and I hit one for 30 and my wife hit one for five and the young lady who was there who was helping to record the scores apologized as she got on her phone to add 80 and 30. and five and I that that moment right there it just struck me that that young lady had been uh not provided the opportunity to learn how to do that and I like I said it just made me realize even more than I already have how important to work with this sport is so thank you I just wanted to share that thank you all right next we have Brock and Leanne Cameron are you here I mean you're also in the agenda this is the this is the agenda okay um just what Dr Stewart's making me were you I guess you are the parents of an agenda I am um just so you are aware what is said here is public yeah on that agenda United item is not so but we'll have a chance to speak to the board but this is something to the public okay all right so we're just going for her original talking about her son and his yeah but what I'm getting at is what you say here is public yes since you're discussing your child that's your choice I can't tell you what but you are needing a chance to talk to the board only later just I wanted to make you aware of that gotcha because we did have another item to kind of discuss because we should bring that up later or bring that up it's your okay Choice okay um a few weeks ago yeah or uh again thank you for letting us you know get up here and tell you what we're here to talk about but a few weeks ago our son was unenrolled because of eight absences he's a kindergartner um he's got very ill a few times and I'm assuming he got that from school because he literally goes no place else it's school and home and he got a couple pretty bad upper respiratory infections we had to take him to doctor he got a nebulizer 102 fever projectile vomit I'm not taking him to school I'm sure you guys wouldn't appreciate if I did that but eight absences unenrolled nothing we can do about it basically just told sorry try again next year I know it's policy but he doesn't understand that he's just a little kid and I guess we're here about that and um trying to get the attendance policy changed I know that you know you guys are here to listen to policy and when attitudes of the public and the parents don't don't fit the policy anything assembled policy but I think we'll look at the attendance policy we looked at policies from surrounding school districts we have much more lenient as far as at least having excuse absences like I come back with a doctor's note we're like ah sorry you know doctors note no doctor's note doesn't matter so I guess we would just like the policy to be looked at and revised as something a little more current you know stay home when you're sick but we got some information from the CDC and also the Arizona Department of Health and they all recommend I got a little something here staying home when sick but school should provide excused absences for students who are sick avoid policies that incentivize coming to school while sick and support children who are learning at home if they are sick schools and early childhood education programs should ensure that employees and families are aware of and understand these policies and avoid language that penalizes or stigmatizes staying home when sick and I guess that's pretty much all I have you got anything like so he has no idea what he is supposed to learn from this and that's something that was really hard for me to explain because I don't quite understand the policy myself is this teaching him to lie when he's sick is it teaching him to be afraid of touching other people at school because he's afraid he's going to get sick all he knows is that he he got sick over and over and that he got in trouble and kicked out of school and there's plenty of other parents who are really worried about this especially the part of unexcused absences we understand people may be taking advantage but we don't believe that's the case and we want our child to succeed he thrives in that school he loves everyone there his teachers his friends that is his this is his first real Social Development with anyone else we've gone through covid 2020 I had our two and a half year old she was born in 2020 it was we couldn't hand we couldn't talk to anyone we have a multi-generational household so it was very difficult for us to you know you can't be around this person because they're sick and they work at the casino or this person works here we thought we were through with that we're ready to let them out into the world but we feel like we're being backed into a corner we don't really understand what we're trying to do here and that's what we want to bring up we don't expect you to overturn his enrollment we understand that's the policy we signed in the Havoc we understand well we do have a two and a half year old who we don't want to be doing the same thing with her in a couple years I want to be able to keep her home if she is sick and dead wheel and not be worried about oh my God if I don't send you to school you're kicked out we got to figure something out okay thank you for your time thank you very much Mr President I can we review the the attendance policy we can please do that uh the next one was a sentence call to the public this was from Lenore Nelson I will read it to the public I'm asking that you not Place Bill Earnest on the board now or ever this a man who sends an email to college announcing he had covid and then two days later posted pictures of himself on Facebook at a Kid Rock concert this endangered the safety of everyone at the concert then while telling colleagues we weren't I'm sorry I wasn't on I'm going to start back over I'm asking that you not placed Bill Earnest on the board now or ever this a man who sent an email to colleagues announcing that he had covid and then two days later posted pictures of himself on Facebook a kid wrote at a Kid Rock concert this endangered the safety of everyone at this concert then while telling colleagues that he had no symptoms and felt well enough because he was vaccinated proceeded to take two weeks off and provided no lesson plans for a sub he took two weeks off because he claimed he was quarantined I know of no quarantine that took place at the Kid Rock concert I do not think this guy did his job while he was there and we don't need somebody like we don't we don't need somebody not doing their job on the board this a man who burned so many bridges while at bcsd that all he did while he was there was tear down morale he undermined administration every chance he got and he did much of this publicly on Facebook shortly after he got his new job he made a public comment on Facebook comparing Pete BS bcsd to slave masters and making comments that he will no longer be treated like a slave comments like this were made repeatedly both at school and public forums like Facebook this a man who spent the summer trying to poach teachers from our school and we are facing a teacher shortage was still working in August and September after school had started to steal teachers away that had already committed to pcsd for the year I personally know of one sped teacher and two gen Ed teachers who are contract who are contacted by Bill after the school had started and asked to quit and come to work at the new school this man is openly trying to sabotage pcsd and now wants to be on the board he tried to hurt bcsd and now claims he wants to help them does this make sense this man who was who when caught who when caught leaving early by Administration blamed everyone but himself this is a man that became so obsessed with a colleague that he went to the school secretary and asked the school secretary for personal information on this colleague luckily the school secretary turned him into Administration I think Bill Ernest is PR is petty child lit childish and vindictive I think billion Ernest has some kind of petty child and vindictive agenda please wash your hands of this man and never let him be involved at bcsd number 15.
of course there was no labels for our two years of covet Halt and then labels resumed this past year for 2122 the categories have remained however um some of the components within those categories have changed and I'm going to address those for K-8 and address those for high school because they're a little bit different so our K-8 model is made up of four categories growth is 50 so half of the Ada F label for arcade schools is based on the growth component and that's the major change that we have on between this year and what um they used in the 2017 through 2019 model um there's proficiency which is how students perform on that state test so for them it was aasa and then as well as our msaa for our cognitively um disabled students your El performance so how your students do on the azella test and how they grow from one a proficiency level to the next in azella and then that last component is acceleration and Readiness and that encompasses a variety of things are we decreasing the number of students who are minimally proficient in reading for third grade are we increasing the number of students who are highly proficient in eighth grade math that Readiness of getting them ready for high school as well as decreasing that eighth grade um minimally proficient and then it has a section on subpopulation performance so are you improving all of your sub population categories you can see historically I provided our data from 1718 1819 and 2122 so this past year we did see an increase in our letter a letter grades and a decrease in our c letter grades um when the board met this year they decided to keep the cut scores the same that they have used historically so that not to change them around they wanted to be consistent with that like I said there has been and I'm going to talk a little bit more about how this year's components were a little bit different that impacted scores for the high school model the high school model is based on proficiency so although the um high schools take two tests the Aspire and the act the high school perform proficiency part is only based on that act 11th grade test um growth this year was based on a um their AZ Merit scores compared to act because they didn't have aspire to change but in the future growth will be based on Aspire for freshmen and act for the seniors it's the same testing company it will provide great growth data CCRI is that um self-reported rubric that we use that tells us how all of our students are ready for College and Career graduation rates and then um the same El component for passing azella and then showing growth um they set new cut scores for the high schools this time because they are using new assessments so they left K-8 in the same old model and they set new cut scores for our high schools so our high schools you can see the historical data from 2017 we had um no a schools to four and four B to now we have three a schools and one B School so differences in the rules for this year so this year previously in the prior three years when we used this model growth was split between student growth percentile and student growth to Target so a really quick student growth percentile is how does Johnny do compared to everybody with the same skill score as Johnny from the prior year so we call that race against your peers do you outperform from one year to the next everybody who had the same skill score as you in the prior year that is all they used that was the model they used for growth for this school year our district did very very well in growth this year when you look at how our students performed compared to areas around us we have very high growth scores which is a great celebration however when they use the growth to Target one growth to Target is student versus themself so they set um and they themselves admit it's an arbitrary number previously they used three years so a student had three years to get to a Target score so any student who is minimally or partially proficient had three years to get to proficient if you were at proficient you had three years to get to highly and if you were highly you had to maintain your highly proficient status um so basically what they would do is they would take Johnny who had a skill score starting and I'm going to use third grade as an example his first year and then they look at what the target would be for three years out what is that scale score going to be and they divided in thirds so I'm going to use 120 because that's an easy one to say you're one he needs 40 points of skill score growth year two he needs 40 and year three he needs 40.
also any discussion welcome Carol yes 80 yes Stephanie yes Steve yes thank you I have the consent agenda item for the appointment of helensburgh elementary school after school care supervisor Katrina root 14.75 per hour part-time with no benefits effective November 21st 2022 this is a replacement for Anna Bowe any discussion welcome yes Stephanie please compared next we have recognition of visitors and comments from the audience on any topic that is yeah okay with that we have presentation hello good evening everyone and I'm a director of career connective learning for Brown County Schools tonight I'm going to be sharing a little bit of information with you about the career resource center and thinking about some of our priorities of our student outcomes and what we're doing in the career center also I'll be sharing the budget for 2023 with the uh um I'm gonna go ahead and just one of these after all of you so for those of you that are not familiar with the resource center we have been in existence since 2002 and uh we serve mainly an adult population anywhere from age 16 and uh um our new location our new location is at the Educational Service Center so some of you may remember the old gray building right next to the Third Bank but last October we got to move to the new building I couldn't be more thankful it's beautiful it's wonderful we have space if you look at the parking lot when you go out tonight they may be gone by the time no they'll probably still be there parking lot's full it is a great sight to see when you come out uh we have tonight going on electrical ccma we have a women's entrepreneurship group in there called Nick's mangle and manifest uh that's coming uh to hold their meeting there tonight um and it's just it's busy so it's good to see yeah see they need certified medical assistant absolutely certified medical assistant yeah my acronyms um our mission has been the same since 2002. we have not changed um we are here to offer educational opportunities individual counseling related Services intended to improve the quality of life and our new potential through lifelong learning individual benefits provided by the CRC become a cumulative benefit for the community as a whole both economically and through intergeneration transfer so I shared with you that we host a lot of adult education classes but what's unique about our adult education so we also post Community classes for lifelong learning so that is fairly unique if you look at other adult education centers around this tonight I'll just share with you too that we are small team a very small team everyone on here is part-time except for me um but excuse me Debbie hillegasus part-time all right full-time with the corporation as well she's our administrative assistant at the front of the building so if you haven't been a building and you check in please buzz the system and Debbie will let you in we have an adult education teacher who is certified that's Sheila Popplewell our evening adult ed teacher who is also certified and entire teacher from Brown County Schools Brenda Krieger and our jail instructor is our former CRC director Dave Bartlett who's also a certified teacher and then I've just introduced myself Elaine mobile is our adult education coordinator she also is a retired teacher from Grafton Schools we love our retirees so much they do a lot for us um so that's our team and at the at the career center we have this is kind of our slogan what's your path what do you want to do where do you want to go what are your goals so a lot of our signage and things will say so um you have in front of you and I'll leave some out for tonight too this is a new back card that we had created this fall that shares with you student outcomes what have we been doing what are what are the what's the data around uh what we have been offering and so we've got that printed for you on the front there I'm not going to go through every piece of it but you can see that since 2016 look at that 16 965 Plus hours of certified classroom hours by our instructors again it is somewhat rare sometimes to find certified teachers who are always teaching adult education some are not and they are in our program um so you can just see the numbers as they go through there 40 plus certified clinical medical assistance and that program just started less than three years ago um and they're small classes uh but that was a new program that was brought on uh in partnership with biotech Wilmington uh phlebotomy was a new one that we held in the fall so that's why even we see five uh Master electricians though that program has been around for years um and those individuals are over there tonight also preparing to certify and then nursing assistance that's another big program that we offer and have for many years so I just wanted to share with you a little bit about um you know some of the numbers that we have since 20 2016 and this does not include um I can't hear they're at the meeting now but I can't hear how come so the other part I'll try to speak up little Vicky screaming so the other student outcomes um that I'm not going to share all of I we have specific student goals that we that are set for us according to our adult education grant that's written in region 8.
