so one year later on November 11 1919 Armistice Day became a national holiday to honor all World War One Veterans for their service after World War II in the Korean War it became necessary to expand the recognition to include all men and women who served in our military Armistice Day was then officially changed to Veterans Day on June 1st 1954. finally I would also like to briefly mention the difference between Veterans Day and Memorial Day Memorial Day honors service members who died in the service to their country or as a result of their injuries incurred during battle Veterans Day is not only a day to honor deceased veterans but also to thank and honor living veterans who served in the military during wartime or peacetime please take some tide today to thank a veteran for their service and share with them why you appreciate their personal sacrifice thank you [Applause] thank you Andrew it is now our pleasure to share with you all a video message from the members of Brave entitled what Brave means to me foreign to me because both of my grandparents and my dad served in the military I think it's important to honor our veterans for the sacrifices they make for our country bravery is the reason we're able to make this video here today without the veterans sacrifice none of this would be possible so it's essential to honor them I joined Brave after reading the names of the Fallen at the traveling Vietnam Wall back when it came here to Cheshire it reminded me of the sacrifices that all veterans made and how we must honor their legacy in valuable ways Brave club's purpose is to acknowledge those who sacrificed their lives every day for our country to Me Brave means recognizing and appreciating Veterans for all they do for our country I joined free because it honors those who have served our country and gives them the recognition they deserve I join brave because I think it's important to honor and respect our veterans because they once served and protected our country Me Brave means giving veterans the recognition they deserve to me brief is a way to honor our veterans from everywhere with my friends way too remember an honor honor to those who served our country I joined brave because my grandpa is a veteran in supporting the Veterans for all the sacrifices they've made is very important to me Brave Club means remembering veterans who serve for this country I joined Brave to show my love and spread support throughout my community for the veterans who sacrificed their life for us I joined Brave to honor and respect the people that have served for this country uh Brave is important because it gives back for all the sacrifices it's a better information I joined Brave to honor and respect and also give back to those who have served our country so it means truly caring for those who risk their lives for us and honoring them for the service they have provided Brave is important to me because my dad and my grandpa were both in the military so I felt this is a good way to give back I joined Brave as a way to honor my poppy and all those who served before him with him and after him I joined Brave to help my community and understand sacrifices no veterans advantage to Me Brave means honoring my family's veterans and to remember why I am joining Ravens remembering all the veterans who served everything I joined Brave to get involved and give back to our community showing appreciation respect and honoring those who fought to defend our country I joined brave because my dad is in the Army so supporting veterans is very important to me I joined brief to show my respect and appreciation for those who served and protected our country [Music] [Applause] as you can see there are many reasons that have motivated our club members to participate in Brave each and every year at its core the theme is gratitude we appreciate you the men and the women who have served and continue to serve this nation so admirably thank you applause for all of our veterans now I would like to introduce to the podium Nev stands Yao to read the poem in Flanders Fields by John McRae hi everyone I'm gonna be reading a poem titled in Flanders Fields in Flanders Fields the poppies blow between the crosses row on row that Mark our place and in the sky the Larks still bravely singing fly scarce heard amid the guns below we are the dead short days ago we lived felt Dawn saw Sunset glow loved and were loved and now we lie in Flanders Fields take up our quarrel with the foe to you from failing hands we throw the torch be yours to hold it high if ye break Faith with us who die we shall not sleep though poppies grow in Flanders Fields thank you [Applause] in this poem McRae memorializes a World War one battle which took place in April of 1915 in Belgium Lieutenant Colonel John McRae was a Canadian physician who tended to the injured throughout the 17-day battle the poem written after the death of a close friend and ultimately led to the adoption of the poppy as the flower of remembrance for the British in Commonwealth War dead these beautiful words challenged The Listener to reflect on the responsibility to those who have served and paid the ultimate sacrifice we hope this poem resonates with you and encourages deep reflection on Veterans Day thank you thank you nav I would now like to invite Anjali nanavati and noticed a small table set up on the stage this morning this table is known as America's white table or the Fallen man table and it has become a tradition for brave as we continue to honor our nation's veterans this table serves as a reminder of the soldiers who never made it home whether they were prisoners or more or missing in action every object set at the table represents a different aspect of the Soldier's experiences hello my name is Paulina rodani first the table is round to symbolize the undying commitment and concern for finding our fallen and missing soldiers the tablecloth is white to symbolize the Soldier's pure motives when responding to the Call of Duty a single red rose was placed in a vase as a reminder of the families and friends who continue to keep faith in finding these soldiers the base is tied with a red ribbon to show the continued memory of those who are no longer with us and the search for those who are still missing the yellow candle represents the endless hope for a cheerful reunion with those yet accounted for and reflects our ongoing desire for their return we are reminded of the better fate of those captured and missing by the lemon Slice on the plate the plate is sprinkled with salt to exemplify the tears shed by the missing in their families the napkin is black as a reminder of the confinement deprivation and the brutal fate of those soldiers the inverted glass stands to remind us of those who are not able to share to be here with us and lastly the chair is empty and tilted and will remain empty and tilted until all are missing are accounted for on this Veterans Day please remember to take the time to appreciate those who have returned home safely and were able to be here with us today but also all the brave men and women who responded to Sandra uh please unmute yourself and you have two minutes to talk and the timer will start once you uh start talking good evening members of the board Alum Rock Community and superintendent Bauer my name is Sandra Rivera and I am a TK teacher at Chavez Elementary School I'm coming to you tonight to ask for two things the first thing is this year has been the most challenging year that I have ever experienced in the 17 years in my district um with covet happening and the children's social emotional needs getting aimed in different directions it's very important that we keep our class sizes smaller this year I have a few students who are in the special ed program in my classroom and I'm being told that I might have a couple of more children being added to my case into my classroom but the problem that I'm seeing is is that these students are more and more difficult um and are not creating a learning environment that is conducive to everybody but because of the fact that so many of our other classrooms have been collapsed and that there is no room for the students anywhere else all of the Overflow students are coming to my room this is not fair to all of the students that are here the second request that I have is I turned in a timesheet back in last time period but it wasn't addressed even though I got emails back and forth telling me that to fill out my timesheet this way and asking me why I was charging in a certain way I did not get paid for it on this November time sheet when I should have been um and so if we could do something to speed up the process on when we turn in our time sheets on time and how long Administration has to approve them and report them thank you Mr President there are no more requests for public comment all right go ahead and move on to 3.01 our Alum Rock administrators Association do we have anybody here to speak on behalf of araa there is a request for public comment from Maria Martinez all right if you're here for araa please um that's another thing that happened at the Early Learning Center they have a painted office and the children have lunch together and they choose where they want to sit and it's great to see them laughing and having conversations and occasionally taking a bite of food and they are just playing in both the Kinder areas and it is just really rewarding to see how happy they are and it's going to hand yeah just uh Jocelyn you are able to speak thank you good evening everyone I would like to congratulate those of you who survived this last election cycle and are on your way to the next term on the Alum Rock School Board I understand that ballots are still being counted and the results are still pending but I have no doubt that you are all looking forward to a relaxing weekend without phone Banking and or Precinct walking it is certainly an exhausting time I would like to thank all the area members who volunteered your time to campaign on behalf of the candidates who we supported to make the best decisions for Alum Rock School District moving forward I would also like to give a special shout out to our very own memoni of salberta who is on her way to represent us on the Santa Clara County School Board of Trustees District Six having worked alongside of her on the area executive board for many years and to proudly call her my friend I know we couldn't have a brighter more qualified person to make the important decisions at the County School Board level after the last couple of years of Virtual School site meetings with the area members it has been really exciting to be back to on-site visits and reconnecting in real life I've had the chance to visit more than half of our sites so far and aside from seeing and hearing about all the great things taking place as Maria Martinez pointed out to you I have also felt some very common widely felt concerns surfacing across the sites we still have the ongoing lack issue of lack of substitutes which impacts the other classrooms when the students are divided up excuse me we're also still short Paras and subs for Paris of course both of those issues end up placing a greater burden on the classroom teachers when they have less help more students and have to give up their prep times to cover other classes however I think one of the most significant concerns I have heard from almost every school is the increase in poor student Behavior and the lack of respect for rules and people it seems that this is directly related to the covid years but we must have procedures and resources in place to deal with the increase in the severity of poor Behavior well I don't profess to have the answers I am here to draw your awareness to these problems because unless we deal with this issue we will continue to lose more teachers from our district I know of at least four teachers who have quit the district since the beginning of the school year unfortunately I am aware of several more who are considering it hopefully if we can get a handle on some of these issues we can alleviate some of the stress on our teachers and work to retain them on the eve of Veterans Day I want to personally thank each and every veteran who has served or is serving to protect the Democracy of our country I know it's a very difficult position thank you all right item 3.05 superintendent I wanna Echo uh Jocelyn's sentiment and I want to thank the veterans um thank you for your service and for helping us have a more robust uh democracy and freedom in this land thank you for that I also want to thank our community for supporting the district's measure s that's going to be giving our Workforce a huge opportunity to be able to be with us and and work with us and raise families with us so thank you community for that trust for your support for your district and I'm looking forward to one day in the near future to be able to all of us but that first ribbon and provide the first set of keys to the to the staff that are going to be enjoying and and having the opportunity to have that so thank you community for that I also want to thank all of our students because um as we go in and out of classrooms I want to thank Rusty Farm because he um has uh led the the charge of visiting all the schools twice a year and that has given given me the opportunity right to be able to see almost every classroom in in this in this district and I really appreciate our students um the wonderful faces and the smiles and the um great activities like the ones that we saw this morning both at Renaissance at Madison and at San Antonio our students have a great opportunity to have wonderful teachers that are teaching them stem uh lessons that um are second to nobody and finally I want to thank those parents that have been signing up for our tip training we're gonna have project Cornerstone dig the road take the show on the virtual Road and we're going to be next Wednesday we're going to be connecting with 220 parents they're going to be part of a series of parent engagement professional development once a month we're going to be um talking about different subjects including brain development and how do we deal with our teenagers the series of professional developments is called take it personally and I think for I think every parent who has signed up for this opportunity thank you all right to moving on to item 3.06 uh comments from the Board of Trustees is there any comments uh board membership I want to thank all the veterans uh who for many decades have been underappreciated but never forgotten thank you for all your service for the comments thank you uh I just want to start off by thanking each and every one of you for uh putting your name on the ballot to continue serving our district um I know ballots are still being counted as Jocelyn mentioned so um either way you know congratulations because it takes a lot um it takes somebody that's Brave to continue doing this work um so thank you and uh along with that I just wanted to um highlight some of the activities in our community where I got to connect with our community um I was able to attend the Santa Clara County fall um Board Association dinner along with Dr Bauer it was good to be there and listen to students from our community the swag pretty cool name team uh it stands for student wellness Advisory Group and it was just great to hear their input and you know their thoughts and uh to me as as I've mentioned before is important to incorporate Our Youth and continue to hear from them even though some of us you know that are a little older or maybe a lot I don't know I like to consider a little bit for me um you know we're set sometimes in our ways we're set in like how we do things uh so it's great I think it's always good to keep it fresh listen to our youth and their needs um and maybe do things a little different sometimes maybe you know not do things as we did when we first started um whenever that was for for you know whoever and wherever we're serving our district so grateful for that and want to give them a shout out and