is the completed is the total amount just 6A or six and six a um it's it's six and six a and those item ones on table four that were not funded so that's why it's it's it's in three different places and that's why we get you a single spreadsheet um by today because we already produced it it's already with your status distributed and it'll be provide a much clearer indication of what okay you have six eight and then all the things you originally asked for but didn't get in table four correct yeah right so that's why it doesn't add up you know but you haven't prioritized all right and and then what we provided to be an app which was provided there is a priority list yeah foreign yes so the total amount of positions you're asking for that are new did you guys go through this before yeah yeah did they understand everything that we've we've put forth to budget and finance is approved approved it's just the the pieces that we've been and how we've been asking people when I respond and that's causing it to be complicated because normally it's just Governor's budget and even whatever you ask the governor says too bad you better just see what is Governor's budget but that's not the direction you're getting this year okay so table or page 21 of your PowerPoint that's the complete number oh sorry sorry let me go into the other one are you still doing 60.

I'm sorry where are you page 24 of your PowerPoint right that's not the complete what's what which page summarizes everything you're asking for slide 20 and 21 titled Boe budget request summary fy24 and 25 which is organized by edn that is the total of what the board of education has approved which includes um that's the sum total what the board has approved and that we've requested so on members on ours is Page 20. and page 21. that's the complete summary of all three documents except it doesn't show how many positions that they're asking for it only shows dollar amount do you have that so how many new positions so in total ft's um permanent 373.5 in year one 373.5 in Europe 300 that's 352.5 firms 21 Temps 24 and then 25 it's 426.5 and 22. perm intent and and of course that includes these large amounts like the there's like a thousand people yeah well it's a cumulative number so so by the second year we're asking for a total it's not 426 more it's it's combined total so we're asking for 373 in the first year and an additional roughly 50s yeah 75 okay so the total is the 426.

correct when it's all set and done so you need an additional 450 people so if you just can go find 500 positions we can come and share more there's a there's as as Deputy Armstrong mentioned there's a large number of decisions for Applied Behavior analysts and then there's also a large number of positions for uh P shots which are bicultural School home AIDS so there's it's not like um it's not 400 different kinds of positions there's a lot of it's made up of um a couple of requests okay I'm just trying to go from your summary though yes yes so I understand regulating is dollars but not positions so slide 23 um actually shows those FTE counts by those bucketed categories and uh this is like 23 also shows the the three two positions the flag 23 is a good summary the the only thing that it has that three million dollar discrepancy that we talked about earlier that was with the Gia with no fdus attacks okay so we have to look at that slide for your position and the previous slide for your dollar amount we'll send it you couldn't just do it all in one yeah but this number is wrong because this thing is three million off right and it just well if this number is the three million dollar issue so if you're the dispute should be three three million more so this should be 186.

yeah yeah 186.8 and and 213.5 correct that would be everything General was just for quick context just three line items or three areas make up 309 of those those FTE counts that's the bishop positions um the ABA positions but you know as you guys are you reviewing programs that no longer make sense then you should see okay but this should be a next place because if not all we keep doing is adding and adding and adding and adding without reviewing anything that to see these these don't make sense anymore so we should get rid of these older programs that don't make sense and Supply them with these new programs is there a process for that we've done through either the reorganization process or or through a uh positions can be amended from one position type to another so we work within our position ceilings and put our positions where they're needed most which is a constant challenge but who evaluates because I mean I hear from different principles and you know even different cases different teachers the need for certain resource teachers because now you have new programs for resources and then you have resource teachers so you have two things to some extent doing the same thing I I think with the education we're kind of unique from departments and sense that we we have some flexibility for positions for example weighted student formula every year we're providing dollars to schools and they're they're telling us what they want to do with those dollars in terms of which types of positions we have similar flexibility in our complex areas with the complex area uh what we call the icaa funds so there is there is that it's the categorical position in the complex area of superintendents they get a lot of resource teachers and then on top of this now you're asking all of these new resources for new programs and then you still have 92 positions that are super approved at the budget that the legislature didn't approve I mean it just seems like it's just doesn't seem to DARE any payment strategy the reason I was talking about wsf and ICA in particular is because it's not static it's a constant annual process of identification of priorities and needs and position alignment to that but it's not it's not a position and revenue neutral it keeps going like this so we don't see any wash nothing's getting washed out when you're adding in I mean I get the cost I get the whole um you know things increasing costs and things like that but that's not what we're talking about we're talking about additional um positions additional programs in in some cases it's asking for ft's where we currently having to use contract dollars when I I hear what your your your point is and then we can find out are you fully using other resource teachers to what they're are you fully maximizing all of them before you keep adding I don't know if you are I mean you have to prove it to us like how many how many resources resource teachers do you have per complex complex areas have the the Kaz has the discretion to purchase what the cats how many how many it varies from complex area to complex area some choose to have more eo-type positions which are more costly so they may have fewer positions than a cast who may be um more suited to have resource teachers so that that is within the discretion of the Kaz right now through Esser funding we did give complex areas for positions to support the Department's foundational strategies the healthy habits healthy schools action oriented data decision making responses you give us an org chart of each cause we would need to survey the cash you don't know what the cases have as far as organizational charts we know what they have but if you want to um okay we can provide it I get there but we didn't hear what you have now what what's being spent what what you're trying to address now what you're asking for and see if that's already being funded in some other way because that's a lot like 425 positions sure we'll provide that to you you also um provide us so this is the school sites we have 73 sites now but you won't know going to up it to 91 schools and for a cost of 4 million that's for that's all total 91 the phone number this is uh Table Six payments seven of eight when do you guys oh go ahead yeah was that the 73 schools you're already providing is security coverage for the night time we're asking for additional to cover 91 schools so could we have a list of schools yeah yes we will the four million you're requesting is for all of the schools not just for the industry yeah so part of that security need is we have roving officers at uh at that go to different schools that have uh shown a predisposition based on just the community situation or or Kaimuki High School is one that we use often crane Park is right next to it they get homeless people gathered there and they impose themselves on our campus so we run security guards to those those schools but we can we'll get you that list yes back to my requested you guys about the new law enforcement agency because maybe it's not just you guys other libraries you know I'm asking for our security tool so I think we need to call them yes so we have had that discussion with Deputy okup who started that with in another area so we're engaged thank you thank you sure security sorry I want to go about your break sorry excuse me humanly um just just um uh um security uh with foreign schools and I know the budget probably doesn't permit that and uh we're trying to get this thing going on same little Senator cadani said that you should have our own life Austin oil of security because then we can have on 24 hours um what is the um the Securities or whatever they call them attending status I want to be increase so what we've done and and we have a new uh talent management director or assistant superintendent uh that we have started to upgrade these categories because the challenge we have in that category is it's at the lower rung of the pay scale and in order for us to get better officers we need to raise that to the different standard and that that has started already I think there's three or four new classifications so so uh Deputy October is working with our talent office give you a long time ago if you guys can research on but when I was a security guard in Chapel you have to take a test to get in um to be even qualified to be in college they did away with that um I I just I don't know why um oh you know what came in what's the guard card okay that became the new standard like they have to carry the guard card in order to everybody thank you chair when you said you have to get better offices like your offices is like more qualified there's there'll be different levels of the office okay so there'll be an entry level and uh and some certification and will help them with that certification to get them to the level that they're more prepared for the situation and more aware because back then we we did CPR um we carried handcuffs and all kinds of stuff even billy club well we and when I was at the community colleges one of the concerns was that we're not creating a police state or students it is that maybe not the best environment to engage so that was a concern but no we're stepping that stuff up Senator Richards and is that going to go I assume Statewide because Waikoloa uh Village we had that situation last like it was November end of October right before I got elected that uh we had a security problem and they've been asking for a resource officer I think that's what their correct terminology but basically security so what are we going to do about that in the short term I talked to our police department and they stepped it up and that really helped out a lot but Police Department's limited resources as well so are we doing something to make this happen soon fortunately the neighbor islands has that category of and support from the local police department we don't have that or the police force here is somewhat constrained just in their Rank and file how many people they're they're short like everybody else but the neighbor Islands have been very fortunate we had a gentleman from the Maui police department uh speak to the house Aid committee and so that that is that is a a very good program uh we're trying to move it forward with working with the state and use new agencies in state services so you'll see more of that evolve okay and timeline on that well we've started the engagement with the state police office um of the new Division and they're they were just they came to being last year I believe so they're they're stepping up there standing up their organizations but I just talked to a deputy Yoko this morning about this our meeting that we had uh day before yesterday or yesterday with house with the house side it sounds like another stuff to talk about when we get together yes sir Senator one more thing follow up on that thank you um just uh this is for superintendent I appreciate the information you shared concerning the the assessment and you know congratulations on that that's that's the um report card for doe question on that is that you know there's also a cost or a spending per student I assume this is a state average and specifically when it comes to the uh the Statewide assessment that's a state average do we have it broken down to districts um reason being is I want to know what the rural districts you know especially for my concerns is is this equal across the board are we doing better are we doing worse than the rural then that would come back to the funding to help take care of the rule thank you senator for the question so just to clarify Senator I believe your question is what is the funding level like at our rural schools or compared to other schools or maybe other cities part of the question but the bigger question is how is our performance on the assessment in the rural schools and if it's not as good then we need to look at the funding of those rural schools so we do have a pre um I can send you the information about the performance of our neighbor Island um schools uh we have them broken down by individual school as well as by complex area okay I would appreciate that because uh again always concerned for the rural districts they they're far away and sometimes they get a little bit back printed so I'd appreciate that and the budget request does have a that we've resubmitted to budget and finance does include some funding for small schools or remote and Rural schools to provide some additional funding because um they tend to be small so their budgets tend to this would supplement their um budgets I have to believe there's an economy of scale the largest school gets the economies of scales that are playing in for it for everything so yeah I would appreciate all that information thank you senator okay I wanted to talk about your org chart B1 code is awesome let me go back up I still got C1 let's start with C1 Administration so I thought you guys reorganized there's now there's more than one Deputy but in this chart there's only one Deputy yes uh thank you for the question chair um we are in the process of with our two deputies or three deputies um looking at um evaluating where um those needs are uh we will be going through um but you have people there already yes so where do they fit into this org chart well currently the um three Deputy superintendents fall there's only one on here and I believe what the process is that we submit our our organizational chart that would be approved by the Board of Education annually at the end of the school we have a daily approved hiring that too safe yes it's awkward the org this Arc chart is uh as of June 30th 2022.

so we will go um with with what we have now we'll then go back to the Board of Education um annually uh to get the organizational chart approved so the two positions you added or that were approved aren't even in the org chart so they will be put in the art chart um it will show up on next to our charts why wouldn't you change the arc track the same time you hire that tool oh my God thank you senator for the question so there's a Sean bacon assistant superintendent for the office of talent management um so there's an annual process that we have to go through for the or plan of organization that gets submitted to the governor's office on an annual basis so the org chart that you're seeing here based on the governor's requirement we take a snapshot every year as of June 30th of each year we then review that snapshot and then take that information to the board of education for any approval from there it does go to the unions for a consultation and then from there it does go to the governor's office and then get posted on our website so at the point at the point right now uh was is positions have will be placed on the org chart for the next round that has have that happens as of right now though it that two would fall underneath the office of the superintendent alongside of the current Deputy um at this point right now though we're in the Department's in the process of analyzing how the new structure will be looking we would then need to take a new structure to the board of education for their review and their approval at that point then we would then update the org chart and then it would be posted for it it just seems like you're putting them quite before the horse though because you hired people without even knowing where they're going to fit in the org chart so I think at this point right now if they're the what is happening is is the two positions for the deputy were looking at the overall organization of the department and that's part of what Deputy done that's right there's two those two positions don't even exist as of June 30 2022 when the snapshot was taken the positions did not exist but then for this current school year the positions have been created they will then show up on next year's organizational Charter that we take on an annual basis okay so who has to approve the org chart the org chart um would have to go through the board of education for their review and their approval um with any structural changes to the org chart also we would need to go to each individual Union and do a consultation with the Union there at that point too okay so I know they approve the positions but what if it's not approved well what if one of the unions don't agree but you already hired that too at this at this point that each of the Deputy or each of the Deputy positions serve as the will of the superintendent at this point right now too that they are temporary positions right now that okay okay you know what though what I don't want then is you guys to use the excuse with us oh it's not in our rules we don't have protocol we can't we there's no way we can fit it in because somehow you're able to without all of without it being in your org chart you're able to do some things so if you're going to use that as a way to respond to us when we ask for something that's non-traditional or we need right away you cannot use the same excuse oh but it's not in our rules it's not in the org chart you should be consistent so you either follow what you preach or you're resetting the rules okay it's up to you Senator so those two positions that are acting aside you as the um as you add a director who who takes the lead in this case since you already have an existing deputy there or do these two positions they're a hierarchy but the first position that you have on your addition or two so the two additional Deputy positions hit um parallel to the current Deputy superintendent so the delegation of Authority for um for the different offices um we're in the process of re-evaluating that and um uh adjusting office the offices and those employees where um where there would be most it would support the efforts of the department the best no but what he's saying is your existing Deputy since he already has or she has a plan in motion if you put three parallel with each other I think on confusion so the the like each Deputy has um currently has different responsibilities uh one Deputy superintendent deals primarily with the area of academics um and working with the complex area superintendents and in that area another deputy works in the area of overall strategy for the Department um um liaison in with the Board of Education and the area is really tracking our metrics um a strategic plan or well with the board on their current strategic plan as well as the Department's implementation plan moving forward and the third Deputy um oversees um the the operations the many areas of operations within the department okay yes so that um we're all working together to ensuring that um our sections in areas within our department are not siled but we're actually working together as a system to ensure that the system is Meaningful thank you thank you thank you another question those working remotely uh it's all across the boards I guess is it basically oh okay we're looking at the members page two uh yeah it starts at 280 yeah there's like a total of best accounting over five about 514 volts so does that include also neighbor Island folks and interesting you're on the you're one of the few departments that you put an end date so that's good that means that you folks are assessing the situation to me I think that's um you know the remote working and March 10 2023 uh and that's come up with all of the agencies when we were taught we were with security as well [Music] so it goes from secretaries to I think a lot of teachers Specialists and interesting that there are quite a few um that were done remotely or doing it remotely is because their lack of work space that was kind of interesting um thank you very much for the question Senator um assistant superintendent bacon from Office of talent management can speak overall to the to the question that you're raising thank you thank you Senator um so for our um the list that was provided um we did go out and we did a survey all the complex area superintendents and all the state office assistant superintendents it appears that a majority of this complex area superintendents have had all of their staff come back to the office in our work and are not working remotely the majority of the positions that you're seeing here that are working remotely are State office level positions here on Oahu oh okay and what about those with a lack of office space that's interesting so a few of them that are lack of office lack of office space a couple examples that I can provide at this point right now is we did have to set up our distance learning program quite rapidly um and at this point right now there wasn't enough space at our office under the 22nd Avenue so I believe the assistant superintendent uh tari ushijima is having a majority of those distance learning teachers that are teleworking because they don't have a physical class that is sitting in front in front of them I know that they do have a room there that they can come in and work on a rotation type of schedule on that also I know personally for me in the office of talent management too um we do have our Leadership Institute they are sharing exactly right now I think there's approximately 15 teachers that are using or 15 staff members that are using one classroom at Aiea Elementary uh we're in the process of actually looking at a few additional position or classroom spaces at multiply Elementary we're working on getting both the transfer transition to that location so we can remove the telework need from there but they're working on a rotational basis right now interesting because there's a lot of vacancies and new hires that you're requesting so hopefully that we can put that where would you put them 151 people I think that's something that we're going to have to work through our opposite facilities to look at a plan but you got to figure that out before you ask for the position Senator um some of the positions that we're requesting for for example the bishop positions the bilingual home assistants uh they would be actually at the school level uh those those are positions that school specifically ask for and but B shots are they support our um bilingual students our El students and they provide connection um in that student's native language with that student and that's okay talking about it I believe it's uh 50 in the first year and 100 in the second year also yeah yeah matter of fact I think with the deadlines um you're ending the program some starting already end of this month so as as I mentioned earlier you're one of the few that has an end date so hopefully that you'll be reassessing the situation okay thank you thank you thank you questions you had a question about um the federal award findings to who that is foreign the department did not complete the reporting required by section two full disclosure of entities received Federal funding thank you chair um do you know um specifically what audit uh that came from it is page 50 I think you have it 19.

