thank you once again for the honor of the time on the floor today to showcase the wonderful work that our schools our school students and stuff are doing with the PBIS implementation tonight we're going to touch a little bit on a topic you've seen before regarding our book vending machines we've collaborated with the language arts department to bring book vending machines to our schools and we've tied it up to our reading goals as well as our PBIS or pbsis framework what we're going to see tonight is artwork from students so the two middle schools recently got there in the past couple of weeks received their book vending machines that are adorned with student artwork once again just to remind everyone how this book vending machine is tied to our curriculum the middle school students can earn tokens for books by completing their monthly reading goal within the accelerated reading program in addition every month teachers can nominate one student who they feel has earned a token this award does not have to be based solely on academic achievements some instances that Merit earning a token might be showing the most personal growth working really hard recent Improvement or just having the best attitude simply put following our school-wide expectations the slide in front of you of the pictures are the Mustangs that were selected to Adorn Christopher Columbus Middle School's book vending machine and the artworks um uh were pre uh were provided by the students you see below and in a moment we'll congratulate them and provide them with certificates of recognition I wanted Faith freedom in the natural family coaches at this very muting meeting it's green okay has to be red oh it has to be green green okay um my name is Gregory Quinlan I'm the president and founder of the center for Garden State families we are a Christian family advocacy organization promoting Faith freedom and the natural family at this very meeting a few months ago my name was brought up and I was maligned and riddleculed for being an ex-gay my gender identity is ex-gay my pronouns are biologic my pronouns are scientific my pronouns are based in reality not made up to please some Childish irresponsible dangerous religious ideology everything you are teaching is a faith-based assumption and these results are Grievous physical emotional and psychological harms to minors I am a nurse retired and as a nurse I watched a hundred of my friends and acquaintances die of AIDS before I quit counting I know the result of the activity that you're teaching that the state is imposing upon you to teach but it is up to you as a school board to meet those mandates in a responsible way so it isn't harmful to children in August 2019 the Ghana study which is a large-scale genome-wide Association study revealing insights into genetic architecture of same-sex sexual behavior the study had 477 000 human genomes as the sample that is larger than the population of Newark New Jersey their source of genetic material came from 23andMe and the UK biobank the principal universities doing the study were MIT University of Queensland Australia and Harvard the conclusion of this massive genetic study is quote there is no single gay gene end quote there is no gay gene there is no cluster of genes supporting the Amer which does support the American Psychiatric association's conclusion in May 2000 quote there are no replicated scientific studies supporting any specific biologic etiology for homosexuality or lesbianism or bisexuality or transgenderism or any of the other lgbtqia-xyz nonsense that we see because they have more than tripled the alphabet and continue to invent new and more ideologies and ideations homosexually is not normal on the contrary it is a challenge to the norm nature exists whether academics like it or not procreation is the single Relentless rule that is the norm our bodies were designed for reproduction no one is born gay lesbian bisexual transgender or any of the other made-up scientific unscientific unsubstantiated dangerous and childish imaginations of the newest language and religious sect of Marxism the idea is ridiculous homosexuality is an adaptation not an inborn trait that is from lesbian feminist activist Camille Paglia everything lgbtqia-xyz is a developmental gender identity disorder I want to say that again a developmental gender identity disorder developed not innate acquired not inborn all these alternative lifestyles are a religion they are a face faith-based assumption not supported by any science none that means replicated science everything you are doing is contributing to the emotional and mental disorders everything you are doing is to look like you're cool and acceptable or or or you're in with your crowd your Clique your party or to yourself I hope that isn't the case you are destroying the children of the school district we are destroying the children of our culture we are perpetuating unscientific lies detrimental emotional psychological physical harm to a minor child I'm going to send you the study so that you can look at themselves particularly the Ghana study you need to see that you need to understand too that I standing here is the next gay I'm not the only one this isn't Winnie the Pooh and I'm not ticker and I'm not the only one there are hundreds of thousands of us and we make our voices heard although we're silenced by the media we're silenced by the mainstream but we're still here and we're not going to stay silent any longer we're here to tell you the truth about what's going on in the schools what's going on in science and that what is being done from the top down to you being forced to do this you can choose to stop it thank you [Applause] mm-hmm [Music] good evening my name is Gabriela brandeel I was a veteran teacher for 32 years in three different districts in northern New Jersey I mostly taught primary age children so that's where my heart really is I am the director of education at the center for Garden State families and I am concerned about the sex ed curriculum I'm concerned about the gender ideology and I'm very very concerned about the trans community uh we at the center of uh for gardening State families maintain as our mission statement the goal of protecting the natural family in New Jersey we believe that parents are the primary providers protectors and teachers of their children and have the right and responsibility to raise and educate them well I'm sure you do as well we have researched the national sexuality standards and comprehensive sex education and the 2020 New Jersey Health and physical education learning standards which are based on the aforementioned we've also investigated the controversial outside agenda-driven organizations such as planned parenthood Seekers advocates for youth Amaze answers and others which have contributed to those standards and which provide materials for their implementation these organizations are using materials which are extremely graphic their age and school inappropriate they're medically inaccurate in many cases and they are desensitizing children to sexual behaviors often with peers who are also minors and cannot legally consent to such interactions a review of the New Jersey obscenity Law from 2019 that's NJ code 02c 34-3 for persons under 18 and a comparison of the materials published by the aforementioned organizations reveals a shocking similarity and connection between what this law prohibits and what is contained in many sex ed materials and related School library books pandering obscenity to a minor is opening the doors to Grooming by sex traffickers to sexual experimentation and increased sexual activity childhood and innocence are categorically being destroyed this leads me to the question since we are in Clifton what Publishers is Clifton using to teach their sex education program and have the Board of Education members thoroughly review those materials and made them available to the public also what is the procedure for parents to opt out of the sex education curriculum which is their legal right and is it parent friendly the third question is which groups are doing in-service training for teachers and how have they been vetted many materials encourage unhealthy dangerous behaviors which Foster harmful emotional physiological social and spiritual consequences and they do not stress abstinence education as is required by New Jersey Law actually numerous parents believe that sex education has no place in public education and they have expressed that to me to me that it is the job of the parent to do so at home as they know they love their children and they also know developmentally where they're at out of his sense of responsibility here's a suggestion might the Clifton School District reconsider improving just the pursuit of scholarship which evidenced by the students tonight is already quite good as opposed to adopting a social agenda and a detailed sex education curriculum we are certain that you are aware of the recent reports from the Department of Education and federal sources which show an alarming decrease in math scores reading proficiency and other academic subjects after the past two years of covid related shutdowns and at home learning parents have emphatically communicated to me that learning laws should be vigorously addressed everywhere in New Jersey and Beyond many people may not know but there are multiple contradictory studies regarding the validity of comprehensive sexuality education instead of preventing sexually transmitted infections pregnancies and abortions some excellent research has shown okay thank you your time is up man oh okay thank you I just thank you ma'am that's it thank you start to tell her good evening my name is Mickey gaudette Clifton and I'm going to use a couple of titles that I actually have earned New Jersey Public Charter School Association parent liaison the sake Arts and Science Charter School Clifton Middle PTO president sorry I want to get those out I first want to apologize for my delay in offering congratulations to the newly elected Commissioners I was here on your swearing-in and I did not come to the mic and publicly congratulate the three of you so Mr brunsiak Mr Mejia Mr Santiago congratulations I also want to offer my belated congratulations to president Jim Smith and vice president Dr Danny simply because again I never stood up and your peers and your colleagues chose you both and that speaks volumes about your ability to cohesively work together additionally I brought cards of congratulations to the newly elected Commissioners from the students of the state Arts and Science Charter School Clifton Middle campus the classrooms each adopted a newly elected official and that's from the city council the Clifton Boe the Garfield Boe and the Patterson Boe because all of them had elections this year each of the classrooms chose elected official and they wrote you all of the cards so the cards are from one classroom only and as a result we are also inviting you to come and meet your students whether to take a tour to meet your students during read Across America week which is March 2nd through the 6th and to meet even our assistant District director of operations our director of the students which you call a principal um lastly I want to thank president Smith for always remembering to say all children because it is extremely important to me I know you know that and all of the children in Clifton do and deserve to receive an amazing education so thank you all for that should I bring this to you or you want to leave them Tony would you take those for everybody and thank you foreign is there anyone else that would like to address the board it's going to say Lori where are you well good morning good morning good evening to everyone I guess I'm tired it's been a long day all right so I'm the president of the Clifton Education Association so as I'm sitting here listening to what is being said it's a shame that people think that we have to erase students different groups that have a different sexual orientation and coming from a community that is supposed to be Christian I thought God loves one another so I find it very disheartening to understand where that's coming from so this group as I've spoken about before is targeting our public education schools they're targeting the LGBT community and spreading false information about grooming and indoctrination in government schools the extreme Center for Garden State families is trying to Rolling into our communities and preach their far-right Creed please note that this should not reflect the community of Clifton because we work together we support each other we have students that go into the lgbtq community we have staff members and we're not here to erase them we are here to support them so I appreciate your time thank you very much [Applause] hi I'm Tova Felder I was coming to speak about something else but I can't because I'm too upset um I'm not going to say shame on you because I think that's really harsh and I like you people but seriously that first speaker that was straight up hate speech at a Board of Education meeting no I'm not wrong everyone was respectful when the first Speaker spoke everyone in the audience please be respectful now I'm okay to allow that kind of stuff at a Board of Education meeting which does not have anything to do with the direct workings of our school district they're clearly not from our school district they clearly have not been following everything you've been doing for the past year and a half to educate our community on how our district is handling the updated Health standards and from their website their mission is to protect and promote Faith freedom and the natural family in culture and public policy as held by the traditional Christian worldview well I'm a Jew you can keep your religion to yourself you are welcome to have your religious beliefs in your home in your church but guess what the whole world isn't Christian our school district certainly is not and we are not beholden to you to have a Christian focused school and in fact that would be flat out against the law I'm very angry I'm sorry I don't mean to yell but I am very very upset and I'm mad that I can't talk about the thing I came to talk about which is about three awesome CHS students I'll save that for next time because I don't want to muddy that in but last night I went to an event in Glen Ridge where hundreds and hundreds of community members came up to shut down a group of I think it was eight adults in Glen Ridge who wanted to ban a certain series of books from their Public Library hundreds of people it was standing room only in the auditorium came out to tell them why that was wrong and the library board at the end decided they were keeping all of those books on the Shelf thank you very much please find a way to shut this down at our Board of Ed meetings okay [Applause] foreign good evening excuse me I'm here to discuss the webinar that was offered to the community please state your name and musicality please Marcia Miller Clifton I'm here to discuss the webinar that was offered to the community the transgender and nine non-binary identities webinar on Wednesday January the 18th 2023 at 7 pm presented at it as a collaboration between the Clifton High School Key Club and the Clifton Education Association the flyer stated this is one of a series focused on developing a better understanding of various aspects of the lgbtqia identities it is free and open to the community join the zoom meeting and click here the program began with a male and female presenter from the Garden State equality organization they began with various names people chose to be called examples they them cisgender non-binary Etc they went on to discuss feelings body parts sex reassignment surgeries hormones Etc a short time after my screen went black and notice stated that I was removed by the host and cannot rejoin I then tried to rejoin again and the same notice appeared you were removed from the webinar by the host and cannot rejoin I found that to be very disturbing and unacceptable I was on mute and just listening I would like to know if anyone else was removed Mr Santiago I understand you watched man please direct your comments to the board president and not to individual board members I understand that one of the board members viewed the webinar and I was curious if he was removed from the webinar as I was at the beginning of the webinar there should have been a warning that this material would not be appropriate for all ages who was the targeted audience for this webinar I would like to know who funded this program as a taxpayer I would like to know we started at the beginning of the webinar that it would be shown again at a near future date for all to see I would like to have that information to my knowledge as of today that knowledge has not been made public so if someone from this body could be a help of obtaining this information that we can all view it it would be great and deeply appreciated thank you anyone else wish to address the board so you know emotional second motion close by Mr Roberto second by Mr rawad um I'm going to ask our board attorney Mr John crude if you'd make a statement about uh public comments and statements and what the board can and cannot ask people to refrain from sure it's um as a as a public entity the board of education is governed by the Constitution of the United States and under the the First Amendment of the Constitution uh individuals when they speak at a public meeting have rights of free speech and the board it really is not in a position where it can the board is not permitted to um to try to shut down comments based on the content of of the speech uh you know obviously if something becomes literally um threatening or obscene or something that's a different that's you know a different type of restriction but um again it's a public body and it's governed by the First Amendment [Music] thank you okay let's move on to um adoption of our minutes motion uh so we have the adoption of our minutes of the uh regular meeting of January 19th uh the executive session part of January 19th uh motion is made by Mr abujabo second by Miss basford uh discussion seeing none roll call please Mr abadrabo yes Mr Awad yes Miss Pastor yes Mr Brunswick yes Mr Mejia yes Mr Paris yes Mr Santiago yes vice president Danny yes president Smith yes motion carries okay uh let's hear some things about education uh Dr robitosi under your superintendent's report education that's what we're here for right and the Board of Education meeting thank you Mr Smith good evening Commissioners uh members of the community this week I want to uh to recognize I want to take a moment to recognize our school counselors that is National School counseling week and on behalf of what's that yeah well on behalf of Miss Jessica tremble and Miss Jennifer Bergman our counseling supervisors and our entire Administration and on behalf of the Board of Education I want to thank our district counseling team for their constant efforts in ensuring that our students mental health is their top uh priority we have really incredible team and they have had a lot of work there's a lot of work there's a lot of students who need uh who need help who need assistance and they're they're always there and they have a very difficult job so thank you as we recognize all of our counselors during National School counseling week I'd also like to acknowledge the great kindness challenge that um happened during the week of January 23rd and the school counselors held school-wide kindness activities and events for students and staff students were presented with morning announcements character education lessons and we're challenged to perform numerous kindness acts throughout the week so we're not just teaching um reading and arithmetic we are teaching how to be kind and I think that's a pretty good thing uh and the counseling department also asked me uh on behalf of the district to thank Casa Clifton against substance abuse for hosting the speak sobriety assembly the keynote speaker Stephen Hill presented important information on knocking down the stigma attached to the disease of addiction while teaching the seventh graders how the choices they make today can affect and impact their future self so thank you to Casa for sponsoring that assembly shout out to school nine whose Universal team organized and planned a successful mid-year pbsis pep rally the staff and students participated in a rock star presentation that focused on respect staff and students were encouraged to drum along and rock out to the cords of respect if you happen to see it on social media teachers dressed up as rock stars students dressed up as rock stars and they it it it it it looked like a ton of fun um the students were um also competed in several minutes to Win It games if you've ever seen that show the students were competing for a week of no homework while the staff were competing for a week of dress down days it's a big deal amongst the staff these dress down days so it was it was an amazing event and everyone had a blast congratulations School nine and uh Commissioners mark your calendars February 28th there will be for the first time since the since before the pandemic there will be a Special Olympics unified team basketball game from 3 30 to 4 30 at the Woodrow Wilson uh gymnasium the unified Club will be uh obviously sponsoring they're selling snacks and drinks and they're going to have a professional referee and I just want to give a big thank you to our Unified sports coaches this year Cheryl Lee caramucci Megan Fitzpatrick and Brooke and Sarah I plan on being there it's going to be a fantastic event please come out if you can 3 30 on February uh 28th uh that's all I have for tonight um I do wanna reiterate what our board attorney said about that that pesky First Amendment because there are times I certainly want to interrupt people but I will I will say this um I don't agree with everything everybody says up there but I will fight to protect your right to say it um once we start taking away that right we start to erode some of some of the Liberties that that we cherish in this country and that leads us also down a dangerous path almost as dangerous a path as some of the statements that were have been made tonight so my two cents thank you Commissioners that's my report Mr Smith thank you Dr robitussi okay um I'm going to um move over my comment uh my announcements and we'll move on to um board committee reports um we'll start with the HSA presidents uh Miss bassford absolutely my pleasure uh one of the great things that we do in this community of the Clifton Public Schools is we have parent involvement we have a lot of open-minded boisterous parent involvement leaders that are are just a refreshing it's a great committee to be on and something really great came out of this after the 11 years being on this board and an old HSA president for many years on every level from elementary to middle and especially to the PTSA at Clifton High School this meeting was really outstanding and we got something really accomplished that I'm very proud of so to the people that naysayers that we're teaching our children anything else but good and I'm sorry I'm taking the privilege of my time to read the report I needed to say this these parents would tell you otherwise what we do for our children of this District they do Stellar things and and they would be the first ones at this mic if we were doing anything wrong child children to tell us that we were doing that so let me get back on I'm sorry I apologize to my colleagues but I needed to say that um the meeting opened uh it was held at uh February 7th at 7 pm it was virtual the meeting was opened by Dr robitussi just so everybody knows this meeting is um the the HSA meeting is actually his purview and we as board members attend in in view of and we're there in an advisory uh capacity so we can bring the information back to our colleagues on the board so the meeting opened there was introduction and attendance of attendees which is on file in the superintendent's office if anybody needs to see that uh president from Administration was Dr Robert hausi uh many Administration members um the Board of Ed um the as the HSA presidents and miss is mariello and Miss boyko from the cpag which is a special education parent advisory group from The District Board of Education Commissioners that were present was President Jim Smith Dr Lucy Danny vice president myself as chair and faheem abajaba as commissioner there was a brief summary of the meeting by Dr obatuzzi he explained to some of the new presidents and attendees what the what the actual group does so Dr Robert opened the meeting and introduced the Board of Education members Administration Community organization members and attendees Miss mariello from cpag gave an overview of what cpag does and provided information where individuals can find more information about the organization on Facebook and via email Dr robitussi explained the history and the purpose of the HSA president's meeting before introducing Clifton Public Schools teachers Karina Vega and Megan Fitzpatrick both teachers are members of the administrators Academy who created a website to use as a platform for the HSA members to collaborate and share ideas to benefit Clifton students Ms Vega and Ms Fitzpatrick demonstrated the website and the use of the Google Groups and received much positive feedback Dr robitussi then introduced assistant superintendent of curriculum and instruction Miss Janina kuchalevich who explained the online teaches Gradebook would be open to all parents including the first time to Elementary and an ongoing basis via the real-time Parent Portal this is an effort to increase transparency and communication Miss kuchalevich further explained that the district would be phasing out progress reports and indicated that the district would send periodic reminders inviting parents to check the portal of student progress the discussion then turned to assemblies payments for assemblies field trips busing for field trips before Dr obatuzzi introduced Polo Ragusa Who provided an update about pbsis and the importance of input for school climate surveys finally Dr robitussi facilitated question and answer portion of the meeting members discussed the current elementary full School photography a company and the possibility of exploring other companies for the school photography the meeting concluded about 808 pm and the next meeting will be held sometime in April to be determined any questions um why do we have two of those oh I see okay um residency and uh security uh Mr Santiago thank you president Smith so um this was my first committee meeting um and um was very informative I kind of gave a warning to everyone that you know I'm gonna sound like a five-year-old why but why because why and why and so um uh you know had tons of questions and the meeting proceeded to go almost two hours so I appreciate everybody uh being patient with the questions and all the information they they provided so The Residency and security meeting uh took place on Thursday the 2nd 2023 and began at 5 31 PM in attendance from Administration where Dr Robert Ozzy Mr gengaro Mr doctor Mrs zanola and Mr Constantino in attendance from the Board of Education where myself Mrs basford Mr brunsiak and president Smith Mr doctor provided an introduction to the committee and explained the various responsibilities and duties covered in residency and registration board members asked various questions about the department and how specific situations were handled Mr doctor provided an update that 10 additional Aid and lose students were found not to be living at the listed residence further investigation to follow so can can I explain Aidan Liu for so and you keep me honest so Aidan Liu if you have a student and they attend um say another school private school or another school not at one of our public schools and you transport your child to those schools yourself you received you receive Aiden Liu money from the district which is about roughly a thousand dollars 1022 I believe to be exact annually so these are Stu your child uh going to another school not in our district and you're taking them to school we give you money for that right so um the administration started investigating and they found that there were parents who had moved out of Clifton their kids are still going to that private school or whatever school but they did not inform us and they continued to receive the thousand dollars so um that was you know great work I we've we've caught several and um you know I don't think too too long ago in the past it was something that was being done as much and so um yeah it's interesting so listen if you move out of the district please let us know and uh let the other town give you the adenlue um but we'll catch you if you don't so uh so there were 10 additional um and he's continuing to investigate Mr sunola updated the committee on security protocols for the district Mr gengaro updated the committee on District security pbsis and it's tied to safety and preparedness Mr Gengar updated the committee on school nine vehicular safety Clifton police have issued numerous tickets and new signs for the school 9 area they've been ordered by the city a speed trap will be set up shortly in that area so um this is a great situation where there was an issue at school nine we discussed we've been in communication and actions being taken taken by the city to improve the safety around school nine the city manager reached out to superintendent and the Board of Education will be meeting with them so they can work on this together committee members expressed concern about the lack of crossing guards throughout the town Mr gengaro stated that he and the administration have been working with CPD to attempt to remedy to the situation Mr Gengar provided an update on the active shooter presentation by Lieutenant hasselberger of Clifton PD and Mr Constantino provided a report concerning the security drill of the month all observed drills were performed in an exemplary manner the meeting concluded at 7 14 pm okay anyone have any questions for Mr Santiago sure he had a lot of questions for us we're we're happy that you have without questions uh uh status quo is not always such a good thing so we welcome any of our commissioners who question at any time and uh especially a new commissioner that is uh trying to get themselves acclimated to the process and and uh it's it's a it's a tremendous task to learn um and I'm going on my soapbox now a little bit but um I commend I commend our three new Commissioners um this past weekend they attended their new uh board member training which was held in Princeton yep um and it was a whole weekend so they had to leave their families for a whole weekend and sit through many presentations from New Jersey school boards Association to kind of bring them up to Snuff of what it means to be a board member what the responsibilities are Etc and I'll let you I'll leave it up to them to tell you a little bit about what happened at that but I just commended each of you and your families for giving you the time to to go do this becoming a new board member is not an easy task there's a lot to learn and um even after being a board member for many years you're constantly learning so please don't anyone ever hesitate to question that's how we make this District better so again thank you for your report and um we're chairing the committee facilities Mr Awad thank you president Smith um we met on February 8th 2023 a meeting started around 3 30 p.m I was President commissioner Paris Santiago and president Smith from the administration we had Dr Danny robertosi uh Mr gengaro Mr Uchi Mr shahada Mr malandano and Mr marcion and guest attended was Mr Bill Costello overview of what was taken place that far this far into the referendum and what is taking place throughout the rest of the year as of right now the projects are on time and on budget however public service is around 12 to 14 months out of the Transformers to upgrade electricity to our buildings so we're able to run our new HVAC systems it was noted this is a national issue but Administration I was building up for building up Miss basford was about to run party no it's okay I don't blame you a current and potential projects include window replacements throughout the district seventh item Memorial bench and plaque for school 16 a discussion uh ensured regarding adding a bench and a plaque in a memory of a former employee it was recommended to add a resolution approving the donation on the to February 9th agenda which is today Banfield update concerns were passed to the contractor flying a walk through and punch lists are being addressed with the architect final payment is held until satisfactory uh ninth was that tennis court use of facilities discussions uh ensued on the board to keep the court usage to Clifton community and clifton-based organizations new item of business was potential capital projects for 2023 2024 stadium bleachers CCMS parking lot expansion roof replacement and exterior door replacements the meeting adjourned many hours later it was very it was a great meeting honestly uh facilities is one of those committees where I personally do enjoy uh I just gotta give a complete shout out to Mr Uchi Mr shahada and every single person in the business administration office are groundskeeping our maintenance team everybody in between because to be totally honest with you there are so many projects going on in this District besides what we're doing with the referendum I have no idea how you guys manage it uh from epic Management Group to everybody in between it's a lot that on its own is like an animal to handle and you guys are absolutely killing it I'm very proud uh to be a chair of this committee and I think we are planning to have a meeting hopefully a month from now date to be uh kind of narrowed down based on people's schedule thank you are there any questions questions for Mr Awad it's for administration through you to Mr President to the superintendent um there was mentioned that there was two um independent arborists reports can we be given that because you know my pet peeves about those Lotus trees at school 16 what which which schools were it was it was it 16 on there I was just school too okay so my question too is when they replace the tree are they going to give us the same type of tree back because I've I've drive past School 16 and it's kind of barren over there that little land and so that my fellow Commissioners don't know from my new commission is on the board the Lotus trees were put in that swampy area at school 16 because they act as a sponge the root systems absorbs water so when they were taken down it's it was they weren't replaced so that's one thing when are they gonna if they do do them can we make sure they're Lotus trees and the other one was you know the report replaced the trees to the specific species that you're taking out and are we doing um censored light lighting Replacements especially at the high school now I'm gonna date myself with the next phrase I'm going to come out of my mouth because the young board member is not going to know what I'm talking about it looks like Luna Park uh Luna Park was a park that uh back in the day when I was born was was developed so it was a light Park and you switch it on there's a lot of lights when you drive up Colfax Avenue or Van Houten you could see close in high school it's a beacon of light when the janitors are in the lights are all on and they stay on most of the night if we're going to save energy why don't we start there a good point Mrs basford we actually just replaced the was it just the hallway lights Mr shahad at the high school yes where we plays with new um LED lights which are more energy efficient but they are bright um the classroom lights are still the still the right it's probably the original you go if you Christopher Columbus on the highway you see the lights on when the genitals it's no fault to theirs they're doing a thing but if we can have the automatic and the new additions to the stuff that you guys are doing and I noticed that in the chemistry lab you walk in it goes on and off it's great right the sensor lights yeah so please because if we're going to be really worrying about and buckling up about electricity that's where we should start we shouldn't be throwing that money out of the windows with uh with electricity so that's just my YouTube pet peeves or my three pet peeves so thank you no good good good points and uh you know with all of them do HVAC projects throughout the district it's estimated that our energy consumption will go up 65 percent so that's anywhere that we can reduce that is going to be beneficial I did ask does that mean our bill goes up 65 and I was told no not necessarily I can't couldn't explain to you why but I was told not necessarily oh um another request um if anybody notices on the website our committee lists are not updated it needs to be updated yeah all right any other pets any other pets pet peeves Mr I'm driving I was gonna miss the same thing about ask a question for saying about the tree but the second thing I have uh roof Replacements uh what roofs are we looking at Mr Lucy I have the list but um if I if you want me to say the main priority right now is actually School two and the the new weight room at the stadium what other schools are there he'll get he can get you if you can get us a list of you I think it'd be good so everybody can take a look at yeah that oh yeah I can get you a list um obviously can't do it with them all at once though um no of course but based on budget and whatnot but yeah of course there's a list it's about five or six schools I believe um that could use a roof replacement in the next few you know a few years and the CCMS parking lot expansion that would expand wear onto the grass the area near 46. in the grass yes that was the area I once requested for us to take a look oh that's where they parked already that's right yes okay did we discuss how if that was to happen how many extra spots would we be able to add or I remember we did last year we mentioned it but it was in the report last year Yes somewhere between maybe 14 20 something like that so just for clarification you're not taking any grass away from the front of the stadium no no correct okay when you pull in the parking lot okay thank you you park there they park there already for for the big events actually I parked there almost for every event because there's not enough parking and so yeah it's as soon as you come in the parking lot how many spots are we expecting to open up there we figured about 14 somewhere around there 14.

