and video disabled until shortly before it is your turn to testify when I call your name unmute yourself and your time will begin after your minute is completed staff will mute you so that we can move the hearing along in an already and efficient manner of course all right first up on our agenda it's House Bill 1330 HD1 relating to school bus services appropriate funds to the Department of Education for school bus services to testify superintendent Hayashi Kurt from Kurt photographs foreign Vice chair and Senator Richards Colonel two girl Deputy superintendent for the Department of Education and I'm testifying on behalf of our superintendent Keith ayashi Armin Stanton has written testimony in support of the measure there are reasons for the request in in the amount of the appropriation for the coming school years and I'm happy to answer any questions that you may have thank you thank you we have one other written testimony from Marianne capuni I in support is there anyone else here wishing to testify on this matter if not members any questions not looping along next item agenda House Bill 1045 relating to education requires a minor student's parent or legal guardian rather than the student to produce the required Student Records when transferring schools clarifies that emancipated minors May produce the required Student Records when transferring schools clarifies that the transfer process is the same with their transfer is within the same complex area or to another complex area exempts students eligible for assistance provided under the federal McKinney then to homeless assistant Act of 1987 from producing required Student Records when transferring schools just to find kisayashi's superintendent good afternoon Cherokee Donnie Vice chair chin and Senator Richard my name is Cara tanimura interim assistant superintendent testifying on behalf of the Department of Education the department stands on its written testimony in support of this measure thank you for the opportunity to testify thank you that's that's all the testimony we have is there anyone else here we should testify on this measure not members questions moving right along the last bill on the agenda is House Bill six nine HD one relating to after school programs appropriate sponsor the department of education's resources for enrichment Athletics culture and health program to testify kitayashi superintendent please good afternoon again Tara time mura as interim assistant superintendent Justified on behalf of the Department of Education again we stand on our written testimony in support of this measure thank you during that suggested by sharingakamura Aloha chair Vice chair Kim and Senator Richards Sherry Nakamura director of Coalition we also stand on our testimony and support thank you thank you Sherry next to testify Paula Adams executive director of Hawaii after school Alliance hi good afternoon Vice chairman Kim and Senator Richards Paul Laurence from the Hawaii after school Alliance we are here in Singapore of this bill as you know after school programs are a key element for the life of our middle school and Intermediate School students and we hope that this build classes and supporters the students thank you thank you for love we also have five written testimonies in support is there anyone else here wishing to testify this measure thank you Aloha chair meister and the education committee Angela Melody Young on behalf of cares community art Recreation Education Services we have a small developing Grassroots art class um based in Kalihi and there's one of my students I won't say she's my favorite because I tell everyone they're my favorite but I don't play favorites um yeah so you know um according to the after-school Alliance and National summer learning Association summer programs and um out of school after school programs is proven to provide the support that students need in addition to balancing the academic experience and providing opportunities for healthy meals active play and Hands-On vocational experiences extracurricular activities um also provide the social emotional support it helps with cognitive development and it helps them to think critically students and children from low-income households often experience a lot of gains from these programs oftentimes teachers parents and program coordinators put an over emphasis on academics instead of addressing students need for nurture care Social Development support and mental health awareness social stressors are inevitable bullying ostracizing um or just School drama these are the sources of trauma for students it is important to recognize student times are not capable of processing and healing on their own it is an Educator's duty to help students with this and to communicate to principals and schools if there's a gap to be addressed and many incentives in many instances it is not an opportunity Gap creating a disparity in access to Quality education and resources that causes students to be unsuccessful in many instances students are unsuccessful because you don't they do not have access to adequate social and mental emotional support outside of the classroom that can be provided from after school and summer programs SB 2818 from last season was enacted into an act and provided for one summer coordinator position at Dole so supporting and appropriating funds for reach after school programs is very necessary thank you for the opportunity to testify thank you Angela could you please provide a copy to us with this one you can email that to us anyone else here wishing to testify this measure members questions sure um yeah I think it's gonna be for doe so for um this House Bill 69 we talk about the programs and supportive of it yes but on the big island the bigger problem is the transportation which is paradoxical because we're talking about 1330 as well is there going to be an effort to tie this together because no sense having the program if the kids can't get to it and then get home afterwards that's something we found was a bigger problem than the program itself is the transportation I see if we can work with um Deputy Orton girls shop and figure out the transportation for the students because I can appreciate in 13 30 they talk about what we're short of CDL Drivers and that's why we're having a bus shortage and Big Island we don't um we don't have enough bus drivers anyway but the transportation is very supportive of both of this but they have to be tied together especially for the neighbor Islands otherwise it doesn't work thank you so thank you thank you chair so your testimony talks about how this measure aligns with Department's high level uh High leverage priority of middle level middle level education to support student academic growth and social economic learning and yet on the next slide you say we request your prohibition provided that it does not adversely affect the priorities identified in the voice of your budget so apparently this is not in the board's budget and so it's only a priority if it doesn't comes out of the budget I'm not sure how they're to compute I'm not sure either but um we know that middle level education and the after school program for middle school students is a