so Plumbing 17 so between the construction and health programs the job Market's been still very strong and we continue to put students out there to work so we expect to have over 200 soon because we still have students that were processing now to go out to work any questions please um is this data for juniors and seniors or um just seniors Justin have not gone out yet and and the column where it says number 13 like for example Advanced manufacturing is 13 13 is the total number of students that are currently in Co-op or um is it 13 seniors in that shop they're total yep no 13 students that are out working seniors yes are we able to get a column like whenever as to how many total seniors we have and um oh sure for each shop for each shop What's the total number of seniors sure we'll add that to the report do we not have Juniors that are in Cobalt as well we're just focusing on seeing like they won't go out until uh May oh mid year the third semester okay I relinquish right here thank you very much Mr Hayden I appreciate it in the fight already thank you even before you're hired you've been thrown out of better seats than that haven't you Tommy sorry about sorry I'm late folks but good old airlines okay up to a capital skills Grant yes I knew I should say I knew the light was going to start off lousy yes Marilyn welcome back happy New Year um in the extra column that we're talking about in addition to having the number of seniors in each shop could we have the number of seniors the eligible seniors and then the ones that are out on Co-op because it not all seniors are eligible for one reason or other so I think if we included all that it would be helpful sure we can do that so we'll add two columns how many seniors how many are eligible and how many are actually working okay Mr Lavoy do we still have a handicap on getting kids out because they don't have a license yes still a big problem yep so we are going to address it well what we're looking at trying to do is uh start a program ourselves trying to work with DeLuca Chevrolet I'm trying to get a car donated so we want two cars so I said I've asked uh Al DeLuca who has helped us with a few things with Vans and stuff to see if his brother would donate a car for our program and we would buy one car of course we'd have to put out the bid but we would uh so he's I'm waiting to hear back I tried to reach him to he we played phone tag today but he's been working on that I touch base with him about a month ago on this so that's step one and then actually tomorrow I'm putting out an email to all staff to see who would be interested in being an auto uh driver's drivers teacher teacher for the school so that's going to go out in an email tomorrow so we can start our own program okay um do we have I thought we had a contract with the company for driver's ed we do not have a contract as of right now for drivers that we did have a contract at one point but right now we don't have a contract but uh uh we've tried to get a contract we have not been able to get a driving school to do a contract with us because they can't they're struggling to meet their own needs within their own School particularly on the driving part of it so our kids are having a tough time even getting an appointment for driving lessons right now that's why it's so difficult so we're looking at possibly putting in as part of one of our win our win courses so kids can take it on the win period which will help those Juniors and seniors so uh yeah we we know it's an issue so that's why we think the best approach is to teach the program ourselves requirements that go along with them teaching them so we'll have to meet all the state requirements we'll have to get anyone well that's why I'm reaching out to see if anyone's interested in getting certified as a teacher and then um then that what they can do is we can post it and they can apply uh for it would be an after-school uh classes as of right now um and after school driving lessons and stuff so obtaining the vehicle and getting someone licensed to teach it once we have those two things we can actually get the application in to run a program what about the um liability insurance all that we would do to our insurance company John right now we have capital capital skills so Capital skills Grant we did we were award we were awarded uh four million of the five million we put in for Capital the capital skills Grant we had put in for this for funding for uh putting on basically three separate additions on the building we were hoping for five minutes out of capital skills and using uh trying to re-look at some of our some money come up with another two men we had gone in a rough estimate of somewhere over just on over seven million for the work that we're looking at from a architect already uh so at this point here um I think it might come we'll be coming to it soon but going to be looking for a vote to put out uh an uh a RFQ for these projects but um that's what that funding was uh initially for and one just about a million of it has to go towards equipment uh so the what we had put in the grant was all the equipment and an airplane that we would need if we were to start the aviation program we got a um so in terms of our programs the three programs we've got preliminary I've got preliminary okays from our lay this is on a well it's actually unofficial that uh it looks good the commission still has to make the final vote but it's looking good right now we should hear within the next week or two the final results but um I was told uh to start getting ready for Part B not to wait since it's a limited amount of time so it looks very promising that all three programs will go through questions comics okay John uh request for uh update on new programs so on the new programs um what we're working on um is well quite a few things once we get that final okay is the biggest couple of biggest issue is space so even with the additions what what are we going to need for space uh upcoming school year so it's not only shop space but some classroom space so we're working on that um to get us through until we get those additions in place um and um according whatever equipment we'll spend we'll put that in this upcoming budget what we need for equipment uh for the new programs I think uh Aviation is pretty well set with the capital skills Grant so whatever you need for that program will come out of that funding and I believe we have a couple other uh funding sources we're looking at one being a grant that we're waiting to hear from for about 250 000 also so I think in terms of equipment and then looking at what we need for personnel so all of those things are we're actually just getting ready to start because um we feel confident that all three programs will be approved to move forward on and then of course we have to then make sure that we have all the spaces prepared for a program and we have to provide a plan for all four programs where they're going to be housed in personnel and funding and all that has to be prepared make for May is when the department of Ed will come in and we review all those that part of the application Mr Cirillo hi uh thanks Leo through you uh John particularly think about the aviation program are we gonna have a conversation with the bus company the buzz company on transportation for the kids for the aviation program that'll that'll go in in our upcoming budget in terms of uh when we put put together the busing uh Transportation budget we'll include that as part of the budget plan foot busing anything further okay request for qualifications for an architect this requires a vote ladies and gentlemen so in order to um get quotes for the three projects that we're looking for three additions we're looking for we have to put out an RFQ to hire an architect um which is a request for qualifications to even um to um to hire the official architect uh and to do uh but before we do that we have to hire a qualified firm which we can fund up to thirty thousand dollars without putting it out the bid for a firm to write the RFQ and also do the feasibility study for the three building three buildings in terms of what we need for additional space for the programs what we have now existing so they'll do a feasibility study on the building itself and give us some recommendations on Space to add these three programs to make sure that what we're planning is going to meet the needs of the school so what I'd like to do is hire a firm from Andover that has been working with us who did our initial drawings for us to submit for the proposal for the aviation program for uh about thirty thousand would be about thirty thousand dollars uh highly qualified and he would write up all all of the he'd do the feasibility study and they would also do the uh RFQ that would go out um for uh finding an architect to actually do the drawings of the three projects so we need to vote for to approve to move forward with that superintendent made a recommendation uh I have a motion on that please you have a second Mr Fitzgerald yes um on the proposal are we voting tonight just for the funding for this or the actual person that you wish to hire I'm assuming because it's under 50 000 that we don't have to do it so yeah you're voting just to allow me to move forward with and who is being an RFQ together who is the firm can feel from Andover um he's done Workforce in the past um the drawings that we submitted recently that I had shown you of the aviation about a couple months ago before we submitted it to the state he did those drawings and he's done some he helped us resolve some of the problems with the uh Automotive project when the we were having some engineering problems with that project he came in and helped us and did some of the engineering for us although highly recognized well respected firm uh in in the area Vivian when you're preparing on an RFQ are you just doing it for one specific company or is it for several companies for just to put out what qualifications they need to have in order to put out a bid for being our architect so we're just all we're doing now is developing an RFQ to determine whoever applies meets the qualifications to put in a bid to to do the design work for us okay Frank can you read the motion again yeah the motion is to for the superintendent to um be allowed to go and uh hire this The Firm I don't remember the name of the firm I'm sorry uh for the purpose of compiling an RFQ uh for the uh upcoming three projects right three buildings and the cat and the cafeteria sorry yeah yeah go ahead yeah I believe he was okay so the way it works and this is just to gain clarity this firm that you're hiring they're the ones who prepare the RFQ yes okay it's a very technical document yeah that's why I mean it's not something that yeah it's a cost on our end oh yeah and what does that cost it can't the maximum costs it can't go over thirty thousand dollars so um this firm is going to give me a a cost but it won't be over 30 000.

it can't go over thirty thousand but he's going to give me a quote what that's going to cost us what his fee will be so the goal is to have this pers this company do the work for us provided his fee comes in under thirty thousand so you're just voting for me to move forward on going putting out our RFQ for the projects I I get it and I feel like I have I come up with another question upon hearing your answer um so the same company that we are going to pay a fee to create a document of what these qualifications would be is also going to be the same company that we're going to potentially hire for no not necessarily not necessarily oh okay did you all set Vivian I'm sorry yeah as long as it's under 50 Grand and it's open to the can um hmm all right who you need to um because the company a bid for on the thing I probably not because they're the ones preparing the qualifications yeah it has to be under thirty thousand that's the law on this particular uh uh what we call um yeah it's different guidelines but it's for hiring a professional under professionals yeah um but do we know when well we haven't hired a company yet so we don't have a timeline for for the um hiring of the architect yeah we want to get it out there as quickly as we can um because our hope is to try to break ground in the in the uh summer real set folks all those in favor anybody opposed maybe motion carries uh okay uh report from committees I see none all business district committee priorities yes Mrs uh Fitzgerald yes under old business I have a question as a result of the tragedy that we were made aware of last night on the football field back several years ago I had made a motion request which was approved that we would have aeds on each of our fields that were solar powered so we never were without the battery operated operated aeds and I'm ashamed to say I have never checked to see if that actually happened so if either now or in the next meeting if John could report on that that would be great thank you it's uh Frank Frank um I don't know if he's be under um whole business or table matters sure bring it up I'd ask the last uh two minutes ago for a report from whittier's um process on their busing I'm good I think I remember you asking I don't know who would have that would that be John the principal who would have so you're you're looking for their did you say process for the butt thing yeah how are they carrying out their their bus the bus um yeah I know they they're they own their own bus um the hiring process and everything and how effective is it compared to what we're yep we have um I will um have the superintendent from where do you come in or I'll go visit her uh and she can take I can take a tour of her operation and see how it all up how it all works and then we can sit down talk about how she uh runs it that she runs separate from the school as a business or how it actually off how it works so I can set up a meeting with her Maureen Lynch is the superintendent there which I have a good relationship with so I'll give her a call and go out and visit and then I can give you a report next meeting okay anything further okay uh table matters position title change are we going to address that this evening um no we're waiting to settle though I'm not administrative contract I'm not going to ask for a motion to take it off the table Madison part-time and full-time positions are we addressing that this evening um are you looking under Personnel cable matters oh if we're going to address and I should I have to ask for a motion to take it off off of off of the table oh yes okay are we going to address that yes okay no we're going to take that off part-time the full-time position yep are we going to discuss it this evening oh yeah that that contract's not settled yet either so we're not going to discuss it so it's going to stay there though yep okay Personnel considerations no resignations leave of absence retirement appointments we have a couple of job postings uh superintendent would you go through them please um a LTS for English learner instructor February 27th to May 25th these are long-term Subs the long term sub hourly rate long-term sub for a guidance counselor April to June 2023 long-term sub hourly rate um I'm gonna do those two first yeah why don't we do those two can I have a motion on the two positions the superintendent record so move discussion all those in favor anyone opposed continue John please uh dental assistant instructor per CBA 2022-2023 to expand the fully staffed Dental Department um it's a new position I'm going to hold up on this position I'm pulling that for now excuse me um today yeah we're going to pass on that one oh yes yeah okay yeah so because it's a new position yes I'll give you an attachment if I bring it back cable that position then yes okay the children kept the motion the table the position of dental assistant instructor a new new position sort of emotion second discussion all those in favor I propose that'll get moved up to table of matters please Sue okay uh postgraduate uh survey excuse me postgraduate survey staff come on so this is postgraduatory staff to fulfill Perkins Grant reporting requirements internal candidates compensated at their currently hourly rate up to 80 hours of work between all staff hired January through March 2023 evenings and weekend hours this is an annual position we do every year did you accept the motion some move discussion all those in favor and you want to post part-time medical secretary John so this is a part-time medical secretary office assistant 30 uh thirty dollars an hour 18 hours per week during morning school hours replacement for the greater Lawrence Family Health Center medical assistant this is a new position um that we're looking to fill and you have the I believe you have the job description in your packet recommendation from the superintendogram of motion of a second Zoila you have Mike please so this person um is an assistant does it needs a license or not because it says prefer it doesn't say it says it needs a license but preferred yeah they don't they don't need a license for the responsibilities they're going to take if someone has a license it would be helpful as a as a medical assistant but if they don't have a license that'll just limit some of the responsibilities we can give them but what we're mainly looking for is what's attached to here which they don't need a license for but if they had the license we could let them do some medical assistant work so we don't absolutely have to have it but would be nice to have that other questions um when it says medical certificates certification not license for the prefer certification licensure um question you said this is a position for us a greater Lawrence community Family Health Center this is for us but they won't be working for a Family Health Center no they'll be working for us okay yes I wanted to back up to agenda item uh uh appointments 10d it's my understanding I think quite a while ago we had asked that if anybody knew was hired because of our votes that we actually got to see who filled the position so um if for instance this new medical secretary office assistant if she's appointed he or she is appointed by the next meeting it would be reported that that was a new hire and hopefully I would want to include maybe this city or town that they came from so we would know if we're able to hire locally and it's my understanding also that we do have a new um facilities director and I would want that listed and perhaps we could meet that person at a future meeting thank you I don't remember your request but that's okay is that something we can handle superintendent yeah so we have a list of that we will be presenting to the next meeting I think there's three or three or four appointments we've made that are that just started today that we'll have for you for the next meeting and I'll I'll ask the new director of facilities if he could attend the next meeting so he can meet him okay Vivian can I have mail as a request also uh be added for retirement leave of absences as well and resignations well we do we do so for every section we we have it listed out on this specific document what we have when we have a resignation it's listed yeah and we we put no we normally leave of absence considering that we're not doing it for appointments right oh you're right we didn't put it for appointments but we uh the other three they're usually listed here if I have them uh okay you know Sue uses very good list at listing them here all right I just want to make sure we're doing it across the board sure okay anything further we would oh go ahead jump we would have had the appointments for you but because of the vacation week and so many people in and out of the office uh and people starting today um and they were just appointed over the over that time period that's why you don't have it in this this document today it went out before we before they started okay I'm sure we can correct that it won't be a won't be a major problem and we'll go from this date forward correct am I correct yes go from the state forward okay superintendent will update the committee on uh upcoming projects on ongoing projects excuse me the child care uh Four Winds Reggie Cafe library and Automotive superintendent so uh Child Care um is going where our goal is open Feb first week of February uh it looks pretty good right now we this week on vacation we got all the cabinets in that were necessary for uh doing our countertops and they're going to be Temple templated tomorrow they're coming in for all the the new uh quartz Granite uh countertops that's going to be done tomorrow the flooring guy starting tomorrow to do the flooring the ceiling gentleman has one more space to put in all the grit work uh all the tiles won't go into the electrician finishes this lighting that students have been doing the lighting work all the electrical work so that's ongoing they've started about three weeks ago in that product or three weeks before vacation that's going well and the pipe fitters uh finished I believe they finished up today the sprinkler system and the fire system today so that part of it's done the control work for the heating is going to be done they're supposed to be back in this week to finish up the controls for the rooftop units for that heat and Cooling in that space and the playground is we've got all the base for the new uh poured rubber base that won't go in until spring but we're putting in temporary Turf on there so they can play on it in uh this winter on on top of it so that's pretty much going to be late either tomorrow or uh Thursday so that part will be done so we're moving along well on the four on the child care project and most of the paintings done in there and some Cabinetry for the for the child care um where they hang their coats and they have little Cubbies that those are gonna the coat rooms yeah those those are going in uh probably uh next week once the floor guy finishes this floor uh or probably the week after uh he'll take them all of this week and next week to finish up the floors and then um we should be in pretty good shape I think we're looking good for February 1st but after this week I'll feel more confident about the actual date once I know that the floor is well it's on it's well on its way that's the biggest project left in there really that and uh finishing up the ceiling guy a little bit the Four Winds um they put on the door for the bathroom today and they're putting on the door for storage tomorrow the glass wall is in that was put in last week so that's a big part of the project done um where the outside door we're hoping goes is here now so it's just a matter of putting it in so that should go in hopefully this week so as far as the Four Winds concerned once that's that door's in and we put the lock on the bathroom we just have to set it up they have not we haven't ordered any new furniture for that so we're going to open with the old furniture we may try to put new Tops on the existing tables and what we're looking at probably doing is using the library chairs because they have soft cushions on them and we may paint the chairs to save us money so we don't have to buy all new furniture so I'm looking at doing man anyway since they haven't picked any furniture yet and then if we decide we don't don't like it then we can always look at new furniture next year if we feel better about that but I think it'll look fine and then it's ready to open the Reggie Cafe really is with the door in there's only it's really ready to open the only thing that's holding there's nothing really holding it up other than getting organized and we're cleaning we're gonna there's some they're starting to clean it today they'll finish cleaning it up tomorrow we've got the table tops that came in last week they're putting those on tomorrow so um we are waiting for the pastry refrigerator that goes on the front counter um and but they can open up anytime they want at this point in terms of once we clean the space so I would say they're good to go pretty much after tomorrow if they want to open next week if they want to wait till next week and open next week they're ready to go there's nothing holding them up from opening then the library we're just waiting for the furniture to come in I think February the furniture is coming in for that and that project will be done an automotive is going better they're almost done the Brick we're three quarters of the way done with the brick work on the outside once the Brick Works in they'll put the windows in uh the garage doors install I mean order the garage door should be in any day and the roofing we were waiting for the roofing to put the drains Up on the Roof those went in today so they can now put the put the roofing down on the roof it'll be water tight so you know we'll get it's moving along much better looking much better so that project's going pretty good Mrs Fitzgerald yes please excuse me on this question but would you remind me what the additional space in automotive is going to be utilized for so the additional space and Automotive there'll be two lifts in there that are specifically designed to repair electric vehicles that's the whole intent was to bring it up to technology and so kids can learn how to repair electric cars Vivian uh superintendent I don't believe you actually um gave an estimated date for the four wins I know okay dates are constantly changing but you mentioned the glass wall that it's in and um so when do you foresee that the Four Winds will be up and running well the Four Winds they asked to put a little uh cabinet space in the corner which we ordered going out to pick up the cabinets tomorrow we're gonna just get something that's in stock so we have to put a short wall up in that corner for them with so that they're looking for a coffee space in the corner so and a sink so we're going to do that and then they can open um so and once they put the lock on the bathroom door which they're supposed to do tomorrow they can open even without that exterior door they'll just have to come to the Reggie Cafe so I would say two not next week the week after they can open foreign Frank oh okay take it up with her oh yes go ahead any questions concerning these projects uh superintendent you have a question I I just want to also say in the Four Winds we have a new sound system TV system and everything that's being designed so we can do a much better job with our meetings and anything we're going to look better on the special events that go on in there it can be broadcast much better than it than today it's all being redesigned by a professional uh professional audio and visual company that's doing all that work for us that's supposed to start sometime in January this material I mean all the product was ordered early December so that they expect to start sometime this month so that'll be a much better space for us to meet in and for any you know meetings and events we have with you know whether it be with our legislators or any other special events that go on Zoila you've mentioned that the tables and the shares are going to be the same that are they are right now there's a reason for that so that those take if it's a brand new place why don't we have new tables and shares so we CA we are uh well I'm actually had us um they have looked at new furniture and haven't selected anything so typically new furniture takes about six months to get um what we waited for the library Furniture we ordered way back in the summer it's still not here yet so in the meantime we said let's go with the old furniture in the next couple of weeks they can go ahead and pick out new furniture we'll get a price on it and then we'll look at you know when we refurbished the old furniture if we like the way it looks because what we're looking at is we're thinking about putting mahogany Tops on that will match the mahogany doors in there which will be natural mahogany using the existing legs which I think will look really nice and then taking the library chairs and having them professionally painted a nice color because they have soft cushions and so I think it'll look I think it'll look pretty good but in the meantime I told them to look pick out some thing we'll look at it we'll get a price on it we'll get a timetable when it can be delivered in the meantime we'll look at what we put together because we have the material was all the tabletop mahogany was donated to us we we got some benches from a church about four months ago and we took them all apart and so we have the lumber which is all mahogany that we're going to use for those table tops so we don't have to buy the lumber it's worth about ten thousand dollars that material that we had donated from a church in Methuen that's what we're going to use for our table tops so save us a lot of money visit a Catholic Church no it was uh Protestant church I guess it was yeah we didn't take all the benches apart we saved some of them uh the benches also we did save some of the benches are really beautiful they were like brand new really in good shape yep um Leo for future generate items can we have the director of um Athletics come in and talk and give us an update on the hockey program sure we can do that we have uh yeah I think we have five students playing at the shoba tech right now as on on a partnered program with them cool yeah so we um we actually have an amazing staff member who is a former hockey person who is coming here at I think he gets here at 4 30 or a quarter five and this the takes the kids from here to practice and come brings them back in advance so they're here before 7 30.

