I have a question yes ma'am or do we still have that title for our professionals I thought it was removed um um we don't use this title but this is the title of the grant okay and it could be used for all staff or classified staff yes ma'am in it another another question when we see there it says uh homeless ARP is that is that the terminology of the of the grants per that we're seeing that is not our terminology correct and to what extent do we do we have discretion to to not use the term homeless um or is that we we use that because that is what it means that because that's exactly what the grant is called yes but just for a point of reference and our financials it's all um allocated by resources so we don't use wordy in our own budgeting so but this is just the title of the brand for the sake of the presentation thank you good night on the homeless ARP Grant are we looking to reimagine what services we give for our students yes so we're going to outline all of our planned expenditures in the next slide all right so starting with our sr3 so you know we have this presentation and we talked about all the great things that we were going to do with our facilities and we have 17.6 million dollars and we have until September 30th 2024 to um utilize those funds um the board approved plan included the HVAC I'm Heating and ventilation that was board approved in a previous meeting that we awarded the contract to will Dan we're also plan to do our shade structure and outdoor seating as well as upgrade some of our doors and windows on our facilities foreign funds that are to be used to address the academic impact of lost instructional time through the implementation of evidence-based intervention we have utilized These funds to provide extra hours for staff providing after school supports supporting initiatives for inclusive instructional materials this is the work that was led by the diversity equity and inclusion committee um as well as providing high dosage tutoring for students during the school day and after the school day and for purchasing stem materials for our summer programming the expanded learning opportunities Grant the in-person instruction funds were provided to districts who were who offered in-person instruction I'm sorry can I say I just want to go back when you said summer school is that this theme um project that we had this summer yes so the kids that that we saw this summer when we visited um those were purchased with these funds yeah we will continue to utilize those kinds of stem experiential learning for the students and the staff they were very excited and you know to show us what the projects that came out of um these packets great so this was uh the in-person instruction funds uh were provided um to districts who offered in-person instruction during the 2021 school year we have utilized These funds uh to provide extra hours for uh educated staff providing culturally relevant instructional materials um as well as opportunities for experiential learning for students um high dosage tutoring and the summer program our expanded learning opportunities uh Grant fund provided District um the opportunity to provide supplemental instruction and supports the students including those uh with identified need as well as social emotional supports we utilize These funds to hire additional certificated and classified staff providing also extra hours for those staff including mental health student supports through um some additional supports with some of our partners like McKinley and Foothill families we purchased uh materials that have been utilized in the implementation of the Seal program and again additional funds for our summer programming and purchasing Universal screeners which is an assessment that we utilize in English language arts and math for students K-12 the expanded learning opportunities grant for paraprofessionals are funds from the ELO G grant that are earmarked for professional learning and hiring additional uh I remember both I um Miss Camacho can you speak a little bit to what the future plan would be when these Esser um I'm sorry when the elog funds are expended by 2020 uh September 2024 and then what would happen to these temporary hires those positions so the oh I'm sorry so um these additional staff that we hire [Music] um of so this is Theology and then this is our expenditures for the El ope the one that follows the elog paraprofessionals yeah so last year we hired um temporary um tech support staff as well as instructional AIDS and um they were hired for a period of time beginning in August and um their end date was um in February of 2022.

but those were temporary hires because they are um one-time funds so maybe I'm looking at so I guess that answers what we did with some funds that expired so that these these EOG funds for paraprofessionals the deadline is September 3rd it's 2024. and so similarly you're saying that these additional positions tech support AIDS Community right and then those positions they would then go through September 30th 2024 and then expire no we CH the the hiring of those temporary uh classified staff those were hired last year um we didn't bring them back this year there was just a temporary hire to help us get through um building some of the gaps um at the beginning of the year and then the additional funds we are using for professional learning um additional hours because we know we can't keep that stuff on Beyond um the time constraints of of the funding and can you share with us how that um the addition of the staff and then the when those positions Sunset how that has affected the program so did you know do we get the Boost and then are we able to maintain that level of proficiency or achievement or is there any kind of slide back once those extra staff members are no longer with as far as the the Paras that we hired last school year so the tech support um came in to help us um get things um distributed as far as additional um uh Chromebook then um resources that were coming through uh the district and the additional instructional AIDS um were hired short-term um just to provide some extra support and then we brought in the high dosage tutoring so they were in a sense kind of filling in some gaps until we were able to bring in additional support for for students about me thank you Roger spania yeah my question is so these are one-time funds are we able to reapply for these funds um to continue these programs or even apply for other grants not necessarily this right right there are other grants we could apply for but these grants will no longer be available and they're mainly due to the pandemic funds as they call that yes ma'am the cover relief funds really fun yes ma'am but there is other grants in the future that we may be able to look into to continue some of these great things that are happening now potentially yes ma'am okay thank you the homeless American Rescue plan funds uh are provided to districts uh to support um our mckinney-vento education um to support homeless children and youth we are utilizing These funds to support any needs as far as short-term housing which would include um one or two nights of motel vouchers as well as school supplies Material supplies that any of our students McKinney Bento students would require as well as supporting transportation for them as well as additional tutoring um I think this is great um so the emergency services that we are providing one to two nights of vouchers what are the connections that we have to shelters that you know that shelter families for example um uh or even teens right do we have a list of resources within the district um that are readily available right so open shelters that have um that families can go to um showers where they can go shower right these are like the little things that um do we connect them to God's Property here in Covina where they get once a week on Thursday they get meals and uh what is it clothing um what is the other one here in a snooze the um Pathfinders Ministry food bank on Friday right so do so um is this readily available for the you know for somebody who I mean we can say yeah it's on our website but when someone is experiencing homelessness I think it's important for us to understand that we should have it ready available for them physically and guide them and I mean do we have a case manager for this um you know do we have uh do we have connection to an intake um you know can I can answer a question we have the Azusa vulture task force where we do house with mayor Ocha and we have a committee and um Alicia thought is sharp she's our connection and uh either through um turns um calling her or School employee and she does the intake of these families and we do house them for a week I'm not sure if it's connected to this and but we do housing for the week with um also giving them resources where they can turn to um if needed so this is the this is about your task force through um mayor roach and myself and a few members in our committee this is great all right this is great I know this I know you know this but does our community know this well yes because we do good cases year by year um we have not because of pandemic it seems like it's kind of stopped but we have gotten three or four maybe five cases a year um right and we have housed them so so my next question would be you know are they connected to Pasadena Union Station homeless Services right where they can go ahead and um have the CIS team assess and be able to you know um also uh provide Bridge housing which can be connected to Lassa and so forth and so just these are other opportunities um I don't know if our new case manager that we're or somebody is it who are we hiring again um so we currently have a district family a support specialist Alicia Torres sharp who serves as our homeless liaison so she um attends there's monthly meetings with Lake go and they connect um each district has um a person who fulfills that role of homeless liaison uh to to be the support provider for um families who who are in that situation particularly our students she also attends our monthly Community Liaisons meetings so that Community Liaisons are aware of the supports that are available um so that if they have families um who have some specific needs they connect they connect them with Alicia okay I'm sorry just so if somebody was and I'm just saying this hypothetically if there was a family living in their car what they would have to do is call the district and ask for Alicia Torres Sharp is that the department or I mean what department would though she's part of student Support Services which was formerly known as child welfare and attendance um and um she has her office here in the district office and do we have a page um with this information on our website but I I believe she's under the the tab of student Support Services foreign going to our next category we have allocation of 4.7 million dollars with the spin by date of the 2526 physical year we received this allocation in the form of two grants one being the Arts music instructional material Grant um it's important to note that this is an estimate only um CDE has not completed their calculation formula that they're going to be utilizing so this is our preliminary allocation we received four million dollars we also receive the a through G completion Improvement Grant of 715 000 both grants have a spend by date of June 30th 2026.

the art music instructional materials Grant is provided to districts to obtain standards aligned uh materials as well as provide professional development and specified areas and develop diverse and culturally relevant book collections the Department California Department of Education will be hosting a funding webinar on these funds on Wednesday October 19th which is tomorrow so I will be attending that as well so we are looking to utilize These funds to um upgrade instructional materials in the following subject areas which include financial literacy um uh adoption for history and social science materials for Elementary programs mathematics programs which will be coming in a few years um as well as supplemental materials for Science and visual performing arts and a textbook textbook adoptions for our world languages programs the a through G completion uh brand is a grant that was provided to districts to support students in meeting the a through G requirements and we are utilizing These funds to provide students access to courses um as well as providing professional development for staff so they can attend conferences and training and to provide students who are not beating Targets in their a through G courses additional supports by way of tutoring and intervention These funds are also utilized to cover testing fees for AP test nib now go on to our next allocation with a spin by date of 27.28 we received 12.5 million dollars um this too is also an estimate of but this grant title is learning recovery block grant and the spend by date currently is June 30th 2028.

a learning recovery um emergency block grant funds can be used to support learning recovery initiatives support academic learning recovery and support uh pupil social emotional well-being we are you sorry um we are looking to utilize These funds to support um some of the programming that we shared with the board at the previous study session so because these funds have a later spend by date we are looking um to utilize These funds to support the enhancement and expansion of some of the programming that we shared as we move into reorganization implementation of program and um utilizing the input that we gain from our community schools development teams as they come together after school reorganization so you'll see that there isn't a slide to go with this fund funding source yet um because these are the funds that we are hoping to utilize to support some of those program expansion and enhancements and to our last category for our one-time fund allocation um we received 12.5 million dollars um This was um allocated to us in the form of three grand one the educator Effectiveness I'm sorry eat or grants elop Grant we receive 9.7 million dollars for our educator effective Grant we received 2.5 million dollars for the universal Pre-K planning and implementation Grant we received 197 000 and for ethnic studies we receive fifty six thousand dollars currently all four grants early does not have a set spin by date um so we're waiting for CDE to identify the date that we have to spend the funds by but here's our plan expenditure plan the expanded learning opportunities uh programming funds provide funds for after school and summer enrichment programs for transitional kindergarten through sixth grade so expanded learning means before school after school summer or intercession learning programs we are utilizing our funds to support our before-school care for our Elementary programs we utilize These funds to support the day camp offering that we partnered with the city of Azusa we also are looking to utilize These funds to support eight field trips this year we also utilize These funds for our Gate Summer programming that we offered last year and will continue to offer and these funds also support the intercession programming which will be offered when school is out for a period of time last year we offered it during spring break so this year we will be expanding that to other intercession periods who is the gate advisor or all levels so each school has a gate coordinator and when we say uh gate field trips would that be by school by grade so there's um there's different ways that we are from so we haven't offered them since pre-covered but some of the trips that students were able to take included going to the Festival of books so they were kind of enrichments oftentimes the gate coordinators would get together and identify some trips that they were interested in taking the gate students on and um at the district level our director of Educational Services Adriana Garcia Medina is who is working with the psych 8 coordinators and she will be supporting them in identifying um which trips they would like to take students to and sometimes they are separated by grade level because because the nature of the age of the students I heard that in in past before covet a gate Bill trips uh that they used the the Gold Line yes and they used their the right here Covina as well that they use their public transportation to get to where they needed to go so um that that looking at Buzz tokens and not bus tokens what do you go a Tap bar or Tap bar yes right is that something that we as a district will look into as well yes we are going to be getting those for all of our students oh education educator Effectiveness funds are intended to be used to support professional learning for certificated staff administrators and classifieds we are utilizing These funds to support some dual language immersion professional development as we look to extend our DLI program into the middle school next year we are also utilizing These funds to support the professional learning for our early learning seal which includes the preschool and transitional kindergarten teachers literacy support at the secondary level as well as the elementary level this is a partnership that we have with Dr Nancy achavan who is currently working with teachers at Lee school as well as some our secondary schools we are also utilizing these funds to support the professional learning that we are partnering with Western Justice and restorative practices and trauma-informed practices as well as some professional learning for our special education staff the seal expansion and some new teacher support that we are offering this year and we are using the word new teacher support to also include teachers who came aboard during distance learn distance learning who you know need need some additional support as they have come back to in-person instruction the universal Pre-K planning and implementation Grant is provided to districts as we expand the universal TK and we are utilizing These funds to support our TK six hour bilingual instructional AIDS and all of our TK classrooms purchasing additional TK instructional materials and to support professional learning for our TK instructional AIDS as well as teachers that was the cutest picture I was gonna ask do we have those masks and adult sizes that that's an example of some of the things that they do with the CL programming they become um chemists they become astronomers they become all kinds of great things so a lot of fun yeah next studies funds are to support districts in the implementation of the new requirements for ethnic studies we are utilizing These funds to purchase materials and supplies for our new ethnic studies courses as well as our Latino studies course at uh Sierra Azusa and Gladstone High School we are also utilizing These funds to support the first professional learning of our staff who are teaching the ethnic studies courses in history and Ela as well as providing time for teachers to develop the units for the history ethnic studies course as well as the ethnic studies course in English language arts so that will conclude the presentation on one-time funds and so now we're going to transition to ongoing and carryover funds we currently have three allocation of funding that is either ongoing or carryover so we have our 2122 supplemental concentration carryover of 5.5 million dollars we have our concentration ad on a grant which is carryover from 2122 that's 2.7 million dollars and we have our concentration add-on for the current fiscal year 2223 of 3.1 million dollars starting with our constant supplemental concentration carryover on the 5.5 million dollars we are utilizing the fund for professional learning in our Innovation Labs we are going to continue with our technology upgrades which includes classroom cabling or interactive channels paging system and voice lift inside of our classroom um it's also important to note that the reason why we have the 5.5 million dollar carryover is because we had a robust funding allocation of one-time funds that had a more expedited spin by date so we're able to utilize those funds to cover our plant expenditures and our lcap um but because we wanted to be prudent and not just let the funds fall to our Indie fund balance we assigned the fund so we can continue to utilize the funds for the goals that are set aside in our lcap we also have our concentration add-on from 2122 we received 2.7 million dollars um again we're going to utilize this for combo support teacher and res resident sub teachers as well as explore the idea of implementing a social worker position in our district um but again we have this carryover also because we utilize our one-time funds to provide in Prior years our combo support and Resident substitute teachers and for our current year allocation um 2223 concentration add-on allocation um we are receiving 3.1 million dollars and we will utilize those funds to continue our combo support to our teachers also continue our resident substitute teachers at our sites and continue to explore Addie the social work position into our popular employment population and with that we would like to say thank you and open up to any additional questions that there may be any questions I like how you're making that dollar [Laughter] it you know thank you for your presentation um I I know that we have a lot of questions a lot of probably pragmatic questions and I I hope that um uh I mean they're in my head right now but I'm trying so hopefully I can email you guys um and if you guys don't mind answering uh the whole board if that okay then we will move on to 11.0 consent calendar and specifically 11.1 approval of consent calendar and so all matters listed under the consent calendar are considered by the Board of Education to be routine it will be enacted in one motion there will be no discussion of these matters unless requested by a board member if a board member requests discussion that item will be removed from the consent calendar and considered it separately with that is there emotion on the floor regarding item 11.8 11.8 so are you do you move to approve 11.1 with the exclusion of 11.8 yes I make motion but did anyone second that second okay then we will go ahead and move to vote to approve 11.1 with the exclusion of 11.8 student preference yeah why don't we go and vote by hand board member Rodriguez Pena yes board member Beau yes board member arianis yes and I am also a yes and so 11.1 uh moves for yes to one absent I believe that will move us to 12.0 which is items pulled from the consent calendar and we will now have a 12.1 which should be approval of contracted Services agreement between Azusa Unified School District and mobile Ed Productions Incorporated is there a motion I make a motion to approve second the move by board member Rodriguez Pena seconded by board member arianis any discussion yes it was more of a comment I just think this is a great idea and a great opportunity for the students to have this uh mobile mobile steam lab uh Center Middle School had the mobile it was like a moving aquarium it was really cool they had fish in there and the kids are so excited and I just wanted to just um mention that you know and also some students do not have the opportunity to go to the museum well we'll bring the museum to them and I just want to make the comment I think it's a great idea that's not gonna say any other questions or comments okay then we will move to a vote okay so we'll do a hand vote yes foreign yes and I am also a yes and so 12.1 passes for yes to one absent which brings us to 13.0 business and finance and specifically 13.1 approval of amendment number one to memorandum of understanding between Azusa Unified School District and Los Angeles County Office of Education is there a motion on the floor make a motion to approve 13.1 second moved by board member Rodriguez Pena seconded by board member arianis any discussion then we will move to a vote and the motion passes for yes to one absent which brings us to 14.0 curriculum and instruction and specifically 14.1 approval of consultant agreement between azus Unified School District and pride learning Co is there a motion motion to approve 14.1 second moved by board member adianas seconded by board member Rodriguez Pena any discussion I would just like an explanation on this please I'm gonna ask um our director of special education Aaron Kramer to come up good evening um so this contract is a partnership with a company that provides some intensive learning instruction that's aligned to the needs of an agreement that we have with the family as part of um some settlement that we have agreed on previously so so they work with the parents on explaining to them on the IEP the process or this is actually reading an intensive reading instruction directly for the student okay thank you absolutely any other questions then we'll move to a vote and the motion passes for yes to one absent bringing us to 15.0 human resources and specifically 15.1 approval of tentative agreement between Azusa Unified School District and Azusa Educators Association is there a motion make a motion to approve 15.1 I'll second moved by board member Rodriguez Pena seconded by board member Beau any discussion and we will move to a vote and the motion passes three yes to one abstention and one absent bringing us to 16.0 policies and bylaws and as we look at items 16.1 through 16.4 each of these are info items and they are each first readings so I will ask each of my colleagues if there are any items here that that they would like to ask any questions or or make any recommended uh changes or suggestions hearing none know that our next regularly scheduled board meeting these will be included in our consent calendar for approval which brings us to 17.0 adjournment at 17.1 specifically is there a motion to adjourn motion to adjourn second moved by board member adiana seconded by board member Rodriguez Pena any discussion I didn't think so let's go ahead and vote one last time I just wanted to wish our school board uh student School Board member um well we will not see each other but hey feel free to come in feel free to come in anytime and drop by yeah all right have a good night did you vote on that remember oh it was ready it passed okay so that's four yes to one absent

