to make uh Dr Nolan's secretary Pro Tem third excellent okay Dana so there's very little changes to the final budget from what was presented in the tentative on the revenue side um in your booklet you'll see it all but and the revenue is the only thing that we changed was interest for every fund the interest amount already surpassed what my candidate budget was so I increased it for every fund and then I think there's a Medicaid fee um that one was coming in higher than what we had projected to so I increased that a little bit and then on the expenditure side the only changes were in the education fund and the operation maintenance fund um very minimal most of them were related to Personnel changes so some of the vacancies that we had we filled so we knew the exact amounts um we kind of made a code for internal substitution so we can track that a little bit better textbook adoptions was more of a shift from a district-wide accounts more into the curriculum area and then the grants that are normal so the grants that we know we kind of put them where they belong um overall very minimal change um still landed with the deficit balances in the O M fund the imrf fund and the tort fund and then overall projected FY 23 balances and all of them will end in positive fund balances um so the last slide where it says projected bounces of FY 23 you'll see those are the ending numbers kind of the cash reserves the fund balances whatever you want to call them still are positive for fy23 foreign thank you looks good comments and other questions facility emotions so moved second Nolan yes yes foreign here Temple here melon here and here here now I need a motion second to leak Eric Nolan uh secretary Pro town motion second yes all right Temple yes yes yes yes yes I need a motion second to approve tonight's agenda second okay yes and both yes Nolan yes yes please join us from reciting the Pledge of Allegiance allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all but to welcome everyone who came out in those uh viewing from home welcome thank you we have some of our CA Representatives with us tonight thank you for coming out and some of our administrative team as well thank you for coming out remember we have no public comment this evening so we'll move on to action reports get a motion second to discuss and approve the consent agenda so who won that candy yes okay Dana um it's nice revenue and expenditures are included expenditures are trending at 17.01 compared to 15.06 a year ago impact fees we received 116 694 for another 15 home search no transition fees this month Bill's payable report for October for both Northern Kane and Central are normal at a Casella company the senior manager Kathy Naughton who was here last year will be here again next month to present our audits they're really close to being done so fingers crossed that we get that completed so they can join us at the next board meeting on the 18th for both Central and Northern Kings and then last month I know I briefly spoke about the school maintenance project Grant there's a part when you're applying in the application that you have to have it kind of officially at a board meeting so I wanted to put it back here again one more time so we're going to apply for it to 50 000 match so we're going to basically duplicate what we did for Lilly Lakes generator do the same thing for hbt and um it's the same exact thing so after tonight I'll apply for it and get us an emotion for it yes yes great great yes yes thanks for any motion a second to discuss and approve the 2022-2023 budget second geez so um a public hearing was held at 5 50 tonight went over the revisions revenues and expenditures there was no public comment um after it gets approved tonight then we'll upload it to the legal budget upload it to ISB put on our website delivered to all the counties and yeah that's it any questions for data on this you just kind of went over all right Temple yes yes Alexa need a motion second to discuss An approved overnight trip to allow three Central students to participate in the All-State production of Shrek the Musical the shirt the musical no truck second one to me this was information your board pack had last month now it's coming for Action this month so yeah it looks like looks good yes yes right yes yes motion second excuse me to approve the overnight trip for Danny Kirk who's an 8th grader to represent the Middle School the IESA state cross country meet in Bloomington Illinois second now um we received notice um middle of last week that we had a student that qualified for the state meet included that in an email out to the board just let you know I'd be including it as a item here for final approval all right enter yes yes a thief yes yes Nolan yes Gorman yes any motion second to discuss and improve the affiliation agreements including the board packet provide externship opportunities for students seeking veterinarian assistant certification some moved second good memos included in your board packet um what you can see is that there's five new affiliation agreements and one that's a site renewal which has to occur annually all right ready yes yes Temple yes Nolan yes and last item in your motion second to discuss and approve the intergovernmental agreement between 301 and King County Sheriff's Office to provide a student resource officer to the district second uh Dr Mangan and I have been working with um our legal counsel and the state's attorney King County State's Attorneys legal counsel and also with Sheriff Payne uh we're grateful for the relationship that we have both with the King County State's Attorney's office and with the sheriff's office we're able to reach um an agreement on a contract that would run through 2025 and then could either be extended with mutual agreement or terminated um with 30 days written notice by either party one of the nice things oh one Sheriff Payne was elected and became sheriff he reinstated what had been a previous practice years ago which is that the cost of those student resource officer was split between the school district and the sheriff's department so he reinstated that that's something that we're very grateful for so it helps make it more affordable for the district before we were paying 500 percent under the previous Sheriff okay so we're grateful for that um so we split we literally split compensation including overtime now if we would have to have an extra detail we would have to pick up the price for an extra detail but that's reasonable are there any changes between this agreement and the last one some of it relates to the trainings and that we were able to there's certain trainings that changes in the school code for trainings for student resource officers that were able to get included in this agreement so like some of it would be like working with the sheriff's department working with our officer for even things like CPI training and things like that all right yes yes okay who got information the enrollment report is included in your board packet there were some changes as we were looking at the state data from last month to this month so um it's cleaner this is very this is a cleaner version we are 146 students at this point from a year ago at this time so that shows our growth in our district which is a 3.14 growth rate at this point over last year just for this month compared month to month by the committee reports for assistance um so I showed up a few minutes late today to the curriculum committee meeting but we were they were in the middle of discussing um how to support uh teachers at varying levels uh with regard to diversity um and in the classroom LGBT stuff racial stuff and how we can support teachers uh we came up with the idea of there's already um a kind of Faculty libraries that exist in the buildings and what would it look like if we kind of had specific books targeted at how to support teachers kind of incorporating this in the classroom which at the end of last year in the CCC committee there was a good amount of anxiety about um different things and how we're going to have these conversations what if we don't know what to say what if parents come back at us because we answered a question a certain way that they might think is an appropriate way to answer their question and so how do we support teachers to feel like they're equipped so came up with the idea of exploring what that might look like in the seven schools they already exist in different places in the schools but we'd specifically be looking at getting materials to help with this type of intervention and support for incorporation of these kind of ideas in the classroom and then uh the second half of the meeting was spent surrounding grading policies and and how do we how is um how is uh you know learning demonstrated how is it measured and then what are the strengths of kind of the way that we're doing it and the potential weaknesses and really opportunities for growth we did not get to the second the third and fourth ones because we really spent a lot of time uh splitting to K5 and then 612 kind of two groups talking about after each of us had kind of provide our own ideas on there really talking about what that looks like in the K5 level um really recognizing the application of some of our ideas especially um in our younger K-5 kids has been challenging for one of the teachers that was there recognizing hey we can talk about it everybody gets in the class but the independent ability to kind of then apply some of these different things that we're learning and put them into practice and extrapolating from one thing to the next has been noticeably challenging um and and particular with our second graders just because they were our coveted class kindergarten was two and a half hours every day if they chose to come to kindergarten first grade was a pseudo-normal year last year and then this year still so you know our teachers that have been here for a while especially our younger grades are recognizing clear differences which obviously is going to extrapolate moving forward so we're going to continue a grading discussion about you know how we can work to be creative and and I'm I'm I'm blanking on the language that the high school people just a couple things they said Esther right at the end uh their discussion really surrounded they're still doing a lot of traditional grading but they really want to move to more of a personalized learning one of the teachers talks about how he really did personalized learning so he had students that were maybe a week ahead of other students in his classroom and made some adjustments more of the phenomenal so much more student focused and much more student-led in terms of their learning they're trying to move to in nk5 we also talked about to the creativity right so if our teachers that the three teachers that we had there and so if we recognize that something is lacking or there's an assessment brief assessment that led to some wow where do we go we got to stop figure out what happened pivot maybe you're taking a break for a day in math because you have to go back to the thing two days ago that you thought everybody knew so encouraging them to be creative um and giving them some latitude right to to do what they need to do in the best interest of their kids um and kind of balancing you know want to be data driven want to see progress but the same time how do we balance that with again especially for these younger kids of social emotional needs that they have is is challenging for our teachers so understandably so some discussion away from greedy really talking about right now we currently do traditional grading and that at the 612 they talk a lot about traditional grade and they felt that sometimes they're not able to meet the students where they're at so giving Choice novels one of them was an English language teacher talking about Choice novels so students just do maybe science you know fix Ed to do that to get buy-in but looking for the end goal of the same outcomes the other teacher was an honors AP teacher so he does a lot of much more personalized learning where the students are some students are way ahead some social behind some are working directly with him for instruction others are choosing to be more independent and doing more of a focus like a blended class yeah it's kind of like even though they're all in class he's kind of running it that way the middle school teacher talked about still very traditional they're trying to move to a little bit more student-led where it's a lot more student focused and more better for student engagement trying to look away from that typical grading which is all done on either summative assessments those end of unit assessments or those types of things it's informative more formative pieces so as they're working along the way they're adjusting their learning as they see the students needs inside the classroom instead of just continue to move forward kind of like what Eric said was to kind of back up and re reteach something or re-look at it and then go back at it to make sure that students are successful as we go along with sometimes that could be a pendulum they're playing with it right now so really so we have different students and our different teachers in different Pockets that are playing with it not not a 612 initiative at this point that was just English science and then we had a socialized teacher at the middle school level what future that's where they will hope to get to so our conversations about what where are we at in grading right now and then whereas we're going to hope to get to with grading I mean we have I mean to be fair we have Caitlin this year that's doing standards-based grading for the first time right we have u46 that was there five five years ago maybe I mean like we're moving in that direction I think it's about how we how we implement it at what levels how to you know that that's what does it look like exactly in reality and I mean I have a lot of parents in in taneland um you know who who are confused about like understanding it so I think there really is an educational component not only for our teachers but for our parents who I think we have a lot of anxious parents who want to know exactly what their kids have in the grades that they have what does this mean is that and I think that that that's going to be a big a big part of the educational process as well that's really about getting the students engage in their own learning knowing where they're at and so that they know what they need to learn we talk a lot about outcomes learning targets with the 612 so kids know what they're expected to know at the end of the period and exits books about really understanding what that means to them and not just doing a lab the sake of doing a lab it allowed to have this one kid who writes all the answers this kid who does the lab and the other two have no idea so they shifted last year in the science department as a whole to do more assessment based so they do the lab They Don't Really collect their lab books that's all for them to learn but they give them an assessment and they have to be able to answer that session they have to have been engaged in the process to know and be successful in that assessment question all right diversity equity and inscription committee all right so this is a district-wide committee we've had you know Administration from all levels from the high school middle school and Elementary um just from the various grades there's also had some teachers come as well we meet weekly so far we've had 10 sessions since August 10th I'll say that when we began on August 10th we probably had roughly 10 students we've probably grown to 30 to 35 students come from all diverse backgrounds we also have grown and even just administrators and some of the teachers and staff were probably sitting around 50 and this is actually pretty cool because we get together at 7 A.M so on Wednesdays and we have come up with the mission of trying to bring Awareness on the different types of issues with diversity Equity inclusion we've had some really intense conversations not just from the students but the you know staff members on just you know our own diverse backgrounds and what we all bring to the table I feel that we're at a point now we're students are really really engaged as Esther mentioned it's definitely student-led and focused they come to the table with the different things that they want to see happen within our district right now one of our initiatives is going to be on March 3rd we're going to have a teacher and teacher Institute at the high school and this committee is actually going to be a keynote at that and they're going to so you know provide Insight they're going to break out into some small groups as well and so not only are we having conversations but we're also coming up with actions as well you know to kind of help with this initiative it's a pretty exciting I can tell that the students even though we're dragging them in at 7am um they're happy to be there they're telling their friends it's growing in population and so it's definitely something that I think our district needs um but you can see that it's welcomed and a lot of our go ahead I was going to say how are you finding you know the adults in the room so if that's you and you whoever else are people are designated we'll call them leaders are you guys working on facilitating conversation among students in the faculty do you feel like it is a collaborative process is that how it's felt for you guys or what's happened like absolutely I mean to your point um I think at first the students are a little shy you know trying to it's a safe place feel free to speak um of what you want to speak to I think it's just grown on a staff level because we've invited others you know to kind of attend and they've been interested um I will say that I'm definitely one of the people that calls on people um and says okay it's time for you to say something Mandy so I do but I think it just brings them out and you know they're all just open to having the dialogue and I think what really helps is that you know not just for the staff but the students but once they hear their peers say something that it makes them want to say something and then it just ends up being a huge collaborative discussion at that point so and it's kind of just been morphing into that over time I mean it's incredible to listen to what these students have to say and the experience that they're bringing to the table and not afraid to really speak what they want to happen uh part of their goal is really to transform the way people think understanding that people are not what they are on the outside but really what they are on the inside and seeing them and transforming uh not just student body but also our staff and how do we go about doing that so as we're looking at activities you know partly they're the voices we're calling it The Voices within uh that's the keynote that they'll be giving we also have two other Keynotes Dr Nolan's coming along with one of his colleagues at his own uh business and then we have another gentleman who will be coming to kind of give us a diverse look we're breaking up the teachers in elementary then middle school and high school three different groups so that we can rotate them through and have some activities our students were really excited about this opportunity to do this additionally we're going to look for something like the old International Day to try to get some awareness about cultures and some of the other elements of each of our cultures within our district and so we're looking to get more a community based Initiative for this year our goal is really 612 focused this year and then moving down to K5 next year it's just too much to bite off in one year the other piece that really has come out that really has touched my heart I think is the students talking about identity crisis in middle school and not having adults that look like them and not having somebody to connect to so how do we find those peer leaders that might go down to middle school and do almost like if you will a Big Sister Big Brother kind of initiative at the middle school to have access and have students have the opportunity we would not force that but maybe a Google Docs something to sign up if they would like to marry up against a high school a student that they connected with so having them go down and educate the 612 the six well the six eight group they're very very excited about that they've been working with Charles Horton who is the sponsor for their club and so they're working almost side by side with us we're doing a lot of the conversation about more Global activities and then they're doing more of the internal activities at the building level with Charles so it's it's really I mean we're very pleased with how it's going I think our students are very pleased with how it's going that's really present in the number of students that are willing to get up and come meet with us at 7am I think they come for the donuts so everyone we do serve them Donuts but every Wednesday morning so it's been a really good experience I think for all of us absolutely well yeah request we received a request from Smart procure now you're familiar with their requests where they're looking for purchase orders and things like this this was a request for um employee information where they're asking for the first the last day of employees their position title their department they had a direct phone number for work uh email so we would we would were able to respond to the foil and um in part what we would not do was share any personal contact information so it was just only district contact information that we're that we shared so but that is all we have tonight I need a motion seconds to adjourn and go into executive session second thanks everyone

