um and that's because there are other landlords who are allowing people to put their names on wait lists or pay a holding fee but what the biggest problem and this is what the report speaks to um so you know give that a gander if you haven't is the biggest problem with that is there's no guarantee right these students could pay say for a group of house a five thousand dollar holding fee and they have no guarantee that they're going to get that house a it's now totally illegal to even be asking current tenants if they plan to renew right we have right to Renown new now too so it's not even legal for a landlord to be bugging current tenants about renewal and I mean let's face it these tenants haven't even moved in in most cases so they're signing wait lists they're doing this holding fee but it's unclear to the tenants if you signed a wait list most tenants aren't told if they're going to be guaranteed a house or if there's a chance that people could renew or where they are on wait list I mean in theory a landlord could have 10 people on a wait list for one house knowing full well that nine or ten are not going to get it but then the other thing is that uncounter signed lease so I would think I mean Gail can share her experiences in housing the report but I'm seeing both of those situations um both of those situations and yeah thank you John so so so Jeff current tenants can sign as early as they want and sometimes that's part of the problem because landlords will send out that renew letter in week one to say hey re-up now to to lock in next year's rates early so that's not against the rules and the um the ordinance and the ordinance was created with allowing existing tenants to lock in early to renew early so that's not a problem it's to other tenants prospective tenants and then the wait list come in so so early renewals for existing tenants is fine and I know that might not have been the context of your question but that's something it's the other things what landlords do to get around I can't rent to somebody or enter into an agreement to rent to somebody until the magic number will say it's 150 days or um in the end of the lease is what do they do to get around uh around that through a wait list to a reservation through some other artifice that's not entering into an agreement to lease that it has been the disappointment we're going to see what the right to renew does now that uh tenants will have that right to renew and whether that impacts it for leases entered in to or negotiated after October 16th just to build off of that John thank you um I think it will be up to the tenants to try to challenge that practice if they see fit of the sort of rent increases the longer you wait to renew so yeah you still have priority as a tenant if your current tenant with right to renew but the cost is going to steadily increase a tenant made choose to to challenge that in court uh claiming that that's not good faith negotiation that's up to them and you know we'll see what happens when now that the law is in place Nick yeah I totally agree with what you just said uh Zachariah um it's um trying to close the loophole with additional amendments to me it's analogous to the game of whack-a-mole you know you high up on loophole and another one pops up and um they skirt the language of the ordinance already as you point out it may not be a good faith offer if you're charging a fee to get around it or something so um I think that's what's going to have to happen I agree with Jordan the vast majority of landlords are totally cool but there are some and we know who they are who are really trying hard to get around us too and uh in an education is a great concept but there's way too many people shopping for units when they're not even in town when they're not you know on checking the right websites yet they're just desperate to find a place you're not necessarily going to be reached by 10 education efforts so um you know I think that until they're stopped in court um the bad landlords are going to be I won't say bad that's maybe too pejorative but the landlords who want to get around this are going to push it thanks Nick Jordan yeah I guess I I really I I think more people are getting around this than not I want to be very clear that I think this is a huge problem I don't I don't think it's a handful of landlords that are jumping the gun I think it's the vast majority and the fact that I'm getting 20 emails a day begging for housing I guess also confirms to me that there are enough people that are at least giving some semblance of you'll have a chance at a house whether via fee or not I haven't I haven't heard this year um how students are securing houses but obviously some are or we wouldn't be getting emails I mean that that is a pretty confirmatory um situation so I think we have to be clear that this is this is a lot of landlords we're talking large numbers of people who are taking these kind of waitlist deposits and who are working around and I mean I remember John when I talked to you two years ago you said oh we have it covered we can't do wait lists it says any agreement to lease and then somehow you know that seemed to kind of morph into well uh a waitlist or a holding fee isn't an agreement to lease and I somehow we've gotten away from that and so I I don't necessarily I hear your point Nick about it being whack-a-mole um I guess I'm I'm too much of an optimist that there is something that we can do to make this better for students and that we we have to try that is our our duty and charge as the renter's commission and I say students just for those who are non-students and not in that world on the call I think it is important to make some distinctions I say students because largely um you know the average person is not looking for a place to live for fall of 2024.

so what they're asking for would be a 10-year lease so that would be 2023 to um this one that we did previously was for seven years um it's a discussion item I'd like to approve something but I want to know what you would like to see approved yeah I think uh 10 years 10 years is good just give you a little bit of background um when when folks talk about going to the to the conference the School Board conference you know what do you bring back and things like that and and I was talking to some folks from Taylorville that did this with their with their FFA program and we had previously leased this to a farmer that you know took that as proceeds and things like that so we approached the Columbia agriscience Association came back here and said you know what about we uh am one of the farmers I was Farmers is in the agroscience association what would you think about farming the land and having the proceeds of those crops go to the FFA program and so that's one thing that you know you didn't really Hammer home but the proceeds coming out of this goes to the Columbia agri-science Association which actually helps fund are is a major benefactor for our FFA program so um we brought that back as an idea and uh and then worked with Roger Shafer and those folks and and spun this up um I was back when right after FFA was reconstituted after about 20 years and as you all know our FFA program our agri-science program has really taken off you know this is this is uh somewhat of a farming Community but not a huge farming Community we're a suburb of St Louis basically but um you know it's it's FFA and agri-science isn't all about plows and sows anymore it's about biotech you were talking about biotech earlier you know you go across the river bear agroscience there's a lot of other biotech um Hub here in St Louis so I think we go with 10 years with these same same terms and keep supporting our FFA like a little bit different take on it I 100 agree with you supporting the FFA is very important and I think we're we should be all in on it however I guess my reservation on it is the land was originally purchased for school expansion and I just have a little issue tying it up for a full 10 years I mean most land leases are or five around here we can always renew it I don't have any plans to kick them out but should our district just take off and start growing I'd hate to and we need this land I'd hate to be without it for a full 10 years I fully support the FFA and I think if that happened I I think we could purchase some additional land that they could farm so we wouldn't take it away from them but I just hate to tie our hands when we may need to land in the future and 10 years is a long time to to see what the district goals are and what could change in the amount of time yeah I have a few thoughts and I think I mean I'm I'm more aligned I guess with where Greg's at as far as you know just I've I've have crop or you know land leases myself and you know five is pretty much the standard that I've been accustomed to um I did see that you know the prices set back in you know 2018 were basically 150 an acre I think that's a good deal for that for the FFA for the agri-science program um fully acknowledging that that's you know probably not full market rate but I'm fully supportive of of doing it at a at a rate that is it is favorable to the to the AG program uh so just a couple thoughts there but so my you know my inclination would be to go to a five-year with you know the same terms as far as year to year you know the standard terms of you know it would be year to year after five years you know if no action is taken just like it's written currently but I would be leaning towards five years at the existing rate and in five years the board then could do another five years if they wanted to and I mean but that that covers enough time for chemicals and improvements in the soil content that sort of thing so what was the thought process behind upping it from seven to ten I don't know don't know okay do you know why it was seven years the last time no I mean they're doing it at the five-year Mark which I think is pretty pretty standard you know but they review their leases every five years and or renew I mean that's right now we're at the five year mark so the does someone want to make a motion then for are we doing five or ten or I'll make a motion that we do five years at the existing rate okay so the only the only real the only change to what's written is maybe a five year five year term so the time all right motion on the floor maybe like to Second it um we anybody want a second then we need clarification then so that five years would start on when December 2nd 2025 at the end of this lease right okay so then then it would go to December hard to December 1st of service okay they're very good so if I understand that correctly you're saying this would start at December 1 2025 when this is over and it'd be a five-year extension at that point yeah just just a favorite letter you want to make it five from now well I mean I think if if this board is approving I think it would do it starting with the sports in place but I I don't have an objection either way um so I guess that's another point for discussion it's a good clarification item because they're they're bringing it to us now out of cycle it's not 2025 to be renewed so I mean my my first inclination was to make it effective in 2023 to be five years from now but I don't have an opposition either way and in that case then you know this may have been why we did it seven right so yeah well I you know what though I and our brain it is because it has to be revamp the soil but um so is that they were what they were saying they wanted a vice into the land and so they were looking for the 10 years I guess but you guys have a very valid point I don't know if this board can approve at least that far in the future so so what I would what I would say then is is if we're starting it for this December December 120 December 20 December 1 2023 to December 1.

