good morning everyone and welcome thank you for being here at the start of a very festive week um advancing our student population here at DHS we are grateful to be here today and we're grateful to welcome Miss Hannah Weissman director of policy at code.org and Miss Deborah Boyz that uh director of um uh computer science for all uh is that the correct title csuma I also want to thank Dr Gifford and Mr Nunes for representing our school district at the leadership level as well and Rob Brian Eric thank you for all the after extra work you put in all those extra hours you put in to get to today so thank you very much everyone um this is one Dartmouth and our definition and at Dartmouth High School we truly believe students and staff are special this is a special place in a special community and opportunities like today are what make it that difference over the last few years technology and the coding behind technology has really allowed school districts to open and allowed them to be safe and secure Educational Learning Without coding we wouldn't be able to have done what we've done over the last three years we are lucky to for all the trail rates have ahead of us in starting with the Next Generation we're lucky to support them as well moving forward at DHS we want to be the front and center of students who continue to advance Society today's Grant opportunity is a step in the correct direction for supporting students and the next generation of our mission coding is communication and as we move into the 22nd century everything will be about how we communicate and how we communicate differently the future coders of the world will help us guide us through that process at DHS we've done everything we can to impose the importance of computer science education whether it's a state-of-the-art media technology lab a strong partnership with Project Lead the Way or a technology department that understands the needs of our students we are doing everything we can to create those next generation of Learners lastly the education of coding is much more than ones and zeros and we want to be clear about that if then loops and storage spaces it's about teaching students to be resilient there's a reason why Sudoko Wordle words with friends are popular games people like their brain to be challenged and coding challenges and like that it's about the Apple model in the 80s think differently it's about being creative coding develops the brain in such a way that we can find future success in the coding world again I want to thank everyone for coming out thank you coding.org and thank you for all for understanding the needs of school districts everywhere public education was designed to create future citizens and with the support of everyone here today we can continue that mission so thank you very much um I want to play a video from code.org that congratulates all of us now just hit play hi I'm Hadi partovich CEO of code.org and the founder of the global hour of code campaign congratulations to your school for winning the ten thousand dollar computer science leaders prize hundreds of schools across the United States told us their plans to expand computer science now the real work begins we're excited to partner with you to bring more Computer Science Education to your classrooms computer science is fundamental it helps students participate in an increasingly Digital Society teaches creativity critical thinking and problem solving skills and it can lead to life-changing and economic opportunities whether in a technology career or not when you learn computer science the future is yours to shape for teachers it's often intimidating to teach a new course and I applaud all the teachers who are joining this movement and for students one of the biggest challenges in computer science is under representation so I hope to see every student enrolled in a CS class especially young women and students from historically underrepresented groups just give it a shot and maybe you'll learn that you're really good at it but for now let's celebrate on behalf of everybody at code.org congratulations again we can't wait to see what your school and all the students do with this incredible opportunity [Music] [Applause] [Music] okay um side note before I get into the next part that I'm supposed to say um this week I get to play a lot around on code.org there are really a lot of fun games for anyone out there I have a five-year-old and he was playing around with me on it too so it is open for all ages and we're lucky that we have a partnership with code.org um I want to talk about the opportunity that we were given today so this is a ten thousand dollar grant that we received we are one of two schools in Massachusetts so there are 351 districts in Massachusetts we are one of two of them we are extremely lucky and we're one in 102 across the country so this is a rare opportunity this is something special and this means a lot to us so I want to be clear that this is a lot of hard work and the people I call up next are the people that made this happen I didn't do much I just show up here and look pretty everyone else does all the hard work so I do want to call up Mr Mr Robert perrotti Mr Eric Bosworth and Mr Brian guillot please thank you foreign [Applause] so today we wanted to thank code.org and uh the computer science program that they have for allowing us the opportunity to participate in this event um we originally received the email from Donuts choose choose ironic enough and it was based on that email that prompted us to apply for the for the grant and we acknowledge that it would be a great opportunity for us because we had just gone through a new Department development with our business Innovation and technology department and we were quite excited to uh to apply for this grant once we received the email so as a team together myself um Eric Bosworth and Brian Gia we worked together on the process to develop um and re-invigorate our computer science classes with new Pathways and new uh program of studies course descriptions that would really engage students in not only computer coding but computer science across the board whether it be computer science with robotics or computer science with engineering computer science with media we thought it was a great opportunity for us to uh to apply for this and it could be a stepping stone for other greater and better things and this week we have a great week planned of an hour of code we are actually implementing a school-wide hour of code this Wednesday and Thursday for the entire school so students will get to partake in up to seven different activities that they can choose from and really be engaged with coding and see how it you know how exactly it works also within our department we're taking a look at Co voting in robotics during the week we're taking a look at coding for video game creation so there's a lot of other exciting opportunities that are going to be available to students this week and we're going to end the week with a little Reflection by implementing a school-wide survey that will survey students on what they thought about computer coding what they learned this week about computer coding and we thought it was nice to add that piece of reflection at the end so that was our intent to really celebrate the week for the process of computer science and the hour of code and now I'd like to introduce both Eric and Brian who are going to talk a little bit about how this grant is going to affect our computer science um students and classrooms here so I'm uh Brian I'm your science teacher here um I just want to thank Eric and Rob for finding the Grant and code.org for for providing it to us um with computer science and technology in general there's such a rapid rate of change through the industry and to have that wiggle room to be able to purchase equipment whether it's Hardware or software to put that in front of our students and give them you know the best opportunity that they they can I think it's going to be really beneficial for them yeah absolutely and I do want to thank again publicly sorry I do want to thank our administrators um and our school committee I've worked at several schools this is my 15th year teaching computer science um and what a difference it is to have an Administration that recognizes the value of computer science and supports its staff it really is night and day and we feel the difference here we've been given the flexibility this year to create this new business innovation technology the bit department and now we're starting to make some real big positive changes going forward we can take our programs in some new directions and we're trying to be responsive as Rob said with this survey listening to our students hearing from them what sort of things do they want to learn in the future and so you know we have a lot of important conversations over the next week of what can ten thousand dollars do for our students what sort of spaces do we want to create that will last for a long time um so we're we're absolutely thrilled to to to partner up be a part of this this is super exciting um and I know we have some students that are going to come up and talk about this and I think hearing from them is going to be far more powerful than anything we could say so thank you [Applause] so now I'd like to introduce two of our senior computer science students um that would be on the script oh I lost my spot on the script um it's summer Daniels and Derek uh tell me if I got this wrong Derry simos Samos thank you summer Daniels and Derek Samos come on up [Applause] hi my name is Eric simos and I am a student at Dartmouth High so it all started sophomore year whenever I took intro to computer science that class completely changed my perspective and I knew that I was going to go through this throughout my entire career so the next year junior year I ended up taking intro to or not intro it was a computer science principles and then this year I am currently tanking computer science a and we actually worked in an internship this year with the guidance counselors and going through it with a career all thanks to this dot org in middle school and I found a big interest in it and then Junior years when I first took my intro to computer science and it really brought out my passions for this field and then this year I'm taking computer science a and really challenging myself and trying to figure out more specifically where I want to go within this field for my future [Applause] oh he did can I just add because I know uh I've had both summer and Derek and they're very humble but very very smart and and great at computer science um Derek did start an internship this year he worked very uh well with our guidance department and really had to push and is now doing an internship which didn't exist previously he's studying full stack development which is the front end and back end of web development and I think he's going to pursue that as a career so I'm kind of excited summer again only discovered coding in her junior year here but became so passionate about it that she wanted to increase opportunities wherever she could last year she was instrumental in starting a local chapter of girls who code so that was huge and we're really proud of her for doing that so thanks guys [Applause] and especially and we're lucky that we our students are really special here and there's been a natural push for more computer science for our students so luckily the the their two stories are not the rare example in our building and we hope to continue those and and continue those Partnerships um I really would like to introduce Miss Hannah Weissman and Miss Deborah boys vet um to say a few words about the award that we've received so thank you thank you hi everyone my name is Hannah Weissman I'm the policy director at code.org and I'm honored and pleased to be with you all here um to celebrate this prize as you've heard um there's such a great Department here and we're so excited to see what this prize is going to do in terms of expanding the department and the opportunities for students and teachers and so I feel very honored to be here representing co.org but also just broadly the value of education and the opportunity that computer science can afford so I'll turn it over to Deborah to say a few words as well hello uh Deborah boirver and I run a non-profit called cs4ma um because we needed someone in Massachusetts to actually work with all of the schools and the teachers and the students um so I'm kind of boots on the ground I do a lot of visioning for school districts trying to help them think about what computer science is what it should look like how to create a pathway from of opportunity from k to 12.
um really thinking about how to connect in with industry for internships Etc because any job that any student is going to be pursuing will have some touch of computer science because it's pervasive across all of the industries and so really thinking about how best to serve all of the students and I've been fortunate to get some corporate support and state support as well so we actually do professional development for teachers over the summer where they actually stay in a hotel for a week and take advantage of an intensive course and then you know practice during the year and you know bring it to their students so I'm really excited to hear what you do in the future and I look forward to you know playing a part in that if if it makes sense so thank you so much [Applause] so now is the moment we're all here for so presentation of this beautiful chat so at code.org and donors choose and honestly behalf of the whole Computer Science Education Community we are honored to present at Dartmouth High School with this ten thousand dollar award um and I'm so excited to come back hopefully in a year's time and see all the great work it's been so congratulations to this amazing team yeah thank you [Applause] all right um I want everyone to know that this is not the stop end of the stop for us um I think we're going to take you on a whirlwind tour of Dartmouth High School and all it has to offer um I know we do have in one of our astute reporters in the audience Mr reineruta I think it we can open up to questions at all so if if anyone does want to ask questions this is your time now uh good morning and congratulations once again on the award so um I'll start with you Mr Shea Dartmouth High School is really turning into a hub of innovation through our wonderful AP classes to our amazing music program and now to our bit department so how is Dartmouth High School creating a better future and a better plan for these students yeah I I think this is not a new process I think this process probably started about five years ago under Mr Tebow and in the vision partnering with Project Lead the Way was a huge step in the right direction for us that really got us into it I think there has been a massive emphasis on our students in in our course catalog of what we offer so we had we were lucky that we had the bit Department as an innovation idea from Mr TiVo that I could kind of just step in and help guide that process through and really make that that one of that focuses understanding that these are the classes that our students are going to really need in Real Life Application moving forward thank you to our teachers Mr Bosworth Mr Mr perrotti um creating this department and getting this grant is huge and I know Mr Boswell the special you've met in teaching computer science for a long time so um you know especially in the media program we've had a lot of Grants before and just having this addition is a big deal so how would you say that individually you are working with your students to push their knowledge of different media techniques different coding techniques and really them getting them prepared for the future yeah so um I could say that within the department we are pushing with uh some new courses whether it be uh curriculum from Project Lead the Way that we've implemented or even instituting some new technology sort of courses like video game programming that kids are really interested in we are trying to push the envelope in media alone we are working with latest technology with uh Point Zoom Network capable cameras that recently we saw on a field trip to Harvard last year we saw that technology being used in the real world and we said well why why can't we bring it to Dartmouth High School and lo and behold we got a grant through the Dartmouth Education Foundation this year and we are bringing some of that technology here to Dartmouth High School and that involves programming computers so they can work over our existing Network here in the school and in the district so um and I'll let Eric and short yeah um now again I mentioned earlier that it really makes a huge difference to have the the full support of uh Administration um one of the biggest Hallmarks of that is uh right as far as I know it's been a couple of years students every student at Dartmouth High is required to take at least one full credit in computer science and that is huge because it puts it on the level of all our standard courses with Reading Writing you know Ela science because it really is it's that important to your education not necessarily to learn how to code but how to think like a programmer how to understand the logic in in the development that goes into uh coding so that's you know one of the ways we're trying to um expand Computer Science Education we're looking at next year of maybe increasing the number of classes students can take uh and maybe the number of students that are required to take to give students more Freedom flexibility to dive into some uh different courses sure um to kind of dive off of what Eric was saying um with the importance of computer science with the importance of computer science um I think that you know a small percentage of students will eventually go on to college and study computer science but for those that don't right it's still they still are required to take it here and I think what they can take away from it is this you know ability to problem solve because that's really what computer science is all about and I'd like to share kind of a little mini lesson that I've done with my students and that's to break down problems because you have to do that in in programming and we we call it decomposing a problem so you ask them you know what is a a simple task that they do every day and they might say brushing my teeth so you say what are the steps to brushing your teeth well I take my toothbrush I put toothpaste on it throw it under the water and start brushing my teeth so that's four steps and then you say you know well how do you put toothpaste on a toothbrush oh I pick up the tube I flip open the cap and I squeeze it onto the toothbrush well how do you flip open a cap well you take your fingers you put it near the top you put it between your thumb and your point breaker and you twist it right and you can go on and on with that and I think what it what it does is give the kids this idea of looking at a a problem from a bird's eye view but being able to drill down deep because if someone comes to you with a nap idea you have to be able to ask those questions and really break down what they're what they're trying to accomplish so I think computer science is is a master class in problem solving Ryan did we answer your question yes and uh my final question is moving forward into the future um looking towards different programs and classes how is this going to affect our students we're moving towards more of a computer and technologically connected world and really just taking one course can increase your knowledge of all of that so how is this going to help students in the future not only with creating new classes but really with college and Beyond I can take that so um what we're seeing and we were talking about this earlier there really is a melding of different Technologies all together so uh whether you have robotics again or Media or uh the video game industry we're noticing a convergence of Technologies all coming together and computers play a huge role in that so students really need to learn the skills of modern day and into the future and we're hoping to propel those skills here at Dartmouth High School within our department by taking any one of our courses that will teach them the skills they need so moving on to college they have those skills that will advance them or maybe even put them one step of ahead of their peers and one of my stories that I keep talking about recently was a former graduate from Dartmouth High School who's now a sophomore in Emerson learn the skills here just in the media program alone to use some of the computer technology that we have in our program and now that student has secured employment at Harvard University in their uh very popular ESPN sports media program and he's working regularly now over there in that program and I he attains it I attain it too to the skills he learned here as a sophomore now in college he's already working at a professional level and that's what we want to try and do we want to try and bring our students up to that level so when they graduate Dartmouth High School like I said they are already one step ahead of some of their peers going into the college level or maybe even going straight into the workforce and starting to work out in the field so yeah um the thing I want to jump on that is that um moving forward one of the needs we're going to see is is computer science teachers right um I see the eyes out there we have posted four times for a computer science teacher and that's if if anyone is out in the community and anyone wants to be part of that community of teachers it's an it's a fabulous profession it's what makes me happy every single day you get to look at the future and say I trained that person to be the next person so we are in desperate need of computer science teachers across the country but um and it's it's a great opportunity because if you leave college with a computer science degree you have a lot of doors open and a lot of doors to choose from and we're trying to give you that Foundation but if you ever want to come back please come back and give back to our school because we would love more computer science teachers thank you yeah I think that's all uh congratulations once again on the huge Grant and we can't wait to see what you guys are going to do with it thank you everyone for coming out today [Applause] thank you everyone okay [Applause] so we're gonna go on a whirlwind tour now
Robertson Dr soltero yes sir Dr Schultz and Miss Smith Oh president accounted for okay we have a motion to adopt the agenda oh second uh Mr Guthrie aye Mr kirsner just I'm Mr Hopkins aye Ms Robertson hi Miss Duncan aye motion Pastor 5-0 foreign okay and it looks like we have no visitors comments at this time so we will go straight on to informational items the first one being the certified employment for CTE Electronics class of Dale Cornell Mr Hopkins and uh M members of the board this is for CTE Electronics technology teacher Mr coach 2 as he's gone there uh he's the interview for the position of CTE Electronics Technologies teacher starting in January we will teach part-time two periods per day and I will be recommending the approval of the Department of Mr Cornell as a CTE Electronics technology teacher starting again yes okay and then the next new program a new classroom and sure we have a line to ask what it what it's about what sure I'll have um Dr Chabot School the lunch right he had the idea that he's actually also helped us with our ad groups way better than myself but Mr quiznel had approached me earlier in the year and just in discussion with this previous teaching experience and CTE in Idaho and at the college level and also at a district level um we are constantly looking for improvements for our CTE and it's just hard to find teachers and subject areas so CT essential Career Technical education and so after speaking with in their approval and then taking this to j-tip Tucson or classes they were all you know very Gunk all about let's get this added and of course the rest of what we have going now such a small rural area and um and so we had Mr chrisnell one day in our mirror room and classes rotated through and he did a presentation and had volunteers and they worked with the boards and all the other aspects of what's going to be taught and some things that are going to be taught some things are kind of their imagination a little bit and enthusiasm and like 35 students signed up so a month or so later we checked with each individual student kind of gave more information about it and we ended up with about 18 students that will be enrolled in those two course in those two periods and then as as time goes on it really increases our points that we get as a letter grade by having more CTE courses by students there's a you know it's just like everything it's so complicated but if they take the test you get so many points if they pass the CTE test they did some of the points after a certain amount of time so we're just really excited to get it up and running and see where it goes It goes from here and you bring this for us yes I am um it's a college local classified in Idaho my first class was in contention with students could get six college credits and deal with the program which was in where I probably where it was four years we started out with an intro that was Electronics one two three and four was visit Electronics from the projects either way I'm not sure if that's available here but we're just going to start out with the intro and see how many kids will stay in the course and if the students want to go on next year we'll start we'll have intro and then Electronics one and then we'll just keep on going until we get the freshmen who will be senior support here we're going to try to link up with some of the colleges here maybe some lineman school or something I'm really not sure what's going to but it'll be something they've never been exposed to before and I've got kids at a graduate or in the Navy and the Army and Air Force and engineers and stuff like that so it's it's Theory and it's Hands-On so we talked about Theory and then to build it so and everything we're hoping it gets the supplies before school starts we'll see what happens well thank you thank you very much okay the next item is personally certified classified resignation of school nurse Shannon wolf uh Mr President members of the board this book really hurts but uh we also have to be supported I believe her and her family are having an opportunity I believe as her husband to move forward and to continue to grow that being said in Darkwood investor tremendously she does a great job so um Miss Wilson submitted a resignation as a whole school's nurse to the administration her last day of employment will be December 15th so I would be recommending the approval of the resignation of Municipal fiscalers it would be nice if you get transferred to a place other than Caribou Maine that's where they're going Caribou Maine it is odds countries beautiful summer yeah so our next item is uh classified employment of aho school nurse at that time it was unknown I'm going to make the motion that we table this one awesome and bring it to a table it until Wednesday or Tuesday or Tuesday yeah um we don't have the name here so we can't really discuss it if there's we don't have the candidate but um tomorrow we will have the candidate yes you do in there but that was just that's what you added in there just tonight so it wasn't posted 24 hours in advance okay motion and I'll second um Mr Hopkins aye Mr Pearson which is aye Mr Guthrie aye Miss Duncan aye Ms Robertson aye uh motion is table five to zero okay next item is the classified employment of teachers Aid Irene castorena the president members of the board um professional teachers Aid foreign background check my recommendation will be the approval of the employ of the employment of this next item is the approval of the inflation statement yes sir uh Mr President and members of the board um this uh an explanation all non-administrative employees will receive a payment um 1200 1200 to be paid from mno or maintenance and operations budget uh after payroll taxes take home will be approximately one thousand so before I turn this over to miss uh Miss uh Laura our business manager just to give some more explanation this is for employees right now on only for we have more or less around 61 employees um I really believe it's needed at this time uh for our employees um families I guess what's going on with Financial environment this is going to be for for all certified and classified same amount and so um this floor is going to explain this a little bit more and just so that everyone can also see that that we are still being fiscally responsive transparent so if you want to go to the next slide or slave I know it's Christmas and so uh this is the latest statistic available or through October the November inflation will be available in about two weeks but this is um October to October I believe and it's the prices that have gone up um aren't these normally on our it's on the um that's okay so anyhow so it's there okay um well I've seen on the paper lines so this is just the latest information available for those categories and I think the big one is energy that's probably Transportation too so that may not affect our people quite as much but the bottom line is I don't know anybody that's better off than they were six months ago and they're living paycheck to paycheck and they were living that way six months ago right now I can't fix we can't fix but if you remember when we did the AFR and it'll come up in the budget revision we have an increased carry forward so we can afford to do this if you like to go to the next page when Dr saltero and I were speaking about this um he was talking about a thousand dollars I said well if it's a thousand dollars payroll let's make that 20 and you can see that uh Medicare is 1.45 social security 6.2 Arizona State retires mandatory 12 over a level 12 percent um and then the long-term disability from asrs so that's what I call payroll taxes and you all know anyone who has worked when you sign up for your pay you also select your federal withholding and your state withholding I don't touch that that's not part of this packet but it's an individual everybody's different there's sometimes no rhyme and no reason to it so that's always an employee's responsibility and so these same taxes the employer pay so when I when we were talking about a thousand dollars I mentally gave up well it came to 1200 real fast it was 20 it's 19.6 or something so I figured oh we'll make it 1200.