meeting there has been adequate notice of this meeting provided by the Board of Education June 23 2022 notice and the co-star setting forth date time the place of this meeting similar notice has been posted in the town hall the Brielle School website and the borough clerk has been notified real call please here Mrs McDevitt here please here this is me here today [Music] thank you and if someone can move the Board of Education approve the minutes of September 21st 2022 meeting up before the person yes Mrs Jones yes Dr Steve yes this is me yes and next we have presentations is a good evening everyone I'm doing well and I'm like what should I stand well you know this week we had a fire department or kindergartners went on a trip to the firehouse and then the fireworks we came back here and um [Music] and when I come out it seems to be what's happening I come into the office and my secretary so that's your last fire prevention assessment so it's like everything I do is like oh that's your glass so tonight my husband reminded me well this is your lap I get worked up I never eat before board meeting I'm going to be very upfront with you this is my last of everything anytime anytime I come to a board meeting and I've been doing this very long time you heard me say I always get a little like worked up and so you know what every dinner uh I hardly want lunch on the day of the board meeting what we're presenting something like this and every time I present they're always good results live in this community our teachers do an amazing job here and so I'm very proud to show these results but there are some things in the in tours here that have some concern but before I begin I just want to say since this is my last I feel very good as your educational leader that I'm leaving this school in a very good place and um but I could not do this alone this was 15 years of hard work and dedication and I got that from my staff I got that from the community I got that from great board members and I hope that continues because those are the key elements about having a great school you don't have a great school that all those elements are in plan and teachers have to know that they have to keep working harder administrators know that they have to keep learning and getting better and the board has to know that they have to keep supporting the work the great work that teachers do and so I hope after my last presentation that never changes because that has been our way of always doing great things for our kids at my um not my last but that last this month's uh sending district meeting um I did share with the other superintendents they will agree we want to share with one another you know how each of our schools did so we could work with our teachers to say you know let's look at how we compare to others because what I'm going to show you tonight is just how we compare to the state and I don't like comparing us to the state because even though New Jersey is in the number one in the country instead okay and we do really great in New Jersey I'd like to compare us to like dishes and so I don't have that data yet but you know I am looking to get that from other so that I can and that is just for me to share with my teachers so that and having tested our children in two years I know you're aware of that so when you're looking at saying uh a sixth grade score they haven't had this test since third grade so I can't use that data this is kind of like what we're calling our Baseline how do we do during the pandemic and post pandemic you know did we keep that moving did we do the right things did we continue to give teachers the professional development that they needed to ask those questions are we doing the right thing have we changed things and I have to set it and Mr Sabia and his love get a lot of credit for the you know digging deep with teachers to have them look at what we're doing uh whether it's now we're using the science of reading the kind of the math materials we use in our building the kind of collaboration that we do with other setting districts the kind of PT that we provide for teachers keeps us and your children our children here in this community Cutting Edge and so um so I'm going to show you the district analysis the school um there's a few things that I'm going to show you and it's thanks to the board uh that my purchase linked and it's something that I you know have been hearing about for well over 10 years it's very expensive we you know press the button and said we really need to have a partnership with Lincoln because it gives our teachers the most important tool is one of the most important so you can make the decision and it has that looking at a lot of data not just njsl heading not just i-Ready not just chat chat not just a benchmarking it has them looking at everything and so the state tests that our children took back in May gives our kids five levels level five you're exceeding level for your meeting those are the two places that we want our children to fall in level fours and level five and then when children fall into level three there goes our intervention is the biggest work that's where we start digging and saying look at those kids at level three because how do we get them to that next level where are they at level three and how do we get most of the time we'll find children throughout the state not just here in Brazil that are in level two and level one most of the time we find these children have IEPs and resource rooms where an identified them there are two great levels below and we might expect a child who is in spit braid who might be reading at the third grade level we administer a fifth grade Testament we already know before where we expect them so in the district of Memphis is not okay so the district now this is kind of like what I look at as the green picture and so this is Ela third grade and then all brains uh we look first at the last two columns what's the percentage of kids that are creating and they see the expectations in pla so that you can see in uh third grade 69 of our third graders are reading or receiving expectation compared to the state at 42.

the article that was ratified and that is all y thank you okay moving along to reports presentations Williams uniform complaint quarterly uh reporting from Mr Mike Jordan Don't Blink good evening I'm pleased to report I have no report wonderful there are no complaints took me longer to walk up here thank you very much good to hear thank you okay and uh we have a bond program update with kusher okay well as he's walking up we just want to welcome kushu Guyer from CFW they have been great partners with us as we look at State financing and we're very glad to have him here he might have rushed his way in from the Bay Area so he might be a little little tired there but anyway welcome thank you for being here and we look forward to hearing what you have to say good evening ladies and gentlemen I'm Chris Cara with TFW very pleased to be uh here this evening to present you some information and an opportunity great consideration I've had the privilege of serving your district for almost 30 years now and my firm's been serving you for a little longer than that so we really appreciate the relationship over the years and it's nice to drive around your community and see everything that you've done for it uh with that I wanted to provide you just a little bit of background about your District's fund program as a recap and then uh discuss an opportunity that you might have oh perfect okay so uh this is a way of background the district has uh two general obligation bonds that were successfully passing your district one goes all the way back to 1991 and there's a small portion of those bonds that are still remaining to be uh sold almost six million dollars more recently in 2008 62 percent of the voters near District approved measure in authorizing 500 million dollars of bonds that can be sold over time as and when your assessed valuation supports that that Bond program was done in anticipation that there being development and growth in your district and to be able to provide housing for students over time as a housing was developed two they did issued about 55 million dollars a month and there's about almost a little over 440 million dollars that are remaining to be issued that could be issued over time and as I'll be describing a little bit later in the presentation today you do have an opportunity to issue some additional bonds if you have the need and desire to to do so as a background of your District's overall Bond program one of the items uh is anytime a district issues Bond it goes through a process where you get a credit rating assigned to you just like we all have personal credit ratings the district has occurred rating as well uh very pleased that the district's rated an A plus rating it's a very strong rating there are categories above an A plus District but those are usually reserved for the very high wealth postal communities of an A-Plus district is a is a very very good rating and it reflects what standard Imports the rating agency sees as the very strong diverse economy you participate in the Sacramento uh economy the greater Sacramento but also The Prudent financial management of your District over the years is reflected in that grade and that's something that was noted and the table below shows all the bonds that are currently outstanding and in total you have approximately 89 million dollars of bond issuances outstanding at this time the next page indicates your assessed valuation and what the assessed valuation is it's the value of all the property in your District not the market value but the assessed value for Prop 13 which typically is lower than the market value but it once again is reflective of the values of the property and it's the basis for which taxes are levied the levied on an alarm basis uh percentage against the assessed valuation you'll see that we've been tracking your assess valuation for a while over here uh you had strong growth in the early to mid 2000s you were not immune from the greater session if you have a chart on the right you'll see there's a couple of years of negative growth where values went down in your District since the Great Recession your assess valuation has come back strong you're now over three and a half billion dollars which is sizable uh amount for a district of your size but what's most important is that number at the bottom right that 21 assess valuation growth your assessed valuation grew dramatically in the last year a lot of that is attributable some of it is attributable to improved housing prices but a lot of it is attributable to the development that you're seeing in this area that's coming in obviously this is a desirable Community folks want to build homes here folks want to come and live here and buy homes here and that's reflected that's one of the highest growths we've seen of any District that we serve in the state so that's a a very positive number and why that presents an opportunity when we sold bonds we assume the assessed valuation is going to grow at four percent a year it actually grew at 20 which is what the the driving factor that would give you the capacity to issue additional bonds at this time should you so choose to so what the next slide looks like is if the district were to issue bonds you have the ability to issue bonds either under the 1991 authorization or the 2008 authorization what the district has done in the past is you've been trying to preserve the 1991 authorization bonds because they're more flexible the the older election allowed you more flexibility with what you can do with the money the 2008 election was not under prop 39 which allowed you to pass a bond at 55 and has some more restrictions associated with it so while the district has the ability to issue bonds under either authorization um we've looked currently at issuing bonds under the 2008 election authorization so at this time you could issue approximately 12 million dollars a bounce it that number could be slightly higher or lower depending on what Market rates go the interest rate is estimated to be just under five percent uh the term of the bonds would be 25 years um is what would be proposed your repayment ratio which is the ratio of what you borrow compared to what you pay back would be approximately two to one and what it means that for every dollar you borrow over the life of the loan you'll be paying like two dollars which is a very low prudent amount the state of California has indicated that anytime you borrow a school district borrows money as long as you're paying back less than four to one that's an acceptable level you cannot do a loan that has a repayment of greater than four to one but clearly you're half of what the acceptable level of the state would be and a lower number is a good thing it's a better thing and the assessed valuation growth uh we would count on uh of four percent in the future uh eight percent next year and then stepping down to four percent into the future so you have the ability to issue once there's no compulsion to issue bonds but there's a couple of reasons why you may want to consider issuing bonds at this time when you issue bonds essentially you're paying interest to the investors who buy the bonds from you give you the money up front you may be aware that interest rates if you look at the chart at the bottom right interest rates have been heading up quite dramatically since we've sold our last bonds and since we did the refunding many years ago where I think we got the market at the lowest at that time um and it is what we don't know for sure there is an anticipation that interest rates may continue to increase or likely to continue to increase most economists believe that the FED intends to continue to raise interest rates and we're going to see higher interest rates going in the future a higher interest rate means for the fixed revenues you're getting from the taxes you're going to get less money towards projects and more money is going to go towards interest so there is some benefit to trying to lock in and interest rate a lower interest rate benefits the taxpayers in the form of being able to provide more towards projects and you're sending less checks of interest payments to the investors over time so we wanted to bring this opportunity to you to see a if you had the need for any additional dollars at this time to either complete projects that are underway or to be able to continue some of the work that you've been doing in other schools and B if it was the board's opinion that interest rates were likely to continue to increase in the future then you may want to take the opportunity to lock it in at this time so with that the options that are available to the district at this time are to be able to either take no action at this time the authorization never expires so at no point will you need to um there's no need to sell it's not a user to lose it if you don't sell the bonds at this time you could sell the bond somewhere in the future you come back a year two years five years later whenever you want to authorization never expires or you could choose to issue bonski at this time based on the parameters we've talked about please understand that those are base those are estimates as of today the actual Interstate may be higher or lower by the time we sell bonds it's usually about a 60-day process to sell bonds uh and and some of the uh other parameters may change but these are the estimates based on where we think we are today as the board has done in the past if the district does elect the second option which is to direct the financing team to proceed with the issues we would come back to you in the future with a resolution as an action item I know today is not an action item it's just an informational item and at that point the board would have the ability to weigh in and make a decision as to whether they wish to sell the bonds or not uh assuming you take that step we'll go back to the rating agencies there's going to be some challenges but I fully anticipate we're going to be able to keep our a plus rating the reading agencies are very concerned about the headwinds we may be facing if we go into a recessionary climate and how that might affect School District finances but I think your district has weathered that storm before and so just as we've done in the staff in the past your staff will make a presentation to the reading analysts present that information and I fully well anticipate that we will maintain our A-Plus rating despite uh we would then uh once the district once the district is done with the uh uh adoption and the rating the next major step is to actually go into the market and sell the bond and selling the bonds is a negotiation between the district and the underwriter the underwriter the folks that buy the bonds from you and uh it's a process that takes about two days there's a all in the afternoon before you sell the bonds and then you go into the market the next day or the underwriter attempts to sell the bonds to investors and you lock in an interest rate on that basis this is one of the last few businesses that works on the spoken word so if we were to go out and sell 12 million dollars for the bond scan based on uh superintendent alerts verbal award and based on uh the support from us and his staff the bond transaction is then complete everything eventually gets documented in a written format but most this is most of the business Works cylinders on the spoken word which is one of the things I enjoy but and finally if this transaction were to occur were to be completed and priced you would then be able to receive the monies at this point if we were to get direction from your staff to come back to you with documents at a future meeting we would hope to be able to complete this transaction by the end of December by the end of this calendar year and why that might be of interest if the board decides that they want to proceed with this is there's about 20 billion dollars of school districts and Community College Bonds in the November 2022 ballot those bonds are likely to come to Market early next year and early spring January February is when they'll probably come March is when they'll come to Market and selling bonds is always about demand and Supply you want to go into the market when there's not a lot of supply and so if possible we'd like to try and avoid getting into the January February March time frame and we'd like to go in later this year and get ahead of all the other Bond sales that might be coming just a quick question once we sell the bonds and have the money in the bank is there any time penalties or anything or anything that many in the bank great question you have to have a reasonable expectation that you would spend the monies within three years if you do not spend the money within three years thereafter if the bond of fund of the county is earning more than what you're paying investors you need to start remitting that difference so that wouldn't be the case right now because the bonds are probably at five percent and I think the county is maybe paying you one percent but let's say the bonds were at five percent and the county was County Pool was paying you six percent at one percent differential above and beyond what you were paying the bondholders would have to be remitted to the IRS every year so there's not an absolute that it must be spent but you should not issue bonds if you don't have a reasonable expectation that you will be able to spend a majority of those Monies and the verbiage on that was bricks and mortar for building schools does that include the pre-planning processes yes it'll include South costs it'll include the actual construction modernization project so it doesn't have to be building new facilities necessarily it could be the rehab existing facilities and within some parameters you could also use the money for technology okay and then back to the second page it says all of those items say refunding what does the term refunding mean in that context when this board has always looked out and of the best interest of the taxpayers and whenever there has been an opportunity to refinance we use the term refunding in our industry just to confuse everyone but you can see a refinancing so anytime you have issued bonds and Market rates go up and down so anytime there's a dip in the market rates we've provided the opportunity to this board and in in many cases the board has agreed to take advantage so for example if we sell these funds at five percent now hypothetically and three years down the line interest rates of three percent will come back to you and say just like you refinance a home loan to reduce your payments we would do the same and those savings get passed directly onto the taxpayer I just wanted to make sure thank you a couple of questions it's quite good so um to continue on that discussion one of the benefits of being able to reduce the interest rate and save the taxpayers money is that gives us a little bit more allowance on what we can sell for future Bond sales is that that is true as well yes ma'am right because there's a cap what is it like eighty dollars per 100 000.60 okay annually right so if a home was worth three hundred thousand dollars they're going to pay 180 bucks a year okay I'm just a correction if the home is worth three hundred thousand dollars they may actually be being a lot less because it's not market value right right it's just it's the Prop 13 assessed value yes they could be paying 40 bucks on a home with the market value of 300 and and just for those of us who are Bond challenged could you just go back to um on page four you were talking about the two to one ratio of what is paid back so that is paid back not by across the district but it's paid back by the community right through the taxes okay yeah just just want to make sure that everyone understands that we're not borrowing money and we're going to put ourselves into debt it's part of what the community has already authorized this is what the voters voted yeah okay and then um I think you already answered my next question when you were answering hers the money when we receive them do they have to go into a no interest account or they could be invested in the county pool typically in the county pool okay so just I assume that's where your general fund monies are so it would be along with other District funds and uh we would typically we would monitor in the old days when the County pools were earning five and six percent we would monitor it every year to make sure we were not earning Arbitrage the difference between what we're paying on the bonds and what we're earning okay uh but so if we earned some interest uh I don't know what your county pool is paying you right now but I'm assuming it's somewhere around one percent yeah so there's money sitting over there it is in the county pool we can't draw down money and then invest it and make you know eight percent it is at the County Treasury rate but we could but we yeah but you couldn't invest it and try to make more money off that one no but you could use it for other projects or would it be general fund money the other piece to put in the board's mind is remember with the current uh Rex Fortune Elementary that we're building it is a phased approach so we still have a phase two and that's what really sparked us on this is trying to access some of these dollars so we can try to finish the school um and then get get some reimbursement back from the state on these dollars because there is the ratio for the state to give us money back so timing is one thing that we want to really look and pursue because a it would be nice to get get that school finished and ready as we make our first second I guess you'd say put rent into Rosa and when we get money back from the state for their matched dollars that money then can be used for other improve facilities type project if timing was right which we'll we'll never get this right unless someone has a crystal ball it'd be nice by the time you get that money back you're actually going to start work on your next school yeah but unfortunately I think we are seeing the the housing market change quite a bit so it's that big Crystal Ball but yes we would get the money back and then put it in our accounts that we could then use as we move forward with the next facility but it's restricted the same as the original I believe we can even use it for any modernization any sort of improvements on those those projects each time we had the timing right last time yeah we did we did thanks to Kushner so at this point all we're looking unless there's an objection to staff pursuing we're going to push forward obviously any any vote you will get an opportunity to vote this is not saying this is not a vote but we we wanted to at least put this as information unless there's uh objection we would want to go ahead and pursue and then we would come back with whatever the final plan would be so again I'm not looking for a vote at this point um just the idea that staff will go ahead and start the process to see what we're going to do we work with projects to see uh what we would utilize it but that phase two is a would be a big a big win What's the total amount available to us well 12 million I believe it would be 12 million dollars we don't know if we would want that's why we want to sit down and plan I don't necessarily know if we would want to go for all 12 or if we want to look at eight but that's what we would want to continue to pursue but again if if the board's like um plan yeah I would see no reason why we wouldn't pursue this ASAP and I would like to have a resolution by next month but particularly if you want to get it done before yes let us let us pursue it and then with that guidance and I will we'll look at November and then um but I do want to have more communication than Lisa's behind me too obviously We're looping that into to make sure that we know what we're doing with we're not just going to do it just because we can and I know that's not what you're saying but I want to make sure that no we need to get Rex Fortune up and running so okay and just noting that kushra had indicated he wants to he was hoping we would be able to do the sale prior to the end of this fiscal year or this calendar year so that means a vote November sale in December or a sale in late November so yeah that's not a lot of time I agree sorry to pressure on it plenty of things no pressure I'd rather act quickly and make it happen than think about it and yeah be in a different spot so that's great and I want to vote on it I'm sorry I want to be able to vote on it no not yet for all your time and help you you've always been a godsend to us in regards to the finances and selling the bond so thank you very much yes okay public comments will be up in a little bit it's not time for public comments just yet okay um curriculum I'm sorry committee updates curriculum instructions special education update with Mr Mike Jordan again because we like him all right good evening uh since last report a couple of things have happened uh one during our last Gator culture meeting all the site administrators academic coordinators and so forth came together and they went through their analysis of our most recent I ready score reports so they talk about the glows The Groves and their action plans moving forward with the special emphasis on our English language learning population so the next step is they're taking that back to their school sites and they're getting those action plans up and going and working at the school site so they did a great job with their presentations I want to thank Becky Lawson for leading that for us and uh we're moving along with the i-Ready assessment data second thing uh the ctig grant was successfully submitted the white Grant we qualified for 260 000 this past year we've actually that's what we received we'll get it we qualify for about 359 000 for this coming year so that'll be fantastic and in the meantime during this last month we met with the MCA program we're putting together the new information Communications technology uh pathway which is going to be fantastic and is going to be housed in these buildings right behind us which are coming up incredibly fast all of a sudden they're doing a great job over there what was the name of that Grant again could you tell us queer technical yeah education yeah thank you and then finally this is just an appreciation uh on a recent trip to Leatherby's your fellow board member Mr Mason right here went out of his way to make sure my brother and I had an excellent trip oh a high five to him I ordered like Cookie Monster crunch or some ridiculous thing and he didn't even make fun of me yes I do have a question when do you think we'll get the information from the panoramic survey the we have data information in we can share that with you that would be yeah just it just closed I think Friday I think we just saw an email today so awesome good timing literally this morning awesome we're on the same pathway could we like December you want me to share it with you electronically or come back and share it or what would you like both okay both all of the above sure better see yeah yeah you may as well if you have been available do that I mean that's good information to share with your public right yeah thank you and Mr Jordan is it on the radar to share the i-Ready results with us as a board I can certainly do that as well if you want me to do it electronically in person yeah much appreciated all right I I definitely favor it being in person partially so that it gets out to the public as well okay but we can do that next month that'd be wonderful appreciate it thank you okay next we have facilities update we have Mr Richard Putnam I have one question for you Richard can you spend 12 million dollars good evening everybody uh been a busy time it's been two months since my last report because I wasn't here for the last one Rex Fortune is moving along quite well we've actually done the first layer of asphalt for all of our Paving areas it's a critical step because that will help keep us moving forward depending on what kind of winter we do have this year if we have a wet winner we will not be slowed down because of that because we will have asphalt and we are starting the flat work which is all the concrete work going around the inner part of the campus as well so we are moving that along to where it doesn't matter what weather is going to do we'll still go on and we'll still have the school ready to go for the next school year uh as Mr Jordan uh gave a little insight the the new CT buildings are uh popping up out of the ground and moving along we are anticipating those to be dried in uh by December the 15th is what the contractor is shooting for so that's exciting that that will keep moving on and we will have that ready for next school year also we have gotten the first phase of our fencing project done over at North Country so the fence down Brown otter is the field is completely fenced in now all the way up to the school site the only way you can come on campus would be having to come into the front of the campus now but that will be a phase two uh and we redid the the roof on uh rooms 210 211 and 212 over the fall break so we've taken care of uh some roof issues there for Center High School and then we are working with CFW um to help with updating everything for modernization at North Country there's potential that we will be getting back into the mix with the state of California for money originally planned out there's still some loose ends to tidy up we're moving forward with that so we can continue improving our sites and then also we are doing some landscape Renovations at sites North Country was the first we are going with a lot more drip going to bring in mulch and then also native plants so we can start to kind of drought proof our school sites so even if we have continued dry spells the schools will still look fresh and vibrant and bright and then that way we're also not using as much water but we're able to keep what plants going for us and that is what we have for this month any questions thank you thank you thank you Richard okay moving on to comments from the audience regarding items not on the agenda we have uh Howard ball good evening good evening so I could stay under the is it two or three minutes three three three can I address the items and then you can respond to them accordingly pull the mic down pull the mic down towards you um we are very limited in what we can respond because we can't really get into much back and forth because it's not agendized topics so okay so but you can you can address us and then be heard okay so um one was um well first of all on the bond oversight this uh report from CDF um they're bullet number three on page five says uh provides documents to L.A County Board of Supervisors so this is noticed that or not I did I didn't hear anybody address that so oops I don't it's it is a typo it's Sacramento County Board of survivors okay did I just wanted to verify that um the second item I wanted to bring up real quick was the police services uh presentation that I brought up a previous board meeting whereas in the first uh at when we first had the police services contract enacted they used to give a monthly report and I think that represents very well for the community to to see and hear that as well as any parents or students anybody in the community that's watching uh via online so you brought up that you would be having a discussion around that or but I don't remember us saying that we would get off a discussion on that I do remember you bringing that up um I know you had mentioned also that in the past that the officer came on and spoke which I don't remember that you might remember that if the officers came and spoke at board meetings yeah you did but I don't recall it I know you did that was back in the days of Nate and yeah I know we're not supposed to have a lot of back and forth but I believe the direction at that point was to go back to superintendent for discussion with the leadership team is that not correct well after that was brought up we Mr barassi shared a safety and security update went through all that now uh we contracted we don't contract with Sac County anymore I might have been during set counties reports that they came through we could certainly if the board wants to have that officer it was a uh yeah one one that I attended okay and I know I don't remember uh but we can certainly facilitate it that's not it not an issue if that's the board's desire we did do though in August I think it was August we did have the report from staff on all the different security measures that we did was that August um but at the time we could we could have our officer come or ask some of the the heads come from the Department so let's discuss that during Advanced planning okay okay and then one other thing I had and I know Mr Putnam was speaking about Center High I don't recall uh it's hard for me to hear uh but I I noticed all the other schools are fairly well hardened in terms of security of the of the campuses one thing I notice is here at Center High I see people walking their dogs kids riding skateboards Etc and it's open during the evening I realize that there's the barricades for the vehicles but was there any plans to harden up the campus in its entirety to preempt anybody entering are you talking about the annex I'm talking about anything on the ground center lane is open to the public Street I can't oh yeah all you have to do is just the wall a fence or something between one of the buildings somewhere along this reception to the county wall and you would facilitate ability to we have people from entering into the school grounds on foot point of order Mr President is the timer on for this speaker it seems to be Beyond three minutes so the suggestion as far as catastrophic events go that's one of the things that I know schools and school districts uh are supposed to look at very seriously is the hardening of the facilities and it's pretty open here so I just wanted to bring that up thank you very much Mr Mason as a student as Senator High during the daytime keep speaking to them during the daytime all the gates are closed so no one can get on uh campus and you need a pass to get off campus and there's no re-entering once you leaves so I think I feel pretty safe and I think the majority of students feel pretty safe about people coming onto campus so I don't know if you're talking about just Center Court Lane or the campus itself but on campus during school hours it's really really difficult to get onto campus but I just wanted to say that it's a very careful balance between public use of the facilities and locking them up because they are bought and paid for with tax dollars and we have a lot of groups can we need to use those builds or need to use the facilities for children yeah can we agendize this discussion using our Advanced planning apology so yeah we if we if we're going to discuss this further we really should agenda yes all I wanted to say okay sorry any other public comments on um items not on the agenda okay moving on to the consent to the consent agenda do I have a motion on this yeah second okay advisory vote Mr Mason aye okay and uh General consent vote hi hi hi approved okay moving on to business item a iming of proposed Elementary School to be built on property west of Wilson Riles Middle School do I have a motion on this agenda item on motion uh what's the motion um thank you the motion is to bring it to the floor for discussion okay and uh trustee Anderson you seconded okay um so you want to just give a general overview yeah last August I brought this topic up to the board as a discussion item and at that time I gave an overview of the history of the property in relevance to the district today I am proposing to name this new school West of Riles Gould Ranch Elementary in honor of the hundred years of service to the board in maintaining the history of the region and the district so before we go on to the discussion are there any public comments on this item okay so moving into this the discussion I'd like to start by saying I in the previous discussion I made my opinion known that I tend to favor not naming things after people because if things come out later that changes the view of them it can be problematic as an example Bill Cosby was viewed very highly for a rather long period of time and nowadays he's viewed less highly at the same time a member of the public my wife asked me to express an opinion she had for a name she suggested that we might want to consider naming it Trish Bruno Elementary School I stand by my opinion of the it's better not to name things after people but I did promise her that I would bring that forward Trish Bruno Elementary School I I promised I'd bring it forward and now I have we did your diligence recognition so um I I understand what you're saying about you know things can take an ugly turn in the future and at that point we could choose to rename the school um and I also do want to make clear one other point though I also fully acknowledge the difficulty in coming up with a school name that's not named after a person and how difficult it can be to come up with a good name and I have been working very hard on this and I don't have anything that I like to bring forward well it's not actually sorry for apparently they housed The Bell the center school bell and it was used as an alarm that we were being attacked or would be attacked on their property uh spent how many years as school board members over 100 100 years um you know between different members of the family they contributed greatly to the school district and I understand your point about maybe something might come up in the future about that person but come on we're talking 100 Years of History you know and if something was going to come up I think it would have come up by now um I just I think we should honor people who have done that much for the district if you're gonna start doing that you're going to cut out all of your people who may be benefactors for the district who have Estates that might want to give away I mean I think we need to to look at the positives of it as well and start thinking about honoring the people who have contributed to our history so there's a lot of them that's a very interesting point of view that I haven't considered so thank you but to reiterate it's not necessarily naming it after a person or a family it's in retrospect to honoring the history of our region which in turn goes with the district our very first board clerk again not by a name that I'm speaking of by J.G Gould in 1958 is one of the first Clerks of the board the very first Clerk of the board um and the school that is going to be built was purchased by the Gould family my question is who did the gold family acquire the land from I don't know prior to what who did who did the gold family acquire the land from and why are we not honoring those individuals as well I don't know that part their history went up to 1958.

