tonight because uh I'm basically going to reread what your coaches said about you as well but come on up here and be recognized come on up athlete boys soccer cross country come on up I know girls soccer came come on up right now coaches everybody come on up as they're coming up I like to say a special thanks to Lauren Webb and Dr Wright for your guys's support you know guys I've been a lot of places and and um your guys's support is second to none and by that these kids know that they've seen you at their soccer games they've seen you at the volleyball games seeing you at the football games and I will say that we do have a coach he's from the other side of town uh the the green and gold coach Maxwell and every Friday night he is always amazed with seeing uh Lauren Webb there and doctor right there at our games he said that kind of stuff I don't want to be too uh PR unfriendly here but he says that type of stuff that you don't see so thank you for that guys okay so anyway just kind of want to also thank our coaches as well for the hours they put in off season coach Kirby coach Hamblin all of our assistant coaches coach fergen coach Atkinson I don't know where you hid in here somewhere but coach Atkinson all the hours that you guys put in uh I know it's about the paycheck right it's about the paycheck mainly so but it is much appreciated by everybody up here and I know you guys have nothing but good good memories only from your coaches right they never got in your tails and got you going did they no okay so thank you guys for that so anyways I'm gonna put on my one dollar uh specs here and read this for you guys I'm glad we're on TV here but I want to talk about a little bit our soccer teams had a tremendous amount of success this year um obviously boys soccer going to the state semifinals girls and a heartbreaker as well with the boys and the quarterfinals but anyways our boys soccer team had over 10 All Region players with Luis Perez being named offensive player of the year where are you Luis give him a hand for that I still couldn't get him to come out and kick footballs from me but nonetheless so congratulations on that uh through injuries and adversity which we Face a lot of that in the middle of the Year we're able to endure through a tough stretch but once we got healthy our boys went on a crazy Run for the state championship just falling short when one of our kicks hit the goal post or and uh unfortunately losing to the eventual state champions but we're proud of how this team responded through adversity you guys gave us a memorable season I don't I don't know how many games we had over there at Mountain Metals I I know that I just kept watching our maintenance move the goal post we try to make it a big venue for you guys and you guys will not be forgotten so thank you guys for that okay soccer girls soccer um uh yeah go ahead you can there you go come on same thing as well I I think you guys went to uh 32 camps this summer right you guys went to every time I look up you guys were at a soccer camp so the these girls do nothing but grind they believe in the weight room uh they're only at the start of their development right now we're excited about the future of these girls and and just the history of soccer by the way I did mention his also boys were the region soccer Champions too so that's that's really cool that's notable as well I know Kirby I know you want that big one you don't want to mention that but that's actually a big deal but and our girls are just on the cusp of doing something special so our girls made it to State this year obviously we lost in a heartbreaker again but we're proud of how you girls responded through adversity and push through some amazing difficulties and injuries we had nine on nine all-conference uh players with Leilani Miley and Maya not Mia sorry uh on a second team is Caitlyn Sienna Danielle and three honorable minions are Mary Daisy and Morgan now I'm not the smartest guy in the world but I I think I asked for last names on it so obviously you'd all know who you are but thank you for that but congratulate these girls as they hit the weight room and they get after it on but more than anything on this amazing season in your six months of incredible hard work thank you girls for that [Applause] and cross country uh coach Atkinson with this team uh you know a lot of great athletes on this team they work hard they're obviously multiple sport athletes in track and they just get it done I know when our football players are out there they're like man I really wish we could do that sport you know it's something it takes a it takes a certain something to dig down inside and and run and not and and not just I mean running at this elevation come on guys to have that gumption and that strength to do it all summer long and to do it selflessly and for your team and I know you guys battle through a lot of injuries but coach Atkinson uh we appreciate all your hard work this team at BR continues to grow in both numbers and talent each year we lose a lot of seniors are graduation we lost a lot last year but we see just as much much growth with the leadership of you guys and the incoming Runners we had many athletes obtain personal records everybody know what a PR is you know that's the one thing they know that's how you judge if you're doing well by their personal records so um anyways so the following people Advanced to the state championship in November they did exceedingly well as they represented Blue Ridge High School in our division three uh State section so these are all in the three-point mile runs I I think I've walked 3.1 miles a couple times in my life so but uh anyways Kareem Fielding placed 48th with a personal record of 22 1-4 wow wow Gianna giardi plays 34th and state with the pr of 21 42.

Amy we're we're hoping to hear you can you hear us I can hear you now okay great all right thank you welcome and uh and then miss uh president Karel doll will start the meeting momentarily okay thank you all right [Music] um I call this special board meeting study session into order that's all right do I have to say who's here so present we have Miss mcsheffrina on the phone Miss Ayres and myself is running late so we'll take note when she joins us foreign yeah all right well good evening everyone this is a really important beginning of a conversation for the board to think about for the next 18 months or so and we just wanted to begin the dialogue and get it out in public the very thing we're watching seeing and wanting to make sure that we're all openly discussing as we think about right sizing our district as our enrollment shifts and as our facilities you know have needs um and as we repurpose our facilities for equal and Equitable access for all of our students and community I have some information from other districts as well that I just gathered yesterday in my uh Phoenix uh collaborative which was 14 districts that are talking all of whom are experiencing significant enrollment decline as families seem to be moving West our colleagues way out Wester didn't grow are growing so I'm going to turn this over to Mr J Mann and Mr Scott Wells and I'm going to let them introduce Shelly and Dorothy and they'll share with us a variety of data my hunch is I I'd go into a mode of let's look at the kind of the six major pillars for scaffolding to start and then we can drill in on your thoughts I would suspend judgment and opinion for now because I know I'm filled with opinion or I'm filled with judgment and I kind of want to solve a problem and I think at this stage it's important just to problem awareness and problem identity is really the the first stage and I let us Loom and linger there for a little while as as sophisticated problem solvers on behalf of the community Mr Man thank you Dr Lewis uh governing board members um Mr Wells and I have had the Good Fortune to work with a team of individuals it's the facilities access on repurposing task force that we're working with and we have two of our members with us tonight Dorothy Greene and Shelley Stevens who are kind enough to volunteer to to join us and kind of help us walk through some of the data sets that we've been looking at what we have is is fairly preliminary data so some of the things we'll talk about this evening is where there are problems with the data we have or where it's incomplete and things that are still in process but we're we're not at a decision Point yet and the team hasn't even moved towards looking at recommendations yet what we're really trying to do is get our hands around what data do we have and what what data is in process and what data do we not have that we need so what we're hoping for the governing board to help us with this evening is to help identify some areas where we may be may be missing some data sets we need some questions that may develop out of the conversation that you would like to see answered that will help inform and influence our work and then um any at the at the tail end any opportunities that are seen that are things that we should be investigating as we move forward with our inquiry and so with that I am going to turn it over to Dorothy to kind of introduce um where we've been starting here thank you Mr Anne Dr man sorry um so uh part of our work has been thinking about um what do we need to know and then what do we do with what we find out one of the things that we definitely have focused on is figuring out how to be efficient and effective in the use of our space and the use of our facilities with around the entire district and you'll notice on the on the first slide there that there's three main Foci and one is maximizing purpose which comes to that efficiency and Effectiveness so being able to have space that can be multi-purposed and I know that's been a big part of the work that the design team for the new building at Kennedy has talked about is how can we make sure this space can be utilized for multiple things as we make sure that we're being Dynamic about predicting different needs in the future changing priorities or needs that the community might have how can we ensure that we have that flexibility so that we can use the space as efficiently as possible obviously one of our main driving forces is reducing cost being very aware of the looming mno budget crisis that the district is in given the decreases in overall enrollment that obviously impacts budget so we definitely are aware that we need to be proactive and be thinking down the line so that we're not reactive but rather proactive in designing the next steps that we need to do as a district to be financially responsible and Savvy for our community and then um obviously with our overall goal of having Equity that's been a big driving priority for the district for the last couple of years and it will continue to be forever hopefully we want to make sure that we're having that be a part of the conversation are we making sure that regardless of where my zip code is in this District boundary or even outside of the boundary that I have Equitable access to different kinds of programs and different types of services and are we making sure that that is true for all members of our community so ensuring Equitable access is a third component of what we're looking at I have a quick question for the Equitable access that you were talking about the community do we have any data actually on on that um I don't really see anything broken down by Race by um I see some stuff by school but I don't see anything by how many kids we have in special ed how many kids is responding especially to the questions you asked you okay so so annually we produce what we call the 100th day report the stack in that packet that Dr Lewis referenced is from 2012 through 2022 we we don't have one for this year because we don't produce this report until the 100 exactly and so sometime in late January yeah and then you'll be able to see Trend data there um this the the types of data that are in that report are largely driven by statistical District needs so it wasn't crafted for a specific purpose but a lot of the data sets that have come up in conversation or question are represented in that report okay thank you we're going to be asking you for what are those things we will need in order to make a decision that's based on at least three times I think the other thing is Equitable access doesn't mean that everybody to access right so obviously we want to make sure that every student regard except everybody regardless of their economic status has access to whatever programs that we're offering in our community that doesn't mean we can force them to choose to take on that respect that choice right to make that choice so it's a fine line right because I mean making sure it's available and wondering right asking ourselves well why is only five percent of our African-American population choosing that versus saying oh no we need to make sure that we have a 17 African-American so 17 need to choose that one taking away their choice so we have to be careful about that as well yeah and it's also not about Choice all the time I know a lot of the times half upper Community doesn't even know the resources that we have so it's not a I would deflect from saying that they're choosing not to be part of because most of the time you can't choose to be a part of something that you don't know even is accessible so I think that's a great point I think how we communicate how we share out what the options are is absolutely critical oh one of the considerations and you can see on the next page that has the enrollment um beginning at from 1950 through 2015 is enrollment is follows a cycle well we had you know low enrollment in the 50s bumped up in the 60s back down kind of in the mid 80s quite a bit of and I jump in the 2000 to the 2005 and then we know that it's decreased from there but just that these Cycles come and go and if you kind of look at I live in the neighborhood as well and just kind of see what's going on in the neighborhood as far as you know rebuilds and adding apartments and you know changing things that those are just all considerations that come into play when we're looking at um options and what the best choices are we go to the next page which is our 100-day enrollment Trend we can see that that has steadily decreased um since 2012 where you had over 7 000 now we're a little above five thousand but as we just you know kind of look at what we have we don't want that to be the driving force we want to take in other considerations that you thought as well so this next slide that you're looking at our page that you're looking at has to do with um there's a lot of complex things going on here so at first glance it looks like okay it's saying how many students can our schools hold how many are there is that up or down and then what percentage of utilization that is one of the things to keep in ourselves there's several things to keep in mind one of the things to keep in mind is that ADM does not equal enrollment average daily membership has to do with a set of criteria that that Jay's gone over many times in the past in terms of the days that they're there and then how much percentage we get funded for based on the number of days that they're in attendance and the reason that we check enrollment at 10 days and you know 100 days and all of those different things factor in but when you look at you know I'll just give beltmore as an example 591 was not the number of students that attended that school that year that was just the average daily membership that we got funded for for that year so that capacity that utilization capacity is based on these numbers even though these numbers are not true numbers of students so exactly so we have to keep that in mind the other thing is and it's in parentheses there but we want to make sure that you notice it is that any leases or additional programs that are located that are not directly a part of our district but are held are located on that campus are not included so for example little big mines or Covenant or you know YMCA types of activity there's lots of different smaller things that we lease out our different parts of our campuses for those are not taken into consideration so obviously you would want to think about well those are income generators so do we really want to have a school be at full capacity and have to kick off an income generator whose seeing some space that sounds kind of counter-intuitive to what our goals are financially so and you will see that there's a little arrow there pointing to Creighton Academy at this time just comparing the ADM remember not actual student count but ADM from the over the last two years they are the only school that right now has shown an increase of enrollment one of the things that we were just talking about before this meeting that we need to collect some additional data on is kind of desegregating that and finding out are those students who are in our district boundaries and our choosing TCA are those students who are outside of our district boundaries and are choosing TCA are those students likely ones that would stay in our district here regardless of whether what programs were offered or are they students we would lose if we closed any particular programs so lots of things to think about in terms of those numbers would we be able to get the ADM data for like previous years yeah absolutely um the the date most of the data that we have in that additional pack is related to enrollment but we do have it by ADM as well um and so we absolutely can provide that one of the things I think we we really this data is getting refined this was actually generated for us by not related to the ADM average daily membership but there's an Architecture Firm called ADM group they are the folks that we retain to do some of the work for us in here so we have an independent third party that's evaluating things um they're not done with this yet some of those things Dorothy referenced are you know haven't been factored in yet because they're still in the process of doing their work but we just wanted to kind of bring forward what types of data sets we would have and where they're at at this point in time but they they will be getting us a more comprehensive report and you'll see them pop up again later in the data that we have because they're also doing our facility study for us as well and I would look at enrollment over ADM the facilities recession and I think that that is a bit of a you know pick up in this this we we have two different ways of counting and they're using a source from the Ade I would the uh the Arizona Department of Education I would say we should be focusing on enrollments and program information this does not include that just yet yeah I hate the phrase but you know we often talk about you know butts and seats when we talk about who we really have or whites of their eyes but the reason I started with butts and seats though is if you have more butts then you have seats you have a problem so um so if you if you were to provide a number of seats equal to the ADM you would have some kids who don't have seats because our enrollment typically the pattern I've noticed over the years as our enrollment exceeds our ADM by about 10 so I don't know if that's an intentional skim in the way the formula is built to skim ten percent of our budget away or if if that's just an accident of how the system's set up but regardless there seems to be that relationship if you were to look at the enrollment data we have versus this this average daily mail ship data it tends to be around a 10 percent differential so I think we're reviewing along the way along with the attendancy ADM is those attendance areas and how do those impact our attendance there is in the future and I know this is really hard to see I actually had them put them on foam board so if we can spin around if I need to bring one you miss Korea doll I can okay I can see both of them thank you yeah absolutely so they're backwards right now foreign School Syria and you can see even stretching down the older Maps or as we decided to look at that they're still in fear we just had to look at attendance area for families who chose not to go great with that and we want to give them multiple choices not just one so that group if you look at them here you now have a great academic Excellency and we presently actually do have a shovel children that still want to go to Walmart now one of the examples that we could go to in the future is it's just a possibilities if we were to enter excuse what carried away they're actually is if we made Biltmore School of Choice and the rebuild of the Kennedy campus how can we adjust the temperature without making interesting right we don't know what your kids will choose what we do know is by Loma Linda taking this it doesn't affect how much yeah stabilize the numbers based on both Children's Choice one Vista we pretty much already transform both of the media transported it's important so we don't anticipate a lot of change in this and again it's a giraffe once we start saying it's being a number you can change it one try to keep on balancing responsibility if I could point out two more kind of important can I just check Miss Mick Jeffrey can you hear okay you know I was just gonna say um I didn't hear I I don't know if you guys are walking away from the mics I can't hear you there are other people yeah they're up at a Podium we're gonna we're gonna fix that so what we're doing Ms mccheffrey is we're looking at the three attendance maps and they're going back and forth between them so you don't quite have the advantage of the looking to this one looking to that one so if you guys could identify looking at the third map looking at the first map as you speak that might help Miss Jeffrey thank you yeah so so right now as we look at the third map of what Mr Wells was pointing out is this is a speculatory map of a a what-if scenario um it's probably the maximum number of schools of choice which includes builtmore Preparatory Academy and the new Kennedy as well as the Creighton Academy as a School of Choice Mr Wells referenced the fact that even though right now Biltmore is not a school of choice programmatically it behaves that way because one of the challenges that we have is with the exception of seventh and 8th grade which are the last which are the grades where the old traditional program is phasing out grades kindergarten through six are dual language only so one of the challenges it's created and we've experienced this at the district office is we're in some ways we're doing a disservice to families from a customer service perspective because what happens is they show up at Biltmore and Biltmore explains to them hey what we have as a dual language program and the parent may say well we just move in the neighborhood my kids in fifth grade they've never had a day of Spanish in their life I'm not sure this is the right program for them so I mean we are very customer service focused so we move into solution problem solving mode but it is very confusing for families because we say well we've got this other school for you and they're like well we want to go to our school well your school only has this dual language option but we have this other wonderful school it's got a performing arts program you know the principles get along real well they're even sitting together in our audience here this evening so there's good communication and so we've been able to work through all of those things and as Mr Wells said find ways to get those families access to that school but it does it adds it adds a layer of barrier and I think that's the biggest concern in relation to that one of the things we've been trying to do for years and I know it's not perfect as we talked about earlier is tear down barriers we want the ultimate goal and what we've heard expressed by the board in the past is every child in this District should be able to choose any school and so at this point in time we actually have shuttles for Biltmore that allow families who are down in the Papago area some throughout this area here as well as providing extra access for our little big Minds families who sometimes have kids both that little big Minds preschool and at Biltmore that shuttle will pick up in both of those locations and the majority of the families traveling on that bus to Biltmore come from down in the southern region of the district and so that has provided additional access for those families to be able to make that choice if that's the school that they want for their family but as Mr well said earlier if they would like Kennedy at Loma Linda for their for their child they have that shuttle as well and so part of this is a thought exercise and a concept is what we've looked at is does this free up the ability with our limited Transportation capacity to have more of that type of shuttling activity and create more choice in our district and today's modeling and it's a model it does model that we should have four additional buses if drivers hold that we can use for shuttles and that would be based on where is a bulk of those kids and where do they want to go it might not be the best for the Kennedy rebuild but who knows maybe we need to get kids to Papago and Monte Vista so we would look at that and see where the needs would be it's really just you know again just early thought exercise not representing it as a solution to anything but as we're having our conversations in addition to everything else looking at attendance areas is one of the conversations that we're having for future Solutions thank you Ms McCaleb has joined the group on to utility costs as a factor one of the other things we we've actually been monitoring for almost three years now is our utilities and as we know utility costs it's a slippery slope and no matter what we do trying to get costs down it's almost impossible because SRP APS are raising their rates the best we can do is try to stay stable with our kilowatt hours and so we actually uh have fuse box we meet with monthly they take a look at our expenditures and they go back they always do three months worth of data even though it's monthly hey why was your utility so high this month Scott it was at this campus it was on the weekend well we may have had a program there that weekend or a lease so that's something we look at but as you can see from one of their cost models for fiscal year 22 we look at 22 versus 23 and 22 was our first year back 100 at the campuses it's been really difficult since 2019.

in there [Music] all right you're pretty Full House in a hole again at night so let me it's called yeah let's please stand for the pledge allegiance money okay um my name is and I am a fourth grade teacher at Williston elementary school and I'm here with many of my amazing colleagues and what representing many more who are unable to so we want to say thank you for giving us a few minutes of your time I will make this quick and pain-free closer so we wanted to come tonight because we have a small story to tell it was August 18th I had just received one of many emails announcing that a beloved co-worker had made the decision to go to another District and I'm not going to like friends I cry could you all cry we all cried it was hard and none of us were sure what it was going to look like that first day but two really amazing things happened one everyone who showed up that first day wanted to be there so give these guys a round of applause and the other thing that happened so we came in that first day we didn't know what to expect but there she was our new leader and I'm not gonna lie it was hard it was a bit crazy it was a bit Rocky it our new model became it's fine everything's fine it's gonna be fine because we had a new composition to our staff or a lot of new people including our new principal that were trying to make their way but what we came here tonight to tell you was things are indeed fine and we decided we wanted you to hear from us about how things are going over Olsen elementary school so we have crafted in the spirit of report card we our very own principal report card because we wanted to let you know how we feel Donnelly is doing so under positive Spirits she gets an egg under the ability to listen really listen she does the name under the ability to get oh I gotta tame this one down to the audience under the ability to get things done no matter what it is whether it's helped with the curriculum room clean whatever it is she gets an A plus the ability to think catastrophically which was a new word for us but one that we have come to appreciate and in truth has created a safer environment at Boston Elementary she gets an A plus plus under the ability to tap dance through tricky sensitive situations both literally and figuratively she gets an A plus plus and most importantly under being caring and supportive of the staff and the students she gets an A plus plus and we all would like to let you know that you are a pleasure to work with thank you but they're all here well we just wanted to let you know what a wonderful addition she's been because you don't always get to hear from us but it looks like on the inside and we can tell you that if you walk the halls of Boylston elementary school right now the people that are still here and that are new to us have created a community unlike any other and it's warm and positive and it's going really well it's really going well so because it is report card time we hope you will excuse us because it actually that was done so thank you we want to say thank you to all of you as well for doing this foreign [Music] public comments all right any Communications from anyone uh there are several emails in the folder for you to look at real good uh okay so next in The Descent agenda may have a motion to approve consent agenda worry second second uh in favor of the Senate Virginia [Music] on to our reports um on the report section of the agenda is a little different than in the past I've put some time limits um I want to say they're hard and fast but if you absolutely need more time just take more time on but just in the spirit of keeping things moving um I put a few times there I checked with everybody who's going to speak if those times are enough so it should be enough but uh first up we have the annual Cape Cod field trip presentation yes sorry uh we're here tonight just to my name is Peter darling I'm uh through the department chair at Thompson Regional High School and I haven't met a couple of people um I'm here tonight with Lisa Sequoia was a biology teacher in our science department chair just to ask for permission uh to resume once again an overnight trip to Cape Cod this year we have it hopefully scheduled for um April 29th to make books it's a Saturday to Monday we get started this overnight program back in 2012 carried that right up through 2019 and obviously we've had everything and then also the place we stay in the Cape Cod Sea camps closed so we've no longer stay there but I found the place in Providence town it's a hotel and she said she could fit us and so we're here tonight to ask you for a permission uh two reasons why we should have hopefully handle the packet with all the details in there that we planned out so far and I'm happy to answer any questions any other questions would you mind estimating yes um would you mind to share here just a quick summary of what the goal of the trip is yeah it's an interdisciplinary study right um to try to pull together all facets of Education specifically with like our seniors right because by that time you try to culminate everything um as we wrote in our letter to the students and I mentioned in that article that I think I said you know so much in our modern education standardized testing is like disassociated like you departmentalize everything this is that opportunity to try to pull things together and so with our philosophy classes Stephen Chico And I teach um this course became a good supplement for both my AP Lit class and scheme safety Euro and U.S classes they were able to pull together they can files well the primary source that we use is Henry bessins the Animal's house um you're not familiar with that book invested wrote that in 1929 um after getting home basically from World War one he spent a better part of a couple of weeks on Cape Cod there to write an article about the coast guards and so you spent a couple of weeks there was like I need to stay here at the end of the house became National literary but Landmark unfortunately had Swept Away in the Blizzard of 78 um but it was you it's this book became like your Cornerstone right with so many different ways we could approach this interdisciplinary box and so that's the foundation for this trip so we bring our AP Bio AP Lit uh nature being students we'll be on this trip in the past we've included AP chem and independent art where the classes started getting a little too big and because we had to stop you over our new trips we didn't go back to that first trip which was 10 years ago last weekend in November for speaking in December it's pretty easy there's eight of the Coast Guard Station the iron Coast Guard Station East Ave which was a wonderful opportunity but right and after that first year they closed the building so it's like where do we all have um so that was the impetus behind it okay and we have great opportunities to meet with some great organizations the Atlantic white shark Conservancy I don't know if you guys are familiar with that group they are there to raise awareness for the increasing white shark population off of Cape Cod um and we were the first school that actually reached out to them when they started and so we have a great working relationship with them so they present to our students every year we're going to work with the center for postal studies this year year we worked with the ottoman Society just you know a lot of resources we've worked with the self-time visitor center and the resources that they have there so we have a pretty extensive network in the area and it's not wonderful yeah I mean they just it's wonderful and we really would like to expand it um which has tremendous opportunity and you're actually looking to connect with school groups so I'm really excited about that and we can tell the kids this is not like we're going out and have a vacation you're going to be up early in the morning and you're out in all types of weather so you're ready for that it's uh it's they're busy throwing sun up to sundown and we do all cooked meal with the kids cooking clean and more or less also yeah bonfires at the beach at night this year will be if all of them they'll be 27.

