Shot is blocked away. That was Wilkinson getting a hand on the shot of Daylen Smith. Well, Grant Wilkinson is a player that can do a little bit of everything. He just blocked a shot right there. We talked about his scoring. He's also third in the conference in rebounding and assists. Picks up a block shot early in this game. He's making his presence known early. Here he goes. Kicks it off in the corner. Eagles will kick that one back up top, switch it down in the corner. Fam, long three, high-arcing shot is no good. That one was missed by Westfall and the Lancers come back quickly. Boy, both of these teams pushing the pace. Levi Valentine went up and got that rebound, got it to Boslawski and they bring it to the front court quickly. Lancers slow it down here just a little bit. Kick it back up top.
chair --n Thank You Commissioner Burrage for highlighting the entrance/exit which i think is probably my focus as well could you just clarify the so that there is no left entrance currently nor a left exit currently doozie right in and right now so well as proposed currently it is currently it is full access in many different yeah very much understood so I'm looking at the sign placement and I I guess working off the assumption that this is better than the current state which is an assumption I'm looking at the sign placement and I see I appreciate you know for the exit the stop sign I appreciate the right turn only sign at the exit I note that for the entrance there's a proposed no left turn sign which I imagine would be for northbound traffic informing them that they can't turn left into the property would there be any signage indicating that people should not take a left northbound traffic should not take a left turn into the exit looks I don't see signage for that and I'm wondering if that was a consideration I'm not sure I don't like it it's harder than the look we have the location of all the signage in here I don't see yeah that one's specifically there but that could be something obviously I don't know how much signage you can add before their line of sight issues and an app that will be again this will be an MDOT item and that will review the signage and approve it as part of their permit would we rather send to MDOT a more inclusive package of signage as opposed to it presuming this passes would we not I mean would there be benefit of you know more signage than less signage so that they can remove stuff as opposed to trusting MDOT to add at a pedestrian safety or I guess safety generally items the the other piece is the not including the sidewalk you know gives me a lot of pause I feel like at this we've approved a lot of sidewalk islands you know pieces of sidewalk that will in the future connect to a network of sidewalks because that's our goal of having all of our streets have a sidewalk as well I think of property on a medical marijuana property on Jackson and then I think of missed opportunities not not this current planning commission or planning staff but I think of the shale gas station on Washington Avenue there are a lot of similarities between Washington Main Street a lot of commuter traffic heading in and out of town heading towards an MDOT freeway and a lot of sidewalk gap issues and you know there were missed opportunities along Washington as properties were redeveloped wouldn't want to miss any opportunities on North Main Street so that gives me a lot of pause not including the sidewalk the other is I know it's captured in the site plan but I was looking at the elevation and it doesn't appear as though the replanting of grass on the southern section is captured in the elevation I just wanted to get that it's exactly what we're going to go by more than yell bass good yeah I think very similar to Commission Commissioner Briggs the that were this nervous about how and that we have to limit the ways in which cars get on and off this property you know it is nerve-racking I I'm having a hard time figuring out if this is better than the current situation and I'm glad we have two commissioners that work on this corridor to speak to that but also just I want to triple check the signage to make sure we're not missing any possibilities of you know collision I'll leave it there for now Fisher Mills Thanks actually I want to follow up on something that commissioner Ackerman just said which was about whether or not it's better than the current situation and I think one of the differences here is that we're really talking about a retail kind of establishment or more traffic generated and again not peak times and so I mean we've talked a lot about this as we've seen proposals like this come before us the time that people will be you know coming and going um is not necessarily when there's the heaviest traffic but these are quick trips they're you know there's a decent number of them and so that's what gives me pause here if this were an office building and people were just like pulling in once a day pulling out once a day would they go down to do the Yui and come back maybe but this is like a quick trip and so that's where I think that this is a little bit different than the current situation or and and other things that could go in here I mean anything that will go in here is going to suffer from the same turning motion problems right we have to give this you know our ordinance says that we give this extra scrutiny to see if this is the right fit for this place and I think a retail establishment is not the kind of thing that we would want to put in the situation where there's challenges with you know so I also I share the concern about not adding pedestrian amenities along that route and I understand that we don't know what the design will be especially because that west side of North Main has so many challenge you know topographical challenges but that just that really does seem like a missed opportunity and so I I would concur with that I guess I will say couple so I'm really concerned about the traffic on the site I'm not as concerned about I guess I should say the the use of it but I actually the whole turning right and only right gives me actually it makes me more concerned than anything else because I look at it just to north of it is a driveway and so how many people are driving northbound will see that they can turn left into the site will turn into the next driveway and North Main I mean I see accidents on North Main on a fairly regular basis and also with the park across the street how many people are going to try to maneuver through that to get around here I'm it gives me a really big pause I don't know if this is this is a solution I just don't know if this is a solution that I can support so that's my two cents at this point and then I'll hand it over to Commissioner sobei so I'm the second Commissioner and that works on North Main but I work closer to the u-turn so I take the u-turn every day um so it it does I think the risk to traffic becomes a condition that I see every day because left turns out of Lakeshore Drive are there's a sign there but people don't abide by that and that's where at this intersection is where we do see a lot of those accidents if this is going to actually encourage more risk-taking with the right right turn or less risk taking because they're the forced kind of u-turn and directional challenge I think is I know something that we can work on our kind of experience assumptions or traffic engineer data I know it's the petitioners traffic engineer data but and you know the review council the planning department so I'm kind of more from where it was to where it is that it's been recommended for approval I do kind of have to believe traffic why's that there's been due diligence that this is the better solution of what's been proposed and that if any use that is less scrutinized comes in here would we create that issue anyway so as a see-through fringe district we could end up with a use that could create this issue without these requirements that we could apply and so that's actually how I'm trying to approach the project is what what chance do we have to put requirements on this project that we wouldn't have otherwise the I think the sidewalk is definitely kind of a an add that that I would support I think to a commissioner Ackerman's point about I do like adding a do not enter sign on the back of the right turn only sign you know it's just a smart way to add more signage and then I'm dot reviews so I'm kind of trusting the progress of the engineers here and that this is kind of our opportunity to require more changes to the site that we wouldn't otherwise have measuring Gabe Randall towards what commissioner sophie is saying because if I understand this correctly basically if the existing business leaves a more a retail business can go in that is a fast-food restaurant right I mean it's like it we could get something and not review it and have the current configuration of the layout because they're just changing from business to business and we