So based on the way you describe the process the strike all Amendment and let's just put in a new bill uh keeping that in mind I have no problem with uh shell bill and if the superintendent if you think something like that could work I don't expect it to I wouldn't expect it to go anywhere but what I'm envisioning is it could start a conversation maybe with other legislators who are thinking about it who may not have gotten this because maybe legislators around the state in the next few weeks will hear about the HVAC improvements and then be wondering oh what can we do about this oh well we got the shell bill in there we can do something so that's what I'm thinking not to gum up the works or do anything crazy but that is the way the process seems to work so I think that could make sense even and you don't really even really need to put any weight behind it or any effort into it just sort of see how it what happens yeah first off I I think I can speak for Leslie when when I say we will put tremendous effort in trying to make things happen um there's always the amendment process there's a lot of ways to do things um to have members of the minority putting an individual uh Bill proposal to eliminate a mandate it's more or less going to get ignored more than likely there's probably a better way to do it and as a matter of fact there's probably already vehicles in place that can happen and what I would suggest and Leslie being on the education Committee in particular is that we keep track of what's being heard now and we find a related Bill I'm quite certain the education committee is going to have other bills on mandates that's a great opportunity to to you know invite you guys up to testify and say hey look you know we have a problem with a number of mandates including this one or that one uh and that could be the moment with which you know a sentence is added to another bill that corrects one of these problems so if y'all will send me language that you want specifically then we'll work at getting it and I will send it to all the Cheshire delegation because we're all here to work for you uh as and for Cheshire so it's not just Rob and I or other people we're all here to work together so send it to me I'll send it out to the delegation and we'll get working very hard on it thank you thank you and uh um just uh thank you all board members Administration for helping us get here today like I said this is the first time doing this will the board will get better at each year and Talk Sooner and you know hopefully we we I don't think we want to just there's more mandates um so I don't think we'll get a lot of language for new things but we'll certainly help uh put language for it that can help you um that being said uh you know just one last thing Adam mentioned something very important you know we are you know like it or not in Journeys are usually a pretty positive thing we are considered agents of the states because it enforced SD regulations and rules and a lot of these are laws these are laws that we can't uh necessarily choose which ones to enforce or not enforce we don't have the ability to choose which mandates to enforce enforce we have to abide by this I bring us up because uh over the last couple years as you've probably seen um I don't know why Cheshire was one of them but we were bombarded with parents and folks shown to our meetings in a very destructive manner and that stems from Harford in part National Politics the bologna goes out there with the number of things and when those folks are being told to come to your board of education and complain to them because we have the option to choose what we can and can't follow that provides for a very uh contentious meeting so I'm asking whether it's a representative a legislator a senator your colleagues out there um putting the focus of their decisions on Boards of EDS to deal with when we can't change decisions it causes a lot of contention in community I don't want to see that happen again that's happened the last two years you've seen the stories about treasures and things that happen here and uh if we're not sending the right example in Hartford we're not centering example here we're not saying the right example for students so please spread the word we're not looking for a fight no board is looking for a fight with anybody we're just trying to get things done and work with the confines of the law so we're looking forward to working with you anybody else out there I will certainly be out there and you know if you have a lot going on I'm sure Dr Solon or even Tim may know we'll keep an eye out for upcoming committee meetings uh discussions and we'll do our best to be out there and we'll spread the word so hopefully we'll see some of us out there by from behalf of all the Board of Education and even the talent Cheshire thank you so much for being here this evening uh it's a pleasure to have you and thank you for your time and good luck with everything out there thank you uh may I have a motion to adjourn this meeting seconded uh all those in favor thank you the legislative committee meeting of the whole has been adjourned we're shortly start the regular business meeting about

5 30 for workshops since 5 30 for workshops yeah six o'clock for the meeting is there zicky second it okay call for the vote um I'm going to vote Yes Melinda sabraski aye Charlene Diaz aye Amanda amen Fred Rushton aye Barbara zarzicki okay we have one call to the public right none came up from the back right okay so we have one we have one and it came through by email and I'm sure that we've all read this and I'm supposed to read this to you guys um I'll do my best to the board and superintendent my name is Bill Ernest Ernst and I am a former teacher at Bullhead City Middle School in addition I applied to replace Anna Boyd on the board I am glad I was not at the meeting on the day the new board was chosen the letter you read for Lenore Nelson would have made it very hard or would have made it hard for me to stay calm so I was I'm glad I was not there I want to clarify a few of the libelist statements she made about me on November 17 2022 during the board meeting I worked for the school for a total of four years I interviewed for AP of a school the first year I worked there due to the strength of my resume but this did not happen the first year I struggled as I came from California where the educational system was very different from my experience in California I'm That's the Way It Was Written okay I was even placed on probation at one point due to my struggles I survived the next year 97 out of 100 of my students showed growth academically and I worked to become an integral part of the school Under Joyce Petrie the as principal during that year our school flourished and the team morale was off the chart prior to 2021 school year Miss Petrie retired that was the start of the issue the district then chose a new principal who was so out of her League that the entire Year's staff morale was low as I had ever seen it in my 19 years of teaching students were not disciplined teachers were made to do extra duties and the decline was astonishing during this time I was providing suggestions to the principal and Dr Stewart in an effort to help them understand the issues of teaching staff were encounting encountering but it appeared to fall on deaf ears morale hid an all-time low and the back biting began among the staff this brings me to the issue of Miss Nelson up until that year Miss Nelson and I were good friends no issues at all that all changed when I contracted kovid working at the school I was put out for the 10 days period and during that time excuse me even though I took precautions my wife contracted covid before my quarantine ended under the direction of my primary care physician Diana McNally in Fort Mohave I was quarantined an additional 10 days Doctors Orders not my choice I did in fact attend a concert that Miss Nelson alluded to in her letter I bought those tickets way in advance had zero symptoms during the quarantine and attended the concert on a weekend in Laughlin if Miss Nelson had concerns I would further further the lunacy that was coveted at the time that was her issue I made an informed choice during the time I was out in quarantine I left a box of emergency sub plans in math for just such an occasion as I taught science as well there were no subs available and because the students were being broken out into different other classes very frequently and all of the science teachers were on the same lesson at the same time I decided that if BrainPOP lessons I set up for from home weren't sufficient there would be no issues as students would be in class with other science teachers and would not need separate plans it must be understood that it was not allowed on site while quarantined I did not have materials to plan my any science lessons of my own with the amplify curriculum so this was not possible due to the sudden need for me to stay home within the first day or so I was advised that my math lessons were too hard that they would not be using the materials and the instruction I provided all of the materials was all of the material was review material and the math that could be taught by even the newest of teachers the administration's decision to not use it and have Miss Nelson teach science was what caused the entire issue I would also like to make it known that Ms Nelson had a had been very vocal about her distaste for Science and had said that she would not follow lesson plans for science classes she substituted for in the past so the point is moot I then or when I returned to work I met with Miss Nelson and she was incredibly angry and made it known to me she was terribly upset with me I then left the room from that point on Ms Nelson seemed to make it her mission to try and destroy my reputation as an educator in any way shape or manner she could it all became it all began to come to a head when I was told Ms Nelson denied a female student who had severe self-esteem issues lunch unless she removed her hair the hair from her eyes the student was mortified and shared what happened with her teacher I suggested to the principal at the time that she might let me me do lunch duty for Miss Nelson excuse me let me do the lunch duty Miss Nelson was doing and give her a break for a few weeks due to the stress of all this all of us at the time there was no vindictiveness in my request I suggested it because everyone was struggling with low morale and backbiting was going on Miss Nelson had been on that particular Duty station for quite some quite a while I thought the break might get might help I would also make it known that the principal made a suggestion known to Miss Nelson and she came to my class while students were present and proceeded to dress me down verbally and then left when it when a short while another within a short while another incident occurred I was walking my students to gym class as I did every day when I went to return to my class which required me to pass by Ms Nelson's door she made it known to me she wanted to talk to me while there were students in her class and a fellow teacher standing at the door Ms Nelson showed me a text she sent to Dr Stewart and proceeded to call me in normal speaking voice a piece of three times as I walked away I said nothing in response indeed in excuse me instead I filed a grievance Dr student Stewart excuse me is well aware of the situation and what was said to me that afternoon or the next day Miss Nelson was advised of it and she sent an email to approximately 10 or so of my colleagues at the school containing most of the statements that were read on November 17th by Mr Burgess I then filed an additional grievance that Dr Stewart was aware of and I changed my routine so I did not pass by Miss Nelson's class in the weeks following in in an effort to defuse the issue I was not privy to any conversations and discipline that had been discussed or given to Ms Nelson so I was led to believe it was handled at the end of the lat of the end of last year I could no longer take working conditions and lack of respect given the staff and I found a new position at a different location during summer break and resigned now to my issue the letter read to the public that night from Miss Nelson was a rehash of everything I filed grievances over Dr Stewart knew this when I was advised to watch the video of the meeting by a fellow teacher on YouTube I was enraged I was also glad I was not present for the president of the board to read the letter containing all the deflammatory statements made by Ms Nelson which I had filed which I had filed two grievances over reprehensible she or you became willing participants in the defamation leveled by Ms Nelson and I was it was done with Dr Stewart's blessing as she was the person who received the email from Miss Nelson I'm looking into potential legal action against Miss Nelson this and this District based on the underhanded performance by Dr Stewart and the board you should be ashamed of yourselves Billy J Ernst that's all we had as far as call to the public that's it okay thank you I need a motion to adopt the agenda I'll make a motion that we adopt the agenda as presented I'll second that Amanda Eamonn um I'm Melinda sabreski uh Charlene Diaz aye Amanda amen hi Fred Rushton hi Barbizon ziki we had some fantastic donations this last time um if you guys will look at the wall or they look at the screens there were some big amounts of that were given we should be proud of our community they'd come out and they they work for us they make us feel good that we're here working as as educators so thank you very much to the community Dr Stewart are you ready for your report um I am ready for my report Madam president and board members uh you see the items that are presented to you there's the facilities report which is a written document there is the project tracker if you would show that one please Cass yes foreign for new board members I rolled this out a couple of months ago and everybody likes it because it's a and I like it because it's an easy way for us to see where things are going and it's really nice to see some things progressing I will mention to you that our den project we put out 30 uh we sent rfqs which is requests for qualifications to 30 developers contractors Builders all kinds of people we had a mandatory meeting last week so anybody who's interested and actually presenting their qualifications and their proposals had to be at that meeting we had three I'm frankly very happy to have three and they all are from Mojave County two from Kingman and one from Lake Havasu and so we are moving on that process they are all beginning their work we have as of today contracted with a surveyor to survey that 5 8 for us and and then send those those drawings directly to these three companies so that they can begin the engineering for their proposal so that's exciting to finally be moving on that um HVAC units are are being installed as they arrive at the vendor and um we're moving right along with the security cameras uh right now it's on hold because we have the cameras but we don't have the cabling but I will mention to you relative to any of our any of our technology did you notice tonight that our giant screen arrived and the tech department was in here for about half a day getting that thing up there weighs over 200 pounds and uh so they did a really fine job of kind of engineering some support behind it and getting it going and I'm I am so impressed with the quality of of the of the screen that it's very nice and it is actually larger slightly larger than the actual part we could see on the old screen so replaced well and of course much better much higher resolution let's see so if you have questions about any of those others on there I'll be happy to try to answer them we have let contracts for fencing for the security areas at our Kitchens on all of our sites that do not have that already we have let contract it's not on there but because it's not well it should be on there but it's not we let a contract to finish the fencing around all of the fields at Fox Creek we had added fencing up there last year and the boroughs still found places to get onto the football field and leave treasures and so we are now we're now close finishing the closing of that they they walked up some almost vertical hillsides that we had not fenced and you and I couldn't walk up them but the boroughs can't so we're fixing that so that we don't have other surprises on the fields so lots of things going on in in construction so and anytime you're interested in knowing any of the details please let me know you're certainly welcome to come and meet with Mark and and uh and he'd be happy to show you the things that are going on they have in fact or are in fact starting the have they started Cynthia the your divisor tomorrow so tomorrow they will begin to put and it won't take all that long to put the wall uh so we have a new entrance a secure entrance for the Middle School uh next door so um things are moving things are moving how much trouble are we going to get into with by not having the Ada ramp at Fox Creek if somebody were to file a file a complaint we'd have some issues the problem right now is you know we we don't have enough territory to put to put a ramp even with a big S we don't have enough land in the right place to do so and our alternative was a lift and what we're finding is there's no company willing to willing to engineer a lift for us really yeah so uh that one is such a problematic we if we know that someone needs to come to the office if they call and and we have someone meet them at the gate they can use the old Ada access the problem is that it's inside the fence and so you know we would just need to know in advance and and to me that's not an acceptable way for us to to continue to do that so we keep looking for new solutions for how to make it so that people actually can park their car in the parking lot and can get to the office without having to call and have somebody open the vents fence or do any of that kind of thing so we we still keep investigating that but you know it's very you can only have one inch of of lower elevation per foot and then every 20 feet you have to have a level for I think it's three or four feet and then you can start your descent again and so we're talking about a drop of about eight feet so you can see that that would take quite a bit of real estate to you know to get a sidewalk to get that so we we continue to try to figure out how to make that happen but that's kind of why it's on hold it's not because we don't want to do it it's just that we're right now we're trying to get these other projects done that we know we're not going to have those issues Dr Stewart the the ramp that's inside the fence that's the access for students to go to the office yes and that's part of the issue we can't just rearrange that fence that's what I was just saying yeah we can't just rearrange that fence plus the fact that right by that fence is where students come to the north side of that uh upper building so it would be it would just it would it would be a very difficult or not difficult it would be a very strange Arrangement and of you know of that little area right there yeah yeah it is it's a puzzle it's a serious puzzle yeah um so that it wasn't dealt with when the building was absolutely it should have been and and the and the entrance to that building is so strange anyway I mean I how many of us know any building anywhere where the entrance is uh is literally six seven feet below uh the grade of the parking lot right next to it I mean you know we're talking about within 25 feet this way an eight foot seven or eight foot elevation changes it's a very strange design I'm sure Charlene can remember sandbags down there oh yes yes I can yes yes very much so thanks Cass if you'll go back to the other uh let's see if there's um I did not do a specific financial information because I felt like we were doing the workshop on that um uh and uh the work talk if you'll bring up the work ticket report I know you're interested in this and probably the public is this is tracking what has been going on uh what was going on what we started with when we re uh when we took over our own facilities again uh so what work tickets were open when ABM left and what have been opened for us and closed and those kinds of things so if you look at the sixth column uh that the heading is open you can see that at the end of October of the ABM tickets we there were still 767 open and then in November at the end of November 684 and at the end of December 604 so you can see that our facilities people are addressing old tickets that were left over from ABM and then in the Bold you see that our own facilities people had 41 left to open in October 39 left open in November and 55 left open in December and I will tell you part of the reason for that number in December uh is first of all we got we got quite a few more work tickets you can see that in new and the other thing is we had three of between our custodians and our facilities