foreign oh yeah thank you sorry [Music] all right welcome everybody to Continental schools call to work of course we'll do the Pledge of Allegiance this is America and to the Republic for which it stands one Nations throughout thank you you could have our rope off please [Music] here this is Dearing Mr mcgibbon Mr ulery here Mr I'm here just make a note for the record Mr McKibben is here by telephone um [Music] so not just to approve the agenda this is a motion item the agenda I'll check this will be a discussion yes guys yes this is Allen yes Mr mcgibbon yeah Mr Robert yes Mr Austin I'm very anxious for this one Mr Peru papers which has been a very supportive member of our community our School especially and he's got some I'm not going to swirl into your thunder man just go just go yeah all right let's get it tell us when tell us when okay I'm real quick here uh start okay thank you Lord it's great to see you thank you everyone will be here [Music] foreign [Music] [Applause] thank you forever to create the letter it's 85 feet long and more than 50 feet wide and it's not just about breaking records there's a lesson behind it so here to tell us about it a man who started this project please welcome author and literacy Advocate Karu patlua you don't understand foreign [Music] that would yeah a small desperate branch of Arizona and it was like coming back the way that was my granddad and ranch when I grew up again and the most fascinating was I started writing letters out there that started creating the story The Storm became a book that you know came out but I discovered the power of what it was to write a letter and what's amazing is when you run a letter you put your tile into it yeah actual give it goes into the page you give that to somebody and they give you the gift of time and you receive it so it's really an interesting thing and so you're a romantic alcohol I like it it's really sad I love writing letters I'm actually really into it personally writing them I do it all the time do you all like writing letters most people just stick to your phone I guess nowadays again and they make the kids write letters too which is so hard you know yeah it is the gift of time it's they're taking time out of their day to make you important and like send you something that's so nice so how did you get involved with the school what am I someone went to school there yeah so that was really cool and a big shout out to the school because we could not do any of this there's later stuff to the students to the teachers to the superintendent and all that so what was really cool they didn't allowed me to do these things and it brings hope and positivity yeah so much trouble they've got too cold and all this and we do this through letters and so the first thing to teach them about running a letter is you pull it from the heart remember it and you're getting them away from all the tech they're up in the tech world right now yeah because objects is not over teaching the patients and we're teaching them gratitude yeah because when you're ready you end up giving that to somebody yeah how it will work so it's it's such a cool thing that does not work that I gotta thank you know all you guys all you guys have come out and do the fun stuff for the big letter year after year and all the letters you written to the community and the support of the parents it's part of the board the support of the teachers to go are you kidding we have to do this again uh thank you to this guy over here who goes oh my gosh I have to do another one of these and he complains about it with me lots of love and uh to gosh thank you for allowing me the opportunity to do this with such a wonderful lovely incredible school and such and and to give back to the community in this way so thanks guys you can say now that you've been part of the Kelly Clarkson show at Mrs Cuevas we need to tell you what is the girl's name that was up there with Mr Fabrics yeah Elsa Elsa that's the voice from Elsa from Frozen you got to meet Elsa if you want Elsa's autograph we want to thank you for helping us always include fun and um just building character like our vision statement and our vision statement state to build good character to not forget the importance of writing letters of being thankful and being grateful and for really getting positive um getting us in the media in a positive way and for the world to see the difference that kids make and the things that are going on and we're just a little like we say a little school with the big huge heart and I'm just really proud of our students our parents our staff and just thank you for your big crazy ideas and um I know I promised my team we're gonna tone it down a little bit now that we made it onto the show so well today's show called up so I'm gonna have to talk oh no well you could just go to Mr Navy thank you very much thank you okay guys now it is time for The Cult of the month never mind I just uh Miss Rico's presentation then the two guys but we still have pizza if you want to come and get more thank you so I accidentally skipped the approval of the minutes because we're excited for it if uh I'll leave to 30 minutes of the November discussion this is guys yes Mrs Allen yes Mr mcgibbon Mr ulery yes yes all right sorry about that people okay the superintendent okay not too much to report um for December even though it's been busy it's a short month for us so again vision and mission statement is there boys and girls I hope you're practicing it board members remember we're going to try to see in January when we have our curriculum board meeting to see if anybody has it memorized for special prizes okay to memorize the mission and the vision enrollment update we're steady holding at 642 students pre-k through eighth grade we have 10 new students who will be entering in January when we come back from winter break 5th 6th and seventh grades have the lowest enrollment and of course you can see that of the um no new students are in fifth grade coming in in January which is where we'd love to have them um class sizes remain with 18 celebrate with our students next Wednesday on the 14th so stay tuned because we are super super proud of our students because they are the ones who have to show what they know and um just very very proud this is the goal that when I came in as superintendent the goal was to get back to an a better grade and to become an aqua school which we will be applying for next year so just thank you so very much bunch of teachers that are here parents just staff kudos to all of you for all the hard work because it does pay off Transportation update we've had the biannual bus evacuation so all will occur in the spring kind of surveys please provide us with your feedback so we only have 52 responses parents on the climate surveys student surveys have increased to 302 staff surveys are 28 and we have over 100 staff members so we truly want your feedback for planning and preparation in order to make necessary changes for school Improvement and we know that we're do we have a lot of great things going on and are doing a great job but we do want to hear there's always room for improvement in different areas so please give us your feedback more good news like if we can take more good news right um hot off the Ade press which is Arizona Department of Education just got an email today that we are no longer identified as a TSI school which identified us as needing Federal Improvement for additional targeted support and Improvement and when I um was here at Continental six years ago we were identified in 2018 which was shortly after due to our English language Learners and our special ed students lack of achievement we were identified as a school that needed needed targeted support Improvement so we had additional funds with that and that we really ordered more material provided more training for our teachers we have now a special education director which we didn't have in the past Ms Staples here and she's our El teacher and coordinator so I'm so happy to a report that we're off that radar too so we won't be getting additional work to do from Ade we just have to stay in the course so proud of our student staff admin team and our parents for being supportive of our school Improvement Endeavors so Colts Rock thank you to Miss Shelley price thank you for your service and contribution to Continental we all wish you well and we know that you'll stay in touch this is Mrs Kaiser's last board meeting so we really appreciate her participation in the board and really her ability ability to expand our thinking and the ways of doing things and making us look at things differently has been good for all of us here at Continental so thank you foreign board meeting please um plan to attend don't miss our meeting it is going to be Tuesday January 10th we are going to have a complete curriculum overview with assessment data and discipline Behavior updates um students will be here to show off their data binders that they've been compiling so we're excited and they are excited to talk to our board members so we're going to have board members come in a little bit early so that kids can show and discuss their data binders with them also our newly elected board member Ruta Maria's will be joining us along with members of parent advisory thank you okay so thank you have a great evening that concludes my report and happy holidays to everyone even though middle school team of teachers as a middle school team we would like to recognize Audrey Khan as our November pulse of the month time and again she's made good honest and responsible choices she's caring and always strives to do the right thing she treats fellow classmates with integrity and helps create a positive funding environment wherever she is we're very proud of you Audrey keep up the good work Middle School foreign months to please come back up here while we honor two of our employees I'm ready as well so while parents take pictures real quick I want to introduce what the Golden Horseshoe award is that's like the employee of the month that we have for our staff something unique this year that we're doing instead of us is Administration picking it uh their peers so all the staff gets to vote every month of who they feel represent and so the individuals and how we used to speak in the years past about the our staff members we'll still do that because we're up here and we can't um but the the comments we've read are actually from the employees uh colleagues so that is what the Golden Horseshoe award is great so our first one that is going to be giving out is to the lady samolina and what he says it was able to be here tonight she's a little under the weather but bloody semolina she's our attendance clerk at the front office and her colleagues write Clarissa always has a smile in the front office and is always willing to help out when we need something done but he says jumped on board and has been a huge help she's always so helpful to parents students and staff and we're very lucky to have her here with us at continent foreign [Music] and her colleagues write as a colleague Mrs Abel's always considerate of others she's professional she's detailed and organized and provides the students with the utmost attention and dedication to learning resulting in positive academic achievements Mrs Abel's always going above and beyond her own job expectations we appreciate her in all that she does she is our ell teacher and it's been really really challenging over the last couple years because it seems like every six months to 12 months the state department changes what the expectations are um and so she's coming and learned the first way then the next year had to relearn everything because the state mandated change and she's done this while loving and and caring for the students first and foremost but it has been a lot of work on her part it's been a privilege to work with her and I want to just you know throw the some accolades out there of one of the students that made that change that Miss Rico talked about um was due to the work that Vince staple did with one student made that difference in that change and so if it wasn't the love and compassion she has for her subject um we wouldn't be in that boat where we are today so thank you for your hard work for dealing with all those kiddos thank you I just wanted to say thank you Mrs Abel for all of your dedication and the passion that you have it has been have a crazy few years with all of the changes but you're so dedicated there you go ready everybody stay cold [Music] well thank you very much Miss Sabo how long have you been at Continental um oh I knew you when you were a puppy then yes very good way back when yes thank you so we're gonna move on to some more business items you guys are welcome to have another piece of display or grab a slice and go um we'll take like a minute recess just for a second to nothing's calm down hit you guys thank you thank you to the kids [Music] okay let's get started again we'll start with a consent agenda this is a motion item okay any uh discussion I had two questions on about church but I've received answers from Mr sugar thank you yeah just for the record I asked a handful of teachers that came to our Christmas thing that they should be watching and I'm sure they did not read the agenda so I will attempt to read this to some degree so here's the raises coming up January that's part of the roll call because yeah okay unless I got it wrong yes okay sorry okay so certified staff seven percent raise classified staffs under 14 an hour we'll get 8.2 those over 14 will get seven administrative staff will get 8.4 and with the remaining budget this will leave us with 196 000 of undercovered funds so this is going to go into effect the first paycheck on January 13th it's really exciting we have all really fought with this we really don't want to leave money on the table and there's a certain amount we have to keep in reserve to add a new teacher this that and this whole silly who really call that with the state with their the funds that they need to approve the override but that said is you know it's I think it's unprecedented correct me if I'm wrong mid-year to give raises like this to this cool stuff have you seen that before so we typically districts will give the raises up front but we've been conservative and also trying to make sure to wait for the aggregate experience to see what we're going to to do before we give out raises at the beginning so believe that staff know that you know once we see where we are at midpoint then we'll be able to instill raises but it would be nice the aggregate expenditure limit is corrected to be able to give raises and let teachers know in the fall what their raises are going to be and um with that means that I know we've talked about performance pay for teachers so that's something that I'm looking into so that we could bring something to the board by February March so that at the end of the school year when we do see that we do have extra funds that we are able to give performance pay for teachers as well for increased youth achievement okay with that this is guys yeah Mrs Allen yes Mr mcgibbon yeah Mr ulery yes Mr absolutely with that we have the uh District financial report unfortunately Greg's not here to talk about it he's recovery from um surgery which I hear he's recovering very well thank you so do we have a motion to approve the district financial report coming to approve the district financial report second thank you any discussion [Music] okay Mrs guys yes Mrs Allen yes Mr uluri yes Mr mcgibbon thank you all right the calendar okay so before you um you have the new calendar for the proposed calendar for next school year it mirrors our calendar for this year we've also worked with um again making sure that our dates coincide was how it is so the number of dates for students staff and on Wednesdays are all the statements this year's calendar okay we have a motion on next year's counter I'll move to a perfect calendar oh second my only comment is I wish Sarita would implement the Thanksgiving week I think we do I mean they get off kind of a half day Wednesday before Thanksgiving and nothing happened giving my son goes there you know Tuesday and Wednesday there's nothing going on none right go anyways with that up be quiet and go for a couple Mrs guys yes Mrs Allen yes Mr mcgibbon yeah Mr ullery yes Mr ostrich all right the next one is the asba delegate assembly which is occurring in December 15th on Phoenix um we need to have a delegate I was a delegate last year and I'm more than happy to do it again um so we needed to make that an action item just to make it all official I moved to approve that you propose asba 2020 political agenda it's called the meeting occurred in September and then there's going to be a weather for me in December right in that community is attached as well so you're willing to continue so Kelly just move into that it's not stated very clear with the recommended if anybody else wants to go over there are we moving to approve Steve go specifically on the one on December 15th so we need a representative from the board to represent us at La is being December meeting I nominate disease to be our representative thank you Steve discussion we we didn't submit anything this year for the global agenda yeah but I can certainly take told me no it doesn't quite how that works well we submitted last year wasn't included at all anyways well isn't that what the motion is to approve the political agenda for the asba it's the it's the proposed draft and so it is there in your packet it was attached yeah again if we want to have discussion about it before so that Mr Austin could take back some information but there's the changes that work provided by asba so yes they are asking that we approve the draft because then there's going to be discussion at asba and then I'm assuming that after the discussion they're going to bring it back for a formal discussion in both recovery boards that's what they've done okay so we're just technically approving that we've received their draft and that will review and send Mr Austin would be happy it's kind of interesting they give you a little electronic thing to vote and then there's people get up and get their opinions well we have two motions on the floor we have a motion to approve Steve osterly as the representative and that motion was made after the motion which was uh the approval of the proposed asba 2023 political agenda you're right so then is that uh the approval of Steve osterley was not in new business so okay we can um to prove the agenda and then we can have a Zoom meeting to approve the income if that's do we need or do we I don't think we need to approve you okay no it's just a discussion a discussion it's put some straws out and see who gets the short one I don't know I figure since I'm already going to be there okay so but if the political gender is going to come back to us for final approval um why is it necessary to improve the proposed agenda because our approval or disapproval of the proposed agenda is what we're asking Steve to take to the asba meeting okay so if there's I just speaking on the cuff if there is something that we would want me to you know because it's an open forum to talk about whatever I'm more than happy to do that I don't think we've all delved into it enough to do that [Music] so anybody can according to the rules anybody can attend uh but then each member has one official and that's what stabilities that's correct okay okay so the motion on the floor was the approval of the proposed asba 2023 political agenda it was uh moved by member Allen and I don't think we have a second so if there's not a second I think we had a little maybe this motion or item was not presented right right well Mr omary did you I think I checked it the nomination of him to be our delegate right but Mrs kais mentioned that that specific item was not as indicated as a new business item on the agenda so we're going to go back to our our first motion which was the approval of the proposed as B8 2023 political rejected by miss Helen foreign we need a second to move it to discussion to all six okay any discussion oh okay I you know I I struggle mightily with the usba um political agenda um four-fifths of it is funding funding funding funding funding um and while I absolutely support Advocate funding of our Public Schools I also I remember recommendations that we made last year especially as far as simplifying the the school Finance system which I think is the most convoluted misunderstood ununderstood by the public process that I've ever seen anywhere and that was never included whatsoever in the political agenda of the asba so I struggle with with this agenda follow the question Mrs guys no this is Ellen yes Mr mcgibbon no Mr Ellery no Mr Oster yes all right now to the fight club coordinator motion to approve the industry Mr President appointed the information could you repeat what the motion is that just the motion wasn't failed was for us to to support the um the the proposed political agenda delicate assembly thank you so if I'm hearing that right I'm in being advised based on our board notes to both know but they vote on each individual item it's not just a vote of it and I think that's something representing Continental you could go bring that up at the meeting and express the conservative report online that's why it is important political agenda okay is that good okay coordinator looks like uh Mr Vance wants to produce a mountain bike more power yes so we currently have one and there's the Russian now Mr Nathan has requesting that the board of proof um an additional mountain bike club sponsor because the club has grown and for safety reasons we really need to have two adults there in the lead and reading up the rear with Fight Club gears good so that's 325 I've moved to approve the additional Fight Club second can you discuss me is this guys yes Mrs Allen yes Mr mcgiven yeah Mr ulery yes Mr osterdam okay so we voted for the need of it yeah I'm sorry yeah so now we're building on or Mr Vance to be the coordinator and so we need a motion for that I moved to approve and Mr Vance as cannot fight but we're here all right my only comment was I need to come watch Mr Vance on the mountain bike so let's see what happens we'll be well supervising change with Mr Curtis who is the originals yeah okay he'll be fine okay go golfers this is guys yes this is Ellen yes Mr mcgibbon yeah Mr ullery yes Miss Jordan yes okay our events it's a busy December I don't know if we need to go through is there any that you want to point out that are bigger events than others no to start concerts and our choral concert and now we're um winter musical programs just come on in if you're here please make sure that you let us know because we do like to make sure that we do operate reductions of our board members when they're in attendance so if you can flag Deanna down or Mr Nathan to make sure we know you're in the office okay Joe could you get Lathan to come interesting okay with that we have our information so we'll go around but I do want to wait until Steve gets in so we went to share this earlier the Steve if you want to come up with share this please so I won't talk too much about important basketball team this is just the highlights it was a rough season they ended up oh and seven um with only one eighth grader that was on the team for the entire time so it was very challenging for our sixth and seventh graders um to go out there and for the most of the time the tallest boy on our court was about here and then on the other team they would have two or three in my height um so it was rough as far as that goes um the athletic directors and the coaches vote every quarter is you're aware for sportsmanship Awards and although our boys um really got some meetings most of our scores averaged around like eight to sixty um 60 plus was the end result of scores our boys never ever ever quit a game so if you wipe the scoreboard clear and walked in you would think that our team was probably winning because of the effort that they were putting forth and guess they never gave up diving on the floor getting every ball that they could um and trying their best to get it to the other end of the court and try to get a shot off before it got taken from them again but just rappers and really good kids and the other coaches and athletic directors noticed that effort and at the end of the game they'd be there with smiles on their faces shaking their hands of their opponents that just showed them no mercy and so they were selected sportsmanship of the year for basketball so as you guys know because I've done this a long time with all of you I cherish this we're going to do a first place trophy so although we had a record of Owen seven um all of our boys and coaches are winners of my book because I came home with the most important Hardware that I'm super proud to put in our trophy case so they're not here but if you're watching boys thank you so much for your videos and Villages for bringing this home in Continental so once the first time foreign any other discussion Shelly well I just um I want to say that um I was thinking about the board and and this being my last night and I think many of you know that I am probably off to Italy so want to set up um I am very excited but I was thinking life is like a box of chocolates and you never know what you get until you unwrap it and this board has been a little bit like that uh you never knew what you were getting with any of us till you started unwrapping us as much as you tried the yes and naughty ones uh as much as you try to wrap it back up and put us back in the Box probably not possible but here's the deal I've been on the board now for three and a half years and I will say that it was as difficult for me not to run as it was for me it would have been for me to run because I knew I needed to go do other things I met one of those new decades but the things that we have done as a board and as an Administration although not easy to get done have been phenomenal um I say this a hundred times keeping the school open out of 16 counties and and Pima There are 16 districts in Pima County was nothing short of phenomenal and just served our children so well returning a million dollars to the taxpayer phenomenal you don't see that at TUSD you don't see that at Sunnyside um going from a b to an a again phenomenal getting sportsmanship Awards those are the great things that should be measured in a district and so I'm just I just want to say it's been um an honor to serve on the board it's been mostly a pleasure um I there have been times when we've had to make very difficult discussions and we've had them and we've come out the better for it and so um again my my gratitude to all of you thank you so much it's been a pleasure and I look forward to seeing you guys succeed and most of all doing the fun stuff now so thank you very much um thank you very much for everything you've done for the board I've really enjoyed um being able to glean as much experience for me as possible to taught me a lot I've had a lot of fun inspiring with you and I really appreciate your patience oh I will I will uh first of all I'd like to congratulate the Administration and the staff for being gay School grading I think it's fabulous with people by real estate in this District they look at things like that and that's a major flower in our hat and and my my congratulations I know it's a lot of hard work to to do that and and improve that I would also like to extend my thanks to to Mrs kais For Her counsel her guidance her contributions to this board I think they've been invaluable and I would just like to this is a special time of the year and I just want to uh wish everybody a Most Blessed Christmas and to our Jewish friends a a very happy Hanukkah and just a wonderful rest of the year and let's just have a great 2023.