okay I'm calling the Chico Unified School Board to meeting to order we will go into closed session first and come back at six o'clock for the open meeting I'll see you then thank you okay I'm going to call this meeting to order we have been in closed session and we don't have anything to announce so with that we will go to the flight salute I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all okay we have student reports yes we do I am excited to introduce Parkview principal Heather Fuentes and she's going to introduce us to some students good evening everybody we are super excited to be here this evening I have four fifth grade students with me tonight one thing that has happened this year is we have been able to re-institute and Revive Our School news program and it's lovely it's no longer principal Su Fuentes running it in the face of the news it is now a hundred percent being represented by students so they have producers the scriptwriters editors they're choosing the stories and they're really working hard to start to highlight all the different things that are happening around campus so I'm going to introduce them one at a time and they're going to talk about different aspects and they're here to represent the first news story that will be going out I think next week so first up is Jackson hi my name is Jackson morbido and I'm the Parkview news producer my goal is to find interesting stories from around campus with a broad topic to create different news stories I enjoy that I'm in all fields of the news and get to check in on how things are going I hope that the news helps all of our students become more informed around about what's happening around campus I hope I'm hoping that we get other students to be excited about the news and join the news and carry it on for more years all right good thank you and next up we have Isabella hello my name is Isabella and I am part of the Parkview news I'm here today to inform you that we have just received a new playground structure this new playground structure includes the spiderweb the spinning tree the spinning egg some slides and much more our Parkview news crew has asked a couple of people what part of the new playground they like best we have received great feedback from our parktastic students some like the new spiderweb and others like the spinning egg we couldn't have done this without your support thank you all right thank you and next up we have Pia so our next two are part of the news broadcast they were interviewed and they're going to talk about their part of the story all right hi my name is Pia and I've been at Parkview since kindergarten and I and it has been wonderful seeing the school transform over the years I think the new playground is safer and I've seen more use in it among the students that enjoy it so much I'm also very grateful that you kept the dinosaur because I know that it it reminds us of lots of special memories not just in students but also among our teachers and our partastic principal I also saw I also saw um the playground be constructed over the summer and I think that is very important for those of us that did because it represents a big part in our engineering since we are a stem school thank you again so much for everything you have done for us and I can't wait to use the new playground in my last year at Parkview can I get her can I get her first name again I didn't Pia Pia okay thank you and next up is Maddie hello my name is Maddie and tonight I'm here to talk about how much our community is better and stronger because of our new playground thank you I am a fifth grader this year and I have been at Parkview Elementary since transitional kindergarten I've noticed that there has been more proctastic students using the new playground since we have gotten it it was a great surprise to us at our Parkview palooza event a welcome back barbecue since this is my last year at Parkview Elementary I am so excited that I get to use it before I leave I was also happy to see they did not take the dinosaur structure because we have had it for so long it's a special memory to us and I hope it never leaves I especially like the new spider web climbing structure because it can fit so many people and it's great for climbing on also we are very lucky to have a wheelchair accessibility area on our new playground because it allows students with special needs can access to playground too thanks again and I hope you remember our school motto Wonder explore and leave your mark on the world all right so we just want to thank you again the playground is a hit and you can hear it right from the kids that are using it every day so thank you for having us this evening okay Madam president could I thank them guys oh yeah I want to say you guys are making me so proud because Parkview is my family's school too you may know Cameron Lance KIPP or Charlotte you guys are such awesome speakers and I actually am from Parkview too when I was a student there at Parkview back in the 1970s okay yeah it's that bad um one of our things in the playground was a huge pile of tires basically old tires so we've come a long way as a society well um I want to give a shout out to Parkview too because I went along with one of our attendance audience um on the field trip today so I'm going to ask Elaine to yeah talk about the field trip we we're also sore yeah so I was able to go with the fourth grade classes to Chico State there's a wonderful walking field trip um and we were able to participate with their Kinesiology department they did different uh group exercises with the kids which was were a hit and then we got to go over to the new science building we weren't able to go inside but the kids were outside of it and they saw some chemistry and physics experiments definitely kept their attention and they asked very good questions I think the professor and the students that were presenting were very surprised by some of the questions because they were definitely very interested in what was going on and it definitely speaks to what's happening at Parkview with the stem program it's an amazing program it keeps those kids thinking and just very interested in their schooling and of course I for one I'm so grateful for Parkview and what it's done for my son but it was a good time uh walked back was a little more difficult but the kids had fun it was a great it was a great time foreign all right thank you and we appreciate the support of the teaching staff and the extra parents who walked along with the kids did you have a question Caitlin um I was wondering um if this is kind of an up-and-coming thing doing the news is really really special and important especially in a smaller Community because it's a way for us to share celebrations um if you have any plans to try to reach out to our local news outlets to see if you can get any of your stories you know in the big newspaper that might be a pretty fun idea what do you think about that yes something to try that sounds exciting to build on that we don't have a long agenda when I was a kid I wrote um uh I went on a Boy Scout outing and I was the troop scribe and I wrote an article about our weekend trip down to the USS Enterprise which is aircraft carrier anyway they printed it you know just Matt tennis so yeah do that if something cool happens at Parkview I think you guys should seriously write an article about it that you should all help on sign all your names on the bottom of it and I'll bet you that they'll print it for sure yeah you'll probably beep his article right that's what you want we'll go back and find it in the archives I'm sure that'll help get your classmates excited about getting involved with the newspaper too because it sounds like that was a goal of yours yeah all right thank you so much all four thank you [Applause] thank you to the Parkview parents for coming to support as well oh yeah I'm going to transition right on into the superintendent's report and I'm going to ask Marie Hartman to come up to the microphone good evening born um I'm here tonight to tell you about one of my employees in the payroll benefits Department Corinne Carter current started in January of 2007 at Chico Unified so she's been here close to 16 years she began her career as an accounts payable technician and soon afterward moved into payroll coordinator position which is running the substitute payrolls and she's been in her current position as a benefits technician since 2015.

