we'd have to do the math on that I think that's a simple ratio problem yeah yeah I mean I could go to Khan Academy math and probably find the lessons yeah but yeah okay thanks that's all thank you okay that's it okay Oh I thought that was a see you later so just so just to go through the positions themselves um so luckily you you nicely labeled the first one for Highland School so and so you were saying that um your special ed classes you normally like to have them at eight but they're at nine right now that's the autism that's the Intensive Ed program because the question was asked about the 66 students that came in and the 20 of them going at Highland wore they in the Intensive Ed or the resource room and it's a combination of both all right so the um special education teacher um is that so you're going to open up an entire new class of how many or is that so that's the feature gonna float or that's a resource room position by adding that position at Highland School we will have one special ed resource room teacher per grade so what it's going to do is it'll allow the teacher to work with one in within one grade level as opposed to multiple grade levels so when you're talking about the number of people he or she has to collaborate with and the um and the number of classrooms that she has to work in or work with it will reduce that so if you think about it I what do we have between five and seven sections at Highland for each grade level so that special ed teacher that covers that grade level will service the students in either five to seven sections now typically we tend to try to Cluster them a little bit to make it a little easier to provide those Services reduce the number of General Ed classes that we have to go into but there's always students that can be identified that are not necessarily in those classes so um you know we're all aware when we add a position it's normally a permanent position um so how do you feel um adding a teacher here how does that translate to uh the efficiencies that we'll be gaining in say three years when we have you know a new larger or uh yeah a new school let's say in the North End that's going to be absorbing some of this highland population um how do you think that's going to translate well um if I look if I look at the trend of what's happening in the state and I look at the trend of what's happening in Cheshire our specialized numbers are continuing to increase so I'm not worried about numbers going down in terms of special ed so okay if it turns out that there's a shift in the population as far as where this special ed needs student needs are then we we shift we shift those we've we've done that I've done that previously as the elementary supervisor we've done that there are times where we've taken a special ed resource position out of say Dodd and moved it to Elementary to cover a need there because there may be a reduction what's that we're doing that in this budget yeah and moving so I just reallocate it from queu to CHS but what I would say globally speaking more generically and and I have presented this in previous budgets and not necessarily in this budget but you know there is uh I have a historical graph that we can share that illustrates that base basically our staffing hasn't necessarily changed much over time it's it's gone up in in terms of a ratio it's gone up when enrollment's gone up it's gone down when uh enrollment's gone down overall special education is not necessarily following that Trend because of as you've seen the increase in special education identification which is absolutely a Statewide issue so when Andrew asks like how do you feel about you know special education identification and I look at a derby school system when one in five students is special education I feel like there's something wrong with the system and we have a a much lower prevalence rate than um many other districts around Connecticut and at the bottom of what third of dirt b um and I I think that's we we really have a need to continue to focus on what we call tier one instruction the basic classroom instruction and making sure that it's diverse and Rich enough to meet a variety of needs because I think when when a one in five students is identified for special education even though we're getting better at identifying certain needs um we've missed the boat somewhere educationally we just need to refine that but like I said I'll get the the data around percentage of Staff or ratio of staff to students over history to kind of see where it hasn't just like we don't hire people and never lose them when the enrollment goes down we have data to illustrate that's not the case but as our enrollment's growing I mean we're certainly seeing the increase in staff now I was very long-winded but I hope it touched on a few different points that I've been kind of holding in uh it did um um moving on to the the other two positions normally y'all 0.5 uh for uh the language pathologist um is is that position um at one particular score against that are they visiting different parts of the district as needed or that that would be at Highland that's a position is located at Highland so is it a 0.5 now or is it a one you know like you know how many Pathologists do we have there now or so it's a we had a we hired a full-time speech pathologist that uh was in the budget in the general budget as a halftime position and I supplemented the other half of the position through the grant through grant money well that grants expiring so we have in order to keep it a full dying position we need to move it to the General Ed budget okay uh so Grant meaning um because the need was there the uh the one the one we're using for training uh a Corona fund Grant yes yes sir yes sir thank you yes sir yes um so then lastly for the bcba is that district-wide uh those positions um what we do with those with the bcba is we do assign them by building or by program we try to do that so what we'll do is look at um right now that position is focused uh with our intensive programs at Darcy and at some of our other elementary schools so because we the other bcba is focused on the Intensive Ed program at Highland and the Doolittle program uh for our students with the emotional needs plus you know like we said earlier they not only see those students with IEPs but the other students that don't have IEPs that may need that kind of support and so one point for that translates to a full-time and a part-time position or how does that why is it not 0.5 is that you know okay so um we the 0.4 we have a 0.6 right now um in District we need to increase her to full time so that's why the 0.4 the 1.0 that's coming from the grant moving into the General Ed budget um and then well I say lastly but I don't know how this is going to expand out but uh generally at least the last several years we've sort of got like a mental health update uh you know it's been in the headlines and and certainly um we would get statistics on who said that on our student population I was about to say general population as a prison term uh uh on our student population on you know on their mental health needs uh in in budgets passed we were talking about adding School psychologists you know that was a a big uh point of addition um so in in that respect do you feel that we are uh well staffed in those areas to be able to help our students to continue to um recover from the pandemic um do I think they're we're well staffed I think we're I think we have a good amount of support in each of our schools um I think that um there are times that we feel that we may we could use more um I think that um you know as we look at our numbers and we look at things again we'll go through and look at possibly reallocating some of those resources um as we look at those because we we are recognizing like you said earlier we're seeing a lot of that dysregulation with our younger students so we may need to reallocate some resources more towards those younger areas um we do take in a lot of interns in those there in the school in School counseling and through our school psychologists those interns have been very helpful in addressing some of the needs of our students too um so we have utilized them as a resource as well um so I think that you know are are we seeing an increase in more students needing that support I haven't looked at those numbers based on the reports that I get whether a student has had any kind of emotional crisis um I we're not seeing a big change in that those statistics like we were seeing previously so it's kind of remained steady um steady good or steady bad well I think that we've gotten really good at our reporting and assessing and identify students that may be in crisis and so we complete that report to determine whether or not we complete that assessment to determine whether or not that student needs a higher level of care and so I think that you know sometimes I feel like we're seeing an increase in those reports because we're finding that our staff is more aware they're more alert we've done a lot of training not only with staff but with our students we did a training with our 10th grade students this fall to be more aware and be more knowledgeable about how to help friends or other students that may be struggling or maybe in a crisis situation so so again that's helping us to be able to hone in on those students who may not come out and disclose but to be able to kind of pull them aside and say look I kind of got heard that you were struggling a little bit is there anything you want to share is there something I can do and they can take them through that assessment to determine the level of care that they need so I think we've got you know we have so many things in place to do that not only with our staff but with our students as well in helping with that um and La I guess I I was saying lastly but I'll say this one will be my last question for the students that are coming into District uh where you've been identifying uh learning disabilities and such is it um do you do you feel that the learning disability identification is from a true learning disability or that perhaps they're coming from a school district that did not prepare them as well um I I probably clicked that question for you because I don't have my eyes on each one of those situations or those IEPs um so but I was trying to identify the trend is yeah is that a possible uptick is that you know people are moving here you know obviously we have an excellent school system and they they're coming here and then when they come they feel they realize that maybe their child isn't as acclimated as they thought maybe they would be um I I like I said I don't know I I don't have my eyes on those IEPs specifically but I what I do know is that if they're coming into District then IEP we have to provide services okay so all right so that's they've already they're coming with their own paperwork essentially yeah already okay I mean that in in the numbers that I looked at quite a few of them just want to address that piece so curricular disability is not a disability that's identified under IIT yet and you know when I was CHS principal we'd evaluate transfer students pretty meticulously in terms of is this a situation where the student has a genuine learning disability or identified Special Education Service need or is this some a function of a curricular limitation yeah I guess that's what I was kind of getting towards yeah and so I think that's something that we look at pretty meticulously and I think when you're asking Robin about these new students I mean she's coming from that framework of these these people who came in were already identified so to go back and determine whether it was that initial identification was a curricular issue or not it's hard to tease out but what we I think you're talking about when students move in unidentified and right statistic did show a large section of currently unidentified students as well so the new referrals right the newer yeah so I guess in those students were the new referral right that's where we're meticulously evaluating is this uh and that's what our um educational diagnosticians and school psychologists do determine is this a function of a disability or is this somebody who maybe didn't have access to the curriculum or some other function that's not an idea identification but something that still needs to be remedied either way right I mean you gotta work with that student either direction but I'm teasing that out as part of the evaluation process thank you as far as looking at those new referrals I did not dive deeper to see were they new to the district had they been here since kindergarten did they move in at some point during their educational years I I didn't look that deep to see whether or not they had come from say spent some of their schooling in another district and then came here and found that they were being referred to special ed yeah I just wanted to bring up that point