robertozzi Commissioners and Central Administration thank you once again for the honor of showcasing what we do best in our pbsis world so tonight our conversation focuses on the crucial role of student voices when it comes to implementation of pbsis framework in our schools as the stakeholders of the educational system students views and opinions are extremely extensively considered when it comes to teaching methods curriculum design and educational policies a student's perspective can provide invaluable insights into their learning experience which can help identify Improvement areas and better tailor the learning process to meet their needs this approach not only creates a learning environment that is more inclusive and engaging but also results in better academic outcomes furthermore encouraging student voices empowers the Next Generation such as you see in front of you to become active Learners and community members they learn how to articulate their thoughts opinions and develop leadership skills to become advocates for their own educational needs in a moment you will see how the fifth grade safety patrols at school five Incorporated their learned All-Star ways to re-teach the school's overarching expectation Behavior expectations to their fourth grade peers let's take a look now [Music] good evening my name is Steve Anderson and I am the proud principal of their efforts in supporting this student-led initiative at school 5 our overarching expectations our safety teamwork acceptance and respect that's where we got our All-Star motto everything we do as a school Community revolves around these expectations in January a group of our state patrol pbsas students notice the needs to set higher expectations for our fourth grade students who would soon serve as next year's safety Patrols the student team took the initiative to meet on their own time outside of the school to develop a peer-to-peer intervention by creating a presentation using Google Slides I am so proud of their individual leadership and teamwork in creating this presentation and in how they presented it to their fourth grade peers these Future Leaders have a lot to be proud of and again I thank you for recognizing their hard work in this Initiative for our school five Community thank you possibilities safety definition the condition of being protected or unlikely to cause for your patience Okay so um we're gonna move on to a brief presentation by um our assistant superintendent Miss kusilevic um and it looks like it is on imagine math things around good evening Commissioners once again it's wonderful to be here but I'm actually not presenting this time I'm simply introducing our two presenters and they have a really exciting um set of short videos uh to show you that really show the power of Imagine math in action in our Clifton public schools and they are based on the amazing growth data that this program has resulted in supporting our students at their level and adjusting with them so with that I would like to introduce Mr Dan savarese imagine math representative and our MS Aaron's muda K-8 math supervisor [Applause] good evening uh thank you president Smith Dr Robert tozzi for in the board of education for having me tonight um as it is truly an honor to be here um I don't think I've been so excited about sharing something in quite a long time but these videos are are pretty special um in January the learning video team uh came to our corner of the state and uh coming from Texas Oklahoma Arizona Nevada and Massachusetts to film what's going on in Clifton uh the goal was to interact with teachers and students about their success with imagine math facts imagine math and robotify and the videos You'll see shortly are the culmination of that these videos have been viewed by districts students and teachers in every state in the country and we're delighted to hear that the story of Juan Clifton is being shared with the entire nation in fact when you see one of the videos especially students from Clifton High School took part in the filming so we're delighted that as well well in addition to the videos in the coming weeks imaginings we're going to share the results of a research partnership with the district that highlights the amazing gains that your students have been making so look forward to that one as well these gains would not be possible without the hard work and Leadership of District administration and the wonderful Educators that you're seeing back here into this room uh we really are just floored by the amount of Engagement that your teachers and your students have uh using the program Dr Robert tozi always mentions that one of his favorites part and you'll see this in the video about imagine math is a charitable donations and I ordered him earlier today and I'm pleased to announce that next year there will be two opportunities for Clifton students to donate their think points raise money for Clifton Choice Charities so we're very proud of that there'll be opportunities one for the spring semester and one for the fall semester where your students will raise money for Cliffs and Charities so we're very proud of that as well um I just would like to take a brief moment to thank this Aaron Zmuda and the math department and the instructional coaches uh Jen Maggie Kristen Hillary um Jen mengee just make sure I don't remember Jen I think Adam right okay and Jaeger absolutely uh not only for the partnership with their hard work and I really need to thank the board Dr Robert tozi this is levage for surrounding your students with such wonderful teachers coaches and everything because it truly is an amazing thing so uh with that I'll turn it over to miss uh zamuta but enjoy your Clifton Story please thank you thank you good evening Commissioners I don't want to take up too much of your time we were privileged to have a film crew here to showcase our students and our teachers and the wonderful work that they do every single day we chose school three School 13 and Christopher Columbus those teachers and some of those students but we've also had other districts here looking at our district and how we do things in Clifton with Imagine Learning products so we are really becoming a success story but not just in New Jersey so I wanted to highlight that as well so we're going to play two videos there are actually four right now on the website for Clifton they're actually they're going to be more forthcoming and they have been as Dan said shown nationally so far and they will continue to be shown nationally so the first one I'm going to show you is success with imagine math I needed to find a program hang on that sorry I do not have my glasses on and I can't see a thing okay here we go I would help kids get to their gaps in learning identify them and help to fix them with imagine math the program really tailors to their level and before using a program it was just you know pretty much one level we didn't really have differentiation in the classroom it was you know here was the book here's the problem we're gonna all solve it together they don't get frustrated with it because it levels them where they can do the work with success and it continually supports them as they move up or remediates them when they need that extra support on on something I I know all my multiplication in division but it helps me when I didn't know it and now it still helps me but a little bit less also love the benchmarks because it's a measure of growth where they start in the beginning where they are in the Middle where they are at the end and you can show them anyone who's asking that wants to see the data from that Benchmark one to The Benchmark two to Benchmark three how much the student has progressed and what exactly is progress did and now we can get individual student data that our teachers can use to drive their instruction it's technology-based the students are engaged they have a good time with it it's differentiated and we get to track data see where they are and see how they grow so it's a huge relief on our shoulders that we can do all of that in one spot my students are very engaged with match math they love the video game component especially the younger age because it's just it's fun to look at even I'm like oh that's exciting I want to be doing it my students love their things point I think points is like the currency of Imagine math and you could get them by completing lessons and you could customize your avatar they like using them for avatars creating their little figure making it look like that I'm making like me to be funny you could donate to Charities there's a new one every month with the Imagine math program many of our Educators use it like as a competition between their classes so I think it's empowering them in that they're able to get their students to buy into it more and therefore excited about the the course material this the student was so excited to learn and so engaged to the program that like the teacher and I we high five each other we're like this is really working every single one of my students showed growth so the kids are already on Pace to outpace themselves from last year [Music] all right yeah the last video we're going to show you is about imagine robotify this is the newest program that we've introduced this year this is coding in grades two through eight we have had um 10 elementary schools and both middle schools just recognize as Schools of Excellence for robotify so that is a nationally recognized honor everybody got big huge banners and we're going to go around next week and take pictures of everybody with the banner so we're very excited all right this is Axel everyone because he's a robot and you have to try to solve the um puzzles and find his batteries robotify is fantastic especially for teachers like myself who have no background in coding at all I love how the program starts off so simply the children don't even realize what they're doing I don't really like coding but once I found out robotify I kind of got more into coding I'm really interested in coding so while I'm like doing it I keep like thinking oh how can I do this how can I do that like it really gets me like thinking about all the stuff the aspects that I liked so much about it was the kids wanted to do it they were engaged it was something they had never seen before and I also was learning with them the students they think they're playing a game they think that they're moving this robot around a course what they're really doing is picking up skills coding skills math skills and robotify is not busy work robotify is