in addition we will then close school on April the 8th 2024 due to the total eclipse observation is there a motion to approve the change in the calendar is there any discussion tell me um that we've not have school on April 8 2024 um because of the the total eclipse that will be Brown County is in the direct path of so we sent out a survey asking staff um various dates of when we'd like to swap that day out and October 16th originally was scheduled for a teacher work day and that was it is usually teaching conferences and so that is the day that came 60 in favor to have school in session on October 16th and to allow the each of the buildings to handle parent-teacher conferences um it did not have it on just one single full day um so we will be in session on October 16th there is one other thing I would like to add we have that takes care of that 180 required school days that the students are required to be in school for our contract we have at the teachers are required to be in session 184 days um I am asking for this recommendation and calendar change to Grant the teachers not asking the teachers to come an additional day does that make sense any other discussion or questions all right welcome yes all right number three is a recommendation to approve the donation of sixty dollars from an anonymous donor or unpaid lunch balances is our motion to approve is there any discussion we're going to pay down that launch date um roll call number four is recommendation to approve on a second reading and the adoption of Neola policy update volume 34 numbers one and two and this includes all of the policies listed on that's your number four and I guess starting with employment of the superintendent policy 1220 policy 9150 School visitors and we have done one reading of those policy updates and then this is the second reading in which we will formally improve ment is there a motion to approve that is there any discussion foreign as people may not know that every year the state and federal statutes change and so we have to change our policies with those so this is just a process we go through to do that every year and as those things come up so discussion all right we'll call you all right so the number four is a first reading on volume 35 number one of theola policy updates and we have copies of those and that includes policy zero one three one point one by laws and policies 8600 transportation is there a motion to approve my first reading this volume 35 number one any discussion all right we'll call next is our consent agenda items Personnel we have separations um one two and three or Courtney attack Candice Latta and they can calmly appointment of her professional Robin back and please give Middle School some great football coaches is there a motion to approve the consent agenda items any discussion all right and number nine is our superintendent's reports um get um just really proud of those kids and all the work that they put into it and also um Rebecca and Roscoe and Christy reitzman um the rest of the staff that helped Mentor them along the way and keep them hugging along so I want to congratulate those kids I also want to congratulate um Matt Finley and John Elmore for Jenna Sears for their hard work with all of our kids at this past weekend it was absolutely incredible um I went Friday Night opening night the entire Auditorium was built um I think we had over 460 in that Auditorium Friday night and um when I left it was the feeling of this is what it's supposed to be like I saw kids incredibly proud of themselves and so parents and family members incredibly proud of their kids and I saw really proud staff members so kudos to that it was by far one of the best show that I've seen here so I and I did overhear somebody say that's the best High School production I've ever been to so um that was that was pretty cool um I we had uh Early Childhood preschool Kindergarten Roundup slash open house that happened um and I just want to thank the all the staff members for for making those Super Bowl moments across the entire County at each one of our facilities um of course we will register kiddos coming in for preschoolers and garden it's not just on that night but I appreciate everybody coming out and if you know of any kindergartners or preschoolers tell them that they can call any one of the facilities and we will ensure that they have the information they need and get them enrolled and registered for Brown County Schools I'm really excited that on Tuesday um next Tuesday we Roi Indiana Uplands they hold an annual conference every year on student-led businesses across the region and we get to host at Brown County at the new Eagle expansion next Tuesday so um have a state coming we have John linklater our donor is coming to speak to the kids and we have about over a hundred I think between students and in other schools coming to Brown County so he gets to again highlight us across the state so excited for that um next Tuesday we have a public work session from 4 30 to 6 30 that notice will go out tomorrow the location is still unknown it'll probably be at the Educational Service Center but that work session will be able to highlight Early Childhood across the district and um Debbie Harmon is gonna introduce us to our early childhood Educators and then bust some myths clear up some misconceptions about Early Childhood um and Brown County Schools so excited for that that is absolutely open to the public as well um and then prom I can't believe we're talking about prom is April 29th and the 8th of March launch so the theme is Paris Under the Stars so excited about that um I publicly I did want to add a comment that we are in the process of moving the health clinic from Eagle Park into the old CRC building renovation through that building to make that happen are being made through current bonds and that project is slated to be done at the end of the school year so um I do think it's a really good thing inside Nashville provide that service for not only our employees and their families but also the community um I need I will always from here on out continue to do another plug for cohort two of Brown County Schools ambassadors um if you don't know what that is that is a opportunity to be able to bring our community and stakeholders into each one of our facilities with a month or two hours to learn about everything from public school Finance to human resources to programming and new initiatives we are about to wrap up Pro Port one with 28 ambassadors that we're able to send back out to the community and help tell our story so we're looking for cohort to uh you can go on the website and and fill out that application will be a part of cohort too and then last thing uh Brown County band director Matt Finley is um having hosting I don't know if he's hosting it but bronzini is doing it dying in and donate event um coming up and that's the notifications to go in um but any any of the sales that night um there's nothing but we would say it's gonna work Square went out today it's a work session Wednesday go eat pizza bronzinis and we also have just as far as updates and things happening I think that there is a spring PTO Pond concert for staff for the teachers and it is May 18th at 5 o'clock so um advance and dinner starts at four o'clock here to the cafeteria and donations will be accepted to help benefit exciting and there's gonna be some imagines Musical foreign [Music] yes all right and then we have a place here under board update um I have posted their legislative update um this is the last week of legislative session they have to be done by April 29th um they said it has a perfect budget they've gone to conference community yeah I think that if anybody you know it's a good time any other um all right um oh right it is probably concert and Van season isn't it is that high school or middle school okay and I know we are always busy here in the auditorium so um

um so this is kind of unique to the student Market here it's not something that is so sure couldn't be exclusively students but I think most of us would probably agree that it is so um I guess just to say that this is a really big problem and it's affecting students and it's it's creating even more um inequity because the students that can't afford to pay these huge fees and that can afford to lose four thousand dollars because they don't get a house um or plentiful here in Ann Arbor um and so are the students that have zero dollars to pay until they absolutely have to pay a deposit at the last point at the last minute those those are also plentiful and so somehow we have to try and and you're right it might be a game of whack-a-mole but I think we owe it to students to keep playing it's a nice way to put it um I wish this game were more fun I have to say but I I just wanted to um I wanted to say there's a I think two slight changes that I'd like to make number one I think that we might want to say that this is a report on pretent and waitlists and pre-tenancy fees for rental units in Ann Arbor and I also there's a slight change where I mentioned relevant policies in other cities it probably should be in other jurisdictions are the two changes that I I know should be made other than that I think the report is pretty solid um and I think that it does although the wait list problem affects predominantly students the application fee problem affects everybody and there have been a couple really great reports that came out um one from HUD one from um uh I I can't remember I think they're listed in the report some of them but there's actually more than that we met with Washington housing Alliance actually to discuss this and they they pointed out some really great memos and reports about how damaging these application fees are and how the harm is concentrated on certain demographics people who don't have good credit people who have a criminal background I know they're not supposed to be doing criminal background checks in the city of Ann Arbor for rental units but there's ways around that and they don't always follow that rule so that's problematic and so if you're if you have a bit more applications if you're one if you're belong to a demographic where you have this in more applications um you're out of you pay a lot more money so that harm the burden is placed on small smaller groups of small demographics within the city it's not just in students um so I'm interested to hear what you all think about you know what the next step should be with this report do you think that we should wait to get um feedback from attorneys or from our city attorneys or should we make those slight changes um and then provide it to city council um I'm open to any suggestions but uh I see Lucy's hand up yeah I think the recommendations are good they make sense to me I think I somewhat disagree with Nick's analysis about that there's always going to be loopholes to my mind the the real issue that has emerged from this process ELO right to renew and um the the failure of these ordinances to make a difference is a function of the city's failure to enforce rental rights and so it may be in that sense I agree with part of what Nick said which is that we have to litigate this somewhere else come up with some stronger rulings and we really need the city to make moves on rental enforcement so I think part of our report should be to say that we've we've been trying to raise this issue on the commission level uh in multiple forums we're not seeing a lot of I'm not seeing a path for in terms of enforcement of rental rights by the city and and so I think if we pass these um amendments I I think they're good I think they make sense I think we can expect the city not to enforce them that's what we've seen so far so I think we should add something like that that to the report whether we should give it to the city for I think we should give it to the city for review we should let the city councils um see it just to let more of that the whole Council has an idea of what's going on but do I think making the Amendments is going to solve the problem no I think the problem is much deeper than that we have a we have a big problem in this city with rental rights and enforcing them I do think that um especially with the discussion with rental Housing Services the lack of a clear enforcement mechanism for some of the rental laws um is a clear problem so I think that that is a larger issue definitely I am leaning towards just providing this report to city council as soon as possible um if so long as there's no objections um well I suppose if there's any if there's any specific amendments that you all want to make to the report uh we should discuss those first but hopefully I'd like to just see if we can agree on the report and send it on to city council so they can start reading it there may be some slight issues with it I don't think that there are any but I think they need to see this this information I think we've been sitting on the report for a little too long Jamie yeah um I think Lucy brings up a really good point um and I don't know if this would be like outside the scope of the the report um but I'm wondering if a potential tweak and like this would likely be a long shot um but like a rent stabilization suggestion um to kind of offset maybe where we were saying landlords might be trying to hike up prices you know if they had to lose out on some of these junk fees um and again have no idea if that would be even in the realm of possibility but I just thought I'd throw that out there as an idea I know there's increasing talks about some sort of rent stabilization rules but unfortunately um the state government preempts that for City for municipal governments so the city of Ann Arbor couldn't pass any any law like that um however I know that uh the city's lobbyist was uh tasked with uh promoting the idea of repealing that preemption which would allow this the local governments to have control over regulating rent if they wanted to is it because I know rent control is a no-go from the state but is because rat stabilization is different is that also not it's considered yeah so the law just says a city no City can regulate the cost of rent and that would include rent stabilization okay gotcha Lucy I just wanted to add on really quickly to that that there are many tenants activists in the city and the state working on getting that law repealed and secondly as the renters commission something that we could consider doing is passing a resolution saying that we encourage the city of Ann Arbor to immediately pass rent control as soon as that ban is repealed I would encourage us doing to do that yes oh Jeff I see your hands up oh yes thank you um and on top of that um it's great this city is is lobbying for that um you know would it be uh appropriate for us as a commission to um uh uh send a resolution to the state as well um good question I think that since our scope is to provide suggestions directly to city council and the administrator I think that that would be outside of the scope however any recommendations to city council you know could be shared with the state government the state legislators and I think that they would be interested in it yeah okay Travis and and I was going to just follow up on Jeff's uh comment there that that the repeal of the the rent control language at the state level is part of the city's official policy agenda and you know you as a body are a part of the city and so um in in that respect it already kind of is your policy uh as well through us um and and we definitely added it to our list of um when Cynthia and I and other council members met with our legislative delegation at the beginning of this year um it was one of the topics that we pulled directly from that to highlight that that it was a priority for us thanks Travis okay so I made those two changes to the report that I mentioned um we listen pre-tenancy fees for rental units at Ann Arbor report produced by the way this Workman group that and then the other change was on um relevant policies in other jurisdictions I know there was discussion Jordan um about this recommendation here did you end up thinking of uh the concrete way to change the the wording here no not nothing really um I don't know I mean I just I feel like we still need something that I don't want to delay us sending this off so I guess I'd rather get it off than try to um oh shoot now you came off screen check um oh did you want me to put the screen share back no that's fine I don't know I mean I guess it just to me the whole idea of counter signing like I guess okay maybe sorry I'm not thinking clear the kids are noisy and I'm solo with them tonight so maybe maybe something about um maybe the way around the idea of like a hanging out counter signed lease is that there has to be like I mean okay for example our right to renew says has stipulations for like when I as a landlord have to get a lease out and when it has to be returned by the tenant right like why is there a way that we can address that counter signing issue with a a tenant also has to complete a lease within 10 I guess that's the kind of thing that I'm thinking about like is there a way to address the counter signing issue more specifically so if right to renew says that if the landlord gives you the the lease and I can't remember what we ended up wordsmithing I didn't have to look back but that there's a certain X number of days 10 days 14 days whatever it is um I think it's 10.

2030. that would be in a five-year extension correct so the baby would be a seven year guys to the existence say that again so it'd be December 1 2023 till December 1 what 20 30. it'd be a seven year release because it because then the seven year lease would would be null and void after the first of December this year right this would it would take the place of this it would take the place except that doesn't actually imply with this because it says determination of it has to be 12 months before right termination or any renewal we have to do 12 months in advance so we'd have to make an effective eventually it's May 1st no that says in this leash shall continue in effect from year to year thereafter until written notice of the termination is given by either party to either which not at least 12 months for expiration of his lease or any renewal the story it's taught I think that's really uh that's referring to the year-to-year course of the 12 months oh okay you're right no lawyers no to us renewing for extending early yeah and that would get I think that would give them the Assurance of what what they're they were looking for is if they're gonna dump some money into it for small amendments now and things like that they can reap some of that reward yeah they want to realize their investment yeah so what I'm hearing you guys say is December 1 2023 to December 1 2030 which would be a seven year lease starting in this year I'm but then that really defeats the purpose of wanting it only five years right if you're wanting to change it to five years I think seven is too long but it's like again well and if that's the case then why don't we just I would say table this until um no no until I mean this season even close to being yeah 2025 right the current the current lease was not due until 2025.

