so correct is not overly stretching our resources 26 are are internal students for only four correct because and we build hard for directly so we don't pay for those out placements just sounds like that number is going up quicker and quicker it is because of the social emotional needs of our students and we do a good job and Barbara our new director will be here at our next meeting to share with you what she's seen over the last two months and to answer specific questions you may have um and then with the food service this is the first time you're seeing our food service report um we have a balance of 185 000 in Food Service which um as Joe reminds us is quite remarkable because for those of you who were on the board for a few years you know we had a deficit for I mean we've always had a deficit until this federal government kicked in this grant over the pandemic to provide free meals for everyone and the district was reimbursed for that so we're in good shape now with that and we'll keep reporting on that for you so those are just key takeaways from the finance thank you Don I was too quick thought you were good I probably went long no no you're good too so you're going to take us through the consent agenda please yes so the next time on the agenda is the consent agenda which consists of the meeting minutes of December 13th 2022 which are which was our regular Board of Education meeting um we're also very grateful to the Canton Education Foundation for providing four um grant opportunities for four of our staff members who applied for these grants so tonight we're asking you um because of our board policy which asks you to approve Any Grant in the amount of 500 or more or more with the generosity of the an Educational Foundation I'm asking you to accept 3181 from the foundation to support um for Grants and okay um very quickly the grants are for materials for the art show at Canton Intermediate School for a new book club for Canton High School very exciting a startup after school choir for Cherry Brook Primary School students that starts on January 25th and already 40 students have signed up this day after school to participate and at the high school we have what's called a snack trolley which funding will be going toward that program that's where we have some students with Specialties work on their communication skills with teachers and students by bringing around a snap trial and giving out snacks to teachers and I remember when I filled in as interim principal at the middle school this one student that really helped him grow and develop by having those social skills and maintaining social relationships because of the snacks absolutely that's exactly right so um so those are the four Pro projects Lou thank you for your leadership and Education Foundation as well so if I just might say um really the credit goes to there there's a couple in norcom gives quite a bit of money and uh really the shops the shocks give five thousand dollars a year every year there's more money in the Canton Education Foundation I feel a little bit like Teresa that we can't give enough of it away and we publicize to the two teachers about projects to fund and the process is you see the board members during the young the letter there but the superintendent or the principal has to approve the project is worthy it can't be a typical budget item it has to be something that you know shows some initiative and of course educational so um I just want to let you know the shops do a great job and uh we're actually talking to them about doing a teacher's day and a student again in August where shops generally will give a 10 discount with your item your student ID or your teacher's ID on a special day that would be a Canton shopping day so I'm working with uh Liz Ackerman on that so I just tell you that that you know you can support the shops they are they truly are good to us and they want to be good citizens in time thank you so that's the consent agenda for tonight okay um you may have a motion to accept thank you Kim in a second and I'm uh Erica thank you very much so we have first and second any conversation discussion on uh the consent agenda everybody looks about right okay all those in favor aye online okay good 9-0 under consent agenda okay just in case okay the next item is the final approval of the 2022-2023 program of studies at our last meeting in December um you heard an overview about the program of studies the major change was within the high school math curriculum we have not received any questions from any of you since the last meeting but John is hearing exactly the answer any questions you have before you vote on the final approval but maybe we should have a motion first and then discuss correct so I have a motion to accept thank you Alicia thank you Cindy I have first and second all right any any uh discussion or questions okay hearing none all those in favor it's eight opposed none abstain one I wasn't here really to hear the presentation so I'm not gonna vote on it so it's 801.

and a fun fact back in 1991 in the Tribune appeared a picture of Bertha registering Melissa on the counter here at Gladstone Street Elementary School now she works behind the counter but yeah so um while her children were attending Gladstone Street Elementary Bertha became a parent volunteer for several years she was then hired 23 years ago as an instructional aide in the RSP classroom and then she became a bilingual aide for four years before she transferred to Center Middle School to be their office clerk three years ago we were lucky enough to get her on our Spartan team as our office clerk she has taken on many assignments during the day Bertha is busy handling all the attendance she makes calls to families when students are absent to verify their absences Bertha and I meet weekly with students who are having attendance issues and during those meetings she's always very supportive making sure that students get to school on time she shows compassion for each student and encouraging them to improve their attendance or commitment to ensuring students attend school has helped our attendance greatly as a matter of fact this past trimester award at our Awards assembly we had a long line of students with outstanding and perfect attendance it was amazing Bertha does more than just our office clerk position she always makes herself available for Spanish translations with staff members who need support she is often a great listener for parents who call with family issues she takes the time to listen to the parents and she guides them a direction where they get where they can get support or Services they need in addition she helps in the health office when students come in with minor injuries or not feeling well Bertha has demonstrated to our students parents and difficult to get information about her and I've worked with her for over 13 years but it's still difficult we have slowly discovered some of the things that mean so much to her her dedication and love for her family especially her three children Jerry Janelle and Janine who are here tonight and her lovely grandbabies these are her number one priorities her love for her friends and Community is evident Yvonne knows everyone in Azusa you can testify that by seeing her friends back there there's quite a bit of him back there in addition to her Pleasant and optimistic attitude if one offers excellent customer service to the parents and stakeholders that call or walk into our office daily she's a dedicated employee who rarely misses work over the past year she has taken the initiative to check our department absences before she arrives to work so that we are able to appropriately staff our kitchen the department was undergoing a leadership transition this past summer Yvonne not only held the fort down but went above and beyond to ensure School reopening went smoothly as I developed monthly menus I frequently seek Yvonne's input because she knows and understands the test palettes of our students she politely tells me and I quote Stella up students won't like that I think you shouldn't put it on the menu Yvonne Keeps Us organized we rely on Yvonne's experience and knowledge of our department district and Community to accomplish our Department's Vision to feed every student Yvonne for all you do we are so thankful for you thank you for all your years of service and being the backbone of our department we are so blessed and excited to honor you as our department classified employee of the year um wow that has been very very special thank you all the to the honorees and all our administrators who spoke so eloquently another big round of applause now I have the distinct honor of announcing our 2022 2023 District classified employee of the year he is a homegrown Champion for a Souza who attended Azusa schools and continues to serve the district as both an employee and a proud Community member I am proud to announce that our district classified employee of the year is none other than Bobby Pinto you're going to say a few words about Mr Pinto is uh Mr Brian Allen good evening Dr Beau uh members of the board and cabinet family friends enemies everybody in between um you want to start out really quick just going over a couple things about Bobby uh he's 54 years old um but he's been working for the district for 28 years he was born in valleydale's nurse's office so he's been here a while um he went to Valleydale then Slauson and then Gladstone High School so that was his uh routine there um but he's actually born in the City of Arlington Virginia I didn't know that so that was that was an interesting fact so me and Bobby sat down and I asked them so you know why do you like working here and his simple answer was I love it and um I want to share with you four things that I've seen since I've been here of how he's demonstrated that love and the first thing is um uh there's a saying that says a good name is rather to be chosen than great riches and loving favor rather than silver and gold and Bobby shared with me personally just in private that um he has been offered management positions at other districts from other uh people that he's known in through the years and he's decided to stay here uh and I believe that's really because he does love it and he does uh want to stay here and and and and create a name uh but the second thing is um principles all the time request Bobby can you send Bobby to come do this can you send Bobby to come do that and I'm like no we have a work order system everybody needs to spread out the spare spread to love and so uh so that's the second thing is um Bobby lights up the room um some of you know that uh they say laughter doeth good lack of medicine um and if that's true Bobby is a doctor and uh and and yeah he doesn't get paid like one but he's a doctor right so um but but then the last thing and I haven't shared this with Bobby so this is something that he hasn't heard before but before I came to work here um I worked in another school district and I asked one of our vendors you know how you do before you go to another place where you're going to be employed you hey what's that place like really like um and so I asked one of our vendors that did do some work here and um he said oh yeah Azusa unified yeah yeah we just did some some air filter on it over there and there's this guy over there though man he's gonna be your right hand man he's gonna really help you out I'm trying to remember his name he said beans beans and then he goes he goes Pinto and and uh and yeah that's not right yeah that's wrong uh so so then so so then I get so I go okay he's gonna be a right-hand man he's really going to help you out he has a really great attitude he does whatever you want him to do and I know everybody's shaking their head you all know you know Bobby that's why you all recommend him because he's going to brighten your day he's going to give you a laugh amen and and he and and sometimes I have to calm him down because you can't get serious with this dude but but but but we really love him um mmot um if I could carbon copy him I would I would do that um but I just wanted to say congratulations Bobby appreciate you and uh I'll let him know and now I like to welcome Miss uh Shawna uh curlegon uh from School's First Credit Union to present Mr Pinto with an award okay I practiced this so good evening Dr Beau Board of Education members cabinet and attendees um now I know why it wasn't held in the boardroom wow love and support and this is so beautiful to see um so again I am Shauna with School's First Federal Credit Union congratulations Bob so it on behalf of schools first it is my absolute honor and pleasure to provide you with a small token of our appreciation now I have good news and bad news Bobby okay so this this is a School's First ceramic uh candy jar bad news there's no candy inside good news you can buy all the candy you want because there's a hundred dollar Target gift card [Music] let's see we also usually have uh Melissa um alcantad from Foothill Credit Union who cannot be here in person to give Mr Pinto an award uh but she does send her sincere regrets uh Bobby that she couldn't be here but you also have a 100 gift card that she'll be presenting you um in the coming days on behalf of Foothill Credit Union so congratulations for that too now before we go any further Mr Pinto would you like to say a few words good evening Dr Beau and members of the board cabinet my family and friends foreign I'm humbled here I'm humbled to be standing here in front of you all tonight as a 2022-2023 classified employee of the year I worked for the district for many many years in the MLG Department during this time I have met some wonderful people I've learned a lot and was able to grow in my profession with the help and guidance of my supervisors peers and Friends it it is because of all of you of them that I stand here today and want to thank all of you for coming out tonight to celebrate not only me but all of my co-workers who are equally worthy of this honor I appreciate you thank you and now Dr Beau I that schools don't run without all of its staff and the specialist classified staff so to each and every one of you and to especially you Mr Pinto congratulations thank you so um good evening everyone welcome back after your um New Year's I hope you all had a great time with your families and uh first of all I would like to congratulate all the classified employee of the year nominees I want to thank you all for your hard work and your dedication to all the students and this is a unified school district we cannot have a great School District with all you employees I see many of you out working and and I was classified employee myself for 40 years so just imagine a day when no classified employee went to work what would happen right so thank you very much and to Bobby Pinto well well deserved when I first came to Azusa Unified School District in 2011 Bobby was always so helpful and when I see him he's he's always very happy and I'm I'm not even sure what job he has because he's everywhere he's doing everything and I don't know he was nice to me because I was a new board member but he's always sure to say hello to me you know whenever wherever he's at whatever he's doing and I love his energy and his great smile and and it's very well deserved and I want to congratulate you Bobby right on good evening everyone and happy New Year I'm a new board member but um this this is a great opportunity for me because not only do I know the Azusa Community but I've learned so much about each and every one of you and especially the staff and all the classified and all the people that were recognized and um it's so beautiful to be sitting here and to be able to hear all these stories of success and the passion that you have for your job and the children and that gives me just you know a glimmer of hope that you know I I want to serve just as hard and work as hard as you have so congratulations to all of you congratulations Bobby if I need something done at home I'm going to sure be sure to call you Paul butman thank you so much and and thank thank you foreign yeah and I I as as well just just want to say what a great way to kick off the new year uh by celebrating all of you uh this this evening and so just want to say special thank you to all of our classified employees um also congratulations to our classified employees of the year who are honored tonight and especially congratulations to you as well Bobby uh have not had the pleasure of of really getting to know you but from from the sound of things it seems like I may need to reach out and connect maybe grab lunch or something uh but but just uh congratulations to you and thank you for all that you do for the Azusa Unified School District and now if I could have the Board of Education come to the front uh Bobby we have a plaque and a couple certificates for you and we would like you to take a picture with our Board of Education all the members of the Board of Education okay thank you family the pinto family if they want to go up one more big round of applause thank you and as our Board of Education members go back this concludes our classified employee of the year reception thank you all for being here thank you all for participating have a good rest of your evening more thank you okay yeah so who Natalie is in okay okay so should I call her first or okay let's do a five minute recess okay do we need to announce that or just have fun board members we're going to take a five minute recess and we'll come back at uh we're gonna come back at 8 30.
reach out to me I'd love to have them and get them going as advisors to myself and our community so thank you that's awesome and I'll just do a couple reminders of stuff that we have going on that people may not know we do have our community meeting tomorrow for Monaco Hanson and Lester Arnold at the high school that starts at six we have 5 30 with pizza and then we have Doc tomorrow here if you can make it and there's also an event where they are taking I know Adam City Middle School wrestling to go watch the high school wrestle tomorrow as an event so we'll have our kids over there too yes so it's a busy calendar for us first home duel um this is the first time Adam city has had a girls wrestling team and their um just as competitive and doing great things um like our nationally known West uh wrestling team um and I believe that starts at 6 45 tomorrow evening so it'll be at Adam City High School as well and then the boys wrestling will have a duel after that [Music] um 649 6 45 yeah a late evening um any other board Communications we have the swap Expo too oh yes it's a Wednesday February 1st two to five atom City High School um I know where Doc and our Sac have been working really hard to get parents involvements if you can please um I don't know get involved it's it's very rewarding it provides you an opportunity to have such a a strong voice with the district um I also believe we have a couple of opinion surveys going around um and I encourage everyone to participate in that I will say I think I clicked on it and I it sounds like or it looked like it was a voice feedback so my only question is if if there's a written option as well um just to encourage any and all avenues um um it is a voice recognition so to facilitate listening to the Community just to facilitate for them they can share their opinion they're in English or in Spanish uh in both have you found that the voice ones are garnering more feedback or we have received quite a few uh when it closes I'm going to ask tntp is managing in receiving those and transcribing them um well the computer is for them and um so we'll there's also a survey going around for the group of the Strategic the caterer for the strategic planning and that is inviting as well so I will um provide an update once it um I received that from tntb oh yes thank you for reminding me um one of the things I wanted to bring up was um and maybe we wait until director Molina is able to join us um we established the schedule for board meetings and board study sessions for the entire year um and as we're moving to policy governance I would like to have a discussion about whether or not the times are working well the days are working well um how that's working for staff as far as like getting information to us or at the actions that we need to take but more uh timely I think I um have a conflict with the study session scheduled for January 24th so I I think I can make it work if we are agreeable to move it to start a little later um I can conduct my meeting virtually so I can be here and be done at 6 30 if we don't mind starting an hour later then scheduled time or we can look at another date I'm good with earning later I think the easiest thing would be just to start later okay awesome then if uh Mr Salazar now it's not working yeah 5 30 if we can start it at 6 30.
