know of anybody in within the community please do encourage them to contact Mr gorsky to submit their letter of interest otherwise we will react to those as they arrive oh um for my comments even both I'm sorry I'm sorry I would like to thank them both Michelle my boys were in pre-k but now but both for their service [Music] um any other comments or questions about one five all right um for president's comments tonight uh again as I attempt every meeting I will try and be brief sometimes it works out better than others this is really intended to be our discussion meeting tonight so I think we had a really great set of introductory last week feels like so long ago it was just last week and we have really great updates from each of the chair people uh for this evening um I don't want to steal any of their Thunder but a very very productive discussions looking forward to the full board receiving those updates now and asking any questions that they may have and I think with that we will move right into the committee updates let me just go in order yeah either three okay going first yes that's fine great okay so um I apologize nothing could go for one second I went right past number two which is our surprise listen I thought that was the news he was like yes I got blew right past it board uh little boy the four weeks of school everything is going well our teachers and students that I found their group I've had the opportunity to visit each school probably twice now and go into a lot of classrooms uh outstanding lessons teaching and learning going on so I have committed teachers and tell them to keep up the good work administrate as well getting the support that they need in addition to that we had two events uh that were noteworthy first we had our robotics uh showcase at the Bridgewater Commons where our two of our teachers uh Mr Houston and Mrs belly our new last name organized and implemented a tremendous showcase where there was a tremendous amount of activities for the community everything from making robots to blocks from two-year-olds it was an amazing event I got to take my kids it was something that was tremendous for not only our students but the community bring everybody together so I want to commend uh excuse Mr Houston and Miss Valley and also Epicon our partner who really gave them oil support and looked like to me an open check to make everything happen making an outstanding event for our community so I want to commend it for that we also had our njpers along with edicon who came in to partner with us at our schools to create murals to work with kids it was an amazing thing to see the people from the company come out work with our students to make our school a better place and it was a true example of what a Community Partnership is about so I want to thank NJ cares everyone who came out for an outstanding contribution to our community and let them know that we look forward to working with them again in the future um and those are the two activities that we have so that I think and concludes my report Mr President very good thank you okay um so the first thing is regarding professional teachers are have been given the opportunity to for professional development through uh Google Brands um I don't recall how many hours that is but there there is opportunity professional development with this grant um in addition to that um in continuing support of professional development uh the district is starting an Initiative for for professional development that is more um where teachers have have uh have the the I got the opportunity to be able to look for um for workshops that are more geared towards like towards their specific interest or their area of specialty and so um they'll be able to do these hours outside of the school um to be able to count um towards the professional development hours that they have to have every year so this is something that was reported that you know the teachers are seems to be um taken advantage of or wanting to to do this as as now they can really look for things that are again more towards their area and more specific to their need um going into our English language Learners and the ESL based on the number of students that need ESL services there is we are looking at believe and hiring that we need to hire two new teachers one at Lafayette and one at Smalley the one in Latvia is to help reduce the case load that is currently already there and then the teacher of course Molly would be to provide both the bilingual component as well as the ESL services um I know that has been a many big challenge um not only this District but around the state in terms of finding um teachers and again more specifically when it's um relating to an area that's ESL or bilingual teachers the district um in an effort to to help with the high percentage of bilingual students in the district every teacher is trained in shelter instruction which is uh basically to support students in a bilingual setting to provide support and how to when they're providing instruction to provide it in a way where the child is able to um you know the vocabulary is uh reviewed more again geared towards those students who with the um that are bilingual um and we currently have bilingual from kinder through sixth grade um that's the ESL and English language and the district was awarded uh two Awards um one by the new by the school boards the work placement award for the CTE program um and then another one by the New Jersey public relations is the new District public relations um they received the district received that award for the video uh found to astound and I believe that was it that's great if I could just make one comment before we get into questions and other observations I think one of the things that I was most impressed by having sat through all the committee meetings for this round is how many of the touch points we were able to identify and refold the committee zone so you've heard some of Edith's comments about educational resources and what the education committee is focused on in terms of making sure that priority wise our students have what they need those same thematic elements will also appear in some of our comments from the HR committee and were considered in the operations committee when it comes time to figure out whether or not in budget or we're making alternative decisions so I just want to reinforce the interconnected nature of some of these items and call out to you guys to look for those themes as you hear more so maybe we want to take comments or questions Mike any questions about the education committee sounds great thanks Lisa yeah and I'd just like to add that I think this format is super helpful um just to hear everything that Edith explained to the group it's really really helpful so awesome all right I'm gonna go to governments please okay so governance uh we started out running through a few different versions of a charter for our new committee forever which I believe Lisa is going to be chairing is that right Lisa um the communications and Community Relations Committee that is right okay uh we picked one of the three and we I actually got them from Gwen um she was Gwen Thornton she was nice enough to pass on a few from some other schools that she works with uh we chose one uh we passed it on to Lisa to you know use it her committee to test it out to see if it needs to be revised in any way anything added anything taken out as far as their charge to see how that works for the next three months because they are currently an ad hoc committee so they have some some flexibility right now before we make it an official board policy so they can they can test it out and see as they're the ones who who need to you know do it day to day and week to week they should really have final say on exactly what's going into that Charter so uh they're going to be testing out for the next three months or so and our plan right now is to make them an official standing committee I believe in January right when we reorganize okay um next one's uh we have been talking a little bit about making our district goals a little bit more physically visible to the community whether that be here at meetings or in other places maybe perhaps in the board offices uh in the schools but one thing that we are talking about and I hope you understand what we're talking about here is maybe at our meetings having one of those stand up kind of like flip thing where the the board goals would be posted at our meeting so that everybody could see them so that we can see them as well so that we kind of remember as we're going through things here ultimately where we're headed and what we're trying to do with every decision we make so we just want to make the community more aware of our goals year to year so we're in the process of having that printed up and figuring out exactly where and and how we're going to do it but that those should be visible hopefully very soon right now yeah okay and I think Dr Freeman was taking care of it right you're on that okay I think I mean I don't know who who eventually ended up taking the lead on that okay um then we went through some policy updates quite honestly I don't want to bore you with all that it was a lot of boilerplate stuff the only one we kind of had to table was a little bit on the dress code because there's a I believe a dress code committee that's going to be discussing that one so that one couldn't really be finalized and moved forward for us to vote on um some of our dress code language right now is a little bit archaic we have some gender specific stuff in there that we're probably going to remove um but that's all really for the committee to discuss when they meet um and by the way I didn't ask at the time but I'm not sure who makes up that committee honestly so there'll be teachers from each School representatives from each school from uh Market to both marketing units tested on the committee so that everybody has input okay um the other stuff was was smaller we we talked about how and you guys got it I hope that we want to send out the the board the meeting agendas a little bit earlier I hope you guys got the pdf version that Dr Freeman sent I believe on Friday and uh it is you know not an easy to read format I think it was 38 pages but it gives us a nice preview of what's coming up so that we can ask questions ahead of time um just be aware that when you get that obviously because it's on a Friday and we don't meet until Wednesday there could be some changes between that Friday and that Wednesday I'm sure Dr Freeman will make us aware of those if there's anything you know substantive that we really need to know about before we vote um but look for those on Friday for a preview which is something we've been asking for for a while so we would definitely appreciate it as a committee that that's that happened so quickly and the last thing that we talked about very briefly was um we are going to be getting via email um any notifications of what we're calling School situations um as we have gotten actually over the last week or so if there are any kind of um emergency things like unfortunately you know these things happen like Bond threats and accidents and evacuations and those things and we just ask which I know you know but just to say it again please do not reply all because that's something not with this particular form but in the past we've had some issues with so just remember not to reply all when you get those if you have any questions reply directly to Dr Freeman and he can answer your questions and if I missed anything let me know but I think that's all I had any questions for any I know maybe we should do questions like as we do each item I don't know I don't know anybody have any questions oh I know there's six items rapid fire it's okay okay all right no questions HR is up Joanna okay um so we met on the third to talk about agent surveys open positions and Personnel needs and with respect to the exit surveys we discussed being proactive and staff satisfaction reports um in addition to the exit interviews um would the district benefit from poll surveys for new hires to ensure satisfaction within the district allowing an opportunity for dialogue between staff and admin some general timelines regarding the pulse survey were discussed for example 3609 through six and nine month marks and while the focus and area focus with no specific plans or discuss were endorsed by the committee the admin team alternatives to the current practices for consideration um committee reviewed the current open positions and where the district isn't trying to fill them this is the same report slash spreadsheet that we got in our weekend report we received of the spreadsheet outlines are open positions along with some historical perspective on how those positions can be vacant as a hypothetical example a new higher accepted a job in the district but an opportunity closer to their home became open and they too herself orthod Dr Freeman regarding that um and then the third Personnel needs are the state aid money that we receive was greater than we the committee discussed ways to use the money to bolster our most in need departments our new admin team is not just filling a budgeted open positions they're actively evaluating what the district needs this has translated into some budgeted open positions being eliminated and reallocated to departments that are considered in need with a Focus right now on CST ell and supporting services um this is something that would level out over time and the committee in the board should continue to expect overall the consensus of the district and staff has been positive and the new year has started off with a very positive and upbeat attitude and I'd also like to add that the negotiation committees have reached an agreement with the Ada with details to be discussed and we're looking forward we're looking forward to moving forward love it yeah so the only thing that I would maybe add or elaborate on has to do with the reports that are being received related to HR information so as Joanna mentioned the HR committee reviews those in detail we walk through them with the administrators but we're not exactly looking at different so my question to the members really the question that came from committee is if you have suggestions if there's things you understand or think you don't understand if there's supplemental information that you think would be helpful that's all great feedback send it in to Joanna for the committee or Dr Freeman on behalf of the administrators you know these are working documents so we want to make sure that everybody's getting the most out of the reports that you're receiving them that you're understanding them that you're able to make informed decisions based on on what you're seeing so if you would like more or different please I like that we were able to see the historical the perspective like like how this happened you know I want to get my own observations I think it ties into um thing about retention rates about resignations about retirements about why people were leaving the district so that we could better understand those Dynamics and make appropriate adjustments at a policy level if they're necessary right so I think now we're getting to a point where we have the information and we're seeing it on a regular routine basis where we can make those types of adjustments and I just had a comment regarding the um I guess like the climate surveys isn't it sort of part of the SE I know you guys have the social emotional um and I'll say if it's curriculum or support but wouldn't that include like climate surveys not only with staff but with teachers as well yes what do you mean with students I mean right then the the teachers it will include uh students teachers and parents okay because they're so you were mentioning about a survey but is there a way to like tie that in together have that information along with I think in the meeting we discussed mainly new hires and where they were at the three six and nine month Mark if generally um but I don't see yeah we can we could definitely make that happen we're going to use a couple of avenues we have the survey the climate survey with Rutgers that I explained to you about but I also talked to the company that was used last year I can't think of the name offhand but we talked about some separate surveys that they could put together for us to deal with different groups the new teachers veteran teachers students parents and one of the questions that was asked about the record survey was could we put our own question could the board give questions that they wanted as well it's not that flexible but if we use the company this other company we can add the company the questions that the board would like to