Gateway earned 83.41 points which was a b uh one of their biggest celebrations is their growth score which was the second highest score in the district for the KA category with 43.83 points it's a huge accomplishment Higley Traditional Academy earned 88.83 points which was an a for them a celebration was with their sixth grade ELA which had one of the highest growth scores in the district 78 of their sixth grade ELA students were in the average or high growth category all power ranch earned 84.82 points which was an a for them a celebration was with fourth grade ELA which had the highest growth score of all schools in the district playing a significant role in their growth points Santana earned 88.48 points which was an a for them a celebration was their proficiency score of 25.12 which was second only to bridges in the district and that was led by their third grade proficiency which was one of the highest in the district Sossaman earned 82.65 points which was a b uh their seventh grade ELA had one of the highest growth scores in the district compared to all other grade levels with 78 percent of the students in the average or high growth category as well now we're on to the two high schools Higley High School earned 95.93 points which is an a for both of our high schools there's a lot to be celebrated um one key for Higley High score was its CCRI score which was 17.2 and that placed it within the top third of the state's traditional high schools in terms of their CCRI scores Williams Field earned 98.33 points which was an A and in addition to their overall score placing them in the top 20 in the state Williams Field also maxed out the growth score earning over 20 points for their student growth from azm2 last year to aasa this year we have a number of charter schools that are around us that our students have transferred to or are within our boundaries as you can see we are highly competitive with these scores throughout all of our district schools and due to the fact that Charters can range throughout the state for example Legacy has schools throughout in in multiple cities around the state I chose to just give you the the actual schools that are within our boundaries or that we've seen students within our district move too um but again very competitive with all of those scores with our sites and finally I did a district comparison um while we don't have District letter grades this year we wanted to show you how we did in comparison to other East Valley districts we would have been in a if they had provided letter grades for this year for districts though um the chart here shows the percentage of schools within the districts that earned an A B C or D these include traditional K-8 Schools traditional 912 and non-traditional hybrid schools non-traditional hybrid schools include any school that does not fit with the traditional configuration of K8 or 912 so that would be 712 or a K-12 School uh in these cases they use both calculation methods then weight the scores based on the percentage of students in K8 versus 912 and then the 912 cut score is then used to determine their final letter grade some examples that you see in this chart would be Castile High School and Chandler is a non-traditional hybrid school as well as East Market Queen Creek HBA will be considered to be a non-traditional hybrid school next year because they have students in both the K-8 section as well as the 912.

350 000 teachers shortage Across the Nation we are very fortunate that we're fully staffed but it's come to Connecticut some of the key areas where we are still in a shortage in Connecticut and it's very difficult to find staff and faculty especially is math science special education speech and language mental health staff because of the needs there just is not enough we've heard that that has been something covered in the media quite a bit and that would include psychologists and social workers and counselors so forth tesol bilingual teachers even substitute teachers are hard to find especially during and you know it was always difficult to get substitute teachers when you add it in covet and now post covet a lot of people dropped out of the substitute ranks so um it is it is really a testament to HR to our principals to the teacher interview teams to the students who sat in for observations um for as mock students for Teacher observations to make sure we have the high quality staff that we do have here um this includes teachers Paras custodians secretaries nurses our unaffiliated staff who are fully staffed and it's really fitting that I say this in my report which is right before the consent agenda where we have each month there are the puts and takes on Staffing so we'll get there in a little bit but one thing that's really important is it's another layer it's nice to say we're fully staffed but people are absent people go to training things happen like I said before people go on leaves so you really do have to shore up your substitute coverage and as everybody knows here a number of years ago we transitioned from trying to outfit substitutes ourselves which is extremely labor intensive to using a service called Educational Employee excuse me substitute services or ESS we're working with them to continue to increase their recruitment of substitute teachers and their fill rate with us and so I think they're doing quite a good job but again going to kind of a six-point plan I want to share with you that in working with ESS we're working on the fill rate The Faculty the administration continues to work on Creative scheduling of professional learning days so we're not having on certain days where we might know that we could have high absentee rates scheduling training for those days so we would need less Subs we've added a second building sub at each building this year we started with one building sub we now have two to meet that need and Ken's working through that with the budget and the substitutes and so forth we're also looking at absentee data of paraprofessionals and teachers to see you know are there any any things we can do to help address those issues um and uh in with that we're actually working with the unions on what are the root causes is there anything we could do as a district to support and help and kind of figure out why are we having you know the absentee rates we're having and how could we uh put our heads together and be more creative and have less absenteeism which would be less Demand on substitutes we'd have our uh tremendous faculty in place tremendous pairs in place and have less need for Subs but also then that would increase our fill rate so we've got a lot going on in that area so I just wanted to update everybody and it certainly could do a comeback on this as well to see where we're at any questions on substitute coverage um it's not a substitute it's a staffing question with a shortage in Connecticut have we had any a column rating uh people you know departing our ranks with short notice type of things yeah one of the things I think it's a kind of a common phrase internally among Educators especially I can speak to Connecticut is kind of the covid shuffle that's occurred when covet came around a lot of Educators who had the opportunity to retire did others just left maybe we didn't retire but just left the profession it created a lot of openings and so many faculty staff administrators have moved where they're closer to home where there's another job opportunity could be a promotional opportunity whatever it might be and that's happening everywhere there is rating of districts we talk to each other and um are aghast at our own rating of one another and we don't like it but we have a job to do and we have to fill we have a responsibility to our district so we have to fill so I could tell you I know Danbury is suffering a great shortage many teachers left for surrounding districts here in our region we had three or four that we brought in at the last minute from at last minute last couple of weeks of August from Danbury and you while we feel bad about that we have a responsibility here and so if the teachers were ready to fill an opening it's highly qualified and we want to bring them on as part of the team then we're certainly going to bring them on so we engage in pirating from other districts we'll be very candid about that but there are other districts that actively seek some of our teachers if we've had them for a couple of years and they've been through a lot of our PD and they're doing really well down County especially is where we lose our teachers too because you can drive down County and to the Gold Coast and you know there's a significant are they in those areas that you say are General that's where we lose unless it's someone who's got an hour commute they're coming from somewhere in the center of the state or something like that yeah I know of one instance where we we lost a teacher like the day before school started and then we tried to get a replacement found a replacement who then left and turned up turned us down and took another job and then we had to go back to the drawing board yet again and finally brought them on the replacement on board I mean those are difficult situations and the other thing for us what hit us this year in the in the third year of the contract there was a change in the way the step movement was and so depending on where a teacher might fall there were some teachers who didn't particularly uh weren't looking forward to the way their step placement was and if they were able to be more mobile and move on and transition to another District they might get a better step placement so there was awesome there was a couple of people lost with the economic decisions in that regard and if I could just add one thing from the HR perspective um that this is the first time in my experience as a building leader or District leader that we've seen so many people leaving the profession it's and that's across the state so it's not just that they're leaving to go other districts they're getting out of Education so that's part of the Copic Shuffle is that people are leaving okay all together anybody else have questions on that topic okay last piece on that topic is the universities have a dearth of applicants and uh young people in the pipeline to become Educators so that's another area at University there's they're they're seeing less and less enrollment in the education programs yes that because just people don't want to go into education or their programs are not appealing to them I I think it's gotten I don't know that education is appealing as it used to be um and economics could also play into that okay yeah I guess I don't know if there's anything we could do in an advocacy role with the universities to help bolster that we just had a big conversation last week with Western Connecticut lower tuition well the least we can do is try to you know kind of Avail ourselves as a district that is very friendly to early Educators right so pre-education programs as well and building that you know I can certainly work on building relationships with between not just Westcon but also Uconn and Central and um Sacred Heart and all of those places that have pre-educator programs so that we can be seen not just because there are some steps that are you know that our teachers have we have Team trained teachers and people can be Mentor teachers but also you know availing off our schools to students who are their first couple years as education Majors have to go on and do and log hours of just observing so it's not even quite as onerous as taking on a full student teacher but those are good relationships that we can build as well that's a great idea and yeah I was going to say you've got an automatic recruiting machine going there and we ought to be as aggressive as any District in the state in terms of welcoming those engagement that will help you with the substitute issue well they're not technically allowed to subscribe but but going back to the the economics and the the contract one of the things in the lot and we've just had a teacher negotiation but in the teacher negotiation prior three years earlier uh don't forget what the board did which was make it more favorable for early career teachers in terms of the salary schedule you know so that that was something that could help bring you know um at the end of the day people do compare salaries while it's altruistic to go into education and so forth there is a market out there and um the board did take action on that so that's commendable I need to know that all right I think we exhausted that topic for tonight um I'm going to turn it over to Anna for a little bit she's going to talk a little bit about Merit scholar and I think also a little bit about niask just just this is just an opportunity and work even doing it yeah so just to inform the board of some um committees that I'm on and some you know kind of professional opportunities that I have that also um I'm able to be an ambassador for Brookfield I am a member of the commission for the New England Association of schools and colleges which I'm sure many of you are familiar with um niask as it is um as the acronym is refer is referred to um is not only the accreditating body for New England schools for public schools historically it's been focused on high school um but actually niask has now expanded to accrediting K-12 districts and part of that and it is comprised the commission is comprised of volunteer Educators or members of the public or education you know educational leaders and it is essentially the commission reviews every single report that is submitted to schools from schools to the commission and so we support the faculty and the staff or the staff rather of niac there are only six full-time staff in the public school side um but it also has an international and an independent school side that and the commission has gotten very the commissions have been meeting jointly so we're able to learn a lot from each other as public Educators and so it's a really it's I've been involved for about five or six years and so I have three meetings a year and so an October meeting a March meeting and then a summer meeting and so it's just that's I had my October meeting it's the first time we were back in person after a couple years of doing them through Zoom which is not fun um and so it's it's just a nice opportunity for me to learn about you know the standards as they're updated and I've worked with Mr Belinda a little bit on that and also something for us to consider as a district of going through that process as a K-12 district and so that's one of the Committees that I serve on I also just concluded a term as a member of The Advisory Council for the National Merit scholar scholarship corporation which is a non-profit that supports the National Merit Scholars of the United States and so that was actually through my role as principal of Amity I was invited to be a member of that group and so I was out in Chicago last Monday for the annual meeting and it's it's you know the National Merit Scholarship Corporation is just in a they have an advisory Council and so it is comprised of as I said 16 educational leaders from across the United States half public half Independent Schools and so it's another opportunity for me to be an ambassador for Pub for Brookfield Public Schools but also to learn a little bit about what some of the national Trends are with the PSAT and also act or you know different kind of scholarship uh Merit assessments so I just wanted to share with you some of the things that I've been doing outside of the district but also as an opportunity to put the district out to the country okay cool thanks stuff thanks man I love that yeah I'm excited about we talked about strategic planning and I don't want to get ahead of ourselves but talking about me ask K-12 quite interesting we usually think about it as high school it might be something in terms of New England schools and colleges something we need to consider um moving on a couple of two more to go and I'll be done just a shout out to the bef Brookfield Education Foundation gala they are so good to us I just want to let everybody know we did send out another school message a reminder not so much about the um Gala itself on Friday night because I understand all the tickets are sold which is fantastic that's a fundraiser in and of itself selling the tickets but there are on the evening of the gala so even if you're not going I believe around seven o'clock or whatever time it's actually going to start the uh there's an online opportunity for all the auctions and that's another part of the fundraiser there so there's a lot of good stuff going on there so I want to make sure people know that if they happen to be watching and didn't hear it otherwise they heard it here and then the final thing that I think many people don't don't just can't appreciate all the stuff that goes on in the back office you know we talked about FERPA tonight right and Records clearly very important there's another piece out there and it's very Vogue to talk about but a lot of people don't necessarily know what it means but cyber security and how critical and important that is I want to congratulate Ken and Eric today Eric signed the binder for um getting full cyber security insurance for us many districts in many towns are not in a position where they will actually be given cyber security insurance as you know karma is the typical Municipal insurance carrier uh coverage carrier for districts Karma does not provide the Cyber Insurance cyber security insurance you have to go out to separate insurance companies to to get that um and we were in a position very strongly positioned to be able to get that insurance because of four key areas the fact that we have multi-factor authentication the fact that our VPN access is for remote access is limited the fact that our security patches and updates are implemented as soon as available and the fourth fact which is we have a comprehensive backup and Recovery Solution and you know that's due to all the great work of our tech department and Eric's leadership so and of course board support to make sure we have the funds to make sure that security can happen and so we now are fully cyber insured why would you be cyber insured all the kinds of phishing attacks ransomware all those things you hear about we are covered for that now so we are really excited about that and I'm thankful that we have the opportunity for that I know I was along tonight I'll stop there any questions good crib note she gave America I read this pretty well you really handled them well that's that's why we have an I.T director not too technical thank you John any questions thanks everyone appreciate the time okay all right so next up is uh our subcommittee reports um and uh first on our agenda is the policy and Communications committee when you've got a lot of things on our agenda for tonight too okay uh policy and Communications subcommittee met on October 19th it feels like six months ago I don't know where the time went but um our full committee was there and we talked about three policies that are in your packet tonight for first read the first one was policy 5145.53 the chick transgender and gender non-conforming youth policy um the second one was six one six two point five one survey of students as you had mentioned earlier we had already started to look at that survey so that's in your packet and policy 6115 ceremonies and observances separation of church and state um so we had we spent most of the meeting discussing those three policies and just making minor edits asking questions getting them ready to send to you and then we had a brief discussion about Communications Dr Burrell gave us an update on videos that are being done for the district and you might recall seeing the school security video that Dr Burrell sent out a few weeks ago that was awesome and we spent a little bit of time talking about tonight's budget Roundtable and how to get more community members to attend and that was pretty much it pretty straightforward so you'll come back and tell us a little bit more about the specific policies when we get to them right yep okay let's talk it all about using talking point s or is called talking voice yeah okay for the budget or not like the budget Round Table yeah oh at Round Table we didn't talk about it no I mean like do we have to get people to come to as a way sequences like the app that you oh did we use talking points to send out a message yeah we have used it for messaging um we typically use School message but we do use um talking about specific is it going to be used this budget season we certainly can oh okay we certainly can I think it becomes habit of which tools you use so yeah that's a good idea that's good tool right from what I've seen we use that for some other language program yeah those are different languages yeah yeah that was rulers we also put out just as a quick note while you're talking about communication just to put it out there um I think it was in the winter weather update that went out last week but um we're going to I've asked the principals to put out a little piece on um text option so parents could opt in if they want to get a text specifically so it's just a little bit easier um when you get a communication that pops up on your phone rather than having to go check your email so and wakes you up at five in the morning well I was up at four this morning so if I get a little Punchy right now you know just checking out that weather so okay any questions for Debbie and next up is security task force uh meeting um and I'll do that one um we actually had a lively meeting uh uh uh with the security task force and almost everybody was able to attend and we did that on November 3rd this topic was the second session on physical security first meeting we went through um what were what are we doing today what have we done recently and then what were things we should think about the comeback was what are what would those cost and what would be the you know the benefits of them and we reviewed all of that and the committee actually um approved that we go forward to request funding for a number of very specific security things and I will at a broadly it's more cameras um in certain places more storage capacity for those four cameras and and the video uh real positive report on uh open door alarms right which we could add especially at the high school where there's so many doors that would flash into office aggressively if a door was opened um I'm trying to remember what the other items John wore but there was uh walkie-talkie uh enhancing signals the repeaters the film um and so and and uh and uh and an expansion of our film program to hit the first floor of all the security buildings and of course in the new school all that's built in but it's so it's really the old the two older schools um I had a bunch of them yeah yeah so we'll talk about those on the facilities okay so then it went the next step is after the security team and reviewed it and went to the facilities committee and uh done oh guess what next on the agenda turns right into Joy so that's pretty much what we went through and I will just say this is the second wave the first wave was about Staffing the second wave of the reviews was about physical things that we could do the then we're going to move to I.T and threat assessment cyber security and tools right so there's there's stuff ahead of us yet but we're working it through in a very deliberate and I think just as a reminder of the kind of the the quality of individuals um on that committee we happen to have three dads who are in various roles in security either leadership or in the industry that attend these meetings with us and give us input is as well as the fire marshal and the police chief so I mean you know we've got people who really understand and the discussions are Lively they really are yeah okay that's it for that okay so I'll start with that since I'm going off what you said so we met on November 3rd so the security task force brought forward their prioritized lists which was security film um the alarm company can give us Open Door Alerts I'm going to determine who gets the alerts and how if it remains alerting us um we have a lot of management options a double buzzer system for the auditorium at the high school like a sally port system uh walkie-talkies we're looking to go on the towns radio system but that could be a while a gate to control access to the back of the Middle School um looking at dealing with not being able to hear announcements in the restrooms so looking into a PA system to possibly install to be able to hear when you're in the restrooms blind spots on the interior trying to identify those concrete barriers for front of this for the front of the schools ornamental type things like Planters or balls I'm adding a server with all cameras and cloud storage for footage which would there would incur a monthly charge in capital expense also and possibly gates to the campuses but we tabled that Mr blando is going to do a walk through regarding gaps in our exterior as far as that goes for security we talked about our capital projects the HVAC could you talk about the funding of that one oh yeah that we have the money over um needing to cover Yeah we actually have sufficient funding already to cover all those items once we saw the cost estimates the funding the the board of finance and the board of Selectmen have approved a regular amount of funding for security enhancements and the amount that we have is sufficient to cover those so we don't actually have to ask the town for more money which is great we will need some support from the uh from the town controller and the board of selectment and finance to consolidate the monies from Center Huckleberry and whiskey near into a single bucket in order to do that so that's that'll be a request that will go soon but the money's there it's just as unspent on you know we had to split across four schools and it'll now be in two schools and so we're really moving quickly on that while we wait for you know those approvals and so forth and go through the proper process uh Dan Caldwell and Ken post are moving forward on that as well as Eric uh with the the camera work and of course Mark and his team are doing a lot of camera work already and for the board um since the funding has already been approved we don't need to go reapprove right so we concluded that the facility the facilities committee approval was sufficient to deal with the specific projects underneath the overall funding that we had secured so we won't see those specific items as voted on at the board law so sorry about that so the HVAC at the high school we're taking control of the building we turned it on on the 14th so we have full control of almost all the pieces of equipment it's already identity identifying deficiencies and we've had a lot of positive outcomes so it should be complete completed by Christmas break Middle School the bus parking driveway was paved and we put fresh paint lines in the teacher parking lot there's a contractor coming to look at the seminar seating room in the Middle School the first number was well over what we budgeted for which is good and their vinyl tile floor will go in for the electric service waiting for the switch gear it will be a project for next summer the whiskey near wall masonry block walls complete Windows remain open the heat is off in the gym but by the end of next week we'll have partial heat to warm up the gym and we redirected them to work in the back and we also discussed the boys locker room a strategy session happened they did a quick walk through on Tuesday Morning some contractors are going to meet there for a couple hours and take notes and they'll coordinate with the building Administration on the kickoff and how to secure the materials like the construction fence we also had some new business so there's a town Capital committee Bob and I will be the official board members board representatives for that committee we met last night um Bob had asked if any capital projects were timing out um but were under budget on the electrical servers real allocating to the locker room any projects about to time out he was going to account was going to discuss with Marcia and keep an open line of communication in terms of that and we had some miscellaneous discussion so we recently changed our water testing laboratory the shop was in Newburgh New York and it closed without telling anyone so that left us without testing so hundreds of violations were popping up across the state and have impacted many districts not not only just ours so we did get a notice with multiple monitoring and recording violations so it's no negligence on the district's part on the state just may need to increase our testing Administration Administrations so our action date is one year from date and nothing really to be too concerned about our water system operator is reviewing the situation and rectifying it and as of that meeting there were no current updates regarding the new school flooring and that's it I think we'll talk a little bit about that later okay any questions for joy okay next one is uh cape Mike on November 9th at the Town School office and I believe that's takes the like third consecutive different place we've met it's nice it's nice and smaller though uh document got the meeting started off with a presentation of the connect Hub platform website that tracks the instructional coaching interactions with the teachers but more than just the interactions the subjects talked about between the teacher and the coach at those interactions and I want to give a shout out to Jackie Whiting who administers that at uh that website and it's a really helpful tool for transparency and and uh how to move forward with what we're doing with the truck and coaching and how it relates back to the curriculum uh the SEL assessment we a special shout out to Amy D Nicole Hickman for kind of hooking us up with a pilot program called Dessa I don't know how to pronounce that first Devereaux devro Devereaux student strengths assessment assesses eight social emotional uh uh the assessment is budget friendly Bob so that's going to be happy for you to hear uh so for this first year it's a pile program it's going to be no cost to us and we're going to be completing that get a base level of how we're doing with the SEL and the ruler program for this year K-12 uh and we're going to present more information on that once we get to more the information on the Connecticut State Department of Education k-3 reading assessment and programming this has two parts the first part is we are in compliance because we use acadians for the assessment portion but the program portion which is still uh from what I understand murky water on different programs available to us a couple problems they haven't been properly vetted and we're going to still wait to research that more and it is a substantial investment as well so we're going to Dr man's applying for a waiver so we're not going to have to worry about being any compliance issues for 23 and 24.