priority of the department and of superintendent Hayashi I don't think we put anything into the budget so perhaps that's why but but if it's if it's such a priority then why isn't a part of the budget why we need to make room of the budget if it's so important um you know it's like okay well that doesn't do you think it's important that you put in the money but you're saying that you're testifying that it is so why isn't it [Music] and it's important and I believe it is important yeah um but then you guys predicted to invested or provide it um that it does not adversely affect the priority so apparently this is not a priority and it affects our other priorities then this is not yes so if I square that sure thank you thank you so Senator there was a request from deal with 2.5 million to be put into the budget I'm not quite sure I don't remember when that request came yeah did you say here apartment secondly request appropriation yeah which was in the first draft to expand the accuracy for provided so that it does not accept adversely affect the priorities identified in the Department's board approved budget absolutely okay thank you squirt thank you thank you members further questions okay recess convening the committee in education um the Department of Education Senator Kim had a further questions foreign and yet you acknowledge in your testimony as well as we know um all over the country that they're having a hard time finding bus drivers right and so in your testimony you go these points could be used to encourage School little school level staff with some initial training to become friends like this drivers qualified staff is actually going to be a bus drive thanks for the question Senator it that's a difficult question to answer specifically right now what we're looking for is a salary measure for differentials that we could provide we obviously have to talk to the unions about that to get to encourage and send some of these drivers who what kind of school level staff would you do would you send um you know my limited knowledge of this it could be as athletic director it could be a coach it could be different levels of individuals not necessarily tied to academics within the larger schools would have an easier time doing that obviously um and that that's the Dilemma because where we're seeing issues is are in the rural areas where they may not have the resources so that's that's a very good question but we're hoping that if the measure is passed that we would look to accommodation of different things to get creative and get outside the box or differential pay um it's just something we're going to create that's not there today because you know coaches have practices after school I mean so I don't know how available they would be I'm just not just not sure and is that how would These funds be utilized so you know I hate to see us spending money and then it's not utilizing the way it's supposed to yeah it worries me like with the kindergarten assessment how we you know we need to spend a million dollars on stuff that I don't know that we we really could get uh what we had hoped that we would get and it's 22 million dollars you know when we can't get the bus drivers you're going to spend money on training and differential at the end of the day what it's going to give us a handful yeah the bulk of the increase what we're asking for is the the last bus contract for the state or the Department of Education was 10 years ago and so as we're issuing the RP we have the indications that the bids coming back are substantially higher as opposed to 10 years ago so that the funds for this would go to the new bus contract uh which we do need to have what was the old bus contract 10 years ago I had that number I I think it was more I got to get the specific number I believe it's more like about 13 million okay so this 22 million encompasses the increases about a 30 increase is so it's that plus um as you know we did a pilot for some of the bus companies the counties to provide bus passes and so the funding for that is up and so we've been talking with different colonies we've thought without sitting kind of Honolulu they're very receptive to helping the Subspace great job how much you anticipate is going to be for the bus contract how would you anticipate is going to be for bus fares and what did I just talked about and how much is going to be left over for initial training or differentials or whatever okay and that this money is not going to be spent for anything else yes ma'am I will do that um Kurt also I think I would like to ask with regard to Senator Richard's comments about the neighbor islands and how that's just because of the long distances parents had to drive to work that the after-school programs are very helpful for their students but again with the bust driver shortage um are we looking at buying vans so that anybody can drive them I mean even the instructors 15 passenger unless yes that is something the schools are doing uh but not systematically so you're right in the rural areas it's sent to Richards knows we have a challenge of the Big Island specifically and others not just for a student that we have special education issues I mean Transportation has become a big challenge for for the state so we need to put our heads together and figure that out so you're not moving that possibility out that you end up having to buy bands rather than rely on school buses or city bus advance for normal pickup we can get by there's some compliance issues when he gets a special education there are more requirements specifically through the vehicle we also we are also working with the Department of Transportation requesting for an exemption to provide that kind of temporary relief for these kinds of routes specific routes and directors and others have been receptive to it so we're in that final stage of finalizing that request so it's not one size it's going to fit all sector unfortunately so has the department and I don't know if other states have um try to do this is to ask the federal government to re-look at the qualifications of the bus drivers for instance why we could not use military drivers those kinds of things any kind of health because of the the issues that were had it's a good idea and it's not just buses it's the heavy truck drive is also better having um I think it's maybe time especially for us that we're in the middle of the Pacific Ocean with where we can't get the drivers to cross the county line and drive for us that's correct um maybe it's time that we do go down that road okay good suggestion thank you um so in the breakdown that I asked for can you show us um what percentage of that monies would be used for these band drivers one and two whether or not it's going to also include after school because you're not mandated to do after school and if you're telling us and you're telling the senator from the big island that you're gonna you know work it out but oh if there's there's 22 million dollars where where is that little piece of the pie going to come from I'm sorry okay thank you so members the recommendation of the chair is going to be to pass this bill with amendments to defect the date to July 1 2050.