uh so we need to do some bigger things uh probably if we're going to achieve that and maybe this commission should be focused on the complementary uh and hopefully bigger things that would help us get to that goal um faster thank you yeah just just to chime in from my own perspective um you know like you said and also like uh this is going at the end of January to uh the administrator so and it was presented to the voters before voting so there's not a ton of flex of what's already in there um but again just kind of saying like yes this makes sense again there's opportunities to adjust down the line um so you know as we see things as they're going if there's room there um but like you said always open to hearing kind of what what additional steps there are because the end of day seven million is a lot but it's not a lot in the sense of here's how much can be solved in seven years now so Mr eleven and then commissioner Harvard uh yeah I just had a quick question about the incentives or or rebates what have you um is there an income component to that or is it going to be open to all residents yeah we're working through all the details but the anticipation is that there will be um kind of similar to the way the inflation reduction Act is structured well there'll be portions that are generally available to everyone with additional incentives available to those with lower incomes um that way to kind of have a more equitable distribution while also realizing that you know even for people who are in certain areas some of these um some of these things can still be a little expensive so having those extra funds can still be helpful in pushing towards that change thanks um that was great the description was super helpful as well and and I think my question was just about um what's guiding the sort of priorities among this list right now and whether sort of each of those areas whether it's renewable energy or or some of the sub items underneath um sort of where are you at in terms of the priorities and then I think as you mentioned the number of them are aligned for example with the inflation reduction act a number of them are about reducing vulnerabilities that that might that already exist and so if is there some existing thinking about that in terms of both in terms of budget priorities but also implementation priorities about where you're at with that sure um I can't speak necessarily to all of where the prioritization came from just because that was still slightly before uh when I when I started here but I know a lot of it again was kind of based on where we can you know kind of start making some of those changes where we have the ability to just start making some of those changes um and kind of where we have current funding gaps um you know some things we can kind of fill with different uh grants for instance um but there there just happens to be more grant funding in a certain area while lesson and other um so kind of just starting to prioritize by where having those funds would make the biggest impact from day one because you know some of the some of those funds will be you know they'll be allocated for a certain year and they have to be spent in that year um so if you kind of put something in there that might not have the ability to take place in that year you know it's hard to use the the funds and that to that capacity um so I think that that's where some of it was again A lot of it was based around a20 what we heard um from different feedback sessions both both in the creation of a20 itself as well as over the subsequent years and seeing where we could go with some of our different partners who kind of work on these different areas hearing uh what what would help help them and help Advance their goals kind of in that area help Advance our goals in that area and kind of in that Mutual Way um and then can you say your second question again sorry I I think you know part of what I was alluding to is there some of these items are aligned with other programs that are rolling out so for example the inflation reduction act and and there's obviously some simultaneous co-benefits that have to do with aligning some of these programs around that um in terms of the timing of when the incentives and things like that are going to happen so it's just a question about whether I think whether or not um how that how that's influencing the relative priorities of of these items or if there might be other areas as well sure um so yeah for you know just to talk about like the incentives rebates um that we're kind of talking about for different things like around electrification renewable energy Energy Efficiency things like that um as we've kind of talked about a little bit here as well as in in our our last meeting um a lot of the stuff on the inflation product is kind of unclear at the moment of like when exactly it will take place we have a better idea with some of the um tax incentives uh that they'll be taking place for 2023 but with the rebates we don't exactly know when it's going to be happening um but we also know that like action needs to take place now um and especially when you get into some of these appliances that uh people traditionally kind of just replace at time of use um you know talk about your furnaces your air conditioners um vast majority of people you replace it when you need a new one you know you're not sitting there being like well I'm ready to make this upgrade so I'm going to do it now even though I got five ten years left on this Appliance um so we really want to get things out there as soon as we can um so that way even if some of those rebates aren't available through the IRA there's something in place so that people who you know say they're not entirely relying on the you know the IRA rebates things like that but they just need that little push to kind of get going are still able to do that or again if they're in the spot where you know my furnace dies in you know this upcoming you know September October November and you're like I I don't want to be cold this winter um so I need to make something now there's at least something there even if there's not yet those structures in place um but at the same time once those all come in then everything's compounded we can get more and more people into it potential um also already having some people who are familiar with what's kind of going on so they're more receptive to now there's also this and also getting those um signals out there to contractors manufacturers things like that to really start pushing these changes as we go so we want to have something out there as soon as we possibly can even if IRA and other things like that aren't ready um but really combining them once everything is commissioner Smith uh yeah you may have just answered my question in part Joe but I was just curious um you know building off of the question understanding that some of the priorities are based off of a to zero but have also been reimagined given some of the challenges that you all have experienced is there a clear action plan or timeline associated with some of the the initiatives that you mentioned understanding some of it may be in progress but is that something that you could share with the commission uh if not now in the future yeah we will definitely um you know talk more some of these things are more are more finalized um for instance the you know incentives rebates things like that um you know it'll need to be ready by the time everything comes out um we've been talking or we've been starting to talk with a couple different communities who have different um of those like incentive and rebate structures in place to see kind of like what systems processes you know how working through that has worked best for them um so that's happening later this month a little bit in February um so as of right now it's kind of again starting to work through uh some of those things to get them ready by the time it it all it all comes forward and as those are are finalized definitely would be happy to kind of come back talk more about it um if there's any other specifics you know feel free to uh if or if there's anything specific I can answer now I'd be happy to answer now but some I might have to just check back in to see with like who's specifically working on what Porsche portion portion excuse me of it um any other comments or advice so as I've done previously I'll share some of my own and hope that others either respond to those or come up with other ideas I have one specific question and then a couple of General uh suggestions for consideration for our council member Liaisons um the plan the meaning the age of zero plan mentions bulk buy programs for a number of different let's say devices or appliances uh specific uh kitchen appliances uh HVAC systems EBS you we talked about some incentives that were align with Ira um are any of these going to be coupled with bolt Buys in the kind of sense that we have with a solar ice program where uh if you are able we are able to bundle a number of people going solar then we're reducing the cost of sales to the solar installer and the solar installer is passing on that cost of sale reduction or expense reduction that um that it is seeing to the solarized customers is there anything like that in in let's say in the planning and that could be reviewed by the commission before it's launched in the community yeah um I I know there's some like early thoughts of that in like a couple like we've had a couple um communities within Ann Arbor that have reached out that are thinking about doing that um so we're starting to talk with them to kind of see you know how that would work uh talking with like installers manufacturers um how it would work for them um because you know some of them can be a little it can get a little bit different in some of the stuff you know such as heat pumps where like you know it's not every home doesn't necessarily have the exact same system put in place um but you still have the scale uh so kind of just trying to see some of that um I don't know if there's specific funding within this like directly for setting up a program like that obviously having the incentives and rebates kind of help so even if you're not in a system like that you're still saving on it um but yeah some early work has been done looking into a program like that to kind of see how it works see kind of what we can learn from that uh depending you know how how that would go I'm starting to think or starting to set up more and more like that on a on a broader scale so from my business background particularly for products that are sort of emerging in the market one of their significant costs our sales costs attracting customers convincing them getting them over and what we're doing through our programs through the city is really helping them on reducing their cost of sales and um if we can do that then we can pass like I said those savings on in addition to using monies from the millage to provide further rebates and incentives so if we can couple the two of those together we're going to get a double benefit for those in Ann Arbor that are relatively early adopters I'll let uh commissioner or mechanic respond to that thank you so much Karen Mercy I just wanted to make a couple of comments um in this space I think uh first it's a little bit more difficult to have a group buy um with heat pumps let's say or any kind of Home Appliance compared to solar because it's um like Joe mentioned these are not optional kind of uh appliance changes like uh households would mostly only opt into them because their current system is failing or kind of a risk of failing so that's that kind of shrinks the opportunity on the outset at the same time there's a huge need for a contractor training and Workforce training um and I didn't hear anything about that um you know in Joe's presentation but I'd like to um kind of post that up say that I'm I'm wondering what the focus is there um that may not be money that comes directly from the city but I think Partnerships with the unions and with the minor on the you know groups that we do have um both organizationally and um you know the businesses locally that can do this work whether it's you know Seoul heat pumps or do um you know air ceiling that kind of stuff um just want to hear a little bit more about that if we have time otherwise we can kind of talk about it later yeah um I'll say it's something where as well as pretty much everyone in this space is thinking more and more about and have been thinking more and more about for a few you know years now because we we do know it's a thing there's not necessarily enough contractors in place um to do everything at once um that just wouldn't be efficient for them either um but yeah we're definitely working more and more on it we have several of the local trade unions are a20 collaborators so we do have existing relationships with them have been talking with them um in our and are moving further into those conversations uh to see what kind of can be done um what you know what is the role of us as a local government for that um which a lot of things we've read is you know having things like these different incentive structures um in things in place kind of sending those Market signals out is one of those big areas where we can have a role but also starting to communicate uh again with you know places like that uh trade schools apprenticeship opportunities um to kind of be figuring out where that at so even if there's not necessarily in the millage itself is a thing we're spending staff time on thinking about um also with our work with Michigan saves um the state Green Bank they're doing a lot of it um we're having a lot more conversations with them about their electrification badge program um and other things of that nature that's also pushing forward from again another entity outside of the city but someone we're working with um as the city yeah quick follow-up comment um this may be an opportunity for a working group I don't know if any others are interested but I'm super interested and also was kind of skilled in the workforce area so Joe just uh to take note that um it kind of does come to that I'd be happy to participate um and kind of supplement thanks so I mentioned I had a couple of other General comments um four in particular um the a20 plan has uh in the very beginning somewhere like on page 11 and 12 or something like that a summary of all the actions um it includes a cost to implement and an estimate of CO2 tons of CO2 equivalent reduced and then a dollar per ton of CO2 is sort of efficiency measure um I would strongly urge Council as you review um the proposed spending to make sure that spending is tied to those actions that have the best return on investment um it's likely that some of the actions that don't have a very good return right now as technology changes and things like that that we can shift to those later on in the plan but spending a lot of money now on maybe a technology that's not yet ripe to me doesn't make a whole lot of sense especially if there's low hanging fruit Energy Efficiency being one example um I'll um cite two examples um or just maybe just one General example from the solid waste area um the two of the suggestions in the solid waste area had costs roughly a thousand to Ten Thousand Times Higher per metric ton of CO2 red reduction than many of the other actions those calculations may not be accurate they may have been based on on bad assumptions at the time but if they are even close to being accurate even if they're 50 off it seems to me that we should be re-looking at those and focusing on the low-hanging fruits early especially because we know that um the area under the emissions curve is really important here and so doing the things that are really easy that give us a big bang to the buck are really the things that we should be doing uh secondly um I would hope that there's also and this is related to the first that there's a clear line of sight between money being spent in actions and those actions really leading to clear benefits to the community ideally in the case of energy and climate reduction um it seems to me that there may be things in the plan that are great in terms of the benefit to the community but are not necessarily tied to climate action and I would say one of the things that councils should be looking for is when we're looking at spending whether or not spending should be coming out of the climate Village or whether it should be coming out of another part of the budget that more ties to that particular area and as an example um and and I don't know what kinds of means testing will be done for example for Aging in place it's it's in the plan um but some of the things that I think we need to be careful that we're not doing is for example um providing incentives for um an elderly person who's in a 3 000 square foot house um and there's one person in that house where they raised you know four children in that house 20 30 years ago and we're providing incentives for that person to stay in that household as opposed to providing that money for something that to me has a more direct benefit on on climate action and then the last thing that I would ask is that when the budget is presented in March that Council asks for a summary of specific climate spending and what the actions are and what the outcomes are tied to so that this is not buried in 50 different line items um in that's scattered throughout the budget but there's no no sense anymore and that will certainly decline over time if we don't adopt this practice of what are we spending money on how does it where is the source and what kind of outcomes is it actually going to be delivered so those are my general requests of counsel as you approve this money um so that we really see true benefits um in terms of energy reduction greenhouse gas emission and let's say resiliency kind of things that really matter and are tied to to climate issues council member excuse the commissioner Peck yeah I think he did a wonderful job John uh of sort of saying what the articulating what I think a bunch of us are thinking uh hopefully at least me uh and I would love to see also a real clear our uh analysis and articulation of how our choices in spending that money uh for the best bang for the Buckle through in terms of carbon reduction per dollar uh also leverage other monies that are and policies you know because one thing we also need to get at is how is the new majority in the state house uh going to hopefully improve the situation uh in some tangible ways for carbon uh reductions and lastly um maybe one of the things we gotta you know when you still need to have that conversation of metrics and accountability but we really need to design that way that the city is uh being transparent and revealing how much carbon is being reduced per dollar we really need to be tracking that in a way that's really Crystal Clear um and broken down by various uh approaches so that we could start to see uh where money is maybe not being well used when it comes to carbon reduction and your point is a good one in the sense that uh you know five years from now some of the things that are not cost effective now will be much more cost effective and it really does pay to sequence these things carefully so Justice isn't my way of saying good job others so I assume that we will probably come back to this topic especially maybe in the March April time frame as the budget is assembled and presented to the public and before it is approved or goes to a council for approval in May um I think it's um the first um what is it the two meetings in May subsequent meetings in May where the budget is considered and then then approved so hopefully we'll have a chance to weigh in with any more specifics that anybody has uh in the coming months we still have two pretty consequential um agenda items that might take some time so um unless there's anybody else that has any final thoughts um I'll wait a second or two yes councilmember Ritz okay I think um thanks just real briefly I think um as you mentioned this is going to come back to this commission um the budget um discussion prior to going to council and I think the you know so the request that you made um and the commissioner overpeck made as well I think that's really helpful if this if that if it comes very clearly to this commission how the how the funding obviously certain things have been promised to the voters right now and those things were promised because of our I assume staff's understanding of how we could leverage dollars the best right now and have the most impact um that's how I presume those those decisions were made and so just but being prepared to come to the commission with um kind of a full presentation on that on those items and um kind of the impacts I think will be helpful to get the feedback and buy-in hopefully of this commission so that when it comes to council we can feel really secure in knowing that when we're voting on this issue it's really been weighed in and gotten the support of this Commission great thank you so the next point on the agenda is a resolution to improve transparency of city of Ann Arbor performance um I hope that all of you have had a chance to do two things first of all skim through the draft resolution and secondly to read the email that Joe sent out I tried to send it out but as he mentioned I had email issues so I couldn't send it out last week and Joe was out for a couple of days last week so unfortunately it just got in your hands um today I guess it was right um so uh what I'd like to do is just maybe mention a couple of things um and some of these are I would say stated in in more or less general terms in the whereas Clauses of uh the resolution um so first of all I think um good performance metrics they're tracking and their reporting is really fundamental to efficient and effective work to continuous Improvement and the policy and decision making um and then also just in generally participatory government and and governance and so that is really the idea behind um the resolution was something that I drafted in early 2022 I shared it with a city administrator um in March got feedback from him in April asking that I delay action on it until September um I reached out to him in September uh I didn't hear back from him and so what what has been done is what's reflected in the email is that I introduced this through the energy Earth committee through the environmental commission and in the September and October meetings um it was considered and was approved in the October meeting by a nine to two margin um rather than me rambling on a lot what I thought maybe I would do is just simply um ask for a motion to consider uh the resolution and the second after which we would open it up for discussion um the intent would be that if this moves to that point that this would just be a discussion and essentially a first meeting of the resolution and then if it had some level of support then this would be considered in a future meeting potentially in February or March but I thought um the best thing to do is is just make sure that we have at least uh a motion that the commission agrees on that it should be considered for discussion so um can I get a motion to consider um the proposed resolution in a second um and then we'll vote on it and then we'll have open it up for discussion so I have a motion from commissioner McCoy and a second from commissioner um Kenneth uh and or McCumber um so um we have um the Motions on on the table now for consideration I I don't think I need to take a vote on this right we just have two motions for consideration so um what I'd like to do now is just uh open it up for for discussion and for comments and I I those can be also questions there this has a long history um I've discussed this with um um Carlene um and um as I mentioned this went through the environmental commission so I've had a lot of discussions um with the chair and the vice chair of that commission as well as with um the two council members that were Liaisons to that commission at the time um and I can share that with you as appropriate so go ahead um council member redeem thanks chair Mercy into that background as well um without getting necessarily into the substance of the resolution itself I have a few comments I would say maybe on um Framing and process that that Drew my attention as I was reading through it um I in particularly I got concerned I think with with some of the the language in the resolved Clauses itself simply because as an advisory body the commission can't really direct the city administrator um and so that the city administrator shall language and things like that is I think process probably a little out of out of the norm for one of our advisory commissions um I would be much more comfortable if this was uh framed in a way that was advising City Council on on policy um and then I guess I would also just request as we're having the conversation I think there are a few areas where we could potentially frame this in a more constructive feedback way particularly I would like to avoid any um critique or characterization of Staff work in here and so I'm particularly referring to the uh the one that Drew and I think whereas the performance measures web page is generally both poorly executed and maintained um I would like to rework some of that language in order to make it yeah more positive in the framing of what we would like to see in a constructive way rather than kind of a critique of what exists today because I also want to acknowledge that we are undergoing kind of a A reframing or a redo of our website and everything and so there may be many reasons why some of our website is clunky we have it as a city have acknowledge that and are working towards completely revamping the website and so I would like us to avoid some of those characterizations and staff work if possible um and so that that doesn't necessarily into the substance but kind of my feeling on the resolution itself is I think we has a body probably need to do a little bit more work on it to get it more in line with what I think an advisory commission should probably be pushing out if I can respond to those before allowing council member Briggs to comment uh the version that was posted the legislar was the original version with a lot of whereas Clauses that provide an additional background information we got similar feedback from the environmental commission many of those whereas Clauses that you called into question were ultimately uh eliminated from the version passed by the environmental commission um I think that's reflected in the version that was sent out uh to all of you from Joe in his email um in addition um I I sent a or I had Joe send a link to the one the resolution as it appears in legistar um has passed by the environmental commission but I have another version um so that that is the official record in legistar of what was discussed but what I have is another version that addresses some of the questions that you raised about the commission directing the administrator and the the language was changed in in this version that I could share with the commission saying resolve that the environmental commission recommends that city council do such and such so that that addressed both of both at least to some degree both of your points and there