it'll say on this line did that uh I'm able to understand the communication I received from a child's school again we're looking for those three blue red or gold perceive communication around child school to be accurate so for at least from these 78 now that's 78 out of 4 000 2017 that responded we're getting some ideas of what we can do and I'm not going to read through each of these but I will share you electronically but I do want to get to um people said how is the best way to communicate and I think that's the biggest piece and that's this slide right here this is their preference how do you how does a district communicate you can see the number one is email people want email that's what they're going to listen to that excuse me that's what they're going to read automated text messages is next they're saying that's our best forms of communication and then I'll go down to District website you only have about 21 one out of five a little over one out of five are going to be looking at that website for information and then you can see it goes down school calendar uh digital and other and there's actually Board of Education news uh district meetings social media so on and so forth but by far families at least on this survey of these 78 said email and uh text is where they're going to get their information so we're working with this consultants and help us with a a strategy a plan uh communication wise and these at least right now are two things obviously we were going to want to focus in on it's interesting that 33 percent uh or I guess the third way of communication is through printed notices right that's kind of the old in my household those printed notices never made it into my hands they were shut shut in the bottom of a backpack and never saw the light of days so that's just surprising to know I think that's the advantage of the emails yeah and I really thought social media would be higher to be honest and it wasn't nope because it's that was an active you have to actively go and search for it whereas email you're looking at English we okay to move on then this is from our Panorama family survey this came out uh we got our results back just again about a month ago four weeks ago there were 259 respondents and I'm just giving you the breakdown of who responded so you have an idea of the demographic white uh wise who responded so you say it was 89 of the respondents were female 84 percent of those were categorizing themselves as mothers and this is they they checked off which of these categories they were 51 white 13 Hispanic uh 14 said two or more ethnicities or races eight percent Asian five percent African-American and all other respondent groups were below the five percent uh threshold uh 89 of those were English language uh English only excuse me primary language four percent Russian three percent Spanish four percent other or or chose multiple um I have a question about that uh Mr Jordan because our district our demographics for our student population look very different than the faults who responded true and so I'm curious about how can we reach the people who are reflective of our district and and how can we reach also more ell uh parents because that's an area that we need to work on and improve and if we're not hearing from those populations about what they need and we're just running with what the 51 percent of white uh respondents and 89 percent of English only respondents say then are we really doing the best service right and that's where this communication consultant comes in the first slides that we looked at how can we better communicate with everybody how can we get the message out there how can we get their their message back or their information back and that I I kind of speak for you but I think that's the key to this marketing uh person this marketing consultant is very good you're going to help us build a plan to do that because we need to hear more voices and that's I think that's what you're getting at is we're hearing voices we want to hear more so we can get to the process where we're analyzing our plcs to drive down to figure out how do we reach how do we engage how do we bring more folks in uh than we are because when we do that we're going to be there was the Panorama an electronic survey is it electronic or how was that yes okay so maybe can it be administered in other modalities um perhaps when we have you know some of the parents on campus a paper survey where they're right there or even a laptop that they could log into with Assistance or something of that nature would that even be feasible yeah so we've brainstormed some different ways to do it such as we had the food food pickup today maybe we can catch people there what are some different ways to do it okay uh and also translations that's the only piece and and we're we're happy we're getting some responses but we know it's not reflective of of the demographic and so we we're happy we're getting some but it's like how do we get more and also uh in the first um communication survey we found some of our families who are non-english speaking preferred friend they didn't want the electronics so that's we I just we just learned that last week so that's something we're thinking how can we get that out when we do d-lac meeting whatever we need to do to connect and so what is the next steps so the protocol you saw with the I ready is going to be similar with this data how can we improve at the school site level because we have this broken down School site the School site because it may be different from Whole kill to Center High I'm just picking two schools picking out random it's going to be different so that's what we're going to do is going through it okay now how can we better improve at the site level and one more thing and I'm going to probably reiterate what the story just said but this process that he explained for iready the data protocol is the PLC culture we created at a district level which we meet twice a month uh last Thursday Mr barassi who's who replaced Mr uh Jackson we're going through engagement and we're looking specifically at attendance through everyday Labs next month he'll come back and talk about what we've done but the schools actually left with goals that they were focusing on around engagement as a result of attendance so this protocol is this shell and then we're kind of I mean this sounds weird but we're dumping the data in there and then creating plans or strategic Avenues to try and get at it instead of just going oh we think this or we feel this we actually have a lot of data probably too much in some cases to sort through to create that plan to help and when you put it all together it's going to take some time but we'll get there and it I think we're going to do incredible things for for our community sorry yeah the objective is to try and keep getting better and everything okay you're always looking at me what is it about ask too many questions I don't know okay thank you thank you thank you very much thank you so [Applause] moving on we have committee updates facilities update with Richard Putnam good evening everybody oh okay good evening board um not a whole lot to uh bring you up on other than the fact that both Rex fortune and our CTE projects are still ahead of schedule uh the CTE project will be dried in roof Wise by the end of this week so we have the underlayment so that pretty much creates a waterproof roof before we even get our final roofing material put on so that will help to keep the process going even as we go into the wet winter months and that's where we are right now any questions thank you okay do we have comments from the audience regarding items not on the agenda nothing oh okay I have I have C Connor on line and uh see Connor could you please unmute your mic good evening um superintendent and board members and I would like to say um good luck to the seniors uh who are in the AP classes my call is in regards to um number one I would like for bullying to be on the school agenda if you could put that on the board agenda and I think we need to do some in-depth research in regards to this issue given what just happened at the University of Virginia uh also I wanted to talk about school spirit um from my experience with the Center District I'm finding I'm not finding very much of that and I think that um it's very important and it also shows uh it can go a long way in terms of the uh social and emotional well-being of the students faculty and staff I think from my own experience schools that have high school spirit overall the students do well and I have I was interested in some of the comments that were made in the at the previous presentation and from my experience I think that one of the ways perhaps you would consider some of the teachers of recruiting good teachers is to go into some of the universities that are in your areas and perhaps recruit for employment there especially people who are science Majors who are math Majors because I think it makes a tremendous amount of difference if you're going to teach someone algebra which is the foundation of all higher mathematics if you yourself or um experience with algebra and not just a multi-uh credential person and it comes across much better in the classroom and I think you're able to connect with students better when they can see because they can see the difference when you know what you're doing and if you're just repeating the answers from the answer book so um because I know I have friends that have gotten jobs because of the school districts that have done that and also I think that yes children do have learning styles with instructors with good classroom management skills will be able to reach children that has been proven with Joe Clark and Jaime Escalante I mean it was just unprecedented that the Latino students in East LA had to take their sat tests their SAT test again because they scored so high and they were from a low income district and so we still have biases with us excuse me and you know your time is running out so if you could wrap it up I'd appreciate it okay and and in the future I would like to be able to see the clock so I would know that but all that I'm trying to say is that perhaps the district can go and recruit people for certain disciplines from the universities that are in the system here and let's put bullying on the agenda for the next meeting thank you very much okay thank you very much and I address that just really quick and say that we have done that many many times do we address the public comments we cannot so um we should look at how to make the Baltimore visible well so thank you very much any other public comments on items not on the agenda okay um consent agenda do I have a motion on this a motion to approve the consent agendas okay second okay so Mr Ryan aye trustee Lee hi trustee Anderson aye trustee Kelly aye trustee Pope aye and chair votes hi could I just think a little comment okay correct your consent agenda um I'd like to thank the school sites site councils and the parent groups for submitting your school plan for student achievement I find them fascinating especially with the i-Ready information that we had and then with our lcap that coincides with everything I just wanted to say thank you and I read every one of them and um that's it thank you one one more uh just just acknowledging that the board's action there just also named the next principle for Rex Fortune Elementary and he is in the room so uh we congratulate Mr Farrell in the back he'll be moving from North Country transferring [Music] and just so others in the room where Miss Siever who's the vice principal moving to interim uh principal there and then there she is laughs [Music] and so I just want to acknowledge that board action it's a big deal when we open a new school and so it's a lot of responsibility and I appreciate and I know Mr fro appreciates the trust that the board's putting in him to do an outstanding job so uh just want to make that acknowledgment no pressure yeah yeah there's no pressure okay moving on to business item a board policy bylaw enormous review um I will make a motion to bring this to the floor for discussion I'll second okay um just to give a little bit of background here bylaw a board policy 1313 and bylaw 9005 address the Civility and governance standards by which we conduct ourselves and I feel like we've been kind of moving away from these so since I believe that we should be following our policies and bylaws the question I want to pose to the rest of the board is do we need to change these do we want to to remove these these policies or do we want to start following is that a question yes I would say start following continue to follow I I would think start following it and especially keeping the district focused on learning and achievement for all students at the Forefront which is number one and every item uh in byline 9005 and I think when we move away from that Things become problematic when we're not focusing on learning and achievement for all students okay does does anyone want to propose any changes to this okay then um I guess this item is closed unless there's any further motions on this okay business Item B reconsideration of rescinding board member residency verification portion of bylaw 9220 governing board elections uh do I have a motion on this item no motion to bring it to me I'm sorry before we move on I apologize were there any public comments on business item a before we move on okay moving on to business Item B we have a motion to do what bring it to the floor for discussion okay and do I have a second okay um so this was brought up at our last meeting um a request to rescind the board residency verification portion of board bylaw 9220 um do we have any public comments on this issue okay um before we begin the discussion I've asked to have Scott Holbrook the district the district's lawyer here because at the last meeting there were claims that this policy and the way we implemented it were illegal so I wanted to clarify that Scott are you with us good evening yes I am can you hear me see me so before we go into a discussion can you address the legality and our authority to enact such a bylaw sure the board has General Authority uh under Education Code 35160 to act in any manner that is not inconsistent with or preempted by any law and the legislature in adopting Education Code 35160.1 has mandated that that authority authority be liberally construed um so the board does have broad Authority um to enact policies to govern and guide uh its procedures uh and its members so long as they're not inconsistent with or preempted by law okay and would you say that this policy is inconsistent with or preempted by any laws no I'm not aware of any law that would prohibit the board uh from adopting or revising its uh board by law to reflect a verification requirement of member trustees it appears to be applied to all trustees uh equally there is a process to comply with uh with the policy revision that allows for reasonable notice um there are exceptions in applying with to the policy uh it respects the confidentiality of the information sought and provided um in my opinion it it's not preempted by any law or inconsistent with any law it's entirely within the board's discretion to adopt a revision to that policy so long as it's that action was compliant with the brown act meaning that it was properly agendized and noticed at a public meeting and action was taken by a majority of the board at that public meeting which is my understanding as to how the action occurred so in your opinion we did nothing illegal correct okay thank you very much just wanted to address that off right off the bat any other discussion on the side I have a comment about what was just stated the problem was never with the process the problem is the bylaw itself and the league at the potential legality of it and whether we have the authority to modify elections codes and um I'm sorry election code and education code and in that I did follow up with elections codes uh uh from Placer County as well as Sacramento County and they advised uh a that they hadn't heard of any boards having such policies and that they don't have authority over that and that if there was a question about the residency of Annie duly elected ORD member or appointed board member there is a process a legal process that should be engaged in and um and that is the remedy not to create a local board policy to police one another and check and verify if a board member actually resides in an area or not but if there was an authentic concern about it to engage in that legal process so I think we're setting uh precedent that's wrong and immoral and that's why I continue to stand in opposition to this board member residency verification policy I don't think that it is helping to keep the district focused on the learning and achievement of all students which is our primary charge and um it's very problematic we're setting precedence I believe in all the wrong ways and all the wrong directions could you please explain what you feel is immoral about it it's immoral to add additional qualifications upon a candidate who's been duly elected and has been sworn in and taken an oath of office that recognizes that they understand the um responsibilities and duties of that office so I find it very disrespectful to a governing board member to have them do additional qualification after they've already been elected and they've sworn and affirmed that they meet the qualifications and requirements there's no need to do extra verification and if someone's concerned there's a remedy it's to seek legal judgment do you acknowledge that it's a requirement to be a resident on an ongoing basis during the term that's already a qualification set by Education Code I'm sorry what was that do you acknowledge that the education code establishes that you must continue to be a resident to serve on the board yes and every dually elected board member knows that they don't need to have a very paternalistic action from their fellow board members to check in and see if they're still in compliance with it and if there's a genuine concern there are legal Avenues to pursue that someone could take up and challenge a board member's residency we've seen board members recalled we've seen board members removed when there were genuine concerns about those issues in the state of California nobody yet on our board has been able to Pardon Me has been able to point out to me what other District in the state of California has such a policy it hasn't been produced yet because it doesn't exist in California so this is something we're trying to import as a local board from some other state an idea and I think it's a toxic idea and I think the the impact of it won't be positive um it's not from another state it's from my head frankly exactly and I I happen to think that it was it's a flaw the other districts don't have it um it's not about the current board it's about the system of the board as a whole it is theoretically possible that a board member could move out of District and then not tell anyone and continue to serve on the board which would be a violation of Edco so in order to help reassure the public that that's not happening we're not creating a qualification to serve we are simply saying that we are going to verify with the superintendent that we continue to be residents and then he's going to report that out to the public um we are not removing anybody if they don't reside within the district or if they don't comply with this we're just like we have a board bylaw that says that our meetings will end at nine o'clock or we have board bylaws that say that we are going to uh be civil to each other not interrupt treat active dignity we have the authority is this is not modifying election code or uh Ed code we are just simply saying that we are going to uh show the superintendent evidence that we continue to be residents it is within our authority to set such a policy it's not illegal it's not immoral in my opinion I don't understand what is the the flaw in doing this since the I mean theoretically like I said if actually let's back up shortly after I was appointed we had two board members move out of the district boundaries okay they both did what they were supposed to and resigned before moving but if they hadn't we would have no way of knowing the public would have no way of knowing and so this is just simply a way to reassure the public that we are continuing to comply with the requirements of our office and to that president Bruno I say the public has a nasty to do that you admitted that this came from your head and it's your idea no no and and only one public comment and I'm being interrupted and only one public comment supported it when it was enacted I haven't heard a call from the public at all I've only seen this coming from president Bruno and the board majority members and I believe that it's not a right direction to turn our district in to be paternalistic for its board members I don't think that's appropriate I truly don't believe that this policy is helping to keep the district focused on learning and achievement for all students and that's why while you have the authority to do something it doesn't mean that you should do something or that it's the right thing to do and for me this is the wrong thing to do it's not going to increase student achievement it doesn't assure anyone of anything except for a few folks who want to be overly paternalistic and police one another as board members and I'm against that if there's a concern you follow the legal process and you take the steps that are established and known in the state of California to challenge that someone's showing you something and showing you a paper proves nothing it proves that they had a paper that was dated at that date and they could still not reside in the district so these comments that this is going to help us to ensure things for the public and so forth I'm just not buying it at all and I'm not buying the motive that's being stated based on what I've seen and what I've experienced okay trustee Kelly and then trustee Anderson after first of all I want to insist that you stop referring to a board majority which does not exist and it is insulting an unnecessary number one number two this didn't come from the board this came from concerns that were expressed through multiple board members from the community and we as a board made the decision that we would re-verify our eligibility our legal right to serve in this capacity and that and we took all of the precautions that we felt we could in order to maintain confidentiality of that information the fact that no other District does this is simply irrelevant and we did reach out to the county registrar's our office that was one of the first things that the superintendent did and they simply said oh we don't verify residency period they didn't say anything about judgments or anything else neither did our attorney who I hope is still on the line neither did any of the other districts that we've spoken with and so the fact that you've come up with this information is great we will pursue that but but none of this is illegal unethical or immoral it is our way of reassuring the community that we indeed are eligible to serve on the board trustee Anderson first off I would like to say that he's speaking to your microphone please speak to your microphone first I would like to say I've had many constituents many residents that have asked me if you do live in the district and to be honest with you uh please don't interrupt but who's you who's it please don't interrupt let her finish then you'll get your turn and it's your turn again is the microphone on better okay yes I've had many constituents ask me if you actually live in the district um and I had to tell them I don't know because she won't tell anybody where she lives the problem is with that is you're required not just the one time when you sign with the voter registrar's office but for the entire length of the term to live within the boundaries of the district I don't understand why showing two people at the head of the district is going to jeopardize anything for you if you're trying to keep your address quiet I don't know what the problem is behind that frankly it's been the way you have reacted to it that has got everybody's suspicions up that's what's causing all the the questioning that's going on is why are you so afraid to give anybody your address um the if you look at the Attorney General's website and you do a search on their rulings for residency you will find that this has happened many times in California and they have been removed from office so the the correct way is not a recall it's to ask the attorney general for a right to sue and then it goes on to the DA's office and then you're they can make you force you into paying back all that money because that money is public funds and if it was collected when you lived outside the district it gets paid back every vote that you are a part of is now in suspicion and it's it has to be redone so there are valid reasons behind people wanting to know if you are actually a legitimate board member it's not just because we want to pick on Tavia we spent two years now I'm being addressed directly and it's not appropriate I'm sorry for an extended time I'm just trying to explain that nobody's trying to pick on you this is all come about because of your actions all right so I have uh some follow-up comments and then you will have a turn as well well I would like a turn at this point because I waited and listened patiently and I waited while you spoke well she spoke and she spoke so now I'm going to speak again I will finish that with just saying we are obligated to do the to pursue this for our constituents and for the people in our district it's an obligation at this point so to address a few aspects of this first of all when I said this came from my head there had been discussion about things and this was the solution that I came up with and then we revised it and made changes and came up with a policy together um as far as this being us being the only District in California that has such a policy that may be true I frankly am baffled that districts that have um trusty areas don't do anything to make sure that the trustee still resides not only within their District but within their trusty area I actually find that incredibly surprising uh so the districts I've reached out to do not seem to do such a thing but I again I see that as them dropping the ball frankly um as far as uh this being immoral unethical as far as you questioning the motives of it I have been consistent from the beginning with what my motives were um if you go back to any of the board meetings where we have discussed this and if you if people would like to check the agenda packet um I have some comments on this and it has YouTube links to each of the board meetings as well as the time code where it was discussed at the last meeting it was stated that um there are videos yes and I have provided links to them uh students cite your sources um I have been consistent from the beginning about why I wanted this policy it's not about the board as it sits now I'm not questioning any current board members residency I frankly believe that we all reside within District boundaries this is for the theoretical case that may come up one day and that we should put a plan in place now before it becomes an issue I don't lock my door at night because I think someone's going to break in that night I lock my door every night to build the Habit so that if one night someone does happen to try to come in it's already locked so trustee Lee yes I want to comment on a few things because many things were directed towards me um comments were made that there's not a board majority um and I just encourage you to look at the voting record of this board and to look at the discussions of this board and you will see there's definitely at this time a board majority and a board minority dynamic second I heard trustee Bruno mentioned just now that we came up with the policy together we would be all of us on the board I never saw nor heard of this policy until 72 hours before it was introduced in agendaites and published to the public so I wasn't involved in crafting this policy together the board majority was involved in that and there may be some possible Brown act violations there that we should investigate once again I really am just going to stick with I will not comply with this policy as a Civic servant I'm a former civic education teacher I taught my students when when you feel something is incorrect or inappropriate you should not comply with it and you should speak against it so that's why I continue to speak against this action the way it was done and again to point the board members back to the remedy if there's a genuine concern your duty to the public is to seek legal judgment trustee Anderson addressed me several times with some personal attacks I'm not going to address those because frankly it's irrelevant this isn't about me this isn't about her it's about what's best for our community and whether our actions are in alignment with our board governance standards and whether we're keeping the district focused on learning and achievement for all students this action doesn't advance that at all and that's why I will continue to oppose it and I absolutely will not comply with it and I've requested it be rescinded for all of those reasons okay trustee Kelly yeah um so the fact that we can take some sort of legal action does it mean that we will the intention of this board policy is to reassure the community if a board member does not comply then the community can take that however they so choose um my comment about not referring to us as a board majority is the fact that the way that we vote is not as a unit but as individuals that's why the whole point of having a School Board of five or seven members or nine members whatever it is is to have varied opinions we should never be a 5-0 vote 100 of the time that that's not the goal that's not how it should be and there have been many many cases where that has not been a four one it's not been a you know us against them situation um it's just it's just not I don't know I don't know it's just not polite to say oh the board majority you know like as if everybody else is against me it's us it's me against them that that is not the situation it's all five of us contributing our own opinions and our own uh votes and and I just I'm offended by it um particularly since I often very often agree with what trustee Lee has to say and her issues that she brings up very frequently agree with them and vote for them so um I'm offended by it and then as for Nancy's comments directed toward you she was trying to reassure you that we are not picking on you that this was something that we as a board felt we could do to reassure the community and the all of the revisions that were made to this board policy and the presentation of the initial draft all of that was done in public at a public meeting and so or at a meeting held in public excuse me our meeting in public and so no there were no Brown act violations I have a response so I'm going to speak uh Mr Mason's gonna speak and then you can be after with him um so regarding the baseless accusation of brown act violations prior to um disappearing on the agenda only one other trustee besides me had any uh advance notice of it because I discussed it with another trustee I said hey what do you think about this idea I have so okay um yes and two people are allowed to discuss things when I say that we crafted it together that's what we did in the meeting in February 2022 meeting for example um we had a vote about whether or not this should trigger automatic censure if someone doesn't comply and if you remember the outcome of that vote was three to two against an automatic censure and you were in the board majority for that vote but I will have to disagree with trustee Kelly I think there is a board majority uh Dynamic going on at the moment in the the majority of the board while we may agree or disagree work together cooperatively and that's the board majority Dynamic I see um as far as how we vote if you look back at our December 2021 meeting where trustee Lee was absent we had a vote go two and two we didn't agree we frequently don't see eye to eye but then we move on and we decide to work together on the next issue um so as far as an intention not to comply if students disagree with the dress code and they want to wear a t-shirt to school that has an obscenity on it they will get a warning probably be asked to put something on over it something like that they do not have the authority to Simply say I disagree with the dress code so I'm going to wear a shirt with an obscenity on it and if they continue to do so they are in violation of the school rules disagreeing with a rule does not give you grounds to Simply ignore it and I think to