um we heard a number of items pretty good oh God yes no we approved those March 13th minutes because we met on April 17th yes okay anyway um first up was a discussion of a new um platform to uh handle Student Success plans we are going to move from Naviance the old standby to something new called School links uh the uh Michelle um katuchi went through all of the um features of School links and they're almost too numerous to mention just rest assured that it is a far superior project product and um much more user friendly much more comprehensive and much less expensive um we also went on to discuss um Marlene solano's request for twenty two thousand dollars in um in a peck Jones Grant to replace uh Tex and decoder decodable texts and books in the kindergarten and first grade libraries and we will have a motion on that once we're done with the report um let's see we also discussed the school Business Partnership uh and that group met on April 6th and was a collection of local businesses faculty um and it they generally came to the conclusion that they want to share Collective information efforts and individual stories from school and local businesses with the parents of both the middle and high school students on College and Career Pathways just to see if we can encourage more students to take on to not be afraid of pursuing careers before College if that's where they want to go in assuring parents that it is a perfectly adequate path to take um Miss Lano then kind of gave us a great overview of the March 17 professional learning day and um just kind of debriefed us on some of the more successful sessions next we had an update from Mr Hanlon on the grades six seven and eight math resource and at this stage I can say stay tuned because it's coming soon we ought to be able to have the text uh it should be proposed to the board at the May 8th meeting we covered a couple of out-of-state field trips one being the robotics team to Houston Texas what you heard about tonight and another next year at this about this time um the chorus will be going to Virginia Beach and um that pretty much covered it we adjourned and went home so we do have a motion um so if it's okay I'd like to read it okay um recommendation that the Cheshire Board of Education approves the use of Peck Jones funds in the amount of twenty two thousand dollars to enhance the availability of quality reading materials in the classroom libraries for students in grades kindergarten and grade one second is there a second and seconds any discussions yeah uh what's a decodable book or decodable materials don't forget how it's for two sure as a result of the reading waiver that we had worked on this year and partially we knew this was coming we want to make sure that there's books that have some phonics in them and that they have multi-syllabic words that kids can pull apart and read and practice so it's both because of the waiver and because we have a lot of books that went home during the pandemic that either came back really worn which Ann commented on that we love to see worn books but also that some of them didn't come back and it's really time to replace them so the idea is that with this piece of Grant funds we would we would get the kindergarten and grade one libraries in really good shape and then we would be able to focus on second and third fantastic so the motion on the table is at the Cheshire Board of Education approves the use of Peck Jones funds in the amount of twenty two thousand dollars to enhance the availability of quality reading materials in the classroom libraries for students in grades kindergarten and grade one all in favor thank you that ends my report any questions for Faith or hand on curriculum awesome thank you up next is finance committee Mr gripple thank you Mr chair um I have uh as always will defer to Mr maciano for the report thank you Mr grippo good evening ladies and gentlemen uh the board members do have the finance report as of March 31st we have nine months of the budget year completed we have either expended or encumbered 92 percent of our 80 million six hundred sixty four thousand four hundred twenty dollar budget and as we wind down the last three months of the year we meet every two weeks you know with the with an internal team including the superintendent Miss Solano Miss Carrie and several members of my staff just to make sure that we are ready to close the books and balance our books which we will do and also make sure that we wind down the grants and we've expended what we need to expend against the grants because grants either expire in one or two years depending on the grant so we're in good shape as we um you know close the books on March so we will continue to update the board as we go through the next couple of months and are starting to put together lists of final you know year-end expenditures as board knows we hold back expenditures just to make sure that we can budget the budget so that we can balance the budget and then in the last couple of months of the year we do make commitments to purchase equipment supplies Furniture do maintenance works so we'll be in the midst of preparing that over the next couple of months and I can do the medical benefits report now if you'd like and then we can come back for questions that's fine okay board members also have the medical benefits update as of March 31.

um is there is there reason to put something like that in general out into the universe so that like a hanging out lease must be countersigned by the landlord within X number of days um or something like that it doesn't have a lot of value because if they just don't they just don't and the lease isn't valid but I'm just trying to think of another way that like if I as a tenant could know that my lease must be countersigned within 10 days or it's invalid and then what like and maybe that's the question I don't know I guess I'm speaking more to the lawyery folks like is there is there any reason to specify that we've specified by which a tenant has to return it with rate to renew um do lawyer refocus feel like this paragraph is um you know sufficient to kind of cover that counter signing issue so Nick or Gail I'm just looking at 8 5 30 and it talks about um uh notice I just I just had it um the notice must specify the date by which the tenants must notify his head right here oh yeah thanks no worries um yeah okay let's see here it is so landlord may now enter into an agreement to rent the lease premises to another 10 of her subsequent lease period until 150 days before the end of the current news period uh uh yeah I believe that's right so so isn't the question then whether offering a lease but not signing it whether that's entering into an agreement to run the premises right yeah I I mean I guess we all thought that it was and then this practice started happening and I'm not aware of any time that's been challenged in the courts Jeff I saw your hand go up but uh wait Nick will you first I'm sorry doesn't matter um Jeff if you want to go that's okay thank you um I have some concern about the wording of the second one as well um would having a rule that says that just a lease cannot be offered before the the 150 days um take away tenants abilities to plan as well in terms of current tenants um would it be better to change it to say they can't require a tenant to sign a lease for 450 days but it could be offered if that makes sense uh yeah so I see what you're saying um well I think the issue is that no one's requiring tenants to sign now but tenants think they are signing because they think that they're getting this unit and they're not I guess I mean um for um current tenants like for example if my lease isn't up until December and I I know I'm going to stay here um though it seems like the wording of the second um Amendment would mean that I couldn't approach my landlord now and say you know what I I've still got six months left of my lease but I plan on staying can I just have a lease now I don't believe that's prohibited correct me if I'm wrong I mean the land like you said I believe the language is that the landlord can't require a current tenant to make a decision sooner than 150 days before the end of the lease but I don't believe there's anything from preventing anything that's prevent anything sorry that prevents a current tenant and a landlord from entering into an agreement if the Cur if the tenant so chooses yeah I'm just bringing that first bolted line and it it kind of seems to imply any tenant even a current one maybe if that was specified yeah the the second uh suggestion yeah right here oh yeah in the reports it counseling it it doesn't at least in the bolded part it doesn't seem to say new tenant um that's a good point I think I think is the kind of the the head up right yeah so new tenants are replacement tenants or something like that perhaps ask a question are are landlords sending out these offers the tenants signing them and then getting them back and they're just kind of sitting on them is that what's happening they're just like put them in their back pocket they get them back unsigned by the landlord like they will be given a lease they will think that they have assigned lease and then the landlord will have never signed it and so then seven eight nine months later when the landlord's like oh hey we never actually had a lease you don't have a house they or an apartment um in some cases that I heard then there's no recourse for the tenant who thought they had a lease and money has been exchanged without an agreement signed by both parties which I think is a separate you know a related situation but yeah I mean they'll they'll they'll have the tenant sign give the tenants the lease back unsigned by them and the tenants are walking around thinking that they actually have like an executed lease some of the landlords some landlords are a little provide a little bit more clarity and say we will you know we're giving you the lease sign the lease you know if on March 15th um the current tenant lets us know that they're not renewing then we will countersign your lease um but it still puts tenants in a precarious situation because uh new potentially new tenants in a precarious situation because then they're on the hook for that lease if the new if a tenant doesn't renew so if something else comes up they can't you know find another housing option there's they're they're bound to the least but the landlord is not but but Gail how is it not under eight five thirty per round one C the notice must specify the date by which the tenant must notify the landlord of the tenant's acceptance of a successive lease where where are you reading under 8531c this is new John this would be new that's a current tenant I'm sorry I'm sorry is the provision again John okay okay I'm thinking of eight five thirty one I'm thinking of I'm thinking of current tenants not on other tenants oh yeah right right so it's the new to I think we're talking about the prospective tenants that are then on the hook um even though landlords really aren't Nick oh I guess my hands still up um there's just a few things that strike me is curious about this first of all I've always regarded one thing about this sort of loophole that's being exploited I it is true that tenants are going to think they have a side lease but I believe under the law until that is accepted and not just accepted by the landlord but a signed copy delivered to the contract of the contract to the tenants that they don't have a binding lease I remember seeing a case a long time ago that a contract has not affected the delivery is an essential part of a contract in other words one party can't just sit on a written contract without delivering a copy to the other side be there as it may that highlighted language um and 2B which is a few paragraphs down almost implies that it almost gives um approval for a landlord receiving these signed leads from a tenant and sitting on because it says hey you've accepted the terms and conditions of the lease you gave me a signed lease it doesn't say I have to sign it and give it back to you so I'm I'm wondering if that the way that's worded and it's not tightened up almost encourages um that practice I don't know if anybody agrees disagrees but I I'm one of my concerns when we worked on 8.531 was that it didn't necessarily correspond in lockstep with 8.530 and it would be nice maybe to uh tighten up the language those are just some of my off the top bad thoughts well thank you Nick I don't think we need to provide an ultra-specific amendment 2 8 5 30 um to the city council and say this is exactly what you should do um I do think that lagging this as a problem is good and saying you need to work on the language um sorry oh yeah I was just going to say I even if um there are other aspects to fixing this problem I think that we should still move forward tonight and get providing this report to members of City Council and continuing to work with them to figure out exactly what this the wording of the solution will be so that's what how I feel uh John what what I will say about 8 5 30 the early leasing in the early entry in 8 5 31 is that they were meant to protect existing tenants not really they're not really designed to ex to protect uh prospective tenants or new tenants they're trying to how do we keep people in their apartments in their in their housing and how do we keep them from being hassled by landlords traipsing people through to pressure them to lease and that so so maybe tweaks are needed if if protection is a prospective tenants and the terms are going to be uh regulated uh that just kind of my thought given you know it's the right to renew rather than a right to get an apartment that's currently rented yeah thank you John for that perspective Jeff uh John would you suggest perhaps that like um a whole separate uh sub paragraph or addition that IT addresses um you know new tenants or prospective tenants would be um more appropriate maybe you'd have to see if a Michigan law doesn't already do that for us um if there's you know housing law or landlord tenant law things like that so I mean that'd be is like and maybe it needs an amendment to to deal with those it kind of some thought about it rather than just doing it on the fly at 9 30 on a Thursday night but potentially yeah you'd have to give some thoughts to what are the what are the concerns of prospective tenants and obviously a wait list is a prospective tenant concern rather than existing tenant concern you know an existing tenant doesn't care about wait lists because he's or she's good to go they've got it they've got that right to renew um and that's where the prospective tenants the wait lists and the returning a lease you know if you're going to make an offer to a tenant you got to sign it so it's clear that it's an offer so that they can sign it and and and bind the parties thank you John uh Jamie yeah just a quick question I'm wondering if anyone has knowledge of um I guess exactly what we're talking about so an existing tenant is offered a lease renewal they sign it they don't receive a counter signed lease and then they don't end up like the landlord takes it back and they don't end up with the least that they thought they had is anyone aware of that happening just out of curiosity are you speaking just about existing tenants or yeah yeah you