oh yes ma'am okay you can have half of the time between now and then you bet so tonight what we want to do is you've heard it you've heard a couple of times from some of the other schools about where they've been in the in the general process especially as it pertains to the integrated action plan um and you've heard from the other schools that they've had a lot of help from um what is the name of the the company the instructions yes instructional empowerment and they were incredibly helpful and they gave us some really good tools there's another thing that we're going to tell you about tonight another piece that we had to do at our campus and I'm going to let Miss emlin get started telling you about what that is so we started with what we call the TSI and the atsi so we just wanted to explain what those were before we got started so the TSI um is the targeted support and Improvement the atsi is additional targeted support and Improvement so when a school has an underperforming subgroup on all indicators the school is identified for targeted support Improvement or TSI if student group performance is below the lowest five percent of Title 1 schools then the school is identified for additional targeted support and Improvement which is the atsi so how do we do it we like to look at the aggregated and the disaggregated data the aggregated data equals the whole a summary of information and the disaggregated data are separated pieces of information that are into subsets and subgroups so the federal every student succeed act which is the Assa they have different subgroups the some of the subgroups are the major racial ethnical groups low-income students English Learners which are El Learners students with disabilities commonly used super subgroups are high need and low performing students so the two that we have at our school I believe we're the only ones that have those or no we have we're the only one with the atsi so the TSI is the Hispanic Latino students and they were just below the threshold in the atsi were our special education students that were below this well below the threshold so how did we address the disparities for these targeted um student populations first we identified the root cause the primary need the needs assessment and the desired outcomes we based all of the findings on information from the state test in 2021 and 2022 Academic Year as well as data from the comprehensive needs assessment and the quarterly benchmark assessments so we had a group that volunteered themselves to come and help out and what was great about this was it was the Friday right before spring break so we did have a group of volunteers and of course we had a bribe in place and food always gets people out and so it was great we had a good time eating and and just relaxing right before we we started today again one thing that we really picked up from instructional empowerment that was really really powerful was a good way to establish meeting norms and there's a lot of good ways to do that some good stuff out there they had a a card that they used and they told us we could take a picture of it and you can see it right there it's the multi-colored uh the primary colors and the green and that helped us go around the table make sure that everybody had a voice that we could hear everybody's experience expertise and also their questions which were really important and as you need or disagree yeah if we agreed or disagreed and as you know from some of the other presentations one of those things that help you understand what the problem is or the root cause is asking a lot of why questions why is this and why and you keep asking why until you can't ask why anymore and the yeah you're left with the the answer staring you right in the face and so that's what we did for the Hispanic and Latino and we also did that for special education so it was two different fish bones that we were working on that day um but the creating the Norms really helped us establish a consensus before moving on and before we were you know actually wrote it on the actual Fishbone so as Miss emlin stated before we got to the root cause the primary need the need statement and at the bottom the desired outcome when you get to a desired outcome it's always based on what you want the most for student outcomes and that's what the desired outcome really is it's what we want and expect from the students as it pertains to all of those factors that they look at such as mainly test scores test scores are a really good indicator because it speaks to things like um attendance and parent involvement and lots of indicators help out with those test scores so in creating the need statement and finishing all the pieces of the fishbone we were able to really dig into all of the potential causes look a little deeper at the at the test results and come up with some final results that actually ended up being on the fishbone but the fish bone really is that thing that tells us what we need and then how are we going to get there is the next piece so there's that's what the fish bones are the actual fish bones plants at that some of the things that that we wrote and then let's move on to the next slide so the strategies and the action steps the strategies and the action steps is actually the the part that I think is um is the exciting part because this is what you put into place that help you achieve the the outcome that you're looking for and I wrote on there some of the things specifically that we looked for was targeted professional development and really being specific about these two areas um called creating a culturally responsive instructional practices training an actual training piece that we're going to have in place that not only we introduce in a professional development for everybody but that the instructional coach and our instructional team can continue to reinforce as we're as we're helping the teachers grow in this area I think this might take a little time to incorporate because but it's also if you've ever heard of Universal Design it's like that too so let me just give you a little bit of what a culturally responsive classroom would look like culturally responsive classroom helps the teacher be able to access every student's background knowledge it helps them know those students a lot better I mean starting with just being able to pronounce their name correctly that's important you know and um Dale Carnegie once said in his book How to Win Friends and Influence People the sweetest sound to anyone's ear is this is the sound of their own name so if you if you don't get that right to begin with you're already not incorporating a culturally responsive classroom and so that that would be one thing another thing is just understanding the families what what do they do what are they into and speaking of families getting getting to know those parents better inviting them onto campus having opportunities where parents can feel welcome and so that's those are just some of the things it's really it's really Bridging the Gap and so there isn't anything such as a language barrier I don't like that I don't like a barrier you know if you think of your own kid you don't want a barrier you want barriers removed so that they can have access to everything that everybody else is doing and so you use things that have been research based to say what works what works out there so a culturally responsive is just one piece it's just one piece and it speaks to that Universal Design and so that's that's one example um another thing is communication and collaboration for sped one of the things that we're able to see in in the data that we looked at was the communicate the lack of communication between the Gen ed teacher and the sped teacher and so if we can just bridge that Gap and have a have a good way for those to communicate we're going to fix so much of the problem that exists even certain things like when is that student going to the resource room is it during core instruction it should never be during core instruction those are small things that communication between the sped teacher and the Gen ed teacher is critical that's just one simple thing and those are the things that we were able to do when we got together as this group the Friday before spring break and we were able to just say Aha and those ahas came about from the whys that we asked so the last steps I tried to make this the most boring slide with just a white background so to catch you off guard a little bit um just like everybody else we have to upload it into grants management but this is actually a living document we can we have our deadlines to make meet which help us get it done and then we work with our awesome curriculum director she guides us along makes suggestions tells us where we messed up and and tells us um hey you forgot to kind of stuff and then we go in and we tweak it and we have our deadlines like I said and then from there we start implementing the plan and the strategies and the action steps and as we as they start to unfold we're able to say we need a little bit more and we can add more or this this isn't quite getting it let's change it a little bit and so we'll work with our curriculum director we'll get together as a group of instructors and actually it could be any group it doesn't have to be that core that Core group that we met with could be any of them and we can continue to to change it make tweaks so that we actually get to the desired outcomes and what are those student outcomes and that's the heart of what we want and really to be quite honest if there's a lot of things that we can put in place that will help teachers achieve these outcomes and at the heart of it the very heart of it is just having high expectations I like to use just an example that I frequently share with teachers and that is athletic coaches athletic coaches have high expectations because they want to win they want to have good outcomes they want to win and have good outcomes choir teachers are the same thing any kind of music teacher you don't want the one kid not sounding good because it's like the missing light on the Marquee so a choir teacher like an athletic coach is going to work hard and do drills and focus on that that um player focus on that student who's standing out like a missing light on a marquee and surround them with the opportunities they need to grow so that they can be up to speed so that they can play having a deep bench when you're when you have a basketball team is awesome because your your players get fatigued and you need to be able to have them everybody counts same with a choir you need everybody having the right vowel shapes and singing with the right diction and knowing all the words the simple things and so in the classroom the same thing you don't want the kid that you say well they just moved here well they don't speak any English at all so we're just gonna you know they're they're catching up to speed no those are the barriers that we want to knock down and destroy and so culturally responsive classroom says that we're going to have the same high expectations for every student that walks through this door that walks onto campus every student has high expectations and so that's the spirit and the the meat of everything that we want to do and we have to write a plan and like I said if the plan doesn't quite work we can tweak it and it's a it was an awesome process and before we end we'd like to thank you for letting us come up here and explain that and then also give you a chance to ask any questions that you might have Madam president well Mr Bowen I was uh privileged as were several members here to attend the uh sit-in and and visit some of the classes on March 10th and I have to say that I was quite impressed with the number of teachers who are willing to at their own expense give up their day and I know that days off are precious for teachers they really are um and it was very very impressive and sir I would like to commend you for your passion and for uh what you guys have taken from the fish bones and I see great things happening at Diamondback because of what you all as a team are doing and I thank you very much for taking such good care of our kids it means a lot thank you from everybody now tell me tell me a story about a teacher who had a light come on had an Eureka moment was there any were there any moments when teachers just had when we were working on this yeah so tell me a story let me just share since we're talking about the TSI and atsi when we met that Friday when we were when we were looking at the the 10 test scores and we're speaking about the Hispanic Latino that's where we came up with the culturally responsive because we were talking about how do we how do we get how do we get to those kids because we do have one student on campus a third grade student a girl who recently moved in family just from Mexico this week zero English the whole family um and we were talking about this is think of this student right here that we want to do and um one of my teachers kindergarten teacher she shared that she had an experience with doing this very thing and talking with them and she said it wasn't until this that I was able to get the get the parents involved on the campus and we talked about what that was what it was that she actually did and that's when the light bulb came off that it was you know bridging that Gap by getting the parents involved that's when that student started actually learning that's when that student started engaging in the classroom is once they got the parents involved so he said what helps get the parents involved and we started that's what helped us get there and it was that's where we that's actually the conversation that led to start talking about the culturally responsive classroom that's the kind of stuff I like to hear about you know the the other stuff is good but you know the actual and plus that you have some awesome kindergarten people out there and some awesome kindergarten kids so thank you again for coming and reading to them we appreciate that that was fun that was fun thank you very much for uh were there any other things that you guys want to say very very proud of you guys thank you thank you so much thank you [Applause] you got some um level levels to make here I hope you have a good story okay so I'm concerned I'm the principal at Sunrise and so um the whole process of school Improvement we started um back with ie in January how Fox Creek and Desert Valley and both Glory explained it and then met in February at Desert Valley with ie again and then we the next process was for us to complete our integrated action plan the action steps piece and then we had a virtual check-in with the IEP people they did a virtual conference with us for um I think we had about just about two hours and so um we do some similar things on that Friday before um the PD air before Spring Break um our team met about the our atsi subgroups which are the Hispanic Latino and then the um low-income populations in our school and so we did the same thing fish bones um and then the next part that we worked on was the action step and so um all the action steps are based off of those fish bones and so during that process you look and see um what's going on what you need to do to improve and we completed that prior to the meeting with instructional empowerment and then when I was on the virtual uh conference with her we went through it all and she asked me questions that kind of helped um home some hone some things in and narrow it down a little bit and so um with our plan we started off with um the um a vision statement revising our vision statement and she helped me look closer at it to make sure you get more of an instructional vision statement so what we want your teachers to do instructional wise um and how it's going to impact everything else and so um is kind of the whole that whole process piece of each of the integrated action plan has to have the root cause the primary needs decided outcomes those those goals are written in smart form for impact and process the impact is what what is it going to do um to help our students improve in the process of how we're going to get there and so in that video conference uh Lindsay Elliott was ours for Sunrise and so we looked through ours and so our first principle like I said was for that vision statement so we had so she was like make sure we have a strong vision statement that then will help us guide our teachers into our next step of making sure they hold students to high expectations and themselves as well and then with all of that we'll engage the students in the curriculum across a wide variety of disciplines and so that we've done so it's not my first time doing the whole process but this is the first time that um it kind of snuck up on us that everything really connected well so we we've done it in those passwords like we're doing this piece so we're going to work on over here for a little bit I'll never do this for a little bit but this time it really seems like we're all it's everything's aligned well and so it's like we're going to be doing things that impact every piece as we go and so it was it was uh times but it works very stressful because I was like oh my God how is this going to work and then it just kind of everything started falling into place and I'm excited about it this year because every piece really does tie into the next and so I'm I'm excited for what outcomes we can have um and then as Mr Bolin said we put everything into the grants management piece um and then we find out that maybe you missed some stuff in and and you get the email and I check it there's scrolling pages of errors but there will be quick errors to fix um and so with this piece um we at my school we meet monthly to go over our current uh plan and so the team looks and says how we've been doing on one of one of the action steps we're working on um do we need to set some more attention to it have it going uh one of the goals that we had for this year was to improve parenting parent involvement in our school and prior last year our literacy night we had like 40-ish 45 parents come and so this year's literacy night um it was a glow party literacy night and I don't know if that what exactly happened we had 280 people come and so um it was insane so that's a 500 increase in our goal was like 25 so I was like wow we're kept parties but so the kids were excited they had great activities period um were on campus and it we want them to be on campus for um events so they get that positive feeling for the school because some parents didn't have that great experience in school until you're standoffish so anything we can do to get parents on campus in a positive light that's what we're going for and so the whole process routes together to have fallen through okay what was your Eureka movement moment just the just the after that talking through and having everything like go road map like Ting Ting Ting that everything connected and I was like I could not have I could not have planned this to happen because in the past it's kind of been piecemeal of where you're working on this area in this area and it's the first time that I wasn't in part of in part of each group so I was like the whole time so at this time I was like hard for a little bit and a little bit and the fact that it all aligned together I was like that's amazing those are good that's good stuff that's a good story thank you so much for all your work you guys you guys have done phenomenal [Applause] do I have a motion Madam president before you do that I'd like to take the opportunity I know it's not on the agenda but I'd like to take the opportunity to introduce to you uh the candidate for uh principalship at Bullhead City Middle School for next year as Julianne Vela who is here and um uh she's actually she actually visited the school today um Miss Cochran uh excitedly invited her and she was part of a she was part of she observed their leadership leadership team today leadership team meeting today and uh in fact has been participating in the interviews for both her assistant principal position and her instructional Coach position so before we got to the actual agenda I thought you might like to at least put a haven't put out any money but the thing is we benefit our kids benefit our families all benefit from from riverfund and our employees participate in riverfund but I think maybe that's the first time we've had been able to be claimed as a sponsor so that's kind of fun yeah and then I wanted to give you just a excuse me a little update on the progress with our daycare study that we're doing I did a questionnaire this week to our employees and 100 as of about noon today 123 responded we actually have employees who say they have seven infants that they would be interested in placing in our daycare if we get it going three in the age group one to two and eleven in the age group three to four so that's 21.

2023-04-14 Pima County, AZ YouTube / Marana Unified School District transcript source: youtube MUSD Regular Board Meeting - April 13, 2023 · passage 2
11 of them also live in the Marana School District I was Disturbed recently to find out that there are two board members who want to attend a conference in Baltimore hosted by a group called local progress this is a group that is dedicated to training school leaders to advance a radical far-left woke agenda and they want the board to fund their trip I'm here today to voice my opposition to the school board funding a trip to a political activist event where participants will be trained to push a belief on kids that America and the West are evil trainings like this are very busy these days training school board leaders to use a combination of propaganda and and suppression to push kids into the grips of socialism and anti-patriotism this must be stopped there is absolutely no reason for school board members to attend this conference except to learn how to come back here and radicalize those in their schools not only are leftist policies not good for our kids they hurt our kids it's a sad fact that every time leftist policies are practiced and taught in schools they have lowered grades lowered self-esteem and the kids become more violent this is not what the parents the grandparents and the families in Marana wants this is unacceptable from what I understand this conference um is so desperate to radicalize school leaders the event I believe is free they will refund their cost for travel pay for accommodations and most of their meals as well so I understand that the cost to the taxpayers isn't huge there is still cost and so it might make it easy for you to approve but just because something doesn't cost very much doesn't make it a good thing and doesn't it all seem strange if this conference is so great that your board members have to fly across the entire country to attend it why is it that it's not only free but they are paying out big money just to make sure people get there and get this training I have the answer local progress is owned by another group called Center for popular democracy and that group is funded by George Soros who wants to destroy our country and now he's coming after our children that's pretty much all you need to know this is wrong on so many levels you work for us the taxpayers of Miranda and this is not what we want thank you for listening Catalina Hall in the movie The Help of character early on says as justification to keep black people and whites apart in in bathrooms I'll do anything to protect my children does this sound familiar I do not need to explain Prejudice to you or maybe I do this is the same lie that some people who fear gaze lesbians and transgendered they use it to justify their prejudice it was wrong then it is wrong now I'm not afraid and you should not be either a child learns to face a fear of the dark with light and love and eventually faces fear down I feel the same way about racism I face it down with the light of education and the love of freedom and equality that light education comes from learning all sides of an issue listening to all points of view now if you tell a kid don't look at this don't read this guess what they'll do most will find out some way and many times they'll learn the absolute wrong information and some kids if you say don't do this they'll do it love equality because discrimination Prejudice and bigotry are wrong censoring books and papers that Express equal treatment of all individuals is wrong I believe in age appropriate fiction and non-fiction like this book she persisted it's about Ruby Bridges it's it's fine for six-year-olds and up or this book The Diary of Anne Frank which is fine for 12 year olds and up if you think you are making protecting children by making rules against gays lesbians and transgender people policies that are an exact replica of the unconstitutional rules of the water fountains and bathrooms of the Deep South you are wrong in other words face down fear and by the way I appreciate the fact that you all work for absolutely no money at all thank you Brenda Travis good evening vice president Holt Dr Streeter Miranda board and community I come tonight with a lot of concern mainly about the safety of our kids there have become more and more violent episodes happening including guns now appearing at our schools that happened as I know you are aware at Marana High School recently and being a teacher of 30 years and having a son at Marana High School I was terrified I was absolutely terrified that needs to be our Focus that's where the money needs to go I understand there's different trainings that need to be out there people need to learn things we are in the business of Education but we can't do education if we are in fear nobody's going to learn nobody's going to be able to absorb this so approving funding for any type of out-of-state travel at this time I think we need to get our priorities straight and focus on safety whether it's additional sros whether it's getting stronger Gates and yes I know that's part of what the bond was supposed to do I just want to make sure that it does get in the right prop right prop yeah right right little pockets but that's got to be our top priority at this point because I'm terrified I was raised by a cop I have lived in this community my entire life and I've never been afraid but I am now and don't get me wrong that's not going to stop me from doing my job and protecting my kids because every student on that campus is one of my kids there's just one I bring home every night you know so thank you very much for your time [Applause] Scott Travis Dr Streeter ysp Holt the board it was very scary day I got I got a phone call from my wife okay my love of my life okay I better remember this community okay for many years I've coached Little League Baseball Tucson quarter majors and busting my butt to make this thing where Miranda was nothing okay and I can't get it right now why are we wanting to spend money on things like sending people to the East Coast okay if you want to do it do it out of your own pocket man watch some cars fix do something you get what I'm saying we need speed bumps we need better security we need sros I don't want these calls anymore okay that's a waste of taxpayer dollars has anybody been from Moran exit because he's trying to get through that thing without stop signs has anybody gone ahead and been to Tangerine not seen how the stop signs would help us but no we're sending our taxpayer money to send board members 2 300 miles away I am from the East Coast I'm from Florida I'm displaced from the hurricane but that's excuse me I'm a little nervous I don't do much public speaking but I think it's absolutely asinine to spend money to go to the east coast what don't we have here in our community that I just can't say it any better though I just safety put the money into safety I I'm trying people you know I'm just a concerned husband and a father of a son I've raised three kids they've gone to the marina High School I have one currently now and I don't have much opinion of an independent but let's use this money elsewhere rather than send students to the east coast in Maryland I mean board members excuse me to the East Coast and in Maryland I think if they want to do it pay for it on their own pocket you know that's all I can say don't waste our money Nancy Newman well I'm a good closer here I'm very short and sweet I am a grandmother I live in Marana my kids I have a preschooler and a and a sixth and a first grader so I'm very much against funding trips for teachers to attend Progressive conferences sponsored by George Soros who is a who is hateful and he works constantly to bring down our precious United States of America why would we have teachers that would want to go attend such a gathering and then bring the experience back to the classroom to poison their students I'm very much against taxpayer-funded employees using taxpayer funded funds to learn how to destroy our Constitution and warp the minds of our children so thank you very much Daniel Cook good evening board members and Miranda Community my name is Dan Cook I've been a resident of Marana for 18 years I have four students who attend Marana schools at this time I read the agenda of the board meetings every time before they come out after they come out before the board meeting and I only come as often as I can and I definitely come when there's things that concern me I too see that two board members want to use taxpayer funds to go to a conference in Baltimore my question would be what is gained for the Miranda Unified School District and the Marana Unified School Board by attending this conference um in addition weren't board members just sent to a training that was specific to boards and what they do I have some other things to consider District funds across the board are scarce yet we're spending money in things like this even if the trip is covered by other entities in this case local progress the money from the district is still being spent as little as it may be or as big as it may be I'm sure any amount of money however small could help in other areas within the district there's also a district-wide effort to reduce travel if we're sending to another conference we're not really reducing travel we're also not on a high reliability organization Journey at that point the conference organizers website States facts and opinions but lacks actionable outcomes musd is on an hro journey and spending money to spend send board members to a conference like this is not in line with hro principles so how does it fit it doesn't this organization and Conference appear to have connections or at least associations with political parties school boards in Arizona by law are nonpartisan now don't get me wrong all board members can have their own political views and they do and they're welcome to have those however they're not welcome to bring them into the board Miranda taxpayers just passed a bond as well which allow for a lot of great things within our our school system however if taxpayers see things like this being done they're going to be far less likely to vote for a bond like that in the future and I might add that that Bond didn't pass by a lot so I'll wrap it up by saying I encourage all board members to consider what they have heard tonight to think about what's best for the students of the district the teachers staff and taxpayers and then evaluate how they vote on this matter High reliability organization is a great journey with many proven outcomes let's not derail this journey with frivolous spending please don't support this travel with any part of of musd District funds thank you last one Curtis Morrell foreign I appreciate the time here thank you um I've noticed perhaps it's just me that the community engagement for things like school boards have gone up in the last few years um I don't think that's coincidental it's certainly the case for me I never dreamed of coming to a school board meeting until about well three years ago part of My worry is just how I believe politicized things have come have become so engagement is increasing but for probably the wrong reasons um my kids go to school what I'm interested for them when they go to school is uh three R's Reading Writing arithmetic I'm not particularly interested in the political aspect of things um and that where it to me as a parent is where safety comes in if everything is politicized at school down to the bathrooms um I think there's going to be some controversy there and I think there's going to be some problems so when I hear about a school board member a couple school board members going to Baltimore to attend a meeting that to me seems to be highly politicized that that's a concern to me cost is a concern as well but mostly um if it's going to cause controversy like the last couple of meetings uh at the Catalina Foothill school district who's been I I thought those last couple of meetings were probably a debacle um it's because they're introducing things that are inherently controversial I think it's a duty of the school board to not make things controversial to me a safe school as a school where my kids can live the way they are taught at home can feel comfortable with opinions that may not be popular with everybody but they feel comfortable sharing them I'm worried that meetings like this school school board members attending means like this in Baltimore will erode that feeling of safety for kids at school we don't need to politicize the schools we don't need to attend things that are political let's go to let's go to conferences and stuff that enhance Reading Writing arithmetic in the basics of Education let's not make things political let's get people like me who are normally unengaged to remain engaged because we can trust that what's going on at a school board is what is in the best interest of everybody and not just half of the aisle thank you [Applause] next we're going to move on to item G um superintendent Cummins Dr Streeter vice president Holt governing board members members of our audience it's been a busy last uh month I want to Echo some of the things that have been shared previously during the board comments um we had our final superintendent board campus visit for this school year uh Dr Lopez Mrs macronas and myself were able to spend the day at tortolita middle school we had a great day well organized agenda a little bit different than most of our visits but we were able to visit classrooms as well as meet with employees and student leaders at tortolita also we're able to learn about some of the work that Toyota lead has been engaged in over these past few years with regards to the unpacking of standards and the work that they're doing around assessments as we've met with employee groups there was a common theme that emerged from those discussions and it was really based on the family and team and team oriented environment that's in place we heard specific comments that included we are a family here there's a good atmosphere here and I love our family our team and our kids we're a family and you get that feeling from day one we have a strong bond here the tortolita team should be incredibly proud of the work that has been put into place that's some great conversations walked away I think I'm speaking for people now but we walked away very impressed with the level of camaraderie that this campus has in place so congratulations to tortolita also back on March 29th I had the opportunity uh to host our musd student Forum this is a meeting that I hold with us our students from Mountain View Miranda and MCAT I have to say I continue to be incredibly impressed with our students and the feedback that they provide we were able to celebrate some of the successes and positive things that are happening at each of our schools as well as Identify some of the areas that could really enhance our students experiences they matriculate through the musd system I'm looking forward to continuing to work with our students our staff and our parents as we build that future for our students also had the opportunity to attend the state of the Town Event last week with Mrs macronas I want to offer congratulations to the local Chamber of Commerce as well as the town for putting together a great program that highlighted the future of Marana it's really an exciting time to be in Marana and it's an exciting time to be a part of this future of this town and lastly this past Monday our local Delta Kappa Gamma chapter group of retired School teachers many from musd hosted their open house and recognized and outstanding early career educator and Veteran educator from each of our campuses so certainly congratulations to those well-deserving recipients maybe more importantly thank you to the dkg group for continuing to support the Moran Unified School District and this concludes my report thank you Dr Sharon next item will be item H1 the consensus Journal but any board member like to pull anything yes I want to pull the item it's a travel item that relates specifically to board member travel perfect I'll put that into finished business can I get a motion to approve the rest of the consent agenda without H6 I move that the governing board approved the consent agenda without Page Six clarify the motion motion was to pull just the one travel item out of H6 that pertains to board member travel and I make a motion to approve the consent agenda with the one item pooled from page six of regarding board travel so we have a motion to approve the consent agenda we need a second second all those in favor aye aye sorry and then we need to discuss it yep item H6 will be now put in um area I which is regard to board member travel where did it go so I make a motion that this that this board member travel um not be approved any seconds can I get in motion can I get a motion to approve it how do we have a discussion we need a second we need a second On Emotion all seconded all right so um local progress the group that's uh sponsoring this this conference in Baltimore is part of a vast radical left-wing network of George Soros groups this is easy to verify it took me all of about 90 seconds to verify this so musd is sending two board members one of whom is actually elected obviously aligns the district with these groups furthermore the district's taxpayers are being asked to fund 500 of this trip money that you heard earlier could be put to much better use while 500 is not much compared to the four thousand dollars plus that was recently spent for each person to attend the nsba conference the dollar amount is irrelevant the nsba conference is a valid trip for a board member I've gone twice and while I won't go again because of their collusion with the federal government to label parents who speak at board meetings as terrorists it is a useful conference this travel is a bad idea on several fronts it's overtly political it aligns us with radical left-wing groups it literally takes money out of the classroom the Optics are horrible taxpayers have as we've all heard are against it and there's no demonstration demonstrable benefit from two of our board members attending as Mr Merrill just said historically this board has not attracted a lot of attention because we stayed away from divisive topics unless the matter came directly to the board contrast this with other districts in Pima County that are constantly in the news so I think we should get back to the basics leave controversial things outside and I hope tonight is that at least three of us now Mr post is an ear um that that um enough of us vote against this motion so that we're not distracted from our purpose of providing a quality non-political education to more than 12 000 students I wasn't going to speak and actually I'm going to say something um local progress was forward to me by somebody at the asba which is our association because it's a brand new thing to go check it out so all of us could attend and have it actually it's actually been around since no but not for boards though that's the difference Tom so let's do our research before we speak then um next I'm going to call for the vote on this so we can have a vote this is to not approve all those in favor not approved to not approve okay always in opposition I I can't get a motion to uh yeah I think he said to approve it no to not approve it's a this is the oppose the emotion is do not approved so we have two that said no not approving I Believe Miss mccrones I know I have some questions before we go to a vote um did we find out any information from our legal department if this is something that would be not approved legal counsel reviewed and and said that it would be an allowable it is allowable okay from the legal standpoint and then Hunter um can you please explain what the cost is going to be absolutely because of the conference with Maribel and myself would be if we put in if big if um would be 187 in meals it's between the two of us other including shoveling parking um if we walk then we walk this would not be included would be 210 dollars for sections as Uber parking and taxis personal deal vehicle mileage reimbursement which is to the airport and back in other words we simulation two of us total totally adding to 467 dollars and that would be the total expense to for two people to attend this event and it's my understanding that local progress pays for the remaining expenses yep hotels airfare meals included at the conference and Arizona asba recommended this uh members at ASB I did okay because like I said it's a brand new thing and Norwood we bring something back that's not going to be effective right okay so we're gonna go to vote again this is to oppose Maribel I hope you can hear me okay this is so this is this is to vote if you vote Yes this is to say a no-go yeah yes yes all those in favor aye all those opposed I I get a motion to approve I make a motion to approve I can second I will second all those in favor aye aye next item s opposed hi next item will be um a item J1 I mean it's up to these Pages thank you Dr Streeter unfinished business we have none and then item J1 Dr Streeter the executive director of state and federal programs position was posted several applications were received for the opening a screening committee including two principals and Senior staff vetted the applications following the review of applications and discussion the committee is recommending that Joshua bainby appointed to fill the position Mr Bain is currently the principal of Butterfield Elementary School where he has served for seven years he previously served as an associate principal and athletic director at Marana Middle School prior to joining the Miranda Unified School District in 2011 Mr Bain worked as a teacher and instructional support assistant in the Amphitheater School District can I get a motion please I move that the governing board appoint Mr Joshua Bain as the executive director of state and federal programs effective July 1 2023.