Community Unit School District Board of Education meeting for December 5th 2022 can I have a roll call please Mr Cerrone here Miss Doyle here Mr Gatewood Miss Johnson Mr cloaker President Miss Hamilton present Miss Swanson you stand for pledge of allegiance to the flag of the United States of America and to the Republic for one nation under God indivisible with liberty and justice for all so can I have a motion to move the recognition of the pride winners to after the public truth and Taxation hearing motion to move uh item 4.1 Pride winners to after the after item five public hearing on um the um public truth in taxation hearing hi Milton hi Miss Swanson aye Mr ploger aye Miss Doyle Miss Johnson Mr Cerrone aye Mr Gatewood uh motion passes 7-0 5.1 public truth and Taxation hearing we will now hold a truth in taxation public hearing for the 2022 Levy we will therefore have two opportunities for public comment tonight the first opportunity will be during this public hearing on the 2022 Levy if you wish to make a comment about the 2022 Levy please make it during the public comment portion of this hearing if you wish to make a comment about some other matter unrelated to the public hearing you may do so during the second opportunity for public comment please make sure that you note it on the comment card during which portion you wish to speak so this is the public hearing convened by the Board of Education and Community Unit School District 308 regarding our requirement for a truth and Taxation public hearing for the 2022 Levy at this time I will ask each member of the Board of Education the district's attorney and the district administrators who will speak to identify themselves for the record at this time I would like to ask our administrators to give any additional information and updates on the truth and Taxation public hearing requirements and the 2022 Levy Dr pesky will now give his update on the 2022 Levy thank you as you may recall last meeting we reviewed our Levy presentation in detail but today I just wanted to point out a few illustrative points just so that the public understands exactly what we're doing first of all the levy is what we're asking the county for it's not what we're going to get it's what we're asking them for based on estimates because right now the county doesn't even know what their actual assessments are so we have to we have to ask for app to ask for a levy amount the levy what we ask for is typically based on what was extended the previous year so an example of that at this time last year I asked the board of education for to adopt a levy that uh that was about 112 million dollars the year before we got 106.
but when I did the calculations the take-home would be down at the bottom if we do 1200 surely 962.16 if you don't have any federal or state withholding and so I realized his goal had been to do a thousand so I put the option if we wanted to do 1300 that means the k ick their cake would be a thousand forty forty twenty twenty four so I need an eye chart so and so um either one of those options would work and I wanted the board to decide what that would be okay I like the higher option I'm fine with that I had talked because once they still have their state and federal ticket I was still going to bump them down but I'd rather be closer to that thousand right Administration yeah that that was Mr President Mr Duncan that that pretty much we were talking about that and and really um our certified and classified uh really unique debts like um speaking for myself personally the Skyping should go to a certified classes so there's no legal reason why administrators can't no no this the legal requirement and the audit requirement is that we bring to the board and the board that's the requirement so we this is I'm just running the numbers here so if you look at the next page you can see what it costs the district and so the district actually has to pay those same taxes and so at a 1200 dollar uh stipend after taxes and there's 61 eligible it really comes up to 1437.84 so with 61 it's basically ninety thousand dollars I mean let's talk about for sure yeah there could be an employee offered too you know and then if it's 1300 it's still under a hundred thousand dollars so I'm very comfortable that no matter what happens I put this in the budget whether we do we do a lot it's it's good to go so we only have two administrators is that right yeah three three four well we have a grants person that okay you're only a small percent we have well we're talking three one two and three administrators so if we if we had an Administration to cost us less than five thousand dollars right an emotion on Wednesday is that right yeah I don't know that we could do that now that now that the agenda States not administrative yeah yeah because we don't have the 24 hours to change it since the meetings tomorrow and that Wednesday yeah yeah so it and that's fine so this is what I thought with the carryover that we could do that it would immediately not not affect future budgets this is a one-time thing that we can do fairly quickly that the employees would receive it I think it's it's a great gesture actually I just thought of one question regarding Lonnie's question because we do have the option Wednesday it's published at 1200 but you said we have the option of taking it up to 1300 but why wouldn't we have the option of including administration at the same time if someone wanted to propose it if it's even yeah so something we can so so I want to I'll say this if I'm just going to go this route with it if we someone makes a motion requesting an item for January that we give Administration also 1300.
Mrs guys thank you so much I I really did learn a lot from you and it opened my eyes to things that I've never thought about so thank you for that and you know what we've got a great future in front of us you guys all know it so let's make it happen good thank you thank you so thank you with that we'll take a recess to sign some paperwork she's sick you're right he was going into an area with no signals so he got disconnected stuff
so that was 4.99 it was just below the five percent uh truth and Taxation limit so we didn't have to hold this hearing um and last year while we asked for 112 million we were only legally uh we were only legally qualified for 110 so when the county finished their calculations in uh February March and April they actually determine that no you don't qualify for 112 you only qualify for 110.
uh we're still a good budget watch for that correct yes we are and they have no economic worries in their lives administrative and 1200. so it must be postponed this until January the amount for the okay I'm sure um well it's okay sorry so um Mr President if I can um it's a good start or it's a good start um uh eventually yes we do have to uh continue to find ways to be creative that being said from not having done something like this to doing something like this is going to impact classified and certified you can stress that enough just uh thinking back to family members who have been classified their whole careers they would have loved to have seen this so yeah I really think it's it's positive for not only the employees but Yahoo Unified School District community and it's a good step forward and we can always continue to allow some stipends another one we're this is a good step in the right direction yeah and I see on I see on page five too that it's all the employees regardless of yes FTE regardless of when they started and all of that yeah that's important because yeah that's important to me because the expenses that increased didn't increase almost on the number of hours somebody's working they increased across the board for everybody so what I'm thinking is violation so for me I'd be comfortable we approved this as is right here at 1200 and then we come back in January and then approve the additional 100 and if we so choose the administration yeah that was that way so yeah [Music] I think it's important that we get it at this meeting because we are coming up to the holiday season with extra expenses so I just want going to bring up because board members will get asked and future board members and employees and they all say you know and there is that no good details unpunished kindergarten um and so yes it's if you're a half timing employee or a full-time you're getting the same amount or a three-quarter employee at a 101 you're going to get that it has nothing to do with your base original um it has nothing to do with your position whether you're uh a supervisor or just in or the length of employment and then what we do need to decide though is that last thing where do we cut it off if you get hired in January or February or March or April or June to me for my but I cannot include those these are active employees I think is so what are you going to pay this well well Mr President Mr Guthrie um spoke with the business office and they're going to make sure and do be as efficient as possible and then take care of all of the details it will be by the end of the year as soon as possible but making sure that they have anything to take care so something that we offer our employees is that they can go in and change their W-4 any employee can do that and have it um for no taxes just for for this payment you know what I'm saying so they go in and have no taxes taken out and get the full bonus if you and then you can't get at a payroll tax estate right and then you can go back and change it again for your next your next payroll and if you forget it's only your fault right it's a dangerous game that people forget to do so so we that is an option well we actually do attacking assign both of them at the same time I understand but it's easier said than uh that was all I just wanted to bring that up to one people and that's that's what it's the spirit of the stipend was we have the budget to do it it's a rough time and this is the just just to reiterate again this is just year 22 karat gold yes sir yes so it's good okay and you're competing for employees um completely when you're competing for employees things like this right hopefully make a difference oh somebody moving to Maine or or it's taken around you know and so it implicit the right thing to do something about the possibility of changing that that number I know it's on here um there is a wiggle road yeah I know in the past we've been able to amend the details not not the agenda items it says no could we could um would you ask that if we're about change your hours sure we can ask outside the next item then is the extra pay position of the coach for the boys basketball developmental team uh Mr President Neighborhood Award um the explanation and turn it over to Dr chavose who's able to find out some information so he's going to shared with everyone we want to try and have a basketball developmental team you do not have a board as a varsity basketball so we're trying to build a team for next year and trying to be uh trying to to figure out the best way to try and get some students some experience playing basketball so you can have a a foundation for next year so that we do have a varsity employs varsity basketball Dr schmolds is going to do some more insight on what he is okay so unfortunately yeah we don't have enough players for a large new basketball team and we also don't have a feeder program for a varsity basketball team so we don't have a JV a freshman team Middle School anything like that so when it comes to a year like this year we had three football players injured at the end of the year and then if you don't love the game of basketball it's it's not fun it's not fun to get beat and it's not fun to go to practice and running behind off unless you really love it same with football you don't go out to football foreign so what we wanted to do is to start a program to where we could have some kids come in and not an official program that would be with the CAA our conference is but just um some kids getting together almost like a club and they've been practicing non-stop since um I mean since basketball season started the kids have been practicing we have 8th graders and ninth graders right now so we don't have a middle school team We're not gonna we're not going to join a middle school conference because we have some high school kids on there and and so we want to be able to to get these kids grow the program so miss Venus actually made a good point to uh earlier today gave me some good advice to make sure that we are clear with uh with our with the CAA that we're allowed to do something outside of our our agreement with them that we have I was able to speak with the executive director uh Mr Randy Baum at the CAA and he loved the idea of what we want to do he said they can work you know your kids can wear their uniforms they can you can go play uh you can go play middle school teams you can play some freshman teams at other high schools um they're not part of it at all this is all all with us and teams do that in the city you're able to go scrimmage with other teams especially with your lower lower level lower skilled kids um and coaches just refereed it gives them a chance to feel that you know we're really playing somebody and we're not discouraging against uh our hometown guys um and so we'd be able to do that and I have some contacts coach has some contacts and we already have some agreements with some schools that they would love for for some of their kids that they know will never get on the court officially to be able to play against our kids and have some competition um since we weren't going to have a team we weren't going to have a pay a bus driver and and um and some of the other things that go along with with having with having a team at a conference Mr Singh can take the small bus and drive it whenever it's not being used and we'll schedule our scrimmages around that at that time but I do want him compensated for his time because what he is doing is building a program and he will be practicing as though we have a team you know it's the same same amount of time he can even do less less amount of time practice wise and then we may go and play some double headers a team in the morning some Saturday they can eat play another team and he's able to drive the bus back as I said the executive director of CA loved the idea uh because they want us to have a team eventually even if next year it's just a JV team we can play on a schedule at that he said if we get enough guys to get in Varsity it just takes a couple three or four kids if you have more you know to put that interest and we'll have that varsity schedule so I think it's the only way that we can go with making sure we someday have a team and if this builds and grows maybe we can have a middle school team someday or a freshman team and varsity team like a lot of schools did um so I think it's what's best for for kids if you want to play how much am I able to talk on this um you can ask questions about the agenda this agenda item itself this this sport this this right here go ahead we made a big mistake when we dumped our Junior High Athletics and our JB Athletics and and I knew that when we did that that it was going to cost us down the road and it cost us right you know and um when I got out of the school board one of the things that I ran on was returning those two two things right to have Junior High and JV Sports I um I'm glad we're going to continue with something I'm glad we had this teacher because you know we have a teacher that actually wants to coach and so we need to support him with that and so I'm definitely definitely for this but I think that and we're going to need to look ahead and as you mentioned and start looking at getting Junior High and JB Sports back right and so um and then I think once you do that you won't have any more not having a team but yeah I support Mr my question is I support this now is Mr scene asking to have this and be the paid coach because if that's the case that needs to be two separate items in my mind not just approving the program and him as a coach and if we want him as the paid coach I think that should be a separate agenda item for approval that's just my thoughts on that not just a blanket I mean because technically anybody could come up and say oh we want to have this program I want to be the coach we're going to get paid that's fine but I just think we still need to have that separation of the two you know because it is it is a paid coach with to grow a program there can be two separate items on this one you make the motions and I'm not saying this Anthony Angus Mr sane I just think that we need to be responsible and have two separate agenda items for approval of the program and then if the administration wants to recommend him as the coach for that sure then make that its own agenda item also sure and I I like this idea um the only concern I have is when I express to you about having some somebody in an assisted role just because I've strongly believe there need to be two adults in all situations like that to keep an eye on things was coming up with some creative ideas of someone who another adult who does have their IDP card maybe they may not be an assistant coach especially if they don't have their ivp card they can't but if another staff member who has their ibp fingerprint card but we can work something out of that personal stress strike that's one of the ideas yeah okay no I was thinking too it'd be good if there was somebody else like another adult there at the practices as well um they're definitely on the road trips yeah I'm sure they'd be on board with that no problem yeah I just wanted to express that as a card that's usually the issues and one thing we've run into it as well um make it short is that you know that we had assistant football coaches and then the decision for Bobby p Guard for everybody came kind of at the end of football season so some of the assistant football coaches that would go to basketball okay and so there was some confusion you know on their part I understand like why now so that the process had to be explained and so they so some of them would have to you know okay okay my daughter was in Phoenix today couldn't coach anymore until she got a card and so she went up and then this morning um so what is the proposed proposed so one of my ideas was since it um you know it was in a Varsity Sport and through the diversity time we have a varsity support pay and an assistant coach bag so I was hoping to meet in the middle of that which is I'll bring it up hold on I'm sorry sorry and that wasn't anything that was discussed with anybody that was just something I thought you know time wise and traveling and the games and be able to retain that person as the coach moving up getting some guys to do the junior program so this is uh six hundred dollars this is big for all of our coaches so head coach and then assistant coach basically twenty six hundred dollars in whatever you guys would decide on this award okay and that's for all of our all of our coaches are paid okay hello Mr President members of the board I really want to use stuff use this opportunity to really recognize Dr chabot's um he was being very creative I'm sure all of you know he was a All-American high school basketball player and also in college he was highly recruited and so basketball is is a passion we both played but I have no problem saying that he was a lot more successful than I was I was a 20-point player in high school if we're up by 20 or down by 20 I want it again he scored 20 points so he's very passionate about it and he's really taken a lead in this I want to really just give him the credit I want you guys to know that he's really been trying to figure out how to make this happen so that's what he's taking moving on this on this activity yes one more thank you thank you thank you um one more comment so we can't really make it another agenda item as the agenda is what it is but I think what we can do is to divide it into two sections that's what I thought we were talking about anyway yeah but now we can have two motions on the same agenda item and split the topics into two but it's still just one item because I also figured if we had to wait until January we're missing a big chunk of the season and also so this Eric I'm actually glad you brought this up because for every new position we're actually supposed to do this we're supposed to approve the position and approve the employee or potential employee so this is something that we should always be doing for new positions and question does that mean the CTE position we should divide that way as well yeah yeah I guess we should well I don't want to go back to that just yet because agenda but um if if if it is a new position which this is and things that it should have yeah I think she's pointing that out okay okay on to the next Friday next item is the approval of the financial year 2023 budget revision ADM mno current year is ongoing but farming is always changing based on your employment Laura Smith our business manager is going to explain the budget revision and yes it's December so um about may you start putting together for Pure proposed budget for the next year because the government in June proposed and in may your year isn't even close you don't even have this last hundredth day counts so it's really an estimate of everything but with experience you get pretty and so when we did the AFR and I uploaded it generates a new report called the bus and then that drives this revision and you have to remember that mno and capital always used to be funded on the prior years how did they count but now mno is funded on current year so your mno budget goes up and down every month and it should be more solid than it was in August so that's the facts here so on the next page I did I compiled a bunch of reports and tried to make it not as technical or not as boring to people who don't do budgets and so the base level amount did not change it's 47th of these are 80 but our you can see that the adoption we we estimated 700 kids because that's what we estimated and you always want to go high because you can lower your budget but you but you raise it once you set your taxes and so that number actually came in at 670 so we lost almost 30 kids um and so you can see that's 163 000 that got shaved off which is not an unusual our transportation Revenue control limit doesn't change because our mileage is going down so it they got that budget doesn't change but the adjustment per the bud 75 which is last year when we did our budget our final budget in May um the ADM was this number and since then that number went up a little bit so they had to give us more budget than we had claimed because the the numbers changed so we picked up 14 902 dollars we've had a couple million dollars it's a really small change but we'll take everything we can we can you see I carry my numbers out like four or five points I'm not giving I'm not passing any money up and so um then that made our Revenue control level actually dropped because of the student loss it actually went down 148 427 go to the next page that number carries forward we had no growth um but our carrying forward was estimated at 400 000 because that's what you've been doing but it was actually 880.