right they're getting it exciting in order [Music] oh 18 18 no it's the uh binding 21-002 [Music] Federal funding accountability and transparency act report controlled efficiency the doe schedule 594 oh it's our page 254. in the condition it says condition you know what document they have to it's Their audience their financial compliance yes I think you're looking at the annual Financial audit we're going through one right now you must be looking at the last completed one we have finding number 21 2021 I should take a specific question but but in general I I don't have that information at the top of my head I would look at and we always have a response and a management response and I think it'd be best if we share that with you just so you have a complete uh sense of of how we're responding and what we're doing in response to that okay and typically those are included somewhere in that report as well but we can also provide updates sir okay and then going back to the telework how do you ensure productivity and performance measures well Matrix for for our um for our teachers or for our staff that are teleworking um our assistant superintendents assess at least quarterly uh where how are our employees are doing on telework okay you can just state your name any Coloma assistant superintendent for the office of student support services so we do have several of our educational Specialists who still um telework two days a week we do have them coming back um in some cases all on the same day so that we can meet regularly we do have a consistent team meeting section meetings and Branch meetings we also have implementation plans and action plans that monitor the work that they're doing and as superintendent said we um assess quarterly but it's also our option as the employer to bring them back anytime so it's more often can you give us an example of one employee of what they're supposed to get regarding in an average week and how you monitor that with performance productivity standards sure I mean it's different for each employee there may be working on a project um they may be writing reports in response to a um a report for a Federal grant um they spend a lot of time in meetings maybe meetings with community members meetings with other offices sometimes they are actually in the field in which case they'll be so how is it undocumented though we actually at this point we don't have them document their work day and everything they're doing so there's no consistent documentation throughout the whole department for telework as far as productivity not in term for us not in terms of what they're doing on a day-to-day basis they do um fill out a telework agreement which doesn't go into the specific work that they're doing you know hour by hour each day the majority of the um teleworkers were two days which is to me I think not too bad compared to the fives that we've received but there's quite a few of the uh those that are taking the five days our elementary teachers and secondary secondary teachers but it all has to do with distance learning so according to your five-day um absence yeah or work details but there should be some documentation though of productivity and again it does if limited physical work workspace so we have issues yeah accommodations I think Senator Kim um we have a limited accommodations of these people were all working before right they were on they weren't on um there were spaces before for them but they were not anymore right yeah so one category of employee one group of employees who are teleworking are the ones that um Sean vac had mentioned earlier virtual learning teachers for virtual learning were those were new positions during the pandemic and they are teleworking so those were they weren't physically in the office previously since they were new Cynthia on what they getting that number um also uh we did have some district and state resource Personnel that were stationed at school prior to the pandemic um when the when the pandemic hit uh schools needed those classroom spaces back to be able to distance the students and so those complex and State office Personnel were displaced from the schools and we needed to find them spaces at the current complex and State offices uh and so uh the teleworking was used at that point for some of the employees so that might account for some of the reasons why go back to where they were before uh schools um it's important once schools uh get spaces back a lot of times it's difficult to um to reclaim the space and and rightfully so that our schools need the spaces to enable to uh to support students you know but you guys got lots of cash that you have to spend for the Moe why don't you buy the building well why don't you why don't you go and watch the wall hold what's the Wahoo College get all kinds of space because there's nobody on campus I know we have all these buildings thank you there yeah we do we do have a request Senator uh chair for a purchase of uh of a school in Manoa uh CIP request and then we would use the Moe bunny to do the renovations but you guys have cashed them last year too some yeah you're buying the school that's for for office work there's an opportunity to acquire St Francis for about 33 million it's 11 acres we're talking about purchasing uh last year um I think our both committees water land and education we had the uh transferring of you know all the tmks all the lands that we identified so where are we or what are we doing with so that that list and the program are we going to build already or assessing you have to go check all those land divisions that was throughout the state yeah when we transfer plans from counties and and this whoever okay well you can actually follow up and ready for that question but I want to go back to the remote work so what um so you have a lot in the reason for continued remote work employee is able to complete all work tests from home so that's a sufficient reason for telework then so any employee let's just say in the state if they said hey I can do all of this at home that's enough I mean that's quite a bit you have in there yeah because I could just meet you from home decision you guys gotta have a more stringy yeah policy than that yeah I think the department is going to go through this this evaluation it will end and everybody will come back but I will tell you this Senator um like like all state facilities I believed in inefficiency of space space use of space and like I did in my former position we're just gonna need to go down to the different areas especially the offices inside consolidation there's there's areas that I like you know are misused or having junk uh some some of the spaces are too large and and actually somebody probably want to consolidate and get more efficient but that'll take resources to buy new furniture to do the reconfigurations but yeah and we have but some of these people were in offices before they left yes I mean I hear what you say about a couple of schools and things like that but lots of educational specialists test development specialist and I'm going to go back on [Music] kinds of reports or what was the word that you use it you know our bar we're not necessarily saying you got to tell us about by our original but hopefully daily you have a workplace because if someone decides you know what I can do this report you know I'm going to tell them it's going to take me five days but literally I can do this dude it's probably going to take me five hours Max and I'll just spread it over the whole week thank you Senator we are in the process of reevaluating what we're doing with telework um so we'll give that information to you as soon as we do that and we'll work on a um a method to document accountability so thank you very much for that we'll work on that thank you okay you have one here that says Kelly working allows staff to maintain a focused work environment and limit distractions you would think you would try to do that at the office too though goodness what will we evaluate where we're doing set up then yeah well definitely get um we evaluated and get that process to you questions um the last time we were over at Diya yeah we talked about the kindergarten um assessments can somebody tell me about the status of that is yes thank you for the question Center um Deputy Armstrong kindergarten entry assessment yes we we will be ready to implement that assessment starting school year 23 24.

um we're also we ran into um some issues with the kindergarten assessment for our kaipuni schools and so we're going to re-look at that and after discussions it's recognized that we'll need a an additional assessment for our entering kindergartners going to our kaipuni schools and what's the cost of that contract um I I we have that I can get that to you is it still a million or more yeah I think so okay I think we had a long discussion regarding that because I I think that this when we passed that assessment it was not intended to go out and get a third party so-called assessment that I mean kindergarten we want to be teachers to assess because they're good at assessing to spend a million dollars on an assessment that will be outdated in six months because at kindergarten age these kids advance and learn quickly and move on um we spent a million dollars for one assessment the kindergarten and that's it when when I think we raise these concerns with you so for that the fact that you continue to pursue this really concerns me um we do have to ensure that our assessments are valid and reliable and that those so those assessments as they're being developed go through stages we also are going to need assistance in creating that assessment well that's the thing the teachers is you're saying the teachers are not equipped to to assess adequately when we're talking about a uniform assessment we would need to ensure that it's valid and reliable but again you know all kids are different so if you're going to do a cookie cutter to me I don't know if that's a reliable assessment I mean we want the kids to be assessed but we want them to be assessed in a manner in which they can work with the teachers not to go out and buy a million dollar program that's only going to be good for one year if even one year then what are you going to do at first grade what are you going to do at second grade third grade fourth grade that kindergarten assessment is not going to be valid in first and second grade right correct right so you think that's money well spent that that's what it's going to cost us to implement the requirements of our um requirements of having a uniform Statewide kindergarten assessment did the bill say that it had to be to that degree yes because I know we talked about it and I said you guys need to come back in and ask the legislature to clarify as to what was their intent and if we knew that it's going to cost a million dollars for an assessment that's only going to be good for a short period of time I don't know that we would all agree that we would like to spend that kind of money that perhaps we want some kind of assessment locally done that could be you know as good maybe not on that degree on the whole country I'm not sure but to me that's something that I think doe we need to look at and sometimes you know we get the legislature we get enthusiastic about something and we'll pass something but you folks are the ones that have to deliver and you first have to really have to balance it you need to come back and say excuse me can we clarify this do you know that this what we have in mind is going to cost a million you guys might have in mind something that might have been in the tune of a hundred thousand dollars and that is that what you want um I just can't imagine us spending that kind of money or an assessment that's going to be good for six months but do you have an alternative for us so that we can look at the language of the building and maybe amended of the current statute we'll think of some ideas and and submit them in addition to the revisions that that have been submitted to address the cost Factor if cost is is the issue yes because you've already you've already contracted this out for the kaipuni assessment no no overall the overall assessment that's the one you're asking for in the budget I thought correct so we have contracted for our 23 24.

so you've already spent a million dollars where that contracts or you're committed to that million though Tommy I thought you said earlier that when you guys were going line by line so in the governor so there's there's two different kindergarten given the parameters of the law there were two different uh assessments that the board has approved one for English medium and one for to develop one for kaiapuni for our Hawaiian immersion so for the English medium one the request in the budget is for 207 000 a year that's for teacher training and assessment uh that it that was in the governor's budget then there is an additional request um in the that's in the additional items we submitted to budget and finance for the to develop a Hawaiian one for our students in our Hawaiian immersion programs that cost for development is uh 000 over three years so that's to fully prepare the test and that is in the budget request so what about so have have Money's been spent that monies have not been spent for that contract there's another contract in addition to the 207 for the for the test right or or whatever it is the assessment for the rest of the for the rest of in English so the English is that English is 200 let's see it's 200 we requested 207 000 and the governor of in the first year and 179 000 in the second and the governor's budget includes both of that that's for English so that's the only expense that's the only expense for the training of the teachers not to buy and it's a contract of tests it's for both the contract of the test is including the training of the teachers I'm going to find it back to to Deputy Armstrong since it's got little we'll get back to you with the actual cost of the the test the training and then the multi-year rollout okay give me a give me a a ball product I think that is outside of the 713 000 to develop the test for Hawaiians what is the total cost to do an assessment in England for the rest the development the the tests the training what has got cost approximately that's not 217 right no we're going to have to get back to you with the cost but is that what around the million that you guys told us about last time I'm not personally familiar with the million but I can tell you that we're not for the English test we're not developing a customer just purchasing one right and that cost to purchase and so the the budget line items that we've requested for that is 207 in the first year 179.

in the second that's a one-time those are that's a recurring cost of around that amount cost us that much and the the preparation of the tests for develop the Hawaiian chess is 713 but that's not including the training and so forth so this would be developing a new test so that's the cost over beyond the biennium IDS justice so but for the test in English the cost is 232 312 dollars for year one that's the test and the training and then the five-year total would be 115 dollars and this is for that the test has already been developed so we're just purchasing um the assessment we've only going to purchase the first year we haven't purchased it yet we're going to purchase the first year for 232 000 to you know so that if you get the money right it's in your budget request so if you don't get the money you cannot purchase it correct okay so do we expect to get something from results regarding this as to the evaluation and how yeah it's in the request no but that's for the money but to reassess what was asked for of them all the amendment of the building yeah okay and whether or not this is what you know knowing this kind of class and knowing that this assessment is only going to be good for a very short period of Time how valuable is that I mean can we use that money to to work with these these children in a better way that's going to be more yeah so just evaluating the statute to see what needs to be tweaked through them so those two things separately I guess and those can be discussions future forward yes if we have a building you can have a much thorough discussion in the subject matter actually our teachers in the classroom are the best ones and yes and they need something that can be a little bit more unified but I think that you know after a couple of weeks with a child the teachers are pretty good at assessing them thank you any other questions I'll just say is there any reason why that that we can't do them like with Senator Kimmy Singh Is it because of union or no teachers or what will we have but it's the way they're interpreting the bill and we asked this I asked this a while ago and nothing's come in if we just proceeded on like I don't know why I didn't think we're gonna hang it up again any other questions if not we have one more uh Wham info briefing today we have Department of AG so um because we've been going the whole day we're asking that we start uh Department back at 4 30.

