it's still a bidet process so okay there's two two um bid opportunities each year in February um but it's March 14th but it's February it comes out February 60 of the capacity in August 40 of the capacity that's allowed for each year so you do have that ability where it doesn't all have to line up you know at one time they make something may happen whatever that's how they're doing it this year that's for the next eight years so would we be better served letting the z-rex we have expire and just apply for an unrest if we're gonna do you know the same project let's say we're going to do a solo carport is there any value in the in that Z rack right now are you okay so at there's a lot of projects out there that are have missed their their uh start date yeah well I mean we could renew ours but you know we're not going to need our start date you okay you can extend it up to a year it automatically terminates after a year unless you're extended but you'll never get that year back so you essentially have a 14-year contract over a year behind got it yeah yeah so I call it the day rate yeah so the minute that permission outbreak date heads to April 1st yeah on April 2nd you have now 14 years 364 days production to get reimbursed on what's the what's the nres megawatt incentive right now because what we probably got it 90 bucks that was the other thing is I would say let's look at the rate versus what I have what you do and say you know because I think they were I think we did too they were probably both the small Z rack under 100 so it would have been set at a rate of I'll take a guess somewhere between 80 and 100 when that when it phased out it's a small one right yeah so the number's set it's not to fit into it you could probably look at so now the small Z Rick is up to 200.

so that's the reason why um at this point want to make sure that boy is aware of that at this point we do have some of the commitments um for the fund balance as you will see here for um the 2223 um second interim so we have the purse increases that some of the ink cost um that we do have to um accrue for those and then we also have some of the stirs increases as well um there's also the schools that carry over about one million dollars some technology set aside for Eric and his team um that's about 2.4 million dollars and um there are some other projects that we have anticipated at this point so there are the uh facilities projects um and as well as some of the facilities escalation we do know that things are going they're more expensive at this point so we do have set aside money for that and I know this is a little bit small but this is the pandemic funding summary so we have a slide here to show you so overall in some of the funding we are projected to receive about 227 million dollars and of today we have spent almost uh 100 million dollars at this point we still have a balance about 132 million dollars and some of the projects that are still um in the works as well I know Pat is working on with her team diligently and some of the HVAC upgrades as those were part of the plan to do some of the work and so those are being planned and I think they're coming in already some of the schools already have contractors ready to work on them during spring break I believe so we're very excited about that so that was the intent for the extra money to be able to upgrade some of the um the air quality in the classrooms as well so we're using some of the money for that as well so at this point um tonight we are bringing um tubor with a positive certification that means we are able to meet our current year and our next two years of obligation and we're actually showing you for the next three years that we will be balanced at this point um in May we'll be receiving the main revised but I do want to caution at that point those are those numbers are not going to be um the numbers we are going to be getting those are just going to be very very projected numbers and so we really have to wait until probably like November or some at that point to get those numbers at that point um but we will be bringing um our budget to the board in June and uh with the the um board adopt the lcap in the budget on June 15th so that's our current goal off um for now and I'm now happy to answer any questions that you may have regarding the second intern report anybody have any questions yes just a comment um for those who might be scratching their head and saying wait a minute we we just talked about having funds and we're building and then we're talking about you know declining enrollment can you just kind of give a brief synopsis about that the different funding sources that we have one-time money versus ongoing money perfect perfect yes so for example right now all the the different amazing weather you've seen that Patty and her team has done those are mostly generated from the bond dollars that the voters approved for measure H and so those have to be spent according to the the Hollywood's past back um at that point and so as you can see that and Patty and her team has also gone out for State fundings those are State matching funds and those dollars have to be spent on facility relay projects right so those are extremely important that we do understand those money cannot be spent on administrative salaries teacher salary those money cannot be spent for that the money that we have received leave here their general fund dollars but even in the general fund dollars we do have some restricted dollars that said you can only spend money on certain categories and so book our money and which we have shown here is the local control funding from lcff those are unrestricted money that we do get and bulk of those money are to pay for Staffing so we do have other funds in our school district for example we also have a cafeteria fund and those monies are only for Food Services right so Orlando can tell you and they have even more stringent guidelines what more money can be spent for and so each dollar that we receive we do have to track them we we break it down by unrestricted categories those are you can spend on anything and then the restricted categories as well so it's very critical that we do know which part of money and then which ones and the ones a lot of the one-time dollar that you have seen on there those are one time right and so um we did hire a lot of staff for that we also have some of the different things that we are doing as well upgrading the equipment and you know during covet when covert was at his Peak we used money to buy different supplies that we needed we purchased a lot of different things that we needed at that time and so really those money are targeted for that that at this point so those are one-time dollars so people have to they feel like well we still have a lot of money left but it's really one time and um once you spend it it's gone right so it's not a base funding and because we're also declining enrollment our funding is really not going much higher if we are actually stabilizing enrollment then when we get our um when we get um the cost of living adjustment we will be getting more money unfortunately we are declining enrollment and then the double whammy is our attendance rate has dropped so from first interim when we did the presentation to the board we were still at that time that reporting come back yet we presented that was financials as of October 31st and we were still projecting on 95 percent so I I did talk to a lot of my other colleagues other cbo's in our area this attendance issue is um it's it's really really tough for people and there's different conversation about doing Lobby to go get funded based on enrollment and not attendance because regardless if you show up to school we still have to hire um staff to support that student and so I think this is something that um we all have as a group have to really start um lobbying for some of these um items because we cannot I mean at this point 91 we really devastated our budget when we uh change that assumption and you know I know that with everyone working so hard all the schools I've heard I've seen signs in our schools um I think Kennedy High School was uh come today dream Tomorrow there's like all these different signs everywhere so I'm super excited that they're encouraging kids to come to school every single day even if you can come in for one period just come and check in we'll get funding for you so unless you're really sick please stay home but if you can just even come um we can get money for that so um you know I I have to be very proud you know my kids 100 88 like you know every day I mean I'm like unless you're not feeling well but you could go to school you know every single day but um you know I'm a little tougher like that as a mother but my kids and perfect attendance from kindergarten till um choosing ninth grade right now so so yeah so but you know because I do know it costs it's money I'm like sweetie please go to school I really appreciate you doing that because I know it's kind of confusing the different pockets of money that we have and the restrictions that we have on spending that and attendance is an issue and we really need to really whoever's out there listening try come to school I really really need you so yes please come and let yourself attendance matters and so those signs are everywhere on campuses so I really appreciate that yes I had a question on The Chronic absenteeism attendance task force yes would they be making recommendations to school or to the district to the board so Dr German free is yes please thank you so we recently had our first meeting and we actually came up some recommendations that we uh they met with the principals and shared with them and they're working with their site teams that Nancy referenced to actually make those recognitions happen there's two different things at play there's the short-term response and there's a long-term response so what we've been working on really is the short-term response but we actually yesterday met with our teacher input group and we talked about the same issue and we talked about some of the long-term responses that we can do so we're gonna be bringing some ideas forward around short-term independent study and a few things that we can do strategically to capture Ada in a way that we haven't been or taken advantage of so a lot of that's been happening and then we're going to be providing an update to the board in terms of the work that we've been doing both at the site level and the district level to really get out in front of the absenteeism both on the chronic application side and the Ada side okay and I do want to take the time to thank um Joe Sedona I know that he works extremely hard on the Saturday Academy so thank you so much Joe because that does help us with also recovering our attendance as well so thank you so much please make sure that Joe knows that yes Miss curious about the lottery because when we voted on it in California it was sold to the public that it would increase a lot of money for our schools and it is such a wimpy amount of money that we get it's pathetic it's very very low and so yeah so when people yeah people ask oh I buy lottery for school yeah so we don't do not get that much and some of the lotteries are actually restricted programs so it's not even in general fund there's Pockets that is but then there's some some of them that is actually restricted um dollars as well Nancy you should shake hands with Patty you two women are Beyond awesome you're really remarkable human beings what you do and I said tonight in closed session the general Pub Mike does not have an understanding or a clue of the complexity of running schools it is such an a huge Endeavor and I I look at people sitting out here and the jobs that you all do the public doesn't even have a grasp of what you all accomplish and just from the bottom of my heart I just want to say thank you to all of you people it's just quite something special go along with that the attendance issue you have 91 and we're talking about trying to increase it so just can you throw out a number yes definitely if you increase your tenants by one percent yeah so it's approximately and then the state also changed the funding recently so in the prior years it was current year or prior year whichever is greater but now they're all it's different it's current year prior year or average of the three years and so um but over I can give you a figure so we're looking about maybe um if we can increase one percent right over four years our increase will be about 15 million dollars is a net and so even one percent okay I know it's been asking but it's like you know like what Dr John free tells everybody just 20 kids 20 kids at each School site right so if we just really focusing on certain pockets of the students we can't really get that yeah that one percent that's very important to us yes well and we I digital different things going on you know still and so um we're this is like because last year we came back we were still 95 so the fact that something happened between what happened last year or maybe they're so excited to come back they want to be here every day and all suddenly something happened and they're just not coming and so I think um what Dr free had said was you know looking at those kids were absent more than 10 days like what's happening with these kids make it clear as well uh to the board and to our audience that this is a phenomenon across the state of California and our 91 percent to the credit of our teachers on the front line uh is better than most of our sister districts um it's bad but we're in better shape and thank you to all the hard-working teachers and staff that we have at the sites I think the the program we have capturing kids Hearts is uh is important to the district and it's it's uh showing like what uh superintendent just said we're doing better than most districts and yes we are and that's part of that yeah there are months where um you know the first couple months there my colleagues are texting me and said my attendance dip below um 90 today and we haven't gotten that point and so these are K-12 and you would think elementary school kids come to school More Often by their districts either below 90 percent for unified school districts so we're doing much better but I think we have some someone to improve uh we were talking about uh funding a little while ago about uh having it uh whereas not actually in the general fund and I was looking at the page 12 with the pandemic funding which is 132 million dollar balance so there's a lot of categories sitting there funding sources uh what what can you use that money for so it depends which pot of money right and so for example with the Ester dollars um that's that's their number three and we already committed those funds are ready to do the HVAC upgrades as well as some of the um security gating and so and some of the um things that we have said already in our part of our plan and those all have been approved by the CD at this point right Patty yeah okay so so those yeah so as well as Outdoor Learning areas as well so those we have spent money we um put in initially remember when we uh when kova first started we put in only a lot of different um shelters out there so those are some of the money has already been spent uh another big part was uh l-r-e-b-g whatever that is putting loss recovery emergency block ground so that one is basically is it's restricted programs but you can spend it on different things um equipment you can spend it on health benefits you can spend on pretty much you know there isn't the restrictions not as much so you can use that money for that okay can I ask what does that stand for learning loss recovery emergency block grant okay I was looking at the others and making sense but that one stumped me so okay so the other caveat is this um for example um the Arts and Music block grant we initially projected 17 million dollars and we got cut 36 so we had to bring that down so the issue we're running into is this the money that we have not received from the state we are uncertain if those money will be coming so these are just projected at this point so um you know we are concerned some of them they already gave us like 50 so I think 50 we can keep but if they have not gotten here uh we are concerned that um if the state continue to have a deficit is that a possibility that they could cut some of these um categorical dollars and so that's why we are a little bit sensitive we we did have to redo some of the pots already at this point okay okay okay anybody else have any questions thank you for your for your report very good job thank you [Applause] hmm very nice job next is 9.3 home to school transportation and reimbursement plan and I think Roxanna Hernandez and Scott sangren is going to make a presentation foreign all right uh good evening my name is Scott Sanger I'm the director of Transportation and I want to start by thanking board president Mr Brian O'Neill members of the board superintendent matsuda cabinet and our public for the opportunity to share information about our transportation department and our home to school reimbursement Transportation plan it's not as exciting as the facilities but it serves a purpose we have a tough act to follow so uh some background information the home to school reimbursement Act was implemented by assembly Bill 181 and amended by assembly bill 185.

you're right yeah so it's not as much as Berlin correct right maybe 600 instead of 850 or 750. it's a high it's a high tax for people wondering we're not saying if we do level Services you're gonna have to pay another five thousand dollars a year okay if you have a 550 dollar house 000 house you're gonna have to pay an extra after you pay the 400 on the base increase which is about 400 again let's assume everybody has a 550 000 house or whatever the average home price is which is around 500 000. so you're everyone's gonna have to pay about 400 increase for you know just for two regardless in Boylston you might have another two hundred dollars in Berlin it sounds like it's 350. so we're not talking about breaking the bank for taxpayers to get to level service funding certain groups in my opinion yeah all right I want to go back to I'll ask thank you a year from now are you going to be coming back with that type of increase in your budget that we'll be talking about the same technique I want you to think about that do you see what your goal is about you know adding all the other things to imagine what it is we'll be back talking about the same knowledge actually relax the state's also considering more funding right not gonna probably help this year maybe next year we'll see it's a match point yes we probably will see another discussion like this next year but at that point we'll have been talking about for over a year so maybe something creative comes up in the meantime who knows uh I want to ask the principals to kind of change gears here a little bit if we had the Ames wood presentation particularly eighth grade John's early nervous website [Music] we have a low level service and a level service proposal right right it sounds let's just assume basically what we're hearing let's assume Boylston goes to the level service they agree Berlin doesn't let's say we had to come down in Berlin to some sort of low level service we talk all the time about test scores and how the kids achieve and what they learn and can we grow and can we improve I have I know every time you present you present a very nice picture of how well it is but it's growth from one to two still means you're at two when you're trying to get to five it's 100 growth from one to two but you're still not even halfway to five if you get what I'm saying so at a below level service budget what does that look for student achievement yes well all the principles because you're all going to be dealing with it so I think I I'm going to push back a little bit on your premise that if it's hypothetical I'll give you that well the theory of it well hey of course I know Berlin very supportive of the school system so I have confidence in that however I don't know when the ncbb you can help me with this if we come in at that reduced rate the cuts because of teacher contracts those 11 positions are based on seniority so in some ways even if it's Berlin that's saying no it's boils and it gets hurt correct because they're the ones with the newest teachers correct it's a challenge in Berlin is that you have classes that are small enough to be very attractive like in the Realty sense and certainly attractive in terms of good teaching 14 15 16 kids in a classroom they're small buying the standards of Worcester or North Pearl or any of those other places but you can't put them together because we only have two classes if you had five second grades you could distribute 16 kids and it wouldn't be too bad because you hit two second grades Chapter 30 32 35 kids in a class that's Devastator not that I think that's what's going to happen but that's kind of the mechanics of Berlin you know we keep talking at the elementary level about the importance of sending kids to Tahoma to hunt already and you've heard me go on and on about especially literacy and the importance of continuing to approve our literacy instruction when we had our meeting about aims about mid-year you know we identified one in four Bes students one in five BMS students read a year or Mobile upgrade love when you look at last year's MCAS results one in three Berlin Memorial kids doesn't meet the expectation one in two oils for kids does not meet the expectation so to reduce service and support you know so if we try to get there by like pulling the tutors out but who's going to become Network teachers are already maxed out you know you can do all the small groups you want all right it's after a while if we want to be the school system that we could be we have to find creative ways to continue to staff our schools of profitability are there things that you know we wish we could have Carol wishes we could have a World Language thing at the elementary level in the worst way I don't think that's happening in the near future and I think that's part of why it's a great idea to have that three-year discussion that's brilliant because we can start to plan together what can we what do we need what's good what's great so the people can plan and be realistic I additionally think that in in planning ahead we will begin to be able to project things like the 57 kindergartners who are already registered to come to bes in the fall um that is significant that's almost 20 Kindergartners in the kindergarten class um in three classes and without without Perez um and you know I I know it's something it's okay the birthday party that never ends and I those were the kind of conversations and you know the more we work together to be able to project those things and those numbers um will get ahead of of where we need to be because when we know when we as Educators here 57 in three classrooms it's panic panic right here how do we teach those kids their letters never mind when we get to sixth grade and seventh grade and eighth grade so I think that those are the things that we need to start to think about and it would be devastating as John said you know a majority of our new staff is in Boylston we have really worked hard to come together this year and we are on a fantastic trajectory but um it would be devastating if that was the result of one Town's decision making and the other town would be the recipient of the decision making I never realized that I didn't think of it that way regardless of which town if there were a town do not want a level regardless of that town contractual obligations legal obligations correct are going to affect the other Town yes yes I do not think we're like that yeah non-professionally Status staff members but but it would affect Berlin too because you we're gonna the teachers would have to shift so I mean it would just be utter it would affect everybody is what would happen if we don't get the level okay uh I'm sorry I don't want to monopolize but can I have just one suggestion I think some of the confusion that's coming in perhaps that would be great to clarify for services when we look historically over what has been given to bbrsd it's been about a four to six percent increase so I think there's a bit of a disconnect for folks and trying to understand why there would be Cuts giving them a five percent increase and is there a revenue drop off like I know the Esser grants are time limited and I think it might be helpful for folks to kind of understand what are your Revenue gaps and what are those costs that perhaps were being funded by those revenues that now require the towns to pick up those costs in order to fund that's why I think there's that might be helpful to kind of bridge that Gap there so folks really understand what that impact is because if you're just saying well we're going from five to fourteen percent and we're going to have to cut if not it may not register with folks but we haven't given that much reform we haven't had to cut so just wanted to add that if that might be helpful for you yeah I mean it comes yeah Revenue wise yeah that Esther grants you know the Kobe grants are going away there are decisions that have been fizzling as time goes on from 23 to 24 it's the floating nurse it's the adjustment counselor it's the wraparound Services um there's other miscellaneous supplies and materials that was in there that aren't being funded the 240 Grant I normally when Janelle rates the 240 Grant she puts supplies of materials this year we didn't do that I took the 240 Grant and applied on a district of tuitions to it because that's where our problem was so a lot of expenses have flowed to different areas um but at the end of the day it does wash out because the 240 Grant is the same amount and the expenses were applied to the general budget even though they were for different things so we really didn't lose that much in Revenue we just didn't gain that much revenue that's the problem we don't we I would love to have more revolvings you know we talk we talk briefly about maybe increasing rates I do think we got to look at Aftercare in preschool increasing rates there and that can help offset a little bit but as far as it's really the special education expenses that just hit so hard that that that is the issue and why I specialize so much this year what's the four teams versus the two percent so the private special education out of District tuitions went up by 14 so that was a huge hit what do they usually doing two to three three to four I haven't seen before over there no control of that totally State nothing is yeah so that's another thing we should be lobbying the state for right so and we have more kids and we need more services it's not just out of distributions it's Services too these kids are requiring more services more than we have I have ever seen we have preschoolers coming in that are just have very high means right Janelle I mean obviously like two and it's just it's hitting hard and unfortunately it's hitting these elementary schools hard because that's where our little kids are so those are the and and unfortunately that's you know it's the expenses in order to move forward as far as the state aid goes in so there's if you follow the Mac list sir there's a lot of talented doing the same thing there's a writing campaign going on through there yeah Holliston is one town who they shared what they did recently I don't think we should discuss it tonight because it's not on the agenda it's would take a lot to finalize I asked Janelle and Nancy for some numbers for it they're going to work on that I think we can assign this to the uh either the budget committee or the success committee uh to get work on that in the next week I feel like the success Community yeah yeah so let's assign that to the success committee thank you all right yeah um yeah and that should be I mean I don't think we need to rewrite I think it's you just gotta add in your twist I mean it's the same yeah yes the district is uh multiple districts across the state are feeling the same pain as us that's the other thing we are not alone in this I mean if you follow the news over the past five years multiple times past overrides multiple times you have the fight between the school committee and the finance committee I mean it's everywhere so I just I just feel like this is not like oh what's wrong in Boylston Berlin it's it's just the way the world yeah well I I do have a percentage and how much it was we received uh 263 868 over several years so this was like a three year I think it was three years so we divided up that money each year that's how we're able to fund any adjustment Council during covid um we were able to fund the job around Services through that some instructional technology we needed to purchase more devices to ensure that students had those the devices at home to be able to use during that we ran for two years in a row we ran a Summer Academy a ketchup Academy for the early grades elementary pretty much a kindergarten first second grade because they were so far behind where they were coming in the first year in particular were the kindergarten students who didn't have any preschool the year before we spent did some after-school tutoring um we had in that Elementary School adjustment counselor of all of that money I mean and then we also have thoughts about accessibility which was nothing much 2 and 220 but you know that sounds like a lot of money but when you figure those things it's not that it goes fast and again this was over we tried to break it up so that we can sustain some of these positions over these couple of years and this is what the other districts they're talking about they're losing all of this Mental Health Services now that they've that we've got from the federal government from the states to fund these important important positions right you need to have these things in place and then they're gone and nothing else has come to any of us since then so I think that was also alleviated some of the burden that we have fallen on the tasks that well I think it's really important we've talked about it before the quarantine the covid measures if you're talking about the kids that are coming in from kindergarten that didn't have preschool we're in this predicament far more needs now of what schools had to do during that time to get through and I think that's a big part of our ask is that we need more tutors we need more remediation we need more Mental Health Counselors and so I think that it's you know it's a lot it's like the perfect storm of a lot of things the other thing too lower in the bed so we've been funding tutors through the title one program and we don't get a lot of funding for title one very small amount that just funds probably two tutors does anybody have anything new that hasn't been said they want to say about it all right anybody going once twice all right so that that's our budget discussion we'll we'll take this to the success committee yes I'll talk to you about that I will set a date um we have a couple business items this is unprecedented we've never done this before I don't know if this is going to work several parents have raised their hand if they want to say something during this conversation it's confusing because other folks in the audience were speaking they're part of other accounting boards that's why they weren't ready here but their parent wants 30 or 60 seconds to say anything uh it's not even 8 30.