it's better than 10 and better than zero so but you know you could just start making phone calls 10 phone calls a day you'd have an auto dialysis yeah 300 calls a month you know even if you did make them personally you know sit there and punch the buttons in and say hey I got a couple questions from the school okay yeah yeah great suggestions yep you know sometimes doing things on social media and sometimes doing things by paper is not the way to do it it's it's one-to-one voice to voice that kind of stuff it's more personable thank you so let's see the next part is the parent involvement agreement and we do this every year around this time for next year you don't have I don't think you have that one no um you do have copies of that yeah um the pieces that I highlighted are more it lets parents know what their rights are um as a parent in our schools that their right is to help us develop our parent involvement plan and a lot of that is what we what we just discussed too what's going in our Improvement plan and also what are we doing to get parents involved the process of reviewing the plans and Improvement and we do have site console at each school which unfortunately is not very highly attended but that is another place where we share our plans and get feedback from parents um let's see once again help in planning like doing are we are we training parents to use Synergy so they know how to check on their students grades and attendance and um discipline um I know our homeless liaison does do one-on-one with their family so hers is one-on-one um to help support them and help them you know get them resources and if their child is struggling kind of nudge them to let their child stay for after school program or Flex Friday to get that additional help preschool that we do provide preschool from various different funding sources let's see parenting classes as we said literacy nights um websites all of our like music concert art stuff science fairs after school programs all of those things that we do are listed in here and so if there's anything that we needed to add to that we would add it to this plan and then we would bring it to you for approval for next school year so I will look through it through this and some of the suggestions that were made see where they fit and I'm going to be able to put those in the plan before we bring it to you for approval next month okay let's see well thank you very much yeah thank you Jen thank you almost done no it's okay there's a lot um the next is a school uh parent compact this does say this current year and that's some purpose I I meant it to say that every year the schools hand us out and it's um from the school so it says what our responsibilities are as a school um for the communication report cards conferences all the things that we do to support families it also lists things that we want from our families like monitoring attendance homework um trying to limit some of the game time and some of those things uh at home as well as student responsibilities that we would like from our students this is something that is in Synergy and so when parents go to renew their registration it pops up and they read and acknowledge it so and then the final thing that I have is I am required to inform parents um a night you have a copy of the letter that they do have the right um to ask what their teachers qualifications are um and we as a district have the responsibility to let them know within 30 days of the school year if they're in their child is in the class of a student a teacher who is not appropriately certified for the class that they're teaching so that is that's it if you have any questions do uh do we ever get uh finger slap for not having parents and more family communication no I thought we would so um we just got done with our cycle for monitoring and that happens every six years every year we have a different monitoring um but we just completed just got our grade so we had a three hour meeting online all the principals participated they each took a piece to present about what our title programs are and how it supports the students in their schools one of the pieces that I did was about these meetings and how we don't get families there um and Ade does realize that that is a problem and it's not only with us with a lot of districts but the important pieces is we are reaching out we are advertising we are asking parents to come in so that's the piece that is most important of course they want us to have more family engagement but they realize it is something that everyone's struggling with right now but we came back we almost perfect so the one suggestion they had from our monitoring was to try to figure out a way for Bullhead middle and Fox Creek especially to not have their Title One Services as one of the kids specials or the student specials so that they're not pulled out of something some other class that was their one suggestion that we look at other than that we we were fine we were in compliance with everything they expect and I will tell you we we intentionally moved to that to that plan as a way to help motivate some kids so if they're identified as needing the title one assistance then they're assigned to title one and then when they demonstrate a growth or appropriate change then they you know then they're out and they go back into a special so we've found that kids kids work a little harder when they have you know an incentive as opposed to oh gosh I'm going to be in here all semester I'm going to be in here all year or whatever and so we understand why Ade perhaps didn't like it but it seems to work with our kids because there is that carrot you know and they're not feeling like there's the club so it was an intentional thing on our part and we serve more kids that way too you know because you've got kids rotating in and out and so you know if you've got 15 kids in your class you don't have the same 15 kids for a semester you have you know you have 15 and then maybe two are gone and you move two more in and and that kind of thing so we're really serving more kids through doing it this way too um the other thing that I will remind you all so you got the report tonight from uh from Bullhead middle school so that's step one in this in this process they did CNA and identified their target areas step two is fish bones and so that's next Friday so in March two of the schools will come and report to you that piece and then and then they've got the follow-up piece that will be done at the end of March and so in April the last two schools will come and share with you that piece so that over the over this month in the next two months you see the whole process as it has taken place just not at the same school yeah in April they should have their you should have two schools with their completed plans to show you well all of them will be completed but this is two to present yeah yeah so we kind of did that intentionally so you didn't get overwhelmed with stuff but also to see that this is a uh you know this isn't the kind of thing that they do in one week this is a process and you get better quality I think when when you do it in a an intentional and time you know so it's not so scrunched for time and you're trying to hurry and so this way there's thoughtful thoughtfulness and intent and contributions from lots of people so um and then we'll watch what happens next year okay thank you thank you thank you very much um I need to we need to adjourn the workshop I need a motion please I make a motion with your eye Barbers are they can make a motion we adjourn the workshop I'll second that motion Charlie and Diaz all those in favor I'm Melinda sabrowski aye Charlene Diaz hi Amanda Ayman hi Fred Rushton hi Barbara zarzicki meeting is adjourned four minutes foreign I call this to order the regular session of regular meeting of the Bullhead City School Board on Thursday February 9th at 6 30 p.m roll call Melinda sabrowski here Charlene Diaz here Amanda amen here Fred Rushton here here we're all here I would like to invite you to stand and say the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God all citizens present please print your name on the attendance sign-in sheet at the entrance now is our time for call to public this is the time when the public may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to reasonable time and space and Manner and restrictions as the governing board May establish see policy bedh comments will be limited to three minutes per individual unless specifically waived by the governing board at the conclusion of the cause of work talk call to the public individual members of the school governing board May respond to criticism made by those who have addressed the board may ask the staff to review the matter or may ask that the matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed in advance as part of the agenda we have we have one person who'd like to speak to us Francine Collier and I am a pair at Sunrise Elementary I've been there for five and a half years okay I am here because there was a comment made by Dr Stewart I don't know I wasn't in the meeting so I can't honestly uh be it perceived recently I don't know but I just felt maybe it was time that we kind of bring forward what pairs actually do and the comment was a parrot is a pair of eyes and a warm body in a classroom and that's what I was told like I said I wasn't there I can't say yay or nay on that but I got to thinking I thought how many really do understand what a pair does because before I became one I really had no clue um so I'm going to go quickly because I know I only have three minutes so first off yes we are a pair of eyes we definitely are because when our students come in we have to be able to assess where are they at mentally physically are they clean dressed are they wearing old clothes that we've seen three days before um does it look like one of them is sick are they complaining of being sick what are we going to do about it so yes we are a pair of eyes when those children first walk in every single day we have to be ready to make that assessment if they're going to be educated in that time frame I have seven different classes a day and I think most of us do and we have anywhere from four to six students in each class and they're all the all the grades we have K through four so we do that and that's the first thing that we do next the curriculum that we work with is exactly the teachers curriculum we only do the reading and we only do the English part of it but it is exactly what the teachers are teaching them at their grade levels and so we kind of have to step in and be that I don't know pseudo teacher I guess and pick up where the teacher doesn't have the time to take over because of in her class being so large she really doesn't have time to say hey we got to go backwards for this child or this child to adapt what they're learning to what works for them because these children come in they're lost so then when we have to take into consideration with our children in each grade level in each class that we have and this is separate for all of us is their backgrounds where are they coming from what are they living through I have kids that will come in and because I have been lucky enough to establish that trust they come in crying and I asked them how was your night it was horrible it was horrible why was it bad mommy and daddy were fighting and Daddy hit mommy and the cops came and took my daddy away to jail where did you go well mommy went off in an ambulance and we had to go next door and stay with the neighbor well wow I'm sorry you had to really see that I am so so sorry that you had to see that I said unfortunately I said sometimes parents do fight sometimes it does get carried away I said but I'm thankful one that you had a neighbor to go to and I said I'm glad you told me and that's where the second part the warm body comes in let me give you a hug because they want their hugs the hugs that they're not getting at home and this is for almost all the kids and I've noticed it doesn't matter what their income levels are and I pretty much know what they are amongst them they still want their hugs if I'm walking across campus they want their hugs I'm going to open my arms and be that warm body but I'm also a teacher and I'm a pseudo parent I'm a pseudo-grandmother as they call me um I have to be their counselor because there's no counselor available I have to listen to other stories and when they're embarrassed because the other kids are laughing at them I have to stop that too and say you know what you're okay you're perfectly fine this is not your fault and I have to talk to the rest and learn to discipline them we have so many issues going on anymore it's not like school was even five years ago when I first started so I just feel like if that statement was made could it have made differently probably I didn't hear it but I just don't think that sometimes people realize a parrot is not just that eye or just that warm body sitting in a chair in a room running copies for a teacher doing errands for her we're working with these children and we're working hard and it's just so frustrating to us when we give them everything we've got to give they're gone for two weeks on vacation and they come back how was your vacation it was awful I'm so glad I'm back here Mrs Collier I really appreciate you explaining to me what a pair does thank you you're welcome um it's important that everyone understand that for the kids it is and I think you work hard so I know time's up thank you for listening thank you thank you um we need to adopt the agenda I need a motion to adopt agenda as presented I'll make a motion that we adopt the agenda as whoa as presented I'll second Amanda Eamonn [Music] question um I'm Melinda sabroski aye Charlene Diaz I am Anna Eamon aye Fred Rushton hi Barb zarzicki place where where we're talking about donations and things that that have been given to the schools and the time and the energy that people have done and and we really really do appreciate this Laughlin Chamber of Commerce volunteers and partnership donate 500 dollars to Mr schnep is it Schnabel Schnabel for his title one classroom a variety of music instruments from for the Fox Creek Band from Mark and Lisa Faulkner with an estimated value of 3529 dollars wow McKenzie vento all about blinds donated a check for a hundred bucks these are wonderful thank you Mr Ross did you have a picture or something she didn't put it up she added up oh okay there we go somebody's happy Mr Schnabel is that Mr schnapper all right thank you very much for the picture Mr Ross are you ready for our year report absolutely all right Mr President Madam president sorry yeah sorry madam president and board members um uh you see the number of reports there and I would answer any questions you have about them I would like to point out if uh Kim Cass would put up the cumulative disciplinary ideas to get there and unfortunately I've done that a couple of times lately and she's been very patient with me so but I would share with you the discipline comparison chart and call your attention to the differences in the numbers between October for instance and January and the work that's been done at all of our sites to address address discipline issues we still address them but obviously some processes have changed and some building of culture has changed in terms of students recognizing that they're you know part of a school family and not a school community and and not just you know there individually so I wanted to point that out because that was one reason that we started this comparison report was so that you all could see what was happening as a result of some of the changes so I was in the district office today learning how to do this and I brought this with me I was so it's incredible just incredible it's a big difference yeah um I would like I would like the school board to provide a cake or some kind of a a food for the you know to give to show the appreciation to each of these schools they have just done phenomenally well I'm just very impressed I think we can make that happen thank you I think we can make that happen um okay the other miscellaneous updates um we have finally after multiple attempts different approaches to getting our den project underway our our district employee neighborhood everything that we've tried so far has just kind of been a failure so two weeks ago when I was speaking with the attorney I said we've tried this and this and this and then those things didn't work um where are we now so he gave me a suggestion for a next step and it's called a jock Joc which means job order contract um and uh this this would be looking at hiring a firm to do it all from engineering to architecture to subcontracting or Contracting with people to do all the infrastructure work and building the houses and I thought okay I'm gonna I'm going to I'm going to reach out and see and and I will tell you at this point I was getting a little skeptical about where I was if I was going to get anywhere so I will tell you I've been on the phone uh yesterday and today with uh and and a jock is a contract that we consider setting up with a company that is a member of one of the co-ops so Mojave education Co-op or one GPA or save or Arizona I can't ever remember the name the Arizona Consortium those kinds of things and what that means is that the companies who were members of any of those co-ops have contracts with other public entities in the state they already have a contract in place and so you try to find one of those companies that has a similar a contract with a school district or with a city that is similar similar to the work that we want done and ordinarily when you set up a jock you set it up for not just for one project you set it up for say we would contract with one of those companies for say a Year's work and and have in mind maybe one project but as other projects come along you don't have to go back out and search you don't have to do you don't have to do the procurement steps you have this this company under contract to take on those jobs for you okay so as I said I reached out to four four companies that are under contract with GP one GPA yesterday yesterday morning I actually spoke with one a person on the phone followed up all of those phone call attempts with emails and by the end of the day I had heard from three of the four so it gives me hope that this is going to be a process that works so other than talking with them I can't really proceed with any kind of a contract or anything with them until I have a a resolution from you as a board that we want to go this route so I may ask you in the next week or so to have a really brief quick board meeting to approve that kind of a resolution I didn't get it on tonight frankly I was working on this yesterday and I didn't even think about putting it on the agenda but the other thing was I was a little discouraged in this whole process and at this point it's kind of like well I don't want you to have to have a meeting if we're not going to go anywhere with this and we're going to have to look at another step so I think we have some hope I spoke with one company on the phone yesterday I was on the phone this I mean on a video call today with another company for about 45 minutes so I we know and when one company did respond today that they're not interested in the project so and one company I've not heard from so I know that I have two two jock companies who are at least interested in talking with us so I feel confident now that it would be worth your time to have a 20-minute meeting to establish that uh that kind of a resolution for us to move forward um so uh that that was the first happy dance I did yesterday that I felt like we were making some movement um the second we've already you've already seen the title one uh the title one feedback that we got I had that on my list of things but it was more appropriate to do it when Jen was doing her presentation and I will tell you that um the the principals who prepared their uh their piece of the presentation that we did virtually with that team before they physically came to our schools our principals did an awesome job of preparing their piece for that whole presentation it was very professional it was very um it was just beautifully well done and we didn't even practice we just did it cold and I don't think anybody would have known that it was cold you know each person did their own but we had not done the whole thing together and it was it was it was impressive I was impressed with our team um but the other reason I did the happy dance yesterday afternoon was the fact that the Senate uh waived the AEL the day before the house had waved it I had no idea that the Senate would do it this quickly and so I was doing a happy dance yesterday afternoon about that um I did send email thank yous to our three uh legislators today on behalf of the district and you know thank them for their support acknowledged that we know that they have some issues with this whole process and with school budgets and school funding but they they backed us anyway and I and I really appreciate that and I also invited them to come talk with us anytime about budget we don't hide anything about our budget and also that if they had other questions about anything that's up you know any of the bills that are being presented that they if they would like any information about how it impacts our schools give me a call I gave them my direct line again gave them my cell phone number because you know we want them to feel comfortable asking us for our input and you know and and we'd like to be asked so uh so that was part of that email today so we can move forward with now with with budget and some things that we need to get done and I was particularly happy that it happened early enough yesterday afternoon that I could get a couple of things on tonight's agenda relative to relative to budget so if you have questions about any of the other things I'll try to answer them any questions doctors should one of the reports that you had and I'm sorry I don't remember which one it was um it had to do with students um active students inactive students does that ring a bell is that the uh probably the st-601 the what no no wait that was no yeah maybe maybe it was it's one of the first one yeah there you go yes just for clarification the inactive are those students who are not enrolled I mean they or they maybe enrolled but never showed up is that I don't think so but I'm not even sure I can answer that Jen can you help me with that please but I know that the active kids of those are actually enrolled yeah I don't know what what who the active are but I know the number that we look at as far as enrollment is right and yeah on the other column at the far right says inactive transfer so I'm thinking okay those are kids who never showed up or didn't start whatever the case may be and we they've transferred somewhere else but if you scroll down um Cassie all the way to the bottom this is 271 inactive does that mean 271 kids I'm going to make a guess but then I'll find out for you so that we're sure we have a correct answer for next month um I I am thinking that those may be students who were enrolled at some point during this year maybe were here for 25 days and then left and they still get counted in the count ultimately they get counted in the ADM um so during the time they were here they were part of the average daily membership they're they're not in maybe not enrolled right now but they're still in this number that ends up being that's a that's a an educated guess on my part that's what I'll find out for you I mean that's similar to what I understand it makes me feel better than I I was reading this going is that 271 children we don't know where they went no I don't no I'm I'm sure we know where that's a lot of kids well some of them we might not know where they went um but because I mean when I used to look at these it was a similar response was the inactives were those that maybe you know transferred or withdrew or they might have been 10-day drops they weren't your summer withdrawals because your summer withdrawals wouldn't show up in year in actions because they were never active for your year but then your transfer list would show that you know where those students have gone so it could it could be that we don't know where 211 students 971 less than 63 I don't know but yeah and it could have just you know they moved they you know well and they also I mean I'm speculating here but they also could be kids that we 10 day dropped and then and they get counted now in this number but maybe they've re-enrolled and and now they're back on the other number so I don't know but I will find out for you for this month yeah I just saw that number and I thought well that's like a big number Well normally working in like the Synergy system if they're inactive they'll have parentheses around their names and if they re-enroll they'll usually reactivate because they say CID everything it's not changed they you can't duplicate the student in the system right so um but I'm with you like it's what I kind of remember and understand um I haven't done you know attendance in a while but yeah I would be interested to actually get to know why an active is so high because a lot of times I look at inactive and I and you know it's not that we didn't lose uh you know uh 12 male students in that you know like we just know that we didn't like so it is it's one of those things so I I would be interested to know as well like the real reason like exactly what that is does this come out of the um this came right out of synergy yeah so this is a report that comes to us from uh Jenny Becker who does the safe Spencer so you know it's pulling them and and so there there will be a good explanation for how it gets counted and the whole that whole thing for figuring out what average daily membership is is is a nightmare kind of formula and we're really glad that computer does it because I don't know how any human could do it and keep up with it um at all so um you know because it's that's a that's a moving Target every single day every single day great question thank you you're welcome there's any more questions I had pulled that paper too okay board member input or updates Fred Barb okay uh we attended a bulls conference yesterday up in Flagstaff and uh it was put on by asba it was very interesting we had uh good speakers they talked about open meeting laws they talked about school financing made it clear to it was to the board members and stuff made it much clearer understanding School financing for us and stuff and the buckets and everything and it was just a very good informative meeting that we were able to pick up lots of new little tidbits as especially as newborn myself as a new board member learning some things that I can and cannot do when I'm sitting up here in other words I can't sit here and pick my nose they told me but okay other than that I keep knocking the microphone but no it was it was a very good conference I agree I enjoyed the time and thank you very much for sending us giving us the opportunity um it was very um enlightening to to get presented ideas that uh normally you wouldn't think about so it was well worth the time and again thank you very much I liked it because we were actually sitting at a table with other rural schools who had the same basic kind of problems and we got to talk about some other things other than just what was on the agenda it was very interesting that the people we were sitting with were from gennado and it was uh you know they're even more rural than we are and it was very interesting it was very much a lot of fun I appreciate the board sending us as moving on to the consent agenda do I have a motion to accept the consent agenda I make them I buy reserves if you make a motion we accept the consent agenda hi Fred Rushton second all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Amanda Aven hi Fred Rushton aye Barbara sarzicki it's moving consented old business 4.1 policy j f a b d a admission of students in foster care we had this reading before right last month this is the second reading yes so we we need a motion to adopt I'll make a motion that gdfa support staff qualifications requirements Charlene Diaz I'll second that Fred Rushton aye all those in favor I'm Melinda sabroski hi Charlene Diaz hi Amanda amen I Fred Rushton hi Barbara zazicki item 4.4 this was the brand new one that we actually wrote right or that you wrote for US policy gdfb support uh staff qualifications and requirements contractor and third party fingerprinting I whoever wrote this I really want to give them a compliment on how well it is it's constructed I mean it's whoever did it I can understand 0.1.2 yeah it was it was our attorney Ben Harper excellent thank you I need a motion to adopt I make a motion that we accept my adopts policy gdfb support staff qualifications requirements Journal India's hi Fred Rushton will second that all those in favor I'm Melinda sabraski hi Charlene Diaz I am and amen I Fred Rushton hi Barbara zarzicki new business item 5.1 alternative discipline plan for students who use illegal substances at school [Music] um can you give us some help with this one sure absolutely um thanks Cass um one of the things that we've been concerned about this year besides the excessive use of illegal substances particularly marijuana vape pens wax pens those kinds of things has been the fact that using our current policies and procedures and board preference is that those immediately went to a disciplinary hearing and and resulted for most of those students in long-term suspension or expulsion now the expulsion piece usually if the hearing officer recommended that it came to the board this got a little tricky because uh the CH there are changes in how the law enforcement folks in the state have been treating the use of marijuana and marijuana products differently since the law passed legalizing marijuana in the state for the use of it by adults and so uh basically school districts were the ones enforcing very heavy penalties for those behaviors whereas law enforcement either County attorneys City attorneys or probation were not enforcing anything very stiff until the third third instance so that's one concern it also meant that we were following very stiff roles for those uses and not necessarily doing the same same stiff things if a student say brought an alcoholic beverage to school so that's all one piece the flip piece is we're here to teach kids and each of these disciplinary Opera incidents is an opportunity for us to help kids particularly in the age groups that we deal with to learn healthier decisions and those kinds of things and if we just suspend them long term or expel them we don't have an opportunity to help help them learn those healthier habits and better decision making skills and and they're not getting they're not getting their schooling and so Mr Eastman particularly Mr Eastman and Mr Osuna and the counselor up at Fox Creek came to me and said can we work on something that's a diversionary uh more diversionary not that there aren't consequences for breaking these rules but something that benefits students more and maybe we'll get better outcomes and so those folks and and I met with Judge Williams and some some folks from probation and some folks from Lake Havasu who had had put in a diversionary program that just started in November so they didn't have any data yet but they had something in place um and uh and and then decided I said okay afterwards um gave them the task of creating what they thought would be a good diversionary program um so they worked on it and then we involved the folks from uh the middle school because middle school and Junior High is where we've had these issues so the idea of this is that there is an option for a diversion and one of the reasons that I like what they came up with is that we've we're we're providing an option we're providing an option that allows us an opportunity to help students make better learn to make better decisions and those kinds of things but it also helps it also helps um put some responsibility back on the Family you know are you going to commit to helping us help your child with this with this process and so um so what you see is the plan that resulted from this and we met last week the principals and the counselor from Fox Creek and the principals from next door and um and they all like they all like these steps that were that we're taking so they're still the same consequences but there is the opportunity for the diversion if the parent requests