all right if nothing else moving on letter F is our action items number one discussion and possible approval of the seabis employee benefit insurance renewal recommendation for 2023 2024 any questions comments from the board Mr Diaz anything you want to add um I think for taking the time and for the doing the briefings to get to know uh what were the pain points um and at this point I don't have anything to add I'll order that we're doing everything possible to employers to ensure that we can cover the best plan at the most affordable cost and we'll continue to do so and explore other options in the future years in in that regard I do want to make sure that to announce and I think this was something I wanted to make sure to tell you is that aspa is actually looking for a trustees new board new board trustees um be something to definitely be involved in I don't I don't want to be on any more boards or communities but it is something I think that is important especially for board members and or superintendents because they do represent all of this all of the school boards and what they do with asbait and how to me and this is for the board and us to consider because I know as far as retaining teachers or trying to trying to appeal to them that this is where you should be ah if we're going to approve anything tonight I definitely want to approve with directives to try and seek you know some sort of I don't know as we probably won't like it but I don't know that it's actually doing any any of us any favors I think we've voiced that on behalf of the employees because it to me um there's better and and I feel like we're not we're not being but that's just me personally my opinion so I continue to express I don't know how much we can look at or seek any other coverage or something just just in my opinion board members anything else if not you I think that with the presentation that um Ms Smith gave and I don't know how to CBS huh see this yeah I'm gonna go ahead and make a motion to approve um the three beasts employee benefit insurance reels that were recommended can I make a suggestion if I second I'll just include a directive um to the superintendent and the staff to seek and pursue any other options just to be presented at a later date maybe next year if possible is that okay noted I'm asking she's the motion maker so you don't want to go I want to approve it but I want to prove it but I want to approve it with the directive questions I'll second with that if that's okay all those in favor of the motion with the second with the directive for one via to look for other options in the near future probably next week all those in favor uh Anne-Marie Stevens aye Sylvia Hendrix motion carry um number two discussion impossible Hulu job description and post success for all facilitator Mr DIA I would like to start by also going back to our three-year goal um we are in transition between Cleveland and also building structures for the next school year and as part of building structures not only this item but the items coming up it is part of Highway the structure that we will need to be able to continue to support and show the progress that we want to continue to see not only it is school but it is at the district level at this point I would like to also your permission to ask amazing every case to come forward to the podium to answer any additional questions that the board may have regarding their success for all facilitator uh positions that we are seeking thank you Mr Diaz Miss Enriquez anything you want to kind of touch on just I know you presented the memo and it's pretty clear but as far as my experience and when we came in especially myself coming into the boardmanship is that success for all is only successful if you utilize the tools and resources so individuals who maybe don't feel as supportive of it don't use it and so it doesn't as effective so I'm hoping and I want to support I'm not saying I'm not I don't support but I just kind of wanted to get your feedback on where you feel like this is going to be I mean I all faith and good trust going forward that it will be um but I wanted to also Express that if we have this individual that they do present something maybe quarterly just to kind of give us a real kind of uh what would you call it kind of a real time as much as possible on what are we what are we hitting what are we missing and are we are we correcting it um so when we first started this program we did have a facilitator in place and we saw huge improvements I was in the classroom at the time and I remember uh we started and we were a K5 school at the time so we started with eight R1 classes mind you fifth graders were at a level one and that's a first grade program um over time we've seen the success of the students learning those funny those foundational skills that they need to be successful in learning how to read um as time went on and the change of leadership things kind of you know the program like you said will work if people are using it through Fidelity if they're getting that training if they're getting the professional development if they're getting the modeling and the coaching um Mrs Medina has been overseeing that along with the ELA interventionist the interventionist is strictly to be working with students and teachers and making sure that students their needs are being targeted and identified in that reading role so it is supplementing what the SFA facilitator is doing okay as far as providing data we do monthly quarterly success Network meetings where we come together and we talk about okay this was our goal in in curiosity Corner Kinder Roots roots and wings but we also that's our classroom instruction but with that effective cycle of instruction we also have school-wide programs in place but because we're lacking somebody to make sure that all of those things are flowing together so that it all comes together to make sure school-wide we are progressing and identifying the needs not just in reading but it also we have a math program too that we want to roll out that we used to within SFA and it's a really good structure so that we can ensure that we're hitting all those areas I appreciate that my job [Music] if not without objection a motion to approve is there a second second all those compared the motion anniversary Stephen aye Sylvia Hendrick my supper thank you thank you Miss Enriquez Mr Diaz number three discussion and possible approval of job description and posting District English language arts interventionist coach president Rodeo members of the board and team as part of also building this structure and and taking the the district to the next level as I'm transitioning more into being a superintendent and overseeing um the the district as a whole one of the areas of support that I will lead and it will be um a district Ela coach that will support me in providing not only not only the professional development for our uh our principles and sources but also overseeing the after school program as well as the new a new teacher Mentor program um this will release not only many of the responsibilities but will from my from my side but it will be bring another level of expertise to help me um under my leadership and guidance to move the district forward so I'm asking um the my office is asking the boc board to approve the district English language arts individuals coach it's a new position it's starting at 23 24 school year digital will report directly to me and to perform the duties and responsibility responsibilities listed on the attached job description as well this position will be will be funded with a fund the monies that were allocated for the assistant superintendent as well as Title One and title two funded my cherry Cocker are there any questions from the board looks like the form ER I don't see requirements on there um just was wondering what that was uh is it [Music] the required knowledge is skills qualifications okay [Music] to approve I have a motion by Miss Anna Marie Stevens Mr Sylvia Hendrix all those in favor of the motion aye Sylvia Hendricks motion here like um number four discussion of possible approval of job description and posting District Affairs manager your ideas um I now would like to bring before the governing board um our second opposition that will be a great support in supporting our our two year goals um that would not only support um the the schools um but also uh the the office of the superintendent um the goal for this person is to be able to provide support in provided media at the school level in District level to be able to provide message at the school level as well at the district level this person will be responsible to be able to attend all the events they provide invitations ahead of time for the community and staff and be present during the during during the um events and also provide a digital uh documentary of what's going on in the district so it can be updated and upgraded in in our uh digital platforms this person is will also will also be tasked in providing support to the schools and not only in provided investigations for students and also for staff along with a creating a kit of due process including forms so that then the school the school leaders will be supported and collaborate with HR once they have this kit lastly these this position will also support at the district and schools when it's not creating videos or supporting schools with the duplances kit is to also seek additional funding that we will need in the next couple years including grants that will support the 21st century will also include additional funding to or opportunities for transportation and in athletics it is with humbly pride in that I want to bring this before the board I do feel that based on the goals that we're trying to achieve this will alleviate a lot of the responsibilities from our school leaders that will allow them to be the instructional leaders and provide coaching for for the teachers coaching for their assistant principles coaching for this test and continue to provide academic recommendations within schools by being in the classrooms foreign I think the only thing I would like to and I shared this with Ruben earlier was um the minimum requirements um I I think that we need to add on a master's uh degree due to the the salary level and the amount of duties preserve it response uh the type of Duty um the essential functions I guess is what I meant under Duty this is something that we can follow up as well based on the motion they make yes comments so was that emotion oh go ahead and make the motion to amend to approve with the amendment of the um um the inclusion of the Masters yeah minimum requirement [Music] I think with my heart to discuss a little but unless someone's gonna suck you I don't I don't I don't I mean it's preferred and I get I get I get the I get the the comment or at least the recommendation because it is to me I'm gonna be honest to me we might as well have had another this is a superintendent to really be able to delegate those but I want to be able to trust and understand that Mr Diaz has a plan and so does the staff understand his overall um goals there so I I don't know I I think the prefer is fine uh qualifications because it does list I agree with you I think because it does state that on the bottom as a preferred right here this master CB preferred religion but this is minimum requirements foreign I don't know so we we have a motion by Mrs Hendricks with the amendment so either Juan would call for a second and if no second is made the motion would die well I was I mean I called for a second is there a second I didn't want to ask Miss Daryl in um I guess In the comparison for what we're looking at when it comes to the district Affairs manager in any other position that might be equivalent to a district Affairs manager would you say that in your I guess opinion that it would support requiring minimally and Masters as opposed to preferring just asking your opinion I mean it might help oh I'm so sorry can someone relate her what I um president and and that could have been an oversight of my part you know the responsibility for that um I do feel that this position should require the master's degree in my opinion but that's something that we can edit uh based on the motion on the on the floor yeah Bates can you bring up the job description again with the minimum requirements and then right after that it'll show uh Masters required in so and so right there okay Miss Meese agrees that the minimum requirements in her experience should be a masters okay only from preferred to all um minimum okay then I would make that Amendment tomorrow then I would make that Amendment tomorrow just a job description before I submit it to darolyn if that's the will of the board how about motion on the floor to approve with the recommendations second by Miss Kathleen Vance what's up aye myself thank you number five discussion and possible approval of acceleration Grant summer school secondary credit recovery recommendations the first recommendation is to approve a K-8 program and a nine through a 12th program the goal is for this program to uh for the k for the K-8 program is to recruit 200 students and for the 9th through 12th grade it will be to recruit 100 students uh the first motion is requiring our K through 8th grade students who attend a 15 instructional day summer program and the secondary on 9-12 is requiring a 30-day instructional program um to be able to make these uh two programs work um we will need um the following staff members Mr Beans if you don't mind going to the fourth page um these are all of the different positions that we will need and also for the the total instructional days so we will coordinator in a 9-12 coordinator a counselor we need Ka teachers 9 through 12 teachers we need uh behavior and attendance Specialists um and we need eight professionals we need a nurse we need everyone in transportation and we need security the idea is to house uh our summer program at the primary school given that there will be construction at a high school as well as a primary it is my intention to ask for your approval and as is and this summer school will be funded through um sir funding as well as accelerated funded or want to tell you any questions or any comments regarding prior to motions uh recommendations item without objection a motion to approve motion second Motion Santa Marie Stephen second Zoe Hendricks what's up I okay Thank you new number six um this is just in regards to the out-of-state travel request from the class of 2024.

a 70 000 increased via 15 Edition no well it's no no so we're we just we just continue to operate at that deficit um every month we get a report that shows our usage versus what our our premiums cover and we're constantly running at 140 and 170 percent of what our premiums collected are um a lot and it's a rolling 24 months so a lot of those months still have that that goal plan on it and that's what they're basing our increase off of so the 15 is just adding an additional what I'd say say seventy thousand dollars to our sixty eight thousand dollars to our annual print on speaker 64 98 and 65 000. so it's just adding that to our premium that's all it's going to go up to so it's going to go from the four 33 a year to 498 a year the only the biggest downside of this is that with that size of the increase the amount being able to go back into an HSA would likely be reduced just because of how much more debt we have to pay so I think this year we were putting 1200 into each employee's HSA account so we haven't done the math yet you know but it could be the same it could be a little bit less it just depends on where we're sitting after the open enrollment period and we did have a lot of employees sign up for HSA this year which is what we really wanted to to do to help us with that that savings portion of it how many staff members do we have who do not take our school Insurance what we offer how many so we currently have 48 55 employees that accept our insurance some of our staff and just want to remind you that don't qualify if they don't meet the 30 hours a week right so a lot of events will work less than 30 hours don't but so the other men we have 55 who so this amount the cost is based on 55 employees so these problems we have about 30 or 20 or so who are on outside insurance coverage by their spouses at all so we're roughly a thousand dollars right 70.

