hello Chris Cooper here with a brief video announcement um I made this announcement to staff uh last week but uh the main purpose of this video is to publicly announce my retirement as a school administrator at the end of this school year so it's been a great three years uh here it was actually three years ago tomorrow that I accepted the position of superintendent Clearwater and one thing I would say to everyone is that if I had a time machine could go back three years even before we knew anything about covid and I had the same choice to make I would jump on this job to come here and work in Clearwater it's been a blessing and an honor for me and my family to be here just have the opportunity to pursue some other adventures and spend more time with my four grandkids and so um the timing is is right for me to take my retirement as a school administrator we do plan to stay in the area so I still hope to see many of you around as the years go by here we we love Clearwater and and everything they can communicate d uh has to offer and like I said it's been a blessing to be here so uh the rest of this announcement is about the process so the school board has already started the process of selecting a new superintendent by hiring the Kansas Association of school boards to help with the search and the promotion of this job I firmly believe this is the best superintendent job that's open in the state right now this is a great place to be we have a good board good Community uh great staff so it's um I think a very attractive job for a lot of people to apply for so as part of that process the board would like to seek your input as a community and what characteristics you would look for in a new superintendent so accompanying this uh there'll be an email with a link to a survey that we invite you to to fill out and give your input about what's important for Clearwater what characteristics might we need in a new superintendent here that will close on on the 7th February 7th next Tuesday so we'd ask that you um maybe take that this weekend and give that feedback to the board they will sit down and and go through that and develop questions and processes to look for those characteristics in the candidates who apply um so we'll also get that on our webpage hopefully on some social media we'll get that that process out there from there uh the association school boards will take applications screen those do backgrounds those type of things come to the board and um help them select candidates to interview and we hope to uh announce a new superintendent for our school district in March so that's the process as we're moving forward just wanted to publicly announce that and ask for everyone's input as we uh look for the best possible leader that we can for our district so again this is a short one that's really all I have for today lots of great things going on in our schools I'll continue to do these video updates for the next several months and then uh even after that hope to see many of you games and and events around the community so this is Mr Cooper signing off work hard have fun and be your best self

foreign for coming we're gonna get started just gonna give a couple of minutes for a few more people to come in and then we'll get started uh the presentation tonight is being live streamed and that live stream will also be available on the district's website so you can view it if you have anything you want to catch up on um this presentation as well was put onto your child's Google Classroom so you'll be able to see the slides and access that through the Google Classroom as well all right we will get started thank you so thank you again for coming tonight and for those joining us online thank you for joining as well uh the objective here is just to to share more information about this trip answer any questions that you may have uh so you feel confident about signing up and registering for the trip I am Ryan Higgins I'm the science supervisor I have with me tonight are coordinators uh Kathy Kathy kenish Lori Kranz fitter uh Kristen Dairy Sarita Robinson Joseph Bondi and Sherry manners and I would I just want to say how thankful I am for This Crew so if you're if you're not familiar with the Fairview trip the coordinators are the ones who make it work it's a huge effort by the coordinators and by the teachers but when you if you're lucky enough to be one of the chaperones when you go on this trip it's it's going to run seamlessly and sometimes when that happens we forget all the work that went on in the background but it's just a tremendous amount of work to organize this I'm sure you know Hughes has did a little bit of restructuring this year and things are a little different and that just adds to the logistics of organizing it and and these six individuals they all said we love this trip this trip is important for students and I want to help make it happen and so for that I'm very thankful and we're lucky to have these six coordinators on board helping this trip take off so this packet went home I understand what a what a sixth grader's backpack can look like at times so if you if you don't have this packet you didn't see this packet with this cover sheet we do have a few extra copies here tonight you can also access it through the virtual backpack I did make one mistake on it um it was highlighted with the red box but that first box says submit the bottom portion you don't have to do that you don't have to submit any bottom portion of that packet that's an artifact of a way that we used to run and organize the trip but this cover sheet does act as a nice checklist to kind of walk you through the things that you need to do to get ready for this trip signing up online submitting the medical paperwork and then if you need to making sure that the medications get delivered to the nurse's office at the proper time oh there's the red box so that part right there that's highlighted that's you can ignore that just save this cover sheet as a uh as a nice checklist to work your way through so where are we going Fairview Lakes Camp there's a an aerial picture of the location so you can see Fairview Lake just to give a little bit of size reference that lake is about one mile long I think the camp is about 600 acres if you look at on your left that's where in those trees that's where the cabins are located if you look on your right and you see a ridge and there's kind of a bare spot there in the trees that is the iconic Ridge hike that's where the students hike to and they can look out see the lake they see new New York Pennsylvania and while they're up there they learn a lot about the geology of the area so some frequently asked questions I think the biggest question you might be wondering or we get asked a lot is why are we going and there's really two answers two reasons why we go there's the curriculum reason um so there's this trip has a big focus on ecology and ecosystems and in fifth grade they do an ecosystems unit but in sixth grade they do a lot with ecology pretty much the first two marking periods are centered around ecology and this gives that opportunity to observe what they learned to see it in real life to see it in action so when they talk about succession you can walk through Fairview you can see examples of succession when you talk about food chains they can look at the aquatic ecosystem and see examples of food chain the big what we try to do in East Brunswick especially in the K-5 the science program is really about experiences and giving experiences that as they progress through the Science Program teachers can relate back to and this trip is a major part of that so as they go through seventh grade the seventh grade teachers when they're talking about geologic processes they're going to say hey do you remember in Fairview when you saw this and when they go into biology and they're talking about food chains again they're going to reference Fairview and that's that's one of the big curriculum reasons why we go the other reason is the social reason so it's just a great opportunity for the students to go sometimes there are many cases they're away from their parents if you're not chaperoning they gain a little Independence they're meeting new students they're socializing in new students and kind of Novel and unique ways that they haven't done before so it's really a just a you know if we look at it from the SEL point of view it's a great opportunity for the students and it they engage while they're there many of the activities are centered around building teamwork the other frequently Asked question is I cannot let's see here oh how long is a trip so it's two days two days and one night and the trip has kind of Taken several forms through the years that start off as four days and three nights three days and two nights this year it is two days and one night and then the other question is where is it it's in still water which somebody's probably like hey I thought the last slide said Newton is pretty much the same town it's just a matter of the postal address and where the post office is but Sussex County about hour and a half two hours away so what do we do at Fairview uh anyone who's familiar with the previous Fairview trips they're going to be engaging in the same activities that they did they'll just be shorter periods of time because we're not there as long one of the classic trips that we do is the action socialization experience and that's where the big teamwork component comes in so if you're not familiar with that these are obstacles the students will participate in small groups they're presented with obstacles something like an eight foot wall and they have to get everyone up over that wall and the object of that is this teaching them how to communicate how to work as a team in order to accomplish that objective and if you said if you're lucky enough to chaperone you can kind of see the kids working through it and it almost always starts with each one at the same time trying to yell out their idea and then they learn all right we kind of got to recognize when someone else is speaking and and just share the stage a little bit they will do you'll see up there I call it the the iconic Ridge height because that's what everyone when you come back from Fairview what do they talk about the Ridge hike and like it was exhausting and the kids are that's usually what tires them out it's a fairly long hike uh pretty much straight up the hill when you get to the top you get an opportunity I mean maybe 100 yards but they're on the Appalachian Trail so they they learn a little bit of the history of the Appalachian Trail and what it is and then they go out to the ridge if they have their camera they can take a picture they usually yell and try to make an echo and they it's it's a nice rewarding experience it is it is tiring but the kids enjoy it there are row boats up there and if you have the opportunity it's fun to watch the kids try to figure out the row boats because it is not intuitive so they're usually for the first five minutes they're going in circles and then then they figure it out and they get the hang of it until a good gust of wind comes by uh they will do archery which is it's interesting when I asked the students at the end of the trip like what do you remember the most it's either a Ridge hike or it's archery that they enjoy the opportunity to try it out and we're particularly intrigued by it and then we have other hikes and we have water ecology during the water ecology they'll go out in a in a pontoon boat and they kind of study the lake ecology to look at how deep it is how deep they can see they'll also look at some of the stream macros vertebrates nearby at night we'll have two activities one of them is a campfire so half the group will go to a campfire and the Fairview staff leads this they do songs they kind of do comedy and dance and that's another thing that's it's just it's just fun to watch the evolution of that take place because when the kids first get they're like I'm too cool for this and then after about five minutes there's everyone is off their seats singing and dancing and having a good time and then the next night evening activity is a animal show put on by a touch of nature this gentleman brings in animals a lot of them from that local ecosystem but some of them are fairly exotic animals but what makes that show is he just has a very unique sense of humor if you've seen the show I think you know what I'm talking about but he's a very uh amusing amusing guy and then we'll have our meals that take place so this is a video uh we're going to start this oh we're going to start the video and you can see some of the examples of what we do you'll see the campfire you'll see the ASC take place you'll see examples of the animal show kids at the dining hall pretty much everything that we do at Fairview is in this video [Music] hello my name is Ryan Higgins I'm the supervisor of science for the East Brunswick Public Schools Welcome to our overview of the Fairview Lake YMCA 6th grade field trip which hosts the sixth graders for their annual Environmental Education overnight experience this year the students will embark on a two-day one-night trip to the Fairview Lake Camp the Fairview Lake outdoor education field experience begins with the loading of the charter buses at hammerschild school administrators teacher coordinators security and custodians direct to parents and students to the correct bus assignment once on the bus teacher chaperones give the students their Fairview name tags which shows them their group assignments for the entire trip after about two hours on upper 206 we arrive at Fairview Lake YMCA Camp in Newton Sussex County New Jersey students offload their belongings and gather for a group meeting with their teachers and Fairview Lake environmental educators while there they receive a general orientation for the camp prior to the children heading off to drop their belongs at their cabin um all right you guys are going to be seeing a lot of it throughout your trip here all right um just so that you guys are aware just that we always ask you guys to always stay like a big group like this or in your activity groups or with your uh cabin groups or if you need to go to the restroom at any time make sure that you have a buddy an adult with you so how many buddies is that all together three very good lunch follows our arrival at Fairview the Cruisers the students responsible for setting the table for their dining group arrive at the dining hall first they get instructions for their cruising experience and get started setting up for lunch some general dining hall rules are reviewed when the whole group arrives and then we eat our first meal together while at Fairview the students experience the ecosystems of the New Jersey Skyline region we hike up to the kittatinny ridge which is part of the Appalachian Trail here the kids get to overlook and see their classmates while they are boating as well as look out and see New York and Pennsylvania the students learn all about the geology of the area and how the glaciers moved and formed those land masses okay so from where we currently are we can see three states right behind me we have what New Jersey in that direction Pennsylvania good yep yeah so uh if you guys can see kind of the steam Cloud out there that's Pennsylvania okay and then in that direction on a cloudy night you can actually see the light pollution from New York City from the ridge we come down to a swamp where they learn about water and a forest ecology in a swamp then we go up and through a deciduous forest which turns into a carnivorous Forest once arriving back at Fairview students have their daily Recreation this time is reserved for some free time for the students some students like to play basketball volleyball soccer or relax and enjoy the views in nature the students in the surrounding grounds are supervised by hammersold staff during this time following wreck time the students go with their parent chaperones back to their cabins to clean up and prepare for dinner and the evening activities everyone eats dinner at the dining hall with Cruisers arriving early to prepare for the troops following dinner parents staff and students are engaged in activities until curfew students will have two nighttime activities one is a campfire gathering with a Fairview staff involves the students in various large group activities it's part comedy part singing and always entertaining following the campfire the students have a delicious snack and then head off to the animal show the show highlights many of the animals found in North Jersey forest ecosystem in an entertaining manner for the night activities students are split into two separate activity groups by cabin number all of the even numbered cabins attend the same activity and all the odd numbered cabins attend the same activity this evening activity is the only time that a parent chaperone and their own child might not be in the same exact group this is because a dad sharpening a daughter would be with his cabin of boys not with his daughter's group however great care is taken by the coordinators to arrange Cabin numbers that allow the dad and the daughter to be involved in the same activity at the same time in other words if the even number cabins go to the campfire activity at the same time the dad's cabin might be cabin two and the daughter's cabin might be cabin 10 so all even cabins will be involved in the same activity the students learn a lot of individual responsibilities as they move about camp and have to meet in different places with their classmates teachers and environmentalists here at the camp every teacher and child has a name tag just like this for identification purposes and to let them know their entire schedule for the whole time there in Fairview all the activities and places they will be traveling are listed on the card so it's both an identification and a safety device following the second activity any student that needs to see the nurse for evening medication will do so and then the students head off to their cabins for bed wake up comes early at Fairview some students shower in the morning some students prefer to shower before bed and they are usually out playing basketball before breakfast students will need to pack their belongings and empty the cabin so they can be inspected for the next group Cruisers arrive to prepare for breakfast with a group following at eight by 9 A.M everyone is off to begin their day of environmental classes students will have time to engage in two activities before returning for lunch these classes include boating safety water ecology archery a hike to the Kennedy Ridge or hike of the lowland swamp on the grounds of the camp or an action socialization experience all these classes include physical and cognitive activities that reinforce grade six curriculum and cross the academic curricular boundaries to include physical education social studies life skills and practical Arts Julia what's out on your face there um it's mud and why do you have mud on your face um it's from the bottom of the lake we uh Brandon took some uh the anger yeah and he pulled it up and there was a bunch of mud and he said that there was a lot of minerals and it was good for you yeah there's a lot of minerals and people pay a lot of money for that right but you got it for free following class the students eat lunch and organize once again into their bus groups in order to park for hammersold school the students usually have one last opportunity to visit the Fairview Trading Post in order to bring home something that will remind them of their stay at camp I'm told the bus ride home is a lot more quiet than the one that begins the trip since students have had a lot of fresh air and exercise throughout the trip Dr Gaskill will send an electronic message to alert our families of the anticipated arrival at hammershould school overall the students enjoy their time at Fairview Lakes YMCA Camp they've added to their ecological environmental science knowledge they become acquainted with new people and new experiences and they have participated in an adventure that I predict they will remember for the rest of their lives thank you and I look forward to seeing you at Fairview this year [Music] foreign to the packing list and here's the old proverb there is no bad weather just bad clothing and we're trying to reinforce here is we need the kids need to be prepared for any kind of weather up there we are going later in the year that we traditionally go but it can still be cold at night still a good chance that it can rain so they want to make sure that they have the proper uh Tire to be able to handle that kind of weather this is the so here's the packing list bag number one you're looking to pack the bedding the sleeping bag the twin sheets these beds are there will be sleeping on cots and they're small twin mattresses and they're that vinyl coated matches so put a sheet over that and then have a sleeping bag for the blanket a backpack that they'll carry with them at all times and that backpack should have a water bottle uh sunscreen insect repellent we're going in late April and early May so the in that's like Prime insect season so strongly advise having the uh having the insect repellent and then the sunblock because it's later in the year the sun will be a little bit harsher than what normally we go in in March so it'll be a little brighter hopefully better and warmer weather though a hat um and then an inhaler if if you've signed the the paperwork for them to be able to carry one for bag number three I'm going to apologize I forgot to update this for the that was based off of a three-day two-night trip so I know we've been getting some questions they do not really need six pairs of Underpants uh you can you can adjust that kind of for what makes sense but some of the key items that you want to have on there they should have a sweatshirt they should have weather that shouldn't get chilly that they will be warm it being prepared for the weather is really what makes or break the trip you know if it rains kids will still have a good time if they're in a raincoat but if they're cold if they're wet they're going to be miserable uh I mean they'll still have a good time just not as good of time so just take a close look at that list and make sure that they have the weather be prepared for if it does get cold and wet some things that we do not allow you see cell phones that are bold-faced up there and I'll be honest here they still have not updated their service the last time I checked so even if your child had a cell phone it's probably not going to be there'll be like a few areas where you have to hold it up like this wearing a tinfoil hat you're not going to get great reception our one of our biggest concerns is you know we plan on bringing 600 students up to Fairview if 600 students with a cell phone up in that area someone's going to lose one and I don't want that to happen I don't want them taking selfies and dropping in the lake or losing it up on top to Ridge so it's just best that they leave that home [Music] um yeah the curling irons the the hair dryers their electricity in the cabins cannot handle that it's a fire hazard so those kind of things leave home the iPads the smart watches we really want to keep kids off of the screens perfumes it can bother some students with their allergies but it also attracts bugs so you would not want to wear a perfume some optional things they can bring a camera tennis racket just random sports equipment there is sports stuff there and to be honest with you watching the kids are usually happy with the basketballs are out there or the volleyballs so if you want to pack light there is lots of things for them to do during a wreck time um and then the only thing I I think some teachers have fielded questions around fishing gear please leave that at home we just don't want kids next to the water during the wreck time we want them want them up in the the rec area so they really would not have an opportunity to use that so now we get into the portion of how to sign up for it and it has to be we have to sign up for this through the community pass the online registration and then the medical documents would get handed into your child science teacher from there we will relay them to the nurse if you have troubles signing up for it you forgot your password or the system's just not working for you you can contact them at EB online payments at EB Network or call that phone number that's there I usually get in touch with Miss Marty Newman who's extremely helpful and she can guide you through the process this sheet because I know there's there's websites here and there's phone numbers that you might want to reference later on I said this is available on your it was posted on your child's Google Classroom so you can also get this presentation and those important phone numbers from there so in order to register for it if you go to the district website and you go to hammershaw's website and you go down to register and pay for activities you can see the arrow that's pointing to where you need to click and once you click on to that virtual backpack you'll see the select register here button you click on that you select the trip that you'd want to go to it should be Fairview 2022 2023 uh and then you would select your trip and you would sign up for it you pick decline or agree and I know some people might be I'm thinking if you're here tonight you're really inclined that you're going to go on the trip but if you were to decline it it really helps with the organization process to know exactly who's not going so that we can start the planning process because it'll be staying back making sure that we have a plan for them as well as the kids who are going on the trip so then you would complete the payment process putting that information and then it is paid for and you would be registered if you forgot the medical forms you can also access them through the virtual backpack on Hammer should School website and that you can see there when you go to hammercial site you'll see a little virtual backpack when you click on that one of the options that you'll see available would be the Fairview Medical forms for this year and so these are we have the students there overnight so it's critical that we have all the medical forms and all the information that we need especially if medications are involved so this first sheet you basically you're providing the basic information about the doctor insurance information the table that's there is letting you know what time if you're sending medications with your child they have to be delivered to the nurse's office before they go and it's giving those dates that way the nurse can organize and get the medications ready uh you see the place a lot of places to sign for you and for the physician this is a another medical form this is regarding prescriptions it would have to be signed by the doctor and there is a note there signed not stamped I just want to go back to this slide hard to see but when you actually see the paperwork there's questions in there too about the diet so that if you if you're if you want a no meat food we can offer that we just need to know that ahead of time so Fairview can plan uh Fairview does not offer kosher or Halal meals the other option so there if you want your child to be able to take over-the-counter medication Tylenol ibuprofen and Tums are the only over the counter medication that can be provided to the student without a doctor signature but it would need this form we require this form to be signed to allow for that and that's just an up close of the over-counter medicines that do not require a doctor's signature and then the other medical form this is the real specifics as far as what the medication is what the dosage is that needs to be signed by the doctor and signed by the parent uh things such as an EpiPen or an inhaler if you want your child to carry that you have to sign there's a place to sign indicate that and then you can work with the nurse to make sure that we have that on hand and it goes with the child it is especially the time of year we're going there's a lot of seasonal allergies so if there's a medication that they need to help control their seasonal allergy allergies make sure that the proper paperwork is filled out so the nurse can give them that medication and just a reminder self-student Administration for the medication the epipens and inhalers they can do that it has to be the proper paperwork has to be signed and then work with the nurse in order to make sure that the student has that students with the EpiPen we do make sure that they travel on a bus with an EpiPen certified teacher and that the EpiPen is there in the event of emergency so when we depart for this trip we need the students to be here no later than eight o'clock so that we can organize them the goal would be that we get the students out before the the regular other students are coming in to Fairview they cannot take the bus to school because if they take the normal school bus to school then they would miss the bus leaving to Fairview so it's important that a parent has to drop them off for this trip at 8 A.M and we are taking coach buses uh when we come back to Hughes the goal is that we arrive slightly after the buses have left for the afternoon delivery with the other students so we're looking at around a force clock arrival but you'll get a message from Dr Gaskell you get a Blackboard message saying they have left Fairview they're anticipated to arrive at such and such time and if we hit traffic and there's delay Mr gas Dr Gasco usually sends out a note as far as like hit 20 minutes of traffic delayed on the arrival and students cannot take the bus home either they'd have to be picked up by a parent so the dining hall and meals I have gotten a few questions already like what are the kids going to eat and I asked Fairview what are they going to eat what is the diet plan and they uh their answer right now has been due to the supply chain issues they cannot they they're not sure what they don't have the menu plan that far ahead I can assure there'll probably be no eggs on the menu um but it's going to be kid-friendly food so you're looking at Chicken Fingers grilled cheese sandwiches turkey sandwiches generally kind of the basic kid-friendly food usually haven't really heard any complaints on the food it served family style so one student that's what we call a cruiser one student goes up gets the the bowl of chicken fingers brings it back they use the tongs and