engaging and it's fun and to me that's the name of the game my favorite part about robotify is you can go new levels and lock words that you can go left right move it sideways anywhere you can go that's my favorite part about robotify that entertains me a lot even though you don't have a background in computer science or coding because the students can help each other I'm doing it ourselves they're learning how to collaborate with their peers think critically on how to solve problems they're just gaining a lot more skills from doing it on their own or with a partner than they would from direct instruction from a teacher every time we need help we'll just raise your hand and robot if I need help right and go up and go help them it's expanded it rains completely I love how they help each other and it's not I'll do it for you let me show you what this means I think they get as much status more buses are needed to accommodate the growing population to ensure timely arrival and dismissal for all our board students funded by sr3 arp Xerox lease agreement five-year lease ending June 2023 admin and Xerox reviewed the machines and will be updating the machines Xerox is on the state cooperative number five pomptonian contract renewals Administration discussed the paid meal pricing a minor increase to keep up with Rising food costs we are currently in the fourth year of a five-year contract the board is being asked to approve the management fee renewal for the 23-24 school year we have had positive reviews was also discussed with with their services the pomptonian compared to predecessors a health insurance update iMac the board's insurance broker presented the board an overview of current utilization for medical prescription and dental as well as alternate funding options to potentially save premiums next year any questions Mr President if I may yes um what state Cooperative are we part of uh that Xerox coming out of it's actually State contract it's state okay okay any other questions comments Dr robitussi I've just asked Mr Lucy just to explain what what that means for um the rest of the board in case they don't know for the public what it means to be part of a Cooperative sure so the state of New Jersey as well as many counties have cooperatives um they bid out a service or a product uh in lieuing the district doing it because it's very timely um to to bid out everything that goes on in in a district so either the state or the um um an edge Service Commission of Essex County or or uh Passaic County will have a co-op and bid out supplies I know I'm repeating myself but they bid it out for us so we could join the co-op and we don't have to bid it out ourselves to um be in compliance with purchasing law okay anyone else and I'm sorry just one last thing I understand as well Mr tell me if I'm wrong in order for us to be part of that Cooperative we actually have to vote as a board to be part of that Cooperative correct yes okay anybody else all right thank you Mr brunsiak for the finance report okay now we're going to um move on to our presentation of our 23 24 budget um Mr Lucy you are it looked like it ended right good evening president Smith vice president Danny Commissioners members of the public attending the meeting and and everyone streaming or watching the broadcast I'm Mike you see the district's business administrator and Skype has popped up we'll just okay we'll just and this is the public hearing on the final budget tonight the board will have a resolution presented to them to approve the submission of the 2324 budget to the county office I always like to start the presentation with a snapshot of how of the school district's operations to try to put into perspective on how large of a district we are the Clifton Board of Education has 24 facilities three being rental properties consisting of 14 elementary schools with an elementary Annex three preschools the Clifton learning early learner academies two middle schools and the largest single Campus High School in the state the administration building Transportation garage and the stadium on a daily basis we transport over 2500 students in District with 45 buses in Vans and contract for over 1 000 students to be transported out of District through the Educational Service commissions the district employs over 1700 full-time employees and has 11 013 students on roll there are 28 different sports 54 teams and a hundred coaches two athletic trainers and a part-timer with over 1 150 student athletes also there are over 160 co-curricular activities and clubs throughout the district which I could say there was a request from students for the moth Club child mock trial club fees and costs to be added to the budget and we have done that after submission after submission the preliminary budget was approved by the county office on April 11th the budget was advertised in the Bergen Record Sunday April 23rd the public hearing on the final budget is tonight when the with the final budget being due to the county no later than May 15th with the last to hold a public hearing being May 8th and obviously today is May 4th now over the main highlights of the budget on the revenue side the budget calls for three percent tax levy increase or 4.1 million dollars from the current year budget into the 23-24 school year there's a state aid increase of 22.7 million or 33.59 percent this is a significant state aid increase caused by the district being underfunded or under budget adequacy since the Inception of the state aid Safra formula since 2018 the state has been equalizing the formula to fund state aid to underfunded districts by reducing state aid from overfunded districts without changes without a change in the state aid formula by the legislature or enrollment changes the district is now fully funded expects to be fully funded for the past several budgets the data increases were used to balance the budget so moving forward in future budgets would not have this additional infusion of funding budget calls for a withdrawal of capital reserve for two projects and for Rod Grant and for Rod grants for several roof Replacements throughout the districts which may or may not be approved by the SDA and lastly on the revenue side would be semi or the special education Medicaid initiative of 400 000 and miscellaneous revenues of 890 000 which consists of Interest facility rentals School fines Insurance dividends prior refunds Etc also the only change from the preliminary budget presentation and this presentation on the final budget is the capital reserve withdrawal of the 1.35 million dollars for two tentative capital projects that I'll explain on a later slide thank you on the appropriation side the budget maintains all current Staffing and programs with the addition of adding key positions district-wide that are instructional and support there are 121 special education out of District placements in private schools and County Special Services and 770 budgeted students at ppti one of the bigger increases in any budget area is the increase in Charter School tuition which does come directly from the Department of Education of 2.4 million dollars or 21.56 percent from current year which I will go into a five-year Trend analysis later on in the presentation and finally budgeted salaries and employee health benefits that are contractual through collective bargaining along with significant increases in transportation and District wide maintenance projects lastly The Debt Service tax rate will actually be decreasing and I'll go into that I'll go into detail later on in the presentation about that as well our District's total balance budget is 294 567 294 million 500 567 517 which consists of the general fund that contains the operating budget and capital outlay budget special revenues which are federal grants and state entitlements the district receives there is a significant increase in the special revenues because of the covid-19 pandemic federal grants that will be expiring after next year the only Grant still available is the sr3 or American Rescue plan and lastly Debt Service which includes the recently passed referendum and one past spawn here is an overview of the general fund Revenue sources with a comparison to the current budget as I stated before tax levy hasn't we're we're proposing a tax level increase of three percent from the current year and would stand at 141 million state aid has increased by 33 percent but is fully funded going into future budgets so it's a large increase but it's going to be capped going forward extraordinary Aid is accurately budgeted at 2 million there is a ballot budgeted withdrawal from capital reserve for tentative projects um and everything else there as well and just to know um but excluding one-time Capital outlay revenues sixty percent of the district's total revenue is funded by the tax levy and 38 is funded by state by state aid here's an overview of the general fund Appropriations broken down into major categories of the budget without going through every line every Department line has increased mainly because of budgeted budgeting for much needed significant much needed number of instructional and support staff throughout the district and their benefits also things such as text book adoptions Chromebooks and other other technology Athletics co-curricular activities preventative maintenance of the facilities and security projects and in District and contracted transportation with and with Staffing shortages and inflation everything has gone up dramatically also to put to put the total budget into perspective salaries and employee benefits consist of nearly 80 percent of the total operating budget therefore there's not much room for discretionary spending after all tuitions and transportation is accounted for here is a show more specifically all the budgeted positions district-wide we are looking to hire next year as I've been saying it is spanning over all departments in the district through general education special education student support admin and supervisors and overall District support with an emphasis being on special education teachers paraprofessionals and other support ESL and security now I'll go over a five-year trend of our major Revenue Source being the tax levy for the past two years the board has called for a tax levy increase in 2223 this school year the district used a two percent tax levy cap and 2324 it is proposed to use the tax levy cap and along with other allowable caps three but three budgets prior were at zero percent which was a great effort during the covid pandemic also beyond the three