you see the blue line just Skyrocket up 24 25 of people that did not have a high school diploma no employment no employment folks who had a college degree the red they also went up too but they're at seven eight percent so the unemployment rate is times three during a pandemic when we especially needed to sustain some work so education pays and it's valuable the way we're trying to think about critical inquiry for our students in that educational process if we go to the next slide and then man we're in a crisis ladies and gentlemen Young Folks old folks seasoned folks this is ba degrees in the state of California and I show this to my students they're like dang we thought it was bad but and this is why data is so important we may think we know but when you see it you're like dang so this is Baccalaureate degrees all adults in California who are over 25 years old African-Americans who are adults in the state of California 22 of African-American men have a ba degree 25 of Afro-American women intersectionality is the difference between men and women and how we're pursuing education for Asian Americans and not this is this is in the aggregate so for different subgroups of Asian Americans it's actually not this high but this is the aggregate right 53 of Asian American men have a baccalaureate degree it doesn't mean they got it here they may have got it in their home country 50 of Asian American women Latinos which is actually our largest racial ethnic group at auhsd and more than half of Anaheim 11 of Latino males have a baccalaureate degree 11 13 of women have baccalaureate degree Pacific Islander students or adults 18 percent have a ba degree men and women about equal white men 44 have a ba degree in the state of California white women 41 percent does that surprise you for many it's not surprising it's surprising that it's that bad that the gaps are that huge because we know that once you go to college your children's likelihood to go to college triple three times four so if 11 and 13 of our adults in Latino communities don't have a ba degree that's where schools have played a critical role but the entire burden almost falls on the school to do that because our first gen parents don't have access to that kind of cultural knowledge go to the next slide so again how do you know how do we know how do we decide and what or who informs us and I'll finish up with this with you and I show this in my class it's a trip we think we know ourselves let me ask this before I ask for this data to come up and I'm asking the Latino context um so let me hear some of your thoughts of What proportion of the United States is Latino or Latina or latinx is it 10 20 40 What proportion United States is made up of a latinx demographic 45 45 do I hear 50 do I hear 50 do I hear 55.

okay um perhaps um chair uh Senator Chang then maybe in the committee report we can say as they organize um this measure that uh at least some reporting to the committee or to the legislature as how you will proceed I think that's fair right because we're not saying you need to to create rules then if you need to create rules then you know it's a public then there's transparency and and you have to um do a reporting as well as taking it out to the public so either you can do that I don't know and maybe if Senator Rhodes can assist I'm not sure if any working group that was directed to the governor's office that we could tell that group that you must create rules you know we do it when we organize um working groups and and it usually is very specific in in the measure so a better off I don't remember never coming up before yeah yeah well sometimes I think out of the box and I think maybe my questions are I'm just curious because we are directing those stand the working group not specifically to the issue so you know water and land if there's or we're talking about um marine life and young brothers and mats and you know it's an organized group uh and okay so maybe we can reference um some reporting prior when you all organize then report to the legislature we may not be in session but that would be good for us to have a report and see how you're managing or how will this group be managed that's just some comments I'd like to offer I have no problem if you can take over because then he can use his own funding uh he's putting money in business he's paying for it yeah yeah there's no appropriation that I see in the thought that it so we would have to find ways to uh bring the group together exactly um because you know in your working group uh you're gonna have you're going to have County's representation yeah and different divisions within a county okay just some things to um for you folks to work on so perhaps in the committee report or maybe even in the bill that it says that reporting prior to implementation and completion of the organization that that they report back to the legislature that's fair yeah all right thank you thank you thanks so much for being here as well appreciate it further questions okay sb140 and this is um as we continue the committee on water and land and housing uh and 140 uh requires the office of planning and sustainable development to identify and analyze existing and protected housing needs and identify adequate sites for housing sufficient to meet housing demands for all income levels each year officer planning okay uh Realtors sense communication and support they were going to be here in person we do have three support um tested testimonies from Maui Chamber of Commerce will come around and keep [Music] in Support Office of planning can you come and share with us your comments please hello chair Scott Glenn director office of planning and sustainable development I have with me Katya balaciano the land use division administrator for the office okay say we'd like to know um you know your the comments that you have before us sure um so we we submitted testimony noting that we believe a lot of data already exists that can help with answering the the work that's being requested in this bill and also that there are other agencies with access to data and help generate data and that also in the past when op has done this kind of work it has been resourced specifically to do the work and that happened before Katie and I joined the office but okay so we're already doing the work it seems like in many ways yes this is your bill yeah okay all right okay um where are we with doing the work uh maybe I could defer to Katya sure uh we partner regularly with hhfdc they have contracts with SMS for example to regularly analyze the housing needs and they are primarily the source of that information in regards to the review of a quantity of state land opsd has identified the vacant Parcels the developed parcels and has maps and data in regards to the vacant lands that are available for housing and other Economic Development needs and we regularly update them work with the Tod Council reason I ask these questions and cheer as well um because for our recommendation hadn't I know that they've already have been doing the work I was going to add an appropriation for a position to assist you as well but you're all already doing it so just for our information I don't know that you have a list of say the 10 best sites that would accommodate say you know 65 000 units a thousand period not that I'm aware of in that in that particularity yeah no um not the 10 best sites right so I don't know that the level of specificity exists yes okay so but if we're talking about only one portion of site selections housing sites throughout and we already have the opsd already doing similarly work with what we're identifying in this measure then perhaps you can offer and we can ask them then to add that criteria what's in it you know to um to what they're already doing but that's just my opinion because it seems like it's a redundancy they're doing the work and they don't need a position [Music] yeah we could use a position okay okay in fact the governor's budget did include a position for uh for the work that you're doing for Transit oriented development to find the data that we have and continue the work that we're doing the Partnerships so that would be very useful thank you okay so if we pass this measure then a big and this is upon you um how would you look at this measure I'm sure we could we could go back and look at this in terms of what it would take to update to the level specific specificity that chair Chang has mentioned in the level of effort attached to that and report back to you because the idea and the measure is is a good one but you know and that's why I asked you um as well you know are you already doing the work and seems like you have been uh and it's on your table because you're responsible for Tod developments okay yes and and if I can just add we are working and as Katya mentioned in collaboration with hhftc and other housing agencies too just more of a comment please please don't forget mayor right Holmes it's a huge spot with buildings that aren't worth saving and it's going to be close to rail and it's just outside the flood inundation area so um I I I've been baffled for years is why we're not taking better advantage of that site that we own and um it's already affordable housing so there's not really any issue so just don't forget about it thank you thank you in more of a kind of a comment I guess as well dovetailing off my colleagues one you know I hope when you look at these things if you're creating these specific lists and this is kind of share this with my counterpart chair of Finance on the house side is a lot of time developers will pick places for projects and they'll build them and there's no supporting infrastructure and it comes upon the county and the state to come in and build new schools to build New Roads to build new water to run water out sewage sewage treatment plants which of course is puts a huge burden on the state and the county to now provide infrastructure in areas where there is none and per his point if you look at these lists if there's a way to identify supporting existing infrastructure that if the housing was built could then readily be able to provide the services needed accounting state level so that we don't have to come in later on and spend millions of hundreds of dollars in CIP for the think very things I talked about so thank you chairs I appreciate it thank you thank you any further questions to PSD thank you so much thank you thank you chair all right anyone else wishes to speak to sv140 okay hearing none let me say aloha to that then Mr chair we're back on our agenda okay so we take a recession okay there well I'm ready so are you ready [Music] all right well no recess then we'll just go straight into positioning um okay so um we'll start at the beginning um and as as we discussed briefly a little bit earlier I did the first three bills on this agenda kind of have a similar purpose and so um in the opinion of the housing chair um I think we can focus our attention on um third of these measures and convert the second into a study and that's for the first you know there really wasn't a lot of positive testimony for it and it seems like there are a lot of Kinks to be working out worked out on it so um terrorist inclination is to defer sv-136 [Music] um okay so for example 136 we'll be deferring that one we'll move on to Senate bill um 139 relating to important housing labs again it seems like there were some unanswered questions raised by a number of the agencies that testified and um I think one way to address some of these unanswered questions would be to convert this bill into a study to identify sites for 100 000 units of housing provide a budget of five hundred thousand dollars that have hpha conduct that study or contract for that study um and maybe we can get some more concrete tangible answers so um well just going back to the question I raised earlier about some conflicting um I guess language and you talked about the first three measures you're deferring the first one so 139 and 130 are we talking about um yeah you know the question I raised what are we looking at one mile or half a mile so I think um but now you're gonna are you what are you gonna do with 3 30.

