not getting paid of having Wendy Youngblood be our moderator please say yay yay that carries Wendy it's your meeting [Music] good evening I'm Wendy Youngblood thanks everybody for coming out on this cold night and Happy New Year um is there a motion to waive the reading of the call to meeting all right all in favor all opposed so the motion has passed thank you we move first to resolution number 1 special appropriation of 78 million one hundred forty one four hundred and forty six thousand four hundred forty six dollar sorry for a new elementary school is there a motion to waive the reading of the resolution by the town attorney is there a second [Music] all in favor please raise your hand and all opposed so the motion passes there will now be a presentation by town officials Steve would you please come up thanks very much we're gonna have a short presentation but first before we do that I would like to introduce a gentleman who's the chairman of our municipal building committee and they will be supervising the construction of this building we all know that we had some issues with the high school and how that was done and we're going to avoid that Paul check Oh would you like to come up and say a few words thank you you didn't leave after the high school project the the town put together a committee called the high school renovation review committee and this was sort of a post-mortem look at the high school project what the pitfalls were what was successful what worked and what didn't work that committee was it was made of members of the public people who were involved in the process members of the Board of Education and what came out of that was that we had a very fragmented process at that point and what we did is we put together a document with recommendations of major construction capital construction projects moving forward how to avoid those pitfalls so people often ask what does the Municipal Building Committee do and I liken it to a division of responsibilities so we're here pre bond for a major construction project we have an architect we have the Board of Education we have the superintendent and they are really programmatic driven they decide program spaces what the school need the NBC doesn't get involved in that what the NBC is is really process driven we're nuts and bolts of the process moving forward the one thing that we do at this point and that we've been doing is project delivery methods there is many different models for capital struction over the 4050 million dollar range of had the liver project to the public its construction manager as advisor cm as constructor design-bid-build multi-prime these are all terms that everybody's going I don't know what they mean that's okay what we're here to do is to develop an RFP for each one of these for an owners project manager for a construction manager and for construction administration services from our architect that all of these solicit proposals on them all make a presentation to the Board of Selectmen and jointly with the Board of Education and the Board of Selectmen the Board of Finance select the project delivery method going forward which best suits the needs of this project which best suits the needs of our town some larger towns the bridge ports and Stanford's they have full-time committees full-time employees who run projects the immiscible building committee in Brookfield that is a group of volunteers and while we all have construction experience and backgrounds during this full-time is a full-time job and we can't dedicate enough of our own time since be the owners project management team so with that we go and we hire other professionals a project manager or construction manager to oversee this process the MBC then has the oversight over at the construction manager along with the Board of Education the Board of Finance and the Board of Selectmen the question is always brought up to us well after the project is approve at referendum who can make changes can the MVC just decide to make changes to scope and the short answer is no we can again we're managing process we're not managing the day-to-day operations if there's a scope change or if it looks that the project is going to be over-budget the MVC the architect the engineers the Board of Education and the superintendent will get together and discuss what are the needs of the project what is our budget how can we best modify the scope to suit the programmatic NEADS and bring this project within budget nobody has sole control but is more of a collaborative effort for all team members here in speaking with cholesterin the chairperson of the Board of Education we're gonna make this document available on the district's website for the new school project and this is the high school renovation review committee report it really does a great job of explaining what happened what were the pitfalls and how do we best avoid them and the short of it is the way to best avoid them is actually to work together like I said earlier it was a very fragmented process during the high school project at that time not to rehash old memories but we had a First Selectman who didn't like the sitting Municipal Building committee they made an ad-hoc building committee we had a Board of Ed who didn't like a superintendent and there's all these divisions throughout this process what we've seen here throughout the ensuing 12 months that we've been doing this is a great unity amongst all the boards and commissions working together for the common good of the people of Brookfield and for the common good for other children who will be occupying the school but with that I'm going to introduce Jeff from Tecton architects he's going to give you a short presentation and I think we're gonna have a question the answer period after that thank you [Music] good evening my name is Jeff was in ski I'm a principal at Tecton architects thank you for all coming out this evening I have a brief presentation about 15-20 minutes to go over kind of the whole process that we went through in the presentation of the preferred option the slide that's up there is a slide that you may be familiar with we presented at all the previous public forums it summarizes the four existing schools their vintages the year they were built and then the student current student enrollment and really the point is that the average age of the buildings is 60 plus years in the average age of the additions is 17 so seven and huckleberry being the I guess the babies of the group if you will so as we worked over the last sites a year here in a couple months now we started back in December of seventeen we've been what we work through a strategic facilities group to identify a series of options a capital improvement plan and we came up with defining the problem after all of these studies who came up with defining the problem and and first and foremost it's aging of the existing buildings and they require more maintenance the inefficient of layout of the in kk tional environment the existing layout is difficult to adapt so it's difficult to adapt the existing structures to meet today's current square-foot standards by the state fifth grade is at the middle school so we did a couple surveys in that whole process and we found out that there's a preference to move that back to the elementary grade level and they're still in portables at risk' near many of the building systems are at or past their useful life building systems are the HVAC electrical plumbing systems of the building the major infrastructure of your buildings and there's high energy consumption of the schools as well especially the two elementary schools huckleberry being all electric so to summarize kind of the effort in this slide on the left side as a part of those surveys most of the community 98% agree that there is a need here and the schools so everybody understands there is a need and on the right side you'll see as we move through the description of the preferred option the preferred option really touches nearly 80 percent of the students in Brookfield and I'll explain in a few minutes so the preferred option why was it selected least disruption to students so wanted to maximize the educational time throughout this process and the option that was selected was to minimize that piece of minimize the disruption it's inherently safer it's further away from the buildings it's not ad rental immediately adjacent to a school it improves the learning environment it's a basically a blank slate it provides maximum flexibility for today to meet today's educational needs today in the future educational needs it solves grades pre-k to 8 in one swing so what it does is that addresses the pre-k through five and this new building but it also right sizes whiskey near middle school putting it back to six seven and eight halves the construction time when compared to some new construction compared to existing Adreno it halves it in halves the construction time which limits the disruption to not only the students but the community as well more predictable typically than a renovation and then you'll see as we move through the conceptual site plans it preserves and improves the athletic fields overall so the preferred option you know as a part of the the goal of our effort was to provide an overall master plan so to look at not just the immediate but out far out into the future for all the schools and this preferred option summarized in three schools in total so this phase one is the new pre-k defy it would have house an early childhood Learning Center and then it would create this fifth grade academy that is a transitional grade level two to the middle school at demo the existing huckleberry Hill Elementary School and repurpose Elementary and further into the future phase two which would be ten plus years if not more look at whisk inner middle school it's in relatively decent shape and can accommodate the 68 as I mentioned and then Phase three would be targeted improvements over past that ten plus years so the next series of slides are a proof of concept this is not what the building will look like this is what it could look like and the idea is to really identify the program or a conceptual program plan and site plan to show you where the building could sit what it could look like how it could be arranged and all of that is tied to the overall square footages in total project costs so what's important and those came out of multiple public forums in the feedback in the surveys and all the meetings that we had with the working groups Early Childhood Center so separating that portion of the school from the remainder portion having potentially having separate parent and bus drop-off the opportunity of combining pre-k through five creates some interesting opportunities such as a shared core space so really leveraging that in the school placing in a location and you'll see in a few minutes how you could arrange it so that the circulation is safe secure and an efficient create grades 2 through 5 potentially in the rear of the building with a 5th grade Academy as I mentioned provide some protected outdoor space kind of in interior courtyards if you will not only providing natural daylight into a building but also providing that protected outdoor play area or educational area and then community use so big piece is schools often our community heavily used by the community and there they are community assets and placing things like cafeteria gym kitchen and other multi-purpose areas and in a fashion that could be easily separated from the rest of the building to limit disruption is key so you could place them there in this particular example so this next slide is a conceptual site design just for our interpretation purposes on the right side of the site plan is candle with Lake Road north is directly up on the screen and you'll see a a light area here that's kind of out outlined in red I think I guess it's a darker Brown on your screen but that's the existing huckleberry school and you can kind of see how it sits right up on the entrance and for for parents and others that have visited you you understand this location here is the existing curb cut location and the yellow portion back here is the proposed new school so the proposed new school could there's there's grade there topography that steps up about 15 feet from I guess I'd call it the front of the building to the back so it presents an opportunity for the building to step up the hillside at no one point with the building be taller than two stories which we believe is important to these grade levels keeping that scale residential scale quality down and then you can see they are in the relationship of the long entrance Drive which alleviates or mitigates potential traffic concerns as you enter for anybody that's entered and trying to pick up the child or drop-off it allows for additional queuing gets them off of Candlewood and then the other opportunities that this creates is the opportunity to create separate drop-off for the early childhood center and the remainder of portion of the school it also presents the opportunity to separate both bus and parent drop-off to really clean up the circulation and then just to reinforce that have separate completely separate entrances for the Early Childhood Center and the basically grades either 2 through 5 or 1 for 5 the conceptual floor plans working from left to right on the screen third floor we'll call it the third floor middle is the second floor and the right is the first floor and just to reiterate what you saw on the axonometric view or the bird's eye view was the location of the Early Childhood Center and kind of separated if you will off from the rain main your portion of the building the shared core spaces things like innovation labs media centers multi-purpose rooms all located in areas that are easy easily accessible by all the students and then the potential for creating a 5th grade academy so now to kind of zoom into each each floor level we can highlight some other features that could be incorporated into the project which are those protected outdoor spaces that often times you know the courtyards originally in the 50s and the older buildings are really just a way to bring