his left leg was missing from the knee down Jacob needed his prosthesis to be 24 inches long Jacob really likes playing golf so he wanted it to be black and silver with a golf theme our main goal was to make a prosthetic so Jacob could plinkle because that's what her patient wanted information about Jacob said that he didn't have a knee so we made me to rotate this white piece of rope is there so the knee could function and move easily without falling off the info card also said that his leg needed to be 24 inches in length our prosthetic is 23 and a half inches long Jacob wanted it to be black and silver with a golf theme so we made it got the silver cup and black Golf Club there is a stick to his nub Willis part we didn't know that you can actually attach Prosthetics like this so it would be a whole stick if we knew this information here are a couple of pictures that have been taken from both sides of the ankle these are the movements the ankles should be able to Jacob likes golf so if you want [Laughter] important making we never saw it [Laughter] he honestly just excited to be perfect so we can get amazing grace in which we did we did turns out we did [Applause] do you mind walking it around so we can see excellent job Gentlemen let's go ahead and walk that way walk around the big table yeah and then we'll say whether it's in their classroom or within the stem lab this great level and several of our grade levels have really taken off with the stem in the in their classrooms this year and we love I love being invited in I know Mr Thurston does too they invite us in a lot to see what's going on and we always have a good time okay very nice guy give me your hand congratulations congratulations hey Josh before I forget it great job on your other job thank you for the kids great great thank you know knowing these two guys from Sand Creek I love it because it's just perfect that they would say we did too well so now we end up having them that's just perfectly that an experience that they are raised in their classroom and I was like [Laughter] exactly who it was he knows I know thank you so much we're just so had this opportunity to highlight some of our students and what they're doing [Applause] well how do you follow that um sorry I know I know let's just go home I do have an inform for you um handbooks you should have received handbooks um this is just a reminder any items that we are deleting in the handbooks will be in red font and a strike through to them if it's in yellow it's been something that's added and you're going to find a decent amount of yellow in the Middle School handbook just because we're trying to to make sure that they match high school so it was some areas where high school already had their approved changes you're going to see those changes in Middle School handbooks now and so this is just an inform and we'll bring it back I think the next time Chris do you have a presentation yes so this for a lot of you this presentation is going to look familiar because it is Mrs Johnson uh presented this data in the summer um but we wanted to revisit a few a little a few points um ayp data is based off of a year behind and that was just released in March and we printed that in the legal ads in the paper and so we thought it's a perfect opportunity to remind everybody of what our goals were this year we know that we're working on growth in academics we're all committed to that staff and students have been working very hard and so Carrie's just going to take a moment to remind us of some highlights of that data and then update you on what we said we do this summer and what we've put in place you can go the next one please um so we were told that we were going to see in obviously an academic impact to the um from the pandemic with some socioeconomic groups and if you take a look at this um you know more than one year for because of covid but if you look at our paid lunches in English language arts we were going to see moderate to significant um recovery time and that's going to be a year maybe a little less but in our in paid lunches we are saying they significant mathematics and then if you look at free and reduced price it's going to take um for us to recover Ela and Mathematics and so we saw that because of the coven ant next one one more Chris yes and then this is just another graph showing it you can see the paint Mills for 2021 Ela it's the far left yellow for the state and in the next 2022 bright yellow is Ela and then you'll see the mouth comparison and this is just comparing our paid meals to our free and reduced price meals which is showing that Gap that and then this is a graph um that compares us to the state average and you can see where we were pre-covered in 2019 and we follow just parallel as the state dropped we dropped the same and so you know our goal is obviously to be higher than the state average but right now we're working to get to that if you look at math the next one we we were close and then we obviously had a greater impact after coven and we are still seeing that impact reminder this is old data and then I think Chris I think it's the last one this is just a reminder of what all the way to the end 14.

please come up and get your recognition and if you guys want to join in for a photo thank you [Music] thank you [Music] thank you oh yeah [Music] thank you so much congratulations congratulations anything um okay so we now move on to item 3.02 uh presentation LPA and Arc Alternatives will provide updates on the facilities master plan and energy conversation program a superintendent Bauer yes uh for president this is a a halfway sort of update for the board uh some of you I think um board vice president codina had requested updates on the facilities master plan so this is as per your request just to kind of give us a sense of where we are right now because this is a multi-month process but just so that the board has a sense of where we are and to you know the this process so thank you Andrea for being with us tonight is not complete we're in the middle of gathering still Gathering data but um this gives the board a sense of the process and uh a little glimpse into kind of what the outcome is going to look like foreign we have had a number and Andrea is going to tell you about that we have had a number of meetings with different committees different stakeholders around our facilities so she's uh Andrea is going to give you kind of uh up to today where we are with that um you know the the feedback that we receive from the different stakeholders one second but I know we're gonna be very pleased Andrea with that kind of things that you have found out I have attended we have had the three Community um Town Halls where the different sites have given feedback around their sides the facilities that have been excited to hear staff and parents um look into the future of our facilities and and give us feedback about them all right thank you thank you uh word president fam superintendent Bauer and members of the board thank you for this opportunity to present our progress on the facilities master plan and we will begin our agenda with a little shift in terminology this may be the last time I say facilities master plan and I'll explain that in a little bit we'll go over what we've learned throughout the process um to date let's see in terms of our facility assessments their site visioning workshops and the community surveys that are currently still out and that will feed into our site planning approach where we are with some kind of district-wide ships as we think long term think about the district holistically and as we approach the sites and planning them we'll get into the town halls and that feedback do I need to pause or anything there's some chatter good okay we're good sorry our monitors are a little awkward oh okay um yeah so get into the town halls a little bit some of the common feedback that we heard um to keep you updated on that and then um Terry will speak to the uh energy decarbonization Plan update a little bit perfect so just a reminder this is a this is a marathon not a Sprint it's a road map for the next 15 plus years as we approach this long-range plan and we want to make well-informed decisions using data as that driver for every decision we make along the way and also in the end for project prioritization you want to make sure this plan supports the families and community and engages them in a thoughtful manner though we incorporate teachers and staff ideas the cognitive development for all Learners to thrive we strengthen Community Communications and connections between children and adults on the campuses and with their families that we're being mindful of all students especially those middle schoolers and improving the facilities for their needs again engaging the community for responsible and responsive cultural Place making we're holding ourselves accountable throughout the process and supporting teachers as well through professional development so that shift in terminology I mentioned we pose the question to the facility's master plan committee so this Core group of folks that we meet with throughout the process um and it's it's been an evolvement you know at LPA we try to evolve the process and of course in terms of the just social Zeitgeist the evolvement in terminology and language recognizing that language is powerful so a a shift we've seen this shift at the Collegiate level shifting their terminology from master plan to something more along the lines of long-range campus development plan and we felt it responsible to do the same so we posed that question to the what was then the facilities master plan committee if they were in support of Shifting the name of this full effort from facilities master plan to long-range campus development plan apologize to our audience into the board I failed to introduce you properly so uh Andrea bibin is one of the Architects with LPA and she has been the lead with Mariana La beso right uh in putting together this whole process of uh setting up different stakeholder groups and Andrea you have been pretty much the lead on on all of the different kinds of meetings that we have had because we have had focus groups for the staff we have had focus groups for the sites themselves we have had then more robust you know committees with different stakeholders and then the community at large um meetings so thank you so much Andrea for uh helping us with this thank you no problem yes I'm an educational facility planner by degree and trade so this is these are my bread and butter I'm thinking just big big picture long term but yeah so all of these years that I've been doing this we've been calling it facilities master plan so I'll apologize if I slip up there um but really trying to change the language um update you know our own terminology to long-range campus development plan being a little more culturally sensitive so we pose this question to the fmpc um if they were also in support of this shift and also while we're on the lines of Shifting terminology do we want to keep calling them classrooms which kind of gives the connotation of that old school sit in your in your desk face the front and absorb the wise teachings of the sage on the stage so that you can memorize them to take a test or do we want to shift that language to learning Studios a little more indicative of a very Dynamic flexible environment that can do a lot of things but at the the results of that survey was yes folks are on board with changing the name to long-range campus development plan but you know let's not get too crazy we'll continue to call them classrooms so this long-range development plan is scheduled we are making our way through we're I don't want to say nearing the end because there's still a lot of good work to do with all of the data and information that we've gathered but we've met with the let's call them FDC facility development committee um having our regular meetings with them we've completed our site visioning workshops so meeting with the campuses walking the sites that happened in in December our student and Community online surveys remain in circulation and see if we can get more but I'll give you a little update on what we've learned from them thus far we have completed our three town halls so we broke up all Sites into three different dates um you can see them there so wrapped up with our third Town Hall just last week um every site has a follow-up meeting that's that site committee Workshop number two that happens a week after that sites Town Hall so we have made our way through all feedback except for that um the groups that we've met with just last week they get a nice spring break to kind of absorb what they saw at that town hall and then we'll meet again a follow-up meeting with them next week once we have that meeting with the that follow-up site committee Workshop number two we can solidify the campus diagrams once that happens we can roll into cost estimating through May and June um once we do that cost estimating we'll find a number a rough order magnitude of cost that I'm going to take a guess that it far outweighs your ability to fund everything at the get-go so that's where that goal of project prioritization comes into play where we'll provide the facility development plan committee with these data points so that they can run a project prioritization exercise that'll become a data point that we'll then take in front of you um I think that'll happen in July or June to run through project prioritization yourselves and then ultimately um gain your approval on this plan in October so we know what that project prioritization some difficult decisions will have to be made because again you can't fund everything all at one go this is a marathon not a Sprint as I mentioned so it'll take multiple rounds of funding and to have all projects that you see reflected on the diagrams come to fruition but that is also one reason why we and the California Department of Ed recommends an update to this plan every three to five years just to make sure everything's staying relevant the demographic Trends are are still in alignment with the campus diagrams and the vision um is still the direction you want to go okay so a little bit about what we've learned we'll start off with the facility condition assessments I think we touched on this um in the first update with you all but this was done by a partnering firm of ours Bureau Veritas they um assessed everything that currently exists on all campuses uh whatever they could visually assess and um kind of created a plan of action a plan of repair and action needs if you will for the next I think 20 years but also identified some immediate needs so with every system and finish that is currently in place they record the date or estimated date when they believe it was to be installed and everything has a as a useful life so from that installation date projected it out the date that they expect it to be replaced they also logged some immediate needs things that they identified as being currently broken and in disrepair so this is a summation of some of the common immediate needs that we that were noted across all campuses it's not to say that every campus has every single one of these bullets but a lot of them do overlap so we see some you know mechanical components that need to be replaced restroom fixtures uh we understand all all asphalts whether it be in the parking lots or at the Hard courts need to be resurfaced um along with improvements to the play Fields drinking fountains and disrepair kitchen equipment and just general interior finishes and then some additional studies needed for Plumbing Systems and other things so again things that were reported and we heard these in our campus site walks too that you know the plumbing tends to back up and this or that building or site-wide but someone like Bureau Veritas isn't able to you know get a shovel and really investigate um the true cause of it so they've identified where further studies are necessary so just identifying some immediate needs to go along with the full assessment about you know 100 to 150 pages per campus it's Hefty um but they have also given us this kind of scorecard per campus this is just a sample um from a draft report so taking everything that they assess all the the six items that you see on the left side of the screen run this analysis of theirs that ultimately spits out a building weighted average condition score so how do we use this as a data point um to inform future decisions and we've applied this facility condition rating so you'll see these ratings a through f um and it's not to say these sites that receive an a rating are a plus fantastic need nothing these are all rating each site against one another if you were just to take these ratings from the previous slide on a global scale you would see just a lot of C's so in order to make this turn this into something that is more useful we thought let's compare the sites in the district against one another just to see where each site lies if we need to make some hard decisions or kind of pick and choose um you know where to focus some some funds this may be one of those data points that you see all right so getting into some campus visioning Workshops the things that we've learned through our engagements so again this is kind of high level providing you a summary of what we've heard so we heard A Long laundry list of needs across various sites many overlapping so we'll talk about some emerging patterns on the left side is are the the needs that were verbalized to us and then on the right side some strategies of how we can address those throughout the diagrams and cost estimates so there are things like improving vehicular circulation both for parking drop off so of course our strategy would be to redesign those parking and drop off areas for safety for efficiency make sure they align with California Department of Department of Ed codes and um DSA another is to increase um Camp perimeter security I know you've done a lot of fencing projects but not all Sites felt that they had a true secured campus all the way around with a single point of entry so that would be our strategy is to make sure that that administration building is you know once uh once drop-off is done and say you're a parent or visitor coming onto campus middle of the day you have a clear single point of entry on which to visit the campus where you need to get checked in before you're able to be released onto campus modernizing the learning environments um you know again with those kind of refreshes things that are broken so that would be modernization replacing the carpets Interiors paints all all of things that are within the classroom and create a strong indoor outdoor connection and the portable classrooms when you think of a long-term plan it is usually in the the strategy of um replacing Portables not with new Portables but with permanent construction so that would be a strategy is then to as the need arises to remove Portables we would want to replace that with permanent Construction space for large Gatherings so on the diagrams we have reconfigured some of the nprs to create a larger floor space um the outdoor areas we're in beautiful California where it's pretty much nice most of the Year this year being one of the exceptions but how can we really optimize the outdoor environments and that would be to provide shade to provide water if you want to do science experiments or a messy art experiments having water or water for gardens power technology to those outdoor areas so devices can be taken outside for your Wi-Fi connection and also supporting staff collaboration and wellness so things like feature collaboration rooms something that maybe is a satellite collaboration work work room throughout the campus so that teachers don't have to come all the way up to the front of Campus if they need to make some copies or something second page of this so admin needs to be more welcoming something that we heard you know admin being very cramped or tight so a strategy there is you know we talk about shifts in in terminology create a Welcome Center something where it is a welcoming front lobby it's very obvious where to come in it does contain all of those administrative functions um academic counselors the nurse nurses office but something that is more welcoming and pleasant to be in um and these intentional spaces for student Support Services all facilities in California at least all of it I've worked on in my career the support student Support Services were not designed into these facilities um so your school psychologist your speech therapists these sorts of folks are typically found within the best you know little nook and cranny that the site can offer so uh hear a strategy and a long-term plan would be create a Wellness Center as well as a learning center which would be a suite of offices and confidential conference rooms and flex spaces for these student support services so create a hub of confidential spaces or student support as well as Wellness to support students age-appropriate learning environments so thinking about the scale of furniture the types of furniture place spaces as well your Play Apparatus making sure they're sized appropriately for the the bodies that are intended to use them um technology that everything is appropriate for that intended grade level and this becomes very important when we think about Universal TK and integrating that onto the campuses and then on the opposite side of the spectrum tailing for middle schoolers needs you know have middle schoolers on the campuses without many of the athletic facilities such as locker rooms and gymnasiums and other places for them to really connect and play and just be kids who want to socialize another need is to elevate the student dining experience so providing options for students to receive their food and eat in a Pleasant environment reimagining the library so a strategy there creating a media Resource Center so it could be a place that is not just filled with books but can be sent a kind of a maker Dynamic space that can also be used for after school programs and that feeds into the next line there so creating some shared resource spaces for specialized programs um so you'll see on the plans at places uh facilities like art rooms music rooms and steam or Flex Labs so I mentioned this could be a shared resource for the after school programs so that a site isn't dedicating you know whole wing of classrooms to your after-school programs um and a teacher isn't required to share their classroom that the after-school program can have their Hub can have their touchdown base but then that is uh organized near the flex lab so that they're really using these more shared spaces um after school all right getting into student Community surveys uh so far or at least at the end of March I'm hoping these numbers have ticked up a little bit we've received about 2100 responses from the student surveys so we're surveying students in grades four through eight and you can see the spread of the data there um you have more of these pages with the responses in your board packets so I'll just touch on what the majority of the students said they are in full support of and that is they enjoy being outside while they're at school and that their school does make them feel welcome so that's nice to hear um they would like a choice of where to pick up lunch and they do value student recognition we'll jump to the community survey again there's a couple more pages on the responses in your board packets in the community survey we have about 370 responses again these surveys are still open and we've been promoting them at the Town Halls so we're hoping for uh uptick in responses but what the clear majority of responses have told us so far is that the I mean those first two bullet points are saying the same thing that the facilities just need some modernization repair and upgrades um but the the community also feels that the school facilities should be a role model for environmental stewardship with the community and since the environmental uh decarbonization or the energy harmonization plan is also rolled into this effort I think you're making great Headway there okay so this then feeds into our site planning approach um so there's some influencing factors everything that we've gone over already your demographic Trends we know historically in recent years there has been a decline in enrollments and your district is not uh unique this is something that we've seen all through the Bay Area and in California um so that demographic trend is continuing uh downward we're comparing that against the capacity of each School site and the appropriateness for integrating a transitional kindergarten onto the campuses um in addition the facility condition rating that I mentioned earlier and all input from the surveys input that we've heard from the school sites and from the fnpc lrd PC that Committee of folks that we've been carrying along with throughout the process also playing a fine Balancing Act 2 between the challenges that the district is currently facing again the sites are all need some TLC they're you know since they were built quite a while ago they're not super educationally appropriate for this next generation of learning and we do see that decline in enrollment um with that just general decline in enrollment you do have a lot of competition with neighboring districts private schools charter schools so you know how can really be boost Alum Rock schools maintain the students who are still in the area so a strategy that has influenced our approach is to develop three different Improvement tiers the tiers are not prioritization levels um any site can be prioritized for that first round of funding but what this does is it helps manage the overall burden of the um uh impending costs of all projects so with the tier one site this would be a site that strategically as we're looking at everything district-wide um we're looking at doing some school level shifts so maybe a tk8 school becomes a tk5 school this tier one realm would also include all the Visionary projects like the Welcome Center wellness center learning center um everything like that a tier 2 site would remain the grade levels that it currently is so again a tk8 site remaining a tk8 site but would get that overlay of those Vision projects the the kind of new space types a tier three site would remain with its current School levels and would um be cost estimated for modernization to the existing spaces and receive outdoor enhancements um another approach just to kind of set some rules and boundaries to how we approach these sites is to Target some enrollments you know with your declining enrollment we're seeing a lot of campuses running um with very small enrollments so we asked District leadership what would be the right size for these different School sites and that would be to size in elementary school to about three or five hundred students at tk8 school to five to seven hundred students as well as a middle school five to seven hundred and then maintain your small schools your schools like Lucha and the Renaissance academies at 350 for the elementary school and or 250 excuse me for elementary school and 380 for middle schools don't worry about looking at this one it's just here to convey as we look at everything district-wide as we overlay all of this data the tiers the plan capacities um you know we're also taking into account just the geographic regions of of these schools and where students are coming from making sure we're providing middle schools you know in a um in the appropriate areas around campus for example or across the district for example so I'll just go through um one site example so this is an example of a tier one site some of those bigger shifts um the thought here is to turn George Middle School since it's a large campus um into a K-8 school so this is what that might look like again it's already changed through our conversations with the school site committee but of course what that would mean is you're also Pro you're providing facilities for the middle school students which I touched on earlier gymnasium make sure the locker rooms are up snuff and the athletic fields are are in excellent condition but also incorporating those those Primary Elementary grades so we've got um up at the top you see that's new construction where it's kind of a gray interior and a colored outline so new classrooms for those younger grades those specialty transitional kindergarten and kindergarten classrooms making sure they have a place space and that's located near parking and drop off for the parents that's outside of the regular parking drop-off Loop but you can't see my cursor good the orange are your classrooms so up here at the upper level we know George is a tiered site so here at the upper level the elementary school students first through fifth grades within the kind of close proximity to everyone at the center and