um we felt that 960 was kind of a a lofty number to hit before an employee could potentially see a monetary value come out of their leave if they were an individual that never took any time off because as you read through the policy of the only times you ever see anything a payout if you will for news leave hours is uh would you leave the district or you Max that with 960 hours that is 12 years as a 10 month employee I've never taken an hour of time off or 10 years as a 12-month employee so at least that reduces that by half um also along with that with our recent uh change to the leaf bank which in essence could double uh your lead value in a family medical leave that emergency reducing that by half still covers you if you are if you take participatedly big a couple times so with 480 hours be the most you could do with 12 weeks uh for a family medical leave act so that was kind of our thought there I know there's some other items we'd like to bring but as John constantly tells me we have to kind of keep chipping away at uh some of these items uh in regards to leave the other thing I want to mention is that we have how many 20 25 to 30 people that are over 480 right now a few of those a handful and there's at least one in the room um it's actually at 960.

successful creating and supporting work environment 360. these are very close success in achieving High expectation and outcomes for all students 347 then again it dropped there was a gap between these two and if you look at the breakdown of each of the groups with one exception each of them have this two of the same things question seven again Wade personal characteristics the superintendent of schools May possess number one was a problem solver 373 combined votes approachable 357 strong Communicator 352 collaborative 347 and empathetic 329 and I wanted to point out that the absolute last number 11 skill set was risk taker and it received the most relatively unimportant skill sets out of that whole list so that should tell you something that people don't want a risk taker um and the other the next one was assertive that was number 10.

yes you're right yeah um and they put the 15 in and just acknowledge it and it could be kind of double-dipping but say that that's yeah we can explain it that way yeah it's just what are we doing are we doing the unit Replacements are we doing the whole system there I don't know um rich is there at the for the football or for the stadium at Cheshire High School there's no projects there that are ready I see I think you need to then redo the description there yeah Ada stuff ready to go and if it's a fifty thousand dollars for like a for like a holistic look at the whole area to see what can can be done in the future yeah I'll adjust the description I would just love to see that unused Press Box go I mean I think it's like scary looking that's part of what's in I know it that accomplishes you so much that it's all right the only other thing that you know I will say is the after year one the spread of the funding is is very high in year two and three fourteen point five nine million then 16 million then 9.3 and then 7.925 yeah so there's I mean we could move some projects around a little bit but we don't necessarily need to do that tonight it could be done at the board level if if the planning committee wants to defer until then I think we need more direction as to where we're going with the buildings and for the future I mean of that of those numbers there you have 15 million dollars worth of work to be done and died yeah yeah if we knew what the next phase of modernization either is or isn't going to be [Music] the spread wouldn't be like that I know it's it's a dilemma and it's going to continue to to be a dilemma until we have a resolve on it and that's why we have to put the planning money out there this way we know that we we need a placeholder for things that we know we need to get done foreign which is exactly why yours two through five as far as I'm concerned they're placeholders if anybody on the board wants to move anything around that's fine but I don't think it's really that big of a deal I mean we know these things are they're in motion some things become like The Dodd boiler it gets fast tracked right things change when we get to the actual like spending of the money um so I I personally I'm comfortable with what two through five is right now without moving anything around and that would be my recommendation to the board to not touch it and just to prove it with the recognition that school modernization throws a big there's a big hitch or you know question mark over all this stuff my two cents is that it also shows that you know your real dollars are stacking every time you move something to the right you know if you try to if you try to level load it that disappears you know otherwise if you have a little bit of stacking going on you say yeah well that's because you we keep deferring you know capital or uh Capital expenditures and that's that's the result of doing that [Music] in a perfect world you have 52 000 worth it's 10 million dollars a year in the next five yeah right and I will I will just throw one more comment out there about the windows um I kind of wonder if it would make more sense to if we're gonna do 500 000 for Windows would it make sense to do a million dollars for Windows and then not send it out to referendum the following year I don't know it's just a hypothetical I'm not concerned too too much about it but if the council wanted to change it to something like that I wouldn't be concerned in the least bit about it because we're not we're spending it when we get to spend it but as long as it's approved then we can spend it at our discretion right yeah yeah just in terms of Trying to minimize total number of referendum questions yeah I mean I like that thinking we've we've got waffled back and forth on that in the past um you know and the the issue every you know every time we present a capital budget is you know is this something that we could put off for a year and and so that's what we do you know I have found that you know five hundred thousand dollar chunks you get a fair amount done but it's taking forever I would love to do a million dollar project um and and I think with the million dollars we could get that done over once over one summer Rich you agree yeah yeah I mean you also get you get cost efficiencies out of it as well you actually you actually get more for your money by increasing the value of the project so for a million dollars at Treasure high school for window replacement would we get how much more would you be able to do right like is that design like could we just do like that whole back science wing of the building like where the tech yeah for a million that's probably that probably is that whole backside yeah and then you have to do the wrap around along the north elevation where the art rooms are and the multiple stories there and guess what it's time to replace the double hung windows in the brand new 2000 edition all of those yeah all of those have exceeded their expected life cycle so it said it just keeps going round and round you just keep replacing Windows every year or every two years no that's that's what we do with the that's what we do with the the roads and I appreciate the it's two million bucks a year put roads out we know we have to replace them it's a 20-year life 40 million dollars for roads and you do 2 million every year um yeah so I mean I I like that idea in general but I guess my point is simply to say tell the council you know this is what needs to sort of happen over the near future with Windows and you you come up with whatever plan you want if it meant getting more done one one question on that does that what's the prevailing wage ref threshold number is it a million bucks on something like that no 100 okay 150.

yeah main names but um anyway uh we would not pay them down all the way to 480 that would be over a hundred thousand dollars that was not necessarily achievable so what we would do is they would let's say I'm at 600 hours um in July I'd get 96 hours that's my leave as a 12 month employee um the 10 month employees would get 80 but I get 96. I'd pay the district could pay down that 96. I'd still be at 600 but any I used throughout the year would chip away at that 600. and then say I used five days so now at 550 next year I get 96 I pay out 96 and I use them then I start chipping that down to where it would be 480.

so I think it's real clear that people are looking for someone who's collaborative approachable good communicator again that's what drove the um the characteristics that were listed in the brochure uh and that's again question eight was a opportunity for people just to provide additional input and you have uh you have the list of the full responses um should be noted that about 77 of the 77 percent of the responses were were identified as either neutral neutral meaning they would need a positive nor negative um and most of those comments were uh thank you thank you for allowing us to participate and then there were some that were advocating for um Mr Kiley and then there were some who were advocating against other people um which I won't mention but um and then you know some of the issues you might expect that were brought up there was there were as many people talking about the need for more work on diversity Equity inclusion as there were people saying get CRT out of our schools and it would be about balance off it balance out each other but um so that's a quick summary of the uh the survey um I can provide you the breakdowns by a group if you want um so you can see what the top when I keep the whole summaries of all of them if you want I can do it um so it's electronic now in Excel so it's up to you but um but the results of that the survey is what drove what was in the brochure which was what drove what the high applicants highlighted in their application packets so um this had this survey had a direct result in impacting uh the skill sets that people are looking for in the in the applications it served two purposes it's good plus it provided people to opportunity to provide an input that otherwise they wouldn't add right and 400 people took it took advantage of that that's right which is nice yeah yeah the second highest one I've received wow wow excellent wow I appreciate you know appreciate the fact that this you know they took the time to to do that uh also it's you know it's incumbent I can't I can't send the survey to people I don't have their email addresses and so forth so it was you know it was very helpful that Mr Kylie got to get the word out get the word out to the town got the word out to people put it up on the website made the link real easy to find from from what people tell me it was real easy to participate the average time it took somebody to complete the survey was seven seven and a half minutes from start to finish that was the average some people skip certain questions so not all 400 answered all questions but in some of the last the last question the rest of the respect to Simply thank you thank you thank you so funded yeah after that yeah so that's good thank you sir questions no thank you uh thank you Jim for coming out I appreciate it appreciate it so we're working on the schedule for the week after school vacation week for interviews um I've contacted the people involved and I'm waiting to get confirmation back that they're accepting their time and that they don't have conflicts excellent Perfect all right as soon as I have that I will forward it to the search committee thank you thank you thank you Jim all right thank you any other questions thank you Jim all right much appreciated safe travels hey yeah yeah so you will all right Mr Martin I'm sorry I welcome him but I am prepared to we we drew straws service administrator screening committee update so um uh Mike and I Mike Mr Martin and I are co-chairs of that committee and we have met um through Zoom a couple times and we're looking forward to having a you know thoughtful and organized transparent process with the utmost respect of everyone's time and making sure that we're sort of maximizing our time together so uh we've met um Mike was uh good enough to utilize his skills in the Google and sent out to our committee a form that included in confidentiality statement was embed in the in the form for folks to sign and return to us before our first meeting we also we actually um we reached out to Mr Kylie and instead of Reinventing the wheel we thought we would begin with sort of a framework and then once we meet with our group formally you know more specifics but Mr Kiley was kind enough to forward us some uh of well a very organized um information as to how we proceeded last time we were in this situation and he provided us some great information to help us with this process and also Kate has been incredibly helpful in central office with responding and actually helping us figure out best ways to move forward um Mike sent out a with that confidentiality statement we we had a bank of questions that were used in Prior you know they they really were well a wide range of questions um categorized um you know in a certain way and so we thought we would use that as a a draft and we asked our um our committee members to share their yeah well we asked them first to let us know their availability to meet um this week and time you know day and time which we decided upon you know an average most folks were available we're going to meet in person on Thursday in the afternoon at Bush Street but we also asked them what qualities characteristics and experience that they would want to see in an ideal applicant as a way to you know provide and it was kind of neat we reviewed today the responses and I think we consensus as to what folks are on the committee are hopeful that we will get with our net you know our applicants and what we want to look for so we thought that having that word Ward bank right that visual of all those words that folks kind of submitted as ideal an ideal candidate would um would be and that would help us as we uh do the work on