right well thank you thank you again so up next [Applause] so we do have a few presentations we're looking to interest to get started so Dr song the first one is our school partnership Award with Chapman sure welcome and chairman principal Miss Diane Burns to the podium good evening everyone so principal Burns has informed me to say that Chapman is fortunate to have Stacy Miller as part of their school community and that would be an understatement Stacy has served as the PTSA president for several years at Chapman alongside this role she heads up our yearbook committee organizes the annual Book Fair schedules all of the Cultural Arts events leads the sixth grade parent committee for Nature's Classroom and plans family events throughout the year in addition Stacy is the Chapman resident photographer where is Stacy come up here we're talking about you girl [Laughter] she never misses an opportunity to take pictures of all the great learning and fun activities at Chapman School everyone at Chapman is convinced that Stacy has insomnia because we are certain she does not sleep this explains how she finds the time to do all that she does for Chapman school and somehow some way she still does all this with a constant upbeat attitude and a smile on her face it's a delight to honor and recognize Stacy Miller as the recipient of the 2022-23 Chapman School partnership award the Cheshire Board of Education thanks you Stacy for going above and beyond for the students of Cheshire thank you my husband would disagree about me not sleeping all right thank you [Applause] up next we have some student recognitions so Dr Solon sure I'd like to invite Dr Gad to the podium for uh this next set of recognitions thank you Dr Solon it is my pleasure to introduce some students to you who have uh really won a rather outstanding who've made an outstanding accomplishment the American Association of teachers of German commends the students and their teachers for outstanding accomplishments the students I'm about to introduce to you are among the top 100 high school students learning German in the United States and have significant promise in their continued study of German three of our students made the top 99 in the United States after taking a German exam Anna pochu Asia terabar and Lily Watson so we're going to embarrass you so come on up they took a rigorous online exam that tested all four skills reading listening writing and speaking all three students were among the 55 students from the entire United States that spent an all-expensive paid three-week trip this summer in Germany they lived with host families visited sites attended school in German and had a totally immersive experience their German teacher is also with us Kristen haza come from [Applause] and I will speak on her behalf she said words cannot describe how proud she is and how excited she is for all of her wonderful students they represent Cheshire and Connecticut extremely well so congratulations to our three students [Applause] oh no I didn't dress up come on congratulations okay this recognition comes with free German lessons Miss Rosenberg is it congratulations guys congratulations again and our last presentation is for our Cheshire High School boys soccer recognition so back to you Dr Solomon thank you very much much Mr pereginian before we just transition really quickly ladies I just want to congratulate you again and and kind of thank you because my brother's a German teacher in Syracuse and he's incredibly passionate about it and he thinks like he has the best students and I get to Peacock over your guy's accomplishments at the dinner table so you thank you um and uh I just want to take a quick moment to acknowledge for alhasa too because she is so immersive in the language and when students take her class they know it's it's it's not a class it's really an experience it's so much about being part of the culture and and also the culture that she creates in her classroom to make it such a fun experience that students Excel to this degree uh congratulations to you as well yeah great job guys um so uh is Mr paragini said we have the opportunity to acknowledge our state champions here this evening uh you open by talking about it being cold but this feels like the Bahamas outside compared to the night that you guys won the state championship awful Frosty out there that night so you guys know how to excel in cold weather and to provide you a more formal congratulations I want to welcome our athletic director mistress Chief trafone to the podium thank you Dr Solon chairman peregrini members of the board it's it's really my honor to present to you tonight uh to Cheshire High School boys soccer team uh along with their coaches as well and our student Mike kind of filled you in a little bit earlier but uh there's been quite a few honors uh this fall with our sport teams and really quite a few honors on their soccer team as well so just an overall um look at them their team finished our team finished 17 wins two losses and one tie overall last year this team made it to the state finals as well but they ended up runner-up losing to number one Farmington this year they returned to the state championship and truly dominated throughout the tournament uh winning the first round second round quarterfinals semifinals on way to the state tournament and they weren't going to be denied uh that state championship so again they earned that ciac class L state championship this year but that's not all that they did I think you know um another honor that they received is they that earned them the number one ranking in the state of Connecticut for boys soccer uh just as yeah that's a definitely an award yeah I also feel I love hanging those uh Championship banners up in our gym but I think just as important is this next award that they received this year was the uh State sportsmanship award which was it's presented by the Connecticut soccer coaches association and that's given to the team that demonstrates the the best fair play and sportsmanship throughout the season and that's just the character of what this team was all year long [Applause] so I I would also be remiss that uh mentioned our girls soccer team who had an outstanding uh season this year as well they also had an All-American on on the team that joined uh Shamir dasnika as well so getting two all-americans uh in soccer is quite an achievement and we've only had two uh samir's the second boys uh All-American in the history of our soccer program so again congratulations to those kids but again turning to our head coach Arturo Bronco he's our world language teacher uh he he oversees uh frohas as well so um congratulations there um he's been our soccer coach for 29 years he's been to the state tournament 27 of those 29 years so he has a little flavor of postseason play and uh and this year he was named coach of the year as well so thank you so at this time folks I'd like to present to you our our 2022 boys soccer championships champions [Applause] I think congratulations thank you foreign well done [Applause] foreign experience thank you congratulations again have a good night [Applause] so moving on to our agenda uh next up is audience is there are there any members from the audience that wishes to address the board as soon as there are none that's okay you don't have to stay sorry merry Christmas happy holidays take care all right uh uh standing committee reports gonna start with curriculum faith um the curriculum committee met this past Monday December 12th um and uh over the course of a very expeditious meeting we approved the minutes we heard um about um our um about our advanced placement dual enrollment and early college experience courses um Maureen Reed gave us a breakdown of the enrollment all told we have almost a thousand kids 979 um enrollments some of those are dual enrollments so they're in um multiple uh Advanced courses but um quite an impressive number and we're continuing to add to these uh programs or these courses in the program studies so our numbers are only going to grow and the reason why we're doing that is because it becomes a uh probably one of the most telling metrics for our um achievement within our school um so in our growth so our academic growth next we heard about three out of country field trips that will take place in 2024 we did not act on them and we need to work out uh confirm some of the dates but they will be to Costa Rica Puerto Rico and Iceland um they are taking board applications if you want to apply um we also heard that um we are going to rename essentially or reclassify our various levels we're going back to the old um what we're all used to which is um honors and instead of competitive college prep and then um just regular courses so um simplify it for everybody also we heard that we will be discontinuing um many of our um e-subscriptions for online readers which we which we bought during covid um the data obviously show the research shows that having a text in hand quality text in hand are far better um a tool for learning to read rather than a tablet and so we will be taking those resources and um revitalizing the classroom libraries which had also kind of suffered under covet as Lost Books and kind of mangled books so um a great Improvement and that will start with the K through second grade and then we will work our way through the the very the remaining Elementary grades and then finally we heard from Mr Hanlon that um there is a ongoing review of the six through eight math textbook over at Dodd and that pretty much summed up our meeting so uh any questions can you run through the change in the classification of Cheshire High School the CCP CP just interested as a parent which high school student yeah absolutely so we're keeping our you know ECE AP classes those are our highest level of academic rigor and then rather than calling it CP and CCP which doesn't seem to ever be really clear that competitive College Prep level of classes will be called honors so we'll have our academic classes our honors classes and our advanced placement classes you bet I know now I have no idea what CCP and CP I mean I get it now but like when I first saw it I didn't understand yeah it was so I think that this is a good change thank you I think this is just a comment I think this nicely aligns with our advanced placement policy Advanced course policy excuse me so I think it's a good change hey Marlene I forget when was that slated to take effect with school year that'll be in place for the following year and it'll be the language will be in the program of studies that's released when students choose their courses later in April thank you yes and go ahead apparently my colleagues on the board are too young to realize that this is the way this is going back to what it was when my kids were in school so not as big a change as you might think thank you Anne as soon as there are no other questions thank you Faith we're going to move on to finance committee uh Mr gripple could not be here this evening so uh who would like to give the finance committee report then okay good evening ladies and gentlemen there was a finance committee meeting that was held on December 6th um in attendance for Mr grippo Ms ham and Ms Rosenberg we covered several items the first of which was food and nutrition and the smart funds program that were provided by the state I'm sure the board remembers that those funds we expected to enable us to provide free student meals through the month of November initially and then we were able to extend those funds to cover us through the end of December was our projection and I'm pleased to let you know that we'll be able to get all the way through um January 13th which is a Friday with the free meal program again using the state funds and and we do have to supplement about two and a half days um worth of free meals by taking it from the food and service budget um you know which is going to be in the neighborhood of about twenty five thousand dollars from the reserve we did want to end the program on a Friday so parents will begin paying for meals actually Tuesday January 17th which is the day after Martin Luther King holiday notices have gone out to parents this is after we held this meeting we we did send notices out actually uh yesterday December 14th we notified the state 30 days prior which is one of the requirements from the state I will add that this ends the free meal program for all students in the district any student who is eligible for free or reduced meals those will kick in so those students will not have any Interruption one of the questions that was asked during the meeting is can parents apply for the free A reduced meal program at any point yes they can it's not set to an open enrollment period so if if a need arises in a household parents can apply at any time and about 15 percent of the students here in Cheshire are eligible for free and reduced meals and if you missed it and you want more details there's an excellent front page article about the free meals program that was written by Peter from the Cheshire Herald you did a great job capturing the essence of that discussion Peter thanks I'll just move along the next part the next um portion of the meeting was really dedicated to the 2324 budget we did provide an update to the finance committee about the things that we were building into the budget um the first was you know due to the enrollment projection we're going up about 73 students in elementary and after reviewing the numbers and looking at class sizes in order to maintain a class size of 18.8 students we will need to increase by Four elementary teachers next year um we then went on to discuss some of the new program requests that have been submitted as part of the budget process by our principals and department heads and those are still being evaluated uh there were requests for Staffing from across the district and in some of our departments and those will be incorporated to the extent they're approved by Dr Solon and his superintendent's budget recommendation and the um first presentation of the budget will be on January 12th by Dr Solon and then the last item we discussed at that finance committee meeting was the question about the bounce forward Staffing phase in the bounce forward program is essentially what um Dr Solon used to describe as what we need to do Post pandemic to recover from any learning loss and provide the services that our students need and essentially that program is funded through the Esser funding that we received and that extra funding continues through September of 2024 so it will carry us beyond the 2324 budget that they're we're developing so we we won't be phasing in any of those positions that are covered by that Grant in the 2324 budget that you'll be seeing next month um but it's in the following year to the extent that we want to carry any of those positions into the following Year's budget when we would have to fund those through the operating budget so none of that's been determined but that was the update that was provided at the finance committee meeting and that's the essence of the meeting there are any questions or comments or the Dr Solon would like to add on Bounce forward or the committee members would like to discuss all yours yeah just with regard you mentioned if I were to do correctly you mentioned right now based on current and Elementary School enrollment you're thinking there's a potential to ask for four new elementary school teachers for next year yes we'll we'll need it in order to keep class size at the 18.8 average that we're in this year okay so the the Elementary Schools Enrollment is increasing right now sort of the flip side of that is Dodd in high school are those enrollments falling still and so my question is basically is there any potential you know for you know some retirements there that don't need to be backfilled or you could offset it with Elementary School teachers anything you see right now that that was part of the discussion certainly and and what we're considering as we are in the Final Phase of assembling the budget but just the projection calls for an increase of 19 students in the middle school so we'll stay roughly flat to where we are the high school is projected to decrease by 51 students and the high school doesn't really run on class size only it's also course offerings so that is you know one of the considerations for Dr Solon and Marlene Solano and Mary gatta our high school principal whether there are you know reductions that are possible they had to offset the increases yeah the only thing I would add there been is that um I want to remind everybody that we're in the third year of a phase-in where in the contract negotiations we went from six periods that teachers taught six periods to five and there were a lot of reasons for that that you know we could enumerate someplace else but basically uh when we do that um there's a higher demand for for Staffing we did this intentionally during this time uh through the negotiations because we knew that the enrollment was at a lower point and that it wouldn't cost us money to to do that so we're in the last year of that phase-in next year so we're evaluating that as well as the uh has been said the course offerings and potential retirements nobody has declared that they are retiring yet at this point which is really certainly typical in terms of timing thing but we're certainly looking at all of that before I think our presentation is January 10th if my memory serves 12th so we'll have certainly a lot more conversation on that all next month sure no it's on your radar so I appreciate that absolutely yeah thanks no one else has questions for Mr Messianic okay Thank You Vince I assume there's no medical report I don't have medical benefits [Music] thank you moving on to policy I can't do a finance report if you'd like I'm sorry huh there's a finance report though fine I have just two things to tell you because the budget is still holding as we had discussed last month the one thing that I did get an update on eversource did release their electricity rates 24 cents roughly for commercial accounts per kilowatt hour we're currently or we were at eight cents based on a long-term lock we had with Constellation Energy what we were able to negotiate is beginning February 22nd we were able to lock in an electricity rate for all our schools at 12.94 cents so it's just between early December through February 22nd will be at the at the market rate but not from eversource we're going to stay with consolation where we believe we will do much better than 24 cents I can't quote you a number yet but we just have to get from here to February 22nd and then we're locked through November 20th and the other quick update is that um we raise the cap on non-payroll expenditures from 40 to 50 percent pretty comfortable that we could do that and don't want to fall too far behind on any school-based needs so that went into effect in early December we'll continue to Monitor and um report on any changes in the budget that concludes the finance report thank you Vincent you're welcome now policy I got it thank you Tony uh so policymet uh policy met earlier this week I had a first reading on um strategicals performance standards policy this is um it was really a housekeeping discussion all we were doing was uh tying our strategic goals performance standards into the Strategic goals that we had that we as a board voted on a couple months maybe one or two months ago September okay so all we were doing was basically just deleting um some stuff that wasn't relevant that we had already voted on in a separate unrelated uh unrelated action but it's exactly the same topic just clearing it cleaning it up a little bit um the next topic we discussed nepotism the next policy we discussed was nepotism this was an outcrop of a discussion we had with our attorney maybe a month ago and the short the short story is that um I think the consensus was we wanted to tighten up our nepotism policy and during the discussion with the attorney we learned that the state law was a little bit different than our understanding and we were able to tighten it up those were first readings the second reading was uh administering medication opioid overdose prevention Jeff correct me from if I got anything wrong here but basically what we're doing is similar to having defrible defibrillators around the high school or our schools we are now going to have Narcan basically as yeah um the only people who are who will be allowed to administer it are people who are certified to do that which by and large is the nurses in the schools although there could be other people who are uh certified to do it so it's something we certainly hope we never use but then we also hope we never use a defibrillator either so uh with regard to the third policy readings the first one we had was the school activity fund and the only change that we're making on that was um changing a title of a person from director of management and Personnel to Chief Operating Officer so it's from my perspective that was just another housekeeping topic there and the second and Final policy that we discussed for a third reading was electronic Boe meetings so we've had you know legislation enabling this and so this is where we want to go um allowing Board of Ed meetings to be held remotely particularly in compliance with the Freedom of Information Act by one point on this that I've said before and I I am repeating now I do hope that people who as we enter uh you know 11 months from now we'll be having a local election including Board of Ed and I do hope that people keep electronic virtual meetings in mind because I know when I ran three years ago I was concerned about going out to meetings like we're here right now you know I've got two young ones at home and that's not something I necessarily want to do but having the remote meetings that we all learned I imagine most of us really got used to it during covid um so we're just we're allowing that and I think it's I think it's a huge plus to be able to have that for people who may have been on the fence because they just didn't want that many nights out at meetings but are deeply interested in what happens in our school system foreign with that I like to make a motion and then have a discussion I got it right here um that the Cheshire Board of Ed give a third and final reading to policy number three four five three school activity fund and 9321.2 electronic Board of Education meetings and direct the superintendent to put said policy and bylaw into immediate effect second Andrew seconds discussion yes so I have a question about the electronic Board of Education meetings um I was under the impression that that was dictated by state statute are we not it is and the state law now provides for these meetings to take place and they haven't cut back because now there's a there's a defined um protocol that you have to follow so for example if we're going to hold the remote meeting rather than one day advanced posting you have to have two days Advanced posting uh if somebody requests a in-person like an effect terminal to attend to they can do that so as long as we follow those protocols it's it's now allowable under State Statute oh great so they're they're not planning to do away with it just because covet is made yeah air quotes uh great thank you thank you Anne faith so just help me a little bit with these electronic meetings they are going to um realistically how frequent do you see them um will they will we try to keep them at the committee level um or is it that some people can if not Tim not say but I mean if Tim can't get out of the house because he has to put one of the kids to bed does he then just not be here with us but he can zoom in I mean how is this going to practically work if do you think I'm happy to take that to me I think the the key word here is flexibility and that um you know the policy committee actually has been kind of employing this for a while now where um you know if there's a meeting where we think anybody might show up um because it's not typical uh you know committee meetings are really designed to do the work of the board in public not necessarily a public meeting the way a board meeting is but with the policy committee meetings we'll um if we think anybody's going to show up with like the last last month the one that Tim referenced we held that one um in person and then this month we held it virtually if anybody wanted to be there in person I was at the office so if a one member of the board wanted to come they could have come and been in person it's just providing that flexibility and I think Tim spoke to one of the uh maybe not obvious benefits of of being able to have that flexibility board meetings are really meetings of the public more so than meetings held you know where the public can can view and so I don't foresee those being um you know virtual uh just my own opinion and that would obviously depend on how things evolved in time and the needs of the board and the community but I just don't foresee that happening in the near future great yes then yeah I just for me as a chairman of any committee it I would I would use my best guess as to whether people would actually show up so I've been doing I've been committee chairs on the council in here going back 20 years and most committee meetings as you know faith maybe the public doesn't know most could be yeah we have zero people in attendance except for a journalist with us um most most committee meetings get relatively few people um and so I would not really hesitate in holding a committee meeting remotely with my basic expectation that nobody's going to be attending it if I have any reason to believe that even just one person could show up I actually would be pretty happy um and then I would then I would uh make it I would do everything I can to make it happen in person I I have no interest in like creating a situation where it's like avoiding the public which I mean there are some politicians that actually do that elected officials that's not the intent here at all for me at least thank you thank you Tim yeah I think this is great I know it worked well during um the covet pandemic for for a lot of boards occasion and that was uh uh really not law uh any the state and looked at it last year and I think there was vote on recently to let boards have meetings virtually uh every boards need is going to be different so we can utilize this as we see fit and within reason I think so far this this year and even last year uh the committee committees that utilized that utilized it well and again I don't foresee us going completely virtual uh but at least we have that flexibility should the need arise so thank you for moving this forward things that there are no other questions on the motion the motion is move the treasure board education give a third and final reading to policy number 3453 school activity fund and bylaw 93-21.2 the tronic board education meetings and direct the superintendent to put said policy and by law into immediate effect all those in favor please raise your hands is unanimous thank you team uh anything else out of policy uh Sam I just had two questions that was not present at the previous meeting so the first question is asked you for Dr sotel I know remember talking about Tim I think asked this about the narcon whether janitors or after school Personnel would be trained on it I don't know if we followed up on the last meeting about that um I didn't clarify with uh I don't know if you know that then did Nancy train our maintenance Personnel I don't think so I don't think so the both Narcan and AED are really designed to be uh utilized by lay people uh with the directions clearly on them the AED is literally talks you through the process Narcan has a directions on the bottle it's a nasal inhaler is we discussed in our policy meeting you can't hurt somebody with Narcan uh it will revive people who are suffering a drug overdose but I actually just had first aid training earlier this week and you know Narcan and like I said it's like an EpiPen It's Not Gonna Hurt You per se but it could save your life um and when people ask me why Narcan you know do we have a drug overdose problem we don't have a heart attack problem either but it can save lives and it's easy to stock so you know if God forbid it was your brother's sister or family member you know uh you you'd want to have it available so we do and then my second is really more of a clerical I wasn't present so I could not have voted in second emotion on the notes in spirit well but um we'll correct that though we know what you meant we knew how you felt thank you Sam I was in another committee meeting uh just so uh Narcan has actually been in our schools for some time there's nothing new but it's just making it available along with the AED locations available in the if you go through the buildings you'll see there's a white box on the wall with a yellow alarm if you open the the door it alarms quite loudly in order to make sure that uh Narcan is available in some of those locations but definitely in the nurse's office yes do we um so it's just a single dose I mean there's like you said there's nothing do we administer any other drugs like epinephrine or anything uh do we and how how what kind of Supply do we keep on on in stock on these things I would call The Supply limited um like aeds we really only have the Narcan with the aeds and some in the nurse's office but not a lot um uh the it's it's very limited um and the supply of Narcan that we have was provided to us actually through a grant financially so but we don't do epinephrine or anything yeah absolutely yes absolutely yeah and and most students who have significant allergies um depending on their age you either carry them with them uh and certainly stock the nurse's office and we have them available in the nurse's office as well and into these expire yes um so what's the do you know what the shelf life is I don't um but we adhere to the expiration dates and turnover uh stock is necessary thank you uh we actually do have understanding committee legislative Tim you want to give an update in the recent meeting thank you Tony yeah my first question before getting into that have we have we scheduled a meeting with our legislators do we have anything on the books or tentative have any have we reached out to him and asked him if they would come join us not yet um okay I think once we review this if you're you're comfortable scheduling that okay then we'll certainly Reach Out Post taste and put something on the books okay and do you do we do you know the deadline for them to submit legislation if this came up if they agreed with some of the requests that we make I don't know the deadline okay the the next session begins in January uh the it's usually within the first couple of weeks of the legislative cycle though yeah I just want to be I want to be sensitive to that in case there is anything that we can do because I'm thinking it could be as early as maybe January 10th full disclosure here with the items that we're listing we're not the only people advocating for many of these things so I would think that um they're on the radar but I think a personal conversation with our legislators as you recommend is certainly meaningful it might bring anything that is floating around person make it personal to them okay to their constituents okay so you have every expectation that bills will be introduced on all these topics I'm feeling pretty pretty confident okay okay all right so I will I will run through it now um all right so the uh the first item so this is a list I'm going to run through a list of items that the superintendent brought to us I think it's six items that we went through and I will just try to give a brief explanation on them excess cost reimbursement this is basically funding the state makes a promise with regard to how much funding they will provide for special ed students and in most years probably every year for a long time the promise has not been fulfilled in terms of the actual funding so we're just requesting the full funding of that program the right to read act this is uh this is a policy that came down from the State Department of Education is that well it's a the legislature passed the law okay that um through the um the uh the bill at the end of the so the implementer bill implementer thank you yeah through the implementer bill and basically indicated that the um the state must employ a reading program in grades K through three that addresses all facets of the science of reading in that process then the State Department of Education created a committee uh ultimately that committee passed down five reading programs that they indicated that districts must use in a survey of districts only 11 districts in Connecticut were currently using one of those five and they weren't the 11 highest achieving reading you know score districts in Connecticut um and so there was a lot of consternation about that and even legal opinion that the state couldn't prescribe how we do it they can prescribe what we teach but not how we teach it so there has been um a lot of back and forth between the State Department of Education and local districts over the last couple of months literally 5 45 I think it was today we received an email from sde about the waiver for this uh which is now due in February um it would come at Great expense not just to purchase a new program but train our people in the implementation of that program and particularly if that program doesn't have proven positive results and our reading scores are really quite good so you know I think there's a strong likelihood that starting tomorrow when I review that with Marlene and and Kevin and people like Pat Castle who's our reading specialist that will be applying for the waiver but more to come on that and our our point is that this the way we we would want clarification on this bill that the state is not prescribing a specific plan you know that we use Eureka for Math and we've had great success with that if the state came down tomorrow and said well no you have to use a different math program yeah I think we would be justifiably upset the same situation exists here in essence and so we want to just clarify that language and like I said you know before there are many districts um Adventure I guess all but 11 who are quite frustrated with this so I can tell you yeah every every Board of Ed as well it came as um against it in fact this is one of the let's say priorities that Kay voted to bring to legislature in January so it's not again it comes down to the effective program not telling us how to do it yeah no they're micromanaging at a level that is foreign accessible they should even be considering um and one of the points that I'll just make for the public uh from my perspective what the superintendent mentioned with the implementer bill so there's lots of bills that pass during the legislative session and then including the budget typically passes and then after all that is said and done there's an implementer bill that is supposed to be the technical measures required to actually Implement these laws and it is not uncommon for things to get stuck in the implementer bill and become law and this sounds like it's one of them um which just reminds me that I following the process is probably a good thing um teacher shortages they are not really affecting us right now directly in Cheshire but it is a topic that is affecting the state um see teacher evaluation the intent here is to change the way teachers are evaluated to make it more of a a long-term process which had something that happens over time with more and shorter