their families um also was able to attend the Trunk or Treat event at the Hillview Library um that's you know next to one of our schools and see our staff and students and just engage and be so excited to participate in the uh you know toss and the you know turning the the wheels and just getting prizes and candy and checking out the cars um and seeing our firefighters out there uh really great event so it was great to connect with our community out there um and then you know just the many other events uh just thinking of Macario you know within our community I know I saw some of my peers there thank you for attending um and um you know the the other los Muertos events you know many community members came out I saw many children smile and just remember their loved ones um also I want to congratulate um each and every one of us in our community who exercised our vote you know who um made sure that uh we spoke up on that um on that ballot uh and that passed as Dr Robert mentioned measure s um you know just so many uh so much excitement you know that that brings alone and I know that we get to have many more conversations as Dr Bauer you know said just envisioning that cutting that red ribbon eventually and I know it's going to take a lot of work still but um thank you community for uh making sure that uh you had your input and what happens within our district um and uh last but not least um I know the that we're celebrating our American Indian heritage month this month um this weekend there will be a big celebration within our community at connection Friday Saturday and Sunday um I know some of us you know read about indigenous people like we are a thing of the past but we're actually living and thriving there will be a big Gathering people from um other countries actually will be coming in are flying in as we speak so great opportunity to bring your families um it will be a connection this uh tomorrow Saturday and Sunday so please make sure to go there and along with that just want to end again um as Jocelyn and Dr Brower mentioned and uh trustee uh Chavez uh thank you to all the veterans thinking of my uncles um Jesse and Ernie who served and all the rest of the veterans that served and those that continue to serve thank you so much for doing doing uh for your service and sometimes you know you can't think we can't thank you enough um for the freedom that um we get to live here um within this city thank you for the comments forward vice president uh thank you Mr President uh well quite a lot has happened but I want to start out a big thank you to first uh all the veterans who have served and those who uh are serving uh your your sacrifice makes our democracy possible with uh if you uh did not you know our ability to vote this past Tuesday was made possible by your willingness to step up and defend those rights so uh uh we we certainly we owe a debt of gratitude for uh what you do I also want to I know that you know I actually though votes are still being counted uh I want to thank the Alum Rock Community for uh saying yes again to saying yes to a brighter future to saying yes to uh in time uh with with the passage of measure s to end the boom and bust cycle that Alum Rock has uh gone through since Alum Rock started you know our our ability to put our resources to use uh to secure the future for our children tomorrow so I'm very ratified that uh we're able to turn the page on the past and look forward to uh a brighter future for all of us going forward I want to thank all my colleagues who put their name on the ballot this past Tuesday this uh out you know we are a community-based school district and uh uh every one of you all all 50 000 voters of Alum Rock all 110 000 residents are the owners of this school district so thank you so you know uh uh thank you so much for taking the time to make your choice known and uh to let us know that uh Alum Rock is is capable of great things and we are back on track to doing great things once more uh I tell you it's been a busy month uh as Dr Bauer will attest was it I have finished my my second annual tour of Alum Rock So since the last meeting was at the Ocala Adelante one aptitude at Ross Ryan analante II Cassel dorsa Hubbard and this morning Renaissance at Matson the Chavez Early Learning Center Lucha and San Antonio and so much going on in our schools right and uh oh at Ocala it looks like I am an honorary member of House Mayhem thank you you know but our kids are doing things that you know I would not have imagined doing in junior high or even at uh you know at the K5 level um I got to see the well our Wellness room in action at Gosser when our kids providing for their social and emotional well-being the Gardens at Ryan uh was it are to see the first eighth grade class at Adelante II um and let's see here uh was it a smart classroom in action in a kindergarten at dorsa you know our kids are you know uh kindergarteners being utilizing their Chromebooks well and taking care of uh Chromebooks uh let's see here and then Renaissance at Madison uh was it stem in action our seventh graders were doing a a dissection lab and I mean I seventh graders doing dissection usually you know usually that's in my goes to show how dated I am a bit there but you know I didn't see that until the eighth grade at Pala but they're dissecting at seven in the seventh grade although I will say the superintendent enjoyed that demonstration a bit more than I did because I you know um dissection was never my thing but uh you know we're we're seeing uh got to visit our special education kids at Chavez uh and to see you know our maker space in action at San Antonio so many many great things in our district and I uh thank all all our families for their con continued trust and faith in Alum Rock schools uh I got to meet the parents at parent University on October 29th at Shepherd it was always a wonderful feeling to see our parents together again but also uh the show what we're able to do for our parents and our children outside of the classroom as well uh uh and then lastly I I thought I thought he I I thought he was there at uh Hubbard but turns out he was at uh Cassell I want to congratulate Milton Hernandez on being Santa Clara County teacher of the year uh you know I will say you know uh Alum Rock teachers are not only the finest teachers in San Jose where the finest teachers in all of Santa Clara County so I thank him for all for all he has done for our kids what he will be continuing to be doing for our kids and you know he showed you know he showed he showed all Silicon Valley what we're made of and then if I may ask Dr Bauer does this mean that Mr Hernandez will be going to be teacher of the year at the state level competition no he was the teacher of the year for Oliver oh okay but still congratulations to him on such a uh such a uh distinction so with that thank you so much and uh Mr President and I you with the floor for the comments from members of the board I have a question not the same Mr Hernandez whose father was also a featured in the Vista years ago I really don't know so if it's before 2000 I wouldn't you know bother to do something okay all right uh so I'll go ahead and close up my comments um very very grateful to the Alum Rock Community for the trust and confidence they placed in us and supporting uh our measure to raise revenue to repair our facilities and also to embark on on on a uh program of providing housing and uh for our faculty and staff the world changes the needs are different than they were years ago and this District needs to change with those changes that are that we're facing in order to continue to survive and to be able to provide equality and dignified education to our students and so I'm very very grateful to the voters of Alum Rock that saw and recognize that need and provided for the opportunity for us to go ahead and meet the needs that we're facing so we can attract the best qualify qualified the most qualified teachers we can be competitive uh bringing on staff and so very grateful for that uh same vein my colleagues I am very very grateful to our veterans who have served and who have stepped up when um in in in the benefit of our country and so thank you to all who have done that especially the over representation of working class folks from where the military picks up the majority of its um for of its numbers and so thank you to all those who have stepped up in the service of our country I also want to recognize those who unfortunately have fallen victim and I think it's also patriotic to seek redress uh victims like Vanessa Yin who uh was a victim uh was murdered while in the military and so while we recognize our veterans we also should demand that they have safe working conditions so they can continue on serving our country in a safe manner without having to be subject to murder while they're in their in their own facilities uh even after there's been complaints concerns expressed and so with that I don't take away anything from our veterans I just demand that our government provide a safer working conditions for our veterans all right moving on to item 4.01 the approval of resolution number 20-20 forward slash 23 National unhoused Youth Awareness Month there's a motion board member Chavez second by board uh clerk is there any comments from members of the public with regard to this item or president they are no more um there's no request for public comment if there's no further comments from members of the board I'll go ahead and call you the vote as I see you board member Travis aye board vice president aye board clerk aye board member aye myself for United motion pass unanimously all right item 4.02 can discussion in consideration to approve resolution number 22-223 authorizing remote virtual teleconferencing meetings do I have emotional standard motion by board member Chavez second by board member boardwise president fam is there any comments from members of the public for president there are no requests for public comment at this time all right uh if there's no further comments from members of the board I'll go ahead and call you as I see you board member Chavez aye board vice president aye work Clerk of Alora aye board member I don't know aye myself 49 we should pass the unanimously I have a question about that one though yeah because the actual motion and the item is to approve the authorization of remote teleconferencing and I know last time there was a provision made in the motion to force um divorce I don't I don't remember if that was for that specific motion or or for all of these items for this particular item going forward you know am I making myself clear remember how we had a there was an exception to the motion last time um and I just want to make sure that it's included in this that we all just voted I on well I think what you're referring to is the language within the resolution already has Provisions that are meet everybody's needs here on the board uh I mean so the this actual item is authorizes the remote teleconferencing but I just want to make sure that we're on the same page of what uh was voted on because I know there was like a little um addendum or or something to the motion last time yeah a Mr President if I may uh yeah uh well that you know uh yes you you're a correct the actor two meetings ago we um the provision for the board to meet again in the boardroom uh the resolution has been updated so if you look on page three under uh uh was it part number five it's uh you know number five you know it says the board and superintendent and any necessary staff shall meet in person in the district's boardroom so that so that amendment has been incorporated into okay so that we didn't need to redo anything okay I just wanted to make sure that that was all right clear so the we already went ahead and called for the vote Yes for the question after the fact correct yeah okay just want to make sure we're almost impeached all right um I am moving on to item 4.03 this is fine I think we haven't voted yet so I I made the decision we did vote for it no we didn't think about it you sure Maribel have we voted oh is there a vote because I I remember calling everybody yeah yeah there was there was a a rule called vote we voted but yeah yeah so that's why it threw them all right I'm just trying to keep everyone on their toes tonight item 4.03 is there any public confidence item I know it's for this information only just want to find out if anybody wants to speak on it there are Mr President there are no requests for public comment at this time okay all right um solar energy and vicinity master plan is for information only I'm assuming that's going to be a executive presentation that's going to be fairly quick all right the floor is yours Mr Chang foreign good evening can you hear me loud and clear thank you um good evening president members of the board and superintendent Dr Bauer um tonight we'll be giving you a quick update regarding the um solar um energy and the facility master plan so um I would like to invite um Mr Russell driver from Park and Miss Andrea has been from LPA who's going to be providing um a brief summary of where we're at with those projects um Mr mellow if you can promote um Mr Russell driver and Miss Andrea Pippin to the panels hello good evening good evening yeah hello okay Mr driver Mr Chicken um we're ready whenever you are thank you Andrea shall I go first sure okay great good evening everyone um I'm Russell driver principal with Arc Alternatives and um I'm gonna go through very quickly what we're working on relative to the energy component of the work um we are in the midst of doing an analysis of all the district's energy bills and benchmarking all the facilities we're going to have a benchmarking report that details energy use intensities and other kinds of metrics um for District staff review next week um our plan then calls for us to um do some additional audit work sort of starting in November December with a focus on solar we expect to be on-site mid-December I would say to supplement work we're going to do remotely to help identify areas where solar systems can be installed across all of your campuses um in the district um we've had some very productive coordination meetings with the LPA folks and we're sort of Feathering in the work we're going to do on the Energy Efficiency component of the program with the work they already have underway to do facilities conditions audits just so that we're not duplicating any effort there um the last thing I wanted to mention in terms of our update is that um the California Public Utilities Commission this morning released their draft decision around the transition of net energy metering from uh 2.0 to 3.0 which I know is something we've talked about before and has gotten a fair amount of press um the net net of that um if you recall is that we want to work as hard as we can to make sure that if the district is going to do solar that they do it under the current set of rules and not the proposed set of rules the way the timeline looks right now that means that we have until about mid-april to submit interconnection applications for any systems that the the district would want to actually install um and the best way to do that is to partner with a solar vendor in order to do that so I mention all of that because we spent some time this week putting together a schedule for our work and I believe we're going to need to accelerate that so I'm I'm going to be sitting down with uh your staff and the LPA folks next week to talk a little bit about how we can make all that go faster and make sure that you don't have any risk of falling into the new net energy metering program um as it as that that sort of grandfathering window closes uh on or around mid-april so so that's probably the biggest news and it's hot off the presses so we haven't had time to really adjust the way we were thinking about the project but the net net of it is that we really do need to move as fast as possible on the solar piece of the program uh to make sure you have the option of going solar in 2023.

