thank you Mrs thank you good evening um Dr Lugo I I dread the time that I have to leave my district as well and I've been working there for 22 years so I know it's a hard thing I know that wherever you go they're going to be really lucky and very happy I'm to have you so thank you for all the work you've done especially during coven such a hard time I don't know how HR made it through um at any schools during that time so thank you um Dr Lewis thank you for always being such um an educational leader and role model um people are lucky to have somebody that does that principal superintendent so thank you for your leadership um I feel very fortunate to work in this or to be in this District at work I'd love to work in this District but I can't sir I yes I love serving in this District I love seeing all the amazing things that are going on and all the people that come together and um work in its districts so thank you for all your hard work and I do hope that um you rest during this holiday season I am so out of here on the 20th so I'm looking forward to my break I've never really left my house without I have many animals and so I'm so looking forward to just being by myself um without animals I know that's weird to say but um I'm looking forward to my break it's been a hard first not having my wife this year so I'm looking forward to my break and I hope you are too have a good one thank you um I don't have much of a board update the only thing that I would like to say is that I'm really thankful that those families came and spoke at the last governing board meeting about the displacement I just want to say how grateful I am for the Family Resource Center I know our communication even the school Loma Linda where some of those children that are being directly impacted they've reached out and seeing how they can be a support system to that family so it's just really great to see not only crane Community but other non-profits and other community members really fighting for these families that are going to get displaced here in April we are going to be having a press conference in January so if anybody is wanting to go or speak or anything or just be there in solidarity with these families because it's not the only family that's being displaced GCU is doing the same thing up in the Avenues so if anybody wants information on that you guys can let me know and that's pretty much my update Now we move to I move the governing board approved consent agenda items a through H in accordance with policy bedb Dash e all those in favor Miss mcsheffrey aye aye and I and that brings us down to our Creighton Virtual Academy update thank you madam president good evening members of the board and executive team in 2021 we established the Creighton Virtual Academy in the time since then the team has worked tirelessly tirelessly to create relevant learning experiences that meet the needs of our children who for one reason or another prefer to learn in an online settings I'm happy to introduce Mr Guyer and the team from Creighton Virtual Academy Mr Guyer you before here I'm just going to take a second to get set up here what's this good evening Madam president members of the governing board an executive team and good evening members of our Creighton community my name is Jeff Guyer and this is my second year as principal of Creighton Virtual Academy we are proud this evening to showcase our students parents and staff and we're excited to share our highlights challenges adaptations and goals for the future most of CBA most of our students come from Creighton neighbor and neighborhood schools CVA currently serves 73 families with 108 K-8 students though we have enrolled more than 170 students so far this year CVA relies on six homeroom teachers one teacher coach a shared resource teacher our office manager and myself the Creighton Virtual Academy is a district-wide school and so we align ourselves with our district vision and goals you will see and hear about students teachers and parents having access to learning in multiple locations and modes while retaining anchors to our district goals we learn everywhere please welcome our teacher instructional coach Amber McLean evening my name is Amber McLean and this is my second year as the instructional coach slash teacher for Creighton Virtual Academy the goals that you see are our CVA goals because we align with our 2022-23 district goals as well it is my pleasure tonight to introduce you to our students who will share some details about our goals and their personal Reflections about Creighton Virtual Academy I would like to welcome our first student our fifth grade student Cora Wasson Woodward good evening my name is Cora Watson Woodward and I'm a fifth grader at CVA and I was also there last year I have made the choice for CVA because of the worldwide pandemic that's been going on for two years now the CVA students recently took us survey about our experience at CVA the goals we have why we chose CVA and our goals for the future many of my peers chose CVA including me due to health concerns and or feel they learn better in an online environment as a student I feel really good and connected to the CVA I really like being a part of this school and I've become pretty used to an online format I'm satisfied with all the progress I've been able to do in the last two years at CVA my main goals are to keep up to date on my time tracker attendance and to improve my scores on my math tests my future plans are to stay and finish strong as a fifth grader then possibly transfer to in-person school for sixth grade here at CVA specials looks a little different each day we are given the opportunity to explore any of the specials areas offline or complete activities from our specials webpage online even though I'm not able to get to the web page every single day I'm already doing so many of the specials activities and I don't even know it outside of school sometimes I find the flexibility and choice helpful because I'm able to develop my skills in art music health and PE even technology my family can also support my learning by taking field trips together to places like the MIM or the Phoenix Symphony another thing I enjoy at CVA is our weekly SEL lessons and Community circles each Friday as a class we explore a social emotional learning activity and we have a safe place to share miss Monica Wu also comes into our classroom and teaches us more about our tone of voice and how we work well with others and how this can be seen emotionally by our peers especially since we are online now I'd like to introduce you to Layla and layout playlist online also good evening hi good evening okay let me just get back my name is Layla Barrios and I chose CBA because it was a school that was offering online classes I am in fifth grade with Mrs Higgins and I was also here last year and fourth I love it here at this school because it's so fun I feel happy here the the teachers and Mr guy and Miss McLean actually try to help me learn I don't like starting classes so early but I have to get up my goal this year is to improve in math with when I started last year my mom and I picked up all the supplies that are given to him person kids and I feel like I have the same supplies to learn as the in-person kids now lie out hello my name is Lyell Lopez Rodriguez and I'm an 8th grader at CVA and I was here last year I chose CVA because online school helps me focus and understand the subjects better than in-person school I am learning regular and also Advanced lessons in all my subjects the teachers gave me a little push to learn more a goal I have for myself is to turn assignments in on time it is a top priority for me my goal is to be successful at CBA and go to high school CBA will team up with the Creighton Academy next week for the Youth Equity Summit and that should be fun we also have two students on the crane Congress so our voices really heard and now please welcome Chanel is that youth um Congress or equity in person oh okay cool hi my name is Janelle Ines Navarro and I am a fourth grader at Creighton Virtual Academy and I was also here last year in third grade in my fourth grade classroom my teacher meso Tello helped me with my goals together we looked at my scores from my first exact path Diagnostics and after I took the second Diagnostics last week we looked at my new scores I was able to see my growth and talk with Miss Othello about what I can do to keep improving I was really proud of myself because I showed growth in all areas I'm going to focus on math to move my score to the next level here is my teacher Miss otello good evening everybody my name is Maria Sotelo I am proud to be teaching fourth grade for the second year at CBA this is a year uh this year as a staff we are targeting data to support planning after our benchmarks and Diagnostics tests we use our professional development time to dig into data and track our students growth using a school-wide tracking template this is extremely helpful when I am planning lessons for my students it helps me group students and also guides discussion discussions with my students about their goals uh thank you so much and here's Mr Ibarra Mr ribara is online with us Mr Ibarra is our sixth seventh and eighth grade math and science teacher here in California hi good evening my name is Lucy Vara and I'm in my second year teaching sixth seventh and eighth grade math and science at TVA my decision to work at CVA is based on gaining the experience of working in a U.S School while applying the Knowledge and Skills acquiring in Mexico working with middle schoolers has opened my eyes to appreciate all the possibilities that I have in order to help these kids learn and to become a better teacher day by day as an educator I intend to learn and use all these strategies and tools that CVA gives me to improve my work I was not mistaken in choosing TVA as my second home ultimately my family influenced my decision a lot since they are the most important thing in the world the flexibility offered by working on from different points such as Starbucks cafe or my mother's house has allowed me to spend quality time with them just a week of Thanksgiving I thought my classes from a cabin in Sinaloa Forest it's a 17 hours drive from Baja California I know it I know it sounds like I'm moving around but I promise most of the my kitchen time is at home I think quality time with my family being able to pick up my son from school every day and being able to return on time to continue teaching is a benefit that not every job offers the training and constant support that Jeff and Amber provide is a success that I must recognize since it is something that I had not experienced before in Mexico participation gratitude and achievement of goals from my students the satisfaction of being able to see the growth they have they had have from August to May I would like to be remembered the best masked teacher challenge to mention is the willingness of students to work online asking students to put down distractions such as video games and cell phones to turn their cameras on so they can be able to actively participate is a constant challenge parents participation can be challenging too since not all of them give a timely follow-up to their children's schoolwork it is necessary to be in constant communication through different ways even when we do not have always the favorable response thank you for the opportunity to share with you here is Bartolo my name is Bartolo quesada I'm in eighth grade and this is my second year at CBA I chose CBA because I personally feel that I learned better doing online classes and because CVS a flexible schedule and flexible learning space where it gives me time to get away from the screen and gives me enough time for myself I feel great being a cea student because I have teachers that love us to ask questions about the subject that we are learning and if we do not understand the teacher and Mrs McLean take time to help the students that need help and improve their grades a big challenge was getting used to the schedule and what time I had to log in for each class but I'm used to it now and it's working good for me my goal is to promote from eighth grade and with flawless great and get into a good high school with an excellent learning environment CVA selects dates throughout the year when we we get to come in person and learn I was super excited when I got to meet my teacher for the first time in October CV I also invited their students and families to the Fall Festival at the festival our teachers had a football throw booth and a lot of Booth I look forward to more person to more in-person days field trips and upcoming Child's Play show I enjoy being given the opportunity to join clubs like Battle of the books and Junior Ambassador creating artwork to display here tonight in the boardroom and also also join from Sports and in-person sites and now to tell you about their experiences as CBA parents please welcome Mr Navarro Estrada and Mrs Woodward Boston I just want to say how impressed I am with all the children so thank you to the parents for bringing your kids and giving this Insight it's it's awesome thank you guys my name is mucho [Music] that's yes good evening I am Veronica Hernandez and I am the office manager for CBA and I will be translating Miss Nevada's statement she says hello and good evening my name is Jessica Navarro and I have two children studying at CBA Chanel and Alexander in fourth and fifth grade I would like to tell you the reason why I chose this tool the first reason was due to the pandemic we were all very scared and for our family it was the best option for my children to study online during the year I noticed that my children learned more the teachers were always very attentive and especially and especially help my children to meet their goals I was pleasantly surprised by all the technology apps to which the teachers reinforce reinforce their learning also for me as a mother it is very important to know everything about my children the teachers and the principal have always been in communication with me which I am very grateful for my children have been been accurate in Virtual Academy for two years and the well-being of my children is very important to me and because of this my children will continue studying at CBA I wanted to keep going that was our presentation I really appreciate the chance to come and share with you oh my good course mom yeah of course Mom and Dad I'm sorry they're online I forgot about them and I but here they are they're amazing and this is Cora's mom and dad hi we could just say ditto um thank you so much for having us and for providing this space for our students um we are Cora's parents and um the things that I wrote down for this evening are that Creighton Virtual Academy gives us flexibility and allows us to support the decisions that our student would like to make about her own education and that having access to online education has empowered her to make those decisions I feel like she really sees that she gets to choose where she wants to be and how she wants to learn um we have a lot of gratitude for the community for the district for all of the teachers and everybody who's been involved with this because allowing this Virtual Academy to exists means that we get to have access to public school education in the comfort of our own home which is huge especially because we are also caretakers and need that kind of flexibility in our schedule to make sure that everybody's taken care of so thank you thank you thank you um I agree with with all of that we also would like to say that we would like to encourage the school to have an option for the kids to be able to meet maybe once a quarter in person I I know that uh core is always very excited when there's an in-person testing day and perhaps uh there could be that sort of excitement without a test being involved um you know so we we very much support that idea and field trips and anything that's um would create an opportunity for the students to spend time together because we can see that there are these blossoming friendships that happen through a virtual uh interface and I think whenever they get to meet in person is very special and I am extremely grateful to all of you thank you yeah thank you no um just a comment that I have I think it's very beautiful thank you for sharing all this information for us muchas Graces so I appreciate all that the only question that I have is more on the you know governing board side is how many of your teachers that you have staffed are actual double dipping and work like how many full-time how many teachers do you have at TCA and then they're also I mean at the Online Academy and they're also fulfilling roles at other schools we share a psychologist share a speech pathologist and we share a cross-cat resource teacher who is mostly assigned to students at CVA but also sees three students at TCA okay besides that there are no other for the most part it's just online teachers are online teachers and right okay thank you I don't know if anybody else has any questions or comments Ms Jeffrey since you're online do you have any questions or comments okay I do yes first of all thank you to all the presenters especially the students you all did an excellent job so um Mr Guyer what is the enrollment at CBA right now 107 students okay and I think this is a question for Mr Mann but whoever can answer this what is a sustainability of this school with that kind of enrollment that's a great question I'm going to go ahead and address it I'm in dialogue with the um Phoenix collaborative team and we one of our top subjects and topics every time we meet is what can we do to possibly come up with an IGA or a memorandum of understanding from possibly sharing um the even smaller numbers at their the few neighboring schools that have decided to keep it and they are actually looking to Jeff Geyer because he