conversations shorter observations so the total amount of time required for the teacher evaluation may be the same but it's not just you know three hours at the end of the year it's 15 minutes you know 12 times over the course of the Year something along those lines and that but that would require a change in state law the virtual learning was this sorry if you want to take this Jeff that was where they is that where they uh prohibited it no not necessarily the virtual learning piece is you know the um important point that was made earlier about during the pandemic I think we've we've learned a lot about how to be able to navigate the world uh digitally and that this isn't optimal and we wouldn't um necessarily be utilizing this much but I think the the point is uh I had a request not that long ago that hey you know the number of illnesses in this building are getting quite High you know what about having a remote day something that could be scheduled you know like all right well this Friday we're hitting almost 20 percent absenteeism in a building we want to knock down the spread a little bit we could do a remote day for that building with advanced notice or snowmageddon is coming and we all know that we're going to get 30 inches of snow on Tuesday with enough advance notice we could uh you know initiate a remote day if we could do that you know I'm not not asking for 180 days a year maybe a cap of three or something that um could maintain continuity we're not adding days to the end of the year uh things like that um that would be something I think worth pursuing the other piece of that that I think we would like to see in light of the shortage of teachers uh use the story that you know there was a point when I was Cheshire High School principal we were hiring a Latin teacher and I was seriously considering a woman who was a secretary at a for a church because she was familiar with the Latin mass that was the level of Latin that I was this was like the top uh of the pool but if we had a opportunity to provide remote classes you know through like Aces or something where as some teaching positions are very difficult to fill we could offer that opportunity for our kids and benefit that way through the collaboration so that's the virtual learning piece yes so and uh so you mentioned if the state uh uh is not allowing it so we got a report actually all boards got report I think a month or so ago from the state department education where study was done about remote learning and it was a task put together that us and I've talked to almost all the legislators they they know much about it long story short and I report um they talk about the benefits of remote learning covet it's very lengthy the recommendation was not to mandate a Statewide virtual learning program because of the cost of 700 million dollars so what they recommended is to study further potentially these kind of scenarios so it's still more to be had but so right now we can't even do it if we wanted to but at least the state studied it and they're trying to find SDS trying to find ways to see what parts of it might be feasible it could be determined you know so that's what it's worth yes yeah I would just said that you know we invested and probably other school districts as well we invested a lot of money in a lot of technology to be able to uh be more Nimble during the pandemic and in my in my senses that it only makes sense to have that flexibility when we need it and it's not the same thing if you're adding a day here and there three days a year as Dr Solon stated it's not the same thing as having remote learning it's it's just a way to supplement conditions that are unpredictable and extenuating circumstances I guess is what I and particularly when we realize that the world is Shifting to a greater degree of remote employees and college students and everything else that there's a benefit to be had from a learning perspective too that's all right yeah I'm not uh with my kids both being in elementary school I saw first firsthand up close I'm not a real fan of virtual learning or remote learning by and large but having our options available makes sense and I also think that there's definitely a difference I mean a senior in high school is not the same as a kindergarten or first grader I think Charter Oak State College they do a lot of stuff remote for college age kids um you know you're a senior in high school I think it could work out quite well for depending on the student anyway I think I I do want to keep our options open um education cost sharing the law changed it's being phased in the overall impact on Cheshire is expected to be assuming funding level State static over the course of years our funding level drops about ten thousand dollars a year for seven years but ecds it generally is it's generally not funded fully anyway right so I mean we can ask for full funding for ECS as well as full funding for all the mandates um is there anything was there anything specific that you were you were requesting for a change in the ECS the way it was the way it's being phased in yeah well at the least can we stop the phase then okay at the most can we fully fund yeah okay I mean that shifts the burden from the tax local tax base to the state um I mean I guess you could make the argument we're paying it one way or another but um I think we do a pretty good job managing our resources locally supporting the you know the state the state ECS as it was written who I think would be a great step forward for our community um so that was that was it for the superintendent's requests uh you wondering um we just have one more page with the main oh there was yep oh yes yeah actually a page and a half of mandates oh the list of mandates okay so I don't know if Mike can see that here here's the list of uh unfunded underfunded and uh other mandates which are simply restrictive in nature I guess I'm thinking that probably covers everything there um many of which have some sort of uh Financial impact on us so yeah simply fully funding them would be great now we didn't so the the policy committee did not actually vote on the superintendent's uh requests I think we could get the legislators to come speak to us what I would like to ask is if anybody had anything else that they might feel strongly about in terms of a discussion that we would raise with legislators uh I I think if legislative get together and review response as you could and we're not gonna do that tonight this is just a committee report not a legislative committee meeting okay but I I just want to make sure we get stuff if there is anything out there yeah just um ping me about it yeah I'm trying to also uh get a list of the legislative priorities that Kate voted on last month it's extensive there's actually a book uh we went through everything from everything that's listed here through uh more opportunities to recruit teachers because the teacher's shortage uh fully funding ECS people are very livid about that because um some some this phase is affecting a lot of communities to uh even the way um School construction projects are reimbursed and uh you know uh chesher they kind of knew about Cheshire wondering how our rate went up when I forget the gentleman from a town where theirs is like 27 reimbursing I'm like I guess you gotta talk to your legislator so there's there's a whole slew of things there they're publishing it now so I assume we'll get that probably first week of January but I I think there'll be more ideas there but I did nothing out of the ordinary it's just I think we're just asking folks to fund what's being mandated at the end of the day you know but better than that I think that I think the my main concern is this I appreciate everything that the superintendent gave us but I don't want anyone on the board of ed to think in any way that we're you know I want it to be limited to what the superintendent's thoughts are I mean I hope that all of us you know bring forward ideas in the discussion one of the things I mentioned was gender identity that I just want to raise with the state legislators when they're here but just want everybody to bring some thoughts great faith the only one ideas here we go um I look at this and um you know for example the right to read the man hours that we're going to have to put in to get the waiver are just I don't even know if you've even begun to calculate that um uh the teacher evaluations we have a flexible evaluation system here that you have to get a waiver for every year um you know we have three pages I don't how many mandates are we here some of them probably obsolete none of them carry a Sunset date none of them are ever reviewed to see if they're even still value valid and I go back to the this is quixotic this will never happen but the way educational law is set up in the state we all are agents of the state we all have to work in accordance or act in accordance with State interests and the state is now arguing let's just take right to read that they need to tell us when we have a great reading program what we have to do something's got to change you know this is about District autonomy and we don't we are at the Winds of the state and we're seeing that especially with this particular Bill once this gets resolved there will be another one so I am just I on my bully pulpit here but I just we have got I think to argue for our autonomy we're a good District we are not going to sell our kids short and I the distrust that is behind this just kind of is um discouraging I think so um if I could wave my magic wand we would somehow fix this but uh I can't so but anyway I got it on my record so or on the record so thank you very much for letting me say that thank you faith maybe we'll just schedule a time to bring folks and I mean this isn't anything that is a formalized platform you know we can review things I can share the cab information when it's available we you know you can review this this is in no way shape or form the only things that we can talk about I think we would design it to be conversational this is just gives us a little bit of structure if we wanted to add more to the structures Tim mentioned I would encourage you to reach out to Tim in the meantime if there's an appetite for it I will reach out to our legislators and try and schedule that at the next available opportunity looks like there isn't that Faith would uh knock me off my chair if I didn't no so yeah absolutely no definitely is I think I remember asking reaching out to our Representatives uh last month to see a development and I did talk I did meet with two of them uh separately because uh they couldn't attend a cave conference but they were great enough to meet afterwards I told them that this was being worked on and they absolutely want to be here great uh once they have some dates and unfortunately I reached out to all of them I only heard from two but it's usual too so not worried about it great thank you uh go ahead and then then Sam well I'm sorry did I jump in I just want to share my frustrations and in agreement with faith on the right to read um I think it just goes to show what happens when the legislator throws things in in the 11th hour and that's that's just not good policy it's not a good way to operate and um maybe that should stop so thanks for saying it faith I agree that the that practice may not be the best in the world but when you honestly when you full transparency here when you look at the um the legislation itself it's it's really not onerous um that's more suggestive unfortunately I feel like the breakdown occurred after the legislation with the way that it was uh put into practice uh not to throw anybody under the bus but I think you know uh it got a little sideways with the the committee in the sde unfortunately but you know hopefully we're working that out it was when it went to committee was when they that's post committee like so the legislature there's not a legislative committee this is a committee designed by sde uh with reading specialists and there was definitely a breakdown there yeah yeah I get it thank you yep so I I appreciate the listing Dr Solon that you have here because obviously my day job the impact over there is greater than what we are experiencing here but the message that I would like our legislators to understand is what happened next door is clearly going to impact Us in some way shape or form to a you know hopefully not a higher degree um I'm particularly staring at number five with the virtual learning and you know the opportunities I think we discussed this in the past already with students being able to um you know a language is one key item you know we may not have the course options here for kids but if they are able to virtually you know sign in and access that we're just losing a lot of opportunity here um and I I definitely agree with the right to read act the cost implications are massive and um I'm dealing with it now but I think at at some point the state does need to realize that if you're asking us to differentiate instruction for children you need to differentiate for districts as well too so thank you everyone so any topics uh for our potential session with our Representatives please send to Dr song and Oregon CC Tim and legislative committee um and I'll try to get out what k um try to get us sooner and later so you guys can get ideas some things that are out there but um other than that thank you very much for the update and discussion uh up next is approval minutes in our packets we do have uh minutes from the meeting held on November 17th with someone like to make a motion and I move that the Cheshire Board of Education approved the minutes from the meeting held on November 17 2022.

okay very well during that um is there any public comment in item 2.01 Mr President there are no requests for public comment at this time okay seeing uh okay going once going twice see no further comment from the public uh the floor is yours student advisory committee thank you board president this is a very exciting moment and I'm gonna be asking uh Miss Sandra Garcia and Dr Ivy almasan to present to the board the this presentation and hello Mr Liu is so good I'm so glad to see you tonight good evening um for president um fan and we're the trustee superintendent Bauer Dr Bauer um Sandra Garcia and I am here this evening to present to you um information on student advisory committee that we are proposing to start in Alum Rock I'm going to go ahead and share my screen and I have this evening with me Dr Amy Amazon and um Andrew Liu who is a former student of ours and Dr Amazon will be will be introducing him soon um this idea has been um something that we've been working on for a while now and I want to thank um um Mr Andrew Liu for um working with me on this and for um being persistent and um helping me work through all of the details of uh this idea and bringing it forward to you today um so that we can get this started in Alum Rock I'm going to go ahead and turn it over now to Dr Amazon all right thank you uh Miss Garcia I may have the next slide please all right so good evening uh president Board of Trustees superintendent Dr Bauer and our arusd community when I served as the coordinator of state and federal in 2019 Mrs Garcia and I um Extended the lcat forums to include student representation and voice and we had the first student lcap Forum in 2020 before the pandemic and we have had one since its Inception and so each Middle School chose approximately 15 to 20 student reps to participate and provide their ideas and feedback in the lcap and when I speak of middle school I also include the K-8 middle schoolers as well so in 2021 uh we continued the student lcap forums through zoom and that was when we met an eighth grade student at the time from Renaissance at Fisher who spoke very passionately and eloquently on the idea of creating a formal student committee where students could share their input and ideas on matters that affect them directly and so this proud arusd alumni is with us tonight and it is a privilege to introduce Andrew Liu who is our next speaker in our presentation so Andrew I'm going to turn it over to you and thank you for the opportunity and thank you uh Board of Trustees uh firstly I'd like to thank you thank the school district for collaborating with me to um create this unique opportunity for Alum Rock students to really get their voice and have their input being heard again I am a proud Renaissance at Fisher alumni where I served as the first ASB president I now attend William C Overfelt um and I'd like to share that I know I have the distinct honor of serving on the San Jose youth commission representing District Five and over 300 30 000 youth as an appointee of the San Jose City Council and a few months ago I had the honor of meeting the U.S ambassador to the UN and now I've recently been selected to become a semi-finalist for the U.S department of State's national security program for youth and to the students of uh Alum Rock and Union High School District I want to say that this Council uh was established so that your voice will be heard um and that I want you to know that you can achieve anything you dream to be um and I'd like to end that there and thank the board and um the people who've worked on this with me thank you Andrew so I'm going to go ahead and share a little bit of information on what the school advisory committee um is so the school the the Sac or School advisory committee uh will consist of 16 student members uh we will have two elected student members from each Middle School including the K-8 sites um the students must be in good standing it's not based on GPA or uh the students with the highest GPA or the best students in the school uh what we do want is for students to have good attendance to have good behavior and homework completion to be part of the committee as it is an additional responsibility to be on this committee uh we will elect three officers on the committee there will be a chairperson a vice chairperson and a clerk and uh it will be facilitated by a designated District liaison so in thinking about the work around the student advisory committee we really wanted to bring some Focus to what the committee will work on and um these are the four areas that we propose for the school advisory committee as part of the work in on this committee um this as Dr Amazon stated earlier we did begin forming this group to provide input to our lcap which has been very helpful to have that student voice in determining the needs of students in our district so that will continue in any other you know plans that we um uh we fill are where the student voice is needed to um to reflect to be reflected in the plan uh the other Focus area will be on leadership development as you can see um Andrew has taken on other leadership roles after leaving Alum Rock and that's what we want for our students it's for those who aspire to have leadership positions in the future or to be in leadership positions to be able to have that developed when they leave Alum Rock so we'll definitely work on strengthening member skills and expanding any opportunities they might have outside of the school advisory committee the third Focus area will be promoting a positive School climate and culture as you all know this is something that we are all working on and is a focus area for all of our schools this year coming back from two years of the pandemic and really needing this area to be a focus for all of our students to solidify SEL in schools and take on topics such as bullying as something to really look into and come to some solutions for and the fourth area Focus will be diversity and inclusion and we all know how important that is for all of our students to feel like they belong to our school to our community that we ensure diverse integrated and fair schools for all of our students in Alum Rock and really taking on that topic with this group to see how we can continue to improve in this area so as we were meeting and developing the school advisory committee what it would look like and putting together some draft bylaws I came to learn that this year we have some new legislation and the legislation SB 997 for lcap engagement requires that by the year 2024 July 1st 2024 all school districts have to have some sort of student committee established in their District it's either adding two pupils to the parent advisory committee which would be the district advisory committee or establishing a student advisory committee and so I just want to say as usual Alum Rock is ahead of the game we're two years ahead of the game and we have we already have our student advisory committee proposal here in front of you tonight so Trailblazers in this endeavor so the next steps for the student advisory committee are to share the details of this committee with principals to identify a school advisory committee advisor to hold site nominations and elections and we look to hold our first meeting in February I just want to end with this quote we must remember that our students are innately creative Innovative and collaborative and that we suppress these things with our control empowerment is the key that will unlock them thank you okay thank you very much Sandra Dr Amazon and Andrew uh doing at this time I'd like to open it up to questions and comments from members of the board uh more clerk Quintero um very excited that uh we're moving ahead and we're embracing this opportunity to provide um leadership development opportunities for our for our students I think it's always important to um continue to engage in enlisting feedback I think this is a good venue but also creating those opportunities for students to be able to in um the manner which we've decided as a society this Western culture that we have committees we have uh you know elements of our organization that where people can provide feedback and so you know many of our students come from uh you know first generation households where they may have not had uh those opportunities as important as part of the political socialization and I know that many people think political oh it's dirty word no it's it's a term that you know it's it's a scientific term an academic term and I think it's very important that for the purpose of political socialization or children uh our students know how to engage and uh in these various bodies because they're going to do that at city council later on they're going to do that for County Board of Supervisors uh with the state legislature Federal at the federal level and so very excited thank you very much for bringing this forward ahead of the the required time those are my comments okay thank you all right uh board vice president Herrera lawera thank you um I want to thank Andrew for being so persistent and sending emails and following up um you know that shows a a good leader within our community uh very proud you know being that we are residents of D5 for the work you're doing um on behalf of the local Community State you know and and nationally and internationally I'm sure you will be as well um so I appreciate you wanting to give back you know um that's a true uh leader you know when you come back and not forget where you came from so um you know thinking of all your teachers and mentors that you had here in Alum Rock that you know instilled along with of course your parents um you know those the foundational qualities that you needed in order to be here today um for me it was important to hear um you know in regards to the good standing I was gonna ask about that but you answered it for me Sunday in your presentation thank you um because we know that not a lot of students have similar upbringings or opportunities um that you know might have uh been presented to them so um and I yeah and it's just a new reality um and I understand also the importance of good standing and ensuring that our our children know um the values and the skills needed in order to be productive in the future so you know it's that fine balance right as Educators so thank you for addressing that um so yeah I'm just really excited to support this and to see the future uh thank you staff for supporting um this Vision you know um and Andrew for you know being a part of this um founding you know the founding member member right of this uh committee looking forward to the many um board reports that we'll get from our youth in the future thank you all right uh trustee harana yes thank you I also wanted to um thank Mr Liu for your efforts um in working with this this project this initiative this effort that the district is going forward with says a lot about you as in your character and you know the potential that you I look forward to seeing from you um in the future with our district and whatever you decide to do in terms of overall um this I you know I I heard and I appreciate some of the words that I've heard so far from uh trustee Quintero and and the words like political and Leadership and you know those kinds of words that are important to a lot of our students who who will become leaders or who are leaders now or who eventually may become those people who legislate for the rest of us down the line but I think also for me a word that I know I've had conversations some publicly here some with Dr Bauer around the idea of citizenship for our students I think in the elementary and the Middle School level that concept of citizenship is is very important in what that looks like you know not every student will necessarily become quote unquote a leader although every student is I think a leader in their own right but I think understanding in our system and our society and our country what us being a good citizen is what the responsibilities of are of a citizen are is foundational to everything that we do leadership politics all that stuff I think learning how to be a citizen and how to take part in the processes is important so that's the piece in addition to what I've heard so far that um I'm excited about I'm happy for our progress on this and being a couple years ahead of the curve um and you know I look forward to where this will go so thank you thank you again Mr okay uh paper questions or comments from the board yeah okay I just want to thank Andrew for your work and your time and effort that you're putting in thank you very much for still contributing to now thanks thank you Sandra thank you Dr Amazon and uh thank you Andrew for uh your work on this and congratulations to you Andrew you know you're an example uh what a good education can do and uh you know I congratulate you on your achievements thus far and I'm confident that there will be you know this is just the start of bigger and better things down the road uh I'll just sum it up like this uh you know the first part is this is I think this is a great way to you know get our students uh give ourselves a deeper understanding of Civic engagement this is an opportunity to reinforce what they learn in social studies American you know world history stake history American history uh it's one thing to or was it read from a book or to go to a field trip but this is an opportunity to put put what what one is learned in the practice and I think that this is uh gives gives our kids uh understanding of what it is to participate in a public forum and this will serve our kid you know all kids uh in the future uh very well as they mature and develop and become adults and citizens and participate in uh our Democratic political system uh the second part is that uh uh and I'll quote Calvin and Hobbs I'm a reader of their Comics but uh Miss wormwood always tells Calvin that uh what is it what you get out of school is what you put into it and so uh you know our our job is to give children the best education possible the most relevant education possible and you know it's we we don't know what we need to do unless we hear from the parents and the children and so this is an opportunity for uh kids to help shape their own educational experience for the better and that you know hopefully uh you know when we start getting the reports uh you know we'll have better idea of what we need to do to uh make sure that we provide the best possible and most relevant education so with that I again thank the student advisory committee and Andrew very much for all your hard work okay so with that uh thank you so much uh so now we'll move on to the spiritual oh I didn't understand it just started so if you'll enjoy yeah not on this item but on something I forgot during the shuffling or the of the agenda yes um in its regards to a request that we adjourn in the memory of perva uh Bud Joe yes and so um let me go ahead and introduce the reason why um herbal but Joe passed away on December 1st he was surrounded by his family but it was a long time member of the and officer of the Alps and the reason I asked that we adjourn is in Buzz memories due to the fact that bud was a member of the Alum Rock family uh bud is a retired principal of Alum Rock and our very own Jocelyn Mertz I actually shared with you when I uh asked her about uh but that he happened to be her first principal here at elmark uh right there at Lindale so um she had nothing but great things to say about him you know the Alum Rock family is um has uh good memories of her butt joke and so I asked that we adjourn in his memory when it's when we come to the end of the building probably do we need a vote on that or no uh you can just uh have a consensus okay let's say you're going to board which is okay so we'll take uh do I have any questions and comments from members of the board so I I will take that as that there is a general consensus of the board that uh we adjourn in memory of uh Mr Joe uh you know at the end of the meeting so uh with that said we'll move to item number three uh public members who wish to address the board uh I am 3.1 request to address the board provides members of the public an opportunity to speak to the board about any manner under the jurisdiction of the board and not otherwise on the agenda those who wish to address specific agenda items will have an opportunity to do so when that agenda item is introduced and presented during this meeting individuals wishing to speak are requested to submit a comment or request for all comment as specified above there is a two-minute time limit for each speaker the board will automatically refer to staff any formal written requests that are brought before them at this time written matters may be placed on a future meeting so with that said uh is there any members of the public pushing to comment at this time Mr President there are no requests for public comment at this time okay thank you Louise so uh let's see you're going once going twice you know for the public comment we'll move on to the item number four oh wait a minute I think I actually present there's actually two requests for public company I I see them so alrighty uh first off uh Mary Lou bellman's uh Mary Lou the floor is yours hello Mary Lou uh you know me if Mary Lou's not there uh we can go to the next person on on the list and then we can come back to Marilu so who's Louise who's next person on the list yeah the next person on the list is still in uh to Linda please unmute yourself and your timer will begin as soon as you start talking okay Miss Mendoza the floor is yours hi um before I speak before you begin my timer there are several of us speaking there's six of us um good evening Dr Hilaria Bauer and superintendent in Alum Rock School of Trustees for the last three years Maria Lupita Gutierrez was her vice principal and she was doing an excellent job from the perspective of teachers and staff Miss Gutierrez would be visible all over campus as early as 7 A.M to late evening this year Miss Gutierrez was promoted to principal she began the year with some summer Retreats that continued up until just before the school year began this planning was geared towards the expectations for the Academic Year the focus points were to refine instruction and assessments in academic areas and to collaborate within great bands it was clear that this year was going to be different and finally we were going to move toward common goals Gutierrez positive energy was contagious good evening my name is Wendy Cruz alcantar and I will continue with the letter as if you can please go back to two minutes for those of you who have not met Miss Gutierrez she is very supportive just as she has been in the prior years she is visible all over campus working with students parents and teachers through her hard work and commitment to her school she has earned her respect and has developed a report with adelantic Community additionally she works closely with her parent liaison PTA and teacher leave committees to ensure our school is on track with all events planned her communication with the staff is clear and our emails to Ms Gutierrez are utmost importance and our answer probably whenever she's unsure about something she always makes sure to say I don't know or I am unsure but I will check and we'll get back to you she always got back to us up to November 9th when her emails bounced back Miss Gutierrez delegates but she also gets involved to help us she gets in the arena with us and this is what makes her unique yeah good evening my name is Laura Fuentes and I will continue the letter this year we had anticipated a very productive year with the leadership of our new principal Miss Gutierrez only to have it abruptly turned upside down at the beginning of the year we had an incident at our school with the mask mandate that Drew a lot of unwelcome attention to our school but our principal was there for us to help us move on and stay on track with our goals for the year in addition to having student behavior issues handled differently based on how influential their parents are Ms Gutierrez was there advocating for all students not just a few when the news broke involving a staff member and we needed our principal's guidance to our surprise she was also gone and we were left deserted to add insult to injury we are being kept in the dark with no answers all of these issues have triggered significant amounts of stress levels and no amount of self-care can make our worries disappear our morale is the lowest it has ever been since Adelante was founded yet we are expected to carry on and meet all classroom expectations and continue with our extracurricular activities such as the mandated winter recital we must put a celebratory front for the good of our school district thank you okay uh Patricia sakis and I'm continuing reading them we're fortunate to have each other for support otherwise we will not be able to resist its emotional roller coaster that started on September 16 2022 when Mrs Gutierrez sent us an email letting us know she would be wrong for today she wanted to make sure we took the student raffle tickets to the office by Monday September 19th since she would make announcements on Tuesday September 20 at 8 45 a.m Mrs Gutierrez did not return on Tuesday September 20 2022 as a schedule instead we have District support with no explanation for her absence of course we were concerned and fear the worst when they could not tell us where she was or where she would return we would we were told that our principal was unavailable and we were instructed to say the same if parents asked at this point we did not know when she was returning and the uncertainty she escalated as she was not responding to our previous emails this was on characteristic of her and her professionals we teachers to to get upon ourselves to write a letter to both of confidence address to Dr Bauer and the Board of Trustees in support of Mrs Gutierrez which we all signed and had delivered to the district office on September 28 2022.