short and sweet no comments that was short no that's all right miss basford good evening um I'd like to um thank everyone for coming um I too Miss Felder um it's uh the things that I've learned in the last several months or years it's it's it's it's it's um getting to me as a as a human I don't speak for my colleagues these are my personal views and opinions but um as the attorney said we have to allow certain speech and it's the constitutional right freedom of speech so um a couple meetings ago there was a group of people that came to speak out and speak loudly and I hope maybe that starts to continue again because that's how you balance things out you know like when you make a salad you use so many pots of oil to downgrade the vinegar so that's my suggestion you guys were pretty pretty uh vocal and pretty successful the last time I hope maybe that I see that again because uh I'm getting as the superintendent said a couple meetings go tired of it and um there's a lot of my friends that are affected by that speech and people in my family as well that have identified in certain uh aspects of life and it's hurtful you know everybody has their own beliefs and you can't tell somebody what to believe about themselves so it's I'm sorry you you were 100 correct but we can't stop that um I want to congratulate all the CHS um County First teams congratulations to all the students of the month and I got to see Jason Rossi I used to work with his mom a long time ago so it was a pleasure to see them hear how grown up he is and yes I did have to do a project with him when he was in the third grade he interviewed me as a public official and why I did do what I do and that was a long interview but it was fun um congratulations to the pbsis and I love the artwork um fabulous I hope to see more artwork because I love color I'm not a proponent of very drab spaces I like a lot of color so anything yet time you have purple going on in there you know pokes me right up um I think uh we need to do more about um our mental well-being as board members and I hope that um with the counseling department we start working on more things for us and also for the uh the students uh thank you to the invitations I received for read Across America I will be responding this week I had a wait I'm taking the day off from work I had a way for approval but I will definitely be there the schools that invited me I'm going to run around but I it's the one perk of the job that's the one of the best besides graduation and being on the field without students but um I want to wish everybody a Happy Valentine's Day uh spread love spread kindness uh because we need especially in here we need a lot more than that and I apologize for my Outburst side but I was some of this stuff really overwhelms me it's getting to me so thank you thank you Mr Mr Brunson thank you Mr President uh just as as president Smith mentioned at the beginning of this uh meeting over 15 000 dead in turkey and Syria so uh prayers up to all those people they need it they need our help superintendent uh Dr Robert Tosi sent out the communication earlier so hopefully there's a fundraiser or something that we could donate to members in the community as well last night I was able to attend uh my first uh play over here in in at Woodrow last night my niece was a stagehand over there lots of my neighbors their their kids were involved as well and it was called Frozen Junior the second showing was tonight but we probably all missed it because we were all here so shout out to everybody over here who who came today but those who attended yesterday there was not one parking lot not one parking spot in that school lot in the far in the back of Woodrow and it was absolutely fantastic uh Mr Uchi was in attendance as well with his wife and son and it was absolutely fantastic I must have seen Frozen movie uh about 20 times when my daughter was younger so at least and it was a wonderful representation so there are a lot of these types of things happening in our community and I urge the community to pay attention to uh announcements regarding these types of of uh events in our community they're absolutely fantastic bringing the community together and uh I can't thank everybody enough from Principal Jaeger to uh all the stage hands and everybody who made it an absolute success yesterday absolutely wonderful um and again thank you everybody for attending tonight congrats to all the recipients of the awards thank you for your time and God bless America have a good night everybody thank you uh Mr Mejia thank you president Smith I first like to say good luck and congratulations to all the fall sport athletes and all the winter sport athletes I know it's a good season coming up um congratulations to all the center of the months especially um those who are seniors you know you're gonna end up in college pretty soon so you know take this all in right now um I also want to send mechanosis to the people up in turkey and Syria to happen because of the massive earthquake um I know that was packs a whole bunch of families not just here Clifton but especially the whole United States I'd also like to send my kenosis to a childhood friend of mine that recently lost his father um Anthony Joseph um senior so I know he does still have some siblings here in the Clinton School District and I know I don't know how that would feel I haven't lost anyone recently but I know it's definitely tough on him and his family and I also like to thank all the school counselors I know a school counselor week and you know school counselors hold a deep place in my heart you know without them helping me out through the throughout the years I don't think I'd be where I'm at today so thank you thank you Mr Paris thank you Mr Smith um our prayers and concerns to those affected by the earthquake and turkey and Syria and their families here um congratulations to the award-winning student and athletes that we honored this evening as well as the students of the month the student artwork for pbsis thank you for sharing that with us it was it was wonderful to see that we have such talented artists as well as great readers in Clifton um thank you to the the city uh police department and to um the city manager for taking action on the school nine safety concerns that were discussed in the security meeting and uh just a reminder to those of you who love beef steaks which are kind of unique to New Jersey and some tell me Clifton is the origin of the beef steak I would like to think it is there's a ban beef steak coming up on February 17th Friday and you can get your tickets I believe on on their website online there's a contact thank you that banned beef steak is also the Tricky Tray right yes um boys and girls got right um Mr Santiago thank you president Smith um just like to Echo of course um you know prayers to uh those affected by the the earthquakes um and and their families here as well uh congratulations again to all the student athletes and student of the month um I just wanted to share that as we mentioned earlier uh commissioner Mejia commissioner brunsiak and I attended the New Jersey school boards Association new higher new member orientation and it was a great information for the three days but one of the things we noticed I don't want to speak for everybody else but I think we're in agreement that you know our district is really far ahead of other districts um in many in many factors from technology to committee to the support to just so many things and we just kept you know they were they were the other members were in awe of us so we don't have that we wish we had that so just kudos to everyone um to our district and to our board um it is uh as we mentioned Black History Month which is you know American history so um you know many ways to get involved if you want or something as simple as listening to a podcast or a documentary or reading an article or reading a book um you just want to get get more educated on that uh Mrs Gaudet thank you very much that was very kind of you appreciated thank you for that our robotics team good luck to them they're going out to Pennsylvania and other places to compete that that's awesome um and uh also national school counselors uh week was great to celebrate that recognize that they do amazing work they care for our students they counsel they advise they're in ear the shoulder to cry on and way way more than that so we really appreciate all their efforts um I think that's it for tonight thank you guys good night thank you Dr Davey him I do that all the time see I didn't look at my notes Mr abadravo congratulations to academic athletes and our students of the month um what I think Miss Felder was trying to allude to congrats also our three student writers of the Clifton times um we'll hopefully she'll she'll expand more on that later um the earthquake of turkey and Syria I think has been the most treacherous times since um 2014 or 2011 of Japan where over 20 000 people have perished so my prayers and thoughts to not only friends community members but Civic community members of the world um who are trying to put things together and this is a time when we do come together we should always come together but there's a time when we come together even closer to help one another I have a few more things but I'm just gonna touch on one more thing and then one other one thing that's been bother me all night uh the pie in the face contest which I was able to take part of where Mr uh Paris and I were in contest with um thank you to the Key Club for raising over two thousand dollars and Mr mccunney for putting over putting together that video it was a fun um fun time I think it was about a week ago you know people think speakers for coming up but tonight was disgusting anybody knows me I'm very vocal and I don't care and I'm going to speak on my behalf and not anybody else's when you talk about the norm of what your Norm is I think is disgusting the norm of a human citizen is about love acceptance and respect you talked about mental disorders how dare you who are you God to say that there's mental disorders of people who you don't believe or don't agree with i for one I'm an airline in front of the lgbtqi plus community and this is not a stand show this is not this is something that we my legs are shaking around because that's how viciously pissed off I am and I think we should and you know what what Miss basper said we should pack this room this way they shut their mouths because you know I hope he comes back because they decide to talk and do this every single time and they leave because they don't want to hear the truth they don't want to hear that they are the minority in their voices not the majority and we need to show that yes parents can opt out all right so what we understand that you don't agree with the health standards but do not berate and individual because you don't agree with them that is atrocious that is disgusting and Despicable I honestly really hope and I really hope the citizens of Clifton are hearing this because we do need to pack this room up enough is enough yes there is you have your first amendment to speak but you know what an individual has their Amendment and their rights to believe in what they want to believe in it's not about religion it's not about culture it's not about anything else it's respect love and acceptance and we all in any religion in any culture in any Community are taught that from kids age and enough is enough thank you Dr Danny so um I'd like to say uh first of all good evening and um congratulations to all the students who received Awards it's so nice to see students come up again we're Board of Education and when this started during my time here on the board of education it's really nice that it's continued and um you know that we take that time before we really get into everything else to you know acknowledge those students who have done really well um I'd like to say thank you to all the counselors in the district for all that you do for the students and helping them with the process of you know course scheduling or you know looking into the colleges that they want to go to so thank you very much um I don't know Dr Michael O'Connor who is a Clifton High School social studies teacher but I want to um commend him on attaining his doctorate degree because I know the the time that it takes to get that you know they there's so many that are ABD all but dissertation and they never get to that level so I really commend you because it's a process that I'm just happy that I'm done with but it really took a lot of time from family for friends from going out and doing things so I really want to commend you on that and um it is Black History Month so I thought that you know Dr Martin Luther King Jr quote he said the function of education is to teach one to think intensively and to think critically intelligence plus character that is the goal of true education and you know there are things that are said here and as many of the board members said there's freedom of you know speech and they can say things of course not just anything that they want but um sometimes things might upset you that you hear but there isn't you know again um you can't shut down people because once you start doing that you become you know oppressive so um there's a quote and it's by a um African-American woman and it says um nobody in the world nobody in history has ever gotten their freedom by appealing to the moral sense of the people who are oppressing them and I just feel like you know it's it's two worlds and you you know what I mean you you I think this quote by this woman who's um an African-American woman really you know that just sort of stuck out at me from everything that's been going on and finally I want to say Happy Valentine's Day to everybody to um especially my love John and um that's it so thank you foreign she's an expert in lobster so make sure that you uh you get some Lobster from her um I am