distribute it and then cruisers at the end would help clean up so when you watch that video and they mentioned Cruisers these are student helpers so students have I guess chores assigned to them it might be a morning Cruiser where they help set up for breakfast and take it down or lunch or dinner but that that's part of the learning process so if you were to chaperone your natural tendency is you want to help out right you want to show your kids that like we help out that's what we do we see clean up for dinner we're gonna help with that but it's intended to be a learning experience that the students take responsibility and that they conduct that role without adult help so it's hard but we'd ask that you sit back and let the kids do it so the general meal times breakfast on day two we're looking about 8 A.M lunch at 12 30 dinner at six and then a snack before they go to bed at night parent chaperones you they eat with with the students and we do have some non-meat diets that are available so if you let us know that they need a non your child needs a non-meat diet uh Fairview offers that option so you we can't bring our own food up and that was one of the prohibited items in the in the packing list no food or snacks and that picture right there that is that is the main reason right they don't want food in the cabins bringing in mice bringing in cockroaches or whatever uh so all the food at Fairview has to be contained to the dining hall and probably Bears too right they probably don't want Bears stuffing out the food in the cabins and cell phones just a reminder the students cannot bring the cell phones so a couple common concerns I think one of the biggest concerns is like well I'm not going to be with my child I think my child's gonna be nervous they're going to have they're going to have anxiety and when a student leaves East Brunswick and they do a 12th grade poll when they ask them what do you remember this trip is usually you know really high on the list of the things that they remember so although they might have been nervous going into it for most all students when they come out of it it was a memorable experience they really enjoyed meeting new students they enjoyed the sense of Independence and that overnight trip they're often usually so busy because it's just Event Event eat event event that they they don't have a lot of time to feel the separation anxiety not to say that doesn't happen during Rec time or at bedtime but for the most part of the trip even if they have it they're still enjoying the activities if you have privacy concerns or if you have kind of personal questions around things like bedwetting start with the coordinator asking them and then we can work that out we've been running this trip we're trying to figure it out today I think 40 years if if not more within that time we've certainly had just about every student issue that you can imagine things like bedwetting we make it work it can happen um so just just reach out and we can between myself the coordinators and the nurse we can we can figure something out so the chaperones my big plea to use like please apply to be a chaperone I think it's a great experience uh you might have caught glimpses in that video if you didn't watch it again the chaperones are having just as much fun as the students they enjoy the activities it's a great way to spend time with your child um you know we have advertised up here the perk of no cooking cleaning it's an all-inclusive resort for two days and one night but I think the quality time is really the most it's it's you know I'm a parent too I think it's kind of a fun age of kids right before they get it you know really wanna really want parent separation so it's a good opportunity for that quality time your responsibilities the biggest thing is the cabin supervision and the activity supervision so with the cabin it's just I mean they're sixth graders right so it's it's probably not going to be the quietest cabin until the lights go out and they fall asleep uh but making sure that we can get the lights out at the lights out time which I think is usually 11 o'clock is when we make our rounds and make sure that all the lights are out for the activity supervision it's Observe and Report so we're going to have Hammer should staff at chaperones as well we're not asking you to get involved if you see something concerns you let a hammershow teacher know they'll relay the message back to myself or to a coordinator or they'll adjust the situation as needed but you're just there to kind of keep eyes and let us know what uh if something concerns you so if you're a chaperone you know you're a dad and you want to chaperone the trip with your daughter we can certainly make that work obviously you're not going to share the same cabin but you will have all the activities and we take real special care to make sure that the evening activities which are usually divided into two groups we base that on the cabin number and we would put the dad in an even cabin and we put the daughter in an even cabin so they can even have the nighttime events and you'll be there for all the activities so we we can make that uh that work and we have up here a possible switch so if you're a dad and you want to go with your son let us know if you would be open for your wife going and yes you'd have to stay in a different cabin out with your son but would still be able to participate in a trip let us know if both parents would be willing to be chaperones like I understand you would prefer that if your mom you want to go with a daughter or dad with the son but if you're open to that switch that one parent can go that's just in case we we need more parents of a particular gender for cabin supervision so we can have that flexibility this is the form for filling out to be a chaperone it's fairly simple you just select a trip put your name down all the information hand it in with your child science teacher I'm collecting those next week and kind of going through it the process is random we do need a lot of parent chaperones so there's a really good chance uh more than likely chance that if you submit to be a chaperone that uh I said there's a high chance you'd be selected for that and so just some general information the camp is not free that's another reason why we have to not allow outside food coming in we do not allow daily visitors that's for obvious security reasons when you sign up to be a parent chaperone Fairview runs a background check that's through the Raptor system and that's checking for anything in the background that would be concerning where you shouldn't be around kids so everyone who's at that camp has has undergone a background check so I think as a parent I'm hoping that gives peace of mind uh just understand it if you sign up for a chaperone that they are put through that screening system they said the process for choosing chaperones it's it's random kind of picking out of the Hat what we're really trying to do is make sure that we need you know the goal is 52 parent chaperone so that's two parents per gender in for 18 cabins so for the most cabins we want two parents we want to run a couple a few cabins where we have three parents and that's just in case something happens where a parent has to go home their child gets sick or they get sick and somebody needs to go home we'll have a backup cabin so we might have to move a parent from the the three parent cabin to another one in the event that someone goes home um and then we select all the groups so I know there's not like hey can can my child be with so-and-so we don't put kids together we don't put friends together part of their you know we don't purposely keep friends apart but we make the groups do make us aware if there's a reason why your child should not be with another particular child especially if there's an HIV history I mean we'll see that in the screening process that's one of the things we check but if you have reasons where you would not want your child being bunked with or having activity groups with another child please let us know foreign I guess the one thing I spoke about the nurse in the medical forms but I just want to let you know that we will have a nurse there during the entire trip uh day stays there throughout the night so that is always available at this point uh I'll open up any questions you may have if anyone has a question you can raise your hand we'll bring the mic to you you can ask it and if you have a more personal question I'll be down here by the uh by the stage to answer those thank you hi um my son has celiacs is there any diet um yeah I believe Fairview can do it like a gluten-free diet yeah I believe Fairview can do a gluten-free okay with snacks but will we be able to send anything to him just in case yeah sure he's not eating yeah they would go into his cooler get his cookie you know so unless that has changed since since it's been a couple years since we went overnight in the past Celiac students had or severe allergy students to their parents are packed a cooler and just bring that straight okay thank you so uh Lori I'm just going to repeat that answer so that we have it on the microphone so in the past children with celiac disease we've been able to have a cooler where the snacks and the food was packed and cooler and that's stored in the cafeteria and there's a microwave as well to heat the food up for that if you're going to chaperone do you drive yourself or do you drive the bus with the children you can drive yourself or you can take the bus and I guess or another question I don't know if this is the right platform or place for that but what about you know the other three years you know due to covid you know all those children that missed out on the Fairview has that been talked about or discussed yet I'm sorry I did not hear that question the three years of the Freshman the ninth grade class this year missed out on Fairview and then all the following classes due to covid so I was just wondering you know if there was a plan for them to experience something similar I mean right now we're focusing on this year I understand the opportunity to okay to offer it for this year I understand thank you what's the ratio of students and chaperone for each cabin it's generally two students um two chaperones the cabins hold about some cabins hold ten some cabins hold 12 students okay pretty groups are similar I just have one question basically um right now if the kid doesn't take any medication between now and April something does come up what do you do then first thing you do is contact a nurse and she'll work with you too to get to to make sure that we can get on the medication okay so but when you fill out the form you uh it clearly says does your does your kid need medication and we just say no right now right so I said you'd work with a nurse but if that came up then the first thing you do you'd have the doctor fill out and just redo the form and submit that okay got it okay thank you so I do have the following question with the medical form only so since my daughter don't take any medication anything else so still I need to sign it and from the doctor or should I just put my signature and return back to school put your signature and return it back to school so no doctor signature or nothing is required right unless it is a prescribed medical medication yeah okay thanks thank you hi um what if any accommodations are made for kids with an IEP it depends if they're if they require a full-time Aid we've had students will have the aid go on the trip but it would really be dependent upon what the what the requirements are of the IEP so since those are individualized we don't we don't have a solid straightforward answer for everyone it depends on the IEP um if I wanted to be a chaperone uh for you know obviously for every for everybody that's attending but specifically so I can be with my son who has an IEP would that I mean is there a good possibility I can become a chaperone it would have to have that conversation with with yourself and the caseworker so they said all those are kind of individual circumstances that are hard to answer in a general you know across the board answer all right any further questions she did all the running yeah and now you take the mic all right thank you I'll be I'll be a lot more students than normal tell me that they don't want to go and I don't get it at all I'm like what do you mean Fairview is amazing so if any of you were I'm Mrs fitter if any of you are my students and if you're watching at home I told my parents told my students to tell my parents nobody declines until they've seen this meeting this is an amazing trip I've been teaching in this school for 23 years I've gone at least 20 times I love it I wish that the town that I lived in offered this to my children and it doesn't so I think that East Brunswick doing this is fantastic and it's an amazing opportunity and I really encourage you to send your child and volunteer if you're nervous about it volunteer to chaperone but it's a great experience for them it's a great experience for you and I really hope you'll come and especially your kids one more question today it's not really your question um I went to East Brunswick so if any of your kids are nervous Fairview is so much fun I went back when it was a four-day trip and it's a blast so if anybody's nervous don't be it's so much fun your kids are going to come back and be like it was so awesome all right thank you if you have you said more personal questions you want to ask off Mike I'll be down there feel free to come up and ask those questions thank you

selectee for this award again Ethan is one of 100 Cadets worldwide and one of only four Cadets in Arizona that received this honor this gives Ethan two outstanding post-graduation choices he currently here were able to attend and it was exceptional to see all of the past Greenfield staff and students and the current Greenfield staff and students and some future Greenfield staff and students and I got to tell you what um Julius new principal of Greenfield L did a phenomenal job recognizing everybody and probably the most important guest that was there during the day was Mr Reimer founding principal of Greenfield Elementary he got to say a few words Mr Martin our historian slash former Greenfield element entry student took us through a history and a little walk from the past to the present and was phenomenal in his presentation and it just goes to show you that Gilbert Public Schools was built on a foundation of phenomenal people and we continue to do that today so it was just one of the highlights of my 28 career so 28-year career so far to be able to experience something like that and see that and for Mr Reimer 91 years old looks phenomenal it's speaks eloquently and as being part of this wonderful District I am here this evening because I believe my dream and the dream of my colleagues will come true this evening Elementary was not always in the Gilbert Public School curriculum in 1991 the late casilda Taylor went to the board and superintendency and proposed to have Elementary art at the five elementary schools after a lot of discussion and persistence this was granted but the budget only allowed for two art teachers this is how the Elementary art program started in GPS and we have been part-time on each campus ever since I want to thank casilda for her persistence and dedication as well as for hiring me and believing in me I want to also thank her successor Deborah Garza who's also here this evening who took the department chair position when casilda was too ill to continue teaching Deborah brought a new type of energy and perspective into our elementary curriculum and development I worked very closely with Debra and developed a friendship with her when she was ready to retire she recommended me for the department chair position and I interviewed and was offered the position as the Elementary art department chair I've held this position since 2012 and have persistently requested for more art instruction for our elementary students I speak for all the Elementary art teachers when I say how grateful and appreciative we are to see that's finally come to a board meeting thank you to Dr Karen Coleman as well for being our voice and our absence and for her continued encouragement and advocacy we are fortunate to have the support so let me get into presentation mode here so this particular month the most notable changes that have occurred at a funding level is on the operating fund so if you in your board packet you have an entire grouping of grids that include all of our funds tonight we're just going to focus on the operating funds which are the funds that we have the most discretion over in terms of spend so to get into some of the details the most notable change occurs always in maintenance operations and in unrestricted capital so I wanted to point out first of all the pending revised budget which you will be asked to approve on a week from now shows an increase of just over three million dollars just over three million dollars and that is due to additional budget balance carry forward bbcf as well as additional student accounts our practice has been to assume a loss of 400 students so the information to date indicates that we've only lost about 250 so our conservatism has paid off and we've realized some additional budget capacity in addition I wanted to share at the bottom this is the increase for all of the grouping of funds except for unrestricted Capital that shows because on the pending revised budget we always adjust the budget to reflect the ending fund balances from 2022 and that is done after the annual financial report and the audit is complete so during the during the adopted to the pending revise number one we've seen a total gain in our operating funds of seven million dollars in addition the spend on maintenance and operations last month when we presented to you the November 30th information our available balance was just under 30 million dollars you can see today that it's 12.5 million there is still lots of movement in and out POS being unencumbered spend is ongoing but the biggest change has occurred because in December we approved the pre-funding of Arizona State Retirement we have a great deal of one-time money so it was thought prudent to pre-fund Arizona State Retirement into the future holding those dollars in reserve right now it's just encumbered we have not made that distribution to Arizona State Retirement and we are holding it until we find out the final deliberations of the state budget as well as the resolution of the aggregate expenditure limit the AEL so before I go any further are there any questions on this particular operating funds report okay great and this is just the details for the reader and for you that just expresses everything that I just shared the one notable thing that I did not share was on unrestricted Capital as we continue to go through the year we are continuing approving understand Capital requests as as you know we have instituted a zero-based budgeting process associated with those allocations so we have just announced that the deadline for the request is February 3rd so it's looming very quickly so there has been a flurry of activity since the new semester has started and then just another note that March 10 10th is the deadline for the submittal of capital requests that's largely because when we're buying Capital items the lead times are great so we have to put a deadline on there to make sure that we can receive the item prior to June 30.
⚗ AI-reconstructed · cite from original above
if we cannot receive prior to June 30 we would have to move it to the new year and account for the expense in the new year so so our next report then moving on is on our second quarter financial report so our practice has been that every quarter we present to you some information that shows how is Gilbert Public Schools doing year-to-date this year fiscal 23 in comparison to last year fiscal 21.

so there's interesting um well I think interesting anyway effects I'm associated with those changes over here so we always start with revenues so you can see that the revenue received to date is 149 million dollars and we expect about 312.6 million because the year is halfway over you would expect that we would see 50 percent or half of that 312 million so that decline is largely due to the delayed state aid payment that was that has been in practice since my gosh 2000 and 2009 2009 2010 right um so that that continues generally speaking the state holds back about 38 million dollars from Gilbert Public Schools until after July 1st of every year and then you can see the the dollar amounts in federal local state and County again this grid is specific to that operating grid associated with our operating funds so this is not just maintenance and operations it includes all of our funds the federal dollars that are included there is our Medicaid reimbursement and then you can see the state local and the county I wanted to focus a little bit on the county showing um a hundred thousand dollars in the past we have received somewhere in the neighborhood of about 14 million dollars of of County Equalization assistance in the legislative session this past spring they voted to discontinue the County Equalization so the state coffers are now picking up that roughly 14 million dollars of monies associated with our school funding formula so this shows the annual expected versus second quarter and then you can see the details a local County state federal as well as the total you can see again the county the 14 million dollars that was received I think I can highlight that the 14 million dollars that was received last year it's a hundred thousand this year reflective probably due to delayed property tax collections before I go any further are there any questions on that this is just showing the the source and this is a grid that's showing the funds so you can see other is a grouping one of the benefits of having a quarterly Financial is you can notice our capital is only two hundred thousand dollars but you've you just saw a spend of over 12 million so how is it that we only have two hundred thousand dollars in Revenue uh posted to Capital so every year we we estimate how much money should be assigned to Capital versus mno and so we just need to correct that with the county superintendent's office so we will be doing that for the next quarterly report and you can see that the largest fund of course is our maintenance operations fund at 133.3 million dollars and again the next grid specifically shows by fund and where we are in each of the funds year over year so before I go on to spend are there any questions on any of that I guess that just brought up a question for me the when you said we need to correct that just at the county it's just a recording moving right so we we have the ability to do a journal entry to post the revenues to repost the revenues accordingly to where they should have gone but um but the county is also able to apportion out those monies accordingly and so we will just work with them to see if they can continue doing it on that percentage basis that we would like them to do it it just facilitates the reporting if they actually do it so will that change if you go back that side will that change then what was this what's assigned yes so as an example the capital then should be closer to eight million dollars from 200 000 and then your maintenance and operations will go down okay that's what I was wondering if that was okay thank you you bet so these are just some of the details I I shared um and then the expenditures so second quarter operating expenditures by object we always report by whether it's salaries benefits other operating um or capital so you can see the total expended encumber is 324 million the big takeaway here is that's 324 million but wait we're only expecting a total of 312.6 million in revenues so I'm pointing that out to make sure that it's understood when we're presenting the revenue side we're excluding the budget balance carry forwards on all these funds because we already have the monies in our coffers so in this particular case the expenditures are more than that because we are utilizing budget balance carry forward just want to make sure that's clear and then showing the changes year over year it's interesting always to look at salaries and benefits we always see increases year over year quarter to quarter you can see that the salaries have gone from 71.4 million dollars to date versus 82.8 million dollars that's reflective of the large pay increases that were awarded back in July if you remember we adopted in June and then we readapted in July because the state came back and provided additional resources for us and that was when we were able to bring our teachers starting salary up to 52 000 annually so that's all I have to share on that question for you yep how much of that remaining um 12 million or so of the budget balance carry forward is earmarked for expenditures that we've already that we've already received or that we've that we expenditures for things we haven't received yet so whenever we we whenever we present the monthly financials we always present expended and encumbered so our largest portion of our budget is in salaries and benefits and those are fully encumbered through the end of the year so at this point in time we are expecting to there to be maybe a million or two more of spend that's not already encumbered in that maintenance and operations but there are other journal entries in which we actually move expense out of Maintenance operations and put into other eligible funds and we always do that at the end of the year so we feel confident that the budget balance carry forward to the ending fund balance at the end of fiscal 23 will not be less than 12 million dollars and the budget balance carry forward as one of those areas where we can move money from mno into we um it's not its own separate fund it's part of Maintenance and operations but the movement going back and forth between unrestricted capital and maintenance operations is purely at our discretion we're able to move them back and forth It's Only in Revenue revenues though we can't move the budget balance from under 60 Capital back to mno or opposite we have to re-class the revenues coming in accordingly but we have lots of flexibility there and of that so you said at the end of the year we we shouldn't have any less than 12 million is that is that number or that that number that we're retaining in that account is that based on future expenses or is that money or is that a number based on on experience and history of what we've anticipated in years previous and I really like that question we have last year let's see last year during 2022 we presented to the governing board a policy revision to policy DB which is our budget policy at that point in time we made the recommendation to allow school-based carryover of discretionary funds so not salary savings but the allocations associated with supplies and that was approved and at the same time the um the Target that was set for a budget balance carry forward and maintenance operations was four percent of the budget limit and that represents about that 12 million dollars so that we were focusing on that as we were deliberating over these financials this this month thank you you bet and just following up with that Miss betz if you can explain to us why how is it advantageous for us to have besides just obviously being able to weather unanticipated things but what other what other tax benefits and different things do we see when we have a healthy budget balance about 12 million about four percent why why you want us to so there's three major components so again we have been conservative in our estimate of student counts since 2017 we have been funded on current year student counts so again we're trying to be we're trying to be judicious about how we're estimating how many students we're going to have next year but we could possibly not do that very well and we would have way fewer students in the subsequent Year and that budget balance carry forward would help us weather that for a year in addition to that the the cash balance so there obviously is cash available in a budget balance carry forward so that information goes into our annual comprehensive financial report and that information is shared with our investors which gives our taxpayer an advantage when it comes to the sale of bonds so we do we are getting ready to sell our last 18 million dollars of bonding Authority and so by having a very good credit rating because we have a certain amount of cash on hand we are able to sell those bonds at a very favorable interest rate so that we don't have to Levy a tax higher for our local taxpayer and then the final reason is that we in these operating funds they're they're co-mingled the cash of all those operating funds is co-mingled in one fund at the county so when we have excess cash the county is able to use that excess cash to meet the obligations of spend every month if we didn't have the cash available at that point in time the county would charge us interest because we're borrowing money from them and then that interest is actually imposed on a local taxpayer so there are those are three the three major reasons why you'd want to have a healthy fund balance at the end of the year thank you okay so you've asked it asked your questions are there any further before I end this report anything further important person no thank you Miss betz we appreciate all you and your team okay great thank you and then before I go on I would like to introduce my team so um please uh Jackie Matten is the Director of Finance you need to stand so that they can see you please and then Ashley Miranda is our budget manager and both of them do all of the work associated with these reports so thank you thank you very much and thank you and all who you work with we appreciate all that you do every day all right that will take us to 7.03 revision of the FY 2022 expenditure budget under ARS 15-915 Dash prior year budget correction request Miss betz oh Dr McCart thank you so again just to make sure that we're all on the same page we are talking about fiscal 2022 that is last year and this is budget revision number four so as Ashley and Jackie and I were going through the budge 75 it's a report from the Department of Ed that shows how our annual financial report impacted our budget capacity for last year and that calculates our budget balance carry forward into the current fiscal year fiscal 2023.