want to renew mm-hmm we're offered um I haven't heard of an existing renewal lease not being counter signed right it's like they're trying to lock you guys in on day one you know before Halloween you're you're re-upping so that it just flies in the face of how they behave with respect to getting it renewals as quickly as they can with the current tenants okay yeah I you know I think that I personally have some other ideas for how to make sure that people are aware of what's been signed and what has been signed including requiring landlords to inform perspective tenants about what's what's going on you know um I've seen that with other laws where they um landlords need to explain this is not a this is not a contract and you know like a signed contract by me or something like that anyway there's other ways to go about solving this problem but I feel that the recommendation number two would be positive and I think that we should have ongoing conversations with city council members uh and for that reason I think that if everyone does feel comfortable passing this report on to city council I think that we should do that however if anyone feels that we should wait longer and or remove the recommendations for example and pass then separate resolutions uh we can do that uh but I personally support taking a vote on this as a commission and providing it hopefully to city council okay Nick if you need emotion also move okay is that that's a motion to um send this on to city council correct okay this excellent report thank you and thank you to everyone who has worked on it okay do we have a second second about Lucy okay all those in favor of adopting this report and sending on to city council say aye aye aye all those opposed say name wonderful thank you very much um we will send this on to Chris I guess you Chris and you already have that but I did make some tweaks so I will send on the news version on to you and I'm excited to continue conversations the city council about this this has got to be a dynamic process so um look forward to it and anyone who's interested in talking with city council members I think uh just maybe message Kristen um and then we can get a group together to maybe start having those conversations wonderful so now we can move on to [Music] um see six Dash D discussion of establishing a liaison to the housing and Human Services Advisory Board and Human Rights Commission um Kristen do you know who uh who would like to introduce this I have some information on then I'll share with you thank you um so there isn't currently no um appointed liaison to the housing and Human Services Advisory Board staff there was having a little bit of trouble with um or I guess it just was a tough commitment for um a member of that group to commit to attending a renter's commit renters Commission meeting every month they are a week after their meetings um so it's kind of two two weeks in a row of night meetings so they're kind of brainstorming if there is a like a shared or a like a hybrid like liaison role and if anyone on this group would be willing to um kind of share the like attending meeting attending the meeting and Reporting back um role with someone on the hhsad and that could be that could be flexible it could look like attending maybe attending every other meeting or scheduling like a phone call with someone on the hhsab and then reporting here or um something kind of like that so we don't have to decide today especially since there's a few a few members absent but um if there's any ideas or interest in um kind of sharing that role rather than having um the full commitment Beyond an hhseb member um I welcome that discussion any thoughts on this idea I believe that meeting is also on a Thursday is it I just remember reading of the second Thursday of each other so the Thursday right before us yeah um I I would be depending on the time commitment what we what we decided would be an appropriate level um I would be interested in possibly playing that role foreign thank you Jeff I'm hoping that when we get more members of the commission that you can have new people take up that task as well right this is something we can make a little bit more official in a couple of months hopefully after there have been more appointments too um and then kind of part oh go ahead I'm sorry I will also just add Jeff for for you that commission being a little bit more I would say staff driven in terms of kind of some of the reporting out and and them kind of providing more advice to uh oced staff and stuff like that it tends to be a shorter meeting so um it might be a lesser lift for you than for their member to come over to our meeting um but generally probably like an hour and a half meeting over there awesome um and then sort of related the Human Rights Commission I spoke with the chair of that group last week and they will be joining the renters commission at your June meeting to do a presentation on some of their work um and during that discussion they um expressed looking for that they were looking for some just like a like a connection with the renters commission and a little bit more renter perspective in their process and they one of the ideas they had was kind of doing like a like a monthly phone call or maybe being available to like consult if there was a like renter related issue that they were taking up um and if anyone on this group was particularly interested in that you can also bring it up I don't know might be more interesting after we hear from the HRC in June to to know a little bit more about their work I expect that time commitment to be [Music] um not not very significant monthly probably about no one was going to think about oh great that's all I have for that item [Music] um we can move to uh planning for the main meeting foreign thank you Kristen I think those are good ideas of establishing liaison to both those bodies uh so planning for our next meeting which will take place on May 18th um let's open the floor if anyone has any suggestions for what we should discuss on uh during our next meeting oh Jeff I saw your end goal yeah um I figured I should just say now um I I have a conflict with that that date um the rehearsal address rehearsal so um I will not be able to attend if it is on that date um but that will be the last one for quite a while no worries good to know thanks Jeff I hope it goes well um great uh any ideas for what to discuss ion and Jamie is there is there any point in um kind of having more discussion about what we what our goal from like listening sessions is and that kind of thing I know the three of us had a little bit of text chat after the um I don't know I guess just throwing that out there for looking for content so definitely report on that today during the report from committee's item or if you'd like to put together like a more formal presentation I think that would be fine too maybe schedule that for the next meeting yeah I think that's a good idea I would like to put together um maybe some thoughts and suggestions for future listening sessions too and so we are going a bit long to tonight again um I would encourage you to do it to um present uh your I guess a summary of of that event at the next meeting you can mention a few takeaways during the report back so if you'd like and uh I would like I think we should discuss this issue I've heard actually from a number of people suddenly about um tenants not being notified about the demolition about proposed uh Redevelopment of their building and so until it's very late in the process so tenants think that they're going to be able to renew for the next year but then suddenly find out very late in the leasing cycle that their building's actually just been approved to be demolished and then rebuilt and I've heard this from two separate people um I think at least you know at least two actually three um and it's I had never really thought about the issue I think that we should discuss that at our next meeting Jeff I think um yeah I hate to make a suggestion for a meeting I'm not going to be at but I do remember receiving those two Communications one was about the the issue that you would mention um and then there was one that came through just in the last day or so um might have been today um that I you know might be something to address as well or at least look at thanks Jeff Kristin I can work with staff to put together some more information on the city's role in that process um Heather mentioned it briefly earlier the developers role in engagement so I'll put together some or maybe get some um some input from some other staff on kind of list City's rules on it and how it's taking place at some recent um developments thank you Kristen Jordan we consider for a future meeting a little bit of Education about who does what in the city um in terms of I think I mentioned it in an email I just forgot to bring it up right now but um who does what like as far as what Housing Commission does versus Avalon and how those types of subsidies help because I feel like these are really vulnerable populations and even I being in this world don't have a whole lot of understanding about how referrals to that work how funding Works how who can whose contract trumps whose contract those kind of things maybe for May or June even not if May is looking full I think that would be a great opportunity for the Run Source commission and also part of the work plan was to get some education on that process so um I'll reach out to Steph anyone else well other ideas can be submitted to Kristen um and uh you know if you think of something we should discuss as they come up just email them okay then we will move on to item seven reports let's try to go through this fairly quickly so our city council members we can start with Cynthia you have a report I don't have anything to report on at this moment thank you uh Travis um just that we are um in the throes of budget season and so uh everything is all budget for the next couple of weeks here um Cynthia and I have uh I'm digging through the budget myself but I've also just submitted a question directly to the administrator about um whether or not his proposed budget um resolves the the Staffing Enforcement issue that we have we have discussed before um and if not about approximately how much he feels he would need to fill that role so um once I get an answer on that it's something that I'll be looking at in our budget negotiations as well um and then um I attended the listening session and just wanted kudos to everyone who was involved in that I know it was a really great session I will allow them to actually report out on it um but I know uh Jamie and Jordan were on the ground there and we had pretty considerable turnout and they handled it really well so um just want to applaud all the work that went into that thank you uh okay we can go down to seven SD report from staff liaison I don't have a ton to report um I will send out um some links to some of the information that Heather mentioned earlier like the opportunity index and um some of the other Equitable engagement um items it'll also send information on the budget the City Council meetings that have to do with budget to this group so you know when those that's fine great thank you um and then we can open up to reports from commissioners um so if you are commissioner and you'd like to give a report just raise your hand and we'll do it that way uh I think there's a recent Workshop I think it was organized by Washington housing Alliance I have to look back but it was recorded um about being a tenant Advocate I'll send it out to everybody I think everyone should watch if you have the time same yeah I'll keep it brief um but just wanted to say um I also thought The Listening session was a success um we had a lot of really great conversations met some awesome folks a lot of folks from the courthouse uh Senior Living apartment complex and um yeah we learned a lot about what's been going on there and I was interested to hear about the liaison for the Human Rights Commission um because I was kind of wondering if that might be a situation that we should um kind of fill them in on as it sounds like there's a multitude of issues going on there with those residents so yeah more information to come hopefully at the next meeting about that yeah and if you if there are people members of the commission who do want to like meet about that issue what's going on with with Courtyard it's called Courtyard right Mr Courthouse house thank you foreign I think just um maybe send an email to Jordan Jamie and me and we can organize a meeting if you if everyone does want to meet and talk about that um we have to be careful of Quorum unless unless we do make it a posted meeting which is possible but okay Lucy yeah I just wanted to respond to Jamie I mean first of all thank you so much for the the write-up on what's happening there while we're all in the meeting I wanted to ask whoever knows maybe John maybe someone else so I don't know if you saw the memo John but the situation part of the situation there's a lot of bad things that are happening in this apartment complex is that the landlords are serving eviction notices over things that are not by any stretch of the imagination evictable offenses so I don't know um if there's what what's the legality of that is or what the resource would be for those tenants so are we talking at the courthouse or just generally yeah Courthouse okay so if they're getting eviction notices then obviously uh I assume obviously uh given what someone just said it's not student housing so it's unlikely that Gail would be helping out but there's uh there's legal services and there's also a clinic at U of M um that might be able to help them Nick and Gail might have some other uh suggestions for resources that could help tenants who are facing eviction um oh sorry go ahead Travis John I can also jump in there too so um we have connected uh so I reached out to uh Libby Benton who um was with legal services of South Central Michigan last time issues came up at this exact same property um so she is uh I connected her with Jordan um and and I believe uh she's helping to reconnect legal services this time around um and and fill in on the history there on this site one of the challenges it sounded like from our uh conversations with several of the tenants was that the claim is that a number of these uh these eviction notices are coming for violations uh of the lease but when asked for the lease um they are not actually being provided an actual copy of their lease they're being provided a one-page document that says here's what your rent is and here here is the length of your lease it doesn't actually show the terms so that they can dispute whether or not they're violating them um so um there are a number of there were a number of issues um with this site and so I know we are engaging with legal services to get them engaged as well I think that um oh I think that we should discuss the details uh maybe in a separate group yeah yeah okay um Lucy do you have anything else to add on there because I I think that we should meet a subgroup should meet on this um I just think that now is not the time to get into the nitty-gritty of of all of it I'm extremely concerned about the situation though okay I understand okay um so yeah I think that we should email and