don't distinction between a business that has peak hours during this time and a business that has peak hours during that time so I guess that's correct i I don't like this configuration either I think I think that you know I looked at it and I'm like just a second how they gonna take a left turn into there and and it they'll figure out pretty fast or what's gonna happen is the corner that thing is just gonna get bucked off or something but I think that it is awkward and DIF pretty much impossible to be able to get in that way so I think people probably figure it out but I mean you can go go all the way down to the next street - right there's the here on view or whatever before here on before here on River Drive yeah I mean that's what I do when I have to take a write down the new center as I go down there and and turn around so so I I think there's no easy solution here but I I guess I feel like we have more control if we get these improvements with this time around rather than another business that we won't have any control over and they'll have the same ridiculously wide curb cut I mean it's a pretty crappy site you know and they can just keep it the way it is I think the building looks a whole lot nicer than it does now I guess I feel like it's it's it's not bad kind of what I feel like in terms of and I and I appreciate the fact that we get a little more control over this then if somebody else just moved in and did whatever they wanted to part of the issue on North Main is that the right-of-way is just way too small and so you can see the line on there it sits and you can feel it on the other side of the road where there is a sidewalk for most of it is that it's right next to the road of people are screaming down from the highway or up to the highway feels incredibly insecure so it is there's no magic solution for a North Main I don't know if we can get more right-of-way or what but it's not gonna be easy in there it really isn't because it feels incredibly insecure to walk along you know right along the road there so there's no easy way I mean I'd support a little segment of sidewalk but I I also feel pretty realistic about what the potential is in that area and it's it's not gonna be easy folks if we don't have the right away there because it's the traffic speeds that are going along there so I'm not loving this project but I guess that's where I am in terms of I'm feeling kind of realistic about what our options are for the future and what kind of control we have mature tree down thank you I wrestled with a lot of the same concerns and reactions and I think I similarly was approaching my thinking the way Commissioner sauvé sort of laid it out which is zone to allow for retail use and we could get a retail use here without any ability to make any changes and I want to be able to trust the traffic engineers here that this is is better yeah and it it's crappy you it's not a great it's not a great insight and this could be tough yeah I don't know if I yeah I don't know if I have anything to add I think with the sidewalk the design is challenging us but especially if we go with this drive configuration like how the sidewalk would go through there and how that would even make scent like work is challenging although I will I did look at look at those little buggers a little cow path going into the park from there so some does people do walk that way so maybe it makes sense just to acknowledge that connection although I really don't want to like will be walking across Main here we can avoid it and the other thing I'll just note is I mean I'm hoping this changes but MDOT has indicated not a whole lot of interest in doing anything with this reconstruction other than reconstruction within the existing right away at least the last I've heard on this reconstruction project some people odds of us getting a really big investment for testing right away on the other side of the street there is pretty low not that we should plan around what they want to do or accept that that's going to be the reality so that I would have a sprout for my money yeah I don't I don't love it I think this is probably at least marginally better than what we give up nothing Mishra wins well I will repeat everything that's been said but I agree with the with my commissioners and so for the petitioner I have a couple of questions as you've been listening to our discussion about our concerns for the turning in and out for the facility I'm wondering if there might not be ways for you it you know part of what we're saying is we're hoping that the signage will pass the state of Michigan and that sort of thing but I'm wondering also will you be able to perhaps either own your fliers or whatever you're going to use to do your advertising or perhaps even when people come in and then they're leaving would you be able to remind them about the turning in and out because the bottom line is if we end up with a lot of or any accidents in that vicinity that certainly is going to come back and you know be a concern for not years definitely I totally we totally understand that as a company and through this processes have been a very long process this has definitely been the safest alternative to that entrance and the actual layout proposed layout of the way the concrete would be making a left turn in would not be ideal I don't think anybody would imagine to make a left turn in however if anyone's going to make any legal turn they could do anywhere at any time we also proposed to put a camera out towards that angle and if we do notice any patients actually leaving using the turn the wrong way we will be able to contact those patients and let them know that is something that we discuss as a team we have also as a company have been involved in one of those segment segment sidewalks that up to this point just go to the the grass for future plans and we would not be against doing something like that we would prefer not to have to build out the sidewalk until the future catches up but we wouldn't mind being obligated for a promise or even leaving a depositing good faith in we would build a sidewalk we're really looking forward to this location it's no offense to our great landlord but it's a little bit of an eyesore and it's going to be a very nice place on Main Street and it's going to serve a great purpose we are a good company and we're vertically integrated and I think that this is all going to be something positive to Main Street especially the rendering of the plans and we will do whatever we need to do in order to be able to get that location to be a Medical Marijuana provisioning center and that's how we've been going about this the whole time tell me what that means that's correct so we have a grow facility as well as a processing facility to actually ensure that we are growing our own medicine for our own patients creating our own milligrams of capsules here in the future and edibles and being able to micro dose these milligrams and basically listening to what our patients are asking for and trying to put out products that are specific and purposeful to them and not just anything for retail and then one other question I have so if someone's going north on Main Street towards a 14 and they have to go up and make that whatever we call it Michigan left or whatever and come back down to get into the into your facility but if someone is going south on Main Street and they miss their right turn how far up does someone have to go before they're going to find a place to turn around or something to that's a great question and I don't have an exact answer for how far up there would go I would hope not too far and I would also hope that everybody like myself follows all sign rules stop signs yield signs all signs and I'd like to comment that this is definitely I heard a lot from the board of the fact that being that this is a SCU is given the chance to actually monitor and improve this location however if it was not for a special exception use and it was a party liquor store there would be no modifications and I'd imagine to be three times as busy so we're not trying to make additional work for the AAPD around here but no you know so that's why we want it to work going and I and I appreciate it and all of all of the comments in the feedback or everything that we've been through as a company and that this proposed planned with right in and right out only I truly believe should solve almost all of these concerns and with us as a company also taking the extra step to put a camera on that because we we don't want any accidents there it's a patient center so we don't want any any kind of accidents we don't want any complaints so we would want to ensure that after all of this that there wouldn't be any complaints so we would take the proper initiation and to make sure that everything does run smoothly even if for the first so many months we had to have you know somebody out there and just making sure we're willing to do that thank you thank you mr.