do so sets a bad example for the students Mr Mason um as the student representative um I think as a board it shouldn't be a board majority it should be the board working together so we can go forward with students education more I had an idea if the address was put into a third party person so that way your address stays confidential but the address is still verified so that way if the concern was the safety of your spouse or kids that you would still be safe and that would be a secret third person party just verifying um uh can you clarify what you mean by a third party uh as a lawyer or not as well a lawyer looks at the um the address and verifies that the board rep does live in the district so that way it's not board members looking at each other's address to clarify the policy is the superintendent and one other District employee not the board members and the information is not maintained yes they don't report the answers they just say yes show me that they recite the video but that would be another possibility as well that we could have an outside third party do it so trustee Lee you had some additional comments yes I do I find it most interesting how trustee Kelly explains to me the intentions of trustee Anderson as though she's in her mind and it understands what she's thinking she said it out loud she was reassuring and and also um I'm just gonna hearken to representative John Lewis about our duty to cause good trouble and to disrupt wrongdoing at all times it was suggested by trustee Bruno that if there's a rule and you don't agree with it you should comply with it anyways if we had done that we'd still be living in segregated societies because in the Civil Rights era folks would have followed the rule that was there even though they knew it was wrong but it's the rule so we should follow it and be a good example I don't agree with that philosophy and I don't promote that kind of thing thinking with my students or with my community members are constituents social change happens and social transformation happens from people resisting and refusing to comply with things that they find immoral or unethical some of our board members don't find this immoral are unethical so they'll comply with it I on the other hand I find it immoral unethical and I think it's setting a wrong precedent for school board governance in the state of California and I want no part of that so I will continue to not comply and if you are a student who sees a rule or a law that is unjust and that doesn't sit right with you morally I say you have a duty to not comply with it and to make noise about it um can you call the question okay one mom uh can you explain what is unjust about a policy where we show that we are in compliance with the rules and is applied equally and fairly to everyone it's wrong in principle it sets a wrong precedent it doesn't align with our board policy to focus on in the learning and achievement for all of our students it has nothing to do with that and so therefore um I I find it to be immoral and inappropriate and I heard a call for the question and I'd like to call for the question in the vote as well okay um there isn't an action item on the table at this point so did someone want to make an action I just called for the vote I'd like to call for a vote what what's the vote you're calling for about the reconsideration of rescinding the board member residency verification I'm asking us to do a roll call vote on this topic so we'll need to to recall uh to remove that portion of the Court policy okay so she's she's making the motion do I have a second on this motion I'll second it okay trustee Lee oh I'm sorry Mr Mason we're voting to present so the the motion is to rescind the the board member residency verification portion of board by law 9220 meaning if I say I I'm wanting to rescind it yes uh nay okay trustee Lee I trustee Anderson no trustee Kelly no trustee Pope no and chair votes no motion failed okay um the time for public comments had passed on never happened no I did ask for Paul comments at the beginning yes before we spoke with uh Scott okay um yeah yes I did okay moving on to item C resolution of the Board of Trustees of Center Joint Unified School District authoring the issuance and sale of its General obligation bonds election of 2008 series 2022 C in an aggregate principle amount not to exceed 14 million dollars and approving certain other matters relating to said bonds wow that's a mouthful move to approve okay and do I have a second on this motion I'll second okay uh superintendo would you like to give us an overview yeah I can yes so so as we spoke last meeting uh kushu Guyer who was our consultant CFW talked about the opportunity for us to capitalize on some uh accessible bond funds that we could use to finish uh the phase two of Rex Fortune Elementary and so uh with that this will give us the authorization to go into the market and end up um looking at issuing wands to bring back to that purpose okay are there any public comments on this item okay um any discussion okay let's take a vote Mr Mason hi trustee Lee aye trustee Anderson aye aye trustee Kelly aye trustee Pope aye and Cheryl tie fruit okay item D second reading policies regulations and Exhibits well hello hello yes you have overlooked uh my hand that is raised for public comments on which issue well you went to see but I want to go back to be under the Ada because I was not in attendance of your meeting last month but more importantly I think there is a brown act violation because your your page that shows the link does not have the information that's what's on your agenda with it and that should be there simultaneously and that is stated in the brown act I am very familiar with that because I've sued on it um I'm sorry which I can repeat it I can repeat it again for you I want to comment on B reconsideration for rescinding board member residency on your page for the district you have a separate page for an agenda which was not explained to me by Carol hunt and you have a page where you have uh where the link is going to be for Zoom where the link for Zoom is you do not have a link for the agenda of your meeting that should also be there at under the brown act that would be a violation for me as a person who is legally disabled I should not have to go to multiple pages to look for your agenda and I did not see what your agenda was until the meeting began and because I did not know what your agenda was I could not speak when you asked me to number one I should have been asked after the discussion because you talked about the item and number two because I was not present so I did not know what the item was actually about and furthermore since I have stayed with you since the beginning of the meeting it shows that I am trying to Advocate on my right to speak at a public meeting under the brown act okay uh to be clear the board agenda was posted in advance of the meeting as excuse me sir excuse me please don't interrupt no no because I am legally thank you as I said the board she gave to others please don't interrupt me point of comfort sir okay could you please give my speaker the same respect that yeah minutes previously I let this woman speak excuse me please let me finish you didn't want to rescind the civility board policy so please follow it you're being uncivil to this public commentary as I was saying our board agenda was posted in advance of the meeting as is our legal obligation um we do public comments at the beginning of an agenda item before the board discussion however that being said we also have a district history of being somewhat flexible with these things especially when someone has technological difficulties so I don't believe it to be a brown act violation but as a courtesy and because I like to hear from the public I would like to permit this person to speak Roberto could you explain to the public so they know that we're not in violation of the brown act we're exactly the agenda is and where the zoom link is okay um I I don't have it in front of me at the moment can you please explain yeah so if if you go on to the on the very front page it says board live stream you click on that it gives you all the information for the live stream to the left of that it says board meetings that takes you to all the agendas that were properly posted actually this time more than 72 hours in advance of the meeting and additionally there's the board packet available as well but also on the home page of the district website you'll scroll down and says cjusd live stream and above that there's a link to the board agenda and there's the board packet with all the backup multiple areas where you can get so as I said we've met our legal obligations but we also do have a district culture of being somewhat flexible and so I would like to hear from the public so even though we've already voted on that I would like to hear the public comment on this issue we'll need to unmute so can you please unmute her so she can speak now can I also have the clock please so that I can see my time um is that good well it's I'm not able to see you you don't you don't have the apparatus where you have the time for the viewer to see how long it is that they've been speaking we have the the clock here we don't have anything online would it be possible to zoom in on the clock more so she could see it better because looking at the TV I can't read the clock from here okay well that's something we need to take up at another time I appreciate the opportunity to comment on this issue and it's very disheartening because one of the things is you're setting an example for your students that are there with you tonight um all right I can see the clock now hello yes okay um as I've already said it's very disheartening on the subject that you're discussing tonight and your students are there with you so as I have listened um me as a person of color it is reminiscent of Jim Crow era tactics and as a parent who has been very involved in many things and these parents whoever they are if they are so concerned about the address of a particular trustee I would like to encourage these parents to run for the board of trustee I have always been in the mindset that you should have a child in the district to even be on the board that's just my personal uh philosophy a lot of times that's not even the case and so to see this issue um being persistent in your board I haven't idea of how the issues I have run into with some of the teachers in your school and even in dealing with the principles in in the district and they are in my experience 1950s era before Brown versus Board of Topeka so now I am seeing there is perhaps a very serious issue in the district and it is a race issue in your district and here we are in the 21st century dealing with this issue I appreciate the fact and that you have this item on the agenda but for the amount of time that you have spent on this issue you have taken away from other items on the agenda and you have taken away from your students and there are so many other things that can be done if it is on behalf of all students and I am not getting that from this board you either have it or you don't or you're going to be left behind and once again I said there are some issues and how this is posted I will forward you that in a letter but there are some possible Brown violations I will look through my book tonight and quote where I think there are violations on how the link to the your link was even changed today because your website said it was the link for the October meeting so had I not even called Miss hunt um I wouldn't have been aware this was the same length I will follow up with a letter thank you all right thank you very much okay returning to business item D second reading policies regulations and Exhibits do I have a motion on this move to approve as a complete package okay do I have a second second okay um just to acknowledge I know last meeting there were some uh edits so we did make those edits and those are reflected in there so just wanted to make sure the board did that all right thank you very much um do we have any public comment on this issue okay any discussion on this okay then uh let's do a vote Mr Mason aye trustee Lee hi trustee Anderson aye trustee Kelly aye trustee Pope aye and chair of osai approved okay future safety item e future safety board update um do I have an emotion on the side a motion to bring it to the floor for discussion okay and do I have a second on this item okay um superintendent Larry I I would I think this item came back the board had been talking about what content that the board would like to to hear back from our uh law enforcement support we work with Twin Rivers we have a SRO contract with them and and also um Security in the evenings and stuff like that from the facilities uh so what we were asking was what what particularly would the board want from that I know I went back in previous agendas I know it was referenced that when we contracted with Sac sheriffs a department that they would present I did find one presentation uh where they came and updated the board on the SRO and Sr duties um and then I know we had a previous SRO who every once in a while would come to the meetings he was the center High SRO would come to the meetings and talk about things going on um so one of the things I know we shared back in I believe was September or August Mr brassy talked about some of the security safety measures we have in place so what we're looking for would be guidance from the board as to with a report what would you what would you like from us our safety plans come out in March I believe it's March and um that that talks a lot about it but if there's something more we're happy I'm happy to have Twin Rivers bring their lieutenant or someone in talk about SRO program what it looks like they can talk about different calls they go on they don't do Twin Rivers does not cover the neighborhoods uh SAC Sheriff did Cover the neighborhoods so they would be referencing any calls and stuff like that that they had but we're just looking for guidance I guess in the side of it I wonder if the board agrees um have the safe school officer talk about how they enhance or how they work with our safety team so what I what I could do is put together a report where we review uh briefly the different measures so we we are you can always do more but we do have a lot of different things that we do Implement and we're constantly looking at that the piece we did not bring into the last presentation was the the SRO piece I would probably bring uh the the lieutenant or our Sergeant who's over been familiar with the district for a while have him or her speak with the board see if there's any questions um happy to arrange that I mean I'm just looking for the guidance of what what you all wanted because we did go over pretty extensively drills and all of that so before we get to the uh discussion are there any public comments on this issue no let's hope this working person might be online I want to speak up um okay uh any just any further discussion on this uh I I would like to hear about um um you know sorry my mind just went blank um you know like uh what's happening as far as drugs what's changed what what things are being seen what's prevalent and you're speaking more to what's out there in the at large now at large not necessarily at our with our students but just to be aware of you know what's out there and what's on you know what's on the streets so to speak arrange them I have some concerns just because of what's going on in the news about you know wanting to address School physical safety I think it might be good to update us periodically not necessarily on a monthly basis but just you know um frankly I'm feeling a little torn on one hand it's nice to be transparent and discuss what we're doing to keep Kids Safe on the other hand the more you reveal the more the easier it is for someone to find the holes in it so and maybe a first start would be have a overview with the sros in conjunction with our planning and then see if that leads to further further conversation because I know comments last meeting we talked about different fencing and stuff like that and myself and I talked with maintenance about making sure some of the fencing is we have a one fence that gets cut quite frequently but we also have a uh check it almost daily and then I'd like to have them cover the gangs in the area what's going on with that and the homeless situation um so they don't but it's different because they're not Sac sheriffs so they don't they aren't Community patroller I mean they work the SRO works for us they don't go on outside calls I'm not saying they don't know it but I I don't know if they're the actual Authority that would would be able to give us yeah I hear you okay but certainly we do have calls when um encampments or or homeless or are camping near our schools will they'll work and they'll also then contact Sac sheriff and work with us but if we get them an overview and then it might dive in and maybe they have Specialists that could come out and share some things maybe they could just tell us what's going on with the plan there because I'm I'm not sure where it stands right now and that might be a different conversation with a different agency just because originally Sac Sheriff you know they had a broader scope Twin River is focused on school policing school we could invite them too [Music] any further discussion okay and we don't need to take an action you're just no I just I just look for directions so I'll work with them to see and I'll get it either December or January meeting just to have them come and give an overview I just want to don't want to commit to something when I don't know their schedule okay okay sounds good okay there we are item F schedule annual organizational meeting of the board uh do I have a motion on this island a motion to bring it to the floor for discussion okay do I have a second second okay um superintendent letter you want to give a brief overview yeah so all this is is as the boards where in December the board will need to select their officers resident clerk board representative and so this action actually just uh places it so it becomes placed on the agenda so there would be the organizational meeting for that time so all your action tonight is doing is saying yes we want it on the December 14th meeting and that falls within the window that's allowed okay any public comments on this item I'm not surprised um I'm not sure and the new second second Friday in uh December is when new individuals would take office so I think it's the first Friday that the results um yeah yeah so we're well after that so yeah can I can I ask a popcorn question if the meeting is December 14th and my term ends December 15th then next month is my last meeting is that correct the second year term ends the second right second Friday so basically the new individual second Friday of okay so and this is okay wonderful thank you okay I don't want to be here I just want to make sure okay um any further discussion on this issue do I have a motion move to approve can you be more specific I'm sorry I moved to approve item F uh to schedule the annual organizational meeting of the board at the December regular board meeting thank you uh drive a second foreign G jusd annual and five-year developer fee report for fiscal year 2122 and resolution number six 2022-23 adopting the findings contained in the 2021-22 developer fee reports okay let's bring it to the floor all right move to bring it to the floor for discussion and do I have a second a second okay sorry can you second I know he can make you know what I'll I'll second just just to be just to be safe okay we should look that up so I'll be Miss uh Coronado who was unable to join us tonight but this is just an annual um certification we have to do a section 66001 and 66006 if Government code required that we report any developer fees that we receive so this report that Miss Coronado prepared is an overview of the developer fees and planned expenditures of those impacts that are created by neighborhoods so an annual report that comes forward if you notice I think it's about 8 million that we've accumulated over the last year pretty positive but obviously when a residential neighborhood comes in it has an impact that makes us need to build schools so therefore those monies go towards the creation and building of a new school or the upkeep of current schools other than that we'd ask that you approve but Lisa would be very happy with it okay move to the public comments any board discussion do I have motion move to approve do I have a second second okay Mr Mason aye trustee Lee aye trustee Anderson aye trustee Kelly aye trustee Pope aye and chair votes hi approved okay moving on to student board representative reports Mr Mason um so we had uh Dia de los Muertos celebration on the first of this month uh hosted by our Hispanic youth leadership Club in which multiple board members came and then at lunch on the 9th uh of this month we had our best buddies uh thankful tree where students write down all that they're thankful for football made it to the second round of playoffs and lost a tough game against Sonora unfortunately so our playoff hopes are done for football uh yesterday Avid had their College and Career Fair at both lunches where students made posters displaying information on different colleges they had researched and uh different community colleges came and as well as the army recruiters and the police as well came our Powder Puff game is tomorrow at six uh we'll have a taco truck we'll have churros uh corn and different clubs selling small little snacks like candy or popcorn um everyone is super excited about their uh week off next week for Thanksgiving in the upcoming months we have our winter sports going underway with uh girls and boys basketball wrestling and boys and girls soccer as well um we have our best buddies game against Antelope coming up um the date is still being determined but it got finalized okay on the sixth um and then on the seventh we have our annual Ginger buddies contest where teachers and students team up to complete to compete and make a gingerbread houses against other teacher and students teams fun uh any questions Powder Puff is tomorrow I've said yeah and you said taco truck s we're over here making plans I'm not reading email I swear but they're in the calendar um so moving on to board superintendent reports trustee Lee yes um just want to take a moment to recognize that in the state of California November is recognized as Native American heritage month as well as sick awareness and appreciation month and if our schools are doing any activities around those I'd love to hear about them or to see what's being done to celebrate those Multicultural recognitions of Heritage also you notice I have my little button here that says I voted on November 8th um it's something that's so important and I hope all of our students will register to vote when they become of age as well as vote it really does make a difference your one vote makes a difference I'll give you an example when I ran for this board in 2020 it was a matter of I think less than 10 votes that made the difference between me sitting here now and unseating an incumbent that was running against me at the time time or not being here so it really does make a difference every single vote counts and I encourage you and all community members to vote we have in this election cycle three of our seats up we won't know until the votes certify in December I was I'm checking all the time to see how that's going uh looks like Sacramento County has about 145 000 votes left to process and count so that's still very much changing each time they update in Placer County I'm not too sure what's going on there a couple days after election it said they had a hundred percent of precincts but the numbers keep changing so I'm just keep an eye on that and encourage folks to keep an eye on it too it might be a glitch in their system so I have a lot to share about the conversations I've had with community members following our October meeting and there's been a number of the of conversations and concerns presented to me one one was regarding a public commenter that we've heard from multiple times now I'm not sure but I think they're running for a seat on this board and folks have been asking me questions about his persistent comments about police officers in our schools and having police officers in our schools and are we going to do that and I haven't seen it on our agendas and I hope not to because frankly as an individual board member I don't support police officers in K-12 schools and I don't think that's a necessary thing that would be helpful for Learning and achievement for our students I really think that's the last thing that that we as a district need to do is put armed officers or police officers on our campuses for security reasons I find that much better budget allotments will be made for social workers substance abuse counselors you know counselors in general academic counselors there's so many more ways to spend our money than that so and to help our students to thrive I also think that we've heard a number of times from public commenters and myself about our the need for our district to address problems of monocultural Education as well as racism and homophobia that's in the district and so I'd like to see us start really addressing that as a board racism and homophobia has no place anywhere we have some policies on it but I think we need to enact some action around it and some training around it so that we can really shift the culture of our district this is something that would help in terms of our student achievement welcomingness belongingness in our district and to our Student Government students who were present and that witnessed some of the board Dynamics at our October Open Session I want to clarify my perspective on on a number of things and actually some of the things happened today too if you notice when I deliver my board reports I I don't interrupt my colleagues I don't usually speak about them until today and I don't I also don't make part of my board report responses to our rebuttals to their reports yet they consistently do not grant me the same respect there are no interns here there are no subordinates here we are all equal board members in this governance body if you go back to the recordings and view review the meetings for yourself and see that what I'm saying is true and even today it happened multiple times and if you ever find yourself in a similar situation as you serve in student government or public service I encourage you to continue to aim high but to also do what's necessary to be heard when it's necessary and as you conduct your governance meetings and if you do them according to the Roberts Rule of Order which we purportedly operate under as a board when a member during Open Session a governing board member raises a point that's a signal to the chairperson or the president and a professional and collegial chairperson or president stops and listens to the point being raised by the member instead of what you saw multiple times in the October meeting where the president or chairperson cut me off as a board member I began immediately speaking over me and saying no no no or wait just a minute and so forth not only does that behavior you witnessed throw Robert's Rules of Order into the trash bin it is also totally out of line with basic Civic and civil decorum and our board policies which we took a look at today so I apologize that you saw that as an example and I hope that our Student Government bodies don't emulate that I encourage you to look to other local governance bodies to see effective and functional communication practices and finally I just want to note at the end of our meetings sometimes the students are encouraged to come up to the die are to you know engage with the board members if you notice I leave immediately after meeting and that's for medical reasons so I don't want anyone to feel like wow you know maybe Dr Lee doesn't want to talk to me or be with us it's literally doctor's orders for me so if you want to connect with me I welcome you to give me a call attend my open Office hours meetings I still hold them on Zoom people do drop into them I have them on first Mondays of every month from four to five and the link is on our website our Board website so I encourage you to stay connected with me and to follow up and I do listen and I bring these concerns and I'll keep bringing these concerns until we make changes that are needed trustee Anderson I think we need to come back can you speak in your microphone please I think we need to go back and go over what word reports are for um and how much time we're allotted for them I would just like to um ask Mr Lair if we can't have the monitors mounted so that people can see because over half the audience out there can't see what's on this monitor the room is under construction and so they will be we're just waiting on parts to be honest we'll have I think four monitors will be up around the room it's it's it's six so it's a temporary issue so we can't just stick something up there and well you gotta talk to Eugene back there not me okay okay other than that students you've been so respectful tonight thank you for coming and thank you for sitting there quietly with all this nonsense that's going on I think you've gotten a pretty good just of what it's all about um I I still don't understand what some of the issues are so don't feel bad if you don't if you do so um anyway I want to wish everybody a Happy Thanksgiving to spend some time with your families let them know you love them because it really makes a difference sometimes I know almost every time we have a holiday break over Christmas or Thanksgiving some unfortunate family loses somebody and that's not a good thing so please be careful while you're out there have fun with your friends but be careful that you make it home I would also like to know if we're going to have any Christmas programs at the elementary schools and the high school actually they put on some nice ones too so that we can attend those so if you hear of some let me know and with that I'll turn it over trustee Kelly hi um so just a few things um we attended now I don't remember was the scoey dinner within the last month it was it was a month before okay let me not report on that then Henry um what did we do this past month we went to the play right we went to the play that was fantastic that was absolutely great um and I'm just excited that we have so many things going on that the board can go and attend and participate in that are much more joyful than these meetings so um we love what we do I love doing this sadly I will not be doing this after tonight for at least the next two years but you will still see me because I am still going to be involved in the district and I'm looking forward to continuing with the design the equity design team which is a huge Endeavor that we have undertaken as a response to or in addition to some of the other Equity items that we have brought forward with the policy and such the equity design team is going to be implementing broad broad policies and culture shift to ensure that we have diversity and equity in every decision that we make in every school campus and that those are first and foremost in our culture and our schools so I'm excited to be continuing with that my day job does touch on Equity every single day I work for the Department of Public Health and our office specifically is responsible for implementing a lot of infrastructure meaning putting people in place who are specifically dedicated to ensuring equity in health care public health issues and so very familiar with a lot of the social determinants of Health which are the same determinants that affect education and and just really looking to dig deep into what the issues are with our district specifically because every district is different and making sure that those that those data points are what we are using to make decisions on our actions that will remedy the the disparities that exist so looking forward to that very deep and heavy work and thank you so much for allowing me to represent this District over the past two years and then prior to that for another eight years and this isn't the last you'll see of me thank you trustee Pope thank you president Bruno thank you [Music] [Applause] yes we will miss you Miss Kelly um you've had a good run and we'll see you in two years two years two years you'll be back well I'm glad you're gonna run I had the great privilege of touring each School site within the last two years this month Mr Lair and I um did tour Spinelli Oak Hill as well as McClellan um I was introduced to a lot of new people because we do have a lot of new staff and I saw some familiar faces which was warm and touching to my heart it amazes me how things have changed and how we've