these Yellow Boxes are your elective spaces so those Flex art music um steam kind of maker spaces for Elementary grades next to that again more shared spaces for the student services Learning Center wellness center and a language lab paired with the media center some spaces for after school we did have the capacity here to add some classrooms there Administration becoming that Wellness Center so modernization of the existing administration building but adding a new Wing just to take on the additional capacity and growth that comes with a tk8 site at the heart of campus and improvements to the quad area and new classrooms for Middle School through the conversations with the school site committee again this plan has changed a lot where maybe the Middle School becomes its own kind of neighborhood um down here on the field area the amphitheater gets built into the existing slope gymnasium connects with the locker rooms things like that but kind of those kinds of massages to the plans are part of the conversation at the Town Hall and that follow-up meeting so I know it's a lot of info all at once so we presented all of this at the Town Halls as Dr Bauer mentioned there were three one on March 8th for the sites you see listed here the second on March 23rd the second batch of sites and Group C just last week to catch the remaining sites um you know here's some photos so we had the draft plan diagrams printed very large on the table so they can take a look at them scribble all over them you know make their comments we'd be floating around the the room just to make sure that we'd be available to answer any questions that they had um and at the end of the night oh we like to have another slide with the plan with all the markups but first we got some repeating questions why are so many transitional kindergarten classrooms on campus for example um and that really is a function of planning TK as a new grade level on the campuses and planning for full day TK um as the ideal so if that is a direction that the district chooses to go in we'll have built into the cost estimate the um the classrooms that will be needed for a full day TK program the same goes for kindergarten as well so you'll see the plans reflect full day TK and kindergarten um and one of the questions of course the tier three sites why didn't my campus get the vision improvements and again it's to play that then to walk that thin line of not trying to go too big with this overall cost um recognizing that a tier 3 site modernization could still be prioritized with projects in a tier one um but it might not be you know immediate for this full vision again as the district re-evaluates this long-range plan over time you know it being an iterative process things could change things could could shift so um that was the direction there and then some questions that come from tier ones we um you know why don't we have more classrooms on our campus that will change from middle school to tk8 so the first approach um to programming these campuses was to take the grade levels take the enrollment and split that enrollment evenly across all grade levels so we have found through these conversations that that may not have been the most appropriate approach and we've since um reevaluated our our programming but that will come a little bit later another common question we got was what about furniture and Technology this is something that is fed into our design guidelines so those Ed specs that's another piece of this um this process is to create a set of design guidelines recommendations for furniture and Technology would be rolled into the design guidelines and would be included in a project modernization or space modernization and it comes hand in hand with reconfigured spaces or new construction as well here it is so here's an example of the end product what we got to take away after that town hall meeting lots of comments lots of sticky notes all great feedback and um each site had a poster list of the types of improvements that we overlaid onto the campuses and those green dots represent um people who kind of votes in favor of each line item the red dots are like that's kind of the bottom of my list but you can see um just the types of feedback that we received and then that was digitized which is also part of your board packet the digital version of the Town Hall comments but at the end of the day you know we are listening we are creating that dialogue between you know us as the Consultants District leadership and your community to make sure we're shifting where we need to shift and reapproaching where we need to reapproach so just like um our planning approach we're taking another look at the demographics and and right sizing and reshuffling um the the projected enrollments and plan capacities so it fits a little bit better with this feedback that we've been hearing so we're still making Pro progress towards the school but is is still a work in progress very all right little update on energy carbonization right so um all right so just to sort of give you a little update on the state change their rules on December 15th of 2022 and in order to stay in What's called the neem 2 which is where where we currently are we need to have all of our applications in by April 15th so um I think a few months ago you guys authorized um Arc to actually do the neem applications because sometimes that's done as part of your RFP process when you actually have a solar person come on and actually install the solar um and so they have been extremely busy and as of today I believe all the applications are actually in for all 24 schools so um we scrambled this morning to get the last signature in um but we're um we are actually on on good boat from that so that goes to Sacrament um that goes up to PG e and so we've met the deadline um we have not received any comments back from them I suspect that they're absolutely overwhelmed um because pretty much I think everybody's in line so in terms of that we are good we'll get the maximum amount of savings um that we'll be able to do which is going to be good because the other piece of that which was announced a few weeks ago um the governor is pushing through that after December or 2027 you will not be able to buy any more gas appliances for anything and so it's really important um for us to bring the solar onto campuses um in a timely manner before that happens so you guys are in a really strong position for that so we're very excited about that um so like I said we're actually all all the applications are in so um all of that is done the next piece is actually forgot this the next piece of this is actually to um write the RFP and go out to bid so this is a process that they'll continue to do and analyze um we'll probably wait to do that until um we're done with the long-range development plan um one of the things that we've been trying to um we don't want to get ahead of ourselves the long-range development plan really is supposed to be a guide of what we're supposed to do in a priority of projects so we want to make sure that we go through and also prioritize the solar as we go in there these applications are good until December of 2025 so we have until that time frame to do that and so that'll give us plan it's plenty of time but it'll give us plenty of time to prioritize and then install as appropriate on campuses but and I will say just to link I forgot to mention it as I was going over the campus diagram but we are taking arcs plans uh their recommended locations for solar and incorporating those into our plans maybe moving them where we think you know this would be better for a building but also prioritizing the location of new solar to students many campuses made comments that they'd like solar over parking um but that kind of goes twofold why we did not place it there is um in most cases we were reorganizing parking shifting redesigning parking lots and drop-off and so the timeline of solar is much more quickly likely than it would take to redesign parking um but it's also District directive to prioritize this nice shade for students rather than empty cars so where we could locate solar to also double as a lunch shelter or double a shade for for play that was that was the direction there and we are doing for an Orchard it's really cool yes um oh wait a minute don't we um you know but before we take questions and comments from the board I'd like to open this the public comment is there okay uh uh I see a Loretta Tanner you are recognized I just have a question because six or seven years ago was the gymnasium at George situation and if I remember correctly it was shut down for many reasons but one of them was because we're on a fault and how is that going to impact this going forward because if it wasn't good enough then we've had more earthquakes since then so I'm just curious about that thank you right all right at least seeing no further public comment I will open it to questions comments uh from the board I saw vice president Herrero lawera first and then thank you so much Andrea and I don't think I caught your name right here Terry uh for bringing this presentation I know that we get updated on our one-on-ones and for me it was important to also update our public uh full transparency and where we're at um I love the shift in the language and the ownership right that our community is also taking on and these plans as we move forward um plans that will become a reality in the near future um and also the fact that at some point we'll be making a decision right but that it's an informed decision and that we all understand um that there's many many steps to this and so I know you've all been working I mean this was a summary of all the amazing work that you're doing behind the scenes with our staff thank you so much um so for me I I don't get you know I get bits and pieces and so this is helpful to have it all in front of me together and then also that along with the updates I'm also getting it with our public because of things like you know that happened six seven years ago and where maybe um some of us are maybe a little bit traumatized still and making sure that we're careful as we move forward because the the funds that we're using obviously um belong to you know our district as a whole and making sure that as we move forward that it's informed decisions and that we're turning over every Rock and every leaf and um somebody who's an expert right and these things that may be some of the things that we wouldn't think about um and you know like um the questions about faults and things like that that we know that you are covering um so thank you for your diligent work and also this presentation to keep keep us updated thank you yes that was a uh we learned about that fault line during that follow-up meeting with the school site committee oh interesting okay we'll investigate luckily we do have Structural Engineers in-house so we have consulted them and kind of learned some some things about you know what can and can be placed depending on the fault line um but if there's any additional documentation from six seven years ago that might be helpful in an informing uh our process that'd be great to see great thank you thank you um so thank you for the information um it's always great to to allow the community to get up to speed on what we're learning as well uh in our one-on-ones um I wanted to um second the feedback that you got from the community in terms of the is is this idea this concept of tk8s um if it does gain Steam and if it does become a reality that um there'd be a hard uh separation between the younger grades and the uh and the upper grades um due to the fact that there's a significant difference between younger children and these older children at some point they they leap in and are a lot bigger than them and so um I I I'm glad that the community already uh made you aware I've been told and it's also my input as well that I'm sharing I'd like to underscore that as well so as we move forward I'd like to see harder um boundaries between the two sites when plans are being developed um I would hope that you take the communities input into consideration as well as our input as a board um and so very glad to see that uh the the information for Bureau Veritas is being used I know that it was very detailed and very very great report and so um a lot of people were frustrated that hey this was presented what are you doing within it is being used and so on um thank you for mentioning that uh early on uh because there are people that pay attention to this you want to know what happened in that report uh and so um thank you for informing everybody about it to you so thanks for the report absolutely yeah it will play a vital role in prioritization but also um that all of their data is you know on an in an online form and so it can uh be accessed by your facilities department and and of course play into the Deferred maintenance plan okay trusty Flora Shelton thank you for the presentation and thank you trustee for having it come here given that I'm the newest board member um I really appreciate the information and I did attend the second Town Hall at Renaissance at Fisher and found it very engaging informative um the the like report cards you know just really um good tools for the community to use in their um discussions very robust passionate discussions of course with our community which is um really welcome um and I think your survey numbers look great you know but hopefully we don't have just sort of always The Usual Suspects right so um you know anything we can do to help you know kind of get the word out to the unusual suspects to get the surveys list now um just couple you know this the environmental considerations you know I hear asphalt right and I just kind of um and these were things I remember 10 years ago kind of talk about gosh under Governor Brown I think at the time you know cooler surfaces right when I think of asphalt you think of you know blacktop and just generating a lot of heat so you know how can we be because I think this whole thing you've had a very bold vision from the administration to the community how do we continue to be bold from a climate resistant standpoint more permeable surfaces right so we aren't just having storm water just run off and go everywhere so you know some of those things have come to mind for me um recently not during the town hall right the town hall you're thinking like classrooms and where's TK and all um so just want to kind of consider that and I I want to um kind of Echo um trustee candetto's conversation about tk8 um and and yet also what I was really hearing was how do we create unified some unified spaces where we also build community right so that our our older kids you know see our younger kids as a part of the community about you know so you know right now it just seems super crowded for those few tk8s that we have one or two right um so it's what are the opportunities right safety is always kind of top of mind but what are the opportunities to create unified um Community spaces so um my only question is I saw the goal for the website around October and you know to the point of just there's so much great information and I know the superintendent was saying you know the website's really a priority um it's just trying to get that out any sooner than October would be you know fantastic absolutely it will be released sooner than October I want to say July but don't hold me to it um you know I mentioned evolution and this website you'll get one of our kind of website 5.0 I mean it's going to be very much different than any if you've seen any samples that we've done in the past for long range plans this is going to be highly interactive a lot of thought and efforts being put into it I'm very excited to see it myself and it will be a very rich robust wealth of information that will be available before we ask you to make a decision it'll be available as the draft deliverable um so that is coming I did want to mention let me see you mentioned oh so Elena here is taking notes of your comments so things like that lighter surfacing you know more reflective being very sustainable in everything that we do not just taking Arc solar designs but at LPA we really pride ourselves in sustainability and you know that doesn't have to cost extra so we will be we can put your comments and run that by our landscape team and other folks to make sure we're specifying the right materials that would meet your goals thank you uh Krusty Chavez pick up and drop-offs I've been there at the schools in the morning it is like whoa crazy so um is there anything in the in the planning that some sites you can probably fit two cars entering and if everybody's going the right the same way in one way then you're going to be able to do the travel flow faster um if they do that especially since you always have to have a crossing guard and the name that there isn't what happened is there anything that could be put in now and maybe a solar thing to help guide a promotion yes yeah yeah that could happen we can um yeah we can take another look at the plants and once we get into cost estimating kind of factor that in as a as a a number to hold for things like um kind of solar flashing Crossings um as we look at at creating a new Dropbox or just reconfiguring current we follow California Department of Ed guidelines for uh drop off Lanes so that it be separate from parking so you don't have cars backing out into the drop-off Lane and that the lane itself is 24 feet wide so you have your drop-off Lane and a passing Lane um that's how you know DSA sees it is you don't want kids in the passing Lane dropping off because then they're Crossing traffic so people think that even if you just um free route where you can drive in to move it even a few feet makes a big difference yeah we're definitely looking at that yeah looking at maximizing that stacking distance off the road yeah thank you thanks uh well thank you so much for the informative presentation uh you know and I'm glad that you know uh the modernization of our district schools are coming together I mean uh was that you know we're uh uh making changes to buildings that have served two or three or even more generations and designing spaces that are uh more appropriate for you know this new century as well as uh you know reworking some of the uh what is it the electrical work as well as the heating and air conditioning so that they are energy efficient and we you know achieve uh monetary savings as well as providing a more pleasant uh and learning environment for our kids and working conditions for our teachers and staff so thank you so much thank you thank you okay so with that will move to item 7.07 uh local control and accountability plan information findings and presentation uh to note this is a this is uh informational item so no you know so what that superintendent Bauer and I see um okay so with that uh I will open this item to public comment at this time uh okay saying no for a seeing no further call for public comment uh superintendent power yes um remember that we are in El Cap a season and uh Miss Garcia is going to give the board an update on the findings uh we have gone through the community forums um and so this is a kind of a summary of what the community have said has said and so uh Santa Claus Garcia is our director of state and federal okay um I haven't done this for a while so bear with me okay do I speak into them you're fine all right thank you advice okay all right good evening board president fam um superintendent Dr Bauer board members and Community Sandra Garcia I'm the director of state and federal programs and I'm here to provide an update on where we are with our development of the lcap for this year um let me see come on okay so the objectives for this evening's meeting are just to share some information on um stakeholder input some of the trends and um outcomes that we had from our forums and input sessions um share some of the survey information tied to the L capitals and then share the next steps in the lcap adoption process I think you've all seen this timeline before we we have followed the similar timeline for many years um the majority of the work the lcap development is a is the unannual process and it starts from the moment it ends and it just continues as a continuous cycle um however however the majority of the work happens um around now um beginning in February um and that is for input sessions we have our community forums our input sessions with all of our educational Partners um those are our parents our students our teachers our staff members um our DAC or dlac advisory groups um and our Union groups and then we also at the same time have a spring survey that is going on um once we gather all that information it's usually when I come to you with the first update on what we're look what we're seeing and what we're hearing out in the community um and that's today and then we will have another update in may bring a draft to you um and then in June we'll have an official public hearing where the public could um give input on the the draft of the lcap which will be going to the board for approval at the end of June then we submit it to the Santa Clara County Office event so and um looking at the input from our forums and input sessions um they're really there really isn't a lot of new um developments as you know per se that people are saying we really have this need for this that we haven't addressed um a lot of a lot of the comments were we like this it's going well continue it expand on it deepen it strengthen it um you know a lot on the counselors a lot on um PD for teachers and administrators support for new administrators making sure that you know everybody has the the newest information that they need to make sure that the kids are being served in the in the right way at the school sites um just a few things that I do want to point out though that were highlighted or that might be kind of new or mentioned um quite often where more support for our newcomers and for our long-term English Learners and I think that's something that we've all been talking about about meeting so um that did come out quite a bit um the other one was um of course counselors um expanding on what we're doing that you know we are offering a lot in many ways more than other school districts are offering we do have counselors at every School site um but you people are seeing the need um to really increase that that support um the other a lot around safety and I think it aligns with the you know our presenter that just um you know shared information with you was people really have safety at the top of their minds and whether it's um drop off in the morning or you know safety um fences or Gates or um things like that in wanting cameras wanting um some kind of Campus supervision increased bodies on my campus to um to really monitor students and and keep everybody safe so just a lot on safety and then with parent engagement just really deepening what we're doing already and providing um now that we're allowing parents back on campus is really resetting on what kind of opportunities we're offering parents you know a lot of parents say I'm ready to come back and help um but we've been off campus for so long we don't know if people really know how to use this and so how can we really invite them back in a meaningful way to participate um in what we're doing on campus um so those were just you know some of the the trends that are coming up and like I said nothing really um new or or that we haven't heard before I wanted to share a little bit on the response rates to the survey uh we did do a big campaign this year with our principals and our community on increasing um the number of um respondents to the survey and we're very successful um compared to Spring of last year uh we went we had 2 700 parents respond to the survey this spring compared to 1500 last spring um an increase of 1200 parents awesome so yeah that was great and then the staff um you know our staff is shrinking but uh we had 380 and that's 84 of our staff participated in the survey this year which was great to see and that's the staff at the school sites and then uh the student survey is third through eighth grade and that increased as well by um almost a thousand it's about 900 students more participated in the spring survey this year so um really feel good about um the the validity of the information that we received and that's what we the message was you know we need to have people participate so that we feel like this is this information is is truly valid and what people are feeling out there okay um so just a little bit on on the survey results so this is just an overall of all groups of um what we're seeing in different areas and it's the students staff and the parents um and this is the the general view of the survey results in the areas of climate of support for academic learning and knowledge of um fairness of discipline rules and Norms safety and sense of belonging um and if you look at the students it's broken up middle and elementary sorry the elementary and middle um the areas that I have focused on this year and that's because we have seen in the past few years that they are the the areas that are of most need our safety in school connectedness and so if you look at the safety for students 62 percent of students um responded favorably to feeling safe on campus and middle school is 61 it's about the same for both and then sense of belonging is 70 for elementary and 53 percent for Middle School students in terms of Staff um they 74 responded favorably to feeling that our schools are a safe place for students that we do offer a safe environment for students and that we do have a favorable school connectedness at the school site 77 and our parents these numbers have not changed very much over the years our parents um they they do feel that we're doing a great job in all areas 90 or more um in terms of safety I think one of the concerns with the parents is more of getting to campus and you know the safety that that is between home and school support for academic learning um a couple of the the areas that I pulled out where um with students is do adults and school encourage you to work hard to be successful and adults at this will encourage me to work hard so I can succeed in college and 74 and 70 percent of students at elementary and middle responded favorably staff does believe that they promote an academic success for students at the school site so 89 percent and that there are high standards for academic performance 86 and then parents again are at 95 and 96 in terms of the expectations that we have for students at our schools so this is the area I'm going to dig a little deeper into because this is an area that at our um beginning of the year retreat with management that we called out as an area for need to Improvement and it's safety and and I just want to explain what what I'm what I am talking about when I am talking about safety because if you see here 67 percent of Elementary uh say they feel how safe do you feel when you are at school 67 say they feel safe or very safe and then Middle School 53 percent say they feel safe or very safe um in terms of Staff um 53 percent uh believe that student disruptive student behavior is an issue or harassment and bullying those are the two areas it's 53 and 71 and parents um beliefs 94 believe that children are safe on school grounds but 88 percent um believe they are safe in the neighborhood or around the school so when I dig in a little deeper because when we think about safety um we always think of the environment right the the physical environment do they feel like they're safe at school physically and and I think that if we dig in a little deeper which I'm going to show you some of the other questions that are asked in the survey this is where we need to dig a little deeper and and work a little more in um so the question is do other kids hit or push you at school when they are just playing around so 54 percent no never but we have 46 percent of students that have reported that yes they are pushed at school when they're not when kids aren't playing around when it comes to uh people spending mean rumors or lies um 50 57 say no but then we have that that have reported yes people have spread rumors about me or lies about me do other kids at this school ever tease you about what your body looks like 64 say no but then again we have that 36 percent that have experienced that and then with um stealing or damaging your things uh again 33 yes so I think when we look at safety this is the piece that we need to look at is what what are the what are the experiences that kids are feeling from other peers at school and that's where the safety um piece comes in and then this is a a chart on results over time so this goes all the way back to 2017-18 um all the way till spring of this year and um the two top numbers are when we were home during covid so we're down to about 62.