McGarry is here to have your attention on the foundation we're having our sweetheart Galya most of you have been invited that is February the 9th okay it starts at 5:30 so please sign up for that when you can so from the board we just want you guys to know that we believe in you we believe in the school and I have titled her that Continental is special because it honestly is I went to a bunch of schools as a kid and talk to other parents and we go to these meetings in Phoenix and whatnot and what we have is so unique from the leadership that we have to the teachers to our dedicated bus folks you name it it really is special as you know Mary just said we have we're on a campus 38 acres I didn't know that so we've got some space here we've got roughly 600 students give or take 95 staff and bunch of volunteers 60 plus what schools have you know 60 teachers to a 600 kids school so as you know we got our a rating this year [Music] some bullet points you know some stuff that we don't do like other schools you know who does an eighth grade DC trip how many years is that been going on that doesn't happen the Flagstaff trip the music folks are taking the kids to Disneyland at the end of the year for some music education experience if you will I mean that stuff is is really unique our class size as you know is 25 or less in our first grade this year we're under 20 its fluctuates 16 17 18 and we've got as you know three roughly three teachers per class you want most teachers what most districts would have done to that classroom we would have combined that to two and eliminate that spot worried about next year so that's not how we roll here continental alright we've got a team here and the team here is really is to we need to go to the next level we need to be not only an A+ good but when I moved here I knew I wanted to move in the district because the things that I had heard about continental and we still hear those things but we've got such an opportunity to take this ship you know it's really hard to turn an aircraft carrier but a smaller boat with smarter drivers can really move right so we can really move this school our kids you know I can't say enough they've got to take care of this you know we need that so we don't have the stuff like I grew up in an upper-middle-class school in generally in the Ohio Pennsylvania area and in middle school and even some elementary school you know there was the smokin & drinkin and druggin back in the late 70s and 80s I mean it we don't see that you know that happens in Tucson in fact I don't know if any of you all read the paper but the second page of the Green Valley news today it talks about discipline and Sarita their suspension in school and out of school you know their likes Sarita middle school with last two years they've had 109 out-of-school suspensions I mean ours are miniscule compared to that and you know they're a little bit bigger just that middle school but not a heck of a lot so you know we've got some really good kids here a great environment you know I mean me we're kind of in a bubble but that's okay because we can make it happen so couple other things we the board has a couple retreats we go to a nice dessert a nice island in the tropics every year but on the board and I believe some of the teachers we talked about there's just a couple quick bullet points that I just want to run by what would our Continentals assets alright you know we've got this beautiful brand new school how old is it now since it five years give or take you know our staff that the resources that we have available some of you have come here from other schools and I've heard from you that you asked for something for your classroom and you get it and that's not doing a grant through the foundation that is just go out of the closet and get it or we will order it for you you know our volunteers the music programs that has developed over the last couple years that's all that doesn't happen talk to your peers in other schools our parents support the amount of money that we get from the community and our tax credit it's lady can vouch it's it's up there it's a nice super nice number that helps our clubs and after-school activities what are some of our challenges just real briefly you know just to meet the needs of all our students it's a very diverse group you know some of them have been here since preschool kindergarten etc some are very transited because their apparent professions so it's it's tough some of the special education needs we've got a kind of an influx this year from what I understand the growth some of the turnover so we're starting to build consistency you know we've got growth I know if anybody knows Madera Highlands is adding four hundred houses in the next four years so here it comes again so we got to be ready for that we have some capacity now and putting in a plan for what's going to have it down the river again what are some of the most important things that we need to accomplish right teaching children it's that easy student achievement life skills character skills unfortunately a lot of our kids aren't getting that at home so they look to us just like Dustin said no you're gonna make a change in one to twenty hundred kids lives what are some of those some barriers that we have addressing all the needs of all the students it's tough one of the other things that came up was improved writing reading improved computer-based learning we're also looking at some advanced classes you know let's learn from some other top tier schools where there there are charter schools are public schools so honestly this is um this is from my heart and we can really take continental up to the next level we can do it now we don't have to wait for funding from the state because we know that drill so we'll use the money we have wisely and let's take this school to where we need to so we can't do with you so I always wanted to do this can I get a cult [Music] we're getting close to the grand finale right so our next feature speaker some of you may know our next speaker is a native to Sounion again graduated in Tucson in 1985 attended Northerners University receiving a bachelor's degree in elementary education later a master's degree in educational leadership she began her career in education teaching special ed and bilingual education as a leader she has served as elementary and middle school principal and later became the district's Gatorade curriculum director she also serves as an executive member board members of the Latino administrator and superintendent serving as their secretary she values Family Education and is very proud of her Hispanic culture she believes in service to others and has been her entire career serving students families and the community in southern Arizona she's a proud mother of three adult children has a 16 month-old grandmother her hobbies include riding horses and ropey hiking biking spending time with family and friends however a fun fact that some of you may not know is back in the day she was known all over southern Arizona as tansy the clown so join us since 19th of 2017 Roxanna Rico that was so weird Steve kept saying send me your BIOS then nearby on like who did he introduce me to they know me he's like just thank you to here I'm gonna make something up so I had to send it to him but yes I was tagging the cloud in my former life and I did birthday parties and sculptures and face painting and steven steve' nathan is dying for me to come out of retirement to bring out my costume my oldest daughter does not like clowns because that was when she was little that she would transform into Tammy the clown but it's a lot of fun when you can be silly and do things that people don't even know who you are and you'd be surprised how many people do not know how to run a birthday party I mean they'll pay lots of money for you to run a pinata and play musical chairs and entertain their children so anyway Steve thanks for sharing that so first of all can anybody recite our vision statement and these are four big prices and you can't look it up I just want to know does anybody have any idea what our vision statement is because we have some gift cards to all its anybody know what our vision statement is if you got it raise your hand can't