figure out time then okay rate then we can move uh Jordan was there anything else you want to add oh sorry no I was just proposing that I yeah I gotta go soon so okay great yeah so let's move on um and so item eight the second general public comment right um anyone who'd like to address commission without any topic for up to three minutes and call 877-853-5247 or 888-788-0099 and enter meeting ID 935-8080-1941 you are um joining with the web link that link is a2gov.org renters commission meeting and if you are calling in you can press star 9 to raise your hand or if you are in the zoom meeting you can use the raise hands feature so if you would like to address the renders commission go ahead and raise your hand now or call in it or join with the link we do have an attendee so we'll give them a moment in case they'd like to raise their hand all right I think we're good to move on thank you Kristen so we move on to um last second last item which is communication we had I think it was three communications um so I can show them very briefly here um one was from parent of a tenant regarding uh poor conditions a bad upkeep of rental units and high cost these are things we've been aware of if it's a specific issue person's child is a student you can refer them to our office yeah Kristen have um have you sent that have you referred them to SLS I didn't buy well thank you very much [Music] and then the second communication is regarding that demolition issue I think we're going to have to have a longer conversation about rules that need to change the prevent this from happening again and I can give you some updates next time okay from my experience thank you okay and then the last communication which was already shown was regarding the um analysis of costs for all electric versus mixed okay any comments on those Communications before I move on to adjournment all right if you have any insights you can always email [Music] um email to Kristen and then that moves on to moves us on to item 10 which is adjournment we have a motion to adjourn tonight so moved thank you Jeff second thinking about Lucy thank you all is in favor of adjourning say I all right I was supposed to name okay with that where you're adjourned thank you so much for tonight's meeting I really enjoyed the discussion thank you very much have a good night good night everyone bye

well yeah I mean they they want to bring it up early now so they can dump money into it right and know that in two years it's not going to expire and then them have sunk a lot of invested a lot into the soil right so I I guess I would probably propose we table it talk to the AG science to the leases um and tell them what our intent is and then bring it back to the board next month okay and I I'd be more comfortable with that also because the next board is going to have is going to be a place when this renews where I'm not so sure we have the authority to extend but I will schedule a meeting with Mr Schaefer he's the one that no okay I've worked with before on this so I will call him tomorrow all right so did we have a first and second on there and so it died for lack of second exactly so we don't have to table it all right we'll go on to item D which is the approval of our service agreement with ATI Physical Therapy yeah and this is a yearly agreement um this is a cost for the athletic training uh they do the taping and the working with the students and then they're at the games the contract's there the recommendation is to pass this it's at that cost we would not be able to hire our own athletic trainer so my only comment about this is when I looked at this contract and schedule a I was excited to see points a through D because I've never been familiar with the coordination of a sports medicine program at the school and if that's the case and that's part of their contract I'd like to see them do that I think there's a ton of kids that'd be very interested in the sports medicine program having kids that have in high school and just gone through high school I know that the trainers are there they assist with injuries they assist with rehab they're they're excellent but this whole part of their contract a through D that talks about uh Sports Medicine being a program at the school that they're assisting with I would like to see them do that actually so when you read that sports medicine you're talking about a class that would be something I mean if you look at schedule a the services to provide it's assistance and the coordination of the sports medicine program at the school we don't have a sports festival I think what they mean is the program to support the sports the athletic the Athletics and any medicines that they might need so what they do is they advise us on the gauze that we're supposed to have and and the trainings and stuff and then they work with the doctors that specify education it well see does specify student sports medicine program it I read a through a through differently so I'm with Andrea on this one I think there's some services that just either need clarified or lack I would say I would say get clarification because I I read it as the sports medicine program for the students who are the athletes not not an education I read the rest of schedule a e through H that way and Contracting and paying them for them I think there would be interest in it I'd certainly like to see them follow through on I've I've seen ATI in a lot of districts and I don't think any of them have a uh what you're talking about so I just I know what they do here so all right so are we tabling this one to clarification Andrea I think you know specifically you know item C it calls out you know creating a student sports medicine program clarification we'll kick that can down the road then now item e is the approval of the intergovernmental agreement with okaw Regional Vocational system yeah this is our CTE our career in technical education Co-op through the regional Office of Education they oversee a lot of the grants and then we purchase things like the uh the plasma cutter and welders and things for our construction Tech the recommendation here is that we do want to continue being part of okaf we recommend that you approve this agreement and understand that Brian Reeves our Columbia High School principal to be a scientist the board member representative for us on that board to make that motion yes sir motion on the floor by Scott to accept the approval of the agreement oh second at least the seconds roll call please Craig Meyer yes I've got middle camp all right Lisa Schumacher yes Tyson search Adam hempkins Andrea Corey yes all right we got something done all right on F is the approval of our first reading board policy press issues 111 so these things have been coming down the pike like crazy lately yes this is a first reading you've got them in your in your packet please read through them uh Mr middle camp and Mr hemkin are the two members on this committee um this will be a second reading this will be business from this board so this will be an action item at the special meeting prior to that so you'll have to do the second reading before the the because any business that this board is considering I have a question and a consideration okay um just on the officer's secretary and Scott you have been here the longest of this current board have we ever paid the secretary I mean it's always been a board member correct yeah have we ever paid out no okay so my consideration are asking for a consideration but listen reading this secretary this is the board secretary she's the Kim's a district secretary secretary and according to this she's the recording secretary okay so if you read the verbiage here this is what which which policy what the secretary does um it's page two um secretary is I mean the way I understand reading through these is yes Kim is our district secretary she takes all the meetings during the administering the opens meetings so she's considered the recording secretary for that but secretary up here is what Karen Anderson was for all those years and what Tammy currently is and we never pay I mean we're not we can't we can't pay board members so I was going to ask if consideration of changing that verbiage of secretary to match what the treasurer says where the board member can't be paid I will look into that one um but that's exactly it starts with saying the secretary may receive reasonable compensation though so it's not mandating no but I mean but it says however if the secretary is board member of the compensation shall not exceed 500 per year but why have that in there if we're never anticipating paying soft boards like like maybe yeah well we're on the Solid Ground either way so yeah yeah but I think the reason it's in there is because it does say that it doesn't have to be a member of the board so if like when we from the new board convenes and everybody says I'm not being a secretary I'm not being secretary we might have to bring somebody into people okay jury but then reword it like the treasurer's stated down there below where we pay the person that's not a board member doesn't say that up there no or likes the Secretary of a two-year term Secretary maybe but not required to be a board member secretary may see digital compensation term by the board before appointment however the secretary always a board member the compensation oxy 500.

claims for the month although they did increase in March they went up to 979 000 267 which is up from the prior month of about 770 000 however that is that 000 is in line with the million dollars per month of expected claims in the month of March if you look at the report in the top section where we show the additions added for the year I highlighted two areas one is stop loss reimbursements which increased 169 000 in March so year to date we've received 403 882 and stop-loss reimbursements and those are for claims that exceed the 175 000 threshold and then right below that prescription rebates we received from Cigna uh increased by a hundred thirty eight thousand dollars in March so year to date we've received 432 000 245 in rebates these are all part of what we consider when we do prepare the budget but the good news this evening is that through March we actually increased the medical benefits trust fund balance by 281 00080 so now as of March 31st it sits at one million 616087 that's 1.62 months worth of claims we were expecting based on the budget to end the year where we started in the medical benefits Reserve fund about 1.3 million so we're running a little bit ahead of that hopefully that continues to hold over the remaining three months of the plan year so it's good news and and we just hope that that Trend continues I do expect claims to go up a little bit as we get into April May June but hopefully they stay within that one million dollar per month um expected claim budget so that's medical benefits and finance thanks um I do have uh one question on the utilities that the constellation and eversource so I read today or yesterday that eversource thinks it can find savings and it can things that can reduce rates um are does that mean we are we what if they come in lower are we just gonna it's a gamble we're playing or I mean is there any I guess we can change at any point or what's what right now we are locked through November okay of 2023 so the first few months of the new budget year we are locked for a supply based on these rates that um are shown in the narrative okay after that if the eversource rate is better we can switch I will tell you based on experience we usually do better by bidding it out and finding another supplier whether it's constellation or some other supplier that's out there okay so unlike the regular customer they private citizen customer we are not able to do the switch arounds well not every month because we did lock okay try and keep a lower rate and you know we're in through November at a at about a nine Cent per kilowatt hour rate which is much better than eversource's commercial rate right now so I I doubt that even if ever Source drops their rate they're going to get us in at nine cents so relative to where the market is today you know we're in pretty good shape now that we've got these locks in place you know we got through the last three months where we were on a variable rate and we didn't do badly okay and on the medical benefit fits this is just an observation I went back to see where we were March a year ago and I know you know this but we were at one million 291 a thousand seventy eight dollars so I'll take 979 000 any day um could you just you just mentioned something about the stop loss reimbursement um said something about five hundred thousand dollars could you refresh my memory on what that is we can only get no no no no we were relying on five hundred thousand dollars in total stop loss reimbursement for the year when we prepared this year's budget and we're at four hundred three thousand eight eighty two so if if it does go up to five hundred thousand it just improves the trust fund balance and again it's a double-edged sword when we have a lot of stop-loss reimbursements that means on the other side we may pay higher premiums but this year even on the stop loss basis this even if we hit 500 000 in claims you know we've paid between the town and Board of Ed well over a million dollars for the that insurance coverage so we're running pretty good on the stop loss as well okay thank you you're welcome Sam go ahead then uh just I I don't remember if we caught this but this is glaring at me on the itemized substitute intern line the percentage at 161.9 do we have some leaves of absences that we're covering It's a combination of not just leaves but um also um pers professional development coverage that we provide we use substitutes and then you know the other thing that I will say is even though it's not in the same section some of the substitute costs that are reflected in the certified salaries are actually to cover some of the instructional assistant or the para educator costs so you know that is something that you know it that internally you know Marlene and and Jeff and others you know do look at and do work to manage to try and keep that number as low you know as we possibly can and you know we we don't have Subs that we don't need you know you need the sub coverage whether it's to do PD or to cover absences or to cover leaves well that's my follow-up question do we have a substantial absence problem here from teachers I don't know what that explains here that's why but thank you I don't know that we have a substantial absence problem I think for part of the year we still had folks who you had coveted you were out that was certainly much more limited we do have some additional FMLA this year and we also have a shortage of interns which sure they cost but when you don't have an intern who can be there day in and day out to provide sub coverage than your billing for Subs so that you can get them to come in so it's when we've looked at it and we've delved into sort of you know delved in a little bit more into that data It's a combination of all of those things and we do just you know just add we do um a quarterly report of attendance and distribute it to all the administrators and you know we do a review review it to make sure that you know if someone's absences are