being that our population should be growing and they're not necessarily necessarily going to be well they moved you know all these kids moved here when they were three and they're coming in right at kindergarten you know so I just thought I'd right bring that up right so like Jeff said that's some of the stuff when a student comes up for a referral that may have moved into the district we look at all of that data to see you know how are they performing on the state mandated testing how were they performing on you know how are they performing on uh interim assessments how are they performing on benchmarks you know that all is all part of the the process of information and data that's pulled to make any kind of determination okay any other questions no no are you sure Andrew I'm off the hook all right thank you thank you [Applause] thank you Robin Forge ahead Mr grippo uh next meeting was just the the deliberations right on for Thursday public informational meeting and then adoption of a budget did you have any did you have more to present Thursday night we I'll finish instructional expenses quick then we had support services and maintenance and operations so so maybe we can 15 more pages please yeah um how do you maybe we can um we'll go through instructional expense and then maybe we'll we'll push the uh the other two items uh was Support Services uh to Thursday right everyone yeah okay so we'll do that then thank you good idea thank you okay so we just have um really a few more things to say about instructional expense we we're back to this slide where we were showing the increase at 2.37 overall for this category and so we just want to hit a couple of uh highlights about some of the curriculum specific line items you know so as part of instructional expense we do have all our curriculum writing revisions um I do want to note here the curriculum Council each year does an evaluation of different areas of the curriculum so for 23 24 the areas of curriculum that will be looked at are a career and career and Tech ad science and adult education and you know then those um go from the curriculum Council and recommendations go to the curriculum committee um this hasn't changed from last year so those are ongoing curriculum efforts that are covered as part of this budget and then as far as instructional materials and resources I did want to point out that there are new textbook and resources for grades six to eight that Marlene has budgeted for and then the professional development opportunities are consistent with what we're doing this year so those are just a couple of of highlights on the instructional expense and in particular the curriculum lines if we look overall at instructional expense as a percentage of the budget you could see it it's about flat maybe downward trending just a little bit but again that's that's a percentage of the budget that doesn't mean the budget hasn't increased in this category it's just as a percentage of the budget it stayed relatively flat so that's instructional expense if I can go back if there's any specific questions on on that budget amount and then Support Services is next so if you want to pause after this um are these online texts or because to be honest I haven't necessarily seen any new Publishers publishing texts most of it is going digital anyway so so usually can you hear me yes okay so Sam they could be either or oftentimes they're both usually there's some type of a hard copy textbook that has a portal and has subscription access was looking at updating them I guess would be my question well we're looking at a math curriculum or math resource for grades six seven and eight we're also looking at a new science book at the high school we have a couple coming forward to curriculum committee next month that include another math text and we're also looking at an AP history textbook too thank you [Music] that's so Marlene you had talked about how we will be eliminating certain online um reading subscriptions in the elementary and then replacing with updating the libraries and upgrading the libraries where would we find those items in the budget yeah I don't know that you would specifically see those in in the budget line item as as it's presented the thing that we were talking about during our last meeting was that we had a subscription that was purchased during covid that was a multi-year subscription and we decided not to renew that and so when we looked at that we said we weren't going to renew because we don't believe in having the digital access for children that young that served its purpose only during covid and that we would be taking that money and putting it into print books for classroom libraries at the elementary level okay so is it basically a one for one wash okay for for this particular subscription and what we're going to be able to do this year yes okay yeah questions all right well and could we just what is the new equipment going to cover well no equipment um we'll cover anything that we purchase in the district that isn't being replaced so and it's generally not technology it's going to be along the lines of furniture [Music] um equipment that is used you know throughout the schools you know as opposed to replacement equipment which is desks and chairs and and that's mostly Furniture items so and we look at those two pretty closely as one item it's it's equipment that we need in the schools and furniture that we need in those schools thank you um then uh which line item uh accounts for our gradual replacement of our smart boards is that in this one or is that that's in Support Services okay and we will so we'll we'll talk about that in particular um and you'll have to stay in suspense unless you look at the presentation you already have in front of you that we'll get to on Thursday night yeah that's Covenant Support Services okay thanks um I'm just noticing under uh the the bottom bullet point under it's under noteworthy factors next bus contract effective 7 2024.

migration Tim sped ahead to support so sorry I thought we weren't oh gotcha sorry I thought it was just maintenance you do jump ahead and you have a question uh that comes up tomorrow or something and you want to email it to me it's helpful for for Thursday to be able to make sure we have information for you to respond sure so any uh obviously extend that to everyone not just him but if you see anything you you have a question and we're happy to address it Thursday never mind if I had a gas tense probably looking for you know details on the new green Fleet and EV bus strategy no I was I was actually I was just curious about it when dako came to talk to us a couple months ago they offered having there are three different types of buses come visit us standard diesel gas and an electric and I just was curious if that's something that we can make happen yeah we will as soon as we get through the budget process yeah but I've been in touch with daco actually we're going to start um you know talking about you know what um you know what we need as we look forward and you know their contract does expire in June of 2024 so that is a conversation we want to have now not that we wouldn't put it out to bid but we certainly would like to know you know what our options are and what we need to do to start moving our Fleet you know to an alternate fuel Fleet is very important because we have to do it by 2040 we have to be all electric any other questions on instructional expense okay well thank you everyone we're gonna pause here this evening uh the next meeting is Thursday night uh this Thursday night here 7 P.M we're going to cover support services maintenance and operations uh which should be a pretty lengthy discussion I'm sure board members will have additional questions throughout the budget um and if possible the finance committee will try to adopt a budget recommendation to forward to the full board of education for review so that will happen hopefully happen Thursday night that being said um in the event that the full board does not adopt the budget Thursday night we do have a meeting on the books for February 2nd if necessary it'll probably most likely especially in the Board of Education full board to adopt a board of education budget and hopefully that will uh wrap up the process unless there's more questions so I just want to say thank you to our case the cameras want to keep looking at the audience to our administrators and Educators that attend these very diligently we appreciate dedication and feedback is sticking out with us and again thank you for being here and I'll let you do so that being said I'm going to ask a motion to adjourn uh Andrew seconded by Adam all favor it is unanimous thank you to meeting his adjourned

this money provided by the Board of Education and in 19 2023 and January 12 2020 notice in the Asbury press and the co-star setting forth the date and time and location of this meeting similar notice has been posted in the book Hall the Brielle School website and the borough clerk has been notified um by Cali this is Wolf whenever you can please stand for the black one [Applause] [Music] two three and if we can make a motion uh minutes foreign yes Mrs Jones yes this is my debit yes this is we yes this is Walsh yes Mr Wolf yes and next we have uh presentations via start strong results is love thank you good evening everybody three years ago actually the first year that this assessment came into schools to administer in the fall uh it was kind of voluntary if you were able to tell the state that you had a alternate type of assessment that you're going to see issues with last year maybe it's mandatory and again this year they also need to connect so I'm going to go through the results and kind of go over a little bit before you're going to give you some background on it and then just some ways to kind of distribute and uh understand and then the two sections to District analysis and the demographic analysis and we'll certainly take someone out that the board members had this earlier today but we've got to change things over but as you see there are three levels we've got level one strong support that you may be needed level two some support may be needed with level three less important I think when these things get out and send out to the parents really when they read to be regardless of how well their childhood they see the words so they're just kind of seeing that someone in the state was saying my child needs all right so for those of you that are aware of the njsla we will be taking the UK that's broken up into five there's one two three four five so for the most part level one would be one and a two on the njsla level two would be a score of a three on the njsla and then level three on the start strong would be four and five which are really more lean proficient scores at different okay you will see in the number of students that we have in a total when we go through this presentation you will see some of the results kind of just having a dash going straight across to present and to provide data to us it has to be a group that has more than 10 students just so you're aware you may see some of those yeah she's double straight across and such you know that's the reason why you know that demographic is not presented okay this is you're going to see last night and then the next slide is going to kind of be a little bit more color-coded absolutely and our goal is starting to have more in the green all right and the yellow with red one on the lights I think we did that last time more than that okay so another thing I want to know that I didn't mention in the beginning you are going to see that it's the New Jersey the NJ SLA is for grades three through eight start strong really is going over the curriculum from last year how well are we retaining the information all right so we are going through the entire summer and we're going through a little bit more than the end of September before this was administered to students so when we look at the grades that we're going to be seeing the results for it's only going to be for grades four through eight which were in grades three through seven for us last year do not have any of the data for ninth graders they're now in another school we don't have that then okay so that's why you want to see the third graders because that's there now if we were to give them in to start showing movement secondary four or three all the way through this uh presentation mathematics that we have as you can see the one at the bottom I think it's geometry that we don't have 10 or more students that took the challenge and that's why it's not there and the reason why we don't is because last year eighth grade is the geometry now they're in high school we have seventh graders that took algebra last year that's why we had that statistics and again this is just the uh science okay there's just a sixth grade that we have because it's a fifth grade and eighth grade assessment that's given so