and the opportunities that districts will have to submit a waiver should they not plan to use one of the approved programs uh the way it would have to indicate that a District's curriculum is evidence-based and scientifically based we had some robot bus discussion around that we believe we're doing quite well in that area already Additionally the curriculum requires a focus on oral on these six items I think there are six oral language phonemic awareness phonics fluency vocabulary rapid automatic name letter sound fluency and reading comprehension at this moment the district's waiting to see if there are any changes to the timeline or to the process so we'll be hearing updates at Future meetings the second informational item was from Kevin Hanlon Who provided the annual report on the number of multilingual Learners in the district um I think it's suffices to say that we are growing in numbers with our multilingual learners um and so we were presented with some very interesting statistics on that the third informational item was a coaching update Ms Solano provided the regular update on coaching in The District in addition to sending Ed and we're talking about not Sports coaching right we're talking about uh coaching our teachers um in addition to sending additional teachers and administrators to training related to coaching all members of the high school science department will participate in three coaching Cycles with coaches from the Mandel Academy at the Connecticut Science Center those coaching Cycles begin this month and finally we are fourth informational item was uh from presented by Dr Mary gadd who High School principal who reviewed a letter being sent to families regarding a new caap program provided by the state it's Connecticut automatic admissions program caap offers students automatic admission to participating Connecticut colleges and universities based on high school grade point average or percentile class ranking both are calculated using the college board's formula if students meet the state criteria there they will receive a letter indicating their acceptance to the participating colleges which is pretty exciting it really takes away a lot of the barriers for students to apply to colleges so the colleges in the state that in the state of Connecticut that are participating colleges include Central Connecticut State University Eastern southern western Mitchell College University of Bridgeport University of New Haven and University of Saint Joseph and that pretty much wraps up our curriculum committee meeting thank you I'll entertain any questions either what I just have a question really relating to the multilingual updates knowing that we have an increase in that area first off the first question is do we translate any of our correspondences to families and then um we talked about that resources parent Square does that okay and then resources for students to get access to the you know the curriculum yeah great great questions and we discussed both of those and and discussed ways to have also have celebrations of families and um backgrounds and sort of re celebrating the fact that we have students who speak more than one language in our school district and it's um it's pretty exciting but also how to bring them and their families into the schools we also have um a halftime tesol certified teacher at the high school at the elementary and middle school we used some of the bounce forward money to make sure that we had teachers who were T-cell certified in those roles some of our literacy support tutors also possess a tesol certification so those are some of the ways that we're getting at that support in addition to when we hired Ryan Murphy last year to be a liaison for English language Learners and their families so he's plays a big part in that too foreign I'm curious what does a typical day look like for a child whether it's Elementary School High School I mean how much I'm assuming they're in a classroom learning in English for the most part I mean okay so a lot of that depends it depends on a lot of things we have students who come here who are newcomers who are brand new and don't know any of the language and then we have all students throughout the Continuum so for our students who are are brand new to learning English they are in our classes at the youngest grades they participate through immersion and we have done a lot of training we have currently about 67 of our teachers signed up to participate in training around supporting our multilingual Learners through a consultant from Aces so while that's happening they're learning some of the skills to support students in the classroom so a lot of that and I think Kevin Hanlon had sent um the group a video on what this sort of looks like from a teaching perspective using a lot of visual cues using hand motions it's almost if you think about charades making sure that you have a lot of visuals and things to point to in your classroom to help with instruction but we're not in the in the it's not a good practice to translate everything that we're giving to them because we want them to begin to understand the language as we all did through immersion however we will translate some things we we do translate things that go home to them and I want to make one other point about translation uh we did have um that's a good point we did have um translation services available through a web-based program during conferences as well for parents so it really looks differently depending on the student and depending what their needs are they take a test later on in the year called the loss which measures proficiency and that's when we're able to determine their levels of proficiency and speaking reading and listening and we also have designation within PowerSchool to make sure that we're tracking students even once they test out of the loss and have a proficiency level that we're still watching them and knowing that while they may have a proficiency level their family may not and so that would be important for us when we're going to do things like conferences so with regard to parent-teacher conferences do any of the kids have parents who don't speak English and we have teachers who don't speak their language correct and how have you tackled that or maybe the parents at that at this point they haven't reached out and said we want to have a parent-teacher conference we reach out to them to offer the translation services gotcha sometimes they'll have an older sibling translate um sometimes they might bring a friend but this year we we really were um very communicative and letting folks know that we have this translation services that we can put in place and it's web-based and it covers a lot of different languages because while we have top five languages spoken we have students within District who speak more than 20 languages so it's not like they all speak Spanish or they all speak Urdu it really does cover more than 20 languages total great thank you any other questions okay great um do you conclude your reports I did conclude my report thank you okay uh we'll move on to finance um and I guess I will um ask Mr maciano to give the report thank you good evening ladies and gentlemen Finance report for this evening is going to be kind of boring and brief because everything is is holding up just fine on our budget I did provide the board members the updated report really there's no um no additional news from when we reported uh our October 20th meeting we are still going to be holding a 40 cap on non-payroll expenditures through the end of December as a precautionary note but you know other than inflation and an increase in Energy prices our budget is sound at this point we don't have any surprises on the horizon that are coming to fruition so that is looking very very good um on the budget front I will add that we are in the throes of preparing the 23-24 uh operating budget so we can be ready to present that in early January so that's keeping us busy in School District Operations and I'm ready to go on medical benefits unless there are questions on finance yes thanks Adam yeah I'm just curious the numbers are relatively small but I'm just looking at certified salaries yeah first four rows they're all you know whatever 90 99 percent expended and encumbered and then I'm looking at the next you know substitutes would make sense to me that there's nothing expended or encumbered because you don't know what's going to be happening there um although you can expect that you're going to be using the full budget or you know about that Homebound and Student Activities what how do how does that get paid out is that on a monthly basis so because I'm thinking it would I wouldn't think there would be something encumbered there or more encumbent there I'm just curious we don't encumber um homebound because that's essentially that's tutoring Services we pay as we go so it's like substitutes in a sense the wave okay yeah we don't come with that and then Student Activities that's primarily paid on a quarterly basis as each Sports season okay wraps up oh then the coaches get paid correct okay so fall season just ended this is through October 31st correct and nobody got paid by October 31st I thought okay that's easy thank you and so we don't encumber those yeah no no that makes sense that makes sense thank you you're welcome uh seeing no additional questions you may continue on thank you medical benefits report you know again the board members have the report as of October 31st uh claims for the month of October were a million twenty two thousand four thirty nine which is good because our budget is a million dollars per month and if you take a look at the first four months of the year three of the four months our claims were lower than the prior month which is a good trend on a year-to-day basis our average monthly claim is about one million one hundred seventy nine thousand so that's a little over ten percent above the expected uh budget and I will tell you that there's some you know relatively large claims that are hitting that are included in these numbers we will be getting stop loss reimbursements on those relatively soon which you know is good news but it's also bad news because large claims then drive the stop-loss premiums that we have to pay the subsequent year so as of the end of the um period which is October 31st the medical will Reserve fund is 1.269 million that covers 1.27 months of claims it the balance is only decreased by about 65 000 on a year-to-date basis so it's holding about where we would like for it to hold again when we budgeted this year we weren't budgeting to increase our Reserve balance we would just budgeting to meet our monthly claim um and so we'll keep tracking it hopefully in January when the new HSA plan year begins we'll start to see you know a bit of a drop in claims below the million dollar per month expected claim totals and that's the update on medical benefits any questions on medical benefits no um I'll just add I guess a question that's a little off topic and I guess maybe it's more towards budget season in January but um I think as we've all noticed that perhaps the financial markets have been a little volatile and I was wondering if there how are pension contributions are going to look if they're going to substantially change or does the uh uh the Actuarial contribution is that locked in for a period of time and we're not have to worry about it till maybe next year or maybe we're on an upswing again and you know maybe things have evened out any thoughts well our pension contribution is there's two pieces to it one is the employees that are still in the town pension which has been closed to new employees since um 2015.
thank you coach check it out a couple of quick or fun fun facts for today because the girls play at four o'clock the boys play at six both of us of those aren't what you used to be called I forget the name of the company stay state foreign do we have any NightLight yes but if you're interested in on soccer ticks and you can't pay at the door only going game I would just urge people AC website what website because you have to buy tickets online so they asked for my phone when you can you get a so
um and it's regarding um Kennedy High School what happened to those four girls and Al I'm very disappointed very disappointed that during that time you know the district was supposed to protect these children and unfortunately it was not done correctly the way how us the community wanted it to happen Okay the safety of our students is so important it's the number one thing that we need to focus on and that has costed Anaheim Union High School District 7.9 million dollars which is money that comes out of here that could have been used somewhere else if we would have protected our children and that's concerning to me um another thing that I'm here for is um you know that I am requesting that Anaheim High School is becomes a closed campus just because of last time when I came I told you guys that there were kids that were getting high you know um consuming marijuana and I watch them you know as they comment as they go I've talked to administrators about this the last time I was there at the principal's cafecito and I spoke to Mr Hernandez he popped in and he said well I will take it to upper management well upper management is you guys so you know when I was there it was a closed campus we needed to be a closed campus you know just for the safety of our students um because it's just unbelievable that things that we have to see them go through also air conditioning we need air conditioning in the gym area I talked to um you know people that work at Anaheim high school and at Sycamore Junior High bathrooms I was there at an event yesterday for the band my daughter's part of the band and the bathrooms are horrible they look just the same way as when I was a kid and I have pictures I will be sending them to you guys submitting them to you guys it's just the pro deplorable with the amount of Grants and and money that comes through here you know it's just really really sad number six is acknowledging our students at our board meetings that's very important the last time that I was here my daughter was here thank you Miss Smith for taking the time to speak to Kayla and um I really appreciate that but when a student comes even when kids from the elementary Camp please acknowledge them they don't need to be here but you know we bring them as parents and it's very important that you know we have that culture that we create that change and you know for parents that are not satisfied with the communication here at Anaheim Union High School District it starts at the top you know every time that we have to send an email you know to superintendent matsuda I have to go through so many people in order for me to get my message across to somebody you know even to email you guys I have to go through a portal thank goodness that I know the email and I haven't written to you guys you know recently but it's so so important that the doors are open that we really open they're open we're open to parents community and that there's not not that there is an incongruency right now in the leadership that we currently have and one last thing is 11.16 okay please do not keep on giving raises to the elite team you know this is not just the Jose Moreno team that keeps on getting racist let's be fair and equal to all of our teachers we've lost a lot of teachers a lot of it all right thank you Miss Martinez it's very important that we make sure that everybody gets a fair share thank you very much all right our next speaker is Maza good evening good to be back and um I said good afternoon when I started this my name is Masa that's one of my Clans the dear Clan and obsidian heart of the mountain Clan and honoring the Tango the gabrielanos and the hatchimal that are the both tribes that are not um yet federally recognized maybe one day we'll have a judge that will you recognize those two tribes that are state recognized um I'm an alumni of Anaheim high school and I'm just very happy that when you guys take action on voting on the action item 10.8 uh with Jackie Nunes that I know personally myself I'm really happy that you guys are taking the time to teach the students now and creating the uh I know I'm aware that there's an indigenous committee now there at the school and I'm just very very from the bottom of my heart it really means a lot to me I went to Native American school and I didn't know I had Native American blood you know I was raised as a Chicano Mexico Americano again you are native from Oaxaca and so but I always spoke three languages Spanish English and now what a lot of us speak now what like when you say chili Chipotle cholo choloa Tapatio means but anyway so there's a lot of words that we speak that are now what and it's connected to the yuto Aztec nagwat linguistic family which includes the hachiman in the tangwa Shoshone Hopi but I'm very very happy thank you and when this item comes to vote I support that um pray to yokoyani which means Creator as well you will learn that from Jackie Nunez when she gives those presentations with the students I've seen her work it's beautiful worship and they get to work with the students working with the traditional instruments I myself I actually teach sometimes at flourishing college at the kinder kaminata thanks to Jerry Padilla that's uh Chicano studies Native American history I took that class at Fullerton College and um and it expanded my mind and connected more to who I was in that that creates a healing it creates an identity and with time I know eventually they'll name the school the Collins will will change with time you know and I know there's a lot of alumni that are still uh Pro colonists but it's okay it's we have to be patient and we have to decolonize and teach Native American history it's very it's very important I know it helped me it helped a lot of people and in memory of Raul that was alumni football player Anaheim high school and in memory of him and many other people and I last thing is I recommend all of you to watch the movie wakanda my young brother took me to watch the movie and it was kind of confused at first because they were like making the Panther and the Jaguar the kukulkan the native Mayans fighting each other again I'm like why is it always like that from a colonial colonist perspective View and but actually it was beautiful it was um educational it shows when the Spanish or the the English colonists pilgrims conquistadors when they came they brought diseases they brought rape child molestation and drugs is an alcohol so many things that they did in their the way of living if you go to San Juan Capistrano they have traditional Huts I think they're called quiche or Keats and it's traditional palm trees dried palm trees and that's it's a beautiful place and hopefully with time I know we're talking to the president Brian with the OC Vibe right now we had a meeting with him and creating hopefully some type of land acknowledgment in that area in Anaheim who to organized the ancient river the name of that a river before the colonists arrived from Europe over here but thank you so much uh I hope I didn't disrespect anyone to come here we come here in a peaceful way in al-jabbar I wish I could have voted for you but I didn't know I was in that in your District you know but I know you stood up for us and for native people and people of color like me and you darker skin I know it's hard for some of us but we got to keep our heads up and thank you so much thank you thank you all right so now we go on to our items of business uh go to Educational Services 10.1 School sponsored student organizations I'll entertain a motion so I moved second have a motion and a second any questions just want to make a comment about just the variety of um and not just the variety but just the um the purpose