be married no one anybody any idea I want to take a stab at it go home okay our vision statement building for the future first thing is let's start giving out money cooperating and carrying okay building for the future learning cooperating and caring so we have to be able to do our vision statement and repeat it to our kids into ourselves write that little mantra in our head so also our mission statement we talked about it but we also have to work hard to keep our mission statement alive Continental school districts will provide a community environment in which all individuals are challenged to achieve excellence and academics character and life skills and I think you know Dustin just spoke about that we have the most important job in the world because we not only have to teach our kids but we are building their character and we were working on life skills that they're gonna need for the future so that just keep that in mind and we'll continue to have a conscious maybe in our next meeting if you can recite it will give olives sir gift card certificates that Steve was able to get for us so again talking about our strategic plan priorities and goals what are our priorities we have to know them and I say if this isn't what we think about every single day and if you are teaching a lesson and you're not prioritizing learning and achievement and you're not prioritizing relevant and high-quality comprehensive curriculum safe healthy and nurturing learning environment and students staff parents and communities working together it takes the whole entire village from like we said the minute our kids get picked up in the morning or get dropped off to the time they get home and we were just talking I was talking to miss Fanning and to miss Freeland and talking about teachers were exhausted people in education are exhausted because your mind never rests you're always thinking about your students your lesson what you need to buy at the store I mean I can I don't even go to the store thinking oh my god this would be so great first step for a kids the teachers said she needed this what do we buy so I know we're always doing that we're recycling trying to figure out how are we going to keep our students motivated to continue to keep learning and achievement as a priority and I know that we can you know we can reach that eight plus award which is really our goal you know to really be able to our board members sometimes say people don't even know that there's a school there well what do you mean because we are a little diamond in the rough out here and it's not rough because we have a beautiful beautiful Medad Lavetta can in there and great sceneries so we're just so fortunate and I just truly want to thank you thank you thank you for all that you do and all of your hard work and all your thinking and all your perseverance on a daily basis so we have a little video here on teamwork hopefully you'll be able to to see it oops Albert can you so again it's on teamwork it's on hold I'm sorry [Music] okay technical difficulty marry you have another trivia question when they get the sound going thing owes it there okay [Music] honkers Wow again no-hitter okay so here you come I have to tell you with when Mary was in charge of trivia I didn't know she's gonna like make her brains her okay here we go in the video [Music] [Applause] [Music] [Applause] [Music] Oh [Music] so again we all need help support guidance so don't be afraid to there's another really short video okay Mary another trend yeah well he gets like ranges [Music] all right he can say it a lot better than I can go kid president okay so again how do we do this we're gonna persevere and we're gonna stay the course and we're gonna keep each other uplifted and we know we're not all gonna have perfect days but a good team sticks together a good key team steps in when someone's not at their best and not at their a-game so that we can all get the results at the end to increase student achievement and to support each other the leadership team had the board we're meeting a book called leaders eat last and it really does talk about you have to run your organization like the family and if and I say it all the time if kids don't know they don't care how much you know until they know how much you care and that's truly like what we're trying to foster here is that so you know that our board myself Mary Steve our perils everybody is here to support teachers teaching and learning and parents so we really really truly appreciate you and we have one little extra trivia and we're gonna have both the Cole please come out maybe we could get some music for both the cold out here per minute and you're gonna get to guess who both the cold is okay and you can guess who both the pulped is I think we're gonna have three guesses of the wonderful restaurants are his help to make a photo of me in a little bit hey okay let's see let me hold both the cold always get certificate please carry no it's not Larry I'll give you a hint it's one of our staff members it's not Lupita it's not Tonya not Roxy okay where does have built the cold Artie are we gonna reveal both the cold or not no yes we are everybody big round of applause better than a box for a bathroom okay and so we're trying to make an executive decision here we know that we had technology training planned for 2:15 to 3:00 today we also want to give teachers the gift of time if that's what you prefer to work in your classrooms so we can do the technology rotations another day so you can have time to be in your rooms and get organized so should we take the bowl committee so we're going to do the survey right now [Music] okay but before you do that what I'd like to do before you go psyche we are going to give you the gift of time and Eric Rose will have you come again when we do the technology training at a later date I know we're looking at the February 13th date because we had a cancellation of the speakers so we may use it to rework it on that day but before you do the survey I would like all of you we're gonna go around the room and remember when we did the activity of who we stand for I want you to all think of a student that you it could be your own personal child a grandchild a school student but why do we do what we do every day what I'd like for you to do is everybody can stand up and when you say who you stand for you can quit stay seated and we'll have you stand okay so let's start with miss Steinem will you start for us please and just tell us who you stand for no you're just gonna say a name I will say I can start I stand for Jessie roses bed is the belt and Jennifer who are students that passed away when I was principal at some abuse so I stopped for those four kids and you don't have to say that's names if you just stand and say your first name Fred and stay standing Wendy please [Music]
to 8 p.m. then the vote will take place some people may not be able to make it but that does happen but otherwise it would go on it does it does just like if everybody shows up on a sunny day more people showed up and that vote holds - so with that we're gonna do a voice vote to set the date for the referendum for Tuesday March 5th from 6 a.m. to 8 p.m. all in favor say aye all in favour I mean all opposed say nay ok so it has passed with that our business is concluded so can I get a motion to adjourn mr. Harding thank you and can I get a second great thanks so much have a good evening folks [Music]
Eagles doing a really good job defensively. Smith and it counts. Very confident shot put up and in by Daylen Smith. Daylen Smith, 14 points per game. That's the ninth three he's hit this season. As soon as he let it go, Vince, you said confident. He knew that was in. He just stood and watched it. Yep, he sure did. You're going to have to get a hand in his face. Wilkin, nice spin move baseline. Up top, Eagles drive, try and kick it back out. Boslawski comes up with the steal and he wants to go the other way quickly. He'll set up the offense still with the basketball tries to shoot and it is a foul going to be called against the Eagles. Man, is that kid quick? He is quick. That was Max Lofy, the junior guard, called for the foul and we'll take another look at it right there as Boslawski tries to get into the lane.
