this week um but I will um leave it there and see what questions or comments you have regarding my recommendation okay um I'm gonna back back up before we hit that and just ask if anybody has any questions on uh anything else that that the superintendent had to say um budget budget issues any of the other items I just kind of I just want to confirm that the meeting tomorrow night for Board of Finance begins at six per the agenda that was filed thank you thank you for that okay yeah so one question uh the hundred and Seventeen registered for kindergarten and where is that in terms of what you expected in terms of number of sections we're planned for yeah so um I believe we plan for 180 students so that's about nine students over uh what the projection is but certainly we will be able to absorb those students into the six sections that we um are planning for yeah that include the six right it does it does okay and and I know it's not unusual for kindergarten and Roman to increase over the summer uh when would we need a seventh section but I will get that information to you okay thanks anything else Joe hello thank you everybody is the number of um kindergartners is that affected does that affect how many open Choice students you're recommending or does that have no bearing on that it doesn't have a bearing normally we offer 10 seats over the past few years we have received um about five or six of the seats have been filled so I thought uh it would be proven to offer six seats um and then see if we could fill all of those we've we learned that students is it a bit more successful kindergarten or first grade the earlier the students begin with the Canton curriculum the more successful they are Kevin you'll you'll keep up to date but if you add those well it depends on how many you know take the seats but you'll keep the class size limit the policy within range if that goes over you would add another section remain policy okay thanks it's just go ahead Joe I'm sorry I'm sorry no no in the event that we had to add another section uh do we have room for it to Kevin that was to you yes yeah so we have one last third grade next year so we would have a classroom however we're planning to use that classroom yeah that's what I that's what I saw put the third grade class size at do you have those numbers yeah I'm sorry I don't have them right in front of me that's come up in the community about class size and I know we have um I think 18 students in third grade we're projecting 18 for next year so there's no change we're going from six sections of second grade to six sections foreign on that 117 and as Joe pointed out there's some likelihood that we'll pick up some students in the summer whether they're kindergarteners are not that's to be determined but if you picked up another five and you went to 122 does that make that the biggest class to come through Canton at this point no no we've had classes with um more students than that yes okay so how does everybody feel about the uh the six I guess Kevin's looking for some guidance on that is that a vote Kevin or what is that just um I just um always like your input um does anybody feel strongly against that or any comment it says you know we've offered more seats than that but I think um knowing that it needs of our students at this point in the numbers of students and all the other ways next year okay well it sounds like everybody's uh okay with that so thank you I appreciate it Erica were you going to say something I was just I just had a thought how does that affect us uh budget wise yeah so it's it is okay thank you for asking that question anybody else hey um I'm just having a little bit of a hard time listening and following because um Kevin you're you are echoing again I didn't know if kyrad could troubleshoot that a little bit it's the voice of God Cindy that you're listening to so I can certainly try it the one thing try is just um check your audio settings right on your mute button click the arrow that looks up and then just make sure your microphone is um using your system or your computer microphone just check that and we'll try that as an option system if it doesn't you should try that yeah is that any better there you go you got it Cindy thank you and I'm very sorry Kara thank you for helping me troubleshoot so Cindy do you need me to repeat anything okay Kira that was amazing nice job kid what a great feature yeah okay I might have missed that are you proposing that we may have 122 in kindergarten next year um well 117 yeah we could yes so the 122 puts you out 20 perk no Kim that was me I was just projecting if he picked up another five students Kevin is proposing 117 of which six come from uh Choice okay yes but I I confuse things because I said we had a hundred families attend and 17 families didn't but the six seats are included in that 117 number so really it's only nine families that didn't but we're getting closer we're getting close to 20 per class is in our policy 16 to 18 per section let me review that because I want to make sure we don't go over our glass sizes so if you'll allow me just to review those numbers with the office staff make sure we've accounted for every uh kindergartner and I will assure you we won't go over the class size policy thank you yeah Kevin if we run into an issue with um class sizes do we then have the ability to reduce the number of choice seats to get down to the number we have to be at or we sort of contractually bound to take however many Choice seats we've we've put ourselves out there for right that's why I'm being very we are bound so that's why I'm being very careful about the number of seats that we offer anyone want to offer seats fill the seats and then tell the families know we don't have room now Kevin what's what's the kindergarten uh class size today this this group yes Mr Bishop do you have those numbers in front of you I do as I I look at um what our our data had been showing with us it's about 16 to 17 right now yeah 16 to 18 for grades K through one did you say we're at 116 for the class and we're at 16 to 18.
this resolution if approved to oppose we would send copies to both of the county committees so they were aware of our position going into it as the study uh continued um can you give some examples of some environmental issues uh I might have to turn to Mr uh Mr Shin green on that one I know one that was brought up I'm not sure if it's a legitimate one but uh Mr screen do you know any environmental ones that might there are no specific issues that I'm aware of exactly but it could fall along the lines of things of traffic impacts uh as a result of revised travel patterns from the development to propose School sites and could also involve a myriad of other sort of similar impacts that may be caused by the change in flow and traffic patterns that would result from such a proposal thank you thank you very much is there any other questions or comments or the attorney or Mr Lair okay thank you um is there any public comments nothing okay do we have any board discussion on this at all Mr Bruno Mrs Anderson do you have any discussion Mrs Anderson Mr Bellin student Representative no chair does not either do I have a motion to approve business item a and please State your motion please State a motion you could just read what business item a says and that could be your motion so you could just read what business item a says and that could be your motion the way it is the trans opposition to transfer petition and further requesting the classroom Sacramento County committees on School District organization deny the petition okay thank you do I have a second on that motion okay very good General consent an advisory vote thank you very much very good second reading board policies regulations and Exhibits are there any further questions regarding business Item B is there any public comment Miss Carol nope I didn't but thank you can we bring it to the floor for a discussion I'll move to bring it to the floor and I appreciate that do I have a second I'll second okay thank you now is there any questions regarding the okay thank you and we do not have any bored comments so do I have a motion to approve business Item B reading policies regulations and Exhibits as a whole I will move to approve them as a point very good thank you do I have a second okay thank you General consent advisory vote very good okay moving on to business item seed first reading policies regulations and Exhibits this is in regards to policy number 4118 4119-14219.14319.2 4218 and advice administrative regulation 4218 do I have a motion to bring it to the floor for a discussion I'll move thank you do I have a second well thank you very much is there any other questions regarding these policies this this Pope if I might jump in just to explain to the board just for public the reason we brought these back it was requested by one of our trustees uh to reference understand the reference to the Bremerton case it was a Supreme Court case I just wanted to point out and I think Mr Grimes for his paragraph behind it explains um the process why when we get our samples from csba anytime there's amendments to our policies they they reference Senate bills assembly bills laws uh Supreme Court cases that might change or alter the um the the language in a policy and so the only reason the Bremerton case was referenced is because it did have impacts as you saw in your backup on um some potential employment thing which employment uh related items that's what these policies are related to Personnel matters so I just wanted to clarify that uh no no change was done to the policies from last meeting thank you for the clarification Mr Lair and sends that clarification I'm going to re-ask is there any public comments nothing okay okay um do I have a motion to approve business item c as a final reading thank you do you have a second all second okay thank you General consent okay advisory vote thank you Mr Mason moving on to First reading policies regulations and exhibit this is in regards to policy 3515 campus security can I bring it to the floor for discussion thank you do I have a second I'll second okay is there any further questions regarding policy 3515 campus security okay is there any public comment I have a point on this item I just suggest we at this point we we pull it because the uh this deals with uh legislation uh that directs I believe that there be certain guidelines and and documentation prepared which is not expected to be completed until July of this year so what do you mean by pull you mean table to read table correct yes please uh just and I Mr ballen I think I'd uh sent an email to you that that will be addressed in a separate policy this uh policy was only addressing um I think it's surveillance and locks as it related to that uh assembly bill so the the outline the the parameters that you're describing uh will come up at a later date and it probably in a different policy um so I just want to make that that uh clarifying point with it okay so no need to table this item okay very good do I have a motion to approve the final reading for business item D policies regulations and Exhibits all moved okay thank you do I have a second all right okay General consent final reading yes yes thank you uh advisory vote okay thank you moving on to one other policy board policy 30 73 10 naming of facilities do I have a motion to bring this to the floor for discussion also move okay do I have a second second okay uh Mr Bruno since you brought this forward would you give a brief introduction um this started with me wanting to expand our options for when we're naming School sites and other facilities to give us more leeway in that um trustee ballen also had some things that he wanted to incorporate into it so he and I have been working together and this is what we have so far okay very good um Mrs Anderson do you have any discussion on this policy through it can you tap on your mic please I'm sorry I kind of was puzzled reading through it because I couldn't figure out we had one page from Center one page from City and we ended up with three pages I don't know how you guys did that it was kind of interesting um it seemed a little wordy um to use Dill's food to be honest um but I like what you put in it uh and it ties everything up really well uh sometimes I worry that we say too much and it really ties us too much to certain things we have to be careful about that but overall I think it's a good policy um Mr Bruno or Mr ballen I'm sorry so uh uh my version um was essentially I I looked at what other districts not only uh in California but but throughout the country uh the language and um I took what I thought was the the best of the best and that's what I uh put in there with uh trustee Bruno amending a few things advisory comment I read it over the weekend um I asked some people about it and they all seem to agree on that word on the wording um myself um I wanted all due respect gentlemen because I was wondering what the heck happened as Mrs Anderson stated it went from a one-page policy to a three over three page policy and I couldn't understand why the actual policy was Rewritten when it was stated that we were going to use our policy and take some Snippets of Sac City Unified um and plus it is very wordy um and I just was kind of confused in why it was Rewritten is is basically it and as Mrs Anderson had stated sometimes when you put specifics into a policy then you are kind of limiting yourself into decisions in the future so um that that's my comment um do you have anything to add to Mr Bruno um um not a whole lot um I think we were making good progress on it we've both had things going on and didn't get to devote as much time to it as we would like um so at this time I'm going to move that we table this item um probably for a couple months I don't I think we're far enough along that for the immediate needs our current policy will suffice and um we just I think need some time to keep going back and forth and working your suggestions into it unfortunately because of the nature of board