1 and 11.2 do I have a motion Ms Lee Miss Fox any questions or comments pertaining to policy Mr physicara hi yeah I have one question and it's something that upon further review I just had a just caught my eye and I don't know if this is even a change it's just something that's in there in zero one six one which is Carl adjournment and cancellation of meeting which are you talking about five 11.1 or 11.2 oh I'm sorry this is um this is 11.1 first reading okay I apologize it's okay zero one six one in the fourth paragraph it says the phrase when circumstances are such as to prevent the attendance a majority of all uh or all of board members or to frustrate the purpose of the meeting a meeting may be canceled by the board secretary at the request of the president it was the phrasing to frustrate the purpose of the meeting is that what what what is that what is that truly Define read that's what I just couldn't it's a phrasing that was just it like caught me off guard on my second reading of it my anticipation would be that uh an example of frustrating the purpose of the meeting would be if you had a bunch of um personal items on an agenda but maybe uh you have a quorum but you don't have enough of the full majority of the full board to vote through that Personnel item because a complex or whatever other issue I think that would be an example of that it has nothing to do with uh like external forces or inclement weather or um I mean that could be I mean that's definitely a reason that a meeting may be canceled if like not a lot of people can get there um or even if you know the board members say they can all get there and the public might not be I mean but that's the first thing that came to my mind reading that was if you have something on the agenda that requires a majority of the full membership of the board and you're just not going to have that based on conflicts or whatever the other case may be that's what comes to mind there I appreciate that because it was it's it's uh it's a phrasing I don't see very often it could be a very common phrasing in policy I just I I looked at that and I was like well a lot of things frustrate me so I was wondering what in terms that What In terms that would have counted for the Board of Education yeah um you know that's what comes to mind for me um or if you're trying to have like a board retreat and there's really not there's a lot of people missing that it might be like what's the point in doing this today so love it thank you so much it is like uh stands out as a little bit of a literary flourish doesn't it so oh absolutely yeah any other states to board um and I'll speak for Jamie if you need um to see the actual uh strikeouts and any changes aside from reading it on your screen and in board docs you know you can see any member of the policy committee or Mr dantene that would be myself Jamie Marion and Bill okay we all have the strikeout copy so if you're you have more questions you can see that for the second reading next month any other questions regarding policy all right roll call please answer box yes Mrs Capello yes Mr physicaro yes Miss Fox yes Mr Canton yes Mrs Noel yes Miss Lee yes this is Ryan yes Mr Thompson yes motion carries moving into is everything okay over there okay technical difficulties all right we're going to move on into committee reports does any committee chair have a report they wish to share Miss Lee thank you um the policy committee met for the first time last week for the year and we discussed the items that were on the first reading today on the agenda we had some fruitful conversations a lot of them were mandatory so not a lot we can change but as Leah mentioned I'm sure any of us would be happy to discuss what we talked about if anyone has any questions before next month thank you thank you any questions for Miss Lee okay it's being none Miss Capello thank you uh for curriculum instruction we also met last week uh we focused on we talked about the English language Learners program manual for First Look at that and then we did a deeper dive into science a little bit subject near and dear to my heart talking about how the vision for Science Education is shaped by the learning standards best practices and also teacher feedback and input the approach is inquiry-based constructivists which is a really fancy way of saying learning by doing and four domains of the Next Generation science standards which informed the New Jersey student learning standards for science physical science life science Earth and space science and engineering make up those domains and just to point out that science is not an isolated learning it's always integrated with other content areas case in point I have to speak again to the presentation um just a wonderful example that and the holiday card competition of the fine and Performing Arts and how curriculum and instruction and dedication and love and practice and all that just intersects to just have a phenomenal presentation and Dr Smith I'm going to get used to these treatments at these meetings so um just just really shows how there's an appreciation for the Arts in the district and as a former science teacher it's not just stem it's steam Arts is integrated across content areas as it should be and I'm just really thankful for that presentation again thank you any questions or comments for Miss Capello any other committee okay Mr Camden I too would like to Second Miss Cabela's motion for live music at all board meetings in the future more seriously the finance committee also met last month along with the budget this year when we submit the tentative budget by March 20th is the ballot question when you submit your tentative budget you also need to submit um your battle question if you have one so we obviously have one around full day kindergarten um so the finance committee's been talking about that for really the past year at this point since our Retreat last year which is a nice segue to our Retreat this year which we will speak about full day kindergarten some more our ballot questions so I will see this board again on Saturday and thank you for giving up a Saturday to continue to have these conversations thank you and okay Miss Knoll technology committee meet up I'm sorry the technology committee met for the first time this year and we welcomed Mr Bach and Miss Capello so they were a nice new addition um and we of course Miss magulic and Mr Case were there and they presented specifically Mr Case prevent presented the topics or initiatives that are happening currently work that has been ongoing but specifically there was uh everything he discussed was around security and he talked about um strengthening the security of our wireless networks and systems and uh which was a good thing because as you remember I got an email that was from Mr Buck but it really wasn't it was from somebody named president 865.

and Andrew I'll give you about a 30 second warning when okay good go ahead hi my name is Angie Layman and I have two daughters at Center Grove Middle School Central I'm an active PTO and participant participant volunteer at the school for various activities and events tonight I'm representing a large group of concerned Center Grove School District parents who share the same opinion on extending the start time for our middle school and high school students our group has reviewed and discussed countless sleep studies on vital importance of proper levels of sleep for teens and tweens at the end of the day we are not sleep experts with this in mind please remember that I am borrowing heavily on a talk by um sleep researcher Dr Wendy Trexel Dr Wendy Truxel PhD is an internationally recognized sleep expert she's a licensed clinical psychologist and a certified behavioral sleep medicine specialist in her Ted Talk Dr text Trexel highlights the research and this solidifies the importance of sleep and the consequences of sleep loss I know that I'm depriving my children of sleep that they desperately need as rapidly growing teenagers I also know that by waking them up in the hours before their natural biological clock tells them they are ready that I'm literally robbing them of their dreams the type of sleep that most associated with learning memory consolidation and emotional processing but it's not just my children they're being deprived of sleep sleep deprivation among American teenagers is an epidemic only about one and ten and or get the eight to ten hours of sleep per night recommended by the Sleep scientists and pediatricians now I know you're thinking Chu you're doing good my kids get at least eight hours remember eight hours is the minimum you're barely passing eight hours like getting a c on your report card there are many factors contributing to the epidemic but a major factor preventing teens from getting sleep they need is actually a matter of public policy no hormones social lives or SnapChat across the country many schools are starting around 7 30 or earlier despite the fact major medical organizations recommend that middle school and high school start no later than 8 30 A.M these early start policies have a direct effect on how much or how little our American teenagers are getting they are also pitting teenagers and their parents in a fundamentally unwinnable fight against their own bodies around the time of puberty teenagers experience a delay in a biological clock which determines when they feel most awake and when they feel most sleepy this is driven in part by a shift at the release of the hormone melatonin teenage bodies wait to release the Melatonin around 11 pm this is two hours later than we see in adults and younger children this means that waking up teenagers at 6 a.m is a biological biological equivalent of waking up at 4am on the unfortunate days I wake up at 4am I'm a Zombie functionally useless and I cannot think straight probably shouldn't be driving a car and this is how American teenagers feel every day in fact many of them they say are unpleasant characteristics we chalk up to being a teenager moodiness irritability laziness depression could be a product of chronic sleep deprivation and now I will turn this over to April McCracken three minutes on this on the spot by the way thank you thank you Mr flingman next that signed up to speak was April McCracken can you stay here April McCracken 4083 Brockton Manor North Drive all right going on with Dr troxel's information for many teens battling chronic sleep loss their go-to strategy is to compensate with caffeine so they have lots of coffee drinks energy drinks and we now have an entire population of tired but wired youth she goes on to say that Advocates of sleep-friendly start times know that adolescence is a period of dramatic brain development particularly in the parts of the brain that are responsible for those higher order thinking processes like reasoning problem solving and good judgment so in other words the very type of brain activity that's responsible for reining in those impulsive and often risky behaviors that are so characteristic of our teenagers they know that like the rest of us when teenagers don't get the sleep they need their brains their bodies and behaviors suffer with both immediate and lasting effects they can't concentrate their attention plummets and many will even show behavioral signs that mimic ADHD and they are more likely to make bad decisions in this time of life the consequences of teen sleep loss go beyond the classroom contributing to many of the mental health problems that Skyrocket during adolescence including substance use depression and suicide in one study that Dr troxell's team did they found that teens with sleep problems were 55 percent higher more likely to have used alcohol in the past month in another study with over 30 000 high school students they found that for each hour of lost sleep there was a 38 percent increase in feeling sad or hopeless and a 58 increase in teen suicide attempts and if that's not enough teens who skip out on sleep are at an increased risk for a host of physical health problems that are plaguing our country like obesity heart disease and diabetes so then there's the risk of putting the sleep deprived teen with a new driver's license behind the wheel of car and that's never good Studies have shown that getting five hours or less of sleep per night is the equivalent of driving with a blood alcohol content above the legal limit Advocates of sleep friendly start times and researchers in this area have produced tremendous science showing the tremendous benefit of later school start times and the findings are unequivocal we have put a lot of value you've put a lot of it on the website if anybody is interested in looking at all of that it is a best practice to give teenagers enough sleep to be productive in our classrooms Mr McCracken next step to speak is Mr John langman thank you my name is John langman and Angie langman is my boss and I'm going to present the third part of our three-part series here on the later start time studies that we've been able to research on our own teams from districts with later start times well they get more sleep to the naysayers who may say that if school starts later teens will just stay up later the truth is their bedtime stay the same but their wake up times get extended resulting in more sleep they're more likely to show up for school apps has dropped 25 in one district and they're less likely to drop out not surprisingly they do better at academically as well so this has real implications for reducing the achievement Gap standardized test scores and math and reading go up by two to three percentage points that's as powerful as reducing class sizes by one-third fewer students their mental and physical health improves and even their families are happier I mean who wouldn't enjoy a little more pleasantness from our teens and a little less crankiness even their communities are safer because car crash rates go down 70 percent in one District given these tremendous benefits you might think well this is a no-brainer right so why have we as a society failed to heed this call often the argument against later start times goes something like this why should we delay start times for teenagers we need to toughen them up so they're ready for the real world that's like saying to a parent of a two-year-old don't let Johnny nap or he won't be ready for kindergarten delaying start times also presents many logistical challenges not just for students and their families but for communities as a whole updating bus routes increased Transportation costs impact on Sports care before or after school these are the same concerns that come up in District after District time and again around the country as school start times are debated under legitimate concerns but these are problems we have to work through they're not valid excuses for failing to do the right thing for our children which is to start middle and high schools no earlier than 8 30 A.M in additions around the country big and small we have made this change they found that these fears are often unfounded and Far Far outweighed by the tremendous benefits for students health and performance and our Collective Public Safety think about the tremendous power of sleep I think about what a gift it would be for our children to be able to wake up naturally in harmony with their own biology in closing we want to thank you for the opportunity to express our opinions on this vital issue good night thank you Mr langman all right next up is the consent agenda item seven thank you this evening I'm recommending the board approve the consent agenda as presented Mr President I was going to ask for a motion Mr Daniels go ahead Mr President I move that we uh adopt the consent agenda as presented we have a motion in a second any questions on the consent agenda this evening all those in favor signify by saying aye aye all those opposed motion passes five zero thank you this evening we had uh about eight eight retirements this evening then I don't know if you want to list them all but we really do want to thank them for their many years of service to the district and I don't know if anybody's with us tonight not no okay but that's a a big loss for the district but you know when you get to that point where you want to retire it's time so we wish them well thank you Dr arkanov next up 8.1 1028 preliminary determination hearing for the wellness center construction and multi-facility construction renovation Improvement projects and I will turn this over to Dr arkanov thank you this evening's board meeting has been appropriately advertised as a 1028 preliminary determination hearing so with that Dr long will present some information and Mr Taylor as well so let's see I think we need to turn it over and over to you to go ahead and open up the meeting it's going to say hang on you read my part I did okay all right let's yep sorry I don't know if I did say this okay I now open this public hearing I like to turn it over to Dr long and Mr Taylor to present the project the financing of the project and the actions we're taking this evening thank you go ahead tonight we're going to talk about two of the major projects one is a wellness center for the our employees we're currently in the old house of your old like Mr Robinson and I have as coach Moore's house when he first moved here we're looking at we've kind of outgrown that so we're looking at Building A New Wellness Center that would also have a fitness component to it for our employees we'll expand it to make it a little bit larger and you can see by the Red Dot there on the west side of of the high school is is our proposed location the other facility that we're talking about with the yellow star is a a building for the girls softball team and the boys and girls golf team which we just had here tonight it's just a really basically a pole barn building that we're going to have to give them a place to to continue to practice indoor similar to what the baseball team has just directly south of that go ahead I talked just a little bit about it we'll have some mental health consultation rooms some dedicated space for physical therapy uh really some just better overall patient privacy better insulated walls and everything so people feel comfortable in there talking about their needs the our goal is obviously in Ms Nelson talked about a little bit um sorry Dr Nelson about our our bill are trying to retain and attract uh teachers and employees we feel like having an improved fitness center uh in a classroom for other Fitness classes is a positive for all of our teachers and and you know it's one of the things that Dr Nelson talks about when she goes out and talks to uh potential candidates they want to know whether or not they we they have thing we have things like this our other goal is to have an outdoor walking path to promote Fitness for anybody in the community to come and walk around that and have a location to do that the nice thing is and and Mr Taylor will talk about it a little bit later is that we can do this project with why we're maintaining the current tax rate go ahead so that's uh the uh the architect's conceptual drawing of what the facility will look like really fits in nicely with the main campus uh what we're trying to do with the entire campus here go ahead seeing just see there's kind of a floor plan that we've laid out on the left-hand side is the fitness space and the workout are in the classroom instructional space and then on the right hand side are the three exam rooms space for storage and doctor's office and then some mental health provider space as well so the heading facility we talked a little bit about it's a multi-use um gosh I'm not that fast [Laughter] trying to speed me up here I'm like let's go here um so so uh we'll have space for the the softball team to have three uh hit three heading cages uh three Bays for the boys and girls golf team where they'll be able to be in there year round to to work out the same with the softball team again it's a great project because it helps it's good for lots of kids and we can do it with while maintaining the current tax rate so that's a a kind of a an artist or the architect's rendition of what that could look like too and this the floor plan on the right hand side are the open hitting space for the the softball team to either hit or throw or or um in there and then on the left hand side is the uh the hitting Bays we'll have bathrooms in there but we won't have locker rooms and we'll have office space for the coaches if they want to talk one-on-one with their their players as well so great job Dr Long thank you um I just want to add one thing before we go to the project financing um the space for physical therapy that is one of our largest reoccurring expenses in our health plan and by offering that through our Clinic it'll be something we're able to offer at a much lower cost we are already working with Community Health to discuss Staffing that position um probably with even some of our existing PT people to help our students so be a great way to offer that and bring down those health health plan costs so as we move into the money part of this I just want to share so this is uh these are two projects uh go ahead Miss Howard to the next slide two separate building projects and they're going to have two different bonds that are attached to them for the sizing of the bonds we've positioned these to be right at the the limit allowed so we could ensure that we could get some of these other projects off our list as well Dr longshared the two major building projects that are attached to these bonds but there are some other things we're going to do with this money that we want to take note of um we have been studying the concept of purchasing our school buses out of out of bonds we've done this since 2009 for our technology and maintenance Hardware something we had to do back then when the funding funding changed locally and frankly our operations fund couldn't support our technology and maintenance equipment but we are hitting another limit where it is very difficult for operations fund to support everything that we need to take out of that that includes bus drivers custodial staff the purchase of school buses all of our utility bills all those things are increasing and frankly our tax rate in that fund is not keeping up and so this is an area that we've identified as we could purchase a portion of our school buses out of these bonds much like we did it's a way to keep sustaining and keeping up with what we need to get done and so that's listed up there and then some extra just the soft costs loose Furnishings of these these spaces are included in both bonds and then in the second series there um series 2023 C we also have identified that the the turf on the varsity football field is reaching its end of usable life and so that will be included in that that's one we're also still searching for outside sponsors on and that could change it could stay the same but we wanted to make sure it was funded um we do need to tear down and raise the old Maple Grove building now the PRC now the academy it's had a few different names but it will finally be raised that is to make room for expansion of the high school parking staging for construction as we build the new academic Pavilion there is also a possibility of the a stoplight at Pennington Morgantown some we've we've been looking at it from a safety perspective that we'd like to try to fit into these bonds and then again just miscellaneous soft costs facility improvements land acquisition if needed just kind of a catch-all category of if there's anything remaining um these bonds will be paid off um in a shorter period of time this isn't a typical 20-year building lease on these I believe the first one's sized at about six years and the second one is seven or eight so these will be paid back pretty quickly which will help us keep that interest cost down as well I believe oh I've got a couple other supporting slides um it's Howard if you go to the next one just just kind of show and remind what we said earlier on the slide that this is not an increase to the tax rate the board's been very diligent in maintaining that level tax rate since 2009 you'll see for 2023 it landed at a dollar O2 which is still two cents lower than our tax rate was in 09.