on tips and I'm going to go into here and explain it because I want I want to share with you some live data of and and how this all works and hopefully it'll help you get a little bit more of a feel even you know it is a little crazy but let me talk about Crete tip number four this is from 2021 this is the latest one the 2022 one has not been completed yet but I'm going to explain what this shows us okay so what this shows us is this is the tax rate of all of the taxing bodies that are involved in this tip all right again this is Crete to fork and you'll see School District 201u if you remember me talking about the base value that base that of where we started and where that base locks at that's what this number is 491 161 that's the base eav that is locked when a tiff is started so that number right now is what we are collecting tax wise only on that number at this time until it expires you're exactly right yes the next number is the incremental eav so that is right now in 2021 what the assessor has valued that those buildings or properties within that Tiff is six thousand two hundred and eighty seven dollars seven hundred and thirty four dollars okay 6.2 million 6.3 million okay so can't on that with that date 2021 is it fair to say that that number is substantially higher given the price of real estate has shot up over the last year or so so let me well let me let me let me go a little bit farther Mr right so you can see over the years the value of this Pro this Tiff has gone from 491 000 to 6.3 million dollars okay and you actually have to well you don't add them together it's just that this is what the actual value is of that property now so it has shot up substantially okay the tax on this amount is here 852 thousand dollars is what the village is realizing in tax funds out of here and all you have to do really is multiply this times this divided by 100 and you get that okay for those in math class all right that's how this whole thing works now this is the total tax on this property so what that means is I take this subtract this that's what the district is or that's what these taxing bodies are getting not the district all of these taxing bodies are getting that which is approximately fifty thousand dollars out of that fifty thousand the district is getting somewhere between 60 and 65 percent of that okay about thirty thousand dollars so in 2021 tax bill we got thirty thousand dollars The Village received 852 thousand dollars okay now here's the question all right and I'm going to show you another document so I went in I went in and went and pulled every single year back to 2005.

okay now I'm thinking 15 students per grade level until we know what the market will bear and the success of the program we won't but I don't intend to bring in you know it may be we might have 100 kids at one First Choice next year so if that happens then maybe we would consider doing 20 students for the first year but uh probably want to hold it at 15 until we can get a handle on it curriculum okay but I'm really surprised we've got four applicants out really impressive application already for that position you said how many applicants or students or no no foreign where's the casino going okay when you get settled John emergency response and safety protocols well I just included I just included a packet a safety product our safety uh emergency response and safety protocols that we have we talked about it at our last meeting if I'm not mistaken so I thought I would provide you with to to take a look at and next meeting if uh be open to taking any feedback after you get a chance to look at it and respond to a document itself give you some time to look at that so I thought it's important for you to have a chance to review it so I asked Susan to put it in the packet any questions on it well nothing okay yes well I'm sorry sorry uh I do have a question already um we were talking about medical emergency So within this package that you put together you gave us it does has a page that says medical emergency so it's kind of explaining um you know what to do in a case of a person ill and um you know it's very big in the sense of it just only have this sentence so my question is and it's it's going to go back to the same question I asked before because this um the original question was do we have a first eight um what did you say response team first aid responder because I was saying team but responders So within this and I know we can wait until the next meeting to answer all the questions but I do um I do want to know if the people like in here it says very specific that if a person has a number and you see just call the nurse um stay calm stay I mean State the name give the locations describe the nature and stay with the person um I think I'm looking for a little more of you know what happened to give help to that person but anyways um what I want to see is when we understand this that we do have people that are certified that are going to be responding to an emergency um onto the professionals arrive they need to be certified for for definitely because then that person can be held accountable for in a court because if they don't have the price certification up to date and the person happens to die that will be a big problem so I just want to make sure that we are covering that okay okay thank you okay you're welcome Frank follow up today and most districts have staffism certified um in CPR are most of our staff here at certified in CPR I would not say most but we do have staff that are certified in CPR and um so I can I can get you uh not so much of listening but I can tell you a number I can give you a number of how many staff members are certified in CPR years ago we used to have a program where teachers could take a CPR course I think we still offer a course one of our teachers offers a program uh I don't know if it's once a month or is it one of our phys Ed teachers does a program where people can get certified the power educator training program that we run every Power before they graduate certificates are certified in CPR um I want to re-look at that and see how many staff might be interested actually I think I mean I think that's a good uh recommendation for us to take a uh to possibly encourage more staff to get CPR certified and run whatever programming we need if we and see how many staff we can get certified so we might have a little more update on exactly this how many are principles goes here I just wanted to share that it has been recommended that we offer something to all of our staff as optional at the beginning of our our two and a half day it's actually an on my board it's recommended and I'm working with Mike Nelson because we do have someone in-house I believe that trains the coaches and so we are we do have plans to open it up to offer something here on site just to increase the number of our staff that are certified I know that we're all going to be looking at this and I've read most of it but you you can't cover all situations all the time I'll use it as an example and Sue might or might not know what happened we had an ambulance pull in here about an hour ago go someplace they didn't go down the pool I but so we had an emergency here and the ambulance left I don't know if a person was in the ambulance or not so we have daytime situations we have nighttime situations but you can't be a hundred percent of the time in preparedness in that we have the town of Andover true emergency response team within our building during the school day and I believe do we have a nurse on duty at our after doc program no so we have nurses certified RNs in this building during the day for our students so they are in my mind our first responses I used to train every single CPR person in this building coaches and he teaches that wanted it but it's impossible to ask every person to take on that responsibility some people would not look at it as part of their job they'd be too afraid even to do it so I just think that reading this and the different components of it is one heck of a great beginning and certainly there's always a way to fix something up but to have that say a hundred percent time that you're going to have that RN or whatever there it just can't be unless you're in a and this is uh Frank and I agree with you Marilyn there's never going to be anything any plan that's going to be 100 but sometimes the matter of saving a life is a matter of seconds and it's about offering people staff don't have to say yes we'll take the CPR but if we're offering it people take it on is a great plus to us um it's just to offer it to make sure that our staff are are prepared because you never know what a situation is and if somebody jumps in to try to do CPR and it's not a certified yeah it could be a problem okay John did you use nothing to add that's fine if you don't um I think Susan covered it but I think trying as we move forward to encourage more staff members and make it uh them aware of what the uh opportunities are to get certified in CPR we do have someone on staff that does training and actually has done uh I asked that person to do training for our three new uh Early Childhood teachers and was willing to do it so she'll do special training if we ask her to so we'll look at trying to increase the amount of staff members who are certified in CPR right and actually I want to thank you John because I was the one who requested this information at the last meeting as well I see making sure that we upgraded our protocol for different emergencies is this time anything further this time that you'll accept a motion to move this to tables matters emergency response safety protocols of a second discussion all those in favor how to make sure they get one of the table matters please thank you okay report for committees I see none all business district Community priorities policies yes this is the show just on the old business I was wondering if we had an up-to-date count on how many participants we had in our oil early childhood daycare program shoot John John uh to be honest with you I'm not sure how many we have right now but I can get that number for you and email it yeah okay maybe such who might know be to a particular number but I know that um if you watch the play yard every day there's a little bit a few more um little Regis out there but I know that their enrollments have been increasing in the middle of the uh Courtyard I think it's called a courtyard I don't know what it's called playground I guess yeah anything further okay moving on uh no tabled matters at this time Personnel considerations resignation leave of absence retirements and appointments this time that you'll be looking for a motion to adjust the well I'm sorry yup sure you want new business okay sure talk about it yes because ID asked for three um um things online business last meeting okay and at this point I don't feel they were all at rest so I need to put it back on the agenda okay exiting interview review I didn't hear anything about that exit interview um now we did talk about the explanation of the students not performing so I got some of that I still would like to see the process that we you know you mentioned uh John a great committee so maybe just looking an overview of that yeah yeah you know has been done what these steps are that will take care of that and then also the protocol for emergency which I just learned that Mr Cirillo asked for um and that's why you brought you didn't bring anything in terms of the emergency that I asked for so now you know I know I mentioned something of that emergency protocol in terms of is something happening in the building but I was very specific talking about if something happened to a person that it gets sick so in in the seeing that I didn't get that so I like to put that back because I want to talk about specifically when somebody gets sick and I understand um mother's explanation which I appreciate I still don't I don't agree with with that no I mean yeah we cannot be 100 everywhere when somebody happened to get sick or you know have an emergency uh health emergency but we need to be prepared at all times of the uh of the day because we do have people here we have night classes we have um these cool full of people during the day we need to have a very strong protocol for people that get um into a emergency situation before the ambulance the ambulance get here and as I said before we that those people need to be certified in order to give help before the professional gets here and take over so that's that's what I'm looking for put that into your report John you have it you have it clearly uh yes I have it so in terms of the exit interview HR is putting together oh I'm sorry uh in terms of the exit interview HR HR director is working on a uh a list of comments that have been made over the last five years uh from our exit interviews and so uh when she completes that work I'll bring it to she should probably have it ready for the next committee meeting but she I asked her to put that together for us so she's working on that and then um in terms of I can give you a report a more detailed report on the work that's happened so far with the grading committee and some of the direction they're going in um and then the uh you know talking looking at our emergency protocols and talking more about our medical emergence protocols I recall a couple years ago we submitted a document to the Department of Education a request requested medical emergency protocols for the school and I will research get a copy of that and get a copy of that too maybe that has in it more specific what you're looking for I forgot we even had that document until today so I'll look for that and I'll get that to you we'll put that in the next packet good okay back down to a job posting this time the jail appreciate a motion to adjust the agenda to Executive sessions for the purpose of collective bargaining and possible discipline promotion on that please discussion all those in favor anyone opposed would you call the roll would you have a moment please [Music] yeah we do but just we're just an agenda to go into executive session Mr Cirillo yes Miss marmal Mr Tarbox I guess okay is kind of okay it's kind of yes Miss disler yes yes Mr Hayden yes Mr LaMontagne yes we will be coming back to the regular order of business and completing the full agenda ditto long superintendent did you find your keys yet no he didn't want to have our keys oh I didn't even know that thank you my blood sugar levels at 300.