so that's what we got so this year one of the one of the things is um our CPI has been very low the last 24 years anywhere from 0.7 to 2 percent uh this year the CPI is actually at seven percent but according to the property tax extension limitation law we're limited to five percent um to to extend the levy that we got last year so the 110 million dollars were only legally able to get uh five five percent more this year which would be about a hundred instead of 110 it would be 115 million dollars that that in and of itself puts us over the five percent limit where we have to go to a truth and Taxation hearing to let the public know that the economy did the economy CPI went up the district is asking for more than five percent um but on top of that there's a little little caveat too if you drive down Wolf's Crossing Road you'll notice all the developments happening down on Eola and by Douglas and in between all of that new property also needs to get added into our eav is that property valued right now like did our property or our eav increased by five million dollars 20 million dollars or a hundred million it depends on how much those developments were built out and are being lived in so for the next few years the county offices are going to be determining how much of those new property that new property is going to contribute to our eav so we build not only the five percent because of CPI but we also build in a little bit what we call ballooning the levy we ask for more than what we know we're going to get just in case our estimates are wrong I only planned on there being about 20 million dollars of New Growth so that put our Levy up to about six percent but just in case I was wrong I I'm balloon the levy up to say that what if there's a hundred million dollars in growth and so I'm going to ask the county or file a levy for 121 million dollars knowing that I'll probably only get about 117 million so there was an article that just came out from wspy and I wanted to correct a few things in that article if I could uh number one they started off the article saying that this is the second straight year that we've asked for uh nine and a half percent Levy that's not accurate last year we asked for a 4.99 this year we're asking for a 9.58 so it's only been one year that we've done this the last time the district had to actually do a truth and Taxation hearing was in 2010 because uh that's when CPI there were some issues there there was a lot of growth a lot of development so they actually ballooned the levy by 20 percent in 2010 and they didn't get 20 percent more than the previous year but they asked for it they only got what they were legally Legally qualified for so the last time that we asked for more than a five percent uh Levy was in 2010 um but one one thing we did do is the the the district between 2012 and 2016 they did hold the levy flat and what that means is in 2012 the district qualified for 88 million dollars from the levy well the next year they qualified our Levy goes up about four to five million dollars a year so 88 million it should have gone up to about 93 million the next year and it did then based on CPI it should have gone up to 94.5 million but instead of asking for 94.5 million the district only asked for 93 million they held it flat to what it was the previous year they didn't ask for what they could have legally gotten then the next year they did it again they would have qualified for 95 million but they actually only asked for 93 million and then a third year in a row they could have qualified for an additional 96 million but they only asked for 93 million the issue with the issue with the levy is in the issue with not levying or adding the levy to that is you qualify for what you got the previous year based on the true assessed value of all the properties in the district and at the time in 2016 the properties were worth 96 million dollars but the district only asked for 93 so that's what we call in the finance World they left three million dollars on the table you would think that's just for that year but that actually the levy is based on what you got the previous year and then it's multiplied by CPI every year after that so in reality we lost on 3 million that year now you multiply that by CPI but yeah you know that was 93 million multiplied by CPI where it could have been 96 million multiplied by CPI so that that has a cumulative compounding effect So based on the three years of not living the full amount the district actually is not realized 35 million dollars in revenue from 2013 to today and every year we will be 5 million dollars less being collected from the taxpayers five million dollars every year because of not leviting the full amount so I hope that that makes sense and that's that information it was a little bit a little misrepresented in the article that came out from wspi but I'll I'll call Mark and find out uh if uh he can clarify that with me so that's that's very sobering when you're thinking about 35 36 million dollars that we could have had in our coffers to do so many things for our district and for our students but because the the levee was held flat we work we have missed that opportunity and will continue to miss that opportunity every year to the tune of about six million dollars correct I I think the other point that brings up as well is I think in the article here it seems kind of alarmist it says that we're going to generate 11 million dollars in additional Revenue it's kind of misleading the the truth of the matter is what what the district or the community needs to look at is our tax rate our our tax rate for Education last year was about 4.8 percent this year it'll be 4.7 percent so the taxes are going down a percent but the amount of money we're collecting is more so it's a little bit more but the tax rate is less so um I think the thing to compare is what is our tax rate compared to other surrounding school districts and you'll find that our tax rate our operational tax rate is pretty good uh the one thing that adds to and makes Oswego a little bit more uh in terms of the tax rate is we do have our long-term borrowing which adds an additional 1.6 percent so our tax rate goes from 4.6 plus that 1.6 so we're up into the six and a half percent uh margins on our taxes for education and again that 1.6 percent borrowed tax rate is set to come down in 2027 a little bit then in 2030 and then it'll be paid off in 2034 and then we'll be back to a normal operating tax rate of 4.6 4.6 but that was the referendum that was the referendum 20 years ago 2004 450 million 600 million correct so that's that's a good quarter of the the tax rate correct correct and that was authorized by the community to issue those bonds but there was a tax implication to that we need to pay those bonds off yeah although it's a good history lesson yes the community but let us not forget that that also involved State legislation to allow districts to go that far in into debt and but you're right I mean there was there was the community asked they went to legislators in the area and asked them to pass that so that we could do this and that's a piece that's left out many times yeah in the community and I'm not blaming I'm not blaming um our um our our legislator at the time um you know I mean uh listen uh and Tom cross asked what what do you want from us what what can we do to help you and and there was enormous growth at the time there was not a real plan they're um there was just Reckless abandon with growth uh and and that's what needed to get done and um what what sometimes doesn't get realized though is that um just because something happens doesn't mean it goes away uh and we continue to pay and that is why we feel the pinch the one thing you brought up neighboring districts that I wish I could see is you know it's interesting to me when I read that article and I read that headline and to be honest with you I don't blame people for reading the headline and getting ticked off right I don't blame people I read the headline I get ticked off and there's nobody walking around saying oh I want a levy I mean I mean my alarm went off at 5am this morning I didn't say yeah good I get to get up this morning at 5am so there's nobody walking around saying oh can I please Levy this year right um that that's that's there's nobody doing that right um but it's interesting to me that when Yorkville Levy's above five percent they don't quite get the same headline as Oswego and that's very fascinating to me and as I tell people what's not being said is almost as imperative and interesting as what is being said and that's fascinating so it's not about whether we Levy or not that's that's very interesting and I'll ask this question because I know you're going to get this and I was going to ask later but I'll ask right now so if we don't lebby can we balance our budget without cuts no I think in our last Model we looked and if we did not Levy we were about 0.6 million dollars in cuts for next year if we don't collect the full Levy if we don't love you can I can we build that 20 fund Reserve by 2026 without cuts absolutely not if we don't Levy can we build a general maintenance fund which is has nothing in it right now without cuts absolutely not okay so nobody wakes up and says can I please Levy Nobody Does that the real question is do we love you or do we cut that's the question I think a better title for this article would have been the state of Illinois considers larger tax levies because of CPI it's not just Oswego yeah so one of the things I was thinking about when we talked about um the opportunity lost for that 35 million dollars was in like 2015 2016 that's when our Board of seats were full of people because we were cutting um teachers we were cutting uh all sorts of things because we didn't have that 35 million dollars and I remember over like the next two or three or four years we had to cut 25 million dollars wait what's this four it was four years of pain yeah four years of pain um because we didn't have the money to do the things I mean we were cutting Junior High Sports and we were cutting Administration stration staff we were cutting teachers because we didn't Levy we were raising class sizes we were increasing our fees there was there was four years of less that we went through and those things have not gone away no like like there are times where like I still feel these things today and and like I could see those as being the residual and fingerprints of those cuts from those four years it's not like we have gotten out of the woods and and information yeah go ahead no I just if I may say so Jared to your point of what we're not talking about but I'd like to bring up one tonight which is the role of public education in our community and those that value it and those that don't and I think um you know when I vote tonight I'm voting on it because I truly and whole wholly believe in public education and preserving democracy like in you know it from the local level up and so you can't be disappointed in the fact that we have busting issues of the fact that our buildings are are um crumbling or the fact that we don't have air conditioning one day or the fact that we don't have um or that we have high turnover all of that stuff matters and all of that stuff at the end of the day you know if you want to say something about it on social media or or somewhere else that's great but then you've got to come with a solution right and so that's what I think people are forgetting and then the compounding interest of not loving over time has such a crucial and negatively dramatic impact on all of these things and so I think that's incredibly important and then one other question I have is and maybe it's me but who who is no longer on the board because we're now a six-member board so did I say yes in the article they talk about a six-member board they forgot about number seven okay okay so we are still a seven member board yes yes we are okay thank you very much for that clarification and and and just and you know I was gonna talk about this later but I mean as long as we're on this topic um you know they're they're projecting a surplus in the state budget this year and next year but everybody's warning that in the third year there's a deficit coming and I mean we have to prepare for that and and when we did those projections with ebf without ebf you're talking about four million dollars yeah right so I I hey again nobody wakes up in the morning and says please can I love you today no one says that there's no one running around saying that but let's have the real conversation you want to cut or you want to Levy hey if you want to cut come with your list so I appreciate the one thing I do like about these hearings is we have another opportunity to address the impact of levying which is an important part of what we do so I appreciate the input from the board and and asking the questions to kind of pushing the administration to really find out financially on a local Revenue Source why are we where we are I think we're getting closer to really understanding that but at this point in the hearing too unless there's anything else I think just turning it over to the community see if anybody has any questions or comments about the levy okay so we moved to 5.2 public comment on tax levy is there anyone who would like to make public comment on the tax levy okay let me read this and now the board asks members of the public to comment on the 2022 Levy when the secretary calls your name I ask that you come to the microphone state your name for the public record and provide your feedback please note that the comments are limited to three minutes per person and that neither the board nor Administration will be answering any questions during this time thank you for your comments foreign I'm also a Township Trustee so we're doing our Levy right now as well and so my question is and whether you can answer this right now or not but um so I have my spreadsheets for Township and they broke it down and like they get gave an example here of a home worth 278 thousand dollars and then they break it down for us and say if we do zero percent Levy the taxpayers get a 42 Township is way less money um we get a 42 Cent credit or if we do a one percent increase we get we raise the taxes by 13 cents for this one taxpayer and then two percent it's 68 cents and so forth so do you guys have this breakdown and then also like we were also able to tell um they were able to tell us already that if we didn't so if we don't increase our Levy we would lose out on new construction right now it's around 10 000 but they had a number and I I know it's still estimates but do you have these numbers and do you have a breakdown or do you guys get to see how that looks for the taxpayers yeah Donna and what I would say is if you look at our meetings last month is that okay so we're not answering any questions during this time and so you he will need to get back with you or you need to you will need to connect with each other okay all right thanks all right thank you very much okay so at this time we will close the public hearing if there are no there is one oh there's one more oh oh come on up start of the moment name is Scott Pugsley and actually I was going to address this gentleman right over here to make comments one of them right about asking a question right so I guess and then Donna asked a question and you said well we're not answering questions so I guess and I don't really have a question to ask if you're not going to answer the question but I figure I'm going to do it anyway no 4.99 is that a tax levy so the question is do we have a tax levy or not is the 4.99 a tax levy or is the increase over the 4.99 and if you can give your name to um Ursula she will make sure you get the answer to that question okay and I'll definitely follow up with you on that one sorry okay now we're if there are no oh come on um yep Kevin Johnson uh senior vice president for a financial services company and and I understand the levy process I've been with companies before we've had to reduce budgets by 500 million dollars so I would like to provide assistance and looking at your spreadsheet we had to decide things you can't do understanding that the taxpayers have already been hit with is that accommodated with another understanding what you're going to Levy I hear what you're saying year over year but every year is not the same So within the company we have to look at the economic situation of America regardless of what happened last year or four years ago before Michael or what might happen next we're in the midst trying to understand the recession that's coming and those have to be in the thoughts for anything that you do there might be schools that don't get built because people can afford to do those things companies can't get the things that they need because they might not exist because you have to understand all of these items look at all the items on your list and start prioritizing I know you guys know this but sometimes you got to do things that are on probable in order to not impact the taxpayer who's already eating a packet and will further be impacted by can't continue to ask them for mistakes made in the past you just can't do it but if you I would love the opportunity to sit down with whomever has to make these decisions to share my experiences throughout the last five to ten years and how we had to go through and make some hard decisions in order to meet that budget without impacting the minimal amount of the public that we had it's possible but you just can't look at it year over year it doesn't work that way your home budget doesn't work then the other budget so just like the opportunity to sit down like there might be some frivolous items need to be on the list can't afford to be on the list and this economic time so you have to look at things economically not year over year it still work that way thank you Mr Johnson if you'll just see Ursula for your information be happy what's going to make a regular public comments great thank you all right is that everyone so at this time we will close the public hearing we'll move back to 4.1 recognition of Pride winners all right item 4.1 is to recognize our teachers and staff as part of our pride program so the contact information provided on the comment card thank you Kevin Johnson I just had a comment came to my attention that there was a book removed from the curriculum To Kill a Mockingbird and as I watched over the pandemic over the last couple of years and watched this community be torn apart by differences of opinion and some of the things that were being discussed around whether this book should be in the curriculum or not it saddened me to understand the reasons for why I think that we're Sheltering our children a bit um I'm a father within a mixed family and I'm responsible for the way my kids behave and teach them my philosophies about life there's no word in any book that's going to destroy that they need to understand American history The Good the Bad the Ugly to understand how we've progressed we can't hide that from them it wasn't hidden from me and I think it benefited Me overall I manage a team of 300 plus people all disciplines all countries and the things I learned in school from the variety of things that we read not always good but I learned to think for myself over time and decide for me what was best it's not like these kids are not going to learn these things outside of the school system at least here it can be controlled now I would say you know things of the sexual nature and things that are age inappropriate that needs to be addressed but as for things that these kids hear every day we give these kids phones like it was no tomorrow they could call up anything they want to see in here we can't hide things from them it's not necessary that's the parent's job is to control what the kids how the kids learn from what they read and so they can be able to ask questions about the history of this country so I would ask that when decisions like that are made that we understand the things that we went through you know if any of you that are close to my age I'm 56. so there's things that I learned going to school things that were said probably now couldn't be said but I'm better for it I believe that they would be better for it I think we shelter them way too much way too much they don't learn the things they need to learn they have no idea to handle adversity as don't take that from them that's all I got Lisa the Alicia hi my name is Lisa di Alessio and I'd like to thank the Board of Education and Dr sparlin for listening to my taxpayer concerns this evening the information that follows is from a post on Facebook's SOS and 308 platform dated October 27th 2022 and was originally sent to the board of education and Dr sparlin on that's why we're funding this in inflation with the stipend and other positions so that brought up 480 000 more our add-on funding was just a little little bit off so we lost 96 dollars there and so with the adjustments we're coming up of an increase of 340 000. it's a nice problem to have yes better than going the other way now you I I do want to acknowledge that everyone has heard the legislator actually adopted a budget payment that was higher than the statute allows and the legislatures that margins have until March to either increase that budget or we are on the hook for eight hundred thousand always passed I'm sorry they like to make deals all the way through I have no doubt that it will come through and I always plan for the worst and hope of the best I'll find them especially since the state has a five billion dollar Circle exactly and if they need three billion it's three point three point one or two billion dollars that they're looking at shaving off Statewide and our shares about 800 miles so don't let that keep you up at night I learned a long time ago that this is just a game that gets played and unfortunately it's people's lives and I've I'll scramble and cover I can't speak for years out but yeah so that's that and so the change is summarized you are more than welcome to do your math on this okay or do math on PowerPoints have at it um I I can double check my numbers so this is the big adjustment you need to see so with the extra money what did I do with it well I gave 205 000 to a classroom um and I student support actually went down it's because we don't have a position built um and of course we have money contingency money throughout I increase admin which would include the superintendent's office we have training going on that we don't normally have that sort of thing we have the principal's office the people have been working some all the time I also have the money in there to cover this other earlier item um and that also includes a business office so I increased that by 116 000 maintenance got 85 000 more food service got 320 dollars I was feeling generous um that's actually I always make sure we have our payroll taxes right it's an estimate at the beginning of the year so I had to go through that that is something we have already been allocating um and Athletics and non-athletics I increased by 13 000.