and you can go up to 200 under the small which as well Oh megawatts I thought you meant 200.00 I was like what listen when I came out you know and then also like no they cut it down like 140 . I still want to bid that but like we're never gonna get it but um so the rolling admissions on the small goes up to 200 megawatts now yeah okay and then it goes from 2 to 600 600 to 2 megawatts now that goes up to five megawatts so so the large is up there the only bid in is medium and large they give you the rate for the other one so we could look that up oh you don't know if that yeah okay no that's fine but then we have the cost comparison it's just right now it'd be 14 years 15 years multiplied out and see what we've got an extra extra five years maybe an extra six years depending on where you are with the existing rack yeah yeah so I would just do that analysis before like terminated they still have to bid in so yeah so look I'll go over next steps with you after you give me feedback and you can send stuff out I'll send you information I'll send you some other links um this is a partnership but it's a collaborative partnership and so I only know very little about you I would love to know a little bit more um you certainly have a need I certainly fill that Gap um so if we can talk we'll talk next steps would just be us talking about a development type of agreement or maybe just getting a little bit deeper into me understanding your buildings with some preliminary Walks With My Team I definitely want to hear more the reality is from one of my government had and there there could be rules on bidding in rfps and also just what's appropriate like from a taxpayer's perspective about that stuff and I don't want to I don't want to get into a huge thing over that because this is of energy touches every aspect of what we do so it's big getting involved in something like this we did it before do you know how we did that with amerisco I don't know did we do an RFP or we did the RFP to hire Mrs go originally but amaresco once we sign an agreement they did all the procurement work to find the contractors who did the actual labor so the installation you know of the rooftop units and and other HVAC at Highland at the high school or the lighting replacement that was all on I mean we basically did an RF P to uh find a firm that would you know help us uh and put together an energy performance contract so oh did we hire ECG for that no so we hired emeresco um then we had three proposers at Moresco Schneider Electric yeah and I think it was kind of Okay the third um they started doing their work and then we subsequently hired ECG as an owner's rep okay so and I've if I had to do it all over again I probably would have done it the other way we would have done the owners rep first okay and then hired at morasko or at least bring them in at the same time because what happened is when ECG came in they had a lot of catch-up to do you know at maresco had already made their proposals we had the you know 40 or so conservation measures in place so it would have been good to have them working hand in hand on that particular project yeah I mean your opportunities are basically Cooperative purchasing if you want you guys do your Source well um that was a bad opportunity you can go look at all that all of our competitors on that um equalis has one I mean every every Cooper that you use the state contracts for all things energy absolutely stop everything that's going on with Casa stilantes and his group at AAS stopped everything deep fast Das to extend the contracts that ended on the 31st of December Diaz said we're not doing anything and so so now there's kind of quandary and I just laughed about it with commissioner likes I said you're part of energy and you've got no state approved contracts how is it she's like it's a nightmare I'm like okay I know but so you know RFQ RFP that's fine owner's rep you know depending on uh depending on how difficult the project is um how big you want to you know take on to start or start small um certainly up to you you know I'm happy to discuss you know any further I don't want to jeopardize myself from a procurement standpoint but you know we certainly are able to go direct negotiation which I've got the last four times on clients for you know 12 million 21 million uh and in between so but that's up to you guys and that's what Municipal governments okay yeah Cooperative here in Connecticut yep okay yeah so I already mentioned source file so Source well is a regional they may even be national uh purchasing cooperative and if you I mean we could use that to hire Johnson Controls or any other firm on that list or we can go to RPM and that's something that oh is it sort of like a pre-vetted state list or something oh no that is state but it is yeah um I just don't I I appearance also makes a difference I mean we can't just have somebody come in here oh you're great I I feel that way yeah the dip you know and I have 100 Justin control Fortune 500 I think it's okay I think I think the difference is when you're looking at something like this is It's a design build process it's a collaborative process and you're not going to know up front what it is so from an RFP perspective it's like what are you pricing yeah no I get it and from a quality perspective it's like okay why don't you show me what you did let me talk to some people and let us like understand what the opportunity may look like in a phased approach and I say phased approach because savings are never lost 20 years is a long time and we've had customers that said let's just do this as a phase one that worked out great we did it as a Master Lease all you got to do is go back to the bank and say hey we want phase two project and no problem and so you're not really shorting yourself but you're taking that baby steps in that engagement and you're making sure that you're you know getting what you want everybody you know is what they said they were going to be yeah so yeah and Aaron is here tonight you know as a guest of the planning committee um he he's not being recommended in any way but you know he's could share his information I'm sure he would love to have you know the business but I wasn't asking for a vote even when we had a course yes you have just a basic brochure of all the different things that we do um and then you have my business card my email my cell phones on that everybody wants to reach out for questions happy to answer in the afternoon thank you thank you mailed copy of the presentation [Music] clarify the lingle on owner's rep versus so the owner's rep is a firm in the case of the morse code we hire ECG engineering to represent us as the owner right basically to bring their expertise on all the recommendations that maresco had you know about um as an example you know Highlands replacement of electric heat they added boilers they added rooftop units you know so there was a whole design that was done we didn't have the expertise to review that you know even though you know we had an agreement with amaresco so they brought their engineers in as owners rest to look at that and basically work on our behalf to make sure that what was being designed and what it was planned to be built thank you thank you and have a great night made sense now what's interesting about ECG is they came in after we had signed the agreement with that Moresco to do the energy performance contract and they it didn't cost us any cash to hire them their fee was built in and folded into the energy performance contract with that Moresco so that's kind of how they sold their services that you don't have to outlay any money but our cost is covered by the energy performance contract so it was all fault so that's a semantic move in a sense but you know some plant thinking is not um as long as you're not so planning you can supplant anything as long as it's not illegal right that's why I cringe every time you said it yeah yeah I know you know what it's funny because I don't have that same sensitivity but I I understand yeah you can't supplant certain grants it's not allowed it tells you right you cannot supplant you could supplement your education but you can't supplant your budget so that's not what we would do okay all right solar carports uh so so Bob Mobley from energy resources um he and I talked a few times last week that um you know and he's the person that took over the relationship you know from the person that left a Morgan weapon to be very smart and intelligent and knew his stuff um so Bob you know asked what price would you be willing to do a solo carport four on a per kilowatt hour and so you know Tim and I had chatted um after the last board meeting and I went back and I looked at our bills for doolitan and Highland which is the two locations as you know and our cost all in you know the the generation plus you know the transmission is about 14.8 cents per kilowatt hour so I told Bob we'd like to see can you find us a an agreement that gets us in at you know 14.8 cents or less and then I also added and if you can't you know we'll take your best offer so he basically takes that information and shops it around to different firms so I'm waiting for him to get back back to me he didn't say oh my God that's crazy but um we'll see and it I guess it's all depending on you know what the cost to build the solar ports would be right because that that's kind of what held us up in the first place is the cost of you know materials and steel went up availability Financial sense anymore so he's working on that um and so as soon as I have his numbers I will email it out do you want anything no no I mean yeah I want to hear this but just follow up on what Aaron yes it said just about if we get those numbers to the comparison of what is does he recover was and what the address number is I'll going to email him out to xerx so he could see the document um and then you know we'll get we'll get information back from him I guess just before we move on further do we wanna talk about now if we want to go out for an RFP for services as child and control is presenting you tonight or it doesn't really want to continue to think about and we can be on our next meeting I think it could make sense based on what he was doing the only concern I have is it's that what he's saying it probably needs to be wrapped into school modernization in some way like we can't do right and that's what's our plan but I also I also like if there is if there is a real opportunity especially if there's like grant funding that's available now and it's expired in a year I don't want to sit around and say oh let's miss out on you know a million and a half dollars because we want to do school modernization so yeah but generally speaking I think moving forward to hear uh like if we did like an RFQ or something so I get not maybe not asking for an RFP but ECG if we wanted if he wanted the owner's rep if he wanted an ownership first um and you have a Consulting budget anyway my guess is you could probably get them involved just from your regular operating budget maybe not um well first of all I can make a phone call that cost us nothing yeah you know to find out how they would you know be willing to proceed we do have a relationship by the way our relationship with demoresco and ECG continues on to the you know end of the 15-year term nine or ten so when it's not like we're calling them out of the blue we're a customer and we pay them you know fees every year this is part of the agreement that does come out of our operating budget it's about 650 000 a year you know and that replaces some of the energy costs that were no longer pay something um and you know I I know that this would be a large project I will tell you this there's enough projects on there to justify there's another energy performance contract type of arrangement it sounds like the financing possibilities or even greater than existed you know nine years ago so I had I think it's worth it I mean one thing that he mentioned there I several hundred if not a million dollars plus of just upfront planning money the district would say would say that's one of the big things with the performance contract they've wrapped that into it is the basic idea I mean so as the planning committee you know you want me to go forward and start just doing some leg work and you know I'll go back I'll talk to ECG I'll pull what we did when we hired our maresco in the first place it's kind of a two-step process we had a consultant that helped us pull together the RFP and then we issued that and then we went into playing Mrs stuff and we did it generally with the town so the other opportunity here not that I want to complicate things will slow us down but the town has a capital budget too and you know worked out pretty well last time it was a 10 million dollar project eight nine dollars went to school projects because we've got a lot more buildings and infrastructure so if there's an opportunity that you know includes the town and it doesn't you know but it didn't it didn't hit her down it didn't hit our debt budget which is what he was talking about because the council is going to look at it to a certain extent a certain extent saying all right wastewater treatment plant 30 million dollars is going to be fully paid off in three years so let's wait for three years out before we put in this new project so we could just if the project worked out we could have it going in say 18 months or 24 months I don't know what the timing is on this stuff but it's as those projects roll off it makes it easier because you know I mean I personally don't really want the whole budget to hold that service to just spike it I'd rather have it more better managed without huge volatility we do have 600 000 a year of the board's budget that it's not going to roll off just yet but in five years that does roll off so you know you know if we have another layer of that coming in and it's going to take us a couple of years to get all this done anyway you know so that that we can replace that cost with a new cost and do more of our infrastructure projects I think it would make a lot of sense to start a discussion okay yeah I'd like to see the visual now that we've spoken to him and then you have relationship existing with the current okay I mean it's not gonna we'll get plenty of people that you know are willing to come in and talk to us so I'll try and spay you from the constant meetings and do the legwork no but I thought he did I thought he did a great job for me and you know for everybody and also for the people at home watching who are paying attention to it I think I think it was pretty well they didn't get to see the presentation unfortunately oh they did oh you had it on there okay great he's got everything wired in should run out um all right item five phase two Next Generation School modernization plan um what what do we do next I mean we know that so that's at buildings we made right I mean again we know what our capital projects are yeah I guess what my thought is you know how would we take this how would we take this to the next phase meaning you know the answer might be that the town's taking on too much debt with the Schools project now 166 million dollars coming on That We're Not Gonna Do Anything for 10 years or it might be we want to start the next phase in five years or 20 years or not at all um so I don't know who answers those questions but I think that this group and me sitting in the sea and whoever will be here after me is going to need those details so we're not bonding for things and then throwing them away before the bonding debt has even paid out in 20 years yeah you know what it's what you know comes to mind is that you know the way we did phase one is you know we and when I say we was you know Town Council the board you know there was this agreement they had a school committee you know they had they formed the committee and they started doing you know the legwork of you know prioritizing what should be done and out of that came we need to build two elementary schools primarily because of Management's got a spike and we were able to take three of the whole buildings offline nothing that you don't already know but there was a phase two rough schedule that was laid out that talked about you know Renovations and um and the order of things and so maybe that's a starting point I mean I think ultimately you know the plan committee you know has a recommendation to the board and then you know the board goes back to the council not on what the plan should be but on maybe what the next step should be you know it's part that is is the way to go and again we have a starting point you know so maybe the planning committee wants to you know at its next meeting take a look at that think about what we have you know laid out on the capital plan and now Capital plan even though it's 52 million it's it is not all inclusive you know something new accomplished like what was originally proposed well yeah projects you know and rich and Dan obviously know our buildings very well they can't identify every single need but they prioritize the things that we know you know over the next five years are going to need to be you know replaced um keep in mind that the capital plan right now has nothing for this building and it's because this building's kind of in flux as you look at phase two or three but we do have to make a decision on this building so is air anything for the space used here is there any any part of the space over at the new Chapman yeah no because I know we bounced the idea around but we landed now quite a bit actually and you know the decision was made not to add on to that building for central office space and don't forget we have the hummerston school here as well you know which you know even though that's generally a small footprint but we need to account for that so yeah that's not that's certainly not including yeah I mean Central Illinois it was part of the discussion it was not and then it was and then it was not um I think it I think it would make sense we have a starting point if we Circle back to where they left off with where phase one left off on phase two ideas I mean I think it seems to me where my mind is right now is we have Lessons Learned which is our enrollment is incline is increasing in the elementary school which says to me phase two is the the elementary the other two elementary schools and Dot not the high school that's just and that could change but that's where where's dust that off for our next meeting and kind of dig into it I think that's a good place to stop here and then we can recommend to the full board and go from there and see what the council also I don't think it hurts to continue the conversation so it doesn't follow people's radar um but at the same time I think we need to be cautious as we haven't even broke ground on the other two yet oh yeah yeah so the perception that I have to say no absolutely but I think I also the discussion is is just that it's a discussion and I I think even though we're not gonna well there will be an architect hired presumably after next Tuesday's council meeting though the school building committee is voting at their meeting Thursday night to recommend one now we know that if a moment this increase enrollment as it continues to funnel through eventually it's going to hit the Middle School and even though it's you know nine years eight or nine years out it takes some planning time to decide what we want to do and then get approvals and consensus the other the other point is when it does hit Dodd that does not have a lot of years to look at the high school it's really only two years there let's read that so I think I do think it's important to have it to start a discussion especially I mean if we have an opportunity like you're talking about with a performance contract where it could be you know no cash outlay we can get all sorts of improvements um but to do it in the context of school modernization it just makes sense and the answer might be from the Town Council that there's just no appetite for it but then we know to be doing these you know renovation products and you know is there an appetite to put air conditioning and do a little schooling to go out to the photos and ask them for seven million dollars for that or is it going to be that hey do little school is going to be the next to be renovated is new and it's gonna be a 40 million dollar project like let's not put new roof and new AC on Doolittle and then five years later decided to do a 40 I got renovation in school it's just I agree so I know I'm pretty sure you know the thing is that if the HVAC grants are approved for a period of time you know we want to be in a position to take advantage of that right so you know maybe the cost isn't the 6 million it's it's a percentage of smaller percentage of that with grant opportunities then you finance some of that you know through you know a third party find some Energy savings you know through solar and help offset the cost and you kind of bundle everything it just might make a lot more sense and then becomes a lot more palatable right role in high school and you know for air conditioning so all right um everything else anybody so what I'll do is I'll start making some of my contacts through ECG um and then once I have that lined up we can set a meeting and then we'll add we'll keep this item on the agenda if you want I could you know I'll just email you the phase two recommendations that I have in the meantime but we don't have to set our meetings just yet okay all right no but I that's going to just be a reoccurring item on the agenda though is and we're looking at this concurrently with all the other items that we sure for years yeah they're just like I'm retired in 18 months bye it's not our time right now a year five years notice get that motion to adjourn all right thank you all right