sorry good evening Mr Wilson Kansas um another District who can hear me tonight about the closing tomorrow morning there is also another significant interest from the salon as diocese to have a Catholic School in Wilson second meaning the Catholics schools and representing for Bishop Jerry David to discuss the distinct possibility of Catholic School of Wilson Community asking for about a year to work out the details of determine proposals please give us a chance but thank you so the kasb policy updates this will be as the first reading for these policy uh updates from kasb there are seven policy updates one new one and one recommended to be completed the first one gaab complaints of discrimination and this is for staff this policy was revised and updated to clarify the process to be utilized by staff and for complaints of certain types of discrimination this is not based on sex or the involvement of student nutrition programs specifically this includes informal procedures for complaints of discriminatory harassment and discrimination the formal procedures for complaints of discriminatory harassment and discrimination and the formal complaint appeal procedure or complaints of discriminatory harassment and discrimination gcrf non-school employment it's been revised this policy was revised to add Clarity to win classified employees maybe granted leave for non-school deployment [Music] policy idab support programs the provision of this policy regarding Dropout prevention and homebound instruction for revised for clarification and ease of use IFA classroom displays this is a new policy this policy is recommended to provide Clarity and guidance to staff regarding appropriate classroom displays because classroom displays may be reasonably be perceived it's having the district's approval the constitute government speech under the First Amendment subject to control by the district this policy will provide guidance regarding appropriate classroom displays JBE truancy is revised this provision of this policy regarding the application of truancy law for exceptional children was modified to reflect the statutory interpretation and exceptional children can still be reported as truant even even though they are excluded for the compulsory attendance law requirements Optical to the general education students this is is recommended to be approved so that we are a compliant with state law and interpretation of the Kansas State Department of Ed jce complaints of discrimination again this is for students this is identical to the one for stack that's been revised and it has added the complaint procedure to be utilized by students for complaints of certain types of discrimination not including sex-based discrimination or discrimination in District programs again formal procedures for complaints of discriminatory of harassment and discrimination formal procedures for complaints of discrimination harassment and formal complaint appeal procedures for complaints of discriminatory harassment and discrimination and that's for students jbd suspension expulsion procedures this is recommended to be approved to be a compliance of state law this provision of the policy regarding appeal hearings was revised reflect the statutory language more clearly specifically that a student discipline appeal hearing must be held within 20 days of the receipt of the notice of appeal KN complaints so they changed this policy as it reflects the same wording as the Discrimination policy but it handles any other complaints this policy was revised clearly outline the proper complaint procedures for General complaints specifically to the following again informal procedures for General complaints formal procedures for General complaints uh formal complaint appeal procedure for General complaints basically it includes everything that jce excluded LED family night is a policy they're recommending to be deleted this policy if deleted would allow flexibility for the local boards and districts to determine when school activities and events will be held just FYI that policy states that Wednesdays nights and Sunday is only by approval superintendent and report it to the board that's what that policy states we have Wednesday nights or Sunday activities if we have that policy LED okay again next month will be second reading all the complete policies are included and the wordy we'll have a second reading next month and action to be recommended any questions on any of those yeah do we want to keep the Wednesday night totally up to you guys I mean I will tell you that the pay of attempts and I tell you that's kind of what they represent a lot is they do that I mean what's the it's basically Wednesday night I mean it's kind of like State basketball terms on Wednesdays they used to really be strict about it now that's gone by the wayside it has a tendency that they have it doesn't matter it's kind of the board needs to consider their constituents and their communities what's best I think it'd be nice I think we all take it to have some night off I'm conscientious about it it has to be really special reason to do it on Wednesday night or Sunday like State basketball you really don't have a choice but it can be approved when it's not activated you what you don't want to get into everybody what do activities on Wednesday night could be I guess that's what I would say for you this Sunday mandatory ones I mean there could be activities that would be volunteer but if they're getting mandatory activities oh foreign so if we if we do remove that is it if we would be saying that for example a coach could say we're going to have practice on Wednesday because right now it reads that without written permission the superintendent right you can still have practice but you just need to keep notice well you can sell it mandatory practice the way it is but you don't hit not in the evening right right that's what it's taken away if you do it has to be approved by the superintendent and report it to the board you're not going to have music activities or games or that's the type of once in a great while things can't be made up I've seen them say okay even the state on Sunday you know you could make a snowstorm or whatever they've made up activities after the last resort that just those exceptions but not understanding it's not on a consistent every week basis yeah scheduled this is because me if I'm wrong this was just the first reading yes no action no action tonight just like does he have you have the complete cleats but I so the basic concepts what tonight will have recommendations for next month okay so on to the school calendar of school calendar this proposed for the 23 24 year has 183 contracted teacher days at 173.5 student contact days as you know contact days as described by the state includes parent-teacher conferences and you get a count a portion of professional teacher days so student contact probably the biggest change on this is the last day of each semester is a half day instead of a full day inside thank you any questions did we change anything from this year no it's no it's because that's how it fail okay I mean your calendar kind of not every month is going to be equal but as far as breaks and stuff right they're same thing the only thing is that half day off at noon right the day before Christmas or last day of school good I would entertain a motion to approve the calendar my commercial motion by Josh second mode Chad any further questions all those in favor say aye aye any of those motion passes seven zero okay the bus bids uh we received a gram for 25 the cost of a new bus um we also will get the funds from the mental price of the old bus the old bus has to be part of the grant is the old bus needs to be taken out of the service because you gotta have so much age and miles on it and uh the past you destroy them you gotta provide proof you destroyed it so it's not back into service and we went ahead and took bids on three buses or three companies gave us bids on the same bus this is a diesel motor and this there's three companies there uh the lowest bid 142 000 491. is an international on that company that has the lowest bid uh the process would be this District would pay for it and they give you the Grant where's the Grant from the state the state Grant he had applied for it only a few so in the past it was competitive but the last few times it's been more of a drawing every whoever submits they kind of just draw out of the Hat kind of so uh we've been we applied for it uh and we were selected this year so that's about uh thirty five thousand six hundred twenty three dollars off the grant piece of it if approved I would doubt that that bus would be delivered before September right now the way production and things are going what's the age of our oldest bus uh right at 20 some years so the state it used to be 20 years used to be our Max room on buses the state increased in about three or four years ago to 25.