the post states that there are 59 teaching assistant vacancies in the district and due to the shortage st-308 is placing district teachers in the TA positions during their lunches and planned periods these teachers are being paid their hourly rates which range from 31 22 an hour to 77.70 an hour to sub as Tas please note the district ta's hourly rates range from 14.50 an hour to 1556 an hour because the district still can't fill all the vacant ta positions they are also using contract companies to acquire Tas the district is currently paying the TA Contracting Company people 2.0 over 49 500 a year for one contract ta which equals an hourly rate to the district of 40.71 an hour if SD 308 were to continue using district teachers sub Tas through the end of the school year they will have spent over a half million of hard to earned taxpayer dollars from just two schools in the district I'd like to ask the taxpayers would you like to see over a half million of your tax dollars spent on District teacher sub Tas and contract Tas or would you like to see that money help mitigate student fees activity fees and parking fees if SD 308 is so wasteful in their spending why would any taxpayer want to support future referendums the solution is simple raise the starting ta salary to a rate that is lucrative enough to prevent current Tas from resigning and to attract employees from other Industries whose hourly rates are lower than the starting salary the district would be offering Tas Dr sparlin at the last board meeting you stated and I quote when you compare salaries even school districts that have higher salaries are still having issue of filling the teacher assistant positions end quote what you did not mention is sd308 starting today salary it's 14.50 an hour the lowest starting rate of the area districts and although other districts have slightly higher rates Lions Township High School has a starting hourly rate of 18.89 an hour and as of Wednesday November 29th has only one spotier vacancy versus Oswego East 98 by vacancies in Oswego High School's 10 ta spot vacancies the district is currently paying its teachers a minimum of 31.22 an hour to sub for TAS of November 21st Oswego East had four contract Tas whose combined annual salary is costing the district more than 198 thousand dollars this school year if you were to pay Tas twenty dollars an hour you'd be saving the district over three hundred and one thousand dollars from us we go east alone at the last board meeting Dr putsky spoke of a 20 000 contract agreement and vendor partnership spending threshold what actions are taken once that threshold is hit if checks and balances were in place the district would have seen all of the different ta contracts that were Acquired and the cost to the district at that meeting the board members were not aware of all of the TA contracts the district had secured the following companies have or are currently being paid for contract sub Tas AHS Global edu Healthcare Maxim Healthcare people 2.0 and the Stepping Stones group I'd like the board to follow up with me on the answer to this question exactly how much money has the district spent as of today on contract and District teacher sub Tas I asked that SD 308 set the precedent for area school districts to follow and that it increased ta salaries to a rate that will attract and retain Tas if that rate doesn't work then raise it again I firmly believe that all of the district ta jobs will be filled at a rate lower than the current flow rate of 31.22 an hour the amount currently paid to district teachers Subs thank you [Applause] Bernice llamas hello my name is Bernie Sama I was at TA um at oehs for almost five years I truly enjoyed working with the students and staff at Oe I actually miss it very much it was very rewarding last winter my former co-worker and I don Engel was here as well um both made both resigned because we found a job with a higher hourly rate um if ta salaries were raised I would um definitely reconsider returning to a job that I love thank you for your time Michelle Klein hi my name is Michelle Klein an Oswego resident for almost 10 years now with three children I'm here to read an excerpt from a book currently in our Oswego 308 District Library and I'm also asking the district to put this and other such books in a secured adult section 18 and older or with parental consent as it currently is labeled under young adult I'd like to remind everyone listening that a young adult is in fact a minor the name of the book is called push it's a novel by Sapphire hurt now again I think my daddy he stink the white drip off his dick lick it lick it I hate that but then I feel the hot sauce hot Cha-Cha feeling when he be me I get so confused I hate him but my be popping he say that big mama your is popping I hate myself when I feel good that's from page 50.
uh sped I took that back a little bit it doesn't look like it's needed it's always a potential that it could go the other way and whenever you reduce bed you you're looking for a sped audit but I have the documents as well um transportation when uh I'm sorry that should be 20. I think that should be a um I just must not say to you see where it says there's an increase 33 it's actually increased it changed to 53.

because I put 20 000 in for those bus returns so I must not have sent you the updated one and that would take ten thousand or the difference okay I apologize for that but it's on this form here can you bring up the egg so and you have a copy of that there just so you know it so it is the souring amount by ten thousand dollars in each of those I plugged it in uh so I took 20 000 out of excess contingency salaries but I get it on my own copy of the Powerpoints and then um K3 reading so that the budget has gone from three nine to four to so that's the big me there and then uh the other good news was our unrestricted Capital which is where we buy football equipment computers um food service equipment repairs a car um it had been 7 14 that the adoption it moved up to 878 because uh our carry forward had changed so I plugged that in and to cover pretty much the expenses we've done where we did the upgrades and computers and that sort of thing and that can be moved around but you have to budget your whole capacity unless you don't want to keep your money so that's how I do that and then that's it I could talk about this for hours thank you very much any questions thank you and uh next item then is the approval of the government's team handbook yeah I think it should be table yeah can I ask a question did you not get a copy over there nobody did until right now no everyone that one was in my book when I picked up my book should have all received them by email well I don't have a computer but I I know I have been I have been talking about this ever since that the governance team is not the term that is used and should be governing board and there are a lot of things in here that are new and none of us have basically had a lot of time to even if you picked up the book on Friday or this morning to study it and I I understand I understand the time you put into it Mrs Robinson and you're not going to be on the board after that but certainly the five gentlemen before three gentlemen excuse me that are here would would do a good job with it but I think we need some more time can I first say I I I'm sorry that you did not helping you you were supposed to have received a hard copy to study over the weekend um everyone else received emails but since you didn't have email you were supposed to have recently I didn't get it I had a hard copy here in my book yeah but that is still we don't have enough time to this is going to be an important document and um uh there are things that have not been corrected or things have been asked to be corrected but we we didn't do it as a team I guess that's what I'm really concerned about that we honor the things in in here is that when we make decisions we should work as five and not one and we've been asking the governance team handbook changed to governing board and a couple of times Well I like it I like this better well it's not up to one of us to make that decision and I think we need a little bit more time that we can work together to come up with a a solid piece of information for the new members so um I I would like to point out that we have had maybe five we did nothing go look let's go back to discussion no over the last many months we have reviewed this over and over again two hmm a lot of the times it was just I don't know how many exactly I think more than two but um but the point is that we have reviewed iterations of it and yes things are added um and but you did not but I guess what I'm saying is that there's changes here that we haven't had a chance to discuss whether we want it or not right but we this is for approval for tomorrow night not for tonight this is for discussion tonight so now is the opportunity to discuss the changes and like I said I apologize you're just getting that now that should not have happened because there's a lot of things in here that I do not I think are not of interest to new board members and um I think that the smaller that you make this the better for example um open meeting law guidance I think they need something of that sort um especially me huh we all do but board powers and responsibilities and uh it's it's just wordy and I'm sorry but I just cannot vote for it the way it is okay okay what I would like to do is since this is up for discussion now is go through it um and you can review the we can review the additions if you have comments we have done that I I have asked and asked for governance governance board governing board it has never been changed because you said you liked it this way so changes have been made based on our discussions when when there was agreement we never voted on a thing agreement among all of the board members sitting in but we should vote on these things right and we will tomorrow each thing separately no so we're talking about that we should be able to go through it yeah what you say is tonight's the study session tonight is our opportunity to go through it it is a shame that you didn't have a hard copy with you because then you would have had I got into early this morning okay um but obviously good when you got them but um I also know that um did you read yours just now Eric did you read your team I've got questions I've got for when we discuss it tonight oh yes oh okay okay now what I was starting to say was I know that there's a significance to the color coding in this and that there's some of the things that look like it looks like there's a lot of changes and some of them are not changes in the wording or anything else it's simply one section was moved to an area where it made more sense but I can't recall that those are the purple ones the green art editions so those are things that are new um the purple either lined out or not are those are sections or phrases that have been reorganized and and I and I will say Rodney in some cases they have been rephrased but the content is the same sometimes it's word for word and sometimes it's not so so it does look like more than it is because as I was going through it like through the final draft I was realizing that in my opinion at least it could have been organized a little better and so I did make some of those changes to organization and those are the purples green is new um so should we start um I'd like to start with the name [Applause] and I feel that very well we've done this three or four times and on that to change it to uh uh governing board and yet do so are you preferred that way because it brings us closer together and I don't agree with that so my response to that is that that for the government's team which includes the superintendent because there are agreements in here that are based on some of the trainings and meetings that we had with asba that are that are actually superintendent agreements they're not board agreements they're super and it shouldn't be in here but that's why the title is what it is so it includes all of us not just the board it's just and you'll be telling me Mrs Robinson that the governing board doesn't include all of us the governing board wouldn't include the superintendent I well perhaps right so that's that's the idea behind I I think if we change it substantially from that then it's not describing the document that it is because it is not a governing board handbook if the government team have a handbook I think it should be a government but him because of the team and a lot of this stuff there isn't anything that comes from the state that isn't addressed as governing board and why should we be different so I would suggest that for areas that we want to make changes or adjustments where there's consensus where all five of us think that seems like a good idea I'll take note of that and I will make those changes for tomorrow and present a clean copy for you all tomorrow there are also some things in there that I just know need to be fixed for tomorrow like some of the links are not are broken and I'm not sure that the table of contents is exactly correct but um I will provide a clean copy with any changes tomorrow no substantial changes that we don't don't discuss the only changes I would make would be like if the page number was wrong or something that's all we're discussing tonight no no and if there is a something that you would like to change from a clean document tomorrow then you can propose that as an amendment to the document so tomorrow you would say I would like to amend the title to say your preferred title and then we can vote on that and if it passes and it gets changed and if it doesn't then we go back to the original document and we would go through that way for anything and we're going to do that tomorrow right for anything that we don't have consensus on the idea is that for most things we should have consensus I think you're rushing because tomorrow is usually just for boating and if we go through everything and say we have to take a vote on everyone where it's just it's not giving us enough time and I think sometimes I maybe I'm wrong but I am judging that and you know um Trish more perhaps better than uh patricians and excuse me and you know but I think it would be nice to have them a little bit of an input what they think about it as well so I would be totally open to hearing comments from them tomorrow and we could make adjustments based on that how do you know they'll be here well they don't have to but they could I would be open to that if the rest of the board was okay I mean it is it is it is on the agenda so if they wanted to comment on that they could do it through public comment anyway um you see I I'm not in agree with you that's okay okay one thing about that was they would need to have a copy of the Bulldogs okay so um so I would like to go through you I I know the title you have um you would want to change the title I have asked and asked and asked and I've had no response okay Marcia all right touching on the title you do not agree with just the way it's titled correct you'd like it to be mean something different yes okay what would you like to see the title be governing board okay so governing board handbook or how about a whole Unified School District that's fine I wasn't done governing board and administrative handbook because I mean the superintendent and the principal probably reference this also I would imagine you know I I I not knowing these more than anybody on the board I understand that so to have them say it's their handbook so they have to refer to it well I can't agree we can simply ask would this be useful to you as an admission or is this more useful for the board in your opinion just be open and honest well um the question again with this with this this handbook um if it's approved be helpful to you and your job as the administrator okay a superintendent in my five months and six days um I do make sure to look at the handbook to make sure that you know I am probably based on what is coming from the governing board as far as with the board um roles and responsibilities so it does provide some guidance this in addition to the Arizona revised Statute so it is a good resource doesn't the state have a um well I know I have had a book from the state that gives all that information in it and it was so passed around and and certainly for superintendents was very valuable oh sure there's multiple reasons yes so as a new superintendent Mr Hopkins MS duncano the most resources I can have of course they're very beneficial but as far as uh you have another question no I was just I'm asking in relation to the title of it if if it's between is it a governing board handbook or one for the administrative team on the board okay well no I just wanted to find out well is it something you would use because you know it doesn't have to answer your question yes it and it does have a useful information that helps me in addition to other resources so yes it is it is um so just to point out the title The subtitle was changed um to that's why it's it's green 2023 award timeline and that's only because one of the appendices is and we'll get there but is a governing board it was called a calendar previously um we had a suggestion of if you change the timeline um as more descriptive as what what it was um but the reason why I put that in there is because it's a really important part of this document and it I just wanted to highlight that so it's not ignored some of the other appendices are um they're published already like in our our policy um like the um four member ethics there's a board member ethics page that's actual policy but the board timeline is um this is the only place that it occurs so I just wanted to no the nice thing with the timeline is we really don't need to date it on the cover because this is pretty much the annual timeline for all these things good so then it just prevents it whenever you're having update the front page basically so we can just you know I'm glad we have that in there so that way everybody knows oh well we got made coming up okay performance pay violations coming up yeah July planning so this is the this is the evaluation cycle timeline but it is a similar City yeah so is everyone okay with um removing the date from Ford timeline so it just is called board times yeah at least we've moved along okay yeah I'm Gonna Keep a little Vlog here so we can make sure you have a good uh motion tomorrow okay so I just wanna I I'm gonna present the document and how I hope it will go is I hope everyone will just approve it obviously but if there are emotions then those should be tackled one at one at a time so um you might have a motion Marshall to have a motion Rodney may have a motion just just so people can be thinking about how how the process maybe I didn't hear right but you would like to do us vote on the thing as a whole of course then break it down so so it is on the agenda it is on the agenda for approval so so it can be approved as is that we need to say no or or it can be approved with amendments so for example during the meeting you can ask to amend the title to be what you want it to be and if your Amendment is accepted by the board there's a vote if it's accepted by the board then it becomes part of the document okay and in the end the entire document as amended gets voted on Erica you keeping track of all the things yeah it should be it's not being put in stone no no no no is responsible the maintenance it can be changed at any time if something doesn't work by the line somebody can change this buy board approval am I board approval right absolutely and so it's not like it's it's not it's gonna it's not gonna be set in stone right now and it should be it should be should be and it will need to be changed right okay so if there's parts of this or we're not real happy with for whatever reason it doesn't mean it's down the line or just completely throw it out three um the green um just Small Things added um under the government's team handbook and Board calendar that actually should be the timeline right um the handbook aligns with District policy I just added that because it's important and then below that the government's team is responsible for the maintenance and continual Improvement of this document so what Lonnie was just talking about changes must be made by consensus or by board vote um and then I added at least each December based on comments I think Eric suggested that if you annually read reviewed yeah but not making that the absolute only time right exactly exactly okay and then um governing board the contact information and terms is everyone okay with adjusting those who include the board member elects yes so it gets approved page 300 governing board um yeah because then it'll be current when we I mean it won't quite be different I think honestly I think this debt could just be changed without the board having to do it I mean it pretty much everybody's going to understand board members are going to change all the time yeah so yeah okay that's fine so I'll leave it as is because that's yeah they can just adjust it as things change since I'm not going to be on the board any or you might not either that when we want to do that something change we do it as a committee rather than one person yeah the Mortal need to discuss it yeah we have not done that with this okay Marcia I understand you're frustrated with this yeah we have met at least twice to discuss this I know and we are going to work tonight because nothing's been officially changed tomorrow when we vote on this we'll make our recommendations and amendments and we can do that then but I'm getting at it Eric is not voting or anything okay um Wednesday night as a group not Wednesday night but say Thursday night and we all sat down all five of us and decided what should be in the handbook and that and ours decide what is going to be changed and how you would like the wording and we'd always sort of agree about it what we're trying to do that tonight no it isn't it's different it's just all written by one person it was and it's some of it that you keep saying that the changes have been requested were not done many of the changes that were requested happened on you're right they didn't change the title you've pointed that out that is one change but I know for a fact there are other changes that were requested by people on this board that are changed in this draft and again we have the opportunity when we vote on it to pull individual items out and change them by amending them in that photo I understand that but I think it would be a better document if we had all sat down and wrote it together now speaking from personal experience in doing that a lot of times it's better to have one person be delegated that instead of multiple people trying to do it because then you have basically the same work being done by numerous people um I think it was good that Wendy put this together and this is our chance as the board to go over it and see what changes we like to see made okay and that's all I'm gonna say on that I think that was the better outside of having five people doing the same work that one person was able to put together that we could all go through as a group and any changes or recommendations I'm writing down here so we can make sure people ask for the correct Amendment tomorrow they may want it until 10 o'clock we could leave all five people were writing it together we'd be about three pages into it so far because we'd be disagreeing on every single thing rather than getting the wording there and then selecting what we want to change shall we press on okay yes because we have docs yeah paid for um under the preschool program oh I'm sorry on picture real quick I thought Angelina was the district secretary uh request a clarification that was made previously superintendents administrator because I thought she was also our like Administrative Assistant as the board secretary also secretary she was the superintendent and board secretary so basically she was the district yes and she works for him it works for me okay so under preschool program I just have it highlighted um because I don't know the hours I went to Africa hours can anyone include me in under the correct hour today yes 8 15 to 3 P.M thank you and that's Monday through Thursday correct early release on Wednesday still correct or no um no they could go till three on Wednesday so this Monday through Thursday yes um so a new addition is adding the mission vision and values those came directly off of our website um it it looks it on the website it lists the mission twice what we always hear of as a mission as everyone everyone graduates College and Career ready and then there's another part that says our mission and then it has this where I put highlighted Vision question mark can anyone clarify that is it possible that that's a that's a mistake and that it's published as our what's published as our mission is our vision actually uh Mr President Mr Robertson we are in the process of refining our vision and our mission statement action steps right now so what we have so far is that the vision States everyone graduates College and Career ready division we have agreed on that we're working on that as a staff classified and certified mission statement we are in the process of developing action steps with uh all stakeholder input staff so special is in process right now should that's not be included what's your opinion on that the the mission the the mission and the values well I think that's very critical when we have the final we have the vision in the final commission statement action steps we can actually like Mr Guthrie said this is an ongoing document we can add that in there okay so so leave it leave it here as it is sure that it can be changed absolutely okay okay um under a new board member introduction um it's the green part was added as a board member elect you will receive reports and Communications provided to board members um and I would like to add and be invited to attend all meetings because that's actually in policy policy Bia um it actually it's it's very strong in what we need to do to welcome our board member elects um yeah so I would like to um I I have the green there but I also wanted to add and um and be invited to all meetings now one thing I don't think that any member elect will be privileged to is executive session material regular board session but since they are not board members they won't be privy to Executive sessions so maybe I should forget sessions order me a station then get whatever corresponding information but we legally can't give the executive session still value yeah I don't see a problem with the wording though because it just says we'll receive reports doesn't say We'll receive all reports yeah we'll receive executive session people they are receiving reports and agendas they're just not getting more exactly as Allowed by law earlier too that if they're not on the board some of the if we get into personnel and hiring if they're not on the board we shouldn't be giving them the application with with the agenda in it because that's protected information you know there's protected information in the application and since they're not officially on the board yet they should get the headings and they should get the super you know the stuff we get on the superintendent or even the resignation letter when somebody leaves but um because there is sensitive information on the application that shouldn't be included in what's going to board members elect um so I I'm remembering this but I think the actual wording and the policies that does say something like um will receive reports and appropriate Communications um your first meeting Green Park often a board members first meeting coincides with the annual organizational meeting which takes place each January during the organizational meeting you will vote for board officers prior to the meeting please review the organizational meeting procedure found on page 12. 12.