progressed throughout the years and I want to commend the school sites for keeping up with the changes within society and with the rules and regulations set forth as a board member it's very important to know what our school district and our school sites are doing so I recommend each board member to call the superintendent and set up a date to tumor the schools because you don't know what's going on unless you're there and you see and you talk to the administrators it's very important at least if you cannot tour the schools call the superintendent and ask questions don't assume what's not or is going on and if Mr Laird does not know trust me he visits the school sites multiple times a month he will find the answer for you I attended the MccLellan High School try to be award ceremony and student award showcase on November 9th as Miss Mason touched on they presented 52 Awards last week for the trimester 1B they recognized 11 students for excellent attendance and 41 honor roll student recipients six of which were 4.0 15 of which 15 students six students 15 students of which are 3.5 to 3.99 and 18 of which are 3.0 to 3.49 two our great start which are students that are new to this District that would have received honor roll if they would have been enrolled during the grading period so I would like to say to McClellan congratulations to those students also during the ceremony student projects of their Art Theater digital photography and Musical music culture classes were set up around the cafeteria for viewing Mr French and I did stop and speak to a few students and they were just proud to show their accomplishments so again McClellan students congratulations and a job well done I attended my first safety meeting on October 31st and then the facility meeting which is on November 1st and great information from both both meetings and Happy Thanksgiving enjoy your break thank you [Applause] um I'm going to apologize in advance if I go a little over on time I ran it past the board president who said it was okay I want to start off by apologizing to everyone for raising my voice earlier um we are all human emotions get to us sometimes I did not act in a way that I want to behave and I apologize to everyone um second thing I wanted to mention is I recently received an email from a junior at Center Michael yeagerov I hope I pronounced the name correctly who uh brought to my attention that Cesar Chavez Day was not on the calendar and he made a case for why it should be on the district's calendar not at not necessarily as a holiday but to be recognized the same as St Patrick's Day uh frankly it was a very well written email and uh he made good points and when I spoke to superintendent Larry it turns out the issue was a simple oversight when the calendar was set up so that will be taken care of but I want to encourage all of you if there is a change you want to see made speak up use your voice we are here to listen we are here to support you and you can make change this was a small change but if there's something significant that you want changed bring it to our attention advocate for it change can happen I also wanted to mention uh trustee Kelly did about the play that Mr Mason spoke about last month went to that had a really good time Mr Huey said at the beginning of the play that most of the cast it was their first time performing and I would say from watching the play I would not have guessed that it was really well done it was a lot of fun a lot of good humor in it it was it was a great time um in the spirit of of Thanksgiving um I want to take a moment to say thanks to a few people I'm nearing the end of my uh first term as a board member here and uh don't know yet what will happen with the election so this could be my last meeting as well as Kelly's um so I want to start by thanking Donald Wilson Jeremy Hunt Delray Pope Nancy Anderson for giving me this opportunity I appreciate you all um I was gonna go through and list District staff who I really appreciate what they contribute but frankly I would be here all night each and every one of you well first of all um part of the reason I decided to get involved with the school board is I work for a school district and I don't necessarily always feel appreciated there I want to let the staff of this District know I appreciate you all superintendent is the staff member I interact with most of all and I think we have a good working relationship and there are people at the school sites that I don't interact with but I also understand the importance of their roles whether it's a janitor a teacher a new Duty aide um principal vice principal whoever you are all playing a very important role and especially for the staff members that show up to these meetings on a consistent basis the union Representatives I really appreciate everything you guys do I want to give a special thought out shout out to the the technical crew that keeps these meetings running Eugene I don't know how you managed to pull this off during the pandemic when we were all remote I really appreciate it um [Music] [Applause] [Music] foreign this has been a an interesting experience it's been a at times a challenging experience but it has been a very rewarding experience especially things like graduation that seeing everyone walk across the stage I I'm so proud of everything I'm so proud of what everyone accomplishes but anyway um the other thing I want to say is I want to thank my fellow candidates for office I think the campaign was not only a Fair campaign I think everyone was polite friendly and even Cooperative um one of my signs got taken down and thrown in the bushes and someone else's Banner got taken down well I went to go replace the sign and I re-hung the banner to the best of my ability and then the board the candidate whose Banner it was fixed the banner because I didn't do a very good job and found my son that had been thrown in the bushes and put that up for me we're competing against each other but also three of the candidates are going to have to serve together and I think that this this race has been put us all on a a good foot forward and um I really am optimistic about um what this board can accomplish so if this is my last meeting thank you all if this is not my last meeting I'll be here to be difficult again next month so thank you superintendent layer uh thank you president Bruno so I just want to acknowledge and thank start by thanking Kelly Kelly for her service on the board and I do know we've had multiple conversations she's not going anywhere she's got a lot of ideas of things to help out in the community and be a part of the district so we appreciate for her well it may not be at the board table right now it'll be continued in the community and that's we appreciate that thank you for the service you've given um also as each person has touched on the the school events and the tours that I've been on are incredible the the Dia de los muertas activity when I spoke with the two teachers and the the club advisors that put it on it was remarkable the students pulled it off and the teachers gave them uh full credit uh very very cool experience I'm going to call an awards um you know Miss Miss Pope gave the statistics of it but the statistics I saw were multiple parents so proud of their kids their students crying running up to take pictures and that's what it's all about so to see that and just the pride of a a parent a caregiver for the the their loved one was really impressive um also just a couple of things to the the this SFS this the FRC I'm sure called that I can't mess up the name all the time uh did a great job today with our our food drive handing food out for for those that wanted it but also I want to acknowledge and thank the Lions Club because they had over 50 turkeys that they also handed out at the food drive today um so I think the wartinas and their crew for all their assistance it was really cool uh Jerry and Mickey both had a truck bed full of turkeys which is pretty cool to see and with the shortage that I've learned what there is you need to get one while you can um also the couple other exciting things the board did approve tonight some contracts to begin our elop our Extended Learning opportunity plan thank Mr barassi for his work on getting these contracts together we're starting at our schools to get this going small but it'll be a great opportunity for the families that I've spoken to to have their students be able to spend time before and after school for longer period free of charge so we're looking to roll that out and then another thing that that I think is very positive for the district that helps our students participate in in different events and even stay well is a campus Clinic which Mr Jordan had shared they were doing covet Clinic they were helping us with that have expanded in the campus Clinic the board approved the agreement with them two months ago and starting on December 10th we have an opportunity for our students to get sports physicals so you don't have to try and schedule an appointment at Kaiser or wherever it may be which is very difficult but also just Wellness if someone wants to schedule a wellness time and a lot of people are covet is is out there but there are a lot of other illnesses that are out there too and if we can provide that and I believe Mr Jordan is at Center High School with it it will be free and so um anyway I just think that's a great service that we'll be giving so we've already started getting word out and then we'll have an opportunity for folks to to register and take advantage of that um and then finally with that I just uh the the last thing is I hope everyone has a great week off next week enjoys Thanksgiving enjoys our loved ones and it's a chance to relax not think about school anyway thank you nice no homework okay uh Advanced planning future meeting date Wednesday December 14th at 6 pm um any suggested agenda items I'd like to elevate the requests from the public commenter today who requested that we have a discussion and information provided around how the district is addressing bullying I think that's important for us as a board to know and be aware of and to have a talk about Mr barassi is going to be here next month right is that something he could touch base on I'll work with staff to see but we are doing an attendance engagement update but then we can also bring that and then Mr Miranda might be able to do that because I know you also approved some work around bullying tonight or some training from students so all we'll work with staff to see if we can at least start the conversation because it's a big conversation but if we can we can get address it and then we might lose Mr Jordan in on some of that too so um your job's never done is it yeah well I'm talking to Mr Jordan while I'm still here I can make a recommendation for board agenda item right absolutely so um I would love to see maybe not right away but at some point an update from the equity design team about the work that's gone into you know the groundwork and level setting and what the next steps are and such have you that would be great for that team to present it themselves and would be very excited to hear what they're doing so and thank you I neglected in my report that we actually have our next meeting not this coming week the next week the 29th how many people are on the team changing the subject okay sorry sorry it's off topic Harold do you have a way of contacting that woman gets held in about the brown ashes maybe we could contact her and get more specifics or inform her I think she shared that she's going to shoot us an email with the information so we'll be able to communicate with her she she shared that she was going to look in her book and then get with us so we certainly would reach out absolutely and that the timer was a note I put down we that's absolutely correct a lot of districts I've seen you can put it up virtually so I'll work with Eugene to see if we can figure that out so appreciated that in perfect um just to address something really quickly trustee Kelly said hey even though it's my last meeting can I add something to the members of the so I think 24. it's just one half the district can either choose to proceed by investigating all reports as allegations of HIV orientation to be as a principled preliminary determination I'm just not sure for this packet did you guys choose the one earlier great question yes um we've particular policies this is the second option and so we will continue that it's not reflected in this format but yes thank you Sean any other questions about more jobs related about a little uh off topic but um more dots is is it a yearly that we subscribe to it or gotcha and next we have community circulations um as you see we have the highest percentage of our schools in the East Valley with an a uh at 62 percent our closest competitor there would be uh Scottsdale with 59 of their schools at an a um additionally as I said earlier we're the only District that didn't have a c or a d school um Chandler their C schools were paying middle school as well as three elementaries in their downtown area uh Gilbert had three of their junior highs and two of their elementary schools composed that c score uh Kyrene had a d at one of their elementary schools and then their C was their Digital Academy Mesa their DS were at two of their elementary schools and two of their junior highs Queen Creek had a c at both Queen Creek Elementary and creek creek Junior High and their D was their virtual school and then finally Scottsdale seas are at one of their elementary schools and one of their K-8 schools and their online learning school so we obviously have a lot to celebrate in the district our letter grades are very impressive and I've had the opportunity to sit down with all of our principals except for Mr Dolan that's tomorrow to talk about their letter grades and we really got to dive in deep and talk about what successes they have and what areas we can look at for improvement as we move forward so any questions any comments or questions oh go ahead just wanted to say hats off to all the staff parents students everyone involved that's phenomenal well done all right go ahead Mrs Schultz just fantastic well first you said that Benjamin Franklin or the charter schools comparison but we as high schools go we were substantially higher correct um I just wanted to point that out and um just on the district comparisons does it have anything to do like or there's just more schools and say Chandler is it is is this a accurate comparison or would Queen Creek be the next District that's our size right you know that's the reason why I gave you percentages okay was because yes Chandler has a lot Chandler Scottsdale Mesa they have many more schools than we do okay so sorry I wanted to be able to show that um percentage-wise of all of our schools we have a high percentage of our schools in the a um yes we that the number might be higher in Chandler with their number of A's but percentage-wise of all of our schools we've got the highest percentage of all of those East Valley Schools okay that's great and yeah hats off to the teachers and staff and everyone as Michelle or Mrs Anderson said thank you very much for this presentation thank you maybe I need to talk way back here um or move it away but again I'll repeat what I said last time is that they change the standards they changed the tests they changed the whole calculation every year it seems so it's really hard for any school to get to this a and so um well done to Higley and to everybody and anybody even with a B I say Well done because again there's no standard in Arizona at this point so that's just my personal opinion thank you all Mr Lawson Heiser is up next with our 2023-2024 course guide update good evening president Candler members of the board it's my pleasure tonight to present to you as an information item the proposed 2023-2024 course guides in our presentation today we're going to talk about the process and the people involved we're going to talk about changes to the guides I'm very very proud of the work that has been done uh not just this year but the past three years as we look through the course guides and uh you know our goal is to create something that is very useful for our families as well as our employees and so I'm excited to present them to you tonight foreign so first we I called them the team course guide and this is all the people that were involved in making the decision so as we saw what goes into the course guide I'd like to recognize especially Dr Chris treat and the members of our instructional coaches and their staff they had a really really important job about bridging communication between the two different schools both at the middle school and at the high school level and they helped Drive the discussions within their own departments about what we were going to do and this year we would put a heavy emphasis on communication between the schools about proposals prior to us meeting and the instructional coaches really LED that charge for us and so once again to Dr treat and the rest of the coaches thank you very much for all of your hard work as you helped prepare throughout this process additionally after you'll see members of the district office as well as the principal this is the principal of curriculum and the counselor at each one of the schools foreign so again our process goals once again to make the ease of use we wanted a parent to be able to read it sometimes within education we know our own terms we know everything like that however we wanted to make this a working document for parents and families and and to use it as planning one thing we changed this year was communication what happens is the proposals are submitted and then we review those proposals as an ed services department and then together with the schools this year we added something where both schools had to acknowledge and see the proposals prior to our meetings what that did is that spread a lot of communication from department members to have their opinions put in so I felt like we included more people in this process so that the teachers of the subjects that were proposed had the ability to give their input and then was presented that's what the instructional coaches helped organize for us and that communication went really well and led to some outstanding discussion about what we wanted to put and change within the course guide within our meetings and finally we want to continue to focus on what opportunities are we providing our kids you can see the results when you look at letter grades of all the different opportunities we have and the success of our kids it's not by accident there's a plan there to prepare our kids for Limitless opportunities in the future and through the course guide process we're able to look at all what we do at the schools and see what they're provided we did put a little note on on there in the previous years I feel like I've put a lot of information and this has been a lot of things to do and you've seen in status that we had over 50 proposals that we went through this year and that you saw a step-by-step change in what happened I honestly this year was a lot less than it has been in previous years because I think the work that we have done has been very important and so when we got together to examine the documents there was already a lot of consensus that what we were doing was already working but let's tweak it a little bit and see what kind of different offerings we could have there was a picture on that slide I don't know where it went for those who are counting so let me talk about the timeline because the this process does not happen overnight and one of our goals this year was we wanted to start it earlier to give time for people to give input and for us to have discussion so our first meeting believe it or not was on August 9th was that three weeks into the school year we're already planning for the next year and that meeting started out with the ed services department and the instructional coaches so that everybody was on board about what we were asking teachers and sites to do we reviewed our forms we reviewed our process so that if any questions came we were all on the same page we rolled this out to the sites on August 15th sent it to the administrators who then distributed it among their Department chairs on their campus in order for us to get proposals we added something the issue where we did a course guide review so as in IT services department we all sat down excuse me we went Page by Page and said what in there do we need to fix what is not working and out of this discussion you will see that we changed significantly some things that happened within our general information section to make what we feel like this this guy be more user friendly that was driven off the discussion and they're like hey can we find some way to have parents perhaps plan a little bit or just have an organization sheet for them to look at and then let's move our um our Pathways up so that they don't have to search and find let's try to compartmentalize it and make it easier for them to read foreign the recommendations came on September 12th where the sites were due to us and then the instructional coaches review those and they review those to make sure we have appropriate curriculum in place they review them to make sure that they fit in the scope and sequences of what we need to do within our programs and they prepared it for our first review our Ed Services review on September 22nd where we went through each of the 50 different proposals and the reason we did that before our first course guide meeting is if anything was missing we wanted to figure out what was missing so we had all the information when we were making a decision within the course guide teams at our meetings we had two meetings that were held October 13th and then two weeks later on October 27th and what we did at those meetings the high school people were involved and then we had a middle school meeting as well where we went through each proposal and that's where we had the discussion where one Department might have said hey I really want to have something put in place and another person had the opportunity to say we agree or we disagree let's talk this out by having communication required ahead of time we already had positions and stances from the two different schools to allow us to have that communication and and from my aspect and I want to give you know credit to the team um it was great conversation and and we were able to come to consensus on the decisions that we were making we came back two weeks later because sometimes we still needed more information and we and we did that so after the 27th we had our proposals I shared with you in status uh what the different changes in everything was so this timeline once again when we look at these proposals and these course guides that are listed the significant amount of time effort and energy that has gone in to where we are at tonight something new this year is we have four different course guides that that uh have been present presented and provided for you we have the traditional High School course guide once again we focused on the end user how can I make it more readable with general information changes in a four-year planning guide this year and I really need to give credit to Shawna Miller who's in the back there and her team Kristen Nash and Chris Robinson because neighboring schools had had issues with special education courses not being approved by the governing board and they came and said David I want to get ahead of this we have these courses already in place for our students students can't sign up for them they're placed in them through the IEP process but we need to have course descriptions in place so that if our kids left we could say what they were in and and especially if we ever get to the point where the NCAA is looking at some of our courses we would have those descriptions so they developed this uh special education course guide it's going to be an internal document because people can't just sign up for it and so when they go through the registration process once again these decisions are made through the IEP process however now we have descriptions and you're able to see the courses that we have already been done and are doing on our campuses now we have the Middle School course guide where there really is minor changes for both of the schools and we're continuing to look at consistency for both of those schools together and then we have our hva course guide and with hva as it continues to grow we learned Sometimes some of the decision we made didn't work and so we have some changes like we have to figure out is what we've uh offered last year is that appropriate to offer this year and that's what we looked at with the hva course guide so let's talk about the high school course guide so the first thing that you noticed when you looked at the draft was we ordered reordered the general information once again we tried to make it thematic where they understood what was happening and where it was going and we had a four-year planning guide and the planning guide is a simple sheet where they can say hey as a freshman here here's what you can take and if you take anything in the summer in hva so you can kind of plan your courses and get an idea starting as a freshman what it would look like if you want to plan out all four years and I think that's an important thing to do as parents is a lot of times we look at those guides and things and we think one year at a time we try to put everything on one page so that they can fill them out and so when they have discussions with their counselors about registration and and what programs they wanted to be into we added this four-year planning guide we also like I said our Pathways used to be at the very end so you go through all of our book get all the way to the end and then it showed you hey what's the general progression these are guidelines these are not f2s but they're General guidelines if I take this class what's the next class and going there we move those right up by the planning guide so that it's once again easy reference hey so if I'm in algebra one as a freshman now I'm going to Geometry algebra two uh pre-calc or whatever any other choices they can see that very easily looking at those progressions one thing that that we worked really hard with our CTE program as you know CTE programs have different levels of completers and we ask for kids to be in either one or two years to be completers or in some of our programs three years and a lot of them offer options for both the third and possibly a concurrent fourth year option well in a previous course guides they were just simply listed as a list of classes this year we have a little small chart for each one of the individual programs so if someone's going into graphic design they would say oh here is the pathway that I would do for graphic design if someone's going into early childhood education it would be the courses that would be appropriate because we think it's important for parents and for students to be able to understand that a CTE course is not necessarily just a one or two year there's more options above that including the internships and so we put those together and package them I need to give a credit to uh to Craig Pearson our assistant director of CTE for working on that process and to be honest with you the amount of CTE programs that we provide in our district is phenomenal there is so much that has gone into that and I know that we are as I've mentioned in status before we're looking at adding another one to Higley High even hasn't voted on that yet they're going to vote it on their next board meeting so more than likely I'll be coming back to you to say hey here's what evid has approved we would like for to share with you what we would like to add at Higley High we don't have that information yet one of the big changes though that we did have was the removal of the courses that were called the blend courses this was a program that was started actually I don't know how long ago it started it was preemie it's quite a few years ago maybe some of you were on the board when when those things came seven years ago where there were courses where uh students who um were in the honors track or the e-last track coming from the middle schools had opportunity to go on a blend which was a combined English and social studies course where part of it was taught in person part of it was taught virtually before we had an online school what we've seen in the growth through our schools is that the number of students that were interested that has declined including the staff that wanted to teach it and where it was put in and honestly it wasn't cost effective for us to continue this program on because we have other different ways that we can still allow students to accelerate and we can meet their needs at their time at the time that they have without having this combo course and so there was unanimous decision amongst most high schools that said we feel like it would be important we can still provide the same Opera opportunities for our kids without offering this blend course and what went along for it which leads us to our second one this added AP Capstone seminar as an English 10 credit AP Capstone seminar is traditionally an elective credit that now has evolved it's really preparing students to be prepared for college rut level writing courses so if you think about it on our campus we have AP 11 and ap12 our college level writing courses Capstone seminar is to prepare them for those courses uh the AP pushes really and has put out and said we think that this is an appropriate 10th grade English course to help prepare them to be successful for ap11 and for ap12 and this is some new things that uh the College Board has put in place and we think it's important for us to allow our students that opportunity so where does this make a difference so if I'm a honor student or I'm interested in AP and I'm going for that 10th grade credit I will have the opportunity to earn either an honors English 10 or an AP Capstone seminar they would count for the same thing with ap Capstone seminar it is the first course in a two-year AP Capstone diploma process so that would start them along that path currently we have those courses they're elective what we're asking this year is that we change it to obey allowed to be an English 10 credit instead so let's go back to the blend now typically those kids came out and they went into honors English 10 as a freshman well now they're also going to have honors English 10 or that additional possibility of an AP credit as a ninth grader for the AP and Capstone seminar class so it is adding additional AP options for what we are doing we had to rename one of our courses foundational college math to quantitative reasoning because the NCAA Clearinghouse does not approve courses with the name foundational in them so we Rachel Latham our math coach worked with other districts to see what they call it is an appropriate level class we want to make sure that any athlete that is in that class has the opportunity then for scholarships and so by renaming it quantitative reasoning uh it will be approved by the NCAA Clearinghouse and finally last year we just in terms of some logistical things we offered an astronomy and oceanography each semester on courses and we move them into the science they're still elective courses but we're housing them with science instead of the general elective courses so that people understand there are some science course elective offerings same way if we look at our psychology courses are listed into the social studies Department right and so they're just electives within those departments and that's the appropriate place to put them so on the whole when you think about what we've done in the past in terms of our high school course guide not a lot of changes that really happen but I'm really excited about the fact that we can add this AP Capstone seminar as an English credit which will allow kids to earn more AP courses and prepare them for that ap11 and ap12 courses before I jump any further with the high school stuff is there any questions on that okay so once again for our special education course guide I just wanted to reiterate once more this will be an internal document and and once again Shauna Kristen and Chris thank you very much for all of your efforts and energies on this to help so that we have definitions that you can see the courses that they're taking and how this is done and so we'll be able to use this internal document when we register our students through the IEP process foreign our Middle School course guide really had probably had the least amount of changes of any of ones that we've had one of the questions that came up was we have a fundamentals of biology eight and where do the kids go after fundamentals of biology what we wanted to let people know is