excessive you know we we address it um Finn um this used to this I guess luckily isn't a very popular subject anymore but it used to be and that's out placement costs and I just happen to notice that we're at 92 percent um does that mean we think we have Roy we have another year where we have a handle on out placement costs because sometimes that can be a surprising uh I'm very happy that our app placement costs really the last three years have been within budget and this year looks quite solid that 92 percent you know does consider what we expect to pay for the remainder of the year so right now no surprise is again this is part of our bi-weekly you know internal budget discussions you know miss miss Robin and Carey does update us on expectations so there are in there are fluctuations in and out but right now we're looking certainly good for the rest of this year and next year we've budgeted in line with this year so right now it's early but it looks good for next year as well thank you you're welcome brother uh any other questions for finance okay um I will conclude the finance report thank you Mr maciano thank you Adam uh up next is planning Mr McAuley sure all right good evening everyone uh we had a virtual planning committee meeting on Monday of this week um where we had energia come and do a presentation to the committee um now we're looking at obviously there's a lot of capital expenditures coming down the pike in The Five-Year Plan so we're trying to identify some potential alternative methods of financing those um so we had the meeting previous to this which I wasn't at the last Board of Education meeting to report on we had Johnson Controls come and talk to the group um and then this meeting we had energia come out who met with us um so what energy it is is they are a owner's representative for energy performance contracts kind of like what we did about 10 years ago here to identify some um projects within the school district for Energy savings um and then could get a little bit more into that if anybody has any questions on that but I think everyone's pretty well aware of what was done during that period um so energia would come come in they would take a look at all of our school buildings and come up with potential plans and cost savings that could be identified at no cost to the district so we're pretty interested in seeing what that proposal looks like so I believe next steps are they're going to be putting together a proposal what that looks like and then coming in actually doing an assessment of our school buildings and identifying projects and where they can or can't help us in a capital expenditures to go the way of energy performance contract versus straight bonding to do some of the work that needs to be done in the schools then you want to add anything not only that the goal here is just like the First Energy performance contract if we can find enough projects where the Energy savings pays to finance the project it would not have to be you know bonded and funded through the more traditional Capital means the first project we did we did in the schools about eight million dollars worth of infrastructure projects which we would not have done that quickly it was done in a one one and a half year span of time so we're hoping that you know if if they do the do this review that they will find that savings and it'll give us an opportunity to get some of these projects done more quickly and that was the that was the pretty much the basis of the meeting we didn't cover any other um items on the agenda that evening I don't know if um Tim were Sam of anything to add um yeah I don't think you touched on it just in terms of if we engage with energia you know depending on what the cost would be um we might normally go out to an RFP request proposals from people but this is set up a little bit differently um first of all correct me if I'm wrong we can engage with them they'll do a preliminary review at no cost if we decide to take it further beyond the owner's rep helping us and actually engage a contractor for a project uh then energy it would get paid and that cost would be baked into the performance contract um nonetheless I think it's still appropriate to for everybody to know it's not like we're steering something to this company that we know the town the schools do have a relationship with energy but one of the things that's helpful to us from my perspective just knowing that we're getting a uh not only a good service which I'm confident they would give that good service because we worked with them before but also a fair price if we got to that point energy is engaged with CCM the Connecticut conference and municipalities which is basically a Consortium a Statewide Consortium it's not 169 towns but it's more than 160 the towns maybe 165 the last I looked I mean I I think it's most of the towns in the state of Connecticut and basically they did all this they they went through the process my understanding is they went through the process of looking at different vendors they found the one that they thought was most appropriate for you know towns across the state and then through CCM where we would be working with energia effectively I mean We're working directly with energy but the way the uh the way the we came to work with them was funneled through this CCM process this vetting process so this sounds very similar to I can't remember the name of the company right we're over the course of 20 years we're paying they're they're getting paid back essentially the savings from the work so a summer situation same that that's the goal would be to do the same thing accomplish that same Financial goal and get the infrastructure improvements that we need and if energya does do the review and the numbers don't work then we won't go forward um unless there's a financial structure that enables us to look at it differently like maybe we put some Capital into the project but the Energy savings offset would be better than us just going out and bonding it I think it's great I just want to thank the plan committee for and miss messiana and the team for thing outside the box because a lot of Capital Improvements just a couple notables so so question uh Andrew a few meetings back you were very concerned about the amount of capital or bonding for school projects and I asked you know when the next phase of modernization did the planning committee talk about that at all okay two meetings ago we did um but this was a sole single purpose meeting so that is still on the agenda and again just there's a that the energy savings there's a number of things that I think we need to gear up for the coming school year so I appreciate the team working on this for for Tim I couldn't help but I was going to bring it up there in superintendent's update but uh for Tim's edification the Appropriations Committee believed that passive did going on the budget this week and I'm staying in Hartford however there's one piece in there that caught my attention and I didn't see the whole thing yet but uh they've uh proposed 10 million dollars each fiscal year 24 and 25 for matching funds for Federal grant for purchase release of zero Mission electric buses and charging infrastructure so we'll see if that actually comes through tuition alcatine them in the governor but just like bring it up thank you unfortunately it won't go that far that one's still on the list it's Just One Last point I don't know if this was mentioned but energia was formerly known as ECG yes and they were the owner's rep they were they are the owner's rep for our current yeah correct current Esco performance contract yeah any other questions thank you thank you Nexus policy thank you Mr chair um I just I saw a mistake here in the minutes I don't know if we just need to correct it at our next policy meeting or um but uh basically it said it was held virtually and it was not it was uh we're in person at the humiston boardroom um and I guess we can we can fix that at the next meeting um uh nonetheless um we uh held our meeting on uh let's see March 30th um our meeting opened with public comment um in the meeting um uh Luther Miller our transportation coordinator attended um we listened to testimony uh from a few parents who were talking about there um I guess experience in uh having their having a having their children added to a bus route and um how that went along and uh and the the parents and uh Mr Miller sort of had a back and forth and Mr maciano added um to that and the the policy members had a discussion about um the uh the the distance from an elementary school and what's counted towards bus routes and and the impact of of changing those distances and and what that would mean to our budget and and uh how many buses additional buses that may take and also about looking at Future considerations as our elementary school population expands what that means and um and also the addition of sidewalks which is a sort of a uh what what sort of the word I'm thinking of is tangential tangential um uh issue but Mr Miller was very passionate about that and talking about future implications of that um so anyhow we concluded by uh you know listening to their testimony and that we would examine policy 3541 which sort of um impacts those the distances uh to and from school and uh I think Mr massion and Mr Miller we're going to do some impact studies for us to to let us know what that would mean if we decided to change anything um moving along we had two policies for discussion uh which no action was taken or was it one policy for discussion one policy for discussion which was um 51 uh 17 School attendance areas um I think this is more informational um Dr Sullen explained the process where a family can apply for a waiver so that their child can attend a school in a different part of town from where they live and that um they uh he may be coming upon some challenges specifically for Highland School and um and noted that he was going to be as as always uh be assessing those on a case-by-case basis um but he just he expressed the difficulty in allowing additional children to attend Highland schools specifically that were outside of the district um reviews uh policies that were reviewed for first reading were four two two teachers aides paraprofessionals um this is a new policy driven by Title One um if a person is a title one paraprofessional they will have to meet certain credentialing requirements which are Personnel already meet um so this is just a a statutory update essentially um as is a 6159.1 um there's an addition for this is an instructional Arrangements teachers AIDS edition of the language the board shall require all teachers aides paraprofessionals with instructional duties that are newly uh that are newly hired in a title one school program that have a secondary school diploma or it's recognized equivalent to have one completed at least two years of study at an institution of Higher Learning to obtain an associate's or higher degree or three met a rigorous standard of quality through a formal state or local academic assessment it also states that the district will not hire title one parent professionals who not meet these standards exceptions to these requirements may be made with regard to paraprofessionals who act as translators or who coordinate pyramid involvement activities we did come across also some conflicts within this policy um so it'll depend on on what we do at our next meeting because there are some references to paraprofessionals and teachers aides where I think a teacher's a may not necessarily have to meet the certain level of a paraprofessional so we need to be able to break that out and it wasn't entirely clear in our policy so we're gonna have to just I think those updates are going to be made for next meeting um let's see next for first reading was policy 6172.3 educational instruction under parental Direction homeschooling um Dr Solon said he's recommending that we revise our current policy to state that home school students cannot attend school classes on part-time basis and are not allowed to participate in after-school activities Dr Solon said we do not allow either and for clarity purposes the quality the policy should follow our practice and we thought myself and Mr White who was in attendance found that agreeable and we moved those two policies for for a first reading and are available on our website for review um for a second reading we moved um uh 6140 curriculum and uh 6145 basic instruction uh these are both statutory updates um and we had some clarification um and revision for uh references to Asian American Pacific Islander and African-American uh and black black studies Puerto Rican and Latino studies and some clarifications as to how those classes and requirements would affect our uh curriculum going forward um and I believe it was that uh African-American Latino studies is is considered one course because they were given a uh what is it a curriculum right a standard curriculum from uh State Department of Education uh and let's see Pacific Islander and I think it was maybe just Pacific Islander uh and Native American Studies have been left separate and there are no there is no curriculum at this time uh so there's no real we're not really sure if those are going to be combined probably not or offered as a half year or a full year courses on their own uh that will that is yet to be determined and so we moved those two policies forward for a second reading and then we adjourned and that is there any questions for policy at this time Mr White yeah not a question just a comment that we had discussed just a reminder for high school students we have a policy on international travel so I just wanted to have that added to a policy agenda to extend to staff yeah I think for our next meeting we'll have a lot of interesting topics to discuss thank you Adam been great summary um there are no understanding committees to report so we'll move on to approval of minutes the board does have in our packets meeting minutes from quite a few meetings um uh business meeting held February 16th Middle School school case held March 16th business meeting held March 16th and a special meeting that was held on April 10th if someone would like to make a motion we can Adam is there a second I'm sorry motion move that the Cheshire Board of Education approves the minutes from the meetings held on February 16 2023 March 16 2023 April 10th 2023.

but down on the treasurer it's a treasure who is a board member may not be compensated a treasure who is not a board member may be compensated provided it's established before the appointment which that's what we have with right our treasurer the committee is is Adam and Mr middle camp and we're going to need to also fill Mr middle Camp's position with that but that that'll be once we seat the new board um that said this is a first reading these are exactly the things that we're supposed to be bringing up and discussing um if you have any more of them please alert either me Mr middle camp or Mr emkin but I would recommend that you approve the first reading of the policies and then we will pass the get that clarification on that point and you are right there it can be taken out without hiring a second person so good catch I never saw that all right would anybody like to approve the first reading of the press pass 111.