thank you sorry about that I will start over thank you welcome to the January 20 January 4th 2023 regular meeting of the Ann Arbor Planning Commission for detailed information on meeting procedures please review the full printed meeting agenda provided Mr Leonard will you roll and call the role please yes sorry a little rusty after my holiday commissioner Gib Randall present commissioner Abrams commissioner sovay here commissioner Mills here commissioner Hammerschmidt commissioner dish commissioner Lee here commissioner Clark commissioner weich here I do want to alert the commission you have five members which is enough for Quorum it would not be the required six votes to take action on a petition I was expecting a six members so as we progress through the business hopefully we'll catch up in the event that we don't get a six-man member my recommendation would be to con hear the presentations conduct the public hearings on the action items but to postpone action on those items until the next Planning Commission meeting on January 17th okay great thank you all right um may I have a motion to approve the agenda commissioner sovay and seconded by commissioner Lee any discussion none all right all those in favor please say aye aye motion carries okay we also are we're on to item number four which is um may I have a motion to approve the minutes of the October 18th 2022 meeting um uh moved by commissioner millisecond by commissioner white any discussion none all those in favor please say aye motion carries all right we are on to item number five which are reports from City Administration city council um who we don't have tonight so perhaps Mr Leonard can fill us in on that and any other Liaisons yeah no uh no uh city council report the in addition to uh um commissioner dish being absent the city council moved their meetings for January to the 9th and the 23rd so they have not conducted their January meeting quite yet um as for me uh no reports I will uh just a brief update uh we continue to work with the um a selection committee on comprehensive plan we are at this point recommending uh proceeding with the interviewing of two firms interface Studios and housel Levine so we're hoping to get those uh interviews conducted in January with a recommendation following up after that so that's the only report I have thank you all right we are now on to public comment this is an opportunity for persons to speak up to three minutes about an issue that is not listed as a public hearing on this agenda we'll first call an individual's present to address the commission than remote participants to speak during this public hearing press star nine if listening by phone or use the raise hand feature if you're viewing to the web link for phone access call 877-853-5247 and enter meeting ID 977-6634-1226 and to a mute press star six City staff will still let callers that have raised their hand using the last three digits of your phone number or by name if available for those accessing through the web link when you hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute any television or background sound so that we may hear you clearly sure no problem for either method of participation please state your name and address at the beginning of your comments is there anyone present that would like to speak at this time for any issue not listed on the agenda anybody remote Mr Leonard we do call her with a phone number ending with three four five you can press star six to unmute and address the Planning Commission for three minutes hi I'm a little confused um we can't address on anything that is and that is on the agenda is that true so what we have places excuse me we have places in the agenda for other items when we're discussing those items There's an opportunity for public comment for those items so this one is to kind of the catch-all for things that are not on the agenda okay can I just ask one question um did you receive the updated version of the pros planned from Pac because they made some changes yesterday I think we'll get that report when we get to that item on the agenda uh Mr Leonard knows what's going on okay thank you okay great thank you anybody else waiting virtually for us caller with the phone number ending with five three four you can press star 6 to unmute your phone and address the Planning Commission for three minutes good evening this is Tom stalberg calling from Lower Town in Ann Arbor and I'd like to discuss lower sound development it's going to be coming back from Morningside to having their community meeting later this month so under preview that without giving you all the details uh one of their phases was going to be approximately a condo that did not do well in pre-sales they moved that to their third phase and they're going to change it to Apartments a greater number of units than that and eliminate the parking which I believe would uh some first floor parking and perhaps a little bit more than just that the new building is uh gonna have a few units of affordable housing I'm guessing that has to do with the formula from the Brownfield negotiation but I'm not certain and the developer does wants to keep it all gas service as his original client pass and has stated some underground utility work to justify that uh however I am hopeful that this body and other members of the public will convince that developer that it's time to go uh to Electrify that building and whatever relatively small talk to their work for underground utilities uh well but water under the bridge we're in a different uh place right now in terms of planning initiatives if the developer's been paying attention to Planet Commission if we look at Valhalla for example Valhalla was four times the density that the comprehensive Plan called for Planet staff recommended not approving it for that reason that Planning Commission it was approved I believe largely in part because of the electrification of the building Morningside Lower Town project got a density that was even greater than the Zone category that was used about health how they got it that's another story for another day but it was not appropriate the current comprehensive plans the same as it was back then which called for mixed-use Urban Village at that site there's no mixed use being proposed and this phase so given that they got a Bonus density they didn't provide the affordable housing that they would have provided had it been approved as a PD isn't that saved them nine million or 93 units informal housing and given that the comprehensive class 30 more seconds with my today's planning Initiative for sustainability I hope that everybody can urge this developer to put into mixed use on that first floor and to build a building sustainably let's Electrify the perfect place to implement our current planning initiative thank you very much thank you is there anybody else in the queue there is not okay um could we hear about the public hearings for the next meeting on January 17th we have one new public hearing scheduled for January 17th it is for fire station number four uh proposal to replace the existing public fire station located at 2415 South Huron Parkway the new two-story fire station is supposed to be 12 000 square feet uh eight off street parking spaces are proposed as well as four Class C bicycle parking spaces most of the surface parking area will be located in schiffler park the project will provide a number of improvements to the park including a new larger basketball court and a rain Garden to capture storm water two driveways on South Huron Parkway are proposed to handle the movement of fire apparatus and parking space for fire personnel and several sustainability sustainable energy systems are proposed including geothermal heating and cooling as well as solar panels um as a reminder for those on the commission as a public project s over two hundred and fifty thousand dollars in value which this is um per our resolution of city council come to the Planning Commission for review and measurement against City private development or uh standards so this public hearing and your review will be measuring the plan against the UDC however those comments and conclusions will be provided to the city council and only an advisory nature and I will be recusing myself for that project as I'm one of the designers on it okay we are on to item 8A which is our regular business so we'll first be looking at the 2024 through 2029 Capital Improvements plan um so uh I will hand it over to staff let me introduce uh Kayla Coleman Kayla has been with the city longer than I have I don't know how long but Kayla has recently stepped into the role of Capital Improvements uh planner for the city a role that was previously held by Deb Gosselin who you saw on many occasions Deb is probably now enjoying some warm weather with her feet up on a beach somewhere um as we've provided some uh presentations to you prior on the capital Improvement plan this is what we um will call a full Capital Improvement plan so it's really um opening the books and starting Anew if you will with both existing projects and brainstorming new projects across a lot of segments at the initial presentation there were some questions and comments by the Planning Commission um uh that actually I don't think there were that many questions or comments some think I'm conflating uh the next item on the agenda but in any event I'm going to shut up Kayla's going to go through a overview of the plan the projects that are going to be featured the duration of the plan she's going to also highlight some of the scoring that was an aspect I think that the commission was interested in and we've provided a supplementary document to the packet in that regard as well um and with that Kayla take it away thank you brat for the gracious introduction uh thank you uh planning Commissioners and Planning Commission chair for having me here this evening to present on the fiscal year 24-29 Capital Improvement plan I'm going to try to make sure I'm speaking into the microphone so I'm sorry if I'm not looking at you as I'm speaking um I'm going to get started here with just a couple of introductory slides uh thank you for inviting me back in September to share the overview of the CIP process with Commissioners I'm going to recap just a little bit of that for the benefit of the public who may be following along with the consideration of this item tonight and then we'll get on to some highlights of what's proposed in the the current fiscal fiscal year 24-29 CIP and we can talk also about those scoring metrics as Mr Leonard mentioned so just orienting everyone who may not be familiar with thinking in terms of City fiscal years we at the city here are currently in FY 23 that runs from July 1st of 22 through June 30th of 23 and the CIP that we are currently working on and have proposed here for you this evening to consider is the FY 24-29 CIP and that will so that would begin in just a few months July 1st of 2023 would be the starting point for this proposed plan and this is a full update as I believe Mr Leonard mentioned as well this full update covers a full six-year plan which includes many new projects modifications to existing projects reprioritization and removal of some projects that were determined no longer necessary or relevant so again just for orientation what's what is a CIP why do we need it this schedule of Public Service expenditures covers a six-year period this planning tool is for large physical improvements that are being made to City infrastructure and assets that provide basic needs in order for the community to function and this is required by the state of Michigan that this plan be created the full update cycle that we're doing now for the all six years we refer to that as taking place in the even years and that in this case refers to fall of 2022 so although we're in 23 now in an odd year we developed staff's time um spent working on this took place in Fall of 2022 so it was an even year cycle and a CIP project has a minimum threshold of a hundred thousand dollars for any physical infrastructure improvements to be included in this plan and studies that lead to physical projects of at least 50 000 are also included in the plan the major asset categories are municipal facilities transportation and utilities of course there are many subcategories within that but I'll save us the time and encourage anyone looking for more information on that to refer to the September work session presentation this overview was covered in detail back in September I just want to highlight the relationship between the CIP process and the budget cycle the development of the CIP takes place in the fall these first couple of steps that staff spent time identifying projects scoping scoring based on defined metrics and then programming the proposed CIP is now presented here for Planning Commission consideration that will be public hearing opportunity tonight and ultimately whenever the CIP does become approved it will be handed off to lead into the city budget cycle so this is a foundational piece of the city's capital budget and once projects are approved in the capital budget they can actually move forward to design and implementation so the CIP is an essential piece of the process but projects being approved in the CIP does not guarantee that it will receive funding there is a next step to city council approval so now looking more closely at what is included in the 24 through 29 proposed plan we have about close to 1.2 billion dollars worth of total Capital infrastructure Investments when you look at the breakdown of where the dollars are falling most heavily it's in the city-owned buildings group and I know Deb Goslin when she was here a few years ago highlighted this dramatic shift the city-owned buildings slice of the pie used to be pretty tiny but there was with the affordable housing millage there was a major effort made to identify opportunities for affordable housing improvements and in the out of this 481 million dollars it's something around 430 million of that is affordable housing projects the remainder include things like fire stations Parks I'm sorry parks are called out separately but fire stations and other work on city-owned building like here at larcom City Hall call that would be included in the remainder of that asset group the water system is our other biggest chunk of our CIP and of that 276 million over 100 million of that is the water treatment plant replacement project so there is an a very significant project that is programmed over the next six years and continuing beyond in order to entirely replace and revamp that water treatment plant so that's quite significant the other pieces also all smaller slices of the pie also contain a lot of really significant and important capital projects looking at the breakdown by number of projects we ended up with 500 total projects right on the dot by coincidence see if it turns out that way ever again I doubt it but um so the greatest number of projects is in the water system and so that was similar to what you see you saw that one having a large number of dollars it also has a very great number of projects Street construction coming in next As We Know many of our street infrastructure that that asset group requires a lot of investment to maintain and to keep it in in better condition we have a lot planned there so some of the highlights of kind of the types of projects that are included or changes that have happened since the last cycle this these items were also included in the memo that was provided to the Planning Commission but there's been a number of policy Direction new new changes that have happened over the last couple of years this is the first full CIP cycle since the adoption of the moving together toward Vision zero Transportation plan so although we saw that coming when the when Deb last presented a full CIP in 2020 there were some projects Incorporated in anticipation of that but this was our first full cycle with that component of the of the comprehensive plan for the city and the a20 carbon neutrality plan I believe was approved the June before I think it was June of 2020 so just before the last full CIP cycle however this being um it's second go round there were still opportunities to incorporate additional projects and clarify project Scopes based on our the city's adoption of that carbon neutrality plan and of course this fall the climate action millage resulted in a couple of new projects being incorporated as well as a number of projects having identified funding sources where before funding had been uncertain so projects that may have been floundering or were looking or may have been pushed further out were able to be brought forward and have a real tangible identifiable funding source that influenced things um I think a couple of the the all ages and abilities bike Network project received the climate action millage funding there was a sidewalk project on Earhart where funding from the climate action millage will go towards that I believe crosswalk lighting as well so a number of active Transportation items um will benefit from that millage the American Rescue plan act also led to some changes to the CIP again in some cases it was identifying a funding source for projects that were already identified needs the city clerk election center was also incorporated as a new project in a CIP based on the support of that having councils council's commitment to fund that through American Rescue plan Act Road Bond Council has approved a road bond that will help to further our investments in our road infrastructure and that will benefit a couple of specific Street projects but our local Street resurfacing project and our Capital preventative maintenance programs will benefit from that road Bond funding project coordination and efficiency is something I wanted to highlight this is an area that's always emphasized in the CIP process but this year we really made an effort to look at all of the upcoming Street projects and determine whether any correlated utility projects are needed so at the time when a street is opened up for utility work that's the most efficient time to make any improvements needed to aging water storm or sanitary infrastructure so there was a really dedicated effort to look for that for those parallel projects and and on the other hand I want to highlight that if you're tracking projects and how they had been represented in the CIP previously to how they may be shown in this proposed CIP you're going to notice many scheduled delays many projects that needed to be pushed further in the CIP cycle largely because of inflation and limited funding we've all seen inflation in our own consumer purchases the impacts to the construction sector are dramatic and the costs of some projects were increasing by um hundreds of thousands if not millions of dollars in some cases and there simply was not enough money available through util through the city's Revenue sources in order to be able to keep those projects programmed as planned we'll be able we will not be able to do as much work with the amount of money that we have because the work costs so much more we've also seen projects get delayed due to labor shortages due to supply chain and material shortages as well we've started utilizing the on hold project status a little more it was it was previously available in the CIP software in Alabama's but this year we looked more closely at projects that had been continuously getting bumped each year another year back and another year back and tried to think more critically about whether there is a commitment and an identified funding availability to to uh to predict that we think the project will move forward in the next six years and in cases where we really feel that funding is uncertain or the commitment's uncertain those have been moved to on hold they're still in the CIP we'll look at them each year as staff go through the CIP cycle and evaluate whether any of those now should come off of hold but the goal there in putting them on hold was to present to the public and to the planning Commissioners a CIP that is more reflective of reality to try to manage expectations and present something that we think is more tangible prioritization metrics a little on this I know we talked about this previous previously in September it was an area that the commission was interested in and we did move forward using our existing prioritization metrics that were established in 2020 when the new alivant software was adopted but we do see opportunities to continue improving metrics and we just want to note that as an area that we'd like to work on over the the gap between the next CIP cycle and I hope that it's something that planning Commissioners will participate with us in these discussions of course equity and sustainability are two areas where we want to continue improving how our metrics are defined there there are existing metrics that in the in many of the asset groups the metric relates to the percentage of households in poverty in a particular census tract so it's looking at where that project is expected to take place what is the percentage of households in poverty and then that would incorporate into the metric and while that's valuable there may be more that we could be looking at or other ways we could be thinking about sustainability and Equity so just wanted to note that those conversations did continue to happen throughout the CIP process with staff and it's an area that we see opportunity for improvement while we don't know the answer yet of what those metrics should be it's really about thinking about what projects are moving forward and are they the the projects that will provide the most benefit to the community as a whole and thinking about the different ways we could measure that and consider it in the process so another preview of something that's coming soon that I'm pretty excited about is that I we've been working with our staff that do geographic information systems so mapping mapping the CIP projects in a way that the community could spatially interact with the data so right now and in the past the CIP has existed as PDFs that are posted to the city web page and while we make every attempt to be completely transparent and the information is there it is hundreds of pages of material that can be kind of daunting to page through and find what you're looking for we have a draft dashboard that's in development that we believe could roll out hopefully in the next couple of months but certainly before the next full CIP cycle to be able to allow the public full interaction with the CIP data to click on individual polygons zoom into an area on the map of anywhere in the city where they're interested in seeing what might be planned in that area and see the details the project description the information and what is coming there this isn't another screenshot just showing how once you would click on an individual project it would pull up some information about that so we think we have the data available we have the tools we're just fine tuning cleaning it up and making sure everything is ready before we push it out publicly but we are pretty excited about that so that overview I turn it over to Commissioners for questions or maybe it's public hearing first I'll defer to Mr Leonard but I thank you all for your time and look forward to the discussion of the CIP thanks Kayla that's exciting to hear about the new things that are coming okay we will um move on to the public hearing part of this so this is an opportunity for people to be able to speak about the the CIP that we just heard about we'll first call an individuals present to address the commission and then remote participants to speak during this public hearing remotely press star nine of listening by phone or used to raise the hand feature if you went through the web link for phone access call 877-853-5247 and enter meeting ID 977-6634-1226 City staff will select callers that have raised their hand using the last three digits of your phone number or by name if available for those accessing through the web link when you hear an automated an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute any television or background sound so that we may hear you clearly for either method of participation please state your name and address at the beginning of your comments is there anybody present that would like to address the Planning Commission on the Capital Improvements plan thank you Randall my name is Ken Garber I live at 28 Haverhill Court um I commend Miss Coleman and staff for their hard work on this CIP I spoke at this hearing the last two years running