they will be prepared to take AP Bio as a ninth grader and so that is that is something it's their choice they can go in honors bio or they can go into AP Bio as a ninth grader but we wanted to include that within the description so that parents know that that is that is a track and a path that allowed them to be prepared for that with our immersive Spanish program coming now from the the DLI program from Santan you got to remember DLI programs once we get to the sixth grade right is that immersion aspect of it when we move it to the middle school we call it immersive not immersion because they're not spending it's one class it's not the entire half of the day that's being taught in that language next year we'll have immersive Spanish seven and then the next year after that would be our first class of immersive Spanish eight but we have wanted to add them both to the book right now for our middle schools foreign hva so last year I came to you and said hey we found some courses we thought that would be really neat to be able to add as electives and I'll be honest with you there wasn't a lot of interest in them and at the same time they weren't meeting our needs for what we needed for our online students and so as you saw in status we're asking to remove those courses because we did not use them and we will we are kind of streamlining our process within hva and the offerings of what's Happening we did add honors earth science we already had on level earth science but there is the opportunity to change up and to make sure that we have an honor earth science as well within the hva and so really when you look at the course content for hva for the 712 aspect of it not a lot of changes I I will say this one popular course that continues to be is the sign language through online and I know we talked about that last year and the numbers within that has continued this year as well that's where I'm hitting the same button every time okay so we going through the course guides so questions please yes do we have immersive seventh and eighth grade Mandarin at Coulee yes we do right now right now okay yeah we didn't have that before at Sossaman it was just seventh grade no at sauceman we're going to add immersive uh Spanish seven we have called it Spanish one and Spanish two but we're changing it to immersive to help me you did that because that class is just down moving to Sossaman yeah sixth grade is just now moving yes coming up correct okay very good but you'll still have Spanish one and two for kids that haven't taken we will yeah and it's really 1A and one B yes one a and one B those are still there that's not changing it's just with the kids that are coming up from the DLI program um a lot of times they're very Advanced and so we wanted to change that curriculum to meet them meet their needs which is why we called it the immersive Spanish uh seven and immersive Spanish Aid really quick can somebody test into that program or do they have to come I mean can they test into that class or do they have to come from the DLI program no they can test into it and so if we have speakers we have the ability to give those tests to see where they're at and that's what we would want to do to put them in an appropriately placed class instead of having them sit through something right okay any other questions but thank you for doing the planning guide it I think it will be helpful to parents to see what the progression is and and try and help their student figure out what classes they want to take um I don't I don't know how detailed it would be but if we can indicate what may be dual enrollment I think that we have a lot of kids who take a lot of dual enrollment classes who don't understand that they can get their Associate's degrees and I I'm not gonna lie it took a lot of work on my part as a parent to figure out between Chandler Gilbert and our schools on how to do that but short of one class and I know that they've been working on trying to get the one class but short of one class our high school students that are taking primarily the the AP or the honors classes that are dual enrollment can earn their Associates degrees and it's not pressuring them too they're already taking the classes right so I don't know if if somewhere not with this one but looking forward how can we let them know that this dual enrollment class dual enrollment class um so that they can kind of plan that out too because that is so I it's such an opportunity for these students and again it's not oh we're pushing them to to excel they're already taking these classes it's not pushing them any more than they're already doing and to pay for college credit at the community college is a lot cheaper than the the University and then I was fortunate I had it because of that I had one get through University in three years and that is a huge savings even with scholarships so um I know it's hard to think about as freshmen but um most of those classes will come from their sophomore and on up year but I think the planning guide is a good start so parents can can kind of see that progression and then hopefully we can at least get them looking at is it a dual enrollment class and start tallying up what those enrollment credits could be them so thank you for putting that out there and and thinking like a parent in that fashion since you've recently gone through that yes president kaler thank you for doing this I think that starting so early has helped remember the problems that we may have had I think that sometimes we forget if we wait a little longer in to January on the problems that we had in July and so I'm just really thankful that you got it started on it three weeks into school and I know that was probably a big undertaking and I just want to thank all the committee members again because it does take a lot of work to do these I read all the changes I think you did a fabulous job I read Miss Miller's her whole course guide it was fabulous and just thank you to the whole if you could extend my thank you to your whole team that would be great I will thank you I know this has been a conversation ever time we do course guide and I know math comes up every time that our eighth grade math class does not come towards their four years it does in some places it doesn't here I understand the reasonings um I still don't always agree with the reasonings um one of the things though is important is that those kiddos in seventh and eighth grade know where they're going to end up in 12th grade math when they sign up and that has to be a conversation that we must have in middle school because too many times the kids get in over their heads and then they're in 12th grade math class and it's it's too much so um if we're not going to have that eighth grade math class count towards their four years let's have those conversations in our math classes for sure at our Middle School levels otherwise it looks great we have um we are not voting on this tonight so I encourage all of our board members that haven't looked through everything to look through everything closely because it will be coming back in December for a final vote any other questions comments or concerns thank you Mr lautzenheiser thank you you can check that off your list for the year it's fun it's fun I don't know what's going on with my microphone but all right Mr Tyler Moore we're moving on to our Esser 3 updates good evening president Kayla members of the board away from my presentation to come up but uh I do have um assisting me in this sr3 update today uh our assistant director of federal programs and compliance but we are going to wait and research pilot invest in the appropriate reading programs uh when the state makes up their mind and how they are going what direction they're going to take with the reading programs so I can just expand on that a little but the um the state legislature uh passed some some legislation last year saying that the state department had to make sure that there are proper early reading and early literacy program assessments and programs in place and so the Connecticut State Department of Education took that to mean that there they should create parameters for districts for K3 reading assessments and then K3 reading programs that information has been coming out the assessment portion came out in the summer time this past summer for next year so this is all for the 23-24 school year and so that was first released in the summertime and then the program the initial list of programs that the State Department of Education is is supporting was released in October again this is not until June July of 23 2023 and since the release of the list of approved programs the the state department has kind of been hitting the brakes a little bit and saying that now districts can apply for a waiver for the next school year so that it gives them time to do their own research and kind of assess what which programs will be most efficacious and effective um and you know on a variety of levels and so we now have put together a group of Educators and administrators of teachers and administrators to one look into writing the waiver which again the there's a sample template online but they're still going to come out with a little bit more formal way of writing the waiver for next year's program so that we will continue with our with our current programming which is is working fairly well um and then so we'll write the waiver which has to be submitted by the end of February of 2023 and then we will use that the next year between now and next budget season to explore various programs based on that guy guidance from the state and see what we're going to do for the 24-25 school year so which programs do we currently use that are not on the approved list well so um currently the the various programs like open court Teachers College those kinds of uh you know reading and writing programs um is that you know and there it's a little bit uh unclear as to exactly what uh the expectation is of the state um in terms of the this is only for K3 our programs are either k6 or K-8 and so we would be looking at you know having to shift wholesale for either K3 or uh didn't we just shift wholesale just like four or five years ago to Teachers College so why would we shift again if the state is requiring questions tell them that's why we're applying for the waiver that's exactly Bob you're acting like we do behind closed doors right I just applied for the waiver you waves you waved your hand there so that's part of all this process so um so like I'm just gonna I I gotta say something please and I've said this by the way to uh Cabe right uh in a in the recent Chairman's thing we met last month on a great presentation that you gave us on learning loss right and the actions we need to take as a district this is not the time for the state to go take everybody and say let's go have everyone shift right one more time especially those of you who've actually just revamped your uh your curriculum within the last couple of years um just because somebody has a thinks they have a better idea and thing we need teachers focused on the kids right and making sure the kids are recovering the learning loss that the kids need to recover on before we go with another one of these circle the wagons everyone do it my way you know and uh and and consume tons of intellectual energy trying to work our way through it so I mean that's my personal opinion I don't know if it's shared by anybody else on the board but right now our attention has to be on priority number one which is fix the learning loss that or help fix the learning loss that the kids have suffered over the covert years that has got to be our number one priority not studying something else and I when I do when I get my hand motions it's because I feel strongly that we have to close that door and tell the state I don't care if you require it or not we'll take the violation our kids are our priority that's my personal opinion I'm sorry well and um the interesting news is that Dr Brill is getting kind of constant messages from various groups such as caps and Cabe about having similar feelings and soliciting the state for greater flexibility and opportunities to demonstrate the work that we are doing rather than saying here are the prescribed programs that you have to adhere to rather offering similar to how we're I expect the waiver will be tell us how you are meeting the expectations of what the legislation says right the legislation says nothing about specific programs that's so somebody's brilliant idea in a corner office somewhere so part of what we have here is legislation and the State Department of Education perhaps overstepping in terms of their interpretation and so that's what we're dealing with you need us to Advocate to give some air cover for the district to focus on the priority that it needs let us know and we'll convene as a board and see if we can do some advocacy work which is all agree with that we appreciate that okay absolutely I mean you need the air cover and uh and I I just would hate to have this be a distraction on what we all agreed was the first priority of the district at our last meeting much appreciated thanks Mike Mike said it I'm sorry okay um any questions for Mike on the K on the cape mean Okay so moving the page to consent agenda oh I'm sorry strategic Plan update um so I'm sorry I strategic do you want to do it John or you want no you and Deb if you'd like to okay so we um we did have our thank you the way Deb's face was there I don't know we did have our next we've been on a series of strategic planning meetings and I've been keeping everybody up to date the last meeting was a all-day meeting basically it started at 8 30 until about three o'clock and uh it was an energetic meeting I mean we did a lot of uh group small group uh workout sessions to um uh uh to do it we we went through everybody had taken assignment for questions that they thought they would like to have answered we got all the answers back on those we had a chance to discuss many of those then we took that information and started resorting it into what should be strategic priorities that will help us achieve the portrait of The Graduate right and uh and that keeps being the ongoing thing theme of what is going on so and it was a narrowing process I think we started with sticky notes that were maybe 50 75 of them and then we were grouping them asking questions where are their consistent themes how can you set generalize and summarize something to the point where we had three big initiatives for the life of me I didn't write them down and bring them but they well that we took a break because everybody needed to let their brain simmer and we're going to get back together again December 6th on December 6th to now discuss those and fine-tune them in preparation for bringing a broader picture to the board to look at and review in January I believe so so good progress I would say Debbie anything you'd like to ask no I was just going to say it's it's really been an interesting process I I really enjoy having the opportunity to interact with students we have some students on the committee as well as parents and staff because just hearing all those different perspectives I think is really helpful for us we don't often get to do that so everybody that's involved has been very energetic and has a lot to contribute has a lot of great ideas so it's been great what I've just found so exciting is the group of almost 30 people not everybody can make the meeting some people weren't able to attend uh coalesce around you know three big ideas that really Center on the portrait of The Graduate um critical and creative thinking and collaboration communication change making um and it goes back to some of the sentiments we've been hearing in some of our public uh correspondence as well as the uh I'll just follow up on my emphasis about talking about uh academics and how we really need to focus on that and your passionate comments just now Bob um it's critical that we get to that um and a phrase I've used at the beginning of the strategic planning process is ruthless prioritization we cannot be great at everything but if we focus on the right things in the high leverage priorities we can be great at those fewer things um and while we have to focus on academics kind of two areas we need to also think about and we'll talk to the team about this on December 6th is the undergirding supports for student wellness and the undergirding supports for some of the things we talked about tonight in that back office Operational Support system support and structures so I think we're we're really in a good place we've got a lot of great energy and momentum and just really excited about this still still more work to do plenty of work to do plenty of work yet to do on that and if you remember part this is a a plan that will last us five years so when we see it it will have structural here's the big picture things we have to do and then there will be a lot of filling in with those as priorities as we go through the each budget cycle and each uh annual goal cycle and each School plan right they'll all become in the fabric and if you remember the last time we did it we had you know teaching for learning you know was about teachers and professional developments about students it was about curriculum and it was about a new school right those were the big structural points and you know we've done all of those right and they've they haven't been one event they've been a series of events that have gone on over over six years I think at this point so this audit when we receive it it will you know know I I always get a little discomfort because I want to have real concrete things but when you think about it as it has to set the road the road signs that we're going to live by it will be a good discussion on our strategy right because it'll be things you can then flush around you know as we go on the other interesting piece is uh Mr Costa who has facilitated these strategic plans for Brookfield in the past he actually is is been commissioned by the state to come in and help them get clarity around their goals and what they need to be doing in their strategic planning for the entire state so we're really ahead of the curve as a district working with him because we could he could foresee for us what's going on to the exact conversation we just had about K3 reading let's kind of go Whispering is here absolutely so um but that really helps us because at the end of the day we are under the state the state of Connecticut Constitution for education and we need to make sure that we are we are in alignment with those things as well so um but it doesn't mean we can't Advocate and push where we need to yep I feel like we're very fortunate to have him leading us through that process he's a great facilitator and I think really helped get to a lot of things that maybe we had trouble articulating so he he's been really great to work with okay any questions sorry I I missed that on the bottom of the list I maybe I did it on purpose um all right consent agenda the board approved the items on the consent agenda which are new hires transfers and resignations second can anybody have any questions on the consent agenda John any comments just a couple of quick comments just to Echo what Caitlyn talked about we're really excited next week we get Nicole Usher um our new college and career counselor she's coming to us from Ridgefield uh with that same experience there so we're really excited to get Nicole in place um another teacher we've just brought on she started two weeks ago he's our land guard she is our ELC teacher at Whiskey near we're really excited to have her with us and she's actually just moved into town with her new family so really excited about that um and then sad but happy down at the bottom um Kristen lanese she used to be a paraprofessional for us for about a year now she has been our special education department secretary she is moving on she will be Mrs Carr's secretary she's going to be replacing uh Jenny who we all know is retiring um it's funny I was talking with Kristen and Ginny has been in the position for 28 years and while this is about Kristen I had to say something about Jenny take my opportunity um obviously been been with a lot of uh first select people over over the years um the two of us together we were joking a little bit that we've been into our third first selectment now and our third police chief together uh working with that and our third Finance director so we've had a lot of fun you know with some jabbing and and that kind of a thing but Kristen um was tremendous in the role she'll be great as a support for the town in the first selectman's office into the board of Select Madam and uh and so forth so we're really happy for her and I wanted to wish her well and we're actively searching for her replacement that's all in favor of approving the consent agenda five okay moving on we're moving into new business so the first item on our new business agenda is discussion of the attitudes and behavior survey right we had some public comment on that tonight and uh some of our board members have asked that we discussed it but I thought that the right way to start would be to give the Brookfield cares team a chance to give us some background in history and for the public to get some background in history on what the survey is about and what Brookfield cares is about and so I'd like to invite Colette Sturm who I think all of us know well used to be the chairman of this uh board to join us this evening and Colette thank you for coming I appreciate it and uh and maybe give us a brief kind of overview of that so we can it forms background for all of us in our discussion absolutely [Music] speak about Brookfield cares and the survey um it has been my privilege to be part of Brookfield cares for the last two and a half years and for those that are not familiar with with us we are a non-profit volunteer organization that works to create awareness and positive change around the issues of substance misuse depression suicide and other mental health concerns we do this by actively engaging the community to reduce risk behaviors destigmatize Mental Health and to promote and support healthy choices now Brookfield cares has been in existence for about 30 years and some iteration or the other actually more than that I believe it started as the substance abuse Coalition and then about 10 years ago combined with Brookfield acts which was a sub um a suicide prevention coalition to form what is now known as Brookfield cares um we work very hard to represent the entire community so to do that we try to get sector representation within our coalition as an example we have mental health professionals in the Coalition we have medical professionals we have representatives from the schools the Town Police Department Faith Community we have coaches and importantly we also have individuals and parents with lived experience be that with substance misuse mental health issues or even suicide so this survey is really important to Brookfield cares in order to help guide and advise the initiatives and messaging that we do the survey that we use has been constructed by search Institute which is a well-known organization Nationwide that works for data research and solutioning with student achievement particular survey we use is called the attitudes and behavior survey it's been developed by search Institute over 25 years using with like 5 million students the attitudes and behavior survey really works on two separate aspects one are students assets these are 40 attributes that are reliable predictors for students resiliency success and their ability to thrive some of the assets are internal such as a student's value set their positive identity and their interpersonal communication they can also be external assets and that would be our support structures for the student within the schools the community the neighborhood their peer relationships and their families the survey also works with risk behaviors as well it's not surprising that these two tend to be conversely related in areas where students have strong assets we also find risk behaviors and that goes vice versa the attitudes and behavior survey was designed for grades 6 through 12.

move to the consent calendar is there anyone on the board that wishes to pull an item from the consent calendar yes Dr Kaiser yes um on the minutes of the last meeting there's uh well of the minutes of meetings the last meeting I'd like to pull for further consideration okay so that is item 8.1.1 yes for November 2nd for November the 2nd okay anyone else wishing to pull an item from the consent you separately because you right no I I was absent right so you're being recused from the vote right so yes okay yes all right so may I have a motion then yes I'll move acceptance to this item okay so Tom moves second Matt seconds nice to see you guys play Swing okay so all those in favor signify by saying aye aye okay the votes four to zero all right with that then we move to the discussion action calendar and the first thing is the facilities Master Plan update and that's Julie Kissel thank you and only wanted to provide an update to the board on the progress so far um as you know we we approve the contract with lionakis our consultant and on Monday November 7th we held a kickoff meeting with lionakis and our district Core Group the core group includes Kelly Staley J Marshawn Jacqueline Krueger John Shepard Ted Sullivan Maria Campos from my facilities department and myself the groups discussed the process of updating the master plan what are the steps that are going to be taken and that we reviewed the guiding principles of our most recent update just to um evaluate their current importance or if we have tackled them and they can now be retired and and new guiding principles put in place we also reviewed demographic data and how things have changed since our last update so it's sort of an introductory meeting uh since then the facilities department has been busy scheduling the stakeholder meetings there's going to be several stakeholder meetings that will involve the high schools the junior highs um elementary schools special education Universal Universal transitional kindergarten maintenance operations transportation technology food service and Athletics just to name a few and we're also actively scheduling large community meetings we will have a community meeting at each Comprehensive High School and there'll be two at each high school and then we'll have two at each junior high school and all the feeder elementary schools for the junior highs will be invited to those Community meetings and we're hoping to have a big turnout we'll be also scheduling for steering committee meetings and the steering committee is where the board representatives to the facilities committee will start to participate also we will have a sampling of principles from the district at all levels special ed community business partners and parents and these meetings will be scheduled in January February March and April one each month the facilities board Workshop is to be held on March 1st at which time there'll be a need for review and decision making by the full board and the final plan will come back to the board in April for final approval so just wanted to give you an update of what's going on and what you can look forward to you will be receiving invites for those Community meetings and we hope to see you there thank you for that was item one so item two which is also informational right so this is the update on Parkview Elementary School emergency project we will I will have to come back to you next month in December and give you hopefully the final report all of the lighting that was needed has been completed I met with the ramp folks out there today and they plan to put in the ramps next Monday so we should be completed before Thanksgiving thank you okay and then the corporate yard perimeter fencing yeah so um we put out a bid notice for fencing along the perimeter of the Corporation Yard and sealed bids were open on November 10th our budget was four hundred thousand dollars we received three bids one from CR Fence Company doing business as Humboldt fans one from Golden Bay fence plus iron works and one from Northern California fence the lowest bidder was 243 795 dollars and so we're here to recommend entering contract with Northern California fence for 243 795 dollars all right are there any questions any questions I got a question um go ahead Matt it it looks on the photographs that I saw which those were not photographs of our fence which has not been built yet that was an example of what it will look like based on some other location correct I wanted to show that to you is that non-scalable fencing that I was looking at it is a three-strand barbed where typical so they're one inch squares so that is very difficult to climb can't get a foothold in it yeah what does that come to per per foot or something like that cost wise do you have any sort of analysis on that I'm curious because um we hadn't talked about that when we were talking about you know types of security fencing and stuff like that in the in the past we were talking about the vertical bars and stuff right um the primary reason why we're going with this fabric at the courtyard is because we have a lot of folks breaking in by cutting the wires and so these are thicker you can't get a tool in to get it cut so not necessarily the scalable part uh benefit but the our non-scalable benefit but not being able to cut it yeah and I don't have a linear foot price for you we could take this total and divide it by the 1800 feet but a significant portion is also in the gates so we would be we would have a skewed number sorry rounded was like 135.

but as a reminder uh this sr3 update is uh required by Ade and the part of the requirements to continue to receive this funding um if you don't recall sr3 was the elementary and secondary school emergency relief fund this was approved as part of the American Rescue plan back on March 2021 uh this will be our third update uh so when that was approved in March we brought the initial plan in November uh we then provided a plan in June of 22 and now this will be our third uh update for this uh funding source um this funding source the allowable uses include supporting the Lea's ability to continue to provide educational Resources address student social emotional mental health and academic needs supporting staff as a component of Recruitment and Retention and you'll see that throughout this plan and as you've seen before so I do want to note the Arizona Department of Education is the Federal grant administrator for this Federal fund um the the funds do not come directly to Higley unified and I know there's been several news reports on on how schools are spending this fund um and so with Ade administering this grant fund there's oftentimes a lack of timeliness between the time expenditure reported to Ade and they're they're classified on their website so if you do see reports out there that we have not spent any sr3 money that is not true is strictly a timing implication between Us in the Arizona Department of Education and how they're reporting up and I know Melissa has worked very hard with Ade to get our grants revised and approved and all our reimbursement requests have to go through them as well and so that does take time so I just wanted to footnote that because I have seen some articles that have shown me we've spent zero dollars so um diving into the the budget so this is our sr3 updated spending plan budget not a lot has changed here we've just moved a few dollars around um the majority of the changes have come the two buckets of learning loss initiative and support and retaining staff as we've expended some funds we've trued up some of these numbers but you'll still see 21 of the budget um through the accessory plan is in the learning loss initiative and as a as a requirement of this budget this fund we are required to spend at least 21 or 20 so we still meet that requirement and as we tie out these expenditures we do anticipate possibly increasing that percentage as some of our budget numbers fluctuate um I do want to remind you that the the total amount for sr3 was 7.8 Million we've approximately expended 78 of that budget so we are on the the tail end of this uh funding source um and as you'll see this plan A lot of it has already been allocated and we are just waiting to expend that so um diving into the learning less category um the blue I try to color code this uh to make it a little easier to follow so the blue indicates the the budget remaining um and the red indicates the expenditures have already been incurred and so um with the summer school in 2122 it was last uh last year we expended approximately two or two hundred thousand on their next slide Melissa will go into the details on our plans for this upcoming year and we do have budgeted for one more year 23 24.