Thursday and that work is going to be we're going to convene we're going to review the applicants we're going to come to consensus and finalize questions and Our intention is to you know again with the committee building consensus with the committee Our intention is to begin interviews the week following vacation so that's did I miss anything Mike so that's it okay let me ask did I miss something because I saw oh was there a Bank of questions I was yes I got the I I got that one that was on the that I filled out and sent back I was just you know with my wonderful computer skills I'm figuring I missed something like that yeah okay yeah that's fine but like I said it was it was nice to see that it seems like most everyone had uh you know there were a variety of things that folks wrote in but you know they all sort of were in the same you know um similar in terms of uh the qualities that we wanted we want to see so that was good already to know what we're what we're up against meeting on Thursday so that's right John's on the committee too with me fun time okay any comments for uh Miss emerald and Mr Martin thank you terminals no we're good okay thank you alrighty uh superintendent update this is quick um we had a phoenix talk about the high school information so I don't have to go over any of that uh Potter sent some information about I think one of the really great things that they're having tomorrow at a staff meeting is um Dr Carolyn mccurney will be working with the staff you might remember her name from the south coast collaborative she's worked with us for many years um working on de-escalation techniques behavior therapy et cetera Etc so that's happening it's as we had the Super Bowl most of the schools are doing the canned good collection for the soups soup collection and so that's been ongoing and we'll be going continuing PBIS rallies are happening and Potter was saying they were having a on Tuesday that featured a dance act by some fifth graders and the Highlight was a will be a visit from the high school kiddos that are coming so that's good and they're also having some family fun nights today was at the middle school I think tomorrow the having it as well I ran over there today the greater New Bedford Regional refuse Management Group had a presentation for the sixth grade is all about Recycling and the landfill and all of that so it was it was very informative information and demelo was talking about celebrating the January student of the month today and all preparing for the read across America as well and I also just wanted to mention that last week we did have a district meeting as well again with the district team that's working on the portrait of a learner we did use the um Town Hall again and unfortunately the facilitator ended up getting sick at the airport and had to go to emergency so they virtual they remote it in and all was well Ross facilitated that meeting with the the group but we're just in that moment now where all of the schools have worked on characteristics of the portrait of valerna so all of that work is coming together from the entire district and as it proceeds one of the things the comments that came out was it's the time we'll be taking from poster to practice over the rest of the year and then rolling it out for the new year that folks really know what does it mean to be a portrait of a Learner in Dartmouth so that's that's the work that's going on in the district right now I'm done any questions for the superintendent uh a couple of things first and foremost I just want to thank uh Gene and her crew in the cafeteria tonight for a beautiful reception for Dr Gifford thank you to Jim and Chris for helping facilitate that much much much appreciated uh the uh and I realized some of this is coming is down the line but um March 18th uh um going to the music department is having their annual uh went to Home Show percussion color guide wins type of deal at the moment starting at two o'clock uh JV caller guide is on at 2 15. awards are at six then at 6 55 the winds are on and then at 905 his percussions were the wads right after so I'll be sending out an email looking for presenters you know at six o'clock and also you know 9 30 on that that Saturday night just so everyone is aware our Varsity color guide will not be performing that's when they're going to be in Pennsylvania that's that night that they've got to go to Pennsylvania to to do that the music Department's annual Pops concert is uh going to be March 9th uh Thursday night and uh every year for scholarships and every year we honor someone and this year we happen to be honoring Dr Gifford uh unfortunately she's going to be on vacation but that's okay you know well we will mention her and we'll have someone hear from her family type of deal but also the night of percussion on April 6 when all the groups get together and I understand there's some possibly groups from Pennsylvania that are going to be in the area that are going to join us type of deal and we will give you your plaque and could Do's that night type of deal uh that being said I think we all know so I have from the board of Selectmen that has arrived uh town of Dartmouth official select board citation be it known that the diamond select board hereby extends its congratulations to Dr Bonnie giffett and recognition of your selfishness and dedication as superintendent of schools and wishing you the best for an enjoyable retirement and it is signed by all the members of the Dartmouth Board of Selectmen so Bonnie thank you very much anybody else have anything they want to add yeah go ahead no go ahead [Music] I would just like to take this opportunity to uh thank you Bonnie Dr Gifford for uh your many years of service to the Dartmouth Public Schools like I've said in previous meetings it seems like yesterday that we were conducting a site visit for you um and we're interviewing you and certainly time does go by rather fast it's been a heck of a past three years um for for you for the district for everyone but certainly for any superintendent of schools so I just want to thank you for your dedication to the students and staff and it's been a pleasure working with you you know the certainly uh we're always very respectful of one another and um we sometimes didn't agree but that's all right that's what makes uh that's what makes it um you know it's exciting so um thank you and I wish you nothing but uh happiness in retirement yeah I'll also extend my thanks and particularly my thanks for not retiring during the pandemic I can't imagine having to transition and do a search during all of that so super appreciate that part but but also your your overall because I'm sure it would have been easy to be like that's it I'm done this was it was hard times and we appreciate you staring us through those Hard Times um and also um the good times we've had so thank you and enjoy your retirement thank you very much yeah it's just the same thing thank you um it's I just can't believe how how time flies but um much um success in your retirement fun and and uh relaxation yes looking forward to it thank you thank you all but again I I don't want to repeat myself but we've had a number of little meetings without DLT or our district leadership team and central office Etc and just let them know it's really been a privilege to be here and and if you're going to end your career in a district it's a great District to have done it in our team worked so well together and as you mentioned through covert and everything uh the late nights we also I don't know it was terrible really but um we did make it and I think we were in Shell Shock at that moment so nobody could retire and it's just like where are we but um it's been a great place to work and I wish obviously the next superintendent the best of luck and I know with the leadership team that we have and and the the work that's going on in the schools that it'll be it's going to be in a good place so again I appreciate everything thank you [Applause] enjoy the warm weather and there's still some students that would like a snow day before you leave but I don't think that's happening looking at the looking at the long range forecast this week yeah yeah I don't I don't see that happening all right with that being said our next school commission yes um can we also take up Mr Kiley emailed to us that we have received an open meeting law complaint so perhaps Mr Kiley can sort of take over and fill us in on that one sure I'd be happy to um so we received on Thursday afternoon a open meeting law complaint it complains that our minutes do not contain a list of all the documents and other exhibits used by the public body during the meeting so I guess the first thing I would say is that our minutes do list the documents that are utilized by the school committee during meetings they do not have a separate list so depending on how you interpret the law and I included the law in my email to you um it may be interpreted that there should be a list of documents not just that they're listed kind of a finer point but we've received that complaint it's easy enough for us to comply to Mrs gethner does an unbelievable job with the minutes um and I she has already indicated that um she'd be adding a separate list in addition to them being listed in the body of the the body of the minutes when they're referred to by the committee so we're prepared to respond to the complaint and I think but the complaint does require that the school committee review the complaint if the committee agrees with our suggested resolution if you just would authorize myself to respond to the complaint I'd be happy to do that Shannon so I have a question this may be a dumb question but I assume the list of documents is so that people can foia them in case they want to see them and I don't want to create more work but is it just easier to include the documents with along with it or are there reasons not to do that I would just say that there there is no legal requirement must be included and incorporated as part of the minutes and I think when we're talking about documents that are hundreds of pages potentially it may not be practical we're happy I mean we're certainly those documents are available whenever someone would like so um but we're happy to comply with certainly your wishes or or my suggestion in terms of just including a list yeah I guess just from my sense my this is my personal opinion um I'm a big advocate for openness and transparency and so to make those sorts of documents available to the public the same as they are to us I think would be good practice I don't want to suggest we do that as a remedy right now we've got 14 days to respond and so let's just do that and be done with it but I do think it's good practice and open transparent governance to have the documents that are available to us available to the public so that they can view them at any time so that would be my first point and maybe that's something that we can discuss at another meeting it's not it doesn't have to be the response to this the other thing I was thinking about in thinking about documents and also watching Phoenix over there scrambling to take notes on some of the stuff can we include our student represent on the circulation of documents that are not confidential so obviously you know executive session minutes or grievances or contract negotiations or any of that I would not want they can't be included on that but I think it would help him be more informed about what we're doing and what we're talking about if he had access to the same materials that we did so I just for me it's about being open and transparent and what we're doing and making those materials available to people I don't want to create a lot of work so I'm not saying that we should respond to this one and this way but I just don't wonder whether we might think about that as a general practice hmm of course no I think it's worth having a conversation let's find some point about that that's fine but I'm yeah I was just going to say I I agree with you uh Mr cauley's recommendation as far as how to resolve this this complaint so why don't we just make a motion so it's in the minutes and he can fire that off to the attorney general and that type of deal so do we just need a motion that we delegate the resp I'll make a motion that we delegate the responsibility to respond um to Mr Kylie um and that Mr Kiley will Mark to include in the minutes of January 19th all of the a list of all of the documents and other exhibits used by the school committee within that the body of the minutes and that future minutes of the Dartmouth school committee will include a list of all the documents and other exhibits used during the meeting at the end of the minutes second Jim you referenced January 19th January 9th sorry okay would you like us to revise the minutes that you voted those minutes already or would we just be acting moving forward why don't we just move forward from from you know yeah to you know that's fine thanks meeting minutes forward February 13th forward does that work yep okay sounds good we don't need to hold another motion right just use the language that Mr Kylie used in his email not the one that I thought out loud all right need a second second all in favor aye aye opposed motion Gary's unanimously and before I forget to of course Mrs White's not here but she does wish you um thank you all right just one quick quick thing because we're not meeting before this happens um the special apparent advisory Council uh is hosting a zoom meeting on February 28th at 6 and the topic is we're bringing in Massachusetts advocates for children and they're going to go over the anti-bullying law and we've had them years past I just thought it would be a good idea to bring them back and revisit that around school strategies to prevent bullying of students with disabilities and the folks can find this flyer on in our backpack our electronic backpack as well as on our um the cpac's Facebook page and again it's Tuesday February 26th at 6 PM would via Zoom excuse me all right no problem okay our next meeting is scheduled for March 6 2023 here at 6 30.