and in two weeks we will see say Thanksgiving it so happens that Thanksgiving is my favorite holiday it's my favorite holiday because it's the one time a year where we all can come together family friends and we can show our appreciation and gratitude for one another so every year I really look forward to Thanksgiving it is the time that I get to spend with my friends and family and I recently started to wonder about the origins of this national holiday and how it came to be in our country so I embarked on some research and I found an answer I thought it was quite interesting that it was a woman and of course it was a woman who had this brilliant idea as many ideas come from brilliant women back in 1827 she was actually a magazine editor and an author at that time she wrote many articles and she talked about needing a national holiday for Thanksgiving at that time she wrote articles for a total of 36 years arguing her point that we needed that national holiday and it just so happens that in 1863 President Lincoln finally announced that the fourth Thursday would be our national holiday of Thanksgiving and this would occur every November and it has been this ever since so every year we continue to celebrate Thanksgiving as a national holiday I just thought that was such a very cool interesting bit of History and what's even more interesting is that back in 1863 that was one of the worst times in our nation's history we were divided more than ever we were in the midst of a civil war the north against the South we killed each other at this time and during that time President Lincoln still established the national holiday of Thanksgiving and what he said in during his remarks was that he hoped that God would take care of those who had lost loved ones who had passed on because of the war and that he hoped that God would heal the nation's hurts that would heal us and I think even today we still need that Grace we need that Grace for each other for our families and for our friends and for our colleagues it's so important that we have that for each other as Society so Thanksgiving is my favorite holiday I'm not sure if I said that already so I really wanted to share that with you I hope that you will take the time during Thanksgiving and during that holiday to be thinking about 2022 to be thinking about what we have to be grateful for and then in January of 2023 we will all come back ready to work and we have a lot of work to do in 2023.

the state's letter grades are based in large part on our students scores on that state assessment and while we're proud of our state assessment results it is also important to remember that these tests are just one metric of our success not included in these scores or the efforts that have been made to meet our students needs during this pandemic so just as I remain proud of our students and to students both of these have been updated to conform with the current asba template language yeah ASB um updated jlcb and the regulation and exhibit as they they had a recent change in statute and as they started to work on it realized that there were a lot of inconsistencies in the policy and so just redid the whole policy and then in terms of jlcd it was actually updated several years ago we didn't adopt the updates at the time um because we had a previous Health director that wasn't comfortable with all of it our current health services director and I went through these policies specifically and decided that it would be in our best interest to move all of those to the current template policies for asba you know okay I move the governing board approves the revisions to policy so that's all I have uh in terms of updates um I don't know if you want to ask questions now or maybe uh Andrea can can do her update and we'll we'll do q a uh uh Miss Pippen if you would finally uh you know give the board an update thank you absolutely uh good evening superintendent Bauer board president Quintero and my other members of the school board um I am Andrea Pippin I am with LPA Design Studios located just down the street from you all in Downtown San Jose I am an educational facilities planner so this is right up my alley so um this facility master plan is really taking a Visionary approach to every school site within the campus looking at the district holistically and creating a road map for the future of your District looking down the road about 10 to 15 years and really creating some Equitable environments for your students and ones where the students can Thrive currently in the process we have begun the facility condition assessments we have reviewed and approved the pilot assessments performed by our consultant or our partnering firm Bureau Veritas so they have begun their sightwalks of all of your campuses this week their schedule has the sidewalk visits their boots on the ground visits running through the beginning of January and then we'll be getting the reports of those campuses um kind of incrementally along the way in terms of our visioning process we have had a two-day visioning workshop with leaders within your District educational leaders those were held October 19th and 20th the resulting report from those engagements have been shared with the participants and will be shared with our focus groups so focus groups will be held beginning next week to kind of dig into some take a deeper deeper dive into specific topic areas and themes identified during that visioning Workshop um this will these focus group meetings will include three different sessions um with your students occurring in person at Ryan steem Academy Ocala steam Academy and a Hubbard media arts academy so we're very much looking forward to learning the students uh reaction to building their dream school and seeing what they what ideas they bring to the table for the future of Education within Alum Rock also beginning next week is the facilities master plan committee this is um kicking off the broader Outreach air efforts as this committee includes Personnel from the district you know members of your school communities teachers staff Etc and also the community at large so this is really this Nexus Core Group who we will carry along with us throughout this master planning effort all of your communities community members who express ideas throughout this process really author it so hopefully this long-term master plan will reflect your community's vision will really be authored by them we're just the facilitators in the process speaking of which one of these next steps an activity that we'll be doing with the facility master plan committee will be to review a draft of surveys that will be distributed to your community parents teachers other community members as well as a separate survey that will be distributed to students so trying to gather up as many voices as we can throughout the process the survey just by the way will be available in English Spanish and Vietnamese so again trying to cast as wide a net as we can throughout the process um that is my update and of course we'll be working very closely with arctural in the energy master plan all right we have a question from board a member as thank you more president uh so first of all I know I just said this before but I just every time we have an update about our you know our solar energy program it's just I get so excited um just to hear the wheels in motion and hear like the specific action that's happening towards possible implementation here so you know it's just seems like I mean it was several years ago so long ago when I first started having some discussions with people down at the csba conference in Southern California brought the idea back I'll um thankful and grateful to board president Quintero to partner with me and present to our community of the ideas we had then the the majority of our board um to graciously come along and partner and support the idea with the knowledge that there's great potential for significant um benefit to the district over the long term and that's really you know just what what keeps me so um excited and proud of the work that I and my everyone on this board well the majority of this board has been able to accomplish I feel like it's important fortunate that we've had to delay this long because we could have been further down the road towards these potential benefits but such as the work of of a school board um so thank you for that update I I did have just um a couple of just very brief questions um one of them I guess um is for Mr driver if you um could just briefly my I don't actually have a record or or memory of the difference between the new and the old program so if you could just briefly explain um that the reason why it's in um in our best interest to move this along what what is the difference between those two programs and then I have a few other questions sure sure and I'll I'll try to explain it in uh in English it's a it's a little jargony and and complicated um even for me and I've been doing this for 15 years um that what this is all about is is something called net energy metering and that is really uh the policy at the heart of how solar generates um savings Bill savings for for um everyone in California who would do a solar system um on site like like being contemplated here and essentially what it does is it allows you to um uh sort of export excess solar generation back out onto the grid and get a credit for it from your utility um and what this proceeding does is it changes the current set of rules around how that works to make that exported energy worth a lot less and so the net effect is after these changes go into effect that the same solar system at the same site is going to generate far lower savings under the new program than under the current program and so it's really important for us to work with with you and your staff um to get not to get the systems built but to get far enough along with utilities that we get you your place in line under the current program um so that we're really maximizing those those financial savings from doing a project okay thank you yeah that does actually ring a bell and refresh my memory on on some of that that discussion um so thank you for that uh my next question is a super brief one for Miss Pippin and I don't know maybe it's for administration here we'll board members be receiving um some kind of update or or report or whatever about those visioning sessions that are occurring um with regards to the the long-term Vision I guess of the district I believe we can make that report available to you all I'll defer to superintendent Bauer okay so there's going to be multiple ones so um my recommendation is to have at least a few so that you can see kind of the flow of thoughts from the different focus groups okay okay thank you and then my last question is um I don't know which one um Miss Pippen or Mr driver to direct it towards but I know that um when I initially brought this one of the questions that a lot of people had myself included is I learned about the whole process and things may have changed since then but what what I was really trying to work towards with everybody was figuring out the the financing of something like this and I learned one of the things that I learned at that time based on our situation at that time was the PPA I believe that's what it was um plan purchase agreement something something up or just agreement that's how long ago it was but um so I knew there was that I know there was possibilities of bonds I know there was grants there was all these different options and so you know because of the delay that we had to do for various reasons I don't know that we ever really settled on that and like I said the environment may have changed since then so I'm wondering where in this process that seems very well you know moving along at this point how does that occur will it occur like what where where does it go because we as a district I think we're in a much better position now I mean um and I think it's different than what it was when we bought this several years ago but I'm curious as to the financing aspect of this yeah that's a really good question and and that is in our scope to help you all figure out what's uh the the most advantageous way to go what I can say is most school districts at least in the recent past have been um tending to use power purchase agreements instead of debt financing for for these systems and it has as much to do with the cash flow as um debt limits and and and you know sort of the priority at most of my school clients for those Capital funds um and one thing to think about is is at least specific to solar our purchase Agreements are so common and so straightforward um that it's it's sort of a an easy way to finance a solar system and those kind of mechanisms don't necessarily exist even for other energy projects um if you're talking about HVAC and lighting and other Energy Efficiency improvements so at some point for for a lot of our clients it sort of becomes a trade-off about what to do with with the deck capacity you have and how to prioritize that as much as it does the cash flow but but to come back around to to my initial answer uh we will provide two views of the project one with each type of financing um for for staff and everyone to look at in making that choice okay thank you and if I could say just one final question uh that you may or may not be able to answer um but in your experience in a very general high level sense um is it has it been to your experience that for districts maybe similar to ours that financially it is advantageous to move forward with projects like fees and or are there you know any significant time amount of time when it just doesn't make sense like what very general I know we don't have all the details and specifics yet would it does it generally make sense to move forward with these kinds of projects financially yeah generally speaking it does and that's sort of our big task at the front end is to make sure that we Define a project and position it such that it does deliver those Energy savings and those financial savings and if it does not that we're in a position to have sort of a fact-based conversation with all of you um about why and what options there might be moving forward the only time I've ever really seen districts get in trouble with these kinds of projects frankly is if they go into them without that kind of analysis maybe working directly with a vendor and they end up with a project that that is priced too high um and so that's exactly what we're going to be watching out for and to make sure that uh you know you don't get put in a position where five or eight years down