and so um also the security cameras and Mr Case had presented a map digitized map of a building and there are live links to every camera so it's actually very very cool to see so I was happy with that um so you know you're looking at a diagram of the Macy and you can click click that and you see that live footage it's very impressive so also to we discussed um items in next year's budget as you know will be will be presented the draft budget next month but uh really it's a continuation of purchasing laptops as older laptops need to be changed out and also I don't know if we had active boards in our budget I'm sorry that I do not remember I have no notes on that two two new active boards and also we'll have a new three-year Chromebook lease and that is so we can continue the one-to-one initiative as you all know fourth beginning in fourth grade and um another part is the subscriptions that our teachers have known and loved go Guardian which I thought was a really interesting program and the BrainPOP gizmos I think was another one but these are these are subscriptions that are renewed every year for the entire District and I think there was one oh we also talked about the long-range technology plan for 2023 through 2026 and that is kicking off now so we were given the timeline which starting in March I believe the team they will solicit interest from the staff to be on the committee for the long-range technology plan and the other initial thing is to send out A needs assessment survey to the parents the staff and the students will actually do it in class which is wonderful and I think Ms magulic had mentioned the virtual reality Oculus came out of last needs assessment survey so let's hope we get some additional fun um technology things and um let's see what else so you know they'll be working on the technology plan through the spring and the school board will have to approve that in June at the June meeting and then it will be submitted most likely in July so that wraps everything up we meet quarterly and our next meeting will be I believe in late May early June thank you Miss Noel any questions for technology committee okay I was fortunate enough to sit in with the PTO presidents of the district I just want to give some highlights the first thing I wanted to do was thank Dr siegels and IRS Orthodontics for offering their support to all of our ptas and ptos for any thing that they might need throughout the year that was very nice she attended a via Zoom so that was great so I think a lot of them are going to take her up on her offer to help and also I'm glad to see a lot of the events coming back to the schools the ptos and ptas for example dances and science day and dine out nights and volleyball games and everything like that so it is a nice return to normal and our ptos and ptas are working very very hard to do that they did Van Zandt is having a readathon fundraiser which ties very nicely into read Across America week and literacy the e um Ela initiative that we're going to be discussing so and then recess Runner so it's nice to see a lot of our kids getting back into activities that their parents can actually witness and be a part of as well so we'll see what they come up with for next month but shout out to all the PTO as and ptas for all your hard work raising money for our kids okay any more questions or comments regarding committee okay we'll move into Old business which we have none we have no new business either and now we're going to move into open public comment the meeting will now be open to the public referencing any items of Interest however if your questions or comments pertain to litigation student or Personnel items or negotiations we ask that you see the superintendent after the meeting since we do not discuss these matters in public we ask that you leave your comments to three minutes per person and also that this section is meant for one comment per person is there anyone that wishes to speak no any questions or comments from the board all right I'm going to close this public comment any closing remarks from the board I just have one I just wanted to congratulate our two new principals on a successful first month with the district I've heard nothing but good things coming from your staff and the students so thank you very much and congratulations on Surviving month one and the second thing I wanted to thank the board for giving up a Saturday to attend our special meeting this Saturday in two days where we'll discuss ethics and board goals and things like that that we run out of time to discuss so I appreciate you all giving up a Saturday and I look forward to seeing everyone and it's a public meeting so if you want to come you can come and we'll be starting at 9 30 in the morning here at room 211 right 2 11 this time okay 2 11 yes so if there's any questions or comments feel free to reach out to me or Dr Smith or any member of the board and at this point I will ask for a motion to adjourn Mr physicaro Mr Thompson thank you all those in favor bye

these projects are factored into that and looking towards the future and then the next slide shows how our tax rate Compares in the county and um Edinburgh schools passed an operating referendum this last election and they've now moved back above us and so Center Grove is at that dollar two positioned forth in the county and really the three above us all have operating referendums which push them up over that or they've had very large building projects to keep their their tax tax rate that much higher so get a good bang for your buck here in White River Township and Center Grove schools and we like to show that and that we're trying to be fiscally responsible but still adding these facilities that our students and employees need and real quick the last slide is just a schedule we do plan to tonight's the first hearing on this there will be a second Hearing in April um where the board will actually take action at that time we'd ask for an additional Appropriations to spend the money out of the bonds that are being approved um Dr long would get bids submitted for board approval as early as May We Begin work in the summer and we'd make our first payments in tax year 2025 .

and on our last slide this is a public hearing and therefore there is public comment allowed and Mr Alexander I'll turn that back over to you thank you Mr Taylor this is the appropriate time for members of the public to comment on the wellness center construction a multi-fill multi-facility construction renovation Improvement projects and the information presented this evening are the members of the public who would like to comment and if anybody would like the comment please come to the Podium and well teacher teachers the wellness center yeah not currently however if we have like custom specialized classes taught by an outside instructor that's something that we've we look at we've actually visited some other school corporations that was the model they use but the equipment itself will be available just if we've got some outside instructor costs and that's still fluid we're still talking about it Mr poor hello Keith poor 5186 cave Court Greenwood uh this is news to the taxpayers of the county that we're going to spend 12 million dollars here approximately on another facility I think it's uh from this report that we just received from the uh teachers you know that you had tonight uh I don't see that that this will support that report at all I think it's 12 million dollars that will be spent on a facility that will very few will take use of and if you tell me that a hundred percent of the teachers will be over there all the time and use it that it might be worth it the softball hitting State uh area I thought we just built a activity or a another gymnasium I call it a gymnasium but I can't recall what the official word is to do this now we have facilities and time in the school right now we have weight rooms we have some pool we have other facilities for them teachers to take advantage of to use so why do we need to spend 12 million dollars if the if our Township would get rid of the debt that we are paying almost 60 percent of our tax dollar for we're paying 60 over 60 percent of the tax dollar approximately let's say 60 percent of the tax dollar to pay for the bonds if we got rid of some of that then we would have money to buy buses we would have money to do the other things that we need to do thank you Mr pork any other members of the public sure I'm sorry I should never come to these another question with the golf base are they would they be open to the public for rent not that I care about that but just well that might be an idea for fundraising your point I think all right any other questions or comments on the bonds okay I now closed this public hearing are there any board members who have any comments or questions I guess the only one comment I'll make um about the Wellness Center um as part of that initiative to talk about teacher retention and those types of things we are self-insured and one of the ways we keep our insurance costs down is by providing those medical facilities on our campus for the teachers to go to during the day and as our staff has grown we have outgrown the current Wellness Center that we have and and for some patient privacy types of things it's not the best equipped and well suited for being able to have those private conversations as I understand them from sitting in on the insurance committee meetings um it is something that is available to all staff members and their family who are on our insurance plan um and we encourage them to take use of that because it helps reduce our insurance costs and if the teachers can stay on campus it also helps us reduce the amount of time they're out of the classroom so unfortunately as we grow and we've grown a number of Staff who use that facility we've outgrown the current one so Mr Alexander just I don't remember the exact number but we utilize the current Wellness Center at almost a 90 percent rate um something close to that so our teachers already utilizing it and it's also where they get a lot of their prescriptions taken care of and and those types of things so yeah I think it's the important thing is multifaceted everything that it's going to do is really important just like that equipment there I mean that's going to be a big use too of the physical therapist we'll probably use that as well when they're providing physical any other questions no action required this evening we'll take action in March is that correct April sorry thank you thank you Mr Taylor next up 8.2 take action on bids for Sugar Grove Elementary phase two Dr Long thank you tonight is a little bit unique I don't know that I've ever brought a situation like this to the board um tonight we're going to ask the board to reject bids one through six and then accept bits seven and eight and I'll explain that a little bit in detail tonight from AECOM with us is Chad Peters so Chad's in the back but on January 12th we opened bids for phase two for Sugar Grove based on the review of these bids the D scope meeting and the project budget we are recommending the rejection of the following bidders listed below the bid packet one for General trades uh bid packet two for structural steel bid packet three for roofing bid packet four for mechanical and plumbing bid pack at five for fire protection and bid pack at six for electrical and lighting the the reason why is this came in over our budget and so we're doing some value engineering that would allow us to bring still get what we want out out of the building but bring it back to within cost however we are asking the board to to approve the bids for a bid pack at seven the access control and security to ERS Wireless in the amount of 268 195 dollars and 30 cents and bid pack at eight kitchen equipment to C T design and Equipment company in the amount of six hundred and forty seven thousand three hundred and sixty dollars mainly this is due to escalating costs even as we're doing the d-scope meeting the cost of the equipment and and the ability to get some of the security equipment in kept going farther and farther out those prices won't get any better in fact we stood the risk of them going up and and the value engineering we're doing with the rest of the project did not impact what the the kitchen equipment that we needed in the access control and security so we're recommending the board approve those two bids bid packet seven and bidpack at eight uh as I mentioned we'd been working with the architect and AECOM hunt to Value engineer the project to get it within budget our goal is to rebuid the project in open bids on April 4th and have the board approve them at the April board meeting and and start construction in May that what's really critical about this is because of the work we need two summers to do that so that's why we're pushing the architect to turn around the drawing things fast enough that we have one summer in the administrative area to do and then the other summer we'll spend getting the rest of the classrooms in place but that's that's our recommendation I do know that's a little different than what I've typically brought but times they are changing and well first I I guess I think the folks from haunt and and Bill you're working with them and bringing it to us and telling us that there's ways we can save money and finding that out how tight are we I mean are we going to be able to rebid this and still get it built within those two summers are we pretty confident of that so uh on a schedule yeah no it'll be a couple months a little bit a couple months later than what we had originally planned um but we we met with the architect and and with hunt and did an estimate on what the the items were that we were going to Value engineer what we what we recommended would bring us well below what our budget was so we feel pretty confident that when we re-bid this we'll hit our budget numbers and and still be able to do the work that we wanted to this summer the areas that need to be done this summer Chad am I missing anything okay just want to challenge you a little more Chad you know your job's too easy in building buildings we just want to condense the schedule unless we can be sure and then with seven and eight I guess the ones were being asked to recommend approval of are those I mean are they going to hold their bids are we going to go ahead and buy the materials what okay oh wow okay it's definitely needs and some of the security equipment that if they can get it in they can start doing that it does not impacted by the delay they'll go ahead and do some of that work anyway yeah so who stores the kitchen equipment is it just going to be delivered later are they going to store it do we have time that it would sort their warehouse so it's not going to be an issue for us then appreciate it thanks good questions do I have a motion Mr President I move that we reject bids number one through number six and accept the bids number seven and number eight for Sugar Grove Elementary phase two thank you do I have a second you have a motion in a second all those in favor signify by saying aye aye aye all those posed motion passes five zero thank you next up we're approving a new high school course uh Dr Hoover yeah um sorry about that um each year the high school makes course requests from proposals to add courses which may be available to students in future years typically these come in the fall because of course books come out this time of year and they're already starting scheduling processes but as a reminder during the implementation of Next Level programs of study approval for additional courses may be requested in spring and summer as the doe is pushing out new things all the time and so this is a response to that and so to what I'm asking tonight is that flexibility and Grace you offered back in the fall here's a new course so the course requests are vetted through Department chairs and the high school admin team this additional proposal um well is another course to support those Next Level programs and it's in the technology education department um the chart there summarizes the course the department and the grade levels of students that this could impact the description below but also provides more details at this time this High School would ask and request if you allow them to be able to offer this course for next year um it matches the course descriptions through the idoe um and the course is in general carpentry it's an entry-level course um in future years um assuming we have enough students who want to take this in the interest and we have a great new teacher we've added to that already great Department who can teach this course so hopefully we'll come back next year for round two with the next so it will be determined on the number of students who want to take that whether it will be offered but this gives us the possibility with your approval of offering it if there's student interest excellent it was one of my favorite classes in high school I actually built a barn awesome well come over and help me all right any other questions from the board for Dr Hoover I'm I'm excited about the class when I read the description I'm assuming from talking to Mr Warner there's already quite a bit of interest in the class so I just need a motion Mr President I move that we approve the high school course titled construction trades General carpentry thank you Mr Russell do I have a second thank you Mrs counts uh we have a motion in a second all those in favor signify by saying aye aye all those opposed motion passes 5-0 should we have added an addendum to allow Mrs counts to audit the course I guess I think guests speak guest career speakers thank you all right next up 8.4 approved school start time survey Dr arkanov uh this evening I just want to recommend to the board approving a survey for all uh staff students and community members on the um including parents on the start times as you know the district has been working for probably 20 years on looking at making this shift on start times there's much research out there that supports making this change so committees have been working on this on and off over the last several years and right before we dealt with covid we were leaning and moving in this direction to make a change uh the committee that at that time came to the board and laid several options in front of you um the administrative team worked through those options and basically came up with just one and that is to flip our start times we believe that's what's best for our students so what we're going to do and what we're recommending is asking our parents more so about and our staff more so about the um early release time in professional development so when you look at that survey you'll see here we'll collect a little bit of data on who who the person is as far as whether a student parent or staff member and so forth then we'll um also get the grade level that's impacted and then finally we're going to ask them how they uh how they are affected by or how important it is to have a five day week that has a consistent end start time and end time versus having the early release or late start Wednesdays and so we'll get some feedback with that from all folks we'll also discuss this with our Teachers Association through our discussion process as well we will bring this information back to you in March at the March board meeting for you to re to see we'll share it out as well on our website we do have a start times website out there it's been there for many years and you can get to that on our main website um if you just go to the home page and go to start go to uh I think it's under the hours and and calendar area then you can just drop down you'll see start times as a sub tab much much data I will say this over the years as the board knows it's been a it's been a constant recommendation that we make this change it's what's best for kids and over the years all the data has done nothing but make that even more more and more uh obvious that it is good for kids and I I think the folks for coming out tonight to kind of share their thoughts on it so we will um we'll start the conversations with all the players involved and we'll get this data this survey will probably go out next week any questions for Dr arkanov I just need a motion I move that we approve the school start time survey thank you Mrs council do I have a second I have a motion and a second by Mr Daniels all those in favor of approving the school start time survey signify by saying aye all those opposed motion passes five zero thank you all right our last action item this evening is 8.5 this is a first reading of a revised attendance policy so there is no action required this evening no action required this evening we're bringing this to your attention tonight uh because our attendance policy right now has a couple of things in there that we would like to delete all about virtual learning and covid-19 related absences so we think it's time to strike that and get rid of it so uh this is first reading everything else would stay the same it matches our handbooks it would just get rid of those last two paragraphs thank you Dr Nelson any questions from the board I mean we've had this to review and then after tonight's meeting this will get posted on the website where this well it'll be part of board docs so it'll be posted in the board doc tonight once once this meeting's adjourned it becomes live uh tomorrow sorry thank you yeah you don't want to stay up all night so uh tomorrow she'll get that taken care of and then the public will be able to see the changes all right yeah good awesome thank you all right announcements um March 23rd 6 p.m we have an executive session in the conference room March 23rd we have a regular board meeting at 7 pm also on March 23rd immediately following the board meeting we're going to do our first good for the Grove we'll follow a very similar format that we do for public participation beginning of the board meetings um members of the community will be given three minutes to talk to the board about any topic doesn't have to be related to an agenda item um and we'll start with blocking 15 minutes and if we have more people that want to speak the board at their at their uh discretion thank you it's been a long day the board did their discretion can um extend that time which I suspect we probably will um next item July 27th the executive session and the regular