testing one two testing one two before testing one two three testing I followed the place okay okay I hereby call this meeting to order a roll call please Brown is here Mrs Galbraith here Dr Hall Mr sawales here Mrs Walters vice president Ruth here president Albright here please stand and join me in the Pledge of Allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all right and miserable could you please read the mission statement sir our mission is to empower each student to positively impact the world for a bright new future great okay we have one public comment from tonight it's Mary Bragg and the topic is issues with pay and insurance of the board and administration um Mary break on behalf of secret money Education Association I come on behalf of all of our members we have with the changes and programs and with retirement of staff and new people and there have been issues unfortunately with members getting paid properly and it's been for several weeks now I know we're short guest teachers and teachers are giving up their plan times to cover and unfortunately that ball of when they're being paid in a timely manner is not happening and oops there was a problem this check it'll be on the next check and it's not on the next paycheck so you know we're sitting here we want to retain members we want to retain teachers and we're not being compensated correctly in a timely manner Mr sermon I have talked about it we're trying to get to the bottom of it but I want you to be aware of it and then the other issues with the changes with the insurance and we have members who don't know which glitch which problem whether you know whether it was Blue Cross Blue Shield that dropped the ball because members checked they had coverage members scheduled their doctor's appointments they go to their doctor's appointments they don't have coverage so again it's something we're trying to work out but something that you need to be aware of because not cool to go to the doctor thinking you have coverage and have a procedure done to then be hit with a massive medical bill and then last but not least we understand athletic fields are a priority but athletic fields only impact 200 to 300 students with those facilities whereas classrooms impact almost 1200 1300 students at the middle school so putting those additional classrooms on really should take precedence over the athletic fields and trust me Sports I'm I'm a former triple letter athlete so I understand the importance of sports but our first and foremost we are a school district to build the academic success of our students and that means they need the learning space to be able to accomplish those roles and those skills that they need to be lifelong Learners thank you thank you oh Cheryl is there any more public comment next up board updates and you can seeing as Mary did talk about it I was going to ask where are we standing with some of these issues that we're dealing with I mean we've gotten emails on money wasn't taken out money was taken out same thing she's talking about are we have we found the problem and are able to fix it or where are we at in that process so that the board is aware please I think I think there's there were a number of issues and one you know I think I addressed with the award insurance payments that were erroneously taking out some double ones and all of that and corrected that issue there are some procedural issues that are taking place when it comes I know Mary and I have talked about with internal subbing that is not only I will share this it's not only within my department some errors but also at the building level two with us getting information in a timely manner we've put a process side effect we just had a discussion today about communicating out to the building what those deadlines are because we are under some hard deadlines with our system now in operating payroll and so that needs to be turned in at a certain time and if it's not it's going to miss payroll it just it just happens and so there are some procedural things in Reading when those times are and I'll correct those issues those will be corrected and those will be those of you caring did the deadlines change for when this information had to be submitted the deadline has not I'll be honest with you the deadline has not but it's been very loosey-goosey okay I was just wondering because one of the major complaints was that they were not getting those extra hours paid correctly right and again there were some that were not that were missed by my staff and I think care of that and some checks and balances in this is not just by my staff and then there were some that we were getting late after the deadline and so they weren't so again it's a it's a multitude I'm I'm not blaming anyone all I will do is blame my own department and say that we're okay so the fix with the schools is has been addressed or were in the process it is in the process right now we just had a discussion today uh between personal culture in the business department that we're developing communication to send out to all of the buildings from the principal all the way down we have a principal meeting tomorrow that we're going to start that with and then we'll get it out to the support staff of knowing when the deadlines are and it has to do not just with on weekly deadlines but there's also deadlines when it comes to putting through stipends and all of that that you know those need to be tightly that you know it's a brand new process and a full process now so so we we feel comfortable taking care of it okay so will your department be double checking to make sure that all the buildings have turned it in when it's deadline time will we have somebody doing a double check at least until we get in better shape with them getting used to it we're doing a joint communication and in fact Dr carer is making sure that we're taking it okay great I just want to make sure because you know we do get the emails and it's good to know exactly where the mistake I mean granted I know it's a new system or updated system whatever but yeah people do relying when they when they're working 10 and 15 extra hours and and they're reliable you know again I I I'll just say that I apologize for mistakes are happening on my team and with my people I apologize for that and we'll Rectify that file that checks and balances in so it doesn't so so is it not a system problem meaning you put in you've transferred over to a new system so is it a system problem because I think it was two years ago or whatever we had an issue where we were trying to get I think the auditing or whatever and I had mentioned just call the company we pay them every month tell them to come in here yeah I'll tell you it's it's a little bit of a system problem but it's mostly a procedural problem we are and I'll tell you we're manually entering too much stuff that's what the problem is and you know we're what we're trying to do is move things over to an electronic uh format so we don't have to manually enter because that's how things get missed is we're getting all these multiple timesheets um and you know we're trying to filter through this so we're trying to make it electronic so that that's another side thing I'm working on it's really not the system itself you know there are a couple little glitches but it's mostly just all the manual entries that have to and no way of calling the company and having them come in and train us on making that better module or something of that there are other companies that can do that for us but we're trying to rectify that there are some things within this in the system and you know again there there are some things that we can't do true electronically like an electronic time clock there's some things we can't do like I'll give an example you know Mary brings up internal subbing we can't do that with an electronic time clock but what we're trying to do is find an electronic way of doing that so those things don't have to be sent over on a manual basis and then so it's those things so that that's what we're working on and every school district experiences this I know it's not the mistakes in that but it wrestles with this whole manual entry thing sure I can't I'm not sure if this is the right format to talk about this but it may talking about compensation this is hot off the press I got a couple calls today regarding custodian jobs being compensated head custodians and this I was unaware that we had hit custodians out there that are in the union some are not is that a true statement not that I'm aware of I believe there is one head custodian at the high school that is not in the Union I believe he's a lead custodian I'm not sure but I I believe that's the only one it was because that originally was you know uh I've just mention your name Bruce Dillard was used to being that in that position he has now moved over really the building and grounds and overseeing War and so that's the only position that I know that's not in the union I know Mayors can see me I don't know why she's in cmea that's an acne so we get we have that's a choice [Music] that's I I was baffled by hearing that oh so it's a part of the bargaining agreement but if they don't want to pay dues and not be in it do they have that opportunity sure so it's a union position s he or she may not want to be an immunity I think when Mr Brown is saying it's not a contract whose terms and conditions are partying agreement during the high school managerial and work with people at one point he was a member of our priority I don't know about the classroom but certainly before that but yet so confidential employee is defined the guys at High School so that being said if he chose not to be in the Union and he puts in for his retirement you know four years prior to retiring retirement and he can kind of six percent he or she collects a six percent year on year on year is he required or she required or can are they what's the word I'm looking for we just went through negotiations with with uh Acme right several months ago are they entitled to the Wake the pay increase Acme this yeah ahead the head the head I think this is a very specific question maybe you can address with Ken and and or consultant because because like I said I don't know it's a format with this yeah again I'm just trying to bring everything that was conveyed to kind of throw out speculation without the facts I don't think is helpful I think I know what Mr Brown is referring to Mr Robert I'm not throwing no name so if a person put in for retirement prior to this contract being gratified and approved all they get is a six percent they do not get the 4.50 4.50 increase they only get the six percent increase are they allowed to work overtime this particular person we we don't know the answer to that yet we're checking that out with IMR okay all right uh okay I'll be more specific as I learn more sure and you can share that with the board sure okay okay thank you um I have a board update I uh participated last Friday in the at uh CSK assistant principal Ali put together a an activity called Real Men read and she had um uh I think there was 18 of us came in to read the various classes to see men as mentors and and uh so there's 18 seven of which were young men from the high school all very nice young men and it was just a great activity I was assigned to miss wojak's kindergarten class I think that was because they thought I could handle the reading material over there yes I did so and uh and had a lot of fun trying to keep attention of some Wiggle Butts on the sitting on the floor so now it was a lot of fun so I was glad I did it yes so anyway that's my update any others okay uh administrative updates you have none before I get a motion on the consent agenda uh to any board are there any items on the consent agenda a board members like to have removed for a separate vote there's none that I would like to remove but under the business when we are looking to approve it says approval payment in the amount it doesn't say who we are approving the amount forwards it says the work scope don't we typically have the contractor assigned to the money that we are approving um typically normally normally we do in a business item under a separate action item I just shortened it in that you mind putting that back in next time around I think okay thank you um so I would I do have a need to take out the Personnel report from the consent agenda and we'll vote on that separately so I'll explain when we get there so can I get a motion to approve the consent agenda motion but are you yes you have to have a motion to take that out before you don't don't you no it's a motion can I have a motion to approve the consent agenda without item C second are there any other questions or comments on the consent agenda yeah the only question I had was for Ken under a business so we're making four payments can you give us an update on what's going on with the buildings because I still see people here sure uh we're probably at about 85 percent completion on the buildings the two main issues that we were I don't want to say we were having but have been rectified now is that we did fire up the boilers both here and at um I believe almost all of the immune events have now been installed tested balanced working and all of that so that is being done we still have not gotten the chillers in uh we were told the end of this month but now that's been pushed out the same thing has happened now with the elevator over a Crete that still is not in we don't know when that's yet it was supposed to be in the beginning of November that again has been pushed out so we don't know when that when that's going to take place so for the most part I would say we're about 85 percent complete on all of this is the heat on in all the buildings as far as I know that he designed all the buildings I'm just looking at Pete and he's nodding and said yes and it's Allah that that I'm looking at the middle school people saying no it's not out at where are you ready and last week I think one of the other buildings didn't have heat either so with it being cold as it is I know it's going up but it's going to get cold again right make sure we get addressed that we'll take care of it um but I wasn't aware of the credos Balmoral they still have a building uh with no door on it are they is that an Overhead Door there that's exposed to the hotel I am just I'm looking actually as we're talking here bill just to see I'm looking at an update I just received to see if there's anything on here I'm going to ask Keith Keith have you heard anything about the doors or anything like that on that area where the water tanks are yeah at the end of this week which was a really long lead item but it came in fast so I said with the service door I don't I haven't heard on that but they were talking about the overhead door so so we're good and then obviously we're at around 80 percent build out probably probably they still have the 10 retention retention yes okay yes I think the other thing I will mention to the board is we have sent out uh the bid documents for next Summer's construction project already that bid opening is going to be the end of so we're going to be way ahead of the game we've also put some stipulations in those contracts for contractors to order things if they're awarded the contract so what we're hoping to do is award those contracts in November and if you can in the FYI this week would you be able to just give us an updates that the heat's on and all the buildings to make sure okay any other questions or comments for the consent agenda okay roll call foreign ERS aye vice president aye president Albrecht aye motion carries okay on the Personnel report on page two the Personnel report there is was a stipend for Eric green typically we don't approve siphons on the Personnel report so that really shouldn't be on there it's not requires our approval so I'd just like to get a motion to approve the Personnel report um without the line for Mr Green is that sufficient no move second any other questions or comments on the personal report we'll call when you're ready Brown is an eye Mrs Galbraith aye Mr swallis aye vice president Opera aye motion carries okay is there does anyone have any old business yeah I had one item um JROTC so I understand you know we're down an instructor and there's approximately 120 kids in that program how are how are we looking to replace that person because I can imagine petty officer is probably pretty overwhelmed yes yes so we have gone Commander Jordan that we have been working with he is looking to recruit some candidates from what I understand there are a few of them out there but there's a process that they need to go to through with accreditation and so forth so generally that takes about four to six months that is why it's been so difficult to feel so quickly um in the meantime we have a substitute I was going to say so in that meantime four to six months that's a lot of pressure to put on someone with that right with that many kids and how many classes so what is that our answer the substitute that's what we have currently I believe there's approximately 15 students in there now okay any other old business items me he was still going to go um while we're closed for winter break we're going to move central office into the bank building is that correct yes okay is that all solidified as a rental deal I'm working on that right now okay because um I heard on the street am I allowed to say that I heard on the street there's rumor that that building is up for sale or will be up for sale or they would consider talking sale are we hearing that are we interested what's the dealio I've heard that I've heard that it is for sale be interested in pursuing that okay yeah that's a nice building and it's been well maintained I've been in there numerous times they did remote learning in there with the park district it's a nice setup I was just wondering I mean sting is it so close proximity to us I think that um it's something I can look into and see I know there are a lot of I don't want to say legal loopholes to jump through but there's a lot of things we have to jump through in order for us probably purchase some property I mean we've done it before so I can look into it if the board wants me at least to look into it and see if I can I can do that what would be the purpose of it like I think one of the things that I know I've thought about is the fact that would be able to allow us to expand our EOC point exactly that's what I'm thinking take over the rest of our classrooms then expand that program so so that's one of the thoughts I would you know we would look at moving you know all of district office over there permanently now what I don't know is you know whether we would have to expand that building at all or anything I don't know that and speculate on that but again I can look into it and see and as I start preparing an additional plan and looking at maybe some future financing for a bunch of things that I include that I can include that and see of course I can have conversations with them that was my thought because we are always hearing from our kindergarten teachers that they would love for more children to be able to go to ELC to prepare for kindergarten sure and I know we talked I don't even know how long ago Mr Brown might remember how long ago we actually talked about putting this all back to classroom and trying to find a place for district office and it might have been during one of our facilities meetings or whatever I don't know if you remember but I think it's something that at this point um it's worth looking into the I do know the building has been maintained like roof and all that stuff is supposedly in good shape so you know it might be worth looking at and then seeing what what it would take to put this building back to classrooms sure yeah so Ken once you do some due diligence and sure come back to the board with that we'll do that yep any other old business I have just one question can regarding National investigation agency with their members I guess going out there and worrying police uniforms for the district or the village that they represent again I it's hot off the press and it was told to me by a village trustee actually that this neighbor and he a hundred percent vowed for the student that lives there attended School District and but lo and behold one in the National investigation I guess employees wore some type of uniform with a vest and pulled out a badge something to that nature again I cannot confirm that sure I don't want to allege that that actually happened but this is what's shared with me and I just want to know where are we did we find out a little bit more is there a standard there and if possible we have given all of that assignment to this particular vendor right we're not doing anything when it comes to investigating so let me explain that sure so National investigations is a tool for us sure you can use for residency and so it's that initial tool that we use not only for new students but the conversation that I have had with our registration staff is if there is someone through this process that can test that and we have the right as a school district to override and so what our registration office has begun doing with some of these individuals is the parents will then bringing documents to us will show us and then we were over okay it probably happens on five to ten percent of the cases that we see uh but that's our right again we use that as a tool for that um has it been a perfect system no I don't think so but again as I shared with the board before I think we'll go time it'll become consistent for um National investigation is very well aware that we say when it comes to comes again it's a tool I've asked I have sent a couple emails to them concerning your question about the uniform and all of that I haven't gotten an answer yet however I was on my calendars you were talking on Thursday at 10 o'clock I had to meet okay um so I will that's one of my topics on my agenda to talk to them about the other topic is you know again The Residency and all of that and okay yeah I just want to mitigate them or minimize the you know again I don't think they have just just by Nature the same empathy as our employees towards the neighbor I just don't think so and this is a job they have and if it's a minor infraction or whatever they say you know what I'm looking at a document that says this person here has a different name here I'm going in like gangbusters knocking the door down okay I'm just exaggerating a little bit here but I just want you know maybe a twofold we can handle the self-component part of this and our vendor can handle the more stringent part yeah I think again you know using them as that initial tool and then if there needs to be further investigation we can go to them because again we use them for that too so you know as during the year a case will come up of a residency case sure you know we will contact that we will gather some data we contact them and say we need you to make some further investigation and then they turn that if so you initiate it the district does yes they're not sitting back in a room going in and all without any of our input without any of our okay so we initiated say hey go check this out go check this out so like a new students hours we get a decision from them the contact is sent me back to the parent or the family that you know you're not a resident you won't be able to apply now again this is where the empathy comes in so now there's there may be pushback so when our registration Officer says Okay show us what you got show us your your documents and all that stuff yeah go through that if we feel that they are truly a resident we don't agree with that decision then we will that's fair yeah so that's fair okay okay thank you Ken yeah okay any other old business any new business okay we we do have a need for closed session tonight can I have a motion to go into closed session for the appointment employment compensation discipline performance or dismissal of specific employees SoMo second okay that was some fatties I've been waiting a couple months to do that uh roll call all right Brown is an eye this is Galbraith all right Mr swallows aye Mrs root vice president Ruth sorry still I president Auburn aye motion carries we are enclosed at 703.

back from the United States of America and to the Republic for which it stands one nation under God liberty and justice all right welcome to a special media degree Castle School Board um I guess first item on the agenda is adjustments to the engineer Mr nope there are no adjustments to the agenda for this evening okay um which brings us to item three do we want to hold off on that and because people want to we open up for comment about the okay well that's uh the next item is public comments on agenda items you don't have any comments a lot of people I've spoke to say that this is really Revitalize a lot of their opinions about our district and what we consider important in trying to keep those valuable members is I know that I greatly appreciate it expressed as a bit thank you very much for your hard work and thank you for being very very clear I know there have been a few times this was God's planes so thank you thank you appreciate it anyone else okay hearing no more comments next item on the agenda is alternative agreement for the 2023 Collective bargain agreement between Greencastle Community Schools and the Greencastle classroom Teachers Association Mr Gibney yeah so we've posted the attendant agreement on our website gcta has met and has ratified and by law we just have to essentially discuss or provide kind of a summary degree Pond terms and so really there's not a whole lot to it we are going down to two column salary schedule eliminate a doctor or it column we don't have any employees any longer in that in that third column we are moving the base of the scale for bachelor's from 40 to 42 000.

