again my transition home proved to be difficult due to the loss of our brothers just prior to coming home I wasn't done with my time in the Marine Corps but I was done with Iraq and I needed to change the scenery so I re-enlisted and joined a newly designed unit called the foreign military training unit in Camp Lejeune North Carolina that was later designated as the third Marine Raider battalion after graduating from the pipeline I was selected to go to one of the first teams within the unit to deploy to Afghanistan in 2008 which ended up being my third and final combat tour in 2010 I began journaling my comrade experiences and soon found myself collecting stories from some of my closest friends through that experience I began to find a new purpose in life the hate that was in my heart for so long began turning toward empathy and understanding I soon gave my heart to the Lord and I accepted Jesus Christ as my Lord and Savior I still didn't have my life together but it was a stepping stone in the right direction my transition from active duty was confusing to say the least it had no plan and my family was relying on me to provide for them so I rejoined the military with the Army Reserves in June of 2011 as a human resources sergeant now some of the men and women in this room can find the hilarity in switching branches especially for Marine Corps active duty to Army Reserves and as a human resources Sergeant so this allowed me to continue to cover my family and I with health insurance and bring in some additional money to pay the bills that was my reason I officially got out of the military in 2017 and ended with 14 years of service in the military during my my Reserve time I took on several jobs within the veterans space I learned about Workforce issues transitional issues Veterans Services and networked with within every Community I traveled to during this time I spent time with multiple veteran service officers around Indiana and found their job to be very intriguing it was also during this time that I discovered what I wanted to do in my career and I wanted to become a veteran service officer fast forward to May of 2020 I became the Brown County veterans service officer and for two and a half years now have served in this capacity for the county this job has been a blessing to me in many ways I get to be a confident Confidant to many veterans I am constantly Sanctified through the work of this office and I'm always humbled by the incredible and impactful stories you give me veterans has have always been near and dear to my heart ever since I was a kid and when I came into this job I already had a vision set in place that was going to impact the scope of the work of our veterans Service office you see my vision for the Brown County veterans service office is simple it's fostering thankfulness to Veterans and their families what we do and how we conduct business is fundamentally based on that vision we do it with great pride and care towards our veterans and their families we provide services to our veterans by filing VA claims for federal benefits and we assist them with state and local benefits as well we help support widows during their time of need by assisting them file for federal benefits we provide in-home visits to Veterans who are unable to make it to our office location we educate the community in transitioning service members about their benefits and we partner with internal and external stakeholders to ensure our veterans are getting the best possible care they need and deserve one example of a relationship we developed is with access Brown County we collaborated with the Brown County YMCA and their access Brown County Network to develop a veterans Transportation Network that enables all veterans in Brown County to receive free rides to VA facilities in Bloomington Martinsville Indianapolis and Camp Atterbury this was a small but long-term solution to a rural Transportation problem for veterans another example of collaboration in the community is our work with Community Corrections and the Sheriff's Department these Partnerships ensure that veterans who are in legal trouble are afforded the opportunity to identify whether they have VA benefits that could assist them with their transitional issues this was a small but proactive solution to serving our veterans in this community that I hope will give a helping hand to those who desire to be helped during their trials and back to a road of positive impact within the community in July of 2022 our office was able to establish two Financial funds that are non-reverting and that will support veterans in Brown County through two critically important missions These funds were designed to be a small but proactive solution to establish a new way of fundraising that will serve our veterans in both transportation and essential needs such as housing and utilities you see the county office is a small fraction of the work being done in this community by and for veterans through a vision of fostering thankfulness fostering thankfulness isn't just for veterans it's a vision that can and will inspire an entire Community when it's truly implemented today we can literally find anything to argue or bicker about wouldn't it be nice to see a community that truly engages in fostering thankfulness towards each other many veterans around this community have implemented this vision and most people wouldn't realize it unless it was pointed out to them some of those examples are mowing the grass out in the Parks and Recreation Area conducting Honor Guard details to our veterans who have passed away in this community serving on community non-profit boards volunteering to be a part of the police or fire departments and picking up trash on the side of the road to keep Brown County beautiful fostering thankfulness creates a heart of charity it develops and impacts how we serve one another it comes from selflessness not selfishness it would incur I would encourage and implore anyone in this room who doesn't Foster thankfulness to begin finding ways and means of doing so it will make a world of difference so my challenge to each of you in this room today is to Foster thankfulness wherever you go in the community spread cheer that comes from what you are passionate about in life be a good listener for others so they can share their passions or be vulnerable with you enjoy each other's company and live in unity I'm so passionate about veterans and you should be too today we get to celebrate them all veterans thank you for your service [Applause] thank you I'd like to take a moment to thank our outstanding musicians who are assisting with our program today our Brown County High School history club for all of their assistants we sincerely appreciate a Brown County High School choir led by Amanda Webb Jenna Sears and Dan Ling and our Brown County High School band Led by their director Matthew Finley [Applause] veterans when the music begins our students will greet you and will dismiss You by Rose to the auxiliary gym where you will have your picture taken all veterans widows and your families are invited to stay for luncheon which will also take place in our auxiliary gym thank you [Applause] [Music]

Wells on 1021 he stated that we are honored to report no unsportsmanship fouls for either team at the sectional game there was a mutual respect felt on the field as both teams played prideful football he was apparent that the coaching staff for both teams take sportsmanship very seriously as they should for High School athletics thank you so the Royals Raiders and Norfolk Norseman for exemplary sportsmanship also congratulations to our Norris football team on another great season the Norris won their round one sectional game at Southern Wells on Friday October 21st they then went on to surprise their very good Master Grant team in round two to earn a spot in the sectional championship game Norse were defeated in a sectional championship by undefeated and very very very very very Steve Snyder for his shrewd use of timeouts to ice Tippy Valley's tip kicker at the end of the game way to go Knights and that's what made them share of the conference the share the concept TRC this year while the entire night football squad played exceedingly well one player from the group senior Jason will Precinct was nominated for the Max Preps athlete of the week way to go Jason congratulations to Our Lady bowling Knights for their efforts during sectionals on Saturday versus a few weeks ago they began their Morning competition with a 3-0 Victory overcast and they close out the evening with their victory over Northfield to take the sectional title the lady Knights base Regional opponents at Clinton Central on Saturday you already know what happened there they actually won and then we'll continue on with that once again our lady Knights prevailed a tournament play with victories over Faith Christian Academy in Daleville are nice Advanced to semi-state to take on Fort Wayne Blackhawk Christian play us at the beginning at 4 P.M at Plymouth High School Unfortunately they did not win that but they did one they did win one set and Black Hawk Christian ended up winning the state and I think our own Mr Drake was there to witness that um I didn't even say about that nope anyway so um Southwood we'd like to congratulate our Knights an outstanding season for football then of course they ended up seven and three um and as a record seven to one a conference play of the share the Three Rivers conference Additionally the knights defeated all other walrus County teams and defeated and previously on Beat the 38 to the new Valley football team in arguably one of the most one of the best football games this season and this is a very good one too lastly I would like to share a little more information about the Friday theme that's the one with Adam Central during the third quarter and Adam Central player intercepted the pass and was tackled on the sideline on the run back the players suffered an injury it required the ambulance to come onto the field stopping the game temporary if you know very very bad leg break uh one animal Central parent reached out to the Southwood Administration via email about the event and that parent wrote I wanted to commend your football team for integrity they showed Friday night when their whole team came over to the Adam Central football team and led a prayer for our injured player the majority of those young men was impressive we talked to a few of the players after the game that would appreciate if you could let the whole team know how much that meant to our boys and the fans I hope your coaches and school officials realize what a group of great boys you have on that football team and a great leadership they exhibit you should definitely be proud of them and again that was a very very bad break and they just beat us pretty bad too so um Southwood would like to express appreciation for Mrs Gilman's work to bring that Hoosier Shakespeare festivals of Southwood for a performance of Macbeth for Southwest and Northfield seniors the play was an outstanding performance thank you Mrs Bowman for all her hard work making this happen and Shark Creek Elementary wishes to recognize Our Community Foundation Scholars at the quarter for the first quarter fourth grader Nora Martin and fifth grade Aidan Stanfield and sixth grade Emerson zwievel so congratulations to the student and I'll say one more thing and I imagine that Mr Snyder and Mr McDaniel May mention that but we had our drama they performed Friday and Saturday night it was a combined MSD Northfield Southwood um the beauty of the Beast did a fabulous job I know some of you were here on Friday I was there Saturday night over 600 people attended which was excellent too which we haven't had that for a lot of years and so it's really neat to have those combined doing that and they just did an excellent job they actually had a lot of donations to be able to rent the set the set was very professional if you saw how to see that I put on Facebook and a lot of other things was on Facebook and that the outfits were great and the performances were fantastic too so it was neat to see them do that together and really thank Mrs miss me miss me does a lot at Southwood not only is she the band director she's the choir director she's a jazz band director she's the drama director pet band director and whatever else director is out there so she does a great job and uh I I've talked to her before about all that but um you know she she just loves what she's doing she loves the kids the kids do a lot of things on their own to um with the practice to make themselves better and it's just really need to see that too so there's probably a lot of other things that we could put we will officially recognize the public comment period for agenda items only although we have a republic so we will move on to consent agenda items we need approval for the minutes of our last meeting called on October 9th there are 11th to approve those minutes oh yeah option in a second to approve the minutes from our last meeting on October 11th all in favor say aye all right moving on the financials claims foreign each of the buildings get um I give them a budget for capital projects to purchase desks uh to replace old existing desks for classroom siding so um that is there were two different you said Page Six yeah so you have two different groups correct of course it was just um there was another straightforward desk when I was just kind of curious what I was trying to do it to work uh so these look like these are for uh Northfield because that's what the 11 is for um I would have to check that out to see for sure some of those desks when they when it says wave I know that there are some nests that have like a wavy pattern that'll build that connects it's just it's another mess yeah okay I was curious where it was because there's a lot of new designs there's all kinds of design at our desks you have a more modern look pretty much collaborative to be able to join them together right um sorry oh question and second to approve the claims All Purpose AI all right payroll level seven or eight together so seven is a standard one eight shows the Retro pays for the teacher contracts foreign so those would be payments made for the I think it's four pays August 31st September 15 September 30th and October 15th pays um so those are the Retro amounts added into that for the new contracts which since those are all four payments together than the next payroll should be quite as it shouldn't but hindsight we also have coaches pays coming in and so that's gonna I'm gonna skew that a little bit as well so okay payroll seven and eight all right in the month summary uh these are in my balances looking good uh some of this increases due to receiving starting to receive transfer tuition monies in the education fund we sent out statements uh to corporations of legal settlement back in oh it had been mid to late September we've collected about 60 percent of those at this point in time which is a pretty good number for us uh we'll continue to track those down uh throughout the school year so we do have some of those payments that have been coming in that has helped in that education fund to recover those expenses that we want at least think out so fund balances continue to be steady and in good position which then leads to cash flow uh probably a couple months left for this budget year cash flow represents what we have up until October everything is accounted for except for one thing which I believe will be in our benefit and that is the basic Grant uh Revenue that we would receive in November and December that has not been factored in yet to what we would receive from our ADM changes uh in September so as you recall the idea that we were receiving the dollar amount was for 2002 students and then that ADM for September um I don't remember the exact number Mike it was 2100 right you know 21 something so [Music] um that has not been reflected in this at this point in time [Music] it should uh increase that obviously uh I will know for sure what those numbers are on our November 15th form 54.

