with this adoption students will be getting digital access as well as consumable textbook materials that they can take home the consumable textbook materials give them somewhere where they can write their work on a daily basis without having to provide it themselves or have the teachers provide that for them and also it gives them kind of a portfolio of sorts of their work throughout the course of the year so our rationale for illustrative math again it follows a lot of the nctm principles for teaching practices and also orchestrating productive math discussions each lesson starts or provides videos and written lesson summaries so that parents have an idea of what students are doing in in the classroom strong emphasis on teaching math and context and also in data literacy and then it also integrates a lot of mathematical Technologies the most important of those being Desmos which is now part of the the SAT it's a Tech Tool that's used there and so the familiarity of students using that using Desmos is going to be very important illustrative math received a perfect score 36 out of 36 on Ed reports for usability and I believe that's due to the fact that their lessons following launch explore summarize format that fits perfectly with our foundational udl principles to begin with with the launch is to help students understand the why that they're learning the math for that day I think it's a great follow-up to the math talks that are taking place across many of our bcsc elementaries and it can be given in a variety of formats as listed here so that it stays fresh with students each day the launch is followed up with an Explorer which is where students are trying to access the learning goal for that day in a variety of different ways to remain engaged they use a variety of different resources and manipulatives some mentioned earlier another one added on there is spreadsheets are integrated within the um within many of the lessons which I think is a very employable skill for students each lesson ends with a summary a lesson summary that both students and parents can see that kind of are the key learning takeaways for each lesson each lesson also provides a cool down which is illustrative Mass word for an exit ticket so that teachers can gauge the the effectiveness of the lesson and what students understood well and didn't and informed future instruction one more thing practice problems are spiraled to try to get retention over time and not just short-term memory for a test and then forget moving on bcsc accelerated this is this one is a continuation of our previous adoption for the most part our Algebra 1 geometry and Algebra 2 through the accelerator program will be using CPM similar to the last adoption pre-algebra 7th grade will also be using CPM which is new to us we felt like that kept it consistent because the students who take pre-algebra in seventh grade will then take CPM with algebra 1 after that and then CPM geometry and then CPM Algebra 2 so to get a little bit more vertical alignment you might be surprised to see that there's a little bit of a price decrease for Algebra 1 geometry and algebra 2.

this meeting including the audio and video remote participants is being streamed live on YouTube you will find links to viewing options for all Senate meetings on the live and on-demand video page of the legislature's website this is a meeting and your and YouTube live stream event will include this 3 30 agenda of the committee on education in the unlikely event that we must abruptly end this hearing due to Major technical difficulties the committee will reconvene to discuss any outstanding business today April 3rd at five o'clock P.M in room 229 and a public notice will be posted on the legislature's website I'd like to take this time to remind our testifiers that due to time restrictions on our hearings we will be limiting testimony to one minute for testifier per bill for people participating remotely please remain muted and video disabled until shortly before it is your turn to testify when I call your name on Meet yourself and your time will begin after your minute is completed staff will mute you so that we can move this hearing along in an orderly and efficient manner to you we start with Senate concurrent resolution 34 and Senate resolution 28 urging the Department of Education to create a priority list for repairing public school fire alarm systems foreign stands on its testimony in support of this measure thank you very much for your support but [Music] thank you we have we have a number of schools about 40 that the fire alarm systems are in three stages of being a critical port or affair we have challenges dealing with a provider that that can repair these systems we constantly work with them but it's just a backlog of of being able to repair these On Assignment basis systemal services available no services available the neighbor islands are here and how long has this been going on oh some of them are are a while five six years old we have a protocol what is what is called a fire watch protocol that each of the schools uh have a system because the Alarm Systems fail there's a protocol that they follow in case we do have a fire situation at these schools in particular so we have a backup plan primarily it deals with staff if there's a fire and then there's an announcement of PA system that goes out to our classrooms uh asking uh the staff and students to evacuate and if we can manage that fire with our own extinguishing protocols we try to manage it but it concurrently it's a 9-1-1 call fire department and police department so you put down the probably be about 68 million dollars to fix so and have you ever had two friends the funds for this yes oh it's a repair and maintenance comes out of the repair maintenance priority the lump sum that you give us so how much money in the past have been allocated to I've got to get that for you senator okay and so at the first looked at alternatives because I would assume this fire alarm system is Antiquated very much so so is that Alternatives that you guys walk down then there's a National Fire standard that uh dictates how we do these alarm systems there's not much options to it but the systems are just old that's a problem there are they're obsolete but is it only here or is this Nationwide or what I'm not sure about Nationwide but just getting the services to get that accomplished is is difficult or has been difficult well you would think in this age of digital that we would be able to do an alarm system that wouldn't cost this kind of money but I'm just surprised that the department hasn't been proactive in looking at how to solve this yeah and I think it has to do with the national standards um you know one would think a wireless system would work but it has to home run back to a system at the main office and that system alerts the fire department so if we have to rewire it's all about a home run back to that that box so to speak how do you home run now um it's all hardwire yeah I know but if it's not working or if it's not and you have a backup the backup is what it's it's the firewatch using really staff and the audible systems right so you're already not using the what what the standard is that is required when you pull it boxed it Pull Station it it automatically homes runs and goes automatically to the fire department so when you have a a false pool you've got to call the fire department to let them know it's a false alarm if not they will respond it just automatically brings back to them right so you're saying the system is not working if I pull the alarm now at one of the schools is that working in these 40 schools they're not working yeah so if they are not working and are you following a policy that is acceptable the National Standard that you're required to follow yes it's a it's a firewalk standard that we comply to both nationally and locally with the fire department okay I'm just like a hard time understanding that the system is is obsolete in your following uh secondary type of standard pitch to me a newest kind of system would probably be better than your alternative right but the secondary standard is something that nationally of schools have also it's a manual system a firewall system basically you have the automated system and the manual system so until we fix these automated systems we we follow the firewatch manual system so it's there any thoughts or any possibilities that something else will come up to the face current automated systems what I'm exploring is really to train our old our own people to fix these sending them to the the fire systems that are sold so we can repair it ourselves right now we're waiting on a on a professional or a company to fix the systems that that hasn't been it's I would I would tell you it's not successful at all because we're waiting on on the repairman to repair our stuff I think we have to train our people to do it and no other company um alarm system company like home alarms none of them can do it um I'm not sure Senator but I will check check on that when when I in another life when I was at the convention center we had the same problem you know the fire alarm systems are just not at the level of adequacy so you bring in all these other contractors to to try to fix it for you that's not only the audibles but the light systems that all gotta and tested tested and tested and test it all the time so so the fire department have they um they must know that you guys have this issue where they don't have a good solution either no no yeah I think it's a little more technical not not that the firemen are technical but it requires some specialty equipment and when we uh the when the audibles go out and The Strokes go out takes a different kind of skit set wow so in the meantime part there is there uh any thought of using what a poems use there's those types of fire alarms I'm I'm not sure Senator the magnitude of of a home alarm system versus a school that has 40 or 50 classrooms maybe a little more complex for a home system to manage well I would think that it's probably better than you know depending on a person running to each building to tell you that oh there's a fire evacuated and it's probably like 20 bucks a pop but if you guys are not really buys it in bulk I'm sure you can get it much yeah my greater concern is is in the evenings or at night when we don't have staff there uh that that a fire occurs that that is highly problematic for us everybody's going to pull them yeah that's where probably hopefully the neighbors will hear it or somebody at the fire engine the fire station will hear it be called and it will come correct yeah I mean luck is not a strategy but we've been fairly fortunate at this point that we haven't had a kind of magnitude of fire as you can imagine in in the older schools of the rural areas where most of the buildings are wood becomes highly problematic for us but that's not the preponderance of the buildings that we have the fireline systems are not working yeah I think um though the department should do a little bit more resurgency nationally there is this is an issue and you know are there other Solutions I will tell you I have signed off on about six or seven work orders to fix the system so it's not like it's we're not proceeding it's just we can't get a contractor to do 30 or 40 tomorrow there's just not enough contractors to do it but we will continue to explore other options thank you thank you um so one of the realize causes that the National Fire Protection Association and Life Safety Code commonly known as NFPA 101 requires school to have functioning fire alarm systems and so if you don't have a functioning fire alarm system then what because they find are you folks put on probation what happens nothing I'm not I can't give you an answer for that right now Senator but I will I will find out okay because it says you're the king Intermediate School in cardio has not had a working fire alarm system for seven years konawaena Elementary School that auto service for two years so it sounds as if yeah this is something that has just been ignored and I can I can understand having the problems but the fact that I don't know that you guys are taking a really proactive if you're not the king of what they're doing across the country Across the Nation seeing what other Alternatives they are it seems like you know well we're trying to fix them we really can't and we're doing it but that's what it sounds like yeah I I can appreciate that now you know so I will tell you we're working hard at it we just haven't had the kind of success that we need to fix all these but if you're not looking at it I'm sorry you're not looking at it across the country I'm not looking at Alternatives and you're not working hard at it you're just working out but then whatever you have without thinking outside the box and thinking okay we can't get people to do it then what's our alternative what are the observatives if you had listed all the different Alternatives you guys are working on then that would be something else but you're not well I'm not aware of it but let me get back to you on it although the efforts we've put forward on this thank you see it anymore but we used to have that triangle ping Terry you ring on but then everybody comes off kids yeah I would say it's a pretty effective too it was a smaller school not 3 200 kids at Campbell but you know that was effective for the little kids just want to bring that up yes you're you're absolutely right I actually saw one at Kilauea Elementary School a couple weeks ago and yeah okay thank you okay anyone else here is n't actually why you never sign up to testify I have to manage like 500 games so yeah so do we fight yeah I'm just saying that in the future if you get really busy we may not be able to call you so okay I will send in a testimony after okay okay that's good that's good um okay so about to introduce yourself yes Angela Melody young testifying on behalf of cares um in strong support um because of some of the ongoing conversation um I just want to provide comments um that there was an incident that happened at its school but this is relevant because you can kind of see the complications of figuring out the solutions for this um so in 27 in July 2017 an incident happened at Kapahulu um and it was the most destructive um fire in Hawaii history and then the city ordinances were signed into law and then DPP has to get involved so since that time um they still have not implemented Life Safety assessments for the fire infrastructure within um condos and high rises so you can see that since 2017 till now that's five years so this sort of process to navigate the resources to implement safe Fire Equipment um it takes a long time and perhaps um CPP can be consulted because um Department of planning and permitting from the city okay yeah and then also because the city um passed a lot of ordinances for the fire code um so um that could be something to look at for implementing um when implementing at schools thank you thank you for the opportunity testified moving on to scr56 requesting the Board of Education to review various programs and subject matter areas for implementation of public schools we have only one person scheduled to testify dance in Honda Vice chairman members of us an education committee my name is Danson Honda and I am tested fighting in support of Senate Club current resolution 56.

so I just want to take a second to explain that we were in a little bit of a tricky situation with CPM because they have new edition slash series coming out in two to three years and because we aren't really be able to see though that the new series we couldn't really justify adopting that since we couldn't see it so we decided to stick with the same addition throughout the course of the next adoption and if we wanted to purchase new textbooks for every student one-to-one with the same Edition that price was going to increase to over 29 which is almost triple the current student fee and these are very high quality textbooks so Eddie and I both felt like we could use the existing textbooks and just adopt digital only producing our families a savings of four dollars for algebra one geometry in algebra 2.

my passion for financial literacy which is one of the things identified in this resolution began due to overcoming personal finance for struggles and eventually becoming a homeowner which I credit to financial literacy beginning last year I testified at Board of Education meetings urging the board to take action during this process I was to learn about the history of previous financial literacy efforts since 2003 60 pieces of financial literacy legislation were introduced in A legislature some of them passed which designated April as financial literacy month it established two financial literacy task forces and it has repeatedly urged action I read through all 60 pieces of this legislation including the center current resolution that you introduced in 2021 sir godani and I am inspired that over the course of two decades and unfortunately two recessions that all these people independently came to the same conclusion that financial literacy is essential and should be taught in school recently I had a pleasure of meeting with assistant superintendent Terry usijima from the doe and Alison krunchige executive director of the Boe and we discussed and agreed that the board would be the best authority to implement a graduation requirement but we also talked about the need for the legislature to provide funding to ensure a successful implementation and I'm hoping that by Bridging the communication gap between the legislature the doe and the poe that I can help make this idea finally turn into a reality thank you for your consideration and some members questions yes based on everything you've said and I've been here through all of it and they haven't done it yet um and unfortunately there were many resolutions prior and without action taken um so as I mentioned in 2021 Senate conference resolution 152 it urged to Boe ndoe to coordinate with bcca to implement a financial literacy graduation requirement I actually contacted dcca and they said that they had and they have emails showing that they reached out to the doe and they did it they didn't get a response um yeah I I don't I don't think and and I talked to organizations as a Next Generation personal finance and they actually offered a grant for the doe to implement it and they they stood it into it so unfortunately I don't film this alone would be enough to urge action thank you thank you yes thank you chair explain your passion for this okay yeah um so I I was born and raised in Hawaii um I grew up in a single income family of four and um for the first 20 years of my life um I didn't know what it was like to sleep on an actual bed um I I had to sleep on the living room floor on a phone that matches because that's all that my family could afford um and I I basically grew up with the idea that you know by working hard going to school getting good grades going to college that you know that was the key to success right and that's something that many people believe to um um but you know um and and in high school I became involved in student government and I began interacting with people from all walks of life and you know I I realized that you know a lot of people who do these things that they still end up struggling in life and in many ways I became disillusioned with our education system right um and and and you know my I began focusing more on what was going on outside of school and I was going on inside the school right and then my my grade slipped and you know my my senior year of high school um you know I was I was you know in in a mess right um I actually didn't work at high school graduation um I had to take a remedial course over the summer because um I didn't pass one of my classes right so according to our education system I was a failure um you know despite you know having accolades such as being a student member of the board and whatnot right but according um grade wise I was a failure um well I I was able to get into college but about halfway through I was in a financial mess um you know I find that really interested in that you know students who have no Financial knowledge can take out student loans open credit cards right um yeah so um you know I had five figures and student learned that about the Maxwell credit card and that that forced me to learn about my finances and that really opened up my eyes and realized that this was a key component missing from our education system right and learning to manage finances um and although I wasn't making money yet I had established a solid Financial understanding right I graduated college in 2019 um but by the time I started looking for a job in 2020 that's when covert hit right so I went through all that hassle getting my college degree and nobody wanted to hire me um um so but but one important thing I learned from financial literacy is that um it's it's not wise to rely on one source of income and when you know times change right um so so while while most of the world was still struggling trying to figure out what was going on um I always problem solving I always identifying opportunities that were available during the pandemic and I'm very proud to say that just two years later um since the beginning of covert I became a homeowner and and I did that by working as a food delivery driver about things or nobody right but but that's because of the financial education I learned how to identify opportunities right during difficult times how do you grow your money right and and and that's became that's made me really passionate about helping people to have that Financial knowledge right I think our education system right now is really a singular track I'm giving people so you know for college readiness right but you know that that's not the path that many people are taking or or should take right um I I was uh I was in student government in college so I was a student body Treasurer and and honestly I don't think a lot of people who should have been there like just financially speaking I wasn't A wise choice right so um yeah I yeah this this is everything's made me very passionate about this and I I'm really trying to figure out despite all these previous efforts that we didn't make it happen I'm trying to figure out what is the key to making it happen and and that's what brought me here today thank you thank you appreciate that that passion obviously comes through thank you thank you senator yes thank you perfect thank you thank you so much terrifying you know I think we agree with you we've been chair and I and our members have been trying to we've had a number of bills that we've tried to pass and adopt and it goes over to the house on this is financial literacy but you're right you know I I bring up the fact that resilient to early college early Ed but we're not teaching the things that the kids need to learn in high school they don't know how to interview for a job so the colleges are finding out that they get a degree and they go into the workplace and they can't get the job because they they don't have interview skills they don't have social skills so our schools need to get back to the basic home economics you know kids can't even sew a button boys can't support to hug their path my son brings me as fast as love a budget but is those kinds of practical things that you need to learn besides becoming book smart and and college ready you're not ready for life so we need the Board of Education to understand that and I'm not sure how we do that so thank you for bringing it up and don't give up because thank you I'll keep the level as well thank you so much just just um a point of interesting a point eventually is that the real question is so if you do a course with financial literacy then what do you give up what curriculum do you give up because there are so many hours in the days yes that's right classes in a day right yeah so um if it makes any of us feel any better this is an issue that the board is now looking at and they are going to have my understanding and I wish your boss was here they are going to form a committee to to look at this issue and the curriculum and grad requirements so that's very good and although I'm concerned that you know it's always late to the gamers about 17 States or so that have a financial literacy graduation requirement um so while that's bad um I guess the good thing to come out of it is that there's a lot of Precedence there's a lot of things that we can learn from and how these 17 States implemented it and you're right um you know some states they did take away you know a credit to add a credit others have found ways to creatively put it into the curriculum um the way I think that it would work best in Hawaii is through the social studies elective credit um in there I know the department was also interested in making it part of the personal transition plan requirement and so there are different ways to make this happen without making a sacrifice in other areas yeah and and we can learn from the president set by other states thank you thank you really appreciate it and I'll give a plug to Waipahu High School um and uh former principal kitayashi that we had well actually it wasn't him it was established before he came on they actually have a credit union and all their school girls run by the students and that really teaches financial literacy and helping the students who participate as well as their parents who have are participating in the credit union on stock market follow stocks and so that's how I learned about the invest in the stock market I guess that was before my time because it wasn't yeah okay moving on to scr 161 at Senate resolution 187 requesting the Department of Education to rename noelani Elementary School to President Barack Obama noelani Elementary School in honor of United States President Barack Obama and to testify just come on the afternoon chair Vice chair members of the committee thank you very much the renaming of a school goes through process through its School Community Council it's a very rigorous program uh just recently this year we did a name change for uh princess Ruth formerly known as Central so it went through its process and the school was renamed through the school Community Council and it moves up to the superintendent and to the board for final approval so the process is there we suggest that we exercise that process and any name change in the schools thank you members questions you know I I seen a resolution or maybe even a bill I'm going around I don't know that's it but my concern is um to the native Hawaiian community that roads buildings freeways airports everything that has a significant name foreign [Music] Elementary School before we even consider having a resolution like this we should consider what was the actual what was the name actually chosen because we change McKinley High School from what it says hello High School something like that but we kind of keep changing names because of a president or somebody that having no significance to the area or the district because as far as I concerned he had a chance to have something named after him but he decided not to bring the library to Hawaii and the income and the economic development they could have he chose to put it where his wife lives so he had a chance and I know he's not asking for his name but if that's the case it should allow me for a library and the stuff that they said they want an honoring of him but I don't think we should change the school name and as we find out what is the significant change of the name before we even considered going to that route because you're going to have a position guys barbarians so these are the things that they should change they should check before they putting in a resolution to change their name to somebody else that already has a name for a school it's not a new school but whatever to Kapolei middle it's called Kapolei middle then they realize it's not in Kapolei it's another Beach so they had to change them to Honolulu you see what I mean because they never check of the region and significance of the region of one of the part of that's all that's just my comment sorry thank you senator thank you we have Andrew Crosslands written testimony in opposition Cheryl B written testimony and opposition anyone else here wishing to testifying this measures at one minute starting now imagine with Melody young testifying on behalf of cares and strong support um Obama served as the 44th President of the U.S a history is the American story values from the Heartland and middle class upbringing and a strong family hard work and education as a means of getting ahead and the conviction that is life so blessed should be lived in helping others um when Obama was elected president he there was no other African-American uh presidents to be in the office um the framers of the Constitution always hope that our leadership should be limited to should not be limited to Americans of wealth or um to those of privilege subject to the prejudices of their time many of them owned slaves most of them would not have foreseen an African-American president um and you know um in 1988 Obama went to law school and then he joined a small Law Firm specializing in civil rights um and um yes he coordinated with churches to improve housing conditions and to set up job training programs in the community um and therefore we are in support of the resolution thank you for the opportunity to testify questions foreign to scr190 and sr174 requesting the Department of Education to develop a strategic plan to meet the locally sourced food goals establish an acts 175 and 176 session laws are publicly justify Michael monicato initiative good afternoon Cherokee County Vice chair kid members of the committee Michael municata here on behalf of the Oklahoma initiative we'll stand on our testimony in support of this I just want to highlight a couple points share if I may I know we're running low on time but uh you know we we all have the the right uh mentality to try to reach our goal of getting more local food into our school meal system it's a gargantuan Taps it really is but this legislative body has sent a signal to the state of Hawaii that we're we're definitely interested in getting there 30 by 20 30 50 by 2050.