of of some of these um these clubs I'm just so proud of our students they're so Innovative and creative but especially you know the the club coming from Katella um you know what a beautiful what a beautiful thing you were not alone you know and their purpose of just inclusivity and bringing people together I'm just so proud of our kids I just want to acknowledge that and to the teachers who are are going to be you know helping them in those clubs I applaud all of all of you so thanks I want to ditto that because I you know some of these are really super groups in other words the ideas these kids come up with and thank you to the teachers that will sponsor them and allow them to meet and I think it's great our kids are really being thoughtful and insightful and some of their ideas and one of the ones that I really like too is the mindful money being really a basic thing that you know some kid thought about and it's very important so a good selection of clubs so really it's good okay so we have a motion in a second all in favor aye aye any opposed motion carries unanimously 10.2 resolution number 2022-23-e-08 day of the special educator hello second I have a motion and a second any comments C9 they recognize believe me I admire Any teacher who works with the special needs you have to have a tremendous amount of patience and understanding and I think it's great very good of course they say that about Junior High teachers too gotta have a little bit of nuts to love them so and I do okay I have a motion in a second all in favor aye call vote um sorry yeah it is a roll call vote my bad um Miss Miss Smith I mean sorry Miss uh Piercy hi it's Randall Trejo I vote I miss Smith aye and I vote I motion carries 4-0 I gotta make a comment right here somebody told me the other day they should have a special um rate for junior high teachers and a special training for junior high school teachers because it is tough as a substitute I mean for substitute teachers I'm talking about so anyway that's all right well thank you 10.3 resolution number 2022-23-e-09 International mother language day and we have a public comment on this one Mr Rana Hassan Muhammad uh so moved um I think we could take the public comments first and then yeah go ahead yeah we'll take them in either before or after Mr President distinguished members of the board and ladies and gentlemen um I represent an organization that originates from Bangladesh is named after the father of the nation of Bangladesh and it has 10 uh State chapters and with me I have the California state chapter president Mr nazrul and uh vice president Mr Abu Rayhan so with what we proposed is to make 21st February as International mother language day and it originates its history days back to Bangladesh in 1952 when the students protesters were killed who were trying to uphold the Dignity of the mother language and what we have found out uh here and even in USA only 20 years ago there were a thousand one thousand native languages we have only 194 left and as you know that we are born with only two things our skin color and the language mother languages and we are promoting uh that schools in USA especially in the early childhood time that mother languages should be the medium of instruction and the diversity of languages should be appreciated because we are now trying to just make a tolerant Society we're here to make a kind compassionate and a respectful society and that is that is our strength in USA so with that I will really appreciate if you pass the resolution and we already have had uh LAUSD uh you know observing this 21st February as a calendar day in their calendar and in City of Paris I think Paris School District they already have done that and we are trying to spread these words around the USA and we hope uh you'll be helping us on that thank you very much [Applause] thank you sir and I'll entertain a motion it's a move I have a motion and a second and this will be a roll call vote uh Miss Percy aye Ms Randall Trejo I am absolutely in support of this I am strong and I vote I motion carry unanimously and we do have a resolution in front so I'll go ahead and take a picture with Mr honor and if you want to bring the rest of your crap well for I also want to take this opportunity to thank Dr Renee Bryan for actually doing the research in uh coming up with the resolution as well so thank you very much uh Dr Bryant one okay everybody behind you ready one two three four okay ready one two three one more one more one more there you go thank you so much thank you [Applause] you got my forehead all right so uh next business services 10.4 Consulting agreement with Eric call and Associates so moved I have a motion a second any questions see none all in favor aye aye any opposed motion carries unanimously 10.5 selection of lease lease back contractor for district-wide HVAC replacement RFP number 2023-08 action item second have a motion and a second all in favor aye any opposed motion carries unanimously 10.6 Consulting agreement fiscal crisis and management assistance team effect Matt action item some moved second I have a motion a second any questions Nancy you brought this for us yes that's awesome thank you this will be um we it's the first time the fake mad team which is the leader in ASB um that will be coming to do an on-site training um for our district so very excited that they're coming um I'm sure they're excited too I'm sure they're excited yes so we've been yes so I think having our team together and having the fake mad team to come out and do this training is extremely uh critical uh to the operation for the entire district and so we're very excited that they're able to actually find day to come out and do it for us so super excited our first time I think our dish that we have done this thank you so much all right all in favor aye any opposed motion carries unanimously Educational Services 10.7 revised board policy 8803.04 administering medication monitoring health condition first and final reading information item so is this an action item it's an information it is an action item first and final reading so so probably it's mispreneur I thought we were supposed to do that okay I have a motion in a second and and Kathy I would like to say this is no surprise and um it I remember at a former board meeting we decided we weren't going to provide the schools with the medication to reverse this and now here we are and reality has slapped Us in the face and so I'm grateful for this yeah I I want to thank Dr Adela Cruz for working with uh um Healthcare agency as well I had actually after you brought it up Kathy I after a few months I had actually brought that back up again with Dr Cruz primarily because the state had made available for entices different entities including school districts if they wanted to participate in it I think the the challenge that we were facing at that point was to see if uh if it was a well not only storage location but also in terms of liability but the state had actually looked at it and said that as long as we are in a position to assist uh we're okay so as a result a lot of entities around the state are now they're actually giving away free of free of charge and many organizations are taking and distributing it as well so thank you I'm grateful now I have a question because we are going to try train are who all are we training the administrators and the nurses and the health techs are is that basically who yes yes and yes okay yeah as I was hoping it was wrong and you mentioned Dr Cruz but Veronica Medina and also Leanna uh Williams were also a big part of this process as well okay all right all in favor aye any opposed motion carries unanimously 10.8 educational Consulting agreement Jack Nunez uh Journey To The Past second I have a motion in a second any comments yes please invite me I want to go yeah actually um yeah I got an invitation to go to this as well I wanted to thank our our team at Anaheim they're doing done some great work our teacher um this remind me I'm sorry our uh are we talking about Michelle yes um I just wanted to thank her because during the summer I know we had a lot going on with the whole I went but I had an opportunity to have a conversation with her and um kind of smooth things over in terms of what happened and we had a great conversation in terms of how to bring about organizations to uh work with our students and she had actually put together some great Partnerships and matter of fact there was two folks who came to our board meeting and who wanted to be a part of it um who a little bit disheartened but ended up having meetings with them as well and it was a great collaboration it goes to show auhsd's openness to work with and now we are actually seeing it coming to fruition so I wanted to thank her publicly for being open and helpful in this she she's also led the committee with developing the lessons around you know our indigenous folks that were here in Anaheim and that's being taught through the social science classes as well um starting this next semester so yeah so just just that that's also and it's the beginning yep thank you just goes to show the real work that's being done and we keep our promises right all right all righty all right so we pointed we're on the desk will this be done at the cook Auditorium let's presenting not at the club no no my understanding it's going to be at the independent uh learning ilc it's going to be at the ilc um Independent um which are minimum status for light and ventilation spacing facilities requirements exits uh Plumbing Heating sanitation General requirements regarding maintenance you know abandoned buildings and then as it gets toward the bottom uh at the end of that we've got eight five thirty and eight five thirty one uh well now we have a 531 which it are the past enforcement issues or complaints didn't rise to a violation of the letter of law of 8530 because what 8530 said you couldn't do is that you couldn't show it to somebody else and we've had we had somebody doing that and they sent him a warning letter we call them we say knock it off and they knock it off um or they lease it they lease it they enter into a um enter into an agreement to lease the rent the lease premises to another tenant for at least 150 days before the end of the current release period so sending a an early a letter early on that says hey lock in great rates now or something didn't didn't violate the lease so how is 8 5 30 going to work going forward with a right to renew so can I just ask you a question then because the uh the early leasing ordinance says that landlords can't show the apartment for 150 days before the end of the lease but it also says landlords can't sign leases with new with subsequent tenants or something like that as possible actually it doesn't say that it says they can't enter into agreement to rent the lease promises to another tenant which we might be saying the same thing but the law oh yes for N3 uh sub you know parent B says that so that's awesome how is having a tenant sign a lease agreement a new tenant sign a lease agreement that the landlord just sits on how is that not I'm looking up the language now how is that not a violation of the early leasing ordinance I'm not saying it's not a violation and that's not that's I don't know that that was has been brought to our attention to the Past scale where the landlord may not enter into an agreement so they're saying well we haven't entered into the agreement we got them to lock in and we didn't like until later I don't know that's a that's a an infraction or a condition a situation that has been brought to our attention happy to do that okay I mean you know if there's plenty of 10 of seeing this I I don't recall which landlords are doing it but there are some landlords that that's all they're doing and so tenants don't have a right to to then go find another place because they're locked into this lease but they also and I don't know that I knew that that was going on I knew that the waiting list the reservation list the the end around about a formal lease I knew that that was kind of going on but I didn't know about like hey you sign it here and I'll just put in my back pocket and then deciding depending what happens I'll sign it later I'm sorry to talk over you Lucy I know you've had your hand raised but um I will make sure that that I get that information to you John okay thank you ma'am hi Lucy hey glad you're here so one thing that we talked about uh which you may have may have some insights on that the rest of us don't in terms of enforcement we've raised a series of enforcement issues tonight that each of us has you know different access to an experience with and it won't um go over all of them but but but there's a lot of of things that are being enforced so a question we had was is that an issue of Staffing is there just not hours being put into enforcing those things and I guess there's there's two this is a separate question there's two things there's the um is there a legal violation of something but then is there a kind of a pre-step to that like with these wait lists or with the if these um refusing to counter sign things good City staff step in then and say like we've noticed uh this Behavior we we strongly encourage you to stop or something like this um so yeah two questions is is there is there's staff time devoted to enforcing these laws and if not do you see a solution to that the answer is yes and no yes there is someone who uh Fields these calls sometimes they're calls but usually they're a it's a if you go to the city's website you guys have probably been to the city's website under the rental housing and you can click on the form you know what I'm talking about most of you I would hope I can share my screen and do it if if you're not or you can just go to the building department and Rental housing and then on the left for tenant resources and you can click your way through and find the complaint have you all done that thank you Zach left and red yeah did I did I show what you want me to show or is there more yeah but then if you were you showed part of what I was talking about and if you click on that and you eventually get to a forum and also I think in there it says who the person's name is and how to contact her and sometimes they're phone calls and sometimes they're emails sometimes their actual uh uh complaints and then and then someone on the first floor in the building department uh gets those calls uh maybe calls the tenant maybe calls the landlord get some background um once in a while they would get assigned to another person we did have a ticket that was issued uh adjudicated uh successfully on behalf of the city's part um to find some costs so we did have that one but that that had a kind of a housing inspector that was involved on it and then if the if the uh her name's Janet if she asks questions she calls me and we kind of talked about it whether or not it violates a530 thank you right that makes sense to me although that seems like it's heavily dependent on robust tenant education which we don't have so I'm trying to think and in that case it'd be a housing inspector so there you go the housing inspector is the one who knows I think yeah go ahead so thinking about realistically enforcing these laws I'm wondering if there's a system in place or if we could um this is just seems like something important to talk about if we know that there are laws that are being violated is there a way to enforce them that doesn't depend on an individual reporting the claim and let me just give an example so with the short term leasing there are a lot of violations of that and a colleague of mine at the University of Michigan figured out a way to uh track track these things and I can't remember what that all was but it was like going through Airbnb and you know some kind of thing like this she brought this to her City councilor Jen eyer and Jen ire said staff does not have time to look those things up and enforce that so the enforcement issues I understand that we have a process I think the process is ineffective but what other systems do we have in place of enforcing these laws that doesn't depend on the on the tenants reporting these claims we're reactive no doubt about it and you know we we get the call so we can make do some sort of Investigation ticket is issued or a warning or phone call or it isn't you're talking about is there something proactive we can do riser such as use Lisa One Direction Communications to get the word out to you CTN to come up with a poster to put into dorms or not dorms that's not where they would go but to put around coffee houses or wherever tenants congregate to get the word out about this ordinance so the answer is yes but that may or may not be the rental housing department you know what I mean that might I do know what you mean so I was thinking about this as an issue of the renters commission and I don't even I mean do you think that tenants education needs to be better but I'm also saying if the city knows about if we know about a law being violated and what other methods do we have of enforcing those things not just not just preventing it but enforcing it if it's broken and it's known that it's broken like with these airbnbs yeah but it's been brought to our attention that sometimes people speed and uh you know we don't put notice is up for that they get pulled over I'm not saying that we couldn't do that but we could do a better job of getting the word out an example of that might be when we came up with a period products ordinance and uh the required um menstrual products in restrooms all over town and generally privately owned businesses in the city does it itself as well and we came up with a poster and we got that the press release on that and we got we kind of got the word out on that so I if you're asking if the city could do a could increase its efforts to get the word out I think the answer is yes right and but the you know how do we do that what do we say and to whom do we say it and how do we say it that's not quite what I'm saying though I need to interject here we're we're very far off of our agenda here okay this is a very you know these are important conversations but I'm I think that this is highlighting the need for a subgroup to start working on this Lucia I'm sorry for not understanding what you're saying if I can put my email in the chat or you can say it right now so that I can grasp it I actually have your email so I will follow up I appreciate that thanks okay um I I think that does everyone okay so I I guess I I'm gonna be proposing this idea that we do create an enforcement committee that it starts very quickly to start working on um on figuring out what's going on with the ELO enforcement Gathering more details and potentially coming to recommendations to be made to the administrator and to I know Janet Farrell's seems to be so a lot of how we enforce is through education by the way so I don't know if you want to call it the enforcement committee uh which seems pretty heavy-handed or the education and enforcement committee but kind of getting the word out in better process is sounds like that the goals are twofold letting people know what the law is you know how not to violate it if you're a landlord and what to do if it's been violated or you think it's been violating your tenant and then how to better process those claims is that the twofold thing that's needed question mark or no at least Lucy's saying no that doesn't capture the issue of People purposefully violating it because they know it won't be enforced like with these wait lists let me just know what they're doing but Lucy is a wait list violative of the law under the law I mean getting and we can have that discussion offline if you want to but currently 8530 doesn't prohibit weightless well we're not yeah I guess I was talking about early leasing uh Nick 85 30.