oh is it 150 and okay I thought it was no maybe yeah do you know I think it's uh still a hundred it's a hundred million for new construction got it got it okay so that's a that's totally irrelevant to the conversation so yeah I mean I would just leave it up to the council uh as long as they understand what you know needs to happen but the thing the thing with regard to the council is they're the ones who have to send out referendum questions and they're not going to want to send out a dozen referendum questions because voters could be like no no no no you have to go referendum either way so is it we asked for 500 or do we ask for 750 or do we have yeah yeah yeah yeah if you're asking you might as well ask for what you want that's yeah that's where I'm coming from well it's not too late if we want to move the 500 to 750 will still be under four million dollars in terms in terms of this year's request say the word I like the idea I think it gives us somewhat of a buffer in case that they need to lower that price tag a bit before sending it over there's also the reality that we're facing too at the cost increases of materials labor and everything else that that we're dealing with yeah okay all right so now you have one at three million 805.

so um so it would not we would not pay out people that are existing um above 480 but those that are at 480 would get paid out enjoy enjoy these are like our five-star employees that don't miss any days well like you said it was yeah it would take five years without using any leave to even get to that point um yeah right yeah you know I worked uh you know and before I was sick I had worked 25 4 years and I was only at 700 hours give or take so this is personal time this is sick time it's all considered undifferentiated life so and then for us 12-month employees if you don't use your vacation it will roll over to undifferentiated leave as well so that's another another source of that that leaf so so Larry you have some time okay time off where are you gonna go vacation for that there's restrictions on how you use it also you can only use of the unless it's sick unless it's sick leave you can only use two personal days a month any questions so I'll move on to ebb this is a um so we have a teacher at the middle school um Mr Lynch that would like to start a unbanned aerial vehicle club which is UAV is basically a drone in this case but this policy would also basically anything that supplies in the air could be balloons could be model rockets anything that's that's um in the air and so he asked that we put together a policy and so I found the policy that's included is on the Mesa Unified School District website and it's interesting because Mesa is one of the only districts that does not use asbh for their policy Services they have their they have an on staff attorney and their on staff attorney does their policies but anyway um so the policy is very similar simple says the superintendents good to provide guidelines or develop guidelines that's what the policy says and then the regulation is actually the guidelines things like approval from this principal um a license a um to operate the vehicle um it has to be a teacher there or an operator that's supervising um and if there's students there that has to be supervised by a teacher or whatever and this wouldn't just apply to District staff we have a member of the um yep by college staff the the instructor for their UAV program that comes over and flies usually in the summer overall our facility all our solar panels and we can tell which ones are out by the infrared camera that they have on there um drone but that would be this would apply for for that anyone flying a drone on campus would have to follow these rules and legally can only apply to our property correct just a district property because the FAA has their own rules well the the we're still subject to the FAA and so there are two types of licenses and I know Mr Lynch has one um and then we're trying to uh we're working with the trust to make sure that we don't need the other one because it's much more um there's it's much more involved to get that second license and so we're working with our insurance company to make sure that Mr Lynch's license is appropriate for what we want to do okay right all right this is just a discussion and information any other discussion all right item 10B uh this is the second reading of uh policies we had our first reading last month these are basically results of state laws that have changed some of them are exhibits which are the EA or EB or just e um I know there was changes to foster care federal law that necessitated some of this um and and I I looking at Mrs Daniels because she's our foster care coordinator or contactor to Liaison there you go tomorrow more training so she is she is that so um and then so these are basically most of these are exhibits which are forms so um I'm assuming I'm just gonna read this but am I reading all of these can I read them all at one time we don't have to vote for each one you can vote as a group if you want to just well I think you want to just read read as what it says there one motion just the approval of yeah okay so we'll make a motion for the approval of second Ary of a revised policies exhibit i h a m b Dash E A exhibit i h a m b e b exhibit i j l Dash e policy j f a b d a regulation j f a b d a exhibit j h d Dash EB exhibit kb-e-c all right motion on the floor is there a second second all in favor aye aye good night see you on March 8th yes which is a Wednesday Wednesday

so do we feel as if we want to make a motion this evening Tim and Sam to get this going I think so what's our next uh our next meetings Thursday it looks like I no longer have access to one of your calendar accounts stop Alexa she responded to your voice Sam um so uh so what happens tonight if the if the planning committee puts this forward then at the Thursday Board of Education meeting this recommendation from the planning committee will be heard by the board of ed for approval and that would be good because we are on a you know we've already got an extension from the town to yeah I don't see Tim Sam I don't see anything else that we I mean I think we're all in agreement here right there's no hanging issue out there um no but I definitely think about 15 000 is gonna be a question so if you could speak I'm not going to be there Thursday Andrew so if you could speak to the rationale of doubling up like Tim said it's not gonna fly I think you get rid of it then you're at three million seven nine you know you're I think you asked that same question yeah I mean that's fine with me it's not that I it's not that I have any interest in double dipping it's just a matter of there's moving pieces that are interlocked we got to figure out how to you know pull them apart and make them work go ahead Andrew sorry no I just said that but I think by getting rid of that gets rid of that question and we're asking for 150 000 to look at the HVAC system at Doolittle here in the end yeah it's good I like that that's a cleaner argument oh we're under 3.8 million dollars there you go I like it then you don't have to have emotion for me do you so yeah the motion is to um recommend that the Board of Ed approve the uh 22 22 23 24 through 22 27 28 capital budget and then each of the four years has to be read so that's the motion that you need to make I move that the Board of Education improve the 23 24 budget of 3 million seven hundred ninety thousand dollars year two 14 million five hundred ninety five thousand dollars a year three sixteen million seven hundred thousand dollars a year four nine million three hundred and ten thousand dollars a year five seven million nine hundred and twenty five thousand for a five year total of 52 million three hundred and twenty thousand do I have a second Ed by Tim discussion just so we're clear in case we get asked that there's flexibility in those tier two through five okay yes okay all right all in favor aye emotion passes unanimously okay all right thank you you have one more item if you if you're so inclined it's just to give a quick update and I'm gonna flash on the screen the items that are currently being worked on capital budget wise there's a lot so let me just do that and You Know Rich and Dan they're in the throes of of all of these but you'll see over on the left each of these projects these numbers represent the bid or request for proposal number um so we've got a lot of different things that are going out to bid for design or for completion and rich and and Dan is there anything that you want to talk about specifically on the capital budget side uh no not specifically I mean ultimately we're trying to utilize uh already approved Capital dollars uh for design and in a lot of cases we're asking for uh conceptual construction costs as well so we have a a better feel for uh you know making our Capital requests um I think you know if that's a better that's a better way of doing business than trying to shoot from the hip all the time and then as Dan alluded to you know it's kind of hard to do that today with the escalation and cost of materials and labor and so on but uh yeah we're picking away through the list and uh oh staying busy yeah yeah and these guys are doing a great job with it I will note there's a couple items on here uh one in particular is not Capital it's the Cheshire Public Schools contracted cleaning services which is out to bid there was a walk through that was held last week we had 20 different vendors show up for the for the contract it's about you know seven to eight hundred thousand dollar annual contract but it was a just a gigantic turnout um and all the vendors that showed up completed the the walk through they had to get to every single building um so that's a big one you know the cleaning contract you know June 30th we're currently with performance it's at the end of its five-year cycle you know including the extension so that is a big contract and that was good news to see that many vendors show up and the planning committee members have this list so I don't want to belabor the point but I'll just ask if there's any questions on this otherwise again just to add really quickly to the projects assigned to the public building commission is just do a little um lavatory uh project oh yeah yep oh okay that one that one was did and awarded so that will be going to construction this year has Jay Rosa have they done other window replacements at Treasure high is that the yesterday yep yeah I think they've done like two of the four phases thus far so they're well um actually I just met with them today I'm sorry you've been happy with them yeah yep yeah John's very good very attentive they also happen to be the successful proposal for the bathroom project as well yep nice Tim thank you uh yeah two two quick points the snow removal is that just like a contract for services to be provided it is service it is a Services contract okay so you put that you you went out to bid or whatever yeah that's right yeah that's fun now it's just we just that was just on the list that's all yeah it just looked at me I'm like wait a second is snow done maybe you suck at the snow this year anyway it was a contract okay and then the second point and we don't need to belabor this at all I'm just curious Ben did you have any update on the uh the solar at Doolittle or Highland was there any more discussion on that that we should have at some point yeah you know as soon as the capital budget process is done Tim we should have a planning committee meeting Bob Mulvey uh I talked to Bob um and he has some numbers that he thinks may be attractive on a power purchase agreement for for both of those so I'll get my hands on that um take a look and then circulate it and then we'll have to have a planning committee meeting and is there is that time sensitive is there any deadline on that uh he said no Okay so um okay you know and I I you know I haven't had a chance to speak to him and and he hasn't sent me the proposal but it sounds like that's a sign that things are improving you know from a supply chain and a material cost point of view but again not I have no idea what the power purchase you know agreement number would look like so let's get that in hand and then you know have a discussion around that is the way to go thank you you're welcome okay anything else not for me all right Rich Dan Ben thank you guys very much rich I know this isn't easy for you and Dan I know you guys how hard you guys work at all this and uh appreciate it it's not easy I know you don't want to ask for a 600 000.

