registration through the contact information provided on the comment card thank you Lillian Driscoll good evening good evening um Mr Sparling and board members my name is Lillian Mata Driscoll I have been an active parent in SD 308 Community these past 18 years I am a mother of six children that have been part of the Dual language program my youngest two are currently enrolled in DL I came to SD 308 because it was ranked one of the top school districts in our area and it had opened a pilot program known as dual language I know firsthand what an amazing program we have in our hands as a district I also know that it has been our struggle to keep the district leadership informed on how DL program runs but also pushing for it to be more equitable we find ourselves once again faced with a situation of our full-time bilingual reading support for DL being pulled from Hunt Club to a halftime position in between both of our DL schools we have known that our Boulder Hill school has needs and we should definitely be putting those supports in place for DL why has it been a struggle for our district to do the right thing for our students after meeting with Mrs with deliquis and Renee Wednesday we voiced concerns on how decision the decision would greatly be disservice to our students it was a gut-wrenching feeling once again a repeat feeling of 2015 school year those that were here then know I kind of was given a felt like to share an analogy the solution that was given it's like having a pair of shoes and seeing a need a person in need that has no shoes and giving one of your shoes so that now you each have one shoe which doesn't make sense um there has been much growth in this program every year and we still do not make it a priority our classrooms are busting at the seams which clearly shows there's a need I have come to you today to see what needs to be done to make this right teachers have been working to exhaustion and as a parent I'm here to show support for the students we cannot accept this plan for the upcoming year it's not right so Mr Sparling I have faith that you will stand by our SD 308 students thank you for your time I look forward to working as a team and coming to a better solution that is not hurting our students education thank you Wayne harshberger foreign good morning or good good evening Wayne harshberger 457 Baroque Drive I've got two graduates from the district and currently have a junior at one of the high schools um our Saga that I've talked about before really started back in eighth grade when we were told oh well she's got good grades you got to understand my wife's involved in special education and testing and classroom teachers had leading indicators that said something needed to be done but we were ignored we then encountered a bullying issue in that eighth grade classroom when someone told my daughter why don't you just kill yourself I didn't realize at the time the dramatic impact of that experience would have on her Mental Health until last spring she wrote out a note to one of the high school social workers I have no idea was written but the fact the social worker and my wife destroyed it before I could see it told me everything I needed to know let's fast forward to Spring of 2022 now okay so in the fall of 21 went through a lot of Life Experiences lost both my parents lost Uncle Matt who used to come over to our house a lot and spent a lot of time with the kids so we had a lot of experience life experiences in the house my daughter suffers from things that need a 504 okay it's needed we were pushed by the team to do a complete all-in IEP evaluation in spite of the team knowing all the life events that we had already communicated in fact we had asked the team a long time ago her freshman year to start tracking all these incidents so we had this wonderful spreadsheet with all the instances dates times how long it goes on we have everything that spreadsheet was used against us as a reason to do an all-in IEP we said no but if in the fall we said well let's try it let's see what happens well this is our experience so back in eighth grade no problem don't need to do anything then we get to the district saying you got to do something The Forum that came home not filled out right okay my wife's comment is I wish we could get away with a form that that was poorly written there was no why the why was missing okay that that's really an isbe violation and then when we got through the whole evaluation you're supposed to get all the paperwork that goes in the domain three days prior to the meeting legally you're supposed to get it three days partial information provided we called we called the team on it okay Dr Hildebrand got involved she's aware of it admitted to heirs they scrambled to fix it it wasn't done right they didn't follow it per the domain okay so in the process we've had to get an advocate involved the district has now had to spend money to go get an outside evaluation done okay so why am I here why am I here let's get into that so some issues blindly pushing back on the need for a 504 back in eighth grade so nope no issue don't need to do anything let's fast forward to the recent events nope you got to do something reluctantly agree agree form not filled out right the evaluation not done right it's just a lack of execution so I could have submitted probably two or three of these to the state and have the state investigate these complaints instead I'm coming here to present this to you to maybe ask the team to reflect on what's going on and under your purview not the state actually try to make some improvements okay it's lack of execution quite simply lack of execution I understand there's challenges from budget and Staffing okay but what's the true cost of screwing this up now we're redoing things now you're having to pay for an outside count outside people to do Evolution what's the true cost of this what is the real cost think about that another question I really have is so my wife and I are educated we know what was supposed to happen so how many other families in the district are going through this type of process and the district's not doing it right but the parents and Guardians don't know that and then what happens when it's not done right and the services that the student is due are not being provided there's a bigger problem here and talking to my colleagues I work with with students across multiple schools I think you've got some problems Beyond just our family item 6.1 is an informational presentation and professional development and Mrs dalquist is going to lead us in that thank you thank you because working all right this is just the summary of the annual report the annual report in its entirety is linked to board docs and will be into our district website shortly the highlight of this is our goal by 2026 and envision 308 is an annual three-year plan as well as the piece of professional development based on feedback and then everything around what we do we follow our expectations for engagement which is part of the climate for learning framework so we're really pushing to have a lot of Engagement collaborative structures and inquiry even with the training with our staff to model the type of instruction that we want with our students the left hand side if you scroll down just a little bit for everybody is the indicators of success that we had agreed upon at last time around for August for our meeting here and we had a three-year professional development plan would be part of those and then really basing that off of our walk through data so I'm proud to say that this year we've had nearly 2 000 classrooms that we have visited as a team to look and see how we're doing so this is not an evaluation of teachers when we go in and do this this is to see how we are doing at providing professional development to impact change the entire piece of our three-year plan is linked up there and I want to emphasize that we base all of that on our model for managing complex change which first is having a vision for what it is that we want and then putting in the why or the incentive plus providing skills to do that and resources to do that all of that combined into an action plan so our first part of our work was really around creating vision and that was completed for most Parts last year and then the vision part for our climate for learning that was really focused on this year was around behavioral expectations the other Link in there is just the archive if you look at all of the trainings that members of executive leadership team have done and provided to various groups you might be interested to see all that we've done in the last school year so those next pieces around that Vision component as I said we now have everybody all schools have K-12 expectations for behavior um what that looks like and that Vision piece now really working on the skills and the resources to go along with that and then our work continuing is the vision for supportive discipline and what that would look like as well as having our behavioral design team which want to just remind the board that we have a district Improvement team that has several different teams that report to it the K-12 SEL team and the K-12 behavioral design team are important parts of that and you can see kind of the work that we have done so far as well as some of our work that we're wanting to continue in the next pieces if you scroll down a little bit more so that's the indicators of success that we'd like to report to the board for next year we'll come back at this with the three-year plan and the next steps that are needed to go through that will base that again off of data such as student achievement data staff surveys like we did this year we now have an annual staff survey that we give and then our walk through pieces and we'd like to incorporate student surveys next year as well and then a second component of that is establishing a system of data collection for the effectiveness of student Behavior using our new student information system and helping teams do that and then finally the board asks us to draw correlations to this work to those four areas I want to remind everyone that whatever we can do to improve instruction it does help us out frequently for costly interventions later on so that is a piece as we get better at our craft that can help save money as well as save students and getting better at what we need to do obviously the time with student learning is pretty self-explanatory as well as support for student learning and then Community Partnerships we continue to look for ways to do that but we also have to make sure that our staff has enough professional development and the resources that they could do to be able to go beyond that to Community Partnerships are there any questions I just have a question about the number of participants of the survey do we typically see something that low no this this year it was particularly low the year before that we were over 600 this year we had quite a few less did have you looked into like redoing this Earth doing another version of the survey to try to get more input to see where you can see the trends across maybe elementary junior high so um some of the things that the work with the instructional coaches are at those particular particular areas or even at the junior high level for departments they're seeking that input but geared just toward Junior High Math teachers are just toward High School social studies as we get ready to do those pieces and we find we get a lot of meaningful impact there in addition to the K-12 everybody taking their survey okay all done inside of the district we do some of both we do a lot of the in-house that is definitely more cost if you're thinking about costs to be able to do it that way but we have brought in experts and looked at that we've also brought in a lot of books where we're using expertise from others to do study groups so more in-house than not but we have done some pieces we also have just sent a group of staff to another District to see how they're doing with instruction or going to visit them of what they're looking at doing for supportive discipline or engagement so combinations so the results of the walkthroughs and I have different feedback at different levels of what that looks like one of the big pushes this year has been collaborative structures and engagement and we are seeing more of that in general uh at at all of the levels but we're not yet where we want to be with that so one of the things that we did when we talked amongst the leaders here and then also with our Union leadership committee where we talk about initiatives is we pared down what it is that we were going to try to move forward next year in order to revisit that and get it where we want it to be we have seen an increase in math vocabulary instruction both at the elementary and Junior High Level where that's been a big push we've continued to see more classrooms implementing the independent reading portion and then we're beginning to see more people skilled in small group instruction and reading but as we did our walkthroughs we realized we need to provide more support and more Reese's resources to be able to do that so that's something that we are revisiting um and kind of doubling back on to make sure that that's in place before we go on to another subject inquiry process we're seeing more of that especially with social studies at the elementary level but really excited about some of the junior high math things that we're seeing where there are big white boards up and students are working in groups and solving more critical thinking questions where there's a lot more application of the math skills at a higher level and that's the kind of thing that we would really like to see learning targets were a focus at the high school and are seeing a lot more learning targets but we need to generally work on the quality of the learning targets I have one last question what is the um reasoning or rationale behind non-certified Personnel doing walk-throughs non-certified people doing walk-throughs which what are you referring to I don't I don't want to say names but I've just heard that there were many people in walkthroughs that were I don't know non-pell Health holding or non-certified uh the only time that I'm aware of that is I am having District leaders that go on walk through so that they know what we're talking about when we're looking at instruction I want everyone to have uh be able to talk about climate for learning framework and see it in action so the only people that I can think of that would be non-certified would have been District staff that always go along with a buddy and have walked classrooms with me and others 7.1 superintendent report good evening board I have a few announcements for this for tonight I'd like to stop by congratulating Aaron Holtz and many of the OHS student participants at an outstanding Southwest uh Prairie conference literacy Festival uh competition on Saturday April 15th OHS not only took home the most Awards of any school 14 but they earned the top honors in both poetry and first play and several other first place Awards April is Autism Awareness Month each year during the month of April individuals and organizations across the world celebrate Autism Awareness Month which began in 1950. we use this time to provide resources to deepen deep in understanding and raise awareness and acceptance of students with autism celebrating differences and encouraging inclusion recently and National encouraged a young writer day April 10th Boulder Hill Elementary School held a book signing event for two of its students Evelyn Mendoza and Jeremiah Smith Jones celebrating them for each having published their first books over the summer of 2022.

in in the program and it's interesting that since we just saw these great kids um in the group between 66 and 17 years old 3900 and most of them come here out of this district and so it's something people too over the age of 65.

