we have a 39 increased electricity 10 increase to health and insurance benefits we have a decent increase to transportation increased to oil we don't have the exact amount I put nineteen thousand dollars in we're currently out today they're waiting for it to come back um and we also have enough custodian in to Hunter that we would actually like um to bring back in-house so the cost would be benefits only uh under special education two new Audi District students with a 14 projected increase to private out of District tuitions I put in conferences that increased according to Personnel contracts additional needs for evaluation and consults there's an increase to special education Transportation increasing special ed services such as PT music therapy inherent impaired so I think above level service is in 22 increase at 2 100 874 dollars Seventeen percent with the general budget and 40 from Special Ed so just skipping to the above level service items that weren't in the district Improvement under general education we have a laptop Department science department various software the DocuSign single sign-on and Harper's payment attendance purchase an outdoor storage container there we would like to add five working summer days for the guidance counselors we would like to get our drama club up and running so we would like to add supplies into that we'd like to update our AP psychology textbook textbooks and update our physical physics lab equipment our fiscal year 25 standards competency and curriculum mapping I would like to have a pilot program for grade 7 social studies and our special education research want we'd like to add and for special education Thornton Gillingham training and for our new special education teacher that we are requesting and chairs and desks if you have any questions um I think this is awesome it's a tremendous body of work and what's really impressive honestly is how you've summarized it concisely because if I know it represents you know what's in this 30 some odd page document um what what I think about when I see these is how I will convey and communicate what we're seeking in the vision that the district has to people that aren't in the room or watching them right and I think the only thing that might be helpful and maybe we need to take this down so we could apply for this opportunity or maybe even the Student Success since it's sort of overlapped with the districts um I wonder if we could somehow not to be too prescriptive but like show a pie chart right of you you know you've shown the categories of the different things that um that make up the whatever percent increase right the top level number yeah um but it might be helpful to convey to to the community you know how much of that number each of these things I have that right here if you wanted it yeah communication tools for us as we talk to people in the community that might be really helpful yeah yeah absolutely yeah thank you great job thank you and I'm hoping that these documents with my friends but I think looking at this and seeing General budget special education and really to get broken down really explains where the money's going and I think that's very helpful so I think you know I think High courts are definitely good tools but I think this doctor that you need to provide it would be great to share with the public too in a minute right yeah and I can do the pie charts and add it for each section yeah that's true another PowerPoint yeah I think too Nancy for community members to see it too that's exactly what they said I mean to see a budget as it was presented previously it was so very nice to do um to understand what's broken down like this it really tells the story of not not with what our history one of the things that I talked about this afternoon too is after we present tonight I was voted on taking this and putting it into this week's newsletter literally send out from the district so we kind of put in I'll do the summary again and then we put in things presentation if you footage take your portion when you presented this because I think that really you know spoke with you presenting a vision of the district I think that would be positional video the actual part of the video [Music] because I think real high school kids of Technology I'm sure Joel's telephone company yeah I mean we could like we can use a link to understand like where you said that too like in the YouTube channel today so yeah I think we should be able to do that yeah the only I think I guess trouble with that idea though is because I think the camera is focused on you rather than your presentation so that will I mean that one would be interested communication more is more is better yeah yeah even the paragraph you read in the beginning of the newsletter yeah so you just write that exactly your whatever you spoke yeah figure in that speech different places you know you started with the enrollment projections I mean I didn't I knew Lori is in real estate you can see the building going on around town I didn't realize it impacted the role that knows that much 16 13 and that's a huge we have classes of 13 14 20 kids that's two kids to add to a classroom which takes the focus of the teacher away dilutes everything down right so the story here is the growth of these two towns right the last five six seven years and that's what you're going to do in schools do you want to have small classes you want to have extra resources or opportunities for kids you want to compete with other towns around us you have to fund it you have to invest in it I think that's uh that's that's part of the story is the growth of the towns uh like that I know you asked for the nephew's numbers too and I know that's in the works I know you get reports on that so yeah I know that is coming the other piece that I think is important for people to understand is in this budget we have kind of two categories one is like recurring expenses so hiring a teacher that's a recurring expense every year like they're starting things in here that are one time you know like part of the capital budget yeah so I mean the numbers are really big this year but some of that stuff we put a roof on des and it's a million dollars we're doing that once so that's a million dollars once we are not going to need that year over year so I think it's important and I'm sure you have that kind of broken down too for the presentation as to what's a recurring expense and that was a one-time right you know some of this software again I don't know what is it you pay every three years so yeah you know you might have to get creative for one year that's kind of the idea of getting everything all out there at once I guess if you could break it down like a percent of recurring versus one kind of asks for the community right I'm just saying it comes to a vote and you know classes are going to go up this much this year but then and like I think you're here because like you were thinking like I wasn't here at this meeting and I think quantifying career taxpayers of the CPA yes and so I think that is also a huge paste yeah we'll definitely need each Town assessors help with that but I think that's going to be kind of a huge aspect when we're presenting to the community and that's what the voters are going to want to see if this goes to a town being vote and what what am I going to have to pay taxes that's the bottom line for most people bottom line is when we're going to have to pay and when we're going to get it right where does that return of what happened today exactly yeah and everybody's got a price tag we're like oh a thousand dollars a year no way I'm not doing that or oh fifty dollars a year wow that's nothing I don't like you know what I mean thousand dollars a year I'm not paying that and then my grandkids not gonna graduate with whatever opportunities we're trying to cut yeah that's the conversation that's going to be at that's the conversation yes but we need some numbers so people can be and then like I think we talked about this at our meeting there are some people that physically cannot afford another thousand dollars a year they have for themselves so I cannot do this um and I think you know it's just about kind of figuring out what the income what the increase would be year over year what we can get from Canada we can get from Grants okay that's the next step I feel in this process because I think kind of we're all in some type of Unison we all want this to be thinking we think we believe this is what we need next episode how do we get there so he didn't go over the capital plan we haven't can you put it it's in there you take a few minutes while you're pulling down just a question about about capital and really maybe non-recurring costs so um just thinking about the question that some of you in the community might ask that is you know maybe they don't have children in the district and it is right to have a tax increase um if we budget for a million dollars in for a new roof uh this year or next year is there an expectation that that budget will tricked by a million dollars after that project and for years subsequently after the project is done so I actually for the capital plan I did it out the three for that reason so I mean I didn't bring it with me tonight I have it um yes great we've it decreases greatly so we have uh sort of like okay great great I think that's uh that's helpful to see that I will um tomorrow I'll send out the three year yeah I mean your capital is that but that's a one time class right so next year you're going down right the main reoccurring cost in your Capital that we're requesting that will go over is your one-on-one initiative or your Chromebooks your student laptops that type of stuff that's definitely one-on-ones okay anybody else okay so we'll go through this real quick so for Berlin Memorial we have 45 000 for a replacement plan for 90 Chromebooks 25 new iPads and we also put in their new phones for the district offices twenty thousand to repave the walkway and playground the walkways cracked and unsafe and 273 000 to replace the flat roof the existing roof is 22 years old to remove the existing group to existing deck and replace it with a new roof system the total of the request is 337 838 dollars what does the playground mean we paved the walkway and we're playing around I mean I don't repeat the walkway still on the back of the building is a little walk with you not the playground itself the walkway right yeah thank you sure and then in Boyle's dead we have to resurface the roof we put the resurface of the roof is 1.2 million a new move would be 3 billion in a resurfaceable glass a good 20 years 15 to 20 years versus the new rule for 20 to 30 years so that's why we went yeah and under it your replacement plan would be for 105 Chromebooks at 25 new apps iPads and portion of the new phone system for the district offices the kitchen floor replacement for 30 000 consistency concerned we really need a non-slip floor yeah in the kitchen and HVAC installation there's no HVAC in the buildings that's 400 000. so the total amount of their quad request is one million six hundred percent of the United States we have 200 000 for the security camera and system that needs to be upgraded we put in 50 000 for facility assessment for it replacement plan for 120 Chromebooks for middle school students and the phones for the district offices in a replacement plan for 85 Chromebooks with student laptops in those seniors 110 500.

the auditorium sound and light system meaning an assessment um for that as it's not working correctly so that's five thousand dollars HVAC upgrade fifteen thousand dollars and then you've got your principal and interest from your bond building so the total request is 1.7 million for Donato how much does a Chromebook cost about 260 to 27 is it it varies it's not as high as 210 and they're kind of slowly it's a supply chain actually that's just because so that is to try to get everything the replacement plan is to try to basically have everything obviously so we're not asking them to the last longer than that we're right now we have things that are slow so Paula that seems totally reasonable right like just it Hardware five years so yeah Elder starts to become a dinosaur um and we talked about this a little bit during the district room treatment plan discussion I know it's probably not worth much um the Chromebook Chromebooks and such but man I would love for us to figure out a way to wipe them and donate them to like the Council on Aging maybe our seniors could use them or someone in the community you know improves in the community um so if we if we do get on a on a you know ongoing you know kind of recycling program I feel like I would just at this point what we're using is and again so it's like the things that we have as far as we end up needing these fairs for ourselves off or whatever you know we're going through anywhere from 30 depending you know like until maybe like 50 in a year almost replacing um can parents be held liable if their child's images Elementary School we haven't had I think we only had two claims so far so it's hard to touch um but I I agree again should it pass like we should be in a better position to do something like that with the diploma yeah all right can I have just one more thing because to kind of correct what I said earlier because I know I said like the future of the capital plan went down so I pulled up my three-year plane plan for the capital plan so just quickly for Berlin in 25 we have on there the it for the replacement plan wireless access points for 27 000 and then we have on there the shingle the roof area so that's 1.1 million so I didn't want I said it went down and I'm like no so in for 25 it goes up but then in 26 it goes down to 443 we put in uh playground redoing playground stages window blazing it updating HVAC but I'll get all that out to you the other schools did go down but I just wanted to yeah I mean of course everyone would want it to go down but I think more importantly they want to see that the right things are hitting the budget each year if you're not carrying over things just because right right it sounds like it's exactly right exactly yeah so that if that's Heating and Cooling what was the elementary yeah I think last year Jess Jeff had looked into getting Chillers into the rooms because I don't I mean I don't know maybe there's a better way maybe you can put those mini splits or something but we discussed it at like last year because some of the classrooms and that school get within the 90s and that again for a whole month of May or September that becomes a safety issue I think for our health issue this is awesome thank you [Music] yeah the questions or anything to add to it well I'll give that information out to you tomorrow with the pie chart love it send you out the three-year plan for the capitol I think it's great all right to move on to our business items then all right first one oh yeah yeah I'm sorry do you want to stick around one of those guys thank you it's up to you we need to miss a good part no idea seriously we're supposed fiscal year 2024 budget and capital budget as presented Julie Andrew yeah just I think I think it would be helpful Mr chair this is my first time going through it and I'd love to understand just the sequence of events right what is the significance of this vote I know we have another uh budget um Hearing in late February I'd love to just kind of share and talk about the whole Arc of this process and what is what it looks like yeah so when I thought on this one tonight preliminary right and then uh tomorrow to answer their questions we'll be up meetings like that right on a date yet yeah so I probably reached out specifically I really invited you to this particular day yeah they usually have their students yeah foreign very beginning of the budget season I did a budget calendar oh yeah was that shared with you yes it's at home um I can find that too and resend it that that will help too or just put it on the drive okay Julie has it yeah that's it [Music] does that help it's the month of January preliminary expended your budget gets presented to the respective towns Board of selectment and finance committees Berlin's probably just a little early yeah I mean in all honesty after next week nobody's doing anything I mean we're literally actually next week we got very close to the happiest time of year okay so today preliminary expenditure budgets presented to the school Community for discussion what's happening today then uh next step is to present these two respective towns for selecting the finance committees and it sounds like uh Carol Nancy I don't know if the school committee's approval is prerequisite for that but I probably would like to have it and thank you okay and then we have a three or four month process between December and March where the administration continues to develop budgets as new information occurs revisions are brought to the school committees for updated review so this is we see as a preliminary starting point launch it and then start gathering information and then uh looking for highlights here late January and early February Foundation enrollment minimum local contribution date is published those are inputs to the budget calcs February 28th in bold Regional school committee public hearing on the budget school committee will vote on the proposed 23 budget March and April potential revisions to the budget it's never final based on changing circumstances and or feedback from towns and then month of May Town meetings so so does the process always yeah let's talk about that does the process always go to uh town meeting yes yes always always yeah yeah okay all right but like last year I think we just did the standard recommended increase so it wasn't like a friends to go vote on this it was just at the rate last year was just we did we went to the finance committees in both towns so we talked about about the budget and even then you know you know there was a there was some questions that came up about some of the items we had on there I think of the school adjustment counselor for the purpose of that but we're pushing them so there will be a lot of what I anticipate tomorrow there'll be a lot of questions correct so a vote tonight you know a majority vote represents majority support for the budget as it's currently drafted kind of puts you in a position to talk to your stakeholders and share that you have the committee so hard what's different about this year though is that you already have been sitting with the school committee typically it's the superintendent Finance director that recommends the budget to the school committee and I said it's really the first time we've seen the first time I've ever seen that too and then did a lot of that was the conversation last year was we all see it until December the first time ever if you ever had a question about it we have current UI that's not a good way to do things in Russia's things doesn't give us time to review it I mean this is probably the 10th time you've been in a meeting about at night in June right we've been in several full meetings about it you know we had it last time so I think it's a better process this is yeah I like having a subcommittee I think it's so helpful on my end it's great just as bad Bob for like last year and I know numbers I was just like huh and we didn't even see last year we didn't even see what all the schools were asking for so for all we knew we were voting on his budget and the principals needed other things this year the subcommittee had the privilege of sitting down and looking at everything and so we were going into this meeting and taking this road and it was just like well this is what's presented and this is what we're presenting and we didn't realize there were other things until kind of after the fact so I mean this is just such a better farther ahead yeah yeah this is just a much better process I think