off at Wagner and Jackson and walked this entire stretch it was horrible and crossing is dangerous and and I know the city's still investigating various options for coaching that it's a tricky tricky roadway to make safe for pedestrians but it's a place people do walk and I was walking with multiple people who also took the bus to the same fundraiser there's a fair housing center fundraiser and so there are people who would use this it would make it safer to make it more and it's it's a piece of it's a real benefit the parks programs identified this area for a playground the neighborhood some people are saying they don't want one or need one but it's it's in our planning documents where the port the Planning Commission we're here to support our plans and so that they're you know there's it's not that there's no impact there's no trade-off there's no negative sides to this approach but I think weighing it all together it's hard for me to say no I think that especially the housing component is huge and the things were trading we are relatively small the plume impacts are a huge concern but those don't go away with the change in the zoning and the difference between beauty or r1c I I mean I'd love to learn more about these trade offs between the tanks and the infiltration we're infiltrating now if we took all that water that's infiltrating now and pumped it into the lake through the ditch I don't know if we're in a better situation but again that's the same question whether we're talking single-family homes or this project so yeah so I mean I'm inclined to support this yeah and the questions are tricky and hard and I think that's not going to go away we need to keep working on that but I think I mean I think it I think it makes sense commissioner Mills you are Ackerman Thank You mr. chair I just want to summarize what we just heard about the difference between the detention tank versus the current plan to infiltrate just to restate it to make sure that I can't express it correctly and that I understand it correctly if we were to infiltrate the stormwater we'll go where it goes now which to some extent is an unknown but likely towards the sister lakes potential interaction with the plume as the plume sits beneath the site today however we pump it into our infrastructure system which we believe puts the water into the sister lake anyways and the sister lake is itself above the plume so either way water is moving towards the plume and our only guarantee our only safe bet would be that there is clay separating infiltration from from the plume itself these problems don't go away with any other kind of development and so we put ourselves in a position of trying to decide do we stick with what would be by right and allow people to develop large houses the only kind of development that you could see a profit for single-family home which has increased impervious surface or do we work through the very stringent PUD process and try to get as much out of any development possible with less impact impervious surface and so stormwater that's impacting our natural features and and potentially plume and that's a that's not a fun trade-off these aren't fun decisions to make and they impact people's ease as they drink their tap water as they walk in the park next to their house and the decision would be easier if this was a single-family home I wouldn't like to vote yes but I would have to because that would be state law that it's just by right it would actually be scarier for the people who live next next door and so with that limited trade-off I you I have to look to PUD as the better option than any by right development and that the added benefit of 41 units of affordable housing of a specific type of affordable housing that we do not have and that we will drag desperately desperately need over the course of the next 20 years pushes this to to the slightest hair of in the S direction I'll leave it there I am grateful that we've seen changes to the site plan that I think better the interaction with the neighbors they're not perfect they never will be but I'm glad there is at least 41 feet of separation between this building and any neighbor I'm glad there's landscaping separating this 41 feet I'm glad that the height is only 45 feet I'm glad that we reduced the square footage by six thousand feet I'm glad that we reduced the parking and moved it away from the neighbors I'm glad that we moved the loading zone away from neighbors properties I think we have some guarantees and operations in the development agreement that will allow our community and the neighbors to hold this developer accountable to those if you happen to be on their property and you see a sand and salt mix that isn't appropriate you call us immediately if you're if you see more than two to four commercial loading and unloading trips a week you call us because they're they're out of compliance if if any light is escaping their property line you call us and I think that's the it's not a fun trade-off but it's the trade-off I think we have to make or their discussion so I have been so I'm a previous I used to live on Dolph Drive corner of Dolphin Sonny wood and I used to spend a lot of time in the nature area and so I'm saddened to see this is what's going in here but at the same time there's another part of me that also says 41 affordable housing units it still remains residential there are some pluses to that as well so I'm conflicted and I'm sort of in the middle of trying to set how to vote just because I do have some ties to this neighborhood and being that I spent so much time in the nature area but I think also at this point we need to make a decision we need to vote on it so that it can move on to City Council and go from there so I would like to see others comment on this well I think about it some more I'm sure Weatherby I think you've alluded to something that that people commented on and and if we could pick and choose what we wanted on various sites around town I think we'd all like that I don't know that we'd all agree which is the problem but we can't we have to we're faced with someone has a piece of property they're selling it someone wants to buy it and those people are bringing forward this proposal we don't get to say hey you can put that on a different site we don't have sites that we pick and choose this isn't something that we brought up this is something that comes to to us and and in in doing that we have to look at the merits of this proposal and there are a lot of good things about this the affordable housing the sidewalk we were discussing sidewalks increased value in houses near them there are the parks department does not want this parcel or has not expressed interest in in this parcel so it will be sold to