people we had four people who were out over winter break for illness and injuries and so we didn't have the bodies to get some of those tickets addressed but I also want this is a good opportunity to share with you what we're finding we knew we were going to find problems um but I have and I said I've sent you some photos and there's some photos in the in this um I will tell you Plumbing in our district is a disaster and it's partly because our buildings are old and we all know what Bullhead City water is like but I have for you here an example of a piece of drain pipe from under a drinking fountain at the middle school this is an original cast iron pipe from when the building was built and the drinking fountain was installed somehow or other when it was installed because even cast iron can be rather fragile if you know if you don't install it correctly and so there were when it was installed somehow there were cracks right here and so this piece that was here had cracks on both sides So eventually those cracks grew enough that the piece fell out into the drain okay probably one of those times way back when the drains were plugged up and we couldn't figure out why probably long ago because this is very corroded on both of these edges so that happened a long time ago for uh over the some of those work orders that you see listed there under ABM were about this drinking fountain it's leaking under the it's leaking you know on the floor it's leaking this pipe was in the in the brick wall so uh the notes on some of the ABM work orders said we went and checked we couldn't find a problem we went and checked we couldn't find a problem the only way you could find this is to take the wall out and figure out where is the leak this was the league we're finding this in many cases not in walls necessarily but we're finding numbers at large numbers of examples of lack of Maintenance lack of fixing things and so we're taking care of them it's way more than I originally thought fortunately I have some money over you know in a contingency line but because I have said to Mark Mark Scott and the facilities people whenever we find something we are going to fix it we're going to fix it correctly and we're not going to fix it with the cheapest fix because whatever it is we do we do not want to have to come back to do again in five years or two years or whatever and so they have worked on over 200 toilets and urinals already and I sent you a photo art I think I included it in the report a photo of the two shelves of a lot of Plumbing that's already been replaced we have p-traps under sinks we have all kinds of things so I want you to know that at the end of the year when I give you a report of the money we've spent taking back facilities that the plumbing part is going to be very high okay we didn't anticipate it be this high but as far as I'm concerned let's fix it let's fix it correctly because then we won't have those costs next year or the year after so we're going to have some significant costs for materials this year the remainder of this year and probably into next year but I think it's the right thing to do so so not to harp on just that piece alone but you mentioned that there was multiple work orders how many years going back was say that particular piece brought to the attention that it was not taken care of I didn't personally look Mark said something to me about something being two years old asking for it to be addressed but that's quite significant I mean if that's is that a pattern that we're going to find absolutely we have already found it I just brought this to you as an example one example okay uh I could bore you to death Mark brings them and shows them to me uh he just sent to me today a photograph of the the base of a toilet unit that had a crack in it and it was fixed with silicone are we going to see improved water bills I'm thinking we're going to see very much well first of all we should see improved water bills at first for Fox Creek because we won't have that underground Pond that I showed you that I showed you all a month or two ago and uh and secondly when we don't have all these toilets running because one of the things that Mark King we talk about confusion we have two marks in the same department but that Mark King who is the plumber uh he you know he goes with the work order to fix one toilet you know one flush valve in a restroom in one of our campuses and when he walks in and realizes that there are three others also leaking okay so he went there to fix one and he fixes four um yeah I said I I anticipate some significant changes in our water bills uh because of toy you know that from your own homes if the you know you can run a heck of a lot of water through a toilet when it's just that barely dripping thing right um and so yeah I anticipate some some major uh Savings in our in our water bills um and uh and then the other things that we've kind of learned in these three months are part of the new business but um you can see our folks are are working gangbusters on on facilities things okay back to the other screen please um if you have any questions about I did do the student account comparisons and you see that those have been updated uh Diamondback has gotten their data in and so we have all of those data updated for you and um and the other reports so if you have any other questions about any of these reports I'll try to address can you bring up the cumulative report sure the student count computer or no not that one significant very bottom it's down here way way down yeah there you go yeah I was looking at this today and there is a huge change between October and November nice huh yeah and a huge change again for to December now I know that we were missing a week and a half for almost two weeks um so even if you prorate that we're still below well below yes so whoever's doing that they need to have a big pat on the back and make sure you get that to them for us we'll we'll share that Cynthia's here I noticed that also that there was substantial change and yeah yeah um and and it's and it's due to some of those changes that we've made in how we're dealing with those things and making some Believers out of some students that we really mean it we are also working and we'll be presenting to you I am hopeful to have it for you next month a proposal for slightly different way to deal with our students who are caught vaping or using marijuana and and has another step built into to it as a diversion thing as opposed to immediately going to an expulsion and and so Les Eastman and his assistant and Cynthia and her assistant are working on the appropriate for their sites you know slightly different but a program that will help us do a little better job of not just booting kids but figuring out how to try to change the behaviors and and keep them in school so we'll be bringing that to you I'm hopeful next month but it might be March okay I'll just make sure that people get I I will let them know thank you for noticing that um they've worked hard I was going to say I've heard some good positive feedback from at least Fox Creek um I hadn't heard you know with the middle school but it's good to see the numbers drop but that it was making a difference yeah so thank you and obviously it's making a difference with the middle school as well thank you any other questions about uh my extensive report and I will tell you it's not all my report just so you know uh Jenny Becker who is our space coordinator is the one who pulls all of the discipline reports and then I look at those to create the cumulative one for you but she does all she does all the front end work on that one and um and she gives you the ADM report and and those things so nothing that I do is ever just me and I so I want you to know that up front uh it's always a team effort to produce any of the reports and any of the information that we ever give to you okay moving on to item I'm gonna say 3.9 board updates I think that Marvin and Fred and I have an update that we um enjoyed completely enjoyed the new super or this the new school board convention that we went to can you guys attest to that yes very much so it was uh down in the Phoenix area and it was back in December we went down there and it was put on by asba and it was great for the new members they uh we had one whole day of stuff that they brought to the new members and said you know this is your your responsibilities a board member and gave us a lot of things on you know how to be a responsible board member and things like that they had great breakouts uh sessions that we were able to hear from school districts all over the state and stuff and superintendents and that it was very uh enlightening three days that we spent down there and I would agree um it was I was not not coming from an academic or teaching background I was overwhelmed with um just the the hearts of these people that were sharing with us and how they so desired that the new board members would be successful you know pursuing the best things that we can for the students in our district and it was a wonderful experience for me and I thanked the board for for sending us it was a great way for me to get acclimated and started in this new adventure we're going to go to the second part part two in February's and I anticipate that we'll have a great time there too great learning time anybody else have anything nope you're welcome to join us by the way Charlene Amanda I don't know I think Charlie it's got a little seniority on me though right I think you guys could join us and we um they really are very informative it's it's not the usual stuff yeah okay I'd enjoyed mine as well when I had done it but mine of course was mainly virtual so it's nice to see you know yeah yeah where you could actually have a cup of coffee and sit down with somebody it was really good moving on to the agenda we have the consent agenda coming up is there anybody that needs something removed or to discuss on his consent agenda okay do we have a motion to accept the consent agenda I Barbizon make a motion we accept the consent agendas presented I'll second that motion Charlene Diaz all those in favor I'm Melinda sabrowski aye Charlene Diaz hi Amanda amen I Fred Rushton aye Barbara zarzicki okay we're in 5.1 policy F or JFC student withdrawal from school dropouts this we've discussed this yes this is the second reading so we had first reading last month if you would put that up police Cass uh this was this is a recommended change as a result of the concerns that parents of kindergartners had last semester um to uh uh you know to consider extenuating circumstances for our kindergartners particularly and uh and so you can see it we did have it last month as your first reading but you can see the change so uh we changed that second bullet to read the ninth day of absence per semester for a kindergartner may result in withdrawal from school the Stu the student will be eligible to enroll in kindergarten the following school year kindergarten students with a physical a physician documented chronic illness with oh I see a grammar change there so if you all approve it we can approve it with the grammatic change uh kindergarten students with a physician documented chronic illness or individualized education plan IEP are exempt and then of course the change in the date at the bottom and this gives our principals some discretion in thinking about the reasons it does not change the idea of the law that 18 absences in a year can result in you know in retention and that second sentence in that bullet where a student will be eligible to enroll in kindergarten when we had this discussion last month we talked about the fact that you know the student would come back and and we would test for you know we would test we would enroll the student in kindergarten but Amy Healy do testing to see if the student really could go to first grade as a six-year-old so that still gives the principal some discretion in terms of making decisions that are good for students Dr Stewart would that be enroll in uh kindergarten or re-enroll because they'd already been in our kindergarten system and they're coming back in um well that might be a way toward that yes if if that's the way you want you know if you want to amend a little bit that way sure that strikes me as a minimal yeah you know that you don't have to then call this a new first reading so the idea of a second reading is that you can make those little changes if you need to oh yeah that makes sense doing roller re-enroll do we have a motion to adopt I'll make a motion to drop JFC student withdrawal form School dropouts with the edits to the policy of the student will be eligible to re-enroll in kindergarten and then also in the red highlighted change area that we delete or change illnesses to illness Amanda amen is there a second I'll second that motion Charlene Diaz all those in favor Melinda sabrasky I Charlene Diaz aye Amanda amen I Fred Rushton aye Barb zarzicki moving on to 5.2 facilities Department positions Madam president and board members as I alluded in in my uh my reports that I was going to come back to this originally when the board approved uh resuming reinstating our facilities Department the approval was for an HVAC technician a plumbing technician an electrical technician and a general maintenance worker um we uh then came back the next month and um and said right then we kind of wanted to hold off on the maintenance worker and do the other three so that we could roll the money that we had intended for that fourth position to increase the salaries to make us com at least somewhat competitive with the outside world now that we're three months in we have found that we really don't need a full-time electrical technician even someone who's very qualified there are many things that they don't have the certifications for to do we would have to hire somebody with a higher certification to begin with number one and number two three months in we recognize that we have way more plumbing problems and way more maintenance issues general maintenance issues then we have electrical and so it would make much more sense for us if we have electrical major electrical issues to you know to Outsource that on a case-by-case basis the good news is that Mark Scott who is our project manager and Facilities director uh has electrical certification he has about 16 certifications and so uh you know to a certain level and has been an inspector so he's really good at knowing okay this is something for which I have the certification and I can do or this is something that we need to Outsource so we'll get really good advice about that but we really do need two general maintenance people to keep up with all of the fix it's not this this is a plumbing thing and our plumber is very competent at that but we have we have lights and we have ceilings and we have floors and we have doors and door closers and all kinds of things and right now our HVAC person and one of our landscapers is doing a lot of that well that's kind of pulling them away from their first job so I really would like to reactivate that position we put on hold and replace the electrical technician with another maintenance so that we have two general maintenance folks and that we get those we get those hired fairly soon so that we can get on with some of those projects any questions do I have a motion to activate the two new facility positions ISO move hi Fred Rushton Soul move I'll second that motion all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Amanda amen hi Fred Rushton hi Barb zarzicki on behalf of the facilities Department thank you okay um item 5.3 corrected classified salary schedule for January to June 2023.
um Dan alluded to some pretty dark times in the district and we don't have to labor that point because there were great years that happened after some bad moments really great years and an enduring culture um to president Lopez and the members of the board and Dr Streeter and the district leadership I left Miranda after being elected vice president of the aea encouraged by Dr McLean and Dan Post I was never sure if they were you know getting rid of a problem or or really encouraging someone to explore leadership but I I did go on and become vice president and president of aeh and there was a definition of leadership that resounded with me in conferences and trainings and now I believe it or not ultimate irony I train principals and superintendents on building strong relationships that are good for districts teachers and students that they serve and the definition is a very simple one of leadership a leader is someone that people follow to a place they wouldn't go by themselves the leader is someone others followed to a place they wouldn't go by themselves and Dan that was you you were a part of that leadership effort you helped take this District to a place it couldn't get without a pivotal leadership Corps and a leadership will and that leadership will really consist of two things accepting the risk that it takes to change course and then accepting the responsibility to impact the organization you serve and I would say that that's probably true of everyone and by the way to member Holt is it don't worry it'll be a long time before you look like that sir but watch it because it sneaks up on you um and so I I just want to thank you um I would love to tell you by the way that I replicated that model and the Marana model at the state level I didn't um it was very difficult in case you don't know this Phoenix is a Savage soulless land and um the politics are too nasty the money is too great and the water is too deep but we tried and the only reason I took on that task is because I had seen the model work I had seen the model work in Marana I knew that it could work and I'd rather be the fool that tries I'd rather be the parade than be the rain and that was part of the Miranda model also and it's basically this if you bring the right people together for the right reasons and you keep them close to the students they serve they will come up with the best answers the answers aren't coming from Phoenix the answers will never come from Phoenix I think the Miranda model is alive and well today and it means that the answers are in this room the answers are in this community the answers are in the leadership the district leadership the governing board the Educators the practitioners I can't believe the Lewandowski family is still archetypal in this District some things never change uh but that's the Miranda model and Dan you were instrumental in beginning it um and and making it happen and if we didn't succeed at the state then fine we'll just close the Gila River to anybody coming south and the good things will still happen in the Marana District I believe that thank you [Applause] okay um you know Dan Post is all about changing lives and oh by the way Miss Lewandowski we're very proud of you I'm sure it's a well-deserved honor um and thank you mea for selecting Mr post as your first award good selection well deserved as well um let me tell you a couple of stories about how Mr post has affected my life and that's what he does he affects people's lives not just while they're here in the Miranda School District but forever in 1976 I met Mr post for the first time I was just finishing my third year teaching in Marana biology and Science and we were actually walking to a board meeting and I walked up to Mr post and I said you know I just finished my master's degree do you think it'd be worth my time to enter the doctoral degree in administration he says well it couldn't hurt and so I took that as yes and his advice has been solid to me ever since last night I recently got appointed to the governing board at Pima Community College and last night I was driving home from our first board meeting you'll understand this it was dark and it was cold and then and every vote was three two two three three two two three and I'm wondering how in the world did I get into this mess and I'm crossing over the retail River and the first thing that pops into my mind is Dan Post Dan Post walked in the my office one day and he says we're going to make some changes and I think I think we ought to emphasize being servant leaders and that was his Mantra that year servant leaders it's just not good enough to be a leader you have to serve the people and then lead them and I'll never forget the conversations that he and I had about being the best you can be for the people that you serve and that's Mr post and I'll never forget the impact he's had on my life and therefore the lives of the people that have worked in this school district as well as those that have attended so well done thank you Mr post and um let's see I was at the transportation department when they named it after you you get this plaque I I don't see any reason why you just can't take over this Town Council building and rename it he'll talk to the Mirror congratulations [Applause] okay thank you next item is board Communications outside of math do we have any yes Dr Lopez um I want to thank the board for the opportunity to attend the Arizona school