now we're in the future respectfully Lenore Nelson that's our last call to the public all right okay at this time we're moving on to item 3.6 adoption of the agenda do we have a motion to adopt the agenda I think motion that we adopt the agenda as presented I'll second that motion and a boy all in favor aye Corey Burgess I'm into amen aye Charlene Diaz the zabroski cell moved item 3.7 donations um we'd like to think at this time all the people who have donated to our district Bullhead City Middle School received portable metal signs a portable metal sign base from Michael Jerry an estimated value of 200 Sunrise Elementary coloring contest prizes which include 280 fires 280 frisbees 13 Dairy Queen gift cards uh three Walmart gift cards from Mohave County Airport Authority at an estimated amount of 325 dollars and five gift bags from the Mohave County Department of Public Health at an estimated value of fifty dollars we get so many donations that come in from this community we greatly appreciate all of those people who step up and help us thank you so much item 3.8 superintendent reports Dr Stewart Mr President and board members you see the excuse me you see the reports we will show them for the Public's benefit um uh Cass if you'll just start with the first one we're talking here about our student count for the school year so you see we're down a bit from but up from our coveted year and of course this fluctuates as the year goes along foreign and once again just the first day count and the 40th Day Count this is a little surprising we usually wear up on the 40th Day from the first day but things happen so okay um let's not do those individual ones let's do the no that's okay let's do the collective one if you would and over here where it says cumulative report so last month one of the things that you asked us to do was to do the discipline reports in such a way that you can see changes from month to month and so these are the data from those other attached reports but also for August September and October and you'll be able to see each month where we're going with this so we're hopeful that we can start seeing some changes in uh in some of our numbers as we move along um oh if you would go back to that one please Cass IE yes please um I did make note at the bottom that you noticed that Diamondback has zeros and that's because of some misunderstanding about how we report things so Mr Bolin and Miss emland are working on getting that all updated so next month when we have this report we'll have all the back data in there as well and be able to share with you you know what's been going on up there it's a matter of what gets reported in Synergy that needs to get reported to the state and those kinds of things so with two new administrators it's understandable that some things maybe weren't reported correctly and that's okay we fix it thank you um you also asked last month that I give you some reports on what's happening with our new facilities department and so this is the ticket report we have an automated system so if there is a um there is a toilet not working at one of the sites the lead custodian puts in a work order at there's a specific email address in our system that they put that in the information goes into the system Mr Scott sees oh we have a work order that needs to be taken care of he assigns it to one of the now the plumber and um and then the plumber goes and works on it and then the when it's been inspected it's closed um I had to do a little extrapolating here because we had some information from before ABM left so if you look at the dates on July 1st through September 30th during that time 1250 new reports were opened now there were a whole lot of reports um work requests that were already in the system so this was 1250 additional ones I can't tell you exactly how many there were because on October 7th 4 500 work orders were deleted from the system so we don't know how many there were before that we have that 1250.
Johnny doesn't get 40 that first year Johnny is not on growth to Target so then that means that that would impact his growth score if Johnny exceeds it and he gets 50 or 60 now in the future he only needs 40 points to be on Target in three years so they each individual student has how many points they need to get to Target within that set of time so that is the growth that is usually the other half of our growth as a district historically we don't do as well in growth to Target as we do growth percentile um being the data neurodynam I went back and looked so I um went back and looked at our historical average for the three years that we used growth to Target and growth percentile and as a district our average um points growth points were six points less when we are on Gross include growth to Target versus just having growth percentile um and that would have impacted labels this year so had we used growth to Target there would have been about 11 schools using the average 11 schools who may have had a score lower than they did this year um so with that we met with princes and made sure like this is coming back we are 99.
so when we think about priorities the priorities for the district line very closely with our adult education goals that we receive from our grant the next Pro one of the other priorities here in the district is school family community engagement so just thought I'd share you a picture with you last night we had career night for ccmas you're just seeing the back row here of our ccmas and one of our instructors there the best Sharon but we had Jessica Smith the Director of Human Resources for Columbus Regional Health that was with us last night and iD Tech along with Jessica from crh we had our our career night so they were sharing opportunities with our students one of which is an externship for two weeks 20 hours at crh where students can go in and they can watch and be part of a a doctor's office and they can choose which facility they want to go into and observe for those 20 hours before deciding to apply and determining where they want to be for their job so I thought that was a really nice partnership that Columbus Regional is offering um also just wanted to share with you that Family School family community engagement really is all about also various Partnerships we are partnered with Vincennes University as well they were the ones that provided our phlebotomy class um and so we're always looking for those types of Partnerships Partnerships provide this is our CNA Community right we talk about Community it's our certified nursing assistant Community these are pictures um from the clinical site Brown County Health and Living and our current students right there in the middle and then some of our students working on blood pressure this time they went to the facility for the first time this week and they'll be there for six weeks now before they complete their surgery foreign and then when we think about Recruitment and Retention I'm not sure if any of you are seeing this around or not but every day we have a daily Facebook post uh that goes out I just cut a couple of them out to show you and share with you so if you're not following us on Facebook uh we ask that you check that out we want to make sure that we're sharing information about adult education in Indiana and what we're doing come in maybe something fun like our new t-shirts that we have that we're utilizing for all of our orientations every student goes through an orientation now when they come in for a class or a course um regardless of the fluency or certification and I have shirts for all of them as well before you go um well if you're not seeing an article written by me then you're seeing um some sort of ad uh that's sharing information about what we're doing our slogan last year was we're here for you uh we're about to change that to a new slogan coming up uh in 2023 uh but that gives you an example of what we're putting out every month so part of uh retention Recruitment and Retention is making people aware that we exist and what we do so through ads through Facebook posts through newsletters um some of you probably received the emails from me that come out monthly I also put the not the appearance Square for our school Community we're trying to send the message about what we do okay and then um this is another priority and whoever thought I'd be taking a picture of a bunch of crock pots like as I stood up taking them alive I do it as well I'm doing this because it makes people happy right we had today our Crock-Pot friendsgiving and we just you know it's gonna cover up tomorrow too so what we didn't eat today goes into tomorrow but happy staff happy students we know that when our staff is enjoying their work and what's happening um our our students are too and that doesn't matter if you're in kindergarten fifth grade or you're an adult um so we we had friendsgiving today and then you see another picture there of one of our CNA students she came over today from her clinical experience because she's finishing up her when essential soft skills um certification so they take an online certification test and she'll come out of our program with her CNA and her women's soft skills certification um and really that just brings me to our financials that I always share with the board yearly um just so you're aware of what's happening I love our CRC steering committee is looking at I met with the committee last week and they uh approved the the budget and I'm bringing to you tonight so I'll just uh click on here I think we will share with you um our total revenue for um this coming year in 2023 we anticipate will be 360 300 um if you see a note next to one of the descriptions it's there for purpose and that's to describe to you a little bit of work about what each of those descriptions is about um so you'll see that under endowments that figure varies from year to year um under grants that varies from year to year um grants are not always they're usually not guaranteed um and they fluctuate um that particular Grant is that way the adult education grant same way not guaranteed at this level every year we had an incredible year last year and our adult education grant was 101 000 Grant that has never been that good um and I'm happy and proud of that however um the sustaining of that over time and whether or not we'll still get those same friends funds from the state in the region is always kind of up in the air um so something to point out and then show you that since 2022 we have uh okay our expenses are listed below and I think you'll be happy to see that for this year for this year our expenses do not exceed our Revenue but I need to explain a little bit um under CRC salary and benefits that is the lowest salary benefits you have ever seen come out of the career resource center and may ever see unless um staff is directly impacted with tests um and the reason is that we have part-time people we have three part-time people some of them are working as low as four hours a week the maximum is 28 hours a week and you will also see that my salary is not included in here I am currently I am currently serving The District in two capacities and um that um that salary and benefit does not include mine as director so um I just wanted to point that piece out because that is a notable difference from uh perhaps years past um contracted services not only different there if you go on down all those contracted Services those are our occupational teachers who pay them by contract um and then HSC contracted service we've had some wonderful volunteers over the years but testing has changed a bit and the training has changed a bit we are paying for someone to come in and administer those tests so that's a cost um materials you'll see there and then we are purchasing our own technology um that's set aside there and then professional development is required in adult education and so we attend our state Association conferences each year myself uh our teacher and other mayor and then told expenses are listed there at 214 200.
um so one component which is fixed is the employees that have 403 b we know that that's probably going to remain around the 300 annual budget line it's the town pension portion that is variable that and I know that that is your question so because there has been extreme volatility in the markets it doesn't necessarily mean we're going to see a significant requirement in the in the contribution we have to mix I don't expect it to change much we've been at around the 950 000 per year budget for the town pension I expect it to be in roughly that same range okay thank you Tim thanks Adam yeah on the budget uh then do you happen to know uh what what are the in very broad terms what are the Investments because I'm thinking it's not really that it's it's not 100 in the stock market or anything like that I'm thinking it's more you're talking the town pension yeah the part that we're participating in because from what I recall the last time I saw it it was um alternative assets I was surprised by a fairly high percentage in that um but do you happen to know what it is I I don't offhand okay I mean it's primarily invested in equities but it is conservatively conservatively invested and I could bring the pension report I could provide it to the board members by email that just shows the rough um percentage by category of equities fixed income alternative Investments uh thank you um and then aside from that how what's the what's the um what's your routine for getting updates from the actuaries I'm thinking annual on this annual and when does that happen typically not usually until after we complete our budget process we get some preliminaries you know possibly in January okay so there could be craziness that leads to updates from the actuary during the year but normally you're following an annual cycle so the actuaries don't make significant changes year to year based on you know what what's happening in the stock market in particular because it's a long-term Trend that they're looking at that's why I don't expect that because of the market turmoils you know over the last 12 months or so that we're going to see a significant change to the contribution required most of that contribution requirement is based on you know number of employees that are paying in number of employees that are receiving benefits the investment returns certainly but it's also based on what we have that expected return rate to be and the reason our pension contribution has gone up quite a bit over the last decade is because the actuaries have requested that we lower the expected rate of return which has been done so our expected rate of return I believe now is seven and a quarter percent long term yeah so I again I don't I don't think that's gonna um be a significant issue this year but we'll let you know as soon as we know thank you any additional questions no um all right uh then I guess that will conclude the finance report thank you Mr maciano Mr Martelli right on time I know sorry I apologize for the uh tardiness I was downstairs in the Planning and Zoning meeting presenting about Economic Development so anyway um we had a the planning committee had a great meeting back on November the 10th um to discuss the proposals I received based on an RFP that was issued for space need requirements or space needs at our elementary schools um obviously the referendum has passed but that still doesn't um cure what might be needed between now and the time that those new schools do open we decided to prioritize looking at Doolittle school and Highland School as locations for any temporary classrooms or for some space analysis of those buildings as to how to fit more students in there if needed over the next few years um we interviewed antonazi Associates silver Petrocelli and Associates and fire architecture um all three gave quality performances you know we're lucky we have three quality firms who are submitting for the town that would like like to work with us um we came to a consensus that we were asked Vin to go back to antonizy and Associates to look to see if they can give us a per school cost to do the analysis for the space need planning and then once we have that information back submitted to us we're going to reconvene as the committee and take a look at that and see if we want to move forward with with that group that was that was the bulk of the meeting um you want to add anything to that no all right I can't give an update that and tonight oh yeah breaking news okay we do have breaking news Anthony did come back um and I did share it um with the planning committee members but uh just recently so they their original proposal was 18 500 to do all four schools um and they came back and gave an explanation as to why but if we want to just do um one school at a time and and the recommendation and the thought is let's just do Highland and do little because those seem to be the ones that will be um hitting that capacity sooner than the other two which um anyway antonazi came back with sixty five hundred dollars per School into this school four which I you know my personal opinion I don't think we need to commit to that now they'll still hold the 18 500.
all right so 10.11 10.12 10.13 10.14 and 10.15 taken as one all so moved all right I have a motion for all items I have a second all in favor aye any opposed motion carries unanimously we'll go to 11. thank you Carl we got 11 consent calendar any items to be pulled an e [Music] move to balance eleven six as well I'm sorry 11 the comment yes I had a huge paper card all right so 11 8 11 6 8 and 11 and 17 and 17. yeah oh oh 11 or 17 not 11.