board meeting have been moved to July 20th and on April the 20th or April 20th are April 20th meeting executive board session has been moved to April 11th both those moves are due to some scheduling conflicts that we didn't anticipate when we set the board meetings back in January so we will get those posted immediately uh board member comments this evening Mr Russell [Applause] April 20th second 22nd sorry 22nd they had a very successful trivia night first time they ran that and uh sounds like plans are to do it again next year so they're doing a whole lot and scholarship uh sign ups coming up soon thank you Mr Russell Mrs couch and our Sunday best Robinson anything this evening um first of all I was there at the trivia night Center Grove Educational Foundation it was really fun and uh great turnout number two blessing's been a backpack I want you to know that it was going to be moved to Sugar Grove and the neat thing was with the help of Dr Long Jake Short assistant principal and Jeff Henderson at the high school we were able to keep it uh blessings and backpack to be done at the high school and why that's so important is when I went over there twice there were 12 students that would walk over from the high school to put the backpacks together and uh I appreciate what they did because I didn't want to lose that piece of the high school kids helping the elementary kids so that was a neat thing and then yesterday because I'm retired and I can do these things I went to the teacher I went to the teacher recruitment Fair because I taught 43 years wanted to see and 91 people were there and it was so cool that there was young people there because you hear all this stuff I mean there's a lot of young people there and it was so well organized so I want to give a shout out to Jason Taylor Kristen Nelson and Nora Hoover and all the their staff because it was very well organized and uh as I text the board was very uplifting I was CG proud so good stuff thank you and no fair answering all the history questions that trivia night we did pretty good we were hurting up some others Mr Daniels I don't think I can top that so I don't have anything to fight um I I don't know that I can top that but um uh Johnson Johnson County Redevelopment commission um they are on the non-voting advisory School Board member they are moving forward and proceeding with several projects along the I-69 Corridor um several several exciting projects through there so keep an eye out for um new developments and in construction along there and what that's going to have to come some Road improvements and infrastructure improvements all along through there in an area that's probably been neglected for quite a while so I do have one other thing um Dr how long you'd like to share a little bit about the tall cop coming the seminar yeah yeah on March 2nd uh we have a we're very fortunate to have a a nationally recognized speaker he goes by the uh the nomenclature I guess the tall cop says stop and he's going to work with our staff during the day and then at night have a a a work session and really with uh with any parent or anybody in the community we've opened it up to all of Johnson County he'd love to have a full house in in there and and just talk about current drug drug Trends and and all the stuff that's going on with the vaping and and different drugs that are available to our our kids and and in the and in particular the community he'll come early and walk drive around the community and and and kind of get a sense and so he gears his presentation towards our community but he'll be here March 2nd Stacy's done a really nice job of putting something on our website he would like to have us RSVP so it's important that to use the QR code in RSVP I think last time Stacy told me we were over 125 or we're over 200 now so that's really good and I know we shared that when we went to the Johnson County school safety commission we shared that with all the representatives there and we're going to share it with the Indiana Department of Education the safe schools Academy so we're going to try to get the word out and this is a great opportunity for us and we're really excited to have him come here I I was excited about this when I heard about it as well this is a continuation of Dr Long's efforts to ensure we're a leader in in School Safety and Security and this is kind of the next evolution of our Safety and Security practices so I want to thank Dr long for that effort I want to thank the board it's been a long long day we started at two o'clock today so um with that we are adjourned

for the meeting roll call please Mike Davenport here Mr Espinoza here that's it we have a quorum so let's all stand for the Pledge of Allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all all right and I think the first item on our agenda tonight is the best item on our address student perspectives so invite our one up foreign [Music] good evening um thank you for letting me celebrate South High students tonight so we have chosen our royalty step team to speak tonight um couple things I'm really proud of about the step team but I'm just going to speak briefly so not to steal their Thunder um but they are the number one crowd favorite at every assembly we have and you know we have a phenomenal dance team a phenomenal cheers team and all of those get amazing responses too but our step team is is really our fan favorite from every single one of our students and our group of students representing the team tonight have been competing all over the area they've been doing really well at competitions just show it up for second place um in the last one um and they do fall under the realm of Student Activities um versus Athletics and the neat thing about that is they have the opportunity to kind of decide how much they want to compete and what they want to do and they just say yes to every competition that comes their way they are continuing to gain a really strong reputation in our community so we have many of our feeder schools reach out and they say please can a step team come perform for our school and they always say yes we always say yes so you're just recently at Lakeview and we're just so proud so I'm excited to turn it over to them and let their share um their strengths of South High and you are a really nice model for our message of you belong here in helping everyone shine is who they are in our school so I'm going to start by introducing coach Alice freelon good evening everyone my name is Alice Freeland and she said I'm coach of the royalty steppers I have been coaching the team for the last five years I think what makes our team so amazing is students come looking for a community and although we are inclusive to all our team usually is my door um majority African-American so step goes back all the way back to the 1500s and it was used for coding in languages and it was also used for entertainment as well nowadays you'll see it more so with African-American sororities and fraternities and our girls use it as well just for entertainment um I will bring up my step cabinet and they will explain more [Applause] hello I'm Johnny Solis chalivo I'm a 10th grader here at Downers Grove South I'm a step Master on the royalty step team cabinet and this is my second year on the team royalty step is a very competitive sport we um we go we go all over to perform we take a lot of time and dedication when it comes to um stepping um like my coach said step was used for entertainment but there's more two-step we use it as like we use our body as an instrument to produce like different rhythms through hand claps spoken word and footsteps but we as a team we see some misconceptions when we're here as a team um oh we feel as though people like here don't like realize like the work that we put in like even though we do get all these opportunities uh when we do perform they say oh the steppers They Don't Really call us the royalty steppers but we still um enjoy performing for everybody and I'm gonna pass it on to my manager [Applause] hi my name is Moya sorry ashalu I'm a 12th grader at Downers Grove South I'm the manager of the step team and although we do have a coach our team is mostly student-led we have the uh the managers I'm one of them and Naya right here she's also a manager and is the captain of the team Bree and then we have step Masters which is Jade and also KP was not here today and the role of the stepmasters is to like make the steps they major they make the steps and like they're responsible for like teaching it to the other teammates and they're like they really keep our routine together and everything and the captain she's the team like she's a team leader obviously like she's on inspiration to all the other um team members she is in charge of like keeping everybody going and like keeping the team together and everything and they're she's really age inspiration to all the team members on and off the floor and then the manager our role is to like keep the routines together put the music together making sure we're on top of everything and we you practice all year round we practice on Tuesdays and Wednesdays like on the regular days from 3 30 to 6 p.m but like on the weeks where we have competitions we practice every day of the week Monday through Friday because most competitions are on Saturdays and yeah we just keep going every year every year we practice um starting from August and the first competition starts in November and we just keep going till May now I'll pass it on to a capture hi hi I'm Brianna Brown I'm a 10th grader at our school and I'm the captain on our step team um I'm going to talk to you all about competitions so our competitions is not like a regular school performance like we put in like harder work because we like get judged more and then like at school performances we use more music and dance but like at step performances we try to step more then more so like dance and then at our first competition at home with Flossmoor we won for fourth place and at Yorkville we won fourth place and at the Kappa League one we won fourth place but at our most recent competition last weekend the um Zeta one we won second place and not only do we have to like step we have to act out our themes because each team has a theme for like our eight to ten minute performances and so our theme this year is the Pirates and we just been really like working really hard on like getting our storyline out there so it makes sense to everyone and now pass it down to our other manager Lanaya [Applause] hi I'm Lanaya Huddleston I am a 11th grader at Downers Grove South I'm also a manager of the royalty step team uh I will be talking about school performances okay we as a team have contributed towards the school uh the performances that we do are not like Woodbury said our step competitions they're shortened and there's no there's not a theme that we have like unlike competition We performed at the Girls JV basketball game the pep rally and we are performing at the upcoming orcasus show on March 17th and 18th uh to give you a little taste of what step looks like us as cabinet members will be showing you a step that's part of our routine yes all right [Applause] oh boy [Laughter] half and half there you go so you want a sister like this yeah vicious business whatever works for you [Applause] all right excellent hey we have any questions questions how many are on the team yeah besides just [Music] um okay oh okay all right cool [Music] Saturday 12 hours a week and then for competitions yeah yes yeah how did you get interested in being involved in Step um my mom actually wanted me to do it because she wanted to be at AKA but she did and so she was like oh my gosh okay you're glad you took your mom's advice for me first up um I did try out for the dance team I didn't I decided I was kind of like I tried up in dance even make it and then I saw an old friend at like the professional like orientation and she actually said I want you to do steps so that's how I got into stuff Syria last year because I was an exchange student a transfer student from VHS so the old Captain she actually came up to me with like a little sleep because they were telling everybody about the set team and she gave me so for me I was the last one to joined on my phone I learned well I already knew what the step was you know I watched videos about things online shoes about Alphas like AKs what Bree said like about the Divine mind so I didn't know what step was and uh then I saw their amazing performance for homecoming last year and I was like wow like I headed to there I emailed actually coach and I was like um is it too late for me to join she's like no you got ta go and I went to the practice and no just have you ever thought about doing something with younger students to get them interested in it before they come to high school okay okay I had no idea that this went back to the 1500s yeah that's interesting that's so thanks for sharing that yeah yeah so we're learning something every day this was really great any other questions thank you all for coming thank you thank you [Applause] no now we gotta and we got to move on to actual business I don't know there's a part where the board works oh we'll get right on that all right so uh minutes January 23rd 2023 business meeting and the February 6 2023 special Workshop meeting with action item at board Workshop second yeah thank you in front of us because aye Victoria hagstrom aye and Mike Davenport aye promotion passes all right next we move on to uh reception of visitors I don't have anything for the first reception I think this second okay so we will move along then yep recommendations and reports of superintendent all right your time here well we'll start out with Jim's time uh we're gonna have facilities and finance tonight mostly so uh we'll turn it over to Jim to talk about uh first our Capital Improvement bids and then after that life safety work thanks Hank Mark and I were thinking of line dancing for our two presentations [Music] [Laughter] I should talk to HR about just the liability first yeah 23-24 summer projects this is capital work um we have three projects all at north um and I'll explain the ones for South and what I'm doing with those but these were bid out uh publicly uh two rooftops at North and then the girls softball field upgrades so I explained those back in November and what they were so three of them uh we had 14 bids that came in so fairly decent competition um good pricing uh bitters that we're familiar with those are familiar names for you for you to see as well uh and we're within our budget so uh tonight uh we'll ask you to approve these but I just wanted to touch base on the projects at South that I'm gonna uh spec out and publicly bid myself uh and that's the uh the parking lot for staff Up For Students and the music Wing flooring so instead of doing architect and engineering and construction management I'm just going to go ahead and do that myself so those will go out in the next month or so and they'll be bringing those back for approval to you folks so tonight for these three at North uh we'll keep for you to approve an accurate amount of 307 414 dollars just a quick question on the concrete um it's a very round number so is that was that an actual it was an actual bid it was the lowest um that is work that's going to be with the landscaping and the Ada getting to the um bleachers over at North so very good it was substantially lower in the eye I trust linblad so that was sure yeah the concrete and excavation costs have been just skyrocketing so all right any other questions on this one all right we'll move over to the pipe project Okay so as I explained in November as well uh this is the galvanized pipe at North that we've seen some issues and we know we wanted to get this done before our next 10-year life safeties up so this is kind of two-fold we're going to do one part this year and then we're going to do two parts next year the one part this year is really the exposed that we can see and the two parts next year will be behind walls and you know it could be much more difficult um although uh this year I thought this number would be dramatically higher uh hold that thought because even though it's roughly four hundred thousand dollars lower than what I thought it would come in I truly believe that the second round next year that when we start pulling these walls apart and looking in places that we haven't really looked into and removing those that we might see some unforeseen so it's nice to have that cushion for the second round but I'm very happy on where we thought it was going to be yeah did we have nine uh nine nine people bid on it so uh seven of them were plumbers and a couple General trades so happy with the results uh this will be work that's done this summer again and because we'll be shutting off areas of the building as we put in Copper and then we'll be back again next year to complete the project so tonight uh we're looking to approve these contracts an accurate amount of 215 900.

would like to thank everyone that takes time to nominate individuals for this award have a good night don't forget I have no cookies okay no cookies 5.1 public comment on behalf of the Board of Education I would like to thank the public for attending tonight's meeting we value the feedback we receive from our residents and encourage everyone to take an active interest in their public school system residents interested in speaking to the board this evening are asked to have completed a comment card and presented it to the secretary to the board when the secretary calls your name I ask that you come to the microphone state your name for the public record and provide your feedback back please note that comments are limited to five minutes per person and that no discussion of personnel matters or responses to questions are permitted the board does not participate in discussions during public comment follow up to your questions or concerns will be addressed by Administration through the contact information provided on the comment card thank you Michelle Trager Pretty in Pink hi good evening Michelle trigger four kids in the district um I have to tell you I actually was not planning on speaking tonight so why am I because last week I accompanied another parent to a domains meeting at OHS and the nurse asked that parent oh are you the mom who talked to the school board about fasc and so I know that even if people are not here in person they are listening over the live stream and the more I bring fasd to this board the more people will hear about it and awareness is thus raised so is there anything new that I can tell you um well also at that meeting you know it was interesting because the nurse said oh I remember a student I worked with who had fasd and I said I bet you've worked with way more than one and just didn't know it and just being there in OHS figuring 2 800 students there they are actually working with about 140 students on the fetal alcohol Spectrum according to the CDC statistics I presented about fasc and the neurobehavior model the first weekend of February at the Illinois Council for children's behavior disorders conference I don't believe that anyone from this District was in attendance this year or last year when I presented um I did talk about the neural behavioral model and that is um different than the learning theory model that we all I as a social worker was taught it um learning theory um thinks about learning as a as a conditioned aspect of conditioning using targets and rewards versus the neurobehavior model which is focusing on if the environment is a poor or a good fit for a person's needs so the conference was interesting because there were people like me talking more about a neurobehavioral model and then people talking about functional Behavior assessments which we do all the time for our kids but I do believe there is a way to merge those two philosophies and finally if you're not aware of it the state has just re uh announced it's nine and released it's 92 page report that is a blueprint for transformation of children's mental health in this state because we're very concerned about the mental health of our students in this District this might be something that you guys want to peruse only 92 pages I know you guys have stuff that's way thicker than that so that's it for tonight just wanted to bring it to the board's attention especially because in March we do have developmental disabilities awareness so thank you guys so much 6.1 superintendent's report okay good evening board I have a few comments that I'd like to make tonight the community advisory committee met on February 15th and at this meeting Mrs dalquist led the committee in regards to the five essential survey what it is and why it's important and uh I'm going to put a little plug in for the five essential survey it's an evidence-based system designed to drive Improvement in school uh the survey identifies five indicators that lead to improved outcomes for kids those five factors are effective leaders collaborative teachers involved families supportive environment and ambitious instruction at the meeting the learning Target that was for the participants was to have an understanding of the five essential survey data and to review two schools performance and for performances and share their findings with the committee the committee were given Chromebooks and research to schools of their choice and then engaged in conversation on what they noticed and what they wondered from the research and then the full committee came back together to discuss and have their questions answered I felt it was a good meeting my second item is at the February 6th board meeting uh there was public comment made in regards to dollars that we are spending for contractual services in our district and tonight I would like to respond to those comments so on Thursday February 9th Dr petsky Dr Hildebrand Mrs bankowski Mrs dalquist met with many of the teaching assistants here at Oswego East to hear concerns as well as address the some of the misinformation that was shared during public comment uh first Dr petsky addressed the information it had been expressed during public comment that the district was spending 1.4 million dollars on contracted services for teaching assistance this is not the case the actual expense for contracted Services through the end of December for oh was around sixty thousand and for Oswego East it was around 40 000.