so we'll start our work session and at 5 30 she just kind of keep me on Note depending on where we are on the agenda we'll pause and then we'll do the public hearing any questions from anybody on that so thank you so at this time we will have our our call to order our work session and I will first order a business be our Blue Ribbon update Mr President members board Dr Smith we do uh continue on uh LC you'll see the site work continues and this is uh seating and Grading going on on the south and southwest and west side of the building uh the West wall and new entry and the senior Cafe continues on and again hoping to get that thing buttoned up here for too much more cold weather comes uh LC Poole Footers going in place so uh we do have some active construction going on for the LC pool the plaza work continues on concrete we're hoping to get Asphalt in there uh Thanksgiving break uh Ln three story continues on with finish work again moving down to the second floor and first floor for a move in hopefully in December phase 1C continues on the main hallway and the art and family consumer science areas a new pool there Ln you'll see that the pool actually is being formed up right now so concrete not too much further down the road locker rooms going in finishing touches there you see the ceiling grids so moving right along with finishing touches in the main living area and the storefront we're open again in the next couple weeks to get that stored front end to close in the front of uh Ln pool questions or comments for Mr Smith I had a comment it's not up there on the pictures but I just wanted to say the new walkway to McKenzie from Lawrence North looks nice and seems well used by students every time I drive by kids are using it yeah it's great I have a question about the pool and I I apologize because I should know this but I have forgotten are the pools competition size will we be able to hold competitions here our lengthwise depth wise yes all above is yes thank you I just wanted to clarify that because I know the last time we built a pool that was the one thing we didn't do and these are true 50 meter pools perfect thank you so much any other questions or comments I will encourage the boy if you've never seen a pool put into a school it's pretty remarkable so if you get a chance peek in if you can it's pretty remarkable thank you Mr Smith yep preschool updates Mrs Laplante Dr Smith president McGregor members of the board tonight I'm pleased to bring to you some preschool updates as we look at our programs and the curriculum that we offer I also want to um introduce and say thank you to the Early Learning Center an immersion preschool principals that are in the audience tonight to support as we look at the changes that we're making for our families so the first thing that I would like to talk with you about is a proposal to look at year-round preschool we currently have multiple offerings for our families but they are all based on a school year schedule we offer school day which is from 7 30 to 3 we have am extended PM extended preschool we offer both AM and PM so families can have care from 6 30 in the morning till 6 at night we do have part-time options and we do always offer break care but it's only at two locations and so as we look at how we can continue to improve our program we know that consistency is truly what's best for young children and so we want to recommend offering a year-round option for families that would allow families to choose to have their students with the same teacher and the same students all year round rather than having to make other choices we also want to bring to you tonight a recommendation to look at some rate increases as we look here it is always our commitment to offer high quality preschool for our families and also to make sure that we are a leader in supporting Early Childhood Staffing with healthy wages so I just wanted to show the different increases that we've been able to give over the past four years we have not raised our program rates since 2020. as we look at a market analysis these are some of our competitors around the area and I just wanted to make sure that you saw their current rates and their hours as we when we move to look at our proposed rate our most expensive offering will be 245 dollars a week as you can see which is still well underneath any of our competitors and are one that's closest day early learning is only 7 30 to 5 30.

uh will tell us what those reconciliation amounts will be for November December for that changing Indian I guess what happens on the law school in Minnesota corporations of those do they have a timeline that they have abide by or no um I mean when I first started here and Mike actually kind of started that I mean we went back three years three years three years to get money is that we hadn't been covered yet [Music] not likely now I also lost the loss because of three years it was still some years ago that we didn't go back and try it again so since we put some procedures in place we've never really had to go back any further than the year no uh to get those and so I'd say the last at least three years we've gotten all of our monies by uh on July or August of next year so there's no satactions statutorial deadline but we uh we just keep pressing them and then eventually uh we get to a point where then we submit for hearings with the Department of Education and that's usually when people in there [Music] just a reminder that ADM count is 2139.47.

board of managers but we are just The Advisory board but I know meeting with Mr Hobbs and the other superintendents we've been talking about um doing some different projects and one thing that they're looking at is there's a roof that maybe another five years within five years needs to be replaced plus the HVAC system plus the controls there and so there's been a lot of discussion about how that would be paid for and so we're looking at possibly doing the common school loan which we've never done uh the difference of a common school loan is that's from uh in the Department of Education and basically what they do then is they take that money right from us before we even get it it's almost like a payroll deduction um kind of like that I guess from our education fund that we would from our draw each month um and at one time I was going to ask you to do a resolution today we're not ready for that yet because they're going to try to give us some different options in other words they'll get try to get a firmer cost of what that will be and then also get a firmer um some some different ideas whether that's going to be you know a two-year loan a five-year loan a 10-year loan it can go all the way up to 25 years I don't think we'll do that if interest would be just crazy on that but anyway that's what one thing that we're looking at and they're still discussing at some point maybe looking at adding on but there's other ideas there too but for now what we're really really concentrated on is trying to get the funding for the roof there and also the controls in the HVAC system so um they've done things in the past because that building stated right a lot of things have been done internally by by them there and so it's really hasn't been Mark says in his time even before his time since he's been principal there's only one other time they came to the schools the 5 five member schools and ask for money as far as that maintenance goes and so there are different ways of doing that of course if you do US Government common school loan it's based on enrollment of students that actually go to Heartland career center if you go to do any kind of other maintenance if you want to do it that way it comes out of our capital projects and of course since our 80 is higher it would cost us more because of that but right now the emphasis is when looking at a common school loan because of other situations and in the other schools they feel like that would be best and really talking with Dr Kenny myself there's you know we can do it different ways but one thing we don't want to do probably is to spend a lot of extra interest if we could actually afford some of it up front but we're going to get more information once we get more information I'll let you know so the monthly the monies that we send there they don't have accounts to accrue for none of those are for capital projects so well we do send at the beginning of the year they send us a separate bill that is just for capital projects and that is for the whole year um and so they use that thing for any repairs maintenance or build up to anything that they have planned and they do have a hundred sixty thousand dollars in that fund to be able to use but of course a new Road's going to be a lot more than that so they would apply that towards this project so they're trying to get like I said more getting firmer idea well I think they have pretty firm estimates or quotes on that but they're looking at how it really affects the interest rate and also how many years that they want to do that just want to make sure I share that keep that going because that that's when that conversation is going to continue so is the old school and things are over again it's fixed I know I think it's the whole roof yeah yeah Mr Bowman said there hasn't been hardly any major things done um and if it was it was done for themselves so we've started building the trades most of my words they're gonna have a year just fixing that up yeah build their own trusses and there you go all right that's all I had though for that but I but I have one I was going to ask you yes I just want to share it you know on October 11th we had a parent-teacher conference and I always ask the principals um and well the teacher started with it of course just to find out uh the actual attendance um and no shock that um the lower grades have a lot more attendance than the upper grades so just to give you a little idea so Northfield is a 7 through 12 building their total was 19.6 percent that's not really unheard of that's typically and one thing that's different about that now is you know there can be so many alerts with Skyward and different things like that parents could help every day the kids don't have their homework done they can know they're great of the day and so it's not like the old days when you actually were just kind of waiting and okay I'm gonna go get my report card and then they know what the report is and because now they can know all the time continue on Southwood was 24.3 theirs was increased a little bit because remember sixth grades there of course sixth grade had a little bit more they had like a 30 so that kind of raise their compared to Northfield so I'm sure Northville had sixth grade in their building it would have been higher now we don't really compete with that but I just want to make sure oh yes all right Metro north of course now you know that it's Pre-K and pre-k through second grade so the younger ones so they were 97.8 percent um and then Southwest Elementary though goes up to fifth grade so you think it goes down a little bit which it does a little bit was 96.6 so just a little bit lower and of course Shark Creek you know is three through six so you think it would go down a little bit surprising it did a little bit 91.4 percent so overall 59.9 percent for the district just for fun we don't have a lot on the agenda today let me just say give it our expensive door prize there's a ways to get in there so little uh little I'm just going to go across now so just grade levels so 98.4 for Littles kindergarten was 99.2 first grade 97.7 second grade 96.7 uh third grade 97.9 fourth grade 91.7 fifth grade 94.7 6th grade 53.4 here we go seventh grade 22.7 then 24.7 and 24.6 and 13.1 and 20.21.7 and 12th grade was an even 20 so which is kind of interesting a lot higher than that sophomore class just interesting data that we like to collect and keep yeah it's a lower grade levels that's tremendous oh yeah and in our engagement I I've kept it I have this on spreadsheet with all the years and that's pretty typical so I mean and really you do want you do really want the parents to be there and um if they're not there call them or do something then it's very very important because it's their Foundation right so they need to be going and making sure they know what needs to be done so thanks for sharing that's all I have tonight okay Mr great curriculum and instruction report yeah I just like to keep you guys updated where we are with some of our testing um MSD sets aside money to pay for seniors to take the SAT that want to um and so we had several kids at North and South take that we use Grant funds for our some of our eighth grade and Ninth Grade kids to take the PSAT so that testing is underway it might kind of let's keep it kind of stole my thunder here I think the play was amazing it was one of the best I've seen since I've been here in the district but it really kind of highlights all of the different ways that we collaborate so tightly between the high schools and so I just made a rough list of them you had the drama play you have the shooting you have our Esports programs in industrial Arts with Gary Dale and computer science we're going to do that next year and so you know to pull that off for the staff that are split between buildings like to get out of personalities like to sell themselves and get kids involved and then the kids many of them can't drive and so they have to convince parents to do that stuff and so we just have it I just think that speaks highly of the staff involved and the students to be able to pull off such a great I mean they were putting three or four hours in time it was what it takes to put on a play I mean these guys are put in the time and again you're talking about kids that come straight from Northfield and need has to attract kids from both sides and so I just think it's always good to keep that in mind how how often we do that I think sometimes we might forget but like I said I'll go through those one more time so our drama Department Esports shooting industrial Arts computer science they all work across the whole County really to get kids involved and the main two parts one was much more familiar one from Southwest yeah that's nice oh yeah under new business we have a recommendation to approve an overnight field trip for Southwood High School Art band and choir to Chicago and we're just going to do both of these there's also a recommendation to approve an overnight field trip for Northfield 8th grade to Washington DC the Chicago trip from the Southwood students is June 12th to the 14th of 2023 and 8th graders from North Carolina Washington DC that's March 23rd through the 26th of 2023.