may be other more specifics that need to be taken into into account um yeah council member Briggs if you're still there um go ahead with your comments yeah thanks yeah I turned off my screen because I'm having some internet um connection issues right now but um I uh definitely agree with um sort of uh councilmember radina's thoughts on this um I also in terms of if as we're reworking it um I personally think it might be more helpful to more narrowly tailor this to um performance metrics that would be helpful for uh from the perspective of energy commission and looking at sort of our our energy work in the city so um I have certainly have thoughts as well around improving our performance performance metrics and um making being much more transparent and accessible with that data and I think it's necessary for for all aspects of the work that we're doing in the city and um councilmember radina spoke to one of the issues around um uh website being redone but there are there are a host of other issues as well in terms of conversations that I've had with the city administrator around this but um so I I guess I would hope that we might um more narrow detail of this in a way that would be perhaps a good model for thinking about it um kind of across different units of of the organization and obviously energy touches a number of different units and so um it would likely be a little broader um for that reason um but that would be my recommendation thank you like to open things up um specific concerns or comments questions um any general thoughts on the matter uh commissioner Smith okay thank you um yes a couple um I also would like to think about how to be a bit more specific in terms of what we see I noticed uh in the resolution as drafted there's a number of best practice dashboards that are referenced if there's specific elements of those dashboards that we could pull out that we think that represent those those best practices I think that may be beneficial in our recommendations here I you know uh offer to you know take that review and provide some thoughts there um also I'd like to you know um ask that we can consider the timeline in which this dashboard is being updated um I think a year is a good start but I think it's a start due to the nature of the crisis that we're under hopefully that this dashboard is something that is simple enough um that we could update as frequent as a quarterly basis um here and just would like for us to consider what time frame is is reasonable if I can just respond to those um I I share your thoughts um because this was written generally um it was uh the idea was annual would be a place to start um but I agree completely in some cases more frequent updates absolutely make sense in other cases um some data isn't really even generated until the end of the year I mean we know from the greenhouse gas inventory for example that we don't get data from DTE until the end of the year that doesn't mean at some point it wouldn't be possible to get more frequently but right now some some some of these things can only be updated annually so um I I think those are great points just as far as your first point is concerned um I think the main thing that is um to some degree called out in the whereas Clauses is that performance transparency provides context so rather than just a data point um the the context is how does that data point compare to previous uh performance so basically trending the performance it provides context to um smart goals that have been set for example by city council it provides context to how peers are performing so if we're saying that we want to do X but there we know that already a bunch of other pure cities are doing much better or much worse than it calls into question what our goals are so context is just sort of a general thing and all of the better dashboards do exactly that they Trend sharp they show goals um and they show how those goals are essentially set and how that relates to peer performance foreign did you have another comment no I don't sorry I'll lower my hand others so um I'd like to gauge people's thinking on the matter um if there is at least General support for a resolution of this type then I would offer with the support of council member Briggs and council member Medina working off the final version I think of the environmental commission which already took into account um some of some of the concerns that have been expressed and which I agree with that I propose a an updated version of the resolution that maybe focuses more on energy and climate related issues and takes into account like I said some of the other other related uh concerns that have been brought up including those um from commissioner Smith and that I bring that back to our next meeting how does that sound or put it this way um does anybody object to that approach or would they like to amend that proposal if you re uh have a different um proposed process speak up yes commissioner Peck I just want to say go for it good so that is what I will do um so you have now a lot of information you have a very old and original version of the uh resolution you have the one that at least was posted to legendstar but I don't think was complete um so you have some of that history you can read through that and then we will provide um something that is reworked that's hopefully even more succinct and more On Target um for your consideration than uh in our next meeting very good thanks for your input and thanks for your guidance so if I can find my agenda here um the last Point um is a discussion on natural gas and new construction and what I would like to do is have Joe and I discuss this it's also been discussed between Joe and with input um from Missy originally there was a proposal for a resolution addressing this and we decided rather than considering the resolution um that there may be a better uh let's say course of action on this and I'd like Joe to introduce that and then I may add some additional comments and then we'll open it up for discussion yeah thank you um so I've mentioned this uh but just wanted to have it here um so as many of you know um next month uh February 14th uh the Planning Commission they're having their special work session dedicated to the proposed ordinance change that would require all new buildings be Electric um my understanding is the agenda for this meeting is still still being put together but the Planning Commission would welcome having uh everyone here the members of the energy commission attend as participants to learn from the various speakers there um given that this meeting date and time uh they I think they start at seven where we start at at six um overlaps with our February meeting uh we have a couple routes we could go with that um one of the options being canceling our meeting next month um and instead having all energy Commissioners attend as participants for that planning session or potentially having a reduced session where we you know still meet for our first hour and then uh or with the commitment that we finish with that hour and then head over at that point in time um for either those two options um that way all you energy Commissioners can both listen and learn from the presenters uh but also have the opportunity to call in during the public comment to share feedback uh if you desire that with the Planning Commission um in just overall context given this tight timeline for the ordinance coming through planning um it's my understanding it will not be coming to the energy commission before a formal vote by the Planning Commission um however it will be coming to the energy commission after it has cleared planning and before it goes to city council um there's a lot of moving Parts here I know that um it's a lot kind of to keep track of um but from talking with uh Planning Commission folks um and they're they're planning staff joining the meeting on uh next month February 14th seems to be the best way to kind of keep a Planning Commission and energy Commission in alignment um so now I'll just kind of open it up go through talk a little bit about kind of the process um you know discuss our options and then decide kind of how we want to handle our next meeting um and kind of go through those different options see what kind of works best for all of you um John anything I missed or you would like to add in uh let's just go ahead and open things up for discussion I've got a few thoughts that I might share later but um I'd like to hear what other people think commissioner McKenna you're muted still I'm wondering if we could open up a discussion about what the best person I want to put my support in for supporting this meeting and and going to the Planning Commission meeting I think that's a great idea um you know it's really coincident um topics and and desires that we have both to focus on the natural gas ban so I support that um but I wanted to kind of uh move the discussion um if we may after hearing from others towards um how best to participate in that meeting um I'm not sure right now that calling in as a participant and having this like one-way you know stand up at the mic so to speak and and speak um is the right I guess the way to provide the most helpful support um or just you know being kind of an expert in this topic I'd love to have a back and forth if possible and so could I propose that maybe um we propose the Planning Commission if anybody curious to hear from anybody thinks this is a good idea but maybe um do it like as a presentation like there's a an agenda meet an agenda element for us um to kind of have like an open conversation where we are present at the meeting as if a presenter would be um and then do it that way I will say just as as some background we've had a couple of discussions with the the planning staff um about kind of some of the different options and kind of this is this is where they've landed at the moment of just based on everything else that they have packed into that time um I'm more than happy to kind of have further discussions to see if there's there's other options but this is kind of where where they've come um at the moment um but always you know as always open hearing more from others um and if there's overwhelming you know support can definitely reach out back and see if there's um additional options there so Joe I think for everybody's benefit certainly for mine and apparently also for Claire's I'd like to understand what it means that we would participate as participants so for everybody else's um edification Planning Commission meets in purpose or in person so if we are participating as participants um does that mean we attend in person does that mean we dial in like we're doing now and provide public comment potentially at the beginning of the end and participate in no other fashion Joe I think you saw a list of about eight questions that I pose to Shannon gibrano who is chair and to Bretton um little who is the staff liaison asking for specific clarification because it's at least important to me that if we are going to cancel our meeting and cancel our business I want to make sure there's value add versus let's say the alternative of us all watching a videotape of their meeting and having our own meeting and then using um our reactions to watching the videotape to provide input then when it comes to energy commission so I'm I'm personally very conflicted on us making a decision tonight about what we sacrifice in terms of our meeting and our agenda items without knowing really what our particip what the rules of participation are so if you can illuminate those a little bit more closely and more detailed I would appreciate it and maybe I'll let uh commissioner Peck speak first before turning it back to you Joe go ahead commissioner you know I'd be happy to hear Joe say something first but I um but I also just to get it in quick is I think it's very important for us to have a very thoughtful discussion of this topic you know we're good planning is going to have one perspective uh we're gonna be focused on the climate emergency and the climate crisis um and hopefully there's going to be some good overlap in our our my sense of what needs to be done but we really needed to make sure that we're coming at this from all angles in a very thoughtful way so I love your idea of just watching their uh proceedings and their talks I want to learn more for sure uh and then having a thoughtful discussion but Joe might have a better solution sorry uh because my Briggs do you want me to go first or do you have something on this as well okay yeah um yeah kind of like you're saying uh chair murski it would primarily be yeah as participant means you'd either be attending uh the session in person you're able to watch and call in as well um but yeah it would be more in the context of providing input through you know the public comment three minute um you know opportunity there it would not you know being in being in the full group everyone kind of part of that discussion collaborating back and forth in that context um just again that's kind of where you know we weren't necessarily able to get together that whole joint kind of meeting where everyone's talking like that just given time frames with everything planning had to work through on their end um as and just you know getting the timelines from that perspective um so that is kind of that is the context of what it it would be is you know sitting there attending obviously you could you're able to watch it back um but watching it back the you know the only downside to that is you're not able to provide the comment during the time period um others won't hear it um you know either be a community members uh Commissioners at the moment um so that that is what would potentially be lost um if we're not directly there um but from the rest of it yeah it would just be those those comments during those those three minute Windows where you're able to call in or speak um if uh physically present so that that that's clear if we were to have our own meeting we should all recognize that we would not be able to call in certainly at the beginning of their meeting because we would be in the midst of ours there is the potential that we could call in at the end of the meeting and provide contact uh suggestions but that would be um without having had the benefit of being able to listen into to their meetings so um that that's one something we have to to weigh uh council member Briggs yeah so I was just looking at um it looks like if I'm looking at the dates correctly on this and please correct me if I'm wrong on this Joe it if it's conflicting with ours next month that's February 14th the second Tuesday of the month which is usually when they have a work session as a is this coming to a work session or a General Session up there they're having a work session for it okay and so their work sessions are on Zoom still um so it would be possible for everybody to attend remotely I think one of the pieces that might be helpful and perhaps more beneficial for this group is if obviously if there may be balancing a lot on their agenda I assume and trying to not make this be too unwieldy um if there was an opportunity to have that that discussion at the beginning of their agenda um for example um you know maybe there are some there are some general comments that members of this commission might want to make be at the beginning in public comment to inform their discussion going into it um and things to think about but I but I do wonder if it's more helpful one of the benefits of everybody watching this at the same time is supposed to say no we're going to go back and watch it because I know from experience that often doesn't happen um you know making a commitment to all watch it is that we all have the same body of information um you were it then informs the recommendation the energy commission discussion so you what we would have is not so much that Planning Commission is being informed by energy commission but that energy commission is being informed by Planning Commission and we're able to take into account you know what are the things that they're debating um and helping Council wrestle through um there may be some very different perspectives I suspect there are some very different perspectives and issues that are going to be brought up um and to be able to hear what those things are um you know even if you know the first meeting is the first hour is is listening to Planning Commission debate that and then coming here and and doing a brain dump of um you know what did we just hear what was problematic what was what made sense um and then helping that inform the Future Energy commission discussion um that's one possible possible route that might be productive in terms of just making sure that when this gets to council that we've had a really thoughtful analysis of how this goes forward and maybe identifying what information we don't yet have which is something that I suspect that I'm going to be wrestling with a lot breaking point I'd remind everyone that Planning Commission is in a sense to advising Council on this just as we would be advising Council so we would have the opportunity to weigh in and advise Planning Commission by participating and providing comment um and then we would have a second let's say opportunity when we discuss it and we perhaps frame our own resolution to also then advise counsel so I I appreciate those comments council member Briggs council member excuse me commissioner Levin uh yeah I mean depending on who the speakers are I apologize I haven't looked to see who's speaking at this meeting but um it would at least be nice I don't know if we can designate one person who would be able whoever we think would be best maybe to be able to at least ask some questions asking those at the very end during public comments I I don't know that that's going to be the most productive so I I get the logistics of you know we're not going to be panelists I know we did have that one meeting a long time ago where we did a joint meeting with them about another ordinance and that's I I guess this is different but um I don't know if it's possible to move the timing of when they do their I mean it's their meeting but having the public comments more in line with one of uh the speakers or being able to have one person that could ask some questions that might be helpful I assume we're not having these same speakers when it comes before us so I guess that's just my my biggest concern is being able to have some thoughtful questions even if we we're not conversing directly with uh the the Planning Commission but yeah thanks for those thoughtful ideas I'm commissioner Smith yes um what I'm hearing from other Commissioners and kind of echoing my own thoughts here I just would like to ask since I didn't hear it directly in the options is there a pathway for by which we could have a joint meeting so that it could be a two-way dialogue a more collaborative discussion and uh ultimately resolution I guess my concern is kind of coming out of it with two different perspectives of which both of which will be valuable but perhaps um you know uh being conflicting in nature and being able to have that dialogue and discussion being very important to the ultimate recommendations and resolution that go to council um so even if it's a little bit further out in terms of timeline hearing that that may be part of the issue Joe is there a pathway for it I'd just like to ask on having a joint discussion um I think it seems difficult at this time um largely because I know and going back some of earlier conversations like the the time to get this done and implemented um you know some of this has already been pushed back a few months and then once you know everything were to go forward be voted on and then go into place um does take time as well so if we were to you know try to get something scheduled it would kind of further push back the overall timeline and be you know that which is just a trade-off to make um it seems like at the moment this is you know this is kind of the path forward that they they're working for they originally were looking at this and the what their December meeting and they you know postponed it to voting in their March meeting um with you know February being the work session and then the months of December and January being time to gather as much information as they could from the planning staff side as well as others in recognition of a lot of people were in and out throughout the holidays um so I you know it is certainly possible to ask and see if something like that could happen um but it seems like it would be difficult um to do given the given the timeline because again their their their timeline is have their work session in February vote on their um recommendation in March at which point it would then you know go through you know we'd have opportunity to have um you know look over that provide our own recommendations uh before going to council is my understanding I'll speak up and give my opinion here um I I second the concerns or the desire maybe is a better way of putting it that commissioner Smith expressed on the other hand um we we do have an acute need for new housing um in in Ann Arbor and the Planning Commission and city council is really working valiantly to address that um and there are a number of projects any of you who follow MLive probably saw Ryan Stanton's recent argue uh article at the end of December I think it was listing 30 projects in Ann Arbor that are in process um some are in construction but others are proposed several of those proposals are involved hundreds of units of new um housing and those housing units in some several of the cases would be would be fired by or hooked up to natural gas so if we stretch out this discussion too long then we risk more and more units potentially being approved or going ahead that are going to be hooked up to natural gas so we have to wait um acting on this and this has been something frankly that's been discussed for a couple of years going back to um how to try to influence the state's energy code and that didn't work then looking at whether or not we could take a different novel of interpretation of the energy code um that did not well let's say was not viewed favorably by by legal then this new idea came up of addressing it through zoning um we feel that the legal feels that and as does planning and everybody else I think that that has um pretty strong support and Foundation based on on health related reasons and so um there's a lot of history on this topic I would work with Joe and planning to share some of that with you so that when we go into this we have a better understanding of what's been considered up to up till now and how many months and indeed years have led to this um so those are those are thoughts that I wanted everybody to to consider and wanted to share with you others um before we maybe take a vote on on what we do in our meeting any other comments so I'm going to weigh in with my recommendation my recommendation is that we cancel our meeting I think this is an important topic I would encourage all of and we'll put this up for a vote um but I would encourage everyone to attend the meeting in person or at the very least to dial in I would encourage everyone to read some Preparatory materials that will pull together so that you understand the background and I would encourage everyone to provide public comment at the beginning and maybe even ideally at the end if you want to react to something that was discussed and then we will all have an opportunity to discuss this in in our own meeting to prepare our own resolution and to address any concerns that we have before Council um finally votes on us that that would be my recommendation to the group um and what I would like to do is um allow anybody else to maybe make their final recommendations or speak and then I'll take a vote on whether or not we will hold the uh the meeting or not um but any other final thoughts from anyone else so I'm going to make a resolution a frame a motion that we cancel our meeting in February 14th and that we all make our best efforts to join the Planning Commission meeting as outlined by Joe um is there a second to that motion second from commissioner Peck um so I'd like to put it to a vote um all those in favor of canceling our meeting and joining the Planning Commission meeting please say I and raise your hand I I all those opposed and any extensions so I think it passed unanimously um so with that um we will join um the meeting and remember that's at seven o'clock we will make sure that we get out um the meeting particulars the link and so on and so forth um and we'll also get out some materials to you um for your consideration um one thing that I will tell you in advance that I'm working on um with the support of Ken Garber Ken Garber some of you may know has put together a list of development projects um that have been approved already since the approval of a20 and whether or not they're hooked up to natural gas I asked him to update that based on Ryan Stanton's um article um he's uh given me a draft of that it's 43 development projects um it lists um some of the key characteristics of the project whether it's proposed to hook up to natural gas or not or whether it's it's unknown and that will be one of the things um that will forward to you so that you can see what is at least already been approved since the 820 plan was approved and then what's in the pipeline um and then like I said we'll also try to get you some summary level information about some of the other actions that have been taken um by the city with other parties to try to affect um let's say more sustainable construction and why we are at the place where we are and what specifically The Proposal is relative to zoning so that you can read on that read up on that before the meeting on the 14th okay so we are um over the hill I think and and sliding down towards uh bringing this to a German we have remaining um OSI reports as well as news um from Commissioners um Joe you want to kick us off first sure um and just to give two logistic commission things before the overall OSI reports one um I know some folks have been having difficulties receiving emails um from the energy commission group um obviously I don't know if people are not receiving them um and you might not either so if you haven't been receiving emails recently from that would be sent to the energy commission the most recent one would have been this morning um please reach out um and I can work with it just to make sure that you all are getting those emails um and additionally um I think I I think I sent out at one point but relatedly some might not have gotten um our meetings will be held virtually for the rest of this year um if that is changing at any point I will reach out and let you know but for the time being plans are for all of our meetings this year to be uh virtual as well um commissioner harp did you have a question on either of those yeah sorry just just for quick awareness about how many emails may have been sent out recently so that one might know if whether they're having a problem or not sure admittedly not a ton most have just been around the agenda has been posted or a quick update around that um I believe the most recent one would have been but I know I sent one last Wednesday at 3 41.