categories ineffective zero to 39 points developing 40 to 59 points effective 60 to 84 points highly effective 85 to 100 points next slide please our school-wide goals so I I shared earlier that our school-wide goes it at 20 so we broke it down to two different areas which are really our focused on the math and reading all through this series so mad goal is 10 points and we can go 10 points under the mat goal our goal is 25 of students will improve from minimally prosecution to partially proficient as mentioned by school City mathe summative people's excluding students who did not take both matter somebody being posts it's the same with the the reading goals 25 of students will improve from minimally proficient to personally proficient what you're excited about this year is that um from the changes that we have made on the rubric the they added additional column for that so I think it's easier for the teachers to analyze the data when we have um net proficient meaning minimally proficient partially proficient and proficient and highly proficient so it's easier to break them down and see all the different students who can who we can work with and focus on so that we can move them from one level to the next and next slide please so the next two slides are just the the um what do you call that the intervals for all the points that we have for both math and also for reading but the main goal is the 25 of the students will move from one level to the next next slide please oh and then with that too yeah oh next slide please thank you um our classroom goals is um 40 points so the first one is our achievement goal so Regular Ad regular education pictures of achievement goals is 20 points and the other 20 points are going to discuss later on so for our features our goal is 50 of students will show 50 Mastery by the end of the school year using multiple measures School City this includes School City share me test um we have a new test I think the Renaissance one um classroom classroom test on three through three essential standards next slide please so our content shows three essential standards in each of their subjects and um we have added that on our report and also this one that's showing is our interval aerobic for the point system this is for regular ad next slide please and for exceptional ad we have 20 points and also for self-contained uh 20 points for exceptional and I mean I'm really excited about this one because um we added a new week for our exceptional ad department so for exceptional ads students will demonstrate Proficiency in any of the ELA or math essential standards as mentioned by picture made assessments and feature-weight performance rubric which I just mentioned earlier or 25 growth using a school City report so um I would like to give credit to my team at the secondary when we created our Ruby performance rubric we have now a choice of using that or the School CV that we will just piggyback on on the General Ed teachers so um I think it's an ESS we have when we build the skills for our students then we we will be able to measure it better when we have our own performance yeah um and the next slide please will show you this the breakdown of the points but the following slides will show you the the rubric this is the ELA performance rubric so if you will look at that we we use the the we also use the three essential standards for ELA and so if you look at the proficient which is 75 um I'll just explain really briefly on how this works so for minimally proficient you will see that there are four bullet points so the student because at the the resource what we we do is to develop the skills of our students so when they go to General Ed classes they they have their equipped with all the different tools to learn what they're being taught in the content so in here in the minimally proficient if a student is able to do the first bullet like the read text completely that will only be 25 so the second one they can do two that will be 50 and independently on the third one three of those bullets they can do then that will be 75 at the grade level tax that's what we're working on and then um next slide please so these are the part of the three essential standards that we get from the ELA it may change next year if you will um if they will have a different essential standards next year next slide please and this is the um performance rubric for our math so um because at the high school they have different subjects so they have algebra they have geometry it's really hard to put all those essential standards in there so what we do is that to build their their skills we just use the reason mathematic standards quantitative reasoning skills so it's the same way we have minimally proficient partially proficient proficient and highly proficient the same um way that we're going to measure their performance or skill based on how many items or how many uh how many elements of this they can do independently um so I'll just give an example of the different bullets so for example um the skill that we're measuring is identified information presented in math problems so that is they can use that in algebra geometry and whatever the the different um math subjects that they have another one is convert information into mathematical forms and the third one is just the correct math calculations and the last one is use the evidence to explain the answers so if the students are able to do three or four which we usually you know we we want them to achieve at highly proficient these are the skills that we want to see so when they go to General Ed classes algebra math or geometry we want to see all this for elements or components so that we know that they can independently um uh perform in the General ad without our support I said independently so without support so I'm really nervous right here doing great um thank you next slide please so part of our classroom goals is professional Learning Community uh and IAP collaboration we know the importance of our teachers participation in our ITP meeting a surgical requirement but I think um for them to be there to really speak out about the progress and performance of our students in their classes it is really um good for the parents to hear to hear that so we included that as our goal um attendance participation and or contributions in PLC and IEP meetings to discuss students current level of performance and establish goals for students as documented on our new PLC media so we have a new PLC minutes of the secondary which we use every time we have EOC every Wednesday um next slide please so this is the rubric and the following slide will be a screenshot of our POC agenda so we have to complete this not only complete but you know when we talk about what what the agenda we have for for that day or for that week we have to complete this um this POC minutes that um that we that are assigned to all the content and I think this is really helpful because we are more focused now especially when we added the stretch goals which are also based on the three-year plan for the district um I think it's easier for all of us to move into the same direction levels um next slide please so those are the two classroom [Music] um oh I forgot classroom goals that we have so we have achievement goals for um General Ed and special ed and the next one is our POC divided equally to 2020.

and so there's a leak in the roof you know in a hallway yeah you know that it's leaking right that should become a high priority and so what happened here was that the contractor was contacted all right to go out there and take a look I believe our maintenance guys went out and took a look also to see they could not find a leak all right but they saw excuse me they saw evidence of a leak on the tile and then on the floor all right contractor was contacted contractor did not come out right away I believe what we should have done was to continue to contact that contractor to get them out there in a more you know faster but we did put a barrier when we did we did respond but again I think you know in those cases where there are safety issues and you've got water in the hallway that could at any moment leak down and we've got kids walking I think it's a high priority and we need to stay on top of that on top of that so that's that's exactly correct and the idea is that a maintenance person should have went there in the morning and then went there in the afternoon yes to make sure that there's nobody that can slip and fall there even though they had barriers that's correct that's what should have happened because it's a priority one because and again the frustration is of the board as we get an email right and it's number four it's the fourth layer I'm like one okay and then maybe two but when you get to three and four it's like it's it's unacceptable yeah and it's not ping or something on the wall it's water on the floor where kids are walking right in being elementary kids we know what they're doing you got it's challenge keeping them paying attention to where they're walking what they're doing and then all of a sudden they fall asleep correct you know Bang into each other and someone's hurt right that's why I say that why I think it's a big deal because it and again all right Ken I'm not trying to harp on it but it is very important I agree on a safety issue that when she when the person brings that up to me that's that's worrisome right I and I agree 100 with that yes okay any other old business any new business okay we do have a need for closed session can I get a motion to go into closed session for we have two reasons uh one the appointment employment compensation discipline performance or dismissal of specific employees and two for student discipline case disciplinary cases moved second roll call Brown is an eye Mr sawales hi Dr Hall aye Mrs galbert aye Mrs Walters aye vice president aye president Albert aye motion carries um okay 46.