So again, thank you um Kevin and Alamita County team for inviting us for tonight. And we're going to be talking about, as I mentioned, the IEP. Um oftentimes it's called a individual education plan. You might hear it called individualized education program or um indiv individualized education plan. So you know what the heck does that mean? and what you know is involved in in that document. So before we talk about present levels and the IEP goals, this will just be a brief review of just the contents of a standard IEP document in California. And what the IP document contains um you know as you see on the slide it's legally link binding but what it also means is that it's a contract with the child's family and with the school district. It's a plan that that provides specially designed education and related services for a child who is eligible for um with an eligible disability.

which I will tell you I'm not sure depending on the miles you know 25 years again they put a lot of miles on a bus right might be okay but 25 years with your putting on pretty good mileage every day with a couple hundred miles every day in school but yeah 25 years we have buses right at 20. the one this one that we applied for is the oldest I do not have that information in front of me on what Jamie zinc worked on that took the oldest bus and he had to drive it you had to have it in commission to get this grant it can't be a bus at you how does a spare sitting over there it has to you have to show and say commission running x amount of miles the previous year to get the grant have we ever I don't think I have seen an inventory of buses with I think that'd be a good good idea to like a decision on with mileage in here and making passenger size I'm sure that Jamie probably has that somewhere we have a spreadsheet of all that yeah Wendy's last time I can't remember the last time we looked at that we used to get it every month oh every month yeah it was with that package the big package that we had I mean I get it every month she says that that's pretty spreadsheet to me every month Toby has a product yeah if you have that we talked about it but was that I remember that we talked about how often we should be replacing the buses is that before you guys gone I think that was before I was wondering so we on a rotation schedule is that what you're saying well we try to I mean if at all possible that's right back when they extended it from 20 to 25 years is because the state was cutting funding and people couldn't update their buses they give you five more years and well the reason we did like those two or three of that one time was because they had the bad Motors in them and we got reimbursed from the company right right and then we also had the tornado that came through a totaled a couple that's why we did like two or three at one time a couple years ago be honest with you if we went and got the grant I'm not sure we'd probably still be driving that but it's older but we still got two or three years on it I believe but it's got enough miles I'm not again I can't tell you which uh and I thought she said this is the last time for the greats I know I'm not sure okay it's I will tell you that they're promoting Electric just so you know they may go if you're going to apply for the grant it has to be Electric that was the comment it's probably the last time we applied for because at this point a lot I don't know that electrical run long enough for us did she say why we're going back with a diesel after that's all they offered okay in these because I know the last time they're not offering gas Motors okay I do know that so I know that makes it more expensive right right but yeah they neither none of these companies are offering gas voters in these again I just know that the last two or three yeah we tried to well gas is it's a cheaper buy and it's a cheaper repair sometimes short-term short term but you get more you keep it 25 years you might keep a yeah yeah Diesel run 45 years more than that yeah so if Wilson Schools is closed there's going to be an extra bus there we're going to destroy it I mean we'll destroy this the bus is one for one okay so we'll destroy the bus that we're replacing so if I want my point is if 712 was closed once you have an extra bus there to be used um an activity bus right it'll probably be put into the rotation to be used at it in activities I would guess uh right now that's the oldest bus that we have and we're using it on a daily basis um to me if you can upgrade what you have at a lower cost because the grant I would say you're not going to upgrade too many more times I mean not every year or every two years to be like more three or four years uh that's my idea is that I think you know anytime you have the assistance through a grant it's a good idea uh so yeah we have we don't have anything else coming out of next year's already like this year we had all this coming out yeah I know in July is this the only thing so far in fact I wouldn't be doing this but it it's not going to be delivered until you know so would you show up till September of October I don't think so you have to make the motion if you want to do it I'm just I'm just I don't want to be like we were last year right now and come this year we had all this automatically coming out all of a sudden yeah and I I I looked at paid it off this year right in the PO this year and they covered it this year uh but so as far as we know I don't have anything scheduled I don't have anything scheduled for we've already expanded conversation I know what you're asking Chad's asking if we're going to have any more buying in June to be paid in July we're not okay good they already have that conversation I don't and there has um I don't remember anything else that's all the authority that we voted on to come out no no the only thing that we have our capital outlay is the least purchase that we still have four years on right that's scheduled for the next four years yeah that's the timeline to accept the grant I don't think there isn't she's notified him that it's just how soon we get it on so we can wait 30 days just knowing that it'll push back like October November I mean uh but yeah and I can uh get the complete well how you know how the thing would be is how long the bids good for uh most of those are you have a sheep said at the top but I don't know if there's a Days of lemon on it this is down February 21st this is through the state bid process this this bid process through the state I don't see it I don't see it nearby are we getting rid of the same size of bus or okay I didn't know if it was smaller or bigger can I asked to ask her about the size of buses we needed that so the cost is probably minimal for a larger one than a smaller one but your options are greater because then I mean is it significant any bus could go on a trip if you needed right you take kids right true so I think what Roger is saying is if we close the 7 through 12.