hmm okay we're live okay good evening and uh welcome to the Board of Education policy meeting on December 13th 2022. mrski please call the roll sure Mr grippo here miss Rosenberg and Mr White here Mr chairman you have a quorum thank you um I'll rise for the pledge oh I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all Jeff I appreciate the uh the quick flag thank you I got right on it yeah that queued up and ready to go that was great okay foreign okay is there any public comment there is now before we begin okay fantastic um then I guess we'll move into uh first reading for strategic goals performance standards so Jeff I'm guessing uh so if if you recall um the board earlier this year adopted strategic goals for the school system uh that reflected our focus on complex thinking and social emotional learning as well as you know our vision of The Graduate and our performance standards that had to be approved by the board and now we just update our policy accordingly and so it should be you know relatively straightforward but I'll present on the screen and for viewers that policy um this is where it starts again it's it's not verbatim but it's very close this uh this Preamble if you will and then we have the uh everything else is verbatim that the board approved earlier this year so we have our theories of action around complex thinking social emotional learning um The Guiding principles for success that we reviewed and then the vision of The Graduate this was a work pulled from the personalized learning task force Adam you remember that and as well as this was revised from that so this this is actually already part of our our board policy the revised performance standards but I put it in all together in front because it just made it easier to read this is what we had before uh that's that's strikethrough font here these are the 16 goals we had as a district before that again you know nobody could really tell you what they were even myself being a principal I couldn't tell you all 16 it was very hard to follow [Music] and ultimately we ended up shaving it down to the two that everybody knows and really focuses our work so like I said these I have this in strikethrough font but this is identical to what we had before so right so the these new sections that's that's replacing the strikethrough font basically yeah I mean the the new this here the treasure performance standards is identical to what we had in our board policy and maybe it's easier to you know maybe avoid confusion I can delete this part and not and take out the strike through fi on the other part May and I might avoid some confusion because the performance standards are the same as they've been since 2019.

we're back from the reception thank you next is presentations 16.1 Google career certificate program and reports student representative yeah yeah 15.1 I just okay you're absolutely thank you I told you it was going to take a couple people to help out so 15.1 student Representatives report hello everyone um so I hope you all got the the packet um so I wanted to wish the board and you just see happy holidays I'm really grateful to be here with such amazing role models and so yes we're going to share something before I begin the report uh recently I went to the csba conference and I had I heard quite like some unique perspectives I know many trustees assured their new student Representatives right to a preferred vote where they shared Hollywood but before any action provides of insight so I'm hoping something like that could come to the ahc in the future but even if it doesn't I must say that I'm very um grateful for this opportunity to be with all of you because while I was there I heard some really scary horror stories about some other boards as well where some boards were some board members during meetings even said we don't really care about a student voice but that's the very opposite of the auhsd and so I'm so grateful to be here because you guys have always propelled student voice always kept a platform for students so I'm I'm forever grateful and so thank you all so much and and to student report now so at Anaheim Anaheim recently held a market day to empower the strengths of their students through entrepreneurship and selling items like keychains or stuffed animals uh CVA cva's ASB sent out CVA compliments where students got to share with their peers what they admired about each other at Cyprus Cyprus held their thankful spirit week right before Thanksgiving break where students had fun little theme days like twin day on Tuesday and appreciation day on Friday uh Gilbert helter Great American smokeout food contest where students faced off against staff to see who can eat the most amount of food I don't know who the winner is but I bet it was fun at catella patella held their winter assembly which was their last assembly for 2022 where students and organizations like cheer and JROTC perform for everyone Kennedy's mock trial earned their first win of the Season many of the team earned awards from MVP to outstanding job Awards lovera had their a totally radical Christmas Carol show where students dedicated so much time even their weekends to make props to make it a giant success Magnolia recently had PBS come and record a segment at their Mac to highlight their ROP Pathways and the numerous student engagement activities they have there Oxford recently invited students from the number one international school in Japan to visit and walk in a day of the Patriot school day at the end they participated in a cultural presentation including dances and a karate demonstration Savannah recently hosted an international Night Market to celebrate cultural diversity in collaboration with Magnolia High School they had over 10 cultural performances and about 20 fundraising events simultaneously for cultural clubs and finally at Western the biology students AP and others visited Cal State Fullerton to give female students the opportunity to explore stem careers and heard from actual members of the career community so that's for the agency schools I have a question who puts together all this oh this is a so each report is um from East student ambassador okay or School Ambassador so I asked them all to put it in a Google form and then I make that title page and then just double check all their forms and then they compile it together so basically each Ambassador is doing a page and sending it to you right so it's it's not different reports here super thank you so much uh are there any uh student speakers in the audience that wish to speak do we have I haven't really oh that's I'm not used to the colors okay student requests to speak tromdo [Applause] ready thank you so good evening School Board trustee and everyone in attendance we are a student from Magnolia High School representing the Vietnamese dual language immersion immersion Academy also known as vdla we would like to take this opportunity to thank the auhsd school board superintendent Masuda and the auhsd executive cabinet for supporting our program we will also like to thank trustee ajaba for her service to the community as a board member and board president in supporting plural lingualism and minimizing General generational language laws thank you for your support of vdla the first and currently only Vietnamese dual language program for secondary school in the United States vdla is very special to us because of the unique learning experience we are able to have as there is no other program like it we are we are learning Vietnamese along with computer science though our program is open to students with all backgrounds for students that are vme's decent we are empowered in our language our community and our heritage we take pride of being a part of the vdla programs and hope to receive your continued support of vdla in our future endeavors and now we would like to present the auhsd school board letters of things from ourselves our class our classmates in the Vietnamese dual Language immersions Academy program thank you once again [Applause] what school is she from Magnolia anybody have any comments that's great we always appreciate students coming up and uh speaking their minds and telling us how they feel about what they're doing and learning so we really appreciate you guys all taking the time we know that you're busy and we know that you have homework you sat through a long uh first part of our meeting and we really appreciate you coming up and telling us how you feel and thank you for the letters I'm looking forward to reading them thank you so much thank you tram are everybody that was here this evening are you all in the same grade all 11th grade or various grade levels and then okay I think so very great levels thank you so much for you did a nice job speaking to us we always enjoy having students come and express their views you did a great job thank you so much I have a question also now there were a large number of you that came tonight is your class a big class or is uh do you have any idea of the total number in it okay so it's a it's more than one class and it's it's a total number of five classes then a day all right that's great well that means it's it's a fairly large program then very good thank you thank you sure any other students in the audience that wish to speak okay seeing then we go to uh reports of associations or any association Representatives uh back in the audience that wish to speak I see a hand up in the back oh it must be yes come forward [Laughter] Miss Vasquez good evening everybody and thank you president O'Neill um Board of Trustees superintendent executive cabinet and Welcome to our community here and online um I want to kind of highlight some of the work that we're doing outside of our district as it was mentioned earlier by Dr villains we are generally generally the best District um and one of the things that I think um I think the reason why we're so good is that not only are we doing excellent work but we're willing to share that with others so I wanted to highlight that this past month there was a session on democracy and our superintendent was part of that panel sponsored by the California chief justice talking about the power of democracy and Civic learning and we got to share the vision in our district about Civic engagement youth agency democracy School Civic learning our our catella talks and the over 2000 students that received the Seal of Civic engagement not only that but also we were recognized as maybe I think Mr al-jabbar was able to attend we got on Mr O'Neill as well the California War Association awarded us with the Golden Bell for our Saturday Language Academy which is again a a collaborative work with some of our Anaheim collaborative Partners in Cal State Fullerton the work of Dr Faron balls and Dr Allison Dover really doing a lot of language and exploring that work and also incredible teachers that we have dedicating themselves to support our newcomer students with language acquisition on Saturdays and obviously a shout out to Dr Brian too for establishing the program her leadership and for her support in the pro-lingual department I know she's here with the Vietnamese dual language also tonight was the first night also an informational night at South Junior High because we are also expanding our Spanish dual immersion programming so that is also happening for the upcoming school year so a lot of things happening in terms of continuing to raise equity and promoting the programs for all students also talking about student agency and voice omkar and also some alumni Ambassador like Stephanie um Stephanie Elizabeth Oche and Alvaro um who else did we have Eunice Kim and we had a couple of current ambassadors we presented the quantum 10 International virtual conference and we had a student panel that was moderated by omkar and we talked about what do students see as valuable and important in that in their education to pursue their passion and their career and also to be successful once they are done with school and we asked them if you can redesign education what would that look like and it was incredible to hear once we get the recording I'm going to share it with you I was to it was incredible to hear how articulate our students were I think every comment in the chapter was wow oh my goodness like incredible what they were saying but they have really internalized what it is to have agency and to serve and so many of them were talking about um what they're doing in college to serve their community and also um their peers and so wanted to kind of share that because we don't necessarily hear what they're doing after they leave us and lastly I want to welcome Miss Guerrero to the board we look forward to working with you and uh together supporting our students in our community and also big thank you to Mr al-jabbar for your leadership and courage for doing what is best for students and for their success in achieving their dreams and we want to wish everybody a happy and wonderful winter break and hope that you are safe and are enjoying some time with family and friends thank you thank you [Applause] any other Association leaders seeing none we'll go on to parent-teacher Student Association Jesse had to leave okay all right we'll go on to uh 16 presentations we have 16.1 Google career certificate program Dr free yeah so it gives me great pleasure to bring up our director of career preparedness systems Frameworks implementation also known as cpsf this is Amanda bean and she's going to do our two outstanding teachers and our wonderful student who's going to also talk about their experience with our Google certificate program and our basically the growth Google program Mr Bean yes thank you good evening Board of Trustees executive cabinet and our community members here in person and watching online as Dr Fred said I'm Amanda bean and I'm our director of our cpsf implementation and tonight I'm really proud to share with you our Google career certificate program um our implementation and our next steps so I'm just touching on our core values here in auhsd by offering the Google career certificates we're really demonstrating that both Anaheim Union and Google believe that every student should have the opportunity to learn the skills needed for the most in-demand jobs and so we are really focusing on core value number two that education must work for students and not the other way around and that idea that it's delivered primarily through instruction so when we think about the way we're offering Google certificates which I'll share with you throughout the presentation we're doing it as part of classroom instruction and so it's not something that students get to just do after school or some kids have access to it but we're really creating in a system where that it's a class that students can take that's paired with maybe their English class or paired with their math class so we're really ensuring that students have access through their course selection it can be part of their six-year plan and it's really beneficial for students who want to gain skills for their resume whether they're College Bound or entering the workforce uh the Google certificates um are offered sorry I'm having trouble with the thing over here um the our partnership is the first in the nation the first Public School District to partner with grow with Google to offer career certificates something we're very proud of knowing that Google came to us because they saw the work that we were doing here in Anaheim Union and they they sought us out to partner with us and so as we continue the partnership they're continually impressed with the way we're choosing to rule it out making it part of our classrooms bringing teachers on board in the instructional design and so that's something they're very curious about moving forward um again um the certificates are designed and taught by Google employees through the platform Coursera and what we're doing is is that we're having teachers and write courses that incorporate the coursework along with their content area the certificates in some cases can be credited towards a four-year degree at select colleges and universities and are available at over 100 community colleges in the United States and we're currently working with our higher ed Partners to increase the college credit that our students might earn for these certificates as well upon completion of our certificate students can submit their resume or their resume to an employer Consortium of over 130 companies that work with Google including including Google themselves and so this is the goal to create a talent pipeline of skilled employees skilled talent that that the companies feel confident that the skills that they have learned through the rigorous coursework so I just want to give you a little bit of the participation from the previous year and where we're at this year and then I'm going to invite our teachers and student to share their experience so last year when we launched we we just invited teachers who thought we thought might be able to Pilot and pair a certificate with a class and we were really looking for what worked just best practices that we could look to scale and replicate so last year we had 159 students complete certificates in five and eight of our schools and um you can see the breakdown on the charts we had eight eight schools 159 students through that we found a lot of best practices that we have continued to expand this year the remaining slides show a little bit about the demographic breakdowns of the completers and so here's a breakdown of students that completed by gender and by grade level one thing that we did learn in our pilot that these certificates are most appropriate for juniors and seniors as they are closest to entering the workforce and can really utilize the skills fully as they're learning in our pilot we learned that the class the project management certificate was really well paired with English for and the data analytics would really pair well with our statistics and probability class and so what we did this year is we put out a recruitment for English for teachers that would be willing to Pilot data project management in their English 4 class and we created a separate course code we distinguish it on the student transcript and all of those students are working through the certificate as part of their English class because of that growth this year we have 821 students currently in a course working towards a certificate with the most being project management that's 553 students we do have 23 total teachers participating across 11 sites and programs including our ilcs and Gilbert yes could you give maybe a couple of examples of an integrated English floor class with project management I assume there's a lot of project-based learning going on sure if you're okay Mr matsuda that's maybe what our teachers can share with us they can explain it much better than I can we have a phenomenal group of English teachers um 11 English teachers across four high schools that are working through and writing helping to write a course that we will scale next year to more schools I'm really proud to say that we also um two two sets of the teachers are inclusion teachers including our pair presenting tonight and so we have our students in special education also accessing their their certificates and doing a phenomenal job we also have project management paired with three yearbook classes across the district and so they're working through the certificate using the skills to produce the yearbook and then we do also have it as a standalone elective at CVA and at Gilbert so students are taking it for elective credit for statistics and probability we have three teachers in schools pairing data analytics with Statistics our next step with that is to is to invite two of the teachers that are doing a really phenomenal job to help us write a course and then invite more teachers next year to teach that course to our seniors and then I do have that being offered as a standalone at Anaheim ilc um what I'm really most proud of is that we have this across all of our programs and we're being able to serve many student groups in our in our in our pilot and that's one thing too that Google is particularly attracted to our last set of participation is we do have a teacher at Cyprus doing automation with python with their computer science class we have it support paired with cyber security and we have one teacher piloting a ux design which is like a user interface with Graphics at Cypress High School in these three areas those are areas that we're looking to expand in those Pathways across our district moving forward so um that's just to give you a little bit of a picture of where we're at what we're offering next I would really love to have our two teachers Michelle Gonzalez and Cheryl Campos from Katella High School um to share with us what that looks like in their classroom implementing project management with their english four class everybody I'm Michelle Gonzalez I'm Cheryl Campos and we're co-teachers at Katella High School um basically our class is in progress but one of the things that we realized is that project management has three components and also bringing in the English four component so number one we need content number two we need Coursera and number three we need projects so what we did is we've designed our class where days of the week go with certain components so Monday through Wednesday we're content based we're looking at our novels our plays our articles our poetry but those types of items are setting us up for the project component on Tuesday that's our Coursera day that's the online that we do with Google where the kids will log in and they have weekly assignments where they watch videos read articles and then they have to take a quiz or complete a component an activity of sort and then on Friday is our project day those that's when the students are together in groups of four and they're completing some sort of project that's going along with our content um so one of the things that we've realized is that our students are really learning how to manage tasks which they don't necessarily have in structuring themselves they have multiple components going on in our in our rooms and being able to figure out how to complete each task on time um this semester we've come we will by the end of next week we'll have completed three sections so our first section was a College and Career Unit so we were looking at um different components of the College and Career they created a portfolio um and they completed the Coursera foundations section then our second group our second unit was rhetoric and so we looked at the project initiation which is course two on Coursera and we also did research in looking at our voice and how can we persuade um others to you know in looking at our audience and so what we did was we looked at water issues in California and our students created in their own children's books and so they had to work together who's your illustrator who's your you know where are you putting in the the different components and they had to they had to map out um how long it would take what what program that they were going to be using to to publish it and stuff like that and then our final unit that we've been working on is Into the Wild by John krakauer so they do get the literary component um while we were doing that they're completing number three on Corsair which is Project planning so they're looking at um how the the main person in the book Chris McCandless how did he manage his journey and in addition to that they are creating video blogs um travel Vlogs and so um for a specific group uh Nate and Cara that are bloggers and so they're going to be pitching um an element of a Blog of the next Vlog for them and so they've had to look at different locations that McCandless went on or went to they've had to research different locations what would be the best place to stay what the restaurant all sorts of different things and they had to give each person different tasks and they're looking at how those tasks all come together they're learning how to incorporate things like um racy charts Gantt charts all these different things that they're not used to in an English classroom but making them realize that by mapping out their tasks scheduling things that they come to their product quicker second semester we're looking at finishing the final courses on Coursera they'll construct a project management course video they're going to do book clubs and we're actually partnering with Magnolia so our students will be collaborating with them during those book clubs they will be doing a case study unit and then their last component is self-designed and they have to create their own project and show us how it's done okay with this class um 25 of our 66 students at catella are students with disabilities these are students from the SDC mild moderate program and the RSP program the Coursera program lends itself really beautifully to meeting the needs of diverse Learners much of the content is presented in multiple ways both video and written students are able to retake tests as as needed Coursera will link your missed answer with where you can find it in the course which has helped students greatly additional supports that we have offered to all students not just our students with disabilities we have done one-to-one or small group instruction or intervention for students who are missing major components or um you know specific quizzes we have done additional vocabulary practice and then when we have these bigger Concepts and these projects that we have to learn like the Gantt chart and the racy charts we do whole group instruction you know [Applause] Michelle and Cheryl I um amazing to hear how much progress you've made so the question is how much do you feel that this opportunity changes English for right is this how would you assess the Google integration did the we've done the college unit before we've done rhetoric before but bringing in that project component and allowing those students to have their voice be heard usually it's like we dictate this is what you need to do but now it's they get to choose and figure out how to do it so it's working well how engaging is the uh the Google certificate from I mean with the kids I mean you of course work on Coursera yeah not engaging yeah let's be honest and there are the videos are engaging yes um the quizzes are challenging it's very cheap the quizzes are challenging which which is really interesting because yesterday our for our advisement at school it was all about Grit and so I I brought it to the class and again and I'm like you guys need to be able to work through it in any business you need to work through it you have to dig deep um and so uh they they are challenged for sure while the content is hard it is accessible I think that's important so the way that Coursera is set up and the way that they have created how you complete tasks is manageable for all Learners um within our classroom awesome Amanda um what you talk to Google fairly often are they aware of this English forward integration yes and again uh while we were the first school district to partner with Google many districts have signed on since but nobody is doing it the way we're doing it and so they are always intrigued about how we're getting teachers to do it how we're writing courses around it and really are wanting to work with us in the future to write um create help some curriculum map and how to do this in public schools more to scale like how we're doing it yeah they're very um intrigued by us that's amazing you guys thank you thank you for the results we still have a student who's yeah yeah we're yeah we're oh you're not done we're not done sorry Mr matsuda you're cutting into my 15 minutes so I hope I get an extension um so um I'm just just joking with you um one of the things that is really exciting is is that the teachers that are doing the Google certificate for English for um you know project management is across all industry sectors and so we're really teaching skills that they that students can take to any career industry and utilize um and really teaching them how to apply it to this their everyday life and so that's one of the really nice things about this particular certificate and its accessibility to students and while Coursera is very dry we know that the way we're teaching it and pairing it with the content is making it more doable and accessible for students which was where the power in it lies next I'd like to invite sahaj from Kennedy High School she completed the data analytics certificate last year in her IB Biology class and she's going to tell you about how that led her into her aim internship and how she used her skills good evening my name is sahaj and I'll basically be running through things I learned from the course and how I directly got to apply it to the internship okay so I think the first thing that we established as a classroom because we started the course in more of a classroom Dynamic we first identified patterns and Trends and in Coursera it started off with really basic shapes and numbers but throughout the progression of the course it went more into depth with the use of colors and sizes and this is arcgis which is a mapping software and although arcgis wasn't used in the Coursera in the Google data analytics Coursera it was um I do believe that my skills really did let me Implement um the use of colors and sizes and to create a visualization and a narrative that I was able to portray through data points and the second point and the second point we got to establish through the uh through the data data analytics course was through spreadsheets and that typically resolved around data cleaning and data analysis and we had originally we did all the zip codes from Orange County but my group specifically wanted um the socio-economic factors that affected the internet access which is part of the project that we had and we had to clean a lot of data and we filtered out the zip codes through using the codes that were given in the data analytics course and we basically cleaned it to the way that it was represented in a way that my group had wanted it to be seen and another thing I learned from the course was um was how to visually present findings I think this was one of the most important things because even if you have so much data and you're able to process it manually I think it's different when you can process information and tell a story and tell a narrative and something I learned from the course was the McCandless method which was on the McCandless method basically involves having the information and then creating a clear narrative what you want to tell and we wanted to give socio-economic factors and how they affect the internet access and our typical things that we had was unemployment unemployment and different variables that can affect um internet access within all the ZIP codes of Orange County and then we also through the McCandless method we also objectified the visual and then applied an effective use of the visual expression I think in total the okay I think that overall the course really helped me Implement my skills and enhance how I'm able to more so narrate findings and it it also opened up a lot of new insights because I thought that I couldn't really use data analytics and and in anything besides technology but um through biology I found like a lot of ways that I can Implement data analytics and I also got through further research which I did a covid research paper and found a lot of data points and used arcgis which helped me which was um through the data analytics course ah so what was really cool about this opportunity was that we were able through our aim program we're able to partner with CEO leadership Alliance and create a summer internship specifically for those Juniors that completed data analytics at Ernst young so um so we just hope to do more of that moving forward for our students um lastly I just would love to share with you the next steps and so we're just getting ready to prepare to recruit additional teachers for English for project management and the statistics with data analytics I in January the English teachers will start writing a formal course outline that we can use and then throughout the spring our Math teachers will write a formal course for the statistics with the data analytics and then we are adding those courses to the course selection for our students so they can choose or opt-in to take those courses next year also very pleased to announce and say that we are able to offer parent certifications through our community schools we recently got the green light on that so we're working on our plan to promote that and invite parents in to also work on certifications and we're working on hiring tutors that for current or former students that have have taken or are taking the certificate that can support both parent and student programs and so that's where we are at moving forward and just looking forward to how we can see this grow and that we just have this opportunity to offer our students wow yeah are there any questions [Applause] is it sahaj preet sahaj preet how was the internship can you tell us a little bit about that yeah I think it was an insightful experience because most of the things I learned through the course I was able to apply and do the findings and the project was um basically we were given like like thousands of data points and we had to filter them out into specific on what our team specifically wanted and my team decided to focus more on socio-economic factors and how that affects the prevalence of internet access specifically to schools and we talked about unemployment unemployment rates in um in different zip codes and how that affected their educational access I'd like to read that yeah I think the board would love to read that yes please please let us send that to us okay wow congratulations to you what do you want to do do you know yet I want to do something in like the medical field but like maybe like biotech or anything like that I'm not I'm not sure though all right you're gonna be throwing that out there I love that are you a senior yes I am congratulations huh amazing I I also need a statistics tutor I'm looking for one right now Bravo to you okay Jessica yes I had a question um it's great to see um thank you uh to the students and teachers that came to speak about the program it's great to see the projection