it's very exciting so I encourage you to visit our district website to hear more about these fantastic young authors and congratulations to Evelyn and Jeremiah those are two elementary kids with published books this summer yes I'm feeling a little slacky yeah yes yeah it definitely wasn't publishing a book right I'm also happy to say that geared forward robotics Oswego 2338 made it to the finals at the world championship robotics competition in Houston Texas this last weekend out of over 3 200 robotic teams worldwide and over six uh and over 600 who qualified and competed at the world championship they finished 64th which is incredible so congratulations to this very talented group of Team students and their coaches and yes those are the world competitions and finally I'd like to share that our annual student-led amplify event is on May 1st from 6 to 8 30 at Oswego High School the event will feature student works and expressions in an environment celebrating diversity and inclusion I'm sure it will be a great night and we hope to see everyone there Mrs Hamilton that is my report for this evening thank you thank you I'm speaking of students [Music] hello good evening everyone um I guess Caitlin and I are really excited to announce that the student uh survey that we were working on this past year was released on Thursday uh we're currently clocking in at 2208 responses um we were really excited about that we were actually kind of concerned that we'd have to push out the deadline Andrew what was that number 2208 thank you and that's among the Oswego High School and Oswego East High School and we're currently looking for other schools as well who will contribute to the survey overall it was a really good mix of multiple choice and free response answers we definitely took a bit of a turn this time and added more free response to give students that expression we do want to analyze how that turned out this time and we're going to be working on disaggregating that data later on in the future but I think Caitlin do you have any general trends that you want to just disclose before meet with the ssac um yeah so as Anya said we have a lot of responses so far which is really exciting and it shows that people really want to be involved and have their voices heard um we found data about the present the sexual harassment presentations and the work that was all done by the ssac last year we have updated questions and data about that and Anya and I were just looking at all this data before and we're really there were some lots of surprises and there are things that I think really need to get worked on in the district and we are very eager to go over them with the ssac to work towards some of fixing those document Ed did any did if you have any questions about the draft it is still a work in progress but pretty darn close um Ursula uh Dr Kincaid you did an excellent job of summarizing and putting together all that work so thank you so much did anybody have any questions on the the draft that yeah because we're gonna we're gonna go over that later on right yeah that's item 9.2 under information I have yeah I'll wait till then okay perfect thank you thank you any other questions on the board committee reports here we go point four board member comments any board member comments foreign I just want to acknowledge the work um of the policy committee and the two co-chairs um Jim Johnson and Ali Swanson for all of the work that was done and I don't want to forget to say to our administrators who also worked on this process um the knights and the long hours um I it it's mind-boggling the time that was spent but it's also going to be a benefit to our community community and our district to have gone over all of those policies and so I want to thank the board also for acknowledging the effort that it would take and the opportunity that we had to purchase press Plus in order to achieve the work that was done and so I think there's a round of applause required for everyone involved in that effort thank you I am excited for our future so I didn't prepare um comments tonight I just wanted to say two things and then I'm going to defer the rest of my time um it is we are coming at to the end of our first full year of school after three years of uh figuring out and pivoting during the pandemic and I've had the opportunity to speak with a lot of our teachers lately and uh they're tired and our students are tired and I think we're all ready for summer if the weather would catch up so with teacher appreciation just around the corner I just ask all of our parents and our community members to thank a teacher and remind them of the fact that they really do Make the World Go Round because they need that boost right now to get through the end of the school year so I just wanted to share that um one of the other things is that uh it is an honor to sit up here and to be the voice of community members of our Educators our administrators but mostly of our students and I've had an incredible honor of getting to know Anya and Caitlin through this year and Caitlyn came to me and asked me if I would sit down and talk to her about a speech that she wanted to submit the seniors can submit speeches and it was an incredibly compelling and I asked her to push herself outside of her comfort zone and share it with us tonight okay speak loudly it's a little long so just bear with me I remember when I was in kindergarten the day I brought my first backpack to school it was blue sparkly and had Tinkerbell on the back and I showed it to all my new friends with as much pride as a kindergartner can have I like to think this was slightly a universal experience getting a new backpack and excitedly showing it to your class on the first day of school well we're in high school now my backpack is no longer blue or sparkly and it is so much heavier people tell me all the time that my straps hang too low and my bag is too heavy but nevertheless it has everything I need I basically live out of it from August to May so if you haven't guessed by now I want to tell you a little bit about my backpack when we were told that we were the class of 2023 way back when we were younger I sure did not know what that meant it doesn't even feel like that long ago when we were greeted as a class of 2023 but here we are it's 2023 and I wish a time had gone a little bit slower but back to the backpacks because when I was younger and perhaps could have been contemplating what class of 2023 even meant all I worried about was what was in my backpack along our educational Journey we have put a lot of stuff inside our bags and I'd like to share with you just a few in most backpacks we carry pencils notebooks binders and a lot of stray papers but I can confidently say that the weight of our backpacks also holds resilience growth opportunity and adaption these are all positive things that we have in our backpacks as you all know not everything has been perfect along our journey there have been many things that we have been forced to carry in our backpacks broken promises family issues friendship highs and lows health problems and one of the biggest for most of us covid we couldn't have avoided all of these but we've had to overcome them anyway and we could have avoided some of them but part of growing up is making mistakes and learning from them on the way we have gained skills that will help us in the future when we walked into OHS four years ago we were all anticipating that we had four years to make our high school experience Unforgettable for many of us that did not go quite as planned as our high school lives were intercepted with so many unexpected turns however I think it has made us strong and allowed us to become resilient and while we take on this weight and make light of it we must learn to take out the needless things that put us down others opinions of ourselves the unrealistic expectations set by some of our parents teachers or other people in society our backpacks May hold school supplies but with the weight of that comes a degree of growth that I want to believe has changed us and our society for the better despite everyone being so worried about how we carry our backpacks and what's inside I think my straps are just fine [Applause] and Anya edited and gave feedback as well so it was a group effort thank you guys so much that's beautiful and were you going to present it or okay I love it very good all right we're moving on oh we have one more um I think this is kind of going to be your uh last swan song so I wanted to uh yeah so I wanted to uh yeah I get it but there there'll be a lot of yes but no no no no no yeah please yeah because number one and number two um having gone through this before it's it's it's a lot more about who's coming in so really this meeting is the time where we really should recognize them and so uh thank you um Ali and thank you Lori for for your service to the community it's greatly appreciated uh obviously we as fellow board members know the time and the commitment that goes into that so um thank you and um you know will uh you'll I'll miss our conversations and our back and forth believe it or not yes I will um and um and no matter what you uh you put yourselves out there decided to represent the community and that's greatly appreciated so thank you for your courage [Applause] you're almost we're so glad to have completed this year's service yeah you were counting down the day we were well we have something planned for you guys for next week so I don't don't be here Ally right it's debatable oh I feel like it's time for me to miss a meeting finally no all right 8.1 consent agenda are there any questions on the consent agenda no questions can I have a motion to approve the consent agenda please I make a motion to approve all items under consent including minutes of the Board of Education meeting from April 11 2023 open and closed session and to acknowledge the foyer request received by the district second Miss Doyle aye Miss Swanson aye Mr Cerrone aye Ms simultan aye Mr Gatewood aye Ms Johnson aye Mr flogger aye motion passes 7-0 item 9.1 is the Consolidated District action plan and Mrs Douglas will present thank you again this is just a summary there's a lot more details uh in the memo that was sent every year at this time as the state requirement that we create a Consolidated District plan and that sets off the process for all of the different grants that are managed through the state and I just wanted to remind people kind of we we throw around these terms Title One title four all this what this means so this is just explaining what the purpose of each of those types of Grants are and will be in the process very soon as we get our allocations from the state once this is done to begin writing these pieces so if you're ever wanting to look into what are the name of the grants and what they're for that's on this page this next is just what our annual amounts have been this is not something that is always predetermined you wait until your allocations come in and then you begin writing that process so there's some similarity but the amounts do change somewhat over time uh and then lastly just some of the evidence that is we have to present as part of the Consolidated District plan is that we've looked at coordination between all of those grants that are listed so there is an overlap and that we're focusing on similar things uh and that we've done A needs assessment with the staff and having stakeholders and teams in process for what this looks like it needs to be aligned to both the district goals and to the state and then there are also some Financial things like auditing processes and we also are required to coordinate with private schools on these funding mounts too any questions yeah um what um I know this probably isn't included but can you talk to me about um where where are we at or other grants that we might be looking into I know they're probably matching grants but um sure so the ones that I've been speaking to tonight are those that are run through the state and federal grants but we do look at competitive grants or other pieces sometimes there's a great alignment with our district sometimes there is not I know Dr Kinkade sends a monthly piece of those that we're looking at to inform the board and we do bring many opportunities to cabinet and then look at whether there is a good match and then divide up who could write or if whether it meets the needs so again the Consolidated District plan isn't a requirement from all grants it's just by those that come through the state and recently I had um I'll just leave it as an elected official who was inquiring about some grants and the one thing I'll say publicly um you know I've never heard of a grant that was a bad idea that I'm aware of um when it's you know money that's coming into us but um you know we we sit up here and we see and we know and we're aware of uh the fact that we need resources and usually um I don't want to say all the time but a large proportion of the time many of the uh complaints we deal with we we can look back and we can say yeah uh we we're aware of the resources we need and and we're aware that many times um when we have a lack of resources that leads to problems uh and so my my message to that elected official was that's great when we talk about the resources we need um we would appreciate not hearing crickets help us right so when I read in the Press about being lambasted about simply doing what every other District around us does when it comes to resources would be great to hear from those um elected officials instead of oh that's not us that's them us to look into grants than help us so that's that's what I'll say publicly about that any other questions for Mrs dalquist this is totally random it just popped into my head because of what Jared was saying but there's two things that I I wonder can we put some sort of like Teresa like a little Grant dashboard up on our um website that just says the ones we've applied for and what we've gotten and not gotten for and I'm wondering because our administrators put a huge Grant together spent hours and hours and hours and what it was not awarded and so we get questions a lot and they get questioned a lot I don't think anybody realizes the amount of work that they do put into these grants and that we just are not chosen for them because they're federal grants and they go to other schools that may be more needy but um I I get personally very protective because I know that those are being worked on and that they don't they fall through and it's to no fault of our own but I think that would be good for the community to see but also um Jared about the policy and legislative committee is there a way to work in next year now that we've done this huge project that needed to be done to maybe discuss more legislative of the policy committee and start to work with our is that a use of our I my suggestion is that you divide them again I don't think policy and legislators should have ever come together well I didn't I didn't do that oh I'm not saying you did oh okay I wasn't blaming you yeah you you you brought it up my suggestion would be to divide them I think there are I think there are a lot of work in the legislative area to building relationships with our um officials at the state and County and City municipal levels there's so much that can be done and so we have talked about that in our meetings and we've asked Dr sparlin to put together a list of all the opportunities that are available um and then let's uh come together and as a board decide on what that could look like because I think that's a really good idea and I know um Jared had mentioned it um before too as well so yeah so uh regarding that oh can I just ask and I'm not super experienced in in this but does it necessarily potentially negatively impact the ability to get grants if the people issuing the grants know that we're going to advertise whether or not we get it do you know what I mean sometimes people can get a little more inclined if SD 308's website though okay I I mean honestly no there's obviously local like I mean maybe that looks different but like for the mental health one that was millions of dollars I pretty sure the US Department of Education is not they wouldn't care at our website but that's that's definitely to think of but for a transparency point for our community we get foiled all the time for it it would and it would be nice to show we do not have a dedicated grant writer our admins do this as like bonus work so um I mean we had had I remember yeah okay yeah anymore and so we get questioned a lot and it's like well we can dedicate somebody to do that and then you know when Cuts get made that's typically where we go first so a I just wanted to get notoriety for that's not the right word at all I want to get recognition for our administrators that have done this and that Grant took a lot of hours the board was involved our our elected pushers were involved and it fell through but um there's so many of those Brands and I would like the community to see that and since they're doing the work it's just like pop it up there you know on the screen pass it over to Teresa and and so forth but also if we could pivot to maybe helping our admin and um you know using our committee uh which is the address I don't know that'll work but any way we can help you okay thank you all right on to 10.1 about 90.