I think yeah and likewise yeah I mean it was helpful to see the scope right the scope that we're receiving the fund yeah I think the key for us next and I think my politician that wasn't sure is to sit down and look at the dates of all these different groups that are meeting CPAC PTO meetings all of those including and then the town meetings and seniors senior citizen meetings yeah there's any of the organizations in town that we can think of and find out the agenda all right for the district foreign [Music] it would just be more like because people don't always watch the meetings as you know and then they're like wait what's this what's going on so getting in front of these small groups and giving a mini presentation it's stuff we've already talked about a little Braiding on so I think I think this person yeah I could go to one of the meetings [Music] my top we've talked before about getting into people's living rooms I mean if they were hosted uh yeah whatever it is great yeah sure you have a lot of we have a lot of people that potentially don't don't have children active within school system and during the days there um anyone else afraid of both of them yes all right may I have a motion to improve policy jica student address really a second Laurie anybody like to say anything about response all right all in favor they have a motion to approve policy AC non-discrimination including harassment and retaliation don't worry anyone yes question here so um in this policy it references um it State's application to any member of the school community and I'm curious if somewhere within this policy or elsewhere there is a legal definition of a school community I don't know what that means and who it includes so cool I'm noticing right now in the first reads I think it's it's ACR is not the right it's not the correct one a lot of ones I don't know if it's how different it is I apologize there's two acrs one was a regulation and one was a positive regulations thank you yeah and then the other one was like [Music] um policy for a updated policy AC is the revised one policy for bdrst foreign yeah the hyperlinks should work on this because I put those in here um agenda we'll just see if I can find it that way so if I go down it's already there yeah it's policy ACR I don't know why it's connected like that it should be in policy AC so I wonder if we should vote without that one next all right let's uh there's a motion on the table to approve this appreciate it hold this down yes oh so AC was never on there so the one we were reading with ACR ACR is a regulation uh because that's the ACR AC yeah all right yeah you do that um there was just one's a concern I had to I guess later on they can fill in the name of our school and stuff but um I just want to make sure there's a redundancy in who can be reported to um that there's more than one person that can be reported to in case that one person is yeah and these are the two these are the two policies that came from the attorney right um this one I do not know because this wasn't the standard uh we didn't have a policy we've never had one and it looks like it's like the Seattle I'm gonna have to go through and see what the difference is we never had an AC all right so we cannot approve the policy as it is in favor of this one again next time by any chance the case of the others I think I thought that was the only one that I saw um and as per Jessica's question I believe that was asked at the last meeting to the um there's a hunter administrators that I believe that they said that they did have it you couldn't report to somebody who was not like in case the perpetrator was the person you were reporting to um do we I think is your question that we have do we have then right yeah it labels to people's report too okay but it but it's different different instances of so um it's two different populations [Music] yes anyone okay the questions so in favor all right all right yes passes they have a motion to improve policy GCF professional staff hiring so removed anyone who's David hi hi yes seven [Music] yes anyone you think hi yes that's the evolution of true positive jfpv school choice Bob second Megan the one that's linked is jfbb one and not jfdb so we need to vote this one down as well yeah I have a question on this one as well um did it change recently it's not the right policy okay so basically the policy that would be this is jfd1 this is the this is the policy of the school district not to admit non-residents oh yeah oh yeah our states it would always be the choice of the school committee upon recommendations which is exactly how it's done every single year so we weren't changing into jfcpi okay I also want to ask about timing and I it uh it stated about reaffirming this policy on an annual basis no later than June 1st and I wasn't sure when the last time we we did that was and when we would be due to do it again for this week couch have we voted it today and but I'm working it's okay document is no longer here I'm not typing it so I won't worry too much about it we'll just wait for the right when we get the threat everything all right here yes okay may I have a motion to enter executive session to conduct negotiations with Union Personnel will be the GAA and to review and approved executive session minutes from November 15th and December 6 2022 and return to open sessions thank you second Megan good question everything was included um there's the opening of the meeting their return to open session it's just the public part yeah so I understand that I didn't see that it would drive anywhere it was there at five o'clock oh I saw that meeting oh you know what Jessica this used to happen to me when I was new so I also will say Google is having major issues I'm seeing them today number six 2022 open meeting yeah sometimes you don't have access stuff it just doesn't show up okay yeah two four six eight ten so there's like 10 things in content agendas you see 10.

you okay I'm gonna give the NJ gtpa now to the board please excuse my back facing this way so the NJ GTA last year was the first year it's a New Jersey graduation proficiency assessment last year was a field test this test was for high school only with this screen basically says is that the graduation proficiencies assessment last year did not count for our current seniors so all of our seniors are way through the assessment requirement they were all fine in that area once they get there 120 credits um they're they're going to be eligible for a diploma however our junior class unless this year is another field test which it doesn't appear that that's the case our junior class will have to we'll have to pass this as the first pathway towards their assessment requirement typing bullet for this the MJG pays the first pathway towards graduation the second pass Pathways that substitute competency tests which could be the SAT the PSAT the act the ASVAB there's there's a lot of different ones and then finally the third pathway if this first and second uh pathways are lacking is the portfolio which we did not have to have this year okay so it's a field test that doesn't count as far as graduation does but it still counts for the district the forest reviewing curriculum and programming as well as it's going to allow our administrators or supervisors to and our teachers to identify Focus areas in preparation of this upcoming Springs administration of the NJ GPA to our Juniors to our class of 2024.

2022-12-15 Maricopa County, AZ YouTube / Higley Unified School District transcript source: youtube HUSD Governing Board Meeting December 14, 2022 Live Stream · passage 1
good evening I'd like to call this meeting to order and begin with roll call vice president Anderson members of the board good evening let the record show that four members are present thank you we're going to go ahead and do a moment of silence followed by the Pledge of Allegiance at this time I'd like to move or the approval of the agenda second all those in favor aye aye aye motion carries four to zero and now we will have superintendent's report Dr Foley so this evening we start with acknowledgments and celebrations and we're going to start with a special acknowledgment and celebration this evening is the last uh governing board meeting for two of our governing board members and we're going to honor both of them this evening although one of them is unable to to be with us this evening as she is out of out of the country she is unable to be here this evening and so but we still want to acknowledge and honor her first of all one of the things that you should know is is that being a board member is a volunteer position these amazing women volunteer hundreds of hours of time from Reading documentation preparing for meetings coming to events this is a very time intensive job and and I never has it been more challenging really than it was in the last couple years I mean pandemic school boards truly earned a special place in everyone's heart because of the work that they had to do this is truly a thankless job and hours and hours of work and the Higley district has been so blessed because the women who have been elected on this board um they have a True Heart they have a true passion they have a true love for this district for their students for their community and they work tirelessly to make sure that what happens in this district is for the betterment of all and so as two of them it's an elected position and as your position comes to a close there's an election and our election has two new board members who are being actually sworn in this week who will then start with us in January Amanda Wade and Anna van hoek but tonight we are honoring Amy Kaylor who began on the governing as a governing she's been in the governing board role since 2016 and she's you know had many hats in our in our district from when she worked at the schools to being on the governing board uh to serving in uh board president she's been very very involved and you know her children have recently graduated and so she has other new opportunities that she is looking forward to spending time doing but we honor Amy for all the work that she has done foreign and then this evening we're going to honor Jill Wilson wear gel so yay so Jill has also been on the board since 2019 and just as I described hours and hours of time if this woman can be at an event and it does there's not a scheduled conflict she will be there you know again the hours are tireless her children um are in the district one and recently graduated and another one is in high school and has truly put her heart and soul into this role so we have a special present tonight we have one for Amy Kayla when she's back in town we will allow her to we will give it to her then but we would like for Jill to open this for just a second Christine help me wrap this nice we want we want you to see this it's not cutting board so it's like a so we're a charcuterie board we figured a board for the board remember with the Higley logo on it and so we uh absolutely are so thankful for yours all you've done for this District um vice president Mrs Anderson did you have a few things you wanted to say just want to take a second to say um I didn't know Jill before I came on the board and man I feel like we would we've been lifelong friends and she has really carried not just me but a lot of people a lot of community and staff and board members through and she's so loving and so compassionate and this is a woman that clearly does it from the heart this is not a woman who has stepped up to do it for any political reasons for anything other than Selfless Love for children and for the school district and man I don't want her to leave I really don't I don't want her to leave but I just want to say thank you you are precious and I really look forward to seeing your face out there and and thank you for everything thank you are you guys okay I have to thank my husband and my son who was able to be here tonight um there was a lot of bribery with my kids in the last four years to go to events with me um and payment of dinner or dates from my husband so he but all my whole family has served this community um through all the events they've attended as well and I just want to thank the cabinet I'm going to miss you guys um I'm gonna miss it it's gonna it's bittersweet everybody keeps asking me what's you know what's gonna happen next and I'm like I'll go back to the audience where I sat for three years I truly care about our community and it's bittersweet today so but I know higley's in the best place it can be moving forward and we will continue to do great things at Higley thank you [Applause] so what we're going to do we're going to celebrate some students and we're going to do our points of Pride and then we're going to slide this up and we've got a little cupcakes so anyone who'd liked it we're going to take a little recess anyone who'd like a treat to help us honor Mrs Wilson we'd love for you to be able to do that so we're going to move on because we have some more students to sell celebrate as our swimmer he's here all right we know he is super busy but we have an amazing athlete to acknowledge and honor tonight Mr Dilly can I have you come up and would you please help us recognize our swimmer of the year thank you all right it is my pleasure to recognize Keaton Jones at tonight's meeting once in a while we are this is going to sound cheesy but it's 100 True once in a while we're blessed to see something special happen for the last four years we've been we've had such a blessing uh Keaton in his four years at Higley has completely Rewritten the record books just as king all the way down I think by the end he was just finding new races to race to break another record but while he was doing that and stacking gold medals culminating this last year at the State title uh state championships won another gold uh broke a eight-year 12 12 year old record for AIA that people thought was Unbreakable and then took home AIA swimmer of the year for the entire State of Arizona he's also competing for the U.S team at the Pacific games taking home a bronze and signing a scholarship to Cal for my swim non-swim fans that's like going to Alabama for football that's the highest of the high everyone on that team's a U.S Olympian we're going to be watching Keaton put on the Hat with the the flag on the side of it representing the United States but while he's doing that he's also one of our best students one of our best human beings the nicest kid that you'll ever meet he's literally I'm getting a little emotional but he's the type of kid you want to ask your kids to be king come on down [Applause] um yeah I can't believe I'm a senior time definitely flew by I still remember when I was uh swimming in elementary school and all my friends were like you do that every day you're in the pool every day um yeah it's been a long journey uh I know everyone in this room hasn't doesn't know me doesn't always have been there but I mean I couldn't have done everything I've done without all the people in this room and it's been a privilege to represent this district for my entire swim career and uh you guys definitely made it easy and I accepted my position and um I just really want to thank everyone yeah it's crazy it's over I'm happy though [Applause] come join us thank you all right one two three [Applause] it's up here foreign okay now we get to do points of Pride and we have middle school tonight and here's the fun thing we we usually do these alphabetical but of course there's a little competition in the middle schools because the first thing tonight when I speak to the administration Mr pot says why is Cooley why are the West Cooley going first it's alphabetical it's alphabetical um so we're going to invite Mrs Schwartz and Mr Brandenburg come on up please so that we can acknowledge and honor our Cooley points of pride foreign I'll hold whatever I can do I'm going to start with Miss Britton Tucker you want to come on up [Applause] so Britain is um what we would call that Exemplar student what we want all of our students to be like and although we do love all of our cougars she walks onto this Camp onto our campus every day and she's a leader not only does she do amazing in all of her classes she always has a smile on her face she's super respectful she's kind to all of her classmates she works super hard she also juggles a ballroom dance she does competitive ballroom dance outside of school and also as part of our dance team at school so straight A student incredible at everything she does and we're lucky to have her so thank you Brittany foreign do you have anyone here that you brought with you tonight [Applause] well welcome tonight guys uh our next uh points of Pride person we'd like to um honor tonight is it's my privilege to um bring up our PTO president Miss Jennifer keys [Applause] so miss Keys is our new PTO president this year she did step up to the plate we were in need and uh she's done a fantastic job I spent hour excuse me countless hours uh fundraising um getting putting together merchandise for our school on our campus we needed help with our baseball program she stepped up uh spent lots of time at games at practice kind of being our point in our contact with that we couldn't do a lot of the things that we do on a daily basis without her so it's my honor to to um welcome Miss Miss keys to our campus [Applause] um our next person that I'd like to bring up here is Miss Mary and Sullivan [Applause] foreign [Applause] so for those of you that don't know you cannot run a school without the faces that you see every day when you walk inside of our school and Marianne is one of the most beautiful faces you will ever see when you walk it to Cooley Middle School um I'll try to hold it together I'm sorry I'm going to read it I'm gonna lose it I'm sorry she's a vital part of the Coulee team not only does she keep us informed she keeps us organized running and all with a positive attitude and smile and that's very difficult in the front office sometimes she makes it she works hard to make sure that everything is covered for all of our teachers for us in the office for all of our students she's readily available to answer any questions that you might have she's welcoming to all of our parents and visitors and that enter the Coulee campus and we are so lucky to have somebody like her on our campus so thank you for all you do thank you [Applause] um my husband and my daughter and my partner in crime Jennifer in the front office [Applause] foreign last but not least we do have a teacher we'd like to recognize on from our campus this this year it's Miss Pamela Edgar [Applause] so Miss Edgar is a vital part of our performing arts department she runs our Dance Program here at Cooley she also is is a vital part of our Winter Guard program who do tremendous things she also splits her time with Williams Field and I know that uh talking to their Administration super lucky to have her on campus spends countless hours on campus I can't tell you the amount of weekends and tournaments and events and contests and everything that she's a part of constantly going above and beyond and spending time away from her family to spend time you know teaching and her love of dance and Performing Arts so a really well are really happy to have her on campus Miss Pam ladgar foreign I have my husband's my daughter my son my mother my mother-in-law and my father-in-law with me [Applause] thank you over there double um I think that's it [Applause] now Mr Potts we can celebrate Sossaman we'll also invite Mrs Walker and where's Mr Keeling there he is and I'll help hold anything I can do I got this okay I'm good good evening everyone my name is Bruce Potts I'm the principal at sasma middle school this is uh Mr Keeling he's our assistant principal athletic director and then Mrs Walker our dean of student so pretty excited to be here tonight good crowd this is way better