you know one of the hardest things of being um on this day is is um and as Miss password said before she stated her personal feelings versus what the board represents and one of the hardest things sometimes is sitting up here and um hearing different people speak and you may not personally agree with them but as an elected official you have to listen you have to take it into consideration and vote your conscience what you think is best for the district and um it's a tough task it is a very tough task um whether we agree or disagree with the law I have to take the advice from our attorneys and as chair of the meeting I do not hold any higher power than any other commissioner here I cannot tell someone to sit down condone what they're saying um because I sit in this chair more so I have to be a a fair voice to let all those who wish to speak to speak that they would hopefully come before the board to discuss educational items but if they don't and they are five minutes they wish to speak about something else um unfortunately the law says we have to listen to it it's not easy thing to do I have to tell you that it's one of the hardest things to do when you don't enjoy hearing what someone's saying that's why when Mr llama comes up you know we're all so happy to hear what you're saying because it's such positivity I'm not saying that we agree on everything but in most senses it's positivity and I think the world needs more positivity and we come together as positive people helping each other and supporting each other what a better world this is and I almost wish that this room could be filled with our students to show these people that hey the the rhetoric that you use and the putting down of our district and this is Who We Are the students of Clifton we like Clifton we like our teachers we like being involved in sports and cheerleading and the robotics team and everything else in between the debate team and every I don't want to leave anybody out my Cask crew hero as well um every aspect of it they're proud of being Clifton High School Clifton Elementary Clifton Middle School students and we're proud of them that beginning part of this meeting is the most enjoyable part at least from this commissioner's standing that's the most enjoyable part of my night when I can see kids come up here with their accomplishments and their smiles and their parents with their smiles and their cameras that makes all this other garbage worthwhile because that's why I serve on this board is for those kids and I'll continue to fight for them I'll continue to fight to make this the best place to get their education and I know our three new Commissioners didn't tell you all some of their stories from their new board orientation but one of them that stuck home by Mr Santiago and um Mr brunsiak they said when they were at their new board orientation that Clifton is far above most every other school district that was there some of them haven't even appointed committees yet you can be proud that you're represented very well by these people that we work hard because we want the best for our students we work hard so that we can support and back up the best teaching staff there is and the best counselors that we have look at our kids look at the accomplishments look at the graduation rates look at the scholarship money that our kids receive and I'm not taking anything away from any other District but Clifton outshines most of them and we have to stand up and be proud of that and profess that and silence the other voices that are trying to destroy the good that we do here stand up and silence it don't let it get you angry don't let it get you PO'd but let it give you strength let it give you encouragement [Music] and as I said if there was a room of kids here that's what brings encouragement to me and it may be to all the rest of you but I'll defend Clifton education Clifton students Clifton teachers and staff any day of the week against anybody that's one of the reasons I'm proud to sit on the board of education of the city of Clifton in the state of New Jersey and I thank all of you that supported without you the taxpayer supporting education look at all the construction going around in our town that's positivity you people said our kids deserve better they should have bathrooms that are in 50 60 70 years old they should have cameras where they could be secure going to school you people thought it was important enough you should be proud of that and we're so thankful to the residents for coming out and supporting that and to continue to supportive education because tonight we made many presentations to students that are doing phenomenal things in our school district that is what we have to stand up and be proud for that is what we have to continue to stand and fight for and not allow the other rhetoric to try and overcome that and Mickey I will always support all students they are students they are people and they are important that's all I have for tonight uh the boy I'm sorry I'm skipping around again uh new business is there any new business before the board other than our yearbook picture we've been trying to take forever um if we don't do it tonight it will not be in the yearbook um so as soon as we break for executive session we'll do the photo before we go to executive um we are going to meet an executive session for oh I'm sorry is there a new business sorry uh I just want to make a recommendation uh since on two accounts one that we have three new board members Mr President and also that it's a New Jersey school board members association thing um I have my own copy but I think we should also have a basic School law book copy in one copy for the whole entire board particularly for our three new board members either left in the superintendent's office or in the Ba's office this way they can be perused by any board member uh particularly three new board members it is written by the New Jersey school board School Board Association and I don't think it'll be it would hurt to have that as a resource or a copy for the whole board to have it somewhere as a desk copy we don't have that in the circular book no that particular one now no okay is that a form of emotion yes motion motion by Mr Roberto second by Mr Awad um do you have a an estimated cost s 125 for our membership it's like going to a conference it's 1 25 as members um I think it's a good resource to have for the whole entire board uh to use and it's not I'm not saying that for every board member but one copy copy for the whole District okay uh not to exceed it's 120 125 okay all right so motion is to purchase this New Jersey school boards law book is that what it is yes the basic School law book basic School law book for 125 second buy Mr Awad discussion I have a question yes does it come in audio because I don't read I'm dyslexic I have to have audio can we look if it's in audio and if it is an audio does anyone have any objection to purchasing that as well no okay we'll include that with the resolution thank you okay we could have Janina read it well you know what all right we we're taking this photo whether it's at 9 20 or 12 20 gang and Sam wishes to have it at 9 20. all right uh roll call please on the motion Mr abadrabo yes Mr Awad yes Miss basford Mr runziak yes Mr Mejia yes Mr Paris yes Mr Santiago yes vice president Danny yes and president Smith yes motion hey the board will be meeting an executive session to discuss uh one two three four five student matters action um most of that is in the current year we had four kids come in this year and two leave the program um and that's been driving this hundred and fifty nine thousand dollars uh next year is actually down from this year's actuals but it's above the budget we put in for this year so when you kind of do the same type of analysis we just talked about on heating oil you're seeing that already in what we're seeing in the current year now we've offset that we actually uh um are decreasing Transportation costs Dr Burrell has worked with a our regional organization at Advance to actually work with other districts and create a Consortium of districts to um to actually ship a ride share for kids going to the same programs and we would have with the added students going to programs that would have increased that would have been also a very significant increase in terms of spending probably a hundred and fifty thousand dollars a year to year increase but instead it's down by 71 because we found 225 000 worth of savings by doing ride sharing so that's a good story actually in this budget and uh and of course we with more kids get with tuition we get more in the excess cost reimbursement we don't get nearly enough from the excess cost reimbursement but uh but it's uh but it is helping offset some of that cost to see if you were going to ask a question on the buses are we adding two buses or are we replacing two buses um we in terms of the general transportation we would be adding two buses what drives that um going from three tier to two tier you need more buses to move the same amount of kids say that again I'm sorry so instead so what you have today is you have one set of buses and then they go back and they go to the second school and you have a second set of buses and and and so with the high school and the middle school going at the same time they've re-looked at the how they so so yeah you're still on I was talking about the special ed and the ride sharing and he asked me a question about the next item um so but Steve's quick um the uh so it's on the on special ed actually uh Ed Advance runs some of their Vans mostly in advance were actually runs those so that will uh they're able to do a lot of that coordination on the special ed and that's actually we've done some of that with other districts this is a noticeable increase in it which is great uh and uh and I want to thank Dr Burrell for your leadership on that because you were driving that across all these districts um thank you um the general transportation I think I answered Steve's the the issue on general transportation is when you have one set of buses does the high school run and then they go to the Middle School run and then they go do the elementary run um when you start putting the timing of them so they overlap right you need some additional new buses we've been able to work with the bus company to just keep that to two buses we've heard of other districts who had this was this most significant issue was they would have to add you know 10 buses and things like that we've actually you know changed the bus runs and things like that that will make it work so yeah uh we've actually talked about it um but it's probably at our next bus contract negotiation which is five years from now so we got some time to go work on that the big inhibitor that we actually talked about it at the last bus contract the big inhibitor was infrastructure um the you need a very heavy infrastructure to charge those buses um so yeah so yeah uh 2032 I think or so 2030.

has a 100 million dollars of unissued authorization and then November measure s from November 2022 has um 71.5 million dollars of unissued authorization um and there is a limit um just based on the California legal code for elementary school districts that at any given time they can only have 1.25 percent of their total assessed valuation of bond outstanding so if you take the total assessed valuation of the District of all the taxable property in the district multiply that by 1.25 percent then that that gives you the debt limit for an elementary school district like Alum Rock and so um currently under that debt limit the district only has roughly 19 million dollars in available capacity and there is a way to get around that limit um and it's fairly common so the method is to send a waiver request to the California State Board of Education and typically they approve these requests I don't think Dale or I have ever seen a case where a request is not approved as long as we provide the necessary information and once this waiver request is approved which will likely happen in May of this year um the Department of Education will assign a higher percentage limit and that will enable the district to issue um the initiated authorization authorization for measures I and measure s um so you know the resolution before the District board tonight is just to um approve the process of actually applying for that waiver so so I hope that makes sense but happy to answer any questions about that okay thank you um oh but do we need to oh oh okay I don't need to pick public no because that's that's the hearing okay very good so with that I hereby declare the uh public here in school bonding capacity waiver request open okay uh Louise is there any members of the public wishing to comment board president there's currently no public comment okay seeing no further public comment I will go ahead and close the uh public hearing regarding School bonding capacity waiver request okay so moving on to item six superintendent slash board business 6.01 approved resolution number three okay move to approve okay so I have a motion from Quintero second by a vice president Herrera whoever uh missed Mr Chang would you like to knowing uh was it present the resolution yes Mr board president um the resolution um was just explained by Mr Joe Crump in terms of the waiver that we're requesting to the state of California in order to increase our um debt limit um to be able to issue the outstanding bonds okay very well uh Luis is there any I'll open the public comment on 6.1 is there any public comment on item 6.01 board president there is no public comment okay saying no further comments by the public questions and comments by members of the board okay seeing none I will move to a vote you know how uh okay oh okay trustee Chavez you have the floor okay um I know that the voters did you know approve to you know with the bonds but this waiver it's kind of like attacking from 13.