natural light in but today they really can empower outdoor educational classrooms and that would be the intent in this plan and it provides obviously a protected and secure setting for all grade levels now a key piece as we move through some of the concepts in the discussion and dialogue during the public forums was establishing neighborhoods and I we circled them in orange there with the blue connecting dots and what's critical to understand is that no one grade level ever has one no student from any grade level has to pass through another person's neighborhood to get to a shared or common core area and that's key in a building like this and then there was also discussion about the ability to expand and for example it to either universal pre-k K but add to the buildings in a fashion where you wouldn't have to either remove portions of it or add modulars design the building or the ends of the building to accommodate this and that can be done in a series of different ways and then really the layout just to reiterate promotes flexibility because you can kind of move grade levels around where you see fit and promotes the transitions between often you'll find pre-k to 1 you'll find between 2 3 & 4 and then again from 5th grade on up until the middle school we also since the last public forum we've also heard other comments and questions relative flexible in specialty spaces and I really just wanted to insert some new slides kind of liven up the presentation but also address some of the comments and this diagram is really orange boxes are represent those shared and core spaces just to read and they're about 50% of the total area of the building and what's important to understand and these conceptual plans is the total square footage can be divided pretty much within state standards anyway you really want so we heard conversations about is one Jim enough it's two gems enough we need more art winning more fan all of those details of detailing what's in the space the exact square footages all of those pieces I'm still need to be developed in the detailed programmatic design but just for example I'll drill I'll pick on recreation and assembly for for a minute on this slide on the left side is the center Elementary on the right side is huckleberry Hill and there's some totals there so these are Gemma cafetorium Zoar auditoriums and cafeterias it's all what I wanted to do is compare apples to apples so if you take that kind of space in both schools and you total it up it's about fourteen thousand four hundred square feet top left of this slide the proposed if you add up all the proposed areas in the new school it's about twenty-one thousand so it's an increase of about forty five cent percent or sixty five hundred square feet so there is an increase in the in the area alone and there's there's a whole wide range of other considerations that could be contemplated whether it's you know folding partitions curtains mobile mobile walls but also during schematic design and I'll talk about potential next steps if there is a next step what happens that next phase but picking on the cafeteria and gymnasium again you know this was the original conceptual pant plan could it be laid out differently within pretty much the same area for two gyms keep the cafeteria move the band around so the alternatives the study will happen we will hear from the community we will address the detailed concerns of each of these spaces I just wanted to illustrate that it this really is proof of concept and we're getting there and and we hear your concerns and they would be they will be addressed so just to summarize again clockwise around the development of the early childhood center the protected outdoor spaces the fifth grade academy that greats two through five kind of sitting up on the hill in the back the front piece being that community use and I think I failed to mention but that offers the opportunity create a shelter on this side of town with the kitchen cafeteria gym all located up front next to the parking the shared core spaces and obviously the separate entry and drop-offs so very briefly next steps if it were to happen we would obviously continue detailed discussions with the stakeholders continue our conversations with various community groups and surveys and get their input study alternative design options of course and then really develop detailed program programming and what that means is it's a list of each space the areas that discuss the flexibility of what needs to be in each room set up equipment everything soup-to-nuts in each of the program programmatic elements and then continue with board review and meetings and of course we've had many meetings already but we would continue with the NBC Board of Ed Board of Selectmen finance communication keeping people informed is key but including comprehensive groups like Public Safety Building Park and Recreation so this is just a short list but having that dialogue early and often is important the next series of slides are really just opportunities that that may exist in a new school design and think of the outdoors more of educational classrooms than really just the space that you walk to get to the building think about flexible spaces and natural day lighting and how that could impact the quality of the educational space and the flexibility and the ability for for students to want to learn in different spaces take every advantage every opportunity and every advantage you can in making spaces for learning environments so classrooms yes but quarters aren't just quarters anymore they become classrooms and these are some just some examples of what could exist the flexibility in today's environment even in in previous in in history and in those environments in those schools flexibility is very important to the educational learning and then really drill down into okay how do you teach as it's student-centered learning is that project-based learning is a combination allow for personalization as much as we want flexibility you still need to allow comfort and personalization so all of these elements will will need to be incorporated in the future phases of the project so okay so everybody's probably looking at the right side and orange the big number so we'll start there the bond referendum 78 million the cost a book filled after the anticipated state reimbursement is 63 million and change how do we get there so again forgive me if for those that have attended the previous forms because I think I went through these quite a bit but I'll try to go fairly quickly you take the grade levels and you take the projected enrollment so that enrollment there is the is the for each grade is the highest projected enrollment in an eight year period and that's what the state wants to see you multiply that by the allowable maximum allowable square footage by the state and you get a bunch of areas the total students is 1138 that's a projected enrollment you come back you take the area it's 138 thousand 852 so that's the size of the new building overall that's what the state says that that's what you can build that's what will reimburse then you come down to the project cost summary and you look we're developing because we're going a little further back about sixteen and a half acres and we use kind of a all these costs or kind of middle range costs as far as the overall type of construction based on historical averages and they're escalated to the midpoint of construction or proposed construction so that would be either late 2020 or early 2021 so you take the site cost and they cost per acre you take the proposed vehicular parking lots which is around 255 260 spaces you take the new building 138 thousand times the what we see is the average cost for new new new building of this type escalated we're gonna demo the existing school after we're done with the new construction and it comes up with the sub total cost and then there's all the soft costs and I won't get into the detail of soft cost but I like to use the analogy if you flip the building upside down you shake it out everything that comes out your your furniture your tables your desks your chairs the engineers the surveys that you need to do everything that's kind of loose and soft around the building is about on average 18 and a quarter percent of your sub total so that's what that twelve million dollars is so so that's kind of a soup to nuts list the the Opium that you were referring to earlier those costs are in there so that is turnkey costs if you add those two together so if you add them together it's 78 million dollars which you see up here in the on the far right you take the state reimbursement which is currently at 4 for new new building construction 22.5 and so they'll give the state will give them around 17.5 assuming you hit all their checklists and review and and qualify and and make sure they you're on that priority list and there's a list of ineligible zand eligibles that you have to go through on average we've seen that around three and a half so we were trying to be as conservative as it could and the total estimated cost of Brookfield is is the number in the bottom here the 63 million so that's kind of how we got there there's a lot more detail behind it but I think you've heard enough tax impact analysis unfortunately Marsha I think is a way but I basically took there was a she did a fantastic presentation to the Board of Selectmen and the Board of Finance this one this information was taken from November 5th presentation and there's a lot more in that presentation so I would encourage you to look at it comprehensive analysis of the entire town and all their costs this slide is relative to this to this project to this school and what you see and this is just the 10-year projection you see there's really no impact for the first three years and then we try to give the numbers in a couple different ways yearly and then monthly and you can kind of see it's starts in the 363 350 range and then works works its way down and is modified so that's kind of a snapshot and it's all based on the average assess of a house at three hundred and forty thousand but I would if you're interested in all the detail back up all of it's shown in that presentation which I believe is posted this information was also some of it was collected from that presentation and this is kind of if if you don't proceed and these are just kind of generalities but things to consider the market value of the homes the impact of a commercial and residential development the educational of education of the students of course hiring and recruiting and retaining is becomes a challenge and then as part of our work we did the capital improvement plan and was a ten-year capital improvement plan for all the schools all four and what we did is we just took a snapshot of the first immediate in first three years one two three and it kind of gives you a sense of just just to keep up with the deficiencies that we've identified and again I just summarized them in general numbers and there's a lot more to them there's gonna be some costs so thank you very much for for allowing me present and I'd like to turn it back over to the first elect men oh I'm sorry Wendy [Music] all right um mmm thank you very much for that Jeff I hadn't seen that information before I'm sure it informed a lot of us we're gonna move to discussion questions and comments so there are some ground rules I'm sure many of you are familiar but just in case this is your first time the way we're gonna do this is that folks who wish to speak come down to the podium here on the roll our left the discussion is to clear up people's questions to give voice to your concerns to give us all the information that we as citizens as residents need to consider as we think about how we're going to vote on the referendum so please keep that in mind we ask that you limit your comments to three minutes so think ahead about the points you want to make and try to frame them as lucidly as possible I'm gonna have my phone up here to keep track of time and that's not to be like your mom or a jerk or whatever but it's to make sure that everybody who's got something to say is able to ask questions of the of the panel and to get their opinions heard also when you do come up please initially state your name and your address for the public record it's important that we capture that and address your comments to me or to the folks on the panel Thanks so let's start discussion [Music] that's amazing shukran is my chance Hannah shaker 87 Longmeadow Hill Road I really don't have a question but I can't have no one speak but I think could you maybe explain that when the design the actual design is formulated who will be doing that and does the community have input into that but you know who decides what it's gonna be the final concept sure so I'll speak to kind of the next steps and then one of the next steps would be the schematic design process and I tried to kind of summarize it in the presentation but who is involved of course the user groups which would be the superintendent principal and the students and the faculty and staff would be kind of the day-to-day discussion relative to the program and the programmatic needs and what happens as far as the process during schematic design is there will be a development of a series of options additional options to what what you see here and it's really the idea is it's cheaper on paper you need to study you need to fully vet all options for this particular site we developed them with the committee's various different committees we would do a similar type of public forum interactive public forum to get solicit feedback and make adjustments to that and as you go through schematic design the the intent is to kind of narrow down to the preferred option with more detail to that preferred option and move on to what would be called the next phase which is design development which is basically taking each room now and looking at each room on okay where do you want the outlets where do you want the sinks where do you want the windows so that's sure so the process to hire of the various different consultants I believe goes through the Municipal Building Committee and mr.