Dr Terrell before I read them individually can you just Again cover all the subject matters that these individuals went through or do we have somebody else that's willing to do that I would ask Miss Allen because she and the reason I'm doing that is simply because she put so much work in behind the scenes to get this program to where it needs where it ended up being that I think it's important to recognize her all of her hard work well in this case then Miss Allen this is all all yours are then right now thanks you're welcome okay Let's see we had six different sessions over the course of this year we started with understanding District finances and a broad overview of the district um instructional technology inclusion student services and support departments what am I forgetting we did a job shadow of our administrators in our buildings assessments yeah testing I might be forgetting one how is student support I should have like had this ready to go you know six all good ones hopefully and just learning more about the district how it runs and hopefully they all learned something okay fingers crossed well on behalf of the board congratulations to all of you because once again now you're a little more informed of what it is we might deal with on a monthly daily email basis so you can be our spokespersons now there when one of my biggest pet peeves is the social media rumors that jump out when something jumps out there that one person heard or seen and then it explodes into a conversation that's nowhere close to the truth so now you guys can take on added responsibility as being graduates of this program to move forward and help spread the correct word of what it is now people try to get out there and say the right things but then others you know as that works sometimes the truth always isn't what's out there so congratulations on behalf of the board now if I I apologize in advance if I mispronounce your names Anna Lee wheelbaker wellbaker out here tonight Christian Washington Jessica cribari I say that right Janet Ellis Jennifer Rosenbaum Jennifer you're in you're in congratulations Julie wendorf Kristen nemec Catherine Rios Melvin Sewell Rick fluka Stephanie Owen Susan yadron is that right Theresa kowalczyk all right I don't mean to put anybody on a spot before pictures would anybody just like to say a few words about what they experienced if no one does that I'm okay with that but I figure I'd give the opportunity being that you're the first class by the way I did miss one Ashley Perkins okay anybody else just even if it's simple it's I mean people that are behind the same you know we see the students we see the teachers but we don't always see the people that are behind the scenes and keeping everything organized and running you know you can take your child out to the bus stop it's going to show up you know I mean it just this is really nice keep it safe and keep the food going well we'll see things I thought it was just a wonderful opportunity and like you said uh I'm going to be able to spread the correct information Neighbors I'm concerned about the population grows and things like that so tell them exactly what's going on well we appreciate your dedicated effort to make sure this went through being the first class and experience you know some things that might have not all but sounds like for the most part everybody enjoyed the experience so we're grateful that and the Miss Allen for leading you on that path and obviously we'll look forward to the class next class next year correct so again on behalf of the board congratulations thank you [Applause] and ambassadors feel free to stay or not we appreciate you guys maybe a sauna in just a few minutes tonight being said okay did I say that right correct it'll pick does not have fright night they don't have Camp Tecumseh they don't have any economy I will have to reapply for the robotics team and hope I get in I still have to find out whether I had to reapply for Honor Society I will have to leave my friends who live in the neighborhood behind mine to make all new friends and have to do it again in a year we are the kids who spent the last several years adapting we are resilient but to rip so many of us from our friends from our teachers from the family from the ike family that we have built is not right why can't we have an opinion to finish our our administrators as well so congratulations Nick and everybody else as well that is yeah through a review of the policy it was noted that section b2a of our wellness policy had a statement in it that I don't think anybody would agree with and it also does not is not substantiated by the National Health and physical Educators therefore we are seeking your approval to repeal that statement uh it's uh it's a statement that uh in some way just got overlooked and uh was I don't think was ever intended to be as part of the wellness brought policy that we have so this evening we're seeking your thousand five hundred and four dollars may have a motion thank you Mr Vassar second by Miss bazen question or discussion all those in favor please signify by saying aye all right those opposed motion carries 5-0 thank you easement agreement with the region Holdings Mr Reese thank you Mr President members of the board tonight I have for you an easement agreement with region Holdings when you see that in the agreement I want you to thank althoff homes they own the property between our two endpoints where we're starting the water line for the new middle school and also on our property we need return we will not charge them any only region Holdings if they were to sell the property at some point it would not pass on to the the owner of that but we're give them we won't charge them tie-in and what's interesting there is many of them are serving as homes for grandchildren so I uh not too long ago I was helping out and I met a lady who was I think 68 she told me and she worked all of her life for a t and she said I'm not coming off but every once in a while I have to come and I said why and he said I have three grandchildren living with me and they are sometimes needing more food than she was able to do through her pension and through her social security and so you know we are providing the an important service for your families and so we are very glad to be with with you there we're working with Mr Rogers Miss and his team on the renovation so there's a degree of anxiety on our level especially when we're talking about that bridge and how to get all the food because I think some of you that have maybe seen when that big leaner strike comes on Fridays and delivers 10 pallets of food that's the kind of scale that we are working here on we are not just playing food pantry anymore we are actually really doing it and so that's one of the things we are trying to figure out how to do that without having major disruption I think it's the same moment we're working on an extension of our contract Mr Smith is working on that too and so the last new program that maybe some of the new board members that I have seen but maybe don't know we have a home delivery program that serves about 150 people and these are folks that originally were maybe not able to come to sharing place during the the covet crisis but many of them are seriously ill and so we get referrals from Community North Hospital and others and people with cancer just came out of the hospital having nobody that delivers some food so we have a whole group of some of our churches here in this area that do that so just to give you a little update we are very very pleased to be part of what you do and thank you so much for your amazing Support over all the years and of course I'm a kind of more personally interested because I have a ninth grader at Lawrence North so I'm kind of have now more skin in the game than before Dr Smith so thank you so much and thank you thank you madam chair for your wonderful support thank you [Applause] just a quick question it is Our intention from Dr Smith it is Our intention to continue our work with the sharing place as we as we navigate our new facility yeah absolutely and I think board and public you need to understand the vital support we receive from sharing places not only serving the community at large but more specifically Lawrence Township and the story that Mr Schumacher just gave of a grandparent who has children in our district so absolutely Mr Smith we have a plan Roger Smith over there with our renovation of this facility that sharing place will continue to be located here at the lecc good thank you Mr Smith do you have a blue ribbon update for us I bet you do Madam president members aboard Dr Smith we continue on uh the west side of uh LC is coming along really well we're hoping to get that asphalt patched in there so students can start using our new sidewalk uh the art rooms almost finished up we've got some flooring to do the next slide Media Center likewise we're hoping to be in this area by the end of May of this year the senior Cafe again on the west side there a lot of movement on the North soils being turned and moved and smacked up the retaining wall is supposed to start this week so we'll see that going up LC pool continues on you'll see some concrete walls starting again this week going up around the pool Ln fencing over four thousand feet is up and we'll continue on around the entire property Lawrence North phase two six classrooms the LGI and some other dressing rooms for Performing Arts being renovated L land two-story uh that's the inside the new two story for the new wrestling room above the commons area Jim is being demoed as we speak and that will hopefully be up in uh usable come August and to put uh pool continues on with the ceramic starting to to lay as well as the final deck also a reminder we do start the Fall Creek Valley Belzer Middle School we'll be moving teachers by the end of May with renovation starting in those buildings in the first week in June we also continue with the design work for the new lecc building yeah I do have let me see oh okay all right thank you Mr Smith everything's coming together really well I did have a question for the public record I I know the answer to this but I get this asked a lot by people in the public what will be what will the old an auditorium at lnb utilized for a good question we do have two old natatoriums that will be filled in and utilized as a multi-purpose space both four Sports and Performing Arts Mr Smith I'm not sure who on the cabinet can answer this but with the renovations of the media center I'm just wondering is there a refresh of the books I know that we're part of the library shared system so didn't know what was going on with the books that are in the library and how those are being moved to the new library thank you Miss Dunn I'll let curriculum go ahead and answer that because we do a Refresh on books all the time so not only with the renovation but I'll let them go ahead Troy we do continual refresh so each year we order new materials for the media centers and so our current collection will move to the New Media centers thank you so much we like books in Lawrence any further questions for Mr Smith okay um I will hand this over to Mr kuznick and Dr Brown and I assume there will be a cast of thousands we're going to look at our strategic Plan update good evening president Mustin Dr Smith members of the board yes we are very proud of our committee's work for our strategic planning and an update for you tonight and before I begin with our presentation I'd like to ask all the committee members who are in attendance tonight in the audience um those who came to focus groups or were on the committee please stand thank you for your work and contribution it took many hands I'm also pleased to share with you that tonight we have our strategic planning consultant Dr Jill Kramer and she'll open our presentation and then I will conclude it and Dr Kramer if you'll go to the podium thank you madam president and Dr Smith and members of the board um okay um thank you very much um so we just want to kind of walk through the process that we took to get to the Strategic plan we did have hundreds of people involved in this process and so um with the cabinet we did a little planning and looked over an environmental scan so we could level set sort of our expectations around education and the state of education and so our idea was sort of funnel take lots and lots of great ideas from stakeholders and pare it down pare it down pair it down to a strategic plan and so we challenged the group to look at the I think 1200 or so ideas that came in from 29 focus groups and hundreds of participants we had Community Partners we had Parents students faculty staff classified staff administrators participate in this group in these focus groups and so we asked for questions who is Lawrence Township so describe Who We Are what your your opinion or what your perspective is of who the the district is um what does Lawrence Township do well what can Lawrence Township improve and what do you see as barriers to Improvement and so from that we had about 1200 ideas come in about 400 sort of unique ideas and we divided those 400 or so ideas into these themes that you see up here so around people and Staffing facilities Technologies or the physical things that we have to do our work with our students academics extracurriculars and student support culture that had equity and culture in it outcomes and policy and we asked each of the teams then to look at the ideas that came in there and pair those down to even you know a smaller grouping of things that would be priority fees for the district and so you'll see the number of teams that we had in place so everyone who was invited to a focus group which was hundreds of people was invited to this prioritization process and they were placed on a team and they went through really a two-part in-person process but I think each of the teams had many meetings to sort of prioritize and vet and then the ideas that we came up with are creating the plan that I think Dr House Brown and the team will will bet with you tonight so that was our process to engage and then prioritize prioritize prioritize and ask what does the group really need the whole District behind in order to affect change and then many of the ideas I know have already been referred to individual departments schools groups of teachers or groups of Administrators to start to implement or look at because they didn't rise to the level of a strategy but they were important from the voices that we heard thank you Dr Kramer for your leadership and guidance through this process um we as a part of this process Dr Kramer also guided us through reviewing our mission our vision and our values and the committee work together and to make some recommendations and so you'll first see the recommended mission on the slide now and the previous mission is there in Black Ink and then the additional recommendations are in red and you might remember the previous mention Mission talked about educating all students to graduation well you'll see the expansion of how we've evolved since that mission was written not just educating but supporting all students you'll see the words Pathways and not just graduation but beyond that we're preparing the children for beyond graduation the next slide has the recommended vision and at this time the committee does not recommend any changes to the vision when we looked at our values we did not want to change the three values those are solid foundation blocks of our community but you will see there are some additional descriptors added to two of the three values staying with our recommendation is to stay with achievement integrity and service but you'll see the expansion at achievement and service and I'll just read the recommendations of those three to you we are committed to striving for excellence and maximizing performance and potential of each individual student in an environment where race ethnicity gender and family income are not predictors of success staying with our previous value of Integrity we embrace our differences treating everyone with dignity honesty and fairness we are entrusted to be inclusive and transparent and the addition additional recommendation to service we are servant leaders listening and responding to the needs of the school Community focusing on continuous Improvement measurable results stakeholder voice and stakeholder satisfaction and contributing to making our community a place where people feel welcome and well served regardless of race ethnicity gender family income religion or sexual orientation or gender identity moving on this should look very familiar this format previous you've seen committee work around Equitable student outcomes in our audit and our work with Dr