board association's annual conference and new board member orientation I attended with Dr Streeter and Mr Holt and Dr Lopez it was a wonderful experience and I took advantage of the mini breakout sessions I also took the opportunity to join several State committees to ensure Marana Unified School District has a voice and makes an equitable contribution to public education I look forward to working collaboratively with my fellow board members Administration teachers students parents and community members to ensure we are fulfilling our obligation of a challenge of challenging all students to achieve academic and personal excellence in a rigorous relevant and supportive learning environment and one final thank you to all those that supported me while I ran for office I really appreciate your support and I hope I will make you proud thank you Dr Lopez thank you and congratulations thank you is there anybody else that would like to speak all right we're going to move to item G remarks from the public first one I have is Melody stratman foreign so my name is Melody stratman my students and pal call me Miss Mel I've been around for about 25 years and I want to be perfectly clear that I'm representing my self and my constituents at pal uh Play and Learn Preschool it's not yellow it's not elrc it's not leap it's not Thornydale we're not even really a school it's a program for the district required by federal law we screen and evaluate children year round and provide services to those who qualify and live in District we get children who have been kicked out of other preschools children not toilet trained we can't say we're full come back we're a staff of over 35 men and women who consider pal our purpose I'm here to advocate for pal why because of the vandalism that occurred six times since April campus-wide three direct pal break-ins since Labor Day followed by eight o'clock meetings that broke our staff after the Thanksgiving break-in a staff member asked when will PAL be a priority and there weren't quality answers a week later more vandalism broken windows fire extinguishers break two teaching staffs were told we couldn't be in our regular classrooms another Monday eight o'clock meeting and children would arrive at nine there was nothing normal for our children who depend on structure and routines and don't do well with change heck I don't do well with change no Cubbies with names no labeled water basket no visuals not enough Cube chairs tables chairs activities restroom changing table supplies snacks ring ropes to get us from one part of the campus to the other because our playground was closed staff also has precipitating factors and past traumas that impact us through all this we did not have time to grieve to compose ourselves it was back to work we heard pulled yourself up by your bootstraps you're so emotional put on a smile and suck it up the best time for when we had our children other times there was a lack of concentration every day brought another breakdown parents told their children to have the break-in and we called them bad guys and hope the police would arrest them parents were referred to district for concerns and questions board members were contacted media showed pictures of the vandalism no more covering up the crimes and it was amazing that when pushed the district managed to quickly get cameras lighting Etc when prior we were told it's a shipping problem we're working on it really trust was lost I've been angry I've been offended I felt violated this was on the district watch it's time the district shows that our littlest Learners and their families matter a father told me that his little girl was scared to come to school is that what the district wants the pal staff and children deserve better I brought a sign showing words displayed where we had our Monday meetings it says care welfare Safety and Security those traits were missing I don't think I would have been so angry had someone shown and recognized the importance of our program there was a lack of empathy no awareness that teaching staff build a classroom to be homey and welcoming we are building relationships with children and their families I needed somebody to acknowledge what our staff does I needed to somebody to say we screwed up we put pal on the back burner accountability was lacking I want to thank Tom Carlson Catherine micronis and Hunter Holt for their support and I trust that you will persist and make things right for us I'm starting gradually starting to feel better about the plan going forward as Dr Streeter meets with us the ball is now in the hands of the district and our school board to make things right to earn back trust our staff and our families are watching foreign [Applause] New York good evening president Lopez board members Dr Streeter senior staff and members of the community mea would just like to take a moment to congratulate um and welcome her to the board and Mr Carlson on his re-election we look forward to working with you and the entire board and administration in providing an amazing education for students and a wonderful place to be an educator and we'd also like to take a moment to congratulate member Regina Lewandowski as Arizona's El Teacher of the Year we're Beyond proud of you um yes we still want to shout it out thank you thank you [Applause] next item is item H superintendent comments Dr Streeter president Lopez governing board members members of our audience I usually talk about how much has happened between this meeting and the last meeting we had a two week break so that helped it's not as much as usual but there are some uh events that took place uh since our last meeting and I want to start off by acknowledging and really thinking the Coyote Trail Community for opening their doors to Mr Lewandowski and myself on December 13th for our superintendent uh governing board campus visit uh like most of our visits we had a very busy day well thought out agenda we were able to visit several classrooms across the campus and during those visits we saw a lot of great activities uh taking place differentiated instruction collaborative math lessons and our guided reading groups in action additionally we were able to meet with each employee group as well as the student leadership team at Coyote Trail had Rich conversations during these opportunities in which the common theme included the strong family feel and the appreciation of support that everyone feels at Coyote Trail we heard specific comments that included everyone is so welcoming there was a family Vibe here I love working here I feel very supported there is a family connection here the people here care about you our teachers care about our education and care about how we're doing like we do on all of our visits we're also able to hear some of the challenges at Coyote Trail and of course during these times challenges are not uncommon uh it's often through that feedback that we get during those visits and those interactions with our employees that we're able to gather information that allows us to assist with addressing some of those most immediate needs uh I will say the Coyote Trail Team should be incredibly proud of the work that they put in to that campus that's very clear that they have a dynamic family oriented culture in place so congratulations to Coyote Trail and thank you to them uh as Mrs micronus mentioned uh December 14th to December 16th I was able to attend the asba ASA annual conference that was just prior to the holiday break uh Dr Lopez Mr Holt uh were there as well uh another great conference put on by the two organizations uh really some informative Keynotes uh breakout sessions really that focused on the current critical issues in education as well as good governance and and boardmanship and it's nice to be there as a leadership team going through those uh opportunities together uh prior to that Mrs micronus and myself were able to attend the pre-conference session in Mr holy word there for part of it we won't talk about Phoenix traffic I think it's been addressed earlier some of the aspects of Phoenix anyways but we were able to attend the new board member orientation and during that session we're able to really compare the Arizona School boards association's policies and protocols with our own practices here in musd and I have no doubt that Mrs macronas is going to be a great addition to our governing board and will serve our community well um and then also I will just say earlier this afternoon I was able to serve on a panel of superintendents from around Pima County as a part of the greater Tucson leadership program where we shared highlights from our districts as well as some of again the critical issues that each of our districts are facing as we enter the new year uh this is really a great way for us to further highlight musd across the region as well as provide information to a variety of community leaders from across Pima County and I would be remiss if I failed to acknowledge the great start to the second semester we are often running I have had the opportunity to visit several campuses this week I have been impressed with really the high levels of learning that are already taking place positive feeling tone that exists across the campus really a testament to our students and our parents as well as the dedication and hard work that our support staff administrators and teachers are putting forth for our students and this concludes my report is oh that's old news yeah thank you Dr Streeter next item is the item I consent agenda can I have a motion iMovie adopt the consent agenda as presented second uh the consent agenda does have some voucher reports student reports Personnel reports there's also the gift and donations which uh even donated a 1966 Chevy Impala to the Marana High School Career and Technical education program so that's kind of a fun donation um so all those in favor aye next item is Jay unfinished business there is none so we'll move to item K new business Dr Streeter president Lopez governing board members members of our audience I'm pinch hitting from Mr contorno on this one uh but this is a uh policy revision that comes from the Arizona School boards Association policy Dia which is accounting systems uh in your packet you will see the revised language it's in need of revision to reflect the recent legislation that was passed this last session so House Bill 2179 amended statute which applies to school districts that seeking that the State Board of Education assume accounting responsibility for their District basically if the district were to remove were to move accounting procedures from the county to the state this policy outlines what that process would look like we have no intention of moving from the county to the state but we do want a policy manual to be up to date with can I have a motion I moved out the governing board approved the revisions to policy Dia accounting systems second any questions all those in favor aye aye next item is item L uh board member request we have any future items not tonight thank you um so we'll move to item and future meetings the next meeting is regular governing board meeting is listed for February 9th so hopefully we will see you then next item is item n can I have a motion to adjourn I moved at the government board adjourned second all those in favor aye thank you thank you for coming tonight
I have a nomination for Pat Sullivan do I have any additional nominations hearing none do I have a second for that nomination second by Travis any discussion all those in favor foreign and then um the next item would be to authorize the president to appoint individual board members to committees or representatives to various organizations so do I have a motion to do that yeah Amy thank you I have a motion by Pearl do I have a second second by Travis any discussion all those in favor 7-0 w so now we'll go through committee appointments we'll start with Transportation committee Representatives on the agenda is listed three we'll move that to two appointments and those appointments will be Earl taggard and Cheryl Miller for the athletic Council to Representatives Amy Pettit and Earl Taggart for the wellness committee representative listed on the agenda is three we're going to change that to one and that will be Amy Pettit for facilities committee Representatives two or more we have two that will be Chelsea Morrison and Pat Sullivan for the essential Services committee representative is one we'll have Travis Shepard for the nsba affiliate advocacy representative will be Mary Lynn Whitcomb for the area plan commission appointment be Travis Shepard for the North Vernon Redevelopment commission representative representative um that will be Pat Sullivan for the Jennings County Redevelopment commission representative will be Cheryl Miller and then for the volunteer representative for the Jennings County High School alumni hall of fame selection committee that will be Maryland Whitcomb um first of all I want to say how much I appreciate you are all the board being willing to serve on these committees obviously this is additional responsibilities and I think it's extremely important that we are representative of the board on these committees so that we can bring that information back so I just want to thank you all and um again if you we discussed if you have difficulties attending these meetings please reach out we can redevide or we take a look at this again so I just want to thank you for them so next is a consent agenda item so I'll entertain a motion to accept consent agenda items motion by Earl do I have a second second second by Pat any discussion hearing none all those in favor next we'll talk about non-agenda items so we'll ask if there's anyone here who would like to speak on any item that is on the agenda or any other topic and I believe we do have um Dave Cheatham who has signed in um to speak to the board so Dave the floor is yours uh hello everyone happy New Year to you all good to see you right here tonight um the reason I came tonight I'd like to ask a couple questions if I could about your new course offerings one of the ones on there is diversity and understanding the diversity and I just like to ask why we have to consider that kind of course for our school system I think there's going to be a presentation in the board meeting regarding these course new course items they think that Dustin I believe that you are going to you and Stephanie maybe will be doing that presentation they will be able to speak to that okay with regards to that issue the five board members that are still on here from a year ago you remember we did Gail used I did come to your board and made a presentation about critical race Theory and diversity is one of the main ingredients of critical race Theory at the time your indication was that you didn't think we needed any policies about preventing critical race Theory because we weren't doing it and you had no intention of doing it that's my understanding at the time and you know that's what the board decided so I guess the reason I asked the question was why are we now going to look at something that is with regard to critical race Theory so that's I guess after the presentation maybe we can talk about that some more yeah so thank you for coming tonight for being here uh thank you for bringing your concerns to our attention um we will definitely take that under advisement we'll hold off on any other discussion for the presentation okay so thank you at some point in time the board would like a more in-depth presentation about what critical history is I have a 30 minute PowerPoint I could come in some time and give you a good indication what the ends and alcohol will be but there he is it's complicated and it has a lot of impact on what happened to our schools so I know you're concerned about that and you want what's best for our schools as we all do so I'd be happy that sometime if the need arises okay thank you Dave thank you for listening I appreciate it thank you is there anyone else that would like to speak on something that is not on the agenda hearing none will move to Old business we do have a um under finances Philip you have signed off on it and inform the typical year-end function in computrol to zero out accounts is part of the resolution there's five of them that I had to do to get accounts in line and that's in accordance with resolution 22 Dash approved at the 12 a bit next up is the cafeteria High School cafeteria fruit and vegetable bar asking for approval Stacy's plan to be able to move forward with that and it's going to be fully funded through the food service department budget okay so asking for approval for the high school cafeteria fruit and vegetable bar do I have a motion for that I have a motion by Pat do I have a second and a second by Chelsea any discussion I just want to say again how much I appreciate the work that Stacy green has done she was at our last board meeting to present this information share this with us so we're bringing here for a vote tonight and I we're very lucky to have her and looking at these types of innovative ways to improve the nutrition of our students so I just want to say that out loud while we're so we have a motion we have a second if no other discussion all those in favor 7-0 next up I'm asking approval for voucher 11611 that was dated on 11 30 22 was tabled at the 12-8 business meeting and we're asking for approval for that yeah I have a motion my earlier I have a second by Pat any additional discussion believe this is what I'm supposed to apologize written okay all right we'll work on that all right any additional discussion hearing none of all of those in favor all right now down under new business programs I believe we have our presentation Dustin and Stephanie all right yeah um this may not be as fancy of a presentation as what we normally bring so uh but each one of these courses outside of the bottom three that are listed there and I'll kind of take those separately each one of these courses is the next step in our next level programs of study okay and the next level programs of study are CTE base um Workforce Pathways that we're working with these were developed with the Department of Workforce Development and the doe they looked at high need job areas and career clustered those together so each one of these follows one of those industrial maintenance teaching and learning culinary arts understanding diversity is the next step in our Cuban Services pathway so when you talk about human services you're thinking about counselors you're thinking about social workers you're thinking about psychologists it could be even down to cosmetology is lumped into Human Services that is the next step in the requirement for kids to graduate with that pathway is for the Human Services same thing down the rest of the way all of these the 7 000 courses are next step courses in those Next Level programs of study the bottom three are a little different they're not actually courses even though they're a course number um part of graduation Pathways uh is that students have to complete a project-based learning service base or work based learning element for their graduation the problem we run into right now is when a student Moves In from an outside District there's no way to track that so we have to go ask the kid hey did you do a project-based learning or service and most of the time the kids like yeah I think so so then we got a back day and go figure out where that information is these are codes the state is assigning that can be transcripted so it's not actually a course but once we know that kit has completed that it'll be on their transcript so when they transfer in we know they've completed that element so that's really a records keeping thing so it's not a true course with those but again on those top ones I just want to say that we have kids currently in these Pathways and these are the next step requirements for them to be able to complete their career pathway that they and we were very careful in the last couple of years as we have implemented these Pathways to make sure that we provide our kids with every single opportunity that we can based on our staffing in and our So based on that research and things of the ready Grant and what students are interested in those Pathways have been and again that that Human Services pathway there's such a need for social workers and people who are working in our community and that's just that next and one thing I kind of glazed over there but you will notice we went ahead we want to get on the books as we have talked with some of the other things coming down the pike with the ready grant us bringing in that Health Services pathway we went ahead and put in the entire pathway and the reason why we're asking for that is to create that excitement that's a little different than a pathway we're just starting to build out in our school that's one that we're going to transition back from the career center to Jennings County high school so we want those kids to be able to see right away I can get my entire Health Services pathway end up with a CNA or a CMA certificate here at