work only two of us can work on it so choo choo um this is the only way we can get your feedback so can I add a friendly amendment to your motion or to your table to table your motion a couple things is I wouldn't be inclined to change the name of the policy changing the name of the policy does include going through csba it's quite the process there has to be a re-numbering situation and it does take time naming a facilities for 73 10 I think the name the name of that policy itself is sufficient the other caveat would be if we can keep it to a page a page and a half is my thought my opinion okay those will be goals for us but just my opinion okay there's you've got others um so is there a second table all second to table the this motion um and then you know what let's just go ahead and take a vote on the tabling um trustee Bruno hi okay Mrs Anderson thank you trustee balance aye um chair votes eye and advisory vote please thank you very much thank you gentlemen moving on to so I'm sorry Ms oh just for my clarity and Miss hunt sorry I feel like I'm just coming out of nowhere when would you like us to bring this back would you like me to work with uh Mr trustee Bruno and trustee ballen and then we will bring it back once we feel like we've met some of those parameters or just looking for a little little direction thank you mine I think we should just continue to work on it and then when we feel we have a good one we'll schedule it yeah I I agree um I think with uh being a board member sure it may be uh the first of the next uh school year as soon as that doesn't mean it keeps growing yeah we're gonna work on in the other direction okay thank you then I I will go in a weight a waiting pattern then okay thank you okay okay very good thank you um everybody on that we'll continue on to business item F naming of Career Technical education CTE facilities do I have a motion to bring it to the floor for discussion so moved thank you do I have a second oh second thank you Mr Bowen uh Mr ballon you brought this forward did you give a brief introduction to this um so in um the initial stages of the CTE buildings being developed um it just occurred to me that we have a number of buildings in this District as does other districts and other government entities where they name in honor of people who were responsible or greatly contributed to the actual building or to the actual subject or ant or type of work that that building encompasses and in in thinking about this um a a person that I came to know came of Mind who I think was very much responsible at least from a a philosophical perspective of these dcte buildings being built and with that with those thought I thought it was be appropriate for the buildings to be named after or at least at least one of the two buildings to be named after this particular individual who was greatly responsible for trades and vocational training and education in this district for many many many years and so I suggested that we create a a move forward in in creating um the ability to name these buildings by such a person or persons that we deem appropriate thank you very much is there any public comment is there any public comments okay um we're going to go to board discussion I'm confused as to what we're doing he did an introduction to the item ask for public comment now we're going to discussion okay okay Mr Bellin did you want to give further discussion on that you said well I'll expand further so um an individual who is a member of this board for I'm not sure how many years 20 something years by the name of Ray Bender Mr bender and I uh in my activities with the district over the years had many discussions and he and I were very much a liked to think in terms of not every student is going to have the opportunity to go to college and how can we best prepare them for their future um thus vocational and and trade uh training and education was a subject that we we spoke of often and something that we uh felt that should be expanded upon in the district uh if I'm not mistaken and maybe Mr Lair or or board member Anderson could speak to this but at one time we had a Cisco Academy here in the district that I believe Mr Ben uh that the uh this person I'm speaking of is by the name of Ray Bender Who is a member of this board for many years that he was responsible for and so I myself would like to uh basically put his name in the Hat nominate them or whatever terminology we're going to use here to recommend that the buildings and or one of the buildings um because it was brought to my attention that another building maybe asked to be named after another individual which I would have no qualms about either so um I guess that's it I I don't know if you I say I nominate or I never command or I suggest or uh uh you know I I I'm not prepared with um uh his history um in terms of what he contributed but uh if we need to bring this bring this back to uh for further discussion or continuance of any kind or tabling I would be more than willing to uh speak with District staff and and the Bender family on how he greatly contributed to this District well there's nothing to table because it's not an action item it's just in discussion right now so um but thank you thank you for your comments Mrs Anderson um I know you have some words to say I do um and I went back and pulled some information on Mr Bender because I think he is so well deserving of this and as Howard said he had was on the District board for over 20 years he was also um recognized by the Placer County School boards Association and awarded the school board member of the year for them he was very much into vocational Ed and technology and basically forced the district into technology he brought digital High School to the district which brought teachers and students into computers and technology and basically introduced them to it he insisted on the groundwork being laid the fiber optics being laid to bring the computer systems into the high school when the high school was first laid out um he was twice a delegate to the California school boards Association he was instrumental in getting the first Bond pass to 59 million dollar bond which brought us three schools or he was you know here when we built three schools the bond I'm not sure did the bond pay for North Country Scott are you still there I I think it assisted in it yes I don't know if it paid for all of it but it absolutely contributed well I think it was all of them were matched with I believe you're right brought in two Charter Schools well he was here at least helped with those um all of that being matched for State money and the Performing Arts Center the classrooms the high school the computer labs um he was instrumental in bringing open court to the district which was even before the state adopted the program he was a big supporter of that he was into the bringing the health and services to the district it's a mosquito I'm sorry Hill services to the district um and really championed that program at one time we were almost ready to offer a medical assisting program he set it all up so that the union the the head union guy in the state of California at least some of the head Union people were going to set up apprenticeships for our students um all paid for but they had to have 18 year olds and so at the last minute it fell apart it was we didn't have enough 18 year olds but Ray went out and laid all the groundwork for that he was five times toward president he was um vocational training he was big on because he realized all kids weren't a College Bound even though he was very high on making sure kids were ready for college and that they earned college credits in high school he supported that program 100 but he knew that other kids weren't going to college and that they needed to be also prepared for work as well as the kids who were possibly going to need extra help and needed to have extra training and just workability that was a program that he brought to the district and pushed for to where those kids needed training in job applications and interviews and just maybe sweeping floors at McDonald's because they were specially challenged kids that need extra help that was a grant program that was brought to the district he worked the snack bar for over 10 years and that's just not a Friday night job he's there late Friday night when everybody else is out having pizza cleaning the snack bar two days other days a week he's out picking up supplies then stopping the snack bar and all of those extra jobs he truly was dedicated to Center School District and the students of Center School District if there was a uh tournament the kids didn't have the money to attend um a league fee they couldn't pay he found a way that it was paid and half the time they never even knew where it came from or if a kidney to choose and Ray found out about it he'd pay for him and they would turn up somewhere and the kid didn't know where they came from we had a student one time that didn't have a place to live his parents wouldn't let him live at home or he didn't have anywhere to go he was living in a field and the Benders took him in and he lived with them for at least two years well he finished high school I don't know that I have known anyone who was more dedicated to kids and the students of Center than they were I would be in full support and I think it would be well deserved to name at least half of the building or they're the one building after Ray and I know the other building's been mentioned to be named after Vern Bishop who passed away as a teacher in the district and who also did a lot for the district and the students in the district so that would be my thoughts on the idea so I would appreciate it if the board would give that some consideration thank you very much Mrs Anderson Mr Bruno um unfortunately I did not know Mr Bender sorry unfortunately I did not know Mr Bender um but and you guys all are aware of my general reluctance to name things after people but um frankly from what you guys have said it sounds very appropriate especially since he was instrumental in laying the groundwork for what led to the CTE program um I would just ask you know that we look for any reason that might this might be controversial at all but it doesn't sound like there is and as far as Mr Bishop goes um I can't object to that either my only comment in um is that both individuals have already had a ceremony of recognition and a facility or a building or a partial of a building named after them that's my only comment I'm Mr Mason um I wouldn't be opposed to having having Mr Bender be the name of the CTE buildings thank you Mr Mason okay um what do you want to go from here did you want to put it as an agendas item in a couple months once we give it some thought Ponder on it and um but I'm going to go back to uh whatever if it was the last meeting a board meeting or the one previous so there will be from my understanding a some form of a a ceremony dedication ceremony for when the buildings are ribbon cutting whatever you want to call it um so with that said it would be appropriate that if they if that was to take place that the naming of the building is already been decided on and the appropriate placard or whatever it is that we are going to do is um is purchased and um and adhered to the building uh in time for such a ceremony so I don't uh there were different months that superintendent Claire brought up I think everything between May and September so I have no objections to post postponing um further discussion or action item it or whatever course the board would prefer to go I'm fine with that as long as we make the timetable as it relates to the opening and dedication of the building as my understanding is it will be open and ready for business for the next school year hey um Carol how long does it take to have those breast plaques made what Nancy or Miss Anderson what we'll do is probably honestly the sooner if the board wants to consider that next month our plan would be to do the ceremony once the ribbon cutting right at the beginning of school when it resumes so what's at August 3rd this year August 5th so if the board would want to consider that next month that gives us hopefully enough lead time to get whatever we need done um from there I don't know Miss hunt might have a better idea on some of the plaques I know she helped me before okay I was just assuming it would be like the regular Plants standardized it would probably be like a bronze plaque of what for yes and and the one we did for Vernon and I think those took at that time a month okay so we'll bring it back um for future discussion um when we talk about future business items we'll talk about that when we talk about future business items at the closing of the meeting okay okay we're gonna move right along to business item G instruction material adoption grades K ten through five Foss generation science curriculum do I have a motion to bring it to the floor for discussion so moved do I have a second oh thank you Mr ballen Mr Larry do you want to give an overview uh yeah just the basically I think the the background material shows and supports this but really what's completing the cycle for our tk5 uh as the the backup shares we we had it uh ready to go covet hit we got derailed with that and now we've piloted the materials we've had them on display for folks to to take a look at and we've identified the the Foss curriculum would be the one that we would be recommending to meet those standards and then move forward very much is there any public comment Mrs hunt okay very good board discussion um trustee Bruno uh seeing this agenda item I did a little um research online um looking into this and uh It generally receives uh positive uh comments and the links that were provided in the board packet it looked like pretty good material so I concur that was what I found Mrs Anderson I'm good okay advisory that's good and it looks good to me so do we have a motion to approve business item oh shoot business item G instruction material adoption grades K tk5 fuss Next Generation so