on top of being a taxpayer I hit the trifecta I am also a special needs parent and an employee of the district as a special ed teaching assistant my youngest daughter is a junior at OE she is physically challenged along with a host of other issues the reason for my visit here today is that as a special needs teaching assistant I can tell you that we are severely underpaid and understaffed I'm here asking that the school board members do something to change this I am also here to represent the special needs Community which is the largest minority group in the nation her children are suffering our children's IEPs are being violated and they deserve better currently the district is hiring contract people from outside agencies at much higher rates than our employees make we had a contract ta at OE that refused to assist with toileting duties for her student she didn't take the time to find out how to help her student be successful this mostly nonverbal student was troubled by this ta who didn't make an effort to make her more feel more comfortable so the student acted out this contract ta who was making at least ten dollars more an hour than every other TA in this District quit last week because she couldn't handle the magnitude of the job she lasted just a few short weeks at the same time the district is using teachers to fill in for our vacant ta positions not sick calls not personal leave unfilled positions our pay is so minimal that no one is interested in taking the job teachers are suffering subbing an average of 28 class periods a day at our school alone they are by contract making 31 to almost 80 an hour they're working through planned periods and lunches to fill the vacancies however oftentimes they are not present the entire class period and are working on their own clothes their own class work rather than assisting students in the classroom while they're filling the late the legal obligation that the district has to have staff members in the room they don't even engage with the students if the district paid a higher wage in order to attract Tas and entertain the ones that we have those Tas would be creating relationships with the students they would know what their IEP accommodations are and would make sure that they are met they would be trying their best to help the students achieve their Highest Potential I'd like to tell you about my first year that I transferred here to OE I was assigned as a one-on-one with an autistic freshman student who turned out to be a very difficult student to work with it took him a long time to trust me and feel comfortable around me as is typical with many special needs students eventually he realized that I was in his Corner one afternoon in March he got off the bus and was angry about something he entered the building and threw his backrest backpack across the hallway almost hitting a group of students then punched a door and a fire extinguisher case he picked up his backpack and came straight to find me as he knew that I was the one person that would help him calm down before he did something that he that would likely hurt him or others this is the same student who didn't even acknowledge my presence for weeks it took a long time to establish that trust and create the relationship that we had but that's what we do we put in the time we get to know our students we figure out how best to help them and that doesn't happen when teachers are just filling a space or when contract Tas are there and don't have a vested interest in the district the school or the students this wasteful spending on contract Tas and teacher subbing as Tas rather than raising the rates of the Tas across the board is hurting students creating a hostile work environment and bringing down morale to an all-time low last week our school lost another ta to a higher paying job I can think of about five more that have left in the recent past and I guarantee you she's not going to be the last on tonight's agenda the finance department has given you a breakdown of contracts please make note that these expenditures are through last year I ask you to please ask them for the same report from the start of this fiscal year through the current time you will be shocked at the hemorrhaging of funds this needs to be fixed and note that it doesn't include the ridiculous amount of salary overages being paid to teachers that are subbing as Tas that's contracts only I will add that I have reviewed line by line the last two Bill listings on the current bill listing the district is paying over seventy six thousand dollars to contract Tas through five different companies that includes the bills where the description is actually listed there's another another ninety seven thousand dollars where there is no description of the type of service being contracted at a starting rate of 14.50 an hour for TAS seventy six thousand equates to 4.5 full-time employees for an entire year not a bi-monthly Bill listing I challenge this board to a few things first make ques start asking questions and pay attention to what's being spent second instruct the district to pay more wise choices with their spending such as raising the rates of Tas in order to hire people for the empty position and retain their dedicated staff that we do have and last I challenge each and every one of you to come to OE or any other school in this District that has a special program don't just come on a tour actually spend a minimum of a half a day shadowing a special ed ta you will be shocked at what we do and when you realize that the teaching assistant staff starting at 1450 that's when you will realize that the teaching assistant staff starting at 1450 deserves a wage adjustment I thank you for your time foreign [Applause] item 7.1 is a budget presentation uh this is one of our annual monthly reports that are provided to the Board of Education through our strategic plan so Dr petsky it's all yours great and again this is uh our Envision 308 strategic plan just an update on the budget element items that we had where we were where we are and where so uh the three uh budget priorities that we have are listed in the dark blue so first is maintaining a balanced budget each year the second point is to build a 20 fund balance uh reserved by 2026 to avoid short-term borrowing and then also explore ways to increase private and grant funding the other two in light blue are related to the facilities and we'll talk about those at another time so where we were are indicators of success this time last January we had our goal which was to just to kind of continue to monitor our expenses in revenue and stay current on federal state and local funding sources and at that time we said that our indicators of success were to get more training in the finance department on infinite Visions since we had implemented that system during covid and migrated to that system to really see now that we had a year and a half under our belt with uh with the new system how that was working identify systemic supports for infinite Visions budgeting accounting and monitoring take a look at the continued focus on budget assumptions and District priorities and then also to involve the finance and facility committee on a deeper understanding of the levy process budgeting and state evidence-based funding metrics that we use in addition to our our audit so this next slide just kind of talks about some updates on the budget so based on that goal what's happened um I'm happy to say that we've had several finance department people including myself participate in infinite Visions training they actually offer certification so we're certified Finance systems users and we were able to create a host of training for school secretaries and buildings who to kind of better assist their financial responsibilities uh We've also been able to establish a budget manager process with monthly Financial oversight so looking at the bills that are paid and looking at the budget managers what they're spending where they are with their budgets and uh offer uh any support that we can in that area that's also reflected in every month we provide the Board of Education with a financial report which has our kind of cumulative spending year to date and that's one of the reports that we monitor in the finance department uh we also are continuing just a deeper focus on budget assumptions and District priorities in our budget planning process as we move forward we've got a standing agenda item with the finance and facility committee so at any meeting we can talk about the budget the levy where we are with those processes The Collection things of that nature and then we've also conducted a historical review of The District's budgets from General state aid and the impact that evidence-based funding has had for the district so we've we've been very busy in the finance office and looking forward to moving on so where we're going this next year you'll notice here the goal has changed from where it was in 2021 on monitoring expenses and revenues now we're actually onto a larger expense in Revenue so our 2223 goal this year is to have the HR department and payroll department work together on a position control study as you know we've got a 250 million dollar budget and of that 80 to 85 percent of our budget is salary and benefits so that's about 200 million dollars so um what we're doing is we're right now coordinating that transition of payroll uh it's uh it's been very interesting the coordination there's a huge financial element in the payroll operation for the district but because it's 80 to 85 percent of the budget but it's also the Staffing picture so HR with the position control has quite a bit of quite a bit of information that we uh we are getting to the bottom of we've trained hired and trained two new payroll coordinators in infinite vision and that's been happening since uh July August and September and they've been taking on the payroll responsibilities uh We've conducted an operation Department office staffing review and position control so before I go out to the rest of the district to see where we are with those positions we actually have done that for all of our departments so Finance technology um transportation and buildings and grounds uh we've done a staff staff position Control process for that so I'll be working with our finance department to see how to bring what we've learned through our own internal position control to the other departments uh we uh we are implementing uh as you remember from the last slide we've established a budget manager process it's one of those things where you don't really bring people together to say hey today we're going to talk about that you know budgeting it's you kind of do it in secession so what we do here in January and February we are going to once again be meeting with all the budget managers to start talking about their spending for this year where they are at mid-year and what they're going to be looking at for their budgets or their needs for next year and that's where we work in these budget manager processes and priorities so to make sure that the buildings are aware of or the budget managers are aware of those assumptions kind of right now the budget you know I'm new to the position as well we've been doing a lot of incremental line increases budgeting like one percent per year this is where we start talking about eventually looking at some different items where can we differentiate between something that can be a zero-based budget line item versus something that does have to be incremental maybe it's a school Improvement goal maybe it's a one-time purchase so we'll be taking a look at those different budgeting models with our managers we've also got a continued focus on budget assumptions and District priorities working with all the departments on what those needs are and the big thing too is creating more education opportunities so last year we focused on the finance facility committee and we've kind of got that up and running and this year we've had the privilege of working with the community Advisory Board in helping more community members get a deeper understanding of local Revenue state revenue metrics and to help Advocate or educate their their people in the neighborhood so that they can they can help understand where we are financially so that's when it and that is where we're going so that's the budget item the second one is building a fund balance the second goal that we've got so here last year our goal was to explore the current budgeting practices and align our district educational needs here we work with forecast five to build accurate projection models for near and long-term revenues we've tied District priorities to those models as we project out our needs and we formalize that cash flow so how do the fund balances that we have on hand affect our cash flow as you know for a school district we basically receive two large Revenue sums in the year and uh yet we we spend money every month twice a month on a regular basis so uh aligning the cash flow and making sure that the fund balance we have is aligned to those projections and as you know we have to borrow money to the tune of about 25 million dollars per year for our cash flow purposes because we do not have the fund balance so we have to borrow money to pay our cash flow until we realize our revenues that's a conversation that we've been having quite a bit so what success did we make there well based on that goal we we did work with forecast five and we have really tuned in the five-year projections and we've got a really good understanding of all of the elements in those models we've also continued to tie specific District priorities in operation so our staffing our capital projects our technology projects things that are critical to be addressed and and align those with our revenues and the uh the expenses associated with them in this regard we developed an updated five-year projection with a budget surplus this year of 4.1 million dollars for FY 23 with that four million dollars in Surplus we will see uh an increase from our fund balance from currently 10 to about 12.6 so that's kind of the like I said we're looking to get that fund balance up to and uh we'll be at about 12.6 at the end of this year and then finally just working with PMA to develop a little bit more formal cash flow reporting process we're actually doing that this month um to see about as we prepare for tax anticipation warrants in January making sure that we've really dialed in our cash flow when we receive our revenue and when those expenditures are expected so we can limit both the amount of money and the length of time that we borrow our tax anticipation warrants so in terms of fund balance our next goal away from just exploring those budgeting practices and alignment of our educational needs our goal for the fund balance for this year is to provide training and professional development for central office staff and administrators on budget implications and considerations based on those projections I don't think people really realize how important that 20 fund balance is to the district so we're expanding the utilization of forecast five they have other modules that we can use that can show District comparisons our district compared to our comparable districts or the state of Illinois in terms of reporting some of the revenue and expenditure uh scenarios that we have and linking that to if we had a fund balance or a higher percentage of a fund balance we also are reviewing District priorities um and as I said earlier we're looking at kind of looking for opportunities to see if there are some zero-based budgeting areas um and then continuing to follow five-year projections to maintain budget surplus to build those fund balances the only way that we can build the fund balance is to take in more Revenue than we spend every year and so having that Surplus budget is critical to building that fund balance uh and then utilizing our community advisory committee members to again better understand and educate our about our financial position I think we've made some really good Headway there um now it's a matter of providing them some fastbacks and some one-page resources that can kind of help them focus on the portions of the conversations that they may need while they're working with different community members out there and our last goal is private and grant funding indicators so the goal for 2122 was just to network and educate local community leaders about our financial position and our needs and at that point our indicators of success were to identify educational priorities for Grant and private funding opportunities to attempt to connect with the ptas and ptos and booster groups to share District priorities to find out if there were some ways they could contribute to our our needs and then to continue to participate in shared Service Groups so the the progress that we made there we have identified educational priorities to guide Grant and private funding we're actually able to apply for a few grants early uh we've been able to continue to participate in monthly shared services meetings with the village of Oswego the Oswego library in the Park District we have reviewed and renewed our intergovernmental agreement with those groups we've also expanded our relationship with the city of Aurora and I meet monthly with them on the different developments and priorities that are happening within the city of Aurora that impact our school district and we've applied for isbe construction maintenance grants digital Equity grants and just recently Heather Kincaid applied for an emergency connect or I'm sorry not the we've also applied for emergency connective funding uh Grant so those three and then Heather has taken the lead on the U.S Department of Education school-based Mental Health Services Grant which we'll find out if we qualify for at the end of the month so so the goal here changes from our Network and network and educate local community leaders to actually identify and apply for appropriate private and grant funding opportunities I'm excited about this as I said we've already applied for four new grants as you saw in the last slide and we're going to continue to identify and apply for isbe and other grants identify and expand the number of private Grant funded opportunities educate and more actively participate in purchase cooperatives Omni and sourcewell to help lower some of those expenditures and then also reach out to some of our business and Roundtable groups a lot of the meetings that I attend with the shared services groups they talk about Connections they have with these business roundtables and I think that's something that our business office will start to be a little bit more active in to kind of get a little bit more exposure to other community groups that might have some funding resources as well that's kind of where we've been where we are and where we're going in terms of The Envision 308 plan and uh I I believe that in in my opinion I believe that we're making progress and uh we'll continue to monitor these goals as we move forward so I know that's a lot of information but uh just wondering if the board had any questions about the work that we're doing yeah go ahead Jennifer no this is actually Lori Lori go ahead Lori so can you refresh my memory about this time last year what had the do you remember about where you had thought the not used specifically but where we as the district had thought um that we would be at the end of five years I think I'm if I understood correctly you're saying that currently our projections show a fund balance of 10.5 percent at the end of five years believe it was significantly higher last year is that correct uh it was it was 10 last year we were looking at it was a it was a little bit lower because we were only expected to have about a 2.6 million dollar Surplus so it was about 11 and a half percent and we ended up coming out with a 4.1 million dollar Surplus so we're at a 12.6 what you might be thinking about is at the end of 2026 based on our evidence-based funding projection models we are only projected to be at about 17.6 at the end of five years but that's if our evidence-based conservative evidence-based assumptions stay the same what we're hoping and uh what we're hoping is that the state of Illinois will fund evidence-based funding to a higher degree uh last year they they funded it 300 million dollars more to which uh us our school district uh ended up realizing instead of the 4 million dollars we were expecting we realized nine million dollars and this next year there's talk about them funding it at about 500 million dollars so if the evidence-based funding model is funded a little bit more adequately then we will see that 20 percent at the end of five years [Music] the reason I'm asking is a little bit different I think um so let me just explain a little bit why I'm asking um I'm seeing that some of the extra spending we're doing is closing the gap in these extra funds um so what I'm asking this question for is to see if my my general understanding is that we're actually lowering um the increase of five thousands it's not that the fund balance is necessarily getting lower but the amount of the increase is lessening is that I sense and is that an accurate representation um I'd I'd have to look into that one I'm not exactly sure what numbers you're you're looking at to see the lower the lower percentages okay yeah so yeah if you could please because my concern is that I'm hearing that and then in the next section I'm hearing um that there's interest in expanding and purchasing more services to better understand our forecast without her listening so I just want to make sure I'm understanding that that's the the recommendation that you have is that we purchase more services to explore why our fund balance isn't is that accurate that that the purchase services are to help us understand why our sun balance isn't growing no um the there are already modules that we own through forecast five they're they're modules that we have um that we will be we will be implementing it's not an additional cost outside of the forecast five model that we use and when I said that we're looking at purchase Services what we're looking at doing is maybe consolidating and we'll actually have a conversation about that later today with our vendors and contracts we're going to be looking for opportunities to consolidate our purchasing and lower our lower how much we're spending on some products and services so that we can realize a higher cost savings or realize a higher uh fund balance as a result of the savings from those services okay so let me just thank you for that that makes total sense um so I I guess my final thought is is it accurate for me for me to understand that the the five year projections that had been given out maybe like fall of 21.