there is uh trainings coming up this is a trauma hereditary is trauma territory the impact of intergenerational trauma on families and how to break the cycle May 2nd and the 23rd from 9 to 12 Bridges out of poverty May 4th from 12th to three and I'll send this to the board also language Justice and June 6 from 9 to 11 trauma-informed care and that's what's coming up on for the um Early Childhood Partnerships Partnerships of Adams County and I'd just like to add to that because I want to share the same thing that if people had any questions um about how to register for the tickets that are free you just you can contact Lisa Jansen Thompson at 303-428-2029 thank you it's wonderful um any other updates um I think it's not really a communication about the um committees but we all did have the opportunity to attend the National Association of school boards conference in Orlando yes a week before last um congratulations to Dr Lydia and our legal counsel Joe Salazar we were able to bring our story to a national level um I also in the um great sessions I attended the feedback that I got people were ferociously writing our recognition of our linguistically gifted students was huge um and I would like us to get a have a retreat together so we can compile the information that we learned and put it to work we got lots of great information yes and I just um besides attending that I also wanted to inform our community that we now have a um a community center for our Spanish-speaking linguistically gifted the parents of the linguistically gifted students in the community can always come and seek out information and resources from our location at the Mile High Flea Market space c19 so every Saturday we will have a resource center available and open to anybody who needs it and that just we had our grand opening on Saturday so thank you so yes I work Saturdays and Sundays uh I will be there um not every Saturday but I will be there so yeah just wanted to inform the community that we have that going on and also our our youth Advisory board made up of Adams 14 middle school and high school students are doing a wonderful job on really focusing on the walkability issues that we have in Commerce City and the dangers of walking driving riding their bikes and riding their scooters in our streets and they're looking at um how they can help present or come up with a solution to present to our community leaders and our and our state leaders so they're working on that as well as their top priorities to focus on for the rest of the year are mental health and why your mental Injustice and drug abuse and so those are the issues that they're looking at focusing on this year I just wanted to share that and tell the kids hi and great job and I we meet every Monday so if anyone's interested let me know I would love to attend and learn more yes um I would like to entertain a motion to table 8.1 the board self-assessment um again I I don't think we're and the mindset this evening I also would like the opportunity for the board to review those questions maybe I can ask that you do that over the next couple of weeks because I want to make sure those are the questions we want to be asking ourselves as we assess are functioning at the board um so I made a motion may have a second to table 8.1 thank you I just want to say thank you for putting that on there because I've been asking for a self-evaluation or self-assessment for a very long time so the fact that we now have it and at least have a starting point I'm very happy about that because I think it's something that if we're going to hold other people accountable it's nice that we hold ourselves accountable as well so thank you that's awesome uh Ramona roll call please Mr Amador aye Ms Estrada aye Ms Lavado aye Ms Molina aye Ms Zubia aye all right with no further business um I'd like to make a motion to adjourn can I ask one question of course we do on the motion that we passed the last meeting for fifth grade and eighth grade yearbooks do we have can we get an update on that I know I got two emails from the middle schools about the yearbooks because they need to be ordering now yeah yeah yearbooks so I was gonna tell you about the lobby day today oh you guys yeah you go ahead so that was just my question I rescind my motion to adjourn please continue sorry I just had that one question just a second here recently yeah okay I'll second her reason thank you not a personal members of the board director um Amador we are working with the schools actually this week uh because I we do have specific numbers for want to say two schools so we are waiting uh and I'm looking at Ramona and she's not in so we have specific for two schools but we need to get uh for um every school because you're in in your request it was for Fifth and eighth grade so uh we're looking at the exact amount but for that we need um the specific numbers and the uh quotes from the schools so we will be every single one of these sheets in every Tiff in the district and what I found is Creek to four over the years they've received 11.4 million dollars taxing bodies have received 636 thousand dollars of that the district had received about 60 percent of that 360 through 70. but the village has received 11.4 million dollars okay but again that's not unusual that's how it is I'm just sharing facts sure sure but that's good good way you're breaking it down really appreciate it so let me go back again and show you because every tip is on here those that are in our not this is the big one in University Park okay so same thing this is the tax rate this is the base value of 875 000. the eav incremental eav is 79 almost 80 million dollars in 2021. the Tiff tax the village is realizing 11.7 million dollars in those two is about 120 000 so we're getting about 60 percent of that all right I again have gone in and looked that creep or looked at Monique I'm sorry University Park tip five over the years they've gotten 141.6 million dollars in the taxing bodies 981 thousand dollars now again as Mr Brown has said that sound unusual that's what a tiff is for the Tiff is to improve the property and move forward and reinvest the funds but my always my question is so what benefit does the district have on this because the goal of this is that when those roll off that we get the benefit benefit of the eav instruction on that so those incremental tax dollars those Tif tax dollars I find that here oh nope that wrong sorry go back to this these dollars if you remember again about 60 percent of that is ours if they were to roll off okay so again I I've done this document I can post this and I've got copies for the board so you have that and you can see that now the one number and again I I don't do this please to discredit anybody but I just I just want to share this when I look at all the tips the villagers have received 246 million dollars now this doesn't include the tips that have already rolled off okay to invest in them in themselves we've received 29 Point well the taxi bodies are 29.1 million dollars so I did about 65 that's 18.9 million dollars over the years receiving tax money so again I I I've shared with you before these are these I know I understand these are difficult decisions these are tough decisions but I just want you to be aware of what those numbers are to see how big they are okay yes what are what are what would it look like so right now in tip four we'll just take Crete tip four I don't know I just I just picked that one I just picked that one so right now the tip tax is 852 thousand dollars we will get 60 percent of that about 800 about 480 000 I think approximately is what we would get of that if that were to shut down right now okay so we would lose that in Revenue yeah because that's that's forever that's forever yes yes so you lose that okay all right you'll gain it 12 years later it may have increased if they reinvest it may have it may increase yes no no no you know yeah so so I think you know so it's looking at all of those and then again here's here's tip three where they're generating one million dollars in Revenue yes real estate crashes and it can go up and it can go up it can go up it can go both ways right now you know we know but you you and I think the thing you have to look at and consider and I think this is something that Dr Hall has brought up you know you've got three communities asking okay so right yeah and there you know again when you look at all the other when you look at the other uh information here there are other taxing bodies affected correct including the village because the village will still get a portion of this they still get a portion of that whatever their portion is so essentially what happens is we vote to extend to agree on our part to extend the tip six months down the line when we need to do something something's broken or let's say 2028 when the tip expires we need to do something and and now the community is coming at us mad because we can't do this and the buildings are falling apart and you don't and blah blah now in 2023 they were happy with us but then 2028 when we don't have the the funds and they forget about the fact that we extended this Tiff because we were looking out for the village and then when the mayor comes up here complaining about the school and the kids and you know how messed up we are and we're saying well we need funds to do this to do that no they need to go board members need to go we probably I don't think we may not be here as board members but the ones who come they'll need to go because of this decision um I don't see a benefit in it for us I I get that the village sees a benefit in it for them I I cannot I only think I can remember is when that water tower needed to be painted and that was an agreement I'm assuming the district didn't get it in writing so the village said nope we're not painting you paint so then we were left with painting that water tower because they refused to follow up it's their water tower right our that's the only thing that I could say little things like that so I don't know uh what everybody else is thinking I know what I'm thinking I'm just putting this out there so do we disregard that the villages do have different circumstances do you say well tough luck you didn't get Amazon so you know I mean because they do have different circumstances and Crete has always been somewhat transparent I didn't know anything about the water tower but um and and done things conservatively and um tries to budget wisely and everything and I'm not saying other communities don't do that I'm just saying they are there are different circumstances it's not Apples to Apples so we do we just completely disregard that or do we take any of that into consideration so so the comparison is what was brought up as you know ups and Amazon and money yeah but we both have infrastructure issues with the Amazons and we both had to add stuff and we had to spend money to do that that and and that was our Villages going out and obtaining that and telling that going in and saying listen we have property you can come here and you can go here that's the villages doing their job going to get those businesses so I I don't like the fact that it's used like it's against the village each Village is separate but they have they all have the equal opportunity so Crete has three test districts yes yeah three University Park has three three and I think four right now right yeah yeah and money has how many on there three three podcasts so they all have the equal amount of opportunity to get a business like of that nature and come in here a business wanting to go in across from Balmoral and I remember the board at that time and I wasn't on it saying oh do we want something like this right across from our school and stuff so detention no not the detention right Intermodal and I'm not saying all creep residents wanted it anyway I'm just saying I remember the board saying you know the school's right there and do we want something like that and taking that into consideration and so that was part of the issue I don't know and the new construction is a thing too right so if I asked the up board members how many new construction houses are in University Park if I asked the Crete how many and how many are money we have a few more but it's very limited if I asked anybody in Manhattan how many they have they can't stop building them they can't so their tax rate they're you know they're getting more tax more people moving in there we're not getting that he is he right and saying that we're so close to Indiana and people are jumping yeah yeah that's the reality but people are moving out of Illinois as fast as they can and we're close to the Border I mean cause of these tests and and and can you can verify this but the last time I looked into this Art District our school district we absorbed I guess a third of the tips in the county of will a third monetarily I believe University Park is the biggest Tiff area in the state of Illinois other than Chicago so we are heavily dependent on taxpayers our district we have Revenue issue we don't have a spending issue I think it's a revenue issue so when these tips and I I was you know at the end of the day I was emphatically in a position to say I am not going to vote on any Tiff extension that was my position but I think we have to take it a case this is just me a case-by-case hearing the plight and that's the purpose of a tiff applied that area right they want to build it up now here in the plight that the mayor of Crete came to the podium today you know I listened to it I listened to it do you take it on a case-by-case basis or do you just say we are in a position of the board and we have said it I have said it so I'm just looking at it and observing that that may not be the thing to do because we definitely right now we are running a Surplus we are highest Financial score in our history basically 3.7 State financial score so right now we are doing good on paper right now you know we don't know when our working cash is going to be exhausted but at the end of the day what is what is going to be the Boris position here do we listen at the case because all of these municipalities I would think maybe not Monique because they're doing very well financially they are abating taxes to the taxpayers that's unheard of these days but you hear other communities our eav the last I checked again was like 750 million dollars three quarters of a billion dollars compare that to Orland Park I I'm not really comparing apples and apples here but their EAP was 58 billion dollars 58 billion to ours 750 million dollars so we need Revenue and this 75 million dollars from University Park I think Bill said at the end of the day we get five million dollars a year that's forever unless and I belong I believe our Council said if that Tiff was to expire that doesn't change the eav if they the business moves out because we had some businesses close up in Monee he said there you go they put in these these temporary buildings up and if the extension of the Tiff is not given to them they're out of there and leaving an abandoned building but that eav still stays I think even though there's no so-called tenant in that property so this is a very precarious situation we need revenues we need revenues in the long run if you if your if your community if your town your village whatever we can get new businesses we can get new things you're going to draw people to the area well now you're going to have more construction so then in the long run more construction means more Revenue so at some point you know what I mean I mean we like you said how many new houses have been built not very many but that's because there's not a lot here and they can go to Indiana if we had it here maybe more people would be drawn to the area and now we have more Revenue so I guess you can look at it as different yeah but the first is this there you know they're twisting your arms and say we're not going to move in until you give us a tax break into a tip area that's what they're doing that's okay well that's one thing and so so here here there's a couple things here one is you know the creation of a new Tiff area is fine I I don't have any issue with that okay however the extension is a completely different issue because you're passing up revenue and that as Mr Brown said we need Revenue now let me but but even that 23 years the initial term of the Tiff we're only collecting taxes on the base we're only getting relief from the base which is very minute in some cases you put the 400 some odd thousand dollars there to 6.2 million yeah right it's a big difference yeah exactly exactly so so let me let me just share a little bit of the future and I think Dr Hall was also talking about this about this actually on YouTube your buildings are not done being remodeled you still have to have a capital maintenance plan that we have ready to go yeah once the short-term facility plan is done yes and that is going to cost you somewhere between four million dollars a year to five million dollars right and I'm just going to give you an example the roof at Crete has to be replaced yeah and so forth and so so there's that and then you know as Dr Hall said we do have to do something about the athletic facilities and that so there's that but again you don't have any other borrowing power unless you do alternate Revenue buys and get this additional Revenue in all right our budgets are okay right now without the capital expenditures but what got you at the point of our of the buildings being this way is because they were never worked on before and they weren't maintained properly we know that okay and even though you have old buildings they can still be maintained properly right so there there's a lot that's still needed by this District you know from a building standpoint because I think you all know we don't want to let all your work in three years go to waste yes there's no sense in having air conditioning when you have single pane windows that's it there's no efficiency there 'll tell you that right out there so again it's just some some thoughts so so Ken is this a discussion item today because Crete has approached us about extending theirs I think it's a discussion I've been because no I'm sorry up has not asked us about extending the tips at this point but Monique and now Creed has so I thought it was just and Dr Kara and I had talked and we thought it was just appropriate to give some more data there to understand and from a vote standpoint when would that come on the agenda would it be next week or is that that would be up to the board when they want to do that okay you know yeah I I I don't know that okay you know that would be up to the board discretion I would the only other comment bill you made a comment that you know every village can compete for this but I think there are differences of of where you sit in the district that don't make you as competitive as others money in University Park are alongside 57 creates closer to the state line I mean I I don't think you can make that broad statement that everybody can compete for the same and the only reason it's a broad statement is because when uh Crete trustee reaches out to me today and says that he's throwing that at me that you know we're you know money does conservative and they shouldn't be you know they're not the same thing and why do they have it listen Moni was is a small town just like Crete Monee was 5 500 people do they have a tax revenue you know a sales tax from Amazon yeah but that was worked hard on and with that there was infrastructure changes and cost added and there's frustration added to that and now you're reaping the benefits five what five years later so the thing is I understand that but it's kind of being thrown at me being a money uh representative that you know only this I'm like we're all still farm towns and at any point could they pack up and leave yeah Anything Could Happen we're all seeing it now McDonald's laying off everybody's laying off so could they pack up and leave yeah and then we're stuck yeah and we don't get the sales tax so I'm just saying that everybody has an opportunity I mean that they take their own opportunity as they can see it but they shouldn't that shouldn't be thrown back at us like like it's something we did wrong I mean back in I I don't know I just I just don't think it's right either okay and I think the bottom line at the end of the day businesses need to pay their fair share and and relieve the homeowners because the homeowners are carrying in the back of this District financially that's why I asked the question if they close it is there a burden to the taxpayer you know that's the question is you know the taxpayers want to know they're getting their tax bills over the next week and they're all going to come here upset right because not realizing if you pull that up in that test there was what nine taxing bodies 10 taxing bodies so the tax bill is made up of let's say eight taxing bodies and but everybody how many times have we had something going on in the district in the last eight years and then you have a a forum and they come and they say my taxes went up this amount it did go up a portion because of the school district but the other seven taxing bodies had something to do with it as well so are you saying bill at the end of the day with the initial 23 years of a tiff and we as a school district have a lot to say if that Tiff is going to be extended for additional 12 years and we say no and that business pull out correct I mean it's not an easy decision but yeah what point do we be Hill housing for nearly 40 years you know right that's the thing yeah it's definitely and it behooves us to really involve ourselves with the conversations with the leaders of each municipality when it comes to them wanting to extend a tiff right because I mean we've been pretty vocal about and asked Dr Hall we've been vocal about University Park right yeah and we've been very vocal about Monet and if we're that vocal about those two I don't that lends the conversation of treating it the same way I mean I mean we're Ken came up with a plan that if you want to extend the Tiff and money this is the dollar amount right you know that's what it is so I just I'm more or less looking at is it's hard to pick and choose if we don't have consistency right it's really hard to to do that I mean it's not going to be an easy decision whatever it is but this good information Ken I really appreciate it thank you okay thank you um I don't think we should I don't get a sense that it has to be decided no could you or Ken check with your municipalities and see when they plan on going to the legislature but what I don't know if every municipality is on the same time time scheduled to try to get in I I understand that yeah I think yes okay same motive that's for extension in University Park I think they I thought they asked too pretty to fight they never formally asked for an extension no no said they weren't going to ask oh for for tip five okay just money so far what Tiff was that for Monet I'm sorry what tip number is that three okay to our staff says 20 20.