I see originally that's right what's that I just see that Richard has her hand up um so I can keep it brief I know that there's some items on the agenda left but just since I at some time ago we talked about next steps I just wanted to propose differentiating between two things like Gail you and I prepared this report for waitlist policies and we did discuss that there's a few like this is maybe part of a larger question which is Elo enforcement so that subgroup can continue maybe more people can get plugged in to look at enforcement of Elon maybe even enforcement of other ongoing laws that we keep getting complaints about which includes short-term rental but then there's also more prospective like right renew enforcement which is about like what is to come um so and there was a right to renew subcommittee that was looking at recommending it like reading the law recommending it to council so I feel like those things can happen in parallel and just so because this that was the first law that as a com as a commission we recommended I think it's fair to have that on our plate to see it through during the enforcement part because that's kind of forward-looking um but it makes sense I think we discussed that we have to work a little more on the waitlist policies so do you feel do others feel like that's part of the ELO enforcement investigation and we do we've made some Headway there right we looked at the complaint forms we also noticed other issues with the yellow enforcement so yeah I think we have some next steps that we could we could keep working with and now I'll just pass it on to you to respond and then move forward with the agenda so you're saying just keep the current the the old group we had for the right to renew and have them continue with these tasks yeah there's a lot of overlap I realize but just wanted to do a recap that we had a group of people there was like 45 people who were looking at that so just if there's interest or capacity to regroup and the Gabby let's spend some time I think I don't want to put Nick on the spot but I learned Nick was involved in that um do you remember all the people who were involved in that subgroup that could essentially a committee I can I think you you Gail Nick I joined Travis was involved Elizabeth uh Lucy uh but yeah there was like five to six okay I know that some overlap with the ELO enforcement uh but maybe folks who are interested in the research piece can plug into that because it's it will require some research to just quickly look at what other cities are doing and something like that okay so uh sounds like we have a proposal to just reform that group uh to have them start looking at how ELO and right to renew are enforced right um and see if uh there might be some recommendations that we can make to improve the process because I know that especially with right to renew there isn't I don't think there is much of a process yet since it's brand new law Lucy yeah I don't know if this is a thing for Kristen but I wasn't in that group before but I would like to be now or if Sarah if you can do that I don't I don't know if that's I think uh I think we can just send out a first email to all the people who are interested um and if you know I'll send you the same group and then I'll include Lucy if there's anybody else who wants to be included in that you know we do have them in a certain size but I think we do have room for more people if you are interested and just send me an email if you um if you are interested in figuring out how we can best enforce these two laws okay do are there any objections to moving ahead with regrouping the right to renew group and having them start working on assessing you know the current complaint process and uh maybe providing some recommendations to improve it any objections on that okay sorry I'm sorry that that discussion got sidetracked I think it's easy to um kind of this fear from the agenda all right in terms of the research and attendant Outreach education I think we'll have to come back to those committee ideas later on at our next meeting I do appreciate the interest that those of you um who did speak up shared all right we will move on to unless there's anybody anything else to be said about committees we will move on to 7-c okay move on um yeah sorry so the um I did update it at the agenda online and I gave it to everybody so right now we're technically on seven Dash B1 um but that was my fault that should have been attached to 7A I will be making that Amendment and um that will be in the meeting minutes and that's just so that way the public knows and you all know as well oh yeah I see that there the seven Dash B1 yeah no worries at all okay we'll move on to 7-c uh report from City staff that's me um so I have that applications have been provided to Zach and council member radina for two regular vacancies and two landlord vacancies I understand that uh councilmember Medina and I will be meeting soon to talk about those applications uh we're going to be reviewing them we are actively reviewing them actually foreign anything else from City staff okay thank you so much for being here and for helping with the agenda it's very helpful all right uh 7-c or 7--d excuse me our plan for the next meeting in December um I think uh looks like there's sounds like we would like to come back to the discussion of committees now that we have a more concrete idea of what those might be the right to renew committee which we've kind of regrouped here I think it's a good idea that we report back on what we've been able to do any other ideas for what we should do on our next meeting I know I will also be inviting I'll send out um Community you know invitation to uh do we have a preference on who should come first Janet brandy or the inspectors Sarah um I will make sure that like Kristen and I do reach out to Janet and everybody um and then uh just for kind of the next like thing really quickly I do want you guys to be thinking about um 2023 calendar um that is coming up and it would be super helpful if we could have that finalized in December so yeah and by the calendar do you mean like a meeting date yeah it's just confirming that you guys do want to go ahead and move with this same date throughout 2023 um we don't have to do we just have to do the yearly calendar so it's just renters commission it's not any of the subcommittees or anything like that just strictly the regular sessions of the renters commission we have to approve them so that way um we can have it up and ready for January 1st okay did you say that you want to have Janet at your next public meeting and ask her questions or is that a committee is going to do that The Proposal was to have her at our next public meeting and you're going to reach out to her supervisor so that that can be vetted because um are there concerns about that sort of confidentiality of the process no no it's just I I don't know that other I don't know of other boards and commissions who bring City staff to a public meeting to kind of talk about the process um I don't know Travis has his hand up all yield to him yeah so so I have heard of other commissions where we all have staff new presentations and ask some questions um I think that the assumption is that this body would like to extend an invitation um and so you know it's not like we're subpoenaing um and and I would expect that our staff person would work through that process and with us so um so that that the appropriate channels are being notified yeah I'm just saying that's a um I don't know I shouldn't I don't want to say the word red flag but um uh that's something that uh is not going to be up to Janet I'll tell you that General might want to come and she's very helpful um but at a public forum where she's asked questions on the cuff uh you know I don't know I got it John I'll I'll talk to any everybody that I need to talk to okay thank you Sarah and thanks Don for raising the concern and if it's needed that we write questions in advance or something like that so they could feel them I'm sure that can be arranged I think I think there's also just uh you know Janet may not be the person right like even though she's doing some of the day-to-day um it may be you know her supervisor or somebody else who's actually the person that would come to this group and so um I want to set that expectation too you know so Missy is usually the one presenting to to energy commission Missy stultz um and she may bring a staff member with her but she's usually the the person presenting so so but yeah I I trust that Sarah and Christian will be able to kind of work out the the requests from the commission and work with staff right thank you very much Sarah and you know you can obviously communicate with the commission as needed to clarify what we would like to do for our next week okay uh and you recommended Sarah that we talk about what the calendar year will look like for 2023 at our next meeting okay that makes sense any objections to having a quick discussion about whether or not we want to continue with this date at our next meeting okay sounds good love to have that on our next agenda any other agenda points that you would like to have for the December meeting uh Richa I was wondering what the timeline for appointments are or timer for appointments is is that something we just discussed privately over email or like how do we find out can that be like an update in December yeah uh Travis I think you have a better idea yeah I was actually going to speak a little bit to that as well um so I I know for a fact that we will have a new Council liaison appointed to this body by our next meeting and so one of the things to potentially add to that would be uh introduction from the new council member just so that you can all get to know that person um my expectation at this point and my hope is that I will be reappointed so I won't have to reintroduce myself but we will have one new liaison and so that will be an opportunity for for them to be able to introduce themselves um and then um I know that we have a small group of folks who kind of raise their hand and said that they'd like to help in reviewing some of the applications for for appointment and so I know that Zach and I just got some additional we we have actually had a number of new uh landlord applications for the non-voting seats and so those are the new ones that we received um and so I think that there's some opportunity for us as a subgroup to kind of meet separately and hopefully would potentially be able to to get that process rolling before our next meeting because it's a two-step process they might not be appointed by the next meeting but hopefully we'll have some idea of who the recommendations are to the mayor and ultimately it is the mayor's appointment but um but you know he he relies pretty heavily on recommendations from the bodies okay um yeah so I think we can just check back in on the landlord and tenant applications in December I I'm not sure I'm guessing we will have made up our mind and sent out uh sent our recommendations on to the mayor but we could maybe report on that uh Lucy hey yeah I was wondering if we could add something maybe like a generic discussion section to the agenda just in general I feel like these meetings are really infrequent I found our conversation today about enforcement to be really important even though it was described as a tangent and I I just really think we should be making space to be talking about these things uh so I don't know if that can be just a regular agenda practice in the future to be able to talk about matters arising or to have a little bit more flexibility in what we're talking about because there are a lot of issues we meet very infrequently and it um there's a lot of different expertise and perspectives in this room so it just I if if it's an if it's an issue of the agenda being so rigid that we can't have conversations if we could just add a line in to make space for that that seems really important to me but uh Hannah um uh I wonder and this might be like too formal and like uh like regular city council like but I wonder if um there's potential for like an open Forum time to like cycle through each commissioner to bring up things they've heard of that maybe don't make sense to have been in an email like something like Lucy's saying like things that is on that commissioner's mind um and people can skip if they don't have an update or something specific to share that day and maybe time limited since these already go um long just an idea Travis yeah just just building upon that a number of the commissions have kind of a commission comment period as well as the public comment period And so um depending on where that makes sense for you guys and your agenda but there there a lot of them do have that where it's an opportunity for Commissioners to kind of report out um or talk about raise issues things like that um and then often because you know the agendas are often built out trying to keep it within a certain time frame if it's not something that has to be discussed at that meeting then that helps to build out what what maybe a discussion Point might be on the next agenda if somebody's raising it and so it kind of gives that opportunity to build some um some future Topics in as well um and then one other thing that I I know that I have in a couple of my other bodies um that if it is beneficial to you even though sometimes I forget that I need to prepare for one um is a lot of our bodies have a council update period where if there are opportunities for your Council Liaisons to provide updates on things that council is actually doing that are relevant to you or so similar to your hhsab period And so something you want to think about too I know we we can weigh in throughout the meeting but if you want us to provide a specific update as it's as it's needed um some of our our commissions have that built into the agenda I think all these ideas make a lot of sense um yeah I definitely would like to put a council report on the agenda do we have any objections to adding that no okay um the other ideas were like a like a forum section um I don't know what you called what Travis you said that some commissions already have something like that but it's called uh it's just called commissioner updates um and then kind of an open floor for people to take an opportunity to you know I think they a lot of them do have kind of a three minute time or whatever it is similar to a public comment time period but an opportunity for each commissioner should they so choose to raise their hand and bring up things that have been on their list or give updates on things that they're working on Lucy do you think that that would be an improvement yeah I think I think it's worth trying there's a lot of things to discuss and we should have space for that for sure and if you think of um a discussion um topic that you want to be to want to have included we can you know put it of course directly into the agenda just to make sure we do have enough time to talk about it um I hope you don't feel that we've that that discussion was you know stifled because we didn't think it's important I think it's you're absolutely right it's extremely important to talk about those uh Richard yeah I had uh shared a couple of things with Kristen actually four to five points before the meeting to ask if we could talk about it so only if time allows towards the end I was I had a question about short-term rentals because a complaint had come in uh from someone who lives somewhere in downtown it's uh and yeah basically we I just want to double check if what I see on stream about the status of that properties short-term rental application like it says on hold but they might still be renting it out um to tourists and things like that so we can probably check in later but just wanted to say that like I submitted an agenda item before the meeting so maybe that's another with the commissioner rotation thing would be a time where I would bring something like that up and think that's in the communications for tonight Rita so I it is included but also it's completely fine that we um you know do a council update in the commissioner update is our specific spot in the agenda that you prefer um go ahead Travis for the bodies I am on it is usually at the end of the meeting so that it's uh but so that it doesn't necessarily like be you want to make sure you're getting through your agenda items and then moving on to that portion for most of our bodies so um so that's where it usually is but it really is up to you that seems to make sense to me as well Nick did you have your hand raised you are muted thank you I remember when I was on school board we had certain kind of meetings some there there's the meeting where you have an agenda and you're getting through the agenda and there's a psychological Dynamic I think when you have an agenda to get through the agenda and when there's a long discussion on an item sometimes people get the people who aren't as engaged on that item might get frustrated so sometimes we would have meetings that were just study sessions you would pick one topic and it would basically be a freewheeling discussion it would not be necessarily a voting you wouldn't be acting but you know there's so many things to talk about with this really important topic of providing affordable and decent housing for people who come into our city to live or to live for a short time or to educate themselves here and you know and it would be really nice to have an opportunity to have those discussions and how we could help make it better I agree okay um do any other points for the next agenda for December if you think of anything you can always email uh Sarah should we direct our emails to UCR or to Kristen you could do it to both um for right now Kristen should be back next week thank you all right then we will move on to our second uh General oh no sorry did I miss anything yeah okay we'll move on to our second uh public comments section and uh I'll pass it off to Sarah all righty um this is an opportunity for members of the public to speak for up to three minutes if you would like to address the renters commission priests please press star nine if listening by phone or use the raise hand feature I will select callers that have their raised hands using three digits of her phone number or by the name that number again is 877-853-5249 and you would enter the meeting ID nine three five eight zero eight zero one nine four one please state your name at the beginning of your comment if you feel comfortable doing so if not that's fine um a t a Tara you have three minutes to address the renters commission hello thank you um so I just had a question the renters commission keeps saying that students are being forced to join wait lists and it seems like this is something that students are seeking out they're trying to create housing security for themselves so I'm just my opinion and students that are joining a waitlist shows that there's a demand for excuse me for renting housing right now since landlords aren't allowed to rent um wait lists are a student's next best option the student population is a diverse population and while some students want to wait to run many students do not want to wait to provide housing security for themselves this is proven by the student's current demand and even willingness to pay a fee to secure that housing I think the renters commission should be careful not to create more housing instability within the student population thank you is there anyone else that would like to speak to the renters Commission seeing no additional speakers I will close the public comment thank you very much Sarah now we'll move on to 0.9 Communications so 9-j uh we have a bunch of attachments here um various Communications with the commission uh I'm wondering if we should go through document by document um I know there was a there's there's a attachment email from farpstein uh Sarah do you know uh who sent this to the commission or how it was provided to the commission um I believe it was through the we have like the Ann Arbor renters commission email oh yeah yeah you're right you're right okay I guess if we open up discussion on um this email I can put it up real quickly somebody who doesn't like the uh 150-day lease ordinance which is the amendment to the early leasing ordinance um I guess I I just wanted to say uh push back on the narrative that's provided in this email because having very recently been a student uh I very much preferred the current system so long as it's you know enforced correctly and one of the reasons why is because during my uh half at the end of my freshman year I wasn't sure if I was going to study abroad or not um because I had applied to a program and I didn't hear back until February meaning um you know because I couldn't I wasn't sure what I was going to be doing in the successive year um I didn't want to sign a lease but there was immense pressure to sign a lease in October November December uh and very few leases available February March um and so you know if if the this admended leasing period as we have it now is enforced I think that uh it would really help students in that situation Travis thanks I I just had a question I mean with this coming into um the renters commission inbox um is there somebody currently from the commission that's working to provide responses to the folks who email I mean this person specifically is is asking for an explanation of the ordinance and potentially might be posting it to the parents Facebook group Facebook support group and so it might be an opportunity for a clear explanation and an education opportunity from this body and so I just want to make sure that um while we are receiving it here formally in our agenda that we're also we also have a process for the commission to actually respond to folks so that they feel that they're being heard and acknowledged um uh do you know how we should do that I didn't see you know that the email was redacted I don't know how to reach out to this person you can tell me and or Christian what you would like to say and then we will reach out okay well I'm thinking maybe the right to renew group can briefly discuss how to respond to that since um we did just add on to the early leasing ordinance um and maybe we can send the response through Sarah or Kristen Gail I agree that's a good idea I think it might be worthwhile if it's okay Sarah if if you or Chris to get back to the person that reached out to us to say that um you know that you've shared it with us and that we will be getting back to her just just so she knows we're we're looking into it I assume it's a she sorry so they don't it's we're looking into it yep I will make sure that it is a practice that if we do um include any of these in the this General Communications that we are also including that hey um the renters commission is soliciting they have heard this and they'll be back with you that's great thank you thanks okay uh any other thoughts on that email if not we'll move on to the next one okay the next one was provided by Richard I believe it's a class action complaints um go ahead Richard if you'd like to describe what this is I think this is just like an FYI maybe something we can talk about at another meeting but this had to do with I think the company is called real page uh that had has been selling some kind of tool to landlords to recommend rates at which they could rent apartments and these seem to be suspiciously closed little under the market rate or so uh why this seemed relevant is because according to the plaintiff this is this affects student housing quite a bit and they just named anaba here perhaps as an example of a store in town where something like this could be happening which is felt like maybe we could look at this like read and if it's relevant to a subcommittee um you could just dig deeper but I think it was more of something I felt like everyone would be interested in yeah that is very concerning so I guess the accusation here is that certain landlord companies are using the same software to artificially increase the the cost of student housing um yeah Hannah um yeah I well I read a lot of the complaint and then went um scan the rest so I don't know specifically but um thank you for providing this Richard I see I mean this seems like the very beginning of the process but I do think you're like uh it seems like Ann Arbor and landlords later in the complaint are specifically listed like I think they are specifically targeting landlords here so knowing that these take a million years to go through the courts at some point I would it's possible I think a lot of people in Ann Arbor might be signing on to this and I think there's an education opportunity there but I'm really happy you provided this because it seems like they are going after Ann Arbor landlords specifically and have evidence behind it yeah Nick yeah I didn't get a chance to read the whole complaint but thank you uh Risha for uh uncovering that it was fascinating reading and fascinating to know that that is going on and it could be infiltrating our rental market if it hasn't already and uh so please keep an eye on that for us yeah any other comments questions on that that class action okay we'll go to the next attachment which I was also provided by Richa regarding uh I think it's um in a Statewide uh was it coveted based uh eviction rules is that right yeah and this is something Nick had shared with us and I just passed it on to Kristin again more of an FYI I think I also need to read this more closely there was some public comment around this that uh the Supreme Court had invited from tenants and landlords so I feel like some homework for me would be to read this and also take a look at the kinds of comments that people have left in favor of this and in opposition to it but just wanted to pass it on if others want to read and discuss next time and it seems like the flavor of that is to there were some additional tenant protections added to the uh landlord-tenant procedure that Gail may know more about it than I do that now we're trying they're trying to sort of streamline them out those extra tenant protections and they would comment on that yeah I don't I know Legal Services is following this um and they had some proposed comments for it but it's not something that comes up for for me a lot but I'm happy to share whatever I have with you guys John um I got a clock on in the back sorry so um one of the things that uh you folks might want to look into and follow up with Gail is our chapter 105.