Weatherbee I just want to say I do agree with sort of the last comments I I think that this is a a legal retail space and I I think it's I can't quite see saying no because of the traffic issues that said I would like to see the sidewalk in part because when I look at it on the map there's there's the potential for sidewalk to connect north eventually that's not quite as quite as small and you know long term maybe at least some parking spots or have a little bit I can see where people might come from walk from this building north I think walking south is gonna be a little bit tricky because of the right-of-way narrowness but but I would like to see a sidewalk here and I do think the building is is much nicer and I think it will make that entrance to the city look better than it does right now which I think there is some some benefit to that so that's that's where I am I do think the traffic issue is is tricky you know I think but we've there are there are more properties north of this and and south I don't I don't I'm trying to look on the map to see exactly where the city owns but you know we do have other properties along this route and if we're gonna say we can't have any retail along here then we probably need to make that decision now not when each group comes in but I think I would like to see a sidewalk Fisher Briggs so going back to my concerns which have not changed I'm not to clarify I'm not suggesting that I don't think retail is appropriate there because I actually think it may be this might be one of the most appropriate businesses to have there people can really schedule when they can go there they don't have to go there during peak hours and anybody who goes to you know I think somebody who makes that mistake once a customer would choose not to I think actually most realto businesses people would if they have that option which you would choose not which makes me think that the vast majority of a traffic going in and out of this will not be going to peak hours and so I just don't understand the prohibition on left turn then I think it's it's not appropriate or safe to be sending people to the u-turn which is right at the exit of m14 a known crash location or sending people up that the street there which is there's not great maneuverability they are either I just am not comfortable suggesting that we have right turn in right turn at a right turn out makes a lot of sense I think people can easily go down and make the if they're trying to go the other direction go down to summit and and do that sort of loop around it's not convenient but it's it's possible whereas what we're sending people out north just doesn't make sense especially for retail and so I would like to push back that I think that left turn in here really makes sense and it actually is the safer and the situation and I think our traffic engineers should should re-examine you know if this is retail realistically it's not office if it was office I would and people are coming out at peak hours then I completely understand but for a retail establishment it left turn in makes a lot of sense and I think it's the safest maneuver here and I think people are going to do it anyway and we're going to create this even more dangerous situation where people are maneuvering in and in ways that they shouldn't indefinitely I think a sidewalk makes sense here we see the cow path anybody who's coming in from the Huron River side there is that cow path you get stuck on that side of the road I have occasionally done this I'm like oh why am i why do they do this and then you're stuck over there and so even if it's for a short segment not to mention it's right at the entrance to Bluffs Park and when it comes to m dot I mean I think we need to be pushing really this is the first project that we're seeing a lot along North Main Street that sort of articulates a lot of these issues for us I think we need to be really clear that traffic needs to be slowed here that this is something we need to push harder than you know anything in recent history to make sure that m dot actually does what they need to along here yes it's an expensive investment but it's not appropriate to say that development isn't going to occur either we need to shut off development on that side of the road or we need to make accommodations so that people aren't getting killed so I can't support this and the current configuration with a just a right turn in but is there any opportunity to his traffic engineers would they be willing to consider I mean I'm just not sure where they if they have 100 percent said left turn in is as a no-go or if that's I don't know that they looked at the left turn only option left turn in only option and right turn out option but I do know they're their biggest concerns where this that left turn movements to and from the site so I don't think that they specifically looked at that one the left turn in mr.
They got Lofy with the foul. Lancers up one. Ball down in the corner. Skip into the free throw line. Good ball movement by the Lancers, but the shot no good by Levi Valentine. Back the other way. Long three is missed by Pham. Goes over the backboard and just like that, Lancers back in possession. Yeah, Kenny Pham has 17 threes on the season. He's taken two already in this game and just missed off the iron. Both teams a little cold here to start off, to be expected. They've been waiting a long time as I said, this is the second game of the double header, so they're tipping off a little bit later than normally here at Pine Creek High School. Ball comes right side. Boslawski for three off the back iron. No. Nice rebound pulled down by Valentine and there's Smith again for three. That one also hard off the glass or back iron.
Ackerman thank you yeah I think I was gonna just restate that I think a sidewalk is a must have the main entrance stub office part is there and also we're adding additional office space just to the north of here and when we talk about the topographical issues for the sidewalk it's mostly to the south of the site and I think that's exactly right as I'm not takes a look at this we need to be showing that where our planning is moving into you know more urban context here so I think sidewalk is I have to have I think I'm still gonna be really cautious of a left earner only I'm already cautious of too right turn only the I guess I'd look to mr. Leonard about you know there are a few outstanding items and what your recommendation would be and how to accomplish what we're trying to accomplish sure well I guess I'm hearing two principal issues both related to traffic I think the sidewalk is probably in my view the easiest if you think that a sidewalk is important I would suggest we add a condition that a sidewalk be provided I would suggest that any such condition probably provides some degree of flexibility both for the city's benefit and the petitioners benefit that it could be they're located within the right-of-way or that they provide the necessary easement for it to be located on private property and we could certainly work with engineering and traffic engineering staff to locate that and also located in the context of the that proposed turn movement arrangement as it relates to the to the right in right out as as mr.
The other way comes the Eagles. Shot blocked away. Quick run to the basket by Lofy and he is fouled. All right, Max Lofy went out, got that rebound and took it quick. Both of these teams really pushing the pace in this game. Lofy got it inside. Here's a good look as he's driving to the basket. The foul was called on the play on 15, Daylen Smith. His first. Max Lofy to the free throw line is 78% shooter on the season. Scores just about nine points a game does Lofy. Pretty good rebounder as well. Makes that first free throw. We have a tie game very early here in this contest. Loeffy's second one is no good and the rebound comes down to Valentine. Smith slows it up as he calls out the play to his Lancer teammates. Smith gets it back top of the key nearly knocked away by Wilkinson.
Kowalski said the principal concern that the traffic engineer our traffic engineers review reviewers had on this was both left turn movements left turn movements in and left turn movements out you can disagree with that for sure we could ask them to look at that split configuration but I again I don't think they looked at it in detail but they did communicate to us that the mote their concern was those turning movements that was and and doing our best to address those you'll recall that one of the other ways that this was looking at was to the petitioner originally was providing proposing to shut the business down between four and six o'clock every day so as to avoid the the peak trip hours that's a very difficult thing for us to enforce I think it's practically a difficult thing for them as a business operator to enforce so that's why we were not comfortable with that as a solution this and what we agree with this is a better solution by no stretch I will you find our traffic engineer being able to assure you that no left turn moments will be made but our intention is to make that as severe of an angle as possible it's got to be compliant with MDOT standards which we believe this design is and then the last piece of signage again I sort of like sidewalks I think that's relatively easy I would be reluctant for us to dictate specifically what signage but rather direct our traffic staff to make sure that we're being as instructive as we possibly can to minimize the undesired movements through that physical configuration ultimately does have to be approved by m dot so as relates to the signage and the sidewalk I would suggest if there seems to be sort of a consensus those would be conditions to add as it relates to the physical configuration of the right and right out I guess I would suggest that's up to the Commission if you'd like to us to pose that and we could get a some response back to from traffic if that's a preferred approach or take action on it without that advice either in the affirmative denial tonight it's that hopeful at all yeah I think before we discuss any further I think I would want to move a condition the sidewalk be added no matter what if this goes up or down I think that's necessary so mr.