has just leapfrogged over almost everyone in terms of his expertise and his leadership so the Phoenix collaborative is looking at sustainability of this option and figuring out how to share funds in ADM and Staffing um you know that that would not be a Turf issue but we could still offer this service for all 14 of our districts together somehow so we're in beginning conversations about this but we don't have a magic number it is significantly cheaper than anything relative to a full office staff or anything that require players utilities or facilities per se so we have another year with the Esser funds to continue to explore it's cost you know it's it's return on investment so to speak and I think that'll give the Phoenix collaborative Network a chance to really grow something um by this summer I'm hoping thank you okay love um yeah I mean just I'm in the thick of that um but um thank you for your leadership in this I've called on you as I am running an online Academy as well um and it's I think you know what's not talked about often is that going into opening an aoi and Arizona online school is out after the pandemic is really helping families understand and students understand that this is not emergency remote learning you're not driving by while we Chuck a device through your car window you know this is a commitment and I think it takes very strong leadership strong staff and of course amazing families and students who have said this is the right fit for me so I just want to extend you know a huge gratitude I know the work that goes into it and sometimes it feels like you're flying the plane while you're still building it and it requires a lot of flexibility as you figure out what works and doesn't work and have to Pivot so um just I'm really impressed and Amazed by the community you all have built which is harder to do online so I really loved hearing again from the students and the parents it's just very heartwarming because we do want to recognize that this is a need and a Better Learning opportunity for some of our kids so we want to make sure that we can figure out how that's sustainable and how we can make sure that we have that option thank you Mrs just the same thing thank you for the unique presentation um it really gave us a great view into online it's a little bit different than what we were kind of thrust into as regular Educators so it's nice that you found people that love um doing that job and families that love what you do and the students are thriving so thank you for the presentation and also that we have teachers from Mexico that's amazing um that's that's great and I know the school system is very different so they have a lot of different Insight that we can use as a benefit for us I I'm a product of half of my public education in Baja California so um I know how the kind of school system is over there so that's even amazing too so thank you for everything that you guys are doing we've actually traveled I've traveled down there twice to bring supplies and to meet with the teacher and the teachers down there and Luis came up here for the in-person testing day as Corinne described but uh so we've we've been doing a good job of you know staying connected that way awesome thank you thank you all right and that brings us over to that brings us over to excellencia school update thank you again Madam president members of the board excellencia is a school that Prides itself on its core values and going to come forward tonight and share how they're bringing those core values to life every day with intentionality welcome Miss Fisher and the excellencia team their shirts X cares thank you guys for coming good evening Madam president governing board members executive committee we are very excited to come and share with you tonight um as Excellency has put some things together it might be a little different this evening good evening everyone my name is Andrea zayas and I am the effective schools coach at excellencia it is my pleasure to introduce you to tonight's intentions for our learning intention we have that we are learning about excellencia's initiatives growth and progress toward goals we have three success criteria tonight the first one being as the board we can identify and explain excellencia's initiatives the second one we can analyze excellencia's growth and finally we can summarize excelencia's overview of goals we did at this point on purpose because we wanted to introduce some things that you'll kind of catch the connection in a little bit as we look at all the things that connect to excellencies four main goals this year there are so many things to highlight and celebrate we read it through read through and we have limited them to these six and before you you see a choice board this is used in a lot of classrooms as an opportunity to increase student engagement as well as to differentiate so tonight we're inviting you to be active participants we have in our cups everyone from the governing board and since there are four of you and there are six choices we have asked Dr dupin and Dr Lewis to play along tonight as well we have two of our ex-ambassadors student students who represent in multiple ways we'll hear a little bit more about them this evening too and we have Serenity yurias and almost uh no Corona Carmona there we go all right ladies Dr dupin what which choice would you like to have um culture culture [Laughter] oh okay I'm ready I like it good evening you have any more members my name is am I going to have to answer questions about this yes take notes please my name is Lisa Lee's here at excellence our excellencia ambassadors continue to demonstrate leadership on our campus they are the first friends that new students make as they give campus tours and explain our school-wide expectations they also welcome families for our evening events such as our curriculum night and our upcoming Winterfest recently they supported the youth Equity stewardship event helping to guide and establish the framework for open conversation around diversity equity and inclusion this event was collaborate better police event we've got to work together they learned more about individuals culture and background foreign discussions and more communication activities so Excellency of school continues to create a culture of open communication and restorative practices our students recognize the value and have taken the initiative to identify needs to hold conversations on their own here to speak more of that are Serenity and subject they restored conversation is showing everyone what is right to us it is important because we get to show we get to teach youngers how to control their actions and emotions we use restorative conversations by asking them questions and what causes that situation an important thing students should should remember from our restorative conversation is to be to be to be respectful to others and show respect to one another and treat people how they want to be treated our experience with restorative conversations is we made 40 decisions in the beginning of the year and we decided to change our actions and put ourselves in younger shoes and make a change and help them change for their own good because they are young still and we helped we helped youngers make better decisions and we took time to ourselves to realize we need to become better people and we noticed how we acted towards each other and we came to an agreement we needed to change because we didn't like the way neither of us would act with one another we've seen fifth graders in the need of our help support because we know what it's like being in their shoes we didn't like seeing the actions they were making and disagreed with their actions we as X Ambassadors we decided to stick up with the youngers and leave them in the right direction as we grew we matured and encountered others feelings because we want excellencia to be a better place we've been chosen to be Excellency about ambassadors to make a change and show what's right at all times president kariola uh oh perfect uh Gardens able to finish our Gardens our first Garden we have Korean we have two more to go but our first Garden has to added some winter plantings everything from brassicas to Chile Gardens and salsa getting ready to come off but we've also added companion planting and so when you're sitting and working with kids and they don't see why a tomato and a marigold should go in the same container it's really fun to watch oh that can happen I first came to acts um six years ago or so Brewer and I hooked up and got the garden beds going again and did a lot of revamping and put a lot of Blood Sweat and Tears into it and so it during covet and everything everything kind of fell off but it's been so great to be able to like repurpose the space again back the garden um it's a personal passion of mine to get my hands in the dirt and it's just such a great joy to see the kids being involved in it too and learning about the entire process from seed to harvest and then production and just watching them light up and find a new new passion for something that they've never been exposed to before my favorite question of the day when we put the Garden in this year was a middle schooler looked at me and he said wait we just planted food so to give the students a connection to that and the natural world just getting their hands dirty was quite a experience for some of the students who don't spend a lot of time outside the connection to where their food comes from and that they can actually create the lifestyle that they would like to lead in the future is eye-opening and a wonderful experience it's really fun out here because I will never ever had anybody to help me and when I was a little kid we had to do it by ourselves and yes the owl is real we went out on a planning morning and we had put bells in the tree and we were talking about oh I really like the bells and we turned them like I went wait a minute who put the owl up there oh it's probably just one of those you know get rid of the pigeons I said no no I put the bells up I didn't put the owl up and all of a sudden you can move and it was just such a wonderful thing that early in the morning and he just sat and we had this very quiet moment it's very unusual to find a great Hornell during the daytime like that so it was um really special all right ladies who's next um Miss Ayers go with the growth and David that's a good choice I feel like I'm Family Feud great joke great answer great sir good answer [Music] um we had Excellency we are so excited for the growth and you've seen this Gruff before as we've talked about Diana since the very beginning of the year but for us to have to be a b school it was a first time in our existence and so there's a lot of celebration in that we live breathe every part of our being is about the idea of Ubuntu I am because we are and because we are I am this was not accomplished in a single grade level it was not accomplished by a single person or a single team it is really the heart of who we are and it took the effort of every team member support staff to be and to do what we were able to accomplish last year so in order to look at this just a little bit differently it was important to us not to look at just what happened in third grade one year and third grade the next year because you're not really testing the same students so we wanted to look at what that went over time with the cohort so if you notice the little colored bands the third grade goes to the fourth grade and the next one so that was a 14 growth in a single year that was huge when you consider that last year we had revolving cohorts that were having to be quarantined teachers who were being quarantined and I went on and on it's a little bit easier to see it when it's side by side in the graph note that third grade didn't grow from the previous year to this year there was no test in third grade the previous because there are third graders it's their first year they get tested but it gave you a kind of a baseline of where they had been here's math same scenario same cohort comparisons but if you'll note in every grade level there was growth for our letter grade we are the only School in the district to have received all 50 of our growth points and we are one of two schools that was in The Double dividges with proficiency we're very clear that we have a long way to go but gone did that feel really good we know that there are challenges and things that we are constantly considering this year is still hard we don't have a true normal that we think of normal yet it's just hard social emotional needs are running High we have referred more students to crisis this year than we have in the 10 years I've been in the district we have Staffing challenges constantly we have construction disruptions not so constantly anymore which is awesome our Benchmark data shows lots of really good growth but we're also very clear where we have to go back and and really Shore up some things our littlest Eagles probably took one of the biggest hits because our Kinders as they've come in if you keep in mind that for two and a half years they have not been able to resurvey Services of any kind so they didn't get DDS or DDD support they didn't get screenings if they found a child who was born with perhaps a hearing deficit they might have gotten the first six months worth of follow-up visits and testing but then because everything closed down there was no follow-through with that so we've had several hinders who've not been identified and not been able to provide supports before this year and we know that we're going to see that for a little while longer but it really was Vivid this year in comparison when our Kinders came in and then of course our constant commitment is not a K3 literacy Focus we're a K-8 literacy focus and we're finding ways to support our students who really struggle with reading regardless of what grade they're in all right ladies we're ready to move what's the next one Dr Lewis thinking maps okay we've got a good option foreign good evening my name is Taya Stanford I'm one of the instructional coaches here at excellencia and one of our initiatives this year has been the rollout and implementation of thinking maps which have been an incredibly useful tool for students to organize their thinking it's not just a graphic organizer it's a way to organize their thinking um and it throughout content areas classrooms and grade levels we've been fortunate enough to have three teacher leaders help us implement this on our site Addie Welsh Jacob Anala and Tiffany corneli and they've been foundational in supporting their teachers with implementation but also it has helped grow their capacity and their efficacy as teachers and leaders on our campus and in our district um we are excited about the continued development of thinking maps in our school let's hear from Addie Jacob and didn't foreign needs whatever subject you're working on whatever um concept you're diving into there's always a different way for those thinking maps to be tailored to that experience I use a curriculum map that recorder to it's kind of like a bubble map where students see the connections between our readings and then our essential question for the order we did a story on character setting in events so we need a bubble map to explain to describe who the character was and then we'll check information from that map um to write a sentence so our character's name was Lucas and then we made an arrow to draw how to form a sentence so using one of the describing words these students were only asked to write one sentence in the community but they were actually taking it upon themselves to write a sentence using every single bubble so it was really cool to see them understanding the use of the map and um categorizing that information to make it a bit simpler I also use thinking maps for our extended writing projects for their planning um for example this border they use tree maps to organize information on a character and then use a flea map so a combination of a flow map and a tree map to actually plan out their each paragraph of their essay so that they can then transmitted to the right track the whole is that once the kids get to each individual higher grade they'll already have a concrete understanding of each other thinking abouts and knowing the different ways and the different techniques to work with any of that so now I think in general the thinking maps rolling out to all the teachers is beneficial because when everyone's on the same page the students can succeed can we have another contested please miss mix Jeffrey hi oh no I'm just following Along on board docs um so I got a little loss at the beginning I'm not sure what we have left is it Clarity okay discipline and Clarity would be the last two okay I choose disappointment good evening my name is Lauren Arrowwood I'm the assistant principal at excellencia school so I'm going to give you an update on both discipline and attendance so this year we've had a lot of success with the significant increase in student attendance this year so last year our chronic absenteeism was 21.38 and this year for 2023 it's 13 so we've had a lot of time space and energy this year to really intervene with the kids that were missing a lot of school and put interventions in place with students and families to really get them to school every day in terms of discipline so these are our office referral comparisons so for 20 21 22 these are our referrals for both teacher and office managed behaviors so you can see in quarter one of last year we had just under 100 and then in quarter one for this year we have just a little over 50 office referrals and this is a compare comparison with the discipline referrals that required office support So this year for quarter one we were a little over I'm sorry last year for quarter one we were a little over 75 and this year we were a little under 25.