we really just have this huge six figures that says and then we're looking at this level one is uh [Music] which is your level two and three which is sufficient and then three is level four on the njs so not too sure why the similar assessment the state just can't send you know send it out of the same exact way is looking at a four out of five thank you and demographics will be going through the uh Elementary School four and five in the Middle School 678 and then Walgreens to brace it up into the categories that we have in our school generated from how everything is populated in Genesis and then here's the mathematics on that same group and we are still trying to change that Trend where it's fewer and some of them you know the white population Hispanic not as much as there's some fewer students there we have been actually we were able to get this back rather quickly we are going through in our plcs looking at this data we're also using the LinkedIn data that we have and the I already data that really see how can we start Improvement for the next New Jersey is if we have the minister but certainly the ndsla but not really testing you know teaching to the desk we're trying to stay awake with the scientific sixth graders and then because we did not have that those two other Democrats out of the democratic represented that's why I just had some more population Ela I mean everything there is represented all right and it goes through and one thing I did notice because I was going through this we are a district that is it's Eerie how we are pretty much right down the middle 50 50 male female we are like 49.50 you know next time you can just look at that I mean we you couldn't make it any better than the way we were broken up here so on that fourth one over percentage yes hey I mean you may see a little discrepancy in the less support needed and this one but when you do take those overall last two you're getting very close becoming a male female science wow down just a little bit differently and there's one side before 11 especially Elementary School the Middle School with this year as you can see typically I was mentioning earlier we do like to have fewer in the red and the yellow workouts in the green we are aware of that middle one of the special ed isn't going in that direction but we are working internally to improve that whether it's in the resource room or you know what do we need to do maybe uh differently maybe an icr set to work on really try to kind of changing the way that that demographic moves towards that similar demographic to have on the description was a little bit more than it was in the uh there's a science named just for sixth grade yes so do we have an idea about how this compares the last year and how it's requires dollars how are you and how are we supposed to interpreter yes is it against ourselves really right now it's religious against ourselves so how does this look compared through how we did last year um on some of those demographics is not as good multiple times a year so it does allow us in the school year more of a focus so it is almost there there's a lot of points because as to why the state is actually making this mandatory the first year they said if you can provide some documentation that you were doing something else to do it the next two years that you've kind of changed your tune and needed mandatory for all and the superintendents and they're all like Obama county is the way and they all got together with a letter you know to the governor and he said you know we have other means of assessing you know is this necessary because we have many evidence they're still requiring it smoking like they might require it again for September so [Music] yeah sorry did you say that until October you presented the fire screens that's all in jsla and so with Linda you should be able to type the grades together and correlate that plan we have this whole week we've taken you start strong results and like get the I ready the dimples and all the results we've had plcs so we analyze all of the data and we've gone through and we've looked at many of the students who are receiving either support them on Ice Department class support resource room for one of our interventions and then we looked at the students that were not and then we met with the teachers and to see you know are you concerned about really this only like the handful of students after that the students who are already receiving icr resources is it was less than Hawaii students program and those teachers stated that those students were fine they were keeping an eye on them we'll have a final PLC at the end of the year just to check in make sure there's still no concerns remember any of these assessments or a snapshot from student is just our testing test either or they're not moving when we perform on a test and they do well in the classroom so all of the students like are accounted for from all of the benchmark assessments that have been given and I'm very happy with um with knowing that everyone is being taken care of right now when you hiding breaks together is that how you characterize uh no I would say that it's going down I mean some areas are going up but as they certain certain demographics that we've looked at weren't as successful from a testing perspective that they were in the case but really what we're using this data for is we're really just making sure the students that come up with needing the most needs if they weren't identified somewhere else with systems in the policies what we have in place in the school whether it was the link it or the I ready we're diving in and just asking the teachers are they seeing something similar that they and you know starts it off and provide those so we're really just using that to help us come up with a list of students and most of the time they've already been kind of shared before we even gotten that's why my hands are you really seeing them it's another it's another assessment that we're using so when we went through that we had plcs and even though the kindergarten weekly also looking to start strongly so when we cross check it's just it's not it is a tool right it's a tool to be like okay this student came up as strong support on Mr strong well how did they come up on Lincoln how did they come up on i-Ready and if they're already in cbnc by an interventionist what do you see what do you see with the dimples the math inventions are now administrated Universal screener as well how are they coming up on that and then between all of those conversations we're able to see okay you know like I have everything high but like who is not getting support in any area and then the teachers were able to say no we're good or well you know we're not sure so then they're opening up on like it was called an RFA which you see like an IRS form and they're opening up the request for assistance just to document what am I currently doing in the classroom for Tier 1 and tier 2 Construction and then at the end of the cycle if they're saying that something pops up and they are seemed and concerned then they can address that then and then if that child you know it seems necessary that that child needs to be seen by an interventionist through math or Ela then they can enter the next Cycles so that's you know we're meeting three times a year to go through all the data to make sure that we're not missing there are similarities but it's not consistent you know I would say that a lot of the students who were strong support on start strong it did worse like either um approaching on i-Ready or not proficient online yet you know again it's not going to be the same across the board but there's enough indicators that we're able to see okay adding three up out of four assessments they are either approaching or they're not meeting so most likely that means that the teacher probably find that student too and then you know then we're looking up and like we also have IRS just with the teachers to you know this dude who we were concerned about and then they will be reaching out to parents if we feel that they need to wrong but interventions will be reaching out to parents shortly to say you know we went through the data we found that your students seems to areas we would like to offer you know intervention by one of the interventionists or if we felt that they already received intervention you know there's some students who who you know might have been receiving intervention last year they've been mentioned happening for this year they're not making as much progress as we would like maybe we need to you know move forward or to your parade and then that would be another conversation that would appearance would be like notified in another meeting just in three large kind of chunks which is doesn't get as specific [Music] um [Music] do something to help human consideration because the njsla is you know everybody has been you know doing what they're doing all year long and this is a testing that we've been kind of preparing for and working towards and the result that we just saw the tester right at the beginning of the year or you know the group is not really there yet and for some like you know yeah but the trend is what's important like it is but it's two different tests for sure but no but when the Daly's name is compared to last year if we're seeing in the trends in the wrong direction yeah but we're not comparing the same time no we did it last year that's what she's saying okay yeah [Music] one more thing out there for you not to dive into it too deep Ela we're looking at these this data every grade that took start strong only had 10 questions to determine where do they fall in star chart then when I go through and I looked at the fourth grade standards that they did they will get seven standards off of what we were testing so I don't really think that's a very good age those are the you know the standards that they chose out of 10 questions such small numbers of kits we have one or two going from one to the other could mean 10 27 and just so you know from the math side it went from 20 to 24 questions that were asked depending on the grade and in this case depending on the subject itself so it's not a very it's they don't want it to be rigorous but it doesn't take them very long to start this and then to finish it you know we're trying to see how well do they comprehend the content of the content from the previous year with the summer and about half a little more than half of September to really just really just those times of the days in September it'll start to get better well and it is also you know like [Applause] umla and the characters start strong they're being given one literary they're giving one informational passage so how much is that really affecting you you're not you're not assessing as many standard s so you know there is definitely um something to be said that I don't have last year's you know start strong economy that's something we are those but in regards to comparing instructions there's just I mean it's one Passage and so the work that you're talking about letters and things and only only if they need it and they're not receiving anymore we're only sending letters back and the students are in intervention right now and they're going to be foreign you talk to you like hello core members that don't have students here these Laboratories sent down and results were already sent out for the U.S art show so all the parents already have perhaps different questions about David in October the Department of Education had not released the Citywide results for every District if you haven't had our results and there was committed that we would value the other districts other 10 Ministries results in the last year had that been done that data is out now she was kind of looking at other districts that were able to what we're going to provide that to her and that was more just on the uh just kind of share so you can just look them over to see how you do it as far as I can Report with other names mentioned that we haven't done anything like that and for science we did have an articulation meeting in December of all the sending districts because Statewide assigned scores were lower so all the sending districts got together to discuss you know what programs they're using you know how they're addressing the standards we're reviewing new programs are 23 24 as well so you know there are there's a lot being done in the standing districts on regards to collaboration so we don't have that you know we're not comparing our scores you know directly but we're having conversations particularly together there's a board desire to have that comparison could you suggest we discussing the curriculum committee and that's probably what consensus there Sean and then move back when you get forward if that's the case any other questions here [Music] is love for their work and when I say that not just around science presentation so everybody this evening but in my