since 2019 and as Dr Dr Kara mentioned we are coming to the end of the plan and we can certainly give the board another update at the end of the uh year if you desire uh this plan has uh six goals 17 strategies and under each of those 17 strategies that a b that we talk about each year or two times a year there are 76 action items that everyone across the district has been involved in every department and every assistance superintendent has been involved in living this plan at this point when we do our calculations we're about 76 of the wave finished with our total projections for the board and at your seat you have a complete package of where we are with every single strategy again six goals 17 strategies where we are and then under those 76 action items um it talks about the details for each of those letters from A through p and so I can we'll put this on the website for the public but again it shows our progression of where we've been in building and supporting the plan 2019 was the development of the plan and meeting with our focus groups in um our second phase we were living the plan and then our third phase that we're in now we are reviewing and evaluating the plan we've put some anticipated dates of when we expect to finish some of the items and some of the items we will close out and decide if we will put it in the new plan um any questions for me of where we are or any explanations that you want to hear about and again we'll put this on the website for families to see I just I have a quick one I'm just um surprised that for um goal one strategy e and then the I'm trying to get all the terminology right yeah the action item um four that's implemented rigorous curriculum that includes in um inquiry-based learning and advanced coursework we're only 50 I thought we were almost there so what what is it that we still haven't accomplished so we're we look at goal e there are four items that go that go where we're at 75 percent we're building a five-year plan on reviewing all of our curriculum um we have another 75 percent for putting in structures for vertical alignment from pre-k to 12 where our teachers meet with one another so we've built in those Transitions and as we come back from the pandemic again we're building in those meetings for you know fifth grade teachers to meet with Middle School teachers as they transition to six as our guidance counselors meet from middle school to high school and then with the rigorous curriculum curriculum where inquiry based we have our two schools that are non-traditional with the IB and so that's why we put in the 50 there and so the total for that is the 55 for goal e right so what's going to bring that number four up to 100 so as we we had to build it's kind of like laying the foundation we had to build our tier one instructional materials we had at one point pre-pandemic we had at our elementary level we had two different math programs um that were not speaking and working with one another right prior to the pandemic um our teachers decided a committee decided that we were going to go for one program and so they are implementing that with Fidelity we are just started creating uh common uh formative assessments where everyone on the team decides on what students are going to take for their assessment and then we use that data to compare it so we had to build the foundation get those tier one materials in and we did the same thing uh for our reading that right prior to to the pandemic we purchased that curriculum so we're building that capacity and we hope as we go into the new plan we'll be able to report that data and what it looks like as we use those common assessments so everyone is going to be taking the same assessment and again we're building those assessments from K to 12.

okay but we we do have the same curriculum in both reading and math at all the elementary schools except for CSK correct I'm just keeping it at a very simple level yeah yeah that's why I was surprised to see 50 okay so it's all the assessments and everything else that that we're building yeah okay thank you additional questions with this strategic plan so we are 76 completed and Dr Dr Kara he said he was going to get the community involved at what point are we looking to engage so we're looking to complete it as we sit at a hundred percent prior to engaging the community yeah [Music] so we started off from scratch with the current strategic plan right we started off and did we start off with the community engagement from scratch okay so we're looking just to fine-tune what we already have and this is we'll start completely over okay like I said we'll have probably the format that um our previous consultant used I've liked this format so we're going to continue with this format so we may still have some of the same six bugs buckets but the topics May differ and that's that's generated from the focus groups the community the teachers board members will be on that we're basically starting over again and deciding what does this District need now okay we had about 70 stakeholders at the um last that helped helped us build the last plan so the thought is that it would be about the same amount but again it usually comes into facilities curriculum you know it's the same kind of things but where are we in each of them you know like facilities might look different instead of air conditioning and getting new buildings it may be you know getting a stadium ELC building those are some things that would go on that plan okay great great thank you all right thank you do you think you're being a little hard on yourself on some of them because don't we have a creep money Education Foundation established we have that at 25 percent um it is established yes all right so you're just looking to bring it to a to a higher level yeah I think wanting to get more active you know I in fact I just uh met with the foundation president just a week ago or so and in fact we were able to coordinate and give them some donations with a community vendor that's going to help pay for some of our our goodies at our Saturday day so so we're beginning to work together and I think the pandemic you know they they did a lot with the hearts program and things like that um what was it uh Queen of Hearts yeah but they I think they want to do some other kinds of things and he's already approached me with some some new ideas that they're going to start okay thank you thank you okay next up business Ken you're back on thank you Mr Robert um the first item is discussion to accept the proposal of awarded contract accustomed for post-construction cleaning at Memorial Creek CSK Talala Elementary at the Early Learning Center I will tell the board that CSK is not included in that uh if the uh agenda item comes on next week it will not include Talala that is not included in the bid docs as you heard earlier you say he says I'm sorry CSK I'm sorry CSK uh as you heard earlier there was some public comment on the bid specs in that I will share with you that there were the bit specs and addendum was done uh proposals should meet the bid specifications not verbal conversations and should we bid specifications so deliver the bid specifications we did see when we opened the bid the discrepancy between the bids Mr McLean director of building grounds met with custom to make sure that everything uh was good we received he had a favorable discussion with them that they could meet the specs at this price we will hold them to this price so we're comfortable recommending custom for the for the gym have you did any follow-up references anything like that or you do that after being awarded uh no we'll do that ahead of time Keith has done that with references in that so right now right now it's just predicated on lowest bid or not Lewis responsible better right right it's on lowest bidder so we'll be following up with references and all that and bring that recommendation to okay do you typically have when you submit or when you solicit your RFP to have non-mandatory meetings there are there are some vids that we do that have non-manatory some that have mandatory okay with that when we had our construction projects those were mandatory and the cleanup you know those are non-mandatory most of the reason for that is because a lot of companies will estimate on the square footage basis so we Supply the square footage and let them know and then all of everything else is in the scope so did the other or the contractor that you are proposing the award to good days solicit any questions to the RFP I am I am not sure that Keith no no questions and we do have a rep from the from the company here from Custom here so okay there is a rep here so you know but yeah we're we're comfortable recommending that okay so you're confident that the RFP was comprehensive and I believe that everything that they're going to do is what we need and we're not going to find that we need more based on the stuff that we heard and then it'll be additional costs later no I'm confident that it included that we did an addendum to address a couple other items and so that was done I have a question on the dates that was glaring that one of them was saying April something to whatever and then the actual in different spots to different times and that is a huge difference in time so you're saying that custom knew that there was that discrepancy and bid on doing April to whatever that was or I mean I was really concerned about one of those date discrepancies it was huge can you show up to the huge yeah Okay the reason I have April on April 18th on there is because that's the date of the board meeting where they'll whoever beat approved so no no that is not the way it reads no it just yeah we could provide a copy the whole package and I know Canada you're in a meeting and you answer it one way to them because they're there in a different way to somebody else when you're just chatting with them I do have a huge issue with that but because what are they being told I have to go by what's written well because he's got something written and it's it doesn't agree with the dates you do have to go by what's written if you have a question then okay the call and you ask that question and that was not okay but the written copy has different dates on it to into has any anything but Keith just said he did put the April April 18th is on there is is the date you know that would be approved that's why I said that the contractors go from April 18th because that's what they you would approve it as a board that makes it don't necessarily mean necessary does they say they have to provide services it gives the start dates and it can be six months and it's hard to get a tight start date because because of substantial completion for the projects not being tight we pick a substantial completion date but as all of a sudden you don't have rooftop units and you don't have you know other items just substantial completion gets moved out I gave them there's there's roughly a two-week window that I put in there I said we prefer to have it in a seven day period uh and there's there's a lot of unknowns but the and and as uh Miss Graham was saying and we've done that we did this last year the day I get a uh an open section of a building and the the contract has been approved I will let them in there to start cleaning regardless of the uh start they posted okay so they work together he read the contract was effective April 18th but not the service was needed then is that how the contract read that they got the RFP you know I don't have the exactly my identification on that because to me that was huge the reason I put that April 18th is because that's the day the board would approve the contract so that was the start of the contract not the start of certain words that needed to be provided and I think Mr Graham gave the dates for for the work when he was reading off the right right that's why I'm questioning right right because that is huge yep it's got the work dates written in the packet okay I just think there's an awful lot of that so not to get into the weeds but just take one example so the floors so do they just need to be swept and cleaned or do they need to be well number one it's going to be up to the contractor how they want to do it but they definitely have to be swept you know you get the debris off the scrubbers you can watch our custodians right now walk up and down the halls with Autos covers they walk right behind it it puts the water down and picks it up and removes the dirt and then they buff and the buff the buffing was the uh the addendum and that was because I got that information in from Texas granite from the contractor or from the manufacturer so but no I mean again it's up to the contractors to know how they're going to do the project there's not going to be two men pouring down water on the floor scrubbing into somebody else vacuuming it up there should not be that unless they want to do that then that's up to them okay thanks Keith all right okay next up next is the uh discussion to approve the purchase agreement to buy the property at 690 West Exchange Street in Crete I've had discussions with uh Mr Gleason our attorney and we are going to recommend to move forward with the purchase agreement there are two items that are still outstanding one is a survey and the second one is a splitting of a pin I've talked to Bill about this and he has shared with me that we are not closing on the property until that is done but what we'd like to do is go ahead and get the purchase agreement which he is happy with and agrees with get that done and then we'll set up the closing and the other two items will be taken care of prior to the closing happen there will be conditions of Effectiveness the other two items will be the other conditional items it will be conditions yeah so it'll be the survey and the splitting of the pin okay so that'll come to us next week that'll come next week yeah okay and the agreement has not changed at all Mr Albrecht so it's the same one that I've been sharing were we going to have an inspection performer we talked about that and we don't feel there's a need for it just because we've been utilizing the facility and everything is in working order but that's what we can see that's what we can see that's what we can touch those are the tangible things but those intangibles so to speak I'll go ahead and research it yeah okay but the other thing that I was I had asked about was who's responsible for plowing doing those Werner winter months did we get an answer to that we're we're responsible for our own property yes we'll be responsible for our own property we have talked to them that if there is a time where that that easement right that easement agreement will plow that also we'll just bring oh we'll take care of that okay so we're going to make sure okay yes okay great um number three and four go together I think as uh the board is well aware last year we had an issue with the scoreboard going out during one of our games so uh We've investigated uh purchasing a new scoreboard and the installation of that scoreboard so you will see the amounts there the scoreboard is 64 000 installed about 23 000.