a meeting within two days of of the initial suspension and I think the rest of it is pretty self-explanatory but I'll try to answer any questions you might have about it and I certainly have no difficulty recommending that we that we Institute this I have a question so this isn't going to be a policy this isn't going to be treated to save as a policy what would this be considered it's a procedure procedure it's a procedure it's a disciplinary procedure and it and it isn't it is it does comply with the policy it just allows us to put in that other step and um uh you know to give them an opportunity so it's a it's an administrative procedure thank you do I have a question um what if um they withdraw the student um trying to in lieu of discipline you know so they can get them into another location and will we enter anything will we follow through with like since they didn't follow this that we put them into the 10 days with the long term and that way they can't return for 180 days like it will be still sure follow our policy with those types of things well I failed to mention that in our group meeting we also had Chuck newsel who's the hearing officer and uh and who is an attorney so we you know we liked his uh his ideas so actually his suggestion uh is part of this which is we do the suspension we do the 10-day suspension and then give the option to the parents to the family to say we'd like to try the diversion what happens at that point is that if the parent decides to withdraw the student during that 10-day suspension rather than anything else that stays on that student's record so it hasn't gone to hearing at that point what the record is the student is suspended pending a hearing and that stays in the discipline file so lots of times when parents then take those students to other schools particularly within the State of Arizona to enroll them most most School sites especially for junior highs and high schools are smart enough to say you know oh were there any problems or to call the school and say you know was is there something we need to know about this student and then they decide how they're going to do it since it hasn't gone to hearing yet there's not a long-term suspension or an expulsion that's happened but at least they know that there's a there is a disciplinary situation so the child would actually be suspended for 10 days that's the initial action yes and if the parent does not notify the school in two days to request the conversion to request the diversion have that conversation then that 10 days and it goes to hearing okay the same for the same things that we're doing now but what we're doing is offering this other option and and we're hopeful and we think based on conversations with students who are who've been at the Life Academy and whatever we think that there are folk and by by the way Kate was involved in this too because we wanted to make sure we were operating you know that we had anything in place that would help us with our special ed kids so um but you know it it gives it gives us that chance but we know from some of the kids who are in Life Academy that they Pro their families probably would have taken this option if they'd had it Kate can you add to that yeah oh I'm sorry um it says will be um placed at Life Academy that needs to be said can be can't have the option of Life Academy should there be room yes right now I'm full and so we don't want to get stuck with like say oh no they have to go there and then I'll tell them um good point but yeah that there I have right now 30 students enrolled at Life Academy I have two slots left that are being held for special education students if they need that placement between now and may um and of those 30 students probably 15 of them 20 of them could have represented first um and I probably would have never seen them again data point to talk about that if you're like that I have like somebody put it in a tried to put it in their pocket and took off running and they got busted with it or you know things like that it wasn't something that they brought but they were still in possession with it so with our current policy we had to follow up with the current policy and stuff said so this would give a little bit of leeway for those kids to be able to get some education about what these drugs and chemicals and things do to you hold them accountable still and they give them that second chance so that they have the ability to show okay like that's behind me now and I can still come here and be successful Dr Street you said that the parents have to request within two days for this program are we making parents wear oh yes absolutely so that they know to ask for it yeah yeah if if it's approved then you know when the situation happens and besides we would put it out to everybody that you know we this is not a secret we would put this out of this is our new procedure for dealing with these issues and you notice it isn't it doesn't just address marijuana and vape pens it also includes alcohol so we have those all under the same set of procedures so we don't have kind of I hesitate to say a double standard but a double set of procedures that are not necessarily you know for something that's similar it's illegally legal that's illegal it's illegal substance relationships with the Community Resources um not my kid is one of them um probation um the court system like there's a lot of community collaboration with a program like this and um and in this case this is a huge this is a huge example of how that can work and be a really positive situation for the schools for our kids particularly for our kids but also for families you know one of the things that uh that you probably heard the three of you yesterday at bolts and you've said this you heard that those those schools have some of the you know those districts have some of the same issues we have and uh and Tammy said that earlier you know and um and we know that's the case but it's really nice to know that we can pull together the Community Resources to help families and and and make this a better a better opportunity for kids now I will also point out that um uh on the third offense you know no I mean you've had three three strikes okay the other thing is that this does not apply to any student who has enough of the illegal product to be selling it or Distributing it and and not just selling but handing it out and we've had a couple of those situations this year so we're not talking about diversion for that kind of a situation we're talking about students who bring or you know oh I didn't know that that's what he stuck in my pocket well okay you know maybe maybe not but at least it gives us some of those options so it strikes me that this is a very positive opportunity for a lot of our kids well I'm I mean I I served on the drug diversion court with Judge Williams years back when I was at River Valley and I'm so glad you brought him in in this because he is about the diversion side and and he's worked with these kids for many many years now from all levels in all walks of life and to get that input and then have the team that you mentioned put together that was to come up with this this is I definitely like this especially at the K8 I think it's very important that these kids learn from their mistakes rather than being booted out from the system it's the same thing like we're here to educate them not just discipline them you know the carrot versus the hammer so and I know Chuck always talks about Damocles sword and hanging over them and that's exactly what this is yes you will follow through on those nine nine weeks you know you will be there and if you're not here's your step hearings that have come through I maybe have like five or six that have not come to Life Academy and that's because parents withdrew them and decided to do homeschooling um and only one expulsion to explosions maybe um so other than that like we've we've worked really hard at trying to keep them in school but it's kind of with the society and the culture we have right now it's very overwhelming and we still have four months left of school and I have to stay on hold right so having something like this would help he wants to see them educated in and being productive members of our community and not just being kicked out to the curb and this gives them that option and and that's to learn and try again that's the idea any other comments or questions need a motion to approve okay um I'll make a motion to approve the alternate disciplinary plan for students who use illegal substances schools with the with the amendment to it that they are not forced to Life Academy only available if opportunities are there under that second offense well second that motion Charlene Diaz all those in favor I'm Melinda sabrowski hi Charlene Diaz aye Amanda Ayman aye Fred Rushton hi Barbara zarzicki on behalf of the two schools thank you and we do intend to put this place we do intend to put this in place at the beginning of third quarter I mean fourth quarter from the beginning of fourth quarter because it gives us an opportunity to get the word out to parents and kids and and whatever so excellent done every month item 5.2 board policy regulation j f a b d a dash R admission of students in foster care um this is just the regular this is the regulations yes I need a motion to adapt I'll make a motion that we adopt regulation j f a b d a dash R admission of students in foster care Charlene Diaz hi Barbara zarzicki second all those in favor I'm Melinda sobroski aye Charlene Diaz I am and amen I Fred Rushton hi Barbara zarziki and Madam president I would remind for the for the information of the public that a regulation the policy is policy or regulation is usually the procedures that we set up to uh to operate you know to to make that policy work usually with a regulation though don't we have a form that needs to be filled exhibits are usually the forms and so you're going to see a couple of exhibits here tonight too all right we're looking for we're just really looking forward to that 5.3 other Professional Services payments to City of Bullhead City I got a feeling we need some conversation on this one we do um uh our SRO at Fox Creek is funded through the safety Grant State safety Grant and that's written every three years every three years so we're in year three and what the state does when so when Jen writes the grant initially she gets documentation from the city of what the salary for that person uh is right then okay so she's writing the getting ready to write the grant right now relative to this person's uh whoever it is whoever it happens to be their salary right now for 10 months of the of the year because that's the service we get um okay so she writes the Grant and they approve it and they put that dollar amount in there and it's the same dollar amount for all three years um okay so we're in year three of the current Grant and I hope needless to say the SRO has gotten some raises and uh deservedly so and uh so This Is Us using from our m o budget uh part of our uh budgeting process for other Professional Services so we always build in money for other Professional Services when we need experts to help us with things and that's all this is is it but it's an amount of money that I felt that I needed to bring to the board you know this is a significant Professional Service usually I try to bring those to the board if they're over ten thousand dollars so this is to help pay the rest of this year's salary for our current SRO now now Dr Stewart does that include basically the salary increases for the last three years or is this just this year this is just this year so and it's not just salary it's salary and benefits so right we don't want anyone buddy to go out there and think necessarily that our SRO is making whatever because we all know that benefits usually run whatever insurance is and another 22 percent so you know this thirty thousand dollars is not all salary it's partly benefits in fact I'm I suspect that this is probably covering the benefits alone for this year or so good question so my question is is when we write when you write this grant you know and they give you the estimate of what it is I mean do we have to submit the written estimate is there a way to ask them when they do this estimate to estimate the three years and the increases so that the estimate would be more accurate for the next three years knowing that okay [Music] that's tough to swallow we're going to give you a grant to cover this but we're really not going to cover all this yeah like thank you but anything else and just so you know the same is true you know the we have uh four counselors who are paid out of the the safety Grant and uh the same thing is true for them so you know when Jen wrote it we we gave our best in that case we had to give our best guess for salary and benefits because we had not had counselors and uh and so uh for each of those you know for last year and this year we've supplemented you know this year because next year would be year three yeah oh this is year three okay so last year and this year we supplemented out of mno uh you know to to allow them to have races like the rest of our people have had and those kinds of things um uh so it was closer the amount of money for salary and benefits for the counselors of course was closer to accurate because we can estimate that we can estimate more realistically time yeah or estimate so uh so we you know and those amounts that I'm doing out of mno are are you know pretty low and and they're actually coming out of the salary lines not coming out of other other Professional Services so okay further comments or questions I need a motion to approve I make emotion I buy brazarziki make a motion we approve the reimbursement to the city Bullhead City for our SRO and the amount of thirty thousand seven hundred thirty dollars and seventy seven cents hi Fred Rushton second all those in favor I'm Melinda sobrowski aye Charlene Diaz I am and amen I Fred Rushton hi Barbara zarzicki item 5.4 board policy exhibit ijl-e-a Library materials selection and adoption revision Madam president if I may this one is the only change is to add the a to the uh the number at the top because we've had this exhibit before but because I'm recommending a second exhibit we needed to just add the a to that because the second one will be i j l Dash EB so this is a policy that's currently this is this is a current exhibit that we yes that we do they added just with the a added nothing nothing else is different any questions I need a motion to approve I'll make a motion that we approve um board policy exhibit i j l Dash e a library materials selection and adoption revision all those in favor oops I'll second Amanda I got you hmm all this in favor I'm Melinda sabrowski hi Charlene Diaz hi I'm Anna Eamon aye Fred Rushton hi Barbara zarziki okay 5.5 board policy exhibit ijl-e-b Library material selection and adoption request for consideration Madam president and board members this is simply an exhibit this gives parents and community members an opportunity a form to fill out if they would like the district to take a look at any Library materials that they have issues with and so you know it's it's just a process for them and this way we have a consistent process for for folks to request reconsideration of approval of those items so for instance we have we purchased uh over 200 new books for the library at Diamondback I think she did that with a grant maybe I'm not sure but she purchased 200 new books and um and they came after January 1st so the law that went into place uh at the beginning of the year that tooken took effect January 1st is that we needed to to post the list of of those books and the title uh titles in the authors on our website for parents to be able to look at so if if any parent had any objection to any of those books we wanted them to have a method for uh for requesting reconsideration of those being in the library and this is a it's essentially this it's essentially the same uh document as we have for learning materials it just refers to the library materials okay Cassie go up to the top I had one thing up at the top too okay the requested initiated like requested initiated by would it be request initiated by well third request yeah good catch in the top oh it is missing the beak it's missing the B yeah fire the superintendent well not over a missing bee and an ed or an ad good catch Castle fix it okay then I moved to accept ijl-e-b Library material selection and adoption request for consideration with suggested amendments I second it all those in favor I'm Melinda sabrowski I'm Charlene Diaz I'm in Eamon aye Fred Rushton hi Barbara zarzicki item 5.6 board policy exhibit this is an exhibit H or IJ Dash e instructional resources and materials parental objection to learning materials and activities this is essentially the same only this is the document for parents to uh to you know to file an objection with materials that are used in direct instruction in the classroom gotcha I need a motion to approve I'll make a motion and we approve board policy exhibit ij-e instructional resources and materials parental objection to learning materials and activities hi prepperserzuki second all those in favor I'm Melinda sabrowski aye Charlene Diaz hi Amanda Eamon I Fred Rushton I have ever zarzicki item 5.7 job descriptions for general maintenance workers one and two Madam president last month I asked you for approval to uh or I reported I can't remember which way but uh that we did not need an electrician as part of our district level facilities that we really needed to general maintenance workers and uh and in the process of discussing that Mark Scott who is the the person who supervises these folks said we really need one with some pretty good skills and then we need one that maybe doesn't have quite as many skills but can be the assistant oops sorry can be the assistant for the electrician or for the plumbing the plumber or whatever and our experience this past week and a half with plumbing next door indicates that there are plenty of times when you know we can send the plumber who has the expertise but you've got things going on that you need four sets of hands or you need six sets of hands and um uh and so so um that's why we designated them this way and then that's why you have two job descriptions any questions comments I need a motion to approve I Barb reserves they can make a motion to approve the job description for general maintenance worker one hi Fred Rushton second Mrs arzicki did you mean worker one and two oh okay worker one and two yes okay wait wait you've only seen the ex example for worker one but yes for worker one and two okay can we have another second okay yeah yes because it's amended an unmended second yes okay chairman all this in favor I'm Melinda sabraski hi Charlene Diaz hi Amanda Aven I Fred rushner hi Barbara zarzicki item 5.8 revised 2022 2023 and so we're excited about that for a couple of reasons number one we are getting more employees who are bringing who are being recruited by our own folks right so that's investment and number two we're rewarding those people for doing that and we appreciate that goal number three is safety and as the board is aware and as our community we've worked really hard to make our community aware safety has been a very specific Focus for us this year uh and and certainly we had the tragic issue in Uvalde Texas that brought that to really the national Forefront again we are incredibly excited about the progress that we've made this year in continuing to increase our safety and our safety protocols our first goal in this area was to make sure that we hardened all of our front offices um once again to create more barriers uh and and more opportunities for our students and staff to be safe and then our second goal in there was to create a comprehensive school safety audit program and to implement that by the end of the year in order in order for us to maximize all of our safety measures on all of our campuses I'm excited to announce that by as of January 30th all of our sites with the exception of three have had the safety barriers installed and they are operational the three that are remaining are Sundown Mountain in which I understand uh on a quick update today there was an electrical issue we had to move a light um before we put the the glass in and uh I believe that's been completed and that glass project will finish uh quickly and then the other two facilities are both the support center and the district office we obviously left both of those to the end um and we anticipate that those will be done by the end of spring break and so we're very excited about that our staff is very excited about that project that's that's come out very very well additionally in terms of the safety audit piece um to date we've held 60 inspections and audits throughout our campuses and those audits have focused on risk management and emergency drill Audits and through those audits our safety coordinator Jason Yeager provides what he calls after action reports to each of our schools he will go and observe a drill and then he provides an act after now no I can use my um coaching voice are we good are we good keep rolling okay we're okay I can go again can everybody in the audience hear me okay yes okay like I said I've never been accused of being quiet so but we are also um uh working towards a very comprehensive safety audit that will it's back on now I can hear it that will entail multiple staff going through a school in what will be a three-quarter to full day audit on each of our campuses where we will involve all of our safety personnel the school administration we will invite uh fire and police to join us as well and we will look and scrub our buildings from head to toe from every comprehensive safety piece that we could consider out of those reports then will come detailed opportunities for us to continue to work through our safety protocols moving forward the number one thing that we have continued to push for and seeing tremendous success in this year is making sure that all of our classroom doors are locked and every time that cabinet goes to a campus we're checking doors constantly we're constantly checking doors Additionally the last thing that I'd like to add on this is that we started a project at Sonoran Heights actually piloted for us and now all of our other schools are moving forward towards is we we built our buildings in a way throughout the course of the 2000s that do not reflect the time that we live in today when we first built our buildings our buildings were wide open the front offices you would walk into and they would be wide open we used to keep the doors propped open and we wanted just a very open feel obviously times have changed and it requires us to think differently which is why we've gone back and and really hardened our front offices but we are also moving forward in placing wall wraps that are that you cannot see through on the large Windows next to every classroom door in so doing we remove another obstacle for our teachers should there be a lockdown they don't have to run over and try to cover that very large window area we still have the door in the window the small door in the window so you can still see through there and we have a small little paper that they're responsible for there but they don't have to Fumble with the large piece and that was something that was recommended and highly suggested by Jason Yeager in his uh from from his past experiences in working through our schools Sonoran Heights piloted that for us and they look fantastic it really jazzes up the campus from a school spirit perspective it's also Sonoran Heights red yellow and and black colors and it looks great and also provides another layer of safety barrier that you can't see into that classroom and see if people are locked down or not or hiding what have you and so now our other campuses are starting that process as they work through that we've given our campuses a couple of years to start getting that process done and they are moving very quickly and that as America fact I think the next campus Dr Crowder was Marley Park is about halfway done at this point correct very good so we continue to work through there and again safety is a very large very very large Focus that we have this year the last goal is resources and we certainly want to maximize all the resources that we have especially in light of the fact that we use we are funded through tax dollars and so it's important for us to be efficient it's important for us to be accountable and more importantly it's important for us to be responsible with the dollars that we use and so we had a couple of goals this year as it relates specifically to maximizing resources one was to increase the amount of of funds and grants that we receive from outside agencies related specifically to the maintenance of our facilities the second one had to do with bus inspections and to reduce our bus infractions from the previous year and here's why that was a goal and it's incredibly important just a couple of years ago more than half of our buses failed the initial inspection when the inspection inspectors come out in the summer to clear all of our buses to go out um you know to pick up our students in so doing that creates a hardship not only for our staff but it takes a lot of buses out of our Fleet that can work to pick up students until we can have them all repaired and have the state agency return to inspect again do I have that right Ken all right very good and so this year I'm excited to tell you a couple of things number one in terms of seeking outside funding for large maintenance programs as of January 30th of this year we have had 34 approved projects with the school facilities board with a total of 13.4 million dollars of Grants awarded to us for maintenance projects this is approximately 11 million dollars more than we had last year so last year we had 3.4 million 10 3.2 something along those lines or right around there right um right around that number this year we've already had 13.4 million approved and we have about nine more in the queue waiting for the school facilities board to approve and so those are dollars that we don't have to spend out of our budget that fix large projects such as replacing cooling towers weatherizing and painting our buildings replacing roofs those types of things and so even down to small items I think I saw the the smallest one we have so far is Canada Ridge had a water heater that was replaced no project is too big or too small for us to ask for State funding for right and so we're excited about that and then as it relates to the the buses for this school year our major ins inspection in fractions were down to 8.9 percent um and so last year we got them down to 21 this year they're down to 8.9 and just remember just a few short years ago that was at 50 more than 50 percent so we're very excited about the progress that we're making there again maximizing our resources for the benefit of our community and then as we look forward I've spoken with the board just a bit about this in the past but we continue to look for maximum efficiency in the way that we operate making sure that we're not duplicating responsibilities and that we're streamlined in One Direction so everybody's rowing the same way and so we are freezing 14 district positions for next year so that we can maximize what we have to the benefit of all of our kids and with that that ends my mid-year report to the governing board and I would be more than happy to answer any questions or not your choice thank you Dr Dean I appreciate your presentation I want to say thank you for all the hard work that you've been doing I know once you were voted in as interim you hit the ground running and then once you were voted in as permanent superintendent you kept running despite your hesitancy to run a marathon you keep running absolutely so thank you so much do we have questions uh what mcshaffen said just and I've said before just greatly appreciate your leadership um and I'll save a lot of my questions for our executive session but in general just wanted to say that but I do want to ask just out of curiosity um that increase in monies that we have available for projects that's like such a huge difference like we're how is this year different than last year Madam president member picture that's a great question and I will tell you that there is a very intentional Focus to make sure that we write for every grant that we possibly can get with the school facilities board and so Bob Young and his team are being meticulous in looking for opportunities for us in which we would qualify for Grant pieces in the past he was very aware of those as well and would submit for pieces but we are to the point now where we are asking him to find every possible project and submit for those and so when I say no project is too big or too small what is a water heater a couple hundred dollars to replace but we didn't pay for that the school facilities board did we are asking but you asked we we are we are being very intentional and and it would appreciate it well and thank you but but I I have to stop and and say that I'm absolutely blessed to work with the cabinet team that I work with and all four of them are absolutely experts in their field and they're tremendous and this governing board and this community are so incredibly fortunate to have each of those four in each of their positions the years of just sheer expertise and experience between the four of them is absolutely amazing and the job that they do each and every single day is focused on one thing and that's what's best for our kids and you can't ask for more than that and so I just want to take a second and publicly thank the cabinet team and the exceptional job that each one of them does even can especially Ken do we have any other questions I just want to Echo everything that's already been said um thank you Dr Dean thank you for your leadership and thank you to Cabinet as well it has been refreshing just the level of communication that you've had with me as a board member but also the level of communication that your cabinet has as well it just seems to be working um a lot better so I I appreciate that I also just want to appreciate you know speak to your communication not just with the board but with the district with all of your employees because the feedback that I have heard from all sorts of different staff members whether they're teachers or but they see those videos and the realness of it and it's not staged and it's not high production it's not high budget I mean it's you can't get any more low budget than a selfie video um but people do appreciate that I had one question from the piece about the ischool the transition to kind of restrict that a little bit more you mentioned freshmen not being able to participate in high school I just want to make sure that we have exceptions built around for our disabled Community president member dansmore that is correct okay yes I I know that PE is a requirement you know from the state and from our district but for those that are not able to participate in something like that we do have high schools we have opportunities and things like that yes and thank you for for bringing that up yes we do have opportunities for for those that thank you as well I appreciate it thank you okay I actually do have another question or two so first of all thank you for focusing on lower class sizes I sound like a broken record sometimes with you guys I'm like all right we got to get smaller class sizes so thank you for looking at that with our title funds and trying to lower those um just curious Dr Dean this is the first time that I've seen a superintendent present on his progress publicly in a board meeting what Drew you to do that what was your motivation what what was your inspiration for sharing all of this with our community uh Madam president member of the board members of cabinet and our community I have to tell you that this is the first time I've ever been an evaluation system where five people are evaluating me instead of one um so that's a little bit different but to answer your question directly every evaluation that I've ever had I've always felt that it was my responsibility to present to my evaluator my progress and so whether it was when I was a teacher an assistant principal or principal of director or as an assistant superintendent I believed that it was my responsibility to lay out and present the items in which met progress towards my goals and so I I felt like it was important to take that same approach and share with