years of zero percent two years back the board presented less than one percent tax levy increase and has never gone over the two percent tax levy caps since the capsman instituted here's a five-year trend of the charter school budget which is based on enrollment 2324 budget numbers are projections approved by the department of Ed that the district is required to budget for for compliance purposes the actual enrollment counts are realized during the October 15th Assa audit or application for state school aid at that time the budget numbers may increase or decrease during the school year typically projected enrollment amounts are much higher than the actual enrollment numbers however in recent years they've maintained High charter school numbers over the past five years the Charter School enrollment has had a drastic enrollment increase approved by the state with the budget increasing from 6.6 million to 13.7 million or 557 students to 831 students here are the capital projects that are planned for 23-24 the locally funded projects through capital reserve include a Transportation Hub expansion to park additional buses and vans and uh Athletic Field bathroom at the high school for the soccer lacrosse field tennis courts Etc if there is unspent money the funds are reverted back to the capital reserve fund through the audit the projects must be budgeted for at this point in time even if it's a possibility of being done next year um this is because the district can't withdraw a capital reserve mid-year without emergency approval from the county and the county has been very strict lately other projects do I have a motion to accept the modifications through the agenda as presented I still move I have a second any discussion I'll have it later Carol yes Vicky yes Stephanie yes Doug yes motion carries thank you uh next we have recognition and visitors and comments from the audience not on the agenda yeah this is our usual part darling first thingy um I know it's kind of a computer Council um that we really appreciate all the great work with Emily and Tracy we've been uh probably working very hard past probably six months uh that referendum our teacher presence on meeting regular basis on the June meeting we exchanged in our opinions of feedback we're going to have is Tracy uh participating in our group meeting next Tuesday we really wanted to know what kind of general direction School Board is having about referendum so that PTO can align with you and probably kind of add more force on it so that's kind of our general and also that we really I will essentially invite all of you to join uh the PTO concert it's dinner start school PM you are invited and it just opened the public and we have enough food to cover here thank you all right and with that um presentation I've been looking forward to doing this for quite a while so what I'm going to talk about briefly do you have the outline okay okay well I'm going to talk first about the property line between the State Road 46 and the playground and the conditions of the wall and the fence as it is now your existing grades in the playground area is in what we're going to do to change it plans for refurbishing the existing brick walls the plans for increasing the height of the existing wall around the place and I'll talk a little bit about Eddie's racing tomorrow where it's extra high the acoustical testing we did and the preliminary processments and some artwork possibilities and benefits I'll get it started conditions first okay so the wall is 600 feet long it ranges from about four and a half to five or five and a half feet high because the Limestone Captain has changed my expense over the top the deterioration though has occurred primarily at the bottom but it's all over it's that high it's because the brick is absorbed water and then when it freezes it falls off because the West corner and it's cracked right under the where the spots go into the wall this is the east side corner where it's off the foundation and it's cracked severely the Limestone cap holds the post in place and it goes down in the brick and it's the posts are in good shape and I think we could save those in paint them but the frenzy is resting and the water is getting in these joints here I'll do it okay great okay so one problem we have is the trees that are growing into the fence so to replace the fence is going to be requiring either to remove the trim the trees or take them down their hawthorns storage the branches fall off in the playground where the kids are with thorns I've been talking to the state about that this is the inside of a playground wallow and this is the west side next to the speedway okay we'll talk about a minute this is a grain that exists in the corner of the Northeast part of it but in that drain line currently goes around the building underground comes out down here and picks up to these down structures okay here's the dragons so then it goes into this covered it goes under the drive as you drive in from the street and then it comes out the other side it goes into a big culvert it goes west and comes out over here by the BP that's where all that water between that drain that's it was like where it goes now if you look on your hamburgers the first sheet shows you that there's 47 feet from the center of the road to the brick wall yeah then the next shade okay this is so this is the building in the black line the 46 is out here and the water is draining to this drain over here that I showed you and the rest of it's draining pretty much and going through the fence to the speedway okay maximum is a plan that's playground equipment companies made and we're gonna eventually Design This to where it's elevated to where it brings off with the playground area next one is the nude range plan for civil engineers we will leave this part here that drains to the existing drain but the rest of it will drain towards the fence or towards the wall towards this fence and there'll be a French drain that's a drain with gravel above it so the water goes to the wall and it goes down the ground gets in the Pike and then it goes out to this cover it's this is uh the original drawing in 1970 61 of the fence from the garden the drawing that you made from that the actual concrete foundation 16 inch thick brush wall and the six foot chain link fence on top C1 raise the the wall above the existing brick six feet and then over on the west side over the left we'll add a new 742 foot wall and that will be to help stop and stop the sounds good for sketches of how we do that this is the existing wall where we add the oh six feet or five or six feet of wall on top and we cover that with driver which is this kind of material that you have on the front of your building here and the gym as well so we will fill in all those broken brick areas with a kind of a mortar put a mesh on it put another finish another mesh coat and then this Finch coat on both sides so that's kind of quiet what it looks like and seal it up knew we would also put a metal cap on the top of the wall and in the new wall we'd build with concrete block and when Framing and achieving and thriving over all of it so it fixed all the brick wall That's existing all the way down to 600 feet and then for the the playground area we would add on top of the existing wall and we build a new wall kind of a match yes foreign match all the way it'll just be higher around so I'd be up around 11 feet this is uh just an engineer's drawing that I had I had my engineer do a feasibility study on how we could add on top of the bridge so we recommended doing a bracing some extra bracing with uh blocks there's more decides about every 15 20 feet I haven't had it engineered yet but it would support that walk because when it's actually high so it would have to put braces well it was the on the wall that we had the extension yeah and the dude wall okay right right and then this is uh the acoustical ratings just for reference and what we're doing by the report that we got from acoustical company says that we will get the level of sound down to kind of a quiet uh background noise quiet Urban neighborhood or less um because that says 50. I'm just curious um The Crucible reports to includes with the reduction of noise at the playground to an average of 46 decibels in the cost estimate number nine so to do to replace the chain link fence with the new black fins ain't proposed the metal cap on the wall prepare it with the drive to those and extend the walls up to 11 feet around the playground and be able to do well be about 340 .

she then had to take more advanced testing and speaking and this exam took four hours so clearly she's going straight into the hard work she's earning nearly perfect grades across five AP UConn ECE and dual enrollment courses my goodness she clearly Embraces a challenge and Rises the occasions we are just delighted to congratulate you [Applause] thank you for that congratulations [Music] and so I get to rub this in his face I swear up next we have audience section so there are any members of the audience that wish to address okay so uh up next is much anticipated showcase so my turn is over to that again yes so I'm going to take you through a little bit of an overview and tell you a bit about our history in implementing mental health firstly and team Mental Health Care State training how it dovetails with our ongoing work with social and emotional learning our partnership with Children Services our current Global context and our developmental asset work that they've been doing training implementation the heart of the program we really talk about and then how is this is linked to our continuous responsiveness to two mental health challenges so we first began our work with youth we want to help first aid training in 2018 and that training encompassed adults from across Cheshire Public Schools not just the high school but week 14 faculty members and staff who participated in that initial training simultaneously between 2018 and 2020 we did PPR treatments a question persuade refer which is attorneys delivered to CPS employees and Cheshire High School employers over the course of a couple of years and it's a suicide prevention training um this past March we began routine mental health first aid program and we not only trained in youth mental health which is a precursor to the team mental health treatment then 16 teachers and mental health professionals did that work with us and then became certified team Mental Health First Aid instructors and so this year we've taught team Mental Health First Aid to all of our grade 10 