of the program since its Inception I was just curious to know how do we recruit students into the program to get the certificate so so far last year and this year it was really more based on the teacher and the willingness to to Pilot so last year when we started it was just a call to teachers and say hey we have this opportunity for Google certificates here's what they are do you think you have a course that might match well and we just did it and then this year knowing that we found success with the English and project management and the statistics with data analytics then I've targeted specific math and English teachers and they opted in and there we just coded those classes and so if students really didn't want to do it we gave them the chance to transfer out to a regular English 4 class so this year and last year was more just if your teacher happened to be doing it next year we are able to add it to the course selection as a specific option because we have enough teachers across the district that are doing it we have formal courses formal course numbers now and so next year will be more student opt-in versus the other way around but you know what Jessica it's a great question because whenever um you transform a district it has to be teacher-led right the teachers need to be invited and you could see a teachers here right really owning it owning the change and then that is a reason why you have kids take those courses right so thank you yeah there's five certificates available next year will there be those five in every high school or we haven't gotten quite that far yet so so far so the two that are really scalable are the project management and data analytics and so my goal really is next year to have at least one section of both of those in every High School um so that's my my next step is to start recruiting teachers and ask them to take the certificate so they know what it's about the other certificates like automation with python it support and ux design are very very specific and really tie best with certain CTE Pathways and so those won't be as widespread um just based on the nature of which pathways are at each school but the project management and data analytics are the ones that we're looking to scale across all of our sites okay and all of these will be in concert with a regular class like in English classes right so it's not a standalone correct so the only place where we have a standalone is at CVA we do offer through our e-learning and it's an extra elective students can take the course and they're monitored by one of the teachers at CVA but even then the students still check in with the teacher regularly and there's projects associated with the coursework but it's not quite embedded in the same way as English for the statistics it is a little more Standalone but that is how we're able to offer it to students across the district in places where their site doesn't quite have the course yet we've created that opportunity so there is still a place for students to go okay so students can take it online you know like through CVA or their individual individual schools you know online so how many have taken it on their own solo just like that because you're saying it's fairly difficult so how many have actually opted to try that so we started that this year I'm going to say I uh we probably have about 30 kids total over three certificates that are being offered through CVA Okay small number and we started that later in the year so it wasn't part of what kids could pick in course selection so next year as part of our course selection that has been added to the e-learning course list and so students will know about it more when they're selecting their courses this spring okay can I ask Michelle how many are in the class that you are working 60 okay so you have two full sections okay okay because I was wondering after she said the kid you know you when you decide just told them that we're gonna do this and they had the opportunity to transfer out I was wondering how many then you know kind of not very many left oh that's good oh good oh wow that's very good yeah okay and what grade level are they are they all seniors they're all seniors okay and to give you perspective of the four schools so I have could tell I have the pairing with um with uh Cheryl and Michelle at Anaheim I have one teacher at Kennedy I have one teacher and then Magnolia every single English Senior English teacher is doing it so every senior that's in English for is doing project management and that's my other co-teaching pair there as well all right very good the Magnolia team was decided just to jump in together and work on it together great yeah I love the idea that you're pairing um this the the students typical students with the special needs students so thank you so much for that work that's in addition to writing the coursework for um the the typical kids so I applaud you and that that's another way that our district is unique I'm sure so thank you because you're building that that mold that's going to produce more and more opportunities for our students so thank you for that Bravo to you thank you for standing up and raising your hand and writing the curriculum and building the program for us so thank you they're doing a great job I'd like to comment that I commend you for having and letting the students retake tests I think that is absolutely brilliant that's wonderful grateful to hear that thank you and on the long along those lines um I know it's probably a fast-paced um course but you talked about the the books the children's books that you that your students wrote uh who's getting to read those and are you reading them to other elementary students I'm thinking this is a way we can pair there's you're at catella there's Gower I mean sorry not Gower um when right around the corner and um and and Benito Juarez you know maybe you can have some students come or some of the students at least read to them because I think we need to learn about conservation any chance that we can so maybe something along those lines well thank you so much for your presentation thank you we really appreciate it thank you presentation thank you okay next we have I have a 16.2 our interim budget report it's name perfect well good evening for president O'Neill members of the board superintendent Masuda cabinet staff students and the Community member tonight I'm happy to present the 2020-23 first interim report for a financial that started so we're talking about 130 folks and that is huge um and I'm so pleased that uh uh that Jennifer has found a way of uh threading this needle that uh that it still is a part of public housing but it also is market rate and and run by another entity so uh kudos to that and it looks and it looks great from you know what what I'm seeing I want to speak to two other issues that drill into it is one the the carbon neutrality uh goals for the city and the environmental sustainability uh and uh the trauma-informed design which I think that Jennifer really wants to um to have impacted in that whole design process and and I think it gets to some of uh the art uh but uh it'll it'll be a bit of a circuitous route uh the solar panels I think the staff has already mentioned that uh that um that the design might you might want to include solar panels and I would agree with that and in fact I think that what's on the screen now is the third floor and um that um that area uh has a kind of a Pergola that I think you could really do some wonderful uh designs of solar panels on top of that pergola uh and as far as that vertical strip going up that would be awesome uh that uh to uh to really incorporate uh solar panels vertically and um I know that the folks that are installing through the solarize program for the city want to do that and so this would be excellent that uh that this Housing Commission project sort of demonstrates that it really is workable and um that I I know there was some concern by staff and to to have the inserts um um I guess on the on the on the west side is symmetrical on the east side it's not exactly symmetrical and would like to see a drawing of it and I I tend to agree um and I just wouldn't stop of that one huge vertical I would think about also the verticals that are within those those precasts so any way you can and to me it would be a a creative process it would be a work of art using uh solar panels you don't have to just stick the things on and have it one big Mass so it could be a wonderful design with photovoltaic panels um and um the the other part is the live roofs I don't know whether uh Dan that uh you you have some some flat uh sort of roofs and I don't know whether you're planning that to be uh to be live or not um but um I would encourage you to consider it and um and also as an option and maybe I mean if we really want to get creative and I know you know you know you're you're trying to sort through just let's let's get through the the the zoning issues but uh combine kind of a vertical vegetation up that huge vertical along with photovoltaic it could really be a stunning uh and and I do believe uh that you you do have kind of some vertical vegetation on that uh on that little deck outside um and um and I would encourage the green roofs you know um uh and this this vertical gardening just to sort of kind of fold into micro Gardens so that what what I love uh what calms me I'm 76 and you know we we have some water dripping outside in our yard just literally not a gushing waterfall literally dripping water just I think can lower my blood pressure 20 points so it uh using water using plants and and activating a kind of a garden feel to that um I think would be absolutely awesome um but uh let me also get to Art making I think that you know our making is a healing uplifting act I think Jennifer uh knows this and uh and so I don't know what your plans are but uh I'm I'm sure that that Jennifer recognizes that some of these uh common spaces could entail art making as well well as art display and I've had conversations with the AAA ta folks so I don't know five six years ago about using um the inside of the bus advertising for displays and so you're right next to it you know to me I would love that you would get on the outside of those buses they're not that expensive and to really connect uh particularly what you know what they are looking for is Civic motivating artwork so if the message is um that um like Nancy Margolis has uh uh embracing our differences and it's really been uh accepted you know by the town and so if the kind of the artwork couldn't get into that and that might be a very good selling point when you start getting in to those sort of details is that the residents here could make art as a trauma informed design display it within their building and then also get it on the buses so um um in any event uh you know maybe we're getting too far in the weeds and and probably I usually do so my wife if she's not here she would give me the hook but in any event uh Jennifer this is awesome uh I think I think I I I I'm so excited and I think Wendy is excited that the thing is just happening I mean you know that uh I think 20 years ago this was just starting I mean I went we we were at the Y I mean we we had a membership in the in the Y and that you know and it wasn't the nicest workout room I I must admit but uh or the pool but it was and then that whole Saga of it coming down to this day so uh very good story thanks Jennifer thanks team yeah you're welcome and I we think there's lots of exciting possibilities to incorporate art in into this inside and out like when someone's like hey I live in that building where the is the thing you know that makes it exciting not just the brick building that's over there so yeah we're excited about that yeah thank you and if the art commission can help in any way so we're we're we're we're available if if it helps yeah thank you very much appreciate it thank you all right any other comments dick yeah Dan could you switch back to that street view looking West that we were looking at before right here yeah thank you um I I always try to tie it back to our guidelines which were I I'm the nerd in the group that does that I guess but um one of the guidelines that Jeff actually cited in in the scaff report was that the entries be be something special I think it's C2 and the the entry to the East Tower I agree with Wendy would really be better more toward the corner them in than in its current location that is adjacent to the service Lane I just think there's a missed opportunity there um and then another guideline that Jeff cited in his comments was surface texture color and and detail and and I hate to disagree with John but I I don't think the East Tower is there yet um The Narrative talks about exciting things but they're just not there yet and it I think it lacks detail and and color and interests and um so I think there's a lot more work to be done on on the East Tower it's a large large wall on on our Fringe neighborhood to the South and it should just be more interesting to look at than it currently is I think so there's opportunity there we've got the people in place to do it and and I know you can and and just going to assume you just haven't gotten there yet but I'd encourage you to move in that direction thank you is that Jeff yeah yep uh thanks um I just wanted to uh share a few um thoughts if um if no one else um had anything to say uh I I just had a few thoughts one was we don't really know what the direction of retail will be downtown currently it's it's pretty soft uh maybe some might say extremely soft this is a tough block this is not Main Street or Liberty or Washington or Ashley or state it's it's a tough Block in terms of drawing people here for a retail experience or a restaurant experience so um my suggestion was to consider designing the second floor of the East Tower to accommodate of the potential for future residential uses that way you know years from now if retail just is not working on the ground floor the the owner may want to um shift the community rooms or and the uh the fitness center or the bathrooms um down to the first floor and then capture that second floor for more residential uses so I I would encourage you to consider that in terms of um uh designing utilities and and that that sort of thing so that's one comment that I had um someone mentioned the comment that I had about solar on the roof so I just want to reiterate that thank thank you uh maybe that was John um and then lastly I wanted to um incur with uh dick with his thoughts on the East Tower I I actually really love how the West Tower turned out I think it's really lovely I think that it has it feels warmer to me and I like the symmetry of the brick panels um I think the East Tower feels cooler to me and um I'd be interested to see if the East Tower could include could show different colors of uh the brick and maybe different placements uh for the for the brick panels um I I sure like that salmon colored terracotta or terracotta color that you have on that on the um West Tower um but it gets um it's a little less inspiring to me on the East Tower and that's just personal preference and that that's all I had and um uh Jeff um whenever you'd like me to summarize the comments that I've heard um I'd be happy to do that um well yeah um so are there any other comments from other board members um what point should we do the public comment part Jeff um I think that you could um uh do the public comment now okay I'm happy to summarize at the very end all right that sounds good [Music] um so I need to find my cheat sheet darn it I got so many screens open right now I can't see straight and and would you like me to stop sharing or continue I I think you can leave it up there uh okay well um I had my narrative uh here somewhere got it okay to speak during the public comment phase which is now uh please call 877-852-5247 or 888-788-0099 and enter meeting ID 974-6174-9412 and I guess we can give that a minute or so to see if we get any uh response according to those calls coming to you they do and I don't see anyone raising their hand right now okay and Jeff let why don't you go ahead and summarize what you heard great and um after the summary of items I've heard if I've missed anything please please let me know you can let me know uh at this meeting now or you can email me call me whatever I'm going to try to just generally summarize with the main issues were that I I heard I heard questions uh maybe some concerns about air quality related to the buses and in the loading areas for for AATA um we're here to heard comments about um this being two separate buildings when it sort of has a feel of one building maybe with two separate sections um we um heard questions about um rain screens and windows and um whether these would be floor to ceiling windows we had questions about the loading areas and access to the north side um we had some opinions expressed by glazing there's a suggestion to reconsider the stair Tower and maybe adding a glass element to the stair Tower there's a question about whether the developer would be obligated to um to use um this design or whatever design gets approved at the site plan stage we did have um some discussion about pedestrian Crossings on North on South Fifth currently we have a lot of Crossings taking place between Blake and the library and those are mid block Crossings which are not particularly safe and so there was a suggestion to rethink of the orientation of access points to the building to try to encourage more people to cross at the corner um we we heard um a comment about the protected bike um Lanes um uh sort of replacing on-street parking and what that may might mean from a retail experience and a pedestrian experience you know are there ways to create delineations uh so pedestrians don't wander into bike Lanes uh so we had uh comments about that we had some comments about of the facade materials um we heard uh comments about GLA about the amount of glass and transparency on the first floor and that some retailers uh downtown will bring equipment and locate them right up uh to the to the glazing which is is um is unsightly and are there ways that we can maybe build in some um wall elements um to uh to discourage that uh we heard about um the the massing uh John in particular indicated that he he really um like the mass thing thought it looked great uh was interested in um issues related to carbon neutrality goals as well as trauma-informed design um John did mention uh solar panels and potential for solar panels including um possibly on some of the patio spaces and the pergolas of the patio spaces um possibly some vertical solar um and um John also mentioned um live roofs or living roofs with vegetation possibly vegetation growing up or down some of the some of the walls [Music] um uh John also talked about um Civic motivating art that you know might convey a message um and he used an example of of embracing our differences as a as a potential theme um uh trauma-informed design um uh could be infused into the building as well as on buses uh by residents who um live at 350 South South Fifth um dick indicated that he agreed with Wendy to uh that it might be good to rethink the main access point for the East Tower to try to encourage people at the corner you thought that that corner provided a unique opportunity as a focal point um and that um uh um dick also felt that uh the East Tower could use a little rethinking in terms of surface texture color detail um and so those are um some of the main comments that I heard um have I missed anybody's comment this would be a good time for me to add it and I think early on when you mentioned rain screens we could also include light shelves and shading devices yeah light shelves got it okay anything else that I missed any misspeak missing anything okay I think you did a pretty thorough job Jeff um okay okay thanks Jeff I I will summarize this in in writing and I'll email that to everyone so you'll have a second shot at making um modifications to it so you should see that within the next week or so great sounds great thank you all right well thank you to the design team for this project a good presentation and um I guess the only thing that I uh would interject at this point is when the time comes that a developer is identified that if significant changes are uh contemplated with the project I expect that this board will see it again thank you thank you for your time great thank you all thank you um so we move on to unfinished business uh what are we supposed to do with this calendar is this something that we this is the 2023 uh calendar that um is um being being presented um and uh you have an opportunity to um either modify it or to uh to approve it we think you should approve it without without discussion uh Leonard Tina motion so moved support moved by Wendy and supported by Gary any further comments discussion all those in favor signify by saying aye hold same sign all right looks like that's our calendar for next year great uh I do want to make a comment uh and thanking everybody that that was able to make it today and and the special thanks to those who have other plans and um rearrange them in order to make certain that we had a quorum for today so thanks very much for that uh uh do we have any Communications um we we don't have any Communications okay um and anybody hanging on the line Courtney no there don't appear to be any callers at this time if there's no further business then I will entertain a motion to adjourn so moved thank you moved by Gary seconded by uh bill uh almost in favor signify by saying aye aye aye opposed same sign they have good holidays everybody yeah Merry Christmas everybody and hopefully we'll have something to look at in 2023 see you next year bye now

because last month we had literacy night and so I'd like to take a minute I did forget her plaques sitting on my desk today was a little bit hectic but um she is here so Kinsley Tafoya if you would please come on thank you [Applause] is a sixth grader here at the elementary school she is said to be one of the most respectful Kids on Campus she's always there to help out her teachers absolutely love having her in class her teacher was planning on being here tonight but with the roads and the distance I asked her please stay home um however Kinsley is is exceedingly deserving of this award she represents every Blue Ridge value that we have and so thank you for coming congratulations thank you [Applause] our December student of the month Miss Jackson is going to say a few words real quick our December student of the month is Michael caught alessi foreign in front of third graders um he's very respectful and very well loved in our school and in our class and he's just got a great overall character and he has standards very high for himself and I feel that it makes other people feel held accountable he just does it in a way to direct everyone to make sure they're doing the right thing um Michael also has a great passion for Science and a love for Math and that comes through in his participation in class he always has something great to share some bit of new knowledge for all of us and he's also one of the first to give the solution to any math problem that others don't get but overall he's just a wonderful student he's a great example to his peers and I believe he's a great inspiration to others and to top it off he's got an awesome sense of humor we love you Michael [Applause] I'd say Michael's Blue Ridge roots go very very deep very very deep we love it three generations there you go Mrs Hoffmeyer principal Hoffman were you now present yours good evening I would like to present the the December Junior High student of the month to Aiden Van Dyke I'm wondering though if he is here looks like he is not with us this evening but I do want to say a few words about aim he was actually we we put out for the student of the month we put it out to teachers we're looking for nominations for students who are exhibiting uh you know different qualities and I had three nominations for Aiden he um he was not only nominated by the teachers for student of the month but he also was nominated by several other teachers for a kindness award that we give we give out an award each quarter this month was kindness or this quarter was kindness and he was recommended for that as well so Aiden is just a great example of uh he is a great role model for other students he's always positive he's always willing to help other students so we are super thankful to have him on campus thank you thank you [Applause] thank you and now for the High School Mr Webb Danielle come on come on up Danielle so we have Danielle Olson for the high school student of the month for December I want to reckon she's here as one of the soccer players she was an amazing goalie so she had a great season actual career here at Blue Ridge that she's one of the seniors that will be leaving us but she's done a fantastic job her that one of the teachers that nominated Danielle this is what they wrote about Danielle she's a multi-sport athlete and good student at BR she's from what I know a positive role model as an athlete works very hard at our studies and is overall an excellent person she's not as naturally gifted academically as some other high achieving seniors but she works extremely hard and grinds out good grades as we know that will serve her well for the rest of her life thank you Danielle for what you do for the school and all the many contributions that you bring to the school each day [Applause] thank you congratulations to all of our students of the month and thank you for showing up and presenting teachers and principals we appreciate that we now like to recognize some of our BR Stars I I think Mr fergen is is he out today okay um but if you want to say a couple things we'll start at the high school please Ryan pergan as you just heard he was the 3A East volleyball coach of the year so not an only is he a great coach he's brought a lot of great skills to the the kids on the team and they're the hard work paid off and that's under his leadership he's also a great teacher in the classroom he cares about his students he makes math enjoyable for them I was able to work with him at the junior high and now he's here at the high school as well so he he really cares about math he cares about kids and he tries to find fun creative ways to make math interesting for them so we get both sides of them a great coach on the on the court and then a great teacher in the classroom so the junior high or Junior High Junior High School recognizing or the one of our BR Stars so thanks Renford and we'll get this to them thank you Mr Webb gonna try to do it by phone here in the speaker if it doesn't work Mr Webb you can take it over let's try it first with Rebecca you're on Rebecca okay so I my YouTube feed um to watch the meeting um failed it dropped off because of the storm firstly my Preschool teachers Kristin Houma and Caroline Cox if you're there I can't see you but please they're here come on up ladies lion guard you can go ahead we're going to double team this Rebecca Lauren is handing out the awards and the ladies are up front here so continue please I can hear me and thank you for allowing me to be home um so Sherry Aguilera and I both had nominated these two unknowingly um the last admin meeting I went to I nominated these two and Dr Wright told me well here you already put something in it for him and I didn't realize that these two ladies and their team um sometimes go unrecognized because of where they are in proximity of campus and things like that but um I just need everybody to know that these two work hard and possibly harder than anybody I know they spread Flyers to doctors offices in the library and they attend elementary Reading night to reach out to individuals about child find and kids that may not be um meeting their developmental milestones I have watched them as they held crying babies that were dropped off from their mom and dad for the first time at the preschool and they may have just held them for 10 minutes and then the kids adjusted sometimes they held them for a week they've been hit they've been kicked they've been bit [Music] but understand that these students who might be kickers and criers and Fighters are usually non-verbal babies that can't speak of their needs and this is how they react I've seen them tell parents you know you know the baby bit me today but uh it's okay if they can't tell me what they need I remember Caroline a couple of occasions I think she got bit twice within 10 days and coming up and trying to say um no it didn't break the skin and I would say no show me your arm because you're gonna have to go to the doctor they um they never complained there are times that they at the end of the day look like a train ran over them and they come back the next day and they don't complain and it's a new day they treat the parents and their students with dignity and respect at all times and they never ask anything that they wouldn't do themselves diapers throw up and all there are also friends and family with their co-workers and would give their shirts off to help anybody that was in need and just to uh Echo something that Dr Wright said at the last school board meeting you can pretend to care but you can't pretend to show up they are there every day for these babies they are there every day to support the parents of these babies they have a line of people who want to be Role Models they want their children to be role models in the preschool because they know that their kid will be prepared for kindergarten and I know I don't publicly um put people out there but um Caroline and Kristen I love you and thank you for being part of my team [Music] Japanese nice work Rebecca and uh is Kimberly Rollins here tonight and is that she coordinator are you going to speak on her behalf Miss Rollins had a previous engagement tonight but she was I actually think she was she was recommended by Miss phrase but I I would recommend Kimberly Rollins every month she's just incredible she works tirelessly to make sure that she's providing for all of her students on a daily basis she has her room the atmosphere in her room is so calm she is there she's a special education teacher but she has students coming up to her that she doesn't serve us that say can I please be in your room can I come to your room because she just makes it such a welcoming atmosphere the students they they all respect her she has high expectations for her students as she holds them accountable and they rise to those expectations on a daily basis because she won't expect less from them she just knows what they're capable of and she lovingly supports them as their as they are growing academically so she's an incredible teacher we're lucky to have her thank you thank you foreign we have two more Awards and these are the teachers of the month and so the first teacher of the month Mr Webb would you make that presentation to miss Tasha hunt yes thank you can you come forward please so Mrs Hans fellow teachers and I'm made in her for the December teacher of the month so here's what the nomination said Tasha is the friendliest person in these campus Building she's willing to help anyone at any time she works with a very challenging group of students freshmen mostly freshmen and a few sophomores sprinkle in in large classes and does so without complaint plus you're very good at what she does she's a good department chair and a great colleague who routinely volunteers to help student groups and Athletics and I want to thank her for all the time that you do volunteer in the efforts that you put in for the kids it's appreciated and the kids thank you and love you for that so thank you thank you thank you congratulations Miss hunt Courtney Mr bloomstrom we know he's gone he's got a family obligation I think his wife is putting on a performance and he's supporting her if you'd say a few things about Brian well deserved absolutely yeah so Mr bloomstrand I'm not sure how many people were able to come to the junior high performance um last week but if you can just see the progress that the students make from the beginning of the year even through this part of the school year it's incredible and he takes some students who have never they've never had any kind of singing lessons before in their you know in their life and he creates with the students this beautiful music he not only is um he's dedicated to his students but he's also he also brings a very calming presence in his classrooms his students all appreciate him the teachers all appreciate him and again we are lucky to have him on our campus thank you thank you Prince thank you [Applause] thank you again I think and I'll say it over and over again I think we have the best of the best that worked for Blue Ridge and I appreciate you all and I think we only need to give you another round of applause [Applause] into the uh the heart of the agenda now uh first item on the agenda is the consent agenda did I miss something presentations oh one more sorry back up turn the time over to Dr Wright we have presentations uh if you could take three or four minutes and review that real quickly some of the remedial efforts will start ladies first Mrs Hoffmeyer principal Hoffman will start at the junior high then we'll go to elementary and then Mr Webb is this okay thank you [Music] sorry all right thank you for giving us the time tonight to talk about some of our remediation efforts at all of our campuses uh just a couple things that I wanted to start with um maybe let's take a look at sorry one second um there we go so just a couple things that I'm going to cover with you what our current progress looks like the analysis how teachers decide and how we kind of identify students that need some help the strategies that we have in place for our students and then how we communicate those efforts with our parents in the community [Music] so this will just show you what last year's aasa and AZ size score reflect so you can see from our across our so highly proficient proficient that's really where we like to be but we had quite a few kids in the partially proficient as well in fact an easy site our science scores I was really pleased we had a brand new test today we had a lot of kids that were on the cusp of getting to that proficient part we're about 40 percent in a lot of our areas and that's typically where we've been since 2016.

