cr4 schools Center School at 371 Huckleberry at 5 33 whisking here at 788 Brookfield High at 871 for a total of 2563. this does not count students which we end up counting in our total that are outplaced right now and our projected enrollment for next year at Candlewood Lake will be 1070. whiskaneer obviously loses a grade that's 597. and Brookfield High remains similar at 869 or 2536 students just a quick year-to-date change that I'd like to note in these uh budget presentations uh students with special needs uh there was a decrease of four students from last year to this year 363 but there are many students as I was saying in the earlier slide that are presenting or we're working with families and they are undergoing evaluation or maybe getting looked at for serious interventions and so forth so we're paying very close attention to that our multilingual Learners from last year to this year we're at 101 we're down two um we'll see what registration looks like and move-ins look like over the course of the year and we'll continue to track that number free and reduced lunch from last year to this year's up 24 students at 563.

there's none of that left meaning it's been put in the budget and given back to the sites to use we also carried over supplemental concentration Grant funds that's for our unduplicated at-risk youth and the resolution estimate was 5.5 million dollars and the actual was 6.8 million dollars we have not spent any of that money yet I'm saving that money so that we can continue paying for the positions that were funded through pandemic relief funds they will not take us through all of next year and so I'll use some of these funds to finish out those salaries the personnel and then the the maintenance upgrades for two million dollars we have 1.7 million dollars of that left I know that our program management our Capital program management team wants to use 850 000 of that for the HVAC systems at Center High School I believe so that will bring that down by half so those are your board committed funds so looking ahead we are looking for the Governor's budget proposal I will say there is some interesting um exciting things I'm looking for and that is the cola and he originally said it was going to be about five percent and the legislative analyst office has come back with I think it's about 8.3 percent and so we are looking for that 3.3 percent increase in Cola and I know that our our bargaining units would be happy to have that Cola too because generally we can pass that on to them we are looking at the attendance rate to make sure that it keeps coming up and enrollment to make sure that also keeps increasing we're watching our new construction um and making sure that there's a need for that and that we are using those dollars wisely we have our bond oversight committee that Mr ballen was a part of and Mrs Kelly is now a part of who oversees that spending and then we're watching the economy will a recession happen What will inflation happen the cola is in response to inflation so if inflation comes down maybe the cola will come down so there's a lot to that we have that's unknown that we're looking ahead and making sure that we keep the district in good financial position and we can still treat our employees well and provide everything they need to do their job and the students need to learn because quick overview any questions about all that okay thank you was that shorter than Mr brassie's [Applause] yes that's important you would like that motion to approve uh this wonderful presentation and um business item D first intern report I'll move thank you second thank you Mr Valley Mr Mason aye aye Jesse Valley Hi and uh chair votes I now will go to uh the student representative report destination um so since I've seen you guys last we've had a few things going on uh first we enjoyed our week off uh for Thanksgiving um we also had our Powder Puff game in which the Juniors and sophomores won and I happened to referee along with Malik who's in the green sweater right there referee [Laughter] um uh we're also looking forward to our two-week break for Christmas coming up and then uh currently we still have our winter sports going on uh boys and girls basketball boys and girls soccer and then wrestling um soccer gear like uh the the shirts you get um are on sale through Friday so if you guys want to go out and support them make sure to get those soon um on the seventh we had our annual uh Ginger buddies uh competition in which one of our Math teachers Miss Robinson and one of our Juniors Madison won baseball and softball workouts are coming up get in touch with the coaches for those and then um this whole week we have our finals going on so good luck to all the students on their finals and then next month we don't really have much going on before the board meeting um but I'll update you guys then I wish everyone a Merry Christmas and Happy New Year thank you [Applause] thank you Mr Mason is trustee Anderson um well my my thought is and I don't know that this can actually be done or not but somehow we need to figure out a way to make sure that people that are calling in during public comment are at least within our our district um identify them somehow I don't know how that could be done or if that could be done but it seems like people could cause a whole lot of trouble for the districts that don't even live here something to give some thought to and I would like to thank everyone for your well wishes and it's exciting to be here once again uh I love being a board member I love being involved with students and the community and um I would like to wish everybody a very happy holiday whatever they celebrate whether it's Christmas or Hanukkah or whatever other ones that are out there um you have a good time keep your family close and safe be very very careful so many years we've lost students in the middle of Christmas and it's just not a good thing for families please be careful call somebody if you need a ride I would give you a ride call me just don't do that to your parents it's an awful thing other than that have a great time enjoy your holiday enjoy your break we'll see you in January um I want to start by saying I'm very honored to have been elected I you know I was previously appointed so this is my first time actually being elected it's quite touching I want to thank Howard and Nancy both for your support during the campaign waiting for the results it was quite stressful at times and I really appreciate both of you it's stressful um I also want to report that I attended the csba California School Board Association conference down in San Diego recently a lot of really good information unfortunately I had to cut my attendance short because I came down with Cohen on the trip so that was not fun but um I really enjoyed the trip and the information and you know good company and um I I think you know like trustee Pope was saying about the student Senate we get some really neat ideas when we go to that and uh I look forward to seeing some continued progress other than that I'm just gonna say uh I'm pleased to be here and honored to be continuing to work with all of you so thank you uh thank you Mr President can you be appointed um so I want I want to say that as I just took office this evening I really don't have much to report so I'd like to take this opportunity to introduce myself and Share My Views and goals of taking on this new role as governing board member there is one item that I can report on though as a newly elected board member on Tuesday December 6 in my capacity at the time of measure and Center Joint Unified School District citizen oversight Bond Committee Member and co-chair say that 10 times in a row I had the opportunity to be given a tour of the Rex Fortune elementary school that is being built that was spoken to earlier this evening I was very impressed with the progress that has been made I want to commend District staff that are driving this project for their dedication transparency and communication and sending clear goals and objectives for completing this project on time and within budget the School site is beautiful and I look forward to its opening in the fall of 2023.

comments thank you all right can we have a roll call please Mr Bell yes Mr Dawson yes yes Mr Januzzi yes motion passes thank you now if that feel felt like unless yeses that's because we've now reached the end of the yes portion of the agenda so again I want to thank um Mr Bob for bringing back that recommendation to Mr um for uh carrying it through so we are now up to do business if anybody has anything to discuss that we haven't yet I have one item um in section six we have all these new gloves being created which is wonderful and I think we can all agree as a community that more clubs the better I would I would welcome any club into Bound Brook School into the school that I work in I think they're wonderful for the students the one thing that that's been practiced since I've been here and I'm sure long before that is that um the advisors need to hold the club for three years before they earn a stipend I believe and to me as a teacher who who you know in my school has many clubs and and has advised in the past this seems like a barrier to getting more teachers to do the work uh to stay after school if you ask me uh being honest as an educator to stay after school for three years without getting paid before I finally get paid I would say I don't think that club is going to happen honestly uh if it was one year maybe but three years feels like so long to do all of this good work and not get paid for I feel like that's something that we could revisit um I I know other districts don't have a policy like this I know that I know why I could put a place initially at least I've heard from people why it was put in place but it seems like a long time because again I would just like to see as many clubs as possible get the you know get the kids after school going back to our previous discussion about coven kids you know missed out on a lot of socialization together with each other so the more we can do the better and at the end of the day if the desire of you know previous administration previous board was to prevent low volume or spurious clubs from being created but having to pay a teacher basically the same amount whether we have 15 kids in the classroom or two that maybe we can come up with some other guidelines that actually accomplish the same thing without asking for people to donate the time wow any thoughts or comments on either Mr Bells suggestion or anything else to be discussed in your business just one small item uh I attended a meeting of the The Advisory board for the Russian I just wanted to know we had several staff members from the district attend so The Advisory Board is a group of Educators and people in the community who uh basically offer feedback to the Rutgers program on how they were doing and preparing student interns for education and these are folks who are volunteering their time too cultivate a relationship with audience which I think is a great thing for the district and there's one of those staff members it's a great opportunity any other comments questions foreign [Music] and three they have a solution motion thanks Mr Brown a second second thank you Mr zip code all in favor aye we are currently adjourned to Executive thank you [Music]

class size averages are very interesting for folks it's always one place we want to look and I know Brookfield has always valued keeping class sizes at a very manageable level you can see white represents the fact that we're in the class size range red means we're just above the range or a few students above the range as you can see for the projected for the year we will be in range across the board with the exception of grade four but that right now is right at the the end of the range at 20.3 of course we don't have a 0.3 student that would be in a class that's just averages again I put at the end of the presentation I won't review the slide but this is the budget driver slide that I talked about earlier in great detail and that's the presentation thank you John so let me uh I think we have to do two things um first of all if there's any questions I know we all just got this book right it's a lot of detail in the book and uh Finance committee's gotten it a little bit a couple of days in advance we're going to have a lot of time to talk about some of those and and the kind of the line items and what's driving and stuff like that um so that's two things I think we have to do tonight first is are there questions that are top of mind that we want to ask John about the budget right we can I'll open it up to that and then secondly are there topics we'd like to Target for January 4th right that we can identify now so we can you know in the week before Christmas he can get it organized right so that we don't just walk in in the beginning of January and say oh I wish we could talk about something right so those would be the two questions I would ask so let me just start if there's any questions from anyone about the board that are top of mind that you all would like to ask John tonight [Music] I have one so um this is probably going to come up a couple of times throughout the process but um in terms of like these big increases in heating oil Health premiums um because the town has got or is in a different sort of financial situation than we are um do you think there's any way that we can maybe coordinate with them to kind of I know that like the health insurance right that's going to be a very sort of we're not going to know the final numbers on that is there any way that we can kind of you know cooperate with those on the town side and say okay we're going to budget at 10.