[Laughter] thank you good to see you thank you foreign thank you foreign thank you foreign all right well thank you everyone for uh showing up and supporting uh families that did show up and supporting the newly elected board members we got a pretty good board here at uh Apple Valley Unified we believe and we work really well together and we're looking forward to a great year so anything be better than last year it was too rough sometimes all right do we have any reports from CSEA are they here today no okay yeah a Buddha as well I don't think they're here either so the clerk um we'll read out any action taken in closed session I don't believe we had anything no we don't we did them with disciplines um so item five adoption of the agenda the board May approved the agenda as is or add or pull items from the consent agenda so with that I'll entertain a motion to adopt the agenda Dennis second Maria all in favor aye any opposed hearing none that'll be the order and then um items for discussion would be presentation on first interim 2020 to 2023 and that'll be Matthew schulenberg assistant superintendent administrative Services Matt thank you Mr Raleigh give me a second to uh get the presentation up on the screen and you also you'll find at your seat there a paper copy of the presentation on the first interim financials so as part of the budget cycle first interim is our first interim uh one of two interim reporting Cycles um what this report does is takes a snapshot of our financials and it also certifies our financials out for the subsequent two years so you'll see on the consent agenda you'll see an item that has the um very long complicated packet as an attachment that's the standardized account code structure forms the sax forms it's a it's a little over a hundred pages that has the detail this presentation will be very general very high level we'll talk about some of the assumptions that have changed from budget adoption to First interim and just update our multi-year projection uh so there are two required interim reporting periods each fiscal year this being the first again this is a snapshot of our financials as of October 31st um it's due our report is due to the county on December 15th they actually have our report already um and when you take action this evening we'll affirm that with the county and then they'll they'll commence their review of our first interim financial report the second interim financials is the books as of the end of January and I will be in front of the board again in March presenting on the second interim financials um one thing that we do is the multi-year projection as part of this report does have some adjustments from adopted we did close the books the 2122 books so that updates the ending fund balance from the previous year which then updates the beginning fund balance in our current year so that's one of the changes that's made we also have some carryover that posts carryover in the form of Revenue um a deferred revenue program that may or may not have been utilized in the last year um and also carryover of money that was budgeted to be expensed in the previous year but may not have been expensed so it's budgeted to be expensed in the current year in interim reporting there's three possible results um positive is the one you want and positive is you'll positive is the one that we're recommending to the board on the consent item and positive simply means we project at this point using the assumptions that we have that we will be able to meet all of our financial obligations currently and through June of 2025.
[Music] um live here with my wife and uh four-year-old son I'm a public health professional with about 11 years of experience working in the field of Public Health and I went to the University of Michigan School of Public Health um from 2008 to 2010 and I'm very interested in in health policy and and Health Equity and housing and uh renters issues so uh happy to be here and welcome you can popcorn off to some uh someone else in the commission please uh let's go to Lucy it's been a while since I've done popcorn hey Lucy it's great to um have you on the commission um I am a PhD student at the University of Michigan I've been doing some renters advocacy work for a couple of years some tenant counseling and some legislative work what else am I supposed to say oh I'm Vice chair of this commission that's the other thing and I will pass it to Gail hi nice to meet you my name is Gail Rosen I am a housing attorney with Student Legal Services and I am liaison two of them on this committee um Travis yeah I I don't think I need to introduce myself to but I am the council member from ward 3 and the other liaison to this body um we'll go over to Nick uh I am already well acquainted with council member Harrison and I am a huge fan and I am so happy that uh she is joining us on the commission hello Cynthia hi Nick oh I will Bob uh Richard hi Cynthia this is the job I have been a resident of Ann Arbor for about I think three years now uh I work at the school of Public Health as research staff and yeah this is my second year probably just doing some tenant advocacy work I first got connected with tenants rights groups through Lucy who is who was in the Geo house in caucus last year sharing that and yeah it's been a good experience just learning about my rights in the process I'll pass it on to Dan Dan thank you hi thank you I'm Dan Dan um I'm a Community member of Avalon housing and I think I'm still uh learn try to learn as much as I could thank you um anyone else is there anyone else um uh yes AJ okay sorry say James CJ thank you hi Cynthia welcome I'm AJ Redmond uh I'm a resident of Ann Arbor I own a home here I was previously a renter and very passionate about renters issues and my in my spare time I do some marketing consultant I'm kind of retired from corporate career in marketing and so enjoying my recent move to Ann Arbor I've been resident here now for about two and a half years but welcome to the commission look forward to working with you thank you is there anybody else who hasn't introduced themselves who'd like to okay um well going yeah welcome again thank you so much thank you all um and back to the discussion uh we were on point uh let's see we were still on 6a 6-a which is uh the tenant education committee update um which is one of the Committees we've formed to try to edu to talk about how we want to educate tenants in the city about their rights um and Nick you had your hand up if you still remember yes they do so my question was and I think this came up before but forgive me if I um can't remember was there some anecdotal feedback about how tenants uh preferred to receive the rights and tenants whether it was electronically or on paper or which was more effective and of course I realized the charter issue but in terms of which has more impact do we have some feedback on that I believe it depends on different people for lots of people um they might need the paper because it's not that easy for them to have the whole setups to documents but for a lot of people I think it really doesn't matter whichever is convenient could be convenient they're not much different for me I think I'm okay with either one yeah as long as I could have that one I'm happy thank you thank you Dan Dan perhaps yeah I have a question um more for attorney Riser maybe although I might be putting him on the spot as they seem talking into his phone um I um wondered if one of the potential shorter term solutions to getting the guide updated is potentially just appointing some members to the the committee as currently established in the charter and and having them make some updates and then still pursuing the charter change if we want to change the way that this process happens in the future um I I think that would work so if you look in that Charter you know we have a chat on this I was going to uh control C control V into the chat but I don't know that we have a chat on here right no no no sorry no you could share your screen if you'd like no no no no so if you well maybe I all right um no pressure you could also read it no no no I haven't it's very it's like the world's worst longest paragraph So in 1911 talks about distribution of booklets and how they have to do that so 1911 in our Charter talks about the distribution of the booklets um it also talks about um enforcement under the charter if uh if a person fails to supply uh uh account with a booklet that's a misdemeanor punishable by a fine of up to 500 dollars and that's but may not be punished in jail but there's also under Section uh in our housing code we also talk about the booklets foreign so there's a little bit of redundancy between the charter in eight five one Thirty um that's a little different than what you're talking about I think uh council member redina about uh um you've muted yourself down yeah and I did mute because I was asking some folks at my house to be quiet um so uh uh yeah could you ask the question again sorry yeah I mean I I just wondered if I mean if we're trying to get some some updates made to the booklet now while we pursue the charter Amendment as well I believe that the charter would allow for us to appoint people to this body um from what I can tell I mean I think this is something we should pursue before me anyway I think the terms of these people as I'm reading it are for as long as the person wants um once they get appointed um unless a new mayor takes over and then replaces them but the current mayor can't it's a weird it's a very weird process that doesn't exist anywhere else in the city um but um I just wonder if if we want to make some quicker updates if this if we're looking at a year-long process to update the charter and to potentially maybe change the way that this book is written we could appoint a new tenance and whatever the group is called um this new bot or this body to start making updates correct well yeah the way it's written I mean generally there are three sections there's the landlord portion that they write that the tenant organization section that someone writes and then there's the stuff that the City attorney right so so we it could be Rewritten there wouldn't be any reason that we couldn't rewrite it with this batch uh is that what you're asking I'm right on that Kristen we can re we can rewrite it we can republish it uh we can get them out to landlords so that they can physically give them to their tenants we can let them know that uh if you don't give these out it's potentially uh you're going to get a ticket um so make sure you get them out um you're safe you're saying that we can um just like print new ones to include eight five three eight five three one because it's housing code and it references housing code yeah but we can but we can do more than just include 5 35 31 we could include whatever we want to include with respect uh what's in that booklet I mean other than we can't we can't edit the landlords portion but we could this body also couldn't edit the tenants portion of course yeah but but the city could edit their portion as well right that's exactly right and and you know as the guy who had a hand in in that I'd be open to what people think should be in there candidates landlords but in our section so getting at getting it edited and getting it printed is the easy part getting it changed the charter change so that it can be emailed or PDF or posted is a trickier part because that takes a vote of the people now [Music] um I'd be curious as to what method tennis would prefer do they all want a written copy or do nowadays do they want something PDF on their phones on their computers what would meet the needs of most tenants because I have had landlords ask if they can just email it yeah and I totally understand why I think that there's pros and cons obviously with both formats but before I go on with that I just wanted to make sure everyone understood that what's being referenced here that like there's a committee which that there's talking about is being talked about which is different than our tenants education Committee in the charter it's outlined how to make changes to the to the booklet and that requires that the mayor appoint people to a like rights and duties of tenants committee um that would be formed which is totally separate from our tenants education Committee just to make sure that everyone understands what's going on and um that process is outlined in the city Charter so you can go through that and control F rights and duties and tenants to read about that process um I don't want to spend too much time on this discussion since we do have the attendance education committee where we can have longer discussions about it but just on the format uh question I do want to mention that um I think that for the paper version um this you know that might be more accessible for older people who might not use technology as much uh but and I think it also stands out to people as well when they're handed a booklet rather than just like a small link and a pile of digital documents Etc um however if it's provided someone digitally then someone mentioned to me that you have it forever as opposed to okay you have this booklet you throw it away you don't have it anymore although having digital copies readily available online would be really great I know that we do have a digital copy of this online but it's not super easy to find I'll pass it off to Lucy yeah thanks for the clarification about the the mayor's committee Sakurai that actually helps a lot and okay so I'm I think I'm clear on the situation now which is that for the charter Amendment really we don't need the Charter amendment to change the content of the handbook we just need that to change the format of delivery right okay I think that's important I think everybody should have both because we don't know who people are and tenants are um highly undereducated about their rights so I think it's a more is more kind of situation but uh to the tenant education subcommittee I would I think this would also be a charter change I would recommend that that responsibility be taken out of the hands of landlords uh just anecdotally from from the many many tenants that I've spoken to in this city not one of them has ever received a hard copy of this book and I think you know our priority is is tenants knowing their rights it would be great if landlords um followed this law but as as John was saying at the beginning it's pretty difficult to enforce would probably be better to have that be the city's responsibility rather than the landlord's responsibility in terms of actually um getting tenants to stand up for themselves and to be able to enforce renters rights in this city thank you thanks Lucy any other comments or questions about this before we move on to our next point of business just one final question where what are you talking about the charter has a committee that talks about revising it or what committee are you were you talking about Travis and Zach because I've got 19 up and it talks about the authors the yeah there is a tenants rights and duties booklet committee uh comprised of three landlord Advocates and three tenant Advocates right and that I don't know the last time that group has was actually appointed or met my guess is that it wasn't recent um but it also describes kind of the term in there which is that their term is until they resign or until the mayor who appointed them is replaced and the next mayor could replace them it's a it's a strange process um but it I think it's something that would be an alternative if we do need to make some updates more quickly is to potentially reappoint a body and we ask them to get to work thanks anything else on the tenant education committee update if not then we will move on to 6-b uh an update from our right to renew committee I see my name's here I think we haven't met yet um but we're planning on doing that I think the next couple weeks or at least in January I think and the purpose of this committee is to talk about how right to renew is going to be enforced um since you know there is a process for early leasing ordinance the amended early leasing ordinance violations uh you know on the website but I there hasn't yet been a procedure set up established form the right to renew violations once that's enforced anything else to add there for the people who are in that group before we meet foreign agree with everything you said we do plan to meet and uh and tackle that issue and there are two aspects to enforcement one is the city's role and the other is the role of private attorneys such as myself uh Ms Rosen and we've been uh had some other talks about what uh we can do to try to get some rulings from the courts on some of the open questions and hopefully we can find the right way to harmonize both what the city does and what tenants can do through the legal system thank you very much Nick if anyone would like to join that group and talk about how we're going to try to roll out the enforcement and make sure that everybody's aware of how what the law is and how it's going to be enforced you know landlords tenants everybody um please just shoot me an email or you can speak up now as well but unless there's anyone else who wants to make a comment on that we'll move on to our next piece of business which is uh 6-c approval of the 2023 renters commission regular meeting calendar pass it over to Kristen so this item is just your meeting calendar for next year's if you'd like to stick with the third Thursday at 7 30.
now you may say we're not really ever going to need 5200 square feet within our library because we're not going to put another office in there we're not going to put casual seating right you so then these numbers can start to come down and then it'll change the number of 942 students okay uh Fine Arts that's your art classrooms Digital Arts Etc in there um you have a lot of outliers in your arts program which is great but it also means then that the use of those rooms becomes inefficient right but that's just what always happens in our classrooms right you can't always use an art classroom as a math classroom right you can't you get it right you can't use a Ceramics classroom as an English classroom right so the square footage of Fine Arts classrooms always throw it off because they're inefficient uses of high school buildings even though they're great programs does that make sense okay music um expanding choir expanding the music room and some of their needs require were about practice rooms Ensemble rooms some of these we have to take a like typical quantity tube so if a music teacher says we really need an ensemble room right right or practice rooms or something like that what we do is when we say okay we're at 900 students typically a school of 900 students has two practice rooms right or it has one practice room whatever it may be right does that make sense so we start with what's typical of Illinois high schools of that size but you may say we really only ever need one of those right so then these numbers can start to flex that's how this is a tool that we use okay you want to keep okay uh oh failing consumer Sciences uh very popular classes it's currently all in one room almost your sewing room your cooking class Etc is all happening in the same room and it's kind of bursting at the seams it really needs to be expanded so that you can service those kids and use those classes more efficiently because right now you can't have a sewing class the same time you have a cooking class but it's happening in the same room and kids that are sewing things need to leave their materials out but they can't be left out because a class is coming in to cook right so we really need to talk about how you want to see a consumer science department growing right so it actually has a pretty big leap okay business classrooms about the same you have computer labs now they use and they're really servicing that department well it didn't really have much growth to it you could surface more that's basically what that means with what you're currently doing you can service more students okay then we have physical education and Athletics this is a big section do you mind scrolling up just the time okay um some of the things that we talked about is the need for a competition gym auxiliary spaces within that gym possibly a walking Track on top of that gem right using the existing gymnasium as well we will kind of call an auxiliary gem so we still having that one but also having a competition gym renovating existing locker rooms adding to those locker rooms for PE and all of your other sports um Sports needs so all of that is within this physical education so it also has a very large lead and this is typical of what we see of a school a high school of 942 students within a physical education department and then so it's come it comes up big to get a competition gym okay Performing Arts this one takes a huge leap because this room doesn't exist okay this is your definition of an auditorium right um so how would you use that that was the questions we went over right what kind of programs would you put on what else could you use it for during the day right those are the things that we talked about what how many seats would you like it to have right to come to a square footage of or just over 13 000 square feet square feet okay sorry this is kind of long-winded but I want to make sure that you guys understand soup Food Service your cafeteria in your existing kitchen how do we service 900 800 whatever the number needs to be students within that cafeteria and kitchen the answer is you wouldn't be able to right it's already packed in there so we would of course to service that many students how do we expand those two areas so then that's the jump that you see in square footage there to service them properly and that's multiple that's not one lunch hour that's still multiple lunch hours okay so that comes to some Grand totals at the bottom your current square footage uh do you want to do the difference between net and gross some of you may and may not know the difference do you want me to explain it real fast so you just understand what the two numbers are it's super easy net square footage is your usable square footage it's everything surface to surface of the walls okay and not the counters those sorts of things right but a building has a gross square footage so that includes the square footage of your mechanical room the ductwork that takes up its space the thickness of all of your walls right so we always have to show them as nut and gross okay so your current growth square footage is just around 103 000.
do I have a motion to accept the recommendation to attend the pay rate of Amanda went to 90 per day and Summit a discussion welcome Carol yes hey yes Vicky and Stephanie yes yes and consent agenda items beginning with the separation of Brown County Middle School teacher Caitlin Christie effective December 21st 2022 through the appointment at Brown County Middle School assistant track coach Timothy Reeves 1241 statement affected March 20th 2022.