Mayfield and so we um Mr kuznick and I took that same outline approach because our community is familiar with that where we have a major outlining strategy initiatives activities divisions responsible and metrics to measure and monitor how well we're working toward those plans you'll see that there are six strategies tonight Dr Kramer mentioned those reference those and three are big rocks they have more initiatives than the other three and three or more foundational and you'll see that in the number of initiatives um for tonight what I'll do is I'll read our strategies and also go through our initiatives as an overview strategy one is academic achievement and this is by far the heaviest Rock increase the number and percentage of students earning College and Career credits preparing them for post-secondary education and work Pathways this strategy alone has eight initiatives so I'll read through those with you the first initiative is to increase the number of students participating in work-based learning experiences aligned with high-wage high demand pathways the second strategy is expand Elementary and Middle School programming I'm sorry the second initiative in strategy one expand Elementary and Middle School programming to raise awareness and interest in high wage high demand High School Pathways so you can see the stair step between initiative one and two continuing with strategy One initial initiative three increase access and enrollment in dual credit courses at the high school level continuing with the strategy of academic achievement we next have initiatives four and five increase the number and percentage of students who enroll in advanced coursework and earn high school credits prior to ninth grade initiative 5 increase access to highability programs in the elementary schools again you can see the stair steps in the initiatives moving on initiative six in strategy one improve K-12 literacy achievement and you can see that's a very meaty initiative 7 ensure a consistent curricular review process that is responsive to the rapidly changing educational environment and the eighth initiative in strategy one improving alignment of instruction and assessment within the Spanish Immersion framework moving on to strategy 2 culture defined as improved the learning Culture by focusing on Behavior expectations norms and consistent services to students families and staff this big rock has four initiatives so strategy 2 initiative one increase access to programs that are demonstrated to improve student health strategy to initiative to increase stakeholder engagement strategy 2 Initiative 3 Institute restorative responses versus punitive to behavior infractions and the final initiative within strategy to culture increase the use of community and external Partnerships to support staff Health mental health professional development and workload burden of our big three of the six we're now moving on to strategy three Staffing and people increase staff support to improve retention reduce turnover and improve workplace satisfaction among staff within strategy 3 we have two initiatives embedded within the definition initiative one increased staff satisfaction an initiative to reduce staff turnover now looking at our strategies we'll move on to the three foundational strategies if those were our three big rocks these other three support all of the above strategy Forest facilities increase effective use of space to support increased academic and extracurricular alignment and opportunities and within strategy four we have one initiative but it's a big one increase the effective use of our spaces moving to supportive strategy five technology maximizing technology use for students staff and families parents and families and parents and within strategy five we have two initiatives initiative one increase effectiveness of student and staff technology and initiative to increase effectiveness of technology for parents and families and our final strategy which touches all strategies strategy 6 Finance increase Financial alignment with our strategic priorities and the one initiative there for finance is to monitor available resources for Staffing curriculum changes and building projects and that board is your overview of the strategic planning committee's work who would like to ask the first question it is hard to absorb I do have one question regarding reducing staff turnover um I see that we're going to analyze exit interview data and my question is can we create some kind of oh sorry so okay let me start over um we're going to analyze exit interview data to reduce staff turnover but at Exit data where we've already lost someone is there some proactive way we can um get data from our staff to know what what they hold valuable in their Club what kinds of things make them want to stay and what kind of things um engage them the most before we have an exit interview is there a survey available that we could use president Mustin um before I hand this to Miss Johnson our Chief Human Resources there are also stay surveys which are for current employees um yes and I'll hand that to Ms Johnson to add okay thank you madam president um as Dr Brown was saying we have surveys for the current employees that are staying with us but I think to analyze those that when they leave what were some of the reasons as to their departure and how can we be proactive as to what does that data tell us going forward you know versus just saying oh they're leaving because of relocation but to actually have that hard factual data and what can we learn from that and one of the Beautiful Things Madam president about a strategic plan it gives us an opportunity to have focus and to dig and find a quality product that human resources can use for school corporation as large as ours that is always going to be a challenge and so how do we streamline that and make it better that'll be a task of Human Resources to find that perfect spot great I I do hope we can work on that I know exit interviews are very very important but again by the time it's an exit interview we've already lost that that valuable asset okay thank you so first of all congratulations on just convening so many people to give such great feedback on the Strategic plan I do have a question I know in thinking about strategic plans a lot of times we're focusing on three or four big rocks and there's a lot of big rocks in this plan and so I'm curious as to how we will be sharing progress towards the metrics and what kpis will be completed so that we have a clear line of sight in how the Strategic plan is unfolding yes and you you might notice that our big rocks and all six of our strategies are aligned with board goals and that's and not not a surprise to any of us um I think what we've learned from our Equitable student outcome process is that our monitoring is done and made available to the public through our week our monthly updates to our dashboard which we've shown to the board previously when Mr kuznick and I were looking at the final submissions from the committee and thinking of an organizational tool which would our community would respond well to we wanted to use that same outline so that we could also have a dashboard for monthly review and to show our progress and also to monitor ourselves and that's why those divisional assignments are so important as we use an equitable student outcomes those divisions update their areas every month so their specific items thank you so much good work good okay um thank you thank you for that information that is uh that is a tremendous amount to um to grasp in in one sitting so I'm sure when this comes back to us we may have a few questions left as we digest this okay so um Mr miles permission to advertise for lease proposals for the one-to-one devices please thank you thank you madam president Dr Smith members of the board tonight I bring to you uh currently for information but later for a vote would be permission to propose for advertise for our lease for one-to-one devices these are funds that we'll use to fund our curricular resources specifically to purchase Chromebooks the good news this year is we had some federal dollars that we were able to utilize from our emergency connectivity uh funds that so the lease this year would be smaller a little less than half of last year's size but we do need permission to advertise that lease to the to prospective bidders at this later this evening thank you any questions board if there's no questions Mr miles again do you have our financial update please thank you madam president Dr Smith once again members of the board tonight I share with you uh the March financial statements for both our transportation fund and our general fund and you should have those um docs just a couple of things to point out we feel very comfortable with both funds where they're at at the moment trending as expected our general fund the overall balance at the end of the year through these first three months is better than expected so we always love to see that state support is just a slight tick off but nothing to be certainly concerned about and then on the transportation fund see a lot of good things there as well uh our our salaries are actually up just a bit that's once again I think we saw that in February we've been able to be successful in hiring more drivers so as we look at our budget from one year to the next that that lag and what we what we didn't have last year was certainly didn't quite predict as much to date this year so but it is still in a good good position and happy to answer any questions on either on either fund thank you for handling our finances so beautifully any questions board okay all right then we're going to move on at this point to our board committee chair reports um Miss Norman Foundation please thank you madam president I Believe Miss Gibbs is in the audience so I would like to have her share the foundation updates good evening Madam chair board Dr Smith uh great news at the foundation we are so thankful for your support and all that we have the opportunity to do to support students um just reporting to all of you the gala report down four to go to look at the pricing and the lovely updates of our facilities go to cityoflorance.org that's all I have for you thank you thank you for that update or do we have any updates from the isba from the Indiana State School Board Association come on none okay let's go let's go let's go all right um then we let's at this point go to our action items please um Mr miles approval of permission to advertise those lease proposals for the one-to-one devices thank you madam president once again Dr Smith Ford at this board approved permission to advertise for our one-to-one devices so 2023-04-25 Kendall County, IL YouTube / BOE Stream transcript source: youtube SD308 Board of Education (4/24/2023) · passage 4
I'm getting ahead myself go ahead item 9.2 was a draft of the Board of Education policy manual and uh Dr Kincaid why don't you uh guide us through the conversation absolutely so um you should all have a memo attached within your documents as we've discussed the ongoing process we started a few months ago we've been working as a committee with a representative front press really to evaluate not only section by section but every policy our first lens was the alignment with press and then was there anything from our current policy that we needed to bring over but ideally we wanted to be in alignment as much as we could with press as we went through the process um part of the conversation also was regarding the exhibits the administrative procedures we have had some of our admin procedures it's been quite a few years since they've been reviewed so what you also have attached in your documents is the chart that is aligning all of those so you have access to not only the policy our proposal for the draft any current proposed or uh upcoming proposals of exhibits related to the policies in addition the administrative procedures and then additionally we've also linked any policy that is referenced to students rights and responsibilities so you can see the progression from the public view of board policy to the the admin procedures because we thought that that was important to review a lot of our policies as we move to press what we would potentially have been removing was administrative procedure information it was a lot of fine detail that was within our policy that needed to be present within our procedures but through discussions with Community advisory and with our team as the policy committee we really wanted to see it not only from the board level but then the implementation in their schools to the connection to the students so that's why we wanted you to have the entire picture kind of from start to finish can I also say that you focused very much on for myself and Ally but also for the administration what is really policy what is really procedure and what is really practice and we found a lot of our policies were not policies and um so that was I think the second part of our overall goal was to really make sure that our policy manual was a policy manual and so we had some policies that we hadn't reviewed since 2007 2009 so that was the other part of it that was incredibly important as well as tying all the documents together so today we just wanted you to have access to all of our current drafts so in the document that was shared at the very top of each section you have what the proposed draft is of the policy manual you also have a link to the current uh policies you have a summary of what the changes were and then you have either the current proposal for exhibits and APS or a yes it's a plan so there were quite a few and we'll be working on those in upcoming months I don't have a question but I spent a little time going through it just reading and I know we've said it uh already about the amount of time and effort that you put into it but I think equally as important and appreciated is actually how you even presented the information because it's been fairly easy for me to follow and any question that I had I was able to find the answer so thank you that's Ursula and Dr Kincaid all the way so um I don't have a problem with any of this except one thing uh and I think maybe the historical and I don't know if you were going to go there or not but maybe the historical piece is important here and that was 425 and I'm not surprised you didn't find it impressed because you wouldn't find it impressed um but I have a problem with us looking at that one and I have a problem with us eliminating it and I think we need to have a deeper discussion on it and I think it's the board that needs to discuss this because while the Prospect of this happening again are probably slim I think we need to be careful of the message that we send to the community and Lori I'm glad this is coming up before you're leaving because the board when they decided to put this in policy purposely put this in policy because they wanted to make sure that they sent a message to the community that they were taking this matter very seriously and that was it was a it was a commitment it was a commitment at the time from the board that the concept of any type of sales tax that would be passed by the school district was specifically put in place to bring property tax relief for property owners of the school district and the reason it was put into policy was to show that we were serious about that right and while I understand the desire to allow a future board to take this into consideration my my fear and taking this away is we send the message that the policy really can just be done away with at any point and if this matter is brought up um we're going to end up having the same debate and we're gonna have the same challenges it would seem very much more desirable to leave the policy and have a future board debate it at another time um if in fact this ever comes up again I think we um we undermine that conversation that occurred in the past and I think there will be elements that you hear from and you are going to create distrust for a future board if we ever have to bring this up again and we have to go this route I think it's far more advantageous to say if we need this for something else to have that debate at a future time and leave that policy in place I understand the counter argument is going to be it's more procedural than anything else but that board was very serious and the community was very serious at the time that they needed to see it in a policy and that's why it was placed there and Lori I'm sure you can you can anything that I missed or anything on that I just want to make a point of clarification we were a committee so if we may have had dissenting opinions I'm not blaming anyone I want to make sure that we have