for pre-algebra you'll see the price increase and that's that 29 I was talking about for the other three we don't currently use that curriculum those curricular resources for pre-algebra 7th grade so we would need to purchase textbooks for the students also those come with a student toolkit so our rationale and Dale can correct me if I wrong but I think we've used CPM I think for the last three adoptions I believe um and so is you know it's been a good a good book for our students a good resource for our students again we talked about conceptual development with procedural fluency over time with the spiraling of CPM students are very highly engaged and it really provides a smooth transition from middle school to high school throughout our accelerated honors classes similar to our AP and dual credit courses at the high school our biggest indicator for why we want to continue with this curriculum is our very high level of success that we're achieving with students using this curriculum and we have a high percentage of students going above proficiency on both Island and nwea our 2022-23 math counts team plays first place in the individual on Team chapter competition we sent six students to the state competition at Purdue University and we just see an increase of students asking to accelerate and take more math because their experience is so rich and they're feeling successful in those classes at Central and North Side our Mass 7 and pre-algebra classes we've decided to go with the hmh into math series and if you notice the fee there 29.53 CSA adopted really the same the same series uh and so um you know the difference with that is that they're adopting the really the textbook you know just as a resource um with with this adoption uh our our seventh grade and eighth grade would be receiving uh consumable textbook similar to the illustrative math and then a really powerful um digital tool with waggle that I'll talk about here in just a second but so that that's that's really the difference between the two prices so it's a pretty big increase but we feel like we're getting a lot of bang for our buck so Waggles and adaptive practice uh response Tool uh to student performance we're really excited um hmh has just acquired NWA and and we know that NWA is a big predictor of Student Success uh and so um we're excited that we can use some of that data we're collecting from taking mwa and then using um using waggle to be able to fill in those gaps for students that they've got based off of their NWA data they've got tons of tech tech enhanced type questions it includes language supports for all students and routines of language development that allow students to listen speak and write about different mathematical situations um it's going to allow our teachers to leverage data it's a very data heavy program teachers can get immediate immediate formative incentive data and then they're able to really adjust instruction based on that data that they get that period to be able to give students really what they need and then it's got a complete Indiana standards alignment with resources which which we know is very important one of the things I'm most excited about to math is that new topic that students are exposed to begins with an activity called spark your learning and Spark your learning is intended to be an open ended task that is in context that's intended to help students connect prior knowledge with the new content you can see here that it promotes mathematical discussions and helps encourage productive struggle which is one of our eight highly effective nctm mathematical teaching practices in addition to our curriculum resources we are asking you to consider approving a district license 7 through 12 for Delta math which would be an additional 1.62 cents per student if you can allow me just one second here to geek out on math um so the way this works is if you look here down here at the bottom part this is a geometry assignment students are asked that if they have this two-dimensional figure they are supposed to try to visualize what three-dimensional figure would be created if they rotated it 360 Degrees about that axis now when they're given that problem they're given choices and they have to try to visualize it on their own however if they have trouble visualizing it they can click the see example button and Delta mask will play a video like this to help them visualize that and then it will produce a new problem similar to this one to allow them to try to visualize this helps connect something that they learn in Geometry with later the disk and washer method for calculus one of my favorite Parts about Delta math is to help students build a growth mindset if you know if you picture practice and math you might think of a worksheet with 10 questions one thing that's fantastic about Delta math is you can set it up to where they have to actually attain Mastery meaning that you can set up to where they have to practice until they get 10 right versus just hey here's 10 and whether you've got it or not you're done with the worksheet so it really helps students have a growth mindset um you can spiral practice you can get any sort of combination of skills for an assignment students can see a worked out example all kinds of accessibility help you can display problems in other languages you can also because it's online you can zoom in and zoom out to make larger text or larger visuals and help students make connections between all of our different representations so right now we have several teachers at the secondary level that are utilizing Delta math the free version and so here are some differences with that we get for the dollar 62 and I'm not going to read the entire list but I'll Point um point out a few of them that are I think are highlights which are which are quite a few of them one is to be able to to print assignments to PDF for students that may have that in their IEP they may they may be able to take that home students can actually upload their work and so you can actually see the student work that goes along with with the problem since this is digital it is canvas and it does have canvas integration which which we know is important um I'm excited that you can embed videos so so you can actually provide instruction right now um Brad talked about students if they miss a problem they get a they get a worked out problem you can they they can kind of see that but you can also put you can embed videos to be able to provide instruction for students and and practice for students teachers create can create their own problems with the with the integral version um you can make assignments for individual students small groups and then you can also change the uh the uh the due date times for for individuals uh and then the other one is co-teachers you can you can foster collaboration through this by adding co-teachers you can add uh enl teachers you could add your special ed teachers you can you can add igrad you could add a lot of folks that are going to have access are going to be working with these students in summary all the series that we've presented to you today received green ratings in all three categories from Ed reports all of these curriculums have students as not only consumers in math but producers of math and most importantly our teachers are very very excited to roll these out to students and the engagement levels that we're going to see based on these curriculum resources and I'll wrap this up although all the Laura stole my thunder earlier um you know all of with with the with the student students comment and our kids you know we we all have you know majority of us have kids that that you know are taking courses in in bcsc myself we I have four I'll have one of these next year one at Central and I'll have um two that are linking two that are Lincoln and so when we're adopting these resources um we're doing it as Educators trying to make sure that we're giving the students the best possible resource that they can that we can use with them that's going to make them the most successful you know but selfishly as parents we're also trying to do that for our own kids and so um I I thought our committee was very conscientious and and and not only trying to pick great materials but also try to be cost effective and uh I'll turn it back over to Corey I think here to wrap things up um so we did do some benchmarking with other districts for these three main vendors so CP a.m Avon Community Schools in Crown Point Community Schools also use that series hmh Perry Township Imagine Learning the illustrative math this is the last year was the first year that they had that in Indiana so there weren't any Indiana schools that had been using it long enough for some data but our representative there was able to provide a school district in Wisconsin and one in Illinois for that so we were able to kind of look into some districts I know Brad contacted a few districts and so we were able to speak to people who have been using these these materials for in some cases several years um all of our resources that vendors provided to us a lot of the sessions were able to do virtually one of the benefits coming out of covid um and so we do a lot of these virtually and we're able to record them um some came in person though but we have online access so everything for the the series that we presented to you tonight are linked on this Google doc that is accessible to anyone who wants to preview them or if any time over the next few weeks because then we'll be back I think on the 24th for you to vote it's all accessible for you to look at preview before then if you want to see any of the physical samples some of the companies do send us physical samples not all but if you want to see any of those you can reach out to any of the four of us and we're happy to facilitate you coming in and looking at any of those materials but everything is digitally linked on that that Google doc that you have access to as well that I think we've done we've done adoptions for three years now and that's been part of our our practices all along so questions thank you for the time you guys all put into this and especially with your committees too um one thing that I'll ask um actually two things Delta math was an extra add-on it was like a dollar two dollars is that an optional add-on for kids that may want it some may not or is that going to be pushed to all kids if it's voted to approve it it would be everybody 7 through 12.

um it's a great goal to have and now it's just a matter of how we get there I think what this resolution tries to do is to establish some of the the items that might be helpful in getting there um I should teach a strategic plan would be very helpful it would start to show our Direction on where we're going as a state how we're going to try to get more Farmers involved how we're going to start to implement menu development how we're going to start to work with communities to try to get more of this food here to serve our local Kiki throughout our school system so we're very supportive of the Strategic plan and we're also supportive of getting a resource in the in the coordinator position to really dedicate the time and energy to looking at this and we understand that Doe is tasked with quite a few you other priorities across our state so really having some dedicated resource and a strategic plan would be helpful just real briefly Our Testimony has quite a bit of things within it it's it's for consideration chair um of what we would think a strategic plan might entail some of the details that might be helpful should you consider amending this resolution to add that in thank you very much chair thank you member's questions moving on Brian Miyamoto written testimony and support and Randall tanako written testimony and opposition I guess he's going to speak thank you to everybody's chair um we we fully intend to have a operational and a strategic plan um there's a whole lot of elements that go into this not only from uh the production kitchen but how we work with our Farmers distribution redistribution to our schools when the product's complete menu selection development there's a whole lot of parts to it but we fully intend to to have a a plan as part of our our financial model to make this work so thank you very much for your time thank you members questions yeah thank you chair um I'm very passionate about this one and you and I have top story you are the you meaning Geo is the largest restaurant in the state now and um you just made the comment that you will be having a plan coming forward for agriculture as a whole to understand that plan you know we proverbially have the chicken or the egg syndrome and I appreciate all the fun there meaning uh agriculture doesn't know what direction to go unless we have an idea of what direction you guys want to and this is a resolution to push for that plan for Testimony before there's been of support of that plan because that also is a plan not just for you guys but for agriculture as a whole this is why I am encouraging this not to push you hard to do something that you're not going to be doing because you just admitted you're going to be doing it but this helps agriculture plan because if you say uh we have 20 30 guideline to get to but it's going to take years to ramp up to get it there and agriculture needs to know what you guys are thinking publicly so then they can respond and that's why it's so important to get a plan can you please comment on that yeah you know um Senator it's it's never the why it's the how is the tough part of of this plan and I agree with you because if we don't partner with the former the farmers they can't align products that they provide to us so I could be out there with all of these these ideas but the farmer is a Cornerstone on how we're gonna get to these goals they have to produce for what uh for what we need and what kinds of food which is the other Cornerstone is our menu development because if our menu development is not aligned with what the farmers can produce then we've got that dysfunction the volume production coming out of the Central Kitchen uh is is critical because the once again the farmers have to produce and they should know what we want them to produce without that we've got this disconnect correct type and then finally the the the issue that we we have to watch carefully is Waste Management we could produce and I think Senator Kimmy noted this at another hearing and I talked about oranges right we 1.5 million pounds of oranges uh that we consume on Maui but most of the stuff is trashed so once again the alignment now we are we going to produce things on the plate that is consumed that reduces our waste so all of that those those cornerstones are critical to how we're going to get there and like I said it's not the the why it's the how we do that correct and so in my mind I see this as a living document that you're working on in concert with agriculture but if we don't have something to work off of we're both flying blinds so that's why I'm pushing so hard and you know it you should note that our objective is to maximize what the farmers produce if you can have a grade eight tomato that belongs at Royce and a great big tomato that we should be making tomato sauce out of and maximize the revenue for the farm so that's the the key to this when we roll with this yeah and I agree with that but without a plan you're not doing it so that's why you will have a plan I don't think the board's gonna let me go too far down the road without a plan that's okay because I won't let you go thank you chair thank you um and just to know members that there is at 175 which was passed in 2021 which requires the DOE to have 30 percent of food surgery this is immobile in public schools by local be local by 2030 and for them to submit a plan to the legislature each regular session beginning 2022 they have it's here thank you man thank you the last item on our agenda is scr 210 and sr150 requesting the Board of Education to report on ways to increase access to extend learning opportunities or course credits for non-traditional and external learning experiences um Justified David miyashiro Way kids can Aloha chair if you don't even Vice chair Camden members of this committee thank you for hearing scr 210 Sr 150 Hawaii kids can stand on our written testimony and strong supported this resolution with a few quick notes so imagine that you are in the greatest School in the world what would you see most likely an abundance of opportunities so that learning can be completely personalized for each student also world-class teachers with overflowing wisdom knowledge and lived experience lastly the learning students did would give back to the surrounding Community well I'm happy to share that all these elements exist in Hawaii right now with the classroom serving as a community as the community serving as a classroom through non-profits employers and local networks there is literally no limit this serves priorities like real world learning and financial literacy we talk about a teacher shortage but we actually have abundant kumu in the community please move this resolution forward thank you members questions or by Elizabeth Robinson is anyone else here wishing to just require this measure smoothly thank you I don't know did you guys have this one I don't see that the board has no testimony I also have a written testimony and support by Aaron Mendelson a public school teacher okay if you're to that thank you chair race chair Angela Melody young testifying on behalf of cares against strong support um the Alternative Learning Program Branch provides Statewide support to schools and districts for the development maintenance and enhancement of the Alternative Learning programs services and support for at prop for students um the Alp Branch provides um services such as support to schools to network with other professionals and create professional Learning Community opportunities and it coordinates and facilitates the state alpss guidance committee and the leadership work group and it also provides Technical and professional support to the school and complex area leadership um so alpss strives to provide supportive and nurturing environments that help students to grow Thrive and to rise above adversity um and it also improves academic competencies and enables them to meet the hydro adopted state standards and requirements and within the alpss setting Innovative instructional strategies are applied to students in their learning um so and also it develops appropriate behaviors and social emotional um developments within the students and provides um support for After High School and prepares them for um post Forbes College um so thank you for the opportunity to testify very strong support foreign education so um scr34 and sr28 we're amending it to urge the Department of Education to create a priority list for repairing public school fire alarm systems as well as looking into acceptable alternatives recommendation of the chair is to Transit with amendments chair bull sorry cheerful time many members present oppositional nuns thank you for scr56 requesting the Board of Education to review various programs and subject matter areas for implementation in public schools recommendation of the chair is surpassed as is shareholds are how's this that's it I could have any numbers without um thank you for scr 161 and sr187 requesting the Department of Education to rename noelani Elementary School to President Barack Obama on noelani Elementary School in honor of U.S president Barack Obama the recommendation of the chair is going to defer this as this is a matter of the school Community Council for scr190 Sr 174 requesting the Department of Education to develop a strategic plan to meet the locally sourced food goals established in Acts 175 176 session laws of Hawaii 2021 recommendation of the chairs to also defer this as again this is uh looked at in app 175 requiring reports already for scr 210 and Sr 150 requesting the Board of Education to report on ways to increase access to Extended Learning opportunities or course credits for non-traditional external learning experiences recommendation is to pass as is Terrible's eye to 10.

so the teachers would have access so it's the way that they do their licensing at Delta math and so you can either do it by school or by District but at district 7 through 12 we actually got a discount if we do it that way otherwise it's just by school but then it's still every student in that school and I can speak and Nick Cantu from the parent perspective our eighth grader her teacher used it this year and it's been a lifesaver um on nights when Nick hasn't been home yet or Monday nights when he's been here with you all I've been using those videos to uh to re-teach myself some algebra one with my eighth grader so it is incredibly worthwhile I'm an engineer so I could use some new math teaching myself so it's different now I didn't think math was different than it was 25 years ago but it is so the other thing I would ask I do appreciate you guys looking into benchmarking Dr hack put together a really good uh just a one-page document that showed performance at those schools aligned with the tools that they're using I would just ask maybe if you could share that Dr hack with Dr Jason Dr Edwards that they might be able to put together some similar document because it's it's helpful to see not just that other places are using different tools about how they're performing I know there's a lot that goes into the performance of a school corporation or a high school but if we can see how those tools align it's probably a decent indicator as to whether or not those tools are are assisting in that performance or not so so I would just asked for that if you would help please thank you sure thank you all very much and I was just I saw a lot of AP and I may have overlooked it does North or east either either School offer any ACP courses financially okay Mr Nella and I knew I know I just knew um so I so there were there was a lot of stuff there but the ones that are used for core which I think was hmh for middle school and then the illustrative math um are the digital talk to us about the availability of Spanish uh the the hmh for Middle School um is available in in Spanish um the uh illustrative right now the algebra 1 is available in Spanish um with probably plans to to move to geometry and algebra two um and and we're exploring resources to to be able to if we can utilize you know Google translate things like that that we're doing right now okay and and also my questions are around those because those are the newer of the of all the all the complexity there um so talk to us about professional development for rolling it out and how that would might involve not just Math teachers but special ed teachers and ell teachers so a luster I was just emailing the rep end of last week after our conversation with Brad so we'll still work on kind of finalizing exactly what's involved but every company involved has PD options that will be kind of rolling out you know hopefully here before the end of the school year but then over the summer but then most of them also have options that we'll be able to pull into on the PD days next year but illustrative math for sure being the new one hmh will be the two that we really need professional development on because we're relatively familiar with CPM and some of the others so and that will include the support teachers especially yes yes yeah yep we did that with Ela and social studies too didn't we we really yeah and and finally thank you I know how much work goes into this I was just going to add that uh RPD PD day coming up on Thursday Brad and I part of part of that time uh when we have the the afternoon to be able to work uh with departments which is is really nice that we're adopting the same thing so that we not only can share within our building but also you know across the district uh part of that time is going to be digging into a lust driven and hmh in those grade level groups uh and and part of our exit ticket that we have you know at the end of that time is really going to be asking teachers you know where does that professional development need to be directed what what issues are we having what you know to be able to implement that what what what do you need and so that's going to be one of those questions that hopefully our teachers will answer um and give us some feedback on during that BD day just one more quick follow-up I believe both curricular resources electric math and into math it's an automatic with adoption two-day in-person training and then also an option of four virtual sessions that are more specific and then they have lots of a la carte PD that you can order so to speak based on our results of what we hear from our exit ticket thank you so much for the presentation and the time and effort that you put into it I don't think anybody on this panel can answer my question so I'm looking at others in the room maybe Mr now alone or Miss Dr Roberts I know year in year out there's discussion about the materials fees and the impacts on parents and there's been some discussion in the state house this year about whether or not that might change has that legislation move forward or is it dead at this point or no not dead but it's it's wrapped into the budget itself at least to the house version and so the Senate is reviewing that at this point and I would I would hope that at some point the next two weeks because the session's about to run out we'll see what the Senate version says but the house house aversion has the governor proposed that um textbook fees resource materials would be covered by the state in the budget the version of the budget has the tuition formula the dollars that come to the schools paying for that so it was not a new line item for textbooks it did the expectation in the house version is that you can cover it with the money that's calculated the formula that they currently have so the Senate is weighing all that having conversations and we'll see what that that uh what their version looks like and then I guess that that makes me Wonder will there be consequences to districts that choose materials that are more costly would they keep the savings if they lower chose materials that were less costly do you have any idea how that would work I I don't um no and if the legislation goes through when they're talking now about a budget that would start in July yeah July 1st so there would be a change maybe for the next academic Year yes back to Chad's budgeting usually has three different um uh dollar situations he's working on a July 1 to January 1 to genuine July one of July one again to January one yeah three different phases I just wanted to add that it's more complex as are most things than just having the governor say we're going to pay for textbook fees some districts have textbook fees pay for Chromebooks so there's an annual fee that pays for that we do not we happen to pay through that through the operations fund some of these activity fees that pay for example for toner usage in a building those aren't accounted for a lot of times when people think about textbook fees but curricular materials are defined differently in every District the definition is the same but they're applied differently in every district and so it's going to be interesting to see how the legislation plays out but our folks have to continue with the textbook adoption process that we know best keeping in mind when when the opportunity presents itself to be frugal we do so but in most cases inflation is going to hit as hard this year thanks for standing there while the answer [Laughter] [Music] very nice job thank you all very much and and as you said just for for those in the room this will be voted on in the next board meeting on April 24th so Brad and Eddie was it intentional to wear blue and orange for tonight's presentation just curious hey I believe we have one more presentation tonight is that right Dr Roberts uh Legato program Dr Heck and Dr Parsons enough well thank you for having us and I guess we're batting cleanup tonight uh and it's been a little bit of a wait but I tell you we are really excited uh to do that and as well worth our weight uh this is actually about a seven year uh ago process that this happened and we've been in implementation now for five years I believe this is our third update and this is probably gonna be the most exciting update that you will have uh since the creation of Legato and I do want to give a shout out to our school board even though many of you are not on it at the time but also to Dr Roberts because a dual language program in a in a community like Columbus a more rural setting is not common and you have to go against status quo Trends to be successful in certain things and he took a chance on Legato uh and he put it in Clifty Creek and it's this dual language school has just flourished in our students and our communities and the lives of our families so I'm very grateful for bcsc I'm grateful for that you guys took a chance for our kids and put them first and I think you're going to see today in our program our Legato the great things that happen and this is gonna be a first I'm actually going to speak very little uh I'm going to turn it over to Mr Happy our assistant principal and uh Gracie patina hi everyone thank you for having us um this first visual is just uh to show how much we truly have grown since 2018.