short time here I will say I'm very impressed with both uh Colin and Jen and what they're doing with our teachers in Junction with our teachers that becomes part of how I see the immunizations I've been here the intense effort around important for students and eating them where they are whoever they are moving forward from there so the borders already talked about already getting those benchmark assessments um teachers are continuously assessing the kids on the daily weekly monthly basis in the comments in their classrooms all of that information because what's really important to make educational decisions so this is a small snapshot it's interesting of course um so thank you both very much all right so uh we'll move on to our visitors business visitors are committed to comment on agenda items we're able to answering um [Music] my question is uh two questions are parents able to request a copy of these assessments across the board you know having parents then see the difference between you know like my child would come home and say you know I want to point with me I read it but like just to be able to see it across the words we're working on and figuring out if you want to fix it up yeah absolutely so we've had conversations around that as we're getting more and more information through those types of benchmark assessments um I think we're getting a little more proficient with administering them kids being used to them with our curriculum aligning and we ensure that what we're measuring is what teaching so those kinds of things are deep discussions we're having at the adjun level and the having the teachers doing their professional Community sessions and we're looking at leads to do that in a way that makes sense completely understand as a parent your desire to see those things particularly if you hear your kids talking about it but we want to be able to put it out whenever it makes sense so we need a little bit more time just to develop that concept that we're happy to start pushing information out more we're looking at the Genesis and we're really trying to look at it and see which is better because it's more user friendly finally link that to the local description so we are trying to maximize the flat side of the teachers with the students for this upsetting average on average explaining what you know that the steps are called so we're trying to find a way to kind of lead those two components together so we're going to explore but the period of the government to get a little bit of sum of what you were doing right right I was just selling again that um foreign if you wouldn't mind considering um once you guys are up and running putting that on Genesis parents may be a little bit confused of how to analyze and interpret that data so maybe some sort of parent night or a webinar that when you see this data this is what it means like start strong right they drill down to the um standards right so parents have that but njsla that doesn't so there's a bit of a comparison of the parents my last question is regarding an hour for our parent group uh for parents students with disabilities for um struggle because there was such a discrepancy in the strong assessment um results for children with IEPs is there anything that you would suggest that Jen and I take back to the parents about how we've been supporting students better with ion Hayes is there anything on your radar that we could um I know Mr Sadie and I have been having those conversations that that topic I was um directly with our resolution teachers and our employ support teachers on some data around that that's strategies that continue to work the teachers around and again with respect strong I want to be a little careful about putting all our eggs in one basket so to speak because it is a really limited snapshot and it is again measuring learning that's supposedly took place here before we have that summer slide that we all know about with students so again we're looking after doing this totality and examinated construction decisions around that information if that makes sense thank you and we'll move on to correspondence we don't have any community okay so um tonight because the board members were just received their committee assignments um a joke because he's our representative so the day after we have our reorganization I just want my marriage myself and the other Senate districts are stored in as coach Representatives that's one story into their new board members from the election and [Music] uh Alexis Pollock and was chosen to lead the board as president and Alfred Chirino and that is the vice president for the 2023 [Music] questions I would just like to take a moment um to let you know that that my transition coming into the district so far from my perspective going relatively smoothly um I want to thank everyone for the warm welcome that I received in the building and in the community um it's really been a pleasure to begin to get to know our teachers to know our classroom days you know our administrators our office staff you can steal your staff ground staff lunches everybody that makes up this school Community um it's just been a pleasure to begin to get to know everybody um I have had an opportunity to meet with representatives from the PTO from the Brielle parent advisory group from the booster club from the Brio Education Foundation and police department here in town so in three weeks I've tried very quickly to become a part of the school community and again everyone welcome has just been tremendous so thank you everyone for the community and here in the schools it's a wonderful place to go over the next six months questions um and uh Hitler's non-government and action items all items on public recommendation of the superintendent curriculum and programs code a second yes Mrs Jones yes Mrs McDevitt yes Mr melanciewicz yes this is me yes Mrs wolf yes Mr wall yeah and for District Operations um questions about those um versus the computer exactly monthly premium um for before the demographic study I just distributed it briefly what's the value that that offers the district why do we do that is required at least five years okay and the final question is on the cameras to okay which is the demographic study cover letter in the first line says no respectful they're going to make a proposal to the pigeons to the township yeah for us they are aware okay and also we had a few references within Monmouth County his reference sheet there's no videos on the next page after that we're all the experienced towel I don't know when they needed help but years ago [Music] come on yes um so yeah I actually have experience previous districts and yes they had some issues with how are aware of that um I did have a cross-handed to do with a democratic study in Chase Falls and that was the one they did just previously the one that was done now I reached out to the existing superintendent so it falls to see if their Democratic study was accurate in the way hope that it would be um and going back to the previous one that was also very accurate so I was very comfortable recommending to Diane to take a look at that based on my personal experience with this firm and the firm I have changed from how how is probably Joe maybe 15.

I'm hating myself yeah 15 17 years ago I think so the department was involved and they also if you're familiar with Democratic studies you're not going down the strap at all too far there are several different methodologies that are library of methodologies and so on and projections but I'll say the news is in methodology I think it makes the most sense and I saw with you there five years twice in college it involved very accurate prediction of student projections over a 10-year here I did ask njs though for a survey of surrounding and throughout the state business administrators for demographic and half of them came up with Ross and half came up with a Dr Richard Griffin and Dr rip was five thousand dollars absolutely [Music] I'll second that Mr Becker yes Dr d'ambrosio yes Mrs Jones yes Mrs McDevitt yes Mr Valance yes this is me yes this is Walsh Mr Walton yes seven the question about we go from B7 and then it goes to 11 on 11 is the section like we have one softball to Mr Claire Saloon bring its debts not something that is voted on County VA that expressed this summer day where he knows that we are to have this on our agenda which we have but just have the business administrator signature on it and know that that it is not an item that's voted on but a statement stating or position this school everyone and uh so we move on to policy we don't have anything there and Human Resources Jim let you make a motion to move P1 through D5 second Mr Becker yes Dr d'ambrosia Mrs Jones yes Mrs McDevitt yes yes Mrs V yes Mrs wolf Mr Walton yes and at this time a visitor's business visitors are committed to comment on agenda and non-agenda artists at this time for the Department to say that we have our next few pad meeting on Tuesday November 31st 6 is generally you have a virtual option with that we um we're looking to yeah we would like to do that as well everybody who's that so we're just looking to see this is their way to use the zoom from the school because our accounts are like 45 minutes and then it shuts us off we wanted it to be able to have interaction with the parents on there video so is there a way to kind of be interactive part of the characters have a question and wants to ask something okay I am rich current and my son's actually Stephen Curry uh welcome glad to have you here I really like the weekly summary of bullet points thank you thank you um I don't know if this is the right form for it uh just a heads up that on drop off there's still a bunch of cars letting kids off on Union Lane where it's at the bus only there's still a steady stream of cars over there and then they pull back out around the bus right Berlin's trying to crosstalk I don't know if this device for him to bring that up but I think I think um but uh my number one concern I missed the last two meetings I was traveling so maybe that's not addressed uh but after the presentation on the new health curriculum I had a question about um if a child raises a question particularly about the second grade curriculum about gender how are their parents notified and I was told their parents won't be notified that it's a state mall that says they can't be so the question is um how is that child protected and safeguarded from grooming because it's classic moving behavior for an adult to tell a child don't tell your parent trust me what I'd like to know is if the state won't allow the teacher to tell the parent how is the school protecting the child from an adult taking advantage of these situations something you know that's that's an interesting question Mr Kern um but I feel very comfortable that our certified qualified teachers are dealing with children in a way that's appropriate grooming is um you know the concept that I can't imagine happening in this school or any school that I've worked in and I have full faith in our teachers to do their job professionally appropriately with all due respect the Catholic church and the Boy Scouts still at the same time I'm a Boy Scout leader I'm trained in youth protection it all has to be we have a strict rule about keeping leadership for that very purpose and yes there are loads of Great Scout leaders there are loads of great priests there are also ones that took advantage of their positions and the trust that was put in it so while I agree with you and I love this school and my kids have had experiences here and I know there are great people here I think there's also a requirement to have something in place because of all we've seen in every organization across the country what would be that requirement are you informed of all questions that your child asks within the classroom I don't know I'm asking if if the law is specific that this can't be shared important types of sensitive topics so I'm not sure I'm following what you're with your child asks a question what there is is a specific requirement on every staff member to report any suspected sexual abuse of any kind okay so that would be referred to law enforcement that would be reported and investigated to the division of Children and Families if I sense that's not what you're talking about but if you're talking about a a child saying something that suggests that they have a question about their own gender identity that is where the law and the law has protected us for some time says that you that basically if a child comes to you and says I feel I want to be full of this or I'm identifying a different gender that's not something that is allowed to be shared with anyone without the child's permission so as a practical matter what happens is the school staff and the counseling staff who work with the students convince the child try to convince a child that it's not something that can be held in and they try to work