include so we're probably going to use a combination of both of them we'll hit every group that we just discussed so I was actually going to say we've done this fairly recently and and tried to hit as many groups as possible and and I think we found that the biggest roadblock was you know risk response rate um we had a hard time especially with staff getting getting a good response rate on a lot of these surveys and and I think that's it's natural to um I feel like the numbers we saw kind of petered out as the year went on you got a lot more at the beginning than you did at the end um I also I know that we have asked you know previous administration if maybe we could specifically allocate some time for the staff to fill these out like at a faculty meeting can they have 10 minutes to say for these first or last 10 minutes or whatever use this time to fill out the survey so that we can get you know more time without because I know as a teacher a lot of times you say here's just one more thing on my plate right you know it's it's it's 10 minutes that I just don't have in my day or 10 minutes that you honestly just forget because you're planning or you're grading or whatever so if you're given those really and it probably is 10 minutes that can be super helpful to get more responses and I also want to say honestly on a totally different topic um your last point um kudos to the administration on the budget reallocations because honestly I feel like a lot of districts do just say like this position is open we have to fill it and they never really think about is that position even necessary anymore and why are we spending money in this way and I guess I mean it comes with being you know a new Administration that they want to do things their own way but also just the fact that you're willing to kind of peel back all the layers and really look at exactly what's needed in the district is I think something that hasn't been done in a while and I think it's awesome I think I think I mean we may even find that we're saving money after all of this and that's amazing I think that's great so thank you for for taking that on so I'm sure it's not an easy task any other comments questions on nature okay Roger the foragers Robert okay well I wanted to First for uh operations just went to uh kudos to Mr borski who was very diligent in helping and preparing a lot of information that we're going to be going over tonight because it was a lot it was detailed and um and I want to thank you tremendous again with the debt service and basically um to Crunch this down we're actually doing better we're right on target we're actually uh our overall indebtedness was less than other schools is what has been completed submitted for the year 2022 and um based on a explanations and discussions in relation to that I think that that is uh we're handling that broken as well we also discussed the need to expedite the Assa and DRT Dr TRS to be in on November or December instead of usually the conclusion of the school year one of the benefits for that is that we want to try to again being proactive which is part of this new Administration that's part of the administration's and the board's effort to be proactive so we want to be proactive and find any errors so they can be corrected before the final filing deadline so we all talked about that we thought that that was a [Music] we also discussed um the Lamont School elevator failure issue to make a long story short um that because of the elevated drop tests that occurred at Lamont back in um earlier near we will be eligible for insurance coverage discussion on happy that if that would be the case because it was discussed and it was talked about to this Administration later things shouldn't be filed but I think we're going to be in good shape for that and uh that our insurance carrier will uh most likely be able to foreign [Music] that issue very delicately And Timely which which I'm very very happy for the elevator will be taken care of will be fixed the uh up and running going from that we wanted to talk about the community schools there was some failures it was only replaced around five or six years Mr worski was again incredible he provided a committee with pictures and a video which showed shingles listening about the sub roof and uh Mr Gorski was saying that you know basically that they were an issue the plywood joints so we're looking at getting uh getting that taken care of we're looking at making sure uh there is a plane was filed um [Music] you know Insurance look at that and adjust it you don't want to have a leak you don't want to have any damage any leak any problems with the roof it's not even 10 years old so the administration is actively available the other thing which I found as very interesting as long as I've been on the board which was a while we've never done a demographic study and if we have I don't remember it so we talked about a demographic study was to go over who's here and what is the future where where we've been where we are and where we're at and we want to look at how those numbers in town will affect us presently in the future so I believe we're going to be going with a or a gentleman organization what is is it a company or just a paper and Associated so we're going to be going with uh uh finally again this was a packed committee meeting so yeah um District the police access to districts cameras uh we were informed by Dr Freeman that you know the Bound Brook Police access cameras in the district um it's usually it's you know looking at uh to Aid the police this is going to be handled in relation ship because ever in the um agreement between the police department the school district we want to look at safety but we also have to counterbalance that with privacy issues and that's something that uh I am very comfortable that the administration will be addressing it with the police department and we want our kids to be safe of course there's issues there it's kind of black and white issues definitely looking at that and we actually had a table some Athletic program discussions but the committee members I have been here and I have to say it was one of the most exciting committee meetings that we've had in a long time a lot of good discussion a lot of good debate and uh I I can't thank the uh the board the board enough for establishing this new Paradigm that we're in because it's really I think it's helpful tremendously that was it for committee unless anyone has some questions that was it that's enough that's all right the only thing that I would add is the demographic study appears later on in the agenda tonight it's actually item number 12.11.

our fiscal year it also includes an encumbrance period but I won't go into the weeds too much there this report is required by the Arizona auditor general um and the Arizona Department of Education this report needs to be submitted to um Arizona General by October 15th which brings us here on October 12th prior to let it dying so um this in court this report encompasses a number of different supplemental forms the main afrs is the the nine page document that you'll approve tonight in the action item um but listed there are some of the other reports that are included um and they just keep adding them they don't typically take away reports um it's not typical of government um so that this year new this year is a covid relief funding report so again all these reports that we do are submitted up to the Arizona Department of Education and or available on our website um if any Community member were to be interested in reviewing those just a few highlights from the 22 AFR um this year we had over 157 million dollars in total expenditures this is all funds not just our operational budget it's an increase of approximately nine percent over last fiscal year um again it showcases kind of our growth of our district as we grow both employees and the cost to run our district we also had over 344 000 various accounting transactions which was an increase of approximately 20 percent over fiscal year 21.

I want to thank Angie and her staff over at Harmon and the food service because then those kids that were not picked up uh some of some of the staff from Simonton went over to Harman and we kept them at Harman until the parents could pick them up so uh turned out a tough situation uh on the day before break into something positive and again just appreciative of the way our staff uh comes together on in situations like that and just did an amazing job so I want to thank them for that uh not really anything big just note on upcoming uh board meeting and and Veterans Day I will move into the other part uh every board meeting we try to um recognize different groups of employees what we do is we just ask for representatives from the individual sites or departments that will be called up and they're really representative of of individuals for all the people that work there so the first group that we would call up will be our custodians because during fall break on October 2nd is actually National custodians day so I'll ask these people to come up and then I'll read a little bit for that so give me two seconds um okay so if we could go let's see so the first one if you could come on up will be from CTA Cannon scragum [Applause] and you can stay up here for just a second and then we'll get a picture uh from Ellsworth Jose Sanchez okay from Harman Angelique Angelica Molina [Applause] from Ranch uh Anissa Vaca [Applause] I'm Simonton John Lowman [Applause] from the Middle School Rosalia Munoz Figueroa and from the high school Sean Moorhead and and before they before they step down we just want to uh let them know again October 2nd is National con custodial uh recognition day and they are those people that are are behind the scenes doing something quietly every single night or every single morning to make sure that the schools are ready for our kids and if there's little issues on our campuses during the day they're the ones that come in and help clean things and and fix some things and so you don't always see them uh but oftentimes uh they're the ones that make sure our schools run as well as they do and they're the ones that have day-to-day contact with kids on a regular basis and can make a huge difference in life difference in the life of a kid and so we just wanted to really take a moment to say thank you so much for everything you do for our our district and for our schools it's very very much appreciated thank you [Applause] we also have again some representative because also this month on the um sixth of um October is National coaches day so we asked some representative coaches for all of our coaches in the district uh to come down so we can um uh recognize them so I'll ask them to come down and then uh we'll say a few words and this is both from CMS and CHS so Madison uh we're asking I've said it wrong and I know it Braxton is she okay that's a lot of different things Anthony Coronado for baseball Angelique Q Flores for softball try it so I know Levi Hoagland from football is here Darby Pyle from badminton Leah Patterson from Cross Country we'll only get two of them but again and I think uh Miss Rich pointed out very similar to with with the custodians these people do a lot of different things in their in their job and one of them is just to coach your kids uh and again they put in countless hours for the love of it to be quite Frank and they're doing what's best for the kids and so uh there's probably those of us that were involved and this is coaches but you can get an any extracurricular sport those that have those individuals make a difference in their lives and that's what these coaches do every single day um often not recognized in many of the different sports a lot of long hours a lot of bus trips to a lot of far away places but always with the best intentions for the kids they're working for and so truly a chance to say thank you for all they do then our third group we'd like to recognize in the month of October let's see if I could have Shawna Schaffner come up foreign [Applause] come up Santa and are you there [Applause] Angie bechain [Applause] Sue Cruz [Applause] Sue Pascal Laura Ridge Tanya Loftus and Pat Goolsby [Applause] this is where I checked to see if they actually read the agenda and if they're surprised that they're up here that means they didn't read all the agenda uh October October is National principles month and again we want to take just a moment to thank them for the job they do um again you don't you don't know a lot of times they're the visible pictures up for the school but they're also the behind the scenes there's countless hours if you go to a school on a weekend if you go to school early in the morning if you go to school late at night you will see these people if you see Middle School and High School in particular you will see that they will take one or two nights a week where they're out supervising events with all the things that have happened in the last couple of years you can't even begin to realize the number of hours that these people put in uh to go ahead and make sure that their staffs get the the quality instructional time that they need and their kids are taken at uh taken care of and looked after um and so again these are jobs sometimes that nobody takes a moment to say thank you and since October is uh uh National principal month I do want to say to these principals thank you so very much from the bottom on the heart the job that you do for our kids the job that you do for our staffs the job that you do for a community is beyond reproach what you do in the professionalism you show is unbelievable so thank you so very much for everything you do now we're here we're going to wait on that one I think we're going to do stuff recognition first deaf recognition is it Miss Pascal s no I don't know good evening Madam president and board members and our lovely Community we are so excited that you allowed samington to be here tonight so that we could share a little bit about what we're doing on campus we want to share some of the information or I guess some of the things we're doing to support our children not only socially but also academically um this year we are very excited that we are part of Arizona's PBIS Grant Cadre for um moving forward with the PBIS positive behavior interventions and supports We are following other schools in our district in this comes Middle School comes Traditional Academy and Harman have already started this journey and I wanted to invite one of our teachers up Deborah Willoughby who's a second grade teacher and also part of our PBIS team to share a little bit more about what we have started to put in place with PBIS at Simonton so we are in our first year of implementation for PBIS and as Mrs Pasco said PBIS is positive behavior intervention support and one of my favorite quotes from the training is from Tom herner and he says if a child doesn't know how to read we teach if a child doesn't know how to swim we eat if a child doesn't know how to multiply we teach if a child doesn't know how to drive we teach if a child doesn't know how to behave we teach we finish why can't we finish the last sentence as automatically as we do the other so PBIS is teaching positive behavioral affections it is used school-wide and it emphasizes prevention PBIS is a behavioral recognition recognition system for doing the right thing and at Simon 10 we use stallion medallions to recognize behavior that it exemplifies being respectful being responsible and being safe my students know that I'm always on the lookout for exemplary behavior so if I see a student cleaning up a mess that they didn't make I quickly reward them with a stallion Medallion if I see a student going out of their way to help someone I reward them with the stallion medallion if I see a student that keeps trying especially hard even though what they're doing is frustrating to them and they want to quit but they keep trying I give them a stallion medallion and the students have quickly figured out the behavior expectations one day we were doing math and there was one student that was just struggling and kept saying Mrs Willoughby this is too hard I don't understand how to solve this problem I can't get the right answer and she kept trying and trying and she was just getting near tears and then finally she solved the problem and when she solved it she yelled out Mrs Willoughby I've got it I got it right and someone else in my class said I think we need to give her a stallion Medallion because she kept trying even though it was hard so they have quickly caught on to that they're also highly motivated by stallion medallions when things are getting a little noisy and the students might be a little off task all I have to do is give