the road it's it's not a good situation financially for the district that's exactly the tests that we're going to be applying perfect well thank you both very much and and um I'm gonna continue to be excited about the work thank you thank you all right uh it's a very thorough question thanks sir for uh asking everyone thinking about um I have any questions um Miss um Andrea I think you mentioned that there uh would be uh the time of in mid-april so is does the facilities master plan committee know that there's kind of like a drop dead date um so the facility master plan committee begins uh next week and they will be carrying you know this process with us we'll let them know of all of the kind of immediate or impending decision points um so we'll roll in arcs uh timelines as best we can so how long does a process uh usually go for and is there time that you need to submit it like you said mid-april does that mean that let's say using the date April 15th is that like the last day you could submit it and another question is after that one is that sometimes the state will match a dollar per dollar when you're doing repairs or renewals on stuff is there also that possibility yeah if if I could jump in and clarify that a bit that date was something I was referring to in terms of the solar systems only right so that doesn't impact your larger facilities master plan except to the extent that we're going to try in that window to identify which schools are the best candidates to do solar um and so that that date in mid-December will be locked down sort of by regulation and statute and it is inflexible so we will have to you know it is going to be a lot of partnering between the two efforts and work with staff and the LPA team to make sure that that you know we we get all that stuff worked out in a way um that that makes sense to everybody but it is really just the solar component we're talking about okay grandfather didn't should we decide to add the additional ones correct I missed the beginning of that question I'm sorry once won't be grandfathered in should we miss that deadline that's right and so then the question will become if you miss grandfathering on any of these uh sites for solar will solar make sense at all under the new set of rules um and and that's a little unknown you know my my gut instinct based on reading the decision today is uh for for many sites particularly smaller ones solar would result in in a financial loss yeah thank you all right yes you know um you know I was a former legislative aide so uh I think question to Mr driver you know uh I don't you know wouldn't there be a possibility for a district to apply for Proposition 39 grants so that way we wouldn't you know if we could save money on the installation through that grant funding you know we you know we would avoid you know any you know wouldn't there be a possibility of avoiding potential losses for smaller School sites my understanding is uh prop 39 program has closed out um and there there certainly may be other monies um available through the the bipartisan infrastructure bill that was passed in 2021 and perhaps other sources um and and that is a good mitigation if we can find those things I mean if you have Grant monies or other monies that are low cost enough it certainly could offset the loss in savings and and make those sites viable so I I think that's a very interesting path to go down but but we would all have to identify um those kinds of of opportunities for for additional funding okay thank you yeah thank you so much it sounds like you're all going to be really busy in the next uh month or two um so thank you and I want to just uh publicly uh thank trustee harano for really spearheading this and bringing this to our board um and here we are now I think I just got excited when I heard Mr driver say uh that we can be going solar um in 2023 because you know before the date just seemed so far um and so just to hear those words you know really um just got me even more excited and so just to I mean I just want to clarify is that true like we can actually be going solar sometime in 2023 yeah I mean there's a lot a really good question there's a lot still to be determined but but given the timelines now for having those um interconnection applications in to secure the nem it does mean that that we have to be pretty far along if not have a solar vendor on board and certainly you could see construction start by the end of the calendar year I you know the qualification I would provide to that kind of timeline is we haven't yet done the work um at the district to determine if any of the sites could be built while school's in session I mean sometimes that's possible depending on where the solar systems are going sometimes you have to do all the work in the summer so it would be somewhere between towards the end of 2023 and the summer of 2024 depending on that answer but in in rough terms you know if if this is going to happen for the district this is our window to to work all that stuff out and get going on thank you so much that's exciting that's one last question then uh board member uh president I I do want to you know Bank Krusty bejaranas far-sightedness you know with with this this development especially uh with inflation coming this is a you know a golden opportunity to a save on energy cost but at the same time hopefully even recoup some of those energy costs and be able to reinvest it in our children and so I I want to give my thanks and appreciation to my fellow trustee for you know I know that he started this ball rolling before I was appointed to the board so you're you're far sightednesses paying dividends for Alum Rock so I want to express my appreciation and my thanks for that thank you all right um yeah I also want to uh thank you I don't know for bringing this forward uh and aside from expression appreciation I also want to acknowledge that um it's a courage because there were political attacks politically motivated attacks unbased attacks that um led to the delays and I guess again we're having a good time we're talking about good stuff but it's important to learn from what happened in the past that these savings DC sorry about that yeah I'm getting a little passion here these savings could have been realized already had it not been for political attacks that were for personal from Personal Agenda of certain individuals who wanted to delay this it came on they yelled and screamed don't do this until December because they wanted to delay any action on a solar project because of elections are taking place and so uh I guess I don't want to you know Reign on anything or or or or you know bring down our spirits but the fact is that we need to acknowledge that um thank you for the hard work that you did and had we kept on moving forward or had we been able to move forward uh a little sooner the savings would have already been realized we'd be well on our way to to producing more energy than we take in and realize those savings so thank you for the hard work and thank you for having the courage to keep it going even under the faith of uh vicious attacks out in public and at the board meetings uh so thank you for that all right I just want to just really quickly say this is a team effort um I appreciate those words but I mean including Dr Bauer and even staff that's not here anymore that moved on to other things really been a team effort and your main point I think is well taken that this board or any board as we experience all the things we experience we should use those as lessons moving forward to you know become even more efficient in our decision making to the benefit of the district so I really appreciate that thought thank you everyone all right moving on to item 4.04 a wave second reading requirement and approve amended board by uh board policy 5141.21 administering medication and monitoring health condition by I'm not going to give you a complete rundown an itemized list of all of the work that we will do together but I'm just going to give you a few highlights of what we will be doing during next year all of our work is tied to that strategic plan so for example for pillar one that follows excellent communication and relationships what we will be doing is we will be networking with our state legislators and our new governor in the new governor's office and we will continue that strong relationship and in that we will be focusing on early in the year really building and maintaining that relationship with them now for pillar two assistant superintendent Martin will go into a little bit more detail about this but I did want to mention that he will be establishing or developing something we're going to be calling a portrait of a graduate and what this means is that when we look at our high school students and we consider what it means for them to be successful in their post-high school lives we need to be able to identify skills that our young people will need to have once they make this transition and that it reflecting that we will make those changes necessary to our programming here so that we offer the best education and support to our students ready to go out into the world we will also be establishing a system for the development of social emotional and behavioral growth of our students this is a critical piece that we need and we will be spending time on that now excuse me for 2023 and going forward other examples include accreditation so we did accreditation back in 2018 [Music] and it is a five-year accredited nation which means that we will be doing it again in 2023 and we will looking at predication and Associated activities that goes along with that so we'll also be looking at school Improvement I don't know if you remember about five years ago we were talking about school Improvement then and we will be doing it again we will share more information with you as we get to 2023 and Beyond now looking to pillar 4 will be developing and working on that Master facility plan and we will continue to analyze our finances teachers staff in terms of compensation and pay we started that this year and we will continue that into 2023.

uh thank you and um so fentanyl I think all of us on the board here probably knows but I just want to highlight that if you don't know about fentanyl please make yourselves um aware you know speaking to the public especially parents who might not maybe um be familiar with fentanyl and its presence in our County um please make yourself aware thank you Dr Bauer and staff for bringing this forward and ensuring that our staff get trained to use this I know I had a question during our one-on-one and Dr Bauer answered uh because when I was reading that um the Precision has The Physician has to authorize an Administration um and that's just one line of the many I just I want to make sure that uh that was clear and um my question was what happens when the physician has not authorized but Dr Butler made it clear that um our staff once trained or able to administer this so thank you Dr Bauer for ensuring that all of our staff are trained um if we ever need to use it so thank you I just want to thank umizo Rodriguez one of our district nurses and the student services department for helping us uh edit the world policy it seems it was a true uh team effort and I also want to really thank the staff in Renaissance at Matson who really push for this and uh and it's been in for sharing with me one of the teachers and I apologize because I can't remember the teacher name but miss Finn in I see you in the audience and please tell your staff thank you so much for caring about our kids so much that you guys brought it to my attention and we immediately reacted to that and Amy thank you so very much for all the hard work that you put into editing the board policy for the comments remember the board all right yeah it's definitely a new uh not only I'm just saying uh part of having to adapt to the district should say change your circumstances is essential and when you start hearing your kids talking about this uh that it's just become part of the environment that they're facing it's important that our policies reflect what's going on on the ground so that our staff is prepared to face these very difficult situations so with that said I'll go ahead and I'll call you as I see you well remember Travis bye board vice president aye board clerk aye board member I don't know I myself would you know the motion pass unanimously all right moving on to item uh 5.01 through item five ten these are all items related to projects that are out of the bond program that are allowing us to update our facilities and ensure that our children are able to play on pavement that uh is even and that uh leads to funding to not other circumstances so I'll go ahead and call these uh one by one um do you have a motion item 5.01 motion by board member Chavez thinking about world vice president Trump did I pull the comment on this item there are no requests for probably comments at this time Mr President all right if there's no further comments from Members one and this will because of similarness you know uh more vice president yes thank you this is uh you know a step in the right direction for our district our ability to start the process of providing uh updated facilities for our children uh I know by by touring every school in the district and this is a you know uh you know we need you know say you know safe asphalt safe fields that our kids get you know the have the ability to have the outdoor recreation they need and also to uh uh you know replace you know keep our keep our children safe keep our children shaded so uh on that note I you know you know I hope my colleagues will join me in approving this item and uh the following items thank you all right further comments members of the board member yeah I also just have a comment that'll go for all of these items and I do actually have a separate question on 5.07 but um one thing as I reflect back you know over the past four years that I want to appreciate um all of the staff here in the district that is that works on all of these kinds of things because if we think about where we were four years ago we really have taken a very methodical approach to get to this point to be able to get to some of this work done and it's been you know there's a million and one distractions and and things offshoots of all the work that's had to be done but at the same time we've done taken the The Little Steps month by month that has gotten us to this point and I appreciate that the District staff has had the you know been able to keep the focus and the foresight to again methodically move