members we have Teresa Kate and Julie I will act as an ex-officio member and in lieu of a selecting a a new committee chair um for the remainder of the year I will serve as as committee chair just until the board reorganizes um in January of 2023 which is just around the corner um so with that I will turn it over to um Kevin's team whoever would like to to take it thank you thank you so much Rachel um and so um Kim and Kelly are on the line um and they will be the um Representatives on the district side uh facilitating the conversations about policy uh tonight we have a straightforward agenda but also some updates uh regarding our policy status we had a meeting last week with Cabe in preparation for this meeting so Kelly and Kim will provide that update and then we also have a policy that requires some follow-up discussion uh we ended the last year talking about policy 9124 excuse me I don't have my glasses um policy number 9124 and this is the bylaws of the board recording secretary the board might the committee might recall the members of the board Might Recall last year uh as the budget season was wrapping up I was making a case for revisiting the board policy which currently he calls for two hours per week calculated at an hourly rate set by the board to compensate the recording secretary in this case care of Pompano given the the except the the additional committees that are running now um that two weeks two hours per week was no longer representative of the work um in that office and respectively asked for an increase of actually more than five I think we had settled on a number of five hours per week and So currently and I can share this on the screen um one second and this is currently how the policy reads now which was last updated in 07 the up Point are recording secretary at his annual December meeting um and and this is the line that I was referring to currently it's at two hours uh the recommendation agreement was to have language that would record be recorded as five hours um and so I'll leave the remaining numbers for the board members who are not familiar with uh the role of the recording secretary but it's essentially someone who's facilitating all of our subcommittee meetings um and um serving as a secretary to the board on their behalf and so Rachel I'll leave it for the committee for discussion I think we had ended last year that this was a reasonable number to kind of represent the workload in the office so yes any any discussion or questions from committee members I moved so we uh amend this policy to five hours to bring the recommend to bring this recommendation to the full board correct thank you Teresa is there a second second that seconded by Kate all those in favor aye uh all right any opposed motion carries okay and then I will stop this share um the next one and thank you um the next one is uh frankly I think a really good conversation that we had uh with cave last week number one there was an opportunity to revisit the policy work that had been done previously uh by the previous board when Rachel was the chair of that committee um and some of the questions that we asked uh number one kind of given the law during the pandemic um there may have been some changes over the last year and a half or two um outside of the pandemic policies um are there any policies that that remain outstanding and or have there been any policies that have been updated um that perhaps the district needs to revisit very quickly I'm really happy that Kade was able to turn us around so quickly uh very quickly K responded um Kelly had a great idea to help simplify the matter for us and in front of you you will see an update on these policies and Rachel this is a very different list that we had to work with last time when we first started this audit so I'll hand it over to Kelly and Kim so walk us through kind of the status of where we are now all right so I'll start and Kim please feel free to jump in um what we did is we asked uh based on the pay policy audit that was done in the 19 uh 1819 school year we asked for them to um the board did a lot of work in making sure to get our policies back in compliance um and so we asked them to do a latest update just to first and foremost look for any policies that the board is advised to get in place immediately so that's the list of the first six on here and you'll notice number six which is the face masks coverings is with a note at the recommendation of the public health department um so that that is one that we've decided to revoke so we can talk about that um but the other five we should get on the agenda in our upcoming policy meetings um the next ones are ones that um under revisions there's three policies under revisions and the recommendation of the cave audit is that those are policies we want to look at and just bring some of the language tweaks up into uh up to speed um and so those would be kind of the level two work um and then um the K policy audit is recommending that we go through the policies series by series um they recommend starting with the 9000 Series and then going you know in in sequential order after that um just to make sure that all the policies are in place um but this what you see on the screen will really get us immediately into compliance um and then and then we can move forward from there Kim did you have anything additional to add I'm muted no I don't Teresa do you have a question um is it possible you can email that list to me yes we will send this to you following the meeting and also did it Rachel you have a question on a policy or two that were not updated it and sometime in the spring if you you determined that there were some policies okay yeah were those taken care of I'm I'm not sure I have to go back to my notes Theresa and look and and make sure um but we can we can I will I'll do that before the next meeting Rachel if you wanted to share those with us we can be meeting that way I'll do that are there any other questions um so the first six um need to be updated and these policies in those areas sorry I didn't mean to interact interject um you don't have adequate policies in those areas so we need oh no adequate policies the other ones need to be revised sorry so the next meeting will consist of one through five that's for determination today is that okay you know is that do we want to do all five um do we want to break them up into two sessions definitely break them up and they're they're in no specified order other than that okay so you can decide what you want to do together okay and and so Kelly what we've learned um the hard way um is ambition has certainly gotten the best of me in our policy um during our policy audit um is that sometime it's better off to just kind of play it safer um seem to get more traction and more momentum um there have been times we've had five or six in front of the committee because we thought that they would be kind of easier to move um and interestingly enough those are the ones that for some for whatever reason um may have um spurred even greater discussion that we even anticipated so um as to not maybe frustrate the group it might be best to just go with three at a time and we'll kind of go from there and for timing is you know the next meeting I think is not on the calendar until February so do we need to move faster than that or can these wait until February yeah that that's a good question I'm looking at the ones that are up here Kim do you have any thoughts up here I mean I'm looking at Title IX right away yeah I I don't Kevin I'm just looking at you know what we've got posted and I think we probably need a little bit better understanding and I that's why I think it's going to take a little time to go through them one by one about why what we've got is inadequate um and I know some of them are old but that's what I'm just I think what we might have to do honestly is put some of them side by side um you know part of what we did with the web now is we've linked it to the cable policy so when you go on your website to look at word of a policies they Zoom right into the cave um policies and so I think it's just a question of you know why some of these are inadequate and I I think that's just going to be a longer conversation okay so Rachel I I think to your question if our next meeting is not until February um and we have two meetings in November uh one left in October is really spoken for um so I I guess the question would be could we get another one meeting in to review the three and recommend sort of there's action in time for the two board meetings in November given we're not going to have any action in December so if if it's possible to have one um Kim Kelly and I can identify maybe the three that's you know most pressing um if the committee wants to try to get one meeting in before the November meeting so we can have the first and second reading okay and if I could have I mean we can try to work through the calendar now or I can have Cara work um yeah and I can work on yeah the only comment because I'm looking at this red list um and some of them are pretty quick like minimum duty-free lunch periods for teachers and other certified staff I think it's just a matter of making sure we have the right version that's there's not much to talk about either you have the minimum duty free lunch period or you don't so we may be able to do a couple more than three and I'm I'm wondering if we should just maybe dig a Little Deeper on why they're inadequate and maybe get you make sure that everybody in the committee gets the kind of comparison version super early because we may be able to do a couple more than three just looking at the ones that are here okay I think that's a great idea okay well Rachel the good thing is we have um the benefit of having in-house counsel speak to the policies which might help expedite in some of these instances so that will be good it certainly makes the meetings a lot longer okay so I will work with Cara to set up a time before our November regular board meeting um and then you all can pick what you think is doable in in one session okay we just got the information back so I think when Kim and I can let us work on it for a couple of days and put it side by side and then I think we can make a reasonable recommendation we can always be ambitious and try to do five and if we get through four and we're done we can make a decision to kick one that's true yeah and I think the key too will just be Advanced reading because sometimes if we have to slog through it line by line while we're all together it just takes a long time so you know for us it will be making sure you get them far enough in advance that you have some time to review at your leisure before coming into the meeting that will help too yes so in terms of agenda items those are the two big ones it was the cape update which we just reviewed and then the policy update okay anything further from committee members questions discussions that's good to me okay well I still have an hour and 10 minutes do you want me to talk about a few other things can I just clarify so just repeat Kevin so it the Cabe update and what was it what what else did you say reporting secretary provision okay thank you thank you no thank you Teresa I gotta thank Ken for his help I got the laptop finally set up at home so thank you sorry for being late on the call I had some sort of coughing fit I'm still walking through hope you're feeling good okay um so motion to adjourn motion um second view or I just I'm making the motion okay I'll second all those in favor

any one of those three outcomes so to ensure that every school establishes and maintains an active and high functioning ilt so that's an instructional leadership team and that's where the principal School social worker sometimes a coach a couple of key teachers will get together they after school they will have a regular meetings to look at data and look at the outcomes and achievement of the school system of their of their school I should say they do that sometimes with the support of the district office sometimes uh we'll have someone carowanzer push in and help people to really unpack complicated data sets and then we'll have some of our curriculum folks also push in and supervisors to talk about content specific strategies that will support a school's mission of increasing their academic achievement um we will Implement a school Improvement plan review process to provide feedback on systems goals and strategies so similar to the way that cabinet engaged in a strategic planning process um we asked the schools individual schools to develop School Improvement plans and in those plans they work to identify the the biggest blockages for academic achievement in their building and they strategize around specific learner-centered problems of practice so what is it that is is is blocking achievement in grade three in my school because I'm seeing that my grade 3 is not as strong as in other schools or um it's not on it's not where I want it to be or we haven't made as much growth in this area and so that's where we really dive in with a lens to examine practices to examine assessment to examine student work and then to look at um you know ways that we can we can create many action plans around Improvement in those areas so those are important and our Chiefs right now are heavily involved in reviewing School Improvement plans and providing feedback and really pushing on that academic achievement piece to make sure that um you know we are we are centering on grade level learning and that we're advancing all of our learners um so we're engaging principals in professional learning use utilizing the PLC process so again these are the opportunities that we have as peers to work together to drive that achievement and again some of these overlap um developing a systemic process to inform professional development offerings uh with multi-level feedback for our stakeholders so when we provide professional development excuse me I need to exists when we provide professional development we always make sure that we evaluate that to make sure that it met the needs of the teachers and that our presenters are given their absolute best when they're delivering that professional development and so we use that to to for self-improvement um and to push on our own internal processes for for creating excellence um to evaluate the amount of professional learning available at DPS so every year we are always looking at the calendar we spend a lot of time on the calendar we're always looking for ways to maximize that calendar and so as a strategy to achieving all of our goals and outcomes we will constantly look at the calendar meeting time how we organize ourselves during the school day as well to make sure that we're utilizing every opportunity um to to look at data and to look at the achievement of our students um let's see where to let me leave off here um the last last couple ones providing opportunities for administrators to engage in professional learning communities we talked a lot about that and solving uh problems of practice um again right now as our principals are working on developing your school Improvement plans um that is happening uh as we speak um principals will lead Community Building efforts through restorative practices so as we address uh student behavior and even even adult behavior in real time um that we're employing some high leverage strategies to build relationship and to make sure that we're moving our schools and our students in the right direction uh review and revise as necessary all curriculum to ensure is comprehensive and standards-based there is a strong push to move everything just to highlight our standards in our work um and so that uh content and conversations is not just topical in nature or theme based but it's grounded in standards and those standards are very specific that delineate what grade level achievement looks like when you reach it and then our conversations Must ALL aim in that direction so it's really focusing on that and working with teachers slowly over time to build up their expertise in this and to do that with our students as well and then the last one is to monitor provide feedback and provide teacher admin training on explicit structured phonics in instruction K3 perhaps no more important level in our School District K-12 is can think to be found in our our uh our elementary school um all we really have tried hard over the last couple of years to deploy more resources to K3 but particularly around explicit structured phonics so that our foundation coming up out of the middle school is as strong and and our students are used to um to to rigor and also uh we're developing readers in early elementary schools so that they can begin to learn content and access more knowledge about the world around them so um that pretty much gives you a little bit of an understanding about that I hope that was a little bit more digestible uh this time around and certainly can field some questions at the end on any of these items the curriculum standards are Connecticut state standards and National standards and I can certainly uh make those links available as Mr selig mentioned before the website um is uh is is we have a new website and those will be able to we'll post those uh for our families so they all can see thank you thank you okay so Talent acquisition is mine and a lot of um what's on this slide are things that are not new to all of you um they're things that we've been talking about that I've been talking with you about for quite some time now um so I'm just gonna pick a couple of kind of higher leverage items on this slide and of course I'm always available to talk with you I know many of you um volunteer to participate in the process so I'm eager to continue to share the the mission and the vision for recruiting um there's two real principal Concepts here one is on Recruitment and one is on retention none of the things that that Cara has talked about can happen if we don't recruit or retain our teaching Force um and this year has been um particularly robust in our Recruitment and also in our retention of our existing staff and the overarching concept here is many of you have heard us talk about um it's important for students to see themselves in their teachers and their administrators and one really easy way to do that and clear way to do that is to try to bring in teachers of color who reflect the students that they're teaching and um because we have a Workforce of over a thousand teachers um it's almost um unobtainable for us to talk about having a demographic of teachers who um precisely reflect the demographics of our students and yet it's it's an aspiration that we have always as we're looking to bring in um the biggest best brightest teachers that we can find to to put through all of these wonderful training programs and things that we do so um what are the things that we're focusing on this year and you've seen in the goals and in the um strategic planning that we are constantly looking to do a couple of things in recruitment one is to find ways to unearth and locate diverse applicants whether it's economically diverse whether it's culturally or ethnically diverse we're always looking for a diverse Workforce and so we are constantly thinking about what are the ways we can do that one way is to continue to build the pipeline programs that we've worked on you've heard us talk about the Westcon teacher pipeline minority hiring pipeline the NYU pipeline that we're building so we're constantly looking at ways to attract and lure young students some students at Danbury High School or even the Middle School to develop an interest in teaching and then to work with some of these partners that we've identified to get them trained to be the best they can be and then to bring them into the district so it's sort of that homegrown model if you will that's something that we'll continue to focus on this year is using that as a really robust way to locate a diverse Workforce we're looking this year also at our para educator group and are there folks in there that have got some experience maybe some school credits that we can help them leverage into becoming teachers and and defining a career path that they may not have thought about before the other piece that will focus this on this year is we've put together a team to go to our rescue who's running a coaching series it's called the coaching series to facilitate District creation of a plan to increase educator diversity the state department of education has made it a priority that districts craft a plan for hiring that reflects development of a diverse Workforce and we are embracing that idea and and I've pulled together a team of folks to start looking at our hiring process do we have diversity of folks who are interviewing who are screening what are we asking candidates in their applications in their interviews in their participation in our process and are we having a really good dialogue about what we see about the qualities and of those candidates and those of you who've served on interview committees for higher level administrator positions know that we spend a lot of time debriefing to see what you've seen who have you seen who would you like to see in a different role and so this coaching series that the rest is putting on that we're going to participate in is just going to continue to hold the mirror up for us to our practices so that we can go through this year serving the goal that's in the superintendent's goal of creating a plan for recruitment another piece of that which you'll hear a lot about this year is the retention effort I will again bring to you I think it's scheduled for November I'll look at our aggregated data on hiring but also we'll you will see over the course of the Year our celebration our continued celebration of those folks that we've already invested in that we want very much to stay here in the district and what are we doing for them are we celebrating their accomplishments you're seeing teacher of the year you're saying Spotlight your school you're seeing a more um vigorous social media presence so that we can celebrate the accomplishments of the really incredible teaching staff and and support staff that we have in the the district so to sum up it really is a two-pronged attack this year one big focus is meeting the State Department of Education urging that we really focus on our practices and that we work on recruitment but also the other is our own kind of home developed goal of really celebrating who we have in in our constant striving to keep them here in the district and keep them working with our kids um so you'll see both of those things out of my department this year thank you foreign next up is school climate you'll see the overarching goal for school climate is to promote a safe and supportive learning environment that nurtures the social emotional growth and Civic responsibilities for all students families and staff um so there's a couple uh there's a bunch of different ways that we do that but I'm going to focus on a couple uh High leverage key ways in which the district is promoting social emotional well-being for our students and families as well as our staff from the school environment um the first is really to focus on providing and carving out time for social emotional learning to occur during our school day it is something that was emphasized very very heavily throughout the pandemic as a need for students and for staff and families as well and this has continued in our work since returning to the school environment for example at the elementary level it's very common to see things like morning meetings where teachers are doing check-ins to build culture climate and Community within their classrooms they're also providing ways to connect reading and writing activities uh to how different characters are feeling it back in with students to make connections to themselves at the middle and high school level um we have time within the schedule to do whether it's Flex or an advisory fashion um to connect students in a larger environment with teachers so that they always have a go-to adult in the school environment and at that level we're also pushing out content that is developmentally appropriate about for example transitioning into Middle School um maybe um uh you know cyber awareness and being aware of who you're speaking to online um you know all those types of things that are developmentally appropriate based on age level in an effort to build um a positive School climate culture and Community um the second uh High leverage thing that we're doing is um really looking at ways that we can create safe schools and there's really a two two-pronged approach there um how we work within the infrastructure of the build thing so how we make sure that we have increased our cameras our security the locations of our main entrance and making sure that it's you know a double check-in before people can get into the building um the way we practice our Safety and Security drills so that we're aware of what to do in in the event of a true emergency um those are all kind of the procedural operational things that we do on the school safety and climate and then the other piece is doing things like the Sandy Hook promise start with hello program where we're teaching students within the school environment and empowering them that if something doesn't feel right talk to a trusted adult report that information we've also launched another security system where we're looking at um things that students are searching online so if a student searches a concerning topic or developmentally inappropriate topic for their age or grade level that we're able to follow up inform parents have conversations about kids to keep them safe um so it's again working on kind of the building structure as well as the things that we Empower kids to do to take control of their environment and then I think most importantly kids need to learn when they make mistakes that we're helping them to understand why that wasn't the best choice um what is a better option and really engaging uh parents and community members if appropriate in in helping to provide support for those students um and then the last last uh kind of major High leverage strategy is to talk about continuing to Resource our infrastructure development um so that we can continue to have um you know schools that are responsive to our students as our student population grows we need more space and we need to make sure that those spaces are adequate um and then also providing um that restorative practices which again is what I said before making sure that we're debriefing with students that we're helping them to repair any relationship damage that they broke maybe it's with the teacher or up here and learn from it and move forward in in a positive way thank you okay meaningful collaboration is up next um so I just want to talk a little bit about the sort of larger ethos that goes behind this so I recently read a statistic that um less than 10 of a child's life by the time they reach 18 is actually spent in school when you add in all the vacation and the summer breaks and the holidays and just you know a bell schedule of eight to two or eight to three that only comes up to about ten percent of a childhood so if if we can't find better ways to sort of reach into that 90 percent uh really makes the job of a school that much harder and and really limits our ability to be effective so in the last few years there's been an incredible infrastructure that's been built here in Danbury and we're really sharpening now and sharpening the point on just how this how this works and what we know are going to be some of the most high leverage strategies so uh one of the things that that um you know the three big goals we have here is you know work collaboratively with schools business and Community organizations to strengthen and meaningful engagement through joint decision making is really views the sort of you know the the relationship between a um you know a parent and a school is just sort of a critical handshake and when everybody's sort of engaged and everybody understands what their sort of role and responsibility is and even the little things that you can do you really do get a tremendous um uh impact on the um the life of the child but also on the the ability of that kid to be to achieve in school um the second star here is build an enhanced capacity families and Educators to support student learning and the third is develop effective methods of communication with parents staff and students so there's a few really high leverage action steps here that I'll talk about the first is we're going to be creating an advisory Council to maintain and nurture Community Partnerships that includes both the private and non-profit sectors so you know when you think about all the you know the the the benefits of of having a community like Danbury where we have good businesses we have a lot of non-profit organizations we have you know access to oh I just lost here did you guys lose me there we are um what do you think about a community that has just a lot of assets available to it you've got to figure out ways to leverage those so having things like um advisory boards where you bring these people in and they can tell you about the different benefits that they can bring to your school these These are really um important uh Partnerships to have um identify process and organizational conditions that impact school family Partnerships at the district and school level we're going to be employing the commit the Connecticut framework for Family School Partnerships um district-wise so this is Karen map strategies that she's put together this framework it's a a framework just about what are the ideal conditions for Community Partnerships and what do those look like and one of the highest level leverage partner things you can do for these Partnerships to have buy-in of a superintendent and buying up a strategic plan which is really why this this is um you know such an important piece of the Strategic plan um incorporate student staff and Community feedback to inform school policies budget and activities we started doing this last year with the budget and we're going to keep doing it in our community relations committee um identify and deploy best practices for family and school Partnerships we're going to continue to review our current communication methods and to recommend ongoing improvements for engaging and communicating with our families parent square has been a tremendous uh Boon to this effort but we're only in it in our infancy of figuring out how to do this we now have a number of two-way mechanisms that we're building we've started putting out more newsletters with Kevin there's uh social media now that we're that we're starting to engage on and of course the new website will provide a whole host of new opportunities as well we're building and it's a large pieces of this have already been built but we're continuing to build and sustain a vibrant parent University that engages parents and families and supporting their children's learning um and Mead's office and family and Community engagement has done tremendous work just engaging families and I know several board members have been to some of these events where just on a Tuesday night you get 50 families at these events who just want to know better breeding strategies they want to know better ways to to communicate with their children about either social emotional issues or just you know challenges that they're having in their own lives um and the other piece of this too is just a building out the the face Center that has a central registration Center in it so you know we really now have with this registration and opportunity to have just a physical place where parents and families can come they can get help they can connect with resources um and uh you know just really you know engage with the school district you know it's a single point of contact and um you know they're able to to come in and and meet somebody and and who speaks Spanish or speak Portuguese will speak English and help help them engage with the school and figure out exactly what they need to know to help their child so that's a meaningful collaboration thank you Mike John yeah thank you so um resource allocation and you'll see uh four goals there but uh two of them are I find much more important or or timely uh than the others and that's the second and the third one um and uh me they're both very there's a Common Thread uh back to the meaningful collaboration goals in both of those you you heard Mike mention um working with businesses uh for joint decision making and building capacity especially for for families to support schools but the second and third one there the the second one is is to develop an advocacy uh to leverage those voices um that that's what we're going to need in the next 12 months uh for sure and uh over on the action steps uh in the middle there uh we have that will partner uh with the Citywide PTO the city council to build advocacy again that word um among key stakeholder groups because we're going to need them to help us carry our our budget message uh for sure and it's also in the third goal there uh the Partnerships with the city uh in the face of the expiring relief grants um and uh the second to the last action step to the right uh to develop a bad strategy to close the budget deficit that is um the expiring relief grants we've started to talk about um getting an advice we have an advisory committee that's already begun to meet that will give us some ideas there uh and also uh to fund the uh the Career Academy that's a very important uh step we have to take you heard um uh at the financial the finance committee uh you heard about the pressures that we're starting to see on our high school budget the different things we have to do whether it's um adding more staff adding more buses adding more safety Advocates and so on um it's it's another way of saying we really need the Cardis campus so that they're connected those are the two uh two of the bigger uh goals uh and they'll uh they're right here in the next couple months the other goals uh things that really should be doing all the time uh doing a better job there's always uh ways to to do things better we call that finding efficiencies but uh that's doing any cheaper with less people or faster with the computer Maybe and then uh as we talked about at sites and Facilities this week last week we need uh projections for building maintenance uh and uh expansions uh so we have some action steps to go with those so um I'll leave it at that given the time and um thank you very much so those are the six goals and respective strategies that the cabinet just walk you through um different from what we had shared previously one of the action steps that were in those boxes and so that was the detail that you heard this evening so I know that we I see a couple of questions in the roadmap q a document that was in the chat I want to make sure I get to those questions but I also wanted to mention uh previously there were requests to associate budgets with the Strategic plan itself and so once we have approval I would like to also go through that exercise with my team um I would say the vast majority of the strategies that the team shared with you this evening um just require strategic implementation but there are some things like strategic planning that will require budgeting resource allocation necessarily doesn't require monies but it does require strategic strategic implementation curriculum implementation in terms of the new reading program as an example require a significant investment and so just just to I just want to make the board aware that some of these things do have costs associated with them um and and so some of these things in terms of implementation could be budget dependent and so with that I will open a door I just want to thank again everyone for um hearing the team and I out on on these action steps lastly I also want to share a lot of these things although in um in the Strategic plan in terms of things we would like to do some of these things have are off the ground already just because it's part of our typical work and what we've identified as kind of best practice uh but in in in any District you want to make sure that you have a plan uh so that you can continue to assess reassess and reevaluate at its best when those plans are memorialized um to to support growth and development of a district so with that I'd like to turn it back to a board chair in any question the board might have aside from the questions on the um on the document are there any questions Teresa um schools are subject to testing I didn't see anything about raising test scores um is that what you are referring to in in the grades three five eight and twelve uh areas based on test scores to be your assessments based on the test course at those levels yeah so we have we we kind of uh Benchmark if you will in those grade levels those are tested areas uh tested grade levels per se we do we do spend a little more time looking at data around the areas that are tested um when it comes to setting those uh benchmarks um we do that through our accountability index with the state of Connecticut in the form of Essa targets and so the state holds us accountable to in meeting those targets um and so there's like almost a whole other document and process around that that that um kind of parallels this work and so um we think of the accountability index and and our growth targets that we set forth in there this strategic plan helps us to achieve um in the direction of those targets that that are set with the state and so um on a yearly basis Theresa we do do we have a a testing report um there's usually about two uh probably have one coming up soon let's look at the calendar but we go over all of those targets we go over all of our performance how we how we are doing in terms of both growth and proficiency um and then uh talk about you know kind of the work that we have going on but certainly the Strategic plan um is the roadmap to get us to uh to to the growth and proficiency that that we're holding ourselves accountable for in that in that other plan thank you you're welcome so October 26th we'll we'll see some of that yes great um quick question how are we handling parents that may be opposed to teaching um you know sexual content or having pronouns used in the classroom are we specifically only like I'm not sure if we're even I believe did we send out a survey um for pronouns questioning whether or not our students or our parents are on board with that and if they're not how do we how do we have how are we handling that if we are currently or plan to in the future is apparent allowed to opt out does you know how how does all that kind of come into play when it's clearly out there but I really don't hear too much about how we ourselves are handling that issue or these questions or concerns you know we we haven't had much um Michelle here but in in that in that regard um we haven't had a lot of controversy we haven't had a lot of approach about it particularly um did we send out a survey last year because I did hear concerns at an event that um their child had received a survey and that the parent was not aware of it is that something that we actually did as a as a district did we send out any kind of a survey a survey on that or anybody nobody's having that discussion if I could just introduce I think one of the things just to add is regarding the opt out for certain um curriculum such as like health and sex education there is an opt-out for parents so there is a notification that the parent can opt out if they do not want their child participating in that unit um similarly a unit like suicide awareness there is an opt-out for that um I'm not certain what survey you're referring to but there is a drug and alcohol survey that we have done with high school and um students and there is also an opt out for that um and that is done in partnership with MCCA uh through a grant funding to survey High School youth on their um you know awareness and and potential use of any substances but again there is and opt out for parents that do not wish to have their child engage in that survey So currently in any of the other classes that we would have let's say English social studies if a teacher felt that pronouns were something that was important to them or that they feel should be extended in their class is that something that we would um support or is it strictly going to be in certain classes like health or you know like so I'm just wondering because I have heard in other school districts or whatever the case is that there is kind of certain classes where a parent wasn't aware that perhaps in math class or an English class the use of pronouns would be use I'm just wondering what is our position as a as a district as our school in Danbury public schools yeah Michelle we we haven't um it has not come up in it formally in any way here um I think you'll you can certainly see uh some some folks uh prefer or or you know will list their pronouns uh you know on a zoom right um when you log in uh so perhaps it could be in an email in the way that they sign up but we have no policy and no restrictions no support and either way to either at you know ask students to do this or ask teachers to do this or to not do this so okay there are no students are not asked to do that by um any sort of a formal process here in Denver it's not part of our policy and it's not anything that we currently are looking into as part of the old the whole development of you know our inner workings because I get this a lot yeah I actually had we've actually I have not had one uh instance where that has come up where I was in where that was an issue or a parent felt it was an issue where a student felt it was an issue at least to me formally so um you know again we don't have a policy it doesn't mean that individual teachers or individual students don't display that or don't uh ident you know choose to ident you know put that forward and identify a certain way or put that out to to their peers but we we don't uh support or deny nor anything it's we're kind of neutral in that area right now okay thank you yep anyone else have any questions Teresa how many surveys went out total and what is the percentage of that total is the response 238.