moved uh do I have a second second okay General consent okay advisory vote awesome very good thank you very much we'll move to business item H English learner newcomer curriculum adoption middle and high school do I have a motion to bring it to the floor for a discussion awesome do I have a second thank you Mrs Anderson Mr Larry would you like to give an overview yeah so as as the material shares there uh we have seen it a significant increase in in newcomer uh status individuals typically those are individuals who who really have uh zero English and so this program is something we've identified and that will help us fill that Gap with our other ELD curriculum I know our ELD teachers English language development teachers have really been striving to to meet the need and they've done a great job but this will help them meet the needs of our our students as they come forward very good is there any public comment okay um is there any board discussion Mr Bruno Mrs Anderson no Mr ballen student representative nope board night or chair neither do I have a motion to approve business item h all motion to approve business item age do I have a second all second thank you General consent it's very good advisory vote very good thank you very much and then business item I 2223 second interim report and do I have a motion to bring this to the floor for discussion so moved thank you Mrs Anderson thank you Mr Bruno and the lovely Mrs Coronado hello hello I've submitted to you the second interim report for approval and that looks at the fiscal activity from July 1 through January 31st it also looks at the budget and the projection through the this current year and then two subsequent years enrollment I'm pleased to say that it is still going up um I've looked I follow Sacramento Area Housing sales and the sales the the amount of time that they're on the market is longer and the salary and the cost has come down a little bit but they're still selling well and our developer fees reflect that we are taking in about five hundred thousand dollars per month consistently which is what we took in last year per month consistent so we're not showing any slowing at all in our own area or the Sacramento area at large so we're really hopeful that those come in and then we heard today from Mr Farrell that Rex Fortune has topped 100 students so I think they're at 101 now sweet congratulations so the suits are continuing to come we're excited about that the daily attendance um we are still working on that we look at the attendance regularly trying to get our students who are chronic absentee students to come to school and so Mr brassy has been leading that charge the Ada goes down because we have that three-year rolling average where we're protected from the declining enrollment which has been up until this year so we'll see our Ada go up in our ears now when I look at the revenue versus expenditures we are deficit spending this year by 4.4 million dollars but the next slide will show why we're doing that we're spending down our one-time funds that we had in our little savings account we'll call it the out years are more important because I only look at Revenue versus ongoing expenditures and we have a surplus of about eight hundred thousand dollars there and then the year following um have a deficit of about 600 000 that's within a margin of error where I'm not too concerned about our spending pretty much even at first interim um it was a little bit different we had um we have five hundred thousand dollars more spending this year because we're spending one-time funds which will be the next line and then next year we have a greater Surplus it's going to be a negative at first dinner on my projected but now it's up to eight hundred thousand and that has become because we received home to school transportation funds and that's about a million dollars also we had a 5.38 polar increase it was projected for first interim and that has been increased to 8.13 Cola now it's second in a row we have to watch that because the legislative analyst office says the state can only afford a 6.4 percent colab so they'll be battling out how much of a cola and that's cost of living increase which doesn't mean cost of our living is the cost of doing business and then the out year in 2425 our demographer changed the projection of our students and so that changed our Revenue significantly so I'll be watching that that's the third year out we have time to see how accurate our demographer is the one-time expenditures that I mentioned was the two million dollars that we negotiated for the salary bonus I mean it differed by the unions but it was about two million dollars total of one time um expenditures and then the two million dollars of one-time expensive Miniatures for the board committed maintenance funds we had 700 000 site discretionary funds and all the sites and departments received 25 to 75 000 just for facility needs so in the business office we are redoing the flooring the carpet and painting so we tried to focus on on needs for the facilities that you just don't get money for regularly and that totaled about seven hundred thousand dollars and then other maintenance and Technology was about another 200 300 000 so that's where we get that negative spending but these are one-time expenditures so it won't be negative in future Lisa in regards to one-time expenditures um the monies don't expire so for instance if if they said for instance you know expires by May 2024 and if you don't use it you lose it is that a is that right or no that's correct this is from general fund money so that does not expire good good thank you so when we look at our ending Sun balance because the board increased our our Reserve from three percent to six percent that brings our unappropriate and Dean fund balance lower than in previous years but we still have a healthy surplus of 2.2 million dollars read that it's too small um but there is a healthy Surplus each year that we can still draw on and then I just included a slide of the board committed funds so that you can see how we're doing on the spending of the funds that you set aside carryover for unspent School site funds so last year they didn't spend all their money that carries over to this year that has all been given to them so the balance on that is zero the supplemental concentration Grant funds we have not used any of those yet the balance Remains What was carried over and now those funds are going to be used for the pandemic relief positions that we added that'll get us through next year the HVAC upgrades fencing general maintenance the two million dollars we have spent about one million dollars at that so there's about one million dollars left when I'm looking at the projection for three years out or this year and two years out I had a great concern of special education it went up about 3.6 million dollars over last year and that is a trend that just can't continue our Revenue only went up 460 000 so I brought this information to Mr Jordan um out of concern because as you saw our Surplus was only eight hundred thousand dollars next year so we can't add on another 3.6 million dollars next year or we won't have the funds to pay for it so Mr Jordan took that seriously immediately and went and met with all the school sites in their special education departments and um the preschool program and brainstormed ways that they could reduce the cost while still meeting the needs of our special education program and so the eights of you pets and I want to talk about that in a minute yes yeah thank you I was going to say that and these are not our employees I know that that was a concern that came up out there in in the district these are contracted employees we have open positions we want people to apply and then we don't need to use these other agencies that cost a lot of money so thank you Mr Jordan for helping fund 20 we still have our um opeb retire other post-employment benefits for retirement that we are putting money into the trust I haven't done that this year yet but I will do that before the year ends we have 445 000 in fund 20 to go in the trust and we have 1.4 million dollars in the trust right now our liability um by the actuary company that was 5.2 million dollars so looking ahead we want to look at the governor's Revision in May um he could revise this current year still he took away some of the art music and and discretionary funding because that art music proposition passed in the state the voters approved it so they're kind of battling that out does he have the right to take back that money now or not so I'm interested to see how that plays out we're watching special education and seeing how the redu the costs come down the ongoing cost of course watching the attendance rate and enrollment and new construction in the homes because that brings in enrollment and just watching the economy in general so I have to say that the district's still in great shape we're hanging in there I appreciate the unions I know they are anticipating I thought they would be here they're anticipating you know and salary increase um all of the the special education increase that 3.6 million dollars equals a 9.47 salary increase so that was lost by increasing the special education cost so if we can bring that down then maybe we can talk about a salary increase also that is 68 of our coveted position costs that's 51 FTE um three quarters of the year that's the cost of what the special education would equal so we want to bring those costs down so we can keep people pay them what they deserve so that's mainly what I'm watching right now so that's just not the contracted individuals that's all of special education it's all of special education but the contracted individuals is what has made that amount go up so much significantly understand is there any public comment before you go yes yes Mr Jordan will you go to this Podium place that's okay Lisa pre-coveted about 72 8 we call it aids isph is the structural assistance we ballooned up over in the last year and a half to over 140.
is going to have a adverse impact on our esser calculation. We would and for that reason we would suggest uh deposited in the money in fiscal year 24 instead July 1st rather than uh before June 30th. The second one is uh we just suggest that the committee may want to consider looking at the definitions in terms of what the special fund can be used for because our understanding is some of the contemplated uh facilities that for development may not fit quite within the definition of allowable uses right can you give an example well uh if they're going to do uh preschool facilities in the civic center area. It's not a school. I'm not following you. They say it's a school and they build it. No, no, but but when when you look at the definitions of the school facility things, you know, the project they're talking about is at school.
this talk about a constitutional convention at the state level to come up with a new funding formula we'll wait to see but S2 was their most recent adjustment that basically took away adjustment Aid and to growth limitation uh tasks in the budget to afford under um in any districts like downbrook more money at the expense of overfunded districts who lost millions of dollars um and had to uh you know they transition their money back to the underfunded the goal is that next year when this is fully implemented underfunded districts would be at full funding according to this srfa 2008 funding formula previously the state had a model for funding schools that did not have the resources to fully fund it so school districts got less than the calculation from the formula this S2 is an important adjustment to say no you're going to get your full amount and we're going to do it in a fair manner taking it away from overfunded and giving it to the underfelled two types of state aid Equalization Aid is designed to support a District's adequacy budget that's our largest area of a 27.7 million dollars in categorical Aid which is a type of category the districts are rewarded for efficiencies and spending in certain areas like special education Transportation Security and so on general fund State AIDS 50 of our total revenues to support the budget and here's a comparison of the individual categories Equalization Aid at the top and all of the categorical AIDS in the middle and you can see that's a handsome 28 increase where does the money go over 50 percent goes directly into the classroom and that's that percentage is expected to increase for years coming 42.6 directly and then when you allocate benefit costs predominantly which contains to instructional features it's it's well over 50 Administration 7.9 capital projects 12.9 curriculum development 2.1 grant funding we receive a lot of Grants and there's a lot of administrative effort and time soliciting grants and managing the grants five percent Transportation two percent custodial Services ground security maintenance 8.4 percent and benefit costs is just one it's one of the largest line items in the budget last year the health insurance premiums here in Bound Brook went a 13.5 this year the state health benefit plan which a lot of school districts participate in as a pool is going up 15 down broke because of aggressive negotiating and because of competitive quotes has a number only increasing 3.9 and we're not finished negotiating that yet appropriation detail as a larger handout and it shows all the comparative line items of spending in the budget you will see significant swings and increases in the instructional line items in the budget and and just costing you if you're going to use this from an analytical perspective comparing in the last year because it's a totally different budget model it's a totally different Administration totally different board totally different district and board goals and it's it's in apple and new orange budget spending is driven by enrollment this is our audited Assa student accounts for 1718-223 23 24 was projected by the demographer we don't have those numbers yet we won't until October 15th of 23.