I I will let you know that the funds for this are going to come from some Investments that Brian and I have made with some of our working cash funds with PMA we found out that through that investment in June we'll be getting about 250 000 in interest that we would not have gotten if it was just kind of sitting there so uh that money is coming in oh I'm curious what type what type of investment is this well we are at school it's according to the Illinois school code that's all PMA does so we suppose be you know not very careful with it is it is that's why PMA does it we don't do it I mean pmas has recommended that we had this money sitting there we had 34 million dollars sitting there doing nothing in in a low interest account like a savings account and so they recommended that we can invest it in in a few things that meet the online school code so we so they meet the cold oh yeah low risk investment no no no no no not at all none at all no risk and all that I can I can get you if you could yeah I would be curious to see yeah you know where the treasury bonds and something like that I'm sorry so the only question I have on this is Dr Hall you said that you were Raven about um Rich Township in Kankakee what is this compared to that meaning or it's the same thing I I say all the time if we're going to make the jump and we're going to be able to take it and move it from point A to point B right like the lights are we settling so meaning and what is the opportunity with the other board I'm I'm bringing it up because when we talk to the gentleman we're at uh Miss Calvin and I and yourself was that the last ISB you introduced us to the gentleman from Kankakee yes so the idea is um what is the other like that and where we can advertise or have someone sponsor where it'll help with some of the costs meaning it may be more expensive but you can offset that with something so with this one you have a small board similar to that I mean well you can do some small advertisements yeah it's not nearly what like what theirs they can do replay they can do flat they can do major advertisement it's a it's a uh I think I did but that the one that if I sent one that was the one that was basketball but it's very similar yeah yeah yes you can use the same one and just move it over but it's a different you can't take that one outside but that concept is the idea yes that is to say so this one this one has a message board as Dr Holland mentioned there's a mattress board so if you're looking at the picture where it says win trust right in the middle there that's a message board uh you're not able to play videos or anything like that I can investigate if you want a video board you know to have a video board on it and I see the idea is just to see the comparison right sure I mean at this point if you're going to if we're going to invest money in building something else it's the same things you invested the investigated the lights correctly and now we're able to move those LED lights from point A to point B so if we're going to do this it's going to be here for a long time I I don't I just if we're going to do it right why settle um if this is going to be long term right because I the other thing I asked Ken was um you know like in the in the gym I I actually sent in one of my questions is the field house floor and then you know our main gym May mean to scoreboard like I guess the idea is I don't want to settle on this because when we start moving our projects like not that we have to have the the best and the greatest we have to start somewhere but at least we should see what our options are almost kind of the same way with uh uh metal detectors and and the AI technology with the other there's a difference but there's a reason for each one sure okay I'll investigate it yeah look into that because I Kankakee does have a video board I forget if they showed replays but they they could certainly the graphics after a first down were really annoying so and they got a lot of them unfortunately the game that I was there okay I'll investigate it okay I will do that okay um lastly number five is discussion of approval of insurance agreement for the 23-24 employee health insurance rates I that will be coming to the board on the 18th we have an insurance committee meeting right before the board meeting no pressure on that um all I will all I will say is things look very favorable so we're still working out some things and but things look very favorable so uh that's why it's on the agenda so it'll be an item to approve next week yes it will but we won't have no the what the final outcome is until right before the meeting yeah yeah so it'll be presented for approval but it'll be very favorable okay why can we not wait we have a little negotiating to do and confident that would be but I if I can get it earlier I because here the other the other thing is is that what has happened in the past is that recommendation has come from the insurance committee to the board right so I want to make sure that the insurance committee has that they've seen it and all that so so and we couldn't uh schedule anything earlier so you're confident that we're going to approve the Very Yes okay okay I like that you're involved with this too doc great thank you okay thanks uh next up old business okay I don't know if this is old business new business or whatever so I'm just gonna do it um as you know things have been on social media there have been all kinds of stuff about our test scores and the communities are not happy and I did have a little chat with Dr caglanis when I first started getting accosted about it and it's getting worse and worse and the first thing they say is don't you even think about doing athletic fields until you do something about these test scores and I understand other board members are getting it there's a lot of chat in the communities about the board's responsibility number one is fiscal responsibility and they can't even understand how we would think about athletic fields when we have and I'm going to say it some very horrible test scores now I understand you have to interpret them different ways we had a discussion but the communities don't understand that and then they start saying well let's look at some light communities look at look good sock Village let's look at Chicago Heights let's look at Steger and there's a lot of dismay out there right now about the test scores and then comparing it to they hear the conversation about athletic fields because that's all over also because I believe the high school is talking about it so the communities are in an uproar and I I think this is something we need to address and sooner rather than later because it's snowballing and it's only going to get worse as you're looking for more and more monies for things and how we're doing it we need to figure out number one what are we doing about our test scores number two how are they supposed to be interpreted the the community doesn't understand you know what you explained to me they have no clue um and there's a lot of uproaring not just in Crete it's it's coming across um people are bringing it up when I see them what are you going to do about those test scores um so I'm just bringing that to the Forefront I I understand the whole idea about athletic fields I've been with you a thousand percent but I get what the community is saying and we have to address that if we're going to go and be able to do anything we really need to address that so I'm I'm just bringing up that is one of my last hurrays here but um I agree with them we need some explanation on what's going on and what we're doing we can't we can't keep blaming everything on the pandemic and I know everybody is doing that it's just you know we lost this in the pandemic nobody wants to hear that now they want to hear what are we doing to make it better what are we doing to help our children what is our goal are we trying to raise them one grade level in a year I mean if they're at two grade levels low what are we doing to try to get them to at least move up so that their the teachers are not struggling to try to help these children when they have a group over here that's in the right grade in a group over here that's behind and I know we're doing tutoring I know we have all these things but it's very hard to to take when you're looking at these scores what's going on and I think we owe it to our communities they pay a lot of taxes they want to know what they're getting for their money and we need to be re we want our employees to be accountable we as a board need to be accountable for what are we doing to help any of our employees in our schools get a better education to our children and help them get to where they need to be so I I appreciate you um supporting the athletic stuff I want the one thing I'll tell you is we obviously are not using the funds that we put into our students to build athletic facilities so Dr carlganise can nobody's talked about taking away funds to build an Athletic Facility so that's kind of like trying to hold it Hostage to get what you want that's that's not right that that's not what that's fine well it is because when people say you better not build an Athletic Facility if you don't approve the test scores they're not taking money from the the students well I I think this is this is I I do get that but most people are intelligent enough to understand once you tell them but what you what you realize about people is they want what they want and they don't nothing else matters until they get what they want and so we definitely have to improve our I'm never saying that that's not important I need people to understand I do think that that's important I know that that's important I know that all of our facilities are important that's just what I'm fighting for yeah we need to make it we need to make better contact with our communities we need to work with them they need to unend what's going on and I agree I mean you can tell them all you want that we're not going to use that money and they're not going to believe you it's just the way the human body works so I can say that's a separate entity and we're going to look for um sponsors and all kinds of stuff they can name the field whatever they don't want to hear it they want to hear about this education and how dare you even think about Athletics and they understand most of them that it isn't the same money but they think that instead of looking for money to do the athletic fields we should be looking for sponsors to help us tutor or run special sessions or whatever so I totally understand where you're getting it that from but I do think we're not communicating to our communities what we're doing to try to better our education I I think we're failing there somehow we're not making them understand and most of these people don't have kids in the school let's be realistic you have a lot of taxpayers that do not have children in their schools so they don't know what's going on so to me I think we really need to address this it's huge and it's not just in Crete so thank you I'm just bringing that up thank you and I agree I mean we've always should be striving for academic Improvement so but at the same time I think we can as a board should be able to walk and chew gum at the same time and address both so well if I'd been more athletic in high school maybe I could walk into gum at the same time anybody else with an old business I've got one um just you mentioned metal detectors and I was down in Disney recently and they have the Evolve and you just walk through you don't have to they don't have to search your backpack you go right through I could see how you know you could get everybody into a building very quickly using those so I think it's something we ought to continue to have security for sure and I think the money outweighs the the functionality of the school right so getting all the people the kids in and getting everything and right and is way worth of value now I will tell you and and again I just want to build on that a little bit if anybody watched what happened in Nashville right we are only if you listen to Robin or anybody else talk about this stuff it's a deterrent that's what it is that's all it is is a deterrent of what we can control try to control inside unfortunately the person came in with a weapon and shot on the glass and climbed in the building there's nothing anybody can do with that so I want everybody to understand that even if though we invest this money and we move forward with one way or another we are just adding a deterrent to keep our kids and our staff safe without a doubt right but I mean under no circumstances was that District unsafe at all so but but just any deterrent like last year we started doing bag checks things dropped off because hey somebody's going to check my bag it's just another level I'm not going to bring in that squirt gun or that spray or whatever correct I understanding is that Ken has been doing some research on numbers I saw Mr Tobias today and here he comes with the information thank you Ken yes so let me share I've gotten uh I was also down at Disney uh in when I received my award leader of Excellence I just want to let you know Disney Springs also and they have the Evolve system and it was great I mean it was fabulous you know you didn't even notice all right so glad you're sitting down so let me do this so I was able to get a quote on the system uh to for the high school and the total is 488 thousand dollars okay that's for one year if you have a four-year subscription it's 771 thousand dollars okay it's just for one entry one spot no this is for like four different networks that we would have plus we would have one that would be movable that we could move like over for athletic entrances and athletic events or anything like that so one would be you said 771 was for a year for a four year subscription yes that includes okay so I've done some more research and you'll be happy to know that I found a grant all right uh so that but I mean I found it wait in line wait in line we 40.