historical context and I want to bring that up that's all right but I need I I needed to make a point of clarity that we were a committee and what is brought forward in front of you is what the committee is recommending realizing that the board makes the final decision I know that okay so this is a a lot of policies to chew at one time I love the format I'm so appreciative for it um the one thing about the sales tax and and just want to clarify that what this was for people listening that might not remember that if we asked for an increase in sales tax we would use that to Abate property tax this was an opportunity that we would have had separate from an operating referendum to actually reduce property tax it wasn't appreciated by some other Municipal organizations who wanted their own property tax um so again any kind of safe cards we can put in to make sure that we don't get in the financial position we were in before and to give us opportunities to make sure that we actually use this for property tax relief in the future I'd really rather leave in having been through it it it was not something that's worth having to argue all over again just to put it in place it was I I don't disagree necessarily again totally understand where you're coming from yeah it you know is it a policy no can have we left other things in here that aren't necessarily policies yes because we had a committee that met and felt very strongly about it I have another one to bring up but I also believe strongly that your board attorney should always bring that forward and you know make that public when it comes to we have to lean on our subject matter experts too when it comes to sales tax and sales receipts so it was this this was discussed in all of those points of view were were brought forward and it's here where it needs to be no I don't think anybody's debating like that piece it's just that here it is and so we need to make sure that as board members who were there during it we um we strongly push I don't want to speak for Lori but I at least for me I strongly push that I'm against it it needs to stay so that's that is my perspective and having lived through it that's where I'm at yeah and the recommendation uh from my point of view was only because the committee was asking do we need it and can we just align with press and I said yes you can align with press if that's the interest of the board so I am not saying legally you should get rid of it you make may keep it it's at your will so I have one question so well now question in regards to next steps because I did have a the one thing that's jumped out to me were the the ones in blue of course the ones where it was a recommendation to remove it some of them gave the reason why some it would be I would have to I had to dig a little bit deeper but my question is when we are going in there in our next steps to approve these are we going to approve these by section or are we just going to vote on the entire theme I mean that's a lot of policies to vote on it one that's that's why I'm asking I don't have to do it the reason why it will be it would be very difficult for me to give a blanket approval for everything and so I'm just wondering what what we'll learn next week or do we have to just I would imagine if somebody correct me if I'm wrong but I would imagine that like bring it as is and I would sit there and make a motion to you know leave policy 425 in there and then it would pass or it would pass and then if it doesn't pass and I don't like it then I vote accordingly that's that would be my assumption and I would assume if there's something you wanted let's say hazing which to give gave an explanation yeah right then then you would do the same thing right that's my assumption but I could be wrong you might want to break it out by section do a section of meeting it would take a long time I guess again that was up for discussion as well because I believe that is one of our main priorities as a board is governance and policy making so I think it bears some of these bear the opportunity and I shared with Dr Kincaid and Mr Bell that I want if we are going to delete this I need the board to know that the recommendation was to delete it because maybe we didn't agree with it so um and I colon 8-1 also so so the I think the way we had envisioned it was that over the next two weeks we were going to review all of these uh policies and that we were going to vote on them prior to um Ally and Lori we don't have to do that on our account nope not not necessary I think what would help some of you guys with some of these is I know some of the explanations were there but sometimes just reaching out um to either Heather or Jeremy and just saying hey what was the thought behind because a lot of these we had this very similar questions as we were sitting there and I think I they're all everybody in the room came at it from a different perspective so some of it was to ease up some restrictions they were having some of it was to tighten some restrictions they were having right and a lot of it was you know kind of District specific so I think if you I I think it would be a great idea if you you know like Circle the ones you're not sure about and give them a call that's a good idea the one other question I would ask that I think would be helpful is I know that there was something broken out for and I guess that's not never mind well I'll say it yeah uh the the policies we're we're going over policies and I understand that's our responsibility but but in order to have consistency across the district the practices and the procedures I just want to read them so just uh what was there because I think it'll give context to um some of the policies in my mind to give me the assurance that oh this is covered but I'm only seeing one part of it so in all fairness some of those are being all Rewritten by Dr Kincaid what is there currently is not there is it oh I got it it's not uh this is the bigger reality and we were trying to share this with Dr sparlin our administrators get I I don't want to make a blanket statement so please correct me if I'm wrong but they are doing this outside of their typical work hours they typically get somewhat compensated for it this was above and beyond all of that press offers the service of writing an AP manual for us they will not have that service till 2024.

since I've had him for three years for computer science and statistics I was first introduced to computer science through him and I really enjoy coding now my best memory at North was creating 20 minor in creative writing I think the teacher that has impacted me the most would be Mrs horn and all of the biomed teachers have just made it a really comfortable environment and I feel like I can really pursue what I want to through their classes and it's always been really fun talking to them and I think my favorite memory would have to be triangle distribution because it's always super exciting about things that I've created and helped create students and feel like I'm making a difference in school oh thank you and to Dr Robertson the board I present to you the class of 2023 top 10 of Columbus North High School thank you Mr Pemberton [Applause] I need you Mrs Wilton our next item as we have the north seniors head out for their photo congratulations again to all of our top 10 students of both East and North our next program or item is a presentation from the C4 program so Dr Heck thank you Dr Robertson School Board member it's a hard act to follow I do feel a little bit intimidated to be quite honest hearing all the plans that they're doing I didn't even know what half of that stuff was I think when I was in high school so it's been a full night tonight so I do think the opportunity to come and present a few things about C4 and then also introduce our state state winners in our culinary arts program and let them have a few moments to present themselves so real quickly I just wanted to let you know that we have our vision and statements and facts and I want to celebrate a little bit we've talked about um the opportunity of students to show different ways of success and so tonight I'm going to do that briefly we're not God we do not have everybody up here but I do have several of them for uh for us to review I hope I underst do this correctly here all right so first off this somebody asked me today what one of the things I was most proud of and that would probably be our ambassador program we started this about eight years ago and our ambassadors now we we range anywhere from 60 to 75 a year and the ambassadors truly are the ambassadors of C4 they're the front face of our programming they meet with every sixth grader in our community and they also meet with every eighth grader in our community they really truly do spread the word and the good things that we do in C4 and in bcsc you don't really understand how big an impact C4 has until you leave and go somewhere else and talk to them at another school corporation see what they are we had a student the other day present to uh visitors and he said I went down to Seymour and I was talking to the students in Brownsburg and stuff about the opportunities that and they were so excited and they didn't couldn't believe what we had and he said it was hard to understand because we just understand that we just haven't and so just very proud of them and every year the students helped pick their leadership team so that's where they go next give you a little bit of facts last year or this current year we have 2700 plus students enrolled in C4 I jokingly say we're the largest school system or School inside of bcsc we have 40 staff paid support and we have three campuses you can see also that we serve students from outside of bcsc and those schools are listed there as well and it says 71 classes but it should be 71 courses we are being recognized later this year or later this month with the Indiana CTE secondary partnership because Partnerships in community within bcsc and but also within C4 are very critical and this is an award if I call it jokingly the pigs in the park but it's really called forensics today and so it's a combination between our biomed classes and our seat criminal justice where they have suspicious death of pigs that they have to grab the crime scene and then at the rest of the day they have to determine the cause of death and so it's a combination but we have Partners from CPD the Bartholomew County Sheriff's Department crh the DNR and the coroner that come in and help our students in our program that day and it's an all day and I think Dr Roberts you've been there as well and we try to invite the school board so if you have an opportunity to do that it is an interesting uh event to see what happens several of our top 10 mentioned their best event was HOSA and their memory or whatever and we just took 73 students this past month up there and they're the winners we have several that will be going to national competition that's in Texas this year FFA they won second place in Parliament procedure we've got a new FFA teacher Adam Ulrich he was with the school corporation out at Mount Healthy and he is currently our FFA sponsor and teacher at East for AG um we had a FCCLA that's family consumer sciences and we have a young lady I'll show you later that is going to Nationals in this in Denver for recreation and reuse and repurposing of an event we talked about student certifications if you're aware there are three requirements to graduate and one of those is either a certification in the career and Tech education program or so many dual credits or different opportunities and these students here have learned their pathway through different things so the American Welding Society this is industry recognized these students as of today have received these there are still several testing same thing with our Automotive Services and then also with our Indiana state law enforcement they we call it jail school but every employee that gets hired inside of a county that has a jail has to be certified by the police department and this saves them a 40 hour a week and the certification so we were the first in the state that was able to do that they have several student recognitions that were going on and they were on our website but we also wanted to talk about that and then last but least I want to talk and bring up Chef Douglas and her team and let them tell you a little bit about what they did tonight and what they are planning to do and when their competition is in Washington D.C thank you for having us and thank you for eating our food earlier I hope you enjoyed it so this is my team um they have won their Indiana pro start competition which is sponsored by the National Restaurant Association um so it's a it's a industry standard competition we leave a week from today after school to fly to Washington D.C we are team Indiana there are no other culinary teams from Indiana so we are representing Indiana in Washington DC next week we will hit the competition floor at 9 20 a.m on Wednesday so let me introduce my kids and I'll tell you what they're they're all seniors so they all have big plans Tyler Martin is from Columbus North High School he is going to be going to my alma mater Johnson Wells University in Providence Rhode Island he has not decided if he's studying culinary or baking and pastry yet he just placed second in the skillsusa baking and pastry competition he's been a busy boy he's kept me very busy and then I have Brittany Gonzalez she is a Columbus e student she's going to be entering the workforce right after graduation I have Wyatt sessions he's from Hauser um senior high school he is going to be going to Johnson walls and starting culinary arts as well I have Alexis Cisneros he is from CSA he is going to be studying at Johnson Wells and him and Tyler will be roommates I want video and then last but not least we have cole ihara who will be going to IUPUI Kelly School of Business studying business um so when we get to DC as some of you got to see what you saw tonight is exactly what our competition is like we don't have electricity we don't have running water we don't have ovens we don't have any of that this setup was exactly what they have and you saw their dishes so it's pretty amazing in one hour that they can produce what they have produced and it really teaches them that strong necessity of teamwork and communication because there'll never be in that environment nobody's ever going to put them in the middle of the woods and say you have two burners cook me a three-course dinner but it does teach them the importance of planning and preparing and working well as a team and as we all know that's what's really important is be able to work well with others so that's what we do anything else congratulations thank you very much I might just say as I walked in tonight it smelled amazing very nice job [Applause] [Music] okay congratulations to our C4 culinary students and good luck Chef Douglas and the rest of the team next week okay see we are into the what part of our meeting but before I guess maybe I don't have a slight accommodations accommodations would go first so let's go to accommodations Mrs Wilder go to my team [Music] we had a whole lot to celebrate already but um I have a couple accommodations to Rachel McCarver and Roth Lovins um and the journalism students from Columbus North 12 students traveled to San Francisco for the annual High School journalism convention the following students earned awards at the national level Claire Davis for video editing Annie green for first year photo is Iman for sports writing Alex Osborne for news editing headline writing and current events Avery Tays for logo design Jasmine Yang for feature writing and in addition the triangle the north news magazine placed ninth in best of show and also accommodations to Brad Branham and the North High School Math League team for finishing second in the state nine students were nine students from North were in the top 40 including Michael Crossman was third place Nevin Justin was eighth Darren Lee was 13th Neil etmakar atmaker was he tied for night or tied for 17th sorry Along With Sam Hobe Hadar others in the top 40 were Grace Wong Luke Sakira Richard sorry Richard and of those nine students six of them are freshmen and sophomores okay I think he missed him out sure um my first one comes from Mr Reed the principal at CSA new tech congratulations to Mr Schroeder math facilitator and Mr Smith physics facilitator at CSA new tech who assembled a quote-unquote dream team of students to participate in the boiler Tech Challenge out of seven schools new tech was the overall winner and Mr Reed largely contributed to team success to the I.T pathway available to students at CSA new tech secondly accommodations did Dr