I'll second Doug okay you need is if anybody needs anything services separated under 100 category a curriculum program and see if they would have had any discussion next um through everything thank you for the donations very much um the new program that is mentioned is for the preschool area one that's been out of use yes thank you I'd also like to say thank you to uh both uh Mr Clayton for Midfield uh Sam and for the national concert to run for the 5000 Edition very generous is there any discussion foreign [Music] um Mr Becker yes Dr kimbrosia yes three five pounds yes Mrs Walsh yes um visitors are permitted to comment on agenda and any knowledge of the items to say the name of Interest yeah the same saying that we have any old business so you have to have a motion for motion for a government I'm looking into attorney [Music]

and we also approved unanimously to request an additional fifteen thousand three hundred thirteen to the purchase of a maintenance vehicles for a total of 65 313. so for the guy and Swinging roof that's on the agenda for later this evening for approval for the board so that we can move forward to the board of selectment and board of Finance okay any questions for joy okay next up is uh Kate Mike so we met uh March 8th last Wednesday and Mr Andrew Hill led a discussion on the new AP environmental science book he did a really good comprehensive analysis of the current well the book that we're going to vote on and the the book that's currently being used from 2007 really broke it down nice I I if he's listening I thought that was a really good job and I commend him and his committee for breaking down that book so and I see we got a copy of it which was cool so that's that must be fresh off the well this is the one that is not the official copy oh that's just the complimentary don't use the copy yeah so we were told I said the new one's actually not uh okay we got a nice little sneak peek there so uh next uh Dr man LED discussion on the Strategic uh this the Strategic plan and how that affects Kate I'm gonna skip down to the last part of the agenda because we went over the Strategic plan but the exercise that you let I thought was really helpful uh basically she turned our agenda upside down I was like okay how does the environmental for example how's the uh the new AP environmental science fit into the Strategic plan and uh you know Debbie and I wrote down how that affects the you know certain goals and how that uh plays into a collaboration and uh so I was really really that was a good exercise so I commend you for that it's more of an active instead of just sitting there listening stuff so I I had a good time with it so and lastly the we had an update on the desktop assessment uh around 2 400 students took the assessment and we will be sorry teachers screens yes uh 24 100 students were evaluated by the teachers and more the follow-up will be done at the end of the school year and happy birthday thanks Mike this is the most happy birthdays I've received in a long time on a birthday it's quite nice thank you all and I just wanted to add that Mr Hill is hoping to be here at the point in the agenda where we're going to be talking about the AP environmental science textbook but he is actually has a cameo in Little Shop of Horrors and they have their dress rehearsal tonight so he is on stage as we speak I hope to see him before regalia tonight it would be quite nice right it would fit the environmental textbook that's why I'm ready to go Finance all right uh so we met on Thursday March 9th um uh we met very briefly just before um I think all of our board members were at the board of Finance meeting that was scheduled for that same night and the purpose of this special meeting was really just to discuss some potential adjustments to our operating budget for next year that were identified um sort of in the in the face of the 400 a 400 000 reduction that we are potentially looking at so I know that's coming up later in the agenda so um that was really that was it okay I'll move that the board approve the items on the consent agenda which are new hires and transfers second okay it's moved and seconded um any comments yeah um I thank you Mr Belden I just wanted to share we're very excited you might see a familiar name there Kristen lenise Kristen was recently our special education para a few months ago a special education secretary excuse me a few months ago prior to that was one of our valued para Educators and um took a job with the town in the first electman's office and that isn't working out the way everybody anticipated and Kristen is actually applied for an opening we had back at Center School as a paraprofessional and she was just brought on this week and she is thrilled and couldn't be more excited so and she sent me a personal note this morning to tell me so so I wanted to share that with everybody we're just so happy to welcome her back into uh into the building that's great that's great all right all in favor of approving the consent agenda okay to prove to unanimously okay we'll move on to new business uh healthy food options certification right my favorite motions of that pursuant to CGS section 10-215f the Brookfield Board of Education certifies that all food items offered for sale to students in the schools under its jurisdiction and not Exempted from the Connecticut nutrition standards published by the Connecticut State Department of Education will comply with the Connecticut nutrition standards During the period of July 1st 2023 through June 30th 2024.
no I said that we're at um between 16 and 17. and so our our October 1 numbers were 98 students October 1 so the first of October is the date that um that that data becomes uh true and actual for the state for us so that's that's the number of seats that we were reporting with that so that's what about a 13 increase in class size to next year we have we have those variances that happen over time um this uh current eighth grade class um has as is one of our larger that we've had in a number of years as well um so we've we've had the we've had the swells that have come through and again we've got a larger swell that's coming through in that a couple years with our kindergarten uh crew for uh 25 26. okay all right uh Kevin I think the board said that you can move forward with the uh the open choice declaration so we're good thank you double checks especially as as we transition into transitions you may want to check that tab again on your speaker your your reverberating again but okay um anything else for the superintendent at this point okay thank you chair report just uh a couple things one is a reminder that the uh joint Canton Avon Board of Education meeting is March 21st at 6 PM that's with Jeff Curry the co-chair of the education uh committee I you know I'm not really sure what we're going to get out of that um you know we're going to hear a lot of we're trying to do this and we're trying to do that um but I think it's good for us to be there and um you can ask your questions you'll be a question and answer this is posted like a regular meeting so I think the public is is uh will be invited I don't know if they can ask questions but they can certainly listen in but uh if you can make it on the 21st that would be great um the 328 meeting uh my question is on 3 28 when we do safety is that in lieu of policy does that start at six o'clock for executive session on 328 and is that in lieu of doing a policy meeting or is there a policy meeting also that night and is that earlier did we decide on that so we haven't sounded any better no but that's okay uh we haven't decided so Joe would you like to do the policy meeting and because there's things to go over a policy I I think Kevin wants to start safety uh safety should be the chief's going to come in so if he came in at 6 30 we our meeting starts at 6 15.
so what we're trying to get we're never going to get back down we're not we're not going to say never it's unlikely we're gonna get back down to 72 but closer to that so we looked at how we can revise what we're doing in our programs that we cut costs and that's what we are doing without uh hurting the kids obviously as little impact as possible but just revising how we are providing services at the Elementary Preschool level and the secondary level I know it's spoken to me a minute ago for the record that was Doug Huey Doug Huey [Music] oh that's funny contract workers great people incredibly expensive so we cut 38 contract workers that brings our costs significantly down and I want to stress none of our Senator fight at school positions foreign we would love to replace all contract workers immediately with the center are we only gonna cover some of those are hoping to feel some of all 30 to 38 are properties the 38 that we're talking about are positions that are no longer needed with our restructuring in the program so we'd still have 100 two or whatever still but if we're looking at right now there's still about 15 of them absolutely you want a job [Laughter] do you have any friends that want a job before Mr Jordan sits down yeah Mr Jordan well this excuse me um Mr Jordan is not on the agendas regarding the budget uh as it relates to the subject matter yes the budget yes so um in yeah it's all about the money so in uh I was in a meeting at Center High School and we had the opportunity to uh stop in and look at the special needs classroom there and superintendent Lair explained to me the um what I saw on the on the board is it relates to cost and so um in one of my uh board reports I exclaimed that you know this this to me was very important and I think very serious and so I only asked that you know if we can think outside the box maybe maybe you know look at somewhere else um you know where where are the you know there's funds there's always funds for those projects that people who make make things happen so maybe you know think a little bit out of the box maybe we'll look at some different things different areas different people anything because I see that as a huge problem when it I don't know what the percent increase is but it's it's pretty significant and if the funds aren't aren't there and then we're a double on a double-edged sword now we're with their contract we're also spending more because those contracts are very expensive so maybe we can do something different I don't know if if we can do if we can do that but I I really like to see for every every all of us to look at that yeah and uh please know we are looking at everything you need to show me the numbers I mean that is a significant 3.6 million some of it a lot of his contractors we do have more kids in Publix and those are those are expensive but they're messes so there's some areas we can cut and still provide great services and others that you know foreign to be used and different areas different parts we gotta get back to the topic of the budget but well this is budget but no yes I just wondered if any of it was used in special ed that could cover some of that or if okay um did we finish public comments yeah um no just miss Samson Sam's thanks I'm trying um is there any other public comments from the audience or anything online okay um and so Mr Bruno did you have a comment I think Mrs Anderson no I did okay I don't um Mr Mason thank you Miss Lisa that was very enlightening you have to vote on it yes we'll do that okay we'll do that right now okay yes you would appreciate that so do I have a motion to approve business item I 2223 second interim okay and do I have a second so thank you Mrs Anderson General consent hi right advisory vote thank you thank you it passed Lisa student representative report Riley Mason uh in the past month we've had our glow-in-the-dark rally we had our first Multicultural night our second annual talent show hosted by the class of 25 and then this past week we had Breaking Down the Walls on Thursday and Friday we're about 300 students 15 staff participated and speaking of Mr Huey Mr seniors have an assembly um to Aid them in transitioning from high school life to adult life tomorrow baseball has a double header against Sutter starting at one because all the games this week have been postponed uh tennis is at Lynnhurst as well tomorrow track is at Yuba Yuba College um and then on Friday softball is at Sutter and then we're uh piloting this new online ticket sales um for our volleyball games and then we're hoping to implement them to other the football games later and then basketball games could you do the ticket sales for like prom and other Center events or is it just basketball game during both lunches our student our spring sorry our spring