this a lot of excitement is being built around alumni so they're actually anticipating the alumni and Friends in addition to this I just wanted to say um the district was able to secure 8 alumni contacts of that 8 000 we were able to secure 4 000 emails so of those 4 000 emails went out to alumni and um so we're excited about it I hope you are and we're looking for a great response oh done yeah go back yeah you better do that okay if we can just go back a little bit with the certified recruiting um done I don't like it I got it okay we we know that we currently have 309 certified teachers we know that less than 40 of our teachers represent the African-American population um so where urgency and and being strategic about really recruiting uh in their pool because African-Americans represent 61 a little over 61 percent of our student population um so we want to better align ourselves with those numbers um in addition can you can you repeat that again what teacher said we're going to be very strategic about attracting um a diverse pool of African Americans to better align ourselves with our student demographics uh here in addition and and I was just saying that we have less than 40 African-American teachers 309 total certified staff and only or less than 40 identifiers being African-American and we we're just going to be very strategic and intentional about recruiting in that area to better align ourselves I have a question about that yes so when you go to the universities do they have a number to say how many African-Americans are actually going to school to be teachers so is the pool that where we're missing the Mark or is it just that small and in addition to that many of these uh teachers or student teachers are getting their jobs when they student teach and because we're so far they're they're not choosing us for student teaching I've had instances where I've worked with um administrators at universities and I said well just please just try to just give me one and they say okay here's one and we'll go through the paperwork and they'll say you know what they decided that it was just too far to travel you know so they're being recruited before they even graduate we we have had some success with our Partnerships I know Oto built the infrastructure for um the teaching to learn transition to teach program and then also introduced to the district the paraprofessional to teaching uh we have in November we had two paraprofessionals who went through that program graduated from my program and feel unfilled positions over at Early Learning Center we also had uh two listed on the December Personnel report who are African-American and they came out of our student teaching program so those connections are there we're going to expand those connections we're going to be very intentional about it we're going to let them know exactly who we're looking for I guess and and that's great and I guess the question is when if a university has 100 students uh going to be teachers you know or they're going for that I guess the question is because Mr Brown brings it up a lot you know how do we uh change that ratio but the difference is I think if teachers come in here let me be honest if 10 teachers walk through the doors and they were certified we'd hire them right I mean everybody's in a shortage but is there not enough African-American students going into teaching to fill those to fill those roles I mean I'm just wondering if in college are enough people are those not are they not feeling those seats you know or it's somebody else we'll have uh the data for you um yeah I'm just wondering because you guys go to the university and see I'm just wondering out there who is actually uh going to college to be a teacher I can tell you and there were 67 students on there and there was not one African-American that's the so that's the question so we struggle here Mr Brown brings it up all the time was how do we attract African-American teachers if they're not there to get how do you attract them because that's the question is if 10 African-American teachers walk through the door we would whether whatever nationality or race they are we would hire them but the fact is I don't think they're there that's the question you know 67 and there was none that's a that's a concerning um I guess number that they're not going into that field interest in statistic is that we had 253 applicants for High School teaching positions between March of 2022 and December 2020 until 73 identified as being African-American so we have African-Americans who are applying petition positions you say they apply that's why we're going to be collaborating with our administrative team our hiring managers to see yeah and I do understand what Bill's saying you know if you don't have a pool you can't get any from a pool but I recall just years ago that we had multiple teachers within our school district being African-American and other nationalities of the minority status apply for the district Physicians as a certified teacher and unbeknownst to me really did not get higher for reasons unknown to me put up like that so and I know again a few years back that the bar was raised in The Matrix for hiring and I think Lyle can speak on that so I don't know if that was something that the minority certain minority teachers wasn't able to adhere to I don't again I don't know the reason so it is this is very disturbing to see these numbers I'm looking at the student body has really drastically dropped the enrollment from 5 000 to 4290 we promote 5 000 on our website I don't know if we changed that but 5000 has been there for a long time and and I think you mentioned it that 10 of what we have now of all of our staff roughly 600 that we have roughly 60 African-American staff just the staff not teachers not certified teachers right less than 60 teachers teachers okay and the demographics of African-American students is 61 percent in a district but I think it's like 75 percent in the high school and I think we only have what one two three African-American teachers at the high school certified well I was going for for a while I don't know what it is now and even looking at Hispanic we got 17 of a student's demographics are Hispanic and yet we only have one percent and you mentioned that we Embrace diversity and again I'm not and I give kudos to you the gallon effort and trying and I just think I don't know it's hard enough at this time these are very trying times it's hard enough at this time just to get any type of certified teacher out there let alone let alone African-American or other minorities I just wanted just doing good business what other things did it bring to have more minority teachers and that's kind of what I was bringing up is that I know you you talk about that a lot which is important very important but if there's no pool to get from that that's what it does as at a barrier it makes it hard I will tell you this is something we haven't seen I don't think we've ever done this in our district have we this is great I mean I'm thinking that you know and I use the word that in in 2022 and even part of 2021 that I meet to death was communication but it is so important that your communication to those schools whether they um send anybody or not we're on we're in the back of their mind like they have we've hired that's correct African-Americans over the last so secure I also have a dean of students a position that was just hard to feel with anybody for a while due to um we had three African-Americans who were um recommended for hire and we're excited until they learned about the salary so in a good way or bad way in a bad way because they were coming from CPS and we know that we don't compete with CPS in terms of salary and it's a non-administrative position so um but we were still able to secure Edina student who is uh African-American and again coming from one of the top 10 programs so before you say that I just want to make sure we get it on air is public and yes well you can vouch for this we are paying our teachers for the most part Market salary are we are we not whose Market are you looking at really difficult it's difficult to answer that question because there's so many things that go into uh no that cannot be difficult because that's what happened well you have brought that to us and and you've brought evidence and you brought data and says hey boy you know you need to get it up here you need to get it up there you need to get to Market salary until we said okay we was there well what a change what I say is from what my understanding but when you start looking at the high school level because we are you in the district that's the that's the answer it's not uh it's so normal High School District could get 120 000 whatever the number is right maybe 920 after some time it could be correct depending on where you are and it all is relative to the district that you're a part of but the truth of the matter is as a high school our high school teachers may not be as competitive as surrounding High School Districts Elementary wise we're we probably are we're there so right now the one thing I wanted to say about the recruiting of since we were talking about it of African Americans um I think it starts at the school at the high school level the elementary school level and why do I say that because I always tell people when they talk about the shortage of African-American men why do I want to be a part of something that treated me so bad I wouldn't want I don't want to be a part of that so and whether people believe it or not or think it's fair or not the perception is that one you can get more money make more money actually doing the job instead of teaching a job or they say those who can do those who can't teach um and then the other thing is if you felt like you had a bad experience why do you want to go back into that field so that's why I say it starts here so it's so important who we put in front of our kids to make them think wow I remember my third grade teacher or I remember my principal from high school I remember this or that and and make you excited help make you excited it's like I I love I love watching Michael Jordan I want to be a basketball so it's no different so that's the one of the biggest things now what they're doing I love it I love the brochures I love the creativity I love the the drive it it makes me excited to to see the serious yeah so that's very very good so keep doing what you do keep going out keep being seen um and it's gonna happen with one of the other things I wanted to add is so um to answer Mr Brown so I have to go where our minority candidates are so that is your HSI your Hispanic um servicing institutions and that was part of the reason why I went to Indiana northwest and that's part of the reason why I joined your book club and then there's your historical black colleges and universities right so I have to actively um seek them out we don't have any here in the Midwest right but I am still in communication with them online and if there's a job fair um that a collective group of hbcus are having I'm sure I wouldn't have a problem I wouldn't have a problem going um as long as I'm able to go I will travel and do whatever I need to do to get what we need here at this district and Mr Brown we want you to know that um we're vested we're vested in diverse diversifying our pool i i attended cream only I had from eighth grade into high school I hit zero African-American teachers um and so it was really important to me to come back and that alumni connection all of these moving parts are going to play into how we're going to be able to build our African-American pool and diversify so that our students can um have people who look like them yeah and it's more dangerous and I'm definitely not not driving down the path of trying to have a quota system no no no no I think there's an element of again as Dr Hall alluded to about there's just a piece that maybe many don't understand that uh African-American teacher can give African-American student not in its entirety of the educational process but there's just another added element and we need everything we could get we see the team the gap and what's bringing that about you know what demographic is bringing that about for the most part so yeah we need the best teachers for who we are trying to cause the students to learn that's that's that's all I'm saying here absolutely and again diversity is is that's not just a a name throw on or a term thrown out there in the world that's that's just good business in the corporate level the school level and all factors of life so it's just a good business and jumping on that the students in our district I think have a great opportunity to be in a diverse situation so that when they're going on in the workforce it it it it's life it's real life and I think marketing the district is so huge because we talked about the dominant group do you remember when we talked about how that one high school or one District in Wisconsin was lower and then they marketed themselves and they'd be it became you know uh not that the best but they moved themselves up into a great position where they attracted good uh you know good staff and everybody to be able to retain that and people wanted to come there and stay so it's really important yeah I'm just looking at too at the Hispanic you know we talk about 17 of the students demographics is our Hispanic students and yet we only have a staff demographics of one percent and just that for a Hispanic student could at whatever given point maybe it may even speak Spanish or something for for whatever reason a personal reason could communicate with that student in on a different level whatever that adds value that adds value it does so I do take my hat off to you I know you're not finished your presentation but you just had a segue open for me to talk about this because this is what I've been driving and and Lyle you did a good job and you was out there by yourself now you got help okay and we even got a title director recruiter and non-certified recruiter good teamwork okay I know that um of personnel and culture has in sured that there are no artificial barriers that are uh that will keep African-Americans from being part of our team we're adding that personal connection we're connecting with them 101 that was huge in our recruiting strategy for the dean of students we spoke with him over seven times and anything that he thought was um that he had a question about Iberia into coming into cremonie we were able to inform him we were able to answer those questions eat some of that anxiety he is excited to join us and he is going to be a lot of other people in the near future so we will diversify the school and let me just say so there's one thing to talk about onboarding this is another thing to talk about hiring so what do we do and how do we treat people while they're here right and so those are some of the things that we're looking at as well so at the beginning of the year I spent my time going around to all of the different buildings greeting our teachers initially right hi I'm Marjorie Trish I'm the new District recruiter just to make sure everything is going okay is there anything I can help you with and some people have some concerns or some questions and I was able to direct them to where they needed to go and then I went out again um a couple of weeks later hey how's everything going those are the things that are important because like um Dr Hall pointed out we are competition with your high school districts right you can go across the street and make 15 to 18 000 more so what sets us apart is that connection our Warrior Pride right we have to have something that people want to come here and be a part of I heard I heard you mention everything except a dynamic board in a dynamic that goes without mentioning but we don't have a conversation of things that we have to look at so it's a a huge Continuum from the beginning all the way through and so how do we retain them right sometimes being at the high school you know I looked at it as the minor leagues people come to our district to get the experience and then they go on to the high school districts so we have to figure out how do we prevent ourselves from being a minor leagues so is it salary is it culture is it pride so that's what we're here to do we're going to figure it out okay okay uh so in addition to some of our accomplishments that we share with you here um we talked about analyzing the data because the data will drive all of our efforts we talked about uh building so building our professional development we have an upcoming professional development schedule um as early as February 6 3 sessions coming up for our guest teachers we're building new connections uh Marjorie talked about the connections to she's been able to build at the Collegiate level uh we're building the infrastructure for the warrior profiles so that people know these five characteristics regardless of where you come from regardless regardless of your race um we want to welcome you here so we're building that out and then we have a a very effective recruiting plan um like I said that personal connection is everything in order to increase our African-Americans and our talent pool so I know there's less than 25 nationally African-American educators whoever fits their profile and they're within our reach we will connect with them and then we'll connect and we're networking we're expanding our Collegiate connections and connecting with our administrators to find out how we can assist to fill these positions and we're forecasting for the upcoming fiscal year as well and Beyond so we're excited about the work we know that you're very excited so thank you for having us today we appreciate it excellent thank you so much great presentation great job thank you guys so much that was insightful it's exciting you've done so many great things um just from what you started out with the whole guest teacher thing that's just incredible accomplishment so thank you very much I mean even though it was longer than 38 minutes no I've I've failed miserably at keeping this meeting to 38 minutes but we're it was great information yeah we can't thank you enough if you don't mind me asking what year are you an alumni from okay great job great job great presentation thank you don't worry we'll let somebody else run it we're going to let somebody else run it next week of that um let's move on so is there anyone who has any old business I do not anymore okay good I had one question for Ken Ken one more um yeah so Tiff closing dates in moaning up in your uh uh is is the fiscal year here at The District's June 30th or May 31st June 30th so my understanding is that you is your you're retiring so June 30th of 24.
so the 10th grade um same graphic that we've been looking at um for all the content areas um we see that um again that they are our students are meeting and exceeding and um expectations um interesting this um so this was our um our hybrid here and um so that is a wonderful reflection of you know that our students were engaged our students were engaged so it yes just a really basic question do we report grade 11 as well um so um grade 10 um or high school biology is if you're in the course when you're in the course and then there's 10th grade math and 10th grade ELA they haven't passed those and the counseling in order to get them out [Music] thank you um this is a great graphic to as an overview for my dla we we do kind of stress that um because there's so much growth that happens over the course of the history of their math and the history of their English there is growth that is being seen whereas science is just simply a snapshot of that one content area um we have grade six Ela we see um you know they're what is you know wonderful to see is that you know achievement levels um have not you know their their about the same their um getting close to where they were um back in 2019 um and I think that's important um we are showing the um our school and District versus the state um so again our exceeding and meeting expectations are above that of the state fifth grade and I see in 2022 it's still all the other ones are pretty close in 2019.