pleek and HR for continuing to seek feedback regarding Employee Engagement and their willingness to Value the input of bcsc employees in an attempt to make bcsc a place where people want to work and stay and I only hope that a large percentage of participants completed their survey when asked for their input it was due I think last week and then also to Dr pleake and HR for expanding the number of recognitions of bcsc employees both certified and classified this year for all their positive contributions to the corporation and the last one I have was an oversight and probably should have been mentioned at our last meeting but nearly a month ago Dr Roberts was awarded the digital superintendent of the Year from the Consortium for school networking and the school superintendents Association and he was given the award during kosen's annual conference in Austin Texas and Dr Roberts accepted the award on behalf in his words on behalf of an amazing team and so so according to coast and the award recognizes an exceptional district superintendent who serves as a true empowered leader leveraging and championing Tech championing Technologies in the classroom throughout the district to transform their school district and I know I've personally been very entertained by Dr Roberts and his back to school and snow days and happy holidays videos and and hope he continues though so thank you to Dr Roberts thank you okay I'd like to read something that was written by one of our food service workers after the recent Tennessee tragedy this person chose to remain anonymous so I will commend them even though I don't know exactly who it is dear fellow bcsc Food Service employees as I learn about another school shooting just a couple States over from us I feel led to remind us all of our incredible opportunity each day to show light and love to the students of the school district this time of year it is easy to want to push through until the start of summer break we must remember the importance of our positions with mvcsc our cafeteria see the majority of students each day some students may not have been told good morning or looked in the eye and been noticed and seen we serve students that may be getting their only fuel for the day from our food service we see students every day that may need a safe haven or break from their school day if you ask me as a fellow team member and parent of a bcsc student this matters we all matter so I ask us all as we go about our work today our normal and sometimes mundane tests what we do for the next generation is so incredibly important whether we are behind the scenes washing the dishes or counting fruit cups or scrubbing the floors we matter to those kids whether we serve the meals and have the privilege of making eye contact with each student or take the student numbers of each kiddo going through the line we matter to those kids we have the opportunity to be a safe consistent place for the children we serve no matter our role we must remember our purpose and be the light in this community blessings to you all [Music] very beautifully written and I'm a crier so Mr Stenner thank you I'd like to commend all of the students staff and parents that are involved in the construction drives that's no longer held at Fair Oaks Mall but it's collecting the cans and designing the artworks and putting together it's a very worthy project every year also a shout out to the smithsonic cyborgs who will be going to represent bcsc in Dallas next week at the Vex robotics World Championship had a chance to watch them it's a great team of students great facilitators among the staff members there at Smith and I wish them all the luck in the world they won Indiana so next is the United States um that's all okay missed major okay I reached out this time to both Mr Finley at CSA Lincoln and Mr Payne at Central Middle School so I'll start out with Central Middle School I've got a little piece of paper here I'm going to share in this um is a picture of some artwork and then dindi khandari from seventh grade Adventure class who participated in the mabelby anise Student Art competition at Brown County art gallery and painting and video categories she received the best of show for her painting it's it's uh it's a little bit abstract almost looks like a mixed up puzzle but it's pretty cool when you see it in color because there's a good color to it so this black and white doesn't really do it justice from CSA Lincoln the CSC Link in mathletes competed recently in the Indiana academic math bowl Regional competition in the South Side the team took first place honors in the green class and ended up fourth overall at a 94 teams across the State their score of 23 was behind first place and with the tie with the other teams for second place by one point after tie Breakers they ended up fourth place and this is the second year in a row that they finished in the top five as they were state champions last year also at CSA Lincoln staff recognition for Clarissa white on a great season so far she is the sixth grade math teacher and math bowl coach we we also would like to highlight our librarian uh media specialist Jenny goggin Jenny was recently recognized she was on the video earlier of the CSA Lincoln classified staff member of the Year each year she goes above and beyond in creating a wide school-wide reading challenge that encourages the love of reading with the students Mrs Goggins updates weekly at Town Hall meetings are usually greeted by stance Channing goggin goggin goggin we celebrate the positive culture of Muskegon and all the team members and still at CSA Lincoln Daily thank you hey I think next we will move on to school board member reports does anyone have anything to report tonight um the council for Youth Development had their open meeting on April 5th and I also met after that individually with Sarah Dunlap the director on April 11th to try to get up to speed with all the things they do and they do a lot they have a lot of things going on too many for me to go into detail one that I want to highlight is this Saturday is global youth service day and they have over 65 students have volunteered to work on weeding and planting along the people trail from Parkside to Middle Road they also have two opportunities April 26th and May 31st for people to attend workshops on developmental rate relationships and their next open meeting will be June 7th also I met with IU puc advisory Council on April 12th two things from that we heard from a former bcsc student who was going to just do his first year at iupuc because of health reasons and he ended up enjoying it and getting so much out of it that he stayed for all four years and he was actually part of the recent Showcase of student projects something else that's important for bcsd students is there was discussion around what iupuc does with the Common App which is required by many colleges and universities iupuc will continue to accept Common App applications but they won't require it because they feel like the seventy dollars is a barrier for too many of their students and I commend them for that thank you Mr noun anyone else Mr Graham um there's actually a picture up there but uh the one on the left the I had the opportunity along with seven other board members of the school Foundation to attend the uh South Asian Gala at the commons uh April 15th and from the looks of that I probably cracked the camera I would guess but um so bcsf had a presence as one of the events uh partners and also received proceeds that were raised from both live and Silent auctions throughout the course of the night also from the school Foundation we have a 5k on Saturday at may have a motion for the approval of these bids for the Winfield renovation project motion by Mr Smith second by Mr Vassar question or discussion uh just one I assume Dion being that I see you I see uh being that I live in that area uh Gatlin has moved into that location how soon is this started or are we already into the project okay so waiting for school to finish but you know one school's off that's all it actually starts and being that we're with the county usually no hold up so to speak as far as moving things forward great and well said I'm I'm believing it at that the only question I had is all these contractors we just named are we have relationship with all those contractors in the past thank you any other questions comments all those in favor please signify by saying aye aye those opposed motion carries 5-0 thank you for all that were involved in any of those action items and a lot of the work that's done behind the scenes to bring that uh so we can at least look at and evaluate where we need to be thank you again item six tonight information recognize recognition items the superintendent's discussion groups um I'll start just with the any of the Cities before we get to Mr Vassar because well we'll throw you in under this category that all right for the legislation report okay okay anything all right Mr Smith we'll start with you first uh just this past month they went through the budget um for the Redevelopment commission and Crown Crown Point so I I talked to Mr Reese a little bit about that nothing pertinent obviously there's some more businesses more ribbon cutting ceremonies which are all great for the city of Crown Point in our community so but nothing that's impactful in the schools at this point and um nothing further on that great thank you Mr Basher before before we get the legislation I'm going but if you have something on the initial from Cedar Lake Cedar Lake Redevelopment we met earlier this month uh the the big issue down there now is the Old South Shore Golf Course the why was going to originally purchase that that kind of fell apart developer bought the property and uh it was originally zoned for 130 home lots the developer now has come back and wants those lots to be smaller for more houses and it's actually a pretty big to do going on down there about that right now how does that affect us that's our our our school kids come from that area so more more to follow I'm sure on that if I might just jump in there for so when we were going through the redistricting planning we were aware of those changes that were proposed or that they're working through right now and went with the um the greatest impact oh yeah of what that would be so yeah that's what we based our numbers off of yes it's that subdivision and of course the another big one that is just uh east of Robin's Nest Lakeside and then one more East goes from 133rd All the Way South down to 141st that's a mile that's that's a lot of homes the the Senate approved uh on their budget proposal on April 13th it's just the next step in a process it's some similarities to the house some significant differences to the house budget they started their conference committee late last week on into this week the session has to be wrapped up by the end of this week so we're looking forward to getting some more information on that just waiting to get the end of the week and excited to get started on our next two-year plan thank you Mr professional details from the report yeah you're quite welcome um there's a lot to cover in seeing is that the assembly only has until the 29th uh so that is till Saturday to finish all of their business uh two months ago they were talking about they're going to be able to finish early and uh I don't think that I don't think that's going to happen but as Mr Reese just said with this budget the the actually what's on the table right now is very nice for schools um is I gave you that hand out there for that first bullet on the state viennial state budget the increase uh in 2024 of just under five percent and in 25 9.4 percent which is an incredible increase because it was really just supposed to be two percent so that's fantastic if if that continues to go through anything can change here in the last week of the assembly as as we well know also an increase in special education funding by 240 million dollars I think that's that's great the elimination of textbook rental fees with the separate line item prop appropriation of 160 million dollars a year as a categorical fund um and as Mr Hartman mentioned paying for those uh the rainy day fund through textbook fees that will still be in place if this goes through so that I think that's a that's a good thing as well um it did not increase funding at this place for the choice scholarship Voucher Program I think if anybody in public education would be fairly happy about that it is a concern of mine though that as I talked about last month that we have 252 Crown Point students that don't go to Crown Point schools on on vouchers um that that's in the neighborhood of two million dollars that's I there there has to be a way we could find out why why aren't we getting those students I don't know how to do that I really don't so I any of the administration here if you could we could figure out a way to find out why our parents are choosing not to send their kids to our schools um I think that's that answer will help us in lots of ways whatever the answer is I think that's important one thing on this budget though as you see on the under when I listed under negative results it removed the dedicated funding for the CTE programs that's that's huge that that's huge I don't think anybody in this room could could agree with that um hopefully that changes House Bill 1608 I'm not go not going to go through all of those bills at all but um both houses have approved mandating that schools notify parents when a student asks for a name or a pro be called a different name or to be called by a pronoun as their name parents need to be notified I think that's a good thing um a bill has gone to the House of Representatives for agreement on the changes and we'll see if that gets passed Senate Bill 72 moving along that's about school curriculum requires a few things I'm not going to cover all of them but the two big ones for us would schools would have to provide a uh well Mr Cucina you might be interested in this one that the schools will have to provide whether or not they're providing instruction on cursive writing we have to now provide that if this goes through additionally uh eliminating practices in the classroom and teaching things that are considered obsolete so think like typewriters when they become obsolete things like that nature it's pretty interesting bill it can also because of covid could take students back from the school school years 19 through 22 and they could take any class retake any class that they took as a virtual class if the student elects to take any such class the student must receive full credit for their class and the grade earned by the student must replace the grade the student received when the school when the student took the class virtually why do I mention that well that could change things in class ranking that could change valve Victorian to salutatory and things things of that nature I don't I wouldn't foresee students coming back to take a class but it is in the language so far um Senate Bill 380 that's uh under various education matters um this this has to do with uh the library books you may recall that about banning books in the library and removing books in the library this language is considers material harmful to minors requires school boards which is us to adopt a policy to publish each student's each School's online public catalog on the website of each school and allow a parent or guardian of that student enrolled in the school or a resident of the school corporation to submit a request to remove material from the school library that is obscene or harmful to minors we have that policy in place isba is recommending that all the corporations revisit their policy to make sure it's in line so that could be something we need we need to take a serious look at as we move forward in that um on the next page House Bill 1483 it has to do with prohibiting bullying in schools this would this could be a big change principals know this that this amendment would also require rules to include Provisions that allow a parent of a student to review any audio visual materials that's a big change because that didn't used to be the case so if this goes through that would be a big change in the schools for uh for our administrative staff inside of our schools under house bill 1635 and by the way these these reports will get shorter next month just okay but I feel as though you gave me the job to do I'm gonna I'm gonna do it for you so um the most significant provision is limiting to the number of students that graduate through a waiver okay and I know we're under these numbers it's it's nine percent for next school year six percent for the school year after but then down to three percent in 2025.