⚗ AI-reconstructed · cite from original above
so when we went through that report we noticed that there was some budget capacity left on the table that we could take advantage of and so this request will lead us to an additional about thirty five thousand dollars of budget balance carry forward that we can budget for and utilize in the current year another piece of information that would increase our budget balance carry forward into the future so to get through the details of that we can go back three years based upon Arizona revised statutes this particular budget 75 that we use that's the expenditure report was issued in November of 22 and it reflected a higher capacity in the amino override than what we budgeted for it also reflected a decrease in tuition an increase in the budget balance carry forward as well as a reduction in the proposition one two three amount so we are we are doing both the pluses and the ads together the resulting income increase totals thirty five thousand six hundred dollars to our general budget limit which again will be thirty five thousand six hundred dollars to our budget balance carry forward in the current year and we'll share that when we do the revised budget um that's scheduled for next Tuesday night okay so I thought I would just quickly share this um I worked earlier I hope it pops up yay this is the actual report I think I can so we are focusing on this maintenance and operations GBL budget capacity so you can see if you focus on the last column this column here that's the differences so you can see the eighty seven thousand dollars in additional mno budget capacity a negative fifty thousand dollars in tuition we overstated our tuition coming in we understated our budget balance carry forward by five thousand three hundred Seventeen dollars and then we overstated our prop one two three add-on funding by six thousand nine hundred and fifty so the the net effect of all of that is an increase of thirty five thousand six hundred uh so we are asking you to approve that budget revision at the end of the action items this evening so please be sure that we'll need you to sign those uh sign the actual cover page of that budget document so that it can be submitted to the Department of Ed presuming your approval um and so let me just get out of here um back to our report and that's all that's all I have today on that thank you yes bets I have a quick question for you can you take a minute and explain to everybody or to the board the difference of what Bond money goes towards and what state money goes towards you bet so um whenever we request a bond from the taxpayer we have to indicate to the taxpayer what we're using that money for it's it's usually very general we have high level categories of Technology security and then operations upgrades and renovations so we are constrained to use that money for those purposes in addition historically here in Gilbert we have not requested the taxpayer to approve using bond for district office facilities so all of our bond dollars must be utilized in school buildings on behalf of students so that's that distinction and then unrestricted capital or M O again as I said earlier energy Capital can be going back and forth between mno and unshifted capital depending upon what the needs of the organizations are and so our unrestricted Capital goes to provide software our instructional software such as Infinite Campus that's our student accounting software that's paid for out of unrestricted Capital we have recently moved all of our computer refreshes to come out of unrestricted capital and more appropriate out of unrestricted Capital because Bond dollars are generally for those Capital expenditures that have a longer life our Chromebooks generally have a life of four to five years we are allowed to use Bond dollars for that but then we have to make sure that the payback period of the bond is that four to five year period so that's a pretty good summary I think unless you have any other questions on that okay thank you okay great okay that's all that's the end of my report Dr McCord all right thank you thank you for the reports we will now move to our consent agenda items board members is there a motion to approve the consent agenda I move that we present or that we sorry I move about the consent agenda that we pass it I'm sorry but we approve the consent agenda I've been here since four I'm gonna be like you're good like Marcy thank you Mr Jetty thank you for the motion is there second nice second great it's been moved and seconded that we approve the consent agenda as presented all those in favor please vote by saying aye aye any opposed with nay thank you that passes 5-0 that will take us to our action items and we will begin with 9.01 the appointment of dawn coberstein as the Director of early learning for 2023 2024 school year Dr McCord thank you madam president governing board members it is my pleasure to recommend as our new director of early learning for the 23-24 school year the Don coberstein thank you board members is there a motion I move that we approved on koberstein as the Director of early learning for the 2023-2024 school year thank you Miss Humphreys it's been moved as our second second thank you Miss C Jetty it's been moved and seconded is there any discussion I just want to say I think this is a really a step in the right direction for our district for our our little kiddos and for our parents so I appreciate that we're doing this and I think we've got a very good candidate I shouldn't say candidate she's going to beat it no I can't predict the vote sorry she's a candidate until we vote yep thank you anything further then I will call for the vote all those in favor of appointing Dawn coberstein as the Director of early learning for 2023 2024 school year please vote by saying aye aye any opposed with nay thank you that has passed 5-0 congratulations [Music] I hope it's okay to approach I want to say Dr McCord governing board cabinet thank you so much for this honor I know there's big shoes to fill when you have a brand new role such as this um and I want to give recognition and say thank you actually to the Mesquite community that I've been the proud principal for the last nine years it's been this is a hard decision to make because I love the school and the community trying to tell myself not to cry not to cry and be professional um I love that school Community I've given it my heart and my soul and I cannot thank the staff the teachers the parent community enough for what we've done over the last nine years um when I came in I was told the demographics were going to be going down with enrollment and we have settling in the nine years and even during covid remaining to be one of the top enrollment schools we're not a thousand students but what the demographics say 650 is around what we're holding right now um we've done amazing things focused on tier one instruction making that we're in a and last year achieving a plus and I couldn't have done it without the school Community working together and part of Us increasing the enrollment at Mesquite has to do with early learning that we had an advantage preschool program but when I was asked what about bringing building blocks I'm like yeah I will make room there's room on this campus to do that we added a four-year-old program and a three-year-old program and that is where it starts it is the heart of Lane Matt Foundation that when people walk through and they see what's happening in the school Community parents want to be a part of it I've had parents are open enrollment has increased because of that they may move somewhere else to get a bigger home but they come back to Mesquite because of the amazing things that happen I hope to take what I've learned over the last nine years and help support our District's leadership with that early learning because this is the heart and the passion that I have and so I just want to thank you for this opportunity and I look forward to working alongside all of you in this new adventure thank you for believing in me [Applause] thank you we would like to just take a two-minute recess that we might offer Don some congratulations and then we'll we'll get right back thank you foreign thank you for allowing us to take that moment we will now move to 9.02 to the renewal of Administrators for the 2023-2024 school year Dr McCord thank you madam president governing board members we bring before you and ask for you to renew for the 23-24 school year associate superintendent assistant superintendents executive directors director one director two assistant director principal assistant principal coordinator and dean of students has recommended by my staff and myself to you thank you Dr McCord board members is there a motion can I redeem myself please please but I'm not going to say all of the things that you said I would like to to approve the renewal I would nominate I'm going to do it again the renewal of Administrators for the 23-24 school year I'm done perfect that was wonderful thank you Mr Jetty it's been moved as our second second thank you Mr Thompson it's been moved and seconded is there any discussion I think the only thing that I would say is this is earlier than we have done in Prior years would you speak to that yes I would love to speak to that our goal this year is to get contracts out earlier to all staff um in the past um we have waited for budgets to be pretty much settled and I think that's the one of the best ways to do it but we have a need to make sure that we are staffed appropriately as we go into the next school year and being able to know what staff is returning what staff may not be returning the only way to do that is to ensure that we get contracts out so this year contracts will be issued and there'll be language that will go out to all staff there will not be a a dollar amount on there other than what your current dollar amount is until we have the budget settled for the following year and this is something new in Gilbert Public Schools but we believe that it'll be advantageous not just to our staff but all of our students as we move forward so once we realize what that dollar amount will be then we will issue an addendum to those contracts so individuals will understand what their amounts will be moving into the next school year thank you Dr McCord is there any further discussion thank you and I just also want to add as we discuss this how much we appreciate and value each of our employees and are so grateful for all that they do for our students every day and know that they are the heart of of this organization and truly can't say enough of how much we appreciate our administrators and then as we go forward with other stuff as well so with that said if there's nothing further I will call for the vote all those in favor of the renewal of Administrators for the 2023-2024 school year please vote by saying aye aye thank you if there's any opposed with Nay please thank you that will pass 5-0 that will take us to 9.03 renewal of certified staff professional staff psychologists support services staff and hourly employees for 2023-2024 school year Dr McCord thank you madam president governing board members has stated we are asking for your approval of and renewal of certified staff professional staff psychologists support service staff and hourly employees for the 2324 school year thank you Dr McCord board members is there a motion so moved thank you Miss Miss Humphries it's been moved as our second second thank you Mrs page it's been moved and seconded that we approved the renewal of certified staff professional staff psychologists support services staff and hourly employees for 2023-2024 school year board members is there any discussion seeing none I will call for the vote all those in favor please vote by saying aye aye any opposed with me thank you that past five zero as well that will take us to 9.04 Elementary art teachers Dr McCord thank you madam president governing board members we seek your approval of 12 additional full-time equivalent Elementary art teachers for the 23-24 school year this proposal gives elementary students a weekly art specials class which would bring art to the same service level as PE General music and Library using the current average cost of an art teacher this will annually require approximately 940 thousand dollars this will be this will provide the Elementary academic classroom teachers planning periods daily with the addition of the 12 FTE art teachers thank you Dr McCord board members is there a motion I move that we employ additional art teachers for the 2023-2024 school year thank you Miss Humphries it's been moved as our second second thank you Mr Jetty it's been moved and seconded is there any discussion so I just want to say I'm not an artist but my kids love love love love art I've got a son at Ashland Ranch um and uh and a daughter that um are always drawing me things and I and I love it our fridge is is littered with stuff that that they've drawn me drawn for us but um I just want to say that the real benefit for this obviously is for the teachers having an extra you know 40 minutes every week but the real value in this is the art and the kid the knowledge and the experience that the kids are going to get from the art program so thank you for for what you guys do and we're excited for to see to see what uh what the future holds for our budding artists in elementary school miss you Jenny I would like to just say that I think this is actually very thrilling to me um I've had the privilege of working with Deborah Garza for many years and I saw the benefits of what it did for our students and and in particular my grandson who had some fine motor issues and being in art with her took care of his fine motor issues so there's so much more to Art in the brain it's not just art and I was looking at my old report cards from when I went to Loretta School in Douglas and I got to see every year in art so thank you I would not blame an art teacher for that just see this is something that I have desired for a long time because I do think that art brings in a lot of different aspects to learning not only right brain and left brain but culture colors understanding of others work ethic organization there's just a lot of different benefits to all of our specials including art and I am really excited to be on the board at a time when we can make this a possibility for our students and I would say this is shows our value is a district because not every District employs our teachers that's not always the ability or the desire to have that and I just really really appreciate Dr McCord bringing this forward because it is something that I personally have desired for a long time so thank you thank you Mr this page thank you um I just want to piggyback on what everybody said and I am so excited to have this on our agenda tonight I have had four kids go through the Gilbert public school system and those specials meant everything to them I also substitute taught for three years in this district and mostly at the elementary level and I can't tell you how many kiddos would come in every day Mrs page it's PE today Mrs page is Art it's music they get so excited about these specials and I am such an advocate of them and I believe that it brings our students a more well-rounded well-balanced education so I'm so grateful to Mr Martin and Dr McCord for bringing this up the last thing I want to share with you I had a conversation actually today with a friend of mine who shared this story and so I want to share it with you her daughter went through Elementary School Family Farms and loved the art program she took those skills that she learned and went to college and started to draw and of those drawings she was able to get and sell them and earn some money all because of the skills that she acquired k-6 at Finley Farms so you guys are making a difference you are really shaping these kids in ways that you probably don't know and unfortunately you will not see those end results when they grow up and possibly do something with those R skills that they developed in our public education system so thank you thank you to your to the art teachers thank you all did you want to add I just want to tell our art teachers that are sitting here waiting for this vote to happen so I thought I'd prolong it just a few seconds more you guys really need to know when this was presented uh to the board uh in a retreat not one of them flinched not one of them hesitated and everything they saying right here right now they said at that Retreat so um we've added instructional coaches we've added social workers and now we're adding art teachers and I just think it goes to show how much this board supports the things that we do in our district and everything that we do in our district is for the betterment of our students and so thank you guys for being who you are and taking care of our kids thank you I don't want to prong this either but I did want to ask Miss Betts but I had to ask Miss betz Miss betz I just wanted to just see from your perspective as far as this being a sustainable option for us for the foreseeable future what's your thoughts on that so I think as this was presented to the leadership team uh it it Rose to a high priority very quickly not only because of the advantage of adding extra time for students to learn art but also the advantage of all of our elementary teachers giving them the same opportunity to have planning time as happens at our Junior High in high school so it's a priority and so we prioritized it and it will be funded that's what I need to hear thank you excellent well if there's no further discussion and again with our our comments that have been made thank you very much I will ask for the vote all those in favor of approving more elementary teachers as explained tonight please vote by saying aye aye and any opposed with nay thank you past five zero [Music] and now yes now the challenge is to to find yeah go find somebody find art teachers we need qualified yes and you all know you're not getting any more money though right you're just gonna oops well shut that down excellent well that will take us to 9.05 the revision of FY 2022 expenditure budget under ARS 15-915 prior your budget correction request Dr McCord thank you madam president has presented earlier in our report we ask that you approve the revision of fiscal year 2022 expenditure budget under ARS 15-915 prior year budget correction request thank you board members is there a motion I move that we approve the revision to the 2022 FY 2022 expenditure expenditure budget as a as presented thank you Mr Jetty it's been moved is there a second oh thank you Mrs page it's been moved and seconded is there any discussion we heard in the report what this was about so I believe we had any questions answered that point if there's no further seeing none I will call for the vote all those in favor of approving the revision of the FY 2022 expenditure budget as presented please vote by saying aye aye any opposed with nay thank you that passed 5-0 9.06 results-based funding distribution Dr McCord thank you madam president governing board members we request your report approval I got what you got we request your approval of the results-based funding as outlined the purpose of this agenda item is to inform you about the Arizona revised Statute 15-249.08 results-based funding RBF and its implications for Gilbert Public Schools this is the six-year results-based funding has been allocated the funding consists of legislative Statewide Appropriations that the Arizona Department of Education administers and distributes to eligible school districts or Charter districts based on the statutory formula uh through applying the statutory formula GPS received 1.9 million dollars the 13 identified results-based funding schools include Ashland Ranch Canyon Rim Carol Ray Ranch Gilbert Classical Academy Greenfield Elementary Harris Elementary Highland Park Elementary Meridian Elementary Neely Traditional Academy Patterson Elementary Quartz Hill Elementary Spectrum Elementary and Superstition Springs Elementary spring 2021 State student performance data was used to distribute the results-based funding funds to districts receipt of funds is dependent on the number of students who attended the school on the 100th day of the school during the 21-22 school year a stipend will be given to current qualifying staff in those schools to include payroll taxes and benefits professional staff at non-title one schools receive eight hundred dollars based on their full-time equivalency and support staff will receive 400 based on their full-time equivalency professional staff at Title 1 schools receive fourteen hundred dollars based on their full-time equivalency and support yourself will receive 700 based on their full-time equivalency as the state gives a higher allocation to Title One schools qualifying for RBF the RBF monies will be distributed to qualifying employees in one check scheduled for February 28 2023 pay date after the governing board approves the distribution of the RBF funds additionally each qualifying School received 10 percent of their school's allocation to use for such things as professional development training resources and materials the remaining RBF ballots will be utilized by the district to assist in replicating and maintaining successful school programs in GPS such as traditional acceleration IB as well as other programs classes or courses thank you Dr McCord board members is there a motion I move to approve the results-based funding distribution thank you Miss Humphries it's been moved as our second second thank you Mr Jetty it's been moved and seconded is there any discussion Mr Thomas Dr McCord can you to your if you know do you know what some of the um what some of the things are in the statutory formula that qualified these schools for these funds this is one of those formulas that is extremely complicated and but they take into the account of test scores socioeconomic demographics of the campus what else do they take into account growth points growth points as well yeah everything associated with anything related to us test score I think um initially this was supposed to be designed for those schools that have a higher need socioeconomically free reduced lunch based status and based on what we have heard the formula takes into account I don't necessarily think it's hit that Mark necessarily so I think it relies a little more heavily on test scores more than anything else okay and with this uh 10 percent that the district can use to assist in replicating and maintaining successful school programs in GPS do we have plans in place to use that money so that we can have more of these more schools qualify for these funds will we utilize those funds for are things such as professional development related to staff and we're able to utilize that being able to help pay for if we needed additional teachers for acceleration or or IB International Baccalaureate or we're adding traditional classes at certain campuses to expand their program like we have over a spectrum as well as Canyon Rim those funds can be utilized to help train those staffs utilize for materials related to some of those types of things as well as additional staff if needed and I think my last question are any of these funds tied to any requirements that these schools have to adhere to once they receive the funds or to qualify for the funds no they're not they're just they had to meet whatever formula was used in order to receive them after that we're able to allocate those funds based on the statutory regulations set forth by the state Dr McCord this is something that we have no control over it's it's done by the state correct yeah we just get a report of who qualified and how much money that um is is allocated to us for for that moving forward just so you know I know um it's been proposed at the governor's level in their budget to disband the results-based funding and add that dollar amount that maybe they would allocate each year to the base formula but again that's a proposal and that's up to legislators to decide foreign thank you seeing no further discussion I will call for the vote all those in favor of approving the results-based funding distribution is presented please vote by saying aye aye any opposed with nay thank you that passed 5-0 that will take us to 9.07 policy development first read a policy jfabda admission of students in foster care Dr McCord thank you madam president governing board members this policy has come as an update to us and so there are some things that we needed to reword and add to this current policy this has gone through the first read of um this has gone through the first read for the policy committee and again that is made up of the governing board as a whole as well as administrators from each level and other individuals from departments within our school district and so the proposed changes for this first read are as follows and this is is a bit lengthy so bear with me but we are striking through some language and they added purpose statement uh basically a children in foster care remain enrolled in their school of origin for the duration of their time and Care unless the determination is made that is not in such child's best interests remain in their school of origin which decisions shall be based on all factors relating to the child's best interest including consideration and appropriateness of the current educational setting and the proximity to the school in which the child was enrolled at the time of placement among other factors listed in the law C list for jfabd-r our regulation B if a determination is made that this is not such uh it not in such child's best interest to remain in the school of origin the child is immediately enrolled in a new school even if the child is unable to produce records normally required for enrollment however the student may be required to provide their notice to Providers document see the enrolling School shall immediately contact the school last attended by any such child to obtain relevant academic and other records D in collaboration with the state of or local child welfare agency transportation is to provided to and from the school of origin or School of placement for the foster child as applicable and found in the law and policy jfaa and E the school district will some of these changes the school district will work with the Department of Child Safety or travel agency to ensure that the provisions of Essa relating to foster children are implemented including assigning a district employee to serve as the point of contact to work in collaboration with the applicable child welfare agency and notify the Arizona Department of Education assigned to the person of contact and the definitions side of it they listed some definitions um Department of Child Safety is DCs has placement and Care responsibility this includes but is not limited to placements in foster family homes foster homes of relatives group homes Emergency Shelters residential facilities Child Care institutions and pre-adoptive homes a child is in foster care in accordance with the definition regardless of what whether the foster care facility is licensed and payments are made by the state tribal or local agency for the care of the child whether Adoption Subsidy payments are being made prior to the finalization of an adoption or whether there is federal matching of any payments that are made and that is um CFR 1355.20 a in Arizona if DCS has received payment care and responsibility then the child is in foster care even if the parent or Guardian is permitted to live in the home of placement such as a kinship home the term School of origin means the school in which the child is enrolled at the time of placement in foster care including preschool if a child foster care placement changes the school of origin would then be considered the school in which the child is enrolled at the time of the placement change and then it talks about liaison it says superintendent will designate appropriate staff or authority as the as a point of contact for the children in foster care who will carry out duties as assigned and notify Ade State foster care education coordinator of the designated point of contact among those duties will be the responsibility to coordinate activities and programs to work in collaboration with the respective child welfare agency either DCS or tribal in the best interest of foster children that will include and procedures to a continue the students education in the school of origin replacement collaborate with the child welfare agency to implement the educational stability plan C ensure the best interest is determined regarding School enrollment D insured necessary transportation is provided funded and arranged in collaboration with the child welfare agency e ensure immediate enrollment and transfer records occurs when the student moves schools and F ensure child ensure School staff are trained on the provisions and educational needs of children in foster care that basically sums it up thank you okay you're reading that thank you Dr McCord members is there a motion I move that we pass policy First Street of policy jfabda admission of students in foster care thank you Miss Humphries it's been moved is there a second and second thank you Mr Page it's been moved and seconded is there any discussion you know I just want to point out that um Foster children those are some of our kids that need are the most needy that need our time and attention and need to be supported so that they can have the opportunities to go and develop as they need to and I think this is really important that we take care of their needs and and make space for them in our district thank you Miss Humphries is there anything further oh yes I was going to say that thank you this will now go back if well if this well this this will go back for the second read to the policy committee and then we'll bring it back here to be approved before it goes into official policy okay all those in favor of approving policy development first read policy j f a b d a admission of students in foster care please vote by saying aye aye aye any opposed with nay thank you that passed five zero number 10 request for future agenda items is there anything that you'd like to add or you could contact myself or Dr McCord if you have anything that you'd like to okay thank you 11 board committee reports I'll begin city of Mesa call please Mr Cerrone here Miss Doyle here Mr Gatewood president Miss Johnson I see her on the Google meet Mr ploger present Miss similton present Miss Swanson present all right stand for the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all okay item 2.1 superintendent search firm presentations and we will start with Ray and Associates you'll just introduce yourself please hello Bridget Chaney from Ray and Associates how is everyone tonight wonderful thank you good good so I promise I I am going to be thorough but quick because I know we have a time limit so if at any point that I'm speaking and you feel as though you have a question by all means stop me I um don't see any of you so except for Ms Johnson now so if there's anything that you want to do to get my attention just verbally pop in and that'll be just fine I do have a presentation if it's okay that I screen share yes and while you're doing that I would like to have everyone go around and introduce themselves on our board although you can't see us we'll introduce ourselves anyway and then um I I know that you said that we should stop you at any time but if you know we we're we're we've indicated that we've given you a 20-minute time slot and so if that's going to delay you I would prefer that you you go through your presentation and then if we have questions we can ask after sure all right Jared would you like to start sir Jared ploger uh Dominic Cerrone Haley Swanson Latonya simultane Eugene Gatewood Jennifer Johnson okay you can start all right thank you and what I will say I don't know what you can see or not because it takes you off the screen when I'm sharing so um what I'm going to do is is share this and then I will exit off the presentation to just have a conversation but I wanted you to have some visual aids in these and so rain Associates and thank you for welcoming Us in tonight appreciate it very much as you know I'm Bridget Chaney and this will be the team I am am part of a team that represents Ray and Associates and would represent you and your District should we have the privilege of being selected so Mike Collins is our president and is out of Ohio and Dr Karen Hall is one of our national search Associates she is a former superintendent St Louis Missouri and Kathy schoenfelder is Vice President of the company and she is our home office contact that would be dedicated to your search from the home office perspective and then myself I'm in Michigan and we are are very um Team oriented so you will have access to Kathy Karen myself Mike at any point in time but if it is something that is logistical I guess is is how I usually think about it then Kathy is your person she's wonderful at responding within minutes as we all are but she handles many of our logistical so that's our team and I will happily talk about our diversity Equity inclusion and social justice uh statements and and what we'll say is that you know diversity inclusion um equity and social justice are at our core we don't shy away from that we represent and have placed more women and superintendents of color than any other firm and we're proud of that we think that that um oftentimes students staff and communities love to see themselves represented in the leader so we work very hard and diligently to make sure that we have a very diverse candidate pool that that we can bring to each and every search and our strong commitment of course to social justice and so the next slide I want to talk with you about is your input on the search because I know that's always something really important to boards and we want to honor that um as robustly as possible because it's your search you know your community better than we do better than anybody else because you live and breathe uh your school district and community so is the board is involved in several different ways and the first way that the board is involved is one-on-one interviews with us your your search team members because we want to hear from you what are the strengths of the district what are some areas that you'd love to see filled in by your next leader what are some of the things that you think are attributes of the next leader that you need to have in this up and coming new leader of yours and so we ask questions of you individually and confidentially so we can begin to put other some themes for you so we asked you those questions and then we'll also hold Community forums or stakeholder groups and ask those same questions so that you can see how do how do you view that and and in comparison to what your community what your staff what your students view those questions at so we give you a good amount of data on that both quantitative mail qualitative but so you're involved in that um you are the main driver in determining what your candidate profile ends up to be and you are also in absolute charge of the timeline so you tell us when would you like to meet how long would you like the application when to be we will give you our best thinking you all of the things um that we think will lead to a successful search and ultimately you get to select that you also uh throughout the process are kept so informed we're highly transparent we want you to know every step of the way because the same as we don't want any surprises we also do not want you to have any so you also set the candidate um compensation so what is that window of salary that you'd like to put out and publicize for us to recruit against and you conduct the interviews of course so you are intricately involved in in that piece of it because this absolutely is your pick your job you hire and evaluate the the superintendent that you selected so you must be an initial part of that the other thing that you'll do is you will select the advertising venues that you want this to go into what where do you want this to be advertised and we have several choices one thing that does come with our base price is um an ed week ad so we automatically place uh your superintendent candidacy profile and open position in edweek and the other venues are absolutely up to you it's usually right around 15 12 to 1500 if the the common package is selected and that would be nasty um so um for black Educators or black superintendents um Alice which is for Latino superintendents um so those are the type of venues that oftentimes uh people would like to advertise at so you tell us that it automatically goes on our website automatically goes out to every one of our Associates Across the Nation and so they make their um they make their contacts as well so that is the involvement of the board absolutely all the way through we are with you every step of the way we will help you in any manner if we will set forth all of your choices to guide you to the best decision that fits your community your school district and as I tried the next slide um that I want to share with you is just an overview and this process overview is where I'll hit probably likely many of the questions that that you either have or the ones that you post to and we will we will conduct as I spoke about the the um stakeholder forums or Community forums we will conduct those in any language we also have a survey that we send out to any and everybody um actually we asked you to send it out but we we um compile it and we will have it translated into any language that you'd like us to and it asks people for what are the top characteristics that they want to see in the next superintendent and it has it asks them to rank order their top 10 out of 31.