And Smith will regroup. Ball at the elbow. That's Norwood who had it. Kicks it back out. Boslawski. Boslawski nearly lost it. Stops, shot, no. Rebound fought for. Loeffy and Boslawski. They're going to call a jump ball. Pretty quick jump ball whistle and the possession arrow favors the Pine-Richland Eagles. Well, and you can see early in this game both teams just playing so hard. Going up for that loose ball. Guys hitting the deck. You got to love the intensity in this game. No doubt about it. We knew that going in. This is These schools are only about 2 and 1/2 miles apart. So there is a good rivalry. Fam for three, nope. I guess that to be exact, if I was to bring out Google Maps, 1.9. You were pretty close with it. That's what I thought. Lancers go baseline. Shot was put up and blocked.
Leonard if you wouldn't mind yeah a proposed condition might be that the petitioner will provide any necessary easement and and construct a public sidewalk for the length of frontage along North Main on this property okay I would make that motion do we have a second second of the Commissioner Sauve any discussion on the motion all those in favor of amending the motion please say aye aye opposed it's approved another potential amendment that city traffic engineers that the petitioner work with city traffic engineers to ensure that signage is appropriate and maximized to discourage associated left turns in both directions I'd make that motion as well seconded by Commissioner Sauve any discussion on the amendment all those in favor to the amendment to the motion please say aye aye opposed it's proved I'm good for now thank you further discussion are we ready for a vote yep mr.
Revis had the shot blocked away by the Eagles and back comes Pine-Richland. Fam has it. Will hand whoa near turnover and he will be called for the travel as Fam doesn't believe it but a good job of defending by the Lancers to make him pick up that dribble. Great job. It was Sean Boslawski that got in there. And Kenny Fam was looking for a handoff. He couldn't hand it off cuz Boslovski was coming in and as he maintained control he gets called for traveling. Reavis missed the shot. Eagles will regroup. Wilkinson, the senior, controlling up top working against Smith. Yager has checked in for Pine Creek. Shot, high arcing three and that was pretty. Payton Westfall knocking down the three and giving the Eagles a three-point advantage. That's the top three-point shooter in the Colorado Springs Metro League, number 30 on the season for Payton Westfall.
Kowalski I just need to ask a question for clarification regarding the sidewalk the timing of the sidewalk installation or easement granting I don't know if that normally it would be required prior to an issuance of a certificate of occupancy right okay I just we didn't include that so I'll make sure that was out for the Commission all right mr. MELAS this is this is a tricky one right because this is something where we do have additional discretion it is as the other uses would have to come wouldn't have to come before us my question though is and I appreciate that the petitioner was talking about having security cameras pointed to like monitor traffic violations effectively turning in and out of their customers that we have a couple commissioners with the eyes on that street to helps in terms of monitoring what's going on but can you remind us we have the land-use component like that's what we take care of for these but they also get city licensing and is there something about safety within city licensing that if we realize that this is not a safe location when they come for renewal I mean I just can you talk about whether that if that factors in or not I would say no from a traffic circulation that review is happening at this table with review of the of the traffic engineers and you are recommending on that conclusion there are safety aspects of the operation of the facility this the clerk's permit is largely reliant upon the state license for satisfaction of those requirements the state licensing requirements are much more robust we do ask for some of that material however is Commissioner Ackerman we're discussing reports there's been some suggestion to actually require less of that at the city level because the state is providing such a more detailed analysis of it so so while that process does involve safety it tends to be more I think in the internal operational side of things as it relates to traffic and circulation I think that's the purview of this body so to be clear if this body were to approve it today and and even if it's not this petitioner right the special exception uses granted and it runs with the property so as long as some petitioner were to build such a facility within two years three years whatever our motion says it's there as long as they hold a state and make it can remain as a provisioning center as long as they hold a state license or somebody some other company holds a license from the state correct and just to take a step back a couple of Commissioners have have mentioned it and I just I I think you're right on your analysis we've struggled with a staff perspective as well the dynamic of this as a special exception use versus as a sum permitted c3 use it is true absolutely that if some permitted use were to go into that existing space they're all wide variety of uses that are permitted in the c3 district that we wouldn't be having this conversation they'd be getting building permits they'd be opening a more substantial reconstruction like into a fast-food restaurant with circulation patterns that would likely still be a site plan review so I don't want to say that that's absolutely either that could come into play but at the core the question is for this use in this facility is the traffic and circulation issues addressed to the satisfaction of this board for for this particular use I I think that that is the core of the question I I think there's a tendency and again we were we were drawn into that as well but that's the question at hand you are making a decision that based on the advice of us the traffic engineers that arc and the the primary concern was circulation here was turning movements and we believe that this furthers and advances and makes a better more safe turning movement condition but we fully recognized that the special exception use is a more broad construction of circulation so so I feel you thanks a lot something as I'm looking at something in the packet of you know looking a bit farther out about how things are zoned on North Main there's not actually a whole lot of see I'm right so so this is this is a commercial island and so it could have retail in it it hasn't had retail in it because it's a location and so I I I am very much with Commissioner breaks I think on this that I just think that people are going to they're not they're going to find a way to turn left into it maybe not out of it but turn left into it and so yeah Thank You Commissioner get Brandel trust our traffic engineers on this one I feel like if we make it possible to make a left turn in then what's gonna happen is people are gonna make a left turn out I think that's what's gonna happen and I think that could because who wants to go all the way down and turn around again if you don't have to and I think that's more dangerous in some ways because then somebody turning in and somebody coming out I think that's way more likely to happen cuz it's just it's the straight shot and I feel like this discourages people from trying to make that move and they'll try it once and be like whoa that didn't work very well and you're still gonna get people that do it occasionally but I feel like if we make it right turn out left turn in that we're gonna invite more problems than if we leave it the way that it is so that's my so I I'm inclined to trust our traffic engineers mr.