the governing board it's also something that I learned from one of my mentors a couple of um a couple couple years back as well and I believe it's important for the governing board in our community to be aware of our progress and to share that information publicly so that there are no surprises in terms of where we're headed what we're doing and what evidence we have that supports that I would like to say I really appreciate the financial Wellness opportunity for a lot of our teachers you know when we come out of school we've got master's degrees it's great but we've got college loans student loans debt and then you add a mortgage and then you add a car payment and then you add gigantic inflation you know sometimes it can feel as a teacher like you're drowning and you can't ever get out so I appreciate that Financial Wellness opportunity because there's ways we just have to you know focus on it so I really appreciate the that opportunity for our staff and our teachers and everybody um just one more quick question you've presented a lot of really good information for us what is one area of growth that you see for yourself one area that you think you can grow in Madam president of the governing board members of cabinet in our community I'll leave the short jokes aside because that's always where my mind goes when somebody asks me how I can grow and I usually say I've been trying to do that for about 50 years um you know we we want to continue to grow to build our capacity as Leaders so that we can continue to build the capacity of others and so as we have undertaken this school year and really a year of thoroughly analyzing every program that we have in this District so that we can maximize all opportunities for our folks we want to continue to provide leadership opportunities for all in our system and it was a value that I held very dear as a principal and it's a value that we want to continue to portray to all of our staff and so one area in which I feel that that I can grow and and I would say as a Cabinet as well is to continue to look for opportunities for all of our staff to become leaders in various components right and and that leadership takes a role a different role for every single person but we learn best when we have the opportunity to lead others and and when we when because we it forces us to internalize what we're doing and we want to continue to provide opportunities for that and that's something you know we've been so focused on our analysis that we want to make sure that we intentionally don't lose that piece and that's a piece that that I'll be really looking forward to to to doing a better job of with our staff as we continue to move forward thank you I I think you're doing in a very nice job thank you very much for what you're doing it's just always interesting to hear how we can grow so thank you do we have any other questions okay thank you very much okay now we will move on to Executive session oh sorry request for future agenda items just kidding anybody wants them one if I can request an item to review the process by which a board member's request for an agenda item is placed on the agenda for the no earlier than the second week in March any other agenda requests okay all right now I will call for an executive session pursuant to ARS 38-431.03 for the superintendent's mid-year evaluation at right yeah I know I know yeah parents parents hate them I understand that it ruins your work schedule yeah and and there may be other ways to address that right so right so that's what that's what we need to look at I think do you know when do you know when the executive order ends I think what happened then is it rolled into that um a different statute yeah it rolled into a different statute but that's what initially because if you remember we had to go back that fall and change the calendar right then right in order to get funding for that year right yeah yeah and so we really don't want to risk funding yeah so quick question on that I thought a full day was up till 2 P.M or is that just for students to be counted I thought if a student gets pulled out at 12 it's considered a full day well I'm just kind of asking it it depends I think depends on the level of the student but then so it's no less than this many days but you must have this many hours and so we well exceed the required number of hours but the required number of hours still has to be no less than 178 days it's con it's convoluted you're welcome I know it no don't for a loop that time yep it did we thought we had solved a really meaty problem yes all right I'll lose some favor aye thank you can I clarify Direction yes so the direction that I'm hearing tonight is to it that that's approved 24 25 is approved but it's to reconvene the calendar Committee in the fall of 2023 so this upcoming fall to re-survey our stakeholder and Community to resurve it stakeholder and Community priorities and bring forward a three-year calendar block for approval then at the conclusion of that committee's work correct okay thank you sounds good all right thank you next item is item j3 discussion approval of policy considerations foreign Dr Lopez governing board members members of the audience tonight I bring forward um four separate policies um again the following policies like we've like we've been doing the last few meetings these are being revised based on recommendation from the Arizona School boards Association really for two main reasons one some of these policy changes are a result of laws that were passed in the last legislative session and then two some of these uh policy changes or recommendations based on the comprehensive policy review that we did through asba so it would just be bringing some of our policies back in line with asba template policy so tonight you're looking at transportation services which is related to Senate Bill 1246 and specifically uh recognizes some of the statutes that have been approved uh policy ee a e a bus driver requirements training responsibilities again is referencing changes to statute based on past legislation policy FF is naming of facilities that's an asba template policy that came out through the policy review this would just put us back in line with what template policy says and then jjia which is intramural sports again this just puts us in alignment with Senate Bill 1165 so those are each in your packet thank you I have a motion I moved to the governing board approved revisions to policy ee transportation services policy e-e-a-e-a bus driver requirements training and responsibilities policy FF naming facilities and policy jjia integral Sports I second yeah I do actually um when interselastic or is that including AIA yes correct yeah yeah okay um so I'll ask this later on I don't know the answer so just if I don't ask tomorrow Dan remind me all right all those in favor bye next item is item four it's to conduct an executive session pursuant to ARS 38-431 .03 8 and 5 for the purpose of Consulting with and or instructing the board's representative regarding negotiations okay second I move that the governing board conduct an executive session pursuant to ARS 38-431.03 A5 for the purposes of Consulting it with and slash or instructing the board's Representatives regarding negotiation a second all those in paper aye so we will be conducting an executive session at this point so thank you we will be back foreign

multi-year it also includes language to allow us to move forward with what we've been planning for the third SRO position dependent on ndpd Staffing so asking for approval do I have a motion for approval of that agreement motion by Mary Lynn second by Earl any discussion all those in favor Seven Up and thank you Chief Messer for coming tonight it's going to be able to get a signed copy of that so I can take it before the council meeting Monday sure will thank you very much thank you um and then we'll move down under property so I have a Safety and Security inform tonight and update I'm actually going to read it to you it's written out this way so I can send it as an email to parents tomorrow there's just some updates on Safety and Security in the light of the last few weeks so the first one being Jennings County School Corporation deeply values the Safety and Security of our students staff and families we work in partnership with North Vernon Police Department and the Jennings County Sheriff's department and an ongoing effort to secure our buildings we have prioritized training school administrators and have certified school safety trained individuals in each building in the event of any identified school safety threat we take Swift and immediate action to notify law enforcement and request assistance we dedicate ourselves to doing so with transparency and notify the public with additional information as available and appropriate for safety we have already been working diligently to continue to invest in school safety and continuously strengthen our knowledge and safety security in the last three years we have invested in increased camera surveillance updated locks fencing staff training and communication systems in consideration of recent threats We are continuing to review our plans for next steps internally and do so in consultation with our current partners and other law enforcement experts we take safety very seriously and are committed to continuously updating and improving thank you that will be sent to parents and in addition to that we have an update on our building entry procedure so I'd like to read that as well Jennings County School Corporation values parent involvement and Community connections we've worked hard to increase our ability to interact with our parents and families post covid many important conversations happen as parents pick up students and drop off needed items we have checked at each entry for visitor purpose and need for building entry we complete background checks prior to entry past secured office areas last week an individual who had a planned delivery and is a parent arrived one of our buildings this person chose to purposely conceal a weapon prior to entry due to this incident and a review of secure entry procedures at this time Jennings County Schools will not be allowing School entry during school hours for item drop-off and pickup purposes please be prepared if visiting a building with your ID and anticipate a short wait while we assist you we are saddened that we are unable to welcome you in another manner at this time we will be reviewing our safety procedures and entry plans with law enforcement and will continue to revise and add measures as appropriate we thank you for your understanding so both of those will be sent out tomorrow by email for all parents to have to have so that item isn't in form on your agenda and Mr Browning I believe you're here to speak about safe school safety um if you would state your name and your address just for the records and then um we have a three-minute time period according to policy understood thank you my name is Greg Browning 1110 West State Highway 250 and Deputy Indiana which is in Jennings County um I have a student uh I'm the father or I'm Excuse me I'm the father of a six-year-old son who attends uh Graham Creek Elementary School in light of recent events concerning bomb threats and an individual accessing the interior of our school system with a loaded gun I have found myself greatly concerned with the safety and well-being of our children in my research it has been brought to my attention that we only have two resource officers to cover the entire Jennings County School System an area of over 378 square miles with nine buildings and 3 900 students plus staff and faculty this is an unacceptable average considering our children is the most valuable position on the face of this planet and yet the most vulnerable when it comes to being attacked as a comparison when I go to the Jennings County Government building to pay taxes or apply for a building permit there is an armed deputy sheriff at the door and patrons must pass through a metal detector before entry is allowed the same Arrangement can be found when entering the Jennings there is roughly a couple dozen employees at each one of these buildings all of which are grown adults all of which chose to be there on their own accord as a count as a county we provide all this protection yet 3 900 defenseless children are supposed to share two officers among nine buildings scattered over that same 378 square miles I find this negligent and unacceptable as I look at the current members of this school board I see old friends retired law enforcement and former students of Jennings County and I'm sure most of you are parents or even grandparents the question is when are we going to provide the same police protection metal detectors at our schools we so willingly give to a handful of adults in our County Government my research shows at Jennings County School Board 2021 annual revenues in excess of 55 million dollars a large portion of our taxes goes to the school system and I believe you would be hard-pressed to find a taxpayer who would have reservations about bolstering school security so in closing I ask you board members do we take wise and decisive action now or wait until it's too late only to be forced to explain our short-sighted decisions to a group of grieving parents we parents and youth school board members cannot afford to take such chances by turning a blind eye to this with justification that it likely won't happen here I look forward to discussing this matter at the next board meeting and with expectations you will provide an appropriate solution to our security shortcomings as board members and parents let us come together on this matter and show any individual who wish to harm our children that Jennings County schools are prepared to protect prepare to defend prepare to promote safety and health and a safe and healthy learning environment let us tackle these matters with a team spirit not one of opposition to change with decisive action not division with fresh and modern ideas to security and not the outdated and unsafe policies of yesteryear thank you first of all I want to thank you for coming tonight we appreciate that we very much want to hear from community members it's important because we are partners that is what this is about absolutely so I I appreciate that very much we will take your comments under advisement I will tell you um share with you that I know that Nikki has met multiple times with police officers as you can imagine Nikki is not an ex expert right she's not a police officer school safety while a lot of our principals have been trained a lot of our staff have been trained in school safety we have to look at our partners in law enforcement to help guide these decisions that we're making to make sure that we're making appropriate decisions so those conversations have begun it's not something that's gonna we can flip a switch and turn on immediately and I'm sure you can understand that but I want to assure you that the entire board I believe that everyone in this room our staff The Faculty of the school we all take safety uh especially of our children at the highest priority so again we just want to thank you for coming tonight thank you very much absolutely um so we'll move on down to um permission for the purpose this just informed you that the next meeting I'll be bringing the requesting approval to purchase school buses it's on our normal schedule that we approved in August so we are going to be basically we're still working on the fine-tuning of that on the exact quantity in that next meeting purchasing buses to replace older buses again that item is an inform item and then we're down under other I think so if I have nothing else on the agenda then I will entertain a motion to adjourn I have a motion by Pat the second by Mary Lynn all those in favor meeting a joke

so as you can see up there we're going to move the high school to an eight o'clock start time to gain 45 minutes and that's right in line with the research and the middle school is going to start a few minutes later to match that up to the 8 o'clock start time and the kids will be on the first bus tier all going at the same time however middle school students and high school students will not be on the same buses and I know that's there's a lot of anxiety probably more for parents than it is for for the younger students in that case so we're making sure that happens and then in the second tier it's going to be for the entire Elementary School and they'll all start at the same time and that's 8 50 and that's just a few minutes later than Elementary is now so we've Consolidated from the three tiers so again our high school students gained 45 minutes of sleep which is right in alignment with what the experts tell us we had folks from Yale in here and talking to us about more sleep they suggested if you're not going to go 45 minutes later in terms of the times and waking up then don't don't bother making the change it's a lot of effort and you're not going to get much bang for your buck so we we elected to go in that direction school schedules and bus schedules um fully aligned with sleep patterns that I just said the surveys responses from parents they really saw that as well as staff and students that they need more the opportunity for more sleep um I'm excited about that fourth bullet there we really looked at patterns of sunrise and sunset in the times of year and we we squeezed it in as best we could where students should not be going home or being at bus stops in the dark and that was really important in terms of consolidating those those because right now our high school students get on and some of us we drive to work when it's dark and we see really last minute you see kids waiting at the stop and that's not good and of course minimal uh disruption to any after school activities a lot of schools are starting to move in this direction so Athletics are not really negatively affected and our athletic director was a part of that committee uh the other piece is going to the two-tier system there is an increase in the number of buses to make all of this work and that's accounted for in the budget for next year and then the final thing that's really exciting that we're all working on is those those other key in this initiatives or strategic actions many of you have heard about this whether it's us uh sharing talking anecdotally watching board meetings um articles in the paper presentations from students whatever it might be we've got a lot going on of course we've all been through a very challenging now two and a half years and uh we're really excited about the things we're doing in academics and mental health in terms of supporting our students and making sure we recover from the the past two years uh in terms of the learning loss and the recovery we need we've kind of titled that reset and relaunch this year as part of that we really started a kickoff in August with our strategic plan and we're really excited about the move in that direction our last plan we worked on curriculum instruction assessment professional development we all remember nine years ago all the financial and Regulatory control we needed to fix in this town and we we have done that um and obviously building the new school and enhancing and building our existing facilities we did a great job there we've done a lot in 2019 uh in the spring our total district report card we were fourth in our dirt in terms of how we were scoring and actually Dr Mann will be updating that report and how we're doing post covid next week to the board and how that that data is shaking out so we're doing quite well obviously we've had the last couple of years developed our strategic plan and we're going to start rolling that out in March we're really excited we have something called the the portrait of the graduate which involves critical and creative thinking collaboration communication and change making and that's all attributes and dispositions we want our students to develop beginning Pre-K all the way through high school and so we're going to be talking a lot about that you're going to hear a great deal about that in the coming months and we're super excited the other piece curriculum wise we need to work on in our early strategic plan from uh six years ago that or seven years ago that we worked through we really worked on the fundamentals of reading and Mathematics and curricular tools it's time to revamp and revisit and so we're doing that and Dr man's uh heading with our our Cracker Jack team a lot of great work there is underway I have to thank everybody around here for the support with security at the schools we had a lot of work we did this summer and we're really in a great place in our schools we continue to plan there are four pillars to to security at the schools staff training the structures that you put in place obviously technology and law enforcement we've got all four pillars really covered quite well um and uh something exciting that we'll be rolling out in March is through Sandy Hook's promise the say something app which is an anonymous Reporting System that's Grant funded and we've just been working on getting everybody at least on the administrative and trained up and we'll start rolling it out to teachers excuse me staff and students through March we're really excited about that we also through through our Karma which is our insurance company just recently had a vulnerability assessment where they actually came to the school unannounced and they they tested us and so we have a full detailed report on that we're really excited about that so there's a lot going on with school safety many of you recently this fall we've had some challenges and we've made some decisions and we're able to through some grant funding have a comprehensive special education program review we're really excited about that we've made a decision on the firm we're going to go with and be talking to the board about that next week those folks will be in probably at the beginning of March to work with us this spring and help us take a good objective third party look at our program there and give us some recommendations to move forward and see where we're doing well and what we should continue to enhance our technology plan we have another Grant funded program called Future Ready schools through the state of Connecticut and that is really putting us on the Forefront not only of infrastructure but the tools and the curricular ideas we need to help enhance teaching and learning as well as supporting cyber security as we roll back into school safety we just talked at the facility committee before this meeting about a building condition study it's time to re-up our building condition study I see you have your Capital binders in front of you we need to look at whiskaneer and the high school and really do another Deep dive as to where you assess again an outside party to come in and help assess where our uh both our existing facilities are at we'll have a brand new elementary school but what about the middle and high school what do we need to do going forward help us plan for that and then finally the athletic program review at the high school the ciac is going to come in and help us out there and get a look so we can see what we're doing well and where we can improve and enhance and again all of this Falls in with strategic planning and strategic actions we're taking to uh continue to to help us move toward a world-class school system that we're trying to achieve here in Brookfield so we're really excited about going from here and Building forward onto all the great work we've done over the last Almost decade together here so um that's my that's my time I think Bob yes two up here so I think it's time to turn it over to Mr Belden okay um some of these key initiatives there's some there's a lot going on as you can imagine we're very busy as a board I'll speak for our board we've got every meeting is very needy these days in terms of topics one quick one the um Athletics review is that um uh from the state is a request to that or are they coming in there's a there's a question and Mr uh Baldwin are working through it's actually quite a um it's not it's not very expensive considering the valuable information we get okay yeah good evening everybody I have a couple of questions nice to see everyone thank you for all your hard work I can't believe a Year's gone by already and here we are again so um a couple of things off of what you said um Dr Burrell the the WMS being 200 students smaller but still 600 students so you mentioned that the um dean of students would be there to provide a safe and orderly environment is that to insinuate that things are not safe and unorderly at the moment or no not at all okay what you want to do is continue to maintain a safe and orderly environment so why uh somewhere else I'm sorry Wyatt the middle school and why not somewhere else does the high school need a dean of students like how did it how did this kind of come to be so what we were looking at is um in I did a presentation gosh I think it was in November of 21 we talked about kind of the ratio of Administrators in our district administrators to students and and we look at our administrators in a a one to two to three hundred range when we look across the district and so that was one ratio we wanted to look at and Achieve but the other was the developmental need of pre-adolescence coming out of covid the support they need the behaviors we're seeing uh the supports families need for family engagement and knowing that we have um teacher evaluations that also need to occur and so we want to make sure that while Mr Renda and Mr bednarik take on more teacher supervision that there is appropriate supervision of students and this would be in that teacher leader position I was talking about in the dean of students a little let me just add we were operating with Skinner middle school with a principal and two assistant principals there were three administrators we had a big debate at our board whether we could live with two administrators that when you lose 200 students down to the elementary school and one of your assistant principals so there's only two administrators left and could you operate it with two no I don't for those of you who have middle schoolers you know that the most challenging age group to uh to have too few administrators so the we actually had a discussion at our last board meeting about what should we do on that because some of us actually said maybe we should live with two and try that um and we concluded after listening to Mr Renda and Dr Burrell that you had really did need three adults doing the combination of managing your staff and managing students and family connections and so the solution that Dr brill's given to us is rather than hiring a third administrator and undermining the um the uh the savings we're getting by you know eliminating the administrator we're going to use a teacher we call it a teacher a leadership position and for those of you who had never focused in on that the the teachers union covers not just teachers it has guidance counselors and other types of roles are part of that Union um and uh so we it's similar to a guy a more a senior guidance counselor if you will and their job is not about managing staff their job is strictly going to be focused on the students and the families right you know dealing with discipline issues dealing with all the things that go on and that frees up the leadership the two remaining administrators to take on the added burden they have of more teachers they're going to have to uh you know do observations and assessments and the like so it was a smart move because the cost of doing it through the teachers union is probably 70 percent 65 to 70 percent of doing a full Administration positions trendsetters here is no it's not what's happening across no matter of fact I had one of these positions when I was up and coming administrator many many moons ago it is I'd say Dean we looked it up probably half to two-thirds of the middle schools have a similar kind of position it depends I mean honestly some of those team of students are administrators yeah they're called dean of students but they're in the administrator a couple of them were teacher yeah what I can tell you is is Dean did a very very thorough uh PowerPoint presentation it's on video um it's in the town Spotlight it's on Facebook through our three main points it's on the district website so we could really go in there and dig in on that there's a lot of good information there thank you sure did you have anything else Tara oh yeah absolutely I know where to find you thank you um I do have another question regarding the new school when and how will the building be available to the public parks and rec departments that type of thing and how do we bring the rest of the Town into the full yeah I think so we've talked we've talked about that um the uh Mr gagne has been in contact with uh my team uh in terms of Summer work and that kind of a thing as you can see there's going to be a lot of work in the summer so it's not going to be available for the summer once the building is complete and ready for folks to see and explore we're going to have events and opportunities for the public to come in and enjoy the building and take a look the other piece is it will be fully used by park and rec I mean that's we've planned the entire time so we've been working together on that but again we've had these continued delays so once once the building is complete it'll be operational and we're actually working on the getting that gym floor ready and thinking about all the gym work that'll be going on in there and park and rec activities but it will be the fall yeah right because we want a parking yeah right we want a parking until maybe a first event the election in November oh yeah absolutely you can definitely do that I don't have any other questions at the moment awesome thank you thank you all the questions all right so I'll flip over to the budget then um I just using this as a a bridging uh slide to tell you the truth you all have seen the slide in the past presentations we do start at the the kickoff is in early October the principals bring things forward through October and November they go through all a very significant set of reviews uh with Dr Brill and with Mr post to try and formulate the the budget that is then presented to the Board of Education in early December we are the earliest District in the state I believe to present the budget to the Board of Education they're trying to get ahead of us um so we then and the reason we do that quite frankly and it's been very effective is we uh we then launch uh a finance committee process where we meet every week and we have we assign out our uh finance committee members to review every single question every single line in the budget uh Rosa chairs our uh our finance committee and we have very active meetings we post all of the questions that are asked into a document that a Google doc we've shared that with you in your book so you all have that as well there's no no reason to not share that um and uh the uh we have uh uh fine a board of Finance member on that and Mrs Marion's on that committee so we're we try to do this as openly as we can this year we actually yanked a lot of money out of uh out of the budget from its initial presentation in the beginning of uh of December to when we finalized our budget by the uh our second meeting in January the board itself is also sending in questions in there I think many of our board members have asked lots of good questions in there and so you have a chance if you want to take the time to review that it's quite a I want to say 25-page document um 29 but who's counting Ken answered every single question and we then do our deliberations uh the way as a board what we do is we look for the big things that need discussing and we ask we set up presentations at our board meetings in in the December meetings and in the January meetings to go through topics one of them for example was doing duodina students or do a different solution there and we spend some time on that and then we vote in our second meeting in January which we did and submitted it at the end of January and as we all know we're starting now the townside process so uh and uh you know Mrs car you've you're in the middle of what you do and the board of Finance has ahead of them so that's coming leading to the referendum in May so um so let's talk about the budget a little bit and I'm going to start with enrollment our enrollment uh and enrollment today is 2 563.