right 16. 16 there was two and a 16th but I think that the 16th covers both yeah it's very second uh face seconds any changes to the minutes from any of the four meetings I don't have any seeing as there are none uh the motion is the Cheshire board education approves the minutes from the meetings out of February 16 2023 March 16 2023 and April 10th 2023. uh all those in favor please raise your hands it is humanist unanimous the motion passes thank you correspondence I believe we do have correspondence so miss uh Dr Harrigan any correspondence to reading to the record I have a couple of emails that were sent to the board um the first one is from Miss callow she writes that the news out of Nashville is certainly alarming referring to school shootings uh the decision to place sros at all of our schools is not something that we would do instantly without a direct threat I know the police presence at our schools is something we evaluate regularly and we discussed that a little bit earlier in this meeting and will certainly be part of the conversation oh I'm sorry I'm reading the response I'm sorry um the the um correspondence from Ms callow is Will is a question will Cheshire Public Schools consider putting an SRO officer at the elementary schools going forward with what just happened yesterday in Nashville this should be done short and sweet thank you um the second piece of Correspondence is to the board hello board and it's from Mr tumati was there any requests brought from parents or students from town of Cheshire in recent past to move the Cheshire public school schedules to start later after one hour or so considering the pros and cons also was there any decision made earlier I'm sorry either to park that request under further review kindly share any information meeting minutes Etc related to this if that is available with the board otherwise I would like to understand what it requires to place this request to the board for further discussion to be considered please advise thank you so that will be there will be um a response to that email I believe that just came in today that will be forthcoming and uh yeah I think there was never any official action but it was three four years ago there was a five years 2018 right where that then board did some research I think it was a Greenwich studying it but uh to make a request you simply contact the board like you did I think Dr song will be responding and um some for the board consider I always say is they alluded earlier as still it's April but may is almost here hopefully the year will wind down in positive fashion and we're going to be gearing up for next school year so I'm thinking this is probably one of the topics we might want to have for a board retreat this summer is we plan for uh next year's priorities but that being said thank you for contacting us I'm done uh that time was yeah thank you yeah I was curious in doing that I have a few different concerns but one of them I'm curious about do are we still going to be doing daily light savings time does anybody know that because that literally is one of the things that just perplexes me like I understand there could be a benefit here but that's like a wrench in the works on an annual basis I'm just curious because I know the Congress has talked about getting rid of it does anyone happen to know I not yet okay got it I I actually did a little research on that after this last daylight savings time okay um the state is looking at doing something and the the federal government is also looking at doing something but nothing it's been I don't think anything's come out of committee yeah okay no I was curious every year it's like why are we doing this but yeah I mean that's one of the things that holds me back because it would just mess with the the um our circadian rhythms anyway uh but I don't even understand why we still use that thing other than like golf is my understanding they like for some reason I thought this was the last year but I guess not so thank you you go off then important no but this is I read an article a few years ago when they changed it because it was the daylight savings times was every six months we would change and then it became like eight months and four months and I was reading an article about it and it said that it was amazing what happened in the U.S Congress because there was at that moment in time no one was interested in this except for the Golf Association and everybody said wow we could do something bipartisan and win for incumbents at least and so it passed so they changed it from the six six to like eight four or whatever it is and the only interested party was the golfing Association I don't know if that's true but that's what the article said if it's not it's a great great story uh thank you Tim and you know on that note uh we now had the most much anticipated superintendence report being given by Miss Solano this evening well thank you so some exciting things to report about the school building project today we had the kickoff meeting for the architectural Core group The architectural Core group is made up of superintendent of schools myself Vin maciano Robin Carey our PPS director and then the principals directly involved in those schools so Kim dessert Kelly Grillo and Diana Burns along with a teacher representative from each of those buildings in addition to Rich clivette so our first meeting was today and we actually have meetings scheduled every two weeks from now until December 26th of next year well this year but next school year so that that committee will be working on really looking at visioning and taking another look at the Ed specs looking at Safety and Security Site improvements systems and and lighting interior design refinements of the concepts and a room by room assessment just to get us you know stage by stage through this so it was a very productive meeting today and along with that there is also going to be two committees or two think tanks one for the new North End School and one for the new Norton and that committee will be made up of parents and teachers students we're looking at getting some fifth graders involved in some of the conversation para Educators secretaries nurses Etc and that a group will meet three times the first meetings will be it at the end of May and the first week in June so you all got an email today asking to be invited to sit on one of those committees you can decide we need two members of the board for the North End and two members for Norton our first meeting will be to really look and talk about initial design for both buildings and especially looking at the site and we'll discuss they'll discuss with us overall design strategies and talk about sustainable strategies Etc looking how to bring nature into the design and then the second work workshop will be in late September early October followed up with a third meeting in mid-november early December so it's pretty exciting that we're finally at the point to be talking about the specifics with teachers and with people who will be in those buildings so that's some I think exciting news that's my report I have a quote okay I didn't want anybody off uh thank you uh I meant to bring it up on their planning but since Vincent's here uh I I guess there's been some dangerous School Bus passing happening around town lately uh long story short folks are wondering um well we know it's not the answer to the whole problem but any possibility but more of the traffic armed cameras out there reached out to Luther about some possible extension arms right there's some concern and I think folks acknowledge that uh the cameras won't solve it but it might help more out there to report if they can capture license plates any any insights I I have I do have just a couple of pieces of information that I would like to share because I did get an update from Luther Miller our transportation coordinator I understand that was a very egregious pass that happened um you know down on the south end of town where a car passed a couple of other cars in addition to blowing past the school bus you know when it was stopped with the stop arm extended so I don't know how we prevent that unfortunately that was not one of the buses that has one of those cameras that would capture the bus pass and no one was able to capture the license although it was a dark gray sedan that had a sticker on it apparently that said Catch Me If You Can so if anybody's aware of this vehicle certainly report it to the police because that would help beyond that the you know the number we have three buses that are used around town that have that do have the cameras that will capture a bus pass and that's out of a fleet of about 35 school buses and what we would typically do if there's an area where we have repeat passes that bus will be rotated to go onto that route so that we could catch the offender beyond that bus drivers do have a procedure that if they see somebody pass the bus and they could capture a description of the vehicle and the plate that you know is reported and it is sent to the state in the past this it had to go through the Cheshire PD then to the state and then they would issue a warning however the state has changed that and now those reports go directly to the state and it's my understanding from Luther that the state issues a ticket they're not just sending a warning anymore so hopefully that'll help um the last thing that I wanted to report is that we the Cheshire School District we purchased just recently and this was before this this recent bus pass issue Mr Miller did reach out to Liz Linehan to find out if we can get some funding but you know we that wasn't going to happen quick enough so we did agree to install a an extended stop arm on one bus it's actually going to be in service probably next week and it has to be inspected by the state before it can be put on the road so that's really what you know would would delay it but it is scheduled for next week and so rather than the typical stop sign coming out which is about two and a half feet from the bus this extends it to six feet so there'll be a two footer and a six footer so it actually would Traverse the opposite side of traffic and the goal here would be to prevent further prevent people from just passing because it's literally going to be something blocking you know that lane of traffic these were approved only recently in Connecticut to be used so you know that it is on order and it is expected to be in service you know if we can install these on all our buses you know it might help I think part of you know the reality is people you know need to be very observant you know again this pass was really egregious I don't know how we would you know stop something like that but we um you know we're trying to take as many proactive measures as we can yeah I I know this is not a easy problem to solve let alone Public Schools problem but uh folks also uh asked uh do we have the air buses have dash cameras on a no right because I um pointing out yeah no someone asked if that was a possibility as well but I don't know I don't know if I can ask but you know typically anything around a school bus is going to be regulated by the state I know we can't even get the GPS navigation yet unless it's passed so there is there is a plan to allow bus drivers to have GPS but it has to be you know basically a verbal GPS can't it's not something that you could just pull from your car but that is you know part of the plan to make routes a little bit more consistent so as far as can we get additional um buses with you know with those cameras to enforce the law and ticket people we can ask you know the way that that system works right now is that it doesn't cost us anything the revenue that's generated from the tickets that are issued pays the company that installs and monitors you know there's literally somebody monitoring you know those those cameras not here in Cheshire but remotely to report those passes so they can be ticketed through our police department so I will I will speak to um Neil Drive the treasure police um the Cheshire the Cheshire police chief as well as Kevin who is the traffic officer in town just to make sure they're aware it's perception has been driving has been pretty aggressive in general around Chester but now yeah and I know there was another incident that kept occurring on Peck Lane um and we believe that that has been curtailed they did catch the person any other questions for superintendently support uh Tim then Adam thanks Tony then when you talk about the buses if I understood you correctly you're gonna say this is a bus so it's driving down the road and you're saying it has an arm that'll extend out across the opposite lane yeah I actually have a picture I'll pass it down and how many buses have that right now there's just going to be one as a pilot so do we have buses that extend directly out an arm they all have an arm but it's not six feet I'm not talking about this I'm not talking about the stop sign I'm talking about an arm that extends out in front of the bus oh yeah but that yes there is a is that some I mean that's probably like six feet long I see it probably every morning with Devin and Maddie getting on the bus I'm just wondering if that thing if at some point to be able to just take that and just get it to rotate is it but I I'm thinking it might be only mechanically allowed to go out to here now but it could just tweak it and it goes out all the way yeah that's on the opposite side of the bus though I I don't know I mean I okay anybody could look at that yeah but this is this is newly allowed in Connecticut this okay you know stop arm neck oh I got it oh this is a lot bigger than yeah no I was just talking about something that's probably like two inches tall this is yeah much larger yeah thank you uh Marlene I I heard two magic words in your in your report Ed specks um that you're going to be meeting on and that was a uh a topic of discussion at uh budget meetings both for us and as well as with the Town Council as far as classroom capacity um for the new schools and adding headspace and all that kind of stuff um so I'm not sure I was going this except to mention that the Ed specs that we have I'm guessing are specifically to maintain you know 18.9 that it actually you know the physical capacity might be more like 25 or something like that or is it depending on how the grant is written like how what are we allowed to do there yeah so the Ed specs are not based on our classroom sizes those are if I'm not mistaken Mr massiana step by the set by the state for everyone they're not to maintain our particular student classroom ratio they're set for everyone so they'll actually probably end up being a little larger I would think like because like if a like a classroom in Hartford they may actually have like 25 or 30 kids sometimes or because I'm thinking like even like Norton school back when I was in elementary school we might have 25 or 30 kids in a second grade you know and so those classrooms were I don't know if they're built to hold that many kids but certainly and I don't know if walls had been moved over the years to to decrease the size to fit additional classrooms inside Norton but I was just sort of thinking along those lines like do the classroom sizes remain relatively the same size over the years it's just a matter of how many deaths you're putting and all the extra you know educational spaces if it's all the same square footage or if it's actually gotten larger over the years I don't have an answer for what the what the sizes were when we did the Ed specs we did look at our current sizes per room to see if there was much difference and I know for example for our gym obviously you know I'm thinking about the Chapman gym that was significantly different but I couldn't say off the top of my head the classroom spacing for the specifications in the 50s versus versus now right and I think that's just more like and I'm sure you'll be well aware of it it's like when you go through it just keep that in mind yeah that's all yeah we'll do it I can add just a little as well to add more students in classroom than your schools or just to make sure I would say or just make sure we're not there was a there was a question by a town counselor where they were concerned that we were building our schools for a certain size but that our population was growing currently even a little faster than we had projected and they were concerned while the