Lancers coming back trying to answer. Reavis throws it down in the corner. Boslovski at the elbow. Driving hard and they try and dump that one off to Caleb Norwood and a foul is going against the Eagles, number 23, Payton Westfall. Well, you can see the size advantage that Liberty has down low and they're trying to utilize that. Caleb Norwood at 6'4, Daylen Smith at 6'4, Reavis 6'3, Valentine 6'4. They've got good size throughout the lineup. They tried to go to the basket and they draw the foul. They really do. Ball comes back up top. Valentine now. Boslovski head fakes, has to pick up his dribble. They are not giving him much space anywhere tonight. He's got it back again and there are two Eagles on him. Has to pick up the dribble, needs some help from his teammates. Tries to throw up a shot, probably could have been a foul called on the play as you can hear the crowd thinking Max Loeffler had his arms draped all over Sean Boslovski.
Ackerman sorry I realized I'm speaking a lot I think I would not welcome left turn in or left turn out and then you form which leaves us to right turn in right turn out and I'm looking at crash data from SEMCOG over the last five six years and we look at this corridor in there are two nodes where we see or I guess three nodes where we see heavy crash incidents we see a lot of car accidents happening at the corner of Depot to the south we see a lot of accidents happening not surprisingly on the on an off ramp of m14 and the turnaround at your on River Drive so it's about a hundred and thirty crashes over the last five years to the north at m14 about a hundred and twenty to the south at the corner of Depot and about sixty sixty to sixty-five in the 100 feet north and hundred feet south from this intersection and if we if right turn and right turn out is the best solution we're just pushing people towards the higher incident crash areas towards the more dangerous areas towards the hot areas and I don't know as if I I can vote for something that in the best case scenario pushes people towards more dangerous areas and increases the number of turning motions in those more dangerous areas Commissioner woods I'm not sure I quite understood but sure so it was Commissioner Briggs to who mentioned and I agree that by having these right turn in right turn out only you're gonna be pushing people to do their turnarounds up at m14 near here on River Drive where there are twice as many crashes as the area we're talking about right now so by requiring that people in order to get to this location turn around in a very dangerous area you're increasing the likelihood of dangerous activity in an already dangerous area or at least increasing the amount of traffic in a dangerous area where there are dangerous turns that people have to make is that more clear I'm not sure I've made that more clear yeah I mean I understand what you're saying yes that you couldn't vote for it so what are you saying you can vote for yes you're saying right now as we have made the amendments or as the as it stands are you saying that as you've looked at the crash data you are more inclined to vote for the petition when you're less inclined I am more conference yeah I'm more comfortable with it now that the amendments passed and I'm glad they're there in case this moves forward but I personally don't feel as though I can vote for the entire project okay and the the crash data is certainly something that I think we all want to taken into account but then we don't really know who was involved with the who was involved in those crashes where you know is it someone who's coming out of North Main I mean the new center or what were those folks who were doing something along that corridor anyway would who aren't necessarily I mean you know without knowing the specifics I think we could what do I want to say we I guess I want to go back and say that I'm going to trust that the traffic engineers are correct this time and I do appreciate that you're saying are we sending people towards a place where they're going to be possibly more inclined to be in an accident or or if we do it the other way are we just spreading out where the accidents are going to happen and rather than happening up there at those nodes they might happen in the middle or maybe we don't have accidents at all yeah I certainly I strongly appreciate that and won't think less of any colleagues for voting for this if they wanted and the traffic engineers have done a good job with the situation they have which isn't a great one and I think this is certainly the safest way that we could get something like this to work if we wanted it to and I think that the current state is safer than this proposed state but certainly this proposed state is probably safer than the worst-case scenario of something by right so I I'm not it's certainly complex and I have to make a yes or no decision okay Commissioner Weatherby so what would if if there are if this passes and it's right turn right turn and then we find that there are crashes we could change that correct we have the ability to adjust public right-of-way but if we're approving a site plan with specific requirements that it function in a certain way I guess what it what we might the more in it might require an administrative site plan amendment in this case because I doubt it would result in any sort of expansion of parking area but it probably would still require an administrative amendment so yes it is it's absolutely possible possible okay thank you sure Trudeau again I'm really torn on this and I am and I think I'm inclined to support it but I think I've been convinced that getting the sidewalk is a good idea the arguments are compelling as in part due to the demonstration to MDOT and our intentions here and and knowing that it there is an administrative amendment option possible in the future if the city looks at this changed configuration and thinks we can make an improvement that actually gives me a little bit of comfort like I'm very much on the fence I'm also am I'm in the back of my mind I'm thinking about what happens on North Main kind of further along in the future which is all up in the air about it when what that means for Lake Shore Drive like which could change what we want to do here again later but that can happen later yeah anyway that's right all right are we ready for a vote all right we will do a roll call vote starting with commissioner Ackerman a to color names or Commissioner Ackerman so the the question is approval of the main motion subject to the added conditions of requiring a sidewalk as well as consultation with the traffic engineer to ensure that we're maximizing signage to try and restrict to encourage reliance on the right in right out to the greatest extent possible yay or nay Jackie does this so much whatever Ackerman no Commissioner Briggs Commissioner give Randall yes Commissioner Mills no Commissioner Millstein no Commissioner Sauve Commissioner Trudeau yes Commissioner Wetherby yes Commissioner woods yes one two three four five the motion fails thank you moving on to regular business so for the question came up while a majority of commissioners did vote in the affirmative it requires six affirmative votes of the Planning Commission to advance any petition thank you moving on to regular business 10 a - 6 - 5 Valley Drive annexation and zoning for City Council approval I don't believe we have a petitioner here this evening you know so we all head on to a staff report thank you okay so - 6 - 5 Valley Drive it's a rather small parcels 4636 square feet it's currently in silo Township you can see it on the aerial photo right here it's a rather narrow parcel it's 30 I believe it's 30 feet wide it's 30.8 2 feet wide but however it is a lot of Records so a house could be constructed on that if they can fit a house within a 30 foot wide parcel so anyway at this time the petitioners requesting annexation and staff is recommending an r 1c zoning which is consistent with the adjacent area thank you at this time I'd like to open up the public hearing on this item is there anyone in the audience who wishes to address the Planning Commission in regard to this item see no one I will close the public hearing and read the motion the motion states the Ann Arbor City Planning Commission hereby recommends that the mayor and city council approved the Durling annexation and r1c single-family dwelling district zoning - six-to-five Valley Drive do have a commissioner who will move this move by Commissioner Mills seconded by Commissioner woods discussion Camillus so this seems to be creating a non-conforming parcel because don't you have to have a minimum lot width in our 1c of 60 feet correct but it or unless it's a lot of Records this is a lot of Records okay Jannik so it would be different if we were creating a new lot we could not do that but because this is a lot of record in the township right now that me and our zoning code does call that out if you do on a non-conforming lot of record you can the only thing you construct is this can construct is a single-family house so the code does give you the assurances for K like this if you can fit a house in the setbacks in the r1c are five feet so you essentially have a 20 foot wide building envelope which is possible okay got it thank you for clarifying and also like this comes up a lot the width for you know multifamily districts and that is right that that's the caveat you can build single-family I just can't build multifamily if you don't have a wide enough lat correct thank you you're welcome any other discussion all right I guess we're ready for vote all those in favor please say aye opposed it is approved moving on to 10v mallets wood - amended PD zoning and site plan for City Council approval mr.