next I'd like to as trustee Anderson and Bruno spoke to I'd like to thank those that helped me to achieve this board seat in the 2022 general election campaign and who overwhelmingly provided me with a show of confidence to fulfill this position I'm honored by the Trust In which this community has seemed fit to place in me and I intend to give my our entire Community a voice in their children's education I also owe a debt of deep gratitude to my family specifically my wife for putting up with all the activities nuances and time necessary to run a successful campaign I would not be here without her so as I take up this office today my overwhelming emotions are humility and honor and I cannot describe the feelings of thankfulness to be a part of this body whose work is so very important I am an optimist by nature and My Views tend to be positive however today I have concerns which in part is which why I ran for a school board we are living in turbulent times and unfortunately this has affected our Educational Systems in the past my parents belong to a generation whose Credo was we want our children to be better off than us and parents today such as myself have said the same but we can no longer be sure that that will be true of today's children my perspective is that the only way to ensure their Futures will be successful is through a quality education today as a result of recent economic turmoil poverty and home and homelessness is on the rise and unemployment has reached unprecedented levels this crisis has also again affected our education system institutions which have undermined the faith of many casting a suspicious eye and wondering whether everything that is done is necessarily done in the best interests of our children we must grasp the fact that there is little time for ideological debate we need to only worry about our students environment education and their futures this chamber here is where the interests of our students are defended and those that elected us look to us as The Advocates of these students I believe that all that reside on this board are cognizant of this fact and that they are as committed as I in defending all interests of our District's children these students interests cannot be separated and where one child must lose so another can win the concept must be we all win or we all lose together this is the fundamental basis of a dedicated community it's made by this board means we must resolve disputes by means of dialogue and consensus basing our decisions on the principles of democracy and civility and never deferring to the interests of a few that place other than common good above all students best interests I will focus primarily on core education Safety and Security of the school district's students and will promote Common Sense measures so our children can learn to think for themselves respect our laws our values and our freedoms my perspective is to be fair and partial and treat all students parents Guardians teachers staff and members of the community equally with dignity and respect so that opportunities are available to learn teach and work in a safe and secure environment by this District this District deserves board members who will be fair honest and open-minded and will serve the community with integrity compassion and candidness with these ideals I'm eager to begin to devote myself to this position and will welcome input at any time from parents teachers staff students this board and the community in closing and as I have campaigned on I want everyone to know I believe in keeping things basic and simple as it relates to educating our children new ideas can be amazing when it comes to teaching students but new ideas conjured up from ideologies based on separation and exclusion of groups of those students is not equality and is not fair to all students I am all about equality as this should this board and the district be as well as the state but nothing should pigeonhole any of our students into any classes categories containers or groups regardless of what they look like where they come from or their religious beliefs my focus will always be to ensure all students receive equal fair and the very best education that this District can provide so let us all now prepare for the continuation of this District's 164th year of providing the highest quality education to children in this community so that for coming Generations Center School District will continue to hold out the promise of graduating strong determined responsible courageous intelligent and open-minded students whose Futures will be bright lastly I'd like to wish everybody here a merry Christmas and a happy and safe holiday season and I look forward to starting 2023 as a member of this board planning for our children's future thank you [Applause] well said that's what I just said yes well said um I would like to congratulate Mrs Anderson and Mr Bruno for continuing with the board um it's been a great couple years with you and I'm excited to work again I'm Mr ballen um wow what a board report and um I can foresee this is going to be a great two years and I say two years because I'm up in 24.

and whatever it is after that they cover same thing with heating oil like can we do that with heating oil as well so Ken before before you kind of try to address that um it's important for uh those watching at home those will watch the video we really do work with uh Marcia and Tara we meet weekly and we do a lot of collaboration with the board of select on the board of Finance on these particular issues because to your point Rosa heating oil um fuel oil health insurance we're in the same boat together so we need to be in unison the other thing that's very important on that is uh Bob and I were working with with Marshawn drafting up a communication to the Connecticut partnership plan and I know Bob will work with uh with Glenn and Tara on that but really they're the timing of when they give us final numbers and I'm getting into the weeds a bit here Bob um is really terrible it's so late in the process to your point but I'll let Ken talk a little bit about some of the collaboration that we do with the with the town and some of those things sure as far as fuel oils go we actually we always lock in prices together with them we locked in for the current year and we're looking at locking in for next year and in the meantime we're both using an assumption that we're starting our starting point is the locked in price this year for next year so that's where we're at with that the discussions we had regarding the health insurance was that it would be better to start off at the high end of the range that the partnership Plan gave us although they said the 12 percent was the high end of their estimate it was not necessarily the limit there's a possibility it would be higher than that and the thought process was that it's easier to come down than it is to go up later on So the plan was for us to do 12 and the town will also be doing 12 but we do whenever we're working on estimates like that we always collaborate and make sure we're on the same page when are we going to lock in I said this in finance we have not decided when to lock in yet okay I would like to do it sooner rather than later I don't know that it's going to get especially for gasoline because that's been coming down I'm just thinking of somehow similar to the current situation that we have now where the board of Finance has cooperatively said you know don't freeze continue to find savings but we're going to work with you so that we don't have to you know have major Cuts in the middle of the year can we do that proactively and this way when we're actually submitting a budget to the first election we're submitting a much lower number because we've agreed with the board of Finance or you know others that listen we're going to present this at you know I'm making up a number but say you know a hundred thousand dollars over instead of 185 000 over and then if it goes over that that 85 we've already agreed the town's going to take it out of contingency yeah I know Marsha's has been speaking consumption conceptually with the board of Finance about having some kind of a reserve fund where we would budget uh at a 10 number every year and if it comes in higher we take it out of the reserve if it comes in lower we put the money into it but that has not been established yet okay I think we ought to open that discussion with them um I think we need just knowing the board of Finance the question then becomes what level their concept has been simple it's easier to put a contingency amount on the town side and then not everything's going to go on the and you know in the wrong direction at the same time so it's more efficient to budget it all in one place and then picking you know you're over on this one you're under in this one you know I can I can balance that and make it work and this year it's worked out for them because they've had a windfall because of interest rates right that's that's how they're covering helping us cover the 750-ish Thousand overrun because interest rates have worked for them um so but they only had like three or four hundred thousand dollars of contingency so had we been in a situation where the interest rates hadn't happened that would have worked really against them in a big way right so I think that the trick of that is always where are the risks and where's the bad you know where are the risks and they can't just go say I'll just cover everything high and you can come in low that's not going to be in the Playbook but what will be might be in the Playbook is oh man if we have a real unknown like uh like the whole health benefits thing is a real unknown um that maybe it's a question of how you place the Vets on the table right I'm not so and I would actually prefer to be locked in on fuel rates and so it's more of a known than an unknown but it's just a question of whether they'll go down or not and then you'll be regretting it so um so I just uh it's a I think there's some really heady decisions ahead of us yeah angry and it's something that that Dr Brill and I have talked with uh when our Monday meetings with Sarah and Marcia frequently and as I said the the town side exposures are higher than what we're looking at so I know it's a hard equation to have that discussion if it's just you're benefiting and I'll take the and I'll take the risks so anybody else we'll have plenty of time to ask questions to us as well that spreadsheet that people need more questions over here yeah so um so I created a spreadsheet for or not a spreadsheet um a Google Document to compile all of our budget questions in one area that'll be part of what we end up sending over um to the board of Finance when they start their deliberations because it's nice for them to have this historical record of of how our inspection process went um so I think I can't remember how we did it last year if you guys submitted if I just gave you Google access to that dot to that document or if you submitted questions to me and I copied and pasted them in there but how would you guys like to I think we did that oh I thought we had access so that we could see other questions yeah maybe maybe that yeah it could have been that it could have been that yeah so I can I can share access to that document so that you can put your questions in there and the way that it's um organized is the first section is for general questions about overall maybe um items related to the to the goals or new programs initiatives and then there's specific line item questions and there's a specific table for that so when you're going through line items and you have specific questions about a particular account um you can put the question in there and Ken has access to it and he'll be answering them sort of as we go along good I had one more question and I think we ask this every year but is there anything that you didn't put in this budget that you would have liked to put in it is there anything you held back because you felt that it was already too high well the two items uh that I had brought forward a couple of months back um the the clerk um and the custodian um at this point uh to be very candid the principals knowing we had the Investments of the instructional coaches last year this year and for next year those were not only our public promissories that we weren't going to be coming back with a lot of asks we've really been focused on that and certainly Anna's been working with those coaches and Mrs Ferris once she's back in her director of instruction position we're really focused on that and that's obviously a big Focus you've seen some of the presentations and spotlights where those folks are really trying to work we're working with our teachers to ramp up tier one instruction so I would say the two items I talked about but that would really be it for this year okay any other questions is there any topics people would like to see on at our January 4th meeting I have one but I'll let you guys if you have if you have a suggestion [Music] and again questions will come through the Google Docs so that will generate conversation for the January meeting as well too um your thoughts more specifically about the K-8 math curriculum you're thinking on that Absolutely I'll defer to Dr Mann on that one talk a little bit about process so um the process that we I think I reviewed this a couple meetings ago um that we've begun is that we have three vertical teams that are working on um reviewing uh five different programmatic approaches um and that we are going to reconvene in January to look at the the kind of benefits and uh you know things that will really don't meet our needs on in each of these and then going forward uh figuring out what the flexibilities are of the various programs of the various resources to see if we can you know buy a few pieces like a portion of a program not necessarily in invest in a whole program if it doesn't meet all the needs that we need that we have um and that's really this year is the work that we're doing and then but I did mention that within the parameters of the what we have budgeted for of our current allocations we would not be going above that so that will also be a a consideration as we're looking into new curricular resources once we do decide on a curricular resource then we're going to have to adjust our curriculum because as we've mentioned before resources and programs are not the curriculum we're not just going to buy something and Implement that and so we will that's one of the reasons that we do have a reflection of the curriculum writing in the budget for each of the different schools which is where it is housed in the budget but there will be some adjustments to curricula as we move forward into next year and then professional development for the implementation of the various resources but there's no increase over time at this point if we found that there was a resource that we really really felt was would be really helpful um we would either figure out how we can adjust other things within the budget or we would roll it out over time which is a more appropriate way to do curriculum changes anyway so it helped if we can get maybe like an outline from you what we currently have and utilize sure that would be helpful in terms of and also cost correct right yeah I think it's a great idea just kind of an overview of and how much money we have in the budget for either material or or professional development right you know just kind of what's in the budget what's reflected in the budget right including um technological resources because that's one of the things 10 years is the combination of technology and curriculum yeah I told Eric one day he's going to become a curriculum because the way technology is working you better believe it I've got plans for Eric so my request is um I mean let me just if I could recap at kind of a high level the status quo was driving the bulk of this budget we have some say beyond the status quo we have some savings on the cles and we have some roll out of the you know a roll in of the into the budget of things that had been covered by grants by the arpa Grant in particular so the pluses and minus of those kind of offset give or take right so I think the number one Focus we're going to have is what's in that um what's in the status quo budget but the one item I think that's in the drivers that I think we ought to spend time on is the arpa items that are rolling in you know what's drop what is the you know what's the layout of the Opera rollout you know we have to we had to look at that last year but the question I have is that we've been doing them now for a couple of years and I'd love an assessment of the effectiveness of those different things you know so we we started the coaches how's that working right yeah I'm sure we just started the summer school how's that working right you know and just a little bit it doesn't have to be long and drawn out but just uh your assessment of the effectiveness of those programs with a thought in mind of we really have to we have to decide that we are continuing them in our own budget right that's what we're deciding right so I'd love to you to just kind of maybe Ken could do kind of here's a rollout of all these things are rolling in and what the next couple of years look like but then what I'd really like to hear is on each of those line items you know what's your take on right it sounds good are they paying off to the degree we had hoped and I think as a board we need to look at that and then at some point in January and we've done this every year I think we ought to dwell on the technology um and you know what are we spending money on it's usually a big budget dollar budget item and uh and uh and then and are there any changes in special education right that we have to be aware of right those are those are in terms of the teaching staff the the the Paras and and on and the outsourced education so I just think those are all topical areas that are important the the one we ought to get early is the arpa role in stuff right and we could do the the technology one either at either meeting and uh and the special entity they're meeting but I just think that they're just big big meaty topics that we ought as a whole board ought to do when we ought to do a lot in public right and then I would just urge everybody you know to take the book and read through it see what questions you might have and then just let's start feeding it into the process and we'll have a chance you know at the to have a q a at the January 4th meeting and again at the January it's at 18th I guess it would be yeah yeah January 18th meeting and if we're still not happy with where it lands we'd have to have a special meeting so you must not forget on most Mondays in between all those meetings the finance committee's meeting yeah which is digging through the real detailed line items that would drive Ken crazy over the next month so there's a great Focus areas thank you I just think the arpa thing is the only big plus you have on the whole uh the whole thing and maybe as a bcba change as part of that special ad sure you know you know what's been our why are we go bringing in an in-house instead of the vendor I think is a good topic so that's what the ones I had in my mind sounds good so and Distilling uh inch and a half binder of spreadsheets and data into distilling that down to about 16 slides um in 25 minutes I think it probably was um we do the best we can with that but we don't want to bore you with all those numbers and let you well at this point you're delivering a book to us more than anything so and you will be putting all that up on the website by the way anybody anybody could go to bang around on it traditionally what we do this is I think my eighth eighth or ninth budget with the district we put all this up as if it's electronic minor essentially everything's right up there you can get by by um table of contents area and Eric puts it right up there and cool all right any other final thoughts comments before we move on all right um so we're shifting to Old business we have some second reads on some policies and we have the school calendar which we had tabled after the last meeting so why don't we plow through those so the first item is policy number 6172.1 and I think we'll just do these as they're laid out Amy on uh and so we'll do them one at a time so Debbie can talk about each one of them I will move that the board approved policy number 6172.1 gifted and talented for a final reading as recommended by the policy and Communications subcommittee first reading was on June 15 2022.