45 anybody else 30. 70. and no wonder Taco Bell is huge so all right keep that in your mind in fact I'm asking if you have to just write it down real quick or just keep it in your mind what do you think the percentages of Latinos is in the United States right second question of all Latinos in the United States how many are U.S born how many are you guys born of all Latinos World proportionate U.S born which means What proportion are immigrant write that down put it in your memory bank third question of Latino immigrants What proportion are undocumented or as our legal documents say illegal aliens isn't that kind of sad illegal aliens undocumented immigrants let me hear somebody yell that out at the risk of being racial What proportion of Latino immigrants are undocumented immigrants 65 percent 70 percent raise your hand if you think it's less than 10 percent raise your hand if you think it's be it's be it's about 20 to 30 percent raise your hand if it's more than 50 percent undocumented folks a big issue big issue let me show you the slides because the national survey done asking at the national level that was commissioned by some Latino organizations of folks in the United States and they disaggregated by race which is really cool right so they asked white folks how many Latinos are the United States how many are undocumented how many immigrant so I'm going to read it because I know it's kind of small so the first one is What proportion United States is Latino so African-Americans responded that about 44 of the United States is Latino almost half Asian Americans said about 35 percent white folks at about 37 Latinos are like we're 45 baby now bunny it's actually 19 percent it's like are you serious you even don't know who we are right next question next question what share of Latinos are U.S born so forty percent of African-Americans said that they think about 40 percent of Latinos are U.S born which means 60 are immigrant Asian Americans 31 they say it's 31 of Latinos are U.S born 42 34 of white folks say Latinos are um U.S born Latinos say 42 percent of us are U.S born it's 67 percent two out of three Latinos in the United States are U.S born but when you hear the term to immigrant even we believe that that's how powerful the messaging is about Who We Are or is it last one What proportion of Latinos are undocumented this one's this one's really cool 39 of African-Americans say that I mean I'm sorry African-Americans say that 39 of Latinos are undocumented so four out of 10 Latinos are undocumented according to black folks in the United States 30 Asian Americans say 30 are undocumented Latinos white say 32 percent Latinos say 36 percent are documented it's 13 percent so what I when I discuss this with my class and some other communities they're like wow man we're stupid [Laughter] and what's cool about it and what's hopefully I can help guide our work is that data shouldn't drive us it shouldn't drive us that's a thing people should drive us conversation should drive us our values should drive us that's how we interpret data and we analyze data together so we could realize oh my gosh so the question is now for Latinos why do they think that one-third of us is undocumented so let me show you some of the data and then I'll finish my time okay oh my God okay so you know what somebody know how the city council my apologies Cyprus and other cities um your cities don't have GIS mapping yet on your website so I would urge you to actually urge your cities uh when I got on Council I was working with uh at that time principal Saldivar and we're trying to figure out what is the social context of Anaheim high school around it everybody talks about all this stuff but we don't have actual mapping so I asked our city um GIS Department our our planning folks hey can we develop visual maps that the public can actually use or that is a counselor could download and look up and see what proportion of of the city is poor and where are they concentrated What proportion has internet access where they concentrated and they said yeah we could do that and they did it and we met with Robert and Robert's like here's some other things you might want to add and so this is available for those in Anaheim if you're not if you're not in Anaheim I would urge you to talk to your Council people or your or your leaders in Cyprus say we need this in Cyprus we need this in Buena Park we need this in Stanton so this is Anaheim so my apologies again for those who may not be but I just wanted to show you a couple couple of pictures of the power of this rent burden have how many of you have heard of this term rent burden and this is to contextualize the work you're doing in lcap why it matters so much and why data matters but also that when we criticize our critique ourselves as a system as a school system that we also recognize our schools cannot overcome poverty they cannot Michael Matsu and I are the shouting match about that right now because he said you're ridiculous that's my job that's the mission of Educators is to actually overcome the struggles of society and I said I agree with you superintendent matsuda but we can't sustain it you can't ask teachers to overcome the poverty and the neglect and the indifference of a society on our kids and their families we can't do it classified people can't do it they themselves are in that space our students are struggling with their mental health around this so this red burden is a really important linchpin and I say schools cannot overcome poverty by themselves is what I'm suggesting by themselves it's not sustainable it's hard because when we don't get the expectations or the data that we want to come out of our schools who are we going to blame ourselves well actually this is how it's going to play out probably it usually does in most spaces that I've had a chance to be in the test scores as much as our district pushes against that we as parents are like well look at Irvine well look at Stanton some of those schools are doing pretty good why isn't ours in the elementary level what about Irvine what about Newport Beach have you been to Newport Beach we're not there and then it sounds like an excuse sounds like an excuse so what happens is parents begin to put pressure and then teachers begin to be like well I don't have the resources or teachers began to say well you know at the high school we're doing what we got what we get what we get is Junior High kids are not ready and then Junior High teachers like what well we're getting them from the Elementary District they're not quite ready and then the fifth and sixth grade teachers like well we're getting them from third and fourth grade they're not quite ready and then third grade says it's those kindergarten teachers man they're not teaching them how to read and then invariably somewhere the janitors they don't clean up enough you know it just becomes this blame game and then ultimately it comes down to this full circle ladies and gentlemen the kindergarten teachers say they're not Kinder ready so now we're doing Universal preschool and about three years the preschool teachers are gonna be like they're not preschool ready right and then what that does is it then takes it all full circle it's the parents or it's a student something's wrong with them and that's where I hope and expect that the culture of what we're trying to do is to say no no data suggests there's something bigger and that's the city data next slide so red burden is if you spend I'm sorry if you go back to that if you spend more than one third of your income on your rent your rent burden it's hard to get loans it's hard to get your your credit score it looks bad so this is by the different high schools and the darker the area means that 45 to 70 percent of the households surrounding that area are rent burden they're they're struggling with rent what does that mean kids got to work well our parents got to work more and you ask them to be at a school meeting at seven o'clock they got work and they're tired just like you're tired just like we're tired so look just look at it look at the schools the different schools that you may be at Katella lawera Magnolia look at Western my goodness I mean that's the primary concern for many families around Western can I pay rent next month do I got to take in another family sublease my apartment next month what does that do I heard earlier about hey it's hard to study and honor sometimes because kids interrupt even harder in apartment when you got two families in it right even harder so this is really critical we contextualize our work and we don't use as an excuse but as a context for our work of why our work matters but we also have to Advocate that's a City question ladies and gentlemen rent is a City question affordable housing is a City question schools don't build affordable housing cities do that's a City question let's not put ourselves in situation to blame ourselves next next slide and then I'll finish internet access we know how big that became for us look at it the darker spots our folks our households that 15 to 20 percent of those households do not have internet access Western West Anaheim we've known that for years in Anaheim West Anaheim the city's been indifferent to West Anaheim for years neglected but other spaces too have that same struggle and where there is internet access is through smartphones so kids are doing their stuff on smartphones and other kids don't have to do that right or they depend on libraries and libraries aren't open all the time so last thing I want to add and to finish up with the last slide is our good friend Ronald Reagan so what what I implore you and ask you to just think to think deeply about and I've been in these different spaces so it really needs us to do this it's fundamentally unfair and undermines your cause your mission in an lcap if you're not engaging what's happening around the school the indifference of cities about what's happening to their families those are politically and socially difficult questions to ask of one another but the schools cannot overcome a lack of affordable housing it's unfair to ask them to do it they can mitigate it they can be compassionate to it but it's just you can't do it they don't have these issues in other districts that we compare ourselves so the fact that we're even close to the districts is quite a minor miracle frankly so what I'm asking you and hopefully you'll consider this especially with so many young folks here and parents who support Civic engagement democracy that what's happening with our society and our children and our families our schools are creating spaces for us to engage with one another in conversation so we could act together by what's happening outside of our schools that means being neighborly of course and being kind but it's also saying why don't we have why do we only have one public swimming pool in the city of Anaheim and we have a huge issue with kids and swimming and drowning actually why don't we have more recreational spaces for young adolescents 13 to 19 in our cities to make sure that they're not as our kids are in Anaheim 40 percent at risk of type 2 diabetes exercise it's not just going to be resolved at the school it's got to be done through outside spaces so we need to Advocate together is my point and our boy here Ronald Reagan says when we look at data when a city or School say where all this trust but verify how do you know how do we know we have to push ourselves to that does that make sense so thank you for your time and your attention thank you for the opportunity to share see you on the streets see you in the advocacy circles because we have to push this because otherwise we're just going to blame each other so see y'all out there all right we're almost out of here we might get you out of here a little earlier than expected right we said 7 30 on the invite let's see what we can do I'm going to touch on a couple of things that our good friend Dr Jose Moreno talked about I'm going to connect it back to the importance work that we're doing here on our campuses in our classrooms and why we do believe that these problems will be solved by the folks that are in this room and in particular our students first meeting before we get there and close this out that's today you're here thank you again we have our second meeting on March 9th you will be receiving an invite along with what group what focus group you'll be reporting to um you know in the next couple of weeks um actually probably a week and a half or so before that that two weeks before that meeting March 9th so make sure that you scanned the QR code on your way in and we're going to show that here in a second it's up now because that is going to verify that you were here and then we're going to take that information place you in a focus group and then send you um the reminder that you are reporting back here on March 9th to what location and what focus group okay so please make sure that you have access that link and um filled out the the short survey that you were here okay let's close this out so Dr Jose Moreno gave a lot of good information he touched on the importance of data right asking questions he talked about knowing not only what's going on in the schools but around in the community let me ask you this for those of you that are parents and and Educators and administrators and staff on our campuses how many of you guys had these kinds of conversations in your classrooms when you were in school raise your hand if you had these kinds of conversations about the community issues that are facing our our neighborhoods poverty homelessness rent burden right food deserts how many of you guys had those conversations and had lessons on those conversations when you were in class a couple years ago when you were in school I don't see any hands coming up so how do we expect our youth to graduate from our schools and solve these problems if we're not giving them the opportunities to be inspired in their classrooms to go out and solve these problems we have to expose them to these problems we have to have conversations about these problems we have to look at solutions to these problems that is the importance of the what we're what we're doing in our district our community schools model right collecting the data needs and assets bringing it back into the into the classroom into the lessons building relevant and engaging lessons that changes the experience of a student from from a traditional teach to the test to an engaging and meaningful experience so that they are inspired to not grow up come out of our school systems and do the work that were that Dr Jose just talked about and solve these problems with around poverty and rent burden and homelessness and you know all the things that we talked about crime right so the lcap process feeds right into that because for the students that are not successful in our classrooms that are building these types of cultures right our schools that are building these welcoming cultures engaging environments in the classroom safe environments and are still falling through the cracks when we're doing all that now what now what else can we do what more can we do right so that's where that data from a critical an inquiry Lens comes into play right so here is our framework and I'm going to just remind you one more time about the importance of our framework to our district to our parents to our students and to our at-large community when we talk about purpose and voice how do you go back to your educational experience do you remember having a voice finding purpose finding relevance in your educational experience when you were in school do you remember talking about the five C's having them intertwined into the lessons the importance of a of you know character kindness compassion love the importance of communication collaboration creativity how do you see all of that in our system the technical skills not only in the classroom but then with the wraparound services that were that were that we're providing to our families and our students do you see the compassion do you see the love the the effort to to really help those students that are still falling through the cracks the ones that are called out in the out cap and we end with this with our launch we

so it was so our our next bus company renewal as well before that and that's where we're going to have to deal with it the information we had at the time Tara also was that the I believe the electric buses uh were double the cost of the current buses as well you know so that's 70 000 versus 140 000 you know if you're going to be rough on the numbers with the bus contracts does that include a fuel contract as well is that something that we're tied into I remember discussions about that but the fuel prices are really high we Supply the fuel and we've already locked in gasoline for next year which some of our buses will run on and diesel fuel is about the same price as heating oil because it's virtually the same product but using two tiers we will use less fuel so the last item is employee salaries and and I put this last on the list because our increase year to year is not dramatically different than we've seen in the past it's just a big base right I mean so it drives over 700 000 of the increase with that 2.4 percent increase but again again salaries are 70 percent of our spend so it's uh it's uh it I have to mention it and I'm and I can show you some what's in some of the contracts if we need to this is the arpac sir oh okay go ahead very high level numbers yeah I do I actually have it on a chart for you but but uh but I'll just but but let me let me let me let me let me just so it's a health insurance with 777 000 salaries with 732.