so I'm not a parent but I I was hoping for Town leaving so again there is the difference that you were talking about and they saved you know the thing they're devoted no can someone another school committee say I'd like a motion to reconsider and then identify a number so the school committee has like an option like option like Backup Plan B number and say I'd like a motion to reconsider you know we'd like to present this number because remember you're voting on the number you're not voting on programs at that point it's the whole number is a motion to reconsider so then you don't have to go back into another meeting we don't have to go back I mean I was disabled umbrella companies for a long time and so there was this motion to reconsider I think I'd have to be very carefully planned with that um process ing Logistics question at the last at the last County meeting there was something I was voted upon and people didn't realize actually that that was the vote and they missed it why they came um and so there is I guess within like 10 or 15 minutes you can actually reconsider and revote it um but it was on the exact same emotion so I don't know I believe the moderate or else so you don't have to use more time to go to that yeah I like it going once or twice okay 60 Seconds um real quick uh a couple of group that was the I.T support that's not super idolized is there more information about what that is three printers at the same thing on the mechanical engineer one for cat software company it's kind of like jail um forty five thousand dollars for me Precision that seems necessary for it schools aren't bad Labs we have 3D printers there we're affordable ones in the thousand dollar three thousand dollar range um so that's I know that's that's small peanuts 45 000 on them 19 million but that's a pair of salary so I looked into whoever I talked about that as well as we have industry contacts to see what we can do um there is there's a fairly Commercial Valve I'm also finding one it's a favorite commercial development going on in who else right now FedEx for example brings in over a million dollars a year in tax rates in town um there are two other properties being constructed by Hill Drive Randy Whitney is one of them in a second Warehouse there the technically South there's another property being built um I'd like Dynamics to create old place but you guys are trying to buy it and saw it happen like part of the time of the Transformer all that stuff um so there's additional tax revenue coming in to this town our tax rates you know 14.40 is down from where it was it was just two years ago so I'm I'm in favor of the budget for the level service and even going above and beyond that but you know it's all the alternative in the contest of all the additional growth in town um and I think I don't I don't have a problem with the increase of all the parents I've spoken with text it with me on Facebook being you know the general consensus in favor of consistent service that we have will report so I'd love to talk to you whoever I can talk to about the itas and stuff separately for the creative and I'll take it right would you mind emailing me absolutely yeah let me provide one number to you so New Growth it's a one-time shot of the tax rate so that's one of the reasons why we're in a little better shape than girls mainly because defensively someone else we're trying to hire a math teacher here so maybe eventually anybody else will go once twice yeah um [Music] obviously everybody knows I said Arizona earlier um of two things a big thing um I think is the lack of transparency transparency around this whole process performance I think I got these slides that you guys reviewed yesterday and I had time because I worked at home work from home and I went to them and I marked them I would bet you that most parents didn't have time to look at these slides and now you guys are making a very important decision but you're going to make it very important soon tonight and parents have no idea what's going on so that is a major and I know we talked about social media and that's not being perfect is that there needs to be a better way for parents to know what's going on um and the decisions that are happening in this room up um I did want to get a point of clarification on the per pupil expenditures and why there's such a disparaging between Berlin and Wilson now I'm not saying that Berlin shouldn't continue to work towards as high as we can get over State averages that's they're they're looking amazing um but actually [Music] um did you get the handout from today because because it was revised they've been adjusted but to be on the scope service plan does it does it adjust that does it work towards bringing us all aligned to State averages right I it didn't sound like it did it didn't the level services so if you guys were post level service right from what you're talking about that's not where we need to be so I think if parents knew that by voting for level service it would keep them their students in Wilson under the average State loan spend that would be like they would be like no we're not doing them just be fair uh valid line with towns around across the district not saying that it's still below the opportunity there were above but where we are in capitalism the what skus and spend I suppose is layers of administration Chicago spends thirty thousand dollars it has less than 80 students not to be rude but then cut you off but that conversation is beyond what we're trying to attend um all right like I said it's unprecedented we've never done this at the end of a meeting so thank you guys for speaking up we appreciate it um yeah we do have a couple more items to get to just business items a few votes I think unless there's a pressing new concern from anybody in the back you know anybody twice Three Times Gone okay uh business items moving on uh number one the school year calendar it's there for first read uh does anybody want to say anything about the school year calendar in August um there's a half day in September so that's a half day half so I counted the peas and we did well originally we were splitting these up so that they were all these yeah except for the first one in August but then we realized we were short two teacher days okay so we had to we had to adjust that so we turned those into full days okay it's whatever was include one two okay and that one on March that's the one we have the Jordan PD and then the afternoon are the is the parent okay and then and then the rep April May June and is the PD is separate from the staff coming together within their teams to collaborate no that well that includes both that includes a full day and then those half days so half days well one of the reasons we tried to have the the half days in here um is because it gives us more opportunities for the year on a consistent basis for the teachers to come together in that way and collaborative time that they can meet so they they do get a lot more accomplished probably over time so that is and also it keeps the students we count the day right okay yeah also I really like and I think the uh uh parents will like that you're starting on a Wednesday instead of a Monday I think that was just a a really bad yeah really I was surprised how many vocalized thank you and three days historic I can't tell you how many kids got sick that week five days the next year and we still get out I mean yes exactly they need to um studies first read um so it's such a long document and I felt like this every time I go to help my kids navigate this um is there a way to do a middle school one and I know some of the courses are the same and then a high school one so parents when you're scrolling in the kids too it's not so daunting so just speaking to the fact that there are two separate schools I mean I appreciate that feedback we used to have it separate and then there was feedback that that should be together [Music] I mean it's just 120 Pages yeah and it was actually longer but we were like for instance all the classes over there I don't teach anymore like the double extension of that we thought oh who never teach you now utilize it in there okay well so is telecom visual communication is no longer going to be fun right sorry but is that true yeah is there nothing replacing with that it comes from the fact that our teachers are rtd5 courses instead of professional staff volunteering to teach things say that last part again it used to be the professional staff and volunteer in two states classes but now we don't have that so they just teach five so we had to drop that does not happen anymore a whole lot of red that's too bad some of it though um Jessica like for instance there's a class called 3D design and we put it in red because they've just kind of maybe more you know modernizative and they've changed the name to manufacturing so it actually still exists it's just a little different so some of those Reds are being replaced by something else if there was yellow after it but for some things like you know that telecom provisional communications class so there are some things there and then there was there was some cooking and sewing and yeah those were some older classes that we you know when we were in the hybrid here too we had some very different classes just for the structure of our schedules very different but we've gotten away from that so some of those things are moving from that uh anybody else so they're not going to do homemak in high school anymore or stop I don't know how to sell it I know all right okay but there was a finance class I saw in there right there's a required yeah my only suggestion is it's very difficult to read about the process the scheduling changes that's huge and all the bread oh yeah yeah all right all right what else uh Lori what's the situation with these two policies okay so the harassment policy this was struck from the agenda due to the policy meeting we couldn't get together during the busy budget season but I just want to explain to you the timeline we've actually we've approved this harassment policy policy was updated in May of 2022 by attorney du Pere he noted the change in the Massachusetts laws for protected classes he redid the whole policy for us we voted for it we passed it actually voted it down um in June and we requested that the policy subcommittee review and then we passed it in August of 2022 the confusing part was masc came linked to the party sent us an update and we're like oh we have to update it again so that's what we just kind of figured out so what we're going to do is we're just going to compare it all masd did was change the the language regarding protected like hair styles and things like that so we'll be reviewing that um and it will likely be I don't know Mike do you think it'll be a vote rather than a first read since we've already voted for it or will it just go to a first read and then vote I mean and then policy jfbb we actually voted on that last meeting and passed it so it's we're striking that from the agenda it's number five all right uh so the first vote we actually have a number six substitute pay Nancy two seconds on this yes um so in the subcommittee we met earlier in the year we kind of benchmarked certain positions one of the positions that we've benched hard was actually the substitutes so we would like to come to the committee to look for an increase in substitute rates um we reviewed seven neighboring towns most of the rates are between 110 to 120 per day and it increases with having a license um so we currently pay our substitutes 95 so I would like to ask the committee for approval to increase the substitute rates to a hundred dollars a day and if they have a licensure or are retired um we would like to ask the committee that they would be paid 120 increased cost of living in the extreme difficulty of finding qualified substitutes we just really feel that our rates are no longer adequate so and to stay competitive okay I have a motion to decrease substitute pay as stated some moved second I'll favor all right thank you thank you uh Nature's Classroom fundraising Julie did something to say Alice yes I think his classroom so excited um this is just to see any approval on any potential fundraiser any fundraisers Community our members are going to do for nature classrooms right now and May 9th all right we have a policy on this so as long as they call the policy uh could I have a motion to recruit the nation's classical fundraising so Jess second second Megan all in favor aye yes all right motion passes oh I missed the first read sorry there's a school choice recommendations first week oh yeah you're right all right does anybody have any questions on that Nancy Carroll do you ever say on that support we support it all right so that's the first read we'll come back and vote on that next time uh take a look at it if you have questions yes or no so we'll do that on the 21st okay all right uh that takes care of the business items because we're not voting on school budget tonight in Carroll is that something yeah I just quickly want to introduce Lisa courting which started today [Applause] assistant and oh my gosh oh no that's okay I just wanted to make sure before she left us you know how happy we are thank you so much um we have a future agenda items proposals on there anybody have anything um the granite Bes Lorena thank you yeah I did I reached out to the the show award and just have it again you mean the Board of Health yeah oh you're talking about actually yes that's what we talked about last time yeah yep so yeah since that was a brought up I got a quick comment on that yeah actually today and he was has been working on getting quilts for that yeah and everybody that he has reached out to says why would you get quotes for that because all the schools are a slap they're and they don't understand so I don't know that's what I was expecting to hear from the before to help yeah so we definitely wanted yeah can we do it can you do a I mean again this might sound like a dumb question when we tested for Radon to see if we had a problem on Compass Circle which is stone's throw from the school and we did have extremely high radon levels so I'm a little concerned it's very localized that's fair big problem when I lived on School Street so Nancy can can we do a test like can Dan do a self-test you know what I'm saying can you can you buy something from Home Depot and do it or is this like yeah the building's too big I think the building was too big I will check with him I did ask him at the very beginning and I believe he told me that the building was too big one of the other thoughts that I just had is I wonder if it could be part of the facility assessment because in the boylstones oh yeah yeah yeah that's a great idea yeah they should throw that in there yes yeah there's a radon mitigation system so I just want to throw something out there Mike and I both work in real estate we put out radon tests all the time you put them in the basement and you tell them to keep all the windows and doors closed yes um so we would have to talk to somebody if we were to do a radon test as to how you would do it on a first floor right all windows and doors being closed for a 48 to 70 hour period where no one can come and go like it's really I mean yeah the other point is that just to make people feel better A lot of times they do the great on because you have finished basements not to say it's not dangerous in the next level but you have more ventilation on the next model right now right just want people not to panic over the radon right just want to make sure we're making the right choice of getting it done it's quotes you know so far came back to Hanto I don't have in front of me it was around five thousand and the other two were like 3 500 to do the topics yes so I don't think the home testing's work because it's hard yeah yeah right you might need to do a uh we feel very fortunate sorry we feel very fortunate about this possible reimbursement in consultation with educational partners the transportation department has put together a home to school transportation plan that describes Services provided to unduplicated students El Foster Youth and low-income homeless Youth and students with disabilities auhsd has always considered the needs of our important subgroups in our education planning this is especially evident when it comes to transportation before going into details about the proposed plan I would like to provide some context about our transportation department we don't get recognized enough as far as I'm concerned so let me talk about just a second the auhsd transportation department takes immense pride in transporting students to and from school on a daily basis here at auhsd we have 91 buses 78 are low to zero emission buses and we have currently 65 routes with students on board last year our bus had traveled approximately 656 000 miles and we proudly transported 1859 students 952 in general education and 907 in special education uh we are very proud of the work we have been able to accomplish I would now like to hand it over to Roxanna to go over some of the details from our home to school transportation plan so thank you Scott I'm a steam board superintendent cabinet and Community I am happy to share details about our home to school reimbursement Transportation plan in order to receive reimbursement school districts are required to develop a transportation plan and receive board approval on or before April 1st the plan we developed is Guided by our auhsd transportation board policies which emphasize meeting the needs of our important subgroups for our general education students inclusive of our unduplicated students low-income English Learners Foster youth auhsd has designed Transportation routes and stops within the district boundaries our students can access transportation services to and from school when the distance between their designated school bus stop and the school is beyond the minimum 2.5 miles and that is aligned with our board policy last year 907 general education students were provided busing with the majority of our ridership coming primarily from schools within 82 percent or higher low income rate in terms of our foster youth students our director of school mental health and wellness mckinney-vento Foster youth programs coordinates identification and monitoring of our foster youth students that live and attend schools within our district boundaries our our director of school mental health and wellness Works closely with the transportation department to provide the best mode of transportation option for our foster youth students the transportation plan is also aligned with board policy for students with disabilities at auhsd students with disabilities are provided transportation services that are determined by their unique needs and in accordance with their individualized education plan their IEP student Youth Services collaborates with transportation to coordinate these Services specified in a student's IEP and transportation is provided at no cost to students parents and or Guardians as Scott mentioned earlier we bust 907 students with disabilities last year the district also provides home to school transportation services for our homeless youth students designated as homeless are identified monitored and serviced by our school and mental health Wellness mckinney-vento Foster youth program again under the direction of our director of school mental health and wellness our staff work to ensure that our homeless students are transported to and from school as necessary and this can be accomplished by providing a free bus pass to public our public bus system Contracting with a non-public Transportation provider or transporting our homeless youth on one of our existing auhsd bus routes the auhsd home to school reimbursement Transportation plan summarizes the work that our transportation department conducts on a daily basis we feel very fortunate that we have been Guided by our existing Transportation board policy to provide these services to our students I would be remiss if I did not take advantage of this opportunity to thank our transportation department on the heels of national school bus driver appreciation day which passed on February 22nd we really want to take this time to say thank you to our transportation department and our dedicated bus drivers that make sure our students are transported safely and on time every day so we love and appreciate the work that you do I do want to acknowledge Rob Lewis our supervisor of transportation and Norma one of our bus drivers that is here with us today so thank you for joining us we we appreciate you lastly we aren't going to show this video but we do want to highlight and recommend that our community take the time to watch our auhsd transportation video it provides a glimpse of the great work being done by our amazing auhsd Transportation team and our video can be viewed on our auhsd community Communications YouTube page and that pretty much concludes our time so thank you it's been an honor and Scott and I are here to answer any questions thank you any questions I I have some if nobody just uh a lot more uh you do a lot more than just get our kids to and from school there are the games uh activities uh um I got driven to La the other day to go see the Opera uh uh you know the uh the um I think we even take like if you do a CIF you know you're you're leaving Orange County or L.A County sometimes uh you know across the state a little bit and um what I also love is when we have a big event like our College College and Career um you know getting our parents and their Guardians to like the convention center there's just so much more that our drivers do every day and they're the first contact with our students every morning and the last in the evening for some of our students and so we really appreciate you you come to me meetings when you're invited to in the community to speak and so we really appreciate all that you do so thank you on behalf of the board and and you know let everyone know that we really appreciate you I had a question about the the two and a half miles that's from the bus stop to the school if it's more than two and a half miles then a student can ride a bus that is correct that's as the crow flies two and a half miles okay but um there's a couple stops like Ponderosa Park was within that uh distance because of the freeway and the board I believe the board back in 89 89 decided that that would be a stop for that yeah so that's that's the reason they do that now is the two and a half miles is that just the district's decision or is it Edco that's the district decision so we could have two miles some districts I've seen like one and a half miles okay so yeah that's up to you and your decision on the distance okay thank you um maybe for Dr nian the difference in income versus expense is almost four million dollars and that is just that comes out of our general fund yes so this is I mean we're super excited since um we have not been funded really much I mean we've been funded about 700 000 a year forever and so the fact that you're actually reimbursing us we're very excited and this is only the state fund or is it any federal involvement so no there's only state funding uh for this portion only and we are already bringing this money already in a second interim to balance our budget at this point so there's no funding through the federal government for for this not for not for this is the home to school transportation through the state funding I mean throughout the United States there's no home to school funding um for out of the federal funds no all these are through the state right at this point yeah have we so this is maybe a stupid question but have we investigated federal funds but there are federal funding for special education but that's all under idea so which we do have some um category dollar from the federal government but since those don't pay enough already um then we transfer the expenses into our district portion right which is which is which is part of our expenses and we do not receive funding either enough funding in special education so all these programs we make a contribution into Transportation into our special education program so uh no the funding we are finally getting which which is it's amazing to get this money already as it is I've been in the industry for over 20 years and most people we have never seen this kind of money before so very excited um and this money or is already budgeted as part of the second interim the county already asked us to budget for it okay good thank you so I have to give a shout out to our organization the cesba um and I think um uh AXA and I think uh the um CSE a all have been Lobby lobbying you know our state legislators for years and years and years but we really hammered this uh you know bus transportation cost in the last couple of years and so I'm really glad to actually see that it's happening yeah the first time seeing in 20 years and so it's it's great um but yeah I mean we could I guess we can always use some of the idea money to pay for this but that's not enough money either so it's just not enough yeah we just don't have enough money so for the for them we'll continue the work thank you thank you all right thank you thank you for your presentation thank you okay moving on to Educational Services we have uh 10.1 home to school transportation reimbursement plan so move second any further discussion on it seeing none all in favor say aye aye opposed five zero 10.2 School sponsors student organization so moved second motion to Second any discussion about the astronomy club all right and uh stars in their eyes Guerrero aye conspiracy aye Mr Randall Trejo aye and Mr Smith aye and I vote aye that's 5-0 resolution number uh 22 23-hr-03 certificated reduction in force and this is 10.9 on the agenda badly so moved second unfortunate I understand I think we all are in agreement with this it's a hard time of year this is you know it sure is but hopefully it will change and we will go back up again I've been around long enough to see the numbers go up then go down then come back up again so hang in there everybody it's got to get better yep Miss Guero yeah um can I ask a question sir well sure um I just wanted for clarification to the public and maybe um I know we've been briefed on it but specifically why the education and physical education departments are being reduced yes thank you uh well you know first of all when we talk about a reduction in force I'd like to take just just a quick moment just to acknowledge the human component um you know all of the great things that our district does is made up of just an incredible partnership between our employees and students and families and the larger community and uh you know each and every one of our employees comes each and every day and they bring dedication and caring and love for our students and our families and you know they make a difference so that's that's not lost on the cabinet and I I know it's not lost on on the board you know when we plan for funding or Staffing each year uh you know Staffing represents about 85 percent of our of our budget and and kind of on the on on the tail end of the