a qualified certification means you might not a negative certification means you will not and you'll see there's some just some statistics there for qualified and negative those are the number of districts in each of those two fiscal years that filed qualified and negative certifications um and again we are filing positive on you'll see that item on the consent agenda we use a lot of data of course we our budget is based on the state adopted budget as the June 2022 just to remind the board and and when we adopted our budget in June the state had not adopted the state budget as of yet so we use What's called the May revision it's what the governor releases in May we build our budget based on that information when they adopt the budget in the end of June after we've adopted ours we go back and make those adjustments to align our budget with what the state adopted we use the school Services dartboard for the cola projections so those are the cost of living adjustments not only in the current year but in the two subsequent years and you'll see those in the slide we use the San Bernardino County Superintendent school's common message they get together across the state the county offices of education and they draft a message for school districts talking about the state assumptions how make recommendations of how districts could utilize those in their budgets and then of course we use the ficmat lcff calculator that's the fiscal crisis management assistance team they are the ones that are the keepers of the local control funding formula calculator so uh budget adoption and first interim adjustments our Ada is our average daily attendance that is our major that's our major measure to determine our funding Level under the local control funding formula or the lcff you'll see a budget adoption for the current year we were projecting Ada funded 88 at 12 115 but we have adjusted that thankfully upwards quite a bit because our enrollment is up and very healthy this year you'll see the 23 and 24 adjustments those were adjusted slightly not significant impacts but the adjustment this year was a significant impact and I just want to point out at the bottom there you'll see the enrollment enrollment is currently trending higher in 2023 and I call 2020 a glitch because it was a glitch it wasn't real but our enrollment as of December 2022 you'll see there's 13 652 I believe that's the enrollment on the report you have at your seat and you go back I went back each December just to look back and we are the highest now than we've been since December 2009.
those dates are included in your packet or if you'd like to see the dates I can share my screen um if there's any oh perfect um comment or discussion about it there are a couple of other days available to the renters commission for their regular televised meetings but unfortunately um none of them are after like business hours um we have a couple of 4 P.M slots on Thursdays and then there is a 3 P.M on Tuesdays but I believe there were some conflicts uh with that last time we looked at it need uh a motion someone to move to approve it and then a second and then um a Voice vote I can motion to approve I can second all right um all in favor of approving the 2023 calendar as presented oh God question I I have no issues with the schedule um is there any sentiment toward meeting changing to in-person meetings after the first of the year and is there anything we need to do like City approval Travis um in that regard or a Christian um I did um ask again kind of put out the renters commission may be interested in meeting in person I know that the rules have changed a little bit uh related to masking policy and social distancing related to covid-19 at City Hall at public meetings I believe so with those changes um I asked again but I haven't heard back yet so I anticipate an answer before your next meeting thanks Kristen I appreciate you following up on that sure so I don't have any further comment on prepare to vote in favor of the motion all right so um those in favor of approving the meeting calendar as presented for Zoom meetings at this time on the third Thursday of each month at 7 30.
and with this program we're at 217 000 square feet which is a big number right the Delta is approximately 114 000 square feet indifference right I don't want that to be big bad spooky by any means because it doesn't mean that we're necessarily building 114 000 square feet okay what it means is is that that's the data from meeting with everyone that it said that it needed to be but if you say okay really in a schematic plan we need five English classrooms four social studies classrooms whatever it may be this number will come down or up or whatever it may be also we're not building it all brand new we're renovating some square footage as well within that hundred and three thousand square feet right it's not necessarily that we're just all building it off to the side okay so that's how we come up with these numbers we want to use this document as a tool to start a schematic plan on what is the best result High School okay there is a test fit which is what we call a floor plan that was also put with this we always work on both documents at the same time one it looks like a floor plan and one looks like a site plan that you have it's to show you that if this was as of today what we were trying to build okay how do I get that to fit on your current site kind of a worst case scenario right how do I get that to actually fit okay um how do we get that to fit we always want to have both documents this and the floor plan and site plan so when this number adjusts we'll want those boxes on that other one to adjust okay so we always work on them in tandem so at this moment if you were to try to get an additional 114 000 square feet to fit on this site how in the world would you do it the test of it is there to show you how it's possible okay it doesn't mean that we need to do it it just means that you could do it and the test fit right now is not it's not it's an innovation right it doesn't show renovation nor does it necessarily show you where the labs would be or where the band room would be or anything those are more Granger designs the thing that you do like in a schematic design package once you've decided okay you know we really need to service 850 students whatever the number may be right that's really what we're going to service then I can tell you okay we need five of these classrooms six of these classrooms four of these classrooms right this is a tool from the information that was received from us meeting with each department okay but we also want to make sure that if it is worst case scenario is that even possible right just as in the square footage that you have on site how do you even do that right and the answer is yeah it is but is that really what we're building probably not right we also want to talk about priorities right you may say really no what what what the priorities are of the district are these three things we need to make sure these three things happen right and these others are just really great things if we can get them to happen right so then we focus on those two or three priorities right and how do we get those to work and then we make sure that our Renovations and everything kind of work around it okay it's a lot of information I know we want to make sure that you guys do understand it that it's a tool that we can continue to use so the next steps would be really trying to to come with a firm number of what we expect our our total population to be um and then also to start going through and saying programmatically what are some of these things that we would you know take the the love to haves and start saying well we really need these things because I mean you just we've got to come at this problem from multiple places one is how do we financially make sure we're making the best decision we don't want to build a building that's going to be right empty rooms it's it's um But ultimately right now with the dreams of what the teachers have said they'd love to see we'd be able to make it fit on that site yeah losing a bit of parking [Music] parameters of also doing this and where we could and couldn't put roads and that sort of thing on the site we've been doing that over the last year already how to get circulation to work properly where should your queuing happen right for pickup and drop off those sorts of things and those sorts of things are ingrained in that what I call floor plan right on where we talked about okay we currently you know dismissed from this front door right and and you know people Park here those sorts of things those are all factored in on how we place things on that side don't come out too far so far enough those sorts of Goldilocks approaches to it to make sure that we're not completely interrupting your ability to assert you know even get out of the building right and then at the end of the day so the days that we were there it was interesting to see schools through Architects eyes because you know when they start talking about 68 uh uh occupancy and whatnot I'm like what do you mean 68 they're like well your Auditorium is not going to be manned all the and so a school has a Target occupancy of what how the spaces are used and everything like that it was interesting to to do um I will say it was also fascinating to watch the teachers come in and like our um you brought up our foods and and consumer ed teacher you know and she's laying things out on the on the on on the ovens yeah you know Fabrics that she needs to have Cuts she's rolling out on the ovens or the stoves which is not a practice we want kids to be doing is putting combustible items on top of our stoves but that's the space that she has and using it really she is and and it's amazing the number of of adults like even the cooks well it's no big deal we just walk across the commons and down that hallway a little bit to get all of our dry goods to break back and when I get to here that's what's fine that's why I like to be the problem solver hey I'm back to sort of you guys have a lot of outlier classes and that's not a bad thing right it means that you are you know providing a lot of you know um different types of classes to your student body and that's great but then that also means that your building becomes less efficient when you do that right because you could have a building that could be used for seven periods a day if it is only going to be used for five right or something because that class doesn't happen seven times a day right into the computer lab that's with the business department you know and so it's that whole that travel that inconvenience but it's it's what makes it work for them right they're doing a great job of scheduling them and some happen in the fall when some happen in the spring right and so you end up with classes that are outliers that aren't just uh you know an English classroom seven periods a day you know those things are easy to program right um so you have a lot of outliers which also means that it it fools you when you look at the gray and that you could service 739 students in your current building right when you see that there we're like there's no way that's a big fat LIE there's no way we could service 739 students in that building because there are also things that a program like this don't help with but a floor plan does which is the fact that like your stairwells need to be expanded if you're going to have that many 739 students in there the number of bathrooms the number of bathrooms that you have would need to be expanded just for 739 students right this is about departments teaching stations how do you know how do I get a curriculum out to students that sort of sort of thing and then a floor plan is used to show you then how do I make that work with stairwells bathrooms etc etc it's a lot of info but I hope it makes sense questions comments that you have a note on the first two pages says 800 students may be the max question mark is that we are giving you that number you're saying so you probably shouldn't go over there a few times when we came for those truly anticipating 800 students right um and so we've written it down it's just a note yeah it was kind of The Benchmark right uh you know of our enrollment has remained over the last 10 years relatively flat however they keep talking about those new houses that are coming in and and so we're trying to plan for a future that's not exactly clear and so but those will be our next puzzles to solve exactly yeah some of the next steps we're going to go from here is that we would like to come down to that number is it 800 right you know we want to we want a number right um that we're working towards and we kind of do that together right I don't decide that for you I don't tell you how many students you want to serve in that building right um I can tell you how many you can serve in that building um and so we come up with a number it's only ever we're never going to put any more than 800 kids in that building right whatever it may be at that point if we're past 800 we know we need to build something else some you know somewhere else right those sorts of conversations it only will ever be 800 or it'll may only be every 700 that sort of right um that's where you guys to decide what number you guys would want to service in that building um for the future of it and then I'm the one who can help you come up with a plan of action to get there so but you're confident with the space allocation of this renovation that we could service 942 yeah worst case scenario the fit with an addition and renovation of 946 students on that do we need to move some road we need to ship like there you have a greenhouse and a storage room we'd have to I just you know it's interesting because we'll we'll start having the discussions one of the things like the Ag Department currently has their classroom down by the science Wing they would like something that's a little bit more closer to the CTE Wing so that when you know they've got floors that handle potting soil a little better and moving the greenhouse back to that triangle behind where the CTE Wing is just there's a lot of pieces that could start falling into place but yeah we talked about the location of the greenhouse the current location of it anyways right and then it's maybe not in as best location as it is and we could move it right as he mentioned that would have been helped the fact that we need to put a road there right so we could start to when we talk about each of the Departments and I can collect the data and we can figure out how to get a road map there to get you what would really work okay if you're curious a little bit about myself this is coming on year 13 in educational design for myself um High Schools elementary schools District departments you name it so it's fun to be back sort of at this stage yeah so if you have any other questions about that I'm more than happy to answer them sometime all right thank you very much when as Mr Grody alluded to our enrollment has been planted over the last 10 years but on the Committees that we've been having is we're kind of looking at the reasons for that because we have had growth in Colombia so why isn't the high school growing and some community members suggesting that our high school is not attractive enough and we don't have the facilities to keep them here so people are opting to go to private school and instead of our high school so that's one thing we need to to solve and make sure that we have the best offerings we can for our community so just a little side note on that any other discussion no no perfect move on to our enrollment report it's all in your packet I think we're up three students from last month so we're growing it's weird there you go there's that growth we're talking about to our administrative reports our billing reports Mr Dugan if you could be yeah um we've got our slides up here Mrs bunting fourth grade teacher is going to start us off here so recently the fourth grade took a steam field trip to Skate City in Belleville all of fourth grade students went we went on two separate days actually um but when we were there we participated in a hour-long steam program that discussed different types of energy which is the unit we just finished up in science so discussed kinetic energy and how it relates kind of to our daily lives they used a lot of hockey references in there we've got a lot of boys that play hockey and a fourth grade teacher who loves hockey so um so lots of relations there and then they got to do some catapult building and test the different types of energy the kinetic energy and such um with some of the and then we did lots of math measuring and fractions and all kinds of things and then afterwards um we did a bunch of skating and it was it was quite interesting to see out of the I don't know how many kids are in fourth grade 130 some odd kids in fourth graders um there was four classes that went the day that I went and at the beginning you could see some of them have these like Walker Things the white like PVC pipe things they were like fighting over them because they wanted because skating's not something that a lot of them do it's just not a past time for them uh but by the end of it they were cruising around they're like crazy so we play lots of games the um guy that was there who ran it did lots of fun games with the kids that some of them required them to fall which was helpful anyway um but we had a really good time so it was great the kids had a good time it was fun to to get out and about again a few bumps and bruises I mean a few yeah I mean we might have had Brews contests the next day but so it's nice to have uh some field trips back because that's something we haven't done in a while at Parkview even pre-covered we really hadn't been doing them and we heard parents kind of grumbling about trying to get them back and I think I think we can try to visit that as long as it has educational value I think Chris did did it fit in real great with the Next Gen Science that we use in fourth grade so yeah next one I'll try to make this quick the chocolate bar fundraiser that picture right below that that's about 724 boxes of chocolate there's 60 chocolate bars in a box each one's a dollar it's now becoming our our thing now because it's doing very well um last year we sold 812 boxes of chocolate in two weeks and this year we topped that with 864 boxes with less kids so our kiddos are really motivated I'm sure some of you bought some chocolate bars so we earned over twenty three thousand dollars for the school in two weeks so it's been a really successful fundraiser and the kids get to do activities for every box of chocolate they sell there's a cash and Candy Scramble there's a jump for George where they jump try to get dollar bills there's um the top right Corners are Silly String battle with the principal and the teachers the very the big one is the bottom left with the the stretch Hummer limo ride around town and then they get a pizza party at the park so that's the one that they'll kind of like really want to do so that's a big one and then we have uh fidget packs the bottom right hand corner is six and then nine boxes or more is the um the big five pound chocolate bars so if a kid sells nine boxes of chocolate they get all of those things so it's it's uh it's a lot of fun and they also get these little coops they just they love they're obsessed with so so it it helps us uh yeah so we use the money for our PBS store um student incentives and then I'm I'm hoping that we can use some of that money for resurfacing our playgrounds so uh character education is one of our main pushes at Parkview and there's lots of things that we do the Mrs Wilmore Mrs delicious cat room does what they call Coffee crew every week and um the best part of Friday right the kids in the class um they distribute the menus they collect the orders then they themselves um make the orders and deliver them they have the cutest little aprons and they come around to your class and and bring you whatever you've ordered for the week so um something fun there PBIS store um is something that we do monthly and the students earn their Eagle books most of the teachers have stores too but the kids will save up for the Eagle Box Store because lots of the times there's things in that Eagle Box Store that the teachers don't have so more physical items than um a lot of yeah than experiences the students order on a menu um a week at a time like menus were due today but they don't shop until next week so that way they can kind of get so um Veterans Day was something else that we did with character education we made our honor wall the students will bring in the names of any former or past military members uh their loved ones of theirs they write them on a star every grade level has its own color and then they place them on the honor wall all throughout the weeks while those are due during a morning announcements Mr Dugan will talk about each branch of the military play their fight song and then to culminate it all we meet around the memorial at city park and say the Pledge of Allegiance in the morning that's kind of fun and lastly on there is our warm up your heart so during the month of November December we did a hat scarf and glove drive for our character word which was generosity and all the items that were brought in were donated to Project Compassion which Services um homeless in the area so they had just done a code drive so this went really well with that and then they were all distributed that Square One art are a wonderful art teacher Mrs obergfell has her students participate in this they study an artist and they whatever artist they choose their artworks inspired by that artist and they take that art they turn into square one art which then they take their art piece and put it on um like throw blankets mugs greeting cards keychains and then parents can purchase these items usually comes a little bit before Christmas time and the picture in the middle there is Mrs oberfeld shows one student from each class that was considered the the top art piece from their class and then we also just finished up our Scholastic Book Fair at the end of November and into December here it's a big big time for students they love the book fair um Mrs gudeman our librarian did a fantastic job she decorated our library Harry Potter theme which I'm a big fan of that um and she said that they had over seventeen thousand dollars in sales for both schools for one week so she uses money from that for uh Scholastic News magazines for the classrooms ordering new books for the library and also for the teachers classrooms um uh we also have terrific kids so trivia kids is something a perfume that is sponsored by the Kiwanis Club uh Dr Jody Hensler Johnson and Aquinas member Dr Nathan Williamson spearhead the um monthly character right character awards and they come in each month so the teacher will nominate somebody in their classroom who has shown um that type of character so September was respect October's responsibility November is generosity so all of those kids emphasize some type of character like that and they were nominated by the teachers to earn that award um we have we're currently in kindness so that's not up there because we finish the month and then the teacher nominates somebody who had shown kindness all month we still have self-control caring honesty patience and lastly cooperation in May because everybody needs to cooperate then do you need me to talk about uh okay playground if you want to or is that a difference well I kind of talked about it uh with the candy money um my office is right over here and I can see this Playground Second grade playground we call it uh but Eagle zones there and some other third grade uses as well um the the P gravel has been there for I've talked to that forever yeah um I talked to Mr long Groff and he had said that uh he thinks 22 years ago was the last time it was replenished with pea gravel P gravel's not ADA Compliant which I don't think anybody's calling us on it so um I I just feel like I would like to do I would like to put a different surface in there the port and play surface would be fantastic but I think the material alone for that size of a playground is like ninety thousand dollars just for the material I don't have that kind of funds uh in my candy chocolate bars yeah right exactly I probably retire we could maybe put half of that in um so for me the next best thing would be rubber mulch it's easier on floors and easier on the kids so with that we would have to remove a big chunk of that pea gravel that's out there because we have spots that it's supposed to be six inches or six and a half inches deep for uh you know Falls and things like that and there's spots out there that are maybe an inch or two inches and then there's spots that are maybe six inches so it's it needs something so I went out and got bids on removal of the pea gravel preparation for the mulch how much the mulch costs and then installation of the mulch so I don't know if you guys saw those we're gonna it's it's within the budget he's doing it with his activity fund um The District's going to put us some money toward the mulch and you've got the rest going from your uh candy sales so you are going to see the um improved fall surface for that playground indeed hopefully before the summer I mean my my goal would be to do both playgrounds without the playground down by the blacktop is ginormous and right now I don't have the funds for that so I was hoping to do maybe this smaller playground first and then work towards the bigger one we eat that elephant one bite at a time we'll fix what we can and then move on so how much is the littler playground how much uh how much does the whole thing cost to redo it so there's there's three different quotes uh the first one I got was from a playground company and they quoted everything including the mulch was seventy three thousand dollars um which was way more than I anticipated I kind of thought the amount of money that I had made that I would be able to do this no problem and I couldn't do that so I reached out to smaller businesses that were like Landscaping businesses that would have the Machinery to remove it and possibly just put the mulch back in and um to do that I got a couple quotes that are around the 25 000 range to do that so I I felt like that was a lot a lot better and then uh the mulching company that's the third yeah right uh the the mulch company which was half of what the other company was uh was seventeen thousand dollars for the mulch for a 9 000 square foot area so the 25 plus plus 17 so yeah 42.