and both times I asked that Network geothermal Loops be built into some of these Street and Sewer projects so I'm really happy that this CIP includes a district geothermal field feasibility study and a downtown energy utility study along with the launch of a sustainable energy utility I'm super super pleased with this um next year we should see actual plans and budgets for specific District geothermal projects this is a five-year CIP I personally don't see any reason to wait for the outcomes of these studies before budgeting in some of these projects but that's just pushing me my other CIP comment is a bit of a rant sorry in advance this is about the 720 foot Airport runway extension the airport was designed for piston aircraft not for jets but more and more Jets and turbo jets are using it in bad weather they might have to cut back on passengers and payload in order to safely land or they might have to go elsewhere hence the longer Runway my question is why allow Jets here in the first place they're a climate disaster private jets are roughly 10 times more energy intensive per passenger than commercial planes and 50 times more energy intensive per passenger than trains football Saturdays see the most jet traffic why should we cater to Rich alumni just so they can jet in and out on game days let them fly commercial same for corporate travel cargo Jets can use Willow Run broader context Global Aviation emissions are set to Triple over the next 30 Years exceeding total emissions over the entire history of flight dating back to the Wright brothers this is massively unsustainable Aviation growth growth is wiping out the benefits of electric vehicles almost 2 million more flights a year touched down at U.S airports than 20 years ago and it's a tiny fraction of the global population doing the most damage most private jet traffic is discretionary the airport draft environmental assessment cites negligible climate impact but it only measures emissions at the airport not in the air that's like saying a Hummer is climate friendly based just on what it emits in the driveway last November 129 scientists blockaded 11 international airports and demand demand a ban on private jets 31 were arrested this Runway extension typifies the way we do transportation in this country if there is demand for more personal Mobility we automatically meet it with an utter lack of social responsibility um I don't expect you to cut this 6.5 million item tonight from the CIP too many people want it and I'm just one to range malcontent who doesn't thank you thank you anybody else present that would like to speak on the Capital Improvements plan do we have anybody in line virtually we do not okay well I will read the motion and then we can go into just two discussion whereas Section 1 185 of the Ann Arbor city code requires that the City Planning Commission annually prepare a Capital Improvements program identifying public improvements that will be needed within the ensuing six years in the general order of priority whereas the fiscal year 2024-29 Capital Improvements plan or CIP has been drafted by City asset category teams and reviewed by the City Planning Commission and whereas a duly noticed public hearing on the draft plan was held by the city planning commissioned on January 4th 2023 resolve the City Planning Commission hereby approves the fiscal year 2024 2029 Capital Improvements plan and resolved that the City Planning Commission recommends that the city council approved this fiscal year 2024-2029 Capital Improvements plan as the basis of the fiscal year 2024-2025 capital budget all right that's the motion moved by commissioner Mills seconded by commissioner weich we are in discussion commissioner Mills I'll start out by saying I feel like over the last I don't know actually know how many years I've been on Planning Commission seven or eight um we whenever the CIP came forward we would compliment Miss Goslin that continues on I am so excited about the staff that we have um in helping see us through this process I really really appreciate all of the attachments that you included in the staff report helping lay out it was really clear to follow kind of what the new projects are the list of I'd like the on hold that has perpetually been something that has been like this is so weird we have all of these projects that all just get pushed up to the last year and so having that category I think is really really helpful um I really appreciate the thought given to incorporating the policy context that you were talking about and I mean I that may have happened anyway but just seeing the slide of all of the things that that do affect kind of what the funding situation is what gets added to the list I think is really great so thank you very much um I have maybe I think two questions one is included in the packet for tonight was a memo to us from the Transportation Commission and their recommendations and I'm curious if you could help us understand like uh whether that has been addressed in the draft that we're seeing I didn't go Point by point but if and um and if not uh if we could talk about why not of course thank you is it okay if I address the questions please yes sure um thank you and that is probably an oversight on my end for not addressing that earlier so I apologize but the yes the Transportation Commission recommendations that have been provided to you have been Incorporated um I'm pulling them up right now just to skim through them so I can address them more specifically but staff from the so myself Steph from the Transportation that support the Transportation Commission and transportation Commissioners have met to review these and discuss how modifications could be made to the CIP and I believe that all of them have been addressed um all of the ones that are relevant to the CIP their their recommendations actually span Beyond just the capital Improvement plan and really some of these had to do with project implementation and budgeting and so those ones I will say they are within that same document but they're sort of for a later process but looking at the first section that have to do with capital Improvement plan projects we did incorporate the language about the desire for permanent physical protection curbs and bollards so there's a specific project in the CIP for the all ages and abilities bicycle Network and that scope has been modified to reflect the language proposed by the Transportation Commission the State Street um let me see and it the implementation of projects from the State Street Corridor um new projects should be added to reflect non-motorized connections so the way that those were Incorporated is there that there are existing uh projects in the CIP for the street construction component and we added scope items to note the non-motorized connections also needed as a component of that project so those are reflected um and the the final one I believe was incorporate I don't have the project number on the top of my head but there I believe there's an existing CIP project that reflected that band America Gallup Park um location that we may have made a modify I can look at that one in a little more detail but um I believe that it was a modification to the scope to reflect the commission's request there um and then the remainder of the recommendations were really about as I said like the implementation or the budgeting and not necessarily the CIP so those have been Incorporated um they were provided here for the commission so it was a comprehensive packet of all the recommendations and discussion that's taken place around the CIP given that it was dated September I assumed I just wanted that opportunity to say is this still something that we should be yeah um discussing so thank you very much for that I think that's all I have right now Mr White thanks uh for this presentation and report I just I had um two questions and I think I'll do the two uh the faking uh commissioner Mills for bringing up the Transportation Commission memo because that was going to be one so I would have had three um on slide six of your presentation which you gave to us and is in the staff report I just have a general question of why there's no um sub uh indication that 430 million of the 481 million is for affordable housing and why it's being labeled I I understand why it's being labeled because it is City owned but it just on the surface it seems like we're doing a lot in city-owned buildings that sort of supports the city services as opposed to affordable housing which sort of fits some other objectives so I just wonder from a policy or um a preference like why that's noted that way uh in your presentation sure so the way that the CIP is set up is by asset groups and it's meant to group like projects that um have similar characteristics together and so city-owned buildings is an entire asset group and within that that's where affordable housing projects are classified and um it's one of those things I'm hesitant because it sounds like I'm going to say well we're doing it that way because we've always done it that way but the reality is that those asset groups have been in place for I think decades I think we certainly can modify them there's no no reason why we could not but those asset groups have been in place for a very long time the influx of money towards affordable housing is recent sure and so in the past that was a small sliver and I suspect in the past the breakdown of that sliver of how much was fire stations versus Municipal facilities like the one we're in today versus affordable housing it was probably more comparable and right now it's really inflated I have no problem at all adding an asterisk to call out that and that's why I wanted to say it during the presentation is because I think it does misrepresent the data a little bit or it could lead to some confusion about you know why why are City on buildings getting 481 million dollars well that's specifically because 430 ish of that is affordable housing I'd be happy to add that note to the slide and provide it to planning staff to to replace or supplement what's in legistar if that would be helpful I think so I just think in terms of the general public it's something that's easily missed that there's those significant Investments and in particular that 200 million is to one development the 309 South Ashley development which is a significant investment in bringing affordable housing there it even exceeds the allocation that is for the Y lot so a lot of people are aware of the development that's happening there I'm not as sure that they're aware of what's coming to Ashley and the allocation that we have in this budget to forecast that and I just think in terms of communication and trying to cut through some of the communication for the general public it would just be helpful to see that there is a significant investment in affordable housing we hear at this table about affordable housing almost every time we hear about a development so it would be helpful to know wait look the city is investing almost a half a billion dollars in its five-year Capital plan in affordable housing so I would love to see that so thank you for being gracious there and then I just have a general question which I couldn't find the answer to so you may know or Mr Leonard may know um is bike infrastructure included in the road Bond funding I do not believe that bike infrastructure is included in the road Bond funding I would have to um to say that with certainty I would want to follow up with other staff or to see you know I don't know the answer to that my understanding of the road Bond was that it wasn't an intention to change the source and uses of those funds but it was a method of sort of front loading that so my understanding is that the splits would be the same but I I don't know if there was an intention to replicate the same for example for bike infrastructure if that's tracked in our active Transportation asset group separately yeah I'm fairly certain because we did make note in the CIP project descriptions where Road Bond funding was contributing to particular projects and the local Street resurfacing program received an influx of Road Bond funding that wouldn't impact bike infrastructure um in partic particularly because a local Street typically does not have marked bike Lanes or bike facilities that are um it like separate from just what's available on street so I'm thinking no in terms of the local Street resurfacing program Capital preventative maintenance is going to be things like crack sealing and patching that is not um not specific to bike infrastructure um the the only place I'm wondering there's a couple of specific capital projects and one of them is the Earhart Road resurfacing that those Street projects may include bike facility improvements that in that case it sort of is funding bikes if that road Bond money is going towards that project cost as a whole and part of that project is making bike improvements which I don't have to pull up the scope to see it because there are 500 of these I lose track of what's included in each one of them um that's the only one I can think of that it could be but I think as Mr Leonard said it was really about front loading the the road money for really Street focused projects not active Transportation so just a a couple of follow-up questions then so one can you clarify whether the there is a Prohibition of the road Bond funding for bike infrastructure where that infrastructure is on the road so I'm not talking about sidewalk or separate facility I'm talking about a protect it so you're going to resurface a road you know restripe the road when that occurs does does the bike infrastructure fit within that or does the city have to allocate additional funds outside of the road Bond funding in order to do that restriping and if the city were to put in um protected infrastructure like bollards or other separations would those be considered inside the road Bond funding or are those outside so that that's just like a general question because I'm just trying to understand soda the funding that we're allocating for roads but then or for infrastructure but really it's just car infrastructure it's it's not a a multimodal infrastructure and then if there is no um is is a restriction of the bond um or is it a restriction from the state on how those bonds can be used because I know the state has some say in dictating how local municipalities are able to utilize um some of those bond fundings for those kinds of projects and um yeah so I'm just trying to understand how like where what what the Horizon is for how we can achieve some of more of our goals of creating infrastructure that supports some of the a20 goals and and how that fits within the capital plan because I within the plan you've identified five miles per year um I wonder what it would look like if we reversed it and we only allocated five miles per year to cars and then we put the rest of that infrastructure to bikes uh how things might improve the infrastructure for us to use um the roadways uh outside of the use of cars so just trying to understand uh how this works uh within our structure and especially since it's a bond that has to go before the voters are the restrictions that come from the state or is this just as you indicated earlier maybe just the way we've been doing things so anything you can say to that I know I don't know that you were prepared to give me a complete answer for that so I don't expect one at this time well thank you commissioner white I think probably best I take that one back and I can relay a response to Mr Leonard to provide to the Planning Commission the only additional piece I can come I was able to pull up the scope for Earhart resurfacing which is specifically noted in the scope description as including road Bond funding it doesn't say exclusively funded by Road Bond but it does also include bike Lanes as part of that project scope so that's one where we could try to drill in to see um yeah it sounds like there may be other Project funding sources so it's possible that all the road work is being funded by the the road work that is for cars for pavement condition Improvement maybe is being funded by Road Bond and there could be other funding sources that are supporting the bike lane work I'm not sure but I will look into that as an example and drill into those questions more about any regulations on or prohibitions on how the bond funding can be used yeah and I think as I was listening to your response and thank you I wonder if there are um intentional Decisions by staff not to include bike infrastructure in the designs that utilize Road Bond funding so I'm just like where does it start does it start because the state says you can only do this for cars you cannot do this for bikes is it coming from the policy maker side so this the city council is saying we need to resurface these roads because they're in poor condition we don't really care about the bike infrastructure or is it coming from somewhere else such that as if I heard you correctly as you are looking at projects that re uh surface roads are also looking at utility upgrades you're also looking at potential easements and things like that well where does bike infrastructure sit in that car it does it have a seat at that table at the time that that planning gets done so that it could be included if there is no State uh prohibition of using those funds to expand it and my goal so like what is why is he like on this thing is to get more bike infrastructure that exceeds five miles per annual so thank you you finished go ahead commissioner survey kudos to all that um I mean I think I really maybe a mundane one um about like it's really helpful to see all the on hold uh pieces within the water there's a lot noted as on hold until Road resurfacing maybe this is just like it's a logistical question about how scoring happens and like if putting them on hold is part of the scoring system or was it kind of a qualitative decision that it was the one piece without the other an updated evaluation of the scoring metrics and it isn't the case isn't that we determined these projects scored low let's put them on hold there was usually some other factor of why it went on Holden in those water projects so we talked about the efficiency of if you're opening up the road because the pavement needs to be resurfaced that's a great time to repair to replace or improve the water infrastructure and a number of water projects we have identified needs are in infrastructure is aging we know that when the road gets done we want to improve the water infrastructure but we don't it would be very costly to the water fund to do it ahead of the road needing Improvement because then Road the street millage isn't going to contribute so if the we look at the Pacer rating of the street so that pays our rating has to do with pavement condition and if the pavement condition is high enough that it's in good enough condition then the engineers would discuss and determine that that's not a really good eligible use of Street millage dollars we have greater needs out there to put that street mileage money towards and if so then the water system would say well we don't want to pay to do all the road work and the water work so let's put it on hold and wait until if we can you know sometimes there's a greater need and projects have stayed in the plan if there was a water quality issue or you know some some greater identified reason why that that Water Project really needs to move forward then the water system will sometimes pay for the road work but in many of the cases it's not that there's any great problems happening right now there may have been a water main break here or there but proactively we know the infrastructure is getting old we want to take advantage of the first opportunity we get so we're tracking it so that when the pavement condition deteriorates enough we'll be ready to do that water project and that road project together great um maybe following back on the conversation of like I think what we're seeing is so many of our projects are now double dipping right finding the efficiency in that between uh housing and millages like complete Street roads and things like that and so it would be really nice to you know I think we're all kind of open to a conversation around like what those categories are and how much interplay there is in like future scoring um because I think that there's kind of complementary priorities or you know frictions within those two um so but I really really appreciate the work and I'm really excited about the maps thank you commissioner Lee thank you um yeah I'll voice everybody else's comments that very excellent presentation is very thorough thank you um one thing quick on the CIP metrics that you sent us makes reference to the master plan so we should just get it corrected to comprehensive plan um procedurally speaking just a quick question so we passed this as Planning Commission and then basically city council will refer to this as they're going through like the municipal budgeting process is that correct okay got it sounds good so this is still a required uh element oh yeah we need to make sure this goes through um one of the questions I had was is there any coordination with the university as far as getting feedback from them I'm sure one of the metrics was on cost sharing so just wanted to kind of get some feedback as to I know that they're working on their 10-year Vision as well as their 12-month planning process so what kind of coordination and interplay is there yeah I'm really glad you asked that because that's another thing I probably could have highlighted as well but we so the CIP process in addition to over 70 staff across the organization that are included in those meetings we include Community Partners and funding Partners such as the University of Michigan and they're invited to participate in the discussions for all of the asset groups okay so they participate in many of them I think there could be a couple that they find not particularly relevant or necessary but they are at the table for discussions on most particularly things like our Utility Systems our road systems active Transportation things like that where there could be overlap with work Bridges where there's been funding partnership recently as an example the university is there at the table they're invited to our the meetings that our staff hold as well um and we provide I've provided the report of the proposed CIP to University staff to see how things shake out what's what's programmed and proposed so that they can be conscious of that in their planning as well gotcha that's really helpful thank you um open spaces and park acquisition looks like we spent you know quite some money this prior year and we got two million dollars I think allocated can you just kind of from a budgeting standpoint is that city council really is the one that's making the determination as to how that fund is spent uh that is one I have to admit I don't have a whole lot of background on the open space acquisition it's one that is a pretty standard I'm trying to pull it up here in our system to see if I can find anything um it's it's been pretty standard I think oh it looks like the Greenbelt millage went into effect in 2003 extending funding for 30 years so I think it's based on the millage that has a consistent funding amount broken down oh okay the the number just kind of stood out to me it's 44 million dollars in the prior year and 60 million so I was like oh okay I happen to have um the parks director on a first name basis and I have invited him if um he'd like to address that as well Josh did you hear the question would you like it repeat it yeah I mean I think I pretty much understand I'm Kayla did an excellent job with that in regards to um it is based on the 30-year millage um roughly about two million dollars per year is budgeted for Acquisitions for the green belt and um and Parkland Acquisitions and then based on what we need to do per year is how we look at at that so there's obviously cost of properties these days is going up um but Remy long um and the staff associated with that do a great job of identifying what those dollars are and how we can best utilize them and they roll over from year to year so there's so so within uh Greenbelt millage as well as the park Parkland acquisition there are funds available for when properties do come about because trying to find a decent sized property in Ann Arbor these days is going to be a little bit more than two million dollars a year so that's how it gets put in there just more as a placeholder so that it gets done based on the millage