than they should be um we had a first meeting of the amendments to the UDC pertaining to storm water management and we had lots of fun talking about those in fact there was no comment and we also um we we approved the annexation on 2118 Victoria Circle and we approved the annexations of two 2520 and 2540 Pontiac Trail which are additions to the Village of Ann Arbor um acreage and uh we approved the prose plan as well so it was busy but very short [Laughter] thank you Mr Leonard do you have anything to report uh no additional report uh uh sorry I take that back included in your agenda is one for your uh uh um for the Planning Commission doing my phone before and I had some trouble getting in before my own concern is just naturally uh uh the the issue regarding natural systems and the protection of trees and you know a bit more about that this evening but I want to thank the commission for being available and I look forward to hearing more comments and that's it for now I'm gonna lower my hand thank you no other speakers okay thank you item seven public hearings scheduled for the next business meeting we have one new public hearing schedule this is for the February 7th Planning Commission meeting a for 415 West Washington planned unit development rezoning and concept plan a petition to rezone the 2.8 two and a half acre parcel from PL public land to plan unit development PUD the concept plan shows 157 residential units in a building constructed above floodplain elevation surface and under Structure Parking public open space including construction of a segment of the tree line Trail through the site thank you we're now moving to item 8 regular business we have one petition on the agenda public project review for 2415 South Huron Parkway proposed new 12097 square foot fire station to replace existing and we'll begin with a petition or presentation um and if I could just jump in very quickly before the return the petitioner loose so as a reminder this is appearing on your agenda as a public project review this is in response to a city council resolution that was passed um in the past that requires a Planning Commission review and advice on any public projects that would exceed an estimated two hundred and fifty thousand dollars but if they were being conducted by a private development would require review under the zoning ordinance so this is an opportunity for the Planning Commission to review the proposed project in the context of if it were private development provide advice to the city council on that to Aid the city council in considering the ultimate advancement of this project so I just want to set the stage you are commenting on its consistency with the ordinance not a typical approval or recommendation of approval or denial of the site plan and with that take it away all right uh good evening commission Mike Kennedy fire chief city of Ann Arbor Don Berry I'm the architect of Records so we're doing a bit of a hybrid with we're here we've got some folks remote for us driving the uh presentation um so I've heard brevity is key so that that will uh be the the driving force here this project was part of the Capital Improvements project that all of you recently approved so this has been part of that for the better part of four years now and was recently as part of that update if we could go to the next slide please uh project team done if you want yeah we've teamed with a firm out of Seattle TCA Architects that specialize in Net Zero fire stations they did the first one in the country and the second one in the country and I think the next several after that um so we've brought them in as experts to get to Net Zero I'm from a3c We're the local Representatives pea group is our civil engineer um John Curry is on running the slides and he's available for questions pea is the MEP engineers and we have our mechanical engineer that's available for questions regarding systems and and whatnot and the rest you can be for yourself all right next slide please okay so quick kind of orientation or location this is fire station 4 in the south east corner of the city of Ann Arbor it's um on where Platt and Huron Parkway intersect just south of Washington Avenue if we could go to the next slide I put this slide up here to show the process that we've gone through to get to this point just briefly it's been nearly two years to get here and the reason being that you'll see the design takes a portion of the Parkland in sheffler park to take a little corner to get to the light at Platte and here on Parkway so that we can get a drive-through station and control the light to exit safely yeah if we could advance two slides please so part of this with the park strategy I know the layout's a little busy to see there the current station will jump to in a second um actually can you go back one John I'm not sure if it's okay I apologize go back to that I put my apologies for that so this show Scheffler Park we did extensive engagement with the parks and rack following their Normal public engagement process where all homes I think generally it's whatever their their normal parameter was and it's escaping me right now we went double that um for the use of Parkland and this is a public posting notification with public Outreach there's actually still a website available that talks about the project um so we did significant we did the Flyers again followed all of the normal parks and recs Outreach where basically we engaged the public about number one the the partial use of Scheffler Park and the parcel that fire station 4 is on and shuffler Park are all City owned this was procedurally not required we could have just it's all city property we could have done this uh based upon the preference from City leadership and uh from the parks and Parks and Rec we we did it anyway to show good faith um so the area that's needed for the outlet is currently a half court basketball hoop and sheffler park is kind of bifurcated um by a creek and so the the part that we need is on the west side of the creek there's currently a softball diamond on the east side of the creek you'll see that there's three locations that were provided with the preferred one which is kind of in the bottom middle because of some some land balancing issues that was what we had preferred and that's also what the public came back as their preferred the East part is apparently a small sled Hill for children and the West part is current parking that the local neighborhood wanted to keep part of the quid pro quo with this is this um project if funded we would build a full court multi-use court in place of the half court which could use a little TLC um and is in a bit of a state of disrepair so this would significantly improve that that part of Scheffler Park um anyway we we've received nothing but positive feedback from the community about this there was not a whole lot of Engagement to be very upfront but the engagement that we did have there was no no opposition so and just for your information that's the size of a junior high school basketball court uh next Slide John okay so this is the current station was built in 1966.