Jennings County high school so that's why that one's a little different than we've done some of the ones we've always had in the house and just to kind of piggyback off with the certifications piece and just so we kind of know we've also been having conversations with this with the state where we have added the project-based service based and work based learning we're also looking at um a code to Haitians it'll show on all of the certifications that are stupid would you mind speaking to when these new courses are developed how is the curriculum Chosen and who's involved in absolutely um so the master schedule process is a little bit different depending on each of our departments um so we might know who's going to teach one of the new courses just because we might only have some of the other ones that depends on course numbers because our schedule is always driven based based on students Quest and course of course so um but either way we would have the entire department involved and and looking at state approved curriculum if it is a dual credit course we have them reach out to the post-secondary institution to get their information as well and see what textbooks and material obviously we're going to go through through the competencies and state standards with all of the next level programs of study there's about a three or four hundred page document developed by the state so everything is is lined out in there as well so um to develop that curriculum and then we do have that available just I know there's an earlier question we do have it available for County review and and I would also add just as a reminder that each of these CTE programs have Community advisory boards that they work with and meet with each semester so they're constantly talking about curriculum and What needs our community has for these different areas so they weigh in the type of curriculum that they're looking for in the workforce as well and those Advisory Board notes are a requirement for us when we get audited for the CTE fund yeah Dave's question can you hear me Dave yes all right let me make sure I'm not directing the question to you I'm Direct Pat's favorite Department the Indiana Department of Education and uh they this is a they're requesting us on these courses it's and diversity is one of them for us so there are yes that's a great question Earl there are four courses in the Human Services pathway this is the third course that is a requirement for those kids to complete that pathway make sure I'm right on this and if we don't provide this and the kids don't take that course they don't get diplomas they can hold their diplomas up in the pathway they would not complete that pathway and certification you got that day they're they're telling us put this don't give it to them our kids will not get diplomas because they take a different pathway still graduate and still take the same courses and social studies that's up to them so for Human Services which which like we said when we implemented each of the Pathways we wanted to cover as many career areas as possible because because our job as a high help students become prepared for whatever career it is after you know and obviously anybody in the education field and working with people Human Services is the same we've had to do some studies in working with and so the state has identified that made that one of the courses and principles of Human Services now do all of our students have to have a CTE concentrator status and certification to get to diploma not everyone does but it's an option which is an amazing option for kids because that's released us from having to have every single student pass a certain score on ISTEP so because we can look at look at career readiness Pathways and completing these as concentrator status a student can focus on their career and not necessarily a standardized foreign personal moral or ethical reasons about taking a course like well we would just encourage them to look at it's not an area that they're interested in let us look at manufacturing let's look at Health Sciences there's multiple options and that's what we have tried to do is to make sure that that we're giving kids all the options that they can have okay okay we don't want to limit any body for our kids to get into a pathway that they're so if I want to be a social services professional I could take all the courses and not take diversity and do another pathway still graduate if you got an academic honors or you had a certain SAT score you could absolutely do that several different ways that you could check boxes so length of wise I can get elected social studies courses pathway and still have the background be in a yes okay that somebody wouldn't have to take it if they had enough it's not a required course by any means so you don't have to have that one course just to graduate absolutely no it's from the pathway so if you look at the graduation Pathways today using a career concentrator a CT concentrator is is one way to check a box SAT scores one act 1 ASVAB honors diplomas One technical Technologies one so this is one way for them to check a box now for a lot of our kids that maybe don't test as well this is a great option for our kids to be able to complete that CTE pathway where they may be going on to a two-year school or a technical trade school and then completing it but no a student that didn't want to take that course could still graduate and still have options but to Earl's point they couldn't get a certification in that pathway unless they have that course because that's a state requirement right right and again these have been built based on community needs and I know that our Human Services Trace here in here and so you know this type of course would look at things like working with people of different across the board just in terms of people so it's it's not specifically critical race Theory or any of those types of things it's working with people in the service industry my last that's all right sorry yeah but you know the news will come out School Board passes over well what choice do we have keep our kids from getting diplomas you know it's crap but the other thing I was going to ask our attorney to see if our all right up on like uh sex education for visit and things like that that they might have a legality to sign off out of this course like they do on some others so if we could have so we they can in fact to teach sex ed we send home multiple parent permission slips to be able to do so so yes they can so we can do it on this but for this one Earl it's an elective so this is not a requirement they would just choose another pathway but we have to offer it from to get a department the certification yes and we are excited about the number of Pathways we offer as a corporation uh we have an impressive list for a corporation our size and now we're working very hard to get as many Pathways as possible here on site so our kids don't even have to travel and I encourage any Community member that wants to know more about Pathways and certifications and what programs we're working on we're in the midst of trying to make sure that we have this for our kids in our community so please come in and if you want to know more arrange an appointment we'd be happy to have a another presentation about Pathways in general well I Applause your your broadness of all the offerings you have early tonight I think is really great uh I I guess I object to things that are not academic and I I personally see diversity training as non-academic as an indoctrination that's my objection and you know that's not uncommon there's a lot of people feel the same way uh but I'm not just I'm not disputing the you know your intention of doing good things with that's not the question at all and as long as there's another way of still doing what they want to do without having to take it that course I thank you for listening to it thank you for giving me the opportunity to respond thank you sir thanks yes Dustin I have one question yeah so advisory committee just so the state has approved curriculums um but our advisory committee also kind of directs us where we're going to put our Focus there okay so especially when we're looking at our local needs um where we're focusing that that curriculum on so there is a big influence from that advisory committee on what we're focusing on right so bright and day for instance in all of his programs is going to have state competencies and pieces that that we're going to hit but he's also going to ask industry leaders leaders which of these systems are you using most in in our local factories what do you want our kids prepared for the most so that way we can weight those a little bit different so that our kids are ready for the opportunities that we have so the advisory committees there are community members on those ways so how does a community you want to be on an advisory committee contact us yeah absolutely absence our program chairs are apartment cheers them shout and invite people from all the different types of businesses but we would love to have anyone who has interest usually we're the ones searching so we yes yeah I do want to compliment all of you Joe Steph Anie taryn's not here even you Dustin okay this is going to be big you're offering more and more things there for your kids pathways in many cases were coming into for so many things and they don't have to travel to the career center so I think that's remarkable what you've done in the last few years thank you do you want us to go ahead and do them yes that was just an inform on this one and then graduation requirements so the graduation requirement change we're asking for revolves around digital applications we currently have two local graduation requirements here in Jennings County one is digital applications one is preparing for college and careers what we're asking to do is to remove that digital applications require we want to filter that out through all of our principles pathway courses digital applications is looking at spreadsheets word processing PowerPoint slides all of those elements of computer-based work and I think we all know is that we've gone to a one-to-one computer District our kids are getting a lot of those skills prior to coming in as Freshmen what that also allows us to do by removing that requirement and what we're asking is for the current 8th graders so next year's freshman we'd remove that requirement for that a opens up another spot for them to work in an elective or a pathway option again we're going to get those skills out throughout our principles courses we also want to take preparing for college and careers which usually was a sophomore class and bring it down to the Freshman level if we're getting into Pathways and really starting to look at all of this stuff we can't wait till they're a sophomore and then they realize oh I really want to do this we need to get them in right away to start exploring these things so we can get them on the path they need to so we're asking for this change again just to remove that local requirement for the current 8th graders and allow them more opportunities to take those courses we will still leave it in our curriculum guiding on the books for those who still need to pass it for their current graduation requirements in the current cohorts so we will leave it in the curriculum guide as an and one thing I should add to that this is a decision that has been worked with with our business department um and support so I don't want it to feel like we're ripping a course away from them with their new pathway courses coming their schedules are are full and they see the need to remove this to offer more things in the business pathway as well any questions this is listed as an informal form so this will be next week next meeting so if anybody does think of any addition Al questions um at the next meeting during discussion of course you can speaking of questions and Dustin and Stephanie are here are there any other questions for them we'll be back I appreciate that okay so moving on next we have a presentation results driven accountability from Todd and Amanda yeah so we want to present our results driven account accountability score to you so what Indiana's RDA system is is it it's utilized to ensure that leas are implementing the requirements of Ikea so they look at three components they look at our results they look at our data submission and they look at our compliance those are the three areas that they really focus so the the first thing they do is they take all leas in Indiana and they break them up into categories based on size so Jenny's County Schools falls in the medium size category which is enrollments a student's 25001 to 10 000 students so those are the school sizes that we're compared with out of all of those schools in the medium size they then break them up into the top 20 percent of the scores and they get Five Points the next 20 get four the next twenty percent get three two and one so each category we get the highest we could get is a five the lowest we can get as a one and our results index score 25 of our score comes from graduation rates twenty percent of our score comes from our uh least restrictive environment percentage which is our students in a general education classroom 80 of the day and then the other 55 comes from our assessments we look at our students that are performing either at approaching proficiency or passing considering proficient our math scores we got a two we were at 29.1 percent and then with language arts we got a score of a three so right there in the middle compared to other schools are same size with a 30.3 approaching proficiency or higher when we look at growth growth was better we look at the math growth that's a lot better but a little better 40 percent and then jar it's 41 showed growth from their previous year's test um 33 75 of the students that we had with disability that took I read three efficient notice that gave us a score of two so we've got some areas for growth for ourselves alternative assessment the state says we must be below one percent so one percent or below and we were at 1.3 and these are our students with our most significant disabilities so it does fluctuate on students that take that I am test um that is grades three through ten and then if they meet certain requirements it's a big list of questions in the IEP and education plan to see if they qualify for that I am test larger population taking the 10 th and so this is one of those scores that's typically a one or a five and then percent of disabilities graduating with any diploma it's a 58.3 um and the graduation rate comes from the graduating year of 2021. so it's the kids who would have graduated in 2021 these would have been the kids who would have been Juniors and so when we start looking at our 58.3 that was a lot of our students who during shutdown got jobs found employment and we're helping support is where we lost some of our graduation right there and then our lre code 92.9 percent of our students are at what's considered a code 50 which is 80 per day or more in a education class and this just breaks it down a little bit there's a slide here later but just to kind of show you when we look at the iLearn approaching proficiency or higher we were at a 21.9 um 29.41 we were at 29.1 29.41 would have put us up to the next point so we were right there for that next level with English language arts we were at a 30.3 33.3 would have put it when we look next slide we look at math growth we were at a 40 a 43 would have bumped us up and with language arts we were to 41 a 42 would have bumped us up to a five I read three we were at 75 76.79 would have moved us to a three and then the Lea least restrictive environment we were already at a five so and then graduation we know the graduation rate we need to work on um that's where a lot of what Dustin and Stephanie talked about are going to be playing huge heart and our students with disability to graduate with diplomas on time we it too the one I was talking about we haven't kind of highlighted where we were and where we wouldn't need to then for that what's the main reason they're dropping out I think for this one like I said these were our Juniors and seniors 2021 School so we've got one this one here is going to show kind of where we've been where we're going where we ended up in 2021 our graduate was 64.1 so this year we're at a 58.3 I think it really did a huge part was students who went out got jobs while we were shut down they figured out one they could go out and they could earn money and they could take care of themselves they were taking care of their families and so coming back to school didn't seem as attractive because they were already working and making money want to come back for their High ER I see but covet played a huge part in that and this just kind of shows where we were in 2021 and where we are from this past Year's data 2021 our English language arts pass percentage we went up so um we talk a little bit like kind of what our goals were for the year one of those was to hit language arts really hard to improve literacy within the corporation so we're moving that needle in the right direction the math did go down this year so that's something you're going to see that that's going to be a focus now now we've got our teachers trained on really good literacy programs now let's get them trained on some better math growth you'll notice when we talk about it being in the 20 each section based on where you are in English language arts growth we 've been 41 last year and we got a three ordered a 41 this year and we get a four so it means we actually other schools didn't make as much growth as we did um and then math growth went down I read huge jump huge Improvement and again that's that focus on literacy I read three is measuring those students on their ability to read and understand and function with literature so that was a huge thing there I already talked a little bit about alternate assessment we went from a 1.17 last year we have some kids that have moved up in the grade and we had [Music] that altruism last year so we're always trying to keep it low and only take the students who absolutely have to have an alternative some preschool data they did not collect um for this past year so there's no score there and then our graduation rate we talked about and the lre we did fall in an area of targeted support so that means we have to present to the state what are we going to do to show that we're working towards making improvements in the areas of weakness so for our compliance scores we have a few indicators that we have to hit to make sure we are compliant with State Standards so with 4B that is the rate of disparate or the rate of discrepancy between suspension and expulsion of children with disabilities by race or ethnicity and we did not have a sample size large enough to get a score for that so we did not get a score indicator 9 is disproportionate representation of racial or ethnic groups due to inappropriate identification we were compliant in that we have a five and then 10 is the same thing only it looks at each individual eligibility area and we did not have any disproportionality there so we were complying ahead of five as well but indicator 11 is percentage of children evaluated within our 50 instructional days we were compliant on all of our evaluations this year we have a five indicator 12 is percentage of our first steps evaluations having that first step First Step conference before their third birthday we got a five on that we had 100 percent and then indicator 13 is our transition our secondary transition plans and we were compliant uh we had a five on that so indicator 13 is something that we'll students when they hit that age of 13 14 we start looking at preparing them for Life After High School so we have to write in their IEP each year information about what do they want to do after high school where do they want to live what kind of education or training do they want and what can we give them to help them Reach those goals are required and we have to update update those each year and so what we're graded on for the indicator 13 is how we write that in the IEP they interests preferences and needs and those are all done by taking information from those kids directly so we build their plan based on that so last year we had 100 this year we had 100 again for our data submission the the all of our reports were timely we received Five Points that is really just making sure our reports are turned in and the data is accurate and that we bumped up this year last year we had one report due to some data exchange errors that was not submitted on time so we did bump up this year so for our overall score we were determined as meets requirements we are a level two like Mandy said we do have to submit a plan and have some areas of focus that we're going to Target and and now when you look at special ed numbers just to give you kind of a snapshot of what we're working with going back to 2018 we had 903 students special ed qualified for an IEP our enrollment at the time was 4187.