Brookfield has been these past two times surveying our 7th through 12th grade students this was the sixth time that Brookfield cares has done this survey since 2009 within the district we did it last week our time before that was in the fall of 2019. um the questions generally tend to be very similar year after year survey after survey and this is very intentional because that way not only do we get a snapshot of what our students are doing and what their issues are but we can also track Trends year after year and Survey after survey this really is the best way we can get a handle on our sweater students are thinking what their issues are what their needs are where they're strong where they show weaknesses this survey has been used throughout the nation with thousands of schools and it's also used locally within several of school districts here as well the state divides all the local prevention councils of which Brookfield cares as one into five specific regions we are in region five which is Western Connecticut um We There are in Region 5 25 local prevention councils that work with 43 separate towns or municipalities out of those 25 local prevention councils 18 of them have used this attitudes and behavior survey um within the the close region we have New Milford Bethel and New Fairfield that have also used this attitudes and behavior survey so because it is very standard we have though auditionally added some extra questions to it a couple of years ago both the nation and locally we've noticed a disturbing Trend within vaping so Western Connecticut Coalition which is the the regional behavioral action Organization for region five crafted a series of eight questions regarding students attitudes and behaviors about vaping they were carefully vetted reviewed formatted and then added to the survey for our 2019 survey and they're also used for many other Regional towns and schools as well this year we also did add four additional questions about students experiences with Safety and Security within the school these questions as well were carefully reviewed and formatted and vetted by search Institute to make sure that they had the validity they needed to be part of this survey so there are two separate ways we can attain parental consent with surveys there is an opt-out and an opt-in option for that opt out is generally used when there are no personal identifiers with the students when the information is being used overall for group purpose versus personal identifiers it's also used for middle school and high school students versus our younger elementary students and it's also used when a large sample the size is needed this survey checked all of those boxes and I do want to emphasize again this is a completely Anonymous survey for our students Brookfield neither Brookfield cares nor the school district nor the community nor search Institute for that matter has any identifying characteristics of our students the questions go straight to search Institute they tabulate them put them together we get the reports as percentages of students and groups that have answered these questions that's all we get from that aspect so when we sent the letter for an opt-out for this survey the parents do have permit have the ability to come into whiskaneer or the high school to look at the survey search both search Institute and other leading survey administrators do not recommend sending the survey home or sending a link home with parents prior to the survey and this is really just because that would generally precipitate parents reading and discussing the questions with the students prior to it which would definitely influence and then skew the responses for the students with the survey and and then vastly decrease the validity of our answers and our data [Music] um I also want to emphasize that this survey is completely voluntary for our students at any time prior to taking the survey the students have the option to opt out of it and as a matter of fact we had several students that decided either on the spot right before taking the survey that day or even in the middle of taking the survey they just decided they didn't want to do it and they were completely allowed to do that so I talked about how invaluable this data is to Brookfield cares and I would like to give just a few concrete examples if I can every time we administer the survey afterwards we update publish and produce a parent guide such as this generally they're handed out at all of the open houses curricula nights anytime we have a presentation anytime we have a table anywhere we're pressing this this guide in people's hands unfortunately as I had said before our last survey was fall of 2019 and then we had covid and all of these times that we would be in person had been virtual so therefore we did send this parent guide we mailed it out to every single household in the Brookfield Public School District we also made it available digitally and since everything has started to go back in person we have once again resumed trying to press it in as many hands as possible we do update this every single time based on our survey results and we use those results to help the messaging for our parents the first part of it for example does talk about the survey and gives brief results in regards to the survey but then the rest of it is information and resources for our parents so for example during the 2019 survey we found that 17 to 20 percent of our students across the board 7th through 12th grade were demonstrating eating disorder behaviors predominantly bulimic with binging and purging but some anorexia as well so we definitely have a section in here for parents about eating disorders information about it where they can get help how to discuss with their with their students we also know from from the 2019 survey that's seven to twelve percent of our students have attempted suicide at least once and that 15 to 25 percent of our students 7th through 12th grade reported being sad or depressed almost all if not all the time so that's fairly concerning information and so we spend a great deal of time in the guide talking to or giving information to parents on how to have those discussions with their children what it looks like at in elementary level versus a middle school level versus a high school level talk they give some sample maybe conversation starters to have those conversations and most importantly it gives information and resources and helplines where to get help we then take that information though and bring it out throughout the community and the other schools in general um with it we have created a campaign that we've used for the last couple years it's okay to not be okay it's also okay to ask for help we have that messaging and with posters in the Middle School in the high school with helplines associated helplines we have if anyone has been in the High School stadium we have a big sign on the fencing surrounding the stadium with that um with that message and then a QR code which will lead directly to our website helplines we have that same sign up at the cadigan field with that information we've also continued to support and sponsor the parent support network which is a peer-to-peer group for parents that have children that are experiencing mental health issues so one other example of how this is used is with our vaping questions I had mentioned we had some supplemental vaping questions in now we found that only three percent of our middle schoolers were vaping which is good but concerning um is the fact that over 50 percent of our seventh and 8th graders thought it wouldn't be wrong if one of their friends Vaped so we know that our middle schoolers are very susceptible to vaping and really don't see the danger in it once we got to our high schoolers we were finding that over 20 percent of our high schoolers were vaping and then with some focus groups we just did last year we do know that a lot of these high schoolers are finding it very difficult to stop vaping should they want to so all of this will guide our messaging in the Middle School the posters that we have deal mainly with the harms of vaping that that are seventh and 8th graders and all of our middle schoolers may not know that it's not just harmless water vapor that there are dangerous chemicals and addictive chemicals that are low used within the vaping once we get to the high school we give more helplines as to how someone can get help whether that be text free anonymous text messaging or some peer-to-peer messaging or other various helplines bringing it into the community um if anyone a few months ago had been to ShopRite and the big screens that you have with the checkout counter we had some large digital messaging about the dangers of vaping with links to additional information and helplines and then we also produce several pamphlets about with parents talking to your teens about vaping and then information about that so the information that we have is used so many different ways and the survey that we administered last week we believe is going to be crucial in guiding that messaging forward this is the first survey that's been given since the pandemic and we all know how that's turned everything on end I just attended a webinar today that discussed how the assets and behaviors have significantly changed for those that have administered this survey since everything has has gone back in person since the pandemic in addition it's the first survey that we have done since the legalization of marijuana and we know from some anecdotal reporting that students are a little misinformed either that there is actually an age restriction on the use of marijuana with the legalization and then also not really informed about the effects of marijuana on a developing brain so we really do need that information once we do get it we plan on hosting a community Forum to discuss with everyone these results both the assets and the behaviors we'd like to pull students again in because again this is their voice this is their voice that we're getting with this survey and then of course we'll be sharing the results with the schools and also doing a presentation with the boards of selectment and education as well so um happy to answer any other questions that someone might have in regards to that you just mentioned we'll be getting the results of the survey that was just taken do you know roughly how long that takes um usually a couple of weeks to a month and then we package it up I know you all are going to have a very busy December going into January with the budget season so we're hoping to see you sometime you know after that if not before then so we'd be thinking maybe february-ish give or take whenever whatever was convenient for you once we get it and once we have time to put together a presentation incidentally I do if anyone did not have um children in the district or did not get one I have plenty of extras and if anyone here would like one I I do have plenty of these I'm happy to hand out I want one okay okay um anyone else I'll give it no foreign how does the uh how's the survey make its way into the school like how's it going from how would that that connection came back how is the Brookfield cares and School District connection um we're very grateful to have the collaboration with the schools to administer the survey so we contact them send a copy of the survey for approval we usually work in collaboration with them with the letter to the parents as well the survey and again um the principles can can usually respond to this better but it's generally given during ilt time which is not direct instructional time it's the 30 minutes surrounding lunch time and iot time is done in the Westerner school as well yeah um yeah so so they're vetted through Administration like the surveys vetted through the administration before it's given to the students so it's approved through the administration just kind of get an idea how it's going and if I recall from our prior discussion that uh there was actually some adjustments made by the administration especially at the middle school by the the um um yes um the Middle School requested there are generally two forms of the survey the only difference being the first two questions that ask about gender um I know there were some some comments about the questions they asked about gender that was the one that was administered to the high school the one that was administered to the middle school just had a male female question regarding gender my other question goes to kind of the value of the information you said it's it's Paramount to the presentations that you put on and all those presentations sound very valuable uh all the community outreach all of the information depression eating eating disorders um but so that would change based off of the results or like let's say no kids are depressed you don't do any depression we would still do it but we get a finger on the trends that are happening if I can give another um another example um alcohol has been and Still Remains to be the substance of choice that our students are doing but we found out through this that instead of students perhaps going out and drinking it somewhere else they tend to be drinking more at home so our messaging has changed and it's through the schools as well like through the High School freshman Forum to educating parents to the legality of providing alcohol to not only their their children but friends and hosting parties where alcohol is present at their home so we're going to guide our messaging based on that so yeah I just don't see why I need a survey for that I mean alcohol is bad we know that there's an alcohol problem a vaping problem all that depression definitely Mental Health I'm not seeing but she's saying how it's used where it's used when it's used is changing based on Trends the data that they receive from the survey so that get drunk at home you get drunk at somewhere else it's it's not using alcohol abusing alcohol is abusing alcohol while they're underage where wherever it is so I think the the programs are really great that the information you put out and especially the the services to the parents on how to deal with kids and students I think that should be done anyway right well if I could jump in I think part of it is the survey also helps prioritize what what messages are out there and how much I mean Brookfield cares has limited funding and so when they look at what they're going to invest their time and efforts on maybe some things are listed in the parent guide and on posters maybe some things warrant bringing somebody into the high school I could guess speaker to do a full day of uh assemblies to students so you know I think the results from the survey sort of give a broad perspective on not just what the issues are because you're right they're all important but really what weight do we give you know is is vaping the hot thing right right now or is alcohol you know alcohol is always an issue like you said but we see other Trends happening whether it's mental health suicide things like that that it allows Brookfield cares to say you know what this year we really need to focus a little more in this direction right and if you're going to have Target messaging that's actually effective and not generic alcohol is bad then you need to understand how exactly students are using it you have to understand that if you don't understand the context in which they're actually having this problem how can you effectively communicate a solution for them it's it sounds like to me it's already being done and and providing people providing well not well it's not I don't think it's providing any new information on it's being done based on the survey if I can give one more example sure um and this is more of an asset one um which I really we've we've been speaking so much about the behaviors but not the assets we do as well um as I had mentioned before one of the uh advantages of having the same questions year after year is we can track Trends and two assets since we have started administering this survey in 2019 have been steadily declining one of them is our students reading for personal pleasure that's gone down to 12 percent only 12 percent of our students are reading for pleasure the other one is engaging in Creative Pursuits and that's gone down to 18 percent and those are generally steady declines [Music] and you compare that to the amount of screen time our students have either on the phone social media television and video gaming and it's completely Converse so that's going to guide what we provide there so since then 2019 we have been doing presentations about Internet safety about what healthy screen time looks like we've been recently supporting a Western Connecticut Coalition initiative which it talks with parents and students and creates modules about video gaming and and putting video gaming into perspective it's not a bad thing but is it taking over what you're doing so so they they do influence how our messaging is and what we are what Outreach we are providing so right it like me I'm I really want to listen to you talk about the the value and that sounds a lot better I think I think a lot of the big issues come around with the the risky behaviors I think you mentioned those are the exact words used uh the concerns around the survey is around the risk behaviors uh you mentioned the opt-in opt out I know this is a I'd be Remy if I didn't mention this because I had a lot of people approach me about the opt-in opt out um is that you said there was an option for opt-in It's better the opt-out option was better because you get more people um what is what is the opt-in option that you were opt-in options are generally sending information to the parents they have to sign a permission slip and once they do the student is allowed to take the survey so kind of like a field trip right yes um so I think the one of the bigger issues on because we called the attitudes and behavior survey is that parents weren't aware drug sex alcohol weren't covered or aren't explicitly covered in their knowledge of what their kids are taking I think that's probably the central issue of the I don't think so of the main issue so um with the Brookfield cares like can consider more of an opt-in with like that permission slip mentality field trip um I'm not sure we would get a sample size that would be appropriate if we did an opt-in and why why would you say that so it's always lower when you are it's kill I can't answer thank you yeah it's it's generally when parents have to do an extra step of filling out a permission slip and putting it in we generally get a much much lower response again to my knowledge most all of the at least area schools that administer the survey do do the opt-out option could could we be more informative to parents on the nature of the questions their children will be asked without telling them the questions um we probably could I I will say the the information that went out to the parents was generally directly out of a template yeah that was provided we could certainly insert some other wording to that yeah I think parents would have been much more comfortable even with an opt-out if they had been informed here's the nature here's the general nature of the questions that are going to be asked and yes they're uncomfortable and they will be uncomfortable for some kids and in my mind the younger the child is the more uncomfortable it will be but there's a lot of parents would say yeah that's valuable right and I think we should share with parents what the survey looks like it's been three years as part of the issue nobody's seen the survey in a long time now and I think it's great that we're going to be able to hand this stuff out again again but I think if we were better communicators even they opt outward or even an opt out method would work if you just had communicated it better yeah like is there anything like that search Institute has given you guidelines in terms of how to communicate the nature of the survey without confounding the food collection and again I will say that the the information letter that went out to the parents was generally from the Texas but you could change it right like you could say the survey is going to be asking questions it could be sexual activity and drug use when you say mature content sexual activity drug use yeah I think specific examples suicide you know you could we could be more specific yeah absolutely I think that's pretty simple solution so I think the goals at you know is transparency and improved communication um I think I think if I ask you the question why would you not have a big sample size if it was an opt-out you know an opt-in situation I think the truth is a lot of a lot of families would not have their children often um because I think that if they did know the truth of what was detailed in the survey I don't think they found that it would be appropriate especially at the middle school level so I think that's really the reality of why it's not that so I would like to see it as an opt-in um and more time given you know it really was a week by the time I found out um when the letter went out from the principal to this can be looked at during the day so that doesn't um that's not convenient to working parents to even make arrangements to go in and actually view the survey um so that's one of my concerns or at least goals um and if I'm if I'm hearing you correctly so the goal of the Brookfield cares is to kind of to do the survey to gauge with Services need to be provided for our students correct and to get a general snapshot of what's happening with their students so what their issues are what their needs are this is valuable information um so what's the goal of the survey Institute what is their goal for the survey search Institute yeah is their goal in relation to us save the survey they produce surveys with the intent of allowing communities to have the valuable information informed that's one of the things they do they provide also their own data they do not use this data for their research if that's if that's what you're asking it's it's a service that they do we purchase the surveys from them the distribution if that's what you're asking okay so I see it as a psychology test because most of the questions are asked anywhere between five and ten different ways right and students are going to either tell the truth or they're going to lie um I don't need to we don't need to ask a student 10 different ways about vaping they're either they either Vape or they don't Vape um and we're asking specific things on those vaping questions if you if you've seen them right yeah where they are vaping what they are vaping um do they what do they feel about vaping what do their friends feel about things right and it's a lot of questions it's 172 questions and they're not black and white questions they're not straightforward um almost every single one require you to think and determine to which to to which you agree or disagree you know strongly agree agree not sure just to really strongly agree or determining the amount of time you know zero one two to three three to five six to ten eleven or more um so I I think it's extremely excessive to get the kind of information that you're looking for it seems way too comprehensive given you know the goal or intent of it I think that the messaging and the intent of Brookfield cares is wonderful and I think it's an invaluable resource that we have but I don't need a survey to tell me that kids do drugs and drink I'm not naive to it I'm not naive that there are kids in our district that have eating disorders I hear it when kids are in the back of my car I hear things all the time when I have children over in my house let's just do the messaging and I get that you want it targeted but these are not new issues this has been around since the turn of the century we don't need to waste instructional time and don't justify that it's during ilt or elt that's a very valuable time um to do something like this to tell me that we need to offer services for our children for these things let's do it let's continue to do it like we've always done in the past we know vaping is the new thing and students do it and to be honest a lot of these kids don't take this seriously and they check out I've heard kids say it I've talked to students about it um they really don't take it seriously and they they think it's a joke which is sad um but being that it's so excessive that's part of the problem a lot of the questions are asked like they are because they're questions that that gauge the assets and that is that is a little bit more um of science believe it or not this is very science driven on the assets guinea pigs I don't agree with that okay well we'll agree to disagree there but there is science based on the questions and why they're asked yeah I I just speaking from a lot of experience in psychological surveys both designing them and conducting them you have to have in order to have internal validity meaning your survey is actually measuring what you intended to measure you do have to ask questions several different ways because you need to be able to see that consistency that inter question consistency so it might seem redundant but that's absolutely necessary to even validate the survey so we're giving a psychological survey too the asset part of it is yes I would probably consider it a psychological survey yeah I will um yeah greater than they have yes they have thoughts they have feelings I really do I really would push and opt-in um I mean I'm not running profile cares but I would kind of I would push more towards an opt-in after hearing the psychological survey because I sent my kids to school not a psych forward you know what I mean there's a lot of psychology that's okay not a doctor's office it's a you said it's a psychological evaluation no it's not an evaluation of the students it's it's a data collection the word psychological it is assessing their psychological some of their psychological processes how they feel about each other their self their self-image explicitly put it's a psychological survey on sex drugs and alcohol to parents it's an attitudes and behavior survey it does have it that that's not going to give the full that's not transparent enough it's not there's a bunch of parents here in that that very disagree with that assessment of what so the term psychological assessment just has a naturally negative as a clinical term as a clinical aspect of it I think it's frightening for studies um he has a word psychological because I think most parents would feel that it's an evaluation of their child so maybe a better explanation would help I think some of the questions are extremely inappropriate they belong at home not in school um and I think if parents understood more of the goal of the survey I don't know I just I wouldn't let my child take it in response to some of that I will take away the term psychological really again we're looking at their assets these are attributes that students have that are predictors of success and resiliency that's why are they not using psychology tactics to trying to get you to tell the truth they're trying to see if you can if you're telling the truth or not that's an absolute no no no 40.