thank you and I'll also be leaving this here if anyone wants to go see the play thank you Tiffany appreciate that and uh thank you for sticking it out all right we're now going to um to move on um our superintendent would you like to go now I would very much say Thank you Mr President good evening members of the Board of Education members of the community faculty and staff who are in attendance tonight thank you all for coming out thank you to all of the speakers um doing my best to uh to listen um as intently as I could so that I can properly respond to some of the concerns so let me go with my my original notes and then I do want to address some of the things that were brought up here tonight so first um I want to take a moment to I can't believe that next week is Thanksgiving already so I want to take a moment to wish everyone in the Clifton Community a very happy and healthy Thanksgiving I am eternally thankful to be the superintendent of this great School District eternally thankful for um all that we have here in Clifton and all that we are going to be in the future I want to take a moment to congratulate the three newly elected Board of Education members Mr Mark brunsiak Mr Anthony Santiago and Mr Richie Mejia who I didn't realize is sitting here tonight congratulations I look forward to working with all of you for the betterment of our district and to make sure that our children have the best educational experience possible as we do for all newly elected board members we will provide an orientation sometime after the reorganization meeting in January highlighting the work of the administration and the role of the board member but while we welcome three new board members that means that three are leaving and that makes me extremely saddened three people who I respect a great deal and although this is not their last meeting I'll have a lot more to say next month at their last meeting I do want to thank Mr Jim Daly Miss Dana Beltran and Mr Joe Canova for all of the time and commitment they've put in over the past several years as volunteer members of the Board of Education um thank you so very much and and thank you personally for all the support that you've given me as as the superintendent and again I have a lot more to say in December but I will miss you on a personal note uh I was on the other end of this um last night my son the board members know I have four children two in high school two in Middle School please pray for me my my son Joey who's in eighth grade as part of a group called wingman and he was down at New Jersey school boards convention Judy was Miss bassford was there at the convention and he was there as a student leader for Dylan's wings of change and Dylan's wings of change is a non-profit Foundation dedicated to the memory of Dylan Hockley who sadly was a first grade student who was killed in the Sandy Hook Connecticut shooting um in 2012 and Dylan's father started this group called Dylan's wings of change um and the students are Guided by the butterfly effect how small changes can accumulate with massive effects how the flap of a butterfly's Wings might cause a hurricane and their goal is to create a world of empathetic leaders to make the world a better place and I just wanted to tell my son publicly how proud I am of him for being chosen as a student leader and representing our family and our values very well congratulations Joe and it's nice to be sitting on that side it was very nice no stress all right let me address a couple of the issues that that came up tonight first of all to those parents who spoke so eloquently about the nursing issue I hear you uh very very much as I just stated I'm a father of four I I get it I understand where you're coming from completely um doesn't help to tell you this now but the problem solves itself in a couple weeks when nurse Dawn comes back but we have we have not chosen to leave any school without a nurse it wasn't a conscious decision I can tell you that at any given moment of any day in this school district every school has a covering nurse that's on call and can be there and the event of a real emergency a nurse or any employee is going to call 9-1-1 of course it's best to have a nurse in the building um we are just facing not a Clifton problem not a New Jersey problem but a nationwide shortage of nurses we are hiring nursing Services we are paying nurses a starting salary more than we've ever paid before and we still can't get them because there's other districts who can offer them more money so it sounds like excuses and I guess in many ways it is but I don't want any parent to think that we're making a conscious decision to not have a nurse in the school I I promise you that we are doing our best and will continue to to do more um to make sure that there is a highly qualified nurse in every single building at all times it's it's a very very difficult situation right now um as from I think it was Mr Aponte who spoke about the traffic situation um something also that the board has been working on we have a municipal Alliance committee made up of board members who meet with the city council and the city manager and this was a topic of discussion very recently and I can tell you for sure there's an ongoing traffic study going on in several of our near several of our schools and there's action that's that's going to be taken we will bring the concerns forward but I want people to understand that this board only can only discuss things when we meet so when that letter was received I don't know what the date was October 21st or something this was actually the first opportunity that we got a chance to be together and talk about it in fact the board members just saw it probably within the last week when I emailed it to you uh nevertheless there is action being taken um it is a very serious issue it's and it's not just the school nine issue those of you who drive around Clifton know there's a traffic issue everywhere we go particularly around our schools and um I want to thank our Paris who came out tonight and and it takes a lot of guts takes a lot of courage to come up and speak before the Board of Education who is your employer but Lynn you never have to worry about coming up here and speaking your mind about something that you think is not right no one here is ever going to hold that against you especially me um I hear you we hear you we actually have something to discuss in executive session regarding the Paris um this is not something we're blind to something we're aware of um and you're not going to like my answer but there's no quick easy fix but there are some things that we're working on in the long term that will help and it sounds great to just say okay well let's just give all of our paraprofessionals benefits um that's about four and a half million dollars to just do that and snap our fingers and I would love to do that um even if it was two billion dollars we'd have to come up with two million dollars we have almost 300 powers in this District but we're working on something um and I'm not sure if if that's I'm not sure if that's the answer I'm not sure if people say for benefits uh or if it's raising the just raising the salary uh raising the salary because you're part of a union is not as simple as this board saying we want to raise your salary it means that we have to open up negotiations and to her credit um Miss lilama has been advocating for you we have met several times trying to figure out if there was a way to compensate you more without opening up the contract um but just please know that we hear you we're going to work on it we're going to try to come up with something if you have an idea please share it with us we'd be happy to hear it but anything that's going to involve money is going to take time and potentially negotiations but we want to help you because we know you are part of the backbone of our district so thank you for speaking up tonight and never ever be afraid to to come to a board meeting and speak up okay a couple other announcements as the board knows I do have a scholarship fund the Danny Roberts superintendent scholarship fund which is in memory of my parents last year the scholarship fund gave out 22 000 to Clifton High School seniors and one of our big fundraisers is coming up on November 30th where the Clifton Mustangs will host the Harlem Wizards uh I am not playing I will be coaching I almost got hurt last year coaching so I don't think I'm going to be playing uh the event is a fundraiser it benefits Clifton High School seniors tickets are on sale now if you go to our website um you can get the details and buy tickets it should be a real fun night it was a great time last year while covid was still pretty strong and we had a nice we had a nice crowd this week for the first time ever the district is acknowledging hunger and homelessness Awareness Week hunger and homelessness awareness week is a great time for us to connect with our community and provide resources that some of our community members might be in need of during this time our schools are collecting non-perishable items for Saint Peter's Haven and monetary donations will be given to the code blue warming Center in town this Center provides new clothing blankets and toiletries to at-risk and homeless citizens which we hope we can add to their collection if anybody has any donations they can be dropped off at your local school uh the counseling department also wants to thank Clifton against substance abuse for supplying all of our K-8 students with ribbons and pencils for Red Ribbon Week so thank you to Casa and I just want to highlight a couple other things that have gone on in our schools in the past month or so at school five November is all about citizenship students are learning to be responsible citizens citizenship is the chance to make a difference to the place where you belong and the school five All-Stars are showing their one Clifton Spirit by making a difference in our community they organized a food drive this week to benefit St Peter's food pantry St Peter's Haven in addition they are also supporting the code blue initiative school 11 wants to thank their Community for coming out for their trunk or treat they had an amazing turnout with over 300 families joining the festivities they raised about four thousand dollars to support events for their students and at school 16 the fifth grade students won the Imagine math Ready Set solve contest they were one of only 20 classrooms across the United States to win this contest and the only one in New Jersey their hard work towards lessons past earn them points that were tabulated selecting them as the top winners they mastered each topic and their hard work was rewarded with a pizza party Mrs de chellis is very proud of all of her students congratulations to those six School 16 fifth graders uh finally ladies and gentlemen just want to give a brief update on our referendum finally all of our referendum projects have been bid we expect the final two contracts they're on currently under attorney review to be awarded at our next board meeting and that will allow us to move forward with the next phase of the process currently our stadium and athletic field is underway in making substantial progress if you've been by Woodrow Wilson Middle School you can see that bid package one at the high school the South Wing bathroom renovation is coming along really beautifully haven't really knock them would have haven't had many issues at all that part of the project is set to be complete in the middle of December and then the contractor will move on to the east wing and be begin Demolition and construction there and although not part of the referendum I'm really proud to see say that the new Turf marching Field Band marching field is complete and new state-of-the-art expanded Tennis Courts at Clifton High School um if you haven't been do a drive-by check it out it's amazing and we will hold a brief ceremony in the near future to unveil um those projects which were paid for through Capital funds with no increase to the tax payer finally really finally on the agenda tonight is the district calendar for next year huh Christmas is on there Mr Dubois however um I did mean to put Veterans Day and it it it didn't make it on there so I do I want to make two changes before we vote on it tonight so we don't have to amend it next month I want to add Veterans Day although the committee and I think we all agreed that it's going to be a day of school we think that that's a day where children should be in school to learn about Veterans Day to learn about the reasons why we celebrate Veterans Day and we're going to make sure that um at the very least our social studies teachers but but most teachers will have some sort of Veterans Day activity but we want to at least note it on the calendar that it is Veterans Day and the other uh issue which I want to credit Mr konova for the idea we had the teachers we had staff coming back on Friday the Friday before Labor Day and the kids coming back on Tuesday we're going to switch that up and we're going to have the the faculty and staff come back on uh Tuesday and the kids come on back on Wednesday so that's the only change and I want to make that tonight is that a good thing okay that's a good thing so we don't want you know staff can have Labor Day weekend it just extends the calendar by one day but the calendar has three snow days built in if we don't use them we're going to be taking a couple days off anyway so I want to make those changes tonight so we don't have to amend it so the calendar that's on the agenda is going to be amended to to note Veterans Day and to change the first day of teachers to the Tuesday after Labor Day that concludes my report thank you Mr President thank you doc um because we have um another presentation um I'm just going to keep the president's announcement short there's uh so many things that are going on in the schools uh again not only in the schools but with our our Recreation Department as well um so if you would kindly just go to our website and look at the peach jar section and that's where uh everything going on in the district is posted by schools uh so there's a lot of a lot of things that will be coming up um over the next few weeks for the holiday season so I hope all of you will take a look at it support any of the fundraisers that are happening which help our kids and help our programs uh I hate having to switch classes all right we're going to move on to um I don't think I did minutes where are they oh number nine okay number nine adoption of the minutes of our regular meeting of October 20th motion by Ms basford second second by Mr Canova discussion seeing none roll call please Mr abadrabo he stepped away for a second Mr Awad Miss basford yes Miss Beltran yes Mr Canova yes Mr Paris yes vice president Daley yes president Smith yes motion carries all right we'll move down to number 12 uh first reading of policy uh so I have two four five two Community Education and uh five five one two uh is the Hib any discussion okay hearing none will move on um miss kusilevic this is uh your time for uh your presentation foreign by the way just to let everyone know if you're hearing uh beeping sounds and Rumblings happening they're either Paving the road outside or scraping it down or whatever so um those are some of the sounds that you might hear good evening Commissioners ladies and gentlemen um it's a pleasure to be back here again with you um once again talking about assessment so typically I just give two assessment presentations a year one that is the mandated required reporting on our state assessments and then one on our local assessments unfortunately the New Jersey Department of Education added several assessments this year and the legal requirement is that within 60 days of the fine um of the final release of each assessment cycle we must give a presentation so you've already heard me speaking about State assessments I've spoken about are NJ SLA Assessments in language arts Math and Science from last spring we've spoken about the access scores for our English language Learners and the dlm for our special needs students then the doe decided to Pilot the NJ GPA last year which is what part of what we'll talk about tonight but the majority of tonight's focus is on our local data data that we control data that is driven by our own Clifton teachers who develop our local Assessments in collaboration across each course so that we can see what our students are doing how they're doing in comparison to themselves to their peers here in Clifton and overall assessing the benefits and strengths of our own local programs and guess what I'm gonna have to after this presentation come back yet another time because njdo we added these start strong assessment again this year at the beginning so that's going to come probably at the next board meeting and then they're doing double dlms so you'll be hearing about that from me as well so this is kind of like the middle of our assessment series for this school year anyway here we go tonight we're talking about the NJ GPA local assessments and District actions so what is the NJ GPA the Department of Education decided to start phasing out a portion of the assessments formerly known as Park currently known as the njsla for algebra geometry Algebra 2 and English 10.