and this is my prediction on what the extension will be 49 45 782 761. okay so again Levy what we asked for and what I believe we're going to get okay now you'll see it is an increase of about 2.2 million dollars from last year this is our actual extension last year in our operating funds the 43.5 million dollars so it would increase about 45.7 the increase here is about a 5.1 percent increase five 5.1 percent increase okay and that has to do a lot with new construction and that now when I calculate this I just use that number of new construction to 1.1 million I don't guesstimate on anything else just use that number so I believe that this is going to probably be a little bit higher even could be a little bit higher are you looking to invite both tax assessors from wine from monia wine from I have not done that sure I mean I've tried doing it before and I've never got a response from them you know because again what seems to be seem as an issue is the board basically said we're only going to go up five percent three percent CPI whatever that be and when they get their tax bill they are over 12 percent of 13 and say how can that happen and we don't do not assess the homes so I agree with that and but all roles seem to come back to us on that the district the school district so we have had in the past where the various tax assessors have came and spoken on that because you know they kind of defend us so to speak yeah and and we can do that I think you know one of the um I don't want to say problems but one of the difficulties is individuals understanding their tax bill yeah I guess but it just it's a difficult read but I can only imagine what the assessment has been in probably 25 percent more or whatever yeah those are the numbers people are going to see right right very high from last year to this year eav is going up and we have nothing to do with that right we do not have anything to do with the assessed values at all but I I'd point out as as Ken was pointing out um tax cap District like we are uh the the function of our eav going up means our rate goes down right okay that's not true with the home rule unit like certain Villages because they're not if their eav goes up that means they can tax form okay that's not true for the school district we're tax capped so if our EA like back in 2008 when all the eavs went down our tax rates went up but our Revenue stayed more flat are all three or four municipalities feeding into our district home rule I I know up I'm not sure I think up has a very high rate I think that's right I assume that they're and such as Park people yeah because I I remember part four is because the way the Constitution says for a village is if you're over 25 000 your your home rule if you're under you're not but you can reverse it either way by referendum so in the village of Park Forest hit went below 25 000 they put a put a referendum on the ballot and then they approve home rule I vote so I know Park Forest is homework okay it may be all yeah that's interesting if you can follow up on that can just say for sure the home rule municipality and then I'll pick it up again on what John had talked about and that is a reduction you'll see a reduction here in the overall rate from a 7.81 down to a 7.77 so again his eav is going up the rates are coming down and that which is what we do want to see okay so this is just kind of a chart that I put in there just so you can see the blue is actually the levees every year and then the gold is the extension so it'll kind of tell you that every year we have what I call balloon the Levee over what the ask is and then you'll see what we have gotten all along and again this is just an estimate so this is a chart and there's a lot of numbers on it but again I'll just kind of decipher this for you and this tells you what does it mean to a property tax owner so this is someone over here that has a home valued at a hundred thousand dollars is going to see an increase in their taxes of a little over a hundred dollars for the entire year and again this is School District amount this is not the entire tax bill just the school district's amount of a hundred dollars so you'll see I've broken it down into four different categories here to show you what the increase is on each one of the whole values so so you're assuming a four and a half percent increase in the property value yes but that it could be much more than that it could be less we could be that's up to the assessment but again as John says if it's more than that your tax rate will come down and I think it'll it'll level itself out you know I think I think this increase is still going to be about the same because again if this amount is going up this amount should be coming but for an individual taxpayer it doesn't that that rate is what we apply if their their property goes up 25 000 they're going to pay a lot more taxes if the property value comes down they'd pay less all things being equal their taxes should go up tax cap is designed to do is that their taxes go up with the CPI okay when when the tax cap came in in the early 90s we had a period where land values were going up much higher than Consumer Price values and that's what this is designed to do is to prevent you from paying more in taxes just because your house is worth more okay it kind of protected then the school districts back in the recession when home values went down um then the rates floated back up and it kind of leveled off the school district revenues so as far as the school district is concerned all else being equal um the just because vote value if your value of your house goes up but it's the same amount as all your neighbors going up then your taxes aren't going to go up higher than the CPA so yeah yeah maybe your house is worth more but if you're how if your neighbor's house is worth just as much more than your tax burden is going to go up any more than the CPI okay okay so this is a summary page I just kind of threw everything together on this one page here that you'll see you will see over here the 2022 tax levy 49 280.

you know how are we seeing growth through the years and so this is again this is a spreadsheet that I started to build just the summer um and will be available to whoever wants to take over them every time so it's about seven years left um so that's one what the state does make available to us as well is again looking at the growth model this is another chart that I think gives us a more accurate picture of how our students are doing so this is this is last year's MCAS uh exam looking at grade six the percentage of students who were considered with very high growth high growth and moderate growth as opposed to low and this they will look at how a student performed in fifth grade fourth grade and third grade put them into a category with similar students and then how did they do in sixth grade compared to that same cohort of kids and that's how they determine their growth so if we look at our numbers for moderate High very high growth those are pretty good numbers and that's just based on last year's exam okay so I look at this and I'm saying hey this is pretty good district line you know so we can look at 2022 numbers and maybe they're not as strong as 2021 numbers when we look at the growth we've got quite a few kids in those taller in those higher categories first of all I love the reduction of data good stuff guys so thank you I'm an English guy so this is foreign um so you mentioned uh that you know really the goal and the culture we want to create is around helping each student meet their vocal direction right which I think and I fully supportive um do we does the school system look at um growth on the individual role in the cat is that something that we do absolutely so when you know this again I'm just scratching the surface of the amount of data that's available to us through the state's website so I can I can break this down for each individual student and see their growth in third grade to 10th grade I can get individual reports in every single kid and we'll want to share those at the beginning of the year especially with like our case I imps and 504 so they can get into the special ed teacher's hands where those kids so we we do look at that it's just we may not share that publicly but we can't shares obviously with each individual kid but that is that is a level of data we're looking at one of the things to remember was to grow is that low performing through the special education kids kids on 504 is learning challenges can still have my growth right that that's what Daniel put me it does this is sure yeah it's also you've got the growth how are you combining and measuring the growth of the YouTube because if you've got high growth when you start from variable achieving score it looks great I grow it but you're still failing I'm sorry so how are you presenting that it sounds to me like I think we understand Tina know what's going on here right but how yeah it's becoming a communication issue again it's parents how are you going to sell those parents back to the portrait idea the plan yeah so this is the first step like this I love this channel it's in this growth uh achievement and growth scatter plot and I can break this type of data down into gender uh economic status High needs that you can do it on a district district like this is literally District or District I can look at this chart we want to see how we're doing against other districts if you want to do that we can do that this data is available to us this is from 2021 you can can see this is where we are we're in high achievement high growth District in 2021 these numbers were great actually very proud of that to Hunter was second in the state for our growth in 10th Grade we were saying in 2019 I know this year math was sixth for growth so when I see those numbers it's like you're doing something right and it's it's work despite the pandemic like this this was this was the hybrid year and that's our 10th grade scores and these are against you know you can see some of the other districts they put up here so I can also do this for within just the grade where our high needs kids versus our non-high needs kids where our kids who economically disadvantage all anything like that we can break that down this chart I love because it gives us a real quick snapshot of that achievement and growth together at the same time that gives us a way more accurate picture than just achievement by itself does that make sense yeah now to go even further and this is the stuff we really want to get a look at within our own departments the state shows this curriculum wise these are the standards um that our students have to do well with that we have to hit certain benchmarks with on every single test so this is the stuff that we really dive deep into within our departments how are we doing against the particular standards it shows us our district percentage the points that we earned against how many were actually available and then how we did versus the state again this is from 2021 I just had all that stuff available from the year past so it's this type of data that we spend most of our time with within our departments so that we then can look at how we're doing against the standards and then to break it down even further we can take these adjust your major the major categories this chart and there's a whole other thing to go with it I don't want to bother you with that this is every single question and it will tell you which standard it falls under and how we did we're in blue and this is the state how the state did on every single question so this gives us a quick snapshot of all right what happened on that question what happened on that question but overall for a 10th grade we're above the 80 mark of of uh earning the possible points and that was on a 51 Point test so it was 100 Point tests would be a percentage right does that make sense so this is where we spend a lot of our time is looking at this and then we can go and look at the actual questions about standard that um did that show us and then another thing I'm currently building too is the state does not make this available to us is how did a graduating class do with the standards through the years the state does not have that information available to us that to me is far more important to look at than achievement because it's in ela are we hitting standards year after year after year within that graduating class and that is something that I think will be beneficial for us to look at to have our conversations across the schools hey this third grade class is lacking in these areas as or that graduating class as opposed to this graduating class so it really helps us just year to year to what the needs of those students are so again this is just to kind of give you a snapshot of what we're looking at what we're presenting to you in January because we have a lot to look at um but it's way more than just that achievement that you know these are some links I provided for you in my travel point you just click on those and it'll bring you to some a few of the things that I I was able to pull from here all right so that's basically help us to be better teachers it helps us to look at what our students need is because Peter said that one slide we can take this apart in so many different ways and focus on particular areas to make sure that we're reaching out to all of our students so it's a great tool for us to use even more so and you get the reports about your child and it's good to see or it isn't and it sends a message but but the value the full value is for what we get as Educators about these tests I I want to just say thank you I'm proud to work with these these Educators Peter and John and Lisa in the room they are doing such outstanding where Peter does is he's emailing me into August I got the results and I already put them together I'm like wait wait we haven't started a year yet and he's already doing so he's ready to hit the ground with this what happened this year and I've never seen this before in this district is new started to talk the elementary schools and the high school English Department John's been focusing on literacy in a way that has not happened before I'm excited about I'm beyond excited about it when I listen to them they're looking at the youngest learner and Peter on the 10th grade is respecting the third graders results because it matters to him because they're going to come up same thing at least it is not only the science department chair but she's also the science coach for the Middle School and she's been working with Ben Gilman who is our science coach at the elementary school she's going over in March to work with the fifth grade team in a way that they haven't looked at before to look at the science with the science and caps and what she anticipate coming and what she's expecting to see you know it's going to come up for the Middle School whether we need to know how to do that that's that excitement is exciting and it's it's the beginning steps of the potential of what we can be doing here thanks to this Educators so thank you great job awesome job so do you have any more questions are you going to see a lot more of me in January I think the point that you and Carol and John 10th grade worrying about third degree we've talked before about Berlin worrying about Wilson Elementary that's the message I apologize to the 10th grade teacher because in six years your kids are going to be in class today that's the thing that I didn't probably put that together before I was here right as a parent you don't realize that you say my kids in third grade my kids in sixth grade my kids in ninth grade why isn't doing this or that the idea of having three or four separate schools three separate buildings has to go away and it has to become one one graduate from kindergarten to graduation day so when we talk about the communication piece of this plan that it has to be communication that I think is the biggest thing that was lacking around here at least in my experience