let's get started hereby call us meeting to order roll call please Brown is here Mrs Galbraith here Dr Hall here Mr sawales here Mrs Walters vice president Rue here president Albert here please stand and join me in the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all in this room could you please recite our mission statement is to empower each student to positively impact the world for a bright new future thank you Cheryl do we have any public comment tonight okay next up is board updates any board members have any updates I have two that's all right okay so I just want to let everybody know that on February 24th Mr hollifield put together the Crete money uh present High School presents the African-American experience through song and dance and I will tell you it was pretty the kids were awesome so they invited he invited uh the concert choir show choir um and then the show choir Tempo they had the broadcasting class uh the Warrior dance team they had so apparently there we have roughly over 1400 students Plus in the high school and every one of them had the right I Have a Dream speech they took the top three and they came that night and periodically they read their speeches so it was really good but I will tell you the highlight if there was one was at the end the warrior jazz band if you haven't seen them Blown Away they did four songs and the students were phenomenal so I didn't really catch it until the end you know knowing that this was you know that we had the opportunity to see it and my daughter was fortunately you know she's in show choir so I was able to go I'm telling you right now if he does this next year you guys should go it was the kids were awesome that's great so it was really good um the only last thing I have because I know uh you know I'm my daughter's in show choir but our show choir team is going down and doing their last competition Saturday but up until this point we have a couple seniors and I don't know if anybody knows it but so we competed this last Saturday and we have a senior named Chris Smith that literally has won the solo competition in all four of the competitions he was the best solo soloist throughout the entire competition of all the teams so he's four for four and the crazy thing is in this uh last weekend he changed the song normally you do it the entire year to get better he changed the song and then we had out of the top four that were picked Creek money had three so Chris Smith is a senior and he is moving on and doing uh theater and Elena Houston is uh a senior in her and winter Brooks took second place it was amazing that's great again another facet of our district that is just the kids are so amazing I don't think I'd also like to add that we had the privilege and honor it was Dr Hall Mrs rupe and Dr Cara and myself on Janine this is Galbraith is it right next to me here um of attending the military ball and it was very very well done wonderful evening very impressive um kudos to a petty officer Reed to our kids it was definitely proud of them proud of the the whole Junior ROTC program would love to just see it grow you know because it's great to see the discipline in the kids and it was a really wonderful wonderful evening so so glad I got to got to go that was awesome and then I heard it was great also Miss Ruth and I got to participate in real women read at CSK on Thursday was it that was a phenomenal experience also that when I was done the kids wanted to know what book we were reading tomorrow and could they pick up books for the next week I had a first grade class I don't know what Cheryl had a garden kindergarten but it was just so well planned so the kids were just overly excited it was great and we just really had a nice time and even for first grade during reading of the book they would ask questions or they'd say can I see that picture and stuff so it was very interactive in my class I heard mayetta Ali told me that everyone gave her nothing but positive so they're going to try to do it once a month or once every six weeks if they can and then try to spread it through schools I guess they're all talking together about how they this real women read and Real Men read can make it through all of our elementaries at least as a start so that was a great experience also we've had some really good stuff going on cool military yeah but I just want to say my kindergartners it's not my favorite age and I was they were wonderful they were very bright they paid attention and one little student noticed something in the book that I didn't even notice in the story it was it was really insightful so um it was fun and every time I go to the schools I'm just so impressed with the control the teachers have in their classrooms just I know it's it's always like that it's not just because we're there you know they're just we have some awesome teachers and I just noticed it again yeah going to CSK when we go visit Monee Elementary which would go quite a bit because Miss Innis invites us um it's just it's just always an awesome experience to see what what these teachers do that's great and the kids are so excited when you come too they don't want you to leave so yeah I wanted since I was told I can talk this meeting no the military ball was a good time I was really happy to see everybody that's there United I was really happy to see what the kids were how they performed how they set in a professional setting and um Aid and enjoyed each other and it wasn't there weren't any issues I didn't expect any issues but I was really impressed with with everything I really was even how long you all could stay at Hills okay you got one you know so I have something to say on every topic I just want to say that I have been engaging myself on a a community form Zoom call with University Park and and we have been talking about just some gaps there were learning from our Pre-K students you know being three years old even younger than that but younger than five and we just thought of our ways which I have kind of someone shared with the board already we talked about ways that we could help our kids get ready that much more prior to prior to entering the kindergarten so they're looking to do whatever they could they are excited about being more of a supplement to the district as opposed to being in opposition with sharing some things with our kids that's three years old or five years old and younger what they can do over the summer anything they can do any engagement we can have with the parents what the parents could do so I'll be reaching out with Dr care and her team can tell and our ELC director and I understand our ELC director had a conversation with Governor State that's good I'd like to hear more about that so I'll be reaching out to Dr Hall and looking to try some type of pilot program over the summer just more not driven by the district but again as a supplement so I'll be working on a strategic plan went University Park on how we can engage again the community with the parents and see how far they go and we maybe you know share the plan if it's pretty successful over the summer with the other communities too because we know all of us know that there's a gap in learning with minority students specifically so we want to definitely increase the learnings of our kids and I'm going to be reaching out and then we can bring it to the board you know but I'd like to have a meeting sometime soon because I want to kick this program off in the summertime okay you know bring it back to the board Dr Hall you willing to help me out in University Park you know again that's where the biggest gaps we have is in the university park with our kids and again I want to be inclusive with all the kids at some point that are you know having some gaps in learning or people want to take advantage I like to keep this keep this rolling keep this rolling what the community can do again not in opposition with the district but as a supplement okay okay Mr Brown I would be interested in helping if you'd like I have a small part of university park myself that leads into Park Forest and I think Mr sawalich has a small piece of University Park so really there are four of us so if yeah if we can help in any way or whatever yeah if we can do it in unisex without being able to get involved with getting your kids some help absolutely and if we can do it in unisex without any type of open media's act violation similar to the mentoring program where it can have three of us in any given time so I chose Dr Paul just because of the majority of his constituents are there in University Park so I'm not looking at to do any type of respective person here no no I'm just saying that you know I'd be more than thrilled to help out in any way yeah so again we have a initial kickoff conversation and we can bring it back to the board the sooner than later you know maybe after our next board meeting or before you know next so we don't have much time next week so maybe after our next board meeting we can set up on a meeting and if I have to take a half vacation day off or something during the day so don't look to just meet with me after hours or something like that so I'm really I'm really excited about it and they were excited too they were excited to say hey again what tools do parents need what can we help with parents let's knock on every door and I'll be looking whatever you can share there's public information out there already with how many kids we have this Pre-K how many parents are out there so I'm looking for a whole totality of Engagement out there okay I don't have much time I don't have much time on this Earth okay I'm just being real and I'm just ready to put all the energy I have and make a difference and I think all of us so to that point here majority all these some of these people's like bills younger than 50 years old I've been starting on my Social Security 20 years all right okay thank you Mr Brown thank you sir by the others it is a lot of good stuff okay uh administrative updates and I'll turn it over to Dr Carol yeah I just wanted to make sure that we had this on the radar um here we are in March end of March and we're thinking about next year and uh planning and so forth and as you know our original uh idea was to go ahead and start closing MEC and anticipation of our the wing at the high school um that would be opening this fall Mr cerma can kind of share some updates or will at we do expect a delay in supply chain so that most likely it's not going to open in the fall we've already shared that with building principle so we're kind of intending to use that facility a little bit longer in the fall to make it a smooth transition probably after the first quarter per semester and then bring them over to the high school you know at the second semester I don't think we've got a rush on this we want to make sure that it's done you want to make sure we come back to the board to figure out the process the timing the attorney can jump in on any of this the process that needs to be done for closing of a building there is a new law out there that says when you have three hearings so we will have to go back and do three hearings for this we've done them before but the new law says we need to do the three so there's a new law from different from no no I believe okay so we'll do those again and then we'll have is that because of the time that's passed or what's why do we have to do it again it's a different it's a different scenario I think we did the Dome I thought didn't we no we we did let me see is it because of the timing or okay yeah because we closed it then we open it I did not have to do it again that that would be doing okay yeah yeah so just give you an intent the process that we need to do putting that up for auction so anyway just bringing that up again as a point of discussion have you um have you put together since we're already in March is there a transition plan already ready for to moving forward staff how the program is going to transition from one building to the next yes we're meeting as of right after break in April to do that we've needed to get through the Staffing for this this March board meeting after that takes place we'll start working on the transition of setting up that program just speaking of that program that was part of the dialogue I had when University Park and there's people out there that's in a mental health profession and they want to support the kids in that capacity as well and I would like best you could Dr Kara to better Define I guess the program I think there's still some uncertainty and unclearness on what exactly that program is going to do for us right underneath the high school right right so it's not going to be its own price I know that was part kind of part of how I conveyed it but I think you just articulated a little bit better than I could just the intent of what their program is that's all that's good so we will will kind of give some more updates I think as we finish having conversations with our staff we will be coming back to you to share with you any staffing changes that we recommend we have an idea of students that will be participating in the program and then we want to make sure that we're opening it up we can hold as many as 70 in that Wing so we want to make sure that we're flexing students now shame on me I'm getting ready to expose myself in a way that I have lack of knowledge and that is have we broke ground on that yes yeah yes do we at least get a breakup or what yeah yeah okay yeah I drove over there right before this meeting and all the steel superstructures up and they're starting to put up the brick the concrete block I don't not yet I think one of the most important one of the most important steps is they got the floor poured yeah in January and all that so so you definitely you definitely can is going to let us know the supply chain issues here right yeah I'm sorry I don't know uh Dr how are you finished giving Ken to Florida well sure because you're sure you can jump in on this because I think it does kind of uh relate to this yeah just real quick on the addition there is going to be a delay because the liftoff units have been delayed delay writing every facility those have been pushed out to about the end of September right now at least that's what they're telling us so uh you know it is not hurting any other things that are going on with with the masonry work and that we've had a percher so that has really helped us so that's going to be the delay when they're going to come in I really don't know they're here they can call me but Ken that's pretty much a kind of towards the end of the process it is it really is it can do a lot of the piping and all that that's what we did like in these structures when the Archie used it to show up we were able to do all the piping and everything and then they come in and just kind of set them in and connect them so so that does not have anything to do with the heating right okay so that's what we're using for both yeah okay so they will delay because I was looking that should not be a show stopper if we're not looking to get our kids in in hot weather well it's a life safety issue that you have to have heating you don't have to have air conditioning that's that's what I'm saying that's why I asked the question I didn't know what type of heating so we use them both for heating and cooling I believe that we are using some Chiller cooling off of The Chiller at the high school but like the bigger areas like the gymnasium will have a rooftop unit there'll be some other areas we may even do the manufacturing rooms I don't know specifics I'd have to look at the Docks and all that stuff but uh I know there are probably about three or four rooftop units on that facility so going again what component is used for heating and we're not using electric heat or uh it will be part of the boiler system off the high school so part of it will be part of the boiler system part of it will be rooftop units the same thing we have okay okay you know some some areas we have some we have off the boiler system get it okay so we need that for hot water and things like that yep got it Ken what's the to keep the building running for another three to six months what's the budget impact um I I think it'll be minimal I don't know that I don't have the hard numbers on that I can run those numbers and get that to you okay but normal the reason I say that is because even if we were not to occupy that building we'd still have to have heating going on and lighting going on and all of those things so okay you know not to the extent of having it fully occupied and again it's not a facility where all the areas are being used at the same time either I mean are a limited amount of students there so you know you know some areas can kind of be shut down okay it's not that big of an impact for us okay being that and being an issue with the units at what point did we notice I would think we knew it out last week last week so but the contract there won this bed months and months ago and they ordered them they ordered them right so with the expectations that they were going to receive them in time to finish the project tentative tentative dates bill can address this is the same thing issue we have here with the chillers when I think the one for here was delayed they'll give you a tentative date and you just hope that it happens on that in that in that realm because they're getting it from someone else so my assumption is when we even the this Summer's project as soon as those contracts are awarded they were supposed to order the chillers for this summer CSK Balmoral and Crete so same thing with that Edition when they did it they probably ordered everything but it just depends on when they come in and again when we are looking at a finite time frame for our projects to come to conclusion we go in this things could happen that's why we have contingencies and all of that we don't go into this project with tentative dates for equipment receiving receivables for those we are but when they tell us and they commit to us what ramifications do we have to provide us some relief when there is you know things happen but when your contractors fall I know that I do one and understand this so are we just going by a telephone call to the manufacturer to say hey we should have that because on my side of the fence the profession that I'm in we're holding vendors accountable when they commit to a time frame so if they just have hazards just saying oh you know what we can get it to you on January 5th 2024 and we go with that with the intentions and we're going to have project in at a certain date that the contractors report to you you reporting to a board here and we expect what we hear given that there are contingencies things happen but not so systemic that you know we just expect this and whatever parts and supply chains and next week we expect we got a date we got a date now in the fall I'm not getting on you can but I'm just like stand there but I know that's Global but it's how it's I guess it's how it's communicated well it's how it's communities say you know what this project here so they have we contractor meetings something comes up they notify us right away this came up right away so we as a board say you know what you give us a blanket statement to say you know what here's a project however supply chain issue expect that expect of supply chain issues in these days these days are no critical they're not critical there's no critical path here that these dates that you are giving us could change in any moment should we should we expect that and I'm okay with that but that's what I think because I'm communicating I'm communicating here that this building the board has expectations clear expectations that this project is going to be completed and ready to start our new school year off with that now I'm hearing this wait pre-covered totally there should be no issue today you can't you don't you can't have that expectation as an owner as a contractor I will tell someone that the day they sign a contract will order the equipment and I will tell them they're tentatively telling me September or August I have no control of that it's being manufactured and built from somewhere else and when I'm buying a different brand that's not even manufactured in the United States it's even worse so there's there's nothing we can do Post covid because everybody in the world is still trying to figure out how to get parts because everything's built by so many different pieces in the world and they're doing their best I'm not defending CC Holdings or RL Soul I'm just telling you from a realistic standpoint that it's really complicated when you're coming to this particular like a rooftop or a chiller because even me if I call tomorrow I can't get a definite answer at all depending on what it is and I I guess Bill and I'm I'm right on with you right on with you I guess again it's how it's communicating it's like the weather man of lately well we expect one inch of snow or nine inches of snow during the snow storm well okay that's like it can go either way so if you communicate hey we are looking to bring our kids in the fall of 2023 or the early winter of 2024.

to combine our two high schools and for sure then righteous you can see your costumes in action not only that Alicia I was surprised to see her I went to high school with her she was Alice Galindo this girl a fashionista I knew she she ended up doing something really beautiful like this because she was always dressed beautifully she had clothes at she made probably her own clothes because I know I couldn't buy them but I've always known her that way to be a fantastic woman and then when I seen her again I'm like oh my God I know her I went to high school with her you know back in the 60s I wouldn't say when but we're on the 60s right around there we went to high school together and um and Peter I met him and he's a nice gentleman also I just met him but I feel like known him for a long time and we want to thank you all give the Board of Education wants to come up and take a picture with us please I have a feeling we'll be getting our steps in today and that's good after eating carbs on carbs um now moving on to item 6.3 recognition of the 2223 aspiring leaders Academy participants Mr Ortega thank you Dr Beau um I am Uber excited uh today um we had been trying to launch an aspiring leaders academy uh here in Azusa for for a bit uh but due to the pandemic and some of the consequences of that we were not allowed we were not able to to launch it until this year um we want to recognize uh 14 individuals tonight uh that gave up four entire days uh to come to the district office uh to collaborate with us to learn with us to grow with us to have a watery eye with us um to laugh with us uh but more most importantly to learn with us over the course of four days uh we try to provide an inside look into uh the four branches if you will of a school district uh for them to get to know uh the leaders in those positions and for them to hear about strategies um about mindsets uh about moves um that individuals incorporate into uh their roles uh they were very engaged uh had great questions uh great comments and we're just uh very happy that they went on this journey with us about president if the board allows we do have uh two um individuals who would like to share just a few words about their experience in the leadership academy absolutely great uh we can believe if we can begin with Miss Stephanie Erickson okay hello uh my name is Stephanie Erickson and I would first like to say happy Pi Day to my fellow mathematicians in the world or in the room and also watching at home um I myself am a math teacher at Center Middle School and a lover of mathematics then today is 3 14 for those of you who don't know uh 3.1415926 um is so on that note I would like to uh say a very special thank you to superintendent uh arthuro I knew I was going to do that artega um aspiring leaders Academy was his brain tile I didn't know um I don't know if anybody really knew what we were getting into when we signed up for that thing um I'm not even sure he knew exactly either um but we got into this experience and it in fact um his desire to pull back the curtains of each part of the district to all azusa's staff who desired to learn and grow professionally was unheard which is why I signed up um each of the four sessions reflected the Deep rooted desire to cultivate a multi-level leadership partnership between those and the highest levels of our leadership team and those aspiring for more whether that more was a prospective change or a change in title our cohort was introduced to leaders the leaders of the leaders of each of the four branches of our district starting with or um sorry superintendent Ortega followed by Latasha di Jamal and next came Norma Camacho and team and lastly we had Jorge rankio thank you for sharing a little piece of you with us each presentation had its very own style and vibe from lessons on gratitude to a preacher's style breakdown of inner of the inner workings of MOT to scouring the HR handbook for codes and regulations that did happen each member of the district did an amazing job at giving us a look into what they did and how they led the team under them they helped us to see into their roles and let us walk in their shoes the coolest part of this whole experience by far was the tips and advice that they gave and the clearest dispiction of the intricacies of the District budget was um a wonderful moment too um but the most important aspect was when we got to share about our shoes too rather how their shoes affected our shoes and those moments were powerful and very telling our district is experiencing a lot of change with this much change as mentioned earlier there's bound to be big feelings all over the place in a year where the leadership could have chosen to push the academy off superintendent Ortega chose to do the very opposite they opened up showed the very best parts of Azusa and the area is still under construction Hold Us in they helped us grow and in the process I think some of them grew too I am grateful to have had this opportunity to see the other side to observe an action to ask questions learn about myself and how to cultivate change but most importantly that we all have the capacity to lead and impact those that are around us on a daily basis I walked out of aspiring Leadership Academy Desiring to do better and be so thank you board president I would like to Now call up Jessica Estrada good evening board president Sabrina Bell members of the board have knit my name is I'm the proud Racers teacher at Valleydale Elementary so this past school year there was a really powerful opportunity that was presented to us by superintendent Ortega he invited everyone and by everyone and mean both certificated and classified to participate in something called iron leaders Academy so the opportunity said it very exciting and I signed up actually provided video proof of my interview and the asparian leaders Academy provided us with an opportunity to just get insight into the different departments honestly it was super exciting we saw transparency show by each of the Departments we heard from Business Services mot ed services as well as human resources and each of these Representatives truly showed their role and how they all work together and they synergize to fulfill that vision and Mission that we're here for what Azusa unified is truly about what are the highlights of the experience was learning about the impact of gratitude and Leadership roles I learned that studies have found that leaders who Express appreciation are more influential more respected and simply happier I plan to take all of this experience which was also kind of sparked the Fire Within me to just keep learning and growing as a person and as an educator overall for anyone out there looking and listening I would highly recommend this opportunity should it come your way next year I think that it would provide you with a newfound understanding of the intricate ways in which we all have to kind of work together to make this happen and for the betterment of the Azusa community I completed the process feeling inspired continuing to start wanting to continue to serve and I would highly recommend this to others thank you so much uh president Beau before um I turn it over to you to formally recognize them I do want to say that this was our our first go-round um I asked for brutal honesty um and I said I want that Honesty for us right as As Leaders to grow and to be better but also for the next Academy right so they experience something you know brighter and better from our first shot and that's the only way we're going to grow so thank you for your feedback on that uh in addition to the certificates uh Dr Beau we do have a little gift for each member as well so Mr take it shall I uh all names and have everyone come to the front yeah that'd be great colleagues we could get some extra hands to hand out certificates and um celebratory opportunity like what was just shared that you didn't know what was going to happen and I I think with our leadership right now we have a very strong leadership um and one that wants to empower our employees and just to hear you uh I almost started to cry you know because you said you you were saying something about like it makes you in a sparked a fire within you you know I think great leaders do that whether there's issues whether there's problems right you work through them there's no hard feelings you talk about it great leaders Inspire others and I'm grateful thank you superintendent assistant superintendents and all of the Departments for putting this together because I think this is just the beginning so empowering all of our staff so kudos to you and I can't wait to see that fire spread everywhere and especially in our students in our community so thank you guys so much thank you aspiring leaders thank you again so much for extra effort I wanted to make a statement yes okay um I want to congratulate all of you for taking the time to further your Education and Leadership and thank you Miss Benavides yes I'd like to take this opportunity to thank all the participants in the aspiring leaders Academy and I know that from within you know it there's a growth within that um aspired you to want to participate and I think it's always beautiful to know that even in-house that you get the support from staff and that vice versa right that the staff also sees that you admire them and that you appreciate them and and and that he appreciates you for partaking in this event and um you are the new role models for the next aspiring leaders so thank you for your time in that I just want to say first thank you to the uh the superintendent and cabinet for for this and and for inviting uh just just the leaders within our district to to grow learn but also to share and thank you for your willingness to be transparent to share not only your perspectives in during this time but also even after um so that it's strengthened even Beyond uh your experience there so just just thank you to everybody and aspiring leaders participants thank you again for your dedication um to do the continued learning and to show us a current example of lifelong learning and to see that modeled um within our ranks of Educators and staff members for our students so thank you again thank you and moving on to item 6.4 approval of resolution 22 23-27 recognizing the week of April 19th as adult education week Mr rankio yes thank you Dr Bo this resolution certifies that the district's recognition of the adult education is a vital educational component of the district's overall education goals adult education provides family literacy through English language development basic and secondary literacy skills for transitioning to college or post-secondary training and Industry recognized