than when I was announced as principal so congratulations for coming out so um this is a hard part of the job uh when we do a lot of staff meetings and when we do those we do recognitions and it's really hard to we have a great campus with a lot of great teachers and and classified personnel and a lot of great students so it's really hard to pinpoint who gets these Awards but uh I felt pretty confident in picking these and we kind of went through the names and we know we picked some good ones so our first nomination is of our student which is uh Joey Shipman Joey come on up buddy so Joey is a student athlete on our campus and one of our Higley unified and he's on our unified uh Sports uh six period and he's just a great kid so I see him every day there's not a day that goes by that I don't get at least one fist bump how you doing Mr Potts I hope you're having a great day and so when I was looking at names I was kind of going through and like I kept coming back to Joey kept coming back to Joey and so I had locked in what a great kid he was he's super positive he's like a friend to everyone right so he's we have our model respected accountability in our campus and he's like the model of that right he's the epitome of what that looks like and so just for fun I'm like you know I'm gonna email some teachers I'm gonna see if I get a little feedback so give me a sentence or two about Joey I didn't get a sentence or two I literally got like this narrative about what a great Kitty is how hard he works in class leaves notes for teachers if they're having a bad day so that's that's who Joey shipment is so congratulations Joey [Applause] our next nominee is uh is our certified staff member and this is Miss baywick [Applause] so miss baywick teaches uh she's in our eighth grade math teacher uh she kind of wears many hats on our campus and so uh long story short here I actually used to work for Miss Bay with back in the day so I I had a career a short stint at a Chase Bank back in the day and so we worked on Mill Avenue together and so miss baywick was actually my boss when I was about 20 years old and so I love to tell that story and and she likes to tell it too and so the little bit of history about us and so but miss baywick she does a lot of stuff on campus she runs njhs it's a phenomenal group of students I get a chance to pop in their meetings the other day we had some pizza and some dance moves and some white elephant she spearheads and leads many different initiatives on our campus she organizes assemblies with her njhs from Red Red Ribbon Week Veterans Day assembly she's coordinating some stuff with Queen Creek PD to come onto our campus to do some fun stuff with our students she's a great leader on campus always supportive of what we do but also has good feedback for us so she's a good source for us to go to just to get a good vibe of what's going on our campus and so Ms Bay week we appreciate all you do thank you very much [Applause] our classified nominee is Miss Jody Wiles Mrs Jody Wiles [Applause] Jody is our registrar extraordinaire right there's a lot of things that go into running a successful campus and a lot of those are behind the scenes right it's kind of mind-blowing what it takes to run a school day in and day out all day long and so Jody is super dedicated to what she does Super meticulous and what she does Fielding phone calls attendance registrations withdrawals it's all of it and she's super knowledgeable and super detailed we talked the other day about how we're both rule followers so we're making phone calls to making sure we're doing things right and so I just appreciate all she does for our campus and everything so thank you Jody I got your certificates in here so I'll get to this again [Applause] and last but not least I have Mrs Stephanie Harrison as our uh volunteer [Applause] I won't tell everyone your nickname I've known uh I know Stephanie a long time and so it's been pretty cool this year to work with her as the ptso board member I was telling her the other day when I I had she had dropped her kids off and I had called her and said hey are you in the neighborhood yes can you come by school what do you want can you just come by I need to give you something in person so she's like all right but I'm not coming in so I she pulled up and I went out and gave her her uh what do you call it the invitation for tonight and so um she's she never says no right so anytime we we talk about stuff or things for staff or things for students that we want to do on campus she always finds a way to say yes whether I text her at six in the morning or I text her at midnight honestly she's always there internal Tech so I'm throwing ideas at her to different things to do and so um she spirited all kinds of stuff we have an amazing ptso group so I appreciate all she does hopefully we find someone on our open house night to kind of fill in her shoes for next year but I told her the other days we have very big shoes to fill and we're going to miss you so thanks for all you do Stephanie [Applause] do that oh that's a great question Joey do you have anyone you'd like to acknowledge yeah yeah Uncle my brother I'm here awesome Miss Harrison do you have anyone to acknowledge well I I'm surprised friends come today my kids are here and my parents are here tonight [Applause] this is wise to have anyone to acknowledge my husband my son Bryce his girlfriend and Pam and John Stone and a math department and the math department and the math department and Miss baywick do everyone acknowledge oh she wants to take the mic here we go well then how will they hear me I just want to thank the colleagues from and especially the math department who are not just colleagues but close personal friends and thanking them for being here to support all of us out here thank you [Applause] congratulations foreign like we promised we love celebrating and so to acknowledge and honor our board member we're going to take just a second we're going to open this up and we have chocolate and vanilla cupcakes and if you would like something please come please come and have some we will start the meeting again in about a minute foreign Anderson members of the board I'll conclude this evening superintendent Report with some upcoming events as you know we are in the last week of of the semester uh this quarter for almost the conclusion of the first first semester our students our employees have worked so hard and we are rounding to the very end and we're so proud of them and we wish them all a very wonderful holiday season with their families and loved ones we would do a zoom school though on Tuesday January 3rd and we have multiple but we're going to be very busy in January these are just a few highlights of upcoming things but that concludes this evening superintendent report thank you Dr Foley congratulations to all the students and staff that got recognized this evening I love it all right next we're going to move on to the public hearing at this time the meeting will recess for the purpose of holding a public hearing on the proposed expenditure budget for the 2022-2023 school year in accordance with ARs 15-905 0.01 de members of the audience are invited to make comments and ask questions during the public hearing baby all right yeah yeah that's usually in my queue uh good evening uh vice president Anderson members of the board um I seem to get to always follow the celebrations with uh business um and uh tonight we have uh our second revision of our 2023 budget one second let me see there we go okay so um I just want to remind the board of our our General Arizona School District budget timeline typically we do not do a December revision tonight we're bringing December revision um because of uh uh the district did exceed the um ade's budget limit by one percent of the JBL so what that means is we have two budgeted control funds we've talked about these a lot our district operational budget or maintenance and operations in our capital budget and so um each of those are treated separately at Ade Arizona Department of Education and so if either one of those exceeds the budget limit by more than one percent uh we are required to do a budget revision I got it working yeah um and so what uh the what triggered this budget revision uh tonight was our capital budget exceeded the threshold by one percent and I'll go into a little detail on on why that happened but we also took the time to revise our total budget to match some other numbers that have changed since our first Revision in July and so you'll see here we're at that second budget bubble in December we will have to again revise in May that is required to True up our budget uh to the 100th day ADM um however with doing a December budget revision there will not be much change from December to May considering we're only about 30 days from that hundredth day uh date which is in uh early January and then in June uh as you'll see later in the presentation we'll start talking about the fiscal 24 budget and we legally adopt uh propose and adopt that in June well maybe it's not working okay so some of the highlights as to why we're doing a budget revision today and then what what changes we also took advantage of in making uh during this time so the first thing that triggered it like I mentioned the two budget funds the capital budget triggered the the very Vision that we're doing today we overestimate about 734 000 on our capital budget balance carry forward so by that mean we essentially expended more as we ended the fiscal year last year than we anticipated so when we adopt a budget we're not we're not completely done with all of our expenditures in the prior fiscal year and we had more Capital expenditures than we anticipated and so that's what's triggering the budget revision today but on the second highlight here we also took advantage of um truing up some of our other operational or budget numbers so we are experiencing a slight decrease in ADM so that right now is at 128 approximately one percent of our total ADM what we're seeing across not only in our district but across the state is a decline in Kinder enrollment um and we don't know you know where exactly the stem charm but uh the conversations are around the decline or uh causes of covid right the covid the bubble as they're they're calling it um so I can't truly explain that but I know we're not the only ones in that boat uh with that Kinder loss um and so with this budget revision we are revising our ADM projections down by 128.

foreign the two sections are Eli and map that the test the assessment um see if the students are ready for graduation what is the ELA component aligned to they're it's applying to a great 10 standards so they're genius when they take it it's based on the Spanish and the man of component is aligning to algebra one in geometry our students have many different baboons and math but we could say that the majority of our students are cast Algebra 1 and geometry by the time they're juniors okay so here are the ELA scores sorry that it's a little small but we wanted to get all the subgroups all the relevant supplements up there so Statewide just under 61 percent of students across the state current seniors we're Dean not graduation right now just under 40 in ela for Dean's graduation ideas here at Bambrook just under 79 were deemed not graduation ready and 21.3 were being graduation ready here at Bound Brook now our subgroups downward subgroups okay female to male different ethnicities okay all the way down to [Music] socioeconomic conditions and then IEP status foreign to me on this slide is that the estate designed the test and uh 60 across statement did not meet its its standard that the state was looking for they didn't say to us at the onset of the test that the test would not count maybe that was by Design they didn't want you know they wanted our students taking it seriously I think they wanted to see the results so there are the results and again it does not count for this year now the other section is now only two sections Statewide specifically split Statewide in the district almost uh 77 I'm sorry 72 percent we are not graduation ready um this is over 27 are which is a little better than Ela so imagine it a little bit better and then again all the supplements okay notable achievements uh for our high school students we've added another dual enrollment class with Rarity Valley to complement our existing dual enrollment class in English like I said previously at the NJ SLA presentation rsat went up 13 points we've also added dual enrollment options for our students and advanced placement courses in English and then in math we aligned our AP staff course so our students in those courses that are aligned with the rdcc dual enrollment courses when they get the grade that they need it may be sat they get college credit for that as well and we have a lot of students who are taking taking advantage of that opportunity foreign strategies so the first couple of slides the state said even though the test does not count for the students the purpose of it was for districts to identify areas where we could intervene with our students so what are those areas we have grade levels analyzing our Lincoln assessments to identify standards not being addressed prior to the state assessments we have such a specific supervisors we have team played in four days a week for teachers knew this upcoming year we will have an 820 placement exam in both areas math and Pla get into honors and then overall establishment of course the requirements for both college prep and honors courses in math and Ela at both community and the high school okay continuing the ELA curriculum at the high school has been revised and aligned to these these standards the existing standards of the njsla and the new standards of the energy GPA the same with Mac and then uh our supervisors and high school administrators have established common Assessments in both map and Ela aligned to the state testing okay last slide of intervention strategies um the high school is piloting a program called IXL which is a learning assessment platform there's preparation for the Springs NJ SLA those will take place in May selection of new Ela grade level appropriate texts based on njsls recommendations including Seminole U.S documents Timeless dramas of Shakespeare Classics of American literature diverse high quality contemporary works and finally we've added a new public speaking elective course to the high school program studies any questions okay why what start down there so this is this is a test that doesn't count but it might well it's going to so soon right it didn't cancel this year what tests are they going to take away to replace the state has shown that they do not take away they had there's a lot there's a lot of testing so they're just going to add another test we're already preparing for the upcoming one in March who made the subgroups for this presentation uh the state provided those numbers okay so the state gives us a whole summary besides individual student reports they give us a summary of uh Statewide districts and subgroups so when I'm looking and we're all looking at the numbers here at the groundwork my attention goes to the ell and IEP numbers and I I just you know I've been in education almost 30 years and you're right the state never takes a test away this will be another thing that'll come on so I would like to I would hope that we're looking at those two groups in particular or ell learners and looking at interventions specific for them to prepare them for this and I know that you guys have been hit with this it just when I came to work when I when I look you know you look at charts and you see a zero that that's you know I I think we need to look at as we do and I'm not saying we don't but we need to look at the entire spectrum of our student body not just our A's and Bs that have you know learning disabilities I I just don't want them not that they will but I just want them also I I want an equitable playing field for our interventions that's just a suggestion yeah definitely um I will say the sample size in those subgroups are very small whether the two people or 200 people still correct that's all right see a point but you see I love it a good moment of budget you'll see that we're taking action those two subgroups in particular uh which makes which makes me happy as well as every parent who has an IEP yeah and bilingual as well um I go out in the weekend reports uh kind of articulated that and some of our struggles uh equaling personality and we're moving forward we're starting against the person that we have a plan and uh you'll see those interventions when we go over the budget and uh I think a large part of the stuff we have like you said we have to start putting resources into those areas to those interventions in order to get these things going in another Direction what do we attribute the results to like are there variables that we think impacted the students is it do we feel if the results are an accurate depiction of where our students are I would I would say certainly not um you know I think we're going to see um I think of course I think this test was it's brand new so you know to our students it was something to put you know completely new to them um I think a more accurate uh depiction of them is that is how well they did on the SATs that's a test that they're more comfortable with so are the students at the high school level doing assessments on Lincoln as well they are yes so did the Lincoln assessments show that they are prepared to score proficient on state exams you know the Lincoln yeah I mean the data varies because what they had is some some students think seriously they they do well and they look at individual growth on all the assessments and it's impressive however you do have students that are uh not taking a college path to check out it's just they'll finish link it in 10 seconds and then that brings the overall average down but if you you know and you have three Lincoln tests you have NJ SLA you have NJ GPA you have the AP tests I mean there's so many tested all the tests are important but the kids they just they don't value the test they need to be honest with you and as much we spoke about this at our staff meeting the other day about you know basically being cheerleaders for these assessments but you know look at the colleges that our kids are going to you know we just had a young lady get accepted to LSU Alabama we sent a kid to Harvard last year so our kids are going to Great Schools so what you're seeing up here is 100 not indicative of where our kids are in terms of good about and it's you know to sit here and to watch the presentation it's like it seems disheartening like take this personally um but I mean I could say with confidence and certainly reflection of where our students are at this point and remotely close um I agree that there's a percentage of students that are are highly successful coming out of Bound Brook um but I think would be interesting is to look at that percentage of success and measure that against the data that we see in these testing scores and I think that the top one to ten percent of our students are always going to be successful right they have it either in themselves or in their home life or in just the culture of where they're where they want to be and how successful they want to be as individuals how do we inspire lower 90 percent to to carry that inspiration and understand the value of getting those test scores where they may not want to go to a four-year school they might not want to go to a two-year school but they're still a value in their education and a personal goal that I think I feel like we're missing we're missing that somehow and I see I see intervention strategies and I see things that seem to affect that upper 10 but when I read some of these interventions I don't read that that's intervening on the lower 90.