hey Creighton you're saving all this money now wait a minute let's back up no you're not so it's been that constant conversation back and forth but if we look at the forecast for 23 three it's uh it's about a ten thousand dollar increase that means our kilowatt hours are staying pretty stable we're again fighting those costs going up um there's a projected for not for 24 and you notice there's a fairly sizable increase they're also expecting a fairly sizable increase to APS and SRP that year so by doing this this information goes to Mr Man Miss domilene so helps them budget easier for that 12 months out it's also something we're looking at really closely because as we talk about facilities access and repurposing are there Partners we bring to the table and one of the things we want to make certain that we're doing is we don't want to bring a partner to the table build a financial model around that partnership and then find out that they're providing some funds to the district and they're providing say twenty thousand dollars less a year than what it's costing us for utilities that doesn't serve the purpose that Dorothy laid out for the committee that that savings were kind of going the wrong direction with that so we really want to be very aware of all of the sort of not easy to see costs that are embedded in some of those things and make sure that as we work with our partners that they're covering their fair share of the cost so that way that's not creating an extra burden for the district because we want to preserve our maintenance and operations funds for our students and for our learning environment so um yeah um so I had a quick question just I know um obviously there's lots of variables involved in the different amounts for the different schools but is there a efficiency check in terms of okay at this school a square footage I don't know the lingo of utility costs is much lower versus at this school and that has to do with all kinds of how new the facility is how efficient the different things that you have that are working at that facility is that part of something that we can get information on as well it is and we do have some deeper information and they do a drill down into kilowatt hours we went with dollars for the purposes of this conversation because it's related to that efficiency but um you know it's very difficult as as Scott mentioned when you're comparing say APS to SRP the rates are very different the other thing is when you sometimes you'll see a big number and it's anomalous a lot of things have to do with square footage but squares footage isn't always necessarily related to the number of students or the number of classrooms you have in a space if you have a school that say has a large additional facility like a gymnasium and let's say that gymnasium gets a lot of evening and weekend rental use or School use for activities or district-wide use for sports programs that's going to make that site look anomalously more expensive and the more volume there is in that space clearly the more it costs to heat cool and light that space so so so we are getting deeper teardowns to look into what you were talking about in relation to by sort of a square footage and a use case scenario you know where do we see those efficiencies and get and really boil it down to you know what's what's an efficient space and what's not an example practically on this chart is from the excellencia solar costs yes that's a great no because at excellencia we have uh in the parking lot there are solar Shades those solar shades are owned by Elon Musk they're owned by Tesla now they used to be soldiers um sorry I couldn't help myself but chuckle about that so um so anyway um what what you see here there's not that much that's funny in facility stuff right but that's funny um what you see here for Excellency is what we pay to APS in addition to that we pay what used to be SolarCity is now Tesla for the solar generation on that site as well so that that excellencia cost looks anomalously low as clearly as Kennedy School because if you've driven past there in recent weeks there's not a lot of building to eat if we were using a ton of electricity there we were doing something really wrong so so yeah so we so we have a um two more pieces that are in process um and both of those are being handled for us by ADM group one is outsourced to a third part a third third party um ADM is working on a facility assessment you'll see some draft information in the supplemental packet that's there that's site by site you'll notice some of the sites don't have as much info as others they actually sent us a couple of Updates this morning that we weren't able to get integrated in time um but all of this is is going to be truly Revisited the methodology used for this facility assessment was entirely designed by ADM it really was not based on any input by the district and as Scott said the other day to me and it kind of cracked me up he goes we really didn't influence this at all because all I did was give them Keys and codes to buildings and had you send an email out to the principals that they'll become so they they've been going out to our sites looking at things and giving us feedback one of the downsides to that process and this was something we talked about in our team meeting earlier this week is there some Oddities in these reports because they sometimes refer to things that might need repair that were already in the process of repairing so there's some things in here Scott's already gotten school facilities board I think you'll see some on tonight's board consent agenda it's gotten school facilities board project funds to resolve and then there's some things where they'll refer to them as a structural issue but like as an example for Gateway and excellencia roofs it identifies structural issues well they're related to the roof and they're part of the re-roofing projects that we're doing right now so all of that still needs to get fine-tuned but this was just a way of showing kind of some of what they're delving into to make determinations about the state of our buildings a side bonus benefit of that in addition to our planning work is it will also give more ammunition to Mr Wells to continue to get those school facility board and it was occurring to me the age of the building even with the work that we might need to add correct yeah we definitely want to want to take a look at what those building ages are because one of the things that happens is adm's doing a great job on the assessment but there's always infrastructure that's difficult to assess and see and sometimes you know if you have a building that's you know 60 70 80 years old you know that you know it might not identify this but there could be Plumbing stuff that they can't really see because it's underground and it's really difficult for them to locate some of those things in addition to that ADM has helped us partner with Davis demographics we were hoping to have some early Davis demographic study data it's proving a little more challenging than we had originally anticipated for a variety of reasons including some illness challenges on our end in various areas and getting different data sets to them but beyond that coming out of the pandemic Gathering some of the data on like what's happening with construction in our community is a little bit harder than it used to be so that what they're developing for us is a 10-year comprehensive detailed student forecast by residency we've made them aware with the the issue that came up the other week from some community members who came and presented to it um some of our trailer courts in the area because that's not the kind of thing that typically will come up in a demographic study but it's something they definitely need to be aware of because it does have an impact yeah and that's one of the things that I feel like we leave out a lot is apartment complex mobile parks and those are really important to have in our studies because you know and we have a lot of mobile parks in our in our school district as it is absolutely yeah so I don't know that that information was as well represented I'm not saying it wasn't but I don't feel that I have confidence it was as well represented as it should have been in our prior to demographic studies so it's one of the reasons we've created some awareness and the timing of that you know kind of information and concern coming forward was actually really helpful because it was a reminder to us this is something we really need to be looking at um but there they are working on pulling all of that together and of course as we get early data we'll ask them to continue to refine that and and help us do that one of the things Dr Lewis and I were talking this morning about demographic studies and some of our prior experiences with them one of the things we've learned about demographic studies it's a 10-year comprehensive study but the reality is it's most accurate in years one two and three the more years you go out the less accurate it becomes because you have you know what they sometimes refer to as Black Swan events so like something like covid five years ago nobody predicted covet so but that had a significant impact on what was happening demographically within the modest right so you might build a model for gentrification that might be disrupted by something else so it's certainly something we'll want to continue to update but we hope to at least have what's current to date Mr Man I have a question about this um what is the cost of this demographic study you know Scott well it wasn't just the demographic study it was all inclusive with facilities demographics three sections and I don't remember off the top my head um I don't know off the top my head member mcsheffery but we can get that to you yes ma'am thank you and and we'll put it in the update but as Mr Wells was pointing out it was integrated with the facilities work it was with the Creighton Academy to look at possible Lessons Learned From the crazy Academy Bill okay um just because I remember I don't know if this is the same company we used before it doesn't ring a bell to me um but I didn't have a lot of confidence in in there study because they dismissed Charter Schools completely which you know are kids in our district do choose Charter Schools over us um so I just wonder really how accurate these demographic studies are especially like you said if you have an event like covid they can't predict that and this you know the gentrification the way it's going that's very very hard to predict how that's you know we see what's happening but um do they really know what's going to happen um you know with how our parents choose and there's so many other factors on why people choose where they want to go so I just I'm not sure if I have a lot of confidence in these demographic studies that I'm just concerned about how much we're spending on it thank you yeah you know and and good point about the concerns having been raised in the past about the the prior firm that we used and so when we were working with ADM one of the reasons we turned it over to them was we said look you work with a lot of these firms this is who we've worked with in the past we'd like to see a different firm to see if we can get a different take that maybe captures some of the things that have been missed in the past and so we relied on their expertise based on their experience working with a variety of these firms so as always mileage can vary but we're hoping by virtue of that that perhaps we'll have something that's a little more accurate and a little more resilient we're also hoping to include the age of the homeowner if you will even if it's not oh I have a kindergartner or I have a three-year-old it's sometimes the person who keeps their home you know through their uh older years what might be the predictability of the home being then sold to somebody with children so it's formulaically Crystal Ball but it's uh that's all it all it is using a different firm I think we just you know in your discussions with them being very cognizant about noting the mobile home parks the apartment complexes noting the charter schools you know we have an opportunity with a new firm to say here's what was missed last time and here's what we really and it's it's not going to be perfect and I think you said like it's most accurate for the next couple of years but it's better than no data at all um I have a question do we have any data on how many kids are in our district under open enrollment and what districts are coming from because I think getting data on who we have that's out of district and and who's using this would be um good information for us to see or know as well we we do have data on open enrollment that's definitely something that we can provide the peace that we don't have um and this has proven difficult over time and it's somewhat ironic given you know a constant call for transparency and yet this is not transparent is that the state system doesn't allow for us to identify easily what district they come from so we sometimes have anecdotal data based on self-report from the Open Enrollment forms if there's transfer information there's the possibility of doing some very labor-intensive like capture out of individual forms but what we should in my mind what we should be able to do is get a report from the state that indicates those things the other thing that it would be nice if it was more transparent would be a way for us to gather data related to if we have students that are that live in our district that aren't going to our schools I feel like we should be able to see which schools they go to we we partner very closely with the local parochial schools because we handle federal funds for them and and um our person who handles that for us Pam does a great job of partnering with them so they share data back and forth with us unfortunately the charter schools are a little more close-fisted about sharing that data back and forth with us which makes it challenging to drill in yeah and maybe um ADM has a different approach of collecting that data too because I think the last thing that we're always missing to do is going into the communities and actually just asking instead of um you know waiting around for them to disclose the information a lot of the times if you just ask simple questions people will give it to you um also with the capturing the data of an open enrollment can't we just check their address where their address is and just look at their District by the address they're registered under yeah actually um we do we and one of the things we'll be bringing forward in the future is we do build dot Maps so you can see where the kids are coming from and so we'll definitely have that information and we'll see if we can find some way to convert those dot Maps maybe there's is a way we can use that to capture yeah work with Russell to see if there's a way we can get that to then vet that out into which districts those dots sit in to determine which districts those families are coming like overlaying on the map not being software overlay the district Maps maybe I mean it's not going to be perfect it's very time intensive to sit and say we're going to go through Synergy for every kid but at least with what we have with the dot Maps if you didn't overlay the districts it would give us an idea yeah that's how we make our transportation decisions now it's just not spread beyond our district but I'm sure we can move it up yeah because I think and you're right I mean that's the we lose kid it's not just Creighton every District loses kids and we don't know where they go necessarily even though they are supposed to withdraw like I know in our district we're trying to capture that information so when parents want to withdraw we're asking where are you going but if they say Tucson West Side like they don't have to tell us and if we don't get a records request we don't know so we're trying to keep our own spreadsheets but like getting maybe 30 of like the concrete info that we need um and it's it's not telling us much mostly it's telling us we've had a lot of families move to Tucson so it's not even a what are we not doing the other districts around us are doing it's they're moving where it's cheaper exciting I would also add I know we've got some share with you that I I was talking with my colleagues in Phoenix footprint and you know Phoenix Union thousand kids almost each year they're smooth stated we were in the 140 200 kids per week Roosevelt's down 200 this year Osborne says about 120 down this year of Madison's down uh I say 500 kids they have two schools that have waiting lists and two schools that are low enrollment um uh Levine is has been our only growing District of the footprint uh and they're stable and they've stabilized and they predict their staffing needs for next year Alhambra with Grand Canyon University growing is the housing has changed significantly and it's growing district and it's now substantially lower cart rates down about a thousand kids it was at 14 800 the last year 13 800 this year ish uh Murphy very small District lost 50 so proportionately still a very substantial number I think one of the most interesting studies for is our neighbor Phoenix um Elementary School Victor who is at about 4 600 4 700 kids and has 14 school buildings so you know if we're at 5200 just counting ADM but let's go ahead and add some programs and use the number 6000 ish maybe 5 800 you know when we're looking at 14 buildings that's about an average of 340 kids a building and so you know I invite the conversation because when Tempe was going through this 20 22 25 years ago Tempe L said to itself we are a small neighborhood School District they did not want to close schools and they wanted to declare themselves as intimate and small and all their Welcome Matt said small neighborhood schools and they saw a benefit in the intimacy um but they also have deseg money and they also have the ability to do some Boutique programs I you know I say Loosely I can't show you the cost analysis but I I know that's MBL fbl yeah so they they've uh I don't know if that's still their motto but it was of 18 years ago so that's a that's a choice that we can consider as we we go through the next few rounds over the next few months is we want to declare ourselves a small and intimate and we like small and intimate I would say the cost Effectiveness will be a factor and uh you know I think we were playing around with relative to Arizona State dollars what's the premier school size relative to the cost per pupil we get and we're Loosely landing on about 700 kids a bill so you know that's that's just some industry standards to kind of put in your head about the range of things you want to consider uh as you serve your beautiful cave so I would just kind of like to hear yeah go ahead Amy there's one other thing we can and should start tracking if we're not doing this already but is Esa requests that we get from parents it's my understanding they have to go through their District in order to request an Esa voucher and that's a potential opportunity to at least ask them provide them a survey like it's you can't make them do that but um they might be very interested in Sharing why it is they're choosing to request an ESA yeah that's excellent great idea so you know as we kind of close with this opening conversation just with the data awareness uh beginning of philosophy considerations my first thought is what are some of the things you heard that stood out for you um and what are some of the things you want us to be thinking about as we prepare for our next conversation with you so Amy would you be comfortable starting sure I mean I think you know what you said about Tempe even though it sounds like it was quite a while ago you know our community right now is not banging down the door saying you guys need to sell a school you know um we know it's not a gigantic cost savings to sell a school um in the long run I think it's a value to our community to hang on to these and if we want to make them smaller more intimate or if we want to save it to make it a community school or a potential park for our district you know what I mean that that you know you can open and close the gates we we really are lacking Community spaces and I think our district will really benefit from that and I think our community would appreciate that rather than you know shuttering a school I I just think that's brilliant and as I think about Kennedy's rebuild and where the design team so far has been it's been very much on an open outdoor full-use facility uh and again you know with the current bid and the opportunity to to move on maximizing the bond dollar that would be something to think about just exactly as you said Nick shepherdy thank you just to build on that I think you know I agree I don't think there's value in ever closing or selling our property our buildings um but I think the need for Community spaces both free community spaces as well as there is potential for making additional money without renting to competition so that helps us know not to consider leasing to uh maybe uh schools outside of the district yeah and I mean there's a lot you can do like I know you know we run out our community center and it's used by non-profit organizations it's used for private events it's used for you know I mean just everything if you have a space like that and they're getting harder and harder to find add a decent cost too thank you Miss Ayers I mean I don't think I have much to add beyond what Amy and Lindsay said as well I I worry about losing one of our facilities just for the same reasons that have been mentioned um and I think we need to look at um different ways that we can utilize them if they are not going to be used for a school and I do appreciate all the information that was brought to us the one thing that stood out to me tonight and I don't know why I'm thinking so much about it is just how we're moving our students around like in our district like how you said you're shuttling is so I'm just wondering kind of I guess how that looks I mean you can explain it to me later or whatever but um I don't know why that's just stuck in my head to choosing a facility choosing a school yes like the whole thing like how it just all like kind of like works together because I'm not I'm not familiar with that because we don't do that in my district so I just I'm not saying it's good or bad it's just something that I kind of don't understand so I wouldn't expect accrediting Miss Jeffrey on a conversation she and I had do you remember Amy five plus years ago where we talked originally about how do we invite people who want a philosophy associated with the school to sign on for that school and it began us to toggle with the idea of the Creighton Academy being a non-attendance boundary school um and then and eventually the Dual language commitment at Biltmore and then as we engage in the possibilities Creighton excuse me Kennedy why those conversations were at least put into a sample for consideration while still having a more traditional conventional map of attendance boundary as kind of plan a but Plan B is true choice is North middle and South I don't know if you want to comment on that Amy Ms mcshaffrey did you hear me we might have oh shoot okay anyway I credit her with opening that entrepreneurial spirit and that that sense of okay let's give people the choices they may want and that's why we've been so Community centered in these discussions um I really like the ideas I'm not a believer of selling any of our properties I think the property that we have should stay with the district because with the legislator and all the different unknown things that could possibly happen to districts it's really important to hold on to the buildings that we have um I do like the Community Schools but I I think a good idea too to get a little bit more of a community feedback is if we can have like a when we have our next community council meeting and have kind of like a conversation about this like what would you guys like for your school to be um would you like smaller School communities if not if we closed the school what would you like the school to be or if we leased out of school who what would we like to see at least out you know those kind of questions and just get a I know that we have a committee going on but this could be an added on opportunity for conversation for for families since a lot of them do go to these Community Council meetings just to get a feel in that sense too thank you I think to like making sure the conversations open about like being creative so it could be there is one entire campus property that is turned into something else or it's if you go back to like smaller schools what would you like half of your school to be in that Community you know so if you had multiple schools that were gonna shrink down and be small neighborhood school but half of the campus is used for XYZ you know like there's a lot of room to be creative and I think you're right like let's get people are going to think about things that we are not so in the vein of that conversation there there are third party uh companies that will come in and do assessments for you about other uses for your school facilities and I guess the question I'd like to ask is you know is that a data point that we should go after because we we only know what we know and sometimes when you you know guess it costs some money sometimes when you go out and get someone who has expertise that's worked with a number of districts they may bring to us some opportunities that we're not aware of so to date we've stayed away from that because we've really been focused on some of these earlier data sets I'm just curious to get a sense from the board if that is something that's worth exploring because I I don't I don't know the exact cost of it but it's something that we could look into the cost of and see if that's another Avenue that we could bring data points back for both for the committee work and for the board okay thank you um I usually would advise against that but we are in the process of potentially losing seven million dollars by April so I think all the options that we can get at the moment may be a good I'm not saying let's go with the first person you have but I think that would be great Insight just because of the climate that we're in right now we don't know what's going to happen um you know I I don't know our our public education is very wary right now so I I think that would be a good idea just to maybe start looking to see what other options and then use Community Council like you know we sought this out these schools are doing this with their leases or they're doing this with the smaller Community Schools so yeah because that might make or break it so I'm also wondering if we can get tap into some of the resources that you have Dr Lewis in terms of your communication with those other districts besides the fact that they lost a thousand students and what are they doing about that so that we can start picking some brains out there and you know not necessarily recreating the wheel if some other districts have figured out a variety of solutions let's find out what they're doing and you know way right now weigh some of uh some of what they're doing yeah might be able to gather free information exactly at the point where we're like we don't need to pay but I think yeah just need to be be aggressive on the data collection and what and have things on the back burner of we might need another resource for additional and I absolutely appreciate your recommendation for going to community council it's one of the things that as our committee we've wrestled with it's how do we get more voices we recognize the incredible um opportunity I'm going to call it that this represents and wanting to make sure that we're getting lots of voices not just you know these eight people are making this big huge decision no no how can we get you know expertise from other committees from you know especially the Strategic plan from you guys from the community how do we tap in and make sure everybody feels like their voice and truly their voice is being recognized and heard from the ground level up so this is no surprise to anybody you know two years from now 18 months from now when we're saying here's the best option that we have and while I absolutely love and appreciate all the ideas about keeping schools open like that would be my amazing dream as well if we won the lottery as a district I still want us to remember there's a reality to the financial situation that we're in and so if not this then what also comes to mind so if you guys can also give us you know know ideas and directions to go because if we aren't saving money in this way we've got to figure out some other ways that we can make make the budget work yeah and I think the first step to that is actually getting the community involved um PTO is a great way of getting messages to parents too um they just blast stuff out and and they help a lot so even sharing those information with all the ptos in the districts and making sure that they're passing out information I know a lot of the school districts do a lot of good job in that stuff too but I think the sense is what the community would want and from their go to those and kind of let the community know that sounds great but the reality that we are is we're gonna maybe lose seven million a lot of people don't know that so the more that we educate our community back and forth it's a little bit more of a partnership and understanding back and forth I don't know what this would look like but maybe thinking about some kind of surveys and or brainstorming forums where staff members or students might be able to share some ideas like I said we can sit here and be like we think this half of the school should be an XYZ you know or the Dorothy green show says so maybe thinking about how can we like I think Community Council PTO but also like our staff and students might have ideas as well and that's something yeah and that's a like you're with them so how could we kind of formalize getting that input from them as well this has been outstanding for us thank you I hope you felt like it was a good first step for the you know public conversation to begin and we will bring something to community council and to student Congress and to staff and we'll formulate some questions to help you learn what the priorities are as creative combinations and no spelling of property it hurts yes thank you so I I adjourned this meeting so we can start our actual meeting thank you picture yes good job situated okay thank you pictures that'll help you yeah miss Emily Emily she's just I think I'll be prettier are you on I am on can you hear me yes we can wait for Ms Michaela to get back with us no that's correct State of Arizona Spirit you just want to have her repeat that yes just go do a sentence at a time okay see how fast she wants to go but I'd make it well okay got it and she can stand right here we can do it right here just stand up and then we'll all take pictures okay there's a lot of people in Vegas good all right at this time the governing board of current elementary school district number 14 shall hold a public budget hearing to present the revision number two of the 2022-23 maintenance and operations and District additional system budgets in alignment with ARs 15-905e a summary of the budget revision is available online and that link can be provided if anybody wants it and now I'm going to turn it over to you guys thank you madam president um members of the board Dr Lewis and executive team um ironically it would come out of our study session where we were talking about abilities in relation to budget challenges that we have our our very next item being this budget hearing is about uh the revision to our budget for this fiscal year this is our second revision because we did have a revision in September due to having temporary forms over much of the year and with that I am going to turn it over to mistina dumeline who is our Director of Finance to walk you through the rebias number two budget good evening Madam president members of the board Dr Lewis and exec this is revision number two it's a compliance issue for us this is a required revision to reduce our budget capacity and mno we have a couple of assumptions as we do anytime we put together a budget the numbers have been adjusted to the most current data we have which is about a month behind reporting wise and then we did get our budget 75 which is kind of the reconciliation of last year's budget and luckily we did pick up some budget capacity otherwise this budget cut would be significantly larger so that's all taken into account on this budget the next two slides are really just showing you the difference between budget the revised one versus revised two and the numbers you want to keep an eye on are the mno and there's a slide adjustment down for Capital but the big adjustment is in mno so if you go to the summary we have some details there um it shows you it's about a quarter of a million dollar cut to mno that's based on student numbers in the budget 75 adjustments there was a carry forward adjustment in the budget 75 so we picked up some budget capacity there the rest of these are pretty similar to what we presented in revised number one but it does include the pandemic relief funds it does reflect the actual base level of support but as noted here the it's an estimate for the free and reduced paid lunch weight numbers those are based on 2019 and we don't have it actual yet so that's the estimate left in this revision and then our final May revision will be required to come to you before May 15th but as we noted if the aggregate expenditure limit is not overridden or something to address that then we will be required to come back prior to April 1st and that will be a significant crippling cut to mno if that's not addressed future challenges there's there's not much new here you've seen these in Prior presentations as always it's our ADM that is driving our budget so as numbers decrease so does your budget capacity we do have declining State revenues anytime you have tax cuts and less tax revenues come in schools get less the big one is that third bullet inflation funding for new funds for schools are capped at two percent and we all know that inflation is significantly higher than two percent especially in in the Phoenix area which is one of the highest we're already seeing this in some of our large departments such as PPS Transportation you're seeing the cost of goods significantly rise to a point where you know budgets are already almost out for the year and we're not even to December breaks so we have some things there and then the one-time nature we've talked about uh with the pandemic relief funds it's also one-time finding as far as our carry forward so we do have a healthy carry forward right now but those again are one-time funds um a lot of our uh carry forward is due to vacancy we are doing um I think better filling vacancies but we still have a lot of vacancies out there I mean we're hiring people and we're hiring people for different positions across the district but we're losing people as fast as we're gaining them so uh that's kind of where we're picking up some carry forward and then the big elephant in the room is that expenditure limit that we'll need to address if it does not get overturned um and just I'm going to interrupt you for a few minutes um because we do have a wide public right now aggregate expenditure limit I know that's a lot of jargon can you and a short summary kind of tell us what they gave us what has been approved and what they kept us at and why we're facing a seven million dollar budget cut what they gave us the 7.2 million cut is still what we would be looking at as a district so right but what they gave us so um this doomalean reference that typically what we get is two percent of the rate of inflation whichever is less this last year they gave us a much more significant amount of increase in the base level um and then there were some things that they kind of snuck out for public schools and in the aggregate it was somewhere in like the seven to eight percent range the problem is when you do that increase and you don't deal with the aggregate expenditure limit all of a sudden the total spend goes up so the amount of the cut becomes greater and we also have some other funding sources from prop one two three and and what used to be 301 so all of those things are now in this total the the Statewide aggregate cut is close to 18 percent so when you see a number like Miss doomlin shared like 7.2 million it's because when that Statewide cut is around 18 that means each District participates to the tune of 18 and that's roughly 18 percent of our budget can you explain the what a limit is what the short story of the limit the short story of the limit is that it is an artificial construct that was voted into the constitution in the 1980s and it was at a time period where people were seeking to put a cap on government spending and the way that it's calculated is it's based on the 1980 spending level in 1980s student levels carried forward over time based on things like inflation and students it's usually up to about two percent right so it is percent and now we're not allowed to spend it although it's been promised to us already cut out basically they're just capping us correct yeah and there's been other like if we think back to the red for Ed time period and the 20 by 20.