thank you okay approval is the middle of the zoning regulation I gave you a little bit of an overview of that um I you know this is a 50 50 coin clip but it would be nice to have or at least get the approval we may not put it in this year because it doesn't get approved in CIP but to get the approval and hold the reapproval that would be great so uh I'd ask you to support that that motion so can I have a motion thank you Felicia second Russell thank you all right any any discussion on that or concerns about applying for the uh for the sign ing okay hearing on all those in favor aye okay 9-0 thank you very much yeah and is Don presented the financial uh the financials um the 2022 financials through December any questions on that okay we have emotional accept thank you Peggy thank you Joe again questions all those in favor aye opposed today 9-0 thank you very much okay any any more comments about what you heard tonight anything that's on your mind that you'd like to bring up sure is it true that we're down a lot of Staff you know the preschool teacher mentioned their teacher was out and I know that I'm sure you're looking good question fill that position because it is hard to find staff so that's naturally challenge so um we do have an opening for a long-term substitute in our preschool at Canton intermediate school so we're currently interviewing um staff for that um there's um the teacher has taken a leave for January February March so it's a three-month long-term supposition so if anyone knows of a highly skilled preschool teacher or anyone listening at home please apply and let me know because there is a need there our staff shortage is more now than being four or is it just up and down I mean I know this is across the country so it's not just candy right so we currently have two special education teacher vacancies and I interviewed two people today and we'll be interviewing two people Friday so it seems like people are now beginning to apply but those are the certified teaching vacancies we currently have um and then we continue to have some vacancies for para Educators um no one is required para educator Physicians and not only in Canton but other districts too so we're having to go to outside resources such as crack which has provided us with two parent Educators there's also a company called delta T where we had a para educator begin this week and um All Points Care has provided um a staff member to work with us so we are shaking the trees to find highly qualified people for our non-certified physicians and these are positions who work with our most challenging students right who need the most support so excuse me certified teachers we're good with we don't have any extensive Staffing shortages um we have a couple teachers going on maternity liens in the spring which were we've posted for but it's really the certain para educator vacancy as soon as we hire someone it seems like someone else leaves or goes on maternity leave we've had we have several Heroes who have left or will leave maturity Loop they plan on coming back and we're happy for them and their families but yeah not for us thank you for asking the question um speaking of staff is there any update on the Open session for community outreach yes so um John and I are interviewing um we're bringing well John has interviewed two if not all three candidates were bringing in on Thursday on my conversation yeah I have not had the opportunity so this will be my first time meeting them and then as of Saturday we have two additional leads um who may be applying this week so I'm very very excited with uh the people we have in the pool while I'm not happy we haven't been able to find the right match for us over the last six months I'm very hopeful that we will fill the vacancy very soon I just have one question um I do get actually got re-parent questions now about immigrant and immigration um what was the immigration that we used to do at uh yeah yeah that they were they were sorry they were wondering if it was coming back they understand because of covet do we have any update on that you might not yeah we spoke about it during um our our curriculum committee meeting and and and that the the love of experiential learning is one of the things that came out loud and clear the opportunity to be able to do things that were immersive and engaging was loud and clear as a desire for it the changing in the standards around what students are expected to be able to do with the content that they engage with has been something that that has has moved so something that was loved in the way that it looked in the past yeah is needing to evolve to be able to follow around the shape of what we need to do for the future so what we're working on with these this new social studies program is to develop something that maybe it's not exactly immigration day but it's an experiential opportunity that's in a similar vein to that that connects directly with their study that's been part of the work that we've done with connecting with the um uh historical society as well so give me a parent answer in simple terms yes really simple we know that kids love to be able to have experiential learning we're developing something new that will be great for immigration 2.0 it's going to feel it's going to feel different but it's going to be experiential a 2.0 experience where it is a good way to say it okay the state has changed the standards at each grade level which is why we're piloting the new social studies program that meets those standards right so there will not be immigration day as we've known it okay speaking of the experiential on come volunteer for the new like like Collinsville turn of the century so that that's really the focus on is on understanding the the community and its resources and where you're at and there's where we see a parallel opportunity to be able to take something that's you know coming into the area seeing the opportunities I spent a a long time with our Historical Society I mean Bob vessel was there meeting with us as well to to Really Drive some excitement for this we just need the opportunity to be able to work on it our curriculum committee was great about saying hey this is something we really want so we're making sure that there's going to be time provided for our teachers now to be able to engage in that work and prepare something new and I will tell you I love our teachers for this they want something like a tune they really have enjoyed that experiential piece and we want to be able to continue to offer that in Camp yes and the same line where we would Nature's Classroom doesn't experiential activity for kids yeah I'll have to check with Rebecca and get back to you on that yeah because the survey went out and we've not heard any information about that when we get down to the 2020. absolutely uh any more board comments for tonight and questions you want to have answered we're going to go into executive session and uh I'm going to ask the superintendent to uh to to be present here um I have a new meeting set up for Ryan and Russell to join oh good yeah I don't see this being prolonged at all the superintendent and then he'll excuse himself and then we're going to have a brief session and maybe 10 minutes 15.
foreign okay thank you foreign thank you come on thank you foreign yes thank you board of education for uh posting our classified employee of the year I know we have members that are still celebrating I do want to honor our time together and continue with the meeting we're now moving on to item 7.0 items from before or public comment on agenda or non-agenda items uh hope are there any members of the public who have submitted blue cards yeah okay and Lika do we have anyone online who wishes to make public comment virtually we have no hands raised online all right thank you uh now moving on to item 8.0 comments reports uh by the Board of Education uh board member Rodriguez opinion would you like to begin yes hello good evening everyone um I just want to welcome everyone back from the new year and I hope you all had a happy holidays and I just want to report that I did go to um primant Elementary to the winter wonderland sing-along their staff had us a price performance and also today I just met Amanda Chavez that did the national anthem and she was an employee also and it was beautiful I went to Paul Elementary School of the Arts for their winter program students sang and played and had a play also um One play that they had which is really cute was Grandma Got Run Over by a Reindeer you had to see that one it was really cute but the decorations were beautiful I went to Valleydale Elementary winter performance students saying our favorite Christmas carols Longfellow I went to Longfellow preschool with I was sent as helper some of the children were happy to see us not all of them because they're very small and they saw Santa and they start to cry but a lot of them you know they did enjoy us being there and I just want to talk about the community meeting we had a great turnout it was hosted and collaboration with the city of Azusa mayor Gonzalez and council members and staff this is the Unified School District this is unified school board members and staff Azusa Police Department chief Rocky San Dima Sheriff Sergeant Ash representative some Silva um supervisor Hilda Solis and I want to thank them all for their partnership the conversation was pertaining to recent violent in our community I would like to continue this dialogue with parents students and staff regarding Solutions programs funding that can be helpful so we can feel safe within our community and also our schools thank you thank you board members Pena board member Benavides good evening everyone and happy New Year uh felices I wanted just to share a little bit about the community public safety meeting I also attended on December 21st and I just thought it was a great opportunity to collaborate with our different organizations our Sheriff's Department our city council and the County Board of Supervisors Representatives that were there I think that we need to continue to focus on our Public Safety within our school for the safety of our students and our community residents as well so I'm just grateful to see that the collaboration in that room that day and that we are all working together and we hope to continue to work together to address the many concerns of our residents and those concerns that were voiced that evening thank you thank you board member Greer good evening everyone and once again I do want to wish everyone a Happy New Year and also wish all of the the students and staff and and just parents who are going to be readjusting to first day back next year um just a a happy first day of this next semester um I do also want to communicate my appreciation for just the first first of all the partnership and collaboration of the different community and and um just governmental agencies and working to address some of the challenges that we've had as a community I was grateful to to be able to get together in in a room and discuss some of those things I was also great for that win uh having the opportunity for the district to to answer the question what what will the district do in response to some of the just unfortunate things that we've seen I'm grateful that we've been able to not only speak about things that we are looking to implement but but communicate things that that we have had in place and that we will continue to have in place and even look to and enhance and so look forward to continuing that work here in the district and also continuing that work with our partners as well I in addition to this I do want to communicate um that that there are a few dates that I already know now looking at our Board calendar and I wish I would have communicated this at our meeting uh last month when we discussed the board calendar but there are three dates on the calendar that I know that I will be most likely unable to to attend and so the next it's actually the next two board meetings one of them is a governance meeting and so I'm wanting to communicate that out to uh to the community and also to my colleagues um in case there are any ways that there are there's room for any any adjustments I'm open to that but I also understand I'm communicating this late in the the game and so if if it needs to move forward and proceed without me I I also understand that as well um and that will be for the next two uh meetings and then another one is is August 7th is another date that I know that I will be unable to attend and again apologize for that uh as some kind of know and understand um there was a time not that long ago when I didn't anticipate myself sitting here um at this seat at this time and uh things kind of shifted and and and adjusted and um and I had some things scheduled during that during the interim so I apologize to my colleagues um and I apologize to the community thank you Adrian and those are all my comments for this evening thank you Mr gear thank you for the uh the update and the transparency um I I'd like to make a request on behalf of the board if we could also post the December 21st City School District Forum video on the district website I think a lot of our community members go to the district website as a source of primary information I know it's posted on the city website um could be a little bit tricky to find um and I think if we posted it primarily on the district website um people would find it to be a good resource President Bill could I could I interject just for one second and wearing a different hat as the host of the the event that evening so just to communicate um also unfortunately that evening there was a technical uh difficulty um where the audio was recorded but the video was particularly evening so the audio has been sent over to the city and so if anything is posted that's what they have but the uh but the the video portion of the meeting actually was was not captured it is the audio clear um the audio should there should be no problem very clear I did hear it it was very clear yes right um I appreciate that and then it so then if we could add some text so when members of the public families go to the link they realize that it's not a glitch but there it is an audio only and then um just briefly uh today being the 10th of January this is the last meeting before our Lunar New Year on uh Sunday January 22nd so for all of you that may be celebrating the Lunar New Year we're exiting year of the tiger and moving into year of the rabbit so I wanted to give that some recognition for our community as well now moving to item 9.0 comments and reports by student board members superintendent and cabinet um Mr Ortega would you like to begin uh sure thank you um just want to um like everyone else Express uh Happy New Year and um and they uh welcome back it has been um nice uh to be back uh our students get to start tomorrow uh by being uh stop being back and being able to uh jump into some of the professional learning that's happening at our school district it has been awesome and then just lastly just want to celebrate uh all of our classified employees of the year um they are a critical and important uh part of what we do in the district and so just want them to know that their service does not go unnoticed thank you I too would like to just wish everybody a Happy New Year and welcome back um to this second semester our staff has been back for the last couple of days um with professional learning and PLC um and we also are looking forward to having our students back again tomorrow and I too would like to congratulate all of our classified employees they are vital people in our organization and we appreciate all of the hard work that they do thank you thank you and I would like to follow and suit um to say Happy New Year and welcome back to everyone um as well as congratulate all of our classified staff those who are nominated but as um acknowledge all of our classified staff for their hard work and dedication day in day out um I want to announce that we are continuing our efforts with our camera installation um we have completed majority of our schools now we're going to move over to our secondary schools also our asphalt project continues but due to the rain we are behind schedule um so we'll be updating all our sites with a new proposed schedule for those that have to take a pause due to the weather thank you and I too would like to follow the echo of happy New Years and welcoming our students uh back to school tomorrow um I also want to thank all of our classified employees for their hard work and dedication to our community and to our schools each and every day thank you so much now we'll continue with reports from our student board members Ms Dominguez um okay hello everybody but first before I start I wanted to apologize for not being able to make it in person for the past last two meetings but going off of that the Gladstone High School admin students and staff would like to thank director Jenny Lee and the long fellow teachers students and parents for a successful preschool winter celebration which was held on Monday December 19 2022.
mm-hmm yes yes I was also alluding to the fact that as board members we were going to have our like a community meeting like I want to do my first Spanish all Spanish meeting with Community um the last week in January so is that appropriate to announce now or is that something that we need to request you know be posted I mean how is that going to work I'll let you check my Dr Lydia I think um I think we select the date and then we asked to work with staff on um transmitting that information out that is correct once you confirmed the date and location that you would like to have it or if you need assistance with finding the location we'll work on it then blasted out in with our media exciting yeah that's long overdue I know you guys have been talking about that for a while be constrained him oh yes is that um January 30th oh okay it's like June yeah we have um a joint uh Board of Education and city council meeting anytime there are five Mondays in a month and that occurs this January so we do have one scheduled for January 30th um that will be announced I know we're working on the agenda now so board members if you have agenda items please submit them to Miss Lewis and we'll get them added on there um it's going to be there did we decide if it's going to be in person or virtually it's in person okay okay all right um next on the agenda we've reached adjournments um this concludes our agenda for the evening our next meeting is a study session on Tuesday January 24th again an hour later 6 30.