the Middle School assistant track appointment at two of degrees with the 1235 now stipended March 20th we'll see any discussion I appreciate Mr Elmore coming in this is something else Amy yes Vicky and Stephanie yes and yes pleasure Gary thank you thank you first I want to say congratulations to Joey Dennison he is our Lily recipient um for this year so again um incredible kiddo that that's got the world ahead of him and excited to see his journey unfold um I wanted to be able to report out symptomatic percentages across our district um up to this point they have been less than one percent and they are starting to rise and just want to remind everybody that symptoms are not covet specific but rather flu and strep throat and all of these symptoms in compass many different illnesses we only have four positive covet cases across the district at this time but are symptomatic percentages have risen to um as high as 9.5 percent if we here by someone the writing a favor if you've got a clock you don't feel good with the nutritions of don't go away don't go to school don't take care of yourself and that's about everybody um I also wanted to write an update um as you know School Safety and Security is one of our five priorities at Brown County Schools we are working relentlessly to empower and equip our teams with necessary training our leadership this week took a few hours to be trained and stop the bleed training by Bill Callahan bill is a Brown County Schools parent who's a lead fire chief in Indianapolis he truly believes in in this specific training and helping as many people as possible and whether there'd be an accident or a Potential Threat to our school um this training specifically enables us to use three techniques to help save a life it is how to use our hands to apply pressure to a wound it's how to pack a wound and then it's how to correctly apply a tourniquet so I just want to be able to thank Liz Hill who our Corporation nurse Gavin Steele leads our district and our safety initiatives for getting our starting with our admin team and our next steps are to be able to work to equip every classroom with a stoppable lead kit and then finalize training for everybody um just really proud to be a part of that this week um I want to thank all of our buildings across the district writing incredible winter programs for our kids and our families every single night this week our students are getting the opportunity to perform in some way for their families in the High School auditorium um it has felt really good to see our families fill those seats this is the first time I will leave since the pre-pandemic that the elementaries have been able to bring programs back to the auditorium so it was just a really good feeling to to see everybody here and this evening we got to hear the kiddos and the families right outside these these windows these doors because they have their event tonight um and then tomorrow I believe we wrap up with the Middle School Memorial concert and that starts at 5 30 if you want to come um I want to thank David Phelps for his um very informative press presentation the work that you're doing for kids in our entire Community is commendable um technology is absolutely a challenge in this County and um I just appreciate you trying to remove the barriers opportunities and our families I want to thank Don Heimer who is in the back at Paula Waterman for being able to provide some sweets and some snacks and some juice water um because we want to be able to celebrate Steve so lastly Steve I just want to take a minute to thank you um I personally want to thank you for your dedicated your continued service to the school corporation um I will forever be grateful for your support keep your positive coaching and your commitment to serve all kids above everything else it will hold a special piece in my heart because you showed me what it was like to have that quintessential role model board member to serve you have shown me you have proven to me that in just 18 months of my very first superintendency what I will forever expect a reward member moving forward in my career preparation patience and praise you helped me remember why we must be prepared for every meeting every question and every opportunity because that preparation has and will continue to open doors for our kids our families and our staff you have helped me remember patience when things get just a bit challenging boys your grades and even your voice has a pause and a reflective tone that has always related to be patient and your praise will always stay close to my heart sometimes the job gets hard sometimes it gets heavy and somehow we recognize all of it and your praise has helped me to stand a little taller speak a wonderful people that have served with um started with David Shaffer and Lauren and we made a fantastic decision with Emily she's just going to be super doing a super job and during high schools are in good hands with wonderful board members smart people who care and we've got fantastic teachers I've always wanted to try to keep small class sizes and and uh you know so the teachers could have did a better job with classes and it was when we started the teachers didn't they were aged for what it was incredible and so you know we've worked hard I think to do that I just wish we had 100 new kids in a row um we're in good shape and then just thank everybody for um all to do for Brent high schools thank you darling thank you Steve and I both are voracious readers I have learned and so we trade a lot of articles about what's happening out in the broader education Community I really appreciate being able to share that with you and um you know we're always looking at you know what's happening in Indiana state house and uh in other schools around and I think that's really important perspective for us to bring um you know how we feel about larger goal but I you have worked very hard in this job and I don't think people do realize how it's all behind the scenes and I think it's really important to know that 10 years of the board is really significant thank you for your time thank you the Adelante Community also received the same communication via parent Square after receiving this message parents are concerned as are are as concerned uh concerned as we are thank you my name is Elvia Rodriguez Diaz and I will be continuing to speak since our principal Miss Gutierrez has been absent we have had rotating sub administrators we have had two different administrators on site every day trying to fill in permissible theater's role as principal and the vice principal position interestingly enough she had managed to do both jobs throughout this school year we asked Dr Bauer and board members to State the support measures implemented to support new principles the lack of support for principles is not new we have had hosts of principals at Adelante every year we brace ourselves for Change and the last seven years we have had six principles and five Vice principles that we can recall we don't know about other schools turnover but constant change is not healthy it creates uncertainty and anxiety for everyone as of today we have not received any information regarding Miss gutierrez's absence or the direction our school is headed towards we have not had a productive staff meeting iot meet the governance meeting cafesito with our parents student of the month assembly Etc we have has we have asked to postpone non-academic events until Springtime or when all of this is resolved but we were denied we are hurting ourselves and the administration Falls to have any empathy Dr Valor and board members we are calling for transparency from you we want to be considered when making decisions that have a direct impact on all of us it would be refreshing to hear the news firsthand instead of finding out through the news stations like the general population as we are the ones at the Forefront daily answering students and parents questions about our school's Direction please tell us how we are moving forward as a school and a school district be proactive not reactive thank you thank you uh Luis is there any further comment from the public yes we have a few more people uh the next person will be Dr Joel Herrera Joel Herrera you have two minutes to talk please submit yourself tell me we'll begin we'll begin with you begin speaking okay Dr Herrera the floor is yours thank you I just received the invitation to a mute yes uh board uh and uh superintendent elada Bauer I am here to speak on behalf of Lupita Gutierrez principal Lupita Gutierrez I'm a retired superintendent the best kind of superintendent there is I know Dr ilaria Bauer I know former board president Andres Quintero and I just have to be here to say that we as leaders and administrators need to support our people we want our teachers to support every child that walks in their door and as leaders of the district I ask that Lupita Gutierrez receive appropriate support I have almost 15 years of HR work under my belt as a director as an assistant superintendent and as a superintendent I know this is a Personnel situation but I'm here to say that we are not supporting a wonderful human being a wonderful person a wonderful woman who is a leader that any District should be proud to have in their District I would ask that you look at this situation again that we she's a new principal and new principals as an HR person we are there to hold their hands and Usher them through difficult situations I am telling you that she has a very caring heart there's no way that she would do anything to hurt staff to hurt students to hurt the community she is someone who has devoted her life to being a principal at a dual language immersion school this is where she belongs I ask that you take another look at the situation and support her as he deserves and I will give you a call Dr Bauer and I hope you give me an audience to discuss what we can I know okay thank you Dr Herrera next person next person is uh Delia Delia please uh on mute yourself and time I will begin we just start speaking there you have the floor okay okay do you hear me yes I can okay so um my name is Delhi I'm one of the parents at Adelante Academy and um I just found out about this meeting because someone texted me I'm too in support of uh directora Gutierrez um like as as the teachers have said we as parents are also lost in all of this because we don't know what's going on we're very passionate about our school our students and we were very even some of the parents who had issues with her are supportive of her and want her to um to come back I do not know obviously we can't know of what's going on but the fact that so many parents so many teachers and so many administrators at the campus want her back need her back and want the guidance because it's true we are lost you know we're finding out things through the news we're finding out things second hand and we're finding out things through gossip and that's not how the school is run should be run we need answers we can't even get an acknowledgment if she's still our principal or not and for me that's not acceptable because even you can tell us if we can find out if someone's on paid administrative leave or something else then why can't we find out whether or not she is still our principal either states she is State she's on suspension or States if she's gone but we need an answer and not through second hand not through a roundabout not through finding out that a job posting happened and nothing got notified so please reconsider I don't know if you'd want to come back but she has been working uh you know hard every single conversation I had with her was always let me double check with the district to see if we can do that so if she got wrong guidance then the whoever gave her the wrong answers has to be accountable as well thank you okay thank you uh next person the next person is Juliana balderana Juliana please submit yourself Tamil will be begin once you start talking okay you have this more do our school what is going on we as a staff we do not know if our principal Maria Gutierrez is on an investigation pay leave if the district is going to let her go or if she's already um gone how much stress and hardship are we going the teachers and the community at Adelante is going to handle I feel like in a sinking boat without a capital our school was finally having a principal who seems to be ready to stick with our community I will with a serious commitment good understanding and passion for the dual immersion Bilingual School and she was fluent in science what is going on please tell us we need her back we need Adelante teacher we are planted teachers are dedicated and high Achievers but we need transparency and respect we are losing hope we are getting tired and sad to keep working I'm also a teacher at Adelante um I would like to share some of my my thoughts and feelings this is our it is another understanding that the board is elected by the community to help and support our schools we respectfully want to ask the board members to take the time to interview parents students and teachers to have a better sense of the administration performance before making drastic decisions that will affect the entire School Community we would really appreciate if you can take the time to do so thank you okay thank you very much Luis uh any further public comment um Mr President there are no requests for public comment at this time okay thank you so with that we will move on to section four uh comments and Communications item 4.01 Alum Rock administrators I'm the proud principal of aptitude and I'm here tonight uh serving as the vice principal for certificated staff with araa um I just want to say that it's a privilege to speak and represent a group of vibrant administrators and as I look over the list of events and and achievements that we've made at our schools it just feels good to be back and doing things that we are used to celebrating the holiday season with our students and staff staff and families there have been things going on at sites such as field trips to the Tech Museum Levi's Stadium planetariums where we are engaging our students in Hands-On learning we're doing fundraisers to encourage more funds that to do these fun things um at RAM and aptitude we have kicked off Middle School sports with boys basketball going on I know our boys have a game next Wednesday um many of the elementary schools let's see some of them Cassell aptitude Chavez Early Learning Cureton Russo mcentee Renaissance George and Adelante they all have holiday concerts coming up as we are excited to celebrate um with some music and having the band students showcase their talents another highlight that the principals have sent over is this last Saturday our young athletes the third through fifth graders they went out in the rain it was pouring out there but we had our little Heroes soccer tournament where teams were able to play in two to four games and really have a good uh show out of what Alum Rock Sports can look like starting as young as third grade um Lindale would like to share uh their thanks to the router makers Foundation who has worked to supply a grant with Loaves and Fishes to bring nutritious food um to Lindale Elementary um Russo mcentee some of the things that they want to highlight are the outdoor education come on they've they've hired two new coordinators and they are working with students to deliver Hands-On science lessons and celebrating all that we can do with our environment um so we just thank you for your support of our schools and we are happy to be here serving our communities as we continue and close out the 2022 school year thank you for your time tonight okay thank you principal Williams uh superintendent Dr Bauer and to board president Pham congratulations on your re-election and to being the newly elected board president for the next year and also congratulations to all the board members on their re-elections and on their new positions on the board and may it be a great 2023 year um and a thank you to Sandra and Amy and Andrew for their presentation I think that the student advisory committee will be an excellent opportunity for the Alum Rock students it it sounds amazing and Mr Andrew sounds like an amazing young man and students have a lot of good ideas I know I have a grandson that's seven 10 and 12 my grandson and they have a lot of great ideas when it comes to school and what's going on in the community so I think it's a great thing um I won't take up too much of your time as I know you have a full agenda but I do want to say Merry Christmas Happy New Year to everybody everybody stay healthy and happy in 2023 and thank you for your time okay thank you so much Sharon uh item 4.04 Alum Rock Educators Association and I see Jocelyn Jocelyn you have the floor thank you good evening president Pam trustees and superintendent Bauer well it's been an incredibly stressful and overwhelming month in Alum Rock for many of us myself included aside from the obvious dark clouds that the news media has cast over our district the mysterious disappearance of various administrators and staff on school sites has added spark to the rumors and opinions that are spreading like wildfire obviously it's not an uncommon societal reaction but it has added to the burnout that our teachers have been feeling and it is creating an atmosphere of fear anxiety and abandonment I understand that the district has offered on-site counseling services at several sites which are are especially appreciated however however as you are making decisions giving directives and navigating through the specific incidences please remember that while the priorities lie with protecting our students our adults including teachers and staff are reeling and hurting as well please model and encourage administrators to offer some space and Grace during this time for example maybe relaxing some of the deadlines for assessments or rather than claiming many staff meeting hours for district trainings use that time for school site issues and concerns where teachers voices are shared considered invalidated it would seriously go a long way in dealing with the emotional and mental health of our teachers and staff as well as provide school-wide systems to help improve the educational programs as you are aware I've I have been serving as area president for a number of years 13 to date however I can't recall any year so far where I've received multiple phone calls emails and texts every week from different members both new and Veteran teachers telling me they just can't take it anymore and they don't think they will make it through this school year they're wanting to know what their options are I can hear and feel their pain and Desperation one of the common things I am hearing about is the exceptionally quote out of control behavior from students of all ages and grade levels and the little or no support or consistent discipline that's in place to deal with it we have had multiple teachers injured by students this year either by them being hit or having objects thrown at them this type of behavior leads to an unsafe working environment for teachers and an unsafe learning environment for students the lack of support from from Administration along with the verbal attacks and threats from parents leaves teachers feeling helpless in addition teachers are then being blamed for the lack of academic progress please tell me how do you teach or learn in such an unsafe unpredictable environment we need your help I would also like to address the issue of mandated reporting the HR department is responsible for providing training for mandated reporting within the first six weeks of school or within the first six weeks of a person being newly hired this year most of the sites provided staff meeting time for this training to take place however it was not offered at all Sites others were told that they had to do it on their own time and would receive two hours of extended Duty for doing so that in itself is an issue since our collective bargaining agreement does not allow for the district to force someone to do extended Duty paid for or not setting that aside area members were told this week that they are now required to call the sjpd before calling CPS to report allegations of child sexual or physical abuse or endangerment however in the same email that they were told this they were provided with the slides from the mandated reporting training that said to call CPS or sjpd this created confusion that I tried to get clarified so I could answer the questions that were coming my way from members in a phone conversation with Dr Bauer yesterday she said that the San Jose PD is directing us to call them first when I asked if Santa say PD could supersede the laws that exist she said that the law had been changed in November if this law has been changed please provide area with that new law also is that process of if that process of mandated reporting has been changed should all employees be retrained the idea of calling San Jose PD first has raised concern among some members because it seems that they that the PD has a different type of training that CPS does there were several concerns brought up one of them being that calling San Jose PD is not Anonymous whereas CP calling CPS is supposed to be regardless of the concerns raised around calling stpd what we truly want and need right now is clarification of what the new law says and if the district's policy differs from the law we all want to do the right thing but the mixed messages are making it difficult to know exactly what that right thing to do is I would like to conclude by giving recognition to one of the best principles I ever had in the 33 years I have been in Alum Rock I say one of the best because I have had a couple and as mentioned by trustee Quintero earlier when I first began on contract with Alum Rock at Lindale Elementary I had the opportunity to work with Bud job Bud spent 37 years of service at Alum Rock at Lindale he was not only our principal he was part of our Lindale family he really had what it takes to be a true leader he was Among Us not above us decision making was truly a shared process with him he supported all teachers in every way he could I mean in the middle of class if the bulb went out in my overhead projector yes overhead projector it's time it's dated but he not only would Supply me with the new one but he would immediately stop what he was doing to come to my room to replace it himself so that learning could continue our staff was strong-willed unique dedicated and looked upon as Union strong it might have scared other principles away but not but he nourished it he encouraged it and he appreciated it he insulated us from some of the craziness going on elsewhere in the district and assumed that responsibility for it it helped that he had a great sense of humor he placed the groundwork for what soon after he retired would rise us to be recognized as a California distinguished School everybody Bud job passed on December 1st after a brief illness his spirit will hold a place forever in my heart he was one of the great ones wishing all of you safe and to have some fun with his thank you okay thank you Jocelyn uh next time 4.05 the superintendent thank you for President congratulations being our newborn president you know we're going to be working very close together uh in a number of things including the the creation of the agenda so that's always a very important part of what we do and I want to congratulate to uh all of you trustee um or being re-elected um to be in our board it has been such a blessing for me for my life each and every one all of you all five of you have really brought a tremendous change to our district and you know change is never easy but it's always necessary in order to move forward and one of the things that I'm very inspired um uh as I have had conversations with trusty families that he loves to reflect on the past and look at the future and he's always saying you know Dr Bauer what are the next 90 years gonna be like moral Rock and that really inspires me to continue doing the work that is not always easy as I totally understand but it's so worthwhile and nothing worthwhile is going to be easy and so I think uh all five of you for your service to our district because in the middle of so many battles and so many challenges at the very end each and every one of you all five of you really really put the kids first and I know um we're all a team every single staff member whether they're part of teamsters csca area uh our araa association of managers every single family member in Alum Rock we're all committed to make sure we provide the best environments and the best education to our children and I am very blessed to say I have five board members who have the same thing so thank you both for doing that uh Familia de Alum Rock thank you so much for your support in moments that have been less than perfect but I know that the community support in so many ways has been unbelievable every voter who supported measure s has opened uh a new reality for Alum Rock in terms of how we're going to be able to address housing in our city and it's not that's not a small feat so we have a lot of work to do there uh all the people who have been participating in our facilities master plan focus groups we are dreaming together to see that the next uh the next decades uh trustee fan of Alum Rock in the present uh and I want to thank every single employee and I wish every single employee in Alum Rock a very peaceful holiday they have worked incessantly in making sure that our students have a great great uh experience in our schools I also want to wish every single parent who has entrusted their children with us a very peaceful holiday and a cheerful one because we are the ones that model for our kids and it is our enthusiasm our faith Our Hope what is going to allow our children to develop the agency to be the leaders of tomorrow thank you Alum Rock thank you board members let's all have a blessed and peaceful holiday thank you okay thank you superintendent Bauer item 4.06 uh comments and Communications from members of the board see here anyone want uh you know any what okay trustee beharano you'll start us off yes I'll start us off thank you uh president fam and congratulations on um your election tonight as our president um you know I want to a few a few things I just want to say as uh I begin this second term um and so you know it's for the entire planet but certainly for Alum Rock the past four years have brought a number of challenges and I think maybe I'm biased here but I think that our challenges have outnumbered those of many other areas and this board this Administration this group of team members from top to bottom in Alum Rock has what not only weathered but coming ahead in many respects and I always say very obviously there's room for growth in everything that we all do at all times but giving the set of circumstances and scenarios that this district has endured this District specifically has endured and has succeeded in I'm very proud of that work over the past four years for myself and for our entire Alum Rock team Alum Rock family um and I you know now a short time after this most recent election I'm very encouraged that the voters of Alum Rock the people who are the heart and soul of east side San Jose in every neighborhood that that sits here in these beautiful foothills those voters have sent a clear message that the decisions made the path chosen the the work done by this board by this team is who they want to represent them they trust the decisions that are made by this board they trust the direction that this board and this team top to bottom has set for Alum Rock and and I am very happy about that I am you know it's it's when 20 roughly 20 000 people come out and vote in our beautiful east side San Jose and they make a statement that means a lot to me as a native son here of the east side and so I mean I can't express the emotions that I feel and the gratitude that I feel for for my people here on the east side um every single one of them um you know when when our bonds pass you know our partial tax passes we're looking at roughly in the range of 70 percent of people showing the confidence again the trust the desire for this board this Administration this team top to bottom in the district to continue doing this work that says a lot about what has been accomplished here and what you know what people want to continue to be accomplished here of course everything is not perfect nothing is ever perfect in any given classroom or board room or Community there's always things that um you know upon reflection can be modified or or you know improved each time but overall I think that I'm happy with um that confidence that our voters have given us in the direction that we've taken the district the decisions we've made and will continue to meet um and so you know as part of our strategic planning process that occurred you know semi recently and and it's a it's a work in progress but one of the things that I was passionate about during that process as as one board member is including within the Strategic plan um you know a real effort at calling out that we as a school district have an obligation to pay attention to and prioritize our academics and this what I'm saying in no way shape or form minimizes or diminishes what I have always said about Alum Rock is that we have a unique set of circumstances in Alum Rock that require our attention as a district from SEL to food and you know nutrition and all the different supports that we put into place that our voters have voted Us in to continue to do this doesn't negate that that is a reality but at the end of the day we are an academic organization and we are charged with the responsibility of producing it as part of our vision statement and our mission statement that we also have worked on and established we're charged with producing with with developing individuals who are prepared and ready to go out into a global economy and be competitive and that doesn't only mean from an SEO perspective that they are should be able to have some emotional intelligence which is obviously very important um but it's also academics that's that's the cold hard reality and I think that for me I look forward to um continuing this District continuing with the work that we have done and will continue to do in supporting you know all the different supports that need to happen for everyone involved with the district to have success but also to focus on on um academic accountability you know when is the point when we as a district will begin to focus on that it's always part of what we do and we've had a lot of success I myself and I think some of my colleagues here on the board have our own children who have gone through Alum Rock or going through Alum Rock and experience academic success we know the work that's possible and that's done here but I believe and I always believe since the day I stepped foot on an Alum Rock campus at five years old that you know I can succeed here academically I could compete with my cousins in Santa Clara or whatever wherever they are I'm proud of the being here and I'm proud of the academic performance that I can have here but that requires all of us as the adults as the the core team of Alum Rock to at the end of the day be accountable to the academic performance of our students again I want to reiterate there are many many um extenuating circumstances and things to consider I understand that what I'm saying is that I look forward to having that because I think we spend a lot of the past four years cleaning things up and establishing the environment whereby we can put increased focus on academics and I look forward to that accountability for this District as we have like I said as we've done already but I look forward to increasing that because that's what we're here for and I want that you know that kindergartner or that first grader that started this year to graduate in eighth grade and to go into high school and be academically socially emotionally ready to compete with I don't care who you are in this Valley I'm passionate about that and you know I don't well myself I'll speak for myself there are no excuses there are no reasons why I shouldn't be doing equipment as a priority the performance in all areas including academic areas as what I do and I you know I just wanted to say that I look forward to