foot thank you yes thank you Julie we had a significant break-in this this past year and it seems to me that the loss in damage and stolen tools and catalytic converters was close to sixty thousand it was do you remember what that loss was in that one incident I don't know that number I'm sorry do you Jacqueline but I know that overall we had multiple break-ins at the courtyard and where did the six figures were a hundred thousand plus between all of the the break-ins that we had um do the catalytic converters and then Vehicles not being being down as a result which didn't allow our staff to get out to school sites I mean it has a triple bound effect as well as a lot of tools that were stolen out of the bed of some of the trucks that was the big concern is not only did we lose the the tools and the damage to the vehicles but we couldn't service our district while we were waiting for that stuff to be repaired thank you all right any other queries any questions from the audience all right seeing none may I have a motion so moved all right Tom moves Eileen seconds all right uh we only had four people who could vote last time so this time we'll again need name vote uh so start with Matt tennis eye Dolby I Kaiser I Lando eye Robinson I okay five to zero thank you thank you Julie so now we turn to Jacqueline on the cow shape ventilation applied for a grant um the acronym you'll hear a lot is cow shape which is the California school healthy air plumbing and efficiency ventilation program so we applied on behalf of all 20 of our school sites and the preliminary proposal of award as just over 1.9 million dollars what that would do is that would have we have an outside company would come in and it would assess all of our existing HVAC units at all the sites change the filters and install CO2 monitors to determine which of our HVAC units could be used in the phase two of this funding for total and complete replacement obviously here at Marigold probably not going to be eligible on a brand new facility but we do have other facilities within our districts that would be potentially eligible for round two funding but right now we're just looking at round one or phase one of 1.9 million to be able to create that assessment of all of our school sites any questions okay Tom do we have any kind of a rough timeline on phase two um the last I heard so the the deadline to apply for phase one was October 31st um it had been open for several months at that point so the what the energy commission is talking about at this point is round two is hopefully opening in late spring I don't know if you noticed but if we got any do you would there be um flexibility and spending such that we could but in the timeline of spending such that we could roll it into any facilities updates we decide on during the master plan well I think it would be prudent as we're moving forward and they're going to assess each unit to determine um the need and whether it needs to be replaced but I don't think it's a good use of any taxpayer money to replace something let's say at McManus right which is then going to be the next building in our facility master plan I was curious whether there was any kind of deadlines or you know spending dates that I'm unaware of at this point once we have more information on phase two I can provide appreciate it all right any other questions any questions from the audience I do want to compliment going out for this Grant and winning it that's a sizable amount to help us improve our air quality at all of our schools so thank you for that with that to kind of have a motion so moved Matt moves well second Caitlyn seconds okay and we can just have a Voice vote on this so all those in favor signify by saying aye aye all right five to nothing thank you so Human Resources Jim Hanlon a informational item only as you know we're a merit system district and so we have a Personnel Commission of which there are three members one that you appoint which is Gloria bevers one that the Union uh points is Beverly Patrick and then there's a neutral Scott Jones and each year a new board member is appointed or reappointed to a new three-year term this year the neutral is reappointed the decision was by by our representative and the union representative was to give a fourth term to Scott Jones he was first appointed in 2013 and so this is just a matter of placing that in record and notifying the board that that decision was made by their personnel commission all right all right so that's just informational and this notes it Eileen yes just uh if there's a way of letting Scott Jones know that we appreciate his willingness to continue to serve as the neutral I will do that thank you thank you okay thank you very much with that we move to uh the uh approval of a revised and updated board policy on the internet acceptable youth policy and our hero is here good evening board members better president um yeah I was supposed to be here two weeks ago and I'm afraid I wasn't able to be here so thank you for allowing me to come in a couple of weeks later to present this to you so this board policy we're looking at tonight um is um zero four four zero dot one is required by the FCC for our e-rate funds so um I'm just going to talk about e-reaches a little bit so we received funds from the federal government called e-rate we get about 276 000 every year for internet services and 330 000 every year for infrastructure that would be to replace switches or do cabling projects so in all we get about 600 and about six hundred thousand dollars a year in e-rate funds so for that is a federal program they have requirements that that go along with that and part of that is to be compliant with sipa law and so this board policy that we have was passed in 2007 and there are five bullet points on here which outline the zipper rules what sipa is the children's information or children internet protection act so that was passed back uh in the mid-2000s and so this board policy covered those rules they added two additional rules for the oh the protection protecting children in the 21st century act so they added two more items and those are the items that are in red that are on here uh one of those is to we we are required to monitor the activity the online activity of our students and the second is to provide training or instruction on being safe on the internet and safe on social networking um in chat rooms and so forth cyber bullying these seven items together these seven bullet points is called the Internet safety policy that's what the FCC calls that so that's why we changed the title up there to the Internet safety policy so that way it will align with what the FCC requires for the for e-rate funding so with that this is a public hearing so if I could ask me we could open the public hearing on this absolutely so we'll open a public hearing very good so the original five items were in a public hearing back in 2007 and so those items were open to the public and the board voted to approve those back then so the two things I'm really looking to tonight is to cover the two items that are in red those are on the screen over here of course I'm open to talking to you about any of the items around here but those are the two items really that we're looking at tonight so the first one monitoring online activities we've through our our filter system through bcoe which is View County Office of Education we've had the ability to monitor what kids do through that filter ever since the mid-2000s and then back six years ago we brought securely online which we use for our Chromebooks and through security we're able to actually see really every every place that kids go and so it really has done a great job for us because when kids are searching for things they're inappropriate or things that are a safety issue for them it sends alerts out to our staff members so they can help help kids the second item of educating minors that has really been organically done through classrooms throughout the all the years we're going to be adding though the ability to more structure to that so um so we're looking at using digital digital citizenship videos through a company called Common Sense Media that are grade specific and then having them students view those videos view a video at the beginning of the school year every year to receive that training so we have a way to deploy that right now we're trying to come up with a usually some kind of technology to be able to show that they view the video so that nobody has to do it manually that's been a challenge but we're working on that right now so that being said any any questions Matt mine's more of a comment so if you have a question yes I I have a question uh you gave us an overview um two meetings ago on our monitoring of comments that might indicate a student was in trouble socially emotionally something that that we could Monitor and respond to immediately if a student was indicating they were in trouble that's correct the monitoring of something like this how does how does that work exactly you're not sitting there in your office eight hours a day looking at at the stuff that's selected well I don't know how do we monitor this so the this artificial intelligence oh okay to watch for phrases and words and it gives a rating to those a one to five score and so if it hits a certain threshold it will automatically send that to our site counselors and our assistant principals so that they can see those this artificial intelligence stuff is just amazing and something we added a couple years ago during covid was they call it auditor 24 and so what that does if if there's a progression of internet searches or the there's a progression that the aics it'll actually send that over to Security and they'll look at it and they decide yes this looks like a really you know this person is in a serious situation they'll contact the police for us right away what if it's a weapon picture of a weapon so if they're talking about weapons it'll see that I'd have to ask them if it recognizes pictures or weapons I know it does do some picture recognition and so so for instance if there's nudity that's on a picture it will identify that we do have someone on the phone on Zoom with us today from uh security so um we do have Nicole I'm trying to get her last name here sorry Nicole oh it's okay it's four bonds four bonds thank you so Nicole is with us today from security so that way if you had any questions specific to security that I can't answer like maybe if it identifies guns or weapons maybe she might be able to do that so tonight looking at the road map right now because as of today what exactly what you said we can do quarantining of nude images as well as email recall bullying and I believe violence is next to be on email recall but Aaron do you okay do you have any highlights on images yeah so as as of today we are doing the nudity detection and so we are going to be expanding on that in the future of however I don't have too many details that I can be able to share at this time it is coming in the future it sounds like so by the way I should mentioned this is Aaron Smith he's also with security as well um it's always a I like having the securely people on because they're so powerful and it's not often that you get to speak with people who have as much power as they do over the stuff that our kids are watching so these nudity blockers and whatever else they're blocking is it blocking or is it simply alerting uh us that that kids are looking at that so there are two factors in the play I'll I'll let you speak because I don't know your specific configuration at this moment so if the students are trying to view nudity it blocks that so any kind of pornography is blocked this would be if a student took a picture themselves and posted it to like their Google drive or they took a had a nude picture that they uploaded themselves it identifies that so if they're searching for it online it's going to block that no matter what that's always blocked correct but this would be if there's something that they save to their Google Drive that's inappropriate so um I recently I have four students who are in Chico Unified and I am aware because my family we monitor their activities pretty closely through securely so it's a good service that you guys provide recently one of my children looked at a series of just the most ridiculous inane content that you know you could ever really possibly imagine you know some sort of streaming web page of independent slasher films basically that was available to students I I understand that the World Wide Web is a vast vast domain in you know I mean there's no one out there who could who could really filter every inappropriate or or just plain dumb a worthless web page from student searches but I would encourage you guys at securely to please please please on behalf of you know every parent who's alarmed at how much time their kids are spending surfing the internet not doing their studies getting distracted by you know the amazing world of all the sights and sounds that are out there on the internet to please take a liberal approach to what you decide to ban and prohibit you know I mean uh it's just a you know there's just about an infinite number of of distractions out there on the web and I think this is actually the downside of technology today in education I understand that this is the world that these kids are growing up in and they're going to need to learn how to use the internet and it's such a valuable powerful tool and it's also wonderful the downside is that there is you know we talk a lot about the harmful things you know people trying to ensnare our children and things that are dangerous to them but I just want to bring up the fact that a lot of this stuff is just a total waste of time and it's attracting them away from their studies and I know that it's not your guys's fault it's securely that this stuff exists but I think that you should be really aggressive in um in limiting what kids have access to more aggressive than you are and you know and let's let's keep going until we start to hear complaints from people that their kids aren't you know don't have enough freedom on on internet browsing so do you get complaints that kids don't have enough freedom of internet browsing well personally or professional I feel like my daughter and I last night were just having this conversation about her screen time and only allowing two hours a day um I'm gonna let Aaron kind of cover just on the professional side but I would agree with you well my my comment was more going to elude that our support tickets that come in where we see coming from students they do tell us that but as a general population I mean that's a different story however one of the things that securely is able to offer is not only being able to allow for the school admins to be able to provide filtering on these devices and make those decisions of what's being allowed or blocked within those categories but we do offer additional tools that for the parents that may be more concerned about what their child is doing while online when the device is at home where they can be able to also have some say over that filtered experience so as a parent you could be able to restrict even more content than the school is able to apply on a given day let alone you can be able to also do things like set up an offline profile schedule so that your child isn't getting up in the middle of the night and going and watching YouTube when they should be sleeping in the first place right I'm aware that I'm aware of you know being able to specifically go in and block Pages you know it's sort of a cat and mouse game where you're looking at what your children looked at and then you're just kind of systematically going down the line you know having to kind of follow them through their browsing activities and block this this this this um but but yeah I mean again I would just encourage you guys to you know create some kind of Bot or something like that in in whatever dumb worthless thing kids are Googling and looking at out there then go ahead and throw it in the Penalty Box and and try to get them back focused on their studies that would be my admonition so I think that this bullet point to take it back to this document we're approving tonight the sixth the new item on the top one monitoring the online activities of miners it's not always the dangerous things sometimes it's just that the times suck uh things that they're involved in that are that are bad because of how much time students spend and just kind of screwing around if I could expand a little bit on that too one of the reasons we chose securely is the ability of parents to be able to log in and see everything their child's doing and be able to manage advice at home and so it's a it's an opportunity for our parents to to really use this as a learning tool for their kids because the internet just this big thing that's not going away and it's an opportunity for our parents to look and see what their child's doing or trying to do on the internet and have those conversations with them is this really appropriate thing place for you to go you know especially on a school device it's just it's an opportunity for this to be a learning experience something else I want to throw out um quickly is uh it's frustrating sometimes when we'll block something on securely right so they can't look at it when they're at home but when they go to school securely is not in effect like that list correct me if I'm wrong here but that list is not in in effect those blocks are not enforced when you're on when you're at school that is correct so the the the parent policy so the items that the parents block are not because we've seen where if we try to do that a parent might block an entire category you know all of YouTube or all of something and now when the students in class trying to do you know they have an assignment to do they can't access that assignment because a parent has made a mistake and overblocked and it overblocks everything at the school site as well so we're always open though if a parent finds something that is inappropriate that they feel is inappropriate we're always open to look at that and look at blocking that internally as well again matted you know we continue to try to improve and encourage our teachers to use assistance in place that we have available for them to screen which means that they can watch every kid's Chromebook is see if they're not on a tab they're not supposed to be using again we did training at the beginning of this school year but it's a constant thing just like you're saying about blocking things out obviously when we got the ones that you were talking about we were able to go on them and block them but it's again just continuing to encourage our teachers um to monitor what their kids are doing when they're supposed to be working on something in class one one of those to bless you one of those things that I want to continue to work on and I haven't got to talk to John because I was at a conference for a couple days and it was a Tech conference and is how do we monitor um I would love to be able to show a teacher and a parent this is how much time your child spent in the classroom you know in a week or in the on on a tab that they're not supposed to be on just to encourage our staff to say look this is how much time maybe we need to look at better monitoring what we're doing in our systems um I I literally was talking to different companies and none of them had a system in place to do that to give me minutes they can track me and tell me how many times how many minutes somebody's on i-Ready but they can't tell me how many minutes they're on another tab so that's one of the things that we would like to continue to work on if we can John great Len if when with this issue of of um you know home monitoring and parent setting their their standards of what they want their their child to have access to and how that that shifts when they go to the school site is there a setting that automatically allows those those at-home standards like three o'clock this is this is the the what's open to to this this student's account because that's outside of school time so when they go home or in the outside of school so that it's an automatic trigger um so that it is it is and I thought and I thought so um so you could set it up so I'm because I'm I'm remembering it's been a little while now since I've been in the science classroom um even each class period I had depending on the subject I set my students in that classroom's uh basically like this is my and I had a template you know this is my seventh grade life science template these are the only places that they're allowed to go while they're in my classroom and they're in here from this time of this time on Monday Tuesday Wednesday teeth one Monday Tuesday Thursday Friday and on Wednesday here at this time and that was set and then if I forgot to turn it off you know next semester they moved out I would get in trouble by other teachers but um I digress so so that is something that that transfers from home to school as well so it's two different layers and what you did is awesome you're using go Guardian for that to set up those templates which is fantastic because that's an extra layer of filtering then that you can just say I only want you going to these websites when you're in my class security is really it's a web filter for everything outside of goguardian so it will block everything you know all the really objectionable things and then when they go off site then the parent policy kicks in so when they're off site yeah go Guardian I don't know I haven't seen the securely platform then like where it does the reporting but go Guardian was really nice in that it showed how to the second and at what at what period of time so I mean I remember having a sub and being in a conference and opening up my goguardian for my students and texting the sub and saying why is so and so been on this web website for the last 30 minutes when they're supposed to be researching this that's awesome can you do some training for us that's exactly what we need that's awesome it's a great tool to go Guardian is just a really powerful tool when it comes to classroom management I'm sorry guys it's secure security because I know you guys do the same thing but they're both a really great tool for classroom management um on that note maybe I was misunderstanding what Jay was asking for but go Guardian does track time on a particular tab or website right so is that it does you can go Guardian you can go back and see exactly what a student has been doing so was that not what Jay was looking for did I misunderstand that earlier I just want to be able to and I haven't been able to see it and maybe John can do that for me I would like to be able to track amount of time over a week period you know so we can continue to Monitor and courage if we have that ability to go Guardian then I would like to continue to do that training with our teachers so part of that though is that this the student has to be in a session so the teacher has to start a session and then it's actually recording what they're doing so if they're not in a session then go guard is not really watching and that's what I was told past week yes from companies um my last point on this subject video sharing websites I mean I can imagine a situation in a classroom where you might want to have the kids have access to that but I can imagine a lot of classes where you wouldn't benefit from kids having access to a video sharing website like YouTube which is of course a vast domain um you know uh when left alone I've noticed that behavior of some students the ones that I know intimately you know you'll just start watching a Mr Beast video you know and that'll lead you to another one and then another one and before you know it you're just you're just your teachers Turn You Loose to work on something in class and you're just watching this string of sharing videos instead um I wonder if we should look at the whole institution of video sharing websites like Vimeo and YouTube and just maybe encouraging teachers hey you know maybe this is something that you know has kind of a default you know we kind of don't want kids to be surfing this stuff during class time it just is a kind of a playground that is happening during class and I don't know that it needs to be there all the time so any other questions all right any from the audience all right so seeing none uh can I have a motion please what oh I'm sorry I need to close here and you're right thank you all right may I have a motion I move approval of these changes to our um internet acceptable use policy statement all right I have a motion I'll second all right Caitlin seconds okay so all those in favor signify by saying aye aye all right five to nothing thank you members of the Lord thank you John for coming back okay so um two more things um we uh agreed at the last meeting to allow current board members um or even a new member if they wanted to have a three-minute statement about a position as an officer on the board that they were interested in there are three officer positions president vice president and Clerk so um does somebody want to make a statement well I'll jump in just to cover that a statement was made okay um we have very um we have guidance in our policy handbook about qualifications and and expectations for officers before they accept nomination uh or or nominate themselves for offices and um I I just want to state that I support that guidance I personally have been through the training for board president border vice president but not board clerk so I am making myself available if anyone wants to nominate me during the process in December all right thank you Eileen Tom did you want to make a statement No Okay Eileen Caitlin excuse me um I have a statement prepared I don't know that I need to go into the full details um we do as a member Robinson pointed out we do have the board president Matrix in our handbook um the qualities we're looking for is somebody to um efficiently and effectively run board meetings allow all stakeholders a voice have a clear understanding of their role as a board member and board officer is prepared for board meetings has depth and breadth of experiences this USD board member attentive and involved with board decisions able to facilitate development and articulation of the vision of the board has knowledge of and is able to devote the necessary time required to the duties of the president and has completed the board president Workshop um so um I think that I would just like to state that um you know I've I've been the vice president for the last year um uh last December I attended the the pre-conference session for the California School Board Association for the board president's Workshop in person um during my time this last year as the vice president I have experienced what it means to be a board officer frequently attending meetings with stakeholders including the cabinet of the district superintendent Staley as well as teacher leaders parents and Community Partners that have reached out to me um I've also had the opportunity to run many formal meetings in my entire lifetime as a leader um in various aspects of my life including on this board I did have the opportunity to run some meetings this year and then I've made myself available to the media to clarify board actions agenda items that were that are important to our community so if it is the will of the board I would accept Office of the President I would it would be an honor and a privilege to continue to serve as an officer of this board in any capacity and I welcome my colleagues to nominate and submit votes to the person for the person that that the the the total of the board feels is best to lead our district next school year all right thank you and Matt would you like to make a statement I'd be honored to be reappointed as Clerk okay Rebecca it would be jumping over a whale but if if you wanted to say something you're welcome all right okay thank you all right with that thank you um and we will move to discussion action setting the date of the annual organizational meeting of the governing board of Chico Unified and the date proposed is December the 14th yes we're proposing December 14th as the board's organizational meeting at that meeting you will elect the officers of the board as you previously just discussed set the date time and location of the meetings for the upcoming year set your agenda format and then also fill any vacancies on committees so we're recommending that be on December 14th um I recall after being newly elected to the board in 2020 that there was some issue with having our meeting at a certain point in time on the calendar because of the official certification date and all of that and I can't remember what the issue was but I know we had to like especially approve a change and we did check and make sure this date met all that criteria so apologies for questioning or I should say Erica of course you did okay all right thank you so just to clarify there are legal stipulations about when this meeting has to happen you will take your oath of office and then these other very critical events will occur as well so can I have a motion I move that our organizational meeting be scheduled for December 14th 2022.

in the six month contract this is 12 months we'll shout out to the contractor sir can we have that contract going to expire for the others so that would be June 30th okay I'd like to thank your dolly for all the time she spent reviewing the resumes scheduling the appointments please return search you've spent that was a tremendous help so that when Dr robov and myself and Sean were able to connect to move she wanted to attend from the emergency yes get it yes yes this is me yes Mr Waltz yes and we will move on to uh visitors business visitors are permitted to comment on agenda and non-agenda items at this time foreign discussion I just have one thing I'd like to discuss as I've always said on being a board member is a lot of responsibility a lot of time a lot of volunteer work um and a great service to our school and community and so I want to congratulate uh Kurt Becker and David the approacher for saying yes I'm going to come back with you just for another three years and um so congratulations this honorable work that you do and to Kristen Walsh who will be taking Steve Dr lavala's place as a board member Dr levalda has served as a board member and a superintendent as a minister administrator his children have gone to school here he'll be leaving and he'll recognize him in December by Kristen Walsh congratulations to being elected to the board starting Jack you're welcome [Music] [Applause] any other discussions everything about it a sport member courtesy of Earth's replying is requested in a timely manner I understand maybe sometimes I ask questions that are using or need clarification I would appreciate and ask those so that I don't have to open up over request to get information on a request I had a number the reason I was asking for the information I requested was that I had multiple families tell me that during the curriculum meeting Health Care meeting they asked questions that that weren't answered and I wanted to see that we had to recreate the questions that were answered and that were asking which were not answered um I really appreciate getting the FAQ up online and the video up online but there were questions that that were not answering um so I wanted to bring that up thank you any questions or comments and uh we're going to um but you know what I'll just say this that um we we found you and and whatever parents whatever questions parents have it's important to us ually they're questions about your children and that's really important to us and we want to be able to help you in whatever way that we can and um and I think that's our first reaction um to want to help um parents and [Music] um one of the things that uh so I encourage parents um if you ever have any questions or concerns don't hesitate to call the school uh don't don't hesitate to ask your questions contact Administration the superintendent principal and ask your questions one of the things that you know this evening we had a train and it was a roles of responsibility training and there's always something to learn to learn one of the things that I was reminded of uh because I often get phone calls emails from parents and uh my first reaction is to to serve to help to solve the problem and that's not my role as a board member my role is to then take it to refer the parent the Community member to Administration there's a chain of command that we should follow and that's really important if we want to do our jobs our service problem um but any questions regarding that Health curriculum because we've talked about that for for months it was something that Administration has worked on for a really long time and I think that they did a great job uh there's information on the website um and if there's any parent out there that still has questions about this curriculum please contact UM Christine Crump with Mrs Carlson contact Administration and she'll she'll be able to help you um because we do want your questions to be answered and and we care about that um so thank you in that I review the questions for purposes of the open response I just wanted to add that I believe all the questions that had to do with curriculum which was the purpose of the presentation where answers there were other questions that went into other legal issues and other you know commentary on whether it was advisable or not to have such a curriculum those some of them were touched upon but I don't feel like in terms of I know that there's a representation some questions were advancing that's true they weren't but as I understand that these private questions were put into a traffic chat and then the presenters answered the ones that related to the curriculum so I just didn't want anybody to think that there were questions about the curriculum per side that worked into at least in what I reviewed in the documentation thank you no congratulations yes yes [Applause] welcome to Brielle okay I'm sure yes also I'd like to you know he's on our agenda for another daily for student teaching just English you know wish you luck in here thank you diversary foreign [Applause] [Music] so we're gonna move on to payment of the bills listed by the secretary is authorizing to draw Waters of the treasury 539 000.37. two cents I decided to have Mr Speaker yes yes this is McDevitt yes Mr Miller yes this is great yes Mr Vitality Mr Walker yes and there will be no executive session held this evening after the conclusion of the regular action board meeting so there's this I'll second that is you're welcome thank you [Applause]

um within this funding source the additional counselors we added three counselors to the service elementary students if you remember we had a difficult time hiring individuals and so that budget has come down slightly just because we were unable to fill those positions when we originally issued this budget so those positions are filled now all three Elementary counselors while they're not complete counselors right now they're toast says and working on their certifications we do have resources available now for those elementary schools to service those students and as you know we do have a district lead counselor Miss Dean and Morgan she has been fabulous so far very excited to have her and so that remaining blue indicates the budget that will take us out to 2024 to maintain those Physicians and then at that point we'll look to bring those into the operational budget or our maintenance and operational budget during that 23-24 budget conversation 95 phonics core classroom program uh this was purchased and is being utilized it is a research-based phonics program that meets the requirements for the move on when reading requirement for the State of Arizona also supports the reading loss initiative uh resulting from the pandemic so with that I'll let Melissa talk a little bit about summer school you quickly about our summer school plan I would like to start by recapping what we did this past summer it was our second summer school that we funded using Esser money we had three Elementary sites and collectively they served just over 400 students um we also used um we intended to use Esser funds to do our credit recovery which is a big part of the learning loss but you may be aware that the governor put out the AZ on track grants this past year so we elected to use that funding for our some high school credit recovery program which was very successful we had 200 students in the first session 210 in the second and all but just if you earned the credits that they were trying to recover during that time uh we also serviced math boost the math boost program for middle school students at Higley High School as well that was not a credit recovery program however it did fit the learning loss because it was students that had been identified by their Elementary sites as well as their seventh grade teachers in need of some math math support throughout the summer for our elementary sites we used a combination of Esser funding at two sites and then our Title One funding at the third site because we had those funds available as well to service those students our plan moving forward is to look at hosting two Elementary sites rather than three the reason for that is we found that when students were registered our attendance at the beginning wasn't what it could have been in certain sections and so we feel like if we were to condense them into two sites maybe one at the northern part of the district one at the southern part using that feeder system that we could collectively service the same number of students because based on what happened in the summer of 20 the 20 2021 school year it's all about the same number of students so we're we we're really looking at doing that we are going to continue to explore other funding for our high school I have received communication that the aze on track grants will be available again but we don't know yet what the scope of that will be however the sr3 budget still has enough to cover summer school for Credit Recovery in the high school at the same capacity that we did this year and there's also enough to continue with the math boost which we would like to do and we are looking at including an English language arts boost if the interest is there what we may encounter is that if students need both the language arts and the math it's deciding which one they should enroll in and whether or not parents are wanting that support during the month of June during those times we'll also provide transportation as well just as we've done in the past and also any support Personnel that we need to provide the appropriate services for all of the students thank you moving on to uh the the support and retain highly qualified employees category um you'll see this one's all but spent um the one-time retention stipend was paid out um this out this excuse me November um you'll see that actual expense and that was a fifteen hundred dollar retention stipend to all employees who returned this fiscal year um if you see very positive feedback for that and very appreciative um uh for that for that retention stipend uh the remaining budget here uh there's a little bit of budget left for PD for and it says teachers and staff but this is mainly for our counselors the three counselors that we have at the elementary in our in our lead counselor uh to provide them with educational resources to continue to provide um uh PD or excuse me services to our students and be on the Forefront of of what is going on uh in instructional practices we still are keeping our transportation incentive stipend out there Mr Crosby is still looking for bus drivers so um there is a referral and recruitment bonus um This was um if a new hire if a person is referred uh the new hire will get a thousand dollars and that's uh divvied up between uh 500 if they start and then six months into the job they would get the remaining 500.