so those two pirates on the left Maisha patino image they were our first a kindergarten Legato teachers so in 2018 they rolled in just fresh and ready to explore and then this picture on the right was just taken this just a couple weeks ago but that's how many teachers and tears we're up to now I'm just about 20 there are actually a few missing in this picture but we have just grown and gone from just two teachers bouncing ideas off each other to a whole team that can work together and collaborate and come up with great solutions for our kiddos some numbers behind that so in 2018 we started off with about 62 kids um in two kindergarten classrooms in a Pre-K room and we have gradually just grown that each year this year we're up to 10 classrooms with 220 kids we're Pre-K pre-k through fourth grade and this year we've actually seen the highest number of applications so our application process similar to the CSA programs we roll out and we've doubled an application since 2021.

um so we had we had over well over 100 applications this year for just our two incoming kindergarten spots kind of where we're going from here so we will continue rolling through until sixth grade at Clifty Creek so next year we'll have our fifth grade classroom and then at sixth grade the year after and then continue filling out those sections in each grade level so when we are pre-k through sixth fully we hope to be around 15 classrooms with about 350 students to help us get there um this year is our first year that uh Maisha patino moved from the classroom to be an instructional coach she has been instrumental in really improving our practices and helping align K4 our Pre-K for our efforts um from Clifty Creek the Legato students will travel to Northside we are currently working with Mr Burton at Northside to see how that will look and how we'll develop that program and from there the the idea and the goal is to go to high school and get the Seal of multilingual proficiency from the state so this is just a an opportunity that we're thoughtful and planning pre-k through 12th grade for our kiddos and Maisha patino will now share even the better things about our program hola buenas noches everyone thank you for for allowing us to be here it's truly um just a blessing to be here but you might ask yourself what is legal and I know many of you are so um Legato Spanish Immersion Academy is a two-way immersion program other report asked to uh dual language immersion and you can see just our beautiful kiddos here smiling it is a program where we use two languages of course Spanish and English or academic instruction but I also providing that gift is what we call a gift of our bilingual education and the opportunity for our students to be bilingual bicultural and by literate and you might ask yourself what are these three beautiful B words right and uh bilingual means that you have the ability to speak and listen in two languages and by literate means that you're able to read and write in both languages as well as well and uh like all those Spanish Immersion Academy we're just so grateful to have that opportunity not only to be bilingual and biliterate but also by cultural because we are providing our students with the opportunity of becoming I'm just Global Learners and being able to look through different Pathways look through different cultures and be diverse and be able to seek other opportunities within their classroom setting within their school setting and their community of as well So within legado we have our students who are becoming proficient in both languages and Spanish and English and you might ask yourself as well who is legalo our students are what make up legal it's all of our students are English language Learners and our Spanish language Learners it's a whole group of kiddos who are coming together to identify their own cultural identity grow through academic success work together to just grow in in what they're learning in the classrooms what they're learning in the community and it's just beautiful to see that they're all coming together as one and they're growing together and learning together which is at bcsc which is so grateful to be part of a school Community like Clifty creek and a program like legado and of course the district that Embraces culture and it's not only your students in legalo it's also our teachers our passionate teachers our dedicated teachers our teachers full of energy who go into the classrooms every day with a smile with great enthusiasm being those Advocates and of course those teachers who are just shimmering the wealth of being culturally diverse allowing them to speak in two languages and just being there for their students so that's who legado is and you might ask yourself as well how does it work well our program to a language program has a 80 20 instructional model which of course Spanish is our target language and we're Pre-K and to first grade is taught we have their 80 20 models so 80 every day is taught in Spanish and 20 is English and you might say well what's that 20 in English it's roughly around 30 minutes of our day that it's literacy instruction for our students from pre-k to first grade well they're exploring um all kinds of activities where our teachers are committed to providing those authentic activities for our students where they're growing in both languages and Spanish and English and as they go throughout their Elementary School years leading into a 50 50 balance from their fourth to sixth grade years so it's it's truly impressive to see how our teachers are are striving to create those authentic activities for our students and igniting that Curiosity for learning but more importantly the Curiosity for language and the world around them and allowing them to be diverse Learners and just being curious of the world around them so it's truly amazing that the word that our student that our teachers and our students are doing I'm not only in the legal Spanish Immersion Academy but also within Clifty Creek because it's we're a family and we're very proud to be a cougar family and we always sit in the hallways we agree all everyone um we we say hola we say bonjourno it's really beautiful to see that we're all a cliff decree Community working together together learning and just for the betterment of our students and you can feel it whenever you walk into the hallways you'll also might ask yourself why choose Legato and we have two testimonies here from many many families of their just their testimony of saying why they chose legado and how that it just impacted their life story and it's beautiful to see that parent involvement and commitment is just key and crucial in a school studies especially in these are two of her families her current families in legado there's a Spanish and an English version so you can read those if you'd like but it's it's beautiful to see their commitment and um just that that they're a key and crucial point to the success of our students our our school community and our bilingual program so our our families are are a key a key point to to legado and it's it's beautiful to see their involvement parent meetings are a must as well in legado Spanish Immersion Academy because we see teachers that parents involved within our school building and um a year ago when I was in third grade we were able to have parents just come in one morning and just explore the classrooms of legado Spanish Immersion Academy it was beautiful to see and hear them say this is the first time I'm hearing my kiddo speak full sentences paragraphs in Spanish or English they were able to go into kindergarten classrooms all the way to third grade and Pre-K and it was just I mean it's just beautiful to see the parents commitment that they were there they were in their enthusiasm as well and they're their leaders for their kiddos any apparent involvement is more than welcome in ligado and of course Clifty Creek and it's beautiful to see that it could be like a morning like that where parents are immersed into our classrooms or where our students are maybe at the Raiders theater in Spanish for our second grade classrooms we see our parents there and it's beautiful to see their commitment there what makes legado special you will see here testimonies of current teachers that we have in legado and dual language is a very beautiful field a very interesting field as well and challenging at the same at the same time but within legado we do have our 100 teacher retention and that might be a number to some but to me that's very beautiful to see because our teachers come excited their enthusiasm is their their commitment their passion is there and their dedication as well and every morning they greet their students with a smile they greet their students with an Ola and they're ready to get the day started there might be some difficult days there might be some days where where uh maybe what am I gonna do today what's my my goal for my students today but they're greeting their students with a smile and you can have these testimonies they're in Spanish and English of what their what our teachers feel and their sense of belonging in in Clifty Creek so it's not only about legado it's it's all about our school Community as well and we truly love Lego but we truly love being a cougar family and you can feel it and and we just love that sense of belonging within our school building and part of a district that also Embraces uh cultural diversity as well as well so this is what makes legado special and not only are teachers but also our students they are our true Champions here um in legado and I asked them okay kiddos now I would love for you to tell me a little bit of why you love legado why you love being a bilingual learner what is so special about uh being a Clifty Creek cougar and this video speaks more than a thousand words like a picture and I'd love for you to hear them because this is what this is what they told me I like Legato because my teacher can help us grow a bean and I like Legato because all of my friends can help me if I need help and they're all my best friend I have my best friend out of my whole class named Melissa and she helps me with like everyone foreign is [Music] these were two siblings fourth grader and a first grader and just sharing about their love for their classroom their teachers and being a bilingual learner next we have two second graders a second grader sorry and a third grader and then just sharing a little bit more about why they love being a bilingual learner activities [Music] I like Legato because we do a lot of fun stuff and I do a lot of fun activities with my classroom and because I I love reading and writing and all the stuff that I learned about in my classroom it's been some great years of hard work and such a beautiful Journey that we've been all together in legado and we're really excited to wear um legado will be in the next couple years and how much we'll grow but we do we do say it all the time um being bilingual is a superpower and we can just see that with all of our students and these are just two extra videos that we had but um thank you for the opportunity legado has grown because of that commitment because of all of our commitments at bcsc and we're excited to see where it will continue to grow thank you [Applause] any questions always give the mic back to the principal that's what I'm learning she made sure of that right okay what questions do we have team um thank you so much for the presentation I was curious about the stats a little bit on the number of applications versus the number of seats available I think it was at the kindergarten level we've got two classrooms at each grade level now K through four oh was it twice as many applications as we had seats formed sure that's a good question so in kindergarten we accept 52 students 26 in each class but there are 20 students already coming in from pre-k so of those 56 we have 36 spots to fill and we had a hundred applications that had come in to fill in those spots okay so we have two classrooms at every single grade except fourth grade right now we have one fourth grade classroom that was our first cohort and there's 27 students in that classroom but after we we progressed through they go through sixth grade eventually we'll have two in each grade But as time goes on there is of sometimes kids that will fall out for various reasons movement Etc that would cause that number to go down a bit but we start with 26 in each classroom in kindergarten what are we thinking about the the Demand versus the supply the the demand for the program versus The Limited number of seats that we have I think the demand is appropriate right now uh it's a very unique educational environment in a dual language program and a lot of people are very intrigued about it and we're seeing our numbers go up because more people are learning about it more people are hearing about it the word is getting out our greatest success is the Word of Mouth from our families and uh the number of siblings we have coming into the program so often and and often we select our students we want half of our students to be Spanish-speaking native Spanish-speaking students and have to be non-spanish native Spanish-speaking students so there is a complex process in selecting those kiddos to make a a healthy and Equitable dual language classroom environment so there is a process in it and we sift through all those applications and um I think it's an appropriate place we're in right now for the learning process of it any other questions yep um well I two questions that are connected um my grandchildren actually started in a duolingual school in Kalamazoo Michigan and then they moved to Louisville and did not have one available I wonder if you have had kids move in from other places that were in dual language programs that started not in kindergarten but they fit into your program we have and we're excited when we're able to have those students come into Columbus and often it's the benefit benefactors of cummins or Toyota bringing those families in and they're excited I think a huge Testament is we've had several families move away for their their families employment and they enroll their children into dual language schools where they go and similar to us those students take an assessment to ensure they have the correct Spanish ability in reading and writing to go into the program and our kids continually our parents will communicate back with us that they said this is one of the highest kids we have in our in our program our 80 20 model is not always common in dual language a lot of schools in the midwest run a 50 50 model but we run an 80 20 model and it's very effective I'm so glad we chose that it is the right model and as you see in some of those videos our kids are blossoming in their Spanish and along with that is there a way for students who might not have been in a dual language but they think they might fit do you have some way that you test them that they might come in after kindergarten I'm thinking you lose spots so can you do you have ways to fill those spots I guess that's correct and we feel uh quite often Gracie will do assessments quite often if families that move in into our community and we have a lot of families that move into our community that are already native Spanish speaking and if we can be a resource of help for them if they can come into our community be plugged into a classroom know the teacher's language right away and have success on day one that's a huge win not only for that kid but for for our school corporation compared to them going into a classroom where they don't fully understand the teacher we're sending homework the parents don't and cannot read because of the language barrier and they feel disconnected but when this kid comes into our program they can literally pick up the phone call the teacher understand what's going on feel connected immediately come into our front office be met with by someone that speaks in Spanish and just feel welcomed they feel at home uh it's a it's a great feeling to see our families blossom in that and I would say in my six years of clippy Creek a number of our Hispanic families that come into our school building each day has increased dramatically the idoe certification it was on one of the first slides uh can you say just a couple sentences about what that certification is and what it would mean sure it's it's a it would be on their diploma and it's part of the certification that they can test in high school so the the goal is that they will go through Middle School Northside Middle School in the global pathway studies that they will receive their their continued Spanish education there but then when they go to high school that they would have the opportunity and they would have the choice to become multilingual in that process as well maybe they pick up Mandarin maybe it's French Japanese Italian they have that opportunity and we're setting that up so that you know I always pick on my son my son is in the program and he would want to take Spanish one in high school that that would be his genius idea but we're gonna create we're gonna stop all that and be able to have them do that before they pay Spanish one through four before they get to the high school is the goal so that they if they want to continue on and become multilingual that opportunity is there but then we'll give them the opportunity to be able to test in that proficiency to be able to go as a I think it's called the Seal of bi literacy on on their diploma which is a a big deal in the state of Indiana and for colleges and for employment we want our students to be bilingual more than that we want them to be by literate we won't be able to communicate uh effectively both in spoken word and in written form um with their with the people that they'll be working with I really appreciate the the picture of all of the teachers it looks like a great team you brought great energy tonight um the whole team did thank you for the presentation and the videos in particular were really enjoyable that was awesome thanks good job thank you [Applause] okay for recommendations you know me I'm pretty linear so I'm going to start here at the end with Mr Bryant you know okay Mr major I think yeah so the first thing I think others might say this too so anybody that's walked down that hallway thank you to Parkside and all the students have put to that artwork together it's kind of nice I when I first walked down there when I got here I really didn't even recognize it to be student artwork because felt like it was in the right place so great work there I did reach out to two different principals so I did get responses from Kelly McIntyre at bcsc pre-k obviously Pre-K there's no athletic or academic accommodations but from a staff perspective she mentioned Stacey O'Brien at Smith has a lot of passion and joy for everything she does does a great job giving up time outside normal hours to serve students families and teammates and she's a reason why the pro one of the reasons why the program was strong I hope I don't mess the name up but Lindsay Linda Weber from fadre also provided a response mentioned that the math bowl is working hard to get ready for the next competition here in another week Stephanie Keel first grade teacher earned her recertification and project-based learning and one thing that's really nice to hear too that might be another few future best practices third graders scored 15 percent higher in I read than last year so that's a that's good to hear that as well she gave me a couple other things but in with respective time I think I'll hold those back the last thing I want to talk about real quick is um one of the people I work with brought up that Smith Elementary had Vex robotics competition about a week and a half ago or so at Lucas Oil with there was about 130 other elementary schools there and uh Smith placed third in the state and that qualified them for the Vex World competition in Dallas Texas in May so I want to thank Lisa Haynes and Casey Volts for their efforts there leading that initiative at Smith thank you Echo Mr Majors contributions also in particular want to thank all of the uh CSE employees whether they're staff members or teachers and all the parents that have been involved in all of the presentations that we've had this evening you think about all the support behind those students that we recognized all the work that went into the math curriculum and great presentations about best practices tonight so thanks to all those folks thank you um for me I'd like to recognize Mr Phillips and his financial team I got to participate in a financial audit closing meeting that was very exciting um but I've been involved in many audits as part of my day job and and I think the good news was there were no I'll call them major findings everything was kind of minor administrative things opportunities for improvement we don't know how lucky we are to have a school system that's financially sound and we have a great team looking over that for us so that's that's a blessing not every school system has that so thank you thank you for the team for that there's a lot of prep work that goes into those things and then also to Mr Burnett Josh um gosh it's late I'm a morning person okay so if I missed last names I'm sorry Josh but but the teacher of the year video these these collages that we put together you just do a great job like giving us a window into the day of the life so nice work thank you uh three quick ones uh first one Friday March 24th I had the opportunity to visit Columbus signature Academy and so thank you to Mr Reed the principal and student Abby shoot who is headed to Purdue next year to study chemical engineering for the great tour and explanation of all the good things that are going on there accommodations congratulations to Columbus East Senior student athlete basketball player Sage Stahl for being named to the Indiana All-Star team that's kind of the Apex in Indiana of basketball player's dream and Sage next year Headed to ISU to play basketball she's the fourth All-Star in Girls All-Star in East history in the first in 16 years and then lastly and this was on the across the top of the front page of the Republic a little over two weeks ago but more than a thousand Indiana high school students started the participation in the Indiana poetry out loud and Columbus North Junior sharifa darshana moon jaluri was the Indiana state champion and will represent Indiana in the 2023 poetry out loud National Finals so very very cool there yep and keep going with that um one of the things that I found just recently was the bcsc C4 culinary team is going to the National Championship in May at the National Pro start Invitational in Washington DC so I'd like to congratulate it actually shows all four high schools from Bartholomew County with Coley Hera and Tyler Martin from Columbus North Alexis Janis Cisneros from CSA new tech Brittany Gonzalez Tapia from Columbus East and Wyatt sessions from Hauser so when you're at the end yours get taken but so um but I had accommodations for Lisa Haynes the only thing I will add I tried to look up today how I could help support they're trying to raise money to go and I couldn't find it so I asked her tonight because she was here as the the Smith teacher of the year and and anyone who's interested she said contact Smith Elementary directly if you want to donate to help them get to Dallas or Houston wherever they're going Dallas and the other I had was stripa with the Poetry out loud I will just mention um so there were over a thousand that started there were 14 State finalists and one of those besides sripa was Austin Menifee from CSA new tech so there were two from Columbus in the finals okay thank you okay next I believe we have school board member reports let's start with Dale switch it up um so the Columbus Youth Development hosted a Youth Empowerment Summit at the Columbus Learning Center last Friday and I attended part of it it was it was awesome there were about a hundred Bartholomew County High School students from east north and Hauser many of them were from the igrad programs at East and North the whole thing was put together by student ambassadors which I learned about is a really cool these are people that are identified as with leadership potential who aren't necessarily students who identify with leadership potential who aren't in leadership positions so they they get together they learn about leadership and they put together the program they had four breakout sessions boundaries and being me diversity which was presented by our own Mr Edwards adulting in 2023 three I was curious about that one but the one I had to go to was successful failing and it was tremendous and and their keynote speaker was Hannah Omar who talked about her own um failing and succeeding from failing thanks coming up later this month both on uh both happen to be Saturday April 29th to kick things off that morning at South Side 8 30 will be the third annual good better best 5K the the winner of What's called the out of the box teaching award will be announced and then presented a big check that morning at 8 15 and then later that day from 11 to 3 uh Beast the school foundation in partnership with the visitor center will be offering architectural tours of three bcsc schools Schmidt Smith and Richards tickets are twenty dollars and proceeds go to benefit the school Foundation information for both of those things at bcsf stars.org oh now sorry legislative report this came up earlier um first of all thanks to Senator Walker for being one of the four Indiana Senators that participated in kind of a halftime report if you will that was put on this session or the halftime report of this session put on by the school boards Association as I think Dr Roberts said earlier a little bit less than 30 days left in this legislative session it's scheduled to end Saturday April 29 and the piggy that everybody seems to be probably waiting for the Senate Appropriations Committee is is slated to vote on the Senate Republican version of House Bill 1001 next Thursday April 13th and so that will be the third version of the state budget the governor's version of being the first the house Republican conversion being the second and then the fourth version will be the last and prior to that there will be an updated revenue forecast to come out in the near future fingers crossed from for good news from that revenue forecast I would say particularly for fiscal year 25 where where the current House Bill budget is is I would say rather lean to say the least several bills relating to K-12 education that have made it out of the house and are scheduled for hearings there are many of those this Wednesday April 5th and gosh I will I will stop there I was going to go on a little bit with more with deadlines and process but I'll stop um the Bartholomew County Redevelopment commission had their meeting today so so um this committee guys is just starting to spool up so we're just starting to collect Tiff dollars I think they have about a hundred thousand dollars in the bank that we talked about today so we have a few meetings this year not a lot of money to spend on any big projects they're just accumulating wealth to help support Redevelopment kind of up in the Tiff region near the Edinburgh malls Leah Byers was was sworn in today as a new member of that committee and then I think the next meeting is June 5th to talk about approving a resolution and we'll have some more information on some of the tax District changes and I think Chad that's the one that you'll want to come that you you'll want to come to as well on June 5th okay last Monday evening the 27th of public engagement subcommittee met again we had great conversation and continue the last meeting we kind of worked on the goals what would our goals be for public engagement as an organization and I think as we move forward we'll be going from that what our goals are into how to achieve our goals foreign this month the Health Trust did not have a meeting and uh the city Redevelopment commission did meet on the 20th there was nothing new to report from last month the meeting was very short it was nine minutes long there was a note about the grand opening the 1821 Trail downtown that is this Thursday at 9 00 A.M that you all should have bought your bricks for last year when I encouraged you in every single board meeting to do so Mr bright give me anything nope nope nothing tonight okay next we have cabinet reports Dr pleep the cabinet report this evening is about a calendar change and right now I'm just in a foreign view of the requests that we're going to make at the next board meeting on April 24th if you haven't heard on April 8th 2024 about a year from now there will be a total solar eclipse in our area and we are in the pathway of it I know Dr Boseman is in a lot of conversations with those in the community about that day it's predicted that the eclipse will create challenges in communities all across cities in our state so there are a lot of state and Community city and county conversations going on about what the day will look like as it impacts the operations of the city and county including schools we had conversation with cea and with cabinet members and we are looking to make a change to the school calendar come back to you at the next four meeting for that so we can inform our families before this school year ends so they know next year's changes to the calendar the change that we are asking about is to move our bcscpd day from Thursday March 28th that's the day before Good Friday and to move that ask to Monday April 8 2024 so with that change students will come to school on Thursday March 28th as a learning day and then we'll be off Monday April 8th and while staff will be participating in MPD opportunities which creates the next question if depending on how the community is we'll impact that will that be on our 2000 employees the PD committee will take all that into consideration from city and county and to make the decision of how we will maximize the use of the PD day for learning opportunities for all employees on that day so again we will be asking at the next meeting on April 24 to move the PD day for March 28 2024 to April 8 2024.