even with our teacher pay increases that are being approved this week I also need to say that at the same time administrative and non-certified employee pay increase increases will be put on hold even with no budget reductions made through December of 2023 the corporation will go into deficit financing approximately 300 000 at the end of 2023. the deficit spending requires budget reduction efforts by Administration in an effort to keep the budget healthy however due to good cash balances we have the time to make the necessary adjustments to the budget to address the projected decrease in Revenue due to the loss of referendum dollars fiscally responsible decisions have been supported by Administration and the school board have contributed to a healthy cash balances that we have today and those current cash balances provide us with the time that we need to develop a plan that will allow us to move forward as a district providing our students with quality education while still addressing budget limitations to be clear the loss of the referendum dollars are going to require all employees to do more with less but we do have the necessary time to discuss a wide variety of options that will allow us to address those budget issues I'm grateful for the support from our community that they have given to our school corporation and I look forward to their continued support in the future my plan is to work with School Employees and community community members to meet every challenge that faces the school community and I'm confident that we will be able to work through it and have successful outcomes foreign well we are required by Statute to be able to reach a tentative agreement by a specific date so you can only open up negotiations I think it's um September 15th um around there and you only have from September 15th to November 15th to be able to ratify a contract before being forced to go into impasse where they require the school district to hire a um yes mediator to come in and and help finalize negotiations um we obviously had done all of those steps leading up and um reached a tentative agreement at the same time that election day was was happening and um although when we ratify on Thursday we will be two days later than the November 15th we will not be forced to hire a mediator um unfortunately he can't come to agreements and bargaining that is contingent upon an election um vote so I don't know if that helps clarify that the agreement was reached before election day and uses existing reference and just that there are rules about the way that the contracts so there are just rules about the way a contract gets gratified as well so we came to that tentative agreement before voting day before election day happened but then bcea has to ratify that agreement and then there are so many hours before a public hearing can happen because it has to be posted for so many hours before the public hearing can happen which is this and then there are a minimum of 72 more hours before the school board can ratify so and this whole process is legislated by the Legislative yes so it can't happen we have no control over that process sorry I couldn't remember your name I Heard It Corbin Corbett said it again foreign thank you for that clarifications there was that do I have a lot a second I wish I could paint regular discussion say hi hi thank you very much

our am extended PM extended and extended are that school day rate with our before and after care rates on top of those and then as you can see for our staff we do offer a fifteen dollar increase decrease every week for any of our staff members our part-time options would also be increased and as you look at our twos program we would need to look at an increase for them as well but they are still well under our Market competitors and I think it's important that if we're going to ask more from our families for our product it's important that we are also continuing to offer a better product and so as you look at our guaranteed and viable curriculum We are continuing to improve what it is that we offer and let families know so that we can make sure that they feel confident that no matter where their child is they know what they will be receiving I'd be happy to take any questions that you have questions or comments for Miss uh La Plante please um we are still naeyc accredited correct our immersion preschools are not yet they're working on it this year with the pandemic our timeline for that got off okay but we will be by the we're still past the quality three at those sites yes and are any of our competitors in awic we have a few that are nacie accredited most are passed equality three and four yes okay I had a question Miss Laplante I know that students ages three and up that are on a qualified IEP with special needs the tuition is covered is that correct through the state when we go to a year-round offering for families who want to keep their student in the school would there be a special plan where they could pay for Continued Care through the summer just for the summer months yes and I've collaborated with Miss Niemeyer on this so that we would have a 36 week pay option for the school year and a 52-week option and so any of our families who would come in through our early childhood assessment team would be given the opportunity to choose the 52 week and know that 36 weeks of that would be covered okay thank you any other questions or comments well we all know it's a difficult time when we have to start talking about price increase especially during our economy right now but to be able to hold flat floor how many years uh three years because we start this until the next school year so we had a whole flat for three years I come in the district for being able to do that it's tough I commend our leaders it's been plant for a year-round program I think that meets the needs of a lot of families so again thank you district for that as well so we look at your recommendation and we'll talk about that all right thank you thank you so much could I add something um I would like to thank this District again I know this is in the past now but during the pandemic we kept our Preschool teachers whole I would like to thank the district for that for keeping such valuable staff on board during that time any other questions comments thank you as well done Mr plan a dual language program update Mr President members of the board Dr Smith I'm pleased to bring you an update on our dual immersion programming specifically this evening we're going to talk about Skiles test Sunnyside and Belzer middle school but to begin just a quick review of what our current programming looks like as we've done much expansion over the last few years we have two different types of programs one is a two-way program which is a 50 50 split of native English speakers and Native Spanish speakers learning in the same classroom and that program is whole school at Forest Glen a program within the school at Skiles test and we just began a program with kindergarten students that you board approved in the spring at Sunnyside Elementary and that is due to expand into first grade next year per the original plan Styles test will expand into sixth grade next year we also have one-way programming and this is students who are all Native Spanish speakers in the same classroom and four different elementaries that have or three different elementaries they have one section in each grade level Harrison Hill Indian Creek Mary castle and then Sunnyside has two sections in grades one through four one section and five and six as we look at our secondary programming we have a two-way only and our two-way at the middle school is currently at Fall Creek Valley in science social studies and language arts and this has been our district program since the program began in terms of those disciplines we also have two-way at Lawrence North High School and specific courses within their curriculum we're recommending for next school year that we expand our two-way to Belzer middle school so that would be for the 23-24 school year utilizing the same curricular program that we have at Fall Creek Valley and then those students would matriculate to Lawrence Central beginning in the 25-26 school year for our elementaries at Skiles test in Sunnyside we're recommending for next school year that we begin to transition both of those elementary schools into full 100 percent two-way Spanish Immersion schools so every class in those schools eventually and you can see the timeline there eventually would be 50 native English speakers 50 percent native Spanish speakers so by 2829 the school year 28 29 we would have full two-way immersion kindergarten through sixth grade at Skiles test and Sunnyside Elementary's so the the rationale as we have looked at our data as we've talked with our community uh there continues to be a very large community demand for two-way Spanish Immersion particularly in our native English speakers our community has long embraced uh two-way immersion has long embraced being bilingual biliterate bicultural and that demand just continues to grow and that's the reason we had to add Sunnyside pretty quickly at the end of last school year to meet that demand secondly our Spanish-speaking students continue to be the district's fastest growing subgroup and this has been the case for several years now we added an additional 223 Spanish speakers in the year 2022 so that number is just continuing to grow but the third bullet point is a really important one in that we have less and less students at Skyles test in Sunnyside who are in the monolingual program who are in the general education program so we only have 26 first graders at Skiles tests that are in general education that are in the monolingual program and only 42 first graders in general education at Sunnyside and of those 42 at Sunnyside 10 are actually classified as English language Learners who might benefit from a two-way program and what we've discovered over the years is that as families learn about the opportunity they want their students to be in and so those numbers continue to shrink families who are not in the two-way immersion program and then we also have to consider academic achievement that's at the heart of of all recommendations um and the first one really is about our own data uh within within our district and uh this is nationally uh researched and nationally recognized but we see it play out uh at Forest Glenn Skiles test and Fall Creek Valley where students who are in two-way immersion outperform those students who are not and this is on our our iLearn test data back to ISTEP test data this has been uh several years but I learned 2022 certainly played that out and we also see that within our English learner data specifically as well those students who are in two-way that have that opportunity to interact with native English speakers every day are growing at a faster rate than our El students who are in English only programs so academic achievement is also at the core of the recommendation so one of the questions might be what does this mean for elementary enrollment if we were to move forward with Skiles test in Sunnyside and so Dr Hoss Brown will walk us through that President McGregor Dr Smith school board members and as you know each year when we start our early enrollment for Pre-K and kindergarten immersion we have had a wait list and each year we've tried to do more and more to offer families and continue to find Opportunities For Families but the the real bottom line is there continues to be a wait list and so our goal is to eliminate that and have access for all families who want it and in the Skiles tests Community for this one year any Styles test boundaries student would have preference into the immersion program in the following year we would follow the normal immersion process and after that when we would be following that process students who were traditionally Foundry to Skiles test would be boundary to either Brook Park or Crestview depending upon where the the North and South border of that particular area is on the other side of the district the same would follow for Sunnyside students who are currently boundary to Sunnyside would have priority a preference for this round and then in the following years those students who were traditionally boundaries to Sunnyside their home school would be Oakland and if they would not choose immersion and the same question for our Middle School what does that mean in terms of enrollment process so Mr kuznick will walk us through that Mr President Dr Smith members of the board at the middle schools the current two-way and one-way immersion students will be boundary to their home middle schools either Fall Creek Valley or Belzer Middle School based on their home address whereas right now I'll go to Fall Creek Valley families may choose the opposite Middle School through our existing District Choice process that we have in place because of the current setup where students go to Fall Creek Valley we have a shuttle that shuttles between Belzer and Fall Creek Valley each day so that shuttle would still be in place from Belzer to Fall Creek Valley Fall Creek Valley next year in the 23-24 school year because some students have already started there and argued there in their seventh grade years we want them to have that option to stay there for their eighth grade year as well but in subsequent years we would phase that process out and then we certainly need to consider Staffing and so Mrs Johnson will just pause real quick so so people can understand what we're discussing here right so kind of slowly for our community what are we trying to tell them here because this is great news so what are we really trying to tell people in our community here at the elementary level what are we telling them sure thing and we are expanding access that's what we want folks to know and we will make sure that any student and family who does not choose immersion will still be boundary to a home school and for one year we'll have some transition where families who are traditionally boundary to Skiles test and Sunnyside will have preference but after that that early application window will include