Good shot of Sean Boslovski right there and Ivan Chambers, the head coach of Liberty is telling me before the game, "Everybody knows about Sean Boslawski. They pressure him all over the place. He just keeps a good attitude, sticks to his game." Wilkinson among the sea of red shirts cannot get it to go. Boslawski coast to coast, got it. That's what the Lancers were looking for, and that's what Boslawski may need to spark his game here in this first quarter. And he can do a little bit of everything. He can go to the bucket, he can shoot the three, but well, you just love the pace of this game, up and down by both teams. Back come the Eagles. Scoop layup is no good, and hard to the floor goes Colton Yeager. Gets up quickly, but you could hear the thump all the way over here.
Leonard before we invite the petitioner around I just want to give the Planning Commission and members of the audience a quick background you've seen this proposal previously as a rezoning it was proposed to rezone the southern portion of a former combined plan unit development to another zoning we just strictly my apologies to the petitioner to the commissioner after that happen we concluded that that was not in fact the appropriate process because the original PUD had certain obligations to fulfill as a project that was developed in totality and - there than just remove half of that that would create issues where the former would be relying on actual aspects of the lady's own area for the PUD satisfaction which could which would in fact create a non-conforming situation for the first phase of the PUD so we appreciate the petitioners resubmission of this under the appropriate process you're seeing it as an amendment to the Planned Unit development it is in fact the for all intensive purposes the identical site plan that was previously considered by the Planning Commission under a different eken ISM and now I'll shut up and let you get to the normal order business all right we will begin with a petitioners presentation you will have up to 10 minutes to address the Planning Commission this evening okay first of all thank you and I think I don't know how many of you have seen the previous partitions presentation first of all go I'm Joe Maynard with washed our engineering muscle here with Bill Kenley he's the developer and a Brent as you noted this is a continuation of an existing PUD we are proposing 19 single-family homes got the site plan let's if we can get rid of it they're part of their there so we've got the existing site playing there go through my list here so and I think Jill your review letter actually covered a lot of the points that we were looking to make there currently is no structures on the property now it's just a wooded lot that's developed over the years I think it was cleared at one point in time part of it was previously cleared for the the road extension some of the benefits that were actually looking in this project outside of the original park donation we have some wetlands on site that we're maintaining we're actually going to create two pedestrian walkways one on the bearing this right was north end of the property and then one at the end of the cul-de-sac which will connect straight down through to the park property stormwater management there's an existing stormwater pond that's actually down at the end of Cardinal near mallets creak part of our site will discharge to their the roadway called the sex will have a rain garden in it to pretreat some of the water and then we also have an area in the back of the first two Lots that we've actually found some really good sands that will do some infiltration and pretreatment there I'll go to the next page here and figure out how to do this how do I get to the next page there we go so we've got some sample homes here the homes will be built to the current energy code owners will have some opportunities if if they need to do miscellaneous upgrades if they've been electric car you know the Builder will work with them to install electric car charging stations and things like that all the homes will have garages so there's the one car garage say me some maybe I think's a little more to the two-car garages Java places for bikes your trash storage will be inside so that you can keep everything neat and clean there one two story homes so you've got just a sample of home plans here and then we'll get to the last item here which is the landscaping so like I said there's a number of nice trees on the site there's also a number of smaller dead dying trees we're actually proposing to remove I think it's somewhere around I don't know where that's it well we've got a number of trees to be removed but we're keeping about 33% open space and 59 landmark trees and only 23 of those will be removed so we also have a kiyose cash contribution for the trees that we can't mitigate to the city's tree fund so I think that covers everything because the jail I think I'll go through a lot of this stuff too so if I didn't already cover what was in your letter as mr.
Sure could. The The foul was going to go against Caleb Norwood. We'll take another look at it. Here comes Sean Boslawski right at you, into traffic, three white jerseys all around him, gets the shot to go. He's got such good control, and is not afraid to take it in against those 6'4" guys. Speaking of 6'4" guys, here's a 6'5" guy at the free throw line, Colton Yeager. Misses his first free throw. Second free throw by the junior is up and in. Eagles up two under two to go in the first quarter of play. Reavis slowly brings it up. Throws it over to Norwood. Lancers looking to be a little bit more patient on this possession. Norwood stop, can't get it to go. That goes off and Lancer last touch by the Lancers, and Pine Creek will have it again. Well, the one of the keys to the game that Pine Creek coach Joe Rausch gave gave us was limit Sean Boslawski as much as possible.
letter said this is essentially exactly the same plan that we submitted last May I think was unanimously approved by this body it's the same site plan we've modified the detention pond slightly to make it more agreeable to the existing condo owners all of which have approved this plan the neighbors we've had now three different community meetings and we've had no real opposition at all so we think it's a good plan the planning staff has all approved that we work diligently with the city Forester and save trees we actually eliminated two Lots in the process so I think that everybody in planning staff is comfortable with at this point so we're pleased to bring it forward and here to answer any questions you have thank you well now have to miss Thatcher for a staff report thank you I have just a few things to add so yes this is the same petition that came through before future land-use plan does recommend single-family detached dwellings which is what is being proposed here vehicle and bicycle parking will be provided one space for each minimum inside garages for each each single-family detached house the stormwater just basically two touched on the new sharing court which will be public meets the Green Streets ordinance and the first one inch will be captured and treated in a rain garden in the center of the cul-de-sac as Joe mr.