certificates in high demand job areas in Career and Technical education and I thank the board of education for taking this time and recognizing our adult education employees thank you Mr rankio uh may I have a motion motion to approve second moved and seconded any discussion uh yes I I think that I appreciate it as a unified school district for Inu our adult education because I know uh many adult education uh schools have closed down so they have come here I do visit the adult school and they are very appreciative of it but now that we're speaking about adult school they also I they're going to have a career and resource Fair on April 27th from 10 to 1 pm at the Azusa Adult School so um they're going to have the adult education courses local businesses will be there and for jobs also in the American job center this is a library resource to name a few so that would be April 27 1 pm at the zoo's adult education Center on Gladstone thank you and any further discussion right so um Miss Pineda um for all of our action items before the board takes its formal vote I will be asking you for your preferential vote so um the item has been moved and seconded we've now had discussion so I will ask you for your peripheral vote you vote Yes or No to approve this resolution yes thank you so much and board members we will vote online and the motion passes unanimously moving to item 7.0 public comment on agenda or non-agenda items are there members of the public uh who wish to make public comment in person with Mr Jack Paul could come to the podium honorable Dr Beau superintendent Ortega and the rest of the board members my name is Jack Hall on oh we currently operate a daycare for development or an education center for developmentally disabled adults at Whitcomb High School in Glendora uh Glendora school district is changing their plan for that particular school and they've had to put an end to our league we've been with the school district for over 40 years and over 35 years at that location currently serve approximately 120 developmentally disabled adults and we have about 30 to 35 Staff that all reside in this area so we have been over and visited uh rental school and there are some modular classrooms on the North End which would be ideal for us if there would be a possibility of us Leasing uh we would be happy with it we're three-year term leave I know that you have a 7-Eleven committee that's working on the disposition of some of your properties but because the ROP program is also there I'm hoping that this particular location won't be sold or disposed of in any way at least in the short we're having a lot of difficult finding but it's appropriate for our clients these are individuals that have completed special education programs in your District and at the age of 22 they transition to a program like our we are licensed by the state of California we are funded by the regional centers um we're offended by the state of California been around so uh I've brought a list of bullet points and things that we'd like you to take a look at I will leave this here we feel that by leasing this these classrooms we could provide an income to the district of and the ballpark of a hundred thousand dollars a year uh possibly a little bit more and we would be willing to pick up the extent of cleaning up getting those rooms ready to go repairing the restrooms there at that were damaged by vandals we'd be willing to pick all that up we are in a real bump we need to have an answer in the next couple months uh I will speak with Mr mole perhaps next week and he could give us some input as to where we I know I'm not doing things directly uh but because of the time frame we thought we could bring it to full School Board thank you Mr Hall that's your time okay so I will leave these bullet points here on the podium and they have our contacts thank you so much thank you Mr Trestle is online hi can you guys hear me okay yes we can all right thank you for letting me know all right good evening superintendent assistant superintendents and board members my name is Ron Trussell and I am a teacher and coach at Gladstone High School I know that I am speaking on behalf of myself this evening but I would like to point out is that I think that what I'm going to talk to you about tonight is on the mind of most teachers in this District along with students and parents tonight I would like to talk to you about safety concerns at our schools in the last two weeks I have had helped break up uh two fights that took place near my classroom now I wasn't the only one that had to get involved to help break up these fights there were several other teachers that had to be involved along with security and administrative staff to help break up these two fights over the past two weeks now you must be thinking world with security the answer is it is not their fault we do not have enough security administrative staff have to stop what they are doing to get to the scene until security and administration administrative staff can get to the scene the teachers have to step in to make sure that students are safe think about that it is taking several teachers risking injuries to break up fights because we do not have enough Security on our campus a little over a week ago two students brought a gun on the campus of Azusa High School I know that the situation was taken care of before any more serious harm to be done but think about it what if something more serious happens the fact that these students were able to bring a firearm on campus is alarming I really felt that this situation was swept under the rug yes there was a mammal that went out from the superintendent about protocols the district is putting in place and I'm glad that there is something happening on some level what I am thinking about now how are we going to keep students and staff safe on our campuses now I am all in favor of counseling and having an anonymous tip line but how are we going to decrease the detention I'm sorry the tension now how are we going to keep teachers from having to break up bites now how are we going to keep a student from bringing a weapon on campus now look I love teaching I have a strong passion for it but my main priority is safe I always tell my students each year that I'll write I will provide a safe classroom for them classroom for them so that they can constructively learn a safe environment with protocols in place now keep students and staff safe safety should be your first priority as well I would like to invite our superintendent thank you so much for your thoughtful and important comments but that is time I'm sorry I'm gonna have just one less little thing here okay I would like to invite our superintendent assistant superintendents and board members to come to our campuses and sit down with our teachers to hear their concerns I wait for your response thank you thank you Mr trestle are there any other members of the public who wish to make comment online thank you moving to item 8.1 comments reports and requests by the Board of Education board member uh Rodriguez Pena vice president okay good evening everyone this has been such a beautiful evening everyone getting these Awards it's always nice to see that we haven't sniper for a while and I think it's really great so I just want to announce I went to Paramount um Elementary School where kids heart challenge students came out and did several activities on the blacktop the purpose is to keep them moving for a healthy heart they raised 5232 and I want to thank fourth grade teacher Mrs Christina Ramirez whose fear hit at this event year after year she started from Monroe Monrovia wrong District sorry Mountain View and she brought it to Paramount and now it's even bigger so they had to have two assemblies but it was really great and um then I went to Gladstone High School uh Full House again parent night transitioned to Middle School principal cordomo showed a PowerPoint regarding the programs offered at uh Gladstone Middle School Avid college career DLI gate stem Studio 26 the well-being Center sports Little League sixth grade intermune intramurals um also at the same day they had the Gladstone Middle School ribbon cutting ceremony where new College and Career ready lab they had robotics intro to computer science video Home Maintenance to name a few last two middle school is beginning to look like the mega Middle School that we started from the beginning we kept saying mega mega people kept saying well no you know other districts have they're taking Mega and big we're thinking Mega in programs you know bigger programs for our students that are there better Fields air-conditioned gym I mean you know what more can you ask for right but it's beginning to look just like that Mega Middle School that we started to speak about I went to Dr Seuss to read Across America I went to several schools and I always enjoy reading to the students and went to Magnolia Elementary Nationals groom breakfast week I had breakfast with the parents and the students it was delicious it was they had those hash browns fresh fruit from the farm and uh eggs fruit juice yogurt with granola I mean who eats that right when I was in school I remember eating that kind of food but it was good and I want to thank the nutrition services Stella and her staff they all did a great job I know there was other schools but I couldn't jump from all school to school so I ended up at Magnolia um Gladstone High School 2022-23 oratory contest and I want to congratulate all the students it was students three from Gladstone and three from Azusa High School and they all did a fantastic job and I want to thank the Azusa management association and Aaron Kramer she was the facilitator and I like to close in memory of Jose Torres he was a school board member for 12 years and also George Romero he was the classified employee for 28 years they're both long life residents and they both attended Azusa schools thank you board member Ariana's I have nothing to report board member Greer uh just a few one I I also want to wish everyone a Happy Pi Day um I I unfortunately I'm not able to recite any more than one four that's as far as far as I go um and then also we had a uh yeah just great time and so thanks for the opportunity to read in a few classrooms uh for for read Across America and final thing is just kudos I'll speak from a first-hand perspective kudos to the preparation and just what's going on with Gladstone Middle School I come from a unique perspective in that my daughter who is in sixth grade will be then in the first class who is attending this Mega middle school and we had an interesting time one afternoon after school where she brought home a paper where she had to choose between her top three um choices for for uh what electives she would she would like to take on and as we sat there were so many good options that she could choose from that was that was very difficult for her to make her choice and Whittle it down to to top three and so it's kind of like no matter what she gets it's it's a win for her and so um was very grateful just as a parent for her to have that experience and then know that other students across the district are having that that same experience just speaks to one small tiny aspect of the planning that's that's uh in place and and to what our our students will uh have the opportunity to experience this upcoming year so just want to express my gratitude and excitement for all the work uh that is that has gone in and that will continue to go into making uh what will be a great Gladstone Middle School board member Benavides H yes um I would like to just say um thank you for putting together the Gladstone Middle School parent info meeting I as well as um board member Pena attended that and um also attended the uh College and Career lab ribbon cutting and it was beautiful it's great to see and um I'll just Echo her words it is a mega you know facility there and actually that was my first time on on campus and it just it was just nice I mean it was it was a rainy day but it was just nice walking in and just being embraced by there's so many parents there and it was a great turnout um it was you know I really encourage those um who didn't get out to try to get out to more events and I also attended the um the on March 10th they had another presentation for the parent info meeting for those that didn't weren't able to attend in February and principal Perdomo also did a great job both at both those meetings he did a he was very diligent in his presentation um it was a small turnout at Magnolia the other day but nevertheless it was great to see that we had a lot of Spanish speaking there um some great questions came up and I think we need to get more parent participation if I could just encourage more parents to get involved I know there's a lot of working parents but um it's just really an opportunity to really play a role in the community and in the life of your child so I think those are important things so I just kind of wanted to share that um and I also wanted to thank the staff for putting that together because I know it's a lot of work and planning that goes into that um so and then I also wanted to um to just share with everyone that I attended the superintendent Roundtable that was held on Google the other other day I know superintendent Ortega is having had two sessions and you can correct me if I'm wrong one was in Spanish and one was in English and this was the first time that he decided to do that and I think the numbers were pretty well attended I think the Spanish had 22 and the English had about 55 participants a lot of great questions came up there were the two main questions that I saw that were primarily being highlighted was um one their parents had concerns about um just really getting to understand or getting getting a better understanding of the IEP process um there were some different proposals that we put out maybe doing some workshops incorporating some just really bringing it to the community whether it's an information bulletin um just meeting with the parents whatever it is just to be able to inform them as what to what an IEP is the process put it in tails and um one of the things that I would like to see because of that is that and I spoke to superintendent Ortega already as the possibility of maybe because I see there is a need for just the information maybe doing a small clip a video about it um because it is it is a difficult process to understand because it's the phases right so and I'm too myself I'm learning so I just I've been having happening to do a lot of research on it um so I really wanted to um really encourage the parents to really uh reach out and join these round tables because they're very informative you learn a lot and um the good questions come up another topic that really came also came up is school safety and I just wanted to share with the community that I see the the and I'm a new board member but I see this the work that the staff is doing internally and sometimes making you know taking decisions or making these decisions implementing new uh protocols it takes time because of you know whether you want to call it a bureaucracy or whatnot but it just takes time but there are new things that are in the works new processes we are looking at different you know employing different methodologies different tools within our here at the school so it is something that the superintendent the staff and the board takes very seriously and it is one of our top priorities here so just know that we want the community to know that it is we are aware of and it's not just happening in Azusa it's happening in the surrounding community so um we are looking like I said at our policies introducing new equipment to further ensure the school safety for our students our staff and our faculty so um I think that was it um oh I wanted to say that with the round table one of the things that is really nice is that would I what I felt or what I feel is that parents feel that they're less intimidating so they're more prone to ask questions because they're not not that we're not that we're threatening or anything like that because Mr Ortega is very approachable and so is the staff here but I think that when you do join those uh parents around tables online I think it really does encourage parents to to less you know feel more comfortable and less intimidated and they want to ask questions so um I want to thank you for putting those together I really think that they're really informative and it really shows that the community is listening they're watching us and it's good because we should be accountable all of us right so thank you for that thank you board member Benavides I want to share briefly my uh my experiences over the past couple of weeks um I also had the privilege of reading to two classrooms one at Hodge and one at Longfellow for the read Across America initiative um I also wanted to acknowledge that uh today March 14th is um just uh almost uh three years to the day that uh schools closed and we got through the pandemic and I just want to take a moment to acknowledge the resiliency of our Azusa Community our staff our teachers our families and and we're here um for those families that were fortunate enough to stay intact and stay healthy we acknowledge those that we've lost in the past three years and also acknowledge those that are here with us today so I wanted to take a moment to speak that into the record and with that I had a great time this morning visiting Murray Elementary and giving to preview the new classroom furniture that will be in all of our classrooms this fall and to remind our board that it was only 10 months ago that we allocated just over 45 million dollars to our facilities in terms of safety infrastructure uh new roofs HVAC playgrounds and classroom furniture and so that was just 10 months ago and so it's very exciting to see and touch new furniture for each of our classroom spaces and for the Azusa Community there is a small open house tomorrow evening from 4 to 6 p.m at Murray Elementary School open to the public to come and sit and and see that new classroom Furniture so I hope if you're able to stop by that you will moving to item 9.1 comments and reports by student board members superintendent and cabinet Mr Ortega thank you Dr Beau um I want to piggyback on uh board member Benavides I just want to say that hard work of ASB leadership in setting up this event and we are looking forward to seeing the next dance thank you that is all thank you Natalie um so to piggyback on Miss Benavides uh report uh we had our superintendent parent Roundtable uh do you want to just take a moment to say that this is a perfect example of a cycle continuous Improvement and I want to show my gratitude to the original members of the student uh of the superintendent Roundtable that took a chance with me um and we said you know let's try something different and so um just want to show my gratitude that they were that they were game to try something different and I think uh the the benefits have uh paid off was the first time that we do an evening meeting first time that we do split um language meeting and the feedback was very very positive there were over 70 parents that attended um this was not scripted but what I do also uh like to tell the parents that it's it's not that we're just listening like that's one level right but that we're actually like really considering what what they are what they are sharing so uh when board member Benavides had told me about the Special Ed I had told her that I already met with at services and said hey here's a good idea right after asking for train like let's let's take advantage of that um I just heard uh Natalie's uh report again not scripted uh that came out of the superintendent parent Roundtable as well that um hey we we do a copy with the principal at the high school and because it's so many things are happening at the high school right now with the merger like it'd be nice if we were if if the high school offered not only in person but virtual copies with the principal and I just heard that they are doing that so I just want to show my appreciation of the of the parents and their feedback and their voices uh last week we launched the Surplus property uh committee 7-Eleven committee um the meeting this first meeting was introductory and nature uh went over all the logistical pieces the responsibility the brown act Robert Rules of Order um let them know their function that they are advisory in nature they do not make uh they're not a decision making uh body and just want to say congratulations to Vanessa Jones who was uh voted in and elected as the committee chairperson our next meeting it's lady for April 12 2023 um I also want to give a huge shout out to our ed services team and our teachers uh who are leading the way uh really um in terms of ethnic studies and what we do in ethnic studies uh we reported before that the county has invited us uh out to the county to present to say hey take a look at how this district is going about this mandate that's going to be coming down uh from the state um and as a result of that word spreading we hosted San Gabriel uh Unified School District um here at Azusa High School they brought students they brought teachers they brought administrators to see what we were doing they actually walked into classrooms um and just were really impressed with the approach that we are taking uh with that so congratulations again to ed services the teacher leadership in Azusa High School who's really leading the way uh in this and I just want to highlight our very own liquor Juarez and Stella andahura who were invited by the state of California to present at their Tuesdays at two School nutrition Town Hall um the state was very interested in the partnership uh that two seemingly not connected departments came together Communications and nutrition services to highlight how when you Market your Outreach and communicate regarding your school meals we can get excited about nutrition and the things that we are doing on nutrition so again kudos to to those two individuals and those two departments for uh on a state level being able to share what we are doing here in Azusa thank you good evening I'd like to recognize as far as the units who submitted winning entries into the Dougherty Elks drug awareness competition we had jelly pie from Magnolia Elementary Denise Alma Devar from Ellington Andrew Galindo from Ellington daily pie actually took third place for the San Gabriel Valley with her poster additionally we had Destiny Baca from Foothill Middle School and Alexis Sierra from Foothill Middle School submit winning essays and congratulations to Alexis Sierra for winning first place in the essay contest for the San Gabriel Valley so congratulations to our students and also our Mariachi the asusa performed at Disneyland on March 6th and they were highlighted on Telemundo so congratulations to all of the good work that our students are doing I have a question on that do we have a clip on our website so good evening all um first I want to thank Stella and her team for last week's breakfast um I received positive feedback um one of the ones that um is most memorable is from Magnolia when she shared the principle um shared that you know it was so simple everything was set up all I had to do was plug my phone and play music um it was nice to hear from the parents how delicious our food is from the fresh fruit from the farm um from the eggs from the hash browns so that was great and it was nice to see all the kiddos that morning because they look so cute um also I wanted to share that we are um we have rolled into our last School site as far as for installation of our varada um ricotta cameras um next we'll be installing cameras at our district office once we've completed our um installation at Azusa High School we'll start the training of our administrators on how they can utilize and view all the cameras as well as all of the sensors that are in the bathroom at our middle schools and high schools and then lastly I would like to also invite you everyone tomorrow to Murray Elementary in room 22 from the hours of four to six to come try out our furniture for all of our grades bands from TK to 12th grade as well as our labs and we will have a little hors d'oeuvres as well and good evening I like to build on the comments on the of the Board of Education members who talked about the details that are in place for um all things school reorganization as a part of that we are in the process of addressing the teachers who will be impacted by the school closures and so um on March 23rd our elementary teachers at sites that are impacted and these are the elementary sites and also our sixth grade teachers will have an opportunity to choose from available openings uh for for next year our secondary teachers also are engaged in the process their process is a little different uh their process involves submitting their interest and preference on a Google form that was launched yesterday and uh both uh events that uh Elementary selection day and the Google forums are due on March third I'm sorry March 23rd um so I've been calling that election day so lots of uh good work is uh taking place as we move forward in the school reorganization process um I like to thank our partners at aea and csca for their constant support and feedback throughout this process thank you thank you moving on to item 10.1 approval of the consent agenda is there a motion motion to approve consent agenda second president um Bo I would like to pull item 10.12 10.12 that's the agreement with Widget yes so um board member Benavides are you asking board member Ariana's to make a amendment to her motion yes please I would like to amend my motion to approve the consent calendar except for 10.12 to remove it two items pulled from consent calendar is there a second second and again um Ms Pineda before the board takes the formal vote on any action item I will be asking you for your preferential vote on this item how do you vote yes thank you board members will vote online the motion passes unanimously that brings us to at 11.1 so it brings us to the items pulled from consent agenda approval agreement between ausd and we tip is there a motion motion to approve 11.1 is there a second second any discussion yes I just on on this particular item I just because I know there's um I wanted just to see if we could get a just a brief explanation on WE tip and um from staff but I did want to point out that um I did some research on WE tip and it was interesting to find out that since its Inception in 1972 1.2 million crimes have been reported 16 000 arrests and 8 000 convictions so um and then it also said that according to one survey 57 of students would not report an incident at the schools unless they knew that it was completely Anonymous so I kind of wanted to bring light to this item because um we the school safety is a priority for the School District board and the superintendent and staff and um I wanted just to see if we could get a brief you know explanation so that we can get a better understanding for the community with regards to week tips absolutely um so we tip is uh an anonymous tip line uh similar to the one we have right now um except again in a cycle continuous Improvement this is going to bring some features that we currently do not have in our anonymous tip line probably the largest one to us is the ability to text your tip uh or text whatever it is you you you want to say uh we know that that is a preferred method of communication to a lot of people and so adding that level of communication um is going to be great in addition to that there are some other features for example you can attach uh pictures or video maybe it's a picture of something that you want us to know um and this one will also have a feature uh with consent of the tipster uh we can engage in an anonymous manner without ever having to know who it is we can engage with the tipster if we have like a follow-up question or can you can you tell me more about this or you know whatever that may be uh that is something that that we're able to do uh with this new uh tip line so the transit besides the phone number uh because we um took the initiative to not use the website of our current tip line so we use the bitly uh we're going to be able to continue to use what people are used to right now in terms of um the link and I don't know Natasha if I missed anything uh from there but this is definitely an improved uh anonymous tip line that we'll be able to offer uh to our students staff and community regarding the weak tip line also and I know that we do have uh the student ID behind their IDs it does have the tip line on there what they're going to put the new one on there the re-tip one but I I would like it to also say you could text or call so they know right away I mean you know instead of going on brother pick up the phone and people are uncomfortable doing that that they can text right away so I like to have that feature also in the behind the ID card thank you any further discussion just want to make a comment that I want to thank the staff um for really putting some thought into that and I know that he's going through the bidding process finding out which one is the better vendor that's going to provide the more benefits for the safety of our students and our staff thank you uh just so we can recap uh first by board member Ariana second by Boy vice president Rodriguez and uh Miss Pineda your preferential vote on this item yes thank you and board members will vote online excuse me you know I'm sorry what do you think about the week hotline do you have any input on that I think it's a good idea because I don't think I think more reports about things that teachers like have no idea of would be like known because not many people are going to be going to the principal and right do you feel more comfortable that you can fix instead of call or even go to your principal yeah great thank you thank you board member vice president rodrig Espana um your vote yes thank you board members will vote online and the item passes unanimously moving to item 12.1 presentation on the sobrato early academic language model uh Miss Camacho thank you I would like to introduce Dr Krista Fairley who will be presenting tonight on the Serato early academic language thanks couldn't remember good evening Dr Beau Board of Education cabinet and our community I get to speak to you twice last month and this month about Educational Services initiatives and tonight I'm excited to give an update on our sobrato early academic language what we call seal framework and model or the work that we're doing here in Azusa as we ground this work I want to focus on those words that seal is about joyful rigorous language and learning and dual language literacy again joyful you don't often see that in learning and learning needs to be joyful but putting our English Learners at the heart um of the education system is what seal does so I want to review their mission um that seal is driven by a strong belief that schools should create these opportunities for students to grow and succeed and in California that means we must prioritize our English Learners and so Seal's mission is to prepare all Learners in California to learn and Thrive and lead the research is very very clear that when we treat English Learners home language as an asset not a deficit and we design learning to meet their needs our students are going to soar so base the sealed approach it's not a program it's not a thing it is an approach and a framework for how we teach our students and So based in the tenets that learning should be joyful with lots of oral language production the seal approach and framework rests on 11 High leverage research-based pedagogical practices that are appropriate for our students additionally the practices