three options for families and and so we will have that process and those families traditionally boundary to Skiles tests and Sunnyside will have new home schools in one year expanding access expanding access thank you so much today and at the secondary level we're doubling the access so right now if you choose this program you have to go to falkery Valley and then talk to Lawrence north um but with this program option you would be able to go to Belzer and Lawrence Central I just want to make sure we absolutely all right now the staffing needs president McGregor Dr Smith and members of the board as we look at Staffing currently at Sunnyside we will need up to two first grade bilingual teachers to make a total of four at Skiles test Elementary one to two first grade bilingual teachers to make a total of three to four and our elementary positions will be filled through attrition so the bottom line there's no ftes that are needed at this time at Belzer one to two sections of Spanish science social studies and language arts and these sections can be filled through current teaching staff and or open positions that we'll be watching the enrollment carefully one of the pieces that's always important as you expand access is the communication plan I mean we discovered last year with Sunnyside that once the communication gets out then the numbers come quickly and so we'll continue to utilize the district levels of communication but really the most effective communication comes directly from our principals as they provide direct and personal communication to first grade families at Sunnyside and Skiles that may be impacted as well as our administration at Belzer to inform prospective families of that opportunity current sixth graders to become part of the two-way immersion program at Belzer for the 2324 school year be happy to entertain any other questions or discussion well the comments I'll start Wendy I am so proud to serve a district that keeps expanding these opportunities um it's really kind of a dream come true especially with the experience our family has had I do have a question I know that sometimes with the curriculum in Middle School including science some of our students have left the immersion program because they were ahead a year in science what have we done to make sure that our immersion students can stay in immersion do they have to take two science classes so we're in a science curriculum review process now and so that's one of the questions to be answered in that in that process of how can we make sure we offer biology in Spanish as well as eighth grade science good okay thank you so Amy um thank you Mr neuter I had a clarifying question I'm almost two years in I've got most of the acronyms down can you remind me again what FTE is it's a full-time equivalent so it's the full-time teaching position okay so if I'm understanding it correctly then the new bilingual staff would be in addition to the oh okay no they would not be so we would be able to fill the elementary positions through attrition which okay other resignations retirements that come in we would replace with bilingual staff and we would look to existing staff and potential open positions at Belser to fill the Middle School thank you yeah no questions I think this is you know definitely the right uh direction to go so applaud everybody continuing to expand these options Mr comment question uh no because if I have a question you normally answer my question as you're going through so I I have no questions thank you for the thoroughness you're welcome Mr Northern team job well done thank you thank you thank you and graduation rate update oh I'm sorry I'm writing notes on the wrong section Troy right Mr President members of the board and Dr Smith twice each year we bring to you recommendations for new courses to be added at our high schools and we have a curriculum advisory Council that does that work and our director of secondary academics Mr Andy harsher leads that work and so he's going to present the council's recommendations for this fall good evening Mr President Dr Smith and members of the board as you can see there as Troy just mentioned we do meet with our curricular advisory Council twice a year and we are um made up of building level Administration teachers counselors you can see on the next few slides all of the names of the folks that took part in this process the state of Indiana does give us guidelines that we need to stay within and when it comes to recommending new courses they give us titles and descriptions so of course anything brought to this curricular advisory Council does come through state approved courses we obviously have been in the process of developing our next level programs of study over the last few years so we also want to make sure that they are in line with where we're trying to go with our Pathways and then just a reminder that the courses that are being recommended here would be offered at the earliest the fall of 23-24.

entertain a motion go through themselves something to improve those field trips motion and second to approve the field trips for Southwood and Northfield all in favor say hi hi and we have no board pollen we have no unfinished business or board policy and again the public to um publicly comment any items from board members I have one thing and although there's nobody here from the public I will address the people who may be watching us Facebook live or we'll come back and watch it at the beginning of this meeting at six o'clock the polls in Wabash County mercifully closed on the ugliest campaign season in my recent memory and although I don't you may some of you may know that outcome already but I don't but one thing I do know is that tomorrow is Wednesday November 9th and we're going to get up and we're going to go to work and go to this grocery store with people that we didn't necessarily agree with we're going to go to church with them Sunday we may go out and eat restaurants or the theater this weekend and I would just urge everyone to get back to the kind selfless people that we have come to expect out of each other in this community and put all of that divisiveness and anger binds I would urge that we do that quickly I I'm saying that without even knowing the outcome of of the election today but I think we all need to take a step back take a deep breath and Rise Above and accept whatever outcomes face us this evening because we've had enough divisiveness of this community and I'm from what I'm proud to be part of the Welsh community here you might be able to continue to get along with people that's all I have to say about okay anybody else all right

so the first course is in our core area and that is Advanced ACP English this is actually in Indiana University Bloomington course English l11 and that is part of our Indiana college core that we will be offering to students starting um next year and this is a requirement of the Arts and Humanities for that ICC it's a class for juniors and seniors and basically covers and explores literary devices and college essay writing and um so that is our recommendation that came from the core and then you'll see also we have a whole list of nlps Capstone courses so you can see all of the different Pathways that are represented there and on the next slide just a quick reminder about what that Capstone course represents the Capstone courses are created to give students those relevant experiences while they still are earning their high school credits we have had a lot of these experiences in place informally when our students work at Bernie's place or our studio when they go off site to do their work based learning opportunities but these Capstone courses really formalize those courses into state approved opportunities some of those capstones will be continued to be developed with our local Community Partners and just as a reminder those Capstone courses do have some flexibility some of them are classroom only some of them are completely work based and then some of them are a hybrid EXP uh just a quick reminder about our phasing of this process I'm sure you are familiar with this by now but 2122 was really our uh goal to get out and get the principal courses offered for our students phase two in 22-23 we added our concentrator A and B courses um and any remaining principles courses and then as you can see where we're at now in phase three we will be recommending um any remaining concentrator A and B courses and those capstones that were on the previous slide the principal's courses just as a reminder are really those intro courses they are the um content at the fundamental level for those Pathways concentrator A and B go a little bit more into uh specifics for that pathway um and I just want to make sure um that you see our the concentrator courses that are listed here that I'm going to show you here in just a moment I just want to make sure everybody understands that these are not new courses these are courses that are I'm going to be going through a renaming or a restructuring as Guided by the state and I've given you example of that on the next slide so right now for example at McKenzie we offer Collision one and we offer Collision two and you can see those are a two block and a three block course and through their next level programs of study the state has done some restructuring each of those courses are now separate so we have our principles of collision one block our concentrator a is automotive body repair our concentrator B is plastic body repair and painting and then of course the Capstone which was on that first slide so the next few slides as you go through really are not new content new courses they are a renaming and restructuring of courses that already exist and there are quite a few I commend Miss Swain and her team for all of the organization and work they've done on those courses uh lastly I am excited to also bring uh to recommend to you tonight um the creation of a new agriculture pathway we've had some conversations about this for a while and I'm very excited that our curricular advisory Council has brought this forth as you can see there agriculture is a multi-billion dollar industry with some high-wage high demand jobs we've got a lot of great opportunities right here in our community for some Partners through that work lots of opportunities both in two and four-year college programs and we have got some student interests so we are excited to propose that pathway and you'll see on the next screen right now we are really only here to propose to you that first course principles of Agriculture we will do some work throughout this school year as we meet with Miss Swain and her team and do some more research about which of these specific Pathways uh students will have opportunities to explore down that pathway and I'm happy to entertain any questions questions comments so there's more to come on our agriculture pathway yes sir yes sir we identify partners yes thank you yes um can you explain the difference between AP Lit and ACP literature it if why would us why would we need ACP literature if we have AP Lit what's what did the different courses offer this is a specific course that is required by Indiana University Bloomington so students can earn that dual credit through Indiana University and this is um as we've worked to develop with Indiana University the offering of the Indiana college Corps this was a requirement within their Arts and Humanities course so if a student were pursuing the Indiana college Corps we would want to make sure they were in English l11 and they would get full credit at Indiana University that is correct they would not have to test take an AP test to get that credit that is correct it's a big difference and that is the big difference yes great saves our kids a lot of money when they plan to go to IU absolutely and it's transferable to other universities it is thank you Mr Hollister thank you well we only have two more information items I'd like to just go and get through with those so graduation update Mr President Dr Smith members of the board even though it was back on June 8th and 9th that we all attended graduation for LC and Ln we had until October 1st to certify our graduation rate for the 2022 cohort so officially I'm here tonight to present to you our data and we are again at 93 graduation rate that accounts to 1 141 students that graduated from either or in central or Lawrence north of that 93 10 of those were General 60 percent were core 40 and 29 were honors I would also note on that first slide there five percent waiver rate which is a significant drop from previous years so we're proud of that the next several slides so you are race demographics for each race within our district first slide there black student graduation rate 94 overall graduation rate 13 General 67 percent core 40 20 honors our Hispanic student population 92 percent graduation rate that's 12 General 67 percent core 40 and 21 honors our white student population overall graduation rate of 94 percent five percent General 41 or 40 and 52 percent honors and then the last slide there are multiracial student group 91 overall graduation rate seven percent General 58 core 40 and 34 honors I believe it was about a year ago Mr President when you said okay what does all this data mean it's a lot of numbers what does all this data mean so this slide shows you conclusions over the last decade our overall graduation rate is up in all subgroups plus six percent overall that's plus eight percent in our black subgroup plus eight percent in Hispanic now if you're a math person you'll notice it's plus eight percent for both Black and Hispanic but that accounts to 78 more black students and 178 more Hispanic students we've had a larger increase in Hispanic students in our subgroup overall percent of diplomas that are core 40 is up in all subgroups up 12 percent overall overall a number number of diplomas at our honors diploma and I want to note that for honors diploma that includes both academic and Technical Honors diploma so overall it's up five percent overall I will point out the only red on the screen there Hispanic is down one percent but that does again account to