[Applause] and also Mr Garrett Bishop who has worked for 19 years he served our school as the night custodian 19 years [Applause] little Dr Stephen lavalva board member for six years [Applause] [Music] and so we would like to start uh with uh the mayor of Brielle there I believe hello I'm Carter Mike I'm the mayor of the fireworks and tonight I have a proclamation for Mrs Carlson from the offices of Mayor the Pharaoh Brielle whereas Mr Christine Carlson as since January 2007 given 15 years outstanding service to the Friel Elementary School and whereas it is fitting in proper for a municipal Corporation to recognize the achievements of its residents and whereas Mrs Carlson has earned the admiration and its respect of parents teachers in the Brielle Community by her selfless effort to our children by bringing her extensive educational spirits to cultivate a rich learning environment for the students as personified in her motto keeping Children First and whereas throughout her distinguished career Mrs Carlson has made it a point to attend events from Brielle day to North versus South while supporting families in need and cheering on Brielle students whether at a Manasquan High School football game or performing in a theater production whereas Mrs Carlson has towards lifelong positive and supportive relationships with community members and organizations that have contributed to the success of brielle's children and which will continue to be determining factors in their future develop and whereas such an achievement is indeed worthy of commemoration now therefore be it proclaimed at December 2022 we designated as Miss Christine Carlson day in the borough of Brielle and be it further proclaimed that all residents of the Brielle of Brielle join in celebrating this event foreign [Music] [Applause] exactly thank you very much thank you so much and Dave had a good question for the kids will the kids be off that today and um so now we have a presentation for Miss Carlson on behalf of Brielle Recreation thank you I promise card I keep this quick anyway uh so real quickly here Brielle Elementary is a and hopefully always will be the community center for the town of Rio it was the dream of the many Rec members to build our own that matters our own rec center but the addition School allowed for expansionable programs or the approval of the school early on in Chris's Administration we set forth a tier system for the use of school school functions one Rio rec2 and it worked perfectly we play volleyball basketball on our summer rec program here began the mini baseball program here and moved to flag football here when the park was under construction all flawless at no time can I recall the records that I had access to this facility and we appreciate that and the community appreciates that Chris was also the first one to bring all the organizations together the school the bef the PTO and the wreck so we could do all our events and work seamlessly within the school itself as I always like to say we're not going to have two spaghetti dinners on the same night so it's good that everybody knew what was going on for the calendar year so that worked out really really well so the other um the the other night we had Mrs Carlson come over and light the Christmas tree she lit the Christmas tree just a little bit early but you know as we just said earlier you only get one shot so she made a mark on Lightning Christmas but uh her leadership these past 15 years will be missed but the frame was on set so why we're at the Christmas tree lighting she noticed Tara Holly's jacket she I like that check so what we've done is we've gone out and we've gotten our own jacket so I'd like to present this to Mrs Carlson for all her years of service to Brielle Recreation it really is nice Tyrone [Applause] gray we're making sure the dope the door was open every morning at seven o'clock so my wife wanted to come to school I have a jacket for you as well a little adjustments foreign [Applause] pockets of politicians beginning sentences I can vividly remember being with I was sitting in this very room 15 years ago as a parent of two young children a Community member and an educator who was contemplating whether or not I was going back into the teaching world as Mrs Carlson was talking to us I have this overwhelming feeling that I wanted to work with this wonderful person she spoke about keeping Children First and her goals for the school her heart was shining bright and it was apparent she was going to love her little Community as her own she has supported us and lost some pretty spectacular moments hurricanes a pandemic graduations and countless community events she welcomed unannounced knocks on her door and always placing her work aside to listen your leadership and love for us will never be forgotten as you have touched our hearts forever I'll leave you with this quote from Laura English one and I have a giant letter to you guys the last time always seems sad but it isn't really the end of one thing is really the beginning of another enjoy every single moment of your next adventure thank you for always looking at me and all of us thank you so much foreign [Applause] [Music] [Applause] [Music] foreign to you it's usually the other way around you're usually presenting a practice on many others so this is it's your turn and this has been presented to Christine Carlson and recognition and with our appreciation for your 15th years of leadership and devotion as the superintendent principle of Breville Elementary School we thank you for keeping Children First on behalf of the Brielle Board of Education we wish you all the best on your retirement you will be missed [Applause] because the board has on the presentation and so it felt weird so first I'd like to begin with Dr Levin and success I met Dr Lavelle 15 years ago when I came to Brielle he was superintendent in Sea Girt School and um after Superstar Sandy which uh Bonnie mentioned Steve uh chose to change his career and went back to an old career and building homes for people that lost homes because that storm had a big impact on him and we felt you know you were so missed when you left secret and went on to do what I thought I taught you was the right thing to do you know because Steve was always the person that wanted to always help others uh when he came back and said Chris I think I'm going to run for the board I really want to help out I have two children here they're grown gone they they're ready to have kids but Steve came back and has served on every single committee I think except for supplications and uh has always been a very special friend to me for the less guided me has advised me and has always advised our Lord nothing in a great way the Ford members did listen to Steve um because he has wisdom intelligence and the experience as a teacher a vice principal a principal and a superintendent and so Steve um you know 100 years from now it will not matter what you know the bank account has what sort of house you live in or the kind of car that you drive but the world may be a different place because you were so important to the life of a child thank you [Applause] foreign have great appreciation for all of my talents on the air and I would just say to to them that I know my predecessor my successor Mrs Walsh is going to do an admirable job I love that she comes from education as well so the voice is steady and um thank you thank you so much [Applause] Gary Bishop to come up thank you yeah Gary's working and it's great that your colleagues are here it's great to see your family here [Applause] we had a special celebration this morning for uh Gary and Ray we gathered here at 7 30 this morning and uh these two people Gary and Ray that I'll talk about later have meant a lot to our children and our teachers here your work never went unnoticed you know every every teacher in this building was always jealous of the classrooms Gary took care of because Steph Gary was really extra special and caring and making sure the classrooms were just how we wanted it but he even went above and beyond always wanted above and beyond and helping children who forgot their homework letting them in classrooms being here for parents being here for this community Gary everything that you did does not go unnoticed and uh we are very lucky to have you it's unfortunate that you're leaving us but now as a grandfather and the chapter that you know Ray you and I are now entering it's time for chapter two you will be missed you were loved and I'm not going to keep repeating what they said but your work here has meant so so much to everyone and um the value that you put into work was an example for everyone that worked with you and you're truly going to be listed for them [Applause] and now I'm going to ask Ray Erickson my work husband [Applause] it's all right Ray said to me and he's reminded me a few times I've worked here 46 years and I've never been to a board meeting and I wanted that perfect record so I told them he had to come tonight you know I'm breaking that record and um what I have to say is uh I mean it he uh came to a celebration a few weeks ago um and when you said and meant so much to me that you never been called a work husband because you never had a female superintendent but he took that as a compliment because uh we just couldn't we were you know we were really uh I love him Joyce you know I tell you all the time and I think uh Chris and Renee you know how much my husband loves you he even felt bad for you sometimes but you know 46 years here last year when he had his 45th celebration we had celebrated Friday and we had t-shirts and balloons and a party and and he just said that that was so special and I told him it wasn't enough 45 years here and his commitment to our community you know people always ask who's the first person who called when you're deciding on Snow Day because he's awake he picks up the phone what are you thinking boss and I'm like what are you thinking boss and so I said you know I'm going to make other phone calls because then Dave Holman would be the second one I would call and get us here tonight uh the past superintendent in Belmont that it was the second goal but I'll have to let Dave know he were the first and he knew that he knew I had to talk to first and so right from the bottom of my heart you know I'm going to get too emotional from the bottom of my heart what you have done for the school what you have done for me as a person but as a leader here there was a lot I needed done right and you always agreed to he never disagree you know everything I said that we needed to do he says you're right let's do it okay and it was because of Rey's leadership with his men and women that worked here they got things done even during getting new boilers getting new lighting everything that we had to do in this building Ray kept his men and women together and saying we're going to have this building open by September 1st and you have a short time in the summer even though kids think it's a long time it's a very short time to turn this building around and Ray every single day your smile your energy your love for real will never go unnoticed I I think they'll notice it when you're gone because you have left a an immeasurable impact here and it says the same thing you have you know you have seen children leave here in your 45 years and then come back here as parents with children and he has stories he's like he's always sharing something like Maria or teachers that come back so organizers come back so board members come back like he he has influenced and touched so many lives and that's what matters and he says that's what I'm going to leave here with the memories that he leaves and so I love it from the bottom of my home [Applause] very important we haven't lost anybody since thank you to Chris and her Administration I've always valued my opinion and speak to that thirdly is my crew will always add my back they made me look good I think it's just Gary here but I could never have been what I am here today without the support of my guys thank you [Applause] foreign [Music] [Applause] so we have um and this is also from from the Board of Education and um so I will read this because I always listen to you reading and I want to read it too because then it's a nice saying but it it's appropriate for tonight a hundred years from now it will never matter what my bank account was the sort of house I lived in or the kind of car I drove but the world may be different because I was important in the life of a child and you certainly were have been important online coordinated children as you focus on children's first thank you [Applause] and yeah [Music] so we'll move on to visitors business visitors are permitted to comment on the magenta items only at this time thank you they have homework and others the visitors were leaving if anyone has homework for things that they relax confused looks like what's up okay so we'll move on to correspondence today and then we'll move on to committee reports District Operations meeting that was scheduled for from last week next week thank you just a house Community you might already answered I was looking at the balance sheet and there's a there's a debit of 456.