rest on those four pillars which focus on first and foremost Rich precise language for our students additionally creation of an affirming positive enriched School environment for our students you know we want to look at those systems and structures and articulation across our systems and our grade levels and then seal is based in strong Partnerships in the community with schools Community parents so in this next slide here I love this graphic for the framework as we continue this work again I keep saying that joyful again that focus in the center of Joyful rigorous learning for our students and then on the then the purple ring there again are the four pillars but what's important is the implementation as well and seal has a distinct response and structure for how we ensure implementation and sustainability so it's not just successful because it is a comprehensive whole school program it encourages District leaders like myself and Mrs Camacho principals teachers and others to establish systems and practices that support language development literacy and engaging and meaningful instruction our sealed ptosis shared this quote with me reading and writing float on a sea of talk seal that's the magic of seal through intentional strategies to produce oral language and have this emphasis on oral language it truly accelerates Literacy for all seal students demonstrate positive outcomes in research and and studies there are four outcome areas in which students are being more successful in terms of students engagement our Educators have observed that students are more joyful and confident and engaged using this framework of instruction in terms of English language development most of our eels enter kindergarten and first grade at the beginning levels of English and by fourth grade most have had well-developed English skills and many are reclassified terms of academic English reports show that by fourth grade seal ever Els that means students that who have ever been identified as an English Learner in their time in our education system have outperformed including arfips have outperformed their peers who are English only and again there's the emphasis on bi-literacy that seals students in our bilingual programs which we have to and I'll go over that one of our principles here tonight of those programs that those students not only improve in their home language and but they continue to make progress on other Statewide averages as well so what does this look like in Azusa so this is our update we are in our second year of implementation at three Elementary School sites Murray Valleydale and Hodge we also just in the last month or two have launched our Pre-K TK portion of the Seal program in all pktk classrooms in Azusa our professional learning is is massive we have launched again for all grades K3 in those three schools that I've identified and our K1 teachers have actually finished modules one through six and I'll speak to that shortly um they have done so much work and we have 20 teachers who are highly committed to this work our second and third grade teachers are engaged with module 3 this week actually in fact I sat on their collaboration module 3 today and our pktk modules have finished their launch and also their module one just last week so we have different I think the word facets would be of the program of seal additionally there's an emphasis on our dual language immersion schools of Hajj and Valleydale we have a DLI leadership team comprised of teachers and leaders from both School sites who have attended four DLI convenings where we look at how seal and the approach works with our dual language immersion students as well and additionally we have a leadership team who works hard and makes time of their own to continue to plan refine our systems and structures here in dual language immersion especially as we're bridging to the Middle School so sustainability currently we have two teachers on special assignment that provide professional development work with our seal our seal coaches as well to ensure sustainability we also have a pktk coach that provides support we're able to fund release days and days for teachers to plan the units these units it's hard work but as I like to say it's artwork because we're making a difference there will be continued review and refinement of the units each year next year our fourth and fifth grade teachers at Murray and Valleydale and Hodge will begin this journey and lastly we have this amazing program I'm excited that I'm going to be here this summer and I'm a newbie still the summer bridge program is part of their professional development where teachers work with seal coaches and our Azusa students to really dig in to the seal approaches and the high leverage practices we have 15 teachers who have volunteered to sign up for that work already so CL graduation day was February 23rd and we had here's a picture of most of our graduates along with their site administrators it was a special day there were some tears uh and and um just beautiful poetry about the work that they have been doing so seal in action in Souza if you walk these schools you're going to see amazing things here's just an example of a first grade classroom you're going to see lots of visuals and opportunities for students to develop language the first picture is about what we call a drawn label and if you are able to see up close or you want to visit a classroom you can see that rich precise language the second image is of a narrative input chart where students are able to give language to pictures and create their narratives and the third because I've already made it my own chance I'd love to I love this chance through singing with high academic language and precise language students are practicing um language to participate in the real world so you've heard enough from me so I'd like to share just three brief statements from teachers who are voices from the classroom this first video is of Carolyn Rivera a teacher at Hodge Elementary if you notice she has whiskers this was taken on Halloween and she wanted me she gave me permission to use it but she also wanted you all to know that she doesn't typically wear whiskers to work while she's pulling up the video are there any questions that that someone might have I don't have a question I just have a comment now I know why my daughter is coming home um singing and chanting about cultures and traditions using very precise high-level language she is um like you're learning that in first grade um so it's happening thank you thank you doctor with seal I'm noticing that the students are using a lot more more language their vocabulary is incredible things that we taught in unit one they're continuing to use for example I had a student we were talking about what you can do to be kind and although that's an ongoing theme all year long one of the themes in unit one was they need you know to be Advocates and I thought that was incredible that our student was still using that strong vocabulary word understanding what it meant and using it and knowing that she is an advocate in the classroom on the playground so that was just one thing that made me go wow this is really powerful thinking about all the new vocabulary we're doing with this next unit you know the kids are using it they're making connections in the city seeing signs out they just they're making so many more connections than I would have ever believed and it's just really impacting their learning she is one of our DLI teachers at Valleydale Elementary she is also part of our DLI leadership team working on uh refining our systems and structures how has seal impacted your teaching seal has reinvigorated my way of teaching I think as teachers we always have so much going on that it's easy to lose outside of the strategies that are most helpful and um really bring about the most learning for kids so it's just a nice way to bring it all together and one thing that I really appreciated about seal the most is that it's been the first time that we've taken a closer look at designated ELD and really focused on how to make that time be best used for students and I'm seeing a benefit for not just my El learners but also my English only students that are learning Spanish it's really a style of teaching that's good for all I'm excited about seeing the the rewards in the future for our kids moving up across the grade levels I love how she said reinvigorate it and our last teacher is Miss Belen Pineda also from Valleydale she's part of our DLI leadership team so she attended our DLI convening last week we were up in San Jose uh she hasn't yet been seal trained though so she is just chomping at the bit getting ready for seal and she just has some final thoughts what are you looking forward to as you implement seal for the very first time next year I'm looking forward to the alignment between grade levels um so that when the students come up to me they already know the strategies that we're using and then I can take that a step further and create more rigorous lessons with the students all right thank you so much we're just really excited to continue to share this journey with you I'm sure I will be back and I just want to thank you for this opportunity if you have any questions any questions from board members thank you so much Dr Fairley thank you very much very much moving to item 12.2 uh is there a motion make a motion to approve 12.2 second moved and seconded any discussion I just want to give kudos to this district for taking on the seal project and how I'm seeing it flourish from when it started and I mean it's just amazing um and I can't wait to you know like you said every uh you had said one of the teachers said they already know uh what they know and when they come to me I confer that like that that's amazing but I also want to see like it's don't get it what are we doing our goal is to as we complete implementation at three School sites is then to expand outside of those three sites and to be the First District in California that has a district-wide seal implementation so we are excited to embark on this journey thank you uh Miss Camacho and board member aaronis I think our discussion was around 12.2 which is the adoption of the World Language textbook did you have a discussion on that item now I would want to give kudos thank you uh seeing no further discussion on 12.2 uh Miss Pineda your vote on the site preferential vote on this item yes thank you and board members will vote online and the item passes unanimously moving to item 13.1 Mr Ortega the William settlement report thank you uh thank you Dr Beau this report comes to the board of education on a yearly basis this is just a summary of last year in terms of facilities teacher assignments and instructional materials uh you will notice that on every item there were no no findings to report so again this is just a consolidation of all of those three Williams um inspections thank you any questions by board members thank you and item 13.2 csba delegate assembly Representatives is there a motion I'd like to make a motion I like to make it make a motion to nominate um Christina Lucero and Eileen Miranda from West Covina for like a second moved and seconded any discussion hearing none will move to our student preferential vote yes thank you and board members will vote online the item passes unanimously item 13.3 may have a motion I moved to approve 13.3 their second second moved and seconded any discussion yeah I did have just a couple questions uh recognizing that that this company bought out the previous company that we were contracted with is there a change in um much by way of price from what the previous term was and was that was that also a five-year term previously um I don't know if the previous term was was five years uh or not uh pricing is is comparable um but when we were with Blackboard it wasn't just the website there was a lot of components that came uh with it some of those components are not um part of final sites and so there are other contracts uh for the board to consider uh regarding you know picking up those uh those pieces um we did take a hard look uh you know just to make sure um and we are very excited about uh final site and what they have to offer number one just the there there's a kick up I believe in professionalism in terms of what the the websites look like and how they engage and how they move um and then another layer that's really awesome for us is on the user end um the ease of how we can work with the apps uh our website so when we think about the school sites and the the staff that's responsible there um it's we're very happy about about that particular uh piece so we're bringing it a little bit early with the hopes that our vision is that when we move into next school year with the school of the organization and then we have our new websites as well and you said that that we would be losing some some or there are certain features that are not included in this are we then to expect disruption in in any of those uh features or you're expecting to bring those other contracts forward but that there is no disruption for our community that is correct um and again even with those pieces um so for instance right now we use Blackboard for our Communications so that's how we communicate with our parents from absences to hey we're having an assembly tomorrow you know those kinds of things uh we're moving to a product uh called parent square is that correct uh parent square integrates with Aries so that's going to be an added bonus actually uh to us because right now although Blackboard speaks to Aries um I believe that there's an active directory connection um with parents where that's going to allow again just easier other access and and use it's a small example if I'm a teacher and I'm using parent Square this functions like a component of this functions like Class Dojo remind um you know all those apps that are out there um the benefit here is that the teachers won't have to manage um that particular app right now they if they're using Class Dojo or if they're using remind the teacher has to manage that so they have to enroll the kid tell the parents this is how you sign up if a kid moves out they have to remember to drop the kid if a kid comes in they have to remember to enroll them because this is with active directory all of that rostering will be almost automatic I believe it's like on a nightly basis uh when when it speaks to it all of that work will be taken care of uh for uh for our staff um and so there's some added benefits to that but again there's there's little things like that but we we feel we're going to be as we looked at you know oh my gosh they bought them out now what uh we feel that we're actually growing and in a better place with with the products that that we'll have uh to replace those those particular elements any further discussion on this item called the vote uh Miss Pineda your vote yes thank you and board members will vote online and the item passes unanimously moving to item 14.1 the second interim financials Mr Mall yes all right good evening Dr bulk members of board education and fellow members of cabinet and ausd Community it is my honor to present to you tonight the district's second interim financial report and before I begin I would like to thank Shannon Norris our director of fiscal services and her team on the efforts that it took um to put this report together so here's our budget cycle we are here now in March presenting our second interim we were presented in front of in front of the Board of Education in December for our first interim and then next we'll be here after May revise adopting the budget for the 23 20 22 23 24 physical year so the second interim is required per two Ed codes Ed code four two one three zero which requires that we present our financial um position um two times a year which is the first internet second room as well as Ed code so here we're going to start with our budgeting assumptions and planning factors so we're outlining those um our factors are typically your budget factors that remain the same from adoption um but what we're doing here is highlighting those changes that were approved since second interim um there was a change in the augment and cola of just 0.2 percent um so that is reflected to our financials as well as the Ada um the amount that we receive per Ada for restricted and unrestricted Lottery has increased to a hundred and seventy dollars per unrestricted and 67 for restricted all lottery funds are used for instructional materials and instructional services so here we're looking at our enrollment projection um the difference between first interim and second interim is that our enrollment has been certified through calpaths um through the efforts of our Mis team we have certified our enrollment for this fiscal year of 6690 students another change that we also have is our Ada I'm of 60 21 that is lowered um because we have been realizing our Ada Factor has dropped from the projection of 95 percent of 88 to 90.

the winning season since 2005. they made it to the league championship game against a tough Sky B girls basketball team um and you know the the first two games against this girls team from Skyview you know was was a bit of a blowout but in the championship game uh couldn't be there because I had to go up to the boys that the A.D from Skyview called me and said you would be very proud of your girls they competed from the first whistle to the last whistle and he's out and deep down the side I was cheering for him you know so uh they did not win the championship game but uh they had a great season and Coach Rogers was named Colorado League uh coach of the year for the girls basketball league coach Rogers if he would like to come up and please take some words no I just would like to say uh I couldn't do it like she said without my coaching staff I got a pretty good coaching staff one of them is my cousin my right hand man he's my assistant coach um and I appreciate the opportunity to continue to work with these girls and the boys football team thank you thank you congratulations uh boys basketball when I first got the schedule uh in the summer um we're in a little league you know it's called the car out of the league and against a lot of teams who face the same the some of the same challenges as we do you know so um looking at that League looking at a roster and talking to a few of the basketball players early in uh or late last spring and over the summer can we have the opportunity to do something special and not to win a league championship that we haven't done in 20 years actually the last time we won a league title for basketball was when our head coach Billy Jones was playing for Adam City High School you know so as long as they put in the work got made the grades we can do it and all season long we we battled and we battled uh in the league one of our league games against Aurora Central who's a league opponent we were down by 26 points at halftime this team came out about time and came back and won in overtime you know so that talks about the heart of this team we made it to the League Championship uh walked away with that League championship game and our coach Billy Jones was also named Colorado coach of the year for the Colorado League [Applause] you know it's the first time in in 20 years against Mesa Ridge who ultimately won the uh State the state championship for 4A uh Mason Ridge was a good team I'm not very impressed we just could not get on a run you know but we we played good in that game our kids uh had a great time took our kids down to Colorado Springs after three and then fed him on the way back and it was funny because they're like oh the crew uh dinner on you and I was like yeah ultimately it wasn't really on me it was Mr Doug Moss that gave me the approval you know and that's what was uh really nice because the same thing when we took the girls softball team out to uh Sterling freedom to dinner treat him and lunch make sure they enjoy this you know so that's what we made the opportunity and to experience something that they'll remember you know so I think you took out the board Mr Doug Moss for everything you guys done so coach Billy Jones if you'd like to come up here and say some words [Applause] I want to say thank you to my boys my coach Chris my brother Dom you know without them I couldn't have done it and uh should have showed them this yeah yeah show him these trophy though yeah wow [Applause] foreign [Applause] I totally spaced out to give Mr coach James Rogers his coach of the year uh plaque that he deserves so Mr coach Rogers [Applause] Jones uh he was named last week within the league meeting uh his pack is still being still being made from the wrestling uh well we got and I got the email about girls wrestling this year uh and doing a co-op with Co-op means joining with another school to create a team contacted Coach Jerry was like are we going to do co-op are we going to create our own team there's no way are we going to create are we going to combine with another team we're going to create our own team and create our own legacy so we started reaching out to girls and we got nine girls this year um that were showing up and putting into work I was playing the first practice you know they were all breathing and you know hard and like oh man are they going to who's going to show up out tomorrow and sure enough they all show back up you know so it was nice so uh in creating that program was like you know early in the conversation was who are we going to have a coach and his former wrestler and assistant for the past couple years he's like Rudy Sanchez will be my coach no doubt in mind all right and then within the first couple tournaments like we need an assistant because when you go to tournaments some girls are also at the same time so we're moving all over the place and it was funny after one of that first tournament is some of these girls are softball players and Coach share shows up with her uh cooler of food and after weigh-ins you can eat all you want well those girls found coach Sarah and they all her snacks within one hour you know like girls you know relax you know but uh within a couple weeks uh one of our long-term subs and former wrestlers and nephew uh ZT de Guerrero uh became our full-time assistant as well you know so uh seeing those kids develop that relationship with those coaches as well was it was a was a special one um boys wrestling I had a great year uh these I actually will save that let uh coach Jared talk about his seniors this year but he's had these seniors since they are in seventh grade and his older brother had most of these kids since they were five years old playing football with them you know so there's that big those are not relationship there so this year you know we qualified uh 12 for state you know nine boys three girls two of those girls first time wrestlers you know one of them you know Miss Phoebe Contreras you know freshman uh so it was a great year we finished second in regionals uh fourth secondary regionals uh League we won't we finished second in league but a little backstory on that League we're in is the same league we're in with other sports and we're trying to get this you know the league tournament set up to be a duel uh they didn't want to make it happen and we already had our tournaments booked we only lost so many tournaments within the wrestling season and so we sent four of our kids who were who had enough tournament who had tournament time still we sent four of our kids to the league tournament and we still took second you know so that says a lot about our team you know so um as a state we took forth you know but uh I was notified that coach Jared Aguero was named Toronto High School coach uh by the Cardinal High School coaching Association he was coach of the year and then by the national Wrestling Hall of Fame Association Colorado chapter coach of the year for the second year in a row unfortunately I don't have those plaques but if coach dared uh and actually coach Rudy could come up here and talk about their teams [Applause] sorry uh board thank you guys for having us here tonight everybody Dr Laria thank you um first I just have to say thank you guys for supporting them um it was a big ask for the schedule that I wanted to do this year um it took a lot of logistics between Mr Le Crew and I and fundraising and everything that we do um to provide the opportunities for these young men that I feel are life lessons above wrestling um you know taking them out we did we traveled almost 5 000 miles in in three months to provide these opportunities for these guys and uh and I couldn't ask for for more they showed up at every you know tournament they always show up for me they always show up for us they show up for our district they represent Commerce City to the highest level and there's nothing I can be more proud of than that um you know we took fourth I honestly thought I said I knew this group of seniors was going to be special as Mr Liquor said I've been coaching a lot of these guys since they were little tiny kids in our Adam City wrestling club um some of them my nephews and cousins uh that I beat up their whole entire lives but um really you know we took fourth as a team we were right behind third place Pine Creek by a point and a half um and then Pomona and Ponderosa are 5A powerhouses in wrestling and they were like 150 points ahead of everybody but I'll tell you this I'd put my nine guys that are right here from Commerce City that we grow from this big to this big to their 14 recruits any day of the week any day of the week [Applause] Ponderosa I don't think one of their kids lives even lives within their boundaries um and it is what it is they get away with it all the time and uh you know it's just what we have to compete with but I'll take these guys any day of the week so uh wrestlers I want to thank you guys uh for sticking with us uh through all the way through any one of you could have gone and wrestled at any gone to Pomona gone to Ponderosa or any other school um and you stuck it out through the thick and thin with with what the districts the fight in with the with the state and everything and they show up and and uh they got the grades they do everything and thank you guys thank you and it's obviously um like all the other coaches they can attest it's our you know we have one of the best coaching staffs in the country most of my staff wrestled in college um and uh that's what makes us very successful that that knowledge that that experience so couldn't do what I do without them for sure so thank you guys thank you [Applause] um not really one for talking a whole lot thank you everybody probably knows that um I just want to say thank you for the opportunity especially for Jared allowing me to step up and Coach these girls um couldn't ask for a better group you know the way these girls learn and adapt to the sport is um better than most of these boys and uh I think they all see it you know we're gonna be we're gonna do better they're all growing and thank you thank you [Applause] and uh with some of the girls being uh softball players and wrestlers you know a couple of the girls told Coach Sarah the softball coach coach we think we're wrestlers full time and uh or we think we're wrestlers that play softball and she's like I think I have a problem with that I was like I don't know you better talk to your husband because he's one of the uh he offers wrestling as well you know so but with Coach Rudy you know a man of a very few words and uh when the girls like when coach there being with these kids since there are five and these kids have been committed to him showing up to morning workouts in seventh grade going to morning workouts going home and going to middle school you know two weeks after the wrestling season ended we already got the message hey morning workout start but uh you know so coach Jared you know he gets on these kids he expects a lot from them and you know when they mess up he lets him know you know and uh when he when they see coach Jared getting into the boys they even said crew we need our coaches to get like that on us it's like I don't I don't really see Rudy's more talk more or less you know yeah you know so but uh so they'll be pushing him a little bit you know so but it was a a great season all around you know so we're excited to keep on growing um and uh so also Coach Jerry is also our boys volleyball coach this year you know I reached out to him hey do you want to do boys heck yeah I was like oh okay are you serious and you know so today was a fun uh the first day of fun day I told him since most some of them are or most of them are wrestlers we're going to wear singlets on the on the court you know with all the all the wrestlers were like heck yeah we'll do that you know but um on top of that you know just some news I haven't really shared with anybody we just went through a new uh head coaching search you know for a football and when we talk about Athletics at Adam City High School what we want to get towards is an educational based Athletic program you know getting these kids understand that not only you are are you as a athlete you're around you're a student year-round and what that entails you know so uh working with that and working the building again a culture back at Adam City to where it used to be uh we looked at what we wanted for our community what we wanted for our kids um and all our coaches from the team applied uh have four applied from external externally um and I had a committee and it's going through it all and at the end of the day um We Came Upon Our coach and uh at the end of the interview I asked Mike that this coach one question have you told your wife yet you know because sometimes this coach forgets to uh give pieces of information to his wife you know but with that you know and his answer to me was well I mentioned it to her back in September you know so uh but with that you know uh I'd like to well you already met him Coach Jared Aguero will be taking on our head football program our head coach as our football and overseeing the football and wrestling at the same time hoping to build that culture we have you know with wrestling and hoping that rolls over not only just to wrestling but something Coach Jerry we talked about is rolls over to the whole school rolls over to the whole community and that's what was his focus on the impact of Adam City High School and Commerce City and not just the impact on Adam City football you know so we're excited to see how things move forward works we already have kids in the weight room uh kids after school working out um so we're excited for the next couple years to see Adam City back uh competing for elite elite Championship competing for uh Elite playoff when competing for a state championship you know so it's been a a while since we've competed for something like that um with that thank you guys for everything you guys uh done for me you approved a lot of stuff for you know for us I was like oh man Jerry you have me ask me asking for what you know uh but we know working with you know Doug Moss uh Dr Josh Cochran you know um Sam you know Mr Chris Garcia you know they're uh always there for me to talk to and spring stuff off of them and put me in the position not only for me to succeed but for our students and our school to succeed you know so and you know thank you board for guys for wanting the best for our kids and helped me or get this stuff approved so with that uh thank you for you guys time and excited to come back hopefully before the school year ends and tell you about how great spring season was so all right so thank you again and look forward to seeing you soon thank you um don't pack don't pack them up yet Mysterio crew we love thank you um very proud of you whether you got first place or last place it doesn't matter you