And for those who might not know, there are 13 eligibility categories um to be to qualify uh for specialized um or specially designed education and related services. Part of what that document entails is that it provides free appropriate public education for that child or student. And so, um, again, what what does FAPEP or free and appropriate public education means? It really just means, um, providing that specially designed instruction, um, supports and services for that child and student. Um, other things that, um, parents sometimes don't know about is that, you know, the document can be amended without an entire uh, entirely new team meeting. uh the document is not written in stone. It's porous. It's you know can be amended and in doing so parents can request an IEP meeting at any time. Uh we recommend that it's put in writing with their child's case manager or program specialist.

right do we have we don't we'll have an old bus right now do we have extra bus like um spares yeah for what we have broken right down buses and you need to have at least one Spirit yes I know there have been times in the past that we've needed at least two one and I'm sure at times you've ran buses that run activities had to go out and that you keep them yellow to do that I will tell you if you buy a white bus I can't go out and pick students up cannot be used on a route only yellow buses can be used on a route so if you keep them yellow you can do activities or routes but you can buy at activity bus that's white that's all it can do remember I'm all for saving money where we can save money and my concern is is that we don't it's a lot of money to come out of the capital outlay when we don't know what the district is going to look like I mean we don't know how many students we're gonna have next year we don't know so I would say that if there were extra buses you put them on purple wave itself which I've done that before too when you've I don't worry very much it just depends it always shocks me and some of the things they buy you know I've I've been in districts where they you know moments went down and they've kept us and kept buses where they've kept two extra buses for everybody so they'd have a bus that would run too that happens yeah but yeah put it on purple wave and sell them and you don't get a lot but they're halfway decent you'll get thousand two thousand but they're not huge I know a company in Wichita is looking for buses for CBO training I mean that would be what I put there's extra buses that's what I would do is to put them on either oxen or private cell to discard and get extra ones just depends you know I was looking here trying to read this chart real fast I was gonna say I would say our entire fleet is not brand new though so it's you know I think we have plenty yeah well even a couple of the newer ones we bought were you so I think we have some other ones that could possibly need replacing before two terribly long so it looks to be like the other activities here one of them are newer but that's a trans everybody make sure I get it so these look like route buses here with the lowest mileage being 113 000.

It may differ in your child's school district, but when when a parent makes the request, the school district has 30 days to schedule a meeting. And oftentimes in certain districts or um certain areas, you might hear the phrase emergency IEP meeting. And even when that request happens, the school district um is uh required to uh schedule a meeting um within 30 days. So the IEP document um is extensive, but what you see on the screen are the components of what it should contain. It should contain information and eligibility about this child or student. It should contain um if a child or your student is uh 16 years old, what's called an individual transition plan or ITP for short. It includes the present levels of academic achievement and functional performance, often shorthand called present levels, and that's what we'll be talking about tonight. It includes a section called special factors.

uh and this one here this one that we're proposing to this International this 1999 International that has 191 979 is the one that we fill the grant out on we have another bus at 141 000 another vehicle driver's names next to yeah the route buses yes but I I'm looking for like activity buses things you just have crowds on here that I could see and sometimes that the driver has a route they'll use their own bus for the activity yeah because they're used to that we have a lot our fleet's a lot smaller vehicles have lesser to be honest with me just looking at this our fleet has a lot of small vehicles compared to the different lessons do you have problems out of those three buses we got only one was brand new right because we couldn't buy a new one it would take too long to make it to replace I'm thinking we just bought I think I thought that one unless you ordered a new one I thought we ordered a new one and I didn't come in just yet she would know um I thought we got it a new one at that time yeah well enough when Jamie drives it's the gas one I think so it's one of the guests ones that was brand new the other ones were used I know I think she is do we absolutely need the bus what's up do we need the bus or respond to this because we can save 35 000.

And for those who don't know, that page usually contains areas such as, you know, things like assist of technology that your child or student might need. Um, behavioral interventions, strategies, and supports for that. So, um, that is that section. Um, another component of the IEP document is annual goals, objectives, and benchmarks. And that's where we are another part of the IEP that we'll be talking about tonight, which um bridges um how present levels and IEP goals um really um tell a story about your child. Other components of the IEP document include what I've already mentioned, uh free u appropriate public education in terms of the services that your that your child or student will be receiving. Um, and the offer of aid for the offer of free appropriate public education also includes a section on educational setting or placement where your child um will attend school, the type of classroom um and so forth.

depends on how you look at it I mean we got some that are I mean that's a 99 we're going 24 years I got one more year and it's done so you've got you got some older buses you're gonna have to replace eventually just depends on what you want to do I mean you can wait pay full price at another year or two well the thing is if you can only apply for this grant if you're going electric then yeah I don't I'm pretty sure that's where they move because they're really encouraging this time around to be Electric I know a school that got three brand new electric buses and he says they're parking them the only place there to fix them is Kansas City well you're talking at kasb conference a lot yeah crying out here trying to run you know you into your games or well it's like with those electric buses Carlos switches buses when she goes to Dodge City or for the games because the diesel will hold more and so you don't have to worry about it so you know you get into another year and that Grant is demanding electric bus I don't think we can survive on the electric bus so right now it looks like we do have three spares to be honest with you uh it's all fairly high mileage except for the there is one that has 48 000.