8th Anaheim high school held its first women's March during sixth period International women's day so um clubs like Bros wrestling Crown gold njrotc Art Club and organized by um Andrea Monroy the ASB secretary in medsley cariola the ASP president they held this woman to March and where the empowered women on campus and empowered the movement of women since it was a uh women's history month so on to CVA CVA held a masquerade event where it was actually their first time having a masquerade event they had food music activities organized by ASB conga line musical chairs and a whole other array of exciting activities um Cyprus is actually from Lexington but I know a couple kids from Cyprus were also pulled um like there are band kids Lexington Junior High School hosted jbtc film crew who's a Korean national television channel for a new cooking show so they actually had some band kids and other kids on campus from Cyprus go to Lexington and get filmed off to be televised in Korea so that's a pretty huge and international label for the auhsd um I'll be gone to Gilbert so Gilbert participated in Project hope to get a tour of UCLA in the facilities they have it was inspiring for students and they empowered many to continue their academic Ventures uh I could tella they held the Miss catella's talent show which showcased the diverse talents of students in a grand Auditorium they perform live and recorded personal videos and overall it was a huge success and it celebrated into visuality and artistic expression at Kennedy the Irish Academic Decathlon team was able to take home fifth overall at the California Academic Decathlon uh tournament and they were able to win first in their division so uh kudos to the Irish Academy's soapbox speech finals where they had a great many participants gave really emotional empowering speeches uh the Learners from Junior High division were Lac D Muhammad and then the first place from high school was Mimi alakalak so it was it was a really great event I was there and I saw some of the board members there too and it was truly a very inspiring event seeing their voices being held um Magnolia held a clashes of class clash of classes event which was basically this uh interschool competitive little fun event where they had things like a dance battle which was apparently the Highlight so uh students of different classes dance battle to see who is the most festive class for Magnolia um Oxford Academy had their Health occupation students of America HOSA State leadership conference recently and their advisor and which is also the Oxford biotech teacher uh June quenza he was inducted into the HOSA Hall of Fame and many of the students were given Awards and some were even elected to the state board for HOSA at Savannah the glla which is the global language Leadership Academy took their first trip to Costa Rica for an educational tour where they had things like ziplining fruit tasting and other Ventures to learn about Costa Rica more so once again second country in the student report so I think that's that's pretty huge finally Western's AVID program also embarked on field trip to UCLA with 76 students and while on campus they were able to talk to alumni Western alumni who are usually a freshman so they can connect with inspiring role models and overall it was amazing for prospective students and really embolden student voice so uh thank you for the board for all the things that have helped students too thank you great report and wonderful presentation again thank you uh next student student speakers uh do we event thank you for the time you gave us to speak I hope you all have a great evening thank you Michael well done [Music] we always enjoy hearing the students come forward and speak next is US recognition associations we have this evening we have our Astor president Grant Schuster we have Juan Alvarez who is from Anaheim School District as a trustee and I don't know of any other Association representatives in the audience so I'm going to ask oh no no okay so Grant Schuster from math I'll just say apga I knew that was not right sorry about that Mr Asta all right um good evening board president O'Neill trustees District cabinet and everyone joining us here tonight in person and online springboard meetings are often a time to celebrate and honor our students staff and Community while we continue to have amazing teachers and students to celebrate we also have been challenged with adversity in our community and on our campuses but my primary goal over the last five years that I've spent in this position has been to build relationships for times just like this the work the association and District leadership have done toward this end has already produced positive results this spring I want to acknowledge the great work done between Asta and the human resources department last month this board unanimously approved a reduction in force of more than a dozen PE teachers after countless phone calls meetings and hours of work we are pleased that every riff in the physical education credential area has already been rescinded in addition several of the English Department Rifts have been rescinded and we are confident that positions will be found for all of the remaining teachers who have been notified I want to give a special shout out to Scott Jensen and H.R who has picked up the phone at any time including many evening and weekend calls to help myself and our Asta members navigate this process another area where we see our relationships at work has to do with Safety and Security on our campuses last week the ask the executive board met with the district cabinet and spent over an hour discussing concerns and Pathways forward it is incredibly rare if not unique to have district and Union leadership coming together and openly and honestly discussing issues we spent over an hour discussing ideas including expanding security Personnel growing training programs increasing pay and security substitute pools as well as the possibility of student resource officers on campuses we also discussed the reintroduction of the board approved Progressive discipline policy it is incredibly important to make sure that this policy is implemented at every site the process includes a variety of interventions and resources that support students and help change behaviors as we continue to move forward it is important to understand that people at school sites will continue to be our most important asset in supporting students families and their needs last month I spoke about balances in various accounts funded through the one-time covert relief packages we all understand that some money has been encumbered and there are big ticket items like filtration systems in facilities however there is also money that has prioritized but not spent and it is incumbent upon all of us to be flexible and Nimble based on the needs of our community an example of this is the learning recovery emergency block grant over 47 million dollars is being allocated to auhsd half was released in November and the other half will be released this spring there will be competing priorities for that money but we don't see priorities stronger than professionals on campuses building relationships and providing services to students those funds could provide a total of 300 teaching positions for an example everyone understands that this money is not a long-term solution but this relief money is to be spent on supporting students as we exit the pandemic it is no coincidence that all four lcap focus groups of parents students and staff named class size as one of their three top priorities in meetings this week we have all we have the financial ability to re organize priorities and provide the staff our students and families have called for and need let's get that done together I would like to close on another positive note later this month the National Education Association vice president princess Moss will be visiting our district to see how we are becoming a national model for Community Schools she will also be here to learn about our whole child approach that de-emphasizes test scores while focusing on skill development and helping students find their voice our philosophy around both of these topics was developed collectively and that has been integral in the success of these programs we look forward to continued collaboration and finding a way to staff our campuses to provide the services that will enable all of our students to succeed this concludes my report thank you thank you grant [Applause] okay we've seen we have no other associations represented um Amanda Oh I thought she I thought she said no oh okay all right that's okay good evening president O'Neill Board of Trustees superintendent matsuda executive cabinet students parents and school Community joining us in person and online we want to welcome everyone approach in working together to be solution driven thank you [Applause] okay next we have any reports from a parent teacher Association anybody from okay Jesse good evening cabinet board and superintendent and all of the audience my name is Jesse Alvarez I'm the current um Anaheim secondary Council PTA president and I am also re-elected for next year so I will also be the council president for next year as well I just want to say thank you to president O'Neill for attending and Robert Saldivar for attending our the fourth district PTA administrators dinner it was during spring Beyond across the district every school you know does their own individual honorary Service Awards and we bring everyone together to celebrate them all as a district um we will be having our last meeting of the year on May 3rd before we break for summer and then we'll come back strong again in the fall so I look forward to collaborating with you guys again next year thank you thank you Jesse [Applause] thank you okay we had one student come in and so we'll go back to uh item 7.2 for student speakers and that is a Eon de bernitz okay you're right okay come on forward from Western High School hello everybody sorry if I'm a little nervous this is my first time doing this just relax no problem we're here for you uh my name is Ian and Tonya stubbornitz and as a student of the Arabic program at Western High School I offer a possible alternative to the removal of our entire program for context to those listening drops in enrollment in the schools of our district has led to understandable budget decisions from the district that are already incredible incredibly difficult to make as they are forced to remove teachers as well as entire curriculums however I wish to help prevent the removal of the Arabic language curriculum as it is the only one in the county to my knowledge this is where my alternative comes in instead of defunding a language program set student caps for others some are scared of taking Arabic due to its somewhat complicated nature but is a now two-year returning student I can probably say that if you just give it a shot it's not that bad when it comes to capping other languages my offer is that you keep a maximum of three periods per class or more of absolutely necessary this would go for Spanish Arabic Japanese French Etc they would indeed have a minimum student requirement but with these newly added student caps classes are not too full and not too empty when a period hits the cap none can enter until the same period until the same same period of different languages are filled to their maximum example Spanish period 1 is at the cap instead of putting them in Period two you put them in another period one class of a different language while this may bother some at first the reality of this situation is our students will be more evenly dispersed among language studies allowing for better career opportunities however if we do not consider this cost-effective alternative then we suffer the loss of a career-rich language we could be teaching more students about this means if you want a better and more attentive form of studying this language you would have to go to San Diego LA and other Northern california-based cities this is an issue as commutes are unbearably long and stressful as well as the living extent expenses being beyond the salary of most auhsd families the Arabic program brings attendance from cities over simply because we offer the exclusive language in our school only this means we also are connecting a large Middle Eastern Community together through the one Lifeline that is our school to remove this class is to remove consideration of the community entirely not only is our communal connections Jeff jeopardized but also a chance at a seal of biliteracy in the Arabic language would be forfeited unless you take that test this year this denies our students a chance in recognition from the state of fluency in the Arabic language the removal of this curriculum also closes students out from the Arabic Honor Society which is an International Scholarship group that supports students learning the language and heightens the chances of college attendance even for first generation families I leave off with this and the recent events of the Anaheim Community Little Arabia has finally been recognized this would instantly set back the Middle Eastern Community however as their own language wouldn't be represented in their County after all the work they put in just to be seen by the city itself removing the program is turning the community's victory into a struggle of two steps forward one step back [Applause] Ian thank you for your thoughtful presentation we appreciate your input and it will be considered thank you okay moving on to public comments Open Session items opportunities for the public comments occur at the beginning of each agenda item and at this time for items not on the agenda persons wishing to address the Board of Trustees should complete a request form available on the information table at the back of the room and submit it to the executive assistant prior to the meeting I have those here each speaker is limited to a maximum of five minutes and there's a timer right here you can see the red light um and a total of 20 minutes for a single topic board members cannot immediately respond to public comments as stated on the speaker request form so we'll take them as they came in first request to speak is I I beg your pardon but uh matzo hey I won't try to you can help me with that matzah uh thank you all thank you to see you guys this is about the name the school colonists we remember what you did we forgive you but can you is this this is this is written by a federally recognized tribal member a Native American as these settlements form into colonies their societies became oh I apologize I'm nervous okay I'ma start over acculturation versus assimilation is a very good topic assimilation is a process acculturation is exchange of cultural futures for the past 500 years natives have faced genocide escalation various forms of physical mental and social abuse this has led to high rates of violence assault suicide and poverty and abuse among the natives to date natives were seen as subjects of the Spanish Crown to treat them as less than human Violet the main law of the universe natives Are Spiritual Beings not religious this is the reason Colonists thought we had quote no God or higher power the colonists took no time to learn about our culture and ways of life Christianity was introduced during the period of European colonization the Spanish and the French brought Catholicism to Turtle Islands while the British and Germans brought Pro properties English wasn't my first language was my first language Christianity began in the Roman Empire and Christians refused some of the Roman religious activities Christians began to be prosecuted for their beliefs even though natives may have been impressed by the colonists technology our people couldn't understand the Newcomer's appearance language and behavior Behavior or hospitality and our good natural intentions came with caution we were viewed as helpful and friendly colonists welcomed us into these settlements on our land the colonists wanted to trade with us and on a daily basis in hopes to convert US into civilized Christians as these settlements form into colonies their societies became segment and divided along religious and racial lines most people that dwell there were not free labored and Servants of or slaves they were forced to become product tax pain subject of the king of Spain Espana in order to produce produce wealth for others and settlers colonialism was born from 1492 to 1880 between 2 to 5.5 million Natives and 12.5 million Africans were enslaved the constitutional amendment that ended enslavement of black people did not apply to native peoples until 1924 Turtle Islands also became enslaved by the desperation of the land degradation degradation callers realized that the lands were rich in resources and accepted quickly to exploit them in 1769 the first missions is built in San Diego throughout San Francisco the missions from California straight out towards Florida and Georgia in order to force 1800s another tool the U.S government used to fix the co-indian problem was the simulation program of native little ones into Indian boarding schools we say little ones because we didn't understand counting the years of our life government agents kidnap Nader's little ones from their homes families and communities the Indian boarding schools were ran by government and Christian missionaries the philosophy of these Sinister boarding schools was quote kill the Indian in him and save the man quote by Captain Richard Henry Pratt by 1969 over 80 percent of the school-aged Native little ones almost 61 000 attended 408 boarding schools in the United States there are of the 25 Indian border schools in California was run by the U.S government the cultural genocide horror focal sexual mental with that I remember what you did I forgive you but can you thank you so much for being respectful we will change the name of the school to college thank you next next speaker Janet Brown Janet Brown is she still in the end there she is okay from Luke Ray's office representative lucrative good evening Board of Trustees superintendent suda our executive cabinet is auhsd families and guests I'm here on behalf of Congressman Correa to read a letter that's States it has come to my attention from concerned parents that there was an incident of one of our schools that has raised concerns about safety of students and staff I thank the district for opening up this issue for conversation so we can address these concerns and find Solutions I want you to know my office is available to help and identify Federal grant resources available through the Department of Justice such as the school violence prevention program Grant and many others that are outlined on the attached list and I've provided each of you a copy of that and I'm willing to support your request with letters of support the availability of services and resources through the new auhsd community Resource Centers is extremely valuable asset to our community as is the 9.1 million and federal funds received by the auhsd for counselors social workers and psychologists my office will continue to work with the auhsd to assure that we apply and take advantage of all available opportunities to bring more funding to our schools to provide Mental Health Resources and safety measures for our children and communities sincerely Congressman J Luis Correa thank you and let us know if we can be of help we're going to thank you for the letter [Applause] next speaker Kenneth batisti Kenneth still there he is hello my name is it doesn't matter what my name is first thing giving honor to God I'm here I know a few of you and first thing I want to say is thank you for what you do our profession the profession as educators in our society is fast vastly undervalued so a lot of educators are in here for what I'm seeing and knowing the stories just like the gentleman that went ahead and took the kid into his house is truly heart-given um I met a certain member of the board and we discuss some of the ideas that I had uh one of the things that I suggested is we have the thing of kindness well with all the hate going around in our nation shouldn't we go ahead and promote kindness and love to each other if we don't promote it then hate continues to go ahead and dominate our nation what are we in need of more love kindness and compassion for each other values languages we have to open up we don't want to be like Florida we don't want to shut down knowledge we want to expand we want to go ahead and let give our kids what is equipped to go ahead and go up and combat that in a discussion of debate we must prepare them it's just like a foundation and and in that there saying that that I just came to say uh our situation over at Sycamore we must secure the safety of every staff and every student not just at Sycamore but every school and if we do the right thing we will be protected uh we have been fortunate we are being blessed to not be in the news for some of the things that's going on in the nation and I don't even want to mention them because you know what I'm talking about blessed that it has not happened to any of our schools if we promote love and kindness we will be doing the right thing and that would ensure for those things to happen they get Mental Health Grants to recognize students to get out and talk and be able to communicate because who knows first usually it's a student so we must open up that communication the wellness the mental health Wellness the last thing interaction uh we should I talked to the member about perhaps doing a spelling bee something academic for every kid in every school that we can go ahead and get them to going should the school district be sponsoring more soccer tournaments when we have went ahead and took another leap into investments into our kids such as the the soccer grounds the soccer fields and now all of a sudden we see it paying off we must introduce languages to our children at an early age uh the elementary Union stepped in a few years ago and uh I went ahead and I went to that meeting when this superintendent was inaugurated and behind that meeting they I'll close like this the second language was evolved for our elementary schools making it bilingual we must continue to keep on growing because that could be a job a profession of Powerhouse made to go ahead and be expressive thank you very much [Applause] next speaker is Juana Reyes versus positives okay my name is um yo tengo um estudiantes Fullerton um is foreign security foreign umeno families families Bueno Jesus is the espionage cordial is present temperature is your time is up I'm sorry okay okay thank you so much and please stay notes and please uh go to Sycamore and thank you so much thank you everybody [Applause] next speaker is Mark Richard Daniels I come in here not knowing what I was going to say and now I've got like five different things to say um first of all the young people just watching it reinsures my faith to see these young people and you know soccer and just academic studies and all these things that wow the future looks bright when I see this it just wow it's just I have to come here more often just to get energized and inspired now now the name uh colony I just want I I have it's like fingernails on a chalkboard for you teachers here yeah uh it started out as a wine Colony let's keep that in mind it progressed as a communal group that was going to grow wine by growing grapes smashing the grapes yeah we know this story if you if you know the story of uh the creation of Anaheim and we were the Los Angeles Vineyard Society originally and people that did not know about growing grapes all came down here and and took a shot at it with a few teachers and this is the term colony and we basically were the largest wine cellar in the United States and we rivaled uh Europe France and Italy that is a wine producers of course but we were the largest producer in the United States here in Anaheim this little Colony the second colony was Westminster and it was founded by a group of Presbyterians who took the name Westminster from Westminster England and the founding of the doctrine of the Presbyterian Church in Westminster England okay so I'll move on from there and um I have a an issue with uh cohabitating here we are in the city of Anaheim this Rich affluent City and this uh School District which is now 125 years since the founding of the original Anaheim High School and uh there should be more of a partnership I know in years past there used to be what was called Keen challenge if anybody knows what that is Teen Challenge us where the uh say Western High School would open up their gymnasium in the summer and it was uh I guess you would have the uh city of Anaheim send over people from the park and rec to facilitate those they would have different events inside the gymnasium the high schools that had swimming pools were opened in the summertime and they would have again uh from the park and rec would oversee you know as lifeguards would oversee the high schools I'd like to see more uh partnership with the city of Anaheim and of course since Cyprus and La Palma as you reach out to the rest of the district that there has to be more of the idea that you have the campus in the daytime and then Anaheim comes in at night and you guys partnership whatever event even this uh chamber here you would have uh does that mean I gotta go oh um so anyhow that you would have this uh partnership that would uh seem to work work well in hand in past days and I know there is the the board members that are part of the City uh uh commission as far as the uh sister cities and all that so we have to get more of a partnership and not be so estranged as it's been in years past thank you very much [Applause] thank you uh the next uh speakers Raquel solozano Duarte yes oh yes good evening Board of Trustees superintendent and cabinet members I'm Rick Hessler snow duenes a very proud alumni and teacher at Western High School I'm here tonight to highlight a student-led event known as Market Day Market day is a culminating event where student CEOs have an opportunity to sell a product to the local community students spend time researching designing and marketing their product to our school community this fall we had 11 student-run businesses since our last in-person Market day which was held on March 6 2020.

you know that's 21 kids that the parents are really interested in us having the daycare we are currently already licensed for the three to five year old age group and uh were licensed for 85 students in that age group right now the only thing we would need to do for that is increase our license number so easy easy kind of thing Tammy Alvarez contacted the con the the representative at DHS that works with us on on the daycare license part of this whole process excuse me to invite her or another representative to come look at the rooms that we have in mind for this program they are just overwhelmed right now so they can't come right now so we're going to be sending them some photos and asking for some input from them but we think we have three appropriate classrooms on the coyote campus down just across the sidewalk from where we have the preschool and we're aware of some of the things that we need to do we also checked with the trust Arizona risk retention trust to make sure that we would be able to get liability insurance and Cass has been on the phone with our rep there she asked a lot of really good questions and she's presenting the information to their Underwriters so we think there's a pretty good chance that that'll that will be available as well so we're moving moving forward with that project um excuse me the other thing I wanted to share with you as an update right now because I'll be coming back to you next month with requests for some approvals our capital outlay budget right now or it started the year with 1.576 million dollars we have expended or encumbered 1.089 million which leaves 486 thousand dollars a good bit of that I'm I'm guessing about half of that we're going to need to complete the playground for the life skills students over at Desert Valley so we have the equipment we have a lot of equipment probably what four hundred thousand dollars worth of equipment three hundred four hundred thousand dollars worth of equipment no well it's a lot it's a lot we have a lot of equipment and it's over there but part of that process was not installation it was just getting the equipment and the grants have paid for the equipment um so we will need to pay somebody to install it and then of course we really want that soft surface so um I'm guessing probably in the neighborhood of 200 000 to get all of that done and get that ready for before school starts uh the last of July so I'll have more detail about that but I kind of wanted to give you an idea we have done amazing amazing projects and you keep hearing about sewers from me but we're really happy that we have internal people to do a lot of that we Outsource it when we have to but as much as possible our internal people are doing it and so a couple of the recent projects that if we'd had to Outsource them that would have cost us over ten thousand dollars we could do for two so um you know so we're we're seeing savings for the things that we can do and then uh then that you know then that makes it so it's not quite as painful to have to pay outside people to do the things that our folks don't either have the equipment for or the expertise and we'll just keep working on those projects as we go along so next month I'll try to have a pretty detailed list for you of the of some of the projects that aren't even on necessarily on the project tracker so if you have questions I'll try to answer those I just I want to give you and your staff a compliment the discipline paper coming off offline Kathy can you bring that up so people can see the cumulative report I think is that what you're talking about yeah um is continuing to decrease did you guys notice this yes so somebody is doing something right somewhere and they need a big pat on the back um is there anything that the board can do to help continue make this continue I will ask them when we meet again to see if there are things but if there's anything special that they need or programs that they need or something like that that we might have access to or can get from the community I'll share with them really really nice I noticed that when I did this report that we had that little Spike um and but then it's continuing to continuing to progress and I think it's just a real commitment to uh that they all have the word relationship is a really used word in our district it's used by our leadership it's used by our teachers um a whole lot of of uh having good behavior has to do with building relationships with kids and um and they're all really committed to doing that so kudos to them I agree with you I'm very pleased when I see see these things happening and getting better all the time and it's building culture you know when you establish relationships you build culture yeah it's great to see that Tom we're trying on every one of them and stuff yeah it really is yeah it is it's you know and thank you for noting it we all like to be appreciated when or at least noticed when we're when our efforts are beginning to pay off yeah when you go from almost 200 in October down at I'm looking just like at Fox Creek you know being Junior High I always go to Junior High first of course but going from almost 200 you know there in October and we're down to 79 now so you know that's 75 percent decrease that's fantastic I will tell you that we have we have four students at Fox Creek are in the diversion program that you approved a couple of months ago Mr Eastman reported to me uh yesterday or today that he has been sitting in on the Tuesday evening training sessions that those students are required to participate in he said they are really really well done it's not somebody sitting there and talking at the kids and telling them what they should be doing it's interactive there are conversations there's role playing a lot of good things that have to do with decision making and then the first session that will in that will require parents to participate is not next Tuesday but the Tuesday after and so I'm really happy to see that some families have chosen to take a different approach and to help their kids good great thank you any other questions for our superintendent no okay any board member updates anything you guys have been doing specially I know that I got to read the kindergarten kids that was way too much fun oh I got to uh teach the Junior High kids how to decorate cupcakes for Easter oh yeah yeah we did that it was it was a lot of fun I had a lot they had a lot of fun and uh they I've got pictures of it and the kids got in there and made made him and they had a couple little girls come up and say it's the first time I've ever decorated a cupcake in my life and they were just all real proud of it and they had a real good time and tomorrow I get to go over and teach them how to make Chinese chili cheese dogs I'll have 48 kids learn how to make Chinese chili cheese dogs tomorrow it would it would be nice if other principals would keep us working you know because when we're in the schools we you know stories are so important you know it's so much easier for me to go out when somebody says something remember about the bad about the school and I say no no listen this is what I just got finished doing you need to come in and be with these kindergarten kids because they are super humming you know it's so much nicer to have that kind of thing but it comes from personal experience so it would be really nice if if the schools would ask you know for just an hour of our time and it gets us in and it gets us the staff knows who we are and all that kind of stuff so I would recommend that and I always get a big laugh when I'm over there because Mr Osuna always comes through to see what I'm doing and stuff in the class and he'll look and go I remember when I did that in your class in junior high so the kids are looking cool you had Mr Ozuna in junior high and I'll go see we've got stories too yeah we got stories too okay may I have a motion to adopt the consent agenda I'll make a motion that we adopt the consent agenda as presented I'll second it all in favor I'm Melinda sobraske aye Charlene Diaz hi Fred Rushton hi Barbara zarzicki old business 4.1 policy j i c j student use of digital communication and electric devices electronic devices this is our second reading and I will tell you that Cass and I realized this evening that she didn't put on there that she put her down as a discussion item but I think that's okay because you all had asked that I take it back to the administrative team the leadership team and so you will see in blue the recommended additions that the leadership team had good ones good additions and so actually you can do the second reading a third reading at the next board meeting and approve it officially so but if you have questions or comments that's a good thing too did the administrators like it yes they did and I thought and and their additions were they were kind of the ones like oh yeah why didn't we think of those but very good because they were you know they were processing and thinking about certain circumstances and and how to use this in those circumstances so that's what made them think of these additions okay but yes they do like it and they like I mean many much of it is procedures we've been doing but they've not been backed by policy so they really liked the idea that we would have a policy to back it up good okay we'll consider that for next board meeting item 4.2 revised stipend for special ed teachers okay so this is the item that ended up being attached improperly to 5.3 that I ask you all to remove for tonight this what you all approved this last last month for teachers to special ed teachers to do the paperwork I have to tell you I went away thinking about it I was aware of all of these things I had read it multiple times but the more I thought about it and the more I recognized that this is part of their job now it is an incredible amount of paperwork that is above and beyond what all of the incredible paperwork that most teachers do but to me it is it's part of the job and so I don't have a problem with us compensating special ed teachers for this incredible amount of paperwork but to me there's no reason for it to be oh you can only you you get paid if you only do half Miss Hall is facing the not the guillotine but certainly the the feedback from the Ade special it feels like the guillotine yeah uh facing the feedback from the Ade special ed department for records that we have that are out of compliance and so to me our records need to be 100 in compliance and so I'm recommending a revision to what was a what was approved last month that if you do it you get recognized for that you get some additional compensation if you don't there's none so I'm recommending It's All or Nothing and actually I think that's yeah yeah after I read this and going oh yeah duh because yes I mean these are federal forms that do need to go up to 80e and and they've got to be correct and we we lose support for the programs for our special needs students if we are out of compliance for too long you know that yeah there's not much wiggle room and uh and and these programs are programs that are High high-priced programs for kids who really need those additional services so uh uh we're hurting our kids we hurt our kids if we don't do what we're supposed to do yeah and I just think that that's what all of us need to do we need to do our jobs and a teacher who is not clean a hundred percent of the paperwork that is assigned to them to do they're not doing their job right so they should not be compensated at all for doing a partial job I mean that would be like you know going in and saying okay I'm going to teach half the kids today and the rest of time I'll just let kids sit and do nothing in the classroom when you're a classroom teacher that it should be the hundred percent because this is part of their responsibility of their job yeah I take my car into the mechanic to be worked on and I expect it to be fixed you know and the mechanic expects 100 pay and if they only fix it 50 that mechanic still expects 100 pay well I'm sorry and not doing that because I want my car fixed 100 so you know that's not the best not the best example but it's one that most of us can understand you need an emotion I do do I have a motion to approve this revised stipend I'll make a motion that we um revise the stipend for special ed teachers as presented is there a second I second it all those in favor I'm Melinda sabrowski aye Charlene Diaz hi Fred Rushton hi Barbara zarzicki we are at item 5.1 um I would like to take this time to recommend a replacement for Amanda amen um Dr Sheila Burnett is here in in our in the room I asked her to come tonight so that she might you might ask her questions or talk to her she is part of the leadership class in for women's Council and is phenomenal I know that she's very involved in in Kiwanis the the new Qantas right I think you're president aren't you okay she's away um and she's doing a whole bunch of other things in town um I would like to recommend her for recommend that we recommend her to Mike file I mean that's a lot of recommending um for placement on the board as soon as possible Sheila would you like to come up and address us if you have any questions Now's the Time to ask her well I'm a was a single mom of four kids and they were three of them in successive grades they were all known as the Sanders kids sometimes the teacher thought well I taught you last year and he's like no that's my brother so I was very involved in our school back in New York but we only had 1200 kids from kindergarten 12th grade so it's kind of easy to be a little bit more involved but I really think I could add a lot to the school board here just from the experience I've had with that but I'm also have taught dental hygiene and some other things in the area as well so okay anybody have any questions mean you're not going to drill her no I've worked I've worked with shield with women's councils I know what it when she's given a job she does it very well I need a motion to recommend she Dr Sheila Barnett to Mike file so that he might put her on our board I make a motion that we recommend Dr Sheila Barnett to Mike filed to replace Amanda on our board do I have a second I'll second that all those in favor I'm Melinda sabroski aye Charlene Diaz I Barbara sarzicki okay thank you Shelly for coming tonight thank you item 5.2 policy regulation did you just say congratulations I said we'll see you in May oh yes 5.2 policy regulation gcbda are professional and support staff fringe benefits Madam president and board members the HR coordinator pointed out to me that our practice for uh quite a quite a while has been actually to begin insurance coverage the next month after we hire an employee as opposed to waiting until they finish their probation and so I'm making the recommendation that we make the policy match our practice for this reason we're continuously looking at the practices and procedures we're using and evaluating how they impact our recruitment and retention and so this is a pretty easy way to change something that will help us recruit but also if if we hire a good employee and they get offered a job someplace else that maybe doesn't have insurance um the fact that we are offering that insurance immediately might make the difference in US keeping them and so uh sometimes it's the little bitty things that make a big difference so that's that's the reason that I'm recommending that we change the the route the regulation to match our practice but this is our current practice we're just changing yes we're changing the words any questions do I have a motion to adopt this I'll make a motion that we adopt hang on um policy regulation gcbd-r professional support staff fringe benefits as modified as presented okay I'll second that all those in favor I'm Melinda sabraski all right Charlene Diaz hi Fred Rushton hi Barb zarzicki um 5.3 was pulled so we're not discussing that tonight 5.4 English language learner teacher position Madam president and board members you've heard from all five of our schools relative to their Improvement plans and their action plans for next year and you may not remember but the subgroups the subgroup for El students appears in those plans in several of those plans and so this past year the current year we used grant funding to add an El position teaching position at both Diamondback and sunrise using some grant funding to do that we seriously need to have similar instruction very designated and very intentional instruction in both the middle school and the junior high so I'm recommending that we add a position that would be 50 you know 55.5 in each of those sites for next year is there a possibility of putting a teacher at each at each site are we doing this in the grant gen we're not doing this no this is out of mno I can take a look at that uh it might be possible since we had the great news last Friday that our safety Grant proposal that gives us four of our counselors and our SRO has been approved for the next three years so as you know we had talked about early on at least a month ago about the fact that I was building those into the budget for next year on the outside chance that we would not get that Grant so it's possible that I could do that in fact I've been working on that budget so if if that's what you all recommend I make it work I just think that splitting a teacher is requires travel time it requires there's a lot of downtime where if we have somebody there at 100 so that the administrator I can tell you with experience difficult um to um split your time between two different schools yeah so yeah I I agree if we can if we can afford it let's do one at each okay do you want us to approve this with that Amendment yes yes absolutely okay would you somebody make a motion for the English language learner teacher position at both schools I make a motion that we add an English learner teacher's position at Bullhead middle school and Fox Creek junior high for the school year 2023-24.

