then our next one is our sr2 next or two so we did have sr1 we've exhausted that one sr2 and nurse are three other two that are left for us we got until fy24 to spend it out uh most of the sr2 is a little bit more relaxed than the answer three this one we are able to and have been able to put in uh what we've purchased were school buses we've got a couple school buses that we paid out uh I believe it was one last year in one prior year and then at the PPE supplies are another thing and HVAC units for the teacher housing was another big thing uh presentations when we were closed down and then we're slowly coming back the systems for the classrooms the presentation systems through Tech as well as computers and laptops so the application was 3.9 million dollars for this fiscal year for fi 23 we have uh 1.5 million dollars left to spend so and uh Allison is the one that oversees both the answer uh two and three and does all the reporting so next under sr3 like I said this one's a little more strict we have to have 20 set aside for the social emotional uh and what we are doing with this we've got tutoring set up summer school setup I did it for that and the biggest thing was the professional development which I think would pretty much uh extended on that and that was to the Ron Clark Academy uh we do have a little bit of avid in there for travel of Capital Equipment that's coming through is the playground at the primary and additional technology so the allocation for sr3 that we received was 8.8 million dollars what we carried over into the new school year so our new budget for this year is 7.3 million that one again we still have until 2024 to send out and it's all been in location so that's it any questions you're correct the carryovers we're not sure yet because we're closing down we're doing all the depletion reports so that's what we're doing right now and anything that we didn't spend the nice thing about it most of them have that carryover availability to come over because we kept it under 15 so in essence we're going to have just under 15 of whatever we had this last year whatever didn't get spent as long as it's under 50 we're able to carry over foreign no no so basically our allocation that we received for sr3 was 8.8 million dollars so we spent a little over a million dollars for FY 22.

okay so the base value and this is the base eav value was 24 205 dollars on that the district realizes 1483 dollars a year in property taxes that's what we get that's what I imagine that was only land it was no bill probably was it probably was but that happens for 23 years yeah okay according to the latest Will County site the eav increment now on that property is 17 million 80 665 dollars that's the incremental eav right now which means the property taxes to the tip funding municipality is 2 million one hundred and twenty thousand three hundred and seventy six dollars now that's right now that's up at right up here okay didn't start that way it grew but that's what they're getting right now okay when this Tiff dissolves you'll see the revenue generator from the total eav which is the base the base the incremental eav go to the school district now we get a portion of this because we're only one of the taxing bodies of there all right so when I did all the calculations and everything this is the base tax value 24 000.

in reviewing the entire District at above level service it is projected to have a 23 increase which is a dollar amount of four million 477 269 dollars so before we go and review the budget request from each School individually I wanted to briefly review the enrollment history with you going back to fiscal year 17. so the enrollment numbers so if you want to pull that up so the enrollment numbers for our two elementary schools Berlin Memorial Elementary in Morrison Elementary have both increased last year fiscal year 22 and then this year for fiscal year 23. keep in mind when looking at this that fiscal year 20 and 21. can be misleading due to homeschooling after covet so in Berlin Memorial we had a 15 increase in 22 which is 24 students and a six percent increase in 23 which is 12 students in Boylston Elementary we had a 16 increase in 22 which is 38 students and the 12 increase in fiscal year 23 which is 33 students and looking at Toronto middle school high school we had a decrease of four percent in fiscal year 22 which is 20 students and a decrease of 3 and 23 which is 16 students the greatest decreases are an 8th to ninth grade as students are choosing to attend at the other schools we would like the community to keep these enrollment changes in mind as we review the preliminary budget for fiscal year 24 .

yeah because I want you to know where we rank in comparison to our dirt and um the Farmington Valley so when you look at English language arts the average durg score and endured just to remind you it's demographic reference group um it's it's the groups are the school districts are grouped according according to socioeconomic status right so uh durg a towns are along uh Fairfield County for the most part Dirk D towns are towns like Farmington Simsbury Avon we're surrounded by dirt B while Canton is a durg C-Town a dirt sea Community but the average durg score for dirt C is 62.7 we our average score was 64.2 a little bit higher than the average dirt the average area score for the Farmington Valley was 65.3 remembering their dirt B schools and the state's always uh alerting or cautioning us don't compare yourselves to schools outside of your dirt but of course we do because we have high expectations for our school community the state of Connecticut averages 49.1 so overall last year we were fourth out of the eight area districts and we were in the top third of our 15 third districts and that's in the area of English language arts if you turn the page 23 you will see the same statistics for Mac overall in the school districts students math achievement drop it's wrapped across the board so whenever student achievement grabs across the board one has to wonder is it the curriculum in each of the school districts or is it the test so it's something excuse me that we're questioning but the average drg or dark score is 54.8 the average area score is 56 and we were at 56.4 just like English language arts we're fourth out of the eight area districts and we're fifth out of the 15th District so we remain in the top third we know that we can't just rely on one test score the S back that's why we have other assessments that you've heard of the Stars that's what we've heard a lot about over the last few weeks and those are the assessments that we put a lot of weight on to determine how our students are doing on a daily basis right this is just meant to give you a broad overview as to where we are at this current time and so a year from now this I mean this will be your Baseline data so a year from now you can look to see that these percentages will go up I think the one thing to to be able to add to this it's it's definitely not where we want to be um but where I was pleased with it uh where where I was pleased was with our process and um I hope that as you see this and you think back to the presentations by the principles the the time on task and the time and focus on the the problems of practice that we are seeing within our district those are things that we are actively engaged in and it was confirmed for us in this report to be able to see yes these were issues for us to be able to work with and we are continuing to be able to we are doing that work actively right now so it's not a situation where we're looking to be able to try and catch up on it already we've already been doing it for the past several months to be able to really try and move this ball down the field as it were any questions about anything you're seeing here just a quick observation point if I'm reading it wrong the common wisdom was that the pandemic was the hardest on the youngsters with special needs based on what I see here that's not the case in Canada that the national special needs had a relatively small decline the AP students is better and I guess you'd have to conclude that the the rest of the students the the front of the of the client whatever I call it yeah that accurate it's accurate I mean I we know students don't learn as well online as they do in the classroom in person with the teacher right in front of them right but the pleasantly surprises to the relative success of this young just with special needs yeah absolutely relative less decline absolutely you know that's a that's a good that is a good way of putting it and it does confirm um what we would call some of our sometimes we have our lingo in education but our Cosby kids our kids who could move up or our kids who might slide down and based on the number of different factors for them right last year whether it be attendance or it be an instructional model whatever it is there there was some slide what we want to be able to do is we want to be able to grow those students the continued time to be able to focus on the data that we see for our ongoing progress monitoring our curriculum work to be able to support the needs of our students we're putting big bets on that making a huge difference for our kids going into going into the spring and being the right type of response for them at this and we measure ourselves by so much more than a test for including our arts program um and today we did get a nice [Music] um certificate of accomplishment from state senator Chris Murphy on our music program so I'll just pass that around um so the state of our school district is strong and improving I'm happy to say and um you know this is important for you to have as Baseline data as we reset ourselves and we continue to move forward are there any other questions on that at all and we're going to move over to um assistant superintendent Bishop with his um information and research all right thank you very much I appreciate it uh just a few things to be able to share with you um briefly tonight for some updates and then a quick update on our program of studies uh website it finally it finally happened uh so we're really thrilled about that I really want to be able to thank my assistant when young um Claudia for all of her work uh Robin nardini Kira for her support is our new Communications coordinator as well and all of our uh office staff at our schools too for all of their support we think it looks beautiful we think it really is reflective of who we are in Canton and we know we can get better with this so thank you to those of you who've shared us uh shared some information with us we've also Kira thank you so much actually put in a tell us how we're doing button in the bottom to be able to give feedback to us directly are you going to show that right now you are the best show tell us what tell us what you think and it will completely jump right to a Google form for us to be able to give us a sense of what might we need to be able to add what might we need to be able to adjust and our goal for this is to really be able to make sure that we've got um uh certainties of expected communication for our our families and our constituency making sure that we're really clear and that folks know way to be able to go on our website to be able to get the homes of information there might need to be able to be but again a story well pulled from us this is one of our major tools to be able to work on with that so I know this was a major goal for um the district and the board to be able to work on together and I think we'll all give ourselves a quiet applaud in our heads on this right now because this is a great thing to be able to know about um in the the vein of continuing to be able to move a ball down the field with uh with some work here last year you'll recall that we had conversation around Capital improvement work and that specifically revolving around um uh our safety uh infrastructure with our cameras um I want to let you know that our security RFP so that's request for proposal has gone out and we'll be working with vendors coming through in the next couple weeks to be able to do walk-throughs and then have uh initial proposals in by mid-January and we hope to be able to have a selection made prior to the end of the month to be able to work on moving forward to getting some great new features in place for us to be able to support Safety and Security for our students and our staff and then I also wanted to share with you as well um you know the community community workshops we have a community conversation but Community Workshops the opportunity for us to be able to work together uh in support of our students we as a school are going to do everything that we possibly can to support students and we always need the help of our community to be able to do that so part of what our our job is is to be able to engage our community in conversation around important issues for us we have one um recently uh regarding bullying and online Behavior with that um and um Justine Ginsburg from the Farmington Valley Health District did a wonderful job we've got two more settings that we're going to uh to put in place two more offerings uh one will be social media in the minds of our children that'll be February uh February 1st at 7 pm and we're going to have a little bit more of uh um uh an enclosed setting to be able to really encourage conversation for it but we'll also offer it via um via Zoom for folks as well and then we'll also have one on March 8th to be able to follow up in our series talking about the anxious child and I think that this is a germane topic uh surrounding some of the conversations that we had tonight and just overall for the state of our students so that gives you a sense of some of the things that we're working on from um uh an operational and surrounding the web interval any question on those three elements there excited to be able to see things continue to move for us at this is great uh and then the additional piece then is the uh program of study uh which you'll which you'll find right here this is our first review of our program studies um wanted to be able to highlight a few things for you here in our in our program uh the first one we had a conversation with this around our um our curriculum committee but the first was to be able to adjust some of our math uh our math program based on the needs that we have seen over the past several years and the opportunities that we see for our students moving forward so so we kind of come that thing at this through a theory here if we can improve our intake of students into the high school and provide them with the supports that they need to be successful then they can achieve that success and find greater opportunity as they move forward in their in their High School career [Music] um I can direct you to that page if you want to be able to see it it is on page 20.