with them to share whatever information is necessary to do that but basically it's not that they're permitting them to be groomed or sexually abused or anything like that it has to do with the students gender identity and they work with the student to try to be able to comfortably share that information with whoever needs them but that's where that's the only restriction there is and also apparents if the student says I don't want you to tell anyone this then that's what they have with the clarification I feel like if there was some confusion it's the teacher that wouldn't be able to say something but they keep the truck that they're telling the child not no no yeah exactly I think there's juices here one is what should happen and what is what could happen so we're getting into new territory right this is the first time it's rolled out to second graders this is a big and it's a sensitive topic and if the second grader is the question with their teacher now it's between the second grader and the teacher right what we're talking about what obligation does the teacher have to inform anybody else about them I don't know what the question is that's not a concern and confusion and where do I fit and I don't know in the past I would have expected my second my son or daughter second grade teacher to inform me of that but what I'm told is they will not be performing for me so what is the protection for the child at that point okay it's just between the child and the teacher it depends what the child it's only if the child says I am identifying as a different gender than I was born and I don't want you to share this information with my parents then it's not going to be shared any other questions about I'm confused because I want to keep up so at that point if the child said don't tell my my parents does it stay between the child and the teacher the teacher have any obligation to file a report to inform anybody else no if they don't have any they have an obligation to work with the student to try to make them comfortable in the school setting however that may be and part of that as a practical matter is to say and work with the child to say it's something that you can't hold in if you feel this way you should be going and discussing it and helping them share it with the family but as a matter of law if they say no don't share that right now then it wouldn't be shared that doesn't mean it's the child's election you know without any kind of supervision or anything like that sure I'm sorry I am sensitive to the department question about the being a single person that they're confining it and [Music] schools are having a policy that in that type of situation that a guidance counsel service brought in and it's more than just one person become staff that's that's responsible for that well there's no one responsibility it's just a matter of working with the students so depending what the student's information is sharing it may well be that a counselor has pulled in to talk and help assistance responsible providing resources for the students to assist them so whatever the necessary resources are they would be some reason it's just that the law isn't only about their right to privacy if they so choose to happen and as a practical matter as I said if someone is has a different identity and wants to be called something else it's something that's not going to be kept a secret for long so what you do is you work with the student to try to make sure that they have what they can do their family so it's not accidentally the Logitech or privacy foreign now [Music] um has there been during a faculty meeting has there been any conversations with the faculty here with the staff and I know Mr Russo you're coming in um about how to um what steps to take if a child were to come to a faculty member or any staff member and Report something like that um I think in the past if a child reported something to um to a teacher the teacher would immediately take action and either go to the guidance counselor report it to the administration um so but back then we didn't have this small now that we have this has a conversation taking place with our faculty about how to deal with the situation like that because I think that having everyone on the same page because you know I mean as an educator if a child approaches me with something like that I'm not swooping it under the world um that is something that I will go to the professional the expert that's where I would go to the guidance counselor and have that conversation um because the child is so young and I want to make sure that child is safe um so and the child receives the support that that child may need without you we want to be the only person that that person that nothing happens to that child and you're the only person ever talking about you have nothing that's covered you right right this is mentality thank you this is unusual I mean I have the skills I might have to train them how to build this stuff so yeah the duty to report is not pointed it depends on what's reported and and Rich I get your concerned I'm just confused with the grooming part that is it I mean we're all taught this the way rumor starts is trust me I understand you I'll look out for you don't trust them I know they don't understand and they build the child's confidence and you're saying that the possibility of that existing in Israel Elementary is large enough the possibilities no no I'm staying in Brielle forget everywhere it's called the club that is large enough that we should go aside of the wall in certain scenarios what what is your suggestion what is your answer I I throw out two deep leadership right that no adult is ever alone with a child yeah we're consistent with that here that here I I believe I understand you now I think you got a good question Mr Russo said it's very interesting um gender identity they're being taught how does it relationship if you are a kindergarten student and you are a boy and you want to play in the kitchen that's okay if you're a girl and you want to grow up and you want to be a firefighter that's okay so gender stereotypes and gender construction because you know I've been here a long time so 24 years ago when I taught kindergarten we talked about the same thing you can be whatever you want to be when you grow a lot the Berenstain Bears and the book that they do gender identity it's not even brought up it's not in the standards I I appreciate that um there's two concerns there one the what's published Madness is just headlines the actual content isn't being shipped well the content networks that wasn't kind of based on those enjoying understanding and those questions I understand I'm just saying that parents don't see what exactly is covered in specificity beneath those topics anything that's anything that is on there is let's see what there's nothing there's no surprises there's no surprise it in the atlas and what they want at all I monitor them I know I'm in the health teachers are in my office all the time I'm 100 aware of everything that's going on but parents don't see this yeah oh but there's you know there's a level of trust right we send our kids to this wonderful school and it's administrators and of course I think it's really important that we interrogate and find out all the information we can about these about the curriculum and be as informed as possible but there's a level of trust that I think just students should have with teachers and within this building um that we need to at least try to unfold so yeah I mean I'm not sure if that really helps with your specific question but the privacy of students is something that important and with trained to teachers that those who has this love to do of the teachers do state schools here safe School streaming um all right that might be something I know that there's a module for that that talks about um transgender gender identity um and that's for collaborate it's for the the teachers to be trained on how to handle that type of situation so maybe that could be something that we look into today's schools is a an online virtual training for teachers you're talking about stuff yeah I know that they do have that available yeah it's a it's an online instead of having the in-person KDs um it's an online platform where the administration goes in and you select they have the content training and you go in person yeah you're so much which yeah you guys don't do it here you select which trainings you want for your teachers and um and then you know the teachers have like a ton of limit and then we get one I don't know I still think even even with what you're saying um I don't know what the law is but it doesn't sit right with me either that if a second grader brings us up to a teacher that just remains between the teacher and the student I certainly have a guidance counselor I didn't say that so they said they'd look at whatever supports but if the student says they don't want else to know about the teacher well now the school staff has a whole 100 world has to work with the student to support you so that that to me makes sense to be able to have that conversation with the staff so that everyone is on the same because I get I I remember when that policy came out that uh if a child wanted to be called to different name um we were not allowed the law changed the the the school was not around to speak to the parent about that I'll be honestly she says don't tell right it doesn't matter but even if the child says don't tell I'm Karen I'm still the parent you're in second grade third grade and I and I want to know what I'm saying is that I don't agree with that but because as board members we have to uphold the law we had we have to uphold the law but I understand what you're saying is that this you're uncomfortable with that and so what I would like to you know as a parent what I would like to see is that a meeting is helped with the teacher so that they can understand it especially new teachers so that they can understand if this scenario happens if this question comes up from a student what's going to how do I handle this because this way there's some real comedy you know and we have everyone handling it the way that the administration feels it's the best way to be handled and not that different teachers handle it differently we have that modified mixture of the desktop card so we can [Music] occur this is who gets notified within the school district don't have to violate the student's privacy by talking to a parent and kind of football but I think as a parent I would like to see here's how this is handled and it's not just teachers on their own having for the second grade curriculum is there one adult or two adults in the room definitely um yeah so yeah yeah it's not one-on-one no but just one adult and one adult with a bunch of second graders that adults no no I need one adult in a group of students it's called a class Rich it happens this is also a difficult topic no doubt about it for some people and there's a potential for one adult to take that content or topic and push it or take it the direction they want to take it and then when the child confides in them all with one adult and only one adult s and just use your imagination it's very easy for somebody with an agenda to take a step and a step I understand you're talking about trust you think of it I believe I want to trust everybody I also very personal experience with a trusted authority figure that turned out to be a monster right and everybody was shocked um what I'd like to do is um Thank you Rich for for the question um is I'd like to take it to committee to promise Sean on a weekend pull out the policy have that discussion and then um and we'll have that conversation with cerusalem and then we'll we'll go from there thank you thank you hello I'm just reaching out again I mean are we aware of the situation that you're concerned about a particular teacher I had nothing specific other than a set of circumstances that could create a problem because all of our position of ownership are aware of the situation of getting an unclear or it's the area where they say it's doing after expertise they do report to us and then for the guidance counselor and then the other side of it is just having to trust that the teachers are doing the right thing but also them in administration that we are doing you know you know observation throughout the day whether we're interface with them and also observing that their interaction throughout the day with all our students okay that's also thank you Mr Sagan so um we'll move on to payment of bills um just mentioned that we're missing the board discussion um section here is there um thank you we got it on the agenda before um so we'll move on to payment of bills I'd like to make a motion at the Board of Education authorizes payment of the following January 2023 Bill's list and then the secretary's authorized to draw along such a Treasurer and the total amount of 1 million 900 1.37 .