drama production is being held on the 23rd 23rd 24th and 25th and then on those weekdays Thursday and Friday uh seven to lunches yeah thank you awesome thank you um okay let's go Mr Bruno do you have a board report this evening yes um this month I got to participate in a meeting with technology department and learned quite a bit um unfortunately I couldn't stay for the whole meeting but I found it very informative and I look forward to doing that again um also I got to participate in read Across America at Dudley actually my wife and I both participated she was reading her book and brought our pet pigeon to show the students which ties into the book um we had a great time everyone was very welcoming and delighted to see us except the class that I went to that thought they were going to get the pigeons so they were a little disappointed that they only got me but they only got you yeah I I was reading uh Dr Seuss's boxing socks which is very challenging to read because it's full of tongue twisters but I really enjoy it and I got great feedback ranging from a student giving me a hug another student telling me I was a pro to a student in the middle of me reading telling me that I was sweating and a student uh raised in her hand after I finished to provide the comment that she laughed zero times I just love the honesty but uh we had a great time and uh really enjoyed doing that the other thing I want to say um is with the work we were doing closed session the work uh trustee bound and I were doing on uh the board policy we're working on and some of the things here I like that we're finding ways to disagree and listen to each other and try to find common ground and I think if we continue down this road we can make really good progress on things and that's my board report a very nice board report Mrs Anderson um I was able to go to Oak Hill and their pasta night and play Bingo with them and it was a lot of fun and Mr Ballin of course won the prizes I didn't get to win it um but they had a great time and it was a very well attended event very well put together an organized but I would encourage you to attend some of their events because they're a lot of fun um also Mr Bowen and I attended a tour with Mr Lair and we went to Wilson Riles McClellan and Oak Hill I have to say that every classroom we went into was extremely well behaved extremely quiet and under control the kids were focused on learning the walls were decorated and very well [Music] um designed and colorful and you know kids projects were great I was just so impressed as always when I walked through our classrooms they're they're very uplifting and spirited the I think every classroom we walked into had the character count Words the reminders of respect and just so positive very welcoming reminding kids you know what what's important in life and how to behave and it's just uplifting to go through our classrooms I just love it and I think Mr Bellin had some insights too into what goes on and what what you see in the classrooms so it was fun it was interesting and that was about all I had really for this time around awesome Mr ballen the boat so uh this month was probably the busiest I've had since taking office I've had many opportunities to meet with faculty staff and students at a number of schools I went to a number of several a number of several school after school events I have to say what this District does compared to when I went to elementary school and even a generation later when my son attended in this District as well is very impressive so many extracurricular activities and I've I've noticed in this District uh ongoing every every week almost almost daily um the schools and the ptas uh and the ptos with their outstanding programs show why this is such an exemplary School District so some of the events that I uh or the events that I attended on Friday uh February 17th I had the opportunity to meet with the district's technology director Eugene Grant superintendent layer director of facilities Richard Putnam as well as board members Steve Bruno as you mentioned momentarily ago as it related to the district's technology and information security of this District I was very impressed with Mr Graham's presentation and feel very confident that the district is in very capable hands as it relates to information technology and security within our district on Friday March 3rd I attended a well on the next item was on Saturday the 25th I forgot which agenda item I attended the uh scoe the Sacramento County Office of Education hearing relating to the territory transfer Petition of aspire Solaire that we spoke to earlier with superintendent Lair and also president Pope on Friday the 3rd I attended Oak Hill Elementary School pasta dinner and bingo fundraiser along with School Board member Anderson as she mentioned and what a fun way to bring students their families teachers and friends all together I believe it is very worthwhile to gather events such as this I think it does a lot for the for the kids on Monday March 6 I company accompanied by President Del Rey Pope I attended the saint baldrick's fundraiser at spinella Spinelli Elementary this event which raises funds for childhood cancers was fun and entertaining and what an outstanding way to help those in Need by such a young group of students I'm not sure what the youngest ones but they were uh very early on in in elementary school they're all to be commended for those that you don't know they got their uh their heads shaved in in order to raise funds for those kids that have cancer so very solemn and uh sincere thank you to those that participated on Tuesday March 7th I attended Spinelli Elementary School Multicultural Fair it was very impressive and the food samplings provided were awesome as to as I didn't have lunch that day the timing of this event was perfect so uh I didn't go hungry until dinner it was really quite a showing of different cultures by students their families and the volunteers that assisted on Wednesday March 8th along with President Del Rey Pope I attended two events the North Country family math night and the center High electives Center High electives night and Multicultural Fair many thanks to the faculty staff and students that helped with these events and made them the success that they were I had a great time and I remember how much of basic math I've forgotten and the event at Center high was so crowded with great turnout you could hardly move about and then I thoroughly enjoyed the showing off of the robotics the robots moving through the crowd it was quite fun to watch people getting out of the way on Friday uh March 10th I had opportunity along with board member Nancy Anderson to visit and tour Oak Hill Elementary School Wilson Riles Junior High and McLennan High School many thanks to principals Allison Kent Erica Homestead and David French for their warm welcomes and devotion of their time to showing us around also on March 10th I had an opportunity to speak with the district's school resource officer officer Ahmed after our board meeting in December and where officer Ahmed and Twin Rivers Unified School District Police Department Lieutenant coquier spoke officer Ahmed has been visiting on average one hour a day our elementary schools I'd like to thank officer Ahmed for taking the initiative to show a law enforcement presence to our elementary school students faculty and staff after some concern was expressed that our elementary and junior high schools were not being watched over as much as some believe they should be also it is important that all our district students faculty and staff come to know officer Ahmed so that any event he needs to preside over a crisis event all know who he is and why he is present lastly I'd like to report that on Monday February 27th I received an email from superintendent Lair that I had been sent to him by high school principal Ferguson from the center High School chapter of future Business Leaders of America also called FBLA pertaining to the northern section leadership conference and where our chapter placed fifth in the northern section sweepstakes competition with 11 of our competitors becoming award recipients by placing within the top 10 of their events congratulations to those FBLA members for this outstanding success and achievement and best of luck to those six members that were chosen and will advance to the state leadership conference in closing as I've said in previous meetings and I will say at each meeting I want everyone that watches this board meeting live or recorded know that you are more than welcome to come attend these meetings in person and I know all the best rest of the board would be in agreement with this as well your presence would be welcomed by the board and District staff and should you wish to provide any input you feel would be helpful and beneficial to the board the district our schools or our students would also be welcome additionally please know that we would appreciate any comments on any of the district's social media platforms such as YouTube Facebook Instagram Etc remember it is you the parents and guardians of our student to have the strongest voice in how your children are educated and your voice is always welcome here this completes my report for Mark shove 2023 thank you very much thank you Mr Bowman Fair are you available you betcha uh so I just wanted to tag on I I think most people ended up sharing some of the different events we went to but I think what makes the events and also the school tours so positive is not only the staff for the work that they do each and every day but also our families we've really worked after coming out of kova to re-engage and get back to some of the things that we missed over the few years that we were dealing with the the kova crisis and I just want to say it's impressive to see there's so many events you can't hardly go to them and for such a disregard size that that's pretty impressive um additionally I just wanted to give a a thank you to Ann Lyons for all that she's done she has assisted thousands of students over the years uh probably hundreds of Staff members and other adults but Anne will be greatly missed but we're really happy for her she called me a very classy move called me said she had to come to him I had to come meet with her because she wanted to tell me in person that she would be retiring at the end of the year of course we're happy for her but we're very sad to see her go the other couple other quick things before I close was just a reminder that the board candidate seats we have a vacancy it closes on Friday so if someone's interested in joining the board please put in your paperwork uh next the board and I've been sharing with folks about our logos we're looking at rebranding and updating our logos I'm hoping Friday to the board members I'll be able to share some preliminary logos with you I think Miss Coronado and I got a sneak peek this morning of those I think you'll find them to be uh pretty good pretty good and then finally I just want to say one thing I think that's special about our district continues to be how we work together we work with each other when people have things going on we all pull together no matter what it is I would like to thank Carol for her continued support uh with me being in and out lately she's been great she's probably tired of my text tired of my phone calls um but I just appreciate all that she does and that's just one example of what people do for each other when we need to pull together so thank you Carol thanks everyone and that concludes my report thank you Mr laram please feel better soon and for myself um I would like to also say congratulations to the FBLA on their successes so I'm anxious to see what comes about on April 27th after their conference um I too uh attended the Sacramento County committee land transfer on the 25th and it was very similar as to the scoey committee meeting Mr Larry gave his presentation on the oppose of opposition of the transfer and then I'm hoping that the two committees deny so um that's that hope that goes in our favor March 2nd I too read at Dudley Elementary for reading Across America I read The Giving Tree by by Shall silverston um for Miss Dobson's third grade class um Mr Bruno is correct um those those kids are really cute and they say what they mean I read um it was I read um again what did I read I'm sorry uh The Giving Tree as I said um and it was an amazing book and then after that I read a poem called chicken lips and chicken lips was a poem that was introduced to my children in third grade by their third grade teacher at Oak Hill Mr Dan stolphus and I was watching the