so we come up to superintendent and staff report [Applause] well you started the move I saw that no idea that was anticipation to say something but jaren's gonna see him okay I just want to wish you all happy holidays oh thank you thank you you don't wish us happy holidays all right we'll just go to the next guy I wish [Laughter] I saw that okay all right all right you know reporting happy holidays thank you thank you all right border trustees report we'll start with Mr Guerrero thank you um I just want to start by saying thanks again uh for everyone's warm wishes and welcome I'm very excited to be on the board for report today um I attended the California School Board Association conference along with some of my board colleagues and got to me a lot of the education leaders in Orange County and across California so it's really great to meet everyone and learn some great stuff between our workshops and auhd also received the Golden Bell Golden Bell award for the Saturday Language Academy so it was very excited to be a part of that and um this past Friday I attended and I'm high school's choir and band Winter concert is a great way to start the holiday season and it was great to see your abandon choir students come together for the winter show and that concludes my comments thank you Good Start yeah how quick she she did it everybody okay I'm taking up time okay I don't have to be thirsting now okay um of course I attended the csba conference and uh there were some interesting um sessions and workshops um and of course I had to be there for the Golden Bell award it is such a a nice thing that we are able to you know have I don't know how many Bells we've got now seven I think or more anyway that's because where is it is it here oh there it is right there we got to ring it they got it ring it yeah ring our new bell [Music] um and uh so that was it was a really a good conference I did leave early Saturday morning though because um I had to be on the soccer field as soon as I could I made it in time let's see is Amy here yeah all right see she can tell you I was on the soccer field so was she okay we had to see our kids and then we had to be on it again on Sunday from 11 until earlier anyway and it rained in Long Beach and it was that was a tournament in Long Beach that was cold let me tell you but anyway you it's what you do for your grandkids and your kids okay yes uh and then I went to the PTA lunch and which is always so nice it was it's always a great thing to do and of course I always end up buying stuff I always bid well you know but I got to support PTA um and then that's it uh I want to say I'm going to have one more thing to say at the end in the meeting after we finish this but I wanted to wish everyone a really merry Christmas and I want to say thank you for the meeting tonight this this whole event was really nice um I was delighted to have Jan Billings read me the the oath again and you know my certification um she's a lovely lady I have known her for a long time and I I mean I just feel like you know hey I was part of the family I had both her girls in class and I just you know so I go back a long way and it just everything was so nice it was just really a pleasant evening a super meeting as far as I'm concerned and I enjoyed it all and I want to wish everyone everyone out there that's still looking at the meeting Merry Christmas I hope you all have a super holiday and a super good New Year okay okay I'm Gonna Keep mine really short I did attend the uh conference and I'll report on some things at the next meeting but I want to wish everyone happy holidays Merry Christmas and whatever else you celebrate um I love you all and be safe and stay healthy thank you yes Miss Smith thank you I wanted to share something with you Jose I go to Ralph's almost every day it's just kind of like getting out of the house and they're like family everybody that works there at that store I've known forever the other day I got out of my car and I was walking up to the front door and a young man came out and I said oh are you new I I don't recognize you and he said I just came to work here and he had his name tag on and I said well how nice to meet you and I said are you in school and he said no I graduated and um I said where did you graduate from and he said loera and then his eyes deflected and he looked down and he said Gilbert and I said to him do you know what you want to do in life and he said no and he sounded very lost and I think of people like you that do what you do it just makes my heart sing and I said to him you're doing the right thing you get up you come to work you're following instructions you're meeting new wonderful people that work in this industry and you're learning a lot about what it takes to run a market one of the most difficult jobs in the world is to run a restaurant but to run a grocery store chain is humongous if you take time to think it out and I said you're doing everything right because you're going to find out what you like and what you don't like in this job and he looked at me with kind of a his eyes kind of brightened up and he said thank you so much and it because it came from somebody else not a parent or a neighbor or somebody that doesn't even know him and I'll be seeing him again and I'll think of you Jose when I see him and maybe sometime down the line y'all say do you know Mr Jose Lara you might ask her when he graduated what year I didn't when you stand and I think probably very recently because he looks like he's uh getting into an older team and I will as I get to know him more about his life I know everybody's life at that store and it's a joy and is it has been a joy for me to serve on this board with wonderful human beings and we talk about leadership a lot today and I think of what all of you people do within your subject matter and your direction and how you pull all of this together it's as big as running a grocery chain and all the different people we deal with in our district who make them happy and feel included and loved and served that's what we're here for and so with that I just want to wish all of you and omkar you are a jewel just a joy to know you and have you and I want to welcome Jessica and for each and every one of you a loving holiday safe be well take good care of yourself and love each other well as I mentioned earlier I attended the sister city Commission meeting the last one so I also attended the csba conference in San Diego and that was a very I thought it was very educational a lot of they have so many programs so many sessions I should say that you can attend and I do have to say that I probably put in 12 to 15 000 steps a day foreign because of where we were staying because where I was staying I'm kidding her but it's the furthest I've ever been away from the convention center it was like about an 18 minute walk and at a good Pace 18 minutes for you yeah at a good Pace yeah I was shocked anyhow unfortunately it didn't rain yeah it was a beautiful Washington um I attended the Anaheim secondary Council PTA lunch a couple days ago very nice I got I was the winner of two baskets they've already been distributed to others pieces you know grandkids um I attended the tree lighting ceremony in La Palma which is a real nice event Kennedy singers were there uh I think they sank three numbers and they had it was wonderful kindergarten first grade second grade third grade fourth grade from elementary it was great listening to them attended the Kennedy choir show which they do such a fantastic job you know the vafa program throughout the district but Kennedy was uh just great they were very good um I wanted to welcome Jessica to the dentist we look forward to the next four years with you and uh we're looking forward to working with you likewise and uh wishing everybody a happy and safe Holidays wherever you're going to be be safe about it doing whatever you're going to be doing and enjoy the family next we have advanced planning future meeting dates we know us on our calendar now we've all we approved it so the next date is whenever it is in January 19th without my glasses on I said it January 19th okay on a Thursday uh suggested agenda items I have one I would like to suggest okay okay uh at the csba conference okay well no first let me back up a student sent me a letter from and it was several students who were signed on to this group project and they wanted to request that we put driver's education back in the schools they felt that and and it was a very well done letter and with uh information he gave me a survey that he they had done of about 30 different students at Cypress high and if they had taken driver's ed or not um and how much they paid for it all it was all online and it ran anywhere from fifteen dollars to eighty five dollars for an online education class but their premise was that we would learn so much better in a classroom setting rather than an online thing where and the online programs are all different I mean some of them said they were bored to tears and they you know they didn't it didn't take anything just to you know answer the tests and pass it so to me the quality of driver's ed that is out there is just huge the range and whether it's effective or not and the fact that students are sending the requests to have this I think is phenomenal and we should look into it and also at the csba conference I happen to be walking from where I took an Uber and he dropped me off okay he stayed in the same hotel and I wasn't going to walk that I took an Uber because it was cold but anyway I started talking with her and she was from Desert Sands but we somehow got on the subject of driver's ed and we were discussing it and she said she was agreeable she said it really should be back in the school I know we can't do training if there's just too many problems with that but drivers ed I think would be much better taken and learned if students are in a classroom can exchange possibilities and talk about it because they're not having that opportunity on an online class so there's a lot of learning that goes on because some of them have learner's permit and some don't and so I would like to look into that and I've already talked to Jaren about this but I wanted to speak it to the rep to the rest of the board about what we what we can look into maybe work with ROP and and get you know get them online and get them to a class through them or maybe look at having a SAT type of maybe five or six Saturdays where they take a a class you know whatever but let's look into what we can do you know to maybe get driver's ed back into the school okay so that's not an agenda item right now it's just a research problem bring us back information yeah it's a suggested thing and but I wanted to say it to the whole I'm number two I agree with you okay and you know look into what we can do about that because I think and and I want to respond back to this kid now and I said I would bring it up to the board and I've done what I said I will do because it's important that we respond to them now I got another group that text me sent me a email and I got to answer them too so a different subject anybody else oh that's it I did um since we have a new trustee it's possible that we could get a workshop through CS csca yes cspa and for just on my like onboarding well there's the masters of governance program which I've already talked about I got the list yeah not that program a workshop with the board and cabinet we've done it before I don't remember it we it's an open meeting but we have a facilitator is it like a refresh a refresher kind of course Paulina do you have yes that was a couple of years ago yeah it was a long time ago yeah probably about five four five years ago yeah yeah pretty cool can we look into that yeah see what what they have to offer yeah yeah um I'm not yeah would be a facilitator what's the end result that you're trying to achieve the end result is to look over our governance and our policies and and uh it's a it uh kind of bonds us together in in kind of creating that vision and it gets us to kind of acclimate our new okay our new trustee look into it yeah but you know you mentioned the policy is being looked over I mean they're doing that all the time because that's why we keep getting these yeah things updates yeah new reading first reading it's like I'm reading so I mean with hundreds of policies I'm not sure no we don't kind of uh the day on it's like our personalities and how we work together how we work together yes protocol of working together in sort of uh it's like do you remember but it was a long time ago so it was a long time probably after Al got on it was you know look into that but I know that uh Jessica has been on boarded by Carl and Paulina and there will be more opportunities this was uh maybe seven years ago yeah it's a long time ago so can we just look into it right I think it was brought on uh well that's training it may be because you were new Under the position all of that okay yeah but we we could look into it um okay you know it depends on what you guys want yeah we'll talk yeah yes they're still required okay anything else okay I have one item um you know what just rained this last week which is kind of unusual around here isn't it no and it rained for really poured but for a very short period of time 20 minutes 30 minutes an hour whatever it was but that didn't do anything to our 20-plus year drought that we have here in Southern California which we live in a desert so I just want to throw out a couple of statistics and I'll get to the point in a minute um we got our our water from these sources Lake Powell in northern Arizona is it's at approximately 20 percent capacity Lake Mead in Nevada and Arizona is it at approximately 27 capacity Lake Shasta in Northern California which you have water skied on is approximately 38 capacity Mount Shasta snow level at that time when I put this together which is in October I think was Zero it usually has snow on it and the Glaciers are melting quickly you didn't know there's glaciers on Mount Shasta well there won't be pretty soon but they've been there for I don't know how long Orange County underground aquifers have been diminishing over the years and they're at about a 63 percent capacity so we have a very very serious water problem that really no one wants to wants to uh attack you hear from the state when was the last time you heard something from the state something about water being short my city put out a stage two water alert I'll show you how big it was that was the article and I think it was the summer they put it out four times a year a booklet that was in their program I mean how exciting was that says La Palma declares the CSU water alert okay but then you have your your uh a community license driving around the city and they're not telling anybody to turn off their water I mean they're not not doing anything I'm sure the Palm is no different than any other city in the state yeah we have a serious problem and I'm proposing that we put together a resolution to send to Sacramento asking telling them that there is a serious problem and asking them to do to start doing something about the problem whatever that problem is or whatever that resolution is to fix the problem uh we can't you know there's environment issues there's so many issues to go along with it but I'm I'm just thinking that we as a district we we're the leaders in so many place things throughout the state and throughout the nation why aren't we why can't we be a leader in starting on trying to solve a water issue which I don't want to get to the point with myself or my children or grandkids when they go to turn on the water and say oops oh that's right I used to have two plants in Tijuana I managed well the water's not on for the next three hours can you imagine what the toilets are like when you're running a plant or you can't take a drink of water you can't take a shower because you just came home from work I mean that's where we could be going if we don't start doing something pretty soon so I'm I'm suggesting we do a resolution everybody agree yes thank you sure yep okay thank you very much appreciate it all right can I have a motion for number 23.

yes so that's our balance that's the one we're carrying that's what we're starting off this year yes like the question oh yes no that's a great thing thank you I've never been sharing with us I know it's several couple million dollars on the ADL however rumor has it that our new of governor-elect is looking at doing away with that okay and hopefully uh putting in an executive order to do away with that because obviously it's going to affect lots of school districts yeah and for us it's several million dollars okay yeah oh thank you yeah and also I believe you are here if you guys are attending the uh Asda I think I'm sure they're going to be no there's going to be some more information there give me a call so [Music] for sure because of the new changes of the new uh the elections and everything so that's going to take it'll be interesting to see what they they can do well right hey you need to know the statistically happens I'm very hopeful because of our not only our governor like but also our attorney general as well because they both play in together I have one question under tiger 1D yes um for that Detention Facility what's all happening there so the last I heard I know the where the Detention Center the the Juvenile Detention Center um the last time we had was less than like four people before students there uh it's my understanding that we do have a teacher that goes there and offers tutoring because we do have that uh Moe with them that we will provide services for for the students that are there okay thank you I was just wondering and that's great you know that um looking at the grooming okay we do once we get the CTE program itself up and running in in where we needed to be uh I know that Tanya is working with some of the folks there as well as uh you know the teachers once we get teachers in there for sure then we can go ahead and Mr WESH can go ahead and Mentor them he's still doing it now he is mentoring the teachers that are currently that are under the CTE program the goal is to go ahead and groom someone in there so that they can take over the entire you know the reporting and everything else no he is great we're very happy and fortunate I have one more under um that program uh I do certain all the high schools and at one time they weren't going they weren't serving the ninth grade for the CTE program are we yes that is we are serving nine through 12.