so um because a lot of the taxpayers don't know that they're going to be taxed more and we're kind of like this is kind of just like brushing things through I'll be voting down today thank you and her comments by uh well I'll make one comment before we move to the phone I just said I you know I I will say I just said you know disagree trustee Chavez I mean again uh Pro you know I think that Prop 13 and this are two different issues one is a uh one is a cap on property tax rates this is you know this is a waiver for an increase in the uh bonding limit and again uh you know there is prop 39 which which gives the the local school districts to write the past bonds at 55 and the public has approved these bonds so you know it's not Nest you know uh you know we are not increasing tax rates this is some you know this is uh rather uh a bonding issue and not a you know not necessarily a clear you know not necessarily an increase in probably taxes uh so I respectfully disagree with that care you know but that comparison so with that I'll move to devote I'll call you as I see you uh trustee Chavez no uh vice president Herrera aye Quintero all right uh trustee herrano aye and myself voting eye the motion passes uh four to one with trustee Chavez dissenting uh moving to item 6.02 the ballot for csda delicate assembly uh promotion okay motion to motion to approve I move that we support uh board member Ryan Lee and we write in uh board member George Sanchez and at whatever time it's appropriate I would like to make a comments okay okay very good and second and I also have an additional Amendment um or something to add yeah apparently also Jorge Pacheco we received an email yeah to also include his name on the list is that acceptable to the uh the maker of production I would like to speak to them okay foreign okay okay I think just adding it not necessarily going for the name so adding George and adding uh um Jorge Pacheco to the options but not necessarily voting for anyone in specific yet oh my motion was to for to move approval for wrongly and and uh writing for for sure extensions right so I'm not going against it I'm just asking if we can add and write in Jorge Pacheco as well yeah but uh I guess so let me let me okay okay at what point in time can I explain of course of course so I have a motion in a second um yes yes please so this is going around by the entire County and it's not just on rock or or an East Side thing it's the old Johnny votes on the representatives that we get and we've been losing uh representation on delegate assembly which is a policy making body is the ESPN so it's a very very non uh it's important to have people um reflect our community in this body because when you go to the meetings and it's not reflected on the makeup of the State of California due to the fact that there's so many rural districts around 1056 districts of them and so um the way in which this works is that everybody votes yes and uh if you go ahead and you kind of all six books you may want to do lending support to somebody from another district and be wind up bouncing or bumping up a a potential um individual that might be able to take the perspective of you say truly done uh the reason I I move forward I've asked for for us to vote for violently and Georgetown because George is very um uh well uh regarded in deleism is all the people who are already there have served with them for a long time I think he's gonna have a best shot at getting elected uh as a writing candidate I'm not not anybody anybody else I'm just looking at the reality and I think that it would be it would be who was to narrow down our votes so that we made sure that the people we send off um are able to get in we don't really unwittedly run off buying support team somebody else so that's a project okay okay of course uh vice president Herrera so I'm in full support of uh voting for them um I was just requested if we could write in Jorge Pacheco as um so maybe I'm a misunderstanding if we write him yeah oh God the whole idea so we can only write in one all right in as many as you want up to six but we vote for just two right the the that's the motion to vote to limit our vote to achieve from our area of accounting so that we can give them the best shot they have so I'm in support of that and maybe trust me I don't know might be able to explain it's also kind of a question but maybe a clarification but I think I'm hearing I'm understanding is that um the you know for the reason that you said um trustee Sanchez has a higher or a decent likelihood of actually getting onto that body and the unintended consequence of potential of also including trustee Pacheco would be diminishing the possibility of Mr Sanchez getting on the board so it's like we would be or I'll say I would be supportive of both of them but according to what you're saying I believe is that supporting one or the other in this case including trusty Pacheco diminishes actually the possibility of either of them being put onto that body but specifically Mr Sanchez and yours I might have made it more it's confusing oh I think just a technical just a technical note marabelle did ask trustee quinteroda uh going forward to speak up a bit more so that yeah yes okay uh okay but okay so before I get to Mike I will open it up to public comment uh Luis is there any come comments from the public for item 6.02 foreign president there is currently no public comment okay so see now and move to questions and comments from the board so uh I just have one question for trustee you know given your a tour Quintero for giving his experience so I guess that I guess it almost sounds like um we can vote for up to six right but I guess the problem is that based upon how the votes are counted you know if we voted for if we used our full allotment of six you know we you know the problem is you know it may end up you know adding a vote to say a uh candidate that is not representative of our region and therefore you know with this tilting the uh you know as I said soaking the balance uh at least that's that's my understanding what happens they may have already collected a bunch of votes in other places uh-huh and they'll wind up bumping up okay um people from our our neck of the woods uh take a look at the list yeah nice we have one person on bullets from Martin how you know oh so it's important to figure out how do we bring a path for more voices bro our neck go was to to get up there and to speak up okay thank you for that clarification uh trustee Chavez so since one is on the list and if you incorporate more you're watering down that procedure you want to go with one they have the best chance of winning okay but uh did you uh trust me um you know I as I'm thinking about it I I you know know fairly well both of these individuals and I I do think that Krusty Pacheco has done um a good job of establishing himself of building his credibility as a trustee but I do at the same and the same with trustee Sanchez and but I do think that at least in my experience having observed kind of how how the whole body works I think that what trustee quivero is suggesting um makes sense for me and I'm I I'm leaning towards supporting that approach with the the statement that I really do believe both both of the gentlemen are qualified or established our credible candidate but just strategically um I'm leaning towards supporting what uh trustee Federal is proposing uh for questions or comments my numbers in the board just uh clarify yeah I understood that if we were to write in what if I take of them were actually voting with questions so it's a um thank you for clarifying that and I will be supporting uh okay it's a very good seeing no further questions or comments uh from the board I'll move to a vote and we have a motion from Claire Quintero second by vice president herreras so I'll call you as I see you uh trustee Chavez uh give me a second to think about this okay I'll come back to you vice president Herrera lawera aye Clarke Quintero all right uh trustee hirano aye crusty Chavez no okay and myself voting I the motion passes uh four to one what trustee shot is dissenting uh okay moving to SEC uh I am 6.03 discussion consideration to approve resolution number 22 22-23 authorizing uh remote virtual teleconference meetings uh superintendent you have the floor uh yes and I have invited Rogelio to join us tonight just so that he can highlight some of the changes in the brown act um and also just so that everybody knows there's a minor uh typo on the resolution and I'm gonna see Maribel can you please uh promote uh Mr Ruiz he alerted me about this and I'm trying to find it should read a it's less than 30 days now because it's still February the 20th if the board approves right so there he is okay uh Mr Ruiz you have the floor yes so the resolution before you is is a resolution that you have passed uh consistently um every board meeting to extend the opportunity to hold uh board meetings virtually uh the governor has uh signed an order revoking the Declaration of the covid-19 emergency uh effective at the end of February 28th and so um from and after March 1st of this year uh the board board meetings will have to revert back to in-person meetings um with uh specific exceptions for uh remote appearances by individual board members under specific circumstances and I sent an update to the board and the superintendent about that earlier this week but this resolution will uh in in case there is a need for more board meetings this month only this resolution will allow the board to hold those board meetings virtually as you are now as you are meeting now uh but again that would only be through February 28th okay very well uh we'll approval okay second a little approval okay uh we have a motion by Quintero second by uh trustee Chavez I will open this item to public comment uh okay uh Louise is there any comment from the come and speak into the mic because we are on YouTube as well good afternoon Katia valenciano opsd half a mile would probably be more appropriate that is usually the distance the furthest distance from a bus or a rail line that people can reasonably walk so that is usually the distance okay I'm fine with it we can be consistent with language in fields thank you so then again to for example 139 the recommendation will be to pass this measure with Independence again converting it to a study recommending sites for 100 000 units of houses within a half mile alternations with a budget of five proposed exercise the right first refusal for the proposed developer for post transfer within 60 days calendar days of receipt of notice from a state department or agency in addition we have technical non-substantive amendments for the purpose of clarity and consistency from SMA and the chair will also be recommending that we exempt Aloha Stadium from this measure given the plans that are moving the general transportation the the contract plus the two buses is 230 279. uh the heating oil is 117 and the special ed in aggregate is 46. slide 20 Dan it's all written down yeah they are and actually in my note that I sent out today uh we had a little bit of discoveries as we were doing the charts and we have to send you an updated uh set of uh details but it wasn't what didn't change any of the bottom line numbers it was just categorizations of things so so they are slightly different than what you had before not it doesn't as you saw it didn't change the story very much so yeah no I got it that's why I wrote the note today um so let's just talk I want to go through each of the line major line items and I'll come back and show you the summaries on it so our best sir um we had these are the lists of things when we got that art besser grant that we said we were going to fund that would help the the district and help the kids with the federal funds we got many districts spent all of their money they received and did a lot much longer list of items and they're facing a massive Cliff that they're falling off of and if you remember from last year we made a conscious decision not to spend everything we had but instead to say some items were going to cover for one year some items we're going to cover for two years and some items were going to cover for three years so that we never had a cliff a big Cliff we have a little Cliffs we got to deal with but in this case last year we brought into our budget a hundred and thirty thousand dollars of items and it was a social studies instructional coach and the technology integrator or part of the technology in