presentation that Dr Neen just gave um you know we're facing right now year over year um uh pretty substantial numbers in terms of declining enrollment and also um some some really kind of unexpected and significant numbers and decline in in in daily attendance which is how it is that we're funded and so um uh you know when we when we when we uh uh plan for our staffing in a given year um is our ask the president um you know indicated uh We've avoided this for you know the last uh six years we have found creative ways to even maintain additional staff in a number of these areas and and we'll continue to do so we will continue to consider and and and look for uh creative ways to maintain folks in the areas of English and PE um you know normally when you have declining enrollment and and you have declining staff proportional proportional to that enrollment you're able to absorb that through some creative uh methods through you know people you know leaving the district Perhaps retirements Perhaps things like that and sometimes we come into a couple of areas where where we have um you know a more significant number of folks Beyond the Staffing that is required and given the cost that's associated with that um you know sometimes you know there is a reduction in forces is needed but again you know we're going to continue to look at this and continue to collaborate and hopefully we can find some some creative ways you know in in the future to be able to bring some of those folks back appreciate you answering that thank you thank you Miss Guerrero for asking the question and from from what I'm hearing you know we have only um two areas as sensitive as this is I know other districts are just kind of doing a blanket uh you know in all areas trying to cover themselves so we really are being sensitive and only doing where it is needed so thank you for that still painful though yes any other questions comments seeing none Miss Guerrero aye aye Ms Percy aye Ms Smith aye yes Ronald Trejo aye and I vote I 5-0 uh 10.10 resolution number 2022-23 hr04 classified reduction in force again so sadly I'll approve so moved a second we have a motion in a second nobody wants to pass that one or move that one any one of them so I agree any questions yes um I know it's um with this reduction in force with the College and Career Readiness specialist and the community school liaison how will we ensure that those resources and services are still provided to students yeah that's a great question I first want to acknowledge the great work that our college group Specialists and our community Legions have been doing tremendous asset to our team and it is an incredibly unfortunate that the one-time coveted funds that we were using to fund are no longer going to be available prior to them being here our counselors were really supporting a lot of the work the college career Specialists took on or took off their plates to support during the couple years we were funding these positions and same thing with our community Liaisons our faces were often taking on a lot of those responsibilities we're fortunate with our 13 Community Schools and hopefully fingers crossed Grant 20 Community Schools we all also have now a really larger team to support that work so we'll have to look at as an ad division how we redistribute the duties and responsibilities that they were taken on during these last couple years back to the counselors with the college career Specialists and then with our faces and even perhaps our community school coordinators even cool teacher leads in terms of what that might look like so there's some work that we'll need to do in terms of revisiting that distribution of Duties but it is a tremendous loss and like Brad said we if we're able to and we're finding creative ways to be able to stay in that we would thank you uh I just want to comment um as a first-time board member it is uh difficult but I appreciate all the work um that are certified and classified staff put into our students and schools thank you any more comments okay seeing none Miss Guerrero aye Ms Percy aye Ms Smith aye Mr Reynold Trejo aye and I vote I 10 okay 10 11 resolution number 2022 23-bot-03 supporting the addition of a ninth indicator to the California College and Career Dashboard second any questions uh we just get a quick explanation over here we're really excited about this as you know as a district that Prides itself on Innovation and really whole child approach deeper learning approach education as you know our dashboard our current dashboard is very um connected to State Testing there's there's eight College indicator indicators on the on the dashboard all of it which are connected to the S back testing so even a through G is an example which Cal State Fullerton or the Cal State system and the UC system a through G just passing A's B's and C's and college designated courses is enough to be Dean College ready in their eyes in the dashboard you also have the connected connected to an S back score so much higher bar than even the State Cal State and UC system has so for us this is a way to leverage by adding this ninth indicator it really allows and leaves cover for other districts to support whole child education a way where they can connect it to the state seal of Education right or state still the engagement where students are engaging in the five C's really to do work around civics or local issues they might care about and through that sophistication can connect it to their content so just like to also acknowledge assembly woman Sharon corked Silva who's agreed to sponsor this bill so more to come we're really really excited about Anaheim Union out in front of this thank you so much any other questions okay seeing none Miss Guerrero aye Ms Percy aye Ms Smith aye Mr Andrew Trejo aye and I vote I uh 10.12 resolution number 2022-23-b-o-t-04 land acknowledgment slow move second who's in the audience well you guys are all quick to approve those yeah oh okay let me read a little bit of our resolution here uh we respectfully acknowledge that the Anaheim Union High School District is located on the ancestral land of I'm I know I'm going to butcher this but I apologize gabriellino tongva people we gratefully acknowledge those on Whose ancestral homelands We Gather as well as the diverse and vibrant native communities who make their home here today so that is part of our resolution so with that said any any comments um yes I just uh was also very excited about this I know some of our school sites including Anaheim high school already has their land acknowledgment in some of their libraries and Main offices so um very excited to be putting this on very excited for this to be on the agenda tonight good great see okay what I what I love about this is that um you know we had uh we had our kind of discourse uh you know last year um with the naming but this is um something that we're learning and we're improving and uh you know where we can do things this is what I love about our district um you know we we move forward and we don't just give it lip service and we don't we're not show ponies this really means something so I really appreciate this resolution being brought forward because I know it means a lot to the folks that truly understand what this means so it isn't a an important acknowledgment for us thank you for the explanation okay seeing no more comments okay Miss Guerrero aye Ms Percy aye Ms Smith aye Ms Trejo aye and I vote I that's five zero thank you you're you need to meet and greet with the student ambassadors so I know some of the photos are in the report so appreciate that um I also attended the auhsd third annual Black History Month celebration the eighth annual girls engine engineering day at Dale Junior High School and I want to give a shout out to retired retired Dale Junior High School teacher Phyllis fukamoto who has been um an instrumental in making that event happening and continues to volunteer even through her retirement I also participated in Sycamore Junior High School's High School Readiness week that the counselors put together for our junior high students as they prepare to transition into ninth grade I also had the opportunity to attend the every student's succeeding Awards preface at Cyprus where three of our auhsd students were recognized and I attended the Saturday Academy mindfulness Workshop organized by the student ambassadors and um had a singing uh duo with a trustee Ann Marie Trejo and then I had site visits to Savannah High School Brooker Senior High School Laura High School hope school and Western High School and I know I kind of joke about it but at Western High School they have their biggest rival from Anaheim high school and they currently have the Bell so they let me visit the Bell when I attended the site so appreciate them let it be visit the boat with the football coach there um and then I would also like to take the time to highlight the upcoming 125th anniversary of Anaheim high school we are very excited to celebrate the school's 125th history and we'll be having our celebration next week on March 16th from 5 to 7 30 p.m and I want to give a shout out to the maintenance staff that work to locate and dig the 1998 Time Capsule that took about two days to find so we appreciate the work and we are very excited to celebrate the 125th anniversary of my alma mater so that concludes my report thank you yes good all right uh let's see I attended the Strategic Arts plan meeting um held in the PDC um very interesting I I kind of um it's great we've got all that money and I'm and we've got enough people involved that we're going to spend it really well and really boost the Arts which is phenomenal I also attended the student discipline meeting which was uh interesting and and had a little hard time getting on it but that's because of two different emails okay then on Sunday I was able to meet the WASP committee that is working at Cypress high school and I have to say this it was in I enjoyed meeting them and talking with them and answering some questions but the part I enjoyed the most was sitting in in the meeting they had with the parents that had attended they wouldn't let anybody else come in but it was just the parents but I said but I'm a parent I'm a grandparent I had a student there so I said I can go sit in so I did I'm really glad I did because listening to the parents and the comments they had made me feel really good and they had a lot of positive comments about the school the teachers the administrators and I wanted to attend the next meeting during that week as I asked them to send me the schedule I wanted to attend the next meeting they had with the students where they asked the students with just the committee and you know and the students unfortunately I got sick so I wasn't able to go but I really learned a lot and I and I'm really glad I did go and was able to be involved in that so oh [Laughter] committee meeting afterward they just they were discussion about the student meeting in total because it was every student from every part of the school the athletic the more like was it mostly positive or oh we had no negatives no negatives no one no one had anything negative say I was like wow such a good report I mean I it just makes you feel really good and I mean and in the parents that were in the meeting their students were not the a students you know and they had students who had problems this one parent unfortunately her son is now at Sunburst Academy but she had nothing negative to say for about anybody instead the opposite because they helped her with her son and what you know was happening so it's just you know that's tremendous I I was really really pleased so good yeah and that's about all I did Percy I mean Miss Smith I'm looking Smith the gentleman that does the uh food service for our district I can't think of his name here Orlando Orlando oh I saw you earlier and I was hoping that you would hear what I had to say I spoke to a seventh grader at one of our Junior highs that I know very well and I asked him about the food service the meals and you don't have to Grimace because I can't tell you how overjoyed this is this young man is not very verbal and I have to practically draw the words out of him he couldn't say enough wonderful things about the food service the fresh fruit the vegetables the preparation the whole enchilada Smith I'm not going to say I just feel like I I want to keep that to myself I'll share it to with you privately but it spoke volumes to me because he's missed a lot of school this year and I find it very distressing to hear about young people developing today and trying to become young young people and grow and mature and move on to the next step step and it's so difficult and that to me was just such a high note for me for this year's because of this individual so I want to thank you because I think it's very emblematic what is going on in the other schools with the meals so thank you well it's a wonderful thing and um I wanted to thank the administration for the information about non-school sponsored events they have them listed here of where our school folks are going on tours for spring break and Washington DC and Santa Clara and Palm Springs and Indio and it's just so meaningful because these young people are growing and learning more and what wonderful way to learn about life than to travel and be with your your cohorts and your peers and enjoy life so I appreciate that and as I drive by schools I'm very heartened I drive by Dale lowera Magnolia ball and they all just look so lovely and it's such a big part of our our community that our schools look lovely and today coming to the board meeting I have a shock of a lifetime I can't think of the name of the Catholic girls school on Magnolia Cornelia Conley thank you well it used to be Courtney it was taken down about a year or two ago and it was beyond shocking it looked like hundreds of small boxes which I guess are going to be Apartments and I don't know who will be living in them I I'm driving at 25 miles an hour and looking and and I'm going to go over and park and just kind of take it in and see if I can find out what is behind this because I don't know how it's going to affect our school district who is going to be living in these very small units so um it's just change and I just happened to see it coming to the board meeting tonight then I got a call from a teacher over at Cambridge Academy about a clothing driver they were having Saturday and my husband and I drove over and the gentleman brought the ASB president over to meet me and I was awed by what I saw going on the amount of collections that they were taking in how they were separating them and preparing them and the intent is that they're going to give them to people in the community and then some are going to go to the Ukraine to Ukraine and then they said the others are planning to send them to Sri Lanka and our former board member al-jabbar is from Sri Lanka and that country that Island you look at it up on the map it doesn't look very big but it's in a lot of Harm's Way and has been for some time so anyway I just want to share what young people are doing today and giving back to their community and asking people to participate in be a community so that's it and just thank you one and all for being here and for the scarf too that was really sweet of you thank you thank you okay real quick I attended a webinar csba on the trauma informed education on what governance needs to know about trauma-informed education it was pretty interesting I did attend the lcap in my living room and Robert you did a fantastic job the opening and having 400 people there was just amazing record-breaking yes you had some big shoes to fill with Manuel gone but wow that's a great start and then I heard you doubled your numbers up to yes we we have I think a little over 800 signed up as far as how many will you know actually show up you know obviously where we'll see but but we have I think about confirmed uh folks that have accepted for the focus group meeting the first one we're having is uh this Thursday we have over 200 people right now but you know really the credit goes to um all the folks that are at the sites our principals are you know uh you know Union leadership um you know Roxanna Dr Roxanna Hernandez who's been also working hard with all of our sites and then omkar who led the charge with our our students um in terms of recruiting our students we had over 200 students on February the 9th and they were really our our those they were speaking up they're asking questions um it was really beautiful to see so again just going back to the importance of student voice and agency and seeing it you know live in action so so thank you to everyone in particular to omkar appreciate it a gentleman who uh defer to uh you know they're so humble you don't take credit but you deserve thank you I attended also the comfort of my living room the black history uh month celebration where um I spotted two of our our cabinet members dancing it was really funny because um they stood up and they started dancing I'm like that's bad that's Brad that's jiren and so I quickly text Jared because he always answers the text right right away and and he's looking like where am I where am I but I there was a camera right behind you too and I could just I could see you enjoying yourselves I I teased them and I said I know you guys want to get up there on the stage and dance because you have you have a great uh Great ACT but that was what it was wonderful um celebration but it was also wonderful to see our cabinet members there I'm enjoying this taking the time to do that too I tease them but I really appreciate that and I'm sure everyone appreciated you being there was really great and you were actually there so I appreciated the folks streaming that live so I didn't have to miss that um I also this weekend was able to go to the Saturday Academy where the ambassadors planned their second mindfulness Retreat I'm gonna say they have it down this is only the second time the ambassadors put this on and it was like an adult run Retreat that you would pay money for you are so professional it was just amazing they had students over Saturday Academy attendance actually choose to do this Workshop Brian tan was actually there to actually witness and because there was a cohort from gear up there and he was moved to tears to see the students leading this and we're so lucky to have Brian for all of these years I think it's been six years now but to see see what his work has done in inspiring our students and we have mindful Representatives at our schools I mean that's just no other district is doing this work and so it was really really really well done so congratulate the ambassadors and who's the student that actually let it or put it together he was really tired he was up all night long remembering a Cypress ambassador please do my best because he did a fantastic job thank you speaking of the Black History Month celebration and she mentioned about the video is there a way to determine how many people were actually logged in do we that capacity okay but live it was 40 plus whoever was in the audience there yeah that was very good thank you I didn't know that it would be in broadcast live so I attended that celebration also at Kennedy and and the the hosts were uh Cyprus seniors and they were just so professional weren't they just um amazing how well they they presented themselves and and they weren't standing there reading notes when they were doing they were just out talking in and leading it so they they uh they have a good future for them I attended the girls uh engineering day at Dale Junior High and uh different classrooms where they were going through scenarios with I was surprised at how many professional adult and adults were there in each classroom there must have been at least six or ten uh adults there too from the uh representing their profession in engineering for the girls though and both male and female so that was really nice to see uh and the rooms were full and even though it had been raining so I thought maybe it was a little gonna be a little light but no they were well attended I attended the ROP in service for teachers and the theme was leave a lasting impact and the keynote speaker was Kathy Boyd and her staff from OCD and they did a very nice job I was impressed with their presentation and last I attended the first annual soapbox speech at loara and I have to tell you boy those kids are really great they were so eloquent and so so uh knowledgeable in their presentation when the way they came across they they're going to do well right it's on my calendar yes so I don't know who's going to be representing that school but they all did really really well and and some of the I was going to say some of the topics I don't know if I can pull it fast enough but it was amazing um some of the topics that they were is not coming up fast enough darn it uh yeah here it is I want to talk on vapa very knowledgeable uh balancing life uh we're talking about AP classes and and an unbalanced class load uh the significance of discipline for teens starter pets this is really interesting uh hamsters gerbils Turtles and goldfish what they go through because they're just basically flushed down the toilet you know kids get them and they don't they don't treat them well and then they're just flushed so so they were but it was presented very well I mean really put the kids to shame because they were being mean to these little animals um Asian American hate uh chasing your dreams and a carbon footprint so those were the various topics of the speeches and and I have to tell you they did a lot of research to get to where they uh before they got up on stage so they did a great job so that's my report um next is Advanced planning future meeting dates are listed next meeting is April 13th glad that's not Friday but it's a Thursday and suggested agenda items is 14.2 anybody have that yes I'm just um still putting a plug for our board PLC or Workshop whatever you want to call that okay could you speak up oh sorry I'm putting in a plug for my for my request for a workshop for the board okay um I believe um Miss matsude was going to have a chat with you first okay yeah okay report out okay and then um I'm wondering if if it's amenable that we could maybe have a little small celebration for the Atlantic acknowledgment a little ceremony um for the wedding the land acknowledgment oh Landing yeah that we just did maybe just a few folks reading and something something like that well talk about it just want to put that out there okay okay uh for adjournment I'd like to wait yes go ahead before you adjourned okay I have something else I want to bring up okay okay I have gotten a few emails from students from Cypress high school and I had some you know not unusual but one of them I want to to share with you because this is part of I guess they're caps Capstone project okay so this is the letter I was written dear trustee Piercy we are students at Cypress high school and we believe there aren't enough life skills taught to students of and around our age at a time around our age it's necessary to obtain and gain at least some understanding before going into the real world as an adult our proposed solution is to add a life skill class to the a to G curriculum to teach the students the necessary skills parentheses driver's ed behind the wheel taxes job hunting Etc to live in the real world okay and then later in the near future we plan on creating a survey for auhsd students on this issue to fill out so their voices along with ours can be heard Upon Our initial research we have found that quote unquote people of all ages can benefit from life skills training and instruction it's important to teach these skills as early as possible learning life skills helps our children create better futures for themselves and for the World At Large unquote thank you so much for taking the time to read our letter and hear what we have to say about what we believe is an absence in part of the curriculum and they look forward to hearing from me okay but I just I really liked that and they sign their names and I just thought this is so astute I mean really and I just well written letter and I love getting I haven't answered them because I just saw it on the Fly today but I'll get to it tomorrow and then there's another one about another thing but I loved this one this was very well done and I wanted to share it with everybody so yeah okay shout out to the Capstone yeah okay all right number 15.