this is the eav incremental here this is the total eav so this here would be the portion that we received one million forty six thousand seven hundred and twenty thousand dollars based on our current tax rate than that plus that is what now we would get in the property after this dissolves and I just want to I'll step in right there that's what you would get provided you balloon Levy the year it ends so this year when we were looking at that 1.1 million dollars estimated new property you got to look at that entire incremental eav amount from the expiring Tiff as if that is new property so you're going to have to really balloon Levy in order to ensure that that you get that extra 1 million because if you don't do it the first year you've blown it that'll be that'll be next year's lucky well it'll either be next year or the following year I mean it depends on I don't know how the village is calculating I think at 23 tax years so it might be the next the 23 is their next Levy your work the last year or or not so we'll have to figure that out and can I ask you a quick question about if the village asks for an extension in that case do we need to agree for them to be able to do that yes because the statute gives the village the right to create it without our consent for the first 23 years to Extended another one they have to pass a special law and if you look at the Tiff act there's about a hundred special laws added on where they've extended it for 12 years it's not written in the law municipality could do it without our consent but the current political um tradition policy Gentleman's Agreement whatever you want to call it the general assembly will not pass a law to extendative without the taxing District's consent and so right now Moni is asking for us to talk to them about whether I I just want again a little bit more clarity you say without the taxing body's consent yeah and I think I mentioned before I that a percentage of those tax and body three-fifth three or five sort of a majority and there's nothing etched in stone because I think it was believed that if the school district which is the biggest absorber [Music] of taxes right if they were to say no we do not agree with whatever municipality to extend that Tiff and if we say no the buck stopped there but that's not necessarily the case he says pretty much it's an Unwritten rule the general assembly of the state has to let politicians have has the last say so on it right correct but they were value what we say right in my experience over you know last 30 years I have never seen the general assembly extend one where the school districts didn't give it's okay okay can they of course the general assembly can do whatever they want to do they change the law next year and say that they need the school district to set from the get-go but it is no law to say that if the board disagree or do not agree with extending of a particular Tiff that that's where it stops at the municipality cannot do it there's no law right there's no law saying that the the municipality I mean excuse me the general assembly has to pass a special law to allow it to extend the municipality can't do it on its own they need the general assembly it's the general assembly that by practice will not extend it unless the school district says okay all right uh-huh can this can the regenerative assembly disregard the school district in theory yes in 30 years I've never seen it happen Okay I don't see that changing however you know it it it take it takes a lot to pass a special law and if a school district objects to it I politically I don't think they would ever do it okay but the municipality has to go half in hand to the school district and hand to the general assembly and say pass a special law they do it frequently but they have to do that in order to extend it for the extra 12 years so again I want to ask the question again and this will be it on this topic for me that you have a high level of confidence that if municipality come to us to want to extend a tiff and the board say no we're not in agreement with that for all practical purposes that's what a book is going to stop you don't see a municipality challenging that and if they do word a challenge what time frame can they continue on what's that you know now the tip is over do they continue on with the Tiff continue I don't know well they're coming to us now because they have to do it in the next within the next general assembly okay in 2023 they would have to get that login okay okay and and I don't know anything unusual in this circumstance why they would do change their practice that they have ever done I mean you know why are we any different than anybody any other community I just want to have a good as a board have a level of confidence that hey if we chose not to we know that we expect you know we can forecast better because we expect money to come from a particular Tiff because we're saying you know for whatever reason we are not going to agree with the extension of a particular Tif and we could count on those revenues when we forecast well I I think here's what I'll say Mr Brown and the reason I bring this up is the last time up dissolved the tip it took me 10 months to get them to do it and so that's why I bring this up now because and I bring this up because in June of 24 I'm retired and you return the Tiff but but and this is I will tell you this this is this is going to be a difficult because you know it needs to be you need to stay on top of this and it's going to be the business now you'll see this at the end of my slides and it's going to be the business office's responsibility in consultation with John to make sure this is done because in order to dissolve a tiff it has to be filed with the county clerk so if they don't you're not going to get the money and if you don't get it right away you lose it so that's why that's why I'm saying and that's why I bring this up and I know I I understand and I and I apologize for this but again it's something that's going to take time that we're going to have to stay on top of this is is all and I I understand the concern but the concern I have too there are no guarantees with this there are not because and you're going to see and so let me go through Mr Brown let me so let me show you the money we're talking about here so that we we all understand so when we talk about the money on this there's what I'm going to call I'm going to try and simplify that there's two pots of money we're talking about here one is the eav of the check and the tax rate when we talked about new construction the money that comes in Via property taxes that's one I'll kind of know that all right I have an estimate we balloon our level we make sure we get that so you know that's one pot of money the second pot of money though that there's a possibility of I'm not saying it's guarantee it's a possibility of is that there's a bank account that sits out there there each municipality when they have a tiff has to have a tiff bank account where all the money is deposited and there may be some surplus funds there now we're supposed to get an annual audit all right from all of the tips and that okay there have been some issues as John can talk about there have been some issues with up getting those audits we have not seen them nor have they been filed with the control they're two years behind and two years have been forever to come up with the two years before that okay uh I don't know that yet at the end of the tip but but the municipalities there are notorious for finding new projects at the 11th hour yeah sure what they don't use if they can you but the law allows them to use the Tiff money for certain qualifying projects the people who are supposed to be people who are developing within the TIF district you know in order to make it more enhanced for development if they if for whatever reason the village hasn't used up all that money whatever is left over is supposed to be distributed at the end of the at the upon the dissolution of to all the taxing bodies Pro rata based upon their tax rate so we're the biggest piece of that pie we get we would get the most but as Ken was pointing out we don't know how much money will be left and if you ask the municipalities they'll say well we're working on some projects we don't know what will come through and that's a one-time that surplus funds is a one-time right if there are surplus funds right it's a one-time whereas the property tax revenue if you capture it right you get forever exactly exactly exactly it's a more known factor and it's and and it's sustainable it's every year the the the if you get any money from the distribution at the end it's gravy yeah you definitely can cast music potential funds in any manner right and I hope I hope no no yes have we since you've been on the lead man in your English and we obtained any surplus we have actually the last time a up uh last year was it yeah it was it was a couple years ago I think two years ago we did receive a check from up for some surplus funds I know 1.4 million 1.7 I forget what it was something about that yeah and I and I believe I know when uh the last Monet one went off the board uh there was no Surplus I got the audit and there were no surplus funds there were some funds left in there and of course the month before well no there there was at the end of of the Tiff but then I called out and I said well those are obligated to payments or something like that okay thanks have a good day you know so no okay but yeah so this is Israel I have a question so in January of 21 we're talking about tips there would that be taken out of the serp the side that doesn't affect the what we're talking about a closing one of those tests or was that you're talking about up yes the problem with up is they've been doing internal loans and using Tif money to pay their operating expenses theoretically they're supposed to pay that back well they should have done in the first place but in any event they should pay it back by the end of the life of the Tiff we don't know whether that's going to happen so the question is is that out of the one that they're going to close yes so well um I think they've been on all of them and the new one yeah absolutely so if they close out the Tiff and that's not there does that affect the money that Ken's going to show in the next slide it affects what is left over in the bank account it'll affect here it'll affect us it won't it won't it won't affect it will not affect that would it affect you you're guaranteed to get the effect of the eav as long as you keep buying them to make sure that they timely terminate so Mr Brown going back to your question over here uh so these are I've listed out all of the tips which uh about all the tips that we have and all their values these are a lot of numbers here so um these are all the tips I've separated by municipality I've circled the two actually that are going to be dissolving in 23 and that that's three and money and five and up uh yes yes yeah okay over here you will see what I perceive to be the amount that we would receive from property taxes so on Monique Tiff 3 is is a little over a million dollars and on up to five almost five million dollars is what we would see again this is money for property taxes that we would see from year to year it would be increase in our property in our operating funds and so that's where we would balloon the levy and you're going to see that the eav increment is 79 million dollars here so I would probably recommend that we balloon the levy by 90 million dollars just for that one you know and then you've got up here another 17 million so between the two you're at 96 million dollars I think something like or 86 96.

it will help communicate by the school committee and the administration would like to see these above level service requests as an elementary school's enrollment is increasing the needs of our students are increasing at tohato the enrollment is dropping which validates the district's needs for offering new programs and supporting our students one of the other things that I think it's important for the community to be aware of is that 231 000 of personnel and services that are in our fiscal year 24 budget are currently being paid out of our Esser grants for code our covet Ester grants in the current Year's budget these are items that we feel we still need as a school district to support our students so now we can go into each tool individually unless anybody has any questions but I can get it for you so to for this current year 231 thousand between personnel and services are this being paid out at this current Year's budget through that asset grants those personality Services were put into the fiscal year 24 budget but now we don't have the grants come over now foreign projected uh uh growth or you know increase or decrease for the schools from 24.

in the beginning of semester so you can get Caps or so um that's kind of what I was thinking for us so that we can start that the year around and yeah this is not any Genesis and usually moving forward [Music] I want to thank um November is a very uh very busy month after working not only on formal evaluation did you informal uh informal evaluation as well but at the same time I want to thank and Leadership and what you've seen is what happened in a month it's a man that was short because of Thanksgiving in a holiday and despite of the assurance and the formal evaluation of the conducting they find the time to Orchestra organizations and collaborate with the teachers so I want to give them a big hand for all of the work and it is one of the hardest months in November because of working on the evaluation but they still find the attempt to be leaders and get the community together for all these things that you saw in in the the videos [Applause] oh I was just gonna say that I did put our new name on the board report but I did use the old name for travel stuff because I'm big I can still have to use our old name for asking for funds or something right yeah part of that is we didn't legally change anything and after the trauma traumatizing events of senate.gov uh we could still use the names that were approved but under you know we could do the doing business as and then that name you know that were approved at the last of a few more weeks ago but for recording purposes for the state until we get that process or if we're going to move in that direction we need to figure out from the state and then give us the directions on how do we go about changing each of the school's things because it does affect our esea grants and it affects all the other brands but is it doable yes I just don't know how what the process isn't it I mean until we went through the hassle and made you guys go to the hospital s Echo give it some uh respect and start to use it and put it out there I know I understand there's this limitations report because of the things and I think we can we can do so we could use you know Bobby TV our BBQ in high school and then the name of what's given attached to it as well and then we on the financial side we know just to keep the one piece on there but for our district yeah we could if we can add that on record to our letterhead and everything else okay yes I don't want to claim to be an expert but I did call the states and they recommend it that we keep our entities at least for us exactly the same 200 Oasis I'll turn to the middle and you know it's this Alternative High School and then it's up to you guys that we already went through the process on how we want to name ourselves to the public and how we want to Brand ourselves but they said that um they can't ask for you guys at higher levels to figure out the basis oh no don't don't go change the answer to numbers just do it this way yeah I'm not asking to change but but I think that you can recognize and use the names as much as you put their hip foreign it's a quick real quick for me um I say that it ends up before but anyway uh I definitely want to take this opportunity to think that the community the staff everyone who I think will definitely all agree that um felony gravity But ultimately um our I don't know what you would call it I just definitely want to say that as much as the boys come together and as much as you all have given us your time and effort we definitely appreciate that come to you some sort of solution man or a path forward for this entire School District granting um it was definitely not um nothing has ever done in an essence of time to make things difficult and or make it seem like they aren't we do try and give as much due diligence to anything that we that we've come across as a board and I speak for that especially because when we are either in executive session or if you've done a lot of and I know it gets everyone a little bit uneasy and I'm sure we're giving you that effort in that time to make sure that we're we're really acknowledging and focusing our greatest deep diving on some of the things that we have questions um I want to continue to express that much of what we do is is is and always has been um out of respect or the beautiful students that we have in our school district without them I know that who cease to be ultimately Porsche technology Market our faculty staff our administrators and everyone else puts in together every single day almost about sometimes acknowledgment I know that it's not easy to do but I know that it's also um it's also that this board is 100 percent very much continually released with one another to be able to come to come to a determination of decision that ultimately isn't always favorable however we don't do it without any kind of real consideration but what the impacts might be and ultimately grateful for every single person sitting here at the table um or just trusting in the board in this country speaking so that is my relationship in the time I wanted to take to acknowledge that and really look forward to the path forward and as much as we're going to be able to accomplish um with one another I think that the the ability for us to pull together as an entire district will definitely there's nothing I think that is coming together and working with one another foreign [Music] number one um if you if you get a chance to see the video provided by our administrators we've been working on fluency for the schools and in these this particular year our focus is evidence of implementation of reading fluency strategies and I am very proud of the work now and the principles are doing in working with the teachers and implementing the reading strategies please take the time to look at those videos and all that time and everything together not only are we working with the staff but also with the children the second highlight that I want to bring to your attention is once again this final November being a tough month in doing all the performance valuations I want to celebrate my principles and advertis for on holiday November um last few days that they conducted please keep on a hint for the honestly [Applause] provided to all the teachers the next uh highlight that I want to give is also thank the governing board for allowing uh admitting you want them to be framed at the schools one in California and one in two weeks it was very uh powerful to to walk to go with my team at the high school and to be able uh not only about the team to be able to learn and still strategies that we look forward bringing there were some highlights of the items that we hired uh we learned and you know we will consider in the future let's take a thing with Jimmy um we had a wonderful discussion um but I will um as the months go by our going forward and seeing how we can Implement all of the strategies that we saw that kids worked out for the district or how to get more fired so thank you for your support and I want to thank the um about the query the North Korean High School leadership thing to be really a little bit and and join us plus I had a great time um getting to know a little bit more and also beginning to see how we can make it work so thank you for your support um Social Development last month in the month of November had the opportunity to co-present and during the professional development and lastly another shout out for his heart for her successful Thanksgiving dinner Head Start during the month of November oh she sat down um but those are some kind of that I want to celebrate during my report and if you notice also all of the graduation promotions um already invested on the before so Market calendar we want as many of you to be presented so you will see that in every month on the report and also some of the major even taking place in the month of December I'll be happy to answer any questions that you will have at all very important video is that possible I would love to um it was my understanding that um that there was a different direction of a video for the solar system superintendo so I'll be happy to bring that back the video and anything that comes with it so but a lot of things I just think it really is a lot of [Music] thank you sir okay I have any questions all right thank you so much number nine is a Coaching Club sponsors Joseph Museum foreign volunteer coach virtual original credit recovering students must be okay and Nicholas identity board decision for your information so there's no nothing else oh go ahead Stevens Studios is that supposed to say basketball right [Music] is that my typo hold on it is for the football coach okay we already approached him from the basketball coach but there was an oversight in the assistant football coach um and so we wanted to honor to the football team and most important was that the same questions when I'm reading this thing happens it was brought to my attention that one or more board members wanted to have an executive session that maybe just really quick to go over some numbers all right um create so we're probably going to need to balloon the levy 6.1281 that's last year's tax rate 6.1281 6.1281 because you're only you're only using the operating funds you're not using the bonded interest just using the operating parts to determine that okay yeah [Laughter] so again I've separated out again just those two tips so you can see those two tips here's what I believe the scenario is and John and I have talked a little bit about this the Tiff will dissolve in 23 but I believe they have 12 months to file with the clerk the proper paperwork so it won't actually they'll wait till the last minute and it won't get filed till 24. so in 24 so then it's added to Levy in December of 24 so your Revenue begins coming to The District in June of 25.

