some of the earlier segments of it the sections of the housing code you guys have been focusing on the last two eight five thirty and eight five thirty one but there's a lot of stuff in earlier sections that might need tweaking and Gail has been emailing with housing staff currently and it has to do with inspections it has to do with certificates of compliance it has to do with owner occupied and whether an owner occupied rental housing that runs to students is exempt from having to have an inspection or certificate of compliance so there's a lot of things one of the things you could do is the committee or as a commission is take a look at the housing code talk to Gail talk to Nick talk to others and whether there are recommendations that you could make to city council to make it better for tenants and make it clearer because there are some ambiguities in there that Gail can talk to you offline about what those are that's just throwing that out there don't forget about the meat and potatoes that comprise everyday running that's at the beginning of chapter 105.

those will still be required for 9th graders but 11th graders are now piloting this field test of NJ GPA as a graduation assessment the 2022 scores which I'm sharing with you tonight are exclusively a field test and in June the governor decided that this year's 2023 scores will also be a field test what we see here are our results on the English language arts portion and the math portion disaggregated by the various subgroups we released those isrs to our families those are the individual student reports those have been sent home and you can see there's a link to the resources for parents parents can create a portal and access all kinds of explanations and support components to this piloted field test now what we look at for graduation Readiness measures is not this field test but we rely instead on the more tried and true SAT and ACT if you look at our results here you see that our mean sat evidence-based reading and writing scores for language arts exceed the national average and it's the same for the mean s.a.t math score so 75 percent of our students met that sat Benchmark for language arts and 60 for math once again exceeding National averages the ACT approximates averages in most areas across that assessment these measures are to us more accurate more tried and true and consistent for us to look at rather than the piloted field test of an NJ GPA now we'll be looking at our local assessment data we're going to start with our kindergarteners our incoming kindergartners so locally we do a screening for our kindergarten students what we see here is the Baseline score of our kindergartners who came in in 2021 after having been in most cases shut out of preschool for a third of the Year during the pandemic shutdown and then in the brown we see how they increased in the areas of letter naming fluency high frequency words and rhyming words from that 2021 year to the incoming group of 2022.

now that we go in we did close 464. so if I'm reading this correctly we had 600 I'm going to forget about the open because we don't know what that mean that what that actually was so we we they closed 694 so let's just go to the 603 on the first line item right um then they had eight days if I'm reading this correctly right and those eight days uh 603 opened and signed again we end up at 627 so nothing it actually got worse during those days yes however what we're seeing in in one month we dropped 464 of those that have been rolling over all the way back from September yeah and part of that part of those 464 were duplicates and 300 of them so 160 well not 164. 65 365 were open and 65 were assigned and those were all taken care of okay the 464 about 300 of those were actually work tickets for the high school district so Mark just closed them out because they didn't have to do with us so then we had 99.

um our district Staffing standard that you approve in our staffing numbers each year is actually 440 to 1. so we are under that uh the National Council ratio in the year of 2021 just so you look at if we look nationally was 415 to 1. and the Arizona counselor ratio and I've got this from ASCA the American school counselor association with Sarah's big believe it or not the Arizona ratio and I double and triple check this is 716 to 1 for Arizona um in the year 2021 um and I couldn't believe it either I double checked triple checked and I do have the printout right here that shows what the state averages are so um anyway I looked at some rounds some surrounding districts um Peoria Unified did not have a set Staffing standard as we do and talking to the person that's in charge of the counseling there they do not have a set Staffing standard however right now she felt they are running about 400 to 1 if you took it in their schools and the Deer Valley ratio they do have a set standard of 450 to one and currently they're running about 394 to one but their set standard is 450 to 1.

is there a second oh wow that's a three-way uh I'll get I'll give it the Sam this time oh okay Mr martelly Seconds is there any discussion or amendments to the minutes seeing no oh yes I have a minor change Carol on the um the Showcase meeting under adjournment it was seconded by me to adjourn that meeting we need a little name change know this know the spelling of my last name is yeah it's right at the beginning but that's minor yeah yeah yeah yeah thank you okay um I don't think that's gonna that's not really an amended minute right because it's spelling is not okay so um again we have a motion on the floor to approve um all in favor it is unanimous for those present thank you very much that's my spot here here we go just gotta check everything off Miss Harrigan do we have any correspondence I was given no correspondence and I have received none so hot off the presses I just received an email uh 739 asking about the progress toward establishing access to gender neutral bathrooms in our current schools and what plans will be considered for these bathrooms going forward and building the new schools it is required that there is a general neutral bathroom in each school it's easily accessible uh through a handicapped bathroom at the high school in middle school elementary schools are using more right now than nurses office at this time however um and the construction of new schools I mean because it is statutory it'll certainly be implemented and be one of the many code and legal updates that we'll find as we move into a new school so thank you for the question who is that from that is from um Jody Daniels and Jamie Lundgren thank you sure thank you um well that's a great segue because we'll move into the superintendent's report thank you very much um this is the first opportunity that I've had to really address the public in this way since the referendum passed and I I just want to give a few thank yous and acknowledgments for the effort first of all you know I really appreciate the community taking the time to access all of the information that I know many people work diligently to make available uh including the members of this board to make it clear and accessible for the community so that you know most votes could be passed or cast I know that it wasn't um you know it's never going to be unanimous and um Everybody voted in their conscience and I appreciate people just coming out to vote um and I'm certainly obviously personally glad that it passed but I wanted to thank the board and the council for working so diligently together for so many years um certainly predating many members on both you know bodies that this has been an effort and I really appreciate the persistence and perseverance toward this end uh I want to give a shout out in that respect as well to the school modernization committee who spent so many nights over the course of multiple years evaluating uh an incredible amount of information seeking out more information making sure that that information was uh you know comprehensive in in providing due diligence to to overturn all rocks that they needed to to find out you know ultimately what was the best plan and there was no magic bullet there which made it more difficult and I think what we have is a great compromise earned through many hours of their work so I really thank them um you know I'd be remiss if I if I didn't certainly highlight uh do a little parent and the chair of the political action committee Matt kohlhauer uh his he worked so hard over the course of particularly those last two months to again make sure that there was a lot of information and people who supported that project reached out to him and um you know he he was an incredible asset and a big reason why this passed uh to that end I want to thank also the treasurer of that that political action committee Mike Federico if you you may not know Mike by name but you probably know him is the the guy who makes a killer steak sandwich at the uh at the concession stand at Cheshire high school or many other uh food Delights over there Mike's been an incredible supporter of our students our community for many many the years and has been honored here in the past for that work so thank you to him as well you had to Auger and Phil Newton is the the chair of the Cheshire Chamber of Commerce and yet at the executive director I think it was important uh that early on that that body the business Community endorsed this project because they saw the the future and uh I think they deserve a lot of credit for that because it's not always a popular opinion but like I said they they saw the future and what was possible and uh they deserve a lot of credit for for that uh because it took some bravery to to step out and endorse us so thank you to them as well and then certainly last but not least by any stretch of the imagination uh I need to give an ad to Mr maciano he does so much incredible work behind the scenes um and he never gets flustered he's unflappable he's incredibly dedicated to a fault he uh I will never forget you know sometimes you you hit home runs and sometimes you don't and uh we you know would go out and we'd do the road show right we'd go to different homes over the summer and you know pitch pitch this to people um and Ben and I went out to one and I mean God Bless the people for for hosting but it was the host one neighbor me and Vin and so Vin spent you know an hour of his summer evening hanging out with me for the 1800th time listening to us talking about school modernization but never a complaint never a complaint just quietly ate the cookies that were handed out and uh you know pitched in and always contributed and that is him in a nutshell that he is uh a quiet uh Ambassador and contributor and um you know I don't think we're sitting here today without his efforts as well so uh thank you VIN and uh amen amen amen and and the fact that I get to embarrass him is just another Delight that I get to add to my day anyway um to just put a bow on school modernization as Tim mentioned Tuesday night the uh chamber excuse me not the Chamber of Commerce the Town Council uh created a school building committee uh that uh committee will soon meet and they are really at the reins of this project they will um initially probably determine if we'll have an owner's rep similar to what we did with Colliers and we I think could all agree that they were so instrumental in this process to help us understand what was necessary um so they'll probably start there and then immediately work on an architect and so there's a lot of work yet ahead and it's an exciting time but that group will get us started