yeah this is awesome let's do it uh and they created this EQ which is a basically a five day workshop that all of our students get and I don't want to say too much more I just want to introduce Brook baldelli Antonio maglick and the crew foreign gently hello hello oh Aiden I don't want to cover you do you want to just you guys all move down yeah there we go there we go let everyone get the spotlight not just me welcome and thank you for all taking the time to be here and listen to our wonderful star students and um to our mental health um team so um Dr prasowsky already gave a little quick introduction introduction and um we're gonna quickly just talk about what EQ is and where it kind of started from yes so as we all know I'm Antonia and I'm Brooke baldelli the school social worker and we're going to just quickly run through our special guests we have Aiden McKenzie and Vita Thiago Brandon Taylor Camden Natalie all right okay so our lessons oh sorry our lessons are called EQ for emotional intelligence and as we've explained to our students um it's them understanding their emotions better and how to regulate them so well it's kind of blocked um so what is EQ so EQ is an extension of our SEL program our ruler each class across Huckleberry will be introduced to the lessons that are included so exploring our best selves identifying and practicing coping strategies for stressful situations showing kindness and perspective taking regulating emotions and responses also problem solving skills which you guys will all learn about tonight very um soon okay so our mission statement is to expand on all of our students potential to become resilient through practicing self-awareness and interpersonal relationships so you guys already met that's us so best self IE so my best self kiddos please sit out stand up awesome awesome so this lesson introduces the students to EQ and its purpose so this is the first lesson that we do best self is in a lesson that allows students to consider their values in order to develop an aspirational image of themselves they can use as a tool for emotional regulation so I have a few students who are just going to show their best selves and say a few words come here [Music] I am helpful satisfied kind and motivated I am friendly I am kind I am funny and I am proud I am smart kind funny and brave all righty so now we have our coping skills so this is learning healthy coping skills to teach the students how to deal with difficult situations and grows their resilience during this lesson we talked about the various strategies that they can utilize for certain situations the students also build their own coping toolbox as we see in these pictures and if our toolbox kiddos can stand on up all righty so Natalie do you want to share your toolbox if you want to turn it around and show us first so you can do rainbow breathing you can um count to 50 and you could think of puppies um you can two grounding skills you can read anything and you could play with your pet if you have a pet and it likes you Logan you want to show us do you want to show everyone your toolbox you can do not you can watch a movie and you can play with a friend or you can read awesome thank you you can play um I could play my guinea pigs um I could go in a different room and um I could um I forgot oh beautiful you said you liked to read like Logan I would like to leave thank you so those are coping tool boxes next is kindness um so the kindness lesson allows the students to actively participate in acts of kindness students are asked to reflect on past experience in which a friend stranger family member demonstrated any act of kindness the students are provided with the opportunity to extend their act of kindness by postings positive and motivational phrases around the school so with my act of kindness group can come up and these students posted their sticky notes around the school so we had to take them down but they will be going back up so I wrote where a smile looks good on you so if someone is having a bad day they can look at this and have a better day [Music] I will be kind to yourself have fun show pause be kind keep going I posted this because it motivates people alrighty so we have regulating emotional responses this is another lesson that students learn about their different physical responses when they have strong emotions we practice identifying these responses through hypothetical scenarios which students role play with the partner so the way the lessons look like is they came together and they came up with some emotions that they like to feel that makes their body feels feel good and they gave an example and we also did some role playing in the classroom where they practice joining a group play and not understanding school work so some of these situations that they might experience in everyday life lastly we did problem solving the students uh built on their problem solving skills during this lesson all students participated in following the problem-solving steps so first identify the problem figuring out what is the problem second determine the size of the problem third regulate our reaction fourth brainstorm Solutions in fifth pick the best solution that will make the situation better again with this we also did a lot of role playing and as you can see we go through small medium and big and we work our way up to figure out what the size of the problem is so if my size of the problem kids can get up awesome basically we cut it out the SE and then we glued them onto just right reaction and overreaction yeah if you want to give some examples for an example a just right reaction is calling home when you miss the bus the overreaction is sobbing sobbing when you don't get your way awesome awesome thank you guys um and we just want to thank you from all of Huckleberry family for allowing us to come in and teach your students emotional intelligence and how to regulate their emotions because it's super important and a special shout out to David fasasi for guiding for guiding Us in this development for this amazing program and the students really seem to enjoy it so we're gonna keep it going Take a Bow any questions from the board okay thank you guys that was very interesting [Music] thank you oh is that up thank you kids thank you moms and dads thank you miss baldelli and miss maglick and Dr P thank you everyone great job thank you everyone foreign ER welcome to stay and listen to the rest of our long meeting but if not um we'll understand if you need to get up and uh all right um so next up on our agenda is public comment and I'm going to just read a statement that's in our agenda so the Board of Education really welcomes public comment each speaker has up to three minutes to provide input to the board at the start of every meeting we at we set aside 20 minutes for items that are comment on items that are on the agenda and the reason we do that quite frankly is because we want to hear from members of the public before we're actually deliberating on anything that's on the agenda at the end of the regular meeting we've allotted time for comment that's anything within the purview of the board so um so what I do is I take the sign up list and I look at what are items and are they agenda items and then we'll do those at the beginning of the meeting if we use up to 20 minutes we use the after the me after the meeting session for uh individuals who didn't have time in the 20-minute window discussion of school Personnel of individualized students or any individual the board shall not be considered appropriate so we have other vehicles to have those discussions um so with that we have one person who is signed up for and a comment on an agenda item and it's Mrs Matthews um and we have one who will be at the end of the meeting because it just says general comments uh Monique Matthews 18 Road I just have a couple questions that I hope will be answered tonight regarding the special education caseload spreadsheet first I would like to know how many kids started in the ELC program at Center School compared to today also I feel the case load breakdown isn't a great representation of how many kids are assigned to each case manager this information in my opinion is not correct I think the parents in the district should see a breakdown by grade not by school also the caselope spreadsheet we see a huge jump from kids going from Huckleberry to whiskaneer to whiskaneer to BHS nap pattern is over two years because I couldn't find any other information on the board of ed website to me it seems very concerning it shows that children aren't being identified early enough in District and I feel we should be questioning that why are the big jumps between the two schools thank you thank you I'm sorry I'm just writing down some notes questions to ask [Music] okay all right so that's it on public comment for now um Caitlyn you're up okay is this working yep the button should be up is it hello yes okay hi everyone I know it's been a while since we've been here last so I'm excited to share many updates with you all the homecoming dance on October 1st was overall very successful with a turnout of over 300 students yesterday the ciac announced its 2022 Michael's cup Award winners the Michaels cup is awarded to exemplary Athletics programs for their willingness to subscribe to the Class Act sportsmanship standards empowering students to take an active role in their student climate and their continued community service support the athletic advisory and Class Act student councils of BHS are responsible for this with their work with the athletic director Mr Baldwin an advisory Mrs Albin we are once again awarded for having one of the best athletic programs in Connecticut this week's sports games are pink themed for breast cancer awareness month boys soccer claims Victory against Stratford yesterday for their senior night with a score of two to one girls field hockey senior ceremony is tomorrow night we'll finish off the week with a pink out-themed home football game at 7 pm I'm extremely happy to be awarded as this month's student athlete and will continue to work hard with my team to make our community proud this past Monday our Administration welcomed Katie Rodriguez Brookfield graduate to give a presentation to each grade in the school she focused on raising awareness regarding the dangers of drug use and her journey to sobriety it was extremely important for us as students to learn about this because of the growing numbers in Fentanyl and opioid abuse finally student government is in the process of planning many events and a club council meeting will be held soon for more updates on activities thank you thank you Caitlin any questions congratulations and congratulations oh thank you okay um next up is written correspondence Nick Schmidt wrote regarding the Boe voting process Marnie mcniff and Denise rice wrote regarding special education Dan devorsitz wrote regarding the boys locker room project and Jason Eddie wrote regarding a Safety Committee okay next is approval aboard minutes um aboard approved the minutes from the regular meeting on um September 21st and the special meeting on October 6th second has been moved and seconded any comments from the board any adjustments hearing none all in favor unanimous um next up is our superintendents update Dr Brill I'll turn it over to you great thank you I'll be very brief but a couple of things that are not yeah I'll be brief we have a number of things on the agenda tonight but I have some key items that I really thought were important to share that are not either on the agenda or in a subcommittee report to share with the board and with the public the first is that all four schools in early November will have Veterans Day activities we want to make sure everybody knows that and they'll be publicizing those and working with their students and guests former police chief Robin Montgomery is involved in touching base with the principles and organizing those so we're really excited for that and we love honoring our veterans at Whiskey near I have two items for whiskey and air tonight there is a probably the first ever for the Middle School we're going to have a French Exchange program where students that have been uh taking classes with our students via zoom in the French classes in uh with Mr Johnson are actually going to be working with Mr Johnson and Mrs Abrego to come from France in the spring and stay with host families here in Brookfield so we're really excited about that Communications I don't think they've gone out yet Dean yeah the letter is going to be going up very soon so I wanted to let the board know let the public know the folks at Whiskey near and really anybody else we may have as many as 50 students coming plus chaperones so we may need more host families that are willing to take some uh chaperones their students in than just whisk and air families so it depends who's willing and who has the space and that kind of thing so that communication will be going out shortly in addition the walkathon on Friday at Whiskey near was amazing congratulations it has to go out to the PTO for organizing that 35 000 raise I think that is probably a record um and I know uh Dr P is being quite competitive with Mr Renda uh and they have the hustle I think you're in the middle of getting that already right Dave um and so they want to they want to get the numbers up there too so there's a there's some some fun fun camaraderie going on there and then I don't need to say the Michael's cup because Caitlyn already talked about that but we're really excited about BHS is continue to honor and recognition for the exemplary program award at uh ciac so those were my brief updates okay thank you thank you any questions for Dr Burrell will the um French students be staying here it's one week one week one week and there there'll probably be a field trip go ahead come on come on dude good evening Mrs Han you can hear me something loud they are going to be here a week before and they're going to be in New York City for the week and then they're going to then they would come to us and like Dr Brill said if there's around 50 students there's going to be if to host families and we put it out it'll be two students per family so you don't have a kid by himself so we have it so they've been with the another person so should be fun thanks Dean did I gather that this was intended to be an ongoing thing where we might have the chance of sending kids over to French students come to us we can't call it an exchange program Unless somehow we go to them so we really want to open up the world for our kids and we're starting to think about that so if that could be something possible I know the board has to approve out-of-state trips and overnight trips so this would be something we bring to the board but first we will have um Keith and uh Catherine come and talk a little bit more to the board sometime after the holidays uh about the program and what they're thinking and how it's How the planning's going at that point okay I'm really excited about it any other questions okay next we're going to move to subcommittee reports and policy and Communications is first up Demi okay Communications subcommittee met on September 21st and um a large part of our discussion was regarding um Connecticut state laws surrounding transgender and gender non-conforming youth um Dr Burrell wanted to share some information about the state law that's been in effect since 2007 and um we thought it was important to communicate the boards we think it's important to communicate the board's expectations in terms of locker room use bathroom issues and things that have been coming up recently so we are reviewing the policy on that and we had more discussions about it in our meeting tonight and we will have a recommendation for the board at the next meeting in November 16th we also um reviewed an existing policy entitled comparability of service it's an existing policy that will be making some recommendations for changes too based on capes input and then we also reviewed policy 6172.4 regarding Title One parent involvement and you'll see that later in your packet we'll talk about that that's pretty much it okay any questions for Debbie okay I'll do the next two first is a strategic planning committee that's a verbal update you won't see minutes in your packet on that we kicked off that that whole process of doing the Strategic plan with a long and healthy discussion from our coordinator August 18th oh Jonathan Jonathan Costa from ahead advance and Mr Costas walked us through a thinking process on how you approach setting a strategy and some of the topics we ought to discuss then we went into a workshop mode to come up with questions that we thought we would want to have answered before we actually entered into a real discussion about how to solidify the the strategy which is all built around the portrait of The Graduate and so we've come up with a I want to say a two-page list of questions and we split into six groups who are now in the process of going going and trying to get answers to that and the types of categories are methods of teaching goals and teaching you know getting buy-in right you know those those are all the types of questions that we have and so there's six categories we're working through we had a checkpoint just the other day and seems that everybody is progressing and we'll have a report out on those ques the answers to those questions at our November 10th meeting that's an all-day meeting that's a full day Retreat it's a full day meeting we'll get answers to the questions and then we'll be really starting to formulate the the pillars of the strategy and then that there's all serious meetings after that and with the intent of getting done before before budget season to be frank so and Bob if I may uh we talked a little bit about um probably have three different dissemination dates beginning at this time last year of the fraud exchange that went out where that was a very open-ended uh process for people to give input and then it um organizes by category the kinds of topics uh the technology that's involved with that and that was helped supported by Ed Advance John helped us with that and then a number of the groups of the six groups that Bob is referring to had some questions that they wanted to go out in kind of a survey format to the community and to or specifically to teachers or to a parent group or and so what Jonathan's going to do is everybody by Friday needs to get their questions to him and then he'll set them up and design the questions uh on a likert scale so it's much easier to gather the data and analyze it and sort it and so forth and so prior to November 10th a survey will be going out regarding strategic planning so that's an important one for sure and I will add that this is a big committee I mean we have two board members on it uh Debbie and I um and uh but we have a lot of teachers from all schools and all types of teachers whether they're coaches or special ed or regular ad math English you know the whole broad cross-section we have a number of Administrators on the committee the principals uh the superintendent and assistant superintendent in fact most of our home our core office leaders and we have some members of the public and they've been very big contributors which have been great so so it's a it's a it's a lively group but it's a pretty daunting task to tell you the truth so we're trying to work our way through it so you know what's been really exciting is the engagement and the desire for Clarity on the process actually had three different parents who are on the committee touch base with Jonathan and me uh this morning so that was really nice to be going back and forth and really trying to solidify the kinds of questions and how to ask them you know to get the answers you know uh that they're looking for um and so I'm just really excited about the process I really am and to your point Bob it's a large committee so it's really a lot of heavy involvement we already have the thought exchange information from I think about 300 different uh we have maybe 300 different people participated in that definitely over 250 if my recollection serves me correctly and then hopefully we get a very robust response from the survey that'll come out in the next couple of weeks any questions okay the next topic is the security task force meeting we did meet on October 6th if you recall we spent our early part of the summer all working on staffing issues at our schools which resulted in a sea change in terms of the uh you know what we have in terms of security Personnel in the schools we got a report on how we are on getting those uh staff in place and some of them are in our consent agenda you may have noticed that tonight but we have I think three of uh the the unarmed uh three of the security monitors security monitors in place are in place they're uh they've been struggling to get an asso for the after school hours they're still interviewing do we have news uh I think we're down near finalist interviews next week with the chief and he'll be having a high school administrator at a minimum as part of that interview processing and we have uh and the four uh SRO roles in the schools has been very well received from from all measures so we got an update on that but then we switched our attention to physical security the buildings themselves so we got a report from Mr belanda Mr Caldwell Mr Conklin and Mr post with uh a list of you know here are some opportunities uh Dr Brill I appreciate your kicking that piece of uh work off of of what are things that we might work on right and right and and we've asked them to come back and there was a prioritized list but it didn't have any dollars and cents attached to it so we talked about each of the items and we've agreed to have a comeback at our next meeting with them dollars and cents attached and uh and some just a more meaty discussion about what should we bring forward um and I'll just say that the types of questions the things on that I'll just pick on one is um door alarms right do you spend the money to have on all the older schools you know put in a you know something that identifies when the doors open or shut we have cameras out there now right but this would give you another alert to the uh to the office if there was a one and the of course the first question you ask is okay that's a great idea right how much is it going to cost right so we needed to have that in context before we'd bring forward any recommendation but there was a number of items on there that would supplement the things that we've done in the past which we're focusing on camera security film access control and the PA systems which is what for those of you who are on the board two years ago those were the big things that we brought forward at that time um so that's kind of what the gist of that meeting was we the next things after we've been do physical the physical we'll be talking about threat assessment we will spend some time on the Mental Health crisis we'll spend some time on technology so and those are those are still ahead of us so a lot lots of to do on that committee we're meeting once a month at this point okay next up is facilities quick question the say something app is that what's the update on that the update on that is we're looking at a January rollout with these folks from Sandy Hook's promise were not able to promise us until mid-year in terms of their limits in capacity okay okay so facilities we met on October 6th we discussed the school due to reports we reviewed the work orders for leaks windows and or repairs for the capital projects HVAC at the high schools moving along quickly it's 80 complete and they're in the process of pressurizing they've replaced and installed 36 control valves getting a lot of work done even though students are in the building ABS took over the Boiler Room they're running on New controls it's nearly nearly completed we have relative automative control of our systems looking to turn the system on around October 15th and we should now be able to manually control rooms paving at with skinnier some Paving will begin second part of the Bus Loop area the rain pushed them back a little bit looking to start early November and done by Thanksgiving so prep it on day one Paving on day two and we discussed getting a quote for painting lines for the parking lot for parking spaces maintenance vehicle um they spoke to the sales rep the 2022 vehicles are sold out so we're um we should have a price in a week or so for uh 2023 vehicles uh we have 50 000 in the budget for it custodial Staffing update we want to put in for an extra custodian so we're going to have to ask that for the budget on the capital plan we discussed we currently have in year one and we decided that it was important to keep it light this year for this upcoming budget season um we're waiting to hear back from the security task force on the recommendations as Bob had mentioned and they have a meeting November 3rd correct so some possible recommendations are upgrading the cameras additional cameras at the sports Fields parking spots and any blind spots increasing server capacity for cameras and alarms on Doors BHS locker room good news a board of Selectmen Board of Finance approve the request for additional funding so that's moving along quickly smoothly school security Mr Belden you know gave us an update from the security task force which he just did previously so um we'll wait to hear more about that so Huckleberry the furniture plan and our Board of Ed asset disposal policy I know we have that in later on the agenda but I'll briefly discuss it so we discussed disposal of all the furniture and equipment that will remain at Huckleberry once it's back vacated so we're getting the policy ready the first priority is to is to us the district other schools you know employees will tag and take TSO Town agencies and then invite other preschools Community groups YMCA things like that we can definitely do some selling but do we really want to deal with cash sales we might be better served to just put it out there for a donation to charities computers and Technology will be inventoried to use for spares and parts in other buildings there's going to be an HVAC grant that we're applying for we found out that the state is making 70 000 available for HVAC product projects and there's a retroactive component so the deadline for that is December 1st so we're working on hoping that the HVAC controls and the locker room possibly part of that project for that Grant eligible for the grant some miscellaneous discussion we discussed upcoming meetings with the contractor OMG and the NBC about the planned move into Candlewood Lake Elementary School we'll hear more about that later and that's about it okay any questions okay Joy I think we should just take a pause and congratulate everyone here thank the bof to get the locker room project that we've talked about for about four years for full Board of selectment board of Finance support and approval all of you your hard work the facilities committee everybody here really thank you very much I know Mr Baldwin and Mr belanda and and all the folks at the high school are quite excited to get that started come I guess the winter winter recess will probably be when the staging Begins for that project so thank you all right so I'll also add the I see every day I pass by Western ear and I see the blocks starting to go up in the on the side of that building and it's great to see progress on that so I think we're quite excited about that too it's been been a year a year of an eyesore yes having it complete will be very exciting any uh questions for joy okay next is finance okay um the finance committee last met on the 11th um I was actually not present at this meeting but I've touched base with Ken um not too much has changed from last month um where I talked about our um keeping an eye on a budget deficit that we have um already going this early in the year that's increased slightly um to 637-ish thousand um still mostly due to special education tuition transportation and Professional Services as well as heating oil diesel fuel and only about 92 000 in teacher turnover savings when we budget a lot higher than that we are capturing some savings as I mentioned before in administrator salaries in several key vacant positions so right now the plan is to just continue to monitor report and more importantly liaison cooperate with our Board of Finance colleagues issues that's it okay I'll I'll just follow on to that I did report out the next day to the board of Finance um it was a long discussion at the board of Finance meeting and they have asked us not to do anything Draconian um despite all the situation that we have there's some good news coming in for the town with some additional revenues coming in that they believe they can cover this year's potential over one so they've agreed with me to keep monitoring this for the next two to three months we'll talk about it each month but the chairman of the board of Finance speaking for his entire board and there was a lot of heads around nodding around the table is stay Frugal but don't do anything draconium so which I think was great support from the board of finance and I will thank them you know on this public meeting so we'll just think of puppies that's a coping think of puppies um the uh just as an aside I mean you sit through that meeting you learn a lot but just you know we all see interest rates going up it turns out that's a benefit for the town because we have all the money that came in from the bonds for the school and we're paying out the bills out of that but there's still a lot of money out there earning interest and we had budgeted at a 0.01 and it's running around three percent that's a three thousand percent increase in the interest rate a million dollars of added interest coming into the town that covers a lot of things right when when when that happens so they had a long discussion about that one item but then there's some they they didn't assume any success on grants in their budget but they're getting some sick we're get we are all getting some success on grants right starting to come in so that's uh it was a healthy amount of revenues coming in that would help offset some of the one-time risks so okay any questions for Rosa all right let's move on next up is consent agenda I'll move that the board approved the items on the consent agenda which are new hires resignations and the September financials second it's been moved and seconded any discussion on the consent agenda you know hearing none all in favor say aye aye okay it's unanimous so we're moving on to new business now and we do have a healthy agenda tonight for new business since we're only having one meeting here in the month of October the first on the agenda is the district enrollment well let me just pause we asked doc Mr checo to come at eight o'clock their give or take when he comes would you guys all be okay if we move the Candlewood Lake thing up in the agenda to be sensitive to his schedule and the time it's taken to come see us okay I figured it's as important as any other topic on this agenda all right so uh first up is District enrollment report and this is an action item not a motion um and Dr Burrell will uh present the enrollment report to us okay so um the board received this report on Friday uh it's posted it's a very brief report it's an annual report we provide to the board and while it's a brief report it's a very important report because we base our entire budget for the most part off of our driver which is our student enrollment and of course our student need and what you'll see in this report is it's a four-year report and we collect all of this data and by state mandate you have to have What's called the October 1 enrollment snapshot and then we provide this data to the state so they have an accurate assessment and so we'll you we'll refer back to the data from this report throughout the entire budget process because as everybody knows we have move-ins and move outs all year long so we want to plan from one steady data point so we use October 1st and then that's that's typical around the state of Connecticut the main thing that everybody needs to know is that while these figures will change we really focus on all of our students students with special needs are multilingual Learners and free and reduced lunch those are also other subgroup key High need drivers of work we do here in not only providing programming for our students but also compliance work that has to happen again under State guidance as you can see on the second page the four-year history is there and we've typically done that in the lower elementary grade you can see that the enrollment's down just a little bit when you look at the compare from this October to last October of 21 pretty steady along the way down a little bit at Whiskey near and then as you can see we have right now two less outplay students than we did last year our special education numbers are holding about the same similarly for our multilingual learners and that's actually good news because while students with English as a second language do move into our district our programming is helping students continue to matriculate out and test out of that programming so it's really we're really providing a tremendous service for the kids there and you can see our free and reduced lunch numbers continue to go up and that that's really concerning when you start to think about high needs families and things going on and perhaps kids that are in underprivileged situations it continues to grow here in town so we always keep an eye on that as well regardless in total our enrollment is down 39 students across the district not in any one particular grade I don't know if there's any follow-ups anybody might be interested in or any questions anybody has on this kind of general report I'll just follow it with a follow-up um just so everybody's aware um 108 housing units are going behind Jibo sibo um and two two stories of residential come into the Four Corners that will be above the Food Emporium so that's something to think about and have it on our radar it's increasing in the moment we do and and what we have our you know current enrollment and Mr post is looking at that as we start planning for Budget in addition to that we refer back I think it was last at this time last year I had Dr prouta Who is a reputable enrollment specialist do a study for us we're around those numbers we're pretty close and we still rely and go back that we don't rely on it solely but we go back to the Malone room report from a couple of years ago their update report and we're really hovering around the same no risk give or take 40 or 50 kids as I recently looked at it it isn't uh there isn't enormous swings going in there and they're never that accurate anyway but enjoy your absolutely right we have to pay attention see what's going on there yeah I would also when I looked at the report what's interesting to me is to I was going across the cohort right so looking at the second graders from a couple of years ago four years ago to the third graders three years ago to the fourth graders last year to the fifth graders this year you go down there's very few cohorts that are declining as time goes on they're all growing and uh and so the uh that just tells me there's people moving into town there is yeah so anecdotal anecdotally our Realtors will tell us that when they find out that the the families with younger kids when they're deciding among three or four towns and they're looking at the housing that they can afford and then they find out there's a brand new elementary school being built that's that's a something that's motivating them as well and that's anecdotal I don't have numbers on that but something interesting okay any questions for uh Dr Burrell on the report I'm sure we'll talk about this more and more are we planning to do uh for new at some point when would we do a next formal update of the Malone and broom type of you know 10-year report one of those things we're considering and Ken and I were just talking about that is is it time to build in for next year's budget to do that it's one of those things we're thinking about Maloney McBroom in terms of enrollment is not actually in business anymore but there's um some of those folks are working through cooperational Cooperative Educational Services in Trumbull we know I'm a CES there's a I think their acronym is slam and they they do enrollment studies now they're they're kind of the new New Kids on the Block so we'll take a look at those folks and what their costs are as well and we always can look back to Dr Prada as well he is for a lot less he provides pretty accurate numbers okay thank you you're welcome okay Item B is uh the special services caseload report um the recommended actions that we receive an update on the caseload report from uh Mrs Dina Cola Hickman so I'll turn over the floor to you yes um I wanted to Begin Again by expressing my gratitude for all of your warmth and for the community who's given me support throughout my transition I'm now feeling uh really great about being here and comfortable so I wanted to thank you again for that um it's my first chance at addressing you as a board and I have a very dry subject today which is numbers I'm really hoping next time I can come and share some of the wonderful things that uh students are doing which would be far more exciting than looking at numbers tonight um you um have had the numbers to review prior to this evening so I will briefly outline as Dr Burrell did I report and then allow you some time for questions um I would like to point out some overarching points um right before I begin which is that um the caseloads really remained fairly the same from last year this is the same format that was provided in previous years to the district um we um sorry they're fairly much in alignment also with neighboring districts and districts in our derg okay so let's change throughout the year remember this is a snapshot on October 1st um we're really not expecting any impact on the budget due to caseloads for the 2022-2023 school year I will start off with the preschool which I always put lots of asterisks next to and I will explain that towards the end but one of the things about the snapshot is that we already have 16 students just a few days later who've been identified as requiring an IEP um CES is has been pretty stable um and um I don't think that we have a lot there to look at I do want to say though we've had quite a few students move into district with IEPs this year I would say approximately 20.