so gotcha wow there it is thank you off you go Josh yeah uh last that was excellent um impeccable timing uh last question I have um coordination with um new zoning efforts um as far as coordinating we've talked a lot about coordinating Transportation use with land use planning and so are there um you know I'm taking a look at also what the Transportation Commission um I serve on the Transportation Commission so I have feedback into that um but uh just making sure that they are reflected in this plan so are there efforts I know I'm speaking predominantly to tc1 in whether it's Stadium State Eisenhower are those kinds of efforts kind of reflected in this plan I was just taking a look here to make sure that uh are there coordinations in that effort and is that an element that's weighted here in the CIP sure well we do have an asset group for Transit and we this year for the first time actually brought staff from the ride into the conversations so that we could ensure coordination with what the ride is planning for more and ensure that's reflected accurately in the CIP I can't recall any specific discussions in relation to the tc1 zoning and it could have just been timing in relation to when that was moving forward and the cap meetings were taking place but looks like Mr Leonard may be able to help out here yeah I don't uh something I don't think the CIP addresses tc1 but it's a conversation that we're starting with staff outside of the CIP one of the things that is happening is public services staff are starting some modeling and some scenarios for upgrading sort of our overall capacity of things like our water treatment plant and the like and part of that conversation is going to have to be the city really doing some scenario planning you know what is it going to look like there's there's probably different ways that we could approach that obviously what is our Horizon for population what is our Horizon for capacity um I don't know those answers I don't think that it is not going to be without challenges you know land use we have I would say from a planning perspective we've been pretty fortunate that we have had the capacity to address the development that both the private sector and Planning Commission city council have approved I don't know that that is ever ever always going to to be the case without some significant upgrades to our infrastructure and so you are seeing some of that the things we know in the CIP with the infrastructure we know but I don't know that that answers sort of the Horizon goals of what is the city's goals and some of this will be part of the comprehensive plan as well what is our population goal is our population goal incremental is it drastically increasing if the population goal is to double that's going to require some more significant infrastructure increases not only in the roads but in some of our larger facilities so in short I don't think that this CIP plan gets into that fine grain detail but those are some difficult decisions that I think that we have on the horizon gotcha thank you I think that's it for me in last shout out for the interactive GIS map because that is the actual underpinning of transparency and that accessibility is awesome so thank you for spearheading that thanks I would like to ask a follow-up question actually on on what commissioner Lee asked which is in that tc1 area um you know some of those areas are woefully deficient in terms of having even sidewalks for people to use and we may if if we're going to sort of expect people to walk and bike and take the bus and things like that we need to have those connections we may need to be ahead of some of the developments as they happen incrementally and so that's maybe another way that tc1 would interface with how to prioritize some of those areas so you know some have complete sidewalks and some just don't at all so that's another element that might be important to start thinking about as we're focusing on that as well I think the maps actually would help with that conversation a lot I think not only for on the areas that the Planning Commission has has sort of started or sort of has on the horizon to look at but tc1 is not limited to those corridors as well so I think um that that would be a welcome resource for the consideration not only from City about you you know as Kayla's not to reiterate it but we can't do all the things we want to do and to make those Investments maybe and prioritize them and tc1 is going to come at the cost of those Investments somewhere else so those are some of the the on the horizon decisions that I think we're going to have to Grapple with um and I think that that map would be actually a really useful tool not only on a planning perspective but it might even be a useful tool for us on a sort of development by development basis when we're considering those rezonings at this table yeah that makes a lot of sense anybody else uh this is just a clarifying question and I get stuck in ruts and then I go do some research and then I come back and ask a different question so um for the Michigan transportation funding the ACT 51 which is what I think is the apparatus that we're doing this road funding and is that correct so in my understanding and this is what I would like clarification for it's not there doesn't seem to be any prohibition for bike infrastructure to be included in those projects when they are utilizing that funding so I know we will get an update from you as we work through the capital plan so if as we get our next update if you could maybe put on your horizon to sort of um address that just to say just to help us understand where the decision making is coming from so if it is the case that just not happening because no one is advocating for it I mean I I have a a resolution out of legislar where the Transportation Commission is asking for an allocation that is uh to in because they're taking five percent of those revenues to do some infrastructure and they're recommending that that move from five percent to eighty percent and then a new reallocation so I hear Transportation asking for it and so I don't know if it helps for planning to take that up since the the the capital plan gets approved by planning um so just guidance on that like what level of recommendations because you know you indicated that there are 70 staffers that are looking at this and making recommendations and then you have this sort of volunteer board that comes at the end of the process and says but wait you forgot our pet projects so could you please put this in and put this in and put that in so as you prepare your next update for us if you could give at least me and maybe the commission some helpful handrails or or guard rails for where that feedback should come uh to you and how it should come to you as you do that planning that would be extremely helpful for me so that I can direct my questions and have them ready so more bike infrastructure is you know it's gonna come with the road infrastructure that's all I'm I don't even think I'm asking for anything special it's just put it in when we redo the road uh just a question on that I to put our transportation team on the spot um who aren't here it's the easiest way to do that um I I would be I wouldn't be surprised if they have um sort of a relatively ready to go presentation on how specifically transportation is funded and what a lot of your questions are I think are coming out of that you know transportation is a complex funding animal and I wonder if that would be getting too far in the weeds for the commission or if you would appreciate sort of an overview of the Michigan Transportation fund act 51 the road Bond like a lot of these questions that we seem to be spending and that's something that happens on a lot of petitions is we're particularly interested in multimodal transportation opportunities not motorized and bike I dare say there might be more interest in the intricacies of that than there are water and sewer funding and so not something you have to address now but if that's something that would be of interested interest to the Planning Commission we could schedule just sort of uh a bit of a tutorial on transportation funding and that might be a good forum to dive into some of those questions outside of the CIP process so that when the next time comes around we've armed you if you will with some of those constraints that do or don't exist for the plan itself I'll speak for myself personally yes and that could also just come in a presentation so it could be a five slide deck that just says here's how it works because the there's some confusion for me whether these bonds are bonds that go before the voters or if these are bonds that come out of act 51 and and I think the reason why I am interested at it isn't it at this juncture is this plan sits at this table so we approve this plan and and so understanding why in our infrastructure conversations we're not including bike infrastructure is a helpful clarification and is that because these funds prohibit us from doing that when we do the road or is there some other policy decision so as you think about who you might ask to prepare uh information pack if they could address whether this is a restriction of the funding source if this is a restriction of the policy makers or if it's just the way we have done things because we over in my view we over prioritize car based infrastructure and not multimodal infrastructure within our city and and it's reflected in our money right they you know the that saying that goes if you want to see what someone or something values look at where the money is and if I'm looking at the money we we really value car infrastructure we don't value bike infrastructure and and and this budget reflects that and and I just want to understand where the Genesis of that is is that a policy decision is that a funding restriction or is it just the way we've approached this well let me I will start with that resource and then if there's a desire to dive more into it we can always follow up with that thank you if I could add one um just additional note may or may not be helpful but in regard to whether the conversation is happening about active Transportation infrastructure along with Street construction it absolutely is and you it's you look in the project Scopes I hope that you'll see it more visible in this CIP as I mentioned in the policy overview this is the first full CIP that's happened since the new moving together towards Vision zero Transportation plan and as all of the project Scopes were reviewed and updated in this CIP cycle revisions were made consistently to reflect what is uh what is noted as needed in the transportation plan so if it's a street that's noted as an all ages and abilities network if it's a tier one or tier two safety corridor if it was a priority intersection or a focus intersection all of that is reflected in the scope so that doesn't necessarily answer your question about how it will be funded but the need the the opening the conversation to note that when you go and do this road resurfacing let's not just put down smooth pavement but let's do what's needed for people walking people biking people using other modes of transportation that is a conscious effort at least was made to reflect that in these scopes with Transportation staff alongside engineering staff contributing to that thank you thank you I have one other question and this is a little bit sort of big picture and maybe not right now but I'm just wondering as remote work has become more and more of a kind of standard with the city if there's been any reevaluation of the use of city-owned property for offices that don't have a lot of people in them anymore in terms of I mean this building it seems to me is mostly empty a lot of the time now and I'm just wondering if that conversation has started and it wouldn't be something that you know is necessarily reflected in what's coming in the next year or two but 2029 I don't know maybe we should be thinking about you know what and it's hard to know kind of how those patterns may stick or not but it's just something that we're heating these spaces we're have lights on the new spaces where you know we have a lot of resources that we've invested in that have been consistently filled with people for a long time but life has really changed too so I'm just curious if that conversation has begun yeah I'll start I don't know if if this has been part of the CIP but I can just share um what I've heard um on over the past segment there's been quite a bit of um flexibility provided to managers to make that decision about what's the best arrangement for the type of service that they're providing with an emphasis on that service so in the case of planning we are largely fully remote I was really happy with how we transitioned to keep our services when covet hit and so we have maintained that recently the city administrator and sort of sharing with on all employees overview as he frequently does is that his intention is to continue providing that flexibility ability to City staff indefinitely again that could change but that he he has shared that he sees the benefit of that and I take that as a bit of a next step towards having that discussion because I do think that that was probably a bit of a barrier from me making any sort of permanent decisions about my space without the assurance that as an organization it's going to be welcome so I I don't think that those decisions have been made but I would anticipate now with that directive I could see that coming so I and then I don't know if it was addressed more specifically in your in your word it did not come up in the CIP discussions about city-owned buildings so it could be something for the next CIP cycle something yet to come okay thanks any other discussion I think then we are ready for a vote all right um with the saving of commissioner Clark joining us we do have six Commissioners to be able to take action commissioner Mills yes commissioner Gabe Randall yes commissioner sovay yes commissioner Lee Yes commissioner Clark yes Mr White yes the CIP is approved Michaela yeah thank you thank you all okay we are on to item 8B which is the adoption of the 2023 through 2028 Parks and Recreation open space plan or the prose plan do we have a just give me one moment to uh yeah yeah got to hold yourself back for a little bit you'll come first though when I okay I am promoting uh three representatives from City Parks and Recreation staff one of which you already had the pleasure from hearing from the parks manager Josh landefeld I think he'll be kicking off the discussion and then we have two Park planners um who we have a special affinity for on the planning team because they have planner in their title uh Hillary Hansel and Adam firchow I think uh as um as you'll as has been summarized already this is a proposed amendment to the city's comprehensive plan updating the pros the Parks and Recreation and open space plan that is adopted for a defined period um you are going to hear an overview of that plan the significant Community engagement that went into its creation and you're also going to hear some modifications to the plan um that were made by the uh Parks and Recreation uh advisor the parks advisory commission uh yesterday um I um asked for the planning commission's patients as those changes are described I think they're they're pretty moderate but the proposed motion that you'll be considering this evening would be incorporating those changes the reason for some of these rapid fire changes is that we are trying to meet a state designated deadline to get this plan adopted and submitted um speaking of our last item that will open up the opportunity for some other potential Financial Resources to advance some of our goals so with that uh Josh take it away uh good to talk to you again after just a couple minutes but I think want to thank you for having us here again um we'll be providing some updates uh on the plan that have taken place since completed Adam spoke about the plan in late late October uh just to get kind of an overcast the last 10 months uh Park staff have been focusing on and working on updating the previous prose plan um that that ended in 2020 um based on the current environment the plans and the needs of the parks department we have seen a great uh Community engagement this this time around we actually saw a doubling of our survey results over prior prose plan um development um in addition we saw much more engaged Community during the public comment section so during throughout this process Adam Hillary myself received a lot of feedback a lot of thoughts throughout the process um as Kayla mentioned it's kind of interesting to come in on the tail end of the CIP program uh the newest CIP CIP program has tried to show a more realistic view of the projects and that may be started in the next few years um and with that Parks has a budget of even notice of over 42 million dollars of projects um with that total that doesn't touch on all of the wants and needs and and unknowns that Parks may have so we have really have a horizon issue coming with a large number of infrastructure facilities programming opportunities that we need to be aware of um and so as we look through this prose plan and we receive the feedback from the community from from staff from Planning Commission when we're here back in the summer Parks advisory commission you know we realized that the current plan had a large number of projects and details and information that that needed to be evaluated regarding their potential actual completion in the next five years and so we really took a hard look at what the last plan was to ensure that what we had going forward made sense for what we were looking to do um the parks advisor commission is probably a little tired of seeing Hillary and Adam in front of them talking about the pros plan I think we've given an update almost monthly on what we're doing um the impact that we've had the ways that we've reached out and they have supported the process throughout and last night the discussion that we had with him was wonderful but fully they supported the new resolution with some updated language but they have been very engaged in direct and supported our direction that we move forward um you know as Brett mentioned our goal is to get this approved this month um because in order to be eligible for this year's grants we need to submit the the pros plan by February 1st to be eligible to um to apply for Grants on April 1st um and it's it's also important to remember parks department has over 160 Parks um that serve millions of visitors each year um and and this is from the pools to the to the border to border to the farmers market um in each of those parks and Facilities have extreme needs that they're going to be coming to fruition in these next few years um in fact in park staff work really hard to prioritize what those needs are and what support those parks received in this document um some some parks have have very active adopters Park stewards um have coalitions or or commissions that really advocate for them but it's our job throughout throughout the pros plan to look at the department as a whole and identify what is needed to ensure that each of those Parks can can Thrive and survive in the next five years so um I I was asked to make a brief introduction that I'm probably longer than I should have been um but I'm going to turn it over down to Hillary um to talk a little bit further about what we what changes have taken place and what we're kind of doing at this point so thank you all right hi everyone hopefully you can see my screen and hear me okay um so we're back here today um to talk about the pros plan kind of um I'm going to start out here just a brief overview I know a lot of you have seen us already but for anyone who might be joining us um for the first time you know what is the role of the pros plan so this is a part of the city's comprehensive plan but it's our plan for the park system you know as Josh mentioned it kind of has this focus on five years as well as Beyond uh you know a big part of this is the opportunity for this public forum to discuss um you know what is important to the community make sure that we're reflecting the values and desires of the community responding to current trends and then outlining these needs and desires for both existing facilities as well as proposed future facilities it's actually alluded to it is something that we aim to update every five years to maintain Grant eligibility through the DNR specifically and so you know again just a similar snapshot at the community engagement that has taken place over this past year so in addition to this we had a prose plan task force made up of Pac member City Council Members City staff as well as a member from the Equitable engagement committee and this task force you know guided this entire effort so everything from the development of the online survey which had nearly 2 400 respondents and it was open this past spring to crafting questions and participating in focus groups with various um you know commissions as well as focus groups on specific issues including Planning Commission and then we held two separate public meetings um one virtual one in person as well as received many email comments mostly during this kind of um you know public comment period um which was a 42-day review and so um you know this public comment period uh began you know November 11th and city council gave approval um to distribute the plan it was passed along to other municipalities for coordination collaboration um you know at this point you know our vision you know what we're envisioning for this public comment period is that we've had a lot of opportunities for Community engagement you know this is kind of seen as this last call to kind of put the finishing touches on the plan make sure nothing was overlooked we read and review all the comments take them into consideration we're not anticipating you know substantial content changes um uh you know unfortunately with the timing of the public comment period closed just before the holidays so December 23rd um and there was as there always is a large push kind of quite just at the end here um and so you know we met with Pat yesterday you had a held a special meeting they recommended their approval with these content changes that I'll show you shortly we're here with you today um our plan would be if we were um to be recommended for approval to then go to city council um on the 9th on Monday to meet this goal of submitting to the DNR by the end of the month and so um you know I know you have copies of all the public comments that we received during that public comment period um as well as uh basically an Excel spreadsheet that tracked um kind of a summary of each comment and whether changes were made to the plan there are also changes that were made to the plan um you know for other reasons and so um that was all included um and some of the themes of the public comments that we got you know there was a lot of discussion around the center of the city um we did receive a statement from the Council of the commons as well as individual comments from members of the council and members of the community at large uh the mostly focused um I wanted to see Census Data breakdown by different planning areas within the city um which we did ultimately include they wanted to see some stronger support clarifying some language about funding responsibilities there are also a couple of comments we received that were not really in support of that project and then we received comments about um including language for Dark Skies compliant lighting practices within Park Properties um you know several requests for new amenities and improvements usually for specific amenities or improvements that specific Parks from things such as neighborhood associations or other groups and then other miscellaneous items uh you know comments related to the Huron River Greenway plans that had been developed previously how it's relating to rare railroad barriers and safety issues sustainability so um you know a broad swath and then you know of course just comments related to formatting suggestions kind of minor clarifications with spelling and grammar so so that's kind of just an overview and then um at the park advisory commission meeting yesterday Pac recommended approval of the plan but was the following language adjustments um these are all related to the center of the city so the first adjustment was um there were two paragraphs that that discussed the center of the city and they um were previously included on both page 20 and Page 52.