represent our community well and that's what matters to me so thank you thank you thank you all thank you my son also and and the boys and you know not only in the basketball team the girls the braseline todos but I mean I I'm a basketball mama uh for the last couple years and uh it was very I saw a dramatic change in my son and uh and encouragement so I really thank you it for all the sacrifice and the love especially for our students because you guys are it you guys are the future and and wow I am just so uh overwhelmed with thankfulness and and happiness uh gracias for doing all this God bless you I'll I'll quickly add um another thanks um I I repeat the sentiments I know you guys hear or probably don't hear enough but Mr the crew um congratulations um even walking into the schools like to go to the wrestling tournaments which I honestly had never been to one um I made it to three this year learned a lot um but the the stands are packed um yeah I see so many alumni every I go to the store and I wear my my mask when I'm sick gotten a little better about not um wearing it as much but um we have a national presence and it's because of our students you guys have done an amazing job um and and I agree I think uh the student athletes combination which many of you probably work on top of that is is huge and it's going to take you very very far in life so um congratulations great work and we'd love to invite you up for lots of pictures yes hmm back here maybe do a couple like some with the coaches and then some with all the students yeah yeah let's uh let's do it by team so let's call actually girls softball up here first I know right okay sounds good after girls softball we recognizing um substitutes this is something that we have not done before but we know many of our substitutes are with us on a day-to-day basis and they support our schools in um in so many different ways that we are recognizing to today they will also be getting a small token of appreciation in the form of a check so they can wait for that one as well for the month of February we are celebrating Jasmine and I probably just killed it didn't I all right El cassri Jasmine has been a substitute with um with our substitute firm since March 2022 and since her time with us she has taken an incredible responsibility in her long-term assignments at Dupont Elementary in Adams City Middle School she has made strong Connections in the positions she feels and has been an exemplary guest teacher in her willingness flexibility and dedication to serve the Adams 14 community so um Jasmine thank you because being a substitute teacher is is difficult and being a teacher is hard being a substitute teacher is also hard I I started my career substituting actually at some point and I know that is difficult and it requires a person with a great deal of flexibility so thank you for what for what you do we also want to recognize Melissa marayon Melissa thank you so much because just like Jasmine we recognize how difficult this is and we want to recognize your attitude and the attitude you bring to to our schools every single day Melissa has been also working as a substitute since December 2021 and since that time she has shown her dedication to serving the Adams 14 Community she well and her ability to build connections with Central staff so thank you so much for the work we do I have a couple of certificates of recognition for the two of you and I think I should have done the four at the same time so I did not have you come twice but we're gonna go [Music] [Applause] thank you foreign [Applause] [Music] good night thank you thank you that was fun such great celebrations great work happening on our district yeah yeah uh next on the agenda we have approximation honoring women's History Month director Zubia would you please read the proclamation sorry my experiences that have shaped the United States there you go thank you thank you director Zubia may I have a motion to Proclaim March 2023 as women's history month so moved second thank you Ramon umbrella please Maria Maria I Miss Zubia aye awesome yeah women next on our agenda we have a proclamation for the national reading month uh director Zubia again would you once again read the proclamation Proclamation whereas March is designated as National reading month to celebrate and promote the importance of reading across the state and Country whereas the annual event celebrates the I know many of our schools have had special activities highlighting the importance of reading this month I'd like to give a special thank you to Mayor Huseman for coming in to read to our Monaco Elementary students I saw a picture about that on social media I also look forward to hearing more about the wonderful work we're doing in the district to promote and celebrate literacy including our bi-literacy programming may I have a motion to Proclaim March 2023 as National reading month so moved um yes we do yeah it is going on yes yeah yeah yes I'm sorry I need to start allowing time for us to make comments saying that and ask questions before we do real call um we just had a little sidebar about Battle of the books I think that's going on this year um Hanson won last year so um maybe we can get some more information about that coming up um yeah exciting stuff and then we have an exciting program rolling out this summer possibly in conjunction with the City of Commerce City in 27j we have a lot of great reading stuff happening information of the battle of the books I know it's this week it is going on this week do you want to share that yeah I know last year they had their final here yeah and I'm not sure what their final is but um Dr Cochran who is supporting schools can give us an awesome an update Hanson students we were with last week at Hanson we're super excited about the competition coming up they're practicing and I believe on Friday last week they had their internal battle and then this week they're working towards a different battle so I'll give you an update and make sure we have it to you so we know what's happening and who's uh top schools great thank you so much yeah I'd love to see it and learn about it awesome any other comments questions colleagues all right Ramona real call please Mr Amador aye Ms Estrada aye Mrs Lovato aye Ms Molina aye Ms Zubia aye thank you that passes unanimously passing over for signature um next on the agenda we have audience comments um just a reminder we have uh allowed three minutes for speaking and we have Miss Kristen Gilmore uh regarding athletic director stipends oh of course oh thank you [Music] can we project this um yeah I'm sure your only speaker today so yeah I'm okay with it bored you're prepared [Laughter] thank you can everyone hear me yeah okay cool so I want to respect the three minutes and I don't want to demean anyone by just reading from the paper because I know teachers shouldn't do that with the kids so but I don't want to go off the cuff I want to just get through it and if I don't finish the entire packet with you in three minutes you have the rest to read on your own um so I'm Kristen Gilmore I'm the Kearney Middle School athletic director as you saw um I've been AB the purpose is uh to advocate for an update with the athletic director stipend I've been advocating for an update in this stipend since last school year um I don't know the process to get things changed uh directly with the the agreement so I think I had just missed it and so I've been advocating for a change since last school year then I've been advocating all of this year because nothing changed and as you see I do a great job and that's why I wanted to come up and use this platform um so I pulled that table from the CTA agreement I am also kind of speaking on behalf of my athletic director partner Frank Ponting at acms we do the same job I've been at it more than four years this is his first year so step um it just shows that um him and I both fall under schedule four he's a step one I'm a step four currently and historically the Middle School athletic directors have been paid this amount at the end of each semester so I'll just talk more about me in this so I'm a step for ad receiving twenty three hundred four dollars times both semesters so I'm getting 4 600 for the year um I will say we do get paid you do all all of you pay us better than other school districts which I'm thankful that our coaches pay is better our ad pay is better um FYI um Sports coaches receive their stipend at the end of that Sports season Middle School sports they're approximately two months of work the ads Middle School ads receive less money and it's for five months of work currently and historically the Middle School ads do not submit their Athletics event supervision for timesheet pay in theory my stipend would adequately cover the time spent at these events an average Middle School game or tournament that I attend I'm just going to refer to the spring numbers throughout this whole document so if you look at this spring just based on my home events I have 20 events times two and a half hours that's 50 hours I am spending beyond my contractual time and the timesheet Ray rate rate because I'm a certified teacher is thirty dollars an hour so it's approximately fifteen hundred dollars is what I would be paid if I submitted that time on a timesheet but I don't because essentially that's double dipping my in theory my uh my stipend covers game pay Okay so if we look at this current spring semester Frank is earning a stipend of fifteen hundred twenty nine dollars I'm earning twenty three hundred four dollars sorry I thought that was a timer for me my bad um I think it was um oh darn that's okay I know this is a lot to go through do you have um yeah do you have like a couple of things that will was some some rice and then we'll take the time to read through this okay um basically I just did all the math for you it breaks down uh mathematically I'm getting paid like four dollars an hour and Frank is he's a first year A.D he earns less than I his is like a lot less than that it's somewhere in there 30 cents per hour and you can read through all the math and how I figured that out two proposals I'm making is can we please it's there's still money in the athletic budget this year the ad stipends come out of that if the money is there can we please help uh pay Frank and I better for this year's work because what we're paid is not reflective of what what we do it's not Equitable it's not fair I had other fancy words in there now I'm just going off the cuff um and my second proposal is can we please update the CTA agreement under the supplemental schedule um not just to benefit me but to benefit the coaches and anyone that runs um I took all the screenshots from the CTA agreement you can see there's all sorts of positions but it's very ambiguous on when do these people get paid the assumption is sports coaches get paid at the end of their season that's a safe assumption when do the ads get paid someone at some point thought oh end of the semester that'll be fine that's not right it's a it's Sports seasonal work it should be Sports season pay just like my coaches and there's other things in there that don't relate to sports but it's other stuff it's ambiguous for them too I think there's a lot of work that needs to be done on that I've seen the same thing for like 10 years with no change um can we fix the ambiguity and can we please this year if the money is there Frank and I deserve an increase in our stipend um tada thank you thank you so much thank you that's what I really felt right thank you Miss Gilmore um normally we don't uh respond or take any action after public comment but please know we we have the information thank you for being brave and bringing this forward to us and um hopefully we'll have some feedback soon as soon as possible okay thank you thank you next on our agenda is uh superintendent updates um Dr Lauria yes so your reports I have two updates actually okay we don't have um for this month reports but I would like to share a couple of things actually happened uh quite um exciting for our district we had last week the first annual state of the schools very exciting it was actually a phenomenal event we had over 230 adults you know in adding probably 50 or 60 students who were also performing for us we had a what we would call a full house and during that presentation we had individuals from our community we had administrators we had staff we had community members we had elected officials and I do want to recognize the participation of our neighbor and districts Westminster Mableton 27j and Adams 14 were there with their board presidents and board members and cabinet members as well and this is it was just the first opportunity official opportunity for the Supreme for me as the superintendent to be in front of the entire community in the board and share with them what got us here and where we're going so we received great feedback from it we had over 120 cards left on the on the tables um all of them except two actually were very supportive the others um you know one had a good point to get better next time another one was actually an individual asking about where the money is or the money has been in the past so I'm thinking a lot of the funds that we have spent in you know previous management companies that you know there's a little bit of bitterness to be quite Frank in the community of what did we get back um you know with uh you know many millions of dollars that we paid so rightfully so we will continue having these events this is part of the uh the large larger Communications plan for the district and with the main purpose not only to or two purposes I would say first one to ensure that Community receives the information directly from us that we are actually able to tell our community our story and own our narrative and also um to to increase that accountability from the community and from all the stakeholders to us and um I thought it was a a phenomenal um a phenomenal uh actually event I want to shout out my staff they worked tirelessly actually at the very last minute it was like we have 11 days for it and it's almost like where are the days going um so the team worked extremely hard to get all the details so many details uh somebody said this is worse I've actually having a wedding and that was me feeling I was going to a wedding but also for the staff in the amount of details and I want to shout out Nathan Dr Bolton she did a he did a phenomenal phenomenal work with all the technology the presentations the I mean it's just phenomenal so all of them in their own areas in their own Lanes but I wanted to shout out Dr Bowden for just making it look so easy but it's not easy I promise you so great presentation the state of the schools that was Tuesday and we also had actually um Miss Lynch and I presented to the state Thursday and it was an abbreviated version of the state of the schools the purpose of the presentation that we had on on Thursday was a twofold first to provide an update on Central Elementary per the order of the state we are required to give an update to the State Board of Education on Central Elementary twice a year we can choose and do it in writing or in person we did provide a writing update in December but we also requested to be in front of the State Board to show the things that we are doing in the progress that we are having at Central Elementary so we have that opportunity last week Miss Lindsey Jaco and Andy Swanson the contact individuals from the accountability Department to support Adams 14 were there presenting with us uh Madam president I know that you um you know yeah you got sick I watched them yes uh everybody was watching it was just actually uh Lindsay uh CDE and I usually we have a whole crew we need to all go and answer questions but this time was different we are focusing on our students and we want to make sure that our staff that I as a superintendent you know as much as possible I protect the time of the staff so that we can take care of our students uh extremely positive feedback I don't know if Lindsay I mean if Sarah wants to share anything of her thoughts of uh of the presentation or or anything in particular that she would like to share I do want to thank Sarah yes Sarah please come come up I do want to thank um Sarah tntp cognia connect at so many um great organizations partnering with us to you know re-image the way that we are supporting and serving our students uh Sarah I was a champion there actually it was a great presentation it was a great presentation for the first time I can say quite Frank for the first time I can say was a great presentation from SBE I will go back anytime uh Madam president members of the board I just want to continue to acknowledge the partnership and how grateful we are at tntp to be a part of the solution we believe every kid deserves a great School in their neighborhood and we feel like we absolutely are on on the road to making that happen for the kids in Commerce City what I would say is we had a CD visit today at Central I burst into tears in a classroom because of the progress a first-year teacher had made since the last time I was in his classroom the folks in this District are working so very hard and I think what we spent time talking to the board about is our focus and what we believe is is going to make a difference and it is making a difference and I think every single board member came up to me there before or after to express and acknowledge the shift in how Dr Laria the board Adams 14 is presenting and the progress that's being made so just humble to be here and really excited about the progress we're seeing it's appreciate you all thank you they continue visiting our schools yes at Central today one of the things that I we want to Echo and Shout out one of the teachers was actually saying something around the I I cannot quote exactly the words but something around every pencil right now should be moving because that will tell me that you're actually working in everybody's capable of showing that work um so that's the spirit our students can do it our students are doing it our students are gifted in so many different ways with the language with the skills with their talents in so many ways talented students and we are telling our story and I am very proud and humbled at the same time to be part of that story so those are two of the updates of the presentations the last update I would like to share is the professional development that we've had up to this year so I'm going to ask Sheila and I know Sarah is going to be assistant as well good evening Madam president Lovato distinguished members of the board superintendent Lydia and viewing audience as Dr Lydia mentioned my name is Sheila Burke and I'm honored to serve as the chief academic officer for our school district I'm here tonight to be able to share a brief update on our district-wide professional development for our staff that our staff is engaged in this school year in our district approved calendar this year we had four District professional development days the first day of the district PD was held on August 3rd followed by October 25th January 3rd and then our last training day was February 13th for the school year our district professional development is aligned to our academic Excellence Playbook this Playbook was set up in three phases or what we referred to as arcs Arc one focused on a strong start Arc 2 focused on learning and Arc 3 combines both Arc one and two to close the school year strong through our update tonight you'll see a connection to these three arcs from our academic Excellence Playbook the site on the screen displays the topics for the three sessions that fall within the arcs for both Arc 2 and arc3 again these align to our academic Excellence Playbook session one was held on October 25th and focused on lesson internalization this session focused on preparing what we teach our students the session Builds on the work that we completed during the 21-22 school year specifically around unit internalization and professional learning communities or what we refer to as plcs session two was held on January 3rd and this focused on aggressive monitoring of our students and how and how we teach the lessons to our students this work includes having our students collect data during the lesson to see how students are responding to the instruction that they're receiving and then session two builds upon the outcomes from Session One focusing on lesson internalization please note that the learning in session one continues both through sessions 2 and sessions three and that was also inclusive of session two session three focused on February 13 focused on how to respond to student errors and the impact that the lesson has on moving students towards Mastery of the standard the session provided tools for staff to differentiate instruction based off of the student's needs here's a visual that supports that prior to our sessions we solicited input from our stakeholders on what we love about what they loved around working in Adams 14 and what supports that they needed on the next two slides you'll see the feedback collected from our stakeholders beginning with what our community says that they love about Adams 14.

and I'm good with that that's how the project could be because of the supply change issues but can I do things but I've been hearing finite numbers finite time frames it is like when I heard this today I just kind of got me it kind of turned me but in all seriousness I remember Ken saying when we asked him are you sure we're going to meet that deadline he said as long as they can provide the product we will make the deadline and and he kept saying to us you know we have no control they've ordered them already that's why we did the bid early etc etc well now they're probably being notified by the manufacturer that they're not going to get it they weren't they were probably thinking we were up to date so I remember these conversations because we kept saying are we going to make the deadline are we going to make the deadline and Ken kept saying it all depends on if we can get the the mostly I think you did talk about the rooftop units at one point because we had waited so long in my mind I'm upset that but there's nothing we can do about it so I'll feel comfortable Ken and from Doctor care that you know what this project was looking to come in on in in the fall of this year but it looks like it's going to be delayed until January or whatever the second semester I'll be comfortable if you say you know what if we get it in this year at all this next school year at all it could happen it could happen we will I I think we will get it in it's just that we have to make decisions okay okay let's let's move on um so next up business you're just yeah uh thank you Mr Aubry uh just just want to give the update to the board uh the purchase of the property at 690 US exchange we're still in the process of working tracked that I've talked to Bill Gleason about our attorney that's handling this just to kind of make sure that things are set so he is working out just some of the details on there to make sure we're okay with everything and he's okay with it before we present it to the board we may have something next week I don't know or it may come in April so it just depends on if Bill can get a couple things work out they're not major things they're just some minor things but we just want to make sure everything is is set before we do anything is everything functioning over there were you anticipated yeah it's functioning well I was you better again I don't know what's our goal I think on page 15 of that contract or page six step 15 on that cut of that contract it gives us that opportunity to do our due diligence I think that's how it's phrased where we have an inspection period and if we don't perform that inspection I Believe by April 30th of 2023 we lose out so what we looking to do an inspection or pay someone or we just doing a visual on it ourselves we'll probably be talking about three quarters of a million dollars yeah we wanted something like that okay not rely on our own yeah or anything like that so I'm going to talk to Bill about that and see you know Direction you want to go I mean I wouldn't expect we're talking about what 2007-2008 building something about Half-Life with the roof and things like that but nonetheless it does behooves us to sure I'm not sure if we're going back to the Belleville property that we do an inspection I don't believe so I don't believe we did an inspection there so but that was about but I'll talk to Bill about it yeah I would think so because it is in a contract so I would yeah I would think at least on mechanical systems roof Etc but right the good news is we're already occupying the building so we've already kicked the tires and you know right so yeah but it does give us a step in there and allow us to do that so and I don't know if Crete demands it on commercial but on residential when you buy or sell the village does an inspection so I don't know if they do that on commercial or not but on residential they do okay yeah I know we backed out again getting our own appraisal right we just said hey we did that so but right I wouldn't want to pay fifteen thousand dollars for an inspection no I'll find out again I'll drop the bill and see he probably has something he can recommend to you know or or does Dave in the process like this use Dave he's more of an architect we probably need a mechanical maybe I can use Millie's actually yeah just a just a reasonable reasonable quote okay and we were looking to approve this in April okay so there is an item that's sort of linked to this I shared it with you I sent an email to you just the other day regarding you know the preschool program absolutely I do not want this to be a showstopper for the preschool I I want to move this and curse it up well we're trying so that's why we moved over we wanted to get that set up to go we are still waiting for that Grant to open that makes us nervous about moving forward with Staffing and planning for it um we're still waiting for it so being good stewards we don't want to put a lot of money in putting in together uh programming if we think we're not going to be reimbursed for it right now so is that the August of 2022 pritzster Grant um no this is this is part of so there is a preschool for all grant that we receive now now and then there's this preschool expansion Grant a separate Grant Grant state has funded certain years they have not received or they have not released the funding like Dr Kara said or the application for the grant so that we could get it for next year it's actually a two-year Grant they haven't released that yet um we've had a conversation on that and if if you go ahead and expand the program without the grant you can't go back and get the grant because it's already expanded for those pieces for those things so you know now we have talked about maybe some transition kindergarten or or something like that starting small very small small you know maybe an additional classroom that we could put in there for tradition kindergarten that would not be reimbursed by the grant so we're just waiting you know we were told it was supposed to be released but it still has not been really tal has contacted a lot of Chantel go ahead yeah I've been making phone calls to isby and we're it's just on hold um we we don't know when it's going to be released once they release the application we then have 45 days to submit our application and Mr Brown in terms of what you were talking about with Governor pritzker he did just do I think it was about a 300 million dollar uh promise to Early Childhood yeah and that has not rolled out from conversations that um Kelly has been in conversations that I've had I think they're looking to see how they're going to build that and distribute it and so that may be one of the factors did we apply did we at least apply for it they have not opened up the application yet oh I thought available I thought it the end day was in August August of last year October something like that so they closed the doors before they open it they they doors for what we can expand to it so that so the date was by the end of May of February right it was yeah yes so what's our what's our timetable if our timetable is for to do in August late August early September start what's our timetable May I mean what look what's our timetable for us to make that decision to move forward with a transitional but I mean if it's supposed to be released by the end of February the reality is I mean if they're committing to that I would say no later than the end of April would you you would at least know I mean I would say 60 days at the latest the state's you know gonna say something right I I would agree with you I think by the end of April we would have to know in order to you know start moving forward on some of this stuff just because you know you need to go through a hot out and that's going to take some time you know we'd have to fish some classrooms you know so getting those things in you know all of all of that so so that means that within six weeks you should have an answer you would think on whether they're funding every other yeah I mean I wouldn't say that we should be rushing to a judgment yet but I mean I wouldn't say we were rushed to a judgment but I would like a parallel path because I would not like the the whole year to go by and we did not increase our ELC program it's about even a little bit well as we were legit to see what we could afford and we're looking at probably one so this one classroom it's a start yeah at least you're on that path and you can reapply or whatever it is for the rest of the expansions I'm in agreeance with that is that if worst case scenario in six weeks they say no then we start moving to one transitional and then we keep keep the door open and keep applying for the grants and figuring that out because we've gotta we gotta create sustainability yeah I I think yeah as I mentioned the transitional classroom is not Grant fundable so we would have to do that anyway so my recommendation from a financial standpoint would be would you do that let's get that up and running until we hear about the Grant and if the grant comes through then we'll go ahead and apply for it that's not a problem we'll do that but if it doesn't at least we have this transitional classroom can you explain traditionally I'm not I'm sorry can you explain that one yes so don't look at me a transitional kindergarten program is set up to give our students who need extra support in developing for kindergarten Readiness so it cannot be funded by the grant because those students will already be five years old so it is to have a smaller class size and give those students who are not academically or developmentally ready to enter into a kindergarten program it's like giving them extra time and smaller class to develop it would be a full day program yes okay and so they they would start at five with that particular program yes and so we would put together the criteria of entering that program and then the exit criteria for that program and so when you feel those kids those five-year-olds they come into the program that you see there's some learning gaps or whatever there do you monitor them and they can potentially go from being having some inadequacies to ready kindergarten ready or they could throughout the school year they could come they can go from a a k class here to a k-class in a regular setting in the same school year so with that being said the transitional is not included in the grant anyways it is not okay if we add that can we sustain that in the future I think it'll be okay and that's why I think you need to limit it to one and we're talking about 20 kids roughly um what works for that that classroom size and it seems to be around 15 to 20.