so during the month 1744 were assigned and or during those months that number is larger than the 1250 because some of the ones that were assigned were those that disappeared um so and the system determines what is overdue we haven't figured out yet what formula or algorithm it uses we're going to try to figure that out so that we know what that means 694 were closed 48 were reopened one was deleted and then you can see how many were left open at the end of the month and that becomes the starting number for the next month the service time in the response time are in hours and those are really pretty concerning for July to September the time between when a request was put in and the time it was immediate was initially addressed averaged 417.9 hours and the time between it when it was put in and the ticket was closed averaged 3624.1 hours yeah so that simply means that a lot of things were not closed and so the hours just keep accumulating well I can I I mean I know from my side like when I've put work orders and requests in um when I was up at the high school they sometimes they would actually address the issue but never go in and close the ticket was that something that happened here as well we knew that some of those things happened we also know but you can determine really how many no but the other thing we know is that the number of Open tickets is also misleading because when a ticket did not get addressed people would frequently put in the same request again multiple times so sometimes we had multiple requests for one for one thing so that inflated the tickets yes but it also said that the response time was not there the other thing that we did learn from um uh from from the records uh is that there were times when uh tickets were closed and in fact nothing had happened so these data are a little suspect I will give you as close to the you know accurate data as I can but what I think we will start seeing is accuracy in terms of as we go we'll start seeing some things change those times change for service time because I I know that but the system gave me a zero all I'm doing is going by the data that's reported in the in this and that was only over eight days seven years they got done immediately because if that's the service times yeah when it got done it's zero time change what what I'm going to say to you Corey is that during that time nothing was done [Laughter] those were the last nine days of the ABM contract okay but even going down to the next line here we are a month in and somehow or otherwise somehow rather it recalculated it we're talking two and a half three months here one month there yes it's it's the same so we're not improving they're very minimal well I don't think it's accurate I just think it's not accurate at this point you just take the number of of work orders that we have you have 603 carryover right and then those seven days 603 carryover we actually gained some more get to get to 627.
sure that the state is bringing growth to Target back next year we I hear there's a new superintendent school so we'll see what the state board and all of them do but we anticipate growth to Target coming back which means that we need to plan it's not what we normally do as well in so we need to make sure that we're addressing that so that we can maintain these days everybody's super excited about having them we want to maintain them and do the work we need to to make sure that we are adjusting the individual needs students um need for that part and then when we talk about the high school rules as I mentioned the goal of the Aspire versus Act is that they have an easy growth comparison for our high schools however our current junior class has not taken a state assessment since seventh grade so they can't use a comparison test so back in 2019 when we were converting from end of course exams at the high school to azmerit is the M2 they used subpopulation Improvement for the growth score for high school so that'll be based on our current Junior this school year they'll use dropout rate Improvement which will be all four grades act proficiency Improvement which will be our 11th graders and then graduation rate Improvement which actually is lagging data they will use 21 and 22 so we won't have any control over that this Academic Year because it's already occurred but our graduation data is always one year lagging um so that will be the difference for the high school model and then they'll you use the subpopulation this one year and then they'll go forward with the Aspire compared to the ACT test and then the last part is of course we have an increase in a schools we want to maintain that we want all schools to be in a so we have some action steps that we've been working on to do that the first is um our district is part of azac which is the Arizona assessment collaborative we held a multi-discipline or multi-district principle Workshop we actually housed one here and then another District held and there were over 20 districts where principals from across the valley attended and we broke into what's called their static file which is their full assessment file um their Ade components and really dug deep and allowed them to collaborate with each other and really action plan on what their next steps are going to be we've been really focusing on training school leaders and teachers to understand what these components are and what they come from and what they mean um so that they can then use that data to make instructional decisions and then the last one um which really is just the most important one using our benchmarking unit test data to identify those standards that we need to focus on to improve student proficiency and growth for really focusing on standards and what students need to Master on the standards the rest of it takes care of itself and with that I will answer any questions and before we have any questions I want to just clarify When Miss hartchen indicates that we broke into Ade static file we have great programmers but we didn't use them in that capacity they provided us access to to break into that so I wouldn't know how to do I wouldn't know to do that if I had to thank you very much um I just have a couple a couple comments um so there's a there's a fine balance here obviously yep um we know that there's been student growth and we definitely need to celebrate the hard work that our our students our teachers our student families that support the students throughout the year that they have done to create that that student growth the student growth is very real and definitely should be celebrated that said we need to be transparent regarding what these numbers really mean and I appreciate the fact that you are very transparent in your presentation um defining what this growth to Target means and the elimination of it this year because these labels have gained popularity on social media and facts are being distorted so again I I appreciate you taking the time to illustrate some of those some of the results of this removing the growth to Target it's caused some disparaging comments being made about this Administration and this board in regard to recent changes in leadership unfortunately and unexpectedly Miss sourcingfield kind of touched on that a little bit earlier um we did have one Community member post just a friendly reminder in case you see certain people trying to take credit for this and I just want to I just want to explain I've spoken to several District administrators and teachers no one is viewing this as something to take credit for at all these labels are not true indicators of our District's progress in 2022 as we've learned 11 of our schools would not have been granted the higher label if they were measured the same way they were measured in previous years these labels are not comparing Apples to Apples based on our scores that the same measure was used in 2022 as it was in previous years our our labels would likely have fallen I believe our current Administration understands this I believe they're already working very hard to make up for the academic losses that were sustained which will likely be reflected in next year's labels if growth to Target is added back into the equation I don't know what the rationale was in removing growth to Target causing many district labels to be inflated I can only speculate the obvious but it caused a real disservice to many districts who will likely be facing a large drop in labels the next year I believe the stakeholders in our community deserve honesty and transparency so I'm thankful that you've highlighted this caveat during your presentation again I do celebrate wholeheartedly the growth the student growth that has been made and appreciate everyone who has taken part in making those gains for our students but based on some of these scores I feel confident in saying that we can do better and our students deserve better I mean we say you had mentioned in your presentation referencing how dicers above the state average well when the state average is 29 percent in seventh grade math um I don't necessarily feel we've we've met where we need we haven't arrived yet at our 27 right so I I do feel that there's a lot of work still to be done um I feel like our state has a lot of work to do when it comes to raising the bar in education and I'm hopeful that die start and I know with the leaders that we have in place um can definitely get us there and I believe that we can lead by example but um I know we're capable of doing it but I I am concerned about where our state is in education and just wanting to make sure Dysart continues to push forward as I know we can but I do appreciate you taking the time to illustrate that point in your presentation thank you any other questions just one quick one Miss Horton with the student growth to Target um and I don't want to focus on one particular one over the other um do we know what the rationale was as to why so they said because we had had a couple years Gap there was a couple years where students didn't take a test so then the target would have been disrupted because there wasn't three consecutive years of data for them to use for this label um and then we had switched from the um azm2 to aasa so um that was the rationale they did when they initially put the business rules talk about putting it back in but decided ultimately The Advisory team decided not to do that and I I would add that that we went into the calculation period fully expecting that it would be in as part of the formula and then uh we were we and other all other districts were surprised when they didn't include it at the end okay all right thank you may I just conclude this presentation by stating that uh while we celebrate student growth and we celebrate um we don't set the rules the state sets the rules and and we celebrate how we compared in those rules we are not satisfied with where we are as a school district and uh and and we are I believe everyone in this room that directly involved would indicate to you that we are pushing very hard to make sure that that we work to get the achievement level of our students to the level that this community deserves and that's our that is our effort and that's our focus at this time so and we'll remain to be so I appreciate that and I I have every confidence that you'll get us where we need to be so thank you next we will move to information discussion item G2 information on school counselors Dr Dean Madam president members of the governing board cabinet and our community this information item comes as a request from one of our governing board members who was unable to attend our last meeting and so we've moved it to this meeting and Dr crota will present some information related to our high school counselors Dr crotto thank you Dr Dean Madam president members of the board superintendent Dean cabin and guest as a request of a board member we will discuss some counselor to student ratios tonight I have some information just to share with you our current District total and this is including our four high schools in Sundown currently sits at a ratio of 365 students to one counselor with Sundown kind of an High School kind of skewing it because they are so small so if you take that school out our district total without sundown in high school is actually 375 to 1.
so that's just an overview of our financials for 2023 um and I think it's important to make sure that you all see that um 148 000 comes from the referendum so with that I'll make sure you all get t-shirts tonight I'll leave some of the rack cards on the back and if you have any questions foreign ERS our preschoolers so um a couple weeks ago I came to you with um some information about Playgrounds and we have money from the state grant money from the state that we are going to be purposing toward preschool specific playgrounds at helmsford Elementary Spring Elementary Van Buren Elementary and at the Educational Service Center it's really necessary that we have playgrounds that are specific for specific age groups so right now our kids that are playing on playgrounds that are meant for kids five years and older really have to have very few things they can actually play on and they have to play on a lot of you know temporary kind of equipment um I'm laptop adjacent to the playground so um through uh State pandemic relief funds we have had the opportunity to upgrade our playground facility so what you see in front of you actually had three proposals from three different companies um the criteria for proposal um the criteria for even me showing you those proposals it was only met by one of the the vendors so um that's the one that we have in front of you there are very few folks that really know how to do outdoor education spaces and that's really what we what we wanted to see is an outdoor educational space um if you remember me just a minute ago this is pandemic relief money one of the things that I think you want to be prepared for is being able to go outside and do productive educational work outside um in science Area art area you know motor area all those kind of literacy gazebo is going to be one of the things that you might still see on the the itemized list of what will be that outside so that we can actually do productive education outside if we need to do that we we just want to be prepared and so this this opportunity is is kind of a unique opportunity and taking advantage of it is uh is really a gift so um you have all the proposals I am getting out here just to answer questions about them um I can walk you through each one um if you want me to um we'll just you'll see that each area of the playground is listed out with itemized equipment and areas for clinic and learning next to them each one is priced out the nice thing about that is if we start into the project kind of when we have a spin um and I will if we need to take out an area because something costs more than we thought we can literally just extract one cost so this this uh company um is is incredible um and so uh I adventurous child only does playgrounds for kids start to finish in terms of what timeline yeah okay yeah that's a good question yeah so um I'm you know presenting this proposal to you this evening and then um the procurement of the equipment that they would need to be able to break ground on these playgrounds uh begins now so we would make an advanced payment to them so they can start preparing equipment and literally building things um we're going to have something called cord in place rubber which is safe and um you know wheelchair accessible so there's just a a leading time that a company needs in order to be able to prepare so the idea would be that um this this spring all the sites now are actually ready for playground um as of this past week um Wagner took care of Excavating the site behind the Early Education Center so there is no more equipment our rotarians um improv County paid for that project completely the excavation of that so the equipment's been removed um that the land has been flattened you know and prepared strawed so it's ready for um it's ready for actually now the wall to be looked at because we have that failing wall that you know which is not acceptable for that part so but that all the sites are prepared helmsburg's Furniture van Aaron the next step for them um through the same grant funding will be homeserver does not have uh fencing yet around the playground there so that actually is going to be happening over the next few weeks um Jimmy and I connect with the gentleman that does our playgrounds and his companies that are does our fencing um already has it since that's been installed this past summer because it was a little more extensive um Van Buren fencing will also be a few months and then played around next spring summer hopefully be everything will be finished time next fall there is an expend by date on this funding so what is that thing uh this is Esser money for for specifically The Early Childhood that came through fssa um and that final day I think is uh December of 2023 so we have about a year but we started this process also it takes a while to get and the estimates you've given us for each of the playgrounds is already been within your budget from the episode yes yes yes yeah each site received originally about eighty thousand dollars for each site um so we have completely done work on the inside that's why there's been um new furniture uh safe Furniture no sharp edges all preschool size um yeah all that's been done this year and then subtracted as soon as I started getting estimates in and I saw like the quality of this estimate and how much I just started setting the money is completely and it I know you talked about this but it's set aside from the bigger kid playground right yes yes does it have like a closing fence so that yeah so so at helmsburg this site is actually and there's a drawing I think they're in your package it's actually tucked behind the building itself um the kids will have access to the butterfly garden that's there um the pond is there but of course there's fencing there already so we'll be connecting to that fencing that fencing Project's about seven thousand dollars um there'll be a gate that enters from around the sidewalk around the front of the building so they'll have an entry um and then at vertica it's actually on the complete opposite side of the playground the the K5 kids play on right now that side of the building used to be where our kindergarten playground was so some of the areas already Blacktop expensed so that wants to go behind the building and then at Van Buren it will be adjacent to that space but it'll be fenced off there's all the regulations required fun stuff and they'll be a gate wide enough for our mowers to do their own work but other than that it will disappeared maybe I'll thank you Mr all right next is discussion items we have none next to the studio any discussion um foreign yes I have the recommendation to approve the childhood any discussion I'm just excited about it thank you for any work I I can't even imagine the level of detail that you've gotten into as far as those pieces that I mean I think I have actually in other projects looked at like purchasing playground equipment and it is a very difficult same thing so for you to do or playgrounds all at once um and looking at you know all the cost pieces and the things that you need and making sure thank you for all your hard work on that Debbie I know that's it's just one of those jobs that somebody's got to do so we appreciate having them on the grants something you can grow and offer and really excited another discussion Carol yes baby yes Stephanie yes and Steve yes motion carries I have the recommendation to declare the following inactive the Brown County Educators Association information [Music] yeah these um I just want to reiterate these these resolution regarding the supplemental maintained their master's degree so this supplemental payment is allowed them to change lanes and jump from The Bachelor scale to the master scale so in that legally has to be separate recommended item for approval Amy yes yes thank you and the recommendation to approve the first round of Transportation contracts for 2023 to 2027.