students through our health education so we've been really proactive for a number of years since this has been our you know that the convergence of complex include social and emotional learning uh since it's been what our Focus has has really been for the past seven years um we've really endeavored to have a very strong School culture classroom culture that encourages and teaches these skills to our students but there have been a few other things that we've done along the way mindfulness work began back in 2013 where students learned mindfulness and skills and and we see that implemented across classrooms teachers set their learning goals based on social and emotional learning skills that they want to embed into their instruction we do advisory certainly so we have the classroom work right then they expand a little bit to our advisory work that's a broader context and we do anti-bullying instructions healthy balance and mindfulness work and of course a little community building if Michael here he would jump up and say yes I did a presentation on the bathroom Improvement Squad and then brought him a bit further we have a very strong student leadership Groupon which is a piece of encouraging self-awareness and self-mutivation and our students in our peer Health Educators group have done leadership work at the elementary school middle school and high school we have reinvigorated all of our leadership conference never went away through covet they were virtual but we've had our students lead programs and work with kids across the district this year we had Middle School our Middle School Conference invited students from other schools which we've ordered done before and the high school conference was about 250 kids that came in this was all completely student-run and then of course we one day to go to the broadest demonstration and celebration of building School culture it was first inspired in 2000 following and so it's been a practice that we've done annually to really focus in on the importance of strong School culture and sense of belonging so I said a few kids I was having lunch with a leadership group and I said so off the cuff tell me what is social emotional learning mean to you being supported in my classroom being able to take a risk and maybe failing them but you know that it's going to be okay I'm not going to be embarrassed and they said they are learning skills and these are some of the skills that they mentioned learning from failure flexibility collaboration want to ask for help which is a deep tie to what we're doing female health and so if you think about the castle standards that we've been working with as a district that Center Circle self-awitness self humanity and social awareness each of those skills that our students may need to tie very deeply to those broader fees and there's a strong link between our social and emotional learning work and the team mental health first aid instruction so students really isn't it just is an overview they learn how to recognize mental health concerns among their peers and how to respond most important and most importantly so that they know that they're not alone they know how to recognize that they learn about it and they go into the following them and in speaking with a number of students we'll see at the very end of our presentations and testimonials from kids who've been through the course a couple of students said I love learning this I want to learn more I want to go deeper and of course this is first date right we don't learn how to treat we learn how to recognize it doesn't get poor just like medical first aid but the students want more information this is important to them and it's very meaningful to them so this program would not have gotten off the ground without our partnership with Cheshire Human Services and so we've asked Michelle figarella who is not only the director of Chester Human Services but also a certified team mental health person a trainer to come and talk a little bit about that partnership and each address so first I would I would be remiss if I did not express my appreciation or attitude for the relationship that argument services department has with our Cheshire Public School System it really positions us unlike many other communities in the state to really be able to support our young people in a very unique way so I'm just very appreciative for all the support that we get and we love supporting the school system in the way that we do um so prior to the pandemic throughout the pandemic it became increasingly clear that there was a crisis in youth mental health adult mental health as well and that our state was really being overburdened with the mental health needs of our residents um as we became aware of the needs more locally and the increased burden on The Clinical Services that we provide for Youth Services we tried to look for unique ways to meet those needs and make sure that we weren't letting anybody fall through the cracks we became aware of Teen Mental Health First Aid um and we went to the Town Council and made a proposal to them requesting ARCA funding which is designed for a purpose just like this to meet a need that may have Arisen out of the pandemic to fund the team Mental Health First Aid being offered through the Cheshire Public School System Our Town leaders agreed that this was a need they awarded us the funding and we were able to kick off the program which we were super excited about and I do have to say that um it was an incredibly Innovative approach and we were one of the first if not the first communities in the state of Connecticut to do this to do this program um so throughout the covid-19 pandemic depression and anxiety and youth doubled compared to pre-pandemic levels according to the University of Calgary study so the need doubled which is really um really significant because typically you'll see an increase or decrease over the years but it'll be two percent five percent something like that the fact that it doubled um is really incredible globally one in four adolescents experienced clinically elevated depression systems and one in five years experience clinically elevated anxiety centers which were increased by the pandemic for sure yeah on that point is it continuing at that level or to drop down right now it's continuing we expect that it will continue for quite some time and then we'll see a either a leveling out and then hopefully um that's what the experts saying an expert I'm predicting that but that's what they're saying um in addition um you know additional challenges that we're facing right now the legalization of marijuana has really increased access to marijuana by youth it's reduced the perception of harm by parents and youth you see that it's being medically prescribed to manage anxiety and depression so they're thinking that they can manage their own anxiety and depression with it what it's actually doing is it's impairing their executive functioning it's increasing in some cases depression and anxiety um and so we're seeing you know academic challenges as a result we're seeing a lot of school avoidance um and so that is also impacting significantly the mental health of our youth also the persistent negative feedback was caused by social media the pandemic cause a lot of our young people to be relying on social media for communication and social life and whatnot and so um their constant exposure to what can often be very negative feedback has really impacted the mental health of our young people when mental health problems persist and aren't properly addressed they can have lasting consequences early intervention have a huge impact and this program is exactly that it has preventative preventative in nature and is an early intervention approach um so I want to talk about the 40 developmental assets for a minute they were developed by the search Institute in 2008 the Cheshire Human Services Department started to promote this approach in our community it's an incredibly positive approach to things like prevention and mental health and support for young people the search Institute identified 40 building blocks of healthy adolescent development for young people ages 12 to 18.

here at Sycamore are many students that are using marijuana and there's no safety and violent fights which are normal at our school it seems like nobody cares and it hurts me to have lost trust I've never thought I would go through so much in junior high I was given principles on a role award this year and I was given an award by Congressman Lou Correa for Youth Of The Year these Awards keep me going to show me that being a good student and sitting sorry citizen is still worth it as a student I am disappointed and hurt that I am no longer able to trust my principal for many reasons I feel sad to share this but I was recently assaulted at Sycamore and the other student who assaulted me did not get punished I hope you can change the environment for future students so they don't have to experience what I experienced I do want to talk I do want to thank all my teachers that have been supportive of supportive of me and I am thankful that I have my mom Linda Martinez and teachers that and also it educates educates us as a board so thank you for that next we have some recognitions we have Hilda Vazquez from Alta and she was in the audience I'm not sure if she's still there oh there she is in the back I was looking over here to the left sorry uh Lisa EK from uh CT CTA uh we have my eyes are failing me but we had uh uh Gail Karis Kathy Kent and Liga hallstrom from ROP see one hand going up so they're right in the middle thank you for being here and Lauren klesker Fullerton joint Union there she there's Gail I don't know if Lauren is still here from uh Fulton joint Union as a school board representative all the way in the back very good thank you thank you for being here so so okay okay we have uh Marissa Bermudez from Oco from here oh she's sitting right in front of me thank you also we have reports from associations we have anybody from uh apka apga Lacey I can't see there's okay thank you come on down I should have announced you too but I didn't see you sitting there that's okay sometimes it's best that way all right all right good evening I just want to thank you for taking the time tonight to honor our auhsd counselors of the Year our apj members are great examples of the work that school counselors do across our district with students families and communities on a daily basis as I was reflecting on what to share tonight what kept coming to my mind was that our community believes