Expressions on their face and one of the children said oh Mrs Pope that's so gross as my children said so I'd like to say thank you to Dan stolphus for introducing that to my family and we still talk about that poem today but as a student Say Say the Darndest Things actually I asked the students what does a dragon say and they look at me and one little fella says you said dragon no you said dragon and I went yes what does a dragon say it's dragon and I said that's what I said no you said dragon and I went oh let me tell you where I'm from I'm from North Dakota and sometimes we say our vowels incorrectly so yes that was so cute the kids were tentative um they were lovely they're just a great joy so thank you Dudley and Mrs Mason for including the board um to read Across America and please let's do this again next year because it was it was truly a blast um uh March 6 was Saint baldrick's as Mr Bowen said and Jean Luigi organized this for 10 years within the 10 years they shaved 288 heads and raised over a hundred thousand dollars so congratulations Miss Luigi um unfortunately um this might be her last year so hopefully um they can last year doing the saint baldrick's so I hope somebody else will um continue that that Spirit within that school on the seventh I did attend the Multicultural night at spaghetti great food great uh display tables there was dancing outdoor activities unfortunately for the rain the dancing horses didn't come but hopefully next year we can do that and I just want to say thanks to Mrs Amanda L um Alden she did a great job so um let's continue that practice as well um I know it stopped during covid so there you are um darn covid but we're done with it hopefully um same on the seventh I attended the facilities meeting and I did run solo nobody else showed up so I got a private tour so thank you Mr Putnam on the 8th was family math night at North Country their very first and for their very first event it was well attended it was great fun and yeah Mr ballen and I don't want to talk about our math skills that was kind of embarrassing we did tour the Center High School electives fair and their Multicultural night the booths they had there was a Center Height booster clubs the MCA Athletics including chair BSU was there Bible Club dear Asian youth club best buddies engineering and Robotics hispan his Hispanic youth leadership Club Key Club along with science social studies Arts math and English and as well as Mr ballen had said you better careful when you're walking around that cafeteria because you might get a robot in the ankle but they were so cool so our our engineering and robotics team have been very busy and then one thing that I wanted to bring attention to is our art Department I stopped by the art table and the amazing art that was displayed on Mr asbury's Booth was amazing and there was a young lady from BSU I believe who is also an artist and she does have her paintings for sale I don't remember her name great Gracie Gracie she showed me her heart or art to excellent paintings um so if you are interested in any any paintings from Gracie or want to see them I'm sure somebody from BSU you can contact them and um and look at them because we have some amazing talent between Center High School's talent that I saw the other night and then McClellan said I saw earlier in the year congratulations students they're amazing and then Mr Putnam has been busy if you drive around our district office you may have noticed this brand new sign so thank you Mr Putnam it's amazing replacing the old one and I believe it's going to be illuminated with lights sometime soon right that would be that's cool so thank you for doing that and then I'm a big shout out to Sarah Wildman she has been working on our district a Google Calendar and I was flipping The references are are at school facilities or on school, you know, you you know those kind of things. So if the development is not on a school facility, you you may want to give explicit authority to um SFA so that they can uh develop facilities anywhere that is deemed appropriate. Okay. Thank you. Next to testify, county after chair, vice chair, members of the committee, CH for school facilities authority will stand on my written testimony and support and be available for questions. Thank you. Next to testify, Uno Arical Cross. [Music] Aloha, Chair Kirani, Vice Chair, members of the committee. I'm Yuko Aikawa Cross, director of the Executive Office on Early Learning. Aloha, Cheridani, Vice Chair Kim, and members of the committee.
but you can see the growth in population and a lot of that population is in Special Needs categories including bilingual and ESL programs which require one teacher per eight students so that eats up a lot of classrooms and a lot of resources what's included in the budget special education Transportation will be Outsource that again we're getting very high bids coming in from the ed Service Commission but everything's properly budgeted and estimated in the budget some of our facility needs we have we're upgrading um boilers at four schools and we're upgrading bathroom facilities in the high school and in another school we're replacing the track to make that a complete beautiful project at the high school and we're very proud of it uh perimeter fencing with the Rhode Island both are getting replaced the roofs for The Field House Press Box and other areas through the district are all will be changed these by the way are very expensive items and we'll get to the slide on that in a moment but these are generally items that districts have to go out for a bottle referendum to procure because of their expense we're doing it in cap in budget staff and curriculum programs have been have been expanded we have a fantastic Workforce Development program which is Cutting Edge led by Mr Ross Bound Brook School District offers direct programs student-based career for college credit and Industry certification at Raritan Valley Community College Workforce Center for Learning in conjunction with these courses these program offers work based learning opportunities for students that include jobs at Industries for 18 an hour which is also Campus High School credit hours or the funding for this paying for the grant previously we're still soliciting grants but to secure this program because of its benefits of the school district and students we're bringing it in the general fund tonight robotics program there's so much here to be proud of and you'll notice Dr Freeman's in almost every picture [Music] he's very Hands-On and he's a very effective superintendent from the ground up visiting every school talking with students so many of them know his name is from testing in hallway it's amazing and what programs are in budget I'd like to turn over to my partner thank you so with um in terms of curriculum one of the things that we do is every five years we take a review of different components of our curriculum and make sure that they're up to date um in this year we are looking at our language arts curriculum and of course it was adopted by us originally in 2013.
And at this time, I would like to welcome Lette Aco to the stage to lead us in the pledge of allegiance. The flag is over there. Please rise and join me as I say the pledge of allegiance.
this certification shall include all food offered for sale to students separately from reimbursable meals at all times and from all sources including but not limited to school stores vending machines School cafeterias culinary programs and any fundraising activities on school premises sponsored by the school or non-school organizations and groups second okay it's moved and seconded does anybody have any questions that we should bring Mr post up for we've approved this in the past I'm presuming nothing has really changed nothing has changed he says so [Music] so no questions all in favor hi all right unanimous we'll move on to the next one healthy food healthy food food and beverage exam exemption I will move that the Brookfield Board of Education will allow the sale to students of food items that do not meet the Connecticut nutrition standards and beverages not listed in section 10-221q of the Connecticut General statutes provided that the following conditions are met the sale is in connection with an event occurring after the end of the regular school day or on the weekend the sale is at the location of the event and the food and beverage items are not sold from a vending machine or school store an event is An Occurrence that involves more than just a regularly scheduled practice meeting or extracurricular activity for example soccer games school plays and interscholastic debates are events but soccer practices play rehearsals and debate team meetings are not the regular school day is the period from Midnight before to 30 minutes after the end of the official school day location means where the event is being held and must be the same place as the food and beverage sales okay we're moved and seconded same question any questions from the board anything changed Mr post nothing has changed since before [Music] okay all in favor unanimous okay item C policies uh policy number 5125 this is a policy that we have that we want to replace with cabe's version um it's pretty straightforward oh yeah let me make the motion that the board will approve to replace brookfield's policy number 5125 FERPA with cabe's version and approve regulation number 5125 FERPA for a first reading as recommended by the policy and Communications subcommittee second okay we're moved and seconded now I'll let you okay yeah it's pretty straightforward we want to replace it with caves the regulation is very lengthy but I think it's pretty standard it was yeah it was just it was important to update the policy and uh all the policies will present tonight are mandatory policies as well this is for first reading policy committee reviewed it over the course of several meetings okay and uh and our lawyers reviewed it Council has reviewed all the policies we'll discuss tonight all right good all right so just for I'm going to speak to the TV audience we do this in two steps the first read means the board has accepted it for review we have then a 30-day waiting period for us to review and send comments back to the policy committee it's the second route the second reading which is a month from now where we would actually approve the policy so if anybody is interested in the policies we're talking about tonight that are posted under the agenda for tonight's meeting and you can review them and send input to us if necessary so um so um and when is our next policy meeting we're supposed to have one tonight at least April 19th so that's when you need the input I would say yeah we would like to get the input when you know within two weeks which is March 31st because then we only have one week then there's the break and then we're back so I think by March 31st would be reasonable first again and put it all right so uh so input will uh be due to the uh policy committee by by the end of the month okay all in favor of accepting the uh approving the motion and accepting this as a first read say hi hi it's unanimous policy number 5131.911 oh yeah that's you coming and going I know today all right I will move that the board approved to replace brookfield's existing policy number 5131.911 bullying with cape's version and approve regulation number 5131.911 bullying for our first reading as recommended by the policy and Communications subcommittee second okay it's been moved and seconded go ahead Amy another um required that has also been reviewed by Council we want to replace it with cape's version I believe we adopted it 2011 and it was and it was updated around 2014.
Joe if you wanted to run policy at 5 30 or quarter to six I know it's inconvenient and it it uh gets into everybody's dinner time but um what's your pleasure Joe how do you want to handle it well I'm fine with 5 30 if the rest of the committee can make it at 5 30 it makes for a long night but it consolidates the going out part too we're looking at at the three pretty important policies right now so it's important to get input on them uh we're winding up the we'll be closing and I'm being able to bring to the whole board the selection of educational materials policy uh we're beginning a discussion of a controversial issues policy and we've been asked to take a look at the field trip policy so they're all fairly impactful so folks can't make it at 5 30 Peggy or Ryan I don't know Erica you came to the last one since March 28th you're talking about it is yes yeah I'm open I can do it so Claudia why don't we say policy at 5 30.
