What followed then was the second constitution in 1851 reaffirming the goals set in the 1816 Constitution and adding important language that created ways to to actually fund the schools in public education just 30 years later in the 1880s there were already a hundred Public Schools across the 14 townships of Bartholomew County actually according to one count there were 101 schools in Bartholomew County mostly brick buildings and one-room School houses but all of them working to provide a free and public education to the families that live nearby I'll stop there with the history and conclude my Reflections here I think that as a state we do need to continue to set Higher Goals for our Educational Systems and we need to continue to do better when it comes to adequately funding our schools and setting strategies for our schools across the state because we want Indiana and its citizens to enjoy a brighter future we need to show that we don't just value education but that we value in particular a free and public education I hope that bcsc will be a leader in this work thank you all right thank you very much something there so if you are able please stand and join us in the Pledge of Allegiance to the choir of the United States [Laughter] foreign six of our members are in attendance so we certainly do have a quorum and are able to do our work this evening we always share with those in attendance and as good reminders to ourselves our vision and Mission as well as our core beliefs what is it that guides the work and the decisions that we make so we do have those posted here in front of you on the screen then we always get to start our meetings with excitement and recognition so I'm going to turn to our mayor lenop and Dr Roberts all right mayor lenov you could come to the podium that would be great uh thank you Dr it is always a great way to start school board meetings to have the opportunity for recognitions and I think we're going to have some more coming up sounds like our kids are doing pretty well in the Sports World these days over the fall so maybe some additional opportunities to recognize that at the next meeting but mayor lynp is here from the city of Columbus we've had a a neat relationship over the probably forever but over the last few years in in particular with the Tiff dollars the tax increment financing process that is involved within the city and some dollars in the way that they collect those they're gracious enough to work with a school corporation to then provide some dollars back we make a request on some specific topics specifically topics related to Stem igrad the program that we have to help with graduation rates as well as special education transition services for our students and so I think mayor lineup is here to indicate that maybe we've been successful with the requests that we've made indeed you have as as Dr Roberts indicated uh the money that we're talking about is what we call tax increment financing funds and they are an allocation of the property taxes that the taxpayers in Bartholomew County pay to the city of Columbus and so uh these are this Fund in general pays for many of the improvements that you see downtown that are publicly funded so the State Street Expansion Project contribution towards the uh the railroad overpass some of the work we're doing at Nexus Park you know those come from Tiff funds but we also have the opportunity to take some of those monies and send them to words or put them towards education it's occurred to us uh that there are four things that people want when they look at a city and so we're very interested in trying to understand what those four things are and make sure that we offer them they want a city to be welcoming they want a city to be safe fun and they want a city to offer an excellent educational opportunity for kids and so if we want to position Columbus to win in the in the future in the remote Workforce workplace if that's the right way to phrase it we're going to have to do well in those four areas we're going to have to be welcoming safe fun and offer education excellent educational opportunities and so with that in mind the city of Columbus through its Redevelopment commission has determined to allocate a million dollars of its collections for for this year to Bartholomew Consolidated School and Chad and talk on TV about a little check I guarantee you this is not a little check there's a lot of zeros on here but but we believe it's money well spent and as Dr Roberts has indicated I think this is the seventh time at least that I've been around that we've been able to do this so happy to be able to to make this up make this contribution and appreciate the work good work that you folks do with it thank you very much all right thank you very much thank you all right thank you very much thank you mayor thank you all right now we're excited to hear from Mrs Lynn Weber and some great students from CSA fodrea Mrs Lynn whatever you should have access with the clicker up there and a microphone I believe all right we are so excited to be here thank you Dr Roberts and the board for allowing us to be here this evening to present to you we are excited to share about our Squad system but before we do that I just want to give you a little bit of information about us at CSA fodria the school was built in 1973 which if you're doing the math next December is our 50th anniversary and we already have a grade level that is chomping at the bit ready to organize our 50th celebration for as a pbl so we're excited about that we have about 350 students in pre-k through sixth grade with 15 full-time certified staff members seven halftime staff member certified staff members about 14 classified staff members there are 17 different languages that are spoken in our 350 students so I think that's really incredible and something that I always like to point out um our free and reduced population is 48 with 21 of our students being um or receiving multi-language Services an eight percent special ed my very favorite thing and I alluded to it when I talked about the different languages that were spoken at fodria but I love our diversity we have such a uniquely diverse population one percent American Indian one percent African-American or black 24 Asian 11 Hispanic nine percent multiracial and 55 percent White um we just all learned so much from each other and CSA Pottery is a really great place to be make sure I click the right direction tonight we are super excited to share with you our seven squads one school it is our house system or as we refer to it our Squad system so presenting with me tonight are Mrs Lily Hamilton our udl facilitator and Australia Squad member missed in a Flannery she is our squad leader for our Squad leadership committee and also second grade teacher and Europe Squad member Kyle and Keel fourth grade student and he is an Australia Squad member Kyle and Keel second grade kylan JV Keel a second grade and he is on Squad Asia minini Patel sixth grade student and on North America Squad Eric Keel sixth grade student on Antarctica Squad and Blakely Strow sixth grade student also on North America Squad our goal tonight is to share the why and how we utilize a house system as part of our PBIS framework to increase their greater sense of belonging and Community among our staff and students this engages and motivates Learners which improves both learning and behavior outcomes um our alignment with the Strategic plan um it supports both excellence and high expectations as well as welcoming safe and healthy environments by increasing our staff's capacity to develop expert Learners through the udel framework providing a school-wide way for us to celebrate Student Success in a meaningful way and increasing our capacity to implement our PBIS okay so here's our udl connection as Mrs Linda Weber explained the goal of our Squad system is to improve engagement okay good thanks from engagement learning outcomes and our overall behavior and all of this starts by building a community as the foundation for which learning builds because the first step to learning is feeling like you belong and that you are safe you can't learn if you don't feel like you belong there from there we can layer on our opportunities to optimize relevance value and authenticity these opportunities then lead to collaboration to further that sense of community as students become more confident in themselves then they can take ownership of their own learning environment and promote the expectations and develop their internal beliefs about themselves as Learners this optimizes both their engagement and motivation okay so why squads a few years ago our cic went through the stakeholder engagement to look at how CSA phaedria could be the school of choice for staff students and families as a part of this we determined that students had great relationships within their grade levels and so did the teachers however we were not connected as a whole school so after doing some research and connecting with other schools we decided to implement this house system or squads squads are PBIS structure that establishes a building-wide culture and provides those behavior supports needed to improve social emotional behavioral and academic outcomes for all Learners it also helps both students and staff form relationships with their peers throughout the building this establishes that culture of belonging by a network of resources for everyone to rely on outside of their daily routine with the built-in Squad sessions each week it allows for time to work on lessons focused on character building and those one-on-one conversations but I'm going to hand it over to the experts the students and teachers to tell you what squads are and all the great things they do we have seven squads at our school each named after a different continent and each of those squads has their own color their own chants their own anthems and logos our squads are made up of roughly 50 students with five staff members and students from kindergarten through sixth grade we meet every Friday morning for 45 minutes and during our session we celebrate birthdays and PBIS accomplishments other student and school accomplishments and we work on character lessons and relationship building we start each Squad session with a brain Smart Start last year we did a study in our school with Dr Becky Bailey's book conscious discipline and we look for ways to incorporate that and various strategies into our Squad time those activities include ways to disengage stress stress connect with one another and to unite all members of the squad each of those activities serves a different purpose these activities help students maintain their focused attention and their motivation to learn they also help release oxytocin in the brain which promotes connection and reduces aggression our activity to unite is always our Squad Anthem songs and chants these are really important as they build that connection they Foster a sense of safety and they release the endorphins here's a video that has a few samples of our squad's chants and songs [Music] [Applause] follow me [Music] [Applause] all right foreign following our brain Smart Start we take time to recognize students for their various accomplishments and celebrate their birthdays and the PBIS winners of the week as part of our pdis system s can earn Rock slips whenever they are caught following our school-wide expectations of being respectful responsible Cooperative kind and safe those Rock slips are taken to their squad meetings where they're compiled compiled into one container and students count them and we also draw two students to be the rock slip winners of the week those students are recognized with their names on screens throughout the building they also get a rockstar pin to add to their squad lanyard at the end of each quarter the squad with the most points or Rock slips wins the global citizenship award at our quarterly Global Summit so far this year I've earned about 15 Rock papers following our Rock expectations I like earning Rock papers to get points for our Squad we set a goal to get about 100 rock paper papers each week so we can win the global Citizenship Award and get a new clip for your lanyard following the celebrations Squad leaders lead character lessons these lessons often have partner work small group work and students are working in mixed age groups squads all complete the same lesson each week and these come from every Monday matters every Monday matters goal is to help individuals and organizations understand how much and why they matter to themselves the community and the world around them an example goal from those lessons is setting intentions to prepare for a successful day learning to value and appreciate all aspects of themselves as well as setting goals long-term goals for their futures we do lots of activities but my favorite is where we set goals and my goal is to be a firefighter foreign ly to wrap up our Squad sessions students meet in their squad families each staff member has a squad family to meet with it's about 10 students and this time is designed to build close relationships with that small group the reason we do Squad families is to take time to connect with others during the time we share what we did over the week and our weekend plans we talk about events going on in our lives and our interests my favorite part about Squad families is listening to others share my my favorite part about Squad families is that over the years you get to know a lot of people younger or older you get to skate stay in contact with previous teachers you can count on it's a great way to start a Friday it's Friday we held our first Global Summit Summit are held at the end of each quarter to celebrate our student and Squad successes from the previous quarter for each Global Summit we get ready by making science and props like making pom-poms when the global Summit the first thing all those squads do is a chain off then the squad awards are given the first one is the global Citizenship Award it goes to the squad with the most Rock points the second is the spirit stick it goes to the squad with the most excitement at this Summit by their cheering positive attitudes and respectful behaviors each quarter squads are so excited to get a chance to win my favorite part about the global Summit was when my squad North America won the spirit stick last year during this time we're also recognizing those individual students for their achievements as well as sports teams Academic Teams and clubs any questions nice so if I may I'm I'm I think it's exciting that you you are in your squads and your squad families of different age groups so like not all the fourth graders are together so so talk about that so what do what do you yeah what's different or what's new about becoming close and family members Squad members if you will of other Learners in different grades anybody want to answer yeah yeah it's nice to stay in contact with siblings you have around the school or just younger friends not staying in a separate place from them you get to be all together and talk to them ask about their day right Honest employment are talking about it Eric said when he was a cute little kindergartener that he looked up to the big kids and now it's cool that he's the role model and the leader of a squad family excellent point Thank you are there other questions I'm curious uh if somebody could talk a little bit about the impact in the classroom what changes have you noticed this year because of the um Global Summit at the end of the quarter or the the squad family meetings um one thing that I have noticed in my classroom in second grade is that students are holding each other more accountable in positive ways for their choices and the actions that they um have in the classroom as well as a lot of um good sportsmanship I would say where they're happy for the other Squad so like this last Global Summit my squad won the spirit stick and all my students were coming in and congratulating from each Squad they were congratulating me and the other second grade members of the Europe squad for winning the spirit stick another question well congratulations thanks for sharing with us tonight we appreciate it can I make one comment oh sure so for what's your name that wouldn't be a firefighter okay what grade are you in I'm second grade awesome so you know we had fire prevention week last week right we've been going through that and everything so you keep learning about that go visit the firehouses anytime you want they would love to give you a tour of the trucks and the gear and everything and hang on to that dream I have two older boys that had a dream of being a firefighter [Music] and one of them is set station five and he was on duty Sunday and the other one is on Wabash fire department up in Lafayette and my husband sat station two so you hang on to that dream because it's a great great career and a great job and you get to meet lots of people and save lives and be a pretty good Hero at that so okay thank you all very much all right now it's opportunity for public commendations and I can say as a board representative we're thrilled that um Todd is here with us and I'm going to let him lead off with commendations well thank you Dr shed and it is good to be here and I apologize in advance if my voice gets a little quivery or shaky it's this time of night when it starts to do that um first combination I'd like to offer is to coach Aston and the Columbus North football team who received an exemplary behavior report from an ihsaa official for their display of sportsmanship a few weeks back in their win against Bloomington North and the officials report read during extended injury timeout for a Bloomington North player the Columbus North offensive blind players reached out to Bloomington the Bloomington North defensive players and just began a conversation this was a moment that I wish all the coaches and fans could have witnessed it was just kids reaching out and chatting with other kids learning about each other and learning about the young man that was injured it's what high school sports are supposed to look like so congratulations to them on receiving that report also congrats to all the fall sports teams at Central north side north and east as their seasons have either ended or are drawing to a close and I know I'm kind of jumping the gun on some of these as they'll be recognized at the next board meeting but I hope I've I hope I've figured all these correctly the combination of north and east of all sports teams have seen five team sectional championships four team Regional championships three semi Champions all of which will be vying for a state championship next weekend the Columbus North boys and girls cross country teams the boys soccer team at Columbus North in addition the boys tennis doubles just finished as a state runner-up and then also one individual state champion um Ava bunker a freshman at Columbus North who won the state championship by nine shots and just to say a quick note about Ava and this is uh this is from coach sivers he let me know that Ava is very deserving she broke every record for Columbus North girls golf as a freshman she's a fierce competitor has a tremendous work ethic and has earned all of her accomplishments Ava is also a great teammate she's an a student and is very disciplined in her school work as well I'm thankful for her and of the way she represents Columbus and Columbus North High School so I know we'll hear more about her and some others next month and then also congratulations to the many individuals who have been named academic Allstate from both schools and those that have already been named and I know there are more to come in some of the other sports still to be mentioned and then lastly thank you to C4 for their regular announcements it's it's real nice to see what's going on in the various programs in C4 and and see a lot of the students highlighted in those regular Communications so thanks to C4 for for that communication thank you and there are others laughs all right now's our opportunity for public comments we've had four individuals sign up and I'll turn first to Logan Schultz to speak about the budget name and address right yeah that's the drill yeah uh Logan Logan Schultz 6973 West Paddock Lane Columbus Indiana 47201 and like I said I'm here to talk on the budget today it represents the Final Phase of approving the 145 million dollar budget before you which I feel confident will pass and it's not the budget that I'm frustrated with I want to make clear I'm frustrated with the lack of questions brought forth by this board in relation to the budget I will leave you with three examples from our September meeting I asked Mr Pruitt what added Investments are going towards graduation rates as bcsc is in the bottom half of the state and as Mr Berlin mentioned we need to increase that um response was mostly around igrad however since igrad's Inception in 2012 bcsc has only seen about a one percent increase and so what kids are being lost and those questions remain unanswered and then and also in that same meeting it was pretty clear that we were asking teachers to take a five percent discretionary pay cut which probably isn't going to be a sustained long-term answer however we're not buffering or planning to cover that cost difference against inflation and instead recognize that we will probably overspend or have to come back however in parallel bcsc is pulling from cash reserves and adding debt Mr Pruitt said that he would have to probably come back to the board later that year to address that however where is the buffer when we are in parallel pulling from cash reserves and signing debt obligations at a higher interest rate environment and then finally I asked this board about benchmarking and what had been completed to see where we had opportunities to improve the spending of this organization and Target the investment areas to where bcsc is struggling such as grad rates math proficiencies and so forth Mr Phillips mentioned that he collaborates with his peers I believe Dr sheju also highlighted a comp analysis that the administration board did in June that was recently done and should be done probably every six months given the current environment however that really doesn't take more than a day to gather all of the information that's publicly provided and then finally the mistahof Dwyer mentioned that we are being fiscally responsible we're not putting as much uh onus on the taxpayers we have a lower rate than our peers however we're not recognizing that that lower rate could be leading to lower education results we all have 401ks retirement plans and we recognize that below current by by putting below average Investments we can't expect an above average retirement and so unless you go go through to go through three different ways one you're the best informed two you make decisions before the masses or three you simply Get Lucky and the first two are the definitions of benchmarking which is why I continue to press this issue why we are not looking at schools doing better than us in these areas which is literally now half the schools in the state of Indiana in creating bridges of learning at this point without any of that action we are putting the outcome of this being of us being as we mentioned the choice of Education simply to luck and I'm frustrated as a parent that my children will not receive the same education that I received and so I ask that you just reconsider and ask those questions thank you thank you very much next on the list is Jason major speak about public comments and benchmarks yeah thank you for allowing me to be able to speak tonight I do very much appreciate the public comments section that we can actually participate freely in I do before I end up getting into what I wanted to say a couple one thing in particular just listening to Mr Grimes I very much appreciate the passion the energy and heart you put into your job I very much appreciate the fact that you openly common commend all the people in the community the school community that have been excelling and exceeding in their work I hope that the next time we come to a board meeting we hear similar comments from the rest of the board members showing that they're at the level they're engaged in the same level that you're in so I very much appreciate that so what I would like to know I've got two pieces to this question it's funny that Logan talked about benchmarking I have a slight question about benchmarking as well about the public comments section uh my question is is there a way that we could open the public comments section to people that may not be in attendance right now there could be families at home their parents single parent possibly that has a question doesn't get home until 6 PM is unable to attend the meeting could they have a uh a way to participate either virtually during the meeting where the question is asked and answered or could they zoom in and maybe ask that question from their home a lot of times I think when we talk about um diversity and inclusion it's in the classroom but in this case it's also with parent comments the more comments that you get whether it's unfortunately positive or negative both can be used to help better the the educational value that the kids are getting it's great to hear praise and it's also great to hear criticism so that you understand where the gaps are so that you need to improve so the first question is can we open up the public comments virtually and the second question is with respect to to uh benchmarking we look at uh at work where we all work we look at our competitors and try and understand why are they at the top of whatever metric it is that we want to evaluate ourselves against so what I would like to know is who do we put as the model school corporation that we're trying to maybe not copy but take great things from and are we then evaluating ourselves against those metrics to understand our performance our performance gaps and further improvements thank you all right thank you very much Eric grow you've written that you're going to speak about curriculum which is not on the agenda but given that we're working on our our budget and improving that it would make sense for you to go ahead and speak foreign good evening board Eric grow and as always I come to you as a Civic minded citizen of our community and a father of three the last time I was allowed to speak on the topic of curriculum regarding literature in our school libraries was that the April 4th meeting this year A lot has changed over the past six months so tonight I want to give kind of a quick broad brush stroke kind of bullet point recap to get us back up to April 4th and then hopefully from there we can progress forward so I offered um several books currently in our libraries along with a thought out claim regarding appropriateness to all of you you offered it would be appropriate to handle at the individual School level with Librarians and principals I followed your instruction to no avail and came back to you with a counter argument that is not the inappropriate literature that is the problem its presence is the result of the real problem and the processes that allowed them to get there in the first place are what needs to be addressed that would be well within your role to address after your unwillingness to address the issue and forward expression from me to you that I would do it um I read one of the books during my public comment on April 4th that book was pulled from the library the next day for review by the school librarian who had already declined my request to do so previously so what changed that specific example raises a transparency concern but also makes the point the whole story lays out a very straightforward case we all have been informed there are questionable books just like the one I read here on April 4th it was agreed that that book should not be in our school therefore it would follow the other similar books should draw the same concern so why are we not concerning ourselves with the others it is obvious this is an important topic for your constituents for multiple sites on the issue and just consider the public library meeting last week I don't want to abuse this opportunity I think we all need to handle ourselves in a proper manner in the Public Square so instead of reading another book from you know the examples I've given in order to get the point across I wanted to talk through this and get back to the issue we already have a case example you have been informed of others like it this is obviously very important to our community and it's within your scope I'm not saying you need to remove these books today I'm not saying you need to you know host a public debate where everyone's welcome to come and speak I am asking you to contend with the arguments I presented but you could at least publicly deliberate the issue amongst yourselves and consider review of our current processes our community needs to be a part of this and they need to hear their board members thoughts and insights as always thank you for your ear and I would love to discuss thank you very much and lastly is it Christina Carson and I believe it's about curriculum first and foremost if you can't hear me very well I just did an event on Monument Circle Saturday and Sunday it was a community event in Indianapolis so I've been talking to hundreds of people and for context I'm a Columbus transplant I'm originally from Indianapolis Indiana I fell in love with Columbus when I was a high schooler at Roncalli High School in Indianapolis I'm a huge art nerd huge history nerd so Columbus naturally appealed to me very well um currently I am about to get married to my I'm just going to call him husband we've been together for four years we have a beautiful family Brian eversole um his family um is uh Jim and Shirley eversole um they are I what I would consider prominent community members who do a lot of good and I'm more than ecstatic to be there soon to be a daughter-in-law um they're very involved with St Peter's so the Lutheran Catholic background is interesting but we we get along very well I have three children my Nolan he is um my stepson but he's my son his mother and I have a wonderful relationship Schmidt is where he goes and the teachers have accommodated really well with um the back and forth between the homes so I want to thank you for that um I actually used to work at Four Seasons I also worked at a Commons in the corporate office building I used to bartend for I don't like to call it bartending it was a little bit more than that a little classier but no no shame um and I got to meet a lot of Executives a lot of people from all over the world I'm very grateful for that opportunity that I had um my my daughter from a previous relationship her name's Olivia she's famous uh one of the um little boys brought up firefighters the First Responders in this community have really showed up for my little girl especially the firefighters she got stuck in a laundry shoot last year and it made the news she's famous scared me half to death but every time I see those boys I start to cry um and I just want to say thank you you're a great mom and you've got a great son um and a CPT as well and our EMTs my daughter has actually gotten out twice in the last four days to go to Schmidt that's how much she loves it there but she's not there yet due to my concerns with the special education then I have my three-year-old almost three year old Layla she's a Spitfire she's already reading and spelling and I'm a stay-at-home mom I'm not used to that but I really stepped into the role as my parents passed in my 20s so having the ever Souls Embrace has been critical in my motherhood so I want to say that in terms of curriculum I am curious on what material you believe is inappropriate for our community and all of the children of this community I can speak privately later but in terms of hoosier values if you look around specifically at fedrea wow what a concept um those are Hoosier values we are right dead center we're called the crossroads the Heartland for a reason and for me I really wouldn't change a whole lot I got private education for almost 12 years I actually got my high school honors diploma from IU Bloomington like I said I'm a huge nerd proud of it and I decided to go virtual my senior year to also work I had a full ride scholarship for Columbia College of Art and Design in Chicago that did not go through but everything works out for a reason I have an extensive background at Herron After School of Art and Design um I've been in the recovery Community for almost five years I have a huge history and harm reduction and also risk assessment for special needs children um Christina I don't mean sorry I went over time and yes so if there's a particular point for us yes sorry I hate everything I just didn't want to be a stranger in the community so I appreciate you getting me back on track sure um my biggest concern with our curriculum is that it not be limited due to a small scope or ideology this is America our constitution protects free speech and that applies to our children as well as they are the future I appreciate all perspectives they're all important that's what built this country so with that I would like to say thank you to the dads I'm a little spicy on social media but I'm really a sweetheart who just cares a whole lot I just want the curriculum to be welcoming and not polarizing both sides um we live in a country like I said with so many different perspectives Hoosiers are some of the best and I've toyed with leaving and honestly raising my children here in Columbus I could not my son loved science he's passionate about it he got an A plus on his science fair project with the help of all of us co-parenting and the teachers so you bring the excitement to to my home for education and I don't want that to change I believe that parents need to really step up if they want certain values preached to their children step up and do that I do agree that as single parents I was a single mom at one point maybe make more accommodations so that way we don't have more Rifts in the community in terms of the curriculum um obviously I believe in diplomacy so if we could get parents to maybe vote on these materials so our children and their unique perspectives are taken into consideration and their safety and you know their uniqueness so we can build Columbus into an even better City that's what my hope is for the curriculum we have Commons here it's an institution globally and I know that a lot of people don't believe that a curriculum that is global is good for America but that's why people flock here from all over the world and I'll just close with saying thank you for listening to me ramble I didn't plan I just kind of spoke from the heart I appreciate you all for being here and let's just keep our children in mind we were all children once and I know as parents we fiercely protect them but we need to realize that they are also individuals as well so thank you everybody for showing up and letting me speak thank you very much Christina all right the next item on our agenda is a school board member reports so I'll turn to my colleagues I guess go ahead Mr Grimes thanks Dr I've got uh two things to report on here um last Thursday the high ability stakeholder engagement team met for its third of five scheduled monthly meetings and at our meeting last Thursday the topic of discussion centered around K-12 High ability curriculum in in instruction essentially where it's currently at and what things need to be uh considered for the future last Tuesday the school Foundation board met and a couple of the highlights from what was discussed Community Development coordinator Brittany Lane has got lightning grants excuse me and the Chick-fil-A student of the month program back up and running again and then secondly just uh to emphasize the importance of this 13 schools 30 teachers have so far had 36 different projects funded through the school foundation's matching program through through donors chews and just an example of some of the projects that have been funded through that program Mrs Sanchez at Mount Healthy a project called mindful moments Mrs Denniston at Schmidt uh [Music] a grant called thirsty for Global Connections and another from Greenhouse to table Mrs Freeman at Northside so just to any teachers that might listen and maybe you're still not aware of the donors choose program it's on the school Foundation website and would encourage anybody with any creative ideas any teachers to please get those projects submitted very nice thank you others Dr shed yes just want to remind everybody that we're getting ready for the education Hall of Fame and we'll soon in November uh November 1st is the due date for nominations it will be coming forward and then the committee will be meeting and then we'll have celebration after the first of the year so hopefully people are putting their letters together and nominate their favorite education teacher all right thank you very much yeah all right I will share um Friday so the 21st are B CSE business advisory Council met we had um two presentations one was from Mr Phillips who offered information that will soon be seeing so I won't say a word about that um and also offered an overview to those in attendance regarding our budget all of which has been shared here in our own meetings and updates on our facility projects um our second discussion which was so interesting um Josh Burnett facilitated a conversation about how better to Market on bcse and what to Market about us and remembering that the audience typically is not people that look like me in my age so in thinking about that it was very interesting the discussions that we had so just to share that with my colleagues all right so next is cabinet reports and we'll turn to Mr Phillips will just have me this is the most amazing coloring okay go ahead sorry Josh's communication background is looking at this saying this communicates nothing thanks for that example but I was guessing so I've mentioned before that during our demography study uh the the researcher mentioned that we were remarkably stable that's what this slide communicates to you over the last 20 years of ADM counts average daily membership counts you can see that we're remarkably stable um really just showed you this to demonstrate that but then also just to kind of point out over the right hand side there the um the red sections that start coming in those are representing students that are virtual students and you can see that between last fall and this fall which last fall is the the third bar to last bar because we have the February counts in between Although our overall count was almost exactly flat down 0.24 of a student the number of students who are attending in person has gone up from last fall to this fall as we had more students transition from virtual to in-person education this next slide is slightly more meaningful I hope and just shows that year over year changes in ADM since 2002 2003 um increase is about just under 1400 students during that time period And I wanted to point out to you that it seems like it would be impossible for ADM to be nearly zero change from one fall to the next looking at this slide has happened six times in 20 years if you include the year that we had 13 change which is less than one tenth of one percent I believe so um not all that unusual for us as a district that we have ADM virtually flat from one year to the next and then the the last slide just shows this year's enrollment by grade level and it's a pretty predictable pattern for us there are a few things I'll point out to you most of our virtual attendance is at the high school level our high school enrollment has gained 175 students in the last seven years and so they continue to grow and if if we didn't have those students virtual we probably would be bursting bursting at the seams particularly at Columbus North High School but the last thing I wanted to point out to you is that and this was a pleasant surprise to me I told you before that the graduating class last spring those seniors there were 75 more of them than there are incoming kindergartners this year so somewhere in there we made 75 students up as as kids relocated to Columbus or whatever the reason might be but I want to point out the second grade cohort to you um those are the students that would have started kindergarten in the fall of 2000 so coming out of the first semester of covid and then into the second semester when we had much of instruction was was virtual we have gained nearly all of those students back as that cohort is really about the same size as the other ones so they're just a few things about this Falls ADM that I thought you might be interested in all right thank you are there particular questions yeah please the Mr Phillips I think it was the line the the one on the line graph there was a pretty significant jump and what's the Expo yeah what's the explanation there that was the year that the state changed from Counting kindergarten students as a half a student to a full student and so we didn't really have a 400 or 500 student increase there it was just a half of our kindergartners suddenly counted from a funding perspective can you remind me how we get fractions of the students 0.24 again 0.2.24 students we have Middle School students who from both Saint Peter's and Saint bees that we serve for foreign language instruction and also for some career and tech ed uh classes that come over for just one or two periods seventh or eighth grade and so we get a portion of their ADM thank you and the last couple of meetings when we've looked at um budget assumptions that you've made the ADM was a part of those budget assumptions do these numbers fit with the assumptions that you made pretty closely um no there are 75 students off I I budgeted for negative 75 and then we still had by the time it was Final for us to advertise and post public notice of our budget we still had too many unanswered questions about ADM I wasn't confident enough to go in and say yeah we can change that to a higher number so we will collect more in state support next year assuming the spring and fall of 23.