higher up whether it be the board board members or whatever it is I would hope that this is not true I'm hoping that all I'm hearing is fear because they don't want to be seen as critiquing somebody hello I am a Community member of alevante and I'm very frustrated with the lack of communication from the district on the status of our Adidas Gutierrez she was too amazing to have been thrown out I am disgusted with the district person now who did not even Flinch when my husband's name was being trashed at the meeting with superintendent Bauer trustee Quintero you should step down for all the troubles you have caused at Adelante Dr Bauer you too should be reconsidered as superintendent thank you Lord president there is no more public comment no for the public comment we'll move to section three special presentation discussion consideration in action uh item 3.01 PSS will provide an update of the DSA closeout process uh superintendent you have the floor yes thank you I want to ask Mr Chang to be promoted to a panelist please good evening can you hear me yes yes thank you good evening uh board president members of the board and superintendent Dr Bauer um so tonight uh we're inviting Miss Natasha Knutson with PSS who will be providing an update of the DSA close-up process um if we can promote Miss Natasha Knutson um that'd be great is it Natasha melendris I believe so she might have a different let me check it's it's Natasha melendra's Knutson I've I kept my last name but I say Knutson to keep my husband happy you know what we do so yes Hello nice to meet everyone thank you Miss Knutson um for being here tonight um when you're ready please uh proceed with the presentation and update okay perfect so I'm going to share my screen because I want to be able to give a presentation so um hello my name is Natasha melenders Knutson I've been doing DSA closeout and certifications in the state of California now for about 16 years we've assisted over 50 districts um I call myself you know the Michael Phelps the Beyonce of getting projects certified with the state now I do not want to waste your time so I would first love to ask just really quick how familiar you as the board are you with the DSA closeout in Project certification because if you're like we're pretty familiar then I can move quick to some other slides if you're like no we don't understand this I do want to hit a couple key points for you if he would go over to uh the presentation as planned that would be best thank you thank you perfect all right so every time a project is built with a division estate architect it needs to be constructed per exactly the plans and here's a lot of language in here I'm going to provide the district with a copy but if you don't build those projects per plan like you told the State Fire life structural and access they're going to issue a non-certified report what we do is we come in and figure out what the issues are so I'm going to move ahead to the closeout types now why is the closeout and certification really important two things number one if you have future construction that your District needs to proceed with and your architect submits plans DSA is going to say nope your projects weren't certified get those closed out first and then we'll let you move forward because they they want to make sure if there's a fire nothing that the fire department and the alarms are going to go off they want to make sure if anyone has Ada issues wheelchair they're blind they're deaf that they know where the classrooms are at and last but not least if there's an earthquake they want to make sure that these buildings will withstand and nothing's going to happen so that's why there's a due diligence also last but not least I don't like saying it but it is very important for you to know as the board is you are personally liable if anything happens so if a Project's not certified and Lord forbid there's an earthquake and something happens and it wasn't certified with the state the board members are liable that is extremely important to the district that they get these closed out so that you're not and then all your projects move forward with their programs um any questions yet no not in the moment okay perfect so I wanna I wanna explain to you let's talk about your status what's going on with your District that's really important so before PSS was hired you had a total of 52 non-certified projects 52 is a lot but um we came in with our cape on and we said how can we get this number down immediately so we worked with um we worked with covira we worked with the CM firm and off the bat last year when we were contracted we have 18 projects that were certified very quick and we actually found a project that wasn't constructed so guess what you got a 54 600 refund check that's supposed to be coming into the mail to you from the state keep in mind that is the largest largest refund check I've ever been able to get a client so I do take a lot of pride in that because the state always collects their money they never give money now where are you at today that's the most important part you have 38 non-certified projects we are currently contracted 16 because how do you eat an elephant it's one bite at a time we can't do this all at one point so we agreed as a team let's focus on the projects that are gonna hold up projects from plan approval and let's focus on the easy ones to get them out and then we'll deal with those really difficult ones that aren't affecting anything later so currently we have 16 projects contracted and great news of those 16 we have seven ready to go to the state so out of those 16 we're solely focusing on nine of those projects any questions so far so good okay now Closeouts like a game there you're probably wondering man we see pss's contract coming a couple times and there's two reasons why so when I started my business off about 15 years ago we would send one contract and we would start working on the projects but then we'd find all these issues AKA scope creep so we'd have to go to the board again and request a change order knowing board members coming to you twice is not a good thing so if we come to you once and say Here's what we're doing and then we come to you again and you're prepared for it it builds trust with you so in our first contract we we do investigative work we review the files we read the plans we do a site survey our goal is to do everything we can to get it certified in a contract one like many of those projects we did however sometimes the projects are so complex like Ada wasn't done a lot of your projects Ada was not done at all so we have to send someone out to do a site survey and then we have to end up making sure that work gets constructed or else the state won't sign off so after that point we then create a phase two scope of work plan of action and we negotiate with the state we want to make sure that they're not going to want more than what we're proposing it's like we go to court with them after the the program is approved then we move forward with the district and we get the projects certified once they are done so those um remaining nine projects that I was talking to you about they're in this middle phase right here and our goal is to get them across to get them certified at Milestone 16.

sometimes you see one black person you've seen ten it's called hypervisibility so we had data I don't have today because I didn't want to show you too many slides so we had data and we looked at it and we looked at the program it turns out 80 of the white students at that school were in that program and eighty percent of black and Latino students at that school were not in that program and then we looked at the data for Asian American students because Asian American students doing really well supposedly in that school and with this aggregated Asian American data and it turns out because that school had a critical mass of Korean chinese vietnamese turns out Asian American students that were in that program were Korean and chinese vietnamese students were not proportionately so the data allowed us to ask each other not to accuse but to ask each other and it was the students if we go to the next slide it was the students who sat there as the counselors the teachers and others were kind of like trying to figure out because they didn't want to look at this data before they were they were did not want to engage it for fear where he may go like they're doing something wrong but it is what it is so James Baldwin anyone here James Baldwin if you haven't oh my God you should just Google him just Google him it's like pow he said I can't believe what you say because I see what you do and that's a really powerful lesson for us our students see what we do our teachers see what we do our administrators see what we do so we have to think of this in the context of our system of how do we ask each other hard questions and then when we say auhsd is a model for this we got to ask how do we know how do we know and do we have to be a model okay we just be let's just do right by us and it'll take care of itself but we're forced to compare ourselves because our parents want to know they want to know so we have to do that but if we just do what we do best is trust in each other asking the hard questions is what we're being asked and implored to do through this process and I'm grateful for ASU for doing that with us so I can't believe what you say because I see what you do just think about that regularly to do your work as you as you engage if we go to the next slide I want to quickly just show what happened to us in the pandemic around employment there's a lot of discussion about what's the purpose of Education purpose of schools and there is some conversation about whether we should keep pushing College to our students not everybody should go to college right but they should have the choice I think is what most of us argue on this front not everybody should but some their only choice of the military some their only choices work some their only choice is no choices at the very least we should which is why I appreciate the pledge and what we're doing with HG is give them the choice because if they don't choices will be made for them this is I'm sorry that it's not readable I thought would be something different but so up to the white part on the left side those are employment rate unemployment rates by education level so you can actually see the lines from where you're sitting probably the top line on the white side on the left is up until February or March 2020.

we get a report every October 1st on the official enrollment report um and that's that's in the current year and our projected enrollment is slightly down from that in in 2023-24 and it's kind of at the root of it is you're graduating classes with 220 kids and you're bringing in classes at 165-ish on average right so that has a natural uh reduction of your student population but in Brookfield we're actually having a lot of people transferring in as people buy homes there's a lot of Home turnover going so we actually have a much more moderate reduction than you might have might assume with that kind of graduating class versus kindergarten class Dynamic Candlewood Lake Elementary school is going to be our biggest school right it's over a thousand students in that school that will be one of the largest elementary schools in the state of Connecticut maybe the largest whiskaneer goes from the 800 range down to the 600 range Brookfield High School stays pretty consistent at just over 8.50 so it will be I think whiskey near goes from our lar that's not our largest school but was our second largest school to our smallest school with only three grades uh we have uh Mo we have over 100 multi-lingual Learners um so that's always been has been a recent focus in Brookfield and for those who don't know what a multilingual learner is is they're the language spoken at home is not English right so the children need the support to uh really start you know assimilating English as a as a language so that takes some particular skills uh to do that so that's grown over the time I've been on the board from around 50 or 60 up to over a hundred uh we have 560 kids who are free and reduced lunch that gives you a and a an indicator of economic status in town so we have a number of children who need that level of support and we have special needs at about 363 and those are not changing a lot year to year so um I thought it would be interesting to take a little longer view than just um just the one year for those of you who've been watching this for a while we went through a number of years where people were saying man your school population is shrinking and if you look back I did this back to 2005 but then back then we had over 3 000 kids in our school we had 31 3101 I think is that number and we went through a period of time in Brookfield where we were dramatically dropping the number of kids but it's leveled out I mean within I mean it's slightly creeping down but the last five years it's been relatively stable you see I noted the one year where it dropped a lot but that was the covet hold back so they didn't send we only had like 130 kids in kindergarten that year but it bounced right back the next year and so we're it's over on the right you can see the we're averaging about 11 kids on average per year reduction it used to be 42 and 42 choose like a classroom I mean or two classrooms so that was very noticeable but it's stabilized I actually in the model I looked at I actually simulated it and if we run at a given if we can keep the trends going if we we've been averaging 166 new kindergartners if we run it 160.

so you have been getting some proposals where we get them done in phase one which we've done a lot and then we have some that we can't do that because we have to do construction still so does anyone have questions about this process nope not at the moment okay perfect and that pretty much leads to the conclusion of I explained to you why this is important to get the projects closed out why we were brought on um why we do this in two phases where you're at today where you want to be as a district and what we're doing as a company to get you there and that's pretty much the conclusion end of my presentation okay thank you so much Natasha and all right I'd like to open this to a public comment at this time uh is there any comment from the public on item 3.01 board president there's currently no public income okay see no further public comment I'll move to questions and comments from members of the board is there are there any okay okay trustee Chavez so I know if anything happens is liable the ones the current board because the current board in seat right now they're the ones that are aware they're the ones that know of this and you don't really know that time's going on but that's what the guide and the regulations say so um us working with kovara and the construction management firm we are making sure none of these would ever put you at risk and we are closing them out as fast as possible and after reviewing them many of them don't put you at risk we they just need to get the construction scope completed which is Ada thank you okay any for questions from members uh questions or comments from members of the board okay I just have one question uh you mentioned personal risk uh what what what type of the risk is entail is it some sort of individual risk or you know a collective risk as a as a legislative body okay so when I say risk there's a certain type of project called a number four with a state and those are not good projects and they're they're really risky projects because something is structurally wrong with them the building is not safe and kids shouldn't be in there that's the first thing I do when I work with the district I make sure you have no number four as they're called and your district has zero so that's why I was like okay we're safe there for the district oh thanks all right uh trustee Chavez I would say those are called number fours and then the next one what are they called those are called number threes and those are closed without certification due to exceptions of documentation or scope of work that was not constructed or constructed differently per plan how many of those currently do we have you have a total of 38 right now and then keep in mind seven are going to come off that list because we have seven ready to be certified and we're focusing on nine right now thank you you're welcome all righty well staying there for questions and comments from the board I thank you Natasha for uh presenting this informative report for us and that we're making uh good progress on closing out these projects thank you and thank you thank you for hiring a small woman minority owned business I beyond appreciate the work and we promise not to let you down thank you so much all righty uh moving on to item 3.02 LPA and Arc Alternatives will provide an update of the facilities Master planning process uh superintendent you have the floor I'm going to turn it over to Mr Chen thank you Dr Bauer uh for this next presentation we would like to invite Miss um Andrea Pippen from LPA Miss Mariana lavezzo from LPA and Mr Russell driver from our alternatives to provide an update on the facility Master planning process um so we can Elevate those three individuals that would be great thank you what were the other names Culver I don't see Russell um Russell driver yeah I don't see him and what were the other two you mentioned C uh uh Mariana laveso is there Marion okay I see her um Arc alternative the name Arc alternative Maribel I see Mark no arc Arc oh he's Brett's got it yeah and Andrea Pippen she's the first one on the list foreign would you like to begin I'll share my screen here right thank you good evening Board of Trustees thank you for having us I'll begin by uh we're here to share with you an update of the work that we've done so far on the Strategic District Master Plan so this is a road map of the things that we're going to highlight we're going to explain what our scope is and and a bit about the process and the schedule then we'll share with you um how the facility condition assessments are being done and an example of how we'll synthesize that for you and then we'll talk about the work we've done with the Educators we started first uh with the design guidelines so we met with Educators and then we went to all the campuses so we'll share our findings in those two realms and then Andrea will share um how we're using data visualization for well-informed decisions and then Russell will wrap it up with the energy master plan and then we'll have time for Q a as we go along we'll just pause and ask if anybody has questions um but there will be time at the end for questions as well Okay so go to the next slide it's showing schedule on my screen just the blue blue slide is showing right now might be a little lag there we go okay so just to kind of run through what are all the different scope categories I'm not going to go into any detail you have a PDF of this but um there's a lot of moving parts and pieces one thing that is continuous is community outreach in different forms all throughout the process from start to finish so we're in the process of uh getting a survey translated for the community and the staff and teachers um the one for the community will be translated into Spanish and Vietnamese so that'll be coming out soon it'll be on SurveyMonkey we'll definitely get a high percentage of respondents because we'll have students do it in class and then we'll have site admin have staff and teachers do it on site and so our our energy will be focused on really getting the community to engage um so just starting with uh what's been done data collection and facility assessments we'll go over that that's where we have a team Bureau very test that specializes in this work they're going they went through every campus did a very comprehensive report about the condition of uh the site and the buildings then we have another consultant working with us on the capacity and funding analysis that's CL Consulting that also has an amazing track record like nastassia was saying she does for DSA closeout so I feel like we have a nice dream team here I didn't know that's last year was part of this um or working with the district and then for Ed specs those that's simply the California Department of education's lingo to say design guidelines so that's really important that we work with the Educators to get that Vision so that we translate that into the design guidelines that future Architects and Engineers will use when they execute projects that are in this strategic plan so we'll go over that and then of course we mentioned Arc Alternatives is doing the energy decarbonization plan uh we're in the process of doing a universal TK analysis so we want to see which campuses have the capacity to move to a full-time TK um and then I'll go through the schedule and explain when the cost estimate and dashboard preparation comes into play and what that means exactly as far as dashboards and wrap bringing it all together is the master planning and prioritization so I'll explain that a bit more that's where the rubber really hits the road and we need to make some decisions about um which projects to prioritize to have the most impact to the next slide so I just wanted to say the process is data driven and synergistic in that the built environment data is uh where we're doing the quantitative analysis of getting the condition just the physical condition of the building is not how effective they are for education and that comes from working with the Educators when we see what do we need to do to meet the mission and vision of the district and and transform these environments to be um preparing students to thrive and succeed in the 21st century so we know um in America most of our our public school buildings are lagging behind um the how education is being delivered in a different way where it's more student-centered and we're recognizing that that all humans um think and work in different ways and so we need our environments to support them finding out how they can be expert Learners and learn in the ways they learn best while not making this difficult for the teacher to be in this new role of facilitating learning instead of like spoon feeding lecture based learning only as was done in the past when we were preparing students for industrial industrial society back then and then the equity framework is simply saying the whole point of this strategic plan is that we want to get Equity district-wide so one school might have something that another school doesn't have and that's an example of lack of equity but even on a campus there might be for example one campus might have a steam lab or a science lab and it depends on which teacher you get if you get the old one or the new one right so within a campus we want to make sure that learning is also equitable to the next slide and so then just adding another layer showing like it's also people oriented so we're um working with um at the and at the center of it like I said the Common Thread is community so um I'll go over the different types of community outreach that we're doing so far I've only mentioned the survey that's coming out but tonight we're going to share with you what we've done so far next slide so as far as a schedule uh we'll be finishing this strategic plan by October 2023 and where we are today is I'm still in the thick of the community outreach so I'll share with you um what we've done with the Educators what we've done with the campuses and we'll share um how how the facility condition assessments work so what I wanted to point out is when we do that estimate of probable costs that's like May through July after we've had Town Hall meetings where the whole Community is invited to see the site designs for every campus so they can give input and so those will be costed out in what's called a rough order of magnitude estimate so it goes a little bit High to make sure that then when you roll out these projects you're set up to succeed and you're not finding that um the projects are over budget so there's a little cushion built in there to be conservative and once we get those costs then we're able to do the project prioritization exercise which is where we give you the data in a way that's easy to digest so you can make the most well-informed decision so we'll talk about that more at the end all right now I'll jump in with the facility condition assessments so in any process we like to start off with what are we working with and we've partnered with a contract a second Contracting firm Bureau Veritas who really know these nuts and bolts type of systems and as Mariana mentioned have walked every single campus taken a look inside every classroom been walked on all of your roofs to take a look at each and every building system component finish Furniture piece of equipment to to produce these reports their reports that are 100 plus pages long but we try to distill that information down into something that is more consumable when it's put out on this planning website what we've noticed so far from these reports are they've listed some immediate needs the reports then go on to identify things that will need to be replaced or repaired over the life of this facilities plan and Beyond we're actually looking out about 20 years according to their facility condition assessments there's lots of tables and charts that show based on when a system or finish or piece of equipment whatever it is was installed what is its life expectancy and what is that year that the district can expect it to need to be replaced so that's the whole broad broader piece they've also identified some immediate needs across all campuses this is just uh some common themes that we've seen pop up in these immediate needs it's not to say that every site has all of these issues but these are the most common themes that we've seen occurring at multiple sites so additional studies being needed for accessibility or underground systems such as Plumbing mechanical features mechanical components like the hva systems that are currently in disrepair possibly at few campuses restroom components toilet sinks Etc you can read the list there so we're identifying immediate needs um because those will of course become a high priority when we look at the whole picture the facility condition for each campus as I said it's a 100 plus page very heavy technical report we'll try to break it down into something that's more digestible so as we look at all of the systems and and you everything that that has been assessed each site will get a report card here's a there's a sample report card from Cureton we can see the costs you know broken out and analyzed in this numerical form that new numerical form is then converted into a grade so the higher the number the better the grade in this case cureton's numerical rating translates into a B minus when we're looking at giving it a grade so we're we'll be turning each of these facility condition assessments into something that is more manageable that is very quick and easy to see and can be um can be placed in a line with all of the other school sites this will feed into a site ratings analysis that will be developing rolling in multiple factors that I'll get into towards the end of this presentation um so we're looking at for that site ratings looking at the facility condition and also other ratings for example the age of the school this is using Woodland Joint USD as a sample but in this case Woodland their schools were built between 1912 and 2022 so taking that range dividing it into five different categories you can see how we developed these grades for each of the factors that we consider when we look at including it in a site ratings analysis so depending on the date it was constructed to fall into one of these five categories just due to that spread of the data foreign you're cutting out a little bit but let's see hopefully I'm not so um I'm going to talk to you a bit about the work that we did with the educators initially as soon as we started so next slide so uh we started with a kickoff meeting and had two afternoon workshops um where we did some visioning and we the vehicle we did it was having five child personas described that were in the um most challenging circumstances outside of school so we know that uh the children bring that with them to school and that's part of what we have to factor in supporting them and so if we can design the learning environment to support kids that have the most challenging circumstances then it it'll work for everybody so it's really um about an empathetic design exercise putting yourselves in yourself in the shoes of that child today and walking through what is their life like today how do they spend their time at school and how are they feeling and then we did some more visioning in between that where we came back to the same exercise at the very end and we had them walk through what is that child's life going to be like in 15 years if we can make all these changes to make the school experience better for them so next slide so um you know in the PDF that we sent out at the end you have links to all the reports if you want to dig deeper we're just going through and giving you um kind of the the highlights and the scoop so the result of those two days was um these lists came from them so we we took all the notes that we were scribing and we categorized them into four categories empowering students to become expert Learners higher collaboration equity for students and their families and mind body and spirit so you can see how most of the comments were really about empowering students to become expert Learners that was a very strong theme that children should feel like school is where they have control of their lives a lot of children don't have that outside of school they're in circumstances that they didn't choose to be in and so here's a place where they can really take ownership of their learning and feel empowered and not feel like school is something that's being done to them so the main gist of that is like you know pulling out some words from there it's about mind body and spirit helping students find their spark help them keep that Curiosity they were born with become expert lifelong Learners and everybody gets an equal chance to thrive next slide so then from that we put together this first draft and it it will probably be Wordsmith a little bit but for now um I'll I'll read it in case anybody's on their phone and it's too small so arusd's learning environments will support students development of mind body and spirit they will be empowered with the opportunity to try different ways of learning to discover how they learn best find their spark and to keep the Curiosity they were born with to become expert lifelong Learners arusd will work to give students and families who need additional support to have an equal chance to thrive meeting all their needs next slide so after we had the two afternoons of workshops I think we had about 20 educators then we saw the emerging patterns from that of what are the areas that we really need to focus on so we we have a lot of expertise and and K-12 design and we've done over 75 Master plans in California and Ed specs but every school is different so this is where we can really tailor what would be considered you know standard for meeting the California Department of Ed requirements is it just about meeting the requirements but it's really giving you a document that you can work with future Architects and Engineers so they can use these as design guidelines to have parameters so that your schools have consistency but then they're not cookie cutter where we're applying the same solutions to every school and every school looks looks the same so we had three student focus groups we had what the district felt was kind of a good cross-section we weren't um working on their specific campus and we were when we worked with them we told them this isn't about your campus specifically um you're working on district-wide like what does the whole campus need and then um the other subjects were just the focus group topics that we drilled down in to get more detail on so yeah here are some pictures of us working with the students we all had a great time there are a lot of great ideas I think one big nugget that I took away was that middle schoolers are really a lot of them big still big kids they're on some of them on campuses where there's elementary school and they wish they could play on the play structure and they could be doing gardening so um that's one Insight that we have we had from working with the students but they're very specific about a lot of things that they love and and would like to have more of so it was great they're all very positive next slide so in those focus group interviews we had a dozen focus group interviews on different topics um I'm sharing with you an example of the English um the emerging bilingual students known as English language Learners focus group and so we asked them a set of of questions um to kick kick it off so we explained to them what a master plan and what ad specs are design guidelines but then we structure the interview around these questions and we describe their input and then we put together a report so we always start with asking them is there anything that you've seen maybe in professional development or you have colleagues that work somewhere else or it could be something you know and it could be in your District outside of your District in California or you know somewhere in the world like what is something exemplary that you've seen so we always start with that question and then the other questions are just tailored to really understand how can we give you some guidelines that are going to help you be able to facilitate learning and and translate that that Vision into the environment so that it's supporting um the the vision for education delivery that that you have that your district has next slide so um overall a comment thread that we saw out of all these aspects focus groups interviews is we want spaces that engage students and support a sense of belonging where Learners feel safe and ready to learn so four components are that I was like we