a greater salary this year we we bring in the science instructional coach um and the the another big chunk of the technology integrator and then the social worker that we put on so the total net cost of that's 214 000 and next year it'll be another two hundred and ten thousand because of that we were very very clear that these were our investments right and we we were making our decisions for three years right we're not going to bring in a bunch of new things and new ideas and new initiatives and new things and we didn't do that right you probably noticed on the things it wasn't a list of Investments that we were bringing in um and uh and we're we're serious about trying to hold to that over this three-year window so this is really the gist of what that roll in of the the arpa funded stuff that's on the on the front page no this is different than the bcbn this is a social worker social worker at Center School yeah this is Center School okay um so that's what's going on with our pastor next year to another 200 000 uh that we're going to have to deal with and and then we're done with this right this is that'll be the end of the rolling into the regular budget but again those are our initiatives or big Investments for next year are already there here's the bcba story um we are seeing this pretty healthy increase in the need on Behavioral Services um it's mostly in Special Ed but it's not all special ed so we do have behavioral problems that are outside the special ed kids but it's mostly special-led uh related IEP type of services um we use that Advance who uh would contract out this service and we had we we have one and we hired out the six service days so that's a it's not it's not as it's more than a second it's like one and a quarter of a bcba that we got from them so we had one in-house and one and a quarter uh that we contracted the rate for that as we we've kept we're very frustrated because the rate for that that service was very high per per day um but you couldn't hire bcbas I mean that was why we did it in the first place it was about accessibility access to the skills well that's changed right and we can now hide we actually town that we could hire bcbas there was enough availability and we were able to hire two bcbas part of it is is to replace the one 0.25 that we had that we were getting as a service and the other was the increasing need right so we uh we covered two birds with the hiring of two so we'll have three now we'll have the two that are new hires and the one we had already um that cost of 239 000 versus 174 000 that was on the six service days that we had in the budget so it's the right thing to do the needs are there we looked at it as a board and said we really do need to get this service in place and it's a little bit of a mix of insourcing and um which is a bit of a savings actually and getting some more capacity we looked at the cost of if we continued using the service and needed that you needed to increase the number of days it would have been over three hundred thousand dollars so we thought this was a wise decision in the big scheme of things [Music] um here's the details on the uh Candlewood Lake Elementary School we'll save 157 000 by not having a Center School principal right as we migrate to that new school uh we are adding the dean of students but we're also removing a Spanish uh FTE a Spanish teacher and what we had was a at the elementary level you had one Spanish teacher could handle three grades at the middle school we had a one Spanish teacher per grade so as we move the fifth grade back to the elementary school we could actually cover it with the two the two that we were getting from Center and Huckleberry so we could eliminate that fifth grade dedicated uh Spanish teacher and put them into the more Elementary program so we were actually able to do a swap on the uh on the in the FTE so that's the dean of students thing we talked about um is actually as a zero net cost between the and we still and we get the right coverage without any loss of uh program which is good um the next three lines are kind of the gist of what's happening on the on the heating we are literally we are natural gas heating at the new school and but we save uh heating oil at Center and and Huckleberry is all electric so um so we actually the net savings is consistent with the business case we put together when we uh we brought that forward and then there's a number of other small items like the refuse collection we have one fewer location where you know collecting uh garbage every week the data line right we instead of having five locations where we have to run data lines between them we have four right because uh we'll just have the three schools and uh and TSO maintenance supplies right one less school to to clean uh the sewer hookup which was small but it was all of those added up to another thirty eight thousand dollars so the net savings is 325 dollars for going into the new school and they're all very real though because we still I understand so this is I agree with that there's a for clarity there is uh the decision on what to do with Center School as we vacate it is uh is an important one so yeah to occupy the school is this a good starting place as an estimate of the cost we would incur to keep people in the building um for Center yes I think you can that's actually built off of your actual history of uh of uh heating matter of fact I was chatting with Sheldon the other day about that as you know preparing himself for that in the management are we talking about the 325 000 no no the 69 000 69 000 for Center okay and would be would would that be to keep the entire Building open or would that be is that just to mothballs no no no this 69 000 is what we save in the schools by not being in Center School we no longer have any costs for that so that so I think what uh Mrs Carr asks is if we're going to fully occupy it would that be the cost of uh of keeping it going it's just not a mothballing that's not a mothballing cost so mothballing cost was a lot less than that if I remember because you don't run the heat nearly as much so um so this is Dan I told you I'd give you all the numbers uh slide 20.

report president there is no public comment okay Cena for public comment comments or questions by members of the board saying then I'll move to a vote I'll call you as I see you Christy Chavez say it again vice president Herrera loera hi Carl Quintero all right Professor bejarano aye okay and my self-loading I items 11.01 through 08 are approved uh unanimous unanimously five to zero so moving to item 11.09 uh so I will open first open the public comment is there any public comment on item 11.09 Ford president there is no public comment comments from the public questions or comments from the board regarding item 11.09 Rusty Chavez um I guess I'm objecting again the Cesar Chavez knowledge and uh Chavez is probably best remembered as a labor and civil rights uh organizer but he was very anti-mexican sentiment against the migrant workers whose only desires was to to provide for their family and he looked at Mexicans as interior and as a nuisance and the ugly truth about Cesar's Chavez is if he's deeply hostile towards what he called in his own words what that's like and he and others called them relentlessly he was active in pursuing the deportation of the ones that were already here and he made a lot of enemies and a lot of people did not agree with this tactics and even his allies didn't agree with him and because of his stubbornness there was a lot of Fallout in that organization especially in 1907 but his tactics towards the people and the wet line that they used to call it on the border and the way he called immigration on them was horrible and a lot of the times they um basically beat up people who were only trying to Make a Better Living for themselves so I ask you is this who we really want to look as a role model for the kids um his actions and I heard one trustee uh you several years ago saying that's the way that they acted at the time it wasn't acceptable then it's not acceptable now and I'm just asking to reconsider that and that's all thank you okay uh for of course LP vice president Herrera loera um I just want to clarify that I was here at that meeting and I don't remember any of my colleagues saying um those words that she just mentioned um and okay in any Behavior like that and I will reiterate as a daughter of a farm worker who benefited from Cesar Chavez his leadership and many other leaders that worked alongside and also being a resident in one of the communities that he resided in and met with and organized with and many of us continue to benefit from I am proud of Cesar Chavez I'm sure just like any one of us there's many areas that you know he was healing through I wasn't um an adult during that time and uh I am sorry if uh trustee Chavez experienced anything like that to directly or indirectly by anybody um but I know Cesar Chavez did a lot of work that we I continue to benefit from and my daughter and my children's children will continue to benefit from um so I am very proud of Cesar Chavez and I will support um this resolution and um I'm glad that our children will get to experience that day I know I've been out there and it's a beautiful day where our children are proud and happy and smiling so I'm so excited to come back together in person to have that event there at this I'm sorry at the school of school of arts and culture excuse me um I'm really excited to to be supporting this and that our district is organizing um and that our children will have all that they need in order to have a successful March and celebration that day thank you just a quick correct it's a contract not a resolution oh thank you so much that will double pointing the money and actually I do want to highlight the fact that we'll be um that the school of arts and culture has um you know cut this cut the cost of it and we're saving over six thousand dollars and only paying um 2170 250 cents uh so um thank you staff there at the school of arts and culture and our staff were uh you know ensuring that our district uh has savings um also incurs savings um in this contract thank you uh president fam okay for questions and comments and members the board I trusted beharano yeah um I would just like to say that you know when we look at any individual anybody that we consider a leader or an exceptional human being throughout the course of history I I would venture to say that none of them are perfect in their time or in our time or in their time before them we're humans and we're fallible and we you know we live within the context of our life our present time when we live and so you know I don't disagree according to my understanding of History some of the things that trustee Chavez has said are accurate but I think to characterize them in a you know two-minute speech as a complete encapsulation of who Caesar Chavez was as an individual is does it um you know it's not accurate enough it's it's too small there's much more context with regards to the times what he accomplished what his challenges were who he worked with all those kinds of things it's very contextual and so I actually think that um you know I will definitely be supportive of this because I think our community our youth are in desperate need of role models to look to look up to and Cesar Chavez Dolores Huerta we have individuals who have established themselves as such and our community sees them as of pillars of what we aspire to in many ways um but I would say that I would not be opposed to in some way um incorporating into what we present and a discussion about historical context and and maybe introducing some of what Cesar Chavez was challenged it with and and how he dealt with those challenges because I think we learned from the past certainly there are things that I could say as a student or uh you know as a as a second grader a Ryan or a fifth grader a McComb or an eighth grader at Joseph George 30 years ago that nobody would bat an eye at and if they were to be said now it's it's gonna we know now we know different I as Oprah or someone who says oh no I'm sorry not Oprah I saw it I saw Oprah talk about it but it's I believe it's um uh I I know it's on the tip of my tongue a famous poet who said when you know better you do better right my angel I knew it was it was on the tip of my tongue and I heard Oprah talking about it recently um but I think that's the case for this too and so I do think that with you know as we talk