[Music] Planning Commission action to forward draft plan to city council for review and authorization to distribute to adjoining municipalities the draft plan incorporates feedback the city received through an online survey and public meeting the prose plan is an element of the city master plan and provides an inventory of existing parks and Facilities describes a relationship between the Park and Recreation system surrounding municipalities and Recreation providers identifies Park and Recreation needs and deficiencies and proposes major Capital Park projects for existing and new parks based on citizen input okay so uh thank you very much so uh as you just described uh the parks and recreation parks recreation open space plan is typically considered as part of the city's comprehensive plan uh Tome uh the Parks and Recreation team is in the process of updating that as you will recall or some of you will recall from the the approval of the comprehensive planning process is very prescribed after the plan is developed it is presented here to you you then are at tonight the decision is does it look good to distribute this plan for um public comment to surrounding jurisdictions and agencies that recommendation will be forwarded to the city council if they say Yes um secretary sove will sign a letter Distributing this plan to surrounding jurisdictions and it'll start a public comment period for those agencies to provide any feedback or thoughts all of that will be presented back to the Planning Commission at the conclusion of that uh that comment period for consideration and a public hearing to adopt a recommended adoption of the comprehensive the pros plan to the city council um and with that um I'd like to introduce Adam furchow who is one of our Park planners with our Parks and Recreation Department he's going to provide an overview and ask any questions that you may have answer any questions um I put together just a quick presentation that we could um I can share with you and then I'm happy to take any questions that you might have um let me share my screen real quick foreign can you see my screen you can okay thank you um so a quick overview of what the prose plan is so it's our comprehensive plan for the park system um with goals outlined for the next five years and Beyond um it provides a forum for public input to ensure the plan reflects the values and desires of the community as well as current trends it outlines needs and desires for the existing are for existing and future facilities and amenities and it's required to be updated every five years to be eligible for grant funding from the Michigan Department of Natural Resources and helps us provide justification for Grant requests and other capital projects so quick timeline of how we got where we are in winter of 2020 or 2022 I think it was December we started we had a prose plan kickoff meeting um there was a task force that was created for the prose plan um and we worked through our process and kind of the community we outlined the community engagement process through the spring April to June we put out a survey which is one of the main methods that we use to receive feedback um that was open and I talked about that here in a minute through June and September we held we held public meetings and focus groups we analyzed our community feedback and then we began updating the prose plan document today here in October um we are looking to publish the prose plan draft for a 42-day review period um I presented to our Park advisory commission this afternoon and I'm here in front of you today uh in December um January when it lines up with Council um we'll be coming back for approval from Pac and from Planning Commission um and the public hearing um and discuss any feedback that we received during that time period in January we'll be looking for approval from city council and then we need to submit to the Michigan DNR in February of next year just want to highlight a little bit of the community engagement that we accomplished so we had focus groups with the park advisory commission with the recreation advisory commission um with the Planning Commission with the office of sustainability we had a group looking at downtown Parks um and then we had a group that looked at bike recreation in the Parks um we held a virtual public meeting in June and then we held another in-person meeting at um Burr Park um I think it was at the beginning of August we held it during um some of the day camps that go on there to help catch parents that were coming and going uh I want to highlight our online survey we had 2 382 respondents which is well over doubled that we've had in previous years um so we thought that was quite a success and then we received comments um throughout this process and we've kind of compiled emails that we've received um over the last few years on things that the community wanted so we incorporated that into the plan as well and then we have our 42-day open Period um which we're hoping to get more review from and to highlight a few a couple key findings um that I think really stood out to us going through this is that Parks I mean they play a large part in people's lives not just for like Recreation um it's serving as a respite it's serving as mental health breaks they serve as Transportation corridors with our border to border um people view our Park system as really integral so their lives um it's not just the place they go to have fun um Park accessibility is an important issue for the community um we heard that loud and clear we have an ADA transition plan going on right now looking at accessibility and it's not just accessibility in terms of being able to do something people want to be able to know how they get to the park when they get there how can they move around where can what other Parks can they go what linkages can they see and then we also heard accessibility how can they get in touch with us um so we want to be cognizant of making sure we have someone out there that people can come to our thing that stood out is as the city's growing um so must our Park system um we've seen an increase in growth as you guys know and that puts a of your Demand on our amenities our experiences in the Parks but then we're also looking at we have the corridor along Stadium or Briarwood that will be having future residential possibly and so what does that do to impact the system and what can we do to make sure we're meeting future needs another important thing is while we reached out to the public we also reached internally to our staff to see what they needed and maintaining and improving Park infrastructure it's an increasing task um in the report it's me in the report um there is a needs assessment chapter it is 19 pages long and 17 pages of that is just needs that we have for our current Park system two pages of those talk about new amenities but the majority of that are things we need to do to improve our system so that's going to become a big issue moving forward and something we need to think about so our next steps um we met with the park advisory commission today to update and review them we are meeting with you um to hopefully provide a recommendation to city council so we can distribute this plan to review for adjacent municipalities and open the public comment period um we'd like to go to City Council to approve and distribute that plan and start that comment period and then we're going to be having a prose plan Task Force review um in feedback sessions so that we'll go over that document as a whole one last time in December we'll be coming to pack for public hearing and approval and then we'd also like to come back for Planning Commission hearing and approval I believe it's I think it the way the timing works out will be that last meeting in December but there's a chance it's the first in January um so we need to talk about that and then January 2023 city council approval and then February 1st is when we'd like to submit it to the mdnr so with that um thank you and I'd be happy to take any questions that you might have thank you so I guess we'll have a public hearing on no public hearings no public hearings we'll have a public hearing at the time of adoption but this is just an opportunity if you have any preliminary feedback on the draft provided otherwise um it would be acknowledging that it's getting close to its final format and ready for bedding with a wider audience commissioner Hammerschmidt thank you for this it looks like a ton of work um and I'm excited to dig into it a little bit more but I don't know if anybody brought this up to you yet the numbering is like the page numbering and then like the numbering in the table of contents is like really off like there's no there's like two page 71s there's like it jumps from like 108 to 120 or one or I don't know it the numbering is really inconsistent like I was looking for something specific okay I was looking for like the draft project schedule and said it was on page 135 and there's like it's not just I would just check like yeah 72 and section five and then sort of section six is Page 71 again and then that ends at 98 but then section 7 starts at 98 and then it jumps like from 101 to 108 page numbering pages is really annoying and then I think a table of contents is probably off too um let me take a look at that yeah because they were supposed to be linked in word and then we made another PDF today so let me take a look and see what yeah that's probably what messed it up is was there an appendix attached or was there supposed to be so there's an appendix so the first one that talks about the budget is in there um we have a placeholder for an accessibility study which we will be having um that will be loaded in November we're finishing that up right now it's part of our Ada transition plan and then the third part of that appendix will be the resolutions from Council um and Landing commission and pack so those aren't in there yet cool well congratulations on getting it this far this is very impressive fix those page numbers thank you excited to see an update um I think one uh the planning department has updated much of the language from master plan to comprehensive plan and that's uh still existing in this draft the other one that I saw was but I guess I wasn't completely aware of uh was that the park rangers were replaced by police several years ago and that through many of the surveys there was a different feedback from the community about police presence and parks and things and I know that our unarmed response is really geared towards Social and Health Services but I'm wondering if there's been conversations yet with the unarmed uh Response Team about um additional or different um Civic workers to be able to support the parks instead of police yeah it is um it was something we heard in the in the feedback for sure and it's something that we've discussed there's a contingent that wants more police and then some that don't and I know Josh landenfeld our director has been reaching out um to the groups to to figure out what we can do about that and one thing we thought internally is more staff available um that could help with that um so that is definitely something that we're thinking about um and it was something that we heard um that I think was more prevalent this prose plan session than it was last prose plan so I think the last Pro's plan there was that want for police and that has decreased um so it is something that we're aware of and talking about I appreciate that if that can kind of be like really clarified I mean to be very friend I haven't read the 140 pages but when I you know control F with police it outlines you know the public comments about it but if there is a summary about that discussion that you're having right now uh that would be really helpful to be available for the public to know that you know it's part of the plan to have that conversation continue um and then regarding the budget I'm wondering um we have the uh Park contribution fee for projects and you know I know there's concern the millage is coming up but when was the last time the park contribution fee was updated just in terms of what we might do to help improve our parks that one I actually don't know the last time that it was updated um I can talk to Josh landefeld and get a response to you on that one but I'm actually not sure the last time that was touched okay yeah I don't know that the last time it's updated either but we can we'll bring that when it comes back yeah um it is it is an ask but yeah we can and I know it was based on I think it was based on acquisition costs at some time but I suspect it probably has an update I'll try to find out when the last time that is and if it's warranted to sort of revisit that yeah well I think it's based on at least the language right is uh per capita maintenance per capita maintenance so if there's some sort of metric from the parks that can outline that to see that update um because I believe you know the military for you know maintenance there's a maintenance and then there's an improvements budget in terms of the overall for our Parks so if that's something that we can do at this table uh to help improve and match that uh with the kind of economic growth um I'd be open to kind of that feedback in the next discussion as well thank you okay that's great thank you commissioner dish are you ready yes and thank you for perceiving that I was thinking um so I wanted to um I wanted to ask you about the mention of possibly relocating the public launch at the Cascades to somewhere else is that it was mentioned in the report um is that something that we're actively considering so it is something that was brought up it's not something that's actively being considered at this moment it's something that was brought up as a need from our Livery manager um with the popularity and we're talking like that parking lot the gravel parking lot that is just North of where the Livery and Cascades are due to the extreme popularity of that especially on the weekends we've had residents kind of complain about not being able to get their boat in the water um so that is something that has been discussed what could we do we have a launch on gallup's side but we don't have anything we only have that one spot at Argo so that's something that is just being talked about but it's not very active up front it could be something that comes up though it was brought up to our attention by our Livery manager it's I represent that word and I hear a lot about that uh facility which I which I like very much but it it is uh in some ways over extended um parking yes as people mention um and uh and there's there are issues about uh being able to Monitor and restrain public drinking and the things that follow from that and so it certainly it certainly an interesting suggestion and I'm I'm I'm intrigued excuse me intrigued to hear that delivery manager brought that up um I wanted to ask how you deal with con conflicting results that came up from the public survey and maybe you don't see these as conflicts but I noticed that while um funding and developing the area that is identified with the center of the city is of low importance generally it ranks higher when you look at the results from the question where you ask people to list their top priorities which suggests that while it is it ranks low generally some residents have a keen interest in it how do you reconcile those findings like that you think at this point I mean we have this in the plan so it can further we can have further discussion in the group I think we're trying not to skew it one way or another in there so we can have those discussions we're not taking any action like on a specific item at that but I think it's important to know that there are those conflicting things that you just mentioned in there um so that would be something that I mean we'll have to discuss as a department when we move forward but we have this as a base right now and that can actually flag as this could be a controversial thing or something that we need to engage the public more on um but we have that in the plan right now as an item that is something that we can discuss great and then I would assume that the same thing holds true um I saw a tension between public support for splash pads which is low but public support for making facilities accessible is higher and you all list splash pads is one way to yeah you see what I'm saying yeah it's the it's that same discussion and um it's like I think one of the survey questions also talked about like spending lower amounts of money or they weren't as supportive on new amenities which that that would be um and then you read through the comments and splash pad is like really popular like you're saying so I think it's about informing the public what that means and allowing them to kind of help weigh in on what it is and something we can explore further I know the splash pad was something that was really mentioned in the last prose plan and was it kind of gained a little more popularity this time so it's something that's on our radar and something that again I think would come to us as this is an item that we might need to talk to the public more about before making any type of decision on what we need to do but it's in there for now so it's something we can't talk about great and I wanted to um I hope you'll indulge me colleagues express some personal Delight that you're thinking it would be a good time to fix the potholes at Fuller which I can warm up before my swim in before I go into the pool yet commissioner White thanks for this it's uh quite exhaustive and I'm sure it took a lot of work aggregating collating all of the feedback to get the report done like one of my colleagues mentioned mentioned I did not get a chance to read the entire report but I do want to ask a couple uh questions the first one was uh has the report been submitted to our office of diversity equity and inclusion for review I don't recall seeing that in your presentation no it has not yet but that is something we want to start we want to have our own City staff and um kind of look at this so that's a good idea to have them take a look at it okay and and I bring that up because in the survey results you note that some of the what you label as minority users of the parks don't always feel welcome in the Parks and so having the Dei Department take a look at that to make recommendations at least before this plan is finalized I think could be helpful you do make note of the need for Di or Dei initiatives on page 121 but that seems to be targeted towards the nature area preservation programs but not to the park system as a whole so just wanting to make sure that all the residents and the folks who are in Ann Arbor feel comfortable accessing our Parks I appreciate my colleague commissioner sovay bringing up uh I think it was you the police and I just want to Echo her recommendations um to maybe consider uh having the unarmed response program that the city is developing be a interface to the parks as opposed to the police over Reliance on armed officers who are authorized to use violence to bring people into control with what the police call subject control is not a welcoming sort of premise in our Parks especially if you have loose dogs and someone has to call the police now you've invited a gun to um what would be just a civil enforcement so any things that you can highlight to D emphasize the need to have armed police officers in the park I think will go a long way to making the parks more accessible more welcoming and especially for those who have had troubling interactions with law enforcement I just have some formatting things and I just don't know a commissioner Hammerschmidt went first on this so I'm just gonna pick up a couple things the tables are that cross multiple pages are hard to reference because the headers are lost as you move through the brakes on the tables so starting with the inventory the park inventory section four that blue table it goes for several pages and then you lose track of what the dots mean as soon as you lose so now I have to go back and forth to find out if this park has a drinking fountain type of thing so if there's any way to bring that forward for readability also the labels there are over running the columns but I don't I I just don't know how much input you want from us at this point or if that's something that is already on your radar our screen and I would say on any table that breaks a page if you could bring the header onto the new page I think that will make the report more readable and more accessible and require less scrolling as you navigate and then I had a just a really random question that can be offline which is in the Green Belt map that you have in the report you show the boundary for the greenway but then there are two properties that are outside of the boundary and there are I I didn't see any attribution for why those um Acquisitions are outside the boundaries and I don't know if it's important uh to include that but it it raised a question with me and so I just wanted to present it to you it's section five is Section Five land use and planning acquisition you have a green great way um Greenway boundary it's in Superior Township to the East and it's in West Webster Township to the northwest okay um I do not have an answer on that but I can talk with our um acquisition manager and nap director Remy long and I can get an answer on that one for you um he's the one that kind of put these tables together so I can earn those Maps together so I can ask him about that yeah it's just interesting to know I mean even if it's just like oh this property was acquired before they made this boundary or anything like that just to sort of explain why we've acquired properties outside of the boundary since the boundary is noted okay thank you I can get that answer everything okay thank you so much yep commissioner Mills great thank you for this and I um similarly applaud kind of the amount of Engagement that was put into this and and overall not just in this plan but I've been happy to see the Public Notices in the Parks themselves when you're contemplating changes I've um uh so I think that that you know meeting people where they are I think is great as I was going through here um similarly didn't read the whole thing confess to that um but you all have 42 days [Laughter] but but recalled then our conversation earlier I don't even know when that was this summer maybe part of the working group and that's that's included that discussion is included in or sorry during a working session the discussion is included here um that for everyone if you haven't control left that that's the conversation about like tc1 and and kind of what is park access around there one of the things that struck me and that I maybe I missed it but during that conversation we had a map about like there was a talk about 10 minute walk two parks and particularly because this lives if because it's being adopted through the comprehensive planning process and is intended to live as a home for us that kind of thing would be helpful I think for Planning Commission if if a 10-minute walk to a park is a community goal then I think including that in here would be really helpful and not just for that Corridor but kind of throughout and actually in the process I also went through then and looked at the Ann Arbor moving together towards version zero eight two zero that one um and I just note that in there there's also this discussion about walks walkability to amenities including a park but in there it's a 20-minute walk and it doesn't then show that hole around State Street I don't honestly know which is right or wrong um it's not uncommon for multiple elements to uh conf I don't necessarily know that these conflict but these aren't the same goals and so I'm curious like when I'm looking at this what you know I would trust honestly within the context of a of a Parks plan like if if our intended goal is to be this 10 minute element like maybe that needs more engagement and maybe that's for the next time you do this um but I I would just note that it if if we are to factor that into our deliberations and conversations knowing what goal we're aiming for and making sure that we have tools including a map to be able to refer to I think would be really useful so that's more of a comment unless you've got a uh you know I didn't meant I didn't see any other like I can I control F for a minute I didn't see any other reference to like this idea of a 10-minute walkability goal anywhere else in the document and so given that that was really the focus of our conversation back then I just didn't know where that came from in the context of this overall plan yeah um I remember talking about that with our GIS um uh staff person that helped with the 10-minute walk but I don't think we actually included it anywhere else like you're saying in the map I think we focused on accessibility like in terms of being able to use the border to border get around use the parks but I don't think we looked at it in terms of that 10 minute but that's something that we can go back and look at and add in if I mean it seems like a good thought so well I get the only I only bring it up because like that was it's what's like memorialized in here and if and if your goal or if it's if this is something that's been vetted and ought to be our goal okay cool I'm just noting that there's another element in our comprehensive plan that says our goal ought to be 20 minute walk like neighborhoods where you can within 20 minutes you have access to retail schools parks and uh I need to scroll on the page just a minute whatever the the fourth element is groceries like and so we we have in an a plan that's already adopted as part of our comprehensive plan you know a map about which neighborhoods are lacking some elements one of those four elements within 20 minutes and so I just again thinking about the totality of our plans I it maybe if maybe we just let this one slide and we don't generate the map because it's actually not a fully vetted idea I just want to make sure that if if this is something that we should be thinking about as we're thinking about either zoning changes or thinking about new new developments that we we know which map we're going towards and what we should be looking at commissioner Hammerschmidt I want to add on to that and thank you for reminding me of that conversation um so 10 minute walk like trust Republic lands movement 10 minute walk mayor Taylor actually signed on to that so there is like a really well developed like this is like a thing a 10-minute walk to a high quality Park and I think it would be really important um to include a map that sort of shows the area and I mean we're very well parked in Ann Arbor we're very lucky that we have a lot of amazing Parks but in that conversation we saw that there are areas especially if we're talking about adding more residential that will be under parked if that's a word um once people start moving to those areas so I think it would be helpful um to sort of lay that out in here if you know the parks department thinks it makes sense since I mean technically it should sort of be one of our goals remember Hillary at one point was like we have a goal of a five minute walk and maybe that's not like memorialized anywhere but I mean I think you know because we have this robust Park system in Ann Arbor there aren't that many pockets where it's missing but you know making sure that everyone has access to a 10-minute to a park within a 10-minute walk from home a safe walk from home um can you know help meet a lot of our other goals too so I would actually I would advocate for adding a section that sort of talks about the importance of that um I'm happy to help you I can help write it if you want because I used to work on this in my old job but 10 minute walk is like yeah contact me that's something we can work on and I'd be happy to talk to you about that and get your assistance on it yeah I've got language already somewhere anyway another stuff I've written okay thank you anybody else you go one I got up to look at the map that's outside of this body and it's actually a five minute walk to Parks which is I thought uh sort of interesting but my my question was about pickleball uh as We Know as we know uh it's sweeping the nation um and it's also displacing kids being able to play in spaces that they have had full sort of purview on and I I see you address it somewhat uh in the plan you note that we have two parks but you don't name those two parks uh in the plan and then um this is probably for a future thing because I don't um I don't believe you're asking for Content changes but just like how something that may reference how the city is going to approach the access to the uh parks with the potential conflict with um pickleball because they'll take up like basketball courts or spaces where kids like rollerblade are able to I think of my own neighborhood lands down there's a really nice paved basketball court that's at the end of the park that's there and um it would be a prime place for pickleball and so then like the Primacy of who gets to make those spaces available and right now there's pickup games with adults that come as they're like morning activity there are kids who recreate there after school and just wanting to make sure that as we think about the uses that we're really trying to make sure that there are a lot of uses and not these dominant sort of uses of the park that would exclude other people so just a comment I'm glad to see it in there I'm glad that we are approaching it and I hope that kids can still have access to their parks yeah and I will say I think if you when we looked through like our Excel table of all the comments that we got pickleball was one that really popped up quite a bit and I know it's something that we deal with all the time is how can we add more and like you're saying not take away from other activities that are out there other spaces so that is something that we're dealing with constantly um but that's a good comment thank you anybody else okay thank you Mr ferco thank you would you consider a motion to recommend forwarding this to the city council and distributing the plan ah okay so there is a motion because we talked about uh yes absolutely moved by commissioner sovay seconded by commissioner Hammerschmidt alrighty discussions proposed motion alrighty so we'll have a there we go thank you Adam oh thank you thank you everyone okay we are on to item 9B 22-1718 the um fiscal year 23 work plan review at the last meeting or at a recent meeting there were some public comment and there was um a desire to think about the comments uh the comment that sparked conversation was uh specifically about Cooperative housing how the city considers that much like it does fraternity and sorority housing and what are the opportunities for that um so um from that I have put together just sort of a brief draft of the work program we have more to do you don't have to make changes to this but I thought it would be an opportunity at a minimum to just sort of make sure we're all on the same page about the status of some things also some conversations that I've had that I'd like to present to the full commission for consideration um so I'm going to focus on the discussion draft just for some status updates as you're aware of the Capital Improvements plan we've heard from Kayla Coleman that is underway we'll be presented that back to the full Planning Commission late this year for adoption or early next year that is underway this is a sort of a quote unquote full Capital Improvements plan the comprehensive plan as I noticed in my noted in my comments communication comments the RFP has been issued this is going to proposals are due November 21st I am estimating at this point to be a 12 to 18 month process and that's going to be a lot of work for the community for staff and for you as the Planning Commission as we embark on that process switching jumping down to ordinance amendments um as is the case the Planning Commission has really been working very hard um from the existing proposed work program parking regulations have been completed and adopted those were adopted by the city council in August of 2022 the Delta batch of changes included modifications to landscape modifications r2a lot size some use changes in the M1 District some marijuana license flexibility those were completed and adopted by the city council in August of this year the tc1 rezoning for stadium is scheduled for second reading and public hearing at the November 10th city council meeting so that's upcoming the first reading uh has already occurred um I've had one uh presentation of uh draft language around sustainability to require electrification for new development with the ordinance revisions committee I'll be presenting that to the full Planning Commission I anticipate doing that on November 15th I'll also be accompanying some additional solar access language specifically around a solar accessory structures to consider some potential more flexibility for the for that uh D1 D2 housing premium reconsideration has been identifying the work plan um I am in the process of uh I have solicited a proposal and we intend to um a contract with Carla Wartman Associates this is a consultant that we have some ongoing Professional Services arrangement with for both Planning and Building Services um so they're going to be bringing some additional frankly horsepower that we can kick off that process here in the next month or two I hope that's going to include a lot of Engagement with you as the Planning Commission with different stakeholders across the community both advocacy groups other boards and commissions downtown groups and the development Community about premiums and what the future of those might look like um I already talked about solar energy Readiness so that's the status of things that are currently on our uh our work program um shifting to 2023 um we've had this Revisited I've had some conversations uh with Cherokee brandl and uh about the the public right-of-way setback for tc1 I would like to sort of put that bed uh again one way or another but I am proposing that if we are to do that my recommendation would be that we not create character overlay districts but rather we consider a very adaptive change to the tc1 district like a lot of the other parameters of that that would be responsive to what is happening in the public realm and might lead to increased or difference front setback requirements I'm proposing that if we take that on we do that in conjunction with a joint rezoning consideration of both Washington Avenue and the Plymouth Road corrivers so planning manager is prerogative to change their mind my rationale for that is that I think that despite my insistence previously that we take the corridors one at a time I think I stand to be wrong but I think that there are more similarities between Washington Avenue and Plymouth than either of the other corridors that we have previously considered I'm not saying they're identical but I think there's more typology that are similar I think to be clear I think that the inclusion of all of that together would probably be a little bit longer engagement process it's going to be obviously doubling the work with notification with consideration one of the things that I'd really like to do and I'm exploring this is I'd like to actually hold a working session with the commission out on the corridor so that we can explore some of these aspects particularly as it relates to the right-of-way and the like in a real tactile way if you will timing might make that cold but nonetheless you look like a hearty Bunch so um I am proposing that we would kick that off probably in early next year sort of lumping all three of those tc1 conversations together that would enable us you as the commission and ultimately the city council to make decisions on all of them but we would be engaging and sort of taking those all together because I um for the reasons that that I indicate site plan light remains on the plan drive-throughs accessory buildings and accessory buildings and then those two have been priorities that the Planning Commission has identified over time as priorities site plan light just as a refresher that is determining if we might be able to find a more cost-effective way to get the information that is necessary for some category of site plan developments that is less than what we require now can be fairly fairly costly to go through the process to put together the plan set to bring all those Professionals in it'd be seeing if there's an opportunity apart from the site plan changes we have made to look at the actual content that the minimum content that could be potentially reduced drive-throughs have come up um I haven't heard much lately I um we we get inquiries from them we share the previous Planning Commission dialogue that they seem to be a conflict point of time but I think at the end of most of those conversations when they happen here there is a desire to revisit drive-throughs I don't um frankly have a lot of Direction about what that means yet or how that might go but that's identified and then there are three these are really more staff driven potential ordinance amendments that I'd like to consider accessory buildings and structures has been on there for a while all our recent changes to our site plan you just saw some changes to our storm water I'd really like to look at our ordinance as a way to clarify and better communicate how accessory structures are allowed regulated and the like in our community conflicting land use buffers I'd like to specifically look at conflicting land use buffers to no longer require them between residential projects right now density of residential can dictate that I'd like to reconsider the application of conflicting land use buffers and this is a new one driveways um right now we um I don't know how best to describe this so when you're building a new home we require you to have if you're going to provide a parking space which is no longer required at all but if you choose to provide a parking space it has to be a compliant parking space that means it has to be in a garage or it has to be behind the front line of your home so in that case if you're building a new home you would have to either and decided to provide a parking space would either have to be in a garage or your driveway would have to extend beyond the front your house sort of your side yard if you will now that parking is not required and independent of that at times property owners are seeking to reclaim garage space for other uses they're seeking to renovate their garage and for a garage to be reclaimed if the driveway stops at that that driveway becomes illegal you can no longer legally park in that driveway because it does not lead to a legal parking space once that garage has been reclaimed to living space or some other space I would like to explore allowing that driveway in that circumstance to be maintained now in order to reclaim the garage space you would have to remove that driveway um and so I'd like to explore a small oh well time will tell but a an amendment that would allow basically some limited front yard parking which the ordinance does not allow currently then I would like to draw a darker green line and not do anything these are all the things that I propose we do concurrent with adoption of the comprehensive plan and we don't do anything else until after adoption of the comprehensive plan bigger things like r4c zoning integrating mixed uses into residential neighborhoods missing middle r4c residential district infill unzoning parking maximums I think these will be threads through the comprehensive planning process and I would propose until those goals are identified and the implementation priorities are established through that planning process those would be after whatever date that ends up being so um we've got work to do no changes have to happen to the work program um I did not include a significant change to Cooperative housing or fraternities or sororities you heard that conversation I think some of that does relate to mixed-use neighborhoods I think some of it does relate to our 4C zoning and infill in a lot of residential districts um but I just wanted to be clear that I think you know that those comments is something that sparked this coming to mind I want to make sure that those that feedback's not lost and at this point I'm happy to answer any questions about uh from the commission's perspective of your interest in ex exploring any of these things excising any of these things and however I can help commissioner watch I'll start with a question on the driveways is that a form-based requirement in a way okay on the comprehensive plan I remember you uh answering my question so I just want to clarify it that the engagement will not produce UDC text Amendment recommendations I anticipate the plan will identify recommended UDC text changes at this point I can't commit that this contract will develop that text language but I fully the aspiration of this plan is that there will be an implementation schedule that says the city should in year one make changes to the UDC to address the following items but there won't so we will I'm asking the question to understand what our task will be I know we'll get a deeper um explanation of that but I'm just looking at a vis-a-vis the plan that you've put here so we will have to develop absent the consultant producing recommended tax amendment changes we will have to do that work um while like at our working sessions of which we have 11 or 12.