through all the events but it's been wonderful getting out to the schools the csba event was was fantastic I appreciate all the work the staff and our our parents and families are putting into each of those they're not easy so I'm gonna look at the Oak Hill people because they're right here thank you for what you're doing for our students and our families it's very appreciated um and then the last thing I want to point out is I appreciate the students the ASB presentation today that was really cool and not she made eye contact with Miss Bowler I know you helped facilitate with the students so we I want to call you out Miss Jenna Buller who is the activities director and also the advisor also foreign [Applause] I know it's not just you know eight to three Thirty so thank you for that thank you for for uh working with our students and making them even better individuals and then with that I would say happy Holidays happy New Year everyone enjoy your two weeks and uh we'll do it again in January thank you Mr Lair so Advanced planning um right here at the district Annex on January 18th at six o'clock so far for advanced planning for January we will have our safe school officer make a little presentation in regards to you know safety of the school and and what how they are helping um Mr barassi and the district safety team with safety protocol and then we're going to have Mr Ryan Miranda talk about bullying next January and then as Miss Anderson and Mrs Hughes mentioned the censorship censure ship and the explanation of which so we will consider that for for January as well um is there any other Advanced planning items just add to censorship forwarding to the attorney general because it's part of it and forwarding to the attorney general okay we'll work on language with that um and other than that we will not continue in closed session so we will adjourn oh suggested agenda items I did have something let's go back okay a suggested agenda items actually what I said is future advanced okay uh so uh I have two uh items I would uh like to suggest uh be considered for discussion at the next um school board meeting or at uh whatever future meeting this board would like to have the discussion I'd like to place on the agenda uh discussion pertaining to the disclaimer quoted verbally at the beginning of each meeting as well as written in both the agenda and meeting minutes as it pertains to the flag salute Pledge of Allegiance second item I would like to place on the agenda for discussion is surrounds signage that is displayed on the board's table you mean correct on the board's table period okay which which sign I missed it I'm talking about any extra additional signs that are on the docket oh any extra okay signing yeah that's a good thought so we will work to get both of those actually those three items we had the three items back for our January meeting um and then just so I'm correct the two uh items uh trustee ballon you added discussion so you'd like to have the board have a discussion around those two items before any sort of and then you'd come up with any any outcomes or whatever from there as a group is that correct okay so not an action I mean just a discussion um if we come to a conclusion we can make a minute no no so what I would recommend is have the discussion and then out of that discussion you could agendize for the next meeting some sort of action item I think that would be a good way good yep sounds good okay at this time we will adjourn at 7 30 yeah all right thank you guys

second it's moved and seconded Debbie do you want to give a since it's been a while on brief overview on this one yep um outlines our responsibility to recognize and promote students who may fall into the gifted and talented realm um one note of record keeping and I wanted to run this by Lisa we have sort of a conflict in dates here because it says on the agenda the first reading was on June 15th but I think right the second reading should have been July 20th okay okay because I was gonna say I had first read was the 20th okay so this was um presented back earlier in the summer it is not one that we currently have so it's not a revision it would be a new policy for us it's not required uh by K but we think it's important to have it in our policies so as I said it really just outlines the identification process for um identifying those students that you know demonstrate extraordinary ability whether it's through academics or creative channels um it also covers how parents will be notified once their students are identified as gifted and talented that's at the bottom of the policy and right now we are automatically um screening students in this process starting in third grade so we're already doing this but this just outlines the process that we're currently following yeah that was my primary question is this something we're already doing so we're already complying with the policy even though we hadn't issued a policy we are but we want to make uh one of the emphasis uh impetuses for this is and I gave it as a goal um uh asked Amy to take it on as a goal which is to look at the actual identification process which is not necessarily fully outlined here um you know to have a robust identification process here in District and so we're going to be that's something we're working on internally okay all right any questions on this one and I didn't get any comments back on the first read either okay all right all in favor aye this passage unanimously right next one on the agenda is policy number 4118.11.

um and so we are this is mandated by cave and we are recommending that you that we adopt cabe's version which you see presented here 4118.11 and this really [Music] um just very simply States the fact that um our district will not discriminate in terms of race color religion marital status sex sexual orientation gender identity [Music] in terms of education and in terms of hiring so it also um about halfway down the page says that the district shall make reasonable accommodations for anybody with known physical or mental limitations foreign and that the district's Ada and Section 504 coordinator is in charge of making sure that those accommodations are met so it's pretty straightforward and again I didn't receive any comments on this the first time it went out okay any questions from the board okay I would just make one comment and at least I'll just pass something there's some funny spacing things there in that second to last paragraph there's some funny spacing things so down there I'm sure you'll fix those but you know before we actually publish it so okay all in favor okay it's approved the next one on the list is policy 6162.51 survey of students and policy 6141.11 curriculum research and experimental projects no it's in action um so was it this was an emotion didn't have a first reading on this we did we did but there was a a good deal for the questions and then and then yes and then the um policy committee reviewed it again so any so if there was any further further updates on the uh is it in first did we approve it for first review or do we just table it go to the minutes [Music] I don't remember [Music] I think it was brought to the full board on the 16th yeah and the corresponding policy so as approved for first read but there were more questions to be discussed before it would go for first I mean it could be voted on tonight and the board could always decide that or I just feel like there's a lot of confusion still on this second I'm sure kind of like what we're discussing so did we send a bunch of questions into the policy committee um I got questions from Joy and she attended our last meeting and we talked through some of them we were short on time and didn't really sort of finalize anything because we we just decided to discuss it more at this meeting okay and I think Rosa had some questions as well or and this happens to be a mandated policy that we don't have so which one of them both of them survey no there's two here no curriculum research experimentation is cross-referenced in the policy the survey policy and it is not a required or recommended policy and it'll be very Frank we're not going to do curriculum experimentations on our students no need to have a policy I'll just cut to the chase here move the discussion along we are not doing that so there's no need to have the policy um I think we did vet um joyborg a lot of great questions for some clarification I think we answered those but if they're not if the committee doesn't feel they're fully answered and we need to discuss tonight or bring it back to next week's policy committee for one final review before we bring It Forward for a final reading well if we're gonna not need the research and experimental projects couldn't we just strike that section of the uh absolutely okay so I I read that that was my I had more questions on the experimental research than I did on the I actually I actually broadly liked the survey of students policy because it forces it forces things into us I like the survey of students policy that's what it forces things to this board with some criteria um especially a survey that's by a third party yes which would include other third parties in the town right it would have avoided some of the issues or potentially avoided some of the issues we had the last meeting of the meeting before correct but getting back to the the point about the experimental programs or research and deleting that policy 6141 we can also then delete the paragraph in the survey that's what I thought too paragraph right would just get deleted so to be honest I I feel like a lot of the um confusion or concern over this policy really has to do with um underneath the list of eight issues in the middle of the page it it sort of tries to make a distinction between surveys that are conducted for other agencies versus surveys that are funded by the federal government or surveys that are provided or conducted by Third parties that section gets very confusing and I think confusing because they're we're saying in some cases we would need parental consent in other cases we don't and in some cases you know I think in all cases parents have a right to see the surveys but the the consent part is what is sort of getting muddied because of the distinction between third-party surveys and other types of surveys often versus opt out opt-in versus opt out so if anybody has any comments or suggestions it seems it struck me when I was reading it that that was they were trying to dictate whether it was an opt-in or opt out and to me I would think any survey that comes to the board for our review it should just be an explicit decision are we doing opt-in or opt out not a dictated by policy statement and I I didn't understand why they were trying to hardwire it though in the in the in the standard policy so so for example huh I think it's a law it's a law I believe so really and I'll do last night right about the which particular section are you looking at we're doing a lot of talking here that's right here this number one yes all of these if the school is giving out the survey it has to be parental consent and I believe that's a legal I don't think there's I don't think there's wiggle room with that that's on the federal one yes oh or is that no for surveys not funded by federal where's the federal one that would be yeah that's like a double negative right yeah right but it's only for surveys not funded by the federal government does that imply that anything funded in part by the federal government they need to give consent is that what I should read into that yes I'd rather say that right right surveys funded in part by the federal government require parental consent surveys that are not funded by the federal government they need not give consent but the board should decide is it an opt-in or an opt-out I mean to me that's very lot that would be the most logical way to say it right because we have some sort of I don't think we do a lot of surveying of students or do we I mean we might survey on mascots and things like that but we don't you know a consequential deep surveys like this are are very rare to be candid yeah yeah commission brought up that they were concerned the students do a lot of surveys especially at the high school um one example was I know was in covet but how they were feeling and whatnot what they were dealing with and suffering with during covet so they were thinking that that wouldn't fall that would they wouldn't have been able to give that survey given this policy consent yeah um and I guess some of the clubs do surveys two those those are obviously under the guise of being in the school but they're student-led clubs that are surveying their classmates and those kind of thing we might survey The Faculty um right Rel to be candid relatively informal I don't know that the board wants to spend their time getting involved with that but content on any of these things