thank you and and just as a reminder the solar eclipses meant to pass through Columbus around what time of day Dr please you would have been close to our dismissal around 2 30 3 o'clock I believe that's the area three o'clock okay and the whole thing is you're thinking well that's already dismissal why not a learning day but there what it is is it the increase and the concern and challenges for City and County officials is they believe all the visitors from all over our country will be coming to the area and there are different areas and it's like it will stop movement it'll stop roadways it'll stop anything like that so it's happened previously in other communities and enough so that we have a lot of communities across state that have their own website and little taglines probably selling T-shirts and all that but it only lasts about five minutes I believe but it is something that people want to come and be part of and we'll be welcoming many guests to our community on that day thank you yeah so just a reminder on that whenever we have a calendar conversation we like to give that to you as as kind of a first reading as a first reading and then come back to you after people have had a chance to think about it community's been informed to to have a vote the next time so that's we will have a recommendation for approval on April 24th okay and then geobond Phillips so this is just a reminder for you and kind of setting the the meetings to come we've discussed a couple of times in public meetings that we intend to pursue a Geo bond this fall um first action would take place in April and we post notice of public hearings and then we have four public hearings that are part of this approval process just because the Geo bond is above a certain dollar amount there's additional steps required so there'll be a public Hearing in April two more in May and then the final one in July and then the bond sale we anticipate will be sometime in August After we receive updated assessed value for 2024 and just a reminder this is a tax neutral bond issue that we're able to do because we refunded just this last a couple of months ago the 2013 projects at a lower cost and then also the 2003 projects we make that last payment this calendar year so all of those things will come to you in the next next few meetings thank you Mr Phelps okay next section of the agenda I believe we have public comments uh I believe there's one individual who'd like to speak tonight John Appleton I believe if you wouldn't mind correcting the way I said that if I was wrong apple b sorry about that oh I see it now my name is John Appleby and I am a resident of The Shadow um Shadow Creek subdivision here in Columbus this is Karen Abel she is with Brighton Realtors here in Columbus as well um I'm a fairly new Resident to Indiana and unfortunately due to the sudden passing of my wife I've had to put my home up for sale and in this situation we've discovered that for some reason my home is the only home that is sending children to Mount Healthy whereas everyone else around my development is going to South Side so I am seeking the boards help to redistrict my property to Southside Elementary um Karen was able to get a contract on the house and unfortunately the contract was voided due to incorrect School District information so I'm not just looking at this for myself but I'm looking at it for the future of any families that are going to own this home you know as we grow up typically we love our friends to be surrounding us and we all want to go to the same school so that is the reason for my request I am going to pass you a map which kind of illustrates the scenario my home is down here in this corner that's the only homegoing amount healthy whereas all the blue is south side my address is 1938 Creekstone Drive Columbus what I'm asking of the board is what my few further steps would need to be if any and I appreciate your time and your consideration of this situation if you have any questions of me this job will be may I take a photo of this that's just from my records thank you thank you well that's being passed down I I am thankfully new to anything districting related and I don't understand the process at all for for things such as this could anybody just give some background information on how how this how these things happen or work I can give a little bit but redistrating itself is a relatively complex process um that area was redistrict in 2011 I believe when there was overcrowding at South Side so lines drawn in in the neighborhood and some homes then in Shadow Creek are going to Mount Healthy in other homes are going to to South Side with I don't know exactly we'll have to dig into that one in terms of that one house surrounded by others or whatever that case might be but it's it's a about 12 years ago that was created and that's the circumstance so there certainly are homes or families who can see South Side Elementary but go to Mount Healthy the kid's good about healthy so is this something that we can control or is this going to like the zoning board no it's a redistricting or deciding where students go to school is it was able word eventually a board decision yeah they did not just we'll do we'll do stated and this is understanding the challenges um changing one house it was probably not what you could do you'd have to look at that entire situation or circumstance any other questions for Mr Appleby from the team we can have a couple of people take a look at that and at least have further conversation we're sorry for your loss sir thank you for coming to talk to us tonight appreciate it so in no further steps that I need to do at this point no we will need to do do we have your contact information [Laughter] thank you sir okay next we have a requests for approval Dr Roberts it's quite the list um so I'll just uh review and then we'll take it from there um a lot of things we've had several meetings even though we only had one regular session meeting in March we do have the minutes of that meeting but also minutes of executive sessions on March 8th March 24th and March 28th as well as a strategic planning session on March 24th so you guys were together quite a bit supplemental contracts you have a list of those as well field trips and professional leads are included for in your packet as well as our school fundraisers we have claims in payroll um the claims for March 6 were just a little over a million dollars the payroll about 7.1 dollars and that payroll covers the check dates of March 10th and March 24th included the work period from February 13th through March 12th so a month it also included some extended season athletic payments as well as some scheduled B and C coaches payments so there were some additional payments in there we also have from Dr Boseman a request to receive permission to award a guaranteed maximum price or GMP Amendment a second one for heating ventilation and air conditioning for Schmidt Elementary School uh we also have a request from Dr Boseman and AJ McKeon to declare certain school buses as Surplus and then have the ability to donate and or trade or sell those we also have a recommendation for the elementary math resource adoption so similar um meeting you heard a presentation from our team that's listed there so as a first reading and now we're asking for your approval tonight the secondary math adoption was was a presentation tonight we will ask for its approval on April the 24th the next meeting uh we have a privilege Jewel agreement settlement so that was a long process and probably do people do realize that nationally a lot of individuals had joined into this lawsuit against Jewel and we do have a settlement amount of of approaching three hundred thousand dollars to the school corporation so we need to approve that settlement and sign paperwork and move that on so we're asking for your approval to settle with Jewel and receive uh approximately uh three hundred thousand dollars for for that the we also have based upon the public hearing today tonight a request for that 2023 additional appropriation resolution that was uh six hundred thousand dollars and then we do have uh the upholding of an explosion examiner's determination regarding student discipline there was an appeal to that so we're asking that you uphold that and that is the list of items I have letters a through K are my recommendations thank you Dr Roberts do I have a motion Miss swelden before we uh take a vote I would like to request that letter J be removed and voted on separately the additional appropriation resolution okay Mr McIver is nothing more than that is there except just one member asking that being moved off okay okay we'll take letter J out of there so recommendation would change to a through I and then K do I have a motion real quick um I do have one question about age and once we get through a motion in a second then we go for questions and comments if you're able to okay is that okay yeah I could wait I'm Mike's teaching me okay I'm following rules here Robert's Rule okay yeah yeah can we do that then please so yeah so Mr major request for letter H to be pulled out as well so that recommendation now changes to a through G I in case of whoever's making that motion and since I missed the meeting for k I will abstain from that vote so do we need to vote on that separately yeah okay so yeah because I've traveled I I think so Mrs will and so recommendation based on those three being moved out of the consent agenda item we would have a through G which takes us through the um typical a through e and then the guaranteed maximum price Amendment for HVAC is Schmidt and the declaring school bus is a surplus so a through G and then also the approval of the Dual agreement settlement letter i a through G and I move that we approve the consent agenda items in number three letters a through G and I as presented thank you Mr Grimes do you have a second second thank you Logan all those in favor a question yeah real quick the only question I have is this uh Jewel agreement what is that money going to be put towards yes real good question Mr major what we want to do is make sure that we use that dollar Mount somehow toward the issue that was caused right we joined into the jewel lawsuit because there has been a tremendous increase of vaping uh what that Remedy or solution looks like for us we don't have that Mr Phillips in terms of receipt of those dollars we signed a paperwork get things in we're looking at a a a a single dollar knot to begin with and then a couple of years of smaller dollar amounts right right and it's the total settlement amount is just under 300 000 we expect to actually collect more closer to 200 000.

thank you after returning fees somebody has to get some of that dollar and then so 50 of That's supposed to come sometimes sometime towards the end of this calendar year and then two smaller payments each of the following two years and I think Dr we were talking about this said it best we would love to use that in a way that actually helps kids stop vaping we just need to put together a group to to really look at that and see if the best use of that is yeah and I I that's where I was kind of ahead it was is this going to be treated like a restricted Grant where it has to be spent on certain things and it sounds like it most likely is it does it's not required to be that way but we would like to look at it that way and bring you a proposal as to how those dollars would be used probably our Wellness Council being a good one to take a look at this from a district perspective and come up with a recommendation thank you okay just since it's a one-time source of funds we'll look at using the funds in a one-time kind of way mostly yeah again we have those couple of extra payments that will come out after that first one but yeah we're looking toward a one-time thing that does not result in us having an unfunded situation or cliff okay all those in favor of recruiting consent agenda items a through G and item I say I oh there's a post Mission approved thank you I think next we will move on to uh letter H which is elementary math resource adoption so any moves that we approve item H elementary math adoption thank you Mr nallen do I have a second second thank you Mr Grimes any comments or questions yeah the question I had was related to the document that Dr hackson out a week or so ago and it was a good breakdown of different School corporations and the fifth and sixth grade proficiency levels of each along with their math resources our our go math puts uh I'll just go off with sixth grade is around 40 percent math proficiency looking at I believe it was Eureka Math that we're proposing other school corporations Marion schools obviously they're newer only having used this tool for two years 25 percent Northern Wells two years fifty percent and uh Batesville uh two years 47 percent compared to Envision maths of Oz uh New Albany which is comparable to us maybe about a hundred person 100 student difference is uh 45 to R40 Center Grove is 58 percent and Batesville or sorry Batesville is 47.

Green Castle was the other one that was Eureka that was 38 my my concern with um Eureka is that in two out of three of the cases where Eureka is used their performance is less than ours and three out of three Envision is greater so I just I know there's a lot of work that was put into this I just kind of want to understand a little bit about um what the what the differences between envision and Eureka and why it looked a consistently perform better for students I'll appreciate anyone answering thank you so glad you were able to read the Friday notes and let us explain a little bit more about the process as well as data collected around the state I will let Gail respond to that just making sure we understood the question first as well as all the complexities that go into all those scores when they adopted how they did PD how they rolled it out are they consumables so there are other things that aren't listed on that sheet that really that really make up the curriculum and the components of what happens inside that math class so while there are a few facts on there there are multiple multitude of many things that happen within that math classroom so that's that's one big reason that we like Eureka Math because we really are going more into complex math I know that you're asking specifically about enVision Math and that is not one that even landed as our one of our final three again looking around those eight principles of teaching mathematics and where our kids are and where we want them to go and teachers understanding that we're missing that conceptual piece so really looking for a program that would help us as teachers to be able to help students so things like manipulatives and exploration and what does that mean and multiple strategies and and even to go back to what the secondary people said tonight that conceptual development with procedural fluency coming with time so it's not going to be an immediate overnight that we might see a change it's going to take some time but then that can't be taken away from us because we have that conceptual development not just procedural fluency we can teach kids to do a problem we can teach the steps to the process but if that Pro if that application has changed if the scenario is changed if the student has to make a decision about which process to use that's where we're struggling so we really wanted to find that piece that would help us to build that framework so that we continue to grow I can't speak specifically to Envision don't have that material in front of me I don't have my paperwork in front of me to to speak directly to that program but I do know that it didn't even land in our final three okay thank you okay anything else thank you all those in favor of approving item H elementary math resource adoption say aye all those opposed motion passes unanimously thank you thank you uh next we will move on to item J 2023 Edition appropriation resolution that we discussed quite a bit tonight do I have a motion for item J I I don't know if this is appropriate so maybe I can get some help but I would move to table this to our next meeting in those gaining additional information for the request of the teachers and um citizens that spoke tonight volunteer I'm not sure we've got the recommendation nobody's made a motion to approve it so let me go ahead and make a motion and then you can table it or does this table first or table second okay that's what that's what I'm requesting is to the next meeting yes okay I have a motion to postpone item J do I have a second for that motion second okay all those in favor of a motion to postpone and just to be clear we would post be postponing the decision to our April 24th meeting is that what I'm understanding the motion to be yes and I'd like to with that I'd requested that we have more data and background consistent with answering some of the questions that were requested earlier so if it's been moved and the second we could have questions before we vote right right I thought you were about to ask us to vote yeah no no we can we can ask questions but again our vote when we come back will be a vote either to postpone it or to continue with it in the agenda and vote so I I think the appropriate question is to ask Mr Edwards what impact would that have um if what I'm still struggling with myself is do we do this 2023 or do they do this August of 2024 but but Mr Edwards could answer if we do vote to postpone and we're still looking at implementing in August 2023 what does that do does that make sense I'm thinking about hiring and what that time what that does the timeline about filling spots so what you just mentioned is exactly what we would end up facing so if we postpone then ultimately we're delaying posting jobs uh having interviews typically when we post a position it posts for about two weeks and then we look at the candidates and get them scheduled in for interviews as quickly as possible so um if we if we delay then we are looking at uh pushing that pushing that timeline back in in the stat becomes relevant then is we have folks in our ranks who will apply for some of those positions um and we we expect that some of the folks in our ranks apply for those positions because we've been getting them ready um for whatever's next for them and so um that will cause a backfill and we will have to then go out and fill those spots and so if we know that's happening the sooner we can um get in front of that then strategically it gives us a better opportunity to get positions filled before say June um or or July which which sometimes happens but we we want to stay in front of that and I I think my concern is consistent with what you heard earlier from people that spoke I just when I read through I don't I don't know how many people read through the survey information but when I read through it it was fairly consistent with the over 50 teachers that responded I think it was actually in total closer to 80.