uh the presentation I'm going through is online is part of board books so those at home want to pull it they can get it offline in that um I'm going to be talking about four things tonight a little expansion of what I normally talk about with the tax levy but I'm going to talk about the 2022 property tax levy for taxes that are paid in 23 I'm going to go into a little bit of the property tax relief Grant um I want to touch on some new financial reporting requirements for the school district and I'm also going to touch a little bit on tips text increment financing so a little bit of expanded version uh of things but you'll see the relevance as I go through this so the first thing I want to talk about is the 2022 tax levy which is the money that will be collected for property taxes to realize the district on property tax bills in 23 a couple definitions I want to just share with everyone just to make them familiar as I start mentioning these terms one is the equalize assessed value that's actually the after applying the state Equalization Factor the assessed value of a property which is usually about a third of a property's value so if a home is valued at 150 000 the eav is fifty thousand dollars there's a taxi which is the amount of money that is requested by the district that does not mean we're going to be getting that money that just means that's what's requested by the district the task extension is actually a process that is completed by the county clerk to calculate a tax rate to determine the amount of taxes that are paid by an owner so by the levy and by looking at things the tax the county clerk uh calculates a tax rate which is what goes on your bill and then lastly is the tax rate which is that factor that is used on your eav and what you pay in taxes again I'd like everyone to keep in mind that we are not the only entity that charges taxes there are a number of entities Villages park districts uh other entities libraries that charge taxes or Levy taxes and as part of your tax bill so we are only one portion of it we are the largest portion of the school district is the largest portion but we are one of them yeah okay so here are the requirements of the tax levy the extension may increase a maximum of five percent or CPI of the previous year's extension so that's the tax extension the tax extension is actually what we get not the levy but what we get can only increase by five percent or CPI whichever is lower last year's CPI was seven percent so property taxes or the revenue that we generate or can receive can is capped at five percent yes Mr Brown you said and the max we can go after is CPI or five percent but there are cases that we do go over five percent which is could be less than CPI for example right there are ways and that's again the second line You'll see here new construction or designing tips are in addition to so that is extra money but again I can only be five percent of the previous year's extension besides new construction and dissolutions right and that's always been kind of a challenge out there when we put the black box so to speak out there and people have came up to me and said I thought you guys can only go CPI or five percent and I haven't seen CPI at five percent since I've been on the board true I don't think anything's here so we're definitely going to get there so in this case we are going well I'll let you get in yeah and I'll touch on that a little bit about it concerns ballooning a levy right so I'll touch on that a little bit if a levy is more than five percent of previous year's tax Ascension we do have to have required by law to have a truth and Taxation hearing um and there must be a notification in the paper within 15 days we have done that I will say that the policy and the practice of this District no matter what the increase is is the Habit truth and Taxation hearing uh I think that's the best way to be transparent to the public no matter what the increase is you should have the truth of Taxation hearing to let the public at least make any comments they would like and then lastly if the tax levy is approved it must be filed with the county clerk by the last Tuesday of December which is December 27th so those are the requirements uh so what I'm going to go into a couple questions we're going to ask tonight is how much should we Levy to capture all the property all properties captured how much tax revenue will the district receive and what's the impact on the property tax owner so through my slides here we'll be answering those three questions which really are the main questions to be asked and answered so this will give you just kind of a historical look of the upper part is the eav or equalized assessed value of the school district this is the entire school district and you will see over the years how it has risen and at the same time you'll see how tax rates have declined and that's the way property tax should work as eav goes up your tax rate should go down all right if eav was going down tax rates will be going up so that's the way it should work to balance itself out so the trend is good there these are just some of the things that I put together and the data that I gather in order to determine what the levy is and you'll see a bunch of things on here information from 2021 on tax rates uh levies extensions and I'll get into that a little bit more here is the actual eav from uh 2021 and the estimated eav for this year the way I've estimated it an estimate of new construction in our school district right now as of September uh the county assessor has said there's about a little over 1.1 million dollars in new construction it'll probably be a little bit more but that's as of September of 22 and lastly like I mentioned before the CPI again the CPI was seven percent however we're capped at five percent yes it could be commercial yes it could be commercial and in new construction also what could be considered it's not in this number is any tips also that may roll off are considered new construction and that's put in the final number but that number you won't get until you get really your extension which is in February and March and so I'm going to go back and touch on a little bit of what Mr Brown was talking about about ballooning the levy one of the problems with the Illinois tax system is that you're estimating things all the time we're we're estimating what eav is and uh so what a practice of the district has been in many districts across the state is what they call balloon the levy over ask and then it comes down to what you can actually get and that because if you under ask and you can get more by your extension when they calculate that you can't raise it once you get your extension you can lower it all the time but you can't raise it so many districts will what's called balloon their Levy they will over ask for what they think they're going to get so that they capture all the revenue coming in because one of the things to think about and this is one of the complications of the system that is that is very difficult to understand is there's a compounding effect on these things and what I mean by that is because we're capped at five percent that five percent is based on the previous year's extension so if I don't capture all that money I lose it in this five percent rollover and that number is compounded every year that I lose it and I lose it and I lose it so you always want to try to Loon your Levy and capture all the funds associated with that now there is abatement that can take place and I'll talk about that later but I'm a firm believer and my recommendation always is and this is always a board decision is to balloon that Levy to make sure you capture all of those funds yeah because we abated last year because there's a new lawn and uh I will say John Izzo is here who is very knowledgeable on a lot of the legal things when it comes to property taxes he must be a lawyer so there was uh there is a uh there was a new law that was put on the books where uh a district or an entity that is collecting taxes can collect all of those adjustments that took place in the past and John you may be able to explain this a little bit better and so it's up to the entity or the school district determine do you want to get that and I believe off the top of my head that was about three or four hundred thousand dollars then we said no we didn't want John do you wanna just just hold it down for a few seconds yes yeah yeah that that was effective for the first time last year was if you if a taxpayer gets a refund because they appeal their assessment of the value of their property and they keep appealing it after they've already paid the taxes then they get a refund and that refund is subtracted from your future tax revenues but and then and it had been that you'd never make up for that loss what they did last year was passed a law and said that the County Treasurer in each county has to certify in November the amount of refunds that each taxing district suffered during the last 12 months and then the county clerk will automatically extend that additional amount to make the districts whole and that extra Levy extension is outside the tax cap consideration so the net effect is it's spreading out the taxes the way it would have been if that assessment had been lower the way the assessing officials had later ruled on appeal a lot of districts have said you know we won't take our Levy adjustment this year for instance and you can do that by simply updating it it's a year-to-year decision you don't have to Abate you don't have to take the money it's up to you but just so you know that that Levy adjustment whether you Abate it or not doesn't impact the calculation of your limiting rate the next year okay a quick question can you say we so far about a little bit over a million dollars in new property yes that sounds like a lot but that's not much no I don't think okay and what period yeah I I we have had built in our subdivision two houses which has pretty much absorbed that right so what period are we starting the clock to capture or that that number capture I know we go all the way until April next year right to capture new business no I believe I believe it's my calendar year it's a calendar year it's the calendar year yeah so that's that's why we don't know it yet because you're leving for calendar year 22.

we've had the smallest group is our first year it was 21. our largest group is 50. that was here we tried the sea camps again could accommodate us if you're not compared to see camps uh that was a tough one so we scaled that one back so we typically you're in a 30 kid range that's wonderful and I mean that's a wonderful group to work with you can we have you know intimate conversations we pull good conversations there's a lot of learning a lot of exposure students often have opportunities to go back and work with you know scientists after that you know a wonderful opportunity we've had a tremendous resource for our kids class [Music] was in Rhode Island you know it's an URI the state of the house I still remember it it was one of the best experiences I was a junior it ended up being all girls it was only 10 students but it was amazing it was amazing just not just learning like you said you know class or material but just learning how to almost be a human in the world um being away from home so I just happened an unbelievable experience that you guys are willing to do that because I know it's your time so thank you I think you're awesome [Music] but it's just the adults talking I can tell you for my job and all of his friends it was the most significant experience they've had in their time and time I was in the hospital yeah Jackson beat the outermost house damn things offensively but he can talk about this stuff yes couldn't his friends who came to that um it was amazing that the one thing I really wanted to share was I shared this with history recently chance cleansed several of them gathered together right before they belong to their different [Music] yeah they promised each other that they'll keep doing that and it's all because of the dead Spirits it's not truly life so like I had a child what was the name [Music] oh my God it is it is quote on my wall and you dare it one sometimes I'm like okay just listen to this you know because it's really weird I mean it's really probable any other questions um so this is on our list of items to vote on but I think we should probably move that up to vote on that now so that way yeah so I'm going to suggest we move at an age for the business items in your room right now so can I have a motion to approve the annual Cape Cod field trip so um David hi hi yes all right now thank you all right bye Mr Carl is Logan uh Unified sports presentation yes um we've been looking at get Unified sports here to Toronto for a while been talking about it for a few years now again just before the pandemic hit and then as we've come out of it and I've been discussing with Diane last year and and as she retired kind of got the throne on the background a little bit but um as the year went through we found that there's a program that would actually fit pretty well for us here at the Hondo this year and if we could get into it it's when we give a quick rundown so it's called the unified strength and conditioning team it's all a tejanto and you know you track your progress throughout so to be about six weeks and it's a set of exercises that students will compete in and it's students of all abilities to promote inclusion and acceptance and friendships between students who may not have classes together who may not you know sit together at lunch and it's an after school program it'll be about an hour after school like I said for six weeks and it's just a great opportunity that's very much needed out the other schools the schools in most schools and the experiences that they're having with this through like unified basketball or unified track is just amazing everybody getting together and Gathering um it's it's pretty important it's like really it's be really good for the school and just this opportunity I don't I'm not sure if we have enough kids to interested to necessarily get into track or it would be what you need but this would be an opportunity to start getting more people interested in to start doing it for future years that we can bring something else here um good question can you say a bit about what it means to be Unified sports that's a new phrase right so it's through Special Olympics I'm not sure if you're familiar with that um but it's in throughout school so it's called like a unified Champion school so students with and without disabilities will compete together you know on the same team for one cause you know to to make friendships to improve you know their Fitness and confidence and um so that's the unified aspect is that you're unifying people for you know this one cause sure another specific um that they train specifically in certain categories yeah so there's a whole list of these exercises you can choose and students will choose seven exercises and throughout the six weeks they'll track their progress so we'll take a baseline we'll take a mid season you know we're out have you improved here and then an end of season so you know they're also doing some math like calculating their averages or getting them together to you know say oh wow I've you know I did three more push-ups this time around and it's also something they could practice at home so you know you're creating friendships but you're also you know getting healthy and active and like bringing it home oh wow this is what I'm doing at school so it's you know a great thing for all kids you know I love it is it on body weight or do you use weights so it sort of depends on where it's at and I really like there's like modifications to all the exercises so you're meeting the students where they're at so if a student has you know some limited Mobility there's exercises for that student so one could be it's like um going back and forth between cones and sitting in a chair and tapping the floor it's a plank but you could also do a plank on your knees it's what works for that student so not every student is doing the same exercise but you can you know you have the opportunity to select the exercises you're most comfortable with and who writes the program so it's through Special Olympics yeah so I actually have like the whole packet of all of the exercises to choose from um I met with the woman who like runs Special Olympics Kathy Watson she had a lot of great information from Matt and I so that was um she's rare like very helpful um there's just a lot of information on mine and I think Matt was saying it's a nice segue to hopefully something in the future like we've played basketball team or there's like a Bocce tournament that they do so it's just nice you know it's nice for all the students who might not have the same you know opportunities to participate in these sports that they may want yeah but two on the last on the last time when done you know you see how you did or how you progress It's you want to try and get people in the channel on that's you know similar to how we unified basketball game if we look to a unified attractive and to have I mean I didn't bring some of that stuff right into the gym and did you say a six-week program yeah it runs it's been six to eight weeks depending on you know the school and what to do but it's it's like January to March okay the um dates and then that's it for the year or do you run it a couple times throughout the year that's it for the unified strength and conditioning but there's other opportunities for Unified sports but we're hoping that this is the first one to hopefully do more in the future you know if there's like a turnout if we have support and everything this is my last question this is just my field so I'm just asking um is this a training happens once a week or do you do every other day with these athletes so it's brought us once or twice a week again depending on you know availability because we do need a nurse um so that's like a big thing um but yeah sponsor types of choice okay why do you mean the nurse for um students who lead reversing throughout studies some students when you have the nurse on site with them it didn't depends on who's competing okay it's not like you know it doesn't necessarily nurses need it it's just depending on uh okay yeah exactly it might differ from year to year like one year we might need you know a paraprofessional or a one-to-one support but for this particular season we will start yeah we're excited yeah does the program stay within the school right so we don't have to go okay and you'll get yourself over the other schools kind of like competing but to see how you improved to how long the schools is there um I don't see anything on the agenda to go or approve for this but that could just not oversight is there something we need to go to approve this tonight I thought I suggest yes involved yes discussion um just to have to ask uh there is this become a budget item is there a budget estimate of what it would cost foreign the other aspects we can cover there's a coach that yes and the parents are picking up so transportation will you train in the weight room or sort of where you said I think that was your question um yeah I'm thinking well it depends on like gym availability but we will go to the wave room and I don't know if we need to run back and forth between phones and it's nice out we're going outside their space you know so we'll just right [Music] congratulations if we if we okay this thing is it just for this particular program that we're okay or for this to move forward in other ways as well that the Microsoft's associated with it I think this would be first just for this and I think we move on to see what we can go through for the future events see how it does and you know if we could get more interest it's got to be something we need to do have different sports in the future any other discussion questions [Music] great idea I really all right um capacity improved thank you uh next is Caroline do you have anybody yes I do um so hi I'm Caroline I'm a current senior at Toronto um and just um some things I've been hearing um I know a lot of kids are actually very excited about this school year because we're finally able to get back to some you know like field trips and stuff like that like I know especially in seniors it's all a buzz about the gay field trip um and I know I think some kids from the technology classes are going on a field trip this Friday or something um I heard but a lot of kids are very excited about that um so that's been a very positive thing I've been hearing um one thing I know that I'm hoping to bring some cheer is um there's Deck the Halls going on which is where the grades decorate all the hallways with their like um gray color for spirit week and that usually brings a lot of Cheers so I'm excited about that um one thing I have been hearing is some concern about like um winter this time of year um specifically about like snow days and stuff um sorry I keep saying stuff but um I know especially I've been talking to a lot of seniors who are new drivers and they're a little concerned that there might be some like kind of pushback on having more snow days I think people are just concerned with like icy roads and new drivers how that might you know react so I think I've just been hearing from not even just seniors but other people just you know to maybe take some like more like on the more proactive side when it comes to you know snow days and with ice and stuff then beyond more of like the reactive side but yeah that's pretty much what I've been hearing and I'm not sure if any of like the you know the legalities or procedures that go with that but that's just what I've been hearing is like the main concern from other people but thank you thank you very much since I just walked through this for the first time on Monday we were all prepared in case we do have a delay we anticipated a two-hour delay but this has been kind of talks with the highway departments in both houses and we were fortunate because both individuals are very very proactive about ensuring that the roadways are safe not on the main roads but the other as well so um I trust what they are saying and they tell us that it's okay to go and I and I am concerned about that because I do think about those particularly like you said the new drivers the young students on the road and that's our first concern so we're doing our best to be mindful of that I know we have another of course another storm possibly coming up of Thursday into Friday so we'll probably be already talking to each other on Thursday to keep an eye out on that story but we'll do everything we can okay thank you yeah it's good to hear I learned a whole new process yeah thank you I love that you've come and you report on what the students have to say I think that's so great um the deck the hall sounds so fun yeah but what is that um it's usually like I would say I think it's like the Friday before school um but just like so there's like a couple of days or something um before the break where it's just kind of decorated um and I know it happens I think it's run by student council it's next week okay so yeah I think it's next week and then um you know the people from the different grades they bring in their own stuff and um they you know decorate it all up and then people kind of have that little like a little bit of like holiday share before they leave thank you um I actually just interact with me because I just want to take a minute before we get into the rest of the meeting uh as we come into the end of the year uh just congratulating all not just the student athletes but all the performers that had any sort of conversational performance in the fall especially the football team enforcement in the Super Bowl excited good stuff regardless and that you you know just pass along committees congratulations and thanks to all coaches that's awesome you got it um all right so moving on to um the chairs statement that was mistaken uh well hey you know I got a plan right um so some committee appointments so this is something that I just want to reaffirm after the election was everybody here so budget facilities and safety that's going to stay with Megan and Julie Megan who's the chair uh Student Success and Technology I'll stay the chair there with Bob and Jessica if you miss me on that one all right uh and then for the next two I'm going to rename the policy and school can be Effectiveness to policy Personnel negotiations the Lord he was still a chair uh myself involved on that members and same thing renaming Personnel negotiations and superintendent evaluation to just the superintendent evaluation because that's a fairly large weekend off there and again Lori consumer main chair with Megan and Jessica as well all right that takes care of that next is a discussion on our school committee meetings calendar uh dates and possibly changing the day that we did not like that falls on uh well if you want to discuss anything sure yeah so I think historically the school committee meetings on Tuesday nights um I just have an ongoing personal uh scheduling conflict that makes Tuesday night's very hard and you did not incredibly sustainable and I don't think anything magical about Tuesday nights but I don't want to create inconvenience for people so I'd ask that we at least vote a discussion of potentially removing the school committee to other other ones who say we want to stay in the leadership TV anymore I guess yes the only thing consider was slight input as a vote for tonight yeah is the entire calendar for everybody else it's not just six people in the committee it's everybody else over here uh it's other meetings in the towns uh Mondays are probably going to I would never go to have a meeting on Monday or Friday period um well select sport is on Monday right so there's a lot of a lot of other meetings that like Carol might have to attend or they might want to attend this meeting or something like that so um there's you know there's uh everybody can't remember there's you know recording secretary he hasn't kind of weighed on this schedule through the end of the year um but it's a tough thing I don't know but I even love Don Porter um soon so it seems like Monday's a popular day after Thursday it's just going to submission um I know yes be opposed to a Thursday yeah anybody yeah this affects you guys too so if you haven't I think maybe the best thing to do is maybe take the idea back and look at your calendars for the rest of the year and then in January I think it's too soon to change anything January probably February to budget stuff that's going on um but we can we can go back look at our calendars and see and then maybe discuss with right in January I think we need a month to look at our calendars yeah in the end of the year going to break everybody's probably got things already pretty hard let's get it but we have one school today meeting in January and two um what is February governance the last yeah and they're close together because it's a vacation indications I'm open to any other videos as long as I have advanced notice and I don't have High schedule like a month at a time so if we've made the change in January for whatever understandable if the budget's already set in stone for February but I'm I'm flexible um but I agree Monday's a problem yeah I would do Monday and it's a lot forward and out of town I think that Boylston town hall is open six to eight so that's okay as far as like change anything you know I there is no magic to the Tuesday right was there is there any reasons on Tuesday I don't know it's just about all week Tuesday Wednesday Thursday [Music] we get together but I think when you know the members come on the committee scheduling issue yeah changes in the times and stuff as things come up on people's lives so it's Wednesday or Thursday so are you yeah I mean my schedule is just size four yeah I know so it's like it's like as long as you know ahead of time like later in the week is probably not a great idea just because it was just kind of drinking right Thursdays well Thursday is PTO and bef meetings so if that might be um yeah but that's once a month it is but then we have to make sure we're not doing the same because PTO and bef made on different ones and the topology I don't know about I'm just saying for those principles okay what does Berlin PTO mean Thursdays yeah yeah Thursday is the elementary teacher so I'm sure Mrs ayles I'm sure you in and out of those yeah yeah I'm not opposed to either but I'm just if we're going to make a change but I don't know Jessica is at your work schedule or are you a mother I usually only work until six so if you know so all right Thursday all right so you guys the other idea it's not ideal because you flip-flop Wednesdays and Thursdays and then one week it works for some first you know one time it works for you and then you just make it work [Music] I'll talk to Carol so we don't have to have it in our own conversation all right yeah I appreciate it yeah all right um subcommittee reports um budget um so we had a wonderful meeting um last week with Nancy and Harold and pretty much we discussed everything that Nancy is going to present tonight so I do not want to divulge any details one thing I will say that we um the end of our meeting we did talk about the cell tower where the cell service at Toronto is there any parents listening I know this is a huge concern it's become a safety issue we are working on it um Paul has let us know that we do it's probably something we have to work with with the town of Boylston but I think the best way to get a service at to Hondo is to get a cell tower you can get a cell tower somewhere near the building um so we just have to kind of figure out if that's even possible but it would probably through the town of oilstone so I've actually reached out to somebody in the town of Boylston um otherwise we discuss the budget and I just wanted to say thank you on behalf of Julie and I um for all of the hard work that went into this budget I think it's wonderful I'm very excited to hear the presentation tonight and not just thank you you guys thank you to all of you for putting forward all the requests and I am so excited about this because it's going to be amazing for these kids and the teachers so thank you all for all your hard work and making our vision hopefully some type of a reality uh Student Success in technology we have a meeting scheduled for December 8th but uh it's good to accomplish that was canceled so there's no updates there but what I am going to do is uh sort of assign to that committee um to work on planning new account on the district Improvement plan on just a top Community marketing projects or discussions um policy so I apologize my report it wasn't the drive but it's not there anymore so I'm just going to go off my minutes um I would like to send it out um someone said it up to um because there are action items on there um we did go through um the August newsletter yeah see I apologize I mean can you go on to somebody else it was interesting yeah so just uh so should I submit this is so that's good yeah they're just quick updates but I think some of the stuff there I think was about some of the books we've got coming up later tonight so we'll discuss them the August newsletter was [Music] wrong uh and personal negotiations and superintendent evaluation I don't think there's [Music] all right uh that brings us up to the MCAS reports hello Mr George he's getting set off but he's just kind of chime in for a second he and I started talking about this DX away with data that very few people yeah and our goal with this committee is to kind of get into a place where the number that makes sense of computing picture um and we're going to continue to talk about this over the next seven months um was in January is the actual empty Dash report um those reports when Dave's done some of the things that you know uh Mr George is going to talk about today um but it's wonderful that we're in place on this committee where people are really digging into yeah um no it's totally fine no one needs to see this maybe on the slides [Music] no that's fine so um as John was saying yo tonight we just wanted to introduce to you what our presentation in January will be about really because there's so much data that's available to us way more than just the cheap achievement is usually what people go to when they look at that and they want to do all these law where's the school but that's just such a small portion of what we're actually looking at it doesn't always necessarily accurately portray how a district is doing so it's it's important that we're all on the same page looking at the same information and coming to the same conclusions for instance just we we look at this right very simply what do we see what just what pops up to you anything [Music] oh my God is this for all grades in schools in the district this is just the biology test since last year last year I see a lot of people meeting expectations are about the state what about these two what do you notice which one would you want us to be us this one let's see we're both yeah so this is this is what I'm getting advanced so it's just this way they're doing the exactly what's happened it's just happened recently as the state has taken the goal posts and they've done this they've moved them and they have a whole new way of assessing kids this part these are two different graphs same students same test same results and it's this year's biology it's lacking on the 2022 biology exam just graded differently and so automatically sometimes people who aren't you know they're just looking at this like what happened why did we drop we're used to seeing charts like this where we have you know over 40 almost 50 percent of our students in the advanced category but now you look at the top one it's only about 18 what happened why the drug school's not doing them that's just not the case what's happening is the state is changing how things are created biology was the most recent example they changed math and English in 2019 2018 is when it changed I had to slide on that cover in a minute and I just we wanted to start with you kind of everybody know it's like things are changing in the state the way they're assessing us the way they're grading us the scales they're applying to us so things do not look the same as they did five years ago four years ago a year ago but we're still doing approximately the same as we've always done it's just the question of how it's now being graded and presented does that make sense so what the bottom is how it's being great this is now see what this is this is what they call the Legacy test this is the next gen test this is the length this is the Legacy scoring this is the next gen score so with Biology they literally the kids took the same exact task it was on was it online or was it paper on pencil stuff yep it was all online so but they graded it both ways so you can see the differences in the old wave scoring things and the new wave scoring and they actually had they actually need to know what to do with the data they were kind of scrambling it took a long time for them to roll out and because it is as math an Ela it is a requirement of graduation requirement they had to figure out what they were going to do the com you know the determination for competency what is that going to look like so there's some overlap and there's some pulling at the edges um so that this new grading is not going to be impacting student students ability to reach the goal of the graduation so at least I'm glad you brought that was typically speaking we'll get curriculum analysis how our students did usually by like the end of June we get raw scores so I started doing my analysis June July you know through the Summers this year we didn't get it into the very end of August beginning of September and we're trying to get information to our staffs to look at you know curriculum in the states just the late this year putting things out so that's it's just part of this that we need to communicate with everybody so everybody knows where we're coming from what's going on with this this information wait so what do you know why they changed it I mean it's just troubling it's like they're making kids look worse than before just because people are getting up past scholarships like this is a money thing or is this they're saying no the students our expectations are growing they actually need to be better like what would you have any idea what to drive for the reason Riley came out yeah spoke to that and they were saying that our standards were good but they need to be better we're not reaching a certain population of students we need to bring their get their results higher because then that has a greater implication on how they do in college afterwards and so they're making all that argument they just happen to impose all this stuff like literally Castro coming out of the pandemic and now dealing with all the other things we're dealing with the social emotional piece we'll just don't truly understand the impact of that and how that's affecting is this grading system or scoring system used to or we can conveying results to students in this manner or is this just for abilities so then like this information you know the District this goes to towns this is the stuff that came out on the website I think back in October right it's usually just the achievement data how did we do and you know one of the things that can happen too is people want to look how do we do in years past okay for instance this is um the 10th grade I pretty much pulled everything just from elas and stuff that this is the data I stop in so this is how 10th grade did in 2016 2017 2018.