Dr Kincaid said that's not acceptable we need this now I'm going to do it on my own so she is taking that on um we have encouraged her to take as much time as she needs but she is going to do what she wants and have it done and please buy me by no means am I saying I want that in two weeks so please know that I'm not saying that I think just this is now becomes the historical document of the Administration has told us there will be an AP manual got it and I would ask that they share it with the board they don't need our approval but if you can share it not approval okay so then how do we want what do we want May 8th to like in terms voting I am yes with you um let me ask you a question let me ask the question this way let me ask the question this way what access our new board member is going to have to to the packet are they going to have full access to the packet are you planning on pull putting a lot I mean I'm just I'm just remembering back to my first meeting uh Jared if we're going to bring this back for uh any kind of vote it would be done by this current board and then we then we would do the restructuring and move forward I'm not comfortable voting and some as an outgoing board member I would want to have new board members this is a massive policy vote I would want new board members to have time to digest all of these policies as they're getting onboarded and vote on it because they have to live by these policies so is there some deadline that we're up against anything I don't know why I had to go to so many meetings why we all had to go because you love yourself before I left for some ungodly that's what I was thinking we were meetings there's no doubt so long and so many times Ali provided an incredible history for things that we had no idea why they were policies and she was able to give and we wanted to capture that and we actually thought having her create the draft and then having maybe the new board members review could help now that Dr Kincaid and I and Jeremy also have then certainly don't vote on it more perspective so then this is not being up for both on May 8th will take some time when the new board members this might be good it might be a good piece to vote with on to be honest with you it might be a good piece to vote on July 1st when we do a board retreat so we also have the new superintendent here as well well let me ask this because how much of this do you guys need for this for the what we approve we need but we needed some of this for the for the drawing a blank student right and responsibility I would say okay so which section two which is the board section specifically any of these sections that primarily don't require procedural pieces but that are actually like how is this District going to run you should probably wait on the new ones if if there's some that are more procedural perhaps pull those to voters to them students rights and responsibilities yeah that's that's fine yeah yeah and the student section of this needs to be approved number section seven sooner rather than later and the rest of it I totally agree with you what we can take more time with but they're they're dependency on what their next step is in their jobs requires us okay so bring forth the students rights and responsibilities foreign date after our new board members are seated all right Dr Kincaid does that work for you hey do you need anything definitely section seven um especially as we talk about the beginning of the school year yes so we have some changes to section 7 or policy 7 100 about first day exclusion so there are some things in seven that we would um the May 8th at least on Section 7 would be very helpful but you're okay so section seven and then if we want to move to June for the remaining that would be fine the only two that like are sticking out to me to wait on is two and four I don't care what what is what's what was everybody else two and four I want to wait on well if Seven's the only one that's necessary then write some respect possibilities we will be voting on May 8th prior to Ali and Lori leaving their seats we're going to vote on that those that piece okay sounds good and then do the new board members have access to um our manual yet nope okay all right okay action item 10 10.1 approval of Transportation bid can I have a motion please you sure can I just want to make one more statement um regarding what Jared said about our Retreat having a retreat that late in the year is really tough for our administrators so um I just want to make everybody aware of that what comes out of those Retreats often affects their job and having a retreat on July 1st is a little just ice um um so I just wanted to throw that out there hold on though what did the administrators are the ones that set the date pretty much what is the what if so help me understand from your perspective is that I mean how do you feel about what that I wasn't aware about us setting the July first date my understanding is that we were hoping middle of June but not all members could make it and that a poll was sent out of when all board members could attended that pushed it that late it is certainly a correct statement that the sooner that that is Set uh the better because then we start setting other things in motion for district Improvement plans communication you know all of those pieces so I think there's a lot of flexibility from the administrative side but we also want to make sure all board members right and so but also but there's also a new super engine I was just gonna say well the superintendent will be there we'll be there on that day do we know if the new superintendent will be there on that day that's the plan they're supposed to be seated no no that's not my question my question is Jen well you brought up an issue so I'm just trying to adjust your issue will new superintendent be there at that earlier date because you said it was going to be a hardship will the new superintendent be there at that new date if we make it earlier I just want it they will not I know represent our administrator and support this board and for future boards they wait await information that comes out of there and so I just wanted to bring that to everyone's attention Okay I'll ask them do you think that the new superintendent will be there at the earlier date take your point yeah I think that because because I'm thinking about when you um when you have the retreat or Workshop oftentimes you're looking for direction from the board or the priorities exactly and so I think we we just and at this point we need to be cognizant of the lateness of the date because of these are factors beyond our control um in terms of the date that is that has been set and so we'll have to be considerate of what comes out of there in terms of running running to our administrators to say we want X Y and Z when it's already late in the gas so we yeah with all and with all due respect to Dr sparlin he didn't have a large role in it because it's the board retreat he did have a section of it but it was really the board as the board retreat and I'm not saying that that doesn't mean he shouldn't be in the retreat and he represents the district all I'm saying is that when something comes out of there we have often laid in front of our administrators a lot of please do this this this and this and that's great if it's at the beginning of June or if it's in May but when it's in July 1st that ship is sailing so thank you we hear you amazing now I would love to give you a motion all right I am on 10.1 yes approval of Transportation bid I make a motion to award the regular education contract to Durham school services and the special education contract to set trans student transportation pending a board attorney approval I apologize I was a little second Mr Cerrone aye Mr Gatewood aye Miss Johnson aye Mr pluger aye Miss Swanson oh I Miss Doyle aye Ms simultan aye motion passes 7-0 action item 10 points actually uh Mrs simultane if I could I just want to acknowledge a huge thank you uh the transportation department is really looking forward to this new contract renewal and we do have a representative from Durham school business they've been a very active partner from the time we've been discussing the bid until now so we're looking forward to working with them and thank you thank you thank you action item 10.2 approval of students rights and responsibilities section in the student handbook can I have a motion please I make a motion to approve the students rights and responsibilities section in the student handbook as presented second Miss Doyle hi Miss Mr Gatewood aye Miss Johnson aye Mr ploger aye motion passes 7-0 action item 10.3 approval of destruction of the audio recordings can I have a motion please I make a motion to approve the destruction of the audio recordings of the closed session meetings from April 26 2021 and October 12 2021.

uh legislative report less than a week to go this legislative session it's scheduled to end Saturday the 29th it's projected that it will probably end Thursday evening last Wednesday the revenue forecast for the state was favorable for K-12 education about a billion and a half more is forecasted to be available for education in fiscal years 24 and 25. it still does remain to be seen how those monies will be whether they will be dedicated to tuition support versus the voucher program and so hopefully tomorrow or Wednesday more information will come out there there are still 40 I think it's 48 ish plus or minus one or two bills that are still alive and kicking some that are barely hanging on uh that related to K-12 education the governor is side seven it's kind of is some interesting ones everything from making throwing stars legal in the state of Indiana except for on school property to uh requiring seniors to complete and submit FAFSA with with some exceptions and I think this might be an appropriate time to maybe give an update on the meeting agendas subcommittee we had a meeting last last Monday we had some members of the community at our meeting and provided some valuable input and so uh the plan is moving forward hopefully we will present a proposal [Music] at the next board meeting to to be considered and acted upon in in June so thanks to those those community members that were at our meeting agenda subcommittee meeting last week [Music] Mr Grimes I don't have anything else thank you I do the uh all meetings to report on the business advisory committee meeting met last week at CSA new tech on 25th street we heard presentations from six of the seniors there uh very interesting discussion about uh what they value and what they think the difference CSA and the project-based learning has made in their own educations they also talked a little bit about the boiler challenge that they'd competed in Mr major mentioned they're very proud of their achievements and understandably so I wanted to let the board members know that we had a homeowner from Shadow Creek at the last board meeting had a chance to catch up with Mr Dr Boseman before the meeting the lines inside Shadow Creek that set the district between south side and Mount Healthy are confusing but I do remember that process and there is a logic behind the lines Dr Boseman will have that issue come before the districting and Facilities committee at our next meeting and then we'll bring another report back to the board last the public engagement committee last Monday evening had a meeting another productive meeting we will follow Mr Grimes subcommittee of the board in our process probably after the board adopts policy and procedures for public comment during board meetings then we'll proceed with discussions about policies around public engagement if that makes sense yep thank you Mr Stenner [Music] the uh the Health Trust meets on Wednesday so I'll have an update next time we meet the city Redevelopment commission met last uh last week on the 17th Hotel Conference Center in the urban grocer mixed use Development Centers both LED the discussion I will say that if you're a fan of restaurants and businesses downtown the downtown as you know there's been a lot of restaurants in this community that have left please frequent the ones downtown if you can to help keep the downtown strong thank you okay Mr rain anything no nope I didn't either okay [Music] um next up I believe we have cabinet reports Mr Phillips good evening this should be relatively brief all things Financial through the first quarter of 2023 are largely as expected I'll just point out a few um a few anomalies for you on each of the slides for you this evening so it's the end of quarter one so it's about this time to start working on the budget for next year the revenues are the education fund revenues in the top three lines there are up about 6.3 percent over 2022 but are as expected and as budgeted The increased 100 due to an increase in state tuition support [Music] the operations fund revenues are flat as is expected we don't get any property tax revenues into either the operations fund or the operating referendum fund until May we'll start seeing those in May and in June for an expenditure side the education fund is obviously our largest portion of our budget education funds salaries and benefits are up 5.6 and 5.9 respectively over 2022 but are in line with budget and the salary increases that were put into place for this past school year all other expenditures are in line with 22 22 spending and with our 2023 budget Venture is always very more so than the education fund expenditures because we can at any time order buses and it throws you know a million dollar variance into the budget but so far through the end of the first quarter the biggest anomaly is salaries and this is where three quarters of the way into the major adjustment we made to the support staff salaries last July 1.