foreign tonight's leading to order uh man you can use a roll call here Falk Phil Nolan here rape here Gorman here already in motion in second to approve tonight's agenda second a thief yes hi Phil yes Nolan yes rape yes Gorman yes all right please join us as we recite the pledge of the Pledge of Allegiance of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice I'd like to thank everyone for coming out tonight and those watching at home you're making history with us by being in attendance for the first board meeting of 2023 so Dr Stern that's the Record Shop welcome everyone um we do have a director uh books with us who will be covering some board memos as well the comment this evening sir onto action reports I need motion second to discuss and approve the consent agenda second so your revenue and expenditure reports are in your board packet um revenues are a little bit up from last year they're at 39.35 compared to 37.04 a year ago expenditures are a little bit up 40 40 25 compared to the 39.66 a year ago um as in the last meeting I had reported that Northern cane was delayed to a lot of their payments they did come in so all of the money was received that was owed to us and all of those delayed expenditures have been paid out so we're back caught up the district received impact fees for both November and December since last board meeting so for November we had eight home starts for 49 555.31 cents um December came in for five home starts with thirty five thousand sixty two dollars and twelve cents and no transition fees in the bills payable reports for both Northern Kane and Central are typical for January they're a lot a lot smaller all right pencil yes Nolan yes rape yes a thief yes Gorman yes next to the motion a second to discuss and approve the veterinarian affiliation agreement some second um again this is um this is with a new agency the Meadowview Veterinary Clinic of course we have to renew all of our agreements on an annual basis but this is uh this is a new partner for us info yes Nolan yes Brave yes bulk I'm sorry a thief yes Gorman yes oh we need a motion a second to discuss and approve the donation for the culture blast event come on second so as we're undergoing um getting ready for the culture the last event which will happen on March 4th we have some Industries out there that are willing to give us donations so this is one of our first donations we received I wanted to donate 500 toward uh the fees that we're incurring uh to purchase anything we may need for the event itself great awesome all right Nolan yes rape yes a thief yes and Phil yes Gorman yes our next motion and second required to discuss and approve the bus lease agreement and our extensions second we have go ahead go ahead Dana go ahead we have business manager flug and our director of Transportation Pam portal with us tonight so go ahead um so Midwest Transit um gave us quotes on um purchasing 44 new 72 passenger three new 72 passenger with the luggage for the extra storage um and then extending the current the smaller buses that we have that we need so we are recommending extending um one 54 plus two wheelchair passenger eight 28 passenger three 18 plus one wheelchair passenger and two um 14 passenger buses um included in your board packet I did a little analysis to kind of show um that they gave a two-year option and a one-year option to kind of show you the price differences between the two not really any savings except for I mean it is a hundred thousand dollars to go with a two-year um and then I kind of did extra years just to kind of see how it's been trending um and then interest rates just being the biggest Factor so I did call and I know director Porto called to try to negotiate some better pricing see what they can do um it's basically the interest rates they're just locked in so we've had a good relationship with them for many many years longer than my time here in 10 years and the the main benefit is that we get to keep our buses until these come so we won't be without buses and that's that's very important I think maybe the board's aware of this maybe they're not but there's some school districts there well we haven't received our buses from last year correct so from our even last year the fleet we were supposed to receive in the summer we still have not received and there's many school districts that are short on bussing and short on bus drivers so they're it's really great quite a bit of havoc I think this protects our interests right okay rape yes a thief yes hemp Phil yes Nolan yes Gorman yes is there any Motion in second to discuss and approved proposal to provide weighted credit for the Dual credit courses still moved second so last time I was here I gave a presentation that had a variety of different topics in it and so some of them have been subdivided so the first one tonight that I'm speaking about is directly related to weighted credit for dual credit So within the option of our changing educational pattern you know we're making more and more dual credit agreements we want to make sure that our transcript represents what's best for our students that are moving on one question that was posed to us was how can we make sure that our dual credit courses are somehow merited to be able to give weighted credit to those that should be getting it and one of the stipulations that we're able to come back to is the IAI marker that can go along with a course so just a quick explanation on what that is um while there is dual credit that is an agreement that our students are taking in the high school and they are getting credit at a community college that we have an agreement with uh the IAI is agreed upon uh for uh Illinois Community College Board in partnership with the Illinois Board of higher education so that some of the courses are able to get transfer credit all the way to those four-year institution and that is that IAI marker so we feel that it is best to have a recommendation for us to uh provide that weighted grade to all of our IA IAI courses sorry um so that our students can get that benefit as they choose to go down that route because it is a competitive academic uh course that merits all the way to those four-year institutions so we would be making that recommendation starting with our current graduating class but going back through all the transcripts of all current students and adjust making the adjustment because they would have currently have that on their transcript it should be retroed back to our current students that are in our building at this time it should only be current Juniors and seniors because it could be it could be freshmen we have some freshmen that might that are doing that could do the Dual credit some some may choose to go to ECC for summer work um or you know so you could pick up some IAI courses that are given at ECC as well on site there if we pick them up for our transcripts we only take two courses on our transcripts across their whole four years so if we pick it up as a transcripted course for us as a to take the place of something else or to add to their transcript we would say okay have we ever considered doing um instead of adding a whole point so a 4 being an a up to 5 ever 0.5 is that anything that's ever been considered I think the question is how do you designate that in terms of what would be a 0.5 what would be a 1.0 right I think one of the reasons we decided to go with the IDI when we talked about it is that is a credit bearing course well we're going to consider the Illinois Board of higher education has said this course qualifies for an automatic agreement to a four University we have courses we offer that don't go to a 40 they may go to a certificate program like a Career Tech education maybe welding they're getting a certificate but those can't transfer to a four-year University they're just good at ECC or get it you know for the certification for like a welding person that one we're not saying to give dual credit to it's the ones that actually transfer easily for post-section similar to an AP like an AP course right they automatically are guaranteed to transfer to get a three four or five on their college board test it automatically transfers to a college credit that's why they get the the honors we don't do anything with the one and twos we still give anybody take an AP regardless of their score what they we would get dual credit is still a little bit more of a variance they have to take some something's IAI and Tran and of course passed with C or higher in order to get the credit they got a gear out if they would we just hurt them I guess in their GPA but with the AP courses they need to take the test to get the three to five score for that pass is there anything like that with these IA of courses well the I AI courses are dual credit courses that they are following the curriculum that is provided which has Assessments in it that they're required which would make them part of passing that course at the same type of level academically and so the same thing would play out with that CBA grade currently would go for them getting that credit right but just because you get an A and an AP course you don't get that correct correct just take a test but this one as soon as they pass your seat yeah receive the credit and they would get that credit right if we don't mandate they take the test and so if they chose to not take the test they would they would still get the honors credit yeah they're still getting the honest credit um they're just not getting the college credit they have to get a three four five but they still everybody equally would get an honors credit it would go up to the five not a 4.5 would be the 5.0 got it so we're talking about the GPA honors credit not necessarily what's going on in post-secondary is the rationale we're using for why we're selecting that specific course to get the honors credit it has to be IAI and not IAI course would not get the honors credit so it's just balancing their brains at Central if you choose to do college versus AP which I think was one of the points last month correct okay so like in our current currently we're offering like uh German intermediate and Spanish intermediate um uh here at the school so with both both of those then because we're offering those those would be ones that would get that weighted grade but then but then there's probably like classes that if you're actually taking them out on the campus like if you're full-time dual enrolled like your senior year um a student might enroll in a class that isn't um an IAI but will still fulfill like an English or social studies that won't get the weighted grade correct correct got it so we we would still like the i i credit would be distincted would be a distinction whether they're a full-time student or not those Agreements are made through that college board situation and the Illinois board so that we would have that information and this provides us kind of a clear defined path as to which ones would be weighted and which ones would not be weighted and it doesn't this does not mean that it would only be core classes other courses have the opportunity to have IAI courses across the Dual credit situation so we're not limiting the possibility of who could go down that path and or what doors open for future students I think this is a great idea yeah okay rape yes a thief yes Hemphill yes Nolan yes Gorman yes Lexington emotion in second to uh to discuss and approve the proposal to adjust the recognition of our top students second sorry no that's it you go for it last time we talked about a few of the topics um and one of the big Ideas was creating that competitive transcript we found out that currently we have class rank that is listed on our transcript which is one of the details that we found out colleges will use that information if it is provided since our current practice is to include that on our transcript universities are going to get that what happens is universities while they may not require it and we actually found out now that most don't require it they will use it as a sorting metrics for their side as they're assessing what students they're letting into their Collegiate campuses Across the Nation so that was one area that we went back and did a little bit more research for you to make sure that you understood that side of it um we also found out that uh post-secondary uh institutions um really aren't in any way shape or form requiring class rank listed anywhere on their transcripts and so that it that side being removed doesn't really have an impact on our students for some type of benefit after viewing the practices of the top 30 high schools in the state of Illinois I wanted you to know that out of all of them only one High School uses class rank right now currently they're not 100 clear on how they're using it or if it's posted on their transcript but it is listed as it is part of their school district records okay most of the others that I was able to contact UM the rest of the 30 indicated they've removed it from all class records and the school does not use it for anything okay upon discussion of last year's recognition system the the Sumo uh lot and coomb system that was used for the recognition of those top students we went back to give you a little bit more deep detail based off those were any students 3.4 and above getting recognition we were able to find out that 130 students out of the 329 were recognized as top students in those three categories this represents 40 percent of the class and so I wanted you to have that information in that presentation I gave uh last month I talked about some of the other options that were available that districts were using one of them that was a another high priority or a higher use one was five percent ten percent fifteen percent of the class being recognized this allowed districts to have the mobility as class size fluctuates going up or down it still is focused on what is the definition of your top students still being recognized and still pre providing a system that will recognize uh more than than a single student for one Accolade and so um that is something that we believe is what the direction we want to go within our top five percent we would be able to uh recognize still the valedictorian salutatorian that is currently being uh happening in our district so I recommend uh removing class rank at this time from the official transcripts uh immediately starting January 2023 and continue to confer the valedictorian salutatorian class rank will be removed from the student records and it is recommended that the recognition of the top students be changed to the percentages that I just spoke about we talked about last month we talked about conferring valedictorian salutatorium for two more years and then doing cutting it off that's clearly what we talked about correct correct so why is it different now well uh I guess they're what we didn't find enough evidence right now to move to completely eliminate that um the board has of course the power to make a recommend adjust the recommendation to how you see fit uh that would be best for our students um I was able to get the information to clearly Express where class rank is going currently right now and the data behind why the recognition for top students that larger category being more closely aligned to our top students but so far I have not been able to come back to you with a clear definition of this is the rational reason to get rid of valid Victorian salutatorian um and I don't want to make that type of decision off a gut reaction and or non-backed reaction now um it is a real thing yes it's true I did share last time high schools have moved away from it um we would not be the first to do this but I don't have a compiled data to be able to defend numbers who's moved that direction at this time but and correct me if I'm wrong but just looking at the PowerPoint we kind of did look at that like didn't it look like we were one of the only high schools that still had that compared to some of the other ones that were in the area that had kind of done away with it in in our direct area yes that's true um it's just I had not compiled larger uh you know like example going back to the 30 top high schools you know like where we want to project our district to be you know we want to be a leader in this state uh across the board so um I think a leader would also be doing what we think is in our students best interest regardless of what other districts are doing so that to me would speak to that I I didn't bring this up last time I was talking to some friends in other states and and some of the things that they do are students pick their own speaker and then the faculty pick one speaker so the two speakers instead of salutatorian valedictorian ones chosen by faculty one's chosen by fellow students which I think is a really creative way to get kids who maybe might be in the 50th percentile or an athlete who was an average student right but who was a varsity however it is that the students get to pick I think that that is another interesting way to go about allowing student speakers without solely focusing on that um so again recognizing valedictory and salutatorian we talked about this last time you know if you're first and second because you can go ask but your class rank is correct that will still be an option for students to go and ask what their rank is yes um with the Assumption be that there would still be two student speakers and they would only be those two or they would just be recognized and not speaking right now my recommendation is that they're being conferred which be recognized we could open up the door to for example like your suggestion on speakers and that type of stuff we could also bring in more information of SAT scores and other things to Merit up those types of achievements to be able to match those top students at that level showing more of an all-encompassing student I have a different question um with the 5 10 15 um is that in addition to the the summa laude Magna it's in Louisville removal because of it locking in at that 3.4 uh if we continue to provide the highest academic level and um if you think about it we want to get all students to be in that sex successful realm all of our students will then end up automatically being labeled top students right and so to more accurately give the recognition to the students at that top percentage it creates the flexibility that narrows it down so for example if we numbers wise played with the number 400 as a graduating size you would know very quickly five percent is 20 for each category therefore you're representing roughly 60 students a large set of students getting recognized for that top recognition but not exploding it to the point of more than a third of the class or would they have some type of thinking just like we did before with special court or special stalls okay thank you I like your idea about an additional speaker I don't think speaking at graduation is even included in this so we can always change that layout down the road if we wanted so I personally like keeping valedictorian salutatorian just because I think it's a good Accolade that these students who work their butts off for four years deserve so I agree thank you all right okay a thief yes El yes Nolan no rape yes Gorman yes enrollment reports the enrollment report was taken from January 10th it does include um our early Grant so some of our early graduate we also experienced growth between December and January most of their growth coming in preschool through second grade with new students coming into the district um here to date we are up 151 students from this time last year and we're quickly approaching the 5000 student enrollment Market I enjoyed the throwback on the number of students from whatever year that was that was posted in social media last Thursday I didn't see it it was like there was a referendum and because of the growth and it was going from I don't remember the numbers but 300 to 350 or something like total enrollment was just so low and we're going to and the middle school was still the high school oh it's just it just amused me it's it's so different 35 years is a long time it is a long time but man it's a lot of students yeah it's not uncommon for us we have a long history of at least a three percent growth rate some years even higher than it should go back and look at all I appreciate it all right we'll move on to committee reports on CCC um so I was about 25 minutes late today to our meeting um but still focusing on grading um and kind of the policies that are in place for forever I mean just perpetually kind of in the district and how changes are difficult to come by today um four articles are provided to all the members specifically about the idea of grading and how an F encompasses 60 points out of 100 and then A's or 10 and B's are 10 and what would you do if you eliminated zeros right if a zero is a 50 so then and F has 10 percent of the K you know like there's parity then among the grades kind of like a four three two one zero system but just in like a percentage version of that um and so interesting and you know if you one of the Articles said you could pull 30 failing grades like if you took out just missing assignments what would that do to grades um and how you know is that a measure of their you know worth and there's interesting a lot of rank or in the education system around zeros um and how a zero you know is an F but a 59 is an F2 and it ends up being the same but you can tank with one assignment you can tank a semester and lose a class because of one thing and is that fair is that an estimate of someone's effort is that an estimate of all those things and so just to continue the conversation so everyone was encouraged to read these read them a little bit talked about them briefly come back next time which is March for us we extended the meeting to an hour and a half as well so instead of four to five it's four to five thirty um every other month they have just longer periods of time together so our next meeting will be March continue to talk about grading and driving changes and kind of seeing what teachers are already doing um and we had our AP on a chemistry teacher um uh kind of talk about what he does in his class which is a version of kind of what one of the Articles talked about and different ways to kind of earn and demonstrate really knowledge base right can we get those articles sure I'd be curious I can forward and I'll forward them to everyone education yep yeah it was a it was good meeting a lot of feedback a lot of um a lot of voices at the table being heard it was it was it was really good good energetic discussion yeah we think a lot of what we talk about too is the parental component well yeah like if the kid gets to be in they're afraid to go home and tell their parents they got a B um and was very clear that the way that I approached that with my own kids is very different than the majority of parents in general especially the middle school high school level um and and that we I don't talk about grades in my house it's not something that we have and they're only fifth grade to be fair but like that they're like we don't hear that middle school and high school that like as long as you try and are you like going to school I'm doing the best that you can without you putting the effort in that you're capable of putting it and also again the parental component of kids are getting A's but they're it's only because of the structure and and and that's put around the kids by parents and so when I have kids who get 1500s on their sat come home and drop out their first semester of college because they didn't have the skills necessary so would you rather have a 3.5 and a kid who can persevere and have a resilience mindset and those kinds of things without just the grades and looking good because I got accepted at 10 colleges that I want to get admitted to and I think that parental component and also bringing up Central uh apparent University and like how that could be woven and especially with our like eighth grade freshman parents um even fifth to sixth grade you think about sixth grade orientation that I'll be a part of this year um and how that gets kind of how can you you talk to parents about this idea of grades and you know the end point or just shifting what that looks like and how to grades kind of play a role in that how's that for using outcome metrics so it's tied to the learning standards to their learning targets and so they're you're literally looking at the rubric so as you're as we work with our students and everyone we work with students set their own goals as well and you're working with them you can actually see like this is where I fall on that rubric this is what I need to do to move from here um and that way it's it's really it's not just about an A or a B it's it's really about that learning progression so I mean you're going to get it you're still going to get your score but it's about that that real Continuum of learning so if you have a really accelerated kid in that class how are they going to progress at a rate that someone that's not doing well that seems difficult for a teacher to be able to address every student in the classroom within their plan everybody has their own IEP basically but that's what Caitlin is doing so my sister-in-law Sarah's daughter's in fifth grade you know like every kid in math you meet a standard you move on to the next one so it there is no doubt about it it's a different model um even than that grade school level personalized learning yeah exactly and so you just have kids that are moving at all different Paces um and so I mean would I feel like that would be a challenge moving to that model as if I were a teacher of course of course absolutely but you know when there's growing pains in caneland as they've transitioned over to this and you know if and when we get there in every classroom we want the core instruction delivered and then we took the the core plus more so you're going to differentiate like every student needs to be able to have access to that core instruction and then students who students who kind of they're they move across and they're there now what are what are you going to do to expand that to to pull them even farther so that they can start making connections to other things as well what we have the quarter currently available to all students correct that's the class curriculum so correct that's nothing different so it's really differentiating for like you said what about the kid who gets there and what about the other kids well you're still providing those other kids the the students that are still progressing you're providing them the core and you're providing them accommodations and interventions in your classroom and then the students that have arrived it's like what are you doing to stretch them I also think there's other instructional strategies you can use you could use a blended model you could use uh where you know your student or you could do the flip model you're teaching students they're looking at something at home learning material for themselves coming in and doing a little bit more work so the teacher can move across the classroom and not always doing the instruction uh part of what we're learning is that students learn better by doing right we all know that they learn better by doing that by being told so I'm getting rid of the old Mantra of you know the stage on the stage whether it's imparting information but actually having students do that learning but it's again it's a different instructional model it's a way of looking at instruction and how can you approach that from different ways we have many staff that do that we have staff that do a blended learning we have staff that do flip classrooms Kevin alprin's a good example of you know one that's doing more performance-based material so he's moving people along and differently in his classroom as well so I think there's a lot of teachers out there experimenting with different instructional pedagogies that are out there that can move us in that same direction where it doesn't have to be where they're managing just differentiation but it's about getting meeting them where they're at trying to group them with kids that maybe have likeness in terms of moving them along if they're gifted or they're more accelerated so they can push Beyond make connections outside of the school yard so how do you make connection on where you can use this outside what's that connection in terms of application you know really synthesizing the information to be able to utilize it and and apply it in a different manner than what maybe they would have in a general class just sitting and listening and doing the same thing with the whole class so it's approaching it from a different manner we've tried Blended learning we have a lot of Blended learning classes that are happening at the high school we have a couple sections at the middle school you know don't want group that's join the Blended approach there as well I've seen elementary teachers do a phenomenal job of being able to you know front load information then work in small groups so you see all that happening inside of our classrooms it's just managed differently by different teachers who are trying different approaches and getting some really great results so it's what works works best and having a multitude of ways for teachers to be able to do it because one size fits all is not always the best approach you know personal learning is really tough I think that's probably the for the Sun but I think there are a lot of ways you can mix different pedagogy to get their from an instructional standpoint foreign school fees through next year so annually we review our registration technology fees um and our current rates are listed below these rates have not changed the last increase occurred in 2015.