2022-12-15 Maricopa County, AZ YouTube / Higley Unified School District transcript source: youtube HUSD Governing Board Meeting December 14, 2022 Live Stream · passage 2
um again we'll true that up when we get our final 100-day ADM numbers on January 15th as you'll see there um and and finalize that in May the last thing which is kind of a catch-all and the mno adjustment so rather than under budgeting we over underestimated an m o and so um we had as presented in October on the annual financial report we had several vacancy savings that we did not um basically budget for or we over underestimated um so we're capturing those savings on this budget revision that was approximately 2.3 million in underestimated budget balance carry forward so that that's an increase to our mno budget um again largely due to vacancy savings and then the third bullet they were maintaining still maintaining that eight million dollar transfer uh if you recall in July we made that transfer higher uh because of the um owners that we didn't know what the elections are Brazil would be um as we know now the election uh for our 22 Bond failed and so we're maintaining that eight million transfer from mno to Capital to help support some of our capital projects that we have ongoing so looking in detail at those two budget groups first the maintenance and operations so the first line there is what we revise to in July on July 20th uh the revision number one Revenue control limit uh that 119 million represents our total operational budget that we revised to in July 20th again we are still uh do not have any exemption to the Agri expenditure limit at this point in time there's conversations that something a special session may be taking place prior to new legislation taking their seats in in January but that is all conversation and nothing has taken place there is concern that the new legislation the new legislators that are taking seat it'll be tougher to pass an exemption this year and so as you know though we've budgeted to for Higley in itself to absorb that loss and so there would be no impeding action for our our district in terms of layoffs or anything like that that would affect our operational or daily duties so um moving down to the second line there this reflects the budget revision number two um you can see the mno adjustments for the underestimated budget balance care for increasing the budget just less than one percent um the reason why it's not that 2.3 million that I just mentioned is because we're decreasing our budget for that 128 student loss so that when you take the carryover that we underestimated and the decrease in ADM it Nets about 766 000 and increase to our operational budget and again I already mentioned that the transfer that we're maintaining as we now know we do not have a bond so any questions on the operational budget and so then the capital budget this is again where the the Ade this is where our revision was triggered um we initially revised in July our capital budget to 20 million.9 we are revising down because of that over estimated overestimation um the capital budget is also funded on ADM and so there is a little more there's also a decrease in ADM as well to that formula again these are both formula based and so that difference there is the 734 000 which is roughly 2.5 percent uh decreasing the capital budget uh we did have carry over in that budget and so that's where that decrease will be removed from uh so we'll be decreasing our carryover or basically our our budget balance carry for over amount to um accommodate that that reduction and so just a couple final reminders on this fiscal 23 budget I'm not talking into next year yet again we will have to make a budget revision number three um that will more than likely take place in April based on our board meeting agendas or excuse me um I jumped I jumped ahead a little bit budget revision number three um if a resolution is not passed by the Arizona legislature we will have to revise down our budget 17 by April 1st um and again I've already alluded to you but Higley is in a place where we would be able to absorb that um that reduction for fiscal 23 and then how the the aggregate expansion limit works is that just resets on July 1 and so that budget would come right back and into the fiscal 24 budget um and then budget version number four it could be number three um but this is something we will have to do in May 15th to True up our budget to the 100 the ADM members so a couple moving targets here but um all in all the District budget is the the two budget revisions um to the operational capital is pretty much a net zero uh we actually net increase um but again this is required by the Arizona Department of Education um per their statute so if there's any questions I'll be happy to answer I think we're good thank you any questions or comments from the public we'd like to speak no all right thank you we're gonna okay thank you we're gonna go ahead and reconvene back to uh Open Session and uh we will now be going to the request to speak um we value input from our constituents this time has been set aside for anyone from the audience who wishes to address the board please remember this is not an appropriate venue to evaluate discuss or criticize District personnel policy Keb provides a process for complaints about Personnel speakers should be aware that false statements about individuals may result in civil liability members of the board may not discuss items that are not specifically identified on the agenda therefore pursuant to ARS 38-431.01 H action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism criticism or scheduling the matter for further consideration and decision at a later time or date please limit your remarks to three minutes and we do have a request to speak from Drew Young foreign so first I'll apologize I didn't know it was a night of Celebration so being a wet towel was not my intent uh my son is a freshman at williamsfield high school last Thursday he was in his weights class when he observed two other students engaging in a disagreement that was escalating my son walked over and told one of the students to calm down as he attempted to bring that student away from the situation while doing this the other student hit my son in the head with a wooden paddle which caused a bump in small laceration on the left side of his head my son responded in self-defense by striking the assaultive student in the face one time this concluded any kind of physical Force One of the coaches told the boys to knock it off and the boys all finished class without further incident later in the day my son decided to go down and notify Administration what had happened due to there being a history of this other student causing problems with classmates Administration took my son's statement and stated they would speak to the other students the following day I was contacted Friday afternoon to come down for a meeting with the administrator where I was informed that the situation was was determined to be mutual combat I was also provided with the student code of conduct policy regarding self-defense when I asked if my son's statement was corroborated by other students I was told that it was I was also told that my son did not have a claim of self-defense because according to the code of conduct force is not considered self-defense if the student can flee or contact a teacher for the record that is not self-defense that is called self-preservation this is better known as fight or flight while neither are wrong flight is reserved for those incapable of Defending themselves and fight as reserved for those that have been blessed with the act of aggression and not afraid to confront somebody what are we teaching our children I fully understand we want to prevent fighting however as a situation like this not teaching students that they only have two choices they can either be a victim or get victimized defend yourself and get suspended there's nothing wrong with a student who decides to flee when they have been victimized but we should also make room for those who are not afraid to stand up for themselves and refuse to accept being a victim the school gave this incident a whopping four sentence write-up and rubber stamped at mutual combat it is not mutual when my son is de-escalating a situation and is then assaulted with a weapon to break this down and these are Undisputed by the school my son attempted to de-escalate a situation involving two other students my son was assaulted with a weapon which caused an injury my son defended himself by punching the assailant one time in the mouth my son notified Administration when no other employee had my son received us nine days suspension the same as the boy who assaulted him with a dangerous instrument the school's Administration dismissed this all and labeled it a mutually agreed upon fight the principal dismissed crucial details and is acting as though his hands are tied in this situation so I'm asking this board to immediately intervene as my son has already served three of his nine-day suspension furthermore I'm asking and imploring this board to take a look at their definition of self-defense and make room for the students to actually protect themselves I am proud of my son and I know despite this administration's failure he would take the same action tomorrow if this board does not move to make changes my fear is that you will deter kids from sticking up for themselves or others and create an environment where there's more victims and cell phone Mafia where everybody just stands by and watches it goes on thank you thank you okay at this time we will move or I will move to approve the sent agenda items second any questions or comments no okay all those in favor I I okay motion carries four to zero thank you okay next we will begin with the information items and the first item 7.1 is the uh 2024 budget timeline and I is this uh Mr Moore thank you Mr Moore yep good evening vice president Anderson members of the board not to confuse you with the earlier presentation but now we are transitioning to next year this budget um as as we did last year we like to come early December and present you with a brief um kind of budget timeline and what we anticipate are um governing board meetings to look like as we work through our fiscal 24-hour budget for next fiscal year and so I've listed here all the board meetings from January to June and kind of given an approximate estimate of what items we'll be bringing in the conversations we'll be having as we approach um the adoption of our budget in June and start next fiscal year in July I know it's already starting that conversation so we have one board meeting in January um that is the board meeting we'll bring a first review of our fiscal 24 maintenance and operation budget um this will probably be a skeleton budget as we do not have much information regarding um what the legislator is going to do with a whole new group of individuals coming in we'll have limited information as to what that budget will look like but we will know a little bit about the basics and so we'll do that first review on January 18th on February 8th we'll bring our first review of our capital budget you're probably going to see the most changes in this capital budget with us not passing a bond um and having some conversations regarding our priorities and our decisions within our capital budget February 22nd we'll bring a second review of our maintenance and operations budget at this point we should we the legislature should have taken seat and there should be some conversations regarding the K-12 budget bill for next fiscal year and we hope to have some more information on that February 22nd meeting uh we will bring contract language hopefully we have a executive director of HR at that time to help assist with that process but I know Miss Richards has been helping out in the meantime and so uh as well as other Consultants so we will bring contract language um we will also bring a meeting for wrap up for the prop 301 plan um that should say fiscal 24.

Mr St George Jazz Ensemble thank you so much chamber singers Mr Layman gold thanks so much for coming tonight we really enjoyed it foreign in the front room [Music] I wonder if this was sand nope that's the same one can't get tied up okay um so uh all our board members are here this evening um so uh next up on our agenda is public comment um we do have uh three individuals signed up for public comment they're all on uh agenda items so they'll be at the beginning of the meeting and just as a reminder each speaker has up to three minutes to provide input to the board at the start of every every regular meeting we set aside a maximum of 20 minutes so we should fit well within that for a comment on any item on the agenda and at the end of the meeting we deal with items that are not on the agenda or any rollover from the uh if we go over 20 minutes just as a reminder a discussion of school Personnel in any individual students or individual members of the board is not considered appropriate and uh and I need name and address when you start so first up is Mrs Scalera foreign sclera 5 Jackson Drive when I first looked at the agenda I was pleasantly surprised that the district finally decided to do the right thing and take a stance and commit to an in-depth look into the systemic problems facing our special education program but when I took the time to dive a little deeper it became alarmingly apparent that while this at first glance plan appeared to be a step in the right direction the plan provided within tonight's agenda under exhibit H is far from a deep dive or a strong stance regarding any sort of corrective actions as a taxpayer and a parent I have a ton of questions regarding the proposal from Cooperative Educational Services I'm asking each and every one of you on the board why was Cas chosen for this task was it sent out to bid CES is a state-funded entity which operates one of the most restrictive special education schools in the state I will also say that bringing in an entity like CES is simply hiring your peers to evaluate and investigate your current programs first I would love to know what has been determined to be the real pressing areas of concern affecting our special education program I am once again standing here before you asking for transparency about what the exact scope and sequence of this plan really is our entire special education program is in shambles and it needs to be investigated and explored in its entirety not a piecemeal plan like exhibit H reads the district should be committing to an to an overview of all policies procedures and programs ensuring that all Cur all our current and up-to-date and immediate analysis of our general education programs to determine our classes are meeting the least restrictive environment and our IEP compliant and even more pressing are we delivering meaningful inclusion and adequate progress to all students who are identified within District I was completely disgusted to see that Brookfield has chosen to focus on our high school life class of less than 10 children and our preschool which I'm certain accounts for far less than 20 percent of our identified student population overall how does this even sit well with the administration of the board this proposal is not at all independent or unbiased and it stands to leave eight grades of our children flapping in the breeze until sometime in 2024.

censorship of Dr Lee we're not providing her information let's save that for future meeting plan later on on the agenda okay okay thank you next we have Center High School government presentation Center High government students foreign [Applause] well good evening good evening School Board trustees and superintendent Lauer we are Center High School's ASB officers and are here tonight to present some of the changes that student government has been making on campus and goals that we have as we are heading into the next semester [Laughter] if that works for you our primary job as Student Government officers is to serve the students and be a voice for our campus we do this by working towards improving our campus culture and being the role models for what school spirit is there are weekly ASB meetings we handle the financial and official business for clubs organizations sport teams and grade level classes one of our biggest goals is to create inclusive activities and events for all students and staff on campus one of which is our incredible incredibly spirited rallies okay so my name is Kaylee Larson I am the ASB president and one of the senior class representatives [Applause] my name is Rebecca Plummer and I'm our ASB vice president and one of the senior class representatives [Applause] my name is Vanessa I'm the ASB secretary junior class representative and the technology commissioner before I show the other slides can we please have our Student Government stand up that has joined us tonight [Applause] all right you guys can sit down so kind of going through the next slides these are our senior class officers some of these officers may be here with us tonight others may be at home studying as we are in the midst of our finals week so we have our senior class officers junior class officers sophomore class freshmen and our commissioners that help run some of the stuff behind the scenes such as Communications technology and clubs and then here are more class representatives that may be helping their class presidencies further their plans and to help as members of student government we have to set long-term goals that we are continuing for we want to reshape our Traditions to help fit modern times we are creating events to bring different grade levels together like our first annual freshman senior hangout before the first rally where seniors help freshmen prepare signs for the first high school rally we are striving to find more ways to reach out to the community and reach out on campus to be a voice for students and gather Intel and preferences to make changes our peers want this year we have used our goals to have a few major breakthroughs and accomplishments we have introduced Joe cougar to our campus which has really helped improve school spirit with the help of other spirit activities our homecoming and prom court has been gendered non-conforming for the second year in order to be more accepting and inclusive to all students on our campus our student leaders on campus have spent the past few days attending the elementary schools for operation Sansa this year we are proud that we attended a third Elementary School with the goal of attending all four in the next year we have created a new tradition on campus for fine having fireworks at our homecoming Student Government showed up in support for the first day of the diet Festival hosted by our brand new Hispanic youth Leadership Council Council club and will continue to support all events planned by clubs we have created an action plan for our next steps for creating a better campus including the creation of a student Senate we are encouraging inclusive events hosted by clubs and school organizations to celebrate our campus diversity we are going to reach out to our incoming freshman class about student government and Leadership by having the ASB officers visit Riles in the spring we are trying to deepen student connection and communication with the school board starting tonight we are showing our support to our athletic teams by Reviving blue crew and encouraging students to attend and support all Athletics as well as our vapa Productions we are in the beginning stages of bringing of beginning stages of bringing Breaking Down the Walls to Center High School we are in using events such as Spirit weeks as opportunities to raise awareness and donate to programs and Charities last week we raised just over a hundred dollars for HIV AIDS awareness thank you School Board school board members and superintendent Lauer for your time are there any questions about the presentation or any goals that we have on campus I just wanted to say really quick that I am really impressed that you guys brought this forward to be on our agenda work through the channels and all the work you guys are doing it's just I I like I said I'm very impressed and I really like the effort you guys are putting in not only to the presentation but to plan out specific goals and working towards them I think it's wonderful so thank you thank you I do have um a comment as well I'm very proud of you and all the students that are here it um it's a great presentation and I thank you for that a couple questions student Senate funny you mentioned that I was just at a csba conference and was talking to our superintendent about the same thing so I'm wondering I'm excited to see that and also what's breaking down the wall um breaking down the wall is a type of program to where students maybe pool students and staff will be pulled out of classes and it will be going through different activities some of them will