out a couple stallion medallions and everyone who's quickly back on task and working hard so the students write their names on the stallion medallions and they put them in a large barrel and at the end of the day I pick out three or four names each day and those students get to come they can either pick out of the treasure box or they can pick a coupon and right now the coupons for special privileges are their favorite things to pick they want to sit in the comfy chair they want to eat lunch with the teacher sit by a friend for a day choose who the Teacher Calls on so those are their preferred things that they'd like to do they look forward to this special time each day when we pick the names and they've learned to pack up and clean up really quickly to make sure we have time to at least choose three people out of our Barrel and they're always excited to see who's going to win and they applaud each other they're so happy even if they don't win they're clapping and they're excited for the person that did and Miss Mrs Pasco comes around once a week with her prize Patrol wagon and she lets them pick also we pick about three or four students each week and they get to pick something special off of her prize roll back so I think that PBIS has helped me to look for more positive behaviors and focus on the positive instead of looking for the next and I love the positivity that it's brought into our classroom and I'm glad that we've been given the opportunity and we have a short video showing the prize laughs probably oh there's a lot foreign one other piece we want to share tonight is what we're doing with our reading um this last spring looking at and having lots of discussions across our campus and looking at scores we're like we need to start looking differently at what we're doing to help students progress um and grow in their reading because we're not making the right progress our data shows that so I would like to invite two of our staff members to share how we're thinking outside the box and looking at reading in a different lens with our reading interventions so Mandy shama our reading specialist and Jolene King our instructional coach are here to just share a little bit about what we're doing differently so last year um in the spring we were looking at our scores like Sue said and we decided we've been we've been doing the same thing for quite a while and getting the same results we know if we keep doing what we've been doing we're going to keep getting what we've been getting we didn't like what we were getting so we came together as um a team Mindy myself and Sue and then we involved some of our leadership team and decided we needed to make some changes we needed to look at our personnel and the the programs and the things that we have Lexia bass Bridge all those pieces that we have and use them in a little bit different way so um we decided to start to think outside the box so when we came back this year we started looking at our fast bridge data because that's where we get our reading data um at the very beginning of the year and we identified our tier two and our tier three kiddos who were who are at risk and targeted those kids and we decided what we needed to do from there is um do a phonic screener and dig a little bit deeper into what their needs might be so Mindy's going to talk a little bit about that because she did a lot of phonic screeners good evening Madam president Dr Wyman members of the board we the first thing we did upon completion of those Universal screeners like Jolene was saying is we decided we it was going to be really important for us to drill down even more into that data and try to find some specific skill deficits that we could work with and help our students the best we could so we were able to complete phonic screeners on k-6 students myself Jolene supported and even classroom teachers were trained in doing that and we were able to use part of our PLC planning time after that to create some common groupings how can we efficiently meet the needs of our students using the data that we had so and I think our goal our ongoing goal throughout the years to continue that data cycle and using our resources to help students progress through those reading skills another one of the things that we changed was how Mindy met with students in the past we had used a pull out model for our tier 3 kiddos and we decided that that was not really efficient or being effective so what could we do differently to use personnel and people in a different way to try to meet those needs so as we we talked about we created common PLC times in which Mindy is a part of that time every single week so that we can have those conversations so she has that period of time set aside that she meets with each grade level the other thing that we did was we looked across the grade level and went okay they have two little kids here two little kids here they need this skill we're putting them together and then we decided is that Mindy that's going to teach that small group or is it going to be the teacher or is it going to be this teacher so we were we were concentrating our effort and spreading that wealth so that we were touching more children with those small group interventions so that's what we've been doing for about three weeks it's again we're just getting started we're working through things and as we met with our um Lexia rep the other thing that we're doing is getting really um good about how we're using Lexia and using the skill builders and the other things that Lexia comes with to help meet those needs as well as we talked with our rep this morning we were super excited when she started talking about how well things are going we have some students who have made two years of growth already so that is really huge we're filling those gaps and helping to move those kids forward and that that's what our goal is is to try to help meet those needs to move students I have a question oh sure are you planning on redoing the phonics um testing again at the end actually next week is our week that we're going to meet in plc's look at our progress monitoring look at our groups and have discussions about where kids are and do we need to make adjustments and do we need to to um what's what's the next skill that they might need if they've already met this goal or what we're doing isn't working for this group what what do we how do we change it what do we do differently so that we're not waiting too long to change those things as well well I'll be interested so I'll ask you about it foreign good I'm glad while they're working with other students at a time and we're getting to meet with more students than just when we pull them out for the for the tier three we're getting to use some more that would be tier two so it's kind of nice oh yeah great that's that's awesome thank you thanks for letting us share a couple of great things happening at Simonton if I could I would have invited my entire staff here because they are amazing but tonight we're going to and a long throwing for Howell goes right up top the PK mark and spits all the way back and a rip goes off the back of Richard and Oliveira has to clear Joe presnell looks good screening see if we can get it down and now another cross Dia scully's got to get a foot on it smart play there that definitely would have ended up on the foot of Holton he would have had a free Breakaway towards the net Wes Holland it's gonna be free kick for Belchertown just around the Midfield mark it's gonna be interesting to see if this Barnes can come together and stay composed yeah I'm not seeing a lot of uh offensive attack right now they seem to be outnumbered all the time when the ball gets past the half field mark and now a shot from number three borrelli and it goes left of the post but it went off I believe of uh Eastlawn player free corner kick for Belchertown I didn't see it go off anybody but I'm sure the Reps have a better view than us even though I think our views pretty solid up here in a low liner Zach Richards Mike Monroe a one on two using his speed and a great defensive breakup by Howell torna goes backwards and now Holton had some runners Paul exits the playing field to throw in for Belchertown on the far sideline and a launch right to the foot of Biggins and now I'll pass to Holt Holt takes another shot on that W slides to his right and a rebound rate to the foot of torna and torna puts it in no problem two nothing belgertown again just some miscommunication there well they're gonna call that goal back oh wow Spartans catch a big break there I think it's because he oh was he off I guess he was off I'm gonna say that's an offside he did look a little off um I don't know if it's because Tyler had had the ball in his hands beforehand but seems like an office supplies call Spartans catch a big break Dudley letting up a rebound that could have been extremely costly but score remains one nothing with just about 10 minutes have passed Holt the nice little rollover move and Zach Richard using his body looks to the sideline oliverian nobody at home throwing for belchertowns number 21 Hill throw and goes over the head of torna and ends up on Riley's foot as he clears it Oliveri now Mike Monroe has to chase down the ball at Midfield Belchertown looking for a through ball O'Reilly Riley a one touched Oliveira and Oliveri goes down Joe preszell has to get back and help Brennan stone with a nice slide tackle to break up the pass I'm going to recover back Ryan Richards Jack Marion has to step up in another shot [Applause] Belchertown has gotten quite a few shots on net so far and not one yet for East Longmeadow finally they get a little bit of Zone time and Rojo chases that one down an aggressive play and devato has to clear it out Michael's so fast yeah I mean that's that's what they got to do tonight I mean he's burning their D absolutely so I think you just gotta get Monroe a little through ball up top and just let him use the speed I mean this belter town team is they seem very connect a lot of chemistry um they definitely seem very connected they have a lot of composure in the Midfield and with their front lines so yeah definitely shows the record for sure because they are currently undefeated and Belchertown once again with the throwing and across looking the top of the 18 and Riley punches that one out Oliveri chasing it down and he'll send a through ball up to Monroe Monroe a little bit of a stop and go Joe prestall rips a shot in a hop right into the hands of Nevada but once again like we were just talking about send a through ball up to Monroe just let them use the speed yeah he works hard too so you never know we can get off of it yeah very aggressive physical player in Monroe Oliveira can't settle it gonna throw in now and some subs coming in quite a few for Eastlawn metal Tyler wretchen along with Shane Smith Joe preslok is in the game of Brennan Stone and Ryan Richards around interesting to see we've also Joe McLaughlin entering the game throwing off the foot when he saw him at a player and now Jack marrigan a give and go good Movement by Jack oh and a pullback move I forgot all the names for all the moves man I've been retired for quite some years [Music] thank you Chad O'Brien checking out of the announcers box as he looks to go grab some Chipotle on his way home or some nachos or some nachos Chad make sure you go uh do your you know your review or whatever go get some fast food very quickly oh my goodness oh and that did not look good it's caught up though he's good yeah he's all right way past the half field mark and it just seems like Haley right here like even even right now it's a three on six for East Longmeadow I mean they've got to start everybody's got to start attacking it just looks like belter town is even though they have the same number of guys in the field it looks like they have got like four more guys on the field I think they're we're playing with one forward or one Striker um correct yeah if I it looks to be a four and then like almost like a diamond in the middle and then a one up top he's playing with the I don't really know what their back line is or it's a four four one one I really don't I really couldn't tell it's a four back but see what Zach Richard playing out wide American and he takes a little bit of a shoulder and ball goes out of bounds but a throw in free slime out on the far sideline American's been making those runs up top which is really good because is he playing oh he switched I thought he was playing yeah yeah moved up a little bit yeah which is good because he has the speed let's get it down good Oliveri playing out wide to wretchen and he's beat Hill sends it to whole Holt and now a through ball and a Chip Shot goes off the uprights and will be a East Longmeadow goal kick I think so far these Subs have kind of turned the game around for a little bit of time they've been in yeah definitely then more been more offensive zone time now than there was at the start of the game sometimes what you need a bit of a change of rhythm hopefully we'll be in favor of islametto they'll be able to bury one soon and I believe yeah goal kick now for Marion just under 25 minutes remaining in the first half belter Town up one nothing gobama Monroe Monroe goes wide do I believe McLaughlin now McLaughlin has to chase it down Shane Smith looking to make a play and it comes back to the foot of Marion I believe belchertown's playing a four through three with one holding and two attacking right now it looks pretty seems right seems Seems right I believe yeah it looks right based on their current formation I think back in the day that the Jeff Reilly Superstar 442 for us we just switched to that last night it seemed to work for us offensively it's my favorite maybe switch in an occasional 4-3-3 if you're feeling a little feisty now the goal kick from belchertown's devato right to the foot of wretchen C spins up the sideline and whistle on the play will be a free kick for East Longmeadow Andrea Andrew Oliveri set to take it thank you [Music] student section getting a little bit Rowdy over there lots of pink tonight he sends it towards the front post and it's headed out of bounds by number 12 Belchertown howl and a quick throw in for Oliveri looking to the foot of wretchen towards the flag and wretching a little tripped up and he puts the ball out of bounds howl with a nice play to apply some pressure and the ball boy looking a little bit Clueless but the ball is finally in and devato will have a goal kick for Belchertown the kids like three but I give a lot of respect for number 12 there Howell he was very nice you know I don't know if I was out there I might have been ripping into him Zach Richard with the head ball Mike Monroe gets to the foot of mcloggen I hope that's mcloggen in the far right there we're covered by Biggins Belchertown switching fields diascali has to head it out and Hanley looking to get involved now Biggins marrigan an offsides call the third of the evening for Belchertown Jack marrigan looking for the head of Mike Monroe Ben Biggins chasing down Hulk Holt controls the ball and settles it down and sends it back to his d-man now across and Dudley comes out of his net that seems to be the tactic for Belchertown and switching fields keeping the East longmeadows defense on their toes Mike Monroe with the header now McLaughlin heads it down to Richard a one-on-four and that's easily cleared out Eastlawn looking to make things happen seems right now that Belgian town just wants it more than islamado so let's just hope that team can come together and just work hard because it seems right now that Monroe and maybe Biggins are the only ones that yeah they're really showing the grit um yeah I gotta get things together Joe presnell looking to come back into the game for East Longmeadow along with some other subs for Belchertown number 17 will be entering back into the game Marquez along with number 18 Aiden torna and number three for Joey Borelli they will be entering back into the game yeah and Zach Richard will be checking out for East Longmeadow 1920 remaining in the first half belter Town up one nothing support for Zach Richards Mike Monroe chasing it down a little bit of a shoulder bump and Oliveri I don't know if that was out but yeah I think that looked that looked into me too and free or throw in now for Belchertown just around the Midfield mark Hill has plenty of time and just even there he'll he'll was just standing with the ball but no pressure applied to him at all it just seems in the Midfield too we're giving them a lot of space I don't know if we need a formation change or just team to work harder shabelli takes down at Zema and a free kick for Belgium town just around the Midfield mark and across looking toward the top of the 18.