is a concern sending your kids I guess because it says you know mental you know number two I mean I'm more than happy to work further with the policy committee on that week we're meeting next week we could go back and review this again just we don't have to rush we want to get the language right it strikes me that we could write a better survey than the the policy I'm a better policy than our friends at uh they came in this case just be take their base and just write it to what we want right to me it's a question of what do we drive into the board and what decisions do we need to make right when we do it and what I like what I liked about this policy in the middle it really follows that those federal guidelines that all of those eight categories you have to get you have to go to the board anyway you know the the non-starter and then in the second part where they're not those kind of sponsored surveys or whatever the case may be there's a decision point to bring it to the board anyway so um yeah so let's so so the public knows what we're talking about there are eight items on this uh draft policy and uh that would require the board to approve it and one of them is mental or psychological problems of the student student's family that would catch your attitudes and behaviors type of surveys another one is about sex behaviors or attitudes that would also address that correct um illegal anti-social self-incriminating or demeaning Behavior right I mean we don't want you know any of those sorts of things to bring it up to a higher level is is good and then there's a number of them but you know religious practices political affiliations income levels uh uh lawyer whether your lawyers Physicians or ministers I mean they're legal they're they're Federal type of guidelines on on these categories so to me using those to drive in then the question is how do you say it clearly below right which is if it's a federally sponsored survey here's what you do if it's a if it's not federal but it's another organization here's what you do if it's uh if it's a school club right here's what you do right and maybe some of those we don't drive to us we drive to the administration sure and others you drive to us and if it fits any of those eight it has to drive to us I mean to me that seems very it's more about writing clearly and then the opt-in opt-in opt out language in there I mean just say it in simple language right if it's required if the federal government requires it it's not a decision right you have to comply and if uh and if the uh and if it is a decision the decision maker has to make that decision explicitly right so if it comes to the board we have to make that decision explicitly if it goes to the administration and they have to make that decision explicitly and when you have a policy in place what it drives at is the organization or the person who wants to conduct the survey better have a sharp rationale if you're going to bring it to the board level or to Administration with exactly what you're looking to do and what you're looking to accomplish and I love the beginnings to say they can be valuable resource but we always run the risk of uh over surveying and thing and we want to make sure it's well controlled I think that would be a good opening statement so [Music] um I think we could ride this is this is not really as well written as I'm sure you guys didn't love it either so this is why we ran out of time in our policy meeting that said we spent the majority time talking about the survey policy but we have another meeting next week so is that enough of a discussion [Music] help yeah I I think I I think there's a board well maybe we've answered it where we stand as a board on opt-in versus opt out I mean we know in general that you know if we have to wait for consent on surveys we have to wait for you know if it's opt in our our responses to those surveys are gonna be greatly diminished because people don't check their email or they forget to sign it or they didn't know or they forgot but I think what we're saying is that will be determined at the board level yeah and part of it is how much lead time you give people right I mean if you're going to say oh it's out there and you have this week to review it right and nobody's I will almost invariably go to you have to opt in right because you're not giving people enough time to go understand it right and whereas if you get Penny people plenty of time and you explain it well opt out isn't a bad solution I do it at my business I did a lot of opt-in opt-out discussions and usually it's about openness transparency and disclosure if you're open and transparent and disclose you can use an opt out model very well but if you're if it's I gotta hold this to you know close to my vest the more you're going to end up having to go to opt in more so it's just it's I think it's situational that's yeah I I agree I think if you want to codify the opt-in with these very sensitive topical areas us with something like there has to be two three weeks whatever you want to call it and you want to codify that in a policy I I would be supportive of that um but making all surveys that are addressing sensitive topics and opt-in I would be very much against not only does that diminish the number of people taking the survey but it highly biases it and I don't see the point in doing a survey if you're not getting usable data or informative data it really isn't informative if it's really a select people you know you you say here's this survey it's about sensitive subjects do you want your kid to take it you're going to get most people terrified to take it right so yeah I think if we want to specify how much information is involved how parents have to get that information and how much time they have to get that information I'm fine with that I think was a board we could make and I don't want to seek input from the surveyor right whoever sponsoring the survey about how would you handle it and what's your situ what's the situational stuff and let us have a lot of chance to ask lots of questions um and uh before we'd ever make such a decision I for me it's just I really hate um uh codifying it as this is the only way to do it right because there are too many different types of things that go on [Music] so and I think we might actually have a debate right on some of these surveys on opt-in opt out communication transparency openness what do you tell the parents in advance how do you make that so it doesn't bias the survey all of that could be a really good discussion for us as a board right and um I'm not a big fan of codifying it and you know in the policy itself other than these are the considerations you have to think about [Music] so we need we need to bring it back to the policy committee I think we have to bring it back to the policy Kennedy did everyone agree with that have we talked about it enough we did okay all right so we're gonna leave it on the calendar as a follow-up item still tabled next up is uh the school calendar I will move that the board approve the 2023-2024 school calendar as recommended by superintendent Dr John Barrow second okay it's moved and seconded we did he did present this to us at is it the last meeting correct last meeting would give us a chance to look at it uh did you get any comments from any of the board members no comments or questions Rosa asked the question uh regarding the early dismissals for uh conferences and if how well attended were the conferences do we really need the the number of days and uh the next week worked with the principals and they said that they are filled on all of those days they're really filled and so they really need them so that's the answer on that one but there were no at this point there were no other questions or comments on the calendar I did think of one um because so we typically have PD the day before vacation over for a break right the early release date early yes or sorry there's four in the calendar yep um I don't know if you can really answer this but is there a trend that staff tend to take those days off I wouldn't say there's a noticeable Trend we could we could check that data I don't have we had um PLC days yet this year and I don't think we have not to my knowledge but I haven't lived through it yet yeah because we haven't had an early dismissal P PLC Day this year as of this year so we'd have to go look at it until we could we could look at attendance yeah I haven't actually even if the last couple years data would be that's true that's relevant when things were done via zoom and you know and those are the orange ones on the calendar right so and they are all just ahead of long weekends right and early in my tenure here I was informed that uh and I think may have been in a meeting seven or eight years ago but also from various board members that one of the things was in talking prior to my time about the early release days while board members understood the value and people understood all that and the time for teachers to do the work they need to do whether it's training or collaboration and development curricula or whatever it might be um as kind of a compromise is probably the wrong word but but to help with the inconvenience of the early dismissal was to schedule it on Friday with families against long weekends where if if they were going to have to have the inconvenience of an early dismissal doing it on a Friday against a long weekend gives them an opportunity for travel and some get an early jump on maybe getting out of work and getting and that was legitimately you know we service our students we need to think of our students first but we serve as families so that was something early on and we can we pretty much continue that trend for the last seven years it's also fairly common practice across the state and that I think that grew out of when there was that attempt with to try to create more consistent calendars across risks um which has kind of Fallen by the wayside but certainly this idea of coupling you know longer weekends with earlier dismissals is something that is often common practice another common practice that you see on thanks for saying that Anna is uh many districts have the after-school meetings on Wednesdays like Brookfield does um and some of the early release many of the early release days um whether it's foreign a district in the region or around the state or even 10 some districts have as many as 10 early release days for this collaboration time they parlay it on a Wednesday with the after school additional hour that the teachers work to get a longer chunk of time in together for collaboration so another approach what I liked about the calendar was we've had in this board a number of times of you know how many full weeks do we have right you know because you get so choppy and the way the PLC days and the PD days were laid in which is really the places we have choices right um we're all right all around logical break points anyhow so to me it was like a best efforts to make sure we didn't have a choppy schedule yeah so and that was great you know putting together a broader spectrum of folks for an internal committee I think got us a better result on on the calendar great input from secretary's teachers uh you know other folks other admins um broader perspective always helps more input any other questions maybe we could just add like a bunch of served like as a little asterisks for dismissals what's that maybe we can add like lunch will be served or lunch won't be served on the calendar a little note like a little note I think that might help Lisa and I'll talk about if we could find some room in a margin or something like that so running out of colors and as simple as to use Lisa's eyes are rolling into the back of her head already so I get the opposite don't put any more colors I can't take it anymore but don't forget this board got a Communications award for this very calendar so we do a nice job in town on it all right all in favor of approving the calendar for 20 23 2020 please say hi hi any opposed all right we're approved and uh with a little edit that Joy asked for we'll work on that but we will try to uh again before the weekend try to get this calendar out to everybody along with the Candlewood Lake information all right that's it for our old business uh did you have anything you wanted to add to the Candlewood Lake presentation tonight no I don't think I could have done a better presentation all the most most important information is in there oh actually I can add one thing Eric told me today the smart boards that went into some of the classrooms so they're actually like in there and he took some pictures and so those will be up pretty you know on the website it actually has video of one of the workers who didn't think he'd be a uh movie star demonstrating how the bracket goes without a board on it but the bracket goes up and down so get very low for the students so they