it was 83 that's what I thought I focused on the 50s that were secondary education because they were going to be impacted the most by the change and it felt like it was very consistent throughout their commentary that it was restructuring way too fast I think that um if if we're able to I know we've had a lot of conversations around this but if we're able to put some slides together kind of a better understanding of how these processes are going to work how the change is going to impact we've talked about data there were a lot of comments in that document the I think like advisory for example that might be simple to change might not fit anywhere within this model that we're trying to implement but are we looking at and listening to some of our largest stakeholders which are our teachers right I know Amy had mentioned earlier that a lot of parents aren't aware and so I think it just it's a huge change right I know it doesn't might not feel like it but it is a huge change uh to the teachers to the parents and to the students that I think it's worth just taking three more weeks so I'm not thinking three more months but I think three more weeks might be good enough for us to come back look at you know one last time maybe have people look at this maybe we set up a quick committee or something to look at the stakeholder feedback and understand is there anything different I know in this there were a couple of really interesting models that people proposed on how they could more fundamentally change a lot more than just adding a couple of Administrators at each school so I think there's just some other ways that we might want to look at this so I'll be quiet there okay thank you for that Mr major sorry Dale another question um based on some of the feedback we heard could you tell us was was the stakeholder process used in coming up with this and if so tell us a little bit about that so this um this this wasn't a stakeholder This was um this was uh designed or thought about or conceptualized um among the um cabinet in in that team and so we started having conversations about what that would look like and started finding um went out and found that model and that was something that we looked at in began having conversations that way and yeah so I'll respond to that deal in terms of there's a very specific way to go through the stakeholder engagement process right you throw things in the middle you got the who I want how and you start working through it all those bases were covered without going through the the actual having the process in front of us and moving that and what I mean by that is from the whose standpoint we try to engage all stakeholders and I know we hear that this has been rush but it's a concept that began November December looking for Solutions and then getting out to all stakeholder groups that are tied to our school corporation ccic the business advisory Council the diversity Council I whatever those different groups we have as a school corporation cea and having discussions and certainly uh sometimes when those are going to get pushback as to whether or not that solution is the best but from a who part we had a list of the key stakeholders that had to be addressed in a conversation had did that and then the next part of the stakeholder engagement process model is having a shared understanding of the data the data was our graduation rates are to have been declining over the last couple of years and they need to be improved so the next part is is the what and what targets can you set we have to improve those graduation rates what numbers that have to be 90 has been stated I think we can be higher than that but set targets move on and then the last part is how right and so from a house standpoint when this idea was identified we then sought you know where does it seem to be the best and then done the best Brownsburg was cited as that prime example we followed that we've been asked to Benchmark and Benchmark probably the best in the state in regards to at least performance on graduation rates did that and then built the model based upon bcsc and how it could best be worked so I just answer that in terms of that formal process you're probably thinking about but in terms of making sure we hit all each of those pieces around that wheel we did the process I always felt guilty as a department chair if we didn't do yes yes um okay so I have one more question about what we're voting on I this this is a really tough one for me um if we approve Appropriations does that mean we're also improving the model as written and I will say the reason I ask that is I get I think the history behind the three assistant principles at East is that two it was just too much work so three makes more sense but I'm really not sold on how we're fitting those three in where one assistant principle has two classes that they're responsible for and the others each have one if that's something that that people at East will have a chance to work on down the road that kind of makes a difference to me like I so my question is are we voting on The Appropriations or are we voting on the plan so there's a very specific sheet with those in your packet that was to vote on appropriation so so we've taken time to make sure to explain the model and the reason that we're requesting that that different amount or that additional amount for the school year or calendar year um but but it's you're voting with an understanding of the direction we're handy with model right but you're not that's a really good question the the technical question is you're voting on the appropriation and giving approval for that money to spend period without any explanation that resolution as to how exactly it might get spent but we're defining for you the you know the direction that we would like to go with that money does that make sense Chad as you're reaching for your microphone correct exactly what I was going to say yeah it doesn't it doesn't mean we will hire those positions just means we have authority to spend those dollars on salaries and benefits from the education fund but but to piggyback on that into the question and the timing uh Mr now and if if approved out of the appropriation I mean our intent you know to Mr Edward's point about delaying would be to begin posting positions and at least getting to the point where that model can can begin to be realized it doesn't mean changes would be made like you're indicating something wouldn't be reviewed in in some some change made suddenly decreased or whatever the case might be but we would start the process of hiring and and just as a clarification if we if we delay three weeks or delay today the work that needs to be done on clarifying exactly how this is done taking some of that cea input and I'll need a very specific list from the board just exactly what you're asking for say that I will need a very specific list from the board as to what you were looking to have on April the 24th so the motion in front of us any other questions from the team okay the motion we have in front of us is whether we want to is to delay item J to April 24th I had a motion I had a second all those in favor say aye I I oh there's a post all right do you have a count on that Mr MacGyver boy okay so motion to delay is denied do I have a motion to approve item J additional appropriation resolution I make a motion that we approve item J okay thank you Mr Bryant Drive a second okay thank you Mr Stenner all those in favor say aye aye aye conversation I have additional conversation I I just want to clarify we're talking about starting in August of 2023 and having the authority to spend the funds during that part of the year between August and December when you are leading us through the budgeting process Mr Phillips will this continuation of this initiative will be baked into your new budget for calendar 24 correct and I realize I think Mr Edwards said we're getting pretty close to the point where if we want to do something different August 23 we need to appropriate the funds and start start the ball rolling if we want to wait till August 24 to to have a different kind of initiative then that would be baked into the budgeting process that you'd be doing later this year yes yeah I just don't want to wait I'm not sure that we have the perfect plan now but I think appropriating the resources continue to development of the plan which can be closely monitored by the border I feel that we have a responsibility to closely come after that going forward I'm going to support motion thank you Mr Stenner just to also kind of see where my head's at least we started by talking about our core beliefs tonight we said our community and School District are stronger when we partner with one another and tonight what I heard was we all feel like our graduation rates need to improve there is not a question that anybody raised that said we don't have work to do and that we need to improve I also heard from various sites that we all think a team-based system is a winning solution what I think I'm hearing a lot of disagreement about are all of those details that in my opinion will never be worked out delayed Perfection is is an impossibility I'm a continuous Improvement A wise man once told me you can't steer a parked car um I I think we need to move I think waiting another year is another year worth of kids that we're maybe not providing the best opportunity for so although I agree with Mr Stenner I don't think everything's perfect now I think there's there's time for people to work together to make it the best first step that we can make I I don't disagree with that and I think from the strategy session one of the questions I had was can we look at doing this at one school and not both and that was not agreed upon so jumping in with both feet sometimes is a little dangerous as well so I think we my opinion again is if we wait which it sounds like we're not based on the vote we just took we just negated listening to all this feedback was given from teachers that they want to hear more they want to talk more they want to have a conversation and so we just told them no so I that's how I view it maybe that's wrong but I'm not an educator I never ran as an educator but what I ran at was trying to get parents more involved teachers more involved with the board more transparency and right now I feel like with respect to this we we had a lot of feedback that might not have been I guess taken serious okay thank you Mr major yes Dale oh good sure yeah I mean I just want to Echo I mean I guess and I'm 100 supportive of the team concept and honestly I want this to happen and I want this to succeed I have two issues here and that's where my vote is and honestly I still have it circled I don't even have which way I was Voting because I'm still that's how toss-up but I'm concerned one is we just talked about positive affirmation and being heard and Miss London presented a lot and I I'm with you the 80 20 principle has to be applied on that feedback but just getting answers on those four common themes at a high level I think puts a lot of teachers at rest hopefully the other thing is as Miss Menifee has been at every public committee subcommittee so far I believe I'm correct and so I would assume an Engaged parent as a child at East High School and that she doesn't know about it then I'm concerned and so those are the two things just to kind of give feedback of where my head is at that's that's where I'm struggling okay thank you Mr Schultz sir I was gonna wax philosophical here so I think we're all interested in change and I think people I know people approach change differently one way to approach changes let's get it all planned out so we know exactly what we're doing and then let's do it and the other is let's jump in and start doing it and fix things as we go I'm more comfortable with the first but I'm not the one who's going to be doing this um so so I am okay letting us move forward I would say two things um I'm disappointed that there wasn't more involvement um with the people at the high schools earlier and I realized it was a quick thing that kind of came up but but the pushback we're hearing is that that when people heard about it bits and pieces kind of on the Fly and I would so I would hope if we move forward with this that there the people at the high schools are involved in a much greater way um not just here's our plan now do it but but in Baldridge they always talked about not getting below the line like here's our goals for you you decide how to do it and I would like to see an opportunity for that yeah and real quick one more thing um I'm not against the team part of it but it's the how you eat it Alpha it's one bite at a time I think that my my opinion is we go slow we go fast so yep thank you Mr major okay um so I have a motion and a second to approve the 2023 additional appropriation resolution as presented tonight if I can ask as we vote if when you say ah you also raise your handsome Mr MacGyver can get an appropriate account for me okay all of those in favor say aye I all of those opposed all right motion passes four three thank you I'd like to just take just two seconds here and playing uh Live Oak and again um I do wholeheartedly um agree with the team concept and I I am absolutely behind any attempt any deliberate attempt to help build relationships not only with kids but also their parents and Guardians and not just you know and not just with kids that are at risk of not graduating but but with all kids and and you know certainly the end goal to help kids and do everything possible to get their diploma however it's just in good conscience I I believe there's just way too many questions concerns that I have right now to support this specific model I would say I am an educator and I am familiar with a lot of very different models of this teaming concept throughout you know they take on all shapes and sizes require you know different Staffing at different levels and again I'm just a lot of questions concerns about the details of this plant at this time thank you okay I believe we are moving on to item K which is to uphold expulsion examiner's determination regarding student discipline Mr major did you yeah I understand from this because I was traveling for work at the time this was helpful thank you thank you Mr major do I have a motion for item k a move that we approve number three item K to uphold the expulsion examiner's determination thank you Mr Grime stove a second second thank you Mr Schultz all those in favor say aye aye aye all those opposed motion passes thank you okay Human Resources meant recommendations Dr pleake I request approval of item four uh the approval of the HR recommendations as presented this evening Dr plate driver recommendation to approve Human Resources recommendations I move that we approve number four HR recommendations as presented by Dr pleek thank you Mr Grimes to have a second thank you Mr major all those in favor say aye aye aye oh there's a post motion passes Dr Pleak and then Mr MacGyver last item okay thank you Mr MacGyver do I have a motion to approve the human resources determination as presented tonight I move that we approve item number five the HR determination as presented by Mr McIver thank you Mr Grimes drive a second second thank you Mr Bryant all those in favor say aye aye oh there's a post aye motion passes with five two okay next we have schedule of upcoming meetings um so if uh there we go yep that one okay great so our next regular board meeting is on April 24th um in this room at 6 30.

um however um I would like to ask the team if um we can agree to have our subcommittee meetings that Monday prior on April 17th last week there was at least some dialogue in terms so yeah we just didn't have everybody there and and I wanted to do that in person so if I could kind of look through can people make the 17th work I'm seeing the committee those have been starting at six right yes oh six o'clock at six feet typing at the wrong time okay six o'clock on April 17th I think I'm seeing confirmation from people we can make that work Nick can you change that to six o'clock on the slide and get rid of that excellent or that question mark and then we can at least have it and then correctly noted and then as um you know we kicked off these subcommittees we were hoping to get to a point of recommendations that we could Implement in the new school year and so much like some of our other um initiatives new ideas we're going to have our first reading and then a vote so I think the idea is the agenda subcommittee seems to be a little bit further along we'd like to Target having a first reading in the April 24th meeting so you guys will have a chance to meet on the 17th and then on the 24th we will hear what that team has to say and then we'll we'll kind of move forward past that with the public engagement if that is the case a reminder to that group which is chaired by Mr Grimes that we would want the document about Wednesday to get in your Thursday packet okay great very good great okay anything else guys we didn't do that but that's up to you skipping it on purpose I didn't know if you were skipping it on purpose I'm a person that could do that sometimes but I will allow for an input review do we have anything else to discuss team tonight are we worn out try to go real quick I uh I value um the conversation that we had tonight on a topic that we disagreed on and I want to make sure that the I do feel sure that the administration um as it moves forward on the team concept at the schools will be open to input will be ready to incorporate input that we've already received from the cea survey from a variety of other sources uh I think approving the appropriation tonight was the right thing to do I think going forward we need to continue to refine the implementation plan as best we can and I may be wrong but Mr Phillips I think the additional appropriation would allow us to spend up to that amount but does not require us to spend a dime thank you everyone else yeah yep yep I'll start at the end again well I just want to say having the teachers of the Year from each school and um and the Edna Folger awardee gave us a small sliver of all the great things and the video was really cool too but it just gave us a sliver of of what we're all about and it's teachers and kids and I just want to thank Dr Roberts I know you got back with a couple of the parents on the policy changes they both followed up with me I would just encourage that we get those posted this week so yeah we have the public committee that can get that engagement as well and then also they have time to provide input by the next meeting yeah Mr Schultz thanks for bringing that up I made notes to myself to bring that up to you so we would have had it on the the list for approval tonight but did not have that posted so we made sure and made those changes made it hopefully a little bit more easier for you to read and understand got it out to the parents as Mr Schultz indicated and then simply I did not direct that it be posted on the website so that should be done thank you so again real quickly back to regards to you or to the additional Appropriations I I would I do have a list of very specific questions and concerns and and would be glad to have a conversation it might be a lengthy discussion but I would be glad to have that discussion with anyone thanks again to those that spoke during the public hearing thanks to all the presenters and all the time they took in preparation for this evening and congratulations again to the large amount of students and teachers here this evening on that were recognized for all their accomplishments continue okay I think we're done for tonight real quick are you sure Todd I don't know if you have time on Wednesday evening but I think Dr Roberts mentioned that he would like to have a list of things that we want to see so I think it would be beneficial that I mean even if it's just you and I that we could sit down and if that's if that's okay with you I don't know Amy if you have anybody that would want to sit with us and talk about those things maybe Wednesday evening if that's possible I know it's short term but that gives us the ability to have those concerns put on paper and gives plenty of time for review analysis and response okay we'll let you guys we'll get back with that we'll let you guys work out a time okay great anything else meeting adjourned thanks