second any discussion no Perfect all those in favor aye congratulations [Applause] [Music] next item is J2 Mr contorno thank you um the Arizona auditor General's annual School District spending analysis is published annually um this is an analysis of the Arizona of Arizona School District spending at both the state and individual District levels um and IT addresses statute that's that's in place that they need to report on this and um tonight's presentation will provide some insight as to where the district is spending our our our budget and I don't oh there we go um the the the the change of this has been it was kind of the same for a lot of years it's changed format um but the format is in a similar method as last year um you can find it at that web link right there and like I said it takes it it um really looks at by the function and we'll get into the tables it Compares us to peer groups that they've determined and then it literally looks at the state average the source of data which I think is a pretty clean set of data is our our annual Financial reports which are audited every year um they actually the auditor general performs um performance audits to really try to dial in and make sure that we're comparing apples with apples so it's um really a good report it takes the office of school facilities and other state agencies um for this data and this is a pie chart of buy function where the school districts are spending their the dollars as you could see 57 percent is classroom but you have to really consider that's just instruction so teachers um and um only but when you can I like to look at instructional support and student support as being part of that classroom spending which brings our total well over the 65 70 percent um and you can go through I always break down because the one the one section that most people point out um when they when they look at this is Administration and ours is 8.7 um and you think of administration it's not just um you know the the superintendent and and myself and we're talking School super um schools um site um which is what is that five five percent um and three percent of central offices So you you're really looking at the that's the payroll department the accounts payable department and all the department staff the other thing I like to point out when looking at this this is not just salaries this is everything so inside that Central service is three percent is my payroll system my um property insurance for the whole District sits in in um in the plant area so I mean these are not just salaries um it's every expenditure used for running in the school district this is where I think it really well it's actually the next one this one probably shows not much other than it's comparing the years and it's at its um you can see we did not have much change which is a good thing because I think our numbers were going to show in the next few slides are pretty good we did have a decrease of 0.8 percent in administration um and then you can see transportation did jump up seven percent but it's some of that has to do with obviously fuel cost um the other thing I caution when looking at these numbers is we are still coming out of that comparisons when we looked at covid years right so we weren't transporting so it may have looked like a 0.7 increase but it was a covert years prior this is where I think the this is a scorecard for the school district in my mind and it's something to be proud of in in of how we're handling our dollars and and it's showing Administration and then they and if you look at the far right it kind of gives us that relative to pure and it it there auditor general um says that we are low um in in comparison um we're very low in plant operation and I attribute that um to our aggressive stance on in solar and Energy savings because that's where all of our utilities are paid for out of there um food service is comparable and I'm going to touch on that that's why I had a little asterisk there in my next slide um and then we're Transportation we're very low and then you can see spending per Rider is a different Matrix they consider that low um one thing that I promised last year when I presented this was food service if you can look at fiscal year 21 was I um and I and I really ran the numbers to kind of show why it's high and that was definitely the impact of of the covet years um and then I kind of made a promise that uh that I feel that that it would be coming down once we got into a more stable um year and the number did prove itself to be back down to comparable um and so that I was very happy when this report came out and we actually could see that um one of the things on the the new new um new report really takes a look at average teacher salary which is always something that's got to be on all of our websites but it puts it together for us in a kind of easy way to look at it um and you can see that the dark blue is classroom site fund which is the prop 301 monies and then it's the light blue is what's being the average teacher's salary so you combine those two is what's kind of a take-home kind of the average pay is 55 108.

thank you we've already talked about the high school and what they put in place this year so I won't I won't worry about much about the high school but new certified staff we've increased professional development we have a mentoring program and they meet once a month and so we've put that in place and so these are the things we've been doing all year we've paid attention to students in poverty in the subgroup and we've increased available supports there because we did see the biggest gaps there mtss intervention we're so showing results we've really honed into the science of reading and we've put some interventions in place with some Bartons and hegarty to help in that area we're increasing interventions in math this year grade four and five cohorts are the ones that we did see the largest impacts and tested grades so we focused um the state did help they came out with standards and needs of support um that were they identified the standards that students needed to be successful in the current grade and in future grades and so as a um Elementary group of principals we looked at those and compared into what how we scored at each school and we've shared that with our teachers all year long and we've really focused on those standards that the state says we need and then the standards we didn't do so well on so it helped us to on those and then lastly the high school is they've already gone through there so this is just a reminder this data that's coming out it is old we have been working on it and we're starting to get new data in we can't share our read preliminary results yet but we're already looking at what our kids are doing up to this point and then obviously once we get ilearning the SE steps could possibly change so that's just an informed too so annually we take that new testing data and we use that to determine what our school Improvement plans are and then District which is what work we're getting ready to review and start and so although we are aware that there are gas es in and providing support teachers and we're excited that when we see test results after the suit that we'll see progress made by these things have been put into place so just to confirm this data is based on 2021 yes yes okay I think we have a um yes asking for approval for Curtis and livers this used to be the coda program but it is how we track our special ed data it helps with our Tor lists and helps us back up our data exchange when we get reports from State so asking permission or approval to renew this contract I have a motion by Pat do I have a second by Cheryl any discussion all those in favor next we'll move down under professional staff some recommendations I'd like to ask for the recommendations to be considered for a career increment Master teacher stipend to be awarded to Susan Webster for the years beginning 2023-24 through 2027-28 also asking for the recommendation to hire Keenan castetter as the Jennings County high school English teacher effective in August of 23.

in elementary and then if you look at oh where is it what do you mean did I miss the middle I guess I missed the middle one all right the middle is um 61 percent which is very similar okay now this is the digging down into the middle school that was the elementary this is the middle so again um 63 say they have never been pushed shoved slopped kit kicked or someone just kidding around um but the other 37 percent have uh mean rumors and lies that's 39 have experienced that sexual jokes comments or gestures 27 percent and then been made fun of because of your looks or the way you talk um this is the highest number 43 of students have experienced that and that's for Middle School students okay and then um school connectedness so school connectedness um we have again Elementary School students uh say 60 say they do feel close to people at school and 57 of middle school students say they feel close to people at school um the staff um says that they believe they work in a supportive and inviting place and how many adults at this school have close professional relationships with one another 57 percent parents feel that they are welcomed at school and that the school staff is helpful and again here are the results over time it stayed pretty it has stayed pretty stable over time in terms of school committedness so we're talking about Trends and findings on this survey again um nothing you know that we have not heard before but again a lot on school security on um mental health needs um more supervision extracurricular activities there were a lot of comments on um offering the offering of virtual meetings for parents because I know that we've now started going back to in-person meetings but there were some comments on we would like the opportunity to still join in virtually if we can have a hybrid type of meeting for those that can't make it that we could still participate and then for the students um uh again the comments on bullying on meeting more counselors that they they find them helpful but there's only one on their campus and they can't always see everybody that needs to be seen um monitoring they felt that monitoring was very important um on the playground the kids expressing that a lot of things happen on the playground and in the bathrooms um and there are a lot about clubs and art programs and those kinds of expanded learning opportunities that they really enjoy so these are just some some quotes here from the kids and I always like to share things like that work um we asked a question in this survey on the student survey you know what are two things that this school does well that we should continue to do I like the wellness center because it's a nice place to go when you need to relax process something or talk about what is happening keep the after school program like think together they are very nice and helpful and and have cultural holidays like Diwali you can keep doing a good job educating me and my classmates you could also keep doing a great job keeping kids under control and then food and kindness circular things counseling and field trips little Heroes coaches keep the after school program and art so just some validation of some of the things that we're doing well right and from the mouth of things right they will tell you the truth yes we all want that so just some overall considerations um I think that you know we have really over the years been out there listening to the community and held a lot of input sessions and listening sessions just to hear what the community has to say and not just parents but students and staff members and um you know just really strengthening what we're doing and seeing how we can make it even better one of the things that was spoken about positively was the addition of the intervention support that we were able to hire this year and unfortunately we weren't able to find enough staff for all the schools yet but that's our goal for next year but also to add the math piece on because this year we have focused a lot on the the reading and literacy and that math is also an important um intervention that students need at our sites again the support for long-term English Learners the mental health support and improving that consideration is providing additional training and comprehensive plan for addressing bullying harassment incidents at school sites and then looking at ways that we can continue to strengthen that connectedness for parents and at their school sites so that they feel like they are providing meaningful support but they're also getting what they need to support their students at home and I'm going to leave you with this quote that I just love um every day in a hundred small ways our children ask do you hear me do you see me do I matter their behavior often reflects our response thank you great thank you so much Sandra so having uh gone uh you know having had the public comment or of which there was none uh I'll open the decim to questions and comments from the board I can't believe in the fingers okay trust each other anyways I I see we have a future poet and writer you can keep doing a good job educating me and my classmates you can also keep doing a great job keeping kids under control I think it's great when they have the feedback like that thank you for the presentation very nice thank you and you could have keep doing it okay next okay trusty Ford yeah thank you so much um I think we got a little flavor at a school level of this data two meetings ago from Dr Amazon and it's just really interesting to see kind of the bigger picture um I think like a huge headline that we should pull other than food and kindness is I mean these are outstanding results from the parents right and a part of sort of our you know whether it's on the website or every place you know 90 plus percent of our parents are really happy they're just overall happy with the education they're taking their kids to school and driving away and thinking like they're in a good place right and I don't think that's one right so these are the kind of results that we should be tooting our horn about getting your horn about right um I think that's just really outstanding and I think it's a secret right that shouldn't be a secret for much longer um I didn't realize how long you've been collecting the um sense of belonging data it's just really important to keep track of and I'd be really interested in seeing this um broken down by race and ethnicity um and then you know generally by school because I think that when it comes to belonging there's so many different things that our kids um how they gauge their their sense of belonging and I think we need to be mindful of that by but from our kids perspective and demographics um and then just my only question is you mentioned sort of comprehensive bullying prevention um I believe I don't know if it is a mandate anymore but healthy relationships was supposed to be a mandate I think at some point in the curriculum from the state a couple years back are we doing healthy relationships I'm not familiar with that in sixth grade sixth grade okay yeah I'd just be interested in finding out what that curriculum is yes and if we're doing anything with the little ones on um on healthy relationships more from you know bullying prevention and because you know I think that's a lot of probably what you're doing with literature you know like you know books that are about kindness books that are about you know building relationships but I'd just be interested in learning a little bit more on the side about your health relationships but thank you that's great being vice president Herrero loera thank you so much for this presentation and uh as we were going I'm like oh I wonder and then you answer the question on the next page so thank you um I was really interested in learning more about the roots right of that safety that question um because I think naturally when we hear safety you know even I think one of the uh responses included um more uh security right um and having been one of the you know wants to Advocate to reinvest our funds in a different way um some some of those questions that you highlighted for me you know uh were helpful in how do we focus on the root cause which includes you know the bullying and some of the things that uh Andrea mentioned so um yeah I love I love the data and I'd love to also see you know it broken down by how Andrea mentioned and even in the schools of like um if you have that and it's easily readily available that we know where to focus right or we know where the issues are or at least if we don't know then it highlights kind of where to start as we continue to um invest those funds and bring in those programs if we don't have them or look and see where more is needed because I know that we're doing them throughout the district um so yeah so thank you for bringing that and I look forward to yeah understanding more from the words of our students and our parents and I agree let's highlight the 90 plus percent right because sometimes it's that one parent um that we hear most that sometimes are not having a good experience and we have those parents and we get to hear their voice as well um and we get to also highlight the good things happening in our district thank you [Music] oh superintendent Bauer I just wanted to give an opportunity to assist the Supreme and then Campbell to talk about we have studied in terms of uh integrating some of this working into our strategic planning to the the plan of actions like what are we doing about that so do you mind sharing a little bit about the classroom um that you have alert with our IL PLC work ABS absolutely um over the last I want to say it's it's been a two-year project finishing up with this year is to really we kind of threw out the idea with our site leaders of what what do our classrooms need to look like so that all students Thrive and we did a lot of reading we did a lot of research uh back and forth on what what different site leaders thought were important what they didn't what was what needed to take priority what things could be Blended and we came up with what we call the Fab Five to thrive and we have five elements that we bring into that we expect our classrooms to be this year we worked on the first two which is a safe and welcoming environment which we thought was very important based on our Panorama data that we and then kids coming back you know even some were still coming back from independent study back onto the sites and the second piece that we've done started to dig into this year is that that uh common culture of instruction what are those things that across the board we really want to focus on and agree upon that we have in all our classrooms and that this work has been where we as site as site leaders we dig into what are those elements and then we do group site visits and gather data to come back and analyze that's where we are at the moment our idea is to continue rolling out the last three next year and we we really feel that it sometimes you have to go slow to go fast and really making sure that everybody dives into it we are working on a product where we are aligning all the Departments that support instruction and what they do and how they support the sites and with that having a document that we can share with all our teachers new leaders so they see how all of these pieces go together so those are the kind of the big pieces that we're focusing on so we will mention the other three oh I know you're gonna ask him inclusive yes yes we're missing one okay has to do with accountability important uh it'll come to you I'm sorry yes superintendent so I just wanted to um perhaps we can bring him a better um prepare presentation for the board in May so that you know where we're going with this I just thought that it would be an opportunity for us to tell you how we're doing the action right so when the when you get the information about the lcap how we connect with the strategic planning what is the plan of action so it's not just here's a presentation we feel bad about this God knows what's happening in the classroom I want the board and our community to know that we take these things very seriously and we do have a plan of action to address and maybe and maybe we can give you kind of where we are so far and I know that we're going to bring the fifth element that we're missing this video oh here we go student centered it's like we're all focusing on the two for this year but definitely it's it really it was a work of part by all our site leaders this these this last two years to come up with them and the elements that that into that are under each one of those topics him and if I could just add one little piece on Sandra's presentation um is that okay yes yes I I do want to highlight something that that um Sandra Garcia brought in to the process of the lcap um quite a few years ago that now is actually something that the state is going to require everybody to do which is a a student um what is it a student member advisory a student Advisory Group and that is something that's coming down for all districts to do and I want to recognize Sandra because she's been doing it for at least the last four years so I mean that is huge thank you okay have a good night thank you so I'll just wrap up this is the You Know It uh in reference and I'll go in slightly more but I I had a opportunity to see all of this in action in one form or another I visited uh Renaissance at Matson um Cesar Chavez Early Learning Center San Antonio and Lucian uh as I've always said in at public events uh education is a uh is a partnership you know we need a court you know our Professionals in the classroom but also our parents and of course uh you know our our our kids and uh in the sense that we're distilling all of you know all these viewpoints and we're addressing their needs so uh now the staff nurse said good night but I thank Sandra for uh distilling this you know in in you know what is it some in a form like a dashboard here for uh for all of us you know a snapshot for for us to consider and uh you know to uh make decisions and further move uh you know move business of educating our kids forward so with that uh we'll move on to section four comments and Communications so uh 4.01 the teamsters we have superintendent Bauer do we have Tom or Tom it's on vacation there was no one from Teamsters okay not tonight seeing none will move to item 4.02 California School Employees Association I spoke with Sharon fontaineless yesterday and she sends her best regards to the board okay thank you Sean we hope to see you back in person uh next up uh 4.03 the Alum Rock Educators Association thank you uh yes Loretta you are recognized thank you um I'm happy to be here I'm not afraid of crowds but I think I scared them away and I I wish this was a Kinder message it's um from Jocelyn good evening Board of Trustees superintendent Bauer and community use my absence tonight it is my husband's birthday and we are celebrating with family fortunately Miss Tanner is devoting some of her spring break to share areas message with you on behalf of the Alum walk Educators Educators Association I must share our extreme disappointment and concern regarding the unproductive bargaining sessions that have taken place to date I would like to remind you that we have only three articles open reopen to resolve salary benefits and calendar it is difficult to have meaningful factual based discussions when a district cannot provide us with some basic accurate information like how many ftes we have in our bargaining unit seriously we couldn't get a definite answer to how many new administrative positions have been added to this year or what their job is it is extremely frustrating when we are trying to base our proposals on actual numbers we have available to us only to find out that the district is using different numbers but can't explain how they came up with them the process has also been delayed when the district refused to meet virtually during one of those atmospheric storms that made it impossible for all of our team to meet in person Not only would the district's team not meet virtually they would not send over their counter proposals electronically to move the process along keep in mind that we bargained virtually for the last two years but all of a sudden the district chooses not to when something out of our control prevents us from meeting in person our area bargaining team takes negotiations very seriously our team must plan ahead to have substitutes covering their classes requiring additional time to prepare lesson plans we meet to Bart we meet to bargaining no we meet prior to bargaining to ensure that we have what we need prepared and ready to present so as not to waste time the day of bargaining we are bargaining on behalf of 400 over 450 members many of whom are waiting to hear the outcome before committing to another year of service in the district we know the importance of setting our contract in a timely manner it has a direct effect on the educational program offered to our students it is difficult enough to attract let alone retain teachers in Alum Rock as verified by the turnover and number of openings we have every year Aries last proposals were shared with the just oh let me try again Barry's last proposal shared with the district were done so on chart paper and verbally because we had no Wi-Fi available to us in the district office at the end of the session when area asked if the district would have a salary and benefit proposal for us at the next session we were told the district's position would remain status quo so yes area then declared impasse where else were we left to go except a bargain against ourselves which we will not do there are less than two months left in the school year if you expect any resolution before the year ends it appears that you the school board are going to have to step in and provide some direction for the district's negotiating team unless you're willing to accept another Mass Exodus of teachers it is time that the interests of aerial members are listened to before it is too late to repair any Fallout that may result if you continue on this path the future of our district is in your hands now regardless of what decisions good or bad have been made up until now you're the ones determining where we go from here thank you I didn't write it like to take an opportunity Jake's been uh Happy Birthday to Mrs uh so thank you so much Loretta uh item 4.05 superintendent Bauer oh we were gonna talk about it thank you I'm trying to switch channels April is uh an interesting month I was looking at all the resolutions that are going to be brought before the board for me April just wanted to share this briefly has always been the month of of the child right that's when we um think about our the most precious beings in our lives and as I saw the resolutions coming in on different things that are so important um I've been thinking a lot about um those who cannot speak for themselves right because thus they don't have a choice where they go they don't have a choice who takes care of them they don't have a choice about you know how we educate them or not they don't have they they don't have we as adults we all have choices we can do things you know we make decisions but our children don't and I think that's where um and and as I um think about you know all of the needs of childhood right it is even more important for us as adults to come together and to really make decisions based on what is best for kids so I want to thank this board because this board has done that for a number of years because we can see the turnaround that Sandra just shared with you in terms of how the parents feel about our district Now we move into we need to make sure that our children feel the same right and so board thank you so much for the support throughout the years April is a very important month it you know it is about kids we need to think about kids we celebrate it at the end with a soccer tournament that everybody is invited Copita is coming up we have the first uh game set of games on April 21st so I want to invite everybody um we're gonna put out the the agenda and the flyer on our website then we'll send it on on parent Square so that everybody knows where to go I know that trustee Chavez has some grandmas asking where are the games going to be and so dramas because you are the best drama we are the ones that go and cheer them and meet with them and we're going to have a wonderful time and I want to see everybody on April 23rd at six o'clock for the culminating event the last uh match and see who wins so thank you so much and we have a lot of wonderful things happening thank you so thank you Dr Bauer so with that we'll move to item 4.06 comments and Communications from members of the board vice president thank you president uh so I want to thank the community I want to thank Dr Brower for coming out to Michigan year Sunrise ceremony our staff who are at the Outreach table our children and families who came out to celebrate with the community um and also it's been a pretty busy month um I was able to go to the California Teachers Association equity and human rights conference so I was able to be with uh Educators um out there and you know get to know them and um see some of our teachers out there some of our former teachers my daughter's kindergarten teacher it was just really cool to be out there and then also attend their workshops they're doing a great job speaking about tough conversations you know about equity and human rights so I really want to give them a shout out um also attended the Santa Clara County Children's Summit with uh uh trustee Andrea Flores Shelton and um we have something coming on in this this meeting later on so excited about that um and then also attended the Cesar Chavez rally right the March and rally after the pandemic the first one was great to see the beautiful children's faces the community that made sure to keep them safe somos as well as probation and other partners that came out to support as adults and San Jose PDF course I'm ensuring that they were guided and that our streets um were maintained safe so that our children can arrive to the Mexican heritage Plaza and all the way back um I mean just so many to you know mention here so many partners in our community