in the work of the school counselor this was apparent during the lcap process where multiple groups shared their recommendations of keeping and reducing the caseload of school counselors community members voice their opinion that decreasing school counselors is not something they support as a district we talk about student mental health and oftentimes when we hear mental health it is easy to go to the extreme and in some cases it is necessary to do so hence why we are lucky enough in our district to have the support of Highly skilled social workers and psychologists who are trained to work with our tier three students who need that help yet when we look at the majority of what our students need data is showing that students struggle with motivation they have anxiety about coming to school they don't feel like they can graduate and yet we wonder why attendance is the issue the guidance lessons that school counselors teach touch all students tiers one through three because all students need the basic foundation for how to work through social emotional issues that they face on a regular daily basis and this is what a school counselor provides I can only imagine the time that the board has spent trying to decide where auhsd must make their Cuts in order to be fiscally responsible it is not something that I would want to be involved in whatsoever yet when we speak to the core values and mission of auhsd which we start every district meeting with number five of the core values states that our vision Michigan core values are delivered primarily through instruction so at a time when we are having to tighten our financial belts it's not lost upon apga that the two areas in our district that are facing the biggest cuts are our teachers and our counselors the two groups that provide direct and indirect instruction to our students on a daily basis auhsd programs and Partnerships are vast there's no question about that and while our Partnerships and programs have increased over the years we are about to decrease the number of those who work with these programs and partners to make them successful at the school sites in order to sustain these Partnerships and relationships we need the people who have those connections and school counselors are the direct connections for students staff community and our partners thank you very much [Applause] next we have Hilton Vasquez do you have yes there she is good evening everybody president O'Neill superintendo matsuda executive cabinets students parents Community here and also online it is my pleasure to be here tonight to deliver my last altar report and as we enter the last few weeks of the school year we find ourselves filled with emotions it is truly Bittersweet events such as steemapalooza student-led presentations and Capstone highlight the Synergy of our Collective efforts it has been incredible to see and hear students share their educational Journeys their growth their passions their projects and plans for the future and their impact in our communities and Workforce I want to specially thank our teachers as we're about to celebrate teacher appreciation week and also our counselors as we're celebrating them tonight our staff faculty for their guidance and support for students and of course I'd be remiss if I don't mention our administrative teams at the site we get the opportunity to celebrate our wonderful students because we are intentional in designing authentic and engaging opportunities for students School sites will finish the school year strong with end of the year activities as well as continue to prepare school programs summer school programs and classes lastly as I mentioned I want to thank you for your continued leadership and let you know that this is my last board meeting as I'm finishing my Alta precedent term but we have Miss Amanda being in the house in the back over there he won a wave us president-elect who will be coming up and doing the reports I will of course still be in the auto board but I just will not be depressing it has been my pleasure to serve ahsd community and Alta thank you thank you Hilda we've always enjoyed your reports we'll uh we'll miss those but we'll look forward to Amanda's reports get give her good guidance yes very good thank you I don't know of any other Association leaders here Lisa that's impressed okay all right all right uh what about uh PTA okay so next we have um 8.1 auhsd Community Schools and we're going to have who's that I can introduce Carlos sure you can introduce with great pleasure I bring up our director of community schools and family and Community engagement Mr Carlos Hernandez I know we have members of our district steering committee here as well that are going to be part of the presentation they're going to give a great update on where we are with the community school efforts and where we're headed so Mr Hernandez thank you Dr freed and uh good evening Board of Trustees cabinet folks in the audience and folks watching at home thank you for the opportunity to share out how our first year with 13 Community Schools is going what our lessons learned are and then and share with you a preview of what is next and what is on deck for the coming year across the district around the Community Schools approach I will ask if you could please hold any questions until the end and then that way one of our steering committee members will be happy to answer those questions so speaking of a steering committee just a big huge shout out to our teammates here on the front we have members of the steering committee we have students we have our parents we have our parent Guardians we have our teacher Association our Teachers Community School coordinators site and District admin and we have our Community Partners made up of Los Amigos and Oco and city of Anaheim and ocapica and the samweli foundation so we start with our vision as was mentioned uh before we do believe in that success is rooted in a commitment to a shared vision and a belief in the transformative or transformational potential of our community and the Community Schools approach here in Anaheim Union is all about creating a better world through limited you So today we're going to hear how our core values are tied directly to our community schools approach and then share our journey and what's to come all in 10 minutes right all right now I have nine minutes you said okay so our community schools vision is in front of you and that approach provides and will continue to provide unique supports and services that fit each of the neighborhood interests needs recommended and implemented by the school's Community parents students teacher staff and Community organizations it starts with our thriving students right in the middle but it's not possible with without the support of our adults in the lives of the students families schools Community right along with our four Community School pillars as you see and then the environment and the culture all experiences engaged through the career preparedness systems framework so I'd like to introduce you to one of our students a student actually she's a student ambassador you just heard from her also sits on the steering committee Evelyn so take take us through our next couple slides [Applause] okay thank you Mr Hernandez and again just thank you um auhsd board because just publicly affirming your commitment to our community schools and the Community Schools approach we really appreciate that especially after adopting a resolution that stated its intent to continue pursuing and supporting the Community Schools model which also leads to deeper work of visioning the what and the how of our community schools model and the collaborative work of our local education Partners to co-write the Community Schools Grant in early 2022 that also led to a 23 million award dollar award from the California Community Schools partnership ccspp I'm really bad with letters and that led to 13 auhsd Community Schools which is incredible and just I'm not going to name all of them but just the fact that we were able to get this is an incredible success that is obviously thanks to all the hard work from all the people involved in this and it has also LED to a partnership with the city of Anaheim as well with the reaffirmation of our partnership and unanimously unanimously pass a resolution to support the Community Schools approach so thank you again because we really appreciate this work and I can say personally just being part of this steering committee I've learned a lot and I've seen just the kind of support and how working together with different stakeholders we can all achieve amazing goals so thank you thank you for representing our students this brings us to our journey we're going to highlight five things really go deep with a couple and again all in whatever less time um our first bullet is is talking about today this year educating informing and engaging our schools and our community across Anaheim Union that is was critical this year we also affirmed our current partners and the importance of potentially you know the relationship and potentially adding uh potentially new partners needs and assets those that street data the local data that creates uh and initiates various data points to help us move forward on what is next and what is important for to our local community collaboration around the systems and structures across our district centered around cpsf and then the whole child and the last is the development of the Community School site team that was something that we were able to begin the work this year and those members include the principal and teachers and parents and students Community part partners and site staff so just to go deep on what it looked like to educate inform and engage we started with celebrating the work around you know one of our models in community schools and that is Sycamore then we heard from our superintendent our state superintendent Tony Thurman to say how proud he is of the work that we are going to do and what's possible we heard from our association president that talk about how important education and the teaching and the learning is connected to Community Schools we heard from our students Monty and others about the work that student voice and how it matters to Community Schools we hear from one of our community school coordinators Tanya about the work around services and bringing those connections into the systems and not silos our Dino Fujimoto our coordinator for professional learning talked about how important it is and that we lift up and develop connections around