2022-10-24 Adams County, CO YouTube / Adams 14 TV transcript source: youtube Adams 14 Charter School Community Forum, Saturday, October 2… · passage 4
I think we touched on this a little bit earlier but like yes our marketing plan is both outside of the district to bring students in and then within the district like making sure that we are working with families who might be opting who would typically opt out to another school that they're like letting them know that there is a choice here in Adams 14 and that we want to keep our kids here at home and we can bring our kids home and so that's what we're really marketing towards is bringing kids in and letting those who are leaving that we are a choice here in the district thank you I'm going to move on to section 14 transportation and Food Services what are the service expectations with differences in the district calendar when Adams 14 staff are off so we have put in our application that as like a potential we would use the services transportation and Food Services of atoms 14 if possible and we recognize that if we have different calendars the employees of Adams 14 have a different calendar than our school and so there's no expectation obviously that they would work on the days that we are working however I think what we can do is work together to figure out what can this look like so that our students have access and so if that means that on a like for food we have lunches prepared the day before and kept and so that we can serve them or for transportation we are working with an outside provider for that day to provide transportation for our students on that day we will be working with the district to make sure that we're meeting their expectations of course but um I think we can be creative and and solving for those I would only ask also add to um to what Mark has said is that the calendar that we provided the school year calendar is a draft calendar and so that during contract negotiations with the district we would really look to eliminate as many of those days as possible that don't work thank you this next one is a two-part question is be the change Charter School offering Universal free meals to students similar to what we offer in Adams 14 and then who will cover the Gap in payment for paid status students if Universal free meals are offered so in working with I worked with Doug moss and before him the other Chief Financial Officer to figure out the cost of this because my understanding is this is a service that Adams 14 already provides on a per pupil basis so we looked at it what would the cost of every meal be per student so we budgeted for breakfast and lunch for every student in our school so we would pay we already are planning on paying the difference in those costs thank you is be the change Charter School budgeted for Food Service staff who will they report to Adam's 14 nutrition services or be the change Charter School so in our current Staffing model we do have I think in the first year one food services staff member to be working with us we also recognize as if we're using the Adams 14 Food Services that they need to work in very close proximity and they need to be certified as the forget the word for it but you have to have a license to be able to serve food and so they would need to meet the expectations of Adam's 14's food nutrition services and so I think that like in our negotiations we could talk about like ultimately yes there are employee we pay for them out of our budget and how do we make sure that they're meeting the expectations of the Food Services Department thank you if you cannot secure Services through an alternative vendor will you consider altering your bills scheduled to accommodate our resources and this one is specific to transportation I think like yes I think that like if we are if we want to be Equitable to our students in order to make sure that they can have access to our school we know that with school choice not everybody always has school choice because if you are expected to have transportation you can't necessarily choose if you don't have that Transportation so it's something that we're very committed to and so if that means that we have to shift a bell schedule or something to make sure that all students have access to our school I think it's something that we can negotiate absolutely thank you are you willing to increase your assumed budget for transportation services absolutely when we met I met with Doug Moss to talk about transportation services and what those would cost there wasn't a number yet available and so we budgeted based off of um ensuring that all students had bus passes using public transportation and then using alternative transportation services for students who might have disabilities or other needs for transportation so we have about three minutes left what are your drop off and pick up procedures as it relates to transportation so at present um I think that those are very building specific depending on where we are for um where our location is and so those are something that will be developed once we have our building finalized to make sure that students are safe that we are making sure that our students are safe and where they're being picked up and where they're being dropped off um and then as well like traffic patterns and things like that how that is related to our community making sure that everybody in our community driving by is safe and our students and families are safe so the next section is going to be section 15 on facilities what are the current and future traffic patterns at the four proposed locations so once we have and we're like I said we're just waiting for some paperwork um and once we have that all settled um we'll work with our company radian to do like a traffic study to determine what those are I imagine that this question is in relation to safety and as I said like safety for our community and our families as they're dropping off kids and kids walking to school and different things like that is incredibly important to us and so doing that traffic study to determine if there are like mitigating measures we need to do talking with local law enforcement to determine what it is that we need to do to keep everybody in our community safe thank you what is your plan for emergency response situations yeah I'll speak to that so as a former principal I have written emergency plans a lot and I always do so in um in conjunction with this with the district's Department of Safety and Security and the local police department and so that's how our plan will be written thank you about two minutes left uh you touched on this a little bit but how does the current infrastructure of these locations ensure the safety of community stakeholders yeah I'll you wanna I'll speak to that so um again all buildings that we're looking at and all facilities are zoned for educational use and then we will also bring in um and make sure that we're providing like building safety measures security cameras limited access doors limited access to various rooms again all of this is building dependent um but there will be security measures throughout okay this will probably be the last question what uh you answered some of this what is the location of the facility identified at the 17 800 square feet so that was an average square footage based off of our student enrollment and so there wasn't an actual facility of R4 that was that um that was just sort of budgeted and there was also like a line item of like 17 something budgeted for that number of square feet the one that we are looking at is actually a lot less expensive than that so we're very excited that we'll save some room in our budget for some other things um but that was a an average holding place as as we um determined which site was going to work best for us thank you very much we are concluding the question and answer portion of this uh presentation I want to let you know that Chief Marquez will be collecting all unanswered questions and providing them to you and we believe I believe they agreed upon date would be Tuesday that we'd have the responses back and so those will be back Tuesday with our responses um you have a couple minutes to finish off and let us know why you think be the change should be in the district yeah absolutely again thank you for coming out on a Saturday morning thank you for these questions that are on point in-depth challenging um that's those are the questions that should be asked for schools um I just I'm excited about be the change as an option for families and like we've said many times we want to make sure that we're keeping our children here that we're providing that opportunity for families and students to attend a school in their neighborhood and bringing other kids home so thank you so very much for this opportunity yes thank you all for being here um and just to like add on to what Gonzalez said like this is a rare opportunity that this is a school designed like for us our community by us our community and we just have this great opportunity to really partner with a district that is doing amazing work and so we really hope that we can be an option for our students and families here thank you very much it is about three minutes till 10 o'clock so we started on time we finished on time I want to remind everybody of the important dates we've already covered one two and three this is our third meeting the first was Monday October 17th at nine our second was Wednesday at 6 pm and today was our third and final at 9 A.M on Saturday we do have the community survey that is online and will remain online through Wednesday October 26 at midnight so if anybody would like to take that survey you are more than welcome to go to the webpage and uh engage in that survey we want to thank you for coming today we want to thank everybody in the audience for coming today we hope you have a wonderful Saturday and welcome to Adams 14.

those are actually the counts that count assuming that those maintain a certain level we should collect more in state support than what we budgeted four effects that because we get from other counties or other school corporations good question they don't affect the actual enrollment but we do collect revenue from those districts that send us there's a fee structure they send uh sending districts send us payments twice per year for the number of students that they have and the course that they take thank you all right great questions thank you and thank you for explaining autographs that we received all right next is our list of items for approval and I'll turn to you Dr Roberts to share them thank you Dr Sid you have quite the list uh tonight it goes from a to O A through e or our typical one so minutes of the regular school board meeting on September 26th our last meeting supplemental contracts you have a list of those as well as field trips and professional lease and school fundraisers the claims and payroll claims for October 24th dated today a little over 1.8 million dollars the pre-run from September 1 to September 30 was about 2.7 million dollars into the payroll for September 24th through October 21st those paid dates a little over seven million dollars and those were did include some experience adjustments for some of our employees in those in those numbers uh these next uh ones F through H so f g and H have to do with the guaranteed maximum prices that Dr Boseman has spoken about a few times tied to the various Renovations we have going on so the first one is approval of the GMP for educational improvements the second one being a change order number one for some educational improvements the third one being for HVAC improvements so that's FG and H letter I is approval of the 2023 health and dental rates or Health Trust has been working hard to keep those premiums as low as is possible the rate increase just an added note there for all the information you got does translate to a per pay employee increase range of 1.76 per pay to about five dollars 4.76 per pay that's the high deductible plan and then those still for the on the PPO which is a dwindling number very small number percentage or proportionate wise is a range of 3.25 cents to 12.71 again that's ranges based upon the plans and it's a per pay situation in terms of increases letters J through O then are about the budget so a resolution to adopt the 23 budget resolution resolution to authorized 23 reductions a resolution to adopt the 23 bus replacement plan a resolution to transfer money from the education fund to operations fund as is appropriate a resolution to adopt the 23 capital projects fund plan in the resolution authorizing 23 tax anticipation warrants so those are letters a through can entertain any questions you have all right are there questions individuals have I have one sure we received an update from the bid information um so I think from Dr Bozeman I was wondering tucked behind the pillar there I was wondering if you could just speak about those just for a minute I can I thought you might have a question and I walked up here without my without my documentation with me so um you we received an email update to the board packet on Friday basically we had several big categories as you see within the athletic package which is part of the first educational contract in this case it was on improvements at East High School there was um some um I wouldn't say discrepancy some some matters with the warranty of the actual field Turf that we were that we were in the process of awarding that we needed to verify um relative to the um the subgrading which was actually a different big category so big categories two three and six uh you had seen those in your bid packet or your board packet rather on Thursday after we had done some further interviews with folks we we just wanted to have a little bit more time to review that to make sure it was appropriate and bid actually to the specifications we put out there so we went ahead and made a decision to pull that out of what you have in front of you to approve tonight uh it won't slow the project down at all either so that's the reason for the change of what you've seen between Thursday and Friday foreign okay thank you yes go ahead sorry can you talk a little bit about the projects portions of the projects that are yet to be bid where we are in the process on those yes um I should have brought my computer up here so um on the first contract which is educational improvements which would include the majority of the Parkside project and athletic projects at both majority of East High School but also North High School we still have site package big category two and three you just tell me if I'm wrong here and then and see um uh big category two and three would be site working concrete at Parkside Elementary we're going to bid those Mr Ferguson early spring late winter early spring next year uh that's it for Parkside is that right and then for East for the athletic package uh we'll still need approval on the items I just mentioned you may know in your packet we had no bidders on time for bid category five which is electrical at East so we will put that out to rebates already out now so we'll bring that to you likely at the next um at the next board meeting so that that's all for the educational contract the HVAC contract number two which you are you have the first of those approvals tonight that is the large portion of the HVAC improvements at Parkside but then all of the Schmidt Elementary HVAC renovation project that's still finishing design now so that's scheduled to start late spring early summer next year but those have not been out to bid yet I noticed on the electrical package you said this hadn't been submitted on time kind of emphasized that so we do have some bidders they just were slower than we're acquired we we had we had one bidder for that big category number five that had submitted his bid after the bid opening bid opening on the day was 10 o'clock in the morning and he was not here at 10 o'clock in the morning so we did not accept that bid so we'll rebid that thank you anyone else yes Mr right I've got one and this is probably this is for Mr Phillips so the under letter I there I think I remember seeing that the the increase in per plant per pay employee premiums equated to roughly two percent a two percent increase in premiums is that correct good question the overall premiums went up by two percent The District covers between 70 and 85 percent of that depending on which plan you're in and then the employee takes the rest so those dollar amounts are a two percent increase over this current Year's 2022 premium rates for employees and I guess a follow-up to that I mean I've heard stories of some corporations taking eight ten twelve percent premium increases this year would you how would you say that this I'm guessing this compare is very favorably to the industry average the ongoing industry average it's funny you asked I I wondered when I walked into the building this evening I had 15 emails which was strange because I just checked it before I left my house and my uh my colleagues in an email group were asking the same questions what are you doing in 23 for rates they they ranged everywhere from zero percent to 18 percent claims our claims and claims Drive costs so a district that has a really bad claims here is going to have a big increase particularly if you're self-insured like we are in most school districts in the state of Indiana are whereas if you have a quiet calm claims year you can take a zero or a one or a two percent thank you you're welcome all right I appreciate the questions are there other all right I will entertain a motion to approve items through a 3A through o as they've been submitted to us so moved thank you Miss day hofdwire is there a sec second thank you Mr Bryant all right so without any further questions all those who approve items three a through o as they're presented if you'd signify by saying I I those opposed all right there you go Dr Roberts thank you Dr ship Dr pleek it's your turn good evening I request approval of the HR recommendations as presented thank you all right thank you very much is there a motion to approve these Human Resources recommendations oh thank you Dr bills there's a second oh second all right Miss day off dryer any questions that individuals have about those recommendations or questions of Dr pleek all right hearing no questions all of those who approve our human resources recommendations as they've been presented to us if you'd signify by saying I I those opposed all right there you go Dr pleake thank you very much for all your work thank you all right we always offer the opportunity after we've heard all the information that's been presented if individuals have comments other things they'd like to say here at the end of the meeting Mr Bryant first nothing tonight all right thank you Dr bills nothing all right Mr Grimes um first of all thanks to Mr Stenner for his uh thought-provoking history lesson thank you to Mrs Lynn Weber and the faudry of presenters and all the um very good work they're doing with uh with squads at faudra thanks to the city council and mayor lineup for the one million dollars in Tiff's funds to help support the very important programs of igrad transition and stem and lastly best wishes good luck again to the boys and girls cross country teams at North and the boys soccer team at North is a compete for state championships this weekend thank you all right thank you yes and I concur with uh Mr Grimes I also attended a meeting this past Thursday and it was sponsored by the uh Arc of Bartholomew County also the um Down syndrome Columbus area Down syndrome support group and it was a speaker that spoke his name was Mark Hubler from Floyd County he graduated from New Albany he's 58 years old he lives by himself he's been living by himself since uh he the last 10 years he has a dog he has a degree in public speaking he advocates for people with disabilities all over and is involved with the world Down syndrome organizations as well as going to Washington D.C and everywhere he is quite the inspiration for people and employers need to hear he has two jobs you know and as I reflect back in my daughter who my son who just turned 23 you know we always gauge and we always seek for what other people are doing much like what our school district is doing and hands down I know people have heard me for many many moons to say bcsc has supported our kids with special needs they have supported kids with 504s and for kids that are struggling that don't meet those criteria to receive Services they are still getting support within our schools and my daughter's learning that firsthand being up at Indianapolis and IPS schools where they do self-contained but they call it inclusion and I have to watch because she tends to get very very um proactive maybe a little assertive to the point that she'll graduate in May and she tells them very quickly that they do not know what inclusion is they need to come to bcsc so I'm proud of her but it's also nice to know that one thing that stuck with me more than anything and listening to this young man and actually he's older than me but a great kid great family has three older brothers but the one thing he mentioned was that back when he was born the doctors told his mom and dad he was the last of you know the four boys and they said don't worry we will take care of him he will have a very very good life and you won't ever have to worry about him but we will take care of him and she said no we are taking my son home and he will have a great life and a great life he has and he's written a book and um so it's one of those that I am truly blessed to be in the school system and my kids graduate from our school system because I couldn't think of a better place for James to grow up and grow and to be able to have two jobs and live by himself as well so I commend our school system but I wanted to share that with everyone so thank you thank you very much all right well thank you all I do appreciate again the presentation from Padre it's always wonderful to hear it from the kids even though I know adults are smart kids really tell us a story I appreciate that thank you for those of you who've come to be here this evening and share your comments we do appreciate hearing from all of you our next school board meeting is November 14th 6 30 will be here I look forward to seeing everyone hello just a doctor said that there was a scheduled meeting for Friday but because of various conflicts and strategic planning sessions been postponed so that is not on the on the list here so the next regular board meeting is November 14th thanks yes it is thank you

then I'd be happy to answer any questions if anyone has anything I honestly I like yes a little easier to read yeah I'm glad to hear that yeah yeah okay no one has any questions do I get a brew or a motion to approve the consent agenda yeah I have a motion in a second all in favor all right all opposed motion passes next item on the agenda is reports the first one being from assistant superintendent doctor friend um Corey's pulling up the slide for audience members that you have a printout in front of you I just wanted to show you just a couple of quick graphs this is from our nwea data from this fall the first slide there is we're looking at math growth and I know that I've showed you this report before but this is our K10 math the purple bar is what they've actually grown um the orange diamond is what they were projected to grow and this report runs from last fall to this fall so you're really looking at the previous year's instruction so we have some kindergarten students show up and those are just our handful of TK students so that's why there's kindergarten because they actually had performance growth from last year and so you can see just our quick glance at math K10 grade levels that have met their benchmarks and those who have not and then if we look at the next slide which is reading this is the one that I'm really excited about and wanted to point out where this is the first time that I've seen this in our data where we have consistently met our projected growth and I really attribute that to we've really put all of our eggs in this basket of the science of reading and the work and the professional development that we're doing at the elementary level and you can see that that um so I'm really excited about that and and so are our administrators and teachers the next graph is a little visually over stimulating but it just provides a broad stroke kind of understanding of the actual achievement so previous we're looking at how students grew this is where students are performing so K10 GCS is the purple bar our national Norm is the black bar so if you look across we're very closely performing right at the national average and this is math and then you'll you'll flip to reading you can see that we are performing at or above in most cases the national Norms in reading so very positive data I'm really excited about the growth as we've made over this past Academic Year and that includes the summer slide which we all talk about when you're testing kids when you come back from summer so that is from Fall to fall which includes so lots of good throws any questions from that no that's great good news good news all around and that's all I have for you all right yeah thank you well thank you very much yeah all right next is the report Mr Gibney yeah so for a portion of my report this month obviously we have Fab Lab at the middle school and we want to we're excited to share or excuse me I've asked Mrs Welliver and her students to share a little bit about kind of what their what they're learning and how they're using the Fab Lab I'd like to turn it over then at this time so in addition to using the Fab Lab S at the studio [Music] last week Minnesota provided us with the problem of the cup not bending into the cup holder of a car we were told to follow directions given by Steve Olsen we used Fusion 360 which is the CAD software program to solve the problem cat is a computer news CAD the 3D prints for everyday life for instance you can make Plastics everywhere that's to hang a few things door stops or even a pencil cup using 21st century technology each of us had different experiences when working with cat and we learn lots of different lessons this project has its ups and downs but they helped me with problem solving and understanding CAD softwares I had some troubles with putting my own measurements into the project but I figured it out and I have a cool cup the experience I had with cat soccer wasn't too difficult I had few problems but I was able to figure them out asking classmates for help and re-watching the video helped me figure out the problems other than a few problems it was easy for me [Music] my experience with CAD software was pretty easy I didn't have too many problems with it but if I did it was pretty easy to solve by asking a question as well of her help me with a few steps other than that I was able to flow through the complicated project pretty easily [Music] cam is computer-aided design Manufacturing action cat is leading up to cams so by learning about CAD we are going to start cam pretty easily we are able to use CAD to manufacture products and that is where Cam comes in overall our experience with cab was enjoyable nearly smoothie learning about CAD was a cool experience and it was fun to build up to camp after we finish all of the cad lessons then we will get to experience the cam Journey the printing process of the Chad lessons were fun to watch and see them slowly build up to something usable overall we had a lot of fun working with Cad and we can't wait to start camp so if you did pick up on it the problem is that one of the problems or the product they created is a lot of vehicles the large cups the large tumblers don't fit in the cupboards and so they were able to develop a prototype and 3D print a cup holder that fits into the smaller cup of holder so that it would hold your uh hold your travel mode and so I actually received a customized Notre Dame cup holder from one of the students as well so um so the kids are running around anxiety which is very and they're going to then incorporate with their exciting cat into camp and Factory so Arkansas and hopefully some percentages and yeah yeah it looks awesome this guy this guy's your limit with you know with an imagination and being able to do that so that's that's pretty pretty amazing I think yeah that's great cool thank you thank you for sharing yep okay next item on the agenda is old business there is no old business so we are a new business and the first item is an approval request for the 2022-23 collective bargain and agree bargaining agreement between Greencastle Community School Corporation and the Greencastle classroom Teachers Association yeah so uh we reached the agreement shortly after um collective bargaining started and just kind of highlights that we shared at the tenant agreement hearing we're going to be able to move starting pay for for a bachelor's from 40 to 42 and for a masters from 42 Masters to 43.