we want to be ready and you know there's certainly interest on the planning committee and the board you know to start moving towards um you know Energy Efficiency in any way that we can um and then the other thing that I'll mention is that you know I know the daco teams know that our bus depot is currently being transferred from State Property to town property we have about another 0.84 Acres that we can develop so that we can accommodate whether it's propane tank or electric charging stations or you know you know other things but that's not exactly a lot of space but at least it gives us some flexibility so you know kind of having a direction on what type of alternative vehicle we want to move to helps us decide what we want to do as we develop that property so that's the backdrop and I'll turn it over to you Kevin okay one question on the property because the public is Washington work yeah um have you ever had been have you had any discussions with this state I mean their property goes beyond the three or four acres that we have that's Woods there have you mentioned that to him at all have you gotten any reaction or or it's not not even discussion at all yet about taking more space yeah yeah no okay okay I've not had that discussion and it's not an on unreasonable idea at all right in the state you know that that portion of the property is the end of the correctional facility they don't use a property that's behind us right now I don't know what their plans are right we do have that 10 acres yeah right yeah pretty much favorite behind that too it's not adjacent though there is a there's a split between anyone I mean my general thinking is it's the prison and they might have concerns but we haven't asked them and already gotten poo poo and said no that's the end of the line for you so there could be more yeah yeah all right with that and I don't I don't know how much space you need uh so I I'll start off by saying you know I there's some answers that I don't have unfortunately and certainly you know exactly how much space is needed for you know electric vehicles uh is something that we will have to become more on a Consulting phase if that's the direction that we're gonna go so here pretty good yeah you know uh so again let me shows over here um that's fine I can't I can do that too no that's fine I'll move about um so again my name is Kevin devivo I'm the general manager of dacco Bus Sales um as you'll see in a second you know we both are a bus fleet and a bus dealership um so I manage the the bus dealership um so in that capacity I have a little bit more information at this point because uh you know we're actively out there selling uh propane and electric vehicles you know it's important that we understand these products and so therefore I'm in a better situation to pass that information out to you so just a quick preview of what we're going to be talking about today um uh just get a quick overview of datco Inc again talk about the dealership and the fleet uh the regulatory landscape that is the reason that we are here today that's going to prompt this discussion um then we'll talk about that so Cheshire briefly um the available products between vehicles and infrastructure um that you know partners that we're working with um you know are vehicle manufacturers are charging station manufacturers that we work with we'll talk about budget um because I think the planning committee correct me from Rome probably is worried about the environment environmental considerations here but ultimately you need to make a good fiscal decision for for the town um so spent some time on that and then we'll talk about next steps you know which you know that's more of a you know a consultative you can you tell me we talk about it uh how we can move forward to to help you guys act so that go Inc um so we're a third generation family owned and Connecticut based business um you know as I already alluded to we're fairly well Diversified in the transportation industry and focusing here on bus but we you know we also have a Thermo King dealership we do uh repairs to do trucks we sell capacity trucks um so we are also in the truck industry but we got our start um when my grandpa who's Lou and my Uncle Ed um first uh purchased the school bus in 1949 to operate in Berlin Public Schools um so that's how we started operating and maintaining school buses in 1962 we decided we wanted to expand that we wanted to start operating and maintaining transit buses and motor coaches so we purchased a company called Masco which we conveniently use to say that we have been in business since 1924 which gives us a little more Prestige because they had been operating since 1924.

I could not find it prior to that a tribe probably native peoples I don't know I couldn't answer that question but as was mentioned it's not just the land it is also their contributions to the district and then the history of uh I have to say that I you know I I thought that was an interesting point of view questions I'll find out who owned the land prior I can do some research for an action item so yeah let's put it on for reaction oh tonight okay that doesn't necessarily mean we have to do an action item tonight I mean it would be it would be nice to resolve it but at the same time if there's board interest in finding out the answer to Dr Lee's question we could table it to the next meeting I'd like to call for a vote and then maybe pursue it again later if it doesn't it doesn't go through is that a formal call for a vote so that would be a motion to approve is that what you're so to clarify you're moving that we call for a vote to name the elementary school Gould Ranch Elementary School thank you okay okay and do I have a second on that motion I'll second okay um Mr Mason do you have an advisory vote hi okay um let's let's do roll call vote uh Trust Depot aye trustee Anderson aye trustee Lee no trustee Kelly aye and um sorry the chair will vote I approved thank you okay moving on to business Item B uh first reading policies regulations and Exhibits do I have a motion on this item a motion to bring it to the floor for approval okay so for approval or for the first approval of the first reading approval of the first reading great as a as a batch as a batch wonderful okay and second okay and we have a second um Mr Miller would you like to give us a brief overview here sure this is uh we get quarterly batches from csba that provides us with with policy language we've staff has reviewed it most of these uh as you saw in your packet are our new laws uh and language is just minorly adjusted in ones that aren't new laws and so just to stay in compliance with with a lot of the rules that are out there we would recommend that you approve the first reading for these okay wow are there any public comments on this huh okay any discussion I have a comment on board policy 6173 this policy consistently uses the term homeless children I find that to be a very derogative and pejorative way of referring to children that are experiencing homelessness and I encourage us to use people first language in our policy and to change every instance of homeless children to Children experiencing homeless homelessness are people without housing I would Echo that opinion thank you I did not notice that but now that you've went out I can't unsee it um I think this is essentially Antiquated terminology and I think you raise a very good point there okay any other discussion so do we make a motion to update that language for the first reading yes so let's amend the motion um friendly Amendment to the motion to approve to approve it with the language updated I want motion to approve as uh amended okay and do I have a second on this okay and uh so you know I'm sorry point of point of order I'm not sure that a motion is required on that because it is the first reading we're we're providing feedback um and so I don't think we have to motion to bring it back for the second reading I think what we're doing is here it's a batch that you're making corrections to so either way is is appropriate but I think if you formalize it by saying we want to change the language it's not going to hurt anything so um what we can do is make a suggestions then we bring them back next time the the the the edits the corrections would be included in that batch that you finally approved either way is appropriate I do also want to make clear the reason we're doing it as a first reading second reading is because as you can see if you look through even just the agenda there are a lot of these and we want to make sure that the public has time to review them and provide feedback if you so desire okay so we don't actually need to approve anything at this time but as far as this we're taking uh edits and so we have those edits so we can make those you would approve the first reading with those edits okay any other discussion on this did we ask for the comment yes we did okay all right shall we do the vote advisory vote Mr Mason hi trustee Pope aye trustee Anderson aye trustee Lee hi trustee Kelly aye and sure what's hi okay okay moving along student board representative reports Mr Mason um so I'm going to brag a little bit to all the seniors here homecoming week was last week I'm glad it's over having been here late um but in terms of competition between classes area decorations the Juniors won and the seniors got second place uh the spirit stick out the rally Juniors also won but in the class skit the seniors won and then at halftime of the homecoming game there was fireworks set off um I don't know if you guys saw them yeah I was working at snack bar so I thought it was something other than fireworks but when I looked over it I was very pleased um volleyball senior recognition night is going on right now as Miss Wood said and then tomorrow we have a football game against Marysville which is also senior recognition night not just for football but for also cheer it's also our pink out game JV starts at 5 15 and varsity at 7 15.