um one was the transparency resolution email so if any of you did not get that email let Joe know because then we would know that was sent out Joe when um was it actually this morning yes yeah let me I think it would have been yeah this morning around 9 41 would have been the most recent so this morning at 9 41 or last Wednesday at like three something in the afternoon so yeah not a ton but they're mostly just around here as Jen has been posted any changes or other little updates as they come um outside of that things are moving forward at OSI uh like we mentioned our stuff all our budget stuff is due to City administrator by the end of the month so a bit of a lot of work has been done just kind of around our respective programs and stuff like that getting those budgets prepared um we also just put out our newsletter I think it went out yesterday or something so feel free to peruse that to see any any things that have been updated just a couple a couple highlights um you double checked the mailing list of that and ensure that all Commissioners are on it actually I'm not positive that I'm even on it um I read it but I think I read it because someone sent me the link and I don't know that I got the link uh or the email or the announcement um um directly from OSI so I think all Commissioners should be getting that for the newsletter you're saying yes yep I can okay I can check in on that um and yeah if if you're not uh there's it's on our website it is our website which is sometimes difficult to navigate so fully understanding uh that aspect but yeah it comes out I think we're moving towards doing it once a month instead of bi-monthly or every other month um yeah a couple couple quick highlights um this was put out a little bit ago but um Ann Arbor has once again been named a climate action leader on the CDP A-list uh so we're one of 122 cities that received an a rating on that um obviously still more work to go but still good to be kind of um kind of there um several programs are moving forward a couple things we've been looking at are um solarize in a commercial setting with the 2030 District um so some work is being put towards that um and that is kind of one of the the main things as well as just general strategic planning with everything that's kind of been been going on um more detail in the um in the newsletter also as we mentioned last time energy concierge there's a pilot going this spring report will be um later this year um those are some of the main things a lot more detail in the newsletter so please check that out if you're more interested or feel free to ask any questions here updates from uh council members and Commissioners cosmen race foreign but I'm going to use this opportunity to to say what I might think uh just to talk a little bit more about the February um meeting one thing that obviously Planning Commission will be thinking about a lot is the impact of a natural gas ban on on all types of development um and so we often talk a lot about housing but I know that they're going to be thinking a lot about what does this mean for industrial what does it mean for labs you know like just the whole scope of a different type of development um we are beginning as council members to to hear from different types of developers that are saying you know I um you know I cannot build a large-scale hotel for example in Ann Arbor um if uh if you do something like this I'd you know we're not seeing models of this and so to the degree that folks have um information and and expertise to be able to inform this Converse that conversation around different types of development and different things that Planning Commission should be thinking about in this process um I think that would be really helpful for them and obviously ultimately helpful for for Council but those are some of the questions I can anticipate they might be thinking about thank you commissioner Paxton hey I'm wondering if Claire is hiding somewhere uh because I have a funny feeling you would have an answer to some of these questions or at least know who to go to can you envision someone you know some type of development a big hotel uh I think a University of Michigan will figure out a way to do it without gas if we built something big so I I don't I think that that would be one part of the answer but is it reasonable that a developer could say hey you're just making it possible to do this um I don't think so anymore but you might have a better answer is it okay if I answer or would thanks um yeah not to get too long-winded here but I worked on projects in Boston that were basically the city of Boston you know as an engineer on the developers team the city of Boston asked us the same question um here's a new new hotel that you're proposing like what proved to us that it can't be all electric that was kind of their stance um and so I've done the engineering analysis on the development team um and we basically weren't able to prove it um right because like the technology is available and it's just a matter of uh cost and sure the developers are talking about their bottom line when they say that they can't do it um but I guarantee you that there are developers in this country um on on the East and on the west and in other parts of the country that are doing it today and if you're talking to a developer that says they can't do it then they need to move on because there's somebody else I can foreign and and you know commercial kitchens can use um induction uh and electric cooking just like residential units can um other other comments uh updates from commissioners anything else well I I will again um offer a brief comment um I don't know if you have seen um that uh it's now generally estimated that 2022 um Greenhouse gasoline missions in the United States Rose where I wrote down 1.3 percent um they're almost back to pre-pandemic levels uh apparently GDP Rose so on the emissions at per GDP drop slightly which is good news but we're not worried about relative um emissions we're worried about absolute emissions so the curve that we're on is certainly not something that we can be happy about and relative to what we'll be talking about with the Planning Commission certainly on the housing side and um then you know we're treat some of these other issues like labs and things like that hopefully differently but what was interesting is that housing and building related emissions were up six percent over the prior year so overall emissions were up 1.3 in housing and building related missions are up six percent so we obviously need to do something and I think that's what we're all grappling with and we'll talk about in the week that's the one thing that I wanted to um to share and by the way I think when we talk about this I recognize that our discussion on the 14th is going to be focused primarily if not almost exclusively on the natural gas ban but I would offer to all of us and to counsel that this is just the beginning um we've talked about um Energy Efficiency and for example passive house construction um that's not going to be a part of this ban um and we know that if a building is energy inefficient for example the envelope is leaky or poorly insulated that you're you're even if it's powered by renewable energy then all of your systems have to be bigger um all the solar power and renewable energy that's generated has to be more all of that has embodied energy so this big this issue is a lot bigger than just um being all electric or a natural gas ban um and that's something that I think we'll want to talk about on the 14th or later I'm commissioner Peck you're muted we don't I don't want to be contentious but I think on that issue when we were doing the carbon neutrality plan for U of M we did a lot of analysis and it was concluded and this is where Greg keolian could come in Andy maybe that it's not efficient to focus on Energy Efficiency relative to renewable energy in other words um from a cost point of view dollars you know Carbon for unit or carbon per dollar it's better to go with renewable energy rather than spend money on uh Energy Efficiency in University buildings um and we're still going to do some you know obviously we're going to build these new buildings that we're now building since we passed that department neutrality plan are going to be very very efficient but um in terms of retrofitting it might not be the most cost effective way now Claire is going to tell you how I'm wrong no go ahead Claire that is that grip um yeah I just want to kind of add a little bit of nuance to that I think for commercial buildings and and University buildings that makes sense you know you have more um you don't have as high heating demands um but for a heating dominated climate and heating dominated use what we think of residential um actually Energy Efficiency is the number one uh stuff we have to take and that's because it enables um you know all electrocuting with heat pumps and so um and I know that we mentioned earlier um several Commissioners mentioned earlier that you know we want to focus on the highest um you know greenhouse gas emission savings maybe for cost but I would also kind of warn against that um I think that that's the mentality that worked earlier but now we have to dig into the nitty-gritty of what the phasing is um of some of these more complicated changes so I know that's a big topic for right now um towards the end of the meeting but I just wanted to kind of put that in it thanks so um we're then on to um working group updates and report from the environmental commission Carlene is in here I don't think the transportation electrification group is has met so I don't think there's any update there on the environmental commission side um I already mentioned that um two of the most recent meetings really focused on this transparency resolution and um we didn't have a meeting in December we're having a special meeting in uh on Thursday to set topics um for this year and that's going to be in addition to our regular meeting at the end of the month so I'll be able to provide more insights in our next meeting uh we're now back to public input so uh let's see this is again an opportunity for persons to speak for up to three minutes um if you're watching on CTN please call 888-788-0099-4877-853-5247 and enter meeting ID 956 8718-7876 this information is also displayed on the agenda and the video feed City staff will select uh callers that have raised their hand one by one using the last three digits of your phone number to electronically raise your hand uh to indicate your desire to speak please press star nine on your phone you will hear an automated message that the host is allowing you to speak and when please or please move to a quiet area when speaking and then finally again state your name and your address at the beginning of your comments right um I have caller let me give you permission um caller ending in zero one zero uh good evening again this is Wayne Apple Yard uh five seven five zero Prospect Hill Road Grass Lake Michigan um and former energy commissioner just quickly a couple of things I think John's right that uh you need to try and use the charts that are in the climate action plan are in the 8-0 plan uh for prioritizing the problem is the charts are faulty the charts don't have numbers for a lot of the items and so for instance if you use the chart for green rental housing no money would be spent because it's not calculated uh and the same is for uh the energy conservation concierge and Community Education so uh some work needs to be done on that and some of those numbers I don't think I would necessarily agree with so I think somebody needs to check those items um I think someone talked about the uh possible uh legislation on Banning Banning natural gas I think that's dead now that the energy the Democrats have taken over at least I certainly hope so at the state level someone mentioned the problem with people replacing their units only when they fail and we need to teach people that if you wait for something to fail then you don't have the option of getting the right thing because it may not be around especially considering there are sometimes time lags freaking into things like heat bumps especially uh particularly good ones um and finally uh I've been hearing that the website is being been is being redone for well over a year and I think uh that uh tells us something about the process and the ability to have good websites and I think that the um City should reconsider uh using an outboard website for the web portion of the energy concierge and I'll quit with that thank you thank you anyone else Joe yep um caller ending in one three four yes thanks this is Ken Garber again um very fertile discussion really appreciate the thoughtfulness everyone brought to it tonight just a quick comment hopefully helpful on other building types besides housing when it comes to feasibility for full electrification um yeah I appreciate commissioner McKenna's remarks on hotels yeah it's ridiculous to say that hotel can't do without gas plenty of examples of those around the country um at this point restaurants obvious I think councilmember Briggs mentioned labs yes these are difficult the problem there is that um you know they employ Fume hoods that require um very frequent air Exchange um for safety reasons and um so this issue came up during the Sartorius debate last year and um I I did some research into this I don't expect I don't say I'm the expert I'm sure commissioner overpeck knows far more than I do but there are several Innovations now available to reduce fume Hood airflow so that the need for constant air exchange is minimized uh these allow major Energy savings they can't all be used in all situations but if they're built into the building design they can really reduce its energy use and the need for constant air exchange and heating we know it's possible to do this because such lab buildings are now going up I mean there's the Integrated Science Center at Carleton College in Minnesota which employs geothermal another example is the integrative genomics building at the Lawrence Berkeley natural National Lab which uses a heat recovery Chiller and air source heat pump and I'm sure U of M experts are grappling with this as we speak um you know I I'm I'm still mourning the fact that we allowed Sartorius to go forward with gas but I think that can be the last one um so that's my last comment again I really appreciate um the uh expertise thoughtfulness and passion that everyone's bringing to this whole subject thank you Mr Garber I appreciate and we appreciate your comments as well and I appreciate all the Commissioners input and comments tonight uh with that we're on to our second or basically our last agenda item which is uh items for our next agenda we've already decided our next meeting will be in March I'm not in February um we've just discussed uh in your the December work session what the topics will be for discussion is there anything to add to that or are we pretty well set does any was something overlooked um that somebody's recognized since the December meeting any other additional suggestions I'll note one thing um we were potentially going to have someone talk about uh the dams in February um so I'll see what would be a time that works best for them if if March Works cool but I'll see what availability they have great thanks anything else seeing none uh I adjourn this meeting at 8 29 PM thanks to all of you uh and have a nice rest of your evening
yes all right um are these tiffs the one eMoney and up the paperwork started uh January 1st of 24 or January 1st of 25. would that be before after you leave the the tips will dissolve in 23. this year they design however the municipality has a year to file the paperwork with the county of the dissolution so a year from the date today resolved so okay normally it happens is the by calendar year so it'll dissolve at the end of this year 23 then they'll probably they have to the municipality has to vote by resolution uh to pass a resolution dissolving the tip and then that is sent to the county clerk that is usually done at the end of the following year so in 24. so that'll be done those resolutions will probably be done I would say October November of 24. all right after I've evolved okay yes Monie has asked for an extension they uh we are setting up a meeting they want to talk to us the Dr Cara and I uh about that along with John Izzo our lawyer we've shared with them what the view of the board is and has said we're not interested but we will cordially well they've notified us at least through our attorney that they've won and if they would like to have an extension so both The Villages no not only oh only money [Music] again we've responded negatively towards that and but again they've asked to meet with us to do that originally I will share with you they wanted me to do this uh not only us but we wanted to bring some of the companies that were in the tip here to meet with us and I advise Dr Cara we should not do that not has nothing to do with the companies it has to do with it yes so I agree and if they don't file the paperwork and they don't do it are we at risk we are okay so so I guess we have to figure out the process and the plan because we have to stay on both now obviously modi's going to go one way or the other right they're aware they know what's going on but we have to stay a prize now we can't now Eric if I understand we can't force anybody to file any paperwork right okay so that's the question we have to because we've been questioning our John has been questioning since January of 21 you know what they're going to do on a resolution that they have passed on on funds uh University Park but there is some concern right now of of what of that there is and I I will say this not to speak for John at all but really we we hold there's nothing we can do to force them to do that you know that that's life but if they don't mean to our board it's saying I want you to do this but if they don't the detriment to the district is huge oh yeah yeah okay I just want to make sure we're on the same page because I I just want to make sure that we're we're on point but if something happens because the financial uh fall out of that could be well we we have one shot at this massive we've got one shot at this that's it so that it is very important and both ways so that's why monitoring money and yes right because they both expire higher at the same time yeah so you know on each of those you know we've only got one shot at this if you lose that is there any way of getting the the expiration date on both of them well according to the county they expire in 2023.
I know when we looked at the fifth grade schools last year they also see me like I'll liar so is this crazy absolutely and we can see growth um I think there's you know growth percentages and um the seventh grade ELA um you know we're seeing um in you know um change every year [Music] so you know this is a snapshot of each of the um grade levels um but then we'll see growth and that's really um that's what's important is to see um individual um student growth um and that is the resource that um that you know you and Peter have been building you know so so we can work in a vertical alignment and you know really see a student's growth over time from when they enter school to you know 10th grade and Peter has a database he's built the tracks each graduating class and he said that he can share that with you if you'd like to talk and um grade 8 Ela again looking at um you know increased growth increased confidence I think that that's really again um you know and back to pre-covered levels um growth distribution and I think this is the same thing we're seeing um you know you know increased um growth over time and this again also so this achievement and growth so this is where the 10th graders are um and this is how um achieve you know growth student growth percentile and achievement moves over time and our students are moving towards Higher Achievement and higher growth um throughout the years that they are here and that's really what we and I think this graphic for both math and um Eli are um the most important that we see because we're seeing that they are um becoming really strong students over time um they are building a foundation in both math and Ela and I can and I can actually speak to this I just have had so many students um who have graduated who have come back and said I was so well prepared in college um I could write better than any of my peers um and they could navigate um you know their math and sciences course courses with ease and I think that speaks volumes to you know what what they um what's happening um this again is our test item analysis what we look at um what all of the department chairs look at when um initially doing curriculum planning and mapping looking at those test items um I highlights grade 10 highlights were 24th in the state for student growth percentile um 28th in the state um for the percentage of students in exceeding and reading combined that puts us in the top 10 percent of the schools in Massachusetts for both growth and achievement and this again is based in 302 districts that are identified in the database what is the ELA Department doing they are examining MCAS and other data to identify specific areas of need all grade levels determine three primary areas of need in all grades which will become power standards for ELA for the ELA department so this would be in alignment you know 6 through 12 writing topic development um reading identifying the function of literary techniques and text identifying connecting evidence from multiple sources and language identifying parts of speech and their function in text and this will all Impact you know how they're writing a map how they're reading and writing in science continue to meet the administration at all levels for vertical alignment um and continue to update Ela curriculum to ensure all major assessments are in line with State Standards we build an MCAS Google classroom for the ease of access to data especially over time and building reports for curriculum analysis three years that the state does not have available this is a huge amount of time um that um that is being spent doing this and it's really valuable to the district and um work that is important does Peter have anything to say I know and I kind of been blocking um the percentages okay any questions on that and there's links um in for different things um that you can um and then you think um any questions we're available by email please feel free you know to reach out but thank you thank you I'll be done in 20 minutes do you leave that plugged in that would be good oh do you want me to mine okay no no no this is the HDMI yeah oh and just have and there's as they're setting up filmed if I could just for a moment I know that would be I'm sorry sorry we talk about um we do talk about how um the staff how teachers um and administrators support students in success I would also like to suggest that we encourage our parents towards supporting our students and I think there are a couple of areas they can encourage their students to if they are struggling they know that they are struggling they would encourage their students to attend for mediation work I also think um is really important for Content areas you can have meters or parents to understand the impact of having students attend school on scheduling days within the calendar year to attend coursework um missing um so weeks at a time can be missed and we can't help um when you are sick but there are some circumstances that absolutely can be navigated around and I would hope that also committee encourages families especially the students who are in the past years to attend school during their calendar time that is really important it's really hard to catch up those students foreign absolutely absolutely there is absolutely and I've done that I've done um that type of tutoring um but I think that um it would go a long way just to have like you know support from all levels and not to have the burden like completely on the teachers there is that good okay I resisted here I could put my little Buffalo to find the Buffalo Bill logo um attempt to live up to listen to this but I want to take a second before we start egg to Echo your comments around Parenthood um what we always find when we do stuff like this the children who consistently do extremely well with the chair and services um the reality is that it's really hard in some families to do that and that's why we're here people should feel free to shower because that's important because you know as teachers it doesn't matter what's happening at the moment so our job to job um yeah I get it about vacations and that once in a lifetime trip to Disney um gosh it makes it hard when the once in a lifetime trip happens twice a year so just a possible we're going to kind of Go reverse order to what was I wanted to Echo one more thing um Mr Dougherty's benefits these are probably still listening oh absolutely um it's rare in talking with my college the kind of relationship that we have with the Middle High School where we talk about how the kids are doing in fourth grade and how that impacts are they're going to do it I've really enjoyed my working special issue with Peter around English and language arts which you know we all know when you order me go I'm not about and I'm going to go on and on again tonight even though somebody's hogged a lot a lot like 20 minutes so we'll start with language arts I also wanted to just recognize really quickly uh Joe exploring our math coach who is here you've got my report so I'm not going to go into the same level of detail as is my high school friends did um but if you have questions as we go along or at the end that's fine we're really quickly one lesson before we start I told myself because you're going to give me some assessment thoughts and testing does not measure the worth of children schools it is one test given at one point in time it gives us a snapshot or whatever you use Circle where we are relative to standards and other students as I'm finding what we can learn from MCAS assessment is we can look for patterns and that's why it's so frustrating when we just get all the questions they don't give us all the questions that they use because they use in the United States um but we can't look over time and I don't know Peter's doing a ton of work with that these are the spring results we're going to look at results over time um this is this year for third fourth and fifth grade the blue is Berlin the red is uh Boylston green is the state you can see that we have fine and large you can see the state average which is the Baseline is the threshold that's what we expect we should be able to do better than Western Springfield uh because we are better supported both by parents and finish beautifully schools um there's a very successful year for third grade in Tucker who was probably not watching as I should because she did just an amazing amazing job uh getting her kids right this is just this year this is going to remind people these third graders last year were hybrid the year before that born in once we closed down so you kind of get back to this level is really nice the state gives us different answers or different results for MPS they looked at it by grade level and they'll give us the entire school this says our whole school meets or exceeds antlers for English language arts all three grades three four and five over the last it's really six years because there's that coverage I'll bring it up once it seems to be a trend for this year and as a Bes parent it's clearly concerning the gap between I assume the curriculum is the same I assume the kids are learning the exact same thing so I guess my question is is it a group of kids going back to what Mike said are there more higher need kids at Bes versus Berlin do we know why is this just I I think so what I'd like to see is a bridge between that Gap what you're going to hear me say over just it's not we're not going to believe no um and I can really challenge a little bit I think that we have some of the same curricular tools but I think they were just now starting to bring teachers together in terms of how to use those tools I'll argue advantage in Berlin we've adopted earlier yeah um in terms of of more focus on Phonics uh more focused approach to the use of literature that supports early reading and some work in writing and I think that in Boylston we're kind of we're kind of stepping up to that correct and I think part of what not time no ELA toast John but um part of what we have discussed as we've gone through this is the idea that we have raised the expectations at Bes um not only for behaviors but also for academics um and so now there's no doubt the students can continue to meet those expectations but it's about setting the scene it's about setting ourselves up for Success when we look at this kind of testing and the other thing that John spoke about was the early adoption of BMS to the ELA curriculum that has really put us not behind but it's a it's a learning curve and it has to do with professional development it has to do with time that our teachers are getting to learn new material specifically with our high need students it has to do with our special ed teachers having professional development time to be able to learn other way ways to teach students the skills that everybody else is learning so it really does have to do with that Comfort level of the material and that is what I think we will automatically see that growth as we as we course for years to come forward I know I'm sorry I warned you I warned you I was getting there I'm sorry okay yeah this is good this is good I just want to make sure and you know this goes to Carol too and as a school committee we've talked about this multiple times you know one District kids are all together at the Hondo and it hasn't been one district for long but we need some I was looking at the data up here yeah pretty regionalization I know what's going on exactly I think 2019 is when 2021 .