very moment I did not do that yeah yeah it's a great book that that's a something that should be done probably tell the story before yeah absolutely yep okay and failed okay then we'll move on to Berlin Elementary so the level service we'll start with level service only so the level service only has an increase of 12 and 481 000 12. seven percent of this is from the general budget of two hundred and ten thousand forty dollars the significant increases to bring to your attention under general education are that we have a math tutor that is currently being paid through a grant and it's being put in the general budget next year this dyslexia screener that was paid through a grant this year you know will be put in the budget for next year we need a new copier in the main office this was purchased in 2018 we have a slight increase to our trans regular transportation we have a retirement payout for one teacher for the contractual agreement we currently have a note night custodian that has contracted out we would really like to bring that custodian back in-house the increase would be benefit costs only electricity we have a 31 increase in our health insurance and benefits are projected to have a 10 increase 26 is from the special education budget which accounts for 278 973 dollars the items that attribute to this are we have two new Audi District students which also included 14 projected increase or private item District tuitions we have an additional classes monitor for now additional bus monitor via in an increased to special education transportation and we have a special education teacher that's retiring that also will get paid out for the contract ual agreement distribution so those are Muslim girl and girls I have Berlin students that are their needs aren't met within our district and so they need to go through and out of business yes that is correct that's correct yeah the above level service request for Berlin have a total increase of 20 and 841 143 dollars 15 is from the general budget of 484.

and then it moved on and on and on so it but what I want to really be able to to bring attention to you for with this was we had essentially for students who were struggling with mathematics they would have the opportunity for algebra 1A the first half of algebra in their freshman year and second year they would have the opportunity for geometry and data analysis their junior year they would be able to take um uh algebra 1B the second half of algebra and then they could take Algebra 2 or probability of Statistics or some stem elective what we saw was that those students then because you you um you take your sat and your junior year those kids were missing out on Algebra 2 content in their junior year they were they were uh engaging in that in their senior year so they were missing out on some of that content and that algebra 1a1b combination some schools were looking at it and saying well that's just algebra we're only going to give you one credit for that what we saw the opportunity for us was to be able to revamp this then and actually if you scroll down a little bit for us there what we're going to do instead of having algebra 1A and 1B we would look to be able to offer conceptual Algebra 1 would be like the uh algebra 1A and 1B however what it would it would condense the work into one year with a concurrent lab what this essentially does for our students is it gives them one and a half credits one and a half stem credits which is really important in the in the credit game that is high school right now with with Connecticut's uh requirements for high school credits it would give kids an additional credit for that structured support in mathematics given the data system that we have to be able to review student performance and then provide Direct in um uh direct support into that we feel that we can do an even better job through a model such as that which then allows our students to then move on to geometry and data analysis in 10th Grade which they would have anyways but have the opportunity to then get into their Algebra 2 or conceptual algebra too with financial applications by their junior year this gives them an opportunity to be able to engage with additional rigorous content in preparation for their uh for their sat and then finally what it does is it opens up the top Branch for those students instead of taking another other one of those math courses they can then have an opportunity to work through a range of electives that might be at math electives that might be a CTE elective that might be a science elective something that can work within our stem credits for that that is the major change that we're looking to our program for this year and we feel like it is very responsive to the needs of our students it continues to be able to provide opportunities for our high achieving students as well to be able to have additional opportunities by being able to move through in this method it allows us to be able to keep building more of those senior level electives that we can work toward data science for students or everyday statistical analysis a lot of opportunities that kids could be able to work in and engage in at a deeper level are there any questions for me on that all right so this is a first read so you'll have a chance to look at this ask any questions that you have and then vote on this on January 10th and I'll be happy to be able to revisit this with our curriculum committee tomorrow morning if necessary as well thank you John um saying no more questions in regards to that we're going to move to the recommended action action which is the consent agenda and the approval of the minutes for November 21st 2022. and the motion is to move at the board the Canton Board of Education improved the consent agenda well first Joe Erica second all those in favor give me the evidence thank you and then we're moving on to the approval of the 2023 Board of Education meeting dates and on the second page you can just notice the dates in red are all budget related so I know that the companies talk about there being a lot of meetings in February but those are the budgets related meetings so motion is to move that the board the Board of Education approved the Board of Education minute meeting dates for 2023 excuse me in the first Kim Russ is second all those in favor then we have a motion for the first reading of programming studies we moved up the Canton Board of Education approved 2023-2024 program on studies as a first reading so the first job second right all those in favor yes and approval of the mental health support proposal um so we move that the Canton Board of Education moved to accept the proposal by Health Management Systems of Americans to provide mental health support to Canton middle and high schoolers beginning on January 1st 2023 it will have occurred thank you delete all the favor do that again um I think so you raise your hands again please those in favor um guys we just don't even know what certified these people they could be certified we're supposed to begin to get the information and we haven't finalized about this is only a first this would be cool I'm all like I said before I'm all for it I think it's great I feel like it kind of a profit upon us a little quick tonight without a chance to ask yeah I I think conceptually it's great I mean I think we also buy yoga classes for everybody for 40 000 now we're getting better than this but I mean yeah we got at least know how these people are certified okay they're licensed I think we have a duty as board members to know who we're sending our kids to go talk to the guy couldn't even tell me what board they're certified with if you thought saying board certified or something sufficient and I thought it seems like this is an easy sell for college kids right and in a really good thing for college I guess yeah and so at the very end the guinea pig issue but Kevin you know at the very least they're licensed clinical social workers they are certified counselors I mean I know what mental there's there's various different degrees I understand what you're saying like I couldn't answer but I I think there's so many different yeah conservations they have I also know there's a huge need for mental health right now and there is absolutely and I don't know how this will play out I just know that our kids need more resources that they're able to go to aside from like I I understand there's also a huge shortage of like Pediatrics like psychiatrists yes I can get them in yeah see them yeah yeah well I I also wonder are there other jobs that tell me in one sec but um I also wonder if if we're talking about really getting sort of outside the box with some of these issues and I'm sort of sure taking that kind of money you could do for proactive things like whether it's meditation or whether it's you know yoga or any kind of practices that can help these kids with mindfulness or I mean there's I I would love it if there's something other than just push a button on your phone when the phone was probably half a problem anyway you know I don't it's it's very certainly I think we should be this is a great program I want to talk about how great it could be that's just my perspective on it Tim and I gather you have studied this journey into the summer of the summer right and you feel this is the best way absolutely absolutely absolite I even found any other program that's 24 7 for our students yoga mindfulness emotional intelligence we are working to integrate that into our classroom as it is and we've seen great progress that's not going to take money that's not going to take money this this is where if we value our students they want to give them opportunities to get support outside of a school day this is this is the program that I found to be the best are there guarantees there aren't but how will we know how do we know that it will be successful until we try it we wouldn't know if if he said if like let's say three months or six months nobody's using it then you could say we want our money absolutely yeah can we get some information on this um some data sooner than maybe they should work maybe that would month or something didn't you say that but meaning we'll be can Kevin get that to share with the book oh I apprecially I can share that with you monthly okay I'm in the same Reserve interesting that you've done the research betting this that the counselors or School psychologists our social worker everybody's weighed in on this and that there are no other options in that because of my loading yes was because the students are expressing the concern and interest in that unfortunately you know this one there isn't anything available through our school system after hours so I guess that's where I feel that there's the need in this provides after hours you know Ryan that's what I was thinking yeah but I understand I agree honestly it's soon and we didn't have any apply information and we're having to vote I only read tonight I want to be in addition to pair walks up to me and says who is my kid talking to yeah yeah I don't know they said well you you voted for it okay I mean I just think if something is if anybody can help me and I I understand your point solution there are lots of lots of services but I'd like to say you know when your child uses this application they'll be connected with a um it's fantastic I just think we have an obligation to the town to tell folks here's who were you know it's different you said the counselors come from all over and so it's different state by state yeah they have a different but they're all licensed counselors because we did say that but each state has a different company they were board certified and so I said well what board which I think is a very fair question and that that's all the information that we got yeah certainly I can get that too and I would just share Randy right I was looking online um it does share that their staff's average experience exceeds 17 years in clinical and account services but to your point of trying to be able to understand exactly where it comes from if we've got a problem with absence or data that says absence is up because kids get stressed or they don't anxiety and they don't want to come to school it might be you know fixed by calling up somebody at 1am because somebody's texting about nonsense I remember a kid telling me Oh I read all these texts last night and I didn't know what to do about it you know you can feel bad for them but this way they could maybe call someone and kind of talk down the ledge of you know it doesn't matter or it does or I understand how you feel or something like that you know I don't know there's a lot going on so I say support the kids with this kind of and see how it goes I mean I wonder about that too like if I if I was a parent my child was in the school and you know part of me would want to know like what's what are what are their issues especially if it was like a lot of issues or something but it might just be social you know like Sally and saying mean things to me again she's my best friend how do I deal with this foreign yes because I trust that you've been in Kevin and Ryan you might make very good question there very good point I assume they're licensed certified clinicians how maturity I don't take it back you're asking great questions [Music] thank you from the man any other comments you know we call these wrap around services you know the supporting students not only during the school day but outside of the school day it's so important so I appreciate your support on the health and we will measure the progress as we go along and in the contract that if students are taking advantage of it yeah will there be can we have language in the contract because if the contract says 12 months and they say no you can get out of it I'll work on that yeah thank you I have the contract right on my desk so I'll take a look that way thanks again I appreciate your questions I understand where they're coming from and I understand concerns you have um but if we waited until the perfect time I don't think there would be a perfect time and this is what we intended the money to be used for and midterms come are coming up mid-January so Nathan we would have it in place for that we begin communicating by the holiday break yeah and then set the parent meeting for January yeah we are just very clear Boardman requirements though um do any board members have any other comments move to Executive session for a personal matter inviting John and me okay

and how many years in a row are we going to get that Revenue forever it's a permanent bump again it's a permanent bump so that's a massive deal to make sure they stay on point on that well that's no that I'm telling you right now that number changes a lot of things and so staying on top of like Mr serma said whether we have to put someone to do that right you know that's their that is a revenue stream of money that it has been earned over 23 years that would come here I'm telling you that's a big deal we talked about that it is and so these corporations panaged the tip but the municipalities corporations for the business impacted now once it took pay that same rate or do they pay more before the tip expired to academics I'm not familiar with it it has no impact on on how much taxes those businesses pay however they may have been getting incentive payments yes from the tip fund okay that's where the businesses benefit s okay it does not it does not help or hurt the businesses inside the Tiff on their tax bill but but they they've been getting incentives sometimes they get a refund of their taxes or the village pays for in their own own improvements and very consistent but when these business set a certificates fire these businesses are no longer okay so all I'm saying is that our have we looked at the individual businesses you're taking a snap to look at best predicate upon that's predicated on those business having that eav staying solid right so once those businesses if they decide to leave we had a couple quite a few businesses leaving Monet some years ago and I believe when tips expired I believe this is years ago Michelin tires and you got the big building still there a gun without the building was there but right any idea since they built a massive Amazon building in front and then Amazon bought that half of the Michelin building right and put something in there so now it's but all I'm saying is buyers beware that's not an absolute there bill that's all right that's not an absolute so we just got to factor that into some type of contingency when we do our forecasting yeah this is what we got it looks like we gotta get it but you know what I'm hearing through the grapevine that this business may leave once the tip expired because they are no longer longer getting those incentives as Johnny Luna too but just on the flip side of that if we don't extend the Tiff either way and nothing's filed everybody loses right I agree so I agree why like that why even do that yeah that'd be 5.9 million on I also think the way you have to look at it it doesn't have to do with the business staying there it's the real estate that is being taxed so I'm going to give you an example the Bank building that's sitting over here vacant they still have to pay taxes on is it the same same amount because it's value the same way a vacant building it's value the same way really yes because remember if they're leasing the building out to somebody yeah a property owner is still paying the taxes on that facility for whatever the value the assessors oh that's a good point yeah that's very good very good thank you you've got some brownie points you redeemed yourself so let me let me just share a couple of and I'm almost done here so let me just share a couple recommendations because the other thing I want to point out about a tiff dissolving is it benefits the taxpayer so I just put this real simple example up here and where the what this does is because we have kept the board has kept our tax payment or our bonded interest payment level I just put an example up here that if our annual debt payment was 10 million dollars and we have 4 000 Property Owners a total eav was 400 000 or 400 million dollars this would be what the tax rate is this was what they would be paying on taxes for just bonded interest okay but if a TIF rolls off valued at 50 million dollars now I'm still have my same tax payment but I'm spreading it out more on eav and so what happens is the tax rate will come down and I'm paying less in bonded interest so that's what will happen also it's a benefit to the taxpayer when that tip falls off also because that eav comes on the tax rolls and also so there's a benefit there okay this goes to show you I I recall reading a long time ago and don't take it for the gospel but I thought our district first of all I know this to be factual University Park has the biggest Tiff area in the state of Illinois other than Chicago we as a district as a whole here has the has have one third of the Tiff area in Will County I believe so I think