okay I hereby call this meeting to order a roll call please Brown is an eye Mrs Galbraith here Dr Hall Mr sawales here Mrs Walters vice president rupe here president off work here please stand and join me in the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for us and Miss rupe can you please recite our mission statement yes our mission is to empower each student to positively impact the world for a bright new future thank you Cheryl do we have any public comment tonight okay so first up is board updates and going to go around the table and have everyone update uh what they learned what they did what they attended at the triple I conference which was held in November and for those listening at home the triple I conference is the Illinois Association of school board annual conference all the boards from around the state attend and and there's lots of information there so anyway who wants to start I can start at the this end okay um at the AAA conference I am uh the boards IAA ASB delegate representative so it's actually an interesting process but the delegate assembly allows us a representative from each district to go there and vote on different resolutions that are coming up uh new ones amending them or future future things coming up out of the resolutions there were 16 original in the summer they only eight of them they pulled three of them were new and the only one there that passed was they're trying to adjust the fund balances uh make an adjustment to that to a lot of schools want to spend money pull from a fund one way or another they're going to start that process the other two which is a big topic is alternative fueling for school buses whether they should go all electric or hybrid and then on the second part of it they had five that they amended the two big hot topics that we we're in there I think for three over three hours Capital grant funding for school buildings so they want to allow open up some Capital grants to allow us to schools to put it and reinvest and the second part which is another big one was school safety so I ASB is going to legislation to figure out how can they approve money for schools to invest into school safety which is obviously a Hot Topic so that was primarily um that was pretty much my entire Saturday it seemed like we were there for a long time the way the process works but so it was agreed that the iasb is a lobbying organization would promote those that type yeah yeah and and the Kappa grain funding for school buildings was adopted in the school safety fund the only the only other one that was somewhat of a hot topic was they're adopting to they don't want if you're running for school board they don't want you to accept contributions from uh political influences or you know parties let's say like the NRA they just don't want you to be involved in that so they're just amending that resolution okay it was good you want to go sure okay on Friday my first meeting was making your meetings count and actually a lot of the changes we've made were changes that people were suggesting they were thinking about doing so we're on target the only thing that I really noticed after leaving the meeting was the only thing that we don't do is we still spend quite a bit of time in our business meeting this doing discussion and that what they're saying is you should have a committee of the whole or some other meeting previous to your business meeting do your discussion there and then just use your business meeting for your business do your votes and get out of there unless something's come up so that was the only thing I noticed that we really weren't practicing real solid because we do have a lot of discussion in this meeting sometimes too and sometimes it's necessary so really going to that meeting showed me that all the changes we've made in the last couple years is what other people are looking to do to streamline their meetings so that was interesting then in the afternoon I went to the equity in wow I can't remember the second word like it was a whole group of vendors and speakers and our wonderful Dr kaglinis was one of the speakers and they had roundtables her speech was great I got to see Dr Harden there and there were a lot of people attending that you could come and go to it and the vendors were different types of colleges and I got some information passed it on to Dr Karen there were some some good tidbits at the round tables the round tables were excellent discussions and um there was one other I went to oh then I went to safety I tried to go to safety on the weekend because I'm on the safety committees and I hooked up with Eric Johnson who I took class from two years ago and he remembered me and asked me if we had made the changes and I've now hooked him up with Dr with Mr Tobias and they are going to get together he is going to come and assess our buildings and see if what we're doing is what's perfect because we have such a large layout that he wants to see if what we've done in all of our buildings is meeting and it's all free it's through the Illinois safety technical team and they're out of Springfield and he will come up he's going to arrange it with Mr Tobias for some time in February I believe to come up and spend a day or two with us and see if you know by then after checking doors he's just going to walk in a building and check a door and see if we've got we're up to date and we're watching things so that was that was a good I spent about two hours with him um and I took a couple other classes and safety and it does it's now appearing that we're doing the things that we need to do we're kind of ahead of the game I'm finding that going to some of these sessions we're already doing what they're talking about you should be looking at doing so I think we're ahead of the game in a lot of them okay um as long as we're going around the table I'll go next um I wanted to get into see that that was a threat assessment class that I think you safety threat assessment or something you were you were there because I tried to get in the room was packed and one of the things I found this year well I found a lot a lot of the topics on safety they had they didn't anticipate the number of people that wanted to attend so it was hard to get yeah right and uh so I saw you were in there so I slipped off and found went to one on superintendent evaluation which was hosted by Perry our former iasb rep so it was a good refresher on superintendent evaluation and then um the other one that I attended was called stop the shortage labor and employment I was talking about negotiating uh contracts Union contracts in a period of where there's a shortage of teachers and there's some good information in there the interesting thing though was that one of the panelists was an attorney from Springfield Samantha bobor and she's a Crete money grit so I was very very impressed that so anyway so that was really my report so no uh half the book or just a third which how much do you want me just what I mean well I really always enjoy going to these conferences it's so much so much as many of my colleagues have already alluded to so much to learn but I stay focused again I went to quite a bit of the sessions there but I stay focused primarily on stem you know classes that dealt with the stem program and strategies and goals so I would like you to connect to the Roselle School District sd-12 the superintendent Henderson and I think I made this remark before over the last couple months about she was so committed to say all students who enters the kindergarten we'll be reading at the grade level by the end of third grade I know we have a little different demographics than that school district but I found that to be a very robust commitment Roselle you know that's way up North West it says all students will successfully complete algebra by the end of eighth grade and that will be determined how successful they were when they take a high school math placement she wants to eliminate the team of gap which is strong and dear to my heart as well as the whole board with the math achievement achievement Gap in ela so again they had a they actually had a contractor or consultant and it was a data driven very data driven and I thought the data that they were showing and I stayed at that table around table for quite a few hours and I turned around it was about 30 people in line waiting to sit down to talk to her too so I helped her show up it wasn't new with Mo right so that was good with that and again I'm real good on trying to seek out opportunities for stem and there was another school district and I have it here but nonetheless it was I think this was a great opportunity and they called it colonel to coin popcorn popcorn to making money coin with a k k o i e n so that was a stem program and we have a large agriculture District here that they had about one acre that was meant to them to be used by a personal property owner where the kids grew popcorn and learned the science behind it and then they actually sold a popcorn and made money I thought that was really good so if we have an opportunity to do that you know I have at least an acre half an acre or whatever I can share with the district at no cost and the popcorn that they actually grew it was delicious I wish I had enough to share with the board but I don't I ate it all I did bring it back so and there was a couple other stem programs that I'm looking to take a road trip up north that have similar demographics than us so I can go on and on but primarily or one more again big and this is part of our strategies when it comes to partnership and engaging our communities that it was a good speaker from Northern Illinois University and that topic was that was table 31 partnership with the community on stem program okay it was kind of hilarious her story how she engaged as I saw you I believe was yesterday was it yesterday you are definitely engaging with the community okay but I don't know if I've seen you engage like this lady with this example I'm about to give you she says she engaged with the community she actually went to a local church and she said she just wasn't accustomed to the church service service that she attended she said but at the end of the day she was saying hallelujah okay she was Raising her hands but that's how engaged she felt and how receptive she was to the community to get out the stem program and partnership with Northern Illinois and the local community so I'll share that with you as well okay all right okay I'll go into a church service well you say hallelujah it's over now okay all right well I I find when I go I always enjoy the Saturday morning General Session and this one had an author Amanda Ripley talks about conflict conflict in and of itself is not a bad thing in fact you probably can't accomplish much if you don't have some conflict that you can have positive debate and that type of thing but she has a book called high conflict and that's when it gets bad because then it's like all or nothing that's when people are very highly emotional that's when it's us and them you know when you're making another group your enemy and um and so she just talked about how to work through that had some really interesting anecdotes about some gang members in Chicago that truly hated other people but then because they had a common goal which was to stop the violence they listened to each other they communicated and they found ways to work together and you know we see that on every level I mean we've even seen that on our level um and and I think have done a good job working through it because we have a common goal which I read every week or every meeting so that was really good otherwise I think my word was practical I like practical things so I went to an onboarding board members for Success because we know we're going to have at least one new board member in the spring and then possibly more possibly not but I don't think people realize just how much is involved with being a board member and how much you need to know and I think it behooves us who are have been here to make the transition smooth for whoever comes on so I thought that was good I went to something similar board and superintendent relationships and I think we've done a good job there like Janine said it reinforced that we're doing things well and then I went to um explaining the tax levy which showed me that Ken does a wonderful job every time everything he says is true but I went because it's not an easy subject matter for me for some reason so the more I could drill it into me just the better so um yeah it was kind of practical session for me it was good okay oh thanks everybody Nelson can I just do one more thing for your board updates um I would just like to say thank you for my family and myself as you know I had a loss over Christmas and thank you to the board the administration and all the staff members I reached out it was amazing the acts of kindness the emails the texts so thanks to all of you for helping me through that period you're very welcome okay if I just want to add one more thing I'm regarding yesterday event that was outstanding is he going to steal my thunderstorms right there but just kudos to you kudos to Janine and all that was involved just so proud of the how many people participated and I mean it was it was it was amazing it was amazing so for our audience that perhaps at home well can we just turn that over to superintendent updates okay I wasn't sure I didn't I wanted to take an opportunity it's a good segue yeah actually you know we wanted to certainly uh acknowledge and recognize Martin Luther King's birthday as of Monday all of our schools that are you know excellent job in the classrooms on their Marquees you know recognizing and remembering uh Dr King for his tremendous contributions um and then also on that day we took that as an opportunity to hold our very really our very first Community mentoring um really a youth Symposium so we had over a hundred of our students register for it and I would say we probably had over 100 adults from the community uh come and support that so basically what that looked like we invited many of our students our male only students from eighth grade to 12th grade to come and to have some panel discussions with other males African-American males as models mentors some of them sharing their stories of how they themselves you know were in trouble as a youth and how they turned their lives around and really focusing this attention on our students one of them was um you know what happens when you get in the wrong group so kind of kind of that gang awareness Guilty By Association they had one where we had police officers from the various areas one of them from Chicago um African-American man telling his story and then we also had entrepreneur and then we had one that was out with the vendors we had all sorts of vendors from our area again um many of the fraternities that were there we had the fire department from Crete was there you know they're going to be focusing on blood drives and trying to to elicit some support so it was an amazing event it was from ten to two um it was the students were there from from ten to two and we had the students give an exit interview when they were done so we're going to be reviewing all that but again the purpose of this was to again reach out to our males and really start focusing on um letting them know there's some Alternatives out there and listening in the sessions because I went to all the sessions some of our young men were asking some really good questions they were thinking and I can tell you by looking at all of them nobody had a cell phone out nobody had any earbuds and nobody had their hoodies on and they were mesmerized by listening to other men talk and so it was really an impactful day we are going to be doing one for our ladies uh probably this spring in fact we're going to be meeting tomorrow with our met Community mentors to do brief on yesterday and then also start planning our ladies event for this spring so anyway I think all the board members that were able to come I know it was during the day for for many of you working and you had other family responsibilities but for those that did come we certainly appreciated that I was able to speak to some of the vendors and the students the vendors were thrilled the fire department was like what a great group of young men and some of the two of the four firefighters graduated from here so that made it even more interesting to see the interaction to see what they were seeing but because they had to come to me for food I was able to talk to students and they were loving the fact that they felt like they were in a safe environment where they could interact and talk and not be looked down upon or somebody saying oh you're a wuss or whatever they really felt really good in the sessions they felt like we were we really were listening to them and that was one of the things I kept saying is they were listening they were listening the adults were listening so I never got to talk with you much afterward but that was one of the highlights of the all of them coming through the line I would ask them what were you in who who was who was your moderator you know just trying to get them and they freely were discussing the whole day which is a good sign in my book because they weren't ashamed to talk about what what was going on that day so I think I agree with my amazing is probably the only word I could come with at the end of the day of course it was amazing that I hooked up with you at the end of the day yeah the sky blue here because Mr Brown I was there at uh but I was you know glad to see another board member there I know it was a holiday and all of that so I pressed my way out it was a sacrifice but I when no regrets no regrets at all and again thank you Dr coglinese for getting the message of Dr Martin Luther King on the Marquis okay in some way shape or form a little different the the message was a little different but nonetheless it was a message there but however there was two schools I did a drive around yesterday it was two schools that was not lit up at all that was Bo Morrow and Talala so I don't know if you can look it to that find out did they pay their electric bill or what okay both okay you shouldn't let me know I would have came and put a jumper out there or something okay to light it up yes but that was good good job that's the community engagement that's great uh look will you put up something maybe in your board update about the debrief from the um we had a couple professional uh photographers there one that was all you know volunteer from them and I'm hoping to put together some sort of a slideshow so that you can kind of take a look at some of the things that were happening and yes we will do a debrief on that I'm just anxious to see what the kids had to say it seems like we've got momentum so how do you continue it well right and we we tapped into it just a really a talented group out there of individuals from our community I just so enjoyed meeting all of them who really would have just did it all for me if you would have got up there and started dancing with those guys okay that would have did it that would have did it I could yeah that was uh what were they called uh Kappa League yeah they were saying so she was like he was like very good um they are hosting at Southland is it Southland Academy or whatever they're on um Sauk Trail in Richton Park yes um February 18th I gave Mr Holly field the flyer they have a stepping contest and they're looking for Crete to enter a dance team so Mr hollyfield is already working on that because he would like to see us and it's just about 1200 young people who go out and dance and mingle and meet each other and uh so he's he's working on that already I gave him the flyer and the their coach and Mentor is an amazing man also I gave all that information Mr Holly Fields remember where I work I took a video I showed it to my wife I didn't know what they were doing what type of dance there was gone my wife so that I stepping us it is yeah I didn't realize I didn't step in the first time it's a different yeah there's many different types of stepping I guess but those young men were amazing and as polite and kind as could be so yeah they thought it would be interesting to try and get me to do it I'm like no I fed you that's all you get but like you said that's just that's just a surface part of it and keep that momentum going as the president alluded to that that'll be great that's that's what I'm here for keep that going thank you okay uh next up is the consent agenda um Dr cagwanese would you read the items on the consent agenda let's do that uh under the superintendents number one employment leave of absence return of leave of absence resignation dismissal educational support staff employment reassignment leave of absence return from leave of absent resignation and is it okay before I get a motion is there any item on the consent agenda member would like to have taken off and voted on separately okay hearing none can I have a motion to approve the consent agenda moved second any questions or comments on the consent agenda okay oh that's one one quick question under the finance report Ferry it's not I think we had again I can't recall which page but it was very simple but I'm just curious to see what it was we had it looked like approval for our kids to go to I believe Imagine Theater in Frankfurt I believe recall that Imagine Theater trip I saw a picture me too on Facebook we take the kids to see movies was that high school or I think it was I was just curious I'm just curious but the whole ninth grade eighth grade okay was that the C what was that the see the second version of the Black Panther movie or something I'm seventh grade now so I don't know I'm just I'm just curious to see what you know what I mean I'm curious I mean it's I'm not looking to to find something bad out of this is good I'm just what was that all about that's that's okay thank you thank you any other question any other questions on the consent agenda okay roll call Brown is an i Mrs Galbraith aye Mr sawales hi vice president Rook aye president Albert aye motion carries okay next up is action reports under business can I get a motion to approve a resolution providing for abatement of the 2022 Levy adjustment moved second you can maybe you can put some color behind this where the municipalities or districts can recoup any adjustments that were made as part of tax appeals or anything like that this year that amount last year if you remember the board also approved a baiting an amount a little bit over three hundred thousand dollars this year that amount is 295 42.22 so we will not be asking the taxpayers for that money okay can you can you say it again 295 295 042.22 should that be in there if we're voting it is actually in the resolution itself it's just not on it's not on there we didn't have the number yet so it's not on here but I have it in resolution in fact I was just checking in Mr swallis so once you're with that resolution we'll go over to the president secretary for Signature that we're good okay yep and that was why because the amount wasn't here that's why I asked him to elaborate myself any other questions or comments going back to resolutions does all resolutions have to be read out in some capacity or some has to and some does not that's is this one that skipped the process of what what do you participate yes you got to earn your money Bill you traveled all the way here is to opinionated on the bonds want you to read the whole title that's why when you do a lot of those finance things you do it under the open meetings Act and the school code what you're required to do is provide an agenda that is describes insufficient efficient is that you're going to be a ble to help within the agenda as Mr service explanation there's certainly sufficient information here or to approve it okay when you talk everybody listen so so okay roll call okay Mrs galbirth aye Mr swallis hi browners and I vice president Rue aye president Albrecht aye motion carries um next up can I have a motion to accept and approve the base bid of thirty nine thousand four hundred dollars for a total contract of thirty nine thousand four hundred dollars for Midway Contracting group for the abatement of asbestos and the gymnasian at Talala elementary school so move second and Kenwood would this work start this would be work that would be done over spring break okay um for this is so that we can use that area for storage when we do the main asbestos abatement in the summer 23 at the rest of the school okay that's so we're going to be doing it over spring break okay any other questions or comments no and that was part of our presentation and plan that we did when we were talking about all that just so everybody knows yes it is okay a roll call Mr Swang hi Brown is an i Mrs Galbraith aye vice president aye president Auburn aye motion carries okay next up is old business does anybody have any old business I have one item for Ken don't look at me like this it's a pleasant subject uh how are we doing on the laundry equipment for athletics um I honestly have not done anything on it to be honest I'm very honest with you I've talked to John kaneki about it we haven't had a follow-up conversation on it so I have not talked to him the question that comes up is when you put laundry equipment in somebody's got to do the laundry now I mix salads and stripes and darks and lights and all that stuff but um I'll have a follow-up conversation with Mr kaneki see what the need is over there thank you because we have employees that take it home and do it now and and they haven't turned the whites red so okay I think my understanding when I spoke with him is he does have a plan for how that would be handled okay um so I would appreciate it if you could just follow up and see where we stand on that because my last one I chatted with him when I ran into him I guess he does have a location okay because I know that was another issue where would they be put sure so I will follow up with you thank you sir yep the only the only thing I had was Mr Brown last week brought up um the safety and metal detectors and where we were at on that and that just led me to to bring up clear backpacks so if I understand right we require that second grade and up correct so I guess we're it's January we've got a couple months left in the seat you know in the school year four months four and a half about next year do we change that and I hate to even say it but do you do that for first graders now that what happened down in if that was I think Virginia so I know Mr Brown brought it up because of that reason so I guess we just want to be proactive to that of where we're at um I know I spoke with Mr Tobias yesterday when I was here at the high school he said he's looking at two other schools I think this week on a different approach than metal detectors but he'll bring that and stuff but we're at least he's on that because this isn't going to go away so I want to make sure that we're yes on the Forefront yeah thank you for bringing that up again because that'll be something you know as it was before the board uh really initiated we have a district Safety Committee actually this Thursday so that will be something that we we want to make sure we discuss then and then we invite Mr Tobias back here I've got I'm going to have him scheduled for the February committee the whole meeting that might be a good time for us to kind of flush that out because if we do go in that direction that will be something we need to uh get ready for an order it's just a sad conversation to have a kindergarten and first grader second grade or third year Creator even talk about a backpack you know the kids they want to go there and be a kid um but Society is not allowing that it's changing so we have to just make sure that every everybody in these buildings are safe whether the students the staff members so I hate to say it yeah we all heard the story of a six-year-old toned a gun and just this evening they had on the news of a four-year-old yeah in the hallway an apartment building collected yeah so age has no barrier when it comes to a gun thanks Bill bringing that up any other old business I guess this would be old business even though it was on the agenda today I want to go back and backtrack real quick on the Alec the I guess the approval of the asbestos contractor and I'm looking at the process can as far as present at the walk down was that are these mandatory walk downs yeah president mandatory walkthroughs yes okay so you have a person that did not attend so if that person would have been the lowest bidder they would not have been able to be awarded okay yes so can you make moving forward can you show us that that person disqualities disqualified oh okay sure yeah so I can have you know better eyes on this yep okay yeah quite a few bidders on that we did wow I've never seen that many music there is we had the same thing when we did the the work this over winter break also which is just a good time and get some good pricing you really working at that time and they were relatively close relatively close competitivity okay great and I'm not sure stop me Bill or a coconis or president if I extend way before Way Beyond what this the intent of what I'm about to say during this meeting on the president report where a person that accepted a position and then they chose not to take the position and that person has been dismiss I'm not mentioning any any names is it okay so far you'll keep going with this not mentioning about right it was right did it show up it was in the FYI yeah right yeah I saw that FYI is on a report that we approved today today so I mean you couldn't talk because yeah I think I'll subscribe I think I'll yeah I think I was I think I'll curtail it right now for that because I probably want to go a little bit more deeper all right that's it that's all I have okay any new business okay we do have a need to go into closed session for a couple of topics um can I get a motion to go in a closed session for the appointment employment compensation discipline performance or dismissing of specific employees and number two the purchase or lease of real property for use of the public body moved second roll call Brown his and I Mr sawales hi Mrs Galbraith aye vice president aye president Albert aye okay we are in closed session when we come out a closed session there will be no other items on the agenda no other action other than adjournment so we'll uh we can cut off the video feed at this time thank you