so um uh one of the things that we are working on it's it's a cops Grant if you remember I think when Robin talked that poison also has the system and I set going how did they oh Brennan Bremen which is yeah but Brandon you're right middle oath and um I wonder how do they do well they got this grant and the grant has a maximum of five hundred thousand dollars uh so I've already talked to uh a place called lexapol that is has grant writers so I've signed up to have a grant writer it's forty five hundred dollars they're going to help us write the grant to make sure that all the specifics are appropriate and everything and we are going to apply for 500 000. it's a matching Grant now what that means is that you have to match 25 percent of the cost so my recommendation if we were able to get this grant is to go over to 771 to go with the four-year cover for four years and then you know it would be like 271 or something like that so let me make sure I understand okay going back to the four-year so that's a four year of technical support software support it's all your software all technical support all your Hardware all of that yes okay so we we will get the units right multiple units at four locations 40 high school and we are going to get support for that for and that's that's inclusive with the 480 400 some odd thousand well for for the 488 that's for one year though for one year the 771 is four years for all of them concludes like it's like yep that's all included that's all included right now the key to this is and this is something I asked them that we're not able to install this and then get the grant you have to get the grant first then you can go ahead and sell it so it's not like I can go back in time in that so right now the deadline for submitting the grant is May 10th so we're working on this right now Brian and I are working on this so we're working on this right now we already have another meeting set up been all of that and then we'll submit they said that they don't think the awards will come out the awarding of the grants will come out probably till August or September than that so we would just have to wait till then I don't think it would be up and running for the beginning of the uh school year do you have any idea what's the installation time so if you were able to get the Grant and all that our cash outlay would be probably 140 000 a round or a little more than what metal the straight metal detectors would have been yeah I think it'll be a little bit more but I think you also have to consider you need less staff so you wouldn't have to have the staff so yeah I think you're going to be on the plus side yeah you know in the long run on this on this system and that because again I was down in Disney saw this thing operating it it was amazing six years ago you had to stop you had to drive your backpack on if you had to open every pocket yeah you know in person so and yeah and I I will compare it to uh not take up a lot of time compared to when I was up at Lambeau Field at a Bears game and Packers game they had the old metal detectors and the crowds and everything it was crazy the ones at Disney spring were set up in the parking lot and they just went to the level and just went right you walked right through that was it I I was amazed so I I'm a fan yeah and that would be like a standard state right so it would still live a lot quicker but it can handle so the only thing I want to say is even though it's not on the agenda can I appreciate you guys your team and Robin and everybody moving forward with this because it is still in the back of our mind because every time we turn on every week we turn on the TV something else is happening so we can't let it go no but uh so the the grant part of it's great yeah so okay okay thanks again can I real quick but it's a for old business might as well I actually it wasn't a call it was personal and talking to my face on this issue of a parent of a kid at CSK that I think Brian I don't know if this came through from you that Brian saved the day protecting our kids of the dogs yeah so and you can't see so I guess my question is and I asked this question way before you got here how often are we checking our surveillance system our cameras is to make sure that they are adequate for doing what they are designed to do because we had issues in the past where there was perpetrators and dissonance and that on the school grounds and hey we had a camera right but they were inoperable well so are we doing a periodic check on our cameras and do we have cameras in areas throughout our system in school because I understand you can't see in the back when kids are out there playing of CSK it may be other schools as well so what are we doing about that I don't know if you don't have to answer that maybe you could come back and bring to the board because uh we are being proactive so one of the things that Robin is doing is part of his you know being proactive is that I've asked him to go about and look at all the safety things cameras you know whether it's you know things like this like metal detectors master plan together see so that if we're short on some cameras some places we can we can get those added so that we know that the budget impact is going to be for a full plan I don't want to piecemeal right so he's being proactive on it and he's taking care of that and doing that and then he's working also as part of the Safety Committee we're working on part of that too and just make sure that we are doing some type of PMS or periodic checking the system every four months every three months or whatever you think the curiosity is or frequency is on checking these cameras three months however you guys deem necessary but I would like to see that we are on some standards checking our system sure yep you never say that worth an animal job um he's very from what I've seen sitting on the committee and stuff he is so thorough and he's looking into it I've been very impressed with him wow he's doing a great job so lucky to have him he's sitting with every principal and the principals are pointing out I need a camera here this isn't working or how are we monitoring it he is spending hours with each school going over the cameras because there was a a point where something happened and we found out that we didn't have any cameras in that area I was at the high school which was amazing yes um so he made it his own goal whatever you want to call it to be sitting with every school and he goes updated the Committees and I know that Ken has been working with him on the cameras because if you're going to upgrade one you're going to upgrade all you're not going to do it piecemeal because that would cost you a fortune just like the Evolve system just to share with the board too on this this whole granting so this kind of gives us a little bit of an end with you know a kind of a semi-grant writer here now because this is not just for this grant there are a lot of other grants either on a federal or state level what they are telling me is that there's still there there's a surplus amount of our money that has been left and a lot of that has been gone down to the South to the states down south and they're looking to try and bring that into the northern states just for safety so there are some other funds that may be coming that way and now that we have this you know kind of grant writer helping us they will try and identify other grants for us and let us know and then we can start applying for those foreign just on this one but but this will allow us that you know we go kind of on their list serve and so they let us know if there's a grant out there and then we would have to contract with them again but again you know if we get 500 000 4500 is a pretty good investment so that's part of my go ahead you know no that's part of new business um because being down at Kankakee that gentleman had mentioned to us a lot of their facility items were done with grants subscribe so we talked about this two years ago maybe or three years ago but then we took other avenues that were of importance to to handle in in the district so maybe think about if we're posting positions or if we use the service we should have an active grant writer here to help with whether it be Athletics or be other needs in the in the district it doesn't just have to be Athletics could be that it could be curriculum it could be special education could be anything but we should definitely have somebody yeah we start looking in that direction yeah I'd like to go through this experience to see how this service is and you know see if it's beneficial I mean boy the next day all of a sudden I got a list of things that they need and we're going so yeah so the thing is is even if the grants 85 not 15 000 right and it costs you 4 500 it's worth every nickel yeah yeah exactly exactly right yes okay any other old business any new business okay we do have a need for closed session tonight can I can I get a motion to go into closed session for the appointment employment compensation discipline performance or dismissal of specific employees moved roll call when you're ready Brown is an i Mrs Galbraith aye Dr Hall aye Mr swallis aye Mrs Walters vice president Rue aye president Albrecht aye motion carries we are in close at 8 25 and the only item we'll have after closed session is a German so we can cut off the video feed now so

Begin by requesting the approval of the agenda all moved second all in favor of approving the agenda I I I've had it approval of the minutes of the March 8 2023 design review board meeting I had just one small item that I think was missed um was um I think we had a comment about um suggesting getting more natural light or any natural light into the stairwells the emergency exit stairwells um to promote safety and health and Energy savings so that was the only thing sorry I didn't get that to you before the meeting okay so do we have uh any other amendments to the agenda or to the minutes from last meeting I move approval of the minutes with that Amendment a second all in favor of approving the minutes with the amendment Tara Tamara mentioned yep aye yes I I okay approved um next um we to get Andrew and Luke owner as well owner as well here I am can everybody hear me yes all right uh are we ready to go can I start the presentation we're ready to go okay so you're with me uh sorry just one more person if you don't mind moving uh Jay Silverman as well please then promoted it does look like we're seeing your screen in presenter mode I don't know if that's what your intention is but that's what we're all seeing that is not my intention thank you I did that the other day too here I will uh after that our point I have the PDF just in case that happened what about now um are seeing the PowerPoint screen like you're working on it to put it in full screen mode it isn't fully here let's see here I'm going to re-share sorry about that there we go all right well hello everybody good afternoon uh I'm Andy Savoy with core spaces uh we are the developer um of the proposed project at 333 East William um you can see the site in question uh in this small image at the bottom of the screen highlighted in yellow um a little bit about who we are because I know we only have 15 minutes so um I want to just blow through this so we are a uh National developer based out of Chicago and what that's on the line we have uh Luke Bonner of Honor advisory he's helping us through the public process we have uh ashfini and Jay there with our architect well-designed Studio and our civil engineer if he's in uh he's probably just listening on the on the uh as a as an attendee but that's Midwestern Consulting Scott Bethel uh is likely on as well that is the project team we've been working on this project for several months now since basically December and we're at a point now where we have something uh to talk about and something to share so a little bit about core before we go uh much further so as I said we're a national developer based out of Chicago uh we've been active for about a decade and we've delivered about 000 units um in the past 10 years and so that's roughly 40 000 beds uh we're mostly a housing developer um we started in the student housing and student oriented kind of housing area uh but we've also done co-living and Bill Durant basically kind of single-family homes uh that are for rent and so we developed those kinds of uh products around the country um and as you can see uh in the awards and accolades section to the right we've gotten a design award almost every single year that we've been in business this is not up to date it ends in 2021 but um the point of me bringing that up is we are very focused on design we're eager to hear what you guys have to say about our proposed design here and with that I can kind of uh show you where we've done our projects it's basically all across the country we have done work in Ann Arbor before we did the Hub on campus which we do not own we actually sold in 2019 but we did develop that um and sold that to ACC and uh our typical MO is to hold on to the projects after we develop them it's actually not uh common that we sell a building and so our typical ammo is to hold on to our properties and manage them we have in-house management capability too this is a sampling of our projects throughout the Midwest uh all of them Super A Plus quality a plus location we provide retail where it makes sense and we strive for the very highest quality of design as you can see um you know in in the projects that I'm showing here all throughout the Upper Midwest uh region um and so I'm going to start with a few of the um few materials that have been shown to the public uh informally and then we just had our public pres our formal citizens meeting on Monday of this week and so what you're seeing here is the project site and some images of the context um so to the west of our our property is is the library the property sits between William and Library Lane and so to the north of the site is actually a Subterranean parking deck that beneath Library Lane to the east of our site we have some older kind of low-lying structures which are mostly apartment buildings and same to the South across Williams Street there is a street that almost dead ends right into our property um Hamilton Street it is a little bit offset but there is a street that kind of almost dead in into our property there one thing I'd point out as well that we found uh important was there's a nice new bike lane I think you'd see it better here um it's a nice new bike lane with two curb cuts uh where the current Credit Union building is and we think that's really nice and we want to try to disturb that as little as possible and even make it better if we can and so you'll see um you know we're proposing to get rid of one of those curb cuts to kind of reduce the number of instances where a car will have to cross that bike lane and you'll see that later um just a quick zoning overview and an overview of the schedule and this didn't really print to a PDF is as cleanly as I thought but the height limit uh and uh we're in D1 zoning so the height limit is 180 feet we are below that right now we're not requesting any change on that front uh there is no setback requirements we're not requesting any kind of change on that um the base far is 400 and you can get up to 900 with on menu premiums and so those premiums include affordable housing um sustainable construction and provision of public amenity space public exterior space and so what we're proposing here is a lead gold building um that would make use of the affordable housing premium for 20 percent of uh renewable area those two premiums together get us another 400 percent and then we're also providing a public connector which gives us another 8 000-ish square feet of far so we're at about 880 percent uh so just under the 900 maximum for far and our setbacks or step backs excuse me are five feet above the second or third floor so um we are complying with that so we're not requesting any change uh in that as well and so our citizens participation meeting was on the 10th that's on Monday this is the design review board presentation and we are shooting two um make a formal application for site plan review uh either in mid-may or mid-june of this year so we'd like to so we've collected our citizen participation meeting comments we're looking forward to collecting yours as well um so that we can incorporate any changes we need to make and still hit that mid-may or mid-june application date this is a massing of the site that was initially shown uh on