so it's kind of crept up a little bit as our enrollment has increased but we're trying to keep it at that that Threshold at the 18.8 um in the seventh and eighth grade you can see the the red box outlining 2020 223 where we had 26.4 students per class in seventh grade again 26.4 that's a historical high for us um both of those years and then the class size average in eighth grade this year 21.8 23.1 next year which is um within the realm of our historical ratios this uh illustrates that same information in a uh just a graphic format um rather than the chart the Elementary grades historical enrollment are the blue the green is eighth grade red is seventh grade so you can kind of see historically dating back to 2014 how does our enrollment look again um seventh grade at the high end of our enrollment history it's there are unique challenges there to bring that down as it relates to certification and teaming um so you can't necessarily add a teacher to bring that down you'd had have to add multiple teachers who who are dual certified and as I said in the last meeting it may be easier to hire Sasquatch uh the high school enrollment uh the class size ratios uh the highest number of students per General Ed teacher in a derby High School is off to your left that's Hall High School in West Hartford the smallest ratio is a Fairfield Ward the bottom right followed by Daniel Hand and Madison um around 12 and a half students Cheshire rests squarely in the middle of durg b as it relates to the number of General ed students per General Ed teacher the other thing I want to make note of is that I know most people on the board are familiar or all people on the board are familiar but perhaps not some people watching at home that several years ago Cheshire high school was one of the few districts in Connecticut frankly I'm not aware of another but I I can't say that with 100 certainty that the teachers taught uh six periods um we only taught we taught six where others all taught five almost universally across Connecticut that was going to be a substantial cost impact to us if we wanted to sustain that and beyond that point um not sustaining it provided more collaborative time to support quality planning quality instruction so at that time the board and I certainly advised and favor this as well to make the adjustment to five classes um so that that does impact things um and we did that uh strategically knowing that enrollment was on the decline so that that's already been a balance Factor applied to the high school level and I just want to you know reiterate that point the um 23 24 projected Revenue this is money that goes to the town and um you can see the source uh I mentioned in the last meeting as well about educational cost share being roughly 10 million for almost forever and the excess cost share from special education a lot of this money is it's projected as it says on the top of the slide but it's you know an estimate the revenue that the town would gain as a result of of school operations this money does not come to us uh as I indicated but the town is considerate of it of the this Revenue as they offset our operating costs uh again I want to reiterate the bounce forward uh grant money this we have a pretty comprehensive plan to support our student growth and their um support around covid and how to bounce back from that and we didn't want to bounce back we wanted to become better organizationally and so what's not necessarily listed in here is the extensive professional development and coaching that you have seen uh the benefit of is whether it relates to the curriculum writing Institute or some of the other uh presentations that have been provided through the curriculum committee around coaching and so we've really leveraged our federal money so that when that money runs out organizationally we're better than we were rather than just hiring a handful of people who wants the money runs out if we don't bring them on we've got a limited benefit a limited impact so we're still excited about the grant funding and what it's been able to provide for us this is a little bit of a history lesson in the sense that the funds available through sr1 expanded did June 21 a lot of this if your call was us bringing the circus to Town the tents all over the place to have kids outside and dining outside and the mitigation strategies that we employed and Vin and his team did so uh incredibly during the the height of the pandemic where we are today is on that last column the our bests are funding American Rescue plan we had a grant initially of about nine hundred thousand dollars and we're still working through that and that's what's funding those bounce forward positions I showed you moments ago again I want to talk about the context that this budget uh is couched that um we see growth we see prosperity it's an exciting thing it's easy to look at our growth and take pause at a six percent budget increases I as I did myself um but uh the important to recognize the grand list growth whether it be commercial professional residential uh we you can't drive through Cheshire without acknowledging that there's substantial growth happening and this is where I half jokingly said to Andrew Martelli this is where I pause and give him the opportunity to take a standing ovation because the work that the economic development team has done under his leadership has really been remarkable uh and well that may mean some increased enrollment I think we can agree that you know there's also quality of life benefits that have come with that and uh substantial grandless growth and that's the beginning uh what's coming soon is uh this North End development um I talked about the 50 units um that was approved yesterday there's another uh large very large uh unit multi-unit off of Marion Drive that's under construction so there's a lot of growth a lot of grandless growth that will ultimately I don't want to say entirely offset the growth that we're seeing here but take a substantial bite out of that the increased costs that we're facing at a time that you know we could certainly benefit from that given rate of inflation is seven percent our budget is coming in at six and change uh the rate of inflation was seven percent for each of the last two years and we're coming in at six and a half so again you know groundless growth it mitigates the impact of uh the growth in our budget like I said not exclusively but um in conversations with Sean and I know that you know we are seeing growth that will ultimately even um adjust next year when reevaluation kicks in more so so you know all of that the financial talk aside there are a lot of markers of success within the Cheshire public schools that that we have to be proud of I apologize that these slides are kind of cut off this is a different format that I I had used historically um we still represent uh as I said it's a we're a tremendous value I think for our school system due to the work the diligence of the board our administrators and certainly our teachers and all staff that work in the Cheshire Public Schools we were 10 million per year less than the state average and District reference group b we're still 4 million less than uh than our peers on average we're one of the lowest spending districts in durgby per student all things being equal Apples to Apples we delivered great results at a better value uh I think it's a a huge indicator of our success that every single voting district in Cheshire approved new schools last November I think that's uh a real positive sign about the uh value and the commitment that uh people see in the Cheshire Public School System I'm really proud of that fact as I think everybody in the room should be this year we were ranked number 345 in the best districts in America by niche.com that's the highest rating we've ever had uh I don't think that that is the gold standard for district success but it is something that many people take a look at and so we're one of the the top ranked school systems in America and certainly in Connecticut our overall performance on the S back continues to be exceptional and I've shared this slide with you before I think we uh believe and I think what we're seeing today is the this coming to fruition is the investment in our schools is an investment in Cheshire and I think uh I don't think I I know from conversations with Andrew the success of our school system does make it easier to sell our school system I know to families and to businesses as a destination in Connecticut um again you know the the value of our schools certainly impacts median home prices uh people this is a destination so investing in the schools looks a lot of different ways tonight we're discussing the operational budget School modernization we've already put a lot of time into that conversation and we're very excited to to be able to move that forward Vin will be sharing capital budget with you later this uh maybe early next month as we work through the the capital budget process about facility needs and so the key takeaways for from this evening are you know climbing enrollment and medical benefits are significant drivers in this year's budget uh is I said you know the overall teacher line and medical benefits 71 of the budget increases tied there um that includes not just the new teachers we've added obviously but uh the cost of salary increases uh for teachers which I don't think uh 2.79 all in uh that that means includes step uh our most of our teachers don't get a 2.79 raise um is really reasonable within the market but uh collectively has a significant impact impact uh you know we continue to recommend I want to reiterate that the budgets the the insurance is funded at the actual Actuarial projected rate uh because we've been bit in the past right from from trying to navigate around that and I don't mean we just the board of education but as a Cheshire Community uh it's it can be tricky it can be attractive to to play with that but um it can also put you in Peril financially so um the budget's grounded and uh preserving our current service levels uh that we continue to represent an outstanding value to this community and that uh increasing enrollment will likely in the future uh mean that we're looking to adopt some of those bounds forward what-if things that we talked about in the middle of the presentation that um we've seen good success from those resources and as the number of students climb they become less of a a benefit uh and more of a necessity in closing I really need to thank everybody who's involved in this process uh I strongly believe that our school system is a reflection of a greater community and uh certainly our Educators lead that that charge in the classrooms with our our students every day and our administrators with the work that they do in the buildings but we have very involved parents who support our children's I love spending time with our they they really they are the heart and obviously support in this year couldn't be any more evident with us passing uh a pretty substantial referendum so um with that I just want to cover the timeline um tonight is our you know the initial presentation and we'll adjourn uh to come back on Tuesday and get into more detail around these items uh I want to encourage members of the board to forward um Mr grippo Mr peregini myself any questions that you may have any thoughts suggestions as we uh continue to navigate this process over the next month or so um and hopefully we can answer questions that you have and continue our history of engaging in productive dialogue to to benefit our kids ultimately uh we are required to forward our budget to the town manager by February 15th and they will the Town Council will adopt a budget before April 30th we'll come back together as we do and make any refinements that are necessary at the end of the school year so with that again I want to thank our members of the board for their time attention and dedication not just this evening but in the coming month to to this very long and arduous process at that point at this point I'll certainly take any questions if Mike's ready to raise the the projector screen I hope the use of an pulsometer was not necessary uh I just want to say uh Dr song and and to your team and to everyone out there folks that can't see that might be watching we have various administrators teachers uh who put a lot of time and effort into this I know this is not an easy task to put the budget together because there's so much to do um thank you um and thank you for all the time you're about to spend uh this this month and helping us get through and moving something forward to the town manager to consider so I that being said I was just quipping a few seconds ago I think by Design you like dividend lights when you hit us with that number because now we're kind of relaxed it was dark I contemplated seat belts still processing the you know that the number which is a great job explaining it um so that being said I'm going to turn over to any Boardman has a question 10 there you go yeah yeah uh two two questions first of all I just want to recap what I thought I saw which is you're requesting eight new positions including four new teachers and then uh they might all be teachers but for classroom teachers and then four other people did I catch that correctly yeah let me show you here the the positions the oh Jesus all right so there are uh net for Elementary classroom positions okay the um Highland is one special ed physician and there's district-wide board certified behavioral analysts that uh are used to support um special education uh that's 1.1.4 positions net school nurse um that's 0.7 not on the teacher uh salary scale and then there's a speech and language pathologist halftime which is on the teacher salary schedule so in essence 7.1 teacher positions FTE excuse me 6.9 yes 6.9 thank you um yeah just in general something that I I know I had mentioned I'm just going to say it mention again here which is the school's past redistricting is gonna happen and so when you're looking at moving those pieces around just have that in mind you know these kids are on the border would it make sense to just start them at Norton rather than moving them a year later um where you have a reasonably good expectation that the lines will be moved sure yeah um and then uh the last question that I know we touched on before but just want to um hear it again uh energy you mentioned are we doing any sort of energy hedging if any yeah I think Vin will get into okay the energy piece on Tuesday okay um when we cover yeah broader part of the budget okay thank you sure okay so I'll reserve a lot of my questions for the four or five other budget sessions but we'll really get into the details of each line but I just I think that one of the questions that's going to come up um during the discussions now the new schools have passed is there going to be any talk about what the implications are going to be to the district I know it's not going to be another two years until a lot of those costs are going to come I think that if we're gonna start talking about a six percent increase this year and then the next year and the next year like what those costs are going to be I know there's going to be you know new buildings but we're losing buildings but there's going to be new um you know front office staff janitorial stuff there's gonna be a lot of new positions that are going to be have to have to be added has there been any thought into looking at that because I think when this budget Comes To Town Council knowing that it's coming online they're going to want to start knowing what that you know what it's going to look like sure I think in this this is a short-term question that looks dramatically different in 2026 when we close and consolidate buildings in 2026 there's actually an efficiency that's uh derivative of of reduction in the number of buildings we have um if you look at uh Chapman for example the the class sizes there can vary pretty wildly because it's such a small building you can't really you don't have the same efficiency where you look at our largest Elementary School like Highland and all the class sizes all the sections look roughly the same size and they're they're all like closer to the the district average um whereas you don't necessarily see that in a place like Chapman so we're we would be planning that out from now till 26.
I mean I remember me being in a middle school and just hearing welcome class of 2023 not thinking anything of it and now it's here before we get started I want to thank everyone for their amazing support last semester so let's start off by reviewing some things of the accomplished Story by reviewing some accomplishments that we made last year at avhs one of the biggest things that was implemented on campus this year was our tardy Suite this is where students were held more accountable for the for their absences and tardies and we have seen plenty of improvement within just five months of using this I didn't think that I would have yet another phrase forever engraved in my brain by the time I hit senior year but here I am always remembering the words beat the sweet whenever I'm late we also have held many of our events that have such an impact on school spirit and student involvement such as our homecoming dance talent show and our fall Sports we have seen a tremendous amount of community and student support in these events which has definitely had an influence on and off campus for the students of avhs we are so appreciative of all the opportunities that we have been given and are still being given to connect our students and allow them to build a part of the community looking forward to the second semester of the school year we're working hard planning every 15 minutes Mr Sandoval win her formal prom and more these events are extremely important to many students and members of the community for example the every 15 minutes video always leaves such a large impact on the students that are able to be involved and just watch the video and it reminds us to Assurance our loved ones and always be cautious when making major decisions because even when these choices can seem simple they're really life-changing the other events such as Mr Sandoval winter formal and prom are all opportunities for students to let loose and just enjoy their time as a teenager as we continue competing in winter sports we're so very proud of every single one of our athletes they're able to balance their time and academics on and off the court and I've done an outstanding job of representing what it means to be a Sun Devil we wish them all luck in finishing off their season strong and can't wait to see what they're all accomplished in the upcoming weeks to finish off I want to thank you all again for the support that you have given to not just Apple Valley high school but to all the schools in the district including the middle the middle schools elementary schools and high schools I'm looking forward to all the amazing things that are going to happen in the next five months and can't wait to reflect yet again on all of our accomplishments thank you and remember Sun Devil pride is contagious [Applause] all right reports California School Employees Association go in here Apple Valley Unified Teachers Association yes okay I'm just glad I made it on time good evening superintendent Nelson school board members assistant superintendents and audience members I hope everyone had an enjoyable and relaxing winter break I cannot attend the December board meeting because I was at my son's graduation yet he graduated from the sheriff's department or Sheriff's Academy I would like to start by sending a Buddha's heartfelt condolences to the families of the students we have lost in the past couple months when teachers think of our students actually any student we consider them ours as well and it's extremely difficult to receive the news our thoughts go out to the teachers and principals of these students as well I also want to express how much everyone is enjoying seeing the exciting things that are happening in the district on social media I loved and excuse me if I say this wrong Mrs lonehurst persuasive essay activity those students especially Jaden Rubin will never forget that activity I ran a quote across the quote today and I think it's appropriate for tonight there is no growth without change and there is no change without loss with that being said I would like to introduce the Buddha's New Treasure Jessica Kuiper foreign Amy marks [Applause] both Jessica and Amy are a great addition to our exec board and will hope of Buddha continue to change and grow I would also like to congratulate Mrs Buchanan and Mr RC on winning their election and becoming avusd's new scoreboard school board members avuda enjoyed being a part of your campaign and we're excited to continue to work with you as part of the avusd family we know that you will help do great things in app for Apple Valley students parents and staff we would also like to congratulate Miss sakpara and Mr Raleigh on being re-elected and look forward to continuing to work with you as well over the past month I've been able to attend several meetings with her site reps and principals I'm excited to see the positive relationships that are being built yesterday I walked away from a meeting at Apple Valley high school with Mr Goodrow and the site reps overwhelmed with joy not only from seeing the interactions and problem solvings that were happening but also to hear the great things that are happening at the school to build a positive Community among the staff I feel blessed to be a to be a pause part of the positive changes that are taking place in our district with the relationships between a Buddha the district and administrators it is truly appreciated as are the positive comments concerning our site reps I look forward to the meetings that are coming in the near future we also look forward to negotiations that are coming up and we plan to present you with our sunshine in February again congratulations and thank you for all that you do I'm headed to an issues conference tonight and I'm hoping that I learned how to solve issues and not come back with issues have a great night and enjoy your three-day weekend in solidarity Karen all right well comment from our superintendent I'm glad the students are still here for a couple reasons um Angelique mentioned um the student advisory today and that happens across the system and as I look out there's kids here that participate at Apple high at City well Olivia always shows up in the best outfit so I I'm I'm sad you're in a t-shirt tonight because I was waiting for the when I saw the name I knew it would be a really cool outfit so you guys pulled it off that you put her in a t-shirt so good job Mrs Bell um but Angelique and Granite Hills High School and Apple Valley High School have given me just such information about the School site and they have done it in such a trusting way that I value the time with them I'm so fortunate to get to come back a second time our k-8s are represented by fourth