evil I look down at the other end 1:20 to go we should have counted the number of passes you know a lot of coaches want to make sure that you get five or six passes before you take a shot this one's 50 well it didn't take a shot they've made up for some of the possessions where they took a good shot they didn't get those five passes in so this will balance out the average as the game goes on so if you're in the stands and you're a parent of one of these two teams what are you thinking right now well I'm thinking let's let's get a shot off here and after this hopefully you get a good shot off right let's whenever they decide to get into their offense hopefully they get a good one well here we go we've got 45 seconds to go in the fastest quarter in state of Colorado highschool basketball this year so far down in the corner Lancers have it up top adams tries to get it inside and we've got a foul called against the pine creek eagles we're in a one in one situation so hey it worked for liberty 30 seconds to go and they're going to the free-throw line and not only going to the free-throw line but you get your best player going to the free-throw line lydia marshall the junior she's two for two from the line tonight an 83% free-throw shooter on the season she's got two points on the evening Karoline Samarin checks back in for Pine Creek and she's been crouching down in front of our broadcasting table for the last five minutes she's gonna have to get out there first free-throw is up and good the little answers extend their lead to two and Dave I might be wrong here but I don't think the Eagles have scored a point in the second quarter they have not it was 8 to 5 at the end of the first Lancers are up 3 substitution and Jordan Gutierrez checking back in for Pine Creek now the Lancers will step it up defensively as they come with the full court press ball does come in Thomas goes back to her left and then goes to the right and we've got a the clock never started it so he's gonna wind it down a little they run a little time off of it and you're going through Pine Creek after that last possession that had to be about three and a half maybe four minutes by by Liberty Pine Creek you get the ball you're not gonna have very many possessions you got to make the ones you have count a great point I think that they held the ball so long did the Lancers that the clock operator forgot to start the clock she was asleep too Gutierrez out front good pressure defense from Marshall it's the Lancers now playing that zone they don't want to give up anything inside they're gonna make Pine Creek shoot outside and it goes off of a Lancer player so a good job of defending by Liberty but there are still eight point two seconds to go for Liberty to score Gutierrez is going to go to the free-throw line I believe she's in the act of shooting so both teams exchanging free-throws here late in the second quarter yeah Jordan Gutierrez one of the leading scorers for this pine creek team and she was being held all the way around the screen after she got the balls when they called the foul and here's Gutierrez at the line she gets the first one it rattles around and drops the first point of the second quarter for Pine Creek Gutierrez three points on the night off from the free-throw line three for three they get four for four çf the Lancers can bring it up and get another shot off I think they're going to be content here just to let the clock run out and the horn sounds a shot would not have counted so in a very quick first half the Liberty Lancers lead the Pine Creek Eagles here on their home floor by one point 11 to 10 we will come back momentarily with a few stats and maybe some highlights you are watching 20 TV you it is halftime at Pine Creek High School the Liberty Lancers hold a one-point advantage over the Pine Creek Eagles Vince Greco alongside Dave Toller Dave I'm not quite sure I've seen anything like that second quarter play between these two teams I haven't either they went into a four corners offense and just really slowed everything down that's why we have such a low score at halftime well let's show you all four baskets of the first two quarters in order it started off well for Pine Creek as Brooklyn Thomas knocks down a three and then the other direction it's Jenna Smith with a three pointer so we had some scoring early Kuhn for Pine Creek nice stop and hesitation gets it to go and then one more it's Bailey Adams from the corner and then after that date it was Liberty's version of the five-minute offense they literally connected 50 passes and ran the clock down got a couple of free throws and that's how we came to a close in that second quarter there is Liberty got their first lead of the happened happened for Pine Creek they had one basket you got to see the one basket that they had in the in that quarter so we stand at 11 to 10 Liberty it'd be interesting to see what we have coming out in the third quarter I asked you during the timeout do you think Liberty's up a point they'll go into that stall here in the third quarter we will take a look I don't think you go and do it that early but you never know well we'll be back with the third and fourth quarter hope you're enjoying tonight's broadcast we are happy to be with you tonight and we'll be back in a moment right here on 20 TV you well here we go timing is everything and we are back live here at 20 TV Lancers control the basketball and it does look like they are going to run their offense here to start the third quarter they're up a point that's Marshall from the top of the key and she's got a big bucket she's been relatively quiet but way to start that third quarter for liberty absolutely great job coming out running the play you want to run you got the shot from your leading scorer Marshalls got seven already in this game Eagles they're gonna try and answer on this possession they're down in their home gym by four but there is an attorney to go in this game maybe ball knocked away regained by the Eagles and they'll set up the offense again Gutierrez kicks it down in the corner Thomas has it still has it into the post to Carlisle back to Gutierrez she'll hit the jumper nope it's a little bit long and knocked out of bounds and it goes over to the Lancer so a good job both offensively and defensively on that position great great start to the second half for liberty and Vince we talked about both teams having to take care of the basketball maybe that four corners helped him take care of the ball the only had two turnovers in that second feel good no that'll do it and it'll really be interesting to see if they can even get a four or five six-point advantage here if they do that day because they wanted Pine Creek to come out and play a man-to-man defense and coach Juba Crieff use and so but if that's the case later they'll have to come out but they will yeah if you're trailing that game you have to you have to come out and play on that last that last chance Brooklyn Thomas for Pine Creek nearly had a steal for the Eagles Lancers working the perimeter trying to find something inside Pine Creek doing a good job of defending here's a three launch and that one is good put down by number three Gina's Smith that's her second three-pointer of the game two threes on the night and a great start to this half from Liberty and now after the maid basket they can set up that full-court press my answers do get it across our excuse me the Eagles across the time line the layup is up and in Brooklyn Thomas nice job by the senior coming back and answering the bell for the Eagles yeah they needed that you need that from your veteran players and Brooklyn Thomas provided that she's got five in this game that comes liberty and the travel called against number 11 Bailey Adams and that's just what the doctor ordered for the Eagle substitutions coming in for Pine Creek number 23 Lola Kuhn back in as is 24-page Parker she's just a sophomore standing at five foot eight inches tall five-point advantage to Lancers Eagles in transition trying to break that press and do so reach-in foul called against toeloop number 23 that's Sydney Quan a junior forward Liberty quads first of the game and you look at the way this half started Vince Liberty comes out they score five quick points but Pine Creek answered they got a basket and they draw foul down in the offensive end Eagles have it Gutierrez for three yes you could see that one all the way from our vantage point and a big answer for Pine Creek by great shot there by Gutierrez and now Liberty and some trouble trying to bring the ball up almost got called for a back court violation Marshalls gonna have to hurry ball is underneath and what a job a break in the press that was so close to being a 10-second violation but the Lancers pull it off it's a great pass by Lydia Marshall she had the ball right in front of us looked all the way down found Sydney Quan right under the basket all alone led to an easy layup for the Lancers another whistle against the Lancers so they've got two fouls here in the third quarter answers out in a man-to-man defense left Gutierrez wide open she goes underneath shot no good put back no good but a foul again against the Lancers and that'll send the Eagles a Lola to the line to shoot two three fouls already by Liberty in this in this third quarter of that one called on Sidney Quon her second of the game second of this quarter and we look at Lola kyun at the line she has two points tonight that free throw a little strong off the glass substitution for liberty low let's just check back in good look at kyun is her second free throw no good Liberty comes up with a rebound so two missed opportunities by Pine Creek Marshall is it to cry diamond quick shot is up and in the Lancers are on fire from outside here in the third quarter as they knock down their third long ball here in quarter number three good looking shot right there Abbie cried Herman the junior took the quick shot and knocks it down Gutierrez top of the key sends the left side she'll get it back thought about spotting up for the three but the Eagles continue to be patient trying to get something inside and a travel called good defense by Bailey Adams forcing the turnover against Pine Creek really was it was Bailey Adams that just jumped in front first forced that quick pickup and led to a traveling call first turnover of this half by Pine Creek six-point advantage for the Lancers just about halfway through the third Marshall will keep it up top and direct traffic back to Smith Eagles have not left that zone this entire game except for on inbound plays answers aren't going into a four corner stall but they are being very patient here looking for a good shot and rightly so yeah they're taking their time and setting the offense up at the other they're not as as deliberate with that four corners but they're they get a shot off from the baseline Marshall knocks it down for two more and the biggest lead of the game for the Liberty Lancers at eight and we've seen how patient they can be on offense they're gonna be even more patient now with an eight-point lead quickly the other way is the senior cannot get the layup to go but a good job momentarily by Pine Creek they had the rebound and in transition comes Liberty they'll slow it down a little bit Marshall three on the way yes again Jenna Smith pink shoes at all and the Lancers are on fire and that will prompt head coach Janine Juba to call a timeout and a good time out there well absolutely they had to get one Liberty is getting good looks but they're knocking him down there's the shot by Jenna Smith hits her third three of the game she's got nine points tonight I don't know what kind of pep talk Monty Taylor gave his team at halftime but they have come out on fire and it's no fault really of the Eagles they're moving their feet it still answers knocking down the 18 footers that they are they're getting good looks and they're making them and before the game we talked to coach Monty Taylor there's a good look at him and his team and he gave me the obvious answer I said what do you guys need to do to win games he said make shots and we said well that that's the obvious answer but he followed that up by saying we're getting good looks we just haven't been making shots they had won five games in a row they lost to Coronado last week and they missed a lot of shots in that game and he felt like if they could come out and make some of those shots tonight they would have a chance and while they've done that here in this third quarter to take the 11-point lead well I'm in this third quarter if they keep on this pace don't score more points in the third quarter than they had the entire first half yes the answers with the full-court press Gutierrez picks up the dribble and gets it back now pine creek will set up the offense but there's a quick shot and in and that's an answer that the Eagles needed getting it from the senior Brooklyn Thomas here comes Liberty wide open player under the basket gives it up the shot and know the answers had an easy layup but opted for a little bit of a jumper and a foul will go against Marshall a reach-in foul that's not what you want to do if you're the Liberty dancers right now you have some momentum you don't want to break that momentum by committing Siddeley silly foul that's exactly right Lydia Marshall picks up her second foul the point