January 26th at an informal community meeting and probably 30 or 40 people there and it's I'm showing it here because it kind of cleanly shows you the big idea of what this project would be um and that is you have a tower which sits on a Podium and steps back in both the North and South Plains of that uh and also is kind of a c shape giving some relief to the east side of the site since that's where some lower buildings are uh with some kind of accessible roof area and so you see this kind of uh top element for the building which is in white um we are substantially in compliance with this and it's a really clean way to show you know where we are and what we're about to present um as I mentioned earlier the maximum that they are here is nine or at 8.8 um because we're going with lead construction the maximum allowable height is 234 feet we're well below that probably five stories below that and we were projecting at the time between 190 and 210 units and between 600 and 700 beds right now we're at 195 units and about 640 beds and 16 story building if you count the uh there's a mezzanine floor that I am counting in that and so um that's kind of the big idea another thing that was presented earlier to the public was how we see ourselves connecting to the surrounding uses and so in red we've highlighted here these kind of large-scale Civic uses um and the massing of these buildings is also very Civic scale with not a whole lot of window openings or pedestrian scale uh and then we're kind of bridging that Gap in between these low-lying apartment buildings that front onto Division Street and this area where we have a lot a lot of large Civic uses and so we've kind of shown here in kind of block color coding where we initially thought we were going to locate our program and so we have Lobby and amenity spaces basically active uses along William with town homes that would actually touch the ground floor um attaching to you know flanking the East and North sides and then we've taken all of our back of house and mechanical space and put that in the northwest corner uh basically across the street from a similar area on the library parcel where you have loading and parking we thought that was the most appropriate place to locate that program and so this is what we started out with it's basically this massing and this diagram for how we would allocate uses on the ground floor and so everything after this slide is is new I'll show you how that all panned out and where we ended up so on the left I'm so I'm showing you this is the ground floor site plan on the left is the survey that shows the current use and that green dotted line is the bike lane and those two orange triangles there are the curb cuts uh that where where cars basically cross a bike lane on their way in and into and out of the site you know you have five minutes left oh my God okay so on the right um You See what we're proposing to do uh and so we have our our active amenity space is in Peak basically that's along William we have town homes in the yellow blocks uh basically very similar to the way I stated earlier we have a pedestrian connector that basically connects William to Library Lane and that would be open to the public well-lit at all times and we think that's a better better use there so we're actually getting rid of that curb cut that goes into the site there um along Williams Street and then we have our loading and bicycle loading and utility access basically through this alley and uh garbage trucks would actually be able to pull in and completely turn around and pull out so we wanted to avoid garbage trucks stopping in the middle of that bike lane which we did by basically providing the turnaround capabilities on site this is uh showing the plans going from the ground floor all the way up so leftmost plan we just went through it's just a little bit clearer in this View the mezzanine plan that's the top floor of those town homes and so the point there is that all this space along William Street is double double height space at 21 feet clear there so very dramatic uh Active Space um the second floor uh is there is a Paris area above our our Podium that's private Terraces so we wanted to minimize the sound and light pollution since we're very close to three at that level which is why we made that private as we go up we see our typical floor and so as mean Studio a means one bedroom b means two bedrooms c means three bedroom and d means four bedrooms pretty self-explanatory uh and at the top level so this is level 14 or level 15 if you count the mezzanine uh you'll see we have some additional limiting space and an exterior Terrace with a pool uh and that's where we imagine most of the congregation happening and so that's well above street level and out of uh the realm of being a nuisance any Neighbors at that point uh and then this level 15 just shows the second story of those town homes and communicates that either many of these spaces are double height these are the elevations and so the idea here we're trying to incorporate a lot of the themes that we read in the design guidelines some of them are breaking the plane uh of the building between the basically dividing the building into a bottom middle and top and breaking the plane in uh and materiality at those uh junctures and so at the bottom we have a high proportion of storefront glass high level of transparency we do have an inset entry area uh that you can see here and here as you wrap around this pedestrian connector this is on the East space of the building you see our town homes which are carved into this um kind of brick base which is you know very Civic scale along William because you have these double height kind of fenestration elements here we get to the back of the building you have a few uh additional Townhomes that actually open right up on the Library Lane um and you have this undulating kind of window pattern above trying to create some visual interest for the tower piece and then the west elevation shows that Alleyway there's a bike room entrance and then our loading area and then this is uh some window these are some windows into our amenity space this section shows you know we're setting back uh on both the North and South sides blue is amenity space so that faces out onto uh William on the left side here and then you have additional amending space for the pool Terrace also facing William which is South so great sun exposure there this is what that rendering looks like and so you see we have this entry canopy very clearly defined entrance at the corner of the site um your pedestrian connector will be along these Town Homes here okay well I'm almost there and so the building sets back uh from the from the edge to provide some relief to these lower line buildings that face on the division uh and you can see there is a top element but it's set back so much from the from the edge of the building that you can't even see it really from the street but there is a a top element there and so I think we've uh when it comes to increasing The Pedestrian qualities of of the ground plane we have done a lot of the uh we have followed a lot of recommendations in the design guidelines um as well as the specific building elements when it comes to query defined entrance uh entry canopies and basically enlivening the ground floor plane of The Pedestrian uh you know where the where the building hits The Pedestrian realm so I feel like I'm running low on time so I think I'll stop there and we can open it up for questions comments discussion that was a pretty impressive run through at exactly 15 minutes um yeah open up to questions from the board I um I'll give you a few more minutes to talk about the building because I was wondering if you would describe the materials on the exterior a little more like what what are the materials that you're touching and feeling on the base um because it was a little unclear in the elevations sorry so yeah so we have uh we wanted to go with um kind of a solid um more Civic type of material for the ground floor and that's because we're next to that Library building we're replacing this Credit Union and so we have this kind of sandstone colored brick that forms um most of this Podium level which is the bottom two levels and then along William we've very liberally placed a lot of glass so there's tons of transparency along William but then as you turn and you get these little town home units carved into it we have um basically some kind of cementitious panel uh and and perhaps Uh Wood slatting so that it's more a tactile when you get to those uh spaces that are actually dwelling units and much more Civic and kind of double story in the areas where uh you're looking at basically a mini Lobby or our leasing office or a kind of a fitness center amenity those are kind of expressed in the more Civic double story language and then once you turn around to the town homes you have these uh you know carved into the brick Mass you have these um these kind of panelized uh and wood panel expressions for each of those Townhomes there and then above that level um we have uh something that you know we were considering a sto panel a Stow panel system which is a a panelized system it's extremely nice I had the Architects take that note off of this because I I want to be able to be able to use any system even if it's not a Stow system so I didn't want that in any of the drawings that went in but what we're going for is some kind of cementitious panelized system uh with floor-to-ceiling windows that would then alternate and create you know we have a tall building here so we do want to create some visual interest and so we've taken a shot at that with these kind of Windows that change positions there's certain windows that are you know living rooms that you can't really change because it's the position of them but other windows for the bedrooms you can and so we're trying to play this game of getting this really kind of dynamic uh and and um rhythmic kind of facade going for this Tower element because it is a big thing and this is set back the black is actually set back five or six feet from this white element year so there is a plane break there as well and then we are showing kind of a two-tone uh cementitious panel system up here that's closer to the actual um color of the brick at the bottom and so this building really has a you know a bottom a middle and a top that are then connected and you can kind of see uh there's some uh plane changes around the building that start to draw connections between these elements but from the primary facade you kind of you know this is set back and then this is set back and so there is a plane break and a material change for the bottom middle and top there and and just one follow-up question um in the rendering it looked like the there's sort of a almost like a ribbon that um goes around horizontally sort of the light lighter color is that just a lighter panel this here right yeah so that's a slab Edge cover and so our um the initial intent was to form a grid that was every two floors and so we try to get this panel to show up as close to the windows it's kind of not we want that panel to go away but what that is is a slab Edge cover so you're gonna have to have something that actually uh houses the edge of your slab and insulates the edge of it so that cold air doesn't make the slab cold and then you have really cold floors by your windows and so we want that to be a material that basically goes away and so really these black um Expressions that are every two floors are what we want you to see uh and not every other um uh slavage cover the way it's showing now um but that was the intent we do have some work to do in that front um but the intent was to actually break this up so it really you're looking at one two three four five six you know modules of this grid rather than 12.

report and I wanted to highlight uh for for the aspiring superintendents Academy that that that I'm a part of right now um they always give us homework and they give us a really interesting uh Ted Talk a motivational Ted talk to look at from Miss Rosalinda Torres she's a consultant for non-profit organizations and she traveled worldwide just studying organizations uh non-profit groups CEOs um Fortune 500 companies and what she found out is that um the key to to successful transformation in organizations is relationships and embrace the and embrace the possibilities of tomorrow so I really thought that was a good fit for relationships embrace the possibilities of tomorrow not so much coming from me but just so you can hear some of the ideas I'm trying to get from the classes that we're taking that these are strategies that when you hear Fortune 500 company CEOs non-profit organizations this is what they're doing also so I thought those two videos were a great uh a great Testament to the transformation going on here so that's my superintendent's report thank you very much thank you sir the video is on YouTube and through board docs so anybody watching tomorrow it's on our YouTube oh cool okay I'm gonna call the meeting to order at five o'clock um should we do it we're going to go ahead and do the pledge and we don't have to do it before or no we're not going to do the pledge this time okay okay that's what I thought okay all right um I need a motion to adopt the agenda I move to adopt the agenda with two um provisos number one that item five board meeting minutes approval be tabled until the next meeting and item nine one the action item be tabled until the next meeting I'll second all in favor all right I'm motion carries five to zero did I throw you guys all for a loop you did I figure I did please warn us next time okay so information oh information and discussion items right so so just to give to give you perspective what we're going to shoot to do is um take no more than 45 minutes if it takes a little bit less did you want me to time you on that sure I'm watching I'm watching just all depends on questions I'm just teasing um to go through the budget recommendations these recommendations have been presented uh to leadership and to CCC um and so that that's kind of what drives what we're doing but the idea would be what the if we get to know more than 45 minutes or even less that then we would have a quick YT before the meeting starting at six and at six you'd start the meeting with the pledge and then we just go on to a normal normal meeting um you're free to ask questions during this portion or if I say something and and you didn't get your question to ask and you think about it later many of these not all but many of the agenda items that that will fall in the regular meeting are basically coming from this presentation so you'll have another chance to ask if um if uh you don't ask in in the you know during this portion of the meeting so what we're trying to do with the budget especially for those of you that are new these goals are pretty typical for our goals all the time number one is one that maybe not everybody realizes legally we have to have a balanced budget so we're not like the federal government or somewhere like that where you can go ahead and just not balance the budget or go ahead and close down shop or anything like that the statute says um balanced we speak with and listen to so leadership and everybody else listens to obviously what staff concerns are you guys hear them at different types of venues so do we we meet formally with CCC which is our our group of uh employees and we go through a process that says what are your priorities for the year we go through the same process with Administration as part of the leadership team and that starts to drive what we're going to do with the recommendations so it's not done in a vacuum it's done through multiple meetings case of leadership we spend a full day uh the Monday of spring break going through the budget understanding the budget CCC I think we've had three meetings this year going through some of this stuff can't want to remain competitive with the surrounding areas do hashtag Ford recognize and thank our staff for everything that's going on number six creative Bridge the 24 25 25 26 and 26 District budgets the reason I bring that up is there's some fiscal cliffs that may come up in those years uh prop one two three sunsets right now on the uh end of December 25 if the legislature does not um do something with it kind of like 301 and we stand to lose remember the number Julie three hundred thousand dollars so there's some fiscal cliffs that that shoot forward 24 uh obviously the essers money runs out in September of 24.