so since current started in the payroll department we've seen a lot of changes in the way payroll and benefits operate within the district in 2012 they changed the entire payroll Accounting Software System over if anyone's been through a large software implementation you know that's a Monumental undertaking um Corrine was a big part and in that in 2013 our Retirement Systems changed pers and stirs now separate members between classic and pepra and we have to follow different rules change charge different rates to different people it's very confusing in 2016 the district implemented a new substitute system and changed to electronic tracking of employee absences um then in 2017 our health jpa moved from a self-funded model to pairing with Sisk for health benefits this expanded the menu of different Health Plan choices from 4 to 21 with different choices for different bargaining units choice for dental vision multiple value added benefits so it's safe to say Corinne's job has changed a lot in the last 10 years throughout all the changes corrine's really been my go-to person because she's really not afraid of change she's an analytical thinker and she works tirelessly to ensure that items that pass through the payroll department are handled accurately uh she also jumps in to help her co-workers whenever there's a hole to plug my favorite thing though about Corinne is something you probably already know about her she's not only my go-to person she's the go-to person for anything benefits related for all 1500 employees at Chico Unified and that's well known you wouldn't believe the volume of calls and emails she handles a day um especially during open enrollment time she answers the same questions over and over I can hear her right outside my office um Corinne really cares about each and every employee and really strives to make things right when something happens in Insurance some of those things can be really sensitive and she handles it with really great tact she also makes every attempt to help educate our employees about their benefits the importance of plan choices and making their individual choices work for them so for all these Reasons I'm really delighted to present Corrine with the superintendent's award [Applause] and I'm going to tell you something you might not know she's also a champion weight lifter there we go and I guess I'll hold this the right direction thank you guys thank you all right congratulations [Applause] uh now like to invite up Emily Mullins good evening I'm really excited to have this opportunity to recognize one of my outstanding teachers at Hooker Oak Elementary School Laura Holman as the recipient of the superintendent's award Laura is one of the most hard-working passionate Educators that I've ever had the privilege of working with she wears so many hats at Hooker Oak School she is among many others the mtss site lead title one teacher PBIS Lead Teacher in charge aspect coordinator and I'm probably leaving out millions of others she is able to manage all of the duties and the responsibilities of these positions with ease Grace and always a positive attitude as a Visionary leader I greatly appreciate having somebody on my team who can help to make all of those crazy visions that we have a reality and that person is definitely Laura I especially appreciate that we're almost always on the same page I can always count on her to hear me out when I have an idea and or an aspiration and then she can just take it and run with it and expand on it and make an action plan develop overnight to make that that crazy Vision a reality she's definitely a go-getter last fall I mentioned to her that I wanted to find a more effective way for us to measure our students number sense in math more specifically to really find out where the holes were so that we could really make a positive impact on the math instruction of our students and provide some targeted intervention Laura took this on as her project for her evaluation we worked together to find and then to Pilot a number sent screener and then to align our number sense activities to the results from that screener this work caught the attention of three other teachers who then joined Laura to make that their evaluation project as well when Laura and the team shared the results of our fall screener what started out as a pilot ended up taking the uh bringing the attention of the importance of that project to the whole staff and we were able to generate buy-in from 100 of our teachers as a result 100 of our teachers use that same screener in the spring and we continued to use it with 100 Fidelity in the fall she's been sharing our experience with the screener at DLC and another professional circles and has helped other teachers and site leads to implement this powerful tool it's one of the many things that makes Laura so amazing she's always so giving of her time and her expertise and she never asks for anything in return Laura's work is never confined to the typical work week I frequently get emails and texts from her on the weekends during breaks even when she's on vacation she's always excited to share something that she's been working on or for me to take a look at data that she's just inputted because she just knows that I'm going to geek out over it like she does I have given up on telling her not to work on the weekends because I've realized that she doesn't view what she's doing as work it really is a passion she always tells me it's for the kids I like doing this she's passionate about the work that she does and it's fun for her to take a project run with it and then turn it into something transformational I'm beyond proud of Laura and all the work that she has done for our Mighty Oaks Community she makes me a better leader and she makes our school a better place thank you Laura for pouring your heart and your soul into your work and into our soul into our school I appreciate you more than you'll ever know congratulations on receiving this honor [Applause] stand in the middle alrighty yeah I did the same thing there you go [Applause] so congratulations Corrine and Laura and thank you for all you do for our district it's really appreciated and with that I will turn it back to you madam okay so we're at announcements and I have an announcement on the Parade of Lights um I was one of the judges as hopefully you know we had a two-year Hiatus and so this year coming back to it the crowds were very large and enthusiastic and the number of schools that had a prayed part was quite notable unfortunately because it was a new group that took over handling it they haven't yet added our scores up to declare the winters and so I ca I was going to tell you the winners and I can't yet but they're hoping to have them by the end of the week but I will say that the very happy 100 participation on the floats was quite notable and since the theme was unity in community I think that was a really good place for us to exhibit our school spirit so I do want to congratulate all the schools that had Floats or parade parts so and I hope we do I hope I was gonna announce it no I can't so okay um yeah um I just wanted to inform everybody that um next Saturday not this Saturday but um October 29th is Butte county-wide climate action day or day climate action so there's a number of volunteer opportunities for people of all ages to plant trees work on community composting there's a bus being chartered from DeGarmo Park in Chico up to the up the ridge to do some work up in Paradise Magalia area so if that intrigues anybody to get involved it's a California volunteers initiative and we are looking for a big turnout it's a collaborative between many partners in the area including folks from Chico State Butte County fire safe Council Butte environmental Council and we just hope to to turn some some more volunteers up all right anyone else all right okay so thank you for that so items from the floor um do we have a speaker we do we have uh one person and that is Sean MossMan and Sean I'll just remind you as I do everyone that it's a three minute total and Jim will alert you with 30 seconds to go okay thank you uh my name is John Mossman I have a daughter at Pleasant Valley High School um to the board I have trouble with a policy that says anybody of the opposite sex can demand to be present and observe my daughter in her intimate moments and with officials who value the desires of a few more than the modesty and dignity of all children in their care a Schoolboy in Philadelphia was instructed by the administrator in 2017 to tolerate it and make it as natural as possible after he objected to being forced to undress in front of the opposite sex he was at his locker in the boy's locker room standing in his underwear when he suddenly became aware of a girl standing next to him in her underwear this scenario has already played out many times over in the Chic Chico Unified School District just deal with it seems to be the current policy and practice for Pleasant Valley high school and the Chico Unified School District my daughter discovered that she was sharing a locker room and shower area with members of the opposite sex only after several days of doing so she felt compromised uncomfortable and violated she had been set up and hung out to dry by those who are in charge of looking after her looking out for my daughter and making sure she is secure and valued is my job during school hours you stand in my place and I have to trust that you will take up that responsibility you did not my daughter was vulnerable her modesty and her dignity compromised you gave us no choice you gave us no warning how would a husband respond to someone and forced his wife to undress in front of another man this is being forced on my daughter and on the young people in our school district I have worked with young people in faith-based organizations for 40 years I know that statistically there must be scores of children at all levels in the Chico Unified School District who have already been abused violated molested even raped by those who were charged with protecting them for them school was a refuge a safe place this is no longer true please provide some kind of Remedy we are people of faith your inaction has forced my daughter to perform acts and not only violate her body and her mind but have forced her to violate her deeply held religious beliefs as well please considered what options might be given to my daughter and the thousands of other students affected by this unfortunate law ab1266 remember every war criminal uses the excuse my hands were tied I was just following order thank you for your consideration all right thank you so with that we will move on to excuse me the approval of the consent calendar is there anyone who wishes to pull an item from the consent counter yes I'd like to pull item 8.1.1 3.1 8.1.1 the minutes okay anyone else I would like to pull um 8 3.2 approval of contracts okay so with those two exceptions may I have a motion problem adoption of the uh okay so Tom Lando moves I'll second it and I mean seconds okay can I make a comment yeah um I just wanted to um acknowledge that there are seven field trip requests on this and I think it's really exciting that our our athletes and also fifth graders from Chapman Elementary get to get off campus and and have some Adventures so happy to see that in the minutes yeah all right okay so uh is there anyone from the audience that wants to uh comment all right so without that um we will take a individual vote Eileen Robinson I know I Kaiser I dalby eye Tennessee okay five to nothing thank you okay we moved to the first pooled item and that's 8.1.1 um thanks I pulled 8.1.1 the meetings from last um the minutes from last meeting I was not in person in attendance or on the voting rolls for that meeting so it's appropriate for me to not vote for this item okay so you were accusing yourself all right and that's Tim Ten five right okay so let's separate the vote then all those approving of the minutes of the regular board meeting are 9 21 we don't have a motion to do that oh yeah I think maybe um it would be best to um make a motion to approve one and I move approval of 8.1.1 okay split I'll second that motion okay I don't think we need to split it's fine if I don't all right okay so 8.1.1 is moved by Tom and second by Eileen um all those in favor signify by saying their names Robinson I when do I Kaiser I genocide okay and we have one recuse oh women on nine point oh because they're together never mind got it okay all right so we have a four and then a recusal so four to one okay we moved down to the 8.3.2 the approval of contracts and um the reason I pulled that is we have a contract with Butte College about what courses that we are going to use where they are in agreement in terms of recognizing them for University Credit um and then we got a revision to that and so the question I have is it never said what two courses were going to come off yes the two courses are edci and CH these are two these are two courses that are going to continue but they reduce the number of sections due to enrollment so the courses will still continue there just wasn't enough enrollment for the number of sections that were estimated by Butte College when the original addendum was written in 2021.

I'd like to point out at this grade level on another but in fourth grade we've heard you said before 30 percent of kids in that class how about games 30 percent uh a credit to our teachers and the teachers that work with those students in fifth grade you can see that that meeting exceeding we're at 78 compared to the state and 49 in sixth grade we're at 81 compared to the state of 47 7th grade you know I said to some teachers you know people were going to send me the teachers awards for this 97 of the children they're currently produced 97 of the children exceeded Rheumatic expectations 51 at the state level 8th grade 86 52 at the state level which when you combine all braids for our school get men or exceed that I'm so glad yeah this is also going to be on the website this is on our drive we can access this information on the drive so this is just another way to look at the scores that I just shared with you and Matt I don't know what it came out that way and that kind of cut off so I'm going to show you about that I apologize so if you look at math in third grade here in Muriel 63 of our third graders met or exceeded expectations at the state level it was 46 percent in fourth grade 72 of our fourth graders got 72 meters they've stayed only at 39 percent uh in fifth grade 70 of our students men are exceeded at the same level as 36 percent sixth grade this was the one that you know has us concerned we only had 33 of the class meeting or exceeding at 31 and 31 is the state that's like you know that's the bullseye that you know we're taking a strong look at 51 of our eighth graders um 51 men are exceeded where the state is at 16 but an algebra 100 matter exceeded the state was only at 35 junk treat you 100 better exceeded as in eighth grade like in the sixth of 8th grade when you start moving children into that geometry and algebra the children that are left in afraid are children whether they're in resource room or they're um they're at my lowest level so when the state is at 16 and we're Activity one we're pretty good like that number be higher but we get we just have a number we're small so one child is a large percentage so you understand that that's the graph of what that looks like so that's on the left side and so that we break this down this is how we break it down for teachers so you start looking at our Ela and grade three we tested a total of 48 students and it's one student at level one of course it was partially reading 10 and 21 and level three and then 15 to 65 and four percent of them apply and so then this is how straightforward to decide the students are tested two or number one syndrome level two six of our students are approaching 25 18 students percentages but now when we're digging deep that's when I say are my interventionist teachers administrators we look at those children you know those six that are at level three where are they how do I move them up we look at the six children of the two children that are level one level two and the teachers have that information so that they can Zone in on the areas that they need the most helpful and again here's grade five that's the breakdown to gets tested it's in sixth grade and we're in shorts you can see the seventh degree language arts which I said is pretty unbelievable one not meeting you know one and approach it and then when you see you know 60 you know 60 students either exceeding expectation of meeting um I want to be in that classroom uh simulator you know the numbers that we are always working towards and I've always used this philosophy with children especially when they get to the middle school level because they're primarily teaching them to read and building skills third fourth and physical building skills but when I get to middle school I always say to teachers I have 30 months 30 months to get them where we need to get them so that they're ready for High School third so sixth grade teachers you have ten seventh grade teachers you have family anybody teaches you have to send you in 30 months to get them together it's been my philosophy and our Middle School teachers have always hit that before third grade mathematics which is all wrong number of students tested where they fall where they want them to be and even as in third grade those children are now in fourth grade you know in fourth grade we're looking at those 23 said how do I move more of those 23 into that exceeding what do I have to do what do I have to do to get number 16 I have a level three and move as many as I can into that next level that's our job as coaches as teachers you know sharing with parents what you need to do because this is a partnership that we you know all the work together to get that so fourth grade mathematics received there the number of students tested where they fell fifth grade sixth grade there it is but that's the part that I had 23 students approach it and that's just never happened to us and so you know we're doing a lot of work in the seventh grade so that you know I get more students into that exceeding area more students at that level three area and definitely even level two tends too many for us great seven the numbers great eight this is the grade eight math this is where or when I shared with you um some of those students without your piece on the resource room or um I've always received extra help from teachers the number is small the number of children that were in are a great age men but my algebra class I'm 25 where you get 100 again if you look at 23 of them men had expectations many of them were very close to exceeding but I wish that number was even higher so it was my health teacher your results are still 100 that's not even close to the state but even when you're good you want to be great right even when you're good even in jobs you're pretty unheard of in other t-shirts we're a very small district and when people here I have 10 children at a geometric class and those reality of course great teacher it's awesome to make my annual question yes or just remind her that those eighth graders geometry and algebra are taking the same test as their high school years so it's 10th graders against the eighth graders and more advanced but that's a complete messages I'm always say you couldn't get better but it's nice to hear these numbers are compared to I'm going to say 10th graders you know because you know an algebra class is a high school level class a geometry is a 10th or an 11th grade class and that's who they're competing against and you saw how at the state level how they do [Music] um and it's it's something that we dig deep because we're not so diverse but we still want to look at um of this red uh whether it's Ela and how do we do it mathematics and empowerment breakdown uh some groups by gender I have some board members most of you who are not here but some of you who have been here a while remember there were times you know everything exit closed but there was a time when we would have parents coming to our board meetings Sandy's board members that the teachers in Brielle did not know how to teach males and we really did a better job teaching female so some of you are looking at me saying yes I remember those days and you know upset our teachers and we certainly knew that wasn't true but when I got this one I'm like okay I'm preparing my females to my mouth oh yeah good we're addressing both those populations equally you know they're falling in the right clap you know we're not we're not doing a better job and sometimes it's a it's a push against Educators because we know over 80 percent of Educators especially in a k-a building over 80 percent are female okay and it's less than 20 or males where my population is and so there are people that think oh treat boys differently than girls and we talk about that as a staff we read about that as a staff it's something that we're because when it was broadcasting we're like we're not that way but we do take care of a look at that and when you get results like this we say you're under attack and then that's the breakdown by agenda uh where they set up level one is level two is of the three one four and the fives so we look at that breakdown that informs a lot this type of data it informs us great and this is the picture some of you liking the numbers some of you like me pictures so it's done both ways on the website right away and then this is the mathematics supplement broken down into uh kids who you see 504s children that are in our PLL program children of special ed children or agenda so that supplement was broken down by programmers uh by clusters three five six eight foreign population and our platform population how are they doing so uh and at every time when we get these results I wanted to share with you these are the questions that we talked to one another about whether they're a plcs team meetings administratively when we think about teaching and learning and what we're doing every single day how is assessment part of that site how do you look at what I'm doing every day and how is the assessment that would be used and it's not just SLA and jsla it's not just my ready how do all the assessments that we do figure into what you're doing on a daily basis in between One support to educators it's a question that I always present for method share with you there are many pictures that one PD day a year per teacher that's it 180 a year some districts say zero even here in Montana they don't believe in 50 days if you want to do a PD day you take you take your own time you pay them here in this District we know that supporting Educators and supporting students and the needs that parents keeping our teachers at the Forefront is so important to them that in order to get good scores or great scores you have to keep our teachers hugs this data the resources I'm connected with real data how are we using these resources I gave you a lot of information how are the teachers using these resources I just shared the video into their planning into their lesson plan writing to the delivery of instruction on a daily basis how has that impacted then how well is our curriculum's aligned to the njs on any assessment questions and we work very hard as you go curriculum writer we don't have much money we've invested over the last five years in curriculum writing and we continue to do that we continue and I've always said curriculum writing is not one and done and since five years and a couple of Shadow five years later because guess what that happened many years ago there was a cycle you looked at it and did it and then you weren't continually looking at our curriculum all the time at all grade levels of percent real students that matter exceeded the expectations at all grade levels and so the one area that you did not do was all higher than the state actors and that would be an expectation of this community 's board as an administrators whose levels to say to myself our Student Success on the test that has been highly crisis we haven't done the test in two years but there's a lot of people that gave this that this standardized test a lot of criticism you remember it was five years ago exactly we want to test it we'd want them to be bothered with this last year we have an important deciding I don't want my job to success around people with the amount of school and this test as again gets perfected and changed the administration of the test reliability and this value was an instructional tool that comes in there because we have teacher buy-in we have students buy and preparing body and with the buying with Children of this test matters okay we want you to take it seriously we know there are times and we have it here that a child will adjust and we know that we know who they are you know children that are done with the test in 11 minutes it's possible to do this test at any rate level in nine or 11 minutes and we've had children to do that and we know that so we know what they are for the most part our children understand and buy in uh so you know like I said you had 100 of students taking this test we've got a clear picture of how our students are doing because of a great event and as Educators we know what to improve increase on the achievement of our students our goal is always to increase the number of students into that exceeding expectation can work which is really it's really hard because when you're exceeding at a great level that where that's when you're at a level five it's the highest you can get of getting into there like we or at the meeting of the expectation of that grade level is uh very critical to us and so that's something that you know we keep going back in our minds as we have a normal page um as we work with teachers here in the school there it's on there it is so guess what coming together and talking about this um teachers but if you get this coming together and just talking this is just the story together working together and is really a problem and I I say to Any teacher in any grader you did a great job and the sports come back that way but it really is everybody before that because not no one works hard but the amount of work that the foundation is laid in kindergarten first and second grade for our children when they get to the third grade we start testing again that Foundation that is built in the classroom is critical and those teachers deserve you know the Gratitude and the appreciation for playing that benediction down so that when our children get to third grade and we start doing tests like this High School tests that they do work and then working together as a board as a community as parents and teachers you know only proves the success so I like that any questions so it seems like the only area where we really kind of work where we want to be is um that would be one but there are other areas that you think that we're happy we're very happy with us yes that was the area yes okay so with the test is broken down so that we could dig deep and look at where did most of those kids you're saying in sixth grade or [Music] the number was just two what we wrote what we got and we're just like what is it here yeah and celebrated we're singing in the seventh grade the same kid yes and so and it's for us only because we have been tested in two years what would they have done to particularly I have no answer I but you know we also look at today's seventh graders in sixth grade I I looked we looked at that report cards last year's chapter attempts like why is that why are you getting good grades here why can't you do this and then to do this and it's not that's not magical absolutely because that's really the most important thing right we want to make sure that our grades are matched the reality because often often the discussion I have is like it's like you're sitting in my office when a parent who said you know my kid is just not a good testing so yeah and so some of that is up there so parents say if my kid hears about that test they get super stomach they don't like taking the test some kids rush through it okay they know but they rush through it and the results don't show that uh so they might not be able to test makers and that's why I say parents what they do a sort of day in day out that report card is really what matters most but my report card is way over here and something like this comes way over here there's something that we have to like look at because it they have to match up you have to be getting good grades in your classroom and getting degrees so when that happens but that you know I'm happy with those results you know all the districts are saying we wish you can't go back you have two years without a debt two years that I've said it to you it's the very part of all Educators the last three years you have something like this going back for years for that same group of kids because they would still have been here there's third grade results yes is it matching yes guitar and it's the first time they took the test so they took the test in third grade they didn't take it afford they didn't take it was such great results again so a third grade and a fifth grade it's just too many years but we're looking at that matter what we were not a very degree if we were not there you know yes uh thank you for the presentation I also appreciated your um comment in the beginning about so in terms of sharing that data is there something that the school document individually you know we got it individually and so I'm going to put this all on the website after tonight's meeting okay okay yes okay and so um is there anything going to blanket for this sort of share their data or with other districts how do we see that other data districts before we purchase LinkedIn I did it at my desk by myself these presentation is forever and I sat at my desk with my calculator okay good and so not every district has this to share so you know I you know I I talked to other administrators say just share them the signs [Music] and I believe Jen who said it to Deborah who's um the the county um instructional leader in Science fifth grade the state average was 25.5 pence in Brielle we were at 55.4 like we don't like that number in size and in our building I have a science teacher when they're in kindergarten for but I I would normally does science better than real okay and we have stem like no one does it better than us but there are places that dude here in eighth grade the state test the state 15 passed in the state in three element is 34.7 like if I had a teacher that administering a test and this was the result I'd say something's wrong with your tests Jen brought up the question and I respect that word tremendously and she said then maybe it's time for all districts in the state to start looking at those science friction to see if I think this came up on what hard we use attendance like we have to start looking at that I'm still from the wow the state can have 15 of their eighth graders are passing the test and say we all have to look at our curriculum I I think there has to be a middle ground so let's follow up so how does the diction like what's the plan to be able to get that whatever like District data I have to I have my dad team you're looking at the person I I reach out to other people said you share with me and scores Christmas is sitting at the meeting she works at another District she's taking pictures this is going to be on her website we can start digging and go to go to other websites and start looking you know so we start by asking if you want to share it just send it to me or going onto other websites and saying oh where is your data and you can check and like I said not everyone uses like it's but superintendents are creating charts all over the place so that's how you that's part of what we call Diggity you know going to other districts and saying will you share with us or what to do or at the safer because what did the state deliver to our district and to other districts as far as the results database or something yeah foreign so we really are asking someone to share private information we're asking something to share health information with someone else right now so I think what we're looking at is one critical Reasons from there we will look around to see you know who is in our demographic if they do have those sort of folks as far as what is shared there's multiple so we don't have the science reports because Lincoln needs to have the operational reports [Music] districts to share it so we can kind of look at things the way we did 10 feet 10 years ago sure um so produce district and over request we sent from each district to see what the state sent you okay yeah but yeah right now I don't know what all the other board meetings are going to give everybody a little time just to get them out there and uh you know we'll look at who what other districts were grouped with us what I've always done in the past like I said I always did this by hand and then you know I've been mainly you call my colleagues in just in Monmouth County I wasn't calling from other districts that had an official Factor group I just looked around in Monmouth County because of my relationship with superintendents in Monmouth County and so and said can you share your dad and then I would use that data with my teachers oh look at the South Fairview this is how Robinson did I did there were certain districts I did not call I try I reached out to life districts and even districts a little silver that are much wealthier than us but I reached out to just I wanted to see what they were doing and what are you doing and that's why you know many years back we joined with some Monmouth County curriculum Consortium we called MC3 and there's a lot of sharing there so there's a lot of ways you can get that but for me it's always been just dealing with other superintendents and just sharing that the teachers you just said you know what I'll use this as an example I I see in Brielle 100 of the kids pass algebra and geometry that's insane we never heard that before would you like to go visit that school and spend a day with the teacher I call the principal I'm sending my teacher because we don't have those scores you know what is your algebra teacher so that's you know what we have done in the past send teachers to places where score stands out like how are you How Are You Fifth Grade so I know I've asked the board I want teachers to visit school I want them to meet with you people create networks that's how you improve the instructions it's my last I want to know before I go because I just said to you I'm leaving everybody in good hands I could sleep at night I could rest that night but I like to know for my own info but but I have no deadline I have to pause the song things that I had to accomplish in a short amount of time uh Miss love has a lot of connections now that she is another member we're all members of the MC3 so she has a lot of connections so she has people that are beginning to share with her Mr Sabia his network of people they're sharing how does your special ed population doing compare come on so we're all talking to get it all together so we can share with our teachers because it's only for teachers because when I was at a meeting I I had a superintendent I hope you're not sharing that with anyone else I said no it's for us it's for us to look at what you're doing whatever this church I'm doing it's it's not I'm not going to put it up here and say hey for us to use so that we can improve from my teachers to you it's for us I've been straight maybe use so we can make informed decisions and the same will happen I guess when people say my stories they might be saying hey Chris you haven't tested and you know you did you know far exceeded State expectation but like I said you always want to do better say a couple of things when I think about the kids and I think about testing in town for some of our kids maybe many of our kids how stressful testing is and our kids have not tested the two years if you don't have coveted and everything that came with that and when I look at your number when I look at the I applaud our kids Andrea because when I look at how many of our kids fell under the met and exceeds section uh I think they did well I I applaud our kids I think that they performed well um and I look at okay there are concerns there are things that we can do better um and I see what actions we've taken I mean I I call the teachers too because I think you know everything that the teachers do and the administrative team um and I look at the action that you're taking and I and I see how um we have the math interventionist um who will be working to address these needs um and also like I look at the agenda tonight and I see all of the math PD I see an increase in the math PT that you normally have so I can see that you know the wall is already rolling like this is what the need is and this is one of the ways that we're going to address this so I I unblock that as well um so of course we can always do better but when I look at the meet and exceeds I think the numbers there I think our kids did a pretty good job and um so I mean there's always room for improvement but real kids I think our Blazers did a great um now as far as like the reports shot that you were asking about I remember um seeing the getting those reports and like um Colleen was saying they generate the state generates like different reports the the first reports that you get are on student individual reports so it has like a list of all of your students alphabetically and those reports contain a lot of confidential information so to be able to um share that information you have to be very careful when doing something like that because many of those reports to contain a lot of confidential student information so we have to be careful when we share those spots that's implementation especially when you're super small yeah and our numbers are smaller and so we're very you know I've shared with you but you know we know our students are as well here but I use that mindset so is that understanding that linking is anonymizing the data otherwise we have pii and so it's not it's not an anonymized taking it per student I have to upload whether it's Dibbles whether it's from i-Ready whether it's from and they have the lights I have to go into here to extract that public report and then submit it to link it like nothing nothing goes away um distracted from somewhere else data is coming from non-aggregate students responses well they can only want the publishing the general public report from here and that's the only data that they upload onto their platform just that that's what you saw here that's why and then that's what we go on as teachers to use to help inform data for the students to form groups differentiating instructions is not you know I mean this is great that they create these navigational reports or presentation but that's not the intent of Lincoln the intended to blanket is to help teachers who it the king of the students so each district each district would have a normalized Pearson if they have an idea or the board like Chris said she there just doing it on her own they're just creating these reports by myself I talked to many teachers at the NCAA and you know they're very jealous that we have them again they're doing these reports because they are going through all the data from the public report from Pearson and they are trying to you know organize and make graphs and everything else like themselves it's not like to save us who you know who cares here's your report we are lucky that we have link it to do that for us I think it's by myself like earlier it's not full story we don't know what what comparison from three years ago and we don't know how we really do and how those scores even though they look good in the vacuums are excited maybe you came back the whole day probably didn't have kids districts that came back full-time representative so you know we're we're in the 10 that came back full-time then some districts staying at full View and I think that's another when you start comparing districts that stayed out a full year or went you know hydrate a whole year you know that wasn't us and that's what you're going to be compared to them and we got back quicker than do you know if our other sending districts have to use this software out of this that would surely helped close I'll plug it like that you know that this is good enough what you want to know and that's why is how are teachers taking this information to improve what we're doing here okay that's uh that's just keeping improving on what we're doing here a little bit more yeah so how am I doing year to year to year I I mean I appreciate that too but there there is value in seeing these are our children are going to be competing against these other kids from these 10 Industries so there's value in knowing how to prepare them sending pictures it's just it's going to be hard if they don't normally use the scheme software or another smaller graduating class es uh that's a lot of them at the very top good Dad yeah so I think to show them the point this is a great data resource moving forward unfortunately is when we're really going to get and without a doubt when do not continue so the best years and use that inconjunctions thank you the presentation all right so the next is visitors business visitors are permitted to comment on agenda items only at this time we'll move on to correspondence so we'll move on to committee reports Tech District Operations meeting together to catch up on everything we won't do that so please accept my subscribe [Music] foreign [Music] foreign just to catch up just to catch up on the September the whole sword is presented Madison has a general fund its way now of the lower 981 thousand dollars which is which is pretty uh pretty easy pretty significant you know it also has and I I don't I don't have that um don't have a number for this balance but it also has a little assessment also has a capitalism capital reserve levels I don't let them leave with the vehicle to figure out how that gets there um explorer meeting and if I have the information itself or not um the other the other thing uh um was the introduction of the introduction of three-year three-year plans continue to continue to evolve the career Academies in the summer 2023 um horse range for for sports entertainment marketing social media marketing internet marketing civil engineering architecture [Music] very very exciting principles of biomedical science and human body systems there's also been an RFP for solar panels very very similar to the situation that we need to probably 10 years ago at this point like doing something like that yeah so those are those are those are those are the significant points probably September meeting um last night um just to keep perspective okay Facebook but 948 students brielle's performance at the high school 223 services so it's going to be the 23.5 so so so Brio is 223 uh Matters by itself is 272 and the closest at 70 District the next the next highest interest foreign [Music] [Applause] [Music] you know it was a summer there was a summary at the end of the presentation that compare the cost they're essential so Michael probably get the words that I'll try to give you a little bit information here right away so um there were two major categories not graduation ready and graduation letter what what filled those categories very very similar to the five criteria that Chris showed at the very beginning so so um the District of the district the district compared to the state in math Steve so I'm not graduation ready stayed 50 percent from District 29 percent graduation rate the state 50 percent the district was 78.