and it's an honor to be back in this space after three years um I'm also here as a community member and as we are talking about um bringing in a new board member I would like to just remind anybody that it's it's gonna be is trying to um take that seat that is parent engagement is important the listening to community and students is a must that having the um the right ideas and excellent governance and Community experience is also something that lifts us to work here you're going to be serving a community where English Learners low income and Foster youth is a reality every day you want to be making decisions on behalf of the students I know it's going to be hard a hard way but I hope that you cover this with Excellence with transparency and accountability within our communities um I want to make sure that you can also know that to count on parents to count on us to be the boys and to bring us the expertise but also to rely on the teachers and the staff here we're here on the same and on behalf of our students and um thank you for for applying I also want to say thank you to our vice president coronera for inviting our community last Thursday to attend this meeting because of the importance it is to be present to be part of the democratic process like Dr power said and to Bringing um boys to that Community thank you have a really good evening you next person good afternoon Board of trustee my name is Claudia cuello I'm a part of and I'm a parent of the Alum Rock School District as well I am here today to speak not only for myself but for those who um are not allowed to through Zoom um I know we're giving enough notification time to attend in person we asked that as the selection for a new board member begins that you all highly prioritize they have the respect and engagement of parents students community and Alum Rock Unified School District staff by having experience with effective Community engagement practices that include input decision making and a deeper understanding of the historical racist educational barrier barriers that have silenced communities of color Community also requests not to be taken their Liberty of expression to public comment through Zoom as it continues to be a form of communication for the Alum Rock School District thank you thank you all right so good afternoon Board of Trustees my name is community organizer of Samos Mayfair I'm excited to learn who the normal board member is going to be after this meeting we're looking forward to that as well as we're well examining who the deal candidate as they will be or some of those made for families too as the two priorities the following values as trace for the number to you know display one being meaningful partner meaningful parent Youth and Family engagement Readiness to contribute to the district's rise towards equity and understand the importance of mental health and social emotional learning in addition I'm here to communicate in here uh from someone's May first base voicing the voicing the concerns regarding the disability to the public comment multiple of our members share their interests in contributing to the selection process by joining remotely to vocalize what Trace would be most desirable and favorable from to these candidates it's understandable if this uh if this process required a quick turnaround however the community involvement continue used to be a practice or members would like to see strengthen especially during the transition within the board May the new addition to the board is to be a support of the strengthening of community involvement and I wish the candidates the best of luck and thank you for your time foreign trustees and superintendent Dr Bauer my name is camellianis fontani and I'm a parent of a fifth grader at Adelante dual immersion Academy as well as a community member here in East San Jose and a member of the facilities committee for the Alum Rock School District from my long-standing engagement with this District I think some of the critical attributes that I would seek in a board trustee as you select make that selection this evening would be a deep understanding of the context of the needs of our students and families as you all know we have immense needs in this region with increasing cost of living and the whole child needing to be centered and someone who understands how public and private Partnerships work how to bring resources to the school district and how to serve the families in the way that they need to be served as critical a person who has a proven track record a parent and Community engagement and who knows how to bring a social Equity lens to the work that they do and an understanding of the immense opportunities that we have here in Alum Rock right now in the facilities committee I've heard an incredible vision of what's possible here in this district and there's a lot of program Endeavors that we're taking on to better serve our students and our community including some of the workforce housing that you've passed or we've passed as a taxpayers but alongside that Vision as you know and it's in every kind of school report right now we know that there's immense challenges that we're facing right now and is parent know that firsthand um so we need a steady hand who can join you all to make some really clear decisions moving forward and for that reason I support a longtime colleague and friend Andrea Shelton for the seat thank you right so any further comments from the public trustees and Dr Bauer thank you for having us this evening um I want to reiterate a lot of the similar concerns that a lot of the community members here share we just want to ensure that there's full transparency on the board and that the uh new potential board member aligns with the values of the district and along with the values of the community we really want to ensure that the potential board member will um really have an impact in uh weighing in on you know Community issues as well as a lot of what is you know happening around uh our city so I just want to reiterate a lot of the concerns of the community members and I wish the best of luck to the board member thank you maybe uh being no further comments from the public yeah okay foreign leader we're here to highlight some of the concerns many community members feel tonight while we feel that the current process is not sufficient time to find a replacement we are here as a community member to ensure this process is as transparent as possible with the section of a new board member those are challenging times that this trick is going through and we want to emphasize that whoever assumes the position of board member has the knowledge and share values as many of the ellenbrock families has the respect and engagement of the parent student community and the the arusd staff by having experience with effective Community engagement practices that include input decision making and a deeper understanding of the historical racist educational barriers that have silent communities of colors thank you for your time we want to ensure that all students and family at Allen Block School District are heard through the short process and that the new board member has an understanding of some of the community's sure values I do want to point out that this was really hard having not been able to do this over soon giving comment had to leave my 10 month old well almost a year old actually it's going to be a year old but I had to leave him home with my other son had to run with my daughter here who has not finished her homework and who we could have been doing this at home she could have heard the board meeting as she's doing her homework I could have been breastfeeding my one-year-old and giving my other son some attention that whatever he was needing instead I had to pull some some people my community to you know watch them so I can come here and really be supportive of this so I really emphasize how important it is that we have this comments over soon and that they don't get silence by other people thank you all right Cerna to kindly present the process to the public um good evening board member uh Min members of the board superintendent Bauer members of the executive staff my name is Jeff Cerna and I've been asked to assist with the facilitation of this evening selection process for your new board member um actually this is the third time I've been engaged in this activity so I kind of kind of feel like I'm Vanna White that um in the game show um so let me go through the process for you and then um we'll begin the the process itself as you may or may not know uh there are currently four applicants who have completed the process for the uh for tonight's uh selection process the order of those interviews will be done in random by random draw all four names will be placed on the novel Oak and the names will be drawn and that will determine the order of the interview uh the first person who's going to be interviewed will sit at this this table here and the other between applicants will be uh taken by staff to an outside conference room until that first interview is complete the scoring system will be a one through five scoring system one being the lowest score if I being the highest score there are a total of eight questions that have been developed by the business um each board member will ask the question and those questions will be rotated after each question is asked um the candidate will have two minutes per question at a time as you know is at the front of the boardroom those candidates should be cognizant of the time when they're asking or answering the question each board member will score each candidate's response at the end of each question [Music] the I.T staff that are situated here in the room and in the outside conference room will be catalying the scores as they are recorded in the case of a tie should there be a time between a couple of those candidates uh there will be a tie breaking question that that has been designed by the board and that those candidates that that are tied will be asked that tie breaking question and again scored based on their one through five scoring system that is the process for this evening um I'll ask the board if there's our Dr Bowers there's any questions correct that's correct correct that's correct yeah any other questions any comments okay um I believe Dr Barry you have the names on the novelope the reverse these are the numbers whoever they need to find so the four candidates will come to the front of the dice here and select a number and I'll take that number once you have it so Ms Nguyen will be number one uh Ricardo will be number two yes will be number one do they do that I I guess they have the number go ahead okay for someone else so Ricardo Garcia will be number two Victoria but tomorrow will be number three and Neva Flores will be uh Shelton will be number four so um come to the front of the table here and have a seat Mr President and the other three will be taken to an outside concert before we get started I wanted to um and see if the embroidery will indulge me and allow me to update one of my questions and answer me previously um I see no more than that uh just let us let the board know want me to go ahead and simply just read it out when the time comes or do you want me to write it out and give it out to our board member in advance um allowed to write it out and pass that copies to US during the same thing all right all right you know what I will email we all have our computer too okay thank you what would you like the board to ask the questions okay so uh uh so each each board member will ask one question going round robin style so that way you know it's uh nice and random so uh they uh so basically I will ask trustee Chavez to ask the first question on the list as soon as we are as soon as I have a uh the copy uh see that we received the updated questions uh can I see a list of the questions in case I miss here foreign [Music] thank you [Music] edit the question oh what number of what is the the question number you're altering um five five so Luis they're answering question number five because they need to edit on the computer um do you want me to send it to Luis yeah you send it to me I'll send it to them okay [Music] foreign rental [Music] and or rental uh that's a modification of the questions no it's an addition it's uh it's something that I I um I included yeah um [Music] there you go yes I sent it on so you should all have a pain oh crusty Chavez would you email that question too we got it we got it all right yes this question because I think you're going to ask number five did you send it yeah okay what you're gonna have it why don't you start that way so that way we could do this file it never was that way because there's only four of you no one two three four five okay so it would do one round robin display and one round rubbing that way oh yeah sorry I think we've got this all right thank you go ahead and read it uh read the first one uh the same as Dr Bauer lets me know we're ready so this is question five oh we got it okay and if we modified questions okay and I think uh one last note I think was it each board member does have the uh may ask one supplemental question as well um we don't have it in the computer oh that's the problem that's what you're gonna public oh following different processes so it is adding just so that everybody knows it is adding uh drastic interest question and because the so that you guys can see the scores it's being tabulated electronically and so we're just waiting a little bit until it's refreshed so they they can start the interview can I say something yeah yes yes yes and thank you for your patience the last time we did this in person was for mine in February 2018 so um yeah it's just the last time we did it uh five years ago five years ago in person and then we did did it virtually for when we brought on by uh president um yeah so thank you all for your patience thank you men for your patience with us and it gives you an ability to see the Dynamics right as we work through it all yeah thankful president thank you hopefully it's ready now I just want to make sure that all board members are on your scoring pages in the computer so I just want to make sure that you um I understand okay to score God okay all right okay uh I guess we are set to begin so uh with that that trusty Chavez he uh please answer the first I mean please you know you may ask the first question what experience do you have with our Alum Rock Union School District Community with staff parents board elected officials they are USB meetings attended in the in the last 18 months what will you do to improve the relationship with the various members of the Alum Rock Union School District Community to ensure Equitable input in decision making can you give me an example am I gonna get a two minute timer or okay cool do I just start talking yes okay cool so uh my name is min Nguyen I'm a math teacher at Independence High School um my experience with the Alum Rock Union School District is uh for those who don't know uh kids from Alum Rock go directly to Independence or James lick so I get a ton of students from the Alum Rock School District every year year in and year out ah with staff since last year uh when I campaigned for this position uh and was formally endorsed by the Alum Rock Educators Association and that time I've gotten to know some teachers um and uh continuing to discuss with them the issues that face teachers on a daily basis um so I've gotten to know just in the past what six months even less some teachers that work here and some of the things that are important to them with parents uh fortunately uh and I actually really enjoyed hearing this from all the public comments that you know it's really important to get parental involvement and I was actually asked at a staff meeting at an all staff meeting at Independence um a couple weeks ago to present to the whole staff over 100 teachers on parent communication because every year I try and make it a point to actually call parents uh call home for students to talk to parents in the first grading period in the first six weeks so I'm not sure if you guys know that's a pretty uncommon thing and something that I am actually really proud of because when I call home whether it's for a student that is not doing well uh or a student that is doing well parents are always extremely happy to hear a teacher call home and say oh wow like I can't remember the last time you know somebody called home from school this is great hearing from you um sorry staff parents boards elected officials so I've only uh tuned into a handful of lmark Union board meetings just to get a better sense of uh you know the importance of some of the issues here as a oh Totally Miss missed that okay I guess I'll stop so I'll ask the second question uh how have you supported or contributed to restorative justice racial equity and ethnic studies to increase the support for the children in our district before and during you know uh during this pandemic thing that I heard several public commenters bring up is uh you know the issue of social emotional mental health for students in the community whether that's the Alum Rock Union School District Community or For Me Eastside Union High School District because I teach here I basically do them as one in the same right the only difference is uh when they're in Alum Rock they're K-8 and when they get to high school they're nine through 12.

I know we've talked about this project many times but any questions from board members on the actual bids surprisingly how yeah good pricing yeah yeah great that we had several people interested too well especially nine nine bidders I mean that's a big deal I was surprised I thought you get three or four but yeah good mine showed up great all right both of those are up for Action later on this evening next item Transportation transportation we have two Transportation contracts one that's our general busing and then the other one is in partnership with sassid which is our special ed cooperative for special education boxing so I'll turn it over to mark for you have a memo with the all the details but I'll let Mark talk about the highlights yeah they're very similar in that um we do coordinate our services with other schools with our our daily buses for for student we coordinated with 58 District 58 and and that got off to a rough start a little bit because we had to change some of the routes so that we could work with the with them the times were Clash a little bit um and I guess eventually we got it resolved but we started a little rough and we always start out a little rough at at uh for the first student not because of them but just because we never really know the number of kids who are going to come to a spot to a particular place they would sometimes we have 40 kids eligible to come to one location and two show up you know so that it's it's a fluid type of thing and we have to then redo routes and um it's it's always very busy and and um hectic for the start of the school year Sunrise is involves a lot more districts that we're involved with um and uh but it it's again it's inefficiency aspect that they typically have many routes that they run that we would be running alone as well so it's coordinating and working with those schools so they'll have kids from different schools on the same route being picked up and the amount of increases is actually better than we had anticipated um for Sunrise they're looking for a six percent increase um it's it's for both of them it's very difficult to get drivers and even throughout the year to get subs or to get you know the depth of divers that they need to really get you know fantastic service and um but there's it's really would be ridiculous to try and go out to a loan and try and get get it on our um without paying a lot more um and and then not having some of the flexibility that this firm gives us like if we need somebody we call them they get it if we turn it off they turn off and we don't have to pay anything after that if we were to start our own system we would have to take care of those costs on ourselves and it would be pretty expensive um the first student it was much better by the end of the year and throughout the year they were they they corrected I don't think they had the depth for um Subs that they're supposed to have but I don't think anybody did it was it was hard enough just to get busy drivers and and a six and a half percent increase for first student is is exactly what we had projected in our five year forecast we didn't think it was going to be as high as 10 we've gone through that one before already and but we we knew it wouldn't be three percent or two percent so we're recommending the approval of both of these tonight yeah six it's hard to believe I'm sorry this is the approval is at the March meeting is it the March meeting I'm sorry right this is the first view I've ever heard tonight I apologize we're you know we're actually pleased with a six and a half percent increase you know I mean I can't you know it's hard to believe we're saying that but but uh it it well inflation yeah true inflation was somewhere in the six to seven percent range which makes it fit you know so sure it's it's well you made the point too that um other districts are experiencing higher increases than that are small districts that are our partner districts also feel this is reasonable uh the the financial officers yeah um and uh yeah well you drive by those that that that's fine uh yeah along 63 I mean you've got I mean there's always advertising for for drivers and we've all read about it in the news this is a great example though where you know six and a half percent but our taxes are capped at the five percent and these are these are we're going to have some challenges going forward you know um but fortunate we're in good shape and we can absorb some of this but uh I mean quite honestly it'd be very difficult to change our first thing we would need yeah and and it isn't available out here and then we'd be competing for those bus drivers so you know I mean it's not impossible but it's probably we have a lot of examples where like we are a high school only District but this is where we act in efficiency of scale as like a unit district right so uh this is one of the areas assassin it's many it's 18 school districts Scott I think something like that 18 that are collaborating on bus services there with uh our general busing that's three school districts collaborating so it you know you have to work together for it to work but there's an economy of scale there you might Sunrise contract if you were to compare the contracts side by side there's more penalty for them not being able to secure a rider or a driver okay so um that we didn't have much trouble with that really actually but some of the other districts had had problems so we were getting full full service where some of this fence incentives were not got it but that's in there really for those districts that they didn't provide about the transportation so we'll see this again in a few weeks yeah next month for approval but that gives you a month to take it take a look at it and forward me any questions you have and we'll bring back answer very good any other questions what's next all right uh the next one is uh I'm assuming Nancy will send out a request for this but I'll have Scott talk about and I think several board members have sat on this committee over the years but just a refresher of what this is Scott and what you're looking for yeah so our parent-teacher advisory committee meets every year the last few years obviously we've been going um online but we'd like to we'd like to bring it back in person this year um I mean the the parents feedback has been amazing usually we talk about providing discipline data Special Education data parents have recommended and the board is supported through a lot of different means but you know increase in Social Work support our you know support of our half program and things like that so we we really do get some excellent feedback from parents in this meeting so we're looking to have it in person on I think it's a Wednesday April 19th we haven't picked the school yet so but we're looking I think we usually have two volunteers from the board to be in person with us so like Hank said Nancy Wilson still send out the all call for it but if you're into you could also reach out to Nancy directly and then she'll select two board members that are willing to serve on that committee have you done this before Jen yeah you're great you're a great fit for this that you're since you have a student you're you know you're you have a student in school right now and and so you can see it from the parent perspective parent advisory report itself many years and when is when is that meeting it's April 19th April 19th oh April we'll send a reminder out coordinate with Nancy very good for volunteers all right Freedom of Information employer requests we've had them we continue to fill them uh and they're all public information as well and available if you search our website for foia you see a little blue box you can click on and that will show you all of the requests that we have out there in Hatfield all right moving on to our consent agenda and action items to read through this fun stuff that Nancy always takes care of for us so uh we need a motion for the Board of Education to approve the consent agenda as presented which includes Personnel report appointment Administration appointment certified appointment classified leave of absence certified personal report retirement certified resignation certified retirements classified resignations classified Financial Pages student trips and acceptance of donation District 99 Education Foundation which I saw was two thousand two thousand dollars so um so can we have a motion um for this second yeah so we got Terry and Chris thank you aye motion passes and so uh once again just thanks to the Education Foundation for all the hard work they do so um action items right so we need a motion for the Board of Education to approve contracts for the summer capital projects to the vendors noted for the aggregate amount of 307 414 dollars Joanna and Chris thank you thank you Joanna Vasquez Drexler aye Mr Espinosa aye Jenny hagstrom aye peppersidge aye passes and finally a motion for the Board of Education to approve contracts for the summer Life Safety work to the vendors noted for the aggregate amount of 215 900 dollars so moved Terry and Joanna thank you thank you aye join uspinosa aye Jenny hagster hi I'm Mike Davenport aye motion passes all right so next we have first first three first version yeah first reading from the policy committee and I meant to bring my stack with me because I thought I was going back home after the board q a perspective board here so it will we'll see if if anyone has any questions about um about the uh report could you summarize for me sure um so this is the normal uh couple time of year press update issue in regards to mostly changes in state law some changes in federal law as well as just clean up and policies that are Revisited on a regular basis the majority of these are cleanup uh in the policy or directly direct responses and changes in law there's really nothing that stood out is really groundbreaking in the group that we're looking at this time so nothing to really pull out and focus on as always the board has a month to review these policies before we come back uh all of the the revisions are in there for you um and Julius provided you a summary of what the key changes are in each policy as always if board members have questions over the next month please reach out to me or to shirelle or Mike and we're happy to answer your questions or consider revisions before the next board meeting I this was this this batch I had fewer comments about than I do most so it wasn't just because I'm leaving the board there was a lot of there was a lot of cleanup there's some word smithing things yeah coordination things most of it's and in yeah it's so much of it is just so much of it is is you know a new law gets passed I mean we we have to uh we don't have a choice you know we have to reflect on our problems yeah so and so anyhow if there are any uh questions comments about that we'll see that again at the next next month yep and so next we move on to the reception of visitors this is the second reception of visitors which is intended for the audience members to address the board on any topic pertaining to Community High School District 99 comments will be limited to three minutes to provide all visitors an equal opportunity to address the board individuals needing more time should submit their thoughts on writing to the board's secretary visitors addressing the board need to submit a comment slip to the board secretary and will be invited to the microphone prior to addressing the board audience members should State their full name the proceedings may be recorded for the purpose of producing accurate cheray and I believe she stepped out and I've worked really hard to get her name correct this time and she must have had to leave so hopefully she'll just follow up with me via email okay all right next communication and announcements then um we report on legislative education network of DuPage known as lend that's me so um Hank sent out the PowerPoint from the meeting which was Friday um there's a lot kind of just kind of a lot um to parse through right now the governor's budget was presented this week they're you know there's some initial Cuts they looked at two special education and regular Transportation budgets and they saw they noticed a bump in the early childhood education budget again they're really monitoring like literally hundreds almost literally thousands of bills of bills yeah um so we're just in the last uh or the first review of it um we will have a new State School Board in place soon led by Dr Tony Sanders who I think is coming from Elgin yeah and then yeah they there were several bills presented this past week which addressed teacher tenure the in the teacher review process that lend is keeping an eye on um there are additional bills being submitted relating to retirement plan offerings um and they did also note that retired teachers can continue to work as substitutes for 120 days through 2026 now to help with kind of the shortage so do you think that they'll expand that past 26.