prevention Research Institute he is also part of the board of directors for Indiana counselor Association of alcohol and drug use and the board of directors Mental Health America indeed he is CEO of the Miller Care Group and [Music] actually go onto this team so yeah Miss Christine Christina lime and she is also an LT parent um she's very passionate uh by addiction she is um [Music] we have joke Center who's also with Miller character he is a peer recovery coach he is a supporter of Healthy Living experiences and enjoys helping people find ways to enjoy life without the need of a mind-altering experiences he also has been in recovery for five plus years which is awesome and I was helping those around him not be around the same path that uh each other and then we had officero who will be coming he is more on speedy is okay okay so before we get into questions because the title of our um presentation right that's funnel the the misconception that individuals have around it because the common conversations I have is oh it's just water vapor it's not that bad it's better than staying correct um and so I just wanted to ask her just kind of gave us a quick feel on you know why we need to really encourage our youth not to engage in dignity cool so I'll try to do this without any like pictures or anything like that off the top of my head but um they're commonly referred to obviously as Vapes we hear that um or vape products vaping devices but the Techno technical term is that they're an electronic nicotine delivery system so they are specifically meant to use some kind of liquid that is a mixture rings and different chemicals and and nicotine to deliver that in what like Tasha said it looks like a vapor but we really know what this is though is an aerosol so really similar to like spray paint hairspray things like that it doesn't just dissipate it doesn't just like disappear in the air um it's actually getting really deep into your lungs because it does have that aerosolization um in the products so when you're breathing it in it kind of has that same kind of sticky residue that you might think of in Hairspray things like that there are just so many different kinds of products so e-cigarettes really came on the market in around 2011 they were traditionally marketed to adults they looked just like cigarettes they lit up red at the end and then as they kind of grew in technology and popularity we really saw the them change into what you might see as like mods or they're like the really big Square devices because they're modifiable you can kind of fill them with whatever you want or vape pens which are kind of similar and then what they're we're seeing a lot now with youth is that they are rechargeable devices so you might have heard of products like Jewel or Puff bar they oftentimes look like a USB drive and they are they have pods that kind of have that E-liquid or the e-juice and then that contains the nicotine and the other chemicals I'm sure we're going to go over lots of other stuff so I'll just leave it there um so yes so how we're going to do these questions we really wanted to make it a flow of this session so if you guys are just kind of chime in um you know when it um and then we'll move on to the next to the next okay the questions that were chosen for this discussion was really just to kind of get the confidence kind of some of the questions that I've heard from parents from staff members so that's kind of where we drew these and then um we'll just keep going on from there okay okay so the first question it was what are some some warning signs parents and or adults tend to miss with noticing drug and alcohol use were abused in their children if anybody wants to kind of chime in on either what those learning times look like that you guys are aware of whether it be from you know you know stories or personal um I'll actually kick it off so I think some of the warning signs are when your child begins to hang out with a new group of friends suddenly they become secretive and they're deleting things out of their phone new behaviors that kind of Acts isolated a little bit from you um and with Team Behavior those things can you know they can become you know a little bit more isolated from their parents but there are certain uh signs to look out for and I think that looking through your child's phone is a good place to start to see are they um [Music] we don't know being an LT School parent I run into some challenges and so um I think just being aware of who your kids friends are is a good place to start to know what warning signs to look out for because if you're not looking for them then you won't find them yeah I can add some like physical signs too like specifically with nicotine addiction like things like dry mouth like maybe more inattentive than normal I think that's hard sometimes to point out with teens um if their mood changes things like that but um depressive moods anxiety are all a symptoms of withdrawal with nicotine so um kind of being able to maybe see some of those things might help because you're really noticing addiction at that point but also like smelling sweet flavors like randomly smelling bubble gum or vanilla creme brulee something like that most likely it is going to be that that Vapor product what are some other signs associated with um THC things which which in parents kind of be aware of so with the Vapes it's just like cigarettes they won't appeal to the masses cigarettes have a bed stick one never went towards these things and just like anybody else that wants to sell abroad now that THC is more widely available why don't they do the same thing that the other large corporations are doing which is confuse it with actual actually take their towards the more acceptable and easier to conceal to make them look exactly the same but the only problems especially will kind of state that we're doing now there's lots of bootlegs you can look for the typical Trends the glossy eyes the red eyes is clinky eyes but kind of stupefy behavior when it comes to their THC I mean they're pretty strong actually look really strong much stronger than like an actual marijuana cigarette doing whatever you want to call it so that we should be able to see the difference in the behavior because actually quite easily the main thing you have to worry about though aren't really the blue legs because they will siphon it from these products from other states and put in whatever they want end of just going in their lungs and not only that they bring them with THC but they're going to see that being used for all my guys now just because it's an easier delivery system it's easier to conceal it's easier to fool other people because I think it's just a regular nicotine pad and they get smaller and smaller all because that's what it appeals to the masses so be very careful because what might seem like is may not be no China as well and I like the question about what parent what parents some of the obvious ways of behavior changes and Things Are things are very important when we're missing out on I like the fact that you said the odd smells sound I think is key you know so somebody's wearing a lot more cologne there's a weird couple other ones that people Miss often or unexplained injuries so a lot of times when people are the influence of stuff they bump into things your child still has some injuries maybe something going on there an increase in illnesses all the vapings and all the things that you're bringing into your lungs can cause respiratory you'll make this illnesses in a child um just want to welcome Dr Miller thank you for uh coming out no thank you very much we just kind of started with the first question we went over um what type of warning signs would you do you would you like to share um with families that may or may not be missed in kids that are basically [Music] business altered in some tasks question for me we asked everyone oh okay um you know the issue is that that For Better or Worse all of us are guilty of experimentation um it doesn't matter whether your parents say don't do that in fact the impetus of being told don't do that enhances the oh my gosh I've got to try it my parents are hiding something for good the problem is that they're going to experiment there's not a darn thing you can do about it I think the key is to educate say look here's the benefits here's the risks um you have to be realistic um it's more an educational process the question is when do you find out that they have experimented how do you react and how do you intervene and I think the honest key is to say look here's the black and white facts you know you yes you are 15 and therefore you believe you have immortality and it's not true that here are you know and again the peer pressure is a powerful motivation hugely powerful and I think that the key at least in my mind is to get to the community you know talk to the kids and explain that they may listen they may not we have a huge addiction practice as you know you know with um 38 50 and 60 year old adolescents and they're experimented they believe yourself um I don't know that anybody has a good answer to the question I think that education and recognition that it's going to occur is that key in that matter just saying look this is a bad idea here's why I don't recommend you do it because here's your possible possible if and when something bad happens then you say hey not good in terms of the school itself I mean I'm a hardliner you know I basically say this is not tolerated in school this is not tolerated there will be no vaping there will be no smoke this is not allowed and for these reasons black and white and then you end it at that point I think the problem is that there's too much application by parents and I think that's where all this starts that the parents need to intervene early and explain Educators positions we are not policemen we are here to educate provide guidance support and heal after but I think the owners clearly a place um the question was just what are the local trains [Music] guys okay so um we kind of touched on like morning Styles I just wanted to kind of share like what are some of the reasons um we're finding that teens are related to try outside of like just wanted to experiment and we talked about um peer um influences but what are some other things that you guys attracts them to using Vapes or just substance in general um because it's sometimes it's not always and it's not always just experience meditation [Music] I don't know why you know how to communicate so if you guys don't mind sharing with you guys yeah so I know a lot of my peers uh specifically I'm from New Pal high school so still still a senior in high school so I know a lot of people in my school um they talk about how vaping kind of takes away their anxiety or takes away their stress um depression you know all of the mental health effects that they're feeling I know that's one of the reasons why they do it and they say you know it takes it away for a certain amount of time but then all their feelings come back so then they get to get and then they go away again and addiction and then it just leads to you know big against tobacco to more marijuana THC is super popular in high schools now specifically we had somebody recently get caught with one so it's the marketing tactics that big tobacco uses so they do those things on purpose create those products to look really technology like Savvy they create those candy flavors um you see like Vape products or e-cigarettes being used on like Netflix and YouTube and influencers when you go into a gas station you're inundated with the marketing for tobacco products not just e-cigarettes so we know that youth report on our survey that we do every two years across the state that flavors their access to it and seeing things like in movies and places like that are a big influence because it really does play into that misconception that it's like safe or not that big of a deal especially the like flavoring when you buy something that is like named something silly after an apple juice or you know your first reaction is a teenager is going to be the best um so I think that is a big role into it as well as well um I would say that um teens a lot of times think they're missing out on them and so in the accessibility like she mentioned really nowadays kids can order these things online and parents not even know that these things are being delivered to the doorstep unfortunately and that even goes to the marijuana Vapors and so I think it's just the fact that it's so easily accessible all their friends are doing it and wanting to fit in is a big fact or in that [Music] happier than me I wanted to do what they did and I was always looking for something new just because um along with that though bathing it doesn't seem like such a huge damage that's being done some of the babes and babes oh no one's seen the real effects of it it's not something instantaneous we're actually kind of Fear Factor to it they do it 100 times they don't see anything about what they consider it's a positive effect and they completely undermine the negative effects that could be happening if things were more stood out as this is dangerous it wouldn't be so appealing that just because it's like bubblegum makes it safe a portion of people are going to start using um for mental health issues anxiety depression and stuff my experience is that the majority are not starting for those reasons it's more the Curiosity and the peer pressure at the younger age it's my older brother's doing it I don't be cool like him I won't be included I don't want to be that guy at the party that's not doing what everybody else is doing so it's not so overt peer pressure because I just want to be included I don't be left out kind of thing in a curiosity part of everyone's playing into it obviously the flavors thing makes it more appealing my cousin has a diabet either so it must be okay I mean the other categories we just let out Rebellion could just have that chip and shoulder contact disorders maybe uh it really is at the Adolescent level breaks out of curiosity I just heard a uh this morning and I don't know if you're aware Jewel was the number one manufacturer of vaping was buying 800 million dollars I would stand corrected on the amount for marketing to juveniles adolescence 800 million yeah so it was actually a part of one of the lawsuits because they were selling in his schools and doing like big big prevention and asking teachers to leave and doing all kinds of like things to deceive children and the schools we do this in our class for the education as well make a list of common characteristics of someone who's dependent on substances and things it's very stereotypical um homeless four grades and IG whatever and that's not the typical person out there that's doing it so it's not going to be so noticeable that people that are depressed are going to bring into the fiction for people to have bad dreams losing drugs or whatever is going on so like you were saying earlier the family's got an intervene lead by example uh early it's easy to work into conversation something happens on TV on a TV show it's a good opportunity to start a conversation about with that guy on the TV was doing and the song I heard but the friendly school was doing their stuff make sure to make a list people say I can't identify any of those I'm a straight A student and I'm a captain of football team I must be okay those are questions we haven't mentioned it yet that in the amount of nicotine that are in these products is astronomical compared to the access if somebody is able to smoke cigarettes they can't do it indoors almost everywhere unless they're in their own vehicle or in their own home there's laws pretty much to protect you almost anywhere you go in Marion County but if you are vaping a product that is really easily to hide because I mean I know we see this in schools too but adults do it as well in restaurants or maybe your friend doesn't care that they that you use those products in your car and in one of those pods is equal to at least when kids are vaping here and there like off of a friends product or their own product or they're you know doing challenges in classes or after school I think really relaunch because the part of it is because of the way the products are created and those candy flavors and all those different ways so when we talk about like the nicotine addiction that they're facing it is not like just oh I want my kid to quit oh like I'm just going to take it and it'll be fine plenty of people I know have stopped smoking cold turkey like all of these things like on average it takes adults eight times to quit nicotine so expecting youth to have that same mindset is it's just a really tall order and recognizing the kind of addiction that they're in I think I think is kind of justice is important I think we know that less risky kind of mentality from people in general you're less risky does not mean safe yeah right so it could be less risky and still extremely dangerous so they agree with less have a type of risk yeah still dangerous and even as we were talking about like we don't see the health effects immediately you know a smoker might start to feel the health effects in a we're in two weeks um but like our kids are guinea pigs right now um we don't know we have Decades of research of tobacco we traditional tobacco use we don't have that same kind of problem at four teens so even going into schools and trying to do prevention we do have to kind of have some of those conversations around like big tobacco is like they're duping you on purpose and like this is you know safer doesn't mean safe like all these things because we can't bring in Black belongs from the state products because it just doesn't exist we don't have that um full evidence quite yet and just to feedback we'll go to the next question uh but same thing with marijuana on the streets um you started all this all my faulted man there's so much marijuana in there because um I grew up in the 80s um they're totally different products marijuana back in the 70s 80s was like temperature something that might be so it totally happens in oranges so really can barely cause the same drugs so much stronger so the research was trying to find out the research was based off of 10 THC marijuana landline research on that I have a whole lot of research on 30 40 THC some of the Edibles can be 89 charge and stuff there's very little research especially cumulative long-term studies on what big doses of 80 THC will do a wonderful things to the base that's now the average THC so it's not the same as what it was back in the day some people it's a complete block there's a huge change in mentality and personality because it is such high strength they're trying to maximize their product so they can stand out from the next person and we're surrounded by the states competing with each other so they're constantly going to be we're going to out through the next person create the strongest thing the quickest thing the easiest and I think that's important for the education of the parents so speaking of other parents but a lot of parents probably have that attitude of well I smoke marijuana when I was a kid it's okay kind of thing you didn't touch this this is not what what you are not your mother's marijuana is that this is something totally different on the streets um here there was a question foreign [Music] impact like our initiative or you know substance prevention um intervention in our view because that I meet with kids regularly and they're like you know well it's it's legal in Illinois or it's legal in Michigan and I reiterate it's never going to be legal for under 18.