more students because that subgroup is larger now so it's 36 more students over the last decade but I will point out we do have a widening achievement Gap just a slightly widening achievement gap for our honors formula that we need to continue to look at and as I mentioned our waivers are down down eight percent overall so we know what the negative number is in green because that's a good thing so our black student population down 16 so 70 less students receive waivers so those 70 students still graduated but they didn't have to receive their waiver uh to graduate as you'll recall last year was the last year for the ISTEP test as the qualifying graduation exam so now students have graduation Pathways which was just mentioned by Mr harshow uh 13 less Hispanic students so that accounts to zero which is zero more or less students but again because of the increase in our Hispanic population even though we've had more students in that population we've had less students have to receive and or no more students have to receive a waiver and then minus two percent for white outstanding what are our next steps as we continue to be proud of our graduation rate solid solidly at 93 we still need to look at our achievement gap on the number of students that are receiving academic or Technical Honors diploma for other subgroup and that is one of your board goals that you continue to have for us as a district we need to look at increasing the number of graduation pathway opportunities to meet the needs of our students we can do that by increasing the capacity within our current graduation Pathways fully implementing the next little program to study as presented earlier this evening as well as creating additional graduation Pathways such as the agricultural pathway that was just presented I'd be happy to entertain any questions or comments questions comments well done excuse me yes well um not on the or does anybody else have a question or anything before I yeah before well I'll do my life because it's not really tied to this it's actually to point um .304 after I pondered on a second I want to ask something I'm going back one so in my crystal ways you know how I do so let me make sure so that's what I'm saying so let's just go ahead and yeah any questions comments on the graduation rate a comment um just on the math numbers part um the Black and Hispanic student population is much larger so is this correct in saying that the increases is a very large number of students relative relative correct to our overall okay thank you for the math clarification great data an example of that would be on the slide that were the conclusions for our our white student student population even though it's up seven percent it's actually less students because our white population is stronger you're correct and what is the state average uh graduation rate yeah that'll stop my hand but we're above it okay yeah we're way above comment Miss Crystal something you can start doing uh board comments was it I can sure yes okay can you hold the board coming okay I'll make note too thank you no other questions on our graduation rate John well done sir request to publish our RFP for our student Chromebooks good evening again Mr President Dr Smith members of the board each year annually we we'll now open our Public Health 1028 public hearing Mr miles good evening Mr President Dr Smith members of the board tonight we begin a 10 28 public hearing and this is required by State Statute as such I would like to call Mr Jeffrey quakenbush to the podium Mr qualcombush is with our legal counsel Barnes and Thornburg and he's going to explain the process to us tonight thank you Mr miles Mr President members of the board Dr Smith Jeff Quackenbush it's absolute pleasure to be with you this evening as we have done with several of your last uh most recent projects like the high school projects and some of the others that you've had previous to that like your transportation center given the size of those projects as Mr miles stated you have to hold two preliminary determination 10 28 public hearings for those projects in which we have a presentation regarding the project then we have a presentation regarding the financing and the impact from a tax rate standpoint associated with that and then at the conclusion of each of those presentations you then have the opportunity for the public to provide any comments or questions after which you would then have any board comments or questions provided this notice was published in accordance with Indiana law on November 4th for both this public hearing and then you'll have a second public hearing on November 28th that one will actually be at 7 pm and that notice was also included in that November 4th publication so we don't need to republish at this point in time for that as well at the conclusion of the November 28th public hearing there will be a resolution presented to the board very similar to the ones that you've seen in the past that would be a 1028 preliminary determination reimbursement resolution at which time you would consider whether to make a preliminary determination to proceed with the Middle School renovation projects the renovation and transformation of this building and the construction of a new education community center after that notice after that resolution is adopted if it is then we would publish a notice of preliminary determination and that would then trigger the 30-day request period that you've had in the past regarding your projects once we get completed with that then we would proceed with the old process of the financing in the first part of next year it is anticipate that we would be in a position if there would be no Community request for any additional processes to have the financings done in the first end of the first quarter or beginning of the second quarter of next year and that you would start construction on those projects at that point in time so with that I'd be happy to answer any questions you may have regarding the process or the timeline if you don't have any then I'll turn it back to you to I believe then turn it over to Mr Smith to present the project information are there any questions regarding the process thank you Mr qualkin Bush thank you very much Mr Smith Mr President members of the board Dr Smith I am excited about this process because this does take us to the last three educational sites in our districts since 19 or 2014 and 15 when we started this process with blue ribbon so I'm excited about that I want to walk you through uh some plans that we've been working on with I want to mention our partners that we are working with especially the through Belzer Middle School Fall Creek Valley and lecc we have Andy Miller here with Fannie and Howie his lead architect on the project and he has some team members too as well uh Henry and nochi with hco Architects also with Fannie and Howie and then we also have mayman powers where powers and Sons and Dustin Tallman and I I want to especially mention them because these are the CMC for the projects that will oversee the renovation process and Dustin is the lead person for these three buildings that I'm working closely with and of course we have Victor Bush PR our principal Belzer middle school and Justin Lynch here they're extremely excited to see this as we move forward and what I like for us to do is walk through some plans site plans and also we do have some video inside these uh PowerPoints that gives you a walk through and a feel of some of the new areas in the building that they will experience through the process of this renovation so first of all we'll start with Belzer middle school and we are touching pretty much the entire building the major areas you'll see in the center there is a new Auditorium it's a multi-purpose Auditorium a lot of work going on in the cafeteria and new serving lines the media center has been redesigned and redeveloped to meet the needs of the building and a lot of work going on in the Performing Arts area if you recall if you've ever been in there Performing Arts has a kind of a tiered system we're going to make it all ADA Compliant so all of ours do have free and simple access to all of our classrooms also we're doing a lot to the outside of the building uh in all of our buildings we try to separate the bus and the parent traffic and traffic flow and Belzer Middle School we're looking at a new traffic light on the northeast side uh of the facility with the main entrance on the east side coming in with the new parking lot design and parent drop-off and pickup also you'll notice just down to the right of that right next to the softball stadium a new Turner a roundabout if you will for special education drop off and pick up and then we'll also have on the far west side over by the purple area is the bus uh load pick up where it currently is and we've expanded that a little bit to get all of the buses on the West Side the purple represents the new addition to the building uh which is the main Auditorium and also part of the cafeteria this is a simple phasing plan as we work with the building tried to least impact the teachers and students through the course of renovation and also their seasons of impact whether it be performing arts or Athletics trying to do the building when their least impacted uh that that's the outside phasing plan again we've got to keep traffic flowing so we'll do the course of the two and a half years we will uh do all site improvements uh for each facility this here is the front entry what do we want to do here is this will be a video that will walk you through one part uh of the building as you come into the building you'll turn right to uh down the main hallway and that'll lead us to a new hallway that will attach the new Auditorium to the main section of the building the color scheme is similar to what will be on the floor uh the the lockers the accent colors uh be the same theme throughout the building when you're cutting through a classroom we'll make some offices of the remainder of that classroom in a main hallway and this will supply also egress for the new facility as well as access to the new facility the front lobby to the auditorium we'll take a view of the outside and look and see what the face looks like and then we'll come back into the building just a reminder the grass you see there probably won't be there that is our parking lot for the buses so just an FYI is that the current front of the building this will be the new face of the auditorium from the outside looking in right yeah we'll take you back in the doorway and then give you a trip around the new uh Auditorium and what it looks like again safety features in all entryway doors around the building will may be maintained with new structure and existing what's neat about this Auditorium it does house roughly 850 seats similar to both middle schools what's different about this facility these seats retract back and also the loose shears so this becomes a multi-purpose room that allows them to use it in different functions throughout the day throughout the year as we leave the auditorium we're going to be going down and existing hallway and as a result of the renovation to the cafeteria we have created another hallway south of the current cafeteria again it's going to make much better student flow Safety and Security on the day-to-day basis and uh easier more access to the cafeteria throughout everyday lunch periods as a result of that new hallway the media center you also look at it as we go in there was modified to connect as well so there'll be multiple points into the media center as well again student flow Safety and Security will help benefit day-to-day activities of the building this is the main hallway going north you'll see the main entrance there and the current Media Center on the right we will be maintaining their video wall in the current library right there to the left as you come in and that's why that seating is flexible seating for them to utilize it in a lot of different ways this is a new access and a new hallway that's going to be put in place that will help again connect and make student flow a lot better into the new serving lines we'll have again three serving lines we've increased it and uh the cafeteria giving a little more room as well you can move to the next slide there's an overall View actually this is the front of the building with the new uh canopy next slide again some more views of the front so again a walking tour that was Belzer and Fall Creek Valley again the renovation we have a lot of renovation going on in the uh main office area again Safety and Security as a result of that shifting people around uh this the office area to the left of the entryway a new Clinic uh it's a new special needs area and then also to the left of that right in the middle of the uh cross if you will is the media center and the redesign of the media center and also support service additional assistant principals counselors student supports area in the student area is a main area that will be highly renovated site plan uh what's new up there is to the left of the blue is a new soccer field that will encroach a little bit into the wooded area but this will allow Fall Creek Valley to have all their sites on one side all their fields on one site redesign of the softball and baseball field new tennis courts and a little bit uh resurfacing of the front area traffic we squared that off into the main entrance of the building also to the the upper left-hand corner of the building in blue the gray areas another turnaround for special needs buses again separate from parent as well as the regular school bus traffic again a phase plan working with the building to make sure that least impact throughout the course of the renovation and those are the areas highly uh uh renovated on the exterior of the buildings that I just showed you the main entrance we'll have two videos of Fall Creek one is the main entrance going into the commons area and then the media center and the cafeteria area so again the main entrance going into the new office area Safety and Security separation is the key point there and going across the hall and back into the clinic area and