and that will be held on May I'm sorry February 15th 6 p.m at the middle school cafeteria and our principal Mr reinfest is organizing uh that parent night but uh we'll be getting information out to parents but again it's a district-wide meeting so uh all parents whether you have a child in kindergarten second grade ninth grade are welcome to attend that meeting I can add that to the flyer and we do have a um information on our website regarding Wellness but we can add that to the flyer uh while Mr tarabakia asked for that phone number it does um one thing I do want to mention is that um during covid and uh after covet mental health as you know and mental Wellness has been a a key topic we've received funding from the state of New Jersey and the federal government so we do have many soil resources in place for our parents or students who might be struggling so if we do have parents out there who would like information I encourage them to call our building principals and they can direct you to the uh right person whether it be our school counselors whether it be local agencies that we deal with but uh there are a lot of resources that are available to both our students parents and our staff members so that that is uh important to mention uh as you know each year we do testing for the New Jersey student learning Assessments in your packet tonight and post it to our website is the calendar for May 2023 testing uh it's on our website under calendars yes parents and calendars so parents can go to our website tomorrow morning and they will get a um a calendar as to when their children uh grades three and up might be testing and what days of the week and so on and so forth so that's a calendar that's posted to our website and uh it's prop most most most of it right now is just information as far as dates are concerned I do want to make mention that uh as we do or we try to do monthly or every other month we will have a staffing service on February 7th in fact one of the topics that we're going to be providing our staff with is mental Wellness we have somebody that works for Care Plus who being a work we're doing a workshop for our staff members in the middle school and the high school and we'll also be doing some curriculum work on February 7th so it will be a half day session for our students a letter will be going out to parents a full day for our staff members and I will share the agenda as I always do with our board once we have an agenda in place I want to mention also that on our website I encourage our parents to go to uh the left side of our website where we have videos posted that our high school CPTV does on a monthly basis and also our Middle School CP TV does I know I share those videos with our board members and I want to commend our staff members Who oversee that program and also our students who really do a good job putting that program together so if you go to our website you can see the newest addition and also past editions of CPTV for the high school at for the Middle School I also want to make mention that we're in the process of organizing our Pre-K and kindergarten registration for September that would be Pre-K students for September who turned four by October 1st and only new kindergarten students to the district so if there are parents out there who have a child who has not attended Cliffside yet but will turn five before October 1st we will be registering uh at the end of March a fly will be going out posted to our website information will go out on social media as far as how to register but though that's in the planning stage right now um any questions from the board any committee any committee reports from board from the board building his grounds anything that needs to be mentioned we're good okay very good so at this time um I'd like to look at the consent agenda uh page two at the top as always uh we are approving uh reimbursement for staff members who are taking part in workshops some of them are virtual some of them are now in person so we're approving travel expense and registration fees uh we're also approving a maternity leave for Christy pampinto high school math teacher a little further down Josephine Vella who's a district supervisor we're revising her maternity dates from uh January a return date of January 3rd will now be a return date of February 22nd right after the winter break uh Vicki bucko who's been on a maternity child wearing leave notified me last month that she's requesting that her leave extend through June 30th with the return date of September 1st 2023 and Paula Alves who was our elementary or one of our elementary World language teachers has requested a change in heart return date from February 1st with a return date now of March 6th uh top of Page Three uh Tali manukian who's a high school ESL teacher is requesting an unpaid medical leave uh from February 3rd through May 31st with a return anticipated return date of June 2023 Christina Carbone who's a speech therapist with the district is currently on a maternity leave we're revising her return date from February 6th to a return date of April 1st although I have notified our board and our staff uh we are we do have a resolution uh that I will be retiring uh effective June 30th 2023 and let's see if we skip over to page four uh about halfway down the page Derek Nelson who's our high school band director music teacher uh we're approving a co-curricular position that was previously left off as high school choral director at the negotiated contract uh stipend of forty four hundred dollars the very bottom of the page as we do each year we have some volunteers who are volunteering uh in our sports program these are people who are volunteering for spring 2023 Sports uh softball Boys Tennis softball softball Middle School softball so these majority of these people have been with us before and uh as per our guidelines they have been fingerprinted and gone through all of the vetting processes page five uh we are confirming about the fourth one down two bullying incidents uh that we're investigating we're also approving um The Bullying uh HIV reporting and training report that uh you have a copy of this in your folder uh of the incidents uh it's a summary of the incidents that have taken place we're mandated by the state as you know to report this each January which we're doing now and each July which we do uh twice a year if you look through the report I think again we've always been very fortunate in Cliffside as to violence and vandalism we do have our cases that we have to deal with but if you read through the report uh you can see that the incidents are very minimal uh so I think as far as that's concerned our Administration the administration teachers all play a part in uh making these incidents as minimal as possible so that report is being approved by the board tonight and sent off to the state uh we're also approving the stock strong uh results that were uh this test was administered in September last week I had given you a copy of the printout as I had mentioned before uh you know our test scores um have shown have shown some improvement uh we still have a ways to go as far as getting this test scores to be where they they should be as most districts during covid uh we experienced a two-year period when students really were lacking in terms of uh the instruction that we were able to provide because the majority of it was remote or we were in and out due to quarantining but um I think now we are back on track and uh this year's spring results the New Jersey student learning assessment I think we're going to see uh dramatic Improvement in ela and in mathematics and our staff has been very working very hard to prepare our students for these upcoming tests and that's exactly what that calendar reflects in terms of testing dates we're approving uh policies from the state that have been updated uh so some are policies some are regulations and then Mr alfano do you have any uh finance a couple of items you know um in regard to the committee report I'll just give you a quick update on moving forward with with the Department of Education and our architect and engineering firms in regard to potential open bid projects which place sometime in March potential gym Lobby renovation replacement of our rooftop units it's exclusive masonry work at six school and stair Tower security doors replacement number three number four number six School we're also engaging in our 23-24 budget the the software has opened up so we will start engaging software in regard to implementing all our payroll all our expenses all our revenues and hopefully at the next work session we can give the board an idea of where we are in regards to balancing our budget and we'll also have a high level analysis showing the key data points over the last three years that will present to the board at our February 15th work session that's pretty much it on this sidestrology any questions or comments from the board on our consent agent on our consent agenda yes I'm sorry but um H3 is going to be hard for me but it's 52 years finishing my 52nd year into the side fog thank you Mr tarabakia what happens Mr good question I guess I'll have to call the board attorney tomorrow and find out find out what my options are the first was Mr capan on the second one I'd like to take a vote if I may Peru yes yes Freedom yes Mr Garcia Yes except on page three um actually you know what I'm gonna retire I want to say yes but I don't want to vote Yes on page three but I want to thank Mike for all of his years of service I know we are all faking the same thing that you're going to be impossible to replace but we thank you I appreciate that thank you very much yes were there any questions from the public on the website okay just uh just a reminder we have our work session on February 15th correct which is a a Wednesday night and we have our board meeting on Thursday February 23rd so that's a little bit different in February so I'll send that a reminder we will send that a reminder but I just wanted to mention that now work session on the 15th uh board meeting on Thursday the 23rd motion to adjourn okay thank you thank

down the agenda to hold business programs Nikki asking for approval for High School courses for the 23-24 school year these courses all support our CTE Pathways support based and Technical learning industrial maintenance and fundamentals teaching and learning culinary arts understanding diversity mass media production computer science principles of Health Care Medical Terminology Health Care Specialists CNA certified clinical medical assistant health care specialist Capstone and then these help us with keeping accountability for student projects for grad Pathways and graduation project-based learning service-based learning and work based learning so asking for approval of those new courses do I have a motion to accept have a motion by Pat do I have a second a second by Cheryl any discussion I do want to just share a little bit of information I had a film conversation with Dave Cheatham this afternoon um and um he was at I believe our last board meeting he does have continuing concerns about the naming of one of the courses the courses under City that's the 7174 course and he has been in contact with the Department of Education in conversations with him he would like to request that this course be renamed I did encourage him to receive the information that the Indiana Department of Education is going to be sending to him review the information reach out to Dustin at the high school to share his thoughts on that course information that the board would take this item as listed on the agenda and if there's additional information or if anyone would like to make a motion to change horse title that that will be done at a later board meeting so I just wanted to share that with everybody any additional discussion the last meeting the board's hands are kind of tied because if they choose that pathway and we don't offer that class they can hold that diploma so I just want to make sure people and I think it's also important to port to point out that while this course is titled understanding diversity this is the Human Services one human services two it's the same content of those initial courses we are aligning with course titles that are used at Ivy Tech because they are dual credit classes so I think it's important to state that this class is not about critical race Theory and I think that's where the concern with the title comes from but again I have asked Dave to take a look at the content of that class and make sure to provide feedback and follow up with us if there are additional concerns so we do have a motion we have a second hearing no other discussion those in favor of accepting those courses as listed next item is asking for approval of