so we're just moving the election of officers until our next regularly scheduled board meeting so that's the first action of business tonight would someone be willing to make that motion I'll make the motion thanks thank you everyone um next I'm seeing that we do have a few people here that want to speak we're going to move public forum up a little bit um so you're able to do that um I first wanted to acknowledge the fact that we did receive um an email um it's all in all of your packets it's from Casey Levine who's advocating for additional funding for their football program and then I'll open it up for all those that are in the room that would like to speak the public forum please limit your speaking time to three minutes okay yeah okay uh thank you uh everybody uh I'll be three minutes I promise football in Canton has never been better uh the youth programs the mud Hogs the bee and the C team had undefeated Seasons uh the youth numbers are growing the program has got us thriving and these are all future bears that are going to come play for our program uh the Bears went 8-2 only losses went to 10-0 smsa and undefeated Cromwell we did lose in the first round in the semifinals to Barlow who ultimately uh won the state championship uh we are a very good program 52 players eight great coaches um co-ops are not easy uh football programs are not easy uh nothing worthwhile in life is easy uh we have big costs you guys uh know about this from previous uh meetings and Casey's email we pay fifteen thousand dollars for the bus uh we have 34 000 at total costs we only get four thousand dollars from the school program imagine the soccer team planning out next year that uh yeah it's great you guys have a season but all the parents are going to have to raise money for the bus um the reality of Connecticut High School football is co-ops when we play Coventry we're playing Coventry Windham Tech both with Lyman when we played Windsor Locks we're playing Windsor Locks Suffield meets Granby right we are Granby Canton Hartford Grammy Canton Hartford we always leave the Hartford part out uh we had one of those groups of kids leave us the heart for kids leave us the Grammy kids leave us we'd be an average team uh but with all three of us the communities together uh we're we're a very good team so uh how any ideas how to raise thirty thousand dollars I could sell cupcakes I could make pies well um we we have five home games one's in Canton okay our one home game we weren't allowed to have the fencing so we lost about a thousand dollars on ticket sales because we had plenty of people come to our game uh but we had plenty of people that didn't pay we're down a thousand dollars this year from last year the concession stand is a great concession stand but it's run and all the profits go to Canton High School boosters uh nothing to us we do our our most successful fundraising effort is the golf tournament and I don't think anyone was there but if you were Mother Nature sacked us and uh you know in two holes the whole thing was canceled so here's the my conclusion is without financial support uh friends of Canton football and high school football in Canton is going to fail uh I know in the past there's there was talk of maybe a three-year plan to fully fund uh but tonight I'm here to ask that you guys pay for the bus for next year thank you thank you anyone else I just have to announcement hopefully some of you know one of our senior people in winter festival this is coming to Thursday I don't know if they were planning to talk about it so but sorry thank you we are planning on sharing that just so you know I'm getting a digital book because yeah and second announcement again sorry if I'm ahead of you um just I don't Mr Case knows about it but I'm not sure everyone member aware of passing your truck and some of the rotary students went to Simsbury last week to Healing meals Community project it's an awesome project and the lady in charge that unfortunately she doesn't have too many students from Canton who helped their who volunteered there and I'm not sure if the other community just not aware that it's possibility to help but also make some you know hours volunteering cars or whatever so I brought some flyers as well but it's an amazing project to be involved for grown-ups for students or anybody who's willing to spend a couple of hours here and there that's cool thank you anyone else can I opened up sure is that what I mean if there's anyone joining us online tonight that would like to make a public comment you can go ahead and use the raised hand feature zoom and I'll call on you by your new name I don't have any raised hands and move on to um the student reports okay um to start with past events um going back a little far just because with the last meetings past events um Saturday November 12th for the high school or the regional Festival auditions um Tuesday November 15th and through Thursday the 17 24 conferences class schools Monday November 21st was a CHS instrumental sponsor close to November 23rd was early release for all schools there was no school Thursday November 24th and Friday November PTO genuine announcement tomorrow December 14th there will be a CIS sixth grade Winter concert Friday December 16th is the Canton Middle School student council Winter Dance um Friday December 23rd there will be a half day for all schools Monday to December 26th um and January 2nd will be the district-wide holiday recess third I'm sorry um Thursday January 5th will be CHS astronomy night held by science National Honor Society and for ongoing we hope that everyone has we'll have a wonderful winter break thank you I mean we're not have any questions you see none I'm going to pass it over to Super Heaven peace thank you very much good evening again everybody um the first part of my report tonight is an overview of a program that I'm recommending we bring to our middle school and high school students here in Canton you have a copy of the um presentation in your packet and what this is called is the Canton Public Schools student assistance program so about a year and a half ago when the federal government released some Grant funds through the American Rescue plan also known as arva juliusa Ray the previous board chair and a couple of board members from our past board um served on a committee to determine what um the grant funds should be used for with the town and we determined that we wanted to put aside 45 to support students emotional and mental health during this post-pandemic period so that was about a year and a half ago it's taken us a while to find the right program and tonight I'm here to present you uh what I believe is the right program for our students this program is sponsored by hnsa the health management system of America um this evening we also have Bill Latz who's here in our audience who is the regional director or call a doctor plus um who assisted Us in getting this company to provide the service to our students now I do want to say that our chair Lou Daniels is also connected with Paula Dr Buss but he has uh written a letter recusing himself from this discussion and he submitted that to the town clerk and he's also checked with the town ethics board so I just wanted to make that uh very clear that the person we've been dealing with is Bill and he's here tonight to help me answer any questions once I go over the overview of the program so if we look at the third page of the presentation who is Health Management Systems of America so this company was established in 1990 a recognized specialist and work-life programs and if you approve this we're hoping our service to our students would begin on January 1st or January 3rd when we return back to school this says October 1st right we are hoping to begin this in the fall but there were quite a few steps we needed to take so we're hoping this will begin in the new year this is an independent and privately held company headquartered in Detroit with a network of over 13 000 providers and over 3 000 cities across the country the company provides Behavioral Health and well-being services to over 1500 client companies including Fortune 500 companies government agencies school districts universities and hospitals so what would this look like this program would enable any of our Middle School and High School servants or students to um call a number to get support and so any middle school or high school student who needed mental health support 24 hours a day seven days a week would have this hotline number they could call and they would get immediate support they would get immediate counsel now you might be wondering would a parent know about this a parent would need to fill out a consent form to allow the child to call this number so again it would give all of our middle schoolers and high schools 24 7 access to clinicians for in the moment support in crisis stabilization there would be an app that students could keep on their phone and there would also be many many website resources the Student Assistance Program would be a voluntary short-term coaching service designed to help students with personal issues family issues or School related concerns the programs could also help our students identify gain control over and resolve personal issues or conflicts that may be interfering with their life or educational performance along with daily life now for complex concerns those could be escalated to net Network clinicians for a limited number of counseling sessions and again the counselors would reach out to the parents and work with a parent on establishing those counseling sessions on the next page you'll find out what some typical coaching issues are that the clinicians deal with and support students with you can see three General categories General well-being School related issues and family peer relationships there's also counseling support for anxiety or depression addictive behavior concerns child abuse Dating Violence Greek codependency personality disorders mood disorders or suicidal ideation the clinicians would provide in the moment support so these sessions are meant to address a student's immediate need for support the service offers a direct access to account report and while many students may be hesitant maybe hesitant to participate in continued sessions due to ambivalence or resistance about the commitment or coaching relationship um the clinicians are available to work that out they're available to help manage a variety of concerns as identified by the students what's important to note is this is all confidential unless the student poses a risk to himself or herself right if that's the case counselors would reach out immediately to the local authorities to the police medical personnel or a designated support individual for that student so if the student was in immediate harm or crisis the local authorities would be contacted immediately as a school district we would get quarterly reports on the statistical data on the number of cases and categories that the students requested support him and then there's another benefit too which has to do with financial Wellness so if students were interested in financial literacy which we know is so important uh for our middle schoolers and high schoolers they would have a chance to talk with financial counselors as well who can help them with budgeting debt and credit issues spending and saving student loans very important planning for college how to invest in education and much more so not only will this service support a student's emotional mental health it will also help to help them develop skills those important life skills in financial literacy the students would also be provided with a variety of web resources articles on various well-being topics they be offered on-demand webinars mindfulness sessions and financial calculators and as I said they would also have the opportunity to have a mobile app on their phone to assist them with resources so again the specific program features direct ACCESS helpline 24 hours a day seven days a week 365 days a year unlimited scheduled virtual virtual or telephonic coaching sessions short-term problem resolution sessions with a counselor where appropriate in the moment support Financial consultations a mobile app and work life website with access to online resources we would also have promotional materials posters to post in the school brochures to give out to students to make all students aware of this many times students are hesitant to reach out to our school district's mental health professionals as much as we would want them to do that and encourage them to do that this is a way that anonymously they can get help right away on a Saturday night if they're having difficulty with a relationship and they're distraught they have a counselor that they can call so this is another layer that I think is really important that we as a school district can provide our students in an area of supporting social and emotional health the cost of this program is five dollars per student per month we have approximately 722 middle schoolers and high schoolers and if you approve this this program would be in effect for one year so for all of the calendar year 2023 uh the total cost would be forty two thousand dollars for this support and again um we set aside this money in the arbor Grant funds with the town for this specific purpose I was not there to see what questions you have um Bill do you have anything to add that I may have left out I think you did a great job um the the program I would just emphasize is focused on students on this page the counselors are trained to speak with students of that age and that's that's their livelihood so it's not like you're going to be calling or they would be calling a counselor that might be talking to be for instance and deal with might if he was um and then maybe talking to a an apron or later these counselors are in focused this is what they do for a living and what we've learned I've been doing telemedicine virtual Healthcare if you will for 11 years now it will learn particularly in the area of Mental Health is that specialty is of knowledge of the customer from the client and the patient however you want to be referred to is very important so one of the reasons we really recommended this company interested to say is because of their level of depth of knowledge of the counselors and their experience in dealing with thank you very much if you want um it's a different animal it's a different group of people and they have to have that understanding compassion and so forth the only other thing I would mention is um probably the most I won't say the most important feature but the most discussed feature is the um the practice intervention or the in the moment or the counselors that Kevin discussed but one of the things that we really like about the program so much is that it's it's really there to help that student beyond that immediate need but to give them some of those life skills that they're going to need to go forward you know in the news almost every day is some kind of a report of bullying going on our bullying goes on and every pound when every school system in America If the child knows how to heal with that situation up front they're better to be successful and illness if they don't then this is just one example of many that we've seen where the success of a program can really help a student that really doesn't have anything to do necessarily with being depressed or having the United States that every day that you may be faced with um it has given those those opening skills and tools that we will so it's we think it's a very well-rounded program and that it does the immediate crisis management but it also does the day-to-day helping us to get through whatever their particular needs are um I have a question I don't know um I think this sounds really interesting and really helpful I'm wondering like during school hours if students are feeling like I know you said it's 24 7.

people that aren't changing now you got to remember how to do that under format Jeff and texting Q I could find it in the word in a heartbeat so like I said this is everything that we adopted as a board in the fall just replacing the old goals that we had well hold on I'm confused you you had stuff that was strike that had was strike had a strikethrough and then you unstrike unstriked it yeah unstruck it unstricken I don't know what we did unstricken whatever the correct tense is there D striking who knows yeah yeah you D striked it so like um so what so the the language that was stricken um and then she on the screen in front of you right now yeah that is being replaced yeah those are the old goals from 2011. okay okay so that was still in there okay that are being replaced as a district in 2019 after the um the uh personalized learning task force we updated all of this the these are the performance standards complex thinker creative thinker self-directed learner effective communicator collaborative Cooperative learner and Community contributor this is what I had originally when I put the other stuff in just for I thought it would be easier to read uh I this was listed twice in there but this was uh had strike through five and then I just realized well maybe this is a little confusing to people looking at it so I just deleted one of the versions and took the strikethrough file off of this okay there we go that's where I got lost yes sorry all right so now we have a version that the board had looked through and approved right already and so what we're doing is just taking out the old stuff right and where it was sort of more of a formality on this one yeah okay because this is like you know like you just said the board already approved this in the fall yeah we did it in reverse right yeah okay too many comments yeah just administratively I mean I don't know I can't recall what the motion was exactly but from my perspective you know if we're updating something to me it kind of is like you would just be deleting the old stuff anyway right so I don't I like it anyway yeah I just in the future as far as I'm concerned I don't know what the law is but as far as I'm concerned you have like free you know free pass to just delete the old stuff when we're adopting the new stuff from my perspective you know I think that's logical Tim I I think where I I just didn't want um because we only adopted that in the one meeting and policy says you need three readings unless it's oh got it I was just like you know yeah okay okay I got it for the formality we could work through it maybe the next time we do this we could approach it a different way but we didn't do it that way so I figured just for the formality of it we would do it so I mean you can you you can decide and talk with Tony or whatever but I I have no desire to see this on a full board agenda I mean we're just deleting stuff so right right yeah okay so we're uh we're good on that one then yeah okay um we'll move on to uh nepotism okay you can see the um this was a discussion item last month and we is part of that discussion made the following changes you can see the uh the strikethrough and highlighted font and at the end of that conversation we decided to put this uh up for a first reading so like the last one this should be eerily familiar to you yeah it's kind of not both of these are not typical in the way that we would approach the process but um just kind of coincidental that they came up together and we were pleasantly surprised to find that we just that we could um maintain the uh intent yeah yes the intent of our original policy by just changing it to adapt to uh more recent developments right yep although they would not so uh these changes do not are not retroactive no correct right so whatever occurred occurred but so going forward this will be in effect once if and when we the board approves it correct correct okay um any comment Tim no I mean oh you know we had this meeting we we had this discussion with the attorney a month ago uh and the gist of it was there was this other piece of the law that we were able to use that we wanted by intent but for whatever reason it didn't happen with the original policy a few years ago the attorney said no we can't do it we said okay good let's put in the policy and that's all we're changing right yeah and the one other point just for for anybody who's viewing this is there was a particular situation that did arise um and that with this even with this being passed uh that situation doesn't exist anymore anyway because the org chart basically has just been sort of moved around a little bit uh but the when anyone anybody who was specifically involved in that one particular situation those reporting Lines no longer exist well those are the other one that was the public um hearing that we had in the fall uh and that you know that that was a grievance where we indicated initially that we wouldn't transfer somebody because we felt a violation of nepotism the state laws and the way that the the [Music] um it's interesting that the Department of Labor would still see a foreman as somebody who's not uh supervisor which we took exception to which is why we we could change our policy to include that specific carve out I think when we initially drafted the policy we thought Common Sense would rule the day that a foreman would be perceived to be a supervisor and Department of Labor doesn't say that so you know here we made this adjustment to to address that specifically but when we when we assuming that we pass this there's no situation that will exist at this time correct got it okay yeah because when we pass the nepotism um policy initially the uh the uh we did have a relation not by Blood but by marriage working together and there was a transfer there that resolved that issue okay thank you I'm fine with this okay um seeing that I guess um I will make a motion uh to move uh strategic goals performance standards uh policy number uh is this a yes the policy number zero zero two five and policy four one one two dot eight Dash 4212.8 nepotism employment of relatives uh for a first reading do I have a second second um all in favor unanimous for those present thank you we'll um move on to Second reading administering medication okay I apologize that my mic keeps lighting up even though I'm not talking that's the heat turning on it keeps banging and it's loud enough that my my mic picks it up uh so for the administration of medications if you recall this is related to Narcan this is we kind of treat this the same way we would treat an AED it's a life-saving device that we keep on stock in our buildings actually with the aeds uh in the event of some sort of emergency um people ask me really there are that many overdoses that you need in our can and the answer is no we don't have heart attacks every day either and we have an AED it's it's a life-saving tool that is easily stocked and so we provided and um I believe it's mentioned in the policy but the uh the Narcan is is it stored um explicitly in the nurse's office or their strategic locations in our buildings or yeah we have strategic locations where we store it okay the nurse definitely has it um and then you know where we have the most uh public use of our buildings like the high school there are other other resources there like in the AED kit on the on the wall and um you know unlike um uh I'm trying to think so is it Suboxone and um what's the uh the heroin replacement drug uh I forget what it was called well anyway you know how those uh are sort of drugs on their own right does does naloxone have any value as a drug as a controlled substance by itself like is it no only for the Val the only value is that it will prevent death it does not get you high um right so there's no Daedra if we just we're storing it about the building then people are like oh we can go try and get a stash of nalak the naloxone like that's it'd be like the equivalent of an EpiPen okay that's good so it's not like we're not you know like I say we're not we're storing a controlled substance to overcome another you're not going to feel good if you use it but it's not going to hurt you either right at the end of the day okay thank you [Music] um all right what's that Tim do you have any other questions there no it's just the nurses who are allowed to give it no anybody who's trained uh okay can do that so you do there are are we talking to elementary schools Dodd the high school only um it's available for the nurses at the elementary schools those aren't really high Community use areas but middle and high school administrators and um our sros are trained okay it is as easy as an EpiPen it's a nasal inhaler um the thing the thing that's concerned me like you said EpiPen so I'm okay with that but I just don't want someone to misdiagnose somebody oh yeah but you do have you do it more than just the nurse the sros and uh administrator yeah okay okay yeah no that's good there's a Cadre of folks that are trained thank you myself included so okay um then I guess um I'll make a motion uh to move uh 5141.213 administering medication uh for a second reading do I have a second second um all in favor unanimous of those presents thank you uh we'll move on to uh third reading school activity fund foreign policy up this was one that we revised um and it's a very simple revision it just changes the uh so all we all we change here is from director of management to coo okay so school activity fund um is this the same one that was reviewed by our Auditors or yeah okay it's the same one okay that was reduced down to three pages and yes okay great uh yeah Tim yeah so I know I've mentioned this before and I can't recall the answer um why don't we just switch these titles to superintendent's designee in general and not that we have to change this right now I'm comfortable you know vote in favor of this I want to slow stuff down but just in general was there a reason why we don't do that I think for clarity's sake I mean we do use the um the board the board policies when people are looking up information and uh even internally and if it just always says superintendents designee like Carol's phone we're kind of bringing off the hook with questions about who's the designee for XYZ when it's like so Carol's the one who put the kibosh on this that's fine I get it I understand yeah listen to the boss all right but basically you know it just is for clarity's sake okay that's fine thank you sure okay um and I had no other questions um I guess we'll move on to electronic Board of Education meetings sure this one is um again these are policies we've already reviewed this is a change in law that allows us to engage in what we're doing right now and I know this is something that you know uh we had talked about on numerous occasions through the pandemic saying you know how it's great that you know families can access this these meetings remotely real time and we can meet makes it easier for board members to participate in public service so it's kind of a win all around and this is just the the state law that provided a policy for this to take place and this would theoretically allow us to have a business meeting virtually as well if we wanted to even though you most likely aren't going to correct I mean if there was a you know something like this Mega storm coming on Thursday we knew it you know that we're gonna get eight inches of snow or something I guess we could have a remote meeting under those conditions we would have to provide a location for somebody if they requested to come in person but um you know it's pretty rare in our community okay uh too many uh questions uh no I I mean I think this is uh I think this is something that we need to do uh I think it's important just to remind the public that I don't think definitely myself and I don't think anyone on the board of ed would hold remote meetings at least at this time using current technology we would not hold remote meetings if we had reason to believe that people were going to show up even just a couple people were going to show up um but the reality is is that you know many of our committee meetings for the Board of Ed no one ever turns out we can we might hear things you know uh at the grocery store or wherever and you know get feedback that way but typically at committee meetings people just don't show up and so I think having the meetings remote is uh valuable and the other thing I just want to make the plug is that we just had a state level election and looking forward to next the next election cycle local My Hope Is that this is something that people consider who may have been hesitant to run for Board of Ed because they felt there might be too many nights out at meetings and you get to stay at home and have have some of those meetings so I think this is I think it's a great thing that's um in doing this creating this sort of enabling policy or bylaw I forget what it is but yeah no I'm happy with this yeah we definitely come a long way you know when I first came on the board it was a challenge to even sometimes get a uh an audio sometimes audio recording never mind a a video recording you know Carol would basically be handwriting notes and that sort of thing so uh to do a uh you know the traditional note-taking method and uh um so anyhow um we will go ahead and move that if I could just make one more Point yeah about the um the technology limitations so Jeff correct me if I'm wrong on this but basically if we're going to have a meeting we want to get it online we only have one person Mike who we typically have there when he's unavailable it could be difficult to make that happen and so this just makes it a lot easier to get the uh the meetings videotaped is that generally true well Mike is currently at another meeting tonight so if we had a situation where we were all in person it would be indeed more difficult but I know how to stream live um from the computer and Mike's helped me with that and so we can run this without him which makes life for him a little bit easier too so it makes accessibility easier in a lot of different ways that you guys have already enumerated but that's just another one yeah just in this meeting you've you've shared some documents in this meeting and sharing them in that situation would not be jiggly easy so right yeah that's something we've talked about in this Committee in particular where you can actually see really up close and personal the information yes if not Mike has to basically zoom in on the screen that's in the room yeah it makes it a lot easier to follow I'm happy with this okay me too um all right so then I will um make a motion uh move that policy 3453 school activity fund and policy 9321.2 electronic Board of Education meetings be moved to a third and final reading a second 10 seconds all in favor unanimous of those presents um on the left so uh for we have uh number six for discussion um I was thinking maybe we uh table that um until Sam is here so we could have a full discussion yeah I would just preface that by saying this is not a required policy um what is required was clearly articulated by our attorney in the last policy yeah so regardless of whether we adopt a policy we don't um we still have to follow the law and so you know to Adam's point there really is no rush to to get this out for a conversation or whatever at the end of the day we're still following the law so I would certainly support tabling it or you know we can discuss putting out on the agenda next go around or not yeah that's fine with me Tim uh any thoughts no that's that's fine I I did I did have some comments at our legislative meeting last night yeah but that's nothing for me to discuss right now okay um do I uh do I need to make a motion to table or since it was just a discussion point we can just uh you're okay we discussed the discussion Point yes for now consider it disgust right all right we have discussed um we have no other business uh on the agenda um so I guess I will entertain a motion to adjourn motion all right second all right all in favor all right we are adjourned Jeff could you hold on for one second oh awesome just a quick question it's not about the meeting at all okay well um in that case we'll cut off the stream and um thank you all right

before I get started I do want to acknowledge my staff so our executive director Karen org is right here as well as our controller and our budget manager Brianna Krell they put a lot of hours in also weekend hours as well and nice I know very late um they all work really really hard to get everything done so thank you so much for getting this done so do you want to kind of talk about what is happening nationally so regarding the national economy inflation continues to be the biggest driver in the budget currently So currently right now there's actually something called the inflation de-escalation meaning that there is a deflation in the economy right now this occurs when the price overall is falling in the in the economy and so um the most prevalent things that you can see is the gas prices right so when that falls that actually helps the um inflation numbers come down we actually peaked in July of 2022 at 9.1 percent and October as of this print was at 7.7 percent and just this morning the latest number came out for November it was a 7.1 inflation so the numbers are going the right direction the numbers are coming down so from 9.1 in July to now 7.1 percent in November so that is a good start to begin with and just um last month the legislative ambulance office did a forecast um there was we know there is still the heavily inflation and so California does face a 25 billion dollar deficit that's what they are projecting heading into the 2324 budget um and then with the projected Cola for next year with the inflation um it is now projected to be at eight point seven three percent um for the 20 um 324 year and as the information we receive for our current uh budget for next year is only at 5.38 so we will be updating these numbers as they come however the um due to the deficit at this point the lao's office is recommending the cola uh below 8.38 that's how much the budget can actually afford but they're actually recommending the uh Cola to be less than what uh it will be and so we'll kind of see what happens when the um when our governor proposed his Budget on or about January 10th of 23.