serving on this board that the year consisted of managing and maintaining the successful systems already in place however last year was not one of those years we were faced with some unexpected but not unprecedented like the pandemic the pandemic the pandemic was certainly but we were faced with circumstances that required us to take a step back assess the situation plan and then carry them one of those for example being the retirement of Chris Carlson after 15 years ago and then the challenge of finding an intern which we decided to do which I believe we did it successfully in hiring Mr to this year our board has agreed to focus on two goals the first one is hiring a permanent superintendent principal and the second one is to restructure the central office as a board we want to make sure that our administrators and our central office staff are equipped to function in the most efficient manner that goal will be primarily led by our interim superintendent Mr the children of Creole are under our care and we are charged with the duty to ensure that they receive the best education possible I am fortunate that I sit amongst individuals who I know are committed holds it high regards the Brookfield board of education for Wednesday January 4th 2023 Happy New Year to everyone to order please join me in Rising for the Pledge of Allegiance I pledge allegiance of the United States of America foreign thank you we have all seven members of the board here uh this evening some of us were also here for the 6 PM public hearing first up on our agenda is public comment I do have the sign up sheet let me just read the the general rules as I normally do the board welcomes public comment each speaker shall have up to three minutes to provide input to the board it's important to remember this is input to the board at the start of each regular meeting a maximum of 20 minutes is allotted for comment on any item on the agenda and at the end of each meeting times allotted for any item which is under the board's jurisdiction which would also include any overflow time for individuals that were not able to speak in the initial 20 minutes discussion of school Personnel individual individual students or individual members of the board is not considered appropriate so with that first off and I do need name and address when we uh um when we uh when we start so first up is Mrs Scalera um I'm here this evening to discuss a few things regarding the special education and the budget that do not sit right with me I spoke at the last meeting regarding the special education audit plan that was on the budget I still for the life of me cannot wrap my head around how this mediocre plan is remotely beneficial to the children in our district let alone the children relying on special education services being delivered with consistency backed with qualitative data and done with Fidelity as well as follows the law this plan is nothing more than a small band-aid and a talking point that we tried something in the in this case trying something and doing something to address the systemic issues facing our special education system are two entirely different things the special education department is a mess and something needs to be done immediately the plan present did last month we'll look at six percent of our identified students the highest concentration of students who could possibly benefit from this audit or in preschool what I find bothersome about this group in particular is that these children are typically entering from a birth to three program with a developmental diagnos developmental delay diagnosis as they do not need a formal diagnosis to receive Services under a special education umbrella until their sixth birthday there's a big difference between what is happening regarding learning and instruction at a preschool level compared to the over 300 identified children in grades K to 12 who are not being looked at which is both comical and insulting I've stood here for well over a year and a half and this Band-Aid plan will not even touch the issues I continue to see in here as well as experience firsthand with my child and not be looked at until it's convenient to move into page two or three if that ever happens I stand here as my child was awarded compensatory Services yet I'm forced to file another state complaint because IEP is simply not being followed as written backed services are nothing more than an insult as we've still yet to address the problem and the law continues to be ignored what gives here in my situation my child's case manager has a caseload of 13 children she's failed him oh God the special education supervisor has failed him and the director has failed him actually the only person trying to help the principal is the is the principal and the curriculum specialist none of which is their job over four hundred thousand dollars is paid in these three positions overseeing my son's plan and it's fair to say they're not doing their jobs or following the law so as we know from past meetings we'll just hire more people to fix the mounting mistakes we are facing a six percent budget increase and the district has placed three children in out of District placements from June to September each of those children deserve a free and appropriate education but what as a district are we doing wrong each child costs the district at least a hundred thousand dollars each year which isn't a budget item up for discussion as the district is responsible to educate them if we can quickly find three hundred thousand dollars in this year's budget for three summer outplacements alone then why is a deep dive special education audit such a burden why are we hiring staff to be compliant with IEPs and simply not getting back to basics and holding our employees responsible for compliance to do their jobs and appropriately service our children okay could you just do me just one favor you didn't do name and address at the beginning the mic haven't been on okay next up is Mrs Matthews Monique Matthews 18 Road our principals teachers counselors and pairs are expected to do their job and then some that they have been hired to do hired for but three but the three responsible for Aaron's child do not if grant money can be found to fix the missteps and Mistakes by District employees regarding IEP compliance and FERPA violations because it's simply too hard or time consuming to manage our current staff responsible for these line items then why can't we find grant money to support our teachers by getting them the pairs that their identified students don't do not currently have Paris now pairs have now been turned into building subs and ping pong balls bouncing from child to child to Save A Buck the new Administration focuses is merely on existing children exiting children excuse me exiting children which we heard our director stay in a presentation about the high school numbers a few weeks back limiting or identified Children's Service hours and now summer school instead of servicing them which is completely backwards none of this will save money as it will end up costing the district due to non-compliance and emotional issues pushed on our children not to mention loss of committed staff I for one and many other special education parents will be voting no on the six percent budget increase and will continue to do so until our specialization case until our special education director and k-6 supervisor are held accountable for failing the children thank you third up is Mr Korea so Andy Korea 45 am I coming through the mic 45 West Whiskey Road um I agree with the prior speakers but what I wanted to speak was the budget particularly the positions of the IEP Specialists and the grant money the registrar for profoa Clerk and the dean of students so for the do students you know Huckleberry had uh has three grades and they're able to get by with a principal and a assistant principal um and you know the reason suggested was that that administrator could you know get to know the kids more well the kids have counselors right for the registrar Clerk and the IP specialist it's about getting the people that we hire first in in the special education Administration and administration in general to do their jobs and not cause these issues bringing this these positions forward when we know we're going to have approximately a five to six percent starting increase to keep things um I guess on par for similar Services it's just not competent to do from a manager real perspective um so and and we know that there's bigger problems than that along with having to do the audit I think from a budgetary perspective we should be budgeting for the audit but also budgeting for the Fallout for the audit right there's likely going to be recommendations that are going to require different positions now I understand that the public sector particularly education sector doesn't plan this way but you know we have grant money you have the IEP specialist that person goes away I can see keeping it if you know you're going to have to lose a special education administrator for performance and you want to hire them ahead but I don't think we work that way um and as it relates to the special education audit I think there needs to be an inspection or an investigation versus a Consulting engagement and I think the administration it should be walled off and those degree those parents should be consulted to go find where the problems are because there are problems right the proposal brought forward was a lot of shepherding of the administration you know showing the uh Consultants around and we know where that would end up because we've seen the results and I also wanted to let you know two things they spoke about the last meeting one was Oxford actually was on the marketing materials I didn't realize it for CES so they were you know showing that as a success and I also had Parents reach out and say they did a similar review in Newtown um and they had problems in uh with the Newtown audit also similar thing where wow the uh you know this report does not match our experience in a car and and so then again Newtown you know had Parents rise up and say this isn't all right so we know people who can do this there's the lawyer that went you know that went into um uh not Darien but I think darianne and there's you know the place that went into Greenwich we need to look at those we need to keep the administration out of a review thank you thank you oh thank you so that's it for uh the sign ups for uh the initial and just for the board Mr Korea has also asked to come back and speak again at the end on more General topics so um so next up on our agenda I guess uh Caitlyn's not going to be here tonight yeah she's not here there must be an athletic event or something so so we'll skip past that with the respondents okay Nancy power wrote regarding temporary masking Andy Korea wrote regarding the superintendent's outside Consulting activities and potential conflicts cover-up concerns and performance review request inaccurate meeting minutes and integrity issues and Irene career wrote regarding tonight's public budget forum okay thank you uh next up is approval award minutes I'll move that the board approved the minutes from the regular meeting on December 14th second okay it's been moved and seconded and I will uh note that Mr Correa had written us a requesting a change to the words um in the description of the public comment um I think it was the public comment um in the uh in the in the last minutes do I have a motion to amend the minutes as written okay hearing none um it's been moved in second in any other comments okay all in favor of approving the minute says published okay okay um next is our superintendents update thanks Mr Belden um so I have five items tonight I will speak to four of them but first uh the the number one item on my report is the K3 reading legislation program update um we had the board had asked for Dr Mann to come back uh every couple of meetings and share new findings regarding that progress so Dr Mann the floor is yours thank you so um as Dr Burrell said I am here to give you an update on the mandatory K3 reading program uh just as a reminder this is uh the State Department of Education is responding to legislation from June of 2021 that required the state department to identify five reading programs that are based on the science of reading that all uh Pro all districts are supposed to comply with these five programs were supposed to be identified and published by July of 2022 um and uh the districts are supposed to either receive or it's supposed to either adopt one of these programs or receive approval to not adopt through the waiver program that was also supposed to be published this past summer the the waiver was not published and was not given to districts until December 15th of 2022 after the programs were identified six programs were actually identified not until October of 2022 and when the waiver came out in December just before the holiday break they had added a seventh actually so now that instead of five they're at seven programs and it seems to be that they are working their way through and possibly adding some so it's still a little bit vague as to exactly how the state is working through this assessment and program and program requirement the waiver is arduous and pretty extensive and does not allow for what had been intimated by the State Department of Education which was a postponement of um this you know of implementing these programs it's it's an all or nothing it's either you're going to do do this one of the state department programs or you are not because you are doing something that complies with the with what the state is saying is under the state legislation so we are um and there's also no indication once you submit the waiver which is due by the end of February February 28 2023 there's no indication as to when districts will receive the results of your waiver so we don't know if that's going to be fairly quick turnaround or if it wouldn't be until well past a budget election or you know a vote um and then one of the other requests or questions uh from one of the previous board meetings was what happens if we don't do this um and based on while it hasn't been explicit and the state department hasn't been forthcoming as to what exactly happens um kind of uh implicit in the correspondence from uh the state commissioner is that if those uh districts that do comply and do adopt a program may be eligible for supplemental funding through arpa or other unidentified funding but so the consequence might be that we would not be eligible to apply for those funds if we did not adopt one of these programs in the time frame that the state is requiring so our plan now that we have the information that we've been waiting for um is to uh is the committee that is comprised of myself CES principal and future uh CLE as director of instruction Debbie farius um cles assistant principal Dr Danielle rudel Ela instructional coach Julie Vaughn kindergarten and Brookfield teacher of the year Sarah Doherty and and second grade teacher Laura Miller and K1 reading teacher Christine Irwin are on the committee and we are we are reconvening this Friday which we had already previously identified to review the waiver document begin working on those requirements and create a plan for completing the waiver over the next month so that we can complete it and um uh send it in we are also some of the members of that committee myself Julie Vaughn and Debbie and Danielle rudel are going to be attending a webinar on that same day that Cabe is sponsoring um where Dr Melissa hickey who is the uh the director of the center for literacy research and reading success overseeing this whole process is going to be presenting Julie Vaughn has already begun researching the various assessments that have been approved because we do know and I've spoken to this before we do know that we want to review our reading program both our Universal screener and our probably K5 curricular approach and so this was already kind of in our time you know already on our uh our Horizon so she has been looking through those Universal assessments and screening assessments to begin kind of vetting them um so we will continue that throughout the spring as we wait the results of the waiver um and that and this com this committee will then also kind of start planning out a time frame and a timeline that is going to be both fiscally and educationally responsible to meet the needs of our students and our teachers and our district um and so um we you know we do anticipate making these adjustments it just might not be in the time frame that the state is saying that is required as of this point based on how you know the legislative breakfast went that chairman Belden spoke about at the last meeting and the way that the state has been progressing so far I wouldn't be surprised if things get pushed a little bit but we will that's out of our hands and we'll have to see so that's where we are so I'm happy to report back once we have completed the waiver and submitted it and we have a time frame for how we think about that what are the seven programs that are approved um the seven approve the universe oh the seven programs that are approved because there's also the university assessments um American the American reading company Arc core k-3 amplify education core knowledge language arts Hooten Mifflin um Harcourt into into reading Imagine Learning El education grades K through three the McGraw-Hill education the Wonders program open up resources the El education and the Savas Learning Company my view literacy thank you could keep us abreast of how that's progressing I will I think I find it interesting that they have a waiver that's all or nothing and that doesn't deal with time because time is what we what I heard at that legislative breakfast was time was the time and money were the two biggest issues you're trying to rush it through was issue number one and issue number two was no nobody has it in their budget um you know and so and in some cases you know some of it was a big big like a Danbury District it was like five million dollars yeah yeah it was Watertown I think that's superintendent said about close to a million yeah yeah so it's a big Bill it really is all right we're unfunded mandate coming yeah thanks Anna appreciate it thank you um excuse me so a few items uh I I really uh wanted to report out but more thank the people involved the uh as most most people here on the board know um we had a uh sprinkler burst pipe in the main office in the ceiling of the main office on Christmas Day and um as you can imagine when 15 000 gallons in 10 minutes pours out into the office and then spreads into the nurse's office down the hall the cafeteria principal's office uh and a lot of other places it makes quite a mess and um as a matter of fact I think Mr philande uses the broken pipe the valve is now a paperweight that he's using so he did recover that right Mark so um I do I really um I need to thank um first of all our um alarm company United alarm the alarm worked the way it needed to and within nine or ten minutes both fire companies were here from town and they they were right here and they were able to get into the pump house and in another 10 minutes get the water off so 15 000 gallons in in 10 to 20 minutes uh fell upon us here at uh Brookfield that was on Christmas day uh Dan Caldwell uh our facility director Mark Blanda postponed their dinners and came out uh and and surveyed the damage we got Servpro out here to start cleaning and then continued the next day and I really have to thank uh Ken post our director of operations um Seth Kathy and Eric and technology and of course our custodial team and Carol Ann and Karen in the main office just the dedication and rolling up the sleeves and everybody jumping in to make sure we were ready to open yesterday given all the different holidays and people's week you know family schedules and everything else they made it work phones computers um raptorware um were rendered useless that were that were uh flooded we were able to replace those immediately our security buzzing system is dwindling but working and we're just replacing that but our copiers were okay so um there the insurance adjuster has been out we're working through that and we continue to have some recovery efforts going on we'll have to get in there and look at sheetrock and ceiling panels and painting and floor tile and still do that but we're able to work and uh the kids the kids and the teachers were not disrupted so we were able to have school so I just I thank the team and everybody else it was a great effort um the other thing I want to talk about is just remind the public that's listening and the board and families on Monday we sent out uh we resent a note from your school nurse which was a note we had sent out on December 12th which really just reinforcing uh good hygiene rest mitigation efforts regarding flu and covid and and all of those kinds of things and we put that out there our nurses are behind that and I wanted to make sure we got that again that we sent that out after um animal Forge yard nurse coordinator and Tracy Cahill from the health department had a conversation on I think it was Saturday to chat a little bit about was was there anything we needed to do given the media attention what we're hearing about spiking numbers and really it was kind of a state of the course this week and let's monitor what was the thought process um but make sure we communicate with families and so we've done that we're going to meet on uh Friday morning with the health department Anna and myself with the health department and take a look at the cases from the nurses from each school and just stay on top of things and manage as we need to so I just wanted to make sure everybody was aware of that um the next one is actually special ed program review update uh when I have information to share I'll let you know um we have a meeting scheduled to look at um not only limit uh limited as it's been described you know more phase one kind of approach but also um a full comprehensive approach to a special education program review conversations with um krek District Management Group which is known as DMG um those are scheduled for Thursday and Friday this week another reach out to CES just to ask them what a comprehensive review looks like from their View and also to um Publican the public Consulting Group which is known as PCG we have a reach out to them and haven't heard back yet so we continue to to look at that and I know the board asked for a comeback on that so that's the progress update at this point two meetings scheduled for this week and then the final thing I have actually we're going to use the technology here if tech guys can hear me if we can get there's Eric right there um Mr render had put together a Time Lapse video of the whiskey near wall project and it's probably 98 complete and I thought everybody would like to see it so it's a two minute video there's no music or narration unfortunately it's very quiet yeah no voice over there yeah feel free to uh to walk us through there it is okay foreign nice job thanks Dean and uh on the wall on the wall project it's really important to uh to acknowledge the municipal building committee who really helped us out with that project and helped us secure funding um uh Mr checo as as the chair of that uh department or that that group uh Dan Caldwell his team uh the administration uh the phys Ed Department over at the whiskey near and their patients through all of this and uh we're really excited to have that in full gear for the especially for these uh cold weather months is there still any remaining work left there's some um uh painting that needs to be done by hand and it's temperature sensitive so it has to wait till the spring that's my understanding oh and then the letters have to be put up sure I can see the new lights too it's much brighter than it used to be that's the night that's my backyard by the way so I see your lights sorry and that's all I had about okay any questions for Dr Burrell okay so next up we're going to do subcommittee reports so uh there's a couple of uh finance committee meetings so Rose I'll turn it to you yep uh so we met on December 12th and 19th the 12th was our regular monthly meeting and so we after reviewing check registers we reviewed the November financial report as you all know where we have a budget shortfall this year it's still hovering close to where we are month to month um so right now well as of November I should say 737 little change from the month prior to that so you know largely this is due to substitute costs Professional Services and other costs related to special education although there is some salary savings mostly from vacancies we also talked about the operating budget we started composing the document that hopefully you guys have gotten a chance to take a look at and hopefully will contribute to um Dr Brill reviewed several reductions and adjustments that can be made to the budget um we'll see those tonight and probably more in the coming months so um and even after we adopt the budget hopefully we'll be able to fine-tune some of the the larger numbers that are making our our increase so big um on the 19th um this was a special meeting uh where our only item was talking about the budget again um so we reviewed some professional development instructional coaches and some of those costs they're transferring in um to the budget from the ARP Esser Grant um and we had asked at the 12 at the meeting on the 12th for Ken to provide us with some scenarios of what possible um reductions would have to look like to get down to somewhere around four percent you know um taking into account maybe like a half a percent reduction what that might look like um very very large numbers obviously 500 000 is just one percent so um so yeah so um but there are some reductions and adjustments that we can make without having to make any huge sacrifices so we'll go over those later tonight and that's it okay thank you uh policy and Communications Debbie yep uh we met on Wednesday December 21st there was some subcommittee members shuffling around so it was our first meeting with Sharon we welcomed her to our subcommittee and had a wonderful time right um we discussed the non-resident tuition policy which is a policy that we already have um it's not required or recommended it's just it's just a policy that we have but Dr Burrell thought that it might be worth taking a look at considering lowering the um fee that we charge for staff to have their students attend Brookfield schools if they're living out of District um so you'll see that coming to the board for a first read at our next meeting on the 18th and I'll give you some more details and background on it then um Dr Burrell also updated us on the policies regarding FERPA restraint and seclusion and bullying and we didn't have an extensive conversation about that really Dr Burrell just was like letting us know that those policies are being re reviewed by um the board attorney Dan Murphy so we're waiting for his feedback on that we continued the discussion of policy 6162.51 survey of students which is in your packet tonight for a final read just to make sure that we were all comfortable with it and we didn't make any other changes other than the things that were discussed in our previous board meeting so that's up for like I said a final read tonight and then Dr Burrell gave us an update on the revisions to the district website uh the principals are working with the website up upgrading company or website design company and making some changes um the website will have a new look and be refreshed prior to the end of the school year he also gave us a brief update on the videos that are being made um CGI is the company right all about Brookfield public schools and what we offer and then we just talked about tonight's budget hearing and that was it okay it would be okay if I just make a quick clarification on the um the webmasters at each School are going going through with the principles just to make sure um organization organizational chart information staff information is updated that was really the big one and you know any any uh older documents that are stale that that could be removed or replaced uh taking a look at that the website itself we have in this year's budget we talked about it at this time last year we have funds in there to upgrade our website and Eric's going to be working on that um as he obviously getting the technology plan not only for next year but for this the Candlewood Lake Elementary School working on all that he's kept him quite busy this year but the new website we have the money to either go out to bid for a new website or work with our current vendor to upgrade our website so there's some decisions that are going to be made through the technology department there not until the end of the year and then work over the summer with the commence to begin that just because of the Manpower here the that we just don't have to do all of this at one time but we at least want to get the determine what vendor we're going to go with we're going to continue with the current vendor all right I just had a couple questions about policy 5018 should I just email them to you or do we discuss it now or that's a non-resident tuition yeah we haven't even seen that one yet right right no and I think Debbie on that one I think we do we talk about it as something we're going to bring forward yeah so it won't even be forward for a first read right okay yeah so when we get first read then we'll have we'll set the date by when okay okay any other questions thank you Debbie all right consent agenda I will move that the board approved the items on the consent agenda which our new hires resignations and the November financials second on any commentary on any of them no I don't okay thank you any questions okay all in favor okay all right so now we're going to move to uh new business and I'd like to make a motion that we add there's no items under new business but there really is one that John brought to the finance committee's attention yesterday and uh and I'd like to make a motion that the board add an item under new business to address the superintendent's recommendation to hire two bcbas in lieu of doing it through Professional Services including a budget change adjustment my second because we'll give it to George um so uh so Joy is seconded any questions on the motion to add the item okay all in favor all right okay so um Dr bro one and I turn it over to you and you can give us some background and sure on the change and the financial impact of it sure absolutely and um I'll give a little bit of a background it's pretty straightforward uh and invite Ken up to talk through the the budget implication um in the memo that I shared uh with the board this this evening before the meeting there also is a memo from Ken as well for the budget transfer just so you know so you have everything there and in my memo is background information that uh Amy put together for us and she's available to answer any questions as well so um currently we have one um employee of the school district who is a bcba and bcba stands for board certified behavior analyst and so we have one employee but we have emerging needs with students at the time right now 19 students that are now requiring they could be students who've moved in or students that have been with us requiring additional services and in this realm and to make sure we're meeting the needs of all of our students we have six days per week um budgeted essentially for services from Ed advance for bcbas and that's two different individuals will cover about six days a week for us it's been very difficult and challenging we all have heard about Labor and teacher shortages and all kinds of things like that over the last couple years to actually find bcbas as employees so agencies or some of our local risks have actually employed them and then we've worked with their services and that's worked out well for us considering the cost for the service for the bcba service and the lack of availability given six days a week we have made the determination that we could be more efficient with our funds and service more students with two full-time bcbas as employees in addition to the current one BCB we we have which would give us three and we could actually work that through our budget not only in the current budget and and have actually a bit of a savings and then move forward um into next year which is already in my budget I planned it in The Proposal I put forward before the holidays we're really actually very excited about this opportunity and instead of six days a week with essentially one and a half individuals providing the service for fee we can get these two individuals to give us 10 days a week so they'd be here for two people five days a week so we're really excited about that um maybe now can I can invite you up to talk through the the specific budget transfer and how that's going to work and flow through sure as you can see in the memo the uh if we assume that we're going to hire two individuals with start date of approximately February 1st through the remainder of the school year with health benefits it would cost approximately ninety one thousand nine hundred thirty dollars the cost for the Advanced bcba Services for that same time period is 129 441 dollars so there is a definite savings for the remainder of this year if we do that and that's reflected in the uh the transfer memo uh which specifies what the salaries are the health benefits and then the offsetting Professional Services which is where we charge the advance pcba and I'll just add um Ken had presented this to the finance committee last night and we went through exactly what he just described and we felt it was a good idea not only now to capture as much savings as we could because as soon as you know we can hire that this the vcbas which I assume we have some that are identified as potential potentially good candidates the sooner we can start capturing some of those savings and the bigger that'll be for this year which is obviously very helpful but also for next year as well so the committee was very supportive of this yeah we appreciate that support all right any questions and would this involves students hello would this involve students from all the grades actually we have backup materials in the memo which you didn't receive till today so I wouldn't expect you I've read it maybe Amy you could come up and walk through some of the backup materials and answer any of those specific questions foreign ER can you hear me um yes to answer your question Sharon it would uh cover all students from preschool all the way through 12th grade and how are these students selected uh it is an IEP service determined by the IEP team we also with our full-time employee currently she is able to work with teachers on a consult basis for students in their classrooms on behavior management classroom management and that's something that they can do during the srbi process mm-hmm so where is the heaviest need is it United States it's growing in both areas it's growing in both areas but um the secondary um certainly um requires a little more time right now um the services have gone up in that area um but we are getting our new preschoolers and kindergartners in um and so we're finding that we also need Services um in that grade level when you have the three where will you place them in the in the school so for the rest of this school year there will be we have our full-time employee at CES there will be another person at Huckleberry and then secondary will divide up on the other person and we would like some more flexibility in the days that that people were on site so we're looking for someone with flexibility who would like to do maybe Middle School in the morning and High School in the afternoon or a flip-flop so so that we're able to make sure that person is in the building every day okay yep okay good thanks Amy anything else any further questions so this is basically starting what you would put in the budget presentation for next year starting it now four and four and a half months early yeah exactly okay exactly and it's a savings which is kind of unique it's it fiscally makes total sense and it gives us four more days of support for our students you know it's incredible it is a great yeah so that um children more than ever need support other than a classroom teacher so the more support we can give them starting very young um hopefully I don't have statistics um it eliminates some of the problems earlier rather than later and I think anything we can do to help the children get through school and life you know they listen to the news too I think to me it's very important that we approve this thank you thank you you kind of did that as a as a living right absolutely yeah but I like the bad boys though all right any other questions all right all in favor it's approved unanimously thank you thank you and does that include the budget transfer is yes it includes the budget very good thank you to actually make a motion yeah I was just gonna sound like no we had a motion to add the agenda let me let me make a motion i i i i i i yeah but we approved it but it was the it was the add to the agenda so I'd like to approve the uh budget transfer as recommended by uh Mr Post in his email and the approval of two uh ftes as employees and as a as a headcount budget change as well second okay now all in favor thank you very much all right good all right okay we're moving on to Old business and these are uh continuations of uh discussions we've had in Prior meetings and just for the public who's listening in because the first three items are policy items we run a process where we do what's called a first read and a second read on policies the first read is delivered to the board so that we have a chance to read the policy in its depth the policy committee's had a chance to already go through it the into all board members have had a chance to do it and we give ourselves 30 days to review and have a chance to review that and give any input back to the policy committee the second read which these three tonight are second reads they are second reads right um is actually the approval of the policy so the as we go through each of these Debbie I'll ask you as I normally do what inputs you had gotten from board members and any changes that were made and you know and we can have any clarifying questions and then we will vote to approve them but for the public the board has had these for 30 days to have a chance to review them already and the Public's had a chance to see them as well because we do publish the first read with our with our agenda so so first item is new policy number 5145.53 on transgender and gender non-conforming youth that the board approved new policy number 5145.53 transgender and non-conforming youth for a final reading is recommended by the policy and communication subcommittee the first reading was on November 16 2022.