to me Vince Liberty has already scored more in this in this quarter than they did the whole first half they had 11 points at halftime 15 points already in just over five minutes of this third quarter Eagles trying to match but they turn it over if she hurry Smith has a easy run to the basket in does it another bucket for Jenna Smith and she is really carrying the Lancers right now we got 9 points in this quarter 11 for the game she'd hit a couple of threes in that time great job with the steal forcing the turnover gets the layup and another turnover force by Liberty and that turnover who was right in the face of number 24 of course it was Jenna Smith helped ad turnover there getting the turnover for her teammates Lancers with the basketball a chance to extend the lead spin move by Marshall those baseline is it back up top and the Eagles are playing a man-to-man defense now trying to find an answer to this red-hot Liberty offense arch is gonna go right spins back to the left drops it shot not going to be put up McKinney has it under two to go in the third quarter skip past Marshall will launch shanna hard off the back iron no good and a reach over foul will go against Bailey Adams that'll be bailey adams third foul of the game and i think we lost our clock and our score on the screen will update its 28:18 liberally leads 141 left here in the third quarter substitution into the ballgame Sidney Quan is checked back in for the Lancers also coming back in for Liberty will be number 13 Taylor Sibley Sibley a junior another turnover off that press here comes Liberty will they look for the quick shot or will they try and set it up nope there's the shot in its code again Jenna Smith is putting on a clinic she is on fire three threes in this corner they're doing it with defense they four six turnovers already and then Jenna Smith is making the Eagles paint Carlisle gets it across the time line pine creek really could use a bucket here in the waning stages of the third quarter Thomas thought about it gives it to Gutierrez she's at the top of the key Smith working hard against her under one minute to play Thomas drives baseline right and will bring the ball back out Liberty really hustling on defense here not allowing much penetration inside that paint area Carlisle skips it cross-court down in the corner Gutierrez for three that one's long and rebounded two liberties Brooke higher excuse me Taylor Sibley good job by Sibley she just came into the game and well you look at Taylor Sibley down there five-foot-four down there on the block getting the rebound and draws the foul the foul against Pine Creek goes against Brooklyn Thomas her first of the game he goes still trying to do some pressure on the inbounds and they do create the turnover but there will be a foul called against Liberty before the shot good hustle by Brooklyn Thomas as she stepped in front and picked off that errant pass foul goes against Liberty this is Kimmy McKinney picking up her first at six team fouls now against the Lancers to just one for Pine Creek he goes trying to get it in and they do falls at the free throw line cross-court to Gutierrez and it's out of bounds and it will go over to Liberty that was Talia loli Cho over there playing some good defense making the call for the official and gets it and Liberty really doing it right now on both ends of the floor forcing turnovers when they get chances offensively they've been capitalizing lancers can play for the last shot we saw that in the second quarter they try and bounce it inside ill advised pass stolen away nicely by Brooke Hyland here comes Pine Creek Thomas to Gutierrez between her legs five hole in out of bounds why in Pine Creek they got the turnover they wanted they had a chance to get a good look and just a little out of control as they came through Brooklyn Thomas had a good look if she wanted that shot from the block unselfishly tries to make that pass to Jordan Gutierrez who is wide open and a tough ball to handle Jordan Gutierrez at five nine that ball was right down on the floor tough one to to control and we have a turnover Liberty a stepping on the line was Jenna Smith good defense she was triple teamed over there in front of her home crowd Gutierrez has it eight to shoot five to shoot drives inside loses her control goes out of bounds so that's the second turnover there by Gutierrez just really trying Dave to do too much right there and take this game into her hands exactly what it is and your two leading scorers Brooklyn Thomas Jordan Gutierrez just trying to do a little too much right now Sibley has it just launches it up and the Liberty veal will be content to run out the clock here in the third quarter but what a quarter it was for the Lancers they lead this one with eight minutes to go for quarter number four coming up 31:18 back in a moment on 20 TV it's always a great night for basketball here in Colorado Springs Game one of our doubleheader on xx TV tonight the Liberty and Pine Creek ladies playing right now the Lancers leave this one 31 to 18 right after this in about 20 minutes or so after the conclusion of this game the boys Pine Creek and Liberty will square off so keep it here on 20 TV quarter number four under way Carlisle at the free-throw line swings it over to her teammate that one high off the glass no and rebounded by Gutierrez ball again on the floor Marshall had it momentarily and will be fouled by Brooklyn Thomas and Marshall holding her knee and getting up very slowly for the Liberty Lancers take a look there she went down hard on her knee and she's trying to shake it off here not if you look at the look on her face David it looks a little painful yeah it sure was she went down hard on the floor and hopefully Lydia Marshall was able to come back in this one leading scorer for this Lancer team and she's having a heck of a night tonight ball kicked out of bounds nearly turned over by Lowell each but it goes off a eagle player and out of bounds it'll stay with the Lancers what a third quarter it was for the Lancers they scored 20 points in those eight minutes they had 11 points in the first half but they turn it over right there turnover by the Lancers they've got to take care of the basketball here in this fourth quarter especially with the lead still coming strong with the man-to-man defense Hyland swings it left side Eagles moving the ball quickly trying to find Gutierrez they do get it to her and she'll be double-teamed has to be careful and a quick timeout called by the Pine Creek bench Jeannine Juba calls timeout before the Eagles lost possession there buyin Vince just like you said this while this is gonna be a 30 they just change it to that but you got to take care of the basketball and I'm sure Monty Taylor is telling his Liberty Lancers team look at the scoreboard you're up by 13 points we don't have to force the issue we have the lead let's play smart we don't need to go to the four corners why but we don't need to force passes they they came out to start the third Florida they had a great possession they scored a couple of buckets but they came out in the fourth turned it over and they don't want to give Pine Creek much life this Pine Creek team they have some players that can score Brooklyn Thomas and Jordan Gutierrez had about nine points a game they're under that tonight so they certainly have some players that are capable of getting them back in this game you are so right Dave they have to take care of the basketball again they don't have to play the four corners but just be patient get your shot just like you did in the third quarter Eagles do get the ball in bounds they are gonna set up the called play and now we've got a offensive foul called against the Pine Creek Eagles out a go against Jordan Gutierrez down around the paint area and she's called for an offensive foul yeah that's her second offensive foul in this game third foul overall tonight's substitution good news for Liberty Lydia Marshall's right back in this game but for Jordan Gutierrez three fouls two on the offensive end and that took away a possession for Pine Creek lowlich easily brings it up to court for the Lancers almost lost the handle regains tries to bounce it back inside ball is on the floor squirts out of that pile and we've got a jump ball let's see who has possession the officials are talking it over he will take a look the first player on the floor was of course who Lydia Marshall right he just came back into the game had a had a bruised knee that she went out with she's back in but she goes down battling for that basketball with the possession arrow Liberty will maintain possession and Liberty now will call a timeout I think coach Taylor was trying to get a timeout while that ball was on the floor in that full scrum and I believe this will be a full timeout so let's step aside momentarily we'll be back in a moment it's 30 118 Lancers in the lead you're watching 20 TV you back at Pine Creek High School 31:18 Vince Greco and Dave Toller fourth-quarter action here Lancers in control they just called timeout I could see during that timeout that Monty Taylor drawing up a play let's see if the Lancers executed here out of the inbound it was a good look at abbey cried herman inbounding the basketball ball down in the corner and now the Lancers will move it quickly great movement inside and a foul Lola CH will draw the foul as she was taking that basketball strong to the hoop well we thought we might see coming out of that timeout Liberty tried to slow things down a little bit they did not they came out made the quick pass good set up for Lola she worked off of a screen got into the paint but got taken down on the plane low which will be at the free-throw line to shoot a pair averages just at three points per game for the Lancers substitution for Pine Creek Carolyn xamarin comes into the game the sophomore first free throw is up and good Eagles come in the other direction and a travel will be called against pine creeks Amelia Carlisle turnovers tonight of really hurt pine creek in this game especially in that third quarter that's where that big swing came from the turnovers by Pine Creek and then on the flipside Liberty was hitting everything they threw up and the result is that 14-point lead you see by the Lancers and it's hit or miss on that full-court press it has given the Eagles some problems tonight for sure a couple times down they break up and then on that third possession boom Lancers come back strong and ball goes out of bounds kicked out by Pine Creek Lancers got a break on that one it looked like they were about to throw that ball away and it went off of Eagles and we've got a 30-second timeout called by Liberty you can't take those timeouts home with you so coach Taylor he's gonna call them by as well use them and I think they're not like rollover minutes you know he can't can't take him from one to the next game I'm sure these coaches would love to but drawing up a play right here and both of these coaches know you're in these situations right here Monty Taylor and there's his liberty Lancer team as you can see drawing up a play good look at Pine Creek right there pine creeks got a forced turnovers they've got to make some shots they've had some good looks in this game hammered and Gutierrez has had a couple of good looks as has Brooklyn Thomas and there's Brooklyn Thomas right there she just goes off the screen but they've had a couple of good looks just haven't been able to knock him down and I think these are good timeouts taken by Liberty they scored they got points out of the last timeout see if they can do that here because every possession as you said you're playing in pine creeks home gymnasium you don't want to take your foot off the gas if you're the Lancers right now working the perimeter cried ermine hands the ball off to McKinney there's a nice cut to the basket that's more like the we play that we saw earlier but they can't can't get it to fall rebound comes down into the hands of Samara and a foul against the Lancers it's one thing to miss the shot and you can see Coach Taylor right now is not happy with that don't come back with a lazy foul and passed up to better looks at shots to kick it back out for a contested 17 or 18 footer then you then you foul and what happens when you foul you give Pine Creek a chance to score points they're down 14 but now they have a chance to score without that clock running and the clocks in favor of Liberty right now you can't you can't foul and give them a chance to score from the free-throw line well this will be important for the Eagles they are now in the bonus and that first shot is missed but it goes out of bounds off the Lancers it'll stay with the Eagles so 555 to go Dave and the Eagles already in the bonus they're in the bonus and they have plenty of time to work with but they have to make their free-throws they've they missed a couple of free throws late in this game Gutierrez will control the offense Eagles really need a bucket here Gutierrez drives hard to the hole and she gets it big play by Jordan Gutierrez see if they can build off that momentum oh absolutely knew they needed a bucket they go to Gutierrez she has it the founders shot from the outside the night take it to the bucket you get an easy two and you get you get within 12 in this game Smith throws that one inside too cried Herman Lancers switch directions