appoint an acting clerk so the next business is adoption of the agenda a second Mr Cruiser says I'm Miss Rodriguez aye Mr Hopkins aye Ms Olson aye um pledge allegiance thank you I pledge allegiance to the flag of the United States of the Republic which it stands one nation under God indivisible with liberty and justice for all okay the next item is governing board report of current events does anybody on the board have anything to report at this time yes I forgot to do the call to public comments but I don't believe we have any okay so now does anybody on the board have anything to report okay so the next item of business is the superintendent's report of current events uh Mr help because I would like to members of the board and Federal members of the audience I would like to just uh do something a little bit different with my superintendents report just maybe try and highlight uh professional development highlight over the last week participating so I wanted to share uh on February 22nd we had a special education department uh professional development with our paraprofessionals and we focused on a based on talking with them and the feedback from our paraprofessionals in the department we wanted to have a PD on a social emotional learning strategies so uh working in collaboration with Miss Adam go on our special ed director and Mr delara soon to be Dr delara and who's in the audience right now and Mr Roger we work together on developing a a choose love social emotional learning strategy professional development we had our paraprofessionals in attendance um are our team from the special ed Department provided a an incredible training PowerPoint available for all of the paraprofessionals and so I just want to just give a little bit of context of how it went we started off with uh from Simon sinek what is your why as far as what is your why with what you do what drives you not just at Princeton extrinsically but intrinsically and so we had every uh every prayer professional fill out what is their why and so I would like to read uh I'm not going to say their names but I would like to read some of the comments just so that you know we want to just focus on on relationships culture but also on strategies that can take back into the classroom all throughout campus and so um some of the comments from our paraprofessionals on what is their why as S as stated by Simon sinek and his most recent book um my family working every day having a better future every day can be different a new way to start I like to learn to do something to be better and feel better I would like to make a difference for for the students I want them to succeed I would like to think I could be an intervention for them um get experience for my college degree to have the chance to make a difference in the child's life to help be a motivating force for students to reach their full potential create strong independent free thinking citizens of the future um my why are the kids I love being able to make a difference when I walk into the classroom in the morning and see how excited a kid the kids get makes my day uh what is your why my why is is uh shaping and influencing kids to make a difference in uh mental health education and unconditional support my why is to be more prepared for our future generations to help them to be good persons and successful my motivation is to come to work see our special needs students with happy faces knowing that they depend on us paraprofessionals to be here for them teach them and to just be heroes of Heroes for them to be able to help the kids I'm also fortunate to watch my kids grow with school Year Mi porque my wife to help the students be successful that they can shine and show off their talents why do I get up in the morning and decide to come to work I love the feeling of being healthy and being able to be of service to help others and sometimes also receive help why because it feels good to be positive and have a job and make a difference every day in a student's life so I just wanted to share the why and this is something that that um in my most recent of Latino Latina superintendents Academy we had a guest superintendent from from Greenfield Union School District and she's been a superintendent in her district for six years and she has every one of our employees fill out what is their why especially this time of the year right before testing time is to get that additional motivation to to make it through the air and I'd like for um our Dynamic Special Education team their idea I want to give them credit on this they had um prepare professionals work in teams of two or three and they came up with uh from the true love strategy for social emotional learning they came up with um positive affirmation posted as you can see every uh they're a professional put down their I am I am I can I will the positive affirmation and this is uh in the special education department every day so when our paraprofessionals come in and get ready for their assignments and to go and do their uh exceptional work they see these up in their rooms in the special education department room every year so it's just the way to where they can provide motivation for each other and this is our team that welcomes them in the morning and so you can see some of the great comments Sarai and helpful I can help my students I will be a a listening uh for my students I'm a fish and I can be patient I will be kind I am patient with others I can work I will I work hard I will succeed uh I can't do my best to encourage all students so this was a very Interactive professional development our team did a great job all our professionals were in attendance you could really see the personal and professional growth and so we just wanted to share that with you and that's my um that's uh my superintendent's report we concluded uh the PD was given every paraprofessional a chance to call let's go around they all just shared a personal professional celebration so this is a team that we have they're doing great work for all of the students and all of the staff throughout campus so uh just wanted to get a chance to recognize them for what they did and professional development for our special ed Department [Applause] okay next item on the agenda is Awards and recognition yes sir Mr Hudson the members of the board we have um are something uh this the second time that we're doing this something new uh no working recognitions a uh superintendent student of the month so we're focusing on uh three more primary grades first second and third and so I'm just gonna run over to the podium real quick and just read again uh what the certificate States but each of our primary teachers you can see them there they're all smiling from ear to here miss yaryan miss insha and Mr they're going to call their student one at a time and we'll do like we did last time we'll uh get a picture after each uh student of the month for each grade and but they're going to talk more personal about their uh their student of the month so can you go real quick to just read real fast over here with the certificate says and uh student you're being selected by your teacher for your outstanding academic achievement based on excellence and growth in your classroom you have model great behavior that follows the office of Unified School District Red Raider expectations of being responsible respectful and ready to learn thank you for serving as an exceptional student leader in Austin Unified School District and we have the teacher signature the principal signature my signature so first I will call up our first grade teacher Miss Ariel so I can answer questions foreign [Applause] did not start the year off on the best foot we had some discipline issues he kept forgetting where his seat was he was not very motivated when he came to finishing his work over time Cameron became one of the most motivated students in the class he is always renting his hand and ready for to participate in discussions he strives to not only finish his work but finish it early he will he's always willing to help his fellows classmates so these are all reasons for him to be getting this recognition the reason I find him the most observing is through his compassion empathy and kindness he shows his chords his classmate know a guy at the beginning of the year the only people know Akai wanted to be around now me and his parents if anyone came near him he would quickly tell them bye-bye which meant didn't know what kind of language please leave since I had to be with the rest of the class nookai would come out of the century room to see me sit in my chair when I was lecturing or squeezed my arm for a hug we know if I would come in I noticed Cameron approaching him at my desk he would ask him for a high five or just say hi to him after a couple of weeks instead of knowing I'm telling him Baba and going back to the century room he started taking an interest in him soon he would give him high five then the high fives turned into hugs and laughter he would sit with Cameron and Cameron would read a book to him though like I started to become willing to go out to recess with his classmates and then to PE where he and Cameron partnered with each other through activities the friendship that Cameron has shown to know a guy has opened him up to his willingness to have friendships with other classmates as well since we have changed classrooms norkai is now in the same room with us having his area sectioned off to the side if I look up and Cameron's not in his seat working I will look over and he will be sitting at New York Times Table doing his work there Cameron who started as one of my biggest special students has now become one of my most helpful and dependable students this is why I believe he is deserving of his recognition [Applause] now we have next Miss insha please come over all right um good evening to everyone good afternoon everyone um so I picked Leah here and Babu so when I was given a chance in an assignment to picking a student of the month and I had to look at all the quality notifications that all my students possess and this includes academic behavior and social skills all of my students have those qualities maybe one of the two or all of them have this and I can evaluate this every day that we're together all in all um one student has undeniably and consistently shown me a drive that keeps going and here curiosity continues to grow in her mind every day she asks questions several different questions every day her kindness is contagious she always helps her classmate that struggles whenever she's done with her work um her educational Drive is inspiring to her peers and she gains friends with all the hard work that she does and all the help that she gives to her classmates she's always willing to go the extra mild and exceed expectations highlights of February and what inspired us this month um my name is Cecilia Anton and I'm the student body president uh with this we have Jerica Nacho um Jessica Ortega Joey Andrews Tunisia Miguel sorry um so yeah um what inspired us this month and we're gonna have our first presenter Joey Paige Andrews um I was one of the lucky students that got to go to the University of Arizona and it was a real great experience it was very fun and we got to live kind of a do the campus life so and we uh I met some students some to students uh from a program called NASA I forgot what it kind of goes for but um it was very good that they had a lot of programs and a lot of classes for um us indigenous people our indigenous students as well it was very nice [Applause] oh I would also like to um give a huge thanks to the community for supporting our lady Warriors we made it so far and it makes us want to go much far farther so thank you to the community [Applause] [Music] thank you [Music] foreign [Music] foreign [Music] foreign [Music] High School I am a ninth grader and I am the secretary for freshman um um so I'm up here talking about the amazing experience we got to present at the February school board meeting it was very nice experience and we got to ask the board members some questions and very nice answers um we got to present ourselves as students and as leaders we'd like to give a big a big thanks to our supporters so the boys Warrior basketball team state runners-up and state Regional Champs [Music] thank you [Music] thank you [Music] foreign [Music] hello [Applause] I I also got to go on the asba advocacy day and that was very fun we got to meet the governor Katie Hobbs and um I got to meet a uh some fellow students from the or some students from the Navajo Nation and we would share our cultures and it was very it was very nice and would you like to see anything I was also there as you can see um I enjoyed the I enjoyed the experience very much and I especially enjoyed um learning about other other students cultures and about their Traditions that they do for Womanhood and like what their Julie represents and their their how they introduce themselves especially I really enjoyed that and it made me feel really nice [Applause] so I think [Music] no last month sorry um last month we met with a lunch with superintendent Diaz um it was a very nice meeting and and he was talking about some really interesting stuff and one of those stuff would be about your journey on life it's from zero to when you're 100 and you have until about 25 to you know get your life together but you still have like 80 plus years and to make it to make a to make it out of something and work hard and just do your best in life don't give up and walk with confidence um I have joking Jericho um I am the vice president for the freshman and I'm going to talk about the trip to Midwestern University the trip to Midwestern and University was very in very educating opportunity and the campus was a nice place they welcomed us very nicely we learned about a few things three things I learned I learned about were valley fever and how it can affect an animal how to do stitches and we also went to the Dentistry room and they showed us how to put feeling into a tooth we had seen human insides and animal insights mainly their hearts and brains also their lungs being there was a nice opportunity and one day I hope we can have classes like that at our school foreign [Music] I also went to the Midwest Midwestern University and we learned a lot of things and we had a lot of body parts such as the heart lungs cancerous lungs the horse with heart we also got to hold a dog's heart that had worms in it um our main focus is were the veterinarian pathology and dental and surgery skills also stitching for the veterinarian part we got to check out the animals and the different diseases that they can get and for the dental we were able to fill in a tooth that had a cavity and then for surgical skills we were taught how to stay sterilized and not touch anything how to pass somebody when you have your gloves on and for stitching we got to use needles and Stitch up a pads like it was a real person we weren't allowed to take many photos so there's not many photos of the body parts in the videos but for our school we would like more CTE classes such as health and medical so we could learn more and it would just be way more helpful to everybody else who doesn't know anything about medicine or their help and then we have a video to share [Music] thank you [Music] [Applause] [Music] foreign [Music] [Applause] [Music] thank you [Music] [Applause] [Music] foreign [Music] [Applause] [Music] foreign [Applause] it's been a long journey due to the pandemic this is our seniors first year on campus since covet struck our seniors were in their third quarter of their freshman year when covet struck so it was very hard for them to get through the year but now they're working with teachers and counselors and trying to get stuff in on time I can only imagine how hard it was for them to move to move on after the pandemic but they made it through so far when the pandemic struck I was in sixth grade and we had just moved and the connection was very bad so it was very difficult for me to do school too so I can only imagine how hard it was for them to make it all the way through high school just doing stuff on online with no Wi-Fi or having trouble connecting to their teachers but to help our seniors graduate this year we've had we have four ways of making that happen the first is our motivational necklaces which will be shown in the video after our campus signs that we have hosted up all around school which are also in the video and reminders for them to check in with their teachers and their counselors to make sure that they graduate on time we also have a senior night to honor our seniors and parents [Music] thank you [Music] ostuko is planning a basketball tournament for our four houses that we've incorporated into our schools um we're still waiting on a couple of emails from others and there's more details to come once we figure everything out [Applause] on March 23rd we are going to be having a school board lunch and we would like to welcome the governing board to come and eat with us it's going to be at 1pm at the high school and see Ben for more details yeah Ben is there any questions from the board comments Ella I just want to thank you for your presentation it's been it's been a while since um what couple years maybe that we haven't heard from the council yeah but I'm glad that you are taking part in part and um promoting uh the school [Music] um um announcements and things are happening at the school and I do appreciate that thank you very much um I'm really glad that you're here tonight to um present on behalf of the student council I really like the that idea that what you guys are doing is really I haven't seen that in the four years that I've been here on the board um that the students had come into the boardroom and do their own presentation so that's that's a huge step for for you guys and I really um and thankful that you um are doing that and and the videos shows a lot that's happening at the school I really like the idea that you're asking that the CTE programs are more uh focused on I think that things that are needed here in the nation like the veterinarian veterinarian I know we don't have one and the um I'm not sure do we have an awesome dentist an actual dentist I know we have assistance really oh not yet not yet one of you girls will be the first Autumn dentist um but I really like that you're you're moving forward in that area to to see what the possibilities are and the Northwestern University is that my question Midwestern where is that at in Phoenix oh so how many of you guys went to the um I don't remember how many of us went but it was freshmen's sophomores and juniors and only one senior King oh that is so cool I like that um you got to do the uh a lot of the what is it like the operations on like the animals or seeing those things and then also with the the stitching that I saw and uh actually doing a filling was that what what you were doing uh yeah it wasn't an actual tube but yeah but it was so cool right I I really like that so thank you for for um sharing that with us [Music] can you think um we're gonna hand each of the governing board members um the motivational necklaces or the pieces um so in the video our Sean was wearing the necklace he's a senior so when you see a senior this is the way of motivating them to graduate you when you're you're basically motivating them by getting a string and tying it around their necklace so that by the time that the end of the year comes their necklace will be full of strengths and it's just a way to get them to motivate for a graduation yes and so the person tying his string in the video was his brother bikini so yeah so we're going to want to eat you awesome thank you Miss uh Stevens Washington I just want to say thank you so much for your presentation for putting this together and it is definitely a treat to be able to see anyone step up and no it's not easy but you guys will do really well and just speaking and um especially using the language I know it's definitely good to hear and I know that is something that's really a highlight among the other districts when they know it's really been trying to be utilized within the student school system especially ours um I I do want to say just just to kind of uh a lot of the things that I see is the things that we wanted to see for a long time a lot of the things that we're trying to open doors for you as far as school board with advocacy days or you know meet meet in your government I hope that you guys really do come back and share as much as you can with your peers like hey these are the things we're getting to do as part of the student council or in any capacity um and it helps to motivate them again not only motivate them to just be there I mean not everyone but it's a graduate motivate them to be there to participate um because I know it's not easy for everyone but I definitely want to be able to say that we're trying to provide an environment that helps to support that so thank you ladies so much for everything that you're doing appreciate it [Applause] it's also national women's day so if we give a congratulations to all the women that are out here a hand to all the women that are out here [Applause] and if you see any women out there on your way to bashes or the shell let them know it's women's day and shake their hand do I give them a high five yes or give them a curtsy foreign okay we just want to thank the governing board and Mr Diaz for having us tonight and get letting us share our videos and our experiences for the month of February perfect thank you I'll see you next month oh please make sure you're putting your speaking into the Michael School president members of the gravity board um there's even one more here not only to our students but also the leadership of this Brewster for bringing uh the leadership out of the students and also congratulations to our counselor for all the work that they've been doing to it should as soon as they get authentic experiences and thank you also to other leadership of me Sudan who allowing and supporting all of those experiences to not only for the students um cannot be any more proud to see the leadership for our students and those opportunities that you also supporting thank you and back to you thank you sir sorry number three uh we'll go ahead and move on with without any objection number three is our barbecue Unified School District came back award Mr Diaz thank you president and at this point uh we do have a a couple of nominations and that we want to celebrate I want to ask Mr Martinez to please come forward to present the awards he is nominated our lawyer Mr Martinez to president go ahead sir sorry uh good afternoon board members uh superintendias uh two chemist uh two can one of them is a group and the other one is uh is our ESS gifted teacher uh Liza Gowan um throughout the year Miss Cowan has been participating in the Pima County superintendent's uh office for gifted program and she's been represented our campus as one person's department so just wanted to congratulate you and there's a lot of great efforts and contributions towards the USD gifted program and we're also now being in compliance with State reporting as well for our gifted program too so uh the second the second group candidates is Ms Crystal Ramon Mr okay and Miss Rodriguez they've been essential towards collaborative efforts in regards to our ESS population and special uh special needs in regards to medical procedures or any other items that relates to being in relationship with ourselves Hospital as well as as our as our District's initiative so just wanted to congratulate them so thank you thank you sir [Applause] yes definitely congratulations and thank you so much to the bills in the ESS Department who are giving their effort we appreciate it what do they get they get their plaque a bonus so hey I hand it out no from him from his check yeah oh nice A little a valuable amazing one of a kind [Music] it's beautiful thank you so much um without any objection we'll move on number four is our barbecue innovate School District education advance and evaluation program presentation Mr Diaz president members of the government board members of the Korean Community uh part of our three three year straight goal is clearing the land on the first year and as part of clearing the land it's also finding obstacles and we how we're gonna get rid of those obstacles as uh um as part of the cabinet um we're looking for ways on how to be more efficient and at this point I'm gonna ask the support uh for Miss Kinsey which is going to be presenting in the process about evaluation the program and the findings so please miss green zip come forward [Applause] thank you for a second experience with the government all right good evening governing board president buendia governing um here's a video about the evaluation platform this is an overview of our staff evaluation platform selection process one of the main purposes of searching out an evaluation platform was to streamline the process of our evaluations currently we are using Google Docs Google forms and email feedback to provide our evaluations so we are looking to have a uniform system in place to evaluate all staff we are also looking for a platform to centralize our data housing we would like to have a digital Archive of Our evaluations So within that we want to be able to house all of our site evaluations for all of our different staff members as well as amalgamating the data collection regardless of who is doing the evaluation lastly we wanted to take a look at district-wide data Trends so we wanted a platform where we could house all of the data and take a look at the trends across data within the district across sites and also we just again want to have that uniform system in place to evaluate all of our staff members together these three things will increase the overall efficiency of evaluating our staff members by Saving Time collecting artifacts and maximizing our devices and systems in place to improve our overall evaluation process when we started to look into the different platforms we had nine non-negotiable features that we were looking we wanted to find a platform that had Google single sessions sign on we wanted to find a platform that was able to house two-way communication between the evaluator and the staff member and housing that communication within the platform we wanted a platform that could facilitate year-to-year tracking so we can see the growth of our staff not only within the year but within but across the years we wanted to find a platform that had app and mobile capability to allow for those quick additions to the evaluations over time we wanted a platform that has the ability to collect artifacts through artifact uploading of pictures videos lesson plans and other documents we wanted a platform that we could pull school-wide and district-wide reports so we wanted to be able to look at our data through multiple different lenses additionally we wanted to be able to house multiple rubrics to be able to evaluate all of our different staff members within all of their different capabilities on a single platform we were also looking to have a platform where we could have multiple people adding on to a particular staff member's evaluations and that will allow for our principals assisted principals and school Improvement Specialists to add documents and add notes about each specific teach and the last thing that we were looking for is a platform that can house time stamped scripting so as our admin teams are in classrooms and making note of what's Happening we wanted to have time stamped and rubric aligned scripting capabilities we took a look at three different platforms the first platform we looked at was education Advanced evaluation this particular platform offered all nine of the non-negotiable features that we were looking for this particular platform also offers a year-to-year contract with no obligation for a long-term commitment year one with this particular platform will cost eight thousand five hundred seventy nine dollars and forty two cents and year two and Beyond will cost us five thousand three hundred and six dollars and the difference in costs between year one and year two for this particular platform is really based on the training and also for year one we would be able to roll this out as soon as it is approved the second platform we took a look at was Frontline education this is one that we have had in the past Frontline only offered six of our nine non-negotiable features and unfortunately communication with the system and with the people at Frontline was very inconsistent and was very unclear and as a result no quote was provided about their the third and final platform we investigated was PowerSchool perform PowerSchool perform does offer all nine of those non-negotiable features that we we previously mentioned however the difference between PowerSchool performance education Advanced evaluation is that PowerSchool perform does require a long-term contract so committing to PowerSchool perform requires at least a three-year contract with them the cost of PowerSchool performed for year one is twelve thousand seven hundred and seventy two dollars and seventy cents and year two and Beyond would be 6572.70 and again that difference between the year one and year two cost is for training and implementation of the platform the office of the superintendent is recommending approval of the purchasing of Education Advanced evaluation to house our staff evaluations thank you and to provide the clarification this will be funded out of impact Aid as we have funded it in the past questions from the board I have a question on um the software um I saw the decrease from the first year to second year is it gonna continue to decrease or will the increase after on the 30th um the first year is more expensive than the the following year strictly because of the implementation and so that covers the cost of having their people train and Implement and upload our rubrics um so the expectation is that year one will be the most expensive and then from year two and Beyond it will it will stay consistent and or grow according to um as our staff grows or um as their platform grows but the expectation is that it will stay yeah and and this particular platform education Advanced evaluation they charge per um per staff member so as our district grows or shrinks that will also impact their overall cost go ahead and get a chance to oh sorry Sylvia and then sorry yeah I just um just in line of what Kathy asked um the implementation and the training that cost is all inclusive yes so the year one isn't paying anything more than what correct that charging yes so the year One cost that I had up in there um so the quote that we have would start March of this year and would follow all the way through and it's at 8 500 I don't remember the numbers off the top of my head um but that will cover us from March of 23 all the way through June of 24.