uh via zoom and uh we will have Brent Dean on that as well as I'm sure Cara casmiro our superintendent Mike and myself will be there it's really an information session for families about what the Career Academy is and uh Partnerships and some of the the work to date that has is being done our second item is our second of this year there we go thank you Family University will be oh I'm sorry let me let me go into order there at UConn we've partnered with them as we have for years and they uh wrote a grant to encourage more families to be come involved in gardening and things like that in their own community so we have UConn let's grow Danbury on Saturday April 1st um the brochure I'll make sure it gets out to everyone um I think they're about half filled already which is great um but it's a day-long or half a day-long workshop of gardening composting seeds understanding how to increase your crops maybe in your small backyard for families composting how families can compost so any food waste can be turned back into soil and things like that so UConn extension service is here in Bethel it is one of our 4-H runs a 4-H group as well as many other programs that UConn does for us in the before and after school program in our summer programs around healthy eating maintaining weight wellness and Recreation so they're a great group that we partner with and they run wonderful programs and then coming up on Saturday April 22nd at 8 30 in the morning is our second of the year Family University this particular Family University will be open opened for families pre-k through grade 12 whereas our last one was just that pre-k through second grade so the workshop offerings this time were a little bit different they will be focused on student learning and ways to enhance your learning at home with your child because we found from the last one parents increase the amount of time that they spend working with their children once taught easy ways to um teach their children at home basic concepts with things they have in their homes that parents spent more time teaching their kids and so we want to keep a track going on that we'll also have tracks around Internet safety and how to keep your children safe in the internet different programs that are out there and things like that we also have several social emotional workshops that we'll be doing with our families as well as an assortment of other workshops as well there will be Child Care at both of these Yukon and the family University and activities for children so that the families can come and not worry about you know who's watching their children but their children will be in a in a learning environment as well so and then our last news is we're waiting um the city has all of the budget information and so we're waiting for um city council will actually look at the budget and I think talk about it more in the April meeting and then they will set a date for a public hearing um a couple weeks after that so we are just waiting for that information yeah the date's not official yet but we we have a good indication it's going to be that week of April 10th probably 11th 12th or 13th so we've got holds on those evenings right now so we're we're ready to go when called right and that's it that I have for right now okay um I I have a quick question on just a couple of the things she brought up yeah um the Yukon the the let's grow Danbury gardening how much is that grant that we are looking at possibly and where is this event so the event is at um Ellsworth Elementary School um it's an easy place to have it it's got good parking um good outdoor space and that is a grant that went directly to you on but we signed on as a partner and so we do that with a lot of our grants that they may have the leverage to be able to for the ACT leverage and or access to be able to pull grants because of their charters and so when you think about a Connecticut Yukon extension Grant they're they are part of the original land grants that came through Connecticut back probably in about the 1800s and so in their Charter they have access to other funding that then can support our families in Danbury and so we work with many groups like this on grants they come to us we meet we sign off on it the support or co-sponsor of a grant and so we don't see the actual money of it but we host it at a school because it is it is for our families great yeah and then the other question was just um uh I guess when you were talking about the Career Academy and that on March 25th that evening 6 30 to 8 30 right uh the 27th I don't have that on my calendar here it says to Career Academy Community Forum March 25th is it the 25th or the 27th it's Monday March 27th okay okay the 27th and do you have an idea of the time just so I can put it down on the calendar that's a zoom meeting okay great okay I'm sorry yeah just to confirm the damn the DCA Community forum is zoom on the 25th yes okay yeah okay um does anybody have any questions any other board members or participants that's a quick question please anyways because I had heard that um the the program up on Stony Hill was possibly getting kicked out of that that space is that still happening are they looking for new location or we continue to look for new location yes so I am a Master Gardener um and so that's part of our fight is to keep the garden and the space there that UConn um uses um under the um mou with the original family are there not family uh fearful County Agricultural Extension Council advisory Council that that land is always to be used for extension purposes um there is a different group now that oversees that land and and has the repository of the land and so UConn did receive a cease and desist that we're not going to renew your lease in 2023 and so there have been Master Gardeners as well as many other folks that have taken it to task to um work with UConn to continue to be able to use that space as chartered um for all the services that UConn offers there is a garden there that the Master Gardeners use to plant vegetables and fruits and a lot of that is turned over to our food pantries um every year about 2 000 pounds of goods go out of there so it's really important that we keep Yukon there they also through the Master Gardener program if you you know you're out in your yard and you see your favorite tree has this weird bug on it or bugs on it you can take a sample of that and bring it over to a Master Gardener we put it underneath a microscope and take a look at it and give you some diagnosis of what it is soil testing as well as a lot of our snap Ed programs also come out of that building so it really is important that that building stay each County in Connecticut is chartered to have one and so there is a group fighting to maintain that property and in the meantime you know UConn has attorneys and things like that to try to preserve that that land for the intent that it was made to be certainly certainly appreciate you doing that is there anything that we can do to help I I don't think at this point um I can I can ask certainly and get back to you but thank you I appreciate your your support of that it is really important for not just for our adults that use it but you know out of that program out of that site comes our 4-H programs and so we have several of those in our school after school programs so it's important that we're able to maintain those as well thank you Michelle yes could I sort of uh there's a couple of things that sort of rumbling around in my head and I'm gonna sort of Express them uh number one um you know it's great to have this lineup it's great to get parents involved with their students at all time and their children uh we have a lot of things going on I'm really happy to hear about the form and we're gonna you know and I think everybody uh Knows by now uh who Brett Dean is and there's some more information we can get on the uh Career Academy uh when I sort of proposed this uh earlier in the year or maybe before Christmas you know uh we didn't think it was sort of appropriate at the uh we were only looking at uh elementary kids but that's a whole different side and I guess what I really want to say and I don't want to sound ugly as we move forward with the community relation committee this committee has taken a whole different flock as to what we used to do when it first started I don't see the participation in other parts of our community we see most of it coming out of Osborne Street and I don't know if that was the way it was set up but that's the way I see it so when we started this committee committed quite a few years ago it was sort of bring the community in to sort of understand who our board members who the administration was and how to get parents involved and what I can say sitting here is I only see it as a one-sided the way we're working this okay and don't get me wrong I don't see I have everybody know that I've been on this board to make sure that parents understand their children children understand their position within this in the school district but I'm just maybe I need to refocus on what's the role of this committee oh my does anybody who has a little bit more experience or time here on the board have the original intention of what this committee was intended for because my understanding when I joined on last year was that it was to be able to communicate effectively the budget to the community when we go to bring it so I think we could intention that was I haven't heard any other you know um well if well I think we can find out what the role is from uh Cara should have rolled in but I'm just saying no matter what the role is and you've taken on that role to move forward we need I see it as a one-sided part of the community I don't see engaging other people in this process yes to let them know it might you might get one person but you know I would just like to look at the original uh copy of how we saw the setup this committee not saying that we're going to go back that way Michelle I'm just saying yeah what I'm saying is I only see a certain part of the community and what I see and Anne has did great things over the years what I only see that we are only focusing on everything sort of coming out of Osborne Street oh okay well if we could get the original um purpose of what the committee was intended for I think that's great just to review period I know that I've been going to a lot of of these Community you know a lot of the events that we're having at school and they're at different ones at Rogers Park we were at Pembroke safety and the African-American celebration and so I've I've been going to several of the of the schools I'm not really sure how did you in the past when you're saying that you're only saying it's one-sided how was it addressed in the past that it was done where you saw more engagement from other areas other than just Osborne well I think maybe at that particular time we will uh you know engaging in trying to get the parents to really uh understand or get to know or see who the board members were okay at one time we had even thought about having uh uh eating an affair maybe a sit down dinner so people could come and and have something with the board members and get to know them and ask questions concerning the budget or whatever and bro and you know and have their kids you know uh and and I I guess what I'm just trying to say is I I just seen not a complete shift but how do we tie in those things with what we're doing now and just don't let it look like we're always doing it over here and not over there and I know you've been around to things I go to as many as I can and you know all the things are going on but um it just need to be a little bit of a shift yeah no that's a great Point even if we can come up with some ideas on how to do that um but I know that you know with the development of all the groups that we all the programs that Anne has with uh Grace Molina and getting out to the community and our new parent Square I mean I really do think that at least in the last year that I've I've you know been sitting here um I think that we've definitely extended our reach but needless to say we obviously need to do a much better job of course always improving um and your suggestion is great if we can bring because a lot of times we'll go to an event and there's only a couple people there and all the board members are kind of just sitting there you know so maybe how we can capitalize on some sort of a big event that we know there's going to be a lot of people there um you know and we could definitely I don't know maybe Ann can come up with something in the past that you've done on this committee to engage I don't know I just want to jump in for a minute because Miss Cooper when you say um coming from um Anne's office the resource center and so I and and I also want to get some clarification on community relations I've this is year five for me um last year was the first year of the community relations committee since I've been here and so and so last year was I I didn't have that kind of Direction when I was on the committee and so our primary focus really was on how we're going to help communicate the budget and kind of get uh support from the community around supporting the budget and maybe I was just around timing um you know maybe that was around timing because it was like December and January maybe when the meetings were heating up but I feel like the majority of our Focus that's kind of where we were um and then this year uh maybe the end of last year and this year um and I think mostly I think I heard from this from Kate and I know Michelle and Kate um came to the meeting at Rogers Park where we have meeting with families um and then there was a table set up for board members to kind of Meet the families but I I guess the part that I'm not understanding about coming out of Anne's office that number one that that is by Design you know we have family Liaisons which has been a new resource for the district to help serve as a bridge for our families to the schools whether that's teachers principals Etc and then it's through those Liaisons and Anne's office we're inviting families in for a very structured um what I've been calling you know parent university-like programming and so we have like three or four different programs under this umbrella trying to get families connected to schools how we operate how they can leverage the system to get what they need for their kids and I mean there's probably over a thousand different parents who have been in these programs and if if I'm hearing from you um that you know we have some families that are not accessing the program and you'd like to see those faces there as well I think that's one thing um but I I guess what I'm saying is coming from Anne's office is by Design coming from me like I'm telling her I need all my Liaisons out are calling families kids and not coming to school they need to call kids are having a hard time understanding how the system works in school they need to connect with them um and so they've been dealing programs trying to help bridge that Gap but but it but it's it's intentional to get out to all of our families and then people who comes in they take advantage of it um but but if you feel like strategically we could be more strategic about getting parts of the community that we're not getting to I think that would be helpful for Ann and I so that we can make sure um those families are also at the table and and I totally agree with you uh and and if it comes to how do we connect those family to be apart and I didn't mean it to sound harsh that everything is coming out of the office but you know uh we or you have a designer set up for it to come out of the Family Resource Center but people that don't participate in the Family Resource Center and be a part of that they don't know anything about it Resource Center there's a there's an extension from Ann now that didn't exist before and so there's a reason there's a family liaison at every school who is trying to connect to parents right and so and you don't necessarily have to reach to all of the K-5 parents but like your your daughter is at your granddaughter is at um is that is that great plane and if this is not happening what I'm about to say maybe that's part of the issue but that liaison or the principle should be reaching out to the family saying inviting you in for a different programming you and other you know other families inviting you in for different programming so that you can better understand kind of how we operate as a district how we can better partner with you so your kid can so your kid or your kids can do better here in the school system um that that's what we're trying to do but again if I'm here from you Kevin I need you to you know like you guys are trying but you're not reaching this part of the community if that's what I'm hearing then I sit down with Anne and say hi to we be a little bit more intentional about you know getting families from this side of town as part of our engagement strategy but but I just want to make sure I understand what I'm hearing because well that's what you heard exactly what I that's the way I'm feeling okay that's the way I want it you know okay okay that's exactly where I'm coming from okay I got you I got you that that's helpful that's helpful so we we will be more strategic and intentional about that and figuring out ways to make that happen and then the board piece um and I I know I have heard um an appetite to use these meetings as an opportunity to get to know the community and I I can only think of another a couple of meetings anyway where that's happened but um Anne certainly has enough meetings where we can leverage those opportunities to get the board there or have our own intentionally just you know to get to know your board members so yeah you know maybe that could be an agenda item or we can talk about that tonight okay okay thank you can I have just thank you a little bit more through the chair if I could of course and please okay so Mrs Cooper one of the new things that you may not be aware of is the new promise program and that's a program uh with modules a through q that new families take when they come to Danbury it's about the importance of attendance how to manage your power school account how to set up and manage your parent Square account what does it mean to have good attendance schoolology bus rules how to navigate the website everything you need to Be an Effective parent in Danbury schools is included in this six hour curriculum what we now do is when families come and register their child for school so we're hitting about 2 000 families a year um they're signed up for this course just like they sign up their child for school they sign up for the um uh new promise program which we're now running uh via Zoom twice a month um today in some of my visits that we are having with the principals about the family Liaisons and how to how to strengthen that program even more is we realize that there are some parents in schools that have been in Danbury schools for a long time that haven't had that piece of Education that's um given by the new promise program and so what Grace will be doing is she'll be running a new promise program but then we'll Target schools where parents and their Liaisons have lots of questions about how the school system operates and inviting though those parents into the new promise training um second off the other things the other trainings that we run um we certainly support the um Western Connecticut healthy kids Healthy Families of Western Connecticut um plti project and send people to that we've created this honeycomb of parent courses that they can take here in Danbury um out of our office runs the parents supporting educational excellence and the people empowering people and so by the time we're done this year we will have run about 120 parents through the pan the pep and the parent C program and I think that the plti has about 20 families and so what we're recognizing as the outcome of all the training that the parents are taking they are more engaged in their schools those were some of the parents that came out and spoke to us and spoke to board members that were at the December family Universe um because they feel very equipped and very comfortable to address um issues or concerns that they have in their schools so what we're seeing is we're seeing more of this uh bi-directional communication with our families as well as parents that come out of the pep program and the plti all have to do a community project and so many of their Community projects are linked directly in with learning or social emotional supports for families and so um you know that that's kind of a bigger picture of maybe what you're thinking about is really reaching out into the corners within our community to make sure everyone has an opportunity to engage in their school or with their Community does that help a little bit yes thank you it can't don't misunderstand it oh I do programs the the programs and everything that has been going on for all these years is excellent and the main thing is to get our families their parents involved so they can understand what their child needs in order to go through and what they need and how we need to be able to help them support us when it comes to budget time so the only thing again that I'm saying I just feel like there's a couple of Little O's that's not being filled okay within a certain part of the community okay yeah definitely can work on that yeah or maybe we could try to come up with a few ideas you know of how we can engage or have the Board of Ed members I don't know meet the community some again before the end of the year right before graduation yes um I just wanted to say I was able to go out um and be a part of that um meeting that they had at Pembroke and we've had a couple of the parents commenting at our public meetings so I know that Kevin you were gonna um get back to the board and kind of give us updates on you know any of those parents that might have commented and then we're just kind of wondering what happened I don't think the last meeting those comments were included right in our agenda or an update I'm not sure how we get that update I know that that's something Ralph had brought up no um the the Pembroke response I included the um individual parents but the Pembroke response um and I I didn't put this in writing but I said to Ralph uh really that that that evening was the Pembroke response um we went out and had the meeting um literally soon after they came to the board meeting um and um yeah all of those parents that were specifically for Pembroke Amanda Chrissy um you know they were there that evening in the front row yeah and they seemed better the next meeting we had it seems good I'm just talking about like I know we spoke that evening but at our one of our last public meetings I think Ralph is trying to implement right that if somebody came and made a public comment in during one of our board meetings our Board of Ed meetings we're saying the same thing Michelle so there were um two folks who were non-pembroke and the non-pembroke families I included in my feedback update um in in that correspondence I did not include Pembroke because the response was the meeting itself going there in person like I I didn't have anything in writing to say outside of what I did that evening in terms of how I handled the parents feedback Amanda came that evening and shared her concerns Chrissy shared her concerns I spoke to both of those issues that night in that meeting yes you did and I guess I'm I should be a little bit a little bit more clear not just the Pembroke um in other words the parent that came from Great Plain that sat there and showed a lot of concern I think that was when Ralph made that that statement at that public meeting that we were going to try to kind of follow up and find out what happened with people that did make comments I oh I'm sorry you're saying you didn't get that feedback I don't know did we Implement that already into our agenda no I'm not putting I wasn't going to put an agenda I was going to give feedback so that we're not speaking specifically to what's going on with their cases in the community um but I if that email didn't go out to follow up to send that to the board I'll make sure that gets out I didn't get it I don't know if anybody else did maybe but that would be great I know that's something that there's been some concern of making sure that it just doesn't go out there and die out there okay that'd be great is there any other member who would like to make any comments or questions or Madam chair just a thought I think my opinion community relations again this year we've taken it to a level we never have community relations and and Mead is again is brought it to this other level our relations with the community their issues uh that they bring to us and our responses to those issues uh our community relations so in my opinion it is not just the budget it was because the judge the budget was was is very important to all however I think we are are engaging with the community in several different more than we ever have again I was also at Pembroke and and it's just one way we to have community relations they see that we're out there we respond to their concerns and and we bring anyone who's interested up to date uh I'm not sure what who was not being served by this and I'm asking glass to clarify a conversation I would share with you I still say if you're sitting on the committee if we can include the entire community so you know you you decide who we're not uh sharing the information with okay if you want to have a side meeting about that and avoid me not be too happy to do it I made my statement as a committed member and that's just the way I feel and I never said that a community relations committee was not doing anything you're out there you're meeting I said it's a different direction that I'm seeing and it needs to be inclusion of our community so uh Gladys I hear what you're saying and I totally agree um and I know Kevin mentioned that he's been on for five years and this is the first last year was the first year that you know we were so I'm just wondering can you recall in the past how it was that you that that this committee accomplished that goal by including the entire Community other than what we're currently doing do you have any kind of example that we could follow or give us an idea of what direction to head in let me uh let me go back and I have some information with you either you know I can call you up and give you that information Michelle that would be great thank you okay yes great and maybe it's beneficial to just for for the next meeting to put on the agenda just maybe we can we can all bring just some thoughts and ideas examples you know the you know other things that are happening in other districts maybe that that we could just sort of you know take a look to if if we wanted to expand you know some of the the reach of the of the group here too so um you know Michelle we can talk about that if you know you want to do that in the next the next yeah great idea Michael yeah Gladys are you looking for the community to get to know us better just is like just who we are or just meet us like I'm just trying to get an idea of the Direction no not so much I think when it started on many many years ago it was to have something formula like in the afternoon where people will come up to Beaver Brook and you know and just get to meet the people or get to meet the superintendent or whoever because half of the parents don't know who works up at Beaver Brook and if they would like to you know meet people we would have a few minutes to just just say hi and move on and you know it wasn't and it wasn't so much just to get to know who was on the uh Community relation committee our board members but we saw the board board members into that which is a good idea wasn't anything wrong with it right so uh you know I I like Michael idea um we could you know we can think of something else to do maybe somebody else got something else I would have to go back and sort of remember or come up with some uh things that we did uh earlier on uh 15 or 20 years ago and I know things changed but uh I just feel like we're sort of at a at a point that uh my word is again inclusion inclusion so that's where I'm coming from great okay I look forward to speaking to you guys yeah okay and I will give you when I come up with some information whatever time I'll give you a call Michelle one certainly okay and thank you Mike for the suggestion I'm sure of course anyone else um comments I know we had spoken briefly about that Collective impact uh and speak maybe a little bit did I think you had a meeting on that today and maybe we did we had um the group that um has taken charge in moving the agenda forward for the uh next planning meeting and so we have for the next meeting and so we have a meeting coming up in April that will be inviting more people in the community uh to to further discuss uh our our cornerstones of attendance Community Resources and child care and so um the original groups that signed on to the memorandum of agreement with the Nellie May Foundation um have done their part in the community mapping um that we put forth uh back in February for them all to fill out and so now we're taking that data and triangulating some of that data with the equity study that has recently come out of data Haven and to see where we have some barriers and what we can do better to serve all of our residents in Danbury so there will be more invites going out in a larger group invited to the meeting coming up in April Collective impact how many members do you currently have and who are the is there a list or anything of like current members or how right so right now they they're we we don't hold a membership list we've opened it up to the groups that signed on to the original mou and then we keep identifying and going back to identify other people and groups that need to be on it and they'll be invited to this next meeting April because we'll be doing some fishbone activities to look at root cause to some of the community issues that were identified in the um Community mapping a process that we're going through you and I can get together possibly because you're I'm really not following along with where we are and what the intention is or the offense of it um so if you could please um give me a call and we can try to get together I can meet with you or we could do it over the phone but yeah just a little bit more understanding of what the commitment's about and who's on it sure so I encourage people to go to the strive organization out of Cincinnati they're an organization that we will become part of we actually they've been at one two of our meetings now and helped give us some feedback on their framework they're the largest agency or group in the United States that supports Collective impact are other groups in Connecticut that our Collective impacts uses their framework model and so we're following that so I can send you that Resource as well um so you for you to take a look at it and you'll actually see how all these these processes um that'd be great about it yeah yeah if you could just take some time just sit down with me and go over what our goal is what the intention is and you know the whole thing that's great thank you Michelle if I can just offer um see a question about um the collected impact idea uh because it's a it it is a complex idea that um really does require an explanation because it's it's different in how school systems um work um I was fortunate enough to be part of the collective impact for a short time when I was in Waterbury and collected and Waterbury has a collective impact so does Norwalk I walk in North worked in Norwalk years ago but I was not part of that that team there um but if if and so given our community as a whole and I'll just give a couple of examples um and I've been having ongoing conversations with Ann about um kindergarten Readiness right and so this idea of three-year-olds four-year-olds and five-year-olds um being ready for kindergarten be in school ready and what can we do as a district um do to help help prepare our families to make sure that their kids are School ready uh when they become five years old um or six years old and um we can't provide as a school system we don't necessarily have the capacity to address um those gaps at the three-year-old level four-year-old level and five-year-old level however there are many people in the community that do and so what do we do we invite Al Russo because he's the head of Early Childhood Readiness in the in the school Community we invite folks from DCF because they may work with a different corner of our population we invite folks from our Health Care Community because there are several obstacles that families have to overcome in order to access the education system and so and this is just one problem right and when I say problem like as a system if we we put some goals together we want our kids to be reading uh by the end of second grade so they're ready to learn but then as we dig a little bit deeper well if our kids come in more already coming into kindergarten they're going to be ready to learn by the end of second grade okay as a school Community how can we get better at this and so then we would have several folks now this is later on down the line after the team has already been formed so there could be 15 20 people in a room room discussing that goal plus several other ones like chronic absenteeism as an example right and so as a as a board we've talked about the challenges however there are other um there are there are other types of wraparound services that can give ideas give support and provide their resources to Danbury School Community the Danbury Community not the school Community Danbury Community to help address these concerns for the district so it's a way for us to engage the entire community of Danbury to help us specifically with Danbury public schools goals um and then you know again it's separate and apart from Danbury public schools but those folks come to the table trying to help us out in a wrap around service kind of way chronic absenteeism I think is a good example um and then Early Childhood Readiness again because we don't necessarily have the reach for all of these other kind of um challenges and obstacles that our kids and our families might be encountering where these other services could help us provide those help address and Bridge those gaps for us um so that that's just an example and so Norwalk does this very well Stanford does this very well they have like a cradle to Career program uh where they are working with families they identify families that need this kind of support and so if in Norwalk for example they have a dashboard where they follow the students that they work with specifically and then what is that meaning for a difference in in gains at Norwalk Public Schools what does that mean for a difference in gains in Stanford public schools and so it's a really grandiose idea um but once tightened up and you've got your systems down it could be really beneficial for for our school community yes okay yeah I remember you you mentioning you know it was basically kind of picking up where we necessarily can't go it was I think you gave an example of a coach and are you going to school tomorrow and asking specific questions absenteeism was this like a fifty thousand dollar Grant or something and then you're going to try to kind of build up on it yes yes and and thank you for reminding me of that because you're correct it's it's those things that are kind of like beyond the reach of the school system and that's why partner will we need a grant yes and has been working with the funder who has it sounds like they have committed to um foundationally anyway help us to get going with this but it will require ongoing funding we feel like we can secure grants to do this but first we have to get our kind of ducks lined up so we can go to funders and say this stock Collective impact it's in place and with your ongoing support week this is something we can keep going it sounds great I just think it's important that a board of bed member is on it considering that it's kind of places from where we don't it's almost bridging an area where we should stop and we're picking up and I think it's important to uh have a real understanding of what right this is it sounds very positive but it wasn't at the last meeting I know Julie was at the meeting that I was at um but I I don't know if who was there from the last meeting um and maybe you can speak to that kind of what the plan is moving forward so in terms of membership yeah so this is a true process orientated thing um if I look at uh norwalks uh acts they have 240 members and we will get to that we'll get close maybe not 240 just because the size of our community but very close to that but it takes time to build that out and that's why we hired a consultant to lead us through this work to make sure that we were doing it correctly with the with the proper steps in line um the gentleman that's helping us with this um has had it multiple years of experience in leading Collective impact so it's it's a process so hang on um there's more to come there's just a lot of work to be done to get to that point where we have everybody on board and I I hate to leave but I have to be at City Hall by seven o'clock um tonight so I I'm gonna sign off and I will be in touch with you thank you Anne I appreciate it you're welcome have a great meeting um okay well Kevin thank you so much for you know giving me the time to just ask about this one area I I guess I'm just looking to try to get in before everything has been determined before everybody's come on board I'd like I would think you know if it's part of the process we can Implement us yeah yeah so I'll I'll have Ann um because the last meeting actually happened kind of fast I I wasn't able to attend because I had a different commitment but I'll ask her to just get the dates in advance um and and we'll just ask for a representative from the board and see if someone would be able to attend I think that would be really helpful so Michelle yeah I think she said it's on one person on the panel and that um that would be me and Bridget is going to be also which is great on the panel and kind of representing more of the museum okay okay you know so at least we'll have two board members on there and um yeah I just thinking Michelle I'm starting to interrupt um Julie here I would say I was there but I was in actually I said borrow bad member I was more and as um um Community Action Agency board member so that's the reason why I'm not pretty much giving any information to the board because um as um Dr mentioned it's more about creating the relations with the organizations first and then passing the information on what they have um with their boards individually once they have a structure um everything now thank you