Smith spins it back moon dangerous pass driving to the basket for the layup and that's a big bucket put in by low let's the junior that really is and it looked like for a while that may have been a turnover loaders made a great catch on that pass spins and goes to the basket Eagles break the press now will set up the offense five minutes to go in this contest drive to the hole and a hard fall to the ground by Brooklyn Thomas she is fouled and that shooting foul so Brooklyn Thomas will go to the free-throw line with a chance to make two free-throws second foul of the game called on the junior Kimmy McKinney there's a look at Brooklyn Thomas and the free throw again rims out Dave well you got to make those free throws I like what Pine Creek is doing they're not hitting their outside shots so they're going to the basket drive try to get layups try to draw fouls they're drawing the fouls but you have to make the free throws Julia McCutchen is checked in for the Eagles and there's a made free throw by Thomas and Pine Creek comes back the way they started the game with full court pressure easily broken by the Lancers they will set up the offense wide open is Smith there's the shot off the front no good rebound to the Eagles and then lost and a foul will be called down low against the Pine Creek Eagles I think that'll be number three and that's Brooklyn Thomas and statistician she's got to be getting close to being in foul trouble she's got three fouls in the game Liberty missed that shot but good job hitting off hitting the offensive boards got the rebound and drew the foul Marshall brings it up top and hands it off to low 'glitch little more patience here by the Lancers they're really trying to spread out that Eagle defense spin move and a shot doesn't fall rebound it to Pine Creek the ref wanted to call a foul but put the whistle in his pocket nice job of dribbling and breaking the press by Highland there's Thomas no rebound comes down into the hands of Marshall pace has picked up here in this fourth quarter Smith yes Jenna Smith with a dagger of a shot and the Lancers are up 15 Jenna Smith came into this game averaging five points per game this season she's got 16 tonight for the senior guard she's hit four three-pointers and it's a big shot right there for Liberty answers still come with some pressure Gutierrez puts the ball on the floor and it's another jump off situation I believe this one will stay with Pine Creek but a great job of hustling by the Lancers it really will you can see the Liberty with a 15-point lead under four minutes left they're not giving up on that Prince they're sticking to it and almost forced to turn over and I like that so many times you see teams back off and let other to use back in the game not tonight so far Monte Taylor and his kids have really stepped up Gutierrez for three no ball is on the floor Smith has it no jump off gets it over to Marshall and now they Lancers will be patient and bring it up [Music] cried ermine here comes the Lancers spreading things out but unlike the end of that second quarter it is pine creek coming out to play a man-to-man defense yeah they have to pick him up late in this game hook shot for lack of a better term doesn't fall bikerider Maine and a reach-in foul will go against the Liberty Lancers I believe it'll be called against number two Kimmi McKinney but we'll see here yeah well that will be a reach on McKinney her third of the game and again like you said yeah I like that they're keeping the press on but you can't foul in this situation 312 lifts in this one Liberty with a big lead but again a chance for Pine Creek to score without the clock running there's a good look at Monty Taylor the coach of Liberty free-throw no good nice job of boxing out by crydom in the junior and the Lancers come the other direction see if they try and spread it out a little more but nope another quick shot is up and in that's number 12 lowlich and Dave the eager are the Lancers continue to build upon that lead they are and they're getting it from everybody we thought we would see Lydia Marshall with a lot of points tonight she's got nine points in the game but Smith with 16 nice shot right there by llola press forthcoming Lancers drop back as you said they don't need to foul here just move your feet and play defense ball poke from behind nice job of defending by Lydia Marshall knocking that ball out of bounds substitution Taylor Sibley checking back in for the Lancers she will replace Kimmy McKinney also at the next whistle coming in will be number 23 Sidney Quan they'll they change their mind and they let Sidney come in now first first the referee told her to hold up and then she comes yeah she sat down now she comes in the game Quan comes in to replace Lola ch hello let's goes to the bench holding your stomach hope she's okay gutierrez doesn't get it to drop but she'll go to the free-throw line to shoot two and again Dave you don't need to foul in that situation no you certainly don't that foul goes against Taylor Sibley Sibley just came into the game picks up her first Fallon but if Pine Creek could make their free-throws this might be a different ballgame coming down the stretch you're absolutely right and Gutierrez must have heard you whisper those words of advice as she knocks down the first one Gutierrez 5 for 5 from the free-throw line tonight and is perfect answers get the ball in Marshall will work against Gutierrez we've reached as 2 and a half minutes to go in this basketball game Smith nice move between three Eagle players cannot get it to go Paul still on the floor liberty has it they'll set up the offense and then a quick shot is missed that was Crider man and into the hands of the Lancers you don't need to shoot it there just set up the outlet you really don't a great job of working to get that rebound but the Lancers force a turnover Crider men comes back with the steal and gets the easy percentage shot the layup and with two minutes to go that just amount might do it Dave tonight here for the Lancers they've really turned it on in this second half they really have this was a one-point Liberty lead at halftime but the second half has been all answers Gutierrez is rims out but she will go back to the free-throw line and that is the last player you really want to foul if you're the Liberty Lancers absolutely foul is called on Sibley she picks up her second and Jordan Gutierrez 11 points tonight she averages just under 9 on the season but here's a look at the layup by Abby Crider man coming right at you cried Herrmann goes in gets her second bucket of the game as Gutierrez makes her first free throw more substitutions for Coach Taylor and the Lancers Taylor Gossage making her first appearance tonight as is I think that's number one Marlene Simba Marshall gives it up to cry during this time the Lancer is in no hurry to bring the ball down the floor as they will work as much as that clock as they can and that's an offensive foul that will be called against Taylor Gossage a very strong pick and I don't think coach Taylor likes that call no he doesn't but I tell you what when you when you look at it Taylor Gossett she was set up but the player coming around her went too wide Gossage just slid out just a little bit and picked up that foul I believe they're blowing the horn because I thought that Pine Creek was in the bonus that's what I thought as well they should be shooting free-throws right after that foul that was called on Gossage the assistant coach for Pine Creek came running over here to the scorer's table the only thing I'm wondering and I don't see why it would be a difference but maybe on an offensive foul and and it's not a it's not a ball control-drag didn't have the ball so the officials are at work this out good good chance those so III think we are correcting our assumption that on an offensive foul you do not shoot in the or in that bonus situation the officials going over talking to Monty Taylor history reminder these same two schools the boys will meet up about 20 minutes after the conclusion of this game well now they are going to shoot free-throws so Gutierrez is going to the free-throw line we are as confused as the two coaches but we trust that the officials have worked this out good looking shot there of Jordan Gutierrez free-throw is up and in and second one is her first miss of the night so maybe they're calling that a flagrant foul they're giving her free throws because it looks like that Eagles still have the basketball pine creek will inbound it and from the far side of the court so we just checked in with the scores table number 20 Taylor Gossage was not in the official book so that's what the free throws were was a technical foul that was called against Liberty Eagles have it work it up top shot is up off the iron no good on the floor Gutierrez will put it back up for Pine Creek a little too strong and a foul will be called against Pine Creek that is number 23 called ko'olau laocoön Eagles have it here comes Marshall gets it across the half-court stripe she continues all the way to the basket nice pass Lancers now really working the clock this is what I thought they do about three minutes ago right we've seen their four corners offense it's good it's very efficient it runs time off the clock and this is the time to run it up 14 under a minute left in this one back the other way as marshals she'll just continue to dribble and now passes it off to cried ermine she reverses the court has it poked away momentarily and it's a reach-in foul Lancers not in the bonus yet that's just the 16 foul called against Pine Creek here and the fourth this game called on Lola queued when Kuhn will come out of the game amelia Carlisle will come back in lancers just need to get it in and the clock will start running again and that's a smart play by Marshall she knew the five-second violation was coming so bounces the ball off of Gutierrez his legs and she'll get a fresh five seconds pine creek still playing great defense on that inbounds pass and we've got another foul called against Gossage as she walks back the other direction with the smile on her face once again the officials are going to confer to talk about this one that will be on Taylor Gossage errs second called on Ghazis so it won't be shooting foul this time because was an offensive foul here comes Pine Creek no quit in the Eagles Oh stolen away by Sibley she's got one to beat Gutierrez gets back in a hurry Sibley shot has blocked away by Gutierrez and taking it on the chin is our 20 TV cameraman Tim Sara Torre take another look look at the shot Tim gets he stays right with it coming into the cameras Taylor Sibley fouled on the play by goooo no foul on the play they called it clean on Gutierrez shot is up and no good battle for the rebound and a jump ball called the fact that was Marshall and Carlisle that had their hands on the basketball Marshall inbound it and it nearly goes out of bounds a by Sidley crydom in works it well above the key and now I'll back up towards the half-court stripe back in the hands of Marshall I don't think the Eagles are gonna foul here under 10 seconds to go in Liberty Dave as I said that a foul is called against number three Brooklyn Thomas sometimes you wonder if they can hear the announcements over here and they they just want to prove us wrong but Liberty on their way to their ninth win of the season you look at the series between these two teams Vinson last season they split their games but Liberty's win over Pine Creek last season snapped a 10 game losing streak to the Eagles so now Liberty they've won two of the last three against Pine Creek and I really know what a tale of two halves yeah Lancers just came out and couldn't miss in that third quarter and that's that's the story the game is the third quarter the fourth quarter has been back and forth but a 12-point advantage Delon in that third quarter Liberty scored 20 of their 41 points in the third quarter Marsh will have one more free throw all the Lancers have gone back to play defense look for the Eagles to launch one Ackerman in that time items of interest to this body that we discussed with respect to water and sewer rates that'll allow us to move forward on some long term planning water and sewer rates were separated sewer past and we will see increases to the sewer rates which will allow us to maintain our bond rating and secure interest rates that'll allow us to pay off for the construction of our wastewater treatment plant that was completed a few years ago an interest rate that will be much more advantageous to the the ratepayer moving forward on the water rate side the move to raise water rates failed although it looks to be coming back sometime between now and July after the proportion of what customer classes pay what share of our of our total water spending is reviewed and and and perhaps voted on somewhere to come on that of course anything that involves our infrastructure and capital spending is of interest to this body and so we'll be discussing more of those projects and impacts when we delay revenue tonight I'm sure we reformed some of our or took a first step to reform some of our medical marijuana licensing this revolves around the permitting side of its are not necessarily the zoning itself but the operations of how one secures a local permit or license to operate within the city of Ann Arbor