very talented and knowledgeable group I know Sam you are in that selection committee so I appreciate that um in terms of a you know I guess continuing the Cavalcade of recognitions uh tomorrow at the Connecticut Association of Board of Education and Connecticut Association of public school superintendents joint conference that's held annually uh down in Mystic the Cheshire Public Schools will be the Board of Education will be acknowledged for your work you're receiving a a board leadership award a board of Distinction award from from Cabe so you know something to put on the on the uh yeah congratulations on the refrigerator when you get home hang that up very exciting but it I think it's a testament to not just you know being content with showing up every day but you know really evolving as a group and and committed to doing the job right so congratulations to you guys uh another recognition last night I had the distinct honor of accompanying our Cheshire Public Schools teacher of the year Don DeMayo she's an English teacher and theater genius if you will at Cheshire High School bring musically yet that's another part of the Cheshire night life you have to have to savor because it is really just so amazing and um so she was there along with the other Connecticut state teacher the local district teachers of the year and the lieutenant governor spoke Charlene Russell Tucker the commissioner of education and was really a tremendous night to hear some inspiring speeches from some tremendous Educators so congratulations again to you Don um and then last but not least here uh I want to thank Mr grippo and his lovely bride who pushed uh gave us informed us of the 21st annual Travelers Actuarial and analytics high school day which um doesn't sound like something a lot of kids would leap at but they did you know we actually had six students who expressed interest in participating in that and I think it's a tremendous opportunity for students again to just kind of broaden their Horizons and their awareness and so tomorrow that event will take place and we have six students attending that so thank you for putting that on the radar so that's all that I have questions uh okay Tim go ahead yeah so first of all you had a meeting with vin in somebody's house and it was just the homeowner and the neighbor and I I do recall having seen pictures of people running for president out in Iowa who who have that many people attending their opening speeches so you should feel in Good Company even though there's not a lot of people new schools to the White House literally [Laughter] uh and a more serious question um CNN's been mentioned a couple times I'm just curious so to be totally upfront I don't watch CNN I really don't watch a lot of TV news I find it to be much more opinionated than factual when I do see it that also I think when I when I have followed it a little bit is probably more prime time than school day so I don't know there could very well be a difference yeah I appreciate you bringing this up to them because I want to clarify some stuff there okay I think uh you know it's easy to walk away with one impression of what's Happening um and it's we're not watching CNN there's a pro there's a package program called CNN 10 and it's available on YouTube I encourage people to go check it out it is if you didn't it just happens to be produced by CNN okay if it was produced by Fox if it was produced by America only Network or whatever you know I it is absolutely um non-partisan in any way it um is just brief clips of current events and when you mention things like geography and Civics and this is exactly what's in these brief videos that students watch for contemporary awareness of of events and it's funny because you'll hear some people say kids these they don't know what's going on all they know about is Tick Tock and things like that well they don't they they watch you know little brief videos um and they're really informative and again I would encourage you to check it out on on you know you can Google CNN 10 and it has every episode I mean there's an incredibly transparent um in speaking of transparency they did recently change their um self rating it's not um an outside rating and they said you know for 13 and up kind of thing I emailed them to ask you know what prompted that because when we evaluate this video it seems to be appropriate for our audience I haven't heard back from them yet but you know we'll continue to look at it and people like Kevin and and Marlene and the principal and the social studies you know department chair the division leader at Dodd um they all evaluate these things and uh there's a lot of thought and care that goes into that but it is you know just a neutral contemporary piece of information again it happens to be produced by CNN 10.

for the 25 years so you're essentially cutting the ASTM in half for safety which is a big benefit to everyone that's going to be playing on it concussions will be reduced including uh soft tissue injuries because what the shock pad does is it allows that energy that you put into the field when you plant to be returned to get back out so you're also reducing ankle and knee stuff as well we have a earthquake fault here so I'm assuming that if we did have a big earthquake like we did a number of years ago it would not affect your product no the turf and the pad would not be affected by it if it created any sort of settlement in or any any sort of destabilization in the base underneath it then we have a you know plan in place it's happened before where let's say you know a drain a drain pipe or water pipe or something broke under the field and it caused some washout for the base then we go in we'll cut the turf back the general that built the base will come in make the repair and then we put the turf back the way it was so it's it's a very quick easy process to be able to bring it back thank you I did make the comment to Nancy I hope this is not manufactured in China no and she's Dalton Georgia Georgia yes Georgia yes ma'am so astro turf we invented the industry back in 1965.

2022-11-18 Washtenaw County, MI YouTube / CTN Ann Arbor transcript source: youtube Ann Arbor Renters Commission Meeting 11/17/22 · passage 6
again yeah the owner occupied issue is is a I think a big issue impacting a lot of tenant or maybe not a lot of tenants but the request it's it's impact attendance that I see um where landlords who also live in the property or their family member lives in the property according to the city they don't need to have a rental certificate um I think that the language in in the housing ordinance says otherwise so we can talk about that at another time any other comments on that document before we go to the next attachment okay the next attachment is uh labeled forward Arch renewal interests it's redacted letter or email rather that was sent out to a tenant I spoke to um they were actually very unhappy about uh uh what was going on in this in this email and they thought that there was a good chance it was legal um so I told them to email it onto the commission uh so this is a system where if a tenant you know because leasing contracts aren't supposed to be signed until there are only five months left in the lease uh what's happening is some landlord companies are asking their tenants to sign or to commit early on uh to renewing without signing a lease in some instances sometimes they do ask them to sign a lease but uh in order to pressure them to to make that commitment early since they're not obligated to uh they say that the price of their rental unit will or the price of their monthly rent will increase the longer it takes them to commit to renewing so um to me that's quite concerning um I the way I view it is uh it's sort of a retaliation for exercising your rights uh in in waiting to commit to a renewal um but I thought that everyone here should be aware of this any questions or comments on on this document Richard and Zach I think just a comment that again this is a part of just looking back at how landlords were circumventing ELO last year and how they're continuing to do it in some ways basically just pushing back against the timeline uh I know we had a second public comment that said that you know tenants are asking for it but clearly like we have emails that say otherwise so maybe like since we've read similar emails uh when we were in the waitlist policies like writing uh this probably merits another section around the retaliatory rent increases or like what happens if you don't renew early like the various channels that downloads take yeah Hannah um yeah I agree I think this sounds great for the enforcement committee or just like a separate part of this report I will also fly because I'm I know I talk to students today and they send emails right before this meeting and so it's on the online agenda but maybe not in the last agenda we got emailed but the final documents we're going to look at are the same kind of thing at multiple other properties um that some students send in today so yeah the some we'll see it later but it's like we're gonna up the rent every month or every three weeks until you resign and so um yes would love to see the enforcement committee work on this June what was their response to that like what how did those students feel about that situation um bad I believe they all resigned and didn't know about the renters commission I I don't know all of these people it seems like some word of mouth so some of these people I'm not sure who sent them in but um they are very upset um not knowing that this could have been a problem I think um because they just resigned because they kept seeing it go up is what I believe happened understandable all right Nick yeah just my real quick off the cuff legal opinion is that this is not that this violates right to renew because it's not a good faith offered to renew um if you're saying unless you agree to violate you know let us violate the ordinance we're going to raise your rent higher you know then we're offering to renew for now and this is the kind of thing that I would love to see tested to see if it's a violent you know sustained to be a violation of the ordinance so it's really concerning to me that in response to us helping Council with you know this new legislation that it caused a flurry of how do we get around it and that's you know it's kind of sad too especially because they don't have vacancy rights you know and it's just I mean one of the other emails that was attached I don't know if I reached it attached it or somebody else but you know they made a quarter of a million dollars in these non-refundable fees for the wait lists that just goes in our pockets and they're going to fill all their seats anyway so it's really sad and frustrating to see these uh and runs around the legislation that's being passed Hannah this is a quick question for you Nick about that because this is what I was wondering when those students talk to me today is it seems like an opportunistic like squeeze people out of money perhaps before right to renew like these are all leases that were in effect before I turn and went into effect so it seems like uh maybe we can do this now before we sign all these new leases where that will be in effect so it's kind of a question I have like this wouldn't this would violate in the future but not now right and that that goes to the question of uh the enforceability uh this took effect I think was September 13th so right to renew is in effect and the ordinance doesn't say this is only um for leases that were signed after September 13th it