about our um racial Equity ethnic studies all those things it's important to include the obvious leaders of our communities in those discussions but I also think that it's important to have discussions about what that past looked like and the implications on the present because you know our students will um you know potentially be able to transfer some of the learning from them to the realities of the present and move forward with that so just wanted to share that um but I'll be supporting this item okay for comments question trustee pantero I'm Claire Quintero yeah um dad to the point uh to just go back to the point that if we dig in and we look at people and uh individuals that are you know high profile we always find the things that we're not cool granddaddy of the GOP for example Abraham Lincoln we don't see the nasty stuff that he's had me believed in inscribed in the memorial we do acknowledge the fact that he nevertheless well regardless of the little little things that were in his mind that were not cool um he did he accomplished a lot of great stuff and so um I myself I have family members who are conflicted uh not you know I have some phone numbers of you so that Chavez says um an evil person who did harm and then he come down and pulled them down by the ladder it hurt them others um viewed the ufw and the work that it did as uh as a great thing and so you know within the same family you have different different experiences so I think it's a good exercise that we're engaging in um because it sheds light from this complexity that there is out there and you're not we're not going to take away the fact that um you know there's a lot of things that were done based upon the work that he either and others did and begin such as uh you're charging people for the water uh the farm that was just a common thing back then um you know the fact that uh the the it was brought to light that pesticides were being thrown on on top of Farm Workers all that type of stuff is in large part the the fact that those things are not allowed to happen uh in the large part due to the work that uh Chavez the ufw learned what all of them did and so we we that also must be acknowledged if we're going to acknowledge the the negative stuff so yeah trustee Chavez um it's well documented and he actually that is my experience because some people read about it I was there I experienced it my husband experienced it his brothers so there's this hero but yes people do good in that and I just would like that all sides would be reflected so give the facts but give all of the facts not just one side and because we're all human we all Air which I think that it would be also good for the kids to see hey this guy did great things but at the same time you know as Joseph said you know you can improve on it you can teach the kids don't do this don't do that but um thank you very much all for your time okay well seeing no further comments by uh from members of the board I'll move to a vote I'll call you as I see you trustee Chavez it's a real small vote so it's no secret you know uh vice president Herrera loera hi uh clerk Quintero hi uh trustee Verano aye and my self building I the item passes four to one with trustee shot is dissenting so with that we move to section 12 12 session item 12.1 we will recess the closed session the board will recess the closed session at approximately 9 pm Open Session will resume at the conclusion of closed session and I know we are slightly early actually um trusty fam can you I didn't uh capture who made the motion and who seconded can you please send it the Lord will recess to closed session and approximately no I'm asking about the item 1109 oh okay they needed an emotion in a second all right motion by uh for uh Quintero second by vice president yeah yes okay again no okay Rusty Chavez no vice president Herrera aye Clark Quintero aye uh trustee bejarano aye okay motion passes uh item passes uh four to one with uh trustee Chavez dissenting so section 12 uh 12.01 where he says to closed session your board will recess the post um we'll under the tax Foundation of Hawaii will Define qualified person or firm by reference to section 15-306-2 har and also Define affordable housing units in the state that are part of the government agencies or approving bodies condition for approval the Pacific resource partnership um submitted extensive amendments and these are the ones we'll be taking under section three to amend the HRS 201h-36a to remove the 30 million get cap and limitation that the get applies only to Contracting under Section 10 to insert a new subsection to clarify that Counties have the power through zoning to promote labor standards including with unlimited to living wages benefits and requirements participation in state appointed approved apprenticeship programs under section 14 to amend HRS 171-11 to require that in any order by the governor setting aside public land to County and state agencies for the development of affordable housing projects the order setting those lines aside must require the applicable agency to require use of general contractors and subcontractors whose wages are reflected in the Hawaii prevailing wage statute chapter 104 HRS for Laborers and mechanics employed for the housing project and for section 15 to amend HRS 104-2b to require every labor and mechanic employed for the construction of any Public Works project including but not limited to off-site construction to be paid no less than prevailing wages and also to delete 104-2 I3 that restricts qualified person or firm from receiving any other direct or indirect financing from any other governmental Contracting agency including hhfbc and further the chair will recommend several other amendments in section two to replace the 80 to 120 Ami uh income restriction with a restriction to Hawaii residents who are renter occupants and will no other real property under Section five six and seven to change shell um on page seven line six to May to change shell on page 10 line 9 to May to change shell on page 13 line 18 to May and these are to address situations where the department for has not for example as they're required received approval of the island burial Council and then finally to in Section 8 to replace Section 8 with the contents of Senate Bill 872 but deleting page one line 17 to page two line six of Senate Bill 872 um and the reasoning is by limiting County council's ability to work with their constituents of stakeholders the current section 8 of this bill will incentivize more disapprovals from County councils so um extensive amendments sorry um a change to your section seven where you add um uh you must can't receive approval of the island burial Council can we add um in that as well because they are a sanctioned commit Commission on dlnr where you have Island Barrel Council yes so the current statute requires approval of the island burial Council and charity you'd like to also require approval by the AHA movement that's correct okay and they're housed in the um in dmnr okay so here are a legitimate Council Commission so under sections five six and seven will also require approval by the uh okay they're the designated commission that accepts okay thank you so much okay um any further discussion or questions okay so again for um the committee on housing the recommendation for Senate Bill 1352 is to pass this measure with the organize themselves and their work so for the Amendments we'll be taking the Honolulu Board of Water Supplies amendment to pad and water system resource capacity and streamline well permit approval processes to ensure available water supply under section one page three line seven to ten and also um dlnr's recommendation that the working group should be housed in the governor's office rather than dlnr and be convened and led by the governor's chief housing officer working with the appropriate State and county executive agencies I have a comment go ahead okay um now that um I recommended that there was there would be a reporting from the working group prior to be a complete establishment can we add that to section two where it says there is a established a working group to ascertain and address State watershed management to enable developments but also it gives what the group is going to do I'm not privy to the kinds of language that would replace or add to um I'd like to add instead of the committee report that this working group I'd like to for it to be in the bill the working group report to the legislature Prime prior to finalizing um the work or whatever as a man whoever is drafting the measure if uh if you're in agreeable okay thank you all right so be in section two then or whatever section um a staff that you folks prefer it be placed in is fine with me as well thank this is the famous slide 20. it's also what was in attached to the letter we sent although these are updated numbers uh slightly updated numbers um but you have each of the line items that um that I uh that I walked through verbally in the last charts um and some of them I showed you the numbers others we talked about so um the uh if you look at the inflationary stuff um one of the things I do one of the things I do as a uh in in building these charts is I say I always hate other right so that uh that 20 we were able to with just five items explain all but twenty four thousand dollars um in the back of your chart I actually asked Ken to pull every other line item that was plus or minus five thousand dollars um I'm not gonna pitch it today right you guys have it you'd like to look at it with an explanation of what was driving it up or down right and so it's there for reference in one of the backup charts um and uh and yeah there's some pluses and minuses that offset each other to get to the 24 but not any one of them is as big as the items above right so there's just those are truly the uh the five largest drivers the health insurance the salaries the transportation the heating oil and the special education um and by my estimate well over half of that we're seeing this year that's part of the exposure we're seeing this year and it's just flowing through to next year um so that's really you know this it's the but the budget is basically an inflation and budget we have uh there's no new investments in here other than the things that were already covered by federal grants that we have to roll into you know regular funding uh we are getting the savings which is helping us here for Cle s and uh all the detail is in the books you have right and I suspect as you have a chance to digest those books there'll be further questions that you know we can work a process where as we've done in the past we can get questions and you can say I saw this item on on that I'm not going to pitch the next charts but I just want to show you what's in the backup um there is detail on the negotiated employee contracts right so you actually know what the rate of increases on each of our contracts are for the next year we are still in negotiation on a couple of them the next chart I did a stepwise analysis on the health benefits so you can see the full increase but you can see how much of it was seeing this year how much of it's in the rate increase for next year and uh and so you can actually follow the bouncing ball the third chart is the details on the special ad so you can see the numbers of students and the rate per student and where we're having bus runs so you have that level of detail on the back the fourth one is the detail on the heating oil and the rates and the usage because uh Glenn always asks me for p times q and I wanted to make sure I gave it to them um and this is the one I told you is in the back is the budgetary items plus or minus five thousand dollars with explanations on each one of them and then this is last one is here's the adjustments we made in our budget review so you can actually see what those sorts of things we've already cut out so those are all in the back I didn't intend to present them but I wanted you to know they are there and I am willing to take questions that you all might have I tried to go as reasonably quickly as we could because I know everybody would love to have an evening so what do you question okay okay yeah that's the the contract yep I got it so two questions all of the percentages are above the 2.4 overall is that because there's two groups that haven't yet been increased and that the 200k takes that 3.87 down um to can remind me what that how that helped helped I gotta get my bucket so 3825-30126.