so you have those well-to-do high volume municipalities don't even have tests because they're they're getting their revenues are so robust from the businesses and things like that so we have a lot a lot of people drive past up and won't need and see all the big businesses whoa they're doing really well and I'm sure the homeowners is paying a little taxes yeah no because of the tips okay uh for a chip as we talked about a little bit earlier for it to be extended additional 12 years I mean this probably requests a letter of support from all taxid bodies especially the school district uh one of my recommendations is don't approve a tiff extension without getting something in return that's just my recommendation all right it's within the legal right of the school district to negotiate their approval so again if you look at this Tiff in money over 12 years to 12.5 million dollars so again when I negotiate that's my starting point 12.5 million compound to five percent a year value of a dollar no problem with that issue and that 12 million dollars now is much worth much more than years from now because always keep in mind that a municipality is concerned about a municipality school districts concerned about a school district we're concerned about everybody well I know we are but again from a financial standpoint that's what we have to be all right and then lastly as I said earlier the school district must monitor the dissolution of tips to make sure they occur this will be the role of the business office along in consultation with our legal counsel that being said I am done okay any questions or comments now is there any public comment related to the 2022 tax levy only okay can I get a motion to close the truth and Taxation hearing oh you've moved good job Ken okay thank you okay roll call Brown is an i Mrs Roop aye Mr sawant aye aye Mrs Walters vice president I I did I'm sorry just kind of skipped saying vice president Muse I threw myself off I was trying to stall for Todd to come back oh my goodness I do president Auburn aye motion carriers hold on I didn't get to vote no he did root twice Dr Hall motion Kerry Smith all right usually he goes with me laugh I'd say like what okay um is there any regular public comment there is none okay uh next up is board updates any board members have any updates I I would like it if everybody can bring to the board next week a regular board meeting some updates uh some whatever they want to share as far as the best conference we went to yeah we could do that yeah I'd like to I'm just itchy to share okay laughs all right um okay uh then next up is Administrative sorry Nelson I was trying to turn this on I just want to uh make mention that we have some great things going on I guess um regarding the mentoring program that we're doing so I just want to commend the district on that I think it's an awesome thing that we're doing um they've had the real men read we're doing a Men's Conference coming up and so that's just some exciting news I just wanted to kind of put out there so great good thing for our district any other board updates everybody have their mic turned on okay if not uh go on to administrative updates and I'll turn it over to Dr kagwan Nissan um you're super you don't have any okay going right onto business and again Ken so discussion uh good evening again everyone I want to introduce Carl Thomas who's one of our senior Auditors for Miller Cooper our auditing firm to give you a rundown a little synopsis of our 22 fiscal year 22 audit so Carl um Don do you have a mic please there you go unless you want a wireless I can give you my wireless microphone you're good yeah okay off yours as Ken said you know who doesn't have a schedule yeah there's nothing in the middle Susan's down here I'm up here you know so anyways thanks for having me um not as interesting as as these fellas over here Mr surma and Mr Johnson or Mr Izzo by the way nice to meet you in person we've emailed a bunch before so um but anyways thanks for having me um you know we just wanted to go over the uh deliverables from our audit again not as interesting as tips and stuff but important right so um here's are the ones we're going to go over we're going to go after the audited financial statements commonly known as the bound report the regulatory report you know it as the AFR that's the recognition score you mentioned sir uh if you mentioned that earlier so the required Communications to those charged with governance which is the U table here right um our we call it the control letter so any matters identified of sort of a finding nature so we'll go over that too okay and um I think it'll be quicker than the tiffs depending on the questions we'll see so anyways um do you have the PDFs because okay so I won't I won't I won't belabor the point with page references and things I'll I'll sort of call out what I'm looking at and we go from there so okay correct yes exactly SparkNotes that was the one when I was in high school Cliff Notes was the old stuff I didn't mean it I actually didn't mean it like that I didn't mean it like that it was the new I didn't mean it like that it was the new player in the market I guess I am getting a few more laughs than Ken huh okay um I apologize for that I have a little too much personality for an account right I need to be more boring that's right okay so um you know the the plan is of course to of course file everything on time which is Thursday right statutory deadline the 15th that that's the plan so um we were bringing these drafts here for you to see them you know and talk to them a little bit um you know before that that final submission to isbee on the 15th and the regional office and so on and so forth Ken's gonna have to make his Mad Dash down whatever Road he has to make to get to the regional office before three o'clock on the 15th as he does every year and get that signed by them too so you know timely timely submission is is good we're happy for that you know with respect to that bound report there's there's several opinions that the auditor can render um the good one is the one you're getting it's called the unmodified opinion it's called the clean opinion in sort of layman's terms so to speak um that means there are no material matters identified and the financial statements materially represent the district's condition so good news okay um when I look at the some highlights the financial results the net position of the district is is kind of um like fund balance but of the whole District not just the education fund not just operations and maintenance sort of the whole picture of the district with the capital assets the debt everything it's sort of like what's left after you add the capital assets add the cash subtract the debt pension obligations things like that and when we look at that again I'll spare you the page references uh that position was 4.4 million so again this is like the long-term view so in terms of we call it a cruel accounting so this is how Apple General Electric these big companies that's how they look at their financial results so again this isn't any sort of cash position that is being monitored this is a it's only done once a year and for this purpose okay so that's a positive and it was an increase from the prior year of 9 million so that's that's good so the main reason for things like that is when you invest in your facilities which you're doing now with all this Bond money the capital assets go up and that increases what you call Net position so you're not simply spending the money on expenses it's being put into facilities which for that view of the district that's an asset Okay so all right so now when we talk about fund balances that would be the next highlight to make those 93 million this year now a lot of that's Bond money so you can't just simply say this is free cash to sort of spend however this is facility money for the most part okay um that's an increase of 40 million dollars which is roughly equal to the net proceeds from from the debt transactions that were undertaken during that fiscal year that doesn't include the things that happened in the fall of 2022 those will be in next year's audit okay uh that that Bond transaction was about 115 million dollars some of it was was money into the capital projects fund for facilities and then some of it was simply quote-unquote refinancing old debt and restructuring that old debt okay so it was a in of cash but then it was an out of debt so it really didn't have any effect on the fund balance okay the sum total of the boundary report is that there there was really no new significant estimates no new accounting pronouncements other than the leases which um simply reclassified some matters kind of a cosmetic change it really didn't change numbers too much okay the gazbe who's the standard Setter likes to rename things every 10 to 15 years and yeah we all find it very helpful right guys [Laughter] um you know that is a very high level summary of something that's about 100 pages long you know there's a lot of other good information in there there's there's notes that show the beginning balance of debt the ending balance of debt and how it got from point A to point B um that's back there there's the capital assets you can see what's being added to the facilities with the bond money things like that you can see the depreciation that's taking that balance down so it's kind of a constant battle between you can really look at your your investment in your Capital Assets in these notes and you can see how easy it is to get into the deficit position because the depreciation is constantly taking it down that's why it's important to keep investing and the financial statements show that so that's why you had that increase this year a lot of budget to actual things in there too again don't want to waste time going through it all but it's in there and you can always ask questions you know at a later date if you would like I'm here and the business office is there too the next document um actually let's talk about the is the AFR the projected Financial profile score is 3.70 it's exactly the same as last year recognition correct so I wanted to get that out there for you I kind of I had to make sure I was looking at the right document in both years I thought I was looking at 2022 twice but it was exactly the same in both years so you're looking for a 4.0 [Music] I looked at that the score was four and every category except that yep cash on hand is four also wow yep it is um subject to a final review by the USB but that's the projected for now so okay let's talk about sorry my screen went to sleep Our IT guy is kind of paranoid about hacking so he puts our screens to sleep instantly it's not a bad thing it's not a bad thing trying to keep the data safe okay okay the next document I'd like to talk about is the required communication to those charged with governance which is you now this document puts forth kind of a summary of what we do and what we're responsible for and what you and management are responsible for I think the the point I always like to make about this is that the Auditors are not internal control so just keep that in mind keep doing what you're doing okay you know keep on Ken and Brian they're doing everything they can do and you're going to hear about some improvement that I'm pretty proud to you know happy to share with you that they've been working hard and stuff so okay but yeah this document is is a little bit of a dry read I'm not gonna lie it's it's talks about the the estimates that are in the financial statements so the evaluation of Investments different things like that um the pension obligations it talks about a lot it's kind of a technical read but it does talk about those things it also talks about any uncorrected errors okay that's kind of important too we're required to talk to you about that um there were two um they're not significant so they're not a big deal but one of them was there was a revision to the capital asset records which is actually pretty common at Illinois school districts the capital asset tracking is a is a is a struggle your District does a better job than others but it's very very common to have revisions to the equipment balances because they're kind of hard to track and there's a lot of activity with iPads and one-to-one and things so that was not a significant matter it was corrected during the audit it was management discovered it and uh we we just put that in there to let you know that there was a revision to that okay the other thing is that the district leases certain space to a business in what is a building called guys burrowville yes the district leases business I think it's a dental business correct yes it is yeah it's actually a taped out box I saw it it's kind of it's kind of funny when you go in there but um that lease under the new leasing standards should be sort of a receivable on the operations and maintenance fund and the district has chosen to not record that because it's small that does not materially misstate the district's financial statements and that's why it was not done what are we collecting what are we collecting on police or is it a yearly lease a monthly three grand no they're still there they wanted to get out of the loose if you remember yeah yeah they wanted money to get out of the lease and we said no I'd have to look at the lease until you retire so I just wanted I I just want to make it clear that the district is receiving the cash and it's being recorded and deposited it's simply that um so it's just that we're recognizing it as Revenue as we receive the cash instead of establishing the receivable correct that's exactly correct okay you got it um the accounting standards want districts to set up a receivable and a deferred revenue which is essentially a zero of impact and then make certain adjustments when a check's received right right the district is to be honest this is what we call a cost benefit in accounting it's a lot more practical to Simply deposit a check and record that Revenue when it's received as opposed to doing all the record keeping and the adjustments of one very small lease right so that's allowable under accounting that was not a material misstatement by any stretch it's very trivial but we have to tell you okay the next document I'd like to talk about is the the control letter okay this is where certain things like findings might go if a district has a finding you may remember in Prior years this letter was a few pages long okay uh it's it's a lot shorter now so I'd like to you know think about guys you know working hard trying to kind of get controls going oh my computer's given up um I think I'll close it up yeah this letter had one matter this year there previously I think maybe four last year and the year before that maybe even more than that and um the summary of that matter is that simply the district operates under a budget constraint with Staffing and personnel and it's not possible to segregate every single task in the business office that's also another cost benefit right if you don't have you know this is an apple or GE kind of like I talked about earlier right so you can't have 25 people processing an invoice it's just it's not the cost benefit is not there we talked about the property taxes there's there's a limitation on what can be done so districts have to operate within that constraint and so what they can do is they can instill other controls let's say Brian has to do two steps of a process Mr surma can review his work that's that's called a compensating control instead of we we can't have five Mr Johnson's it's not practical we can't we can't afford that so Mr Johnson does a few steps of a process there's other controls over him to review that to compensate for that lack of a segregation and that's all that matters it's also not uncommon to Illinois school districts okay and it doesn't rise to a material matter it's been downgraded from last year actually so one matter and it was downgraded so that's the letter okay that's pretty much my summary any questions oh thank you very much for finishing the audit timely and Ken and Brian great job thank you thanks so much for dealing with me guys thank you give them hell next year find some more stuff okay um good job superintendent next up is teaching and learning proud this is your show Chantel test one two here me too testing good all right good evening thank you Ken for a lovely evening tonight um good evening to the board to Dr Cara students online staff online and families and the staff that we have and families that we have here in person we want to thank ourselves and welcome our staff up come on up we have joining us this evening representation from elementary middle school and high school to help with tonight's presentation on student data we have Mrs marcinik from Crete Elementary we have Mrs castalonga from the Middle School Mrs schreffler from the middle school and Mrs bielen from the high school so the board has asked us to give a data report on looking at student student data over time year by year and by cohort tonight we will be looking at common um assessments that we have at the primary and uh Middle School level which is our nwea testing and we have recently started testing at the high school level within WEA and when we get some consistent data for that cohort those cohorts we will bring that to the board this is an assessment that is administered three times a year um and let me change the slide uh I also included some high school Common Assessment data which is our PSAT and our SAT data um and just so to go over with the board this is just one measure of assessment data that we are going to take a look at again it's given three times a year it's adaptive to the student it's very specific for each student it looks at and measures what students know progress and sets goals Compares them to their peers and then at the high school level we are going to take a look at our practice sat data that's our PSAT and then at sat data the board acts so we get all of this data and then what happens teachers monitor it and our staff will talk to you about how we set individual goals with students to personalize it teachers develop strategies and then at the grade level content level and at the building principal level and District level we talk about uh that data and how we can support students and teachers so if you take a look at each row this goes from 2016 to this past spring and row by row if you take a look at like first grade it looks at each first grade cohort each first grade for each year going down how those students scored on NWA if you take a diagonal diagonal look then that talks to you um about how those students did as a cohort and this is our March data from um this is our math data for nwea and this will be uh posted on the website then this looks at our map data for the pet this past spring again and this looks at our reading data again from the data goes from first grade to eighth grade we have not been consistently giving it in kindergarten but we will