we did have a nice a large uh sorry 12th grade class that left us but we balanced it out with some new arrivals um and again I'm very interested in that piece about new buildings coming in because that always does give us more move-ins in following years um let's see um whiskey near is slightly lower than the Elementary on caseloads right now um which just was interesting to me however the fifth grade staff when we moved to Candlewood Lake will be heading over to the elementary school so our hopes is then to use the staff a little more efficiently at the elementary schools given we'll have the added staff from the fifth grade um Brookfield High School again very very similar to what was last year we do have 363 students in District we have 32 students who are out of District nine of those students are in the 18 to 21 which is now actually 22.

um and then we decided we wanted to fabricate and modify buses so we started our own body shops in the late 80s and then my dad was critical in starting the headache that I have now inherited which is the bus dealership where we sell buses bus Parts bus service and you know obviously the the company has only expanded from that can I ask where the name comes from yeah that's a great question I should probably should have put that on there it's De Vivo and talamea transportation company so I did neglect uh my grandfather and great uncle's cousin um I'm sorry I don't Mike Mike Tom that who started with him but was bought out uh pretty early on as I meant to point out uh the DMT Transportation was originally because it was De Vivo and telemeda transportation company and [Laughter] that's my brother who he's most active on our Motor Coach side but he does sales and business development on the fleet side so he's kind of got a fleet side covered for the time being um and I uh handle the dealership uh I never thought to ask that question about whether that come from yeah I've seen it for years oh yeah it's a little history get it yeah uh so possibly in dealership I talked about it a little bit you know kind of the expertise on all fronts here you know we are New England bus fleet we operate school buses 27 school districts 1200 Vehicles operated through Connecticut Rhode Island we operate motor coaches um and we have locations in Connecticut Massachusetts and Transit shuttle and then we are also new in bus dealer um see uh some of the lines that we have for school bus um that's what we were talking about today we'll talk a little bit more about IC Bus and Collins we also sell commercial buses bands and then service of parts in Massachusetts but with an aor an area of responsibility throughout New England uh so leadership and Innovation so uh we've kind of always tried to be on the Forefront of these types of things that we're we're talking about um you know this guy likes to be first um and you know paved the way and you know be a leader because there's certainly advantages to being market leader a market leader in these uh types of things we were the first to install underfloor wheelchair lifts and motor coaches in the US we had the first hybrid electric school buses in New England we had the first electric school bus in Connecticut which you can see the one of the headlines in school bus fleet for that um that is operating in Middletown Connecticut it's a type a school bus um manufactured Shields and filtration devices for buses during the pandemic and soon we will have the largest Fleet of electric school buses in New England at 11.