incorporating that part of the Strategic plan um along with everything else it's in this strategic plan in the work and the decisions that we have been entrusted with by the voters in the coming years as a board so thank you for um for hearing me out and those are my comments for tonight right or clerk Ontario any comments oh oh I'm sorry okay trusty Shopkins uh thank you it sounds kind of like a page out of my playbook um but think about gerano for pointing out the academics I've always been uh very concerned about uh what people perceive that the kids can learn and can't learn and I've always said Alum Rock has very bright students and they need to be challenged more uh and it just takes everybody willing to do a little bit more to help them understand that they can do whatever they want with their lives and it and I remember one board member saying you don't just give them a pep talk no you do give them a pep talk and you give it over and over again until they realize that they can achieve anything that they set their minds to because these are really bright students and I hope that we can accelerate the learning uh sooner rather than later and I would like to have more conversations about that uh with fellow trustees and more importantly with um a superintendent Dr Bauer thank you foreign Rock for extending their support demonstrating that um they're they're standing with us as we move forward into this um it's been mentioned before but I think it's important to reiterate that uh you know very very uh different rather will be trading on with bringing on teacher housing and things of that sort and so um that in itself is you know a huge uh show of support work for the district for the board I know that we've been going through some typical times lately um nevertheless I'm very very appreciative of the continued support that we do with police the district that knows that it's it's mystery the public knows and home Rock is theirs the owner it's their land their property and very hard to see the people of Alum Rock reinvesting into their own District to ensure that they get um you know good quality teachers in the future great um uh facilities uh with the resources that they're providing us and so very very hard for that um appreciative of the fact that I get to Serve the People another term thank you for that voter conference and looking forward to ensuring that we continue to move ahead um we've throughout the course of my children we've had some very difficult challenges some people took off and loved it and uh you know it was tough I wouldn't know right now most other people who wouldn't win if they looked at all the facts uh but I'm glad that I jumped it up because it was worthwhile and we've gotten through that ballot obviously there are other valleys that we're facing right now um but in terms of important and we went through a valley I think we have a stable board that's going to continue to see us through to uh movies in the positive direction so thank you Quintero uh board vice president Ferrero low era thank you president fam um so first of all I'd like to thank the voters for bringing my peers back on the board um there's still so much to do we've done a lot and I am glad that it's not only me that you know saw the value and continuing to keep a board that's been focused that's been working hard on behalf of our Alum Rock School District so thank you um thank you trustee and trustee Chavez for uh pointing out you know something that as a mother I've been struggling with um as a mother of an eighth grader who struggles in school who struggles with the traditional model of Education who I've seen Spirit you know just kind of um dwindle down uh but I know in my experience it's a reminder that I get to continue to be in the seat um and that there's still a lot of work to do and there will never be a day where we have it all you know perfect so um just provides kind of an area and a spotlight you know that light of where we get to focus next we have a lot of work to do um this is not easy you know the seat is not easy um which brings me to my next point you know um it's been a tough tough month or so um I mean it's hard to sit in the seat in general but we've gone you know through some really tough times recently as a as a family um but just you know like the night in the darkness you know um we also uh get to remove that you know we live on the east side we're here where the sun rises and I want our community to trust that you have leaders here that are um guiding this or whatever you want to call it um you know with with with you and you know whether you're a staff whether you're a student whether you're a Community member um doing a lot of hard work um to continue to you know guide this towards towards that Sunrise um so thank you everybody for your hard work you know especially in this past month um and I just wanted to mention that I was at the California State Board Association conference um a couple of weeks ago um got to go to a couple of um workshops um I won't mention them all but I will mention a few I was at the legal Symposium from experienced board members effective governing practices with an equity lens what priorities to agenda agendas development to organizations actions and model of efficiency and transparency developing new prices via a culture of room amongst many others um so you know I look forward to continuing to implement some of the things that I learned some of the uh information that was shared by their districts I was also happy to share some of the uh experiences that we've gone through here I'll unlock and learned that again again like Sunday I mentioned earlier ahead of the game here we're doing a lot of good things here um you know many board members are like can I please follow up with you um you've gone through so um just want to you know make sure that each and every one of us gives us a Pat in the back because um you know we have done a lot and a lot of school districts are looking forward to who from you know where we've been to get to where we're at I'm really excited to come over with us teacher housing and all the other amazing things that remind you that we have a lot of good things going on you know sometimes it's hard to focus on this but um we get to and just with that um you know as human beings we're going through also um this climate you know some of us might related to climate change or not but it's really cold times so if you'll find me that's maybe struggling and that maybe doesn't have a place to go to um remember the enrolling centers you know it's going to be a cold um time this weekend especially there's going to be living centers throughout City through our County so uh make sure that um you look for those resources if needed um and you know in the time hopefully you will have time to spend with your children with your families with your loved ones um this new challenge the winter solstice that's coming from the 21st and all the little celebrations that we'll be celebrating um thank you all and I hope that you're able to go around for the room and um know that you're valuable to each and every one of us here on the board thank you so I will wrap up uh well first I would like to pay tribute to Mr Jobe who recently passed away it was principal at Lindale when I was there and when my brother was there so you know if uh Clark quindero didn't mention it I would have mentioned it but uh you know you beat me to punch there but uh you know uh he you know uh a little bit serious a little bit fun but uh by and large uh Lindale has always been a unique little school at uh I went there and it always will always have a special place of my heart uh uh you know someone who uh I would say who who knew how to enjoy the kids but also knew you know that they're you know as as an educator to uh give firm guidance to the kids um you know Gold Rush day and what is it uh letting the fifth graders go and go and explore all of San Francisco via Bart and you know uh you know I you know want to thank Mr Joe for all his contributions to the Alum Rock School District everything he has done for Lindale school and you know and someone who who signed my honor roll certificates back in the day so you know uh you know he meant a lot uh to Lindale and to this district and I want to you know take this opportunity to honor him for his service to Alum Rock and the the difference that he made in life with so many people over the course of his 37-year career um next up uh I want to thank the voters of Alan Ross uh thank all my supporters uh many you know a lot of people to name you know uh but I you know 25 years ago right now I was an eighth grader in Pala and uh you know and I am the President of the board and I I want to say that uh you know I came on this board in the middle of great challenges and in fact I never I wasn't expecting to be on you know but uh you know if I may share uh you know trustee Quintero you know I was at in the dentist's office and he called me and then uh of course uh he made a great persuasive case as to why I should you know why I should you know put my name forward for the appointment then of course that started the whole whole chain of events uh but uh you know what I said you know as I said you know as I said then you know the first order of business was to uh band together bail water and uh get to land and uh you know in the course of two years we have banded together all you know all Vietnam not not in the way that I imagine did because uh you know working with children working with teachers you know uh was it uh uh the plan comes together uh how you say spontaneously as opposed to you know having it all written out and you know uh having all written out and act you know like a play there but uh we've survived covid uh we have an intact District uh uh I thank the voters for for your confidence in this District as uh evidenced by the passage of measure I in the spring and measure s in the fall when we have learned the uh lessons of the Great Recession and we are you know to to avoid you know uh to reinvest in our schools to prevent what happened and you know what happened to this District financially in the Great Recession but also uh to help write the next chapter of Alan Rock in in teacher housing our contribution to reducing the uh to addressing the affordability issue in our community but also a way to uh help write the you know to allow us to be allow this community to be the author of its own uh financial future as opposed to uh how you say from this from the beginning of this District always coming hat in hand to the state for funding you know uh in the 90th anniversary celebration you know as I was looking at the old uh minutes of the board there was a letter from uh our first superintendent Mr Ryan and the first floor and it was a letter addressed to the state you know again saying that Alum Rock being at the time uh zoned in uh an agricultural Community was a low wealth district and so it's sort of like uh you know here we are able to you know think big and dream better again so I hope that in my ward in my year as board president to be able to to work with him but also to see Alan Rock once again proudly assert himself as the uh largest provider of public tk8 education in east side San Jose and to do so collaboratively as an Alum Rock Family uh teachers classified staff administrators community members and my um colleagues on the board I hope that you know uh yes we have challenges but you know Alum Rock has been through more than its fair share of challenges and I hope that this time around uh I hope you know I hope to see our district move you know as I've said in the theme of my campaign to move forward towards a brighter future uh you know uh along with that I would like to thank Ryan Elementary School for taking up my offer I I spend out of my own personal funds to sponsor a district Christmas tree at Christmas in the Park and uh I look forward to seeing seeing our tree uh this this vacation season and you know her first time where this you know in the community again you know I you know to show you know show all of San Jose what Alum Rock is made of and I look forward to hearing about all the concerts that will that will be in our schools in this upcoming season as well um uh you know so on that note I want to take this opportunity to uh wish every one of you in in Alum Rock and Merry Christmas and a Happy New Year and hopefully you know and that you know when we come back again in 2023 we'll have a restful and fun vacation and you know roll up our sleeves and uh get back to the work of uh you know making Alan you know building Alum Rock towards a brighter 90 years thank you so much so uh with that we move on to section five public hearings and our special order of business item 5.01 public hearing uh the Alum Rock Educators Association initial bargaining proposal to open negotiations with the Allen Rock Union Elementary School District regarding 2023 2024 reopeners so am I opening meeting okay so you know I hereby open the public hearing on item 5.01 is there any uh is there any public comment on item 5.01 Mr President I do not see anybody requesting for public comment at this time okay uh you can close the hearing okay so with that I will close the public hearing on item 5.01 uh moving on to item 5.02 opening the public hearing for districts initial bargaining proposal to open negotiations with the Alum Rock Educators Association regarding 2023 2024 reopener so I will open public hearing on item 5.02 uh Louise is there any public comment on item 5.02 uh Mr President there are no requests for public comment at this time okay going once going twice seeing no further public comment I hereby declare uh the public hearing for item 5.02 closed okay moving on to items uh section six superintendent board Business board discussion and or action and the board may take action on any item in this section unless it is designated for item information only so item 6.01 approved the proposed board meeting calendar for 2023 the more we're discuss and determine the proposed schedule for the regular board meetings for the calendar year from January through December 2023 uh proposed motion to approve oh let me read the read read through the item first for post dates include January 19 February 9 March 9 April 13 May 11 June 8 and June 22 July 20 August 10 September 14 October 12 November 9 and December 14th so I have a before I accept your motion I'd like to open the item for public comment is there any public comment Louise Mr President there are no requests for public comment at this time okay going once going twice signal for the public comment uh so I have a motion from trustee Chavez to approve the calendar there's a second from uh vice president Herrera loera any questions or comments from members of the board I just want to make sure that all the listed dates are aligned with our recording dates for the second two of them are of January it's because we come back on January 9th yeah right and so the 12th is the second Thursday so it gives us very short turnaround for everybody and then the next one is in July because we have two board meetings in June and so then two board meetings in June plus the July 4th holiday that comes so here and it seemed to work really well for staff all right so and for the board from what I understood yeah just to explain it you know it's always great to have consistency because the public expects uh certain times but I get the slight changes on those treatments and uh I'll be supporting okay thank you so much uh clerk Quintero so okay see no further comment from the board uh okay I can so now that we have a motion from trustee Chavez second by vice president lowera will move to the boat I'll call you as I see you okay uh vice president Herrera loera aye Rusty bejarano aye trustee Chavez aye in my self-loading I the motion passes uh unanimously five to zero uh okay I am 6.02 uh discussion consideration to approve resolution number 23-22-23 authorizing remote virtual slash teleconference meetings of the board and District committees subject to the brown act for the period of the period December 19 through January 19 uh 2023 uh do I is there any public comment on this item Mr President there are no requests for public comment at this time okay going once going twice you know for public comment is there a motion on the item um for purposes of discussion on motion okay motion by uh vice president Herrera loera is there a second a second for a motion purpose of a discussion okay uh second from trustee Bay harano so is there any uh any questions or comments from the board regarding item 6.02 I have a question yes I was just uh curious to see if there were any changes in the law any law updates uh for any of the school boards um as far as holding our meetings and not to my knowledge and I was going to invite Rogelio to sit right here he's here welcome hello chair for you right here we know how much you want to be in front of the camera not really I know I'd rather be sitting back there too yeah I was just wondering if there's any new law updates or upcoming maybe not now but in the near future Partners indicated that his uh emergency uh Proclamation will expire in February and so that will affect the availability of virtual meetings assuming everything continues in its current state so I think there's a little there's some chatter out there that if there is a surge again in the virus this month next month that may be extended a bit but um if things don't change dramatically then there will be changes in February and so um you know I know when the obviously the governor is looking at the California as a whole I mean I guess at that time he might leave certain areas for like us to govern ourselves based on our numbers maybe that's a possibility and there is some flexibility under the current law that expires in 2024 if the board makes certain findings in February that it continued if that it can continue to meet virtually so for example over the history of the pandemic locally at least Santa Clara County was uh had the highest incident rate um in the Bay Area or I'm sorry this community the 95127-95148 zip codes had the highest incidence rates in the county and so that may form a basis in the future for continuing virtual meetings as long as those rates remain high but that would be subject to a board finding at that time okay thank you clarifying question to counsel so so India so if the board you know without the governor's declaration and if the board is unable to make a findings uh then am I correct uh in in sensing that if you know if everything go you know if if events play out as they do then in the March meeting then uh the board there is a possibility that the board returns to uh status quo prior to the pandemic that that's correct but the status quo also means that the uh there will still be the availability of telephonic participation under the brown act provided all of the requirements for telephonic meetings are met so okay thank you so much okay so with that okay first well um so trusted question and um the the response that we got you know kind of I guess changes what I was going to say but I'll just say it anyway in the event that in the coming months it does become more relevant in that what I was going to say prior to that information was that I for one you know the past several months as we've given this approach a try um I don't I don't think that this works um and I don't know I don't know the benefit as we sit here today powering the future potential changes I don't know the benefit of the current configuration as we're meeting um to me I feel like the I the the team has done the great work of establishing you know all the technology and the audio and everything but to me visually I think it it's a disconnect for the community for the public it was it was great tonight when we had a presentation and you know we had Andrew and everyone up here and I could see the people I could see the individuals on the screen and and you know part of communication as we know is is a lot of facial and body communication and in this format it's very limited in my opinion um and I think it's a detriment so um you know and and I for the on for on principle I will will not be supporting this tonight for the reason that I just said because I think it is more beneficial to and I've been informally kind of tracking over the past few months our participation from the public and and public comment and attendees and it I think it has decreased from when we had the ability for people to see each and every board member individually um I know there's a there's a group tonight who's here on a um appears to be here at least in part on a specific um issue but overall I think our attendance and participation has been down and I think that's detrimental also to our decision making so um you know I won't I will not be supporting this tonight if the coming months do indeed bring us back to you know status quo pre pandemic then that will be fine but if if not if there's some changes or if there's a surge or whatever it may be then I would urge my colleagues on the board to consider um what really makes the most sense for particularly to be able to at least visually connect with to see who they're represented to see you know as things come up to see how people present their points um how people respond an important part of what is missing when we're not all in the room together and I think this format although it's an excellent job by our team to get it all set up I think this does not provide that so those are my comments thank you okay trusty Chavez um I kind of agreed with what uh Joseph said and which is one of the reasons why I didn't make hurry up and make the motion but um we it served us well when we were getting more participants but we're now we're not so I think we also need to change that up because if it's not working now then maybe we should go back to the way it was uh but again we'll see how um the participation is in the next month thank you okay trustee we have trusty harrel yeah and just to be clear I I could be wrong but I expect my colleagues tonight to support um the item uh my vote no is is on principle in some respects um so I don't I I would not want actually for us although I'll be voting no I would not want us to make a change and switch over everything and then the next month have to do anything so I'm anticipating this will pass nothing will change except that you know in the future if things continue that my words tonight maybe will be considered at that point what trusty Chavez yeah I'm going to be supporting this tonight but I'm saying within the you know January February's meeting we'll see how it goes if there is more participation than uh it'll be one decision and if there isn't then it'll be another decision on my behalf thank you okay thank you uh any further questions or comments from members of the board okay so I'll wrap up and I'll say you know uh you know technology is all uh is a compromise and I you know my uh as a former legislative debate as someone who has been in and observed uh meetings of public bodies uh you know the audience is always going to be fluctuating I mean for example recently at the city council and the city council was uh discussing the issue of the appointment of vacancy of council members uh you know that that is an issue that that that cuts to the heart I should say that that affects the the heart of citizens and of course people are going to you know residents of the city would you know kind of like voting uh turnout is higher when there is a Salient issue uh for uh legislative body uh now of course uh you know when there is you know when the issue is less Salient of course there is a uh drop off in a Civic I mean audience participation uh you know just like for example you know if you go back you know one the the previous month city council meeting you know the the audience was a fraction of you know the meeting of last you know the previous Monday so um you know uh just like we we had a small spike in participation tonight with uh in in public comment regarding you know uh Adelante there so uh we can't we can't necessarily predict what you know how people you know whether or not the board meeting I mean unless there's a you know of course I think that all issues are Salient that's you know that's why we are all on this board but you know every person perceives the issues differently and depending on that being you know may or may not choose to attend but uh the other part is that uh you know you know my observation from uh from the other districts is that you know all you know even Mount Pleasant is back in person uh you know pre-pandemic standards and their boardroom is a lot smaller you know they're actually using they don't have a proper district office they're using a middle school cafeteria to Hulk and board meetings but the you know part of the importance of the board meeting in person is in in effect to show solidarity with uh our our staff you know our our teachers and our classified staff who are at the school sites a day in and day out you know uh you know it it would seem you know how how one would say it would be a little unseemly if the teachers are in the classroom the janitors are at the school site the school secretary is in the office and well the board that governs the school district is uh you know uh on on zoom and so it you know it's uh you know it's a it's a con you know it's a compromise between you know the technically feasible to meet the needs of our community but also uh the the show uh show the necessary solidarity with our you know with those who serve the district uh so with that thank you so much and uh having a wizard what was that emotion by uh motion by vice president Herrera loera and second from trustee nehrano we'll move on to the vote so I'll call you as I see you uh uh vice president Herrera loera aye uh trustee bergerano no Christy Chavez aye and myself voting I the the motion passes four to one with trustive harano dissenting okay moving on item 6.03 AR 5145.71 a Title IX sexual harassment completing the procedure this is for information this item is information only uh is there public any public comment in item 6.03 uh Mr President there are no requests for public comment at this time okay uh going once going twice signal for the Republic comment the superintendent Bauer uh who's presenting 96.03 this is just for all information okay okay very well okay uh so moving on to item 6.04 approval to appoint the board representative for the county committee election for 2023 the California educational code requires that the governing board of each school district and it's in annual initial meeting select one of its members to vote in the election for members of the county committee on School District organization so uh first of all uh any public comment on item 6.04 Louise uh Mr President there are no requests for public comment at this time okay very well so going once going twice seeing now for the public comment uh so I will open the floor up to uh nominations uh for a representative from this board to the county committee on School District organization and before I say that I will want to stress the importance of the county committee on School District organization it is the uh committee that does take the uh how you when when communities appeal to change change the boundaries of a school district this is the committee that does that so uh it is very important that are more uh appoints a representative to ensure that our we have a voice in that process and to protect the uh interests at the Alum Rock Community so are there any nominations for the board representative to the county committee election tier one answer I'm ready to go cast a vote and it'd be good to sense everybody who's there I thought you're going to be committing to being used for the next four years oh so so basically this is on one time oh for the person who's like okay or foreign want to come in are you nominating a trusty fan president they draw the lines for the boundaries as well very very important not widely known but very important so I humbly accept Carroll's nomination to serve as the representative uh okay any further nomination by Warren uh so seeing none I will call the voters I see you uh for Clark Montero aye vice president Herrera loera aye trustee behrano aye trustee Chavez Christy Chavez hi okay and my self-loading eye motion passes unanimously thing uh so I thank my colleagues for their confidence in me and this uh in this task uh let's see moving on item 6.05 action review needed November 8 2022 general election certification of election results for school districts the Alum Rock Union Elementary School District okay uh so I get a motion by uh vice president Herrera loera uh any uh Louisiana comments from members of the public Mr President there are no requests for public comment at this time okay um going once going twice you know for public comment any questions or comments by members of the board congratulations okay uh seen none uh I will call you know I'll move to vote I'll call you as I see you Quintero uh vice president Herrero aye president aye and myself voting eye motion is past unanimous unanimously okay item 6.06 consider discussion approval of resolution number 25-22-23 reaffirming the critical role of Stu the school personnel as mandated reporters in the safety and well-being of Alan walk students so um this item was brought to us by trustee harano so the floor is yours thank you president family uh yes I um I brought this item tonight I thought um for me personally as one board member this is a an important time to bring something like this to the board for a couple of reasons uh you know number one for me when we initially ran for this position four plus years ago one of my my platform um positions was safety ensuring the safety of our of our students here in the district um and that's something that I've always tried to keep in mind the past four years and the decisions that I've made votes that I've taken and this time around in this most recent election it was not specifically part of my uh platform or my my positions that I that I kind of talked about publicly but it is always a part of what I do and I think safety I don't think I know that safety the safety of our students here at Alum Rock above all else is the priority point you know period end of story um but you know I thought it was a good time for me to reiterate that commitment that I made four plus years ago to the safety um of our students as a priority above all else um you know additionally I as some people may know for the past 25 plus years I have served this community as a social worker a large part um you know in in the work that it takes to protect the vulnerable in our society and sometimes that is um the Aging sometimes there there are different communities but a large part of the work that I've done has always been protecting our children um arguably the most vulnerable segment of our society um although I don't think it's arguably but you know the vulnerable children in our society that is again as professionally the past 25 years as a mandated reporter for all that time I know that regardless of anything else that I may be experiencing on the job or with my family or whatever the protection the safety of the vulnerable children in in our society in our County in our East Side in our Alum Rock is is is primary overall else and so you know for those reasons the commitment that I've made four years ago to safety and just my own personal um experience and wanting to reiterate to restate with the community how um vital that is to me as a representative here on this board I thought that um this was a good time for me to bring this resolution and so if you'll indulge me I will read this amended copy of the resolution tonight um and and if you'll have a little patience hopefully I'll get through it relatively briefly but I'll start off um again reaffirming the critical role of school personnel as mandated reporters in the safety and well-being of Alum Rock students when is the safety of students and staff is the district's highest priority whereas Board of Trustees and all School Personnel in the Alum Rock Union School District value Above All Else the emotional psychological and physical safety of each and every student and when the school Personnel play a key role in identifying and helping vulnerable or abused children