there were other than that small annexation and I think that covers it thank you mister Lana do you report for us this evening um I do starting to as the new year finds me reflective I found a little been doing some mining of data that I thought might be of interest to the Planning Commission based on some of your work over 2018 over the course of 2018 the city through both Planning Commission and City Council approved a hundred and seventeen thousand six hundred and thirty six new square feet of non-residential floor area so that square footage of offices commercial hotel spaces we approved any guess on the number of residential units 3304 residential units were approved in the city and 28 like way more the as a Planning Commission you in total reviewed 77 Planning petitions over the course of 2018 fourteen of in addition to that fourteen petitions were administratively reviewed by staff and then of those 77272 City Council for action a couple of significant milestones for 2018 was of course I think through this body's hard work in the City Council's adoption of the new unified development code and while we still have many petitions and new opportunities to look at our ordinance as it relates to changing legislation also 25 medical marijuana provisioning centers and a couple of other types of facilities were adopted in 2018 so I hope you find some sort of level of production and pride and a significant amount of work accomplished in addition to the late nights that's all I got thank you go team Planning Commission officers and committees we have quite a bit of written communications that were in our packet we now move on to audience participation this is a time for the audience to address the Planning Commission in regards to any item as long as it is not on our agenda for this evening so if there's anyone in the audience who wishes to address the Planning Commission about an item that is not on our agenda during our upcoming public hearings you may do so you'll have up to three minutes to address the Planning Commission seeing no one I will move on to public hearing scheduled for our next business meeting well let me do it from memory the items for the next meeting will be to rezoning petitions that were initiated by City Council one is the rezoning of several Lots in the area of West Hoover main South Main Edgewood and Wilder place also part of that resolution was the proposed rezoning of seven parcels on the 600 block of South Ashley these are properties that are sort of bookended by Armand cleaners and the Washtenaw dairy and then we will also have a proposed site plan for city council approval bristol ridge site plan this is a proposal at 2727 ten to twenty seven fifty Pontiac trail it's a seven acre site that is proposing a 69 townhome development thank you we will now move on to unfinished business so our procedures for this evening for the remaining petitions that we'll be hearing the petitioner will have up to ten minutes to address the Planning Commission we will then move on to staff report after the staff report will open up to public hearing those in the audience who wish to address the Planning Commission during that time that will be your time to do so and then we will move on to the motion and discussion so our first item is 1251 North Main Street special exemption use for City Planning Commission approval do we have the petitioner here to present if you can please step up to the podium you will have up to ten minutes to address the Planning Commission hello thank you everybody for your time my name is Amara Hashima from exclusive brands vertically integrated medical marijuana company here in Ann Arbor and we're here tonight to discuss requesting an approval for an existing location at 1251 North Main Street for a medical marijuana provisioning Center these renderings are actually of the exterior of the building and the interior retail space and office space anybody had any questions I'm sure thank you very much we will now move on to a public hearing and then we'll have discussion which we may have questions for you at that time first we'll have a staff report for mr.

Trinity and mr. stone to establish the company along with mr. Morgan Nelson [Music] I thought it was going to be an actor and he realized maybe I'll try TV after graduation he worked at various stations across the country it's also Miami and then he was contacted by a station in Tucson he was a news anchor at - City of Tucson for 30 40 years one of the multiple awards he's now retired enjoying his passion of photography Yoga his grandchildren [Music] so I retired just about almost a year ago and for the first six months I slept all day long after that I figured you know maybe I better do something and so I I was listening to the radio listening to KGB Y and said hmm that sounds like my kind of music so I asked them if they had an opening and Here I am I'm on noon to three Monday through Friday on KGB wide 1080 am 100.7 FM teamwork that's the subject they wanted me to speak about I'm not a professional when it comes to teamwork but I have served on several news teams over the last 50 years so this morning I got up and thought about what are some of the lessons that might you might learn from in the TV business because I'm sure some of what happens in TV might happen or be paralleled in the education world have you ever watched a TV newscast and you're wondering what and the world is going on because it's crashing and burning well it happens quite a number of times and a couple of things could be at work one person may be having a bad day that's all it takes if you've got 50 people working on a newscast and you know you've got the anchors reporters the photographer's the directors the producers and if somebody doesn't get something right and if communication is is not tip-top things can go down the tubes very quickly and sometimes it does so my first tip for you today as far as T Burgos is to bring your a-game to work everyday we had when I worked at channel 8 in Tulsa an older weatherman Don woods he was getting almost to the point where he was going to retire and he would be standing just about 10 feet away doing his weathercast and Bob Howard the anchor would be just right over here with the camera right in front of him and Don one night finished his weather it said back to you Bob and Bob starts talking and Don just walked right in front of the camera seemingly not knowing what he had done and he really didn't know what he had done and everybody's thinking well that's dawn and so a couple of nights later it happens again you know just walk across oblivious to whatever is happening and after the third night the news director finally had a little talk with him and they actually placed guards as in the camera people and thoughts of the of the TV cameras so that Don wouldn't be able to walk through here's another tip hire smart people probably the most embarrassing mistake I ever made on the air I was supposed to say now more than ever before farmers made a good crop and I said they needed a big crack you know mischievous producers they can they are the bane of anchor people and one night there was a producer at tío TV in Tulsa and he just decided he was going to write the man's name twice just to see if he would read it and that evening at the head of the 10 o'clock news he came on and say good evening I'm bill pick talk good evening I'm Milton cotton so play to your strengths put people in the jobs where they belong where they can do their best job and be most creative dr.

Cecco can speak to kind of that process in a little bit more detail and he spoke to typically what you have or at least what we've seen these days on projects of this kind of order magnitude is you have the professional design team which is the architect of the series of site engineers building engineers all those kinds of peat design professionals you would have owners project manager which is really the eyes and ears I guess it's the I guess what some may refer to as the clerk of the works in the old old days were that was really a clerk or the works on the site well that's expanded to an older uns project manager which handles like a lot more handles all of the kind of day-to-day for from the owner so so that you would have that group and then oftentimes you would have some kind of relationship with a cm whether it's CMR cm at risk in as a adviser so you have a team of three working most likely with the Municipal Building Committee so that process needs to go underway but let's just say after this and if there's a successful referendum there's a series of and I have a checklist but there's a checklist from the state that needs to be submitted by June 30th financial support and funding is a key one there's educational specifications that needs to be submitted there's a pool of those educational specifications from the Board of Education there's a series of site plan and analyses that need to be completed a cost estimate so there's probably about eight or nine items along with this checklist that that in fact the superintendent needs to submit to the state by June 30th so that goes in they look at it December 15th the state comes out with what's called a priority list and they're gonna tell you where you fall on a B or C you hope that you're in the am vs a in particular and then they send that list to an educational subcommittee that in order to so that's the list that comes out they'll send that through the kind of the legislative process whenever that happens in bet in the best of times it's early spring a couple years ago was longer then they'll approve you that means you have the ability to proceed with construction so I hopefully I know it's a little bit long-winded but there's there's a series of multiple steps that need to happen I guess in my mind if I was the community that the first step is to what happened what do we need to do for June thirtieth and that's those kind of seven or eight pieces I wanted to emphasize as well that the design phase for a project of this magnitude runs into the millions of dollars and that is in these soft costs of the project but it's nothing that we can spend without getting the project approved a referendum first so that's why we start with a conceptual plan and then go into the detailed design phase after approval referendum Howard last one 116 tower wrote just a quick question on process the the purpose of meeting is to set the date for the referendum is there any statutory rationale for the specific march date is there any reason it couldn't be the tie the same two months later the time we vote on the budget combined with that budget bug I'll let you go in just a second Oh if we don't think if you get two ones later we won't make the June 30th cutoff for the design stage to submit it to the state and with the way the state's finances are going we're very worried that we might get cut in the state grant June is after May so this design takes a while it takes more than two months yeah so I don't see that is an impediment by charter the maximum amount of time from tonight would be 90 days in order to have the referendum showing us in South Mountain Road with these designs affect the or improve the daily schedule the students or I'm thinking in terms of like you know there's staggered lunch times during the day and it just seems like 10 o'clock in the morning is kind of a odd time to eat and that's because the design of the cafeteria here at the squat in accommodating the amount of students so yes absolutely when you have the conceptual design in the cafeteria that'll be dedicated as a cafeteria and then when so we can accommodate more students and we can get the kids earlier and it won't have to be used as other spaces if we do our design correctly in terms of gymnasium space auditorium space music space and it won't have to double up and that's not another part of the problem so it's all its size its capacity of the kitchen and it's properly designing that as well as the consideration of it's not necessarily a cafetorium an AZ 'm combination room it's dedicated to cafeteria so that is something we definitely could address in addition to that strategically as a board and administration were embarking over the next really frankly 18 months really starting to look at time study not only people heard about school start times and that kind of a thing healthy school start times but in addition to that really analyzing our time in general and analyzing our schedules so we're looking at all of that thank you you're very welcome Betsie McIlvain one to seven Longmeadow Hill Road I like the proposal so far I like particularly that it suggests a new building allowing you to design it for much more educational activity than is currently available in old buildings I recommend and I'm sure you're doing it the best thing you can put into it is flexibility flexibility to say yes now we've got a 3d printer room it's not going to be there ten years from now it's unlikely that maker spaces are going to be the thing that we need we'll need something else and so we need a flexible space to put those in so I on that point I think a new building really is a better solution I also as chairman of the library board there was an article in patch about this project and at the end it quoted a couple of things about the library project that we put forward mr.