be low risk and then some of them throughout the day will progress to higher risk activities to where you're sharing more personal information to show that we aren't as different as we think we are within social groups and then also between staff and students impressive very nice great job it's awesome [Applause] any other comments or questions all right thank you very much next we have our attendance and engagement update with Mr Chris Borowski [Laughter] not only do I have to go after him they turn the mic off on me uh well thank you guys for having me again um tonight gonna go over pretty quickly uh the an update on our attendance and engagement processes in the district including our impact uh the plan that we have put in place that includes our tiered intervention model coming up here shortly I believe so just to go over first the three impacts and this is in your packet the first is financial we look at and courtesy of Miss Coronado some numbers go forward here look I can see myself trying to mess with turn this off on me at two the mic I used to be their principal and now I can't do anything to him right it's still not working but I don't know I have to point it somewhere can you advance it for me okay um so looking first at Financial impact of attendance and engagement uh you see the term Ada up there that means average daily attendance that's how many kids a percentage of kids that are showing up in seats every day um if you look at a 95 Ada projection which is where we were living prior to covid uh that's the dollar amount that's assigned to that last year our attendance was 88.3 percent uh obviously there were some challenges in the last few years including last year with with covid uh the difference between our projected and that's really our goal is to get back to 95 and what we had last year was about 755 000 that equates if you think about it to about six and a half full-time teachers in the district so there is a big Financial impact to students showing up to school uh next there is academic impact we all know that that is there really Elementary School students that are chronically absent and chronically absent is students that are missed 10 of more school days in a year so when we're looking at attendance we're really looking at average daily attendance as well as we're looking at Chronic absenteeism and we'll see a little more of that data as we go uh Elementary School students that um aren't coming as often or do have attendance issues tend to be at a lower reading level develop lower social skills and those students are more likely to be retained from the next grade middle school similar issues as well as you know we're looking at warning signs for possible Dropout in high school and then in high school we're looking at students who have a high chronic absenteeism rate with lower graduation rates and then again Lower College admission rates for those students as well and then looking at an equity impact these numbers up here are the chronic absenteeism rates over the last three years uh the numbers in yellow are our subgroups who reported the highest amount of chronic absenteeism um in 21 and 22 are Hispanic students were most often chronically absent last year or this current year we have 40 of our African-American students who are chronically absent as of today and those numbers are compared to the our white students and then on the bottom you look at our district as a whole chronic absenteeism rates so there is that Equity impact that we are also going to be taking a look at so our goals in the district are to create a tiered system under our mtss model to address chronic absenteeism and attendance provide Outreach to families to support positive attendance and then create systems that we can use moving forward to consistently Monitor and review attendance both at the district level and then at the site levels so this document here that you have in your packet is our district attendance and engagement processes and resources this details are tiered intervention model for um when intervening with chronic absenteeism and low attendance rates when I take a look at this model I think of this as Cycles uh of support Within These tiers so we're going to be supporting schools to make tier one interventions school-wide to improve attendance on their campuses we're going to use data when we see and identify students in that tier two range who show some lower attendance and then we have some processes in place where students that are still struggling to get to campus regularly we have some interventions for those students as well uh so just taking a look briefly at each tier we use a program called everyday Pro which gives us great instantaneous data that we can take a look at again at the district level and at the site level first tier one it gives us students by tier so it ranks students based on their average daily attendance so students who have 95 percent or better attendance we call those students satisfactory and then it goes on down to students with a greater than 50 percent absence rate those are our extremely chronic students so schools can take a look at these these groups of students to then provide interventions and really looking at that tier what that first group of satisfactory we're trying to focus more of our rewards through assemblies and those types of things on that category of students rather than perfect attendance because we know you know we're telling students to stay home when they're sick and we know it's just a little tougher now we're still coming out of kovitz so we're looking and schools are really looking at that top five percent uh to reward kids for for coming to school so these uh some of the other data points they're looking at um everyday Pro gives us monthly attendance rates it gives us an attendance calendar where it show us shows us our average daily attendance per day and then you can also break that down into different student cohorts we can look at attendance by grade level we can look at it by special programs we can also look at it by by our ethnic subgroups uh here are some of the goals are we are looking at attendance data as a district through our data culture team um we did that just last month we took a look at some of our tier one and tier two data and these are some of the goals that our schools are working on currently I'm not going to go through all of them but you can see um like for example uh Center high schools looking at a tier two goal of improving at risk attendance by looking at some resources for those students Oak Hill is increasing attendance they looked and saw that their attendance was low on Mondays and Fridays and they're looking to provide some interventions to increase those those numbers but these are goals that we are going to re-look at in February uh and again we're trying to focus on that tier one tier two area where schools can make a school-wide impact through some intervention strategies and then tier two uh we're looking at students who are lower than that 95 percent rate everyday Pro gives us some great data categories again attendance by tier the student cohorts but then our sites can make intervention groups where they can address some barriers that students and families are having and can set some goals so really that's where our schools are looking at those students making initial contact setting goals we like to look at anywhere from a two to six week goal on improving attendance and we're providing the supports that we can at the site level to help get students to school oh let me go back this right here is what I wanted to point out this is Miss Mason came up with this and shared it with the rest of our sites who I think most are putting into practice but with here her tier two group of students at Dudley uh she uses this stamp card so it's a punch card if a student gets their card punched she meets with them daily for that contact uh if they're just at school she's punching their card to give him or her a reward if they get 13 out of 15.

is what I what I read in these slides so I think one approach could be when we look at interventions and how we want to approach that lower 90. what do we expect out of it or what is our role right so if we're going to run a program or run something what is our expectation coming out of that not necessarily well we're going to run it and it'll be successful because we know the top 10 percent is going to pick it up and run with it and be really successful but how do we measure that against the lower 90 and say how are we going to reach them and what is our what is our expectation do we Intervention Program we can get a two percent result and you get a five percent result um and start with with low numbers and try to work our way up but I think without setting the tone of how it's going to affect and the and the result of the actions that we're taking I think we're just it sounds like we're just putting stuff out there and it doesn't seem to be taking if that makes any sense so you know we've been working with Dr Freeman and I've met this master scheduling you know Guru as we call it because right now we have no intervention periods you know whatever the teachers do in the class they meet the kids every other day a day there's no interventions you know with lower levels there's academic support ASI and interventions and we don't we don't have any of that at the high school so we're basically relying on the teachers to do the interventions but even with IXL and some of these other programs if the kids are not completing the program or working on the program with Fidelity then it's not really it's not going to work so you know we can be cheerleaders and we can Advocate which we we do to I think till we're blue in the face and I think such a great job it goes so far above and beyond he was speaking to my colleague my principal colleagues in the county yeah and some of the things that we're doing here it's they're they're Blown Away by by the students are not doing it with Fidelity you know then right we do the best that we can and we're really trying but you know there needs to be some some give back as well absolutely and I and I don't oppose the it's just I think it's a struggle when how are we going to reach these kids right and if you guys are are trying every Avenue what else is out there what what creative thoughts we come up with to help show kids how that success can really really affect them later on in life when they get out of high school and I guess my other question is if they don't meet these standards what does the state of New Jersey do with students that don't need standards and can't graduate on time [Music] so so first I'll say what Ed said about the scheduling committee the uh the emphasis the focus with the scheduling committee is how we're going to reach what we call our our lower tier students but you know what you say uh you know the the other 90 so that's the big focus of uh the new schedule that's upcoming so um when the students are freshmen they take the njsla ELA that's their first pathway first opportunity to get a passing score um NJ GPA is another first pathway and the second pathways are the alternate assessments sat PSAT the third pathway is a portfolio so those are set assignments given by the state uh set prompts that our students have to answer uh work with our teachers and answer then we submit them to the state and the State Signs off on them real quick um so they take this as a junior that's it's one and done like if they don't if they're not graduating they get another shot or they have to go right to the second half yeah this is it that's the only time so the only thing that I would add for the members of the board is as we're having these kinds of conversations I think it's important to reflect on what we could so as we continue to reflect on what the budget is going to look like for next year what resources look like and when the action plans do come forward from Administration continuing to work with them to refine them and make sure that they really have the resources that they need to go ahead and execute and whether that's scheduling whether it goes back to negotiations with the Union whether it goes to setting our budget for next year that's where we really need to take a step back and say are we doing everything to empower the people in the audience right now I just want to make sure that we as board members take that away so agreed but when you see numbers in any presentation and to miss casino's point success what does success mean you know is Success looking at a one you know we have to look at Equitable success and I think that it's a situation that to your credit Mr Januzzi that we want to give the administration every single thing in our Arsenal for their Arsenal that they can do I agree with you but it does and I'm sure if people look in the audience or at home when you see these numbers and and you know it takes us back but to Mr Smith's credit I know that this is not reflective of our student base because our student base what I see with my son in high school and what I see with the two teachers do in the administration the staff doing uh it it it it it it's night and day so but it's just it's a little bit of a shock you know it is a little bit of a shot so it you know giving us the ability to empower the administration even more absolutely but you know I think we need to you step back from what you're saying but also taking Ms Januzzi is saying and taking that into consideration when it comes to the overall interventions I agree and and that's what again that's where I tie them all up and say if in the past we've made choices from a fiscal perspective to save for investing in facilities correct and we want to redirect some of that money back into the classroom through the next budget process that's where we looked at have some actually demonstration how their number which was resources and then you also and I think you know there's no doubt that there's a massive enough power will be done in the district the question is are we are we working really hard at some things or could we work smart you know we've got that uh that's I think worth worth doing a little self-evaluation to Rich's Point as a board to self-evaluate ourselves are we are we working in the smartest way to facilitate what the district needs um and do we have the right programs in place that are the smartest so it's definitely worth looking any other comments or questions for Dr Laurel on this topic are there any specific things that come to mind aside from the scheduling work that's going on that would immediately help the problem or immediately provide assistance to the staff to the administration well I mean it's funny we've swarmed the committee with Dr Freeman we just met today again at District leadership committee meeting District leadership team and you know it's the middle school and the high school and it's like horizontal vertical alignment we're trying to figure out best ways to identify you know whether it's gaps in instruction or gaps in planning um this way we're on the same page so we have some sort of like inner radar reliability I mean I know we have training that we go through like a refresher training in the summer but they actually sit down with members of both the high school and the middle school administrative team so we can identify different you know Trends or different issues that were that we're looking at while observing an evaluating teachers so I mean we are we are doing really good work you know but it's it's a process and and I hate to use or to make any excuses but you have to take into consideration if there was a year and a half where kids were sitting home on cell phones really not learning too much during during coven so I'm not I'm not making excuses but I mean it is it is a hard reality even last year um and I'm very very young problem with it it was my my most difficult year in education um coming back to school and you know the the academics like behavioral social emotional learning mental health um this year it's to me it's a different ballgame it's a completely different building than it was last year so you know I think um we had the team and we had the capacity to do it and I think you're going to see improvements with you know Dr Freeman at the help we touched upon something that was in my head does this coincide at all with 2020 and the timing of it graduate well I think that's in part why the state is not really reflecting this as the first year where the schools actually count energy counted but I do want to caution and say that covert is not a balanced work related issue from all different communities could have been impacted more than others I think when we're comparing ourselves with distinct actions it kind of takes that contemporaneous issue a little bit further off the vehicle I'm not saying it's not affecting us again use but you know everybody had to deal with both and so lagging those averages really is an indicator that we're not probably working as a parent I was on the board when covet hit as a parent I think it's hard for you guys but it was almost seamless um so Kudos on us for that when you know paper packets was not distributed to other districts around us please um you're still stuck on extra tests yeah what's Who We Are clutter whatever that's okay you know and my only response not just Dr freedom but I think part of part of the strategy is really to reevaluate what we're assessing how we're assessing whether or not we need to supplement what the state is doing with our own kind of assessments so you know I think that's a fair point and it's part of the plan to address any short companies that we may have in terms of the board is questioning uh why the scores because that should be a question Administration speak about the changes that are being made I promise you that it's going to take a little time but we're in the process all these things you read about your weekend report these scheduling meetings the intervention the Consultants probably going to help us evaluate our work I think a lot of what it boils down to is aligning our work with student needs which uh is something that we're finding we need to do a better job of that's the meeting that uh Mississippi spoke of and it's going to be a year-long process it will take some time but I can tell you that we will begin to see the results next year incrementally but you will see results it's not about teachers aren't working hard and administrators are because they are they're working very hard however working hard and having proper alignment and proper resources that's what's really going to make the difference and where in the process of doing that not only uh with the budget but also with our practices we've met as an administrative team and we've changed our probation from Simply building management and operation to focus on destruction our instructional leaders from working with the last few months I've learned that they haven't they understand instructions and what needs to be done it's just a matter of giving them the opportunity to have that Focus one of the things they said to me as we're going through our learning today was you know what you never really had time to do that that was never asked of us so we're changing that focus and with that alone and a lot of things that are going on in the classroom and giving teachers resources and professionals development that's in need we're going to make that but I'm never going to end up making uh you know making great gains but for the time being there's going to be incrementally we're going to get momentum and then over the next two years you'll see a slow increase and they'll start to pick up in year three and four we're going to see uh significant gains and we'll get to where we need to be um Mr Smith I think this question is probably for you um I noticed that it's just in math I think it said that it focuses or we seem to think it's going to focus on algebra one geometry so let's say do we have a substantial number of students who haven't reached those classes by the time they finish sophomore year so they're taking this test without even seeing some of those topics is that a substantial enough number to say that impacts these scores yeah it's funny you ask because uh Mr Lucy she's the uh that's super so you know she kind of did it uh uh an overall assessment on our students scores and what she determined is that when the students were taking these assessments they weren't even presented with the material at that point right okay that was my question what she did she spent a lot of time resequencing and refocusing uh you know the different concepts and algebra so instead of you know just going chapter by chapter through the book maybe taking a look at Concepts towards the end of the book and you know integrating that the beginning of the Fall you know we tried the initially we were having was um say outbreak two so our sequence was algebra one geometry algebra 2.