could really interface and that one has oh it has the board now yeah height perfect yeah so uh yeah a lot of brackets are in and then the boards are going in now so cool it's great yeah yeah I would love to tag along on the small group visits so like it's we're meeting Friday to start to work work through the details of that and so um grab a hard hat and jump in okay um we didn't have anybody signed up for the second uh section of public comments I'll skip that three main points that's right you did say I had some other items for at for after I'm sorry Mr Korean you were right I want to thank you for your patience it's been a long meeting [Music] Korea 45 West Whiskey Road um I sent the board my comments obviously in written correspondence more lengthy comments about the discussion item of uh the special education review um I edited my comments based on time I would like to add just for the public record um I do agree that we shouldn't launch into a hundred thousand dollar engagement I think we're going to end up there um and that's why now speaking out um I think the time for study right now it's it's just we're not there I think that the immediate need right now um from sort of a Maslow's higher need is really um you know what's going on today right we have Pro some of the programs you know that we're looking into we have immediate problems that are many public and semi-public comments have been made um regarding teachers leaving why they left leadership issues um we've brought to the board concerns about um not being truthful publicly I haven't heard back from the board about what was what's being done about that so we've there's been a lot of discussion about world-class School trust and and transparency but if you have administrators who aren't telling the truth right how are in in areas where you have a lot of privacy and involved where you can Shield issues you know between families and things like that um I you know you don't have a place to start um and then in terms of the The Proposal that was brought forward we already paid for it right I mean we just we just uh hired two administrators two out of three administrators you know based on the focus areas brought forth right that we have an administrator we just hired that that was their entire career you know we they have a fresh set of eyes are coming looking at the programs they've broken a couple of programs we need to fix it and then in terms of you know what you've learned I expect regarding CES I would go look on your own right but I think the board has enough right now to eliminate CES um and based on the experiences of other Connecticut towns right you will find the ones that have done major changes that have needed to that have the same problems we have right I mean ifoia from the state how many special education violations we've had since 2015. the answer is two right we had one the big you know beginning of this school year we just had one tonight there's a there's a pile of them backed up right it's very rare to get a special education violation from the state it's very hard to get through that they're very they're apologists for the district so there's a lot to do there's a lot of work to be done parents are going to continue to push right we will do a hundred thousand dollar study it's a matter of whether we do it now or later and what the following it follow is going to be between now and then thank you Mr Chris okay uh three main points I think we definitely have to include the update on the Candlewood Lake Elementary School and the discussion we had about a special education study um I think Bob you mentioned talking about the uh free lunch update but I think that'll Pro that will be sent out I know Ken somebody already sent it out as a um email I believe to parents wasn't there already a heads up on that I don't think so I think that might have been something different okay there's other ways to communicate that I think that's going up actually we got to put the budget I think the budget was is more important or at least more of a three main point and the lunch update will go out in another way okay that's fine until budget kind of would like specialized specialize okay let's put Candlewood Lake first on that list because I think that's going to be more it affects a much broader population so okay and John you said you'd get a letter out to the parents this week yeah so Debbie you don't have to worry about writing anything for Candlewood Lake because we'll get something else separate on that but it still could go on the three main points but I'll get that to you well I want to aim them at the presentation yeah right and and links to the presentation we'll put up there as well as the video discussion so then you'll have them for your three main points okay upcoming events okay all schools are closed for PD on December 22nd and for winter recess December 23rd through January 2nd the center school has a pajama day this Friday Huckleberry has a PTO movie night on December 19th here at Brookfield High School and December 19th is Spirit Week Monday's festive hat day Tuesday is festive sweater day and Wednesday is festive pajama day was ganier has a festive attire day also on Wednesday December 21st and the high school has the Winter concert tomorrow night all I have anyone else okay okay thank you so that's it for our agenda thank you all for tuning in thank you all for being here it was a long evening and we are without objection adjourned

attorney president as well Malcolm okay um well I don't believe we have any of our new members here yet I guess the only one that has been officially uh has officially joined the commission is the council member Harrison so I think we can skip over 2A which is introductions and move on to three approval of uh our agenda is presented right do we have a motion to approve our agenda so moved thank you Nick oh Kristen uh did you have a what was there an amendment for tonight's agenda or that's right uh thank you one moment I totally forgot about that so I guess I will make owl motion to amend the agenda we should we should move and support the agenda first and then and then can amend it yeah okay I see thank you Travis excuse me so uh okay so the emotion emotion uh from Nick is do we have a second for the motion to approve the agenda okay uh seconded by Patrick okay um all those in favor say yay this is where you would amend first yeah sorry so you make the motion you you move and support it and that opens it for discussion so this in this discussion period before you vote you could amend it gotcha and then and then we'll approve as amended perfect okay thank you very much so at this point I will motion to amend the agenda um to include one point of discussion on um uh U of M student housing study um and I'll explain more about that but we were invited to participate in the the planning of a housing study I think there's a group on campus trying to get a grant to do such a study they were invite finally invited us to participate uh so is there a second to that motion second a second okay all right Lucy first or second by Lucy Travis was there something that I had missed is there somewhere you in particular you would like to put it on the agenda yeah um it's a good question hey people for planning for the next meeting yeah I suppose I could have done this during the reports from Commissioners I I wasn't used to having it on their bed I guess this maybe requires a bit more of a discussion um yeah that sounds good Kristen so let's see we'll make it 6s 6f moving planning for the next meeting six G okay perfect all right so seconded by Lucy I believe all those in favor of amending the agenda to add this discussion Point say yay all those opposed say name okay the agenda is amended accordingly and now we vote on the amended agenda sorry this is getting all technical um and Travis just taught me another mistake so uh do we need another second or do we just go into voting no okay so all those in favor of adopting this amended agenda say yay yay yeah all those opposed say nay okay so that is our agenda as amended okay now we move on to approval of minutes we have two meetings minutes that uh need to be approved uh the minutes from September 15th and from November 17th so do we have a motion to approve these minutes a commotion okay thank you Hannah second oh second thanks Patrick okay uh all those in favor of approving our previous minutes from those two meetings say yay I was supposed to say name Okay so we've approved our previous minutes now we move on to our first public comment uh Kristen would you like to take this over thank you so for our first public comment this was an opportunity for members of the public to speak for up to three minutes about any item if you are watching and you'd like uh to call in the phone access please call 877-853-5247 or 888-788-0099 and enter meeting ID -8080-1941 after you call in you can press star nine if you are watching via Zoom you can use the raise hand feature so if anyone would like to address the renters commission go ahead and raise your hand now we'll give it just a minute in case anyone is watching and we do have a few folks in the waiting room okay um seeing no callers or hands raised will close first public comments thank you Kristen so we will move on to our business um now Kristen I know that we're supposed to do public or allow for public comment I guess we agreed in a previous meeting but for each uh point of business is that right yeah so we started doing that a couple of meetings ago just so that someone doesn't have to um wait a long time before discussing it they just want to make one comment so you can open up uh public comments once we just read the instructions at the beginning of the meeting and then I gave them again um will just open up again uh to offer if anyone would like to address the renters commission about the tenant education committee maybe if they watched the last meeting or something sure yes oops so uh if you'd like to make a public comment you can raise your hand about that otherwise um I think we can give the update um would either you know Richard Hanna or AJ would any of you would like to give a brief update about what we discussed at that meeting I can start if you'd like and then please do chime in if I've missed anything and of course we can open it up for discussion with a wider group also uh so on December 6th I think that was last week we met there were about five I think four or five of us and Kristen uh the objective of that meeting was to brainstorm a little bit about what the responsibilities of the renters commission sub committee uh that would look into tenant education could look like because at our previous meeting we had an agenda item related to subcommittees and there was a comment I think from Gail that it would be nice for us to first kind of set some expectations from various subcommittees and then maybe people could opt in once they had a better understanding of what it would really entail to be in those groups so we discussed our own like vision for tenant education materials based on our own experiences based on what other tenants have told us and we agreed that it would be nice to have a packet of tenant education materials that could be available digitally but also printed depending on whatever tenants prefer and this would be an opportunity for tenants to kind of educate themselves on their own time if they had any questions about you know tenants rights and responsibilities at the city level and also at the state level we in particular talked about the tenants rights and duties handbook and the housing code and we agreed that the language in these texts is a little kind of jargony and maybe uh they're also kind of lengthy they include some information that's maybe less actionable than others so we thought it would be nice to revisit those ourselves and highlight uh some elements that we feel would be helpful to tenants of course uh all of this would be reviewed by the larger commission this is just you know few of us and there are some biases I know for myself like I would focus more on some aspects of tenant education uh but other Commissioners might feel differently so this it would be nice to do this as a group exercise as far as possible we also discussed that some organizations have already done this well at the state level so maybe we don't want to reinvent the wheel but link people to these documents and we know that the renters commission website is one place where we have a little bit of autonomy over links that can be added and things like that so in terms of next steps one of the things that we thought would be helpful was to compile a list of available resources things like I think Zach had mentioned MSU has uh has published a practical guide for tenants and landlords it's digitally available we know that we the people Michigan has uh know your rights report that was published in 2021.