I'm going to move fairly quickly so if there's anything you need to go back and go back over please let me know so Bond overview we did have an 85 million dollar Bond we have completed all three sales and we must reasonably expect to spend 85 percent of all those sales within a three-year window of time I've got a chart here that has Bond expenditures if everyone with anyone would like a paper chart I brought back because I know there's a a lot of actually it's the next chart that the paper chart is for because it's even bigger but um this was for fiscal year 22 you'll notice there's a lot more empty spaces we are working our way towards the end of our bond program there were a lot more expenditures earlier in the program here you can see the historical Bond expenditures by site so we do track them by individual School site and you can see that historically over time going all the way back to fiscal year 11 we like to keep that extended time frame so that way we're kind of able to see it along Capital investments in each of the sites the larger numbers that you'll note are those sites that have had rebuilds within the last decade plan projects if you if you note this slide a lot of these things will look familiar they were actually this year sorry last year's projects there really weren't a lot of new projects for this year but a lot of last year's projects due to supply issues will forward to this year in addition to these projects there is a server room project that we're working on to upgrade our server capacity throughout the district and then for fiscal year 23 most of the new work is related to the project with the Canada with the new sport we built on the Kennedy campus for Capital override you'll see here about 6.5 million dollars in capital override expenditures you can see the distribution and you'll note that a lot of it was Central in the curriculum Arena that's that map adoption that we did and then the other large portion was in technology with the feature laptop refreshes and the iPads that were expended it's not noted on here but it's important to know that about set nearly 700 000 right around six hundred and eighty thousand dollars was also brought in from school facility boards funds which um helped offset our Capital expenditures cr223 expenditures and for maintenance and override this is important last year it funded 4.7 million dollars it is on the ballot November 8th for reauthorization the same items that have been since it was originally authorized in 2014 are prioritized and then the auditor general does give us a report every year where they look at the dollars in the classroom this is in arrears this is for fiscal year 21 and March time frame will get fiscal year 22.