thank you all right Rob just told me when okay got it all right good evening everyone and welcome to the special school committee meeting that we are having on Thursday February 2nd 2023 this Gunther roll call vote please John news yeah Mary Wade here Kathleen Amaral here Shannon Jenkins Chris Oliver yeah just so everyone is aware uh Dr Jenkins is uh unfortunately out of town and uh due to the bad weather down South has been stranded so we just wish our safe travels home uh purpose of today's special meeting is to uh to pick the parents to uh sit uh on the uh pupil uh support service administrative committee to parents and also one the superintendent's search committee and to pick chairs for both of those committees uh what I'd like to do uh if no one has any objections unless I'm reading something wrong is we'll start with the uh for a pupil uh the pupil support service administrator uh as I look at my list and again you guys know how I am uh I've got three names there's three names that submitted am I correct or am I missing somebody I think I believe that is correct I I had in somebody I have Christine uh Mathis Matthias I'm not sure I apologize Elisa Simmons and a Kyle Ross that's who I have who applied so I would um if my two cents are worth anything um Lisa Simmons um as one of the parents um out of the I certainly um appreciate her letter of interest yeah and I apologize somebody taking to the door right now some dog is gonna go crazy um and um I if I may go ahead um I certainly recommend not that I don't recommend Lisa I just I'm just uh in terms of who I'm familiar with which is maybe I'll end all but uh Christine um Matthias and Kyle Ross are two families who are really I feel the epitome of like a family school partnership not to say Lisa is not but they both also have indicated an interest to serve in some capacity potentially on the superintendent search committee as well so I know they have an interest in either um but I would like to see them both in some capacity on one or the other because they do think they would both add value so that's um my two cents for that foreign no I I don't have a strong opinion on certainly you know will defer to your judgment on this one um you know I don't know you know these individual folks but I you know certainly I'm I'm grateful they all expressed interest and you know that in itself speaks volumes so that their their willingness to go through this process but you know again I'll defer to you know the other three of you anybody I uh my two cents uh as Chris says what it's worth uh I had uh in all seriousness I had uh Lisa Simmons and uh Christine those were those were the two that I had that is what I had on my list too but again I you know that again based on letters but I'm certainly happy again yeah yeah I don't we can't lose either way here I don't think right my uh my sense of the matter so committees committee's uh Choice here Chris do you have anything no I I've already I already uh chimed in at the beginning okay yeah uh Dr Gifford you're muted um yeah John I don't know if you're seeing Kathleen keeps raising her hand I don't know if you missed that I'm sorry thank you I yeah I apologize I'm looking do me a favor this this is I should raise my hand I should have used the little race hand thing we've got to no no that's all right listen Justin uh do me a favor just yell if I'm not because I'm also looking at notes to my left that's okay and I know we're talking about parents but I I would be remiss if I didn't also mention just one thing that I did notice and I I brought up um and and uh was that for the I don't recall the total number that we wanted on that committee and if there was less sort of interest for that committee than there was for you know the superintendent's uh committee um but two of the secretarial staff from the special ed office indicated an interest in serving um I'm I'm just putting it out there that I know we had um discussed sort of having folks from all levels be part of both of these searches I recall um and I just put it out there that um uh Mandy and Jessica both indicated an interest in serving and I I missed the opportunity to suggest that at our last meeting and I just put it to the committee uh um for perhaps discussion or consideration that we just fits the box of also being a parent um so I just put that out there I felt that I needed to do that because it would certainly enriched um if we were to make a decision one way or the other well what it's worth my my take on it is with regards to you know whatever we're working on tonight is the names that we were given is where I want to would like to uh to concentrate on so if somebody wants to make a motion or one or two of uh these three parents uh I'm willing to to go to go along and see where we go who who is the other person I'm sorry that's all right no problem we have we've got Christine uh Matthias and Lisa Simmons and Kyle Ross I'll make a motion that we appoint uh Christine Matthias and um Lisa Simmons to the part the pupil Services administrator search committee I'll second that all right so we have a motion by Mr Oliver a second by Ms wait to appoint uh Christine Matthias and Lisa Simmons and uh to the uh pupil uh support administrator as the parent Representatives uh any other discussion if you're hearing none roll call since we're on Zoom roll call vote Please Mr Gunther John Nunes yes Mary Waite yes Kathleen Amaral yes Chris Oliver yes that's that one and again you know I think I've said it enough times and I don't mean to be a broken record but you know both of these committees both this one and the uh the superintendent search is going to be uh there's work that's going to be involved and also uh you know you've got to be available and I hope I said it enough times and everyone understands that uh when there's meetings and and such uh they're going to have to happen so that's that uh Mr chair yes ma'am sir uh thank you um any any uh interest in having any further discussion on the email received from Mrs Vieira no okay no no not no okay I just just wanted to bring it up thank you no problem no thank you okay uh one of the other the other thing about like I said take care of the pupil support service uh service administrator um looking for a uh chair and or uh co-chair for uh that committee type of deal uh I'm looking my my thought is uh seeing if uh Mr Martin and uh and or Mr Hayes uh would be interesting in Sharing or and or co-chairing all right are you looking for oh do we need to vote on this is that what word is that what you're recommending I'm not you know do you want to vote on it or do you just want me to to talk to them I think I'm just sorry all right Mary well I just wanted to energize because I'm thinking back to uh Shannon's comment you know way back when when this came up with the superintendent search and it did seem like something again like that she had felt strongly that it was something that we need to discuss as a group and have you know consensus on you know if we were you know reaching out to someone specifically as a uh as a chair so again I don't have a strong opinion on this but I'm just you know again in terms of protocol you know and thinking back you know that you know based on that conversation I think we should probably vote or at least able to you know to to enable you know John to then or Mr news to reach out yeah no I I I I agree I certainly that was my intention with the superintendent search committee but uh yeah you know this is a little bit different right we appoint this position at the recommendation kind of uh the superintendent no this is the the uh the this this position of the pupil support uh service administrator is one that we appoint I I understand Mr Nunes I I certainly agree and I I agree that we need to vote we will we have to vote on it as a school committee in public session right um however I think it would be foolish to not have input from the superintendent of schools oh all right okay I apologize I see what you're saying Chris okay I you know that's all yeah all right so let's go back to where we are with uh the chair of co-chair for the uh [Music] people support service administrator any thoughts well I guess Mary you know and again I don't know if it's but you know I would also put out you know um having Kathleen you know take the chair you know or co-chair you know based on her wealth of experience you know certainly she brings that lens you know and and brings together many parties so she knows the families you know she has the expertise in special education you know of course CPAC I just uh so you know again I don't know if that's something that you know Miss Amarillo want to take on but I I certainly would I think you know she's clearly you know well versed in the content and would be an excellent coordinator of the committee that would be my my thinking so yeah I would um I would certainly agree with you uh Mrs Waite um if Kathleen or um Mrs Amber also inclined well to be a co-chair I like I actually like the co-chair idea yeah again you know I I'm eligible to uh to any and all discussion here Kathleen yeah I mean I certainly uh would would accept that responsibility I think I would I would do it uh justice in terms of I know you would thank you so all right so do we want to all right so do we want to put a co-chair in here just as no disrespect to Kathleen as a backup I think that's a good especially when there's so many meetings I mean I you know Kathleen do you have any thoughts looking at you know since this would be you'd be one of the you know presumably now one of the you know we developer co-chairs do you have any thoughts um you know of someone that you know whether it's Mr Martin Mr Hayes or someone that you think would be a good you know support in this role well I I do think that either one of of the two would be an excellent perfect you know appropriate choice I I wouldn't I don't feel one way or the other um I think they both equally would um will be good yeah all right so so I'll just start by can I make emotions and nominate Kathleen Amaral as one of the two co-chairs for the people support Administration search committee about the cat yes okay you want to say can you Kathleen you want a second you're on a Chris you want me I will second that but do we just want to make the motion together put in someone else Mrs White um yeah I don't know whatever the protocol I mean again I'll defer no we can put them both in that's fine okay all right well then you know um I I just you know I'm smart Mr Hayes are both great I don't have a strong so and I think again to you know Miss Amarillo's point will do an excellent job so yeah if you don't it's hard to choose well I would ask that yeah I would ask that you either uh withdraw your motion or add someone and I will uh oh okay okay I'll I'll make a motion um to have uh Mr Martin and Kathleen Amaral as uh the people support Administration co-chairs I'll second though okay thank you so we have a we have a motion by uh Miss weight in a second by Mr Oliver to have uh Kathleen Amaral and uh Miss Mike Mike Martin High School uh the system principle uh be the co-chairs of the uh pupil support service administrative search any other discussion hearing nuns roll call vote please miss Gunther John Nunes yes Mary Waite yes Kathleen Amaral yes Chris Oliver yes thank you okay now for the superintendents sir if my math is any good I got uh 21.

thank you Public Schools they're not awesome hello hello kill me there we go all right so follow me in the water please rise from the Pledge of Allegiance congratulations [Music] Teresa present Michelle here Kate here Gladys Cooper yeah Lauren Daley here Bridget here Julie here Ralph Elle here and let me see here soon move on to edit participation more welcomes public participation asks that comments be limited to three minutes the public may offer objective comments or School operations and programs that concern that the board will not permit any expression of personal components Missouri comments about Board of Education personnel and students nor against any person connected with the Danbury public school system we have a couple names on here um first name is Oswaldo Chen so um it's a three minute time limit I'll give you a 30 second warning before you're you're done to the wrap up all right videos thank you and I would like to thank all of you guys for your service I would expect to understand that I appreciate it and I understand that this job is not a volunteer you guys don't get paid with all that but I would also want two ways to understand that from the point of view of the parents in the park you guys volunteered to do this job nobody to ask you guys to do this job so you guys have to hear from Republic as well foreign schools is no leadership from the top and down and what that's what's happening right now and I think it's cancer brings the last time I think we hit into a point of no return I mean you can blame a lot of factors why our schools are not funded you can bring people to come from overseas like I came 30 plus years ago you can also blame people coming from other states what happened in the pandemic you have people that are from other states coming and moving into Cambridge and always will be happy camper overseas but what a place right now sort of different our leaders but then they stress the problems but right now you guys don't want no I'm not gonna blame you guys because at the end of the day I understand you guys just recommend the past but our city council is amazing for 22 years they've been demanding our Public Schools and I think the lack of leadership because there are issues but we kind of not talk about it and which is so kicking kicking down the road and I think we come to a point that we have to speak up and what I'm saying this because in the past last year I saw some of you guys speaking I'm okay for our kids but some of you guys were not even there to speak for our kids and then I understood that you guys are not really doing the job for our kids but in this day killing water for you political party 30 seconds if you guys don't want to do the job please don't run but please do something for our kids leave the political parties outside in this face it at our schools are number one thanks so much thank you and riddle no okay I I um Denver I live on Washington Avenue and I'm a former January a public school teacher one for a long time and I'd just like to bring up the quote I've heard many times why maybe there was a delay in passing out technology like laptops or that some some staff members work to get them and others who are not it's just a little example that we would hear back we don't have the money now in fact the laptops were there but they didn't have the staff to distribute and set up the laptops and I I know that that I've I've sometimes apologize I really appreciate the connection with the asks for a budget and the um how it plays out in the classroom and I think that was your uh it was meaningful and because that is one of the things that we have to think about how does it play out in the classroom and what are we doing for the students so this year I would like to change what we're doing a little bit and ask the board members who are very dedicated to education to take your advocacy to the next level and in asking the city to fully fund the budget for the health of Danbury students in the entire community thank you Miss Rachel I'm gonna give her two minutes so it wouldn't be um would we write if I didn't type my notes so one last time yes [Laughter] found this is not how I envisioned saying my parting words but nonetheless it's familiar we had different microphones back we also had that it's all about the kids which I think I just thought of a parting gift I think maybe I'll look into later um so for a few years I sat on this side of the table core deciding to run as a candidate for Board of Ed um in my mission to keep sibling preference at AIS barn on the side of many things and also our dear friend and uh chair at the time Eileen Alberts cannot accurately express how much I enjoyed serving these past five years on the board even among our challenges and [Music] even through the politics and the scrutiny it has been an absolute honor working alongside all of you and all those previously sat around this table as well as with all of our incredible teachers administrators and entire and reposable staff on behalf of our kids I am grateful for the experiences and connections made and I'm proud of our accomplishments I think I've served on just about every Board District I mean every committee District committee City Schools combination committee at some point as well as secretary Vice chair chair which was the ultimate honor to be your spokesperson and establish new Partnerships and try out new processes among new leadership of both district and City this was a very difficult decision however given the responsibilities of my new role as state representative I know that I cannot hold both positions and give adequate attention that they deserve ironically to to this new year to this year's new legislators during one of our many orientations both majority and minority leaders conveyed similar points that I'd like to leave tonight one to protect the Integrity of the institution this institution through Civility and respect for each other and two good leaders will tell you to read everything if they tell you otherwise it is it's for a reason I look forward to continuing to advocate for our kids and I look forward to resuming my place on this side of the table from time to time over the next few months we'll be extremely busy but please do not hesitate to reach out to me at any time any I think you all have my personal cell phone anyone can sign up to receive my email updates by visiting Brett cholesky.com thank you Rachel I just want to say that um back when I was elected in 2013 Rachel I had the wrong joke is that she attended as a parent into more Board of Ed meeting than some of the Board of Ed members so it's funny and yes I do remember Eis days and uh you advocated very well for them and through the different levels of participation as a parent you did to the ultimate on being the more on the board of education and and chair and my personal opinion myself included I think Rachel was one of the best chairs ever before it's half and like I said I'll include myself from that too but I just want to say thank you for your dedication and I just wanted to see if any if anyone say anything um yeah I'd like to make a comment about Rachel I mean you could thanks Rachel chileski has a tenacious spirit that we have all observed her spirit to seek strive not to yield in order to get the job done but yet to recognize that the job is never done in order to keep us moving forward I just wanted to say that it's been an honor and a privilege to serve with you and we wish you all the best thank you Mr chicken I just want to thank you for taking me under your wing and teaching me or helping me maneuver through these Waters they're not easy Waters helped me figure them out and make them learn from a better person so thank you so much for that Rachel we have a little something here for you on behalf of the board [Music] don't cry that's original she wants to [Laughter] come you can take one for 30.

foreign I am now calling to order the uh Wednesday February 1st 2023 uh Chico Unified School board meeting special Workshop um let's stand for the flag salute please salute pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all this is the regularly scheduled workshop with the focus of reviewing cusd achievement data and Casp information and dashboard assessment accountability systems February's regular board meeting will be held on Wednesday February 15th uh so um item number two are announcements um are there any announcements today okay um item three is consent calendar um is there any public comment for consent calendar would anybody like to pull an item from consent calendar I think I'll actually pause and give our colleagues a moment to approach the stage all right I did ask for announcements but I'll call for announcements one more time just since we have everybody up here okay and um so far we haven't had any items pulled from consent calendar and it appears that that is still the case so I will move to ask for a motion on the consent calendar I move approval of the consent calendar all right we have a motion by vice president Robinson and a second from member Lando we'll call for a Voice vote since this is our first vote for the evening we'll start with uh Mr Lando Lando eye Tennessee Dolby I Robinson I can't I alrighty um moving on to our next item I'm the board Workshop so this is an informational piece it's a a review of Chico Unified student achievement data and cast information and dashboard assessment accountability systems for federal and state um with the presentation by Mr Tim Carris thank you for having me and good evening board and before I get started I wanted to thank board members uh konkin and Tennis for meeting with me a couple weeks ago letting me run by you the kind of the skeleton outline of this presentation and I also want to thank our Neil Dow staff members and our Bidwell staff members for joining us to talk about the great things they did last year Christy bankson will also be joining me towards the end of this presentation to talk about what we do with all this data and how we address the needs in Chico Unified so tonight um the goals are to familiarize the board and the public with the dash California state dashboard system it came into existence in 2017 and then we took a couple years off during the pandemic so it's a new look that I'll go into later and it takes a little bit of looking at it and talking about it to get used to that um we'll discuss our Chico Unified results and then talk about the dashboard results in relation to lcap multi-tiered student support system and program change so like I said earlier the dashboard is part of an accountability system that was put in place in California in 2017 to meet the priorities of the local control funding formula as well as provide the metrics as required by the every student succeeds act so the dashboard is California's response to both state and federal laws it measures the district's level achievement in 12 areas related to lcff okay the local control funding formulas the seven indic seven State indicators based on qualitative data are what we're going to focus on tonight there's also five local indicators that are included on the dashboard and these are approved by the board every June and they are essentially Chico Unified staff doing a self-evaluation of how we're meeting different priorities such as implementing State Standards okay and as well as working and engaging with educational partners so um if we do those we get met so we could be doing really badly in one of those and by virtue of filling out the form we'd get met so not much to talk about there we're standard Med in all of our local indicators though okay the dashboard itself is on is on a website publicly available it's linked here as well as at the end of our of my presentation um it displays our performance on each of those indicators I I discussed on the previous slide and as we all know it was put on hold for 20 and 21 due to pandemic related issues such as lack of State testing data so it's our first look at a Chico Unified dashboard since 19.