the special needs area foreign area upgraded floor ceilings and walls this is taking you into the New Media Center again their volume counts of both buildings will be anywhere from 14 to 15 000 so they have not lost any bookshelf space that there currently needs are but totally redesigned now we're heading into the new student support area roughly taken a third of the old media center and turned it into the new student Support Services assistant principal counselor area the support to students near where the students live on a day-to-day basis foreign reception area for students and then office and conference rooms to allow those support levels to take place next slide you move into that video we'll run you through the cafeteria serving lines again a new design in the serving lines take place we are adding a bookstore access into the um cafeteria area that space right now is dead space we're just going to fill it in and utilize it thank you let me goes up here Sheila if you want to go ahead and go to the next slide the front new entrance way again we showed that before expansion cafeteria lecc phase one we're going to be moving in a lot of exterior work and some interior work is going to take place here at lecc you'll see the numbers on the roof and the blue the seven areas of roof replacement will take place you'll see the front parking area expanded we are maintaining the PD room in this boardroom so district-wide activities can still take place as well as a community additional parking up in the north side of the building uh the red renovation of the track and Tennis Courts although the asphalt a lot of the sidewalks replace the two main bridges that we have on door three and six will be totally re replaced and upgraded and then also inside safety security before uh PA systems and cameras and door access will be updated here as well so again the phasing plan uh for the exterior components of the building and then also lecc on the fort I wanted to give you a description of the site of where that would be located you'll see the large brown area that's 4.5 Acres of of grassland right now that's directly across from the new Plaza area and the apartments there on Wheeler Road so kind of gives you a proximity of where it is at what we're looking at and these are just conceptual there's nothing formatted specific details uh of this building because working with the city it could be a Part City part MSD LT this particular building shows you the option of both if you notice the red line anything from the right of the red line was going to be dedicated to msdlt and that part of the building would be roughly uh 40 000 square feet that would house our central office enough parking there then to supply I believe close to 350 with also street parking and the next slide gives you the second floor uh be a two-floor building also the exterior of the building would mimic the architectural style next slide of the four area in the brick exterior so as we move forward an architect and a CMC would be um brought to the board to further the design layout and process for that building thank you very much I will be concluding the meeting for us as we are all working volunteers and work calls for our dear president so um are there any questions about the design about the the schedule I'd like to turn that over to Mr miles in uh his last portion of the presentation yeah how we're going to pay for it thank you madam vice president I'd like to call belvia Gray to the podium to talk about financing we agree here what many years tonight I'm here to talk through some of the financial parameters that will be included in the legal resolutions that are not here for approval tonight for discussion tonight but that will be up for approval at your next meeting on November 28th uh based upon all the information that Mr Smith provided we um have worked on establishing maximum parameters and so through this process the establishment of these maximums are so that we can provide make sure that we can't exceed those parameters right so we can only come down from them and so the parameters that have been proposed are keeping that in mind just as an aside I think we're all aware that interest rates have been increasing and so we have taken that into account and preparing the uh maximum parameters for these numbers right now interest rates on a 20-year borrowing are at the four and a half 4.6 range and so we've included a maximum here of seven percent and so you we're doing that to make sure that we're providing the school corporation with all the flexibility um all while still maintaining your overall goal of keeping your tax rate the same so I just want to make sure everyone's clear like we're establishing the parameters based upon those maximums so we're looking at a maximum borrowing amount of 130 million dollars uh and also 20 years per issuance this may be issued in multiple series of bonds and so none of them will exceed 20 years of borrowing a maximum lease rental payment of 13.8 million and one of the other maximums that will be tied to this project is the maximum lease rental payment which is principal plus interest and some miscellaneous some miscellaneous fees for for every um annual maturity so we have the maximum total lease rental payments on here as well keeping that total increase in overall tax rate to uh zero and we also have some other parameters in here that are percentages that are required to be shared by law the next slide then shows how this fits in with all of Lawrence Township's overall indebtedness we're showing the kind of Blackish bars are the schools existing indebtedness and then the gold bars represent the proposed bonds and like I said it's if you count all of the bars it's more than 20 years but we're just representing all of the series of bonds that could be issued for this potential project questions on the financing what's up go ahead Mr freyji yeah so in years um 2024 through I don't know 20 23 it looks like the total you know existing and potential new bonds you know are higher than where we're at in 2022 and 2023 so why is that not creating you know a potential higher tax rate that's a good question part of that is because the the graph that we're showing here is based upon those seven percent interest rates so that is based on a higher interest rate if if we ultimately got to that point we would be looking at uh capitalizing some of the interest on the bonds and so what capitalized interest is for those who who may not be aware it is a project cost that is paid for out of the bomb proceeds so the total borrowing amount that we're sharing is based upon all of the project estimates the cost for those as as Mr Smith knows them today and we've also included uh We've also included a factor of four capitalized interest should should it be needed thank you but to your point maybe one thing we can do for the next meeting is add that kind of line that shows the tax rate in there just to because that's a very good question so we'll add that in there for clarity for the next meeting yeah I mean I think it's definitely helpful to show the you know the max thing it might also be helpful to have a slide that kind of shows if rates you know help sure they are today you know what that looks like also sure yep happy to do that any questions board well Layman's layman's term belvia the goal is for us not to raise the tax rates is that correct that is correct yes that is our overall goal and so all of the parameters that we're sharing with you today are to establish maximums because uh we're we don't know where interest rates will go I was sharing with Mr miles earlier today we're assuming seven percent the last time interest rates were in the seven percent range from uni bonds was in the 90s um so don't and I none of us have lived what we've all lived so we're not sure where they're going to go uh but just for some historical perspective so right now we have about two and a half percent cushion built into these rates whereas in the past if we would be coming to you we would probably be coming with uh maybe one one and a half percent given that we're looking at issuing bonds over several years so we're building in an extra percent over and above that well seeing as this is a public hearing is there anyone in the community that has any comments right now about this project seeing no public comments I will now close the 10 28 hearing now we will continue with the rest of our board meeting um Johnson um we have Personnel report Madam vice president Dr Smith and members of the board I recommend the board approve the Personnel report as submitted so moved second being properly moved and seconded are there any questions all those in favor aye those opposed our Personnel report is asked we're on to my favorite part of the meeting which would be word comments and I'm going to start today on my right side Miss Puckett yes well back to my question it's more of a clarifying question it was to point um 3.04 this just in the climate that we are in just to clarify um that was we were talking concerning curriculum recommendations and from my understanding critical race theory is the intersection of race and law so I just want to ask outright are any of the points or any of the changes that we've made um I know CRT has taught more on a Collegiate level not on this level but just to clarify is any of this tied to any CRT teachings no it is not thank you and now to my comments that clarification thank you sir um I wanted to add this and um last meeting for our um the last meeting for the classified and admin salaries I had some non-verbal and verbal concerns and I wanted to publicly apologize because I have a personal standard on how I serve and lead and one of those is I'm ten toes down concerning being accountable for your words ten toes down is urban vernacular for a steadfastness and so I want to apologize to Dr Smith for not expressing the fullness of my concerns you are you are one accessible man and you any question or concern that I've ever had you've never hesitated to address and I also want to apologize to our leaders I know it wasn't overly you know I I wasn't doing anything horrible but it was a standard that I felt like I failed you in on not clarifying um my concerns I just wanted to apologize to all of you too that I don't want to diminish your work the thoughtfulness and the passion of it I appreciate it and I thank you for that and um it's added a level of mindfulness to me as a leader and so I thank you for that and in the words of our prolific writer and thespian and rapper Tupac Shakur you you are appreciated thank you thank you Miss Puckett uh Mr Fiji it's because I'm trying to keep this as brief as possible because Dr harshbarger and I are going to meet right after this to talk policy and you know how eager I am to get to policy okay moving on Miss Norman thank you I just had a couple things first I wanted to Second what Crystal just said I feel the same and I just wanted to you you clarified it beautifully secondly I was at the State School Board conference last month and there were two themes going on that I picked up on one was School Safety and Security so Mr Smith thank you for clarifying that also in the Middle School upgrades that will be happening that's something that I hear a lot from community members and fellow parents the other thing was taking back the narrative about the teaching profession there has been some negative pieces out about teaching or teachers in the past and I want to commend Dana and her team there's been a lot of great pieces about Lawrence Township teachers here in the news recently with the golden apple Mr Todd I think that's something we can all continue to share personally with others a lot of us are in the positions we're in whether it's education or not because of a teacher in our life so I just want to commend all of our teachers and everyone involved in the education the educational world and then finally on the school level we were at the Fall Creek Valley Middle School robotics meet there were actually no complaints they said it ran super smooth kudos to all the teachers and volunteers and also Belzer Middle School was well represented as well so it was great seeing both of our middle schools competing and that's all fabulous well I would like to thank everybody this evening we haven't met for a while and there was a lot to think about today it wasn't a particularly long meeting I wouldn't say Mr Fiji but um but I it was uh you know the fullness of the work that you all are doing is evident um expanding our immersion programs deepening our Pathways for our kiddos um expanding access to our students is just terrific um the graduation rates congratulations and you know we have we have some to build on and we have some achievement gaps to take care of in in those diplomas but we're going in the right direction I've attended a few um of our meetings for gifted and talented and expanding access there and I know that that will make a difference I know we have other initiatives currently um in play that will will I'm sure it will lift us up to the next level so thank you very much Dr Smith thank you madam president vice president and board let me just bring to the table two um Events first of all I want to commend our high school team who hosted with our partners Community Health Network the black men and white cult program this past Saturday uh this is a nationwide program that was brought to Indianapolis with the help of these wonderful people the goal is to increase the number of African-American males in the medical field and Lawrence served as a conduit and a host for the entire state of Indiana it was a packed house and our partners from Community Health Network provided unbelievable resources to our Educators and our students this past Saturday so we do need to put that on the record and thank Community Health Network for them sponsoring I do want to remind the board it is that season we will have our legislative breakfast this Friday starting at 8 A.M at McKenzie we will host all of our legislators at all levels so Eddie well it's oh it's was uh breakfast starts at eight o'clock Sheila but the event starts at 8 30.