Julie for that clarification so Julie you were invited as an another outside Source yes you were at a meeting there was a meeting today and I believe there was a meeting in in January and I still have not made or been told of any of these meetings so that will be that way you'll have to follow with um Dr me like I said my participation on that it wasn't through the Board of Ed it was more through the Community Action Agency right right I'll speak with Anna about it perfect thanks Julie appreciate it any other um issues regarding community relations anybody want to make any comments or experiences they might have had this month can I just also add um perhaps we can add to the agenda for our next meeting and um maybe it wouldn't be a bad idea to firm up the kind of focus of the community relations committee maybe that was already mentioned um yeah as as part of some collect some Gathering Collective collection Gathering but yeah maybe it would be good because I heard some of the questions how do we want to move forward if you want the board involved we want that to be the focus and maybe we can go through exercise but we kind of firm about goals as a committee and then our action steps you know as part of that will kind of spell out whatever those goals are and maybe that would be a worthwhile exercise yes because again last year was my first year as Community Relations Committee here in the district yeah me too so Kate you you've been on it a couple of years okay yeah four years yeah yeah so do you do you know anything I know that when I first got here they said it was budget budget budget it looked like we were trying to evolved yeah I mean we definitely we definitely have yeah one of the things I tried to do is increase like broaden the focus because um you know I agree this is not this is not specifically here for uh budget you know um and budget support although I think that that is an important function um given that it drives so much of what happens in the district but I think really you know to Mrs Cooper's Point earlier um it's this it's sort of like a it's like a two-way street right we're trying to invite folks in to kind of get to know us as board members by making ourselves available at events and um you know doing Outreach to the public so that they can let us know what's going on you know in their experience um but it's also about uh as she said helping them understand you know how to connect with the schools how to be part of the school Community um and and the function I always saw the function of this particular committee is um you know sort of building that building those relationships out um you know Finding different ways to build those relationships so that we can build the school Community as a whole and bring the families in to these conversations and open up the conversations between board and Community as well yeah I don't know if that's clarifying or not but no it is I think yeah no absolutely I just think it's and I haven't been here before last year but it just seems to have you know with with uh Anne's program and the promise and all these different programs it looks like we're really kind of stepped it up and and really took I would say 50 of the of the time that we spend on budget and actually talking about how to engage the the Spanish Community the Portuguese so I really do feel and then you throw in the parent Square I think we've really done I think well on on reaching we've got a lot more to do you know I think we've done I think we've done pretty well this last year and hopefully we keep moving forward and and what Gladys is saying and I was listening to her thinking it's covet it's so hard to get people out we we sit here and we justify a lot of times that is zoom is easier for people to attend a meeting or whatever because they don't have to find the daycare and everything and then of course it's harder to get them to know us that way right so um you know I think it's it's what we've been doing we'll find it I think better options more options but um again going out there and and going to the events and meeting to you know going on the site visits and stuff I think that's helpful you know I think we've we've done a good job I think we'll do a better one but you know we're going to continue to move forward but I think we've done I think Kate you did a great job last year on it really yeah thank you um anybody else have anything else they want to add or look forward to for next meeting what question Kevin how's it going with um coffee would you on online so that hi Julie thank you for that question so um coffee with Kevin Cafe with Kevin has been going well um we had our first in-person coffee with Kevin a couple of Saturdays ago um and it was the first meeting it was this Saturday right after the meeting at Pembroke and so as you might imagine um um things were still a little sensitive coming from that meeting and I did have a couple parents uh from Pembroke join us that Saturday um and so for the majority of the time we get focused on safety um but you know folks were respectful and um in understanding and really asking you know the right questions about what we could do what we can do to get better as a school Community um and so and so that was the immediate that was the the latest one Julie um but overall um the the coffee with Kevin meetings have been remote we have found that we have gotten better participation remotely um and so we were doing Thursdays kind of a morning um and then an evening um and we were finding we were getting pretty good participation um and so we'll we'll continue to do that we we decided after the last Saturday meeting um we're going to try to use coffee with Kevin in person with Community groups um and so miss Cooper you should know like um uh we we're inviting uh some of our faith-based leaders in the community African-American um latinx Community Portuguese Community et cetera to the table um and then um in in different meetings um and really as an opportunity for me to just talk about what's going on in the Danbury School Community but secondly get feedback from them and see if there's anything you know they're hearing that we can address under Danbury public school side um and or if there's any opportunities to partner to make it better and easier for our parents and our kids um so so that's something you know I that's something that's on a horizon um I thought um his part of Anne's feedback I thought that was a really good way to Pivot to get into a different part of the community and so that's my long way of saying we're going to continue our monthly uh meetings with families remotely because we feel like we can get some more families that way and we'll do that on Thursdays a.m and PM and we're gonna we're trying to set up a schedule where we can start getting into Community groups um different various Community groups in person and also continue that with a coffee with Kevin and you know and just see if we can get a different different level of Engagement with our Danbury community or to the board members how does that how does that meeting look like when you're saying you're inviting is it open right so the ones that are open are the ones with families um and that would be the remote meetings on Thursdays uh but the other meetings if we're inviting in by Community leads so let's just say if we invite again faith-based leaders faith based leaders uh we would invite in invite in those folks whoever's on that invited list uh invite in hopefully a representative from this group I mean typically I have Ann at all of those meetings um and and that's what we do you know yeah this is somebody from community relations should be on that oh no for sure or everyone wanted from each party I I really don't care but um that's all part of the relations community relations as we go forward right um I'm looking to try to kind of grab it all together in a sense when we're talking about community relations um and that has to do with maintenance security sites you know and interacting with communities so that would be something important I think this can this committee would be involved in right and and that's all the more reason why I think this committee needs to sit down and and of course I want to be a part of it sit down and kind of talk through the goals of the community relations committee and um be respectful of what we've done previously but also understanding where we are now and and just kind of line up some goals for us as a committee like a vision for the committee um and then it's easier to walk through with those action steps are going to be to get there okay so then I guess I'll also be hearing or we'll be hearing from you as far as what that that looks like well I I think as an agenda item for the next meeting I think that's an exercise we should go through to land on what that vision would be I don't I don't think you'd want me to put Division I mean no no right right we'll we'll talk about that yeah I've been sketching up the agenda here so I mean we will look at some examples of other ways to engage the community to to miss Cooper's point and then I think it's also just uh you know maybe we can put together some protocols for trying to understand you know or or you know have better understand that the charge of this committee and make sure that that's the direction we're going in moving forward so I think that's that's a meeting if not two in and of itself yes I agree great thank you Kevin Al you got anything no you pretty much cover it I spoke my piece earlier did they say we have this year again have taken his committee to a whole different level higher level and with uh the help of Anne Mead and her efforts um again it used to be primarily getting the budget out out to our our district and our shareholders uh but we've taken it with Anne's help and Kevin's help so much farther and if you want to lock us down to a focus of what we can or cannot talk about that I would have an objection to uh anything way we can really improve our relationship with with our shareholders is a good thing for me mm-hmm and I'll leave it at that thank you anyone okay anything oh Michelle did you know on the perception is that meeting register for that me I'm sorry what was that you're broken you're breaking up anybody get that we have the pleasure for that meeting sorry you got a switch meeting 27. we have to pre-register Buddy oh pre-registered for the 27th the meeting of the 27th so I'll make sure the board the board gets an invite in the zoom in the zoom link so so don't worry Miss Cooper we'll make sure you get everything okay okay great okay okay so any other questions comments in the committee no one shares okay so move to adjourn motion moved so okay okay then no uh everyone's in agreement I thank you so much for coming tonight and

um this will not be finalized until the last P2 attendance reporting so we do have efforts in place that we're working to improve our attendance Factor but right now we wanted to reflect what we're currently seeing as a trend now but um once we close the books after April if um we're hoping that our Ada improves and then we'll reflect that in our closing reports we're going to start with our Revenue projections so this is our lcf the reason why I'm calling this LCA I mean revenue projections it's because we do have two pots of our lcf funds that are based off of our actual Ada and it's based off of your current year 88 um that's our supplement on concentration funds so we're projected right now to receive 102 million dollars from the state of California for our lcff funding here we're doing a total comparison of our projected revenue from first interim to Second interim we're projecting an increase of 24 million dollars from that was projected um that largest increase is coming from the state where we received another Grant one-time money the ELO um and so um we are grateful for it so I don't want to sound ungrateful we also um realized the change in augment and cola for our supplement and concentration funds um and we also have our emergency our early learning block grant and as well as the Arts and Music instructional Grant at 4.1 million dollars here is just a pie chart to show how our Revenue sources come in we have 57.4 percent as our lcff services I mean revenue um we received 24.4 million from the state typically it's not that high but again we have this grant that was just allocated to us we received 12.4 from our federal revenues and 5.7 is our local revenues now moving to our expenditures so we have our total expenditures we're realizing the increase of 4.6 million dollars most is um due to um when we did our first interim we did not have our projections for our special education for their 10 raise so we're accounting for that now now that everyone has received it um that is true for both certificated and classified um we also are see it a change in expenditures from books and supplies to services and that is just a change in how we're going to be spending some of our Esser and our covet funds so before it was set aside for supplies of materials and now we'll be utilizing Contracting Services to spend those funds and here we're just showing the percentage we are currently at 63 spending our revenues on our people um typically um we would normally about 80 to 85 percent um but due to receiving all the one-time funds that actually have restrictions on how we could spend those funds we are spending um more on our contracted services to utilize the one-time covet funds now we're going to go to our multi-year projections so we continue to remain solvent um we are no longer showing that we are deficit spending in the current year nor the two subsequent out years um we continue to maintain our three percent Reserve as well as um maintaining all of our assignments for our supplemental concentration funds as well as our concentration add-on grants and here is just a pie chart to show our components of our any fund balance so we are projecting right now to end about 7.17.4 million dollars in unrestricted funds um this pie chart identifies where those funds are allocated so we have our three percent Reserve our revolving cash our prepaid we have our aea Reserve which will be our last year based off our current bargain unit our supplement and concentration carryover as well as our concentration add-on Grant funds moving over to our restricted we have over 27 million are restricted and this is the category where the state or the federal government actually outlines what we could spend the funds on um so we have our expended learning Opportunity Grant which is the large pot that we just received since first interim we have our um American Rescue plan as well as our art and music grants them as our largest and our learning recovery block grant is our largest funding source that we have in a restricted um all of our restricted categories have already been presented to the board education or we've already identified our spending plan most crossover fiscal year so we will continue to assign those funds into the expenditures actually materialize so with that I'm happy to ask for a recommendation of the board education to accept and receive our second report continued with a positive um certification and I will be open to any question pause for a motion first motion to approve second moved and seconded any discussion I have a question since since the Arts music and instructional materials is a 15 is that correct yes it was 4 million um but there is one caveat so we have already been towed that is um once the budget is enacted I can't speak tonight that 30 will possibly have to be returned um so we so we have not slated any expenditures we did approve a spending plan but we have not um and none of our expenditures have materialized because of that so when when do you when will we know how much we can bend and be able to um pour into the program sure we're hoping to know for sure by May revised but if not not until the governor signs the budget which is typically in July yeah thank you welcome the only only thing I'll add is as we look at these things I want to make sure that I continue to just put in front of us as we look ahead and recognize what our our projections for Ada are to look like um things are are certainly looking better for us from a financial standpoint but but want to encourage us to continue to be proactive as we have been um and and not wait for uh an impending Cliff but instead make uh choice just decisions in real time as we project ahead of things that are coming so that we can stay in the position that that we're in as opposed to find ourselves needing to make emergency decisions later any further discussion um I would like to ask at the next regular board meeting if we can have an agenda item on um possible um programs for Ada recovery so we've had there's a motion that's been seconded we've had discussion Ms Pineda your professional vote on this matter yes thank you and board members will vote and the motion passes unanimously moving to item 14.2 may have a motion motion to approve 14.2 and a second you moved and seconded any discussion being none Miss pinede oh your vote on this matter yes thank you and board members will vote and Missy I just had a question in the minutes are we recording our students preferential vote in the final minute thank you and 14.2 passes unanimously moving to item 14.3 may I have a motion motion two approved 14.3 second moved and seconded any discussion being none Miss Pineda your vote yes thank you and we'll move to a vote and the item passes unanimously 14.4 is there a motion make a motion to approve 14.4 okay moved and seconded any discussion being none Ms Pineda your vote yes thank you board members will vote online the item passes unanimously last item for this section 14.5 may have a motion well I moved to approve 14.5 second moved and seconded any discussion just one quick question with this there was a statement in the that talked about this would allow doors to remain locked except for those who have key cards does that mean that we will move to having classroom doors in a in a default locked position during during the day or is this for other doors outside of classroom door that gives us the option to keep our doors locked and then you can only enter if you have a key card in collaboration I don't know if this is where you were going to go and collaborate this collaboration with the lock blocks that were installed the door can be locked but with the lock block it remains accessible so uh you can open it uh in case of emergency with the flick that door then becomes locked but if your Insight you can open it from the outside as well with the lock block so when it's not a door if they're coming from the outside is that the purpose to keep it locked that's not the purpose so for example um there's a lot of foot traffic in classrooms restroom pull out programs and so a teacher might find it um distracting someone's always knocking on the door and so they can lock their door engage the lock block and so the door feels like it's unlocked because you can open it from the inside you can open it from the outside so kids go to the restroom and they come back they open it and they go into the room without having to knock in case of an emergency though without having to find my keys or the the Allen wrench or whatever that we have to you don't have to do that because the door is locked so that's where the safety part comes in correct and now just with a slide of your finger the door is locked and that can be engaged by a student that can be engaged by uh an adult but does that mean that then when the lock block is engaged while the door is open that means that the door is slightly ajar yes but ever so slightly I mean you can't even tell um uh like it's not like you know like you can see through it it's like it just ever so slightly um differential is very small but yet because the reason why I bring this up is I I have as we've had conversations I've heard from a number of teachers who have communicated how if doors were locked without the option of keeping it unlocked how that could be a uh disruptive for the class as students or or others are coming in and out of the the classroom um but so mechanically they would remain locked at all times but or digitally I I'm not even sure which but we can you engage the lock block as a as a means of not allowing the lock to engage yes and then also let's say in the case of a teacher who chooses not to have their door locked in a state of emergency we at the district office are the site administrator with a click of a button can make all doors locked so I have that option in my classroom I could say I want my door I don't want my door locked or to engage the lock block I want it to close all the way but be unlocked I have that option and then it can be remotely no we haven't made a decision overdo for the district but yes that is an option or do the classrooms have them now the classrooms have log blocks now but they do not have access control now oh because I like to see them both when they're functioning yes ma'am yes I have a question um Natasha can you just kind of go over the highlights of the Mercado because I know I was reading on it and I really like the environmental sensor piece and if you could just kind of elaborate on that for the community please yes ma'am I'll be happy so um um from the board of education's approval we started the installation of our cameras which also has us what analytics where we can view real time we can zoom in um we can rewind the tape we had an instance where a car one of our um parents actually was in a car accident we were able to zoom in to help um with that feed we can also do it for safety if we see that there is a loud commotion on a campus we can zoom into the camera we can at a high level and quick speed say hey we need someone to um divert to this area in addition we installed um sensors that detect smoke vaping and all of our middle schools and high schools um and it actually will just set an alarm and we can know exactly where um that um where the sensor is going off at and we can go to mediast and um deploy staff to that area and we can um assist our students not in the restroom but there are cameras yes ma'am and then this particular item here is to add another layer of ricotta in terms of you know because one system and we have the cameras now and we have the detectors um this is just another add-on now that would work in conjunction with our our camera system as well to also up the the Safety and Security of our schools I think like one example um is like if there's a an alarm or something the the cameras would make sure that they're capturing that particular thing because they know that's that door right there um I think that's an example yes so it's real time so if let's say it's a weekend one of our doors were a Jarred we will instantly have notification um the camera automatically go right to that area and then we can see um live feed um this also allows us to be able to in conjunction to be able to see at all times who went through a door we're just wondering hey something came up missing in studio room four we can actually log in to see every person that walked through that door based off the access troll as well as a camera at this point in that area I really like there was a something I was I watched the YouTube Just to See the product and and you know the technology behind it and I really liked the fact that the visitor piece where they have visitors coming in and you actually know who's there visually I mean the clarity was really good so I I really give kudos to the staff I mean I think the product is from what I thought great thank you we want to thank the board of education for that approval one last question so also are they going to have signage knowing that they're being watched I mean like go in the store right and it says you know yes ma'am right yes I think that's great twice the camera right yeah you're now you're on Canada camera right because you're like oh I better not take that is and how about um the safety that there was uh that we had what is it at Glassman High School this is the high school where they had locked all the doors right the front door you would have to call in um do you guys remember that it was a few months ago I think there was a lot of commotion going on so going into the the high schools for example I'm a parent of of a high school and I would have to call in if I was coming in so what are we doing with with that um are we you know going to have every parent show their ID put it through a system let me elaborate on that is this part of that so with um with our purchase we do have visitor management um and we have not um determined how we're going to utilize it but yes that is in the front office of all of our campuses where all visitors can go in and they could with the simple of scanning their ID badge it identify it'll alert the front desk of who's here they'll get an ID badge that prints with their photo and it'll say like oh if I'm going to room three it will literally say this person was cleared to go to room three which also is added security if you see someone on Campus room three is over here but they're in the West Wing back then spark a question um but yes we do have it option as well Natasha can you just clarify with um board member Pena's question regarding signage is that going to be signage on the exterior and interior um it will be signage on the exterior um once we have cameras in a in interior area we also have the signage as well perfect thank you you're welcome any further discussion and Ms Bonita your vote on this item yes thank you board members who vote online and the item passes unanimously moving now to item um 16.1 through 16.6 these are all info items Mr Ortega is there anything that we should that you'd like to point out regarding these items uh so between 16.1 and 16.6 uh you have amended and new board pulse going to border 16.1 I'm sorry 16.1 through 16.6 15.1 yeah when we adopted the agenda gotcha anything so the new 15.1 through 15.6 um you will find amended uh board policies administrative regulations uh and Exhibits and board bylaws uh what you have here uh on a quarterly basis we get an update from csba um that reflect new changes because of new laws new Ed code um and so what you have in front of you uh is a slate of those um that csba has recommended in terms of updating and changing are there are there any questions by board members thank you um and before we uh adjourn with 17.1 um vice president Rodriguez Payne if you would lead us in um our adjournment including the memorial Dedication that you um are requesting okay thank you yes I like to close in memory uh Jose L Torres and George Romero they were both employed well one was an employee one was a school board member but they both have relatives that are working in our district at this time so I like to close the memory of both of those um young men thank you vice president would you like to move to adjourn yes I'd like to move to a journey and I'll second your vote to adjourn the meeting yes thank you and board members this will be our final vote for the evening and the motion passes we are adjourned at 8 57 pm thank you so much

after each of the district-wide professional development sessions we collected information from session participants in the form of a survey the information is housed in our district data dashboard and can be filtered by each session our planning team from Adams 14 and tntp reviewed the data during our debrief sessions and Incorporated the feedback into our future sessions this included both positive feedback and what our session participants would like to continue as well as opportunities for change to make the sessions more desirable for our staff the screen displays some of the comments received in our surveys specifically about what staff supports what staff recorded that they needed support in October our colleagues at tntp visited each School in what we refer to as the scorecard our tntp colleagues collected information on the six goals we have established within our partnership one of those six goals was to access grade appropriate assignments or activities teachers provided blank copies of work students were expected to complete during the lesson and this equated to approximately 455 assignments or activities accounting for approximately 230 hours of class time across 141 classrooms as noted to the far left of the slide displayed this equates to 104 out of 180 180 hours in a school year or 58 percent each week school and District leaders visit class classrooms through what we call learning walks and log those in what we experience in the classroom this information was logged within our data dashboard the chart on the far left displays the percent of classroom assignments or activities that are grade appropriate as noted on the chart for October we had approximately 78 percent of classroom assignments or activities that were grade appropriate through our district-wide professional development principal directed time and professional learning communities in February we have approximately 96 percent of classroom assignments or activities that are now grade appropriate this slide provides the same information as the previous slide just with the Spanish translation earlier this evening I mentioned that we solicited feedback from our session participants through a survey the slide displayed shares some of the feedback we received and incorporated into our district our four district-wide PD profession PD days we offered sessions two and three in Spanish we heard from our staff that they wanted to see videos and examples specifically of our students and our Adams 14 staff and we incorporated these into both sessions two and three session participants requested small group smaller group sizes and we accommodated this request we also Incorporated school and District leader voices into sessions two three and four and increase the opportunity for leaders to facilitate sessions at the request of the school um both staff and leaders were we incorporated time in the afternoons for principals to engage with their staff at their schools this allowed for differentiation of the session topics to meet the school's individual needs again this is some of the feedback we received and Incorporated a complete list of the feedback can be found on our district data dashboard site our district-wide professional development is designed to have a positive impact on student achievement and on staff learning at all levels the slide displayed shares additional data from the surveys we collected at the closing of each session we saw an 11 increase in participants that rated the session as an eight or above from session one to session three and overall from the series we had 84 of our participants agreed or strongly agreed with the survey questions such as the content presented was relevant clear and an effective use of the session participants time we saw teacher practice uh improving as evidenced by our data dashboard and in turn student outcomes were improving the learning from our four District professional development days resulted in a shift in practice and has led to a consistent use of District level curricular materials with an average of 18 of tasks being aligned to state standards oh okay okay apologies we had some background information happening um there seems to be a smell of smoke over here so if you guys are uncomfortable please feel free to move um are you okay to continue um unless something happens but they're looking into that I just wanted to let everybody know do you oh okay in the Arsenal okay that might be it we might let them know somebody let them know okay thank you sorry Miss Burke quite all right I can't I can't smell or taste anything so I don't know tell me if we're on fire sorry I'm sorry please continue it's quite right thank you as we plan for the 2023-24 school year we will continue to align our learning experiences across grade levels and content areas to ensure cohesion embed the work time for session participants to apply their learning highlight Adam's 14 students and staff that are embedding the practices into their classrooms for other staff to study and then replicate and then we will continue to focus on developing capacity within our school and District staff by getting really good at lesson internalization through PLC processes and the lesson delivery professional development again provides us with a regular space to establish who we are as a district and what we want to be true for our students in each of our school communities I'd like to close with a few images that showcase our school and District staff in action during our four District professional development days and if I may I'd like to thank our school and District staff as well as our colleagues for their efforts in planning facilitating and their engagement during these valuable days Madame President Lovato Dr Lydia this concludes our update let us know if you have any questions around our presentation thank you Miss Burke colleagues questions comments um I just appreciate the fact that you asked for feedback from the staff that participate in professional development I feel that's very important and hopefully you are using that to improve what you're presenting I think it's good I really think it's good I want to thank you and the staff for making all the efforts really um I I think even putting myself like if as an employee or even I would be very grateful um if I would be getting more of this professional development to make me a better person and definitely Adam's 14 needs all that so muchas gracias thank you um I think it's it's great I've seen significant changes and just um as both my colleagues alluded to the soliciting the feedback to see what's working and then um what's not how you can make improvements um I we hear it we we see it so thank you um I do have one question um I really appreciate the um alignment with standards and and uh grade level assignments I know um Sarah you did a great presentation on how how much movement we've made in that I think my question is around I know as a board we've set project-based learning as as a goal of ours um do you have any um work that's going towards that or do you see how that's going to impact professional development moving forward as as we get there president Lovato Dr Olivia thank you for the question yes we are working uh through our our work with the academies we have project-based learning as a way to be able to connect both the CTE programmings and our core content areas through project-based learning we are looking to partner with a company that we have vetted which is pbl works right now we're in contract negotiations with them and that item will be coming to the board that'll start with training for our staff at the high school specifically our ninth grade teachers as well as our CTE instructors our Adams City High School administrators and then some of our District staff each year that will then increase going up to 10th grade 11th grade 12th grade and then it will also go backwards through our middle schools and into our elementary school so that work will then be incorporated into our system great that's so exciting I can't wait for this to trying to come to fruition yeah thank you um my other question uh director zubie and I had the opportunity to meet with students at the high schools um so my question is how how or if we're soliciting feedback from our students as to how these professional developments are impacting them in the classroom I know one thing that I heard um which I I wasn't aware of that the high school has moved to longer block classrooms and so just thinking yeah thinking how that's differentiated in the training because we have teachers that are obviously having to not necessarily stretch out what they're teaching in class but how they do that like what what's where they can Implement more Hands-On when they see the class kind of okay I've had enough of the subject or whatnot yeah and also the off periods yeah so Madam president uh members of the board I'm going to start answering the questions for us the input from students because I actually met with that with uh two groups the last two weeks I mean another one later this week maybe two this week um and um one of the questions is how can how can we gather input from you to to get better at being better for you right in return for the students so um formally um there is not a survey that we are sending students at this time to say do you see any difference in um teacher instruction or do you you know the input that we're receiving or that we're getting from students is not geared to that as of yet we're working this year primarily with the teachers getting better at it what I can tell is data that we are receiving back not only from the staff yeah seen you know that they see the implementation of their input in the following professional development is besides that is also the retention rate that we are having we by December 31st for the last several years we've been over 10 percent of turnover of teachers this year for the first time in probably a couple of decades we were in single digits not only single digits we were below two percent so we are retaining our teachers and that is a result of um very structured and purposeful and strategic professional development and support for teachers we will get there where we are actually getting input from teachers we are working with them actually the middle schoolers had a great idea they told me this week surveys that they can be filling out during their first block could be even around you know who their favorite teacher is and why because we were talking about being vocal about when you see some a teacher doing something great let that teacher know so we're gonna build that into our culture where everybody is going to be accountable for everything in by everybody and as far as the blogs and the the off period um can't speak to that but student feedback is important and we're going to set up structures for that in the future Madam president Lovato uh Dr odia thank you for the question so we have been working on the master schedule for next year specifically for secondary as most schools are doing now we are in partnership with connect ed around the master schedule for the academies and we're blending that into Lester Arnold as a result some of the blocks in there will be changed within the time of the block meaning the length and duration of that and part of that will be set up to be able to accommodate the project-based learning to be able to set forth the linked learning both from the core content areas to the CTE programming and so we want to make sure that there's plenty of time for students to be able to build their projects that then go along with them to display their understanding of the standards so that'll look different ninth grade will operate with a different Master scheduled and students in grades 10 through 12.