says the ordinance is effective September 13th so to me that means as of that date you can't um do the wait lists you can't do the cheaper rent if you let us violate the law um you know John Reiser may have a different opinion or he you know um but I certainly think that he should at least be tested we see how our judges uh rule on it yeah okay uh anything else on uh that letter uh the renewal interest from Arch okay we'll move on when we have two more here and then I think we can adjourn uh excuse that correct this is another similar letter I think uh it was received by Gail if you'd like to introduce it briefly it's from the Capo yeah I think this is proposing quite similar to the last letter that um you can go ahead and renew now or that you know we can't hold the we can't hold the rent for you or the price for you um so it's sort of uh puts people on pressure to sign the lease as soon as possible I mean this one I think was the lease has to be signed within 48 hours after you accept um except or tell them that you want to renew so it's much like the last one we looked at and so the lease just wouldn't be countersigned I assume no this isn't a I don't I'm not clear on that can you scroll down a little or up I think this is just that I don't know I mean that's not clear to me if they're going to counter sign the lease but because it's a renewal it's not the landlord can renew the lease they can't um they can't come make an agreement with another person to sign the lease with before 150 days does that make sense sorry I'm getting a little tired no I I understand that but I'm I'm not so sure that's my understanding of the city of the new city laws were was that um because of Any I think we should talk about that later about the okay yes that's fine okay any questions comments about this letter well I'm sorry you know I did see done I saw your hand up at a certain point but I feel like I didn't get to uh was there something that you wanted to say yes just things that that the question was almost gone but my thing is that I want them are reading the things uh and it's I barely understand what is about just it because I don't have the chances well maybe more than me that to know about it a little bit and then you start talking it was just like I'm just kind of lost what's it about it's just like and even though have the chances to read it because maybe some of you might have the chances to know or read about but maybe not everybody knows what it's about so all of a sudden I'm just like trying to catch up all the things all the information so that's that's that's a that's a thing thank you so thank you very much for saying that I'm very sorry that um that there was any confusion there I uh maybe I don't know apologies this is just it's it's just a process it's okay just like it thanks you you pay attention to my hands thank you thanks Ella I really appreciate thank you of course maybe we can talk on the phone sometime and we could walk through um these letters so we can make sure everyone I do I do video you have a lot to talk on the phone I do believe so thank you all right and if anyone else is confused please just you know that's okay these are sometimes pretty wordy confusing okay uh I think we can move on to the the last email uh here let's see uh was this provided by you Hannah it went to the regular um email but I told people to send it to this email so um I only have the information in this email I wasn't sure if they were going to attach any letters um I'm sure we could follow up if needed if we need those but there's there's actually three emails it looks like it's two from the same property and one completely different property with this issue of the like telling us they were continuing to raise the rent um until resigning so it's what I already said this is just the emails about it yeah and I think the top two re-signed and the last person said they're not going to live there again because of these issues at the different property pretty difficult to know what to say to somebody on these issues and the issue of the cost of rent since we can't legally regulate put any sort of Regulation the cost of rent but it's very disturbing yeah email and any of these landlord emails or announcements that suggest that the apartment may not be available for you later meaning the time when they have to have it open for the tenant or that the price is going to go up there's like a written admission that they're going to violate right to renew to me and I would love to take a case like that and um and test it so any of those folks that want to talk to somebody um you know their students they can go to Student Legal Services I can talk to Gail about working with her yeah I'll also point out that um landlords easily could be doing this without any sort of right you know your lower right to renew they they could Implement a system where the right the rent for Renewal increases every week or every two weeks uh I I'm saying that I did I'm not convinced that this is necessarily a risk directly because of the new laws that were put in place although it um maybe was you know the impulse was triggered by it I don't know I'm sure there's an innocent explanation that's not what I was saying Okay um Travis sorry I don't mean to prolong the meeting but my suggestion for a council comment came specifically from the need to ask one more thing during this Communications Point um so uh I we had policy agenda committee before this uh in the evening and one additional thing I wanted to put on everyone's radar and if you have ideas feel free to just send them to me directly um we have a new legislature that will be taking office in January um and one that is potentially more open to some of the priorities that we have as a city than what was in the past um and so while we currently can't pass things like or we currently can't at the local level do things that would be constituting rent control um we have legislators now who might be willing to introduce that and with a new legislative majority that might seem more attraction than in the past um I'm not totally convinced that that's a partisan issue but um and and and prepared to be disappointed but am hopeful that I guess I'm cautiously optimistic and I know that um incoming state representative Carrie rangans um is incredibly interested in renters issues and is willing to work with us and so if there are items that um are of importance to you guys as a group obviously there are things I've already kind of written down we are going to be in the process very soon as the city of reevaluating what our policy agenda is and what we are asking our lobbyists to work on up in Lansing um and so I just want to put that on your radar because um we might be able to have a very different conversation six months or a year from now if some of the things that are our priorities on rental issues might get some action at the state level and might actually Empower us to protect renters in a more meaningful way so I wanted to put that in your radar if folks have ideas feel free to email me um because we will continue to have these conversations at our policy agenda committee meeting um and it's a rolling thing we can always add to it but um before the new body is seated it would be great to start developing that list makes a lot of sense thanks Travis it's a good point um okay there any other points on the um uh the various Communications we've received okay uh before we move on to a German uh I guess I uh would like to just open it up in case anybody does have an announcement or anything of that nature [Music] regarding your business one thing I do want to make people aware of is that um the central Student Government at U of M uh is has put together a a survey and they're trying to gather a lot of information about the cost of renting the city for student tenants uh what student tenants feel about the excuse me the leasing window in regards to the early leasing ordinance um but there's a lot of questions on there I'd be more than happy to send that out to everybody so that you can all see what that survey is like please don't fill it out because that would be you might we don't want false uh uh false responses and then the other thing is that there is a student tenant town hall on December 8th if any Commissioners are interested in tending and just listening to to hear what at least our student tenants um in the city are feeling right now and what they're dealing with of course it's not all about the student tenants but they are an important part of the picture no time letters uh I can find it here in a second this evening I can't but um I'd be six o'clock yeah thank you I'll send out the graphic to everybody on the commission all right anything any announcements on any uh from anybody here before we go to adjournment okay uh if you our guided reading scores dipped slightly but they're still approximate when we look at our current at our kindergartners going into first grade we are seeing that comparing the fall of to the fall of 2022 our average guided reading level went from a baseline of 3.8 to a baseline of 4.1 what we see here is our star reading this is a normed assessment that is taken online by students in grades two through eight looking at our star reading scores we see that our students maintained their scale score growth all the way from 2019. so last year I spoke to you about this and here we see another example of it there's kind of a misnomer about pandemic learning loss there are some areas that definitely need support and growth but reading was one of those areas where our students have been able to keep their Baseline readings scores since 2019 so each year students coming in um since that time are starting at approximately the same level as kids from from 2019.

so that left so if that was 300 then that left 164. well about 65 of them were open and close right so there are 99 that from the past I know that it's really confusing Corey and all I can do is go by the data that's presented a way to reset this so we can I can have when James gets back from vacation I can have him reset it so that we can see and just start from sure from the list that he had of all this stuff that needed to be done that was my concern yes is the whole reason we made this change is he told us that there was yes I make the number up because I don't remember what it was 500 right things that need to be done and they did three right so I wanted to know now here we are a month in yes doing this what'd you get those 500 done yeah and we couldn't do that we did 65 did 65 but now you're telling us follows that got dropped so do we need to make a dent yes they did well and here's what I will tell you no that's those those drop numbers for the high school so yes this is way confusing it is very confusing Corey and here's what I will tell you that Marcus told me and we have thank goodness we hired a plumber um is that um we're just we are keeping up with the current orders yeah not not making much of a dent in the previous ones but we got it and we're going to but we've got that and part of it is well and part of these current or part of these current work orders that are coming in are really repeats of things that did not get fixed before and we don't have a really good way of knowing if that's the case I like what Jordan said let's we can zero it out we can zero it out and start it over but I still want to know where we're at with that list that we created because yes created a list yes we did I don't remember what the number of those tickets were but I just remember it was about 900.