so you get quantitative data from that to also compare with the qualitative data that comes in from the forums and the groups things like that so you have like I say lots of data to work from When developing your your candidate profile we are the oldest firm in the business uh we have the most searches completed over 1600 now we do have a tremendous candidates we have over 28 000 unique hits to our website each month we also have like I said scores of of experienced Associates Across the Nation and we are all very diverse in our backgrounds educational board members um and I'll say could be current could be former um so educational type of positions whether that is central office it could be former superintendents um it could be current sitting super incentives in some cases not in this case with you um but in some cases and we also have people from the business sector that have elected to join our firm as well because we'll talk about hybrid candidates in a moment and like I say some some board members who've been on on your team right and and sat in your seat and so that gives us a very well-rounded team and a lot of diversity inside so there is comprehensive support from our Associates I talked about that piece of it as far as the engagement not only of you but of your your staff members your student parents community members member business partners you do have access to Kathy who's full-time in the office staff she will also visit you on site should she need to um Karen and I are also available to to come to your district for stakeholder groups we can provide hybrids so we can do offerings that allow for people to sit back in the comfort of their home and offer us feedback to provide to you or out out um in face-to-face public so we can do either and a lot of times people do like the hybrid piece of it so when we think about um the methods that are used to check the credentials as we go through this process and um the application period is open and then comes to a close however many candidates applied completed an application and we're seeing that range anywhere from 25 to 40.

the indicators on the dashboard the metrics are addressing like I said lcff priorities so under priority 4 pupil achievement we have English and math scores from Smarter Balance tests last spring we have English learner progress that that data comes from the English language proficiency assessments for California or elpac the previous two years and also included in this priority but not on the 22 dashboard is the College and Career Readiness indicator and that um is basically a measure of a variety of graduation outcomes including Smarter Balance tests AP tests call CTE pathway completion seal of biliteracy attainment so it's a mix of a lot of different measures and it's really kind of sums up why we're here Tim have the CTE completion rates been in the dash in the data previous to these yeah they have been they were okay they're somewhat hidden by the way the the state displays them but they're they're there the dashboard indicators for priority five are chronic absenteeism and graduation rate so chronic absenteeism is absent 10 or more percent of a school year or the days the students enrolled and high school graduation rate only includes a regular diploma for lcff Priority One the dashboard displays suspension rate which is the percentage of students who were suspended at least one day okay so a student could get suspended for 10 days and they only count as one student on our suspension rate we use the dashboard for a lot in Chico from the second it comes out or really even before it comes out we're looking at projections um based on internal um data that we keep and we've actually put on the lcap every year early release Smarter Balance questions and then once the dashboard comes out we really take a deep deep dive we've spent a lot of time over the last month pouring over these numbers and different looks at it and trying to find where our successes and holes are because we really do use it as the primary measure of how we're performing on our lcap goals and when we talk about programmatic evaluations how is you know Elementary doing in language arts based on the services we put in place this year do we want to continue those services do we want to add more a lot hinges on this data for us it is summative data so there's not much we can't do anything about the data as it was last year but we can use that moving forward to make any necessary changes and celebrate successes like we will tonight it's used in Grant applications it's displayed to parents at our educational partner lcap meetings and our parent meetings throughout the fall So This is highly consequential data for Chico Unified and it really should be for all districts the dashboard now in Fall 22 looks different than it did the last time we saw it in 2019.

uh right now depending upon the school district and we comb through every single one of the completed applications and what we do is we overlay the the candidates background experience and and all of the things that they list on their resume letters of references and all of that to your candidate profile that you helped us develop that your stakeholders helped us develop um so we can see best it's extremely important to us that's when people stay in the superintendency we know that um the longest standing superintendent's day because it's the very best fit for them and for the district so we we love that piece of it we are always looking for best fits so we vet these candidates like I say against your candidate profile we come up with only 10 to 12 that we think are best fit for you and represents to you and when we present them to you you will see during three to four questions that are not not given to them ahead of time and we do that because it's like for you to be able to get a picture of them before you even go into a neighbor um who are they a little bit how do they interact um with the camera how do they speak half of their heads in a way that is um very logical and from the heart and it kind of gives you a good view into who they are and then we also ask Ed them a few specific District questions that that popped up in your scenes as far as what we learned in the stakeholder groups and from you and we have those questions they respond we we tell you all those answers we asked references former District or that former employer and things like that so we search out people to speak with that they haven't given us we we always ask their permission uh there isn't anyone who said no and we go far and wide with that we also conduct an internet search so we're searching for anything that may pop up with their name in it um because we know how how easy it is to do that these days and again we don't want any surprises for you so we conducted that robust background check um prior to bringing you the extended to 12 candidates and then what you do from the 10 to 12 is we facilitate um a discussion and we have a forced prioritization Matrix that allows you to narrow it down to the number that you want to interview it might be five it might be seven but if we're in there for first round interviews though it can be conducted in person or online um via Zoom or teams whatever works best for you and uh from there that'll be your first round we'll help you develop questions and walk you through that and then we will have you interview and from there you develop who you'd like to see second round for the final interviews and to select your candidate and in that process for your finalists we uh conduct an in-depth background check so what that is is everything except in FBI background check it is financials it is driving records um it is any type of criminal or civil litigation it is all of those things and you get that information uh prior to any type of contract Association um or selection that comes with your finalists uh your your second round interviews and so what we want to always make sure is that you are comfortable with any of the people that you move forward knowing that they are a clean slate ready to come to you um in a manner that you're ready to receive right so whole and and ready to lead and being bold and the other thing that I would say is the guarantee that's an important thing so we do guarantee a couple things first of all we will come back and and ask your Super Friends or a five years at least if they would like to um interview somewhere else are you aware of such and such um that may be in your hometown or whatever the case may be we do not come back and tap anyone on the shoulder for five years that's a guarantee that we have and then we have a two-year guarantee and the two-year guarantee is that if for some reason the Supreme does not work out we will come back and conduct that search for free so limitations on that are helped anything that was that was unrealized and could be a a health issue that that requires them to step away from and or debt so it could be either of those that has not happened often to us at all in the past but once in a while it can occur and we want you well covered because we know how important it is so let's see I have your questions here and I want to make sure that I've I've um touched upon them okay strategy for recruiting and the pools where we Source our candidates so Associates Across the Nation have this tremendous um robust amount of of people that they took in education and out of Education because often we see hybrid candidates these days uh that are being highly successful it might be somebody who's in the military or it might be somebody who was an executive of a private firm but was engaged in in things that led cells to leadership and education so anybody who who comes along that way we absolutely vet we absolutely overlay them against your profile and and um bring them forward if they're a viable option for you so we do we do recruit through our Associates we also recruit through about 28 000 hits we have over 3 200 that are on our database that are actively seeking employment that we have a continual relationship with one of the distinctions we have um that can sometimes set us apart from others is we don't have a pool each season or for a couple of Seasons where this is the group of folks that went through you know a superintendent Academy say and we're trying to find each of them a job and this and the pool that we go from search to search to search with each each search is unique it's different um there are nuances to it and so our pool varies Across the Nation and across each search um so it is not a closed pool search it is very very deep and um we reach a lot of people through not only the ads but our own interactions with them with people that we know or networking that we've been in we are at Double ASA and things like that so our network is is very very wide and and that's how we do that so um we are not exclusive to the elementary and secondary sector we are wide and when recruiting candidate and I'm proud of that because it goes to the diversity that I spoke about very early on uh we do not conduct formality um uh quizzes or or uh thing like that we have found that when matched with the candidate profile it has been very much a best fit type of scenario and that works very very well has worked for us in the past and um seems to be very very productive for districts as well so I would also like to talk about um what we what we've presented today what I presented today certainly can be tailored to what you need time in which you also while I can say we have our um I'll take phone calls they can certainly be modified at any point in time just trying to fit the place in which your district is so we'd love to partner with you we absolutely appreciate the time today welcome any questions um I think one of the other things that sets us apart we are woman owned and um and we have a higher than average percentage of diverse and women um Associates so we're very proud of that and so with that I think what I'll do is if any of the questions that you have I'm close to that 20 minutes and wanted to make sure to honor your so Bridget just one question um have you I want to give you four more minutes because we started four four minutes late but I just want to make sure you feel like you've touched on all of the questions that we presented to you well let me look just to make a hundred percent sure and I don't know let me see I'm looking for something still sharing I'm sorry you go ahead I just I was on I was under the impression that we didn't give you 20 minutes but we did so oh if you're if you've looked at all the questions Jeremy hold on hold on hold on a minute Jen just a second um do you want did you want to start out with a question I just have one simple quick question yeah go ahead um Bridget are you aware that we would some of us on the board I I pull um would like to make sure that our new board when they come in in April beginning of may have a chance to be a part of this process do are you prepared to be able to bring them those new members I'm sorry absolutely yes we worked in another District I I was part of the search team as well that had quite a board turnover um during their search so uh very very Adept at that and what I'll say thanks for asking the question because that can be tumultuous for people because this is a big deal very smooth they want them to have their voices absolutely thank you Jen yes thanks for that question okay we're going to start this way Eugene do you have a question uh no I think she answered everything that I wrote down okay make sure we're doing two minutes if we need to okay um do you have a question I could come up with one no you don't have to um Ellie Swanson here I don't know if you can see me so you talked about um tumultuous times so we have a very tumultuous online presence right which um you know has some accurate inaccurate uh kind of all over the place so I guess a concern for me is how would you represent our district in light of I guess what am I looking to say like I I want the night of the situation I want the best right I want the best light forward like I realize that most people can can read some of it and know you know kind of what's true and kind of what's not but clearly we have a very divided community on many things so I guess what's your experience with that well guide me if I if I don't fully answer this I'm going to do my best based upon what I what I heard and understand stand and um what I'll say first is we do our best um in the stakeholder group meetings and things like that learn your community learn the things that are hot button items learn the things that are that are happening um right now we're just finishing a search in a district that has an ongoing lawsuit and um what we do is we make sure that candidates are very well versed in the things that that we learned that we know are true through conversations with you the stakeholder group s that are lifted up as as your truth and so our personal approach first of all works very well but then um I wanna I want to address a little bit the engagement with folks because sometimes uh that can be like you say tumultuous right if you're in a stakeholder groups meeting and something comes up and the Beautiful Thing is we are trained facilitators we do our very best uh and we're pretty good at any type of thing that comes up that we can de-escalate but we always want to represent you like you said in the best light so we can do that best when we immerse ourselves into your District learn you learn your students and um and all the things that surround you so we can we can speak truth about who you are and and what you're about where you're headed can I actually piggyback that question sure um do you have experience where because I'll be honest with you um since you brought it up do you have experience where those of us in education were fully aware um where you might actually be advising us that being in a situation uh where those of us in education we're fully aware that our situation is is garnering State recognition are you have you been in a situation where you have gone to a district and advised them listen we are having trouble getting quality candidates or getting candidates that are fitting you and it's because of your situation have you been in that situation would you be uh in a situation where you advise a district you might want to hold off we'll work with you in those scenarios [Music] a very situation and what we asked the board to do is allow for us to walk them through they didn't have anybody internally that they want they want to put out as an interim and so we said let us help you place an interim and you know we will do that your interim can stay for about a year and then we'll walk you through this search again and in the meantime what will happen is um some things will die down a little bit hopefully and um we can also be in your District a little bit longer to be able to buff out anything that might be even undertones that that are hard to find in the first two three something like that like that so we have been in that situation and uh turned out successfully um successful which is if if right and if you're not you're not my best candid ate for you at the time at the time so we're happy we do have time for one more if if Dominic does not have one Lori go ahead Laura okay um so I'm wondering you've given us a lot of options that we could have so my question is what is included in the base price that we were quoted and what is additional I know you said that we would include one week ad in Ed week everything else is additional what other things are included that you've mentioned that would be additional what things are additional costs so um travel to your district is also billed to you at at a cost per cost so if I if I drove to your District um then you would reimburse mileage and um meal the great thing is I don't eat much so so that's a way to help but um no I somewhat of a joke but um so any type of travel for associates to you and we do try our best to make sure that we keep it um as minimum as possible while also making sure that we're there as much as we need to be so we don't expect that that'll go over anything more than I think 4 200 actually is the number that's in here I would guess because I'm not too terribly far and and Karen is not too terribly far that 4 200 would be on the high end I would guess something more along the lines of 2 to 2500 so that is an additional and um the advertising that we saw of acne comes in the price but then anywhere from 12 to 1500 depending upon which other venues you want to add advertise in size and expenses for when you bring them in in person if you choose to reimburse them that is a choice that you make you can can elect not to many districts elect two reimburse their travel when they come interview and again that's a minimal cost um you know whether it's driving or airfare to get to you and we'll reimbursement so other than that everything else is in Christ um I do know that that there's a cap on it of thirty one thousand dollars yeah so does that include I I I don't feel like I got an answer you'd you'd recommended or suggested in one that you could do things like get an interim candidate in um that would come at an additional cost if we chose to go with an interim candidate placement through you and then a superintendent candidate that would be additional correct so yes the what would happen is that would likely be an additional um nominal fee if you did an interim and because I didn't I didn't know it you know that a route that you would go you would go price quoted um but the search would still stand on its own so let's say one year let's say you put an intern if um I don't know for one year and then you wanted to have to search we would still honor this price it would just be the nominal fee of of putting an interim in for you thank you very much I appreciate that I'll just shoot that back over to you thank you um we've got we got it we got it yeah okay yeah all right so um I'd like to thank you for presenting to us today this evening yeah and um we will have deliberations and we'll be in touch wonderful thank you for your time tonight I appreciate it and good luck with good luck with your selection thank you thank you thank you okay you guys you all have a rubric in front of you everybody got their rubric yeah so yeah um you can um review it and then start to while it's still fresh in your mind document what you like does anyone want to communicate out their thoughts or I'm going to give you a couple minutes and then I'd like to have a discussion I thought we were going through each one and doing the rubric and then discussing as a whole at the end well we will do that but we have allocated anywhere between 10 and 15 minutes because we went a little long on this one about 10 minutes to have some type of discussion prior to our next um presenters coming in so if we if we could be you know with our time if we're judicious with our time we can have some discussion if we'd like because once this is over we're not going to have a considerable amount of time to discuss after we can take as much time as we need though can we yeah because we're not going to actually you know your vote's coming next week or but if you all want to have discussion if you want us to hear something about your thoughts you know concerning the candidate you're you're more than welcome to do that because we can have some discussion at our board meeting as well foreign it's hard for me to to be able to fill this out in its entirety without having some time well no not time having a an understanding of if these are the only three we're going to look at um for me you know I might call something a one but out of the three of them it might be the two out of the one I guess so you can't I I don't need more time relativity relativity one is questions addressed that should be addressed during the presentation and one is questions we should be asking which we did not if they were not addressed in the presentation so these questions not address the presentation we had been told we would be asking after and we did not in this case so but it's the same side it is not there are a lot of words right I kind of want to see a mom before I answer these questions you want to see them all before you answer yeah kind of yeah okay I'm going to make adjustments yeah I I have an idea but yeah just myself I'm content to go forward caramel M M's those are one of the those are my my friends don't take my candy no that was not authorized no yeah okay I love you so bad it's good okay oh you look at you with your pencils these things coolest oh okay checked every time they said something oh I like that this is as they're talking I'm looking at this rubric and so what I'm doing is I every time they mention something within one of these categories that I like I'm just giving it a tally marks but every time something is said that I don't just remind me later when I'm doing my but it's just a way for me to remember uh points for or against in each area thank you for that idea yeah are we ready for the next one yeah I think so yeah we can get the next one oh yeah yeah and I feel like some of these keywords should have been in the questions yeah I didn't make the rubric until later so right you know what I mean it was hard for me to judge him on a rubric where they didn't where they well I don't know that they should know what we're judging tomorrow you know what I mean yeah when I realized I needed a rubric I asked yeah I did too that was kind of weird I was like yeah I found one but that that really was kind of hello good evening oh yeah yeah right so yeah I had to look for quite a while yeah right no I said the same thing and then I squinted you're warmer shaking hands I understand I understand so you asked the goal so yeah we would love for you to introduce yourself and then we're going to introduce ourselves to you where should I point I'm getting back to the beginning here um so we'd like to introduce ourselves to you and um I think kind of run through quickly some slides takes about 10 minutes answer any questions you might have just to get just to give a chance to get a chance to get to know us a little bit and for us to get to know you a little bit I'm going to let my service in Illinois third year to work it with three years now uh just done two or three searches already on partnership with some really strong leaders in the organization the other piece I would say is that I'm uh I'm a leader who has not who's nationally been known for our work for prioritizing Equity diversity inclusion and belonging in Evanston you know that's a community where that's what we live by but nationally most recently and what has been happening it's been critical that we bring that to life the conversations about Equity is one thing but how do you make it live in a lift it where it's actually actionable is that all students regardless of the race gender or any of those things are regardless of whatever happens there so things that we've done in our district that I've been paying attention to what you all are doing here symposiums where we bring in presents from across the state in the country to come in and do work to help support our our Educators our custodians our parent professionals our bus drivers so they can understand the Dynamics of what uh belonging and diversity really means it's not this bad word sometimes uh it gets it gets tagged as it's actually a reality so um just wanted to thank you all for bringing us an opportunity for having the opportunity command and present to you all tonight my name is Kevin O'Meara I retired in 2017 I was a superintendent for nine years Argo Community High School in the southwest suburbs I was a principal for seven years before that the High School Math teachers dean of students after I retired I became a full-time associate professor in the department of leadership at Concordia University in River Forest those who wish to become superintendents and principals and get their doctorates at the same time one thing that Devon of course failed to mention is that he is just recently received a very very prestigious award he's the national superintendent of the year for the nabsy which is the National Alliance and black school Educators he is a leader in his field and our firm is half owned by me and half owned by my partner Dr David Negron first generation Mexican-American we're the only firm that's that's minority owned more than half of our Consultants are either black or brown or minority or women or both so we have a very diverse approach to making sure that we present a slate to this board that's diverse that's qualified that meets the needs of of your community um I've done over 60 searches in my career as a superintendent search person um FYI my sister Patricio Mira I don't know you heard the name before and I died a couple years ago was a teacher here for over 20 years and our teacher she loved it here we used to sit on her patio about a mile from here and and she allowed me to get to know this community it's a great Community you deserve a tenant we're willing to take on that role and offer the chance so I'm going to run through the slideshow here real quick we can we can talk some more so we were we were established about 20 years ago in 2004 we've done over 600 successful superintendent searches we have about 70 now Consultants throughout the United States mostly in the Midwest all kinds of contacts and networking approaches to the way we do business about a third of our Associates including Devon our active superintendents and then that stretch far and wide which is a suburb of St Louis it's 175 square miles 37 schools almost 30 000 students I was able to recruit Dr Curtis Kane Dr Curtis Kane is the national superintendent of the year for aasa which is the largest organization in the nation he came we're good at recruiting we we want to make sure we do well by the the board and the community that we serve um every search that we've ever ever done you're welcome to check these references we've given you but any more that you want we're happy to provide that we've completed those on time and within budget we have a verified excuse me 97 success rate the metric we use for that is that ninety percent of the people that we place as superintendents receive a second contract offer from their Boards of education and that's really really tough to do especially in this day and age when boards perhaps turn over when so tough from a political standpoint perhaps and our success rate has only gone up since we took over the firm about four years ago my own personal success rate is 100 every single person that I've ever placed with a board of education has received a second contract offer um we were strong as I mentioned a strong list of references from from school districts we've done business with um you've got some in your proposal but we're happy to provide you any more that you like Savannah can you kind of go through the search plan absolutely so there are four phases to the search process for us phase of course is holding the search right uh that's once those once just start from a selected we select it uh we want to start our process like steps that we'll do we'll do anything with you all and also candidates but there's a there's a lot to go into that you want the community piece that we reach out to give feedback and understanding so that we can help you really design and build a quality uh superintendent search profile you can create a profile right which is Facebook and then we developed a candidate pool right so we want interest right but not everyone was interested we'll have the desirable skills or talents that you're looking for to lead your district and that happens at an AC and then the select the state of candidates that process is uh what Kevin and I and other members of our team will take a significant amount of time to to interview and talk to you individuals who are interested and then those individuals will make this will make a decision to send a slate of about 10 to 12 to you all where you'll have an opportunity to look at those applicants and then make a decision on who you would like to bring in for the actual interview you were the only firm that guarantees face-to-face interviews even during covet we do a slate of 20 to 25 people that we interview and bring forward typically a slate of semi-finalists for the board to consider about five to seven candidates you would interview them and decide perhaps which three you'd like to move into the finalist stage we'll talk about that at the plan I mean you get the outset it's a very detailed process all these decisions are yours to make we have suggestions we know that our process works but these decisions are yours to make I'm clicking too fast I'm sorry so our search process is we advertise locally and nationally there are some advertising options that we will discuss with you at the planning meeting those are your to make frankly our best way to get candidates to apply for these positions is through our networking again about a third of our of our constituent of our colleagues here are active superintendents the other two thirds have been doing this for for many years we've got lots of contacts out there we engage your community when we create the profile we will do a series of focus groups usually eight to ten to twelve people for focus groups identified by the Board of Education the first and foremost one would be with the Board of Education in a closed session we would have a conversation about