welcome to the April 4th 2023 meeting of the animal Planning Commission for detailed information about the meeting you can consult the agenda down usually at the end at this end my teacher what's that oh sorry um let's see next Kelly will you call the roll or Mr Leonard whomever makes sense yes I'm actually going to ask uh planning manager Leonard to do it I was supposed to go the other way [Music] commissioner Gibb Randall present commissioner Mills here commissioner dish here commissioner Clark here commissioner white here commissioner Abrams commissioner sovay here commissioner Hammerschmidt here commissioner Lee here we have a quorum this evening thank you alrighty approval of the agenda can I have a motion by commissioner Mill seconded by commissioner dish any discussion on the agenda all those in favor say aye aye motion passes um okay minutes of the previous meeting item number four we have two so I'm going to take them together this is from January 24th and March 21st of 2023 very fourth not 24th oh January 4th 24th fourth sorry typo in my end um let's see moved by commissioner sovay seconded by commissioner Lee any discussion of the meeting minutes none already all those in favor say aye aye motion carries all right item five which are reports from City Administration City Council planning manager Planning Commission officers things like that why don't we start with city council commissioner council person dish I answer to both the North Maple rezoning and development agreement and site plan were warmly and enthusiastically passed by Council last night that was the final approval and I don't think anything else was relevant to you but maybe uh let's see anything from planning manager uh just a couple updates for our working session next week we're anticipating a presentation from the Ann Arbor DDA who had recently completed a downtown market analysis kind of a snapshot of the state of downtown post covid and the like so we'll be uh just a brief presentation during that working session next week and um I just do want to note I know that there's a Communications uh section on the agenda we have a fair number of handouts for you this evening we endeavored to pull a lot of the communications from the previous meeting where this petition was scheduled and it had to be postponed due to some weather related events and some uh due to the weather the catastrophic weather and so originally we had pulled those meeting materials but in front of you you have a series of Correspondence that the commission had received prior to that meeting um relative to that petition again the commission's already seen all those but we did assemble those and print those off so that's based on the volume this evening perfect okay thank you any other commissioner offices or Liaisons go ahead commissioner sovay or steam it last week we discussed how the UDC measures Building height as well as grade plane so we're evaluating um that a little bit further right now for consistency and I have something to report from environmental commission and commissioner dish you should feel free to add into this if you'd like there is a resolution that's being put together on prohibiting natural gas connections um for that and I know that there's uh you know movement afoot on staff and to be researching that however there was another element that I thought might be interesting for us to consider because we you know we've heard how stymied you all have been in terms of legal and things like that and you know issues that you're running into we you know get reminders on a weekly basis from all the people that are trying to sue us on things on things like this so one of the things especially on both sides of that issue yeah right right yes we that's very true um but one of the things that the the second part of the resolution um was around things that we have more control over so potential for restructuring of fees or priority processing or being able to give tax credits which clearly wouldn't be our purview to be able to do but that will be I'm heading towards uh city council has not been passed yet but it'll be heading towards city council so if this were to pass and then city council were to pass it then it would come back to us so I just wanted to give you all kind of a heads up that that's in the works and um and if we you know are feeling like the pace of this other this other momentum is is feeling kind of frustratingly slow because of a lot of things we can't control here are some things we actually can control so um I just wanted to put that in front of all of you to be able to think about that as we're moving forward okay on to item uh number six which is public comment this is an opportunity for persons to speak up to three minutes about an issue that is not listed on the public hearing on this agenda so anything tonight for the credit union would not be now that would happen later when when we're discussing that so we'll First Call in people who are present here and then we'll call on folks who are remote and to speak during this public hearing remotely press star nine if listening by phone or used to raise the hand feature if viewing through the web link for phone access call 877-853-5247 and enter meeting ID 977-6634-1226 and to unmute press star six City staff will select callers that have raised their hand using the last three digits of your phone number or by your name if you're viewing through the web link you'll hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet place so that we can hear you clearly for either method please state your name and address at the beginning of um of your comments is there anybody here that would like to begin public comment on things that are not on tonight's agenda making sure give Randall Ken Garber 28 Hammer Hill Court you can guess my topic you already introduced it the gas ban ordinance um yeah you just said that we're getting all these legal threats I've been carefully reading the correspondent by any Commission and I've only seen one threat from the law firm of McClellan and Anderson for the Home Builders Association of Michigan or hbam maybe there have been others but I've missed them this same law firm and age Bam are also threatened the state legally over new Energy Efficiency standards in the state energy code which is under revision hbm is a very backwards looking organization which local Builders broke away from many years ago to form their own group I know you can't entirely ignore legal threats but hey consider the source here hbam um I've been meeting with developers on this issue and what has most struck me is frankly the complete absence of any sense of shared responsibility for the climate crisis joining our Collective effort they say it's not their problem or imply that I know they have their proformas but most don't even pretend to care so we really need this ordinance we're not going to get voluntary compliance except a huge cost to the public purse um perhaps we can work out an incentive structure as chair give Randall just mentioned but um I'm not optimistic I mean did we really think that we could do this without upsetting people invested in the status quo it doesn't work that way the a20 plan three years in is unraveling because it's coming up against powerful forces that are violently resistant to real change that includes the construction industry and many developers not all but the answer is not to back down over 90 cities and Counties have now restricted gas and new construction there have been a few lawsuits but those cities are holding firm in your packet you'll find petitions with 125 signatures in support of a gas ban ordinance from new construction I ask you to stand with everyone who signed this petition and all the others who would have and against those who seek to continue the insanity of locking in new fossil fuel infrastructure for decades to come you know there are there are those who oppose the gas ban and the assumption that developers will flee the city for the townships worsening sprawl lowering density I don't think that's going to happen okay but let's say it does this is like saying gee these companies want to discharge raw sewage into our River but if we ban that they'll just go across the border where sewage isn't regulated and we'll miss out on all the benefits these companies bring so forget the rossly woods ban this is not how change happens this is how you perpetuate the status quo change happens when you take a stand against the harmful activity [Applause] thank you anybody else present who would like to speak for three minutes okay we will move on to item number seven which is public hearings for the next business meeting or I'm sorry we never even went to the virtual thing yes we got to go to the virtual thing sorry about currently No Hands raised see I knew that I could just sense it um anyway so on to uh public hearings for the next business meeting uh we have one a new public hearing scheduled for the April 18th meeting it's a proposed unified development code modification this is a proposed amendments to permitted and accessory uses in the tc1 transit Corridor District a proposed amendment to chapter 55 section 515 table 515 primary use table and the accessory use table and use specific standards to allow some automobile related uses in the tc1 zoning district and some tc1 Building height modifications all right thank you so we are then moving on to our regular business which is item number nine on 9A so this is for the University of Michigan Credit Union site plan and special exemption used for City Planning Commission approval this is a proposal to build a new 4740 square foot building with three drive-through lanes and 22 parking spaces on this one acre site located at 2929 Plymouth Road the parcel is zoned o for office a special exemption use is requested for the three drive-through teller Lanes the staff recommendation is approval we're going to start with a petitioner presentation for 10 minutes evening commissioners my name is Ted Hirsch I'm with Midwestern Consulting we are the Civil consultant for this project um here with members from the the ownership University Mission Michigan Credit Union the the project architect Hobson black and the general contractor JS Vig so I think everyone or most people are kind of aware we're the project is just to give some context um here West to US-23 and Plymouth Road just east of Huron Parkway and just getting a little more granular see that m city testing facilities to the southeast and we have Prairie Street on our east of the the site Thurston Elementary to the north providing a little more context here from a zoning and future Lane use perspective just highlighting the the existing zoning map showing that we're Zone o office and the future land use element of the comprehensive plan being consistent and showing that is office as well um just to give a little background on the the characteristics of the project so University of Michigan Credit Union does have space in the Traders Village Center a little bit West of this project site so part of what this project accomplishes for the owner is it allows them to to move into a larger space than what they have in this rented space or at least space the expansion of the building and area gives them things like a conference room things that they can use to better serve their their members provide stuff like Financial education mortgage facilitation the the site plan does include a drive-through something that has been basically requested and by their members and something that they felt is an important facet of the the project to include again this this site in the expansion of the the the building area gives them better opportunity to serve their members purchasing the property allows them an ownership of the land rather than a lease situation that they currently have and then just kind of highlighting the fact that there's no rezoning no variances requested or required for the for the project as proposed it does include a land division So based on the the evaluation of their needs and the chosen location does provide more Site Area than uh what they need to accomplish their goals so um the lane division provides opportunity to to allow them to accomplish that and then provide potential uh area for future development there is landscape modification included with the project um based on the street tree placement along Plymouth it's kind of an existing condition where existing Street trees along that stretch are located outside of the right-of-way and um a few of those many of those are Landmark trees that we're intending to maintain and again just kind of maintain that existing condition the staff is recommended approval of that modification so and obviously as mentioned before the drive-through that's included with the the site plan would require your approval of a special exception use moving on to the the site layout so um here you can see that there is kind of the the modest building and uh parking fields and and drive Lanes uh the drive-through located behind the building kind of tucked away um and then this second parcel uh left it'll be cleared of you know all the existing building and parking area and then um left just in a vegetated situation so there is access from both Plymouth Road and Prairie Street currently the Prairie Street approach for the existing site that's to remain in that in its existing place the the approach on Plymouth the existing approach is a little bit further west and that'll be highlighted a little bit earlier that that's getting moved a little bit further east again with the intent to allow for future development of that resulting split parcel um in in this kind of central dry vial to act as shared access Ingress egress um the the proposed layout does move this new building closer to the road than um the existing building kind of creates a little bit more of that pedestrian scale layout the it also increases the setback from the residential to the north there's 22 proposed parking spaces which is the I should say was the minimum required at the time that this was submitted there was a minimum of 22 spaces and a maximum of 28 so um they felt that ownership felt that the 22 was something that they could certainly um initially move forward with um and adequately serve the site there are four deferred parking spaces at the northwest or I'm sorry the northeast corner that are included the project includes six proposed electric vehicle installed parking spaces um for the requirements at the time that is more than double the the required um I believe it was two that were required um for EVR parking spaces are included uh again just slightly over the the required minimum and then from a kind of multimodal perspective there are additional bike hoops bike parking spaces that are minimally required for the development so as I mentioned before the the existing curb cut on Plymouth that approach would be removed and essentially relocated towards the center of the the entire parcel and then with that split it would would lie along the Eastern edge of this resulting second parcel again the existing curb cut and Prairie to remain there is an existing bus stop that would have to be shifted just a little bit to I think 30 feet to the east 75 feet to the east uh 30 feet east of the new approach um to accommodate that relocation and that's been something that was coordinated um with the Trans the Transportation Authority and they uh kind of provided Direction on that location from a utilities perspective pretty simple there's adequate existing infrastructure from water and sanitary as well as storm perspective this slide highlights the water and sanitary so out in Prairie Street there's both available water and sanitary Mains the water being 12 inch is adequate size no no need for upsizing um there would be a relocation of the the Taps for the leads so new leads would be accommodated on that main and that would be the same for the Sanitary Service as well we'd make a new tap for that currently the existing site doesn't have any detention facilities or really any stormwater management quality or any other facilities other than conveyance there's some catch basins on site it's all parking and building impervious surface that drains into the catch basins and then directly out to the city storm sewer and Prairie Street so the project the project provides underground detention here in the North End some new storm sewer to capture as much of the site runoff as possible um there's no infiltration opportunity so the the volume provided is 120 percent of the 100 Year Storm Volume in addition to all of that although there's no infiltration there is a proposed rain Garden kind of in the center of this drive-through Loop in which the is that my time if you just want to wrap it up wrap it up real quick so uh got the building here um just a couple of different views um highlighting a couple of things here the the walk-up ATM that we do have I think that was something that was um maybe not as well pronounced on the site plans just wanted to make sure that that was identified um the drive-through we had kind of discussed with planning staff that the the owner is willing to accommodate are open to accommodating whatever it kind of means to to provide bicycle access through that drive through whether it's signage or what other special accommodations there might need to be um it does have um energy efficient Sustainable Building Materials probably during discussion the project architect from Hobbs and black can speak a little bit more to that so I can wrap this up so obviously our goals for the meeting are to to review the details of the project discuss with Planning Commission address any questions concerns comments um and I know there's been significant communication from residents that I'm sure all you are aware of so to address your questions as well as theirs and um and then get actions on the special exception use the site plan approval and the landscape modifications that's uh the long and short of our goals for the meeting thank you thank you Mr Chang anything to add uh tissue did an excellent job of giving a pretty good overview of the site just a couple of things just to highlight there is a walk-up ATM machine also as part of this proposal at the northwest corner there's also conflicting land use buffer that's 30 feet wide the required minimum is 15 feet wide which will screen from the residents to the north otherwise I'm available for any questions you may have thank you okay we are going to open the public hearing so this is an opportunity for people to speak up to three minutes we'll call in individuals first who are present and then we'll move virtually to speak remotely press star nine of listing by phone or use the raise the hand feature through the web link for phone access call 877-853-5247 and enter meeting ID 977-663-41226 to unmute press star six City staff will select callers that have raised their hand or by name if access into the web link you'll hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area is there anybody present who would like to speak on this project you have three minutes to address the Planning Commission please state your name and address first hi thank you good evening my name is Stephan Aaron basic I'm a Ward 2 Resident of Orchard Hills at 2142 Yorktown Drive I want to voice my opposition to these proposals as a resident of Orchard Hills I believe that this project makes little sense first umcu already has a suitable location over on their existing building in Plymouth Road demolishing a building that is in good and usable condition is wasteful and short-sighted second the special exception use of adding drives through Lanes is not conducive to a2's a20's climate-friendly Vision as this will encourage more driving and increase idling emissions right next to our neighborhood pool dolphin pool speaking of the pool this situation could also create a potentially unsafe environment where unscrupulous individuals may link may be lingering within a few dozen feet of young children at play moreover this land could be better utilized with mixed retail or gentle dense City housing I would appreciate if we could put a stop to this proposal and eliminate umtu's wasteful plans to expand a bank that is simply not needed also just to note I am a umcu member thank you very much thank you anybody else present who would like to address the Planning Commission on this project thank you chair Gabriel Ken Garber again I don't live in the neighborhood so I don't have I have a different perspective I look at this and I say another new gas burning building I mean really we can't Electrify a single Story 4 800 square foot bank branch that sits on 1.73 Acres I know we're splitting this into two parcels but why not put in a geothermal field now across both to serve this building and maybe a future one um the contractor was JS Vig I know they have experience with geothermal Wells um I'd love to hear their explanation about why they can't do this as indicated in the staff report maybe we'll hear that I hope we don't hear the thermal the thermal degradation argument that circulating cold water through the ground will freeze it over time that's been disproven even in colder climates than ours as long as you're also running hot water from Air Conditioning during the summer um as always I calculated the greenhouse gas impact and natural gas combustion uh I'm gonna go through the boring figures you can ask me later comes to 44 metric ton CO2 equivalent emissions a year a couple of solar panels and a rain Garden do nothing to reduce this and I'm not counting on necessary emissions from Vehicles idling in the drive-through Lanes other cities are Banning drive-throughs altogether in 2019 the Minneapolis city council passed an ordinance banning all new drive-throughs including for banks because they increase greenhouse gas emissions and air pollution the petitioner's framing of this drive-through as a public health measure is just silly um so we already heard from One Credit Union member I also own the number I want to remind anyone who may be listening that despite the Credit Union's name it's not owned by the University rather it's a member-owned Cooperative I'm a member and so and this gentleman and of course many others we all own the credit union not the you and not the executives who came up with this plan according to the Credit Union's December 2022 call report uh the umcu has member deposits totaling 1.15 billion dollars representing 85 percent of total liabilities that's our money so if you're listening and you remember join me at the Credit Union's annual meeting on April 25th three weeks from today to protest this plan any member can attend the meeting takes place at the Jackson Road branch and starts at 5 PM hope to see you there thank you anybody else present who would like to speak on this project do we have folks in line virtually we do there are currently seven hand raised and our first color is ernan Roca you have permission to speak hello I am my name is Hernan broca I am one of the neighbors that whose property is divided just by things from the proposed project and I would like to raise a concern besides several other concerns that were already stated I would like to raise a concern because I didn't hear apparently heard that they are they are projected charging stations electric charging stations for cars besides the the drive-through which I actually opposed to um that would create a significantly higher traffic in that area and actually I didn't hear that the proposal considers to in case it gets approved which I I mean I don't know what would be the final the final approval I didn't hear anything about building a privacy things that separate the houses there are just next to the to the I mean to that project building because as you can see these cars will come with lights with with noise with everything I think and it doesn't have time it could be in the middle of the day it could be in the middle of the night so that we create a huge disturbancy for the neighbors that live just I mean that that lead just next to that property and I also post this increase of driving because of the of the already stated things related to the pool that is near this this property which is a a public pool for the neighborhood which a lot of traffic from children and everything else so it actually is a danger in my view and so um in case of these are approved they finally I still think is important that the builders consider at least a privacy fangs they are tall enough and compact enough to reduce the disturbance to the private neighborhood houses there that's it our next caller is Adam yes you have permission to speak hi this is Adam jaskiewicz 1430 Las Vegas Drive I spoke to you some time ago about a drive-through bank and the West Stadium Corridor at the former car dealership lot I urge you not to allow a drive-through bank at that location fortunately you did not however a few years ago Planning Commission approved a drive-through for another bank across the street on the old car wash lot development has now started on that bank so it appears the First new development since zoning the West Stadium corridors tc1 is going to be a drive-through Bank lovely if we are serious about our goals as a city we need to do better we are in a climate crisis we have pledged to cut vehicle miles traveled in half we are in a traffic violence crisis we have pledged to eliminate KSI crashes a20 Vision zero we won't get there if we keep building car Centric developments we won't get there if we don't get serious about Transforming Our strodes into livable spaces usable by people with all modes of transportation another drive through bank does not get us there we are also in a housing crisis there's got to be a better use of this land than yet another drive-through Bank you have the discretion to decide whether or not to allow drive-throughs please deny the special exception use for this drive-through Bank thank you our next caller is Eric the car you have permission to speak hi this is Eric Zucker from 2435 Prairie I'm adjacent to this project on Prairie Street I'm also calling to oppose the seu for the three-lane drive through here as the last caller said we're in a climate crisis we are in a housing crisis we are not on this side of town in a drive-through Bank crisis we have seven within a one mile stretch some of them are vacant that umcu could have repurposed but instead they're choosing to build this one on a neighborhood street at the community engagement session held previously uncu did not send a representative just a representative from The Firm that's building so they were unable to answer our questions as a community contrary to what the staff report States the drive-through meets none of the requirements of an seu which I'll go through Point by Point uh first it says will it be consistent with General objectives of the city master plan the answer is no a new drive-through runs counter to our stated missions a20 Vision zero goals number two will it be compatible with the existing and playing character of the vicinity no there's no other bank here with the drive-through which exits onto a neighborhood street especially one with an elementary school in a neighborhood pool within sight number three will it be consistent with the character of activities no Prairie is a residential street people walk and bike through this area and walk to the pool there we do not need to encourage more Auto use on Prairie Street four will it be detrimental to the peaceful enjoyment of the neighboring property this is a pretty obvious yes all the neighborhood all the neighbor are speaking with one voice and telling you that it is oddly the staff report rementions that the drive-through is behind Plymouth Road from the bank so it's not visible from Plymouth and won't detract from peaceful enjoyment but it's pretty visible from Prairie and pretty visible from folks backyards so I'm not sure why that was ignored but the sight lines along Plymouth were prioritized in the staff report and five will it be detrimental to the natural environment well it encourages driving idling our use instead of the current bank where people use it as a walkable Bank uh it's closer situated to the north campus a lot of students use it and also this site was requiring the removal of two Landmark trees so yes it is detrimental this area is already a prime example of a 15-minute neighborhood the existing umcu Branch down the road is a good part of that adding a drive-through Bank creates more problems than it solves and we'd be better off with none of the current drive-throughs here but if there are to be drive-throughs umcu could just repurpose one of the vacant ones next door thank you our next color is Jacob kitsman you have permission to speak hello my name is Jacob Pittston my wife kids and I live at 2851 renfre Street in the same neighborhood as this proposed development my son attends Thurston Elementary School and we frequently walk and bike around the neighborhood including to the pool that's about a few hundred feet within a few hundred feet of this velvet we strongly oppose this development it offers no potential benefit to the neighborhood as it stands you can't swing a cat without hitting a bank here you've got the existing Credit Union branch PNC Bank the Huntington Bank the Key Bank the bank of Ann Arbor Comerica Bank Flagstar Bank Hans bank and Chase Bank and possibly more that I've missed within a mile stretch we do not want and we do not need any more retail Banking locations the consultant spoke of the site layout offering a potential for future development however this is entirely unspecified and may not be fulfilled this development itself would represent a major missed opportunity to add office space retail or potentially housing along a vibrant Transit Corridor that is that Services the university and in fact the entire city nevertheless the Planning Commission must rule on the narrow proposal that is presented here not on the big Promises of some future development the addition of this drive through would bring additional traffic from a high-speed arterial Road onto Prairie Street this threatens to worsen congestion near an elementary school in a neighborhood pool at times when there is a high density of both vehicle traffic or pickups and drop-offs as well as parents and kids on foots on foot bikes and scooters it appears there has been no serious study into the potential impacts of this proposal upon pedestrian safety as you've heard it runs entirely counter to the city's stated Vision zero goals and the a20 carbon neutrality plan this project appears to come from a 1960s mindset not a 2023 one it does not Merit a special exception use and I urge you to reject this application thank you our next speaker is Libby Benton you have permission to speak and there are four more hymns raised after Libby all right sorry hi my name is Libby Benton and I live at two three five nine Prairie Street which is just up the street um from this proposed drive-through bank I have two kids ages two and six um and we are members of the ohap pool that's just across the street from this site um where we swim and there's a lovely weekly outdoor yoga class in the summer um and we um walk bike and Drive by the site daily and I am asking that the Planning Commission deny the request for a special use exception um this drive through um having adding the drive through here does not fit with the current character of our neighborhood or the future plans um our neighborhood is already remarkably rockable um we're able to walk to some middle school and Elementary School pools a hardware store pharmacy Library grocery store um and that's really what drew our family and a lot of other young families recently to this neighborhood um and the city has already made investments in helping make our neighborhood um walkable including bump outs along Prairie uh um a roundabout on Nixon and Plymouth bike Lanes along Nixon and um in the city's overall goal for this the city's overall goal for this neighborhood and participant but in particular and the city in general just doesn't align with a a drive-through the city is committed to you know expanding and improving 15-minute neighborhoods and our neighborhood is already well on its way to being a 15-minute neighborhood and we need to make more investments in neighborhoods like ours to keep them that way and expand them and this city is it you know is committed to increasing density along Transit corridors to reduce driving and this is just an ideal location where I'd love to see more retail commercial housing so that more people more families can access the great amenities that we're able to um and the city is committed to making places roads like Plymouth Road safer in areas like this safer for walking and biking to encourage that over driving and approving a drive-in in this location goes in the exact opposite direction um because you've got people swinging in off of uh Plymouth who are just driving through coming onto our residential street um and I'm really and I'm really concerned about um you know the kids there and the potential for these roads um so I would really ask that you deny this special use permit and I look forward to city council and the Planning Commission moving in a direction that makes it even easier to build more density here thank you our next caller is Michelle Hughes you have permission to speak hi um so yeah I have a lot I have the same opinions a lot of these people that the this drive-through is a terrible use of this land having a single story building here is a terrible use of the land and I would rather see something that is um going to advance some of the city's goals rather than going directly against them um I uh I'm sorry I work at that existing building for 10 years and um that um Plymouth Road is a horrible nightmare Strode there um it's definitely Car Land and I think that rather than acquiesce to that we need to be going against car culture at every opportunity um I would uh so there's a bus stop directly in front of the building but there's a bus stop you know if you're coming from the other direction there's a bus stop across the street and you have to cross Plymouth Road which is a horrible nightmarest Road and uh there's no help there's no um mid-block crosswalk there there's no safety Island um and so um you know it would be scary to approach this Credit Union location whereas the current Credit Union location there is a mid-block crosswalk with an rrfb um the um I used to walk from uh 299 Plymouth to you know the Plymouth Mall in the Traver Village to do lots of stuff get lunch go grocery shopping and stuff like that and um you have to cross um you know you have to you have to walk down the sidewalk in front of a gas station and a bank and uh neither of them ever shovel the sidewalk in the winter so um basically the whole neighborhood right right around you know that it's just it's um it needs to be improved for pedestrian safety is what I'm saying and putting another uh bank that you have to walk across um that's going to be far removed from everything is a terrible plan a drive-through is just going to encourage everyone to drive um and people who are currently going there using other methods it's going to make it difficult for them um so yeah this is the opposite of what we need please deny the um special exception use for the drive-through we still have four hands raised there were a few joiners our next caller is Michael Anderson you have permission to speak hi I'm Mike Anderson I live at 2844 Briarcliff I'm about half a block away from Prairie uh right near where the uh the dolphin pool is and right around the corner from where this location that we're talking about is um I just want to uh reiterate and emphasize a couple of things that people have said the first is is it true that there was no traffic study conducted with the Plymouth Road and Prairie Street I mean I find that hard to believe because you know during the school year at rush hour in particular that is a very busy place not only with cars with people dropping off uh their kids in the morning but also with uh with people walking with their kids to school and kids walking by themselves so any uh reasonable person would expect there to be a traffic study done to measure that during the school year but there should also be a measurement of it during the summer when oh when the dolphin pool is going on because it's not just people a few at a time over the course of a day wandering into the pool there are also lessons being held and it being from a half a block away and then a person who walks his dog I can tell you that when that happens uh again there's a lot of congestion there's car spikes and lots of kids lots of uh of very young kids and that's something that one would hope would be taken into account before he's citing an issue like this but I understand that there's been no traffic study done uh finally the the and I won't take all of your time but the other thing is uh this the the dolphin pool has been there for a long time I started going to it when I moved here in 1973 uh that was a while ago and Ann Arbor at this end of town looked very different then if you went up Nixon Road in those days you found Farms now you find that Nixon road is busy with lots of traffic because there's a lot of construction up that way that too asked the traffic uh through Prairie as people try to get around getting on to Nixon from Aurora which is the street a block away from there and instead cut down streets like Briarcliff and exit onto Plymouth Road from Prairie so it really really can be a mess which you would know if there had been a traffic study which I understand there hasn't been so anyway I uh I hope that nobody moves forward on this until a proper study is done and the safety of children particularly children is taken into account thank you very much our next caller is praveena ramaswami youth permission to speak hello my name is pravina ramasami I am a umcu member and a resident at Bromley which is the neighborhood that backs on to this proposal I will say that many of the people have called and have the same concerns I do I am wanting the Planning Commission to really evaluate this area if you go and see uh from a traffic studies proponent from Plymouth Road the backup will go from Huron Parkway all the way down that center lane this morning I saw it go all the way down to Georgetown Street it was backed up fully morning when school starts you'll start seeing people trying to turn left and right out of Prairie and on to Prairie from Plymouth Road so this intersection that has a 45 mile per hour Lane you'll see a lot of congestion just from the existing traffic and then to know that there is a proposal for three lanes to go on to a neighborhood street onto Prairie they come on and off that will cause even more problems I have counted seven buses from this Ann Arbor School District that come down Prairie in the morning and leave at three o'clock so these are all areas that are already highly congested um also a concern of mine is this is the space that you're proposing a single-use building in a community that's in a community and in a T1 Zone where it's a Transit Corridor for very few people to potentially use we are in 2023 in a digital world I don't understand why we need another large Bank second umcu it currently is in a great location from an accessibility standpoint it's a near the students near the bus lane it's walkable it's bikeable it's accessible I'm not opposed to UMC coming but I would love them to be part of a community where there's more use of that space where there's a daycare center retail what not to make it more part of the community rather than the cookie cutter bank that you see throughout the city that's just a single-use large building with three huge Lanes going into a neighborhood so I really asked the Planning Commission to really think about what the future of Ann Arbor is what the future of Plymouth Road is and really think about how we want to move forward as a city and as a community and the people that live here we we want it to be bikeable walkable and we want to make sure that it's safe from a traffic perspective so please do a traffic study and understand what happens every day on that street and how many near-misses I have seen and I have actually almost had so please reconsider or consider not proposing going forward with this proposal thank you our next speaker is John pork you have permission to speak everybody [ __ ] you [ __ ] this I muted that collar due to vulgar language and we're going to move on to our next caller which is Brandon Currington you have permission to speak foreign Currington you have permission to address the Planning Commission I will come back to Brandon Carrington Alex Lowe you have permission to speak hi this is Alex 340 phone would happen Commissioners and frequent views are probably familiar with me from their regular calls in favor of approvals of pretty much every new development including the Avalon development on the old Ann Arbor Gary site and the proposed houses on platform so with that in mind I'd like to say no no no no no no no no no no no no no no no no no no no no no this looks terrible this honestly seems that like uh uh the Planning Commission version of a homework assignment rushedly done it uh in class with uh before the teacher the teacher picked it up we and it I I can I can I can see why someone would uh I would want to do that rather than thinking through more fully if they don't uh uh want to uh to uh have to fulfill the obligations of tc1 when it inevitably comes uh uh to this corridor so instead they just sort of rushed through half her project in uh in hopes that uh that they could sneak under the uh their their radar before tc1 so that that's that kind of throws me the wrong way already but then there is so there are so many other things uh that I think are ridiculous about this and having to move the bus stop and all of that why why is there even a coconut on Plymouth for this rock the current curb cut is right next to another uh another curb cut workout deal with PNC Bank they have plenty of uh of of space and there's uh on on their lights they're the tiny little uh Bank building is a postage stamp in in a sea of that of asphalt and and what and there's already there's also a code on on Prairie Street but do you need two curb cuts for uh for this yeah why not why not just uh have have one and what about all of that parking geez that is a lot of uh uh uh parking for uh for somewhere that uh that these days sell them uh has many uh uh people in all in all this seems like just just at a terrible idea let's put some mixed use in there instead thank you I'll try one more time for Brandon Currington you've permission to address the Planning Commission uh hello my name is Brandon Kerrington can you hear me because my mic wasn't working last time I'm wondering if y'all can hear me we can hear you all right I'm uh Brandon kirkton I'm a deputy and I live on North Flagstaff um I I have an issue regarding regarding the mosques in the area there's just a lack of mosques and um I just generally think that we should build more mosques uh uh thank you and uh thank you that was your last caller okay I'm going to read their proposed motion and then we will go into discussion there are two so I'm gonna take read them together the first one is the Ann Arbor City Planning Commission after hearing all interested persons and reviewing all relevant information finds the petition to substantially meet the standards in chapter 55 the unified development code section 5.29.5 special exceptions approves the umcu special exemption used for a three-lane drive-through Bank facility with the following condition this approval is based on the following findings number one will be consistent with the general objectives of the city comprehensive plan of office uses in the area and number two the proposed use will not adversely impact traffic pedestrians bicyclists circulation or Road intersections based on the location the proposed use is consistent with other surrounding uses traffic impact the second motion is The Honorable City Planning Commission hereby approves the umcu site plan subject to number one demolishing the existing structure on site number two dividing the subject parcel from the parent parcel and number three a landscape modification for the location of Street trees outside the public right-of-way as required in 5.20.10 of chapter 55.