um so if anybody has any questions about that particular item that would probably be the time to raise them uh during Rogers committee um the other things that I would just add to Roger's report in terms of the filing timings I think the logic there was to reorganize our schedule so that the reports could be verified in conjunction with our annual audit by our external auditors so that gets us back to again being proactive providing this opportunity to have our work cross-checked but not actually increasing either cost or administrative burden on the it really is a win-win and I think that was that was um I think that was it for me any other questions or comments from Roger all right Lisa you're up with community what is the actual language I don't know I feel like we I think it's community relations and Communications I think that sounds right yes it's now community relations and Communications you good with that yeah I'm good it's your commitment whatever we call it you know what the mission is so we had a really exciting first meeting um it was excited to see it come together and really sit down and go over what we envision as committees role purpose responsibilities are and we had some great notes I know Mike had mentioned getting things in and for one was really helpful to kind of read through that as a general outline but we do have even though we're not really official until January we actually we do have some agenda items we do want to start uh rolling we want to get um connected with the community we want to reach out to the Bound Brook Community and this committee uh sits and uh stands basically as the the face front of the board in the district so I can't express enough to the community out there whoever's watching listening um feel free to reach out to us reach out to me anytime my email is on the website if you have a question or an idea or creative thought come to the website reach out to me reach out to Daddy reach out to Joanna reach out to Mike or obviously reach out to Dr Freeman um so we started off looking at uh specific goals that maybe are a little more short-term and then some that are a little longer term um I think one of the things that we know we can we can start to implement fairly quickly is getting our board goals District board uh District goals and missions out in front of the community so we make very clear what we stand for what the district stands for what our hopes and our goals are for ourselves serving the district and serving the community and using platforms that we're already using as a district on social Instagram Facebook also looking at possibly using Tick Tock and expanding into that social category as well we know a lot of our students are on Tick Tock so it'd be a great way to connect with that I know Facebook is sort of going out the window and Tick Tock is coming in so you want to be relevant and we want to be able to reach as many people um the other thing that we discussed was communicating with Community leaders Partners in the community that are already doing amazing work to support either the community or students or both so we'd like to start reaching out I'm going to take the initiative honors myself to reach out to leaders of different Community groups PTO different different Community groups um to see if we can involve them in a committee meeting we would like to sit down with that and discuss get ideas collaborate see where we can help each other so that is a short-term goal we'll look at how we can add that once we hear back from people um you know have that added to the agenda another thing is coming up with ways of including Folks at our board meetings as you can see we don't have a huge audience here tonight and we'd like to encourage people to come out and watch us um be involved and any creative way we can include maybe students teachers Community leaders and share with us what they're doing in the community what we're doing within the internal School community and ways to expand our board movies to not just follow us in here at a table but having it be more interactive and um see what else do I have um oh we were thinking of expanding on some of our social and going into the depths of video and one of the things that we did talk about Dr Friedman was maybe a podcast we think he would be great at it for him and get some messages out to uh to the community that way so um yeah I mean we're really uh we're just starting out we're just collecting ideas getting initiatives together so if anyone has any any creative ideas yeah impressive first meeting good job podcast what time are you there until about 10 o'clock at night it was a great meeting and thank you Joanna thank you Danny's first any questions or comments for Lisa the only thing I ever stress is like she mentioned obviously it's a brand new committee a lot of ideas a lot of brainstorming the more people we can bring to that party the better it is will ultimately be so please don't hesitate to reach out and share with either me certainly committee membership uh can we just make one General comment about committees or question uh at the end of the night I know we had talked about maybe giving more time to each committee has there been any further thought given to that because I don't I mean I think Lisa you were last right you guys we were an hour behind at that point so it seems like the Committees are doing what they're intended to do and promote lots of discussion and a half hour each is probably not going to do it and I don't know how to solve that problem without having Dr Freeman here until midnight uh every first Monday of the month which is not really something we want to do to be honest with you I enjoyed the discussion as much as you did and more so the action that took place after so I'm willing to stay as long as need be because it's something that's going to move the district forward that's why I'm here okay so do you want to what do you think I mean we talked about 45 minutes how long do you think we realistically need per committee it's a great question and I think feedback will be helpful at this point personally I I know we're making a lot of changes I would hesitate to make too many changes too quickly um you know I think we should be flexible enough that if we need more time we should be prepared to take it and that we would want to stick to the schedule to the best of our ability without disrupting subsequent meetings so part of I think what the issue was is we had a ripple effect where yes our first meeting of the night grandma and the second meeting Grand law and then everything was kind of backed up from there on um so I think the structure of the meetings probably is okay we were pretty good about sticking to agendas but there may be times when it's legitimate that the discussion has to run over and one of the things we talked about um was potentially having the ability to run concurrently so looking back at the schedule and seeing who's affiliated with what topics and making sure that we don't have maybe the same administrative liaison under the same committee lead in back-to-back models and that way because I think even you know for governance you came in and we weren't even done with operations but if we have the right membership there's no reason why governance committee couldn't start in a different world store and operations finishes up as soon as so I think we might be able to work on some staggered start times and the groupings to avoid making the night longer in total but still get all the meetings in and get everybody out good idea and can I also just propose I don't know how realistic this is for all of us but maybe when the meetings are running late again I'm just thinking back to Lisa before Lisa sitting out there in the in the front waiting and can we send out like a blast saying we're running 15 minutes behind so that everybody's aware so we don't you know show up and then show up and then oh we're running late go home come back you know just send something out to all the members who are affected you know as the that ripple effect happens yeah be a good idea that's right I think we also learned a little bit about people getting in and out of the building and the fact that board members don't have you know their own way to get in and out of the board office so I I think there were some other things that we can add to the store as well let's just turn into the Richard Mike show does anybody else have any questions comments strong feedback on the schedule of events how the meetings themselves worked out whether you were exhausted by the end or you still had energy ready to go you know what's up I I just want to comment um to kind of piggyback what Mike was saying like I honestly don't know how we got through things that just just half an hour before like I almost think that what we were seeing coming out of committees before was you know like a half an hour right and so I just don't know how honestly with everything that each committee is talking about tonight and we've all brought to the table I I kind of don't know how you could do all that and put value into the meeting in just a half I I think I would concur with that I just think we need to be conscientious of time as time alludes us but we need to I like the idea of scattering of the meetings because as long as the days we've had our superintendent has had just along a day and I think it's unfair to ask to stay even longer even though these are exciting meetings priorities priorities are what they are right we still have to commute home and we still have family to deal with so maybe there's an idea that while operations is operations is the first and and we didn't expect it to go this far but maybe while operations is going on then education in another room like uh said because at least that way it's kind of all bubbling on the stove at the same time um but I think that I agree with Lisa I I'm shocked that everything was done and again I'm shocked but I'm not shocked because the formatting was the presentation it's just it's night and day things are different yeah and we're now getting we're allowed to now and explore a lot of the notes and crannies where before that wasn't necessarily the case so I just want us to just as the board as exciting as we all are with this to be cognizant of when people go home today I don't want there to be any burnout because yes like I said I'm here for the change so it doesn't matter to me but uh it's very thoughtful on what we'll do for the next meeting is we will make different areas in the board office that everyone can meet ships in every room so do they removed get started at your time and you can stay as long as you others can go home invest okay and you know it's it's something new to try and if we try that in the beginning of November and it's not perfect we're going to keep iterating until we get to something that we're true I think dare I suggested I know we want to stay in one night but if it needs if we need to split into two nights possibly as well I don't think now I don't think we should yet but something just to keep in the back of our minds just in case I wouldn't say anything's off the table at this point just measured scientific approach to what we change foreign all right any final comments on committees Mr chair sure just one uh public disclosure the agendas for the committee meetings as well as the notes after the meeting are posted on in board docs for public view so the public can see the deliberations that are going on and be part of it it's great to point out thank you because I think in the past we've had a very light agenda that was posted to the public we have had very light committee agendas that were posted to the public board agents and now we have the full agenda with the minutes to accompany them So for anybody who's watching at home if you want to go and read in detail what happened to the Committees beyond what was already discussed but it's all right before we move on to the next item I noticed that we had some guests yes something special for us to recognize I think there must be something special hello lovely robotics team yeah Mr Mormon suggested that we come down to showcase for who we are I know Dr Freeman gave us a very nice shout out for our event that we held sadly we missed it but it was very salutator yes working hard with Alternatives what we teach the alternative school programs of course I guess yeah and you can feel free to put them down good job guys [Applause] thank you uh all right and thank you Dr Mormont for making that happen all right we are up to item number four open to the public for agenda items only uh I did actually have a chance to um sit in at the scesc I apologize for jumping over that's okay because um this month so uh it I just have a really really quick update like standard meeting format um everything was approved tonight on the agenda um to I'll just bring up two of the main issues that they're struggling with is bus transportation fighting bus drivers um so they're working with districts um obviously we don't have as much of a worry with that as a walking District just some of the other districts that they're servicing but I'm hearing that there's just a lot of struggle getting drivers getting contracts things like that um they're also replacing um an employee that's been with them doing building maintenance for like 30 years so he was applauded today was his last his last day so we congratulated him on that and then um I think that's pretty much it a lot of the conversations around transportation and busing because they really haven't been struggling they're struggling to get bus drivers okay all right thanks Lisa for the update any comments or questions for Lisa all right okay so now we are open to the public for agenda items only we don't have anybody here in the room with us tonight so Tom do we have any comments we are up to I remember now so I I will say this I know that we'll talk about reformatting the meetings the emphasis for this meeting was to be on discussion and I think about what are we almost 50 minutes into the meeting you can really feel that there's going to be meaningful discussion about these items with that being said we still do have some actionable items to move on the agenda tonight as well as some items to address in executive session so we're going to move on to that part of the agenda uh but hopefully moving forward we'll continue to keep those items to a minimum discussion to move the majority of them are second all right so 5.1 resolved at the Bound Brook Board of Education approves the minutes for calling meetings this is regular and executive meeting minutes for September 28th 2022.