really need flexibility we need that furniture and technology and space to be able to reconfigure things or allow students to do different activities simultaneously in one space or extend the space out to expand the footprint to the outdoors or to a shared area um spaces to collaborate more highly both indoors and Outdoors and then um working to support the inquiry-based Learning Cycle came up where you need a variety of spaces that are going to support that and then environments that are culturally responsive and can also be shared with the community next slide so I pulled together just some imagery to illustrate what we mean by those words so different ways of learning in the upper left you can see a play area that's got loose Parts it's not a traditional Play Apparatus that becomes predictable but instead you know this is these materials are stored in an outdoor um container that's weatherproof and it's also something that can be used to learn about science and then having a variety of seating like giving Learners a choice to sit and what suits them best depending on the activity that they're doing and then having a range of stimulation some areas where you can go and be with the larger group or some areas where you can get away and be by yourself because you need to work independently or or maybe you're more of an introvert or you're just processing new knowledge so giving students that that power to choose where they need to be and what what kind of seating or environment they need to be in slide so then uh for the part of mind body and spirit for body is designing for movement and embodied cognition so students children are exploring space with their bodies and that's how they learn um so it's important to have these elements so again on the upper left you can see these aren't traditional play structures that are become predictable but there are things that these children are using to learn about space and proprio reception like how their bodies work in space um and even you know really like making the most out of the outdoors there's a lot of opportunities that was a Common Thread we saw after we did the educational visioning workshops that going to each campus it reaffirmed um that we can use the outdoors in many ways and it doesn't have to be something um necessarily really Grand and elaborate there's just like a lot of lost opportunities right now a lot of small moves we can make with this outdoor space that we have um and then making sure that indoor spaces we're getting students to move their bodies because oxygen goes to the brain when you get up out of your chair we don't want kids all sitting in a row the whole time um facing the front we want them to get up and get out of their chairs and interact and collaborate next slide and for Spirit really engaging the community that's such an important part of what the district is about to really support their families um especially families in need so really changing uh or transforming the built environment to support what the district is about so the district has some very robust programs it does a lot to support families but the buildings don't express that or support that very easily even though that's still being done so finding it to finding ways to make the environment more explicitly welcoming from the moment you arrive at the campus and walk in into the admin and um like I was saying before having these different types of spaces that allow for um a different different ranges of privacy but still with supervision by adults so this is just the cover of that report um that we had for English language Learners that is in the PDF at the end there's a link that takes you to all 12 reports next slide so we're going to jump now to after we got through getting the qualitative data from our workshops and our focus group interviews then we went and visited each campus and we did more interviews and walking through the campuses to learn on the campuses uh what are the gaps if we brought we brought to them what we had gleaned thus far so the design guidelines aren't finished yet but we have enough information to say here's what we want to have at every campus so that you have Equity so where are the gaps on your campus what are you missing what do you not have and so this is um what we have gleaned so far out of those workshops both with the Educators and then with each campus um there's definitely patterns that emerge in the district and those are on the left I won't go through all of them but just a few of them like admin needs to be more welcoming and supporting families so then what's the design strategy for that let's call it a welcome center now instead of just admin and let's put all those programs that are kind of shoehorned into Portables and different spaces and give them spaces that are very intentional like a space a parent Resource Center or some campuses already have a Family Resource Center maybe that could be in there too um a community Hub that can be used for parent University and different things and the Welcome Center can be different at different campuses but we have kind of the ingredients of what could be in a Welcome Center to really reimagine the admin to be a very welcoming place for families um another one is intentional space for student support services so that could be adjacent or even part of the Welcome Center a wellness center and a learning center for um academic support and any other kind of support that students need um I'll jump to age-appropriate learning environments so that will come into play in the Ed specs you won't see that um things about furniture and technology and the drawings when you come to the town hall that'll be living inside of the Ed specs document but things like play areas and all the site design will show how we create those different zones to make age-appropriate learning environments like I said what we got most out of the student workshops uh was the the middle schooler needs that we really need to tailor things for them so there's some um other ingredients like they need locker rooms that work well and they need gyms and they need places to connect and play especially um at lunch time a lot of a lot of times these days middle schoolers are just like on their phones and screens and so we we want to give them what they need besides a soccer field but things that help them connect to each other and play with each other um elevating the student dining experience so um maybe instead of calling those cafeterias call it a cafe because you think of more of like a place where you would go out to eat where you have some different options and different uh types of seating variety nice colors and graphics and more space so that the district could have longer lunch periods so they have more time to eat connect with each other in just a very fun child friendly environment reimagining the library so we know a lot of those um they're really not being used we don't have the staff at the moment but if this is a plan for the future uh reimagining those spaces as a media resource center and there's lots of ideas that came of what we could do in there including um using it for reading again so currently we have satellite libraries and then it's a book cart with books in every classroom and that's great so it's right there but teachers are really wanting to also use that space again for reading um and then the last one I'll mention is just a shared resource space for specialized programs so we found you know one campus might have a steam lab or an innovation lab and something else but across the board there's really a lack of dedicated space for for arts and after school programs and enrichment so we we have um some solutions like a flex lab that could be used to do all those things so that way when you build something new you make sure that it's being used all day and after school next slide so again this is the cover of a report which you can find at the end of this PDF all the links to all the reports um we're in the thick of finalizing the draft so here's uh some excerpts from an example one at Renaissance at Matson so we ask a different set of questions at those those are pretty much the same questions at every campus Because it's about the campus not a specific topic um so we have a lot of questions um related to the overall impression of the campus both the staff and the community outside of the campus we ask about traffic patterns Safety and Security how are outdoor areas being used are they being optimized or some opportunities there we ask about the play areas and um we ask about assembly we find that a lot of these schools in California they were designed for larger populations and or sorry smaller populations and so they don't have spaces where the whole school can get together um and a lot of the spaces even for smaller groupings are just not enough so we get a lot out of asking that question about assembly spaces indoors and Outdoors and then we ask about more the things that we saw from the Educators media resource center and other spaces like Makerspace and steam labs and spaces for Art and Science and after school um we ask about PE and Athletics are those being supported and then we ask them to take all those notes that we've described and reflect quickly and think if if you had to prioritize some things what are your most immediate concerns and then they pull out of those lists for the other eight questions and they come out with their their immediate concerns in the next slide so these are just the reports that um are done just show some photos that we took of different things to support what the words are saying um so this one is just yeah you can go through these pretty quickly um yep and then here's an example of traffic patterns so we just document where the problems Safety and Security uh what needs to be done to make the campuses even safer make it easy for site supervision and then there's a set of a couple diagrams for each campus and these are the ones that we'll bring to the town hall that just very succinctly show from the outside in and the inside out um outside in meaning everything that's on the site and arriving to the site what um do we need to be aware of when we're designing these new master plans so here it's about the congestion we need higher fencing we need more lighting and the roof um needs to be updated in one area next slide and then this one's more about outside in there's a lot of potential for using the field that isn't being used right now um adding shading and seating and and then we ask also if there's anything that's sacrosanct like there's a Zen Garden on this campus that we want to um preserve and make even better next slide so inside out Simply means just the bill we're looking from the inside of the buildings out more focused on the interior so for admin I'm saying it's not it's not welcoming enough we want to make it more welcoming students have to exit the campus and then come back in through the front door so there's something to rework there Gathering spaces are lacking and we need better school spaces for after school programs and specialized programs and then inside out um we need better resources like flexible furniture and more fluid technology so that we can support students learning in different styles at the same time in the same Zone um and then locker rooms need updating on this campus for some details of the gym that need to be edited and more staff restrooms are needed due to the long distances that need to travel in the short break times next slide so then from all of that and we'll bring this to at the at the Town Hall so when we have the town hall we're gonna give a little brief 20 minute kickoff about the vision and show some inspiring images like I showed earlier and then everybody will break out and just go to the different stations for the different campuses so we're having uh three town halls organized by Middle School attendance area the schools that feed into it so it'll be multiple schools so at the station there'll be the drawing of the new design proposed with the outside in Inside Out diagrams and then this list that shows what are the key goals for this campus so they'll understand why we've done the design that we have and they can give their input all right back to me so it at the end of the day all of the proposed Solutions you know filling that Gap from the existing condition to bringing that campus up to meeting the district's vision of educational delivery translated to facilities there's going to be you know that once that gets uh going through the cost estimate there's going to be a price associated with that in order to implement the projects within this plan it's going to be approached strategically because you won't be able to to fund the entire thing in one go so we'll look towards data to drive these decisions in prioritizing projects and also how the master or the excuse me the sites are are planned in the first place the capacities for the sites and working with your existing demographics demographic projection for the 2027-2028 school year um so any decision made really using data as that driver and we'll come back to these um drivers of social social justice that was set at the very onset of this project at our kickoff with District leadership so again at the very top bullet using data to make those well-informed decisions for project prioritization and site plan approach we're supporting the communities and families of Alum Rock and engaging them throughout the process we're rolling in teacher and staff Workforce housing so supporting the teachers and staff within the district we all know the the cost of housing in the areas can be um a deterrent to maintain good staff and teachers so uh Alum Rock recognizing this and offering uh this Workforce housing component rolled into this long-range strategic plan and supporting the cognitive development of all Learners so that all Learners can thrive in this environment no matter where you're coming from the baggage that you're you're bringing with you into your school day the schools should be supporting you as you're throughout your educational Journey that we're supporting the connections between children and adults positive connections so that children have a safe place to go not only the environment but the the people that they're around um improving how we support our middle schoolers you know recognizing Athletics is a very strong component to a middle school so how are these facilities supporting that middle schooler's Journey as they prepare um for high school we're engaged in the community for culturally responsive decision making and holding ourselves in the district accountable for executing the projects as we roll out through phases and that ties back to project prioritization and having professional development for successful implementation we can have these great facilities that indicate all of these shifts in the way school is being taught um but the teachers need to be brought on board what this is this as well through strong professional development so that they know how to use this engaging Furniture how to use the technology so just continuing to implement that through professional development so using Equity as our overarching goal um we're using uh strategic specific data points as we approach our site ratings analysis we have this as a question here because we use this to engage with our um our facilities Planning Group earlier but we're looking at the age of the or excuse me the condition of the facilities as well as the people who inhabit your school facilities um so I mentioned earlier when I went through the facility condition assessments we've got that data the age of the facilities the immediate concerns identified items related to Safety and Security through those facility condition assessments these we can quantify because there are dollar values attached to them or age so we can wrap that into a site ratings analysis and then we'll also roll in again that human component your student body and your vulnerable population so that as we talk about equity and making decisions based on Equity we're making decisions um using a site rating system that rolls in the percentage of your student population who are socioeconomically disadvantaged at each campus who are English Learners and those newcomers to the district your Foster youth populations homeless populations and your special education students so making sure that every student thrives the site rating system will look something like this I'm actually these are a little bit reverse order so I'll go to this one first this is another sample again taking from another District but it is an example of how we use that site rating system so we did a similar analysis with Woodland Joint Unified School District you see the vulnerable population statistics here this is looking at the entire district schools district-wide we see up at the top they went with a numbering system in this case one two three four five one being kind of your a grade campuses five being your f grade campuses and we can see the the differences from campus to campus when we look at those factors I mentioned earlier the condition of the facility age of the facility and your vulnerable populations so now when we think about prioritizing projects you can start to see which campuses may need the most help and improvement from an equity lens so that and I'll just mention these two slides that I'm kind of toggling back and forth between this is an online tool power bi it's an app that we create and we can manipulate it organize it different ways um but you can set filters to it so in this case this is that site ratings analysis being combined with the cost estimate so we see you know there's an expanded portion at the bottom that is not being shown right now but we can see the entire cost estimate organized by sight rating category so that as again as we approach prioritization later on in the process we can we can pick and choose which category of sites or which specific site if you wanted to Target a specific one but which sites would be prioritized and which category of project would be prioritized so um it's a very powerful tool we know not every project will be able to be funded initially so we have a running total of the cost in the corner as you select projects you can see kind of where we're hitting this will help set up a kind of we call it Priority One project list that will be designed to remain within the structure of x existing funding and then we can set a kind of priority level two project list when additional funding is able to be achieved these will be your next projects and a powerful tool that this power bi affords us is at the bottom left you see this escalation years so that next round of funding well let's see we have an idea of when this these projects may be able to be rolled out so let's apply an escalation to that year so that we have a more realistic number that we're working with and that the district needs to set aside to be able to implement these projects or at least plan for let's see all right and now Russell I'll be passing it over to you thank you Andrea um next slide please I'm going to talk uh just a little bit tonight about uh our scope of work related to the energy master plan um and then and then discuss uh how that fits in with the broader um uh Master planning exercise so as you all recall we were brought on board to uh develop uh an energy plan district-wide and the the kinds of things we'll be covering include Energy Efficiency renewable energy and storage projects um we run a process that's pretty data driven and data intensive and starts with a lot of data collection and benchmarking of all your facilities and we've done that already um from the utility perspective um the second thing we do is is a phase of project identification which uh comes from the the data analysis as well as some degree of auditing and the the opportunity we have here here at Alum Rock is to coordinate that effort with the work going on in the master plan we don't often get to do that and and there's a real benefit in that um much of what we need to understand about the sites is already being uh discovered and documented for us so in an Ideal World we'd sort of Trail along a little bit behind the master planning effort uh and then fold our effort into it uh as as the master plan is coming together uh the other two important aspects of of what we're going to be doing for the district is developing a a series of models to estimate the costs and savings related to the energy component of the program energy projects are kind of neat in the sense that if they are structured correctly and implemented right um they can actually save the district money over time in addition to the environmental benefit it's that the district would see from those projects so it's always a goal of the effort to make sure that um the paybacks from those Energy savings projects or renewable generation projects are reasonable um and and result in in um Revenue to the to the district's general fund and then the last thing that we're going to be doing is implementation planning we'll be talking about um how to phase projects and in particular how to fold that into um the implementation elements of of your master plan next slide please um so so the key inputs to what we're doing are making sure we're aligned with energy and environmental goals um of the district and and your priorities as we go forward um we are going to be looking at decarbonization opportunities which is a little bit different than just strict Energy savings uh if you look at a portfolio of projects that's put together with the idea of maximizing carbon reductions that's a little bit different a thing than maximizing Energy savings and so you can think about it as an example in terms of swapping out existing uh HVAC equipment and gas-fired space heaters with electrified heat pumps um those can be more expensive they can be a little bit more complicated to implement um and what you're doing in effect is switching fuels from natural gas to electricity and so and so it's not strictly a savings project and so that can be a little more subtle and little more sophisticated the way that we would model that and and even implement it in terms of how that might be coordinated with um uh Rehabilitation or modernization of existing facilities as I mentioned before our our scope will include um some significant financial analysis and that will be built on on different sets of scenarios where we'll look at options of different measures or groups of measures um even looking at different assumptions around costs and savings depending on what's going on with the utilities and implementation timing and then we'll also quantify the environmental impacts most notably in terms of uh greenhouse gas savings um and then lastly the implementation planning is going to be an interesting component of this project as well because there is a real opportunity to look at different implementation Pathways one of which would certainly include integration into your master planning exercise and sort of long-term and even medium-term plans for new facilities and facility modernization along with stand-alone energy initiatives um so oftentimes when we work with school districts there's still a lot of uh infrastructure at the school that won't necessarily be touched in a major way um through a through a bond measure or Master planning exercise and so it may make sense for some measures or some groups of measures to implement those as stand-alone district-wide kinds of projects and not allows implications on Contracting and procurement next slide so I'll just finish up with a word on solar um as many of you may have heard net energy metering policy change in December of last year and it has imposed some deadlines on us to move forward with solar projects in order to maximize the savings that the district would achieve from those projects uh the deadline essentially is April 14th of this year uh in the action that needs to be taken is submitting a series of what they call interconnection applications with your utility PG e um we when we first came on board were hoping that we could move quickly enough to maybe run a procurement and have a solar vendor in position and time to do that but with the cpuc decision that doesn't look like it's going to be possible and so we want to make sure that those interconnection applications get submitted so that you have sort of Maximum flexibility and maximum savings should you choose ultimately to to install solar around the district so I wanted to let you know that that sort of came out of the process I was talking about before and it's sort of been fast-tracked on its own its own pathway um if we do get the interconnection applications in one real benefit of that is we can slow down a little bit on the procurement and implementation of the solar system to make sure we're working with LPA and coordinating with that larger effort you've been hearing so much about to make sure that the the systems are cited in the right places and so if if we get those applications in it'll essentially buy us three years to figure out um how to do this how to bring a vendor on board and and to get them built I believe oh there's just one more slide I'm not going to cover all this I'm certainly happy to answer questions about it but there there are a whole host of citing considerations related to solar projects they're on the slide here the bottom line is that it's very difficult to put solar on existing grooves it's a little easier with new roofs but but you really our recommendation is to bundle the solar component of the project into the rest of the building construction when you do that as much as we love the concept of solar ready if you build a new building that's solar ready and then try to do solar on it a year or two later it creates a series of challenges so um that's kind of the main thing we avoid cutting down trees you have to stay at least 20 feet away from existing buildings and so if you've driven around neighboring communities well I'm very local to the district office right there there is a School site um where you see those elevated carport structures and so that's kind of the default assumption about how you do solar in a cost-effective way in a school setting benefit is you get a lot of shade out of that too so um anyway I won't dwell anymore on that but there there are a lot of um sort of trade-offs in those considerations and and again it's a kind of a unique opportunity here to be partnering with LPA um to make progress on that uh as as the master planning exercise unfold that's all I had thank you very much great so I just wanted to share uh what our next steps are we're going to promote the town hall meetings um there will be three campus groupings as I mentioned so um there we'll we'll share in a bit uh a flyer that we're making that we've made for each campus I'll be translated um we'll have a steering committee meeting to discuss the capacity study data and where we are on that analysis um well we are working with Arc right now and incorporating the solar layouts so in fact uh today we were working on site design and looking at those and overlaying them and see how how that's working with uh what we've gleaned from all of our deep engagement and then the week of the 13th we'll be rolling out the community surveys in class and teacher professional development meetings and through the district website and this is just to show you the flyers we've made so we have a digital version and a print version so the district will be blasting these out and printing some and putting them around and the closer we get to it we'll ramp that up to make sure we have a really high engagement that's really important to get the community to be involved in these we really need to hear everyone's voice to make um this master plan equitable and for our facility master plan committee we've completed two and we have our next one March 16th so that's where we're going to share the demographic Trends the capacity studies analysis review and we would have already done the town hall for the first group of schools so we'll do a debrief on that and then the next meetings we just keep giving updates on the process until we get to like I said where the rubber hits the road we need to prioritize which projects need to be done first the ones that will have the most impact so that's uh what we have as our update on what we've done that we wanted to share with you uh does anybody have any questions or comments all right well hang on thank you so much for the presentation uh before I move open into the board I'm going to open item 3.02 for public comment uh is there any public comment on item 3.02 board president there are currently no public comment actually sorry there is a Mr Ed please unmute yourself the moment you begin speaking the timer will begin uh thank you uh this is Eddie from Adelante I just want to understand I believe that uh there is supposed to be some type of information gathering session uh to be held at Adelante in the fall and it was uh postponed and that it was supposed to happen later on to get uh parent input on site is that still happening I'm just looking for clarification because it's one of the middle schools who um needs a lot of attention thank you so Andrea that's one that was on your list I believe that was scheduled for December and it was done in January right yes we did have that site meeting um those if if I may respond to the public comment um those um the first round of of you can't uh okay uh you know uh you know uh can't directly respond to the uh public on that one but uh if a board member would like to ask it we can respond but if a board member yes so is there any quality information um but uh is there any further public comment board president there's currently no more further public comment okay seeing no further public comment questions or comments by members of the board vice president Herrera loera thank you for president uh and um that was a part of my question so um yeah I guess we'll I'll ask all of my questions and then just go through um I think it's actually one for each of you to respond to um so we'll go ahead and start with uh the question in regards to Adelante if you can clarify that and then I also have a question Andrea and I think that's for you in regards to I know you showed us a list of the grading um and you showed us an example of another district and their total schools in the different grades um I guess just to understand in the timeline would we as a board get that at some point and where more or less you know because I know things shift for different reasons we're more like or less would we see a list like that um and then Mariana in regards to and I think this has to do also with the Adelante um you know I say here as a also a parent of a of a middle schooler right where she's like Mom I you know I wish I had my locker or you know things like that right and other needs um so in regards to um recommendations such as right because I think of some of our schools that might be k through eight maybe that should have never been or you know and and I'm not saying that that's what we have I'm just saying that that might be something that comes up as you all uh continue to look at our schools and provide feedback is that something that you would come to us as well you know as uh somebody that are looking at our schools as experts and how to best use right all of our all of our schools to the best abilities for our children staff and communities um and would that be a part of that uh report back and then in regards to the Strategic uh plan that you mentioned um is that something that and just to clarify we will receive on October 23rd with kind of something that we would pass as a board but also would it be kind of like this is our next steps based on all the um information that you've gathered and sorry to I just want to put it out there so that you won't know where I'm thinking and some of my questions as we're going um and then the last but not least for Russell in regards to the energy efficient um the solar power um is there an action that that we would do today and is that where is this right now where we would take action where we would make a recommendation because I'm thinking the April deadline um which I more or less kind of heard about in the last month so I'm glad you're bringing it to us um do we need to take action whether it's today's meeting or next meeting in order to benefit from some of those um cost and savings that you talked about so hopefully you didn't get confused and I'm here to clarify your make my questions more clear thank you yeah no that was good I I it's a four-part question took notes um yeah so thank you um as far as the site ratings uh we are working on translating the reports are like 100 pages so we have to make that jump to make it nice and easy for it to be digested by a lay person so those will be um part of the Town Hall we'll we'll bring those and you're going to see um a bar chart like Andrea was showing that shows every campus what grade it got so we're always thinking holistically about the district but then in each campus report it'll show for that campus the six categories to show the math of why it gets the grade that it gets um so yes at our next board meeting you'll definitely have that in in your package um and then your comment about K8 versus Middle School learn just like helping the middle schoolers that is baked into our design guidelines which are what's driving um the site plans for each um campus so there are definitely things that we have in there that are going to help with um helping the middle schoolers it's a you know the most awkward um time of transition in childhood like have what they need especially where we're seeing those gaps and we heard from them directly what they wish they had so that'll be both in the design guidelines the Ed specs and in the campuses um and as far as uh our strategic plans so um that will be done by October 2023 but we'll be meeting with the board again I believe we have two more meetings uh one of them will be a special board Workshop where we're going to do that project uh prioritization exercise with you after we do it with the