this meeting to order this meeting of the Cheshire Board of Education policy subcommittee Miss jaczynski call the roll please sure Mr grippo here Ms Rosenberg and Mr White here okay sounds like we have a quorum oh yes we do sorry um I'll rise for the pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all foreign okay uh Dr Sullen is there any um public comment from our previous meeting or current meeting uh no there is not okay um then I guess we'll move into um item three which is a review of policies for discussion and possible first reading um so I guess uh Dr Solon I'll hand that over to you sure um I'll present screen if you guys don't mind uh so everybody at home can see the policies that we're discussing uh the first item is a revision of current policy that focuses on instruction and curriculum uh the reason for this change the actual original policy was adopted in 1997 uh and as you can imagine there have been updates uh in terms of law since that time and where you're going to see it is really uh predominantly from eight down uh that's where the greatest changes are though there were additions since 1997 in number four and of course this entire time we've been following the law but it hasn't necessarily been reflected in this policy so we needed to add the African-American and black studies which along with the Puerto Rican and Latino studies which was adopted by Connecticut uh this is the pilot year which we've been participating in next year will be required offer um and you know it's been a successful class at CHS a number of students taking that course uh Native American studies my statue is supposed to be offered for next year unfortunately there hasn't been any draft curriculum or anything shared is it's related to that I do know people are working on it but we haven't seen anything uh at this time uh and then you know the other stuff is things that we've already engaged in computer programming that we offer several World languages in vocational education at the secondary level so this is really a formal statement of what we already provide uh just updating the policy manual to reflect that foreign so as far as the so as far as Native American studies go the the curriculum is there supposed to be a uh a draft curriculum coming down from Hartford or from the state department of Ed yeah sde that is supposed to like they did for the Black and Latino studies um unfortunately that hasn't been produced yet you know I think you guys know that there's been a lot going on the sde with um pretty lean staff there so that we haven't seen that yet but hopefully soon it's hard to offer a course when it hasn't been very clear about whether it will be a semester a year you know what if the course entails it's hard to drum up interest um particularly as you guys know that the ever increasing course requirements make elective opportunities more limited because there's only so many hours of the day so we'll see what what comes of that I know Sam has a question um yeah just uh before I go to Sam so as far as the curriculum goes there is that um I guess I I suppose it would be uh uh also appropriate to apply to uh African-American studies and Puerto Rican Latino studies it was that is it like a skeleton like a curriculum that comes down from Hartford and then our staff gets to kind of fill it out with items that we feel are appropriate or is that it's whatever Hartford gives and then we find uh books and materials that kind of go uh yeah that's that's a great question Adam it's interesting with the black and Latino studies class I would call it the opposite of a skeleton it was so dense there was so much material that it's really impossible um to get through it uh in a year so uh that's a situation where there were a lot of resources that had to be pared down um and uh that's what we've been doing through this this year so I don't know what the Native American studies will look like it'd be great to have it be more of a like you said skeletal framework that we can elaborate or both upon at the end of the day I mean we we still have the capacity to adapt uh even with the black and Latino study we we couldn't offer it all nobody could offer it all in a year and that's the way it was designed so I think that feedback's been heard at the state level so uh to be determined I guess with back to the Native American studies and then that would go through curriculum eventually yes absolutely and I know that the curriculum committee has seen the you know presentations From Dawn and Aaron who are teaching the Black and Latino studies I know Tony's daughter actually took the class so there's a lot of folks that are in a little number of kids their option for the kids and you know our feedback is that it's really tough as I was saying about the number of required classes if we want to make elective classes more attractive to students to take a full year full credit uh it can be tough to add that into uh already packed schedule but you know what we haven't seen what the plan is yet with the proposal is which then would increase our comp we'd have to consider the increase in our teaching complement and so forth too yeah it would probably come in you know the expense of another elective course that maybe doesn't have a high enough enrollment unfortunately you know there's a lot of horse trading that occurs when you get to the end of the period when all of our students enter all of their elective course offerings and require of course offerings where we're trying to determine how many sections can we offer of each course and where I appreciate you know in a perfect world we'd be able to offer every class but there just aren't enough hours in the day there aren't enough sections that and so um we try and accommodate the vast majority and generally we're really good about that and if uh certainly I know that when situations arise let's say you're a senior and you have a burning desire and your schedule maybe even by your choice doesn't allow you to accommodate an elective maybe I really wanted to take the Black and Latino studies class but it falls the same period as the the only AP Physics section that I really really need to take for my major but and so we'll work with students to say all right how can we do some sort of independent study is there an online course or are we really try and accommodate particularly uh the the older our students are you know you start to run out of opportunities so this really just reflects what the law requires us to offer and we do this and more so um so is the intention then to have the Native American studies course to be a competing course with the uh black and Latino studies course it's not not to be meant to be combined into words they'd be independent of one another so if they were ended up being full-year courses then you would potentially have to use two two years to to take both essentially yeah because it'd be really tough to fit two full-year elective classes into a typical schedule that already has math English science social studies and a world language for many of our students and then two elective courses on top of that with PE and health requirements um it's tough gotcha okay um are there any other questions or comments on this Tim thanks thanks Adam there you go seriously like in general is the idea to take any of these courses and bake them into other courses that you have like not necessarily next year but long term um no um you know they're there there is some overlap with some of them um but most of them are basically independent of each other we've looked at at options of combining classes like fulfilling uh certain uh Health requirements through things like psychology but that's the state prohibits that so you know that there's a pretty clear distinctive uh paths here okay all right I was just curious thank you yeah good question I mean we've certainly explored that I just yeah the thing that went through my mind is you know maybe history was written in a certain way and it comes to light that uh Pythagoras was the second person to write the Pythagorean theorem I I have no idea that that really was where I was just coming from as we you know as Society it looks at this more and understands uh history could be you know have more to it um that's where that's all I was thinking about thank you yeah I guess that is a good point that that uh perhaps some of the revelations that might be uncovered in those courses would not make it to the mainstream history courses or that's that's sort of unknown at this point I'm not making that you know our standard history courses right you know a typical curriculum and I and I think you know you'll hear amongst curriculum people I know Sam will appreciate the the line that you know curriculum is a living breathing document you know that people say that all the time I hate that hokey phrase but it what they're trying to say is that I think what you guys are just pointing out that it's always changing things are always evolving and you know whether it's Pythagorean's Theorem or Fred's theorem or whoever came out you know we have to adapt when the new as new information comes to light I think you see some of that in this um this policy where they talk about things like climate change you know I know that's something you're passionate about Tim and you know this is you know something that we have to explore and continue give new information evolves and how do we make sure that's reflected in what we provide for our kids thank you and um and just to be clear these are electives right there oh those classes are elective yeah okay at the secondary level yes okay is it what because I know some of the some of the items in the policy the way they're written they're specifically say secondary yes so I wasn't sure if they needed to be um specific or not or if they're meant to be open-ended yeah I think it's meant to be you know open-ended in the K-12 environment like the the uh the curriculum that was put out by the state for the African-American and plaque and Latino studies that that was specifically prescribed for a High School population so most of this stuff is is frankly High School population right and they're always adjusting when students received career Edge so you know transition planning is supposed to start in like sixth grade now so career career education and that that was something that's I guess relatively newer as you look at this like math has always been there trying to think but right and so that's the these curriculum changes derive from state law correct not just necessarily administrative directive from Department of Ed this is like the law passed first and now this is not enacted through the yeah so we all understand the audience understands that it's not just state of uh you know Department of Ed saying uh let's teach this now it's the the legislature debated and passed that law signed by the governor and then right now we're enacting into our policy okay how this feels familiar uh what's with 6142 because I think we had spent because I I think I saw 6142 was revised in 2020 which means that we had kind of had this discussion before it feels like and uh um and I wasn't entirely sure what the differences were between the two there's really no difference it's just how they're uh where they fall in our policy manual and uh the context right right so yeah basically say the same thing right um okay I see him go ahead just real quick this doesn't call I don't know if it coincides with the teaching of the Holocaust and general side policy isn't there a policy on that too Dr Solon yeah that um that's in I was in for 2020 definitely yeah that I believe is indicated um in number nine for the okay this this uh 6140 revised draft includes social studies citizenship economics geography government history and Holocaust and genocide education and awareness but you know I mean dating back to 2005 when I was an assistant principal at Dodd and we were you know we were taking kids to the Holocaust Museum and teaching them about the the genocide and Darfur with if you're a global citizen you're aware of these things that occur you know it's a global issue that our kids should be aware of um okay is there any other comment on okay um I guess we can move on to 6142 okay is um Adam I already mentioned this is going to feel eerily similar to 6140 and you can see the highlighted section that's added down here that's uh talks about you can see is you know Sam just mentioned Holocaust genocide education awareness but then these are new uh expectations that it were added the Asian American and Pacific Islander will cross-reference that I saw that earlier and I noticed it wasn't in 6140 so we'll cross-reference that and make sure that that piece was added it needs to be in the other because I thought that was relatively new I think that's just um that's after the African-American and black studies was added but we'll take a look back and confirm that for the second reading but in essence as I was saying this is what was uh added in recent years uh aapi would also be a full year competing course not sure but we're not sure if that's a full year um or a half year like the Native American I haven't seen the Asian American Pacific Islander studies either is that not yet we don't know yet the Native American is definitely should be offered per the the statute for September 23.