The Eagles are always strong here at home. They've got a good crowd tonight. Their crowd's on their feet. The Lancer crowd is representing as both teams go to their respective benches. The Lancers already on the floor. Liberty comes in averaging 57, almost 58 points a game. The Pine Creek Eagles almost 66 points per game. Dave, I look at these high school kids and I'm not that tall of a guy, but I don't remember there's some big boys on this court. There sure are and one of them right in the middle jumping center, Caleb Norwood at 6'4. He's going to jump center along with Colton Yeager 6'5. Couple of big boys in the middle. We are underway here at Pine Creek. Glad you're with us tonight at 20 TV. The Lancers control the opening tip. That is Smith directing the offense. Eagles come out in a man-to-man defense.

Kowalski which is the fringe commercial zoning district you can see it on the left on your screen is the aerial shot of it it's completely surrounded by a PL or public park land that is the Bluffs Park it's directly across the street from the entrance Lake Shore Drive entrance that runs along to the Argo Argo pond area again so here is a photo of the existing site of know what you can see there the rather extensive curb cut so the petitioner here again requesting permission for a medical marijuana provisioning Center this is a project that you all have seen before I believe the last time was in July at that time staff was recommending denial due to issues with the traffic that weren't addressed at that time since then Planning Commission at that day did postpone the petition the petitioner did work extensively with our air traffic engineer worked with our traffic engineer back and forth to come up with a solution that was approvable from both our traffic engineer as well as something that would work for the petitioner this is a MDOT right-of-way which does mean that any petition here would be whether it's approved tonight or well if it was approved tonight it would need ultimately to go forward it would need permission from the Michigan Department of Transportation so we were to ask that that would be conditioned upon if it was to be approved tonight it would be conditioned upon that bad approval our traffic engineer has looked over the plan she does feel that it does comply with the m-dot standards because I did ask that before the meeting is well you know does this look like something they would remotely approve or are we just you know doing this for nothing but she does say she did it doesn't meet their standards now obviously we will need the final say back from the Michigan Department of Transportation there are 11 parking spaces that are on the site you can see them here on the site plan they are kind of running directly adjacent to the building and then there's two kind of across just north across that there is a barrier free space located up towards the front of the building currently is when we go back to see the picture you can see it's it's pretty much all impervious surface they would be they're proposing to remove my forgetten off it's a 2130 four square feet of impervious surface which would be basically this area right here and then there's kind of a traffic island here so as you can see it would be a just only a right turn in a right turn out at that location and then with this impervious surface removed this would be grasped in this area here bicycle parking would be covered and located directly adjacent to the door they will skip through a floor plan at which you can see in front of you here that would be the mm a little less than 2,000 square feet of retail space at the location and so again this is similar to what you have out there but this would be the exterior elevation of the location so at this time with the conditions put forth on your staff report staff is recommending approval can condition upon the MDOT approval thank you thank you at this time we will open up the public hearing are there any members in the audience who wish to address the Planning Commission and regrets this petition seeing no one I will close the public hearing and I will read the very long motion so please everyone be very patient the in Arbor City Planning Commission after hearing all our sue persons and reviewing all relevant information including an accompanying site plan finds the petition substantially meets the standards in Chapter 55 Unova unified development code section 5.2 9.5 special special exemptions in section 5.1 6.3 G regulations concerning medical use of marijuana and therefore approves the worth mein special exemption use for a medical marijuana provisioning Center this approval is based on the following findings one the proposed use will will be consistent with a c3 French commercial district which provides for commercial activities including retail establishments offices and personal services to through modifications proposed the use will not adversely impact traffic pedestrians bicyclists circulation or road intersections based on the location North Main Street provides access to the site and the proposed use is consistent with other surrounding uses use traffic impact 3 through documentation submitted by the petitioner regarding waste disposal inventory tracking security and other method method methods of operation of the facility the provisioning center will be operated in a manner that will not have an adverse impact on the neighboring properties or area and will not have detrimental impact on natural features this special exemption use approval is based on the following conditions 1 the petitioner obtaining and maintaining both a state of michigan medical marijuana license and a city of Ann Arbor medical marijuana permit and providing documentation to planning services unit within three years of the City Planning Commission approval of date of this petition to the petitioner operating a medical marijuana business at this address within three years of the City Planning Commission approval date of this petition 3 the petitioner will remove excess impervious surface and install all parking lot and driveway improvements shown on the site plan dated November 6 2018 prior prior to the issuance of any certificate of occupancy for the petitioner must obtain a permit from the Michigan Department of Transportation for proposed improvements to the North Main Street right-of-way 5 the petitioner will maintain the operating hours of 10:00 a.m.

Lawrence J Peter put it this way and it became known as the Peter Principle in a hierarchy individuals tend to rise to the level of their incompetence but you know what sometimes people realize that they don't want to take that next step and that was the case of a reporter we had at channel 9 James Madison who the news director looked at one day and said you're gonna anchor the noon newscast because we need you everybody's out and James said I don't really think I'm the man for the job yes you've got to do it so he went on the air and bottom line was it was it was tough to watch and the mistake and he made many of them that day the one I remember most was that he was supposed to say Fort Huachuca and he called at Fort Huachuca NTV we have interned sometimes they come from the high schools or they might come from the colleges and there you know they'll just show up one day and everybody's you just figure okay that person is an intern they're quiet they're nervous they stand but sometimes they're pressed into service and we need needed teleprompter operator one night so you know the the teleprompter that thing that supposedly makes us look look a little bit more intelligent than what we are and they hold one young lady and said you need to run the teleprompter she just walked back sat down in front of it and we started the newscast and Stella and I after a couple of minutes were looking at each other and thinking what's going on here because the prompter is not keeping up with us and after the newscast we found out why the young lady who was running the teleprompter did not speak English fix the little things before they become big you may have seen me one night a couple of years ago they had a wildfire in Bisbee and we didn't have a reporter to go there so I told the producer listen Stella can anchor the news and I'll I'll go down and report fooders beep so we got on the road I got there just about seven minutes before the 10:00 o'clock newscast and got set up just in time for Stella to say here's guy reporting about the fire as I said Thank You Stella and I got just a few words out before I heard a thud by my feet and I thought what is that I guess I better look and see and the microphone had fallen apart which meant that nobody at home could hear me and come to find out everybody knew about that microphone being bad all all of the reporters who went out each day they knew about it so they could hold it but you let the old anchorman get out there not knowing and it fell apart so fix the little things before they become big things smell check I just tossed that in because I'm a grammar fanatic and I mean I could list a hundred examples of misspellings on the air but one of the worst was during a sports cast it was about Pittsburgh the Pittsburgh team and they had misspelled @p ISS we heard we heard from Steelers fans don't be stupid because if something bad can happen it will I'll relate to you the most notorious incident and the history of Tulsa TV news Tulsa being where I'm from and this is decades ago when there was a show on called Mannix Mannix and Matt Krieger was the sportscaster for the ten o'clock news well-known well-respected and he had gotten his sports cast done and he walked down to the control room and pressed a button so he could see Mannix but the last part of it in the studio he sat down in a nice easy chair out there and and was watching Mannix and then the director came in a couple of minutes later they said okay get it get a shot of Mack and and then he pressed a button not knowing that Mack had pressed another button and that button was live on air so he pressed it when he did Mack is out there and he sees disappears and there's Mack and he thinks he's online in studio only and he lifts a finger to the camera and he held it there for about five seconds and then the director looks and realizes the that's on that's going on air goes to black and back to Mannix but the damage had been done and the it was about three minutes later the receptionist at the front desk ran in saying what happened people people are saying that Mack made an obscene gesture toward them and you've got to be careful sometimes sometimes things just happen it's your day your number has been called and you are not going to look too good and it's not your fault a couple of years ago 13 they had a reporter on 4th Avenue standing there delivering a one-minute report and of course fourth Avenue the people are little crazy there and and a person walks behind and decides sees that she's on camera and just decides to take down her pants and moon the camera so so the reporter is just continuing to speak as the moon is rising over his left shoulder a number of years ago WFAA and Dallas sent a female reporter to Amarillo and and she was to do a live report on a approaching winter storm and it was already cold and they make you stand in front of the camera on your location so that they know that you're out but they know that they can't come to you at the top of the newscast so this young lady has been out there probably for about at least 15 minutes maybe 30 and the wind I don't know whether you've ever been through in a real all but it's flat and when they've got a wind blowing it is strong and when it's cold it is super cold and she's standing it out there waiting to go on and finally they said now let's go to Cathy out and amarela to tell us about that story actually far from talkative not good the car the the wind had frozen not only her body and her head but also her lips she curtain box she could not she went for a whole minute back to you and the cut back to a shot of the anchors and they couldn't talk they because they were doubled over so they went to a break after that one more story Bob Dozier some of you might remember him from CNN he was on CNN a number of years ago bo for CNN he was on channel 6 in Tulsa with the guy named Clayton Vaughn and it was Clayton and Bob doing the news : and Bob starts off reading a segment and and Clayton looking at the scripts realizes it's going to be a couple of minutes for he's back on so he leans back in his chair and and just closes his eyes to take a short nap I've done that before so he's leaning back taking his short little nap his eyes are closed he looks like he's asleep and I don't know whether the did it on purpose or whether it was by accident but while bob was reading they took the picture on the screen of clayton sleeping and Bob all of a sudden notices out the corner design looks over at the monitor and sees Clayton sleeping and and it strikes him his funny so he starts to laugh and when he laughs he snorts and Bob had had a bad cold and mucus with everyone and he still had another 30 seconds to read so he's thinking what do I do no Kleenex no nothing and he just and the mucus crisper so I'm gonna leave you with that mental picture all right we're gonna try a little more trivia thank you guys thank you very much southern Arizona was a mecca and Silius for western films bringing many starts to the area as vacation spots and movie locations during 1939 the bull farm which is a present-day coil Creek was one such location for a Gary Cooper movie why how is the name of the movie film there by noon there is a corn seeing in it where they're burning the cornfields and that was filmed in that particular location [Music] all right hold the