the trades as as Divine has mentioned and characteristics and characteristics and experiences you're looking for your next superintendent but we would do focus groups with the teachers with the admin team with the community members with elected officials with uh staff members with students that's my most fun one I always like sitting down with students and hearing what they'd like to have in their next leader we also offer two open forums so that if community members and parents want to come to an open forum and share their ideas they're welcome to do so we would ask some key questions and have them respond to those questions the other open Forum we would recommend would to be a staff open form typically after school usually around 3 30 or 4 o'clock where staff and teachers and admin who are not part of the focus groups can share their share their ideas with this the other key feature is that we design a proprietary customized survey for our you to roll out on your website and advertise through social media and newsletters or whatever else that you choose to use is usually open for about two weeks again it's proprietary it really gets to to what people want in their next superintendent take all that information we boil it down present that profile to you and that usually takes about 30 days we addressed the recruit and attract talent I talked about Curtis Kane but we've got many many other stories to tell you about successful candidates in their current roles we screen and conduct interviews for people that we feel best match the profile that's the lens by which we you candidates who might be good fits for us we we will present that slate of candidates to you facilitate training and interviews for the Board of Education especially if not gone through it before we have an interview workshop with the Board of Education give you some sample questions that you may want to consider to ask candidates but that's completely up to you be thoroughly screen candidates and support the hire in other words after the person is placed we do mentoring and tight here for that candidate to make sure that they're that they're they're doing a good job and meeting the poor goals that have been established and we provide guarantees in the search process which will feature in the later slide all right our guarantees which is really critical if you want quality candidates any events and personalized accountancy this is not produced as a candidate from the board educational wishes to hire we will continue to bring Canada support with a candidates for an actual expenses only the second piece the superintendent design is dismissed for any reasons within the first 24 months Celsius we will conduct a new search for you we know that for no additional fees the board will pay only the actual expense of the search they're going to ask someone will not recruit this is really critical you're a new superintendent um or or for the duration of his or her first two contracts so we won't touch that person for typically you know you know six to eight years after they're placed here so the person you select is the person that you'll be able to retain is from our perspective we want that person to be here um so our class the consulting fee is twenty one thousand five hundred our expenses won't go over 1800 likely to be much less than that we're both local so it's really just basically mileage from our homes to get here um advertising we were talking about some advertising options um with the board of the planning meeting some have better value than others and we'll talk about the various options that we would present to you and lastly for the finalists the one single person you'd like to offer a position to we would recommend that you do a criminal and social media and school background check pay to make sure they don't have an outstanding harass that we're not aware of especially in States other than Illinois that they went to school and got the degree that they say that they did on their resume and their application and that there are no outline issues with their social media posts some firms don't do that and they've gotten themselves in trouble with their boards we want to make sure that the person we present is the person that you thought that we would present for both timeline of course we're here right it's the first of our February um profile that's of course with these interviews and yeah focus groups and surveys that we'll send out uh Marshall started select candidates that will come to that'll come to the board for you to go to the process and then in April the time I would be for for you to make the selection of course this is all based off the boards this timeline is the one that wouldn't follow we can flow with that or if you would like to make it longer or whatever it may be we can make the adjustments important to what you want to design these are suggestions these are your decisions to make collaborate we'd like to take any questions you might have for us at this time so I love how what questions we already presented and I think we should ask those again so let me just do you have any questions for right now I have one question uh click to follow up to the when you're explaining your cost structure when it when it comes to the advertisement it said to be determined how often or likely is it that we would have to spend additional dollars to find a candidate and to tap into those advising advertising dollars and what's the typical cost when they went there are lots of options there's LinkedIn indeed options that are more for the standard Workforce kinds of Endeavors the one that perhaps we'd like you to consider is the Ed week advertising ad week is the National Journal for people in the administrative roles and and seeking positions it used to be that you get that week once a week in your mailbox and look at it in the back there'd be some some listings that doesn't happen anymore we have a partnership with Ed week in the aasa so that they would run those advertisings for us the advertising for Ed week I think is 750 and that's an email blast to all 6 500 of their members so it's well worth the money of the ones that we'll present to you that's the one really the only one that we would recommend that you go forward with that's the one that brings the best bang for the buck thank you okay so I'm gonna go to the phone one of our board members is on the phone her name is Jennifer Johnson Jennifer do you have a question yes as a matter of fact thank you for um presenting tonight we appreciate it um we definitely I think um the board would like to consider um maybe extending the timeline a little as we do of an election um that has started we'll start in February and um the primary is in April and we would like to get the input from the four new members so I'm grateful that that is a flexible um line I do um have a question you had mentioned um Dr ermara that you had uh your sister I believe that was in the community do either one of you have any Community connections either to our village our school district our um fire department or any other of the governmental bodies that surround us or family members living in the Oswego School District um I my three my sister died on Christmas eve two years ago her three children who all went to Oswego schools from start to finish still live in the community both both my nephews and my one niece Kelly so that's the only connection that I have personally I don't have any connections with any of the other government agencies and I do any connections thank you Jennifer um if we could all speak into our microphones Jennifer's having a hard time hearing us all right um next Ally so I'm gonna I'm gonna ask my question again if you're familiar with our community our online presence can be pretty tumultuous especially the Facebook so um how do you present our district in the best light and get us a candidate that kind of can blend I was trying to figure out a better way to word that how do you deal with that yeah say that one more time eating views yeah um okay we we are used to that we've done I think 78 searches since the beginning of covet some of them in very tumultuous tumultuous situations probably didn't say that word very well um bad situations where you'd have police cordon off the the board meeting and and we've been tossing people out and so forth we always make sure that candidates know that there are perhaps some um some issues that need to be addressed we've done a lot of research on your four pillars of your of your strategic plan and so forth engage in the community I know is something that that probably could be strengthened here at Oswego the connection between the board and the schools and the community for me I don't think that's a challenge I think that's an opportunity about what your thoughts yeah sitting superintendent um very familiar right so this is when I'm interviewing we do look for people who have experience working in communities that are similar they may have some of the divisive issues that exist in almost every Community now it's almost uh to some degree when reading the profile and looking at Oswego um you're looking for someone who may have some experience sitting in that seat so we we will also look at individuals who maybe step into some challenging situations but absolutely our interview process will pick that up through our structure and know who's ready for something this could be so fire it's okay if I keep it consistent and think about yeah if if those of us in education we know that our election is garnering State attention at this point here and so I'm curious if you get to a point where you are having um an issue putting forth what you think is good faith uh candidates will you come to us and say Hey listen we think we need to move this timeline because we are having people who are having trepidation will you approach us and say we think we need to adjust this for you for your sake absolutely and have you had to do that ever yeah a suburb not too far away from Milwaukee about the same distance you are from Chicago very divisive the board flipped they have a different election cycle than you do right now um and we had to reopen because the board shifted and the needs of the districts shifted which is fine so there were some disappointed candidates that that we could not bring forward anymore but the person they finally selected is someone that they're all in love with the parents the community the students especially in the board of education so yes we are I think good at adapting our strategy and our timeline to meet the changing needs of the district since mine was kind of already answered I'm going to take the liberty of asking a different question you'd mentioned that you had placed the aasa superintendent of the year uh was his asking price within the asking price of the the district another way to put that is if we give you parameters or how often do you find you need to bring us candidates that exceed our parameters for uh annuities salary for compensation um never and if you say you know your ceiling is X dollars we are very clear one is to take care of the community and the board the second is to take care of the candidates themselves so we take very good care of our candidates and a third and most important stick care to take care of the students so those three credos are something that we live by we don't do this to make a lot of money most of our candidates aren't in it to make a lot of money and yes I know there are some superintendents that make a lot of money uh across the United States but if you say your ceiling is X we simply will let that the candidates know that that's your ceiling and if you're not interested any longer because that ceiling doesn't match your existing salary and compensation package then we simply won't bring them forward what I would encourage you to do is have a conversation with us about those issues before you make that decision thank you okay um Dominic would you like to ask a question oh okay go ahead Jen you're ready Jen had a question so sure well and I have a statement too and I just want to thank you both because one of the things you know my my colleagues have said about being in a tumultuous situation there are parents that feel a little bit marginalized um their voice feeling a little bit marginalized because maybe they are in the minority and so what we where we've been and one of the one of the things that you shared was brilliant it's an opportunity for us to create some new Bridges so I'm I look forward to having candidates that can and and make that we are representing all of the parents and um students in the community so I'm grateful for that so as you know we really appreciate a flexible schedule um because we do want to bring in the voice of whoever our new board members might be where are you with um let's say we don't have a candidate and I know you touched on this a little bit but with bringing in an interim for us and stabilizing the environment um for our students and our staff until we can bring in another round of potential candidates if we're not happy with who has been chosen not on your part but just in general don't fit our profile if the board chooses to go the interim routes we will do that for free as long as we are with a signed letter of agreement that we will do your your full search when that when that time comes perhaps in the fall having said that we will talk about these things during the planning meeting of course but having said that there's a nationwide teaching shortage and you may have felt that here at the board level I know the students the teachers and staff have felt that across the United States but also in 308 which I explained um there is a nationwide superintendent shortage as well now I just finished last week the search for Gurney School District 56 Up by Wisconsin there where the roller coasters are that I'm scared of um and we were able to attract 38 people to apply for that position one of our competitors I know one that you'll you'll meet tonight at 11 for the district next door now is 38 bed at 11 who knows they got perhaps the person they wanted certainly Gurney got the person they wanted but we're good at attracting candidates even under those kinds of difficult circumstances thank you I would avoid an interim unless it's unless it's necessary only because the pool is getting shallower we would like to avoid that as well because we would like to refer staff and community and students but we also want to give ourselves every opportunity to put the right person and start to heal our community um yes we can because we know that it will affect student outcome positively affect student outcomes absolutely understand form if an entertainment interim is what you want we'll do we'll do that for free thank you all right yeah you actually uh touched on this the question I was going to ask um you said uh the superintendent pool is getting thin so is that due to timing or is that due to just the overall demand what what and Supply what is can you yeah just go further there's a couple of things but if you ask a sane person who is perhaps now an assistant superintendent somewhere would you like to be a superintendent after that person saw their superintendent getting beat up for the last three years that that kind of deflates people sometimes other people meet maybe would see it as an opportunity so you have to find the right fit but that pool has shrunk so you used to get 50 people six seven years ago I used to get 50 60 people to apply for position like this that's why that doesn't happen anymore just like teacher you know the teacher pool has been so in in six months you expect that pool to improve or remain constant I I guess I I want to understand calendar wise you know is there an issue I don't think it's shrinking is dramatically is perhaps I I led you to believe and I apologize for that we'll get you the person you're looking for that's the bottom line but the longer you wait I will say there's an Associated risk with that okay so I had a question so regarding um the type of candidate that you recruit are you fishing only in the elementary secondary education sector where most individuals are superintendents or have their well they obviously have to have their credentials and licensures and all that but do you swim in other pools to find candidates yeah we have attracted a wide range of non-traditional candidates as a matter of fact the one that we just I did about three years ago in 205 they were open to and wanted to see some non-traditional candidates two of the five finalists were presented had no school experience whatsoever depends on the profile that we developed after conversations with the board and the profile in the the focus groups and the survey responses that we discussed earlier that's the window that's the lens that's that's the the eyepiece that we look through to make sure that we get the person that you're looking for and that person's background and really it's really important while we are at Midwest heavy in our in our searches we get candidates from across the country Hanoi Vietnam apply for Gurnee he was at the he was the director of the American schools we get the word out we're good at getting the word out so um do you find have a more challenging or difficult time acclimating as a you know with all the laws and stuff regarding States and what superintendents have to know typically no I mean I I would say that um the one I just recently did about three years ago in Barrington we recruited uh someone from Columbus Ohio um he thought Illinois was a gold mine compared to the laws they have in Ohio so I guess it kind of depends on where you're coming from now if they're coming from Broward County let's say Florida and Santos is telling all the teachers what the curriculum should be and what the books on the Shelf should be that that they would love to come to Oswego okay all righty well we're about three or four minutes away from the question yes you may please do please what is your timeline well I'm I'm going to jump in here and say one thing which is we have an election April 4th it has uh if you talk to like I said if you talk to anyone in education they're full like you're smiling because yes people in administration are fully aware of this right uh any I will not support I can't speak for my other board members but I will not support any decision being made because I don't think that's fair to the person that you bring forward to us they need to be able to work with whoever is sitting up here um I'm very leery about moving two um forward with the process hold on I'm just no you go ahead okay I think I think he was asking the other question which is what when are you going to make a decision about who we select for ourselves is that is that what you're asking yeah that's my question then I'm gonna let you answer that I will tell you right that was a poorly water question I apologize I apologize you answered that question but I um in terms of our decision we have a board meeting on is it Monday yes that decision will be will be made that day I'm going to throw out another little option that I've done with other boards in these circumstances considered or not up to you um if there is a slave of candidates who have filed for the board already and are up for election it is not unheard of to involve them in closed session meetings in planning sessions under these circumstances that is a doable thing and I've done it several times that's great to know thank you because if we did have a candidate that we really wanted to get on contract it could be very helpful to know that so that we could feel comfortable making a decision if it fit prior to them a candidate and whoever is elected to serve on your boat I actually think that that's a great idea for the planning process even as we're talking about you know some of these decisions early early on um at the very least it's another focus group there's no downside to that I agree we've done it several times very good okay um anyone else thank you so much for your time pleasure meeting you hope to hear from you soon and if you need anything you've got my number you've got the number I take texts like all my wife gets mad at me sometimes because I answer the phone at midnight but I think we're all in the same bucket thank you very much it's a pleasure thank you thank you thank you thank you thank you thank you very much thank you take care thanks I would never use it I won't leave the classroom okay did you guys find the hash marks to be a better way to do this I have my masters plus 45 I just remembered yes okay 6 .

Patrick okay okay um Mary yeah so I think just as for one of the two I would like to see Monique Alexander um she for several reasons one is you know Liz Korea put her up she was the first letter that we received um she is uh from Demello we have no one else on the committee who represents Demello so as a parent from Demello she is I believe four children between the elementary and middle school um you know we also don't have any diversity on that committee she's also she's also a woman of color um and I you know and to add to that she also served on a school committee um in her previous town in New Hampshire so she has that lens of being from a different school um and and again I think uh you know just you know I don't know her well she's you know for me she's just an acquaintance but everything I I've seen and you know and uh in her letter and you know in her interest and you know she has the the commitment and the time and again brings a different lens to the committee so I'd like to see her be one of the two okay all right it will just we'll just discuss this for now Kathleen yeah like um I yeah you know it's so hard to pick we have right everyone is qualified right so it's sort of uh um I was trying to think of a way of um narrowing down my own thinking of how we're going to deliberate on this um like I said in the previous um committee with the people support administrator uh we had the two folks that two fam two parents that indicated interest for both I would really I think it's very very important that one of our selections be somebody that has uh lived experience with the special education system um and for that purpose I would propose Kyle Ross beyond that committee um he and his family have a um much experience and they partner really well with with their school um and uh then to to Mary's point I was then thinking well we have who was actually recommended by Administration and so we have Lorraine Silva she was recommended by Administration Monique was recommended and of course there are of the 20-something there are a good half a dozen or so who I know very well I think would serve well and it's not to say the folks I don't know or many I don't know everyone and you know and they're all qualified um so I do agree with Mary I think Monique would be great um but again I I would also like to see the special education lens represented on this committee I think that's very very important um and I I served that purpose when Dr Gifford was um was uh um uh selected and I just would like to see that be a thread within this committee you know within this committee as it's important for the special ed Director people support administrator acquisition um so my thought would be in just a discussion would be Monique and Kyle Ross okay and what is Monique's last name Alexander thank you Alexander Mr a-l-e-x-a-n-d-e-r that's what that's what I have yep thank you no problem and am I am I up next yeah fine go right ahead sir I I certainly uh first of all I I think speaking for myself and I want to believe on behalf of the committee the full committee you know we certainly uh once the uh the request went out publicly uh in the media that we certainly got a lot of um letters of interest um from a number of community members uh parents so just thank you to everyone um that that submitted a uh a letter in your interest and there was a lot of well most I would say all of them are well written and it comes um certainly some some Sarah some sincerity in all of them um so uh just just a quick thank you uh speaking through the same length that um Mrs Amaral uh took uh my my thought um you know and obviously we're just discussing this right now is um you know I agree with the soup with the um on the superintendent search committee having someone with uh those types of student needs a parent um my thoughts and uh after reviewing the letter and uh the knowledge that I have I'd like to see uh Ms Sonja Co on the committee as someone who has um students with with needs as well as someone who to three students in the Dartmouth public schools and certainly an advocate for her students and would bring bring the same type of lens uh to the search committee I believe but certainly you know that's just just my opinion and my thoughts I agree with that excuse me yeah uh okay talk about being all over the place which is fine which makes it interesting because I'm looking at uh I I was looking at uh Julie Rosewell who has uh two students in the system uh and uh is a teacher uh and uh the other one I was tossed I was tossed between uh Monique or uh or a lady by the name of of uh Darcy Moran a couple of students in this in the system also so those were the uh those were the kind of the three that I was bouncing around so that's my two cents um so um all right Chris uh so for the for Ms Rose Wells um I did see the uh the email but we were I was never forwarded the actual attached letter I didn't think she had a letter it just says attached was a letter for consideration to be a parent rep on the Dartmouth a superintendent hiring committee I don't well um I didn't of course I can't answer that uh only because of the fact that I didn't quote unquote print anything out I just literally I you know looked at him wrote the names down some general information and uh actually dropped them into a folder no worries so I I can't I can't answer that for you Kathleen also um I just wanted uh to bring up the fact that um we're deliberating on names we were given and one of them does not fit the parent rule but could fit the alumni Community role um Christian silveria I'm gonna mess this name up um who has been quite engaged in this you know Civic process and um uh submitted his letter of interest and not for the parent but just for us to deliberate on I would I would I would like to see him as part of this committee um as a community member which we don't have um yeah and we've selected it already yeah we've already gone that that's what unfortunately we've gone that way so we're just trying to concentrate in on parents at this point in time so yeah I I certainly you know I know that was kind of I think we actually well we replaced uh the alumni Community member with some with another role I believe yeah we went just because my thought is well on that I I certainly I I enjoyed reading his email uh Mrs Amaral as well yeah you know my thoughts on that were also you know alumni and Community member um and also check off the box and retired um Dartmouth School employee would have been Heidi Silva Brooks great I mean we because we we took out the you know the uh retired administrator because that's the one we were looking at like you know somebody in maintenance custodian a secretary Food Service Etc yeah that type of deal with that one so yeah Mary's got her hand up John yeah and so I just wanted to revisit you know um just you're going piggybacking because again I think Darcy and miss miss Morin and awesome Miss Coe you know they both bring just as you know as we're thinking uh misco is a registered nurse and you know Darcy as well so is a uh I believe she's a nurse practitioner so again they do bring the you know the kind of the medical Viewpoint as well as being parents so you know again just to kind of uh you know piece that and I know that you know misco of course is as Chris was mentioning was very active you know around allergy issues as well so and and again various needs um so and she certainly was you know strong proponent for you know over the summer for you know taking a second look at our uh our plans or you know an allergy awareness so I think that that's uh and again you know just just kind of you know thinking about our candidates a little bit more but it does seem that at least like three of us had Monique on our list so I you know maybe we can we kind of put her at least you know in one category or like I don't know it's hard to choose but I'm just you know I'm thinking it seems like at least three of us were thinking of unique yeah I think Mr news just said shout it out uh I can't believe oh okay I and I just wanna I don't mean to be repetitive but you know I I my understanding was I was asked to reach out for to this to the CPAC community and I just want to say Christine Matthias who we've selected for the other committee and Kyle Ross were the two that had the time committed and wrote the letters so I I just um I just think it's important that we consider that in our selection process them yeah all right so let's let's do this if we've got we can all right so if everyone is is comfortable I mean there's three of us uh if there's three of us that are uh uh and or four like who knows uh comfortable with uh Monique Alexander why don't we put you know somebody makes a motion we'll put that one okay I'll make a motion to appoint uh Monique Alexander to the superintendent search committee I'll second that okay okay so we got married go ahead something um just for a process and maybe this isn't going to be determined until the committee forms and talks about this but my experience last time was that um we have the committee we uh formulated our our you know our process within that and we rated and deliberated and came up with finalists and at that point the finalist and I'm my question is is this going to happen or is it something the committee decides the finalists were then um sort of in a public setting interviewed for the community to sort of hear from them and also have the opportunity to at least weigh in with us or share their opinion and so that we could consider that I just mentioned that assuming that's going to be the process because we have so many because not everybody can be serving on this committee there will conceivably at least be an opportunity for the public to weigh in in some form before the final choice is selected when this is all said and done is that correct or is that your thought Okay so see if you can go back to uh what I meant I mentioned back in uh the end of October beginning in November when we read Dr Gifford's when I read Dr Gifford's letter and she officially was retiring type of deal and I made the comment that this is our decision and our decision only type of deal we will you know it's the search committee is going to go through and screen and bring us three maybe four good candidate again if as I've said before when we hired Dr Russell the committee you know couldn't agree on three we agreed on four so that's how we ended up with four with Dr Russell uh we are going to get bombarded okay everybody's going to be calling us and saying I like Johnny Jones Susie Smith Timmy Jones whomever type of deal thank you very much yes they can weigh in with us but that decision is going to lie with us and only us okay I will you know depending how this flows down that's going to be that night there is going to be no public comment on the superintendent search save for the committee okay they can reach out to us and share that they can reach out there they can