um the thinking was that it was duplicative and that it made more sense to include on page 52 so we removed it from page 20. um we also added specific Charter language um you know from the charter uh to that page 52 language and then we also adjusted um you know one of the sentences there to basically state that the Council of the commons is responsible for recommendations on design usage and funding for the library land previously had said you know just funding and there are some other language changes that were recommended so so these are the the main changes that that pack um wanted to see and that were changed from the version that was in your packet so the most current version is up on the park planning website with these changes and that's what we'd be asking um for you to review today so with that um happy to take any questions here for reminding me of this twice commissioner white we will move into the public hearing portion of this this is an opportunity for persons to speak up to three minutes about the um the Parks and Recreation open space plan for 23 uh 2023 through 2028.

doesn't work I know so we're just we're just gonna yeah we don't need to use that yeah that's okay um we're still gonna do the agenda item because that's the old way and if you click on that that opens up this other one which gives the way that we decided last year to do it which is that's what we need to do yeah because this is going to take precedent over that yeah okay no I'm glad you second it's moved in second in Debbie any comments with any inputs you've gotten any comments you'd like to make no iterate like I did last time that this um this policy really outlines procedures that we are already following um it's recommended by Kade but not mandated but we feel that it's important to include it in our policies um attorney Murphy has reviewed it we've reviewed it and talked about it at length and I didn't receive any other comments okay any questions from the board after you've had a chance to dwell on this for the month okay then all in favor of approving the policy please stay high and just for the record um and this is to Lisa on page D of it it seems to be and just up in the top right corner it says 51.45.5 instead of 0.53 it just looks like we missed a three there and if you could just update that before it gets actually put them up in the document that would be great so I didn't think that needed a formal Amendment so okay next up is policy number 6115 ceremonies and observances I will know that the board approved new policy number 6115 ceremony and observances separation of church and state for a final reading is recommended by the policy and Communications subcommittee first reading was November 16 2022.

we are about a 45 degree in the school district increase with the game of agencies the district would have to pay could could not pay the soda salaries and benefits out of town Halle and this would allow the districts to properly maintain our facilities we can now recruit maintain how to qualify teachers for our students what reason is the base pay for teachers is one of the lowest in our region in the state along without building our teaching positions we cannot go our classified positions but they gave efficiencies we will be able to recruit and retain highly qualified teachers and staff we gave deficiencies and district and filled our cash balances back to the recommended 12 to 15 percent we can pay off our lease purchase and pay for our improvements and not use lease purchases the next part comes from uh which I need to explain there are two billion numbers in this one complex there is a Pre-K six building number and a 712 building number so there's two buildings located in this complex as we speak and that's probably been probably forever I need to go back and see that I'm sure there's been two members as long as his first thing in existence the total for the 21-22 state local expenditures I get remove all federal expenditures because of most of that is uh the escrow funds that are one-time money which distorts a little bit of this thing so this is just State local expenses at the total for Wilson 712 was 19 21 000 32 dollars statue was 778 398 her salaries and benefits estimated savings would be in my opinion again this is an opinion that I have uh I don't think anybody can determine the cost until after the fact but it's 575 000.

to comment [Music] thank you for an opportunity to speak I've read the prose plan I read the capital Improvement plan more than once and I want to use this as a quick chance to bring you up to speed on what we've been trying to do for the last two years with our non-profit we created in 2019 called Equitable Ann Arbor Land Trust I'm a developer I taught development for 40 years at U of M I had a number of you as students including Lisa and Juan Wu and Kyla's fiance and Hilary Hansel I love Ann Arbor I know it well I see enormous problems with our sustainability and our housing agenda it's well verbalized by everyone saying these are problems that we have to address you look at the 30 projects that were identified in the paper today by Ryan the only ones that begin to talk to this problem are the ones being done by the city with the great talents of Jennifer Hall on the former y site and the site at the Catherine forth Equitable Land Trust Equitable Ann Arbor Land Trust has been very busy for the last two and a half years talking to hundreds of stakeholders most of you we are finally ready to release our 2030 draft development plan to create 25 000 housing units on publicly owned surface parking lots now owned by the city the county Washington Community College Ann Arbor Public Schools and the University these are surface parking lots for the most part they clearly have a higher and better use than parking for commuters the best immediately feasible sites in our mind are the eight service parking lots near the river from Argo Pond to the Arboretum these eight service parking lots half of which are along Fuller Road the Fuller pool a lot owned by you the hospital out across the street a lot of people talk about is the train station site and the two university-owned sites on either side of Fuller Road at the Mitchell Fields we see these as ideal mixed use Transit oriented affordable Workforce and Market great housing sites rental and for sale wherever possible these eight sites offer 10 to 20 minute walkable distances to jobs that are near the river they're near downtown they're near campus Kayla's 430 million dollars in affordable housing is one of the many tools that we can use to bring the prices down for this housing publicly owned land with a Community Land Trust long-term 99-year leases from the current owners so they still control the land and they create the strengths attached to the type of housing to be built on them are another very important tool the rest of the city and the university would be zero as an RFP process would leverage the private sector to TurnKey development these sites subject to the underneath land remaining and the public venue public ownership receiving a negotiated land rent I sent a copy of this to you all as the many of you that I've got addresses I look forward to getting back to you this will be an article on Ryan Stanton uh his meeting with us tomorrow to talk about all the details of this flesh out more details and that'll be available publicly next week thank you very much thank you hi my name is Larry deck I live at 3050 Lorraine Street I'm speaking on behalf of walk bike Washington called Washington basically in the walking Coalition but we want to make it a little easier to say this ties in actually to what Mr Allen was talking about in The River Valley area the previous prose plan had four maps of what was called the Huron River Greenway the connected parks and trails in the river valley um showing the border border Trail and also showing the gaps in the trails this proposed plan took those Maps out it was in the 2016 plan it was in previous Parks plans it needs to be put back in these are long-standing plans that many people have worked on over the over the decades really and some text has been put into the parks draft to try to address some of these concerns it helps but it doesn't deal with all the issues and in a case like this one picture is really worth a thousand words uh to show what's needed in terms of Trail connectivity having it the maps in the plan would help with funding applications help attract funders who are attracted to these major projects like the border border Trail and connections to it the border border trail that being also part of the Statewide iron bell trail system to take one example of what's missing currently in the plan that was in there previously is the area around the Fuller Maiden Lane intersection down the hill from the hospital and in the area of the parking lots that Mr Allen was talking about most of you are probably all of you are too young to remember back in the 1980s when the roads and bridges in that area were rebuilt the roads were rebuilt and widened Four Bridges were built two over the river two over the railroad and pads were built underneath each Bridge each of the four Bridges concrete pads for trail connections that were anticipated to be put in they'll spend about 40 years in those Trail connections still haven't been made that needs to be in the plan having those connections both the B2B connection through there and the loop trail under the bridges would be important for Mobility for Walkers and bikers in that whole area of lower Town University Hospital between north campus and central campus the uh these projects have been they were in the transportation plan the non-motorous transportation plan in 2016.

second because moved and seconded Debbie um nothing to add on this one I didn't get any um comments this one really is pretty straightforward and just really outlines um you know the school's responsibility students responsibility to be tolerant and respectful of religious diversity and that it outlines how the district will recognize various religious holidays and observances and I didn't get any comments and this is a required policy yeah um all right any comments or questions from the board all right all in favor of past unanimously um and uh the last one is new policy number six one six two dot five one survey of students the board approved new policy number 6162.51 survey of students for a final reading is recommended by the policy and Communications subcommittee first reading was on November 16 2022 with further discussion at the December 14 2022 board meeting second okay moved in seconded Debbie okay this one is mandatory um we reviewed it we've reviewed it quite extensively at least two policy meetings we had a discussion about it at our last board meeting I did receive comments from Joy and she actually sat in on our policy meeting when we first before we brought it to the board um for the first read and I think we addressed all of her questions the major um really the only change that we've made is to take out reference to policy 6141.11 which references any experimental programs or research because we wouldn't we don't do that we don't have policy 614111 so there's no need for that to be referenced in this policy and other than that I didn't get any further comments so I actually do have because I thought I had messaged you about it but I think it was before our last meeting on this um I have an issue with two of the paragraphs that are in this on the very first page they clearly contradict each other yeah I thought we had talked about that in our last meeting well we talked about a lot but so that's why I'm surprised like this is relatively unchanged from the last time we saw it but um but I think like the issue is really kind of just it's a simple one to fix if we can agree on wording but I don't know if that's where it'll open it if you want to just direct us to the paragraphs you're talking about but so the paragraph that starts with prior to administering a survey that paragraph and the eight items there um I think that paragraph contradicts the one that says for survey is not funded in part by the federal government because the one the first paragraph I mentioned prior to administratic survey it's basically saying it all surveys must be opt-in then this survey down here says well for surveys not funded by the federal government parents don't need to opt in they should opt out so I think either the wording needs to be from this latter paragraph needs to be inserted into the top paragraph So that it's it clearly shows certain surveys need to be opt in and certain surveys need to be opted out I think what we arrived at at our last policy meeting is that anything under number eight so where number eight is the last bulleted item under what we would consider opt-in surveys everything under that is basically are basically surveys conducted by Third parties and all of those fall under the category of having uh to go through the superintendent first the superintendent would then bring it to the board to decide whether it is opt-in or opt out so that's that's for the so where non-funded surveys right right those are the ones yeah conducted by Third parties right right yeah right so those I yeah so I understand that those would go through this superintendent but then I think it just needs to be stated clearly because I just think like in practice it just looks like prior to administering a survey the Board of Ed must approve all that are received by the superintendent and in no way no student may take that survey without parents I think it if it said you know for surveys not funded in any part by the federal government blah blah blah then it at least it's consistent with both paragraphs I think that's the intent of the policy but I just think it is up to because everything under eight I guess I didn't group it together sounds like a run-on sentences yeah they are kind of all quotes it sounds like everything is reflective to everything and it's almost like you can't there's no blocking of it that makes sense so maybe maybe we should look at it this is what we did in our policy meeting paragraph by paragraph right so under number eight surveys conducted for other agencies organization or individuals must have the recommendation of the superintendent of schools and the approval of the Board of Education as to content and purpose right was that any surveys oh that's I would think that's including the eight items if it concerns above eight items so you're saying it it doesn't include those eight no I think the eight items are referring to the way I read it and I think Amy do you recall in our discussions the eight items listed there had to do with District sponsored surveys yes because it says in that in the following paragraph for surveys not funded and then the opt out you know concerning information concerning any of the eight protected areas listed above right well I would think any survey including these eight should follow the same process but I think that's where we got into the discussion about participation and you know this would basically only would affect like the Brookfield care survey so I think that's like the elephant in the room here but let's just call it out and just say so for example for that particular survey not funded in any part by the federal government correct so that according to this paragraph would be an opt-out yes however it also meets the criteria of this paragraph here which is it does contain those eight items so it completely con this policy is just it's not clear it will be given the opportunity to opt their child out of participation if the survey elicits information concerning any of the eight protected areas listed above so it does state that very clearly but that's for um all right that's for surveys not funded like which is certainly by profile pairs so assuming they're not funded by the federal government maybe just because I've looked at it so much I feel like this is very cool I understand like yes I understand what you're saying now districts in other states they have the basically this exact same policy okay that paragraph is missing a period by the way but other than that all right I see what you're saying down there yeah okay it would have been better if it was like blocked in terms you probably can't see this but in my notes from our meeting up here I put these are district sponsored and and then after number eight everything down here is not funded by the federal government or third-party surveys just when when we read it and made sense of it ourselves would it make sense to actually change our document and put those subtitles in there to help it be clearer well definitely make it clear it would definitely make it one thing I've always railed against is so policies that aren't clear will hurt us more than they'll help us so I think that we just need to make sure it is extraordinarily clear um well this is yeah and while this is real not that the policy committee wants to look at this again but well you know we need to be clear right it's an exercise we need to do and it's while it's a required policy we haven't had it for many many years here in Brookfield so another month is not going to hurt us either and and we have to make a change to take that reference to that old that other policy out anyway so we can definitely put subheads in there I think yeah and I had a period I think yeah I think maybe like just blocking out into two separate sections right like surveys funded in any part by the federal government and for surveys not funded in any part by the federal government and yeah maybe that's where your it would be a little more survey is sponsored by the school district school sponsored by others not federal government schools surveys yeah we can do that yeah I think it would be clearer and I would like the board of education's approval to not just be content and purpose but content purpose and opt-in opt out right if there's a choice right and we ought to think about you know our approval it's not I don't want to just be having us in a situation where we're approving the general nature of the survey but if we have concerns about how we're dealing with opting in and opting out I think that ought to be part of our consideration and we ought to be clear that that's part of our consideration and I also thought our last meeting we discussed that a lot of the issues that we saw surrounding what this policy would cover would probably fall under maybe something more of like a regulation or just general practice but something about I think if parents just knew about Hedges more than a couple weeks notice we would have avoided a lot of angst and I don't know if you can really put that in a policy if it's more just like a practice or if it's part of a regulation but you say minimum two weeks notice I mean there's you know or more but yeah yeah A month's notice whatever yeah yeah I mean it's it's not I think that that helps us it's rare that we give out these yeah it says here at least two weeks and weeks in advance oh yeah right but I mean that wasn't enough literally so I'm thinking maybe we need to make it a month right like just to well just say in the part that I think that's an important paragraph parent Guardian shall be notified at least annually at the beginning of the school year of this policy one enrolling students for the first time that's true so what is our protocol for that when you actually register your child this notification must explain that parent Guardians I'd have to double back on that trade but the um in part of the registration Posh is the um the I believe we I think we have the link for the policy manual because there's more and more policies we look at parents should be notified annually I mean you really can't do that to be honest it's not it's not practical giving out individual policies you need to maybe have a list of policies and then here's the policy manual please review that kind of a thing wow that's the thing there's just so much to do and the policy manual is publicly there for everyone but it is how the board communicates and it's important so I would suggest we table this one sure I don't think we not approve it we actually table it and bring it back after we've had a chance to do another round of edits and Debbie I would suggest that uh um you send it out with any suggested edits to what to us as a board okay and and collect inputs with on a schedule and then we can bring it back either at the next meeting or the first one in February I think you're right John we've not had this for so long and there's not in pending survey you know you know burning burning us burning the house down so we might as well take our time and do it right so um so I'd like to make a motion there's a motion on the table to approve this I would like to uh amend that motion by uh moving that we table this item uh for at least uh two weeks and perhaps a month second all in favor thank you Debbie I appreciate your entertaining to a continued conversation on this one okay um so next up we're going to move to updates on the superintendent's proposed budget so there was a number of items that we had talked about at our last discussion which I think you're going to bring us followers on those and any new news that you'd like to share with the board on with some of the discoveries that you yeah have that conversation kind of as a dovetail to finance committee as well from last night um two I would say larger comebacks uh for the the budget proposal I put recommendation I put forward um in in December uh the first was um discussing value results benefits of some of the spending on our besser and we have a major emphasis on our instructional coaches through our besser that was really the seed money essentially that got us going two years ago and last year was the inaugural year and working with the coaches worked with Dr Ruby and worked with Debbie farius and now this year are working uh exclusively for this year given our our transition to Candlewood Lake and deputy's position over at the elementary school over at Center and has really been doing a lot of great work with the coaches and obviously with our principals and with the teachers and you've seen some of the coaches actually come to the spotlights as part of the presentation with our students so that was one of The Comebacks and then we also per there was some interest in where we're at with the technology budget so Eric will be presenting later as well so um Anna and within his presentation she did share a Lisa sent it out yesterday a memo from her explaining in great detail her slimmed down PowerPoint yeah there you go all right thank you thank you so good evening thank you again for this opportunity um and as Dr Brill just said this is a follow-up to the memo that I sent or that was sent yesterday um to update uh on the instructional coaches their work and the data that we have both qualitative and quantitative that we've been collecting around the impact that they are having throughout the district some of this information is review from previous presentations to the Board of Education from years past dating back to the spring of 2021 presentations to faculty and presentations made to Cape both in previous years and as recently as our November meeting but I'm excited to share this information and answer any questions that you may have um so just as a uh as shared in previous presentations to the board and at other venues the tenets of uh instructional coaching include uh you know a partnership focused on student learning continuous professional growth and creating a robust ecosystem of professional learning um and which have all been and continue to be achieved through our instructional coaching model but over the past year and a half as we have been developing and rolling this model out Brookfield public schools have also been able to incorporate these following aspects through the instructional coaching team which include curriculum reflection and development data analysis assessment student assessment review and resource refinement and piloting to name a few things and Eric is going to go into the resource refinement a little bit more in his presentation but the instructional coaches have been integral with kind of auditing and giving us feedback on the various platforms that we've been using and so just kind of a A Brief Review of how we have built the instructional coaching team um over the past two years roughly there are seven instructional coaches as part of the team and they are inclusive of K4 Ela K4 math K-8 social studies K-8 science which were expanded from last year social studies and science were only five through eight last year and this year they are working k through eight each and then five through eight Ela five through eight math and then the K-12 into technology integration coach all of the ELA math and Ela and math positions were reallocated from existing positions from from content leader positions and were within the operating budget so they were reallocation the three new positions um that were originally funded through ARP Esser at the in at the Inception of the program we're following a two-year phase end for the operating budget so we have already Incorporated one and a half of those FTE into this current year and the last part of the phase-in is going into next year um they you know they will continue to uh you know all these are they they continue to focus on building staff capacity um specifically through tier one instruction so working with teachers in the classroom for all students the instructional High leverage instructional practices um that are helpful for all students uh you know really addressing that student learning loss that we've talked numerous times about um and that we will continue to be focusing on for years to come and um you know enhancing the focus around brookfield's four C's portrait of the graduate which include critical and creative thinkers communicators collaborators and change makers and there you're going to see kind of a thematic approach um over I would anticipate uh the next couple meetings throughout the spring as we begin to roll out our budding strategic plan that is forthcoming and so the um kind of the question about how do we know that this approach is working right like how do we understand that there is uh an impact to this investment um so I wanted to give you kind of an oversight of the uh the coaching model and then also share with you the various ways we are collecting data on those coaching models so this is where the quantitative and qualitative data is important and so this the uh the connect Hub which is the addendum that you got to my memo is kind of that quantitative piece so through that through the platform an online platform called connect Hub the coaches are able to log their interactions with all all the interactions that they have with teachers or uh with support staff and how they are using their time they tag those areas in those six different areas to more specific indicators to create kind of a comprehensive picture of their program so the the six general areas that are identified in Connect Hub which was built by the instructional coaches and the administration over the last year year and a half so the general areas are co-teaching material prep that the that the instructional coaches are working with teachers to prep the materials meeting facilitation uh meeting attendance which would include srbi or interventionist meetings or student data team meetings observation of teachers and of situations and then curriculum review work they also work meet with me bi-weekly so every two weeks we have a standing meeting to review and discuss and plan the various approaches that they are taking uh the possible ways that they are bringing to troubleshoot concerns within buildings within classrooms within you know student data and assessment results and we've also used our meetings to for their own professional learning time to gather feedback on various technology Platforms in which the district has