and for masters from 42 to 43 000. that'll also obviously adjust adjust the top um also in that newly hired teachers we replaced with so we're doing kind of a one-time adjustment of where teachers are actually placed on the scale or schedule excuse me and uh so we looked at on actual gears actual documented years experience because there were many years over time there's never anything right or wrong but we have people all over the map and it makes it very difficult to place new teachers and of course you know if you have a teacher with 10 years experience it'd be nice if they made the same everybody that had 10 years experience made the same amount of money and so um making that adjustment a one-time adjustment and putting everyone really kind of where they belong or should be we'll help with that and it'll also hopefully allow us to keep some of our veteran teachers to where you don't have to go to the neighboring District to get your actual years experience because that's kind of been the the game that we've been having to play so to speak over the years and then um we've just had just a minor language changes and then with the ECA schedule if you remember last year we indexed to a starting salary of 40 000.

hi Theresa yeah I can respond to that yeah so we put it out to our entire parent Square list so it was over 17 000 people that went to it's a Google form so it only tracks it when the form's been completed my experience in distributing surveys is that a lot of people will start a survey and then get distracted or get bored or just not take the time to finish it um it turns out we had 683 respondents that's just below five percent if we're using the 17 000 number um that's what I wanted to know thank you so that's pretty low that's not the greatest yeah we sent out so it went out the 23rd and then we sent out two rounds of reminders that week it was open um each one you get like a little pulse of people that respond to it but you know survey is not the most exciting thing to fill out quite extensive though you reached out to seventeen thousand that is compatible because every everybody we had in our parents where it all it all went out so yeah and also getting a good response response and getting do you have of what the people who did respond white so that was good thank you we do have another agenda item to get to um is there anything else from board members before we move on okay seeing none Kevin are you all set yes and um board chair cholesky if it is okay with you and the board uh we can leave the roadmap roadmap q a for the Board of Ed questions available uh for everyone um and we can push it out via email as well um because many many folks may not take the time to look at it and so if now if you've had some time to see the action steps side by side with the goals and the strategies that we had in the previous uh board documents the board might have more questions and so I just invite everyone to take some times to include them and this the team and I can answer them throughout the week and be better prepared during the board meeting to make sure we can answer your questions fully um in public any event their follow-up questions and just a reminder in in the email I sent out this afternoon you there was a pdf version a booklet version and and um uh portrait that you you all received of the goals it didn't have all the survey information in it but it was certainly the the Strategic plan and the action step so you should all have that in your email great thank you that's helpful board members if if you can um just come prepared to our next meeting um and review and ask questions prior to that would be great and we will rescind with the um with this with the questions in the event so that they're side by side so we have to go searching for them okay but thanks again for being available for the presentation this evening and um look forward to any additional feedback the board might have next week great with that um we are going to go into executive session and I'll ask for a motion but before I do that we have a separate link um once we right okay and then um are we coming back to public session via the original link will it be still open Kevin Mike I think it will still be open if it's not I can work with Cara P to make sure it is okay so let's just plan to come right back to the Strategic plan link okay okay all right all right okay on the other side I will entertain a motion that the Board of Education can mean an executive session to present the tentative agreement with the National Education Association Nea Danbury with possible action in public session so moved by Kate seconded by Al faldo's in favor aye aye motion passes we are now in executive session see you on the flip side entertain a motion that the Board of Education ratify the agreement with the National Education Association Nea Danbury for the period July 1 2023 to June 30th 2026 as presented Gladys would you like to make that motion moved by Gladys please is there a second oh second yeah by Kate all those in favor any opposed any abstentions it's unanimous motion carries I will entertain a motion to adjourn exactly moved by Al negative by one second Julie second by Julie all those in favor aye

uh teaching Middle School the whole time and I'd like to ask the board if they would require the district to give a monthly if not more report on the setup of our new Gladstone noodles because we know a lot of things are going on but I don't know exactly what those things are and there's a lot of small pieces that you know that are concerning to my middle school colleagues that we just haven't heard about and you asked about it and then we get some information but then it stops so we had a more regular report as we head into this brand Endeavor that would be great including but not limited to sportsly uh middle schools and Azusa have never played outside of Azusa for over 50 years and I know there's been a contact and you have to get some type of number but then that was the last heard of it and uh something that particular part of it you've also had the blessing that goes along with you know there's a lot of busting back and forth between five six seven ten different middle schools do we have the Personnel do we have the bus in that same line we know we know the kids are going to get Bust from northern Zoo so over to Gladstone or middle school but what happens in the afterout practice is go to five o'clock five thirty how are they going to get home are they going to be required for the parents to pick them up which is greater you know they're local but these are Middle School we're talking 11 12 13 years old not nice um that also campus security we usually have noon time AIDS which is great for a little little campus but now you have Gladstone High School campus you need baby campus security along with that video cameras we had a question you got little spiders one uh discipline before the school opens the program needs to be in play attention on school suspension and plus we now have eliminated all the other options but what happens when the kid doesn't make it at the building Houston socially adjust them to the other schools now it's like don't make it a Gladstone middle so we're gonna go right away uh so we're gonna happen at that point a special ed what's going to happen with the case though are they gonna say you know Global inclusion are we going to go pull out are we going to mix the case though between mild mod and mods here there's the county class going to go first life skills and it's possible these things have already been discussed so we could get some reports on that just overall on a regular basis I think the ease and transition building into this in the middle school would be fantastic um also included in the transition uh have you appointed Mr Domo as the new principal I recall with the high school you pulled the principal put him in the district office and said hey thank you Mr esri that's your time thank you thank you foreign good evening superintendent cabinet board president and board I'm Solis Louisa and as ausd parent Community member um firstly I want to thank superintendent Ortega and board member Rodriguez Pena for attending the Hodge PTA fundraiser at prestonflower these funds support our students in many ways and we're we were just grateful for your presence and I was there for a limited amount of time so if I miss the board member I thank you for being there as well um secondly I'm likely jumping ahead and you'll likely address these questions I have but I wanted to bring up questions that I hope to have clarified during today's presentation on exponentials um so there are a few the first regarding instructional materials and possible upgrades I'm curious to what grades and will materials be considered with the Dei lens for example history will they be paying attention to curriculum or specifically what's in there um that really addresses diversity Equity inclusion well ausd diversify our narratives our efforts be expanded and continue to be supported in books offered and is the Seal of Civic engagement embedded in outcomes of these materials for applicable grades um the second regarding gate will gate be focused on academic programming or will an Arts opportunity be offered an example of this is lausd's gate programming through the conservatory of Fine Arts they have an expanded program on Saturdays I know some Saturdays and a bit during the summer and I think that would be a great opportunity and finally in regards to training while anti-racism equity and inclusion training be considered and provided to not just teachers but staff um once again I'm likely jumping ahead but I wanted to make sure that um questions from the community are also included so I thank you all for your work and time and have a lovely evening thank you so much Miss Louisa this brings us to 8.0 and specifically 8.1 comment reports and requests by the Board of Education and we will begin with board member Rodriguez good evening everyone is it on yes um again I wanted to thank Natalie had that in my notes before that but um for her input that she had her input is very important and and she was not afraid to step up and say what she needed to say and that's that's a plus um I did go to the before cart night at Senator Foothill and Slauson it was very well attended and the principals did a great job that was very organized um the old schoolhouse the community leaders residents children came together to see history made in Azusa the historical old school house was relocated from Slauson Middle School campus to the Azusa veterans Freedom Park I would like to thank mayor Gonzalez Consul members city manager Gonzalez superintendent Ortega and his cabinet ausd board members and also the passport members I recall we've been talking about this since I've been at work since 2011.

12 typically so it would have it would come through that flow assuming a fairly normal schedule of site plan improvements and things like that okay so that again a question does that is that included in your 12 to 18 month forecast or is that an additional 12 months to your forecast so that's the actual I'm sorry to cut you off the actual conclusion of this will be somewhere between 24 and 36 months so when when you say the hard Green Line we're not going to actually see those things if I'm understanding you correctly until 2020 five or six yeah the 12 to 18 months is my estimation of when the city ultimately will adopt the policies and the vision it's interested in implementing and so until it does that it doesn't make sense for my lens to start the implementation of that language so it would be the longer term as you're talking about it is identifying what those goals are those goals are adopted and then we get to work and the implement the drafting that language now that could that could be continuing services with a consultant it could be occurred in a lot of different ways but I want to be clear it is sequential it is not parallel okay um that brings up a whole bunch of things which I'll try to capture an email to send to you or to the whole team another question uh site plan light um would that include the possibility of pre-approved proved plans so like site plans that if someone brought those two they would automatically be approved at the city staff would potentially create um it's it's not how I was thinking about it but it's possible um I um if if anybody hasn't of mine recently the Michigan Municipal League put together uh a pattern book and it sort of goes to a very common historical framework where you could have ready-made houses in that case except in their case it's a duplex and a fourplex that they've that they've modeled that um you can download the architectural plans they're sort of ready to go um I am intrigued by that model um I think that could have applicability at that kind of scale that's another model that I'm interested in and is doing that from an accessory dwelling unit perspective sort of ready-made plans for accessory dwelling units as you get into sort of larger site plans and probably commercial plans the um commonalities probably fall away so it becomes less likely so I see more applicability there probably in the projects that don't require site plans or even potentially for some smaller scale site plans the five six ten unit residential it could be possible that we could explore those kind of products and then my my last question for now is uh I I don't know if the law is passed or if it's just been introduced for alternates for Planning Commission is that at all like do we have anywhere on our work plan sort of internal work and the reason why I bring that up is the TC ones have caused a number of Commissioners to have to recuse themselves which then puts downward pressure on the rest of the body to have a conversation and there's some debates of whether or not those Commissioners needed to completely recuse themselves so I don't know where we have the conference con the conversations around the bylaws and how we Define those conflicts of interest of course a planning commissioner could recuse themselves because they want to but like how do we approach that as a body and where are in our sort of working relationship with each other do have we carved that time out because I just feel like there's some conversations I'd like to have because about this so that we all know what we've agreed to is a conflict of interest and then we're enforcing that as opposed to making it sort of commissioner developed but that's not on the work plan it doesn't seem to be in the working sessions and there doesn't seem a pathway to bring that up except by exception and so I I would just love if we could like it would be in my unzoning dream like you put that in there and then we fixed the bylaws and the unzoning but I I see you've kicked my unzoning way down to 2024 and in fact really to 2026 and who knows if I will be reappointed so I'll just uh I'll just wish for unzoning I love the end zoning um so um the short answer is we can address that whenever we have the time that could be on a regular session it could be on a working session at a working session we can't make decisions we could schedule that for a regular decision the best place to do that I think is in the bylaws that's where the conflict of interest language is put forth um I would just um I don't want to get to attorney e because I'm not and I would I would I would defer to the City attorney uh for more definitive answers but I will say um to get myself in trouble that conflict of interest is is often not a easy or even sort of binary decision ends in you know we do talk with Commissioners at times sometimes um sometimes it's obvious sometimes we have conversations with the commissioner sometimes I have that conversation sometimes we bring in uh the attorney's office to have that conversation um and I I appreciate what you're saying um as far as the alternate language I don't know I can follow up with that I'm not I'm not plugged into it so I don't know the status of it we provide alternates for a zoning board of appeals but not so much with the planning um that's definitely something we if if that's possible we could look at that um but I I would I would say that you know just conflict of interest can be messy and sometimes um even if maybe not required sometimes that might make sense just frankly from a perception perspective um to err on that side so um but the short of is we can have that conversation whenever and I think the best place to memorialize it would be the bylaws I will say this from the conference we are unique in our approach to conflict of interest I went through a training session on it that is done by the MSU Extension Course and when I described what we did both the instructor and everyone in the room was like you didn't need to do that that that's not necessary like why are you all doing that if you just tell the public it'll be okay and I was like thank you commissioner silver maybe just a little thing on drive-throughs and this could come up during tc1 since they're been banned in tc1 that may be a map in terms of that process would help us understand where the overlay of what's remaining for special exception use so that we could evaluate if drive-throughs it's almost all commercial districts yeah yeah but not d1d2 either not D1 not tc1 but all the C districts yeah so that might be a way to mid point evaluate that's all thanks commissioner dish I wanted to just ask a point of clarification or actually two points of clarification and one is just following up on what commissioner weitz just asked so I understand the thick green line um but I want to understand what counts for you as the comprehensive planning process being finished and I think that commissioner Weiss just asked this but I just want to make sure that I understood so there's there's initiation of comprehensive planning to adoption by the council and then there's a further stage of working implementing the plan by developing UDC taxed amendments and for you the comprehensive planning process would be finished when all of the implementation is done or no because other things could run concurrently with that I don't know I'm sorry from my view the comprehensive plan is finished when the city council adopts it as the land use policy of the community that then tells me and used the Planning Commission that these are the changes that the community will be pursuing that the that is the time when it makes sense to start figuring out the resourcing of those changes whether they're map changes or UDC text amendments or other items and so the there will be a lot of there'll be a lot of work as part of the comprehensive planning thinking about what those steps look like but I want to be clear that I know it's frustrating but the adoption of the comprehensive plan changes nothing but it also tells us that these are the goals and the metrics and the steps that we as a community have endorsed and directs then you as the commission us a staff to go forth and do that until that decision is made um the commission is it we have plans now then those decisions are bound by are Guided by the plans that are in place until that new plan is adopted yes and the the actually the point that I was trying to be clear about was at what point do we get to peel off that thick green line and start working on some of the things that you put down there would it be concurrently with implementation of the comprehensive plan or do we have to wait until we finish all the map amendments and text amendments below the dark green below the dark green line the comp plan ice anticipate will provide us additional Direction on those things I think those things as well as other things are going to form our list that's but yeah that's not for me decide that's for the us to go through the process of identifying exploring ideating and ultimately prioritizing these are the things that we want to do and these are like right we might decide on zoning you know Brett that's the stupidest thing I've ever heard that cannot be in there I hope not I think it's a really good idea but I think the planning process is going to hit on these topics and they are going that planning process is going to shape this list it's probably going to be a bigger list and it's probably going to add some detail as to the steps on how we're going to approach some of these understood so it so if all goes well and the comprehensive planning process is done sometime oh I can't do math but uh anyway add two to where we are 20 24.