something and that something would be this this something could be a development of single-family houses which are probably worse for the environment and less able to we can't monitor them at all we can't I had a neighbour once who made the comment that she liked to use DDT on the ants nests around her house we reported her but you know that's the kind of thing that a single-family home things can happen because there aren't regulations and Lockwood is is going to be running within the realm of legality and what is what is written because that's in the best interest of their business and I think that probably serves us well in this area and I really appreciate that no housing will be demolished for this site I've recently had many houses demolished in my neighborhood for housing developments I appreciate that it's not as tall I walked around and looked at a lot of buildings in the interim from the last proposal and some of our our most beloved neighborhoods have buildings this size and much largerr next to single-family homes the old west side I mean Lori Terrace is 11 stories I think and and that's a very similar usage so I agree I think with what everybody else uh said is that it's not if I if I ran the city and if I had lots of money to buy this and you know or if one of you won the lottery and could by it and and said you wanted to just leave it I wouldn't be upset by that but I think given that we need this kind of housing and this this area and they're giving quite a lot to the city as a whole I think that I'll be voting YES come ashore and get Brandel I guess the only thing that I would add cuz I concur with my colleagues say is it I think we have a lot more control with the single owner with this than with a variety of home owners so the salt the stormwater all those pieces I think that we just have much more ability to be able to manage things in the future with one entity that is trying to get through the system and cooperate then when it gets sold off to you know eight or ten individual homeowners who can really pretty much do what they want and have those lights turned directly stare you know glaring into your into your house so that we don't we don't regulate them in the same way that we do a development so actually we have a whole lot more control with this system than we do if it were a bunch of single-family homes and because of the way our setbacks work with all of those you know their garages which could be 30 feet tall and painted fuchsia it could be fun three feet from your property lines you know so this really it there is a lot more control that we have over this system than we do with the single-family so I feel like it's just better for the city in the long run to be able to have that control and I think the affordable housing piece is huge so I am I support it for those reasons and I also feel like there's an amazing park system there that's one of the biggest in the city and adding to it doesn't make much sense to me I think it's a great system though that what is there and that it makes sense to have access for people around it to use it and this is one of those possibilities just like you all have the possibility of having your your home around that Park sorry this is just for Planning Commission discussion this time sorry this is for came in visited with us last week I thought that was wonderful a nice outreach and I enjoyed our conversation I'm just gonna be brief I don't think I mean my students would argue with me and with me about that but I will try to be brief I just really came to talk just to really throw my just to kind of rien let you know how I feel about the paraprofessional community in our in our schools and I know that it's it's really difficult to be in your position and to have to make a budget and to have to make decisions and to have to figure out how you're gonna pay for everything my totally appreciate that but just from the perspective of someone who's been in the schools for 20 years and recognize how important it is that we have quality caring people in those positions because they are the boots on the ground they are the people who probably for children with needs have so much impact because that's where they spend their day a lot of times one on one one on two and now and fortunately I'm seeing one on five you know once and because I'm in the library I get to see when they come in with small groups and and I just it's really difficult I get and that your job is really difficult but I think we really need to focus on how important it is that we attract quality people and the only way we're going to keep our quality people is by being fair in terms of pay and health and Lord knows the health care system in this country needs still needs more work but we all know that that's super important to people and that's real driving factor in people's employment and if we can't keep the people who really makes such a difference we real I think we really have to make it a priority because I see them every day and I could not do that job I've always said that I've always maintained that as a classroom teacher the librarian I could not do the job of a paraprofessional it takes a really special person and it's a lot of work and they make so much impact so that's just my and I and I know it's actually I'm the one with the big mouth I can tell you there's trouble is 6070 hundred other people over at with Skinner who would say the same thing thank you very much I bullet points front and back is it on the back we have comparisons for the insurance between all the bargaining groups the teachers estonians secretaries and nurses so we'd like you to take a look at that so those figures and if you one of the things you want to talk about get right to the heart of the matter is we're the lowest paid Board of Ed employees we also have the highest insurance in the district you've got teachers custodians secretaries and nurses that are much lower we pay about 50% more than the rest of those folks but were paid to the absolute least that is a huge burden for people we have won a be a person who pays about eleven thousand dollars a year for insurance that's way too high so one of my questions for folks to think about and ponder is why why is that it doesn't make any sense for us to pay the motion of everything in terms of insurance on the lowest paid we don't have holidays so we want to know why why is that these are legitimate questions for us to think about so that we can have a dialogue and collaborate you know at the negotiating table oh and let me include administrators also in terms of the insurance we have peer educators that are certified teachers their bachelor's degrees they have master degrees we have people that are special ed certified that are