invested so as I said earlier they are integral to providing feedback as well as to the administration as well as to our teachers um going forward we'll discuss how instructional coaches can help bring the Strategic plan to fruition you know what there they are kind of those that linchpin the liaison um between the uh the vision and the you know and the work that the administrators do with their school Improvement plans and what they will be basing their focus on and the actual kind of boots on the ground with the teachers um and uh they will work through the instruction assessment curriculum provision but also through professional development and a focus on climate and culture as we are moving very intentionally into these new school communities um so again I wanted to I provided for you uh that printout which has very very small type and I am aware of that and so I wanted to make this note while it's not maybe hard for you all to see over there I will share this with you so that you can and it'll be on the on the website um so this is I've taken that print out and broken it into two different slides so that they're a little bit bigger so I wanted to call your attention to a few different uh areas of the um the data that is represented the first is the educator engagement so on your sheets that's the top left hand side when I took that screenshot or printed that PDF it was before the holiday break and the coaches update their um their platforms on a fairly regular basis so this morning when I um updated or yesterday when I updated I think that there were 189 Educators that had been supported on your printout which again is going to be hard for you to see um the updated data after the break was 217 educators so they are working with the majority of our teachers in some capacity 75 percent of the Educators in the district this year between August and now have worked with an instructional coach at some point on the right hand side the pie graphs show you the different schools so the the left-hand side which is the larger pie graph are the four different schools in which the teach the instructional coaches have spent their time so just under 32 percent of their time has been sent at whiskaneer about 38 and a half percent has been spent at huckleberry with 23 and a half percent spent at CES and then six point five percent of their time spent at the high school as a reminder only the technology integration coach is K-12 so these are completely appropriate percentages and numbers this pie chart with a very small um different uh allocations are interactions by department and or grade level and so that's why it's all kind of bifurcated into all those multiple areas so this kind of gives us a sense of where their time is spent in with whom and and how the bottom half of the um of the printout shows you the different ways that they are spending what what the content is of their interactions so on the left hand side you see that co-teaching is the majority of their work that they're doing but material prep and meeting facilitation come in kind of second and third all the way down through that curriculum work based on those six various areas of focus but I wanted to draw your attention to the bottom right hand side which really focuses on you know shows you the specific indicators within those general areas so those tags of what are they working on when they're doing any one of these six areas their number one thing that they are working on with their teachers is student engagement which is the way to get student performance and learning and address learning loss that is the way as Sharon mentioned earlier you know kids need to be supported they need to be engaged and if they're engaged in their classrooms and in their instruction and in their various activities that's when they're going to be ready to to show us what they've learned and so student engagement is number one instructional practices comes in a very close second so 253 of the interactions are were student engagement 222 were instructional practices so again with instructional coaching that's what you would hope for and want to see and then I wanted to identify that um multiple of multiple tags in the following uh the middle part of that chart directly relate to our 4cs we have collaboration critical thinking communication creativity you know all of those relate to change making and so our instructional coaches are working specifically on uh the four C's and one of the things again that we will see in strategic planning is going to be a kind of doubling down on the portrait of The Graduate and really fleshing out that work and then another thing that they have you know is lower down on their scale but is still part of the work that they're doing is the social emotional learning which again is kind of the underpinning of all of that all of that work so that kind of demonstrates our quantitative um data but we also know that it's school and school is also about the relationships and the qualitative interactions that are all of our teachers have so I wanted to just kind of give you some visuals and again I know that it's kind of hard to see this here but I'll lower the mic so I can show you these um pictures were taken from the principles on the day before our holiday break on the 22nd which is the professional development day and as we know the original plan for that professional development day was when with its when we approved the calendar last year was a packing day and getting ready to move into the new school and best laid plans don't always go as we all know according to plan but it actually um you know has ended up being kind of a blessing in disguise because it allowed for not only the instructional coaches who were integral to the to that day's work but it allowed for these School communities that have to be built you know we have this beautiful new building that's going to be built and that is a huge part of the infrastructure but schools are communities schools are based on human interactions so you could have the best physical structure in the world but if you don't have a community you're not going to have the strong School structure that you want so the instructional coaches each LED um different workshops on the cles so these are the the four primary school instructional coaches so uh Julie Vaughn and Jim Fitzpatrick so this is Julie leading a workshop and Jim is over there Julie is the ELA instructional coach currently K4 she will be K5 next year um Jim Fitzpatrick is K4 math and he'll be K-5 next year and then Rachel Cohen is the K-8 science and Heather Bachelor whom you have met earlier this year is K-8 social studies so they uh were part of the rounds of the workshops that teachers went through um and it was it was a really it was really impactful um all of the different experiences that they had similarly at whiskaneer um Aggie Burns who is the five eight Ela and Mark DeWitt who's five eight math LED workshops on after reviewing some student assessment data and looking at the um the IAB work that they've been focusing on throughout they then took the faculty into and Dean helped with this into the cafeteria and um or cafetorium I should say and uh did some various games to help with that team building and and thinking about that kind of leading to that project-based learning focus and speaking of project-based learning on the far side there the High School faculty spent their day at workspace in Bethel and Mr belanda and Jackie Whiting the K-12 in technology integration coach who's actually been supporting Mark throughout the whole fall with all of his professional development days focused on project-based learning and really looking at you know very best ways to incorporate project-based learning regardless of the content area so she read LED workshops on that and so that kind of just is a brief qualitative demonstration of the not only how they are helping to forge relationships but build the relationships of the school communities upon which you know our entire programs are going to be predicated so then the question kind of becomes well where are we going right what does this look like going into the future um so we're going to continue to flex the specific roles of the coaches and so each of the coaches uh has has gone through extensive training and kind of you know with General uh professional or instructional coaches as I said they worked with on the Jim Knight model but we're also reeling realizing like School instructional coaching is a little bit iterative and we have to modify and adjust based on the needs of our school our district and our students and so each coach is trying to figure out the best way that he or she can serve the needs of their school communities and so that might look a little bit different a technology integration coach is going to have a different interface with uh with teachers than the K4 Ela coach the k40la coach is focusing a lot more on student assessment data at different parts of the Year whereas the technology integration coach has to work K-12 trying to bring those various Tech technology you know really making it as you've seen before with you know the Book Creator and those kinds of things making technology accessible regardless of the level so there are different needs just like with our students there are different needs based on the content area and the focus of their their work we are also planning on actually our next meeting which is going to be in two weeks we are going to have a joint meeting with the between the instructional coaching team and the building administrators and District level administrators for Content so that we can they can everybody can start really thinking about reflecting on the work excuse me reflecting on the work they've done as for professional development throughout the fall thinking about what the goals are in terms of the school Improvement plans going forward into the spring and really planning going into next year what is what are the kind of key priorities of those of the schools so that they can help support the administrators and again be those linchpins between the administration and the actual work that's happening in each of those classrooms um our curriculum review data analysis work and professional learning are always areas of need and they are the the key and the kind of the focus of our student performance um and as we have as I've mentioned in the past that Continuum um depending on the time of year and depending on the specific grade level and content area there may be a different Focus one of those might be more of a focus you know the instruction may be really really important in grade three reading but we might really need to be focusing on that curriculum review in middle school math so that's another thing as we go forward into the future we'll be focusing on and then as I said kind of the the largest thing that one of the things I was most excited about coming to this District was the opportunity to really re-organize and create and build um new comprehensive new comprehensive Elementary School community and a newly organized middle school because this although there's not a huge change in terms of infrastructure or building to the Middle School although we are getting rid of the Portables it's going to change the dynamic of that school community and it's going to be a different School community um so that's kind of what we're excited about what we're looking forward to so that everybody can work and have the opportunity to create our tomorrow together and that's it I'm happy to take any questions I don't know if you want to do questions now or if you want how would you like to do this okay can you um go into detail about um how the coaches are involved with the department heads principals and assistant principals so all separate what is their interactions or sure so as far as their day-to-day interactions they do not have they're not directly they don't check in with them on a daily basis um but they you know the the admin the administrators for Content at K at 912 for math or sort of science stem and uh Humanities and then the K-12 World Language have attended they we actually started having them attend our one of the meetings a month particularly when we were looking at the platforms and curriculum review um so they could also be part of those conversations um and so it's really been through our monthly meetings that they are interfacing with those administrators and as I said one of the asks from the instructional coaches was to have a more regular um ongoing conversation with the building administrators and So based on that and based on I think they felt last year that they were pretty kind of separated out and there wasn't that opportunity to have a regular dialogue so that they could best support the needs of the building and so that's what they've been asking for so that's what we are ready to start a more formal conversation and I think I spoke with the administrators about that prior to the break and they are ready for the 18th any assistant principles the assistant principals have not been part of that conversation that would be that would really be kind of the whole Ad Council um and certainly we could incorporate the um you know the assistant principles in I think that that um you know would be something that I would take I would ask the the principals and take direction from them if they felt like there was a specific um area of focus um or it's an instructional coach that they felt needed to be you know kind of linked up with one of the assistant principles or if there was a need at a particular building thank you sure so I the question I had was there's a conceptual leap and it's uh that says that by having coaches you make teachers more effective and therefore you're getting better the children are progressing better right how do you measure that you know the effectiveness of the coaches on the achievement of the children well as you say that it's um you know it is there's not necessarily a direct correlation that you can draw between student assessment data and a specific uh you know interaction with a coach through a coaching cycle or um you know maybe through an observation that a coach does or materials that a coach offers a teacher I think it would be more holistic that we would see we would and that's why it's going to take some time because last year was the first year of the instructor of the full instructional coaching model this is the second year of it we are also in the midst of a um you know continuing on the flexibilities for the teacher evaluation plan I would love to get feedback from the administrators all of the administrators who work with teachers and evaluate teachers and support teachers in their growth to see if they are one of teachers going forward are setting goals that are around instructional coaching which I think probably wouldn't have happened this year again when starting in August it wouldn't have been something that would have been appropriate for me to ask if that was something a focus but going into next year based on two years of work that is more where I think we would see we could we could draw that kind of correlation of teacher Improvement based on instructional coaching and then hopefully we would see that increase in student performance however um I think it's dangerous to say that students that only student achievement data is an indication of any one particular program success there are so many things that will impact a student's performance um in you know as we said social emotional what's happening at home what happens on the day of that assessment so really it would be I would I would say that it's more about the progress of students through their materials you've seen a couple of the uh well you saw the Aztec or the um Gold Rush Trail um there that the eighth graders did um I was in a two different fifth grade classrooms today and this was their second project-based learning on fiefdoms and uh you know the kind of the system in England and they had just finished about a month ago an Aztec similar game where they were you know doing work through game understanding social studies and social study Dynamics through games and so I think that again it would it would go back to how our how are we seeing students how are teachers seeing students connect those experiences you know like oh this reminds me of when we were the Aztecs and that was the you know on the Aztecs I didn't survive as an Aztec but now I'm the Lord and I'm able to survive at the end of a four-year game so I think that there's going to be as much qualitative assessment from teachers and feedback from teachers as uh and hopefully we'll also see a rise in our test scores but again I would never presume are we collecting feedback from teachers or in plan to collect feedback from teachers they would definitely the effectiveness of the the coaching so the instructional coaches offer surveys similar to all teachers when they offer surveys with for their students and or for their um you know for parents but the instructional coaches can certainly offer surveys to their to the people with whom they have worked at the end of the year to kind of gather some feedback about where what was most helpful what was more most important in addition I have started this year asking teachers to fill out forms after each professional development Day based on the workshops that they have attended and that we've offered in large part to inform the pdec the professional development and evaluation committee for going forward as we're building the Strategic plan and and collecting information about that and a lot of that feedback comes directly to me about the instructional coaches and the workshops that they've run so I am able to see that feedback directly feedback has been positive feedback has been great another thing um that actually I think that Debbie and Bob you have uh heard yourselves is in the strategic planning um we've heard a lot of uh various feedback about the the helpfulness of having instructional coaches um and in when teachers are trying to make sense of curriculum instruction assessment portion of the graduate all of the different assessments that I have to prepare for as a seventh grade ELA teacher and how you know they've really felt that that has been a a guide on the side and a peer support for them as they're working to make sense of all of these things so in the end you know it's a healthy investment you know when you look at everything we're doing the uh to me the um the nature of the feedback is is it is it a burden I'm dealing with as a teacher right another check box I have to go do or is that really helping me right and B am I seeing as a teacher that it's helping my my students progress um and uh and man I'll tell you if that if that is you know at the at the bottom line it's about making teachers better and by making teachers better you make uh students better and uh and if we could find a way through your feedback model to show that it's not just okay I got another meeting with another person who I gotta go deal with which is the first reaction many teachers get when they hear I'm gonna have a coach right and uh versus oh man I want I want you know Bill or Mary or whoever to come in and help me right please right that's those are very different right so I want to make sure that when we're making this invest assessment it's in fact having that desired goal which is making students better making our teeth our teaching staff stronger well I will say that last year um I think what as the initial rollout year um the coaches were trying to find their footing and teachers didn't necessarily know exactly what coaches were supposed to be there for so there was more of that why would I add to my plate coming back from a pandemic all of these things um and I think the inroads that the coaches made last year was more educating the teachers on what they can the resource they can be and this year you know for example the fifth grade and eighth grade social studies teachers are inviting Heather in and saying please come help us plan this really interactive unit so it's not just the nature of the feedback it's the nature of the interactions that they are now being invited in Jackie started the year presenting to the high school faculty she didn't set foot in this high school last year and she now has been here multiple times I think she has more than a dozen teachers that she is working on across different content areas on different projects some very small you know some kind of a mini mini unit couple day lesson some larger projects and and then and she's she's also that you know it's it's a um it's it's going to be a snowball effect that she has seen more in the building so then people trust her more so then they invite her in because they hear from their friend in the faculty room oh I just had Jackie here to help me with this project-based learning or help me use this type technology or help me plan and so then she's able to kind of grow her practice here and that's happening across the board none of the feedback from professional development about the coaches has been anything but positive excellent so do the teachers seek out the coaches or the coaches so how do you just how do they disperse their time so it depends on um again if there's not one particular approach um it depends on the uh the situation so for example um with Ela and meth um depending on the time of year the the coaches may very well be working directly with and going to teachers when they want to review student assessment data and then help them plan you know ask them to go over the student assessment data and then ask them how are you planning on doing this what are the upcoming units let's let's plan together whereas uh you know they may in the middle of the semester middle of the you know the semester or the trimester um say you know okay so if there are people who are working on if you want to integrate a a particular type of instructional practice then you're I'm certainly willing to hear some of the things that I can offer you um and so and then that's so that's often how for example Heather Batchelor is being brought in you know she'll say here are the social studies standards I'm working with the fifth grade class the fifth grade team on the social studies standards in fifth grade so now how are you going to be you know how are you going to be making this come to life how are you going to be assessing these how are you going to be instructing these and then they say well and you know we'd like to partner with you on this particular unit and then that begets another unit so there's not really one particular approach that is happening and as I say it's kind of a snowball effect that is you know all of their different interactions will help Foster those other avenues in so whether it's you know the student assessment review helps then Foster a coaching session or coaching cycle or a coaching cycle then helps build that trust so that teachers are willing to say I've got these three kids that just aren't moving can you help me address the issues in a tier one instructional way okay okay any other questions thank you very much by the way I just want to I hadn't realized the importance of their role on the team building at clas and I'm so glad to hear that so thank you for your pictures folks uh I think Eric is up next yes he is thank you Doctor man hear from my teammates Mr Conklin our technology director is up next that was the second comeback the board asked for in December for this meeting which is to walk through technology and our technology budget for next year okay good evening um so what I wanted to go over tonight was um a lot of our software renewals the hardware a lot of the things that really drive the budget um so what I did was um I went over a lot of things I'm going to share with you here today kind of summarized um how much that costs and then I have a breakdown of those later that I can share with you of the cost of each individual software and I'll show that up at the end um as something I mentioned in last year's report um just about 80 percent of our total technology budget is for existing software support and renewals most of that are just the things that keep the district running I'll highlight a couple of the the main big ones up here that I uh um listed such as our internet access um you know among many other reasons the reason why we're live streaming this meeting right now um the fiber Wan connection um so the district's um data center is here at the high school and that internet connection has to get out to the other schools somehow and that's done through our Fiverr Wan a wide area network we also have our Fortinet our firewall that protects our district allows our incoming and outgoing connections and our network switch maintenance and support we've also got our munis financial and HR payroll services and support renewal um I can't trust how important that one is uh um and just some of the other ones that highlight some of the importance is PowerSchool our student information system our student health record system snap our Microsoft product licensing um Rubicon Atlas for our curriculum management document lock which is a repository for files and documents uploaded by parents and families in PowerSchool that was a big push during the pandemic when we needed to go to online registration for families and then finally all of our backup and Disaster Recovery Solution that we've had in for many years now again very important and then finally our big push on our Initiative for cyber security we have our cyber security awareness tool we'll be moving forward with to ensure that staff understand what to look out for in emails that may not be legitimate and then understanding how to address that the future how to report it anything like that I've talked a few times we've talked a few times about Cisco Duo which is doing our multi-factor authentication and then finally we'll be implementing a EDR which is an endpoint protection and response tool it's um it's your next generation of Norton Antivirus and it's a requirement of cyber security Insurance these renewals all of this stuff up here comes in at about 308 184 which is reflected down here at the bottom um and I did want to note that the three cyber security ones here that have the stars with them uh are requirements to retain and continue to retain ongoing our cyber security insurance that we recently got um and then the four up there at the top um are budgeted um at their full amount uh in the technology budget but as Revenue they are budgeted um at a 50 discount those are the four items in the district that are um eligible for e-rate reimbursement through the federal government we apply for those every single year we get that funding every year and that's um that's a big bonus to the technology budget and for the district um as we get into digital learning tools and support for that um again some of our big Heavy Hitters um related to the reading assessment we have the acadians Learning System we have our Lexia Rosetta Stone for ELA uh Learners uh our language Labs both our high school and our mobile one at Whiskey near we pay to maintain support and upgrade those annually so they always remain um in in best shape for the students a lot of investment went in specifically to the World Language lab here at the high school a lot of investment went in and we want to make sure that that lab is always available for the students we've got our Naviance um our College Prep uh for the uh High School in whiskey near our Renaissance our star math our star reading assessments and then some of the other programs um that that students use on a regular basis ST Math uh Lexia IXL some of our new items we video uh Dean who used that to make the uh whiskey ear Wii video uh Book Creator which has been mentioned um and then uh we are looking at a product called formative for a teacher assessment um of students um these proposed renewals as they stand right now come in at approximately um 800 187 373.