um I just wanted to acknowledge all the finance human resource and payroll staff who are accounted for each and every one of these transactions um ensuring the district is one compliant with state and federal laws um which is showcased in our audit which will be presented here soon but in 2021 we had to clean audit and we anticipated a clean audit in 2022 as well so diving into the fiscal year 22 annual financial report I've done my best to estimate what the classroom spending report will look like so the um after the afrs are submitted the Arizona auditor general compiles the classroom spending report um this report is compiled again after all the AFR is submitted and released in early November this report as well it will be posted on our website once it's finalized but in this fiscal year 22 estimate um we did not see much change from the prior year um as a reminder this report is a representation of all expenditures this is not just an operational expenditure uh pie graph going into this report a little starting with the largest percentage of the pie Higley unified spent 60 percent of its funds um in the classroom and so we continue to be well above the state average this is approximately five percent above the state average and also five percent above our peer districts oh so um sticking with classroom spending the students support area is six percent of our total expenditures this area is approximately three percent below the state average student support is defined by expenditures for counselors speech pathologists nurses social workers and attendance services individuals as you know in our budget process the district has worked to address insert funding more counselors we do have a District counselor and we have now three counselors that are that to meet the nine school elementary schools in their District so still in the classroom area the instructional spending instructional support category represents approximately five percent of the total expenditures this is in line with State averages State average is approximately five percent as well instructional support includes expenditures for librarians teachers curriculum development media Specialists and others in this area transitioning to the non-classroom spending which represents about 29 percent of the district's total expenditures for fiscal 22.

and shebelli clears that one American oh it's apparently I should say sorry okay he called the last names of the first more Subs coming in for Belchertown number eight and number 11 a sock kn as well as number 11 Luke Gary EPPI once again I apologize in advance if I'm butchering any of your names I do it a lot it's all part of the program a nice head ball out way to stop Jack Marion Biggins there to help him out and now Joe presnell a two on four going the other way and now he has is aloe vera way to get up across now wide to shibelli and they're gonna let that ball go out of bounds and a throw in now for Belchertown that one goes over the head of shibelli I really hope I'm getting these people where I can barely see the numbers or so bright pink jerseys they're cool and all but I can't I cannot see numbers I believe they're dry fit too which is pretty cool hyping up the pink jerseys and they wore the white shorts which are in white socks which are typically away uniforms and here comes Hulk coming the other way he makes a cup move and a nice defensive play by Dia Scully but will result in a Belchertown corner kick Belchertown setting up on the far post and across looking towards the top of the key and looking for a clear is wretch or Oliveira now prezzle starting to see a little bit more of aggressiveness out of East Longmeadow and that ball is stolen by Howell now picked up by Shane Smith some good Ball by East London at Midfield chevelli plays out wide now in a two-on-one battle helping him is Smith some good build up there and they lose the ball Holt oh Dia Scully has to step up now Holt passing it back to Borelli Borelli sends it back again and across from the defenseman because often he saw a metal player now grip karaepi an offside call again on Belgian town just under 15 minutes remaining in the first half of the game Belcher Town up one nothing thank you it's a nice 60 degree evening here at East Longmeadow some beautiful fall weather no wind it's a nice night for soccer that's for sure it's hopefully Eastlawn Mountain can pull out a win it'll make my net a little bit better Oliveira spins around and finds the open man across malavery looking for inside spits out to Monroe and now presnell sends one good for three points it's way over the crossbar foreign medal so so far Kaylee I mean Belchertown offensively has been dominating a couple offside calls has hurt them um but definitely helped see slaw metal out a lot yeah definitely Dudley had a tough save to make kinda got let out to let out to dry and uh some miscommunication like you were saying earlier uh between the Defenders and he saw miles just gotta respond you know especially this you know this late in the season and being below 500 they got nothing to lose absolutely so you just gotta go 100 every single time you've got the ball every 50 50 ball you know you should at least make it make an effort to go get it I think two like being The Underdogs like you would think that would give them just like like and some urgency to wanna fight even harder but it just seems right now that they're not playing as a team and they're not playing composed in the Midfield there's a lot of space so they're just building up a lot combining with their forwards just getting in behind so it's gonna be interesting to see if we can turn around now or in the second half come together as a team and I'm noticing a lot with belgertown they're doing a great job of incorporating their D into their offense and what they're doing is they're sending the ball back and then switching fields and it's opening up a lot of the field and forces East Longmeadow to kind of open themselves up as well in the defensive Zone and is what's creating those offensive scoring chances for Belchertown so I look to see that a lot more tonight and uh definitely hopefully Eastlawn metal can do some of the same yeah um Elder town has had some good recognition with when to slow the play down when to pick up the pace so hopefully salmano can just apply more pressure and come together looking to tie this one up for sure before going into the half just looking to their number seven Jack Holt is super seven as well which would explain the 13 goals yeah whole definitely the weapon on Belchertown up top it's got a lot of speed some Nifty moves and now Joe Perez and all with a handball that's unintentional I don't know if I agree with that I would have called it elbows are hard so you never know because technically they're all unintentional but not all of them I don't know now a kick from howls goes off the head of Smith and Smith gets beat by Gary Yepi C finds hole and Hull is just able to go through multiple Defenders and play it back these little metal seems to just be gravitating towards the ball too they're all just chasing yeah gotta start playing more positional Mike Monroe looks to step up Shane Smith has to come back and support now Belchertown with multiple men across looking to the top of the PK Mark don't present with the good move still in oh that's not out oh oh and a free kick three slong metal I also thought that that was out of bounds whistle and I did not agree with it but free kick some of these calls have been a bit questionable but it's good that I don't open my mouth before I hear the results of things you know oh good touch on my route Joe presnell chasing it down and screened by Oldenburg and devato with an easy save and he'll take his sweet time and launch one past the Midfield mark off the head of Richard Joe pressell One Touch back to Oliveri and Oliveira's pass to presl goes right to the foot of Howell yeah wretchen or McCarthy excuse me throw in for Belchertown uh some new players come into the game that AJ has his Jersey on I believe that so if you know had been talking to him earlier so we'll see if Morgado goes in foreign [Music] should be a free kick for Andrew Oliveri he sends it top of the 18 and it's headed out very good play Jack marrigan with a one-on-one battle with adzima Mike Monroe One Touch to Richard Richard to prezzle some great balls Mike Monroe's got some space hits a shot on that uh looked like it was a foul but and I didn't even know where the ball went I lost it looks like they pulled them down by the Jersey but I don't think they're ref's calling anything I I honestly I didn't even see the ball come off of Monroe's foot he doesn't look happy about it so that'd be my guess looking for a PK coined you soon by the uh jogging ball boy that his shot went wide right no back in the day when I played for Coach Jeff Riley I mean he had this like a military training camp when we were when we were ball fetching I mean there's no there's no playing around here I remember in like Elementary School when we were just watching guys do like your planks and I'll work out oh the Jeff Riley warm-up the 45 minute death trap and Dudley makes a save 10 minutes remaining in the first half and we will be joined for the remaining 10 minutes of the half by Bridget Jordan Kaylee thanks for being with us and Dolly has to come out of his net Hulk and a big squat by Biggins in a wide open net great play by Biggins wow Ben Biggins comes up big Dudley come came all the way out of his net and Biggins played a little bit of goaltending no handball clean play and that's gonna keep you slow metal in this one for the remaining of the half a wide open net was missed by Marquez off of the rebound from Biggins Bridgette we introduce you but kind of got cut off there for a second uh but good to have you here for the remaining ten yes happy to be here hopefully I can restrain myself from laughing yeah a little shaky last time but uh and uh whistle it's gonna be a free kick for Belchertown so I mean I've heard from Kaylee but I'm sure you've been noticing the similar things that we've been talking about um you know islamell just got to pick up the intensity and Belgian Town's been doing a great job of moving the ball they're opening up a lot of the field yeah if they can pick up their urgency they can definitely tie this game up before they have and across inside from Hill and diascoli comes up with a good defensive play a little bit of ping pong head head ball match and that ball goes out of bounds on the goal line should be a gold kick for Tyler Dudley East Long Middle goalkeeper never mind Jack Marion will be taking it looks like hanley's going in too not sure for who I know that looks the same sorry and I had the kick goes over Smith's head and ends up on Richard's foot and a clear from hell Joe preszel sends it to Mike Monroe Monroe in a foot race and that Ball's starting to Speed Out of Bounds and could be a corner kick I think they're calling it back as a goal kick all right it looks like it went off of the foot of Oldenburg but I guess uh ballad already left the playing field before Monroe was able to turn his hip since Subs do go in Hanley going into the game replacing Shane Smith and I believe Shane McCarthy will also exit the game [Music] foreign here's goal kick goes way past Midfield Mark and off the head of American out of bounds throw in for Belchertown just around the half field mark [Music] Lucas chabelli looking to help out and that ball comes right back to adzema edema back to Hill chased down by Monroe Hills cross so there's the top of the 18 is headed to the foot of Richard and his pass goes to Hanley and Riley will clear Richard controls looks wide to president one on Three he'll switch fields towards Gretchen Richard some good ball Movement by East Longmeadow and ball goes towards the corner flag and the past broken up great job there by Belchertown defense line and Marquez leading the trip upwards in a slight Tackle by Dia Scully on Marquez kind of halts the Belgian Town momentum Biggins has to step up and he'll send a through ball towards the flag looking for Monroe and belgertown's gonna scoop that one play it back to devato and Nevada will switch fields to Hill a two on one on hill and Monroe has to chase down Mike Monroe showing a lot of intensity this evening diascali plays back to the foot of Dudley and Dudley we kicked to the foot of torna and now adzima playing towards the far flag to Borelli chased down by marrigan borrelli plays to Holt Jack Holt crossed towards the top of the 18 Mark and Patsy Scully able to get a head ball on it now Sam Hanley a cup move inside to Hill and fields are switched by shebeli now belgertown with some quick ball movement at Midfield going the other way Holt a one-on-one with Biggins and he's able to beat him and he'll set it towards the top to Marquez and ball spits out towards Hill off the leg of presnell and now ball chipped into the air Biggins tries to chase it down and cleared up by wretchen now Mike Monroe in a one-on-one as he goes to play pressure on devato yeah tavato clears quickly towards Midfield as Weiss and a bit of a flop by Holt I'm not sure what was called there but it looked like he was slide tackling the air and we'll be a free kick for Belchertown 335 remaining in the first half Belchertown still leads one nothing Eastland metal looking to tie this one up before going into halftime and off of a head ends up one hopper right into the midst of Dudley so he gets set for his punt and since it just passed the 50-yard mark off the head of Richard and finds the foot of Hanley Hanley some nice triangles by Isla metal Monroe back towards shabelli and shabelli can't make a play Belchertown going the other way and dear Scully steps up shebelli playing towards a far sideline to either look wretchen I believe and across looking for Monroe and it's headed and broken up by belgertown defenseman and cleared out bayad Zima adzima playing back to Hill and his through ball goes to the foot of Dia Scully the escalio will switch fields to marrigan as he looks to play towards the middle to Mike Monroe and Monroe unable to gather it marigan now shabelli and Richard looking for a call Holt going the other way got plenty of space as he has torn on the far post his cross finds the foot of torna and a shot hello dribbler on the ground right at Dudley I don't even know if he saw metal has a clean shot on yet Bridget on that yet Bridget I don't believe so I think I don't think they do they've had some clears yeah they've had some go like 30 yards over but I'm not sure if there's any on that tavato has yet to be tested this evening great header from handling and Josh Riley stepping up chips it towards Mike Monroe and uh three on one Monroe loses the battle Holt a drop pass back to Marquez now Zach Richard with a nice move to create some space and he'll switch fields towards wretchen Gretchen can't gather things and ball does go out of bounds off of Belchertown player and a sub coming in Nick Bradley will enter the game for East London on some four subs for Belchertown coming in number six number 11 number eight and 20.