yeah I know I got you yeah I gotcha hold on a second I'm gonna answer the question uh as explicitly as I can so we have um we actually have uh some less usage and and two line items um where where things actually go down right that help to it and the two hundred thousand dollars is booked which takes the um I didn't calculate that number oh good look so all right so and then the the two that are not yet set is at risk for the current budget here that we're working on um we've budgeted what we think is a reasonable number um and uh the paraprofessionals go into mediation next week um and uh what day is that next week 27th okay it moved um and uh and that one is a interesting discussion so Ken's tried to do that at a reasonable uh reasonable rate and the custodians is out ahead of us but I wouldn't expect custodians to be uh way out of normal okay so if you did budget increase for those yeah we'd oh we definitely have budget increases for those so thank you and uh and so and then of course these are all affected by employee turnover right and we do have that 200 000 the 200 000 and you know if I go look back in time it was you know you got we we did that with the agreement that there would be uh contingency at the Town level if we underran it probably over the last five years we overran it right last this year not and uh and I've been talking about that in uh the last couple of uh Board of Finance meetings and it's uh uh we know of some uh retirements coming but uh it's a it's an interesting environment right now for uh for educators so we'll I'll see what happens exactly we don't usually know about retirements until this late in the spring after our budgets are done so [Music] science instructional coach I'm going to let Dr Mann talk about what the science instructional coach does [Music] for instructional coaches um we actually have a team of seven instructional coaches the science instructional coach uh this year last year during the first year of the rollout was focused on the whiskaneer grades five through eight this year that position has expanded from kindergarten through eight and each of the instructional coaches through their designated content area really is tasked with going in and and partnering with teachers and helping them use high leverage instructional practices to really address learning loss and also bring in new materials bring in um you know inter and also often integrating interdisciplinary approaches um and so the the instructional coach this year has been working in all three buildings for science so kindergarten through eighth grade and is again really focusing on bringing in those high level high leverage and uh kind of um you know interesting and engaging ways to bring in science to all the grades and then how from PD it is kind of a built-in professional development through I know so it's kind of like ongoing and embedded which is the way in professional development the most efficacious approach to professional development um for for Teacher learning and for development but it also it actually is an enhanced professional development in a lot of ways because it it directly impacts students right in real time because they do a lot of co-teaching they do a lot of co-planning and so it's kind of the the instructional coaching approach allows the a Continuum of curriculum instruction and assessment to kind of be the lived experience of the teacher within the classroom on a regular basis so rather than kind of curriculum writing happening at a certain time and then instruction happening every day and then assessment happening occasionally the instructional coaches are able to kind of bring that Continuum to the teachers on a regular basis so we actually have had the instructional coaches as a team provide a lot of the professional development for our teachers on professional development days throughout the year as well and what did we do I mean this is fairly no having the coaches oh yeah what did we do prior to this or what did we do differently so if maybe you could share what the model was then when you think back to the presentation we did the model was that it was the four the four curriculum Specialists and how it's morphed into the seven instructional coaches so prior to last year so 2020 2021 um prior to 2021 2022 um there were four uh content mod content area leaders so Ela and math um at the elementary and the middle uh and so those two those four positions morphed into instructional coaches and then there was an additional three uh instructional coaches which is what was funded originally by arpesser but before um before bringing those people on there was this three-year phase-in plan using making sure that our professor wasn't as Mr Belden had said that Cliff um falling off of you know to to then all of a sudden fund these folks so technology integration coach which is K-12 social studies K-8 and science K8 but last year social studies [Music] you have your uh the curriculum leaders at the high school that's and that's not changed and there's there's Harry there's another um presentation from I think it was the first meeting in January and we've uh that Anna did uh on the instructional coaches to the board so that's available in the spotlight and on the Facebook page and anywhere else we can get it to you if you'd like to see it a lot of detail and video from that and we've seen some real live examples of what some of the instructional coaches are doing with the teachers um bringing in uh and the excitement level of the kids is stunning right you know some of these uh more Leading Edge types of programs um where uh they can be more Hands-On instead of being a curriculum writer who does your thing in the summer and then and then everybody has to then get a roll out in PD day now it's more live and interactive and that's actually you can feel it when you see the kids you know we do the spotlights with the kids they've come and shown us some of them and it's like it's kind of it's fascinating to see the reaction and of the kids and what they're learning from it so in addition during our strategic planning conversations there has been a lot of focus on how the instructional coaches can help roll out the Strategic plan in the in the classrooms for our teachers and that was coming from teachers the members of the Strategic plan who were the teachers thank you sure so along those lines if it were not for the ARP Esser and similarly on the town side we just kind of landed this money landed in our laps and we you know on the school side I like how you you built it into the plan to roll it out but I'm just going back to last year could you please refresh my memory as to how these items were identified and if our ARP and our arpa and our best son ever came along we would have been in here asking for them as Investments right so but John why don't you talk about how we came to the priority this was a priority list of shoes sure so so we had been looking in in that area um anyway um I think the pandemic put everybody on fast forward with technology so the technology integration specialist uh instructional coach was really straightforward I don't think that needs much much explanation as Anna talked about earlier we had the four they were correct called curriculum specialists in ela and Math middle and uh Elementary School and so the thought process was we're not providing that live embedded support in social studies and in science and we need to um and so how could we holistically as a district move this forward and what we thought was a cost-effective way and take advantage of the opportunity of having the grant grant monies um we really are cognizant of not being administrator heavy and so we want to take our teacher leaders expert teachers that maybe we hire from the outside or our existing veteran teachers who are really hold a lot of credibility and have a lot of respect in the district that can bring this kind of work forward to our staff and if I could just add in addition um the you know as the state has developed more specific standards to content areas um that actually create an interdisciplinary approach to curriculum instruction and assessment so there are the um you know the ngss standards the science standards as well as the social studies Frameworks have come out in the last six to eight years and so this is something and then there's been an adjustment to graduation requirements and one of the things another theme you're going to hear as we roll out the Strategic plan is the idea of a K-12 real intentional focus with the portrait of The Graduate so that our students are working on those developing those skills and dispositions starting in pre-k and all the way up in these These are transferable skills and that is something that in the realm of curriculum instruction and assessment has been very important to really have an intentional link not just for our students and our families but also for our teachers so that they see that you know while you're doing a an Ela lesson there's a lot of science that you can bring in that there's a lot of social studies you can bring into that same thing in math there's a lot of interdisciplinary approaches because we're looking at transferable skills that are based in content knowledge but are able to be you know transferable up through all of the grades and then post high school for our Student Success yeah one more quick question let me just let me just add to that a little bit so there's a this is the list of all the things John and Dr Ruby at the time brought us a whole list of things that they wanted us to consider on the art passer um and so they've done a lot of Staffing prioritizing thinking it through in addition to the instructional coaches which and the technology integrator which is the bulk of this right summer school we hadn't had summer school and a regular Ed summer school in Brookfield in a while we had special ed summer school es what would you call the esy program but that kids there were kids who were not special ed who really had needs so this was an opportunity and we'd like to keep that going that was a priority uh and the others are uh just needs of kids it was the math tutor and the center and the occupational therapy and social worker type of roles were things that we were observing and they came to the hot the top of the list so um so we did much like the town did they had a priority list they you know we had uh some money that we knew we didn't spend and uh doctor Ruby brought us a prioritized list there were things on it that we didn't do and they may be in our future but uh when you think about supporting mental health and you think about learning loss and of course always working to enhance the instructional core that's exactly what we're doing here you can see that's representative what do you feel you're missing and how do you plan to build that out but we don't have to talk about it this year no no no no that and and it will come out as as we talk about our strategy one of the things you would do you will I want to come show you on the strategy work after we roll it out to the board which I think is in March probably initially March yeah um uh the we've had a whole committee working on the strategy but that will set the table for the next five years right much like our last strategies at the table for what we've been working on the last this current you know the new school and you know all the fiscal Integrity stuff all of that was in our strategy so we've now kind of we're about to lay out the road map which will then set the table for what the next needs will be right and uh we're facing those challenges with things that perhaps we didn't know we needed like a town nurse and our Behavior our health liaison and how do you roll that in with no money that's exactly right so the price tag for the for the coaches kind of in general is it in that 90 to 110 000 range price yeah so well yeah like this this is 90 000 and 110.

yes it depends where the coach falls on the salary range but they're usually more experienced teachers so they would be higher on the Range okay I think to clarify all this this was all what presented to us last year it was this was all agree this is actually the same this is the same chart this is the same chart this is what was agreed to last year's budget so this is not any new data no to any of us corrections I don't I don't think either of the any of the grant funded stuff isn't nothing new there right this is all straightforward presented to us last year agreed upon last year as part of going forward of the three-year initiative correct that's exactly right thank you is there anything coming up over the next few years that we should be aware of mandates new educational requirements is there anything out there that's going on everyone looks at Anna so the actually the hottest one that's going on right now is there's a big Push by the state to um to revamp every District in the state on pre-k through three English language uh Reading Writing curriculums to what they call the science of reading type of model and the for us we look at our curriculums periodically by the way that mandate Steve came in said not only do you have to do it we have to do it this year right um and so what we're we look at our curriculums period every curriculum we look at we just want to get it we're actually asking for the waiver to do it at our Pace right because we have to have a pretty good reading curriculum right now but we are at we're at the point where it's time to be looking at it and soccer man has already kicked off that work but it would be in the normal course and we don't want it to become a budget bubble for us that would be kind of silly to us but it came across as a mandate interestingly enough and to the point where we talked to all our legislators about it and said you guys Gotta Give the districts time to make the decisions they need to make and I think that we're probably going to get that I hope the time extension yeah we're going to do the waiver when they but we have now just asked for a year and a half extension another District so that's the only I think big mandate that's rolling on us right now but you know every time you turn around there's a new one right um so it's uh we're always monitoring what's going on at the state legislature and and if you actually if you want to make your head spin you look at the proposals that are put on the table in every January by the by the legislatures and some of those make your your hair burn because there's every idea Under the Sun of what they want to require to school districts to do but they never make it out of committee so yeah you have to stay calm when you see those proposals because there's a lot of things that are people's ideas that we're going to have to have this kind of education and this kind of education this kind of education this kind of education and so I'm usually calm until I start seeing what the Committees are doing so foreign any other questions any comments from the Board of Ed I mean you guys have been living through this process Rosa you let you did a great job of leading us through the the whole uh q a and budget process I've got to give you a lot of credit on that sport of it supporting this budget across the board or is that a loaded question what was our problem six one it was a six one vote okay thank you and and by the way the sixth one vote I won't speak to the for the one vote but it was after right after our discussion of do we need a dean of students or do we not need a dean of students and so that was that was a lively debate for us okay that's helpful thank you okay so that's thank you so much thank you thank you all for listening and I do expect we'll have continued Lively discussions and I hope this was useful to you um so uh with without um without objection I'll adjourn the Board of Education meeting foreign