professional learning around our cpsf right and then again we can we continue to celebrate with our mercadito over at Gilbert High School recognizing the work that they've done locally to bring our permanent Pantry to life with the support Second Harvest I'm going to bring up one of our parents to talk about uplifting Community voice and that is Jesse Alvarez good evening everyone so our primary focus this year for 2022 2023 has been on the larger process of the needs and asset survey um the data is reviewed district-wide via the lcap process and the sites via the community site School site teams led by our community school coordinators and our community school teacher leads surveys are the starting point to identify patterns school-wide and district-wide as you can see on the survey the sheer volume of the data received from the um uh from the surveys starting with our parents you know 14 340 surveys staff 2454 students 17 over 17 000 surveys completed across our district using that data beginning now we've begun the community voice circles and these are follow-up conversations to enhance our understanding of the data we see in the survey results and also to go deeper and we've been hearing overwhelmingly from all of our community school coordinators and teacher leads how powerful these Community voice circles have been and how it's such a beautiful tool to just really connect deeper with our families and our students and our staff and all education partners are involved in this our parents our staff our students and our Community Partners the steering committee has provided process support for our coordinators and our teacher leads for timelines survey templates training and coaching and that's like you know we that's the work that we're doing at the steering committee you know receiving the input from our teacher leads and our and our site coordinators to really figure out how to best support and move the work forward thank you Jesse so we talk about the heart of the work around Community Schools here in Anaheim Union is the classroom the teaching and learning the instruction that happens in the classroom that extends out so we're sitting right here just five minutes ago I had to step out a prior commitment but Jeff is going to check step in on behalf of seat Lawley one of our community school teacher leads to share a couple of the slides with us all right good evening thank you sorry that I'm second chair tonight Lolly had a had a great message and rather just in reading her notes and what she wanted to share with you because she's at the site on the ground doing the work I play more of a supportive role in that I just wanted to think about is that all of us participated in in many Capstone panels this year and we saw all the amazing work that our students were doing and I know that was very refreshing and uplifting and what I'm personally looking forward to next year is as Jesse was talking about understanding our school Community the voices of our students and our families and our staffs and letting that be the driver for the work that we do in the classroom as a history teacher of 25 years it excites me to see that we can bring those issues those concerns of our school Community into the classroom and as a teacher let our expertise kind of drive that forward so thank you and we look forward to reporting back next year thank you Jeff we talk about teacher leadership and that's what's sustainable in four and a half years when the grant runs dry what is it that we're going to see we're going to see amazing classroom instruction in the classroom and out we've created systems that has dated back years as you look at you know the small font different positions that you all said yes this matters so much at division support our board support you see different positions there in the voice and youth voice and purpose Circle for our community career prepared systems framework lies our community school teacher lead right Focus there you'll see that in the five C's the 21st century skills lies are a 5c coach and then technical facilities you see you see different leaders across the school campuses so teacher leadership matters and that's how we're going to sustain the work right this slide brings us to sort of where we are moving towards and then we're just going to quickly touch upon where we're going next this talks about our learner progress and it shares if you look at the percentage of change around graduation rates around a through G and C CTE pathway completion the percentage of growth from five years ago to where we are now and we continue to do the good work so remember Community Schools for the grant is year one however we've done progress and movement towards these kinds of success Matrix you know years years ago so you see the percentage change the CTE pathway for instance is 344 percent of a percent change from five years ago to where we are now the last two we lead the state in the state sealed by literacy and the state seal of Civic engagement and that continues to be the case and we continue to grow that with the number of schools now becoming democracy schools so what's next again I'll just highlight a few of the bullet points here in in front of you we're going to talk about eight schools that are remaining that are not funded through community schools yet we'll talk about that in just the last minute um intentional and targeted Services based on local needs and assets that will continue to be a focus we're going to continue to implement a streamlined process to onboard new Community Partners people want to partner with us because we're doing amazing work and so that system has to be developed a development of community partner Hub which I'll show you about and then the professional learning that continues that's focused on performance tasks assessments that's focused on Civic engagement and that's focused on our Capstone as Jeff mentioned we're going to look at sustainability plan again we've got to think about four years from now what is it going to look like when the funding runs dry so we're hiring medical a medical billing technician that'll find funding that is available because of the work that all of our site staff are doing and and then we're going to continue to share in our journey as a model Community School District we had 80 participants today across the state come and visit because they're doing amazing work over 200 have visited across the state over the last few months so you have that slide here the the eight remaining schools we applied for a community school funding uh and May 18th marked that calendar date down that is when we will find out state board will make a decision a determination of whether we get funded for the eight remaining schools in our district that have yet to be not yet but soon we'll receive some funding around Community Schools and we will continue to do good work there the last part of this is really the excitement that is happening around Community partner hubs now what you see in front of you is what's Network Anaheim is using to find and capture Community Partners that are in the community what we're working with there's a few options this one is one option that we will continue to see so if if you were to go on that and click on the whichever button you want to see it'll tell you who they serve what schools are available what kinds of services and if and those School sites they want know you know if they can reach out to them they have the information there that Community Hub is continuing to to be developed check this one out and we're going to just share with you ROP in the house they um along with their the teachers are there the support from ROP Magnolia Savannah Western students um is that this year they piloted some work around Community Schools in the career pathway internship program public and Community Health they developed an app an app the students developed an app and look at they used chat GPT to to create resources to find those resources in the community you see examples right behind us of what is possible from the student-led community Hub so again that is what's possible we're going to look at that heavily because that is student-led that's student driven student created and so that's exciting about the development of the community Hub the last is instruction as we mentioned our coordinator for professional learning Diana Fujimoto will continue to lead bringing our five C's and our community school teacher leads together to do to develop and continue to develop around career preparing systems framework you see how important it is that our that our cpsf is thriving through the lens of Community Schools again professional learning is going to continue to be a focus for us this coming year and this is our aspirational vision this is what we um hope for and dream of and we continue to make this into a reality by thriving students thriving families thriving communities and thriving Anaheim and soon the city of Cyprus and city of Stanton City Buena Park and the City of La Palma thank you the fourth the fourth city that will again bring in additional resources based on the state that community schools that are coming our way and with that I want to thank you for your time and we are open and ready for any questions that you may have for us in the steering committee anybody have any questions yes questions first I just want to commend the work of the Community Schools steering committee and site committees I'm very proud of the work that y'all have been doing as a graduate from this District I know how impactful Community Schools would have been when I was a student so I'm very happy that our district is doing this I had a question on the affirmed current Partners do we know how many partners we have and how are they selected is it from our needs and assets or do they come to us we come to them yeah Kenny why don't you come up so commune School manager so how many partners we have it this is the the vulnerability right this is the muddiness of it because our directors in Ed Division and our folks in business and our folks over there all have partners and you uh you guys have we have mous that are signed right and so we have this uh this platform that we're using but it's it's it's signed and we keep things there it's not necessarily public um so our schools ask well how many partners do we have any partners for this particular service right so that's the goal is to make it public um so I can't tell you exactly how many because of that reason because we all have uh amazing Partnerships that we've developed