question on 8.3 um is this something that we see happening going forward or is this something that that's temporary because we didn't have a better solution for now it's just something that we should have been doing all along to make space well populations I guess in the past we've tried to do it but it didn't work out well okay in order to give the students the best accommodations so that they have a great testing environment we would uh you know have to make this adjustment right that's why I'm asking again okay foreign um they can use a study hall to go do that how was that executed like if a student wants to give blood out your thoughts on that I'm gonna I'm gonna guess it's it it's convenient for them during their PE okay because I believe it's held down here in the gym I'm not sure about that though okay we'll get you an answer yeah that it should be flexible definitely they won't do that the whole time because they're all those hours sorry to hear about that yeah and we'll say I've worked with that organization New Jersey Blood Services in other Community Club tracks and I find them to be very responsible and skilled working with students and teachers usually they arrive with quite a number of really friendly personnel and they they make the experience of donating blood I think something that ultimately the goal is for kids to see the value in it and to continue doing that throughout their life so I think it's a nice thing that our district is partnering with them to provide that experience any other comments or questions on this section okay here no can we do a rule book Mr Bell yes this is awesome yes you know yes yes yes Miss Wilson yes it's up code yes Mr januzi yes for president motion test thank you you're up to item 9.1 resolved at the Bound Brook great you know the only thing I noticed in there that I wish they could have more than 30 minutes per week honestly that's a pretty short period but you know something has been nothing for sure I wish they had more than 30 minutes 30 minute sessions we will take what we can get for sure and that doesn't account for the transportation it's just this I think it's 30 minutes of contact okay because this is after school though right yep um now this one is during lunch or advisory periods I'm sorry yeah which is why I would assume this the short you know 30 minutes lunch yeah they have to finish it right right so they come to the school that is the way I'm reading it yes I have a question on nine eight trip what was the supervision like look like on that for uh I'm hoping for a minimum three foot distance between the boys and the girls selfishly for the name greater how much dude give me the ratio well we'll know for staff I mean what will what big people will be there okay volunteers Education approves the resolutions as outlined in financial resolutions this is 12.2 through 4.11 I have a motion motion thank you Mr ballot second thank you Mr manhos any discussion thank you for the political dictionaries yes absolutely a cool question about the fundraiser so I understand it's going to be starting from now until the September of next year is that there's my understanding corrector yes can I can I make a mention from the um the donations are we allowed to to publicly to announce who's donating what and um I I wonder if it would be just a great community uh relationship to put on social when we get a donation it's from and what it is I don't you can add the fundraiser too but yeah yeah and I think we've already gotten some donations already this past year so maybe we can go back even grab some of those other okay and we can also um with respect to mentioning donations I with the permission of the person or company donating yeah right yeah I had a question on that item 12.4 actually which is the background checks yes is that something that we have not been doing in the past right I've actually had a couple people ask I thought about it for a minute I said well no we don't usually pay for those things when I say to myself we're not paying them for their services so the least we can do is pay them for their uh the background the background check because in the end if we didn't they'd come out on the Newsnet in terms of financially as well you're not only investing the time for free but investing money as well yes it's great but I guess my question was totally different we've required that to pass the change here is that we are going to be covering the cost I'll say this we're more consistent with it now okay with 12.11 [Music] pretty hard rescinding or previously submitting demographic study can I get a quick update on what the difference between was being submitted Now versus previous decision yeah yeah and Roger can probably elaborate on this because we discussed it in committee but we had asked from the operations committee that there would be multiple proposals to make sure that we understood what was available anything else and this one we decided to end up majority role we went with the one that we the ones that were in the committee who looked at them said this one uh in green potatoes that we're looking at least for this year you can always other organizations next year but just to start off first presentation and there's no cost to support oh yeah so this is just the proposal no no because of the demographics no yeah that's what it says right here yes the cost of the demographic study is 39 50 inclusive of expenses expenses um it is something that will uh as I said before it will look at some projections overall decision making now and in the future because we all know our enrollment is is increasing and so like it says you know we the enrollment as of 2122 was 1954 and in 2016 to 2017 it was 1898 so each year we're going up um so we used to we need to look at trends demographics things that will help us makes it better decisions budget wise classrooms class wise staff ratio wise all of these things maintenance going forward as we build our budget going forward at least you know we're looking at this population this is how it's going to affect a mainstay or I mean not not just comprehensive decisions but make decisions and that's that that's really the name of the game we want to you want to make Equitable Fair decisions for I think that'll be something that will definitely help us and it wasn't it had been a while it had been a while since uh Mr forski how long when was the last one performed roundabout I did some research I couldn't find one and I went back several years so yeah so seven plus so much at least zero because I don't remember one ever taking place uh well I've been here so I think that this is something to uh I think this this will open our eyes and Enlighten us into some of the relevancies again Forward Thinking being proactive uh but I think that um you know based on discussions between the committee a good chunk of information that'll help us out Mr chair um it certainly was a proactive action of the board that's recommended by a superintendent to this on the agenda tonight for the demographic study but it was very timely also because in speaking with the architect uh today as a matter of fact there's another resolution on authorizing the submission of a long-range facility plan as part of the submission of the long-range facility plan the doe has requested a fresh demographic study so this is definitely finally and uh Mr chair some questions came up about this study itself this is a one-time engagement for the demographer to do an enrollment projection for a five or ten year period five-year projections are generally pretty accurate when it goes beyond five to the five to ten range it gets a little fuzzier and uh this is this it's a study that as Mr zucknow said we'll pay dividends to a lot of administrative planning for a class space and people teacher ratios important metrics great so this is a one-time thing and so it's not as though we kind of had them for five years and I only ask because we do a five-year study how to say this um two to three years from now things in our town change quickly um and and they they won't be still available to us to update at that point right we would have to wait or rehire them so to speak to do another five-year projection right so we're hiring them now they're going to do analysis to present us results within the next 60 to 90 days and that would be the conclusion of this engagement we can choose to repeat this with this vendor or another one at any point in time at our discretion but the results really should be viable for us to continue to use and reuse at least for a few years okay and and this vendor is suit To Nuts beginning to end for us to study to studies yeah I think this this proposal includes a presentation back to the board of the board it would be at our discretion whether or not we want the vendor to come out and do that or we want Administration to do that which we may choose one or the other for variety of different purposes but I think that's something we would talk about in committee once we have the results okay any other questions comments section 12 um is the um thank you to Mr Smith for the AP Computer Science uh filling out the application for the funding for that all right with the discussion exhausted why don't we do a roll call on a section as well well yes Mr Dawson yes Casino yes that's Lima yes yes thank you we are up to other mag other matters to come before the board or any public questions I got nothing the administrative Pi represents 10 percent of the total expenditures for fiscal 22. this represents a small increase over the last fiscal year however Higley continues to be the lowest uh percentage spend within its peer groups as well as four percent lower than the state average so the state average for administrative spending is approximately 14 percent um Higley remains at 10 percent next Plant expenditures this represents plant operations so equipment repair Building Maintenance custodial Services grounds and also property insurances in this category um Higgly is the lowest among its peer groups and is approximately two percent below the state average and the last two categories food service and transportation Transportation spending is slightly below the state average we are only 24 square miles and so uh while we do drive a lot for our programs um we do not have the miles uh that we that other districts may have and then food service slightly higher than the state average by approximately one percent diving into a little bit of our budget controlled funds and our cash controlled funds kind of the two main points of emphasis in this report first I wanted to just explain and provide an example what budget and cash controlled funds are so as a reminder budget controlled funds are formula generated by average daily membership we talk about this in our budget process and in a lot of our budget conversations the main examples of this include our maintenance and operations fund and our Capital outlay fund on the other side of the ticket uh cash controlled funds these are funds generated by revenues um and so I'll cover these four specific cash controlled funds that are district uh obligated or excuse me District run that includes food service operations Civic Center this is also where our rentals go into Community Schools and in the preschool fund and indirect cost fund so first looking at our budgeted expenditures I'm going to look at the mno ending cash balance versus budget balance um the ending cash balance is highlighted there in the dark blue on the graph and then the ending budget balance is in the light blue so ending cash with a budget controlled fund is not uh money that we have available to spend I just went over what a budget controlled fund is this is budget driven and so we can only spend what is um ending budget balance we cannot spend cash um I think in in previous reports we've we've talked about how the cash balance has been rising you'll notice in fiscal 22 we're starting to bring that down and you do that through um when we um work with americone encounter superintendent's office to set our property tax rates so essentially would not tax for as much as our budget would need because we have excess cash so that is how we're bringing that down and eventually we'll get that to where they're the same um three main points on this graph uh first starting in fiscal year 20 the federal government started issuing rounds of coveted relief funding and thereafter there's been two additional rounds of coveted relief funding each getting larger um this has contributed to the larger ending budget balance carry forward that UC represented in fiscal 22.