just communication and applying and it sounds like you're starting to have a plan now so that's good that's the biggest thing communicating to the parents what's actually happening why you're doing this very great because in Tech grade you need to go through this test and we don't want to just do the test we have to do all on things so to hear that you know that's why we have this plan and when we get this big budget coming up that's what we need right thank you that was great thanks are you doing are you using that can you shut that off all right uh yeah thanks Apostle budget sure hey so in charge of Transportation again I want to thank the community for their patience with our buses especially in Berlin bus Korean boys So currently we are still scheduled to have a full staff by the end of January it's been pushed a little bit training's kind of gotten behind so now it's the end of January the unfortunate part that we are still facing is that and our team doesn't have any substitutes so when the driver calls out the only option is to either double up or run if capacity allows it or delay of run and have a driver go back after they do their first obligated run so if anyone knows anyone who's interested in driving please reach out to me and I can help you get in touch I do want to mention just so every Community is aware that nrt isn't committed to trying their best to attract new drivers so they have recently enhanced their benefits package and they're giving their drivers a six dollar an hour increase and they've added a paid holiday in overtime that they never stop before so they're really they really are trying um the other good news is that where's my kid app is scheduled to be released in January I am scheduled to be set up for a pilot program for it next week and then it should be released I had a brief overview of it and I think it will help tremendously especially with our current busing situation so parents can track any bus they choose and then they can choose a location Zone they'll get an alert when the bus lands in that location you can also flag the buses when they arrive at the school and then they leave the school I'm told that service shouldn't be an issue as as it's running off of the bus's GPS the only issue that we might have is in the parents house they don't have good service they'll have to connect to their Wi-Fi I want to reach out Beyond Transportation if I can have another updates okay um the previous app didn't work very well but I'm curious so they said the difference with this app is the way it connects to the GPS so it actually connects to the GPS on the buses and the other app was working on the towers which we don't have that many as we know what to haunt over um so that's why they feel this one should work a lot better and then with that app is there an ability to set send notifications like vehicle buses out like it's it's hard you know if you don't like all right it's 8 10.

358.3 overall in the district on page six it shows growth the state has a formula where we measure student growth over time now the good news is that here students with high needs are improving going from 44.8 percent up to 49.3 percent but we're seeing a dip with all students so that Trend we do not want to see continued so what are we doing about that we've already put plans in place based upon our reading curriculum uh the curriculum committee tomorrow we'll hear about decodable books that we're purchasing for our students and the training in the Wilson program and the foundations program we're already taking steps to address these issues and also with the hiring of our literacy coach at the high school which NES commended us for um that's also um in an area where I thank you for providing that support because that will help improve student achievement at the high school level as well and then math we already talked about um did their presentations uh you can see overall that we dipped there too from 72.5 to 66 points students with high needs from 60 56.1 to um 53.

a lot of it depended on the stock market yeah so on the market yeah that's why it's successful up we have to increase our participation contribution rather okay so so far with purse they haven't had to but stir their government a little differently and employees themselves actually has to pay more at this point they have been um for the last several years and then also can you remind me how how you come to get our interest rate so the interest rate so that the county will give us those rates so um from the Orange County Department of Education they will give us those information because our money is deposit with a County Treasurer okay thank you any other questions I have one on on the monthly enrollment figures from month one to month two and this year it jumped uh what 300 yes he did do you know what the cause was that what that big jump so yes as we can see um it seems like sometimes depending when school starts and a lot of the kids sometimes come back after Labor Day so that's one of the things we do historically with the same time so you know last year was within a day of us starting the same as this year so the year before that it was within a day or two of the same date so I don't know why what you just said would be valid well we well I mean I don't do it guys I mean and other suggestion I mean so I think we would you check with the schools and one of the things we asked them was if the kids are not there we asked them to drop them a little bit earlier now so we have a 10 day if they don't come then we also do a drop as well so I don't know that affected those numbers if the kids from in the prior year like if they were just there but I mean nowadays they're not coming then we're asking them to drop them earlier we we've been more proactive this year to make sure that we're counting the right numbers as well but aren't we also doing things to like we're actually visiting homes yes they're also doing that so we don't want to just drop them unless we know so no they're good so then we they have a placeholder and then they they will contact the families to make sure that the students either are they here or are they not coming and so that's probably also helping as well okay I know that that's um students or services that department runs that those programs thank you thank you team thank you thank you for your report and all your hard effort there keep it solvent okay okay thank you thank you thank you Nancy next is uh item 12 public comments and looks like most the public has gone but we have three names here we'll see if they're still in the audience uh one is uh Mansa Bermudez she's gone Maritza where it's up to oh Marissa I'm sorry that's an i Maritza Bermudez okay so that's that's left okay not right okay how about uh Jose Lara still here that's stranger familiar thank you very much Jose Lara coordinator alternative education principal at Gilbert High School thank you board members for indulging me for a quick second I came here tonight to publicly thank algebar and um Doug chafee I'm on the board item tonight is an acceptance of a donation of forty thousand dollars that was helped to help secured by Doug schaffey for our parenting pathway Rising Sunshine over at Gilbert High School it's an amazing program with a lot of our teen parents are a part of that where we give students a second chance let me rephrase that because at Gilbert sometimes we say we give students a second chance but actually they give us a second chance um they give us a second chance to give provide them with a an education that they deserve in our Rising Sunshine program our parenting pathway we give students the skills that they need to be successful parents to be successful in life we focus on the five C's and more than anything else at Gilbert High School we focus on compassion um really quickly we have a student I'm going to change your name just for for privacy reasons but um she's a student that has auditory um um processing disorder which means it's difficult for her to learn and it takes her longer she has a young child in our child care center she's part of our parenting pathway she's passing all her classes right now she's 20 years old She was recently in a domestic violence situation and we're helping her out and our social workers are working with her and I'm going to be so proud when she graduates at the end of the school year at Gilbert we have another student who uh who isn't part of our parenting pathway but uh our Outreach worker because she wasn't coming to school uh went out our social worker went out and and had her come in and spoke to her and try to find out the true reason why she wasn't coming to school her father was incarcerated and as she cheered up and told us our story her story um we told her that we'll get her into counseling we're going to help her out so she stopped coming to school and her mom was in the room with us and she told us a story about her father how she was incarcerated and how that made her feel and how she couldn't stand being in class because she was thinking about her father and what would happen to her she didn't choose her father she didn't choose a situation at Gilbert we do whatever it takes and I come here with just a ton of admiration and appreciation for the supervisor chafee for our board members for our staff who is providing us with additional counselors and said hey there's a need here it is at Gilbert it's the equity work we Define equity as supporting those farthest away from privilege and by privilege I'm just talking about having parents in their lives I'm talking about having a stable home just gratitude for those simple things that some of our students do not have I'm so lucky to be at Gilbert and I just want to come here on behalf of the entire Gilbert staff to say publicly he's not here right now but I know that he'll get this message and we're going to invite him over to Gilbert when we purchase the equipment and stuff and we're gonna do all of that but also to the board members who consistently when staff has come to ask for your support you have always been supportive of alternative education and always been supportive of our students that's the equity work that we love to see that's the C for compassion and in Gilbert we do whatever it takes so much gracias thank you very much I appreciate y'all thank you I don't know how many languages I I wish I could say thank you to you in from the bottom of our hearts I I think I speak for a lot of people do a wonderful job next we have and I'm sorry I'm going to butcher the name ready say it slower thank you yes um so good afternoon I'm in buenas noches I'm from the obsidian knife Clan and heart of the mountain Clan and the Running Deer Clan I'm just here to thank you all for um we were a witness to a presentation by Jackie Nunes which we happen to know for many years she's from the hachiman nation of San Juan Capistrano and we were there present but I want to thank you all for allowing her to be to speak to the students high school I graduated from Anaheim High School class of 98 and um we didn't have Native American history or studies we weren't being taught the true history of of the land before the colonists with all your due respect and we we had Chicano studies Chicano history that helped me a lot I was here when I was 12 13 years old speaking here at the same school board right here and here I am 42 years old and I'm with missing something that's going to help in create high self-esteem identity for our people and all people and we educate and teach each other but I want to thank you a lot from the bottom of my heart but I want to first thank Laura Daniel De la Torre that created the petition decolonize the calling petition we have almost 11 000 signatures people are still signing people still reading and presently we do have a tribal member right behind over here from the Kickapoo Nation Chavela federally recognized she was there also and it was really nice to see that as he's a witness to what you guys are doing and she's reporting this back to her tribal nations in Oklahoma Texas and they have another band in Kuala Mexico because we didn't have borders we didn't cross the borders borders crossed us but thank you so much um I just hopefully we can keep working together in our community Through ho thank you for everything you've done and everybody here you know and congratulations you're another president but I also want to deeply thank algebar because uh it was very historical for what he did he it was courage and and like matsura said you know we don't win or lose you know sometimes we have to take that step in and have that courage which we call with children and now what language it means a hummingbird it means someone that takes um initiative and moves like Olin but thank you so much and I had a zoomi with Senator Ramos uh yesterday morning with a lot of tribal leaders Senator Ramos thank you I know you're watching right now Senator Ramos created the bill ab1073 a b 1073 was a bill he was the first Native American to be elected male as a senator so we're not allowing the state to teach us our history we are allowing our own people like Jackie yes or Tango Regina Carmelo that helped us create indigenous people as a committee and Anaheim with the city council thanks to Dr Jose Moreno but thank you all again and with time we will heal and with time we will learn and teach each other and thank you so much gracias thank you thank you I just had a question sure I don't think you've ever stated or I have if you did I don't remember how many people uh speak the language that you speak wow well I would have to speak to chavel about the statistics but there is but I mean in Anaheim there is a thousands or tenths oh more I would say honestly maybe 13 000 in Anaheim just in Orange as well um so but in Anaheim there is a lot I speak now what a lot of us Chicanos or Mexicanos mexica is the correct way to say Mexican do speak now what some of the words in the now what language and I do teach Nawa Texas it's uh connected to the some of the hachiman words some of the Tango words and some of the um Hopi words Shoshone so it's a big family it's a big linguistic family that goes to kawea in the reservation which is Riverside and Senator Ramos is actually kawea from the kawea nation and we actually talked about how you guys are being uh uh very um understanding as far as having us or having a tribal members speak the original peoples here in Orange County and so uh but there is there is a lot of us here that speak next time maybe I'll have the statistics numbers for you just curious oh yes yes and I think it's important because that's what you know we educate ourselves and share and teach each other because some of us might not know some of you might not know you know because when we're fighting for the culture and hair speaking at the culture and Heritage commission with writer it was they wanted they didn't even know this was or that they existed that they were state recognized they don't have any federal recognition yet but they're working on that but thank you for that question and and I'm more than pleased to help and guide you guys thank you thank you okay moving on to items of business the this helps fund I think most of the principles are the ones that work on this it is part of their plan and the principles are the ones that are given pretty much autonomy on writing how they're going to spend it to increase and get out of you know uh School Improvement and with that most of them in Spring and math interventionists will will uh fund half of it out of the script and then the other half usually is either out of uh impact date or uh next ipea this is just a snapshot of what we've done talking with our ESS director he's now taking over some of how he wants to see a little bit more how he wants to spend with our ESS students uh which is kind of nice because he knows the program and this year we're receiving 230 000 but we also have another 43 000 that is given under the American Rescue fund that fund will go away in 24.