I can't remember what I think it's 42 now but we're able to move the scale at the bottom and move the scale at the top and we are going to be able to give teachers credit for their documented years of experience so in the past just when we've had uh years where there haven't been pay raises or it's been frozen or nothing added to base let's create an issue where we've had for instance a teacher with 10 years experience making multiple different salaries and so we're able to make this one-time adjustment to give them credit for those to where they can stay agreeing teacher or teachers can stay at Greencastle and earn the income that they should so we worked really hard to do that and you know when we put our plan into place two years ago into right sizing our staffing and making some adjustments with our financials on top of obviously the legislature providing an increase in funding that also helps and it made it possible to to do this so it'd be my recommendation that the board approved the CBA or 2223 I would make a motion to accept okay we have a motion and a second to approve the collective bargaining agreement um do I have any questions comments okay it's a good thing yes very very good and we would also like to thank you for the effort put into this um get all in favor all right all opposed motion passes next item on the agenda is an approval request for some compensation adjustments uh classified employees bus drivers salaried employees and administration yeah so as is the cases in in most years we like to when we're adjusting compensation for teachers we like to make the adjustment for our other employee classifications and so they're classified salaried employees that are administrators it's an eight percent increase um with our classified hourly workers it's anywhere from two to three dollars an hour uh increase and then our bus drivers um it's an additional fifteen dollars per day for their route so uh again there are a plan that we put into place and with uh with the adjustments and compensation for all of our employee groups you know the board is investing you know right around 1.6 million dollars in our Greencastle staff and I think that's a historic investment to where that we're making in our employees and in our Workforce and keeping them here and obviously we're going to continue to make Green Castle you know even better and so I think that you all need to be recognized for that and um it would be my recommendation that the board approved the compensation adjustments for these other employee groups so for instance like uh custodian coming to us with no experience minimum is going to make 1550 starting out correct okay I think that's more competitive yeah that's the that's the challenge you know everybody adjusts and then traditionally been able to make quite the adjustment and so um now that we we can afford to we're going to okay and make a motion that we approve this once you're in I'll second that okay motion a second any discussion for the questions hearing none all in favor aye aye all opposed motion passes next item on the agenda is an approval request from the adoption of capital of the capital projects plan School Bus replacement plan and the 2023 budget related resolution yeah so this will finalize the budget and all of those other items we've met with the County Council for our hearing and they uh adopted her budget I think was it last week Kelly and so now it's time for our school board to finish off the process with the cpf plan bus replacement plan and then those budget related resolutions okay I think I get a motion to approve I was so moved I was like getting mad okay I have a motion this second all in favor all right all opposed motion passes next item on the agenda is an approval request for a contract with S and P LLC known as Wally's with Greencastle High School athletics for concessions yep so with a booster club stepping out of operating concession stand Mr Greenlee uh has spent a lot of time looking for some help um because it truly does take a village to run a concession stand and so he met with Wally's and essentially what they we'd like to try to do is give it a go for our winter athletic season um and uh kind of see how it goes from there see if it could develop into a longer term agreement but rather than just you know Contracting for the spring season also just give doing a trial run for the winter so are they going to be the only concessions are they going to also have like the Key Club that doesn't on the side it's not the Key Club but it's it's a junior class the junior class will have um okay but rather than you know without there being a Green Castle boosters right right we'll have a separate uh concession stand um run by Wally's that will will share essentially as a part of the agreement share um profit back with the athletic department very cool I'm just trying to see if we're going to move completely out of it or if we're going to share with us yeah very nice okay so it appears that they're in charge of ordering everything coming up at the employees selling it and then they give us a percentage back they just use our essentially our first so they'll take over one of the concession stands in that kind of correct yep there's potential for meals yes yeah there's meals on down to just normal snacks and candy and water okay all right all right let's see what how it goes hopefully it goes well yeah yeah we'll see okay gotta get emotional approve I will make a motion one second okay Motion in a second any further questions discussion hearing none all in favor all right I'm all opposed motion passes next item on the agenda is an approval request for s i Commercial Services LLC contracts yeah so um really kind of roughly for about the last two years we've been battling uh staff storage and some vacant positions and this one in particular with our custodial staff we've had job fairs we've advertised and while we did bring in some additional employees through that job fair that we had at the beginning of September we're still short and so we want to make sure that we're able to continue to meet the needs of all of our facilities and make sure that we're maintaining you know a learning environment that's safe and productive and clean and orderly and so in order to essentially kind of buy us more time to where we continue to look for look to recruit and hire new staff we have talked with SI Commercial Services and essentially what I'd like to do or what I'm proposing to do is to utilize their services at TZ in the evenings to clean TZ so that's typically what we would take care of but we're short some help and we're short some help at all of our other buildings and that would allow us to move those employees to help fill in the in the gaps at some of our other facilities and it also allow us to more fully clean back to what I would consider you know took place regularly before the staff shortage and so this would get us through the end of the school year into May so be my recommendation that the board allow us to work with SI Commercial Services LLC and then obviously we'll we'll revisit or review once we get closer to May right to see if this develops into anything more long-term so right now it's just basically a stop Gap that we're utilizing to just kind of help out and then we can hopefully if we could gain the staff or it could develop into a longer term Arrangement yeah but this doesn't involve us you know while we're bringing in contracted help it doesn't involve us you know viewing away with any of our own employees it's meant to fill the gaps that would be the next question yeah okay what do you think about this Mrs Rhodes easy things I make a motion that we accept this and see how it goes okay I have motion and a second all in favor all right all opposed motion basics yeah the next item on the agenda is donations we have one donation tonight from the Mary Allison children's trust to Greencastle Middle School in the amount of two thousand eight hundred ten dollars and twelve cents can I get the most time gladly no second you have a motion to the second all in favor all right all opposed motion passes next item on the agenda is the first reading of several Neola policies Mr Gibbon yep so as is the is customary you know when there are changes from legislation at the federal or or even state level and just two times a year we receive updates uh suggested updates to our board policy and so essentially in your packet is a list and of those recommended updates and this is just for first reading so there's no action needed at tonight's meeting and really most of them were a result of changes in law four of them have to do at dress and grooming yeah and we don't have dress and grooming policies seems like a lot so we we don't take those updates what's happening for addressing for we don't have a board policy foreign okay and the final item on the agenda is the atom item Jeff added the supplemental payments yeah that's a resolution for supplemental payments to our teachers in excess of the salary specified in the school corporations Compensation Plan just with the way herb regulates our collective bargaining agreements if we this deals primarily with the one-time adjustment and shuffling staff members based on the multiple different levels of years of experience our CBA would be found to be not compliant if we attempted to do all of that through the CBA so in this resolution and in the spreadsheet that you have in front of you it shows each of the teachers that's a part of the collective bargaining agreement and it shows the increase that will take through the take the increase excuse me it will take place through the collective bargaining agreement and then the increase that will take place through the supplemental payment and so this will allow us to essentially make that one-time adjustment and be in compliance so this matches what we um completed during the negotiations this matches uh the full teacher increase that was discussed before as well okay all right we all see this next month okay can I get a moose to approve that so I'm out okay motion and a second to approve all in favor aye aye all opposed oh there's some passes last item on the agenda I believe well other business because you don't want to have any other business I was going to ask our Middle School principal how she felt uh parents adapted to the new drop off there's this bluish gray car that really troublesome come on okay I like that it went down to one lane on the drop off in the morning that first morning I think some parents are confused they had two lanes and kids were walking across them I was like wow okay yeah but it looks like it's calmed down good I always I was gonna ask about Dory and yeah she's doing really well we had a had I was at Red path on Friday and meeting and had Donuts before school with the teachers and she didn't take any of the donuts although she wanted them but Mr Roberts might share more about Dory very much that's great one other thing well last month I think was last month we kind of discussed a little bit about change of the time of the meeting um and we all kind of thought we might talk about that a little think about it and discuss it later did we discuss that in in public you know I guess we would have had to um the idea being you know there was several administrators that don't live you know three blocks away and and you know people have to go along let's go home come back um so oh you know we thought about trying to move the meeting forward a little bit okay we keep people home a little bit earlier um if that's something that I guess what people have interests in I mean it's all the same with me but you know you get people home and could go a little earlier a half hour because we need to be cognizant of Ed's schedule as well and you're typically usually six six yeah it's starting the meeting at six too early for you no I can just come straight here and throw uh throw my gear off and come in I may have to stomp in here with my gear on I don't know just work yeah is that too early for patrons is that maybe I don't think so I mean I've you know it's I think 6 30.

machines and the administrators have made their selection which fits their needs best we've gone ahead and looked at you know a Dell Latitude which is with a detachable keyboard which is something I we're gonna go ahead and get started we know we're gonna have some stragglers coming in but in light of the fact that there may or may not be people watching uh we want to respect everyone's time um so as usual we're going to start out with the Icebreaker um how's it been doing how are we feeling okay um okay it's your Icebreaker for today is what is the worst fashion trend that you ever embraced keyword embraced yeah but you did it yourself you did it and in retrospect you're like oh no why did I do that I'll just say no I put lemon in my hair and thought it was cool yeah you did yeah lemon squeeze it and then I sat in the Sun and that was my natural dye like bleaching my hair and it came out orange [Music] and I just owned it you left it as orange you're like you know what world uh-huh here I am yeah I like it how's that influence your hairstyles after now that you say it I can't get any worse than that I love them well yeah when I was in seventh grade I wanted to draw my eyebrows on and they didn't let me or pluck them so I seen it what I'm gonna show you I shaved them off oh yeah photos of this I have no photos right now no no no none at all and then they had to let me draw them in until my eyebrows grew back on I wanted the thin eyebrows because back then it was it was popular yeah that was popular I remember hilarious just because I see like my school pictures and I'm like my mom tried to stop me but nobody else did because everyone was doing it so what we did is like you would have like put some mousse or something on your face and then like um you would get the straightener and like straighten it you just oh yes like scrunch your hair so you would have like straight bangs that were sizzled with loose and they're like probably like thing and then I saw my pictures and you know you have the things all along I'm like why why this is this is embarrassing so let's learn and I remember that look the two thousands right yeah not as popular do you remember okay does anyone remember in the 2000s where for people's weddings they would like twist their hair and put at least butterfly Clips yes oh my gosh how did you do that I didn't twist it but I would put butterfly cuts on my bun yeah that wasn't the worst I loved it I love the butterfly clips they're good you can still have the butterfly gloves there's no there's no shame in that I love it so I thought it was cool to have a mustache right you realize after looking back at pictures I don't have the pace for a mustache so yeah good thing yeah now I see it you know there's a little bit about it so how so follow-up question how would you describe a mustache face like a good base or message and how would you describe a face is like not so good for a message you have to see it to know okay there's certain people that I can grow it out and it looks good but there's some people like me that do not it doesn't work yeah okay that's fair I have a close one and a hair one so biker shorts my curse George oh what does this look like I don't even know yes this was uh before a lot of you guys decide back in the 80s and uh it was a trend it was a great trip that was not a good choice and then for hair still back in the 80s so I don't know if anybody remembers was called a step and so your hair was like long and then literally this they would like chop it off and then shake this like this yeah what about you a trend what high school worse no it doesn't be high school that you ever that you ever did yeah [Music] that sounds cool I thought it was kind of too good they start too much mature no regrets yeah like it um the first thing that comes to mind for me is in middle school before like skinny jeans were a thing um my we would put rubber bands on our jeans and then we'll just pull them up and then pull them down so they were like not so bulky but I mean it wasn't cute like it was it was just different but it wasn't then CD jeans came they saved us all but um but that was just uncomfortable it wasn't like the word like it wasn't it just wasn't cute and it wasn't comfortable because the rubber bands were like tight and then the jeans were like pushing against your skin all day it was uncomfortable well that reminds me of um in high school in the 90s um it was it was a trend one of the trends to wear boots like Harley Davidson boots are really like that and to make your dreams but over the boot you put the Jean inside so it would have a front flap over the front part and then the back flap in the back okay okay so that they wouldn't the jeans wouldn't scrunched so did you have jeans that exist at the time no we did well bell bottoms no they didn't I no I was wearing bell bottoms from the 70s that I got to the thrift store but that was that that was just something I did yeah before the bell bottoms actually came out that was a cool Trend though I like that one I like it um okay so this as as it is for all of us this is embarrassing um in college I call recess oh come on like last week you plan on me um in college I thought I was like like a little bit pump Rock and so I would wear like a tractor hat and like a Sweat Band and I would like I really really want to skateboard I never got to skateboard but I thought it was really cool in retrospect it was not cool at all that's what okay she's reminiscing the feeling yeah I tried to make firms work a couple of times yeah okay yeah you know the last time was when I got home it was when my daughter was born and uh I always made also October always the worst love to be ever we make a bad haircut because you know there's just like what we're having right now there's those cool days where it feels like Falls they don't get hot again I'm like I'm never gonna be cool again and I cut off all my hair and I got a really bad perm my dad was babysitting the kids and I got home and he's like it'll grow that was the last time I tried to make that point oh that's cool I would say corduroy pants okay so I guess it's a good disclaimer I had to look at everything answers just to see like if I would have met anyone those of course not but um I am offending my friends and my peers so just to let you know um but I really do strongly hate Rich beans um I just never understood like I used to wear them all the time right back in middle school because I thought it was cool obviously and like everybody wore them right so Conformity there's that and for me I just I don't know there were always a nuisance to me and like you know I would wear them in like the fall and it was super cold you know and then my mom would always ask me and I'm like no it's just how they are it's Charlie Lush I've come to get on my kids stuff like you know skinny jeans as they are that's why I'm looking around just to make sure it wasn't offending anyone but yeah just skinny jeans so would you rip them yourself yeah you win otherwise yeah okay I like it I went to a salon at the mall with my first mistake with a bunch of friends [Music] and a new stylist who just started they tell me later that oh you would look great because I have the curly hair you would look great with a Madonna haircut and I was like on a haircut remember like Desperately Seeking Susan but she had like the shaggy hair with a big headband so that was like what I envisioned yeah so after that when I went to school the following week my new nickname became Monchichi if you remember what that was yes it's a little monkey doll yeah with with curly curly brown hair it's really short yeah I was miserable for like three months until it grew up oh see my dad could have comforted you right now all right loose you want to jump in here no pressure we're talking about worst fashion trend you've ever embraced I don't know um I'd have to say the saggy pants like for a reason you know it was cool at the time at the time still is I think for some people yeah I don't think it's that guy down at all did you wear with belt or without belt um I think it was a trend to kind of like show your shorts you know and then just kind of like your top so it was kind of cute but now I'm like fine I wish it would awesome well thank you friends um so uh today so I we don't have to go back over um the committee values just refresh ourselves on that I left that on your hand out just how we want to be together um so there is one thing that we want to say explicitly um what we are doing tonight so tonight we are going to finish up our discussion on mascot ideas can you hear us hi yes I can hear you can hear me hey you want to join our Icebreaker Yes except I don't know what it is I joined late oh Icebreaker is what is the worst fashion trend you've ever embraced I like to think I've always been fashionable but I will say that in the fourth grade I was really devastated when Michael Jackson died and I wore a shirt with him on it for quite some time so now I probably wouldn't do that how long is quite some time like I was probably in my ward like my weekly close once a week for the year yeah it was oh that's awesome too often too often we all have our favorite set right but I applaud you for looking at the woman in the mirror [Laughter] oh yeah my Munchkins um okay so back into this um so what we're doing tonight we are discussing we're finishing our discussion on mascot ideas and if we have time we'll we'll kind of we'll be able to vote on our finalists um what we are not doing we are not discussing Aesthetics of what the image is going to look like right we're only talking about the concept or the idea of the image we will get a chance to talk about and give our input about the Aesthetics at a later Point once we've decided on an image yeah um and we're also not talking about how the mascot will be embodied right at games or anything like that um so for some mascot obviously this is a very natural connection we choose the Jaguars it will likely be a Jaguar that will show up at a game right there are some mascots that um make that a little or mascot ideas that make that a little more difficult I give you guys some examples from the Colorado Rockies have a dinosaur uh Colorado Avalanche that hasn't seen Bernard Denver Nuggets it has a mountain lion right and so if we choose an image or an idea right a no mascot kind of image um then uh well that will be a discussion it sounds like that the school board will have or the school will have is that correct correct okay so for us in terms of our purview what we are responsible for we're responsible for choosing a mascot idea or no mascot right and that type of thing and giving any type of aesthetic kind of um ideas that will then be delivered to the design firm right does that make sense any questions about that well I have confused at the end it's just that we weren't discussing the Aesthetics but then you said activities okay yeah so right now today we're only talking about mascot ideas Concepts and then after we decide that we can brainstorm like any recommendations or ideas that we want to pass on to the design firm thanks for the question on the one thing that was chosen yes yes just on that one thing so just for the sake of reserving our energy impacting Focus just on the idea first and then we'll move on okay hold on all right um maybe a recap of what has made it to them as well yes okay so uh last time we met which was a week ago uh we as a group decided that the Jaguars would move forward as a consideration not as a vote it's not the Jaguars we also voted um that the concept of an a um and we talked about the hands uh we talked about those kinds of things that that concept would move forward so that concept we're going to call the no logos I'm sorry the no mascots so in that concept there is not a mascot right it would be it was a high school ass test but we're going to be worried about or we are really recommending or making a decision that the a should have some symbolism around Unity or you know those kinds of things um those are the ones that made it forward tonight uh we have greetings three marks tonight we have three more we're gonna do the same exact thing and it might end up that we end up with five things to consider it might end up that we end up with four three or two so we're just going to do the same thing that we did last time uh the person will present their idea we'll ask questions we'll talk about it and then we'll vote if they move forward and move forward if not then not okay uh should we start with so let's first and we're just remind ourselves about the criteria that we agreed on right okay uh culturally appropriate I know that somebody wanted um criteria for what is and is not culturally appropriate um I I started to think about that because I take your request seriously I feel like it's going to be a little bit difficult for us to set like clear criteria for it but I think what we did last time was in discussion it seemed like that became a clearer so as long as everyone is okay with that I'd be like culturally appropriate helps to bring about Unity uh offers a sense of belonging and representation and an image or you know concept the students will be proud of those are the four that we're working with here right um yeah perfect um also full disclosure uh we got some further ideas that fall in the bucket of no mascot and so those automatically have just made it through and then that ends up being then again we can talk about the imagery and what we really want represented in the a if you will yeah um so with that being said um maybe we go in order of how they were submitted um so we will turn to um my right here uh with the first idea there was no imagery uh involved so we're not going to protrude anything but uh do you want to talk about your idea um I just thought like I was thinking I was like breaking my brain practically thinking like what can we use right um and I just thought since we're trying to unite both schools why couldn't we just add the Gladiator why couldn't it be Azusa Aztec Gladiators and then you know kind of add whatever the red and blue just to so they feel like they still didn't lose themselves but sort of Azusa gained it that makes any sense um I know it's something that a lot of kids the maybe the Gladiators might like the idea because then they're like hey we're not losing it you know it's still staying there but we're combining with Aztec I don't know I just it kind of sounded good it went together and I thought okay that's not bad you know what would that look like so and then just her full disclosure right that would not change the colors of the school now again when we're talking about a logo or an emblem or whatever we can we can say like a shade or whatever red or put a touch or whatever but the school would not change its colors to red and blue the school would continue the colors as they are right now if if this were something that the committee would so any thoughts uh responses to that I think looking at it from a student perspective Carolina isn't here to Representatives unfortunately but I will try my best to do so um I think it's powerful to know and understand how you're considerate of the you know Gladstone High School students because as Azusa High School at first I wasn't really considering how it might feel for them to come into Azusa High School and you mentioned that you know they wanted to like feel like they didn't lose their sense of identity as a school right and maybe maybe we can interpret you know how we could like do like implement the Gladiators with Azusa maybe that's for further discussion but I feel like the intention is there the intention for us to make sure that we are welcoming other students you know from Boston primarily right that they have a sense of belongingness here that it's a sense and a sign of welcoming so I feel like as long as we have that intention I think you know we can come up with promising results so I just wanna thank you thank you Sarah do you have something um yes I guess my questions um for Arturo and it's more like logistical is I know all the middle schools are combining and they're going to be located at what was Gladstone High School is that staying Gladstone middle school with the Gladiators as their mascot that is correct they will continue to be will be the Glaston Middle School Gladiators with uh the red okay so essentially as respectfully as I can say although Gladstone is losing their High School it's still going to be that school with the same mascot same paint not torn down just with middle school students okay correct okay what do you what are you thinking Sarah can you say more just because I I just wanted that clarification too because I think although I love the um idea and the Mantra behind this idea I think that having two Gladiator mascots in the district is a little excessive but also too um I I didn't go to Gladstone so maybe I don't have all the same feelings as those people um but it's not a complete loss in my mind um it's just kind of a shift if they were maybe tearing down the school um doing something I was selling it then I could see like a little more hurt but essentially it's just a new age group okay but I don't want to be insensitive that's just how I kind of stand no that's helpful thank you other thoughts questions why not why not kind of take it a little like to redesign you know we've got the mountains we've got the A on the mountains why not add something to represent the Gladiators in there not necessarily the Gladiator logo but something to represent the Gladiators in there the rock the you know something so we're not it's not just as Aztec Gladiators it's just something to represent okay with the colors or with uh um some something to incorporate okay yeah so I I think that's a that's a fine idea um so that would fall under like a vote for like a no logo or no most mascot and then like our kind of subsequent kind of discussion around what that image might look like but that's a good point on that putting the A on the rock that could be too that's cool that could be two because the rock is a representation of Gladiators without calling it Gladiators and then putting the A on the Rock is a