Another important part of the IEP document is the signature page. And this is where um if the parent agrees to the entire document, provides consent and um things like um meeting attendees, those who attended the the meeting who often you might hear the phrase IEP team, you know, they will also um sign the meeting section that they attended. But ultimately the parent uh signature um is where you'll find that parent consent section where the parent agrees to the document. Um usually at the end of the IEP meeting or the IEP document um there is a section called meeting notes. Sometimes um parents and family members don't know that it's there but the meeting notes are there um really to capture um the meeting topics in a factual way. Um, and it's meant to be uh a consistent um, uh, description of what happened during the meeting.

everything else is over most of them are all over between 125 and one so the state is just a year thing on it not a mileage thing or do they have yeah has to be sold and then it has to put in so many miles to the current year current year those are the two it's like your spare buses here I can't apply for this right right because they're not moving enough files you've got spare that's the 2016. 38 000. if you have one that's in 2007 was 177. so you're not increasing your Fleet you're replacing one right but our Fleet is pretty as you look at it probably sufficient to run our compat where we're at a capacity we will be running you know if as Roger asked me if we do close well that's going to include yeah at least three times a day yeah you know routes I mean I understand it uh parents because that's what was decided and consolidated route right that's just what I've been told so that's the information I've collected isn't it but I'm open if they want to look at routes parents would rather have routes that pay I mean you could have two I wouldn't recommend they wait 30 days uh it really and I can tell you which bus I'm going to guess the new one will probably be running out of a check or change I wouldn't think that would be running afterwards all the way down Simplex high school every day or one of the others I don't know depends on how you went there if you wanted to save it for activities and put one of the spares back up and get miles on that before they run out of Gears you only got 25 years most of them are that clip none of the rest are that close to years I just have a hard time spending the money I mean the three spares and we don't know I mean so when it goes out of commission what do you do you just get rid of it okay just put it on purple wave yeah yeah whatever auction but it's almost uh the way I'm taking it's a mandatory once it hits so many years it has to be done the school has to now Private Business does it right right they can get them to transport So within a year to that one's definitely going to have to be a gone I mean it's 99.99 yeah it doesn't have to be replaced though this has to be but I'm just saying you're pulling one out smaller the exact plan to have the transportation and you know in another month like I said I haven't got much feedback you know because you asked whether we go to new routes and I'm okay with doing routes I think we should be an option I mean it's up there it's got to be one way or the other though I can't let this parent want paid and this parent wants picked up I can't do that that's kind of self-defeated the buses it's either we transport routes with everybody or we pay everybody going into that attendance well if we can postpone this 30 days is that what you're asking yeah yeah I think we can yeah that way and I'll get this whole chart out that you can look at it's right through it that's right it's two different she has two different tennis centers here and I'm having a hard time manipulating this I can get that apprent attention to it very simple so yeah I would have to say that he'd be then Playing Lessons currently just looking at this I will tell you guys some older ones with some miles that are going to have to be put out of commission at some point I think my consensus will postpone night 30 days and just table it done that's it okay moving on to the discussion regarding the Wilson 712 building and that was kind of brought up by Brad so um yeah first of all thanks for putting it on there the the as Kenny mentioned um there are still things in the works and pursuing options um of for the Wilson land transfer and other items like that uh there we received an email as a board um from a member of the State Board asking us to consider giving one more year for Wilson to try to figure out a plan and to to do things um and so Wilson as a community and myself would like to ask for that year extension uh I think the biggest issue that I have um is twofold one as a Wilson obviously as a Wilson um living in a community of Wilson I have concerns of what that's going to do for the community and the school and that kind of thing my other concern is as a school board member of the district I do I mean we've heard about the possibility of the petition um and things like that but just even not thinking about those things my concern is how this District is going to survive in the current configuration that we're looking at being in uh if we don't get a land transfer done and we have either just the elementary school up there in a buildings designed for K-12 we're using half a building or we lose the majority of our students on the Wilson side of the district and the you know in the future of that whole building closes you now have a third of your District that is going to be very difficult to get any bond issue passed it's already difficult and I don't see a bond issue getting passed in that case and the buildings that we have in the district are going to need it if they need it now and so that is a very big concern for me as the district as a whole and so I think that we need to take every opportunity that we can to mitigate that uh and I and I think that figuring out the land transfer or something equivalent would help that because then you have for your Capital outlay then for that bond issue you're looking at whatever portion of the district is left after the land transfer would be the votes for that and so that's my request is that they're speaking to a district tonight [Music] um and there's some other options but I don't think we can get that done if we closed the building in student scatter and they just think it's it's unreasonable to expect to have a vote in whatever it was March April January fed or whatever it was earlier this year end of this Monumental task to find someplace else to go because it's pretty evident that they're not coming this way that we need to have a little more time to to plan in several months intervention is on the county attorney's desk and the county clerk for to dissolve it just hasn't been since I've done it yet well I was hopeful when I heard that talks were going on with Natoma because I like I've said before you know we don't deny that there's challenges but I'm hearing that there are also some opportunities that sound pretty positive and from Barton County being interested also in utilizing some of the building space up there to have some careers and tech ed stuff going on I think there's opportunities that could be utilized for the online you know even Lakeside and and having Barton County and having tech ed stuff and being able to have some of those options and courses available not only to to students who would possibly decide to utilize Lakeside but even adults and other population populations in the area there's the other school is it a secret um we have a couple representatives there what's expectations say they kind of hit on hearing but what is this exactly just threatening us to hold the district but the way I understand it I'm not involved in that but the way it's been explained to me Brad you jump in here is that whatever number of sign number takes to sign the petition if they get that number which is an achievable number at the Wilson Area then that would force a vote of the uh people that voted or all voters in The District in the district and the 112 District the entire District to either dissolve or not dissolve if the majority is in favor to dissolve then it goes back to the State Board of Education I believe for their input and their Direction and then they would assign do you understand that way that way that's why I understand it yeah a sign Wilson to whatever district and the same thing Hollywood platform down here closing all the schools all the schools would be involved in the design you dissolve the district just to wherever they put you exactly in that District besides if the buildings there go I I can't go any further than that because the LA what I heard this morning was told that it hasn't been done since 1960 so there's not much president president to do that there's not a lot of Direction and so you know you get lawyers involved and you go back and stutter case history and any input no I think probably what she said exactly yeah I mean I think that and this is my opinion I think that the the idea is is that it's a method of if the constituents don't feel like the board uh is the best interest that gives them the ability to make that decision as well the majority so they both end the same way right if we if we as a board made that decision it would go to state board and they'd still make the decision this the other opportunity is it goes to ballot and and if the you know passes majority then it would still go to the State Board and either way then it's in the state boards hands of where everybody goes and that and the way that I understand it is that could be anything you know it could be that that you know Thorns goes one District Wilson goes one Hollywood goes one Claflin splits in half and goes two different directions it depends on what the state Lord thinks is best again I come back to what is is reasonable amount of time to to do this as far as close a building whether it's several months or whether it's a year and several months about a year now basically well we've known has been to outcome down the pipeline yes efficiently didn't happen I might be splitting hairs there but oh I just I struggle with this so much as we we have zero answers we have zero answers about on Eve on the Wilson side what things are going to be but as a district we have zero answers for currently in the way that it stands where it's closing a building in this next year and we have we've had zero discussion as a board of what that means how do we handle that what does that mean what does it mean if we lose 115 kids zero discussion about any of that and it's March I just find our stomach when you guys say that we've had zero discussion when we had numbers from oh I mean I mean like what the plan was not not discussion on closing the building but I mean what's how does that affect us and what's the plan what's the logistics of that yes what what Logistics I mean we don't know we don't know bus routes we don't know teachers we don't know like any of that all the teachers will talk to but as that the administration yes but not as and it's just it's frustrating because it's as a school board we have to it's our responsibility to look into the future but there is there's just no discussion of what that means and then Administration but not as a school thing that's what I mean we've never discussed as a board what that means like how if we if we do lose 115 kids if we lose 50 kids what does that enrollment do what does that loss do well but I mean like about teachers you told Mr Lowry that yes as an Administration they did but not as not as a school board correct because we saw that in executive session a little bit but we put it on hold last month correct we we have not had a discussion I mean would we have the reasoning that doesn't make a difference we just we haven't had those discussions and that's concerning I think closing a building you're gonna have to look at month-to-month places you might lose 50 might lose 115.