2023-03-15 Washtenaw County, MI YouTube / CTN Ann Arbor transcript source: youtube City of Ann Arbor Energy Commission Meeting 3/14/23 · passage 3
hi can you hear me yes right I'm calling from an area without the best connection so please stop me if you don't understand what I'm saying um my name is Zachariah farham and I live at 222 Fuller Court I'm also a member of the renters Commission um and I I'm calling in to share some of the concerns that we have Justin mentioned by some other residents including my concerns about new gpas I am very concerned that this is going to be pushing off the climate problem onto another Community rather than really developing here in Ann Arbor that the means to become a sustainable model city which was my understanding of what the 820 plan is trying to achieve I don't think that these ppas do that I'm also calling into support um the gas span ordinance I think that this is a very good idea I think it's overdue and I'd like to point out that the a to zero plan operates on the assumption that buildings uh that are being built right now are not being built with natural gas it's already operating on the assumption that we've passed this thing so I think that we just need to get this thing passed I I fully support it and I'm introducing a version of this resolution to the renter's commission I'd like to give a shout out to the OSI staff who made a released a draft letter which is very well written and had a lot of good uh great sources about why this about the dangers of natural gas appliances um and uh and I I know that there's some talk about renegotiating the franchise agreement for guests but I don't see how that would interfere so I think that the city should go full steam ahead on both on both uh from both angles I guess um and I'm also calling it to support the the resolution uh demanding accountability for DTE um I like those previously stated by other speakers it has some great points and I'm glad that the city is recognizing and agreeing with the frustrations of of the residents of our city and Beyond um I I do share the concern that um if I understand it correctly that if there is going to be a slot at every energy commission meeting for a DG rep talk I am very concerned about the um how they will use that platform I've seen how they've used other government platforms uh they had a table I think last spring green fair and it it they were trying to sell something called renewable natural gas subscriptions so the idea is you could offset your fossil fuel impact by buying more fossil fuels but of a different kind of quote renewable natural gas I just think that's complete nonsense and this is how they're going to use the platform if we give it to them so I'm very 30 seconds um and I also would finally like to say that I fully support this resolution on transparency I think that if the 8-0 plan is going to be a living document a living plan for our city uh we have to have transparency so I think it's physically written um I'm very excited to see how this meeting goes and I'm very grateful for the work that's been gone into these resolutions thank you thank you for sharing your thoughts um color ending in zero one zero color ending in zero one zero if you're talking you're still on mute uh good evening uh this is Wayne Apple Yard I'm a former energy commission and I live in Grass Lake uh and I'm an architect I've been a green architect for over 40 years I have two comments here Stephen first and and most important we do have a climate emergency and we have to act quickly um we have to stop new natural gas installations as soon as possible Ken garber's report clearly shows us that to continue is not acceptable every new installation commits uh to an increase in Ann Arbor's greenhouse gas emissions for 20 or 30 years there needs to be an immediate moratorium installations and ordinance permanently Banning them um as enacted as soon as possible in my opinion all who have the ability to stop these emissions and don't should be held directly complicit for the emission of the additional greenhouse gases from this day forward it should become considered part of their personal carbon footprint after viewing the proposed usage of the millage that funds it's going to be shown tonight I find It ultimately lacking an enumeration as to how many tons of greenhouse gas emissions will be eliminated by these actions going back to the 820.4.0 uh plan and still couldn't find much in the way of uh amounts of greenhouse gas emissions that were going to be reduced for many of the items that are listed tonight um this list is different than the one that was on the website uh before the village was passed so that's okay millage funds should be spent wisely and to directly reduce greenhouse gas emissions as much as possible the citizens passed this Village to address climate change and are relying on Council and staff to determine how best to spend these millage funds but it needs to be openly Quantified this is labeled the draft and I certainly hope that it will be reevaluated for greenhouse gas emissions and altered if necessary to AJ to achieve the greatest production I also hope that the city will move forward an up-nosed taste The Institute the sustainable energy utility because I think that's the best way to greenhouse gas emission reductions uh in the short and long tumor thank you thank you um caller ending in three four zero good evening thank you Commissioners I'm Lauren Sargent 36-year resident of Ann Arbor 2815 Ember way co-founder of wasana 350 and one very unhappy air quote customer of DPE I'm calling tonight uh to support all three resolutions before you but I want to highlight number two transparency of climate energy and a to Zero Performance we are on the precipice of a climate disaster and as we heard at the um weigey lecture last night we have seven years maybe to begin to mitigate the worst of what is coming to do this we must ensure that the community is fully informed and engaged and we need to be able to track progress toward our a20 goals figures that are clear specific measurable and achievable resolution number three accelerated action to ban gas Connections in new construction and major renovation and incentivizing all electric construction this is an action that we can take that is specific measurable achievable relevant and urgent when we are in a hole as we most certainly are step one is to stop digging literally no new infrastructure for fossil fuels communities across the country have already taken this step no new infrastructure for fossil fuel zero as in A2 zero let's do this now the hour is late we must act with the urgency and resolve that this crisis demands and vppas are not such an action that doesn't give us one kilowatt hour of savings on our local energy burden that doesn't save anybody on their energy bill it's a complicated and difficult to track or measure method and we can do much better resolution number one we must hold DTE accountable for their growth failure during our recent ice storms they tell us that they're doing a Cracker Jack job of hardening their infrastructure while simultaneously boasting to shareholders of 97 million in deferred maintenance 1.1 billion to Wall Street in 2022 in profit and yet another rate increase to mpsc and no that is not in response to our recent ice storms because they filed that on February 10th I hope that there will be a friendly Amendment so that DTE can be summoned to speak before energy at any time but they do not need a de facto seat at the table giving them a Podium to greenwash I urge you to take action on all three into 30 seconds the seat at the table Podium for marketing from DTE we know that they do not tell the truth we must hold them accountable thank you very much thank you um I have one more caller with a raised hand I see a couple others in there or in the in the queue with no raised hands so if you're wanting to speak please make sure to raise your hand um color ending in one nine four hi Commissioners this is Rita Mitchell calling from 621 Fifth Street I am an environmental commissioner but I'm speaking for myself tonight and I agree with the statements that you've heard um I also recall out one thing that's slightly different from you've heard tonight and that is when I dialed into this meeting I saw a brief ad for DTE on CTN um 15 seconds maybe 10.

we have the capacity right now to do that financially yes or financially or just facility wise facility wise yes okay for one class yes so we just wanted to make you aware we're surprised but the question isn't whether or not to continue to purchase the building that's I was kind of reading between the lights there is a link there I wanted to make sure that you knew that because originally we were to go is it really start working on now I want to buy that building and have the room and the ex if we get the grant or whatever I want to have that capacity the facility capacity agree because if we don't buy it and they move back in here then it the theory is the ELC expansion goes away and we don't want that to go away the idea is is right is to make the purchase so that even if we do one now or we can grow but the idea is to grow it correct I just wanted you to know that coming into this that we may be buying the building and then waiting a little bit that's all yeah okay so you think can you do that again with the wine building that one room that we have is ready to house our kids now or do we need some maintenance done and I'll ask you what we would do Mr Brown is where there have their own office right now uh is actually used to be a classroom okay that is getting remodeled anywhere it's getting new flooring in the carpeting is coming out as part of our summer project and Tyler's going in there so the cost would be really a teacher and a TA I think we need to put in the classroom and then probably some furniture we can because I think realistically we talked other than Staffing the building's ready the building's ready the building's ready except for some very minor Cosmetics Solutions saying that you can pull a trigger not only on one classroom possibly three or four well I don't know about I don't know about it the staff well again Mr Brown here's the here's a you can't start those classrooms now for Pre-K because once you start it you can't get the grant so that that's now is that Grant repetitive so meaning it's a two-year Grant so after that can you reapply for it or is that pretty much at that point we got to start thinking about sustainability I I'm not I'm not sure it is reply we um we re-establish it every two years just like we do our preschool for all grants okay okay good okay audit Services yes so I I informed the board of this uh I received a call in February a surprising call actually where I got surprised where Miller Cooper said to me they weren't able to do our audit for this year said that they have some staffing issues and for me they weren't able to do it oh okay thanks already on the contract perfect were they under contract uh actually the contract I looked at the contract the contract expired uh with the last fiscal year uh so we would have to renew the contract which isn't really a big thing it could have just rolled over I was just concerned that they didn't let me know until February yeah on this thing I was just so anyway uh I quickly put together an RFP uh requester proposal I've sent that out that has been out we actually have a bid opening tomorrow in fact I have one already that's been turned in already for uh uh Auditors so uh that'll be coming to the board probably Auditors um I'm uh I will tell you I'm not too worried about this I think confident that our financials are in good shape our systems are in good shape so it's just going to be I think a little bit more work for the Auditors coming in just to gather some things but we're in good shape shouldn't be a problem at all from my perspective it's not bad to have a new set of eyes anyway the last one I have on there is a contract for lawn care and landscaping services again we did an RFP because our contract was up we did send that out oh we actually only had one response to it um how could that happen well I you know where are you broadcasting is that well this is a this is a big contract 100 54 000 a year 308 for two years right that's a big contract but that's nothing compared to what these guys can do just to have one I just find that very unusual I think I think people are short staffed I think you know you have to you have to figure we got nine buildings going that they've got to cut the grass at field over around the Dome sixth grade yeah I'm not going to court to challenge you on the specs and all that but I would like the specs can you send me the specs sure prior to the next meeting Staffing is the issue you can't you can't commit to a big contract if you can't staff it yeah so it's a three-man crew here they can do this I can guarantee you this is a three-man crew they can do this in a week and you do this weekly right 36 you're talking about 32 Cuts 38 28 Cuts but they don't I know they're not our only customer what do you mean I said three-man Crew That's a three-man crew for cut for for a company I gotta we got a three-man crew for for Creek right if you have that's what I'm saying I'm not saying I'm just saying that's what I would be doing right but the question is can they can they afford to do that so so are you trying to say it's better for us to try to hire from within just hire our own people to do this no no okay no no I'm just saying how to just one company bid on this that's all it's very unusual that's all but so it is what it is well it looked like the same company same company what they didn't have the same they have had had this bed for the last five years and it looked like we look like somehow the bid expired and then we extended the bed is that we extended it with you can do according to go into the care of an act with you which we know why the procurement that's 25 000.

run into October transfer Jessica France moving from math teacher at Northfield to PE teacher at Metro North Shark Creek and that'll begin in August in schools starts again kind of retirement this evening we have Jerry Middleton he's the head custodian at Southwood High School myself well why don't you go ahead and vote to make sure and then we'll talk so I've done that before we were talking about before and then if you don't it could be a problem okay all in favor of approval all right two things I want to say first of all though Jerry Melton uh heck is starting at South what do we want to thank him and congratulate him he has been with us he actually started on August 3rd of 1998 so he has almost 25 years when he finishes but uh 24 plus years so we just thank him for all his efforts he's always positive um and just a all-around good man and we just appreciate all this time whenever spent to help out at South Virginia High School and then now we do have one of our candidates so if we go back here I was kind of messing with this a little bit so employment uh Miss Ariel Dale at Sharp Creek we want to welcome her to the University of Wabash thank you another stranger to MSB or Northfield or Sharp Creek so so we allow you 15 minutes to share anything but no it's a really great um so you spent your time graduating from Northfield very successful a lot of different things I want to tailor uh correct and you are ready to begin and we will have that first day on uh August 7th and Mr Drake actually will share things with you too because we have new teacher orientation and you'll learn about that later so but we do I want to congratulate you I'm glad you're back welcome back foreign Career Center Madison report superintendent's report I just want to say a couple things here real quickly first of all our 34th annual academic recognition banquet was held uh a lot of you were there but Tim Drake Melissa ball and others at central office who helped thank them Dr Zach Hobson it was very good to have him back as far as the South will graduate of 2014 being the head athletic trainer at iwu so 21 students president I just want to give you a rundown I thought this was interesting of the students what they're looking at for their careers we had three that mentioned engineering to accountants music education exercise science EMT AG business Wildlife Management biology business biomedical psychology Communications three in nursing cyber security and forensics so it's just interesting I write those down real quickly and I thought it'd be nice to keep you know some record of that and just uh share that information also then I know that Mr Martin already shared this but in the supplement here to the Wabash Plain Dealer March 11 2023 2023 Wabash County greatest we did have um he already mentioned greatest people as a teacher can bear Shark Creek I appreciate Mr Martin sharing that we did congratulate her she did not know she got this honor um and typically they shared with other people so I don't know what happened with that part of it but we appreciate them doing that and then also the greatest businesses places to work MSD Wabash County was the winner so congratulations to all of our people that work for MSC of Wabash and then the preschool daycare we actually got second place but appreciate all those people that helped get to those accolades so just want to share that information and that's all I had for now thank you Mr Drake for Philadelphia [Music] that's okay all right we'll move on to new business tonight we have a project hearing and I've been giving quite a bit of paperwork on this and I'm going to begin by just reading through it as we open project hearing the next item on the agenda is for the Lord to hold a hearing on the proposed construction projects if you're interested in speaking at the hearing just make sure you can sign an out front or go ahead and stand up and let me know later after a presentation by the administrators there'll be an opportunity for you to speak we just ask you to limit your time and direct the comments towards the projects under consideration the notice of the hearing for this for these projects is published is legally required on March 1st and the Wabash Plain Dealer and at this time I'd like to ask Dr Kuhn to explain the purpose of this here hearing a little more sure so pursuant to Indiana code 2026 7 37 before a school corporation may spend more than a million dollars to build repair or alter a school building that will be financed by a lease or bonds it must hold a public hearing at which explanations of the potential value of the project to the school corporation Community are given the hearing and the consideration of resolutions are the very beginning of the legal process the resolutions presented at this meeting established the maximum financial terms for the proposed projects like we'll now hear from Mr or Mr Keith hey everyone about the process of determining and communicating the project to the community okay as I think people wear well aware that did not come out very well we've been working on our strategic plan for a few years and we actually looked at some different ideas and looked at the referendum that we had and we have continued to move along with looking at our facilities and this is why we got to the point where we're starting this process we have to realize oh this is just a starting process and we will continue on with priorities in the future but this is just a beginning part a beginning stage for us the one thing I would add is that we did have a work session on January 17th to have further discussion on these projects that were presented all right thank you now hear from Adam Wiesner from Martin Cove Wilma about how the proposed projects meet the required means in the school corporation small handout tonight um so as Chris said this is [Music] crazy uh the January 17th kind of work session this is a summary of that kind of in a reduced format with the scope for each building and that ties to the budget for each building so at Northfield Junior Senior High um locker room Renovations there those are all locker rooms um between the aux gym and the main gym including the Coach's Locker Room an area toward the back get fully renovated scope and design is to be determined but I think we have that that covered pretty well based on that last meeting maintenance and exterior improvements are basically repairing the efis system that's kind of the stucco looking system that's on the outside of the building most of it's in good shape shape it can be kept but we do need to repair things put a new finish coat on so it lasts a lot longer for you so that's refinishing that and also replacing the tennis courts that are there um Southwood junior high is the same uh scope but also includes the oh that looks like I missed the gym floor the gym floor replacement which didn't must have hit delete or something by accident sorry about that but the gym floor what I'm going to talk about later as well uh the same scope include the locker rooms the exterior ethos and the tennis courts but also replacing that chip before so that's part of the skill the Metro North and Southwood those are kind of combined here Metro North is a chiller replacement that's the only piece there just replacing that Chiller and South Wood is the roofing almost the entire roof gets replaced there's one small section it's still under warranty that doesn't need to be replaced but the rest of it does get a total replacement so that's a short summary but if there's any questions I'm happy to discuss the basic difference between Northfield and South that's the only difference yep same scope just the gym floor North was done a few years ago okay if there's no other questions we'll now hear from Jim alizandro from Nicholas Nicholas and Company did I say that right Jim steeple exactly I don't know why staple is weird to begin to end with the Nicholas's sister the prior company name was only City Securities yeah but the merger's been good tell us how it'll be financed Jim well we're looking at three distinct projects each of these are a separate project and our it will have in effect resolutions tied each project ultimately our goal would be if you decide to proceed and move along that we would sell one bond issue funding these three Instinct projects but for the here in the night I want to go through each individually and then we'll summarize with what it looks like all together first one is the Northfield junior senior high school project in effect we have the hard and soft construction costs that we're just presenting to you as a reminder whenever we go to the bond markets we have cost of issuance our estimate for the share of costume issuance here would be approximately ninety six thousand dollars bringing a total project to four million forty thousand dollars which are estimate for um this project if we go to the next one we would anticipate repaying that over three years this is purely the portion of that bond issue Northfield Southfield as it would look with your existing debt and your operations Fund in effect this is only one third or a a piece of what we're going to look at as a total but you can see for this project the estimated maximum tax rate tied to this project on its own is 22.7 cents per 100 assessed value that's pretty much we go to Southwood Junior Senior High School if we recall this has the gym floor added so it brings us with cost of issuance up to an estimated 4 million four hundred and sixty thousand dollars again on the next slide we'll see that paid out over three years and the corresponding tax for this project Standalone is approximately 25 cents per 100 of assessed value and then finally we have the Metro North Southwood Elementary project including the roof and the HVAC or the chiller um when you take the hard disruption the cost of issuance we get to an estimated project of one million four hundred fifty five thousand dollars and again on the next slide still funded that for three years so as we bring that together this piece is approximately eight and a quarter cents per 100 of business value we go to the next slide and see how we would anticipate this all coming together as one bond issue so we would stack those incremental pieces together and that would bring us to an estimated increase of about 38.32 cents per 100 obsessed value over uh your existing total score rate so that's an increase bringing your total School rate to approximately a dollar ten so the next slide if you remember when we went through the referendum anytime we talk about a potential tax rate increase try to break it down if you remember you have multiple taxing districts and different Dynamics throughout the one thing you'll want to see there this first section there we go thank you this first section is tied to what we find in the Census Bureau on the median home value in each of your tax and districts you'll see that everything in the in there is a straight tax increase in the 38 cents we calculate that and it ranges between zero to 22 dollars per month but then the one I want you to highlight is Wabash uh your portion and Wabash is already at that home level is already hitting circuit breaker and because this is subject to circuit breaker we don't anticipate any increase in the tax rate in Wabash City portion because we've already hit circuit breaker so any new increase would be above that and all the others we do we are below circuit breaker so we would see the estimated impact here if you go to the next slide we've added what happens for a hundred thousand dollar home there is uh another one that keeps up again Wabash still stays with a zero increase Largo or the girl I didn't get it wrong once in the office but the girl um you'll see there's also a footnote there that uh dollar night uh 113 or nine dollars a month that this project just pushes uh Libro into the circuit breaker protection by a dollar or two on this estimate but that as this issue is in there RS would show that there will be some do circuit breaker protection at the hundred thousand dollars or higher level and then finally we've tried to add something for Farmland um it's using the same assumptions before that we use a hundred thousand dollar in Farmland uh the one acre of Farmland is based on the brand new 2023 base assessment of nineteen hundred dollars per acre times your production factor and then finally we put the formula in there so you can calculate it on your own and you you did slide to the next page which is all disclaimer and I know you didn't read that I'd rather read that oh any questions thanks Jim you might point out that being able to do this in a short period of time to pay back plus front loading it has a very very first year gives us flexibility for things will be decided on next next year exactly Mr President the idea that we're trying to minimize our interest by having a short repayment but also allowing a lot future flexibility as you continue to work through your needs and if we had a bigger project that would help us fund that throughout a period of time without impacting the tax rate moving forward pretty out over a large period of years for payback I shouldn't say no pay home and I just want to reiterate the total cost I believe I don't know that we went over that when you add up all those numbers was 9.9 million dollars roughly that's the maximum amount that we would borrow and I think Jim mentioned this as well um even even through all these approvals that we go through if it is approved to move forward we don't really have to borrow until later in the year when we have a better idea of what our estimates bids come back at so that we you know only have to borrow what's needed so once again public financing line up the although also because we're in a still a volatile interest rate environment we will continue to monitor rates and if there were something that would indicate that we were going the wrong direction dramatically we might have a visit of less way going earlier but the goal would always be to try to have these kids in place so we know how much you really need to borrow rather than going to that maximum number yeah all right now we'll open up the public hearing if anyone would like to make comment uh just state your name if not we'll close the public hearing and move on to consider the recommendations on resolutions Mr would you like to summarize the Northville projects and yes so the Northfield junior senior high school project resolution is required when the school is planning to spend more than a million dollars at Northfield Junior Senior High School it contains the estimated hard and soft construction costs and the cost of issuance and establishes the total cost of the Northfield junior senior high school project it also contains the estimated tax impact all right I'll take a motion and then a second to adopt the Northville high school project resolution to approve that resolution all right everybody in favor in that resolution say aye proposed by the same time all right Chris would you like to summarize the uh Southwood project then yes so similarly the Southwood junior senior high school project is required when the school is planned to spend more than a million dollars at Southwood Junior Senior High School it contains the estimated hard and soft construction costs and the cost of issuance and establishes the total costs of the Southwood junior senior high school project it also contains the estimated tax impact I'm going to write the same thing emotion in a second required for this um everyone in favor say aye anyone opposed same sign from the right Mr chairman would you like to summarize that in the third one yes the Metro North Southwood Elementary school project resolution is required and the school is planning to spend more than a million dollars at Metro north and south of elementary schools together it contains the estimated hard and soft construction costs and the cost of issuance establishes the total cost of the Metro North Southwood Elementary school project it also contains the estimated tax impact all right a motion and a second to approve to approve volunteers say aye aye opposed same time all right then we move on to the next resolution as a resolution to turn the lead for the projects relating to the financing so the next this resolution is a resolution term in the need of the projects relating to the financing of the construction project this resolution establishes the need for the Project's pursuant to the Indiana code that I mentioned earlier in the meeting come up to the resolution all in favor say aye you want to pose same sign the next resolution required is a reimbursement resolution it's related to the financing of the project so this last resolution is a reimbursement resolution related to the financing of the construction project this resolution permits the school corporation to reimburse itself from Bond proceeds for any cash which it might spend on the projects prior to when closing of the bonds happen is required by federal tax law in order to preserve the school corporation's ability to so this would come into play with using funds for Salford high school gym for ahead of the actual Bond issuance yeah or any of the other projects listed and so we could use our own money until funds were received and then we can reimburse ourselves back for that at that point promotion and second required to adopt this reimbursement resolution all in favor say aye you want to Pro same sign am I right thank you that finishes that portion of the meeting we only have one more item of new business and it's recommendation to prove the vendor for this Stafford High School gym floor would you like to bring us up to Dave on all that yeah just to give you a little background Martin coviluma actually assisted um getting a the co-op system and we had a couple of vendors who actually took time to come and visit and give some quotes I don't know if you want to share any more with that Adam or just at the Cooperative purchasing that the state allows speeds things up that's why I recommend that to you we reached out to three installers three has said they would come and two showed up so you got numbers from two specialty floors who did Northfield was a low including will be asbestos abatement for the mastic that's underneath the floor um it was actually right on target with the estimate so it came in great we got the recommend approving it thanks and so it looks like we're talking to the vendors on that they would even be able to start here pretty close to the first of April and so that would get a good start we have already announced that we would we are moving our graduations that's already been decided and actually uh that that takes care of that part of it too so we do make this recommendation with other questions reinstalling the bleachers moving in and reinstalling them same project basically the Northfield did a few years ago but yeah includes the abatement and what they're saying now is schedule is they check that they can be done by August 1st too so that's great news it's moving along it is like North Village yeah I mean it's striping to be determined you know different colors but it's not hard but the current floor is is much better much safer yeah very very similar quality to look very similar thank you I noticed some were Adam along with lines that it'll be done with two two phases like we did more things exactly yeah they'll do the bulk of the four they'll demo the bulk of the floor first and leave the bleachers sitting get the new floor on then move the bleachers on top of the new floor of course protect it then demo and repeat the process under the bleachers then move them back and reinstall them so yes with a big bleacher set like that there's only another way to do it so and now the piece of moving the bleachers that'd be another expensive we'll have included yeah the only thing the uncertainty as far as what we don't know is once they get the floor up as far as any fixes to the concrete as far as the leveling and that type of stuff is concerned sometimes that those would be additional costs that would happen and that's part of the reason why we put in that contingency amount in there to help cover some of those things of unexpected costs they did include the normal leveling but anything is Major so yeah sometimes it is tell us about the unimax 100 I saw that earlier that's just that'd be confirmed making them compartment for it I'm sorry the additional fish in 200750 on the Foster that so yeah Fosters let's call it their basement floor their lowest price floor does not equal what North has and does not equal but submitted so to bring it up to that level that was an added fifty two thousand dollars that means the same play ability yeah the first one was a floating floor which you don't want so that there's so yeah to make it apples to animals that raise their price yep I think we're happy with North Coast it was nice any more questions you need a motion to approve them the vendor that's being recommended to us to do the Jim Ford south of the high school I need to approve too especially boring second all in favor say hi hi anyone opposed if not that passes I have no unfinished business before me board policy there is nothing uh public comments items from the board everybody's quiet tonight yeah if not we're a journey

although those that will also be set up so that we are maintaining a system as we go forward while we're introducing a new system coming in and so those will be Blended together we are in talks right now with Adam City High School specifically around their success block and the off periods and making sure that their structures built in place to maximize that time and or other opportunities that students can engage in during their off periods great thank you okay I have one more and then I'll put some mic over to marsubia um I really love that um our focus is teachers but I my question is around the other um professional development for other uh I think in our uh classified and otherwise can you speak a little bit towards that like is does that happen at the same time this is happening just in a different building or a difference with everybody yes okay modern president Lovato Dr odia thank you for the question yes um our agendas for professional development on our four District PD days encompasses all staff at all levels some of the District staff receive their professional development prior to the district day because they help in facilitating for our content leads sometimes our elective teachers then I support them through a different budget to get their own professional learning because they too are often facilitating on that day but we provide professional learning for classified staff our special service providers whether it's speech and language otpt Deans counselors so all job categories are covered during that day to be able to make sure that all of their learning is being pushed and that they're helping to grow within their profession to moving forward Madam president will include those numbers as well in the PD presentation should Encompass everybody awesome so my question is around the professional development topics themselves um is it just all related to teaching to their subject content area are there other things like trauma-informed care type of trainings or soft skills knowing what kind of learning style the kids have so that you know working with immigrant children I mean are there other things that staff are being trained or provided resources and support with besides just once again doing the learning to get out of you know to make sure that our kids are passing certain standards and statistical data that goes with it because I know that and we all know that a lot of our kids come with uh like you said before a lot of gifts that they bring to us a lot of issues sometimes from social determinants of Education which you know translate from Health to education but I'm just wondering what other um trainings are being offered to our staff from you know the perspective what the kids need if that makes sense yeah so Madam president Lovato board member Zubia thank you for the question we provide training not just on these four District PD days but throughout the entire year part of that comes in forms of principles directed time where some of those other items board member Zubia that you mentioned are incorporated into during principles directed time throughout the school year that is then targeted to each school's individual needs and then what their data says both their academic data behavioral data attendance data and so we look at a variety of data sets to be able to help determine what it is that they may need and what it is that their staff is asking for throughout our district PD days we have language strategies built in to be able to support all of our linguistically gifted students and that's Incorporated not only in our district PD days but then in the plc's that we have weekly as well as the principal directed time our LCL components are also built into that and so it's on growing throughout the year tonight's highlight was specifically the four District PD days but I didn't want it to go and mention that we're not covering those other items it's just done in different parts throughout the school year thank you I just wanted to make sure that was highlighted because I know that there's such a need there's such a great need in our district for the community school model to be you know replicated in some of our other schools so whatever we're doing in one school would be really nice to do and the others and I think it's important well in my opinion it's very important that our community knows that things happen behind the scenes that we're not really you know seeing day to day but it's happening so it's good to know that you guys have this ongoing process because we do need more of that in this community we need more caring and empathetic adults that truly are student-centered student focused and I think that when you have a well-rounded program for professional development that includes everything it just speaks volumes of our staff so thank you any other questions awesome thank you Mr Speaker that's a great presentation awesome thank you Dr Lauria as well for your updates um I want to say again how great of a job you and your staff did in planning and executing the state of the school's event um I I was awestruck it was amazing and it was um so great to see our students highlighted and just the um I I couldn't walk out of there without talking to at least 50 people like oh my gosh this is great like are you going to be doing this every year and it was just such a great way to kick off things um and I think we're going to have um a video or the PowerPoint or additional information posted soon is that correct yes it is um the whole session is going to be posted as well as an abbreviated version um video um shorter I'm not sure it is posted already no full version is ready to be posted and they're also working on a um just highlighted the main pieces or you know in the message and um you know for anybody to who wants to see an abbreviated one great thank you and again I apologize to you and and sorry for missing um the State Board presentation I I woke up and I was like yeah no I can't even I can't even attempt it so thank you both for for um doing that um I know everyone here we're feeling um inspired and energized by the message um we are changing the narrative here in Adams 14 and we just had a couple of weeks we had the um out of 14's Got Talent event which uh Miss Lucy uh co-hosted with uh one of our students Sid Lally second grade at camp and she is who yes she is amazing personality yep but thank you um we are we are moving and shaking so thank you all for your your great work uh next on the agenda we have consent items um we have item 6.1 through 6.7 may I have a motion to approve the consent items so moved second thank you Ramona roll call please foreign great thank you I encourage you all to look at um board docs that does have additional information but we approved Personnel actions um approved purchasing license for monday.com which is a great project management software program approval to renew droplet forms workflow software we approved purchasing I'm going to butcher this anatomage a tablet for the CTE work yeah through the rise Grant funds um approval to contract with Motorola Solutions for the implementation of a Nitro pilot which was very interesting approval to increase purchase spending limit with vendor ESS West LLC for substitute Staffing Services and we approved an increase to purchase our spending limit with Regis University for academics and human resources next on the agenda we have um business item 7.1 acceptance of the annual comprehensive financial report or um otherwise known as the kaffir for the year ended June 30th 2022.