I'm sorry I rambled um Advanced planning future meeting date right here uh April 19th and the annex is their suggested business item a suggested agenda item I know we're going to talk about the facility facility naming of these CTE buildings um I believe Mr layer suggested in April and is there any others I do yes sir as I expressed in previous meetings that a number of things that come to my attention while I campaigned for the seat I'd like to bring one of those those items forward I did a little research and reading on it and apparently it co what I learned campaigning coincides with what I researched online uh board meetings are about conducting the business of the district but it's also supposed to be a recognition and a realization of why we're here and that's the education of our students um what has been brought to my attention and what I also researched is uh with the exception of our wonderful student member Mason um and we don't have and and the occasional when it's agendized presentation by students we have no feedback from our students uh no we don't there's no recognition of the things that they're accomplishing we're here uh to ensure that student achievement is is at the most that we can possibly provide for them and we should be able we should be recognizing that on a regular basis so I would like to propose as as for discussion that at the next meeting that we take some time during our board meanings to recognize our students what they've achieved the different clubs the the different singular academic achievements and and um things of that nature maybe take a 15-minute block of uh of each each board meeting or carve out a part of time or something along those lines so discussion around that subject matter is what I am proposal you actually did that before covid we just hadn't really started it back up again well Mr Larry does talk to the administrators and they do give us their board report I think it's quarterly is that correct administrators quarterly and so on a quarterly basis which I don't think you've been here yet for one the yes you have actually the administrators do give us some input on what's going on in their school site and what clubs is what's going on and so we do get that on a quarterly basis okay so I I get that but what I'm but where the actual students can come and for those that don't typically would come here would be able to give a presentation or we would do some kind of recognition of of the achievements of what they did either individually or as groups and recognize them or would have students come in and recognize like the honor roll um things like that remember before Kobe that's a long time ago but yeah we have we'd recognizes so um um Miss Pope what I would say is what I'm hearing is we'll put an item on to discuss ways to to to bring back some of those things and identify so I've heard a couple good brainstorms so we'll put a discussion item on to see how we can continue to uh publicize or or share or bring students in uh that that's that's that's a great idea and get back to that I think I think what you're looking for is stuff to talk about at the next meeting so we'll put it on the agenda for the next meeting to talk about that's what we just said yeah we'll do a discussion item yeah okay the board will not reconvene in closed session so at this time 7 49 we will adjourn thank you everybody thank you
Sheri Nakamura, director of HA Coalition. We will also stand on our written testimony in support of HB960HD1. Thank you, Sherry. Next to testify, Osak Tui Jr. I am Itiga speaking for Osatouille Jr. President of HSTA. Aloha Kirani and Kim and every Tim um Richards right and Kuha. Thank you so much for being here and thank you for supporting our preschools. We want to stand on our testimony and support everything you can do to help us expand access to preschool. We are very grateful for and um we'll help you along the way. Thank you. Thank you, Mitsy. Next to testify, Robert Peters, please. Good afternoon, Chair Kandani and Vice Chair Kim and members of the committee. Um, I'm Bob Peters, the chair of the Early Learning Board. The Early Learning Board stands on its testimony in support of this bill. Thank you for the opportunity. Thank you, Rob.
we upgraded to a New Edition in 2016 and now are going for a complete new program this year so that's going to be a large portion of the curriculum budget uh we'll be doing a lot of curriculum writing and mapping this summer um some of it is for our math program that we adopted last year also again this um language arts program that we're adopting our ESL due to the changes in um the configuration of our classes and our newcomers program some of the um unexpected um things that have come up in the curriculum for ESL that needs to be Rewritten we have some new programs coming in at the high school as well we're taking a very close look next year at our multi-tiered system of support as every school district does we're putting some money towards there taking a look at um you know the interventions that are in place in each of the schools and then how we can offer additional tiered interventions um throughout the school day but also after school in the summer so that we're best meeting everyone's needs I'll show you a little bit with Staffing in just a moment on that besides new adoptions of curriculum materials we also have to replace textbooks that we currently have um either they're old they're outdated so we're going with newer versions of those technology replacement because we are a one-on-one District of course that's a big factor that we need to consider and we have additional online programs a lot of our textbooks that we have are now you know online for students but also teachers have asked for additional resources in the classroom that are online so we're making sure they have those available to them we are taking a very close look at our gifted and talented program and redefining that for next year Robin Griffin is going to be leading the charge on that and she has um started putting together a committee so you'll get more information about that and of course the increase to our English language Learners the majority of our students coming in right now are from Central America most of them are slice students meaning that they have a severed instructional with students we're also working with our different assessment again data is um driving a lot of the decisions that we're making in the area of curriculum instruction we use Link it right now we're expanding the resources that we're using with Lincoln we're um incorporating their intervention manager for next year um the dra3 will continue to use at the early levels also the Dibbles key math we're going to be expanding our ASI services in math so that will become a component there and special education uses IXL but we're also using that that's um again an online benchmarking platform that allows us to individualize instruction at student levels and allows for more independent learning by our students rather than teacher directed um we also considered professional development of course with new programs and um new uh textbook dad adaptations with the high school and middle school changing their schedules all of that factors into professional development bringing consultants in as well as sending staff out we were able to really increase engagement for professional development this year by doing those virtual PD um opportunities we are looking at some purchased virtual professional development platforms as well as Ed Webb which our teachers found very beneficial but what that allowed us to do is to free up some funding which we're incorporating into next year's budget to be able to send teachers out to conferences and workshops which in the past we were not able to do so it's been great to actually have teachers come and say you know can I attend something and be able to say yes you can that's that's a big um I don't know a plus for me professional memberships again with our staff looking to get involved in different organizations throughout the state we've been able to increase the funding towards that and our AVID program at the high school we increased funding towards that oh there we go so some of the staff but um positions that are in this budget um you know these are um all proposed right now we are working through our numbers um our enrollment numbers at each grade level um and one of the things that we did work out today was when we were looking at class sections and sizes um some of our grades we don't need as many sections which was going to free up some space for us specifically at Smalley school by doing that we already own those staff members in the current budget we're not looking for a reduction in force so what we're going to do is we're going to reallocate their positions into for example academic support instructors for math at both um the one two level and the three four level we already have it at five six we have two vacant positions at seven eight which I'm hoping not to advertising etcetera will be able to fill those but that was a need that we had that by reallocating those staff members will be able to better meet that need um we added as you can see a couple of ESL positions our ESL director will be actually joining us the first week in April she'll be in District again tomorrow tomorrow bring your wealth of knowledge with her so we'll be able to better Identify some needs in that department when she joins us as you can see there's also a gifted and talented teacher in there that gifted and talented teacher will work with grades two through six um for the next school year we already have some um programs and things in place at the middle school and at the high school we really need to look at what we're doing to accelerate the learning for our second through sixth graders so that's where we're starting with that initiative that's going to be a multi-year Initiative for us as you can see we're looking to um I guess take my position and break it into a couple of different areas um which you know not one person can do my job so that's but um we will be having a supervisor of instruction um next year that will be basically taking over for the curriculum and instruction part of what I do we're looking for a grant coordinator or business assistant um as you know I run all of our federal grants and programs from preschool all the way up through the high school that's a large portion of my job so there needs to be someone in-house who understands how to work with the staff with the administrators in each building to make sure we're in compliance and also be able to work on the funding side which will take some of the pressure off of our current business office in that aspect and that about covers the positions but you will see I believe total as of today we have about 19 in the budget that we're working with so some of these May um change a little bit or there may be you know just some tweaking of as I said not reducing staff but reallocating where staff is and here's some detail on the Capital Improvements and equipment that is budgeted in the 2324 budget high school and Lafayette are getting bathroom Renovations badly needed and they are going to be ADA Compliant a fantastic bathrooms that serve this community for many decades to come when they're finished boiler Replacements are going to take place at the high school the units here uh there's three of them go back to the 1970s and uh usually there's at least one that is completely down there's a second one right now that's currently leaking and uh we're running on one these are a very inefficient units so their replacement is going to create efficiencies in the energy lines for years to come um architectural fees for the above is a is a rough estimate at this point um High School track and fence as I mentioned copy machines for instruction uh all schools are getting copy machines High School field house and roof replacement high school gym floor we're getting the Promethean boards which are interactive big screen monitors at many schools security cameras phone system and in all schools including the central office building are getting Capital repairs mainly to the roof the total in the budget is 5.6 million now the growth cost of all of this equipment and um upgrades is just under seven million dollars that because of this new Rod grant program we are estimating that we are going to get refunded to us 2.4 million dollars and that's a conservative number I wouldn't be surprised if it exceeds that which brings down the cost only to 4.5 million as I mentioned the additional state aid is going to buy these items out right so we do not have to at least purchase Finance them over the next five years we have a number of shared service agreements here again that's tough to read I apologize for that this printout came directly from the Department of Education software but we have a lot of areas here where we're sharing costs with the municipality uh other school districts such as Transportation jointers uh southbound Brook we do a lot of collaboration and that saves this District many many hundreds of thousands of dollars and then finally the presentation is going to include with the one of the tax consequence what influences the tax rate number one state aid districts that receive a underfunding a small amount of state aid generally have higher local taxes and a higher tax rate for the community fund balance is one area that Administration can control with effective management of the budget and that rolls over as a revenue source for future years and their Township rateables is another key area of the tax state what are raidables rateables are the aggregate taxable property values through the community and it's provided by the municipality every year they certify the rateables in town and we're very fortunate about because the rateables have grown over 80 percent compared to last year and I gave an analogy that I'll use again it's kind of like if you rent a uh a a Netflix movie for ten dollars and you're gonna watch it with one person your rate is ten dollars but if you invite some friends over now you have five people watching the movie your rate drops to two dollars that's a very simple way of