towards this um approach such that now it's just really it's kind of like a formality but it just makes sense to do these things now so I want to um provide that recognition for our staff in support of these items all right further comments from members of the board being on then I'll go ahead and call for a vote as I see you board hi or remember Charlie's board vice president aye board member I don't know aye myself 49 motion passing in all right 5.02 got a motion for 5.02 second by board vice president Trump uh comments members of the public Mr President there are no requests for comments at this time all right um there's no further comments remember the board I'll call you as I see you we'll remember Travis hi board vice president aye for clerk aye board member aye myself we're in a motion pass unanimously item 5.03 motion there's a motion by board member Chavez Ford uh second by board vice president Palm is there any comments from members of the public Mr President there are no requests for public comment at this time all right uh if there's no further comments from members of the board I'll go ahead and call you they see you foreign second my board member Travis all right any comment from the public Mr President there are no requests for public come in at this time if there's no further comments from members of the board I'll go ahead and call you I'll call you as I see you board member Travis aye more of US president Bob aye work clerk aye foreign coming Mr President there are no requests for public comment at this time all right uh if there's no further comments from members of the board I'll call you the CU board membership hi board uh vice president aye board clerk aye foreign uh there's is there any public comment inside Mr President there are no requests for public comment at this time all right um I'll go ahead and call you the CU board member Chavez hi we're vice president aye foreign those comments from board member hello there no request for a comment at this time all right take care of that piece okay uh yeah I did have one question on this particular item um well for most of the other ones where there was a few that was I believe um uh they need they needed an extension I think it's the items coming up um need an extension it was clear to me that for those um you know some some new thing was found during the process that required us to do additional work and and that made sense you know whether it was an ad Ada requirement or whatever it might have been but on this particular item I didn't quite um see what it was that I know Dr Bauer did explain to me that for the middle schools part of it was with regards to the lockers that were installing in Joseph George and and Shepard um so I got that piece but I saw that San Antonio Adelante one and Cesar Chavez were also on the the letter that was part of the materials and so I was just wondering either what was the um the delay in those that required an extension or if those are just on this because they're part of the list of this particular project how it's How structured yeah uh yes good evening and thank you for that question um and just to clarify these extensions are related to some additional um work that had to be done um either on the previous list or new ones so for example um Caesar cab is is a new project that was added um back in October and then for Shepherd I'm sorry for George and Adelante one uh we had to go in and do a phase two of the asphalt work to finish some components of it um to be able to finish the whole campus itself and then the the other aspects of the work and you mentioned this um trustee bejerano um it's the whole Ada and that's probably the most annoying aspects of it just because um that was a result of some of these projects that just got done um and through those projects we've had to have DSA review it um which in turn required us to do some additional work in order for us to be able to certify previous projects that was done many years ago some of these projects dates back to 1990 and so um wow it's significant because we need to clear out and certify those projects before uh we can move forward with additional projects in the future all right thank you for that clarification oh no I was just thanking him for the clarification thank you Colville for reminding refreshing my mind and your superintendent added to the list um because when we visit yeah look at him he's chuckling right there so I I confess uh and then I apologize because I didn't remember you know I as I'm getting older there are some things that I forget and so it came back when Colbert says you know if we added this when we visited the first batch and this is not the lockers because the lockers is one right so when we visited cover and I did our rounds to check on the the projects we saw that there were some things it's sort of like when you fix one thing and then the other thing looks kind of yucky right because it's the new and the old that happened on George we paid one side of it first and it looked really good but the majority like the quad was not addressed so that's one and then the other one was that Chavez where you know we have our youngest our littlest right and we did a little bit of fixed work and then I just couldn't see ourselves not addressing the other parts so that's what happened there and then so thank you for being very patient Colbert and Terry maters from Cummings are very patient with me every week they asked me anything else but I wanted to share with you that this is because we really care and we want to provide the best for our kids number one safety the other piece around the closing of the projects this is just reminding you guys when we brought a specific contract for a company to help us close the project we had close to 95 projects that have never been closed so a lot of the issues you know although I don't I don't live in the past I live in the prison in the future that that's just some a reminder of the massive amount of things that we together as a governance team needed to clean up um we have amazing program manager and an amazing partner in the contractor that is helping us clean up and close some of these projects and so today with the new projects that are being done you are now seeing that the you know that the program managers are saying we finish and this you know and that's the way it needs to be so Alum Rock Community this is what you need to be expecting every time we have a bond program you need to see almost every month perhaps not every month but every other month a list of things that are completed that's the way it should be thank you so much for allowing me to say that okay all right um all right board vice president Trump aye board Clearfield aye foreign vice president from is there any public coming Mr President there are no request for public comment at this time um there's no further comments from members of the board I'll go ahead and call you the CEO Boardman Travis board Vice President Ford clerk aye board member hi myself 49 motion Passage we're not trying to 5.10 give me oh no motion to approve second oh yeah sorry uh there's a motion by board Clerk and I'm not a second by board member Chavez 30 comments from members of the public Mr President there are no requests for public comment at this time there's no further comments from members of the board I'll go ahead and call you the senior board membership is board vice president aye board member hi what's up 29 motion anonymously all right item 5.10 do I have an emotion outside motion it's a motion by War by certain problems or a second second second by board Clerk and Alora um is there any comments from members of the public Mr President there are no requests for public comment at this time they don't deserve for the comments from members of the board see none I'll call you the CU board member Travis aye Board of US president Trump aye or clerk aye board member aye myself 49 motion pass unanimously item 6.01 do I have pushing on that item six is there a second second second by vortex um is there comments from members of the board from members of the public Mr President there are no requests for public comment at this time um further comments from members of the board yes the question on this so I'm reading through the criteria you know I know I get it that uh but prior to reclassification Institute must meet all four criteria here uh so it looks like uh I guess curb you know uh correct me and I the the lpac I believe is the that's that's the determining examination am I correct after power does the English language learner's test yeah okay uh so pass a passing score so you know just the the passing score on the L pack would be meeting the first criteria okay it's just not one you know the assessment is just one part of the evaluate it's not an end the test should not be you know it's a diagnostic it should not be the whole enchilada no but this is a very rigorous battery of you know assessments that our students yes I see it and that's fine uh thank you very much Dr Bauer all right um no further comments or board member Chavez unanimously 6.02 do I have motion outside of motion Bible is there any comments from the public Mr President there are no requests for public comment at this time all right so you know comments from the public I'll go back to the board board vice president I wish all the kids a a fun time on all their respective field trips all right you said it for all of us okay um if there's no further comments from members of the board I'll go ahead and call you I see you report member Chavez four of us president Paul aye board clerk hi board member hi with myself 49 motion paths unanimously 7.01 is for information only is there any comments from members of the public Mr President there are no requests for public comment at this time okay all right uh moving on to item 8.01 do I have a motion on this item second there's a motion by board member Chavez second member any comments from members of the public Mr President there are no requests for public comment at this time all right uh see no comment from the public go back to the board any comments from members of the board aye aye myself 29 moisture passing unanimously item 8.02 motion by board member Chavez taking my word from any comments from members of the public Mr President there are no requests for public comment at this time all right I'll go back to the board any comments from members of the board this is 802 right 802 yeah no um all right so you know comments members of the board no further conference members of the board I'll call you as I see you board member Charlotte more vice president aye or clerk around aye board member aye myself 49 what's your passing everything Adam 8.03 motion to approve there's a motion by board member board Clerk second by board um member Chavez all right is there a public is there a comment from the public Mr President there are no requests for public comment at this time all right uh and further comments for members of the board 803 right yeah 803 okay um they're flying through these so quickly I'm keeping up yeah uh so on this one I I mean I'm 99.99 sure but I'm just asking this question um just for transparency and to make sure that we have this on record so that we avoid any potential future issues so the process of us moving um towards a you know this new vendor to do our storage and disposal of documents and kind of kind of Shifting systems in some sense it seems like um we are sure and and we've verified that the the vendor that we're going to have do this work for us that all the processes and systems that they will be using are they meet the standards or the expectations of whatever document storage and Disposal processes are set so basically the way that we're moving forward if we approve this meets all the requirement standards and expectations for document storage and Disposal four years um yes I it it does and just to verify that I would like to invite Mr Brett Latrell um who's more of an expertise in terms of the systems itself so Mr Latrell can you give us your opinion on this matter uh yeah so we we have gone through and and you know as a standard when we put out the RFP I made sure that all of these uh vendors you know that we we put that actually responded to the rfpe had the appropriate certifications and everything for disposal of the documents as well as verifying that when the documents are in fact uh scanned that they're actually in there so we're not losing any information so we have gone through all of that in fact it's been a year that we've been working on it so uh we've been very thorough in that aspect perfect well thank you for the good work and thank you for that uh confirmation you're welcome for the comments remember the board um yeah as part of our process to go through did we um I'm sure that it's in there but uh was there a question about any sort of like previous litigation or investigations um with these firms I don't know they have to vet that through our purchasing department the three firms feel the RFP so all of the you know there's a question on there have you been very surprised yes yes okay the only reason I ask is because the county was fell victim to an unscrupulous vendor that went ahead and built Santa Clara County as well as a bunch of other California counties and they wound up being on the hook for for like a multi-million dollar settlement because they were basically robbing all these public agencies uh so I'm sure that that's something that was good yeah make sure they weren't they haven't been dealt with by the federal government okay for fraud okay all right yeah I'm just saying that you know I saw the Hayward there I was like no I'm just kidding I'm just kidding it's not my competitor no no it's a joke about it the haystack and can I just add to that um yeah just to make sure Dr Barbara I know you said it's a part of the package so they market and our staff verify yes yeah and I I mean I trust that you I'll do and I'm sure you all do I just wanted to make sure thank you all right um yeah I I you know I'm sure they're giving us a good deal I saw the price difference like all right cool um I'm gonna go ahead and call you call you as I see you one more Travis board vice president Hi board clerk myself 49 the motion passed unanimously all right uh moving on to consent is there anybody wishing to pull item off consent Phenom do I have a motion to adopt the consent calendar as presented motion to approve motion by board member oh wait a minute just to clarify is is the motion to approve the entire balance of the calendar well there's a Target thing calendar 901 through 9 10.