it just was really um odd to see that and uncomfortable for me um I specifically support the transparency resolution that you'll be discussing tonight in particular because I really believe that we need those clear-cut goals and we need to assess them in an ongoing way so we really know that the direction that we're going we need we do know the goal we know that we want renewable energy and clean air water land Etc but without measuring measuring along the way it's almost as if we turn on a MapQuest and then take one look at it and put a phone away and then try to walk towards some place that we've never been before we really need to use the measurements that are available to us and constantly assess the way we're going use them as real metrics and it'll help guide us quickly I also support the natural bath scan yes Dan and um a big concern about that that I know you know is that we have the opportunity to stop this right now and if we continue to place natural gas lines in new buildings we'll be using those buildings for perhaps another 100 years who knows but why would we do that when we know it's not a good idea now when we know that we'll have to retrofit them in the future when we know it's extremely expensive to retrofit buildings this is the time to do it right the first time and I'll just say lastly that having DTE at the table on a routine basis is not a good idea you've heard it I agree with this college too spoken so far so thank you and I appreciate all the work you're doing tonight and I've got a big agenda good night thank you thank you I have one more at the moment um caller ending in five three four good evening this is Tom stallberg calling from the north side of town Lower Town I'll be brief because a lot of what I would say has already been said by the previous caller and other callers as well I will focused on one element then if you watched any of you watched I know some of you spoke actually at the last city council meeting there's a development that I've been following since it's pre-pud presentation up on North Maple and I really want to applaud that and those of you who haven't been following it take a look at that what that is uh a developer looked at what the city's goals were and said how do I design a project to meet the city's goals including affordability and sustainability and I want to applaud that developer because they came forward with the project that meets those goals we can do this for every development that says we're not gonna or we can't or for everybody who says we have too many competing interests I want to point out the examples of those that believe in it and practice it and start from scratch on a project to design it to work it can be done I think every new development that comes in along with a lot of other things could have essentially an environmental impact measurement there's some things we might have to approve we don't have the ability to turn them down but as part of that decision at the council table at the Planning Commission table should be measurements every home that's built that isn't electrified what is the carbon deficit that that puts us into that we need to make up for if we're going to meet our a20 goals every decision we need every every decision we make if we're going to hit a number by 2030 and that number being zero we need to know what all the negatives are that we need to overcome and we need to know the measurements the numbers and every single project that comes before our city for approval thank you very much thank you thank you um color ending in two zero zero hello can you hear me okay yep okay um my name is Kim taiking at 2701 International Drive I'm a resident of this area and I strongly support what other callers have said I really appreciate their input um I am calling specifically in support of the gas ban ordinance um I feel like it's very necessary to help us create a sustainable future going forward um and like crucial in helping like from further contributing to The Climate crisis like I have seen a lot of damage and I continue to see like corporations be in control of like the steps that we're taking so I'm also I also support um the other resolutions involving DTE um being held accountable in the transparency and seeing like what steps are being taken because I don't want to like I don't want to sit around and have knowing that DTE is having more of a say in the future when I know they can't be trusted um which is why I'm calling in today to share my voice on the matter as well um so I also very much appreciate what you guys are doing tonight um and I hope to see this meeting go well and I think that's all thank you thank you very much thank you um color ending in four six four hi can you hear me yes oh thanks my name is Linda barrower I live at 421 3rd Street wow I didn't expect all these speakers but I pretty much agree with everything everybody said I want to thank you so much for putting forth this I don't know who wrote it but the transparency and accountability resolution is wonderful I hope everybody will support it um we really need metrics for the performance of the A2Z plan a to zero plan and also for um how the climate knowledge funds are being extended I from the very beginning I supported the 820 plan but honestly from the beginning I was a little bit concerned about specific goals and metrics it seemed kind of vague and I know that it can be strengthened and I think if you recommend this to council uh this transparency accountability recommendations um we can get some improvement so thank you for that I'm concerned that some of the budget items are a little bit vague and I agree with the speakers who voice concern it's something called virtual I'm sorry I don't remember what it's called exactly but it sounds like Carbon offsets on the marketplace and I know that's very complex and I really think we should be using the limited millage fund for more direct action in terms of really cutting emissions here where we live um so that's one thing I totally support the gas ban I spoke in support of it at the Planning Commission meeting um whereas you know it was tabled I think I think council is concerned um about the legal issues and I think that they have legal staff looking into that um I believe that I believe that the Planning Commission staff have some ideas of you know we can't do it via the building code until hopefully our new Democratic legislature changes the building code and allows it that way but they're looking into doing it via zoning and I urge you to make this recommendation because I think hearing it from the energy commission will make a big difference to council I think they just need a little bit of encouragement you know I think maybe they want to do it but they're afraid and the other thing this is very important the argument I hear at many many public meetings people are saying well if we make it too hard for Builders they won't build and we want density because density will cut emissions because it will reduce reduce commuter traffic into the cities because more people will live here but I have read analyzes um I think Ken Garber did one um in terms of the cost benefit between cutting emissions by reduced commuter traffic versus not having a mission 30 seconds from new gas hookups and it's very clear I'm not a mathematician but I believe the work of whoever did this analysis that that's true and I there's this Mantra in the public that you know reducing increasing density to reduce commuter emissions is the only solution and it's obviously not please pass the ban and guest hookups for new construction thank you so much for all your work thank you uh no more hands thank you very much it's gratifying to have all the public engagement I have to say and we're going to hear soon about uh engagement and hopefully it will be even better and more Equitable going forward um so that's it right you said Joe nobody else okay no more hands okay so um we are now into the meat of our agenda the first is um a presentation or maybe more a discussion um about the climate action Village and propose spending and we have Missy Stoltz joining us and so missy I'll turn it over to you and you can talk about how you'd like to structure the discussion sure thanks chair mursky so I just want to start by thanking you for having me back uh the slides are identical to what you saw before and there's a reason for that that things haven't shifted because we've kept pretty high fidelity to what we told the voters before but I also understand you have some questions and so instead of walking through slides that you've already seen I would love to take your questions and answer those most directly and I do um actually want to take a moment and start with what we heard a lot of public comments on I was a little bit surprised to see the vppa pop as a topic of discussion for folks I would just remind everyone that listened and that called in and for this body and city council that you actually adopted energy criteria and principles and Council uses those two which actually guide our energy decision making and some of those core criteria are location meaning we were never looking at locations outside of Michigan and DT service territory and they were additionality and so everything that we bring forward in terms of energy choices has to go through those criteria and principles so I recognize that it can feel like a big scary term or Concept in the field is very very complex but I just want to assure folks that this body as well as city council give us very clear Direction on what we're supposed to evaluate with our energy choices and there's so many moving Parts I just wanted to bring that back up for folks to kind of hold in their mind so chairman I'll turn it over to you if you want to facilitate questions or if you want to start with them uh no I like to take them um from uh the group um I mean I have a few as I mentioned together with Carlene um and actually I'll recognize Carlene to uh maybe pose her own or those that were submitted by Commissioners that couldn't make it tonight so and by the way thank you for those clarifying remarks we've talked about some of that here in the past but uh obviously it Bears uh repeating so thanks very much um commissioner Calvin Garcia thanks so much John um you see great to see you um yeah thank you very much for like like starting right away with clarifying the the your core criteria that was that were originally you know part of part of the the climate action plan and can you just elaborate a little bit further on how that connects with uh you know the virtual power plant agreements like does that connect at all or like how does that because you mentioned both in this in your in the same statements that you just were making can you please connect them for me yeah yeah so we have there's many ways to sort of take this so I'm going to start a little deep and if you want to go deeper you let me know and we'll we'll go down we'll go as deep as you guys want to go on this one what I would say is we put money in the budget to either move the landfill solar project forward or um and let me say and because we have money for on-site Renewables in the community too like there are line items to deploy more solar at City facilities there's money for rebates um actually the two largest chunk of uh chunks of dollars that we have are for direct rebates to Residents and businesses to make improvements in alignment with 820.

um Mr Moss thank you for joining us I have a presentation uh pleasure to be here I didn't anticipate having to do this but uh the Auditors on the 28th should have presented some kind of financials um so I will do it for you and what I did is basically I put together a little slideshow I took our board policy die that's our annual audit and I just broke it out in a few pieces it's actually longer than this um actually what we're going to focus on tonight is the budget comparison to actuals and you know we do have within the audit itself there's supplementals and and also the opinions of the audit are in there from the Auditors now I did prepare something and and give to you that hopefully you have read showing what you probably should have went through the night that he presented of all the findings which there were none that we were in compliance of state law we have to do this every year it's an annual audit and the district on our behalf we actually prepare all the financials for them and we present them to the Auditors and then they audit those of what we present so everything came out in good shape and uh one thing I do have to say is normally when they come and present the night on the 28th if he would have done a better job that's the night that you automatically accept the audit there is no approving an audit because if you guys were to vote no on the audit we're out of compliance so just kind of giving you a little heads up there um so let's kind of tie into uh the financial statements and so we're going to go through each fund now that fund 18 the at-risk fund risk management fund is actually a part of fun tin the general fund it just rolls up in there we track it separately on our own so that we can kind of track it better as to the spending that goes on in that fund so starting with the general fund as you can see you know we had an original budget of 72 million dollars almost 73.

2023-03-15 Washtenaw County, MI YouTube / CTN Ann Arbor transcript source: youtube City of Ann Arbor Energy Commission Meeting 3/14/23 · passage 5
it's actually the largest source of funding that we have at almost two million dollars just shy in year one and then almost at it in year two so the most majority of the money is going to actually go right back out the door and there are procedural things I want to flag we're working on an assessment that everyone has to get for free so we have a staff person we're looking to hire you know what I need to start with a qualifier this is a proposed budget it has not been adopted so everything I'm saying is only proposed right so please bear that in mind city council adopts the budget so I'm telling you what OSI has put forward okay just I don't want you to go I'm like guess what we have a good thing we don't yet council's going to do their job on it uh so what we proposed is creating this a20 assessment which we already use in Bryant and we would hire someone in the city and then we would pay for other additional capacity like energy assessors to come on board and every person would get this assessment and that puts them in the queue for an A200 rebate or incentive and we learned this from our peers outside of Michigan who have they run programs like this like in Colorado Denver Boulder Aspen they have rebate programs like this and what they realized is uh people go for the big ticket right I can get the majority rebate on this thing but that may not be what they need John may not need a heat pump today because he just got a high efficiency system but he really needs a dryer right but the dryer rebate is less because the dryer costs less than a heat pump so he may be inclined to go for a high rebate but we don't want to do that right we want we want John to have a strategy to decarbonize his home that is different than what PEC strategy looks like because Pax home is different than John's home and my business is different than your business so we first want to create people or work with people who create their own decarbonization roadmap then they're eligible for the incentives but I'm sort of I know I took it in a different direction I'll get to vpa in a second but I want a name that's the largest source of funding for the village is getting people rebates second is infrastructure and that's on-site Renewables that's things like setting up for recycling you can't just recycle or compost we've got to buy the trucks and the equipment right like in in the early years so we have that infrastructure that's in play and then there are policy kind of initiatives and I put like the vppa sort of in there it's it's a contract that we would have if that goes forward then it gives us the opportunity to go to the market and say we want brand new Renewables we want them in Michigan we want them with certain labor standards basically take the energy principles and criteria and we say we want as many of these as you can give us now bid right so it's not a wreck it is not going out and buying like whatever already exists because we have said we want new we want additional and we want it here so we would put out a contract for a firm to bid that now why it is virtual is because those electrons do not go from wherever they are built directly to Ann Arbor they go into the grid right so that's what makes it virtual helpful Missy I have a question if I have any to follow up on that um when the millage uh was conceived I don't know that the IRA was uh necessarily foreseen and so we had a two-year budget and um some of the things that you talked about the assessments and the incentives incentives I think have been talked about for quite a long time but um is are we interpreting in other words some of the line items in the budget fairly broadly which I think is a good idea to enable us to do some of the right things that's what I'm sort of hearing from you yeah yeah like a rebate so we're leaving it intentionally oh because we also need to see what comes out from the state so we can stack those rebates so people go can go further faster and more people can come in to making the kinds of actions that we want you can imagine low-income programs we might be able to take low income households pretty far in doing this work whereas the IRA gets some people in but for others it's still it's just still too high of a bar to hit and so we are going to be flexible and what I like about candidly doing these um we need to come up with a name so if anyone's really creative I call it the a20 decarbonization assessment which is terrible naming but if if we do those right and and you you apply and get this free assessment it helps not only you get your own kind of road map but it tells me where we have the most opportunity in the market right now it tells me that the majority of our money actually needs to go to Range Replacements because we have really terrible indoor air quality right and so it allows us to be really purposeful and where we put those dollars to have the largest impact both in terms of climate and in terms of Public Health Commissioners yeah I have a few things jotted down like I said from emails and um some both from Commissioners and people outside the commission but let's take commissioner questions or comments first so I want to say thank you very much for that explanation it really helped me oh thank you it's a complicated question the energy system is very complex that's why we're here yeah and we don't run it one thing you all run at everything so gets muddled I'm missing maybe one question because you touched on it already while other people think about what they may want to pose uh it was mentioned earlier the landfill solar um could you give um something to confirm or maybe put a different uh light on what was already expressed here through public comment and what other people may have already heard about which can you just landfill solar like where we are in it or yeah I mean you and I've exchange information um but I don't know that it's been shared with the commission as a whole comments and something very briefly um I'm just opening the door up for others to ask questions on about that are you for you to give a little bit more detail sure yeah of course so the lionfield solar project is still on hold we are right now looking at some funding opportunities we're waiting that there's a really strategic opportunity from the state we're waiting for the governor to release uh the request for proposals on it as soon as it goes live we'll evaluate and hopefully apply we have already identified um or started talking to people about the project we have it's a specific funding proposal for redevelopment of landfills and you can't really do a lot on a landfill but you sure as heck can do some solar on a landfill um and that's what's sort of holding it up at this point if that falls through I will terminate the project almost certainly because we can't make Economics work on our own other commissioners go ahead commissioner Smith yes thank you um just curious it occurred to me um you know is do we think that um or I should say have we thought about the opportunity to potentially partner um or kind of Leverage the free home energy Consultation Services that are provided to to DT do we see any uh kind of synergies there that we can capitalize on thank you for the question so what what carbonization assessment that we're talking about is a true decarbonization assessment so it's Energy Efficiency opportunities as well as electrification on-site renewable energy potential and air quality indoor air quality opportunities for improvement most energy assessments do not go that far right they're really looking at efficiency and sometimes a really good one is also looking at air quality we don't um because our goal is so aggressive we are trying to stack right in that moment to figure out how we do these things together and go as far fast as possible which means we're working instead of kind of using someone else's system we're creating our own and then asking folks to come with us in our community to actually Implement that so we'll be providing it for free um but folks are still welcome to use any service that's available um it's just our rebates are more than just efficiency and so we need to understand on-site renewable potential electrification potential in order to make really smart choices with those limited dollars and seven million is a lot of money but it sure is heck not enough for every household so we've got to be a little bit more searchable yeah that's very helpful insights and just curious even if we think about kind of the lead generation process is there opportunity to kind of Leverage that or kind of you know cross-share knowledge of these are the folks that are interested let's get in from you know uh let's layer on top of a home energy consultation because we can go deeper on something like that yeah absolutely we've been talking to our friends at weatherization about a very similar thing right if you're getting in for weatherization you're getting an assessment weatherization also comes with dollars um right now weatherizations wait list is really long um so that's a like we're trying to work through that it's about a two-year wait list here in Washington County that's just that's just too long for people to wait especially low-income older adults uh to wait for programs so we're working with them to try to figure out how do we maybe not jump the queue but how do we work collaboratively in this landscape because the other challenge I see I could cannibalize the contractors yeah very helpful thank you commissioner thank you so much um I was I was wondering if you could say a little bit about how you are um thinking about particularly I'm queuing a little bit on the second presentation but how are you really thinking about engagement and strategic Communications across all the programs I'm looking at slide number 10 for example of other uses public engagement and education program Administration capacity building and things like that and how you're how you're thinking about Communications and engagement on one hand but also with respect to the separate programs and whether that's sort of a separate you know Communications engagement is a sort of separate its own piece or how it's integrated into the specific programs themselves in ways that um provide sort of authentic and impactful engagement across across the program thank you for the really thoughtful question and the answer is yes uh and I get to the point where you said are you thinking about kind of Engagement broadly are you thinking about it in in the individual programs and that's where the answer is yes and yes right that there are um taking a step back structurally the office can't look like the office has looked before as we launch all of these different initiatives and so one of the things that I'm joined with is creating a community engagement unit in the office that's very very focused on customizing like what the experience is like to do community engagement across the board but everyone running a program and initiative has to do community engagement right it's inherently part of the ethos of what we do in OSI so that's not going to stop um what is probably going to look a little well I don't know that it'll look different because it's it's what we're doing now um with one caveat we have historically got a lot of really big tent conversations we're going to keep having some of those like our sustainability forms are a20 a week big Community town halls and some um we are also going to start spending a lot more time in really deep kind of neighborhood work especially with Frontline populations because it takes a really long time to build trust and Rapport and get that work done and that's for example what we've been doing in Bryan we spend a lot of kind of engaging in Bryant and that's why I think that's right I would say based on the values of a20 that is what we should be doing so you're going to see the reason we're trying to scale up our capacity up in that space is so we can have more folks go to peace neighborhood center and spend deep time there with them because we're all working on a resilience Hub with them and Bonnie is a trusted incredible broker in our community and we need to make sure that money can function and what about working with Derek at other sites and what about working with Jen and Aubry at the Housing Commission sites you know we need to go deep in places in certain places and use trusted Brokers to do that so yes and yes is the answer and we do anticipate hiring someone to lead kind of Neighborhood Place based engagement commissioner pack thank you thank you for the question hi Missy I I personally do value virtual ppas and understand their utility um when they can displace renewable energy and I believe they will displace renewable energy as a less expensive source of electricity than the fossil fuel ones and I also believe that we're we're not building renewable energy nearly at the rate as necessary to meet goals such as ours or um you know the Paris agreement or President Biden's basically any of them we're not building renewable energy quick enough so whatever Ann Arbor can do to do that and sort of implicitly will address the additionality issue but I just wouldn't mind hearing you say it in your own words um how that is um so that some of the folks who called in for example can understand uh why this is virtuous for Ann Arbor to invest in these I and I I get a get the feeling a big part of this too is that to get the really low cost renewable energy on the grid that is necessary we just don't have the options in Ann Arbor and that's one of the reasons you're you know we're looking to invest in this way am I getting it right yeah I mean it's it's a really complicated it's it's complicated and it's not so let me take it from it from me to like further elaborate if I missed where you want me to go we are not looking at one thing and and I hope people know that especially let's let's stick with energy on and renewable energy we are talking about incentives so people can put Renewables on their home and on their business in this community right now right we are actually um I don't know if you know this but when the University of Michigan released their RFP for 25 megawatts of solar we worked with them and released a parallel RFP for one megawatt of solar at City facilities we work together on language I mean that that is a big deal that may not feel like it but that's the most I've ever done with the university in that case like that's great so we're looking to deploy more Renewables we're breaking ground on the four four and a half Renewables that we're putting in the community I'm still committed to the landfill solar project which would bring 20 more you know megawatts of Renewables into our system so like we are looking at deployment locally we're studying that seu we are studying the different options available to us so like that is not dead that is still going and yet we have more demand for energy than what we have on the grid today and then what we'll have available in our community by 2030.