great that sounds like a great idea all right because that brings Unity it brings belonging can we concerned with the Gladiators is I I don't know 100 100 history of it but I'm glad you're just as bad as Aztecs I mean so won't we have who's someone later on down the line complaining about the Gladiators yeah that's my only concern there were a warrior of their own right themselves well they were in slick people actually like which lives yeah so I mean in many ways there don't exist now but um they were enslaved people does that fit in our values in the criteria well we didn't say anything about that I mean a sense of belonging representation in unity that doesn't really like but it sounds like maybe your concern is around the violence right right Sears and Spartans so right yeah yeah okay yeah thank you questions I have a question I mean this is asset Gladiators make any sense as being as taken I think of them from um right okay so I don't I don't know I was looking it up and it did show pictures of it and I was like there really is an Aztec Gladiator weird but I mean it does show it obviously like I had more in my head I thought like letters you could do that but again since we're not talking too much detail into it why I chose that or why I thought of it I mean that's what I thought because I looked it I'm like is there an acid Gladiator yes I did Google it and I maybe Google's wrong sometimes but you know there was an actual picture and I thought okay you know not bad right I mean just to combine them we're still trying to unite them I mean yes there's a middle school but what better way that those that of a middle school saying well we didn't lose being a gladiator we're still gonna be a gladiator but we're in Azusa now so I don't know right like in my head it makes sense but you know I mean other than that it's just the concept of it I just made sense because I was trying my kids too I just hearing them out too because they're like why do we have to nothing we've always been Azusa like my kids that graduated I'm like you guys don't understand that it's not there's like more to it you guys are just not educated enough I wasn't either so I I since I'm not fighting it I'm just like okay I understood you know I'm not I'm gonna be honest I don't understand it fully yet but it's not that the interest isn't there this is just the beginning of understanding it so now it's just a matter of letting them know like hey this this is what it is you know it comes with education and then also just kind of letting them out like you're not losing the Azusa Aztec you're just losing a mask up that's it but that's what I thought I just figured that and obviously there's other reasons you guys said we can't talk about it what did you want to talk about no I because you guys said the only reason because I'm more like I think about an idea and then I if I add more to it you know so I'm like okay so if they had a gladiator what would that look like sure gladiatrix right so why couldn't they're gonna lose the warrior and they're where you're at why couldn't they gain that as well it would just make sense you know to just have something that the seniors sort of had like a tradition and then not lose it yeah which has once you lose the warrior and where you're at you're gaining a mascot but then what do you do seniors have nothing else and just for full clarity there hasn't been a discussion about we're losing the warrior and the warrior Warrior at those are things that we have to consider after this not here but there will be imagery or the word Customs positions songs all those things that I think this has opened up that we have to have discussions about and education about but um but right now we have not nobody has we have not decided that the warrior Warrior are gone interesting because you know trying to keep an open mind so being open to everything Nathan did you have something earlier uh I think you know from an indigenous perspective it's it's conflicting to to not be able to discuss those details yet because we don't know what we're getting into and some of the main concerns the indigenous people have expressed have been not so much the mascot directory but also the word where we're at the use of the drum and that copied the address so those are like some of the major concerns regards to cultural appropriation that we have so not discussing these items and kind of classing over them putting something like the sport or through is you know provides a lot of you know potential avenues for us to not you know address that and that's that's a concern and I think that's very a very clear concern I wanted to express yeah I would second that because I think that's a continuation of the mascot and that falls into the original um foreign items and thoughts that were brought in the late nights that was one of the major things so we have to we want to work with everyone to come up with a uh this is a good you know thing in light of this whole situation is which is challenging but at the same time we we can't as represented as a native indigenous Community sit back and allow a rehearsal back to what was original because we've got to answer to people too yeah that's fair I mean so you correct me if I'm wrong but I imagine that when the mascot changes that so too will the representation at games is that correct yeah again I mean while it hasn't been an official decision made correct that those are obviously wedded we have to look at those things absolutely 100 good job go hand in hand though yeah right yeah and I think too that and since I've been attending the meetings my focus has been more representing that tried than giving native indigenous perspective but as someone who grew up in Azusa I think the unity has to be Paramount because I feel that Gladstone has been really kind of pushed aside that's my personal thoughts and I think Unity should be something that you know I like what you're saying I think that opens the context you know the discussion of what we're really talking about and how you bring this together because I think it to this point it's been really one-sided it's been all this is and just just to go with the sense of unity you know how do we address the sense of safety to our community so for the students that maybe don't feel safe at school with this this rivalry now you're combining high schools right you still got the same Mascots from old schools how is that again contributing to that sense of you know we're increasing that safety around this you know we're together we're the same you know I'm sure sure the Aztec is still represented in the Gladiator is still there but it's not you know we're not fully combining we're still those two different groups you know and we know what our safety our concerns are in the city we know what they are in our schools so how do we further bridge that Gap you know I've heard that from a number of students so you know I think that really needs to be be considered it's helpful thank you I was actually just gonna comment or DOTA you were saying that they're talking even very popularly with the changing happening from one Sun One Mascot to another or no mascot or something that the songs are going to have to be worked on does that mean the alma mater is going to change just throwing out as ideas we know that this is not just about the mascot it's imagery it's Customs it's things that we might be doing or have been accustomed to do um that we just need to re-look at and and make sure that they align to the philosophy that we applied uh to the mascot and so if the mascot is changing because x y z then we need to look at everything to make sure that it also fits with x y z and so as an example things like the warrior Warrior things like songs or imagery that's used right now are Customs again just to make sure that all it's all in alignment right and then I'll and then I'll make a fan plays at the games sure yeah because all that kind of Falls in place as well right so the decisions that we'll make here right we'll have ripples will influence all that might not be decisions that we make because you know we have a particular kind of uh responsibility that we were given by the board right but um but it will affect all those things yeah yeah and then to follow up with that um I think I'd mentioned last week how there were like you know students and folks with the headbands and you know we're gonna need a lot of education on this because the name acid was cats a lot of people may not understand what it implies so I think that's the biggest challenge here it's not just that we're going to change the warrior everything is the name State and some people might not understand the the the interpretation of what it should be now you know so I think that's going to be a lot of Education right there because it is very conflicting I mean people might still do the Feather soap and all that you know yeah no that's I think that's a great point it's it's a bit confusing right so yeah education it's going to be key um all right any other thoughts about the Gladiators before we all right so should we go ahead and just do so just for as a reminder the only thing we're voting on is whether or not it meets our criteria not whether you like it or not yeah um all right so everyone in favor of the Gladiators at just moving it forward with anyone who is not raise your hand want to speak to that I'm sorry I don't think it brings you anything I think it still keeps them separated I think that glad some people students will still say I'm I'm Gladiator and the aspects will spell famine and pass it and in speaking to students this week um both from both schools their main concern wasn't their math fact their main concern was their safety and the fighting that they're worried about they're already talking about first day of school next year what's going to happen amongst themselves so they're more worried about their safety and safety of their friends and they just want to feel United so I feel that's kind of keeping that still segregated yeah I want to agree with Kimberly on that that's I think for me too that's like really first and foremost like how do you keep these kids safe how do you not create those different divisions and and you know I don't want to get into like say you know other things but just you know what I mean I don't want that division to still continue and I'm saying I but it's really the community we want that we want that you you know so I really feel you know that I have to say like when I went to summer school as a high school or two into high school I didn't feel welcome like it felt very unsafe so in many ways um I understand how like classroom kids are going to step into a school that's like not theirs because I felt that you know I knew what it was like especially if it's like an official school that I'm gonna go to yeah that's it's intimidating it is very intimidating yeah we don't want that for them if that's going to get it home school yeah and if you think about it that was already a decision that was made regardless they didn't take that into consideration so it's done it's done and in reality I mean kids have to realize it's gonna close it's not a don't worry if you don't get along you could go back no there's no choice anymore and you know there's always gang fights and other stuff so it's not just about okay Gladstone is coming to us I think you know maybe at the end people need to understand or maybe just the school needs to understand or tell them right like hey you guys remember next year those that are 11th graders you're coming in and this is who you're gonna be you know azusa's still there Aztec is still going to be there so regardless they're gonna feel like not themselves but it's not a matter of you know the students students are always going to be students somewhere I'm sure but in reality it's how the adults the teachers welcome the students a thousand percent so anyone else who was not a yay on that I want to speak to what you think I'm not um it just doesn't make sense to me it's um it feels like we've already it's already not we but it's already been decided that it's Azusa Aztecs and so Addie Gladiator is like starting over or changing it um it doesn't seem like it just looks like we're gonna have two mascots and as they have any Gladiator and it just to me it just it's more work it just doesn't make sense to me and then when you mention the division of the two I I highly highly agree with that yeah yeah I think with when I agree with what you're saying about safety I think that you know all due respect to the board the consideration to retain the name did not take consideration of generations of certain views and and and you know attitudes in this community yeah you know um I mean it hasn't been here since the 1880s I really understand it when we all talk we don't be so direct about it but we're all talking we all know behind you know closed doors how we would talk without but it's complicated and so this decision has made it even more complicated and these things aren't going to go away the generation I concur on that as well because and I don't think it's unfortunate but media and also being on YouTube and everything like we're talking about it right now and we understand but it also has uh put a kind of a bad taste and not by intentional it was just something that was brought up and discussed and I think it's kind of um um it's grew from there it's like it's just something it turned into something because it seems to be even more heightened lately than what it has been in the past and so now that it's brought a little more forward with I'll say it with adults and with students conversation whatever heated conversation that's gone on it's where we're at and now we're trying to be proactive at the same time so I agree as well but I did see someone send me a drawing of a gladiator in the Aztec and I was like whoa that was so cool so I totally get where you're coming from but at the same time I I kind of at the you know okay [Music] um so should we move on yep yeah what's happening was there a reason well yeah well just like just like do you want to do a rebound now sure okay let's do a revote on Aztec Gladiators I have a question in person yes so by um if the vote should swing to a no then what happens to the discussion of the unity bring it together I mean from my from my perspective with what you suggested I said go forward because we could say we can continue right Mr Ortega we continue to discuss that later that if it moves forward we can discuss it's more specifics right my concern is that if we say no then we're losing an opportunity again for that Unity unless we're going to go to a different route for that just for clarity we have two things that have moved forward already the jaguar and then we have the eight and in the a there were already ideas on how to do the unity whatever there was the hands we talked about the mountains the eggs different things like that uh but if we move this forward then what we are saying is the mascot of Azusa this is the high school is the Gladiators and so so if it moves forward then we are saying it has meta criteria and that'll be a legitimate option uh to do because I think that no matter let's pretend we let's use the ones that are already through if it's the Jaguars this is an example that this is the body says that's what we should be then our next conversation okay now that we know it's the Jaguars let's talk about what what would you like to see and then you might say you know for Unity purposes what if the Jaguars eyes were red I'm just making it up right uh or what if the Jaguar had a patch and the patch was a g or whatever I mean those kinds of days but we're talking specifically at that point then we'd be talking about the jaguar and then we will deliver that conversation to the design company to try to capture that conversation in a natural design and so the first one was no the first photo was it's done there you said you want to do a reboot yeah I mean I think a conversation I think we should have a good just a quick rebound those that want to hold us forward okay um Sarah are you with us yes can you I don't want to botch it uh so can you introduce uh your idea uh and and Lika can you put up the how do you pronounce it is it Zolo one more time okay thank you uh can you put that up um Nika right there okay go for it okay um so this past week I went to um speak with some students and some teachers just to get their perspective because obviously they're the ones that are going to be at the school um so they talked to me about how they really like the idea of keeping an animal as a mascot they think that's like a really good middle ground um they also um like the animal connected to mesoamerica and um just have a little more depth and history and connection um so I have always wanted a sholo dog and I thought of that um it is a mascot for a soccer team in Mexico as well um it is an ancient dog but also you can find one on the street um they are used in different media today like in the movie cocoa with the dog Dante um yeah I just thought it's dog and it has a connection uh it has some significance and um I know that we're not talking about Aesthetics or logos or anything but I wanted to show that there could be um some hints of Gladstone if we did choose this mascot um I think we can toss some red in there put some on the air put some on um the back of the logo I also tossed in the mountains um yeah I think that we can combine the two but still having it a mascot that connects if that makes sense um so yeah that's my suggestion the show logo answer questions yeah and my immediate concern is that it's going to be mispronounced if it's going to associate the city would a different sort of word and I don't think that's a good I think that has a lot of I think the image is cool and I think there's parts of it that that bring that sense of unity um I like the red but again I think the word it it's going to be misinterpreted it's going to be pronounced wrong and it's going to be I don't know I just feel like it can go down a different route with that anyone else a question or a comment is there another name for this album situation in English I think it's a hairless dog right a Mexican hairless dog I do agree that that'll be mispronounced and taken out of content context or maybe even a wages occurring now I think you would be adding fuel to the point right say one more time adding the current situations in the community without getting into details I would say you would be adding fuel to the fire but it's a cool image great job Sarah yeah yeah that's really nice this is actually my favorite of all I love Sarah what you did with the round the red green around with the mountains and the a behind the dog the dog looks strong and Fierce and dogs are loyal I mean I I you did a great job I I love this it's just the name because the dogs I don't know come up with something that would change the name completely even though that's not the proper name but to give it some sort of name I I think like from Lolita Spence last week too I mean we discussed the Jaguar but I feel like we discussed how it was like all of our news all over the America and I guess the situation here would also be connecting just to the African Latin America and that's also again it gets into mushy Waters right so I think that's another concern to bring out I just um we were talking about how certain animals uh that we would choose wouldn't be associated with the aspects because of the situation from the Galileo so um that would again like you know the Jaguar is like all over the America but this one's a little more like into that territory adjustment of America okay that makes sense oh yeah I was just gonna say if we decide to like botsu we don't we're not really for the dog mainly because of the name could we maybe keep the um other parts like you know the background you know the logo and the red because in my opinion I love the image right I love it but maybe we could just modify the dog maybe let's say if we continue with dog or I replace it with a cowboy just to give everyone a preview uh we're not we we can we can look at it in a second but uh Sarah also said if we're gonna go over the Jaguar she actually has some some mock-ups of what uh what the Jaguar might look like uh but right now we're talking about the and I don't want to mispronounce but I think you said that you actually pronounce it yeah um any other any other questions around us the question if because everyone it seems like everyone has a very positive you know reaction to this to these images and I wonder if we could keep the image but just be like it would just say it was a high home of the Aztecs and just be that image like do we have to name the animal that's on the image we have to I think maybe people would ask so are you guys the dogs you know because this type of dog it's it's it would be like if we had a Chihuahua on there you know we wouldn't put home of the chihuahuas right it would be a type of dog like this is a breed of a dog [Laughter] thank you but I mean we don't you know it's a type of dog who specifies the crime you get a you know German Shepherd you know a poodle do we have to be specific of my questions let's talk about it oh yeah I mean I was gonna say but I mean but right now but that's like an art Aesthetics kind of discussion and right now Sarah's idea is the shovel right which is what we have um and even though we're not going to discuss a Jaguar just because everybody loved what she did and we will show you what she did with the initials with the uh not right now not right now um the Azusa Aztec dogs or something more generic I mean like maybe dogs is not good like you can't do that no no I don't I mean what could you be the hounds I mean Shepherds maybe no I think I um if like I don't I like I understand everyone's scared it's gonna be just High cholos I get that um but I and I do like um the idea of maybe doing homothetics instead but I wouldn't want to do the hounds or the dogs or anything like that because um at the end of the day it's a word and I think we shouldn't be afraid to sleep you know it's a dog's name um but I wouldn't want to do hounds I feel like that's just like just too far of a reach for me got it all right then let's uh go ahead and vote on the shoulders raise your hand if you'd like to move forward the shoulders but there's room to change on the name yeah yeah okay all right we'll remove it could it be kind of like the Aguilas like it's a two-part vote like the ego and then the name you know what I mean like the image and then also using what's the name what's the alternative just aspects and then that image like no you use the image without using the name yeah that's well I mean I guess the question is are we moving into a no mascot territory with that right because it's not because there is an animal something there's an animal yeah in this case I think she's presenting an idea so we have to go with her idea and say do we like her idea of moving forward the show list right because at the end of the day our responsibility ability is not to come up with the image it's just to choose a mascot or no mascot so we were just looking at it we didn't have her cool images right yeah exactly exactly that's what we're voting on right it's just the idea so okay in light of that move forward the shoulders all right okay um we're gonna jump all the way to the last one uh that came in at the end um leak up but go ahead and pause on the Jaguar just so they can uh take a quick look again we're not talking about this when I move because that's already moved forward so we can talk about but you can you can see what what Sarah came up with so that's one and then that's another one that's really cute yeah oh I like that one maybe even the letters are gonna be outlined in red yeah maybe like outline or red you know what I mean so again right now this is we're not up for discussion because we know that that's gonna move forward but go all the way to the calendar all the way to the bottom no keep going keep going the last image that came in this one oh there you go right there okay so this is the last uh consideration uh tonight uh the person that submitted it is not here so I will read what they wrote and unfortunately we will not be able to ask questions but obviously we could have a conversation about it um this is called the Azusa Compass Rose stone it's a blend of several influences that together give acknowledgment and respect to history culture it helps us to remember the past and give us direction for the future this is influenced by authentic Aztec Stones ancient map compass rose indigenous Place making ausd Citrus Union High School and Junior College along with Gladstone High School and Azusa High School the cardinal points of the stone contain articles that represent the indigenous geography of our community the basket the acorn The Conch and the dolphin all Point All Points direct toward the center which is the A on our Mountain Side the upper left is a citrus Union High School cougar the upper right is a Citrus College owl between them is the torch of Azusa Unified School District the lower right is an Aztec Gladiator the lower left is a portion of the previous mascot compasses represent movement motivation and inspiration it takes you from where you are to a place you want to go it gives a sense of hope and inspires you to follow your heart and your rightful path compasses always Point North a direction which symbolizes progress betterment and inspiration so obviously we can't have questions I mean we can have questions amongst ourselves I guess but uh open up for discussion around uh this potential idea is this supposed to be a logo I'm going to assume yes that this would not be quote unquote a mascot but more a logo that would be my assumption I feel like I would want to hear from you guys what you guys think because I'm looking at it and I'm like okay everything we said we weren't gonna do it's all there again so even to represent that it's like how do you represent that without respecting you guys you know so I don't yeah just I I think we've seen better options tonight um more unity and bring that divide together so that's what I gotta say just looking at this um you know like not so much in detail I tell I think Compass you would think or I I speaking about myself I think after the calendar um so and I think we've said that's a slippery slope so that's exactly what I thought okay the moment I looked at it before you even started talking about the images and things um in detail I just thought Aztec calendar any thoughts it's very well done creative um very thoughtful images and symbols on their very meaningful but yeah I feel like we've gone over this poverty yeah yeah you know I will say that I think there's good intentions with trying to bring the different cultures together but um in the end it's just not compatible and I think it goes straight away and won't be already established tonight what we're looking for and you know I think there was better options we looked at today so far I look at it from a um I'm gonna say it uh representation when it comes to uh uniforms band so on uh letterhead all those things that may not come out exactly what clearly this is not the appropriate the details of you yeah like yeah or even Marquis even if it isn't on a uniform but like your Marquee or whatever a lot would be lost in it and there's a lot of detail like you know there's a lot of detailed representation there so yeah and I think like given the headdress of the asset isn't correct so just pointing that out any thoughts before we go all right let's go ahead and vote anyone in support of pushing this uh idea forward all right then that means we have we have yep so we're gonna move uh to the next phase of our meeting today um before you go on there was another image that Mika had scrolled down to is that not a consideration oh so yes that one falls under the no uh mascot just a little bit so that's something that's automatically already considered yeah that one already moved forward got it yeah thank you yeah um if it's okay Jessica maybe we can take a five minute a minute break uh and then we'll come back to our next step which is going to be our decision our decision making set yeah okay yes but we remember very much [Music] I even like the way that it was already at least I know yeah [Music] you know [Music] um experience anyway um their language come to a point of decision making just as a reminder before you all vote that uh any of the math so if if you choose Jaguars we can talk about including things like mountains and all that stuff right whatever you want to include uh in our next session but yeah okay that's who we will oh yes we will we will okay design aesthetic all that will be part of the discussion that we will then pass along right um so keep that in mind um all right so same goes for if you if we were to choose no mascot and so now we're back to the A and those kind of things then we will have a conversation around what's actually look like what should be the components and that kind of stuff all of them thank you yeah um so you see no there should be notepads in front of you if you can pull one of those notepads and just write your choice either no mascot or Jaguars on that sheet of paper oh yeah so the two choices you're gonna write there either Jaguars and Poulter paper or you're going to write no mascot and fold your paper once you have written your idea you're going to drop it in this cardboard box that's sitting right here so I'm expecting one two three four five six seven eight nine ten eleven twelve pieces of paper and Sarah since you are not here in person if you can email me uh your uh decision I would appreciate that thank you foreign can you please email me um your choice you're either going to choose Jaguar and so the Jaguar will be the mascot of Azusa High School or you're going to choose no mascot if you choose no mascot that means that we are going with a logo um and that's what you're choosing either one whichever one turns out to be the front runner tonight we are going to have conversations if she wants to yeah either way Sarah it's fine okay um I emailed you but I could also just need if you want me to yeah we might have to text understand I apologize