Paris so you've got a pretty highly educated group of people here and you know they're making 15 bucks an hour and the way we see it that's not fair it's not proportional whatsoever with anybody else now one of the things I'd like you to refer to is it's our third page and the heading is parent educators straddling the poverty line now if you look at it the program is called out Alice and it was a United Way it's a research and Alice stands for the asset limited any comma constrained employee it basically means this that folks in Connecticut under Alice or just above the poverty line but they can some oftentimes not meet the basic needs of living excuse me oh yes we don't have a pension plan everybody else does that is something is wrong with that our pension plan is not our longevity pay and we have somebody GBA but I in with one of our parish knows that we'd like it or we whether they be out here thanks thank you next we add Marci boom hi everybody I'm Marcy boo and I'm also a special education teacher at with senior middle school excuse me I wasn't planning on speaking tonight so I'm a little nervous and I will ramble quickly for three minutes I hope my meetings coming what I want to say comes across I've been at whisking here I think for 17 years now I'm losing track I know I've changed programs this year I'm in a smaller program working with students with more intense needs than than the regular special ed program and my paraprofessionals are I couldn't do it without them even with the small amount of kids that I have in my classroom I have special people working with special kids and without them again I just could not meet the needs of those children when I worked as the eighth grade special ed teacher for 16 years I saw my caseloads dramatically increase and I do want to say I appreciate exactly what sue said it is a hard decision for you guys to make I recognize that the school is basically a business with a budget and you have to manage that but in order for me to even attempt to meet the needs of the 25 27 students that I had on my caseload the paraprofessionals were my grounding point they were a touching point they were my communication between other teachers they helped to keep the program going the teachers that I worked with in the eighth grade their respect for the paraprofessionals and what they do with the students within the classroom is enormous we need to respect them and look at the work that they do and compensate them for the work they do at the level that they deserve I do agree that otherwise we may not get the people that we have and I've also seen the other paraprofessionals I see a lot of the people here who work with nicole ford strim and i've had the opportunity this year more than last to really see the work that they do individually with our to students who have intense needs and these are students who behaviors are very difficult to manage at times and they put themselves on the front line of every day to help meet the needs of those list that has to be gone over and hopefully this weekend of the week we should have received a CEO on that high school boys locker room committee has been formed there was a tour that took place the meeting and right now we are just waiting for more feedback from the other committee members I'm sure we'll be meeting again and it will be going out for bid for a design which we do we already have next we have finance okay the Finance Committee met on November 12th you know I'm gonna keep it short tonight because we have many of the items we talked about it November 12th on the agenda tonight so I'm not gonna touch on the budget and I'm not gonna touch on the budget transfer request although we did spend a lot of time on that during our meeting beyond that we went through the October financials and generally we're in good shape but it's early in the year that only major area of concern that we're monitoring is special education transportation the life if you remember last year we had a major concern about tuition that's pudge it seems to be tracking right to budget but the the transportation is running a little high for a variety of reasons so we're gonna have a come back at our next meeting to talk about that further we we talked to it got an update on sales taxes actually interestingly enough the major area if you remember we have been talking about sales taxes for a couple of meetings a major area about sales taxes at the high school and it has to do with the yearbooks which are above the clip level for sales tax and we're working with a yearbook company to do that charging and collecting a sales tax and the and the store that we have that's run by deca and actually Ken has recruited the deca students to actually do the calculations reporting and filing and I've heard 10 that they've made you an honorary member of deck is that so so and and and he's made them honorary members of his office and and then Ken reported that he attended a special education cooperative you know many of the towns in the area are will see in the same problem around special education costs over the last two years so the superintendent's have organized a cooperative group to share ideas figure out if there's some creative things we can do as schools as a whole I'm Ken as part of that so and I think I could really you're an active part of that whole superintendent sharing so and that first get-together was really early in November so they will meet regularly and I think that is it any questions anything that the committee members with that all right okay next we have the security task force me which was held on November 15th and we really just continued the conversation that we've had about capital items that would be in this year's budget and the following years and planning really looking at how we can harden the schools we're going to benchmark view the districts see what's happening report back at our December meeting for that and then we're probably going to switch from what we're doing facility wise in school wise to our threat assessment protocols so that's going to be the next thing we look at in December as well any questions additions clarify if I may add in our minutes it talks about meeting with the follow-up meeting with principals we had that meeting yesterday so we spent a great deal of time on security and the exact kinds of things and it was very productive meeting and working with Ken and again the hardening of the facilities and also procedural items and alike so we're all on the same page and working forward to continue to keep our physical education mark and others are going to come back to the committee with more of what the curriculum might look like for the health and and what the changes might be as the credits change so