so you might wonder why the big jump so we have a lot of celebrations in terms of discipline we used our Panorama survey from last year and we realized that there was a big need for clarity in our school-wide expectations so we had um four teachers from all different grade level bands work over the summer we worked every Friday in June and we put together clear expectations for the teachers for all of the different locations in the school and in addition like Ms considine mentioned for our culture we are really working on the restorative piece so really changing the mindset of teachers and our staff and our discipline team to get away from the traditional which is more punitive and then go towards that restorative piece which we call ex-cares at our school and that's just really focusing on people and relationships plus the accountability piece for when harm is done in the community so so with discipline we have three different pieces an instructional piece where we're teaching Behavior as a change agent the reflective piece where students are really reflecting on the behavior and how it's violated different relationships and the community and the last piece is the restore restoration piece so how can we restore the relationships that were harmed and and fix the Damage Done in the community thank you Miss Michaela for picking clarity I lost my choice quite clear on that so my name is Kyle hammerquist I'm one of the instructional coaches at excelencia and I hope I can make it clear what we mean by clarity as well as what our goals are hopefully you've seen through the presentations that a big emphasis at Excellency is on social emotional needs and students taking ownership of their learning and the environment and culture and that's what's helped us as coaches to push academics forward so for my session uh section I want to take you on a little journey as to where we came from with this idea of clarity and a couple years ago when uh move it hit you guys all know um it kind of disrupted the learning environment as we know it and the educational landscape changed we just yes just a little bit we just got this witness a fantastic uh presentation of some of what came out of that but what it forced us to do at our site here I am coaching and everything's online and I was like I've never taught online so let's dive in together what that could look like so you'll see what we started with was the distance learning Playbook we studied that because we're like give us whatever we can to try to learn how to do this to the best of our abilities and what we found was good teaching practices kind of transcend online in person anywhere else and so it kind of forced us and you'll see over the next couple years to do an introspective and peel back everything else and what is it that we can focus on so that we can have clarity as teachers and ultimately the teacher Clarity piece and you'll see up here as well we as a leadership team did a book study on the PLC plus that we've been starting to adopt a little bit in our plc's as well to go a little deeper uh that's in our plc's is where we look at the standards we look at our curriculum and we get clarity as professionals on what we want to teach our students so that our students have Clarity and what they need to learn and then we dive into the success criteria of how do I know that I've learned it and that's for the students as well as the teachers so we've been really trying to to hone in on what are the main pieces and a lot of that comes from John Hattie's work if you're unfamiliar with it I'd be happy to talk any other time I know we're running short on time but suffice it to say that at a 0.4 or higher our effects that anything he studied a lot of effects on student learning and things in that blue category are said to have in research push students a little bit farther than a Year's worth of growth so the point four being that average site and so some things that we focused on as a school classroom discussion and a lot of these things you'll see in the classroom but the stuff that we wanted to focus on classroom discussions has been a big goal of our district for many years and we wanted to continue pushing that forward not only does it deepen understanding with our students but it also gives our El population a chance to speak and learn feedback is another piece that that came out of our IAP process so all of these we didn't just take them from this we saw a cool chart but it was paired with Danielson that we have in our our district as well as our IAP findings and these are the three that we wanted to focus on the feedback and data and assessment and part of what that looks like this year we've got back to and our plc's really looking at data we have a data wall we move the kids around so we can really see and and look at how they're doing and how they're growing and then teacher Clarity that's been a big focus and if you look remember back to that timeline right after and online we actually started with this is really trying to have in every classroom learning intentions and success criteria and so when we go in it's part of our look fors and what we just started is trying to kind of have some data around that as well so when we go into the classrooms we like to ask students before we leave what are you learning and we're hoping that they can answer what they're learning and not just what they're doing and so we have a little kind of a little spreadsheet that we keep track just numbers of how many kids in our school of the ones that we asked could answer that question of what they were learning it started with a baseline a couple weeks ago like I said we're still in this process moving forward but at about 66 percent last week we were closer to about 75 percent of our kids that could answer that but our hope and our goal is that 100 of our kids in every classroom could answer that question and to give you a little brief I know our time but brief uh understanding of what we're looking for and what that looks like in the classroom you'll see a little bit of kind of some teachers leading that discussion at the beginning and some students answering that question started learning to classify new absolution we are learning about order of operations and that's criterate into the way and according to get what do you need to do to be vegetables identify an action verb in a sentence so we'll know that we do that when we can identify what an active verb is and explain how that that's it you get learning today today we will learn about classify new Solutions what are you learning today the last time foreign [Music] thank you thank you for participating with us tonight thank you for sharing and celebrating with us and we would love to answer any questions that we have I don't have any questions right now I just really want to reiterate how important that piece um the last piece that you were talking about the clarity and the going back and forth with the students um I didn't have that growing up so I think a lot of miscommunication and a lot of stuff can be caught if those conversations are being held in the classroom with the kids so I'm just thankful that you guys give the students an opportunity to have that dialogue back and forth instead of looking like an authoritative classroom you know where it's like no this is what you're going to learn and figure it out so that's that's awesome that you guys are doing that thank you I don't have any questions um just I appreciated the different format um and really the between this and the school visit I was able to do releasing how you 've been very intentional about that shift in the you know discipline in the relationships all those pieces and then Mr hamquist kind of brought up my favorite point is that best practices transcend they are the same online as they are in person and um really helping I think the last few years our teachers have been through a lot and in a variety of ways but to the level of you know and as I worked with teachers as a coach at the time starting to doubt themselves and starting to second-guess themselves um and and their craft and their art and what they know how to do and so I think it's just very clear that your staff and your team are I've worked very hard to make sure that teachers know you know you know this you are doing the right thing so I appreciate that intentionality Miss mcsheffrey did you have anything to add yeah I have a couple questions um first um do you do you have a practice of um calling parents to pick up kids for behavioral problems and and come and take them home and if so do you keep track of that data um yes we track all data that has to do with any student who is being seen in the office for a referral which would include if they were um you removing from the school is not a typical solution we prefer to relocate them on campus so that they are allowed and still participating in learning okay um and then I'm assuming that the biggest challenges you face um are Staffing and some of the challenging life circumstances that our kids face um if I'm wrong on that assumption please tell me and and if not what would you say your third biggest challenge is wow because those are two really big ones um I know I know for our neighborhood right now there's such a transient nature with the both gentrification as well as families that have been displaced um we have a much higher number of students who are shared homes or several who are living in cars that we are trying to help support so just um basic Living essential needs is a really big one for our families but the social emotional then goes with that one young lady a teacher was really concerned that she was wasting time in his class drawing and doodling and he was getting frustrated because he took it personally and so he went to one of the teachers that he shares her with and she said well let me see if I can find out a little bit more she said so when you find yourself doodling what's happening she goes I'm just sad I'm sad and I'm worried and she started to open up about some things that had been happening that personally at home it had nothing to do with school she loves being at school but she finds when her mind goes that direction doodling helps her come back to present place and so it's those kinds of things that we find out of the ordinary and we it's just being able to piece together some things and do the investigative work instead of just assuming a malintent we assume a positive intent and for most of our kids those are survival skills thank you absolutely any more questions Ms McCaffrey no okay just wanted to make sure thank you for the explanation I just I had a talk with someone the other day that you have to find out where our kids are coming from our kids are experiencing an immense amount of trauma and normally they do not have ill intentions um in doing things and it's fantastic that that person that student Knows A coping skill right um so thank you for the presentation I was a little worried at first because you had popsicle sticks and oh my gosh like I do this to my kids all the time um but that was very unique and thank you for sharing and congratulations on your scores again it was really amazing um how well you guys improved last year especially during a very hard time when kids were a little bit more wild and crazy and they kind of seemed to start to settle down a little bit more so hopefully you guys will keep your roommate and so thank you thank you very much thank you and Madam president just to highlight very quickly the student artwork on display this evening comes from both excellencia and Creighton Virtual Academy oh awesome and teachers and students are so proud for the opportunity to share their artwork with you in the space so thank you for creating that thank you I'll go look at it right now well if I can move but thank you all right that brings us to Future agenda items I do have a question um I know that we have a executive session on January 10th with the superintendent mid-year evaluation um is that still occurring okay I don't have any future agenda items I have a question and I have a future agenda item um question about the curriculum management audit RFP is that will that RFP states that this audit will be um presented directly to the board um like the findings will come to the board not um superintendent's office member Jeffrey this is Dr dupin um when we put out the RFP we'll specify how the report will be shared the typical practice is for that information to come to both superintendent and to be shared with the governing board but the the raw findings will be presented to the board okay so so I know that's the typical way I I want this to be an internal audit which is Again by an external company that's presented directly to the board so that um you'll get it you'll get it directly and an internal audit has a different connotation to so instead of Eric running his own internal audit which he does regularly the external audit will be presented to the board directly right so an internal audit is is when a organization is large enough to have their own internal audit division which we do not and the internal audit division reports directly to the board not to the organizational staff leadership so I don't want um there's no point in doing it if if it's not done that way so I guess I I think you understand what I'm I'm asking for because that's specifically what I asked for when I put this on future gender items like close to two years ago now um so I I wanna I I will not be interested in in seeing it if it's something that gets to go back to superintendo's office and then gets the be tweet and um it will be presented as the raw findings okay and then um I did send an email today what I actually think is extremely high priority is um an audit or investigation of our special education practices because I am concerned that our current practices have morphed into something that is not the most beneficial for our students and I'm also concerned that we may not be following state and federal law so I feel like there is a matter of urgency for that and I feel like jet also needs to be um and independent um investigation that reports again directly to the board yeah what I'm thinking there and I've been talking to Dr Dubin about it for a little while is let's begin with the last audit in mind then pick up where things went with the state monitoring and then what took the district through and out of corrective action and then begin with what I think will be the next appropriate move to move to a special ed audit again eight years later so it's a good cycle to study and I think you know we've heard certainly through some of the comments made during the study session earlier today that there are certainly concerns relative to Staffing and continuity so I appreciate and agree with with the Readiness that we have Okay and like I said it's a matter of urgency for for me um so if the curriculum audit needs to be bumped a little bit lower um I would like to see that happen sooner than later thank you let's take a look at where we are with staff thank you and Miss Jeffrey I saw your email too so I'm aware of the situation and we'll we'll follow up thank you you're welcome uh Miss Ayers do you have any future agenda items all right um You said you didn't read oh you did you I'm sorry go ahead scenario I might have to come here for January 10th okay so mindful of the order okay awesome all right or clone myself and with that being said I moved the governing board adjourned thank you everybody have a great night second oh I'm kidding second all those in favor hi hi thank you