all good okay thank you so uh they have a motion to go into executive session and invite the superintendent schools thank you Felicia thank you Cindy any other uh conversation discussion all those in favor I I have a good nine oh

and the item pass oh and the motion carries moving to item 12.1 uh Miss Camacho thank you good evening Dr Beau Board of Education superintendent and cabinet this evening we will be sharing um with you um the dashboard indicators as reported by the California Department of Ed for Azusa unified I'd like to begin by introducing our director of Educational Services Miss Adriana Garcia Medina thank you next slide please the California dashboard reports on both state and local measures which are based on the eight State priori priority areas of the local control and funding formula which is also known as lcff and the purpose of the California dashboard is to help parents and Educators identify strengths and areas of needs for our district and this dashboard is available to the public online the dashboard uses 11 indicators to measure performance and the state measures are indicated in Orange on this diagram they are academic performance in English language arts and math and they show how well our students are progressing in meeting the academic standards it also measures chronic absenteeism College and Career English learner progress graduation rate and suspension rate the district also collects data on what we call local measures and these are shown in yellow on this diagram and they include accessed to courses basic conditions implementation of academic standards parent involvement and family engagement School climate surveys school safety and connectedness to school which is tied to school climate uh teacher assignments safe and clean buildings instructional materials for our students and this is tied to the basic conditions indicator on the diagram prior to the pandemic districts and schools and students groups received performance colors on the dashboard where blue indicated the highest performance and red indicated the lowest performance colors were determined based on a combination of what they call status and change the status represents the current Year's performance and the change represented the current Sears performance compared with the prior year performance however due to assembly Bill 130 the California Department of Education can only display the current Year's data for 2022 so this is the status which means and if we can show the next slide that there's going to be a change in the way they're reporting for the 2022 dashboard performance on state measured will be based only on this current Year's uh results and the color dials have been replaced with uh five status levels that range from very high to very low and they're very similar to the cell phone bar diagram that you see when we look at our cell phones these five status levels uh are in the area of are in the area of academic achievement English learner progress and graduation rate so for these indicators we want to see higher levels in each of these categories so just for Clarity on that that that is a change just for this year and so next year where we should expect it to revert back to how right right because we only have we the last time we had assessment results was in 2019.
um may I have a motion to adjourn a motion to adjourn thank you thank you Ramona roll call please Mr Amador aye Ms Estrada aye Ms Lovato aye Ms Zubia hi thank you thank you for joining us this evening we are adjourned
but is there a date oh that I don't know that that would be a gender okay you know to be what month so then we know that the clock starts ticking yeah yeah okay thank you and uh this may be a journalism question too the extension typically is for 12 years so initial 23 years an extension for 12 years that's what they're seeking or can it be less I did not know that the photo but have they requested Monique requested they just said extension we extending one day to let us know that we're not going to extend again as I shared with the board my response to them is my starting price is that's over the over 12 years yeah yeah we'll we can talk yeah show me the money okay we're still in Old business any other old business all right other than Mr Brown is there any new business It's Gonna Give You Kudos like it's no get out okay all right do you have any new business great president but now I'm second guessing that I have no new business I did I do have one item if no one else does it's a it's a positive item buddy okay you got the floor um this just came on to my desk today so this is a good news item uh as you know we've had some issues with Skyward the last couple of years you know decades yes and as you know we have put a lot of energy and time into putting in professional development to our HRM business offices in the last couple years especially as we've gotten some turnover with the queue so I wanted to let you know that today I received a note that um Mr Ken surma has been awarded the Skyward 2023 leader in excellence awards are you kidding me so get this he received he received a nomination from District peers at Skyward it says his stood out because of the success you're experiencing with Skyward and you're there to inspire people with new ideas so he's going to be honored at The Icon conference in Saint Pete Florida in March one through third that's what I said so I think so there you go so just wanted to share that that was certainly a nice all right I take back my part of the forty five hundred dollars so so I could go yep [Music] so anyway congratulations and obviously this is a team event here we've had our staff has worked really well together in in pulling together on this and they've done uh really fabulous jobs so thanks for the cause of that program that could have actually expedited his retirement to possibly extended his retirement now with a bonus check which is really really cool I I really appreciate it but again it's good so thank you all right maybe your next career right right oh yeah all right well congratulations and thanks for your tenacity with that because I know it's not fun um any other new business all right well we do have a need for closed session um so let me get this right may I have a motion to go into closed session for Collective negotiating matters between the public body and its employees or their representatives or deliberations concerning salary schedules for one or more classes of employees so move second okay roll call Dr Hall aye Mr swallis hi Brown is an eye Mrs Walters aye aye president pro team I I will be going into closed session um am I correct in saying then when we come back the only thing we'll be doing is adjourning so we're going to stop the video right okay so uh we'll be going into closed session and we will not have any other business after that except for adjourning
we've been we have not been one District but in a couple years and we had covered so I get it but I think it's wrong I guess the point I'm trying to make I'm not like saying shame on you you guys stink here what are you doing blah blah blah I'm saying this is a great reminder of how we all of us need to work to get this budget the district Improvement plan us sitting here in these meetings discussing this we need to you know obviously sometimes those one school so there's no differentiation between which town the kids live in but when we're talking elementary schools we want I would like to see to make sure the curriculums are people we have the same tools and media that BMS has we have the same resources we have the same level of teachers so if we have you know step 10 teachers and all in the third grade then we've got the entry level teachers at pts I mean there's differences so I just want to make sure it's on the radar one of the reasons that we'll be looking at a curriculum director's job and I talked about me taking a more direct approach with the elementary level was that it's a unique yeah it's a very different set of learning circumstances and something is experiences so I think that one of the things we'll be able to do is I'll have some time to kind of take a deeper in it again Tuesday yes we're asking teachers to teach ER or asking teachers to take what they know about teaching the reading from seven to one side they were taught and they're still being taught some of the UMass schools that the magic to reading is simply to get children beautiful books and they sit with their flashlights and they read them as much and it turns out that doesn't work um yeah there's a great podcast called sold the story um in the one of the you know people over and over again I forgot to teach kids that's the important words you can't read the outermost house with with Mr Gordon we go so that's our goal that's what we're working on um here's real quick because I swear it was a good ideally with this this is third grade um this is fourth grade this is fifth grade and I will tell you there was a there was a webinar with Premiership education ask yourself and the concern was especially the language arts that there was a consistent dip from previous years that they were specifically relating to covet and you can see it in all of those graphs where those everybody went down from the pre from 21 to 22.
so in 2022 we can compare 2021 so when we have two years of data we'll be able to see if we've grown from one year to the next thank you absolutely okay um this the unlike other indicators the indicator for chronic absenteeism and suspension rate we want to have lower status results uh that is what's preferred so to reflect this difference uh the labels for the self cell phone bar graphic were reversed to indicate the goal of lower rates so we want to see low status for chronic absenteeism and for suspension rate the 22 2022 dashboard is available online for the community to access and our goal is to support our educational partners and our staff to use the data from the 2022 dashboard to make decisions and we're going to be using dashboard resources to help support the use of the dashboard and to grow our knowledge around the dashboard we also have a link under our quick links on our webpage that gives parents access to the California dashboard and we also have a page that has been added to our Educational Services Department page on the website and now we'll have an opportunity to look at Azusa unified's performance level indicator so this uh this landing page takes you to a big picture overview of the performance levels for as you said unified in all of the areas as well as the local indicators and we'll move into looking at how Azusa unified fared in comparison with the state of California so the first measure we'll look at is chronic absenteeism so our rating for chronic absenteeism was rated at very high which relating back to what what um we learned about how those indicators are measured determines that our chronic absenteeism rate was very high which was in correlation with the state of California so how excuse me so how did you do they determine that kind of tie you know a certain percent or do they um your percentage of students who are chronically absent meaning 15 or more absences so I don't know how they scaled it across the state um I can dig deeper into that but what they looked at and obviously what we know is that when we looked across the state of California many districts were rated very high with chronic absenteeism these measures reflect what was reported last year so the 21-22 school year and we also know that we were in that first year of the pandemic there was the the rules around quarantine and in order to keep students safe students were out of school for more prolonged periods of time than had been right in the past and our suspension rate we were rated at medium again we were in uh correlated with the state of California our English learner progress English learner progress is measured as to our students who are English Learners making appropriate progress um on their state measure which is Alpac um in meeting their goals for English language acquisition so they determined that like on how many reclassifications we have or um so reclassification actually doesn't come in to the English learner progress indicator what it looks at is the students who take the lpac so there are levels so what they look at is all of the students who are taking the Alpac annually are they growing because we look at language acquisition across a five to seven year span so the goal is that students are incrementally growing their English to reclassify at the end of that that five year period so we are in in the medium so our English Learners um have been making progress thank you our graduation rate again was medium and again in correlation with the state of California our indicator for English language arts was rated as at low as was the state of California we also know that communities who have high socioeconomically disadvantaged communities as well as higher rates of English language Learners were adversely affected by the pandemic we also know that many communities with similar demographics to ours experienced those same kinds of adverse effects and we have been looking at how to close these gaps by accelerating learning a lot of the tutoring opportunities utilizing a lot of the extra funds that we have been receiving the yes or dollars and really looking at how are we using our summer learning providing time during the intercession so students have more opportunities um to be engaged in learning so we have really been focused on how do we continue to close those gaps for our students in the ed services department as well as partnering with site administrators looking at their individual schools and what are the areas of growth that they need to focus on as well and again in mathematics we were rated at low along with the state of California and again similarly really digging deep and looking at what is the work that needs to happen to close that gap for our students we know that they were affected but how do we mediate for them so that they can continue to grow along with with their peers so um we also want to share that we do have an opportunity next month during our study session to dig deeper into some of this data and kind of dig into to some more of the nuances but we wanted to give you kind of a big picture global view of of the dashboard and what has been reported by the Department of Education on the website I have a question how does this compare to you um prior years before the pandemic so prior prior to the pandemic we were actually on a very strong upward trajectory um our indicators um were growing every year so for example when we think about that color rating um our suspension rates were in blue which is the highest rating many of our elementary schools were looking at um kind of the yellow which would be a medium to a green rate and some of the academic indicators chronic absenteeism was actually very low for us our apps our ratings for absenteeism were very low which is a good thing so prior to the pandemic we were really on a nice track to move upward um and then this is kind of where we're at and we just have to get back on that track and move back up to that trajectory and I can add um because when when we look at this there's contextual nuances as well and so when we think about prior uh one of the things that we were seeing as we were outpacing the state in terms of achievement and some of these indicators um and so although you see that we are with the state so we're not below the state um I mean we've had conversations like okay that's here but to to Norma's Point how how do we we know that no matter how we cut a slice it or diced it um the pandemic had different effects on different uh people and so uh that's families that's staff and definitely students as well and so again although we see it and we say okay well at least we're we're still keeping up with the state how do we get back to what we were being able to accomplish before and we know that uh the things that the ed services team is doing in terms of investing in our students uh investing in these extra learning opportunities the professional learning uh to kind of get try to get back to uh to that trajectory I have another question board is looking at the overall schools right the the whole Azusa Unified School District do they ever I don't know how detailed it is do they ever look at it as with respect to grade levels and do they ever break it down and do an analysis and do a breakdown that way so for the dashboard with the dashboard what we looked at was the district as a whole and so the academic indicators are looking at only the grade levels who take the state exam which would be third grade through eighth grade and 11th grade students so that academic indicator only shows you how that group of students performed on the state exam in English language arts and Mathematics some of the other measures represent more Global graduation rate obviously is just reported for the high schools so each area kind of looks at different aspects you can also look at the dashboard by school and then you can see how the schools performed um individually it doesn't quite get down to the grade level Nuance that report comes to the school and then individual families get their student reports and how their students performed so that's the um the dashboard just kind of indicates and and and and shows kind of a global view of districts and schools and also just for added Clarity and and transparency this is the 2022 dashboard so this is reflecting the 2122 school year correct any further comment by the board thank you so much for the presentation thank you moving to item 12.2 approval of the high-speed rail and Fresno State field trip is there a motion so moved second moved and second any discussion hearing none let's take a vote not drinking oh thank you it's not showing up for me we'll uh take a hand about Mr Greer I'm a yes the motion passes thank you and moving on to item 13.1 approval of the agreement between ausd and randman university is their motion a move that we approve and a second second any discussion can you explain um this one right here Mr taga please where's Brandon University yes uh Bremen University is one of the um higher education uh partners that we have we partner with different universities to help our teachers and in this case our administrator cleared their um their credentials so that they could move along to a clear uh credential so this is in order for us for the university in the district to continue with the partnership we we do need the board to take action on this item thank you any further discussion seeing none will move to a vote and the motion passes moving to item 13.3 resolution 22 23 16 for certificated employees move information whether we approved 13.3.2 you mean I'm sorry let me back up uh item 13.2 resolution 22 23 15 adult education non-management certificated employees with the same seniority date is there a motion move they'll be approved 13.2 second moved and seconded any discussion seeing none will move to a vote and the motion passes now 13.3 approval of resolution 22 2316 certificated employees may I have a motion make a motion to approve 13.3 second moved and seconded any discussion seeing none will move to a vote and the motion passes moving to items of 14 point 1 through 14.4 these are information items regarding policies and bylaws Dr Bill yes um we have 13.4 maybe I need to clean glasses thank you moving to item 13.4 um approval to establish a campus security position and job description is there a motion move that we approve in a second moved and seconded any discussion I remember like um an explanation please yes of course and thank you for for the question or the request for information this is a new position that we will be bringing online to the uh District uh currently we have campus Aid positions and whenever the Board of Education um I'm sorry whenever the district is bringing forward a new position it does require the board to take action to approve the position uh this position um has been a discussion for for multiple months um and as we look at our school reorganization process um in combining uh the the two Comprehensive High Schools having one Middle School um in listening to our labor Partners into Community we thought it'd be important for us to add this new position of campus security uh I want to note that this position will not be uh eliminating our current campus Aid positions rather we will be be looking for in the area of attrition so as different campus Aid incumbents either resign retire the new positions will be filled with this campus security position and also on this campus security they do know you take course that is at our adult school I don't know I'll answer the first part of the question yes the um the position to be a campus safety or campus security we're choosing the campus security title uh that position pursue an education code does require a special kind of security training as to your question regarding does our adult school offer that course um at this where I stand right now I do not think we offer but I know it's been in discussion to be adding a camp to be adding a security course to our offerings of Adult School classes Mr ogil just for uh Clarity um although this is something that will be quote unquote phased in or through attrition uh because of the increase uh that we will be uh providing uh glaswell Middle School Sierra High School and Azusa High School we will find ourselves in a situation where immediately next year if this gets approved we will see campus security already in place that is correct yes thank you for pointing that out and then although I cannot verify that the that the course that is being offered right now is the the correct one I that I do not know but I do know that the campus I'm sorry that the security class at the adult school has launched fantastic thank you and it's only Capital Security is only for high school no this position uh will be at both our um high school and our Middle School oh okay great thank you thank you is there any further discussion seeing no further discussion we'll move to a vote and the motion passes now board members are we ready for the 14th section oh are you sure that's why I'm asking um I'm really cold that's I think that's what it is um moving to items uh 14.1 through 14.4 these are items related to policies and bylaws first readings of board policies and administrative regulations are there any questions or requests for information by the board seeing none thank you and now moving to item 15.1 adjournment may have a motion move to adjourn second moved and second in we'll take a vote hope my uh my screen is not coming up let's do a handful all right we'll take a hand vote board members Pena yes board member Benavides board member Greer yes and I vote Yes our meeting is adjourned at 9 13 pm thank you very much