it was good to be out there and and see them and hear them and um you know just be so excited and such a beautiful day um to be out there uh and then last but not least we had a power lunch um that I think I mentioned maybe three years ago also the first one after the pandemic we had a group of young girls who attended from our Renaissance at Fisher so it was good to connect with them there and share you know a space um shout out to judge Julia alogamento who um who leads the community outreach committee that puts events like this on for our children to be exposed uh to other um just mentors in the community people that can motivate them people that maybe make these youth think like you know maybe I can do that one day or I'm interested in that so um was just really good to be a part of all those different events activities um and being a part of our community I know the Sun's shining so I know we're going to have many more um so looking forward to to doing that thank you for President right um also in April they had the Viva El Mariachi showcase which was really nice that they visited some of the schools and they also made a special visit to here to the district so I'm sure everybody enjoyed that all the kids were really involved and they they were so cute and um in learning about all the different instruments and then it uh they took the Roadshow over to the Mexican heritage Plaza and where they performed for everybody there it was really nice to see others as well and the good thing is is that um this program this showcased the it's been the same director for many years um and also his daughter is involved cider cider and he also taught my children when they were in um Joseph George and Linda Vista so it's good to see that even at the other programs that I went to last month that the former or to the alumni of uh Alum Rock still comes and helps out and is still involved in I think that's great that year after year you'll get a few coming back and helping the students it's so appreciative of the families that really don't know what's going on but that these people still Circle back and make sure that the kids needs are taken care of and that they're learning and thank you all for those people don't really see those people that come and and help out but thank you all and it was nice to see some of the schools um and the kids they look like they're doing well so as the little kid said keep on doing the good job and thank you very much firstly Flora Shelton thank you um I just wanted to First apologize to my colleagues about missing uh the board meeting two weeks ago I was just called away last minute for a family emergency so I'm off to a little bit of a slow start on my onboarding but um I I will be ramping up shortly completing some onboarding uh tomorrow so then I can start school visits um and looking forward to sort of getting into the school communities a little bit deeper um and just the last thing I want to say is really uh we all adopted the Autism Awareness resolution last month I'm wearing uh the Autism Awareness um t-shirts uh Embrace diversity so I just really want to shout out to our special education department and the good work that they do um both in our in a push in pull out there's just so many things we do for um this population that is near and dear to I think lot of us but I also think it's just outstanding work and when we think about a sense of belonging you know all of our kids belong and um and I just think it's really special what we do in this District whether it's at Lindale or in any of our schools um it's just a community that I think belongs and so I just wanted to to make sure that we're celebrating Autism Awareness every day but of course we we make these special months as the superintendent called out so um thank you and that's it okay uh clerk Montero um I just wanted to give a shout out to reiterate uh the toured uh our schools uh thank you to the County Office of Education for the partnership I think it was excellent I got some rape reviews from some students who are very excited about uh the the Mariachi that came over to play at their respective school um I'd like to take the opportunity to remind the viewing public at Alum Rock provides Mariachi for our students um I've seen it advertised that some of our competitors were the charge of B uh it's an additional type of thing and so uh your tax laws are already paid for it here and bring your children Alan Rock and take full advantage of the uh the the Arts of sports and everything that we provide here in Alum Rock foreign presentation on facility you know reimagining our facilities I wanted to congratulate you know uh you know we've been able to you know slowly but surely renovate our facilities with new offers at Shepherd so I'm very happy that we're you know we we are we're not only talking about the work of improving our facilities we're actually doing it uh you know as I mentioned earlier I had the opportunity to visit Renaissance at Madison and Cesar Chavez Early Learning Center and luch Elementary and San Antonio elementary we got to see a snapshot of what our kids are doing what you know what our teachers do day in and day out and also to stop and say hi to uh our you know classified staff who you know kind of like the technical theater you know where they may not be the star you know the Central Casting like the teachers are but they keep the lights on they serve the food and you know make sure that uh you know the curtains work and so I'm very happy that uh we are you know uh and then the results show for themselves on on the Panorama survey and we are fulfilling you know we are fulfilling our family you have expectations of our families and you know and to piggyback on uh Kirk quintero's comments you know we're providing our children you know a well-rounded education and you know and for that you know and I thank you know every one of you for uh continuing to make us still the uh largest provider of public TKA in education in East San Jose uh moving on further uh you know and uh Fort Montero and I and superintendent Bauer had a meeting with city councilman Peter Ortiz to talk about uh you know safety you know Public Safety around our school sites and response to that uh to the unfortunate uh attack on one of our uh Child Nutrition services staff and so we had a constructive conversation about you know what uh what the city can you know what the councilman can do to help us you know uh you know bring some City resources to uh make our school sites safer and also to talk talk about you know working with the city to uh help us further our our vision to improve our school facilities and you know make a uh Alum Rock uh let's you know to see Alum Rock Thrive uh once again uh what and so with that just two events uh I look forward first to uh I will be uh how you presiding or guest of honor at the rededication of Russo mcentee Elementary where you know with their new focus on environmental science so I am uh looking forward to to uh April 20th at 5 PM which is uh which is sort of like the big ribbon cutting event and secondly I look definitely look forward to Copita so I I wanna you know I you know uh I hope you all come and see our kids uh you know show their Spirit on their soccer field and you know looking forward to see our schools compete pretty for you know to be the district Soccer Championship so with that I'll wrap up my communications and comments we'll move to section five uh superintendent and board business uh item 5.01 uh resolution 52-223 declaring black April the fall of Saigon Memorial week uh but before I do that I I have a motion from trustee Chavez and uh second from vice president Herrera uh that's before that I would like to make uh two amendments clerical amendments regarding to the listing of debate so uh on the first paragraph the date should read April 30 2023 and then also the same thing on the 10th paragraph uh whereas Vietnamese American communities throughout California will commemorate the date should read April 30 2023 as well uh so with that I will open item first I open 5.01 to so does the maker the motion approve my amendments yes especially since my husband said it was wrong yeah thank you thank you and there's a second or yes okay thank you so much so with that I'll open item 5.1 the public comment uh seeing that I'll move to uh questions and comments by uh from members of the board okay uh wow I will recognize myself this is this is getting a little humorous here uh you know um you know the uh April 30th 1975 was the fall of Saigon the uh which brought a conclusion to the Vietnam War uh in a you know besides uh you know uh entry losing its freedom it also you know that defeat uh you know uh created certain led the way to a lot of changes which would impacts San Jose and East San Jose and especially uh Austin east side San Jose where many Vietnamese came to settle in this country to uh bill you know uh to find Freedom to build a life to build a prosperous life and to uh what was it be you know part of this American fabric you know in in a way that was unforeseen uh so it is in that spirit that I I bring this resolution first to uh you know uh memorialize the Sombra occasion but also to uh first you know first Mark the uh honor the sacrifices of uh many East San Jose many of which who live and work in Alum Rock uh for um you know serving in Vietnam and thanking thank you to Frankfort doing so uh you know uh you know it was a a noble cause and uh we want to recognize that you know it takes a lot of courage to to answer the Call of Duty and uh and to sacrifice uh you know put their lives in danger for the cause of Freedom uh second of all uh to honor you know the the Vietnamese Community who has brought a you know a a positive cultural impact uh in our neck of the woods uh you know as you know uh starting up businesses uh local businesses employing Alum Rock residents uh uh you know contributing uh culturally to the uh richness of our uh diverse uh region um and you know uh playing uh you know playing a constructive role in participating in our democracy which you know has profound impacts on the uh on uh you know little local political participation as well as uh regional political participation of which uh I you know I would not be here if it were not for that uh I also you know uh mean for this to be an educational experience because this is a part of American History local history that our kids you know ought to learn and uh you know not not only to know that freedom is a free but at the same time uh you know a lot went you know a lot of history you know this reflects the history of our region the modern history of our region and also it gives us a better understanding of you know uh who we are as Alan Walkers and East San Jose so uh it is in that spirit that I bring this resolution forward for the consideration of my colleagues okay uh trustee Chavez um the people of South Vietnam fought against the communist regime regime to gain their freedom and any time they're fighting for their livelihood and all their freedoms I will be voting yes every time thank you Christy Flora shout um thank you president um for bringing this forward um to your point about the educational opportunity I think it always enriches us to be reminded of um you know why San Jose and East San Jose in particular such a like wonderful tapestry of different people you know war and violence um you know it is a is a great factor in migrations right and so um I I do also have family members that that fought um in the war and I'm I'm very um blessed that they're still here on Earth you know but I know we lost quite a lot of valiant people um in that war but I just do want to say thank you so much for bringing this forward it's a important reminder of who we are and um the Vietnamese American Community is um is a deep part of who we are as Alan rockers as you put it yeah and any San Jose so I appreciate it thank you yeah I appreciate uh thank you for bringing this forward I think it's a great opportunity for Education um and although we're talking about an incident that took place so far away um it affects many um and um well it's called Vietnam War it affected many in our community um some of the numbers here in California I'd like to make note of it because I think that they their sacrifice needs to be mentioned if not it just it gets folded into this broader concepts of violence big war this thing that happened so so long ago you know some of the figures put that one out of every four body bags that were coming back which kind of Latinos if you want to call a broader the more broader encompassing uh and it's important note that because of the population at that time was not a quarter of the state and so these folks weren't aware of Truman's policy on containment they weren't there for domino theory or anything like that they were going because they uh in some cases they got drafted other cases they enlisted and they're going to go and do their their part to uh fight for their country and so um I mentioned that just to recognize their sacrifice um many of us know uh the way that many Vietnam veterans were treated when we came back from the Vietnam War and so it's a very very despicable way in which uh the country responded to people who stepped up and and did their part and so thank you for bringing forward this resolution vice president Herrera yeah I won't repeat a lot of what my peers have mentioned I think um the only thing I'll add is it's so important to highlight even somber occasions like this so that it doesn't repeat itself in history so thank you so much for bringing this to us and um I know that our district is uh is a champion in in making sure that our Vietnamese Community has a space right to learn um and anyone else but um to you know have uh the culture the language continue strong in our LMR Community um so I'm very proud to be a part of the school district who supports that um and you know it's important to also um be open and learn you know that I don't know everything about the Vietnamese Community but um you know you bringing this uh resolution helps me understand more and make it clear and then also so as trusting Quintero mentioned connect my DOT right to that experience um and healing and healing and moving forward to that you know as Leaders we hopefully prevent any other Wars like this from happening you know I think of my uncle's um who served as well and you know the traumas and what they went through what their homes what my cousins and how it affected it's a ripple effect right that kind of um impacted all of us somehow so um thank you thank you for highlighting this and I'm bringing it up and um I look forward to supporting it as well okay thank you so much okay seeing no further questions or comments by members of the board well and having a second and second emotion and a second for the resolution as amended I'll call for devote I'll call you as I see you trusty Chavez vice president Herrero loera aye Kirk Quintero aye trustee Flores Shelton aye and myself voting eye item passes unanimously moving to item 5.02 approved resolution number 56-22-23 children's Bill of Rights motion motion by uh trustee Chavez thank you second by uh trustee Flora Shelton all right thank you so much um and thank you uh president and superintendent for putting this on the agenda today we're proposing a uh Alum Rock Union Elementary School District children's Bill of Rights this has been developed um in partnership with the kids in common kids in common is an organization that's been around for probably over a decade and the first children's Bill of Rights was developed and adopted um by adults and this version in front of you today is the second version that has been done with youth youth voice and so kids in common um has been supported by the youth Liberation movement and really I should say the youth Liberation movement has been supported by kids in common and bringing forward this new Bill of Rights um and as trustee eretta Loretta mentioned um we were at the Children's Summit with Partners from the county from from the city from school districts throughout the county and they presented on the new this new Bill of Rights about a probably about a month or two ago and it just sparked um for us that this was absolutely something um that won we're already doing in many ways whether it's through the lcap whether it's through our um new long-range campus development plan um we know that both the physical environment the social emotional environment for our children as well as meeting the basic needs of food Health Care um housing all of those things lead um you know there they should be not just a privilege but a right for children so that they can see can succeed and Thrive so whether it's our fab five I can see there's just a lot of um interconnections with their own values and our philosophy um and there's quite a few things listed out here which I know we don't play a primary role in but we know um that our children need all of that and that's why we have deep Partnerships and that's why we have um Innovative approaches right to really make sure that our our children again not just have a privilege but the right to these um basic needs and I I just want to call out things that are new um love and emotional connections support and guidance guidance mental health themes that we've been hearing so much of since covid um as well as everything from Green spaces right um voice right and choice these are things that again are kind of um uh it seemed novel right but frankly are basic basic things that our children deserve so um with that I turn it over to Christy thank you so much um and I think before we continue if I can make some edits and of the um if that's okay board president yeah um I and and maybe um it'll be helpful for me to provide the up I guess um I guess they should be amendments you know yes so uh I'm gonna read a couple to highlight some of the things that uh Andrea mentioned um and also provide the opportunity for the amendment um so now they're for be it resolved that the element Union School District adopts the Bill of Rights where children and young adults for Santa Clara County and agrees that all children and young adults have the right to health care and affordable timely and quality mental and physical health care and that and then we'll include they can access at any time um and it's it's you know some minor things so I can forward them yes and on the job opportunities um also there's a piece missing there um but yes I just want to highlight you know as a champion for children as we are here in our school district um I ask our board trustees to accept this to adopt this um and that we also uh post it at our schools um and that we all know um if if accepted by our board um that all of our teachers and staff um also are aware of um what we staff for and I know it is already things that we stand for as Alum Rock staff board members and Community but it's always good to have um have it up and have our children be reminded of um the adults that surround them that support them a reminder sometimes that you know as children uh maybe there's just so much happening that they don't think about some of these things and it's like oh yes you know and so it might even spark some conversations um that will continue to support our children to be in class and be able to you know just um learn as we want them to and Thrive at our schools so I look forward to the continuous uh uplifting motivation healing that things like this create in our classrooms and schools so thank you so much can I just add one more thing um also we would thank you we would be the um first school district to adopt this in the count we in the county this new version um so again just uh looking asking you for leadership in this realm so we can get the ball rolling county-wide but it's always fun to be the first okay so with that first I'll open item 5.02 uh uh out to public comment and seeing none I'll return to turn to uh questions and comments by members of the board ah trustee Chavez um Andreas mentioned that they did the Bill of Rights and the one who did it was kids in common is there any way that you can maybe send us some of the info how they first structured it the first one yeah sure thank you yeah okay Burger comments and questions I'll just wrap it up I say you know first all I am in favor of the resolution uh the second part is you know I think that at the end of the day uh you know this speaks to our hopes and our aspirations for our kids and you know in the whole set here you know even even if some of the some of the some of these items are uh how you say are provided by a region you know local regional state federal governments and uh you know this is a this is a statement at the end of the day of what we we hope to do for our kids and what we believe should be done for our kids and also the second part is that uh it's also a recognition of uh the reality that public education is uh a big Community Partnership uh you know it used to be in the one-room schoolhouse you know the we've all heard of the you know the 3r right Reading Writing and arithmetic but you know uh but you know as public education moves on where you know we're asked you know a lot goes in before we can get to the three R's and this is a recognition that there are clear and serious needs that have to be addressed before we can even begin to address the question of learning so it is you know so it is with that that you know uh you know I I too will support uh you know this resolution you know as it regards to the children's Bill of Rights okay seeing no further questions comments from the board I'll vote I'll call you as I see you trustee Chavez hi uh vice president Herrera loera aye Clark Quintero trustee Flora Shelton hi and myself voting eye item passes unanimously moving to item 5.03 approved a Workhorse Workforce housing committee's recommendation to conduct the feasibility study at the Renaissance at Matson in the district office site superintendent Bauer I think uh trustee Quintero was leading the committee with uh vice president I'm sure they they wanna oh I see sir Quintero yes uh so I'm pleased to uh report the recommendation on behalf on behalf of the committee I'm thankful to all the folks who have served in the past and those who are currently serving um I want to welcome our latest member of our arachiga uh from the Welch neighborhood those are right on the border there in the South um and so appreciative of all the work that's been done it was a difficult process obviously every time you start looking at such a large uh area like Alum Rock and it's actually a large number of sites it um it becomes quite complicated I'm grateful for the work that the committee members have done to um be very thoughtful to come up with a process that takes into account a variety of uh things um such as projected enrollment um the impact that the uh the the the the proposed changes might have on the broader community in general uh the size of the site things of that sort and so with that the committee brought forward excuse me uh the proposal the proposed sites to um look at um to conduct a feasibility study at Renaissance at Matson as well as the district office um this was a compromise type of a proposal by taking into account the the criteria that was set up by the committee as well as um also looking at the feedback that we got in terms of surveys so I think it was a best situation we could have if we had unlimited amounts of money then we could we could conduct a feasibility state for every single site and that'd be great you know we would have a lot of information ultimately come up with an idea but we don't and so this is uh the these were the recommendations that were brought forward by the committee um I'd like to turn over the floor to my colleague who serves as Vice chair on the committee um in case she wants to make some comments yeah uh thank you trustee Quintero and I want to thank uh trustee Andrea Flores Shelton she was on our committee before Laura um so you have a little bit more idea of all the work that our committee's been doing which is a lot um which you know in regards to those Rich conversations that we were able to have of what schools how hear from the teachers survey responses and then also even after having the survey responses also having uh staff come and talk to our committee um I mean thank you to the staff for coordinating that as well because it was very important to hear everything that we needed to hear in order to get to this point of making this recommendation because it is a big step and it's exciting and it just gets us to that next step towards that Workforce housing that our staff and teachers deserve so um yeah I'm just really excited to be a part of the committee a part of that process and also to be a board member now taking this next big step of making hopefully that decision today of moving forward with these feasibility study reports um and the recommendations for the school so at this point um I'll turn over to word president okay board president when you're ready oh I'll gladly make a motion okay so we have a motion motion to prove second motion by clerk Quintero second by vice president Herrera loera so at this time I'll open item 5.03 to public comment saying none I'll move to questions and comments by members of the board uh trust uh uh um I have a question maybe a couple um one of the questions that I asked on my 101 was why the district um why are we going to spend uh on that site or the study when there's other schools with low enrollment and maybe to balance the budget better uh maybe another site would be um just as well off or or if we pick that or if not better through the chair yes um so the as I mentioned in my my comments there was a compromise of sorts that was brought forward to this body because we are going off of criteria that was established by the committee so we want to be respectful of the criterias established at the beginning and follow a very transparent process it was adopted right at the Forefront as to what what the sites were going to look like would take into consideration then there was surveys that were conducted and so we took everything that returned the criteria from the feedback and service and we thought that this was the best compromise that we could come up with without um yeah in order to bring something forward that would honor the perspective of those Who provided their feedback in the survey as well as the criteria that the committee established at the outset and so that's why it's being looked at so um the acreage in terms of the site was a factor um the fact that it wouldn't um displace uh anybody um the questions were asked to the administration if in fact there it was feasible to move the operations of the district onto sites that may have a lower enrollment and may have a lot of space available and the response was in the affirmative that we it would be feasible if it came to that and if this site was deemed to be the preferable site yes I was expecting question number two okay he answered it so okay good I can't trust the uh Flora Shelton thank you um I will be supporting the the two recommended sites and um just really thinking about sort of the least amount of disruption right when it comes to sort of the the district office site kind of comes to mind um as well as you know maybe I'm getting ahead of myself right but which I tend to do um but thinking about you know where housing makes sense in different communities right you know we don't want to contribute to crowding we don't want to contribute right to potential traffic congestion things like that right so at the same time we're thinking about significant unique investment right in critical parts of this district and um I think the the Mayfair Renaissance at Matson site makes a lot of sense um and frankly I'll just tell you from that that site has just a lot of interest right in terms of cleaning up one of the most blighted the one of the most blighted buildings in East San Jose if not San Jose right so whether it's the teamsters interest or Community interests um it it just for me from a feasibility standpoint I'm interested in um in us moving forward with these so I appreciate your leadership um trustee and trustee Karina mouthful names um really appreciate you guys um shepherding this through is a complicated process so thank you Christy Chavez I've got another question now so um trustee um you mentioned that you wanted to think about the least amount of disruption but I'm looking at it in terms of where will this investment do the most good and you know everybody they don't like change they don't like to move and I'm one of those so I don't like change and I don't like to move and in our business we've moved many times and each time I was you know maybe grown in and complaining but each time it was a better move each time it was more um a better outcome so yeah nobody likes it at first but over the overall picture are we going to have more money to fund quality programs yes will it cause a little bit disruption yes will it be well can they teach in this room versus that room because ultimately it's not your room it's everybody's in the uh classrooms I mean in the community so to me to move them or to and this sounds horrible to shuffle people around yes it's very uncomfortable at the but at the same time if everything is going to grow for the better can we maybe look into Maybe another site as well or think about you know how are we going to benefit the kids more down the line 10 20 years if we make a decision that's actually gonna cause everybody a little bit more disruption now but in the long run it'll benefit more thank you okay a vice president Herrera thank you Linda I think all those are very like good points and um I want to assure you that we talked about these in the committee that we put points up on the board that we turn the diff you know all the I know I use that a lot but for me it's important to take the time turn every rock turn every leaf make sure that we look at those because it's such a big investment right that we're doing um and I don't have the um values that we used um you know to make sure that we weren't doing this decision emotionally or like you know it's my favorite school or whatever you know things that maybe can come up to those tables so we had some things that we