and as I mentioned before Dysart in itself our set standard is 440 to 1. we are at either at 365 if you want to include high school and Sundown or 375 if you take that one school out that skews kind of excuse it because they're smaller so with that I will take any questions you may have honestly that hurts that puts a lot on our school counselors and um even though it's um in comparison to the other districts that's just a lot that we have put on our counselors what other duties besides um College and Career Readiness do our counselors do we do have them we do have them do some testing areas I did check around too as part of the request was to see if they did sub and checking with the four high schools we had no counselors Sub in full classrooms this year or last year so according to the principles and the principal secretary so we do ask them to they teach lessons they have given lessons that they go in to teach on certain counseling pieces and we do ask or they do do some testing things when testing season comes up so we ask them to do that too and Madam president member sorry Singapore I would add that in terms of uh the the classes that they teach they are related to um to courses that we offer making students aware of those and assisting in uh the course selection piece and the the College and Career Readiness piece our high school counselors are academic guidance counselors and so their responsibility is to assist students from the as their incoming freshmen until they graduate to make sure that they continue to stay on track to graduate that they answer any questions related to dual enrollment or advanced placement or honors courses as well and so our counselors are are not used as social counselors or social workers we have social workers to take care of that piece but their responsibility in their job description relates to academic guidance so they don't do anything having to do with the 504 plan IEPs or anything like that Madam president um member sir simple they may be part of an ie P team if if needed or requested in terms of 504 they may be requested to sit into those meetings and just be part of the knowledge base that's related to 504s and making sure that we meet as students 504 needs however like I stated you know we do not in our high schools have mental health counselors their their job is primarily academic guidance and making sure our students are ready for whatever future lies beyond their time with us in our high schools okay um right now we have a total of one counselor at sundown for Dysart High right um six at Valley six at Shadow and five at Willow Canyon so each of those Madam president members players think Bill um reverse that I have five at Shadow six at Valley and six at Willow and one of the memory counselors is on a grant is from a grant is Grant funded as well not a grant okay so carrying a caselo of 400 and 400 plus and you said that the the [Music] ASCA was 716 to 1.

yeah no I'm a believer that facts facts still exist and CNN or fox or MSNBC could stick to facts yeah I don't know that they do like I said I don't watch it much MSNBC and fox I know I watch them a bit and I think there's a lot of opinion in there a lot of Leaning going on but it's but it's definitely possible for any of them to actually report facts without a serious I mean everyone is biased to some extent the editors or whatever but to minimize that in large part and to just do the news the the facts I think that um I I see it as being totally plausible what you're saying yeah and if you disagree let us know okay nice to hear your perspective thank you sure so I know the superintendent's being modest but hats off to you sir because there is a ring master and you did a fabulous job you know pulling in the troops and just putting that stuff on your car to promote you know walking the the parade every a community event I think your name was out there so it's it really kudos to you so thank you for all you did and I know there's more to do Ben no pressure but thank you as well too thank you thanks I mean I think the uh harassment I took from my wife children and Neighbors about the stuff on my car for several months is worth the Applause alone thank you um so let's see when my political career began I think in 2006 when Mr White recruited me to help him with his Town Council campaign um I think was that maybe the town pool it was maybe that was the first respirandum I don't remember when I know the pool uh the pool passed I believe in 1999.

so where all of it was made back then it's still made now it's just the technology has advanced a long way from the very first field we did in the Astrodome so none of your product comes from China no Zip Zip zero good but uh yeah so just to add on that uh in Dalton Georgia we we own every step of the manufacturing process so outside of that we don't even third party any component there's a lot that goes into it the tufting the fiber the backing the coding uh the graphics all of that is done in our 450 000 square foot facility next to the corporate office so chain of custody uh quality control it's all there Under One Roof so your installers obviously go to a location where you have a job to install and so they are you get them there by airplane or uh no so we have uh about five local Crews that live in Southern California uh we throughout the year we'll do anywhere from 30 to 50 of these field installs uh they're through our partner AFE Sports so they're a local general contractor in the Long Beach area so we have local boots on the ground which is why I say if there are issues then you can have a rapid response but we've yet to have that so I see thank you you're welcome very helpful all right thank you I think this question will go to uh patty patty just for Anaheim field purposes um I see that we're going to be starting construction in 2023 September that was January patty patty patty if you could come to the mic yeah because Brian is watching the meeting as well although he's sick he's being a diligent board member watching the meeting from home so everybody hello uh Mr O'Neill okay so the question was Anaheim right the installation so we are looking at starting construction in January and uh so there's a lot of site prep that needs to happen grading and uh so that's going to take a couple of months so we're looking at um ordering starting production with the AstroTurf field sometime we'll probably contact uh AstroTurf sometime in February where and it starts production they start production and we're looking at April or May of 2023 to start installation so it's going to take maybe is it oh you know what my bad I was looking at the Cypress High School one okay yeah Cyprus is this is a new field that we've added to the uh to the to the list of um uh turf fields that we want to do so that's newer on our uh design um on on basically our design um list of projects and um and Anaheim and Western of course we started some time ago so they're more advanced and they're out of DSA already perfect so with Cyprus we're just starting design we started early in November and we still have to go through the DSA process so that's why this one's a little bit more it's it's a little bit more delayed because we started later okay that's Cyprus Perfect all right thank you um all in well actually we have a motionless second all in favor aye any opposed motion carries unanimously thank you uh Patty and the team thank you appreciate it but I pulled that item all right 11.8 11.8 uh so moved I have a motion and a second okay um Eric uh would you mind giving a quick um explanation uh what my question really is is you're saying most days the district has the highest data use in the county and so we need to increase is this gonna is this gonna just meet the need or is this going to really how far will this help us we we have been keeping an eye on for a number of years can you pull the mic closer to you absolutely so the the uh the County Office of Education gives us a dashboard with all of the districts um internet so we have the benefit of not only reviewing how our use um is uh it has been impacted over the months and years but also all of the other school districts so like for today as an example we peaked out at about 73 percent utilization so we we've we've actually been planning this out for about a year there's actually five components to to make this upgrade from 10 to 20 and the item before you tonight is is uh one of those so this items for our content filter to upgrade the capacity from 10 gigabits to 20.

the area that we're most proud of is looking at how we measure our independent student reading these are our K-8 language arts highlights in K through two our students use a program called Raz-Kids to serve and measure their independent reading and in grades two through eight they utilize myON reader and Accelerated Reader also to measure those those independent reading levels as well as independent reading amount what we see here besides the growth of students is the total number of books read in 2122 school year last year our students read 619 books in grades um K-8 that was an increase of 91 283 books over the previous school year of 2021. our language arts curriculum focuses on reading reading foundational skills language and writing we see from Arcata one data that our students grew in sight words letter naming alphabetic principles sentence dictation and rhyming words and as I mentioned before although the guided reading level fell slightly as compared to Prior years in grades K in grades one and up students did maintain their Baseline averages in grades two through eight the star Benchmark shows either maintenance or growth from Baseline in their Lexile scores um our language arts teachers were supported by both their supervisor as well as literacy coaches and thanks to our Esser funds we have been able to increase some reading Specialists for the duration of the Esser funding um and the most exciting part is that last year we began the rollout of our book vending machines in collaboration with PBS is to really motivate independent reading and get books into our students hands another measure of independent reading is our book circulation last school year at the high school middle school and Elementary School you see six over 6 500 books read at the high school 7 800 circulated at the middle school and 86 000 circulated at the elementary schools right now just in September to November of this school year we're almost halfway to where the circulation was last year at the high school we're about a third of the way for the middle school and we're also about a third of the way for elementary school so I think we'll be increasing the circulation total circulation of books this coming year now we're looking at our local assessments over the years the board has asked that we measure our students against themselves and some of these grade level spans we're going to be measuring them and that's what we saw with their independent reading levels when we look at our quarterlies we're looking at our writing quarterly from the pandemic year to the where we were remote for the majority of the year to last school year where although we were back in person we still had significant amount of quarantining as well as student masking despite that we see an increase of 84 percent of our students passing their writing quarterly with a 70 or higher um in 2021 to 95 of our students passing that quarterly with a 70 or higher in 20 21 22.