so after that the administration listened to concerns about how teaching assistants were being utilized as well as concerns about low pay with our Tas Mrs dalquist had a follow me follow-up meeting with Mrs bankowski to dive into the utilization question and to work on plans towards Improvement and also meeting with special education leaders to review the schedules and prioritize those student needs in my final two comments for this evening are two congratulations uh one is to an alumni and the other is to a group of our current OE students uh last week it was shared with me that 2015 Oswego East a graduate ebony graves will represent the state of Illinois in the 2023 Miss Black USA pageant this summer in Washington D.C after yes after leaving 308 ebony graduated from Hampton University in Virginia and received her MBA from Royal University in Chicago I always think it's nice to highlight some of the successes of our alumni and we wish ebony the best in the pageant this summer I'd also like to congratulate ohehs students Jensen coonrant Aaron bothra Ahmed Fazal Denise Gutierrez Mark Townsend Olivia Schwab and Mr Scott Johnson as the winners of the lemelson MIT inventing competition for group projects these students from the Sten Club worked on developing a device to improve poor air School poor School air quality using LG biofiltration one of hundreds of proposals submitted for consideration their project was awarded seven thousand five hundred dollars in order to further develop the project as well as receive MIT mentorship this past Friday night I attended an event at OE right here in this room it was a full room of people uh when the students discussed what they uh what what they accomplished and what they uh want to accomplish in the future so we look forward to following their progress and you know board member Johnson you've mentioned before that uh when we talk about the student ambassadors and and things like that some of these kids are kids that are going to really change the future in listening to the students talk and present on Friday night right here in this room that that by the LGBT bio filtration system was sitting right where you're at it was just phenomenal and uh you know they're going to move forward to compete in the in June at Eureka Fest which is a really big deal so we wish them the best but these students are going to change the world absolutely phenomenal so that's my board for this evening thank you yes yeah [Applause] yeah Ambassador report hello everyone I feel like I'm going to be talking for a little while so bear with me um on February 15th the ssac came together we brainstormed about mental health student surveys that we wanted to push out this semester um the foundation for this survey stems from the primary research question we developed which is what are the root causes of mental health for students at the high school level which is the primary level that we're focusing on currently we first discussed social emotional learning techniques that are taught in high schools such as self-awareness self-management social awareness relationship skills and decision making but more important to our conversation we talked about how SEL will be taught in classrooms we wanted it to be ingrained into the learning system because these skills that we learn in SEL are things that we learn through communicating with other people through relationships we built with other people to build through human experiences and it can't be taught in in a lecture style fashion and that was something that a lot of students outside the ssac and inside the ssac have brought up in the past and that's something that we wanted to push forward in the student survey as well we proceeded to brainstorm about other facets of mental health and high schools that we wanted to ask in our student survey we primarily focused on student-to-student interactions teacher-to-student interactions and safe spaces in regards to teachers student interactions we wanted to discuss the building of ingrained safe spaces in classrooms two-way communication and workload flexibility especially since students do have jobs that last late they are pursuing extracurriculars they're applying to colleges they have home responsibilities and we also talked about student to student interactions primarily on the effects of ingrained SEL in learning environments microaggressions and the power of language we began brainstorming questions about safe spaces such as asking students to Define what a safe space and a learning environment meant to them as well as what could possibly make a school feel unsafe and a lot of the answers to that might be a little bit uncomfortable but that's why we want to ask these questions because mental health is an extremely broad topic to be covering especially in one semester alone but with our expanded ssac I'm really hoping that we'll be able to come together uh push out some more research and be able to find a couple of those root causes that we can tackle within the semester we have left so a large portion of our conversation relied on building comfortable effective and respectful learning environments that depend on mental health strategies and SEL strategies to succeed and these are the factors that we want to research through our student survey thank you that wasn't too long yeah thank goodness I felt like I was talking for a long time so as the public murals and the board knows that we are uploading our committee reports to um board docs so that our community can review those committee reports and have a document of what is discussed up here and so you can find those committee reports in board docs and now I'm going to ask the board do they have any questions regarding either of those committee reports we're good so if there are no questions um I will then move to 6.3 board member comments do any of our board members have any comments that they'd like to make I wrote a very extensive board comment this evening on my phone and cannot find my phone so I've been looking all over for it so I do want to highlight one thing that I do remember on the 21st of February I was able to join our community chat that is available to anyone in the district and it was a very moving experience we talked about taking care of yourself what does self-care look like and what why is taking care of yourself important and I went in there to support the staff that put this program together and ended up getting out of it more than I could have possibly imagined it was this particular evening a group of moms who all come from very diverse backgrounds but when it comes to Parenting at the end of the day it was interesting that we all wanted our kids to be safe and loved and cared for and so I strongly recommend on March 22 second for you to take a look at the website the next Community chat is um is scheduled from six to seven thirty unfortunately it is during our community advisory committee time I hope we look into that in the future so we don't schedule over those but it's about bonding and building relationships with your children and I think it will be as impactful as the February 21st one to have a bunch of parents come together and be vulnerable and talk about what we all face today as parenting uh kids in this environment in today's day and age it was um it was really beautiful to come together and see that we have many more similarities than we have differences so I strongly encourage everyone to do that and then um I just wanted to take the opportunity that when I was talking to Anya she just informed me that she is a National Merit Scholarship winner of course she is I'm going to get emotional um and I'm just incredibly proud of her and um as I am with all of our students and um Jensen has been such a an incredible student for us and throughout her years has made such a footprint in this community but I wanted to say it when Annie was here but she's getting going home to study so just incredibly proud of her and she did it not expecting anybody to you know just to tell me because she was proud and I do have my uh my watch but I still can't find my phone so I just wanted to share that I hope everybody jumps on those Community chats it's such a great um experience to have another parent say oh my gosh I totally know what you're going through and I feel it and I understand it and you not feel alone so I just wanted to point that out this evening thank you and if anyone goes out and they see Jen's phone because it's locked between between this door and well the parking lot if anyone sees it it's hers anyone else have any comments two weeks no so yeah uh Thursday I had the chance to what I consider almost going home uh back to the beach so I was at Long Beach during school hours uh did a visit there reminded me of all the years of volunteer work back at the beach which was a very rewarding time early in my uh um my introduction here to Oswego 308 so many familiar faces although not as many as uh as there used to be certainly had some changes over the year years work there being done is phenomenal I reminded as I walked through Long Beach how blessed we are in this District we have seven exemplary schools and 13 commendable schools um none in the targeted or comprehensive range which is great um I got to joke with Mrs day and told her class how my oldest son was once a student in her classroom and and now and unfortunately I had to made her feel a little old there by saying that my son now has a son also so um sorry Mrs day and then uh hugs with Mrs thompter as she informed me she is also a grandparent as well one concern though I'm going to ask you about uh Dr sparlin as I'm walking through Long Beach uh can you tell me about the roof because um um you know I'm always protective of my beach so uh tell me about the roof and what's going on that's right we don't want to beach inside inside the building right right very correct please uh talk to me about the roof please yep District Maintenance has been working on uh trying to find out where some of the issues are there and they believe it's not in the roof but it's underneath the uh HVAC system there and once the weather breaks we'll be able to determine the corrective action for that problem so it should be addressed in the very near future okay thank you but I'll wait if any of you there you go is anyone else not right now no okay so um I sent you all an email on February 15th it was um regarding the student Forum date that we had scheduled on the calendar for March 6th if you guys recall the email um so normally we have two for the public we normally have two open forums where the public can come and talk to the board about whatever their interests or concerns and desires are and we already had one we were having we were scheduling another one for March 6th and um this was going to be a a forum for students they were going to organize the entire thing and then it was for students by students and so it's an opportunity for us to hear from a wider range of our students as to what their school experiences and how they want to see how they want to experience school and so as we started to plan that what we realized was that um there were several organizations a numerous amount of organizations who were coming together to put on a candidate forum for as part of our student voice efforts with the district and so what that meant was that we were going to be asking them to really take a lot of time to organize our event as well as take time to organize the other event and we know that um you know their time is really important they have to get their studies and so I was asking the board whether or not they wanted to reschedule the March 6 Forum or um you know cancel it all together it just all depends on what you all want to do and so I ask that you would send something back to Ursula around what that looks like and how you guys want to go forward so since we're here we can you know you guys can share your thoughts about that I would say that um it's unfortunate that those two events needed to be planned on the same night but um I I think we definitely want to have those two public forums a year however we could move it to be a public forum for that similar to the last one we had except maybe have the all seven of us have the tables um as we had discussed after this past public forum instead of planned for students by students anyone else well they were they were a week apart the issue was is that they were going to have to plan both oh the planning they were planning yeah either way yeah um and then yeah and then I I if we were to postpone it that was going to be problematic as well because then you're getting into finals and spring break and um so and they're seniors a lot so um I'm all for Lori's suggestion I don't know if we need to do it that day um or I don't know we can push it to you know in March or April I mean April or we can have it the same parts yeah I said I don't I'm open to either put it because you don't want to start moving them to where people couldn't for why not just leave the League of six is it is are there no scheduled forms I just I don't know do we know well and that's only giving that's not giving too much time to prepare for it either well um we don't have to have up no we well in terms of just making sure that they know the topics that they want to discuss because they'll be different from the last time they won't be the same as the last one so Dr Sparling I mean you can share whether or not you feel like that's enough time to get things together or there's nothing on the six there's two on the seventh so again I I think we definitely need to have yeah we cannot we cannot not have one but um are we just inundating our community with more forums when there's already like what eight or nine or ten or something already on the calendar I mean I don't know well I mean that this is ours this is a candidate for him this is about current board topics so no I you know will we get the when we get an audience when people are juggling with all the other things honestly my biggest concern is that there was an incredible amount of effort put in the first one and very little Community um involvement and so if we were to do it that week with all competing with all those other things I just see more effort being put in and um so I would argue we don't I mean we don't need to have a presentation by our administrators if this is a board forum and we're just here to listen to the community why can't we just be there to listen to the community and if we want to do it the round robin tables or however or we all just sit in one big happy Circle but but the reality is it doesn't have to be a lot of work for anyone we can all just go and talk about things that are we're currently working on and maybe given the fact that there are a lot of forums it would be good to if people have more questions because they're going to so many to say hey what what is the board currently working on for XYZ since we're hearing about it I agree with you I don't think anything needs to be presented I'm just saying the last couple ones that I've been involved in have had incredibly low turnout right so I don't feel like we've how can we better engage our community how can we give them the opportunity to listen to them and to um engage with board members I just don't know that we've come up with that magic format the format I thought was great I think I think why we it was really important for us to have the student forum totally agree but if we're not able to to do that given the competing interests and limited time I mean it's better this than nothing I think I think one thing to consider and you know I've heard this many times from and granted I mean we all have different schedules I get it but one thing to try and try and do the best that we can and I know that's difficult but is to try and figure out when our quote unquote down times right because I think I think there are times where we are having things that it's just not going to be six o'clock on a Monday is not going to be feasible right because people people are busy people have a lot going on um and and so there are times that are just not advantageous so it was Mark's March 6 one of those days that are not advantageous and does the board want to take time to think about that and plan for the future or hold it the public tonight whether we are or we aren't on the sixth and are we going to reschedule say for something in April um might be better I don't know it's up to well maybe this discussion uh uh that we're having today will um spark the interests of some of the people listening so maybe we should check whatever next week make an online version I would love for people to be able to submit all questions or submitted in our answer from the board you know and we do it I mean listen if if truth be told if I wasn't sitting on the board I wouldn't be going to a meeting as a general human being with kids in sports I don't have time for that what I do have time for is if I really have a question I can phone it in or I can type it in or I can but in general I show up here and ignore some of the other things I got going on in my life every so if we someone if we were to have this under structure where we we allow people to submit questions would we would then come together as a group and then answer them or why not just answer them I mean I don't know I'm just asking what is the why not make some kind of I mean we do online here for God's sakes why can't we I mean all right sure the quality of the sound is terrible I'm not promising that you're going to hear it but what I'm asking is if it's possible no huh if we did a zoom and everybody is that legal Marine but at this point you always should be perfect person right but we could have something really good answer yeah yeah I just think it would be helpful for more people to to have a voice in that and and we answer those questions and a lot of times we're seeing people come in with very specific questions to their family or their student um and I don't know that that's the place that if they want to say it that's fine but well I also agree with Lori that we don't need a presentation taking up the first half hour yeah different districts and maybe we do a community Circle where you know we're all in this circle together no big eyes and no little eyes and we just talk do we want to do that and do we want to do that on the sixth sure yes we can do that because it's relatively simple I suppose um I don't know if we need everybody that normally would come but um you should probably get some good representation so you're saying um it doesn't need to come just a few I don't know we're not taking yeah I mean because I don't know if that was intended on the sixth anyhow yeah next all right so we're we're on for the sixth and we're going to do a community Circle does anyone know of anyone who um who's facilitated Community circles um we've got some people in the district what do you mean to facilitate a community Circle you need a well why why don't you facilitate it what you do have experience I mean I possibly could or we all just sit around and have a conversation without anything you do need you do need you need one then I would say you should because as our board president one and two with someone with experience in this I mean some answers little experience but not like not as much as I would like but if I'm with that you have more than many other people does Dr Waller have a community circles I don't know we'll just have no we'll just have to see I'm pretty sure okay so March 6th at what time what time do we have it scheduled for it was at 6 30.