we also had a financial aid night last night and then we have one tomorrow night at six because new wording with the law says every senior who graduates has to apply to financial aid or get a waiver um on October 27th through the 29th we have our fall drama production the plot like gravy thickens um I'm in a drama class and I heard it's very very good I'm sorry when was that uh the 27th through the 29th of this month October um and then senior portrait uh deadline for the yearbook is the 16th of November so we're looking on to next month now and then the Powder Puff game uh is going to be November 17 which is a Thursday and then that's it all right thank you very much um let's start on this end trustee Kelly okay um can I ask a question as part of my board report um it's unconventional but unconventional I'm very interested in what um Riley was talking about as far as every senior having to apply for financial aid and so I was hoping that maybe someone could expand on that yeah so uh current requirement is all students in the state apply for FAFSA so I have a student going through it right now you have to put in the information then it shows you what you're eligible for and do we know what the impetus for that was was that just to make sure that we're not missing people who are eligible I don't know Mr Jordan do you know the reason why just you got to do it everybody but now it's lost okay thank you yeah great that's awesome thank you um okay so homecoming we went to homecoming as as a group of course we did not discuss any board items because we didn't want to break any brown Act laws but uh had a great time I really loved the non-gender Royal Court so kudos for that that's probably been around for a while but I just wasn't aware of it and I just loved it um sorry about the one point loss that was painful sorry and then this past weekend I participated in the kickoff meeting for the equity design team which is part which is the district's team that is building on equity and it was a great group of people a great group of professionals that are really enthusiastic and anxious and nervous and happy to be there and participate but so there's just a lot of a lot of emotion and a lot of things going on with that I'm really looking forward to continuing on that even after I'm off the board and so that's kind of the direction of what I don't personally do at my office but our office focuses a lot on equity and reducing disparities in public health and so reducing disparities in public education is definitely a passion of mine and I'm excited to continue that and um as thank you for the invitation to attend more items more events and I think that we as a board have have talked about that and are planning on doing so so we'll we'll see you there that's it trustee yes um so hi everyone as our community continues to navigate this pandemic I continue to focus continue to focus on well-being and seeking signs in the environment about cultural inclusion this month the month of October contains two Heritage months that are widely recognized throughout California Filipino American heritage month and LGBT history month thank you superintendent Lair for the district communication about Filipino American History Month that is posted on our District school websites I want to express appreciations to North Country Elementary for highlighting its Multicultural Library their cultural bulletin boards and activities and I also note that the video production Club at North Country is up to some pretty amazing things some of the most awesome interviews movie trailers and all check it out it's on their website really good stuff however I'm requesting more information about the ways that Dudley Elementary Oak Hill Elementary Spinelli Riles Center High School and McClellan High School are addressing cultural inclusion my constituents have actually requested this information from the board multiple times and on their behalf I'm again asking that we focus on cultural inclusion as an example it appears from Communications that some of our elementary schools the students the most that students are learning about culture is recognizing Easter as a holiday but they don't seem to be also learning about any of the other wide variety of faith based cultural Traditions that exist in our community in our middle and high school Communications the only mention of culture I could find was a single Multicultural night that's held for a couple of hours every year in March at one of our high schools I just have to say that cultural inclusion matters and our communication and practices and if I've missed or overlooked something please let me know and I appreciate any and all updates on cultural inclusion activities at those sites that I mentioned and I'll be looking forward to some Multicultural event invitations from you I'm thankful that our district is committed to doing more to make the transformative strides that we need to make to transcend a monocultural approach to education educational practices and school districts are directly related to educational policies and when an educational policy has malicious intent or is Guided by the principles of exclusion elected officials have a moral and ethical obligation to stand in opposition to it and this is why I continue to stand in opposition to our board policy 920 9220 update to include annual verification of residency status for board members which we adopted in November 2021 this policy did not follow our own policy and adoption procedures and it was purportedly created in response to a single public commenter's belief that the people pushing all of this Equity stuff don't even live here I asked my board majority colleagues to point to what section of the elections or Education Code gave us authority to make such a bylaw in fact in my research over these past few months I've discovered that Education Code 35107a States any person regardless of sex who is 18 years of age or older a citizen of the state a resident of the school district a registered voter and who is not disqualified by the Constitution or laws of the state from holding a civil office is eligible to be elected or appointed a member of a governing board or School District without further qualifications earlier this year in February I called on the board majority to rescind board policy 9220 update to include annual verification of residency stating all of the reasons above and they declined and in May of this year our board developed and adopted a censure policy not in response to the racist and homophobic comments that some of our colleagues had made during open sessions but because of some of our board majority members stated during discussions we needed to have something in place to punish the people who do not comply with the new residency verification policy and to give it some teeth from start to finish the intent and impact of board policy 9220 annual residency verification remains wrong-headed and focused on malicious exclusion I'd like to report to my colleagues that I've continued to research board policy 9220 update to include annual verification of residency status and I have been in contact with Sacramento and Placer County elections officials and California Department of Education regulations officials none of whom have yet informed me that there are any requirements in the election or education codes for dually elected in sworn school board members in the state of California to submit to annual residency verifications with any local education agencies the consistent bottom line in the responses I have encountered and received is that this board does not have the authority or jurisdiction to invent bylaws or requirements for service that are not rooted in the state of California election codes or education codes so consequently I encourage the board majority superintendent members of the public and District Council should any of you ever truly have a genuine and sincere concern about any board member's residency to seek court judgment and to use the known and established legal Avenues to challenge the eligibility of a candidate to serve in the meantime I continue to reject what I perceive as an immoral and illegal establishment of board policy 9220 update to include annual residency verification and I absolutely will not comply with it I respectfully request that the written communication of these concerns that I will provide to our board secretary be included in our November regular board meeting agenda packet along with an agenda's item for the board majority to once again consider rescinding board policy 9220 update to include annual verification of residency status our board has bigger fish to fry than trying to police one another in ways that we should not be student achievement and cultural and cultural inclusion being two of the major issues that fall under our purview and that remain areas in desperate need of improvement to my board majority colleagues let's focus more on our students and what we are legally positioned to do setting a vision to increase student achievement and cultural inclusion at all of our schools please multiple community members and constituents have come to us and asked us to act on cultural inclusion so please let's focus more on that and less on trying to police each other let's trailblaze not on new bylaws and requirements on our board members that are unheard of in the state of California but instead on student achievement and cultural inclusion which more than one member of the public has actually requested that we do finally once again I'm inviting all to drop into my open Office hours on zoom on first Mondays of the month from four to five the link is on our Board website drop in any time between four and five on November 6th just before election day please get out and vote and in the meantime be safe and be well um I would like to report that I attended the Fall Festival at Oak Hill and it was wonderful our seniors were there and did a great job movie night at Oak Hill I was asked to help out because our seniors all went to homecoming and they weren't there to help which was understandable but it was very well attended as well and the kids had a wonderful time and it's so nice to see Oak Hill or any of the school sites having things that are family oriented and just pure fun for the kids because we don't have enough of that that doesn't cost a normal egg to go to you know you take a family to the movies and it's probably 70 bucks by now I mean it's ridiculous the expense so I I really enjoy watching that happen and the kids are all being able to just run around and play while they're watching the movie and you know it's just fun good clean fun for him um in response to some of the comments that were just made I just want to say that it is something that other school districts do people have been removed from office for not living in the district and I'll leave it at that I'm not going to argue about this take legal action no yeah that's that's the appropriate response let's permit it for all not in California please don't yes um I'm gonna just leave it at that and thank all of you seniors for coming I know it's something that's now required that you have to do but it's something that I think you can learn from and even though we do have these little Tit for Tat things that brachi out once in a while it's a good board it's a good school district and maybe someday you'll take an interest in politics and you'll you'll want to do something for your community that way so thank you trustee Pope thank you um just a point of clarification there is no board majority we have a majority of the board by vote so that means far people vote for an item bads board majority or a majority of the board we don't have a board majority Percy sba.org what is the eligibility to serve on a school board school boards are nonpartisan candidates for boards are not required to belong to a political party in California you may be elected or appointed to a governing board by of a school district if you are 18 years of older a citizen of the United States a resident of the school district and a registered voter other than that I did want to say that I attended the decoration night um decoration morning of Center High School and congratulations to the Juniors everybody's decorations were amazing congratulations to the seniors who did win on their skit presentation between the varsity and junior varsity game and I'm not going to mention the game outcome but they all did great they did great um and um Mr Ferguson and the Center High School administration did an amazing job getting the halftime show together I read on social media that the principal needs a raise so everybody thought it was a great show so I appreciate that it was quite the surprise other than that have a great rest of your week thank you um I was able to attend a uh a dinner for various boards in Sacramento area at Sacramento County Office of Education recently and listened to former Sacramento Police Chief Daniel Hahn speak about equity and um can I just say that man can really put together a moving speech he included personal history Regional history the The History of the United States and how all these things intersect and it really drove home how recent some of these things are and it was just incredibly powerful and moving and I still reeling from that um also as was mentioned a few of us attended the uh homecoming game it was a good time incredibly well played game the halftime show was a fun surprise I was mildly disappointed that it wasn't a live cougar but this was probably the smarter bet um that was his guess uh generally speaking the reaction has been very positive there were some community members that would have liked a heads up um because of pets and things so that might be something to consider moving forward but um generally speaking the reaction at the stadium was very positive the reaction I've seen online has been positive and my personal reaction was rather positive it was it was a fun time um the the one downside to to homecoming is those bleachers have not gotten any more comfortable over the years um yeah no matter what sport you're going to watch the the seating is not the most comfortable but it was good company and good a good time um other than that I really don't have much at this time so I will hand it off to superintendo may make a clarification on my board report please sure um I reference csba.org CS or yes csba that's California School Board Association is what that stood for can I just add one more thing as well this is regarding the csba dinner that we went to and chief Pond I just wanted to note that what really impacted me about that was how one body such as ours or a city council can affect such a and can have such a great effect on a community virtually throttling its economic prosperity and just keeping in mind that you know you're making decisions that seem like good ideas but they could end up being extremely damaging to certain communities and that that really hit home Oak Hill I'm in Oak Park and some of the other communities that were thriving and no longer are so definitely could have been intentional and that makes me very sad superintendent Larry thank you trustee Bruno so I just wanted to on behalf of all the employees appreciate the board's approval of the salary compensation packages that you all approved so thank you for uh that approval everyone appreciates it the works for the district additionally uh homecoming I thought was great I was disappointed I could not make the hallways this year at a prior prior commitment I think was the first time I missed it in many years I did attend the game though and we'll leave it at that but I thought the event was very nice a lot of folks came out and it was it was a great great feeling so I appreciate the work that went into that Center High School additionally uh was which has come up already but we did have our first kick off our Equity design team met last week I think it's a good start and we're continuing I think we're trying to Skid our next session for November so we're moving forward our trainers are are incredible really two fantastic individuals I got to spend two days actually with them I took them around the district the first day and just shared with them the neighborhoods everything just kind of took so that was very positive and then concluded that night with Chief Hans uh or ex-chief Hans police presentation at the discoe dinner which I thought was very intriguing and enlightening um so I actually signed up for his uh sco he's doing another training where he gives his full extended version of that so I'm going to listen in on that as well as a webinar uh and then additionally um Miss Kelly and aisle will be finishing with our last csba Equity session uh this Saturday so that was the fourth session in that and what we found with this is it's a good way to network with other individuals I I think I might have misunderstood a little I was hoping to be more prescribing and telling us but it's really building a collective Network and that's been very positive I think we've met a lot of different folks from all over the state uh and hearing about the work that they're doing so that was that was nice and then also just uh to follow up I appreciate I know today's staff students parents and I think yesterday the board spoke with our marketing and PR individual and I appreciate the time you all gave she didn't tell me much but said that she got great feedback and she said she was going to go home to try and sort through it all to come up with some good strategies so I just want to thank all those that were able to participate and I know schedules are busy for everyone so to carve out the time to do that I really appreciate that and she was very thrilled to talk with everyone including I think she got all all five board members so thank you for your time doing that and other than that um I think that's all I had written thank you all right moving on to Advanced planning future meeting date we have a meeting November 16th right here at 6 p.m that's my anniversary sorry I'll survive would anyone like to suggest any topics for that meeting I'd like to agendize a reconsideration of rescinding board policy 9220 update to include residency verification um regarding them sorry can we can we back up did did Riley provide his report yes yes he went first oh my God I'm so sorry sorry I did listen I know I did I um sorry so regarding rescinding that board policy um I feel there was some misinformation given tonight um regarding that uh it was not brought about because of any opinions expressed by anyone I was the one that brought it forward and it was because um people were questioning whether or not we all lived in the district it had nothing to do with opinions being expressed but strictly about residency what gives us the authority going to order Mr President no actually you're discussing the item and I just requested it for it to be agendized so that we can discuss it if you'll bear with me I'll get to my point but I'm trying to correct misinformation that was given at this meeting about why it was brought but it wasn't misinformation so if you're going to state that I gave it misinformation then I get to counter that it was not I have the recordings of the meeting okay so he's the president said that it was typically what my purpose was I don't know why you would believe that you knew my purpose better than I did I never stated that so I stated that only a single public comment was given that and you stated that wasn't in regards to a public comment it was in regards to a comment that was made to me not a public comment at the meeting it but an opinion expressed to me well all I can go by was what was stated let's not have a conversation please Mr Bruno continue and um you also said that one of the requirements to uh be eligible eligible for the office is to live within the district we are not taking any steps to screen people out and say you can't serve on this board what we are doing is saying yes I qualify to uh serve on this board and we are reassuring the public we are not we are simply what gives us the authority is that we are able to hold ourselves to a standard regarding the censure policy you're the one that brought up that we didn't have one so then I'm most I moved that we create one to and not in relation to the other board policy but just in case something comes up where someone needs to be centered it's good to have rules in place so my point being that there was no interest of the board to rescind it previously it was not brought about illegally I don't think that we need to add this to a future agenda I don't and I again ask that we reconsider that is what I'm asking to be agenda as the reconsideration based on the information that I received from the sacramental and County Placer uh County Sacramento and Placer County elections officials as well as California Board of Education regulations officials they have stated to me that there is no requirement for annually or presidency verification and that if anyone has a genuine concern about that they should pursue court judgment that is the option that is what has been stated to me by those officials who know the election code and who know the Education Code better than we do so my suggestion again is that we agenda is reconsideration of this based on the information that I presented from these officials who know the law okay I mean there there's no harm in putting it on the agenda I'm trying to avoid us having expensive legal costs as a district because I will not comply with that it's immoral and it's illegal and it's unethical it is so we will be able to meet a requirement any other items that someone would like to add to the agenda uh yes the we want to make the note that the Panorama data data and I ready data needs to be added and then there was another one I don't really yes uh the the topic of um to present at the meeting upcoming so for my clarification just so I'm aware so we had the consideration of the policy I have that for next month uh Panorama I was going to put on for December and then I was going to do the I ready in November does that or do you want them all on the the whatever whatever that's can we do I ready and panorama on December because I think November is going to be full is that anyone object to that I'd really like to hear about the diagnostic test information sooner than the end of the year so we can do November okay any other topics to add to Future agendas sorry I think I was thinking so the fourth item that was brought up was safety did one safe school officer did you want me to pursue having one of the officers or uh come speak is that um just for my clarity I need to let's let's uh at least figure out if they're available to okay and um but I can shoot for November to have at least someone a representative I'm assuming Richard I can connect with one of the officers to to be there either our own officer or sometimes the chief or um the sergeant might come who's over our area so I'll pursue that I mean I'm not getting I'm not seeing any nods or I guess what my thought was I guess my thought was we should bring it to the board for discussion on what we want the school officer to look into and what we want him or she he or she to present to us as opposed to just coming wooly nilly I can bring that another feedback on what gives the community an opportunity to comment that's true that's true and then we can give a specific specific date of when we want the officer to present okay there's a policy in here that on Advanced planning I know but it's something I want to go over with privately and rather than bring it up in public okay so address that part all right um so if we're done with Advanced planning do I have a motion to adjourn so moved second we're not anxious okay are you guys anxious to leave uh General consent yep yes all right yes you mean the terms thank you

okay so what are the two classes then I'm going to pull those up csci 49 and eh20 and we just reduced the number of sections allocated but there are sections of that course still being offered okay okay all right so um with that clarification can I have a motion I move approval of item 8.3.2 considering approval of the contracts seconded okay moved by Dalton and approved seconded by Lando okay so all those in favor signify by giving their name Robinson I Orlando Eye Kaiser I it's all b i tennis I okay 5-0 all right great thank you very much with that we move to the discussion action calendar Education Services our first so this is just a further um approval of that addendum to be sure that as we move forward each year some adjustments are made this is just a simple approval of the same addendum for the Butte College CCAP and we're asking for board approval so the students can continue to receive dual enrollment opportunities at Butte College um I hate to be an epic but item one is on the agenda as informational so I don't think we can move it yeah sorry so yeah we don't have to vote no sorry not for approval Just for information thank you for the valuable information any questions I have a comment I'll just say I think this kind of thing is really valuable you know you're we're talking about high schoolers taking college level courses right yes yeah totally great totally great I encourage anybody to do it thank you all right so with that thank you John and you might as well stand where you are and plan to so we moved to item uh on the discussion action 9-2 graduation credit requirement adjustment yeah so just a little background information we've been having these conversations about a block schedule for quite a long time now I would some people would say for decades we have made some some progress we piloted a block schedule at Chico High a year ago and um high this highly successful in growing some program enrollment there we were able to add another School Pleasant Valley High School pilot it this year they have a slightly different schedule with a with an anchor day again though trying to work out some of the some of the bugs of a block schedule and gain as much information as they can because in January the timeline as it stands right now is to to have each School vote on a schedule that's going on a block schedule an eight period day that would work for their School site that's a union Administration conversation that continues to evolve we've been working diligently Jim Hanlon and his staff have been creating an mou that we think will address as many issues as we can possibly think of related to a block schedule we know they're gonna you know we're gonna have some things down the road they're going to have to consider but from a an academic perspective and from a a board perspective a block schedule should in our opinion necessitate a graduation requirement change if we stay at 235 credits we could have a significant number of students graduating early some of our programs might not have a three-course sequence so we think we need to increase the graduation requirement however we don't want it to be too high or we're just negating many of the 14 student dilemmas that we were able to address when we had this conversation about a block schedule in the past such as students being able to take multiple electives in one school year students having the opportunity to not have to leave their comprehensive site if they struggle in a course and need to retake it they can stay right there so there's some there's some impacts obviously to the block schedule and credit requirements but we feel like 250 is kind of The Sweet Spot for us to still motivate students to stay enrolled to stay involved stay engaged yet still give us Financial flexibility so for example what we're proposing right now is there's a possibility if voted in by cuta in January that students could seniors could could not take two classes so they would take six of eight which would be a financial um significantly financially impactful for us Juniors might only need to take seven of eight instead of all eight so just to provide some flexibility with the idea there that those students could then go take more courses at Butte College at during times that are more advantageous for them they could work there are different you know there's some we think some some obvious positive consequences of that when we surveyed districts of our size it's a similar size districts who have an eight period block schedule they ranged from 240 to 280.

71 70 71 percent for els for ELA not graduation but its state was 60 percent the district was 42 percent graduation where they staying months 40 percent and the district was 58 so um I don't think I I I don't think almost particularly happy but I know but they're out of America studying this data studying this data to try and make improvements and it dependent information about the thermosis of course offerings very very similar to the uh to the September meetings with some auditions medical interventions I'm not quite sure what that is I oh so we finally find out what that is environmental sustainability Ceramics to the introduction to law introduction to constitutional law and AP European History and that's pretty much pretty much will lose all the information his current years ninth graders for current penetrators okay exactly and next we have curriculum programs I do not have a report for this month but uh we'll have one for next month Human Resources Joe no report alerts still since the summer in terms of mandatory policies um I did want to follow up since I was starting to last last meeting on discussion item that I saw in the video um I did see that Doe Chrissy playing that video he has a critical hit perform I just want to point out that that still needs to be on our website and it might be back there to find it and it's sort of important so I guess the question is there is on our website okay these are you talking about Mr savior's page okay um there was a discussion about uh hipster that came out of my report last week uh sorry last month um Sherry you have commented that part of that uh regulation includes other forms must be numbered and I just want to know how do we to get some context the reason that the form should be numbered is that the CSA is required each year to report on the total number of hints and they also the total number of reported himself urge you to get not to the kids and that's why the statement to my understanding how does that number for the requirements so how are we in the accounting for numbering the forms and making that data transparent to families or parents like in other words the details from the company the forms need to be numbered though so that they could be aligned the forms keep track of it's important individuals yes it serves another program well I don't know about that is foreign numbered forms that at the end of the year can be checked against what's reported out by the CSA what's the recommendation to it [Music] if I have not seen the form that this is uh foreign [Music] it's not on the former weather this question is what is our audience our specialist we have a hip specialist that keeps every investigation and then that is all reported for the states as well but I'll look at the course and see if there's any specific things that can make it easier to make sure it's kept in accordance with what the state the information is State funds well the city s34 is not available foreign thank you thank you Sean and next we have community relations Chad Kurt and I met past month ends up with the PTO d-pad to get some updates um just some brief updates from the PTO about 50 50 tickets being on sale so those are currently on sale and John will be home um there are also board positions open for PTO for next school year with our website in here um Thanksgiving pie sale has started again through the PTO website reporters can be placed and then also the pto's planning the snowball or putting together the committee and looking for a chairperson so that is a sixth grade fundraiser and they're seeking Facebook's grade great parents to find they also noted that I'm not sure if this is all time but they had some of the higher they had the highest numbers and memberships this year I don't know if that's really current PTO Administration but um always nice to hear that our parents are highly involved and even more involved this year and then from the bpac group um they did not have their first meeting it was changed due to a conflict and so their first meeting will be on November 16th at 6 30 pm at the school and then they are working on a t-shirt that can be worn to celebrate um various awareness months days weeks like um has been Heritage Autism Awareness so there's more more information to come on that but that's some of the stuff that they are working on um and also I know the media do not get an update from the theater I believe in the winter I can't remember it's called December yes December 8th thank you I forgot to add that one in that's it any questions for Sam Curry thank you for all of that information I have to keep up with the websites are helpful so I will give an update on the superintendent principal search update but first I would like to thank Ted for being last month as president when I was enable to attempt so thank you and uh so the the update I'd like to give everybody an update so the couple of things so we have um the superintendent principal search calendar is now on the website on the community can see what our timeline is and what we will be working on on October 21st we will be advertising the superintendent on principal position on the website and other um sites will happen as well now on Thursday November 17th that's going to be a busy week for us November 17th we have a scheduled it's a parents community staff and administrator input session heard about the process it will be led by our search consultant Marianne Freeman from Jersey school boards Association I hope that parent come out and join us be able to get a lot of information as to what originally and ordered you know without our superintendent principal principal search now on the website currently we have like I said we have our calendar and we also have two uh service on the website one is for the parents Guardians and community members the other is for our teachers staff and administrators the survey will help us to develop the criteria for our research so I encourage parents to go on their website we would love to have your input on this search is not it's not a decision just for the board members we want to include the community parents on t utors faculty and everyone's we value everyone's input um decision um and also we are so this past month so September 15 to October 15th we celebrate Hispanic Heritage Month and I want to thank the teachers and Brielle and and I want to thank the administration and thank Miss love for all of her work and dedication on the curriculum um and this is something that reported on last month uh um there were lessons highlighting contributions made by Hispanic Americans um this was provided to the teachers in order for them to incorporate this into their lessons love lots of work she put into that and I always like to encourage parents to ask your children when they come home what are they learning um I know my son came home and he was telling me about a project that he started in class I can't remember which classic was but he started the project in class and had it completed at home and um he told me that it was he was doing a project it was for Hispanic heritage and it was about Roberto Clemente and um so he says to me I have to finish coloring the first thing I thought was oh no I hope it's not another Xerox of coloring but then as we sat down um I saw that uh he had to do some research and I was happy to see that um he the research that he did is interesting he's an athlete so my son is an athlete so he did research on how athletic Roberto Clemente was as opposed to what I've taught him which the great humanitarian that he was but but the reason I'm saying all of this is to say that he took the time because of what his teacher instructed him to do he took the time to do the research and he learned a lot about his individual and this is what we're trying to promote here in Brielle um without with including diversity and inclusion and um and I I think that you must love the administration and the team doing and making the effort to include a more diverse curriculum and oh next one so my other son now goes to Nana swamp high school and so I'm getting all the information about Hannah Swan so last Friday Nana Swan celebrated on they had a Hispanic heritage celebration um so I I attended and um I'm happy to say that it was a well-intended event um it was it was lovely there was lots of food and music and games and kids and so it was a very nice experience and so um Bravo to manage one high school which again that's great and I think that is it we continue to work on we have our interim superintendent principal committee search which is different from our permanent principal committee search and so we are continuing to work on seeking our next candidate and um we will have more information about that during our under 80.