again I thrown into bonded interest so you can just see everything what my estimated extension will be and then what the tax rate will be along with the effect on each one of the houses or in your presentation and I've seen it you know not only here in the school district but it's almost like a robotic or a rubber stamp it says that CPI we wanted we want to capture CPI we do not want to capture less than CPI because it's compound year on year and we lose that compound attribute of those funds so can you ever see a time that we do not capture all of CPI no I'll be I'm gonna be very hesitate a little bit to think about it here and here no no you don't have to make me think about it and because uh this is what I'll say Mr Brown because of the way the property tax system is set up I think what you have to do is capture all the revenue and the operating funds and then if you're thinking about scaling back Abate the property the bonded interest fund a lot of districts do that yes yeah if you got if you got money right now that you may not be able to count in the future but you got cash in the bank what you can do in what a particular year is just what Ken describe is you transfer some of that extra cash operating fund money into your bond fund and then you cut your bond Levy it's a wash but it protects your taxing Authority into the future so you don't have that compounding effect but you can give the taxpayers a one-time break but only do that if you've got the cash on hand to do it but that a lot of districts do that so it goes both ways we go that way you give them a one-time break but if we go with the CPI and we lose that CPI the district lose it but at the same time that's a break for the homeowners forever yes exactly right exactly right so I I don't know again we can be really really financially that much more healthy if a lot of these tips were expired we can get all of that business property on a payroll you know on the tax roll here and back into the district and then we're talking about a whole lot of money there and I was just saying do you foresee holistic I don't want to go back and I'm talking about um historic data but futuristic forecasting that there is that just a cut dry say this is the way we want to go we never want to lose CPI we never want to lose that regardless on how our fund balance look no matter how good our Surplus is how much revenues we got in sure you know we just knocking out of the park with our revenues that's just a cut and dry in your opinion right now we will capture CPI no matter what I would always recommend you because we could be what what what if it's the time we have we are debt free right well that's that's a whole different situation personally and everybody you know I at the way the system is set right now I would capture my recommendation would be to capture all of CPI and if you want to Abate Abate in bonded interest that's my recommendation to you that's what I would do Atlanta and it has the same effect but you're not losing that compounded effect that's all and if there was a situation where you are debt free where the district is debt free at some point then I think you have those discussions about whether you capture all that money or not and that's the whole difference I mean you have many districts that are debt free so I'm just saying I'll leave that next okay I'll leave that alone thanks Ken sure no problem Mr Brown all right let's talk a little bit about the property tax relief Grant uh so this is something again that was established as part of the evidence-based funding model school districts with high tax rate with an opportunity to lower their tax Birth by replacing it with a portion of property taxes again abating property taxes is what uh they're talking about we currently ranked as our preliminary numbers we currently rank 40 out of 851 School Districts The 39 school districts above us total of 56 million dollars that they could get now there's a pool of 50 million dollars I don't know if we're going to be able to get it because you still have to request that money and John is more familiar than this with this but you have to request it we have a maximum that we could get of about 4.1 million dollars that we could get through this grant so it just has to do with if the money is going to be available come on Ken you had us this looking at our chops and smiling and going guys conversation with John and he sent me over the place and we just saw them because I I here we was giving each other high fives wow you know but I don't understand how they're calculating this because there are districts on this list that continue to be on this list for three times four times three times in a row the three times and the next one in line yeah most of them are repeats yeah but you know I still recommend that you apply because you never know okay it costs you nothing to apply and then we was tasting that money yeah and if for some reason enough you know six or seven districts out of the first 30 there don't do it and there's a chance they won't then you might qualify and basically what it does is if you Abate your taxes for two years by the rough amount of the grant then that amount of that Grant permanently gets added to your annual evf funding that's what it's designed to do you could you did last year but no it's the thing is supposed to uh it's supposed to lower your rates part part of the issue part of the issue here is when you qualifies because you have high rates and of course so Southern suburbs have notoriously High tax rates you go in the north suburbs of Chicago and you know their their tax rates are nowhere near this so none of them qualify yeah so this is these are the preliminary rankings now what I couldn't do is I tried to go back and see if I could find the preliminary rankings in previous years versus what the actual rankings were I don't know that all I saw was when I looked at the first year which I think was 2019 we were on the preliminary list number 97 I believe and I think we ended up somewhere around 50.

let me look at my email there's no bus today so you the parents can set it up by bus so they'll be able to see say your child's on bus Berlin bus one they can set it up so so they'll get notified when Berlin bus form starts the bus in the morning so you and then you'll get notified you can also get notified when it leaves and then when they arrives at the school so that's how you'll know yeah I actually um I did a pilot for this I've done here comes with us and then I did a pilot with us last year put this out oh yeah where's my kid um where's my kid yeah um to my house all of a sudden I was like why is it stuck there and then all of a sudden it would be around the corner for me but as soon as I saw it near Green Street I just I would track it this was over a year ago so it might be running off the GPS and not the cell towers anymore it would give me a heads up that I should start heading up right the only issue I had with it was if they used a sub bust sometimes it wouldn't show up but as long as you're not relying on the app it really is just a helpful thing it's really a sense of security and you know kind of like oh good the bus is coming especially when they're when they're late but um I think people need to realize that nothing is perfect but this is a very good app it's better than here that's a very good point because it's faced by the bus yeah yeah so the bus breaks down they go to a different bus yeah in a comment on the bus situation um I get that we're not unique in the bus situation this is an endemic I think issue across probably a number of communities um I just and I know you're you're doing your best Nancy a lot of this stuff is out of your control to an extent and we're under contract with nrt so we um but I would ask that you just uh do your best to hold nrt accountable um there's a couple of you know I'm sure you have pulled your hair out and chewed off your fingernails over this as much as um the parents in the community um what what is concerning is that um you know you mentioned that nrt has no substitutes right right and when um you know we've chatted about about the bus issue and uh about a month ago they were you know short just short of declaring Victory because they found a bus driver for for Route three in Berlin right um that will still leave them without any substitutes right they just have the adequate the minimum number of drivers so um I'd encourage you to ask you know try to get more than that um to push your more because one of those drivers calls in them hundreds of families in the community or you know heavily disrupted um and then of course it's disappointing to hear that um you know the initial onboarding was four to five weeks right for that driver that was four weeks ago and now we have another six weeks um it's hard to imagine how sideways things could have gone to have gone from a four to five week five week process to an attended process but please keep the keep the fire on them if you can be the squeaky wheel I know you are uh with them they know me well yeah it's just um we definitely need to discuss our options at an appropriate time when does the nrt contract up I think we have two more years of double check it when I'm quite sure is two more years what um do we have any any options within the next two years so they they can just simply not provide the bus service there oh and we made up front of course I haven't paid October or November I asked for the invoices to be adjusted for I mean we've been definitely not buses pretty much since September right um they haven't gotten new invoices to me yet but offline a little bit and I'm still holding one I'd love to understand with their contractual obligation is community and I can take a picture of contract with us sorry could you share their contract with us yeah yeah but I can re-share it so you guys that would be great yeah yeah I'm curious do they say you know you said onboarding and they're training new people is that is the training four to five weeks or is that including so training can be very time consuming the reason as to why it got delayed is because the person who's being trained hasn't had the time to attend all the trainings that they would have liked so therefore it's been a question so and then one and one of the people is out on the game but that's still okay supposed to be lined up to being as of right now returning but life happens and we all have seen that probably so it makes me nervous it won't lie and so one of the lessons to say bye yes yes to me yeah that's the one that should be cleared that one's set to supposedly set to be all good when the person comes back from leave the one that's going to get delayed today but that substitute is currently doing plus five we're not going to lose him so that person is actually a CD instructor that's these two instruct safety so it's going to go back to his real job can you give us a link or anything so we can put in our newsletters okay you've gone over the increase pay and the benefits maybe because I know I have a parent driving of Wales yep absolutely It's gotta be a way I know Carol you spoke about this Sunday we're not a big community against us that is exactly because I feel like we talked about this larger towns no no no I'm thinking about I mean we have no drivers whereas more at the mercies yeah so now we don't have a driver for Berlin bus three until the end of January so some kind of carpool I mean there's so many cars that get dropped off carpooling safety like I know it is there has to be a solution here to the parent groups yeah I think it's very I think a lot of parents are starting to take it yeah that's why I have drop-off lines I mean I can speak for BDS Mrs sales and it seems like it's longer every day all right yeah can we put this on the town page um because I don't know if that's been done yet um do you know what I'm talking about Laura the Boylston area yeah on Facebook I'm just thinking like you know we talked about this I know it's it's a part-time job so you're not going to get somebody that needs money doing this you're getting retirees that are looking for something to do and make a little bit of extra money you know you might get some people are like oh I didn't want to get the germs and now they're like well for that much money maybe I don't want so I'm just wondering if we can get the word out on that Boylston I don't know if Berlin has a page yeah all right because I I haven't seen anything on the boils today I would take you know my newsletter probably do but I would just take that all right I'll do that yeah spread it around as far as you can yeah the only way to solve this right now is to help our own District like yeah somebody in this town we are the only ones I mean modern world has 41 buses and they have 30 drivers so that made me feel a little bit better about ourselves because I'm like okay but yeah so we're not they you know we know that you know but that's what I said to myself we got to solve this ourselves because they can't they're not and that's nrt so that shows you how many drivers I did find the contracted it was drafted or at least shared out on the 14th of April 2020.