it was like single digit percentage of what got touched yeah um yeah and so that's that's where the problem was but now we know these 900 problems are we making any ground way or any Headway on this because yes we were mad that it's not getting done and now are we not taking care of it ourselves yeah well I I and you need data to back it up I'm going to say to you it is happening but I ca I will have to give you the data yes because where he was originally looking on service time and response time we really haven't made much yeah is that what he's talking about well in part that doesn't change we rolled it over it was in a system where you emailed it into ABM it's too skewed yeah we made a list on yes and start this Anew I love that idea here it shows 900 things we can do that we're working on this 900 things shouldn't be repeat because we created that list well a lot of those oh but a lot of those were things that should have been done before no no I'm saying they're not repeat tickets because that's the list we made of 900 things that weren't done so that's not repeat that stuff that we said you're not doing your job on are we making a debt in that because we said hey you didn't do it and I don't yeah I'm not comfortable with us not doing it now that we're in charge absolutely it's an even bigger problem it is a bigger problem so um we'll fix the reports and we'll make it after it all right I appreciate it okay do you like the format if it's if it no no no no okay so I love the visuals so I do appreciate the visual and the only reason as long as the visual makes sense exactly the only the only reason I did it this way is this is the way it comes out of the system so I can work with James on how that system is set up because it I think it's one that he created so we'll we'll make it work James's fault he's not here we can't blame him and we can't trust will not to tell him [Laughter] okay we'll take care of the report I appreciate it okay all right um the project tracker that you all liked last month um I've updated it a little bit I added some items in that I have not yet been approved by you but at least you can see how they get added to the system and and where we are so you'll be able to see all of our projects um yeah I wish I could I wish I could take credit for this one but this is this is actually a template right out of Excel and I'm not even sure how they do all the formulas and stuff but I think it's a pretty slick system so if I could figure it out I would do this with the facilities report but I don't know how to do that okay uh Cass the next one please oh and this was just simply my written report to you about about facilities and uh and the little visual there so you would understand how it is that we figured out that the irrigation bill at Fox Creek has been very high for a long time for the football field so enough said about that so unless you have questions about it okay I have one one item that I'd like to add when I came back to work this afternoon I'm looking at my mail and I had in the mail address to the school district from a Mr Carl zickler in St Louis Missouri this nice card and he said Dr Stewart Miss obrique Miss Cuevas Miss Bravo and Miss Feliciano those other ladies are our Filipino teachers at Fox Creek who were featured in The Washington Post news article and he said I read your story in the week so I think this must be some local paper in the St Louis area November 11 2022 issue after reading I needed to write and say thank you for answering the call to Arizona thank you for the efforts and sacrifices you've made to become teachers I'm married an elementary school teacher she's now retired I would get angry about the amount of time her life went to her classroom and her students it gives me a small understanding of what you are working to accomplish thank you for teaching our children and I will be sharing this with those four ladies at Fox Creek Carl zickler Missouri P.S but it's a dry heat ask Dr Stewart [Laughter] and I thought you would appreciate hearing a positive positive feedback for our Filipino teachers from somebody not in our area can we make sure to send them a response absolutely thank you that'd be great and unless you have other questions I do have a question if I may sure um on the discipline report I think I know but just for the sake of everybody else what exactly what reports are going into that is it dress code violations is it aggression what it's it's more serious offenses so dress code violation is not likely to go into the state report any aggression any abusive drugs or alcohol disruptive behavior those kinds of things and then one of the things that we figured out in having some discussions about the about how the numbers get reported and the principal's looking at looking at each other's numbers and recognizing that in in Synergy in the student information system when you put in a discipline report you have whatever the offense is but let's say that two students have been in a fight okay well that fight might have been some name-calling and some other things might have led up to that fight well name calling can fall under harassment it can fall under bullying that kind of thing Defiance disrespect yeah Defiance disrespect so if you put into the system those three things let's say you put in defiance bullying and fighting the system records that as three incidents well it isn't really it's one incident with two ancillary things and so they all got they all came to an understanding then of oh okay it really is only one incident I don't need three incidents reported for one but I still need to record these other things so there are ways to do that in the system so we're refining we're refining how we report okay okay thank you yeah thank you any other questions for Dr Stewart at this time all right moving on to 3.9 board member updates uh do we have any updates for the board no okay item four consent agenda do we have a motion to adopt the consent agenda as submitted I'll make a motion to adopt the agenda as submitted annaboid wait a second I'll second Melinda sabrowski all in favor aye Corey Burgess I'm Amanda amen aye Charlene Diaz hi Anna Boyd I'm Melinda sabraski so I'm out item 5.1 jlcb immunization of students second reading is there any questions or concerns with this policy if not at this time I would move that we adopt uh policy jlcb immunization of students I'll second that motion oh excuse me excuse me Charlene so that was the second by Charlene Diaz correct all in favor aye Corey Burgess oh I'm Melinda sobrowski thank you Amanda welcome oh wait I am a Boyd hi Charlene Diaz hi Amanda Heyman yeah he's starting item 5.2 uh jldab referral to other agencies this is also a second reading do we have any questions no no okay then I move we adopt JL DBA well second Amanda Eamon sorry sorry I'll still second Amanda thank you all in favor aye Corey Burgess I'm Melinda sabrowski hi Anna Boyd hi Charlene Diaz I Amanda amen so moved uh item 6.1 revised budget Dr Stewart Mr President and board members I would like for you to approve please uh revision number one of the fiscal year mno and Capital budgets if you have any questions no then I would move that we adopt our revised budget I'll second that motion Charlene Diaz all in favor aye Corey Burgess I'm Melinda sabrowski hi Anna Boyd hi Charlene Diaz hi Amanda amen so I'm out our next item is consideration of re-enrollment for student number 40680 into kindergarten at Desert Valley this is an item that can go into executive sessions we just need a motion to convey to to move into executive session I'll make a motion that we moved to Executive session oh second that motion all in favor aye Corey Burgess I am and amen aye Charlene Diaz hi Anna Boyd I'm Melinda we are an executive session motion to close executive session and re-enter into our item 7.2 discussion and consideration for the re-enrollment of student 40680 into kindergarten at Desert Valley Mr Burgess I I think that we should reinstate this child um out of his eight absences four of them were with doctors notes um I think the parents were taking care of their child and at that time and I think that he needs to be reinstated all right um any other comments I would like to add to that in that same exact mannerism this is a situation where the student reached that goal due to an illness that was documented um so I I agree any other comments just a big thing on the doctor's notes okay they've got a doctor's note so with that do we have uh was that a motion that was a motion I was second I will second that motion Corey Burgess all in favor aye Corey Burgess aye Amanda Ayman aye Charlene Diaz aye Anna Boyd I'm Melinda sobrowski okay moving on to item 8.1 there's something no 8.2 oh okay yeah sorry 8.2 uh consideration of candidates to complete the term of an avoid Dr Stewart um Mr President and board members we have two individuals who have indicated interest in filling the vacant soon to be vacant position Barb zarzicki and Bill Ernest and um you certainly are allowed to have conversations with these folks since that particularly since that didn't happen in uh we didn't have we ran out of time in the workshop for you to do so yes unfortunately we did are both candidates here Miss arzicki is here all right so let's go I do not see Mr Ernest a chance to address the board thank you it's strange to be on this side uh I put my letter of interest in to run to fill Anna's seat uh having been a teacher for 25 years in the junior high uh 20 of it in Bullhead five of it Mojave Valley um I've always been interested in what's best for the students and best for the kids in the in the area and stuff I've been involved with the community since 1978 I've been out here so it's not something that I'm just lightly coming into and I'm always for the betterment of the kids and the betterment of the district and the school and stuff any questions thank you all right sorry do we have Mr President do we have anybody who would like to speak instead on his behalf uh do we have