foreign [Music] oh okay organized all right everybody how's everybody doing we've gone meeting Regional School Community supporter please uh can we stand for the Pledge of Allegiance United States of America uh all right I'm gonna get some guests here I believe first we want to start with our public comments that everybody here to make public comment I'm not part of the agenda yes name and address please [Music] and I'm here tonight to ask you the members of the school committee to take another look at the budget you're proposing I'm asking you to add a school resource officer to it our children's safety is a priority and I've been speaking to parents in town and they feel the same way we recently heard from our own superintendent regarding the need for us arrows it should be a priority as well in the town and school budgets we keep seeing tragedies happen in our nation schools it's sickening and scary and it's hard to be a parent possible childhood and sorry I don't cry either she's sending them off to school and hoping that they've that you guys have done everything you can to make the school safe is daunting wondering who's going to protect your child if something should happen we live in a different world when we were in grade school and we can't wait for gun reform our mental health overhaul we can't wait for someone else to hopefully protect our children we can't wait until next year or later to figure out the school budget because let's face it it's never going to be good resource officers need to be in the building and it should be a priority on the budget I do know when people really want something that can make it happen and it should be prioritized we need to be ahead of it we need to be proactive instead of reactive don't think that nothing can happen in our small little town it's our duty to protect them protect them there are children these are your children they're in your District now is the time to have a school resource officers not tomorrow how would you feel knowing you could have done something but you didn't thanks Katrina um I haven't almost any early in the schools myself I definitely hear what you're saying I think we'll have this question about that maybe throw the blood and talk today all right so we have communications just one thing I want to note uh I spoke with someone in Berlin who was very interested if anyone out there is interested in putting something like this together similar to what Wilson has with the BDF fund sort of a separate fundraising group and uh from what I understand they raise money teachers can apply for Grants from like different projects and things like that if anyone's interested in Berlin working on something like that I spoke with someone yesterday who's pretty Keen to help with that type of situation so that's the communication I had the only other thing I want to add in is a part of this budget talk is it's not in the current budget right now but it was the extra math feature for financial literacy course on how to ask you agree psych about that this month is uh financial literacy awareness month so if anyone has any interest in that um come back to us and let us know what you think we can do um the consent agenda as is can I have a motion to approve the consent agenda please Laurie Julie all in favor aye and against okay motion passes onto our reports we have Scott Fuller and Matt Mako here from the following group to talk with us sure thanks um a few months ago very shortly uh even before Carrollton I guess was superintendently Carolina had a conversation about um I guess you could say it's a little was a little bit about budgets right it was about the need to kind of engage our businesses and our community in other ways to help fund the schools and we [Music] you know there's we talked Loosely about you know what was the best way to do that um I have a hard time starting slow so we kind of we kind of Dove right in we had actually some immediate success with Northbridge Partners um being able to fund that uh building assessment at EDS so that was great and then shortly after that the Fuller Foundation who uh Scott Fuller's here that will speak on every half but uh graciously took a meeting with us um to kind of go over what the school's needs it was with Carol and Megan and Nancy myself and Matt Rice is also here played a big plays a big part in that and we sat down and had a great conversation for a few hours about the technology needs in the school and how you know the foundation might be able to help how we were going to get to the end goal which is you know a three or four year plan and also kind of how we got to where we work right why was the technology civil about the infrastructure so evolved and you know how are we going to prevent that from happening again um so you know after Scott speaks I think I have a couple more things to say about some other opportunities that we're working on but um I'd like to kind of Scott to be able to say uh say his peace and you know what he thought of the presentation and kind of where they're at yeah so we uh in attendance to this my mother my father you know and we listened to understood what was going on one of the things that helps with Fuller Foundation is a charter to give to the Worcester Community but because I don't want the belong details because of symbol for a circle flag grew up in Boylston it's always been in the cottage of that little support was there so it does it does allow us the ability to talk about so after the meeting first of all we were definitely in favor of the three of us over there because one of the major components of what Foundation is interested in is youth uses education so we brought back to the board explained what we had been through and we've approved that we're willing to support it and then what does that mean depending on the size of the asking whatever it is initially he's thought that the jump off point might be somewhere around 225 230 maybe 250 000 range that we would fund a third of it as jump start and the board has already approved that we are willing to do it because we have to get a request and deal with all that but um we're interested in supporting and I think the only condition is that we know that it's going to happen that it gets spent on that directly and that there's a plan for the future so that once we started it's going to be picked up in the part of the future so there's a couple ways that we discuss doing that whether the town is in a portion of the community the business is around taking abortion and if we do the third of what we can add to it so that's that's the basics of yeah yes I think I think kind of you know to Scott's point and um I guess kind of putting on you know by selecting that there's I think seeing um you know some some fight from schools to go out and find some alternative funding and work listening I'm not saying go do it on your own that's why we're that's why we're here right it is to help out but I think seeing that fight and kind of that passion and go and do that is going to help one we've already seen that it can be successful right we've already brought in some money um quite a bit actually um and I think when your board of selectman Berlin was one of your Finance commission Marlon boys I can't see that they're going to be much more willing to step up to the plate and maybe take some chances there when when they're seeing that kind of extra effort out there in that fight to go out and find out alternative funding um now you know to that point um I already mentioned Northbridge um we're in the process of we've engaged Central Mass Regional planning and we're just about to submit a Grant application that at least I'm cautiously optimistic on for about three hundred thousand dollars I will get fiber run between the three schools um which obviously is well needed I'll I'll adjust to that but one of the things for me I mean other than just the infrastructure and the one-to-one program that we're talking about is obviously every school needs one of the things for me that that's there that isn't necessarily mentioned is it's going to allow us to potentially address that cell service issue within Donald Rick with with repeaters one way or another that's a whole other it's going to be another project but it's something there that we can that we have the backbone to do right now I don't know if repeaters would necessarily work as well as they shouldn't um but uh so you know the the plan here is just a one-year plan it kind of has branches off that can that can be beneficial across the whole District so so where does this leave us right now so I guess kind of what and stuff you should usually I mean but I think kind of what what we're we're looking for is some sort of commitment from the school committee so here's the thing right as Scott mentioned is what what their contribution would be would be kind of a jump start right in year one and we know that there's infrastructure there's switches and Runners that need to be done we know that there's laptops and Chromebooks that need to be bought so I think what they're looking they're willing to do is help us kind of get a jump start there but we don't want to have a jump start and then that's it right so we need to know that year two is going to it's going to happen here I think it's a four-year plan total right here three is going to happen and year four is going to happen and then it it's in that budget and it's a cycle where those laptops and devices are getting replaced every I think it's three years was the plan um but people aren't going to be willing to commit funds if they don't know that it's going to be an ongoing program I think that's kind of what kind of what we're looking for is the doubling that one is a commitment to to that one-on-one program and two that there's a willingness to kind of go out there and you know fight in scrap for whatever we have to do to make that happen yeah sure a couple pieces to that first I wanted to thank you for coming in tonight's got it um and I've told you Mom I read her book who wrote a book so [Music] um just hopefully it looks at his packet there's the PowerPoint that we presented that day what we've talked about is having is creating a committee of the philanthropic committee that's devoted to reaching out to community members who may be willing to donate to us who we haven't talked before I've mentioned this to you I've mentioned this in the past here and I've already gotten folks who've approached me that would like to serve on this committee as an absolutely willing to have been interested in leading the committee to do this kind of work I also would approach my parent in the community who can donate her time for Grand writing um for us so if we do see grants like that will help us um I think that that person would be willing to do that work for us that she should be on tonight I asked David to join the meeting so that she's hearing the conversation and she can start thinking about tapping into certain resources for us so I think if we're able to make that commitment the town is able to make the commitment and capital plan toward devices I think collectively we'll be able to do this for the next couple of years um the other piece I was going to mention to you that Matt mentioned that Central Mass provisional planning committee one of one of the um services that they offer is to sit with towns and districts to create a long-range plan for doing this work so that we're not just ever even thinking okay what we need this year what do we need we strategize with them what we need each year planning out and then deciding what we're going to approaching here so we have that plan in place I think with technology in particular we haven't done that well so we will we're just sort of bringing us into space that we're in here now so I do I told that group that I wanted to work with them so that's something else we could do that forth and I think it would speak to what Scott you're asking us to do yeah you know my kids are now her generation toddler students so with this uh four members of nurses before that involved through these students um we talk about technology and bring it up to the next floodlight really we're very excited that that is something that you might be able to support and help and so I'm willing to you know offer my time to help on that committee as well and my sister as well so I think if it can be done and there's a real strategy of places I can't think of any things that would be more important to it you know your everyday experience especially in 2023 with technology is an incredible part of our lives that's right I have a question sorry I'm losing my voice a little bit so I think that's awesome that many is it sounds like coming together my only question I guess to Scott would be what happens if we get this committee and we cannot raise foreign you know through all these efforts um uh then what um does that mean is the donation contingent upon that or it's we have to sort of strategize how it's going to be we're going to see what the town is going to do uh I think would be very successful in an outreach program so I'd be surprised if we weren't able to come up for this um okay but yeah I think and I know nothing about it I'm just asking because it's so supports not that we haven't done anything yet all we have is a verbal community we're interested in so as things progress if the plan is ready to go and it's going to go forward right there ready to go if this looks like it's just not going to happen and it's not sustainable then let me probably say all right well I think also I mean if you look at we have an informed the commitment right right we talked about it briefly a few times yes but um and then you know we're already working on um it's a grant but it's still a significant amount of money um for the infrastructure for schools of you know somewhere between two and three hundred thousand dollars depending on how much we do and that's not a insignificant project and it's running almost 10 miles of fiber between the two towns um so I think you know we've already you know it's not fundraising for example we've already had some some success there before we've even really got started so um to Scott's Point once we really dig in I think I don't think it'll be as difficult as [Music] all right yeah I think that's great and then so there will there be a deadline on when funds would have to be raised or um and would the committee have to be we have to form a committee would it be like its own entity is like a not a non-profit so that the donations could filter through the committee or so I'm I'm not 100 sure my deadline ends up being your deadline gotcha all right so whenever whatever it is determined needs to be done um you said I won't get it done figure out where we're at um how much did that did that even then have more requests this year I guess I know there's IG supports like 134 or 30 PBS and so I don't bear with me for a second because I know like for a little more of 120 000 plus and then those infrastructure is not much like how much we could say that we already have part of that I'm almost there foreign especially this situation here the one question I had was from the school standpoint I understand the rules of your organization follows is committed to loyalty yeah when it comes to tejanto we've also got our own students there so how is that from playing with this or is how does Carol McDonald had our role in the situation there yeah my understanding this is a district okay all right would you buy the hug you like thank you so what I can tell you is for like BMS it's one well let's do foil spin it's in there as lumped it's Chromebooks new phones for district offices Minnesota equipment that needs to be upgraded and we have the backup in the office but I don't have it with us I'm just curious if that could say well we you know this year there is that amount of money or anything if I remember right now obviously I don't want anybody to this but I think the number was about 225 yes I think um I mean does anybody else have any questions with me I mean I think it's something that we're interested in for sure absolutely I think if we need to perform media to work on a further counter here I was directing the meeting with them I would very much like to do that I think you asked it with a question about the they'd have to create um 501c3 so that the donations could filter through there and then how that would work to get them back to the school or the town I don't know probably the organization will probably determine how they want to handle that right yeah um because we've donated two times before and I can't recall exactly how we've done that if it was through PTO I think that we talked about yeah I would have to go through a pef or at least I think that's what your parents had said that I would have to go through PTO or bef yeah it has to go through a 501c3 it can't just go right to the school right okay so I think it would be benefit to creating creating that subcommittee as well right so as far as I can't do it under the school it has to be its own separate committee like bef is it's only separate yeah right yeah right that'll work so so this is the start of the conversation officially here in public I think the commitment is here from the committee if if you guys are more comfortable looking to perform a vote on committing to forming this or committee or whatever we need to do I think we're on board for it uh unless anybody else is got anything should we do something like that is that something that would or should we just say we have a bunch of subcommittee already assign this project to you guys and yeah work with Carol and Nancy and Scott and Matt to go forward and figure out at least to figure out what you need and come back to the full commitment whatever vote is needed yes yes I was going to offer to me on committee and I might be able to or I'd have to you know with all the talk about finances just because we're able to get money for technology it doesn't mean it doesn't have a significant impact on the rest of it right maybe that frees up money not I guess not when it's a capital expenditure but in general they can free our money from for other areas right so it you know you have to kind of look at it from from a big picture there and say okay well look now we have these donations so yeah it's going to be it can be pretty technical I think so something yeah I'm looking forward to it that'll be huge because we do I think we do have we definitely have a good chunk in there for the technology so we ended up getting donations for them that we could realize what we wouldn't be able to do before Matt and Scott and uh very limited as big as I can thank you from this on full Foundation of that for doing what you can to help us out earlier I mentioned the someone I spoke with brown yesterday and uh they're you know certainly interested in doing something that helps with the organism organizing committees groups foundations whatever whatever it's going to take I think something that's new we've talked about this a little bit about this particular committee being new and doing things in a new way I mean there's still a traditional way to do things but you know this is one of the things that I haven't seen in the past three years since I've been here it's always even talked about anything like this so thank you very much for coming in we really do appreciate it like I just want our mattress as well thank you yeah I was just going to say yeah which I think would all agree that we'd like to have our school year technologically advanced as any other out there so that our kids are coming out and heading out into the world having had every opportunity um against the competition up there which is on the other schools team so um find a way to do that it's supported the project [Music] that's awesome yeah thank you you're very excited so important all right thank you very much um next on the agenda is uh chairs report I really don't have anything that hasn't already been said uh that won't get set during budget meetings we can skip that Caroline isn't able to be here tonight she emailed me earlier she didn't have too much she was working on trying to get some more members in the senior class but to come in and speak to some of the things we've talked about but just didn't work out for tonight so maybe next time we'll have that so she's not here subcommitting updates uh what it is if you guys met um no we've not since Saturday March 19th recently uh Student Success and Technology we did meet just before the uh the budget hearing that we had uh we have the language that we added to the resolution that's been sent off uh to the state reps so that's their policy do we have an updates for you yes so um during policy we discussed the cell phone and smart watches the student Tech discussion um and we had a policy i i j and DC in there versus the handbook um and what we were looking for was input from the principles as to whether they felt cell phones were disruptive smart watches anything like that if they felt that um your thoughts on them and how they are in the classroom and if they're an issue or socially academically there [Music] um in the high school there's only supposed to be something between classes and at lunch so it shouldn't be distracted not to say that people don't probably but um so I think the way we have to set up is you know not a problem but I'm sure there are some kids that you know I mean like you know that I've been looking yeah he notices or whatever is it a distracting probably you know like what um but I think that's why we have those rules in place well I think a parent has brought up a question about the watches that you know sometimes um but you haven't heard anything from teachers or anything no I [Music] normally those teachers are very Vigilant and observant in the classroom and manage it or they send it down to the office and I have to happen in a while but I know what I watches they can hide them a little bit more but I haven't seen I think that was a specific comment too with the elementary school is yes smart watches but also like maybe step is that an issue I'm not uh you know a lot of kids especially fourth and fifth graders have the smart watches but again it goes to distraction yeah so they're using their watch for watch things we don't have a problem um you do occasionally you're a kid who's got a cell phone of the building you know the children like to tell me because the rule is that if I see yourself it's going to stay in my office for a while I threatened the June box where it stays in the Box till June but so far in the June boxes can I ask a question could could I see it very differently in schools anymore um and I hear that from them could could the teacher somehow be told to see what they think about it anonymously so that they feel you know the things to be truly about it and then we can look at that um because I know when I went to parent teacher conferences yeah a lot of them have those like pocket holders they can be a distraction but if you take the steps I'm not sure so um so I haven't heard complaints from them but I'm happy to ask I think yeah I don't know I'd be happy to know the teachers I'd love to hear the elementary level too you know like I know I know when my daughter just got a gizmo watch but it has school settings but it can only do emergency calls out so you know I actually asked a friend today like hey what's your she said and she said that it's to be School mode throughout the day so it was very specific you know I think a parent brought Carol and I attended a student council meeting and a parent said that there was an issue I don't know if it was at Boylston or Berlin where a child took out a smart watch and was recording or filming another student um I don't know which Elementary School it was in but I thought they said a seven-year-old I thought because they said I think they said second grade because I was like that's my son's age um so I don't know where that happened maybe it was me yes other thing I want to say about the cell phones too is I've sobbed one day at lunch and we did a tour and I saw I didn't love how they were all in new phones at lunch it made me a little sad but like I would say all of them and maybe it was just the days I was here and it's definitely for sure right and they're just like kind of alone in their phone and it just made me sad [Music] yeah because they were running around and yeah but it was the older kids it was like um just some of them but I guess otherwise I don't know if they'd be sitting alone or just kind of sitting there by themselves or if they would be trying to socialize I don't know but it was just very different from what I experienced when I was in high school oh yeah yeah um [Laughter] she has mentioned in the past um as part of their she did it wasn't a technology issue she was framing it as but it was uh when the class was gone or when they've got some free time after a quiz or something instead of socializing everybody she has mentioned it as a problem for me um but um I think this is I think it is a problem everywhere I don't think it would be just exclusive here um I think we have to just figure out a way to to manage a problem I think that's probably step one um no I'm just saying like I don't still think it's enough to say we don't have a problem should we have talked during our policy meeting about maybe a field trip to one of those schools that does the political blogger yeah policy [Music] adjustment is needed Bring It Back to the Future meeting to have a full discussion um all right cool uh superintendent evaluation just an update we do not need to do one this year I don't know but you have no idea that is um I did talk to Dorothy from masc and she did say that we don't have to do so I'm going to try to use the time to see what we can do with the model that we have to make it easier Carol and I have spoken about how she could write her goals similar to like to superintendent over and she was free so that it would make it easier for us when we go to evaluate instead of having to research um so I think it's going to work out really well that we have the time to work on this and you'd have the time oh my God so uh next up is Carol it's all yours I was trying to think how I wanted to alter this is my report tonight [Music] you know we're going to talk a little about the budget of the few minutes but I just I wanted to reiterate by being concerned about about this budget if it does not go well we have lots of consensus going on and not so much in different places all over the place um it has always been my fear my concern that this budget doesn't pass in some form and we will run the risk of having teachers that's where this will come from up to 11 to 15 teachers and that's how this will play out if we don't close those gaps I've said to the school committee of what that will look like as far as working teachers starting from the bottom up starting from staff that was hired with the latest staff because we're Regional that could come from one of the any other schools depending on where that is seniority Falls for them because we technically we don't need to notify teachers of who would be cut until June according to that documentation doesn't leave some schools send out things close to everybody to the school districts I'm not willing to go that direction right now but I do also don't want to cause any probes not to have that sense that that is so what we're talking about that we're starting to have that kind of conversation and Nancy and I have been looking at so it's real it's out there looking I'm deeply concerned I've been trying to protect the staff from this experience I just don't know whether this is going to go up through right now so I just want to bring that out on the table it's very real for a lot of people so um so that's where I wanted to start from yeah so to clarify you mentioned if God's happening is based on a seniority there's been confusion in the last month um fire sports are common that John set off in the last meeting but uh some folks out there think that uh okay if one town passed the budget at one level the other Town passed the budget at another level and whatever that happens to be it requires cuts and teachers and one top person and another um some folks are concerned if let's say from Berlin if the teachers added in Boston why does Berlin have to pay for that part of it how did they swap schools if one pound funds all the teachers they want to have but those are the teachers that end up having a cup because of seniority do they lose their teachers or do teachers come from somewhere else how does that work really cool well it is because right now we don't know what we do we know we have an idea of the worst teacher here as far as they're hiring but if one town doesn't vote the other does whatever the combination is if we don't have to have that budget it could come from either any of those three schools most likely they would come because of the licensure around teachers and other positions psychologists school counselors who have very specific licensure those are Physicians would have more opportunity to stay input um so the high school the Middle High School level because of their relationship with the most likely seen because the stuff you can replace them at this point a lot of the cuts will come across at the elementary level and that could be and that could happen yes what you're saying that it could be one school over another losing teacher because of the ramifications of the budget cannot be passing both accounts so for example let's say just hypothetically oils and decides the fund all the teachers that are currently there but Berlin doesn't you calculating 10 teachers positions need to be cut seniority wise let's say eight of those teachers maybe fall into the Boylston Elementary School even though they've been completely funded by the town those eight teachers are gone two of those teachers comes from Berlin but Berlin didn't fund it so all the Cuts really need to hit Maryland so that's 20 or the eight teachers need to be replaced by their own teachers is that what you're saying it could have yes it could happen that way yep so yes to the first part and then depending on how that unfolds of the neural and as far as their numbers and classes we have to look at that too we may at a point have to shoot some teachers overcome first grade so if we have to cut 15 teachers at what point we legally allowed to close the school because we don't have teachers I can't answer that right now so many teachers yeah 12 well General Educators yeah a couple of specializes on 15 of them I'm not sure that's quite how it works right well that's what I want to clear up yeah there is confusion about how that works we're a Regional Schools so there would be a decision on where things would be cut right my Firestorm was if Berlin so for example we have a real small k-class coming in Berlin decided we could make it with just one k teacher that extra person because they have a ton of seniority would probably still have a job in one of the two schools while in Boylston because they have a lot of new teachers over the past year or two they would be the people who would get bombed because it's just a it's literally a list and you said something else the periphery there is part of that effort so it's not only just teachers it would be probably interviewing programs it could be great funded positions and there's so much shifting that will take place one of the things so within that mix is also the fact that that set up for those teachers or whoever the support staff and whoever would be leaving we could potentially lose them for a position so we Face a significant hiring impact if we have to bring people back depending on where the bunch goes around the world it doesn't pass later on [Music] so what you're saying is like any company that anybody might work for if employees see the certainty in the near future they might start looking before they even know what their situation is just so they could have stuff sorry and I did experience that um or being kind um but potentially the best [Music] can I just make a note that anything I just said is purely hypothetical just for discussion and clarification purpose I have no idea what's going to happen I do not know the 15 teachers are going to go that were going to close the school so no we go on Facebook and see that I said that it's very complicated but we need to have the discussion to clear it up we are happy [Music] and Carol one other thing is there any type of emergency funding that we could apply for the state if we got into I just don't know how we would cut five teachers at what point in time you can't have 40 kids in the class I think you just need it so like if there's some type of emergency there's nothing from the city you know and I just don't even know how the school would function at that point and if you've been reading in newspapers there are we were just I was just on a Mars that's the messages yeah there were colleagues on that multiple colleagues who are facing the exactly that right now so this is very much out there okay you know how we have a level service budget and then we added a few things you know like the assistant principle and um three assistance in Brooklyn Elementary right and uh if we went back to just the level budget without them would we still have to fight the teachers oh if we went back to a level you know that's a complicated there's a complex I mean I'd recommend it I mean oh let me go through my stuff and we're going to go over figures and all that fun stuff and he'll see where we stand and I think that will help answer any other questions visits yeah I can mentioned that um so we we had a chance in the last month to uh vote to boils and Garden Club on the 19 Carter we were there twice [Music] I think that went a good ways and I was getting influencing but at least informing citizens that were there they were very interested in their District Improvement plan we took the budget packet and we were asking some good questions I would just mention one of my favorite and most challenging parts of that visit was the fact that there were three students there from tomorrow for seniors and had some very um a few questions to ask me about about what I was willing to do for the future and and made suggestions about what they got into things so I take that to court and that will be a discussion Palatine and Justice issues so this one there's one other thing I wanted to focus a couple of things I just want to make you aware of my report is a little performance pieces in here I wanted to mention we we have an opportunity for at least two students if not three to go to a sound event in Boston on may we have a gentleman um who has a resident he's a pilot in the past not during the school studies kind of tenure but um but he has taken two students to fly from Pittsburgh airport to to the Expo with math again he'd write it for all his passports again who would be willing to do that because it's a unique situation I wanted to bring before the school creation to hear about our students flying really some place one day although I have to say that in the hand the setting up the president for that already he's very airport down to New York to take them on field trips um so it's happening again something different we've never had before right so I wanted to bring this forward I sent you information about that about him about that that trip and he just wanted to ask us really really blessings of the school committee so I wouldn't make sure that these glory to the story he knows that fingerprinted and parents would give us give permission so if you thought there's anything else you need to find out if you should be watching today so it'd be basically a field trip they would follow the Builder for adults yes yeah but it would be a field trip yes yeah no it's not an overnight at all it's a couple of hours um is a field trip a few students that the to Hunter awarded the military who was chosen or who would be interested in however they would say that I don't understand [Music] how that was done Peter said to me that at the time he took those particular students a bus photo students also showed up so they worked on opportunity to produce more students with that idea I Wonder Oh you mean they went to the exposition by bus and three kids would fly what type of plane is it is it I mean is it gonna be like a chopper like thank you like is it like a jack like what kind of I'm just a little nervous while we're having planes and putting our kids okay I'm trying not to be negative too are you I think it's awesome it is awesome I'm just wondering is it a big thing McDonald's maximum of three students should make that decision I'm not I'm not too comfortable with having a computer as a resident he's a young resident you know him um I'm not so sure to bring other folks in at this point maybe that's my personal caution what I also noted in your report you said that we're going to follow all necessary Corey silly thing for different procedures and everything so even though he's a parent he would be oh yes okay that's great that's very cool what an experience for us so we have the invitation [Music] too eventually like yeah yeah for adults it probably should be he's a licensed pilot correct so if we were to go on something right now I don't know yeah I think if there's the correct protocols have fallen or field trips of Transportation yeah parents sign off there's no issue with the insurance companies or with the attorneys who should keep her head to you definitely need to approve it yeah and you need more info right now but we're not meeting it says on Tuesday nights we're not meeting again until after that our next meeting is [Music] yes if it had based it's not going to be too tight though head out is the plate because the plane is the plane that is the question um if the masc policy site we're up I'd look up policy right now it's not an overnight right yeah yeah I know yeah you're right um the only question is taking kids up in a private airplane with a resident button diesel Rising pilot so maybe you could approve it and then you could look into it it yeah motion to approve it pending all necessary insurance and liability issues are sorted out yes got a motion to approve this field trip ending all necessary liability insurance issues are taken care of before it happens yes I think it's uh Ambassador I think it's an incredible opportunity if everybody involved is on board everything the school let like there's this previous uh there's something on the drive above history but it was nothing for the current situation so yeah yeah I feel it falls under a field trip it's not overnight transportation's not model not usual right but okay so and one more question it's like it's bad weather they're going to cancel the flight right you know he's not going to Flying bad weather well he's an island yeah [Music] representative and like the only other thing I've mentioned to you just to take a look at the um writing calendar consideration items probably not recommending either way but I want to keep an eye on the pattern of this um the number of Staff out on Good Friday the number we took a full day versus membership a half day of Good Friday off um in the past couple of years and then the one particular day that was Good Friday that fell the day before vacation it was a significant number out and that was a full day so I'm curious how many teachers are taking any religious holidays over these days on Good Friday this year do you have that projector at this point I just want to be mindful of the numbers and the patterns here um to keep an eye on because some schools observe all the Jewish holidays as well um and then they're in school until the end of June so I mean it's right now it's a preference yeah some districts half day that day so I mean it's something I can [Music] I just I wanted to bring you to your attention when I said no I didn't even know like I was in a favor but I know that's not what she was saying um please we typically would schedule and have a cast on that day because we don't you know it depends on how many students and teachers would be out that day wouldn't it wouldn't be in our best interest in the schedule on Tuesdays even the days that we have to say and I don't know if John and Sally wanted to try and then the date before the vacation for a cheap birthday family started leaving on Tuesday it's gotten to the point where not really getting the weekend before and Thanksgiving oh yeah people go away when they feel like it when they go yeah that's when they can afford again so all right all right um okay I just want to do a couple updates before I touch the budget I just wanted to mention blessing um our bus company had an unexpected passing of one of their bus drivers in Berlin and I just really wanted to express my sincere condolences I know it's been really tough over at nrt um so I just wanted to mention that and in terms of transportation for Berlin especially we've returned to where we were earlier in the year learning difficult situation and we're sure a bus driver again I spoke with Jackie over at nrt she's actively looking for a driver they feel like they have someone who is a very vital candidate if all goes as planned they plan to have this driver in place when we return for people vacation I say this date with caution because we know how easily things can change in transportation so until we have a driver Berlin one will be doubled with Berlin 3 for Toronto and Berlin one will be doubled with Berlin two at the elementary school they're going to start trying to run the tejanto Run 15 minutes early ahead of schedule and hopefully the BMS run can start closer to the correct start time but most likely it's going to run a little late so I'll keep you updated as things progress but that's where we stand right now one other thing I wanted to announce is that after April vacation we will have the capability to have text alerts as an option for notifying families in regards to bus delays or other issues that may arise so parents will be receiving a text on or around April 12th in regards to opting in or opting out of this option created the facility assessment for Boylston I'm happy to report that Habib and Associates we received three quotes Habib Associates came in at the lowest they're going to be starting on Friday April 17th stop it yeah that's great yeah so at the next school committee in Maine I'll be forwarding a request for the acceptance of a donation that we received from Northbridge cre for 35 000 to cover the cost of the assessment originally this donation was going to be given to the town just this weekend we were notified that it's got given to us so I'll forward that at the next meeting for your approval do you know how much lower they came in the other two you don't have to dig I can send it to you okay I can send it to you yeah quickly I wanted to go over the fiscal year 23 budget I feel like we've been so consumed with the 24 budget we really haven't touched base so I just wanted to give you guys a quick update um in all three of our schools there's two line items that we are over the first line item is legal so in BMS we're currently over by Thirteen hundred dollars in Bes we're currently over by 2 750 in Toronto we're currently over by 2500.