I'm actually going to drink four months Maybe um we're good okay good evening welcome uh this is kind of a little bit more informal but yeah it's very informational uh I want to encourage encourage everybody tonight to just jump in with your thoughts um this has to do mostly with the facilities and the planning NFL we're going to go about improve our facilities for our students spell uh I don't know Mike Will you when Adam to present something yeah we'll just have um or Chris can do that but Adam uh we'll pass out some documents for us and we'll jump right into it so good evening everybody I'm not sure if this has been emailed around or not I don't know it's kind of good on the copies here okay I have one over here okay so what I have here is the proposed 2023 project that touches Southwood Elementary both high schools and Metro North and after kind of working through various priorities this is the list that I guess has been the highest priority definitely some some maintenance items that need to be done and some things that would like us plan and set you up for future work so I'm showing here total cost per building uh so that's hard construction cost all soft costs that would go along with the project so it's total cost and then you'll see each line item or each school has a project contingency set aside and an allowance for escalation which hopefully is slowing down but we definitely need to account for that so that gives you your totals per building Southwood Elementary the biggest need by far is the roof all the rough areas are out of warranty except for one the library definitely definitely needs replaced we've actually already reached out and have a contractor helping to go do roof cores either the end of this week or next week so we're kind of already getting that ball rolling they'll help us out to diagnose what's there we're hoping it's mostly just a membrane replacement but the number does have an allowance for some wet insulation replacement but we're not anticipating even to tear the whole thing off so that's mostly just membrane uh we hope the insulation Adam and Steve that's is that just a styrofoam then underneath that it was well we're going to learn when God's going to help us do that yeah there's different types that are most likely there uh extruded polystyrene is what we'd be putting on uh but that's not uh necessarily going to happen if we don't have to rip everything off so I'm not sure what what system's there I know the membrane on top is EPDM but below that I can't tell you all the other layers well no more sin so that's that's Southwest Roofing and it's all areas except at the very North End of the building if you go on the front door and walk straight North down the corridor that last Wing you hit dead North is the most recent roof and it's still on warranty so this number excludes that part but it's the rest of the almost the whole building how many year warning is um you know if you have 10 15 15 year warranties that's what we usually go by okay yeah thank you uh then at Southwood High School we have the the main gym floor replacement North was done a few years back and SAS still needs to be done you see my note there asbestos mastic is expected just because it happened at North that was discovered during the tear off so that needed to be abated so I have numbers to include that work in that replacement number as well it's a glue down floor system a new system is not a glued down it would be a den rated a more comfortable rated floor system very similar to what we did what was done at North I should say so slightly thicker you have those little thresholds as you walk in at the doors to get to the gym but a much more playable safer service the exterior efis allowance that's all the existing kind of looks like stucco on the outside of your building so that's a number to keep everything that's there that's still solid anything that's wet there isn't wet insulation some things that need to be fixed that will be replaced and then the whole surface would be refinished um so it's it's on the courtyard it's all around the building there's quite a bit of it but that number is to keep most of what's there just fast repair and then refinish the whole system the locker room renovation those are the original locker rooms and the PE locker rooms that are in the aux gym so it's all that square footage all the lockers between the two gyms the old coaches officials locker room and the PE locker room and that is a renovation down below the blue line at the bottom you're going to see another line item for that I wanted to explain that because the number I have up above in the black uh line is um keeping most of the walls most of the plumbing where it is you know it's a renovation so all finishes partitions fixtures light ceilings and all that but not blowing it up and totally Reinventing the wheel um and that's just totally budgetary that's just just for just for uh dollar savings down below that number is bumped so and you'll see this at both high schools so down below they have bumps uh the number essentially per square foot to include a more substantial renovation so if you want to create bigger spaces or there's showers that probably aren't really used and we actually do want to cut some slab do some underground work that includes more of that work so that's that's the difference I just wanted to talk to that that number could be whatever we need it to be to fit into the budget per square foot um but at the number up above to keep a total project about 6 million just wouldn't include that extensive of work cool um I kind of got a lot of spirit out of my checked out maybe or something I'm sorry so below the blue line is essentially an extra yeah in addition okay so to do more extensive renovation we might get in the discussion and I don't think we have a picture of that but and you guys are real familiar with that space down the one hallway from the girls so that that whole section in between the new and the old gym is is probably a third of it is wasted yeah that's what brought up this discussion and we did we'll discuss it later about what can we do with that space no it's yeah there's a lot of ways of space I think so yeah absolutely and actually part of part of that the strategy is it's the roofing project we're going to know more soon and if that can go out to bid um sooner it's a totally separate piece you might as well get on that one get materials ordered if that can happen sooner we'll have a hard number and if we can save a little there that then puts more back into locker rooms or whatever whatever the next priority is so that could be to our advantage too to get that out ahead of time I'm talking about that and since you said something about as soon as possible whatever you know the supply chain and things like that we do know that when we did Northfield um gym you know we close we close the gym right after graduation um and we still went in a little bit into the school year and so um do you have any estimates or what we have to do to be able to try to do the same thing this year with a similar situation of doing it right after school's out yeah supply chain depending on the building trade I guess or the material is still over the board things are getting better Roofing is getting much better than it was a year ago I don't know for Maple Jim Flores exactly yet if there's any lean time on that I would still definitely expect it to impact the school year to some extent it's a glued down system there's asbestos so the abatement takes longer you have to move bleachers do floor but it's just a lot longer process and if it was just a clean wide open space and it's a big floor it's a lot of area so yeah as we get into it and once we start to identify you know subcontractors we can definitely get a better schedule but if I can't sit here and say it'll definitely be done in the summer there's no one else I'd be able to say that tonight but if we started those conversations though and the board would agree to for us to move forward with this there could be a possibility just throwing this out here too you know even if we started before school was out and moved graduation that would be probably the biggest thing to try to get that taken care of but just throwing that out as an idea yeah definitely on some of these you know sooner the better get materials ordered if there is you know an extra four week delay if you couldn't start early we have that time kind of built into the spring so that would be to your advantage and then yeah I think the decision is planning on some disruption of school if you kind of prefer that before summer or go into the fall after summer I know it's difficult with the gym but I would expect there to be some disruption there was some discussion the one of those meetings or whatever about a possibility on the gym running ahead of the whole legal bonding issue a piece of it so we could cover for that within our own means so to speak just to accelerate the whole project it's part of the bonding issue there is an allowance that you can pay yourself back for a project that you had already playing for as part of that Bond if you needed to do that to get it started earlier yeah I would think that because I'm thinking about spring Sports there's no Spring sport that requires that gym space so I would say that if you could get somebody in their April May because volleyball basketball open gyms start you know so they have to have that space and obviously we're already limited for space so you try to force all those teams into one gym you yes yeah I know I remember when we did in Northfield if we go that route I would like to know pretty quickly too just because if we would get to that point you know what would we do about graduation you know there's ideas out there of course and we've had ideas several several years ago yeah we talked about going to Honeywell also the Ford Theater and things like that but we'd have to get on the book so if they want to move forward yeah I promise no money we've already got the setup we've already got the stuff up there just you won't have to do it how many while everyone said how many contractors do you think would bid on something like that or they're just a very few depends on the floor that we spec if you allow multiple manufacturers of the maple systems you could easily get three to four bids you know if you get specific and hone in on one certain installers only install certain manufacturers floors um but there is easily three very solid manufacturers that we would absolutely recommend so if you don't you know if you allow three or four I would definitely expect three or four bidders for sure do you think there's going to be anything done substrate we ran into that more Northfield yeah we had to level that forward and it took probably another week or so a week or two to do that how did you level it they came in with Grinders grind it down and they took a level across it so it was it's pretty level let me go down is this bigger is that figured in on this kind of estimate yeah actually having this previous knowledge is great you know mostly There's Scary surprises but with the asbestos with the leveling you know things are going to be done so yeah I did bump a normal gym floor replacement number for that reason the two buildings I mean they're they're twins they're built together there are some differences you know over the years working through them you know certain walls go to deck some don't so not to say that it'll be any better with that gym floor but hopefully there's nothing worse you know so hopefully how do you put that out for a bit yeah I'm curious you just list that as a separate item that's contingent on whatever's that'd be timing materials in to for like the leveling yeah there's a couple ways you could do it you could roll the dice and then whatever happens comes out of a contingency I think knowing that you had that at North I'd probably recommend setting an allowance aside you know when you figure some area at times a unit cost and say it's let's just say it's 20 grand worth of 25 Grand worth of leveling but the contractor then has a unit price so if he gets into it and it's and it's not very bad maybe you only spend five grand of it but it's at a certain cost per square foot or per you know half inch of leveling that way you're not at his Mercy during construction you know oh it's fun 500 bucks a square foot to level it no it's not you know so we'd set that up ahead of time so you're kind of locked in and protected on good day and then if you don't spend it you don't spend you get back my concern was more that he was protecting himself in the initial field not knowing you know yeah so that's why we would set up an allowance with a unit price so he tells us the unit price on bid day it locks it in not to say that he's still not Patty because he doesn't know but if we say um you know 3 000 square feet of floor leveling up to half an inch you know give them something to go on and then he'll put a cost to that and that helps to protect him and you but it locks in that number for you if you don't spend it you don't spend it that's just one strategy to help try to control that on midday have we ever had moisture issues shown not on that floor on the other floor right here yeah so what causes that uneven or is when the building it wasn't level in the building yeah right yeah it's probably gonna be convertible with more annoying um I would expect some but it's hard to say and it's hard to say there are two different contractors yeah because now we do notice differences between the two buildings um just as we're working through them and finding issues with all the other Renovations we've done he doesn't notice things and it's not done the same way it might look the same but this wasn't built this anymore okay so that's part of it but I would expect some yeah um anything else on the gym floor okay touched on the ethers um then the locker rooms and hopefully I explained that well enough between what's up above within that Six Million number and now below that would bring the total up to about seven and a half or seven point seven that's the ethos uh include like paint like is it like yeah so the number that I have includes actually it's a resurfacing it's not just pain but ethos has I think it's not quite plaster but think of plaster so there's it's a built-in finish coat it's more than just paint so you can tint it though yes absolutely different textures you know you've seen it like some of it's kind of Sandy some of it has like a swirl texture it could be more or less aggressive but the other the pigment is integral in the Finish you can just paint it but that's kind of a step down from an actual finish eat this finish um and then tennis court replacement so that's six quarts no lights but the fencing everything else total replacement uh for six six quarts and that's got to the point where the cracks are you can't fill them in anymore they're too far cracked I walked both of those courts Saturday so is there any kind of drainage down through it like it looked like they were cut channels between the cords going to legs like the kind of surface has Cuts like this far apart is that put it in there in other words it's not a solid across you see the underlying dance I don't know I don't know if I did that for expansion or repair that we're drinking China it's foreign uh um I I don't know honestly I don't know if that's something that they cut out cracks or something but it's like this way I mean a new design that we would do would include some control joints to help control the cracking all asphalt cord is going to crack they're going to crack no way around it but we try to cut in and put those between the courts not in the middle of the courts so that over time you know you're going to get a crappy you can still play it for a long time but when those are built I doubt that was done not to say something didn't come in after the fact and try to patch it or repair it I know Leslie's has done a lot of work on the courts over the years so that's not really any bills for me and what the way you're describing it happy to take a look but this number is on a new site new courts both schools have room so you wouldn't have you know you could build courts while the other ones sit there so that's what this assumes includes brand new site brand new courts they include all the base materials absolutely yeah yeah because that was one thing that caught my attention just now conviction was that it wouldn't hurt to have those slightly elevated well what they are right now but I think Northfield sets yeah that's what at least sets up a little bit a little bit but you got the parking lot right up against it to the One Direction and that you worry about kids backing into the fence and vision and then the lane going to the sewer plant to the yeast that the watering at the south end I think is higher and brings water but you know I so you would not use the same site or you're just saying you would tear that completely out this number assumes we're building brand new courts on Virgin land a lawn so it doesn't count to tear out yeah yeah that we can yeah demo and restore it back to lawn it's just not building in the same spot was my point because then you don't have courts until they're done an advantage though to tear these out and then we redo base on top of what currently has been used and build up because if you did it in the fall we don't have Boys Tennis so you can do it after spring have all fall winter or whatever yeah yeah right if you time it right yeah you can do that where you you have you can build it in the same spot I can't guarantee we can save much money and use the existing face because the the section of asphalt and sub base and everything that we would do now I'm guessing is now what you have so we'd have to test it see if we can use it add to it so but there's potential you could maybe save a little well yeah I'm not saving any of the or anything right that's the base yeah yes not knowing what they did I mean yes add it to an intestine compaction yeah and we can core tennis courts to see the makeup of exactly what's there just like you do driveways and everything else we can have that done do they run drainage other tennis courts normally unless we know there's a serious problem or you know if it's that way you probably don't want to build in there anyway so but but yeah we can't have them chords to see if that's reasonable and there are we've had some interesting projects where there's been overlay systems done um but for the for the sake of kind of what we're talking about and good long-term courts as we're considered a brand new courts okay so that's South Wood and then Northfield is the same scope minus the gym floor so it's listed there separately without that number included but the ethos the locker rooms and the tennis courts and then at Metro North that's a chiller replacement with a capacity to add cooling for the gym and Cafe in the future so it's like it'd be bigger than what's there just for that reason so that you can condition the current gym and Cafe what's your idea to Adam all the time it would take to get there as we were chatting uh before the meeting Steve and I about lead times on certain things I told him that's one the chiller I don't have off top my head today um some mechanical in electrical equipment is longer than others right now but I I just have to get back to you on the chill Early Times there's a longer small brand was the students laughs so that that total then below or above that blue line is about that six million for everything for those projects and then like I said the the additional scope of locker Renovations just to I guess blow it up a little more gut it a little more extensively is listed down below I think that's what one thing that can shift in this like I mentioned getting the rough out ahead will be good have a really hard number on that that way we're not guessing that helps with the rest of the projects just like anything we do for you we're always going to recommend some alternates along the way to help protect the budget or wish list items you know everything's coming well you can pick off one more thing or two more things so um so that's where that part's at I'm going to answer any more on any of those well I guess yeah do you have ideas what you would do if you blew up that section we I mean have you looked at the space and you see I mean I'm very familiar yeah with the buildings and the spaces and anything we need to talk with the athletic department get in a really program what's needed like I mentioned I know maybe showers aren't quite as needed maybe that gets reduced there's talk about a team or a film room you know so just like the program this is what we really need we don't need that many lockers we don't need that many showers but we do need this just kind of get in and see what makes sense and depending on that kind of cost per square foot how extensive it can be that's where we figure out yours you know spend your money here that's smart you know maybe don't blow that up as much because this is more important those sorts of things storage is another area too much about it with our principles a little bit the storage as well which you know maybe it's a block or a um shower area is not necessarily needed as much and reduce it down to maybe a single shower or something and have some storage before you think about that whole area pretty much it's usually so I guess you're trying I guess the only thing is if you 've divided all or say that you've turned three of those locker rooms into two or something like that well then well I don't I'm not athletic record do they use all of like all three of those like when they have wrestling tournaments or things like that you know do they still need that same amount you know that's why those are the kind of things yeah I don't think they can reduce I don't think they will be able to reducing locker rooms that they currently use but there are some locker rooms that I think we can utilize a little bit better even um but even just giving simple maybe better access to it like we talked about maybe a door on that back wall that leads into that bathroom leads you to that locker room instead of you know having to cut through the girls locker room to get up there and you know officials they don't necessarily feel like they have a good space to house their officials when they come all that type of stuff so let's get a Point's code I mean how much Locker in space do we need well yeah and that's when you you know I look at the 1pe locker room and you know when we went in when we went to school they had lockers on those two too many pillars well that's always the space so and then that shower that's a big shower that's never used um so you know I'm just looking at how you know how we can utilize that if you take it takes walls out and even in that other PE I we I think when we were there PE girls locker room which is that one in the back of the hallway yeah they got the same Locker there's no way they use all that ever so you know that could be convinced quite a bit because you know visiting locker teams they got the lockers you got a place to sit you got chalkboard you don't need all that space right how much are those walls of structure do you suppose um I mean mostly interior walls the small ones are not the ones that run north and south on each side of the gyms are video and so for poking holes in a structural wallet and a lintel I mean as long as we're not making swiss cheese out of it we can do some of that so it's not a good deal well of course my mind always goes to blank sheet of paper all of that area outside of the difficulty of re-plumbing it how would you design it today yeah yeah we need to go through that programming process to yeah the right pieces and parts exactly what we're talking about here go through that and pin that down but the numbers that are included in this just help Define how far we can go with some of that scope so if it's the if it's the upper number and the black lines and not below the blue then I kind of know like now we really can't take down you know 25 of your walls it's got to be a little more modest if it goes up to you know the other number and then yeah we can all right we can do a little work we can't totally blow it up but we can still make some significant changes so this depends on on that number I mean there's no way it happened this summer you know we're going to redo it so you wonder how that fits into school schedule yeah I don't have to be phased I mean summer projects really don't exist anymore unless they're very very small um we all we do is schools and almost everything we do is phased through the year so yeah we just make smart you know decisions on who can go in this can't happen until that's done or or yeah we can we can move these kids to another space for three months so you can get that done you know just work with you and staff and try to be smart about it and the obviously impacts facilities and when you you know shut certain utilities down and do certain works so it's just part of the puzzle of building schools and renovating schools there have been some discussion about the ceilings and the cafeterias and they're not on here that you're planning on doing that right it's just not going to place some time easy that or it gets locked into another problem we still have that in a priority later on that's an easy example of an alternate that's a really easy example of an alternate to include see if you can get a good number and on good day and take it or not you didn't have a lighting in place and there you go let's see what you did okay my schools are pretty much done you know yeah I thought on one of those sheets I saw was twelve dollars a foot square foot ceiling yeah I'd like a lot of lighting no that was excluding the lights oh yeah of course and that that number would include the grid as well not just the tile but that's an option too I think it's in good shape and when we did the last round we did all the grid as well and we did those ceilings but that is an option too so it would match the hallways correct uh yeah yeah other questions for Adam here I feel like I'm talking too much but how how does a locker room renovation fit in there than a personally we wait to see about how all these other go to see what kind of money there is or we just tell you now where we decide in the short future here we're doing locker rooms at him start showing us drawings yeah the biggest decision I mean I think a lot of this can be done in tandem we can get the roof rolling if that's a priority start to get that ABS a bit at the same time it's hard to think about designing the locker room to do the other work but the biggest thing is is it a six million dollar total is it the 7.7 or is it something else that and and if there's no additional scope if it's this same scope and that tells me okay now you're gonna spend more in the locker rooms most likely and then in the meantime you know here in a couple months get the rough bids back in then we can lock that in oh we just found another 200 000 that's great news you know then we can start to you know see where that goes so I think that I think it can be done in tandem but yeah the bigger number or the bigger question is just what's that what's that top dollar you know what's the cap and then that directly relates back to the scope so the lockers the dollars are involved no matter what what a person does in life but you want to do it right so yeah I do I do I do and I mean from our conversations it does sound like maybe a little more significant changes are needed at least part of those locker room areas not just painting finishes and simple stuff so uh so yeah but if it's if it's six it needs to be six then so does this include like new lockers yes another yet another little recent there I don't believe the other yeah yeah so my question would be because we're looking at a budget do we need to is that replacing like if you went in there and you said okay if I'm going to replace every Locker that's in there that's already in there even though we use a third of them can we cut that out absolutely I mean there's no sense of having more lockers for the kids to destroy basically I mean because my kids all go to our school and you know States I mean even the sports kids I mean I think the only ones that I remember is when the when they're varsity they might they'll leave their stuff there and they'll leave it in the locker um for football I have to I mean they have to use all that those but that's even different locker rooms so but for PE they don't um they don't use any of those options are the varsity lock screens these totally Ford Larson Sports they don't have PE traffic coming to go so just for the varsity is a separate PE office well the girls basketball but the girls volleyball was used uses the PE so they could flip them up they could think we could we could make one that the girls varsity volleyball and basketball use this one and most high schools use the lockers differently yes so but I'm just saying you know even the girls locker room the girls basketball locker room there's probably 60 Lockers in there yeah we got eight girls you know volleyball they have 20.