through eighth grade students and they're they don't hold back like this is student voice it matters with the adults in our system think but who are we serving we're serving the kids and so what Angelique was talking about today I'll share a little bit about that in a few minutes um it's really hard to follow these kids talking that's all I can say national law enforcement appreciation day was Monday May 9th um or I'm sorry Monday the 9th of January um Chief Molina's in the back and we just want to express our appreciation as as our group knows we appreciate our staffs in May but we can't forget that we have these national days and have recognition so I wanted to do a shout out about that um we held up a moment of silence today for two of our students and a retired staff member but due to Notifications we received this week it has been a very tragic four weeks in this District we will be holding moments of Silence next board meeting as well um and I'm hoping that's that we're done with that but I can't have a board meeting without recognizing the groups at every School site our crisis management teams have been working tirelessly to support students our school psychologists our counselors our peers on the campus and I just want to recognize the extra effort that's out there to make sure all of our students and our staff are covered including the administration because they come in on a Sunday when they hear they they're making phone calls they're making sure that everybody is ready for the morning um yesterday in the same kind of threat we had PJ pal therapy dogs here at the district office and we're working on Wellness here and across the system and I had been in an office one day last month where there was a baby about to um somebody's having a baby several babies on this property and they said how about if we bring the babies and have a baby day because they would make us all feel so much better or maybe a dog so we ended up with PJ's Pals so the therapy dogs were here for about 90 minutes yesterday I unfortunately was down the hill at a meeting but everybody could take a break and go pet a dog and we know that the research shows that blood pressure is reduced when you're petting an animal if you like animals so they weren't required but they did enjoy it I was able to visit desert Knolls on Tuesday with Mr RC I saw amazing things happening in classrooms like I always do in one kindergarten class they were doing an art and Gillingham lesson and every child was engaged and it was the middle of actually the end of the day really for a inclement weather and I was an elementary principal inclement weather at an elementary school and walk throughs at two o'clock in the afternoon that's like I should have been fired for that nobody should go do that but we had the best time in classrooms watching kids engage so um way to go desert Knolls hcpa Angelique cardi indicated that I was there this morning with student advisory I was a bit nervous when I asked the administration to come in because one of the students told me she was a little nervous for me about what we were about to present out of student boys but they're on their way and they they were heard and they're going to see some things that they've been advocating for and all the right ways to bring it together I said the you can tell the adults all day long to make this happen but unless you're willing to get involved it's never going to happen so they're willing and they've already started their little leadership group to make it happen so I'm there I'm going to keep supporting this um I've got Granite actually I've got Apple next and then granite and um so hopefully we'll have some similar outcomes there too uh state of the district oh Angelique mentioned my my word about um of the year that was a challenge by Miss Oak Park I have a word this year and so I made each student tell me their word this morning and as we went around several students skipped and they were I said well we're coming back to this so keep thinking about it and by the time we were done they were laughing about it because we had one student that gave us award at the beginning right off the bat but he couldn't remember his word at the end but we all remembered it so anyway it's how I tied my my remembering their names by their word so um Angelique you shared mine yours is intuition go with your gut you're going to always be right um state of the district is January 23rd uh great kindness challenges January 23rd through 27th and so it fits with my word I'm going to work really hard that week but all year long and then the governor's budget has been released um there every advocacy group has sent us the the update on that um it's not looking bad for Education there are some Cuts but not major and they're in one-time money areas and it's just the the current proposal from the budget Matt will be sharing in February some of the highlights and in March his second interim and we really won't know much until May when the revise comes out and then safe and civil training I'll talk about at the end of the board meeting for some opportunities for the board okay board comments Rick oh thank you Dennis yeah I just wanted to Echo what uh trene had said um you know we these last couple meetings we had quite a bit of um moments of silence and I can't remember when it's been this many um people tragically passing away whether it's from a violent homicide a traffic collision or a medical condition if it's running the whole gamut and I just want to uh I was gonna wanted to thank the staff especially the counseling services that the school provides because it's so important not just for the students but for the families as well so I just keep my comments brief but I wanted to thank the staff for that and you know keep your family close because this tragedies can happen at any time so thank you thank you Dennis oh that's good okay um Amanda all right thank you um yeah along that same line I just uh the last pretty much since we took over I I feel like every time we're getting an email um it's just been more uh sadness and my heart just goes out to all of the the campuses the the staff the family um because it's a lot right now um and then uh I also wanted to say uh congratulations um to the recent Adult School what were they just students who received their EKG certificates because uh I I love seeing all that on social media when it comes across my feed and just the different sites celebrating whether it's a field trip to a museum of the desert or you know or the donuts and the persuasive writing that one looked really good I'm definitely gonna have to go check out Ravens because I have not been there yet so um yeah that was basically it thank you okay Gary I just want to again commend and congratulate the students and the teachers and the parents for just a fantastic first semester uh your your achievements last semester are just extraordinary and and your presentations tonight were fantastic it's always a blessing to have you guys come and join us you're the reason why we're here so so thank you for taking your time and for the the the time that you've been preparing and then putting together your PowerPoints just uh fantastic very very professional so I I just want to again say that I'm excited you know based on what we've seen from our students and teachers and faculty and classified staff in the first semester I'm excited to see what's going to happen on our campuses this second semester I know you guys are going to be coming in with some fantastic reports and I can't wait to hear so keep up the good work uh as well as students but also teachers and parents parents thank you for everything that you do I know this next semester is going to be just filled with success and achievement so thank you very much Maria um well I'm going to start on a high note and then begin to slide down um my high note is to congratulate that teacher who was seen on the photograph writing the float um and I thought that was impressive that somebody from one of our schools was seen on the Rose Parade riding the float and and I haven't been any um happier than just seeing that congratulations to the student speakers it's not easy to talk to adults and and it is worse even to stand on a microphone and you have all eyes on you so you didn't have the camera everywhere but we were all focused on you so thank you so much for taking the time to prepare those speeches to present to us what you are doing at your schools if the rain will stop we will start coming out I'll start coming back out um to see what what's going know to your schools I have to welcome back all the teachers and the staff for having a wonderful Christmas holiday and coming back to do the best we can for our children and a special thank you to um to the staff and students at Sandia school this last um week um as sad as it was we had the opportunity to say goodbye to one of our own and and I thought it was particularly impressive um that everybody that spoke on behalf of that young boy talked about his kindness and everybody talked about how um he never saw a student that could sit by himself and walk away he found a way to make that every student feel welcomed and loved when you come into a place and you see somebody standing by themselves or sitting by themselves take the time to make that person feel welcomed take the time to love that person because you might be the last person that has seen that person so as we travel through this 2023 I'm gonna challenge everybody to take the time to be kind yes when I had my meeting with Mrs Nelson I was tired of having New Year resolutions that I break in February so we decided that we're going to choose a word that we can live by and so every day you write two or three sentences about how you have reached into those words if you can reach into that word you'll become a better person for the person next to you so my word was comfort initially I thought my word was I was gonna be a hairdresser um but I gradually moved to comfort if I walk into your space and I haven't been able to give you comfort please remind me that's my word thank you so much oh thank you I'd like to expand on what Mr Raleigh said Rick graduated from Apple High I taught there for 30 years and I've never seen so much tragedy in one month in that school but the best semesters ahead of you work hard your future is in your hands that's it all right adoption of the oh yeah I'm gonna release all you guys go home and study hard for it Friday thanks for coming hear why we're here good job young man you did a great job yeah I had to point out sorry yeah good job [Music] wow three daughters I had two two boys and two girls man girls are a handful they are I think you know what they take care of you when you're older you got great ones you know they're what she's doing man her speaking abilities really improving they do this okay bye-bye thank you have a good night [Music] okay closed session reports clerk will read any action taken in closed session in expulsion case expulsion number 10 22 23.
Madam president and board members as I was looking at fixing this to take the electrical test technician off and make sure we had the general maintenance worker I realized that and I'm not trying to throw her under the bus so please don't give her look her daggers when I had Cass uh create this table of course everything on the first line went up by 50 Cents with the increase in the minimum wage and then it was supposed to be 30 cents down in each in each cell she got a little carried away in the last column and had them have 50 Cent raises for for each cell and uh so I you know if I and I should have caught it so I'm not throwing her under the bus but we wanted to correct that right now so those are the only changes in the in this modification or revision does that affect any current employees only the HVAC attack and the um uh and the plumber it only affects those two people okay so we're leaving theirselves but they just started so it's not like they're on the race step so if they don't get the 50 cents and we're taking it they already got their 50 Cent for whatever step they're on yes and we had not had a payroll in 23 yet so we were safe okay do I have a motion to approve the changes I'll make a motion that we um make the changes to the classified salary schedule in favor asking oops excuse me we do need a second hi Fred Rushton second the motion okay I'm I'm zarzicki okay item 8.1 supplemental program materials for the kindness Club Madam president and board members we have an individual in the community who has volunteered to teach in our after school program at Fox Creek and the topic being kindness Club Fox Creek title uh 21st century program is has welcomed her she happens to be present it's Emily tiernis who used to work in our district by the way a long time ago and but she has materials and we have a copy of the materials for you to look at all we're asking is that you approve these materials for the program so we don't ordinarily bring programs to you from the 21st century program to to approve the you know the club or those kinds of things but when we are when those programs any of our programs are using materials we bring we try to bring those to you for your approval yeah can um if you'd like to ask Emily questions we can bring her up and you can ask her questions snippet of what the program's about Emily come on up to the podium please and by the way the other things that are listed on the yellow sheet that is uh actually part of the agenda any of those materials paper pencils glue you know any of that stuff is provided by the 21st century program so uh really uh you know that we provide all of that kind of thing it's just the um the actual content that we're asking you to approve so Emily's here to answer questions this is not good evening board thank you for letting me come here this is not an expensive program because it's about the quality of Who We Are and the purpose the 21st century grant that your school has written requires that you offer students a broad array of enrichment activities that can complement their regular Academic Program it's research based you'll know from your own backgrounds likely that the high scope educational Research Foundation that started in the 60s as a federal program and has become a private Foundation since then has over 650 years of longevity research that shows that when students make their own plans they do them and then they review them they have much more success throughout their lifetime now with the longevity research but certainly throughout their K-12 years the goal of the club is to help them articulate what does kindness mean what does it look like what can we do and identify through art projects and different modes of expression their ability to articulate that and then create projects that they can do in the school at home in the community that are self-designed that they create the project and then implement it and then review it how did that work um the activities I just kind of mentioned would be cooperative games and art activities and service projects they look at all of the the qualities in that book that you're passing around um because they're all interrelated but we're going to start with kindness and we'll probably speak about compassion because it's pretty connected and we'll probably go on to talk about respect as they practice perseverance confidence problem solving techniques they'll replace the less effective responses that many middle school and junior high students have when they are faced with difficulties of disrespect and academic fatigue and power struggle and bullying so we're going to give them some Alternatives that they're going to create and I will remind you that participation in the after school program except for the tutoring section sessions is voluntary so uh you know uh we we're hopeful that parents are involved in students decisions in terms of which activities that they participate so this would be a voluntary situation for students um I noticed that it it um the aggression that resolves aggression through peaceful restorative justice agreements which is something you guys are working on yes so it kind of ties in with with what your overall goal I guess is okay we really we really are uh as a district uh trying to increase a focus on helping students learn to self-regulate learn to control their own behaviors and their own decisions and be less impulsive and uh and less aggressive and so we're you know we're moving that way in in a thoughtful and appropriate manner in terms of training and and making that happen so this is this is very complementary to that process and you said this is at Fox Creek this is at Fox Creek yes okay I thought when I was looking through the book earlier before I thought maybe this was something we were starting at the middle school because it seems a little of the Middle School language a little bit and then I was just looking just now to see that it was copyrighted you know 23 years ago so I mean the language to me might be a little might turn them off a little bit like um some of the responses maybe or even like the quote that you have on here about the like the example instead of saying you're nasty try saying is there a Kinder way to do or say that um so I I would just encourage because I like I think this is a great idea I just encourage that maybe allow them to find their language and their use yeah that is the intent yeah and and how they can I mean definitely own it you know in in that so awesome anything helps everything helps do we have a motion to approve the materials I make them I barbazicki make a motion we approve the materials for the kindness Club my proud Rushton second that much all in favor I'm Melinda sobrowski hi Charlene Diaz I am and amen I Fred Rushton aye Barb zarzicki and you're going to start this on the 27th right in February okay perfect okay thank you Emily item 8.2 policy i h a m b exhibits for Family Life Education uh you want to bring the first one up please okay so these are uh these have come from asba in the last week or so this is part of a another policy update so we have this policy already and what they're doing is simply providing us with uh with a form to be able to use relative uh to that policy so I recommend approval of of this document and if you'll show the other one please foreign and then this is the other exhibit so um uh this is uh relative to any family life curriculum that we have the first one is because parents can opt in to those programs and in this case then the parent is requesting to see any materials that are being used in that program we don't have much in the way of these programs right now but that doesn't mean we might not at some point and so this prepares us for any of those circumstances and keeps our parents involved in that decision-making process for their students to participate so when we have these programs do we is is the exhibit the EA is that just in our registration and do they sign kind of like you know oh you get surveys you get this or is it something this would be if there was a specific program that we would give to students and uh and it's a change because the way we have operated uh is that parents would opt out and so this is this is a change to have parents opt in it's just a flip in that process okay foreign do I have a motion to adopt policy i h a m b exhibits I'll make a motion that we accept or adopt uh policy i h a m b exhibits Family Life Education I said ice Barbara zarziki II all those in favor I'm Melinda sabroski aye Charlene Diaz hi Amanda amen hi Fred Rushton aye Barb zarzicki and I will and I will remind you that these are exhibits um in this list that I'm presenting tonight some of them are exhibits some of them are first reading of policies exhibits and regulations uh can be adopted at at the first reading it's only policies that must be read two times so um so we are here with uh i j l Dash e which has to do with the letter that we send to parents relative to new library materials and um we have for only the second time in many many many many years uh this year we did last year as well have had money to purchase library books our libraries had not had any new materials for 10 12 15 years until last year and this year with grants and uh and the new law firm last summer requires that we post the names of those uh the titles of those materials in uh on our website and uh so parents can you know can see them and and then there is also another document that they can file to request you know consideration that those materials not be not be used and you can see the stipulations down at the bottom for our schools we do have a library specialist at each site so then we skip to number three and this is just then evidence that we have in fact sent this letter to the parents at a particular school and and then um question four so um you know so if it's replacing an existing title in the library because it was damaged or whatever we don't have to send this out so uh you know it's that bottom part is Administrative just to make sure we're doing things we're supposed to do just for clarification I think I already know the answer to this but um somebody out there may not um this does not apply to the libraries within the classroom no it doesn't it's just our this part only of my school library only the school library oh yes yeah and for any any of the materials that we have in any of our programs uh you know parents can request to see the materials and and then they can also request that the board consider not keeping those materials and there's a form for that you know and and and an application to the district to consider so it's not like we're trying to keep anything secret but we're grateful that this does not apply to classrooms for a number of reasons for for instance many of our teachers use the Scholastic book program where students purchase books and the teacher accumulates points for those books that are purchased and then frequently trades those points in for books that they put in their classroom library and and then we also have instances where Community people or retiring teachers donate their books to someone's classroom so you can see how this could become administratively cumbersome cumbersome if we were you know having to do this relative to those classroom materials okay thank you any other questions do I have a motion to adopt policy i j l Dash e Library materials selection and adoption ipread rushed and moved that we adopt this policy I'll second that motion all those in favor Melinda sabrowski I Charlene DSi I Amanda amen hi Fred Rushton aye Barbara zarzicki now this next one the policy j f a b d a admission of students to in foster care this is a first reading this is a first reading and it is a um you can see a very extensive revision of current policy relative to students in foster care you would not be voting on it tonight but if there are any sections of it that you would like us to review with the attorney or to discuss you're certainly welcome to do that at this point hmm yeah it's pretty clear yeah okay