anybody in the audience who would like to speak on his behalf no okay um with that let's discussion I'd like to start um I'd like to start with uh I've known Miss sarziki for a very very long time um and I can say that uh being one who has served many years on this board and I'm about to sign off um I would feel very very comfortable knowing that it would be in good hands um amazing lady who's given lots of time and energy and effort to our community um that that's my personal opinion um I I really don't know quite where I'm at with this because miss sarzicki or Barbara in my case is one of my best friends um and so I'm not I'm not sure I'm not sure that I should not just recuse myself from the vote understandable but I I firmly agree with you I've been with her as as an educator and as a friend and as a community member and she is definitely somebody who's out there working on behalf of not only kids but adults too she works works well with everybody we couldn't ask for a better candidate in my opinion I just appreciate that once again I mean we're a board of Educators up here and it's nice to see two Educators on the list again I mean that's really nice to see regardless of whatever is going on but I do have to say that uh Miss isaki was one of my teachers at Bullhead City Junior High also and I I thoroughly I learned how to make oven mitts I learned how to cook I learned how to do a lot of things um but I know that she's here she's got the best interest of the community and the students at heart I mean that's why she's here and and that's what she's been doing for her years anyone else like that I would be comfortable with her taking my seat yeah since I'm sad to go but life happens so any other comments can I make a motion absolutely okay I move that we recommend is that how okay so we recommend um to the County Superintendent yeah Mike file's office um that barb um field vacancy yeah feel the vacancy of Anna Boyd I'll second that Amanda all in favor aye Corey Burgess hi Amanda Eamon uh Charlene Diaz hi Anna Boyd I'm Melinda sabreski so we'll get that sent off welcome Mr ziki we'll get that taken care of thank you for your willingness okay item 8.3 proposed calendar for the school year 2023-24 Dr Stewart Mr President and board members you have a proposed calendar that has been discussed and uh recommended by the superintendent's advisory employee advisory committee as you know this year we combined that committee with the meet and confer committee and it allowed us to get on this what we thought was pretty early although the high school kind of beat us to it so um they took it to their staffs and we had a meeting last week and they they recommend this and I also recommend this is our calendar for the next school year the only real well the only real difference is that we start on July 21st I mean I'm sorry 31st oh my goodness no well we have done that in the past unfortunately but you know the 31st two days earlier than the high school for the simple reason that on when the high school does parent conferences they also have students present that day this year the current school year when we had parent conference in the fall we did not have students on campus we didn't do the half day students and then the evening and then the following morning we did a long day a 12-hour day and and consistently our teachers and parents liked that schedule so we will not have students on campus the two parent conference days on this calendar which meant we needed to start two days earlier so that really is the only difference from the high school calendar there are differences from the current calendar primarily that the professional development professional development day has moved to in most cases the Third Friday and each month once again to match the high school's calendar because that is the one Friday each month that tiny T-Birds will be open and so many of our staff depend on Tiny T-Birds for for child care and so uh Flex Fridays still we have we will have Flex Fridays yes so high school won't have fun okay and the high school does not but that's that really doesn't affect much of you know relative to the two districts otherwise they're the same calendar all right any other questions no then I move we adopt the proposed calendar I'll second that motion all in favor aye Corey Burgess hi Amanda amen aye Charlene Diaz hi Anna Boyd I'm Melinda sabreski so moved item 8.4 and restricted capital outlay projects Dr Stewart uh Mr President and board members um yeah if you would bring that up please thank you um if you noticed in the revised budget that you just approved that I increased the amount of money in the unrestricted Capital because like those are the only two budgets where we can kind of move money back and forth and we have a number of things that need to happen uh in our district one is a nice to happen and but really should happen and that has to do with the playground for life skills students at Desert Valley that is a woefully under underappropriate playground for those students and Mrs Lott and special ed people work to get equipment with idea Grant so we're going to have about a hundred thousand dollars worth of new equipment some of which has already arrived that we need to place because of the nature of the students we really need that rubber that poured rubber surfacing that runs about 15 to 20 dollars a square foot or a yeah a square foot so it's pretty expensive and the idea will not pay for any kind of surfacing nor will it pay for appropriate fencing so I'm asking for approval to use our unrestricted capital for we need to move some fencing around and on that playground and we need to change some of it from four feet to six feet we'd like to have a sidewalk inside the fence that would serve two purposes one it gives a race track if you will tricycle race track for the kids but the other thing is it forms the it becomes the boundary for that Ford surface so instead of just a curb we would have a sidewalk in there and it reduces the amount of the poured surface that we would have to have um that's a very expensive the port surface is very expensive I'd like us to use up to twenty five thousand dollars of our unrestricted capital and seek grant funding perhaps from Legacy perhaps from some other uh Grant fund to cover the other half for us so that's a big piece of this request the second part has to do with security and I won't read it all to you because I know you've read it um but in in doing some security inventory of our campuses our weakest and most vulnerable vulnerable places are our kitchen and custodial entrances and only two of our sites have those fenced and gated and one of those coyote was just done this year so um we need we need to do some fencing we know we've got doors and locks and those kinds of things that need to happen but they're hugely expensive um and we will need to plan for that much more seriously to get those things done so this seemed like a pretty good step so Cass if you would scroll down to page two please so all of these projects together with taxes and whatever would be about a hundred and sixty thousand dollars of our Capital it is built into the budget that you just approved uh if you approve this and I'll answer any questions you might have any questions no I'm just shocked that that rubber is more expensive than than cement it's just mind-boggling to me how expensive that is and it has to be about it has to be at least six inches deep um and it literally comes as a liquid and they use something that looks almost like a cement truck you know with the nozzle and the you know to put it in or cake frosting or whatever but I mean it's it's a it's a liquid that gets poured and and then it sets up as rubber okay do we have a motion I'll make a motion that we um approve the expenditures to the help me out here unrestricted capital outlay projects go for it I'll second that motion all in favor aye Corey Burgess I Amanda Ayman hi Charlene Diaz hi Anna Boyd I'm Melinda sabreski so I moved um 8.5 revised regulation gccara professional support staff paid time off Dr Stewart Mr President and board members you see the recommended change in this regulation for a number of years for many years now PTO remuneration has been after an employee has been here five years at fifty dollars a day way back in the day when Doug Lutz was superintendent one of the things that he taught to some of us who were administrators at the time was that you look for you look for ways that um respect people who stay and incentivize longevity and uh and that at the same time allows you to plan your budgets well in advance and so at the time he presented to that board a similar change to this regulation and it was approved somewhere several years later it disappeared and so I discussed this idea with the superintendent's employee advisory committee last year and then just didn't get it to you all but they like the idea of you know us figuring out a way to make it you know make it more palatable to stay good we settled on 4 8 and 12 years and the amounts that you see here so you know it's it's not a huge expense to the district and yet at the same time it's a good morale Builder and an incentive for people to stay uh you know one more year any questions I like this change as well all right so with that I would like to uh since it is a regulation we can approve it on a first reading uh so I'd like to move that we approve the ratio in year 2020 2021 the state ratio student to school counselors in Arizona was 716-1 that is correct so how can a counselor be fully affected effective with a 716 students that they're trying to get ready for either college or career that was a great question and we are not at 7 16 to Once no I'm just I'm just saying General I'm just hypothetical yes that would be very difficult I would find it very hard to do at 716-1 I mean I mean 40 which is what the board approved correct correct and we're at 375 375. and those numbers Madam president member Sawyer sync battle those numbers are as of 11 15.