work with our kindergarten team and talk about what that looks like again this is not map data but it is the common assessment data that we have for 9th through 11th grade with the PSAT and our SAT scores this looks at our math data here and then this looks at our evidence-based reading and writing for our high school students 9 through 11. and so I'm going to have each member of each team talk about what goal setting looks like um how we goal set with conferences with students what that looks like for instruction and how in their role they can help teachers if they're in IB coordinator or IB coordinator or a math coach hi my name is Karen marcinic yeah you can keep it nice and low for me okay um oh sorry my name is Karen marcinek and I'm the math specialist at Crete elementary school and I'm here to talk about math data goal setting what the instruction would look like and what the next steps are so we in reading is we do similar goal setting for reading we would follow the same steps but they have they might use some different assessments but for math I use or we use nwea when students take the mwa test three times a year the students will get an overall math score and we have to dig into that score because that score is a combination of four domains in math so the domains are numbers and operations operations in algebraic thinking measurement and data and geometry so if you just look at a student's overall score in math it doesn't tell you a whole lot they could be what would be perceived to be a grade level score or right where they need to be however in two of those areas they might be above grade level in two of those areas they're below grade level it's a possibility so we really dig down into the average of the four scores and where that average came from um we have one-on-one goal setting with all of our students we are testing our kindergartners so before the conferences the teacher has a class meeting where the entire class will work together to brainstorm ways that we can improve in math for a small child what what does that look like for a first grader to be ready to learn in math so they'll kind of go through and as a class generate or brainstorm a bunch of different ideas and of course the teacher in case the class doesn't have the ideas the teacher will have the ideas about what it looks like to be ready to learn in math um after the class brainstorms um the teacher will meet with the students oh I'm sorry all of those things that were brainstormed will go on a menu the teachers type that up and when the students meet with the teacher and the teacher says how do you I want you to pick three of these things do you think you can pick three of the ideas here to explain to us or to write down on your goal sheet what you're willing to do what commitment are you willing to make to improve yourself in math and then the teacher offers of course we'll tell the students other things that they can do and we break the scores down like I said and um so this the students continue to get grade level curriculum and then we have intervention time so our intervention time would be where we go in and we look at the four domains and sometimes we could take the students lowest performing domain and say that'll be your intervention goal all of the programs that we use electronically at the entry level e-spark success maker is IXL DreamBox not all the schools have all of those some of the schools I think some of the schools have IXL some have DreamBox it could be a little bit different I know they're going to look at all those programs next year but every program that we have purchased we can take the students domain score and plug it into that program and this it'll walk the student or it'll take the students through an intervention along with that the teachers will group can group students according to um where they're at and you know as the students are working on the computer program the teacher can pull the students and work in small groups the wonderful thing about nwea I've been using it I started using it in other District in 2009 they have something called it used to be called Descartes now it's called The Learning Continuum so when I go in and click on a student and it comes up with their score it'll tell me what their lowest performing domain is where they're struggling and where they're at but for every one of those domains I can click on a link and it will take me to a description of what according to research and how the students scored what the student knows what they're developing what they're ready to learn and you can also see in there if they're not ready to learn something so it's very prescriptive so when we have meetings or coaches meeting with teachers we'll sit down and we'll go through all that with the teachers so that they understand where each child is at and what each child needs so we do a lot of small group work in math now and like I said we have the whole group instruction everybody at the grade level curriculum and then we have our intervention time where the students are working where they're at we meet them where they're at and we go through we try to fill in gaps um let's see here what else do I have um oh nwea there goals are for the expected growth of one year so if our students come to school for one year we should all EX expect that they would have one year of growth and that's how they set their goals and we've decided that that's okay if a student is at grade level or above grade level we have some students performing below grade level and some of them far below grade levels so we need those students to exceed their goal because if a child is in the 10th percentile on map and they meet their goal they're still in the 10th percentile so we look at how we can get that child from the 10th percentile the goal up to at least the 50th so that's where the learning Continuum is very helpful because it the prescription is right in the program here's what the child knows is it always 100 correct no a student could have a bad day on one of these assessments but the teachers generally know if something went wrong with the testing if somebody's score is completely off um let's see here I'm sorry I just have some notes because I don't want to leave anything out um see like I said all that as far as next steps go this is like this is a circular process so we assess we set goals they get their grade level instruction they get their intervention we reassess we analyze the data and we start over and this goes on all year and then for our students from year to year it's the same process so we're continuing we continually assess look at where they're at come up with ideas for what they need provide them with research-based instruction and it just continues and the students even the elementary students they sit down they they have a graph they fill out the graph with their data they color they talk about what they could do better what they could change for next time and if they meet and exceed goals we celebrate we have school celebrations classroom celebrations and individual celebrations so that's about it and oh I'm sorry so so explain to me again is I'm looking this percentage of students who met the projection I'm just looking at the K-8 math it's not pretty I wouldn't imagine so is the projection based on the tool that you were talking about where you look at each individual student and what they can achieve yes that so that's all part of nwea it's actually in an electronic program I didn't even know you were there so yes so um okay yeah and I know we have tested we are testing now the kindergarten first and second um but I guess this this when we say met projection that's that's driven at an individual student level that is every student whether they're low medium high at grade level wherever I mean even our students that are above ground so if I look at sixth grade 2018 2019 seven percent we're meeting projection that's really an aggregate though of those students who were meeting their potential so to speak that would be those students who grew a year and one year so um so that that's where they get their projection in math it's um or reading it's you want the student to grow one year so I think I mean this question originally came up to kind of compare how are students doing now versus pre-covered so like and and I don't know if this is thinking about it right but if I look at the 2018-2019 line compare that to kind of the 21 22 line it tells me with the exception of like third grade and eighth grade students are doing that or better than they were pre-covered is am I misinterpreting the data or reading too much into it [Music] fluctuates and you know there are many factors that go into you know analyzing where our students are and I would say if you look at our 2122 data what you'll see is that our students are rebounding that you know they hit some lower scores but when we came back in the spring we see that they are rebounding from the pandemic okay so so real quick on on that if you don't mind no go ahead so I guess the understanding is 1920 and 2021 you can just draw a line through it right ideas that we can 22 without 1819 because 19 to 20 was in school then covid in 2020 to 2021 was covered then back in school so we know line that the way we I'm interpreting that is that seven percent of the kids in sixth grade met uh the projection for math correct and now it's 24 correct so when they tested in 2022 of spring so we jumped up 17 in math correct correct that would be for um sixth graders of 21 those sixth grade sixth grade I mean 24 of sixth graders have met the projection in 76 percent have not meant the protection that would be correct so then when you go back to the reading and the next slide in the spring data every one of the categories dropped from somewhere between three percent and thirteen percent you remember from 1819 to 2122 because the two years you've got to draw a line through it because the the original comparison we were asking for is you can't ask the covered years because it was different right it was challenging for everybody students staff so we wanted to go back to a normal Year yes to this year because we've been in school since August and now even last year was tough but it looks like if you look at these projects I just want to make sure we're reading right right now in in Spring of 2022 under reading 18 of our sixth graders can read at that level and is that what that's saying they set a growth goal through NWA so it might be a five point growth and that's saying that 18 of those students met their growth goal all right so they met their target grow so we don't know where the students are at in 1819 if in sixth grade if there's um uh okay Junior High 900k so if I'm figuring there's 300 students right yes we do we know that 300 out of the 300 students how many are at sixth grade level and then today are they at this you know those 300 kids this would be what three school years later they would be freshmen are they still at that are they at the Freshman level or are they we're struggling I think I am as a board member are we behind and how do we how do we help the kid you know how do we make it how do we know where they're at you know because we went through two years of you know of mixed up you know covet was half of one year or you know a quarter of one year and it was pretty much half of another year so I think what you're asking um Mr Wallace's are our kids on target with state standards and Mastery and that was the last kind of presentation that I showed uh of how they're scoring with our iar assessment that's our state assessment that says and I'm just I don't know if this number is correct like 14 of our sixth graders are reading on level and what this shows is our time um of the meeting their their growth targets of where they are does that help yeah so um I guess when I look when I look at this regardless of the the hard part is we can't compare fifth graders in 2021-22 to fifth graders in 2016-17 because it's a totally different groups every year here as it goes down that's a different group so now we can look at like those would have been sixth graders so that score went down then the seventh grade it went up but we know that we have a Transit District so it could even that could be a different set of students when you're looking at the data uh we just look at it and say oh we have this amount of the kids who are not meeting or what or how whatever but we've never had a majority of our kids meeting whether it was in 2016-17 or 2122 we we just have it and I'm not that's not a knock against anybody that's just the reality of the day uh so and I'm just trying to give Clarity on that um I I definitely understand nwea I've worked with it but I guess now it would be interesting to see from 2122 to see where they are this year which is important because we come back out of the pandemic one thing that we are that Educators know this school year and I hope you all agree has been much better than last year coming out of the pendant we saw a lot of things that we probably didn't never saw in education so I would hope I'm hoping that 22-23 school year will see us starting a rebound again and really growing yes and I I will have the the teachers um speak to what that what that looks like but I will reiterate that historically our students have when they stay with us they do grow we can get students to grow and so you know there'll be times during the year when we'll talk about kids that grew green kids that grew blue and what that means and that means that they're on target with their growth again we receive a lot of students that are below level but we get them to grow and when we can get them to grow more than one year that's when we turn them blue pulled out numbers good with us from even if it was early childhood yes through Transit shows that they do better but and I think that that's a number of reasons right yes it's a great teacher here in the district it's something to uh to say for stability with stability Yes yes again when we have kids over time we can get kids to stay with us to grow we use all of our research-based strategies again bringing kids in to talk and understand where they are and where they need to go that's a huge help is my holidays my my youngest daughter went through the creek money system she was always in the IB Program in her first two years of high school she was not a junior senior year when she was a diploma program a lot of kids found it very difficult but because she was in that same system and she understood and how it helped her and vaccines for the highest accessible and cool and I definitely gone through this program yes thank you Dr Hall I'm going to have Mrs casalonga and Mrs schreffler step up for the Middle School I'm a schreffler this is olonga um we definitely do use map and we do a goal setting with our students as well we're going to kind of walk through that process before we actually do the process with the students we do actually roll it out to the staff to explain like what we're looking for what types of conversations to have we my job like IB I'm not in the classroom unless I sub I did actually do some goal setting but I help those teachers have those conversations ahead of time so that they know how to get the students to individually Cycles which we will show you in a moment so done completely so um students first reflect on their scores in relation to Norms of the nwea they answer questions regarding how they think they did is their score what they expected which subject they feel they scored better so we kind of show them this slide and we have those conversations right there in the classroom um students then are told that they're going to have individual conferences and this happens in their advisory which is also the teacher that gives them the map test so they're in that same group um they are told that they will be identifying specific programs or steps that they will use to practice to achieve these goals in their scores and they are given access to a choice board which if you go to slide three you can click on the choice board link and this Choice board is posted in the kit or in the student's Google Classroom both grade level and advisory it is also that something that teachers Post in their Google classrooms for you know early finishers like if they finish the assigned language and literature for the day they might go to their choice board to work on that um certain programs posted are marked priorities so those are the ones that show data wise have the biggest impact so for example in math Alex is given priority which is Don can you zoom in on that screen a little bit or increase it around here oh okay okay there the old eyes can see it now so Alex is given priority for Math and then in for like reading literacy Achieve 3000 is given priority in addition to those listed for priority we also have some fun ones that tie in as well such as like fact monster Prodigy um Spelling City so some different options that students can use students are told of the incentives for meeting growth goals which is actually the next slide in this Choice board so one advisory class per grade level that has the highest growth overall for their class will win a pizza party sponsored by the administration and individual students who make the projected growth in either reading or math or both will receive Food treats from admin and be entered to win a 25 Amazon gift card two students per grade level receive that incentive so um then yeah so then the advisors start actually conferencing with their students and we did this mostly during advisory but we were also given a half day to complete the conferencing during these conferences students are showing their scores again in relation to the norm scores from the fall benchmarks they are also given more information about their strengths and weaknesses and this is all given to us in a report from nwea which is actually pretty nice and convenient but for example if a student needs more work with informational texts um a student can choose a program such as Achieve3000 to practice these specific skills students look at their fall score and their projected score for the spring test they decide which or they decide to set a goal based on those two factors advisors stress that we want the goal to be achievable because of course kids you know they want to reach for the stars and they might say that they want to you know grow 10 000 points which is not something that's realistic but we do specifically try to look that like if a student is in green we usually recommend that they stay near the projected score growth score because they are towards the top of the area already for their grade level but if a student has a lower score we look at their previous history to see if they had higher scores that might suggest that they have a higher growth goal that might be like maybe they had a bad day so they tested poorly on that specific day so we try to look to see if there's like patterns or Trends once a student sets a growth goal they