district on the process that was used when creating a strategic plan now it was a very open and transparent process the voices of stakeholders were heard they were used and helped create this cohesive plan that the district is able to follow I'm proud of my participation in this the work that was done and I look forward to the district's future success by following this plan thank you thank you next we have Mrs Mindy Brockie brocker again rocker I'm sorry I didn't see the art I apologize thank you so much my name is Mindy brocker I am the mom of three children in the Higley School District I've got one in elementary middle and high school and I wanted to just take some time tonight to thank the school administration and our school staff for the tremendous job that they do to keep this District running in today's environment it's quite the political tightrope that they walk and I think we as parents take much of it for granted I also want to specifically praise our Higley teachers have not agreed with every one of them but you know what I still appreciate each and every educator superhero they've made my children think they have challenged them in ways that I never could my kids are amazing but they're not easy I've sat in IEP meetings gifted curriculum presentations I've requested library book exceptions and name change accommodations I've had discussions with teachers about 7th grade Science Education and high school cell phone contracts and throughout all of it every Higley employee has been gracious and kind I have not doubted for a moment that our school leaders have our children's best interests at heart maybe tonight I can be a voice for other parents like myself who are just very tired of the constant drive to destroy Public Schools so despite my deep seated dread of public speaking as you guys can here I am humbly requesting that this board not caved political pressure from District Outsiders I hope to give voice to parents who appreciate their kids Educators who trust and appreciate public education who are very tired of attacks on children and teachers in some strange attempt to make a boogeyman out of anything that makes them feel some kind of way so please continue to support my child as a whole human understanding that improved emotional and social learning makes for a better student with better results please continue to teach my child about the world around them The Good the Bad and the Ugly I'll continue to do my best my very best to parent them the best way that I know how and with that I think they'll do pretty good so thanks thank you very much Mrs Rebecca Mejia good job with my name often gets butchered so I am Rebecca Mejia I have spoken here before I'm sure I will speak here again my family has been part of husd since 2007.

leading uh the March regular meeting of the Bethany Board of Education to order where we Inspire and Empower children to thrive in the World of Tomorrow we'll begin as we always do the Pledge of Allegiance if you please rise I pledge allegiance to the flag of the United States of America what an annoying voice what's up all right um I would like at the beginning of our meeting today to welcome Susan Bradford as our newest member of the Board of Education it's good to have good ahead all right we've already done our student recognition for those those joining us virtually we were forced to start late today because uh several board board members had conflicts arise we didn't have a quorum we need five of our nine members here before we can start but we did have our student recognition prior to the formal start of the board of the board meeting so that has already happened and we'll go on to our PTO report thank you for being patient and and for being here with us today [Music] hi everyone um I'm Melissa zaldo I'm the recording secretary for the PTO I'm also the mom of a third grader Jackson and Mrs tishy's class um so since our last meeting we have held our sweetheart dance over at the middle school it was a very successful event we had 170 families attend and which was about 270 students so thank you to Naomi Rosenstein Carrie rossen and Crystal Jackson for organizing that event from what I heard everybody had a great time we were there we had a fantastic time um also the PTO provided popsicles for Valentine's Day for all of the students the Popsicles will be obtained for the cafeteria for nutritional and Allergy um guidelines kids were very excited and I was told that they they displayed very good manners when getting their popsicles um the PTO also provided two Platinum passes to Urban Air in Duckpin Bowling gift certificates as prizes at the most recent community meeting also we wrapped up our sock fundraiser and our toiletry Drive which I chaired along with Jeanette Savo we raised just under recollected just under 40 pairs of socks to donate to youth Continuum youth Continuum is an organization that serves at-risk youth in the greater New Haven area from the ages of 14 to 24 youth experiencing homelessness transitioning in and out of DCF at risk or human trafficking so it's a very good organization and to go along with that we sponsored basically a month-long toiletry drive it was a grade level each grade was assigned to toiletry to collect and the prize was an extra recess we raised I don't know I don't have the exact count but I think I think close to 2 000 toiletry items um and the winner was Kindergarten they came from behind um it had always been like between Pre-K and like I don't know where they came up with all these supervisors but it was like always like kind of between fourth grade third grade but Kindergarten kind of come from behind when so they're going to get an extra recess um that's going to be monitored by Mr Reeds well miss noffman um so that the kindergarten teachers um will get a little break themselves to do whatever they need to do oh um okay so also what started yesterday was Lego Club we're sponsoring a Lego Club um I think we had about 40 kids sign up for that we received a lot of free donated Legos from the community and also Community member who's not associated with BCL she doesn't have a children child in the school she purchased two storage carts for our use for us to store the Legos in so that's being led by Jeanette Savo and Christine youngberg as long as we had three other parent volunteers as well and I understand that it went very well yesterday uh we also sponsored read Across America a week a Spirit Week where the kids dressed up there was career day I know my son dressed as a football player um you know and things like that pajama day was also another big hit with my job um so that's what's happened basically in the past month uh just some things that we have coming up the next over the spring that we're planning we're going to do our Mother's Day plant sale we're going to have our quasi night with Beecher which last year was a lot of fun spring flings coming up and um um those were the main things I have right now but we we have a lot coming up in the spring too thank you and thank you for everything you do for the school they now come to our first opportunity for visitors public comment if anyone here wants to address the book so if you could please come to the podium uh state your name and uh we will ask everyone to limit their comments to three minutes and I reserve the right to limit discussion on any particular topic to 15 minutes and I'm sorry and I will remind everyone that this is a good opportunity to talk about policy and things that may come before the court but not the appropriate venue to talk about individual students parents or faculty members those those should be those discussions should be had in a more appropriate private setting good evening my name is Kimberly Wolcott and I serve as the president of the Bethany Education Association I'm here tonight to Advocate on behalf of our membership and against the financial inequity of our teacher contract in the past several negotiating Cycles we have worked within the parameters set forth by the board adhered to settlement Trends and compromise to meet the board's needs as such we have taken salary freezes concessions of time changes to benefits and eliminated starting steps to ensure no step cost increase to the district as well as to keep Bethany competitive to first-year teachers however this has come at a significant price as we struggle with teacher retention and continue to lose some of our most seasoned professionals next year will be my 13th year teaching as well as my 13th year at Bethany Community School however despite working in Bethany for more than a decade I will only be on step five financially this amounts to roughly twenty seven thousand dollars less than my Woodbridge counterpart eighteen thousand dollars less than Amity twenty thousand dollars less than those in Orange and thirty thousand dollars less than our neighbors in region 16 who are two durgs below us while the differences in Pay are significant it also speaks to a larger issue our veteran staff is facing with a base value of step five a new teacher coming into the district with six years experience will surpass me on our salary schedule which is a reality many current members of our staff myself included are already experiencing as such we fail to take into account and value the experience and dedication of those staff who have made Bethany their home year after year on average it has taken 25 years of teaching for someone to reach the top step of our contract a feat that can be achieved in 13 years in most neighboring districts currently we have no one on that step as they have all left as veteran and new teachers plan for retirement many have recognized the need of earning more in their final years and begin to look elsewhere it was once stated during a previous negotiation cycle that our staff was all replaceable that there were 200 people in line waiting for our jobs while there may have been some previous truth to that statement it's an undeniable reality that districts everywhere are now facing unprecedented Staffing shortages and while many districts struggle to recover to pre-pandemic achievement levels Bethany has thrived and continued to demonstrate growth however that progress is threatened by the prospect of losing more staff each and every year while we acknowledge that it is extremely unreasonable if not fiscally irresponsible for the board to match the salary cited of neighboring districts we must do more to lessen these discrepancies and retain our District's greatest resource its teachers we must do more to invest in our staff and ensure that their hard work is appropriately valued currently only 39 of our staff has worked at Bethany for more than five years speaking to an extremely high rate of turnover that will only continue if something more is not done on behalf of our membership we ask that the board be mindful in planning for this year's negotiations we have done our best to address these problems in the past but more has to be done there needs to be more financial and personal investment more to ensure that teachers feel their full value and more done to preserve the community that is the basis of our district thank you for your time thank you and I can assure you that you've been heard at your points are very clear and they will carefully considered as we move to a member on the same age about wanting to take care of our people cultivate the wonderful Community we have priority close as we go to negotiations next year um does anyone else wish to address the board at the beginning of our meeting this evening okay going once going twice God we move on all right uh we move on to review and approval of the minutes from our February 8th meeting board members will sign those minutes in the packet we've had a chance to review them and I'll entertain a motion to approve those minutes I need a thank you in a second thank you any discussion or questions about the minutes as presented hearing none I'll call for a vote if you were not present or not a member of the board of the last to be appropriate to abstain so all those in favor please indicate by saying hi any opposed any extensions motion passes the minutes approved and will be posted on our website [Music] all right we move on to our committee reports beginning with Aces so I have taken over the assignment is that correct that's my understanding that um is tomorrow so so Aces is the regional uh the regional uh educational organization there I believe six of them across the state and they provide services to school districts the school districts are unable to provide in-house like we can rent OT Services PT Services Consulting space and they have their own board which consists of Representatives of the constituent local groups uh and that's what EJ's referring to there's no need for you to go tomorrow without preparation if that's not convenient yep there's absolutely no absolutely no need or expectation so what I suggest is that the two of you connect so that you can be uh you know the position to attend next month for the month prior meeting um [Music] with results we talked about the new organizational structure more cost conscious repurpose those people might be a little bit different or um where they find themselves not all but a number of magnet school programs mostly Lottery based a lot of the Suburban schools struggled to fill there are a lot a lot in spaces with urban districts are probably okay programs okay thanks for that summary you'll find the aces meeting is always a day or two after our meeting which is a little bit annoying so it's the report's always on the meeting that happened [Music] uh we move on to curriculum curriculum last two weeks it was a very quick and efficient meeting I just minutes and it was essentially Miss Kiesel giving her a PD update and Grant updates I'll leave it to her in her minutes to go over that and others will be very repetitive okay very good uh facility okay Finance Finance met last night by zoom and I will uh pick the report you have in your packet a list of the operating budget summary as of the end of February 2023 and there are a few changes which are summarized on this lovely document um so you'll see under general education that salaries are status quo with a balance of approximately 68 000 in our favor um and that is because of staff changes uh benefits the balance in our favor has increased substantially from 69 000 to 166 000 and change in our favor the reason for that is that this time every year Ms Fargo goes through and you know has feels that there's firm enough information to go from estimates to definitive uh definitive um determinations about what the cost of benefits are going to be given staff changes and individual staff members choices about what benefits they want and that's the reason for this adjustment as well as adjustment of the benefit and Below which I'll get to in a moment so that's a substantially increased balance in our favor no adjustments under services or supplies in general I'm sorry I lied there are some small adjustments under services including a new expand 19 hundred and ninety dollars in um curriculum that's due to some additional PD software and uh 9000 plus nit and that is due to licenses needed um further down in the general education uh bucket under other there's an additional item in it and that was because of an untargeted unbudgeted price increase for the Chromebooks so we have we buy new Chromebooks every year so that we're on a constant cycle of making sure that our equipment is current um the uh that is budgeted but the price went up a little more than this but then that's what leads to that small balance against us but if you put it all together these new costs are swamped by the balance in our favor and the benefits line leaving the general education account with a balance in our favor of 218 000 218 611 dollars uh the story is similar under special education there is no change in salaries which continues to show a balance in our favor of 58 682 there's an increase in the balance in our favor and benefits which is up to 91 356.

the district I've been focusing on this uh this journey with the Surplus properties over the past couple months um so I'm really here to help facilitate the committee um here today to kind of you know provide some introductory information about the way the the committee Works um some of the requirements within the Education Code and then kind of help facilitate as we move forward I look forward to working with you all um I'll pass it over uh to Mr Brown who joined us just a minute ago we were just doing a um a brief introduction so feel free to give us your name and just a little bit about um why you uh want to be part of the committee oh I'm sorry man I'm a habitat for Humanity person and building houses and and repairing homes I was the executive director of the Santa Maria of Philly about an hour north of Jennifer 17 years [Music] all right we're moving to public comment I apologize um um so I'm going to ask now whether there were any any comments received either in blue cards or by Zoom all right I see one um for Mr Mr Jack Hall please feel free to um walk up to the podium and your three-minute start okay hi my name is Jack Hall this is my son Jack Hall we own and operate a Day program for developmentally disabled in Glendora we are currently at Whitcomb High School we have leased classroom space there about 7 000 square feet for the last 36 years we have a great relationship with the school district they recently three weeks ago gave us 90 Day note we have 120 clients enrolled in our program plus 35 employees that are all local residents the issue at hand is we need to find another location we have been over to brendel school and PowerSchool uh with Brian Allen and look at the facilities we've been talking with Melissa Vera uh your office and uh bottom line is either one would be appropriate space for us even if we could get uh what I'll call a short-term lease of a couple years that would give us time to find a more permanent location and not cause interruption in the program but fine um we'd be interested in a longer term late we've spoken with some of the people at the ROP program at brendel's Tool uh I know that has no bearing but it looks like it would be a good fit we look at the manufactured classroom that are on the north side of the stool we could utilize that entire section there and possibly some of our clients but transition to the ROP program you know the need is growing all the time we currently are sitting on over 20 places to pack it Place clients in our program we are funded and improvised by the San Gabriel Valley Pomona Regional Center uh again I've been in this business since the lanterman ACT 1976 were good tenant we take care of things maintain the property so it's done the paving painting of the building everything our expense to make sure we have a nice place plans to go so our problem is okay okay thank you very much all right have we received any other comments or anyone from Zoom that that would like to make a public comment online we currently have no hands raised on Zoom all right so then we'll move on to item 4.1 on the agenda which is the introduction and presentation of District uh of District data um this will be done by Miss Jamal thank you and we'll wait so we can get the presentation up sorry I'm having technical difficulties we apologize we'll get the presentation up in a second that's fine we can just scroll through that through that piece so uh thank you so much um we wanted to uh begin our uh committee uh by talking a little bit about our past our present uh and our future and so uh to ground us all on um what we do and what we're about in our district um this is our vision mission and core values uh that we currently have right now hope can you press the plus sign at the top there one more time awesome thank you uh can someone please uh turn on their microphone and read the vision for us each student will be a problem solver critical thinker an effective communicator and a positive contributor to the community that's our vision in Azusa when we think about all the students that attend uh our schools uh can someone please unmute their mic and read the mission the Azusa Unified School District equips every student with the Knowledge and Skills for College and Career Readiness to fulfill their purpose and positively impact Society that's the vision that's how we go about our business uh and then the following core values is what we um strive to demonstrate in the classroom in the office in the kitchen in the district office uh in classrooms these are the the values that we try to do when when whenever we're we're we're going about our our work and um our day-to-day so can somebody read the core values for us collaboration honesty Integrity being student-centered accountability equity and excellence and transparency and so as we think about ourselves as a surplus property committee we are hoping that we too can embody um these values as we work together and keep that vision and Mission in the back of our minds as we are moving forward with the work that lies ahead of us uh these are We're Not Gonna We're Not Gonna read through these but what I do want to point out is that these are are uh five strategic goals and when we think about the work again that that lies ahead of us of course the the one that sticks out the most is that last one in terms of uh facilities uh but it's also about Community engagement having these meetings open in public uh having a a group of stakeholders that represent uh the community of course the fiscal responsibility um and so these these goals fit perfectly into what we are about to embark on so with that being said I'd like to turn it over to Latasha Jamal who can give us a little bit about the history uh of Azusa in terms of our students good evening and I was shared that this presentation is in your binder so you can follow along um so we're going to start with our historical enrollment so as we could see back um in 2002 to 2003 school year we had over 12 000 students enrolled in Azusa Unified School District fast forward now to our current um school year 22-23 we're sitting at exactly 6 600 and 900 students so you'll see we um this is I also want to state that the decline this is across the state of California is not unique to Azusa but this is just to give us a historical Trend to show where we were and where we are today now we're going to talk about enrollment by schools so we're going to start with our elementary schools and this is looking at our current enrollment so right now you'll see at Dalton Elementary we have 359 students Ellington 267 students odds 535 Lee 361 Magnolia 380 Murray 464 Paramount 633 pal 208 and Valleydale at 511.