[Applause] thank you middle here tomorrow [Applause] you might have noticed thank you and that concludes our Awards portion of the evening thank you to everyone who was honored and families who came you're welcome to excuse yourself now unless you want to stay for the business portion of our meeting thank you okay well I see everybody staying or not okay um Mr Smith uh do you have a blue ribbon update for us please Madam president members board Dr Smith uh construction continues uh LC West Side uh just to let you know we're hoping to have this side of the building completed by the end of May so that is progressing very well along with the media center and the uh new art rooms and family and consumer science rooms Elsie continues if you're driven by there that north wall is up so we are progressing well with the upright walls for the new pool Len we are in the new three stories so we made that transition last weekend and they completed their first week in the new building and going quite well we continue on throughout the building with more renovation uh just some pictures of the new classroom right before the students came uh pool uh progresses on and we're hoping to get the finalized uh Concrete in there that's so we can button up that outside wall and continue the finishing touches on the pool uh just a reminder we are continuing with our Belzer and uh Fall Creek HVAC we're hoping to have those done those two uh Ann lecc done by the end of April just in time for us to start the new renovation uh of those three buildings in June wonderful board do you have any questions for Mr Smith no I just have a comment um the high school looks great and from what I've heard from my student the first week went well I just also wanted to applaud the Ln staff because in talking to Steph or just the leadership the staff and looking at uh and talking to individuals that I know they have done an Exemplar job of making sure that the students had a seamless transition so very well done with the Ln leadership yep okay thank you now Mr Smith could you update us on the Belzer Middle School renovation bids please Madam president members for Dr Smith we did receive bids on February 8th this is for Belzer Middle School bid recommendation uh there were 10 bid categories we had over 33 contractors bidding this job bids came in at about 2.3 below expectations so I did very well as far as soliciting bidders to come in and be active on our projects the GMP contract for powers and cents to renovate Belzer middle school will be 38 million 229 448 dollars and this will be coming back to you as a recommendation and I'd like to introduce part of our team Fannie and Halle Dennis Bain is here and also with powers and Son Dustin thulman they have been working extremely hard to make sure that we've had adequate bidders and that drives the competition so we thank them for a great partnership we have with them I would like just to ask besides low bid what other factors come into play when choosing our contractor low bid meeting specifications so we've had some low bids that came back after evaluation that said hmm I missed something so but we evaluate that that's where powers and Sons and Fanning Howie come in especially powers and Sons evaluating each and every bid that comes in making sure it meets specifications in all areas are covered and is there is there uh I've been talking to other uh project uh uh even school districts we're starting to see it Trend down a little bit so uh also with the powers and sons being active on some other projects they're also seeing that and the big thing is getting a lot of bidders to the table that was critical and power of sons did that for us so on page 4 of 11 it says owner cost not included in GMP can you explain what that what those costs are yeah so we have what we call a hard cost and a soft cost a hard cost is a hard construction cost that powers and Sons will be doing and that's the 38 million uh the soft cost engineering fees also FF and e that's equipment Furniture those type of things that we purchase and every project has that so there are some other items as you see there that are over and above the hard cost I'm assuming those are those are not actual value those will be most of them are accurate that's our budget for those items okay thank you for that clarification thank you okay with no other questions uh Mr miles um could you update us on the resolution to confirm the lease and approve the bonds and related matters yes thank you madam president Dr Smith members of the board tonight as an informational item uh first and foremost we have our next step of uh the projects that we'll be undertaking at both of our middle schools the lecc and the new lecc over at Fort Bend this step is a resolution for the board to approve later this evening for a confirming lease between the Board of Education the school district and the building Corporation so it is an informational item before you tonight and again later this evening I'll bring it back for approval and along with us is Hannah clendenning of legal counsel from Barnes and Thornburg if there are any questions she would help us answer be held on that at least tonight so I don't know when you want to do that but that is supposed to happen tonight as well in order for all the approvals so other than that everything before you is pretty much just confirming everything that was discussed and presented at the last meeting in the meeting in November regarding the lease and then the resolution also authorizes the issuance of the bonds by the building Corporation in the max amount of 130 million any questions no good okay thank you so much all right so we'll move on to the next um pardon oh so again Mr miles the additional Appropriations thank you madam president Dr Smith once again members of the board um the next step of this process would be for the board again to approve an additional appropriation that would allow us to spend those dollars to construct those projects that we've discussed Belzer Middle School Fall Creek Valley Middle School the current LACC and the new lecc so before you you have that informational item again for that additional appropriation which I will bring back later this evening for a vote happy to answer any questions otherwise it's pretty straightforward so I I just want to um make sure I understand so we're talking about 130 million dollars and that's more than us we can we can bid out on a single project on a normal basis what's the limit on it on on a does this come from our referendum go ahead no it is not part of our referendum this is a separate project uh so the we'll have a new bond issue coming out uh later this year that will fund these um and so that is the 130 million dollar Bond project that we're talking about the additional appropriation is for 170 million which would just uh we always estimate that high not that we anticipate spending that that much on the project but in case there are overruns or in case there was something else we do have legal approval at this time to cover those so we wouldn't have to come back to the board for approval but that that's how that project is set up I think Madam president has asked you will we be below the threshold once we take those individual bonds out and the answer is yes okay we're not going to do 130 million dollars at one time that would yeah that sorry it will be divided up into increments and that's a separate presentation that Baker and Tilly would be able to do so this just gives us the authorization to do it but then it comes behind with a separate presentation for Baker intelligence so we're back to um using debt that's falling off the books correct good question Madam president all right thank you this will not affect our tax rate correct this this will happen with not without an increase in our taxes okay all right thank you I had I had a question um just the clarifying question for the public um just so I understand it correctly the middle schools will be the final phase of the Blue Ribbon project correct okay okay I just wanted to make sure um that I clarified that thank you thank you very much we appreciate you thank you all right Mr kuznick could you talk to us a little bit about our student Chromebook bids good evening madam Madam Dr Smith members of the board back on November 28th the board approved a RFP process for the purchase of new student Chromebooks we bring this to you every year as a reminder the district provides a Chromebook for every student enrolled in grades 2 through 12 and our current replacement cycle requires purchasing new Chromebooks every year or fifth and 9th grade students the chart before you is the bid results that we received on January 27th and you'll see that the best price is from ESI electronic strategies incorporated which I would note represents a 9.2 decrease actually in the unit price from the previous year right looking out this is looking out today correct later this evening I'll bring it back to you for recommended approval but I'll be recommending that the district purchases 3170 Dell Chromebooks from ESI for a total cost of one million two hundred and sixty five thousand four hundred ninety five dollars and seventy cents I present this as information at this time thank you any questions Borden I do have just one quick question and so I noticed here that there is covered by the four-year warranty versus a couple different things in terms of accidental damage if a student were to drop it and break the screen versus just things from the initial production of the manufacturer of the Chromebook through a combination of it curriculum resource fund and the emergency contact connectivity fund and it's this curriculum resource fund out of the education department I'll defer to Mr miles on that president is it from the state the same with the emergency commitment I'm sorry the emergency connectivity fund is actually a federal fund those are federal dollars that we were able to get as one time this year so that's why we're using those make sure we can fully use those those dollars Norm good question normally we would do a 50 50 split between a common school loan and a curricular resource fund for Mr acoustic okay we're back to uh Mr miles and our budget tax rate update thank you madam president members of the board Dr Smith before you uh you have our finalized budget for 2023 and we bring this every year in comparison to our previous year's budget so that the public and the board can see our actual previous year's budget versus our advertised budget which was presented last fall um which is what we asked for from the state and then once we get that uh final dollars and the budget back from the state of Indiana we bring back our final budget or actual budget which is what you see in the far right column um under actual budget the expected budget is sort of a more reasonable potential anticipation um that is less than the advertised budget so there's a few numbers that we work with that we want to make sure we're looking at so we're taking all things into consideration um so you can see there was an increase from 22 to 23 in the budget funds from about 217 million dollars to 221 million dollars on page one and then page two uh share shows our actual tax rates um once again actual versus advertised versus expected versus our our final actual for 23 and you will note on this that our actual tax rate has gone down uh from 22 to 23.

they're the same students so a big thing for me um to recognize the responsibilities that students have at home or other barriers that may prevent them from succeeding is that I've implemented a no homework policy and that's been the case for maybe the last two or three years and that's just so that students know and I'm very explicit with them uh you know if you come to school and you do the work and you participate in the activities that I ask you to participate in you know faithfully and diligently then you have done the work right it seems like patently unfair in my opinion to ask students to attend school for uh six seven hours a day and then go home and essentially work overtime right that's that that would be the the adult version of what we ask students to do when we ask them to do homework and so to address you know mental health uh and also as as several people have discussed you know the needs of the community uh you know and I know that some students literally have to to work you know after school um that's one of my Flagship things students don't do homework because as long as they show up they should be able to pay attention for an hour and really take advantage of the education that Independence has to offer them which is really quality as a someone who benefited from Eastside Union's educational myself I really just want to do my best to pass that forward to every student that walks through the doors of my classroom and the doors at uh Independence High School thank you considering what the next five to ten years may have in store for alum rocking Elementary School District why is it important to have experience in policy development sorry um as a teacher who plans on teaching for the next 25 years or so I've been I've been in the classroom for the last eight years I've been teaching at Independence for the last six um I think us teachers tend to have a very long-term view of things you know we're building a community and we understand that that doesn't take just one or two or even five years but instead it takes 10 20 and 30 years so I think uh it's important to to have policy development because these things are are such long time frames um with that being said though I will say that one issue that folks may have is certainly not uh Reinventing the wheel in the sense that uh we need to make new policy as opposed to looking around seeing what has worked whether it's in this District other districts um you know there are a ton of neighboring districts uh whether at the high school level or the you know K3 level where we can see what works and we can just copy that right uh and even though uh of course not all communities are the same it's also not fair to say that everyone has to have uh you know a different way of doing things or a special way of doing things but instead just looking at what brings various communities success and looking at those things and saying hey you know does that work for you guys can that work here and if it does why don't we just you know copy and do that right um yeah so uh teachers long-term thinking definitely uh just a part of where I'm at and knowing that I'm going to be here for a while and even though knowing that's what's driving me to even apply for this vacancy right why am I applying for the vacancy I'm thinking about my job and my work five ten years from now I can make it easier if I can come down and make sure that students have the abilities and knowledge to succeed once they reach high school thank you yep describe any experience you have that in the implement sorry about that describe any experience you have in the development and implementation of large-scale wide-reaching projects or initiatives that impact large communities at scale particularly from a financial perspective as a member of the school site Council which meets oh gosh I should know how often we meet I know we meet monthly I think it's like the first Tuesday of every month or something like that but I've been on School site Council for a couple years um and I think similar to the board we get to discuss you know some of the projects that teachers bring forth or students bring forth I think parents are eligible to bring forth as well but uh we just typically don't get that um and so with that uh you know in the council we get to approve uh or disapprove usually it's approved because there's so few um like suggestions for projects and things like that um things at the school level so this is not necessarily you know uh in Alum Rock the greater Alum Rock Community uh but Independence has a a student body of like 25 over the past few years 20 any anywhere between 2500 and 3 000 students so in my opinion uh that's a that's a pretty wide-reaching uh project um so yeah just for me it's being on the school side Council and going over the projects that that students teachers and parents may bring forth um with the council all right um so question number five is is there an acceptable amount of lead in the blood yes or no and here's the second component to it do you support sorry about that yeah uh give me a quick second I want to make sure I ask it same way of everyone and my writing I can't even understand it myself so hold on oh Andres it's under the scoring page so you can read it all I'm having trouble getting Wi-Fi so I'm scoring on paper but I will deal with that in between is there an acceptable level of lead in the blood yes or no do you support Alum Rock School District's support for the repurposing of Reed Hillview Airport sorry um is this the the switch of the question five that you were discussing yeah okay um sorry I was tracking way differently can you ask that one more time yeah don't worry is there an acceptable level of lead in the blood yes or no do you support Alum Rock School District's support for the repurposing of Reed Hillview Airport okay um okay so this is coming from uh a math teacher's background okay so this is not I'm not a chemist so when you ask uh is there an acceptable level of lead uh I would say I don't know how to answer that because you could tell me you might ask me is there an acceptable level of magnesium in my blood I would say I have no idea so with that being said to my knowledge I don't think there's supposed to be any lead uh in our blood um you know I would consult with a medical expert to uh I would defer to a medical expert to a doctor to tell me oh yeah is there supposed to be any light in my blood um you know I think lead paint has been outlawed for that reason I think because we're not supposed to have lead in our blood and sorry could you ask the second part again uh do you support Alum Rock School District's support for the repurposing of read Hillview artwork uh okay so I think this is tied to the lead um sorry like the presence of lead as a as a cause of the or from the uh airport um and if those two things are tied together then I would say I do um support the repurposing of land at Reed Hillview Airport especially as it pertains to being a source of lead in the blood for uh not just students but literally everybody who lives uh you know around the airport which is just down a Capitol Expressway right yeah thank you my turn uh the district did not do hold on no I'm on number six sorry about that the change of questions kind of threw me off okay number six what is your position on the cell or rental of District land uh I think it's important to uh I would say Never Say Never um I think as a math teacher I I try and look at every problem and approach it with a level of pragmatism so I would say you know if we look at the sale or rental of District land it's just a matter of pros and cons in my opinion um you know we always have to look at things through what will serve students best right like that's the first that's the first second and third thing that we have to think about uh as members of the board and so you know along that line of thinking I would say there's not much I would rule out um you know as it serves to if it serves to benefit these students and their performance and their ability to um you know take full advantage of the educational system here at Alum Rock and Eastside Union High School District um then we should consider it whatever that may be thank you uh let's see so so this quick uh hypothetical here so the district did not do the naval Visions in the state which is the pig map that fiscal management assistance team on the fhra report indicated that the district is at the high risk of insolvency and there has been a pattern of deficit spending how would you solve this problem again from a math teacher's perspective there's two ways in my opinion to solve this problem uh one is to cut spending and the other is to bring more money in um I know that I'm not saying this is a personal strength of mine but I know that one solution is is to get more money right and that's just through um private partnership and again just referring back to my last uh my last answer anything that serves to benefit the education of students to maximize their education um it just needs to be done right and so one you know we look at the spending we look at areas we can cut back in and I'm not even going to name any particular departments it's just something that you have to look at as a problem you look at everything every every single dollar that's being spent and you consider it very carefully and you weigh okay is this are these are these needs are these ones right um so the one way is to reduce the spending um and then the other way is hey let's reduce spending um and why don't we try bringing in more money right and that becomes a matter of okay well uh let's look at what we have around here all right whether that's businesses in the sense of uh you know Silicon Valley corporations or businesses in the sense of Alan Rock has a lot of you know mom and pop businesses right are we going to go uh are we going to approach those businesses and say Hey you know can you support the community how can you support the local school district uh and we go around and we try and drum up support from local establishments um then then we get it from there so carefully examine where we're spending money see if there's any ways we can reduce uh differentiate between wants and needs and then appeal to the Greater Community whether that's bigger corporations in Silicon Valley or mom and pop businesses and see how we can jump up support from them okay thank you yep our students teachers and families need support and Mental Health Resources now more than ever before what actions and approach to the community would you take as a member of the Board of Trustees to make sure that all of them receive the support that they need at uh Independence we actually have a mental health and wellness center and of course money is always always a Hot Topic right we can can never have enough of it right at us at a school um but you know I think I'm really proud of that Center even though I'm not like the guy who has founded it or anything but I know a lot of students get a lot of benefit from it every single day um and I would honestly as I mentioned before just seek to to see how we could copy that right if something's working and something's good how can we duplicate it um as far as uh like I mentioned before as a you know as a classroom teacher who runs my own classroom uh my thing is all right well students don't have homework right that's something I can do and make it fair and uh you know ease the burden of you know mental stress on students right um I would explore that you know talking to the Alum Rock Educators Association seeing you know is that something that's feasible is that something that any teachers would consider right um so from an Institutional level uh seeing what we can do to implement a mental health and wellness center right of course that involves uh finding counselors finding uh social workers uh finding other you know other folks involved in that whether that's interns uh whether that's members of community-based organizations um and others whatever the case may be finding pulling all those people together and creating something like that at Allen rocking Union School District um and then at a at a school level exploring with uh staff members like oh what can we do in classrooms to reduce uh you know the mental stress on our students and then you know them bringing that home and extending that stress throughout the family uh life I guess I think that concludes the eight questions thank you for taking the time we would suggest that you wait in the outside conference room until the next candidate okay thank you so much uh who was number the person this second first person can you tell Patricia who she needs to call she needs to call somebody the next person who is that do you okay yeah Department our next candidate is Ricardo Garcia thank you hey a new support member Department was having trouble with the internet okay you want to get started so he needs I'm sorry yes we can wait and it's not up um [Music] okay we just wanted to remind the candidate that you have eight questions just as uh also a reminder that the questions are there in front of you however question number five has been amended so I've been changed so you'll you'll see a shift in that question again there'll be a couple of eight questions you'll have two minutes there's a timing in front of you and the question will be rotated and board members are scoring your responses after each response thank you no I think you're gonna have to bring me a Chromebook [Music] great thanks so just let us know okay very much so thank you so much Ricardo uh so uh with that we will get started so trustee Chavez once again please go ahead and start the start off with the first question what experience do you have with the Ellen Rock Union School District Community with staff parents boards elected officials arusd meetings attended in the last 18 months what will you do to improve the relationship with various members of the Allen Rock Union School District Community to ensure Equitable input in decision making can you give us an example good evening thank you very much for this opportunity my name is Ricardo Garcia I'm a lifelong resident of this community and I am actually a product of McCollum and Shepherd schools and the reason I'm here is because of the wonderful teachers I had the the strong academic programs that I benefited from and the strong athletic teams that I was a member of over the last couple years I've been a frequent member of board meetings I've participated at numerous times mostly listening I'm a major stakeholder in this community I have two children two fourth graders in schools here in Alum Rock so I see firsthand um the the challenges that's why I'm here I think uh Staffing is one of the major challenges facing the district not only teachers but as this board vacancy shows uh leadership uh educational leadership I'm a teacher of 25 years mostly in high school the last four of them as summer school principal so I see firsthand that the need for for leadership and that's the the the major reason I'm here what would I do to improve relationships I think um you know I've been in this community for 50 years and my grant I wasn't born here but um this is where I I'm from I'm bilingual I'm a Spanish teacher and I want to give everybody a chance at the American dream that I've received okay thank you so moving on first so I'll ask this question uh