my phone is acting up and so you are going to have to text if you are my uh texting I don't I couldn't say it out loud too if that's easiest I don't mind or do we want like Sarah you can drop it in the chat as well okay you just say it out loud I'm just a Jaguar I'm gonna write it down let me let me put it up here okay okay sure she's on the phone Talk Amongst yourselves thank you I'm not a deaf mute but I want to be on you it's the most awkward thing like when you don't know you're not on I mean you're yeah you're not on you and then you're saying something you're telling your dog to be quiet like um you're like oh my God we're good yeah it's no matter what you choose um there will be a follow-up conversation about how that thing whether it's a jaguar or the no Jaguar what it would look like and what to be considered yeah all right Jaguar no Max stops no Matchbox this one says yes mascot does that mean Jaguar who wrote yes mascot okay a minute who wrote yes mascot that would have to be I mean all right new mascot [Music] no mascot again no mascots thank you Jaguar s yeah it really does wow Jaguar oh there we go Jaguar oh wow so it looks like this will be the zuza Aztecs home of the Jaguars that's what it looks like okay um before we move on to the next step I I cannot tell you how appreciative I am of your time of your dedication of your commitment and your voice um is like gratefully gratefully appreciated uh in a in a big big way um we have a set uh the path moving forward for Azusa uh High School um and obviously we have a lot to do still but we can move forward now um to do to do um the next steps um I would like it very much don't feel obligated um but I would like to put this on the November 1st board agenda to announce to the board that I mean the world's probably going crazy already right now and everybody will know but I want to officially announce um to the Board of Education that the committee has rendered a decision and that Azusa High School Aztecs will be home of the Jaguars um and I would love it more if I can get one two three thirteen people uh to go and and and announce this to the Board of Education that would be awesome it would be a privilege for me to have again either a spokesperson or spokespersons or everyone is invited but that would be awesome uh to to have that so um I I would I would uh I would really love to do that she wanted to stand in unity to speak about the home of the Jaguars is that what you're asking for um yes that would be amazing um I think that uh unless you guys want to we have two options we can start discussing right now and saying okay what's important to us in terms of what is represented in the design uh of the jaguar please keep in mind that it's a high school so the high school actually will get a what's called a set um so they're actually going to have a set a package if you will uh that they will use and some of the logos will be for letterhead some of them will use for the table skirts on on the uh on the tables some will be for the Marquis some will be for the football field right and so they'll get a set and so what we want to do is speak into uh speak into that so we can start that now and maybe end or we can just set a date where we're going to come back and just have that conversation it's completely up to you all right yes ma'am I like that logo that Sarah configured with the Jaguar um the circle with the colors and you know just that that whole design of that Circle because it's pretty basic it's not something extravagant but it's basic and it has the Jaguar on it it has you know everything we need I have a question because all this I think it's great we voted and everything but I know okay I will tell you I submitted a no mascot I submitted a logo as a group would we wanted to have seen any of these to see what a logo would look like without a mascot or are we good like this because I have to question it because I think it's like I don't want to just leave it because there are people that are kind of out there going you know that's why I I'll say I submitted because people were saying think of something think of this I had literally papers given to me of all these different kind of logos and I was like okay let me and I was let me put them together to see what I can create but would I I think I I didn't hear that that show this is if you had no mascot this is an idea that you can present I don't know I don't know whatever you guys feel it doesn't matter to me honestly because what if that's a question that somebody else has what if that creates a conversation like why wouldn't you just pick other options not just a mascot I mean nobody knew it was going to be between no mascot or a mascot we're the only people that knew that so in reality it was just a vote between no mascot or a mascot and now we have a mascot but we don't know what the alternative was I mean secretly we know there's a couple of them like the mountains and the hands but so are you thinking this would be helpful in terms of how we think about designing like what components we want as a part of the logo well that was the whole thing because like like I said the one that I presented was something that was collaborating with a lot of people that I put in and I went back to them and I said what do you guys think what do you guys think and they were like yeah or change it like this or add a little more or put this and they was like okay okay okay but I just kind of noticed that when you say no mascot it means no presentation oh I see what you're saying yeah it wasn't even given as an option exactly is that something that the group would like to or not like I said it's okay with me if you say no I'm I'm okay with it but I just wanted to see how the the quality in that you know what you're right the only reason why I say it because I kind of thought that we were going to vote even on the logo of the mountain but when we didn't I'm like okay so that one's out right the one with the unity by hand so I thought that that would be an option that's when you said no mascots and jaguar I'm like okay if we hit no mascot then we just have to come up with ideas right but we have a jaguar and there's that's it Jaguar there was no like do you want this or do you want that so what else would you like so yeah I don't want to lose a stock to say a good points but so if it had gone to no mascot then what we have then began the choice all over to have more choices brought in of no mascot just for well no I mean who would have decided what it was going to look like if there's no mascot because you have to have something huh no one's a bit submitted already right if there was no mascot then we know that there's not going to be a mascot it's just going to be a logo it's going to be the a but see that's the thing is that I created something and I'm not again not for me yeah yeah and it's not yeah I have a big a on it so you guys probably saw it scroll through but it hasn't even been part of like the discussion like the hands were like it was never presented it was ever presented to have does that make sense yeah and so let me explain our logic is that because the hands is a no mascot kind of option right and that was already approved in terms of just our like our our criteria it was already in so your design was already in right it was already like being voted on I know but it doesn't look like I hear you I totally hear what you're saying yeah that's what I was presented because the vote was for yeah if the no mask I had one then they would have presented it but they didn't have a lot of conversation about what yeah because like we got more options of a mascot and if they would have went forward how would we have gone if we got say all all of them went forward we all said yes and we liked them would we have more names of them yes but then you don't have any I'm sorry I don't know if you guys understand where I'm coming from yeah so so and at this point okay so at this point given the way that things kind of you know unfolded what what would you like to do I would just like to present the idea because I kind of talked about it a little bit last time and like I said I uh I just created something and again it's not for me I just want people to know that because the puppies out there thinking she just wants her workout no believe me I am not a I am not an artist of any kind I literally like crayons but um it's just to explain the concept of a no mascot of this image that was created okay yeah let's go ahead and do that does that sound good people yeah like I said if it's normal mascot okay I won't lose sleep I promise can you put that one up please which yes just one second yeah and to double down on what Jessica was saying right the idea or the concept here was that if no mascot moved forward then this group had to have a conversation about you know what's really important for us to have the mountains well it's really important for us to have the aid what's really important to us to have a touch of red or you know what the a should really not have this or you know those kinds of conversations we weren't looking at this like the hands is one the mountains is another the like no it's the one that was submitted Today Mika or yesterday this is the one she scrolled past yeah in person the one that was beautifully done I had like six yeah I apologize for the you know the artists on this she has no installation that any uh any Gallery just let you know okay so it was just a concept like I said is that um of course the round shape the mountains in the background because a lot of things I thought brought Unity One is it starts with the skyline the skyline would blend in from red to blue into each other which would bring Unity of the two schools and it's something that you could look and be proud of and say that's why that's there the a uh the mountains represent the San Gabriel um um uh the whole San Gabriel mountains which we have a lot of history in and I think it's for everyone here it represents the a represents the community we are all from Azusa that's what that represents the whole entire city which rep which we're so proud of our a on that mountain and then the Aztecs we are the Aztecs in the end so that's where I was coming from again I apologize when we're drawing abandoned and in it you'll see the highlight of the blue the black the White and the blue on the side so it maintains of the colors that were required but again it could have just like the shoulders right I said it right okay it can have those colors come in and it could be bold and it could be whatever it is but it was just something that was a no mascot and like I said a lot of people help with this idea it doesn't look like what they did and I just wanted to give that fair representation of a logo that's good thank you thank you should we go here we go Sarah's suggestions for the no logo as well I mean uh you want to put that back up um um which one the same one you just had up right now so Sarah also said if we're not gonna go like a mascot way here's some ideas for the logo and so uh uh right there and so this is the whole concept that San Diego State doesn't uh have one and so down there you see some well yeah that one already has Jaguars so that would not kind of fit we'd have to erase that if this is the route we went with but again these were just some ideas and again the the the the idea here is that if we went without a mascot so we're not the Jaguars we're nothing we're just the Aztecs which is fine and great then we would have a conversation and then a designer would have to try to incorporate that conversation try to right because we also can't put like you know 17 different ideas into one piece of art uh but try to capture you know what what what that might look like and um that might even be you know anyways but that that that's that's the idea or that was the idea so it sounds like do we want to have a presentation it's up to you like I said and I thank you for allowing that moment and being able to yeah yeah of course can I ask the question yeah absolutely um I want to give a voice to Natalie Natalie how do you fill the importances of the actual physical mascot on campus it's very important so I was actually asking this question to our viewers today during class ask them in how do you feel about us being Jaguars and like you know first just to be very honest they didn't seem that satisfied with it and not because they hate the idea of a Jaguar you know but they just didn't see the association right away and we know this because of the committee we talked about this we talked about the Jaguar being associated with the Aztecs the Mayans the Incas the elements right but for them they didn't see that right away so after I told them about the reason behind the jaguar and why we pushed for it they were like okay even though we did you know even though there is an association of the Jaguars how can we ensure that's gonna like other people outside of the district are going to see that like how about when we go to games or how about going to go to like you know the football games volleyball sports or any school event how are people outside of our school are just gonna see the Jaguars associated with the Aztecs so what they were really trying to say to students that I spoke to is they want to try and find something something they represent that's why personally I didn't go for no mascot because I know that my peers despite what I think what my opinions are they want something that would kind of present them and that's the hard part right that's the hard part when it comes to trying to choose something that's representative to everybody but to them something that can distinctly Define them when they're going in games to try and exemplify that Spirit exemplify them you know being proud of who they are being proud and being a part of a school community and that just doesn't go along with just the logo we already know this this goes along with the sense of belongingness or feeling safe we're getting to know each other with being welcoming it's all part of a you know a lot of things you know it changed into a lot of factors a logo is ultimately just one of many opportunities we can try and unite that but ultimately my peers said that they want something that represent them that's why I personally went for the Jaguar even though maybe they didn't seem like you know it put them Best But at the very least they had something that could represent them and we could learn to become more familiar with thank you that's the question other thoughts questions before we was there anyway um and I know it's already too late but I was there any way that you guys could have maybe you know how you do the drawing contest to all the kids in the school maybe some Gladstone some Azusa to have like a contest maybe narrow it down to like 20 right and then bringing the ideas here and then we could have voted like that wouldn't that have been easier because then this way you know it's coming from Gladstone and also from Azusa like you could have picked five and five and that's it just leave it Anonymous and whatever wins wins you know what I mean because obviously who's gonna relate most students or just parents we're people from the community and we can't really relate to what they're saying except for the fact that we're voting and we're trying to use our best judgment but I mean ultimately it's going to be them who are going to carry that years they're not graduating yet you know because now they're going to be known as something else you know like she said it doesn't relate to them and if you say you know Azusa Aztec Jaguars it's like it's kind of weird but I mean because I did vote no mascot but just because I was like I want to see what it would look like to just put an idea right instead of a mascot you know maybe that would have related more but again I'm not a student I know I've heard students I mean I'm sure you've heard other people say like why didn't they choose this or why are they doing this you know I think that would have been the best bet to get ideas habitable and ultimately have a team like this and then vote on it one one comment I think that went out the window when Board of Education decided Aztec because the keeping of the word Aztec does not allow wiggle room really for they're not being that kind of awkward or slightly you know disconnected connection you know so it's we're we're in a bind and I think if that were to go for that had to come from the students in the future are something else and even though I agree with you like that's that process is what sounds right to me also but at the same time it's the Aztec was kept therefore we have to kind of work in those parameters of that word being kept well it should be fair worth our student meetings last year I know that the principal came to Sarah and met with Sarah tried to meet with Sarah students he came to Gladstone too so I mean and I know he spoke to his other students as well and I think that our Hope was that you know given people's connections and their various you know areas they're representing various groups right that you're bringing in opinions and voices from those groups right so it's not just us sitting at the table but like Natalie said right she was speaking with fellow students right talking to them about yeah I think the other part about this and we're going to talk about this again right it's the education part like how people didn't understand why the aspect was an issue and then second people don't even know about the Jaguar either they don't know it's an animal that was in the Americas and in America and also was situated in various parts so that's the other part right when we talk about mascots people never really think about it although people should um and this is even questioning other mascots out there but um I think like once the education also comes and people can feel more connected to something you know on most of the times we don't feel connected to a simple unless we understand that symbol and I think it goes for everything we don't know the value of something until we understand the history until we understand what it means and all of that it's helpful thank you all right so at this point given where we are um do we want to do a quick revote just since we were presented with this extra information yeah or do we leave it as is do we take a vote on this yeah raise your hand high and proud if you want to do a repo one two three four five three four five I don't care so if you want me to write it out um sorry to interrupt I did on my internet went out so I don't know what we're voting for my internet cut what were we voting for oh just a question what could we wanted to do a Revo after that that most recent like uh the presentation of the the no mascot images oh okay all right it sounds like there's not a not a majority not a majority to do that um and so I mean I think this is where we're at as a committee um again I know this is not the easiest thing in the world so I appreciate your time I appreciate your commitment and I appreciate your voice uh to it um so I'll say it again just so it can start ringing right as it was like high school Aztecs over the Jaguars um and now for sure we will need to come back to another meeting to discuss imagery and discuss wants needs desires ideas on what this might look like Sarah gave us a running start uh with with some possibilities of what this might be but again we'll have a design firm that will listen acutely to that conversation that we are going to have and um try to represent that voice in in a set in a in a logo mascot Set uh for azuzah for Azusa High School um and for those of you who voted no mascots um the idea is that you you put into that the things that you're passionate about please bring those to our next meeting because those can also be incorporated right into the local thousand percent so next week I'm going to be working um serving as a co-worker for the election so I'm not going to be next Monday holidays oh yeah so November so I so we'll we'll put out we'll put out because again I always feel bad when when I look at the clock and it's past our time and the time that you have committed to this so we'll put something out I'll also put up a quick Google form if anyone is interested in coming to the Board of Education again I think it'd be awesome to hear it from the committee not for me I think that would be that would be great um and so I'll move forward to put on the board agenda for 11-1 just to make the official announcement to the board of education of where we are going with this where we landed on this and then if we haven't had that discussion that's fine then we'll say that on the other one we'll say on this date we're going to come together and we're going to have an opportunity to to talk about what it might look like or the things that we want to see represented in the mascot um and then the design firm will start getting ready and a little bit to your point um that's also going to be choices and so maybe this is a way to all the community involved the the student body and the families and say here here are some some different options that fit into what this committee talked about and maybe we can have some kind of Engagement around around that piece because there's a concrete idea now correct there could be you know Jaguar one two and three yeah kind of put it out there and get the ideas from the kids to see you know this is what it is now what do you think I mean I I think there's even possible the possibility of having like students just submit their ideas before your age is being a design permit right yeah and to speak on that I agree with it let the students decide that part but make sure it's Equitable from both high schools yeah right yeah make sure that's the emphasis on that word yeah just think honestly if we include the students the ones that are incoming because they're the ones that are going to feel it the most when they walk on that campus for the first time as Aztecs we need to also ensure that the Jaguars doesn't isn't like I don't know of like also having some aspect stuff on it correct so yeah and that'll be part of that conversation a thousand percent so so I know we're out of time um I'm wondering do we need are there action items here like do we need to decide how we're going to students and like what we're going to ask them to submit I think it shouldn't just be the incoming freshmen who are going to be there next year it I think it should correctly no no no the current students will be coming in two years two is through the high school to get okay the 10th and the current 10th grade but also to include the incoming uh freshmen all right next year so for our next meeting maybe like in the in between time we can be thinking about like how we want to involve students like what how that that kind of um like what that call might look like right what we might ask them to submit um and and how that conversation might go and then we can talk about that yeah yeah what are we looking at for the next meeting oh you want to decide that right now yeah we should okay um the next well [Music] um it's not going to be before the board meeting no no no I have to go but thank you Miss Ford will text me the rest if she can Yeah by everybody thank you the next one is November 7th that work oh yeah I'm not gonna be here the the how about other folks so November 7th meetings that's who discuss logistics for how we're rolling out you know this kind of voting phase from you know the students or is that I think I think part one I think part one is really speaking into the do's and don'ts on the Jaguar right and so again so that so that we can be very clear about that because I think that is of the utmost importance um right that we voice what this Jaguar is because I mean that can go from caricature right to ferocious right depending on on where where it is and what we see it I think like for instance an example right that it doesn't have any Aztec uh imagery that would not be represented well or whatever and so I think that's the most important conversation and then given the bandwidth of that meeting we can definitely talk about next steps at that point in time we will have a new tool in the district that we might consider it's called thought exchange um and so that's like a survey slash social media tool um that has proven to be quite awesome and other districts are using a very in a very cool way and so maybe that's a an Avenue with nobody might want to consider but yeah we could talk about all those kinds of things that our wish list if you will of how we move to a final decision of what is going to look like so we're looking at November 7th quick that's what I would suggest but I mean again I'm open to investors that's fine because I can do that if that's the possible yeah I mean I don't know what time I actually get off that day but if it's possible then I can just join it whenever I do but I think you know we've got you're good about it so should I think uh if I have to send that one out it's fine okay sounds good thank you all thank you I mean I know you know these decisions can be disappointing and and challenging and all of that but thank you for for all of the effort that you put into this and for being here all right we'll see you on seven thank you everyone thank you

at that point we immediately jumped on the opportunity to issue an RFP a small community came together to review those responses a larger group came together to go sit through a demonstration and also a q a with PowerSchool and talking with other other districts as references we found PowerSchool to have the best product or best meet our needs for a new student information system we believe the enhancements for registration specifically for our parents but also for us and making sure working with some some really good data on a regular basis PowerSchool provides the best option for us at this point uh so with that they've also part of their proposals waived the first year fees and simply have a reduced cost for the training and ramp up the idea we would go live with them uh when we normally do our rollover in July of 2023 and instead of doing the rollover we'll go live with PowerSchool as our student information system as we start the next school year I think everybody who reviewed it we're very excited about the Opera opportunities that this new student information system provides us and we're excited to move on from there so with that we're recommending the approval of the five-year agreement with PowerSchool group I think you've heard the recommendation to prove this five-year agreement with PowerSchool group a motion to approve I moved by Mr Smith segment by Mr babjac ENT questions comments from Mr Reese the only question I have is what school districts are currently using they currently have over 200 districts in the state of Indiana it's a national Nationwide firm but they do 200 districts and it's just our state which is about two-thirds and how long have we used RDS I think since I've been on the board we've been with RDS for student information I think we looked at it was around 40 years 40 yes we're excited about the change yeah all right yeah okay I'm sure some parents right now that have registered on RDS are clapping at home so yes I I agree and thank you are all involved for you had this sound like a deadline of May of 24 you said but to jump and move quickly on it makes everybody happier that much sooner right so thank you um any other questions all those in favor signify by saying aye aye opposed motion carries five zero and 4.4 is the one year extension of Health Access Health ex healthy access Clinic agreement Mr Reese thank you Mr President members of the board your current agreement for a clinic through our health insurance ends December of 2022 you started that in December of 2020 so it's a two-year agreement we're simply asking for an extension for a third year of that same agreement Franciscan has agreed not to increase the cost uh it's a percentage-based cost on my amount of participation we have seen some quite a bit of increased participation this year we're up almost 50 percent through September compared to what we had to use the clinics for January through December so we had about 600 visits last calendar year and through September we're up uh over 900.

we had made some suggestions um and ultimately nothing changed other than some names we did speak to our administrators and asked for procedures and policies to be communicated and that any sort of Investigations happen in a very timely manner so that all parties can come to a conclusion we also reviewed policy two colon 265 Title IX sexual harassment Grievous procedure we spoke in length about strengthening our positioning on sexual harassment here in the district including in our policies we added um words such as safe and psychological and physical and safety and making sure that employees and students know that we encourage them to report any sexual harassment or discrimination of any sexual in nature that we do not want them to feel like they are alone that there are resources and services for them and we did it all under the spirit of really supporting our students and everything that our student ambassadors and their committee have come forward with to make sure that everyone is is doing what they can in an environment that is safe we reviewed operational services for colon 60.

so we've had nice increase in the usage of the clinic which is good the idea of using the clinic again is to reduce our costs from doctor visits and prescriptions not to replace your your primary care physician but simply give you a quick Urgent Care also prescription relief uh to reduce your cost and also the distance cost for health insurance so with that we're recommending an extension of the one year for the healthy healthy Access program agreement with Franciscan hey Miss Reese you've heard that recommendation to prove the amendment to the healthy Access program agreement with Frisk Frisk Franciscan working well by Mr Angel and uh second by Mr babjek questions or comments from Mr Reese can you um repeat the terms you said 600 through an entire year and then currently I did when you're saying that I was listening I just didn't hear the time yeah so the monthly visits in 2021 totaled 665.