foreign good evening everyone welcome to the March 8th meeting of the Chico Unified School District Board of Education the board will be going into closed session at this point is there anyone that would like to comment on closed session items before we adjourn to closed session hearing none I recess into closed session thank you foreign good evening I am calling to order the combined regular board meeting and workshop meeting this board meeting is being live streamed and recorded due to the spring break schedule there is only one board meeting in March the board chose to combine regular board meeting with a board meeting Workshop that is this evening tonight's schedule will include the regular board meeting combined sorry being conducted first with the board Workshop topic beginning at approximately 6 30 pm if the regular board meeting has not concluded by that 6 30 pm time it will resume after the board Workshop so we are set on a schedule to engage in our board workshop at 6 30 pm the board was in closed session since 4 pm no action was taken during closed session and with that we will please stand for the flag salute absolute pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice system all right I'm moving on to item number four announcements are there any announcements that the board has at this time I'm yes thank you madam president I'm not going to go in the to full detail on the announcement but I did want to make sure that everyone is taking notice of how many state championships in sports in our CTE programs and in other competitions that our students are engaged in throughout the district they've been very successful some are on their way to State some are on their way to National and uh so just look them up on the website or your news media and give big rounds of Applause and pats on the back to our kiddos that are just doing an amazing job along with the support from their staff thank you all right um I I will have one more item to speak on before we move to the next piece um last meeting was definitely one for the books um I am new to this position and I will say that um the last meeting got a little out of hand frankly and um I I would like to just encourage everybody to re-review our civility policy and understand and recognize that we do not tolerate harassment sorry harassment or bullying in this in this space and if you witness such activity um please make it be known so that we can address it immediately I am it is not something that I will tolerate 100 regardless of anybody's position or background um that is not something that that it has ever been welcomed in our room that is under my watch whether it's been in seventh grade or in this space so please just recognize that if there is ever an instance that is not conducive to a civil environment that we want to hold in this space please let that be known so that we can address that and move along in a in a productive professional respectful way as a community all right thank you if there's no other announcements from the board I'm going to move on to items from the floor this is item five excuse me items from the floor are for speakers who wish to address the board regarding a topic that is not currently agendized I'm the cusd Board of Education rules state that each item on the agenda in its entirety will include up to 30 minutes of public comment on each item um we have received a high volume of speaker cards for items from the floor this evening I'm at this time we will take public comment from speakers who wish to address the board for topics not agendized for this meeting and And to clarify that if there is an item on the agenda and you maybe accidentally because it's very confusing sometimes my experience with speaking on in other in other commissions and boards and Etc it can be confusing about signing up for public comment if you accidentally signed up for items on the floor but you want to speak on a topic that is on the agenda this evening it's very easy to just let me know hey I actually would like to speak on item 7.2 and we will move you from items on the floor to that item just to make things make sense as far as staying on topic I am so before I call the first Speaker as a reminder speakers have three minutes to address the board a a bell will ring when 30 minutes of speaking time remains thank you sorry 30 seconds you don't get 30 minutes sorry you don't get 30 minutes I'm sorry um 136 seconds so speaking time remains um the board can listen to public comment during items from the floor but cannot respond to any speakers during items from the floor um and also just to recognize that we do have a second items from the floor tonight at the end of the evening in case there are other items that the public wishes to address that are not on the agenda at that time at the end of the meeting so we do actually have atoms from the floor two times during our regularly scheduled meetings for that purpose because not everybody's schedule works for this time of day all right so with that and that explanation I'm going to call our first speaker for this evening's items from the floor topic which is Michelle Cooper um good evening and the last meeting I spoke about parental rights and against the policies in place by this board that keeps parents in the dark regarding their children that meeting opened my eyes to how dysfunctional this board is and the lack of understanding there is for what parents and the community want it was cleared from those who spoke that the majority of parents and citizens want you to change board policy number 5145.3 it was not okay for you to table this item for as long as you please and to avoid voting for change this item needs to be brought back to the agenda at the next regular meeting you've had ample time to get the information you need additionally and I appreciate miss dalby that you spoke about this just now but I'm still going to address this issue I was personally harassed by a member of the audience at the last meeting and those actions were clearly visible by all board members and staff yet nothing was done in fact many people were harassed by the same person and if another parent had not demanded their removal you would have let the behavior continue the public has a right to speak to this board without fear of harassment or intimidation you should have removed the offender immediately it is obvious that there is a clear lack of understanding of Robert's Rules of Order as well as the brown act by certain members of this board the allowance of this harassment was just one example speaking on items after a vote with a quorum present preventing a board member from bringing forth a substitute motion and trying to prevent a citizen from speaking on an item simply because they had spoken on a different item earlier in the meeting are some other examples how are parents supposed to trust that you are making the best decisions for our children's education when you cannot even be trusted to run a meeting without violating the brown Act the fact is we do not trust you it is clear by the words and actions of some on this board that you have an agenda that you're willing to put our children at risk and you've forgotten who you work for you work for the parents and the taxpayers of this District bring board policy number 5145.3 back to the next regular agenda and vote for a policy that gives complete transparency and informs parents about everything involving their children thank you um [Applause] next we have Sean MossMan um uh thank you so much I addressed the board back in October and this is a kind of a continuation of the same thing and it's a issue it's maybe another facet of the same issue when my daughter started school in this uh this last fall she was put in a PE class and for three weeks was unaware that she was dressing and undressing in front of a boy when she became aware of it and let me know I was incensed I was Furious I was angry I came at the next board meeting to say as much and I did so with as much uh temper as all with it with as much control as I can as I'm trying to now but some accommodations have been made when I found out I immediately said oh hell no that's not happening I immediately demanded that my daughter would not use that locker room does she not be docked on her grades for it recognizing she needed to work appropriate clothing for PE I went online immediately and spent a few hundred dollars on clothing that was activewear and appropriate for PE but that she could wear on PE days to school to circumvent the need for a locker room she shouldn't have to do that she shouldn't have to do that the girls and and and some accommodations been made my daughter has not used the regular locker room she's able to use another room as there are some other girls that do the same um which accommodation I appreciate however it's um it's not a menu item kind of like animal fries at uh in and out if you don't know to ask you're not getting any and um there's girls today Wednesday's PE day dozens of girls at Pleasant Valley High School right across the street here were violated we're compromised we're made to feel uncomfortable we're abandoned my daughter at the beginning of year she was thrown into the situation she was coerced she was tricked she was forced to take her clothes off in front of a boy violating her modesty violating her dignity violating her faith you you you individuals you individuals forced her into that situation there needs to be accommodations for the dozens and dozens and dozens of girls in this school district who are hurt every day I know for a fact that there are at least two PE classes at Pleasant Valley that have this situation going on right now where these girls are compromised and violated and there needs to be some accommodation some reasonable expectations privacy for these girls they're not property they're not yours they're not slaves they're not prisoners these are young women these are young men that deserve that dignity thank you that's your time [Applause] um next we have Julie Anderson Nelson good evening my name is Julie Anderson Nelson I'm a retired teacher as well as a community member and I'm here to talk about that the transparency issue and assembly bill 1266.

so there is a little bit also increased because we want to give um our principles and our admin teams a chance to figure out the platform kind of that clearing the land and figuring out what it is so that when we come in in July we are ready and prepared to support our teachers in the best way possible in our staff members and I guess with our focus on him book that would be something that you would actually be able to evaluate what's true also and that was one of the features of this particular platform is that it can house multiple rubric types and so we can work with misadafisio to find out the best way to evaluate and celebrate the moves that are happening with regards okay bye Miss Anna um I just had a question did you guys have a chat to utilize it or play with the system and see how it would work so we did have a so we had multiple different um instances where we were working with their sales rep um and so she presented to me and Mr Diaz and we were like hey this is pretty cool so then we also presented it to the cabinet um and so people within the cabinet were able to ask those questions of the platform as well so we haven't been able to click around because it's hard with um the data that exists but I do think she gave us a login um so we could kind of Click around and see what was in there um so I think the answer to that is yes if I remember correctly yeah I was just wondering yeah and so that's kind of why we had wanted to start it now is that our principals have a chance to figure out you know how do I request to upload the rubrics what's the best way to align my rubrics my walk through forms with the three-year plan with their Psy apps that align to CSI and so it's really just making sure that we have time to align everything so that we are the most efficient and effective moving forward what is the goal moving forward to have it roll out when you understand as as soon as it gets approved I will submit their survey letting them know that we are moving forward oh just one other thing um so like for uh is this gonna be utilized for like Transportation facilities everybody yes and so this will cover both our certified and our classified staff okay that's it thank you thank you number five is our Barbecue University governing board financial report Miss rabago good evening for president buendia governing board and um superintendent Mr Diaz um I am going to be going over the financials for um February okay we'll do the student clubs we always do first so for February um ending February 28 2023 um for Student Activities and auxiliaries we have um Student Activities account balances have deposits totaling eleven thousand ninety two dollars and forty five cents of which um the elementary student council had a transfer from 200 of 222 dollars from the high school student council for unclaimed earnings from Miracle on Maine we had a little bit of an overage that was unclaimed and the student council from the elementary claimed their portion of that unclaimed money the eighth grade promotion account had a deposit of 3 398.20 cents for Valentine grams and Concession sales the class of 23 had a deposit of 1624 and the class of 24 had a deposit of 4 450 from Valentine grams and snack and Concession sales the high school girls um basketball team had a deposit of 810 and 13 cents and the boys basketball team had a deposit of 810 and 12 cents for concession sales there were no disbursements for February the ending balance on February 28th was 92 753.16 for student auxiliary funds we had no deposits there were disbursements from the high school auxiliary for payments for Amazon um Casa Grande Union High School and St David Unified School District totaling 1174.28 and 1454.79 from the intermediate auxiliary for payments to Scholastic Book Fair the ending balance for our student at auxiliary on February 28th was 7 821.10 [Music] do we have any questions I was just kind of curious you know with the um you know how we had to uh with AIA do you get any portion of what the fees that were paid that all goes wondering yes if you ever get sorry off the subject nevermind no that's go ahead those for the basketball games yeah yeah I I questioned it yeah I'll ask him later so there's no software facilities or anything okay they were um I from what I heard they did send some stuff over for that but I'm not sure yeah okay nothing else quit you can okay so um for fiscal 23 budget expenditures um for February we have the mno reflects a budget balance of 1 million 142 677 and 82 cents we are now eight months into the fiscal year and everything remains in good standing teacher housing expenditures are moved into impact Aid as payments are made depending on fund balance and the budget a budget revision is not needed at this time overall we currently have 56.25 or 22 million 226 and 52 cents budget balance excluding encumbrances we received 11 million 140 and 75 cents so far in fiscal 23 in revenues from all funds excluding Student Activities and the Insurance Fund do I have any questions Mr Diaz I will also like to take a minute to clarify uh doing the briefings um it was my understanding that um we might have already received the impact date and after checking with our grants we have not yet so that should be coming and I want to clarify since the briefings I I I did give some information thinking that we'd have received it but after checking if we have not so I I I'm clarifying oh I I would not own them this information provided and clarify it at this point foreign I was just kind of curious okay um I know that you have to do those reports annually um so with that each year that you do those reports is there any increases you know throughout everything we have so last year we did have an increase a slight increase and it fluctuates from year to year roughly about give or take about 20 students okay so it doesn't it's not a whole lot of an increase but something where we do get an increase though is depending on who's in office uh you know what political party in the last couple years we've been able to go ahead and receive almost 100 of our allocation whereas in Prior years we've only received up to 80 percent so right now we are receiving all our allocation but I know that the calculations for exceptional students correct are a little bit different yeah we get a weighted amount yeah okay okay was that it Miss sir yeah that's it for me if you have any questions you can um send them to Ben [Laughter] yes number six is our barbecue Unified School principles reports Mr Diaz president of India members of the board and members of the community and members of our instructional and administrative team at this point I would like Miss application please come plan that we have already implemented you will see fun created by our counselor with SEL promotions with with bulletin boards and going into the classrooms by teaching lessons you will see culture from in culture in their classrooms not by the culture teacher is by the teacher and the students the regular ed teacher and the students doing it on their own so that's really cool that they're um they're bringing it back from the culture class that they participate in every day and then um you will see recognitions for Mastery through basketball recognitions the student of the month and the perfect attendance dance that we had 158 students participate and then you will also see increased engagement through Kagan for Cooperative learning strategies that support our bubble key strategies that we have implemented in the school and then I also wanted to fix some dates that were on the important events on March 25th 24th we will have a culture exchange by the teachers from the it was a great experience I think for for the boys I think they they had the taste of being on in the finals which was exciting I think for everybody for the community for the school district um also um on February 23rd I visited alternative with on four classroom visits and I enjoyed my time with with the staff and the students and and got a lot out of what what you all do there um also I attended um along with the students that attended the asba advocacy day they represented the district well that the nation I think the exciting part was Gary um was um they're meeting the other students and getting the the they were really into sharing with each others and they all did their own um you know their navajos and they all introduced themselves to navajos and our students actually you know did a really good job introducing themselves into language and also meeting um the the uh the governor and she was a little bit lost for words because it was like everybody's day off and we had a little problem getting in the building and uh there was some red tape we had to go through I guess but you know I think eventually it worked out [Music] and we got to visit that the area where um and you know it's it's interesting because they do have the two positions in the governor's office that she has recognized the nation I mean the the tribes and have two Representatives that are are um are you know uh doing you know the research and getting the information for her to be involved with our nation with our many tribes here on the here in Arizona and wanting to do what what she can and what what the state want can do you know for for also the um the tribes here in in Arizona so I I commend her for that um I think um that's about it thank you Miss Sylvia anything else from the board I don't have any goodness um I just want to apologize um I had gotten sick the week that I was supposed to visit the secondary uh classroom um the secondary site and then also the intermediate sites [Music] um I um I also tried to do a shout out to the bus driver Appreciation Day on Kohn and I don't even know if that ever played but it was supposed to be double dutch bus and back to the 80s I hope somebody got to hear that oh um and then this past Saturday um was maintenance worker appreciation day and I thought about you know our school and and all the work that are um our maintenance workers do so I really wanted to let them know that you know they're very much appreciated and then this week is the national uh School social worker week so you know just doing a shout out to everyone that you know takes care of our children but we also have to remember in that capacity in those capacities that we need to take care of ourselves as well okay that's that's that's it I just kind of cringes but I really would like to move the meeting around within the districts and within the school district I know we're here um maybe at the Fine Arts building one one month it's somewhere on the west on the East end or West end I had to say that because I know even today in a chair's meeting they they want to participate but there's really no option when there's no Transportation or they can't get here and want to hear the information they don't have internet connectivity that they can connect and have good uh service but I'm just saying because I know that it would be good for us also to see what our students go through on the rides I don't know that's why we just why we move our meetings around because some people don't go and get around but like I asked you earlier just my two oldest are away at College they're well prepared even though they graduated during covid thank you Higley my husband just returned Sunday from El Paso with the Higley High softball team and my baby leaves tomorrow for New York with her Higley High dance team I want to thank Higley for all the opportunities it's been amazing there have been times where I've disagreed with the district disagreed with how money was spent maybe disagreed with coven mitigations or lack thereof maybe disagreed with how a wayward teacher was handled but our family has always stayed we've always tried to make this a better place we've always tried to represent the district in a positive way always try to keep the district inclusive competitive I am here because I see people at board meetings who I've never seen around the district before trying to change who we are trying to make us less inclusive less kind and in the end less competitive my husband and I have worked hard to make our children critical thinkers people who stand up for the little guy people who recognize that there are many paths in life that are way different than theirs we love when the school reiterates those values to hear people coming in using the Bible and politics to taint the word the work that husd has done is angering to single out one segment of the student population and make them seem less than or bad the lgtbq clubs here are no more about sex than the homecoming dance or the Sadie Hawkins dance they are a club for kids who are living a common experience or for kids who want to learn about an experience different than their own just like the international Club the Key Club the black student loan Union best buddies please know that most parents in this District are not against these clubs we want husd to allow representation of all our kids I see people coming with an agenda that is not ours if they follow the pattern I've seen in other districts they'll start with the clubs starts with science camp and then move on to Banning books changing our history curriculum we see it happen in other places please don't let it happen here we need to get back to the problems we actually do have I have two years left in this District I don't want to sit and watch it get corrupted so I'm asking more parents to stand up push back I ask more parents this board and this admin don't let this loud minority population distract you from real issues that will move us forward not backward thank you and Barbara Summers hello first I want to say happy International women's day we appreciate all of you um in our recent board meetings I've noticed that we've had an influx of people speaking out against inclusivity diversity and social emotional support focused on the whole child that we have in our community and that allows us to all send well-rounded adults into society comments have been most recently focused on our high school clubs and I've seen even some of our elected members question things that would come from a place of exclusion I have two children who have been in our district my oldest is queer and also twice exceptional and was on an IEP one of the most amazing individuals you'll ever meet throughout their time in our district they were always included and given opportunities by our staff and they were not an easy child we've had individuals that either of us could reach out to for a check-in had staff teachers principals and others visit in the hospital and most recently two years after they graduated I received a call from the district wanting to follow up on their success as an adult um my child needed social emotional support while they were in school that is the kind of District I want for my family and for others that is the kind of District we are and why we choose to be here I've heard that the loudest individuals are often the minority I've noticed an uprising in groups advocating for things that are seemingly innocuous like parental rights to use parents as pawns to advance hateful agendas and harass Public Schools we know that these kind of tactics can lead to anti-inclusive violence against individuals I feel like I'm not alone in my beliefs that many of us strive to create a truly inclusive District somewhere where all students families and staff are welcome and supported and our students have an equal opportunity to participate in thrive in academic and co-curricular programs the best education occurs in districts and schools that are comprised of students families and staff drawn from diverse socio-economic backgrounds cultures races religions abilities and sexual orientations we need to support and Implement programs practices and co-curriculars that allow Equitable access and enable all of our students to thrive not only academically but athletically emotionally and socially by allowing access to resources opportunities support and interventions that maximize not only their academic success but their social emotional growth and where all forms of diversity are recognized and accepted I appreciate that our district is like that thank you so much thank you and then Mrs Carolyn Lambert thank you I'm starting to think I should have written something down I just didn't write anything down just speaking from my heart today um thank you for having me I'm a long time tigley mom um my oldest started in kindergarten here and graduated in 2018 since I've had a 2020 graduate a 21 graduate I'll have a 23 graduate and a 24 graduate and I'm done most recently I was able to I had the privilege of being the chairperson for the kigley yes for Higley schools um pack unfortunately it did not pass I'm here to address that a little