so looking at those graduation numbers we cannot be above three percent for our our waivers and more more on that in just a little bit um and lastly there is a huge typo that I put on the last sentence that I wrote it should say the last day for the Indiana assembly okay I forgot to include that on there so is there is there anything I can answer I know that's a lot to digest but that's why it's in writing for you appreciate your efforts Mr Vassar in getting this information to us I think the next report you give will be the one that summarizes what actually did take place I sure so that'll be the helpful one and yes and let's hope for the benefit of kids in this state of Indiana that they think what's best for kids as most of us try to do on a daily basis thank you you're welcome any other questions for Tim item 6.02 director of Elementary education thank you Mr President I want I want to Still Miss Ramirez I just wanted may I cut you off for a sec just one second sure I had a few other things that are new business but can I go back to those I don't think any of those are going to be we should have uh new business will be coming up uh okay other business aboard under seven thank you yep sorry to interrupt you not a problem um I just wanted to commend and thank Heather corzie staying our math bowl on April 11th it was quite an event um to see all of the families caregivers that showed up um it's really inspiring to get to see six of our elementary schools who were competing um really get together and then to see the success that was achieved Lake Street did achieve the number one place out of our schools and place in the top ten in the state and it really is a strong effort on Heather Coursey and Jennifer pollitt's plate to organize such an event I also want to really thank our future Educators it's an exciting time in May gets really kind of crazy with hiring placing student teachers and it's exciting to get to meet teachers who are interested in joining us here in Crown Point Community School Corporation to understand their why of wanting to serve in our community as well as their belief in the success that each student can achieve is really an exciting part of the process of welcoming new teachers into our Corporation and so as we're going through interviews it is just a great reminder to all of us of our why and why we started an education and why we continue to be passionate educators I'd also like to thank our administrators they are going to be meeting with with the students who will be redistricted at the elementary level the weeks of May 15th and May 22nd to start welcoming them into their new school Community as well as then they have started to reach out to families as well so I have every confidence that our students will be well supported throughout the transition and that our families will remain in constant communication with our administrators so that they have proactive information and can engage with our schools just like they have been but in a new location any questions about any of those shares thank you thank you 6.03 director of secondary education Mr G infermi thank you Mr President board members it's always easy to start with bragging about our fine arts department but let's talk about some Middle School accomplishments in in Fine Arts they competed at the state isma competition recently Taft Middle School came back with all music awards and choir and Orchestra and Colonel wheeler came back with all music awards and band choir and Orchestra one of only three middle schools to achieve that top ranking of all three getting that gold status so really proud of what they do there and I know that the high school also performed down in Florida recently and did very very well too is they would down there at Disney World on April 12th we had a new business open on 109th if you haven't noticed there's a new McDonald's open and at their grand opening they were the owners the lubesnik family were kind enough to give a generous donation of two thousand dollars to our Colonel wheeler Builders club and what the builders clubs are in the middle school is all about community service and creating Community Partnerships so it's great to see that a new business is coming in and we've already established a great partnership with them they're also going to support the one book one school program for Colonel wheeler so it'll be even out coupons for kids to get some free cheeseburgers and hamburgers or whatever they may want to use do that so great for them and we really appreciate that family reaching out to us and and to our our clubs the Taft cyberdogs coach and science teacher Miss Rachel Walker was named the Indiana VEX IQ Middle School Mentor of the year so congratulations to her what's kind of neat about this is the year before that Mr early was named the mentor of the year at the middle school level so for two years in a row a Crown Point robotics mentor has earned that status of mentor of a year and we just see that as more and more of our teams continue to qualify for worlds Beyond State um so if we keep on supporting them and it's just good to see that that program just continues to grow at Crown Point High School they just completed sat testing 97 of our 11th graders completed the mandatory SAT test at the high school now we're moving on to AP exams May 1st through May 12th What's significant about this is we have 1 560 exams ordered that is up from 2022 when we ordered 1 329 exams so we continue to move forward and get more and more kids involved in those AP classes and taking those exams also want to help acknowledge the Community Foundation Crown Point Community Foundation who supplies us with some funds for students that are experiencing hardship and can't pay for the fee for the test so they pick up for that annually for us so we do appreciate that so kids don't miss that opportunity to take that exam um prom was last Saturday so thank you to all the administrators teachers and people that donate their time to pull off a dance that includes 920 students at the halls of St George and successfully do that that's a lot of work and it's a time-honored tradition at high school that continues on and we appreciate all their work and everything else then still here they are you guys made it all the way to the end I just want to you know Brian did a great job of acknowledging Julie and all she's done in her classroom but this family Brian and Julie just great teachers really admired working with you for 10 years at the high school just all the things that you have done not only in your classroom but in your extracurricular coaching sponsoring clubs I just can't appreciate you guys enough in your family and thanks for those two great daughters because they were wonderful too so thank you editors I makes it easy yeah you guys sacrifice a lot of time beyond your classroom we appreciate you as much that's all I have thank you thank you Mr Gene for me and just so we can get the record straight combined years between the two of you in education people are watching at home and I'm sure now after all those accolades it just would be curious so 66 years accolades well deserved we're trying to stay away from the issue behind the scenes all right but congratulations to both of you and thank you a director of exceptional education Mr pass Miss oh sorry I know her husband I just missed his passcous we're good I apologize I apologize of the board and just ditto Mark's statement on the elstons I think I have a child at home that's the president of the Elston fan club so thank you for all that you've done to inspire these young minds just a note that I don't think I had mentioned in the past last summer we received one thousand dollars donation from the Knights of Columbus here in town and they said they had a member who wanted to donate their tag sales profits to us so they wanted it specifically to go to exceptional Ed and we talked a little bit about I explained one of the things we wanted to do was have a parent picnic for our extended school year summer school so it was great we had a parent picnic at the fairgrounds at the end of our esy and we had kind of one of the traveling petting zoos come and that's something we wouldn't typically be able to do without that donation so thank you to the Knights of Columbus um to talk a little bit about hiring season as you see tonight you approved we're very excited we have another speech pathologist joining our team next year a school psychologist and a resource teacher so we're in really good shape for April to get these hires and people want to come here they're seeking our district out so thank you for helping us make it what it is here uh Wednesday night is our transition fair and this is all of our students with IEPs once they turn 14 we have to start considering their employment interests and skills independent living and Education and Training so this fair is going to be at the high school starting at 5 30 Wednesday and it goes beyond just colleges it's going to have like day programs where students can once they age out after 22 years old with us some of the day facilities that are in the area we do have some of the trades there some banks come because some of our students require some special accounts their parents set up just really all kinds of great information I think last year we had around 40 booths and this year we're up to like 70.

and then you'll look down at the bottom you'll see Bond 22 expenditures there were no bond expenditures in March on 2022. so pending any questions I'd like to submit for approval I make a motion that we accept because this agenda a second here we have a motion and a second any questions discussion okay hearing note all in favor aye all opposed motion passes next item on the agenda is reports and first report would be from assistance all right um so I just wanted to update you um since I was approved in March so my priority has still maintained uh the Middle School staff and students but I've taken time to start stepping into my new role I have met with each of the counselors and the principals as well as Mrs Sullivan to just talk about our building strengths and challenges and then how we are going to work together to overcome those for our kiddos I also have been working with the reading adoption committee to come to a decision which you'll have tonight for our new reading curriculum and I think it's the best decision and I've appreciated all of the input that the teachers have given throughout this entire process um and I'm working on securing professional development and training for the new reading adoption as well as our new math adoption through grades six through nine to happen over the summer so that our teachers are prepared and supported by the time August gets here and then uh finally in anticipation of the new Fab Lab at the high school we're sending a group of high school teachers as well as a few Middle School teachers to the Fab Lab Institute in Chattanooga so that they can work together and do some interdisciplinary things once the high school that lab is open and more of those opportunities at the middle school great thank you next item is superintendent's report yeah so I'll be uh brief this month but just a couple of items uh we had um on the 18th and 20th we had Kindergarten Roundup at Deer Meadow and uh also red path and we saw a lot of good numbers our families coming out to register their future kindergarteners so in taking a look at that we kind of feel like our numbers are trending pretty much within uh past years so we expect another good group of kindergarteners come fall may you might have seen in the paper we had and correct me if I'm wrong Yolanda we had Green Castle High School was advancing four teams to the state competitions for the State academic uh Super Bowl so we continue to do an awesome job with that and hopefully we'll add to the number of teams that won a state championship and only add to our lead because we still lead the state I believe in the number of state champion academic Super Bowl teams so that's something for our our staff and our community continue to uh to be proud of um in the Personnel report um we had a retirement um so Mrs Thomas Miss Amy Thomas I'd like to thank her for everything she's done for our students in her school and just make note of that and um at the same time Mrs Kuhn so Ashley Kim uh really jumped in and uh and took over first grade classroom and kind of a difficult time just after the start of the school year and uh really has done a great job with her first grade class and she'll be leaving us at the end of the school year but like to thank her for filling in in for us um that in that role and then just the final item um in your fight in your at the end of your financial packet I shared with you just a quarterly update on where we're trending in the education fund and the operations fund um compared to two years past so overall Financial outlook for continuing to Trend well and continue with things the right direction great good thanks okay next item on the agenda it's old business and we have no own business so the next item is new business the first item is an approval request for special services I think we'd probably improve these all together first is the 22 or 2023 2024 assistant to sue to the school Psychology Services contract with Jamie Landry 20 23 24 blind and low vision services contract with Paula Bernstein 20 23 24 Stepping Stones group school psychologist Dr ayat 20 23 24 Physical Therapy contract with Sycamore services Mr Giver yep so it's just the time of year to renew some of these independent contractor agreements for next school year and so we would be live recommendation the board approved those contracts so we can continue to provide services to our students I make a motion that we pass those four contracts oh second time okay we have a motion in a second any questions discussion foreign next item is an approval request for permission to hire Summer Bus cleaners yep so as is customary in order to get the buses ready for uh inspection Mr Clearwater is seeking uh some additional help and it my recommendation that we allow him to hire some extra help so we can get our buses ready for inspection and the return of students in the fall I make a motion that we accept it okay we have a motion and a second home Fair hi all opposed motion passes next item on the agenda is an approval request for tiger cub travel discover Costa Rica spring break 2025.