reach out to us you know I mean look this is my eighth superintendent so I've gotten you know I've had a number of phone calls from people you know things of that nature thank you very much I appreciate you know and sometimes it gives you something to think about and and such we all have I guess we all have to do our own due diligence okay I mean I think I've been around and I've picked up the phone and called colleagues in different communities and said hey you know Johnny Jones is applying what can you tell me about him or her that type of deal and then just go from there and just so that I have because again everybody puts their best foot forward when they're applying you know the letters of recommendation and things of that nature so the answer the the short answer to your question is yes we will probably hear from everybody but the decision is ours and only ours type of deal okay does that help does that answer your question no absolutely I and that's exactly I just sort of wanted the those that are listening to know that even if you didn't write a letter even if you missed the deadline or you didn't even hear about this because you're just so stuck in the mud in your own lives you know there will be an opportunity for you to say hey I know I've known that person or I know this or I hope you think this way and so we can just we take that all in and then we do our due diligence and we each make our own individual um yeah and then you know as I've always said you know being through this a number of times you're rolling and I don't mean it sarcastically you roll the dice and you know you trusted the search committee is going to bring the right candidates to to the school committee for uh for quote for appointment Mr Dunes Mr Oliver thank you uh just really quick I just wanted to touch upon something you you had said just for um the viewing the viewing audience for anyone who might be watching this this evening and watching the recording that up until the finalists are announced publicly this is a completely 100 confidential search while it's at the search committee in executive session there is there is there is you're absolutely correct no one I mean with all because in all seriously stress and again the last you and Dr Jenkins quote and unquote which is fine have a little bit of a heads up because you know who the finalists are going to be when this as I you know as I said to Mr Kylie the last time you know put the three finalists you know put all the information in a manila envelope and he you know they handed out the night of uh a school committee meeting when we officially announced who the three finalists are or four finalists however many that committee comes but everything you know as they say is with the uh the shot is closed that's right and I just I just bring that up just because just so where everyone's on the same page that we're not making no one's making phone calls until they're announced publicly um and that you know and then the process begins as far as at the school committee the full school committee level the full school the only thing the only time the full school committee is going to know who the finalists are is when we open those uh manila envelopes at that school committee meeting that's right thank you we won't know we don't even know who applies right so go from there I got your Gatling is uh not to go back to the other com the other search committee but is that does that um go true the sped will be the same way okay thank you both both committees are the same way all right so we have them back to five minutes ago which is fine uh we have a motion uh and a second for uh Monique Alexander uh all in favor roll call vote please miss Gunther John noons yes Mary Waite yes Kathleen Amaral yes Chris Oliver yes okay Kathleen um you talked about Kyle and I can I see where you're going okay and and I appreciate that and I for one would not have a problem with that so you know I um like like I said I just I don't want to occupy but I I feel that um I I feel confident that this is a family who has come to the table and collaborated and partnered with the school I'm not gonna I'm not gonna share their situation but uh but I just I feel it would be a good choice and and um in in a very um you know having a father and on the on the committee as well and just just I don't know to me it checked a few boxes I just I just want to make sure that we have that perspective on the committee I'm fine with that too I certainly respect your opinion I'll make a motion that we appoint Kyle Ross Mr Kyle Ross to the superintendent storage committee I'll second that okay so we have a motion uh and a second for uh who made the motion I'm sorry Chris Chris okay thank you very second uh any other discussion uh roll call please yes Mary wait yes Kathleen Amaral yes Chris Oliver yes that takes care of those two thank you very much and again seriously thank you to yes thank you seriously every to everyone who applied I mean I think you know you've listened to uh what we've done and what we've gone through to make sure so it's appreciated all right last uh and certainly but not least uh looking for chair or co-chair for uh the superintendent's superintendent search my two cents I'm looking at uh Mr Rossi and Mr granfield but you know if they can between the two of them you know split up what has to go on that's my two cents I would I would add um you know I my my thought in in the same vein as the last committee is that someone from the school committee so we have Shannon we have Chris I would like to see in a in a chair role someone who has the the experience and also um uh the the perspective being on the committee and just being very um organized and thoughtful I would I would propose we had Chris Oliver co-chair on that committee with with someone there are other folks that who are I gotta look I'm going to open up my folder we also have Miss paveo we had Mr um granfield Mr Mr Shea Mr Shea Eric Bosworth that's a teacher uh Sandry Sandra chica I believe the tech specialist Mr Higgins uh Mary Lynch uh Trudy Santos a TA at Quinn I would I would um I mean we we can discuss this but I would like to see uh Mr Oliver and Miss paveo as co-chairs to this committee personally if he was yeah I would like to I would go along with that I think that would be um you know again and I'll just say that because you know we have the advantage of you know now that Miss paveos and central office but she's you know recently been you know obviously his principal of elementary school but she has a lens so that you know now the district-wide lens plus they'll I think it's uh I think it's a you know good choice is you know if she's willing to take that on and uh you know Chris I think you'd be fantastic so I certainly and again in all these books would but you know I I certainly think that that's a that's a good leadership pair so foreign thank you Mr chair um thank you I I certainly appreciate uh the thoughts I'd be happy I'd certainly be happy to to serve in that capacity um and I think both uh Mr Rossi as well as um Mr granfield would certainly be good good be good choices as well but but I do agree with my colleagues that I think uh Mrs Prevail at the district level um might be might be a good fit um to coach here the committee okay so um unless John did you have anything I can make a motion but um no because I mean I I mean no disrespect that I'm one I'm one vote that type of deal like I gave you my you know two cents on on the matter and I again I don't have a problem with Chris and Kathy you know the veil type of deal so okay all right so I'll make a motion that we appoint um Chris Oliver and miss Catherine paveo um as the co-chairs for the superintendent search committee I'll second that all right so we have a motion uh find this way to uh appoint a second by Miss Ms Amaral for uh to appoint Chris Oliver and uh Kathy Kathleen faveo as uh co-chairs on the motion any other discussion yeah all right roll call vote please miss Gunther John noons yes Mary Waite yes Kathleen Amaral yes Chris Oliver yes okay thank you I will certainly uh do my due diligence there we go good well thank you to both uh to you Chris and to you Kathleen for taking on a co-chair and you know in this meeting so thank you thank you and it seems like just yesterday uh we were down in Dr Gifford's former District um speaking to her yeah Mr Kiley yes sir you had something you wanted to I did I I had um some contact with Mr hardy so he he's been under the weather um but he will be attending the February 13th school committee meeting so and he will be getting the survey results to us tomorrow so we'll share that with you right away and if you have any questions on the survey results if um you know you can either uh ask him on the 13th or we can touch base with him prior to that meeting he is hoping to conduct the initial training for the superintendent screening committee so Mr Oliver and uh Mrs paveo um as chairs you'll be getting our our list our email list of contacts for that committee and you um Can can include uh I'll include Mr hardy with that list and um he's hoping for Monday at six or seven PM for the initial training so that'll be open meeting law conflict of interest confidentiality sort of screening committee setup me and this upcoming Monday that's right Monday the 6th that's six or seven he has um limited availability next week he's conducting interviews in another district for superintendent uh but he did have Monday so his Hope was that we could uh make that work and he indicated it could be a combination of in person or Zoom or um something of that nature so I'll certainly let the chairs work that out with Mr hardy uh just to conf uh Mr chair uh just to confirm Mr Kiley do you these uh search committee meetings even this one need to be posted I don't believe so I mean it's not a public meeting so right we would essentially immediately were immediately an executive session yeah that's that was my thinking about that and that they're going to meet at uh they're going to meet at Bush Street Mr Kylie I think that would be the intent but I'll I'll leave that up to uh Mr Oliver and Mrs paveo to schedule with Jim Hardy um like I said he indicated that he would be available to be here um but it could you know we have plenty of room for you folks so we can we could do it at Bush Street we could do it somewhere else whatever uh whatever works for for everybody and obviously um you know he did offer the remote option too if if that was necessary for some of the members yeah okay okay Jim yells at that's it okay we're good yes thank you very good thank you John thank you everyone you're welcome I have one more thing yeah um I had reached just so everyone's aware I just wanted I had reached out to uh Mr noon's following uh the last meeting regarding um the uh administrators that had put in a a email or a letter of interest and um I had um after the meeting I went back and I went through and the uh the the email that the administrators received did not have a a date on it as far as a closing date and um I just want to go on the record of saying that uh Mr Rick Porter uh the principal Potter Elementary School uh I know it was said that he was um he had missed the deadline but uh there was no deadline I know it was spoken about at the school committee meeting um however in the email itself the administrators wouldn't have known that um so I didn't want anyone thinking that a uh Mr Porter long time uh uh princess able in educator missed a deadline yes you're absolutely right Chris and I did uh I stopped in and I had every intention and I stopped in on Wednesday to uh to see Mr Porter and I did you know convey my apologies and yeah it was not you know it was an oversight on his part it's you know just the way it unfortunately it happened so yeah you know I mean it's and he's fine but he you know when I told him that yes we you know we were going to talk about I didn't you know again you brought it up tonight and that's fine I added in the back of my mind for uh you know the 13th but that was fine too so no problem we're good well thank you thank you all right so a motion to adjourn is an order okay motion to adjourn motion by Ms weight second second by Miss Emerald uh roll call vote please miss Gunther John Nunes yes Mary wait yes Kathleen Amaral yes Chris Oliver yes thank you very much everyone have a good evening enjoy yourself thank you thank you bye good night

the CDE the California Department of Education is asking districts to look at this as a new Baseline okay we had two years off and in addition when we when we come back the academic measures and I'm going to show you the English and math are really different tests than the kids took in 2019 so it makes comparisons um iffy between the 19 data and the 22 data on academics also in the past we've been scored by the state on both status for example our suspension rate last year would be the status and the change would be what is the difference between our suspension rate last year and the year before so mixing those two together we got a color score a level basically statuses only status only is reported this year because we didn't have data going back and all for all the measures in previous years also like I mentioned the College and Career indicator is not indicated so this is what the dashboard looked like in in 19 the last time we saw it and this is pretty familiar with to those of us in education at this point we can see a little dial pointing to a color score in which blue was the best and highest performance and red was the lowest performance these colors are derived from a five point or a five by five grid and I'm going to take a second I think I have a pointer on this no can you blow it up again so down the vertical axis is our status across the horizontal axis is are the change ranges so the state would put us on for all students for example in 2019 we were a medium status meaning we were negative five to plus 9.9 points average distance to standard but we increased I think it was around seven points that year we increased between three and fifteen points so where that those two levels met on this grid was the color that we get we're going to move back to this next year and so I wanted to start familiarizing the board with this right now any questions about that okay this is what the dashboard looks like this year this is the simplified version of what you see when you click click on the dashboard website for Chico Unified the status levels are indicated by the cell phone bars one cell phone bar is the lowest performance five cell phone bars is the highest performance so we can see here this is what what's shown on the state in the state allows you to click around and dig into certain indicators and dig into certain student groups it's a lot of clicking and it's not um super fast and easy if you're not used to it but this is their effort in simplifying data for the public so before we get into Chico Unified results just wanted to explain some of some of the charts that you're about to see when we compare ourselves to other districts we're comparing ourselves to other unified school districts that have an enrollment within 25 percent of our so plus or minus three thousand so about fifteen thousand to about nine thousand in districts that have an unduplicated percentage within 10 percentage points of ours okay unduplicated status or socioeconomically disadvantaged status is a huge indicator of student achievement on these measures so that's why those two were chosen um just a little bit about unduplicated students those are students that receive Freer reduced lunch and that includes homeless migrant students and directly certified students who are receiving state aid through state agencies their Foster or our English learners okay so currently Chico Unified is is at 50 about 57.5 last year we were 58.6 percentage um unduplicated while the state didn't give us colors on the dashboard that I just showed you they gave us cell phone bars I chose to add colors to these charts so red is the lowest performance so that's one cell phone bar and blue is the highest performance so that's the five cell phone bars okay anytime you see a red box that means that student group has has performed at the lowest performance level for a given measure okay so that's how the comparisons were chosen if we get too fine-grained with race and ethnicity we end up with no comparisons so I chose the two most important factors in my experience which are unduplicated percentage and size of District so we'll start off with priority four pupil achievement and what you see here is Chico Unified compared to our 10 closest comparable districts and this the numbers that we're looking at when we look at English and math are average distance from standard for a Chico Unified student how many points does was the average student above or below standard in Chico Unified so Chico Unified our average for English language arts last year was 9.0 9.0 points on average above standard qualifiers set by the state yeah so there's scale score ranges for each grade level and they they differ they go up as the grade levels go up and there's a a line right in the middle that is the standard met line so it's how how close are those kids to that line and as we like look at this again next year and the following year and into the future as we build off this Baseline does that standard does that standard shift based on like the results from that year it hasn't in the past um other indicators have typically the State Board of Education is finalizing the nitty-gritty details all the way down through November right before the dashboard comes out so we can I expect to see that again in the future where they're kind of finalizing those cut points and things like that so you can see where um we fared much better than our our comparable schools and English language arts and I think that's um you're going to hear about one site in a couple minutes on in the great work they did on English language arts but I also think as a district as a whole we had a lot of momentum going into the non-testing years in English language arts and we had put into place practices that led to you know really good results prior to the pandemic and allowed us to maintain um during the pandemic yes uh Tim did on exactly what were being measured by when when we talk about standards these are the California Department of Education standards that they've set and I I get the um the Baseline this where it says standards met at zero how do you generate one to I mean what what moved us to nine so before the um pandemic were 9.3 so what this what this is telling us is maybe 9.2 I'm sorry um but what this is telling us is that the average Chico Unified student that took the smarter balanced English language arts scored met the standard they scored nine points into that standard range of on their scale score okay and while you know this is it it's good to be ranked ranking well with our comparison sites our our districts we're always looking to grow and you'll see that reflected in our L capitals this year in the past it's typically been we want to score as the state terms increased so we gotta we got to get at least three points better every year as well as close achievement gaps that I'm about to show you yeah that change rate is one of the things I remember that we've targeted in the last four years I think we will cap and and so that's good to hear that that we've got that same Target of not just what to be scored but how much did we grow right right and and again like when we sit down to write all cap goals they will be written around that number right there how much do we want to grow okay so this is also English language arts data and the black line is still standard but this visual breaks our data down by our student groups as shown on the dashboard okay so the dashboard is very much focused on on telling us which groups of kids are excelling and which and who needs more help Okay so and we are held accountable for every student group and I'll get into that later and improving improving performance by student groups so what we see right here is the we see the blue all students the big fat bar that's because the bars are sized by the number of kids okay so as you get to the thinner bars that means that we have less kids in that student group okay it's also important to remember that when we talk student groups that students can be part of multiple student groups okay everybody's part of all students but we could have a Hispanic you know special education who's included in that you know Foster on and on and on so the these um so kids are most kids in Chico Unified are part of at least two student groups so we can see the at the bottom homeless youth Foster Youth and students with disabilities fell into the lowest category okay and that comes into play when we talk about accountability that I'll go through after after the data slides okay when we take a deeper dive into smarter balanced data one of the things that jumps out to us is the separation that we see in our district and in districts across the state between the performance of socioeconomically disadvantaged students and the performance of those students that are not socioeconomically disadvantaged it's you can see here that in the the actual numbers are aren't super important here the what I want you to see is the spread so the blue dots are our not economically disadvantaged students the green dots are socioeconomically disadvantaged students so we can see the the spread and this is um uh separated out by race and ethnicity across the bottom and then the the bubbles up tops again size for the population size show the separation in the achievement on English language arts and this is what Christy Banks and will be talking about when we get to to her part about how we are addressing this and this is data that was shown to our mtss and DLC groups and there's a lot a lot of effort going into addressing this Gap so when we get to the site level um we have had some great successes in every area in math or I'm sorry in English language arts Bidwell Junior stood out this is bidwell's comparable schools each bar is a school in California that's about the same enrollment and about the same unduplicated count and you can see they're they're right up there near the top okay so I invited holla sincero and Dave McKay to come on up and I'm going to tell you a little bit about how they did this you guys look like a couple of roosters strutting up to the podium there to you all um about why we think it is that maybe Bidwell was able to grow especially through a pretty challenging period of time and um I'm sorry I'm pretty nervous to talk to you all I can talk to kids all day long you just seem really excited you don't seem nervous about it seems super excited to tell us about this and I am um but I will say you know it's a question I've been asked a fair amount I feel like you probably have been to and I know it's a question um I've thought about a lot um stemming all the way back from last June when I wrote Dave an email and said with the finger cross Emoji Ela scores look pretty good right you know because I wasn't even sure was I really understanding this correctly because I was so proud of what our kids had able or were able to accomplish so you know in terms of trying to pinpoint something that caused this there's not one thing but I think it's reasonable to assume that collectively there are things that we've been doing even prior to the pandemic that just have have been working well at our school that we're really proud of and we'd love to share with you and then we just hope to continue to build on that momentum because um you know something we're very mindful of is one year does not a trend make and so we get nervous to be overly excited or nervous about how we did but we um kind of just came up with a laundry list I guess I would say of ideas that center around our academics and then social socio socio-emotional um stuff so we focused first on academics and by no means do I want to read everything to you you go can read but I would say that the first sort of chunk of items up here really addresses how we have tried to help students navigate the state test the S back and so prior to covid we as an English Department had worked together to look at how are kids being asked to express their knowledge and their understanding on the state test and how might we share that with all departments at Bidwell so that we can more similarly align our questioning and our assignments with the S um what we have found is that a lot of the passages are science based history based kids are writing about read what they've read in history and so really trying to just share that I remember a staff meeting in particular where we shared some exemplars from the state and I mean teachers were just blown away that's not good enough you're telling me that's not a standard met and so just really showing all staff here's what the state expects kids to be able to do and really spreading the focus of literacy and it being a shared sort of responsibility and so we've modeled some of our writing prompts after us back we've worked to increase kids familiarity with the interface our kids are tech savvy but s back is not it's not user friendly and so just really trying to show them how to navigate that system um so that's one area we have definitely worked on building our co-teaching program and that's where you'll have two credentialed teachers and in many cases one that is a Content teacher and then one that is a special education content instructor and working to push in as many kids as possible and I would argue that that's just upped the ability of both teachers in the classroom and the amount of time that kids get with teachers we have a fantastic success English teacher over at Bidwell who's worked with kids for several years now and she just has really great growth and progress with the kids in terms of targeted reading and writing that's been really successful as departments we've really tried to just tackle what essentially do kids need to know what are our prerequisite skills and how can we intentionally and deliberately teach that and then if few years ago it's interesting that Neil Dow's here we went to Neil Dao to look at the Lexia reading program they do have a junior high program and so early on during the pandemic we piloted and now are utilizing the program called power up kids love it but it's really good for them and so we've been using that as well a couple other things I would just lump the rest of this right in here to reading we have embraced literacy in fact the librarian shared with me that last year we had 7 317 checkouts in our library kids um many kids devour books and we at Bidwell have a reserve 25 minutes four days a week that we voted into our schedule to really focus on literacy intervention and um we also this year um well actually I guess this happened last year all the years kind of blend but we went to a model of asking kids rather than having to pick a book that was in their Zone if you have children that have done Accelerated Reader you know what I'm talking about and rather we've told kids find a book you like to read and just read and kids are required to read a book of their own choosing one per quarter the minute they're they do take an AR test that one test and then after that they don't have to test anymore they just get to keep reading and Dave graciously paid for Accelerated Reader quiz capabilities for our site when the district removed that program at the a secondary level so we've been really excited to continue to have that it just builds in accountability it's an easy way and the kids love that they only have to do one one quiz a quarter um so I think just creating time and space for reading has been really powerful and it's something that all staff members are part of um during the intercession between the AM PM this is kind of going back to covet I forgot all about this honestly we did a lot of you might have more to say about this but we had teachers working with kids in small groups in between the two sessions um with a writing who focus on um we call it icy but moving to claim evidence and reasoning and really just helping kids work to logically support their claims through writing is a very consistent Focus across the board we have our blast program we have a Learning Center our social emotional one thing I just would like to say about uh covid and I don't know that I'd call it a blessing but kovid gave us permission I think to reconnect with kids on a human level because when we came back and we were seeing kids AM and PM we knew we couldn't do it all and we knew that kids missed school and we knew that we missed them and I think that the people I work with um really just welcomed kids back and focused on connecting with kids on a human level and I really think that that makes a huge difference in what kids are willing to try to do even when it's hard which state testing is really hard and it takes persistence I think we have used funds can you speak to this how we with our counselors in Wellness Center I don't know as much about money absolutely kids are only going to want to buy in as much as they feel like they're cared about as as people and we really wanted to go all out and be intentional not just in how we were targeting academic support but also social emotional support especially as we were hitting the the pandemic even before that I placed a premium on trying to build those authentic relationships with kids and being able to plug them into a sequence of interventions and supports that make sense you know and so what's the criteria for a kid moving from hey this is what we do for everybody to the next step to the next step how do they exit that and what's the collaboration look like so our counseling team has really been robust we use site dollars and the Esser funds that we get from the state through the district to really add counselors that's what we do we added another full-time Wellness counselor on top of the 2.0 we were generously afforded we doubled down on the targeted case manager so we have like our in-house social worker making those connections with the families in the community working with our homeless youth especially Foster Youth and then we also added time to our guidance counselors our regular school counselor so that we have three full-time counselors there and so we work together as a school-based intervention team with our school psychologists we're fortunate to have a an excellent site five days a week right there right at Bidwell and so that team working together is really the the problem-solving team you know we get the kids and when they get to that point because they've been referred by staff by teachers and we identify we look at the data and we identify what's been done and what needs to be done to set this student up for success and we couldn't do that without those those human beings that are just bought in and focused to making that way for the kids and facilitating that connection which also has implications for behavior and disciplinary issues if kids are suspended and are sent home obviously they're not at school learning from a teacher so if we can find a way to actually deal with the root causes of those behaviors not only can we set that kid up for success but they're at least closer to school even if they're working in the counseling office on a timeout that's way better than being at home on Nintendo or whatever and probably dating myself