[Music] tonight's finance budget presentation one of the many thank you for being here before we get started Mr zenske I have a call for quorum here thank you Ashley Stanford the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you for joining us this evening uh this is one of the first two or three or more uh public budget reviews we do every year uh so this is a finance committee meeting of the whole Board of Ed so I'm going to turn this over to Mr gripple you can have fun thank you Mr chair um I guess uh according to our agenda we'll begin with any audience comments so we even begin proceedings maybe there's comment on uh superintendents presentation last week hearing none we will move along to the next part of the presentation [Music] good evening everyone my best part of the presentation you met me right to take over okay whoops yeah it is a bit of a question well well thank you um for those of you who are in attendance the superintendent presented his budget last week and so tonight we'll begin the process of reviewing the budget in more detail so there's a lot of information that we'll be sharing this evening and the agenda for tonight is to review specific sections of the budget we'll do an overview which includes the budget assumptions we'll talk about salaries we'll talk about employee benefits as well this evening next Tuesday which is our second Workshop we'll be covering instructional expense including special education services which Robin and Carrie will be presenting on and then Support Services maintenance and Ops and we plan to conclude next Tuesday at next Tuesday's meeting so I'm I will jump right into the into the presentation because we do have a lot of ground to cover this evening as we go along if there are questions I know the board members you're not shy about asking so you know this is intended to be interactive there's a lot of information that's also available in the budget book so as we go through each sections if there are questions around the budget book we'll address them as we go in terms of the budget process and how we we come up with the budget I did want to talk about a couple of important things first of all we begin preparing the budget in September every year this year was no exception the process um includes you know input not only from you know the the departments in School District Operations but all the school principals administrators and department heads as we look through the budget though a couple of important things the salaries come from the existing payroll records plus any staff editions that we've made and we'll cover that medical benefits which are part of tonight's review those are based on preliminary projected renewals which we do have those were based on the claims we had through October this evening I am you know pleased to let you know that Tom qualcek from USI uh USI is a benefits broker he'll be helping and answering some questions this evening making part of the presentation on medical benefits the administrators and now department managers as as far as preparing the budget they put into the non-salary line items things like equipment textbooks software things that they need for their individual schools a new program and new staff requests are submitted separately all that information is taken as a whole it's reviewed by the superintendent and assistant superintendent Ms Solano and then we come up with the budget recommendation that the superintendent presented 12th at this point in the process the board of education is beginning its review the board must pass a budget by February 15th and then it gets transmitted to the town manager Town manager reviews it with the Town Council the council has to approve a budget by April 30th and any changes to that budget come back to the board of ed for line item adjustments and so we usually finish the budget process in May so that's not different I just wanted to go through the process one more time as far as creating the budget Dr Solon presented this in his presentation last week but there is a balance that we have to strike when we prepare this budget we look at Staffing we look at programs we look at the services that need to be provided to achieve educational goals and that's balanced against fiscal prudence and again the district's primary goals of complex thinking and social emotional learning are built into the request for this budget we're going to move into the to the numbers thank you so let's start with the budget assumptions these are critical to the numbers that um will be going through in more detail first of all enrollment that is a large driver of our budget this year you'll see that on the slide we have a net enrollment of 41 students that's the overall increase but importantly pre-k through sixth grade that's an increase of 73 students 7th and eighth grade increases by 19 students and the high school drops by 51 students so that's how we got to the net of 41 but that pre-k through six increase that requires us to add four Elementary classroom teachers in order to keep the students per class at 18.8 which is where they are this year the 18.8 on a relative basis is a little bit higher than what we've seen in recent years at the elementary level we like to keep the average around 18 lower than 18 at the kindergarten first second grade levels and then a little bit higher than that at the fifth and sixth grade levels Dr Solomon did review during his presentation that in the upper grades fifth and sixth grade It's Not Unusual to see 22 or 23 students but at the kindergarten and first grade you'll see the numbers more in the 16 through 18 range the second Factor that's driving some staffing increases has to do with enrollment growth we're also seeing enrollment growth on the special education side so included in this budget request is a special education teacher that's needed at Highland based on increased special education population there we also needed to increase the behavioral analysts support for the district to 1.4 there's a halftime speech language pathologist that's needed that's being added and it's carried in the budget and then we um this through the course of this current year 22 23 we saw staff additions to the para Educators that support special ed students so those are added in this year's budget that are carrying into next year's budget so they're incremental to this year's approved budget that's why we have to carry those into 23 24 and then also on the nursing side because of increased enrollment at the elementary level we need to add a basically a 25 hour per week school nurse that nurse will be based in Doolittle but will serve the district when we have any type of Staffing shortages we do not like to leave any school uncovered without the presence of a school nurse when there are students in the building we'll talk tonight about medical benefits this year's request the medical benefits count is about a 1.5 million dollar increase and that's essentially to fund the expected increase in claims next year we'll again we'll be talking through that some more detail this evening and then an increase in operations and maintenance this year um you know I know that everyone is familiar with higher inflation costs but those are particularly affected utility electricity primarily and heating costs as well so those are built in to next year's budget plus our buildings are aging the fact that we understand on school modernization that we will be building two new schools um doesn't mean we we stop investing in the existing schools in fact we may have to pick up the pace a little bit now that we know which schools are staying online so those are the assumptions good to go okay a few things that I wanted to touch on this is not new mandates continue this we've got you know over the years we've built up three different slides you know with mandates these are the newer mandates that we spoke about last year I didn't want to touch on the newest mandates that are either starting in 23 24 or as in the case of the first one we know that right on the horizon there won't be any cost impact this year but the first one on the list is a requirement to have zero Mission bus fleet by 2040.