moving on right yes you may move up moving on to 8.5 regulation of jfc-r and Exhibits jfc-e in reference to policy JFC student withdrawal from Stu school and dropouts Madam president and board members you can see that jfc-r is totally new we developed this uh relative to the changes in the policy that you approved in Old business to give our principals some guidelines for ex you know exercising their discretion we want them to have some discretion but we also want them to have some consistency from site to site and that's the purpose of a regulation is to give you know to set up some procedures for for dealing with this um the uh the principles were involved in this discussion uh you know of reasons and and stipulations and those kinds of things but we also used examples from other from other sources they weren't from other districts in Arizona because no one else in Arizona seems to have that kind of thing relative to kindergarten students is this um is this the first reading or is this first this is a regulation so it only has to be it's only one this one yeah okay yeah and if you want changes we can make changes in it right now and all right I like it I appreciate it I think it fits with the policy we just did do I have a motion to adopt I'll make a motion to adopt regulation J F C Dash r we didn't see exhibit e though no we'll show you exhibits so I withdraw my emotion okay and this is just the form it was just so exhibits are usually exhibits are usually the form or a letter that goes out or whatever you know an exhibit is a document a regulation is a set of procedures and an exhibit is a document so this is the corresponding document would you like to restate your motion are you guys all good then I'll make a motion that we adopt regulation jfc-r and exhibit jfc-e in reference to policy JFC student withdrawal from drop from school and dropouts third sorry all those in favor I'm Melinda sabreski hi Charlene Diaz hi Amanda Ayman aye Fred Rushton hi Barb zarzicki okay 8.6 is another exhibit jhd-e-b certification of students with chronic health conditions Madam president and board members this is another one that has come to us through a policy update from asba and it's simply changing some of the wording in this document that we do require uh if if a student has a chronic illness and and makes it very clear that this this document must be completed by a physician the other document alluded to that but it didn't actually say that so uh this one really nails that down and we do have instances where we have students with chronic illness and and if that's the case then the 18-day absenteeism does not apply perfect it doesn't apply as long as it is their absence is due to their illness yes as long as good point Charlie yes very good point as long as their absence is due to the illness if they took 18 days of vacation with family um yeah that's a whole different story that's a whole different story do I have a motion to adopt I make a motion we adopt the regulation J F C R and exhibit jfce and uh or no I'm sorry uh jhd-e-b uh certification of chronic illness I'll suck at that all those in favor I'm Melinda sabrowski aye Charlene Diaz aye Amanda amen I Fred Rushton hi Barb zarzicki we have another policy 8.7 policy exhibit KB Dash EC okay so uh this is another update a updated form so it is in an exhibit and its parental involvement in education request for information uh pursuant to ars-15102d and you can see that much of this is new relative to you know materials that are used in in the school and the second page is the actual um uh part of the law um well some of the wording from the law so that's the part that's new that describes in what kind of cases parents may use this document and the timelines for the district to respond is this foia requests is that what this is uh it's PR this is a pretty open document relative because the timeline added is definitely new that's all new everything that's underlined on this page is new so where I give you new wording and make it red so so it stands out asba underlines things so um that's the difference in in the way it's presented and this gives this gives parents an additional uh appeal right to the board what so this could apply to any information that they want um that's what it reads this kind of Information Act yeah let me I'm sorry I did not look that up in advance yeah I'll look it up here or if you can find it quickly on policy Bridge ah there you go okay uh would you go to kb-r please okay so this is this is access to library materials and and so it's pretty much access to uh any kind of information that parents would like for what's going on with their children in the you know in school I noticed uh down there at the bottom of at least what's on my screen that that also gives them access to uh electronic information about uh their childhood that includes stuff like disciplinary action and reports yes and those and and Fred all of those are already those are already available to parents through Synergy which is our student information system um and uh you know in the before before the electronic version or the digital version of registration in all of those documents it would have meant pulling all of those and you know and making copies and doing whatever which we used to do now it's much easier for parents because they all once they enroll their student they have they have a password and and can log into the actual information directly thank you and in in that case they don't even need that document I mean for those things they can look at any time they want to so I I think that the exhibit has to do more with like instructional materials and Library you know those kinds of things so not to be uh um Jay on this list that you have right there it says teacher and counselor evaluation this is this I will tell you Charlene this is one that makes us nervous um that makes me nervous well and it makes the and it's me it makes life a little difficult for our counselors but this was passed in the law uh this past year and um the other reason it makes teachers and counselors nervous is if we have a student come into the counselor's office and and Report some kind of abusive situation at home we are obligated by law to report that to child what used to be called Child Protective Services Department of Child Services and uh and then the law now is saying we don't have to report it to parents it doesn't say that but it says that if the parent you know if the parent suspects that the counselor is the one who reported you know they can ask for the counselor's notes so it makes a counselor's job not just their job but it makes their credibility with students with children and their TR and children's trust very difficult um you know when you think about it from the standpoint of a child who has issues you know it's not so especially if the issues involve abuse or something at home What Child is going to risk telling an adult at school that they have those issues once they find out that the parent can request that information and so frankly all all of the school districts in the state are are awaiting uh some kind of some kind of challenge in court to that piece see it I just read that as teacher and counselor evaluations meaning their evaluations like yeah if from that what's that it says teacher and counselor so if they go to an assistant principal or principal then their records are to report abuse then they're they'll be maintained but the teacher and counselor evaluations will not where are you seeing that on Jay it just says teacher encounters their evaluations well I think that parents would interpret it any way they wanted to I mean because the truth is a principal is a teacher an assistant principal is a teacher I know a peer normal things are listed as ordinarily usually yeah they will um subpoena your information that you have the notes that you've taken as administrator on a student and and technically this is also saying that um so for instance if our if our teachers are having a a teacher assistance team meeting to talk about a child's progress since you know academically but also socially and behaviorally to consider whether what kind of interventions they need to do to help the child um and and first of all it's a sensible and correct thing to do but it's also a step in the process of determining whether a child needs Special Services of any kind and and so it kind of says so a teacher you know a child say behaves a certain way in class and the teacher makes a note of that to remember just to remember to discuss it at the next tat meeting that note now becomes uh open to the parents request and um I don't know about you but sometimes I jot down a note and it might only have three words well those three words could be interpreted in a whole heck of a lot of different ways by different people and uh so it's you know it's creating one of those situations where teachers and counselors are uh hesitant about what notes they take and and hesitant about uh you know any of that legitimate documentation of things because of the way it can be used so um we we really believe it will be challenged at some point but it certainly makes things awkward in the meantime okay but it's a law it's the law it is the law yeah and it also by the way it also restricts what we can ask students so you know you run a little bit of a risk potentially you run a risk on Monday morning when you're greeting your kids at your classroom door and saying hey how was your weekend yeah well that's a good relationship Builder I mean it's one of the things you all have done that you know Fred you may not have been a teacher but I bet you've done that with people you've said you know you said to them hey how was your weekend absolutely and never given a thought to somebody might think that you know that you're fishing for information that's none of your business um and if and if that's the case and somebody thinks it's none of your business or any of us they're going to say you know well I'd rather not say okay uh you know and you move on right but for it's a relationship building thing for teachers and kids and counselors and kids and now to even have to think about I can't even say hey how was your weekend you know or you know what did you do this weekend where'd you go this weekend um you know uh how was your mom yeah yeah yeah it's kind of it's kind of like handcuffs for teachers yeah right so okay do I have a motion to adopt policy exhibit kb-e-c don't have a choice so move [Laughter] I'll second Amanda Eamon all those in favor I'm Melinda sabroski aye Charlene Diaz I'm Amanda amen I Fred Rushton hi Barbara zarzicki I will tell you you do have a choice I mean it's even with a policy you have a choice of not adopting um and an exhibitor a regulation you do have a choice of of not adopting but then we better be thinking about an alternative or a replacement so you know just in the legal sense I want you to understand that just because it's put out by asba does not mean you have to adopt and this is a teaching moment here I'm taking a teachable moment here so that you all know that you know you really don't have to adopt but because it's the law we better have an alternative or you better direct me if you say we're not going to adopt this wording then you need to direct the superintendent to come up with an alternative document okay hmm we can keep you busy 8.8 policy gcfc professional staff certification and credentialing requirements fingerprinting requirements in this one this is a policy so we're just going to look at it tonight yeah and then we'll vote on it next time yes but I do want you to know that these three in a row go together and it came about because we had a question about um do we require fingerprints from officials uh for our like our football basketball soccer whatever do we require fingerprinting for those folks who come on our campuses and work with kids we hire them to do that and so of course I threw that at the attorney and said I tell me what we need to do here so in these three documents so you see here gcfc which is we've crossed off the sea which means this is the version that is copyrighted by asba and if you'll scroll down please there we go so when I talked to the attorney he recommended the brand new policy that is the third one in this list but then we needed to amend to put this one extra statement on the other two policies so these three really go together and yes this is a first reading for all three but I wanted you to have some sense of why we're you know why we're doing these three okay okay an 8.9 policy gdf a support staff qualifications requirements fingerprints requirements and this is one of the ones you're talking about yes this is the next one and so it once again it's just the addition at the end of that provide exemptions okay 8.10 policy gdfb support staff qualification requirements contractor and third party print fingerprinting right so this is the new policy this is the new policy recommended by our attorney um and essentially what it is saying is that if it is a contracted or third-party uh person that is not in continuous and unsupervised uh contact with our students excuse me that they are exempt from uh from having to have a fingerprint card and so he's you know would this be like the West care people that are coming in uh no because they have fingerprint yes so they have to have this is this is like uh this is for instance uh okay so this week we had an ins we had a situation where we needed to call it an exterminator to come to the school next door and we needed it now it was an emergency okay um okay so they're coming on campus with students there they're an outside vendor um and a third party they do not have to have a fingerprint clearance to come in and do that because they are being supervised by school personnel and it's a temporary situation and they will never be alone with students okay um so that that's an example beyond the officials for ball games and sports events and those kinds of things okay okay we'll have more time to read those yes you will 8.11 student superintendent's performance goals oh did I not attach that no that's there I know I added the attachment the I saw it that I sent it to you I think I sent it to all of you uh separately uh oh but I meant to attach it here so that it was visible let me send it to you um you may have it in your emails to the board if you want to do that so I'll tell you about it while she's while she's finding it for us thanks Cass um uh after my during my evaluation last month um you all gave me a couple of goals one that had to do with retention and recruitment of employees and the other one had to do with increasing percentage of students attendance and then uh because we're all all about our academic our students academic and social success we want students to be life successful not just academically but certainly academically because we're really focusing on that right now I added a third goal relative to uh you know so that I have a I have a specific goal just as we are expecting our school sites to have some specific goals that they are working on for improving student academic success so I added that third one and uh did you find it okay let me uh let me find it and send it to you it's funny because it was on board docs today see I thought it was but maybe not get my mouse going it's easier I'll get it I'll get it Cass it'll be easier if I just got it because I know right where it is okay I'm going to email it to you foreign there you go I'm so sorry I I always try to attach things and cast attaches things and somehow I miss this one so um foreign yeah okay so um this is the document I've used the last couple of years and um I wish I could take credit for it but I can't I uh um uh Barb uran who is a who was my superintendent coach uh shared this with me in year one and uh so you can see the rating they are smart goals and so goal number one is bcsd student attendance will reach an average of 92 percent right now we're running just to here above 89 percent um at some sites it's over 90.
so 20 20.54 of our population we're getting special ed services compare that to this year where we are up to 1050 at our December 1 count and we're still growing total enrollment is down but notice special ed numbers are up that puts us as a district 27.18 of our students are receiving some sort of special ed services to try and help them reach grade level and Beyond looking at our areas of focus for last year I already mentioned corrective reading intervention training training our teachers really have focused on that literacy piece and so we've done that last year implementing improved District multi-tiered systems of support so you hear that referred to as mtss um we have the district stem and project-based learning initiative so working with our teachers on really using stem and getting our kids involved Hands-On kind of stuff we were in our first year last year of the Universal Design for Learning professional development taking our facilitators in training and getting them trained on how to implement udl in the classroom that makes sense for Jennings County and then we'll continue with that and talk over that a minute and then obviously an emphasis on grad Pathways and the high school has been so wonderful because this is really what's going to help some of our students a lot of times students in special ed have test anxiety so many issues with testing before it just makes them so anxious or they just don't care this is their way to earn a diploma without having to have that or a waiver of some sort they're going in and they're coming out with those certifications and the high school has been wonderful that is the way our kids are going to graduate so looking at this year's areas of focus we had that intense corrective reading program and professional development last year we are now going to look at doing our SRA math intervention we are going to train our special ed teachers in intense math intervention and we're going to have a set curriculum for them the second one is continuing to develop those strong tier one and tier two academic components in the classroom but then also looking at some behavior intervention and one of the things we're going around to schools and really working on that Jennings County Schools effective classroom management so we're really taking that and building so that we have strong tier one and tier academic and behavior interventions number three our district stem and project-based learning initiative and also School certification this year being able to have Hands-On learning for our students some projects that they're having manipulatives and it kind of goes in with the number four our udl finding the best way our students learn and giving them access to that removing some of the barriers in the classroom that are keeping them from having access to that curriculum I think all of that lays a strong Foundation at the elementary and middle school level so that they as they go into the high school and they work on their their graduation Pathways our hope is that we start to see those scores go up in all of those areas I didn't want to compliment you on your reports and uh Pat and Travis a few years ago we had it's a big deal for getting a perfect score well we have uh we have Debbie sharp is amazing in our department and we would be it would have been lost without her so we appreciate her any other questions or comments the question on the areas of focus we talk about the behaviors I hear comments from a lot of teachers that they've got kids in the classroom they're disruptive but they have an IEP and being a hard time dealing with that is that going to be addressed as far as what can we do to yeah so we're taking in Jennings County we've had Crisis Prevention we've had time to teach we've had tbri we're looking at PBS so we're trying to take all of those good practices and really blend it into one package that's Jennings County effective classroom management and we're taking that out to our teachers and we're training them on those steps on those strong relationships with their students to make sure that they know their students so when they walk in the classroom and you can tell that there's there might be something wrong that morning so they can stop and talk to them have that conversation putting some of the the uh feeling of control back in the classroom for our teachers and just empowering them to be able to run their classroom and run them effectively so we're looking at going to all the elementary schools the middle school and high school and presenting that to all general education special ed really all staff does anyone else have any additional questions so again I believe that item wasn't in form so I just want to thank both of you Todd and Amanda for your presentation um and then we'll go down under professional staff recommendations I am removing uh amber Roth and Tammy Williams to bring down to the next section because they are um So within certified staff the recommendations this evening Lisa Hearn for HR coordinator Lisa Hearn for a thousand dollar a year increase upon completion of her iasbo HR specialist certification Melody Russell BCE fed teacher and Jack Sinclair Sand Creek Elementary teacher so asking for approval for those positions I think um do I have a motion for approval for those four positions I have a motion by Earl do I have a second by Pat any discussion all those in favor 7-0 and I believe Mr Sinclair is here yes so when when people come to the school board meeting and you're actually voted on we make you actually come up around the table and Shake everybody it's almost like being in the army in there congratulations thank you appreciate you thank you great time you're joining us can we cut that out of the recorder oh you did not help us at all ripped up the second door to get him I think the Army sent me here and he was in the business well do you always I didn't say it was always good to see you in the paper a lot I'll give you that 50 s okay all right then we'll move down um under support staff and recommendations yes so I have Amber Ross for BCE math bowl sponsor half of that position Tammy Williams for vce math bowl sponsor half of that position Robin copperle jchs volunteer assistant girls basketball coach Peyton Coons nve Esther parapro McKenzie nice nvee special ed classroom parapro Paige knowling jchs student office intern and Brady Shepherd jchs volunteer assistant wrestling coach okay do I have a motion to accept those support staff recommendations I have a motion by path do I have a second second by Travis any discussion all of those in favor and then moving down under finances hello yes it pairs the public it's hearing me butcher names because we get so Anonymous donor 353 dollars to the Brush Creek Elementary student snacks surface Insurance 350 to the fresh Creek Elementary student snacks Anonymous donor 100 to Brush when the buildings open in Fall of 26th then it's a whole nother set of planning um you know we will try and project out what sort of growth is necessary from here to get us to 26.