for 10th grade those rates were 72 percent to 82 percent in 11th grade it was 79 to 94 percent and in senior year it was 89 to 92 percent and the majority of our areas of strength were inciting textual evidence and here we just have a different presentation of that same data now we'll be transitioning to math in math we see from the light green to the yellow across grade levels K through five significant growth from placement tests to post-test the dark green is the end-of-year test but that's not a drop in it in those areas the fourth grade end of year the fourth marking period end-of-year test was based exclusively on the material for marking period three to the end of the year based on our pandemic modifications for math grade 3 does continue to be adjusted that group of students were in first grade during the initial shutdown so we are still working to support some of their foundational mathematics skills for our third graders in grades six through eight we also see that significant growth from the placement test to the marking period three quarterly and once again that data was used to drive instruction and solidify areas of focus in marking periods two three and four we provided modified quarterlies for our special needs students for ESL students at scoring at levels one and two our and our at-risk students based on their IEPs inrs plan or ESL modifications overall our local data in math does show increases across the year and our curriculum Focus which during the shutdown and the 2021 pandemic year focused primarily on major content and supporting content we finally balanced it back to com to teach both areas and have shifted back to station learning our elementary and middle school poachers were providing support uh to our staff and teachers of the middle school started adding a whole new component of teacher-led stations the math supervisor and coaches were supporting teachers with Google meets and coaching visits as well as visiting all of our elementary schools um this was our second year of implementation of the updated envisions K five and six eight both of which started the year that we had our shutdowns and when we look at our K-8 highlights we see that our strengths are in the areas of major content and the areas of instructional Focus are in supporting content things like graphing a linear equation at the high school once again we are looking at our high school students based on their marking period quarterlies here we are looking at marking period one to marking period four of the 21 to 22 school year so this one is students compared to themselves 61 percent of our students passed with a 70 or better in marking period one increasing to 66 percent with a 70 or better in marking period four in geometry 74 percent passed with a seven year better in marking period 1 71 percent passed with a 70 or better in marking period four in Algebra 2 68 of our students passed with a 70 or better in marking period 1 and 74 percent were passing with a seven year better by the end of the school year we are looking at our algebra geometry and Algebra 2 marking period for data and we do see growth across um marking period one through four now imagine math is probably our most accurate tool imagine math adjusts to what how a student is performing while they're utilizing the program this is an online program that we have leveraged since the pan throughout and since the pandemic and this program has really allowed our students to focus on the skills that they individually need support on we have multiple Pathways for our students with imagine math either the pathway that supports their instruction following pacing and then there is the individualized pathway that modifies based on their own independent strengths and weaknesses what we see here is from the first Benchmark in dark blue to the third Benchmark in dark green we are able to see steady growth for all of our students against themselves in K through five and then in the blue through gray in grades six through eight in grades 9 through 12 we are looking at students holding steady across their time in algebra one Algebra 1 l e in the gray and geometry now this where we see scores going up and then down blue to green it's because this is looking at the proficiency bands what we're seeing is that we're seeing more students performing in advanced and the proficient man fewer students performing in basic below basic and far basic those are the direct those are the directions we want we want as the year progresses more kids in the higher bands and less kids in the lower bands and that's exactly what this is showing us so what is our K-12 imagine math analysis tell us well last year the students our students K-12 completed 705 330 lessons in Imagine math answering 13 million problems over 3 000 of our students in grades 3 through 12 utilized the live teacher function so while they're using this program that's kind of a gamified program it's almost like playing a video game they were able to access a live teacher if they found themselves struggling the really cool thing about imagine math is since it is like a video game so students earn tokens those tokens Can Be redeemed in grades K through two Four Points in the game little Avatar fixes but in grades three through twelve those tokens cannot not only be used for your avatar but those tokens can be used to donate real money to charity so our three through plus grade level students earned 193 million tokens and most of our children chose to donate their tokens to charity instead of just jazzing up their Avatar that meant that Clifton was number one in New Jersey and number nine in the United States for charitable giving through imagine math [Applause] we're using math to teach the whole child and look at that we're teaching Civics Through Math who knew now we're transitioning on to science in our science quarterlies uh we're comparing year to year um and in the 2021-12 school year uh 74.6 percent of our students uh were scoring a 70 or better in 22-23 it was 73.1 in chemistry we went from 74.8 into the 21-22 school year um for their Baseline for the first marking period to 73.6 in the current Baseline this marking period and for physics last March last year in September of 76.5 percent of our students um scored 70 or better and this year on our Baseline for physics we had 72.3 percent of our students scoring proficient how are we addressing our needs in science well we have brand new science resources k through eight this year two fully um stem integrated Hands-On science programs in elementary and middle school and at the high school we have introduced multiple new courses let between last year and this year AP environmental science introduction to Allied Health Professions Allied Health terminology Kinesiology and marine biology a great highlight was that last year our mechanical Mustangs returned to in-person First competitions and we finished within the top 10 of our region um the piece that I think is fantastic is our AP scores 76.9 of our students taking AP Bio scored A3 or better and that exceeded both the New Jersey and the global average for AP Bio and 80 of our students scored three or better on the AP Chemistry and that was also um exceeding the New Jersey average and the global average when we look at history we see we're looking at this time student compared to themselves last year's marking period one to marking period three in world history we see an increase from 71 to 74 scoring 70 or better on their quarterly from marking period one to marking period three we see 79 to 75 percent in American history one 69 to 72 percent in American history too our highlights in social studies include our focus on National History Day additional Club offerings including the psychology Club model un mock trials U.S history Club Academic Decathlon and our Student Union and once again here for AP scores while we approximate National and Global averages for U.S history one and psychology we far exceed um the national and New Jersey averages for U.S government AP U.S government and politics assessment so what are our district actions regarding our strengths and the areas that we still need to work on we have been utilizing these state and local assessment data as well as classroom performance to drive instruction our supervisors work with our teachers to take our local and state data and make adjustments to pacing make adjustment pivot whenever is needed provide interventions where necessary um and address our pacing we've been streamlining our pacing charts to give more time on a little bit fewer standards we thanks to Esser funding as well as local funding and the generosity of this board we've been able to expand before and after school Saturday and summer programs through the end of the Esser funding in 2024 we have increased online tutoring support through tutor.com which is available to all students in grades 4 through 12 right on their Google Classroom waffle um then they can just click and get help from a live tutor within minutes in every content area as well as we've increased the live teacher functions in multiple online programs we're prioritizing our foundational reading and writing skills Hands-On activities and station work and we're really leveraging those Esser funds to increase counselors psychologists social workers intervention teachers you see the district focus on pbsis looking at the whole child and motivating our students not just through the universal interventions that you get to hear about here when Finley the dolphin comes or some other amazing fun activity occurs but the real work of pbsis is the setting of the expectations and then creating and providing the tier two and tier 3 interventions through our counselors our social workers and our intervention teachers um we are still prioritizing mental health we do still we are still experiencing many behavioral concerns with students more so than ever before um it's going to take our students another year or two to catch up to their interpersonal communication skills that have been delayed as a result of the pandemic disruptions and then the masking through last March we are implementing additional supports for special education uh we thanks to Esser have some math and reading writing instructional coaches for our special education program we have a new preschool special education Master teacher an additional child study team and we're targeting special education reading support as well all thanks to Esser funding so when that funding Runs Out that's going to be a challenge and that's something we do need to consider as we move into this new budget is how we're going to sustain some of these extra supports once Esther funding goes away um we're also extending our 9 18 through 21 year old program providing community-based instruction ensuring that we're addressing all of our children from pre-k through those who have special needs in ages 18 to 21 allowing them to have some supported scaffolded transition into the workforce and again thank you to the lingering results of covid we really do have a lot of District actions focused on counseling um again thanks to Esther funding and title IV funding we are contracted with Tri-County Behavioral Services for two additional clinicians to provide support across schools and help families receive some of the mental help support families who don't have financial means to get it themselves we've added to social workers on the counseling side and one on the pbsis side to provide the needed Social Work support that also functions as a tier two or tier three intervention through pbsis our 10th graders are going to have the opportunity in March to become certified in Teen Mental Health First Aid so our students can help support one another and know when and how to refer their peers to help our counseling student service to have on the website are electronic Outreach virtual calming room are all all keep continually being updated with resources and our teen center continues to be a resource so as you can see we are trying to address our whole child pre-k through adults across our content areas but also for their social emotional and behavioral needs um questions any board members have any questions no see none oh I'm sorry um thank you Mr President uh Janina an excellent presentation as usual um I was going to have some of this discussion or make some of these things uh during my remarks but since uh you presented this uh this report I think it's I proposed to highlight some of the things um and you've mentioned it several times in in your presentation about Esser funds or or have an end life to them yes um and one of the things I'd like to um really address the parents in the district whose students are not doing so well now is the time for you folks to come to the district and ask your principal or your teacher if they need extra help whatever you can't be coming here in May calling the superintendent's office to say my my kids like graduating they're not you're falling behind here parents you need to step up and take responsibility we have the resources at this point in time and you need to take advantage of that you can't be waiting you have to know what you're what your child is doing how they're progressing and if there are issues now is the time to come not in in this late spring when there's uh issues going forward these funds will not be around to give the level of attention that's required you see all over the national news people complain well the kids weren't in school we had a pandemic I mean