big sub lion not sure why when there's 30 seconds left but Belgian town still up one nothing we'll send across inside the 18 and it's headed out of bounds another East long metal throw in for Jack Marion 18 seconds left on the game clock in the first half Marion's throwing splits the D and Biggins comes up on Holt as Holt's taken down and that'll pretty much take us to halftime belter Town currently leading one nothing but man does Eastlawn metal gotta get things together um I mean belchertown's just been dominating offensively so far and I I've really noticed that that East Longmeadow is not going up and attacking as a group yeah they're really staying back oh you've really only got joke wrestle and they're running only three or four guys up top offensively um we really need to see the defense get utilized more I mean Belgium Town's doing a great job of using their defenseman switching Fields opening up the turf and uh I mean whole obviously a dangerous weapon you're gonna have to shot him down get in his way you know just even a little bit of body contact here and there yeah won't hurt at all so I mean Bridget any takeaways that you have um I really just think this Barnes needs to like piece it together I feel like it looks really individual right now like individual effort it's not like you know everyone's not working together it's like the last ball is not getting there they're like playing with it and are attacking 18 like someone just needs to take that shot yeah the bottle has not been tested at all this evening and they certainly need to get going yeah start to test them a little bit you know I mean he's had a couple clears end up in his gloves but no clean shots on net and now I believe we're gonna allow will the voy to step in for a minute for the rest of the halftime breakdown Thank You Bridget what's going on well good to have you here I know last night you did the game for the girls soccer yeah heck of a actually not a heck of a game it was a good game but yeah you know as there are a couple members of the girls Eastlawn middle soccer team uh I definitely you're not happy with Will's response I definitely uh I don't think that was very nice I thought it was a good game I take it back uh I mean I think I don't think you're very you know kind of uh involved in the game as you were talking about uh nachos and fast food rankings and playoffs all right uh I've seen I've seen a pretty good performance out of Roddy out there uh you know he's cooking what can I say to not put him through the back of the net but uh yeah what I mean any questions for me that I could answer I mean what have you noticed so far I have only seen we've been talking about it I mean East longmeadows just they're playing very individual um and there's been a lot of uh intensity for Mike Monroe up top but that's really about it for East Longmeadow oh yeah Belgium town I mean devato it hasn't even been one shot on net and I mean there's been a couple clears um and obviously whole a big weapon for Belchertown he's got 13 goals on the season super seven for western Mass yeah yeah very very very talented over there but it just looks like Belgium towns they're a lot more they've got a lot more chemistry I'm not sure you know if this is a younger group that's kind of been able to play with each other for a long time but they certainly look very connected they're moving the ball well they're utilizing the D um really opening up that feel and it's causing East Longmeadow run around like their chickens with their heads cut off that's what that's what I'm that's what I'm seeing uh you think uh AJ should be in goal right now um I mean Dudley he kind of got left out to dry um on that first goal uh submit some defensive breakdown but we'll see if uh coach will put Morgado in for the second half oh yeah um I think that was Dudley's first start of the season so um yeah we'll see if he'll be able to finish up this game but other than that uh thanks for doing the game last night but yeah no problem I uh I look forward to doing it again yeah I don't know we'll see about that one oh yeah we'll see yeah all right all right that'll do it for the halftime show we'll see all right I gotta go anyway thank you foreign welcome back to East Long Middle High School the matchup between the Belchertown Orioles and East Longmeadow Spartans Belchertown currently with a one-nothing lead as we are set to kick off the second half and uh so far from what we've seen in the first half Eastland Metals got to pick up their intensity to start playing more as a team seen it a lot in Belchertown um they've been using their defense especially in their offensive attack strategy so look for East Longmeadow to start picking things up and I'm sure coach serafino was not happy with the first half and I'm sure he was able to rip into his guys a little bit so we'll see uh if he saw metal can pick things up and hopefully bury one as belgertown gets going early and the switch of fields goes to the foot of marrigan and he'll play it towards Nick Bradley on the near sideline Bradley oh gets tripped up by Marquez and will be a free kick and a new goalie is in for Eastland Middle AJ Morgado will be replacing Tyler Dudley AJ the usual starter for East London until they had his first start this evening letting one goal and another goal that got called back due to an offsides Nick Bradley looking for Mike Monroe and some arms got tangled up with Oldenburg and he saw metal will have a free kick this should be a great opportunity for them to get one on that marigan probably just throw it into traffic here as Eastland metal sets up just outside the 18 box and break towards the right and his cross goes towards the far corner Jack marrigan with a good look a little less power would have definitely created an opportunity but some good placement just a little too much power looking for that back door touching and a goal kick for devato and he'll send one just around the Midfield marker off the head of Zach Richard and Patsy diascali sends a through ball for Mike Monroe Monroe and he's pushed down by devato and I'm not sure for Mike Monroe I believe that's in the Box that should be a penalty kick for Mike Monroe and it will be a huge opportunity here for East Longmeadow to tie this game up with 37-37 remaining in regulation Monroe a big PK we have some excited parents in front of us yeah Mrs Monroe certainly excited for this kick she on looks her son looking to tie this one up Monroe looks and fires and scores [Applause] Mike Monroe sneaks it under the right arm up the bottle as he Dove to his right ties this one up 1-1 Mike could roll great placement for Monroe Jeff Riley always taught us low Corners boys low corners and Monroe burying it right there [Music] and now this game is back to even par once again we've just been talking about Monroe all night and he's just been playing with a lot of intensity and finally he's able to get things going for Eastlawn metal foreign I mean that's just a good hard aggressive play from the role I mean Belchertown tried to clear back or actually it was a cross and devato came out of his net but roll applied pressure won the battle and ended up in a PK a little bit of a flop at Midfield Joe prezzle chasing down Lockwood first time I mentioned his name this evening Lockwood chasing the ball down on beggins and Morgado will come out of his net and stop that momentum and we will be joined Now by Kaylee lukasik and Nick Bradley Jack Marion chasing it down you can't hear me hear me no Jamie that ball spits towards the middle as Howell chases it down looks to get a shot and it's blocked by Dia Scully just outside the six [Music] [Applause] and should be a not sure it looks to be ultra Town player shaken up in the far corner and a throw in for East Longmeadow Josh Riley and never mind we are not joined by Kaylee she was just assisting Bridget as we had a headphone malfunction I couldn't tell if it was on well we're good to go now we had a football game I think maybe last you know a couple weeks ago where we had the live stream the microphone was through the computer instead of our headset so uh that was some rough audio and an offside call on torna I remember in the Canton game too this state semi-final we started a new live stream because we needed to charge the computer it was at five percent and our microphones were once again not connected to the camera and they were you could just all you could hear was just Canton kid screaming and swearing the entire time on the live stream looks like we're gonna have oh torna scary oh my goodness oh my God Mr Smith trying to get shayner fired up looks like McCarthy's gonna take off Riley and also sub for Belchertown number 11 exiting the game Gary epi Oliveri ball comes back to think that's Richard yeah now Dia Scully East Longmeadow now with some more controlled ball movement where we have been wanting to see great ball from Big Bradley looking to the foot of stone and he'll play back see now we're starting to see some you utilizing the defense great composure Mike Monroe a headball and that's cleared out by adzima Ben Biggins his kick goes high in the air and off the back of Marquez towards the sidelines of McCarthy Joe preszell has a two on four working with Richard now as he overlaps Joe presnell a one-on-one battle and he's able to win it looking for space Richard and Borelli steps up and makes a great stop and uh Belchertown player goes down at zema I believe those Bradley on the foul free kick for Belchertown just around Midfield and looking for Holt off the forehead of Oldenburg and Biggins takes down Holton and will be a free kick I believe yeah outside the box once again the ball boy being summoned and an arrogant pass on the track and he is he's flying down the track get him a division one contract now he's moving those little legs my goodness Eastlawn metal sets a wall up as Belgium Town set to take the free kick Lockwood senses it towards Morgado that is definitely a lack of communication and Belzer Town catches East Longmeadow not ready and Holt has a walk-in goal his 14th of the season so I'm not sure what really happened there I don't know why they left a man open that close to the kick but that's just a lack of communication a lack of focus for sure for me slow at all I mean [Music] Shaq American playing without a satellite some great ball movement between Bradley and marrigan some give and go plays Bradley wins the two on one battle ball goes towards Midfield and it's cleared out by Borelli support assisted by number 13 inner waffles now believe Shane Smith I think that's Richard or Richard now can't tell all these kids the numbers are invisible and I threw a ball for Borelli chase down bye I I can't even tell who that is could not tell you the escali oh that's all very on that Far Side Richard looking for a through ball and it's broken up nice job by Oldenburg now Belchertown switching going the other way again as diascoli comes over to help Al oliveary gonna go out of bounds for Ultron throw in yeah 31 minutes remaining in regulation Belchertown up 2-1 at Zima towards Holt and marrigan playing out wide towards Bradley in a slide tackle attempts by Lockwood Bradley a one-on-one and he gets taken down by the scary man torna and Marion with a free kick on the near sideline [Music] great ball from Oregon and goes over the head of Shane Smith and ball spits towards the top of the 18 and cleared comes back inside to Richard and he's unable to settle it down and a clear from Howell now Oliveri up the sideline finds the foot of Richard and Mike Monroe buys pressure and should be an East long metal throwing I believe should belly and I want to say this wretchen yeah I had to take a guess or McCarthy I think they look the same to me Stone and not sure Stone and Bradley will check out of the game free slow Meadow I gotta double check this roster these kids all look identical number 22 and 24 into the game that's gonna be Luca shabelli and Tyler wretchen for East Longmeadow and a corner kick for East Longmeadow Zach Richard taking the corner just under 29 minutes remaining in regulation Belchertown up 2-1 across great ball goes towards the far post and goes through everyone Shane Smith some great reaction time that was a good see that is how you do a ball boy job right there that was good that was good stuff American with the throwing and he'll launch it inside towards Smith and that one is cleared up now Oliveri with Holt and Holt's gonna bicycle clear it marrigan takes one off the face to keep it in play and a hand ball and it will be called should be right outside the box another Prime scoring opportunity free slumbello American looking to make another good play as he saw metal sets up just outside the 18.

um number two the fiscal 22 ending budget balance is approximately 23 million it's just above what we earmarked in our budget process when we're discussing our adopted and proposed budget back in July some of the increases related to vacancy savings but if you remember the district earmark 22 million to carry over into this fiscal year um because my last point the aggregate expansion limit is still upon us so um the ending budget balance we purposely budgeted higher to cover um the ending that ramifications of aggregate expansion limit potentially not being Exempted from the legislature um we we took us into our own hands and and again allocated for a higher budget balance carry forward so there would be no impact to our students and staff this year if the legislature does not make an action um ideally the AEL is not just fixed for this year but fixed permanently and we can get we can then budget to bring this or plan to bring this budget balance down um to roughly four to ten percent is a conservative number when you don't have the aggregate expansion limit um pending president Reese or I'm sorry president kaler I'm sorry like I I don't know I looked at you and thought Rhys I'm so sorry uh yeah maybe it is the dark hair it's the change Mr Moore um the AEL has to be voted on in a every four-year election is that correct oh it can be voted on any time okay so they could vote they could put it on our ballot I thought I had to go on to our ballot every during the presidential election is that correct no so the or the I don't know hold on hold on the aggregate's spending no so the aggregate expenditure limit yeah limit yes yeah so that that is um uh I thought it had to be voted a limit that was I I just explained this uh it's a Community member uh just earlier so just to recap that Agri expansion limit is a Formula it's in statute um it's a formula that the Arizona Department of Education runs every year um just the last couple years we we've started to overreach on that limit so that that limit was this was voted on in the 80s correct okay I'm like let me make sure that I know what I'm talking about that's what I thought okay thank you Mrs Taylor provided me some research you could keep going and then I'll read and I'll let you know good question just in short yeah so that limit uh stems from the 1980s statute um and so um with the influx of code relief funding over the last couple years we the districts as a whole in the state have exceeded that limit the last two years as you know the legislature at the ninth hour Exempted school districts from having to cut their budgets from that limit but that was a one-year exemption so again this year the formula is already showing that we're exceeding the limit by 1.3 billion and so that's approximately a 16 cut to our District budget which equates to about 20 million dollars if that limit is not Exempted this year so again this will reoccur annually if the legislature does not do a permanent fix to the K-12 funding formula that would um basically fix this formula that's old and outdated thank you thank you for explaining it to me now it's all coming back it's all coming back from last year yes thank you so we purposely planned for that and we took um it into our own hands and ensured Higley was not going to be affected from this regardless of what happens moving to our other main budget fund our Capital fund I provided a similar look back of the last four fiscal years this is a comparing budget and the dark blue to expenditures actual expenditures um a different the district has previously discussed a little bit about the budget balance in the capital fund um not kind of having a plan um and why the there's been a large carryover year after year but as you've known we've been bringing a capital budget to you um over the latinx last couple years and purposely assigning these dollars to a plan and assigning a budget to them you'll notice in fiscal year 22 looking at the graph we didn't expend the full 10 million that we have planned for the Higley High School building Edition but I represented the encumbers in Orange there which showcases that we are actively addressing our Capital needs with the capital funding that we currently have available um but you can see that that is not a long-term solution to all our Capital needs um so over the course of the next couple years that capital budget balance will be decreased um pretty fast with ideally hopefully we don't have projects to this nature that we have to fund from our district capital budget so I wanted to take a moment to just provide three key takeaways that from our budget funds for fiscal year 22 and looking forward um number one I addressed this earlier but higley's in Good Financial Health and I say that currently as we have the the impending AEL um decision that's going to be that would be detrimental to our fiscal Health if that does not pass well we did budget for it that would pretty much wipe out our and it are completely exhaust our budget balance so again that well I say we're in good health that is contingent on that AEL being Exempted and or permanently fixed um number two going into fiscal 23 we've adopted a new strategic plan and so with that plan we'll begin aligning Financial Resources um to align the desert 22 plan just this goes hand in hand with um the Strategic plan itself and lining budget to those initiatives lastly um you know we've worked hard to rebuild trust and transparency with our with one fiscally and with everything we do so we've made a conscious effort to incorporate inclusive decision making and some of our larger fiscal decisions as well as our strategic plan which those are perfect examples of incorporating inclusive decision making and large impactful decisions which goes a long way in activating diversity which improves Innovation engagement and the overall results of this decision so transitioning to our cash fund summary again cash controlled funds are generated by various Revenue sources many of these funds have limitations on what they can be used for they're not exactly a free fund so to speak um many of these have limitations based on the auditor General's requirements there's two main differences between our cash funds the district funds which are represented here in the graph include food service Civic Center AKA rentals Community Schools in indirect costs but our sites also have cash controlled funds which include auxiliary operations extracurricular activities and Student Activities and those are managed and controlled at the sites the district does not have any influence in how they spend those rather we just account for them so diving into the condition of cash control fund summary um the first graph there or item that you see is indirect costs this accounts for monies transferred from federal funds related to the cost of maintaining and operating our grants the district transfers These funds based on an approved percentage calculation from the Arizona Department of Education so that ending fund balance that's ending cash balance excuse me is relatively flat from the last fiscal year um moving down Community Schools this category represents the monies received and expended related to our before and after school programs as well as our camps and our preschool operations so they're both encompassed in that fund our expenditures related to these programs are funded from the from this fund excuse me looking at the ending cash balance it's still recovering from the indirect implications from covid we've worked hard with Miss Patty Gleason and Kim o'hern to set aside plans to rebuild this fund balance a general thumb is to have at least you know one year's worth of expenditures so if there was a case in which we had no Revenue we could still support those teachers and or families that are that are being funded from this particular fund so one reason why we are looking at evaluating our pricing structure and I think we'll bring that back later this November to the governing board to discuss moving down the list Civic Center this represents our rental revenues and expenditures so are in our ending cash balance has increased slightly over last year um again Party part of it's coveted people are coming back and using our facilities um and so we anticipate that to continue to grow as we have capacity so and then lastly our food service fund um it's for food service it's pretty self-explanatory there the large increase in the ending cash balance is because the district did not charge any indirect costs to this Federal fund so the 3.1 million represents approximately 3.1 or three months of Revenue and it provides a cash reserve and flexibility for the district as we research the cost benefit of Contracting continuing our contracted food service or potentially Staffing those internally so and that is all I have is there any questions questions or concerns for Mr Moore nope all right moving on Mr Moore I think you're next as well for our 7.3 override update please all right good evening president Kaylee members of the board we have another annual report that we bring to you um this evening I will be presenting our bond in override report so this report is required if you have if any district has a voter approved override and or Bond we happen to have both still um I'll get into that a little more but the district did pass a voter approved mno override in 2019 and we do have a voter approved bond that was passed in 2013 and repurposed in 2019.