school's even going to be big enough by the time and we talked about South Windsor and all that kind of stuff so that's kind of where my head was leading with Mr Messianic add his comment but no that this the specs are set not tailored to Cheshire for the I'll make a general statement that generally speaking the class sizes in the new elementary schools will be larger on average than what we were you know building in the 50s or the 60s or then and then Highland has decent sized Elementary rooms you can add more students into the classrooms I think the decision of how many students per class is really more of a question of you know what's the teacher's capacity how big do we want the number of students in each class to be and just round numbers the average Elementary classroom that is included in the ad spec is around 900 square feet maybe just a little bit under that certain spaces like some of the special education spaces they'll be a thousand square feet and then other spaces where we might have you know some lab type work those will be 1200 square feet but it's I would separate those two thoughts as to do you want to have more students per class and what is the what does that do to educational aspect of what we provide here in Cheshire that's great I be nice if the growth could slow down a little bit so we get the schools going I joke yes so I have a comment for Mr macciana and then one for Miss Solano Mr maciano I just want to assure you that I will be taking down license plate numbers when I'm out on the road and I see somebody Zoom past two cars and a school bus and just provided get someplace faster yeah um maybe that will deter people who are listening tonight um and for um Miss Solano I volunteer to be on one of those committees so put me on whichever one you you need me on thank you put me in coach uh yes Samantha um I just want are the three 15 times standing Marlene as far as meeting and then also is there some flexibility I appreciate the fact that you're including the board members but I do have a day job so yeah I don't want to deter you from coming if you have to come a little late we'd rather have you than not have you at all and then more so in the in-person versus a possibility of virtual okay those meetings oh I forgot are those in person or those the first one I saw was yeah the think tank for the board members that will be in person those three meetings okay all right thank you Justin thanks sorry uh yeah with regard to the the speeding going around school buses and just reminded me when she was talking about taking down license plates um this was just a couple months ago I was driving South on Route 10 and somebody pulled out in the lane pulled around me I didn't pay that close attention to it because I figured he was just gonna be a jerk and then pull right back like he didn't he continued traveling south in the northbound lane with people flying over the side so probably a couple hundred yards out in front of me so I'm probably right around uh just just south of Ives corner and you have a nice Clear View there probably around a veterinary hospital or something um for a few hundred yards anyway my wife and my wife grabbed the phone and call keep in mind that police have a non-911 number in retrospect I wish we had just called the 9-1-1 number because as we got further down there were accidents um from this person just flying down so I encourage people to consider just calling the police if you see one of these situations because they may be able to pick them up for the down the road someplace if it's quick thank you Tim yeah it's uh it's it's extremely concerning uh seen as there are no other questions thank you Miss Solano and thank you Vincent um I I mean you there's no business on a new business don't don't have much enough data I know uh today came held a webinar new one to talk about what came out Appropriations or finance committee vote in the budget I I'll send a link to the record webinar I again I'm not really sure I don't think the education bill was uh the new bill is funded but we'll see what the what comes out of that I'm sure soon and I'm sure by the end of uh middle of May we'll get a better idea as I understand that there's now some negotiations between the governor and and the cold shares those committees so we'll see who comes out of it um other than that no updates from for me uh so Ann signed up for the committee we need one more board member if you're interested please encourage you to contact Marlene uh as uh this is a great start to the project being able to Vision Envision what the school's going to look like so thank you for volunteering uh that being said I will read up the read out the new uh the upcoming meetings uh not all of them at least for for the next couple weeks so uh Thursday May 4th 7 30 p.m is our High School showcase at Cheshire high school Monday May 8th is curriculum committee meeting at 7 pm that will be in the humiston boardroom Tuesday May 9th at 6 30 p.m as policy committee uh to be determined whether it's in person or uh the uh Zoom uh Thursday May 18th at 7 30 we have a regular board at business meeting at 7 30 p.m and we have a couple meetings in in June uh when is graduation this year [Music] June 14th quickly approaching so Sandra's birthday very special day anyway uh there is no other new business uh that being said I'll ask for a motion to adjourn uh Adam is there a second Tim all those in favor please raise your hands it is unanimous thank you to meaning is adjourned
⚗ AI-reconstructed · cite from original above
thank you Adam to our second please second thank you Andrew all right roll call please Scott little Camp all right please is Schumacher yes yes unanimous I believe that takes care of our items for Action we're on to discussion items got the ongoing facility study we are um we've got a contract that we've sent to FGM it's been reviewed by our legal counsel and it has been reviewed by the the facility committee and with our owner's rep and it is in the fgm's hands and we are looking into that that's where we are right now with that object to add anything I just want to say that our legal representation on this has been really really good Barney's office uh Eugene Hanson has joined us and he's pretty much a contract specialist and he's really steered Us in the right direction and some pitfalls and what he's seen in the in the past and and uh he he loves our owner's rep idea and going forward but uh I think we're in really good hands and we made some really good improvements and and uh [Music] gonna have a good agreement when we're all done so it's probably the most involved and inactive attorney as far as just giving us advice walking through every single letter um every single word of the documentation making recommendations um just asking questions to get what to get our intent to help with crafting any language or propose changes so it's one of the most uh thorough involved attorney experiences I've had and I've had a lot of them in my career you know as far as contracts and attorneys so yeah if that Eugene's doing a phenomenal job keeping us very well informed you know making sure that our intent is is in writing and on paper and confident he will continue to do the same as we progress to the next phases so very very pleased today but we are very much still in the preliminary State just so we don't have any contracts out there or effective yet but I am encouraged by the involvement so far to get good contracts in place I want to thank Adam for all his uh he's been spending hours and hours and hours on this project and doing a great job and great comments and feedback and everything so we're very lucky to have him and his newly retired self is uh find a way to keep him so busy so thank you all right individual board member comments I have one more comment about the FFA stuff uh you know attended the FFA banquet but I wanted to remind anyone that's watching I believe that the greenhouse sale is the beginning of May of I think the 7th if I remember correctly of the top of my head but I would encourage people to go out and support that program I know they put a ton of work into that greenhouse and all the plants that are uh you know that come out of it so and I know that that money is well used and utilized that Greenhouse has been a great addition to the program and just encourage the community to support that and I mean I bought plants from there and they're very healthy and many of them are the only ones still living in my place so uh you know if you can hold off on some of your spring purchases for another two weeks I would definitely encourage going to that Greenhouse they have a wide variety of plants available so anyone else I wanted to um the pencilers is Monday night is that at the high school again at seven seven uh seven thirty seven thirty on the 24th yes and then I also wanted to know since we toured all the schools for the safety stuff has there been anything that came from any of that yeah we're getting quotes for the cameras at the front entrances um I'm going to walk the buildings with Kurt Steve and um Trent Mahaffey to make sure that we get those installed where they need to be the Middle School we're going to see if we can find a new window that opens with more space um the all the doors in this building have now been fixed and they are all operational there were some that were sticking the blinds are ordered we have someone coming tomorrow nice and so um we are slowly chipping away on that list it was a big list this summer we are going to have some some procedural changes um where you will buzz to get into the foyer and then so you'll be stopped on the more on the outside did we ever fill um the parent positions like did any parents come forward to be on the committee I do have yeah because we'll also have to fill that spot as Tammy leaves yes a comment so the Middle School roof Middle School roof has been has been progressing very very well they had to wait until the winter was over I did not get a status report on the roof I got one last week and everything was going well we were getting weekly reports that are up there doing the work and cutting it out and getting it covered so I can get a status report on that for you anything else oh I have one more thing all right okay three this is your limit on the theme of getting back to normal things getting back to normal I I wanted to give a shout out to all the staff at this at this all the schools um you know all these spring activities that are happening you know these uh field trips you'll call and whatever um you know all of that is is just I'm I can't say how excited I am to have all those things coming back to the schools uh the kids are excited I think it's healthy it's good for them to to see that there are rewards you know they're our plans in place for those that are that are doing well to be able to participate so I just wanted to thank all the staff and and everybody that helps put those on as far as just the coordination and making them happen I know there's some snags with even things like Six Flags changes some of their policies so it makes it more challenging for the band but I'm still trying to find ways and I do appreciate those extra efforts because it means a lot to the kids and I think it's great for our district so I agree anyone else uh board president prerogative actually I was going to Echo exactly what Adam was saying is you know just sitting at these meetings and hearing the building reports and and the shout outs and it just really makes me proud of the district and the staff and everything comes together I mean we just have a a first-class district and and I'm just I'm just very proud of of all the hard work that you all to do so thank you very much we do have an executive session and and I'd make a motion to enter an executive session for the purposes of appointment employment compensation discipline performance or dismissal of a specific employee of a public body or a legal counsel to the public for the public body excuse me including hearing testimony on a complaint lodged against the employee of the public body or against legal counsel for the public body to determine its validity five ilcs 120 2c1 would be like to make that motion I'll make promotion thank you Tyson very second a second perfect a roll call please yes yes Andrea Corey yes Frank Myers yes that middle pants all right in fact we are going in an executive session now there's no action items as a result so you're all welcome to come back and watch as a journey if you like but uh we understand if you don't so thank you all very much all right welcome back we just concluded our executive session there's no action items as a result of that and with that'll entertain a motion to adjourn I'll make that motion that was quick thank you Scott wait a second a second thanks Tyson all in favor aye any opposed perfect includes our meeting thank you for joining us

people that were they didn't bid the on the fir are they bid the first time they didn't bid the second time people that we thought were going to submit bids ended up not submitting a bid but our you the paper um more than 10 days ago and this is for the purpose of a full completing the full renovation of Schmidt Elementary School we will We intend to borrow no more than 15.3 million dollars and it is a neutral on the tax rate issue as we have three bonds that are being paid off between now and the end of 2024 so we will backfill with these these issues the total renovation cost of Schmidt is closer to 19 million total which is a approximate same cost as our current renovation at Parkside but the additional 4 million is already been allocated using Esser dollars to update the HVAC through the entire building so happy to answer any questions from the board or the public whenever you're ready Mrs Webb okay okay Chad thank you there will actually be the next meeting this is the first preliminary determination public hearing at the next board meeting we will have the second preliminary determination hearing followed by a project hearing so both of those public hearings will be held in the May meeting and those that that concludes the public input portion of the bond issue there will still be steps at further meetings to approve final resolutions but those are the public input portions of taking input regarding specific to this bond issue right just remind our school board members that this would be the same process that we went through for the Parkside project so the project that is moving ahead right now will replicate that and do a similar process with Schmidt Elementary School at this time I think it's open to anyone in the audience who would like to ask a question regarding this Bond um and this is separate from you know anything related to the normal business meeting topics will be handled later in the agenda so any any comments though specific to the bond okay we will we will move on thank you Mr Phillips thank you all right again since we have a quorum I will go ahead and kick us off to our normal business meeting on the agenda as special approvals Dr Roberts Dr Blake before we jump into those just want to remind everybody here about our vision mission and core beliefs so on the screen up here you can check that out that was a part of I look forward to continuing the work in bcsc that we are doing here to create inclusive environments for all students I'm excited to get started in this new role and serve both bcsc and the community [Music] CSC we have approximately 2 000 employees that do their best each and every day to serve our community and with that 2000 employees approximately 1100 of them are classified employees so a majority of our employees are classified members this is our first year as I mentioned before and we are going to recognize 21 individuals One winner per building that was voted on by their peers in their building so it always brings great pleasure when we do get to recognize staff and even more so tonight when we're recognizing a group of individuals that represent a majority of our employees in our district so when I call them forward like them to come line up and we'll go around and face the board and everybody gets their Limelight we'll try to hold our Applause we'll see how well we do name and their position I can't tell you if you add up all 21 of these employees they range in years from two to 42 years of service for us all together they have approximately 260 years of service