I'm here today to ask support the board to move forward to participate in the classified summer assistance program known as Visa which has greatly benefited Us by staff please stop at the state program that provides employees 11 months or less with a unique opportunity to set up to 10 percent once again up to 10 of their paycheck and have the state match those funds per dollar per dollar the program will help classified employees and the school district as well the employees will receive income during the summer when money is tight needless to stay the employees will be happy to have this benefit when they need it the most additionally it will help the school district keep his employees motivated knowing that they will not be Lefty left empty-handed during the summer break and seeing the District offers this program will turn into more attractive place to seek work from a site aspiring to obscene employment and financial stability is what everybody this program started in 2017 and ever since has been ever since CSA has been attempting to negotiate and bring this program to here to Houston District and the district have refused to participate the 90s crucial hard-working employees with fantastic opportunity the district has used varying reasons not to participate those being employment interests us and workload and response I want you to consider that many surrounding school districts already offer this program and it benefits their classified staff is rather minimal compared to the benefits employees will repeat workload PSD has a manual that can help the district set up the process and maintain it and I don't believe there's ever been a district that's quit this program after one year that it started and the cost and workload as for employee interest I would like to present you with some signature course of employees that support bringing this program to the district honorable Farm members employees are interested but the administrative team in this district is choosing to deny this opportunity employee thank you Mr Trujillo uh Mr Falcone Mr Falcon uh can you hear us yes I can hear can you hear me yes please proceed you have three minutes okay thank you very much uh thank you steam board um superintendent Ortega to provide uh assistant superintendents uh Jamal and drank you um long-time employee of our school district for over 20 years in the capacity of a campus safety with started with night school and the last 16 years that is a high school and I've seen I've I've seen the the up and down with the uh with the situations in our students unfortunately we lost a couple more students a little last week or former Savannah current student this should not be happening we don't we're trying to take every precaution that we can to keep our kids safe things that happen on the street happen on the street there's nothing that we can do about that but on their campuses that's a different story if we don't have the two of the proper tools to take take initiative to protect our students and our staff we don't know what to do we have Gates that are easily accessed throughout the day we have dates that are being left open constantly we don't have the proper training to take on uh take on a situation I mean a lot of this is common sense stuff unfortunately some of us don't have that but in you know in looking out for our students and our staff um that's that's the number one thing making sure that the parents are reassured that um their kids are safe on their campuses I'm uh I'm a member on the the next door app and I read an article a few articles that some parents wanted to transfer their kids out and unfortunately Azusa said no and the neighboring District said no because of what was going on that's what they said in the in there I mean I can you know I'm not I'm not going to quote them I don't know who they were but they're concerned parents of our district they want to make sure that their kids are safe you know um it's it's disheartening that we've talked about this time and time again and we can no longer sit on our hands and do nothing about it a couple of a couple of uh board members we have spoken to and we have we've seen nothing yet I mean you approached us we gave you the time where is it it's time for you for our board members and our management to uh step up I'm willing to step up I'm willing to protect my our kids our staff so with that um this is a hard way to start the holidays you know there's going to be some parents that are not going to have their their children at home for that for the holidays so please please I'm asking you let's do something about this before it becomes before it comes to one of our campuses I hope you all have a good night thank you thank you very much Mr Falcon next we have Melissa Dominguez in person Ms Dominguez I want your face how are you at the board I'll start over I want you guys to make our students feel safe how are you as a board going to fix this it's 2022 my issue with Gladstone High School today was supposed to be simple I was trying to release my student to walk home and told by the principal's assistant it was unsafe due to shooting and issues he would not be allowed to walk home I asked why and if any notices were sent out when I arrived at the school I was greeted with an empty Cabana cop car a sign on the office lock door I had not received any notification found out after the fact that I received an email that went to spam how else are parents being notified of gang violence death and potential harm my student was not allowed to walk home at 9 00 am but what about the hundreds of students that left at 3 pm is the concern only a seven to a dismissal thing to this day this district has failed to prove student safety is a priority this reminded me of 2012 and the issues I had with the safety of my oldest son Daniel three carloads of kids showed up to Azusa High School jumped my son breaking his nose in two different places and splitting his nose down the center it took four years um Yolanda I believe you joined the board around that time um to admit their fault and I'm assuming it was to allow time to lap safety is still an issue today what's in place well our students were surveyed this school year in their government class and said what was their top concern and gang violence was one of their top concerns what did you do at that point how about when the students opted to serve attention at lunch because they were scared of after school and and that wasn't just one student that was multiple and that's what I was told today what was done when many students brought this to the attention of Gladstone when one of your students when one of your school board members was on CBS News hugging families and going around town for photo op what has she actually done and what have every single one of you been to make sure that our students are safe to make sure you're making a difference and when that difference is made it's for all of the students not just in your neighborhoods or the good neighborhoods I see you guys put together a committee in place for a mascot but what committee have you put in place to address the violence in our schools and our communities I thank you for your time thank you very much Mr Mingus are there any other members of the public in person or online thank you very much moving to item 8.1 comments reports and requests by the Board of Education Ms Benavides oh I want to take this opportunity again to um just give the Azusa community and the residents of because we're all in this together and I pray for all the families and um I wish you guys all a merry Christmas and happy holidays thank you board member Greer yes thank you and I had an opportunity earlier to share some thoughts uh just on on the the day um as we launch into this next season and iteration of of the board and so uh to those who are here I'll just say to you again thank you for your continued encouragement thank you for your continued for us and we definitely have a lot of work to do and so we're we're ready to to get work done um in addition to that I'll just briefly um president Greer for this uh last year we're very excited uh to work with you all um in the coming in the coming years um as mentioned and as referenced uh last week was a tough week um it was it was tough for the schools it was tough for staff and our community um board member um Greer has already mentioned uh the uh Community event that's happening on the 21st at Foothill Community Church and we're looking and we're very proud and thankful for the relationship and the commitment uh not only from the city uh but from the police departments and the agencies that have been coming together to um to try and help and address what has been happening in our community want to give a huge shout out to the student advisory Council um this is a council of high school students that come together from all three of our high schools uh we have we are 30 strong and um they uh always uh impress uh with their questions with their insights um and their feedback uh on what um on the out cap and the things that are happening in our district we took this opportunity this last time to talk about school reorganization and kind of where we were um and again just the the the voices from the students uh has been really inspiring and so we look forward to to continue to listen and to enact and move and in action because of that and then just lastly I want to give a thanks uh to the community at large uh we had a very huge uh turnout for the 7-Eleven uh uh committee uh Surplus committee uh so we are in the process of going through and determining the next steps for those applications so just thank you to the community for showing uh such an interest in in what we are doing in the district so thank you for that good evening um I wanted to share that we will be hosting a dual enrollment informational meeting on Tuesday December 20th at 6 pm at Foothill Middle School um beginning in the summer of 2023 our incoming freshmen will have the opportunity to take free college courses uh during the regular school day and during summer session students can earn high school graduation credits and college credits and even have the opportunity to graduate within associate's degree in sociology so we invite families to come and learn about the dual enrollment program next Tuesday at 6 pm at Foothill um also want to share the event on Saturday hosted by the Los Angeles County Parks and Rec the winter wonderland event at Valleydale Park they are going to have snow as was shared a toy giveaway and a lot of other um family activities and that will be from 4 to 8 pm good afternoon I would like to first start to say it was exciting to take part in the eighth grade major fair at Apu um it was nice to see our students get an opportunity to meet um some of the college students as well as to get an interest in some of the current Majors to see what their desire is once they go into college additionally I'm happy to announce in collaboration with human resources in our fiscal Department that we are able to successfully ensure that every employee's 10 percent raise increase was reflected on their warrant this month so kudos to both departments for that hard work that was a heavy lift and lastly I would like to share that two items one pending board approval tonight we will get the approval and authority to purchase the playground equipment so we can replace the playground apparatuses that were removed on a 21-22 school year we are still moving on with our asphalt project we have successfully completed Paramount Dalton Azusa High and Gladstone High School and we are currently now at Valleydale and for our camera installation we have completed Dalton Hodge Lee Paramount Valleydale and we are currently at Magnolia thank you and good evening my two points are in regarding school reorganization last week I was able to meet with our sixth grade teachers and our Ellington 7th and 8th grade teachers in a virtual meeting to discuss the specifics related to school reorganization and then tomorrow I will be meeting with all secondary teachers to begin the discussion about selecting a department chair for the Middle School Gladstone middle school and Azusa High School thank you thank you superintendent and cabinet and now we'll move on to our student board members um we'll begin with Daphne Pineda from Sierra High School welcome Daphne Daphne you're on mute I'm sorry can you hear me yes we can and we're ready for your update good evening board members our basketball team had a successful season going undefeated and winning all their games by a margin of at least 30 points after winter break our co-ed team our co-ed soccer team will begin prepping for their season last week a group of nine Sierra students joined the meeting with Mr Ortega and Mrs Garcia Medina to review the discuss the discussion for the El Cap goals on Friday December 16th we will hold our first trimester Awards assembly at 1 45 PM in the patio area during lunch out the leadership class has been hosting a volleyball tournament the team of teachers hoped this year that they will be able to hold off all the students team and take home the prize our parents continue to meet with the Lego presenter for parent training every Friday in the NPR thank you thank you so much Daphne and next we have uh Natalie De La Cruz from representing Azusa High School and Natalie do we have you online Doctor Who I did not see Natalie online at this time and um Carolina Dominguez representing Gladstone High School is absent due to the game is that correct she's at a game so stay tuned um we have some amazing student board members and we always appreciate their participation in hearing their informative report moving to item 10.1 approval of the consent calendar May I have a motion move to approve 10.1 there a second second and let's call for the vote and the item is approved unanimously moving to item 12.1 under curriculum and instruction approval of tuition discount agreement between ausd and Los Angeles Pacific University may I have a motion moved and seconded is there any discussion can we have an explanation on this item please do we have Mr Chang here here my peace hi Mr Shang we um are requesting uh some background on this item yes hi good evening and um I am pleased to share a little bit about our agreement with Los Angeles Pacific University um I was wondering if um Merritt Robinson is actually in the audience I'm not saying it online oh that's unfortunate um well I wanted to share a little bit about this great opportunity to ensure that our students who are eligible will receive a guaranteed admission to Los Angeles Public University and what it is is essentially a online institution their classes are entirely online and considering now with a lot of our parents who are having um um opportunities for our students to learn online deciding that as the best course of action this is a university that offers all of their courses online and with that our students with much of our similar guaranteed emissions with other universities when they qualify they can qualify for financial aid as well as to ensure that they are automatically enrolled and admitted into the university so I I think it's a great opportunity for us with Los Angeles Pacific University and that we get the same thing that we have done with mous with all these other universities such as Grand Canyon Apu the University of La Verne Cal Baptist and so that's what this agreement is thank you are there any other questions or comments by the board just just one one piece of additional uh color commentary that Los Angeles Pacific University is actually also a part of the Azusa Pacific University system and so um in essence Los Angeles Pacific University then represents the um it's though a separate entity um in an online arm that has come out from the Azusa Pacific University system so um just just to bridge that connection for the community as well thank you Mr Greer yes I did I failed to mention that but you're absolutely correct you know at the beginning I thought it was a typo because I thought it was supposed to be Apu but it's Lapu and I it threw me off too yeah any further discussion seeing none we'll call for the vote and the motion passes unanimously moving to item 12.2 approval of Career Technical education advisory committee may I have a motion so moved second moved and seconded is there any discussion being nine will move to a vote and the item or the motion passes unanimously item 12.3 ratification slash approval of consultant agreement between ausd and Dr Olvera psychology is there a motion move to approve is there a second ticket moved and seconded is there any discussion hearing none will move to a vote and the item passes unanimously 12.4 approval of consultant agreement between ausd and straight A Inc is there a motion make a motion on 12.4 second moved and seconded is there any discussion and seeing none will move to a vote and the item passes unanimously thank you moving to 13.0 General functions we'll begin with item 13.1 discussion of Board of Education committees for the 22-23 Year this is an info item Mr I'm sorry this has nothing to would it be okay to close the front door just because that wind is really chilling I don't think we're supposed to close out the door um the inside door the outside door the only uh Mr onkiel if that door is closed uh we're gonna have to make sure that there's a sign that says it's open and it has to be unlocked we cannot close it because we're in an open meeting okay yes we don't want anyone to be too cold or too hot um and we also want to make sure that um we have open access to a public meeting thank you uh Mr take could you provide us with some background for uh 13.1 and maybe share the uh the report on the screen so we can uh focus on one document absolutely thank you um heard the direction of the Board of Education um last year uh when we moved to try to decide uh on committees and uh that board members were serving uh an idea was brought to uh the Board of Education to First have a discussion item to kind of discuss a little bit about the spirit of rotation the spirit of access um and to try to get a sense of where everyone was at so that when we moved on to the action items from 13.2 to 13.9 uh we had a sense of where where we were going um what we did is we put together a spreadsheet um that tries to capture well not tries to capture captures uh the last two years of these committees and uh try to put in as much information uh as uh we knew um moving forward so so this is for reference to help with the conversation uh around the Committees that are up for assignment today thank you very much on this item um I know that there's been discussion at least over the past few years that I've been on the board with various iterations of self-nomination peer nomination rotation um if you've never served on that committee um if you are new to the board then we'd like you to serve on a committee to begin to go deeper into the work that we all do collectively and um I think it was only because board member Rodriguez Payne and I attended the ad hoc committee today I I thought of a convention that we discussed last year for the ad hoc committee that those would be we consider those being staffed or represented by the governing board President and Vice President as as ex-officio members um and I think that was again it was on my mind because we attended that meeting today um certainly now is the time under this info item to have a discussion about with our new team a new configuration New Year what our preferences might be to um have some uh lean but meaningful discussion around committees um participation I think we might agree that we'd like to give each other the chance to participate on committees that we haven't before but certainly I'm open to the feedback and dialogue among our team Mr Greer we'll go around a circle of comments uh yeah sure so I I don't um I don't have any uh any real real comments to add I mean I I know sometimes we get to these committees and and there's a lot of like you know pick me pick me um where there's a lot of interest in in them and so um I I will I will admit and confess that that coming in there's there's not any one in particular um that that kind of jumps out and also um you know communicate uh somewhat of a of a relatively limited uh availability to to be able to send on to be able to stand on a an extensive number of these committees myself uh so uh but would love to hear if there are any of my colleagues who have any preferences on any of these particular words Dr Bo if I may it was just one thing I should have pointed out that the reason we don't see tonight uh the board electing or nominating uh somebody to the ROP board is because that is the only one that has a two-year term and so that's why that is not uh uh today but you do see it on the sheet and that's why you see uh board member Rodriguez Pena uh already serving that for next year thank you very much board member Aaron us your thoughts or preferences I just want to think that the previous board and now um you know I'm looking forward to to uh our new board to be able to go ahead and um assign these committees um like you had said uh and a president is that it is important that our new board member jump in and um jump into a committee so I would like to name nominate her for for the last of voting representative um and you learn a lot and um you get to to see what other um board members are doing and stuff and so it's a great learning opportunity um so I I would I would like to you know extend that to her if she would like to accept and actually I I am that person me me um um because I also like to learn um and I um I've kind of been uh in in mostly uh some of them not not all of them but not as a representative of the board of Azusa Unified School District so I would like to nominate myself for the Azusa Golden Days um committee as a board member um with that being said thank you thank you board member Ariana's board member Rodriguez Pena um yes I agree on the ad hoc committee um where Mr Greer program discussed the president the vice president to continue in the ad hoc committee um in conjunction with the city of Azusa and um I also agree with board member Ariana's um for her to be in the Golden Days committee I would say the the wellness committee that I was on I never went to one meeting so I'm not sure why this is still on here or what's going on with if if it's even an existence find everyone to one reading um I wouldn't mind being the alternate of uh blacksta uh word remember Ariana's cannot attend that would be my purpose to fill in for her when they have votes that's all I say thank you board member benefits well I'm new to all this so I I'm pretty open to my any board and and that's basically because I really want to learn and I think this would give me an opportunity to you know just kind of extend my horizons and learn about the district and structure how it operates um I am familiar with some of the boards or for some of the Committees because I've worked previously with the golden days and other boards but I'm pretty much open so I I do agree with uh umbrellas recommendation I'm fine with that thank you so I've made some notes and it looks like we've had some one round of input um for the ad hoc committee for the Golden Days committee um we haven't I'm sorry for the um blacksta um representative and we have wonderings about the wellness committee if that's active or if it's one that needs to be re-energized and so I'm also looking at rep for parks and recreation and um e Capital facilities program and the L.A County committee on School District reorganization so can I ask a question regarding the um the capital Facility have you ever met you haven't met what the committee has met because when you meet are you supposed to report out to us because I I've never heard anything about they actually do when they um present at the school board meetings and full items whatever they uh speak to us about and we dialogue um they come and present to the board that they do which is the superintendent and Miss LaTasha all right that the board I thought the board members that was the purpose of them being on the committee so they to report out just like we did today on the ad hoc committee or the city um right president Beau mentioned what what we discussed there maybe next time um when um you guys are presenting you guys can say we we've met and this is what we discussed and so forth um because I figured what would be the purpose if you're not reporting out and I think we um what I'm hearing is we have reported out but it didn't come from one of the committee members that came from but we can um make that more explicit um and then we'll have to actually talk more at a board meeting but I think that would be okay and welcome as part of the responsibility thank you president but I didn't hear you uh when looking at that I didn't hear you mention the Dei ad hoc is but seeing that nobody that nobody um put theirselves forward around uh in that first round um I'm I'm happy to serve in that capacity thank you board member Greer and um does anyone have appetite for the Parks and Recreation committee um that was previously uh represented by uh sheilani Cruz Gonzalez I think I think it would have been um great if we would have had a you know how often do they meet and what is it what does they do during some of these committees a description it would be good we would have a description on each of these items here uh committees I mean and to see if we're interested sure and I can uh provide uh some of that right now so we can start with uh Parks and Rec um let me one second all right so parks and recs um it looks like they meet uh twice a month uh typically the first and third Thursday of the month I believe they meet at Memorial Park at 5 30 pm I'm sorry so so they discuss what what did they discuss there um you know what's the description yeah typically um everything Parks and Rec from programming uh to facilities within the Park and Recreation or this the school district no this is a city thank you thank you yes this is a city committee uh and we get to sit on that committee uh so uh Norma is the District representative on the committee and then uh a board member sits on that as well so so that's great yeah so telling me that it's twice a month for myself I cannot commit to um two days a month and I want to emphasize typically um Norma do you want to typically it's once a month um since I've been sitting on the committee we've met approximately once a month might we consider um appointing someone at an alternate when in the events that they do become twice a month how does the board feel about that for this particular committee I think that that's a great idea um have a main person and have an alternate so given that um who might have the appetite and availability to either serve as the primary rep or the alternate and I think maybe between those people they could even just wrote or alternate uh attending I don't mind sitting as the representative thank you I could be the alternate thank you and I think that would tie into Golden Days yeah as well you could probably talk about a lot of the same stuff then that leaves uh two or actually three committees we have the um the representative and the alternate to the LA County committee on School District reorganization Mr take it could you remind us of the responsibilities of this committee and it's a meeting schedule uh yes so this one uh there are no meetings involved uh whatsoever uh this uh just serves as the boards of voting representative uh for the annual election of members of the LA County committee on School District organization so how do they vote if they don't meet I believe the vote comes in uh by email electronically I don't I don't mind being it on it again it is through email and you just submit though and you read the minutes and so forth and I'll be the alternate and now back to the Dei diversity Equity inclusion committee I'm most recently staffed by a board member who's Gonzalez talk about I think Adrian or president Greer I'm not reading my note thank you vice president ex-president sounds so thank you I believe uh Dr Beau I believe 13.5 and 13 I'm sorry I believe the capital facilities ad hoc committee and the wellness committee are the two uh committees that you have not discussed thank you for keeping me on track uh board member Ariana's would you be interested in serving alongside me on the capital facilities program uh or another go round yes Madam president I think we we started and we have worked to finish wonderful and then the wellness committee Mr Ortega or Miss Camacho or I'm going to be re-energizing the wellness committee because it is time for us to re-examine our wellness policy reevaluate it see if there's any updates or changes um so that committee is headed up by our director of student Support Services Paul Hernandez and I believe also director of nutrition services Estella so we will be organizing um probably about three to four meetings to reevaluate the wellness policy for the district I would be interested um again if you meet thank you very much so colleagues um do you agree that we've had sufficient discussion and peer nomination and self-nomination for each of these committees to move to the action items I think while I do I'm I'm I I imagine you have notes um but as we look ahead to making some motions and some um seconds I don't know that would you mind reciting them so that we can move swiftly through these items that are coming up no pressure all right so the notes I took and please uh correct me if I can't read my own writing or miswrote for the ad hoc um we discussed uh those being ex-officio with the president the vice president of the board so that would be myself and remember Rodriguez Pena for the Golden Days committee board member Ariana's or the parks and rec also I'm sorry uh the primary rep board member Benavides and the alternate board member Ariana's and I think they could um and for among between themselves about uh attendance um or the capital facilities ad hoc committee uh myself along with board member Ariana's for the uh rep and alternate or LA County committee on School District organization board member Ariana said and board member Rodriguez Pena for the Dei committee board member Greer for the Alaska committee uh primary representative board member Benavides with board member uh Rodriguez Pena as alternate and then for the wellness committee board member Rodriguez Pena is that our common understanding sounds great and I'm very impressed note-taking I had a lot of time to study then we will move to item 13.2 appointment of board member representative to the representatives to the Azusa Unified School District and city of Azusa ad hoc committee may have a motion I move that we appoint uh ex-officio president Beau and vice president Rodriguez Pena for this committee second moved and seconded any discussion seeing none call for the vote and the item passes unanimously 13.3 appointment of board member representative to the azusan Golden Days committee I would like to move to appoint board member uh Ariana's to serve on this committee okay okay first and moved and seconded is there any discussion being none move to a vote and the item passes unanimously 13.4 appointment of board member representative to the Azusa Parks and Recreation Commission I move that we appoint board member benavidez as the primary and board member Ariana says the alternate a second any discussion seeing none will move to a vote and the item passes unanimously item 13.6 appointment of board member representative and Alternate to the Los Angeles I'm sorry 13.5 appointment of board member representatives to the Capitol facilities program ad hoc committee I move that we appoint board president Beau and board member Ariana's a second moved and seconded any discussion seeing none will move to a vote and the item passes unanimously 13.6 appointment of board member representative and Alternate to the Los Angeles County committee on School District reorganization is there a motion I move that we appoint board member arianis as the primary and board member Rodriguez Pena as the alternate a second is there any discussion being none we'll move to a vote that's correct and I'm seeing no discussion will move to a vote and the item passes unanimously item 13.7 appointment of board member representative to the diversity equity and inclusion committee is there a motion motion to approve 13.6 to a point uh board member career and that was 13.7 13.5 yeah and is there a second moved and seconded any discussion seeing none will take a vote and the item passes unanimously 13.8 appointment of board member representative and Alternate to the Los Angeles County School trustees Association lacta is there a motion motion to approve 13.8 to a point board member Benavides an alternate uh board member Pena second moved and seconded any discussion seeing none will call for the vote and the item passes unanimously and finally 13.9 appointment of board member representative to the wellness committee may I have a motion a move that we appoint Boardman rodriguezmania to the wellness committee second moved and seconded any discussion seeing none call for the vote and the motion passes unanimously thank you uh colleagues for um stepping up to continue your responsibilities and to learn new ones and we appreciate um you dedicating that additional time to serving our district moving to item 14.1 under business and finance approval of the ausd 2022-23 first interim uh financial report this is an info and action item Ms Jamal thank you good evening I'm Dr Beau and fellow board members of Board of Education and fellow members like cabinet and ausd staff and community members tonight I would like to present to you the first interim financial report the 2022-2023 school year sorry um before I begin I would like to take the opportunity to thank our director of physical Services Ms Shannon Norris and her team for collaboration and working in their hard efforts of producing this report that I'm going to present to you tonight so our first annual report our first entering report is required per two educational codes that's Ed code 42130 which requires us to present financials twice a year um one with the um year ending of October 31st and the second for the year ending or the calendar ending January 31st as well as Education Code 42131 so we're going to start with our budget assumptions that would utilized for the first interim so this is to outline our budgeting cycle we are here now in December where we're presenting the first in our report and we'll be back in front of you in March after we participate in the governor's Workshop um and purchase um present to you the second interim financial report here are budgeting factors um everything on this slide remain the same from adopted budget with the exception of the highlighted section which is the augmentation Cola suspension of 6.28 um that was the increase in funding that we received and that was the allocation of funds that we utilized to show that we were able to afford the rates here's a slide where we outline our projected enrollment um this fiscal year we projected our enrollment of 6810 um it still is a projection because we have not certified our enrollment date um data but I am happy to announce um that our preliminary information I received from Mis um we are projecting that we will certify at 6724 which is only 86 students less than our projection so I'm still excited to say that we're still in the ballpark with our projection numbers and now we're going to go into our revenues so our largest revenue that we receive comes from the state which comes in the form of our lcff calculation we are projected to receive a hundred and one million dollars this year um the reason why I always say it's a projection is because we are all we know that we're funded on our prayer year but with the exception of our concentration our supplemental and concentration funding that is actually produced based off our actual unduplicated count numbers so once that's certified then we'll know if we're truly going to receive the full 100 million but right now this is our current projection any questions here thank you now our total revenue for this year we're going to do a comparison from adopted budget to where we are today um we projected during our adopted budget that was approved back in June 159 million dollars and here at first interim we're projecting a decrease down to 154 million um it's important to note this does not mean we lost Revenue this is because of our cover dollars which are federally funded and all of our federally funded dollars we only can account for them we're going to spend them so at adopted budget we accounted for all of our covets um our all of our covet dollars now our first interim we've reduced our spending plan based off those expenditures that we know will materialize before and before June 30th will that mean that that at a future update that we will see in an overage or that there will be an additional amount there will be an increase so if let's say by second interim um right now we know we're working on our HVAC project um we we um have over 17 million dollars if that project materialized and we're able to move to the next page which is our doors and windows then we will be having an increase but if we're only able to finish the 17 million then there will not be a change here is our Revenue just giving it a different format and um a chart form um again lcff revenue is 65 our largest increase our largest on Revenue Source tied at 15 is state revenue and federal um but I just want to reiterate that our federal revenue is actually more but we only account for the revenue that we're going to spend and then we have five percent that comes in from local resources yes Mitchell I have a question um and we may have asked it in a previous meeting but can you share with us uh the dollar amount and the percentage of one-time money that is embedded in this budget yes um to give the exact amount I would like to quantify that and I give that to you an update um but approximately we have over 20 million dollars um and um one-time fund and that's from various sources um the largest still being our covet um dollars then we have our Esser dollars um and then we also have some of our learning opportunity grants that we've been receiving but I can give that an update as well as far as all of our one-time funds and you said that was approximately 20 million total yes that we're accounting for this year but in our update I will give you the total complete total as well as what we plan on spending this year thank you so much you're welcome and now we're going to go into our projected expenditures so at adopted budget we projected we were going to spend 167 million dollars on my first interim we do have a drop at 157 million um that drop is not as that drop does not equate the same as far as the revenue and that's only because this also includes the raise that was waterproof of the 10 rates to all employees as well as the one thousand dollars to employ annual contribution for benefits and here is just given another way to look at our expenditures we have our largest expenditures are our employees typically um this equates to about 75 percent of our budget um this year is a little less than 64 and that's only because we have a lot of one-time dollars is not that is not allowable or does not allow us to spend it on employees and it's for capital outlay capital expenditures and books and supplies um so since we have more money to spend on those areas is changing the percentage of what we're spending on our actual employees it Mr mall if you could back up one slide um and give us a little more context regarding the decreased expenditure in books and supplies yes going from 39 to 23 million yes ma'am so that goes back to the um our federal refund so we had an adopted budget we had planned we had our placeholder for our covert dollars that we were spending was in the books and supplies so now that we're not going to actually spend all our dollars on or before June 30th that's where we have that reduction and and are we satisfied with um our books and supplies are we all so this is not really allocated oh yes so this is not take away for the allocation um each School site has our own side discretionary funds that's come out the budget this does not touch this this is literally um our like again I'm gonna use the Esser fund example um we have 17 million dollars that was automatically put um as a placeholder um when we adopted the budget so because if you account for the revenue you must have a placeholder for the expenditures but now that we know that we're not going to be able to spend all of our funds because all of the projects were not materialized now we reduce that placeholder so this does not take away any resources that were already allocated to our students in our sites this is just was a placeholder at the adopted but if that you're welcome so here we're going to go to our multi-year projection and so our multi-year projection um we continue to show that we could meet the required three percent Reserve in the current year and the two um out years um we are showing that we are deficit spending this year by 2.9 Million Dollars um but this is planned and strategic um as long as we continue to have funds that are carried over from year to year we will always know that we have a debt assessment any questions on our multi-year and so of our ending fund balance I'm going to break down the components of any fund balance for our unrestricted we are projecting that we'll end the year with 6.6 million dollars which 28 of that being allocated to our three percent Reserve then we have 29 that is allocated um and set aside for our concentration add-on which is part of our lcff funding as well as another 27 percent of our supplemental concentration carryover um and I just want to add the reason why we continue to have a carryover is because we keep getting awarded which we're grateful for of one-time dollars and so we have to those have a more restrictive spin by dates and so we're allocating those resources for items that we could spend now and then we just assign our um concentration funds to use for later expenditures and this is our unrestricted balance we are projecting to have 8.7 million dollars I mean our restricted balance um our restricted funds are all categorically funded which actually identifies what we can spend the dollars on and when we can um our largest um restricted balance is our expanded learning Grant which is coming in at 75 and then we also have our supplemental program as as well as our special education that's coming from various resources as a one-time fund any questions on our restricted balances one quick one I I often ask this question and I'm and I'm happy that you often maybe every time answer yes but just just to ask the question again looking at this um this means that at no point do we lead dollars on the table so we we all we're looking at these things and and and making positioning things in such a way that those dollars are spent yes sir and with that is our recommendation um that the board approved the district's first enter our financial report with a positive filing certification thank you Mr Mall is there a motion for 14.1 motion to approve 14.1 approval of Susie Unified School District 2022 2023 first interim financial report moved and seconded any further discussion seeing none will call for the vote and the item passes unanimously moving to item 14.2 approval of the purchase agreement between ausd and Pacific Play Systems Inc may I have a motion move to approve of 14.2 moved and seconded is there any discussion being none we'll move to a vote and the item passes unanimously 14.3 approval of bid for award or playground renovation a very exciting item is there a motion ocean to approve 14.3 approval of bid for award for playground renovation moved and seconded any discussion seeing none will move to a vote and the item passes unanimously I think we're all celebrating that one moving to item 15.0 Human Resources we have item 15.1 approval of minimum wage compensation increase is there a motion make a motion to approve 15.1 second moved and seconded is there any discussion being nine will call for a vote and the item passes unanimously 15.2 approval to establish the chef position and job description moved and seconded is there any discussion I'm just excited we have a job position wow moving on up and I Echo that excitement um again having the benefit of um having board dinners provided by nutrition services it is a restaurant quality and if that's where our students are going to eat I think it's tremendous so thank you so we're excited this shift and we've had all along right is it just the shift that we have did we have now that's our desire but she would have to apply oh okay okay well we want to keep her because yeah she's been good for us thank you any further discussion all right let's move to a vote and uh brings us to item 16.1 but before we formally adjourn um for our board members request um if you could join me all in a moment of silence to honor um and memorialize our student Alex Padilla thank you all thank you board member Rogue Espana item 16.1 is there a motion make a motion on 16.1 I guess no one wants to go home no one's saying anything and is there a second we're not there yet I know thank you call for the vote thank you everyone this meeting is adjourned at 8 15 PM have a great winter holiday I think

this one yep that would be the one try to make it bigger so keeping in mind the third column in is our GL budget our GL budget basically is what we have budgeted there are some interesting blank ones in there and those those are great the grant section we haven't uploaded the budget because we're busy trying to close out last year because of our Global hold since our Global pool was lifted both myself and Allison have been busy trying to close out FY 22.