and you'll see it's relatively flat compared to the prior year as far as the categories and then this shows the percentage changes and that's where you can see that it's pretty flat and per pupil spending per year by our peers and by our district and the last thing is the bond and override cycle this is important because on November 8 we have our next meeting it's an operations override and we saw we're at the tail end of that Bond and 2024 may be a sweet spot for that next Bond authorization to continue maintenance of our facilities that happy to answer any questions Lindsay do you have any questions no thank you I'm good hey Mr Jeffrey um we besides the like we've done some Community meetings on the override that is on the ballot now right correct okay how many of those have we done um probably only about three so far this year normally there's um I think the big struggle has been not all of the groups that I've met with them the pastor back in the in-person swing again there's some were trapped between the old virtual swing and the new inverses thank you I have no questions thank you Mr Man now we're going to move to consent items I have a motion for consent so I move approval of consent items there it is um a through K in accordance with policy bedb Dash e wait a second all those in favor aye Lindsay and can I just make a comment that I'm about one of them that I'm really excited that we're sending our staff to the is T conference because it is an absolutely incredible experience and I'm extra excited that we're sending teachers not just District administrators so aye thank you Lindsay and I motion passes so Lindsay you will be leaving us now correct um if there was there anything else we need to vote on there's no additional action items there were some reports that uh we'll we'll defer to another meeting perfect thanks sorry guys I did plan on being out tonight thank you so much Lindsay all right because because we do not have Forum anymore um we will be adjourning this meeting we need to make a motion just adjourn

and so we've adjusted that it'll be indexed to forty two thousand so essentially the floor the bachelor's column we cleaned up a couple of the grandfather grandfather DCA positions that are no longer um those people have left or are no longer serving in those roles so those have dropped off um so over time we'll have everybody fully on the new ECA schedule um and then we we did we did a bit of a cleanup of adding a couple of uh ECA positions we didn't have a listing for the ethics Bowl sponsor we have an Ethics Bowl team they're very active they do a good job and want to support the person putting in the time with the kids for that we have a preschool Lead Teacher just with the structure in our setup when Mrs Seeger left and it involves more duties through that individual and so yeah preschool Lead Teacher to the ECA schedule and then we have a lot of teachers in the high school they go above and beyond in offering or working towards offering more dual credit college level courses AP those Advanced courses and so with those courses there's a lot more expected at times and so adding a stipend ECA stipend for each of those courses taught to where again going above and beyond doing that for our kids it's good for our kids in school you know something that some neighboring districts do as well so hopefully that'll help us be more competitive because when you have someone that's put in the leg work and earned all of those additional credits beyond the master's degree in order to be able to teach in the NAACP English course you want to be able to keep them and so we also will be able to compensation for that so I think I don't think I've missed anything else those are the main main items and so we're not taking any action tonight we just have to discuss the terms of the tentative agreement um before uh bringing in for uh board approval at a future meeting okay so your your on the new higher schedule here that placement schedule you got a through CC are basically this is I mean I'm assuming as before level a is year one being year two all that um so is this essentially what a current teacher makes like okay a 10-year teacher with a bachelor's is J so they're making 50 000 194.

we were talking about this house since 2011 so I'd like to also thank the past board members that were also included and um to making this move possible but most importantly I wanted to thank uh Senator and assembly woman Rubio for funding this important project for the residents of Azusa it will be restored and we will hear about that in the future um uh today I went to the Azusa High School CTE program uh they're celebrating the manufacturing month with a series of work based learning events did you go there today Natalie I wasn't able to you weren't okay um and um they had the high school CTE students from Automotive Engineering computer science and Snyder Collision the DPR Construction High-Speed Rail just to name a few were there speaking to the students which I I feel it's really um great that we do give the students opportunities for college but we also need to give them options um that they're able to do um be a mechanic or or go to Snyder's it was really interesting the boys are really interested in seeing them because they had a I guess it was a windshield and you know you get like a rock thrown in it and they were showing the whatever they used to pop pop it out but anyway it was really interesting the kids were very interested in that and I like that like tomorrow they're going to have um it's called Speed Street uh interviewing where students are going to come and I will be one of those persons interviewing the students um and the I just have an announcement regardless of the city library they'll be having their Fall Festival on Wednesday October 26th from 4 to 6 pm at Veterans Park they'll have Trunk or Treat costume conscious crafts and games thank you board member Beau good evening everyone colleagues parents community members I just wanted to share my brief comments um and how excited I was to participate in the movement of the old school house last week along with most of everyone here in the room it was truly a historic event I've never seen a structure of that size being moved I think that was really a technological wonder and um really appreciate um the uh the experts and technicians that made that possible I think it was just amazing part of History to participate in um and uh I also wanted to share that uh at one of my daughter's schools at Longfellow we um some of the parents have organized a Halloween costume donation drive so we can bring our old costumes of any size and parents and families can come pick up a costume um to ensure that all families have access to a fun and safe costume for their child so that's coming up at Longfellow thank you whatever are you guys I I really like that board member Yolanda Pena or Rodriguez Pena yeah uh just how she's just out in our community because I was like oh yeah I'm gonna say something like that oh wait you know but the one thing that um I did get to attend this last week was uh just as my fellow board members um also shared was the movement of the schoolhouse um when you know the dark history that also comes along with that but accepting it and knowing that we are in a better place now that there's no segregation um and being able to restore and it it was a it just didn't happen overnight it was a conversation like Yolanda Rodriguez Pena board member um had said as I would come to the meetings or I would listen to the meetings um it was discussed quite a bit when I got on the board it was also discussed and I want to personally thank um Jeffrey Cornejo or being the historian and keeping that alive you know his words the book He's written um and him sharing with all of us right um just knowing every detail I really wanted to thank him for that and um mayor Robert Gonzalez for also being uh a big support in this and being able to to just say you know we'll get the funds just work with us and how they were in the ad hoc with the board member uh Greer and board member Rodriguez Pena and how we just collaborated with city council right um Sergio the uh city manager and all of the rest of the city council and how we both both uh school board and city council came together to be able to restore a lot of uh to restore this and Senator Susan Rubio and assemblywoman Blanca Rubio thank you so much for your tenacity to be able to bring this grant to the city um to be able to preserve um this history for a lot of the people that have been here for generations and generations and um lastly I I could not believe that um someone found someone that went to school there because most most of the individuals that um went to school there you know and did go through that um that dark side um most of them have passed and so I was very grateful that you know to see someone there in our community um be there uh to to be part of the celebration and so some of us didn't get home till like almost 8 30 that night um to see it literally go through Fourth Street to uh was it San Gabriel first no a Souza and then Route 66 and then up Dalton by the Smart and Final and then finally made it to its home um I did not get a chance to make it to to when it got to Veterans Park but um I did see the pictures and um I'm very grateful that we could all be part of this together in collaboration again with city council and mayor Robert Gonzalez so thank you again cabinet and Arturo for being able to make this happen thank you yeah and I too just want to Echo those those same thoughts uh and grateful for uh my colleagues sharing the just the thanks that are are due to go around and so I do want to I want to thank first um my my colleague Yolanda Rodriguez Pena for sitting along with superintendent Ortega as we sat in with the ad hoc meetings with uh the city along with Sergio city manager Sergio Gonzalez uh uh mayor Robert Gonzalez and council member Eddie Alvarez it a lot of conversation a lot a lot of talk a lot of a lot of dreaming even some instances of of kind of hoping that things would go a certain way and then not really hitting it the way that we were hoping to uh but but when it was all said and done we were able to arrive uh there and so I also want to thank uh colleagues here on the board uh for the for your vision and belief to join together and partner with our counterparts that we thank as well on the city council just again grateful as you said board member Ariana's brother for the partnership and for the the ways that we were able to join together to make this uh uh possible and preserve this for our community and and yes uh similarly you want to thank uh both Senator Rubio as well as assembly member Rubio for for their support as well so uh we look forward to to seeing in the the weeks the months the years to come the old school house be like the new Schoolhouse as it's as it's updated and given some some love and so um we definitely look forward to that and look forward to being able to take our students through there to understand um you know intimately just the the the rich and Real History um that existed here and the ways that this community has uh persevered through um dark moments um as a community so we look forward to that the only other item that I have is is somewhat of an update that I wanted to share out with with my colleagues and and others um so earlier this year uh just because of uh personal professional professional and also educational goals that I have I I made the decision uh to not seek re-election um with for for a seat on this school board um something that I did not anticipate or expect was that nobody would uh pull papers uh to to apply for uh to run um then we opened up the window for for people to apply to be appointed by the Board of Education and something that I also did not anticipate was that there would not be any viable candidates that submitted an application for that and so it puts us in a as a district in a unique and potentially precarious position uh due to our need to to ensure that there is someone who is uh seated or area one trustee area one and so after a lot of thought and prayer I wanted to communicate uh out and share that I did go on ahead and submit an application uh for an appointment for the for trustee area one um it's my some of my thinking behind that is I wanted to make sure as there were not any applications that that came through that uh the board did have at least one viable option uh to consider it's also important to note that um the reasons why I did not originally um submit my name for that still stand and I and I want to be fully transparent in communicating that I I am not 100 certain that I would be able to fulfill a four-year term uh but at the same time just recognizing where we are I also uh am willing to stand in to make sure that that we're not uh left kind of in in the dark for for uh this this next season um there are a couple logistical things for for us to to consider as we we look ahead and uh to the to the Future one is I by virtue of office being the president along with uh vice president Beau have been appointed to an ad hoc committee that reviews those the applications as they come in but due to the fact that I have now submitted an application I am choosing to recuse myself from that and uh board member Rodriguez Payne had just understanding the flexibility of your schedule I wanted to ask if you would be willing to take my place to review those applications sure okay thank you and then another thing that's important to to note is that we were originally scheduled today to have those uh to have interviews and and so we have pushed that back to November 1st but um before I had known any of and all of these things I had already communicated uh some weeks ago that I am unable to attend the November 1st meeting I will be away for for work reasons and so um and also um however things play out on November 1st I would recuse myself from that vote anyhow um and so as things play out and we we look and consider what viable options are there again wanted to make sure that my colleagues had had an option um and I I will not be here but will look forward to seeing who is a pointed and and like I said I'm willing to at least step in on the on the front end but look forward to still invite any to submit an application uh for for this uh appointment with that we will go on ahead and move to this the next area on our agenda which is 9.0 comments reports by student board members superintendent and cabinet and we will begin with our student board member so this is a high school's board report so it's just a high school celebrates the CTE manufacturing week with industry speakers as well as opportunities for mentoring sessions and chances to meet with industry professionals at the Azusa career center and the week's topic for our parent education meeting is child disorders in the multi-purpose room thank you and now we'll turn it over to superintendent cabinet thank you uh our president uh I just have two uh quick updates uh last Wednesday uh had the opportunity to spend an entire day uh with uh representatives from all three of our high schools uh there were close to 30 students um in this room here uh our three student board members being three of those um they were engaged in uh coming up with uh values and how they're going to work uh with each other uh this school year uh they then got into the alcap and the alcap goals and finance and then um we had a yummy lunch and then after lunch um the three student board members had an opportunity to lead a conversation with the students on the student advisory Council regarding the Azusa High School mascot because the three student board members are actually on the Azusa High School mascot committee uh as part of student voice they do have other students on there but they're leading that way and so they did an amazing job with their peers in that room to have an open honest conversation about the mascot because what they were after was to try and get as much knowledge and background and input as possible so that when they went to the mascot committee they would try to represent the voices that they are representing um the whole entire day as a whole um just really I want to uh Express how intuitive how thoughtful how uh poised articulate um insightful our students were um that day um we were just blown away uh at at the level of our students and so I just want to say thank you to the student advisory Council for that and thank you to our three student board members for leading uh part of that day uh and with that I just also want to mention that on Monday we had uh our first Azusa High School mascot committee uh meeting um it went really well um as you can imagine this is not the easiest of topics with a lot of different uh viewpoints and angles and feelings um but uh the team has rolled up their sleeves uh and committed uh to um to finish and complete and the task at hand and so I just want to show my gratitude for the parents the staff uh the students the alumni the members of the indigenous Community um for for for being part of this um and just thankful uh for for their voice uh and so we have our next meeting scheduled uh for next Monday and good evening I was able to attend the Foothill Middle School report card night last Wednesday uh it was great to see another example of us returning back to face to face activities and I was able to witness our wonderful teachers having very productive conversations with students parents and Guardians and I was able to participate on Thursday in the community event of the moving of the old school house uh and it was very very nice to be a part of a student history in that regard thank you good evening on Monday the business service directors were able to complete our first listening meeting our listening meetings um requires all of the directors under Business Services where we go to the school site and we dedicate an hour and a half and we just listen to the principal we do not set an agenda we utilize that time to do sidewalks we talk about any of their pressing items and I um we had a great discussion with Mr Horacio at Valleydale so we're excited about that and the things to come um additionally um this week we will be starting off our kickoff meetings with all of our site principals um for our camera rollout and this is where we'll be discussing with them the days and the days their cameras will be deployed and where the locations are and then tomorrow at our ml they'll be getting their first run of how the security system actually works good evening um I just want to remind everybody that tomorrow night thing together we'll be hosting their lights on at Paramount Elementary School beginning at 4 30.