how the 21 remembers it was half the time um the other piece is that with financial charge so there's that too um so that's what they look like and this is again over the last six years something that Mr Jordan and I have been working yeah look over time but this is not the same cover it's not the same group of kids and right now I can't do same group of kids because my fifth graders had half a test last year and no test year before yeah take a couple more years before we can start to look at cohorts but he's already doing it like right straight through 10th right um you've heard me talk before about writing and it's something the commissioner specifically mentioned that the writing scores were way down they've changed for like the 100th time how they report out writing this year they only did the SC development part of uh the writing prompt for the MCAS Test in English language arts in three four and five it used to be there was a part where they looked at their ability just to write you know grammar punctuation conventions and then essay idea development which is how you answer the question do you have a beginning in the middle of an interview score for example um and you can see our kids and kids across the state are still struggling this is third grade and it's early Boylston um and then the state average same thing here where the numbers are essentially the same uh this is fifth grade again we get a little more luck in Berlin than they did in Boston it's an area of growth I've been talking about it for a couple of months all right well since you all reviewed the data which is going to equally uh so we are talking about the spring results and obviously Mr Campbell and I discussed the fact that I was not with you um then but there are still some overarching conversations that we're having with elementary teachers that I think are important uh when we talk about math performance I'll go on this side so I'm not on the camera uh when we talk about back performance it really does stabilize um I think that John just alluded to that in terms of the ELA scores that's not something that we see but when you are looking um at the scores across time you see that it's on that upward Trend so that was something that we expected and this is oh yes true I will let me step out first now oh I like it I'm sorry I just wanted to point out because I know that Deb Julius greatness I mean you guys know that in Berlin the third fourth and fifth kind of a person teaches math only person teaches of our third graders last year Mavericks see that the expectations for math um it's like it's the best number Elementary number the district has ever had and I know that Mrs Euless who's retiring at the end of the year it's just well I don't believe proud of her kids and I just I wanted to point it out to all of you because I'm wildly proud of she's just an amazing teacher who has a nap with talking map with you so I'm sorry I should have said no the 80 I really want to know no that's fantastic and actually it brings up a point that you know John and I are always talking with Carol about you know how the how things are happening at the Ms and things are happening at Bes and what is different and what's the same and the idea that there's departmental you know having one teacher teach math and one teacher teach Ela these are all things that come into conversations that we have about what's best for kids at what age level so uh we talked about the uh rise here in the math scores over time and I don't want to I want to address that thought that we were talking about earlier Megan about Bes in comparison to to BMS and I think even when we're looking at scores like this this is grade 3 math and we see that upward climb we still see that Bes is has lower score than BMS one of the things that we have worked with Joey flourni on is the expectation of time on a subject area the expectation of time on math specifically and how we are looking at schedules and making sure that we can have blocks of time dedicated to that topic to that subject area so that students have 60 minutes a day of math and it is not something that sort of gets bounced around with a time frame every day that's really important in terms of consistent see grades four see you can see the dip I mean this is the hybrid right at 2021 so you see a little dip there but again that trajectory is going back up so I'll be curious to see continuing with some consistency the other thing that we did at Bes in fifth grade this year was We minimized the amount of transitions that are happening uh for students so rather than switching to three different teachers they are switching to two teachers and they are having all of their main core content taught by their homeroom teacher and so um we were looking for ways to systematically approach uh their ability to swap the code switch from one topic to another from one teacher to another and things like that using what we know about students to be able to address some of these issues but overall our conversations and the thoughts that we have have to do with the amount of rigor the the the rigor that we are expecting the expectations we have about the time that teachers are spending on topics and the conversations we're having is about whether or not it's the school of thinking that you just say it's one day it's one test which I know that we saw that at the beginning those expectations but also at what point are we preparing our students so when they get to the day of the test the stress of approaching something that they've never seen before and what it looks like that doesn't overtake them excuse me overtake them and cast a shadow over their curriculum knowledge and their content knowledge and so the things that we've been talking about are how does that look in technology class how does that look for us preparing them like we talked about a couple meetings ago the typing.com so was that for me okay I mean I know I can be long-winded but um again so we you know we're analyzing the scores um I used to talk to a teacher this afternoon and she said I just want to know I just want to know what it is and I was thinking about the scatter plot and it was like your eye goes right to the spot where you think what is that question about uh for us it has a lot to do with geometry um and um some some areas that we can look at and think about more and I think the teachers are just anxious to get these they're always anxious to get these results and sort of pour over them and see what we can do better do you have any questions about this we're so good Mr Campbell science already we didn't even have any questions it's because the report was so fabulously so fabulous and lovely pictures um very quickly so I I mentioned this earlier fifth grade science these are the kids who were uh hyper pleasure in remote the year before towards the end um so the results aren't super surprising this is this past Year's fifth grade current sixth graders um Berlin just the state of liberty did much better um if you look at the if you look at the overall trend there's not a whole lot of improvement in the backup but you put it on everybody I think this is part of it it's not so much because I hope we have a better Science and Technology but I want them to respond better in testing situations so that they're thinking about more than just the obvious ly problem solvers www think a little bit differently than we have done a technology and a dead horse we have to teach them to really deeply dance I hope I didn't go back to math now oh sorry Josh if anything you want it yeah Mr Floor I just wanted to go back and talk about Matt Moore that was the fun part question um first of all thanks for parsing all this data together for everybody and it's a lot of work I understand and uh Kudos is really nice to see the numerous areas where the district is doing really well you know um in the vast majority of kids are are meeting or excuse me expectations um just a question we brought up the called the kids a few times right throughout this um are we I Wonder that's an acute situation we hope right I'm sure yes do you think it would make sense or maybe are you already looking at those groups of kids in income positive kind of like we talked about it before so they don't get lost in the years and just ensuring that those kids like the last slide you showed up are are progressing and we're watching those years specifically year over year in our thing are we giving them the support they need so that they can they can catch up there was a group of kids who might remember the bridge when they first came back it was very heavily boiled to the kids um but we watched all of them over the last year to kind of see look at the impact was like and they they caught up here they are not my concern at this point it is much more that cumulative loss of knowledge I mean person said in other years math is worthless you have to learn a before you can understand it grows over time but it's easier to catch up because you can't do video so just take kids where they're at and then start keeping it forward so that they don't try to lose this is crazy about the high school um I'm going to go dark is a little more challenging because it's a thought processor if they're receiving more of a challenge in terms of kids social emotional well-being um they're still growing men in school and I'm still saying I won't speak for you but I don't know when we talk about it we're seeing those behavioral changes you know where their kids especially our younger kids you know we've got kids in our school still this is their first real experience of a full-time School you're not like novels for awesome um so it's still trying to grow them into that and while we keep working on the big profession I think that's harder while I saw those steps a little bit a lot yeah yeah it makes a lot of sense and I I just wonder if and again perhaps you're doing it already but if you have a special or a couple of special charts that focus on those kids right that where it's really clear and we're able to disconnect the dots from there earliest experience must be with you currently to make sure that they're accelerated that's what they're looking at are those resolves to catch those students from progress tomorrow in addition since that's been I mean that's what happens we've got millions of data but after that what they're doing now so Joey is part of a team they used to go separately went to school to knew they didn't work testing I think it was by the teachers right yeah to give us a news represents they're finding right about this and stuff and make it so much quicker the initial reports especially the teachers because we would do a building base so you'd have myself and the tutor trying to do all the math you have the same on the LA side and then you know the same two people doing a bigger school over there um and it was taking weeks and weeks and I was part of that bridge program and we had to do things with online and that took I think in some cases like three to four weeks to get all that done so what we've done this time is we have all six people both both coaches both tutors in both schools we did yesterday and today and so far yeah where everything is going remarkably and the teachers have enjoyed it because whereas it was like how many kids can I take can I take two out of several days we came in and we could come into your class for an hour in most cases it was less it was 30 minutes we were there that was it and you're done with us and so that's you know one teacher told me yesterday and kudos to the the team that we put together because she could sit there and she just did a read-along book for 15 minutes and we were done with their kids which would have taken normally would have taken several days of working around the lunch and everything else we just schedule it out and said here's what we're going to do yeah and it's more accurate making sure that they're giving the same assessment to the students by human so that they're not eliminating certain questions if they're all doing the same questions right now you've done it you've opened up math conversations because you know it's it's not quite not yet um so yeah so the thing about aims web Angel is just about for math it's just about the number since there's the concepts and applications piece to it that shows sort of the broader pictures of math its shapes its times its positions whatever but the bulk of it is about that number sense so Miss Costello is right the last several years we've been working with third fourth and fifth grade you'll be happy to know we're taking these tests they're taking these tests online we're still teaching them how to do the work on paper because one of the things we we just actually we're focusing on in the second grade was these kids will do the work on the paper do the work on the paper but as soon as you see them to have them work on the computer click click click click so what we're focusing on is how can we get them to still slow down and show that work before they do the Clinton so this year because we've worked three four and five for several years now this year we added first and second grade the expectation is the world ending that that digital assessment and it's been going real I mean it's a learning curve but they're getting that exposure now and they're they're able to fine-tune the way that we're approaching it so that's the skill sales though I think just by going around with the team sending a message for two people who are operating very differently for as long as I've been here districts districts and they're seeing hey bringing those schools together and they're saying John started earlier with this literacy ship to this school here about Across the Nation now with the science of reading my total shift away from balance of literacy downstairs that was so big about the symptom now and all that we were all it was trained in that too now Stephanie's over in Boylston on top of this with this so it's going to happen gradually but it is happening the choices we're making around resources are happening and the message that the two schools football doesn't matter where you do anything to which school you're Landing in with the same sort of the same instruction so I love that yeah that's a piece today or what you're listening I don't like to see that either that they want to be prepared to go to high school together you'll have kids that are at a disadvantage if you together Lisa's going over right and it's going to be working with the fifth grade teachers during the next PD day to say here's what to expect with these site but let's look at these standards you're going to have on your science test in fifth grade and here's what you should be teaching here so you should be teaching so that's great there's lots of ships too yeah traditionally shared inside the middle of your source with this group right thank you thank you very much thank you all right uh it brings us to business items we can discuss here so first up we have a motion to approve elementary school principle and Elementary curriculum coordinated job description Julie any discussion questions [Music] all right all in favor aye against all right a motion to approve the school principal description is the second any questions or discussion on board yes all right passes by both of the emotionally approved middle high schools assistant principal job description thank you Julie any discussion questions all four all right yes [Music] director of curriculum and Grant's General description thank you Julie any questions and discussion all right yes um motion passes uh here we are a motion to accept the donation of 159.83 at the Savings Bank to EBS Library or any questions about this is going to the library system all right [Music] um [Music] second Julian any questions I've got some questions all right um so thanks for sharing this reading this yesterday um who wrote this this is a combination uh 20 to 20 or 2019 which I do is written by June and uh updated okay so a couple of things I would um I'm gonna recommend Kickback Mike next week you know January so the adapter Department nonetheless I'm still going to recommend that we kick it back a couple things I think we need to change okay so in general I you know I think just from the tonality of it I'm not sure I think we might be spending a little more time talking about election results in less time about the finance began and you'll get them good work and we started in the vision you completed within the last two years I'd love to see that highlight a little bit more and um specifically I just think of language around Dr Henry's departure could be could be improved I think I think I think that's not really you're not excited to have a lot of sign my name up to frankly and then [Music] um yeah uh under organization peak one first sentence after Dr Susan Henry abruptly quit the committee in January 2022 I think that's intended to be a comment for that um I don't think that language is roughly with is appropriate for this kind of document uh similarly it's referenced again in the attendance sheet where she's referred to as quit January 2022 I I just how would you describe our actions I don't think the word abruptly adds anyone with value to be honest it conveys indeed but it is it's irrelevant she left okay she was running on a date and it was replaced she was she resigned for the day before nonetheless an annual report um this attendance chart here this is something that we've done in 2019 as well it's uh everything in here is taking directly from previous reports of a real Pleasant template okay uh things have related to those years were taken out of okay I hear your point on the three-year plan I don't know that that is necessarily should do this report only because that's a separate report by itself yeah I mean I think a summary would be appropriate before it's a big there's a big milestone um and then just on the attendance chart Mike you know I'm not sure if the numbers for me specifically are the typo but that's not accurate uh the numbers are from Christine from June we did have a meeting in July and I just took him from three many minutes yeah I was scratching my head on that one Christy um and no offense to you Jess but I think I've been in more meetings than you just because I've been around for a bit longer I counted 10 was the number um I attend was the number I counted earlier today it was my okay it doesn't mean yeah um I'll be a printed version it is yes uh the drive stolen um yeah yep election results yeah I went through and they uh [Music] um thank you all right so Bob you said the election results and is there what do you have any idea what that data is connected to no that's just him since I've been here for seven years since I think they have to compile all of it because they have to have it compiled so they can submit it to the voters I thought Susan did one last year no Mike it was very long correct okay it was I think thank you yeah yeah I think there's some good content in here uh you know I think he's uh it's an opportunity for the six of us to um you know share some of the triumphs and challenges that the committee has had in 2022 we've got plenty to talk about it's really focus on the triumphs of course um and I think you know if if time pressure we're not a concern I would I'd rather give some time for the committee length is also sponsoring about how I was instructed to keep it short yeah so yeah yeah no I don't you know it's an actual it's it's Who We Are uh who the uh who's writing the schools uh it's a major things that are upcoming uh the budget numbers in there uh do you need to hire team superintendent uh is in there and then the election is one of the big things that last year's report was work while being up to the election so the election results are in there this time around and then it's uh the attendance of who's on the committee so yes we voted in a big plan I wouldn't include that plan I would include the plans like 100 Pages yeah I feel like that would be a 2023 isn't that going to be yeah whether and ruin the monster machines [Music] to see if I can combine that one I think that's probably more right so we have a motion on the floor right now to accept this course so I think if we just change it to resigned instead of using the words what I drop a broad plate and then I hear you Bob and Mike I'm sorry I know you asked Laurie and I for comment and I took a look at the red stuff and I'm like oh that looks good because there's only so much time so I hear what you're saying but this is like a report that goes to the town and we're gonna like hit in the pavement art on the budget so sure all right so I'll make a motion to amend uh oh yeah we gotta so we got to vote it down yeah um [Music] um [Music] um thank you two minutes okay so it's our Atomic motion to amend the annual report to change the verbiage in the organization paragraph s because it's an amendment is that correct Christy all right so the motion is to um amend the verbiage to say instead of abruptly quit into the in the organization paragraph just use the word resign and then in the chart on page the attendance page remove the word quick and under Dr Susan Henry's line all right that's a full motion increase the word resigned all right change and change router columns attendance we don't need to worry about uh it's typos right he fixed it not to remember checking cash [Music] all right so that's the motion is there a second second Julie uh discussion for typos they don't have to do an amendment I can assure you if your name is spelled correctly if you'd like to come home maybe we should just slow down all right so that's the discussion is there all in favor of that inventions aye aye [Music] all right so now we have a motion on the floor to accept the report as amended uh and any other further discussions all right all in favor aye aye um uh the report as in the drive now as amended fast okay all right thank you God uh how about uh motion to approve the overnight field tripod in March so second Julie Megan any discussion different yeah different trip yeah it's a different trip did you see that the first student council yeah foreign ER who's one of the advisors for the student council and she said that they plan to have 12 students representing tehronto while attending What's called the Massachusetts State student council conference this is in the Hyannis um from March 8th through the 10th uh it's historically has included 1200 student leaders from over 85 schools in Massachusetts each year and they have been attendance she usually goes along with Danielle wicker um as the other advisor they've both been going with his group since 2017.
last year we had student page money was one of the actual State vice presidents and this year we have Shanley Evans going and she is the state president representing the entire state of Massachusetts high school students student council and she's also coordinating this entire event the advisors attending with the 12 students um plus Shanley which makes 13 are like I said Kim trainer and Megan Lubin is going to be going in um plays in Mrs Winkler because she's out on the church uh they plan to leave on the 8th at 8 30 a.m they're going to return Friday the 10th before 2.