okay real quick a lot of times we don't wait until then a lot of times we have done swearing in at the end of December I was actually sworn in four years ago yesterday I've sworn people in on December 20th before then they don't officially take office till the first first sentence yeah um okay I will fix that yeah thank you other okay okay page six um board docs that's just a brief explanation of of what it is and a link to it so um just so everyone realizes all of these are and will be active real links so once it's published on the board in the board of digital library or if you get it by email you'll be able to click on all these links and go directly to the policy or the website that it links to have that they're on the this one right here these are going to be the Links Page Six okay um real quick I'm about to try to get off track the responsibility of updating this is who will this who are we going to make responsible for let's say we have a policy change that affects this yeah so we just have to say the clerk of the governance team is responsible for the maintenance and continued Improvement that's me sure because I mean policies change all year long and if it affects this then it should just be an automatically updated I would think so so by board consent and support approval so we could put something in because there is a section of yeah I'm fine with the clerk being responsible for if there's any policy changes or anything else that's going to affect us that it'd just be made and then we just have an information hey we updated the handbook with this that's that amounts to consensus as long as everyone sees that yeah I mean it happens and I think that's fine [Music] no I mean the like the policies that are in the back like that are in it yeah right and just and then sometimes you might get a dead link um I think that's seven yeah so uh um is anyone opposed to adding updates to this manual um as a clerk results well this one needs to change because this is in the apps of the president members will select a temporary president it's always been the clerk assumes the president and then we appoint an active clerk so in there because that well then we'll have to go and change that policy um so um updates under Clerk of the board updated to to the handbook and and please if anyone just is not in agreement please say so you will have another opportunity tomorrow if you change your mind about anything but um I won't put it in if you know if you object now um okay back to page six just more more updated links on the bottom School data I had included at the at the beginning some information on um School attendance numbers ADM um but instead of doing that I ended up adding this instead it's just links to our data pages on the Arizona Department of Education it has it has all kinds of stuff has our graduation rates it has our school grades it has our our ADM numbers it has test scores and so it's a link that can get you to any kind of school data information that you're looking for uh rules and responsibilities um I had one in there that was a a quote from policy about board and I added one the administration of the school system in all aspects is the responsibility of the superintendent whose function shall be carried out in accordance with the policies of the board um that's from policy CV down for their board officers so um these are taken um mostly from policy like obviously the one we just added um for the clerk of the board is not a policy thing in fact none of the clerk just for your information no no responsibilities are defined in policy it's all according to regulation which is what we're doing essentially right now um so for board officers on behalf of the board officers have the following additional responsibilities the board president presides if our meetings works with superintendent to prepare meeting agendas is the primary primary board contact for superintendent during emergencies is the point of contact in cases of alleged discrimination when the superintendent is the respondent and then it has Title IX discrimination because there's also a Title IX coordinator which makes things a little different for that type um and may independently confer with the district's attorney and then for the clerk ensures board meetings and board actions are properly recorded conducts roll call and voting during meetings and I added updates um make this sound better but updates to the updates to the handbook um well I have on page seven but I can't find out updates okay just doing the green and then it says in the absence of the president members will select a temporary president um that's policy I don't think it means that it can't just be like the clerk um and sometimes the clerk might not be there so maybe it's um would you like it something that could just be done by consensus right I think that's the idea um norms and procedures page eight um now all of these that are Christ out you're not going to put in is that correct correct okay okay just to clarify some of these at our crosstalk are found elsewhere yes that's right the the purple ones if there's lines to the purple ones they're either elsewhere for word or their they've been adjusted slightly but the meaning is the same no but this one here the last one direction is only given at board meetings when the board votes were agrees to get directions to superintendent so that doesn't exist anywhere else I think it does actually okay I think that should be purple too um yeah we can go through and I think we will we will read that in here um but I think that should be purple I'll double check when when I go through this okay um so Ford and superintendent Community Communications in the green on page eight the board relies on the superintendent to keep informed of District concerns and the superintendent relies on the board on board members for insight on community concerns yeah oh it's right there there it is um individual board members have no real power but they do have perceived power therefore they must take care in their interactions with community members and District staff um and then there's the line that Eric was asking about in Black um board members agree to and I will just do the green direct stakeholders with questions and concerns to the appropriate staff share stakeholder feedback positive and negative with the superintendent inform a superintendent when they are made aware of safety and other possibly serious concerns publicly and privately speak only for themselves not for the board and then jumping down a little bit share feedback and questions on agenda items with the superintendent prior to meetings giving the superintendent time to prepare provide updates on current events via the board report avoiding complex or controversial topics topics or questions and comments are anticipated should be added as agenda items meetings should not be used to endorse candidates for a political platform Rodney um are you okay if I move that I'm asking Ronnie because this is one of one of his suggestions um two um I'm so sorry I don't know why um to from here because these are more about Communications if we move it to meeting norms thank you okay uh superintendent agrees to provide weekly updates uh email updates to the board via the board letter provide monthly updates on current events via the board report avoiding complex or controversial topics and the rest is the same as the previous one um promptly a follow-up on board directives and board member requests providing updates and confirmation of completion share answers to questions and information with all board members ensure all new regulations surveys student data Etc are provided for Board review share legal opinions and any significant legal concerns events or findings with the board engage in individual with engage with individual board members on District issues but not attempt to secure votes and include the board on District Communications so I added that's the include the board on District Communications I added that um because I have noticed that you have been doing that a lot actually um and that in the past we haven't had that very much where we where the board is receiving um what the families might be receiving um by email or things that are posted on Facebook things like that but I think it's a really good idea it keeps us informed of what's going on in the school so hopefully everyone's okay with that um can you change uh I'm sorry it says student data we can't really be about students should that be like I've seen data yes we're not really giving out student data not for individuals no I'm not a viable student right so maybe for sure data testing data works I mean that's yeah that's the idea of that right and I knew that we weren't actually giving out right right as student dated immediately individual students yeah sure that sounds good um down questions complaints and the chain of command uh board members expect okay so this is a typo board members are not expected to be experts on District Operations the district aspires to address issues at the lowest possible level in the chain of command board members shall direct stakeholders with questions or concerns to the appropriate level in the chain concerns that escalate to the board level can be expressed via public comment or by writing to the entire board the board is the last level right to them with some specific page 10 meetings the board is required to host a regular meeting called a regular session on the second Wednesday of each month so this was news to me when I was looking at the meeting policy I I didn't realize until recently that it is policy that we meet on the second second Wednesday of each month um Additionally the ausd board hosts a special study session on the Monday before Wednesday's regular session so what we're doing having a meeting tomorrow against policy but we agreed to technically it is because the way the policy reads is that we can change it in the event of an emergency or by a vote of the board and we didn't really vote but it kind of has consensus basically by consensus saying yeah it works for us if you move the meeting yeah yeah that's another let me let me continue because the next paragraph um first annually in June the board meeting schedule is adopted so do we do we usually do that in the summer because it looks like we have enough January January okay should we do it in January I think keep keep it with January I mean does that work for you it doesn't matter that's the way it should be done I think January is good because that's when any new member is going to take office so the calendar starts for the calendar year not fiscal year or school year so yeah the June I think came from asbas account Board calendar but I don't think it's policy no and I mean it makes sense for them since our we do go by after school year which is July to June but when we have new member for me and they committed until in January so um it's six one and a half percent of the other okay well um since we do we're about to do it right right um so I'll put January and then that can be changed if so you know okay in the future if it seems like a good idea right um so annually in January the board meeting schedule is adopted changes to the adoptive schedule are allowed by board vote in cases of emergency or when there is not a quorum of board members able to attend what and so I wasn't aware of this this is policy so in order for these meetings that we have these regular meetings the last two meetings this this meeting tomorrow and the previous meeting last month those cannot be changed without a board vote an emergency and it's a real emergency like like a tornado or the school's on fire um or if um we know that there will not be a quorum if we know in advance that there won't be a quorum then it can be rescheduled so those are the only three meetings in it I don't know that any of us were aware of that that we've always done a lot of changing yeah and I don't I think we should be able to do that because because we need that flexibility uh I think the board does anyway can you change your policy when scheduling additional meetings board members will be console these special sessions require 24-hour notice those are those are meanings that are not just scheduled meetings that we've already set in place [Applause] um just one grouped agenda items on occasion is convenient to group related items for a single vote for example multiple policies advisory oh yeah I mean I'm fine with that there just that's a good point though so um Eric is bringing up the team yeah because this is uh first line so they'll be they would be there would be an acting clerk though right yeah because so the way so that should be okay yeah it should be fun the clerks step up then the point of even asking the agenda appoint acting Clerk of mystery so I think so it should be okay then and then it's good it's addressed if neither of us are here that then the board would appoint a temporary president for the and uh okay so now I was 14 in the board timeline um no this doesn't apply to like it's the clerk's not here which was in that the President appoints a clerk yeah and that's in policy so that's not true neither of us are here then the the members that are here would appoint a temporary president and a clerk for that meeting yeah it's fine the way we've been doing it with the clerk if he's not here that I ask you to do it yeah that works fine yeah yeah and that's and I mean that's not against policy to do it that way uh okay the board time ausc board timeline um annual campus tour for board members this is something that I I requested um for January for this January um but I also think it's a good idea for an annual tour for board members for it to be scheduled in there um so I I added that um so the next is approved employee certified employee salary schedule for the succeeding year approved certified employee benefits employees will be notified of approved changes prior to OfferUp contract for the succeeding year approved substitute pay um with this calendar there that you have for June go up to board meeting calendar yes so that's going to be changed January right um uh February so superintendent check-in and contract review these are all taken from the superintendent evaluation cycle timeline so actually most of the of the new greens are from that timeline um spring employee satisfaction survey in March and then the superintendent check-in which is part of the evaluation cycle April approved support staff wage schedule for succeeding year and improved support staff benefits for succeeding year um and then approve extra duty pay scheduling schedule for the succeeding year May superintendent mid-year performance evaluation that's the evaluation cycle uh and then for June we're that we're changing adoption of board meeting agenda to January uh July superintendent planning session same evaluation cycle September uh superintendent check-in in November year-end evaluation and fall employee satisfaction survey and that's it and then at the very end I added an appendix which is the details on the on the superintendent evaluation cycle uh which is the last probably your last page which we approved last last lesson that's it so like all the way back to the start of this but I don't understand where Angelina's role is as so she is the superintendent's Administrative Assistant but what is she does during the meeting is that an open meeting violation I mean I'm not trying to cause a problem I just think she should have a role yeah my understanding is it's not an intermitting violation because we're essentially that it's like when we had a question about a class and the teacher was sitting right here we were able to ask her about the class situation so it's she's the one that's kind of the expert in it it's not Angelina's not coming it's not a public comment because we're asking her for her input rather than her bringing up a concern so if I talked to somebody in the audience in the middle of the meeting to get their input or that an open meeting violation not if it is on the agenda agenda is I like Ronnie's job as the as the board president to make sure that we have having it I have no problem I just thought she was our no no and when that lady came to give our presentation she kept talking about the secretary of the board remember she must have said that a dozen times because a lot of bigger districts have I don't have a problem well I don't want to get off track because that's not on the agenda oh come on I I just I mean huh and it's like I said it's my understanding that it's not an open-minding violation I mean we have a question come up about the calendar and Angelino does this work for you that in my understanding that is not an open meeting violation I'll certainly look further into it and make sure so the point I'm trying to get to finally is I know I'm making all this point is why can't her job description say Administrative Assistant the superintendent and board secretary there's enough to do with it let me phrase this question in a way it's not going to give us an open meeting law violation I think maybe Hoovers if we in this this document we're working on here as Angelina is a very big participant in our meetings as a superintendent's the ministry of assistant um we should probably think about in accordance with this agenda item maybe a future one of a title evaluation but that wouldn't be up to us so no so we don't want to get it yeah we don't want to get I want to get any deeper Beyond this right now we could change a title about yeah what Angelina does what her job description is that's all up to Dr soltera which I think it is part of this discussion because it's in here right she's in the yes and so so I don't care how we do it I just and and if you say bigger districts have a secretary or why can't smaller districts have a secretary foreign I don't you know what I'm no yeah no that's a really good question it's a great question I wonder if that may be a question for asva if we if we truly only have one employee and and uh board secretary is not our employee it's yeah it's Dr solteros No direct report right um than if for the cases of districts that have board secretaries how how does that work because we we've never had that so we we don't know but it's a good question dead board secretary in a large district is a solo job and the superintendent can direct them for communication to the board the board communicates with them to this person and then they keep the flow going and they do all this and they compile reports like if they assign someone I'd like a study done on this it goes to the superintendent and this dummy board secretary and that she doesn't send the information out to the superintendent has approved it now if you look at the Pima County Board of Supervisors they have a board clerk that's not a board member and she signs all the election certificates nomination certificate you know I think it'd be a good agenda I don't know we could talk to the superintendent about at a future date and see what his input will be and how he'd like to go about that but yes she does have a lot of responsibilities to the board part of that and it was a stressed by the predecessor too she's your assistant so we don't give her orders you know don't tell her how to spend your day and all that she's yours you know she's your administrative assistant and working for you she does serve the board but at your discretion and you know with your Authority but not at ours so that to me is a big difference not to change it at all to anything that implies that she works for the board so I think if we have it as more secretary it sounds like she now works for the horde but that would not be the case why couldn't it be the case because that's our only employee right there so all these other districts the secretary they have this one individual sleep board secretary that's all their job is and they work for the board so to do that we would have to create a whole new position for that or add on to the position that she already has I don't think I want more money I was gonna say it had to it would have to be an extra operator to me adding that on to her thing or another current job title and description creates potential for conflict we're getting off track yeah okay big time but I do think it's valid to clarify what what it means when it's to say in here secretary to the superintendent right because that's the whole point of this is that is that so I'm good on this now okay okay next items can we can I add one more thing before we go all right all right um I go back these pages that are uh appendix H and whatnot are they going to be included yes in the handbook I went we've been going through this whole handbook there is nothing that has been mentioned that our number one goal is working with students improving the education and so forth that actually is but there is on the appendix at the very end it says remember always that a board members first and greatest concern must be the educational welfare of the students attending the public schools that's not exactly what I had in mind but it would do there's nothing in here that says that our number one responsibility is providing the best education that we could possibly do real quick Marcia on page seven okay hold on a minute A7 rules and responsibilities yep okay it's in purple third paragraph down the board's Chief responsibility is ensuring Student Success where are you those responsibilities third paragraph first line along with that but I saw them I would like it to even be stronger okay that's fine can you make a new note of that yeah I sure will because that is what we're here for not a lot of this other stuff our main reason for being here is to provide the best education for the students here you got it okay there's no more discussion of the governor's team handbook next item of business is the minimum wage increase [Music] by one dollar and five cents or eight percent because of the older approved jobs and it's right there the next page for your information [Applause] foreign that says these employees are going from 1280 to 1385 so we have no one who is in between well that's okay right right um so um by Statute ARS 23 363 Arizona minimum wage will increase from 1280 to 13.85 effective uh January 1st 2023.
um right when we were beginning to see some of those as their funds those projections had us up around the 50 million Mark in 2025 2026 after the five years from that point right that's the case we're not looking at these 50 million dollar surpluses in our forecast right now yeah I'd have to pull those up and find out but they they did change uh last year my first year I went on the assumptions of previous CFOs and data that was in there and this year we fine-tuned it and I feel more confident in the projections that are reflected in our current five-year models okay yeah thank you for that that's what I want to make sure that we're stressing especially to members of the community that are still learning how this all works um that these things do change pretty significantly year after year um I appreciate that thanks yep thanks Laura a couple of things that I just want to clarify so you said the budget was 250 million right is that correctly approximately I'm I'm don't worry I'm not gonna ask for the last penny but 80 of the budget is um basically celery celery benefits so I mean we're service industry um it's not I'm always fascinated and always interested in with um uh you know having having been up there and sat up there uh under the bright lights um in the midst of of cuts over four years I'm always I'm always fascinated and interested when um I hear about um efficiencies right um because I've I've I've said this before right like if we were really wanting to be efficient right if we really wanted to be efficient we would look at the one thing in Illinois that makes us a unicorn there's one thing in the state of Illinois that makes us a unicorn right it's not pensions there's other states with pensions um it's not uh property taxes believe it or not there's actually a state with higher property taxes than us there are other states with higher property taxes but there's one thing that makes the state of Illinois a unicorn so I'll say it again and that is and it causes problems by the way with with labor and that is the state of Illinois is the only state that has school districts that are Unified pre-k through eight hey you know where I'm going with this don't you buddy and also 9 through 12.
um and I think it was in may we pretty much had this calculation I think the estimate was 13 it turned out so the next page on the PowerPoint that shows how it has changed over the years um and if the problem here is if you were hired five years ago at minimum wage or say three years ago and many of our positions start at minimum wage you've got Career Pros you've got food service and you've got your your beginning custodians all right they're all minimum wage so if you're hired in in 2021 say the minimum wage was 12.15 the next year it went up by five percent so everybody went to 1280 okay but that's a nice race I'll take five percent every year and and I'll be fine and then now this year it's going to 13.85. so if you were a beginning maintenance man or a beginning parapro or you just walked in the door and had to learn Food Service it should at the next page um you can see you got a nice raise except for if you've got three years of experience and the person just walking in the door is getting the same thing you are that's not exactly inspiring people to do everything they're capable and there is a specific uh position that I I knew there was one that I pulled in 2000 and a person was hired at 12.15 and the next year they automatically went to 1280 and I think they're 100 in like March so in July they got a nice boost in pay and that person was promoted and they were promoted to 1392 which would have been a dollar something in our race well that's normal with the promotion but now that person will be making seven cents more than the person walking in the door and you're you're responsible for all all those people so this this is a problem in that it's been great it's been raising the minimum wage so that people can afford to live before inflation and but eventually you you for taking people that were that were earning more to their position and the bottoms is coming up and we need to think how do we get the people who are supervisors to keep things Equitable we have to raise your wages accordingly and so but that isn't this conversation I'm just pointing out that that is a concern that all board members need to think about is how do you how do you keep people growing in their position and expecting them because obviously if you've been here for three years you've gotten a nice raise over the years but you're you're not being acknowledged and you're probably the ideal person to be training the new people in the door and so gee this is great how do you like your job well every year I get a raise if you do you know that's giving me a raise exactly so that's all this is to consider in the big picture when we talk about the value of our employees and and like the inflation stipend it was a matter of yes everyone needs us but in the long run I think it needs to be considered the big picture I know that Lonnie's brought up some board member Guthrie he brought up several times the fact of how higher how hard it is to hire people and we all know that I took statistics I only learned two good facts out of all that suffering and that was if people in a room two people will be born on the same day that you can make and and people find it hard to believe and the the other one is just statistics speak or you know fact speak and you have to look at the big picture but by doing this shrinking the band wetness yeah it's something you need to be considerate 15 years it's going to be 15.