a meeting called order here at 6 PM our policy meeting I want to thank everybody for joining us today and thanks to uh to Kim and Kelly for putting together a an agenda for us to work on right um so we have uh two different items today and I'm not sure which of you would like to take the lead here we'll start with number one buy lows of the board series 9000 with our policy on suspension of policies special laws or administrative regulations right um so I'll take that one I think it's relatively brief um as all of you will recall at the last meeting um there was an agreement to Pilot a new system where we would have one board meeting a month and one Workshop a month so in order to do that um we do have some bylaws and I'm just going to share my screen here um anybody see that whoa okay yes whoa was it too big okay um so this is your bylaw about regular meetings and if you'll see down here at C normally the board shall schedule regular meetings on the second and fourth Wednesday of each month of the year except during July and August um there will be one meeting each month if necessary so rather than amend your bylaws to remove this or to change it since you're running a pilot my recommendation to you is that you alert the board for a two-thirds vote to suspend such part of this paragraph C as to say um and you can you can choose which one I'm not sure it matters um suspended the part that says either the fourth Wednesday or the second Wednesday and what you need to do is you simply need to stay in the record at the next board meeting the rationale and the duration so the rationale would be in order to run a pilot to test running a regular meeting and a workshop each month and the duration would be through the end of this school year at which time if you decide to continue on we can move to amend your bylaws formally for the next year or if you decide you don't want to continue with the pilot we'll simply restore back to this language a little bit of a full reality but there it is and I do know um and just uh speaking uh with superintendent Walston and I know the board chair had requested that we bring this up for information at the upcoming board meeting and then a vote to take place at the meeting thereafter so that everyone could be aware of it if we put something in writing next meeting and just review it for information and then the following meeting an official vote could happen looking for from you today is sort of consensus amongst yourself to make that recommendation to the board and then at the board meeting I think probably the easiest would be for one of you that's sitting here tonight to make the motion to suspend so much of bylaw um I don't see the number there but that point see right so much of it as refers to the fourth meeting um say or if you want to do the second meeting I don't think it matters um to suspend so much of it is the fourth Wednesday um and then when you go to the board meeting having made that motion you will need to State for the purposes of running the pilot to run a workshop for the duration of the end of the school year and then um a two-thirds vote so uh can I just ask real quick if we don't know whether or not uh I'm assuming that um uh the chair would make the decision about whether it be the second or the fourth Wednesday so if we were to make a recommendation you know from this committee out to the board um would we have to get specific with the language right now as we're taking that motion or so the the the technical answer is it no you don't need to make that decision now we can clear that up for the motion at the board on the next board meeting um but also I don't know if you picked one or the other and we held it on the other I don't there's often not a remedy for these kind of things it's you know really the point of taking one away so I think why don't you make the recommendation to do to suspend either the second or the fourth you can make that recommendation to the board and then by the time we get to the board meeting we can consult with Ralph and ask him if he has a preference okay all right can I uh does anyone have any questions okay um can I entertain a motion to make that recommendation to the board that we uh ask for either the second or the fourth Wednesday I make a motion thank you Terry may I have a second please I'll second that Thank You Bridget all those in favor hi hi motion passes great can I I just want to show one thing to you because I thought this was interesting um and you might find it helpful as we go through the process but this is I think it's hartford's schedule and what I liked about it is it's got the workshops listed and it's got the regular meetings listed and they publish this as their calendar you can see right here where they put a note for the mid-year review and executive session but I just thought it was a really nice way to kind of organize it so um we're not the only purple to do this model but um I liked this format we might think about something like that nice yeah I think that's very clear it kind of lays out very directly for everybody which is nice okay thank you okay thanks Kim okay um sorry Kate no you go ahead go ahead Kelly I was gonna jump in for the next one um so the next one is a is a two-parter um these are regulation changes that we're making um so they uh the regulations fall underneath policies um which detail out more specific District procedures um so while the policy committee is not typically one to set regulations and vote on regulations we do want to make you aware of some systematic changes that we'd like to make and then make a recommendation to review it with a full board um so the first one and I'll share my screen in a moment but the first one speaks to um the Danbury High School graduation rate fireman so you guys know we spent a lot of time talking about the increases in graduation requirements um to 25 credits and we've also spent time talking about how a student really needs to remain on track by passing all of their classes to remain on track for graduation I mean really has just a very limited window for a slip up or a Miss of credit opportunities um and so one of the things we spent a lot of time talking about is are there additional ways that we can afford uh students credit um for High School courses um and there is one regulation change that we would like to make and that would be to make the recommendation um that we are afforded the opportunity to bring credits for courses that are taken at the eighth grade level that are of high school equivalent um so what I mean by that and what we would like to see happen um beginning next school year is for the algebra one and the Spanish one curriculum they are the same at the eighth grade level that they are at the 9th or 10th grade level if you were to take it in high school and if a student is taking that course as an eighth grader that they would receive the credit towards their High School graduation on their transcript the caveat to that and it is in alignment with ours with our current regulations is that that while they would while they would gain the one credit for passing that class as an eighth grader it would have no bearing on GPA a or class rank as we do not allow those things to happen outside of outside of Danbury High School so they could you know knock off a graduation requirement towards Spanish for example um and they would show and be reflected on their transcript that they passed that course and they receive Credit in that course but it would have no weight or bearing ultimately on their class rank or GPA because they are not currently a high school student so I'll pause right there um and see and I'm here to answer questions uh Cara is also here to answer some questions but we wanted to open it up for some discussion and see if there were questions thoughts feedback on that thank you Kelly any questions yes thank you so are we going to include um as part of that uh the two years of Chinese at the west side middle school because I know the kids who successfully complete year one seventh grade and eighth grade go into year two they're mandated they can't start Chinese one at the high school they have to go right into Chinese too so would that be included as well sure sure so right now um we're looking to have World Language as part of as part of this um but we're also going to have a discussion yes we're also going to have a discussion around sort of the sequencing and ordering in middle school so once um you know if the board approves once we are able to change the regulations we're then going to um take a look at the World Language sequencing and patterns because we want to be able to obviously create the opportunity at the other end for students in high school when we increase the World Language graduation requirement up to two credits um you know probably about two years ago when we started to have this conversation around graduation requirements we knew we wanted to revisit the Middle School component because the state granted that that flexibility so um in general World Language which also includes French actually um as well would be included in in this and so once we're able to do this then we're going to take a look at the sequencing in middle school so that um we're offering the full equivalent so that students yes in in Chinese in French and in Spanish would be able to to get that World Language accredit at least one under their belt on the way up to the high school the other nice thing that it does is it allows a student um who's really into the language to continue to advance all the way through um upon graduation so while it's great um on the on one end to acquire that credit um it's also nice to be able to accelerate to accelerate a little bit especially if there's a passion in that area so so that is nice and it opens up a little bit of room um if not language it opens up room in the student schedule for um potentially maybe some Academy electives that might that they also may be interested um so just because it um it's a World Language um regulation doesn't mean it doesn't open up some other other things on the other end which is which is part of why we're we would like to pursue it because it creates a variety of opportunities for kids and if I could just add we're looking to start with and thank you for asking the clarifying question I use Spanish as that is probably the most common but it would be be any world language course but to start with the math and the World Language and then look and see how it goes and possibly expand as we look to change you know some of our programming and courses there may be another applicable course that comes in the future and we would certainly update the board on that as well Teresa thank you very much Terry Kelly just answered my question thank you thank you the algebra one course I'm sorry Teresa go ahead yeah so it's just those two areas right now right right now that's the that's the only thing that we can see on the you know foreseeable in the Horizon right now that we think would match because we wanted to make sure that it's it is the same course taught um and that it you know that there's crossover there so right now our world language courses and just like algebra one would be would fall into that into that bucket so if anything else were to emerge we would certainly Circle back and again we're looking at Middle School sequencing in general around the world language because we think that we can offer students a more streamlined approach wonderful thank you are there any other questions um about the update to the regulation related to the credit earning for 8th graders that's slightly off-topic question for me do we have any students at the middle school level who are going into the high school building for classes on occasion we have we've had for example a student um taking geometry and we've usually lined it up to be a first period course um you know it is few and far between but we do have some opportunities there as well so um it's not it's not unprecedented that we have not had a child take a college course as an I'm sorry a high school course correct we have high schoolers that take college courses but a high school level course at the middle school level okay thank you um anyone else have any questions any non-committee members have any questions all right so oh go ahead Gladys um got on sort of late but I think it's an excellent idea uh my question is you're going to start 23 24 school year uh with this and um hopefully we can get some type of feedback as to how it's working within the system so I just wanted to make a comment about that okay I think it's a great idea I don't know all the ins and outs about it but you people uh have the degrees and have the knowledge to make sure that this worked for our students thank you thank you Miss Cooper and yes we are um planning to implement it for the start of next school year um and we can certainly bring back information to the board on the number of students who took the courses and those that have earned credit at the eighth grade