chess English she's going to do that mid-year so we're going to add that as far as the postings as well um you'll see that we're looking to hire a cook and a paraprofessional um other than that we've got a golf Varsity golf is going to be Nate Lang Yang and uh then we've got the vacancies seventh grade girls basketball JV golf coach and uh high school English with all of those things I would recommend the board approve it as presented any discussions questions concerns with that would maybe like a motion to approve the consent agenda as presented I'll make a motion to approve the consent thank you Andrew do I have a second I'll second Tyson seconds all right perfect roll call please yes Andrew Corey yes Greg Meyer yes yes sure that business go into items seven which is our communication reports and presentation I believe FGM Architects is here I've got Jen Carlson here uh everybody say hi to Chad Carlson she's with FGM Architects they have um her and and two of her contemporaries sat with Brian and I for a couple of days as we interviewed a bunch of people at the high school discussed the high school looked at things and they put together a spreadsheet to which she's going to review over the course of two days to talk to them about what their needs are as far as the spaces they're currently using how their growth could happen if that space was used a little differently or planned a little differently what is it if they could think of something that could make their lives I'll use the word easier for lack of a better term um and how can we also then facilitate the growth within the high school building while accommodating those needs that they're currently looking for so what we put together is something that we call a program right and what it does is it it's a document that is the evidence of all of the information that was gathered during those two days of sitting with each department and we do that so that we have a documentation of every piece of evidence that was presented to us it doesn't mean that right now it's the plan on how we move forward with any projects at the high school it's just so that we can use it as a tool to figure out what the best plan is for work at the high school does that make sense okay so you have a copy of it I believe everyone should see the spreadsheet in front of you and you can make notes on that as you as well and then we also put it up here and the reason I wanted to show it live is to show you a little bit about how it works and so we start with this as a tool and we will always use this as a tool as we move forward with any projects at the high school if that makes sense we will always start with this document and make sure that it is live and it's what the information is that you guys want to see okay um there I'm gonna sorry I'm gonna show you there's two different columns there's a gray column and a yellow column that you'll see on your sheets the gray column is your existing what we call existing program now right the existing square footage of the high school as it is today and then the yellow column is all of the information that we've gathered over those two days so what the potential could be at the high school still not necessarily what we'll end up with it's just what the potential could be okay um a couple of things that it factors in is it's broken up this first page there's two tabs here we can stay on this first tab for just one moment this tab here talks about what we call this sort of large key departments within the high school okay so there's an administrative sort of Department um we call Core academic classes supplemental areas food service and building support okay and so this is just a summary of what will be the next tab to show you what your current square footage is in those areas and after our speaking and studying with your departments what we should be getting to depending on what number of students we're trying to house okay that's really the the key feature here right there's this talk about growth within the district which is great but what kind of number are we trying to service within the high school right I'm not a demographer so I can't give you a magic number on what that number will be right but what we can do is use this tool to then figure out what number we want this to be right and you may say Jen we're never going to service a building over 800 students right if you may say we're never going to service a building over 700 students right and so then that number is what we can change to figure out what these Department numbers need to change okay we can also reverse engineer it and you can say we're sorely lacking in our academic Department right something like that so our square footage in that department needs to grow by X okay that could be the scenario and so then these numbers can increase and then in real time it'll change this number to how many students you're servicing right it could be that our core academics well I'm going to make hypothetic we need a new you know science lab we need one new math lab you know we need one new English classroom one new social studies classroom we need one of each Jen right so then we would go through and change these numbers so then see how many students that service is does that make sense tool okay great do you mind going to the next tab okay so there's a reason I printed it out because it gets so tiny tiny here and we're not I'll be here forever if we talk about every single row um so I'm going to go over the Departments again and then any of those that you want to go back to just raise your hand and we can talk about it further okay um so the first Department of course is your administration's spaces so we met with everyone in administration talked about what their needs are right and so they've documented what you currently have and then we document what what we can do to help support those needs okay do you mind scrolling yeah there we go counseling is a part of administration and then we also call the health office your nurse's office is a part of that administrative core as well and then some other faculty spaces like additional faculty restrooms that sort of thing they're lacking within the high school tutoring and meeting rooms Etc so it comes to hear of your current square footage is just around 4200 and really we need a need of 6300 right to service 920 some I forget what the exact number was on that page 900 and 42.

uh [Music] thank you please let me know every day just barely thank you yeah I understand foreign you have a motion to accept a recommendation to amend the pay rate of Amanda we're up to 90 per day retroactive 14 2022 as a modification to the agenda okay so the second any discussion um she's teaching two periods a day when we initially hired her um she was only teaching one period And so this is the same rate that we agreed to pay for John Elmore to teach a periods for theater so we thought it was fair to do this any other discussion welcome Carol yes yes Steve yes motion carries thank you at this time we have recognition of visitors and comments from the audience on anything that is not already on the agenda um and with that David you're up thank you in each other um I am the technology director here at American schools um so tonight I'm really just going to try to show you what we do I know that's kind of a mystery to a lot of people um we're going to come into the rooms and then disappear so I think the scope of the technology it's kind of missed something so um we set a vision uh this here so vision of the technology department is to provide to improve instruction communication and business practices through the creative use of Technology so you know our goal is really to to do things that are different and try to think of different ways to accomplish uh something that maybe we've done forever a certain way and hopefully save money save time and just say so we all know these stats a little bit um just check on you probably does cover nine different buildings so five schools the TSC admin maintenance transportation and uh that's we also cover not just places but we talk people so over 250 staff members that's everybody from bus drivers custodians teachers board members so we really see everyone at one time um and over 1500 students this is the interesting part because prior to going one to one prior to having some of the Chromebooks in classrooms the portion didn't really exist you might have some level of effect on students but it was fairly limited now that that reached into you know actually affects students on the day-to-day has really increased quite a bit over the past 10 years so what are we responsible for that's a big list that is not a comprehensive list basically if it plugs in we will probably have something to do with it so that's what I always like to tell people so it's not just computers um it's not just the back end of that the servers that nobody ever um all your peripherals and printers and anything that really puts into a computer you got projectors in all the classrooms and phones in every room we can do the security cameras and the key cards so there's there's quite a scope when we do and uh we really see we don't just see every stack member we see all the Departments so there's a lot of overlap between technology and transportation and technology and maintenance and so you know everything now is computerized in one way or another building temperature controls or computerized so different servers and make sure that they have connections and that they can they can access things from home uh emergency arises so we have a lot of things that we do that people don't always oh and then the software portion software's everywhere eating the things that aren't physical right the software is used in every system uh and I'm mostly made uh manage the connection between so we all know we have Skyward the Skyward connects to a dozen or more other programs so my team um for four of us in the technology department myself type of development has been here Pat is in charge of service and infrastructure and I'll kind of get to that in a second um Samantha Walker who is this is her second whole year and Jacksonville he just started in August so but Jackson was a student of ours if it's a little later too Samantha was also one of our students um so you see the the titles under here originally the technology department was pretty kind of pretty basic structure and you had a director and you've had technicians and there wasn't a lot of um differentiation of roles and so you know we talked about that different kind of thinking we wanted to make it so we could actually allow someone to know more about so Pat took over servers and infrastructure quite a while ago and he I will go to him there are things that he can do that I don't need to learn myself because I had somebody that I could come up to so I know a little bit of everybody's job um probably more than I really should know but uh but if there's something a little bit deeper um go to Pat to be able to kind of control certain things on servers and create things and run backups and all of that it's kind of extra layer uh Sam does users and security so so she's in charge of all the security cameras she's in charge of the door locks the key cards and she's already doing this she just transitioned to this role this past year so she is still learning on the Fly we're still relying on some Consultants to kind of help us teach her I'm trying to teach you what I know our our former employee in this role is still a good resource for us and he's helping quite a bit it's okay separate out those roles uh Jackson is in charge of the help desk so see across the hall here our student help desk there's also in charge of the ticket system his role really is to prioritize things so he should be the first one that seed spins and then if you sign something to me and I don't do it so you know he's the expeditor so he's the one that should be on top of everyone aircraft um I think that's really important so can we talk about creative thinking how to how to do things a little differently this gives us opportunities to to know more about a given subject to have somebody that you can go to you know that stand is out from the better building runs into an issue that she doesn't quite understand she especially if it's something phone related server-related that's going to be the one she goes to doesn't really matter foreign that was very purposeful very intentional probabilities have changed the world over the years based on who lives closest usually um but it gives the elementary schools we're all housed here so they don't see us all the time so it's nice for them to have a single form of contact speaking of my own contact just for whatever happens so Pastor if uh teacher helmsford as a mission with the projector um tickets that are assigned to a building automatically assigned to that person and then if it's something great comes in and happens to be a camera security camera other people turn around so it gives you kind of this overlapping UH responsibilities where you have someone to count on no matter where you go [Music] this has been really really useful specifically just so you have it's hard to keep track of almost but when you are only in charge of building it makes it a lot easier to keep on top of it so that you have your role and then you have the middle name take care of those without really having to write Netflix and go back and look at it without having to confirmative updates so there is a trade-off for instance uh this week I've been with myself in Jacksonville so there's a bit of a trade-off um we do regular runs to the elementary school uh Tuesdays every Tuesday they will go regardless if they have any known issues out there or not if they wanted they have presence there and there's something from themselves this week I made extra runs you see how mine is titled wherever I need it I'm going to go so uh I went out to helmsbury and experica on Tuesday and you know we just make two and sometimes we can communicate messaging app so somebody's sick at home they might respond too that you should respond so they're very helpful you know we just try to cover for each other and that idea of overlapping responsibilities you know if it's not your building makes most of those issues so you should be able to get to it David said uh creating the tickets um when someone creates a ticket you get an estimate time to you know turn around to have that down or how do you prioritize sure so um it really depends on the issue um so we have some automatic filtering that happens when a ticket was put in based on the ticket topic um so I think we'll get a priority level based on that now we all recently always want people to put in tickets Blue Mail call which is football is a text message I mean those things can get lost I've gotten a text message on my ladder actually instead of the back of my pocket and continue doing what I'm doing but forget all about so um when somebody puts in a ticket he get emails all so every single one of us have been alert but there's a ticket in whether it's assigned to us or not and then leave and you know we're always kind of monitoring them always read it first it's something that you can think of right then in there just for the response we'll do that if it's something that pays up until tomorrow as far as how long to resolve there's a saying in technology whenever you say something to somebody you always use the word um because it doesn't always work the way you want to so you always kind of qualify everything so I should be able to get that tomorrow right um sometimes so yeah it just really depends so projectors for instance printers depending on what it is it may just wait until next Tuesday at the time Elementary yeah it just it really just depends on how we uh um so it's created the creative work so one-to-one comes and we have 1500 plus students to take care of those middle school and high school students have them in their hands taking home every day a lot happens things have broken things have lost um it's just don't work so so what we've developed is as a help desk that is run by students now Jackson oversees it and he's the one making sure that the students are untasked but really a combined effort in fact this this trimester we're trying something new we have four grading categories in our class separated out so each of us each other one