So, um, if you as a parent have your child's IEP document, you know, um, handy or if you want you're curious about reviewing what it contains, this these this is the components. And, uh, hopefully this is helpful for you. And if you think about it, the IEP document really um when you look at it as a whole, it tells a story um of your child's uh current needs um and how your child or student will access the curriculum and receive free and appropriate public education services. April, I just realized as many times as we went over this, we left out a section. Okay. And that's statewide assessments. So statewide assessments are important and that is also another component of the document. So thank you Sid for catching that. So I've talked about the IEP document and so tonight we're going to focus um just on two sections of it.

um we have no clue when we close Bushton did we have a clue how many kids we lose no we had a major discussion on it yep so what was our results on that we'd lose 50. I guarantee you there's over 35 of left and yeah we've talked about the future but even if we keep Wilson in here we're going to have to talk about the future it just might not be to an extreme that everybody wants I mean I get that I mean I think that no matter what I'm not arguing the fact that what is done is done I mean that's it was the decision that the board made I'm not I'm not trying to argue that point at all I'm just saying that my concern is is that we're four months away from the new school year starting and and we don't know we don't well and I I don't know if we will no because you can't guarantee me that one kid's coming 120 kids are coming so our discussion is as much as we can to every month but until that time comes a guarantee of enrollment we can talk until our face turns blue and it's going to be different September 15th when we first day of school or August 15th that's why we trust our Administration for is and then to have those conversations too and we're not micromanaging the day-to-day functions also that's not what the school board is or they are to run the real ones I agree and we are this up for the guidelines well this isn't day to day this isn't day-to-day operations I realized that but like Josh said We're Not Gonna know exact enrollment and we have seen thoughts about what the Savvy might look like next year we have seen that but we have not had official action I guess if you want to say that because we have kind of put that on the back burner for just a little a little bit for a month while you guys had the discussion with Natoma and I guess that's why we're also a little bit frustrated about being asked to put it on hold and put it on hold because the plans affect the entire 112 District which includes Wilson doran's Hollywood version Claflin and all the teachers and all the students and the planning for all of the buildings so at this point in time I feel like we've had a year okay but this has been on the board and out in the public and I don't feel like there is substantial you know any details on the Catholics thing how to Salina they're meeting tonight again for the second time you gotta have work or you just drive it no but yeah I'll have to be private and you'd have we the diocese would have to rent a building for some agreement with 112.