so it as we say to our staff it's time to re-center and get this trajectory to move upward moving forward on page eight again we see that dip in math gross and we have we've identified several reasons for that and you know that we hired an additional math instructional coach for the elementary school so each Elementary School now has a math coach and that certainly is helping as well we've also provided additional professional development this year at the middle school they're using a program called Bridges and we weren't able to provide that professional development training in 2020 when the program was first implemented because of the pandemic so now we're providing that training and we know our students will improve their math performance what's really important is on the next page page nine so this shows the number of students who are chronically absent and chronically absent is defined as being absent for nine or more days so when you when a student hits that tenth day of being absent it doesn't matter the reason they are deemed to be chronically absent and we have to report that to the states so you can see how we've spiked out with the number of students who are chronically absent over the last two years now students who are quarantined because of covid they're reported as chronically absent so we can disaggregate that data but the state doesn't do that we just report the number of students absent 10 days or more you can tell this is an issue so we have plans in place this year where um staff each school has an attendance committee and staff meet to look at student attendance before it hits that day 10 um that they 10 10 level so that we can intervene and hopefully prevent students from being absent that much now if they're sick we can't prevent that but we couldn't prevent it for other reasons mental health emotional health and so forth I didn't want to forget um do we have have we been able to look at the data and break out whose absent for being sick who's absent for mental health issues absolutely we have we have internally okay but the state they don't care about I mean but for us like how does that reflect in this in this uh spike is it illness is it the threat I mean yeah it's both much of it was illness or quarantine due to covet and then the other part is anxiety overcoming the school because of Governor generally said yeah I can't be as specifically they had no idea for other reasons but certainly the schools you know that's one beauty of Canton the schools know we know every student and that's why they're absent good um we're working on hiring um the student engagement and family coordinator we're having second round interviews coming up shortly this is the position you approved in the fall we have not found the right person yet but we're getting close and you'll recall that one of the important job responsibilities is student and family engagement as it relates to attendance so we really are trying to work hard on this and again we're not the only School District that is struggling with this however um this is a major factor that we don't want to see again that's Mr Campbell's replacement that's right the choice liaison is part of that acquisition right there last year if you were home five or six or seven days Kobe quarantined there was no online option you're right here before that's correct you were home vendors for quarantine you know the option of going online yes that's correct John and I agree with that that doesn't make sense but I did want to explain the data so when you see this you'll understand what this means moving on to page 10 um some good news College and Career readiness um the state would like us to be at 75 percent we're hovering around that 75 percent this is the percentage of students in grades 11 and 12.

thanks uh another one for ESS students is the preschool we don't get much of that one we normally get about 13 000 every year uh that usually covers about a 0.5 paraprofessionals and again we have the American Rescue plan allocation as you can see it's only 3 000. we'll probably put that into supplies so that way schools that have our ESS students can either buy that or the department we can actually buy stuff for this thanks our CTE program uh actually this one went up below we were only getting probably about 40 000 so we went up to 60 000 this year and I believe we might get a little bit more and our CT even though Mr wetch isn't here he still helps us out he is like the master Guru Jedi Master guy a CTE and you know everything that goes and be they're reporting and the the grant itself uh you know it's very tedious and he knows it like in his sleep so it's just much easier to pay him a small stipend or a small uh hourly and he only puts in probably [Music] if anything like I think last year we paid him about seven thousand dollars and he did all our everything and it's so worth it because he understands CTE he works with our CTE folks and our j-tip folks down in Tucson uh he actually you know anything we need pretty much he's the one that we go to um so of that allocation we did we're getting sixty thousand dollars we're getting three thousand he still uh is more of a mentor towards the teacher that we have our CTE teachers he's been a mentor there he's helped uh the school principal as well to make sure you know RCT program has been up and running and yes our first things first we have been very fortunate we keep that going we have about 16 uh the last I heard I think directly if I'm wrong Senator smart uh 16 scholarships and 18.

so they're like 40 schools that didn't apply for this thing so I I don't know what's going to happen I I honestly don't I thought once people this is what I thought once people got this twice they were off the list and it became part of their permanent evidence-based funding but they're back on the list somehow I I don't know how I just don't I just remind me sure what was our evident-based funding how much did we get extra this year was it uh 750 000 extra okay because we're back on tier one now and we lost that amount roughly the year before right the year before I believe was the covid year where where they did not give the extra money you just got your base amount okay you didn't get the extra money but I thought there was a component based on enrollment there was one year that we we went down to level two uh and only received about four hundred thousand okay yes all right okay so here are the next steps uh first one is passive resolution authorizing the submission of an application that was done at our last meeting did that I've applied uh the application went in on the 25th of November um I keep on checking to make sure it says that we submitted everything so we're all set there will be a determination oops I'm sorry there will be determination in January of 23 of what schools get the money and then if approved we would obey taxes either in February or March uh I did this because I wanted to show what it would do for a property tax owner because it does save the abatement will save the property tax owner some money so what you'll see here is I've estimated that we would receive 3.5 million dollars and then we would Abate that amount into debt service so if you remember from my previous slides this is the amount in debt service and bond and interest fund that we would get we would say we don't want 3.5 million dollars it would end up as this amount it would reduce the tax rate from 1.6138 to 11431 in the mount and would save the property tax owner 20 to 75 dollars for the year including the increase so remember that hundred dollar increase on the on a hundred thousand dollar home would not have that increase there would be and it would save an additional 20 to 75 dollars also because if you remember I'm abating this amount and if you remember the total increase was 2.2 million dollars or something like that that I said we would get additional operating funds so it eliminates that increase altogether and it gets us also gives us some more money to to go back to the taxpayer with are you still using that based on 150 000 home those numbers yes these are savings this is just a tax rate it's not as far as the dollar the monetary yeah well invading it on a hundred thousand to two hundred and fifty thousand okay so depending on what level you are go in high-end okay yep okay so any questions about that I thought so let me talk real quickly uh about some new financial reporting requirements that have come out so there's a lot of words on here but I do want to go through this as part of the Illinois school code code now at a public hearing which is School District certifies its annual budget and annual Levy which is right now one of them the district let's disclose the cash Reserve balance of all funds held by the district related to its operational Levy and if applicable any obligations secured by those funds isn't that something great so it's basically showing you our fund balances all right I'm going to do that in a second so I have that I am really not worried about this because we do our fund-based balances on a monthly basis it's as part of our financial reports so we're transparent with that all the time and I think that was part of the reason for this change in the code is to be transparent the second one is a little bit more in depth a good faith effort must be made to collect and publish the following information from vendors and contractors whether each vendor or subcontractor is a minority-owned or woman-owned business as those terms are defined by the business Enterprise for minorities women and persons with Disabilities Act two whether the vendor or contractor holds any certifications for those categories or if they are selfish self-certifying and if self-certifying whether they qualify as a small business under Federal small business standards that one's a little bit more difficult I'm going to go into detail how we're meeting that but let me first share with you these are as of October 31st these are our fund balances in that John correct me if I'm wrong there is no date that for the fund balance is it just no it's it's a very um Loosely written statute it said it has to be done at now at your annual budget hearing and at your annual Levy hearing but it doesn't say is it the fund balance as of the end of the fiscal year or you know so uh uh so we're all aware of that so at what point when we look when the state look at our financial profile at what point are they looking at our fund balance or which as of June 30th June 30th June 30th of our fiscal year end of our fiscal year all right okay so then the second part the second one is is the good faith effort for our vendors so what we are doing we we're in the process of creating a form to distribute to all vendors we're sending them out uh by first class mail and it'll also electronically to answer these questions for us we're going to enter all of that data into our database which is Skyward we have room in Skyward to put that in there so we're going to put that in there we will run reports export the data and publish that on the district's website all right I don't believe again I'll refer to John on this but I don't believe they say where you have to publish this I just said you have to publish it so on your website on our website okay so let's go on our website so all right so I don't know if there are any questions or comments about that once I get the data completed I'll bring that to the board so the board can see that also because I know there is a uh a priority of having minority and women-owned businesses so I'll I'll bring that to you once I have all that data so we're going to talk about tips and again we've asked John Izzo to be here who is probably one of the leading authorities when it comes to tiffs and the legalities of Tiff I wanted to do this because in 23 which is a year from now there are two tips that are going to be expiring or what I'm going to call dissolving one is in Monet and one is in up and so I wanted to bring this out now so that preparations can start as we move forward because it will have I feel a significant impact on our district than that okay so I wanted to talk about tips and how they work and John please jump in anytime you see fifth please Annette so the concept is you designate an area in a municipality to declare it lighted and then what you do is you approve that area by using property taxes generated by the increase in equalize assess value because I'm taking that money and reinvesting it in the property to increase the eav to make it a better property financially and a tip can last 23 years or I'm going to jump in one thing to clarify you say you do this you do this it's the municipality does this thank you okay thank you school districts don't have a veto they can appear at the opening hearings and have to provide their public persuasion and their input and ask important questions but one of the things about Tiff is it's totally controlled by the municipality I'm sorry don't but you're you're fine I appreciate that thank you a tip can last for 23 years however it may be extended 12 years for a total of 35.