bit and thank those of you that supported it a lot of hard work went into that and I want to recognize those in our community and in our board that supported that effort for those of you that did not and like my high school teachers would say you know who you are I would like to say that I hope you take this opportunity to really dive in to the needs of the district and the issues that are at hand and why that Bond was so important and coming up in the future whatever the school district does decide that it is recognized the needs and the issues at hand why we are in the position we are in in the demographic that we are in in this region there's a lot to go into it and I hope that those of you that didn't support it take that opportunity to really dive in and and learn because knowledge is power um I would like to thank the efforts of I know the previous board isn't here anymore but the board and District to continue the improvements at Higley High despite the um bonds not passing I'm excited to see on the agenda that there is approval for that phase two going through and it is it is desperately needed there's some amazing staff and amazing teachers and amazing kids that attend that school and and it is long overdue the improvements that it is it is getting so I I thank you and thank you for your time tonight [Applause] thank you and uh Mrs Linda Payne hello board I'm my name is Linda Payne I don't know how how to address everybody here so I'm sorry um but I just would like to talk on the passage I know last time they were talking about the teachers races and everything and they were saying that well if the if the bond isn't pass the next time they're going to be getting rid of the music programs and so forth and so on I think this District needs to learn to live on what we're given and not keep taxing the people the people have been taxed enough and the majority of the people in this District do not want the bonds we have found that as we have gone door to door and I will fight it just like I did the last time and I hope you will really consider not even putting it on the docket again because we need to live within we're given enough much money in this school district to if we need to take money from the administration and give to the teachers and that's what we need to do because the teachers are the ones that deserve to be paid and so do the others but I feel like the administration many people at the top are paid way way more than the teachers are being paid and I know that they're um education level is higher and stuff but at the same time I think we probably could take money from the top and give it to the teachers there's many many ways that we can cut the budget I just feel like we as a I mean I have been here for 35 years I have nine kids in the my nine grandkids in this district and I want them to get a good education because I would prefer them going to somewhere else and they're just about at that point and you're going to have a lot of other kids leaving the district if you don't really try to live within the means that we have I've talked to a lot of the legislators and they've told me that they this district is getting plenty of money and um anyway and on the on the extra another thing that I wanted to touch a little bit about was um I don't know as I was watching the film last time because I couldn't be here I when some of the board members were talking I felt that there was a real disdain for specific ones when specific ones by the way that your faces were you need to show respect to the other board members whether you like what they're saying or what they're not saying but I could tell as I was watching that some of you definitely would roll your eyes and go shake your head when certain ones would be talking and so I would just like to ask you to be more careful with that because people go back and watch these films I I went back and watched them and I think that each of you are trying to do the best you can but at the same time I really hope you'll understand that we as a district need to live within our means and do not need a bond to make the extra money because it really is a tax you say it's no tax it is a tax test and so that's all I have to say [Applause] thank you all right moving on to consent agenda items I make a motion that we approve 6.1 to 6.10 that's it all those in favor oh sorry questions comments concerned sorry I do have a question okay so on six one uh I saw that there are many books purchased from permabound books and I'm curious to know if per ARs 15721 and 15722 which requires books to be posted and for review for 60 days and I'm wondering if that will happen with the following books that were purchased president Schultz board member Ben hook yes at well we have systems in place to ensure that those are posted and kept there for honestly more than 60 days is what we determined so we have systems in place thank you all right perfect uh any other questions uh all those in favor yeah Christina well oh there's a paper oh there's a post motion carries four to zero moving on to information items 7.1 maintenance and construction update Mr Moore yeah good evening president Schultz members of the board tonight our maintenance department felt left out with Transportation having all the glory last board meeting so um we have invited them to provide the board with a maintenance and construction update so with that I'll introduce Mr Richard Dobson the director of maintenance construction and Mr Tim McDonald the assistant director so good evening president Schultz members of the board Dr Foley cabinet members uh pleasure to be here this evening to give you an update of the maintenance and construction Department sorry about that just a little bit about us we keep the buildings going under Services we maintain a deficit of thirty thousand dollars um that is unchanged from previously there's a small uh New Balance against us in the supplies line item um and that was because of the purchase of additional testing that was finally under operations and overhead we have no change in salaries we have a small increase in the ballots and our favorite benefits from 21 000 and change it to twenty four thousand and change no changes in the other line items except under other there's a very small change from a sixteen hundred dollar balance to a 2 a two dollar balance um and why was that purchase of some needed furniture so if you put it all together uh we have a very large uh Surplus at the moment of three hundred thirty three thousand dollars which is about four point five eight percent of our annual and this comes almost entirely from changes in salary and especially so at the finance committee last night after presenting these numbers we had a discussion addressing a question that I raised in response to Mrs Burke's budget last year which is the reason that we have these benefits these large benefit surpluses is because when formulating the budget Mrs bird and her staff make assumptions about that we have this many staff this many new staff we need to budget in case they take family benefits then they don't and that leaves a surplus so I asked both at the meeting in February and last night are the assumptions that we're making in terms of who's going to take what reasonable or what are the assumptions too conservative because if we have these large surpluses that suggests that perhaps our assumptions are unnecessarily conservative and it might be possible to save some money in our budget by making slightly less conservative assumptions that does create risk because then if everyone does take family benefits then we map however we do have now have our rainy day fund so we're somewhat buffered against them so I asked Mrs burdener's staff to come back to us with some uh proposals some some options for how we could adjust those assumptions um in our budget going forward uh in light of the Surplus we will return to that with some specific numbers and recommendations at our next finance committee meeting which then I would suspect would come to this board is that a fair summary of our discussion it is a large Surplus we will as we always do when we have we have smaller Surplus um when we come to the end of the year we'll look at what is needed in the school new needs that were unbudgeted that have ever risen during the year we'll address those to the extent that they've needed responsible will then top off our um our rainy day fund to five percent of our budget which is what we've agreed on the advice of our accountants as a reasonable Target and then the remaining balance would we presume go back to the to those decisions will be made in a final way late in the year but that's that's our conversation um so with that I'll entertain them well now go ahead and make a motion to approve uh this operating budget report as of February 2023.

now going to our three middle schools we currently have 263 students at Center Middle School 285 students at Foothill and 372 students at Slauson and at our current two high schools at Azusa High School we have 1206 students at Gladstone High School 629 students and at Sierra High School 183 and I would like to share um just so we can have a point of reference Gladstone currently has 629 because we currently do not have any ninth graders at Gladstone so it's not that the enrollment is just that much of a disparity is because we currently do not have any ninth graders at our own High School we have two other enrollments that I just want to share from Context um we have Longfellow which is primarily our preschool where we have a TK class of 10 students and we have our non-public student which are our students that are served by like our County Office of Education we have 24 students enrolled there now we're going to look at classrooms and capacity for all of our schools so right now based on all of our schools combined and this is looking at every one of our schools even the two that are were closed in a previous year we have 531 classrooms if we look at our classroom size of 36 to 1 meaning 36 students in one classroom that means we have a capacity in our current school district of 19 116 students if we looked at class size at 26 to 1 again 26 students in each classroom we can fit 13 806 students in all of our classrooms and we currently have an enrollment of 6 and 690 students now we're going to look at our trend of decline enrollment so since 14 15 of the past years our average decline for our district is 312 students a year if we're looking at our enrollment of our current enrollment of 6690 students if that decline was to continue year over year that means our enrollment and 2324 would be 6378 um and 25 26 will be at 60 66 and in 2526 will be at 5 754 students looking at the decline analysis this is basically showing our enrollment to our actual capacity that we talked about into previous slides so as you can see our enrollment is not even coming close to even 50 of our capacity and looking at the trend of our decline that will continue to be a concern going forward all right are there any questions or comments from the committee about the content of the presentation none okay all right then we will move forward to item um uh 4.2 the committee orientation with legal counsel um if you wouldn't mind pulling up the next uh the next presentation please foreign 's being pulled up um the goal for me tonight in this next presentation is really just to give you an introduction to kind of all of the all of the rules that apply to the operations of the committee so that you all can feel comfortable understanding kind of how things will operate and really what your goal and your intent is in being here um we'll look at some portions of the education code to understand um I believe the the goals and tasks of the committee will look at the brown act because as you as you all know by now you know this is a meeting that is subject to um all of the same rules as the Board of Education um and we will also look at the uh the concepts of conflict of interest and some of those issues just just to make sure that everyone feels comfortable that those aren't things that are impacting them in their role um here on the committee um we're also going to do a brief introduction to the properties themselves I'm sure you all are very familiar with them so I'll just do a very brief introduction to their size their location just so we all have in mind the six sites that were that were that were tasked to review as the committee and then finally we'll look at some of the uh the big picture options for the site so when you're thinking about some of the major questions that the committee is is um is here to answer um you can also kind of think in your mind about well what what could future options for these sites be if if the committee decides that they're Surplus okay all right so I think we've already done uh the overview so if we could go to slide three that would be great all right so uh so what is a 7-Eleven committee um this this is a concept it's a requirement that comes from the Education Code which says that when a district is considering a potential sale or lease or kind of other use of a property that it's required to pull together this Committee of the community to solicit feedback and to really hear from the community about what the best uses of those sites might be um so if you look at those three boxes there um just go back up thank you um so you know what does the code say about the composition of the committee I'm sure you all saw in the um the forms that you filled out you know interest about being on the committee there were uh several types of the classifications that we asked you to um to note right if those fit and there's a reason for that those um the the code section that says what the committee has to look like says specifically that um one person from each of those classifications at least has to be on the committee um there's there's also an intent within the code that uh the committee like represent a cross-section of the community so you know people with varying interests and um uh and backgrounds um again it's called a 7-Eleven because there has to be at least seven but uh but no more than 11 members um not sure why they pick those exact numbers but that's what's in the code and so that's what we do um and then finally the goal is just to involve the community in decisions regarding the use of the property all right next slide please all right so why are we here I'm sure you are wondering um you know what exactly is the committee going to do and what are the duties of the committee um the first and foremost kind of the work product that comes at the end of the of the work of the committee is a report that gets delivered to the Board of Education that provides a recommendation on the use or um or disposition of the property um so this report is going to be drafted by by you all with some assistance from me um and really it's again it's a recommendation I want to highlight the board makes the ultimate decisions about the use of its property but the goal is that you've been given the opportunity to review the data for example the uh the presentation we just saw about enrollment and declining enrollment and then any other data that you request that is relevant to these proceedings um to you know be able to kind of do a bit more of a deep dive into this and then provide a recommendation for the board um the duties of the committee um so again you review the pertinent information to determine the amount of surplus space so one of the first questions one of the first things that we'll address in the report um is are these properties Surplus is you know are they at a point where the district doesn't doesn't need them for educational uses anymore and so we should look forward to other potential uses for these sites um there there's going to be um public hearing so you know of course we're going to have these these public meetings um but at our third meeting most likely we'll also have a public hearing where even even more encouraged uh for folks from the community um that you know haven't been to a prior meeting to come and and to be a part of that um of that meeting as well um and then finally we'll develop the recommendations um know that the purpose again of the committee is really just an um advisory role right so making a recommendation to assist the board um and really the whole thought is how do we use the public property responsibly okay next slide please okay um so for those of you that have ever been to a board meeting you'll know that there's a series of rules there's a um there's a statute in California that dictates how a legislative body um has to do its its business and so because this particular committee is a committee of the Board of Education it's also subject to the brown act and so all of the actions of the committee will happen at a public meeting that's available to the public um there's kind of these you know uh four like poor tenants of what happens there right there's the agenda that we prepare that gets posted 72 hours in advance of the meeting there are the meetings that we that we hold where businesses discussed um there are public comments right to bring in the participation of the public and then transparency is really the underpinning of the entirety of the brown act so that the uh the public can see what the activities and the actions of the committee are um and then just to reaffirm the 7-Eleven committee is a legislative body that is subject to those rules so in in some ways the proceedings will look a little bit like a board meeting not um not not quite the same but will borrow a lot of those same those same Concepts that you might be familiar with all right next slide please um so so what is the meeting this is something that I like to address because it seems really really obvious I think to some people but then you you really think about it and there are ways that you could accidentally convene a meeting when you don't even need to um so uh so meeting is really a um when a um when a majority of the committee is in the same place at the same time and they're talking about business um so all of the meetings right all of the all the situations in which a majority of you work together and talking about the business of the committee um will be a meeting and so those all of those situations have to be made available to the public now for the board you may have heard of closed session and that is there are there are certain exceptions in which a legislative body can can have discussion about the business of that body um in private but there are only you know a few a few exceptions in the code none of those exceptions most likely will apply to the business of this committee so we won't ever have closed session but I just wanted to kind of bring that bring that full circle for those that may be thinking about the board the board meeting example um so again if there's a majority of the members that gather at the same time place time and place to hear or discuss the business of the committee it's a meeting um next slide please so it's it's pretty clear when we're all here physically together um but sometimes you can actually have a meeting where you're where you're not all in the same room at the same time um and that is um there are times when there's like a string of communications between you all right so if if each member had a conversation with the person next to them and then called the next number in line and communicated what they heard from the from the prior person we would have a meeting um without all of you you know potentially even knowing um and so I say that just to uh just to kind of warn even for example if you're all like walking out you know to your cars at the end of the meeting a number of you kind of gathered together and you think well you know there was there was one more thing that I wanted to talk to so and so about that I heard them say in the meeting um if a majority of you are all gathered together and you start to talk about the business we have a meeting at that point and you know it would be against the brown act so just just be careful about the types of conversations and um the extent to which you discuss the business of the committee with with other committee members when we're not here in this room um you may you may also see Communications that come you know from from me or superintendent um Ortega about the operation of the committee um we we will tend to uh to blind copy the remainder of the members there's nothing secret going on there it's really just so that you we don't accidentally have a reply all issue that then then creates a meeting um so just know if you're if you're seeing that that's that's what's going on um okay next slide please all right so the meeting agenda which you will have for each meeting is posted the 72 hours in advance and then you'll also have it here in these binders um so the goal with the binders is just to have kind of one place where you know all of your materials are going to be um you're certainly free to to take these binders home with you you can also leave them here I will I will put them in a box they will stay there I'll put the new materials in them each um each each time we have a new meeting and then pass them back out so uh know that that's that's you know the documentation that you'll have for these meetings um again the goal is just to you know have that agenda that both complies with the brown act but then also gives you some idea of what we're going to be talking about in advance so you can have time to think it through um some of the requirements for regular meetings under the brown act again I mentioned the 72 hours in advance the posting of the agenda which will always include the time and place of the meeting identifies the business that's being discussed or transacted um and then is going to be posted the location accessible to the public next slide please all right so just as we did today there was an opportunity for the public to make a comment and to participate um and so subject to reasonable regulations like a certain amount of time um they this is something that we will do at each meeting it's a part of the brown act and so it's also Incorporated here next slide please okay the other thing to come in mind or to keep in mind that is um is that any of the documents that are produced in association with the meeting or that are distributed um are also public records that are subject to review um and so those those items are made available here and to the extent that there's anything passed out you know right before the meeting those items will also be made available to the public um and so there's you know some additional documentation and a procedure for how any of those additional documents are made available to the public should they be distributed before the meeting but after the 72 hours next slide please okay so one thing that's really not from the brown act but kind of um you know speaks to how the meeting will operate um is a is a set of rules um and they're called the Roberts rules of of order um it's kind of interesting these rules were created in the late 1800s by an engineer um who decided that he had been to a to a series of meetings and really wanted a way to uh consistently like operate the procedure of those meetings and so this is a picture here of Mr Robert um and really what this will mean for you all is there are three main things that I will highlight uh the first is that um the committee operates as a majority right so in order for the meeting to move forward we have to have a quorum so majority of the committee has to be present um you will hear from Folks at the district um from Hope who will reach out in advance so that we make sure that we have a quorum at each meeting so that you all don't show up and we can't actually hold the meeting um so that's that's something to know um voting every every member has a single vote and so when we're taking action you will do that by vote there will be a motion a second and then a vote will be taken um finally every member also has also has the rights to make a motion um so you know there there are going to be things on the agenda but you also have the ability to bring up other things to make a motion to have a discussion about something for example you're going to always need a second to move that forward um but it's it's you know just a procedure to be able to allow for open communication and really for each each member to have an equal say in the discussion all right next slide please all right we are going to move on uh to a additional concept that I just want to make sure everyone feels comfortable with and that is that you know certain uh public officials is um how it's defined in the code sections but there's this uh this obligation to not have a conflict of interest um and these these rules in the law they really come from three different places but they they they all relate to this concept that if we're doing business of the public it shouldn't be impacted by our own personal interests um and so the the one I'm going to start with is the political reform act here on on the bottom in in green and what it really says um is that no uh no particular like public official should should benefit financially from their position um now most people will ask but what does it mean to benefit financially Are there specific examples you can give me um what it means is that we shouldn't make or participate or influence a particular decision that's being made by the committee or by the board um or really by the agency as a whole if if we have a number of different interests and I'll give you you know five examples from the code um and they really all relate to is there a foreseeable and significant financial impact um the first of these is if you have a business investment or involvement of over two thousand dollars right so if if um if your decisions or your participation in the committee is gonna is going to have a foreseeable and significant impact in some business that you are a part of then that that's that is seen as a potential conflict of interest um uh second is a real is a real property impact all right so if the action of the committee or your particular action on the committee is going to have an impact on real property that you own um and it's going to have a foreseeable and significant impact then that could also be seen as the conflict of interest um a third example is if it's going to impact a business from which you've received uh income or salary in the past year that could be a conflict of interest um if it's going to impact any person or or entity that's given you a gift of over 520 in the past year that that could be considered a conflict um and then if it's going to have a foreseeable or significant impact on your personal finances so those are those are really the kind of five main ways that are defined in the code to have a conflict um I'll also just really really briefly mention um we'll go uh two slides forward please uh to government code section 1090.