they make this political we had a pandemic uh basically the nation was shut down and half shut down and our children were not able to get into the classroom now they are and we are catching up and this district is doing a very good job in addressing those issues so the students do catch up it takes time to do that but I can't stress enough and I think Miss Bruce levied you underlined this uh more than adequately in this report parents you need to know what your child's doing if they have problems again you need to come to the district or come to your principal or your teacher and say hey my students having problems we need some extra help here it's there now it won't be there forever and and now is the time to do that so that's kind of an editorial but I wanted to really since this was such a great report emphasize that uh budgetarily uh the next budget will probably be the last budget where we have a significant increase in state aid the state will continue to fund uh Pre-K but other than that we're going to be flatlining so from not this budget but the budget after our budget is going to be very constrained and the budgets if you're going to have to have increases we may have to go to the voters after not this year but the year after or the year after that in order to get the increases to sustain some of these programs so that's and I'm kind of the budget walk here so uh but that's what's coming in and you have to understand that but Janina thank you very much for the very comprehensive and informative report thank you Mr President yes I apologize for the mask but I'm don't want to share the wealth of this lovely whatever I have going on um what are some of the resources that the district has to help students in need if they're having emotional Financial any kind of problems that they have what are some of the things that Clifton Public Schools offer so if you go to the counseling page you're going to see links for most of that but you can just reach out to your school principal and they can refer you in the counseling department we have as I said between the counseling department and pbsis we do have social work support we have our district behaviorists who are being deployed wherever we have students who need behavioral support we're leveraging the pbsis program to deploy some of those supports so that Universal tier is what every school and every student is doing for everyone but tier two is hey I need referral to a social worker hey I need referral to a counselor hey I need to referral to the basic skills program during the school day or perhaps after school tutoring that's offered in most of our schools some virtual after school tutoring or just utilizing some of the electronic programs like tutor.com like I said every fourth through 12th grader can address tutor.com from there Google Waffle um for just about any subject the president if you don't mind so if a student say middle school high school has has an issue instead of if in case the the teacher or one of the Professionals in one of the Departments doesn't identify that student and a student is struggling something's going on at the home you know they have crisis what can they do they can reach out to a counselor in their building the parent can reach out to the central office to our counseling department who can then help deploy um that assistance whether it be a social worker a behaviorist or some of our psychologists or counselors and we we advertise that we we don't keep that quiet we do we publicize excuse me Dr Robert do we publicize information to the students that they have supports in our buildings the the websites the website is consistently updated I'm sorry to interrupt the website is consistently updated um with all of the most recent information whenever anything goes out from the counseling department um they have all of the links to the various crisis lines and ways to to seek out help thank you very much for your answers and thank you for a very comprehensive report and your your voice is very soothing I'm sorry you should do infomercials um miss kuslevich the um I think it's so great in the 10th grade you mentioned that they get the first aid uh training is that um that's mental uh there's there's regular first aid training in our health program but they're getting Teen Mental Health First Aid where our students will be able to say hey my friend needs help this is where I've got to go tell someone um and and they can look for key words behaviors um cues and signals that their friends might be giving off that they are in crisis and then identify that so they can go ask for help say hey so and so is behaving like this they need help and just I think it's great is there a reason why we wait till 10th grade and not in ninth grade um this is a brand new Grant this is something that we just started uh the key TurnKey people at the high school which included all of our counselors Vice principals principal and High School nurses were all trained in this program on the PD day um on November 8th last week and they are now going to be rolling this program out in the 10th grade thank you thank you again for a great presentation thank you we look forward to seeing you for many uh other presentations sadly I'll have to come back for two more of State data I am sorry it's a requirement understood we thank you we know a lot of preparation goes into these presentations so thank you very much thank you okay we're going to move on to uh committee reports um [Music] policy Mr at the last I mean literally we were we weren't even aware we said where are you and they said I can't make it exactly so maybe like some sort of you can bring it to policy maybe to have some sort of check-in you know it's obviously not gonna be perfect but well normally normally I do and I send a text message are you gonna make it and the answer was yes you know it's not just that policy meeting I'm saying in general the next um the education was also only two members without you or the vice president just an observation is the president I have a question uh also can we get a list of what I'll make a motion that we uh approve the request for resignation by Jordan lewick with penalty do we have a second I second that motion all in favor aye Corey Burgess aye Amanda amen aye Charlene Diaz I am a Boyd I'm Melinda sabrowski so I'm out uh item 15 won uh future topics do we we have one that we have one with the attendance attendance policy uh anything else that we'd like to see on the next meeting if anything does come up please let us know and we will get that put on the agenda for us um 15-2 upcoming board events nothing scheduled I know that Mr Rushton who's left and Melinda are going to asba next month yes we are for the new board member training and so I think that's that's good news and then um that's upcoming stuff one one of the things that I would well yeah on the agenda next month is your evaluation of me a superintendent but you were sent the current form that's not the current form that's the one I asked you to consider for next year unless you want to consider it for this year but the one you received from Cass I think you sent it out already yeah the one you received from Cass is the one that is currently an exhibit in the board policy book so that's what we need that's the one you probably should use this time and then I I wanted to give you lots of time to look at the other document because one of the things that we can do with that is we can get an asba person to come do some training on on using the new superintendent tool awesome that might be cool and I think that would be I think that would be a good thing for all of us me you everybody involved absolutely before we actually have to do it when I was over at Desert Valley this is just a an upcoming event and I'm not sure it's a board event but that she was talking um the principal or was talking about a meeting about how to how to feed your family during the during Christmas break or in Thanksgiving break it might be something that one of us or two of us should attend so that we can confirm that we are concerned about this you know that we do have kids that will probably not be eating Thanksgiving dinner or Christmas dinner okay we can find out about that event and and share the information with all of you would you please do that yes um I will piggyback on that Mr brosky that um Cherie Norris our homeless coordinator uh has been working with all kinds of agencies in the community I know that um Lance went did a photo op this week at the Aquarius for meals for our some of our families and those kinds of things so um she works really hard to make sure that there are fewer of those children who don't have meals than there might be otherwise and and I also learned that we're no longer and I don't know when it stopped sending uh weekend meals home didn't we used to send backpack meals home that stopped about eight or nine years ago really that long ago okay yeah it was oh didn't stop I thought it did just ran out of funding yeah yeah okay I knew it had cut back some when when I was still working in the district before and then but it was all Grant funded so I think there were issues with that okay yeah so um those are the only things I know coming up anything else next meeting okay number eight uh next meeting December 8th I am not available on that day neither am I and neither am I so let's pick a new one let's pick a new date nope we're not letting you out too bad the Thursday after that um I'm out of town with Mr Rushton oh yeah so uh Lance you forgot the winner on December 10th you forgot the Winter Fest on December 10th right um so how about putting it the first of first of December December you can do the first that's like the last Thursday that I have available for the month of December yeah exactly that's only that's two weeks that's only two weeks are you guys I'm good with that it's two weeks from now or we moved can we move it to like December to a different day different you could move to a different way like December 6th that same week can't do the sixth City councils yeah um is anything happening how about Monday the 12th is the crushed governing board oh is it okay that solves that is anything going on Monday the 5th I I will be here but you guys are welcome I'm I'm teaching math at that time okay well you know me I'm not the one screwing this is it the past that we don't have time to do by by the first yeah I don't have a problem of okay I mean it is without any budget constraints or anything no time frame no we're we're covered on that because the approval you made tonight of that revision well beats the December 15th deadline the state has so sounds good and I don't know about you but I'm okay with getting that December meeting maybe we might need an executive an emergency meeting right now after that for him 20 sessions later 25 more I get to read we can we can make it work for the first time I'm okay with that December do it let's do that and then that frees everybody's December up and yes if there's anything that's emergency and pressing we'll figure it out okay it works for me well that was you need a motion to adjourn I'll make a motion to adjourn one second I'm sorry um we had our call to the public earlier okay contact Dr Stewart the only reason is there's a certain time during our meeting for call to the public which we've already held so and with your call to the public just so you're aware I don't know if you if you caught it I didn't see when you did come in that item is actually the top of our meeting that we're having on the first is addressing our attendance policy um so that is something that we are discussing um you need to get a hold of Dr Stewart and then she can get a hold of the process of what you need to do to get it on the agenda because we can't even we can't even discuss that without it being on the agenda yeah so it has to be on the agenda did you have conversations with Cass and and she indicated that you needed to let her know if you wanted it on the agenda I talked to her the day I left the meeting with Cassandra the principal but did you talk with this Cassandra about getting on the agenda right but you suggested that he has to be on the agenda I'm available next week if we needed to so we can have him speak with you guys so we're not in any violations speak with you guys and get it scheduled we can I'm available to come in if need be just to put that out there um okay available in the daytime if you'd rather have a quick one in the daytime are you available in the daytime folks that way you guys can work that out so we're not in any and all right I'm fine we'll figure it out um we'll figure it out yeah okay so yeah Cass will contact you and set it up okay okay um reach out again just in case or just stay after and speak with her and that way she can get it thank you for like a Monday Tuesday or a Wednesday yeah I'd be early in the week because we don't want to be absolutely absolutely so yeah the earlier I'm okay with that too everybody okay with that is that a possibility the only day I can do it on is would be Monday night Monday night I'm I'm fine with that too so yeah that's that works that works for me too I apologize we just have procedures we have to follow so yeah but we'll we'll have hold another meeting so we'll get in here and get that done all right so with that I just need a motion to adjourn I'll move we adjourn I second that motion all in favor aye Corey Burgess I'm in Eamon aye Charlene Diaz hi Anna Boyd I'm Melinda sabrowski hey so I'm out thank you