a graduation requirement change for the high school this is for what will be our new freshman cohort next year this year's eighth graders starting with them removing the additional requirement for the digital application so asking for approval okay do I have a motion Motion My Mary here I guess we stand for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America considering public for which it stands one nation under God indivisible with liberty and justice for all good evening and welcome to tonight's finance committee meeting as a whole where we hope to wrap up the budget presentation and respond to some questions so welcome again thank you for sticking out with us this past couple weeks so I think Vincent you're up to finish the presentation support services and operations maintenance the fun stuff I'm ready been waiting for this all day thank you good evening everyone and welcome back so tonight is our third Workshop session and I believe we'll be able to wrap up at least the workshop portion of the presentations this evening the agenda that we have as uh Mr peregina just mentioned we'll go through Support Services maintenance and operations and then uh superintendent so and we'll just wrap up with the conclusion and then it's back to the finance committee so under Support Services the um as you can see here the request is 7.33 million dollars it's a 4.61 percent increase for this particular budget category this represents about budget request and I will point out that the vast majority of Support Services is student transportation and that is 57 or about 4.1 million of this budget category includes our contract with dacco our bus Provider Plus the cost of fuel and then the board does operate about 10 00 drivers so that's the vast majority of this particular other Professional Services which includes typically services that we buy whether it's legal or technology Services which we packs is and now sorry that's the second largest category at about 12 and then this green sliver is the payment we have to make for our energy performance contract we did the work about nine years ago the various infrastructure of our school replacing the electric at Highland um replacing all the lighting across the district with LED that's computer controlled that was about a total 10 million dollar project for the town and we carried about that and so there's a 15-year payment on that energy performance contract so that's what that 649 thousand dollars represents and then there are you know generally smaller categories and I'll just show you a quick line by the dollar amounts or the larger dollar amounts of this particular request um first of all Pupil Transportation at um it's a 2.89 increase it's a hundred four thousand that's predominantly the built-in contract cost with Deco we have a five Echo we're currently um will be going into our excuse me we're in our fourth year we're going into our fifth year with this budget so there's a two percent is pretty low and we're kind of lucky we started um a five-year contract we had a zero in the first year and then two percent increases each of the next four years thankful that we didn't have to negotiate a new contract during covet but we will be negotiating a new contract with dacco at the end of 23-24 which this budget covers so between that hundred four thousand and then another forty eight thousand uh for Transportation Supply this is the expected increase in the cost of fuel for next year over last years of the current Year's budget you know I think everyone's well aware that fuel prices have skyrocketed they have come down a bit but we expect them to be higher next year than they were in the current budget year so that represents about a hundred fifty thousand of the three hundred twenty two thousand dollar increase this Capital Equipment line that thirty eight thousand one sixty two that is the increase for the energy performance contract it's prescribed in the contract so that is um you know at this point it's not controllable it's a contractual question the other piece of Capital Equipment I'll mention quickly this this line item consists of two things you know one is the energy performance contract which is a little over 600 000 and then the balance is the computer Capital Equipment that's where we buy our technology from that request this year is 264 000.

seconds before a connection is established so is there anybody on the line yet Sean there is not okay well we'll wait 30 minutes or 30 seconds um is there anybody there yet Sean there's not okay then let's uh move on uh there is no unfinished business um uh this month so let's move on to new business so the first item is a report on air quality monitoring uh conducted by uh City staff um by Sean Reynolds actually so Sean you have the floor great thanks Steve all right I'm going to go ahead and share my screen for the presentation uh that was sent out as an attachment as well all right hopefully everyone can see that all right right not hearing anyone say that they can't so I will assume they can oh yes I can share it I can see it perfect thanks all right uh yeah so I am going to give a brief report on the air quality monitoring work that we have started in the office of sustainability and Innovations uh and talk a little bit about some of the data that we've gathered so far uh so as a little bit of background uh in a20 strategy six uh enhance the resilience of our people in our place one of the actions that is outlined under that strategy is to implement sensors monitor heat air quality waterways flooding um specifically this action calls out collecting data and using sensors to proactively understand risks and mitigate vulnerabilities and it also says that we should use real-time information to help protect the public from acute and chronic disruptions uh I will quickly mention uh that it does uh note waterways and flooding uh those are already handled under our storm water department they have sensors on uh the creeks and on the Huron River but there was not uh there were no monitors for heat or air quality operated by the city prior to our work on uh so before last year there were no publicly owned air quality monitors anywhere in Ann Arbor there are some privately owned air quality monitors um including some that are purple air monitors uh if you have a purple air monitor all the data that comes that is publicly available by going to their website uh so there was publicly available data from these privately owned sensors uh but purple air primarily only measures particulate matter it doesn't measure many of the other pollutants that we can see uh so there really was not any publicly available data on any of those other pollutants uh and in fact the closest publicly owned monitor is actually in Ypsilanti um and then there are also several over in Detroit uh those are all operated by the state of Michigan uh so why did we feel that was important to start monitoring annivers air why do we put this uh as a strategy in a two zero plan uh well our network of air quality monitors is going to provide us with real-time air quality data that is going to allow us to manage acute and chronic air quality events so we're going to be able to see when we have air pollution that can or that might be or might pose a risk to human health and let folks know when that is happening uh it's also going to help supplement our carbon emissions information uh that we are gathering with our greenhouse gas inventory that we do annually um so these sensors do measure carbon dioxide I'll go through everything they measured later but that is one of the the things that they measure um so it'll help us to see um uh to supplement the information we have on carbon emissions in the city it's also going to allow the office of sustainability Innovations to track uh changes in air quality that are associated with the implementation of our 184 strategies uh so I'll show you a map a little bit later of where we're monitoring but one of the stations is in the Bryant neighborhood um that uh for those who don't know is the neighborhood that we're working with to try to make them the first uh fully decarbonized neighborhood in America uh so we're doing a lot of work in that neighborhood uh and we want to see if uh that work that we're doing is having any impact on the air quality there um so that's uh one of the reasons we put an air quality monitor in that neighborhood all of the state that we're Gathering uh is also going to be able to be used for research um that is both from the city staff side and also anyone else who wants to do research um so this could include uh the University of Michigan professors or students um be able to access the data to research purposes and then also uh we want the data to be fully transparent and accessible by anyone which will help to increase public awareness of Health threats related to air quality so uh what are we monitoring uh well we are using AQ mesh sensor Suites uh this here is a picture of what those look like uh the ones that we have are entirely solar powered and all the data that they get is transmitted to us by cellular networks so they do not have to be plugged into anything which is really convenient for uh being able to place them we can put them pretty much anywhere as long as it gets enough sunlight to power the solar panel that uh charges the battery that it runs on uh the ones that we have are measuring a few different things so they're measuring particulate matter I mentioned this earlier as something that purple wear um the the purple air monitors measure um particular matter for those who aren't familiar uh the easiest way I have to kind of visualize it when I think about it is if you think of dust particles in the air those are a type of particular matter they're much larger than most particulate matter that we're concerned with um but if you think of anything that's not a gas that's floating around in the air that's particular matter I mean that's measured at two different sizes so anything less than 2.5 microns and then anything less than 10 microns the different sizes should have different impacts um so for example smaller particles are more likely to get into folks um lungs and potentially causes uh and then we are also measuring uh gases uh those are carbon dioxide as I mentioned earlier also carbon monoxide nitric oxide nitrous oxide um or nitrogen dioxide sorry sulfur dioxide and ozone uh and then as I mentioned earlier we also wanted to be monitoring heat uh so these also have a temperature sensor in there as well as the relative humidities around an atmospheric pressure uh so where we're monitoring uh right now we have three different units that are up the first of those is that the Ann Arbor farmers market in Cary town we put one here because there are a lot of pedestrians out and about in that area for the Farmers Market on Market Days as well as for the other shops in the area um throughout the week but there's also a lot of Roads surrounding the area and a lot of vehicle congestion so we wanted to see if there were any potential Health impacts to pedestrians in that area due to vehicle traffic uh the second one that is up is at as I mentioned earlier the Bryan Community Center um again we put that up to keep track of any changes in air quality in relation to a20 programs um but also that neighborhood is a an area that uh is simply uh more likely to experience air quality issues um it is uh very close to the interstate as you can see here from the map um it is also very close to the landfill which is done in this area and very close to the airport that's over in this area uh so it has a lot of potential sources for poor air quality issues excuse me Sean Could you um it's just I'm sorry to interrupt but um John mursky is trying to get in and I think you might see him waiting yes thank you so much I will promote him to panelists right um China I sent the thing to promote you to panelists so you should be able to join us panelist now um if not uh Rita please let me know I guess but I'll keep an eye on it too um all right uh the um third one that we have Up is on Main Street at the intersection with Washington uh in downtown Ann Arbor uh this one we put up again uh like with the farmers market we wanted to see if there were any potential conflicts um between pedestrians and uh vehicle traffic uh but uh we also specifically put one here because this intersection is one that is frequently closed to vehicle traffic especially in the summer months uh and so we wanted to see if there was any difference in the air quality uh on days when the road was closed to Vehicles versus States when it was open uh and we have plans to install more of these uh we hope to have at least 10 uh in the network uh by the time we're done um probably more than that but at least 10.