facility master plan committee so that will be in person and we'll bring the tools that you need and all the information and the data and dashboards it's like really easy to understand um so that you can use that data to make a well-informed decision about which projects now that we have pricing what it would cost like which are the ones that need to go first once we establish what is the budget what should the budget be for like the first round of projects and Andrea if you want to add anything oh I was just going to say we did meet with Adelante so while that one was postponed that was completed as part of our campus visioning workshops so that will be complete um as we wrap up those reports that will be included and I think Russell you're part four yes and in reference to the solar um that that's uh I should have pointed that out more directly before there is an item uh later on in your agenda under the action item section to authorize uh budget for Arc to develop and and submit those interconnection applications which which was not part of the original plan um when our contract was awarded last time so yes that is an important action that the deadline is is real and uh we we would be able to uh to get those applications in by the deadline and make sure that uh that that is secure for the district thank you okay uh for questions or comments hi members of the board uh trustee beharano yes thank you um first of all thank you for the like explosion thank you for the a very thorough report um to everybody on the team and uh my question is couple questions specifically um to Mr driver with regards to solar um just already covered one of them but one of my questions is um if indeed the action passes later in the agenda how what does that say or or does it say anything about the district's kind of uh with how do I firm commitment to kind of firmly move forward in this process I know we're we've been moving in this direction we're exploring we're looking at Alternatives but if and when this action does get approved does that increase indeed the level of commitment to moving forward with this or is it just kind of procedural to make sure we meet those deadlines um I mean it represents I think a commitment um from that perspective it doesn't obligate the district to do anything I just wanted to make that distinction but um you know your district is not alone in racing towards this deadline and so a lot of districts are confronting the same kind of decision point where they're having to commit a little bit earlier you know some resource to get that the the the current net energy metering secured than they otherwise would have um and and so it is a little bit of a commitment clearly from a from a budget point of view um but but you know the payback in terms of additional savings is many times what it's going to take for us to get those nem applications together um but just to be clear it does not mean you have to implement solar if market conditions change or something happens or the facilities Master planning exercise suggests a different approach um you you can always do it differently later but the cost to the district will be some loss of the savings um that you would have otherwise secured under the current policy okay is that does that answer the question a quick follow-up I'm sorry a quick follow-up to what you just said Mr driver um the I think I heard you say something about savings and the savings that we would get are we at a point now where we've determined that moving forward in this way would indeed result in some level of savings obviously it would vary depending on you know site locations and structure types all that kind of stuff you know how we pay for it how we structure all of the financial Parts but are we at a point where we've determined that this would be beneficial financially for the district our analysis on that front is not complete it's our assumption going into it that the answer will be yes because it is for all the other clients that we work with um but as you correctly point out the degree of those savings or whether you find savings at all will come down at least in part to how the solar is implemented um and how that affects the cost structure essentially but you know we will lay out those options for you and we'll be working with LPA on on some of those citing issues which Drive costs a little bit but if you take the assumption that you would do a district-wide solar deployment at that kind of scale um we're seeing the costs come in in other procurements that we're running right now that would certainly result in savings for the district but I can't be more specific than that because we haven't finished the sizing of the systems and done the the sort of production simulation on what those systems would generate in the economic analysis around found it that would be one of our next steps okay thank you and then based on um you know some of the demographic information that we've received recently and trends that we've been following for a while now um you know are obviously along with many many many other districts our um student population continues to be an issue for the district in terms of just managing sites and resources and in my estimation it's the reality of the closure of schools still is a reality a potential reality for the district going forward and so if and when that does indeed occur is that possibility factored into the planning that we may you know plan for something but then that site may end up being you know closed as a as a um a School site so is that kind of factored into how we're planning this foreign yes as we we're doing our Capacity Analysis and working with the districts uh as they've been you know we're working very closely with folks like colvera and other District leaders um we're getting those ideal operating capacities from them and running our just site planning Capacity Analysis um trying to gain the most efficiency for the district um but also staying mindful to Unique programs or locations of schools opportunities um for you know the students within your District so that is all part of the conversation yes okay thank you for that um you know I think I I appreciate your mindfulness with that I think that is according to what I've uh information that I've received I will be a reality that this board will need to confront this district and and it's important that you are being mindful of that as we move forward in the process um you know just so I don't have to say that the next item I'll also be supportive of the action with regards to the solar later and the agenda um you know as I mentioned before we've come a long way um and we've you know it's my only regret in this whole process is that you know we I would have wished we would have started earlier because we'd be like a year year and a half ahead and closer to potential savings but that being said I'm glad that we are here now um and I'm glad that this team is here helping us to get to where we want to be as a district so thank you everyone uh for continuing to move forward with this and I look forward to um what's to come for us thank you other questions or further questions or comments by members of the board saying that now just wrap up I I think uh LPA and Arc alternatives for uh presenting to us tonight I appreciate the detail as well as the uh layout of the future of what's uh to come with our facilities Master planning process uh on that note I want to encourage uh all our families to to attend these forums this is an opportunity to have your your a say in the future of our district the future of our schools uh you know this is an exciting moment in time uh you know well what is it they say uh you know our educational needs are changing and this is an opportunity for us to uh reimagine our our school sites in you know in uh in over their you know in some cases three generations so again thank you so much for the presentation and I look forward to uh the deliberations to come and uh hopefully we you know we begin the process of renewing our sites for the uh next generation of kids thank you so much okay thank you very much so with that we move on to section four comments and Communications I am 4.01 Alum Rock administrators Association okay yes okay uh Jesus you are recognized hello can you hear me yes we hear you loud and clear perfect thank you good evening Board of Trustees Dr Bauer arusd staff and the Alamo Community my name is Jesus and I am here this evening representing araa it is a privilege to speak to you tonight to represent a group of vibrant Educators administrators who work tremendously hard in service to our schools and community um there's exciting developments taking place across arusd and our administrators continue to work to serve their prospective sites and departments so I'm going to provide a few updates of the amazing things happening across the district uh Russo mcentee Academy had an exciting January um students are diving into birds and insect units science from scientists work with students and separating physical matter expanding the students knowledge base on concepts of recycling and reusing materials our fourth and fifth grade students enjoyed participating in class and school spelling bee next week our third grade students teachers and parents chaperones will be heading to Henry Cowell State Park at Ryan steam Academy we started building our new steam lab in partnership with RAF all students had the opportunity to build and be part of this experience we held our spelling bee and are ready for District spelling bee we continue to serve our students and the entire Community with the research partnership with Loaves and Fishes we plan to distribute about 200 cook meals to our community members every Tuesday San Antonio we had our our school sites spelling bee it ran very smoothly we're ready for Alpac testing this week we had our first week of Los detos last week all parent volunteers were wonderful students and teachers really loved having those details come come into their classrooms and read books and do activities with them at Renaissance Academy um Renaissance Academy at Fisher is most appreciative of their partnership with Bay Area women's sports initiative bossy um has partnered with our physical education teachers and has run programming into engaging and inspiring female students participation in sports the number of female students engaging in athletic activities has noticeably increased thanks to the collaboration between the bossy staff our PE teachers and our after school Athletics program coaches Adelante one we have been busy at Adelante hosting wonderful educational opportunities such as Behavior assemblies having uh Happy Hollow do assembly with our first graders wrath stopping by uh to do Hands-On activities with their students and celebrating a wonderful mid-year parent volunteer breakfast from the Department side we had a successful vapa winner showcase on January 26th that highlighted the art and music performances from our vapa cluster Puritan Elementary Lindo Elementary Linda Vista Elementary and George Middle School we are preparing for our students our Spring Showcase as well the March Madness Tournament with the middle schools in the district will be held at James Lake High School from March 3rd through March 5th the summer Alpac testing window is now open for our English Learners across the district thank you for your time okay thank you Jesus I am 4.02 Teamsters I'm not sure that they're gonna have somebody tonight okay uh that's like no one from Teamsters uh moving on 4.03 California School Employees Association Sharon wanted to connect but she was having connectivity issues I don't know if she's on the on in the audience uh Carlos or Luis is a Sharon in the audience no we don't see sharing regards okay very well uh 4.04 Alum Rock Educators Association uh Jocelyn I see you Jocelyn you have four hello uh Jocelyn you have the floor Jocelyn you are recognized uh can you hear us oh okay okay I think I'm unmuted now I I can you hear me yes loud and clear okay because I didn't get the typical little unmute yourself thing anyway good evening um good evening board president fam trustees and the Alum Rock Community I would like to start out by expressing my sincere gratitude to board president Pham and board clerk Quintero for attending the CTA School Board dinner last week with myself and Sandra Rivera our area vice president it was a great and long overdue in-person event that was well attended by many school board trustees throughout the county one of the realizations that I remember from that evening was the number of CTA members and teachers who are increasing their commitment to education by serving as school board members as well it's exciting to see the value they bring as an educator to the decision-making level in fact the two CTA board of directors from our region who attended and spoke at the event are not only classroom teachers themselves but also serve on the school boards in the districts with where they reside thank you again for taking the time from your busy schedules and families to share in some candid conversation and an enjoyable evening with the month of February being recognized as Black History Month I would like this school board and District administration to reflect back to July 2020 when area brought forth the black lives matter at school resolution that was mentioned earlier in the evening by several of our area members and um equity and human rights committee the black lives matter at school resolution was approved by the then board majority and by the the current seated trustees Quintero Herrera lawera and bajarano trustee Chavez was present at that meeting however she was absent when the vote was taken to approve the resolution one part of that resolution that was passed was that air USD committed to hiring and retaining black Educators and administrators district-wide however the area equity and human rights committee has witnessed a decline in the number of black black Educators within the district some due to retirement some have left for higher paying districts however others have left as a result of racist remarks and actions that they have been subjected to in the workplace I am asking in support of the area human rights and Equity committee that a purposeful and intentional Digi diligent effort be made to recruit and retain qualified black Educators and administrators to the Alum Rock School District our students deserve it our Educators deserve it and our community deserves it moving on to the next topic of major importance in our district is the desperate immediate need for help support and guidance for our Educators in dealing with the most important issue that is prohibiting our teachers from from providing the best educational program for all students and that is the extreme unacceptable Behavior by particular students across all grade levels and across our campuses I am daily receiving desperate pleas from teachers asking what rights they have when they are attacked literally hit kicked punched bit and have had furniture and sharp objects thrown at them they have received threats of physical violence from both students and parents leaving them scared and helpless aside from doing an in-school class suspension as outlined in the California Ed code or filling out endless amounts of paperwork to initiate an SST process which may take weeks and months to complete or notifying the police if the threat Rises to that level exactly what rights and resources does a teacher have to defend and protect the safety of the other students as well as themselves in the classroom where do we turn who has our backs and what guidelines steps and processes does the district have in place to address this used to happen only on occasion it was the exception but that has now changed it is happening consistently and frequently and it is also a cause of Educators leaving the profession this is my desperate plea to you the administration and the school board to please provide our Educators with the necessary skills and resources needed now more than ever to help us deal with this situation lastly I would like to address an item you all must deal with tonight and that's the issue of non-relex of our probationary teachers I sent an email to you last week expressing my shock that this was being dealt with a month earlier than any other school year in the past as you may or may not know the California Ed code allows the district to non-reelect a teacher on probationary status up until March 15th of their second year and this may be done without giving a reason or cause however through the years that I have been area president I have had many conversations with the various superintendents and assistant superintendents of HR that taking such action should not be arbitrary in other words it shouldn't be simply because one administrator didn't like something that was said to them one day by a teacher so they decided to exercise their power and let them go I think the typical standards were standard words that have been used are you're not a good fit which means absolutely nothing to someone who has put in years of college to explore their passion of teaching and receives glowing evaluations from their current administrators and much praise from their students and parents only to be blindsided by receiving a letter saying you are being non-reelected for no cause oh yeah by the way you can make that choice to resign however you need to do so within the next 15 hours if you want but you must still carry out your duties for the next four and a half months with a positive attitude that is not what the intent of that Ed code is no one should be blindsided by such action especially if they receive no support or guidance from their administrator to improve those first few months on the job I don't deny that there are certain situations we're taking such Extreme Action maybe Justified however this year there were very few cases where it was I feel a lot of empathy for those who have been done a disservice however I know in the big picture other districts will profit from our losses and those teachers will be appreciated at their next stop along the way it does make me very sad though that Alum Rock is letting some really valuable Educators get away in fact area just recently surveyed our members to get feedback on what it will take for them to stay in Alum Rock and the results were really disheartening to what the future holds for this District to sum up that topic please don't ever take such action of non-reelecting Educators without first looking at substantial justifiable support to back it up and don't take that action so early in the school year it just isn't necessary it serves no Positive Purpose and it adds an extra month of lower morale think about that when you go into closed session tonight thank you okay thank you Jocelyn item 4.05 superintendent Bauer thank you board president I want to thank Andrea B and Scarlett tripodi uh these are two students from Linda Vista who sent me a very sweet message that I was not expecting in in a very appropriate Manner and so Andrea B uh fourth grader in Linda Vista and Scarlett tripodi fifth grader in Linda Vista thank you very much for your notes that I was not expecting and it was a real um joy in my day um a few days ago I want to wish everybody a happy black three months uh I want to thank Miss Dalton for reaching out to us and having a very candid generous and genuine conversation around some of the kinds of things that we need to improve um one of them is certainly the way sometimes um people talk around and use certain terms around the district and you know we had we talked about that and how sometimes our own culture music allows for certain words that are very inappropriate and cause a lot of pain to be just thrown around and we are looking very um formally around some solutions to really help our students and our staff to be very mindful about the way we talk to each other I think that that also carries out throughout the district and how we see each other and how we talk to each each other is very important so thank you Miss Dalton for bringing that to us personally and I really we are really looking forward to hiring more black administrators staff members and teachers in Alum Rock I also want to highlight that March Madness begins on March 3rd so I hope to see everybody there it's a great opportunity for our students and our parents and our staff to see our kids doing some wonderful um things around our community and I also want to thank the what I call the spark Plus we have a number of parents in addition to the the spark parents going through uh professional development for parents once a month with project Cornerstone we have about 40 parents joining us virtually in these lessons I also want to recall uh highlight our after a school program plus the some of the wonderful opportunities that now we're providing to our students in addition to tutoring and intervention we now have culinary arts classes in arts uh in creativity throughout the district and I'm looking forward to a wonderful another wonderful season of a spring camp so Alum Rock we have a lot of wonderful things coming our way thank you okay thank you so much uh so I'm 4.06 uh Communications and comments from members of the board okay I see trusted beharana yes thank you president Ben uh first I just wanted to start with um I don't know how much people have been paying attention to this particular thing recently but it's been at the Forefront of news and and popular culture or whatever recently which is kind of the kind of an explosion of artificial intelligence AI specifically right now chat GPT is a phrase you might have heard and so because of the implications of that technology um you know on all aspects of life really but particularly for in this case for with regards to school districts and our school I did um submit to Dr Bauer a resolution that I think she wisely um said that we should take a look at and look at it from an Educator's perspective and and really think it through um but my position on it just um to get ahead of it a little bit is that this is a technology some of you as Educators or as parents might already be experiencing your children using it um for whatever it may be fun or or school work or whatever and it this stuff is happening super fast like if if you pay any attention at all it's being integrated into like search engines and everything and so my opinion that I would strongly encourage my colleagues if and when this resolution does come to the board um would be to really consider the resolution to approving because what it does is put some guidelines some structure some expectations around the proper ethical legal safe way to use chat gbt and AI because although it is it can be a challenge early in its kind of evolution here there's a lot of opportunity I believe to use it as a tool for education for a tool especially for kids that don't have access to a lot of resources like maybe some in our district to be able to have access to a wealth of knowledge perspectives and and different ways of learning and if we're you know going to say in our mission statement that we're preparing our students for a 21st century to be you know competitive in the 21st century this is a skill set that I believe they absolutely need to have so I think you know it's wise to take our time up with this kind of thing and make sure that we are thoughtful in it but I do think that time is of the essence as well on the flip side of that so I look forward to that um Coming forward um and then the second thing I wanted to say just in terms of kind of climate of the district I guess um you know there's been a lot of talk about solidarity tonight and I too stand in solidarity in solidarity with our students and their families all of them I make absolutely no apologies for my stance that our students and families are who I serve as a board member first and foremost the desires of each one of us as board members or our District staff and even teachers in my estimation are secondary to what our students need and and I'm speaking you know as an individual board member right now so that my comments do not reflect necessarily those of the board but in my opinion I'm extremely disappointed that we have members of our our community teachers know less who have specifically called out a minor and a former student publicly after they spoke their mind I'm an advocate of empowering our youth including those who spoke so eloquently tonight in support of one of our staff I'm I'm super impressed by those students they and I welcome and I encourage that kind of participation um I find it inexcusable that a segment of adults particularly Educators would actively seek to disempower our youth for simply for offending them personally to me that's a behavior that's inexcusable to to try to disempower our own Alum Rock youth I would hope that educators are familiar with stages of human development particularly Youth Development as they might then be able to recognize that the actions taken by the youth that they've spoken out against are completely in line with what we'd be expected for a teenager your courage and Leadership is really about saying what you believe even when you know that the possible consequences may be negative just as I commend those former students who voice their opinions tonight in support of their teacher I love that but also wholeheartedly commend the former student referred to in the comments made by some of our teachers just for speaking their mind the student there I know there's going to be some who say that I'm saying this because I I know trustee can fiddle which obviously I know all of my colleagues on the board but regardless of who we're talking about here me trustee infero trustee Chavez whoever it may be my position is the same with regards to prioritizing students students well-being their families well-being above anyone on this board above anyone in the administration and even above teachers at the end of the day my service here is to students and families of Alum Rock period I make no apologies for that my own daughters in fact spoke out against the district during their time as students here and I would have been absolutely appalled if adults teachers had responded to my daughter's advocacy by seeking to silence them and diminish them as young women because that didn't happen they're now able to navigate in the world as young women and you know that I think that speaks to what we want out there as Alum Rock alumni the ability for our students to have the confidence to know that they can go out into the world and bring the perspective of our community to those who may not be aware of you know what happens in communities like ours and the resources that we need the opportunities that we need only those students who we Empower to have a voice will be able to go out and make things better for the next generation I talked a lot about accountability recently in this District as a board member my expectation is that board members the superintendent and staff operate with professionalism and respect towards all members of our community all members of our community and my expectation is that every adult in the Alum Rock Family keep the interest of all of our students in mind first and foremost before their own personal opinions or perspectives something that I'm not sure is happening in some specific instances in my mind that's inexcusable again going back to the thought that the end of the day I'm here to serve students and you know I think those kinds of behaviors when we're not doing that whether it's me I always I start with myself whether it's me to anyone else in the district when we are not demonstrating those behaviors of keeping the end goal in mind success of our students above our own personal needs wants or desires then I think it's going to be challenging for us to get where we want to be as a district but if we can obviously we all have things that we want and we all need and realities of this world this community this you know Financial reaction there's things that we all need and want and those definitely should be part of a conversation a respectful conversation from both sides any side of the table but I think at the end of the day I guess what I'm getting to is that um again my personal opinion is that the expectation for any one of us as adults in this District should be the priority is our students not our own personal needs wants or desires um so those are my comments for tonight thank you okay thank you trustee biharano uh in our trustees with the questions or comments okay uh vice president Herrera loera thank you trustee I know you said it a lot more better than I was thinking um but with that I'll follow up in that as a board member I will always stand for the safety of our children first and foremost um so I'll just reiterate that and thank our staff member Norma Flores who uh sent out on Friday our mandate mandating reporting policies um highlighting what we go by as an entire District um please if you have any questions you know whether you're a parent a staff member thinks aren't clear you still might not understand it or you you know there's a gray area please make sure to ask and if you don't get the question answered go above send us emails to ensure that we all understand what our mandating reporting States and something I want to highlight is that the policy defines the standards um and including the fact that all students should be treated with respect and dignity at all times which means that even as adults we might not agree with how they're behaving or what they're doing um which is one of the hardest things you know some of the roles that I've had as an adult in many children's lives in our community it gets hard I understand um but ensuring that all of our children regardless regardless are treated with respect and dignity at all times with that as well um you know we thank each and every one of you for ensuring the safety and know that as a board member I will do um what's in my capacity um to ensure this uh regardless of what you know somebody may or may not like um but that is my responsibility um just in addition to what trustee beggarano mentioned earlier and uh moving on to fun things I'm looking forward to visiting some of our schools hopefully I did talk to uh our superintendent to um get me on the calendar to visit some of the schools um so looking forward to seeing you all uh in the near future and um also very excited for the many activities and staff and advocacy in our district for the Black History Month um as an ally you know in supporting um and knowing that there's always more to do I look forward to the many more uh uh things and Report backs and ways to improve our district um so I look forward in having those conversations um thank you for all the emails that I've received um I've been reading them and um you know I look forward thank you for being uh even if you don't have children in our district um for caring enough to take the time to send us those messages um and obviously being a part of a district that honors all children as I mentioned all ethnicities I also want to invite everybody to mark their calendars March 10 11 and 12 we'll be celebrating again the Aztec Michigan New Year Emma push Park here in our community one of the largest Ceremonies for our indigenous Nations we start on Friday with Cali native night where the indigenous people of this land open up and we will be having vendors and workshops and activities for the children so I look forward to seeing you all there and with that thank you so much sport president okay and press the Quintero trustee Chavez and um [Laughter] [Music] okay uh I'll just wrap up with you know a busy busy month uh yes I I do thank Jocelyn for inviting me to the CTA board members dinner very very nice dinner and got a chance to uh meet with my counterpart board presidents uh uh in the room uh you know or these events are always a nice way to do uh exchange diplomatic messages uh but I want to focus on you know uh I have the opportunity to open the winter vapa showcase at George Middle School uh our first uh waffle showcase since the pandemic it was a a wonderful two thumbs up performance I also wanted to congratulate the painter at different tabling at the Tet festival at uh Eastridge mall we had a great turnout we signed up more than 60 interested parents who are interested in our Vietnamese immersion dual language I mean Vietnamese language dual immersion program and uh you know uh we're growing uh painters growing to third grade and I'm very very thrilled at the funeral for the future of painter and the special thanks to uh principal man lucco his wife and Mr pran for uh and Mr tin fan for uh you know spending their weekend to you know promote our signature Vietnamese uh dual immersion program uh I am look certainly well first of all looking forward to the uh District spelling bee to be held at San Antonio on February 28th and yes the March Madness the district basketball tournament uh March uh third through the 5th and it certainly was my my an honor and a pleasure to be able to open those events uh in my capacity as board president Ben lastly I wanted to you know um wish every uh you know uh Happy Black History Month I too did meet with uh you know uh Ms Talton and we had a very productive conversation about what we can do you know to start the process of what we can do to uh honor our commitments to a you know uh diverse multi-ethnic Alum Rock uh you know we've been multi-ethnic from the beginning and uh we you know we are greater than the sum of our parts so I am you know uh I am committed to an inclusive Alum Rock that serves all you know the fullness of our community so uh with that we'll move to uh part five public hearing special order of business uh in 5.01 public hearing regarding bonding capacity waiver requests uh superintendent Bauer you have the floor I'm gonna ask Mr Chang and maybe it's appropriate to open the hearing okay because that item it comes uh next okay uh he's ready okay uh yes Mr Chang you have the floor thank you board president um for this item I would like to invite Mr Joe Crump with Dale Scott Maribel Joe is um calling in with the number one 805.