that is the motion moved by commissioner dish and seconded by commissioner Mills we are in discussion commissioner weich um because the seu is in the motion that we just did could we split them out that is to say to deny the Su but approve the site plan or because we've read the motion together we would have to vote both down you can take the motion separately but then the site plan is not going to comply because the SCU would be required but yes you could you could take them separately okay great thanks commissioner Lee thank you a quick question on the topic of electricity electrification in the report the comment was that various operational and maintenance issues that would almost certainly be realized of a fully electrified building were to be incorporated could you expound on that and like what kind of various operational maintenance issues that you guys were anticipating from a fully electric system Phillips I'm cops in Black Architects um the issues are are really operational as well as cost and maintenance so the non-uh electrified system that's been referenced frequently or is uh requires significant more maintenance and operational cost than than the traditional system for a facility of this size and so it the decision on which direction to go with the system is more about the system itself than the actual fuel so that's an ongoing discussion but at this point we have not designed the mechanical system although traditionally we use a boring we normally use a more traditional field system that the bank is is uh more comfortable with and is is both economical and something that's more maintainable there isn't actually a like a list of things I'd like to be able to give you like a a list of like problems with for example heat pump systems there really isn't anything like that it's more of an opera a facilities operation question that each business has to uh has to address okay um thank you I'm okay thank you does anybody else want to expound on that sure I think a few of us would commissioner dish yeah okay so I guess we could start there since we just started there but so I don't mean to be ungenerous but did you just say that because we are not accustomed to electrification we didn't explore it and we don't think it will work it I mean that sounded like that was your answer um I would say it's not about whether it'll work or not it's it's just a it's way Downstream of planning so that this is a facilities operation question as opposed to a planning question so when it comes to engineering a building uh we get into into a lot of issues uh that make up the facility in general so it's not a matter of it not working it's a matter of it functioning for the for the business in question in this case we do have of clients that have used all electrical systems and uh are are are happy with those but it it's it's not a one-size-fits all it it's easy for for to kind of generalize and and want to say that that one particular system will fit any facility that you want to apply it to but that's not the case and I think that's one of the things you're finding across the community where where various business owners are finding that that there isn't a one-size-fits-all electric solution for everybody if there was then this would be a no-brainer everybody would just say sure you know that that's not an issue but it is a concern and one that each business has to address so then your emphasis is more that you haven't designed the Mechanicals for this building yet we have designed a we've done a number of buildings for the credit union and so our our inclination is is to to continue with systems that have worked in the past however that is accurate we have not designed the the system for this building yet that is true yeah because you were saying that this is a I think you said it's a building thing not a planning thing well that's that's subjective of course I probably shouldn't have said that so it it's it's it's a it is a building engineering issue though for sure sorry I'm confused so I'm going to let someone else follow up because I must not be trying it seems to me when I look at this building and I've worked on several that are all electric and that have heat pumps and solar and things like that that this building is actually particularly well set up to be able to have a system like that um I'm a landscape architect I'm not an architect but I will just say I've been associated with many projects that have these kinds of systems you have a one-story building you have a ton of roof area you have an area of green area in which you could do some sort of you know underground system for this too whether they're a loop system or or Wells and it gets harder as you go up as your energy demands go up and as you have less area to be able to set up solar so um it seems to me based on sort of reading between the lines and I guess I just sort of want to understand it seems to me that it's because you all didn't kind of start thinking that way from the beginning that you've ended up where you are rather than you know it it it didn't seem like that was one of your goals and and I think that part of what we've been hearing from the community um and also what we've been discussing here for months years is that we want people we are trying to um there's a lot of things about the direction of this Corridor that feel like are just not being addressed here at all there's a lot of things about the the direction of where a city wants to go it feels like it's not being addressed here at all so I've been on Planning Commission for seven years now I would say if this had come through seven years ago I would have a different opinion about it but it feels like it's just not hitting it's it's I don't know how staff informed you around drive-throughs but we've been rejecting them for years now so it just feels like this is sort of falling like that you all haven't been listening to what has been discussed at this table um so there's a lot that I just brought up there around energy and around um use and around kind of our goals but uh and we understand that we can't mandate you to do this I just find the response lacking in terms of it's going to be hard for us to take care of when I know of many projects that are doing just fine with that that are using these kinds of systems quite well hi I'm Deanne Ramos I'm with the University of Michigan Credit Union just to let you know I wanted to make mention that we have two locations where we did do the heat pump system and we did that back in 2015 and maybe 2018.