that were um are guidelines that we were using to look at every site we looked at every site the acreage the um you know projected enrollment I mean the current enrollment the uh lights at the corner you know I mean we had very robust conversations and I don't do you have that available you do I think it'd be good just to kind of share because we were able to do a lot of this work in that and so I get it as you know my peers as the trustees are going to make this big decision today like you know you want to know so if maybe um Dr Bauer or colvera I know both of you have it up so thank you um so the the values and principles that were adopted um uh impact on neighborhood projected enrollment potential of cup coupling housing with new school sites or new schools at the site um accessibility and transportation or public transportation um the size of the site um the walkability uh potential costs of their site Improvement and then the lastly future expansion thank you I think it's just important like that's just a piece of the conversations that we had um and you know so many different we had staff we had the leaders of the unions there um and then Community uh members Andrea was there until she came on board and we had Lauda join us um so yeah so and those questions are very important so like it's fair that you ask them that we have you know the answers of some of the conversations we had because this is a big decision we're going to make today um I I want to further explain that we have um a lot of good members from our community well-respected individuals uh real estate experts members of senior citizen groups uh we kind of try to mirror what we see on the cboc by bringing in people from different uh different stakeholders different groups so that it's not a something that's coming and we're all engaging in group think uh and it was good it was good because there were some people that would be a military post certain sites and they they proposed others and they brought in their perspective and their professional experience to um to really inform uh the the decision-making of the group um and in part um some of the some of their decisions aligned with what we saw in the service and so I just want to reiterate that there was uh input that was provided by um uh the participants who responded to the survey and so we're honoring that through the decision that was made in the recommendation you're seeing here it wasn't um unless you know this is our thing it was it was a good group of people with a lot of good information Guided by a lot of professionals that were supporting us as well trust the uh Chavez Okay so I asked about the square footage of the district and I uh the district office yes okay the district office and I asked also does that mean that the district offices stay in place and it's built behind the property you want to answer that Oracle and then I'll ask my other question once you answer the committee poses a question to the administration would you be able to move completely off-site would you be able to uh split up your operations uh the administration responded that they already have in place certain parts of the District Operations that are being placed off of site so that it would not be something that would be it would not be a deal breaker basically that they would be able to uh separate the operations of the district if in fact this was a site that was deemed the most feasible so if it's the most feasible what site would the district office go to that's the response was that they are already working uh with certain elements of the district the district office already working off of different sites so it may the the responses that it might wind up being different operations are coming out of different School sites I guess what I want is a clear concise it's this site it's got something can I add something before I pass it over I think um and it might just be me like we can't put the horse before the carriage or whatever the carriage before the horse if we I think first up because I had to ask some of these questions too so it's important to have that those visibility reports to see if even if we're going to go in this direction right before making the decision of where they would go because we're also having that's why for me it was important to hear this visit this I'm sorry this report that we got today and I can't remember the new name that they're calling themselves long-term wrong if it's developed yes so that plan because it's kind of working together you know and eventually it'll like move faster right um and so right now I think we're in those where we're like making sure the foundation with this feasibility report understanding if this is going to be based on those reports we may decide no way the district office is not one of them or yes let's let's look at it right because we have the square footage of the office but we also have the land right this whole parking area that maybe we're not looking at so um for me it was important to hear that because eventually I think if we decide here then we have the conversations of where else can they go or I like I don't think right and then we'll decide that as a board right so like we can't say this one because then it's like well hey it is so you guys are already making decisions of where right so we'll make that decision eventually of where they'll go or things like that as we move study first got it sorry Dr Barr I just wanted because I had some of the same questions you guys have been in the meetings and you asked the questions is there any way that we can get some responses to the questions because and then tonight I know we're gonna um vote on it and which it's fine um but at the same time I like to know what I voted on because I haven't seen or heard all the questions and I know because of the brown actors can't do that but at the same time why not then please give the responses that's not uh I don't believe that that's a brown eye violation superintendent about so no it is not I think that the main thing is the study what you're voting tonight is a study that is going to answer the questions you have yeah that's the bottom line there we don't have I cannot tell you we're gonna move the district office I'm making it up to the back side of Pala because you know I can't I can't say that because I don't know yeah the experts are gonna come because in addition to the acreage that that is property of the district remember there's a sequest study that is going to be attached to that that's part of the the stuff that they need to do which is that traffic the impact to the community and I don't have the answers to those questions so that once those uh studies are completed obviously it's gonna come before the board then you will have many answers to your questions um and then you will have an opportunity for the board to ask the experts those questions if they for whatever reason don't answer them in the actual study and the community is going to be part of it because it's going to happen in this public forum so going forward it's now going to be called long-range developmental plan no longer the fnpc correct yes that's kind of like his title better the Alum rockers development but okay I'm fine no more questions good questions and as we saw in the interviews and the information we're given there is a possibility um that reputability folks that conduct study come back and say you can't do it um so I just want to be completely transparent that as we saw in the literature that they provided to us some of them have given recommendations and it just is not going to work so I'm hoping that's not the case here because I'm really looking forward to making sure this process move forward but that's why we hire the experts so they can give us their opinion not so that they give us the answer we want okay so with that I'll wrap up and so I want to thank my colleagues for pharaoh and vice president Herrera loera for uh their leadership on this committee and you know as we can see uh serious questions have been asked but you know at the end you know I too will be supporting this and I understand having been a member and then later Vice chair of the bond oversight committee that uh you know uh did you know a committee is composed of a a cross-section of stakeholders and you know uh each all of it with with unique points of views and uh different values and coming together it you know this is a process of compromise and uh the the Workforce housing committee has uh you know did uh a huge huge job and bring in bringing all these stakeholders to you know to a place or to to talk out the differences and to express hopes and desires and come to a compromise and you know in the hopes of uh perhaps one of the most significant decisions that this board will eventually make and so uh with that I you know uh I am in support of this and uh you know I you know hope I look forward to uh the feasibility study so with that I'll move to a vote I'll call you as I see you trustee Chavez oh vice president no because of the deal okay and myself voting eye item passes four to one with presti shop is dissenting okay moving on to item six information discussion in action uh you know uh you know uh citizens Bond oversight committee appointment second okay uh I have a motion from Kirk Quintero second by uh trustee Chavez uh superintendent this is I'm going to turn it over to um assistant superintendent of business Mr Chang thank you uh superintendent um as presented um the administration is respectfully asking the board to approve Mr Joe Corona um to serve on the cboc representing the senior citizen group um the cboc right now has five members um but they have been had some challenges meeting because they had can't get enough people to get a quorum and so this will help facilitate some of the meetings that that will need to happen soon thank you okay uh for I'll open 6.01 to public comment seeing none we will do questions and comments by members of the board uh trustee Chavez thank you for another member of the Community Stepping Up okay I'll wrap up with uh you know I served on the cboc and uh it's a vitally important committee and the oversight of uh the bonds program making to make sure that our uh the taxpayer dollars of this District are well spent in the uh business of uh renovating our facilities to support our ultimate business which is the education of our children uh you know and I also want to take this opportunity to thank Mr Corona for stepping up to to serve I I you know I he has uh uh history of uh involvement with our district especially with his work and helping us with uh the parcel tax campaign and as well as other activities related to just districts so we're very grateful to have uh community members like Mr Corona uh volunteered their time to continue to uh serve the Alum Rock School District so with that I'll move to a vote I'll call you as I say you trustee Chavez hi vice president Herrera aye Quintero aye Christy for Shelton and my self-loading I uh Mr Corona is unanimously appointed to the citizens Bond oversight committee moving to item 6.02 approved contract extension for construction Management Services second by uh trustee Chavez superintendent would you like to call the Republican oh okay I'll open 6.02 for public comment uh seeing no public comment uh superintendent I'll just turn it over to Mr Chang both of the next items okay assistant superintendent Chang thank you again um this is a request to approve um the contract essential kleinfelder um in relation to some of the DSA work uh Ada DSA work uh that is required um and this work is has been triggered by our previous most current um projects that was just completed um and also projects that will happen in the future you may recall about a couple months ago um we had a presentation in terms of how many uncertified projects are still out with DSA GSA is taking a stronger strict stance that for us to move for future projects we need to close some of these out um in order to do so um you know through coming we've been working with our CMS to um hire contractors to complete some of this work so that uh we'll be ready for some of the projects that are happening this summer and then more importantly the three HVAC projects that are happening um are the summer of 2024.

we've had a variety over the years of outages from power outages that would take the entire District down we've had um we've had instances where our service provider that provides our data lines have had issues so the most common um example of that would be the companies doing construction out in this in the city they break a fiber and it creates outages for one or more schools we've had that the worst example of that is we probably about six years ago we had a three-day outage at three at three schools with no internet for three days and then we have had outages where equipment fails where we've had cyber incidents that interrupt service from a couple of minutes um to 15 to 20 minutes and this contractor would assist in navigating that traffic this particular contractor was looking to see if the issues were related to any type of cyber security issues okay thank you you're welcome thank you yes go ahead but I say we're security issues like ddosing and things like that would those be stopped or it could be ddosing it could be if there was something uh more malicious like ransomware or anything related to cyber security any other questions well just one because I I did I think I read that it wasn't any of that though it was this last Spate of problems wasn't related to anything like that negative was it that is correct that's that's when their findings thus far so we're we're going to be closing out with them uh fairly soon our last update with them as they have found no evidence of uh issues related to cyber security that's good okay and my comment is not for you but um for the division thank you for getting the word out so that our students weren't freaking out um right before the break I think it was um occurrence happened and you know we wanted to get the word out that assignments weren't going to you know be affected and I got word of that at Anaheim high school that teachers had gotten that message and they were kind of relaxed on that um you know for our students so I I just want to thank us for getting the word out so students were you know suffering through that I like to second that too that thank you and thank you to Eric for your all your email updates we appreciate it oh my pleasure thank you thank you okay so we have a motion in a second all in favor say aye aye opposed okay that's five zero uh 9.9 independent contractor agreement Mary's Kitchen any questions seeing all in favor say aye aye aye opposed okay uh 9.10 independent contractor agreement Kathy Olinger so moved second Motion in a second comments questions seeing that all in favor say aye aye aye opposed 5-0 9.11 independent contractor Services agreement Junior Achievement of Orange County second promotion in a second any comments questions I I have some background in Junior Achievement and I'm very pleased to see this being offered this opportunity so all in favor say aye aye aye opposed good 9 12.

I'll suck at that motion all those in favor I'm Melinda sabraski I'm Charlene Diaz hi Fred Rushton hi Barbara zarzicki motion passes 5.5 job descriptions I see one one principle dancing in the audience and I suspect the other one is watching online and dancing at home so so thank you for that um okay these job descriptions I had started revising job descriptions a year ago had had we had gone through a lot of them but because we have some of these positions open we thought we'd better update them and then I have a couple of changes so the job descriptions for counselor speech language therapists speech language pathology assistant are revisions of previous job descriptions that we've had in the district the job description for the instructional coach for student achievement is similar to the job description for the other instructional coaches but focuses very heavily on the things that we want done with this I.E coaching our teachers for differentiation in the classrooms for special ed students El students gifted students and so it has some variations uh the English language uh development coordinator and hearing officer you've approved Amanda amen for that position in the past we had three separate job descriptions that Mr newsel worked under one for the hearing officer one for the El development position and one for the teacher for the NAU grow your own teacher program it's likely that that piece will come back but NAU has to have some say in that but I didn't see any reason in having separate job descriptions so this one is a combined job description for the position as it is right now and then the other two just to be consistent with what we how we rank positions one and two with our with technology and with a couple of other places this is just flipping the one and the two the job descriptions have not changed it's just the designation on those two so I would recommend that you approve all of these job descriptions we've all had a chance to read these descriptions are they appropriate okay may I have a motion then to approve these these job descriptions I moved to approve all of these job descriptions as presented I'll second that motion all those in favor I'm Melinda sabraski aye Charlene Diaz hi Fred Rushton aye Barbers are ziki um item 5.7 revision of positions she didn't highlight it oh and there you go oh the math teacher that can't count demerits no she didn't highlight it in pink I am sorry it's been a long day and I'm kind of going off the deep end here 5.6 retroactive approval of pay overtime to facilities and custodial Crews for moving furniture on the weekends to assist for floor work Madam president and board members I put a pretty lengthy description in there for the public as well ordinarily when we have folks work overtime we do comp time there is so much work to be done with moving with moving furniture out and in for these floor projects there's no way in the world anybody would make would be able to use their comp time between now and June 30th um and uh it's a heck of a lot of work and we're really pleased that our employees are willing to come in and work on a Saturday or a Sunday to make this work so I'm recommending that we actually pay the overtime for time over 40 hours for when our facilities and custodial people work on flooring yeah or well for the flooring project they're not doing the floors but for the flooring projects that's more than fair I think it's yeah way more than fair [Music] um do I have a motion to approve this isil move are officially [Laughter] I moved that we uh Grant retroactive approval to pay overtime to the facilities and custodial Crews for moving furniture on the weekends to assist in the flooring work project do I have a second I'll second that motion all those in favor I'm Melinda sabroski aye Charlene Diaz aye Fred Rushton hi Barbara zarzicki and Madam president if I might just add a footnote to that this the moving of the furniture would have to happen and um uh other than doing this we would have to hire somebody outside to do it so my thought process is I'd rather keep the money in in with our employees than somebody on there yeah we want to benefit our employees more before we benefit the outside that's right I thought Fred was going to do this yeah didn't you hear Fred volunteer at the last week if I volunteered I missed that left we volunteered you that's what it was like being voluntol yes exactly item 5.7 revision of Physicians Transportation assistant director and transportation secretary to Madam president and board members this year the assistant director has been a halftime position and I'm recommending that we move that back to a full-time position we had approved for this current year a second secretary because our transportation department operates from about 5 30 in the morning until 6 30 in the evening and so we needed that coverage but what we determined this year is that we did not need two full-time secretarial positions so what we need we have the full-time secretarial position and then we just need a little overlap and somebody to stay late so I'm recommending that that position moved back to a 0.75 which is six hours a day and only be on the days that we actually are transporting students so it's a it's a part-time job I have a question on this one our are we still involved with the high school do we still have yes we have an IGA I'm hopeful that we will have igas ready to present to the board next month um uh we uh part of the IGA is that we share a director and we share the assistant director and so um some of what the some of what the assistant director does we had thought we would be able to have the second secretary do and that just it just didn't work out and uh and so we've really that position has not been filled this year and so it's put a big strain on the full-time secretary that we have but it's also put a real strain on uh the director the full-time director because somebody has to be around all of those 13 hours that the transportation department is in operation most days and so not only has he had to drive bus he's uh he's also had to hang out you know be be there at the end of the day so we think this will relieve him some it will it will you know they can the director and the assistant director stagger their times already but then having this the clerical person who can just be available will will relieve the directors you know so they're not always having to stay until 6 30 or 7.

I also I often caution this because a lot of people look at this and go there's no way that this is every dollar that a teacher may make right so this is this is adding in coaching stipings and you know those kinds of things so the so this is the average the state average is higher but I think we'll that becomes probably heavily skewed for Maricopa County that's what my guess is I took it to a local level this year and just use their report you can page around and find different districts and I highlighted Miranda um they did not have an average class size in in um for the state average but you can see where we stand um in relation to the our fellow districts around here we are third um yes the The Sunny Side and Flowing Wells is slightly are flowing well or sunny side's High um Flowing Wells is slightly higher than us um but then I thought it was it's important to note it's the there are choices right choices are made with class sizes versus salary I mean that's that's so it kind of illustrates that point right there is is you know Flowing Wells is at 17 students per class and we're 15.7 so obviously if we were if we had made different choices we may have creeped up to be a little closer to Flowing Wells so at this point I'd like to turn it over to questions if you have any but this is um there's no action on this it's just a report to kind of show you demonstrate to the board in the community um how the district's doing and spending those dollars any questions no it's really straightforward thanks perfect now we're gonna move on to item j3 Dr dudler okay I'm presenting to you an intergovernmental agreement with College there's been recent legislation that will require all teachers of K5 literacy to have a literacy endorsement by 2028 and the endorsement will include basically two courses in taking an exam and we are working on different Pathways to make it as easy as possible for our teachers to take those courses and get the um the investment that they need and one of those is this partnership with payment Community College so by putting this agreement into place we would be able to set up our own cohorts of teachers so that our teachers could take the courses together and we would also have control over the scheduling of courses start in the summer we can stretch them to 16 weeks instead of eight weeks so we can basically use our teachers as instructors and set up the courses our own teachers so that's what this agreement will allow us to do um and it has been approved by our legal counsel can I get a motion I move that the governing board approved the intergovernmental agreement between Pima County Community College District and the Marana Unified School District for K-5 literacy endorsements second any discussion I have a question so what what's the cost to the district on this I know there's a there's a sheet in there but for the registration cost s all that all it does is allow us to have more control over the centers okay so the the sheet that's in the the agreement that's the sample cost that's that would be signed by the individual teacher okay all right thank you any other discussion follow those in favor hi foreign next item is j4 executive session can I get a motion the governing board conduct an executive session pursuant to ARS 38-431.03 A5 for the purpose of Consulting with and or instructing the boards Representatives regarding negotiations oh second all those in favor aye aye thank you for coming tonight we have a next board meeting May 11th okay

signal for public comment questions and uh I mean questions and comments by members of the board uh trustee Flores Shelton thank you um there's something in in my experience when we say Asian Americans and Pacific Islanders we are putting a lot of different diverse groups together and so um I do this from like a data perspective right we try to call out and sometimes the numbers may be too small but I think for that for our purposes today I'd like to call out those groups that are represented here and please help me if I don't um name them all but of course uh starting with the Vietnamese Community the Filipino Community Cambodian Community Samoan Community Korean Community the Chinese Community Japanese community and the east Indian Community um you know we tend to lump folks together and I think we want to make sure that we we see them we name them and um hope to understand them better so if I missed any I apologize no problem okay we we have emotion already no I said look lotion yeah sorry no problem like uh superintendent is motioning now no no no no no no no no no no no no thank you for naming them okay for I'll just write you know uh one out of five of our students are of Asian American and Pacific Islander descent night I understand there are many groups but for the purposes of the resolutions title I will stick with that otherwise the title would be very very unwieldy so uh uh what is it uh I've always said that our district is great you know greater than the sum of its parts and so uh you know I support this resolution in the hopes that uh what is it uh even though we come of diverse from diverse backgrounds at the end of the day we're still one Alum Rock Community and that you know we we each make our own unique contribution to that so with that I'll move to a vote trusty Shoppers hi vice president Herrera loera aye uh clerk Quintero hi uh trustee Flores Shelton aye and myself building eye item is approved unanimously moving to 7.03 approved resolution number 49-22-23 Cinco de Mayo May 5th 2020 2023 comment seeing seeing none now with the questions and comments by members of the board okay as always just want to take this opportunity to acknowledge Cinco am I a lot of people the high school had a teacher we're very um you know following his own ideas and thoughts saying I'm so fearful of all these Mexican flags because I'm afraid that you're not loyal to the United States um you said it generally with the real concern I'm very appreciative this individual because they helped me pass a particular uh subject that I was had struggled with a lot so like they're good teachers but just speaks about the ignorance that exist around Cinco de Mayo and I'll always take this opportunity to um Enlighten folks about um the the reality that exists around Cinco de Mayo and the fact that it is an American tradition the fact that people who are here who are citizens of Mexico before it was the United States went ahead and Rose up much like our native uh uh born here of San Jose Captain who stood up and said sons of California our country calls them and we must obey is in the Holy rebellion of southern states must be crushed it must come back into the union and we pay obedience to the start of the stripes United We Will by the force of circumstances become the priest and the mightiest Republic on Earth guys um uh father was a captain fighting the United States now he was there fighting the tyranny of the South now why am I talking about the Civil War in the South but we're talking about Cinco de Mayo this Mexican thing well because they weren't they were not differentiating it was their country just a few years ago and these things are happening right around the same time and they were taking the opportunity to some some of them like Vallejo sending off one kid to fight the French and their old ways of European ways of thought and they were sent another son to fight the southerners who were trying to bring in their nasty horrible uh slavery into California and so these were folks who are rising up who saw themselves and went out there and celebrated September 16th with no problem they still saw themselves as Mexican and had enough courage to go out there and fight on behalf of this country and could were able to bifurcape completely fine and put their kids on the line have them die for this country so that other people ignorantly can go around saying I'm afraid of all these Mexican flags well that first Cinco de Mayo were celebrated out here in Spanish Town uh to the south of us the first first one was up in the north by miners who uh saw this as normal that they were fighting against these old world mentalities of slavery of imperialism and they had already left that it had beencome illegal or uh slavery to be during the time of the Mexicans um and so I just want to make sure to bring that to light and to honor and acknowledge one of our San Jose's very own Jose Ramon Pico who stood up here while recruiting people of Hispanic Latino indigenous whatever you want to call it they knew that they were good horse riders and they wanted them to go out there and fight against the southerners as they were trying to come in through the South into possibly Arizona Texas and come into and invade California thank you for indulging he died in February 1st 1905.