the other thing I'd like to talk about is our Sunset audit we receive the report from the Arizona auditor General and we have eight recommendations along with that so we need to make sure that all of those are addressed and that is going to be going to be focusing on that in the the year in 2023 you know I'd like to be able to say that the Senate education committee when their most recent hearing on the October 27th um for us to be able to review that Sunset audit with them the Arizona auditor general provided a report on those eight recommendations and we will of course follow up on those those recommendations it specifically mentions that the Senate education committee meeting they have several findings excuse me we have one finding correction for interpretation and that one finding was that we need a multi-year comprehensive plan and budget and I agree and we agree we all can agree to that we definitely need to have it and we have already started with that Master facilities plan and as you know because we have been talking about this with you during our last meeting we had a studying working group with you that was just last month where we had talked about this issue so there is a lot going on in 2023 and we will be working diligently to get it done I hope you're ready I'll take any questions now there any questions for superintendent all right hearing none we are going to go to 1.05 information item assistant superintendent of curriculum and instruction uh assistant superintendent mark thank you president Nigro governing board members and superintendency um we've been busy in education been working with directors Dr Benedict Dr Scarborough to reimagine some of the things that we're seeing coming up with different solutions for challenges work with the principals as well to kind of look at this picture of what we've always seen and create something different um leaders have been exceptional they have stepped up it is not easy they have challenged me as I have challenged them so we'll continue that work to give you guys an update October 20th we changed leadership at pdsd campus [Music] um I named Joe Voigt the interim PTSD principal she's taken over day-to-day operations and she's done a phenomenal job her Focus has been primarily to bring stability to the to the school to be there for parents to be there for students to be there for the community and just glue some things back together um additionally interim principle of weight and principal Waddell we've been engaging in implementing our social emotional platform our mtss which we will start implementation in 2023 to get this off the ground so that we can hit the ground next year running with a full year of implementation and support we've also been looking at our Behavior systems we're in the process of creating an Alternative Learning Center which allows us to deal with discipline and behavior differently with respect our students are limited in their options so giving them an out of school suspension is not necessarily the best thing so we have to keep these students in-house so there will be a lot around the Alternative Learning Centers we are Staffing for that currently um principal Voigt is also again looking at systems in PTSD and looking at how we do Behavior so overall looking at the school as a whole um so there's been challenges we have a lot of work to do and I am jumping in and we're uncovering a lot I have hired Susan O'Brien she's a seasoned principal coach she will be working directly with a principal Voigt and principal Waddell and looking at the structure of the schools again reimagining the schools and helping them solve some common problems I have a lot of confidence in Susan O'Brien I've worked with her and seen her work in coaching principles so that will be support that will be given to the principals as we go into this and into next year um we were actually the coaching will actually start um and next week she's officially starts on Monday and her and I have been meeting in the evenings um talking about the needs of the school talking about asdb talking about where we need to go so I've been getting her Versed and up to speed um but she's she's a phenomenal coach we also started our portrait of a graduate Milestone one we have four Milestones um Mike Olivier has um I tapped him to lead this work he did it proudly he's excited to lead it Milestone one is we will form the the committee and this is a committee that structures and organizes this work Milestone 2 is um more of a heavy lift we engage the community we engage alumni parents students staff members board members leadership we will also send out surveys so we have to get as much input from our members as how we want our graduates our students to be when they graduate from that we will start building things into the schools and programs from what that portrait of a graduate looks like Milestone three will vet our portion of our graduate skills so we'll kind of bring everything into focus and decide on what those skills need to be Milestone four is when we wrap everything up and we will create a visual representation of that portrait of a graduate what that looks like Mr Olivier just in our meeting had we agreed he had some phenomenal ideas of how he wanted this to look how we should post it where and how it should be visible and communicated to the community as a whole so I'm excited to start that work as well um that's all I have and I'll stop and open up for any questions thank you um are there any questions thank you this is board member chance good evening superintendent Martin I appreciate your comments you were recently talking about a portrait of a graduate which I think is very important work and I want to make sure that we're aware of two things regarding to that portrait and if it hasn't been discussed I hope that that will be included moving forward the first is what does that language look like for one of our graduates language in ASL reading excuse me literacy fluency in English all of those things in terms of language fluency I think are very important that we are aware of and that is recognized in our portrait of a graduate and the second component is what does CTE Career Technical education look like for those students we need to make sure that we have students who are graduating from PTSD or asdb or an itinerant program ready to go into the Working World we have a lot of graduates from our schools who do not they are not ready they don't do anything after graduation and um I'd like to see us research what we can do to expand our CTE program and look at how we are ensuring that these students have the skills that they need to be able to get a job and move out into the world thank you board member gents um yes as we develop this and create this language the goal of this committee is to bring different voices around the table um to get this communicated so those is a huge Focus that we will be looking at involving the community members is is also vetting those skills of what we need to see in our graduates languages is one of them so a lot of this will be vetted and come from this this overall process of of getting to what that graduate looks like CTE is also a focus I have initiated contact with um jted there's been some history with jted and asdb in the past at one point there was we were trying to open up a jtet campus or program on campus there was reasons why that partnership did not work I engaged them to to see if we can create satellite campuses or satellite programs on the Tucson and pdsd campus they were extremely they were open to that there were some things that they are meeting about to get this lift off the table we talked about possible programs that we could host this would be specifically for our kids it would allow them to graduate with a certificate and go out and actually work I did offer from asdb's part and stressed the emphasis of how important this this program is to asdb students because our students are sometimes reluctant to go out in the community and engage in these programs so I did with the with the um help of superintendent reichmann um we did say if there's resources or anything that we can do to make this price this partnership come to life we're willing to meet you halfway so right now the talks are are positive I'm still waiting to to hear back from um their uh meeting and what they need to get this lifted because there are certain positions that they would have to have out here to fund so we strategize a little bit about how we could help with that so the goal is to get this off off the ground but they were very receptive to that Tucson initially we were looking at starting this just on the Tucson campus we will open it up to PDD pdsd as well um I also have reached out to Apple um apple has a wonderful coding program where students are able to earn a certificate in coding and go out after they graduate with that certificate and work and doing more research I found out that Apple has a deaf coding program and other programs that are actually implemented in about four or five deaf blind schools across the country so I've been engaging them in that as well so we will um that is a focus it's not just to bring a program to where students can learn but something where they walk out of the door with something in hand so that they can go to work being in just schools when those students graduate and if there's nothing in hand that drop-off is huge so that's one of the things that we are going to build into this this portrait of a graduate and build into the schools is we we may have kids who are ready to go to college we may have kids who decide that they just want to be in the community and want to work we have to prepare for that as well so that's the goal is to build that into the schools where they can earn a certificate and be productive thank you president Niagara do you mind if I follow up no of course okay thank you thank you assistant superintendent Martin I appreciate your comments one thing I would like to um suggest if possible is that there is a program called Vocational Rehabilitation or VR which is a phenomenal program and if you're building on jtet or other employment ready programs like CTE I would suggest that you reach out to VR as well and see if they can be a part of that conversation I think it would be important to have VR as a central partner in that project as you're building these programs because they are going to be able to help with that transition from school to the Working World asdb can partner further with VR and once that partnership is established then you've got graduates coming out of asdb and VR can just continue the work that ASU has already started so if we're working with us from the beginning that transition would be smoother just wanted to put that out there thank you that is the plan um so yes I talked with board member Suite about that as well so right now we we have to get the infrastructure set up to support this in-house it doesn't exist jted will be one of the easier things to lift but it is to create CT CTE program that is robust and with that comes the structure that we currently do not have so we will be building a lot into the schools and it is a it is a lift it's a it's a three to five year um timeline to get the stuff off the ground so we're doing a lot of um planning and we'll start implementing and tweaking so that is definitely what we'll be doing thank you um I'd like to can you hear me okay I saw that PV um I'd like to make just a suggestion maybe as prep work to Milestone two I think what board member Jance says is right on the money but I would also suggest maybe not bringing them to the table as far as having the community involved maybe okay but I would talk to Employers in leading Fields within our area see what they are looking for in employees that people that they hire what skill set from soft skills to hard skills and I would also do the same with post-secondary institutions what does a high school graduate need to succeed in that next level I think those two components need to be included in that Milestone too they actually are I didn't mention it so thank you um yeah Mike Olivier um well we had a just a great idea of how to get some of these uh the stakeholders together this will be in person so we won't do anything via zoom and we have members in Tucson we have members here and that was a roadblock for me is how do we merge and get this together as well as community members from outside as well so he had just went to brainstorming and had some um pretty good ideas to do that so they will be brought to the table I think we both agreed that we need to have as many people around the table and as many voices as possible to create this um so we will we are going to focus on quality and not just rushing through it and so if this portion of a graduate takes us to the end of this school year that's what it will be but the goal is to make sure that we hear from everyone and get that as many just as much input and voices as we can but those are included in that Milestone too as well so thank you thank you are there any other questions I'm happy to see the Vex robotics Program start up that's a lot of fun moving on we have a 1.06 assistant superintendent of agency operations and support services assistant superintendent Cooper good afternoon board president Nigro superintendent reichmann assistant superintendent Martin members of the board asdb community and staff members each of the directors have provided to you their departmental reports there is no additional information at the time that has come forth since those were provided to you last week in superintendent reichmann's report she just touched upon the sunset audit and I wanted to go ahead and provide more of an update on where we are now that the auditor general has completed the performance audit and sunset review of asdb which began in October of last year the audit reviewed the efficiency and effectiveness of the agency's operations and how well we are doing to meet our statutory responsibilities and as you all are aware the last time the audit was completed was in September 2012 where we had three findings and 32 recommendations in the publicly released audit report which was issued about a month ago in September we received one finding and the eight recommendations for improvement as superintendent reichmann mentioned and outlined in the report we agreed with the finding and all recommendations we plan to implement as already mentioned the finding we received indicated that a multi-year capital plan and projected capital budget had not been developed or implemented which has hindered our ability to address our Capital needs in a timely and cost-effective manner and on October 20th during the work study session our director of operations Albert Duff did an excellent job walking us through the foundation and framework for the master facility planning process he reminded us that the demographic and programmatic requirements have changed over the past 50 years and our facilities however have lagged behind to meet this ever-changing environment this has led to an underutilization of our facilities and continued operations of our programs that have been and we continue to see our outdated which has put a strain on our um on our fiscal and operational resources so as we continue to work on developing the master facility plan as Albert mentioned we are to be mindful that the plan needs to be Ever Changing to make sure that we're flexible and being able to accommodate our environment of the initial planning phase though as he mentioned will take at least 18 months before any construction or improvements are actually to begin and again this is contingent upon budget availability uh superintendent reichman mentioned we will be doing a lot of legwork working with um with the staff the directors legislators to seek additional funding as well but also at the same time still making sure that we're incorporating some budget in our operating budget as well to accommodate some of those emergency needs that do occur during that time frame over the next couple of months we will be working together collectively reviewing and evaluating our educational programs which superintendent reichmann and assistant superintendent Martin mentioned will be working conjectively to develop that portrait of a graduate that aligns with our mission and vision along with idea fate and our ler excuse me lre legislations so during fiscal year 2024 though we'll make sure that our educational program is presented and that we do seek feedback from the community and our stakeholders so in addition to the one finding we did have as I mentioned several recommendations which most of them involve developing and implementing policies and procedures one of them consisted of making sure that we're reviewing the appropriateness of our itinerant service program fees also analyzing our post School outcome data and then complying with State conflict of interest requirements and as superintendent reichman mentioned we did have a hearing about a week or two ago with these states Senate education committee where Senator Boyer moved that the committee of reference make the recommendation to continue asdb for eight years which is until July 1st 2031. we do not yet have a date established for our hearing with the House of Representatives education committee the auditor general did inform me that they'll be contacting us within the next few weeks to schedule a six-month follow-up to ensure that we're implementing and are in progress of addressing all of the recommendations so we do expect this follow-up test work to incur in March 2023 they will also do another follow-up within 18 months and that is scheduled to occur in March 2024.