then that all the things that are now under the thick Green Line Get we get to reapproach them through whatever lens yeah okay great and um I I understand that the timing of a of a working session on the tc1 corridors might make it cold but I hope it won't be both cold and dark um which means that it might not be in our regular meeting time commissioner Mills thanks for laying this out again I appreciate these mid-year check-ins in part so that we don't have to wait till the end of the year to say holy cow guys like we've done a lot like and and by we I mean I feel like staff puts it on us because it does come through us but this is really like I want to say thank you this I we are taking so many more things off the list these days and I like it takes a village or a city and I like really so so Kudos um and I'm glad that we're revisiting this now I uh in terms of 23 like yeah let's do it all like that sounds amazing um and some things I think are smaller rather than bigger although they may turn out to be the big crazy things that we don't anticipate but let's do it and I mean just given how many things we've checked off I think that that's great to this point about about the thick green line and maybe a friendly amendment to this in case it is towards the 18-month end of that window before the comprehensive plan is fully adopted I might suggest that the mixed-use neighborhoods and the parking maximums are both things that are in the moving towards Vision zero documents which were adopted through the comprehensive plan process and which all of the input that is part of the comprehensive plan the big now new comprehensive plan process that we're undertaking like I know we'll learn things but in terms of a goal that's already been adopted in the city those are two things that are in our Tome of documents now and so I might make a friendly suggestion and you can shoot meet daggers with your eyes that if we finish everything on the 2023 list in our twiddling our thumbs because um we don't have a fully adopted Mass uh comprehensive plan document yet that those are two things that I think that we will have learned through the engagement process that maybe we could that we've already identified as things we want to do in our existing tone of documents and so could we potentially start those concurrently rather than waiting for the full adoption if yeah that's a question um it's your I mean I totally agree these are recommendations in our current in our current I still think those are um big conversations um the sentence established parking maximum was across the city is not easy to accomplish I think it's going to be a really challenging to find the right levels I think it is um there are fewer Community examples out there than eliminating parking minimums um uh so um but yeah I I I don't disagree with that I would and maybe that's just what we do we sort of put it as 2024 above the line um but I I I don't want to lose sight of um work I don't know exactly what that process looks like but you are all going to have a lot of work ahead of you for this comprehensive planning process and so um I in short I don't have an objection to it the more that gets above that I just want to be honest I am getting less confident that we will be able to get it all done um you have you I appreciate that but you guys have done hard work it's hard to make these decisions at times you um I really value the feedback and the shaping that you bring to it so I hope you feel as accomplished as I do um so yeah I mean we can do that I I would I would just be honest that um I don't know what that I don't yet know of the load of that dark green line but I know it's going to be big and so um if we get there I I don't have any hesitation to come to you and say I'm just not going to be able to get to it until X Y or Z so I don't I don't have a big objection to it being aspirational um but you have me on video saying we will do our best yeah well and also why I would just bring that up now because I don't think we need to change we've got we've got stuff to work on for the next year I would just say like maybe we'll exceed all of our own high expectations and if we do like I think that there are things like this is maybe for everybody else like we're not going to not use our work sessions that's a double negative but right like we will use our work sessions there's things that we can work on that we know we'll be teeing up big conversations that we the the planning process will have done a lot of the engagement work but there's a lot like figuring out what the models are and what that number is is gonna take some time and so and so this is why if there is time we know that this is something that we want to do not waiting until you know for for a different line I just think I want I hope that I can plant that seed now so that when we have this conversation next year and we say but we're going to want to move things up above the line yeah okay thank you commissioner Abrams um I agree with that commissioner Mills the last thing you were saying is kind of what I was going to say which is like for the things we know that are very complex and time consuming might it make sense to begin some of the due diligence and research and Preparatory work before the city the final City Council vote um so I know that those things are kind of time time permitting but I would maybe support pulling those two things above the green line just as a statement of value and intention even if we it's aspirational and we have to adjust later um so I would I would support that if other people were interested in making that change commissioner Sylvie um we adopt this again at fiscal year right like July like there's at least one more checkpoint which should be during Comfort the process correct you adapt in the work program yes you can we we have to adopt a minimum once a year but it can happen multiple times it doesn't have to happen at a specific time yep um I'm just thinking I mean like the driveways it's one of those things that not everybody's privy to and like this conversation being part of the community engagement process that this conversation and its next adoption become part of that Community engagement um so that it's with the facilitator so that maybe we can unpack some of these project issues that we're seeing at the table with projects that might be different than what the community is seeing for prioritization so they can understand our process for prioritization at the same time that they're trying to lay out their priorities and it might just be a really good checkpoint at the six ten month Mark or something of this process to say this is where we're at the progress we've made and you know are there priorities coming to the top um as we finish the end of it so I mean I I'm fine with kind of leaving it as is I understand the amount of you know work that's going to be ahead but actually rolling this process into comprehensive planning instead of rolling more of this ahead of I actually want to flip and bring this into it instead of get ahead of ourselves um for that fact so I don't know if that's actually just a conversation with the consultant one that's once they come on that our role being available um as part of the process so because we're we're gonna do stuff like this is a lot so I'm good at this just to take a unasked answer and step back um uh commissioner gabrandel had asked for sort of an overview of some of the ordinance changes that have taken place and um it was a great opportunity for me to reflect on how important the UDC has been to being able to do this since 2018 when the UDC was adopted the quantity of ordinance amendments has really been remarkable and there's been a lot you know of the varying scales and and impacts and um I for sure have my critiques of the UDC um but um these changes in our old uh 10 chapters and pyramidal Zoning where C3 is everything in C2 and C2 is everything in C1 would have been nightmarish if not impossible and so just to say that the hard work of you and your predecessors um I I think to your point of we're going to get stuff done you you've shown that and the city council has shown it there's been a lot of evolution and I think really Improvement of our of our code over that time um first I will just third the idea of moving up mixed-use neighborhoods and parking maximums at least is aspirational above the dark green line but I have a question about tc1 the the three things under there the Washington Plymouth and then the setback amendments are you I know you said taking like the Washington Plymouth Corridor rezoning together are you also anticipating that uh right-of-way Amendment would be sort of studied I think it would be great to explore that in the in applying any proposed change to those corridors it would have implications to the other areas as well but yeah I think if I think that would be a great time to do it okay which quarter you're thinking of walking both I don't know yet okay I have thoughts let me talk about that okay okay maybe both oh I was just gonna chime in when when um Mr Leonard was talking about UDC we should make sure to acknowledge if she is still watching us maybe she is not Leo like this was a labor of love for a decade I think like honestly this was like the thing even before I love even before I got on Planning Commission they were talking about it and like it's anyway no I and it's just a testament to our staff like and and the stick-to-itiveness perseverance power as my first grader says thank you thank you for that um and I couldn't agree more uh commissioner or not commissioner uh Mr Leo um you know we were going through these changes and kind of Midstream we said you know this is also an opportunity to maybe improve the usability of our code and I don't know if you remember when we were doing the flood play overlays on and some of the previous storm water changes there was a lot of questions about which type of measure is going to apply and I really I do appreciate how particularly Alexis is willing to jump in and say yeah we could just make these changes but are there other changes that we could make this better and I appreciate it I'll share that with her despite the fact that she's probably already enjoying a cocktail commissioner white I just went to Fourth um commissioner Abrams um recommendation which was building off of commissioner Mills recommendation to move the mixed-use neighborhoods and the parking maximums above the line um so I you know I wanted to say that early but I'm glad someone else went ahead so I could follow and say I agree so if emotion came to change the work plan there would be a friendly second from this side of the room um and I only say that because of the time table um the thing that I'm hearing as I talk to community folks is we can't do stuff until the comprehensive plan is done but then they don't understand that that doesn't as you said tonight it doesn't do anything it's all of the text amendments that have to come afterwards and that process is going to be a lot longer than I think well one I'll speak for myself then I initially realized when I myself looked at oh great we get to do these things in the in the comp plan but then through my questions learning no we actually then have to Target a section of the UDC we have to propose a text Amendment we have to have a public hearing we have to forward that to council Council has to have a first reading and a public hearing they have to have a second reading and a public hearing and then it will be implemented and on a good schedule of moving all those things along that could be four to six weeks for every single text amendment that we want to go 46 months right but I just don't think that it has been my experience in talking with community members that they don't fully grasp that that's what's in place and while we work on that our existing UDC is what is in place and will drive whatever development happens so as as much as I concur that we are a we've been moving very quickly and making changes I would love to do as much as we can simultaneously and especially for things that have already gone through a community engagement process so we have things that even came out of the a20 plan like increasing buy right housing or housing diversity throughout our community that already went through a community engagement process but it's not yet reflected in the UDC and I just think there are opportunities for us to do some of this work concurrently as opposed to sequentially so I I just want to um really really really strongly agree with Senator uh Commissioners Mills and um Abrams I've just promoted you all uh and and and they're Rec and their recommendation plus if you put all these things in July of 2023 my term is done and I you know want to be able to work on some of these things with you because I've enjoyed that uh I would um I would like the ability to just reflect and present you a refined work program so if you are comfortable I would like to bring that to a future meeting sounds good which means you don't have to take any action we don't that's right no motion no vote alrighty so then we are on to item 9C which would be pretty quick here on the 2022 City Planning Commission meeting calendar which only has a couple more meetings in it so yeah we um had moved the next meeting to this November 2nd and we didn't need to so this change would move it back to the normal November 1st okay we don't need to vote on this do we do we do need to vote okay we would like to make motions that's why you're here to vote pushed her so many second invite Mr Mills discussion no vote everybody hi there we go okay on to item 9d 22 1741 the comprehensive plan evaluation appointment um I um have uh I will be putting together an evaluation committee with a lot of staff from different departments across the city I have asked Commissioners uh survey and Hammerschmidt as the two longest tenured planning commissions that are also on the comprehensive plan uh subcommittee to participate in that they have both said that they are willing but I would like your endorsement that they right you are appointing them um to that um just some bureaucratic boring um this will be a contract that is ultimately presented to the city council the city council will ultimately execute the contract um then that's where the Planning Commission and Mia's staff and my team are going to work with that consultant to kick off the engagement process and the development of the planning process so um it is a an administrative function to select the consultant we do we're doing it through an RFP as I said I would like to have some members of the Planning Commission be involved in that so that um I am not the only one um trying to convince all of you that we pick the right group alrighty shall I read the motion it's just a motion to approve commissioner sylvain Hammerschmidt to serve on the RFP evaluation committee moved by commissioner Mills seconded by commissioner dish any discussion no let's have our roll call vote all in favor say aye it passes okay ah I think we are on to our final public comment okay we'll call an individuals uh nobody's present sure as the commission if you want to call in press star nine if you listing by phone or use the raised hand feature for phone access call 877-853-5247 and enter meeting ID 977-663-41226 City staff will select callers at a razor hand using the last three digits of their phone number you'll hear an automated not announcement that the host is allowing you to speak for either um please state your name and address at the beginning of your comments do we have anybody who would like to address the Planning Commission just give it a moment we have a couple attendees if you are on phone plus star nine to raise your hand or use the raise hand feature if you are logged in see none okay you're on to item 11 which is commission proposed business but um we had two Commissioners uh commissioner White's reference and I believe commissioner Mills although technically wearing a different hat recently attended the Michigan Association of planning conference um I guess I just wanted to offer the commission if you are interested in hearing any we heard at least one notable uh conversation if there's um if those Commissioners are interested in Sharing anything either this evening or in the future to the Commissioners or if the Commissioners are interested in um that kind of report I heard Mia Gail said that you're supposed to give a three to four hour presentation after attending that's what I heard [Laughter] um so it doesn't have to be tonight but I guess I would I would just like to um offer the commission does support um some Commissioners attending um if you attendees um um found anything particularly noteworthy that you'd like to share I'd be happy to distribute materials or if you'd like to um for another upcoming meeting take whatever minimal or hours of time that you're interested in Sharing um what you took away from it that might be of interest to other commissioners I with the commission's acquiescence I'll just follow up with those Commissioners maybe uh for a future agenda and if I can talk them into doing so I'll put on the agenda and if they do not want to it will go quietly Into the Night and I would just add that I I really appreciated your comment tonight commissioner white about just things working it into our discussion I really appreciated that so if there's times where you feel like whatever you learn there applies then I'd I'd be really curious to know more about what you all have learned I will say this uh upon my registration I met the Michigan chapter president of the association and we had well she had a 20-minute conversation with me about her concerns around our planning activity especially in her neighborhood so much so that her deputy director who's also my neighbor called to make sure I was okay at the end of that conversation so I was I I'm a pastor I'm used to people stopping me and yelling at me and telling me what I should do so it fit that narrative um but it I think the one thing that I will reflect just very briefly and I'm happy to do more and um later but it trying to find ways for us to engage the community and the community where we can do it in the construct of the open meetings and accessibility and all of that I think would be helpful to people because I think they've there's a lot of concern that they don't know how to share their concerns with this body and I think it's different than what I often hear which is you're not listening to us which really means you're not doing what I'm asking you to do I don't hear it in that direction I just hear it in do you realize that I see my neighborhood changing and in this case it's not changing in a good way because she was talking about bigfooting so people buying small properties combining them and putting bigger houses on them and um she just talked about the neighborhood character and how and and this was a if I will if I could this is a good way of talking about the neighborhood character um because it was accessible to lots of different immigrant groups who have moved through the city over time but because of these small Lots they're easily targetable to be combined and then bigfooted which means those lots will never come back the other way and um I thought that that was like I felt like it was a worthwhile conversation and and I was like oh here are some things to do and you know she had stepped down offer her some box and took a breath and sort of checked my face and was like oh I'm really sorry I did that and I was like it's okay like you care about your community and you want to have neighbors and you want neighbors to be able to afford to be with you so I think all of that just struck me as what is permissible for us as planning the Commissioners to do in our neighborhoods to both educate and include people not in it the formal process because I just feel like sometimes that is its own barrier but just to say hey we understand this all of you at this table do something related to development in our community or trying to improve our community but I don't know what the mechanisms are for us to have these human conversations with people and then how it translates at the table so I found that to be really really striking plus um Ann Arbor is is really unique as I sat in the room with a lot of other planning jurisdictions like all of the things that they're talking about are things that we're not considering and I I actually felt quite lonely I was like we need like Kalamazoo and Traverse City and Grand Rapids and some of these other communities to sit in um because I was like oh we want to build as much housing as possible and I got a lot of dirty looks and so it was interesting so I'd love to share some of those um those Reflections and I would really love to have the conversation about the conflict of interest because we went through our exercise um that was really interesting about how to determine it and getting the different perspectives and I would just love for us to I would love to have a little bit more guidance and freedom on how to have conversations especially with developers that don't sort of break those conflict rules because developers have insights and wisdom that I feel like I need as I sit at the table and review site plans and try to implement what I what we've been told the community wants to do but it feels like sometimes to have those conversations because those folks might come before planning would create a conflict of interest and so can we have a mechanism for that disclosure so that it meets the the statute and the law but allows us to get the wisdom and the Insight from the developers so yeah um I'll follow if if you're willing I'd love to follow up with you about that session and I think scheduling that for a conversation would be better arranged with having some of those questions in advance and um like I said I'd bring the attorney's office into that as well and I'd love to have some of those questions like some scenarios that we could talk through about the frustrations that you've had or other Commissioners have had and barriers or Clarity that would be helpful to them so commissioner dish I wanted to say that I really I really resonate with what you're saying about having a different kind of conversation somehow I don't know what form that could take in communities not not in this room because this room has a predictable uh quality to it and um I don't know what forms such conversations could take but it does sound something like a an informal Forum or whatever and uh it and it may not be it may be something to explore but not necessarily expect planning staff to orchestrate but possibly Outreach stuff possibly I don't know maybe that yeah go right ahead yes please what are your just trade-offs if we go and walk the corridor we don't have the benefit of being on CTN or on YouTube similarly if we were like as we're you're talking I'm thinking like how great would it be to hold the Planning Commission meeting somewhere else like in in areas of the city maybe but um there are accessibility costs to that as well so you're not going to have the infrastructure here to be able to broadcast it and and the like so um so I would I guess I would start with like if we were going to experiment with that I think it's probably with sort of working sessions and the like which I want to acknowledge is not achieving that goal because part of when the decision is made that's where the formality I think can be at times constraining or um intimidating frankly to some people um and probably the people who people who are less intimidated by it we probably don't need to try as hard to reach because by that nature we are more accessible to them so um so I just as we're thinking about it I think you know it's it's complex but yeah I I think it's great exploration and not I want to be clear the comp plan just like we were talking about that's it's not going to change our regulatory framework but this is uh where we we are going to be putting resources and time into having those Community conversations so as those ideas come this is a great process bringing them to um that's one of the things I want to bring the consultant and then people who are doing this in a community-wide basis on a regular basis this is what we did here this is what we did there this didn't really work so well I want that expertise along with the resources and connections all of you and we have in the community so that we can be as successful as possible so um whenever those ideas come send them to me let's think about them because even if we can't hold the Planning Commission meeting there we can find ways to incorporate those ideas into the comprehensive planning process does it mean a decision-making meeting I really meant something more in the nature of a Forum or just a you know talk to your planning commissioner kind of thing yeah commissioner Mills there was actually I had to miss the session that was a debate over the appropriate role for public hearings like are they actually a good way to get public comment and um I I heard it was fantastic and left people leaving saying we that we still have a role for you know public hearings are important but they shouldn't be the only thing the only way that we're engaging so that like a couple of the people that I talked to um had that I would say one of the keynote speakers is a new law professor here that talked about exclusionary housing that's his Jam I am he was talking housing I talk Renewables we're having lunch in a couple weeks to compare notes um but I think like that that's a resource and it was a really it was a good talk and things that we've talked about before at this body about you know that some policies that seem great may actually backfire um and there was a the lunch keynote was talking about Urban forest and it made me actually think of some of our discussion about our corridors that don't have trees right now um and kind of what that means there was it was it was the the speech was full of the slides were all pictures and I I just thought it was um really great the rest of the time I went to law sessions I think that we're in pretty good shape but like sign ordinance sign ordinance what happens with trees on private property and how to make sure that your you can actually enforce tree ordinances um I mean yeah lots of talk about how not to get yourself sued in a rural community when you're facing a contentious land use decision um solar like this happened like that's yeah um but yeah I think it was I mean it's a great resource and to the conversation about engaging Ann Arbor residents that I subsequently had a conversation for the very same individual and and brought up to the point like calling us all full circle um that we have been making we have recently made changes to r2a because that they're um and this person who lives in an archway District did not know about that that that that was a non-conforming lot previously and to the point of like we're trying we're here yeah like and and these are the things that um that we need to uh address and it's not just a simple you know I mean that there's lots of layers to it and and it's on a radar and UDC allows us to address that much more efficiently than it had ever been and also that we've taken care of parking minimums I talked to a couple people about that who were shocked like who didn't know that we had done that um and how could we possibly have Pat like gotten that through and and it was really a testament to like the engagement and I said we quickly followed we had a comprehensive plan process this was noted and we quickly followed up with it so anyway um yeah we are lonely in some ways on the spot thank you very much done now we don't have to have a special session because I I will forget about it in a month too but yeah I while I have the while this is still on I just also want to say thank you to those who participated in the follow-up meeting about the village of Ann Arbor um yes I really appreciated hearing that update and um and like that knowing that it actually happened was great also knowing kind of what some of those what the key barrier is also really important and I think this was like following up with the utility of something that came out of I I took on from our conversation at the ordinance revisions committee when we're talking about electrification and similarly didn't get a great response so I'm um trying to work through kind of what you know if there's other opportunities to engage on that but anyway so thanks for everyone who participated in that anything else I think we are on a dormant everybody up for everybody up for it

no no because we have an old scale gotcha and so all of those other levels have been adjusted accordingly but this is just where new hires will come in this is where new hires will come in but this is what our current teachers will always move to so everyone will be on this these update updates yeah that's what I did okay if a 10-year teacher here is level J yes so they're making 50 000 and 194. they will be yes we'll have everybody that's at 10 years at the same level and a new hire coming in we'll go to that correct they would we we would want to keep everybody at the same level gotcha yeah do we not have any teachers over 29 years and stop me that stops IT this is the max 74 8 or 73 123. I don't have yeah I don't just the top of the scale would be the last step yes gotcha yep so anyone over about if you've been here 33 years you're still at levels correct yeah yep you top out we don't keep going fast yep well I'm a big proponent of keeping the teachers here yeah and working hard to deserve what they get so yeah yep yep okay so that was that no nothing needed okay well that is the end of this can I get a motion to reserve adjourn okay I have a motion the second all in favor aye aye all opposed motion passes well thanks again for your comments and for coming and

um I also had an opportunity to attend the report card night at Slawson middle school and I just want to acknowledge the work and effort on behalf of the staff that they take to prepare for those nights as well as the participation of families thank you with that that brings us to 10.0 General functions and we will look to 10.1 presentation of one-time funds ongoing funds carryover funds and projected expenditures and we will turn it over to Ms Latasha Damon good evening again um this uh presentation will be in collaboration with the fabulous Norma from Ed services and we'll be presenting