level I think that would be good information for you to have thank you so we're going to make a recommendation that this information be shared with the board is that correct correct Just for information yeah all right yeah can I have a motion then if there are no other questions I'd like to make sure you want a second yes okay so uh moved by Michelle to make a recommendation to the board for review and seconded by Bridget and and then um Kate if I could just go over one other part there was a part two on them sorry no no no we needed to make them a separate recommendation so no thank you um a quick quote real quick I'm sorry uh all those in favor please any opposed all right motion to create sorry about that I apologize I did not mean to interject I'm sorry no problem no problem at all so the the second part to it and we're not um we're not ready to make any formal proposal just yet um but along the same lines and looking at what we're doing at both the middle and high school related um to credits course requirements and so forth as we um continue to uh offer increased opportunities for students um one of the one of the I'm sorry one of the regs that we're looking at is our advanced placement courses um and currently um if you uh there is a 10-day window for all courses at Danbury High School um that you have to drop a course um so for example if you take an elective course or a math course and you determine within the first 10 days of the semester um that it's not a match or a fit to you you are allowed to change courses to pick another course that might be more applicable um that also applies to our advanced placement classes if after that 10-day window expires you determine that you don't want to take the advanced placement course anymore our current regulation and it's in our core it's linked to our course of study guide at the high school requires you to receive a withdrawal while failing so it's a WF um and so we feel that that is an equity issue uh that we would like to look at uh changing again for the fall um uh Cara has started along with a few members of her team on doing some as well as the guidance department on doing some investigations of how do other districts handle this right around the area um our policy has been in place I couldn't give you an exact date but for as long as Kev or I can remember um and so uh we think it's time to relook at it look at it in two parts first is what should be the window that a child is allowed to withdraw out of the class and it does have some implications on scheduling and availability so it can't be a large window but particularly related to the um about you know to the advanced placement courses should it be expanded by a week or so possibly so that's one question we have and then the second question is there are some opportunities where a student could very similar to like how colleges do it you could get just a w which indicates that you are passing the class while you decided to withdraw so it could be that you know maybe the third month of school rolls around in your in an advanced placement Cal course and you just decide that the workload is too much and you might decide to go into an honors level or College Prep um that you could withdraw out of that class let's say you had a c it would just be reflected on your transcript as a w not that you were failing the course while you withdrew um and so we do think that that's something in addition that we should look into so we're trying to formalize exactly um kind of what we think would meet the needs of all students to make it fair and Equitable so that we still encourage students to take those courses um but we also allow some latitude if a child um sometimes we find they bite off maybe a little bit more than they can chew and if they need to make those changes that there's an accountability because what we don't want to see is over enrollment in the courses where kids just think they can come out at any time and that That Could That Could lead to a loss of credit there may not be other courses available it could have a trickle-down effect but also that we're allowing students and encouraging them to take the opportunity with some safeguards in place we do not feel that we should change the policy in the existing school I'm sorry the regulations and the existing school year I use those words interchangeably and I should not hear the regulations in the existing school year because we've been holding those those rules forward since the start of the year but we think it's appropriate time to relook to revamp and put them in place similar to the credit attainment for the beginning of next school year so it's really more of an informational update for this group and we'd like to come back at the next meeting with some more formalized recommendations for the changes to our regulations so I don't know care if there was anything additional that you wanted to add no Kelly thank you did a great job explaining all that um that we we definitely feel that you know there are there might be some room um to make our policy just a little bit our regulation actually just a little bit um less harsh um you know if we've had an instance uh you know at recently where we had a student who desperately wanted to withdraw you know from a course um and but had you know in an 80 um and it just seemed that the WF didn't seem quite uh appropriate uh in that in that instance and um you know to act to help our students with college competitiveness and transcript analysis that um you know that could that could actually harm be harmful uh to students during the college application process so um we need to balance you know this is why we need to spend some time looking at it and checking out with um of our surrounding um towns are also doing uh with this um there's also on the flip side to this you know a situation sometimes where students um so some of the reasons why the policies are so strict sometimes students will load up in the their senior year nap courses send transcripts out and then peel back on those later and so we have to be very careful that we're you know that we have integrity in our process and that and that we you know that were that were Guided by the by the right principles here so um we would like to do some due diligence investigate what surrounding towns are doing schools similar to ours in scale and come back to this group with a recommendation and I don't think there'll be sweeping changes but simply just a little more grace and space for students to make those decisions without it doing um undue harm and Kate if if I could just ask one of the things and I certainly want to answer questions but one of the things that we would like to see come out of this meeting today is an update to the to the board Just for information on that we're having this conversation and currently looking at tweaks to in this particular area thank you appreciate that direction um Terry go ahead I appreciate the heads up uh are really not for changing it right now but I would be interested in hearing um what you find out from other schools um concerning this thank you for your efforts absolutely any other questions hi Michelle yeah um so would you be looking into how the Career Academy and how that program is going to be set up because I know we started talking about that and how you know you would change the academy because it would kind of be rolling in almost when we would be getting ready to get into the career academies right so is that going to be considered at this part of the process or right so so um and just to just to reiterate that we're not looking to change it for this year especially because then you have students who the rule would have applied for and then some to which it would not and it would be a sticky situation so we want to avoid that but this would be for the for the next school year um and so that would be clear to all students going in with the what the regulations are um and again it's not really it's it's not exactly Academy specific so much as it is um that that the advanced placement courses carry um a very high level of rigor but also High a higher weighted GPA Factor so um it's really making sure that when a student takes those courses so if you if you don't do well in an AP course um and if you're failing that GPA Factor can really really take a do a number on your overall G EPA because it's weighted at a much higher weight than say a college prep course and so so so while it's not specifically an academy focused um uh issue it's really more about um you know some some issues that we've been presented with internally that that really haven't sit well with us as a parent as a you know as someone who's counseling students um but then also you know making sure that our students are have competitive college applications but they're also still held accountable for I signed up for this rigorous course course that I'm going to take it so it's really less about the academy more just about making sure that our that our regulations are fair to students and that we provide enough space for them to hold a hold them accountable but also to not um to hurt them in that process so this would be just to clarify specific to AP courses AP courses AP courses that we're talking about here correct yes I'm sorry I thought it was not clear yes yeah I do have one other question so in both of the cases that you guys talked about the examples you talked about um where you know a student is maintaining uh you know a c in the class or B in the class um what about a case where the student is not maintaining that level grade so so yeah that would be part of it is one of the things that we're thinking okay is to do just a straight withdraw if you are passing the class and then a withdrawal failure if you are not passing the class so those are things like I said we're looking into right now regardless of status of where you're at when you withdraw from the class it's always counted as a withdrawal you're all failing the WF on the transcript are there any other questions about this Terry just be clear you're looking towards the 23-24 year that is correct for any changes okay no changes and I want to be very clear on that no changes we're more than halfway through the school year um so we don't think it would be fair to all students as the rule has been applied to you know many already um so we this would be for the start of next school year so it won't be retroactive that's correct it would go into place for the start of the 23-24 school year so it's weighted well going up but take away the weight going down okay any other questions on this any questions from non-committee members okay so I'm looking for a recommendation to include this with information for the next board meeting to let them know that this is uh being worked on they have a motion for that please I'll make that motion Thank You Bridget may I have a second please second thank you Michelle all those in favor aye any opposed all right motion passes thank you everyone thank you very much uh Kelly Kim and Kara appreciate you guys helping us with this conversation tonight um and um as far as the Horizon for our next policy meeting um I don't know if you guys have that together yet um but I just wanted to check and see if there's anything we can we can and should expect from you um so Kim if you want to jump in as well um right now we're still working on putting together for our next policy committee um there are a couple additional policies that are still outstanding that we still need to add in per arcade audit um and then as we discussed at the last meeting formerly kind of working our way through uh by Series so we're not quite there for the series yet um but a few outstanding policies um one of them for example being something like our Title IX we also have evaluations and supervision of coaches there's a couple additional policies from that cave audit that we still need to tighten up and then we would be ready to go for a review from A to Z I should say for for all of our series well thank you very much there's a lot of um help we need like clerical support that we're having trouble pulling somebody to do it so that's part of the issue too is just getting the mass moved getting there is that something that came offers support with or is this outside of their realm outside it's internal so um we need to look at the Cabe updates and audits along with some of our policies that date back to the 90s and make sure that when we're bringing them all to you that we're not missing any outstanding policy that's been in place you know that hasn't been voted out and so it's taking us quite a bit of time to go through that um and working with some additional clerical support as Kim mentioned just to make sure that when we present a series to you we're presenting everything that we have on record you may vote to remove some policies which you have per you know purview to do that are no longer applicable um and some some are still going to need some significant updates so before we go through series by series um we're trying to kind of plug some holes right now um and then do a comprehensive review that makes very good sense and thank you for breaking that down for all of us so we have a good understanding alongside you Terry go ahead uh for clerical help if you need any help um in the I could do evenings so I'm going back to work next week so if you need help I could weekends or evenings or early morning thank you that is very sweet to offer we will we will work through with our teams uh but we we appreciate the offer sure thanks Teresa all right does anyone have any other questions I'm going to need help with soon so yeah that's a lot more pleasant um does anyone else have any other questions or comments before we close out the meeting all right seeing none I will look for a motion to adjourn please I moved to sorry Richard Terry beat you to it do you want to second that sure Thank You seconded by Bridget all those in favor hi all right we are adjourned at 6 28 p.m thank you everybody for being here and thank you again Kelly Cara and Kim for helping us leave