ending whereas children spend most of their day in school where School Personnel have regular contact with them and therefore the ability to observe changes in appearance and behavior that others may not as readily notice and whereas School Personnel individually may be a source of support and care for many children and may therefore be a trusted adult to whom a child confides in about abuse and neglect and what is being abused or neglected as a child can be linked to to physiological emotional and behavioral issues immediately after the abuse as well as later in life and whereas child abuse and neglect can affect future Generations through intergenerational trauma resulting in a cycle of damage and distress to our Alamo community and whereas every employee of the district whose duties required direct contact with and or supervision of children are mandated reporters in the state of California and whereas California state law requires that school districts provide annual training to employees on mandated reporting responsibilities and whereas the district provides annual training to employees on mandatory reporting responsibilities and whereas under the media reporting laws any mandated reporter who within the scope of their employment gains knowledge of or observes a child in a reasonably suspect is the victim of child abuse or neglect shall immediately or as soon as is practicably possible report said abuse and neglect to the San Jose police department or Santa Clara County Sheriff's Department or the County Welfare Department Santa Clara County Department of Family and Children's Services formerly known as child protective services or CPS or other designated local agency and when there's Reasonable Suspicion does not require certainty that child abuse or neglect has occurred as any reasonable suspicion is sufficient and whereas a mandated reporter is not to conduct an investigation or collect evidence before making a report and whereas depending on the assessment of a trained social work or law enforcement professional a report to DFCS may not necessarily trigger an immediate investigation by DFCS but may ultimately be critical evidence in establishing a record of abuse and neglect involving a child and whereas per assembly bill 2085 which was signed into law on September 29 2022 the state's mandated reporting laws were amended to Define general neglect to only include circumstances where the child is at substantial risk of suffering serious physical harm or illness and would provide that General neglect does not include a parent's economic disadvantage and whereas failure to report as a mandator reporter is a misdemeanor crime punishable by up to six months in jail and or up to a thousand dollar fine and wellness the Board of Trustees find that it is necessary and appropriate at this time to redouble its efforts to provide training and awareness surrounding mandated reporting requirements and the subjects of child abuse and neglect now therefore be it resolved that the Board of Trustees reaffirms its commitment to making students safety its highest priority and to creating and maintaining safe School sites and to providing the training essential to establishing and maintaining a safe learning environment for all students now therefore be it further resolved the district shall annually within the first two months of the start of the school year facilitate the following bullet point one encourage all District staff to attain annual mandated reporter training in person bullet point number two distribute an advisory to all School Personnel reminding them of their responsibilities as mandated reporters Point number three provide parents of the district with information regarding child abuse and neglect and access to mandated reporter training and a link is included in the resolution a internet link and uh next bullet point verify that all mandated reporters in the district are complying with annual mandated reporting reporter training and so thank you for your patience and listening to that and emphasis and um you know reiterating restating our career commitment to Safety in our district um and just as a one final FYI that I forgot to mention that I did um work with the administration of the Department of Department of Family and Children's Services in Santa Clara County and they are in agreement with the language included in this resolution so given that safety is our priority given that it is I believe a good time um to reiterate that is our driving principal core principle for our district I would encourage my peers and colleagues on the board tonight to support this resolution to reaffirm amongst the entire hour mark team that we value safety of our children above all else that occurs in this District thank you they think interesting Runner and before I take questions and comments uh by members of the board uh I'll uh I'd like to take public comment on this item uh Louise is there any public comment and item 6.06 Mr President there are no requests for public comment at this time okay I'm going once going twice okay so uh questions comments I did see trusty shot as his hand first so trustee Chavez and then Clark Quintero make a motion to approve okay I have a motion to approve by trustee Chavez and there's a second by clerk Quintero and yes okay and questions comments from the board clerk Quintero um but the language and make sure that aligns with a lot I read through it it looks pretty clear I see Sports and so I get it it's like one or the other or the other and so I get that so I'm pretty comfortable with the language um I would ask um for uh as board member Chavez maker the motion if she will accept the approval as well as further instructions for the administration directing them to provide one copy in paper as well as an electronic format to each employee of Alum Rock School District include each board member you know I forgot a couple hours right here but you're right and no I'm not finished in addition to direct Administration to ask all site administrators to read your resolution at their respective staff meetings or um you know uh you know with mot or I'm sure that they have meetings with their units and that they would read out the resolution to their members continuance of what trusty Quintero said on that motion so I make that motion oh so you know so we have agreement by the maker of the motion to amend the motion and we have that we have bad agreement from the second year of the motion uh trustee beharano yes I apologize I I felt like and I knew there was something missing and I did um I did uh forget to include two bullet points that were on the back of the page and part of it covers what you uh mentioned so if I could just finish with those two bullet points which is to the public and they want to do it but it's part of what you said so um one of those bullet points is verify the presence of Graphics slash posters in all teachers lounges and or School Personnel common areas reminding of mandated reporter responsibilities reporting protocols and a copy of this resolution and then the last bullet point provide links to Child Abuse Prevention videos and resources to school personnel so my emotion includes every single bullet point and also to put a coffee hard copy and every uh personnel's uh hand as well as the district trustees thank you and we have agreement with that with the center of the motion um correcting site administrators as well as supervisors you know the Departments to read and it's the respective stuff and well okay any further comments or questions okay uh vice president Herrera luera I just want to thank uh trustee Ben harano for bringing this forward um I know I've also been very vocal about uh transforming the pipeline from school to prison to Cradle to career and I know this this here is a big part of that um of that movement of um ensuring that our children like you said feel safe um and are not just here to learn but also just um taking care of in all the other areas and ensure that um you know when they come through our doors that they have everything they need to thrive which means being able to you know be in class in school and not worrying about you know fortunately some of our abused children have to go through um so thank you for that um you know we as adults here in the Alum Rock School District are responsible to ensure that every child here that comes through our doors are taken care of so I appreciate you and leading this so I will definitely be supporting this resolution part of the comments by members of the board uh so I will wrap up with my comments uh thank you trustee benjarano I'll be supporting this item I just um you can't have education with us without a safe environment so student safety is you know the highest priority in the education of our students because it is from from from a safe environment that all else follows and I want to say this as you know since I am an educator uh you know you know all of us in this District have a special trust having been entrusted with the um foreign and uh you know I remind like one to remind uh all of us uh everyone in the Alum Rock family here uh that we all have a duty to speak up when when we see a problem and uh you know and that is our calling as Educators and those who uh govern this District I want to remind you of all all of you of that that uh very very important trust in that we recommit ourselves to doing everything we can to maintain this stress so uh with that with a you know having have the the motion by uh trustee Chavez and second by Brooklyn Terror I'll move to a to the vote I'll call you as I see you Clark Quintero item passes unanimously thank you okay uh moving on to item 6.07 discussion local Contracting initiative information only yes uh thank you um colleagues for allowing me to bring this forward um we at this District have for the longest time continue to talk about an importance of ensuring that uh tax dollars that are asked of the public you know I want to talk through the long run um come back and be reinvested and the conversation has been going on for a long time however the logistics around it has always been very difficult to grasp because you know it's a complex process and um I remember you know former board member always asking hey did you ask somebody locally and to buy that those products for janitorial services you know many times I disagree with him on everything else but uh on that point I was like hey did you do your part to ensure a local business got the business and Alum Rock so that those families can redistribute that money within the community it's where it flies off to Richmond Sacramento San Francisco Idaho wherever it may be I don't want to pick on any particular City Nevada California I've been living in the state you know or wrong but better Alum Rock better or something then it will even anywhere else and so with that being said I've um I'm asking this body to give me the authority to move forward and work with the administration to start developing the strategy on how we can more firmly get our hands around this local Contracting process we've dealt since we've dealt with it with the language around the power purchase agreements in the backs um and that was obviously very narrowly focused because of the you have more flexibility under the state law with those power purchase agreements um and obviously it wouldn't be as elaborate as that I'm not you know because it's a lot more strict when you get to just general work um but in this case to figure out a strategy for the district to be able to go out there identify bring in people that are from our community there are companies construction companies that are doing work with the city of San Jose with other large entities based in Alum Rock you wouldn't think of it there's little um you know minority business disadvantaged women-owned enterprises that are operating here in these people saved you know and they have no idea how to get access to the work that's being done in Bank programs in the school district that are on this Earth and so I think it's equivalent upon us to figure out how do we go ahead and lift that mysterious bail that only massive large company somehow know how to get into you they snap their fingers and know how to get it because they already have connections they've been doing it for years and it's time that we have a history to figure out how to get these um BMW you know the names of the acronyms for the smaller minority women owned veteran owned um and uh make sure that they're able to get access to the resources they've been put up by our textures so that money continues to recirculate within our community the aquarium it leads to our age and so that's the idea it's pretty broad level right now um but the idea is to take it through these small schools and Innovation uh committees because it would be an Innovative process so that we can go ahead and bring it back as a as more of a well-thought-out idea that would be that Oprah would be considered by the board um and so that that's my those are my thoughts do we need a direction or is there information only so at this point um it would be more of give the administration as well as you know the share this multiple Innovation company uh give me the thumbs up to start proceeding with how I'm working on a on a draft of what would it possibly bring back on in the future I think uh invite me you know as for landing officer just to interject so does this require a vote of the war or do we need a consensus report um at this point it's just Direction because there's no actual okay there's no nothing fully cooked up here okay I I wanted to bring it over to see what happens if you if the board actually appeals if that's the case if we feel that we have plenty of small businesses and doing uh work and obviously wouldn't be necessary but hopefully so before I take for a question support uh public comment and item 6.07 Louise do we have any public comment foreign [Music] comment at this time okay uh so going once going twice okay seeing no further public comment trustee beharano uh yeah just briefly in in general I'm supportive of this I I think uh president for bringing this because I think we've made verbal commitments we've made you know we've intimated or suggested as our to our position as as this board in terms of this idea this concept but I think this is a good uh step in the direction of actually I don't know if it's the right phrase but putting some meat on the bones or putting some some substance to the idea and to the principle and so um I like this approach and and I'll um if and I'm supportive of providing direction as as was indicated by trustee Quintero to staff to continue the discussion and move in that direction okay any further questions or comments by members of the board foreign possible so is there a certain area that you have in mind uh as far as the limits go trustee Quintero um I would think that our offers should be focused here in San Jose obviously we're not going to find every um every company that we need to do for the district within the boundaries of the city um but there are a lot of small businesses out there there are a lot uh minority disadvantage business enterprises veteran owned businesses that are located here and so the efforts would be to get them to figure out how it is that they would be able to contract uh with Alum Rock yeah so my concern is our fiscal responsibility as far as are we going to get the best uh deal you know that makes sense to the bottom line so I I would like to see a little bit more on this um it's it's a good suggestion uh we'll see thank you okay any further questions comments by the board I'll just wrap up by saying you know I am completely in support of my clerk quintero's uh item of discussion here you know I think in May 2021 we we had a resolution passed by this board uh you know uh in support of using local you know unionized local union labor in in our uh in our renovation and building projects so don't quote me on that one but I think I remembered that one but you know it where we're we're possible you know if we you know uh you know the these are the tax dollars of our community and you know we have a you know we have it behooves us to do what we can to make sure that those dollars benefit each and every one of us in Alum Rock and so you know for those reasons I think that this is a valuable discussion and you know I'm in support of moving the discussion forward so we can have a a viable plan to you know make to ensure that our tax dollars it gets truly reinvested in this community and then eventually bring something that's more political support group consideration so yes there is consensus by the board can do facility okay so with that I have a request to uh take a call five minute recess for uh you know uh rest recess so with that uh time is now 7 58 so the war will reconvene at 804 pm thank you so much foreign those people foreign sorry it might just give me a second he'll he'll be back he won't he told us to go ahead oh okay so with that uh the time is now 807 this meeting is now resumed so with that we now move on to section 7 Business Services Board discussion and or action the board may take any action on take action on any item in this section unless it is designated for information only so item 7.01 approved 22 2022 23 first interim report so uh superintendent Bauer he's introduced who whoever will be presenting do you want to entertain public comment first oh oh all righty uh so with that we'll take public comment on item 7.01 a Louise is there any any mem comment from members of the public Mr President there are no requests for public comment at this time okay very well so seeing no further public comment we'll move on to uh the presentation so uh superintendent Bauer you have the floor yes thank you I'm trying to see if colvera can be part of the panel so that he can um present first interim to us good evening can you hear me yes we hear you loud and clear call Vera because assistant superintendent Chang the floor is yours thank you board president fam um and good evening members of the board and superintendent Dr Bauer um tonight I'll be providing a brief overview of the first interim report um and as such um some of the topics that we'll be going over um are key changes to the legislations um key assumptions um the multi-year projection and then next steps and future consideration um starting with key changes in legislation uh the first one that I want to talk about is the 6.7 investment in the lcf That Base um it's significant for districts like us um and I'll show you the result later in the presentation um what are the other key change key changes in legislation you may recall that um during budget adoption there was a proposal to provide school districts for one-time discretionary Grant um this grant has been removed and have been replaced with two different grants that are restricted uh the first grant that it replaced with was the one-time learning recovery emergency block grant um again described is restricted and districts to happen to fiscal year 2027-28 to spend these funds uh cover out really quick not to interrupt you um we don't see anything on the screen oh you don't yes you shared your screen but there's nothing oh that's so weird let me try again you see no no anything yet nope nope that is so weird I can see it on my screen are you able to send it to marivel so that she can um yeah let me do that [Music] um yeah Austin oh [Music] but variable you should be getting the um the presentation are you able to upload it yeah I I was able to open it up oh perfect okay if you can navigate for me also foreign great thank you I'll just start over um with some of the topics that we'll be discussing uh which are key changes in such legislation um key assumptions the multi-year projection um and next steps in future consideration next slide please next slide please okay so this is a summary of the key changes in legislation uh I mentioned briefly um the 6.7 investment um in lcff based grant um the second one is um remember at budget adoption there was a proposal which is second bullet to provide one-time discretionary grant for school districts um that program has been removed and replaced with two restricted program um the first one which is um third bullet is a one-time learning recovery emergency block grant and for this one it is a restricted dollars at District have until year 2027 and 28 to spend those funds the second program was the one-time Arts music instructional material discretionary block grant um this is already also restricted it requires a plan to be um adopted by the board um during later this year and for this grant districts have until um year 25 26 to spend those funds next slide please starting with key assumption um in terms of enrollment um you may recall that we just recently did a demographic study and these are the numbers that were presented so for example um in the current year we were projected to serve 6000 7671 um next year 7 376 um year 24 25 7093 and so forth next slide please um I apologize but we're having a problem and she's not able to move this light right now while working on it yeah Maribel lost connection to her system so we're trying to get her reconnected I'm wondering if you want to go through you know the next couple of items and then come back okay so uh of course that is so oh okay we're here foreign the last slide was the projection from the demographic study so how did we end up um this year so the demographic study which is in the blue bar shows that we would be serving 7671.
that was the last time we had higher enrollment in December so that's great for us because the majority of school districts across the state of California are currently in declining enrollment we are not we are growing right now so the local control funding formula Target Grant colas per the May revision you'll see those numbers up there with 6.56 percent in the current year five five and change in foreign change in the subsequent years and when they enacted the state budget they did not change those colas um so we did not change our colas now those will be adjusted the governor will be coming out with his budget proposal for the 23-24 fiscal year in January and the school services will produce a new new dartboard and they'll have new Cola estimates for the budget year and the two subsequent years that will take us all the way now through June of 26 in the upcoming budget cycle and we'll adjust our numbers accordingly based on those recommendations so here's some numbers you'll see we did make some adjustments on the revenue side from adopted budget to First interim the biggest adjustment was in the lcff sources and the other state revenue now the lcff that is primarily due to the increased Ada projections from budget adoption to First interim and also some additional funding the state of California the governor put towards the local control funding formula they augmented the base grants this year and expanded that funding on the state revenue those are some additional categorical programs that the state provided that were not really hashed out until the budget was actually adopted so we didn't did not have accurate numbers when we adopted our budget but now we have those accurate numbers so we can make those appropriate adjustments so you see our total revenues from adopted to First interim did increase about 30 million dollars on the expense side from adopted to First interim between those two milestones we entered into some agreements with our bargaining units which caused some increases to certificated salaries classified salaries and of course employee benefits and those are reflected up here now that certificated salaries that includes all our certificated staff including teachers managers classified as all of our classified support staff and classified management staff and employee benefits The Lion's Share of those employee benefit costs are Health and Welfare and retirement contributions to Persian stirs and you'll see our expenses did go our projected expenses went from 241 million to 276 so up about 35 million so we had an increase of about 30 million on the revenue side and an increase of about 35 million on the expenditure side and this is just another slide that illustrates and Compares it to our ending fund balance so what adopted we had a beginning fund balance that was projected at about 29 million dollars and earlier I mentioned when we closed the books on the previous fiscal year we update that beginning fund balance you'll see that beginning fund balance did go from 29 to about 40 million dollars and with the updated revenues and expenditures and transfers out you'll see this year we are operating on a projected deficit of about 660 thousand dollars on a 278 million dollar budget which means to me is balanced so that's current year 's our multi-year projections this is just the unrestricted side of the budget the last side the last slide and you'll see another one here in a couple slides that represents the combined part of our budgets combining the unrestricted and the restricted funds you'll see our Revenue 22 from 23 24 and 25 that is mainly our local control funding formula increased based on our projected Ada increases and the cost of living adjustments uh the expenditures of course accordingly we have our employee unit settlements in place those are all figured into the budget but you'll see from 23 to 24 I'm sorry from 24 to 25 you see on the expenditures on the unrestricted side it goes from 152 million to 169 million that is not entirely employee Settlements a Lion's Share of that is taking staff that are currently funded in restricted programs that have been created over the last couple years with pandemic relief funding and to keep those folks on board and keep those positions we have to continue to fund them when that restricted money expires so those expenses right now we're making the Assumption all of those expenses will be moved over to the unrestricted side of the budget hence that 17 million dollar increase in expenses on the unrestricted side so you see the ending fund balance really where you want to look on this slide is all the way over to the right and all the way down you see 14.9 million dollars unrestricted ending fund balance that means we're solvent we meet our three percent required Reserve at the end of this recording period this same slide for the restricted side of the budget you'll see the revenue 103 million dollars of restricted Revenue in the current year drops to reality next year 29.
can say aye and then those opposed okay approved I'll send out calendar invites um the next within the next week or so and then the next item on the agenda for your approval tonight is your work plan um that you've been working to refine over the last several meetings um Zachariah do you have that handy to share your screen and I can pull it up yeah one moment thanks so this would be to approve the work plan as presented or if you'd like to make any um changes we could do as amended and then it would be approved for you for the coming year and it would also be sent over to city council as a communication of a report and then at the end of next year uh this group would report to city council I know reflecting on your year in the work plan any comments on priority level or item or anything that we could make a change to now we could do a motion to approve as presented we'll see yeah I'm wondering why um in the enforcement for chapter 105 would be under commissioner education that doesn't seem quite right to me I think that Loops back to the tenant education committee a little bit um with some uh like goals to inform on like what tenants like have can uh have valid complaints about what their landlord is supposed to be doing um things like that so we could change the language there but I think it was uh coming from that perspective thank God sorry yeah and I agree and I I recall that we will talk about is try to have um a collaborative educational session with City staff set up at one point that would help us understand what their role would be in enforcement uh to better inform the enforcement committee I that if I understand your question Lucy that's why I think that's under uh commission education we can do um we can add something about lip City staff here I think you're right next so that the group has a good understanding to be able to provide those tenant resources um cool okay I mean I think the other thing we wanted to do was was provide feedback to the city attorney's office to make enforcement more effective because there's a lot of issues with the Retro new and ELO and a lot of other the tenants rights handbook I mean that's why we were talking about forming the enforcement committee so that's that's not so much commissioner education as it is uh like collaboratively working with City staff and the City attorney yeah I I just want to point out there's also if you scroll up to the top section there uh the third bullet point also might address some of what commissioner Peterson's bringing up because it's also under under there is establishing and supporting the enforcement process I don't know if that's what you were looking for commissioner Peterson I think based on our conversation the last time the enforcement committee was more generalized than just right to renew and I don't see that reflected in the work plan I think I and I could be wrong I I'm I I think everybody's a little bit losing track of what committees exist and what committees don't exist which is understandable because we've discussed a lot of things um I think that so so far there isn't a broad enforcement committee that meets that is planning to meet the only enforcement committee that I'm aware of is the right to renew good enforcement committee that's just talking about how to get that specifically enforced however I could imagine that just being you know after we IT addresses right to renew being turned broadly into just like enforcement but I could be wrong so Kristen please correct me and I spoke I think that's correct I think everyone's um comment so far like is accurate I'm wondering how to best reflect that in the work plan how how you wanna how you like to like specify these if you'd like for them to be more defined in the work plan or if if you're okay with them being generalized in the work plan like with the understanding that there's some other steps that go with each point that's up to the group a little bit um I think I mean I I think that the I I see enforcement processes regarding ELO and right to renew and then of course the um owner occupied rentals part like all in the rental housing reform I think that's like I agree generally what we talked about it I'd be fine if it was clear in case we expanded in other areas for to say like establish and support personal process for chapter 105 sections in particular section 8531 right to renew like if we want it more generalized just to make it expand but I I do think right now it does reflect as everyone was saying what everything we've talked about um but if we think it should be clear for the city council to see I don't know and I think that you know these sections here these were made before we had talked about committees and and all that so I my understanding is that these individual points aren't necessarily like it's not like all of these are necessarily going to a certain committee my idea what my thinking my understanding I guess is that these individual the actions uh would be assigned to different committees um wherever it's appropriate I guess because we don't have like a rental housing reform and legislation committee I think that was just kind of a broad category of these items yep I think that's correct I think um they could go to specific committees or um work that the commission completes as a whole Lucy was there something that you wanted to see changed I thought Hannah's suggestion was really good okay Hannah do you mind repeating that please yeah just that um we could change the third one down to say something like establish and support enforcement processes for chapter one in particular the right to a new one just in case we want to ensure more than just right to renew which like I said I don't think we are right now but if we're worried that that would stop us from doing so later then we can just capture it more and so highlight that I see so just just broadening it to just parts of chapter 105.