then set a plan and to practice the identified skills using that choice board that was up here earlier we do try to tell them to commit to something that's realistic and you know not something that's going to put on necessarily like an overbearing workload like I teach seventh grade math we tell them you should be doing at least 30 minutes of Alex a week but if they decide that they want to do an hour every week you know we we try to say like you know is that realistic for you because we know that students you know have a lot going on so we try to make sure that it's a realistic goal and it's something that is achievable um as this conference is going on uh The Advisory teacher is actually entering the selected goal that the advisory teacher and the student set into the ndwea program they are actually also putting the action items so what um items they chose from the choice board and how often they chose to work on that and that goes into the report as well then the advisory teacher runs a PDF report that shows the end like the map score it shows the projected growth it shows what the student has set as a goal it shows like areas of strength it shows areas of weakness so like it will give you like informational text or geometry as some topics that the student might work on it also um gives like it does go even more specific like if for example their um operational sense was um a weakness it will say specifically um adding and subtracting with rational numbers or even more specific they'll say with fractions so that is very helpful especially from a teaching standpoint to know that you know the majority of our kids are lacking in that area so when we go to hit on that when it comes up in our units you know we know that that's something to focus on so then no that's okay that's good so uh then once the PDF report has been generated that gets shared with the parents via email it's sent there and it is I mean what like 37 Pages pedia um it's quite large and then um the Math teachers get the math scores and the reading teachers get the reading scores so because of that breakdown of you know what areas might they need assistance with um in the winter sixth and seventh grade typically takes map again and they'll review those scores where they are are they heading towards their goal eighth grade doesn't take map uh in the winter because they do PSAT during that time so that is one of the reasons we look at setting a goal for spring also because you want that whole year goal and then in the spring we'll review those scores and students will get incentives hopefully so that thank you thank you so that PDF file information in there and it also also has like what they agreed to like they said they're going to work on Alex 60 Minutes a week or they're going to look at Prodigy for 10 minutes three times a week um so that's in there that's typed into that nwea and that generates in the PDF report that's emailed to parents okay so my second part of that question is um maintain or try to maintain a balance of in-person versus maybe computer or these extra things because some of this is computer-based correct all of that choices is there a balance between in person and well well with I mean obviously because the math and the rating teachers are getting access to those scores and they do try to do intervention as needed um when time allows um I mean I'm just curious yeah class for 40 minutes and they do backtrack based on their goals but they also have like you know a lot of variety in what those students have like either you know high standards or you know areas a week so to do that an entire class all the time and reach the state standards for that grade level isn't always so they do um and I mean correct they do do like little Skill Builders if you will that we didn't ties in with that as needed especially if it builds into the current curriculum like they review fractions if they're working on purpose and profit probability things of that nature because that's a basic skill that's lower level but it's something that they need for that current time and then they also the nice thing about Alex I should point out is um it also breaks down my skill level so kids have to do a test that basically brings those skills different areas and it gives them areas to work on and then once they graduate it moves on to the next skill level so it's a program that grows with them okay this in my mind I Envision when you walk into class 20 kids are in there and 20 kids are getting a lesson together but that's not really the way it works is that correct portable setting no or just regular every day I mean how are we doing that every day some some kids may be working on Alex while otherwise you know a one class lesson then when they walk into place Mrs Scarborough can I and say that there's a whole group lesson that takes place so all students yes all students get a whole group lesson and at some point during that period it is differentiated by this personalized goal setting and what that student needs and a teacher could be working with five students over here on a specific skill and five students over here could be doing something else and five students over here are working on something else yes together yes whatever whatever Linked In in their classroom so if you finish the science lab that you were working on that's the first place you're supposed to go this is that choice for and work on Alex we're achieve what you're building those other skills um so math and reading are still working on a grade level math and read ing students are also using these as extra like fillers to build up their level and hopefully reach those goals what happens you know what happens with that with that class as a unit so that made it very clear instruction s all right so so we have heard from thank you Mrs castalonga and Mrs Shreffler that's uh Elementary Middle School and now let's hear from Mrs Belen from the high school so we just started math last year and I had a student teacher and so um Mr hollyfield walked by and he saw what I was doing and so he's like oh you'd be the perfect person to come here to kind of see what we did and um this year I don't have a student teacher so doing those conferences in the room you know was a little bit more difficult but let me just start by you know the students took the test I'm gonna guess it was like about the second week of school and um we had to get all the students that were absent stuff we kind of had a week for them to make up the map test and then we look at the data and we set like two it took me about two days to get through my larger classes um some of my smaller classes maybe it only took me one day but um then what I did was I had the kids come up to my desk and I conference with the kids so I was giving them maybe a review that they were working on for a test something that they could work on so I could into individually meet with these kids and at the high school level this is so important and having those conversations I had a couple kids in AP stats that scored really really low I'm like what what were you doing oh I didn't even try you know I thought this was a waste of time and so because this is kind of new at the high school I you know like the seniors they thought okay I don't need to really do anything and I'm like you guys this is really important data and looking at some of the data um my seniors their geometry was weak well two years ago that's when they were in geometry and so it was kind of interesting to see that and so and I said so what can we do to get those scores back up because obviously you have a deficit now in that in those geometry and maybe that reasoning and thinking and so that's when we would talk about okay well what can I do and one thing I I know all teachers don't do this but I'm pretty much I I was I came from school to hear so I got to school at some this morning and I'm you know still haven't gone home yet but I had kids in my room after school um kids that some kids are you know kind of strong kids but they are goal Seekers and they just they don't want to settle for a bee so they're going to work really hard and they're coming after school because they want that extra help I have kids that you know are that at that D level and they're coming in after school to get that extra help so when we have those mat when we have that meeting I asked them I'm like would you be willing to come after school one day week to try to bridge that gap for where they're missing some of the resources that we use at the high school are we Khan Academy is probably the biggest one because while I'm talking with those kids I'm also having them go into Khan Academy and they can put in what their scores were so then Khan Academy will automatically have them work on those weaknesses that they have some of the great things about it though I had this I have I had a student a sophomore in geometry and she scored higher than most of my AP stats kids so she was new to the district I got I told Mr Noble I'm like we gotta get her on math team she's in band like connecting her with other people and making my instruction to her at that higher level recommending her for honors next year so when we get these map scores you know we're having these individual conferences with these kids but then we're trying to get them on track um at the high school the seniors it's a little bit lower for the juniors I'm looking for Four Points of growth okay and what's really cool too is when when I conference with them you know a lot of times what's their weakest score geometry I'm like that's great you're in Geometry right now we're going to grow that score your algebra score was really good you had a great algebra teacher last year you know we're gonna so having those conferences with those kids and showing them hey you're in this class that's going to help you grow um one of the things that you know you know is probability statistics is one of the the units also so with my AP stats because I'm like you're gonna grow in this because that's what this class is all about so having those conferences and then really talking to them what can we do what can we do together to get you where you want to be um I've got kids that are in that 90 percentile it's hard for them to grow you know for them we recommended going growing two points um for some of my kids that maybe were in the 30th percentile and telling them what the 30th percentile means I think is also helpful giving them a reality like if this is where you want to go being at the 20th percentile isn't going to get you there so you're going to have to do something to get there um so I guess you know having that having those conferences having that goal setting now our next one's going to be I believe January 12th is when we're going to do our next map testing how it works in the high school is it's in their first period class we do both of them at the same day at kind of from 7 30 to about 10 o'clock so they do the math first and then the reading or the reading first then the math and um kind of interesting to see like if we do the math first does that help you know do the reading so you know different things like that but um that's how we're kind of doing it in the high school and like I said last year was our first year of doing map testing and that last year was such a hard year I don't know if that gives us a good Baseline for what we're doing I think this year start you know and then just having those conversations with those kids and saying this is important don't just blow off this test don't take this and when I'm walking around as they're taking the test you can kind of see where they're at that's the really nice thing about map if they don't understand the problems will keep getting harder until they start missing and then they'll go down but you might have kids going down where you're seeing a pie with fractions of fractions of something that they're struggling with um so it's really interesting to see you know to see where they're at and and teaching the kids also you know you have to try yes you're going to have hard problems but that's part of perseverance you know don't give up just because you got a hard problem you know and and using some of those strategies so I guess um how it infects our it impacts our instruction then you know knowing where those kids are at and trying to you know differentiate that instruction so um that one girl I am trying to give her harder problems trying to really um have her be a leader in the class have her kind of be one of the kids like where we break up into groups where she can help other kids so it really does help kind of see kids that you can put together work together and I'm already seeing my kids working a lot better together you know putting them kind of in groups to have them work together um I'm kind of excited to see how they do in December in January what we kind of did when we were setting our goals was we were kind of looking at okay well if we want four goals for the year let's try to get two goals by January two points by January and then another two points in the spring so do you guys have and so I told I told uh Mr hollyfield I'm like I'm just gonna tell him what I do I didn't have notes or anything but if you guys have if you guys have questions that's how I do it at the high school okay thank you Mrs Bailey I appreciate the enthusiasm from all of you at this time of the night too Mrs Milan and when you go on her class that's what it looks it looked um so I think it's important to understand that we do give students an opportunity to talk about their growth their personalized learning teachers do know that was one of the questions of the board um do we know where kids are do um teachers what are they doing to help them and this is kids that are below level on level and kids that need enrichment opportunities and we get that with that personalized kind of goal work and we're sending teachers out right now to get trained so that they can go out and train the staff on more ways to support our students any additional questions oh um let me talk about assessment schedule again we give this assessment three times a year we're gearing up for our winter assessment and in all nine buildings there's some type of data analysis meeting where they sit down and they talk about individual students and what um students need in various tests but certainly with nwea we determine what our staffing needs are we looked at coaches this year and how they can support teachers and then we look at and determine what our curriculum needs are and what resources we need to purchase and and get for students and for teachers questions I don't have a question I have a comment as always first of all I'd like to thank you Dr cognanis and Mrs Roop the four of us sat down and after there was so much confusion we kept asking where are our kids what's going on you keep saying we're behind we had a great meeting the last time and the bells went off and we sort of figured out that it was growth that we really wanted to see we I don't think understood that growth is is the number we really want to be achieving and I really really want to thank the four of you for taking your time out tonight because you made it much more clear to us um we we know you're working hard we just didn't get those numbers why are those numbers so low we didn't understand it I clearly understand it I I hope the rest of the board does now I absolutely want to see those growth rates go up um but it's also nice to understand the process what are you doing and each of you are doing something different which is great you're doing what works your area with your your students and I just want to say thank you for being here tonight for being so dedicated to our students and tolerating all our millions of questions at this hour of the night so thank you very much I didn't understand I think I need them to come back you need to just sit over there and behave for a minute thank you all right no really thank you all seen kids I've had and having the success I've had Julia I've had your kids so it's really cool because you know you know I know maybe our test scores don't talk but we really are turning out some awesome kids so I you know please don't get discouraged sometimes I think states that you know those numbers can be different and and sometimes we're missing it by so little and it's just um our kids are a lot more than just numbers absolutely I do have a question yeah go ahead real quick because I've got it yeah so thank you so much again for all you do really appreciate it stepping up to the plate for our kids so the question I have again you may have said it and all the data that was given to us tonight but going to we're not doing any form according to what you disseminated to us we're not doing any type of assessment with The Kindergartners right no we do have assessments um with the kindergarteners we just don't have consistency at every school to be able to say this is how that particular cohort is doing but we do have the kids assessment and that's one assessment that my office gives you data on and we're going to work with our kindergarten team and bring over that data from Matt so we're going to make sure that we're consistent across the board with that okay so I just want to take it another step before kindergarten do we obtain any type of data or data from ELC here yes so that's our teaching goals strategies and that's one of the reports that I put in the FYI I think even miss Chester talked about um maybe perhaps last in the spring of how our student students were reaching for kindergarten Readiness for that assessment okay so we use all of that from the pre first grade to come up with a projection or a target number for our first grade leading on all the way through high school right yes that's just a different assessment so Pre-K assessment is different from the map assessment they don't take that at all thank you thank you much thank you Mrs field and this is also this this is helpful I mean I think the more that you can bring you know other than Dr Hall we're not Educators here yes but we're all very interested in seeing all our kids achieve academically is absolutely to their potential so I think the more you can bring to us like this the more we can ask better questions of you so keep doing it and and we'll get there okay yeah I think so I think we kind of start off asking questions maybe they're not the right questions so I we need some education on how to think about it measure it and then we can as a board think about okay how how do we allocate resources appropriately so the kids are being able to Max maximize you know their achievement so it is the Magic in their hands and we want to thank you guys again this has been a long night for you thank you so very much okay do we have any old business okay um can Dr Cara somebody I'd like to know where we are with the numbering of the windows and the doors um the last update still said quotes um I'm really getting frustrated because at our First Responders meeting today