they're they're asking questions for 40 separate assets that's going to take a little bit of time um when we have the results and and give them you'll understand a little bit better what this is but but it's it's asking about um go ahead a thousand is going to give you examples on page three on the whole I like myself all in all I'm glad I'm me and then on the flip side at times I think I'm no good at all I feel I do not have much to be proud of yes that is going towards the student's positive identity so that's trying to get them to tell trying to figure out if they're telling the truth trying to ask a question in three or four different ways so they understand the question that's what it is I to my understanding my understanding with Detective work in the field that's a tactic that detectives will use to to find out if the person is talking we're not trying to we're not trying to catch up so then why as well do you get let me let me ask a question do you get reports of how often children are lying when they take the survey no no of course you don't no we don't um so this isn't a study of whether I will tell you this is not a survey that Brookfield cares has sat down and created to try to determine if students are telling the truth this is a survey that has been vetted and validated for its reliability which is why we use it which is why 18 out of the 25 local prevention councils in the area use it which is why you know thousands of people use it nationwide it's the best tool that you have you wanted to measure truth-telling there are survey questions that are designed to be asked 20 different ways to gauge your actual truth telling your how much you're telling the truth if you want to gauge positive Identity or self-image then you ask questions like that you ask them in Converse ways because those twos should then be inversely correlated that's how a survey is designed that's how it has validity because you need to see that if you don't then clearly the student this the student either didn't answer the question or the survey has flaws collect your parents have the opportunity not at a board of ed meeting but in general to address their concerns about the survey the way we're doing here is that something that parents have the opportunity to um in what form are you talking about I mean we've had some email to our email at Brookfield cares we've had people requesting copy the survey so we'll see okay people have the opportunity to express their concerns ask their questions and get answers from you that might address parent I think a lot of parents are just plain afraid of what truth may come out of a survey like this but is there a forum or a meeting where parents can sit like we are and Badger you they want to know they need more than a piece of paper we haven't done it yet but I'm happy to sit down and be badgered whenever any parents would like yeah I think it would be a good idea to have a parent meeting and then you know what the parents like anything else the ones who don't show up too bad well but parents were given the opportunity to request a copy of the survey to see the survey two week at least two weeks before the survey was administered but I I read it and I've listened to parents talk about it I still had a ton of questions even though I read it um it's been discussed in my house with my grown children and two high schoolers who are getting ready to take this survey I think this was more beneficial to get your feelings and your questions out um than just reading the survey yeah and I I didn't understand all the the questions so I would hesitate as a parent but maybe if I had the opportunity to express my fears that I think parents are afraid of what they'll find out uh my concerns and just any question at all regarding this survey I think parents should have the opportunity to discuss can I could I just make a comment so I've got the greatest hair on this group so uh I think of everybody except maybe Sharon I've been in Brookfield 34 years I remember it wasn't this survey was the predecessor to it I forget which of the organizations did the first survey substance abuse substance abuse coalition the first year they did it uh everybody was all up in arms right and it was the same question so there's the tons of questions Mike you were asking well we know that right we know there's a problem after the presentation of that first survey that came out they got all the parents together it was a mostly High School survey it became real right there's there's a lot of denial in the world right about oh that's those other kids right you know it's not my kids right and when you see numbers like 24 and 30 percent it started becoming very real to the parents and the next however many years after that there was no complaints at all they the parents wanted their kids to take the survey because they wanted to see what the updates looked like because the parents wanted to learn um yeah they're great they're difficult questions for kids to answer I mean I hate to say it I mean as a parent you look at the questions just in the Raw light of day and you go oh my God that's the kinds of questions my kids are being asked that's that's scary until you've sat and dwelled and the results and say did I learn something from it and then you start having the reality check and the value and I've watched the organizations morph over the years into what's now Brookfield cares the value of those organizations to helping parents work through the fact that yeah my kid as you get through Middle School years and into high school years is going to be subjected to all of this right in one way or the other and the and the country is filled with drug issues overdoses uh teenage pregnancy I mean you name it it's a problem and uh and getting people to pay attention and get focused on it it's in the outcome of the survey it's not in the questions of the survey I mean I hate to say it we have an interesting issue right now we're not communicating well right we haven't we haven't done the survey in three years so because of covid right people haven't been dwelling in the issues of the day they haven't been getting the book they uh we've done some things with the kids and we just had a wonderful thing about drugs at the high school like a day of assemblies that I've only heard fabulously positive things about that you know kids were having the oh my God moment that could happen to me um and uh and the uh I I'm gonna just urge that we see what the results of the survey look like we ought to see it as a board right we talk about how do we get out and talk to parents about the issues and with the numbers you know where what are we learning and then let's come back to it and say okay let's talk about opt-in opt out let's talk about the questions we're asking let's only ask questions that are valuable to us let's do it in a way that's statistically and appropriate so we know we've got a valid survey and let's have a community discussion about this right but do it in the light of having some of the more recent results because usually people learn more having seen the results of a survey than they do having just dealt with the questions and I've lit and I've I'm sorry I'm not done I've lived through that I watched the transformation of a whole generation of parents who went from oh my God I don't want these questions being asked to my kids to hey when does the next survey gonna happen right because I want to hear if we're making progress with our kids and you know what we may or may not have that we're in a different world than we were 20 years ago or 25 years ago when my kids were home um but the um and we're in a world where people react strongly to everything that happens and this is something that needs some time to simmer right and we're not going to take another survey for two years two to three years so so we have time to work on this and I just I want I think we all take a little bit of a deep breath say let's come back and talk about this again let's come back and talk about a third time but let's focus on communication let's focus on how we're talking about the results of what we learned what we're doing about it and let's focus on how we talk to parents before the survey is taken seventh grade parents are the ones that are most up in arms and quite frankly they were surprised right they were surprised about the nature of the survey and you know what that's bad right I hate to say it that was bad we didn't tell them enough about what to expect right and you know what the shock value is stunning when you do that right so I think it's an opportunity for us to take the next survey and make it better and I'm but I walk into this starting with if you pay attention to what you're learning here you go man we got a problem that needs addressing and it starts little bits in the element in the Middle School it becomes big in some cases by the high school and if we can get ahead of that curve maybe we can avoid overdoses and drugs maybe we can avoid lifelong tobacco addictions maybe we can avoid suicides by depression and to me saving one kid is worth it I mean I hate to say it saving one kid is worth it and and I'm a big fan of this whole Brookfield cares approach and because the results help our kids and if we can tune how we do it right so we communicate better to parents and don't get the surprise factor out maybe take not ask questions that we're not going to take action on anyhow because I think some of the Middle School questions were maybe too much but that's a discussion and that's a discussion that Brookfield cares needs to be part of it's a discussion the schools need to be part of and if we as a board need to be part of it we ought to be part of it right and I'm sorry I had to get on my bully pulpit there but it's really easy to react to the questions on the survey and do it out of the light of reality I mean I hate to say it and I think this is gives it reality it just gives it substance it's not just it's not all those other kids it might be my kid that's where the survey is valuable Mike right now you go to your question earlier why yeah we all know that right yeah I feel like I'm getting the sense of getting attacked because I asked them no no no no no no no no I'm not attacking literally wanna know yeah no I'm not I'm I'm I just wanted to share with you my feelings on that because uh because quite frankly I watched a transformation of a set of parents who hated the survey when it first happened and it didn't have the sex questions and it was a drug question it was a joke drug questionnaire they didn't want their kids being asked about do you have you tried heroin and have you you know how often do you smoke marijuana and stuff like that but man the uh it was a it was a sea change and I think there's going to be some of those parents watching out there who are nod in their head because they remember that sorry about to your communication point I did have a few teachers I'm not trying to throw anybody because I think it's just a miscommunication with Administration but some middle school kids did not feel that they could opt out they thought it was mandatory and I'm not saying I'm not trying to say you guys said it was mandatory but it was more than one that had been approached with so the communication definitely to your point Bob I think that's the central issue communication and transparency on what this survey is yeah and just what kinds of questions are going to be asked right and uh and I think that there's enough involvement with the school leadership that if we don't think the questions are age-appropriate we ought to we ought to not ask age inappropriate questions I mean I'm serious and that's uh that's I think part of the role of our administrative leadership so and I'm I'm glad Dean that you said the questions about sexual identity should be out because they're not ready for it that was you told me that and I was very happy that we did that because at the middle school level it might be too young I'm sorry I'm now off my bully pulpit um so in the fall of 2019 I was here and I heard the presentation when you shared the results um and many of the topics or questions weren't um reported on so when we come back to the board I'd like all of the questions that were asked to be reported on sure I I would like to see that I will tell you in 2000 even how many times do you sit at the dinner table with your family um every question if we're asking it I want to see the results sure I I will tell you 172.

uh and then the employee who made the referral would also receive uh incentive stipend for a 500 so uh coveted leave we've talked about this before but in 22 that that grossly um blew up our budget um we underestimated the impact of that um but thankfully we had this funding source to cover that leave as you know for fiscal 23 uh we are the district is not no longer providing coveted leave so individuals who do come down with covid Will would our continuing to use General leave for that purpose ABM contracted cleaning um this was expensed in the first initial year of covid this allowed us to provide additional level of Sanitation to those classrooms that were at the time being tracked and we were able to hire two to three contracted cleaners to come in and spray down the classroom and disinfect operational sport costs these are costs for maintaining and operating the grant these are indirect costs that are transferred from the grant to the indirect fund moving on to the category of a school facilities repair basically this is HVAC we've experienced a number of different variations in terms of budget and what we budgeted and what we actually expended largely in response to supply chain issues we've are no we're not I guess immune to the supply chain issues that are happening and so we've made several adjustments in here so I've left the original Budget on the left and the blue and then the actual cost and the red I won't dive into too much detail but you can see some variations across the board some big ones include the Higley High that was a central Chiller that cost was grossly went up from the time we budgeted to the time we actually expended that and then Santana Elementary we actually moved forward a project they have a central cooling system as well um and so we chose to replace that that was a greater need at the time so you'll see this budget is 92 percent expended again showing this this is this funding source is sunsetting lastly the category of Technology um not much has changed here we do have one instructional software tool that it has identified along with the instructional coaches as a greater need and so they've added that to this it's called nearpod I can't speak to it too much but I know it is used as support for instructional software um it may be misanderson can speak to it more but I know that has been popular and they are looking at renewing that for year three some of these other purchases will are just waiting for quotes to be expended out so again this budget 69 expended um and this will be on the on the tail end uh and then lastly we'll continue to post these updating spending plans on our website um our next update will be in June of 2023.

2019 I was at that table with you so um so I you know was not in there but but sure I mean usually we figure if we're going to do that we're going to get a whole lot of glazing over so we just try to put the pertinent results in there um but but we're happy to we can provide a copy of the actual search Institute um reports I mean we pull it together for presentation but we can provide copy of the reports yeah could I just suggest a a course of action here which is let's see what that report looks like let's learn from it and then let's ask Brookfield cares to kind of talk about how we might enhance Communications the next time around and I would ask our high school principal and our Middle School principal to be part of that right so that we can do it and we have to check that it would be it wouldn't invalidate the survey including how we're doing the opt-in opt out right and so because I think they go together and and let's talk again before the next survey is done right and and I think it's a discussion with Brookfield cares and with uh with the school district and and the other part about this is the nature of our policy that Debbie talked about earlier is that any student surveys going forward um taking a look at the mandatory from the state the mandatory survey that we need to have on surveying students would only come to the board on the recommendation of the superintendent and the board would have to give approval for that and we haven't had that in place that policy and it's important to have that policy in place so the discussion is going to occur prior to any survey at all okay so we ought to take a look at very carefully at that surveying policy yeah it's very nice we go through our next month here so because that'll also inform an influence is that you guys okay with that as a as a set of actions let's I mean the survey's done I mean at this point the survey is done they're not going to be anything we're going to do to change that so but I think not letting it go off the radar screen before the next survey would help us a lot and I think it will help Brookfield cares so everyone okay with that Mike stop doing some research on vaping I didn't know they made a king crab flavored Vape that's interesting to me there's a king crab who would want to who would win well no that that one might be very popular [Music] um okay so uh thank you Colette I appreciate your taking the slings and arrows and questions today um is everyone okay with the discussion I just want to make sure everyone's nodding okay um I'm gonna recommend we take a five minute break um I don't want to take B long but in case anybody needs to take a bio break and then we'll continue with the rest of the agenda which should move along pretty quickly I think [Music] welcome foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign [Music] okay um so we've just had a long discussion on a couple of topics um Dr bro in your area and then this last one on the on the attitudes and behavior survey there's a number of items left on our agenda but I don't think any of them are going to be very long discussions they're about receiving over reports and uh and getting some policies launched for review so um and the 10-year capital projects plan which I think we could be pretty quick about um so what I the I'm going to just try to push us along if you guys are okay to get through the agenda we do have a couple of people who want to speak in uh public speaking at the end the next so we've done item a under new business items b c and d are receipt of the class size report the multilingual learner report and The Homeschool report and all of the actions are the same that we received the report um Dr Mann would you like to give us some highlights on each of those reports there's no votes we need to take on that certainly and I will be brief and just to give context to all of these reports again these are presented to the board um at the kind of beginning parts of the budget season to kind of inform our thinking as we go ahead and start planning for next year so similarly what we spoke about at the round table earlier this evening that's kind of the reason for the timing of this so just um to highlight at the class size report as you as you saw just in terms of the formatting of the report um I tried hard to streamline the report this year so that you see the same data for each School even though the different levels of school will have different needs obviously when you get to Whiskey near and the high school there are multiple different class size reports because of the different elective courses and UNH and Etc um but you'll uh and you'll also notice that in the class size report I included an addendum of the Board of Ed policy that was set in 2009 and to guide class sizes um that was set by the board of education so um those are just general guidelines for the class size so that is part of the data that you received is the the number of sections that are over and so we are keeping an eye on um certain areas so for example and and we also use our uh enrollment projection reports to help guide this information so for example we had an enrollment projection where we estimated about 180 students being enrolled in kindergarten this year and that number actually was only at 100 157 so sometimes you know we have projections that we are preparing for and then the reality is a little bit different so you'll notice as you go through or as you went through I'm sure that there are some that the trends are fairly consistent and again we are going to be keeping notice and thinking about not only you know in terms of FTE and those kinds of things you know full-time equivalency with uh numbers of sections or a number of teachers but also the way we use those teachers the way we assign those teachers to if we have to shift a teacher from grade two to grade 3 for example as grades move forward at the high school there and at various places there are some sections that are over um in terms of the you know the uh the class size regulations some of those are not surprising and are in fact you know appropriate so for example in a music in a performing arts class you would want to have more kids in a performing arts section in order to have an ensemble or you know those kinds of things less desirable in um you know an English class or math math class those kinds of things so we will be taking a look not just at the budgeting impacts but also the scheduling impacts and seeing how we can create you know look at our scheduling processes um and you know use our resources to the greatest capacity that we can so that's really the class size report any any questions on class size reform is there a reason like grade five is I mean everything's like in the teens like 17 13 but grade five is 47.

we have already updated our safe return to in-person learning plan that is also on our website um and then we'll continue to plan future oversight meetings um we didn't have any in-person meetings but we did inform our committee those who are still employed with the district and um were on the original committee um again there was no major changes to the plan and so we'll continue to move forward with expending the Esser funds as budgeted so if there's any questions I'll be happy to answer questions or comments so it looks like you're still going to be talking about covid in June of 2023. so um as sad as that makes me I've been grateful for this generosity that was given to us when we needed it most and so it has been used for the greater good and I've been very grateful for Esser one two and three and there will not be an s or four at this time so everybody knows all right thank you very much Mr Tyler Moore next up we are going to have a middle school lease update this has been a conversation that we have had many a time over the years concerning our Middle School leases how we could do something different better bring it back to us refinance we've used many words in many meetings about our lease so thank you for this update and working so hard on this Mr Tyler Moore and I look forward to hearing all about it yes thank you president Kayla members of the board um we do I'm anxiously I guess proud to or proud uh eager to present this update here um yeah we've talked about it uh probably ever since I was hired This was um set on my desk this is and this is an issue uh that was my intro to uh Higley unified um uh immediately I mean this this has been a huge budget item it's in every single budget conversation that we have and so um you know initially if you recall we tried to we proposed a payout of one of the schools in the 2021 Bond um that that failed to pass and so um we also surveyed our community in in stakeholders as well as our teachers um and then we found there's just a general misconception on this on this lease and and what it does and how it impacts us financially it was clear though that it was not to be put in the 22 bond which we did not do um so that put us back to the drawing board and so um I'm here tonight with Mr Jim gill from Gus Rosenfeld our bond counsel and Mr Mike lavelli from Stiefel a Public Finance who have been working on this with me for the last year looking at various plans and various options for this and so tonight we do have a plan that we'd like to present to you I'll try to do my best to explain it in layman's terms but I will ask for their assistance on some of the conversations that we've had to get to this point but first I want to just kind of remind the board to kind of give a little overview uh what the Middle School leases are so these were approved in 2012 uh there's a lease agreement at the election um that original lease had total total estimated payments by the district uh for the entirety of the lease this is a 40-year lease of approximately 178 million uh for those two middle schools so that that takes into consideration principal interest um and various fees and agreements as part of that original lease agreement um that agreement that uh was done with the Industrial Development Authority of the City of Phoenix the Arizona education facility revenue bonds jmf Higley and again that was done in 2012.

is there is there a reason for that I'm sorry it's 47 of the sections are above recommended class size on grade five under whiskey near School so you mean when it says of the 32 sections of classes in literacy and social studies 15 sections 47 class or are they so as far as that goes up sure Mr render is going to talk about the reason that is because we have eight teachers in uh fourth grade of fifth grade I'm saying we only have eight teachers we're in sixth grade we have nine teachers okay so we ought to be looking at that at budgets yeah and that would be you know that would be us looking at the way that we are assigning our staff um and as things shift around with CLE s and those kinds of things because even though it's a smaller number obviously you're you're breaking it up by only eight instead of right that's you have to look at Trends yeah so so each year we have to make make decisions right with our budget and our uh our staffing and we do so just as a reminder we do the best we can in terms of um assignments and schedules which are all done in the spring of the year before the the school year um these but students move in not just in a certain time to the district they're coming in all of the time and these numbers are set based on the actual you know uh class sizes as of October of the school year so schedules are set in May June and then people move in through the summer and then throughout the school year so things shift around so as Joy just mentioned you know right now it's it's projected to that fourth grade when we will move up into fifth grade and be consistent but that's well it could change well I remember I remember last year in the budget time you know it's important to remember the heist the Middle School classes sixth seventh and 8th are teams right and they rotate within the team and you know I have so many teams and you have one teacher for each subject in the team and you know so they kind of behave and they where they are the fifth grade was a funky hybrid of the elementary model and the Middle School model where kids are rotating but not always and I remember I don't remember the specifics but there was some discussion you can't just plop in another teacher and say now it's nine it was something about the count of the yeah the right mixes of uh kids on the in the rotation well I think what I think you're saying is is in fifth grade this year with eight teachers every teacher teaches social studies one class of social studies and then they teach their other content area I think that's but I think in the scheduling that limited you on how you know throwing in a knife teacher what made it a little more difficult because you'd have an odd number and well honestly we could have it like in sixth grade we have a night teacher and only one of the two teams uh one of the two teams teaches their content area and the social studies class so it happens to be say Team B teaches say math and social studies science and social studies where the other team does not it's the it's the five where everyone teaches their one okay there's ways to work it yeah yeah okay when it goes to cles are we going to take fifth grade back to a traditional fifth grade will look a lot more traditional but there will be changing of classes all teachers will be teaching social studies um so we have some rotation um but that's the the nice thing too about that is we really can um prepare Upper Elementary School students for a more traditional transition to a middle school given the new structure and we're excited about that okay again it has to do with scheduling and use of resources and cles you know having a a more um traditional Middle School model six through eight rather than intermediate and middle school together will help things shake out a little bit differently and we actually are very fortunate uh that the board years ago put in the class size guidelines uh that they did they're quite small to be quite Frank uh in regards to the region and so with grade five eight sections at 182 kids you're looking at 22 or 23 kids in a class depending how it breaks up in some districts they may have a limit of 25 and so forth we want to keep them lower that's better for kids we all know that but 22 students in a fifth grade class is not necessarily something that's outrageous so we want to you know but you do Mike you see 47 you're like whoa wait a minute but if we have a smaller you know range a lower range then it's going to look like it's above our rank right sure okay any other questions about class size I just have one quick question on Pre-K um you have four sections with the average class size being eight but the largest class has 12.