the other we had a dip in 2021 after uh covid but we really I was happy with the growth that we saw it is a little bit of a different test but I saw that we saw some growth last year that was exciting to see and so this is one of the elements that we use to kind of take a look at where kids are we also have a new Assessment program called illuminate you'll hear uh you'll hear the term DNA that stands for data and assessment so when we say we're trying to get away from it when we say we're doing DNA testing on our campus we do not mean we mean that is just the um that is the company that we use um so if I slip and save DNA instead of data assessment you'll know what I'm referring to these are some of the things that we use to identify our students and the students that need some growth teachers will meet monthly um twice twice monthly in PLC teams and when they are meeting in those learning communities they talk about student student academic success and students that they're identifying as needing some additional help we also use the aasa assessment results the illuminate testing our illuminated assessment actually we have just started using it we just gave a pre-test at the beginning of the school year we don't really have enough data collected to to make determinations from that but we are we are continuing to use that as well we've got some benchmarks this week that we're giving for a mid-test or a mid benchmark test we also use classroom formative assessments at the end of each unit and throughout the units and then unit summative assessments as well as teacher observations in fact a lot of what we get from a lot of the information we get is from teacher observations it can tell a lot in the classroom based on what the students are struggling with and what they're able to to comprehend our remediation efforts we have some before school efforts before school of radiation but that's really based on the teachers and their availability before school most of our most of our remediation will be offered if we have students that are coming in during the school day that's going to be during lunch time we also have an after-school tutoring program that we've just started we are trying to get some other some of our students to really we're trying to build that program that's new for us every Tuesday and Thursday we have a reading and a math remediation program we also have our Title One Reading and math programs which is going to those focus on really our foundation building with students in in reading and then in math and really just trying to understand the skill focus that they're they're struggling with we also have flexible classroom scheduling so our teachers when they're meeting together they'll talk about students if they need some additional help they send that information to myself our counselor and we have a team of people that will work together for those students we also have a lot of differentiation within the classroom so our teachers will recognize if students are struggling with something and they will they'll meet the student where they're at and try to build from from where they are to get them to the expected growth our Student Assistance teams is uh that's something where we we're recognizing all the teachers are recognizing that there's an issue a student is having in the classroom we will contact the parent and we will build teams so that we can we can identify what the issue is with the student where they're really struggling and then formulate some strategies to help that student um we also again so that we had the before and after school lunchtime opportunities um and then we also have two programs read naturally which we use pretty consistently in our title reading program as well as our uh as well as our special education program and that's a really great a great program reading program for students to help build their fluency and some of their comprehension as well and then Alex is a math program that the teachers are using we have really just started getting back into that we used it a little bit over the uh while we were kind of shut down for covid we were using some of that Alex program it is part of our new curriculum and so with the new curriculum adoption we are recognizing too that the the curriculum we're using is it's a it's a rigorous program and and that is great but it's going to take some time to make sure that we're getting to the where we need to be with the student growth Alex is part of that reveal math program and so teachers right now are working on trying to implement that in their classrooms and that's still kind of a beginning process but we're working on that as well here are some of the ways that we communicate our information to parents students that are struggling we want to make sure parents will be contacted by teachers if we're putting together a Student Assistance team they'll be contacted by me we also will send out emails we'll invite students to to attend our after school remediation programs as well as lunchtime opportunities through newsletters and then conferences with parents as well any questions for me thank you thank you I honestly think it's great that you're doing it and there is progress that you could see especially with the letter grades that we got this last year thank you Mr Webb would take high school please and then well rounded out of the elementary all right similar to um Miss hoffmeyer's we we've had some things in place and bringing in the new curriculum is definitely helpful one of the things that will jump back here um so we did change from the acm2 Ames and now we're doing the ACT test one of the things that we're excited about with the ACT test is because it is something that our top performing students have have historically done well on and in the past they didn't do so well on the aims or easy Merit just because they they didn't see the value unit so we're hoping that we see the scores increase because of what we're doing in the classrooms for the the students that maybe are not as performing as well historically on that but we're also getting good numbers from our top performers so it with this chart we can see our comparison with the state and the the county so for the ELA percent passing that's a combination of the highly proficient and proficient we're at 33 percent with the state of 41 so we're ahead of the county but we're still behind the the state average with that area with the math it is better so we are only one point behind the state at 31 and ahead of the county with that that area what we see contributing to that are some of the remediation efforts that we have in place we have we've been on the targeted School Improvement because we've had a group of our students that didn't perform very well so we Two Three or two years ago we started the Avid training and with that the training that was brought in it was able to go to all of the the whole population of the schools so specifically was towards our special needs students our English language Learners and our Native American students so that it was training that was specific to them but it helps all students and So within that as you can see differentiation we hit on that they did note-taking there's a whole Bank of options that they that we were doing for our professional development and it was on the other campuses as well and so we had the average strategies in all classes and then we have a specific isolated training that was going towards those three subgroups we also have freshman foundations this year and it's where they're hitting those average strategies for all those freshmen coming into the into the schools they okay what does it take to become a successful high school student so all the freshmen get that training in their class as far as the remediation help teachers are available before school and during lunch as you walk through the Halls the teachers have their doors open you look in and they're they're actually in there helping so they're giving up their time at lunch too so they're helping kids and with their their work at lunch time and that's where I see the biggest numbers not so many before school but really there's a lot of kids going in for help during lunch time another thing that coach Hathcock is doing with all of the athletes not just the football players but if when they run the ineligibility report if a student is failing if they have a deer and F they need to be in with a remediation program at lunchtime so um some of those kids who may not have done well on the testing they're maybe struggling in the classroom too so we're bringing this in a way that helps them be able to perform make sure they're out there with their team but then also they're getting the academic help that they need and as Court dementia we have the Alex program this is our second year at the high school that we've been doing it and so I think you're seeing some of the growth in the math scores due to that we have the communication same thing that we're doing the parents can log in see the parent view student view how the the students are progressing teachers are sending out emails if the kids are struggling they have that communication hey if they need to come in make sure the words caught up we have our parent-teacher conferences but also parents are coming in and meeting with teachers when they need to be on that as a we see that the growth of the program and those remediation efforts and we just found out over the weekend that the high school no longer qualifies for the TSI program the targeted School Improvement so we made enough grow up on this past test to where we don't have to focus have these specific areas so we're still going to do that to make sure that those groups they'll get the the support that they need but to be able to to not have that qualification from the state is a pretty big deal so we're super happy with the hard work that our special ed teachers our ELD program all the work that goes on in the regular classrooms they've done a great job with those students and then we'll just hopefully we keep seeing them grow and grow and with some of the other things on our letter grade we're going to tackle some of those so our grades going to keep approving any questions thank you Mr wood thank you Lauren Mr Grace all right so at the elementary school um it's a lot of the a lot of the same you know words that the the junior high and the high school are using but uh so so we're looking to try to be more data focused we want data to drive our instruction what the kids need is what they get not just a blanket this is how we're going to teach these kids even if they're getting it or if they're not getting it we want to make sure that we're more individualized and we're teaching what the kids or how the kids need it to be taught to them for the duration that they need to be taught to them and we're not trying to leave anybody behind or we're not trying to slow anybody down we want to make sure that we're we're using that data to drive our instruction um so with our remediation programs in Title One in our reading programs we typically will be focusing on those kids that are minimally proficient um we run those through we do Benchmark testing called Dibbles or acadians testing throughout the year those groups change as students grow they can move out of Title One reading or reading stars and they can move back into their regular walk to learn classes with our after school programs we will have it open to all students I'll start in January we will have it open to all students but we really want to Target those that are in that partially proficient column there those students that when I was in the classroom we called them bubble students they're they're on the verge of of meeting the standard of being of being great of doing great things and so we want to be able to Target those students and say with a little push with a little extra push that uh you know those middle of the road kids sometimes need that we can get you up there into that proficient or maybe that highly proficient we're seeing some of that now our start of the Year dibble's testing on our lower end we have a lot of students that are in the red that they're not reading on level they're not identifying letters they're not identifying sounds just being in the program with the exposure we jumped tremendous amounts up and so that's that's our plan with our after school programs as well and uh so we have bi-weekly and weekly PLC meetings we're really focusing on getting our PLC meetings away from being team meetings over team business and and what's coming up on the calendar and actually being PLC meetings where we answer the four corollary questions of what do we want them to learn how do we want them to learn it what do we do when they learn it and what do we do if they don't learn it we want those questions to be answered from the data and from the meeting so that we can actually help students move on and it's not a simple we took a test now let's move on um we also use our AAA aasa assessment results which you saw on the previous screen um that's our starting point and we know how they grade us we don't teach to the test because we teach our state standards but the test is written to the state standards and so in a roundabout way it all works together our illuminate DNA assessments we run quite a few through the new program we also have the cut scores so that we can compare them back to the state assessment from last year it's not a perfect prediction but it gives us an idea of where kids will probably fall close to it on the state assessment and so we're able to Target some remediation during the day for those kids as well we use classroom formative assessments we're working on making those more common so that it doesn't matter which fourth grade math class you're in you're going to see the same assessment so we can come back as a team and we can say your kids did really well on this and my kids did not how did you teach it versus how I taught it so that we can make sure that our lessons are the best lessons out there for our students same thing with our unit of summative assessments and then we're in classrooms my my administrative staff on campus is in classrooms all the time sometimes to the point of it's difficult to find them when we really need them um and so those are some of the ways that we're analyzing our progress and trying to make sure that we're gearing towards pushing our students making sure that we're giving the best lessons that we can that we're teaching the curriculum to the depth that it's needed um and we're not just it's not just a blanket anymore it's not just covering everybody whether you're a High kid or a low kid if you're a student that's high we want to push you we don't want to to drag you down the example that I saw once was if you take a piece of yarn you put it on the on the table and you try to drag it from the top everybody drags if you push it from the bottom the height the high part doesn't move but you have to take it from both ends and you have to move the whole thing and everybody on the line gets to move at the same time um gets to see that progress so our remediation efforts like I said we have Title One Reading it's offered on the K3 side it's also offered more as a push in on the four to six side we'll begin our after school programs in January uh we'll have grades one through three reading four to six reading four to six math and then our k6 ELD will also be there so our English language that is an area that we are historically low on state data for is is our English language we work on differentiation in the classroom most of our professional development this year has been focused on the curriculum and how to differentiate it for students in your room uh and then we don't use Alex Alex is more of a of a secondary program but we do have Lexia and Freckle these are student ability paste programs um they're used in the classroom so there are two our tier two remediation as opposed to the pull out of tier three so all of our students are seeing that tier two as well during our built-in walk to learn time um same thing for communication we want to try to get out as much as we possibly can so uh we we do parent phone calls lots of emails newsletters our parent conferences we're also working to if a parent wants a conference come on in we're going to schedule your conference it doesn't have to be on parent conference today but we want to have that relationship with with parents um it's it takes both sides to to make sure kids are are successful and then we're also pushing for parents to use Parent Portal that's a kind of a divider on our campus Because we use standards based uh at the K2 level so parent portal doesn't work for that so once we get to to grade three when we get to a regular standards base or a regular report card that's when we really start pushing Parent Portal um more for for our students and parents any questions yes sir um well mine is more in general terms all levels that's why I waited until you finished but um first of all I'd like to I'm curious do you have some form of incentives for students to participate in this since it's before school and lunch and after school where they're not required to be there so we're working at that and one of our biggest incentives is that relationship with the parents at the elementary school of telling parents and talking to parents if your kid will benefit from this we don't have before school programs because we start so early but we do have teachers that you can walk by there in a lunch and they're pulling kids in and when you stop in and talk to them the parents know that that kid is coming in for lunch the teacher's reaching out and saying your kid needs to be here and and it's they're being pushed by both the teacher and the parent and our after-school programs we're still working on that incentive we've talked about uh the ability to provide snacks or some some kind of food or something like that because it makes the day a little bit longer that sort of thing do you know about what the participation rate is for the students that are performing very low so we haven't started ours will do after the very first month in January we'll do the the a run of it and see where students are at um but like I said we're gonna really try to Target those students in our our partially proficient but make sure that it's open to every student whether they're highly proficient or not we have seven teachers so it looked like we only had four groups but we have seven teachers that are going to be uh running those and so we should be able to keep our group numbers fairly small even if we have a high turnout one of the reasons why we were waiting was Courtney and I have struggled with the the transportation kids need transportation and so that is something we we've worked with and dried has been helpful with and and we're going to be able to get that moving forward okay but are we getting 50 percent of those that need to be there into this program or 70 or 60 percent or I'm hoping that we'll be we'll be over 50 percent um as with a remediation program it's not mandatory you know 70 would be a number that I would dream of um but if we can get towards 50 we'll be doing a really good a really good service to our kids and then at the elementary school or the junior high I can speak to the the person the participation has been low so far uh we are so we're working on some different efforts to try to really draw the kids in um we we originally we we have two teachers and we wanted to make sure that we had our numbers you know we did not have too many in the class though originally we put it out to about 35 40 kids and we had three originally that came in so it was super low when we offered Transportation though so we are offering transportation to them afterwards at 4 30 so we were able to get a few more numbers um we do we're providing snacks for them so we're trying to build it it's going to take a little bit more time in January though to try to get those numbers up to get those kids in one recommendation was to change the stuff calling it remedies shouldn't call it basketball or gym so we're working on some things that will really get them excited about coming in for it but it is a good I mean it's a great way for them to really get some help in the areas in which they're struggling so we're trying to help them with that and communicating with the parents that benefit to the kids on it so we'll keep working on trying to grow those numbers in January okay that sounds good I'm I'm impressed with what I'm hearing about the preparation and the organization that you've done you've seems like you've gotten together and got a unified organized approach step-by-step approach to reaching the goal and I look forward to seeing some data a year from now on our progress from two years ago to last year to the end of this year and Beyond thank you [Music] does our system keep track of the parents that use the parent portal throughout the district is there any way of knowing that this is just me going off off I'm pretty sure guess but it does track when when parents are last logged in and I would imagine that we can run a report off of that to see had parents ever logged in because I do know that when I talked to our registrar about it on campus she can look and tell me they've never logged into Parent Portal or they log into Parent Portal every day so there is a there is a record keeping of it it would just be the matter of finding a report or is that correct I probably could have asked the technology rather than I could have too yeah I'm pretty sure yes but I'm sure they're parents that do it daily there are and and we we need the other parents too we also push at the elementary school every day during sixth grade walk to learn students have to log in to their Student Portal or their student view to check their upgrades we're trying to push that as an accountability excuse for students as a personal responsibility also thank you there's no further questions I see a lot of work there anxious like Chuck to see the results next year thank you so much okay now we're into the consent agenda board is there as you have reviewed the consent agenda are there any items in the two point zero to two points eight items that need to be brought out and voted on individually check yeah um I just have kind of a general comment but referring in this case specifically to 2.7 um it refers to t3s and that's kind of an acronym and for I know it's very easy to get into using those when you use them every day but since this is a public agenda I think for the public explanation they have no idea what a T3 is but I see here you did indicated on the agenda a little definition of it but anyway I think it's good if we can give some details so the person that's not an educator can understand uh what the T3 person is Dr Wright we have more acronyms in the military I think it's teacher technology trainers and that's the man where the the acronym was born in I.T where many of them are and so thank you but yes that's good comment thank you for that feedback Mr Waldo [Applause] maybe explain what that is what they do it is a position that helps you on here we go sure thank you yeah so teacher and Technology trainers and just like it sounds uh we uh Skype it uh teachers throughout the district three at the high school three at the elementary school and this year just won at the junior high campus where we started them to perform technology training whether it be software Hardware related items that other teachers may use and need some additional support on them yeah thank you sure it makes it a lot easier because we don't use most of those programs we do support them and make them work but we don't use them day to day so it's difficult for us to train on those and hence if you can have teachers training what they use every day it's all the better for the teachers that are asking for that help so and this this is just payment for their extra work correct yeah any other questions or comments if there's no further we have a motion to accept the consent agenda had as it was presented have a motion from Jennifer I have a second from Chuck all in favor that would be unanimous okay item uh items 3.0 are the business items of the meeting item three-point wrote or on the recommendation to approve the first revision of the fiscal year 2022-23 expenditure budget this is the renovation that we had in the hearing I mean I didn't mean renovation it comes from my work the uh the changes that we had in the budget so are there any questions about that if that's that that's about the hearing that we previously had so Kimberly anything anybody if nothing then we'll have a I need to uh a motion to approve Chuck you have a motion I have a second Diana all in favor okay that's passed thank you for your patience with my words you remember where I went to high school we won't mention that s word I guess there's two guys words aren't there [Music] the longer one anyway okay recommendation to item 3.2 recommendation to approve the board meeting date of the second Tuesday of each month beginning sent January 20 January 10th currently we meet on the third no we're going to switch to the currently meet on the third we're going to switch to the second because that's a better fit for Dr Wright and his schedule and it's a better fit for the public and is there are there going to be any problems with the board members meeting on the second Tuesday instead of the third Tuesday okay they all kind of run together for me after anyway so there's no comment and no opposition we have a motion to approve item 3.2 I have a motion from check and a second from Margaret all in favor that again was unanimous item 3.3 a recommendation to approve out-of-state travel request uh Dr Wright do you want to address that one for us sure this is an annual trip that this is for the football coaches and the staff has been going every year for I guess as long as I've been here it's a three or four day event paid through football funds and so it I think there will be a couple Subs needed and the dates are February 9th through the 12th any questions or comments about that Chuck well just one comment um in reading this in the agenda it says out of state travel request for coaches to attend a coach's Clinic it doesn't specify what sport their coach is in and I didn't know I kind of figured who it was but when I read the supplemental material I could figure out who it was I'm my comment is that the general public looking at the agenda doesn't know who those are so it'd be nice if we could say football soccer softball when we when we do this motion one we word it just a little bitly differently to to express it as football coaches well most of the time they're very explanatory but I noticed in this one so I thought I'd just mentioned that if we can kind of I noticed I noticed it didn't say football there but I didn't think twice about it because all participants were football coaches well yeah that's and all the mental material when we got that it was explanatory to us and all and all of the sessions were regarding what offensive training weight training speed training defensive schemes that kind of stuff and I'm going okay that's all football to a member of the public looking at the agenda though they may not know who that would be yes sir point will take it so when we make this motion Jennifer you have a question yeah um I think I presented it last year too that it would be nice if we could also look for other coaches to have a similar opportunity like the football programs because our coaches are young and new typically they all have an opportunity any sport can go to a clinic and ask to go to it it's just typically football's the one that does it and and so we make it available to all of them but that has been the sport that has chosen to do it um we we are open to any other types of dynamics that we bring people in or whatever but that that's uh thank you for the feedback I thought we did to approve a volleyball okay this is volleyball or basketball I remember I think we did approve one for volleyball yeah I think it's during the summer yeah anyway so this motion needs to have the verbiage in it that is football a football clinic in Las Vegas so we have a motion about 3.3 to approve the motion 3.3 with the additional verbiage of this football coaches Clinic we have a motion from check have a second the Margaret all in favor at two again is unanimous Academy 3.4 a recommendation to approve the Arizona State mandated minimum wage increase Dr Wright or Kimberly would you like to address that sure so in Arizona there was a law passed that minimum wage will increase every January that's related to inflation unfortunately when we set our budget um in may we don't know what that number is going to be so we have to use a little crystal ball and kind of anticipate what we think minimum wage is going to be so we did do that this year and we set the minimum wage at Blue Ridge at 1380 while in September the government came back and said no it's going to be 13.85.