what happened in March 2020 the pandemic right we got hit actually 19. so you see that folk the blue line at the very top is folks who do not have a high school diploma the basic that's their unemployment rate before pandemic it's eight percent nine percent but the very bottom is red folks who have a college degree it's about two percent it's about two percent so in our economy if you have a degree you're protected even if you're still working at Carl's Jr you have a job folks who don't have a high school diploma will struggle to even get a job at Carl's Jr that's what happens in our economy so it's really really important but most importantly when we have economic shocks to our system it be it through recession or downturns or a pandemic look what happened right at what is it March 2019 2019.

it's not members any questions for the new testifiers no okay we can move right along then our next measure is Senate Bill 139 relating to important housing lands which establishes that all state of lands located within a mile of any rail mass transit station excluding lands under dhhl shall be designated as important housing lands for specifier is dlnr in opposition good afternoon chairs uh Ian Harold Collin with blnr uh we'll stand on our testimony in a respectful opposition of this major and be available for any questions thank you thank you next we have dhhl with comments thanks standing on their comments next Department of budget and finance with comments Department of Permitting planning and permitting at the City and County of Honolulu and opposition and office of planning and sustainable development with conference anyone else who wants to testify on Senate Bill 139 if not members any questions well I'm not sure if it it's for those that testified but share with the um regarding the first measure which is 136 we're looking at developments on I think close to the real line at I think the recommendation was to was it half acre or there's some conflicts with with the um DOD uh in the two bills okay so the first measure calls for development within one half mile radius of the transit stocks and then as we see 139 that we're on is one mile so which is similarly I think with regards to the zoning part so what's your recommendation we go half a mile or we go one mile if if you're passing this with whatever measure so the first three bills on paper generation uh similar similar yeah so my information would be to move one of them oh okay um maybe convert one of the others into a study so okay we can discuss that sure just to recognize that there's differences of the locations great okay any other discussion or questions on SB 139 if not we'll move to our next measure Senate Bill 330 relating to hhftc which authorizes hhftc to ramp first refusal for the development of property for all development Upstate lands excluding hpha and dhhl that are within a half mile of a real transfer station a first testifier is dlnr electronics good afternoon chairs Ian here we'll call with dlnr I will stand on our written comments and be available for questions thank you our next testifier is hpha in support Master standing on their support department of the Attorney General with comments good afternoon Cherry noise members of committee we provided reaching comments to clarify the trigger dates as well as notice on date as well as exercise dates we stand on our comments and are available for questions thank you very much and then finally we have Department of Hawaiian Homeland Wisconsin foreign Bill 1286 relating to hcda which increases options to build affordable housing in Hawaii Community Development Authority districts by increasing the permissible lease term to 99 years our first testifier is hcba and support as a chair I think they're here good afternoon chairs and members of the Committees thanks very much for hearing this bill this is part of the administrative package and it is a bill that we put forward it's an idea that came up during last session But ultimately didn't make it out of session this would be we look at this as a proactive way to encourage the production of more affordable housing in our districts um a 99-year uh lease option or ability to do a 99-year lease on non-seated lens would give us a proactive tool to find developers who might be willing to develop a for sale lease sold affordable product is it the solution for all of the housing needs no but I think it's another tool that is not available to us that that we could use in a very proactive way and it would be a ground lease like we did with the hona holiday or Arts baseball so we thank you thank you a lot of time okay thank you okay and then finally we have the office I'm sorry the next we have d-bed with support okay and then finally we have office of Hawaiian affairs with comments okay anyone else wishing to testify on Senate Bill 1286 any questions or comments numbers uh HCBS I would assume and hopefully gather that um this would be used for all imits where whenever you have developments to occur yeah yeah it's gonna it could be used for everywhere where we have a Community Development District okay all right I just wanted to be clear because you mentioned a couple of names that were oaf so yeah just want to make sure that this is available for developments on all items so this the statute the changes put it in our general uh statutory framework so it could be used in other areas where we have a Community Development District okay thank you Senator all right now what happens if you have actually you know you're not at the other Islands right you only have coverages Land Development under your regime on Oahu uh we have kakako Kawai law and then we have a new Community Development District on the island of Maui okay we don't own land there but we do have a district there so it's a probably the county and an arrangement with the state then for you to take over some because we got a lot of State lands yeah Big Island yeah yeah okay we'll probably have more work for you in the future I think there's a lot of them there's a lot of details to be worked out sure but sure yeah sure thank you okay all right thank you thank you thank you director Nakamoto what about in the Aloha Stadium area just also include that uh I suppose it could um the actually the yellow Stadium area is actually one of our districts uh it has never had um a board constituted for it I suppose it it could be used but I also think that for that District um there's already that particular District I think there's a 99-year this that's what it has here the measure I was just curious yeah yeah I think yeah I think that District rules or statutes section already have has a 99 near me right there tonight yeah thank you for that and then one more follow-up is in kalai law how many acres does HDA have jurisdiction over it's about um 600 acres or so okay yeah thank you thank you Mr chair thank you thank you I'm actually one more question director sorry and I don't know if you saw oha's testimony on this metric I did okay so um we included the term you know non you know seated land um I I'm willing to accept that suggestion to add government lens to modify that um I I I would need to make sure that that's sort of the same thing um but I'm willing to accept that that um that suggestion by all can you do you know what the difference is between well that's why I'm gonna I think I'm gonna just to move this bill along um I'm gonna you know say okay and then maybe at the next round of hearings I'll research it and then I'll I provide comment area yeah I think that discussion should be held as well with attorney general because I think there are other instances and other bills uh that we use the non-seated lands okay because State lands can be all of the above so I don't know it would be good to have clarification yeah well I can I can I can I can discuss this with our Deputy attorney general uh if you prefer we can leave the bill as is and then address it in the next committee yeah and once and for all because they are like housing and in our committee in Waterland you know we do have bills yeah and we should be consistent yeah yeah thank you okay thank you thank you thank you members uh if not thank you very much um we'll move on to the next bill which is Senate Bill 1352 relating to housing establishes the rental deposit loan program and incentives to support the development of affordable housing local renters third-party reviewers and address government processes to lower housing costs our first testifiers Chief housing officer officer of the governor support stands in our testimony um hhftc with comments stand on their comments Department of Taxation with comments good afternoon chairs and vice chairs and committee members I am Gary Steven I'm a director of Taxation our comments are limited to section three of the bill regarding the g-e-t exemption and our suggestion to add a certification requirement um it could take the credit and I'm here to ask you the questions next we have Nayak Hawaii and support um written testimony text Foundation of Hawaii with comments uh chair Vice chair members of the Committees Tom yamachika from tax Foundation of Hawaii our comments are also limited to the get section and the the section as we read it uh seems to be very vague and we understand that there are efforts under a way to clean it up so uh if you had happy to answer any questions thank you um Hawaii Realtors and support [Music] um Pacific resource partnership support well I chairs Vice chairs and committee members Chris Delaney with Pacific resource partnership we're in strong support of the bill with amendments um our amendments are intended to incentivize developers to build more affordable housing and ensure that workers building those homes are paid a living wage there are a lot of proposed amendments that we offer but we have some priorities on page one of the summary section three is a priority of ours on page two section 10 is a priority of ours on page three section 14 and 15 are priorities section three is basically improving on existing law 21 h36a5 and it's just removing the 30 million g-e-t exemption cap and adding language that would uh or a removing language that would prevent developers from utilizing County waivers and exemptions so this will allow them to stack um Honolulu County currently has ordinance 18-1 that's in alignment with 218 3685 so we should use a Sizzle hanging fruit um section 10 authorizes that counties to incorporate labor standards into their zoning codes as a condition for obtaining benefits related to the flexibility and zoning section 14 and 15 um they go together and these are amendments clarifying that the payment of prevailing wages are required when using government resources to build a project such as government funds and lands unfortunately we're out of time I'm sorry okay great thank you great uh thank you again next we have um council member from County of Kauai support followed by council member Addison Wilson from Kauai County Council and support is there anyone else wishing to testify and Senate Bill 1352 Senators Nathaniel Kinney Hawaii Regional Council of Carpenters just wanted to stand and support and again we had worked on some of the Amendments with the Pacific resource partnership really those are to allow the stacking of County and state incentives and then also to make sure that there's some labor language to make sure that the people that are building this affordable housing earn a living wage thank you thank you anyone else wishing to testify on SB 1352 any questions or discussion nope okay uh we'll move on then to Senate Bill 1573 relating to affordable housing establish the working group within dlnr for administrative purposes to ascertain the state's available Water Resources pertaining to affordable housing first testifier is Neha in support Aloha I'm Greg Barber from Natural Energy lab in Kona we stand on our comments and support the Happy Day answering any questions thank you thank you very much then hhftc and support stand on their support dlnr with comments doing our standoffs comments Honolulu Board of Water Supply and support good afternoon members of the committee my name is Kathy Mitchell of the Board of Water Supply and the Board of Water Supply supports Senate bill 1573 but we recommend that the managers language in the purpose section of this act is amended the purpose to establish a working group that would ascertain available water resources and water system Source capacity and streamline will permit approval processes to ensure the availability of water supply it um if the working group doesn't have doesn't have that discussion not just about the available water sources but of the capacity of the board's water supply and on the streamlining of the the permits that could delay the affordable housing the government thank you Hawaii County Department of Water Supply and support Hawaii Realtors and support councilman Kauai County council member Keith and support Kauai County council member Addison Boulevard and support Cheryl B with conscience is there anyone else wishing to testify on Senate bill . thanks uh thank you and the next bill is uh can wait can you make some comments oh yeah sorry um it's interesting that um uh a Water Commission the state side recommends that this working group be housed in the governor's office um I'm just wondering why yeah so thanks for the question chair um because of the title of the bill really affordable housing and with our house chief housing officer we're coordinating Our Testimony with them while a lot of the focus is on water um and an analysis of water we wanted to make sure that we're coordinating closely with the affordable housing initiatives of the governor's office and that may be a better way to you know leverage all of that momentum trade it around affordable housing so it was just a friendly comment and potential recommendation as an alternative okay the question is regarding I guess you talk about is this measure always has a reference of third party I don't think so chair oh that's the priority we're at 1573 yeah okay I'm just kind of wondering because between um the Water Commission uh I'm sorry and her name was represented water supply can you come up as well let's let's talk about this um I I'm just kind of concerned that uh water is so important as well even though we're talking about housing and I think when you look at um the availability of uh water as well which is important and the mission is that um I I think I would like to have someone with unless you got their you're considering Contracting the workout and we don't know that right until such time that um this discussion will be made sure I I'm the way that I read the bill and the intention of it was to have this working group organized to have the first conversation about it so I don't think we've contract that out that would probably be done with the body as prescribed in the bill okay as identified okay because you know when we start and organize a working group um you know there is a mission uh and you know unless there's clear Direction um do we have a recording date here on this June oh okay so I guess there's the other reporting dated 20 days prior right to report back and that this is not dissolving on June 30th 2024.

you know another another person another job description to tell us what they actually do sure because that was just that was you know I know she was kind of grumbly but she was she was telling she she told us exactly what and that's the kind of thing that maybe the public needs to hear yes what those and and I need to hear it so if you could do something like that for us that would be like a job Spotlight yeah yeah like a like you know that's a good idea yeah I really just awesome she's not being blind tonight [Music] she's really scary no I did that to myself in there so I'm gonna blog yeah she said it in there that's on me um hey you know it is what it is I embrace it I'm thinking that I would I would like to also put on a future agenda of a board retreat if it's a possibility with the possibility of a an ABA presenter something about setting goals for the the school board for us awesome okay and it would be different than the the workshops that we have now it would actually be a retreat of some sort okay kick ass on it anything else that we'd like to see on the board they're on the agenda okay item 8.2 upcoming board events I think we got a whole paper paper full of stuff that's coming up do we have anything that really involves the board on this the 17th can we be flies in the back of the room absolutely okay on what on on next Friday if you'd like to come to Desert Valley and um just kind of walk around and watch and watch what happens with fish bones okay because that might be interesting yeah I cannot be there I know I cannot be there so I there's only four of you guys I know but I would just post it just in case that there is I mean in a possibility that there's a quorum just posted yeah because I mean it might be interesting for one or two or five of us to show up to just to stand around and and look and like like we're concerned about this and to be supportive as we can hey and I'll tell you pitch in an idea they'd be happy to hear it because Fishbones take some work yeah um okay any other upcoming board events that we know of that we would like to participate in um I I know that Cass sent out to you uh that if any of you wanted to go to uh asba advocacy day on February 20th I'd be happy to drive and and we didn't hear from anybody but if anybody would like to go let me know that's a trip down and a trip back at the same day it is down with you I wasn't going to go unless somebody was going to go but I was willing to go because it really is you know a board advocacy thing as opposed to a superintendent advocacy thing so um but I you know I enjoy it it's like going to bolts I really enjoyed going to bolts that was really informative for me and you know so I learned things as superintendent too but um but I don't yes he should have been at Bulls because they had a whole section that was and you know what I forgot about that let me really do some serious consideration for the 20th let me know can I know my calendar is clear but can we get a calendar invite for the PD for the fish bones and stuff to make sure that we get that date and time notification when and where that would help absolutely thanks okay so I will steadily it will continue to decline at about five to ten per year and if we get to 180 and we've had some years at 175 178 in the last couple of years it will actually increase our population and I'm watching the covet bubble right there's a lot of news out there that two years of working at home there was a lot of babies being generated so so we're watching that for a couple of years from now um so what that what you ought to conclude out of that big picture is enrollment isn't a big driver for us right we do have uh we shouldn't expect lots of change in our teaching teaching staff because of enrollment but what we do see and I'll show you is some gives and takes on the on different grades so we might add one in one grade and decline in the next so and in fact that's as you look you've seen this chart in the past from us on class size averages the good news is if you look at the bottom row here every single grade is within the class size guidelines that we established right so with the Staffing that we've looked at there's no red on the chart in the in the projection for next year and that's good right that's what we want to be we've actually made back in the mid 2000s it was a lot of red we were struggling to keep up with those the bigger populations but it's the population is normalized uh over time we've been able to do most of our grades uh keeping within the guidelines we set and next year is no different over on the right you can see the Staffing changes there's a zero based on enrollment uh there's two on the lowest grades uh there we have very small actual class sizes this year so we can we're going to remove one kindergarten in one grade one section but we're going to add grade two and grade four so um so there's some gives and takes but in the big picture it doesn't change much so um and we're very happy to be able to say we're operating Within in the class size guidelines that we established for those of you I'm thinking of Harry that lived through getting those established and then trying to meet them it was it was hard for a long time there's also it's kind of a misperception that if you're down 50 or 60 or 70 students they should drastically reduce the cost but you know the school's less be open you have to use electricity you know so it really takes quite an increase or decrease in people to really change the economic Dynamic I think it does and also when you think about you know 10 or 15 kids changing in a whole District it that's on average that's like one one per grade I mean it's not it doesn't change the needle very much so so this is the budget we have a 48.6 million dollar budget right now it's our proposal grows 2.1 million dollars year to year that is um you have the charts I just I can't see through Steve um yeah I I and I don't have a hard copy here um it's it's a 4.39 when Dr Brill first brought it to us it was sizably higher than that and uh in the backup I I actually there's some backup charts which I don't intend to present tonight but when you look in the back of the thing I actually listed out in the last chart um here's the reductions we took as we did our deliberations interestingly if you look at this 4.39 increase 2.1 million dollars almost 2 billion dollars of its inflationary right it's uh it is an over four percent of the 4.39 is just in is just cost of things going up um and I'll go through that in detail right in the in incoming charts um we do have 325 000 of savings as we move into the new school um I'll show you the details on that uh it's a lot of it's some staffing uh changes it's uh it's uh Heating and Cooling right we go out of old and less efficient buildings into a much better situation um and some other things um we have two items that we had funded through uh grants the security monitors the town was very helpful in providing initial funding to do the security monitor uh the monitors and if just as a reminder the the unarmed security monitors are in the school budget the police budget carries the uh the sros in the 1as or so um those have to be folded into our budget and we had some investment items that we were able to fund through the ARP Esser Grant which is the school the Esser Grant is the school recovery version of our arpa and uh we have a whole plan how that rolls into the budget you may remember last year we had a bit of it in the first year this was the second year of our roll-in process and I'll show you the detail on that and then we have one little and I'll call it an investment when the bcbas which are behavioral board certified behavioral analysts um you see John's trained me um and uh we've been struggling with getting enough capacity and as you can imagine the environment kids have just come through on two years of covid behavior is one of the topical areas that needs addressing and we need some capacity there and we needed to do it in a way that we could guarantee the capacity because we were doing it through a third party and it wasn't as consistent as we would like and nor was there enough of it so so I will take you through a little bit of what what that's about so okay so Steve you were going to ask a question yes um the pcbas uh I think most of us will understand what's driving it over the last three years yep do we see this as a continuing expense going forward perhaps well we've always had BCBS right let's start there there's a bit of an increase a small increase but most of it is doing is is uh the insourcing of it is what you're dealing with here and I'll show you the numbers thank you so um if you so if you look at it the the savings on the moving into clas are covering some of the uh the the Grant and the small bcba thing and so they the these other things don't really add a lot to the the net impact of the budget in the big in the big scheme of things um so here's the inflationary pressures um medical and dental is the single largest increase in our budget um it is driven by 10 percent uh in rate increase on medical benefits the Connecticut partnership plan that's what CPP stands for has told us the range is eight to ten percent we've we've budgeted at this point in time at the high end of the range because that's the The Prudent thing to do I think the town is taking the same approach and we're hoping to get a better uh input uh by the time we're into April right um and uh and of course we will be very happy to adjust the budget to whenever we think the um the right number is um this year if you remember in the current year we budgeted at an assumed rate and we had a good agreement with the board of Finance on how where to hold contingencies and I think that's a discussion we should have but the uh it actually came in higher right and so we're actually using some of that agreed contingency this year and I want to I we all appreciate the the partnership we have between the boards on us dental benefits are at six percent that's not inconsistent with what we've seen in the past but I just wanted to make sure that was up there you know for reference I've got a detailed backup chart that I could show you on the health benefits costs that the the overall health benefits is seven hundred and seventy thousand dollars of cost increase of which um the uh about almost 700 000 is the rate increase so uh that's it's the driver there the second item is heating oil the heating oil the the rates for next year are actually lower than this year right our our rate this year is running in at um uh 4.21 cents per gallon and is those what we're paying next year uh we budgeted at 3.33 cents a gallon that's that's a good news from where we are today this year's been horrific right in terms of heating oil um but it's still above the budget that's a 39 in a percent increase even the 333 is a 39 increase from the 2.39 cents we budgeted for the current year so when you're doing a budget you're doing a budget year to budget year type of compare this is driving a very healthy increase in uh in spending and I'll show you the the numbers in a chartered too special education um we have a tuition increase of 159 000.