really Julie you're okay 602. let's let's start with tonight's finance committee meeting I guess number one and number one on the agenda is is reconciling if you will the the finance statements are spending for December November December 2022 and on board I see John Spang and Eddie Miranda Eddie Miranda yes all right take it away John please if you will or hand it off to Addie so thank you Al I think we we will start um with Eddie uh for a monthly report and then we have a couple um budget agenda items that follow that so uh let you get started Ed yeah and did I miss something I didn't get a an email with those those those budget those expenditure numbers don't we usually get those ahead of time need this stuff are you talking about the stuff that was attached to the agenda was it okay yeah um we may have gotten more than one invitation let me just double check here out and I'll tell you what date I'm looking at here uh this is from January 13th it was an updated invitation and the agenda was attached with all the paperwork okay that we're looking at the old other invitation my bad I'll just sit here and quietly nibble on my little appetizer trip yeah Ed's plugging in another computer the one we can see he's Frozen that's his at his desk okay a second hey maybe you can answer being a veteran that's right motion hearing person what do they do with the knives and the evidence from these compulsion hearings oh you know I don't know I know the I a few months back we were talking about how some of those uh remained here in Beaver Brook uh under lock and key by the super previous superintendent so I I don't know what the what Kevin does with them but that happened before him that's what happened with some of them I'm told so you found some is that it they found some under the lock and key uh they can uh they better tell the story than I I don't want to mess it up but I'm sure Kevin or Cara Pompano could tell you you ready Eddie are you ready Eddie are you a poet and I don't know you're a poet I can't hear them I can't hear Eddie yeah we can't hear you I can't even see him so yeah yeah he's I think he's going to join John Maybe uh good evening Gladys I see Gladys popped in there and Kevin and Rachel wow it's like Romper Room hello everyone oh God help me hi Eddie well we don't you gotta put the bike on put the song Down your your sound is off oh I said I tested it before and um now my computer is frozen frozen and then I use my laptop I could see you guys but you can hear me so um let me oh perfect let me just grab the agenda real quickly um what's your email I'm just gonna go to Kara Oke while Eddie's firing up the agenda I'll just say good evening to everybody hope you hope you all had a good MLK weekend yes thank you thank you I'm gonna share this oh where's your share screen here in the meantime I just want to say that um my name's not coming up I'm Zoom user I'm using a different device and something's been up on my phone and computer all day so um this is Ralph here if uh Ralph we see your name we see your neighbor but we don't see you oh okay um yeah it's weird it just looks all it's different than it usually is anyway okay hey Ken are you there Ken Wallace can you do me a favor can you share that um the uh the agenda with the uh Financial reports backup thank you Ken is everybody able to see that clearly do you want me to zoom in a little or can you zoom in about 125 yeah that's perfect thank you okay thank you um can you go into the narrative the next page Ken please or scroll it down here there you go so um uh good evening everyone I guess with technology we uh we figure out a a plan C and D at this point right uh so we're gonna I'll be going over the uh financials for November and December I like to begin with um Ken if you go to page four real quickly um scroll down to page four and if you could stop right there scroll over actually one more page I'm sorry again one more page I'm sorry okay go go up two more pages all right right there so if you guys can look at that line that tutor Special Ed line right there if you guys noticed that that is the uh tutor slash Paris um line that we had mentioned last week John did a good job mentioning at the board meeting of the 1.3 million dollars that we're seeing in a vacancies savings currently um we do plan on doing certain things with that part of it is uh we would like to request uh through the board a transfer um to purchase some uh computers and uh printers this year so that's something that we we will be presented to the board at the end of this month early next month regarding that vacancies of the one point uh the savings of 1.3 that's where that money would be coming out of that 1.3 uh Ken if you could go back to the narrative quickly please um as you know uh Across the Nation we're seeing these Labor uh shortage um especially in positions as we mentioned Pairs and tutors which has created the 80 plus vacancies currently as of today um 46 of those are Pairs and tutors we continue to do on recruitments um as I mentioned just a few minutes ago we uh we plan on bringing to the board and requesting a transfer to a pre-buy some student computers and uh replace it in a printer um equipment for the school for the central office throughout the district as we're all aware inflation is here I continues um the Consumer Price Index right now is 7.1 I'm pretty sure that'll go up later on this evening John will discuss about uh energy and utilities costs Transportation things that we're seeing that are going up good thing is is right now we've had a really mild winter so her fingers crossed that um we can hopefully get some savings there in that area if you can are there any questions before I start going into the uh general fund details uh Teresa um the para educator is that in connection with what was in the paper uh winning the lawsuit no the no this is the unfilled position that is something separately but that's not the same position that they were granted those are the tutor positions Theresa okay sorry kind of professionals it is the same um negotiated contract however they're in that bargaining unit uh but it's not the same as a position thank you you're welcome you're welcome any other questions before I go into the uh the financial details okay Ken if you could scroll down to the uh first page which is um our monthly uh Financial summary Grant uh fund uh general fund I'm sorry and the grant fund and it goes by your salary lines benefits purchase Services Property Services etc etc as you see at the bottom right you're seeing the balance of 21 million dollars that's unencumbered a large amount of that is due to the fact that we haven't encumbered uh not all of the health insurance has been encumbent and more in the details of the report you'll see that um in health insurance and and I'll stop there so you can see those you'll see that we haven't encumbered enough in health insurance and it'll continue throughout the months coming forward but this is very similar to last this time last year it was around 20 million dollars unencumbered um but as we mentioned we will be using all this money throughout the remaining five years left of the school year can if you could scroll down into the details please the next page if you don't mind the next slide I'm sorry scroll down one more time okay so if you see that line that health insurance line right there the uh 23.9 million that we had budgeted year to date we're at 9.7 million we've only only encumbered 3.6 but we as we know we have about five five to six months left of the school year um that's why that balance will eat up majority of that encumbrance there um and then very similar what I mentioned earlier the Tudor uh Ed Paris that 1.3 is another area Dental Assurance also is another area you could scroll down to the next page uh Ken as you notice in the transportation special ed those bills haven't all been paid or come in yet invoice so that 1.8 will be clearly uh taken up from the ones we receive the invoices and they're paid out and scroll down one more time uh Ken thank you and then if you go to the bottom that's where we're seeing that 21 million dollars encumbered as I mentioned earlier but as you can see that a lot of it will be eaten up I'm going to use the word e and I'll put a lot of it'll be taken up from the health insurance uh Transportation uh the vacancies we currently have that we will be requesting uh later on this month early next month on a pre-buying of purchases uh any questions here before I jump into the grants okay um in connection with the pre-buying of the purchases do you have have you created a schedule um is it by you know if by school you know is is there some sort of schedule that you can share I don't have that right here right now I know our our um director of I.T and our uh department is working on creating buying these um items in a list of items and where they will be uh sent to um if you want to get a list of that we can get we can come back and get you a list of where those items will be heading to yeah it was just here um some sort of a chart indicating their age and uh data purchase and proposed uh you know twice ending you're swapping out schedule you know I'd just like to see the schedule going forward okay thank you you're welcome Ken if you can ask you a quick question now um yeah uncovered balance unencumbered 21 million I can I can understand that we would have anticipated spending but we budgeted this but it's unencumbered which means it it wasn't spent or was put in and over budgeted uh could you explain that a little bit we just haven't encumberated in the line that I mentioned earlier in health insurance we didn't encumbent enough um and that's just throughout the year we encumbered every month or so we just haven't caught up to this point um what we plan on doing is we'll encumber the remaining amounts coming the following month very similar to what we did last year one thank you I have a quick question please hey sure go um Eddie uh thanks for this information and and for the explanation I just want to check in with you uh looks like we have year-to-date spent 51 million um out of the total budget of 141 it's about 36 a little bit more um does that um line up with where we were last year last year we were in uh I think it was about 42 43 percent um Kate the reason for the lower this year is because of as I mentioned earlier the vacancies those vacancies of uh 80 vacancies that we identified as um John and I were doing the budget for the new coming year um those were that's why it's it's less this time versus last year okay thank you very much Eddie I can see how Personnel is a substantial portion of the way that we operate here in our schools so appreciate that explanation you're welcome any other questions before I move forward okay Ken if you can scroll to the next slide the next two pages are our grants um we have a few little notes Here for everyone our big ones that and you know we've been talking about it for a while now especially last week we talked about you know the sr2 if you look into sr2 right there uh number 29 the 3.9 million dollars um which includes many other stuff that uh initiatives that need to get done I know um Dr casimero um uh superintendent wolfelson and um John have mentioned different things I'm sitting with the committee so this is something as you can see that um there is money available but this money is already accounted for for a lot of the uh the program incentives and things like that that need to be done so that's that's one area you can see there and then the next one is your sr3 your big one right there that 11.4 million dollars which we've been discussing for some time now um and as we go into more and and we talk on Thursday regarding the budget workshops we'll get into more of the essers two and threes and identify you know how many ftes are in those areas and what's being done there um Eddie can you just remind us when does the sr3 fund sunset that ends September 30th 2024.

um one it's it's a bit shocking that in 66 they designed this to back end off of Huron Parkway the fact that we don't have more traffic collisions is a bit of an astonishment to me um our vehicles returning from quarters after turn on the emergency lights back in southbound traffic there's a curve it's the the sight line is horrific to say the least um so from a simple Traffic Safety perspective this is poor at Best in 1966 um there was no such thing as female firefighters so this station was not designed with any sort of gender inclusive no exercise facilities we have far exceeded this from the health and safety of our of our current firefighters there's an open sleeping area I could spend the rest of time talking about the inadequacies of that but I will move on so next slide and then this is a proposedation I'll kind of went down next Slide John I think we're running out of time um just briefly um this is the first first floor you see the drive through apparatus Bays public areas to engage the park in living areas downstairs and next Slide John and dormitories upstairs next slide this is just to show that we designed this to also in the interests of firefighter safety so the current station doesn't separate what we call Hot zones from living areas and so current research says that the the incidences of cancer for firefighters are very high so we're trying to avoid that next slide um for Net Zero we're doing a ground Source heat pump system we're doing solar panels we're doing efficiency in water we're doing EV charging in the parking lot and prepping for future electric fire apparatus and we're reducing the embodied carbon in the materials that we're using and we're prepping for future battery storage we found that the to do that now would be cost prohibitive next slide and energy use intensity the average for Ann Arbor fire stations is 106.

and um based on our current rate structure uh I'm recommending that we maintain these fees for another year um so uh what's not included on here is our food service fees um part of the federal guidelines tie into our food service fees so we'll we'll be coming back to the board uh with a recommendation on um milk and and the lunch fees once we receive more feedback from the federal government next is a sixth grade social studies textbook production curriculum director Steve so this textbooks right pictures of it that's right sorry so this textbook's for our sixth grade and uh some of the highlights just uh so that you're aware of where we're going with this the last book just to give you a little context where we're at is a 2004 version um and so that was one of the big contexts as it comes to this curricular area it's important for us to be providing relevant uh and current information so as you can think about of our world studies uh this is an important material to have up to date and also as we continue to try to move that that goal of less lecture having the students engaged in in like embedded into their learning we want to make sure that our curriculum continues to progress in that nature so uh the team went back and they reviewed uh three different versions uh and they went down to the unit level and dissected three textbooks uh the last one was uh by uh TCI a different vendor uh and but they analyzed all three of the current texts of more of today's copyright date so that we get something a little bit more accurate and they went through this one has all of the combinations of high text and visuals to capture the historical perspectives that they're looking at they believe that this is going to help uh not only engage the students but some of the text and combination of the maps here they uh really appreciate the value that it will relate to the students uh specifically because it is not hand sketches of of things that have been you know historically been used or illustrations and that type of stuff that type of stuff which they really like they also investigated some of the online resources that are available as texts obviously have changed and since 2004 and we would be going with an electronic version only buying the classroom sets for the four different class rooms and so that would be the textbook itself that's in the classroom for the student to utilize while in the room but still following our current policies of providing a text for that student through our electronic media that we have uh them carrying around through their Chromebooks so uh in grand total here we are talking about a cost of forty three thousand nine hundred fifty dollars and 80 cents that is for a six-year agreement just to make sure that you understand where that's coming for and based off the projected numbers for our incoming class this fall so this textbook if it's adopted will not go into effect until next school year with a goal of that being the text all of the units are are covered and provide um the instructions the instructional resources and some more uh which these uh three uh teachers were very happy about where this could take their teaching and the learning of the students during the um six-year period where the materials updated on the electronic version yes the electronic version is but of course the textbooks they won't be swapping those out for us during that six year the the hard copy we would get during that initial purchase distributed to those classrooms and then uh the electronic version only is what is updated uh during that time frame so it provides us some time on to provide consistency you know you don't want to change textbooks too rapidly also so there is a balance that needs to happen um but that would give us a time frame to kind of set us up for review appropriately um six years is is a length of time but uh with that sizable investment it should carry its its weight other questions so six year license on a book so if we decided it was still valid after six years or you could put supplemental materials along with the textbooks too and print off the new supplemental materials that are different yeah gotcha [Music] okay so that book will go on view for the next but our current version is almost 20 years old oh yeah 2004.