and sort of in silos and so that system this is what needs to be developed no just wanted to share that we're hoping that next year we'll have a streamlined process will we be able to walk our partners through our new partners through a system where we're making sure that they are fall we're following through the entire process of being onboarded to our district and that we would have a database that's not only available for us internally but for our community members to see and observe and and notice all of the wonderful partners that we have available for them here at the UHC okay and then my second question um I'm very grateful for the city of anaheim's resolution I was just wondering if anything came out of that really resolution was with any support or funding and then how we looked into maybe also getting a resolution with the other four cities in auhd so um and Joe Joe said so Joe Perez sits on the steering committee as the representative for the city of Anaheim and that was integral that resolution said his time is going to be spent sitting here uh processing with us and seeing what connections may happen just yesterday we were talking about one item you know that that works that will be you know a partnership with the city of Anaheim Joe sure great thank you um yeah thank you Joe Perez city of Anaheim community services manager I manage the social service supportive programs for the city the system of Family Resource Centers youth centers teen centers and community centers that we have here in support of our residents to answer your question yeah the expertise and the networking that we bring we're connected to What's called the Anaheim Human Services Network that has 103 Partners non-profit community-based faith-based partners that work together with us through the collaboration process at the Family Resource Centers and so it's bringing that partnership to the Community Schools to expand the scope of services that could be provided now to our students and to their family members and that's really important because we've tried working just with students and that doesn't work we have to support the home environment to be able to work together so that we can create thriving students thriving households and a thriving City so again that's the piece that that we bring we're in this partnership and we're excited to be involved in this because as there was a slide previous that the the mapping that process is already happening through an initiative that we started which is Network Anaheim and the idea there is to create Community hubs where any family living in any portion of the six districts within this city can actually access service Supportive Services for any Social Service need including rental assistance including food access I mean you really name it the city doesn't do it we do a lot we can't do it all so we rely on our partners our community faith-based and non-profit agency partners to be able to help us reach and support our households our families again one neighborhood at a time a Jessica's asking is are we planning to give make presentations to the other cities yeah so so yes we we had a an employee from City of Stanton invited to our steering committee or site leading learning visit today um and so we met with two principals from Lexington and Cyprus and they're asking for that absolutely so it makes perfect sense right you know to share in that so the answer is yes that is our next steps to be able to ensure that they are brought in not only representing the Savannah we represent five cities um so yes the short answer is yes okay thank you anybody else have any questions so I understand we have some of our committee members going out to the community and presentations about what we're doing duilding School communities yes at every one of our schools whether they were funded through Community Schools or not funded through Improvement schools um one or groups of us went out and shared what's possible including those the eight in terms of what was possible um School communities what has been the the biggest misconception about what Community School means what is the biggest misconception or what are we doing that other people that say they're doing community schools are not doing or doing I think the misperception is that it it stays with and it starts with and it ends with um services that it's all about Services bringing in partners and then that's that's a community school right what we're trying to change the hearts and minds and the culture of what's happening in on the campus in the classrooms and outside of the classroom every day every period right how do we welcome our students and our families how do we welcome our staff how do we ensure that we are building that relate those relationships that's what the needs and asset assessments showed that we need to Target a relationship building how important that that is and so that's where it ends with most of the definitions of Community Schools it ends with just Services although important what about what happens you know after the the grant is over what about what's sustainable what happens in the classroom what happens um to make connections to the real world unlimited you component of the Community Schools approach so much so how are the parents in the community learning about a community school at their school or near nearby School what's being done yeah Jessie's going to share on behalf of parents there you go so all of our principles with the help of their like Community School coordinators and teacher leads have been incorporating this into their like coffee chats we've invited the steering committee to come and present at PTA um and so a lot of our and we'll see like a lot of our even our site teams we're kind of like you know parent leaders across different groups as well um and we know too that like parent to parent is one of our like best tools to educate our parents um we built we've already built trust right with our parents at our sites and so they would be you know so every kind of Avenue that we can but I know a lot of like coffee chats have been really helpful because then the parents can ask questions um and the connections with their faces and their Community School coordinators and their teacher leads that's been a big part of it so for for each go ahead and just the end of that so if you reminded me one of our parents is that we we have our community voice circles that will also going deeper with what we're finding from our surveys in across the sites you know whether it's loera and south I mean we've we've had uh amazing experiences that we're hearing that those Community voice circles are digging deep as to what our voices of our parents our staff our students uh what's resonating with them in terms of potential patterns that we see at Sycamore what we're finding as well we we have multiple student circles parent circles um staff circles that we're finding in terms of you know incidences you know concerns and we're bringing that to light so we can do something about that and make some recommendations for next steps and those Community circles are supported by Orange County human relations and other partners that the district has been supporting the general fund okay fantastic so do each of the school sites that have a community school do they have a button on the website that says Community Schools so someone that doesn't know they've heard the term and they want to find out what it's all about and what is offered and how to connect with whoever so all of that is is there is that's the area of growth for sure the communication is resonating with people that that needs to be out there as as efficient as you just described that Christy O'Neill that's what what is needed right the the websites have information but it's not systemized there's there's pockets of silos amazing work happening but it's not clear cut you can't click on the button you can't right so that's the goal and that's the hope and that's the the the work that we're going to be doing the community school Hub will help with that Community School resource our partners Hub well we'll have we'll help with that okay and that is our in a year we will have that so is Mr matsuda just whispered he says that means no so um as we get there not yet as we know not yet yet yes yes thank you I know it takes some support but as we get there I think I would hope that we're working with the cities uh all five cities so they could have a button on their website that says Community Schools and and the community could be clicking on that and find finding out what is offered in our schools perfect is that something that could be done Joe Joe everybody stare at Joe thank you okay thank you Joe and and maybe Joe maybe some of our presenters can come to the city district meetings and present this yeah thank you it is yes yeah absolutely thank you so much for your presentation very informative thank you thank you very much [Applause] okay so so next we have uh 8.2 District English learner advisory committee which is called dlac and Dr Renee Bryant yes Dr Brian I'm gonna I'm gonna lead the way yeah her and our d-lac team so Dr Bryant it's all yours hello president O'Neill Board of Trustees uh superintendent matsuda executive cabinet uh thank you for giving us time to present our yearly dlac report to you and so it's my pleasure to introduce to you natividad Vasquez from Katella she is our d-lacc president and I really want to give her massive Kudos because unfortunately our president is not here tonight she is our vice president so she's serving uh in part for Brisa tonight so we really appreciate you natividad for coming we really appreciate you and I also want to bring up Amor Amor is going to explain some things to you because uh Natty as she's also known is going to do her presentation in Spanish and so all of you have devices and so as our parents often have to use devices to write and to understand tonight you're going to get that experience you can just hold it up here if you want she'll also be behind you so if you feel uncomfortable having it then she'll still be behind you but we thought that might be a little bit easier than having her try to shout behind you so amor take a minute to explain to them okay perfect okay I hand it over to you and this is our clicker okay okay um okay okay buenas noches foreign hacer is interpretation evaluation is foreign High School Junior High School Sophia I later you did a fabulous job fabulous job thank you so much I wanted to ask you with all of the trainings that you've done I don't need