the main increase is in the regional Cooperative funds by 4 million and the classroom classroom site fund by 2.6 million if there are no questions this concludes my report of the agency's financials uh thank you are there any questions thank you okay uh hearing none we're going to move to 7.01 information and discussion item introduction and possible discussion of policies [Music] e-e-b-e-i-h-a-i-k-f-i-m-b-i-m-d j i c f a j l b j l c b j l c c j l d a j r r n k i Marie Murphy wow I'm impressed that was a lot good afternoon board president Nigro members of the board superintendent reichmann and assistant superintendents Cooper and Martin for the record my name is Maria Murphy and I'm the asdb director for policy and government relations you have before you the revisions that are being presented for a first read board member lay typically our policy revisions are presented over a series of two meetings and at the first meeting the board has the opportunity to discuss and ask questions regarding the revisions and then at the second meeting the board typically votes to approve or decline the revisions or send me back to the office to do some additional work so the board has probably not seen this many policy revisions for me in quite some time but these revisions are in response to the changes that the Arizona state legislature made to the Arizona revised statutes during the most recent legislative session these proposed revisions have been posted on our website for public review at this time there hasn't been any questions or concerns raised by the public but I would like to make myself available for any questions from you at this time are there any questions for Ms Murphy this is the board of Virginia yes thank you president Nigro appreciate it I do have a few so bear with me please okay I do understand the concern about distracted driving and I completely agree but there was a mention of hands-free and at the same time I do want to make sure we recognize and are aware that we do have staff who are deaf or hard of hearing and or possibly have a visually visual impairment who are legally able to drive and this policy is not equitable for those individuals I want to make sure that it is Equitable for all staff members so for example I will notice that they cannot check a map while driving if the person is deaf or hard of hearing I understand that they're not using their phone during that time and they don't see anything in that policy that requires that they have a car mounted system for a device in order to be able to view a map is that something that transportation department plans to implement so that folks can view a map while they're driving via car mounted GPS for example board member chance that's an excellent question and I would be happy to follow up with uh Albert Duff and the transportation department regarding your question at this time the only revision that is actually being proposed to that particular policy which I believe is eebe is that we should not be operating a vehicle with a student under the age of 13 in the front seat so that would involve additional revisions and I I'm happy to make those revisions if the board would like me to make those revisions however these changes were not contemplated in in this particular iteration of the of the policy but if you would like to instruct me to go back and and look and further those discussions I'd be happy to do that yes this is board member Jansen I would appreciate it um I just now had an opportunity um to look at that and I would like to um ensure that the agency is providing vehicles with car mounted um phone mounts for example so that they can access directions if they need them secondly we do have staff who are visually impaired but can legally drive and I'd like to make sure that if they have a biopic lens that they are allowed to drive as part of their job duties board member chance again I would be very happy to bring that up with director Duff and we can continue to work on these between the first read and the second read thank you I'm just scrolling through to find the next one I am now looking at I Dash i1250 related to basic instructional programming and there's a comment about core fundamental skills and it focuses specifically on reading skills should be continuous through education excuse me the Improvement of a specific reading skills should be continuous throughout a student's education the curriculum should be brought in scope and provide a range excuse me one moment for The Interpreter curriculum should be brought in scope and provide a wide range in rate Readiness and potential for learning but I noticed that there's nothing stated about what would be established from kindergarten through 12th grade for language acquisition or any kind of resistive technology for language so for example Braille reader seesaw um Jaws um other other assistive technologies that we need to keep in mind the wording here still seems to focus more on English rather than other forms of literacy and I want to make sure that it is in fact broad language literacy includes Braille and ASL as well board member chance thank you for that input when I make these revisions typically I receive these revisions from the policy Services Department of the Arizona school boards Association and the Arizona School boards Association models these policies typically for a general education environment which is probably why you're not seeing things in regards to specifically deaf or hard of hearing blind or visually impaired students so um again I would be happy to take your comments and your requests back and continue to work on the policies to include those for the second read thank you and now I'm looking at observe observance days for September 11th I will leave that as a legislative requirement is that correct um it is a legislative requirement for uh school districts and charter schools in the state of Arizona however asdb even though we are not a school district or a charter school opted to voluntarily comply with this and acknowledge September 11th and I think that's wonderful and I agree with that in terms of following school districts Sandra Day O'Connor celebration day is that a legislative requirement as well yes it is wonderful those legislatively required days are the is the board allowed to input any other days of recognition or celebration other than what's legislatively required that's a very good question and I think that I would want to consult with our Assistant Attorney General in regards to that um I know that asdb needs to observe what the legislature requires us to observe however we might not be precluded from adding on additional dates but I I don't feel comfortable giving you a definitive answer without consulting with counsel first and that's fair so two specific things I'd like for consideration some kind of day or recognition for a Helen Keller I think that's a very significant individual for our students who are deaf deafblind blind visually impaired to understand and really the basis of why we have education for Deaf hard of hearing deafblind Blind and Visually Impaired that history is very important and she's a significant role model for our students and secondly some type of recognition of a disability awareness a week or disability awareness month that nationally we do already recognize I would like to put that in policy as well thank you all I would be happy to take that back for um for revision okay and now I am looking at graduating class of 2026 or the required competencies for civics I'm assuming this is just taken from legislative requirement is that correct correct okay is this broad enough that we as a school are able to provide necessary accommodations for our students to take this test as necessary um it is actually my understanding in on board member wonders correct me if I'm wrong but it is it's actually my understanding that if students do have an individualized education plan if it would not be appropriate for them to take this the Civics examination that they could be Exempted from the examination is that correct I believe so that I can double check yeah I I believe so as well I'm just I'm hoping that you can verify that for me okay um and we may want to consider putting that in part of policy as necessary um at least I think we need to consider um indicating that students who may need accommodations such as having the test read to them or assistance reading the test and otherwise that they would be allowed to have that type of accommodation for the test and that would include for example Braille or screen readers Etc other types of Technology thank you okay and I've jumped quite far ahead about the mask component it says asdb can only require masks with parental approval correct and I'm wondering how does that work so if we had a government issued order or a CDC issued mandate what would that look like with that policy we would I I believe and superintendent Martin correct me if I'm wrong but I believe that what we would have to do would be to actually receive some kind of a written consent form and make sure that we that we have the parental signature correct yes this is board member Jans is that a law or legislative requirement or where does that come from it's it's a law State of Arizona law correct okay thank you you're welcome and that is all that I have thank you for your time and your comments Miss Murphy you're very welcome and I will um certainly take your feedback and uh start making those revisions to bring back to the next board meeting thank you very much up thank you are there any other questions for Ms Murphy um Mr before um you know as you you the changes are presented in Redline format as you normally do um so the the changes in red are the proposed changes that have come from from aspa based on legislative mandate um the items in in black Print are existing um you know I don't want to hold up approval and and passage of things that we need to to to pass to comply with the the new laws the legislature has passed um at the the same time board member chance is completely right that we it is it is our job to adapt these model rules from asva to fit our population that's part of our job and that's part of every school board's job if you can look at every policy in the state of Arizona they all generally you know come or Started From The Asthma model rules but they've all been changed to suit the particular District needs and and we're no different um I'm wondering if procedurally we can get these through on second read next time and then have the other changes um you know that you may be working on uh as another you know to kind of roll up with the next the next round of uh of changes so meaning uh board president Nigro so that I understand you correctly to have the changes approved at the next board meeting but continue to work on them and then present the additional revisions at the March board meeting well I I would say that these should come through as second read in January and then you'll have first read that the changes that board member chance had mentioned we can come up for first read and discuss at that time yes I'm happy to do that okay I think there's missing of the word Bee by the way and The Mask requirement I will add that back in thank you all right thank you this is um board member chance president Nigro I appreciate your support and your comments and I do agree I I appreciate that approach it makes sense all right thank you okay um so you know further questions we're going to go to 702 set calendar for the 2023 regular board meetings hustle work study sessions um so I hope everyone's gotten a chance to look at this and we're all going to pull out our phones and calendars now I've gotten some input from board member Beau who was not able to join us today but she did mention that the July 13th meeting is not good for her it's not good for me either um is there a are there other and again we can go through all of these dates but is there any um any other board members for July 13th doesn't work if we could move that a week or two later my one concern is that um both board member Jance and myself have could potentially have a conflict with the acdhh board okay um so I'll see if I can pull up they don't have theirs already posted okay um so I mean we can I mean again these aren't set in stone um I mean we I guess we could put them in stone if we want to but um we right now it's just the PDF so um we'd have to vote to move them it's not you know that's difficult enough um so uh you know we could move it and then potentially move it back but I do like to have them as set in Stones we can make them so we'd be looking at um the week after would be the 20th July 20th but as of right now the 20th looks okay it's okay okay so let's let's do that I'd like to move the March 9th meeting if we can I know March is a big board meeting we have a lot of our HR matters that are settled in March um you know potentially the second or the 16th I think superintendent would say she'd rather have the second because there's I would that's correct yeah um so I think the second should be that or are there any other comments on that I that works that works okay so that will be March 2nd um yeah that works for me and then January um I mean believe it or not this is the easiest way to do this um May 11th I I think I'm okay May 11th if anyone else has any issues with that or a week before week after but you like to have a right before graduation I think all right so let's let's do that then so we're going to move March 2nd March 9th and March 2nd July 13th to July 20th and the locations uh we have starting in Tucson in January which you know we're in Phoenix today so the next week will be in Tucson and then we're alternating um is there any discussion on that we're going to like to meet in a third locality or or move the order of this or make any other changes that way no okay great um so I would move that we accept the calendar um as proposed with the exception of March uh Second and uh March or July 20th right uh all in favor any opposed and any abstentions okay great so we have that set um the other item uh you know the possible work study sessions we don't have a schedule for that proposed um we usually like to schedule um you know at least a couple to begin with and the you know usually February or or April time frame um superintendent reichman did you have any any proposals for for um for dates for those no uh no not for February not February okay I actually think the Strategic was going to be that one in February actually and it could be any of the the weeks during February though okay Thursday okay um let's see in February then I mean we could set one and then another in January that's not a big deal but let's see in February um we're usually on the you know we had the 16th and the 23rd but the 23rd gets Us close to the meeting so that maybe the the 9th or the 16th or either of those look good to everyone the 16th would look good for me the the 16th yes okay February 16th it's fine no I'm I'm planning for a first birthday party oh boy I may be here I may not be here so go with the majority and all right so this is board member Jan I actually have a conflict that day so if you do decide to do a work study session on the 9th I would show up late I would rather be there at the beginning though um David yes did we plan some of these work studies before I have on my calendar written in Feb on February 9th I think that we have oh we've already planned that oh gosh um that's what my calendar issue do we already have a favor I know I know that we had one schedule but yeah I know I but I forget the results of the doodle that might have been right this is Annette Yes actually we did set up the February 9th we did set up February 9th yeah okay that was the last meeting I see that now I'm seeing the uh the doodle here so okay well no that if we already have it on the on the calendar then we already have it on the calendar and uh in January weekend or in March I should say we can schedule the ones for the spring and early summer all right um thank you moving on uh 7.03 discussion action item election of 2023 board officers pursuant to policy shall be held the last meeting in the calendar year um so we'll need nominations for president and secretary I would like to nominate David to continue as president thank you are there any other nominations for president okay so I would accept the nomination um do we have a motion to to move forward with that I moved that we vote to have David as our president for another year yeah okay any seconds I second okay um all in favor say aye aye aye uh any opposed and any abstentions and then we'll need nominations for secretary I'd like to nominate tsuke she'll she'll do it again I accept the nomination any other nominations I'll back you up anytime soon okay uh all um I uh move that um uh we elect suke as secretary I'm sorry yeah okay uh so all in favor say aye aye aye aye any opposed in any abstentions okay great uh and then next is 8.01 call to the public call the public on non-agendized items uh we have uh no uh in-person comments uh received and we have two um uh via the web they'll be available publicly on the website if they're not already and again as is our our practice uh we'll suitable just summarize the the content of both um both comments are from parents of students here at um asdb but at pdsd specifically they are expressing significant concern over a teacher's Behavior walking into a classroom that was not their own and um in their words bullying belittling and berating a student um in front of their peers and the actual classroom teacher they are concerned for their students safety and emotional well-being as well as wanting to see disciplinary action sooner than