understanding how rateables work the more readables the more aggregate real estate property values that come online in the community the more sharing there is of the tax level and increase student enrollment has a dramatic effect on Appropriations so we're very pleased to conclude this presentation by saying that last year's School tax rate was 1.290 and for the 2324 budget it's expected to drop to 1.210 which is an eight Cent decrease in the school tax rate which will save the average assessed home and Bound Brook of three hundred and ninety thousand seven hundred dollars three hundred and twelve dollars next year in school taxes I've I've been doing this for 23 years I have seen only one natural year where we had a school tax decrease in that time this is the second time and unlike the previous this one still has a plethora of Appropriations meeting the needs of a comprehensive student body while still returning a handsome School tax reduction [Applause] and uh I would I would like to sincerely thank all the principals all of the teachers who contributed in this budget there's a lot of hands that put together this funding especially like this uh thank Mrs Beth Fisher um she was influential in a lot of the design aspects of the budget having to do with curriculum and she served this District in my opinion very well for a long period of time and I would certainly be remiss if I didn't think uh and extend my sincere thanks to Dr Freeman whose vision of Education reform and his commitment to provide each and every student with every opportunity to succeed in an Ever increasingly competitive environment defining the budget process we brought in zero-based budgeting as a model and I will say that was one of the key components that is the main ingredient in the stew that is making this taste so good thank you [Applause] and the next part you will have a public hearing so any members of the public wish to comment on specifically the budget will have a form and an opportunity and then we will have 40 questions and then take a vote [Music] before [Music] location is move anything this evening um open it up to any word questions if any members have any questions on the tentative budget entertainment now um [Music] I mean I I I don't feel an architect any social worker so I I don't know yeah wow agree I mean is that something that when we're looking at work and I know it's not just I'm not an architect and I know that there's a variety of issues that have been addressed so is this a is that coming times that after you just explain a little bit on that because thanks for your question uh that 274 thousand dollar estimate for architectural fees is just that we do not have a proposal from the architect at this time it is a cloud percentage on the project cost which is customary to estimate this song costs it's a page holder and I expect that number to come and see that just one procedural question and the zero-based budget which I love um sounds like it worked really well I it feels to me like a hard reset that you would have to do hopefully not every year how often do you anticipate that process after thank you so uh one of the reasons we did it was to kind of change the mindset and to really focus uh put the focus on uh allowing the funds to reconstruction of course you have certainly anything else so the idea of uh would happen as we said like you said that that's a good description of it we wouldn't have to do it every year but we would go into the budget process thinking to ourselves okay what is it that we need to to change [Music] perspective if you do that [Music] you do something here is production any other questions in the morning I think it was an exhausted the question thank you Mr Januzzi um is item 2.6 which is the adoption of the 23-24 tentative budget it's a it's a very long resolution for all of the figures uh uh representative there that are required so it just needs a first and second in the world fall vote and then and then uh tomorrow Dr Penny and I will have our marketing Motors to submit the budget to the county along with all the checklists at this point mostly okay Mr Brown yes Mr Dawson yes Mr bezina yeah Miss Muslim yes yes Mr Bowman yes and Mr Jersey yes fourth president motion passes unanimously thank you and thanks to the board for the support of the tenants all right at this point we are open to the public schools to him any questions from February 15th bad motion explosion and we'll give it to Mr pal second thank you any comments of discussion Mr Bell yes Mr Dawson yes this casino yeah in sort of Miss Wilson yeah it's hard yes Mr Bowman yes awesome passes especially we are up to section six years [Music] can I have a multi a second definition any discussion that generally like has already applied it's um no you're right yes you're right this is something that was thought of at the last minute in order to help our students based on what we were doing with the SAT so we put it on foreign thank you any other comments of questions um it's about the new club [Music] and it said that um there wouldn't be a stipended position for it for three years how do you think about that we have volunteers through them yes that's uh it's quite a DM collected bargaining agreement about the first um two years that I clogged with Sabbath okay thank you requests is not the same problems um yeah you know everybody has one of these income different colleges they just happen to happen just around the same time all right and maybe this has been any change in practice or process related to continuing educational conference participation you know it's one of the things that you're looking to increase um you know in the past um professional development uh mostly was done in-house um and bringing through something is very expensive found that by working with uh just recommendations from the teachers and looking at different things that were available to us a lot of the professional development out there since um covet hit is virtual um it doesn't cost as much for the district so that freed up some funding for us to take a look at different ways that we could provide professional learning experiences for our staff um outside your District so you know as those opportunities become available and the funding is there we welcome that also we receive a good percentage of money through title 2A which is the voted to professional development um in the past we were always advised to hold on to a certain percentage of it um working with Mr Dorsey we are sending that down um so there has been additional funding available there which we didn't have in the past [Music] uh you know training training so that helps us to avoid the cost of bringing somebody in which is uh putting these open at this time or sending a bunch of people out so this this uh approach to Progressive benefits [Music] why are you doing point of view was to demonstrate the need for a clause [Music] it would also could have the effective studying activity because it would be difficulties so I think that if you were to look at our policies and our general perspective on how to explain this but if there are alternative ways that we can go about getting certain interests and the sensitive Investments I mean that could be an alternative uh was both phenomenal and you know um unsustainable I think it's the best way and so um you know you should have known it in the Public Presentation that there are additional positions for both understanding that and coming up with uh and unless there are any other comments I would close it here and ask for it I'm going to add those more comments and that is I'm very happy to see that there is available going on outside the district um that you get so much when you meet with other professionals and then you can bring it back and it's been too long that you know everything has been virtual I'm very happy to see this and I'm sure that the staff is feeling the same I'm very happy to see it yes Mr Dawson yes Miss Casino yes yes Miss hi yes Mr Palmer yes Mr Januzzi yes motion passes thank you motion promotion thank you Mr Dawson seven happiness about any discussion um thank you um [Music] it has has the ends put in for any field sentences here from all the other schools field trips for your school I think they have one in the spring of your your um the board a field trip yes all right please Mr Bell yes Mr Dawson yes this casino yes it's hard yes yes awesome thank you Mr battle second thank you Mrs hi any discussion um just about yes Mr Dawson yes yes this is up though yes let's listen yeah it's hot yes Mr Bowman yes Mr jamuzzi yes motion passes thank you everybody any members want to please yeah um during the um since the scheduling so um so the education committee um reviewed a presentation about new high school schedules that would be a rotating drop so of your eight periods you would meet with six classes per day um just curious your thoughts about that yeah just for any thoughts about the current high school schedule um and um thank you foreign [Music] everything I think you know just and the more opportunities [Music] of student representative um foreign [Music] capability exactly thank you all in favor um thank you again yeah I will stop [Music] everybody thank you [Music] thank you and it doesn't listen foreign thank you
I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. At this time, it gives me the great pleasure to introduce Burla Oas and Noel Picardo for the introduction of qualifications and the lighting of the eternal flame of art. seated. You may be seated. The founders of the society have established standards by which eligibility from members shall be determined. These standards have been chosen because they embody those qualities of mind and heart that are essential to all successful endeavors. Scholarship, the key to the treasure house of past experience into the chambers of unexplored realms. Character, the cornerstone of the temple of worthy achievement. just some minor changes in it um due to a new law that was passed in 2021 it's the wording the student is being changed to individual so it's not just including students this include staff adults adults yep um one question do I mean I know we don't approve regulations um although the motion does actually just for the last one too does say approve regulation do we need to amend that motion at all no um with these lengthy policies with these very prescribed regulations it's recommended to include the regulation with the policy you'll notice specifically in FERPA the first one we did uh the policies of paragraph and then there's almost 50 pages of Regulation yeah so there's a lot of process that is also uh under legislation that we need to follow so it's important to bring that fully to the board okay are we going to do two weeks for all these for comments for this one as well they're going to be quite a bit of reading yeah it's because we need to act on it and have some fruitful conversation at the April 18th meeting we need to have the input and be able to do our research and through diligence you just at some point someone provides like who this um safe School climate coordinators for each building and the specialists so okay any other uh any other questions on that one all in favor of accepting it approving the motion and accepting it as a first read ing okay next one up is policy 5144.1 restraint and seclusion I will move that the board approved to delete current policy number 5144.1 restraint and seclusion and accept an updated version based on language adopted by Wallingford public schools and approve regulation for a first reading as recommended by the policy and Communications subcommittee second in any comments this is another is another one we adopted I believe in 2013 and we just recommend deleting ours and adopting wild birds um Mrs D Nicola Hickman joined us at our last policy meeting and she also reviewed the policy and made some edits it was really a great example of collaboration not only checking in with another District who had an Exemplar um that they based off Cave and then work through themselves we also worked with our Council as we typically do especially with these very lengthy and important policies and bringing in Amy her expertise in many years in in regard to this topic as well as working with Council I think we really did a nice job on this particular policy really the substance of the policy is outlining and defining for the public and for staff um the training that goes on with our staff in addition to that really the spirit of the policy is limiting restraint and seclusion we there's not an educator I know that I've worked with that wants to engage in that it's a very unplanned event even though you need to be prepared for it um and they're very traumatic events for everybody involved obviously including the student and their family so getting people trained in de-escalation and how to safely work with students going through very traumatic times is the most important thing we can do in that regard so this policy really outlines that and will be helpful to all of us going forward I remember when we went through it a number of years ago the first paragraphs were all about training people not to use them correct right and not about how you must do it right though the idea is not to do use restraint if you can avoid it absolutely so I did have specific questions but I'll refer them obviously so should I um refer them to Debbie or NCC you can or you can email include me with the policy committee yeah yeah that's fine very helpful okay any other comments or questions all in favor of approving the motion and accepting this for our first read ER next up is BHS guidance Wing roof and maintenance vehicle requests for funding the Board of Education requests the board of Selectmen and board of Finance allocate additional funds for previously approved capital projects in the amount of 142 200 for the Brookfield High School guidance Wing roof replacement and fifteen thousand three hundred and thirteen dollars for the purchase of a maintenance vehicle second it's moved and seconded I was just going to add that um just the rest of the board members at Elisa for the guide swing roof you know it's gotten worse um the roof was shot back in 2014.