invisible inside yeah so we that's what the first one we did right yeah that's on discipline discipline case yeah it'll be um under the readout I agree yeah the first two yeah okay in closed session the Board of Trustees took action in support of the following recommendation from the superintendent be to conference on litigation government code section 54954.3 subsection D town of Apple Valley versus Apple Valley School District on a mission by Miss Buchanan seconded by Mr Raleigh the board voted unanimously to approve the claim of the town of Apple Valley in closed session the Board of Trustees took action in support of the following recommendation from the superintendent B2 conference on litigation government code section 54954.5 subsection d s Taurus versus avusd on a motion by Mr RC seconded by Mr Bender the board voted unanimously to deny the claim of Sophia Torres I need a vote um all in favor aye all right we're already voted for it yeah okay she was doing a readout s all right the board May approve the agenda as is are consent agenda I need a motion a second yeah second all right all in favor all right we have a recognition presentation by Maria H it doesn't say that so you know this thing turns you into an idiot have we have we finished this because we haven't done this my agenda's done we haven't done that he just finished this question yeah that's not what we're looking at your agenda my script is different [Music] keep going [Music] yeah I'm just going to talk really loud I can't make the mic work going good so for the last several months we've been holding on to some certificates that we had received um for participation of a board member um a staff member and a group of of students in a school that actually supported um uh no drugs America Association Inc had a rally in the park over on a weekend on a Saturday and Miss Oak para if you would come join me at the podium um we think when we get these certificate certificates from our California legislature it should be recognized at a board meeting so that everybody sees um the beautiful certificates that they re that they received Congressman obernaulty sent a certificate of recognition for the participation in that activity where there were some of our students and um there's also a California legislature assembly certificate of recognition from Thurston Smitty Smith so if we can we'll have her stay up here for just a minute and then we'll have the others come up as well so if I can get Mr Andrew kovaruvius to come up as well hi Andy glad you could make it I was worried you wouldn't be here you pulled it off thank you so um Andrew for those of you that don't know Mr covaruvius is the leader of our bands and he is at Sitting Bull and took a group of Sitting Bull band students to this event and made sure that they had music and just did a Wonder we've got great responses about their participation and so the same two certificates were written for from Congressman Ober Nolte for Mr Andrew covaruvius these are for display you know I have a few in my office too they're very cool and then um one from Thurston Smitty Smith so we'll have you hold that up too and then the last one if I can have Mrs Heitman come up this is for Sitting Bull Academy because um these will be I'm sure on the wall in entrance that show Sitting Bull Academy's participation and there's an extra one here so I'm going to give you that and one that actually is for the school for the band so that it says the band not just Mr covaruvius and then one from Thurston Smitty Smith and so this was um a day when um some things were given away to kids in the community bicycles um I wasn't sure if it was just limited to bicycles but the goal is to get kids focused on things other than drugs and to be outside doing fun things that I I think all that's all we were allowed to do when we were little but there's so many distractions now with technology and so it's a really cool event and I appreciate that Sitting Bull backed it and then miss aquar went as a representative so thank you we'll get a picture taken [Music] one two three good job right all right discussion information none at this meeting comments Kaylee do we have any comments Kylie um we do not superintendent's comments you've talked enough you don't understand anything it's not just taking a hard time you want to add um I just I wanna I think I can do it whatever you want to do you want to do it at the end actually so [Music] um our district participates in safe and civil training um annually it's how we have modified our mission statement our values and I would like to offer the board the opportunity to go to safe and civil training the dates are July 16th through the 20th and so if any of the board members are interested we would like to at least get hotels reserved so that we don't lose out in the venue for you to attend with Administration in Portland yeah it is important okay take a gun just shook my head so I have Miss opara Mr Bender are you interested or are you now okay Mr RC you can that's fine you can let us know later and as long as we know um before you leave tonight we can get Kylie at least to get a block of rooms okay thank you that was good board members have additional comments public hearing none at this meeting special meeting I need a motion to adjourn to a public meeting of the Apple Valley Unified School District public facilities Corporation for and new business as deemed necessary remove the item all right second all in favor aye all right 7 51.
it's 90.5 and for one side it's 91 but for a couple of sites it's 89. and Melinda told me to be realistic so but you can certainly change these if you want um this is I'm just proposing it to you and and you're going to tell me tonight what my goals are so you can see that um less than 91 percent is ineffective 91 is developing 92 which is the goal to be effective and uh 93 to 100 would be uh highly effective so you're certainly welcome to change those percentages if you want I'll strive for whatever you want the second one is the recruitment Recruitment and Retention superintendent will present a comprehensive plan to address Recruitment and Retention of employees during second semester school year 22-23 data will be presented in December 2023 comparing recruitment retention between the two school years one of the reasons the main reason that I put December of 23 is because my evaluations are in December and it seems a little strange to me to have goals that are from July to June when my evaluations are December to December so it would make more sense to me that the data you know and the goals match the match the evaluation uh timeline exactly um and so um so you can see that for the ineffective you would just get a plan that that's all you would get for developing you would get a plan and 50 of the plan would be implemented by December 1st of 23 effective would be the plan you get in the spring and we'd have 90 percent of the plan implemented by December of 2023 with data with actual data comparing the two years and then for highly effective you'd get all of that and there it would show at least a 10 percent Improvement in retention and recruitment and once again I just made those up you can change them however you want uh Carolyn on that one you said at least a 10 percent you've got uh with data comparing showing less than a 10 Improvement I'm sorry yes I do sorry the uh the carrot is the wrong way thank you good catch Barb and then the third one that I added superintendent will Implement strategies which result in increases in student academic growth as demonstrated in local and state assessment data for ELA which is English language arts and math reported on Galileo student Benchmark performance levels and the state assessments on my goals last year it was just on Galileo because we had not had State assessments for a couple of years and there was no way of comparing spring 2022 data compared to Spring 2023 data and and then once again you can see the four the four descriptors there and yeah it's a little confusing but I think you can follow it if you if if you read it real carefully and but essentially we're looking at some major steps some major moves of kids but it's not a move say from from minimally proficient to proficient necessarily it's moving out of one category into the next Higher One growth and one you know because it's growth and uh you know having large numbers of students move uh two categories uh is rare yeah that's a good word rare yeah so um frankly I'm more I'm more uh I'm more committed to having all of our students grow than I am to having a set of students who are highly proficient and then not have a lot of proficient and have a lot of students in the lower two categories it's really important to me that every student show growth as opposed to some students showing a lot of growth and others not and so that's part of the reason this is worded this way this is it strikes me that this is more for kids it's more about growth than it is about um uh you know hitting some specific Target so those are the three that I uh you know that I came up with based on uh your Rec your request last month plus the one that I wanted so any changes you want tell me the current the current absence rate or the current attendance rate is 89.

obviously I want to try and keep that it is low as we possibly can the same way I want to try and keep it low here too inflation hasn't helped us in this process on the flip side of this grandless growth you know I I can't sit here today and say your tax bill is going to go up six and a half percent I really don't believe it will because grandless growth mitigates the impact of some of this not certainly not all of it by a long shot but um there's a balance that's where we're seeing significant growth at the same time our costs are going up uh thank God that we're seeing the significant growth we are because it's really going to mitigate a lot of that impact but we'll take a look at the next couple of years in terms of the enrollment projections because people are what drives our budget generally speaking I mean insurance has done so more so than it ever has as I Illustrated but we'll take a look at that to try and project out the next couple years and what would we be looking at not an exercise we've done yet all right I'll keep going on the groundless for you yeah thank you welcome appreciate that um really my only one question is um seeing that the uh medical benefit ask for next year is significantly higher than this year as it was the year before that um are we expecting to have to cover any kind of deficit uh before we get to the end of the year this year yeah um I I think we'll probably be looking at next Thursday we should we're hoping to have some new numbers in for uh December uh which should you know we could take a look at that for next Thursday's board meeting when we go through the Where Do We Stand today uh to have a conversation on that we should have updated numbers for you and uh just to piggyback on on Andrew's comments that's one of the things that we're we're trying to Grapple with um on the finance committee is what future staffing needs are going to look like over the next uh what is it three or four years right going up to the opening of the new schools and what what that sort of cost is going to look like and uh trying to maybe even that out over the next four years or at least know what we're looking at so you know we're definitely trying to plan for yeah we we have a three-year window until we open new schools this is the first this budget here is the first of those three years then you want to elaborate on medical benefits I just wanted to clarify that the budget request for medical benefits this year is lower than it was last year it's it's about a 13 increase last year was higher than that what this year we're asking for about 1.5 million last year we needed 2.2 million to catch up because we were underfunding the Run rate as far as where we are with our Reserve balance and what we get through this year without without having to fund additional you know we're in roughly in the 800 000 range what our Reserve fund we had very high claims in November I haven't seen December yet I think we will make it through the year without having to add or ask for additional funding um because in January claims do go down because the new HSA plan year starts but by the same token with next year's budget request unless claims are lower than are actuarily projected we won't be building on that Reserve so that's going to be discuss further I'm sure next week and then actually maintenance and energy we'll be discussing two weeks from Tuesday because next Tuesday we have the workshop then the Board of Ed business meeting Thursday then the following Tuesday we get into the maintenance and our operations section thank you Justin yeah um I don't recall if the planning committee had discussed it or response with regard to Portables are we looking at that as a two-year thing right now or a longer term or we don't know at this point well we've engaged antonazia so they're going to be getting back to us on recommendations and they'll give us recommendations you know whether we'll need to have recommendations implemented for next school year and my mind is probably not the case but in two years I I think we certainly will need to do something but we should have um proposals by April I would say if if there are Portables that happen do we have an expectation right now what what budget pays for them and I'm thinking operating budget capital budget or the school modernization budget do we know what bucket would cover that or we don't know yet it wouldn't be the school modernization budget okay um that's that well the only thing that we can pull out of that bucket is what has been submitted to the state in terms of our Ed specs and and our plan um but Capital are operating I would think would be the so it'd be an open question and you're saying there's nothing in the operating budget this year for Portables in the 2324 no yeah okay great thank you I mean there is the potential to look at any sort of available money at the end of 22-23 um that's probably a little harder to come by knowing where our benefits stand today and knowing the cost of Public Utilities gas Etc has gone up dramatically at the start of this year it wasn't really budgeted far back last April um but it's certainly a consideration yeah no I was just trying to jog my memory I remember now it was antonizing we left it got them and evolved thank you I was uh trying to get Ann's attention was I I know she usually asked this question every year in budget time but uh the what ifs right you you put that up there and you did a great job talking about you know we have to spend 10.8 million dollars more to meet the state average and I I wonder um during this process will you cover some of the what-ifs that would happen if we did that extra if it was impossible 11 million dollars and would that even bring us to the advancement level so I'm kind of curious sure I don't like to use the word missed opportunities but you know I'm sure a lot of folks that we watch and say hey what you made the point of maintaining is we're trying to maintain the quality we have and and I think folks will see is that what we're just maintaining we're not advancing what does advancing look like just uh I'm sure you have something to cover I know I I also appreciate that clarification Tony because I I think I would argue that we've invested substantially through the bounce forward plan on advancement that the whole bounce forward almost all of the bounce forward plan was dedicated to supporting the uh professional capacity of our organization and I think you know uh Marlene has done a tremendous job leading that work with Kevin our administrators and Ryan's Edition as an administrator that we have really focused on how do we become better organizationally that's where the advancements happened so we've kind of been LED off the hook through that Federal money or or we've planned wisely with that Federal money to advance the organization which means that it allows us to go to a maintenance budget while we're but I'll certainly add show you some of the areas that I would recommend investing in if we were to ever close the 10 million dollar Gap or even 4 million within the durg thanks yes sorry Tony I wasn't going there with the 6.5 increase um any other questions or comments on the board stands at none thank you so much team uh Jeff the entire team for putting us together so how much to talk about in the coming weeks for general public um got the song I'm pretty sure we want to use the Cheshire Boe contact email address and I assume this presentation will be posted soon on the CPS website uh so for those watching or let me start reading about this please contact us with any questions we have on the budget via that email address Source directly uh the next meeting is gonna be January 17th at The Dodd Middle School at 7 p.m we'll be starring uh one of a few uh or more uh deep Dives on various parts of the budget but we do go through the entire budget those presentations are led by the finance committee as a whole and uh certainly is there's a dialogue and there's opportunity for members of the public to ask specific questions and gain Clarity we hope to see you there if you can't be there please send your questions these will be um on-site meetings and televised so uh that being said uh thank you everyone for coming this evening we'll let you get home uh reasonably early uh so can I entertain a motion to adjourn uh faith has a motion is there a second all those in favor is unanimous thank you this meeting is now a journey

it's running between depending on the school between 89 and 91 percent um and it's uh so as a district we're right at the like just below 90 percent so but we have an opportunity to raise part is 92 realistic then 91. 91's the low end isn't it no I know no but 92 for 92 for uh to be uh effective um two percent it's a stretch but but the thing is you you know you don't want to go I don't want to go for something that's safe let's go for the stretch all right as long as you're comfortable with it I I think it's fine I'm comfortable with that um in the spring all the kids are healthy and they'll be here well and in the fall because this is from now until December right that's true so uh uh yeah so but I'm sure we looked at past statistics and we looked to see where they were and then you wanted to see it growth and it was a realistic challenge it was a good one so I'm very comfortable with this stretch um uh you know a little bit of a stretch so uh frankly you know I mean yeah I mean we used to run as a district we used to run between 94 and 95 percent but at the time we also didn't insist that sick kids stay home until they were well we have now learned insist that kids stay home until they're well and um uh you know and uh rather than bring their illness to school so um yeah I'm comfortable with the 92.

okay do I have a motion to adopt the goals for our superintendent I'll make a motion to adopt the goals for the superintendent's performance I'll second that motion all those in favor I'm Melinda sabrowski aye Charlene Diaz I Amanda amen aye Fred Rushton hi Barb sarzicki thank you get going on those we already are I will tell you that um uh there there is a requirement in one of the grants I think it's one of the grants that that we or as an Ade that we have a committee for re retention and promote uh Recruitment and Retention and Jensen um okay okay but she's got a committee of teachers and are there classified people on that committee too okay so they they actually as she chairs it but they actually said nope we're going to write it and so they've already started working on that and uh it's a pretty it's a pretty impressive it's a pretty impressive um uh doc sorry document that they've already started and uh Jen and I've been working on the financial part to to see if we can you know to see if we can fund some of the things that uh that they're asking for but it's uh it's really good because it's coming from the ground up these are things that really matter to our people and some of them were a little surprising to us um uh and and others were for me gratifying so one of the things they really like is uh you know I do that next day news so like tomorrow I will do the news from this board meeting they really like that well I'm glad that's a gratification for me I thought it was a good way of communicating with people and now I have good feedback from them that they like that so um uh so they've got lots of other good ideas too so it's a good thing so they're helping me out once again my goal will not just rest on me so thank you okay I am 8.12 consideration of requests for resignation of Nancy daughtery this lady really wants this in public okay yes well and uh she's not here um and um I sent you lots of information that is essentially confidential information so that you could make it informed informed decision um uh you know I just as I indicated to you uh in the notes for the agenda we just have to be very very careful about violating student confidentiality and those other things so um uh so you you have the you have documents and um I'll answer what questions I can Brett I read the uh the document and thank you for forwarding that to us um and I just felt based on my experience limited as it might have been so far with the board that these are the kinds of issues that are discussed in executive session am I correct ordinarily ordinarily would a motion to table be out of order so that would give us time to verify from Miss Doherty that she does in fact want this information to be public I think if you look at there's a note from her in that packet she actually puts it in writing oh okay all right very good I will say that I know that she mentioned in her letter that she had spoken with Miss Alvarez but it doesn't say anything where she um um spoke to miss hall or she spoke to you in reference to her concerns she did not I don't know if she spoke with Miss Hall and Miss Hall's out of town right now but she has never spoken with me and there are there are procedures right and policies and steps that she could have used um uh you know informally and formally to have brought her concerns to me right and then we could have probably helped her through this process had not got to this point I would be hopeful that that were the case I guess I don't remember when was when did she when was her last day Tammy last day was Thursday last okay thank you yeah she would she did not work at all last week so she called off and then she submitted a resignation on Thursday or Wednesday sorry on Wednesday um if oh okay she submitted it on on Tuesday but said her last day would be Thursday did she work Wednesday Thursday oh Wednesday sorry Tammy I'm just not hearing you okay so she called off on Monday Tuesday submitted her resignation effective Wednesday last week okay and she was only there a short time she wasn't right since October nice it's long enough it's really kind of strange to do this it's very it's very strange to do it in public to have that much information to look through too because it's a lot she how many students are in the classroom 15.