later for this specific teacher uh thank you and we could move on to 8.02 discussion of possible action item agenda items for the next regular board meeting um are there any any uh proposals for the next next meeting uh for agenda agenda items um I know as I mentioned earlier in the meeting we are going to have uh some policy changes proposed to um uh resolve some of the issues that the auditor general raised along with some other some other items and we're going to address several of those uh in January they're being developed right now um I I would like to have um a quick update on the Strategic plan after the first semester we we reviewed um the data that we had uh once the fiscal year ended um and now we're going to be about six months from that time in January I'd like to have another um updated discussion about that as we get some new information again that that dashboard is uh it's it's live it's uh it's it's the our website slash dashboard that data is updated uh periodically so everyone can see how we're doing um but I would like to talk about it a little bit superintendent Martin you were you yeah I feel like you want to say something excuse me president Nigro we um we had an issue there was a submission online for public comments um there was some confusion when they submitted online they weren't given the option to present in person so they were actually here in person to express their comments so that's what we were discussing it would be up to the board to allow the public to um have their comments heard so this is from the non-agendized items yes and then we didn't receive do we have a form right now we do not so there's no there's no paper form no there's no paper form though because they need to fill that out they need to fill out the paper form okay oh they they did they did that they did okay yeah they they did the online version but it didn't give them the option they said to um present in person so they want to come and read the email correct um okay uh is there I mean I know we're kind of off the the topic here in the email is um you know it is on the website for everyone to see but if they want to to read it um I mean there's anyone on the board opposed to that okay that's okay um uh sure no so um for for minutes um you know again the the minutes are louder are um up to we have the agendas discretion um I think we're using uh three minutes um for um uh uh verbal or uh communication and four and a half uh for ASL communication um so that's we'll allow that is that person here I would hope so I mean hello I want to thank you for giving me the opportunity to Stand Here I Am the mother of three children here at PTSD and I did send an email with a public comment with some basics of what happened my son has Tourette syndrome he has some tics he makes some noises that he cannot control He Is We found out when he was seven the classroom teacher gave them some work and they were focusing on that work and he's his ticks were occurring someone who is not his teacher walked into the classroom and said you are an animal I'm gonna call 9-1-1 you are not normal normal people don't act like that in the real world this was said to my 10 year old son he completely shut down this broke him he came home and I had no idea and when I found out I talked to principal void about it my 10 year old son for the very first time in his life said he wanted to kill himself not because of his home life not because of stress anywhere else but because of a teacher here at this school this teacher made my son hate himself he doesn't want to live anymore because of what she said he's refused to come to school for two days I kept trying so hard he said that I'm scared I'm scared she's gonna call 9-1-1 on me he said no I can't control it Mom I can't help it she's gonna call the cops on me and I said no honey that's not gonna happen a few members of this team the counselors and teachers got together to try very hard to convince him to come back to school and he did but he's on a safety plan and it is completely unfair to him that teacher is still here she's not an administrative leave I will not be quiet about this I will go public I have posted this publicly and there are staff there are parents there are teachers who are coming forward with their stories of this individual and it is not pretty but it is surprising that she still works here and I want you to understand that I will not stay silent about this my son doesn't want to live anymore because of her behavior and I don't know how many children she's damaged over the years we will not stand for this thank you for giving the opportunity to speak to you thank you foreign so we were in the 802 discussion possible action item uh there any other items that people would like to add to the January agenda no okay then we can go on to 9.01 actually item in German I move that we adjourn this meeting is there a second all second okay all in favor hi hi can you opposed one okay thank you joking I'm not okay I'm in Noah [Applause] at this time we would like the voice and democracy first place winner Noah Lewis to share his Essay with everyone here today [Applause] why is the veteran important the dictionary definition of a veteran is rather just a person who served in the military well my definition represents freedom a veteran to me means putting your life on the line for the greatness of the country you served a veteran to me means serving for the freedom of you and me veterans are not only people who serve but those who fight for the history of this nation our families and the protection of the red white and blue flag in 1776 our founding fathers created a precedent in world history by establishing a document unlike any other as well as freeing ourselves from the social neglect from England for our founding fathers had written a document marking our independence starting a revolution amongst colonists following the uprising of this great nation they believed the government should be given a bill new Bill of Rights in hopes of bettering the Newfound country one that gives the people Freedom one that represents the strength of this great nation most importantly one legislature that would stand any Blow from other nations they created A faultless legislature unprecedented by other governments allowing the people to vote on the state and National Representatives opening up we what we see here in the present the ability to grow equal to the fellow man in hopes of bettering themselves and others around them here today the people here sitting before me are ones who allowed me to tell their story here today without these veterans this work in literature written by these great Founders could never been told to those of you for veterans not only create a safety net over the future development amongst our great country but help carry these great stories about the founding fathers and allow them to be presidented why do you believe veterans serve for this country many might save for their families their country patriotism Etc the veterans might have served for the reasons they've proclaimed but they as well fight for the people in this country and in this room they have gone through multiple instances in which they could have lost their life through the time and service once again I ask myself this very question of why these Brave patriotic men serve this great country many of you may not have a veterans room here today nor these veterans may know you however these courageous men gave the people in here and this very country an opportunity the opportunity to make friends take chances and just grow as an individual which brings me back to this exact question I've told you why do veterans serve they serve for you for me and the flag above you and behind me for without these great men and in this room and those great veterans outside of Brown County allow us to sit here secure free and in unity that's why the veteran is important to me because they serve for more than what they might have think and throughout the world and In This Very Room I'd like to close this message off by thanking all the veterans in this room here today and give my respect give my respect to those who passed who have you have served your field of warfare for your community your families your comrades next to you and those who've fallen and those great country we call home God bless each and every one of you here today for giving us the freedom family and security we have in this beautiful country God has given us to conclude why is the veteran important a veteran is important not only for how they serve but what they serve for they serve for you and me their families in the land of the free foreign [Applause] every year the VFW acknowledged high school middle school and Elementary School teachers for their hard work dedication and inspiration in creating a sense of national pride in their students this year the VFW Post 6195 is recognizing two of our we have our Brown County High School jazz band and Rhapsody senior seniors Allison Pennington and Ali Tincher with God Bless the USA [Music] if tomorrow all the things were gone you'd worked for all your life and you had to start again with just your children and your wife you think you're lucky stars to be living here today cause the flag still stands for freedom and they can't take that away foreign [Music] foreign [Music] that I'm proud to be an American where at least I know I'm free and I won't forget the men who died who gave the right to me and I gladly stand up next to you and defend her still today cause there ain't no doubt I love this land God bless the US foreign [Music] foreign good morning my name is Trent Austin and I am the proud principal here at Brown County High he currently volunteers as a board member for leadership of Brown County he's the vice president and legislative liaison for the Indiana County veterans service Officers Association and assistant coach for his son's basketball team he is a member of the American Legion Disabled American Veterans Veterans of Foreign Wars National Association of County veterans service officers and in his Alum of the Wounded Warrior Project he's married to his wife Dee of 16 years they have five beautiful children together including one on the way and they reside in Bloomington Indiana please welcome Chris snow [Applause] well Noah I can go home because your speech was awesome I appreciate it gentlemen you can smile you're joining the military but you can still smile okay proud of you well what an honor it is to be able to speak in front of all of you today I want to thank superintendent Emily Tracy and her staff and the students involved in putting this together in recognition of our veterans and to everyone in attendance This truly brings to life a time-honored tradition here in Brown County before I dive in I'd like to take a moment of silence to remember and honor our local veterans who recently passed over the course of this year well Veterans Day is one of my favorite days of the year not for selfish reasons but because when I was a child I grew up attending ceremonies and parades through the years for some reason they seem to go away this is a day that honors every person who put the uniform on it signifies that we swore an oath to support and defend the Constitution it signifies that we believed in a greater purpose than ourselves and it signifies that we were willing to do what only seven percent of the current population was willing to do it doesn't single us out by rank and unfortunately we don't have any Coast Guard members here today but I'm still going to leave it out here we can honor you as a military branch finally because now we have space force all kidding aside veterans have been a Bedrock of Defense in this nation and without them our nation wouldn't be where it is today and for that I can stand here very grateful to you and your service it's one thing to feel grateful and supported by your service it's another thing to feel rejected and ashamed by your service sorry in the course of history for our veterans that will always remain a constant in our life and that will be our transition I have sat with many veterans and heard their stories over the course of my life while many are interesting I do not believe you could compel me I do not believe you could compel me to think that there is a more interesting story to tell than our Vietnam veterans I am so sorry I'll get it together as a veteran I'm continuously inspired and humbled by the hard truth they bring to the table out of all the veteran Generations in this room our Vietnam veterans encountered the worst treatment when they came home when they came back stateside they were told to put their uniforms away before coming home they had their uniforms ripped up they were spit on they were yelled at there were yard signs that said no dogs or veterans allowed some of them have been reliving their experiences in the middle of the night and have continued to do so for over 60 years but today I want to recognize our Vietnam veterans and I want to invite you all to stay if you have not received or felt your welcome home welcome home [Applause] I want to share my story of how I became a veteran but most importantly I want you to know my journey and some of my experiences during and after the military as I transitioned and how that continues to impact my life and service to veterans I'm sharing this story because so many men and women in this room have shared their story with me and it's my turn to return the favor back in 2001 when I was a sophomore in high school I watched on TV as the planes flew into the Twin Towers in New York City on 9 11.

I couldn't believe what I was seeing I was full of surprise but mostly anger because I knew there was nothing I could do because I wasn't old enough to join the military I wanted to go to war I desired to kill every person responsible for the attack on our nation there was hate in my heart in July of 2003 I stepped into the Infamous yellow Footprints in San Diego California and joined the United States Marine Corps 13 weeks later I was holding the coveted eagle globe and anchor in my hand and earned the title Marine in February of 2004 I got exactly what I wanted as my unit landed in Kuwait and traveled for three days by Humvee to a location in Iraq that would begin a journey in my life that can never be taken away I was exposed to multiple gun fights multiple explosions on the side of the road motor attacks on base and suicide bombers I witnessed many deaths of my brothers the enemy and civilians there was nothing that I had ever experienced in my life this was not normal it was a lot messier than I envisioned any morality I had was completely shaken to the core and my life had changed forever this was war and this is what it looked like seven months later I trans just transitioned back to my base and went home on leave for a couple of weeks no one understood me or what I went through and I didn't know how to talk about what I had just experienced people would ask me if I killed anyone protesters outside of the Monroe County Courthouse called me brainwashed I couldn't stand fireworks I was called a baby killer at a party on IU's campus my life was anything but normal at this point I was glad to be leaving Indiana to go back to my buddies I was serving with about a year later in 2005 I was deployed back to Iraq this time in a much more dangerous city called ramadi on February 18th of 2006 I experienced what I thought would be my last moments here on Earth when our section was ambushed by the enemy with an RPG attack that disabled the last truck of our section I could hear the chaos beginning to consume my colleagues over the radio within a matter of seconds I watched through my night vision goggles a blinding Flash and could feel the concussion of an explosion that completely disabled the first truck one was down truck four was down and the rest of us were trapped in between the disabled vehicles I could feel my heart pounding and my adrenaline zipping through my body I began to take charge when I called over the radio for truck one to no response I jumped out of my truck to shoot up a red star cluster to inform our friendlies that we needed backup and we were unable to get out of the situation effectively I radioed over to the section leader to the other section of our platoon to immediately come give us support I radioed over to the other vehicle commanders to begin getting an account for the men I continue to radio over to our Battalion and requested a quick reaction force for additional support some of my men sustained injuries but they were able to continue fighting While others were reported completely down then I heard the call come over that we were missing a Marine I immediately felt my heart drop the driver of the first truck reported over the radio that our platoon Commander sustained injuries Beyond repair and was slumped over in a seat he also reported that our section leader was the marine missing the mission changed there was a new mission in all of this our mission was to bring everyone home regardless of how they come home I grabbed my best friend to come with me to find our section leader we ended up walking down a road that was completely dark and it was eerily quiet after traveling about 75 to 100 yards we found our section leader his body was lifeless we carried him back to the trucks and secured him to the quick reaction force Vehicles along with our platoon commander and the other wounded we loaded up in the remaining vehicles that were working and headed back to base and we were rescued Corporal Conley the section leader and one of my good friends died that night and Lieutenant Fitzgerald our platoon Commander passed away three days later in Germany on February 21st of 2006.