all right so we just need to get another meeting on the books and go from there good so my question is um if we don't do all four schools um well would there would redistricting be part of of taking care of of enrollment or I think the answer is that redistricting could always be part of addressing enrollment issues however that process is pretty painstaking yeah for families and school systems to go through particularly when we know that we're going to be doing it anyway in four years um and so you know and I don't know that it would really resolve much given the fact that all of our elementary schools are nearing capacity there's just even when you redistrict there's not a lot of room to grow so hence the the you know pursuing other options here and that has been said you know in the planning committee our goal is to not frivolously just add Portables on because it's expensive and it's you know relatively unsightly and everything else takes up a lot of space but really judiciously look at where can where do we need that where is it a must-have and we'll go from there great thank you for that so in the spirit of time the way I understand is we don't have to have a form of motion or approval so from what I'm hearing from my colleagues here to my left who make up the planning committee could we just authorize you to move forward with antoniz tonight and yes this process underway right yep all right I mean I know we love meetings but just I think no no no I think on this on this one we could uh we could we could we could absolutely yeah and I think it's a good call because they're holding out holding the 18 at you know as placeholder for us in you know if we decide to move forward with four which we hope we don't need to so all yours man all right I will take care of it and you know we'll set up the next step is really to set up the initial meetings you know with the principals of antonazi and the school staff so we'll get that going and we'll certainly keep the planning committee on the board updated but thank you Andrew so we're talking about Doolittle and Highland what okay um and the other thing uh just to mention because I didn't hear it mention here uh there has been some talk about doing this you know for the next couple years as a temporary measure um including the word Portables but one of the things that was discussed in our meeting was not even necessarily using Portables but just looking at uh yes like Sam just said space reconfigurations um to see what opportunities are there so yeah I think we definitely should be going forward with this as quickly as possible because we have issues thank you all right thank you um nothing further not to be a wet blanket but as a point of information were you just taking action as a subcommittee without a duly noted notified meeting there there's no vote required on this there's no voters no right yeah okay we have we asked that question uh [Music] thank you no thank you I want to be sure um I guess uh so that concludes uh planning yes thank you thank you Mr Martelli um we'll move to uh Personnel Mr White thank you Adam um yeah uh so Personnel the Personnel committee myself and Anne uh Tony paragini the chairs also on the Personnel committee but he wasn't present at the meeting what night was it Jeff just it was the night that we had Thursday November military showcase I don't remember the exact date Thursday November 3rd two weeks ago um so we had a Personnel committee meeting uh in executive session but the the broad out the broad Contours of what we discussed was uh the superintendent's goals um generally he he has uh in my opinion he had a number of uh good specific uh goals to achieve this year but more broadly we were discussing it in the context of the schools overarching priorities social emotional learning complex thinking and then the third big one which we now have which is uh two new schools um to begin with but School modernization in general is we have to look at other space needs with Highland and Doolittle right now and keep the conversation going on the entire school system and what that looks like so again just framing all this in terms of the superintendent's annual goals thank you and yeah I'm not sure if did you want we want Tony here for uh uh at the end of this meeting there's an item on the agenda for possible executive session um so we may have a meeting tonight I'm not sure but we're missing two members and I personally as a Personnel chair would like to have all seven members here for uh to be taking any sort of action on his goals at least discussion is fine but thank you yes we can discuss that when the motion gets there I suppose right um is there any questions for personnel right now no okay I guess that concludes your report Mr White all done thank you all right now moving on to policy um so uh policy committee uh met a few nights ago November 15th um we um as the speaker alluded to um earlier this evening we devoted uh over an hour and 45 minutes to a um not exactly discussion it was a presentation by our attorney with a question and answer session by the uh members of the subcommittee um in I guess in the scope of learning about a trans what a transgender policy for Cheshire Public Schools would look like um and that covered uh in the in the time of that hour and 45 minutes we covered state law we covered federal law uh we also um through I guess uh through a correspondence from a parent and through the scope of of the uh um of the proposed policy written by Cade um we also covered uh parental rights uh sort of pertaining to transgender issues as well as um just overall sort of sort of breached out to overall parental uh rights uh inside of a public school system um I would encourage if you have interest in that topic that that was videotaped that video it was recorded and we don't use videotape anymore I was recorded it's I believe it's on YouTube now um in in my opinion uh it's probably one of the most comprehensive uh presentations that perhaps any board has received outside of perhaps the conference that some of us are going to be attending tomorrow um so I thank the attorney to that came in and answered a lot of our questions um as well as I guess well a question from one parent and I'm sure and as many of the board members here could say that uh maybe some of the questions uh that a lot of our constituents have been asking us over the last let's say year or so uh so I encourage those who who have interest on this on the topic to please watch that video it covers almost probably any question or answer you may be seeking um on top of that so once we concluded that portion of the meeting we also spoke about our nepotism policy and it turns out that we can revise that policy to sort of uh keep the Integrity uh get a little Integrity I don't know if that's the right word the intent thank you the intent of the policy that that we had passed uh in 2019 I believe it was um so we're going to be officially reviewing uh that policy uh beginning at our at our next meeting um after that we moved um uh into a first reading uh a policy of 5141.213 administering medication uh specifically uh Nar Narcan right Narcan uh which is a uh a I guess a powerful counteractive drug for opioid uh overdose and we found out also it may is effective against fentanyl overdose as well um and we move that to a first reading um for a second reading we moved um a policy 3543 School activity fund and 93 21.2 electronic board education Board of Education meetings uh these we had reviewed previously and we're moving to a a second reading all the policies I'm mentioning are posted on our website and can be reviewed um and then you um the the public can send questions or comments uh via our email that's posted or you can email any of the board members as well um uh finally uh for a third and final reading we moved uh 35 42.43 uh food service charging policy um and that's just sort of I guess it was I guess made to be updated for uh for statute purposes statute update and um which uh if uh Dr Solon you you spoke previously that we were sort of already engaged in in this practice already that's really around how we navigate charging and that don't have sufficient funds on account which has not been an issue for the last year and a half because everybody's been free the current projection is that we'll continue free meals through about the end of December um so yeah just about that time that's great um so that being said um I guess I'll I'll bring this motion um that the Cheshire Board of Education give a third and final reading to policy 3542.43 food service charging policy and direct the superintendent to put said policy into immediate effect so I have a second Mr Martelli um is there any discussion on the motion I'm sorry no board members on this side thank you all right seeing none I'll call for a vote all in favor it is unanimous of those present thank you very much um so with all that said for uh any board member who was not at that policy meeting uh are there any questions right now you coming I do just want to make one comment and also if the superintendent could please um first off thank you to Rebecca attorney um Goldberg who came to give us a very very lengthy but very informative session um and just giving us a lot of thought about the moving forward with the degender identity but we I did ask a question about and it seems to be there's misinterpretations and perceptions again um so if the superintendent can kind of repeat what was said at that meeting in that if families have questions in our need of support where are the resources of what can they do to be even more informed if they didn't get a lot out of what was given in an hour and 45 minutes hello there are definitely resources that families can turn to with questions um regardless what their circumstances are and they can reach out first of all to our school counseling office at each building uh Cheshire Youth and Social Services they are a tremendous resource on top of that they have connections to people who specialize in issues around gender identification and sexuality so those you know that's probably the best place to start is Rebecca said the other day you can kind of go down a rabbit hole on the internet just Google searching and you want to make sure that any sources you're going to are trustworthy and starting with the school or Cheshire Social Services probably your best bet and go ahead so my question is um around um professional development do are we have we been offering professional development for our teachers in handling issues of first of all having transgender students how to address some how to acknowledge it and maybe even how to let the other children in the classes of the other students in the classes if we're talking High School level um you know have discussions on how to be respectful around this issue great question first of all with respect to transgenderism one of the things that um Rebecca mentioned the other night is that we treat sexual expression the same way we treat every other protected class and all of every single employee receives annual training on discrimination which includes sexual expression gender identity so everybody has that right out of the gate then it really depends on the um the role that you play in the Cheshire Public Schools uh as to what sort of professional development access you may have so we had a number of counselors social workers some teachers at hummiston receive professional development from an expert in this field to provide an overview to to that it's not a a terribly common situation um you know it does certainly we do have students that are transgender in the school system but it's not the majority of our students by any stretch um and so we provide more targeted professional development to those people who need it and there are certainly uh opportunities for those that want to pursue more information to do so if they wish but I wouldn't say that we've done a lot with respect to all staff members getting more intensive PD on the issue foreign any other comments or questions all right um seeing none I'll conclude the policy committee report and um I don't think we have any other standing committees that need to report this evening so um we'll move on to approval of minutes one second Adam uh sure on the standing committees yeah do we have an update that Council just created a standing committee I guess we're just a liaison it's not a board the building yeah it was just stress that okay yeah just to mention thank you um so uh approval of minutes would uh anyone like to um make a motion uh Mr White I raise your hand I thought maybe you had it ready to go that the Cheshire Board of Education approved the minutes for meetings held on October 20th 2022 and November 3rd 2022.
okay okay can I entertain a motion for the rest I moved second all in favor aye aye uh motion carries unanimously all right 11.6 so moved second I have a motion and a second and I just wanted to make a quick comment about um the work that we're doing with this um uh bringing all of the stakeholders together especially the folks that are going to be maintaining um you know the fields and having them come to the table to actually help in the decision process so I just wanted to thank you for that perfect and then Patty's here if there's any questions we also have um Patrick Casa from AstroTurf he's also here um to answer any questions um that you may have so we're very very excited that uh we'll be installing hopefully very quickly on the destruction of Patty um the three fields at our side so we're super excited and they're able to lock in the prices for us as well for right now even for the inflation great yes we've been working with uh with them since um I think when we got the um go ahead from the board and we started talking to them immediately and they were able to lock in the rate at that time which is almost like four or five months ago or something like that so very thankful to them as well thank you Patrick for being here well moving right along next year we'll have two fields of turf or artificial terms well I know but I mean after you know after a whole year okay and then one of our other two our teams that are going up to CIF finals and playing on Turf somewhere else can go practice at one of our own exactly yeah that would be very nice right now we have three cities field yes Patrick is actually a Kennedy High School grad so he didn't see that come on up yes Kyle Kennedy High School um alumni so all right love to see our alumni come forward yeah hi uh I just talk I don't need this everyone can hear me uh yeah so uh Pat Casa with astro turf uh came through the uh District went to Walker graduated from Kennedy in 2003. uh baseball Arizona State UC Riverside wow the Minor League Baseball experience as well so fantastic so very honored to be here I'm excited for this as I think everyone else is I mean you know the reality is the fields right now are the signals I played up yeah it's very cool for the community I I'm an advocate for these things obviously I think it's the largest classroom on campus touches the most students um the district has gone through a long process and entertained a lot of ideas fields are going to have shock pads underneath them they're very safe it's it's it's an investment for the future the shock pads have 25-year warranties oh wow I don't know how you quantify the price today for a field that will pass safety measurements standards even higher than the NFL has currently for students that aren't born yet that will be playing on these fields in five years that's great very very cool thing going forward future focused on these very excited to be a part okay is that guaranteed in writing of course thank you so much thank you that's exciting just a moment and Nancy in closed session we were discussing uh AstroTurf and I had made the comment that this has been a real learning curve for me it's something I've never given any thought to and I Know It exists so I didn't you say it the life was uh the shock pad's different than the the shock pads are different than the actual Turf on the top the turf on the top so about every seven to ten years correct that ten yeah so it depends how much use you you have on that so that top portion you have to replace it about seven to ten years so when you make that comment in a public forum like this that it's going to have this journey in its life and I hear something else because I am in the position of explaining it to people that come to me in the in the community but I did ask Nancy or I made a statement we have a board member watching online oh sure yeah so to clarify when you're when you're building up the sub base with the the stone and the drainage and everything then there's a shock pad layer and then there's the Synthetic Turf with with the infill and everything so the shock pad layer that is basically the layer between the compacted Earth and the turf that adds that safety value that shock pad has a 25 year warranty the turf that sits on top has a 10-year warranty so when after 10 years you take the turf off and then it gets recycled and you put new on you do not have to touch the pad or this or the base underneath it once that base is built it's good forever so yeah those are things that I can put in writing or say I've got no problem because we've they've been doing them that way building the bases that way for a long time shock pads really only came into the picture in the last seven or eight years as part of a big movement in concussions and player safety uh prior to shock pads the only layer between an athlete professional or or student athlete was the turf and then the compacted uh Class 2 permeable base underneath it so it was very hard so the just for peace of mind uh the testing that they use to test a field safety as far as uh impact is a gmax test the ASTM for a gmax today is says not to exceed the uh 200 G's which is essentially concrete a synthetic turf field at install without a pad will be around 110 G's going up towards 165 175 towards the end of its warranty when you put a shock pad under a field in the warranty of that pad the G the gmax performance of that field will never exceed 100 to 110.