I mean 2006 and they were as well as in the Parks plan in 2016. and also they were re-affirmed by the city council resolution in 2015. that Greenway the river Greenway the connected trails and parks and their Valley Corridor are really the jewel of Ann Arbor's Park system and they need to be treated as such a lot of work a lot of minds and effort have gone into these over many years to help create this Vision we need to perpetuate that Vision in the plan as far as what you should can do I don't know whether it's best to defer action on this or to act on it with a Proviso that these Maps be put back in the plan within say the next two months I guess that's up to you how best to deal with it but those Maps need to be in there for a lot of reasons thank you thank you is there anybody else present here that would like to speak to the commission on the prose plan anybody in the queue virtually we do caller with the phone number ending with three four five you can press Start you have three minutes to address the Planning Commission hi I'm Kitty Khan and I live at 515 Pro Street in the Fifth Ward um I have a few things to say but first of all I'm assuming that the presentation that we saw on the screen um for page 52 was did include revisions that were made in pack yesterday um if so I have a comment about the change to the language on page 52 regarding center of the city um there was an I'm a fan of the Oxford comma but in the sentence that talks about I don't have the exact sentence in front of me but there was an expert comma in front of and funding it was the part about what the Council of the commons would be responsible for I think it was directing design and and then at the end it said and funding and there was an Oxford comma in front of and funding and this changes the meeting this makes it mean that the Council of the commons is responsible for funding and that is not true responsible for maybe directing I don't have the exact sentence but anyway I want to make it clear Council of the commons is not responsible for providing the funding so I want you to make the change on page 52 please to reflect it also I'm very happy that pack has added the charter language for centers of the city in the prose plan that was very good because it should be there and since it is now a part of the city Charter as an urban Central Park the library lot should join Liberty Plaza and tempos as being designated apart and it should be rezoned to public lands such a designation would make it easier to apply for grant money for the center of the city there's been a lot of talk about the need for funding and this would enable more funding so I would like to see that done another source of financial support for the center of the city should be the DEA after all it is in the DDA area this should also be added to the pros plan uh one thing that other Michigan cities with thriving public squares such as Detroit Plymouth and Royal Oak have in common is that their ddas and their Mayors are strong supporters that should be the case in Ann Arbor as well why isn't it uh so I would like that to be added to the prose plan too before it is approved thank you very much thank you the phone number ending with four six four you have three minutes to address the Planning Commission hello can you hear me we can hello oh thanks thank you um Linda Brower um about the pros plan I want to support what Larry deck said I I don't know him personally but I was at the park advisory commission listening in yesterday um when they discussed the Pro Plan and I heard him make the same comments and I'm very much in support of that because the approach plan does discuss opportunities for open space and Recreation outside of the city boundary so I would love to see those maps in there and I know that Hillary the wonderful part planner who put so much of her heart and soul in the prose plan and I'm so grateful to her for doing that she did she did explain why it wasn't in there but it wasn't I didn't quite understand why something about them being updated but I wondered if a above them being out of date but I wonder if an updated version could be put in anyway because you know the board report a trail and getting it finished it's really important so I can only support that um and maybe maybe Hillary can clarify what I didn't understand last night for all of you as well as for me and my other point about the Pro's plan you know the center of the city is mentioned in it and I'm glad the chair to remember isn't it and since you are the Planning Commission and you're in charge of making recommendations about zoning I was very surprised when really relatively recently I thought that all City owned land is joined is is zoned PL public land whether it's used for parks or for other silly City facilities like city hall or the yard or whatever for you of Emily and whatever you know but I thought it was all Zone PL and I was very surprised when somebody told me that the library lab was actually zoned D1 and since the city Charter says it shall be public land and Parkland in perpetuity I think it is really incumbent upon you to as soon as possible recommend to city council that the official zoning be changed from D1 to PL because as we know the L and pl V1 and pl have a very very different um you know very different consequences so please consider that and I'm bringing it up during this public hearing because maybe you can even suggest a change in the prose plan to say um you know the city should consider rezoning the library that the city should consider rezoning the library lab into public land since my Charter Amendment it is public land in perpetuity so let's have our zoning reflect our city Charter thank you thank you Daniel Adams you can unmute and address the Planning Commission for three minutes yeah uh Daniel Adams uh 1016 Daniel Street um you know and one of the things about the the plan that I think is um really commendable and fully support you know the change to page 105 recommending that the center of the city is a poor candidate for resource Investments um you know until we have an established Park Plaza on the site you know one of the things about that that I think uh it it it um it flows naturally from the you know the statement and earlier on page 90 I think it's 92 but it might have been repaginated in this draft uh relating to the earlier Park survey that was taken last year that I think accurately measured local sentiment regarding the appetite to invest City money into the site uh quote there was low support for developing a new downtown park at the center of the city site which includes Liberty Plaza the parking lot known as the library lot I think it's a real mistake to allow a very small minority of City residents who uh for whatever reason are you know invested in the idea that this is a viable project at the site um it's a mistake to allow them to you know shape something that becomes part of the comprehensive plan in a way that advances an agenda that really doesn't seem to be supported by City residents as reflected on the most recent survey which as compared to the 2018 ballot initiative was a much better task for a public sentiment in terms of of whether or not to invest resources into the site the ballot initiative set aside the property in perpetuity um there was a lot of opposition at the time to the development that was going to go in there the ballot initiative itself the language wasn't intended to measure public support for making City investments into the site so I appreciate the fact that the plan is the draft that I'm looking at the draft attached to the agenda you know indicates that we really need to wait for Library green the private organization that committed to raising money to establishing a viable Park Plaza at the site we need to wait for them to do the fundraising work that they committed to do which they haven't done today they've broken their promises I think to the community 30 more seconds we need to wait for that and really put the onus back on them to do what they promise to do before we um we invest City resources into that site so I the version of this that I'd really like to see codified into the master plan as a version that makes that very very clear it lays down a marker such that um it's it's abundantly clear to the folks that made those commitments that they need to follow through thank you very much thank you no other speakers have indicated okay I will read the motion but it sounds like there's some things that this motion needs to cover that are amended no um the motion as it stands is adequate so long as the Planning Commission is clear that you are adopting the version as Modified by the parks advisory commission so if you have any questions about the impact of those changes from the version that was in your packet I would just ask for you to have the park staff clarify that with you it is just those three changes that were I that were identified and summarized in that but the motion as it stands with your acquiescence of that those changes to to the plan are fine okay and that's included on the paper sheet correct that we got at our CTS okay so there's two motions uh the first is the Ann Arbor City Planning Commission adopts the 2023-2028 Parks and Recreation open spent open space plan as a city-wide element of the anniversary comprehensive plan and repeals the 2016 through 2020 Parks and Recreation opens it open space plan and the second one is the Ann Arbor City Planning Commission recommends that the Marin city council approved the 20 through 2023 through 2028 Parks and Recreation open space plan as an element of the anniversity comprehensive plan moved by commissioner white seconded by commissioner Mills we are in discussion go ahead all right so I think this my first question or my clarification is to you Hillary um you're on two screens so if I'm looking back and forth It's because one is flickering um I think I've read the exchange between you and Mr deck I think I understand what I've read I wonder um if there is um a compromise that could be considered so am I correct that all of this is covered under potential new recreational facilities and park amenities starting on page 131 and subsection F border to border Trail point four Fuller Road and 0.3 Trail yes yeah so um just to clarify um the maps that Mr duck was referencing um you know those were included in the last prose plan um however when we looked at them as part of updating this plan we noticed that the alignment of some of the trails didn't reflect current thinking both by City staff and Washington County Parks as far as like big proposed alignment for the border to border Trail um and the match just hadn't been updated to kind of reflect current conditions um so while we're not saying that everything in those Maps isn't current there were elements that hadn't been updated to reflect current changes um I would fully admit I don't know who had specifically put those Maps together originally or how old they were um and talking to my colleagues at the county parks they thought the maps were probably close to 10 to 15 years old and met um you know the Huron River Greenway was this visioning effort that the border to border Trail um that kind of eventually turned into the Border Corridor Trail in some regards um you know there are also lots of connections that were proposed in addition to the border to border Trail alignment as well um you know this plan the prose plan is our Parks plan and so um you know the fact that they were older they hadn't been updated it wasn't something that we um were challenged specifically with updating um and the fact that it proposed um trails and non-motorized connections on land that was not Park land you know land even that one by the city um or you know such as private nine and University land um you know we couldn't say that this reflected you know the current thinking of um the community um so essentially we removed those we inserted current ordered border Trail um plans showing those proposed alignments that we did know to be current and reflective of current plans um you know I understand um Mr deck's points that those plans aren't um you know don't totally replace what was included in the Huron River Greenway Maps um but you know without having something that was current I it didn't feel um right to include those and that's why they weren't part of this plan thanks for that um so my question that I I just wanted to make sure we were on the same page and I was referring to the correct content so I I wondered um if there were a way so so two things then uh first the city has discussed the bikeways under the bridge because of the widening of that bridge do you all where do those maps and Designs sit within your purview do you have access to those are those maps and designs that you comment on or are they outside of the parks because they're in an infrastructure project even though they're going to connect to the trail yes we've been we've been in regular conversation with with Fran and Nick in regards to that that project um there was initially going to be a meeting where they will be coming to pack to talk about the impact that that and how those can be played into into those Trails because you're right they do connect well it may end at a point that is outside of parks uh they do play into a connection within there um all of the all of these points that are in this this plan and the other conversations associated with bike Recreation and bike and bike Transit I mean those are all conversations that we are a part of um you know we have not had that meeting at packed yet because engineering is working through figuring out exactly when to come at the right moment but we have started those conversations that are engaged with them um and anything that moves forward with that plan is something that we that Park staff pack will have um interaction with and say as a part of so I think my question is is there a mechanism that's available to you and therefore us to addend uh make an addendum to the plan that references this Horizon so that you wouldn't that the concern that I'm hearing is the the maps that you have are out of date you don't know the origin of them they don't reflect the current um sort of reality on the ground what I'm hearing from Mr deck and his comments both in the email and his presentation here is it's important to have those Maps there because they help with you know other activities that are happening inside the city whether it's for funding or for Grants to sort of fulfill those types of things and I'm I'm trying to see is there a way that the plan can be the plan that Parks has but has an addendum that acknowledges that this is still happening that you know the city is working on this um and or a process where we would be able to amend the plan uh in the future so I think that that's the set of my questions I'm just trying to understand uh if there is a bridge to what I'm hearing Mr deck ask for and what I see in these comments yeah I mean this plan I mean one of the things that we've worked really hard on in putting this plan together is you know as I mentioned at the start of this I mean right now we have 42 million dollars a project set aside for within the CIP there's a large number of things that we are completely unaware of what's going to be taking place when when the the pros plan was created six years ago um in 2016.

um the reason why I have a number of these um in blue is uh these are actually uh tools and resources that are uh in review with the instructional coaches uh Dr Mann and myself um we have met um at least half almost half a dozen times probably during the bi-weekly meetings um to go over some of the reports uh about usage um some of the uh benefits maybe um negative frustration that's a good way to put it frustrations they may see in the software um so while that's not a snap of the finger kind of approach we are doing our due diligence and reviewing um the usage on all of those and determining our best path forward um you know for example and I'll get to this on the next slide um ST Math we found incredibly low usage um of it at whiskaneer and so the budget is already reflecting the removal of that software from whiskaneer so that's just one example of of the review that we've been doing together as a team the nine of us um oh and actually there's been some department heads in there as well the department heads here at the high school have been joining us as well for that so those are continuing to be under review and some of them actually the licensing is going to change because of the consolidation of two elementary schools down to Cle s uh which I'll get to on a slide in a little bit um for the big investments in hardware and Equipment costs um we have the continuation of uh upgrades and Replacements to Chromebooks thanks to um the board Support over the the last few specifically over the last few years as we got through the pandemic um but also uh the emergency connectivity funds the RF Esser grants all of those um things that helped fund Chromebooks we have been able to offer a device to every student in the district uh we still do have a number of students who choose to bring their own but we do have the availability to offer a device to every student students in K4 keep them in school in the classrooms um in five through eight they can um participate in the one-to-one program and take the device home with them during the school year um but as with any technology uh we need to continually upgrade and replace handling damage devices that happens in schools and you know as devices age out we need to replace those as well we don't want to find ourselves in a cliff where we have all of our devices um expiring if you will at the same time we're going to continue our interactive digital display installation uh grade 8 was done uh this past year along with the finish of the high school thanks to a state grant that helped fund both the installation at Whiskey near and um the completion of the high school so now all that's left is grades seven and six so we're going to work down and grade seven is next um now I forgot to mention the Chromebooks are budgeted proposed at 52 250 and then the interactive displays we have budgeted for thirty six thousand um finally just as we have been replacing laptops and desktops and computers for teachers um every every on our on our device life cycle plan of every five years um so goes our district infrastructure equipment um and it is quite Beyond time to look to replace our PowerSchool server that's right over here uh our file server our domain controllers and um that's just that's just a server that manages user accounts and other various operations of the district which we're looking to uh to come in after a few servers licenses uh we virtualize those uh we're looking for that to come in around thirty eight thousand dollars bringing that total cost to 126 thousand two hundred and fifty dollars in the technology budget um there are some savings uh with the opening of cles uh right now we have a we uh license with a provider to offer our wide area fiber Network to five locations we'll be going down to four locations uh which does give a savings of almost fourteen thousand dollars um Eric real quick and yeah say five to four some people are probably thinking four to three why why is that oh uh because TSO the town hall uh the Board of Ed office is in town hall are is one of the locations that needs that connection thank you that's a good point um so it would be uh the um central office at Town Hall the high school whiskey near and Candlewood Lake Elementary School um that is eligible for the 50 percent uh e-rate refund um so that's a net of uh just under seven thousand dollars um well not exactly related to cles I did want to put up here that there is a savings we are removing the license uh of ST Math from whiskey near about a ten thousand dollar savings um the same thing will happen with the consolidation going having going from Huckleberry and Center down to Cle s will drop a license and give us a savings of ten thousand dollars there too a little bit smaller but we use Follet Destiny for our library catalog students can look up books uh we keep book records in there and all that um going down from two licenses to one saves just under 700 um sorry just under uh just about 850 um our Follet resource manager is our asset inventory managing system it helps us keep track of our technology devices who has them um who might owe for damages um it also tells us where the devices are located that one is just under 700.

High School will always be higher than orders just because of activities and animals just so you know state aid is 4846 per student USD went total average is one rated student per student so we get to count two students per student at USC 112 which is give another 4846 for a total statement per student with 9692. our supplemental general fund Capital Ila and federal funds makes up in these costs last year on September 2020 22 which is this past September I've auditing enrollment which means the same time it's our enrollment to the finalize our budgets so this is unaudible that's what we have at this point Wilson prepaid 87 of 11.5 Wilson 7-12 73 of 10. Simple Plan is Pre-K 6 203 of 13 central place 712 140 of 22. my the preschool I believe we added three-year-old preschool program if we get money for some of those they are a halftime student that's out of it but in if they qualify for address and I think that opportunity to some of our Elementary uh going up and that is all the information I had thank you Mr Lowry now if any member of the public would like to address regarding the closure of the Wilson Attendance Center for 8 7 through 12.