2022-12-15 Maricopa County, AZ YouTube / Higley Unified School District transcript source: youtube HUSD Governing Board Meeting December 14, 2022 Live Stream · passage 3
moving into March we do have March 8th the one board meeting due to spring break we will bring the third review of the maintenance and operations budget at this time we'll talk about any potential compensation increases or anything changes regarding uh employee compensation that will affect the budget we will ask for a tentative approval so we can issue contracts for our teachers and administrators as you know every district is is trying to be the first one to issue those contracts to secure those teaching positions and I think this year will be the same as we as we're still in the teachers shortage across the state and so getting teachers committed and signed to contract for an extra school year helps our budget process and helps us fill those positions that may not be returning to next fiscal year so I'll also present a second review of our capital budget this will be a detailed review of every single department and as we've done in the past highlight some of the major Capital purchases that come from our capital budget uh we will again Ask for consent again for this approval of teacher and admin contracts and they're given the 15-day window to approve those moving to April we will bring our classified at will work agreements again those are at will work agreements they don't necessarily need to go in March as those are at will work agreements and they're not constituent on on contracts we will ask for attentive approval on a capital budget to get ahead of those long lead items and allow our specifically our maintenance department and potentially at service departments who get ahead and make those purchase orders in place to procure those items that do require long lead times uh we will uh then bring the approval of the salary schedules for all employee groups at that board meeting and also talk about Open Enrollment and benefits and so I've been working with um Miss Isabel agnado now um our benefits manager um and as as we've um have about four months of experience moving from into our self-insured program it's been very well received so our claims are very low my knock on wood um and so we look to potentially make some enhancements to our benefit program to our employees to offset those costs because we've had such good experience so I'm very excited to start that conversation it's already we're already seeing the fruit of our fruition for moving to self-insured and so um I commend the board for for you know working with us to move that way and we'll be able to make some some benefits enhancements to our employees and our benefits package that we offer so that's very exciting and then lastly we wrap up um like as I mentioned in May we'll we'll prove that fiscal 23 budget revision that's truing up our budget to 180 ADM and in June we'll officially propose our fiscal 24 budget on June 7th and June 21st we'll have a public hearing to adopt that budget um we do have no no crystal ball on if the state legislature will have a K-12 budget by then as in the last couple years we've been operating and improving these budgets with hypotheticals I fear we may be in the same position this year as well uh time will tell but um regardless of that those are our legal statutory dates in which we have to adopt a budget and so uh that with that that's a brief timeline of our fiscal 24 budget so if there's any questions or anything the board would like to see during this budget cycle I'll be happy to take suggestions or questions it doesn't look like it I'm sure we'll be showered with lots of information in the first evil future so thank you for offering information now no questions all right thank you Mr Moore and next we'll move on to information item 7.2 the amendment to policy jlcd which is medicine and administering medicines to students vice president Anderson members of the board as we've shared with you we've been working very hard on policy we've been lovingly referring to this as the policy palooza meeting because you'll have several policies that we're going to go through here we have been working with members of our leadership team who are going to take a minute to just quickly touch base with you on the legislative updates on each of these and feel free to ask specific questions we're going to go through several of these and then these same policies we have this evening for us to wave through and do action items with should there be no questions or concerns that you want us to return to you with but we're wanting to get several of these ready to go as as legislatively many of these some of these hit right as we return back in January so we will start this evening so I'm going to ask Jillian to come up real quick and we will we will rock through these um and answer questions as necessary vice president Anderson members of the board you can see the update to our jlcd policy I have updated it to incorporate the newest legislation and the laws that Arizona and the Maricopa County Department of Health in the Arizona State Department of Health are requiring us and would like us to do in our schools I have developed a Narcan also known as naloxone in this policy I named both in there for a reference training that will I will start rolling that out once we come back from our Christmas break New Year's break so I'm ready to do that and that is the biggest piece in there other than you know just some legislative laws that are listed in everything that's it for me no any questions okay I think oh Tiffany you have a question Miss Schultz yeah I think she'll said she'll ask later okay all right no problem please I read this oh and I'm like did I read it wrong so um that's okay I'm here okay thank you go ahead I'm okay okay all right thank you okay moving right along in our policy palooza for item number 7.3 um this one is uh policy ijnc Resource Centers media centers and school libraries good evening vice president Anderson members of the board here to talk to you a little bit about the proposed policy changes for this particular policy uh the updates that we're looking to add here follow along the Arizona School Board Association recommendations as far as putting ourselves in compliance with state law allowing parents access to the library books and media titles that we have this is currently something that they're able to do through our destiny system as well as to provide parents with the opportunity to request a list of the materials that their child may have checked out at that point in time and so that they would be able to submit a form and and get back the materials that they've gotten part of the policy language as you can see also defines who a parent is and who that caregiver Giver is once again in accordance with state law vice president Anderson just really quick um people might wonder why we're doing a policy on our library books and parents having access a lot of these policies that we're going through tonight there's been a change in legislation that this one catches people's attention stating our parents need to have full access to our library media information and everything else and we've never had an issue with it but it defines on how how it's available so if people are wondering why we're doing a policy on parents and our our media information um again a lot of these policies were going over were just approved by legislation requiring all school districts to have these policies and one of them is that parents have an accessible list of information on what is in each of our school libraries and media centers so I just wanted to clarify that because it seems kind of weird that we're doing a policy on on this so that people understand why we're doing this policy we're so that we're compliant with the law that goes into effect in January so thank you thank you thank you okay we're going to move on to information item 7.4 this one is a amendment to policy I and B teaching about controversial or sensitive issues thank you thank you again board member uh uh or vice president Anderson members of the board this is an update to existing policy that we have as far as responsible approaches to teaching sensitive or controversial issues largely the policy is unchanged there are just a few minor suggestions that were presented by the Arizona School Board Association mostly emphasizing the responsibility that teachers have to ethically and responsibly teach about these issues in classes for the instruction of our students so again in order to as board memory said to be in compliance with the law and also to keep up with our regional peers we recommend adopting this language from the Arizona School Board Association into our policy thank you any questions or comments on this one um thank you for we've been asking for you know when when is this coming and and I thank you for and time wise we had to get it out as soon as we could but it find it yeah it was interesting as a teacher I hear a lot of the fear you know oh things are coming things are changing but as we go through the policies policies we already have a lot in place and there's very little change which I find I'm I'm hoping anybody watching or the public to definitely check out our agenda and look at our policies you have to go dig through and we've got them right here for you and agenda it's very crystal clear and thank you Mr tree for clarifying information vice president Anderson that's an excellent point because as you see these State amendment to these aren't new they're amending and they're updating and so when people look at this on our board agenda they can actually see in blue what was added or changed and you really see the majority of the policies are not substantially changed okay ready to move on unless let's let's head on over to seven agenda item information item 7.5 um this one is amendment to policy Iha basic instructional program thank you uh vice president Anderson members of the board here we actually do have a really nice healthy addition not just a couple of word change but in fact what uh again the law is is asking us to do and something that uh we we holy support which is to establish a 911 uh instructional day and so on this date uh September 11th of each year or whatever is the adjacent uh school day if that Day falls on a on a weekend there will be specific instruction to all students using age-appropriate materials to teach about the terrorist attacks of September 11 2001.

change needs to happen now accountability needed to happen yesterday and transparency needed to happen for more years than I can count in this plan why does CIA who does CES report their findings to I strongly believe that anyone who is evaluating programs in districts should be reporting directly to the boa and not the administration if the district was truly committed to looking at special education whoever was selected to take on this task should be well versed in general education special education as well as educational and special education laws I would suggest the administration speaks directly to darianne as they had an investigation of this caliber completed in less than six months by someone who has tons of experience doing this type of work in districts all over the United States you can hire all the people you want but at the end of the day people solely responsible for compliance overseeing and implementing IEPs and Direct Services or not doing their jobs our children teachers staff and parents are suffering the special education department is absolute worst that I've seen it in the last 13 years and I'm here asking the board when is enough enough when are you going to hold the district and special education Administration responsible for compliance of IEPs the complaints to the State Department of Education keep happening and I'm afraid if you do not write the ship sooner rather than later outplacements and lawsuits will soon follow along with more of our staff abruptly leaving District I'm begging the board to commit to an in-depth independent audit of the entire special education program now not the Bare Bones plan known as exhibit H are children you could wrap it up our children need corrective action now not two years from now thank you all right next up is Mrs Rice Denise rice three old Hemlock Road I read the CES program that Brookfield is participating in and there are major flaws apparently this is Phase One there's no mention of other phases or the costs associated with them but I'll move on I see the students or specific programs are hand-picked by the administration they are talked to and consulted with about the students the parents get a survey so what I'm reading is that the people least around the children and who know the children least are the ones that will be Consulting with CES meanwhile the parents get a survey which isn't worth the time it takes to do I also notice a major piece missing the powers of the children who support the teachers are not even mentioned this is because our district places no value in them it was actually set at a PD day in the beginning of the year that they will not be consulted about programming because they will lie about a children's progress so they can keep their job at Seventeen dollars an hour getting talked to like that is demeaning and being a parent to a special needs kid is a labor of love they can make that money anywhere and honestly do less these people know our kids and many of them as much as parents so why would we be leaving them out if they can be so instrumental I'll tell you why because the administration can't manipulate the results in short what I see is Phase One coming out totally inaccurate because it's not all inclusive with the voices of those who matter as taxpayers and parents we are throwing away millions of dollars with this mentality and administration tons are being thrown into more administrative staff for special ed really to lighten up the job of what should be done by who we have and at the same time shorting the students of the support they desperately need or how about the Gen Ed teachers shorting them of the support they need so they can teach this better uh sped kids in their classrooms and learn keep the typical kids learning we are throwing Millions at what has been referred to as a world-class School let's call it what it really is a potentially great building with Administration superintendent and special ed director who put no value in teachers support staff without this we have nothing so while everyone sees special ed as a cost center I see our biggest expense as a district is the mentality of this Administration registration as a whole bad news travels fast once that happens it isn't going to make anyone's career look great our new school and District as a whole will be worth nothing which makes the new building just putting lipstick on a pig thank you and third up is Mr Correa and I see you add other items on your list Mr Korea if you could keep your comments to the agenda items I'd appreciate it I also um not support uh funding address oh sorry 45 West Wisconsin road I also do not support funding The Proposal that is put on the agenda for this engagement with CES um I agree with the prior speakers that what I'm going to focus on um is really is this the right organization so if you just scratch below the surface and do a little bit of a Google search you can see who their prior clients are in their brochure where they advertise their services they have a quote from a superintendent in Greenwich from 2012 to 2016.