uh uh present level of academic achievement and functional performance or otherwise known as present levels. And what does that mean? Um I know it's a bit wordy. um even present levels is is something that might be um for new for families new to the IPA process might be um complex to understand but what it the components of it is that it contains evaluation information about your child or student um and their educational needs. So for um a child who's initially referred um it includes um those initial assessments and reports or a child or student who already has an IEP. It should contain um trienal assessments trienal as in every 3 years when your child is reassessed to see if they're still eligible for the specialized instruction or specialized supports and uh services. Um it should also include things like um current classwork um observations across multiple settings and part of the evaluation process though it's not put um on this particular slide um is that you as a parent you know have um uh your input uh so there it should also include you know uh parent questionnaires um sometimes it's helpful as part of your parent input in the evaluation process um A lot of parents have provided um audio clips, video clips um just as a great way to show um capture what your child is doing.

that'd be one thing it'd have to be decided fundraising oh that's yes well I brought that up today I suggest it should be K-12 yeah do they take all the kids or is this Catholics oh I think it would be all the kids all them wanted to I mean there's there's obviously problems and questions to be answered there are many of them because they're still taxed I mean the people with that part of the district would still be taxed 112. so that's something they need to be aware of what's the feelings of the community and I think they're still filling that out I mean that's one of them I think that's a longer process than just a lighter transfer I'm sure or anything that wouldn't be a land transmission no I'm just saying that would be a longer process than it would entrance yeah I'm not saying I'm in favor of that that's just people are really scrambling to keep for school that pretty significantly I'm just saying that it would take a longer process than so you know I I see I'd be in longer in a year because kids that would go to there would have to pay a tuition you would have to have books I mean it's more like a college and I know how it is because I know people that went to Sacred Heart in the same concept for my hold ups for another year is staffing issues we're already fighting that so hard now what are we going to do again you know principle a bunch of teachers that's a huge that's a huge problem right now that we're having to do administration's having a difficult time I'm sure if I'm going to give up education for children versus whatever I'm worried about that's a good point yeah and a lot of them staff if even if we leave it open for one more year might be leaving now and saying hey I'm taking that out now because I don't know what's going to happen next year well I want to remind you too that we've had difficult time keeping Administration in that building the entire building long before this was an issue there's been a different administrator up there every year since before the year before I got on the board well since Brian Smith left it how long have you been gone six seven years yeah so that that was an issue so it wasn't it's not even because of this and Staffing was an issue that was part of what brought about you know it wasn't yes financials yes but also Staffing and we have four long-term Subs up there now I do think we did I mean obviously an administrative we've always struggled finding someone to stay but I think we did have a forward certified staff I think this last year was the first time that we didn't have it either transition to teacher pulse reports yeah foreign 712 Wilson building one more year the second map there's a motion on the table by Roger and the second from Brad to extend the closure of the Wilson 7-12 building for an additional year is there any further discussion those numbers haven't changed have they like the 700 000 a year you cannot but there's anything changed it's an estimate right so here's again for two years our budget two years is based on issue years where what happens in two years will be the effects of whatever happens next year so that uh in that in almost all that staff reduction you know vast majority of us now benefits was Burton County did they reach out to you or they're just open for discussions I mean there's nothing they were just open for discussions if there was in favor of that they would we could enter into discussion even if the building was closed though that could be used for that right right yeah it's like they're talking Elise Grant is what I'm talking about about choices or lease rent or sell if you have and you're not going to sell a building where you have it have the other half is the only one tree to run an electric and stuff like that like I said I think that does present need opportunities for any of those students that would do Lakeside fun and give them the chance to pick up some some of those classes or something possibly and possibly even do like this report was something about you know pick up certifications and do their morning gen Ed's and then they could do their CTE stuff in the afternoon and it would allow possibility for evening classes and it's exciting it's also what I saw at the case speak conference kind of down there by Wichita at Rose Hill that they do out there too okay I have emotion and a second on the table for this Allison Chad no oh Josh I'm a no no Brad yes Roger yeah motion fails by the two two five two to five okay sorry Diane Mr President I move that the board go into executive session pursued to the Kansas open meeting act to discuss non-elected Personnel for the topic of resignations supplemental positions and certified staff to protect the privacy of the individuals to be discussed with Mr Lowry and Mr Sherman present and return Open session in this room 10.

Um the present level is often describe your child's disability and how it affects that child or students participation and progress in a regular setting or in the general education setting. um and um some of the curriculum and supports that might be needed to help accommodate that child or student. Um part of those present levels also incorporate what's called baseline information and the baseline information is often um it should be measurable. you know, it has, you know, all of the components based on the evaluation information. The data um provided leads to meaningful um progress moni monitoring. And if you think about present levels um of a particular child um or student, this is um really it tells the story of that child. But this is the section that is really important because it helps drive the creation and development of IEP goals. So some of this uh the categories at least of um present levels um you'll see listed here.