of those grading categories so we make sure that we have plenty of grades in for students knowledge everything um originally this was created just as a kind of a Class A mentoring class um and then the team we actually added it to the official course guide CTE course so not only do we get if students get credit we also get reversed with so we've got and I'll just put one okay technology now those are available for students to take I think up to six semesters each so we'll cover we can we technically have a student center which is really fantastic let me ask somebody's data that was Jackson so Jackson we had from freshman year all the way to senior year he goes off to college he wants to slow things down in college and get stuck here fit right in because he already knew how so um like I said they do provide preparers to all this for all the student devices we evolve all the time um I just made a change yesterday um to how we how we're repairing things it's a constant evolution of trying to figure out what water slope doesn't but when we first started and I'll show you this until so we have three really three categories that we really want to make sure that they cover technical just the computer knowledge part honestly that is the part we focus on the least um while it's important um it's the easiest one to construct and then be done they will learn how to fix things we have a requirement for every student no matter what their job is they know how to replace the screen because the two most common things and the two easiest things to do learn how to do those two things customer service is big we actually do demonstrations they're actually doing demonstrations today where one of the staff members will come up to the window posing as a student with a computer and that student on the help desk side has to go through the issue that they're supposed to do how they're supposed to talk they're supposed to greet someone who's supposed to figure out ask questions if we have the problem we're supposed to make sure to actually say goodbye which is a funny thing for us to say right but sometimes students will awkwardly stand there just staring at you waiting for you to say something to know that the conversation is over so um so all those kinds of things are really important for us to teach we've been pretty intentional about that portion especially we even had every year so far we've had Chick-fil-A come in to actually do like a quick demonstration for customer service and they'll share videos and kind of explain how they like to do things and we've done tabletop exercises they'll make up real things discuss and then share so it's really interesting for them to kind of get that Real World experience and I tell you we throw weird things with them because we see them sometimes students aren't so happy see us some of our students will get that scenario so they get a little bit of everything from forgetfulness to anger um so to intentional damage they'll have to really figure out how the work environment um we I encourage you to come visit us and see what what a day looks like um what it looks like 20 minutes in there we try to simulate it is and we should simulate certain things but it's because we need to um there we focus on processes and policies you have to do things a certain way because we want things finished a certain way at the end that that product matters and that device has to go back to somebody so we just see our little ticket our little paper tickets everybody's supposed to follow certain procedures check certain things they get quizzed on that you know all of our grading is Mastery based so we don't we don't care if you know it the first time we want to make sure you continue to learn and every trimester even if you take it year after year there are certain things that we will test you on it'll be the exact same but you need to know it every single time you know it's a constant reminder that this is how we do things we want to make sure you follow some things might drink a little but we figured it out and let kids know ahead of time hey you might want to read that one a little more carefully because so the evolution of it's really really interesting we started out in kind of the normal repair class that you'd see in any school would be an actual class we'd have 15 20 kids come in we'll have all the devices that came in whenever fix things it's class it's not how we use these um we have other things to do we have other buildings cover we can't sit and dedicate an hour of time to just bear with class every day because for instance today I had something come up and took all my time and I just had to figure it out I couldn't go and spend time with the students so instead we we split this up around over over the entire school day we have two to three kids every period because we end up with the same amount of kids overall um but they're only there with us for um so like I said technical part is important but it's not required Focus so the really the only people that really have a high technical Focus will be the repair test um we have a lot of students this trimester so we have an abnormally large amount of repair techs right now which is actually extremely helpful but typically you'd have three or four they're the ones dedicated to longer repairs so if something's going to take longer than an hour um that's your job if any of some other board will switch a battery problem something in an unknown you're you're responsibility you have your own dedicated space that you don't have to worry that somebody else is going to go mess with it so that makes something that's the State Overnight who needs an hour battery test sometimes something needs to stay overnight when you get back the next day it's there it's yours we know where it was and you can complete it the lead tech is actually in charge of re repairs we do a quality control process so when devices are finished the repair Tech signs off on it they're supposed to go through a checklist of things that work um a customer service rep or an office manager will sign off on it just go through that same checks and then one of the four staff members will do if at any point in that it doesn't work instead of sending it back to the original repair Tech who may have already started on the next thing back to the lead tech that's not the exact same thing so it's really important because we have a dedicated personification when we first started this we just had every kid trying to learn every step of the process and what we found out is you miss one step and it's a domino effect and everything else after that is completely destroyed in The View with one device and then you just do it on a different step on the next device things get out exactly the best so instead we separated out another drivers so you have a very specific part of the process and that way you just have to know your parts if you do your part well then the next person can take over from there and do the next version parts manager they're in charge of making sure you have enough Parts they do part counts weekly uh send them off to the parts company new parts come in one touches them except the device manager they come in advance parts manager Parts managers teachers job to inventory show put them on the shelf and make sure that everything's in the right place responsibility the inventory manager in charge of our loaners so making sure that we always have owners ready that's a larger task that it sounds like uh to make sure they're clean we have to know that they're charged ready to go um so uh we usually have one one to see students just depending on how everything works out um sales manager I don't have one right now um eBay stuff gets working a Tech student who gets to create the sales posts to monitor Communications with people who are wanting to buy something so it's a really it's kind of it's Unique position and it takes a an interesting student that was really excited about that kind of side of things something I can do if I need to but if we have a student that's excited about it shouldn't be receiving we do send things out and their job is really similar every day they make a round they go to the office check statement packages they go to the admin building they are in charge of making sure that things are constantly moving that if something's going out but it's like it takes so many years depending on if you can have something consistently so then actually doing the communication with FedEx or UPS just kind of depends on the student right and you can really yeah rely on them to get done correctly so um customer service reps they are the ones as soon as that device is fixed they're the ones communicating with students they send out an email they have a process they have a board direct names on them she was there for two years um but she was a phenomenal customer service she was very good at writing things down making sure things got out I was talking to students and things back to them connected and done properly so pulling her when she she got out of high school I was looking for a place it was an easy fit um an office manager office managers well for some reason students see that office made your title and they covet it but um it's really really all their job is to make sure that things are still in place so there are overlapping responsibilities but you know you should be in charge of your world sometimes things get set down in one place sometimes things get a little streamed out okay let's get from weird places and you have a random keyboard just sitting on the table so the office manager shop is really just kind of opens in the office and make sure things are where they're supposed to be they do quality control checks when they're available for it so we've had one during covid when we were doing a lot of phone interaction couldn't say enough about this student who was just so excited that she didn't want to make phone calls thank you so she was calling parents making sure they knew how to do things and taking all the that information passing it on to us when we had to do repairs and how to collect things and I mean I was calling people organizing times to come in to direct their devices so so just kind of a quick hopefully quick uh overview of how we kind of lay things out and trying to be creative let's hear some RC games this is actually the last uh last at the end of last year these are all new devices um that they're prepping for this school year um and I think so so we get a lot of interesting we get an interesting mixed students we have some that are very interested in computers and that's where they they live they want to be involved in that we have some students that have no interest in computers I recruited a soccer player because she liked to boss people around so you're perfect you're gonna be perfect you're going to keep everybody organized and and be able to kind of keep everything um and Skyler down here and she is our disassembler so when we have a a laptop or Chromebook that's no longer functional and we're not going to be able to it's not worth putting in working condition uh the parts to replace it would be too expensive um then she is the one that takes everything apart takes all the working parts and provides a new 10 parts so she's she loves it she she has some a unique uh and unique need uh her memory isn't great soap trying to get a really simple task too but she she's absolutely a joy in her classroom um I look forward to her every every day I'm just always interacting so it's really it's really fun I think when we see is kids come back they enjoy it they do learn something uh even though they won't stay available um but we really do have a good time so this is actually taken last week two weeks ago and I told these two to make it look like they were helping um these these two were actually working on a device and he was actually working they were actually working on their own set um but this is the repair side right so the other part they were just prepping Chromebooks it was a new tax for them it only happened once a year um but we pull them in we teach them how to do something and actually had to do that just a couple weeks ago with the manufacturing laptops um these this is adorable advice to prepare this is something that would bother me you see this blue line right here that's nothing should be on that blue line and there should be stuck on one side or the other so it haven't bothered me but uh sort it out uh we also had an interesting part where we have some students in our class that are actually in class they are Cadet teaching students so they've opted to not want credit for it they just want a place to be to help out and to learn things but they don't want to go through a great Union just fine in fact we had a student classes it was probably our most reliable student it was not so and this was this has actually been doing the demo today I want to make sure to make sure that so Jackson is presenting uh Jacob here with a with the fictional issue Jackson has this little collection of two or three Chromebooks that actually have problems that we're not going to try to fix and so he beats those up for his demos and because it's every student thanks um are there any other questions on the class well I have a question if do you ever talk about the value of knowing how to fix things that like the monetary value of what they their knowledge can get them something as far as a job or yeah I think I think what's really what's really interesting is we have a lot of conversations with with students um especially those that are really questioning what they want to do next yeah and just tell them this is something that's possible for him you may think you don't know we're actually doing and if you understand that's why we're really focusing on those policies procedures doing things in certain ways you can learn a lot as long as you can follow those methods trying to focus on just knowing how to do this one thing is it going to help you later on so and we really do focus on that and we actually got a new opportunity for I.T certification which hopefully we'll be able to start instituting maybe later this year so we need to make sure I hope where our Tech 2 students okay will have the opportunity to get a intro I.T certification so they could actually leave school certified and ready to start coming so then my next question is I'm sure you know that there are some habitual offenders too oh yeah sure do you communicate to them what it costs to fix those so okay so there are a couple categories of students the students we don't see very often that's that's good that means they're taking care of things um therapy students that we see frequently um those that cause malicious damage um they're very very well aware of cost um those that have recurring issues we have after depending on the time period right if two things happen in a week we're gonna have a conversation two things happened over two three months it's a little different story but which means if we see a kid repeatedly uh yeah we'll sit and have conversations with them first we'll communicate with the principle usually if we do complete that there's maybe something that is so yeah I was just curious yeah it gets it gets interesting I had to have a couple of conversations with students like you don't understand anything I tried to recruit one one that was trying to get around stuff I tried I tried to recruit him in we actually had a really nice culture where um students start to open up to us about things um because they have this level of responsibility they also take it as a level of accountability so if they see another student doing something that they don't think is appropriate on the device or they see a student damage or they heard that assume damages that something word will get back to us and so we know pretty quickly if something's a little fishy I was going to ask about the certification I was about to mention that because I know that other high schools offer that that because I think that this I don't know what it was called but if you had the certification then Best Buy well how do you think Geek Squad like immediate yeah so we originally today plus certification and some interesting things we're looking at a partnership maybe about five six years ago with Ivy Tech and things just really never materialized the a plus certification itself went through a transition