westerner all right here's our next one camp Occidental was not a place before fun and games during World War two but a prisoner of war Benjamin the author confused the size of what we proposed 35,000 square feet and said it was 35 million dollars I thought wouldn't that have been wonderful no it was not um I also think there was some miscommunication and misinterpretation with mr. Dunnan about what the Library Board considers for center school people have been suggesting center school to the library ever since I've been in this town the library board has not made a decision the library board will look at any available space when it becomes available clearly center school is not currently available for anything but an element school so we're happy to to have that and if it's possible we will look at it but again I wouldn't really like to say this is a good design with the new building thank you thanks rich grill I live on Christianly got a few ideas I enjoyed the proposal it's very good and the first thing I'd like to comment on him was the legal notice in the paper and particularly C and D no D and E on an legal knows this gives authority for people to make agreements with the state this is where I believe with the state and it's caught caught boss if you read this notice I I would disagree on any project giving a representative car wash without approval of the community the next thing this was a great proposal for a new school but I would like to see proposal for modification of existing school my educational background I was very interested in science and believe me I didn't go to school that was really that well constructed you know in the old days they didn't have all these modern for sois but had very good teachers and I was very interested in the school made me interested because at that time they didn't have a piece courses but they I had to go a special school to get them at that time and believe me it worked the AAP was great I loved science and there's other factors in education and there's motivation of children at early ages my son was very motivated early ages so it had to do with the schooling and what we did with him but I have one other comment about how communications are done in the town and a proposal that when you do any kind of budget proposal that on the ballot itself you give the alternatives and the impact on the taxes with the vote so it's right there you know exactly what you're voting for and the u-turn there might be a third alternative in this proposal and that is to reconsider and go back to square one this is a big project and it's got to be done right and facilities should be really top-notch if you're gonna spend this kind of money Richard you're over here three yeah okay but what I want to say was that I think there should be other considerations in the school that haven't been addressed and that is how you motivate students and by motivation I mean what is invoke in a student in in the student body football or science it's a toss-up I was motivated by science I loved sports I was great sports I loved it much more the vote on the on the date okay thank you but think about that as an important objective in all the schools motivation students thank you are there further comments or questions okay because this resolution must be voted on at referendum there is no vote on it tonight I'm sorry did you have a question as well okay sure Laura Laura Oregon 95 Stony Hill Road so I just want to thank you for this presentation for the whole process from start to finish I think this was really thorough and I wish that this was a full auditorium but for those of us that are here and maybe those of us that will watch us later and as we consider this as a community I think it's incumbent on all of us to know what's been done and to consider the fact that this is not a school for me right or a school for you or you this is a school for the whole community [Music] and so we have to consider whether or not it meets the needs of the community I may not agree with this piece or that piece but that doesn't mean that it's not the right project for the town there the fact that there have been multiple versions multiple proposals considered that we're all presented to the town I think you gave us lots of information you explained the process really well and whether or not each person is aware of all the work that was done that went into this up until this point rather than objecting and saying why didn't you ask me this or you know how come you didn't do that you know I think it's it's incumbent on each of us as we make the decision to find out well what was done well why didn't you know you think of this or include that because from everything I've heard so far there's not been an objection raised or a question asked that hasn't had an answer so I I think I think I support this proposal 100% I think it's great and I would just ask that each of us consider whether or not this works through the town as a whole so I think it does thank you very much are there any further comments if not all close discussion and because this resolution must be voted on at a referendum there is no vote on it tonight but the town meeting tonight does need to set a referendum date which is the next resolution so resolution number to vote on referendum date can I get a motion from the floor and please state your name when you make a motion can I get a motion from the floor to set Tuesday March 5th from 6 a.m.

Cutting to the basket quickly is Boslawski and it goes out of bounds, but you can see they are definitely going to try and get the hand ball into the hands of Boslawski tonight. Well, and Boslawski, he gets he gets pressured everywhere. Everybody in this league knows how good of a player he is, how well he can score. Turnover and quickly the other way come the Eagles in transition. Layup is good. Put in by Grant Wilkinson. We talked about Boslawski, how about Wilkinson? Oh, we talked about Grant Wilkinson, 18 points a game, fourth in the Colorado Springs Metro League. He picks up two quick ones right there for the senior guard. Very quick pace early on in this first quarter. Lancers looking for their first points of the game. Eagles playing that man-to-man defense. Not a lot of movement in the paint. A lot of perimeter work by Liberty.

to 9:00 p.m. Monday through Saturday and 11:00 a.m. to 6:00 p.m. on Sunday and that the Ann Arbor Planning Commission approves the attached site plan which demonstrates compliance with the applicable special exemption use standards thank you you have a commissioner that will move this move by Commissioner Berg seconded by Commissioner Weatherby we are in discussion commissioner breaks my primary concern right now at the project deal with the traffic deal with traffic basically I the current configuration seems like it is gonna have an adverse impact on traffic pedestrians bicyclists circulation and road intersections um really all of them so I know that the this I didn't wasn't at the August meeting or I think that this was initially discussed but and I understand there's a lot that's been going back and forth in terms of trying to figure out a good circulation pattern there but this is actually a business site I'm fairly familiar with they work at the NewsCenter and so I'm familiar with trying to bike walk and drive along that area so I'm trying to do my best with cutting down traffic there and when I do I bike but when I get into my car I would say 75% of the time I need to turn right out of the new center and then actually turn into this driveway to be able to get back mine to north main street the other alternative would be to go down to there on overdrive so I just I mean circulation along North Main Street is a significant problem which is not you know this you have this petitioner but it is a problem I think doing this right turn in right turn out I mean I just don't buy that customers to this site are going to choose to go down here on River Drive come back and do a right turn here and I think that they're gonna turn left in and do even more dangerous maneuvers and quite honestly this is one business that's probably saving people from a lot of accidents along there anyway with the white turnout and I'd like to see a sidewalk the length of the facility so I don't know if you could talk a little bit about how these decisions were reached because even though I can understand how right turn and right turn out seemed safer I just mm-hmm yeah that's a it's a great question I mean this is one we truly struggled with is you can probably tell is that the previous motion for denial and working with they'd spent quite a bit of time working with different ideas and different iterations of plans between the July meeting and obviously now this is January so we had some months go through there to really look at the best we look at the existing conditions on there what existing zoning but can move in there and and I'm really tried to come up with the best possible solution and you're right that I mean any modification on the site we're not there and of course constantly people can go around that I mean that is true they tried to ice we can say is that the traffic near truly they've tried to engineer it at such an angle that it does make it significantly difficult it will not while didn't rise to the level of so that it didn't require a traffic study because it didn't have enough trip generation to do that what they did have to do the trip generations in general to look at it so I mean I can't add a lot more detail to her thinking other than that was part that the traffic was looked at and the peak times were looked at on that road and to say well the chance with this configuration and when those peak times are are people likely to make those illegal turns those are part of the rationale that she used but and as far as non-motorized connection you're absolutely right I mean this is a site that has zero connection the engineering department didn't even request the sidewalk placement in front of this at this time simply for there's no safe way to get to the site is not motorized sorry that's something that again we struggle with is staff to say well non-motorized is one of our key and essential ingredients how can we make this site safer for this and possibly future uses so I didn't necessarily answer your question straight up I mean it it's a difficult that's something what the Commission can work on as well as whether or not those the methods we have here in place would adequately address that I mean a no thing Main Street is due for reconstruction by MDOT in the next few years and yes it is yeah so North Main Street is due for reconstruction in the next couple of years which hopefully will result in some to improve non-motorized facilities long there I know that there's natural features that yeah but something needs to be done to the roadway there but why why are the traffic engineers I mean I would we not approve left turn in there with that a no-go from the city's perspective correct that that was so the main issue with the site again was not necessarily from a trip generation mode it was really the safety of the turning movements that what was the main reason behind the of the recommendations previously and to come up with a solution like this it was the turning rate the turning motions left in and left out I can say left in and left in as well I mean I think left out was a little was a higher concern but yeah because of you just creeping out things but left turn in as well and I know it's a two-lane road there I can't I this is this kind of configuration is problematic for my perspective but all kidding about others coming push Trackman sorry Thank You mr.

to 8 p.m. as the date and time for the new school project referendum thank you and is there a second thanks Kim is there any discussion on this okay can we get um yes Richard um Steve would you would you like to address that I feel like Howard's question and and Tom's come in about the the statutory and that by charter sort of hems us into this yeah we do have some time constraints as Tom Peter had mentioned we have to have this vote within 45 to 90 days of the Town Meeting the second consideration which is more important I think a lot of you have seen the overall plan with the timeline that we have going out three years for the development and building of this building the critical point there in my mind is June 30th if we don't get our design into the state by June 30th we have to wait a whole nother year in another year we'll have no idea where the state's finances will be right now the state is saying we'll get 22 and a half percent as their grant to the town my guess is in the future those numbers will go down we'll still have to build a school and we'll get less from the state so this process people a couple people have said to me why this is really getting rushed and nothing could be further from the truth the Board of Ed started on this project almost three years ago with design with hiring tacked on with having I don't know 20 or 30 public meetings so this process has been going on for three years I know a lot of people in town haven't been seeing that but it has been happening if you go back to the Board of Ed meetings back to the presentations back to the meetings that we've had with the input from the town we started with ten proposals we the Board of Ed has worked their way down to four and now to one they've done a phenomenal job on this so I would strongly recommend we set the state for March 5th so that we don't lose state funding and we can move forward with this project Tom this is a question for you yes Oh what is what is your question all depends on the the magnitude of the weather event if the town facilities can be opened from 6 a.m.