so it's still it's still more than I thought it would cost for rubber mulch but um I think we can make it work with the amount of money that we have it'll be a nice upgrade so what do you think about doing this um well uh at all three these quotes could do it over Christmas um uh I talked to the two lower bids and they they said that they could start over Christmas break which would be great they think they could have it done before the time the kids come back to school in January I would like to either we do it now or it's over the summer I don't want anything out here during the school year right all right any other questions oh the rubber mulch is ADA Compliant yes I thought so we just want to make sure yeah thank you sir yeah right now I mean that's different right and all the two are assistant superintendent reports a couple of exciting things um so here's a picture we found out we have several um Illinois State Scholars at the high school so the Illinois State Scholars are picked from their class ranking and they call six semester junior year um then they look at standardized test scores and typically these are students that are in the top 10 of students in the state of Illinois um so to see this many of our students is very exciting um and we were thrilled to get that news um and then just a couple of shout outs this month um so the top left are high school yearbook was actually chosen as the 2022 National level yearbook program of Excellence um so joustin's that uh we get our yearbook through selects two yearbooks um and it's you know Nationwide it's not just in the state but they slept two yearbooks each year and so this year our high school yearbook was chosen for that award um so I wanted to give out a shout out not only to our yearbook staff but also to Jessica Packard she's our high school teacher that is in charge of it is the sponsor for the yearbook um and so that's a lot of work that she and the kids both put into that and to get that National recognition I think is really awesome um the picture in the middle is Jen from she is one of our custodians here at Parkview and I think everyone would agree that Jen is always going above and beyond to do what she can to help um if she sees somebody doing something um she is you know one of the first people to volunteer to offer to lend a hand and this is an excellent picture of her because she always has that smile on her face no matter what she's doing a couple of times I've come across and I'm like Jen that is another job I would want to be doing and she just smiles and does it and moves on um so you know we're really lucky to have her the far picture on the right is a picture of um Crystal so this was from the first grade music concert the other night and she does a fantastic job with our um in the music program and help building it up but especially with those younger ones it's been a while since you've seen one of our kindergartener first grade performances um it blew my mind last year when I went and saw my very first kindergarten performance because oh my God like I'm like oh it's kindergarten they'll be cute it'll be fine but once she gets these kiddos to do I mean there's solos and there's Duets and there's a whole I mean it's she just does a phenomenal job you can't brag about her enough but I also really appreciate um you know when Crystal comes with an issue or whatever we're having a discussion about a problem that might be going on department-wise or a vision of where we're going um Crystal always has suggestions of it and not just you know sometimes it's easy for any of us to just sometimes focus on the negative that christelle is always looking for those positives and has a suggestion to uh what we might want to try so I appreciate that the on the bottom and I know it's hard to read and I didn't really clip it there to put it on there but um I wanted to give a shout out to Dawn um at the middle school principal so the Middle School staff had all of the students take a connection survey um and then it asked what students you know did they have other students that they were connected to investigating that um but one of the questions on there was about staff members that you feel connection to at school that you could talk to that you could relate to anything like that um and when that came back 94 of the students said that they felt connected to at least one staff member in the book which I think is great and that's something to celebrate um but Don immediately said well this means though that there's six percent of kids that didn't she immediately jumped on who those six found out who those kids were that fell into that category um set up meetings with them some of them said well I didn't pick anybody because if I have a problem I just talked to my mom and dad which is a great thing to hear but some of them just said well I don't have to have somebody and she has um got some other staff members to recruit in with her to help those students find someone to make a connection so that her goal is that when they retake this kind of survey in the spring that this result will be that 100 of the students feel like they are connected to an adult in the building um so like I said I know the whole staff pitched in to get this done but I think you know Don really has a great vision of where she wants to see our Middle School go and it is quickly taking actions for that the other thing is um kind of you know we're wrapping up first semester so um finals are going on at the high school and with eighth grade um our staff is still smiling they are still um putting in the grind and the grit to get to these last couple of days um so you know I think that's phenomenal it says a lot this is a really hard time of the year um it's dark and cold and rainy out a lot um and so our staff is doing an amazing job with that um and then we are finishing up Benchmark testing I was hoping to have comparative parts to kind of talk to you about tonight but because of sickness we've had a lot of kiddos that are still doing makeups so I'll have those scores for you in January that we'll be able to look at our comparisons of where we're at kind of the preliminary data um obviously math was the first one I jumped to because we have a new Mac curriculum and so I'm excited to say what I've seen so far in those math scores um and then RTI we have an RTI meeting last week so we're going to be firming up and kind of solidifying some of our RTI practices and procedures in the district and just really unite our entire District so that we're making sure that we're providing that continuum pre-k through 12 services for our arcades okay any questions all right Brody it's all you um it's it's a I've got just a few things too exactly the first thing uh Greg Myers was at the um conference that we went to in Chicago and he came back with this super eval system and so it's a online system that for evaluating superintendents and we looked at it we met with them um over the Internet anyway you're going to be getting an email at your Columbia 4 email address that's going to allow you into the system I'm filling out the self-evaluation and when I submitted it it'll then come to you and come January you start my evaluation process and so it's going to be online and it should be rather productive I'm excited about it because it might be something we use for our Administration next year all of them uh it seems like it's a nice easy and yet still poignant tool that can get you focused on your goals so that's that another when you say you will be receiving are you talking to the board the teacher the boards the board will be getting an email and it'll be at your columbia4.org so if you're use your other one more at least go to your columbia4.org one to to find this thing the second thing is our district office as we know has new bookkeepers and we've been looking at new Financial software this has been something that we've been doing for a couple of reasons one uh our current system we have to remote in Trent's not really thrilled with the technology it's kind of antiquated the newer systems are all web-based so that's one two uh TRS teachers retirement system has moved over to this Gemini program last year which is every month after you do payroll you've got to upload the amounts and everything into the into the state reporting and uh our current program is somewhat fighting with it Jesse's been doing a great job fighting back but uh it just it's it's it's we're working on it but it is an older system our current systems used by US and um I think we're the only one in the state they've said that there's two others that use our our sub program I've asked for the list of those two others especially when our payroll person left because I was looking for someone that knew how to work this program and I've yet to see that list so it's just it's not what the surrounding schools are using and it's always good to have those twos um it's a good opportunity for us to update what we have clean house the data a little bit you know all your account codes would get transferred over your payrolls get transferred over and it would give us a fresh start um so anyway I've I've been looking into that we're down to uh one program that I I really like and I it would be what most people around here are kind of using SDS is the tool that a lot of the places use sadly that program is no longer available they were bought by link but link is a very nice program and um talking to the fellow superintendents around here in five years when they completely drop SDS most of them would probably switch over to the to the same company um so that's kind of where we are on the financial side of of things and lastly we do have executive session today to update the Board of Ed regarding Personnel issues and to um answer any questions you might have about my evaluation but there'll be no action following those are my three key points perfect any questions all right moving on to our items for Action first is the approval of the tax lady for the year 2022.
um we actually are serving 7740 this year um so that it it is a an increase of about 69 students from our projections and since the projection was so close um we decided to keep um the upcoming years the same as we did with adopted budget so um for year 23 24 we kept that at 7 376 and then in year 24 25 uh 7093. um next slide please this slide shows you the changes in lcf from budget adoption to First interim um we'll start with your fiscal fiscal year 22 23 first um you'll see that the cola the statutory Cola 6.56 didn't change um in the row that shows investment in lcff you'll see that in the current year there was an investment of 6.7 percent so ultimately with that investment you'll see that um when you compare lcf back entitlement from budget to burst interim you'll see an increase of about 6.3 million dollars moving over to year 23 24 um again the statutory didn't change at 5.38 um there are no further investment in lcff but since the investment in lcf in year 2223 kind of carries forward you'll see that the net increase in lcf in 2324 is uh close to 7.2 million dollars and then moving on to year 2425 um again the statutory didn't change um at 4.02 but then you'll see a net increase of about 9.17 million dollars um in year 24 25.
because a lot of the one-time money that we've received over the last few years if it's been deferred revenue over the last couple years it's all booked as to be received in this year and then it's expiring now some of that deferred revenue money if it's not used in the 22-23 year it can move into 23.24 so we might still have some adjustments but we're assuming we're going to use it this year therefore we are booking all the revenue in the current year and you'll see there's a big deficiency on the restricted side so we always make a contribution that contribution comes from the unrestricted side of the budget to support restricted programs mainly special education programs and our routine restricted maintenance program and that's about 31 million dollars you'll see on that contribution line and we are making the assumption that over the next with the current and the next two years the restricted side of the budget will spend the ending fund balance down to zero you know this particular slide combines those last two unrestricted plus restricted equals combined revenues in the current year you'll see the large drop in revenues from 23 to 24 from 277 million to 212 million again that's that one-time restricted money that's expiring that's offset slightly by the increase on the unrestricted Revenue side and again you'll see the expenditures move across we are looking at a deficit the next few years because of the one-time Revenue that's already on the books what we're taking many years to spend it so we booked the revenue in one year we can spend it over three so that facilitates some of that deficit but again all the way over to the right and all the way down to the bottom 14.9 million dollars means we're solvent so next up we have the January I mentioned the governor's budget proposal in 2324 unfortunately the state is looking at a fairly significant projected deficit on the revenue side and that's going to have some effects on school districts fortunately the word on the street is that school districts won't experience any significant Cuts in the 23-24 year but don't expect anything extra second interim financials as of January 31st again I'll presenting those in March uh they while they're negotiating the budget up there um May the governor's May revision comes out and that's the point we have our estimated actuals and that's the point we really establish our proposed budget for the 23-24 year in June we adopt prior to the state adopting in August we come back and we make those adjustments and then in September about 10 months or is that 10 months from now that's when we close the books on this current year so budget Cycles will always overlap we'll be hap will be halfway through the next budget when we're closing the books on the previous budget and that's what I have this evening I'd be happy to answer any questions any of the board members may have a few questions for Matt I have one Matt just real quick so certainly earlier presentation we said that in consent we're going to approve this yes there's a consent item uh we are recommending the board approved a positive certification dude okay for this reporting cycle all right and there's an attachment on that item that actually has all the the sax forms and the detailed uh budget documents okay okay so you recommend approval I do recommend approval you want to hear it from your mouth yes okay thank you Matt thank you good job okay Kylie we have any public comment cards we do not this evening okay thank you superintendent comments trenet yeah I would like to um thank both you and Maria for running again and returning the consistency is nice and I welcome Gary and Amanda no I'm really not I already shared that I had nightmares about tonight because I wanted it perfect for everybody because it's not usual that we have that many board members doing their oath of office in one evening and so I I had a nightmare that there were beds all over the room and I was late to the event so um I really appreciate um the board and the consistency and it's always nice to have new members because they bring new information to the to the group as well um this week we experienced again spark of love Mariana Torres is out in the audience and um as the Director of equity and access she connects with all of our families in this community and they had just a wonderful week of supplying um dreams and wishes for some of our most needy families and they came here to shop and I escorted a family in who had just lost a grandparent and um just always a story that we forget that not every child has what maybe our children have at home during the holidays um Community School Grant um is was out in the mail today I believe or email however it went and this is a two-year planning grant that will begin in May it's approximately two hundred thousand dollars uh however once we have the planning Grant we can then apply for the grant so we may be applying next year for the actual Grant which is about five hundred thousand dollars per campus that we would apply for this is an overall health and wellness for students it can cover things like some districts do Mobile support meaning a van that's converted or an RV that's converted and they go school by school with dental medical um all kinds of things Mental Health Services we are one of the only consistents in a community kids come to school and so when we serve if there's an opportunity like this we're going to go after it [Music] um we will utilize the funding to look at trauma-informed instruction curriculum and and professional development for staff this week I got to participate in the first annual Esports holiday challenge here at the district office all of our elementary schools that have Esports in the afternoon came and um challenged each other through a series of games I appreciate that Gretchen Pratt and Bethany Thompson brought it to us encouraged the schools to come and you should have seen the kids walk in the door when they saw the big screen that they'd be playing on against each other as finalists and it was streamed through our YouTube channel and they could go home and watch it again pretty amazing I was out immediately I will just tell you I tried really hard and I'm going to start going to the schools on Tuesdays and Thursdays to practice some rounds because I got to get better at it um and because it's first annual they'll be back today I got to go out to Apple Valley high school and participate in the medical and Health Sciences final which was a trauma assessment our local firefighters and paramedics were in the room making sure the kids had all of the detail for it in the end I was assessed in a dress on a table by a student that I've known for years and I said to her she did pretty darn good because she had to say some things to me that most students would not say to an adult that they knew but I do have faith at my age that if I have to be assessed for trauma those kids will take great care of this community so we're in good hands folks um dashboard is public and as you may see there's a lot of communication about the dashboard they're saying it's a starting place because of the pandemic there's always a starting place um it's wrapped around suspension rates English language arts mathematics scores um grad rate absenteeism and English learner performances um you'll see a lot on it everybody put out a publication today csba access every every group CTA talking about this as a baseline so more to come on that the state of the district is January 23rd and we encourage board members you'll get an invite to participate and not be here while we are presenting to the community it'll be in the big room but yes it will be here um abhs alumni um Chief Pratt was sworn in on Tuesday evening we purchased we went and watched it happen patch Laster and I and it was exciting because a lot of our Apple Valley and Granite Hills graduates were in the audience either being pinned or getting there um years of service Awards and to watch one of our alums become the chief was pretty cool and then um in January or February we will be bringing forward a governance calendar that we saw at csba that will include publicly all of the things that happen at each board meeting meaning the annual things the things that we know we can anticipate if there's a law change that may shift where it shows but things like tonight's first interim would show on it the student reports all of the different things that would be consistent each month will be on that governance calendar for you to adopt and then um next month we will be doing a presentation of certificates to miss apara and Mr copper rubius for um participation in a drug-free um Community event that happened a few weeks back almost a month ago I believe and um so we'll be doing that presentation next month and I wanted to alert the board to that and other than that I think everybody's looking forward to a wonderful break thank you Trinity Amanda there we go um all right so the first thing I I wanted to say is just that my heart goes out to all the families that are grieving uh right now within our our district um last week I was able to attend the Granite Hills Holiday Spectacular it was an instrumental in choir um concert I only got to see a little bit because then I had to rush back over here for the board meeting but it was the parts that I saw were fantastic um and then this past weekend I got to go see the Sunsations dessert theater over at Apple Valley high school and Not only was the Apple Valley students performing that they also had the Sandia wolf pack choir there and they were fantastic um when they first came out I didn't realize that they were not part of the high school choir until I looked at my program just because they they really did a great job and then yesterday was the season opening game at uh Granite Hills High School's water polo team for the girls and they started the season off right with a 15-5 win over Arroyo Valley so that was fun to get out there and talk to a lot of parents um I wanted to say thank you to all of the community members who did elect me and I do look forward to supporting all of the students and serving you in the district thank you to my friends and family for supporting me and especially to my daughters who are here earlier for understanding all their soccer practices and soccer games that mom maybe couldn't make it to or could only make it to like two quarters because I was out campaigning but and then finally just to all those staff and students of the district enjoy as much as you can the rest take a break and then we'll see you back next year thank you thank you Amanda Gary I'd just like to say uh congratulations to the the students and the staff the principals the administrators the classified staff on a very successful first semester uh you've all put in a lot of hard work and uh now you get the chance to to rest a little bit so I hope you have a very restful and a joyful Christmas break and uh you've made some Great accomplishments uh this this semester and I know the coming semester the coming new year is going to be just exactly the same so I just hope your Christmas break is filled with family with rest with Rejuvenation and I look forward to the second semester I know I know it's going to be even a a greater a semester of achievement in terms of as we're gearing up for AP testing and our students are getting ready for college and career and graduation it's going to be a very very exciting time so I I'm honored and privileged to be uh to be serving of the students and families of this district and I look forward to a fantastic second semester so thank you to the teachers and the staff to the board to attorney and the the cabinet staff um thank you for all your success this this semester thank you Gary yeah um well uh with here we are again uh starting a new uh session of the board uh I just wanted to take the time to uh thank all of the people who voted to bring this new board members on board um and to wish the parents and the families a great Christmas a great holidays whatever you call it um just enjoy the time with each other and we look forward to a great new 2023 coming forward I'd like to take this opportunity to thank my great friend Dolores for coming out today to support me and uh Carl thank you so much for taking the time to come out today hope you have a wonderful holiday thank you Maria Dennis I just wish everyone have a good Christmas enjoy your family you know someone that needs food take it to them that's it thank you I just want to Echo what the other board members have said wishing everyone a great holiday season here and you know we hear about a lot of tragedy happening in the community with the passing of some of our students but remember there's a lot of really good in the community and that that's occurring and we if we focus on the good um it makes much better holidays so thank you to everyone for their support okay with that we'll move on to public hearings we have none of this time special meetings at this time so we have a discussion action so um first the first discussion item will be annual organizational meeting so in accordance with the educational code sections 5017-35143-7200 subsection C to a requires governing boards hold an annual organization meeting within 15 days of commencing with including a second Friday December 9th this is said basically just between December 9th and December 23rd to elect a president of the board a clerk of the district in name of a trustee as an alternate who will serve as a representation representative at the annual meeting of school and Community College District representatives and determine dates of regularly scheduled board meetings for the coming year so with that said as the outgoing president I would like to nominate Dennis Bender my colleague to my left here as the new board president for the upcoming school year or upcoming year so with that I'll need a second I'll second that okay so we have this first by Raleigh second by opara all in favor of that all right all right is there any opposition none so that would be the order so congratulations thank you yeah step over here now we'll do that later I know a little bit so as the outgoing president I would like to nominate Maria opara as Clerk of the board for the year the Dennis so I have that motion on rough from Raleigh second by Bender all in favor aye any opposed Maria congratulations thank you we've got some reading and signing okay so now we need um representative um I would like to nominate but I would like to ask either Gary or Amanda would you be um in favor of taking that position if neither of you like to to take the position of the representative for the annual meeting of school and community colleges representatives to determine dates I'll be happy to Gary all right with that I will nominate Gary RC oh second in a second all in favor aye all right the ultimate thing goes to the moment no uh opposition congratulations yeah and what did you say Maria and I said the alternate then goes to my online level yes the alternate will go to uh Amanda Buchanan so so make a match I'll make a motion that we um you made it Maria I made them all awesome so all in favor any opposition okay all right so we need meeting schedule prior to voting Turney has a comment regarding October 2023 a conflict yes um the current calendar shows the first Thursday of October as the board meeting and upon election um Mr RC saw that there was a conflict on his schedule that had been calendared for quite some time and so the question is to the rest of the board um if if somebody would like to propose an amendment to that date I would propose that if if you would like to amend it we try not to change very often on those Thursday nights so that people get inconsistent pattern but we're far enough in advance that if we could change it to maybe Wednesday night it keeps our posting normal to the Friday before we still meet our 70 um two hours it doesn't impact too many expulsion cases or any timelines with that and we could stay the same time but that Wednesday evening so if you need a motion for that I do to amend it so the date would be uh October 20 October 4th October 4th instead of October oh this is October 20 23 okay so it'd be October 4th yes instead of the fifth yes with the current time current time at 5 pm I'll make the motion that week okay all in favor all right did you get the I made the motion to as amended yes thank you uh with that Dennis if uh you want I'll just continue to run the meeting here right so unless you you're doing a good job okay it's up to you okay uh we'll move on to um approve the certificate of classified Personnel actions as listed to have a motion second Maria second Gary is that right yes okay all in favor aye any opposition hearing then that'll be the order approve the recommendations for requested leaves as noted motion come out Maria oh second second Amanda all in favor aye aye the opposition hearing none that'll be the order okay um so we're going to move on to item four approve the recommendation for the administrative hearing chairperson effective immediately on expulsion case number nine so we do have a change for that I'm going to read that out we'll take a vote so expulsion case number nine will be changed to student will be put exp correction the student will be expelled to the county school programs for the remainder of the 2023 full semester and the 2023 spring semester student is to complete the rehabilitation plan prior to the end of the 2023 correction 2022-23 spring semester I have a motion to approve yeah motion vendor a second second Gary all in favor aye aye any opposition hearing them they'll be the that'll be the order expulsion case uh number two do I have a motion approve Maria second second Gary all in favor aye uh hearing any opposition hearing none they'll be the order annual review AR number five twenty twenty two twenty three motion second Gary Gary all in favor aye aye any any uh opposition hearing none will be the order annual review AR number six twenty twenty thirty two twenty three motion so move Gary a second motion RC second opara all in favor aye any opposition hearing them they'll be the order annual review AR number 7 20 22 23.
right is that right well I want to make sure I hit on what Lucy was worried about if we want to talk about other aspects of it I still think we want to prioritize right to renew but if there are other things Lucy's thinking of that need to be captured Travis go ahead yes thank you so what I'm hearing just to make sure we're all on the same page and Hannah correct me if um we're wrong or MRI is there would potentially be an amendment to to modify that third bullet to establish and support enforcement process for chapter 105 comma specifically section eight column 531 right to renew but that is that covering what you were looking for yes that's a clearer way of saying it thank you Rachel I I agree with what Lucy said and what Hannah like reiterated I just had a question so if it could be made even broader just to say enforcement process for like rental housing and specifically prioritizing chapter 105 Section 8 531 because I just for example notice that there is information around short-term rentals in chapter 97 and as we get if we get complaints around you know violations when it comes to acquiring licenses for those things right is does the work plan cover that somewhere like if we were my my guess is also that we already have an enforcement process for that so maybe it doesn't even fall into this the first initiative but it's more around tenant education but if you um if you find that your landlord is you know actually renting out the apartment on a short-term basis without having appropriate permissions what can you do so my question is just that there might be something outside chapter 105 and as long as we all agree that that is a possibility and we would still keep prioritizing those issues I'm fine with you know keeping it as is or just saying and for enforcement process for like rental housing I like that idea I don't see a downside to not putting it broader and just say like enforcement process for yeah local renting laws focusing on this here I think that sounds good to me yeah I agree I I have nothing against that I I think it really comes down to what we actually do and start discussing in the Committees um that's really important but yeah that change is fine so you'd like to amend to read um establish and support enforcement process for chapter 105.