and the next one is our evaluation which we put at 40 I don't know 40 points [Music] yeah can you go back to the last slide please okay so our evaluation is the same evaluation we've been using for many years so the main one planning and proper preparation domain two classroom environment the main risk instruction and domain for professional responsibilities for many years we it's our evaluation is heavily rated in domain one which is planning and preparation and also instruction so I think that will be the same for this year we just have to change the points for evaluation and then the follow the next slide will be our semester one data and you you you probably have oh this has been discussed to you by our administrator and um this is the math data so the first in each of those uh picture you will see the pinfos and then our Benchmark in the uh fall and then next slide please will be Ela so it's the same way um we have rpn post and then our Benchmark for the first one if you well personally I really love that we have a new caller for for our for our graph and you you can really see the the uh changes in the progress that they're making um while doing all these numbers in here um I'm I'm beginning to appreciate because I don't really do a lot of this and my content but seeing the movement from you know from this level to the next um I really appreciate our teachers more than ever I don't know next slide please so um the classroom side fund these are from I I took this from from our um what do you call that this touch it's time to thank you Mr Diaz so I just took that because these are the things that we have we come up together and agreed all so we have number number one you can set the bottom we have C point one two three nine ten and actually the next one is um 11 so 6 out of 12 uh we agreed on that so we have this school district performance or school performance second one is individual teacher perform performance um measures of academic progress we have that on our goal and then um the input of t-shirts and administrators approve all of the whole faculty and then number 10 oh that's the one in the last one is regular evaluation for effectiveness so that those are the six uh elements that that we were able to to fulfill in this um next slide please so another look at the points so School wide goes 20 points classroom goals 40 points evaluation 40 points what we don't really see in in our um fit part is the qualitative data um this is where you know we we know for a fact that our teachers are committed to the profession our teachers are committed to our students learning and also we have the drive we have the dedication um and we have collected qualities that make us Educators and mentors of Our Lives um next slide please that's all thank you thank you Mr Pizza um this is a public hearing sir if there are any questions from the public you're welcome anything from the foreign plan um she has uh diligently gone back and forth and collaborated with the teachers and and ensure that they have um aligned the goals in in more ways than one so I want to give her a big shout out for also being a leader and representing everyone at the secondary and stepping and then forwarding presenting on their behalf I'm very proud of you thank you bird cell um if there's no other questions or anything we can the public hearing Miss Sylvia Hendricks moves to adjourn the meetings there a second Miss Elementary split all those in favor of the motions yes Sophie Hendrix [Music] alrighty that'll conclude the public hearing for this evening foreign we're okay all right [Music] okay like um again we'll go ahead and call tonight's meeting go regular governing board meeting to order today's Tuesday February 14 2023 I'll go ahead and turn over the time now to Mr Paul actually before I do that I did want to take a quick moment um especially to address uh some guests that I invited as a board president and especially on behalf of the board members on behalf of the school district um I know that in essence of trying to make sure that we're 100 supportive and behind much of our student athletes and the services we're providing as a school district I wanted to take a quick moment and acknowledge and address Mr Joseph Meese here along with the [Applause] along with the barbecue B High School lady Warriors for their efforts um that they took part and I was able to witness uh the amazing abilities um at this time I'll go ahead and have Mr sabalik and that roll call and then I lectured him to uh assist us in Sharing The Pledge of Allegiance for this evening um and we'll go from there all those projects one point here Stevens yeah Sylvie Hendricks and Hike it that would make grease with you thank you coach peace here with you if you want to take a moment and introduce anyone or say any words and then you'll lead us in the Pledge of Allegiance we'd appreciate it yes thank you president and interim I brought it along with the lover actually is is to play at the next level so we're kind of like talking about where did she want to go uh don't you want to play stories definitely one of my responsibility to make uh connections with those coaches that are out there um Jordan is a senior this year she's been with us for four years Middle School basketball should you know we'll go to middle school and um you know the pandemic during the pandemic time um you know it was one of the hardest moments for us out here on the nation because everything was shut down our facilities were shut down you know and um the first round uh for the United States and then we went on to play against [Music] thank you um the first time we lost by eight points the second time you met up with him we lost like 10 points and 57 to 47 and I don't want to talk about the third game to me it was kind of somewhat embarrassing because I felt like we weren't really I could be prepared for that conversation that made and uh this is where the community comes from where it's coming up is um as a coach I believe in success and I believe that we have to show at least 90 percent for better um after 36 years I can tell you that you have to be on your job in order to be successful yeah so um and that's one of those areas so I do want to thank you uh foreign [Music] and when I say about him [Music] okay but I'm saying that they are going to actually get in there and meet in half if they don't then uh it's okay it's okay so uh they're there right now at the gym and they're probably going to be there until eight o'clock [Music] else careful about your appointments um [Laughter] [Music] the Thursday morning about 6 a.m they'll be in the gym and um they're going to buy some fine young years a couple of graduates for [Music] come on okay the United States of America thank you so much go Warriors you guys have done very great so much that's fine I just like to say um as part of my report I did make a statement to all the coaches assistants parents and all supporters thank you for everything you do for the um student athletes from making sure they're on top of their studies going to bed early get up early late night drives from games motivational talks encouragement and those never-ending drills our students are successful successful because of you so I just wanted to um say thank you to the coach and then also um I know Jordan doesn't know me but I have been conversations conversating with her mom for a few years now on her abilities and this was when she and it's really emotional for me because you're a senior now and you're leaving you're going to get better at what you're doing and even though you're amazing now it's gonna get better but I see you grow from when you were a freshman and I talked to your mom and I told her man you gotta keep encouraging her because she has it she has what it takes to to make it she just needs that continued encouragement so like I said I know you don't know me and I've never talked to you but I know your mom knows how I feel about you and I just when I see you play and she send me clips I just think you're just an amazing individual with so much talent and you're not afraid to drive that ball and that's what I love the best man you know that that court is yours when you decide that it's yours you make those decisions you make those choices and you run with it and that's what I love about watching you play so I really want to see you continue um going to the next level like you want to we're we're here this one to support you and it's just amazing for me to see you play thank you so much [Applause] any other comments from the board Miss Ella yeah um I just want to thank all of you for being here and and we're able to see see you here and uh I didn't attend uh most of the games but I I did watch the game and um Saint David and also here in sales and and you really played good at that here in um South that was a good game and um and I years back I was at the basketball game and every game because my my children my grandkids were all all played ball and also that I love basketball I myself played basketball in high school and I just want to thank you and you um the new ones coming up um the Cherry Cherry cheered on like a student song and uh or a plan to attend most of the games now I think everything just kind of died down for me when the pandemic you know and and also I just wanted to congratulate Mr Meeks well being the code for I don't know how many years he's been coaching but I appreciate these um keeping our students alive and I know you have to keep up with your grades in order to to be um uh and sports so that's a big plus for knowing that you have happened during your schoolwork thank you so much Sylvia yeah I just wanted to congratulate all of you and I'd like to thank the coaches and of course your families and your friends and your and the community for for uh supporting you that's a big thing I mean I think that's what we all need is support and I think that with what you're looking at for your future continue doing that you can do it I think like everybody that has gone before you I think a lot of them you know have gone on and maybe not completed what they've but they it's a challenge and I and I and I challenge you to do that and I challenge you to continue and and be successful so again congratulations to all of you [Applause] is that I want to give a shout out to both all the coaches uh Mr meese your son Nolan and Melvin and Drew without them these students um wouldn't be where they're at they actually provide opportunities for students to thrive and grow and you can see that I remember watching um watching you play when you were little and seeing you grow into a young woman and I wish you all the best of luck in your next adventure and everyone else is moving forward good job apologize Ben I kind of hijacked the meeting because I do feel like this is absolutely important for us to be able to celebrate and show you that there is true support behind you from the community from this standpoint from anything that we're able to do in the community our day jobs I know that we've really taken a strong stance and being able to say that the celebrations need to be across the board um covet did take a lot of wind out of us as a people and so as much and where we can influence this type of I don't know heart love whatever you want to call it it's so important to do so continue to do great things I've known your mother I can't believe that you're a senior because I know when you were remember when you were born but um here or there I think that that's that's the beauty of life it's it flies by and you really taking advantage of a lot of things and I'm really really proud of all of our of all of our students for for taking life by the horns and doing what you need to do because you know for for instance that we can come together and recognize those achievements we should and I really want this to continue um so that is the Pledge I think from here on forward as we continue to celebrate thank you all right [Music] letter D's our routine business