that's what makes us a unicorn and it causes issues and problems and that's fine and dandy and that's great to talk about uh to go down the path of cuts but if we really hey if we really wanted to put our money where our mouth was right we would say hey why do we have how many school districts are there is it 800 800 plus school districts right in the state of Illinois but the problem is it doesn't matter whether you're red or blue as soon as you start talking about taking away my local school district oh I get upset I get mad there's your inefficiency and so you can point the fingers at your neighbors all you want but when you have let's see was it two school districts in Newark good old Norseman the Newark Norseman I remember them I used to play them in basketball every year um and they have two superintendents no offense Dr sparlin make more than you and I'm pretty sure we can fit all of their students easily in one of our schools right there's your inefficiency um but good luck with that because Newark loves their small gym and they love their school um I also believe we have no money in our maintenance fund is that correct so if we were funding our maintenance fund I don't know with anything but let's say we were we were we were funding our maintenance fund properly would we have a surplus uh no no we would not have a surplus no we would not have a surplus we would not have a surplus if we were and that cost us money and it's also interesting that when we point finger at neighbor or the kid down the street and we say hey we're going to make cuts what's interesting is that's usually our most vulnerable student who paid the price and so I'm interested I'm always fascinated I'm always interested when the the people that hey you you want to do this you want to do that but realize when you're under the bright lights and you're making those cuts and you ask those questions and boy you ask those questions let me tell you you really ask those questions because you want to know because you don't want to hit your most vulnerable let me tell you there's no way around it that's who ends up getting hurt and when you say hey we're gonna have to figure out how to do with or without and all that stuff what usually happens is we know that usually means we're going to say hey teachers Tas show up with your own stuff and figure it out yourself and that's not fun either so 250 million dollars eighty percent of it goes towards the service part because we're a service industry no money in our maintenance fund and if we were actually funding that we'd have a deficit budget that costs us money by the way because we're not servicing our facilities properly so things are going to go out quicker than they should and I'm here to tell you I was going to wait to talk about this but I'll say it now six legislators Republican and Democrat you're right they said hey good news on ebf this year you're probably looking at 500 million that's great news probably 300 million the year after that but we don't know what we're going to do the year after that because the state is looking at 800 million dollar deficit and this district is dependent on ebf and a levy because we have how much in the maintenance fund zero dollars so have fun cut List have fun with that Dominic yeah I have a question and a comment for Dr sparlin if I'm not go ahead be at the end of all of these Envision 308 uh presentations there is a uh line chart or whatever you want to call it a bar that basically says where we're at who comes up with that we're making progress we've attained it we're holding we're progressing where does that come from that would come from uh conversations at the cabinet level but that's uh what that is uh Ms Johnson is uh what we felt um but what we're asking there is what the board feels based on the goals for the year and the presentation and the information that's provided because ultimately uh it's it's you who decides where that Arrow falls on that continuum okay and this isn't really um with regard for Dr peske's presentations tonight but in general Dr sparlin I'd really like to see you sit down with um your presenters your Administration you know we continue to get these three Envision 308 updates and frankly I just think it I don't know it's the best use of our time um Finance doesn't just happen in December curriculum doesn't just happen in July for example and so just a suggestion and maybe somebody else has another suggestion or maybe the rest of the board is fine with this but I would just really rather see a one chart and here's where here's the highlights for finance here's the highlights for curriculum here's the highlights for something else all of this lives on the website and I I just to be read too is just I don't feel as an efficient use of our time we are in the EDU Business of Education I would like to see all of this driven towards our goals and our student outcomes and the efficiencies that we're creating against those and how we are actually um economically efficient with our taxpayers dollars so I'd really like to see a different um presentation of Envision 308 this is we've all read this ahead of time it's available for the community ahead of time it lives on the website so I'd really like to see this look different moving forward if if other board members agree and I believe that Mrs Doyle and I have asked at least for a while if we can see our goals tied to finance and um connect the dots for if we're using money efficiently so I'd like to see that moving forward I agree with Jen I especially about um the the length of the presentation this is all information that we do have available publicly and to ourselves um and that's because piggyback off of her question to Dr sparlin and just asked is there a rubric that's used to determine regression holding study and making progress and if not if is there some way to kind of more objectively evaluate that that we could could get a better support uh yeah Mr Doyle no there's not there's not a rubric that is something that we could uh look into this is what we presented when we created the Strategic plan and uh but as you know they can we can always change at the uh for whatever the board would like to see opportunity to Ping our community members and the taxpayers to see how they feel about the progress that we're making I think it I think it will keep us more accountable and um kind of hold the mirror up are there any other questions from the presentation Dr petsky just gave all right hearing none we'll move on to item 7.2 hold on wait can I can I make a motion to move 8.4 up since our student ambassadors have been sitting here for almost two hours and have a lot of AP tests tomorrow second yeah he talked about that okay thank you so much you're welcome um so a couple we have to actually vote oh sorry yeah yeah we have to actually vote on it so someone secondly Mr Gatewood Miss Doyle I Miss Johnson let's just throne yes Miss simulton aye Mr ploger aye Ms Swanson hi motion passes seven zero kid 8.4 student ambassador report thank you um so a couple of weeks ago some of our ssac members um were lucky enough to accompany our district members as panelists for the joint annual conference with the Illinois Association of school boards um we learned a lot of things at the conference but the first thing we noticed was the amazing number of District leaders across the state that were so committed to increasing student voice in their respective schools we even talked to another student ambassador who is having some conflicts within her own school doing student Advocacy she was trying to build her own committee so being there and being able to speak with people who held similar and different titles than us and had very different experiences with the concepts of student voice and their learning environments shine light on the weight of being there and the weight of the responsibility that we were holding so I think that was one of the biggest things that we realized going to that joint annual conference at the conference itself we discussed the importance of teacher to student communication student to student representation and administration to student connections which is the biggest part of our job as student ambassadors specifically as we work to bridge the gap between our students and our board or even between the students themselves within School culture which is something we're trying to to work on this year I hope that we were able to instill an ideology of unity between these building blocks of our learning environment among our audience especially in a time where there's a lot of Divisions between our community with differing ideas which was mentioned earlier between our students between faculty and I think I just kind of wanted to be there with our ssac to represent how student voice is one of the pieces to kind of putting back together the puzzle of our community that's kind of Fallen apart in the past couple of years um I think another thing that we talked about a lot was the importance of Shining Light on student voice emotional correctness two-way communication and empathy um and empathy is especially important because we're representing not just our voice but the voices of those whose backgrounds experiences and opportunities within sd308 varies so greatly from ours as do their needs and concerns in ways that we may not experience but we desire to understand and represent here in these meetings and within our committee meetings as well we're thankful for the opportunity to have attended the conference to share our experiences and to listen to the experiences of so many other people who share our goals of amplifying student voice in Illinois districts and Across the Nation as well so adding on to what Anya said the triple I conference was an incredible opportunity to share our voice and our experiences and represent not only ourselves but an incredible diverse student body that our district has um so now on to our committee on the 22nd our application for the ssac closed and we want to congratulate everyone who applied there was a huge number of candidates who were very diverse and had a strong range of perspectives that were useful in many ways then we had interviews that took place on November 30th and we're pretty certain on the finalities of the candidates who we're going to select all the application applicants however brought a really good perspective and that really showed us that there is a desire to amplify student voice in our district and it really showed that students do want to have their voices heard it was really difficult to narrow who we went down on our committee but we know that the people regardless of if they make it or not that they will use their voices um in order to help everyone in our district now only themselves we really look forward to meeting everyone who joins our like all the new members um and we want to use their perspectives along it with the perspectives we already have to address the various facets of mental health and their sub issues in the coming months very good yeah that's thank you um yes so we got so much so much great feedback from um the conference from the organizers of the exceptional job that you all did and they wondered um do they do you realize what you've done like where you've placed not just yourself but the district as well as all students in the state of Illinois and Beyond they said that you all could already and prepared to get a job tomorrow um and you you did us so proud you did us so proud and we're we're just elated and be look forward to more invitations and we had one of the students who came was a graduate she's at DePaul University and she came and she's she was a part of the panel as well and so much great feedback on how she was able to take the experience that she had here and how she's applying it to her schooling and her environments and college is is such a key to how we're developing you as leaders and so you're doing such a great job and I just wanted to say thank you for everything you you did great super proud of you [Applause] now you can sneak out and take your APS yeah you can sneak out don't forget to take some goodies in the back all right moving on to item 7.2 was a presentation on Dual and articulated credit that was requested earlier in the year tonight we have Mr Dan artson executive director of high school instruction and K-12 assessments to present welcome Mr Johnson [Music] on each one of these the first one with articulated credit and um really college credit for courses taking that High School primarily taught by our high school teachers curriculum is really determined through the curriculum to really determine through in coordination with with valleys and valleys Works between the high school and colleges or local colleges and universities to ensure that our curriculum and professional development needs are met so that way articulated credit can be verified at the next level there you go it worked there we go all right um you might ask how was college credit earned or documented on the student transcript it's a little bit different than the others with articulated credit students must apply for this to be to be granted at the next level specifically at waubonsee community college students must earn a b or higher in these courses and it will appear as an e or equivalency credit at the on the waubonsie Community College transcript you see there at the bottom where the transferability between waubons and Community College and other four-year institutions is is really dependent on where the student applies afterwards and that really falls on the student to make sure that that credit is going to be applied for that uh following labonzi Community College a couple of notes there that you must apply for this within two years of graduation of high school and then from there well Bonzi requires a student to actually complete a waubonsie community college course before the equivalency credit is granted on the transcript there is a little bit of a loophole for this too which I can explain later after we go through some dual credit courses this slide here just provides detail and and the hyperlink is is directly to a page of our of our course catalog and it lays out all the available options for students to have articulated credit uh through SD 308 dual credits the next option dual credit uh college courses that are taken by high schools Juniors and seniors uh students are are really enrolled both in high school and college at this point courses can be from all departments which is different than articulated credit articulated credit primarily focuses on CTE courses this is this can come from any Department in our course catalog the curriculum is determined by the college or higher institution and we must follow that whether that be textbooks any other related material it must be followed in order to receive a dual credit also mentioned on there who teaches a dual credit course these can be college level instructors or it can be high school instructors with their proper credentialing and then again as stated before credit is earned at both the college and high school level and it's reflected both on the high school transcript and college transcript and what's nice about this a successful completion of the course as you see up there uh this will basically transfer to any college or university in the state of Illinois this has kind of gone back and forth over the last couple of years I was actually at a conference on Friday that discussed this and this is the current practice and hopefully this stays this way but this has kind of gone back and forth over some years but this is the current practice and again I provided the link here with the to the course catalog of the 15 courses of dual credit Offerman sd308 the final one we're going to discuss tonight advanced placement and AP courses is run through college board High School teachers can instruct this they do AP workshops that basically provide professional development to ensure that the course is being taught taught in the manner in which college board requires and then the curriculum is term determined through AP uh in college board and is reviewed on an annual basis how college credit is earned through AP courses so AP courses a student can take an AP course and not and not earn college credit there's a couple of ways that happens one they cannot they can choose not to take the the test the AP exam which we obviously encourage students to take the AP exam and they also have to score a three or higher on that exam in order for it to count towards college credit and you can see up here that the transcript itself only reflects the the course taken so if it was an AP um AP European History For example it would only reflect AP European History in the grade it doesn't reflect the actual um score they receive in the test that goes through college board and then again here's a snapshot of the 36 courses that we have here through AP and our course catalog and then the final slide here gives a breakdown of the financial cost to our students from articulated credit through dual credit and advanced placement courses pending any questions you have I will yeah do we do we know what our course load for dual credit compared to neighboring districts that are not outside of obasi community college so I mean like in this case no offense but I I don't care what 204 is offering is because I know they're working through so I'm just curious what our offerings are compared to other districts inside um Avanti do we know where like are we pretty much offering the same thing that everybody else is in wabashi do we have more do we have less do we not know yeah and I it's a great question and I have some data like you said from 204 and things like that and if you're not interested in hearing that that's fine you know there's I mean that's fine but if you have that that's great in addition but I I just I know that we're dealing with wavanci so sure um you know I think for the most part um and having not reviewed each and every course catalog offering in the area uh for the most part we fall in line pretty well saying that um you have to remember like Yorkville what feeds into waubonsee as well Yorkville has ivic that they also send students to as well correct which is a huge feather in their cap to have that capability correct right if you're talking about playing field uh playing field numbers look better than ours on paper because they offer 25 dual credit courses um but saying that most of those courses are at Wilco right so which is again something that they can offer that we don't have that capability right now all right which would be nice to have something like that but when it comes to just offering the courses within our own kind of purview we fall very much in line with the others having 15 to 16 is kind of common throughout the area can I can I jump into one District that I know personally sure here's the here's the big difference when you pull up the Dual credit offerings here and this has been the bane of my existence for since 20 whatever when we started to try to get this is for instance if you look at our bio West Aurora has a dual credit bio they also have an AP Bio that's not how we run it sure we run it as AP so AP courses are your top 10 kids dual credit is for kids who are trying a college class want to get the science credit need to see or better to get the credit so you can get four credits right now at West Aurora for the intro to buy all four more for the human biology but that's not how we're running it in this District which has been an issue for years we're running it as AP Bio sure and then how are the kids getting their credit so so that's my question here is I and then that's where I was going with this it's not comparable so so that's my question that's where I was going with this is this because of priorities that have been set in the past where we have been saying hey we're all on board as you allude to to AP and this is what we want to stress is is that why we're where we're at or is it because we just haven't I'm not trying to blame anyone okay but for whatever reason you know Community unit District 308 just haven't been in sync and haven't been able to maybe maximize to the best of the ability well let me offer or is it both let me offer a little different take here so yeah sure AP courses do not require any special credentialing to teach that 100 dual credit requires that that's a master's degree in content correct it does not so not in all areas some in some places it's just 18 hours right and that's one yeah I can read for you exactly what that does because I prepare this is a qualified master's degree or any master's degree with 18 graduate credits toward that desired discipline so there's a listing of you can have any master's degree but then you have to have very specified courses correct so in West Aurora for example I didn't know the instructor for that course I have three that are qualified to teach that course and they're qualified to teach the course and I'm absolutely happy to look into what qualifications we have for our instructors to do so I would love to run a dual credit biology course I would love it I don't know if we have anyone right now that has those credentials to teach that here AP biology I don't have to have someone with those specified credentials right right but when this is way before your time I mean we're talking going back to 2013 this is way before your time right I this was this was when we first brought it online in West Aurora we tried to bring it here and there was just a myriad of why we can't instead of how do we get it done and and now with everything else that's going on we're still I don't like what I don't want to see what I don't want to see continue because I'm out of here in three months I get 10 more meetings but what I don't want to see is us continue down this path of let's force a kid into AP that really I just want to know if I'm ready for college I really just want to take a course like I I find it so hard to believe that West Aurora can run so many dual credit classes and we can't so so that's why I'm trying to figure out right is it is it really because we don't have the staff that has the Masters plus the 18 or and because I'm curious because like for instance I know in the district I teach in very and you know this very generous when it comes to hey we want you to continue your education right so I don't know is is your District very generous when it comes to that because then perhaps we might be talking about something else and then that comes back to budget but or you know I don't know is is that really is that really an issue here or is it again is there some kind of miscommunication where we're not you know we could be maximizing this and we're not that's what I'm trying to get at here because I agree with you and I'm just as frustrated but what I want to know is what is what is the hindrance yeah I mean and to the point of everyone here uh as the stated him I wasn't here in 2013 yeah for this but moving forward I can assure you that this is something that is a priority for me as well and I think even talking to our hscc today which is a high school curriculum Council about this um having the understanding that we need to develop more courses for students to take as a dual credit option um having the conference that I was at on Friday at glenbard South High School from the Chicagoland area brought various groups in with that to discuss it and we're not alone in the barriers of offering dual credit to some capacity because of the credentialing necessary there are other districts that have gone through and said okay to incentivize this we've paid for them to have their master's degree or 18 credit hours in the specific area that was needed but then they signed a contract of five years to stay with the district and right those were discussed at the conference the other day too it's not an SD 308 issue necessarily it it does have to do with broadening our Focus maybe but at the same time having that capability to offer those classes here and that's an important piece because the thing is once those teachers because that goes back to my piece where I said you have three different types of districts right you've got your Elementary your high school and your unified districts and we have to be aware that once we have these teachers who have the ability to teach these dual credit classes they can go to and we get poached I'm sure we get poached of these teachers to go to these high school districts which are more lucrative because those are the districts that pay higher so that's an important piece that how are we going to keep them it's not going to be free that's also going to cost money I don't know how else to tell people that I don't I mean I don't know what to tell you and the high school districts pay more money I I mean look it up okay thank you all right thank you yes go ahead go ahead Eugene oh Jesse please excuse my ignorance but this is you're presenting what we would like to offer what we currently offer that's question number one this is what we currently offer that's what I thought so question number two is do you have uh statistics that list the demographic of students percentage and demographic of students who are currently enrolled in each of the programs I do not this time but I would absolutely be happy to do that yes all right perfect and then according and then uh this side I guess I'm thinking about the process for enrolling students in each of these areas um because once I see the demographics my next question is going to be how do people how do students elect and or you know are recommended to get involved and so that's that's the um the next question so whenever you whenever we get that information I would say just to include those processes as well sure and I can appreciate that and uh while it's not the data you're looking for I can offer you some dual credit enrollments overall from the past few years and I'll just give a brief overshot going back to 2019 2020 uh for Oswego East we had 488 dual credit enrollments that numbers increased by 100 this school year to 587.