one of the things that the First Responders brought up is they are all having to help each other in different towns Moni is having Frankfurt respond to many of their calls they don't know our schools don't know where they're supposed to be going so we're working again on getting um the layouts of the schools to them but again we want to know where that numbering and that's going I mean it's been a long time I know that it kept getting dumped to the side by different people but the First Responders very much want to know because they're having these issues they're all responding to different towns different times and they don't know our schools I mean even our own First Responders are saying they have to stop and think what school are they at and where are they going so I would really like to know where this project is outside of quotes I'm tired of seeing quotes on the update so I just approved the contract to do that today uh it's somewhere between seven and eight thousand dollars so that's going to be done and then uh the vendor has said that they will start the project over break so that's when they're starting the project to get the numbers on and that's for every school yes that's for every school what's the target end date I I don't know that off the top of my head okay can we get that information please yeah and how they're doing it because we have schools that are going to have issues with things with the asbestos removal and stuff right well a lot of the numbers are going on the outside of the windows so that won't be an issue right but the only place that we're having asbestos abatement is here at this building which is only our administrative offices and then um it uh Crete and Balmoral which is going to be the cafeteria area that's it okay I I would like to know what they're projecting will be their target date so that we can get this put to rest yep thank you any other old business any new business um I have a question about the consideration for a mascot at the middle school that was in our updates and I has been brought to my attention that there are some teachers that have been wondering if we could not make the um all the schools Warriors I don't know if that's something that we want to consider or at least maybe just the middle school have them be Warriors then that of course then go up to high school as Warriors instead of each School having its own so that's just what some teachers have been talking about so I don't know how we feel about that but wanted to bring that to your attention so yeah and that's why I was updating the board with that because um when the athletic directors uh came and talked with me about that they were really excited because what we're trying to do is start creating consistency in the district and creating more um a uniform uniformity throughout the district so I had told them I said if you're going to do that make sure you're involving the students in that decision making and eventually we will need it to come we would come through the board on those kind of final decisions but um so I think it's kind of a Grassroots movement as what we have right here and I'm letting them kind of do that at the building levels let the students participate in that um and then we'll kind of bring it through to the board at some point Okay so sounds good I just think like I said for the especially the middle school because we are trying to grow them into the it would be make sense to make them Warriors yes we're really doing a lot to start having more consistency and just more collaboration between the two buildings they do already but anything more that we can do to enhance that especially with the new athletic programs that we are working on we're really excited right okay great thank you I just want to say I was here um when for basketball Saturday Friday and Saturday the week before and I was really impressed with how everything ran I was really impressed to see the the Middle School athletic director over here supporting and watching and everything and it seems like they're really working together and I was impressed thank you I'll pass that along they're doing wonderful things as a team together any other new business okay we do have a need for closed session can I get a motion to go into closed session for student disciplinary cases look second roll call Brown as an i Mrs Galbraith aye alcohol aye Mr sawales this is Walters aye vice president aye president Albrecht aye motion carries um for the for the audience uh after we come out a closed session the only thing we'll have is adjournment so we will uh suspend the video feed now so thank you for joining us

600 484 653.34 from the special education budget at 356 491 dollars so the first section that you'll see of the above level service are the items that we went over at the last meeting with the district Improvement plan so I'm going to move over that um unless anyone has any questions in that area I thought I would just move to the above level service items that weren't in the district is that okay with everyone yes so the significant increases to bring to your attention under general education for that we have various software that we need we have we would like to start putting in a small line item for new desk and chairs for students to kind of keep you up to date with them the literacy decodable materials for K through three kindergarten through third grade via the outdoor storage container in Berlin that we have been releasing for several years it makes sense at this point to just purchase it outright instead of keep leasing it if we did that at the beginning we would have already saved some money um reprogram our pellet boiler needs repair we put in various Capital items from the facility assessment into the general budget our special educational Reserve fund and we have we have increases to several of our facility line items ranging from maintenance and repairs Plumbing electrical HVAC boiler and other expenses and under special education we have born in killing the entry anybody have any questions are there any other details I'm really familiar with the district [Music] um and by the way the vision that this stuff creates for for Berlin Memorial and I know we'll have the same for the other schools it's pretty awesome so I'm pretty supportive um but are there any other details about the items not in the district's Improvement plan where if one wanted to kind of double click on that and learn more about those individual items they could there's not but I can add it in I don't know I think the way you've got the sunrise is really nice yeah it's a lot of information so I wouldn't change it I would just be curious if you want more we can give it to you like just talk right phone call will probably do it but but we can do it now whatever you know we're glad to answer any questions you have um yeah I mean maybe you could share a little more about some of the software packages that are being proposed and what what impact do you have on the school community absolutely so this is why we brought the leadership that's why everybody's here I am the finance they do the they know the info behind itself this is great so there's a few that I can't address but for example the single sign-on Etc is a it's an app that allows kids to send them to a bunch of different programs with one password or like a QR code and it's ironic because we were just talking in plc's like my first grade teachers because it takes them 20 minutes to log their first graders into their iPads because everybody's got up password everything it's a password is different than user game and single sign would help with that Rocket Math is basically an electronic flash cards um but very visual lots of little circuitry Goods um mirror fluency is a program that's fast-pacing um where kids are prompted to read um videos but headphones and a microphone and the computer of apple and actually keep track of the really cool rather than having uh Amazon listen to one period of time sure five kids at a time um Foundation upon um is just something that goes with recommendations on this program yeah I think it's just it's online to further enhance your learning um Harper's time in attendance um currently we keep attendance through eye visions that's with our newness program and but we have our software through um oh my gosh Harper's it's for student attendance yes so this will actually the attendance will go through this software and download right into our payroll software right yeah yeah got it and that is DocuSign for for the administration or is it by chance going to alleviate parents needs for filling out 10 forms at the beginning of every year I don't know what to talk about John I love it that's on the application okay um really cool one other question that came up as you were going through this Nancy um this one might be tough and it's not early Memorial specific but um you know I see that we have this uh grant that paid for the math tutor right last year it's not going to pay for it 24 so before we get that we need to pay for it yeah um but it does uh imply that grants are a funding opportunity for us and so as we look to um execute those many of these great things as possible do we have an idea of what Opportunity Financial opportunity uh is out there from from a grant perspective and how do we apologize to get money that way the way I built the budget was a little bit different than it has was done by the prior Director of Finance so the way I built the budget is I took all the entitlement grants the your your special education grant to be 240 or 274 your title one your title four they're all grant that you're entitled to that you get as a school district I apply them to this budget so they're in there awesome yes no because we're still so high right but so I accounted for everything that I'm aware that we will perceive okay so they're they're in here so yeah about the grants because this is something we've talked about in the subcommittee meetings it probably would be a full-time job for somebody else and whether or not we want to invest in this down the road maybe not right now um to there's so much money out there whether it be through Federal grant state grants or even private grants private funding corporate you know um but somebody has to have the time to research on do the extensive application process um you know follow up on them figure out what's needed what can we slightly change in our district so we fit this or we fit that um so I think there's a ton of opportunity grants and I just feel like we've got so much on our plate right now maybe that might be a thing for next year to kind of gross that subject maybe with the 7 million person that brings to the committee maybe about hiring or have it be you know part of somebody's role that's already in central office that might you know need another thing to do but I think there's opportunity there but I just I don't know how much money Nancy's gonna have done to have one for I love the idea of hiring the grant writer and yeah I don't know the size of the grants that are available but you know we just need to cover one salary you know and then it's worth it and then after that is crazy so that would that might be interesting one of my prior districts we actually we consulted with the grant right now and you know great [Music] and you know some years like a year like this would be really beneficial to have um they'll get a small percentage of any grants that they get so the bigger grants yeah ourselves in-house we can still uh put out sort of more of a private community so that we do have some some positions that are in our brand fund HML has a repair professionals and special education entitled with tutors in there so we do have we have positions we don't get a lot compared to other districts the other side yeah it's entitled but we're entitled to a certain amount that that's a term for us by the federal government so that's all regions so we get ten thousand dollars twelve thousand dollars per Target professional development does it make sense now as I just said we have so much on our plate but I'm thinking like this year is such a large budget and it's a our hope hopefully we're not going to be doing this year after year fear um doesn't make sense to maybe look for a consultant I don't know how long it takes I don't know maybe that's something we can talk about in our next stop committee meeting that's part of what I'm saying before we should be looking at private grants to find some of these these items but it's difficult to fund positions because we can't sustain them you know yeah um but we can certainly look for things and then those private grants about that many times yeah all right um one other general question uh last question um so regarding um process here is there is there a point at which again across schools we would consider prioritizing um some of the things we're asking right we love to be able to execute all of these right um but if if our decisions have to be made I think we might want to be influencing those decisions right as opposed to someone randomly doing their best Carol and I kind of have already sad and we couldn't have a side blessed I'd say where our priority in when it comes out to commitment you know this budget tomorrow that's why I asked you guys about tomorrow night so it's like a word of our process right until February when you guys make the official final vote at the open public hearing that's when your final budget so Cuts will happen if you if somebody would like between now and then or shifts of course our struggles is we said it's for years so if we have to shift items or personal positions into a second or third year that's what we would want to be looking at because all of the things we said we want to do in the district want to to cut you know for yeah for forever we want to make sure we just push it to maybe the second and third year and I do think even the admin team the principles have in mind what they want to what they would see as logical they should continue okay yeah just I guess um you know I understand that we're voting the record our recommendation for this budget to move forward but you know we have another hearing in February as a community has a chance to see this react to it as we hear from constituents about what they think they want to spend their money um it might be nice to sort of um have a list of items that we really want to protect right um instead of just crucial and some that you know maybe we can consider otherwise yeah we will continue to look at that like The Descent I think there's a purpose is yeah and we talked about too Bob there are huge things this year that we almost don't have a choice um increases in utilities increases in Special Needs that's State mandated so I mean some of the stuff it's it's almost like we don't have a choice so if we're forced to make Cuts somewhere it's going to be well we'll have two teachers and there's going to be 30 kids in the class and some of some of those things it's like we're at that direless situation I think just because of the cost inflation and the current state so I think it's going to be important to get this budget out to the community let people know how important it is um you know just put the investment in in public schools right now in our community that's really cool I wanted to break it out by level service and above level service just I mean just love the service itself was 13.

yeah at least not to mention inflation and you're going to get to Boston and talk about a 40 increase in electricity yeah yeah right thanks you're welcome anybody else all right so starting with the level service only the coil stem has a total increase of 16 that's 763 763 dollars six percent of that is from the general budget which is 226 600 41 of that is from the special education budget at 537 163 dollars so from the general budget you have the dyslexia screener that was paid through a grant last year that was put into the general budget this year we have needed plumbing and building repairs so we added an increase for that we have increased to Transportation we're leasing a new copier the one last one that was purchased was in 2018.

I'm changing some of the copiers it seemed like the prior history fears have always been purchased outright and then they've been kept for several years so I'm recommending kind of changing the ones that are used very often to a like a three-year lease so the teachers don't get frustrated and they're not jammed all the time and they're getting married so copy is just as someone said like who cares about copiers it's because the teachers use them daily and it's affecting their ability to teach yeah absolutely they're just so old they need to be updated so the business the copiers that the teachers use for all their copies and everything I put on a three-year release the copiers that are aren't used as frequently they're going to purchase outright because you can keep them longer it was a 39 increase to electricity projected 10 increase to health insurance and benefits and a 31 increase to Natural Gas we're projecting two new District students with a 14 increase built into that for our private added District students we have additional needs for home medical services additional needs for evaluations and consults and then increased our special ed transportation so that's level service only our above level service has a total of 30 at one million four hundred and forty three thousand and thirty three dollars twenty two percent of that is from the general budget and 752 318 and 53 of that is from special education for 690 714 dollars then I'm just going to skip the above level service items that we covered in the district Improvement plan I'm going to move over to the blood level service items that weren't in the district so those were the various software it's actually the same software that we covered in Berlin the new chairs and deaths literacy to codable materials kindergarten through three and also purchasing the outdoor storage container those are all actually the same and the same for special education which is the Orient Healing Hand training are there economies of scale that we can leverage for software for within the district and can we buy that you know put a network license of some of these things and use them in the different schools which we need to make the same investment of our Standalone software at each school at home so they think they will we're getting votes as a bundle that most of them have you know cut off as possibly they might be zero to 250 is X 250 to so we will see so you're looking at we will see that again thank you anyone else have any questions at the start of the level service only as a total increase of 13 at 1 million 289 446 dollars eighty percent is within General budget for 642 351 dollars thirty percent is from special education at six hundred and forty seven thousand ninety five dollars so under the general budget we're leasing a new copier and purchasing two all the copiers are from 2016.