how have you supported or contributed to restorative justice racial equity and ethnic studies to increase the support for the children in our district before and during this pandemic I've participated in a number of ways uh as as a parent I've contributed financially I've communicated the needs of fundraising of our of our local school to the various family members and community members and any chance I have I I talk to friends and family to to keep their kids in public education because this is this is really the tire meets the road I'm a big supporter of the after school sports programs at our homeschool Adelante I know that the coach is very uh on a first name basis and I see the important role that that Athletics for example it's you know one of the the program programmings is is very important especially after school you know during the the highest crime rate hours of the day that's when juvenile hall is is the most populated so the importance of of after school programming is is is crucial so um with I've participated in various fundraising campaigns as many initiatives as as we can readathons right and and I try to do the best I can to send my kids um so they're they're respectful they're contributing positive contribute members of of the school community and those are things that I've done to to uh provide an equity lens to to my community thank you considering what the next five to ten years may have in store for Ellen rocking Elementary School District why is it important to have experience in policy development we're we're facing for the first time in the last 30 years a native birth negative First rates in the whole state and then you know in the Bay Area and and Alum Rock we're losing a tremendous amount of students so you know our our number one resource is students um so we we really need to plan ahead we need to have that as a factor in in everyday decision making at this time uh decisions need to be uh made now that'll that'll uh affect the next five to ten years that'll retain teachers attract teachers that'll Bridge the the learning loss that has occurred over distance learning uh the last three years and that'll allow uh parents to send their kids to school knowing that hey there's there's somebody in charge this is the plan and I know that when I send my kid they're going to be safe so those are those are uh uh things that I think need to be considered when making policy for for the next several years thank you all right uh describe any any experience you have in the development and implementation of large-scale wide-reaching projects or initiatives that impact large communities at scale particularly from a financial perspective you know I I I've been Summer School principal the last uh several years and I'm in charge of uh everything from bus routes to feeding several 100 Kids uh twice a day and and hiring all the staff that that comes along with that um it's a tremendous budget uh and it takes uh several months just for for a two-month program it takes several months and and planning um so those are that's that's a major program I've I've taken on the last four years and this is this this is year five but everything from Staffing transportation uh the classes that are going to be taught the rollout of schedules um actually enrolling students because you don't have a you know full counseling staff at your disposal sometimes and and uh safe campus safety so that that's that's a large major program that I've over uh seen the last four years yes all right is there is there an acceptable level of lead in the blood yes or no do you support Alum Rock School District support for the repurposing uh Reed Hillview Airport I think this is a very important question there's a there's a lot of mixed uh messages uh coming out and I don't know at this time I really don't know um I think that uh student safety is number one I I do I have spoken to to several members on this this board and they were very passionate and then when they described what you know an airplane feels like coming down on a home I mean that it it was impactful I I knew that that I need to have an open mind to be honest with you um and and consider all options I am a team player um student students and teachers and Community is is my number one so I think that's that's what I would do I would I would listen to all the information and I I would not uh take make a decision [Music] by myself that's for sure what is your position on the cell or rental of District gland you know that's one of the things that we're not making any uh we're not making any more land you know and and it's really crucial that we that we plan five to ten years or even longer because we can potentially see an increase in in enrollment and we're not going to be able to to to purchase that land because we're not a basic Aid District the finances are going to be too expensive at that time and I think you need to look at uh put that at the very least possible option if if you can and and look at other alternatives to and because there's no other place otherwise you're going to be blessing students Great Lengths and they're not going to be part of the community so I I would I understand the the need for for a quick Financial turnout but I think that it would be one of the last possible Alternatives that should be used to generate income this is a hypothetical question uh the district did not do the May revisions and the state which is uh think math fiscal management assistant team on the fhra or fiscal health risk analysis report indicated that the district is at high risk of insolvency and there has been a pattern of deficit spending how would you solve this problem I think we need to get all the experts in one room and look at the numbers and and look at the non-negotiables you know uh academics after school sports programs programming after school and somehow we we need to to make it uh fiscally uh responsible so we could keep uh operating uh it's it's this is not a basic Aid District so so money is tight I I I know that but we need to uh I think uh look at other Alternatives we have we have a lot of of strong parents that that work in uh in the community that could come in and and provide support look at Grants look at uh one-time funds from the state um and and see where we could do better but it's it's not and it's that I think is tied with uh with teacher Staffing and retention on attraction so that that's that's one of your I think toughest challenges and as a board member I think thank you our students teachers and families need support on Mental Health Services now more than ever before what actions and approach to the community would you take as a member of the Board of Trustees to make sure that all of them receive the support they need one of the things I mentioned at the beginning was the importance of making sure that you know besides uh providing a sound education for for children we need to make sure that we can send our children to school that there's somebody in charge and that they're safe that that also involves you know providing uh sound wraparound Services mental social emotional support services that that can provide students all the necessary support that they need so they can succeed they can get an education and and have a fair chance so I think partnering with all your mental health agencies to to make sure that students uh have uh you know that they're 504 plans are being met they're special ed guidelines are being respected and followed and working with with uh with the educational leaders on at science and at the district double to making sure that that those things are taking place because we want to make sure that these marginalized communities are are being supported that concludes all the questions from the board we want to thank you for participating Mr Garcia and we ask you to wait in the outside conference our next candidate is Victoria oh hang on think we take a 10 minute the facility so since we're at the halfway point at this time uh I'd like to read yes the you know take a 10 minute reset you know uh to use the facilities and so forth like that so we'll uh we'll see we'll the board will reconvene here at 7 45 thank you oh yeah the board will be taking a 10 minute recess [Music] it was a new guest logger that really kind of formed me and I wasn't able to figure out I like that [Music] um okay [Music] and I remember yeah he's nice RV yeah three times um the Disney Stores I agree thank you okay because I remember when I was little and my parents would hear of actors or whoever founded in their website oh man and now it's just like oh my God confidence what do you mean you're not coming home you've been together for four years and there's only three together so it's like uh thank you I have two sons and I have a granddaughter Sandra let's just hope we're gonna go back to the 3M you guys are also going to have a lot of explainers okay but there was one night when I was dating somebody else he was actually a police officer her friends no and he was like where you at and I was like I'm at a board meeting and then you attacked me like an hour and a half later the board meeting and so like I said it's free you know it was during the Patty water era yeah yeah I was the guest I would be here in by whatever I found the same thing Fresno here I picked up my phone I deleted it information I learned you don't think anymore um my sisters living in Hawaii oh it's now 7 45 a year returning to a zooming Open session at this time uh so with that Mr Cerna we've concluded interviewing Mr Garcia so we will be interviewing the third candidate at this time correct our next applicant is Victoria partida foreign welcome um as we indicated earlier uh the board will be asking you a total of eight questions those questions are right in front of you there with the exception of one and we've made some shifting on one of those questions um each question you'll have two minutes to respond the clock is right in front of you there will help you measure your timing on these questions okay all right let's begin okay so with that uh thank you so much and we will start the interview so press the uh if you could again start with the first question what experience do you have with the Allen mark Union School District Community with staff parents award elected officials arusd meetings and in the last 18 months what will you do to improve the relationship with various members of the alarmont Community School District Community to ensure Equitable input in decision making can you give me an example yes so thank you for the question good evening um so I am currently a volunteer with the Tropicana Lanai neighborhood association where we work uh closely with the Hubbard Elementary School uh a resource center where we have our monthly meetings um so there we try to engage the community members um so that they participate actively and civically in a neighborhood beautification and you know the surrounding area of the school um I did work uh very closely with uh council member Mayas parsa where I had the opportunity to work with um truste Quintero in establishing our first Park in the neighborhood so it would be our Mariposa Park in the corner of Havana in Midfield um and I have had the chance to talk to uh as the Corina in occasions through my work functions and um and for the ones that I have not had the opportunity to meet I'm always very open to any kind of input and making sure that we're able to collaborate um and whatever is needed to better the uh the you know the life for the for the children and the families and the um the uh the teachers and I uh make sure that we have input from the community by constantly communicating with the residents um and the parents of those that come to our meetings thank you so I will ask the next question uh how have you supported or contributed to restorative justice racial equity and ethnic studies to increase the support for the children in our district before and during this pandemic so again my involvement in my community I have been working with the residents of the community to ensure that they received Services due to the covert pandemic so that they can um have a better well-being one example that I can think about is making sure that they had access to vaccination sites so working with the various Community Based organizations so that they could get vaccinated um foreign specific I was able to work with again Hubbard Elementary to have a drive-by helmet a helmet giveaway for the students during the pandemic this year we had a bike event where we were able to buy a raffle off a couple of bikes for the students to promote physical activity thank you considering what the next five to ten years may have in store for arusd why is it important to have experience in policy development I feel that a lot of the um decisions are made through a policy lens um and just knowing how to better how policy functions and the way that benefits our students is important um and because those policies won't we won't be able to see their the information until a couple of years I think it's important that we understand how policy affects um not only students but also the community surrounding it describe any experience you have in the development and implementation of large-scale wide-reaching projects or initiatives that have that impact large communities at scale particularly from a financial perspective um so my again my my involvement with the Tropicana Lanai neighborhood association we worked I worked very closely with various City departments at the city of San Jose which included the council member Parks and Recreation the art Department to establish a mural the park itself will be just a little bit over a million dollars 1.5 million um and my role was to collaborate uh with all these various stakeholders and make sure that we engage the community in the way that it was uh representative so we were involved in having Community engagements to make sure that the mural that was painted on the wall uh reflected what the community wanted when we came to the naming of the park we went above and beyond I think um in addition to what the Parks and Recreation did wanted to do which was they want to do a survey online and we know that in our community there's a digital divide and many of the parents and students don't have access to anyone else so we organized the neighbors to uh go door knocking and actually get input at the at the houses of names of the that could be potentially for the park and that Park won't be named Mariposa Park all right um question number five is there an acceptable level of lead in the blood yes or no do you support Alum Rock School District's support for the repurposing of retailer there isn't a safe level of lead in the blood yeah sorry um do you support Alum Rock School District's support for the repurposing of Reed Hillview Airport I do support as long as we have Community input I think engagement of the community to me is very important I think um we have to continue to include the community and any major decisions um so as long as we are able to have that input from the community I am and support thank you what is your position on the sell or rental of District land thank you I think we're now land is very important I think um before we choose to uh before we choose to sell anything I think that we need to work with our current partners and seeing better ways to repurpose um the land that is not being utilized or underutilized um so I I don't I wouldn't support the selling of land okay this is a hypothetical question uh the district did not do the main revisions in the state which is the fiscal the management assistance team on the fhra or fiscal health risk analysis report indicated that the district is at high risk of insolvency and there has been a pattern of deficit spending how would you solve this problem I would start by looking at what we have spent and look to see if there has been any patterns um and starting to see if we can mitigate some of those patterns and um address some of those deficits um yeah I think I mean I think that's how I would start I don't know if it I would hope that it would start the process of solving um the situation but definitely just really looking at where we're at and where we have been in the past is something that I I would want to understand more about our students Institute now more than ever before what actions and approach to the community would you take as a member of the Board of Trustees to make sure that all of them receive the support they need um I think looking at currently what is being provided to our students is important I think working with our local cbos currently is something that I would definitely be in support of um I think looking within the community what we already have is also something that is very important and I think a lot of the times it gets undermined um so definitely highlighting you know cbos that are already there and then a lot of the times we would we need to go to the community because people know what they need best so definitely um working more uh within the community thank you miss partue that concludes the questions and if you'll wait outside in the conference room and we'll be back with you in a little bit thank you at last applicant with Andrea Flores foreign thank you for joining us again this evening as we indicated earlier the board will be asking a series of questions a total of eight they'll be rotated amongst the board members those questions are in front of you with the exception of the fifth question there's a slight modification or addition to that question so um you'll see that so with that um you'll have two minutes to respond to each question there's a Time clock right in front of you and begin thank you Miss Laura Shelton uh so with that we'll you know trusty Shades and he would start the questioning with number one what experience do you have with the Alum Rock Union School District Community with staff parents board boards elected officials arusd meetings attended in the last 18 months what will you do to improve the relationship with the various members of the Alan walk Union School District Community to ensure Equitable input and decision making can you give me an example thank you trustee Chavez and thank you members of the Board of Trustees of Alum Rock Union it's a privilege to be in front of you this evening um my experience with the arusd community in the last 18 months has been I've been involved in the facilities committee where we've been looking at the community school model really interested in seeing how the Community Schools um can really be a launching point for the next almost 50 years of um of really what a new sort of pedagogy could be for this District looking at the environment and the spaces that are children and families would call their neighborhood school um it's it's just been an enlightening process to be a part of where the state is going the funds that the state is putting towards these in all of our public institutions um Statewide but really what the vision that has been I'm guessing has been really called out by your board and your superintendent and your Administration to really put Alum Rock at the Forefront of what that vision would be for Community Schools I know neighborhood schools are the Hub of the east side and how we can modernize them make them more relevant for the social emotional needs of our children in this post-pandemic pandemic era I think is going to be very critical so um being a part of the community school development model as well as more recently with the workforce housing um lmrock Union is an anchor institution and being able to invest those dollars back into our community I think is going to be a real game changer um for East San Jose I've been involved that way for the last 18 months ultimate time okay thank you uh so I'll ask the next question uh how have you supported or contributed to or restorative justice uh racial equity and ethnic studies to increase the support for the children in our district before and during this pandemic thank you for the question trustee mint um in fam um so so um two ways I want to answer that is um during the pandemic I served as the the city of San Jose's Emergency Operations Center food distribution operations lead I was we supported the whole County um but we prioritized food security for our most vulnerable communities um Alum Rock being one of them and we were deep in partnership with Alum Rock um with that and I think that was bringing a racial Equity lens um to the work and the money that we were drawing down from the federal government um I lead with a racial Equity lens with most of the work that I do um you know as a I will say as a privileged white Latina um I want to acknowledge um you know the white privilege that I have but I also believe that I know where I come from um I have uh Chicano father um an irish-american mother um we are diverse and that is part of the um the values that I have for this community I know we uphold diversity but we also have to acknowledge that there is systemic racism that unfortunately persists today and so I would bring that racial Equity lens to all of the decisions that I make with you all and ensure that we understand who's benefiting and who's harming from from the decisions we make um quickly uh also from a restorative justice practice um I'm very familiar with restorative justice practice for our young people I was very much a part of trying to roll back suspensions and expulsions and giving alternatives to young people so that they can successfully um attain their education and not just be moved around and pushed around but be successful um both academically and um socially thank you considering what the next five to ten years may have in store for arusd why is it important to have experience in policy development thank you trustee um so there are roles and responsibilities in any school district the superintendent has her role with the administration teachers um thankfully are in charge of our our kids in the classroom and then the board really is looking at things from a system and policy perspective um I I believe that again the the bond monies that are coming into this community really really need to be looked up from do we have all the policies in place do we have all the right practices in place whether it's procurement or contracts um kind of the unsexy stuff of being um you know on a school district given my experience over 2012 2013 and 2014 when I sat on this board um if better policies and practices had been in place I think we could have prevented some of the um unfortunate outcomes and so it is imperative that for the next five years we ensure that the policies and systems are in place so that we have transparency we have accountability and that we know that the funds that our taxpayers are investing in this community go to the right place for the right reasons and that we can hold ourselves accountable to that thank you describe any experience you have in the development and implementation of large-scale wide-reaching projects or initiatives that impact large communities at scale particularly from a financial perspective thank you um two that'll hit on um so in my um professional I'm career right now I do have um oversight of what was once called the mayor's gain prevention task force it's now called the San Jose Youth Empowerment Alliance and it is a large-scale collective impact model where we're working with Partners um not just on the law enforcement in but at the health sector the educational sector um and the employment sector and you know we serve over 5 000 young people a year directly but indirectly we are trying to impact the city of San Jose's children which is roughly about two hundred thousand young people um so again using public dollars I take that very seriously and ensure that it's based on best practices authentic Community engagement um really listening and understanding the needs of our young people this is a youth violence prevention initiative that has success fully gone on for over 30 years we used to have a um a gang problem in this city we still have families that are struggling with the Gang Lifestyle but we have now moved into understanding that we don't want to label our young people we want to ensure that they are um healthy on the inside and out and so I have been very involved in sort of moving that model and making sure that we're impacting um young people and families and meeting them um where they're at just really quickly the second thing I wanted to mention was when I was on the school board here um the local control funding formula was just rolling out from the state and I wanted to make sure that um we I heard from the community and I worked with different partners in Mayfair and other places and that's when we started having more parent engagement in the schools and we put the money right back into the community based on what we heard from the community question five is there an acceptable level of lead in the blood yes or no there's a second component to the question do you support Alum Rock School District support for the repurposing of retail Europe okay that's not on this paper you threw me off there sorry can you restate that one more time is there an acceptable level of lead in the blood that's the first part yes or no no [Laughter] [Music] for the repurposing of retail view airport 100 yes um I think uh actually my office on Mondays is at Hank Lopez Community Center and whether it's you know the plane that crashed nearby a couple weeks ago um I am deeply concerned about today and tomorrow um but I remember being a little girl in the plane flying into ferals at Eastridge I mean it just um there are so many needs so many opportunities um for that land that I think can be a win-win for um the variety of communities and stakeholders that feel that um that airport was there first or you know all the different viewpoints on that um but I think again neighborhoods should come first um and with Meyer being right there um I think it is detrimental to those children and families um to have um Aviation uh frankly LED or or not um in a com in a in a community such as ours that so um crowded and impacted and um we could use it for so many so many different alternatives what is your position on the cell or rental of District land well we know that land is um King right in in Santa Clara Valley in this in San Jose um I think we need to be very cautious and understanding how that land value can be used for the betterment of our schools long term um so I don't have a position uh at this point on lease or cell or but I think it needs to be understood as to why like why why would be why would we be making a move one way or the other um and how does any of the revenue that um would be incurred from that