evaluation of data led us to this speaking of data did you guys know that our buses have traveled a hundred and fifty thousand miles a year since the start of school already this year yeah I need a motion to approve this this item I'll make a motion that we approve the revision of positions for transportation assistant director and transportation secretary too is there a second I second it all those in favor I'm Melinda sabrowski I'm Charlene Diaz aye Fred Rushton hi Barbara zarzicki item 5.8 remember memorandum of understanding with Tri-State Wi-Fi The Madam president and board members we're always looking for partners in the in the community folks that will kind of do in-kind things so things that help them and things that help us Tri-State Wi-Fi is a local company and they approached Mr McNutt about the possibility of putting some of their towers on some of our buildings um and uh that led to a discussion um for us the benefit is that if our current fiber system Network system were to fail for some reason we would have immediate backup and so they would set up from there because they're doing Wi-Fi so you know that's the air we're not depending on something underground so they would set up for us a separate Network in their system not connected to any of the things that they use to earn money none of that it would just be our own system and it's there for backup as you know in this community with all of our Hills and Valleys sometimes it's difficult to get connections either Wi-Fi or any of those kinds of things so we benefit by having a backup system and they benefit by being able to complete their Circle for their Wi-Fi customers so it's pretty even trade for for us the only you can see the whole agreement we would we would set it up so they had access to the their equipment when they needed to and we would have the services we needed if we needed them hmm I have a question Dr Stewart if I may will their employees that uh gain access to our grounds will they have to go through the same security clearances and others that outside vendors have to comply with hadn't thought about that but uh yeah we hadn't talked about that they're likely to only be on our campuses not during business hours although that could happen I guess and we would give them we would give them access to just the specific place that they have their equipment so we would restrict how they get on campus where they get on campus and how they get to their equipment so having said that that doesn't mean that they couldn't potentially be Elsewhere on campus so I will look into that and we will discuss the security pieces of that that's a very good question there there will be some oversight there they won't just be allowed free reign no not at all okay cool any keys that they would need would only get them to the place that they need to go so in other words no master keys none of that kind of thing just access to where their towers are I need a motion for the memorandum of understanding with Tri-State Wi-Fi I make a motion that we accept the memorandum of understanding with Tri-State Wi-Fi I'll second that motion all those in favor I'm Melinda sabrowski hi Charlene Diaz aye Fred Rushton hi Bob rosarzicki item 5.9 fiscal year FY is that this fiscal year 22 audit report we've all had a chance to kind of read through this there's a lot of stuff in there um I was yeah I was kind of impressed that it seems like the number of audit items are down this year right sort of the recommendations the recommendations for us to fix things are about half of what we've had the last since I've been here so that was kind of exciting to me and and some of the items that are there are much much less uh much fewer things to fix so the example I'll give is the coding ear so there was one error in in 81 codes that they pulled at random um we've all we've been learning Jen and I've been learning codes for the last four years and uh and working with heinfeld meech to train you know and I call the auditor General's office and talk with my contact there if we have something that you know that I go okay we've not coded this kind of thing before I'll make a guess at it and then I'll give him a call and say okay this is this is my best guess from the usfr you know what what is it so the fact that we're learning and we're not just automatically using past ones we're we're checking all of them to make sure so I'm I'm kind of pleased about that and all of the things on that list have already been addressed not all of them have been completely fixed but they've all been addressed and we will have them fixed so I need a motion to approve well are there any other comments I should ask you guys something um I need a motion to approve the fiscal year 22 audit report I'll make a motion that we approve the fiscal year 22 audit report as presented I seconded [Laughter] all those in favor I'm Melinda sabroski aye Charlene Diaz aye Fred Rushton aye Barbara ziki item 5.5 10 5.1 5.10 we're going to at this time convenient to Executive session I would like a motion to for discussion or consideration of employment assignment appointment promotion demotion dismissal salaries disciplining or resigning of a public officer appointee or employee of any public body except that with the exception of salary discussions and officer appointee and or employee May demand that the discussion or consideration occur in public meeting um I need a motion to convene to Executive session I make a motion reconvene to the executive session I'll suck at that motion all those in favor I'm Melinda sabraski aye Charlene Diaz hi Fred Rushton hi Barbara zarzicki we're now in executive session [Music] thank you [Music] thank you public session I will make a motion Madam president to reconvene into public session I'll suck at that motion all in favor I'm Melinda sobrowski I'm Charlene Diaz aye Fred Rushton hi Barb zarzicki does someone have emotion about our superintendent in a contract I make a motion that we offer Dr Stewart a one-year contract for the school year 2023-24 and the amount of a hundred and four thousand dollars I'll suck at that motion all those in favor I'm Melinda sabraski oh we awaited do we need discussion oh no I the castle was going to say that did we need it okay I was counting oh gotcha all those in favor I'm Melinda sabroski hi Charlene Diaz hi Fred Rushton hi Barbara zarzicki we are now in 8.1 um this is future topics basically after taking a class in um School financing in school Finance online and then going to rural doing the rural schools thing I was unsure about a strategic plan now Dr Stewart has assured me that there is one but I think that we need to be a little more involved in it so I would like to suggest that we have a retreat um June 1st from 10 30 to about 3 30 where we discussed our strategic plan for the district so that we are all on the same page and we all know what's going on and that kind of stuff um yes we certainly can Madam president um uh I am I assuming correctly or incorrectly that this should involve our leadership team and some other uh some other folks that's where I was going okay but thank you sorry it would involve the leadership team and um some community members that you may choose and I will choose a couple and if the board met each of the board members would like to at least submit a name or two that would like to be on this committee and it would be basically it's going to work with academics discipline Community involvement facilities facilities um I'm drawing a blank I'm thinking about I'm thinking about the spreadsheet in my mind but there's a there's several items that are on there and each one of them has a strategic plan but we need to be able to put those in writing um so if you guys would mark your calendars for June 1st from three from 10 30 to 3 30.

penniless the United States government thanked him by screwing by ripping them off on the pension that he had been promised for fighting in the Civil War let's do right by our veterans so uh I'll just wrap up with uh I think that you know Cinco de Mayo ultimately is a uh you know not just a a moment in time uh uh kind of like a moment where uh good one out against evil you know I'm not you know that would be too simplistic but uh the concept of of a free people resisting uh domination from a foreign military uh the lesson that uh liberal democracy is you know and that is something that has to you know we all have to be able to Vigilant and we all have to continue to do our part to maintain you know to maintain our freedoms to maintain uh our right to self-government and also our you this uh significant historical event and you know in a you know in a you know country which you know who's uh you know of which has con contributed very much to our own local history and you know our uh region and also as I've said uh the great lesson that uh uh you know what we want you know uh you know we want to enjoy the fruits of Freedom we have to Contin you know we have to answer to call couple years because of covid but it's coming back strong and in the city of San Jose each Council District kind of competes against which district can mobilize the most volunteers and pick up the most litter so I would be happy to um you know help get the word out about where there will be litter pickup events in the Alum Rock District area um so we can get together with our community and be Litter free okay uh vice president oh I wanted to ask uh trustee um Shelton for sultan if we can include on the second whereas um we have there at the end stewardship of land air and water it can include and I'm thinking either sun or fire um because it's also harnessing that right and I know we as a district are are doing our part to harness the sun um on behalf of you know our environment so um are you in agreement me too um and sun or fire awesome okay okay for questions or comments by members of the board okay I'll just wrap up with saying you know at the end of the day uh we all have to live on this same Planet you know we only have one planet so uh the environment the environment as our home and uh it behooves us to take care of it and I wanted to tie it into you know uh you know and it's I'm very glad that our you know district is looking at things like solar and also uh you know uh you know Define educational opportunities in in Environmental Education environmental justice and you know and especially with the uh uh the refocus of Russo mcentee and so we uh you know I think uh last year I had the opportunity to see our City forest at Russo mcentee plant trees which you know look vibrant and healthy and I visited Russo mcentee and I think it's the uh it's the only school that has an active recycling club and so it's you know it's very timely that you know we've uh you know not only is it good good for us good for our children to be to uh was it the you know to understand the impact of in the environment but also as a way to continue to provide more educational opportunities for our family so I'll you know it is with that and I'll be supportive of the resolution so uh trustee Chavez looked up the date on April 22nd and that's the Copita day a lot going on yeah yeah so I decided I'm gonna do both I'm gonna go with the trash bag and I will pick up nice okay yeah yeah good one yeah we've got plenty of uh litter sticks that the city can provide to you in your green bag so I'm gonna do one I'm not going to be there okay okay so with that I'll move to the vote I'll call you as I see you trustee Chavez aye uh vice president Herrera lower aye por Quintero uh and my self-loading eye item passes unanimously moving to uh item 7.06 proof School sponsored field trip list motion by trustee Chavez second by Cliff Quintero superintendent malware there is a 25 superintendent and staff report thank you very much I do have a brief report I visited uh Cypress High School Oxford High School in Kennedy art in Kennedy high schools Capstone and uh was very impressed with what I saw both with the students and also joining parents who were very proud of their students and kudos to all of the teachers who've done an amazing job launching the Capstone at their respective schools Nancy Nyan and I have also were at South Junior High in Katella presenting on our challenges with declining enrollment in chronic absenteeism and over the past few weeks I have visited orange view as well as the Mac over at Magnolia Dale and Anaheim High School to tour the up uh what's been going on with biotech over there and uh as well as obviously Sycamore Junior High School thank you further yes perfect um I just wanted to say thank you to all the student ambassadors and all the students that attended the El Cap on this past Tuesday night we saw so many amazing kids there so I'm sure all the ambassadors uh really like called on the students to attend so thank you so much for for showing up and I'm just so happy to see you guys there and I did attendant the Kennedy Capstone for the first time so it was really really amazing and what I want to share is all of our teachers are very very reflective they ask student questions like one of the teachers that was um resonating with me was he asked what could have we done better to acknowledge and to help you with why your passion is things are outside the school so I just wanted to thank a lot of our teachers as well so for they're just showing the the interest in those kids and showing their compassion to the students it was just really really visible at Kennedy this week so I just want to thank the staff over there for that very good oh yes um I did attend the Casper conference as well that's the California Association of school business officials um um conference last week and so as you all know about 3 200 um um School business people came together uh it was just right here in Long Beach and really learn a lot about different things um especially right now with the cost of living adjustment what that's looking like with some of the state budget challenges that's continuing so there's just a lot of um anxieties point with out-of-state budgets so that's what we're hearing and some of the prop 28 money as well that's something that's a big topic right now to see what some of the things that can be done or what or how long should we start planning for for those dollars as well so there's just a lot of um different ideas and it was so good to kind of to share and to hear what other districts are doing with some of the things that they're doing in terms of constructions as well so just a lot of very creative ideas and I was like well if we next time when we do this we can probably looking at doing that so it was really really um informative to attend the conference without some of my staff as well good thank you thank you nothing yes I want I want to Echo what Nancy um said in the out in regard to the l cap and just really thank our families our staff all of our students that have been attending and our Ed staff that has been helping to support and facilitate our group so so we really truly appreciate it it's been a great showing of everyone incredibly proud of the team work that took together so congratulating them on their being named as a California democracy School um I also have the opportunity to meet with some of our city partners together and concluding our community schools the panelists that were part of the event uh the Sycamore High School community and the city partners that were there and the parents and students for taking the time to attend the Forum and for their support unfortunately we did have to end the forum for a reason such as technical difficulties and the weather and I do believe we as a sycamore Community are stronger together and I know the school will be sending out an email for the next steps so just letting our families know that and then I had the opportunity to do site visits at Dale Junior High School Orange view Junior High School South Junior High School and Cambridge Virtual Academy that includes my first thank you we didn't mean a long time very good it's Percy okay I know um I first of all attended the anaheiming high school district's years of service Awards always enjoyed that that was well done again I also attended the Sharon Quirk Silva woman of Distinction awards at Cypress College I was there to back up Renee Bryant and being awarded this woman of Distinction award and she well earned it it was a very nice little reception in the theater lobby at Cypress College I also attended the kabe administrative leadership seminar and that was very interesting I really really liked it it was you know I learned a lot and that's always a good thing when you can say you learned a lot um I attended okay Lexington Junior High was the site of the Korean TV station's cook-off where they had the TV station came in for two days the first day they went into the classrooms and and talked to them about Korean cooking and and lunches and this type of thing and the second day they came in with all the food and all the people and they did all the preparation and the culinary arts lab I have like 700 pictures that Kirsten I mean Kristen Harps downloaded I mean airdrop to me on my phone and then it went into the cloud because it didn't have any room so I'm but I'm learning how to get it back okay so but it was amazing I mean I'm watching them do all this preparation of the food and they had about six different Sous chefs I guess you call them the ones under the bean chef and and so they were doing all and you wouldn't know this was going on because they came around to the back of the campus and there had to be a dozen white vans so they came in with all this technical equipment and there had to be at least eight cameras in the or 10 or 15 cameras in the kitchen and then they took the multi-purpose room and they set it up to feed 100 students at a time and I would I went in that morning and I you know I knew it was going on but I had a couple other things going on that day but I got back for lunch at one o'clock um and they sat you at the tables and you had to have a ticket so the kids had to you know ask to be included and so they had they'd line them up for the two different servings and they had them six at a table and you got this huge silver tray with seven different uh portion sections a big portion for your stew and a big portion for your sticky rice and then four different things and we had a Korean Kebab which had uh crab oh so good and you know kind of spam on it but and it was held together with an egg and it had a pickled uh turnip I think and I can't remember what the other thing was it was very colorful and very good and then Korean seaweed and then we had the an egg and cucumber salad and I'm trying to remember what the other one was I can't remember so anyway phenomenal and then you know you had this full meal and on these beautiful trays and then afterwards they just asked for you to say good or bad but you had an opportunity to discuss it with the other students at your table and I luckily was at a table with a couple of girls who were very Adept with their Chopsticks you know and this one was she was cute she was an eater too for a little kid she was an eater but she likes certain things and she was taking it oh you don't like that I like because the stew had potatoes and carrots and she didn't care for the carrots but she liked the potatoes so so it was cute and it was great and I mean it was phenomenal but in in addition to this going on at the school Oak High School from Victoria Canada came in they had two big coaches but you know those big travel coaches it's not a bus it's a coach and they came in with their choir and their band and all their instruments and they performed you know along with Steve Graves the band teacher at Lexington was friends with the band teacher who came from Oak High School in in Canada and they came here for a week and they're doing other things they were going to be playing at Disneyland also but they had time that morning because they were going to go to the beach in the afternoon so they came and performed for a few of Steve's classes and it was just it was neat and I happened to be there for that and so was Brian so that was phenomenal and it was all kinds of things going on on you know that little campus on that Friday it was great I also attended the insurance committee meeting and we're going to have another one on Monday because we are evaluating maybe switching insurance carriers or pharmaceutical carriers and so I will be here I I looked on my calendar I think I'm open so I'll be here okay I'll call you in the morning huh yeah call me and remind me okay and then I'd attended the Strategic Arts planning revisioning I'm attending that those meetings that are being held in the PDC with Brian it's a they're working really well on the whole revisioning of the Arts curriculums and then one last thing I did was I attended the memorial for Diane Poore who had been our CBO here she retired but unfortunately she passed away and it was a nice memorial very well done I saw a lot of previous employees of the district that worked with Diane and it was a nice thing and that's thank you I think that's all I did Mrs Smith well I don't have a lot to report the insurance committee meeting is it in person on Monday it can be either either virtual we have a full set up I need to be reminded of that oh yes yeah please yes okay yes okay thank you you're welcome and um I just want to say we are very very fortunate and blessed in many ways and just attending and participating by listening at the insurance committee meetings over these many years has been a learning experience and I just want everybody to understand that it's not just something that's just given to us we work for it and it's been a very positive experience with good people conducting the process and the discipline committee was the last one for the school year and it's always a learning process what our teachers are dealing with in our schools the process of coming out of covid and dealing with all the impact of covid and the effect on our classrooms and schools and in society it's another learning experience and then I had the pleasure of attending the color and Light Art and photography exhibition and Brian belsky said that they arrived at eight in the morning it was held at a community center over on a back of Brookhurst Junior High School and we're Anaheim community service thank you I was just Brookhurst Brookhurst thank you and it's quite an astounding thing to experience all of the types of mediums what these kids produce and the teachers that work with these students on different campuses and I think that the look I brought one for each of you the location was stupendous and the attendance was just out of sight obviously a tremendous amount of pride shown and a delight and Mrs Piercy wasn't there no I was going to mention that earlier I couldn't believe I missed that never missed that it was it was all the fault of my of my calendar and I I met with a techie this afternoon to try to straighten things out so everything got I should you know get it all straight now I just figured you were in the ER no exactly we were concerned where were you were oh for her to miss that but it the good thing about that it's all online right oh yes still come on I've always been in there I know I know you did get to shake the hands of the students and congratulate them but we were there so um yes I attended um as well Diane Poor's celebration of life service and um it was it was uh very very well done um it was very interesting it never had kind of been in that kind of a in the in the service it wasn't really a service it was just kind of like a really um celebration and just kind of a gathering of people that knew her and were asked to to speak um uh on on you know on your memory of her and uh and thank you Brian for uh representing us as well as superintendent the superintendent um and you know the the positive thing about that and unfortunately we get to see you know old family um of our um you know our old colleagues and um employees of the district we don't want to see them in that sense but um it is comforting to see people that we know and was able to see Dr Billings um had that service so it's always good to see her and at the um OC csba and Joint accident or she was there as well and she announced her retirement from from uh aksa oh she's retiring she's retiring um so get this 20 years teaching 20 years as an administrator including superintendent 20 years with AXA yeah yeah it's a phenomenal career so um so good for her I'm sure she'll she'll still be around um you know catching up with everyone but we're sure going to miss her seeing her at the annual dinners she's a delight I also attended the kabe administrator Symposium with both professors Dr Victor Rios and Dr Rebecca Mira Les Rios a husband and wife team professors out of um Santa Barbara and they have a phenomenal program so much so that Manheim Elementary had Dr Rios at our kickoff for Anaheim elementary yeah yeah he's really good um good speaker and educator as far as his thing is is merging help me out mental health it's it's oh gosh it just went out of my head he merges he emerges Pavlov and and the um and EQ it's emotional I can't remember what it is personal intelligence it's emotional intelligence but he has a really cool yeah um saying it just popped right in my head it should have written it down but anyway he talks about you know emerging educational um you know rigor with the uh EQ some the balance um and then there was a dinner and uh dance and honoring Anaheim high school afterwards and so it's always fun color and light always spectacular um the the student and I know you're probably going to talk about her but I'm going to talk about her first she was a freshman that got the best of show in the High School Division and her charcoal pencil print artwork was just phenomenal and go on the go on the website to see it all of the work is just amazing I can't believe that their junior high school and high school students producing that artwork but this one was just um you can't believe it she said her inspiration was she her inspiration was um she wanted to do something with a lot of emotion in it and she said she listened to Elton John's Candle in the Wind song um to get the inspiration for that drawing and it's just she's a freshman yes it took her a week and a half yeah finish that it's called gifted yes absolutely and so very well done what I loved about that what you talked about the the way they decorated it they did do the the lights in the corner you know really um really cool effect to really make it look professional and all of the teachers said that that was the best lighting for the artwork really out of all the places that we've ever done that's a new location this is a new location for us not the Ambiance but the lighting was the lighting yeah it was great to see that um the I attended Anaheim High School soapbox presentations in the El Department I'm Casey Lang invited me and she gets the students that literally come you know straight from another country into her classrooms and the amazing work that she does to make them feel welcome and um you know and uh gosh it's just amazing she said she had students that had just come to school like two days ago so or a week ago um and I just I can't imagine being a student coming from another country and then coming to this giant high school but she she makes them feel at home and all the kids love her and Robert was there too and so it was really really amazing um speeches that the students gave some gave them all in Spanish some gave them in Spanish and English and there was a student that actually spoke Thai so so can you imagine the challenges that she has as a teacher trying to manage that but there's a lot of love in that classroom I attended the 125th anniversary of Anaheim high school that was a really fun celebration um also the Strategic Arts planning meeting the wonderful years of service celebration Brad you did an excellent job that ceremony and I attended also with my colleague Lauren lapins retirement of number 37 our Olympic champion gosh she's just amazing she spoke to every single girl our student that was in the softball team and took the time with every single one to speak to them they all had her shirt on and she signed every single one and just really spoke to them wasn't in a rush and just I just thought that's amazing she's just a sweet person and what the teacher said about her is that if you think she's a great athlete she's a Kinder for more Kinder person than than she is skilled at being an athlete so that says a lot um thank everybody to went to um the or put on the community Forum I think today um spoke a lot about how well that went um and um thank you for reaching out to the community thank you for honoring our community and um Nancy if you're listening you're my hero um went to the Ambassador interviews you forgot about that I was wondering about this yeah Ambassador interviews with Miss Piercy it was a Friday evening and then a Saturday all day interviewing our wonderful new ambassadors with omkar and they're all going to be fabulous next year uh and also Brian and I we interviewed our student rops uh for the celebration of success coming up and uh oh we did classroom visits with ROP at Salk Elementary Magnolia Western and Savannah and then of course we attended our ROP meetings and I attended my geselta meeting and that's my report gee mine will be really quick because there's been so much duplication so two ROP meetings ocsb a dinner with Dan Billings which is always a pleasure a budget meeting you didn't mention Hope School prom that's always a highlight just go stop and see those kids dancing having a great time try to make it every year my wife and I um the ROP tour to the schools that Emery just mentioned uh the ROP interviews for Success the Adam High School 125th celebration that I had to leave quickly I got called away on but I was there for a short period of time years of service at Western uh attended a principal meeting so those are always a pleasure if I can able to get here at that hour in the morning you should start those about 11 o'clock I can get make more of those okay um District so box speeches they're fantastic those students are just so wonderful and being able to express themselves um they're they're going to do well in society uh cabbie the Seal of the success award for Anaheim High School PTA administrators dinner the JFK Capstone presentation CVA Market day that was neat to go in and see what the students have made I even was given a cookie that they it was a business and they're selling these she's selling these cookies and she's doing well so they really have some very innovative ideas so it was great to hear and see um I attended over at Westmont Elementary two of our ambassadors from Katella and CVA were there and they were had sixth graders sitting there on the floor and they were given a presentation on aohsd and what to expect and the thing that that um when they asked at the very end who's afraid who's nervous and I would say almost every single hand was shot up in the air very quickly and what were you nervous about now I said this at ROP meeting last night what do you think they were nervous about math and they said math that was it was all over everybody was worried about math so they tried to calm their fears about math um I attended the as Ms Percy said the uh event at uh Lexington the Korean and the um uh that the Canadian singers and the color and light show was fantastic I just showed Miss Percy what she missed is just phenomenal um the community Forum last night sad but it was I'm glad to see it took place even though there's you know it was some issues came up but I think that it was important to to do what we did and let's move forward and reflect back and and do better in the future so I and I wish our principal uh healthy a quick healthy return to to the business uh world of being a principal and there's two things that I know you cannot repeat I attended the remodel of the La Palma ER and saw that they were I I think it's finished now I was there a couple weeks ago to see how they were doing and very close so if any of you get in in an issue in that area feel good that you it's a good ER uh better better equipped uh better position for health care in the ER and then so if I have too many times yes maybe that's why they're remodeling it because I was there too often I'm on the board there and they come in they say oh [Laughter] and then the last thing is um I went to my grandson's preschool and gave him a presentation on Vietnam Veterans Day and so I took my uniforms and showed them all diff about I think they're about four different four or five different uniforms I had with me and showed them the different ones and why you wore them and they were you know what the big question was a girl asked me what kind of cookies I liked totally awesome I know what can I say you like cookies all right Advanced planning you can see the future meeting dates um suggested agenda items anything to throw out at this point yes I do okay um thank you um so since the Sycamore incident I know we've taken a look at our campus safety measures and the district has had the opportunity to meet with our city Partners as they are also a stakeholder in addressing our school Community safety and I know the safety of our students staff and schools School Community is a top priority and there are outside factors beyond the school's boundaries that affect our communities and our Stu and our schools and with over 10 of our schools located within the city of anaheim's jurisdiction I believe there are definitely opportunities for collaboration with the city and I would like the board to consider either resolution or a letter in asking the city of Anaheim for their support and their commitment in addressing our school's Community safety well second that yeah I'll third it yeah thank you okay yeah we have to come up with whatever is going to be the best means of doing that okay at the end yeah you have to decide which way that to go I think this is something that many other cities you know with large school districts should look into also you it is your community we are the children of the community so our community should be involved with us as well absolutely thank you good idea thank you yes um so it'll be on the agenda next I don't know we we need to um have staff work the May the May agenda um is being finalized we'll we'll make an effort to do that in May otherwise we would do it in June first thing okay thank you and um maybe if we can see a copy of it beforehand to yes please receive a copy the resolution beforehand okay email it yeah email anything else okay sing that um do I have a motion so I moved at 808.