a lot of pushback from Ali and myself with regard to the number the threshold number that we have decided to go with we had a lot of input from our policy committee last year that we felt very strongly about bringing it Forward because we have we had a very we have a very large committee and everyone was in agreement that we really wanted to set that threshold from 25 000 to 20. we understand that um press and is be filled at 25 000 as the number but that we wanted to set a an Illinois school code is is the threshold we wanted to set a precedent that we are really digging into the finances in the district and that we felt it was very important to start at the policy level the and to get that desired policy transparency we want it lowered and uh we understood that we were going below the threshold that was necessary uh policy four colon 140 student fees we had a lot of discussion around the student fees outstanding fees coming out of the last board meeting that we have we did on page two remove outstanding fees in order to make the policy compliant with press number five was removed because it was changed in the school code and we will continue more discussion both at the policy committee and with the board regarding student fees we also agreed five to zero to add outstanding student fees to the student handbook because we felt it was more impactful for parents and students and Guardians to see that information and the students rights and responsibilities because we probably don't have and I don't want to offend anybody but a lot of people are probably not looking to read through all of our many policies but we do feel that parents and Guardians and students have to read that rights and responsibilities and sign off on it so we felt it was very impactful in that place policy 5 colon 10 equal employment opportunity and work and recruitment um we really didn't do much with this uh we add we were consistent with what press wanted and under the first sentence and recruitment we took out and higher uh five colon 20 workplace harassment prohibited we included to make sure that we sent the message and our board attorney agreed that we were adding um if you were this if this investigation showed that that something of some impropriety had taken place it would include up to it including discharge 7 colon 20 harassment of students prohibited um we did add designee because uh there will be times where someone that is designated in our policy may not be available but um it will be the superintendent or designee should reasonable measures need to be taken we added cyber bullying to the first paragraph because we realize this is something of um high impact that is going on with a lot of students these days we also added again under enforcement up to and including discharge and finally policy 7 colon 180 preventing bullying intimidation and harassment the policy is posted with the name changes of the non-discriminated non-discrimination coordinator and the district complaint managers we did request to get input from the student ambassador committee on better to address how to better address The Bullying issue as we know that is something that has been brought forward to the board many times and we have shared that with Dr sparlin so I know that that will be Ally did you want to add anything can I ask a follow-up question on that yes are we um are we bringing back student fees to discuss again and what's the timeline on that do we know and it's not necessarily directed at you but but yes we will be bringing back student fees and uh Dr pesky I know you have more to say about that but I know when we talked about like changing the student fees and bringing that conversation back up in time so we could get at the correct Publications for next year correct correct can we though before next year find out if they can set payment plan because it fix the inequities and then discuss it to these for example that is but there's we just some of it is policy and some of his procedure um so that is more procedural the policy will probably still move forward for first read and so forth um but we know that and I know Dr Kincaid has shared with us that it is something that is on her um from a procedural standpoint is on their administrative to-do list so it's that's continuing so this is a policy that I was planning on bringing it up during the policy discussion maybe should we is that a more appropriate time this is a policy that has yes financial implications what Maureen has I would want to hear those what Maureen has shared with us and impressed upon us is when it comes to the policy we want to make sure that um the administration isn't um either you know prevented from doing their work or or so forth so clearly we can talk about it but I think in this regard it's about what the changes we've made to the policy talking more about the student fees will come at a an agenda Point well the change to the policy that there is a financial impact okay well I mean there just is n't so I I and that's why I think we talk about like to put it in a bigger context we are going to present the five-year projection so kind of take a look at our financial position and then those options like an a b or c if we were to reduce the fees what would that look like in light of our financial project okay if you got prepared with the dollar amount for this particular policy change then like I said I want to fix those inequities now so and the other thing that will take place on the policy committee is we will I don't remember the timing but we will actually bring forward the student rights and responsibilities and we will go through it painstakingly word for word and that will be another time where we talk about what it is we want to communicate to our our families about student fees so again we want to make sure that the policy um is is more of the umbrella of what there will be student fees and that if there is outstanding fees there will be a process but that needs to be handled procedurally is that fair Marine yeah it's just the policy as it is today is meant as uh deterrent right yes we did take that out yeah yeah that's the part that obviously if there's no you know right right so and Dr Kincaid did also share with us what is required in press and so now we have a policy that has been reviewed by um all of their lawyers and we feel that it is very consistent and it will allow our administrators to make more of an impact in the students rights and responsibilities and at the procedural level okay I think I'm good now we'll have our committee report for teaching and learning um you shift gears here um teaching and learning committee met uh Tuesday October 8 18.

now this takes out our time for the entire year for the entire year so 12 months 665 visits uh so far through 2022 through September so only nine months worth we're at 928 and that doesn't count uh the wellness visits we had February and March were over 300 of our employees were able to attend get go get their Wellness visits so more and more usage this year which is a big positive access to secure that at no additional cost is huge with if nobody's noticed we have a little bit of inflation problem going on so to not consider that is a great thing you know we would like to get those numbers even higher and pay them more money with the idea being that that reduced our actual claim cost on our health insurance so more people attending the clinic for those regular routine Services is really what we're aiming for any other questions or comments not all those in favor saying five by saying aye aye um opposed motion carries 5-0 uh now before we move to we're going to move to 4.5 um so everybody's aware uh Mr Hoffman you know that with the Indiana code you will not be able to be allowed to participate on a budget vote remotely so um just as we move forward you guys know where Tom would have to be excluded from this uh 4.5 is to approve the 2023 budget forms and resolutions Mr Reese thank you Mr President members of the board we have three resolutions for you tonight form four resolution establishes your Appropriations for calendar year 2023 for what I'm going to call the governmental funds or education operations referendum operating Debt Service and rainy day with that you also have resolution 18 which is to establish the 2023 capital projects plan and also the resolution 819 which is the bus replacement plan for 2023 as well the public hearing for all three of these resolutions and the budgets was held on your regular board meeting in September 26th in which we had no comment at that point regarding the budgets there have been no change from that public hearing to the adopted budgets that they're being presented tonight it's my recommendation you approve resolutions 817 8 18 and 819 establishing your Appropriations levies and tax rates for 2023 along with the 2023 capital projects plan and the 2023 bus replacement plan foreign for the recommendation to prove to 23 budgets the 23 capital projects plan 23 bus replacement plan and the corresponding forms and resolutions as they're presented we have a motion to approve d moved by Mr angel uh second by Mr Smith who have questions or comments from Mr Reese on the uh opposed budgets if not all those in favor signify by saying aye aye opposed that motion carries or zero uh moving on to information items we can start with superintendent discussion groups anyone that want to volunteer any information either Cedar Lake Winfield Crown Point uh Mr Smith anything to see you later the only thing I saw that from Cedar Lake that came out as they're attending on dredging the lake I think right after July 4th of next year which which would be a great thing for the community I believe that's starting so that's kind of going to be an interesting time out there in Cedar Lake and um other than that nothing that would impact our schools in any way not not that you guys would know off top here but how often might that happen anybody know oh well I think it's been a long while over 20 years I know they're excited about it I feel like remember hearing something about that back in the 90s I would say yeah okay um so Mr Hoffman anything you'd like to share from everything Ford as far Decisions by either Winfield or Crown Point due to my impending retirement from the board we will have to coordinate replacements for both the Crown Point and the Winfield everybody if you couldn't hear that Mr Hoffman offered that with his retirement from the board we'll be looking to replace the uh Redevelopment commissions for Winfield and the City of Crown Point okay thank you Mr Robinson um let's move to Dave do we know if that wow do we know if that will be will we be able to appoint that person or will that be appointed by the city has Tom correct me if I'm wrong that position was appointed by the city correct previously the Town Council in Winfield I need the appointment he made the appointment in Crown Point Tom is it correct that we you the board makes a recommendation to them and then they make the appointment okay there was a legislative effort probably two three years ago to try to change that so school boards could appoint their own and also to make it so they could vote yeah yeah but I don't think that went through yeah I would think with the relationship we have with both of them that they would hopefully honor a recommendation we make a recommendation they'll support that as well so yeah we can work through that in time before you retire that may be invite and that's probably a conversation for a later time but Tom before you leave one of the things we'll ask you to do is to help us with that transition and working through that process ations with anybody at Winfield good okay thank you thank you director of Elementary education Mr Excuse me director of Elementary education Mr mirrors thank you Mr President board members I'd just like to take this opportunity to thank our teachers we have a very busy week this week with parent-teacher conferences coming up and this is really an invaluable time for us to partner with our families and so we thank our families as well for making the time to either come in or to zoom or phone call so that we can share strengths of the students as well as then opportunities for growth we really are appreciative of what success we've had with parent conferences in the past and our teachers time as well as our family so we're very appreciative of that as well as then another exciting thing happening in the elementary world is Red Ribbon Week and really again supporting and highlighting the importance of being drug free as well as bully free and our schools do a really great job of emphasizing the importance of both of those for our students to be healthy and um safe at school any questions if there's any chance could we get like a general idea percentage of attendees from parental involvement on those yes I have um requested and so once the parent conferences occur which will happen this week as well as next week they will share that information with me so I can have it for you at the next um either meeting or share it with you via email thank you very much of course so the light bulb just went off there there's a something I've been meaning to ask it's come to us through an email a few times speaking of percentages uh are the elementaries right now posting a absentee percentage on a weekly basis is there something that's out there available to the public or that shared with you guys or some maybe might be doing it might not be I have seen one school that has been acknowledging a class that has the best attendance and I've seen that posted on social media I have not seen specific rates it's just generally a picture of the class that I think that they get kind of that recognition I don't know if that's maybe what you're referring no I'll actually I'll actually say here shame on me I think it came as soon as you said that it triggered a thought um I think the question came either to me or the entire board in the beginning of the school year it was a question or a request why we may or may not issue attendance rates um I think it came from the concern of in Rising sickness and potentially wanting to keep a child out of school if they were concerned so I don't know how available those rates may be or if it's something this for now this isn't you know what I've shared is probably enough for you to go back and you know consider what they may be looking for but I'm sorry I should have asked that a couple months ago yeah if there's a specific that they're looking for I have not seen any type of numeric attendance rate being publicized simply a best attendance okay in the school then that class being highlighted the one issue that we do have is if our attendance rate drops above 20 percent being absent then we have to contact the health board and work through them if there's some kind of illness that is going on but other than that there really isn't any other requirement anything that you know we haven't talked through that you guys would like to see I don't know if maybe I've if maybe I've seen it as a parent in the past somewhere that you know the tennis rates currently 96 and yeah so Mr key was not in his head I no and I don't know whether it's 98 or 96 I don't know how valuable that may be or how readily that is to share but just uh something worth it no thank you for that feedback do you have something Marty I'm just going to say that it used to be a metric for like Awards and recognition in the state and it's just about it it's just not a metric anyway it was more shared for the acknowledgment of good attendance for correct being involved okay um well if anyone's listening that sent that email I apologize I should ask that a couple months ago moving forward the director of secondary education Mr Gene for me thank you Mr President uh just one item to share on September 28th and 29th I had the opportunity to attend the I case fall conference which is the Indiana Council of Administrators of special education not a conference I generally attend but I did attend with some colleagues uh our director of exceptional Ed Heather pasquez our assistant director Kelly oost of exceptional Ed and then our principal at Colonel wheeler and we actually were presenters there as well we presented on uh the progress that Colonel wheeler middle school has made in including their applied skills students into the general classroom and I just the hard work that's happening at that Middle School from the the staff teachers the kids and parents everyone involved it's really taking some really big steps forward and I was just kind of proud to be part of that team it was also great to see our directors of exceptional Ed how well respected they are not only in our community but out amongst other corporations and uh the presentation went really well we had really great positive feedback and like any time you go to a conference like that you start to get a lot of other ideas from other corporations as people stand and stay after and talk to you and so it's just a great um experience and we're in our first steps working over there at Colonel wheeler on this but it's really coming along so it was a good process and I really thanked them for all their hard work as well I mentioned with that the individuals who did our audit our exceptional Ed audit were there oh yeah and we're amazed I think is an accurate word of how far we've come in the last couple of years with exceptional Ed so thank you Heather and Kelly and everyone for their work in that area thank you director of exceptional education Ms pascus good evening Mr warning members of the board Mr G and Fermi left out were doing the same presentation for the Indiana high school principals Association conference next month so excited to present it in front of a general education off audience I wanted to recognize some Community Partnerships that we have built in our growing our students in high school in our 18 to 22 year old students who don't earn a diploma but are getting a certificate of completion we are charged with um helping them build vocational skills because that's really our goal for gainful employment when they leave us and the YMCA last year really Marissa dubstadt is our transition coordinator and has worked with them on building quite a partnership where kids even worked there over the summer and then Centier Bank is actually having a representative co-teach with her at the high school personal finance for some of our students which is a great new program and then we have two new businesses jelsosomos and Station 21 who have been willing to take on working with some of our students and helping them get those job skills so thank you thank you Miss pascus uh chief chief I've done that a few times human resource officer Mr Akio thank you Mr President and board members of two items to highlight uh today one is very exciting a long time coming we've received our first one of two activity buses activity buses meeting uh decorated bus with a logo on it it's white and red rights and it's um it just came in this week today I think it came in a little late later last week yeah yeah but Dr Terrell had a chance to go out there and check it out and take some pictures but um long time coming for this um with supply chain issues and that getting outfitted and decorated and and you know all the different things added on to it from the actual manufacturer we're just so excited to have this thing here and we've actually gave possession of it so number two is coming very soon as well so we'll have two activity buses so hopefully you'll see uh in some of our activities and our trips say a sporty new Sharp Crown Point Community School Corporation bus taking our students to different events so I just want to congratulate everybody there especially uh you know Monica over in transportation and all that have supported the effort to get these uh you know onboard and operating so be on the lookout for those the second one is more to my right here uh Brooke Allen I want to go ahead and congratulate her on um getting parent Square which is a mass communication module up and running and she's worked very hard at this um and it's it's not been easy lift transitioning from what we use School messenger now into this new upgraded messaging platform we actually had our first test message right before fall break and maybe she'll talk about that here in a little bit so I I knew I was going to steal your thunder a little bit but I just wanted to shine a little Spotlight on her so if you haven't noticed the improvements in our our comms our communication across the corporation that's what branding you know how we push information out um just want to thank Brooke for all that she's done to really step up our game in this area thank you Mr Cuba it's the business office Mr Reese I have nothing this evening thank you thank you and moving quickly to director of community director of communications Miss Allen thank you Mr Q I did steal my thunder a little bit but I need to thank Chris Phillips from our I.T Department who helped iron out the last pickup in this parent Square transition and that is making sure our teachers can now use the platform as well So eventually we'll be able to replace dojo and remind and all of those many apps that I think teachers are having to use or even pay for themselves and so parent Square will alleviate a lot of those issues and I'm looking forward to that hopefully next semester we'll offer it as an option to teachers who are ready to go ahead and jump on board and then eventually it'll be a requirement So yeah thank you to Chris Brooke before we leave you could you also give the board an update on the school board candidates page that's coming to our website sure yes we received quite a few phone calls and emails over the past couple of weeks regarding School Board candidates and where folks can go to find more information there was not one centralized location for that so we developed a short questionnaire and distributed that to all of the candidates and it was on our website it was released on our website this afternoon so if you go to the main page of our website there's a little pop-up that will take you right to the questionnaire you can read everyone's responses in one place foreign so a few things I want to bring to your attention really excited uh had this idea uh a while ago and tomorrow we're actually going to see it come to fruition and that is with our faith response team so we have a group of 12 individuals here in our community across all the different religious groups that might be here that are going to come together tomorrow and go through a half day of training from our end about our Safety and Security plans but then also to get input from different providers that we work with so in the event that there's a tragedy or some other weather related event anything that would come up where we could use a set of extra hands in our buildings to help us they're going to go through that training and then we'll be ready to start responding as needed that'll be something that we will use that I will use on a on a case-by-case basis to say well maybe it's two this time maybe it's five maybe we need all 12 depending on what situation is so really pleased and excited about that and looking forward to partnering can even further many of these individuals represent organizations or churches Who currently have relationships with our schools and Partnerships with our schools already so really excited about that I've heard a lot of great things about people enjoying fall break coming back looking a little bit more tan a lot more rusted and relaxed and talking with some of our teachers I trust you guys and had a great fall break as well in your emails this evening sent you an update the latest update on our construction projects excited to tell you we have now added Eisenhower to the mix and that has the construction process has begun there as well so um it's just going everywhere right now and uh really doing well though with it supply lines continue to not be an issue we continue to be where we need to be there Dion and Skillman is doing a great job with that as well um tonight was mentioned a couple different things about presentations uh we're really trying to make a and put an emphasis on our people sharing What's Happening Here we feel like we're a leader in the state and we want to make sure that we're getting out the things that we're doing here we've had two different presentations at isbo which is the finance portion of our state organizations I already presented there with our new teacher orientation process Mike molaski also presented there uh similar topic as well and then you heard about the eye case and then that'll also be done at the principles Association and then you guys were able to attend the school board in a Superintendent's Association presentation that Brooke I was there but Brooke was the one that took over and really did a great job with that so I appreciate the extra time that it takes for our people to get out there and do that but it's a great growing opportunity for us as well to hear responses and ways that we can improve ways that we get ideas from other people of how we can even make changes and make that the best that it can be so thank you to all of you in here that are doing that and we appreciate it and continue to look for ways to reach out and get the word out there about Crown Point throughout our our state thank you Dr Terrell how about other other businesses the board um anybody have anything I'd like to talk about this evening I know we have the regional dinner coming up right Diana third okay anything else anybody I'm sure I want to piggyback the uh compliment to Brooke for you know we were personally able to attend uh and yeah School Board conference in I mentioned this I believe I went over coffee talks and it already feels like it was so long ago now it was only like three weeks ago or something like that but um attending those for quite a while and seeing a usually the rooms are 40 50 full and I would say you probably had a 78 you know maybe a 70 70 80 percent attendance and I really think that I've never seen um the crowd so drawn to what was being said you delivered excellent you made Crown Point look unbelievable I mean all the districts were how are you guys doing this uh she's amazing three people try to offer a job before we walked out of the room maybe five I don't know um but uh to go so far so fast with uh one and here's my highlight to the whole what we listened to I'm sure Scott you could probably name a few too but when she showed a newsball a newsletter there was nothing but words of accomplishments verse five pictures of kids achieving those accomplishments it was like it was amazing it was in a way it was a bit embarrassing as to what you were showing what it was to what it is now but um thank you so much for that whole thing and you know saying that to you because we were able to be there in person but Mr Kiwa Mr if you infer me everyone was like like Dr Charles said going around and sharing what we're doing and picking up things along the way is really appreciated I think from from Office board members um so you guys know we've added a non-compete Clause to Brooks concert yeah so she's here I also think it's worth um I also think it's worth mentioning that more than a few times recently um you hear the compliments to Mr Coulson and the continuous aware and improvements and Safety and Security um you know one came up it was just it was sent to me personally it wasn't like really a board thing but it was hey I there's a child that it was planning on getting in a fight and getting picked on and they had a Arrangement or whatever it may be and you know the old hears no I shouldn't say the old but they see something say something and you know word travels and uh I believe there was a a bit of a opportunity to make somebody feel a bit better or avoid a bad situation but I don't think it's just that I think it's happening you know all the time so again thank you for keeping up that progress and everyone's pretty uh that another message was just pretty much what's things going on in the world it's never it doesn't seem to be ever getting easier for public education and safety and um it was being shared with me that you know someone they attended I'm saying a lot of someone's come I'm being indirect to naming who these individuals may be but um they attended their own safety seminars and it was kind of like a check we're doing that check we're doing that check we're doing that it's uh just you know could always could never not do enough but I think it's really important to hear some track tracking and the compliments coming to share with you so thank you um and then uh probably save this for the statements appreciation but gosh the other one I had was that the uh the achievements of the uh touchdown club and you know what they're providing some of this stuff for the uh for the for the football team and I think it uh one of the reasons to mention it is that they're providing that's that or that's that group those parents providing for those kids so a lot of people are going to miss misconception that oh they the schools buying this or buying that or you know for but um I mean gosh when they when they go out there and doing the work to raise it um good for them and hope they continue their success so um all right so that was kind of like a appreciation to mention but any other business Mr Hoffman you have anything to share for other businesses aboard you said thumbs up he's good okay well something comes up to we can move forward to statements appreciation and still mix it in there if you want or Mr Smith yeah just just going back to the business of the board I think David and I had the opportunity to go around to I think we've hit four schools now and really it's a it's a great experience just to get to talk to the building leader and see what's going on in the schools and hopefully weren't too disruptive but uh it's really nice to catch up one of the things that became clear going back to officer Colson is just the um how much the communication has improved between the schools and then along with the police departments for each each area or even the county and that was just echoed constantly I mean it seems like that was a big issue that was resolved recently but I just want to commend as we walk through the schools you know the creativity that the staffs had because there's I mean it's it's amazing how they maximize space it continued to function I mean I had no idea I was just blown away so to the building leaders the teachers and the students who have adjusted and they're not missed in a beat it's it's just astonishing because there's things going on all around and they got wooden hallways and you know office spaces become classrooms or classrooms become offices and it's just amazing to see that the operations have continued and so I think for all those schools that have had to make those adjustments and accommodations I just want to commend them and say Well done because it's not easy and but they've done a great job of adjusting so great point any other other business if not we'll move to a board statements of appreciation and recognition we could start down back back to you Mr Smith if you have anything Mr Patrick I'll Echo Todd's comment about fall break I mean I heard personally from a lot of people that really appreciated the time off uh ran into families at the airports that were going on vacation and saw a lot of stuff on social media about that looked like people had a really good time with that week off for fall break so um no I think that was I think that's well you know hopefully the teachers are well rested a lot of them are coming back to parent-teacher conferences this week so um I know I have one scheduled myself and a teacher probably needs some time to prepare for it so hopefully they're relaxed and ready to go that's Randall I'd say that's great but when now you have a teacher in your family and he lives in your house and now he's home for a week I don't know if those circumstances are the greatest but uh that hits your mind we're all good with that moving forward but uh I had to mention that as uh not used to having the working new teacher home for a whole week and really nothing to do other than look ahead so I was going to mention something about Brooke as far as I've attended that ISB account for sale for 17 years and I've been in a lot of them to where you have a tendency late in the afternoon to doze off so I just want to say Kudos because it was done in a way to where she presented it to where you could understand it from a board member perspective now what a lot of people don't realize is US board members none of us usually grew up with an education background I had a dad that was a teacher brother I was a teacher all that aspect of it so you have to put it in layman's terms to how a board member is going to accept it of being inside a school corporation because it runs differently than all the businesses that we kind of do as individuals and it was very like pointed to where kudos to the one point that's all I'm going to say is to where she literally said there's a method so called the madness to where when you have something you have to put out there you have to have a plan of what needs to be put out and how it needs to be put out in a format to where you're making yourself look good if it's something good and yet if it's something that needs to be brought out to all you parents it needs to be put and presented as soon as possible and in a way that you understand that nothing might be earth-shattering but you need to be aware of this so great job on that is once again I've attended a lot of those things and it was well put together and well presented which I think is a real key so kudos to Brick on that and a few others presenting miss pascus Mr Gene Fermi moving forward Mr Kiwa if there's any way to get a copy of that or a so-called videotape of it we'd love to see that as well so we could not be able to attend can at least say you know job well done because we do have a lot of good things here at Crown Point and the fact that we're willing to share that with the state with other schools it should be because people are trying to copy Us in certain ways certain forms so why not share that so and then the only other appreciation is to all our athletic teams I don't want to leave anybody out whether it be our cross-country teams both qualifying for sectionals the girls team now qualifying for State the football team undefeated the volleyball team making it to Regionals uh soccer team making it to semi-state I mean just outstanding the boys tennis winning sectionals um just I mean if you think about that it goes on and on and on and it's pretty incredible that we're in that standard here at Crown Point to where you know kind of just goes unnoticed when you want a sectional crowd which that shouldn't happen for those individuals participating someone says oh it's almost expected wow yeah everything's not always you know Rosy at the top and you can't continue to do it for the years we continue to do it as a community so congratulations to all those players the coaches parents supporting their their kids in those Endeavors because it's not ever easy following those to each and every event to make sure you're there for your kid so that's all I have this evening Mr Hoffman did you have a board statements of appreciation and recognition of Brooke demanding a pay raise I too would like to commend her and I think one of the highest compliments it was probably paid as far as that presentation was when Harry Spradlin head of the Indiana school boards Association came over to Dr Carroll and he says I gave her a job offer that's a conclusion of her presentation uh like like Scott I've been attending these things for many years and it's difficult to try and find sessions to attend where you think you're going to learn something based upon my years on the school board my years on the board of directors of the Indiana school boards Association I can confidently say that that Crown Point Community School Corporation is ahead of the Curve we are one of the finest School corporations North of Indianapolis and I serve on a board with representatives from Avon Center Grove Zionsville Carmel Hamilton Southeastern Yorktown some of the finest School corporations in the state and they look to us from time to time for for ideas on what to do so I think that's a great compliment to the school corporation you know we we need to keep up the good work to you guys sitting there that normally are sitting beside me that are on my screen deserve a lot of credit for What's Happening Here as do Dr Carroll and our entire administrative team our support our teachers and our staff thank you thank you Tom one last uh lap round anybody I do not have I think it was all covered anything to write down myself after all that uh one one last lap and any last thoughts before we look for motion to adjourn I forgot one thing David yes Mr Bad Jack was talking about fall break I've had an excellent fall break so I just want to throw that in when did yours start right right okay we're all finished up uh promotion to adjourn so moved moved by Mr angel and second by Mr babjek all in favor signify by saying aye aye opposed post carries five zero