as well it went from one test to two and the course became very very structured and foreign more challenging so it really just didn't work out well now the standard is starting is starting to shift from pig plus which was the the standard for a long time entry level computer store to uh Google provide providers the structure is completely different it's months to months so you can finish it in two months and be done typically it's a six month process kind of go kind of um yeah oh no no no certification now this is a an I.T Google I.T certification partnership with Roi he reached out to us potential funding funding about we're kind of looking forward to seeing you it's something that I have a couple past students that will be disappointed that they must be listening yeah so I understand you go out to audit out of the day that they take in this broken material or does that get communicate I know you can talk about doing tickets I'm just trying to understand the Dynamics that I feel I could be broken you're not going to be into my building until next Tuesday right so it depends so um with the elementaries with student devices in particular they have more for their classroom than they have students so if one goes down they have one that they can they can use until we can get out there so that priority is right we talk about prioritizing things if the teacher's laptop goes down just because we make a run every Tuesday doesn't exclude us from making a run out there on any other day so something something happens we figured how to happen where we have to go back up on Tuesday because they tend to make the runs at 9 10 in the morning so if something happens in the afternoon and it's by laptop stop working we will find a way to to take care of it so just didn't really just depend on the issue okay so that's actually one of our one of our goals so you see responsiveness it's the standard that we live by right so like that's that's what everybody in staff member has an issue or something they're always judging us by how fast we can get to them so so we want to make sure we can get to it quickly um one of our one of our working goals is really to just start working more on our training resources these focuses upon this a lot which shifted and changed so many things that all that didn't sell out of date so um trying to kind of refocus on making sure that every new step Member knows here's how you do this um here's the things we have if you don't know how to use it so we've got to make sure that we inform people how to use things that are what I would add the each building has like a type of record yes so you know that was the person in the building or I remember when even providing that group with resources that they can take it's not about us doing the training but having resources collected in a way that's easy to access um that they can go into and you know Tech leader in that building can actually go find it and use it to teach someone else uh communicating the same thing we have guidelines we also want to work on feedback so we want to hear about how we're doing so that's going to be at the end of year um kind of survey and just let might be perfectly honest and that's okay we'll see how it goes um and you know we just kind of want some feedback and understand where we can improve and then setting guidelines there's a lot of things that run into English copyright issues things that kind of just people kind of over like sometimes in the course of teaching a class and and we want to make sure that um people are well informed of what the community can do but they have available to you we have some things I don't even know especially with our movie watching we had it for two years and then you know when staff turns over they don't always get there's so many things you can always get everything so we'll make sure and then surprises um so one of my goals is to make sure I leave enough room to surprise some people and do some things that are just little things really um this actually would be an example of a little thing right um okay does the rest of your department want one yes okay I'm gonna get one for everyone for all the people in your apartment it's a little thing it's a little surprise so trying to find ways to surprise people to be able to to do things that are different so you're going to look at virtual future so you want to look at 3D printers and you're going to be able to kind of provide things that a big deal of the experience thank you any other questions are the phones fixed no that's what you did all day interesting I know seriously though please come come visit us that goes out to football just come visit us um that you see here that they have the different components and stuff the expectations have customer service it's made huge difference you know like I said same as a former student Jackson was a former student I made another former student who was also in the same customer service rep she started working at the Apple workers and and they can just kind of thank you okay thanks we do not have any discussion items so the next thing is approval of public session minutes from November 14th and December 1st 2022 do I have a motion I shall move do I have a second awesome okay any 2022-12-16 Washtenaw County, MI YouTube / CTN Ann Arbor transcript source: youtube Ann Arbor Renters Commission 12/15/2022 · passage 2
there's also Michigan legal help that has its own sections on the website for things like evictions uh information on security deposits Etc so these are things that could be linked on the website fairly quickly but I think at our end it would be nice if we could just compile what's there and make sure we're doing as thorough possible as possible a job of identifying what's already out there and then as I mentioned kind of reviewing these the two documents ourselves the tenants rights and duties handbook the housing code and seeing what we can highlight I think Zack had mentioned it's important to advertise these things properly in like formats that are a little more attractive and easy to comprehend so um you know maybe share quick highlights and then direct people to the source documents like a link or a QR code or something but just a primer would be nice to share with people uh digitally and offline and lastly we also discussed meeting once more because you know this was our first attempt at drafting a process so sometime before the next January 19th meeting maybe we could all regroup see if these what we set out to do is actually like manageable if we need to adjust maybe we can do that as well but I'll pause here and allow the others to chime in uh I thought that was fairly complete I can only uh add one item that may be of interest um and Kristen may be better to actually explain this but there is the matter as it relates to updating of the handbook there is a timeline associated with that and Kristen you may want to walk us briefly through that in terms of how the council would have to approve it so with updating the handbook there's kind of two parts there's updating the handbook to um like amend the charter to be able to update the handbook freely and then there's the matter of updating the handbook to include um the new section of chapter 105 that was just passed so the charter amendment is a long-term uh saying for the renters commission to tackle it's definitely doable but it will just probably take about a year and a half from now um but to include the new section that's something that staff has been talking about um we've been trying to think about what would be efficient um to be able to provide to landlords and tenants because right now the city has copies that have like a folded section of the of Elo kind of stuffed into it and then there are copies that have it printed in there I believe um and there are like over a thousand are possibly thousands of printed copies like that so we've been um brainstorming about what's efficient um good use of like resources from a sustainability perspective or a staff time um so that's kind of new we didn't really talk about that um with a small group but if anyone has any ideas uh we welcome them well I think this is something that the education committee is going to have to discuss further um and read through the charter to see what exactly can be changed because I know that there are guidelines um and uh just so everyone is aware that some of the more recent updates to the city for the housing code in particular are not in here um the the amen the amendment that took place to the Earth leasing ordinance is not in here neither is the recently adopted right to a new ordinance which is one of the main reasons why I think it's important to try to update this as soon as possible yeah I believe right now the copy that gets um I believe the copy that gets distributed if someone comes to the clerk's office has like a stapled print out folded um but it's not attached to it it's possible that a copy that was on but I think that that's what we're doing currently Verizon do you have a comment about yes it's you know it's in the charter which means it's hard to change you got to go to the vote of the people before you allowed us to change the font or the color of the paper or whatever right um sew up on the hand down uh landlords have asked whether they can supply it online or as a PDF attachment and I don't know if that would hinder tenants or for that would help them um maybe you could we could do something where landlords either embedded in their lease or send it as an attachment or landlords put it on their websites where people pay or and maybe we make them available at the rental housing offices or maybe we put them in the city hall um but they're you know our Charter drives how they're to be distributed and what's to be included in them and who can say what and where it has to be in the in the uh handbook and you folks have probably looked at all of that I just wanted to put this out here that if you haven't read this little booklet I would encourage that you do so you can get a free copy it on the second floor of City Hall or you can send me an email and I can mail one I know Kristen also offered um doesn't really matter but we can get these I've got quite a few we can get these out to everybody I know that some tenants I've spoken to are only receiving the digital version and not a physical copy already so I guess it'd be interesting to hear what the is there a policy of enforcement for the city in terms of digital versus physical no they're required to do physical and if we don't know about it we don't know about it okay it's not like we're giving them a pass on it we just don't know that it's happening uh and is there I know for the early leasing ordinance violations there was something on the rental Housing Services um website about how to report those violations do you know of any do you know what the procedure is for reporting violations of not of not providing these um well yeah I think it's a chat I'm got two computers going so I think I think it's a it would be a chapter 105 civil impression would those complaints go to rental Housing Services to to Janet or like general staff probably probably start there you know that's something we could definitely add to the renters commission web page yeah thank you Lucy yeah a question about the um changing the charter procedure on that I just I don't know a lot about it and since John Reiser and Kristen are here you guys probably know is is it possible in terms of the procedure is it that the city council would have to vote um to propose the amendment and then it has to go to election and then a sub question to that is that is it possible to call a special election out of time of the the general in the midterm so that we can get it done sooner than a year and a half uh probably those elections can be pretty expensive so um I don't know if you the answer I think is possible um why this item is a good fit for a November election is that a lot of the city's renting population lives in the city at that time um a special election would take place sort of in the summer so um that's something to consider and then like John Riser said cost of administering an election is substantial and city council would have to support the special election that's a great question or process I agreed I saw that councilmember Harrison just joined us um should we do the introductions after this discussion point maybe what do you think Kristen um either of us find now that we're on the spot a little bit if we want to take a quick pause not sure Nick is uh do you mind waiting on that or is it important urgent okay thank you all right well I think we all need to welcome councilmember Harrison to the commission we're very excited to have you on here and if you'd like to introduce yourself and I guess we can go around and do a round of introductions as well thank you hello everyone I apologize um that I was late this evening I just came back from a listening session um for unarmed crisis response so uh but I'm excited to be here tonight and uh yeah I'm Cynthia Harrison I um newer new council member it's been a long day uh in Ward one um boy today was like this was my fullest day back to back but this is what I've been really looking forward to anyhow uh yes Ward one I was born and raised in Ann Arbor um only lived here in Ann Arbor which is slightly unusual but you know here I am so um I'm a mother I'm a wife um I let's see um I've done a lot of work uh volunteerism in the area of um criminal legal reform and um well that basically with the intersection of um our criminal legal um hold on legal reform and mental illness and substance use disease and basically how they all intersect with one another so um just really happy to be here um very passionate about renters here in Ann Arbor I've had um um loved ones with uh not the greatest experiences and so um had to navigate some some situations so I'm really happy to be here uh it's one of my um number one choices I think this one and egg pack so I was thank you 42 students right so that's what that number tells you to support 942 students this is really the area of square footage we need for an administrative Department okay do you mind scrolling up okay core classrooms includes English social studies World languages math Etc right within it um some study halls um keeping scrolling it's a big it's kind of a big department Extended Learning areas et cetera so you currently have 16 000 square feet we haven't changed this number yet and I want to say yet because we want to talk later about how do we best serve 800 students 900 students right it's not my job to tell you how to educate your students right so what I what we need to do is work as a team to say yeah Jen we're really going to bump up the number of English classrooms we have a number of social studies classrooms we have if that's really the number of kiddos we're looking to keep here right and so then this number starts to change okay I'm going to also point out there's little red numbers in your column next to you those are called teaching stations okay I'm sure that's pretty self-explanatory so that means that a need of a teaching station is added when you add an English classroom right so then it goes from 18 to 19 teaching station but instead of complicated document but once you actually read it read about it it actually makes some sense okay if you want to anybody have any questions so far I don't want to talk too fast or nope okay you can do you mind scrolling it thank you uh special education uh some of the needs that we heard about is really the need for a life skills learning lab okay the current one currently doesn't meet Ada accessibility as well which is also something that we should address but it's really talking about getting a space for laundry an actual bedroom a serviceable kitchen those sorts of things it's the largest jump in square footage from what you currently have to this yellow program okay that's where the Delta really is in that everything else is actually servicing it well it's that learning lab that is the big jump uh we call these supplemental areas information Commons that's a new lingo for Library um we talked about how what do you see the future of a library media center being how do you want to use it those sorts of things um how do you want your students to use it and so then that's how we came up with that number right of 5200.