on your computer I am okay we all vote on our computers motion passes 7-0 move on to public comment s I'd like to say thank you to Darth the veterans saying always is a big thing and I appreciate you learning that not so much for the veterans sake that children need to learn about what it costs to live in America which I appreciate you doing you're in the band did a great job again need to have a space force song next year but they did a great job and I appreciate all that happens there and then I'd like to say thank you to the high schoolers that came to support the rotary eating competition there's a lot of fun and that was good there to see Mr Wilson there talking to the kids afterwards is just a good thing and then just let you know and I'll be talking to the high school the American Legion in town has opted to fund two boys to voice state to this next summer and so we'll be talking about getting those guys organized chosen to get ready to go and then there's a potential for some scholarship money or a torko contest and so I'll be talking to the high school camp out that is worth a chance thank you great thank you any great Communications this week go on to the Elementary report questions or comments for daughter left with Elementary or the parent teacher conferences by Earth as those participation is that in line is that highly normal is it kind of things yeah okay I don't know open them back up kind of a word in the school people coming back in maybe that's people are definitely a fan of that like in the United States program last week was I think we were putting out more chairs before it started so okay we'll move on to the middle school report and that is sick so yes some information in our backup if there's anything uh that you want me to connect with them and I can share it with you in my Friday notes I'd be happy to do that so if you see anything in an area now or later please let me know [Music] you know you know we are Fridays are by far our small state but we usually right about 65 minutes of like 65 to speed up our high or normal yeah that's our lower now so we're usually or um we actually a couple of our student teachers uh started working so that's actually let me gain the staff member so we're hanging in there I mean staff Staffing is hoping except Wednesday is a little low but we're gonna go ahead I think that's true yeah school days always ahead one of the swimming pools yeah and that's actually Embrace with Arlo City but yes the ones that come over here excited about it because I've been talking to the teachers tonight which I'm not sure how happy that going to do it yet and they said do you know that offer then these jobs are earlier they're like we would have worked all semester because they said like they're not really allowed to allowed to I mean they can have a job but they're like you know what jobs can you get after you get home from school unless you're working till 10 o'clock at night you're like this is perfect so I'm like that was great feedback to hear from them like that they you know I mean it is for you know students it's pretty good yeah okay we'll move on to the High School report s so why that loads we'll go ahead and talk to Lindsay if that's all right thank you yeah Lindsay your spend report um the only thing I would just say is I'm not sure what Staffing was on there I would say I'm up to about eight um hold right now um the locations I have reached out to Southeast Kansas Works to hold another career fair for possibly a chapter margarito for custodians and then Food Service as well as myself we're looking at the link in December 12th I'm just trying to solidify collocation because it's their best times are in the morning during the day I high school because a lot of social going on so I got reached out to a library first just because I said space this month at all for like for the rec or to come to Kelly Hall or somewhere you know just try to find learning so as soon as I get that location set we'll have the day set but it's a few months that week um to make an attempt to you know pull a couple more it was successful for his last time so hopefully it'll be successful this time we ended up getting 100 compliance all three days 11 which just means we're meeting our evaluations done on time maintenance of effort is a huge report that takes all three districts that myself and it just opened today so that will be the big undertaking in between the 400 audits I feel like we've had as a district um and fitting them all in but foreign [Music] program Bridges is actually losing its location for next year yeah they gave us a year notice um so we've got to put the feelers out with Bobby Skipper and just some like anybody know I read Danny Burke not that long and they're all beginning of this year and I told her um I reached out like to Andrew Trimble who has some places we did go look at a facility not this past Sunday the Sunday before Anita came into town as well into the facility um that will need some work done but they are going to probably do the work I mean like the plan is we haven't signed any agreement we verbally committed um and it'll be in this downtown area for for a baby so that will have a bedroom slash office because they're going to like make a bed things like that but then Anita also needs an office and then have they have accessible bathrooms with even a shower and kitchen laundry all of those things so like so we have not signed on any dotted line but we've already we finally saw a place Amber we agreed so that makes me feel really good I said if we got to December and I had no leave I was going to panic um so I'm feeling like I might not have to panic well I feel good about what we have we just like I said haven't signed on the dotted line the building right now is in the middle of a sale to the new landlord the new landlords who I've been working with so until everything falls online okay any other questions for Lindsey uh we'll go back to High School very good I've always liked seeing the partnership with donations and stuff yes pretty good which I just have to throw out there I don't know if you guys are aware and Jake plays a word but the amount of food they've been working from like Harvesters and there's other places like that Storehouse has been much lower so those donations are really nice to help supplement their experience so you do realize he read that that we have academics built in throughout the day next Tuesday ish but it's really it'll be a it'll be an awesome day um you know our their kids may need to be rewarded so they're working hard do better if you have those on the wall to see how each each improves damage it's gonna be fun do you guys have any questions about the reality you that's um I haven't even asked and bugged but okay yeah it was yes I can't that I want to have so financial literacy is coming back around the state saying we need it at first I think you guys all know that our kids need it um and it's a real life simulation and they're given a scenario and they have to kind of work their way through I think it's 70 minutes 90 minutes each um and so it it there's going to be frustrating kids because you know they want all the Glam and their job that they got doesn't allow them to go to the movies every night or play the video buy their videos video games and so it's a really neat uh simulation um they do a really good at 75 minutes um so it's really good so if you have time to stop in on December 14th stop in and take a look at what's going on it'll be it'll be good so are the kids been to a tour of the wind farm so he got some stuff the kidlands um Mr Bruning if you've never been in Mr Bernie's class I would encourage you to do so um I sent him I used to teach engineering courses and um so we can write matching grants for a lot of stuff in our classrooms so like for him you said I said all right would you be interested you send them to the training and then you get a kit it really kind of just teases you and then they bring it back to the classroom so is it with the wind energy um so right now he's working teaching some electricity that goes along with this though you know he has to start somewhere we have spare Lumber where do we get lever at but we have some spare Lumber um and so the big thing on that we can buy the kids which are okay but the whole thing with the engineering is that you want them to start from scratch and really problem solve through it so but you have to know some of the basics so right now he's working with some of the art instead of going kids are not two kids and teaching us some electricity and they can go compete so which leads I could talk for everyone I won't but um we did a survey of all the courses for our kids eighth grade through 12th and I really need to get a feel of where we're going in our pathways engineering was number one and so when we take a look at that and so that's why you know site Capital we weren't just quite there to have these conversations we didn't have the data is what what are we not offering our kids and so first of all we also um surveyed our our staff because our staff has more they have multiple endorsements um so how do we make what staff we have fit the needs of our kids as well without teaching them so right we don't want our teachers to just if we ever extended in that manner so there's a lot of things we'll be looking at in our Pathways that we aren't offering to see if we can fit some of those in for when you have 60 some kids that are interested in engineering some type of engineering you need to pay attention to that over the Long Haul so it was the largest it was the largest one of the bad and then house clients with second and agriculture was third so we know those those would be in business so those top four and which can be a lot combined adding business then Finance all that stuff can be combined together so anyway blood or two voices yeah those do go out through I do email them out through our Skyward to the parents so hopefully you guys get those and your parents are at the high school and then through everbridge so there's there's yes yes and that's um absolutely I can email them out out to the board and then I don't have to attach them which is yeah absolutely and then on guidance and career I I we don't talk about our custom Department enough um senior scoop also Crystal does a junior one and you guys if you click on it opens up to Media it is everything if you were a parent of a kid of when things are due and when they need to apply I mean step by step and then also the monthly I guess the monthly classroom does that so um yeah I wish when I was in high school I can also really done something like that yeah it's a Saving Grace when you have a kid that's James yeah this is crazy yes every week and our kids we have a community lunch by and this is awesome it was good and so this was the last thing because I have families on it but it said let's do this 500.

foreign this is okay we'll go ahead and install the meeting to order first my business is changes ever accept the emotions seconds and 10 24. we're looking for you to see are there any changes or additions or comments if not I would accept the motions any opposed and then next uh people of the charter reports if not I would entertain emotions of the emotions I I had an opposed okay [Music] questions anything foreign expenses and Reconciliation for those who are on the website and the paperless board meeting and the cache summary matches the treasures report which matches the bank so we are in balance foreign a parent at Wilson uh farm and ranch with my husband south of town have four boys three currently in the school system um one on his way into the school system spent a couple terms sitting in the seats that you all are sitting in right now uh there's no secret that the relationship between Wilson and Central Plains has been strained over the years to say the least as such a couple years ago a configuration committee was established with representation from across the district a moderator from kasb was hired for several thousand dollars to work with the group from Bushton clockland Dorrance Hollywood Lorraine Wilson good representation of the entire District over several months a lot of time put in by this group several recommendations were presented from that group and almost none were ever acted upon one of the recommendations presented was that since we are one District to sync schedules at Wilson and Central Plains Junior Senior High Schools thus being able able to utilize teachers both ways when this was presented the teacher stated simply they did not want to do that they did not choose to teach at both ends and that was the end of the discussion Instead at the April 2022 school board meeting there was a motion to close Wilson Junior Senior High School and absorb those students into Central Plains Junior Senior High School that motion passed five to two of the five members that voted for that motion had been on the board a mere three months three months that is nowhere near enough time to understand what does or doesn't work in the district which leads me to believe that these board members came on with an agenda in place it did not matter the recommendation the committee had put forth the board was going to do what it's going to do the other part of that motion was to pursue a land transfer for Wilson before the 2023-24 school year with that portion of the motion the two Wilson representatives were sent out on their own to find another District that wanted to form a long-term relationship work out the details as to how that would look I.E where schools would be located the whole all the details and we're given nine months to make that happen the motion was made in April paperwork has to be completed and to the state in January nine months this is a huge long-term realignment and two board members were sent out to make it happen on their own in a handful of months if this is true like what is best for this District there should have been an effort from all seven board members and enough time should have been allotted to make this long-term true good solution those two Wilson board members were set up for failure from the beginning and once again once again the kids were drunk through the mud this has been nothing short of exhausting and devastating for the Wilson students and I assure you had the had they had the option to say we don't want to do that like the teachers did that is what they would have said unfortunately they've had no say in this in 2019 the very difficult decision was made to close the bush in school there was a very passionate Hot Topic I sat in the seats you guys are in the difference then the board took over a year to study options get public input and look at every possible solution besides closing the school in the end unfortunately that was the only viable option but at least the board took the time and took the decision very seriously to make sure that all staff and all students would suffer the least possible harm nowhere in the decision to close Wilson Junior Senior High School was public input sought never did we hear Compassion or empathy for our students nor was any thought given to what that would look like for staff it seems to me this was a rash decision made as soon as the board was comprised of enough enough members to make it happen and so here we are it's been seven months since the motion was made to close Wilson Junior Senior High School and in that decision and in that time we've not heard one decision as to what this is going to look like so if that's the direction we're heading I have four questions that I would really like for you as a board to address as part of this discussion and I have handouts so you don't need to take notes I've got handouts of my questions for each of you the first how are we as parents supposed to feel safe sending our kids to Central Plains Junior Senior High School when the very night that motion was made there was a petition sent and signed and presented to the board presented from the Central Plain student body stating they do not want Wilson students in their building also some of the very staff that said they don't want to teach in Wilson are going to be their teachers so how do we know they'll be safe how do we know that this will be a welcoming environment for these students two when should we as Wilson parents expect to receive a bus schedule you see in the 12 years that this district has been in existence there has always been door-to-door bus service for the Central Plain students that has never been offered for Wilson so since we are one district and since we're trying to be fair for everyone then I assume that is something that will also be offered in the future for Wilson three there is discussion of moving Central Plains Elementary School sixth grade over here also so I'd like to know how that works out numbers wise for Wilson seven to twelve can come down as well as central place elementary sixth grade to come over I'd like to know the logistics and finally if the Wilson 712 grade students are to be sent to Central place during the state of high school then why is there a discussion of building a whole new building that should leave plenty of room at the Wilson school to absorb the Central Plains Elementary School so we could just bus kids South I thank you for your time in addressing these for the Wilson patrons [Applause] and next we have I'm Jackie I'm also Terrell Wilson and I have two kids in elementary school uh I was part of that configuration study of this spent countless hours in this building in Holly Ridge building in Wilson's building coming up with a plan for you as the board the best suited all students district-wide not just Wilson not just Central Plains not just one individual town and if it's a kick to the face of you guys not taking any of those into account we gave up our time with our families our evenings with our families and we gave up everything for the evenings to try to make the district better and it was voted on to close which wasn't even one of our options as the Forefront so I look at this as as a as an agenda it was a there was a plan in play and everybody worked they wanted to make it look like we were working together to try to make the district better when there really wasn't an overall plan to save the district um I also you guys say that we'll be saving money by closing Wilson where are those extra expenditures going to go to what are they going to be allocated for are they going to go back to the students I mean you're here to do what's better for the students but your actions have shown otherwise you're doing what's best for one set of students not all students involved in the district and those are my concerns I have two elementary kids that are that are concerned each and every day of where will I go to school what will I be doing they're seven and eight they shouldn't have to be worrying about that stuff that's what we as parents and adults should be doing and that was part of what the configuration study was about was to prevent those Elementary School students from having to worry about that and then you take into account the 7 through 12 graders what are they going to do next year where are they going to go they're not wanted here so where is their home these are things I want you guys to take into account you say it's for every student and you're here for every student but are you really by your votes that's something to think about I put on you guys that's all I have foreign key I'm from Wilson Bender for quite a while um we moved up here from Jetmore back in 98.