in Prior years just historically it's been 350 000. so we've reduced the computer Capital line in recent years in line with the budgets but also because we did get a very large Grant of over six hundred thousand dollars uh last year where we were able to replace more of our most of our Chromebook Fleet for students which is about four thousand devices um so that that budget line is those two items and then the last one that I'll highlight here is other Professional Services is going up 66 000.

uh I marked a few locations here peace Neighborhood Center uh Burns Park and green Baxter Community Center uh these are all sites of future resilience hubs that we are working on developing uh in our office uh in collaboration in collaboration with each of those places and we want to have uh air quality monitors at each of our resilience hubs so we will probably be putting some in at those three spots uh and then like I said several others across across the city all right uh so as far as uh the data goes um like I mentioned we want this to be completely transparent so all the data is publicly accessible uh there are a couple of places you can go that I'm going to share in just a second uh that um uh show this data so the first page is a2gov.org air quality uh and at that on that page you'll find a map of all of our sensors uh showing the aqi from the previous 24 hours aqi is air quality index I'll talk about this a little bit later when I'm showing the data but it is the epa's reference uh kind of way of um of reporting air quality and it is it combines a whole bunch of different gases and then looks at whichever one has the highest concentration uh and then uh signs of value based on the concentration of that highest um and it is reported in 24-hour increments uh so that live map shows uh the the most recent 24 hour aqi uh and then it also has a uh on that web page there isn't like to download the data uh in CSV format if you're interested in doing any research or playing on with the data any uh and then we also have worked with our it Department to put together an interactive uh data visualization tool um so that is at a2gov.org air data uh and I will show that as well in just a second um but it's a really great tool for uh showing graphs of the data over time um really quick before I move over to that I just want to touch on what we've seen so far of our uh very briefly um the highest aqi value that we've recorded as of when I put this presentation together the other day on the 19th uh was an aqi of four at the main and Washington since they're um for January 16th 17th um that eqi was due to particular matter of less than 2.5 microns that was the largest pollutant but most of the time the aqis that we're getting from these sensors are in the one to two range uh so I'm going to go ahead and stop sharing this particular screen and switch over um and I will send the promote to panelist request to John again see if he pops in um and I'm going to go ahead and share my screen for the web pages that I was just talking about all right uh so this first page is the uh Slash air quality page that I talked about first um so you can see here that we have that live map I was talking about so each of these dots is one of the sensors so we have Bryant done here showing an aqi of one um also an aqi of one at the farmer's market and then you'll see um the main Washington one again that aqi F4 uh to uh give a little bit of explanation more explanation about the aqi levels uh I'll go ahead and open this uh so this is a table from the EPA so you can see there are six different levels of air of aqi uh ranging from good to hazardous uh levels one and two good and moderate uh those are you know typically acceptable air quality levels there's not really much risk for for anyone at those levels uh once you get to an aqi you have three uh you have some risk to members of sensitive groups so folks that have asthma for example or other respiratory illnesses once you get to an aqi of four then members of the general public might start experiencing um uh negative effects from prolonged exposure uh and then uh five and six uh you get to very unhealthy and hazardous so as I mentioned earlier most of what we're seeing is in this eight by one of two which is good but we are occasionally getting these three as m4s uh so we are going to start working next on a way to make sure that we can make that information um not just available but that we can actually alert folks um when we're reaching these uh aqis that we want to let folks about uh so I will pop back over here really quick um and show uh that here is also the link to download that uh raw data and CSV form that I mentioned earlier and then I am going to pop over to this time uh so this is the other website I was talking about um so this is the one that is slash air data at the end uh this one gives a nice explanation of what we are measuring and how we're measuring it um so again it lists those pollutants that I mentioned earlier uh it talks a little bit more about the aqi um so aqi is actually calculated using five different pollutants so that's ozone particulate matter carbon monoxide sulfur dioxide and nitrogen dioxide and like I mentioned earlier that's not the highest concentration determines the value of the aqi so those values can actually range from 0 to 500 but then those are subdivided into the different levels of aqi from one percent um and then it has that same table that I showed earlier and talks a little bit more about the units of measurement uh and then if you scroll down it actually shows the sensors themselves and what their their most recent observation was uh the North Main and Washington you can see is offline we're having some issues with that sensor uh we think that there's a loose wire or something we need to get out there and check on it but it keeps kind of going offline for a little bit and then coming back online most of the time when it comes back online it backfills all the data that was uh blocked was offline which is good um but occasionally we have lost a little bit of data from that one so we have to get out there and see what's going on there but the other two you can see are actively recording uh and then if you come down here um at the bottom of this first tab there is the daily aqi so again this is the aqi over each 24 hour period um at each of the sites uh you can see that that North Main in Washington has been showing an aqi of four uh lately when it's been reporting um but the other two sites you can see that the aqi has been to or less the last few weeks at least uh there's another tab up here um for pollutants so this one shows individual pollutants over time um it takes a little bit of time for the grass to load sometimes uh but this first one shows all of the different pollutants at any given station you can actually change which station you're looking at if you click on this little arrow over here it opens the sidebar um so you can see right now we're looking at the farmer's market but I could change that to one of the other ones and then also you can actually change the time range uh to right now I think we're set to the last 10 weeks um yeah sure it's the last 10 weeks but I could change that to the signal um but for right now we'll just look at this one um so this is the farmers market over the past 10 weeks um you can see this uh bar up here this horizontal line that is representative of the uh aqi of the level of three or higher um so again three or higher is when we've seen potential health effects to folks so we want to know if um or when uh these uh sensors are reporting an aqis or higher so we have that line there to really demonstrate to folks um whether the the pollutant concentrations are high enough that they would uh be equivalent to an aqi of your higher uh and then if you scroll down you'll see that each individual pulling has its own graph um this in this case separated out by the three different sites um so again you can see that a particular matter less than 2.5 uh was what was causing the aqi of or higher at the name of Washington and here you can see the main in Washington is the orange graph so you can see that it quite frequently got over this point which would be an aqi of three um but uh the and nowhere else is it really peeking over that um and if you look at all of the other pollutants they don't ever get to a point that they're high enough that it would be an akui three uh and then we also have carbon dioxide and nitric oxide down here at the bottom those are not uh involved in the aqi calculation uh so they are not scaled to aqi like the rest are I think I forgot to mention that sorry but these are these other ones are scaled uh so the data is um relative to what aqi value that concentration would um would give you um but these ones that are not involved in the aqi calculation are just the raw data with the raw units uh and then finally we have a weather tab here uh which shows the temperature relative humidity and atmospheric pressure um again at each of the the three stations um so like here with the temperature for example you can see that severe depth that we had around Christmas time um and with that uh that is a brief overview of what we've been doing and what we've seen so far so I will go ahead and stop sharing and I see hands oh Steve do you want to kind of moderate or do you want me to just consult no no go ahead Sean you can mod you can handle a q a great thanks all right um I see Anne's hand first hi thanks thanks for this presentation I I was just a little bit confused about the the nurse there the eight aqi you showed the the scale the green and the yellow and the orange and it had like the green was like zero to fifty and then you said aqi of four and I wasn't clear how those correlate to one another yeah uh so um the eqi is a little tricky there's a complicated calculation like um but I'll try to simplify it um basically it's uh you look at those five different pollutants that I mentioned um and uh you look at their concentrations over the last 24 hours so again it's over a 24 hour period uh and uh you find out which of those had the highest concentration during that 24 hour period and then you look at the concentration of that loot and if that concentration is over a certain value then um so like each value of concentration corresponds to a value on the aqi yeah yeah I think actually what my question is does an aqi of four correspond to one of those colored bars uh yes I see sorry um yeah let me go ahead and share that graph again really quick our table sorry yeah uh yes so an aqi of four would be this fourth level here unhealthy red um so that's the value of 151 to 200.