decision how does it um how does it again either support the bottom line or how does it get invested back into our classroom salaries and into this ability stability and solvency of this District thank you okay this is a hypothetical question so these aren't on here anymore no no no okay it's still on okay only only the fifth question was okay yeah so uh so the the hypothetical in question seven is uh the district did not do that may revisions and the state which is Big Mac fiscal management assistance team on the uh fhra fiscal health risk analysis report indicated that the district is at high risk of insolvency and there has been a pattern of deficit spending how would you solve this problem this sounds familiar [Laughter] um it's hypothetical because it doesn't sound recently like you know you're not you're not in this state right now but it does sound a little familiar um so how would um we work to solve this problem um there's several several steps um one of them would be understanding um sort of again sort of where the pattern of deficit spending had been and why um also understanding um sort of you know what are the profit and loss statements I mean we're we're dealing with um year over year enrollment decline right so having to understand where that's happening and why um but also wanting to make sure that we have to have three years of um stable budgets right to get out of this sort of If This Were to you know repeat that disaster so you have to make short-term hard decisions as well as plan for the future um so a lot of times you know the easy decisions well they may have short-term benefits they don't solve long-term problems so this was this would really be about a lot of communication and Community engagement to to help educate the community on why the insolvency look at problem solving together um and just do a lot of Education internally and externally on how to how to reduce the deficit spending and look at long-term sustainability it's a really it's a tough one but it wouldn't really take all the stakeholders at the table to work on a plan and um that I think could get the buy-in as well as get us out of insolvency thank you our students teachers and families need support and Mental Health Resources now more than ever before what actions and approach to the community would you take as a member of the Board of Trustees to make sure that all of them receive the support they need thank you I know um this Administration and this board has been really committed to the well-being of all the children of Alum Rock and has been really creative in trying to bring back counselors but really there is um that's not you know the district's expert expertise that expertise really relies along with the county um with the um also the fqhcs right the the all of the partners that really bring this sort of expertise to bear um but what we do have is the ability to sort of whether it's leveraging state funds bringing that down um and making sure that our schools have the space to provide those if we can leverage and bring those services in how can we make it a seamless opportunity for our young people instead of saying okay go down you know downtown and go to this appointment we need to make this um um again seamless as well as to reduce the stigma you know kind of Bring It On Campus make sure that it's a whole family opportunity um but we also know there is a there isn't a pipeline for clinicians and we need to figure out how to partner with the folks that we rely on to bring Mental Health Resources how do we um we think about Workforce Development we need to start working with whether it's community colleges and this is just system-wide how do we promote um uh Mental Health employment right because the need is great and we don't have um folks really able to take the jobs even if they were there so it's again it's short-term long-term I think it's both an environmental issue or Workforce issue and really being open to making sure that we're prioritizing our reset resources to make that a priority for our families thank you again for participating this evening the board will now go through the process of making sure their scores have been submitted and they'll be calculated and they'll be presented in a short period of time so if you'd like to wait out with the other candidates uh we'll call you all back in a few minutes foreign as I indicated to the candidates if um hoping that the board members have submitted your scores IP right now will and I look forward to if I haven't yet uh working with you in the near future we know today is not the last day you know um or opportunity to sit on our board so um you know I know we only have one seat open and you know but many in the future so I look forward to working with all of you in the near future thank you who came to support them um and whoever gets it good luck and also welcome that's it thank you so what then I'll just wrap up uh just to thank all the candidates who came out tonight that put their names in consideration uh what is it this is sort of like local democracy and it's uh finest in many ways uh you know uh it takes courage to kind of get out of one's comfort zone and uh you know put yourselves in public scrutiny and so uh trust me I I know how it feels too so uh I appreciate you know all your efforts in in uh making the commitment to be here tonight so with that Mr Cerna uh do we have the results okay and I think Daniel was just waiting for my high sign to go ahead and display the the results of your scores so thank you at least do you mind reading because some of us including myself um okay yes I can see uh flandria Flora Shelton uh 150 points 67 points Ricardo Garcia 73 points and Victoria partida 103 points so so is there a motion for members of the board the motion to appoint Andrea Flores Shelton as our next Board of trustee for the Allen rocking Elementary School District I think that's the vice president foreign so uh uh all those in favor uh say uh I I okay so uh all those opposed okay uh seeing that the voters uh four to zero the board of points uh and Maria or shelves into the vacancy congratulations to the Florida shelter okay oh hang on just does someone sworn in first or how does this work can we swear you can we can do it tonight do you want to do it during the meeting in next week oh no and let's get to it we have meetings to schedule yeah okay see no further yeah because next week uh the meeting at 8 32 pm thank you because I don't think the teacher shortage is going to go anywhere well we'll find out when we get there yeah yeah I mean they've really they keep standing there a lot yeah yeah do they okay all right because I think that's important you know yeah just a lot tomorrow yeah but the bills that we've been very interested in sponsoring in DuPage County are moving forward and look forward which is a good flexibility in bus transportation during the school day and the recalculation of graduation rates so that we aren't penalized for students to continue in our transition Center we just talked about you know both of those are being the bus bills being carried by Senator Curran who was you know our senator from our representative from this area and then the graduation rates is uh Representative Costa Howard is carrying that so our direct representatives from District 99 are caring those those bills okay excellent thank you all right um how about uh sacid oh uh Santa's proposed program vision for school year 23 24 as well as the updated referral process were shared with the district special ed administrators on Friday February 17th however only five districts attended therefore the opportunities to discuss and collaborate on the proposed changes will occur via video meeting for district administrators the first week of March the concerns of Transportation distance classroom Logistics and Staffing will be reviewed or considered as part of The Proposal it will obviously be important to provide education and explanation to the parents about benefits and concerns of any proposed changes thank you questions all right and uh Terry our Education Foundation yes uh we we did an audit and everything was copacetic on that the grants as you can see we uh we did a grant this evening and uh issued that um we're talking about what we can do for the 100th anniversary it's just some different things so you know I think Dr thiely's going to give us maybe some ideas on what we can do as part of that because that's that's a big deal yeah we've been around 100 years so so that's because I keep telling people only 200 once yeah yeah yeah and I can barely remember that what was your third year on the term yeah third term on the board yeah yeah it was just the beginning um and also uh we're um talking about ways that we can raise funds for a scholarship in um Mark McDonald's name and I don't know if you folks remember Mark McDonald but he was a superintendent here before Dr thaley and um he was really a super guy and and um uh gone way too young so um you know if anybody would like to donate into that we will take donations into the scholarship fund for students in his name and we kind of want to tie it to um the um the kids and the younger thing going to the um oh my my mind is attainable Futures yes attainable Futures because that was that was something that was uh pretty near and dear to his heart and he uh kind of saved that program so we thought if we could tie in somewhere with that would be a really good thing and um and that and then um as I was talking with uh Dr Thiele earlier the incubator class how we can still support that but maybe not uh financially as much so we're going to be brainstorming on that but that's what we've been doing in the foundation so they work and as always people want to donate just go to the absolutely absolutely it's there and I believe that there's a link um on the District 99 website that goes to to our but their website's super easy it's d99ef.org yeah yeah yeah so it's it's very easy and we do take credit cards and you just you know one of the things we approved tonight was a two thousand dollar grant grant that we uh and we do that uh I believe our next uh um teacher Grant application is due uh April 1st I believe and so teachers can be sure and put uh their requests in because um that's the only way you're going to get funds is By Request yeah yeah yeah so thank you Terry we're not going to knock on your door and uh Illinois Association of school boards ISB Chris I think I need a report but we got our new uh 2023 constitutions and positions pretty good take a look at those okay okay and uh we have some upcoming meetings March 6th we have our Workshop meeting at 6 30.

seven it was from seven to nine I had 6 15. clearly I was sweet can we can we do something shorter do we want to shorten the time guys that's a long time 90 minutes is what we did it depends how long any individual person wants to chat because some people like to talk for a long time and some and we want everyone to have their voice heard but okay but is that good for everybody will people be able to submit questions sure sure okay live so they don't have to physically no present no no if they submit something like do we have a some kind of a mechanism or portal are you asking for questions to be submitted ahead of time or questions to be submitted during the live stream oh either why not so we can monitor online we would just want to make sure we're monitoring it so it's not like an open Zoom okay so someone can monitor the chat and that's the thing that we can do now we just saw somebody just has to be assigned to that job so I'm sure that that can get worked out um I don't think we will get a ton of questions that it will be yeah Ali's gonna monitor it she said she would okay so so all right no you can't respond no we can respond Ally can't respond in chat no but you do want a mechanism for people to submit questions ahead of that evening or you don't yes sure right I I think that any and all questions and ways that we have the ability to capture we should if the goal is to actually communicate um I I like that concept I do too and this is a community circle is that correct yep that's what you want it yeah sure it might be an oval whatever it is we'll all be in the same place in the okay all right let's go on 7.1 consent agenda are there any questions on the consent agenda all right can I have a motion to approve the consent agenda and make a motion to approve all items under consent including minutes from the Board of Education meeting on February 1st 2023 and from February 6 2023 open and close session and to acknowledge the foia request received by the district second Mr Doyle I miss Swanson aye Mr Cerrone aye Ms simultan aye Mr Gatewood hi Miss Johnson aye Mr Plover hi motion passes 7-0 okay item 8.1 is an informational item regarding High School social studies materials Mr stalkers yes uh is there an online version of that book yes yes yeah I was gonna say it's a must now right how are you good good thank you thank you for being here Dan nope do you want to borrow my glasses can you hear me now hey look at that all right uh I'm going to be presenting three new resources for high school social studies look over here as you can see up here there's a process we go about selecting a resource of course the first thing we need to do is determine the need for the resource and The Many Items up there on there include creating a budget all the way down to seeking board approval tonight one of the items we of course look for is one of the middle middle points there is the process we use here in sd308 to select materials based on our own criteria the criteria here that we first and foremost need look at state standards and state standards are continually evolving right and we need to make sure we're staying up to date on those State Standards one of the important things we look at is the alignment with sd308 Equity statements and we look at all different types of diverse points of view from diversity student choice you name it on this and we look at kind of all gamuts the student Choice aspect is and is going to be a big theme throughout tonight especially when we talk about inquiry and we'll get into that here in just a second but we find it really important to engage students in the content and we're we're always looking to find a way for that to be involve our students in the material one of the things here as well is the ease of differentiation it's easy to think about general education students but we also need to make sure we're identifying other students that are that are also going to have the content and this goes for students uh with IEPs or English language Learners uh and it's important for us to to realize that and make sure we're supporting those students and the content resources we're looking for have whole group small group independent work and other activities as well and of course as I mentioned before the focus on inquiry inquiry and I'll say this here for people at home as well it's really active learning it's posing questions uh problems or scenarios and allows students to engage in the content if you have traditional learning it's really the teacher presenting facts and the students there kind of just trying to absorb the facts as best they can with inquiry we're really trying to engage student and have them answer some questions about the content itself and what are they interested in specifically related to that content so that's a big aspect of all the things we do here in sd308 with the criteria is really looking for a student or that focus on inquiry to engage students in the content a couple other items on here too is technology is one of those items here as well and then of course it's student and teacher friendly some of the textbooks we've looked at they had great material in there but they weren't really engaging or student or teacher friendly for use and that's something the the the committee kind of looked at as well Oops why do we need new resources the first one contemporary human geography and I've linked the course descriptions at the bottom because if you remember in the fall I presented this as a new course for us this will replace modern world history for all 9th grade students and you can check out the course description for that there if you need be so we'll obviously need a resource for that for that course there Civics and U.S history the last time that that textbook was adopted or was 2004.

you can't have successful Seasons like this especially back to back without uh our Administration in the amount of support they give us Mr Derulo Mr marcinic and all the administrators at the high school um yeah it definitely takes a tribe you know and uh so with our school our parents you know they do a lot for our team um I do want to recognize our individual uh if I can state champions and place winners uh we had four individual state champions this year we had um same 160 pounds Sammy going 182 pounds Orlando Cruise 170 pounds Cody Goodwin and then 220 pounds Will Clark um out of the 11 wrestlers we took the state nine of them placed um we finished the tournament every wrestler won their placement match which means no one no one left who's in their last match which is a pretty good feeling uh a pretty great accomplishment because it's hard to win that last match um Logan Haney took seventh place at 106 pounds um Gavin gendras took fifth place at 113 pounds [Applause] Logan Frazier took third place at 126 pounds Anthony ball took third place at 145 pounds to our lamp and then um Paul Clark took third place at heavyweight and then we also had two more State qualifiers we had Sunny Sessa and Griffin van Tito and once again I just want to I want to thank our our parents thank my coaches and all these amazing wrestlers they did a fantastic job we asked a lot of them and Logan Frazier is going to Virginia Tech and then I know Anthony White is looking in he hasn't committed to a school but he uh we're working on getting him out out to a college he's definitely capable um this senior class is incredible um I don't have the the stats I posted right before state but these guys have won two state titles as a team they've taken fourth they've been runner-ups um our seniors alone have I want to say they have 17 or 18 um medals from the state finals which is incredible I don't think they've lost a duel in the last two years um I don't know if they've ever lost a home duel um so pretty incredible four-time conference Champions three-time semi-state champions so pretty uh pretty uh big shoes to fill but um I just want to recognize our seniors and say thank you guys [Applause] so yeah thank you all right guys out this way thank you very much thank you again [Music] okay they're all stuck it's really collection all right moving on with tonight's agenda item three patrons registered to comment on educational issues we have one this evening uh before I read his name uh just to remind you three minutes uh on whatever topic you'd like to speak about regarding educational issues Mr Smith will be our timer when you get to the mic I just need you to name address full address so that we have it for the records uh and if with that we only have one this evening here on the list Kyle Wilbanks they say that right yeah okay Kyle before you begin I'll try to give you a warning at 30 seconds just so not okay okay greetings my name is Kyle Wilbanks I live at 837 Schilling Drive in Crown Point um and I wanted to talk today about the district from the schools um as we watch the news and we look forward to what's going on within the school district around Point uh there's lots of calls for transparency both in elected officials government municipals Police Department I'm not seeing a lot of that transparency with what's going on with the redistrictions I've been to the last couple meetings I've had the opportunities to watch them on your website um moving forward with it is is that I you guys did post when your guys's schedule for what everything was going to be done when the decisions were going to be made and everything like that but I have not been aware or I thought that transparently wise would be a good idea to publish some of the findings that the gentleman or the Doctor Who you guys hired to conduct the study so that the residents School parents can have an opportunity to review that also I learned at the last coffee meeting with Dr Terrell that the board is going to vote on their school registration without letting the parents know what see my opinion that's not true you know they also call for accountability you're going to sit up there and represent the people that elected you to sit here and make these decisions I feel that we need to be accountable the decisions that you guys make and nobody in this room maybe somebody else does but I have not heard of what the degree district is going to be and that the redistration once it's voted upon will be published tomorrow is that correct okay so like that's what I heard so we'll just go with that so basing that I don't have any information on what the school each school district is going to be and the lack of transparency is I'm going to go off of what I've heard is where my children are going to go to school it appears that my children were possibly being where I live will go to Douglas MacArthur and with the current stats that I pulled and actually you know what I'll start out this way my concern which was brought up in the last meeting is not that my children will have to write a new school bus or that my kids will have to make new friends or that it may be an inconvenience for me my thought is on the education for my children okay obviously I understand somebody always has to be number one somebody always has to be last when you take children from the number one or numbers to elementary school in the town and possibly move them to the number sixth one I start to have a little bit of questions that I need to ask some of the statistics that I found is that obviously Douglas MacArthur has 10 students 10 students per teacher their math is at 60 proficiency and the reading is at 64.

that's important item to note and uh so when our taxpayers see that they'll know that uh you know we're we're actually doing things to cons to bring that rate down here at the district uh from the dollars that equate uh from those tax rates are on page three this is our actual Levy dollars and you can see an increase there and that is and so we've got an increase in money that we're going to bring in despite the reduced tax rate that is because the increased uh assessed valuation this year that we've seen across the state any questions I just have one um just thinking of it from the lens of personal finance as a taxpayer so when the taxpayers get their bill the percentage will go down but don't expect the dollar amount correct to because the assessed value is going up is that correct that would be correct okay thank you I just wanted to make sure the way the math works is that is absolutely correct so if someone's taxes go up that's not because of us okay so then we shall move on to our financial update thank you Mr miles you're welcome thank you madam president Dr Smith members of the board uh is the next item we present our January general fund uh report as of January 31 and obviously just one month into the year but we are show this trend month over month and we'll continue to do so uh throughout the year you will note um things are well within within expectations at this point obviously it's early on um but we will continue again to update this throughout the year there were two which we do show for ease of reference our kind of our green checks or hey things are where we want them to be or our red check to say this is something we're going to watch so you do see a couple of those on there really that's a function of just some just some Peaks and valleys in the in the cycle of when we pay bills and when things come in so not unexpected um but but you know again something we will certainly keep an eye on there in the general fund and you'll see a similar Trend in the transportation fund um things are well within our expectations and and trending where we would like to see them at this time foreign I have I remember the years we've came to the meetings that we didn't have any good news so I appreciate all the work everyone on staff has done too stay within our budget thank you okay this uh brings us to um our committee board chair reports uh Miss Norman can you report on the foundation for us um Mrs Lawrence feel free to jump in if I miss something as a newbie um so the latest updates I have thank you madam president are at the end of January Lawrence Township classrooms had been awarded twenty two thousand dollars for 34 mini grants so that was something to celebrate then more than 230 scholarship applications have been submitted by this Ballroom due to overwhelming response registration will close on Wednesday March 1st so if you haven't registered go ahead and register and that's what I have thank you thank you so much I do have one thing to add the silent auction is now open for the foundation um so if and I don't believe you have to actually purchase a ticket to the gala in order to bid where do we find that I believe it is available on the on the Lawrence Township School Foundation website msdltf.org I was gonna have to Google it well done well done excellent I think school board has a basket on there I think I'm not sure okay um okay and Parks and Recreation I can come back to you Miss Dunn um is there anything new on the policy front when it comes to attend the Indiana State School Board Association their legislative day and so is really excited to hear about the budget and the possible increases that we may see and so also very excited to see that School Board elections will remain nonpartisan and so I think that that's exceptional news but nothing else from the policy front correct thank you very much and thank you for attending that for us I appreciate that all right Parks and Recreation Miss Puckett um I'm sorry that's okay I apologize it's okay that's why we're a team um so the one I guess big update since the last meeting was the ribbon cutting for the Heartland film festival at the sterret center that is exciting for Lawrence that is great for Lawrence okay and then do you have any updates for the um Indiana School Board Association not at this time okay Madam president okay thank you thank you Miss Lawrence all right so we'll move on to our action items um let me just we're gonna have uh that'll be here okay all right so action item 4.1 Mr Smith approval of Belzer Middle School renovation bids and president members of the board Dr Smith it is a recommendation to the board to approve the bids GMP to powers and Sun uh contract for the Belzer Middle School renovation as