from everyone who would stay pleased with Pledge of Allegiance I pledge allegiance of the United States one nation under God indivisible with liberty and justice for all at this time we would entertain a motion priesthood accepted adopt the agenda as presented I will make a motion to adopt the agenda all in favor at this time we have called the public I don't believe we have anyone here okay we read along item six information and discussion items um the cvhs college student council report being presented by e so tomorrow we're having our one of our 30-minute assembly schedule to go ahead and recognize our winter sports so our two soccer teams boys who stayed and girls that came in second and also um we are planning on having a Spirit Week just dress up week um second week of December so I gave a week in between that and final so there's copying that um so every day they'll dress up like one day it'll be like um a ugly sweater day another day will be a hat day and that kind of thing for this Spirit of the season and um they're going to have a dance on the I think it's the 14th which is that Thursday night of that week from minutes to nine and they're just busy getting ready all of that and um on top of my head I can't think of anything else right now foreign [Music] item 6B the superintendent's report please you have the report in front of you um there is an enrollment report we're holding fairly steady and about 50 students over the prior year when it comes to ADM and uh so things you're holding state which is good that's where we want to be the election um I want to congratulate based on preliminary results I want to congratulate Cindy Thomas along with Marsha hilborn for um for earning their seats on the school boards starting January 1st of course Cindy is is uh I'm already on the board and ran again but Marshall will be new and so um at the December 12th governing board meeting so the next one Mr Carter will be here to swear them in but their term does not start till January 1st even though they're sworn in in December their term does not start so uh Penny don't you can't get off the hook for that last month in December so yeah that'll be your last one hopefully and then um uh Marshall will take over for you January one even though she's sworn in that's just a a you know thing they do early um I want to congratulate the boys and girls soccer teams they had a great season of course the the boys were state champions again on the girls almost were state champions again they were state runners-up and so um two great programs uh excellent coaches uh great kids doing some really neat things and so we wanted I wanted kind of give them a shout out for what they accomplished this year and continually continuously accomplish throughout the years we have two great teams that have had a long long history of doing really well and we hope to continue that so kudos to the boys and girls soccer teams um aggregate expenditure limit um again um the deadline for the jlbc which is the joint legislative budget committee to come up with the numbers along with the Ade was November 1st so there's a sheet in here that gives you the exact amount that we are supposed to give back and that amount and and I don't want to say give back because we're not giving it back we're actually keeping the cash we just lose the budget capacity to spend the cash it does not lower taxes um and again for those out on on the uh internet watching us it's a the aggregate expense limit is a state constitution amendment that was added in 1980 that limits the amount that the state can spend on K-12 District education this does not impact Charter Schools I want to make sure that's that's clear this is just Public District Public Schools and because of uh this was a 1980 if you think about what school looked like in 1980 it's a lot different than what it looks like today between special ed ER EOL students the security the the buildings the inflation everything else it just didn't keep up so right now we have to give back 17 of our budget 17.51 um which is 3.668 million dollars so we have to we lose 17 and a half percent of our budget capacity with about 20 percent of the school year left John technical question do we get to keep that money if we just can't spend it or we'd literally have to send it back to the state um and and Mr Livingston may have a have some insight on this but I believe it just stays in our coffers then there could be some tax adjustments the next year but we don't have to give any money back I think the state just keeps giving us money we just can't spend it is that accurate yeah my understanding the interesting thing if this happens and it's not waived and we're faced with the aggregate expenditure limit limitations that the revenue will flow in no one's going to stop the revenue State Equalization and property tax that will flow in that budget capacity will be exported to the next fiscal year which is the 23-24 year and then the question is I've got different answers on this do we increase staff salaries by 17 or 18 at some future period to make up for it and I don't see a real clear real clear answer coming out of that it's just that we keep the cash we keep the budget and then it's up to us to somehow make things right if this isn't overridden that's what I've heard are we going to be dealing with this every single year um yes unless unless there is a constitutional amendment that is voted on by the people to change this so the legislature cannot change it the governor cannot change it it has to be a vote of the people because it is in the constant the state constitution so to but kind of backing up a little bit there is a way to waive this on an annual basis where both houses are both chambers of the legislature vote by a um two-thirds majority to overturn or waive the requirements and they have been doing in the past they they did it last year and they've every time it's been an issue it's always been done um I can tell you that in the budget negotiations for last spring when it was going through or the the final budget part of the deal was to call a special sessions to address this prior to the next legislative session that has not happened yet um I've heard talk that it may happen in November December the legislature kicks in January 1st um I met with um Senator fan who's the president of the senate for the next two months um and the issue is if if the governor really needs to call this special session because if the governor calls it that it's a one issue special session the legislature can call a special session but it opens it up the special session up to any topic that any legislator wants to bring up and so really this needs to be done by the governor and he needs to call this um so anyway that's that's how it's waived it has to be done by um March 1st so by by February 29th by you know or no February 28th this is not a leap year February 28th and uh so it has to be done by February 28th and if it's not by done by February 28th we lose that budget capacity starting April 1st so a month later um if you recall this past year it was weighed like a week before the deadline so they went almost two months um it's a very very disruptive if you think about um what would have to happen cutting 17 percent of our budget with 20 of the school year left that's people laying people off so our employees are going through and thinking about am I going to have a job in two weeks or a week or a few days or whatever and so they're they're that's concerning to employees whether and and it's concerning to me because if that happens to our employees would they want to come work for a school district again and it would be it would be detrimental it would be disastrous for the state economy for Chino Valley's economy or it would just have so many layers of of impact it's it's incredible you if you look at that that number it is three billion was it let me get the exact number so I'm not just talking off the top of my head one point almost 1.4 billion dollars that would disappear out of the economy and I know Mr Fogle we've had this conversation he has a number I've heard that when we pay somebody that it turns over seven times in the community is that a number that you that you've heard about when I taught economics yes okay but things have changed and yeah but let's say 18 years just just use that number so that means that person getting paid pays rent that goes to a landlord pays groceries it goes to pay for a um you know a clerk at Safeway that you know that goes to fix their car that a mechanic works at that money gets turned over seven times in a community so for us that one that three million dollars actually is 21 million dollars in the community potentially and that impact on chino valleys um economy would be horrific and that the you know that that one billion 1.4 billion in the community or in the state becomes seven billion dollars impact in the state which would be devastating to the whole State economy in my opinion what was the justification forever putting that in there it was if you are familiar with Prop 13 in California which was limiting property taxes it was there was my understanding is that there was a similar um proposition that they wanted to run in Arizona and this was kind of a alternative to that instead of having top 13 which limits property taxes this was a alternative to that but yeah it has no effect on the property tax no well it the way it does because right so you can't raise property you don't need to raise property taxes because you can't spend it so there's there's no sense putting more money into the state coffers it's an indirect yeah so anyway um that's what's going on I've I was at a um ASA Arizona School administrators online meeting today that was the topic of conversation the main topic um I'm working with other superintendents there's a superintendent letter that went out um that I was a co-signer on um we have um our Rask lobbyists who um we're working with to see um you know educate the legislators part of it is that we wait we have a whole lot of new legislators that may not be familiar with the process and with what was done before so a lot of education is going to have to go on um anyway questions on the AEL we'll kind of stop there because I know it can be complicated but it is extremely important into Annie's point it's only going to stop when there is a some kind of referendum or proposition that changes us that's the the state legislature can do that that's something they can do is a you know is referred to the voters so Jonathan you in your memo here you solicit anyone who's interested I think you're talking to the board yes I am interested in assisting you in this okay good you know what I'm here just a little perspective yeah there's another there is something else that could take place where the impact of this would be reduced and that is if the general fund were to grow that is um that our governments just makes a decision that we are going to put more money into all services and if that General budget grows then the School portion of that budget percentage will be reduced no it's just you have to do things like Medicare um it could be prisons it could be yeah roads yeah but 51 of the budget was I'm not I'm not certain what that but that number is is it about 54 right yeah just considerably higher yeah but my point is it's not a dollar amount that we're dealing with as a percentage of the total budget that could be devoted to schools okay yeah right any other questions comments we don't know who the governor is going to be that's part of the problem [Laughter] although the although the current governor has until the end of December beginning January to call a special session so all right and to be honest the governor has nothing to do with the waiver um it's just the two houses or the house and the Senate have to vote by two-thirds and it's a resolution then it's done it does the the governor does not need to approve it uh the governor would need to approve a referendum um but it would not the governor would not need to approve the waiver um and just kind of related but um I got a email from Mr Carter our County Superintendent asking how many how many people do we pay and that so I thought that was an interesting timing um our last payroll uh was 307 paid people now that's regular employees coaches substitutes but we sent out a paycheck either pay a paycheck or a direct deposit to 370 individuals on the last payroll so that's the kind of impact that we have um in the community 307 right 307.