uh deep Dove particularly in the first two topics which was Junior High and high school math and then we did touch on uh reading curriculum and um also sorry the walkthrough process and then administrative training so the junior high and Elementary we discussed the utilization of collaborative structures and additional tools in the teaching toolbox it's groups of students working together but with individual accountability and equal roles utilizing leadership to model and describe usage and Faith correct me where I'm wrong okay we just did an overview of the district Improvement in school Improvement plan process and then highlighted some of the things from this year's plans yeah and um utilizing Medical Care vocabulary or standardizing math vocabulary so students aren't suddenly introduced to new vocabulary as they move into new grades and levels so this should uh help each kid you can't change everything all at once that's kind of the theory there utilizing success factors in Period one in junior high to fill in gaps in math um high school math again collaborative structure training utilizing Department chairs it's all about engaging students um it's kind of the example that if explicit instruction is very important but you might not be engaging every single student whereas with the collaborative structure you're more likely to have more engagement amongst the students and there's more student to student interaction taking place right where they where the the Educators see a greater increase in student understanding and learning with that that collaborative structure instruction excuse me and again this is just meant as a tool in the toolbox it's used in conjunction with explicit instruction and Independent Learning increases student voice it helps to build intellectual curiosity and ability to process information uh reading the framework is now established I believe throughout right yes our math framework is now K through 12 and I would even say uh for our Brokaw Learners out there early childhood past and then we have extended portions of the literacy framework to also be in high school now okay um look to determine what's working for broad implantation right um utilizing success factors in Period one for junior high to allow for more independent reading another way to improve love for and ability to read the walk-through process we stress that this is not meant as for punitive purposes communicate the positive point is to see how we are doing on classroom techniques on feedback is based on Frameworks for learning the last topic we discussed is that administrative training um I think that was maybe the last two or three minutes so I'm I require more conversation to be able to speak to that um and then overall it's good to hear that we are implementing practices shown to be effective utilize student voice improves engagement and ultimately student achievements what I really liked about um what the administration was sharing is the level of the addressing and I think we spoke very directly that our numbers from a reading standpoint and from Matt's standpoint for fast bridge and iar are not where we want them to be I don't think anybody is hiding that matter and I think the administration more than anybody realizes that there is a lot of work ahead of them but it was nice to see that um days we saw some growth that a little bit more than they expected so that was nice to hear and one of the things that we talked about was the iar the Illinois Readiness versus the fast Bridge which is the assessment we use in the district and do they align our fast Bridge actually is a tool that allows us to better assess really get more into where our students need help so that was great to hear and then we talked a lot about success maker and where it's helping fill the gaps for our students and I said successful yeah I was like I just want to make sure that we talk success maker um one of the things that I highlighted was that we've added 41 minutes of math to Junior High I think that's incredibly important we talked about how we talk a lot about elementary and we talk a lot about high school but sometimes we kind of forget about our Junior High kiddos and how important that is and the only one thing I want to say about collaborative structures because I was asking how much time we are spending on that and I think it's awesome but to make sure that it is just a tool in our toolbox and I really liked what faith said that it's working together but it individuals are accountable so it's letting the students work together but there's still an individual accountability for each of them so I really liked hearing about what is being done at the different levels and behaviorally in the seventh and eighth grade years they're really also looking and putting a focus on Executive function so I really appreciated hearing all of that and um I will say that it is very right now I know that article is swirling around and it's been on the news today already about the Nationwide scores for reading and math and I know that there is a lot going on at the administrative and the educator level to address that in our district can I ask a quick question about that Improvement I'm sorry go ahead just a quick question the Improvement is it is The Benchmark for that Improvement pre or post covet so we went to uh the fast Bridge assessment is relatively new for this District so there isn't really a pre-coveted measure of what that would look like but we were looking at our Envision 308 of we said we wanted a 10 percentage Point uh jump or increase and we set that pre-covered so we were concerned because our students are coming in lower than where they were at whether that rate of growth would apply and we're happy to say that we're exceeding that rate of growth at least so far okay yeah I did see that report but the good news on that report is that since uh kovid we're seeing growth so so that's the good news um I'm curious when you brought up brought up um plans and so forth and why it's escaping me I don't know I apologize um I know you tried to say something three times what's that I said I know you tried to say something three times it's fine um that's okay um we look at like climate and and and oh oh yes okay and I'm curious and and I'm really glad you brought up Junior High because I agreed it's something that tragically gets and like sit here and talk about societal constructs as to why I think junior high is working against itself but uh speaking of constructs I'm curious if the conversation ever comes up I know it sounds minor and I know it doesn't sound like something that would affect everything but I really really honestly think it has a bigger impact than we give it credit for the fact that our a 41 minute lunch for junior high I I'm curious if we were having that conversation because he just seems like huge heavy lift for the students but also our staff and I mean unstructured time is really our worst enemy and I'm curious if that conversation came up what what a little too little of unstructured time or what is that what no 41 minutes is an eternity for lunch I just wasn't sure what the concerned no I don't think anyone wants more than 41 minutes for lunch but they also this is the United States [Laughter] transitioning to I think it's important for like the sixth grade because they're transitioning to a little bit more structured well I'm not gonna I'm just gonna tell you how I feel they won't need it all that but maybe like they might need that for like a week or two but okay fair enough we did though I will say um we did really uh talk about gender data and um and the numbers that we're seeing in the district and how it affects instruction and uh faith has been digging into that for quite a while now but she's really digging into it now looking at our math and reading numbers and so obviously you will desegregate data more and more as you learn more but you right now that that's something that she and team need to focus on so we talked about that in culture and climate discussion so I think that Jared to your point Not only would I think that's interesting and I think that I would like our Administration to look at that and I I'm gonna say something and I feel like that I have to say it but I know it's a very loaded topic but we really need to look out with our busing issues at start times for high school and Elementary our elementary kids and our high our high school kids were getting just this week at 9 18 so they were missing their first couple of periods so I hope that that's a discussion that we can have I know it's it's loaded I know whenever it's talked about in the community everybody has a feeling um but high schoolers losing two periods of time and I don't see the busing situation getting tremendously better and the other thing on the flip side is is we really can't have our most vulnerable elementary students waiting for a bus out there on their own so Strokes speaking of societal construct right but also with regards to if we're really digging in on the instructional side you know missing two periods period maybe we need to look at a more holistic approach sorry Dr sparkling go ahead no I was just I was just I just mentioned that uh those are conversations that we're having and uh it's it is it's a loaded question there's not a there's not no good answers to it so we're looking into it because we have the same concerns you just mentioned Jen I've talked about prioritization and most impact the finances but we've also a challenge you know like if there's things that we can do kind of like things that you're saying that uh really would have limited impact on finances that can help improve so um I'm not saying that you know you don't have to have an answer or anything but we just say to teaching learning but yeah go ahead yeah yeah I'm sorry we didn't we didn't answer your question so uh Shannon looters and I uh and team uh each year that I've been here I've talked about how do we reduce lunch at the junior high uh and it's a pretty complicated how many supervisions and how much staff we have to be able to have those students do other things than have lunch so it is something we want to look into and there are some things as we go into next year and to conversations around contract and all of those things that we'd like to explore to have some more opportunities to change that okay it's awesome thank you thank you sir okay is that it anyone else want to make any comments all right 6.3 superintendo no I just I don't know if anybody had any um about the community advisory committee I I'll speak to it you'll speak to it later okay okay so 6.3 superintendent's report all right Saturday October 22nd was school school bus driver appreciation day and I wanted to take this opportunity to thank all of our employees of the OTA for everything they do as we know for many of our students bus drivers the first person first employee they see in the day and they they greet him with a good morning and they'll ask them boy that they see at the end of the day in the in they tell them they have a great evening and as simple as that sounds it's a big deal and it's very appreciated uh and we'd like to thank all of our SD 308 OTA members for everything that they do so in October 19th we helped first uh meeting of the newly formed Community advisory committee we began the meeting with a little Icebreaker activity with some trivia on SD 308 we did a getting to know you activity creating relationships with that committee with that large committee is uh is important and we spent some time doing nap we covered some housekeeping items with the procedures and the open meetings requirement and then Dr petsky provided a presentation on different aspects of school Finance which was very informative unfortunately we ran out of time for questions on the presentation but the presentation prior to that we did a three two one activity where we gave him a document we asked them to write down three things that they noticed or learned from the budget presentation two items that they would want others to in the community to know and one question that they may have had and we'll utilize that committee feedback in regards to building some of the agenda for the next meeting I received an email from one of the committee members after the meeting and I'm gonna I'm gonna share a small portion of it they said that was a very informative meeting I learned a lot about the inner workings of the school district I think the most eye-opening thing for me as a community member was seeing how efficient we have been with the money we have available to us that is that is definitely not the view amongst taxpayers how can we work together to get that message out to the community at large I think if we did that it would help increase uh and help people with uh knowing that their money is spent wisely so that's something that Dr petsky and I are working on uh he's working on an infographic that he will have in the website information to disseminate something he's going to share at the next committee as we wrap up the presentation from that first meeting and as I talked with a few people as they left they seem to that they seem to say that the meeting was um informative and they were looking forward to the next meeting um there's a lot of discussions afterwards yeah yes there were there were a lot of discussions afterwards uh people kind of stuck around and we're talking so I was able to kind of float around and and listen to some of those discussions and they seem they seem very positive I don't know if you wanted to share anything else with that regards to that you you had the opportunity to participate in the meeting Dominic so yeah oh yeah last second um but it was yeah it was it was it was good um you know the people that are in the finance committee said yeah we've gone through this information and you know but uh you know I think that um we tied in multiple committees and how the finance impacts everything and how deep teaching and learning impacts finance and how diversity and equity and you know impacts Finance impacts everything so um and then policy as well and teaching the learning yeah that that was the goal we knew that we knew that was the goal exactly so thank you for saying that because we knew the finance people would know uh you know that would that would information that they'd probably seen before but for three-fourths of that committee or more that was all new information and we tried to we tried to tie the four committees together and uh in the message that we sent so it sounds like we did a pretty good job yeah I think so Dr Sperling do you have those numbers in front of you uh which numbers well since then since it bus driver appreciate how many mil how many miles we Drive yes uh we we drive annually about 2.5 million miles or uh what does it how many times around the Earth I don't know I forgot but it was many times it was 250 maybe yeah 250 it would be 250 yes 250 times around the Earth in one year annually yes I mean we have a lot of kids that ride the bus and we pick them up in the morning and we drop them off in the evening and we save some shuttles during the day and those miles definitely had a so my final item that I wanted to mention is that on November 7th at 7 pm we have a first public forum of the year uh the theme for the evening is improving academic achievement uh and and that format for this forum will be different than what we've done in the past and it will be one that promotes conversation and dialogue between board members District level leaders and the community so it's something I think we're really looking forward to and we're going to have six tables set up one El table a Dei a special ed a Student Services HR Finance in the general education table will be set up and we're going to have three 15-minute sessions to provide the community members with the opportunity to visit each the different stations the board and directors will be at those tables uh we'll introduce themselves they'll talk a little bit about what they're doing in their Department to increase academic achievement and then then the rest of that time for each one of those sessions will be a q a for between the community members board members and District administration and at the beginning of the presentation faith is going to put a short presentation on what we're doing to improve academic achievement to kick off the evening so looking forward to it I think it's going to be a great evening and community members if you're listening we hope you come out that's my uh I know that was a little long-winded Mrs simultan but that's the update save the date again uh November 16th at Traver Junior High at seven o'clock P.M and then uh November what November 7th wait a second what was that date November 7th November 7th that's right 7 P.M you're welcome it's 0.4 our last advisory committee we finalized our PowerPoint slide in flyer that describes the committee our goals and mentions that we're looking for new members these resources will soon be available to it to two is very exciting we also made substantial edits to our Google form through which applicants will describe themselves their identity and their goals with the student advisory committee we changed some of the language and in the demographics and free response questions for inclusivity and Clarity purposes we added visual resources such as an identity wheel to guide our applicants through an open answer question our veteran members have also been preparing for the Triple I conference where we hope to represent the goals of our student advisory committee and how our school district is working on amplifying student voices concerns and ideas on a broader scale to unify our board and our student bodies through our past and current research we discussed some of the major ideas we want to emphasize at the conference with Dr Waller and are currently working on the slideshow for this um and before I go more into what we further accomplished at our last committee meeting I just want to say how thankful I am as I know many students will be for the policy work on bullying harassment and sexual harassment that was mentioned earlier our student advisory is dedicated as we know our board and our district is to contributing to progress in the area and from our end that'll be through continuous research and insight into student voice so thank you for that um after the application finalizations and Conference preparations that Caitlin had mentioned were finalized when we finished that we did continue our student advisory committee meeting by going through our data from our first student survey that was administered last year which was new for the majority of our committee and just to review the survey determine some of the focal issues our students identified across several several Fields such as academic Focus School structures social climate and student to student interactions through deep analysis of these results we've decided not to conduct another another student survey and instead focus on what was highlighted in the responses of our first student survey and is prevalent Across the Nation inside and outside of academic settings and this we decided to be mental health we recognize that mental health as impacted by faculty to student interactions and student to student interactions is a very multifaceted issue that spreads across and impacts a wide range of students and this stems from bullying academic consistency the necessary the necessity for two-way communication and mutual empathy understanding and trust between faculty and students so instead of conducting another student survey we thought it would be best to begin formulating another student survey that focused on the issue of mental health through the lens of how the learning environment impacts it and gather results from there to centralize our research in the future thank you so much 7.1 consent agenda are there any questions on the consent agenda I do want to make a statement that um Mrs Swanson and I did uh speak about the Freedom of Information request process and procedure and we have added it to our next policy committee meeting the last time the foia policy was reviewed was 2019 so we will be reviewing it to see if we want to make any changes or uh and bring it back to the board for a read and feedback so I just wanted to make everyone aware of that I appreciate that can I have a motion to approve the consent agenda please I make a motion to approve all items under consent including 7.1 minutes from the Board of Education meeting on October 11 2022 open and closed session and 7.2 to acknowledge the foia request received by the district second Miss Swanson aye Mr Cerrone all right Miss simultan aye Mr Gatewood aye Miss Johnson aye Mr cloger hi motion passes 6-0 item 8.1 is information on a transportation fuel bid Dr pesky yeah um so we had a three-year contract that expires in December so we went out to bid again to renew our fueled bid contract so included uh in the board information today is the results of that bid um did have a question so I'll just kind of I'll say the way that the fuel bid works and the numbers that you see on your information packet here we use a service called the oil price information service or Opus and uh Opus kind of sets the price on what they call Rack fuel so rack fuel is typically if you buy 8 000 gallons or more and we have a twelve thousand gallon tank so we do buy the rack pricing and so the numbers represented on here are we pay the rack price whatever the price is for fuel that day when we get it delivered plus a margin and in this case for fuel uh with the winning bid we were at uh we were at a 0.0337 and now we're going up 0.0361 so less than a half a cent per gallon uh question came up what what were the differences between the bids uh last year we spent about 625 000 on fuel and in that fuel the margin that we paid to our provider was about twenty one thousand dollars uh this low bid here would represent about twenty two thousand five hundred dollars or about fifteen hundred dollars more than we paid last year and the highest bid would have been about thirty six thousand dollars so it would have been about fourteen thousand more than what we paid last year so that's kind of how the numbers break down and it is the uh our existing supplier for the last three years was the low bid again this time so we work with a petroleum trade uh petroleum trades so every time we get a delivery of fuel we pay a different price we do we pay whatever the price for fuel is that day the the rack price so it's just like if you go to a bank to get a mortgage whatever that is whatever the interest rate that's what you get okay yep or maybe a better analogy is every time you go to the gas pump all right thank you Dr pesky uh item 8.2 was a first read on seven policies uh does the board have any questions on what has been provided I think you covered most of it in your in your policy report but there's one that I want to uh it is uh policy 4.60 I would um currently it's and I know that uh Miss Johnson said that there was lots of discussion in regards to moving that dollar amount down um I would also ask that we can um propose I'm proposing that we also include language not just for contracts but that dollar amount threshold also include any vendor so that the same level of reporting and information that we receive based on what's presented for contracts that are are above that threshold that it includes vendors for that amount as well so that you know hypothetically if a vendor reaches that the threshold that's mentioned they although they may not have a written contractual agreement it would still be something that's visible to the board so that we can review Etc so I'm just I'm just I don't know what the language would look like but I'm just recommending that we add in vendors as well I just off time I had my concerns would be is that a barrier for them doing their job and how typical would that be those are the two things I wouldn't mind I think if I heard you correctly Mr Gay what you're talking about it's an informational correct informational so just right when it I'm not asking anything else to be done just that once it's uh once once the once it reaches that threshold that we're just aware of whatever those contracted amounts are and I and Dr sparkling correct me if I'm wrong was that something that was done in the past or something similar to a report that some type of report that was provided to the previous boards on a consistent basis and I don't I don't think so no we have the contracts as Dr pesky said anything that's over 25 000 are on the uh on the website and uh if I like I said I heard you with the vendors anything once we get up to that minimum of 20 000 it looks like then there they what needs to trigger uh communication as well as I think we talked about adding something on the on the website as well yeah we could do the we could do the website just like we do contractors we could do the contractors and vendors at twenty thousand but to bring it to the board's attention we had mentioned maybe just adding a note on the consent agenda saying hey a vendor reached that 20 000 limit just so you're aware if there's any questions about it you can take it off and ask otherwise it's just a consent item so I don't wanna I don't want to gloss over Dominic's statement because it I do want to make sure that I don't answer for you when he says are we adding any additional work so you guys can confirm that and yes I think that would be great that if it's added to the consent agenda and I guess I'm adding this caveat so that you can consider what I'm saying and then that I would say not add and remove but add and leave as a running tally um leave that number on there it is that additional work okay can kind of treat it like the folio requests only have that running total for the year so correct yep we can figure that out so that we don't necessarily need to change the policy I think that the administrators um if and and you can the three of you can answer me and you Dr sparlin I think this board has been very clear that we are asking for come see with finances that we have we have felt and I won't speak for everybody else I'll speak by myself I'm sorry that we've had to sometimes pull information and it's taken a long time to get it I know that I've spoken with both Dr petsky and Dr Kincaid um and Dr Kincaid and I spoke last week about what types of uh reports are going to be helpful for the board everybody that I've spoken to has been very open to say we will get you what you need to help make these to help make better financial decisions the only the only caveat putting it in a policy well then once a new board is in place a new policy committee ends in place it will start it just becomes a little bit heavy-handed to do so I do believe that at this point and now in public in an open session we have stated that we are looking for the most transparency we can so that when we have our fiduciary responsibilities we know everything that's happening and there's no kind of gotcha so agree and I and I see that because to Dominic's point I'm not asking that we have to approve any vendor that's above 25 20 000 because that would be an undue burden I'm not asking for that I'm just asking to to have visibility to it Dr McCabe do you you have anything to add yep no and just in addition to that the the policy discussion was around um purchases that are not previously approved so that would come through to the board for approval at that 20 to 25 000 limit we are not looking to change the big procedures of 25 000 that would just be that um 20 to 25 as a unbudgeted expenditure coming forward first before purchase and we spoke in depth about the difference between operational and instructional instructional is somewhat cut and dry if you will they have to fill out a budget that has to go to isby and be approved and we see all that and that's approved it's more the operational side of things we're really trying to streamline processes and create economies of scale um everybody has heard me whining about paper in this district and how we buy paper and really was a simple example but of you know where can we look for economies of scale and so we're really focused on the operational side of of things so thank you for the for kind of confirming what we were talking about in our community meeting makes me happy very good item 8.3 is a five-year projection scenarios and uh variance reports so Dr Patsy yeah so uh in the memo for this just to add a little bit of context wanted to highlight for the board what are some of the revenue assumptions and what are some of the expenditure assumptions that are built into these five-year projections and then there are four different five-year projections that we'll look at that the board has asked for uh last year that we provided and these are to complement what we gave last year and then in addition to the five-year projections we also have the year-over-year changes so the previous five-year changes um that you would have seen so real quick one thing to point out our uh um we've got the revenue assumptions of a equalized assessed value our property values going up about four and a half percent per year we've got new property of about 20 million dollars each year built into these projections we also have a CPI estimate and uh this year we know for 2021 and for this year's CPI for the levy it'll be five percent every year after that the levy has typically been around or the CPI has typically been around two percent um and then cpprt our revenues from that our evidence-based funding we have a four percent uh growth in our evidence-based uh Foundation level every year um and then uh we also have our our federal grants and our man mandated categorical estimates in there for Revenue so as far as some of the expenditure highlights that we have um really a lot of that is uh collective bargaining agreement increases with our four different unions and uh what we're doing there our medical plan increases we have at about five percent every year our department budget increases go up about one percent per year our purchase Services Transportation Food Service uh things of that nature go up about two and a half percent and we've built in a contingency uh Staffing contingency and operations and maintenance if there's uh say a firework that goes off on a roof and we need to repair that it's nice to have some of those contingencies in place uh and then in addition to what what's included in these as an expense for the five-year projections are the curriculum renewal expenses that we'll have over the next five years as well can I asked a quick question I don't mean interrupt right from that right from