um but that so and we keep them in that in that Loop there to bring them back in so definitely um Dave is amazing as some of you probably already know and um something that really Dave has created is this idea of the Bidwell way and um we have a Bidwell way team and really the idea is just how do we take care of each other as human beings and bringing out the best in ourselves and each other and I really believe that that mindset is something that is um just you know it's contagious and so we talk about it quite a bit we have a great team of teachers that work to create activities and discussions around what we see happening on campus live in the moment so it's not a canned program but during our 25 minute four days a week one day of the week usually we're having some kind of conversation with our kids about what are we seeing what's a trend on campus that we can talk about why is this happening how does it make you feel what would it look like if we could fix this in some way way and so that's been really powerful in I think helping kids feel like they have a voice on campus and feeling like people care about them two random things we put on here but I would argue I think this one's a big one our schedule in previous years uh SCI or English and math tested the students and so the rest of the day looked normal which meant that you could be administering the test and the band is playing out in the quad and PE is listening to music as they're doing their circuit training which is fantastic but highly distracting potentially in addition kids were testing for maybe 45 minutes 10 minutes to get in the program 10 minutes to get out passing out materials and it just wasn't this really consistent focus on it and last year for the first time we tested for a shorter amount of days so I think we ultimately did six days we think um and we tested in the morning and kids tested with their fourth period teacher so every teacher was administering the test everyone shared in the success of it in the administration and it was silent on campus you could walk the Halls it was just highly focused and you know again I we can't tell you what worked but my gut tells me that that maybe had something to do with it it was a unique situation it felt good while it was happening it felt so good while it was happening I agree um and then food um so a lot of us sent out letters and said hey you want to donate to your kids to have snacks and um so kids had healthy snacks in many of the classrooms throughout every day of testing and I mean kids will do a lot for food um and then just in general how do we keep this going you know um a great program that my principal has also um created and spearheaded is we have students serving as Wellness ambassadors and this is a new program we started last year and we're building on that just to increase leadership in all types of students feeling like they belong at Bidwell and having to place at Bidwell we also have a student School climate advisory that is just students where they get to come and talk about what they're feeling and seeing and being part of the solution um staff meeting um the emphasis is ongoing but certainly continuing our focus on literacy claim evidence reasoning through speaking writing all that um and we've talked a bit about how do we how do we motivate kids you know how do you incentivize it but how do you also build intrinsic motivation make this test count or I mean matter to them and what that looks like so we continue to have those conversations um and then just of course continuing the testing format and working with accommodations and making kids really aware of what accommodations they have and how that could help them be even more successful and one thing to note with the cooperation of the district the common right which the junior high language arts teachers administer we actually this year used the S back interim which is a practice and so in many ways that's just another way where we're building in exposure to the platform teachers got in and scored within the platform which we've never done before which I believe will help as well and then just continuing to ask for money to support literacy on our site and the kind of it I you know I don't know what the magic pill was but it was it was great and we hope that we can continue to build on the momentum do you guys have any questions I'm sorry I did a lot of talking there happens I have a question you actually kind of answered it at the end because especially while Dave was talking I want to know I always want to know what can we do to help you reach your next level you know I know that that you all have a vision of leveling up so what is it that it's going to take to help you to level up to your next goals um and is there additional support that can be given by you know the school board and Ed services and I'll answer it now but there's something to something to get back to us on if we don't have it can't make any promises but it's always nice to advocate for yourself while you have the microphone we appreciate that very much I know I know it sounds easy and I know it's it's not um but the permission to be intentional and focused about a few High leverage priorities is is a huge blessing because most of us in education are people Pleasers so you tell us to do one thing a hundred things we're gonna go run off and try to do 100 things whether or not that's doable or not but one thing we've been able to carve out at Bidwell is intentionality whether that's working with students and our teachers and community members to make sure they have a voice people tend to support what they had a say in building and then also with some of the um the call meeting time that we have like we really structure it around teacher professional learning teacher professional development that's developed and promoted and delivered by our own staff right there on the spot in response to needs that have been articulated through our little in-house surveys and whatnot so it'd be great to have permission to continue to do that and maybe even as in other meeting times like working with other principals on how we can continue to refine that that process would be be awesome I know that that's not an easy thing to do it sounds simple but it's not not easy I get that but to answer your question I think that that would be the key to continuing to level up thank you thank you oh yes one of the things that um I like excuse me I like to see when when Innovation and and all of this energy creating you know something that's that's moving forward in a new way um can be draining on staff and what it sounds like you guys are doing is giving almost immediate feedback to your staff on how well what they're putting their energies into is working is is because that if you can see and feel the positive happening it makes putting that 150 percent in which I know they're doing um you know a lot easier because you got to take care of your people um both both the the little ones that are little or Junior High kids they're not little but take care of your P of your people because it can burn you out before you know it and um you know that's not what we need when when you've got as much Creative Energy going into what you're doing um you know just make here you make sure you take care of each other thank you I would say that um having a year like this where we get to see the fruition of some long-term efforts really it goes far and I think that there's a really positive energy on our campus and we do have some great new additions as well that have really brought some exciting energy as well and um I know everyone probably feels this way about their school but it is a family and and people really care and love each other and I think the kids see that and it's you know contagious as well thank you well Halls wouldn't say this but I think a big reason it was one of the bullets but the thing I wanted to leave with is uh related to collaboration and Wednesday morning I know sometimes we get questions about what's that for and um my assistant principal Lori and I we try to get around to all the different collaborations on Wednesday morning and really without exception the particularly the math and English collaborations are laser focused on teaching and learning like you guarantee you're going to walk in there they're going to be right in the middle of some conversation about hey so how did you teach such and such I'm doing this hey do we need to spend more time on this concept to resequence that and it's always like nitty-gritty I'm not saying other departments don't do that but English and math in particular and other curriculums and the tests are set up a little bit differently than the other subjects but they're really laser focused on that and I'd walk out of there smiling every time because I think that's the best way to get better right there on the spot and that's really the teacher's choice to do that or or to kind of phone it in and I'm really proud of the work and the teacher leadership that goes in to organizing that collaboration time and I think that's a big reason for the results too thank you [Applause] so thank you Hollis and Dave I just wanted to add a little bit about Hollis she is a district leadership council member and was a mtss site lead last year and what she does for English and Chico unified's secondary is amazing that Junior High common right up there was trained by her and her colleague and at the beginning end of October beginning of November it was a heavy lift and I think it's going to be a highly highly consequential training getting teachers going in there and she was also instrumental in the implementation of IXL for for English so thank you Hollis [Applause] all right so moving on to math um hold on just one second yeah I've been thinking about that presentation a lot um it's awesome the work's getting done over a bit well it really is um but one of the things we really need to look at is how do we build upon that for the rest of the district right um is it possible I'm sure it's possible can we set up some kind of um programmer which we track those students see if they continue to excel in ela The Bidwell students yeah in perhaps future years absolutely just now put a note out there would be interesting to see if that absolutely yeah thank you very much okay so math um we you can see up here A bunch of Orange so that's medium or I'm sorry that's low uh performance according to the state this year so none of us are happy about that that being said math scores across the state are much lower than English language arts you can see we're at the top of our comparables um which is great and and it's an achievement because it speaks to the work that that staff and students and families did throughout the pandemic and we fared better than most coming out of the of the pandemic however this has been a focal Focus point for Chico Unified going back to 2019 and a lot of work has been uh put in in identifying grade levels and courses where kids start to falter a bit changes have been made this year with the implementation of the block schedule at both high schools students in need are able to get a math lab course in addition to their integrated math 1 or math C for extra support so we're very hopeful with that also both high schools have changed the criteria for which they Advance students on to the next course so in pastures we have had kids taking this test who had never even seen the material by the time they get there um the both high schools have worked to change that and I'm very hopeful to see those results of that we've also added I mentioned IXO for English we also added that for math for students junior high up through integrated math one at the high school as well as some other assessments that are intended to show Readiness for the next course in the progression math a to im3 allow teachers to know what their kind of skill levels they're dealing with coming in possibly those results could be used at the transitioners to for placement into courses so there's been a lot of work and there's a lot more work to be done but I am like I said I'm I'm proud of the way our teachers and kids and staffs as a whole made it through the pandemic and we were all concerned about a big drop and in fact we did drop you know from 19 like I said it's hard to compare we did drop a bit but even before that we were kind of flat you know we never saw the big growth we had seen in ela so we are continuing to work on that with our DLC group and in that services and we're hopeful that the changes are more steps along the way for that but yes we do see scores across the state much lower than the English language arts I have a question about the impact of I don't know if it's called leveling or my concern is that we not um get that we don't put everybody that's at the same level in the class together and not have a mixture of kids that can move higher and faster that can help bring you know bring the others along I uh it seems as though we forget that kids are good at tutoring and helping each other just in the way they discuss what they're working on um uh you know help each other in small groups and things but I I don't want us to to get to the point where we don't have a mixture in our classes I understand that you don't want to put a kid in where they have no chance of success you don't want to do that because you know then they're out the back door and could care less about making it to the math class the next day but you know let's at least allow our our kids to to come together and help each other through the process yeah so the the course progression requirements at high school will address that to it to a certain degree but in any case in any classroom as you're well aware you're going to have a span of students um we are sticking by um math a for all incoming sixth graders and that's due to the vast difference in in the way the standards are laid out the huge difference in curriculum and and the fact that we've seen achievement go across the state go down in those grade levels it's a big jump so we keep all kids together there and some kids have a harder time than others moving on to the seventh grade accelerated you know pathway so we're always examining those those types of things I had a question I feel I feel I don't think I asked this question specifically but when I hear the word standard or I see that there's a standard Mark like my question really is who sets that and why and how and based on what information you know why is that the standard when you see everybody so far below the standard the these standards are set um on on the S back ones in particular by the S back Consortium right sort of balance Consortium so I guess I'm just I'm curious and I don't expect you to have an answer to him really like what they base that off of what is their what is their reasoning to set that as the standard right they're they're looking at at this our standards common core standards all the s back um states are using Common Core and creating measures that in their minds and statistically it it shows up it that's where the standard is if kids score this scale score based on this measure based on these standards that's the standard but no I don't know the psychometrician's magic and all that that's beyond me and too when you think about standards like you I conceptually and I'm getting in the weeds and I'm sorry but you know think about 30 years ago what it the standard was and if you could eat like calculate not calculate translate that to now like are we expecting a lot more because the standard now a lot more for this age group than it was and why is that appropriate and why are we grilling ourselves about these this standard set by a group of people who think it should be one way based on what they think is the best research maybe compared to you know 30 years ago or 20 years ago even just right this is my food for thought and that maybe a little bit Glimpse about how I feel about standardized testing in general but here we are as a follow-up I think it'd be interesting and since we only have one agenda item really tonight it'd be interesting to see like uh a who's who of of districts that really are meeting standard you know in California or the world would be it'd be intriguing to see what those communities you know look like right right and I I have all that I'm not gonna do it up here in front of the front of the board right now but I'm tempted um but I I can take a take a peek at that I just want to say sorry Eileen one more thing on that right is um it's it it can be degrading for people who are doing a good job and for our kids who are doing a good job and so it bothers me that we're like trying to set ourselves up yeah and like I said nobody likes seeing the orange right nobody in this room likes seeing that orange you know what though sometimes life is about disappointment and realizing that there's other people out there who are doing it better better than you that's just reality well that's why the mission statement of the school district used to say that we were going to train up our kids to compete in a global Society but you guys didn't like it so you changed it to we were going to train our kids to merely participate in a global Society I'm just saying luckily my child has a growth mindset on that my my turn Okay uh interestingly enough um Mr tennis that subject was breached by a publication two days ago where they were looking at the schools that had been designated as uh what is that not outstanding schools distinguished schools huh yes distinguished California schools and they did that comparison you know the the SE folks are doing it well doing it well doing what what's the the common denominator and with every single one it was those schools had a much higher socio-economic base than the schools that were not succeeding that when you know when they were coming from high income families and neighborhoods they were doing really well may I thank you um okay I hear that and clearly uh suicide coming status has a lot to do with where students come into school but we can't just say oh these kids are in better neighborhoods are going to do better that's the end of it I mean teachers have an effect we're here for a reason so instead of saying oh that's what's going to happen we need to be looking at are there schools and I know that these are the schools I'm most closely compared to us but are there schools that maybe if you widen the frame a little bit more who have similar to me unduplicated is is the thing we need to track who have similar potential unduplicated kids who did better in math and you know can we go and raid their toolbox um I know we're trying a lot of different things we heard about all these programs that people's doing and one of the things I'm concerned about is do we have a framework in place for tracking whether anyone particular of these programs produces a bump if we get one like we would have it would just be judgment calls basically like kind of like similar to what holla said look at all the stuff that Bidwell did for English and a lot of that would help math too but um you don't want to if you're gonna improve schools as if you're going to run a study that would mean taking one step measuring it for a few years seeing if that affected it taking another step measuring it for we don't have that time you know so it is hard to kind of pull apart all the changes that happen in one school year and to put your finger on that did it or that had this effect on it or not and it really comes down to kind of judgment on the part of staff thank you I'll be happy to see next year's data because I'm interested in growth yep and comparing growth in-house as opposed to some standard right okay so this is our student group breakdown again you see the all students in the dark blue the big the widest bar we do see three above three student groups above the all students and that's our Filipino white and Asian student groups and then on the other end of the spectrum we can see four at the bottom so English Learners African-American homeless youth Foster youth students with disabilities sorry that's five so those are falling into the lowest category so the term that we use and then we use in our lcap is achievement gaps so student groups that are far performing far lower than the all student student group so our our intent and part of what we're held accountable for by the state is closing those achievement gaps what are those groups in need of at school that we're missing right now how can we add services and supports to help those student groups and Christy will talk about this earlier but when we add services and supports they are accessible to all students and every single one of these groups but by the nature of selecting kids for those services and supports it's more likely that the five students part of those five student groups at the bottom there are going to qualify and show the highest need but the supports are available for everybody again this is our economically disadvantaged in green and are not economically disadvantaged in blue and we can see a similar span and that we did in ela and um like Tom I think Mr Lando was getting at is we those economically disadvantaged kids are almost 60 percent of our school district so what can we do and that was a question posed to our teacher leadership teams what can we do we've done a lot already what more can we do to close that Gap so now I'm going to turn to Neil Dao and uh this is their their math scores and you can see comparable schools you can see a couple green ones up there but the vast majority are in the orange and that's what I'm talking about when you look out across the state we see math scores lower um Neil Dao obviously very very well compared to its comparable schools it also in the last six years has seen one of the highest jumps in unduplicated count percentage so the the population has changed it has risen and and duplicate account percentage and again it's a bad comparison but comparing it to to the 19 data they showed tremendous growth um in math and Ela but we're focusing on math today um and so I have invited uh the principal Kelly Steinbach the title one teacher when I think Kelly came in to Neil Dao a few years ago Stephanie Caniff who is now a uh assistant principal at LCC and Marisol Lopez who was title one last year and now as an assistant principal at Rosedale and then um Melinda and got all nervous I was like ah Melinda Hildebrandt who's the new title one person here so I'd like to also add that these are mtss and DLC members or former members so they've had leadership positions in the district for a while now and they put quite a system in place so I'm going to ask them to come on up thank you it's an honor to be speaking here tonight on behalf of Neil Dao but moo are importantly to have these amazing Educators with me to help me present it is not without them who I will have them introduce themselves in just a moment that this was not all possible so um huge collaboration over many years you have a whole span here and so I'll let them introduce themselves and then we'll get started okay good evening I'm Stephanie Caniff I am currently the assistant principal and DLC rep at little Chico Creek Elementary School and I joined Kelly in 2018 as the title one teacher when we were just getting the whole Learning Center idea off the ground and running good evening Board of Trustees I am Marissa Lopez I was a title one teacher last year I worked under Miss Steinbach who I loved working with and I am now the assistant principal at Rosedale and I love my position there as well good evening I'm Melinda Hildebrandt I am currently the Neil Dao Title One coordinator and mtss site lead and DLC representative and I'm hoping to be an assistant principal someday okay well um as I said we're so grateful to be here um we put together a slideshow for you a couple slides representing some of the systems that were put in place at Neil Dao over the last handful of years we started with a PLC process that was new to Neil doll we put into place a Learning Center supporting growth for teachers and a tutoring program so the PLC process the professional Learning Community we meet every six weeks this is when grade levels meet with both the title one teacher and myself and we go over classroom data as attached to assessments so I'm going to turn it over to Stephanie for just a minute here the PLC process was really really put into place with our collaboration through this process over the years and we become a data driven community of colleagues and we went from not being able to discuss data as a staff to now this is what our staff meetings are focused on so it's been um through the PLC process that we've had this change uh excuse me so when we started the PLC process um we plcs are like a vulnerable thing for people right because teachers really own their own data and they really take that to heart because they put their heart and soul into it so um we started the PLC process by trying to just make it like a safe place and that took a little bit right so just having our norms and being able to share and be vulnerable took a little bit of time to put that work into it from there we really just kind of guided them through a lot of our older more veteran teachers had been through like the defore training if I'm saying that correctly and so they understood what a PLC entailed and then some of our younger teachers or just teachers that hadn't done it in a while we just kind of did a review with them we had them set up their group norms and then we really wanted to work with them to tell them that we wanted them to identify a smart goal which is a specific measurable attainable realistic And Timely um in terms of hey this isn't all on you as a teacher to achieve this goal we're going to set up these systems at Neil Dao in terms of like an RTI type of model which was like walk to intervention where all the teachers share kids and we're going to support that smart smart goal by giving you AIDS to help get those group sizes smaller and also the title one teacher will be involved in that so they didn't feel alone in that process they felt like hey this is a team effort part of the smart goal is making it measurable right so you have to say like if I want to say cool I want to run a four four hour marathon cool that's great but I need to know how to make that like attainable right so I have to say okay if I'm going to run a four hour marathon I need to have like an eight minute 45 Second Mile and I need to build it up over time so we talked to them about coming up with a goal that they can measure the effectiveness of it at the end of that six to eight weeks so that was the smart goal so for example 80 percent of our students will obtain 85 or more proficiency on whichever standard they deemed was the most important for their students to to learn that content right we didn't pick that for them it's like what's the most important thing that your students need to know then we re-met we chose an assessment that based off of whatever concept that we wanted them to know and then we re-met like every six to eight weeks and we tried to time those with uh the like benchmarks pretty much so that we had fresh data to look at and then we analyzed those results with them and we celebrated success and if we if there wasn't success we had collaborative conversations what did you do why did your students obtain 90 Mastery when my students only did 60 and the conversations that came out of that were really rich and valuable all right thank you so one of the things that also came out of our PLC and collaboration process was the implementation of a Learning Center this was new to Neil Dao as of about four years ago we have explored um Learning Center with both Ela and with math and essentially what happens is using assessments either iready data smarter balanced interim testing results or math instruction which could be standard math reviews we would teachers would Target groups of children who didn't understand or were having trouble in certain key target areas and those students would then go in the afternoon for an additional 30 minutes of instruction based on their exact needs so we were really able to Target student growth and watch that happen and we kept the data in it we have a a really nice view of how that worked and I'm going to turn it over to myself so last year throughout the year I was constantly making sure that I was analyzing our school data so after each Benchmark assessment I would go in and pull the data and pull the kids that were below standard or approaching and I would reach out to teachers I felt the communication with teachers was very important and something that Miss Steinbach was really good at too is we would send out kudos to staff and letting them know that they're doing a great job and that also helped with our student growth throughout the year as well after each our math diagnostic I would pull that data as well and ensure that all the students were making growth and if they weren't we would provide a quiet setting in our Learning Center and we would pull those students and they would have a small group testing space and we would celebrate growth with our kiddos we had a um Rock the test assembly where we boosted their confidence and let them know that they're capable of making growth and that this is the chance they get to show us everything they've learned all year we provided the teachers with some care baskets with some snacks some gum and just motivational Little posters that teachers were able to put in their classrooms and I thought that that was the students loved that this year we started um our district currently has a system in place where all third fourth and fifth grade students are required to take four interm assessments throughout the year so that we are ensuring that the students are mastering their standards we to ensure that all students are getting the support that they need we have we created a tutoring system where we pull all the kids that are below standard or approaching to give them additional before and after school tutoring using our math pacing guide teachers are required to select a date of when they would administer this assessment they let their mtss site lead know when they will be administering this assessment the mtss site lead is also our tutoring coordinator so then once the grade level is com has competed in that assessment we pull the data to determine which students are below standard and which students are approaching standard then those are the students who are invited to these tutoring groups the tutoring groups vary by site depending on tutor availability but they are invited for morning 30 minutes or after school 30 minutes what we did is we took the cams and stamps curriculum which is already math curriculum the tutoring portion and we aligned it to our state interim and each session varies in length from four to six weeks depending on how many standards are on that interim the guides the tutors are provided with the guide It's a pretty much a lesson plan that will guide them through their instruction all week we have some Chico State tutors that have actually started already this this year and we here over at Rosedale I know that this has been successful because we're on our fourth round of tutoring and just for example we had a couple fourth grade students a group of fourth grade students who retested with the same state interim test and they went from below standard 2 out of 12 to 11 out of 12.