um it references a sealed bid which where I imagine the um details of the routes or the scope of services um is captured it'd be good to see that because the contract itself doesn't really have any need to it yeah you know it um it just kind of says regular route transportation athletic Transportation Etc it does reference the GPS app from 2020 which we don't have still um so I'd love to see the sealed bid and understand um a little more about what our expectations are yeah they're just not providing the service and that I get that we have a contract but we can't you can't stop providing the service so I'd just love to love to see it um thanks all right so we'll get the contract ask for more drivers anybody wants to drive can we offer an incentive of like the after school program if it's a parent and a student that's good idea I just learned like no cost to the district yeah I I had um I also wanted to mention our food service department um we're in desperate need of help kind of the same situation so if anyone is willing to substitute or want to be hired to help out in our food service department we would greatly appreciated our facility director has been gracious enough to help out sir Hall so I I just wanted to mention that so yeah but yeah Toronto's having a really rough time and are they just the lunchtime hours that they're doing prepping the lunchtime hours we're flexible so eleven to two somewhere around there you know they could even if they did that exactly and I know and you know I also wanted to mention that last night Carol and I like today meeting and um in regards to the facility assessment and that the committee approved for Boylston Elementary and I'm pleased to let everyone know in the community that Northridge Partners has graciously committed to donating 35 000 towards our facility assessment um so between the ten thousand dollar grant that we got from the Mia and this donation we are going to be able to fund facility assessment so that that's just amazing wonderful news so I'll be reposting that in January after the holiday so until hopefully we will get better and we can move forward in those of my updates so if you want to help unless anybody has any questions so I wanted to start tonight by reiterating some of the highlights of our previous month's meeting where we introduced The District Improvement plan we discussed all of the aspects of that I wanted to remind the public that again this is only our fourth year as a district because one single District that we are young we have this great potential to grow but we have to keep to the Forefront of of our work to essential questions how do we and and will we Define ourselves as a district and then what do we want for the future of our children that's what's driving the district Improvement plan is what's driving our budget today we're going to look at this for all of our schools not just individual schools like we used to in separate meetings that Peter was was recounting before about different districts it's one district and what we need all the way from elementary to Middle High School in the plan we have four different objectives and you're going to see those that reflected in the way this budget is designed and presented this evening we have the personnel the Equitable opportunities for all students the technology advancements and then maintaining long-term Financial stability and sustainability tonight Nancy Kaminski who is our finance director is going to outline for us the cost of accomplishing these goals the budget numbers Nancy will present represent and this is really important it's a collaborative effort of the members of the budget subcommittee who talked about that group earlier representing the school committee and the District administration to put together a budget to reflects the needs of our district in our district Improvement plan again it's our needs and I keep emphasizing that it's not our wants it's not our wishes it's nothing nice to have it's the needs I will tell you right now all of you at home who are listening this is aggressive and it is a reach we've never gone out on a limb this way and we're doing so tonight and this is how we're moving forward but however this opportunity enables us to be competitive with other districts with private schools and even to some extent vocational schools particularly in the step areas where they have the equipment they have the tools necessary to educate students in those particular fields and they have a funding to do that and then I see this watching this through the years this is the result of the years of holding back funding because of our inability to meet these from both of our towns and as a result we've pushed the software fits in the community I'm going to give you an analogy of this all day in terms of a wet grocery bag you're carrying all the things home in this wet bed that you need the items that you need to eat and the bag is getting heavier and heavier every year and it's start at the bottom is starting to go out on it you got to save some of those items we're gonna have we have to decide what are we going to save out of our grocery bin which of the items are we going to pick all of them some of them we're going to let some drop and break on the floor who's going to make those decisions who's going to decide what gets saved and what goes out of that poster about what the grocery bag because that's where we are right now Nancy Matthew the group at aspect Valley today and the finance directors all talked about this and said you're courageous right yes we're going to be in this class in a couple of years cut and cut through the ears and you push ourselves backward and now turn it down with this I'm going to say to you that I know that the school committee and this admin team including myself are open and willing to explore options to getting what we need possible grants and reach outs to local corporations developers as we did with the with the facilities right philanthropic organizations that's the work we're going to be doing in the next several months we're going to do our best and we're going to do our part in this and we can continue to explain what we need and why it's important ultimately it's going to be up to the towns to make the decision to make that reach out on behalf of our students it's going to come down to you in the towns to do this so at this time oh yeah so as we start to review the fiscal year 24 preliminary budget please stop me along my way and let me know if you have any questions we're fortunate that we have our leadership team with us here tonight so they'll also be here to answer questions the first item that I would like to start with is the fiscal year 24 preliminary budget totals I know you have a lot so it looks like that so this is a document shows you the budget comparisons from fiscal year 21 budget and engineering budget for 24.

who are participating and at least um at least one of the following during high school three courses and advanced placement two CTE courses in one of 17 career clusters so we continue to do well in this area the state sent out a message today saying that they did not calculate this correctly in most districts most districts would see an improvement because they didn't calculate one factor so I'll get back to you with the recalculated number we made above 75 percent here I wanted to show you the advanced placement score report which is the next page what I'm very proud of over the last several years is that um we've had more students enroll in advanced placement courses and we've offered more advanced placement courses so you can see by the bar graph that in 2022 86 percent of our students received scores of three or more with five being the highest score and you can see on the chart from 2018 through 2022 the total number of advanced placing students the number of exams that are being taken the number of students with scores uh above three and the percentage of students with scores above three so our students taking advanced placement courses continue to do very well they do not have to take the exam is there a choice whether to take the exam we've worked to eliminate any obstacles from students enrolling in advanced placement courses because we want high expectations for all students and we have a variety of students enrolled in advanced placement courses that years ago wouldn't have been in an advanced placement course comparative government for example an AP environmental science so we're providing more opportunities for all of our students that's something we want to continue to do and we're proud of and Kevin that excuse me that that 2021 dip is no surprise I mean post covet right yeah that's how we see it yes moving on to slide 12.

I met so many times I'll catch up with you I'll try yeah uh 18.4 resolution number 2022 23-b-09 accounting and developer fees Motion in a second any questions on this I have a comment I was going over this I was surprised how much we actually get I mean yes um it's not a piddling sum I thought it was a really I mean not considering this is all on additional taxes for you know building developments in the in the various five cities that we cover so um go ahead I do have one question though because we cover five cities but not entirely it has to be something within our attendance area yes yes so it yes it has to be within our tenants area and they uh we collect for the elementary school and we collect and then give it to the elementary so when we do the developers studies when we do the adjustments um that really helps us as well and so um yes is these are good money to have and that will also help us with our facilities as well and so there are a lot of new developments so and see you know what cities are doing what and you know and and the improvements and you know yes so every time they're building we do collect yeah do you know how this compares to last year um I can't remember I know we've been yeah I know is it higher is it higher uh Patty anybody know similar yeah I think it's been no it's okay I was just wondering because you know the cost of construction has gone up so much that would mean that this I was just wondering if this number was inflated uh because of the higher prices or if there's fewer units few fewer units being built but the dollar figure is still up there more units okay then it has one more so maybe as construction costs are starting to come down I'm seeing them I go to Home Depot a lot uh I see the prices coming down that that will obviously get into the cost of construction coming down that we might see this coming down some is it on the cost of the construction or is it on the square footage it's on the square footage I'm going to say it's not the cost because I remember when I added onto my home you know we oh it's only square footage costs almost square footage so any yeah it's per square footage that that's how uh okay well I mean if it's costs are high then there you know people aren't going to be old so that's what it would probably be less so building that's one one thing um but um the other thing is we also adjust the fees every two years so when the state allocation bore uh recommends this increase and we do a justification fee study and then we qualify to increase the rate we have the district has been very good so thank you for the board for supporting that we've been um increasing the fee based on the the development fee study um so then that also help us so it could be the similar number of square footage for that that let's say the same square footage but every two years we do adjust the fees so it's square footage yes yes I mean and you know if it's under um 500 square feet then you don't pay for the for the adjustment so some people do like right under 4.99 a lot of 4.99 that we see yeah so they do so it's under 500 square feet on anything under 500 square feet they don't have to pay anything okay because I know that mine I thought we came right under the wire when we did it and this was back in 92 you know but yes so okay so this is Guero hi Miss Percy aye Mr Andrew hi Mrs Smith aye and I vote aye that's 5-0 18.5 resolution number of 23-b-o-t-01 compensation for board meeting second okay any discussion I don't know about this I know no I have to abstain correct yeah yeah this I thought okay roll call Miss Guerrero aye Ms Percy I guess Trejo aye and I abstain sas401 I have a question here though I mean didn't you call in you know yeah I called in for closed session so I'm not sure how that how that works it's the open the Open session meeting but in any event it's taken care of by the resolution yeah yeah I know but I was just you know but I I thought we would consider him having attended because he was already in closed session I mean he kind of partially attended and then listen because also when al-jabbar was in Sri Lanka he dialed in for the whole meeting and so he didn't miss it then because he literally and he was on a video here so audience could see him that was before my time because I have no comment yeah but also um I assumed that it was listed in accordance with the brown acting inappropriately uh so just as a question just curious if I had been here and went home sick after the closed session what happens then I don't know the answer to that I would have to research that just just curious because okay yeah because I was just curious because I thought he was he was you know during closed session and then you know probably paid attention on the on online right right and so he was basically involved anyway I mean and so I I was just curious you know okay next 18 yeah 18.6 agreement dietetic dietetic dietetic energy internship Pepperdine University motion a second any questions all in favor aye aye that's four zero okay so I have 18.7 revised board policy multiple policies first reading information only 18.8 Services in spotin some moved second you have a motion in a second any questions I have a question because it says here this is the first program after school program offered to Kennedy and Walker Junior High but I there was something at Walker that was sponsored by La Palma but it wasn't called info whatever it was through their Parks and Rec and I know there was something there but so maybe it's just a you know it was a few years ago but it was a few years ago it wasn't that many years ago because um right yeah and there and it was something through La Palma Parks and Rec where they had something but this must be was pre-covered I think yeah it was pretty cool yeah that's sort of a timeline but but I just kind of like want to correct this because to me it's not the first program it's a different program the other one wasn't called info info team but anyway the Palma does work with us sometimes and try to do some stuff and that's nice you know okay so we have a motion in a second thank you we got two more uh it's roughly estimated about 107 000 we we pay about two teachers and any supplies that we get also and that's for our for our kids our small Pre-K kennels you know um and I believe are we a five star four star we're getting there yeah we're about a three yeah so no we've done some really good stuff over at the primaries and she's been able and that's a good thing the four star is great um you know in their rankings because you can top on the highest level is and next one is our impact age so our impact date for this year allocation is a little higher uh if they fund us a hundred percent which they happen for the last three years we should be receiving about 8.8 billion dollars and so we've already got half an uh impact Aid as you know pretty much covers quite a bit of all the expenses for their District the majority is transportation and any additional teachers above and beyond the standards we go ahead and fund them out of impacting anything about the standards for additional Staffing same thing impact data is the one that we go to and right now also it is covering some of the fun uh some of the projects through operations that we are not getting funded out of sfb thanks Indian education title six we also got a slight increase that one covers all our culture teachers all our culture programs many cultural supplies uh just anything under culture uh that one we got a slight bump of a couple thousand this year we're at 238 000 by 73.

so how many do we have out there I'm gonna get into all that thank you don't worry about that I'm very good to that so I wanted to talk about how this works because there's some terms here that I want everyone I'd like everyone to understand because it is a little bit complicated so you're going to see here this is kind of a tiff where it starts here it's going to last for 23 years it could be extended a little bit but there's a base tax value and that's the Eevee of the tip when it started the district receives property taxes on that so this is the base value of a tip and that base value continues for the 23 years you also have what's called EA increment and you'll see here it's the growth of an eav over the 23 years so hopefully if the Tiff is managed and develops properly that VAB will continue to grow we don't get this money that goes back to the municipality that is reinvesting it into the property and that's how they continue to grow it so let me give you an example okay Monique Tiff three all right and you'll see up here I put was established in it should dissolve in 2023.