the gate but I do have a question is it if if inflation does Stay High assuming we would see two things one we could we could I do want to emphasize could we could see a higher CPI in 2024 correct we could though also see some of these expenses on the other side be higher as well correct yep okay exactly right so yeah if CPI is eight percent and our purchase goods go up eight percent and salaries have to go up more than five percent and we our Levy capped at five percent then obviously we're in the negative we we would be able to produce we would we would uh spend we would get less for the for the money you just said some really great stuff can you speak into the microphone a little bit more so make sure everybody's here um all I was saying is so if inflation is eight percent um then our purchase goods and salaries and stuff along those lines could very well be over five percent which is our cap for the um for the levy so we would be um if that were the case we would have to cut Services essentially well or right which is the whole reason I asked for this in the first place or are we going we would need well we would become very dependent on not just the levy but the levy and ebf which was the whole reason I asked for this in the first place because here you are experiencing now for the first time inflation above CPI and if you aren't capturing the levy and ebf which I'm sorry because we're going to get into this conversation I know then you're not just talking about walking away from a levy if you if you're talking about walking away from a levy you should be coming with a list of cuts but we'll get into that sorry but I think it's also very important to almost fill in the blanks when we didn't capture that and the compound of that now we're looking at about said this number before and people have questioned me but we've not captured about 50 million dollars and when you think about that and where we're at today that was a decision that was made by the board at the time and I understand it at the time they did what they felt was best but this is where we are now and I think it's important to continue to talk about how history catches up with itself and here's where we are today so we have to continue to capture as much as we can because some things are not I mean ebf is a lot was 10 years uh I think we're in year four but the but the bill is the bill is or spending peace right so all of these things come into play but I think it's very important that why we are capturing the the full amount too as well that we would be needing to do that yeah and I can revisit that because this is a piece when we talk about the levy here in another month and a half I can talk about the impact of the levy at five percent and what that means absolutely yeah I have a feeling that that would be offset by increased expenditures so so I I think that this is appropriate now now if we were to say inflation is a 10 a year what would that mean then I think you'd be looking at a totally different graph yeah so so with those uh with those revenue and expenditure assumptions uh out there uh what I've provided for you on this first one I think the first thing to point out is uh uh at the very top of this sheet there are as you remember there's nine different funds in education but the sheets that we're sharing you for the projections are only five of those funds and they're listed at the top so the balances the revenues the expenditures are only reflective of the education fund operations and maintenance fund the transportation fund some imrf social security uh spending and then also our working cash which just has a little bit of Revenue and no expenditures because we enter fund loan those to where we what's not there what's that what's not there the what's not that problem the big ones that are not there there's two big ones that uh that we use which is uh our debt service which is about 33 million dollars to pay off our outstanding debt every year um and that that account that fund also has a small fund balance and then also what's not on there is capital projects fund 60 which kind of the operations and maintenance what we do on a day-to-day basis but then you've got your capital projects for like our d sub dollars and things of that nature Mr Gateway you know what was interesting at the uh at the committee meeting the other day uh Dr petsky put up a a community a tax bill and he talked about that that's you know that that service and a lot of people didn't realize that we have a Debt Service of 36 million dollars a year and what percentage of that Debt Service you know makes up the total tax bill and when in 2034 when that that service goes away the difference that'll make in regards to the the people people's taxes it was a really good point that you just what you just said reminded me of that and I just those numbers break down too if you look at our our educational tax rate we're at about 4.8 percent but we also have to collect the 36 million dollars to pay the debt service was which is an additional 1.6 percent to a homeowner so on a hundred or on a 300 000 home you know your taxes for the school would be about forty eight thousand or forty eight hundred dollars but then you also also have to add on to that the one point six percent or one thousand six hundred dollars um in debt service so if you can you compare us to other school districts we have a we have a a taxing rate of about six point four percent or other districts who don't have that debt service only have about 4.6 4.8 percent we're right there we didn't have the debt service which I think is important because you will hear people um in this district and they'll say I don't understand where all my tax dollars are going to my taxes are you know this high and and in their defense in in defense for people who say that um it does feel very high for a good reason because there you because and as I point out to people because you are making basically multiple mortgage pay on buildings that are not paid off thank you for saying that um and and we talk about the fast growth right and we talk about this committee that's trying to combine all these pieces the part that frustrates me as an educator we talk about um you know making sure that our students understand the federal piece and understand the state piece but let's face it and let's be honest with ourselves and and you know I'll Advocate this until I'm blue in the face when are our citizens educated on these local aspects these local levers and the answer is they're not um you know and and we we don't teach this stuff we don't educate this we do not teach this we expect someone to go out and buy a house and just figure it out that's that's that's our op that's how we operate right um and and Illinois is not the only state with high property taxes I'm not saying Illinois is a low tax state so please do not misconstrue my comments I understand that Illinois is a high tax state uh Illinois is not the only state with these issues even places that we think are low property tax States they're not and their experiencing the same problems because they're having high growth um and they're having the same problems for the same reasons because when people move in large numbers there has to be infrastructure and they have to build and they have debt and we don't and we don't teach this stuff it's not it's not fun um I mean we have student ambassadors how how would you take a class on local governance and sit here and take a class about talking about local property taxes would you be like yeah let's talk about local property taxes yes [Laughter] no no no you could definitely tell me no because you're being if you're being authentic and honest that's exactly what I want right like if I'm being authentic and honest like but I do know some people who are actually genuinely interested in that yeah but I'm not sure if the enrollment rate would be high enough right that's exactly right it might be like somebody like me and one other person right and yeah yeah so but this is one of the reasons why this new structure helps to support exactly what you're saying because I understand that Dr pesky um offered people to bring their their their tax bills to the next meeting I mean these are the kinds of things that I know that they do in other districts where they just have meetings where people bring their tax bills and they have all kinds of conversations around um the questions that they have and and the answers that are there for them and I think it's the piece that frustrates many of our of our community members is because they see that rate that you're talking about that six percent rate they don't understand why we don't have a parking lot why our football field is the way it is compared to other football fields why we why we um um have roofs that need repairing why we have HVAC systems that go out why we have some of the issues that we have and and the reason is when you look at the tax rate that is going towards the actual operational part portion of the school district it is not high well yeah because that's a low percentage we were the fastest growing District in the state of Illinois and we've doubled in the country and in the nation and we doubled in size and so we had to build how many schools did we build at one time we were two or three a year two or three a year for what many years many years that cost us what 300 million dollars yeah more like 500 million okay okay and so now you so people can understand why we have The Debt Service that we have so but I also think I'm sorry go ahead I I was I was at the the advisor committee and um you know I said so when this sixteen hundred dollars when that's when the that's paid off what happens with that sixteen hundred dollars oh we'll just find another way to spend it right but no it's we're legally obligated right we can't collect it we collect what we are paying for the debt obligation it's it's a wash so once there's no debt obligation then that goes away um so that was just something that um a lot of people like oh you know and then they started to realize and yeah because of the cross-functional nature of this being new information people were leaving with a lot more understanding instead but to I said in the audience of the committee meeting and that the the next part of that is what our district does with the money that we do have and back to Dr sparlin shared this earlier but when you see the numbers of what we do with seven or eight thousand dollars versus what the rest of the state does was seven eight nine thousand dollars we are incredibly efficient and so when we have to go make cuts it hurts really deep because we are already yes in a very efficient district and I do are we perfect no or do we need to constantly be looking for ways to save yes but I think that is very important the second thing is we also have to get out of this mindset that we've been in of kind of this payday loan mindset where we just have to do what we have to do today at some point we have to shift our thinking and start looking into the future and making decisions that may hurt short term but will provide long-term relief and I think that's what I've really struggled with and to Jared's point I was that Community member I was like not another tax this is ridiculous um and it until I really sat on this board I did not understand it all and that information is not readily available you really have to be a DOT connector and I didn't have the skills to do that and so somehow we as a board need to make sure that that is clear and and provide that information at people's fingertips I just want to connect one more dot I know it's not on here but I think this is very important earlier you said that one of the funds that was not represented uh was the um the capital expense or Capital expenditures so capital projects so when you look at the line for Surplus and you go out to 2027 where it's exciting because that says 6.1 million dollars so tell me um based on how many buildings we have 22 buildings uh what's the overall cost per year uh to service those buildings how much do we have and how how would it impact this Surplus number well and that's what's interesting because because we've been a district that it's been building we've been issuing referendum dollars to pay for the building and the maintenance of our old buildings and then now we're for the last since 2015 we've you've been using our debt service extension which is about three million dollars per year but if you look at the number of buildings we have and and the one thing while you guys are all talking to we did grow fast so we do have this mortgage payment but now all of our houses are 20 years old and guess what the lifespan is on the roof the HVAC the everything is time to be uh it's not paid off yet but it has to be uh refurbished or or replaced so we're we're kind of in that that area right now but to answer your question um with 20 23 buildings that we have um what a number that we would be looking for in our Capital Improvement projects would be about six to eight million dollars a year and right now the budget is nothing um we we do have our debt service which is three million dollars but that includes all the operations and maintenance and the capital projects so so and I'm going to combine both of what both of you just said this is why I get so passionate and this is why it's so very important that those people not in this room but who are in leadership positions in the community or who have positions in the community of of standing it is imperative that they understand and listen to these things because when they make I don't think they understand when they make comments like oh you have the money how damaging that is because when they do not when they make sound bites like that without understanding the entire picture um and any one of us I'm sure would volunteer and then and I'm sure anybody up here Dr sparlin or Dr pesky would would be glad we've we've done this in the past where we have met with government bodies and sat down and said here you go like we'll show you the picture right we've got no problem showing you the picture um and this is where it's confounding to me why um someone would not want to understand or see this picture to you to your credit Jen and exactly what you're saying right like until you immerse yourself in it you really don't get it I would even argue that some people who have come in here don't fully get it right um and that's why again I asked for these projections the way I I did and I'm not alone I'm not anyone but I really think this is very important and I can only hope that those people out there in important roles will look at this because if what you're asking for which you're about to see tonight if what you're asking for is to hold the levy then don't just make it about to raise taxes or not you're not asking about raising taxes or not you're asking about whether to Levy or make millions and millions of dollars worth of cuts or you're hoping ebf comes through or you're asking about making tens of millions of dollars of cuts so don't come in here and vote against the levy or don't say I'm against uh someone who's in favor of making sure we have funds for evidence-based formula unless you're walking in with a stack full of tens of millions of dollars worth of cuts and it is an election hold your elected officials who currently hold office and aren't up for election and who are currently running call them put them on the spot and ask them about this because I'm telling you I have much of I must have watched a hundred things today and nobody's talking about education talking about every every issue except this right and these numbers we have to be realistic and I was just trying to move give Dr pesky the ability to move along do not apologize station and just one of the undertones of the message that we had at the community advisory committee was to break it down on a per pupil basis because when you're talking like 215 million dollars it's like wow how much more money do you need well that 215 million in our expenditures every year breaks down to about twelve thousand five hundred dollars per pupil another example we used was transportation we have an 11 million dollar Transportation budget that sounds like a tremendous amount of money well we transport 11 500 kids every day every year and that that 11 million dollars breaks down to a thousand dollars per student per year or about five dollars a day in GA that includes gas and salaries and and the leases on the buses so it sounds like enormous dollars but when you break it down by what is the student benefit from that expenditure you really need to look at it and then it's not as much as you think and then relative to the average and you know and that's where we are much lower than the average but I also put it back on you Dr petsky and the rest of the administration communication Department you have to connect the dots for the community and we traditionally and historically have not done that well and we could have a lot more people that walked out of the CAC last week that were like wow I didn't know that if we get better at communicating that so we really need you know we talked about we've talked about going into homeowners uh you know clubhouses and our different neighborhoods and talking with Realtors and all that that stuff needs to happen because EV almost at least once a week there's somebody saying I'm moving tasks we go how are the schools people say the narrative you know everything that I'm in there is Jordan is a board member to say here you know come to do this do that we need to get better about that so I encourage you and I and I put that back on the administration's plate to to find a place we have a website let's and then I think Teresa's done a phenomenal job this year making the sure that all schools follow suit when the district comes out with some information and you get to see it across the district at every school that's really important so let's utilize um that those sources thanks everyone I really appreciate the conversation and that just started because Eugene asked one question what's not on that line so the top line again on the projections are the five accounts that are reflected in these five-year projections and that'll be important because when I show you the year-over-year variance I do include The Debt Service and the capital project accounts in the in that variant so we'll we'll show you what that looks like when we get there to Eugene's point though can you also talk about how we cannot for some funds to other funds and that came up a lot with uh in the last year or so so on this first scenario what you're looking at now in the top black line and white lettering are the accounts that are represented but in the kind of salmon orange colored line below that this is what I call our FY 23 base scenario so all of the assumptions that I feel are going to realistically happen are built into this assumption that's what I went through just before showing this slide on the numbers so when you look at these numbers uh the next the next out what you see are the columns so you see the budget for FY 2022 last year and how that relates to our projected budget and spending in FY 23 then next to that there's a percent change from one one year to the next year and then it goes on with the projected year 2024 2025 2026 and 2027.

so looking at that five-year time span across the top we first look at our revenue and we really look at our three large Revenue sources which is local state and federal dollars so following that across you can see in local local projections that's where I estimate what the levy what the levy is doing with CPI and uh and um increasing the levy based on the CPI for evidence-based funding you'll see that under the state revenue that I've increased that four percent every year now um or four percent uh so it goes up by about four million dollars per year after that and federal is a little confusing because uh last year we had 23 million now this year in federal dollars we've got 14 million next year it goes to 13 million that's because of the Esser dollars and that's balanced what we're bringing in is revenue we're spending so what are Ezra dollars emergency dollars that were given to us for covid thank you Eugene getting lost I was going to ask news yeah so our typical our typical Federal uh income is about eight and a half to ten million dollars so that's about normal for us uh revenue and normal expenditures but because of the Esser dollars the covid dollars it's a little bit higher um so you can take a look at the green line there and take a look at what our revenues are projected to be over the next five years and then you look at our expenditures and what I like about how this is presented is uh as you recall we're very much a people organization so 80 80 to 85 percent of our expenditures our salaries and benefits so the way we've broken up the expenditures are you can see we've got 235 million in revenue and FY 22 but right below it there we've got a 181 million dollars in salary and benefits and then everything else we do Professional Services utilities uh Transportation leases technology everything else is built into the other so if you look at that um you know our other spending is about 50 million dollars Jared question about that since you bring that up if we are if the if the labor market does not improve and the state um either stays Pat or there's no change in mandates um and we continue to have to increase what we have to Outsource for services and the amount of services that we have to um provide either stay stagnant or increases could some of these figures change in other words if we have to provide more outservicing which typically costs more money could we actually see this number drop as far as the overall um revenues the overall expenditures you mean yeah well expenditures go up right and could we see expenditures actually increase uh based off of what you have here yeah yeah um depending on what we do I I think that it's a conversation we have about with our our Associated or our bargained agreements and where where our salaries are and what we're able to fill and what our staffing looks like so you can see the financial impact of the Staffing picture is huge it's 80 to 85 percent of our budget so if we have to Outsource and spend more money um then yes you could see these numbers change okay thank you and then the last last number to point out here then below the revenues and the expenditures then is what is the what is the Surplus or the deficit how much money do we have um uh and as you can see in FY 22 we had 4.1 million dollars in uh uh in Surplus uh this year in FY 23 we're expected to see about 4.1 million dollars in a surplus and then in fy24 you can file that along we've got about 2.5 million now I think a really important point to talk about that Surplus is board is also not at a fund balance right now we're in a situation where we we need to issue tax anticipation warrants every year to the tune of about 25 million dollars because of cash flow so we really bring our Revenue in twice a year but in but we have to spend our expenditures every two weeks and so there's a little misalignment between when we collect the money and when we're able to spell spend the money in order to not have or not borrow money uh uh we're supposed to have about a 20 to 25 fund balance and what's that dollar amount dollar amount is about 50 million dollars and as you can see from these projections right now we're in 11 or a 25 million dollar fund balance where half of what we need that's why again we have 25 million that we can use for cash flow but in in a few months we're going [Music] so I got to borrow 25 million there's our 50 million dollars so 50 million dollars for that cash flow I would not have to pay and what does that cost us it costs us anywhere from 200 to 350 000 a year a year and and correct me if I'm wrong in some cases we are literally giving that money to neighboring school districts so in in theory taxpayers from this school district are giving money to other school districts because they're lending it to us they're about those are borrowing a public sale buses where they are hey here borrow you know 10 million dollars from us and then pay us you know pay us a hundred thousand dollars interest for that so uh we have uh had other local school districts by our bonds so that we can cover our cash so so I'm interested in best practice best practices 20 to 25 percent is that correct yes okay and so so I would I would the reason I bring this up here is be all of a 20 fund balance so we don't have to borrow money so with that four million dollar Surplus we can add it to the 25 million uh fund balance that we have now we're at 29 million we're almost there we just need to be up to 50 million this isn't a new board what I've been doing is paying off those early so that we can save something I mean it's not a huge amount of money but save twenty thousand dollars here save seventeen thousand dollars here in those interest payments that are going out so when we pay them off early so um that's I mean it all adds up right and this isn't a new board objective this is something that right and um it's been very low so it's it's creeping up um and again so it's best practice and then also you know if we didn't get those Esser funds during coven we would have just gone bankrupt oh uh no because what we did we in thing so we actually took that Revenue in and we spend those expenditures but we were able to balance um some of the initiatives that we had in progress and kind of supplement so we didn't have to use District dollars um kind of what I'm saying is if we had an extended issue and didn't get extra Revenue but we had extra expenses right but you're also going to want to continue those programs and we have no more Esther funds yeah and evidence for instance there is a we built uh my point is it's an emergency fund as well after 22 we want to keep built into the budget project s so like the 1.8 million in instructional leaders we will be able to hang on to right correct okay so then you know how you talked about um the the report that has the capital projects on it yeah and you said we it it costs about eight million dollars a year but we have zero dollars yeah so we went out and got bonds we sold we sold service extensions so about three million dollars a year right so in other words just like tax anticipation warrants which we use to pay for our operations we're doing the same thing with our debt on the capital Side by issuing bonds yes so we're borrowing a lot of money to pay for our operations Etc yeah well as Dr pesky just kind of mentioned in what you said this is the best case scenario here uh this first scenario that we're looking at and Mr Gatewood you mentioned or Miss Dr pesky you mentioned that we spend six to eight million for capital projects you look at the Surplus and I put the air quotes out there on purpose you see there there's you know there's only one year where there's a surplus of six million but in actuality we have six to eight million dollars worth of capital projects every year so you can look at it a couple different ways one way we're trying to build a fund balance not to issue taws and another we could be using all this money that's quoted as a surplus towards capital projects and that be not building the fund balance and then the other but then there's a whole nother thought of the things that we want to do and need to do that we can't do educationally yeah yeah and that is where and I'm not trying to harp on it tonight but what we have done historically is really hurting us right now and that that 50 million I mean whatever it might be it's somewhere around 50 million dollars and then you compound it over the last 20 25 years or 20 years it is I mean we're really having to make really hard decisions and um when it comes to the fact that what Jared Hit Upon where we're paying nurses we're paying um bus drivers outside of our own people and because of the issues we have whereas if we could have fulfilled those and come forward with a more robust situation maybe we wouldn't have to do that and that's what I was saying where we need some more Visionary thinking to figure out how we can stop living today and we can live today and in a future we've talked about that a lot yeah yeah for sure yeah so so so when we have our uh when we show our comprehensive facilities plan and we have all these items on our list of priorities we're borrowing money just to get those things done uh right now we are our debt service extension yep but in in 2026 which reflects a minus one and a half million dollars to put into capital projects and then next year in FY 27 I do build that up to three million dollars so we would have three million dollars a year towards Capital Improvement projects but it's that's still about you know three to five million short of what we realistically would need to get but do we have a comprehensive maintenance plan right now that can keep that stuff instead of 15 years yeah that's where 25 for instance the the plan that we have right now his roof was just replaced in 2020 and the wheatlands roof is already an expenditure 20 so we know in 22 years how much money we have to spend that year right but and replace that roof in that in that but I'm talking about a maintenance plan so that we can extend the life of those things preventative maintenance is what you're referring to right yeah that's where the uh the preventative maintenance plan comes into play you know this is a good conversation we still have more scenarios to go through but what is important is notice is that the projected fund bounce we are moving in the in the right direction absolutely we're moving in the right direction and because you are comparing Apples to Apples and by the year 2026 with what we're currently doing um we will be in the best financial shape this District's been in in a very very very long time we'll we'll hold on we might be moving in the right direction let's we have to look at these other slides oh like this happens we're again if you have an evidence-based funding comes in at four funding every year Yep this is this this should be a reality exactly so go ahead in the next slide so the next slide is this is no new ebf so now this project that we're looking at looking at this is no new ebf so now to clarify that last year we got 80 million dollars from the state and evidence-based funding to get a four percent increase or about 84 to 85 million dollars but some districts ended up moving from tier one to tier two and it left more dollars available to be given we're still in a tier one uh scenario and so we ended up getting five million more dollars than I had planned on so we got a nine percent increase in evidence-based funding so we went from 80 million to 89 million um and uh now the rest of the projections I or the rest of the years I still have a four percent increase in there so that's kind of the wild card is how is the state going to fund that the point I want to make here though is our foundation level right now with evidence-based funding is 89 million dollars it's what we got this year next year we are guaranteed 89 million but like you guys were talking with inflation and everything else if we get 89 million and we stay static but our expenditures go up you know it it puts us in a deficit situation so they evidence-based funding formula every year and our district has benefited that in an extra four percent or this year an extra nine percent or nine million dollars in extra evidence-based funding so when we say on this scenario no new ebf that doesn't mean ebf goes away that just means that we're held at 89 million dollars so these these projections everything is the same local and federal revenues and the expenditures everything's the same except if you look at the state revenue line going across you'll see that we are locked in in that at that uh not making a four percent increase we're staying at about 89 million in evidence-based funding for all those scenarios so how much of the nine million dollars went into our fund balance uh that's where the 4.1 million surplus that we're projected to have is so probably 9 million we got from the state you could say well that extra 4 million is going into the fund okay so in other words we're trying to stay within our means in whatever extra we get we are putting it in our fund balance it would it could count towards our fund balance could or does uh because I'm just saying that these are projections so if another roof catches fire if uh right and that could be well that's what contingencies are for right I mean yeah it was by pointed that this is also emergency yeah right because if we're taking money and and we're getting extra money and we're spending extra money then we're not doing anything right right and we are trying to we're trying to we really that I feel the district has a really good handle on where they are with and they've been holding themselves to that uh to that kind of budgeting expectation but if but if but if there is no addition I think this is the piece though that I think is important to point out to people if there is no additional funding for the evidence-based formula so there's a minimum that they're supposed to under the law I think it's like 350 million somewhere around there that to add if there's no additional funding so that's additional on top of what we already have by 2027 we need to make nine million dollars worth of cuts that's even if we Levy every year we still need to figure out a way I don't think people understand how much of it is based formula the evidence-based formula is affecting us and like I said you turn on the political ads no one's talking about education I don't care what they're running for no one's talking about education I would love for somebody to talk about education because I'm saying if there's no additional funding for this formula we have to come back here and make nine million dollars worth of cuts by 2027.