um so that's a great idea that's just an example of some of the tier two strategies that some of our schools are using and then uh Family Outreach Outreach everyday Pro uh provides us and some of some students might see some of these letters and see that they're familiar some of our families that are here uh it's another way to reach out to families um just to keep attendance top of mind so everyday Pro sends out based on students all-day absences uh two types of messages so they send general support messages to all of our families um those are sent beginning of the year and then some strategic times throughout the year it does give this is an example of one up here it provides it reports how many excuse and unexcused absences have and then it will compare as you see here in the red this is an example of a student's absences and it will compare with the average student and their number of absences that they have also everyday probe provides nudges so they'll send text messages emails there are also hard copies that get mailed home with some of those same strategies uh supporting kids that have lower than 95 attendance um they sent we sent 16 of those out throughout the year so just another reminder uh if families might be unaware of the attendance issues and just how big of an impact it's having when students are missing school and then also uh our tier three level so once our students are set or have site goals that are made by our attendance leads at each site if they're not Meeting those goals our sites can refer to our student Family Support Services Center over with Mr Miranda those those folks are then reaching out with some other strategies um just to take that extra step another somebody that can provide resources for students they do what's called Student Success plans they they give attendance strategies really try to you know get commitments from students finding help Banks so who in your community at school can help students again improve attendance and then finally we at the tier three level when those things are are not doing the trick we do have some other options including home visits um that can include any number of members of District staff uh and then you know sart and SARP contracts those are mainly for unexcused absences but that's also a tool that we can use so again this is just kind of our process for keeping attendance and engagement at top of Mind in our district and really linking some of that great work that Mr Jackson started last year with the safe team and developing a process that we can continue as the years go do you guys have any questions for me I do data culture team is that one from each side yeah so our data culture team does rep every site is represented um that's the group it used to be called our curriculum and instruction team that Mr Jordan and Ms Lawson run uh we that group initially looked at academic data and we thought what a great place this is the perfect place to look at not only attendance data but we're also looking at some school climate data as well and following some of the great processes that they started so really we're just taking that curriculum and instruction team and making it a bigger data culture team and we meet twice a month and then they bring the information to the school sites I'm assuming yes I have a quick question um the tier three one page 12 on your presentation uh tell us what uh help bank is yeah so that's part of that Student Success plan so a help bank is really um our student Support Services Group working with the family to even talk about who are the first people you go to when it's when it's you're having trouble getting to school who are your community members around you who are your family and then who are the contacts at the school site that your parents can reach out to when you're struggling to get to school so it's really just that circle of support and helping each student and family identify that thank you everybody thank you thank you okay next we have the curriculum instruction and special education update with Mr Mike Jordan I did put in a card for this agenda item did that not oh sorry Chris come back because I have a question for you if you don't mind so half comment half question I've I've heard that kindergarten attendance is the number one indicator for high school graduation and so I'm asking if you could confirm that and maybe speak to that a little bit I don't know um I'm not 100 sure I can talk about that marker what I can say is that our TK and Kinder students right now have our lowest attendance in the district another program that I'm in charge of is our expanded learning opportunities program so I'm excited to announce uh January 3rd at three of our sites and our fourth site will be coming along we are offering through our Catalyst kids program 20 students free of costs that can have before and after school daycare uh it goes till 6 PM so we have sent out invites to our unduplicated pupils and those are out there so we're hoping again that's 20 students per site if families are struggling to get kids to school that's another opportunity for us to help out but I do agree with Miss Kelly that TK and K kindergarten attendance is severe important and we do need to to work and use our use all of our resources to improve that and that's one of them thank you thank you for the clarification okay return to committee updates curriculum instruction and special education update from Mike Jordan all right good evening hey as we go through this proceed through this holiday season where we recognize it for some there's a time of happiness and joy and fun and laughter and for some it's a time of of a struggle it's not such a joyous time so I want to take a moment to highlight all of the mental health services we have available not only for students but for staff members and families as well so I'm going to start with our social workers so we have social workers uh two of them on Center High School campus we have a social worker a deadly a social worker at North Country a social worker at Spinelli and we have a job posting up for a social worker at Oak Hill so anyone out who is watching this in Internet land with a social work credential if you want to apply please do so our social workers work with individuals in small groups it is a tremendous resource for our students on campus we also have counselors that are different sites we have four counselors at Center High School one at Wilson Riles and one at Dudley again work with individuals not only on academics but also on social emotional issues and mental health issues so if you feel you're in need of those services please reach out to our counselors and finally we have a a contract with a company called care Solace and what caresolus does is offers a free service to all of our staff all of our students all of our families regardless of your insurance you call in they will hook you up with mental health services free of charge they will do all of the the groundwork for you all the emailing to set up the appointment they'll connect with your uh your insurance carrier if you don't have insurance that's okay too they will connect on that they do the groundwork put in the hours because we all know it's hard to get through the medical health system and to get those appointments scheduled they'll then do a follow-up after you meet with your mental health person is this a good match if not let us go back to the the drawing board let us find you somebody else it is a tremendous resource we get reports every month and and we have a lot of our families who are utilizing this resource if you want to contact or connect with care Solis it's on every website in the district at their home page of every school as well as the district website again a great resource and then we also have our student and Family Support Services office which is right to the left which is right there and they do a tremendous amount of work with families and with students they provide food assistance they have given over 900 meals this year they provide basic need support mentoring Community Resources and referrals and they've helped 311 families with School enrollment so they're doing a lot of great work to help to help make people's lives easier to help help just help during all times of the year not just the holidays any comments or questions before I move on yes 12 none go ahead finish up and then I'll talk to you I'm actually going to go to the next topic which is off of this so is this a it goes back to your first mental health topic so go ahead okay uh moving right along we have our it to our new board member and to all of our board members I encourage you to to go to Center High School look at all of the amazing Career Tech ad programs we have going we just received our next grant for over 200 000 to help those programs go that's going to help us with the new facilities right back here if you haven't seen the work that they're doing from pharmacy tech to MCA and all the programs that they are doing to our building program uh to our dual enrollment business program with Sierra College you're missing out please take an opportunity go see the great things that are going on I will put our CT programs up against anyone any day of the week any state in the country they are doing great things Mrs Woods as part of that MCA program over there hey hey students [Applause] students when you start looking at signing up for classes the next few months for next year unless you're a senior look at those CTE programs they are they're top-notch all right did you have a question sorry actually write in what I wanted to talk about tonight um I've been doing a little bit of research on teen suicide and what's available in the schools and before covet it one out of five teenagers had suicidal thoughts and after you know covet just made that even worse um one of the things that is being brought up is are we addressing mental health in our health programs at school yes I'm sorry well sort of um what are we say do the kids know the difference between depression and feeling sad you know do they know those those morning times when it comes to Suicide Prevention which obviously is a tragedy uh tragedy there's no way around it there's a couple things that are going on in the schools on the back of everybody's ID card they turn it around they'll see that the National Suicide Hotline that's on every ID card now which is a fantastic resource we have all these social workers involved now that we've never had before there's a referral system to get kids so that they can start talking with somebody to get the help they need or to get lined up with the help they need we have the care Solace which is which that's new as well so that they can get resources they can get to mental health professionals we do talk about suicide ideation and depression and so forth in in your health class in high school the good news is this generation seems to be much more willing to talk about mental health issues there doesn't seem to be a stigma like there was old man days like me which is a good thing because we all struggle at times myself included and that that's why these resources are there and please utilize them anyone who needs them yeah breaking that stigma is big and getting kids to open up and talk about it because it could be you know the cheerleader with the perfect life and all of a sudden she's gone and everybody's saying what happened they didn't know yeah it's just flabbergasting to see who who these kids are that are affected by it they need to know it's okay to come forward along those same lines breaking the stigma as someone who suffered from depression and has had family members that have had mental health issues I really appreciate what this district is doing um in this regards I first heard about carousels about a year ago at the csba conference and I was blown away at the concept and to see it implemented so quickly is has just been wonderful it's hard for employees or students or anyone to focus on school if they're if they're struggling just to make it through the day so I think that you know even though that's not what the school's for it's still critically important and I really appreciate all the effort that this district has put into this agree thank you very much Mike thank you thank you [Applause] moving along to facilities update with Richard Putnam good evening everybody how are we doing this fine December evening I'm doing good thank you uh we are moving uh along with different projects Mike kind of alluded to uh our CTE projects in the back there we've got two new buildings that are uh under construction right now as you leave tonight just kind of peek down through the Breezeway and you will see they are illuminated so you can get a little idea of what's going on over there one will be construction uh Services the geometry and construction and the other one will be the new uh major home of MCA um and getting all that those are ahead of schedule we're still anticipating that those will be done in May of 2023 uh and then moving along um Rex Fortune Elementary School is moving along it is ahead of schedule they should have that completed uh end of May 23 beginning of June of 23 so we will be open and ready for uh the new school year and this uh last facilities committee meeting we had we had Dr Fortune actually came out and was able to tour through the site and to see the progress that is being done and he saw the the layout of the classrooms and was very impressed and you could see the the pride and joy you know that this is going to be a beautiful campus that is named after him and honoring him and you know I'm more than happy to help get this thing through so we can get that done for Dr Fortune does anybody have any questions it's great thank you thank you very much he was very excited [Applause] okay moving on to item 14 comments from the audience regarding items not on the agenda and I have a card from Angela Hughes there is that better um good evening and I want to congratulate all the newly elected trustees to the board congratulations thank you for your services thank you um as a community member I want to I would like to be assured that the trustees that represent our community the ones that are receiving wages from our community they are employed and elected trustees I want to be sure that they actually reside in the community um now hearing tonight's news as trustee Lee decided not to show her proof for validation of residents I want to know if there are any ramifications for board members who continue to or do not follow policy or continue to not follow policy and that is my question I'm hoping that you could explain what the ramifications are I know that trustee Anderson had mentioned something about Venture earlier and I'm hoping that when you decide what's on the next agenda that that might get explained to us what censure really is and that's all I think thank you very much you're welcome [Applause] I also have a common card from Miss Kelly Kelly I wasn't ready um I really just wanted to say congratulations to the three of you for your election and re-elections this is a celebration tonight so definitely um feel proud and uh so happy that we have such a great School Board team working together it's just wonderful and that's really all I wanted to say and also enjoy the senorita bread because I can't take it all home we're not really supposed to give feedback on public comments but I just wanted to say thank you for the senorita bread it is awesome oh I love that stuff where do you get that at Kelly I'll I'll fill you in later okay okay do we have any other public comments foreign give us your name and speak freely um are we running the clock okay I just realized that oh that's quite all right hi guys I'm Adriana Sammons and I sit on the PTA board for Oak Hill Elementary School as the event and volunteer coordinator um I just wanted to say thank you so much to the center High School seniors that have come out to every single one of our events this year and volunteered every event we've had at least 10 volunteers and still coming I get texts and emails all the way up to the day of the event and we would not be able to do the amazing events that we have been able to do for all of our families with the biggest turnout that I've seen um without your help so I wanted to thank every single one of you and parents because you guys had to sign a waiver for them to be able to do it so thank you and what you guys are doing is making a huge impact so thank you [Applause] thank you very much [Applause] so most seniors I've seen continually at meetings all year long too yeah okay any other public comments no okay moving right along uh so we have the consent agenda with items one and two removed do I have a motion on this item I mentioned that we accepted as president yes a second okay uh so we'll call vote okay trustee Pope aye all right so the chair of outside approved now um item one I've removed just because it's customary when we have someone that wasn't present at the previous meeting to do that so uh adoption of minutes from the November 16th 2022 regular meeting I'm wishing to bring that to the floor for Google okay and do I have a second should we do you want to wait until she's here or do you know we can do it okay then I approve all right second second so Mr Mason aye trustee Anderson hi Mr uh trustee ballen hi trustee Pope aye and chair of outside approved and then item two approved classified Personnel transactions I will just move to approve this I have a second oh second okay Mr Mason hi trustee Anderson aye aye oh I have to abstain thank you hi and chair votes I approved okay okay moving on to information items educator Effectiveness block grant and uh president Bruno this is just an item we have to put on the agenda twice we'll be coming back next month with a business item to approve it it just needs to be uh on the agenda's information so there's no action needed by the board okay all right oh moving right along um business item a annual organizational meeting for governing board and at this time the board will recess the regular meeting of Center Joint Unified Board of Trustees to convene the organizational meeting president Bruno I'm sorry to interrupt you but we would go ahead and do item a business item a first oh let's select the uh I'm sorry I thought that was part of business item names I'm sorry yes I I apologize thank you we're all making this episode when the best we can okay uh Education Code 3513 requires governing board members to conduct an annual organizational meeting at this time the board will one elect the board president to elect a clerk of the board three appoint a board representative to the Community School boards Association and four established the time place and frequency of regular meetings of the board so do we adjourn I mean no so at this point you'll go ahead and take recommendations or nominations for any of those seats approve those okay do your business and then once that item's done then we would go ahead and recess this go into the Corporate Finance Corp thank you for keeping me honest okay I would like to nominate Mrs Anderson for uh president of the board I respectfully decline because of my hearing I have a hard time sometimes with hearing certain people so I would like to nominate Mrs Pope for president of the board and I will gladly second that nomination okay any discussion or anything on this [Applause] a little bit let's take a vote Mr Mason hi trustee Anderson aye Jesse ballen aye trustee Pope I will abstain and I will yeah approved [Applause] okay we also need to elect a clerk now do we have any nominations I'll nominate Mrs Anderson for board care and I will accept I will gladly second that nomination so any discussion before we take a vote okay Mr Mason hi should I see Anderson I will abstain trustee ballot aye for scope I will second that okay okay sure [Laughter] any discussion okay Mr Mason aye trustee Anderson aye trustee ballen aye trustee Pope aye and the chair will obscene thank you and established the time place and frequency of regular meetings of the board I would like to recommend that we keep it the same and reserve the first Monday for special meetings if needed they're the first Wednesday I'm sorry okay for special meetings if needed okay just so that we all have an idea in the back of our head that if we need a special meeting it would be on the first Monday or first Wednesday why do I have Monday on my head I don't know you're throwing me off wow yeah okay okay discussion okay Mr Mason hi trustee Anderson aye trustee ballum aye trustee Pope aye and chair votes aye wow quickly guys okay now at this time uh 6 58 PM the board will recess the regular meeting of the center Joint Unified Board of Trustees to convene the organizational meeting of the board of directors of the cjusd financing Corporation I would like to make a motion that we continue past practices and have the officers be the same as they are for the board okay so one moment because that's actually item three on the agenda um so first I'm calling this mean to order at 6 58.

so we thought that reaching changing the sequence to Algebra 1 Algebra 2 then geometry junior year would be more helpful because it would close the gap with the algebra but that wasn't the case because a lot of these standardized assessments are uh they're geometry heavy now so we switched it back and now we're back on our normal sequence but you're going to see improvements in Lincoln you're facing improvements in some of these these other these other areas but you know when when kids don't value the tests it doesn't matter if you can provide them with you know ice cream socials or whatever the case may be you know some kids just check out and they go through and they're done these Assessments in 20 minutes 10 minutes and then other kids really tried hard and it was unfortunate that the overall average or the mean score is you know diminished as a result it's frustrating yeah I can imagine yeah yeah it sure is all right so again just thank you to Dr more Mile and Mr Smith again I think it was a great conversation I think it gives us a lot to both and some things that we want to continue to be attentive to so it was really time well spent now I thank you guys again for coming here and having that discussion with us all right at this point we're going to move on to the committee meetings um so uh Edith is not with us this evening but thankfully one of her committee members uh Sid is going to deliver the report on her back so sit to you sure thank you Mr President the education committee met last week some of the items we talked about were identifying and recruiting ESL and bilingual staff members the district has survey staff members and identified 27 certified Spanish speaking staff members 14.