[Music] as they begin to crash far post Americans cross off the head of howls great ball again for American and Monroe goes tumbling on the ground his attempts to get ahead on that one Dia Scully with a quick throw in a clear missed now Shane Smith comes out to marrigan marrigan looking to make a play sends it towards the flag for wretchen and wretchen unable to keep that one in bounds and exits playing field a throw in now for belgertown and a sub coming in as well number 11. kariappy will be entering the game for Belchertown replacing number nine Weiss throwing for Belchertown and we'll stay there throwing Shane Smith getting involved in another Belcher Town throwing as they creep up field off the head of Shane Smith and once again fourth throw in in a row for Belchertown and they're going to give Howells an opportunity this time Captain for Belchertown and he'll fire a laser up the sideline and marrigan was some great defense and will result in an Eastlawn metal throwing Jack marrigan also having a good game tonight yes playing some solid defense and it's had some good scoring opportunities but has yet to capitalize Mike Monroe being the lone goal scorer for Eastlawn metal so far in this game off of a penalty kick and Belchertown currently with two goals both by Jack Holt one in the first half and one early in the second half for Holt which puts us where we currently stand Holt with the ball and cleared by diascoli and a throw in now for Marquez and Belzer town looking to make a play and the Eastlawn metal is going to kick that one out of bounds another throw in for Belchertown howls once again coming into rescue the Belcher Town throw in looks like they seem to use howls they utilize his long throw-ins as they start to enter deeper into the attacking Zone reminds me of Dante Bates last year with his yeah missile of a throw-in it really helps create opportunities I mean absolutely when you got someone who could put it all the way inside toward like almost at the PK Mark yeah from a throw in I mean that that's a freebie all day and a quick shot from Holt goes off the back of the unfazed Richard and Morgado comes out of his net scoop that one up as he allows his team to reset up field Richard and Monroe waiting for it up field Oliveira getting involved as he chases that one down looks towards the far side we're gonna have presnell come in for let's see I think that's Lucas shibelli yeah exiting the game for East Longmeadow gonna throw in from Oliveri off the head foreign I can't even tell who that is I think that was Shane Smith now Olive area again with an aggressive play and will result I believe it's a corner or I think it's gonna be a throw in for howls another deep throwing Howl's winding up set to take the throw in running start and he'll fire it just inside the 18.

so I will present out the expenditures the plans for next fiscal year um on those two voter approved authorizations so first our mno override thank you Curtis for providing these lovely pictures of our our students um but there's five main bullet points in which that no override was approved and initiated for first was the increased teacher compensation a second maintained and improve our elementary specials such as Arts PE music and District Athletics three provide Staffing to me maintain average teacher class sizes and four support gifted special education all-day kindergarten and provide educational resources for our classrooms um diving into this is a pie graph of fiscal year 22 expenditures this is a estimated representation of how those expenditures occurred in fiscal 22. the total increase to the district operational budget was about just over 12 million dollars which I would say higley's Beyond grateful for that additional funding which allows us to continue to support those programs in the specials the main part of that pie graph I won't go to each one of those but was to help support that teacher compensation increase that the governing board approved last March and so looking into the future that estimated budget increase or fiscal 23 is about 3.3 million as a reminder the Seminole override is a percentage increase off our RCL our Revenue control limit um that that percentage increases 15 percent so as our budget or our district continues to gain more students and grow the override will increase as well diving into our voter approved and repurposed Bond so initially this our voter per Bond was approved in 2013 repurposed 2019.

so our La I think it's my date may be off if it's June or September of 23 it might be September but you'll have to come back one more time I believe is what it is and then and then we're done all right you want to make a motion yep a motion to approve the update to the district 2022 2023 coveted mitigation plan as presented I'll second is he on yet calling him back all right all in favor aye aye all right the motion carries three to zero this is painful all right um discussion and consideration of approval of the 2223 J.O Combs Unified District emergency response plan so we have two things going on with this plan again on Emergency Response plans uh what's uh what's provided to the public is not the complete plan just because of the sensitive nature of there so what you'll see is the response plan that's at a very high level that speaks to the overall aspects of our emergency response plan what I would really focus for you on this plan most of it is what I know uh Miss Hargis and maybe Mr Ray have seen before but at the same time we are working a behind the scenes support part to really expand the emergency response plan for our staff members if you look at the last two pages of this plan you're going to see that the new one will be a online plan that will be available to staff members that they can click on these buttons and give all the information they need to do it it has a lot of detail pictures of for the uh for Emergency Services where if they were to come to one of our sites and want to see Hey where's the shutoff valve or we got a picture not only a location but a picture of where it is and so much more detailed plan what we will do is have you guys approve is it blue State the plan the plans are Blue Stake but I don't know that the ground is blue state which seems to be the problem um and so uh what we'll do is we'll approve this high level plan that you've seen and then when we seat the new board member in January because of the sensitive nature of the plant we will run a an executive session whether it's January or February and Mr Anderson is is creating this he's created this in other districts we will come in in an executive session we will show you how this plan works these uh both both this front this back will be tailored for every single site in the district so if you want to see something in harmony about where's the shutoff Alvin Harmon then you click on that yeah you'll find out how long they'll take you to get through but it is it is uh it is unique for each individual school that is just about done um and so we've shared the initial run with leadership and we'll continue to share as we finish they'll have a chance to to understand what it is um but for for tonight we're just asking this high level uh Plan B uh approved a lot of work very much appreciated yeah yeah all right do you have any questions on that I motion to approve the 2022-2023 Jo comes Unified School District emergency emergency response plan as presented I will second all in favor be there all right eight points that discussion oh uh discussion consideration or approval of the land lease agreement between Combs Unified School District and the cctmo LLC yeah what this is is we have a dish has installed uh uh whatever I'm trying to say now let's see down at CMS we have a number of towers what happened is this needs to install some ground equipment and because of where they need to we went met with them uh Christmas time or summertime excuse me and uh where we need to locate we have to go across the bus turnaround that we use for special education we're going to put it up against the uh gymnasium but because we're going across that property we need a uh an agreement for um uh it's one of those nights sorry guys we just need an agreement for we're almost done yes uh to put that to put that equipment in because it's going across our property so that's all this is is just agreement to allow us allow them to go across our property so we recommend approval as presented it doesn't change anything that the towers there this is additional equipment that they're adding to for the tower to make it more uh efficient it just it couldn't be located next to the ball next to the uh dugouts because kids could get in because it ends up having I think a six foot uh six foot uh fencing around it or or wall around it so we moved it over by the gym and it just made for a better location but it now means they're going to have to dig up our property and so we needed a utility Amusement that's what I wanted utilities meant across that part of our our campus are they when they do that are they putting back all the asphalt all that that's on them yeah that's on them okay oh they're gonna just pour it yeah yeah okay and that will probably they're blue staking that too that's where they look at the plans or right okay uh I'll take a motion a motion to approve the land easement agreement between jail Combs Unified School District and cctmo LLC as presented um I will second all in favor I all right 8.7 discussion and uh consideration and approval of uh retention stipend if you'll remember back in the spring as part of um the budget we had made a recommendation that we would go ahead and move with a retention one-time retention stipend of two percent using esser's dollars um it was based on rewarding those people that had stayed with our district and come back last year we did one percent but we gave out some other uh another one percent stipend and the discussion and budget was to rather than give out the two in order to reward uh those staff that have come back uh to just do one and then just increase from one percent to two percent so this action item is to go ahead and approve that for uh for our staff members the way it works if you were with us at the end of last year and you were with us as of the end of this quarter then we will go ahead and give them the two percent of their base salary so if someone has additional dollars associated with coaching or something like that that's not calculus related in it's just their base salary it goes to certified staff support staff and administrative staff it's for everybody and it's just a way to thank those individuals that have been with us obviously if this is your first year here then you would not be eligible for it so I'd recommend approval as presented any questions on that all right Steve questions no go ahead I motion to approve a one-time retention stipend of two percent of the base salary for all eligible staff as presented I will second all in favor aye motion carries three to zero um let's see 8.7 discussion consideration of approval what 8.8 8.8 well whatever I'm still reading the same discussion and consideration of approval for fencing upgrades at the high school Under um one GPA is that like the that's a Cooperative that's their thing yeah it's not their GPA no um contract number 22-12 P again this is what we were talking about earlier as we remove the as we move the dirt on the North Lots North of ranch uh there is a portion that was not fenced off um we fenced that area off really because of the dumping which which we're trying to stop people from dumping on our property uh the secondary reason was because uh the kids were riding ATVs and quads on the on the dirt and we left open that one area but it just meant they slowly moved over to that area on the weekends and they use it as a racetrack and so just for our own liability we've decided to fence it off we're only going to go with a four foot fence they'll have a gate access that's in part to keep costs down and so I would recommend approval as presented I motion to approve additional fencing upgrades at the high school as presented utilizing the one GPA contract number 22-12 I will second that motion all in favor I motion carries three to zero number 8.9 discussion consideration or approval of the fiscal year 2023 Capital plan good evening Madam president members of the board Dr Wyman colleagues members of the audience Bob's not here foreign action item 8.9 is our Capital plan ARS 15 20 41b requires