to put you on the spot but what has been like one of the highlights that you've you've enjoyed yes um positiva is High School recipients Michelle Garcia he is Padres foreign experiences mindfulness is um America appreciate that we see you we're board members and we see this Collective group at almost everything that we do you're there you're the heart of our district you guys work so hard every day and to hear that you're taking this even um and doing it doing it on your own is just tremendous we commend all of you um I know you were put on the spot today we really appreciate that for speaking on behalf of dlac but I just want to thank you personally because I know how hard you work we've seen you support our district for so many many many years and you're also supporting each other and I I think that's just a beautiful thing um you're you're a perfect model for all of our parents thank you so much thank you [Applause] um absolutely like to take a picture of the dealer oh yeah yes yes she would be scared can we have one with Carlos and Kenny too foreign four times I used to work with her little senior her big senior I know like how does how does somebody stay so young thank you Delight group for the presentation very very educational so moving on next we have public comments Open Session items and this is uh opportunity for public comments occur at the beginning of each agenda item and at this time for items not on the agenda persons wishing to address the board will fill out a form and I have four forms and each person is allowed five minutes and there's a timer here that the parliamentarian controls the first person to come up is a Paola Gonzalez all right hello board and community members my name is Paola Gonzalez I am an alumni I am a teacher and I am still a Community member here and what I would like to start with is just thank you for allowing me to speak um and the reason I'm speaking today is just as look I was looking through the agenda that you have in front of you today I noticed something that was just a little bit unclear that I wanted to address there is an informational item about the new board policy on the animals allowed on campus this is the board policy that I completely agree is overdue in that the district needs a little bit more guidance on however the confusion came in looking at the actual exhibit and the wording for the policy it has the impression that the district is closing the door to allow therapy dogs facility dogs and other dogs in those categories to be on campus which I believe would be an extremely valuable asset to our schools many people aren't familiar with the difference between what is term service dog in the policy that is exhibited versus all these other groups that we have so I wanted to make sure that there was that distinction the board policy exhibit says only service dogs would be allowed and therefore I would recommend that the board may be consider something that's a little bit more comprehensive the other service dogs quote service dogs aren't technically under the Ada laws but they still provide very valuable services to our school you can ask students about the for the efforts that they see in the mindfulness that the schools are pushing the dogs have been supporting that they will support the community so schools needs assessments that have been shown through all the surveys that they were just mentioning they would support the work that our social workers and our psychologists are doing with the mental health of our students and therefore again I'm hoping we can consider a more comprehensive plan that would allow some of these other groups that have the training that have the insurance policies that have the vetting that would be needed to allow a still safe environment on the school um and again it's a way to model the community service efforts that we try to instill in our students it's a way to model the Civic engagement that we try to model in our students and this is one of those ways that I hope we don't shut down so thank you for your time thank you for your observation appreciate it next speaker is Linda Martinez Miss Martinez yes there we go good evening um as many of you know I'm Linda Martinez I've been advocating for education for more than 20 years I am currently a School site Council representative parent at Sycamore Junior High and there are so many things that I am here for today it is important for you to understand why parents feel and Advocate Act the way that they do for Quality education for their children and for great school environments I'm disappointed that we are we have not been heard Jessica we need you to act promptly to the safety concerns um that have been addressed to you at Sycamore and at Anaheim you know high school at the different capacitos where we've met I am here to support my daughter and request for better policies to protect all students for the assault that happened to my child not to ever happen to another child Mr matsuda Mr O'Neill Jessica Guerrero and Mr Saldivar when we address you please do not ignore our concerns when I send you an email please just at least acknowledge that I you know that you received my email I hope that you do respond to what I have to address today like I said you know safety is one of the main things drugs marijuana smoking and vaping in the classrooms recently there were things like this happening in Mr surya's classroom when he was absent we cannot ignore these things I know some of you don't like to hear these things but you are elected officials there's physical assaults and sexual assaults at Sycamore the lack of safety at Sycamore Junior High and during this time I have been a volunteer and I have noticed all the negligence that our students um are experiencing parents have been silenced students voices have been silenced teachers voices have been silenced which you know my heart goes out to our teachers because they are the ones who I trust my child too we need to restore the safety of Sycamore campus and not ignore parents concern I presently have lost all trust in my principles leadership and Sycamore Administration team because of the lack of action and response we request a more experienced principle avoid this to avoid the situations we Face who can lead us to who can lead us our school recently you know we had our principal storming out of the school site council meeting showing a grade of amount of unprofessionalism to the parents who attended this is why we need experienced principals who can represent auhsd better Mr matsura we need you to respond and give us answers to the situations we face and if you're not able to do so then we need change because the safety of our students is not to be bargained or negotiated it should be the most important and I want to say that again it it should be the most important you know uh thing for the best interest of our children as I speak to you I feel that we have no one we can go to for answers we cannot continue without accountability from our school principals and auhsd superintendent and staff I urge the board to please help us parents with this situation to restore the trust the hope that we have in you to guide us and to restore this trust that we have lost and help the future students of Sycamore have a better experience than the ones that we have had this year I also urge you to protect those students and to especially the ones who have been assaulted whether physically or sexually you know it is important that they have the correct support at the school and coming from their school staff having experienced principals who can lead our schools with experiences vital for the success of all of our schools and for the best interest of all of our children and like I said many of you have heard me here on this board and never once have you ever responded when I speak I hope that this time you do reach out thank you very much next speaker is Janelle Needham Miss up but I can leave them in the back please okay thank you of course I think I have that in an email that was sent to me so I could send it to um John okay all right uh next uh speaker is Jacqueline Cisneros helloborn hello I'm community members my name is Jackson Cisneros and I am the choir teacher at orangeview and Western junior high and I was coursed by Miss Moreno over there to kind of present what's going on at vapa um at Western High School and just kind of share what we've been doing and I'm very honored to represent such a great vapa staff at Western Miss moan as you know she has been doing murals and continues to do a lot of work using all the five C's we put together a little slideshow we weren't able to get that to you but if you do want it we have it um Miss Kirby is doing ceramic she's taking she's taken the kids to this really cool American Museum of ceramic art and the stuff that they create is absolutely amazing Miss Denon you probably have seen her color stuff at color and light a lot of her students have gotten um accolades with her ala Brie Hayes that she did for The Day of the Dead Dia de los Muertos yeah um so it's really really cool and just um amazing work there and our instrumental staff with Miss hinch is just off the charts lots of superiors and all the ratings representing our district and the school very well as well as a senior David Jimenez was accepted into the world champion Blue Devils Drumline and bugle Corps so really cool accolades going on there she has a Pops concert coming up and then me the choir is Tiny But Mighty that's what I like to say to them I am just so proud and so honored to be a teacher a choir teacher to see and watch their confidence grow as well as their vocal ability this year we did the Angel Stadium and we went to two workshops where we learned Barbershop music I like to give them a breath so they sing classical to Jazz to pop to Barbershop we did that at Jordan high school as well as on Coast College this year and we sang in two festivals where we placed excellent and one of our crowning achievements this year was this ninth grader named Heidi pleuger she came into my classroom like the breeze and I was like where are you from and she's like I'm from here and I was like really and her voice is absolutely stunning and so I put her in the SCBA vocal competition and she is now um at past the first round and now she's going to the second round she's saying in the pops category as uh Over the Rainbow somewhere over the rainbow and we put up her video and she is the only school that represents auhsd along with a long list from Southern California but she were representing us and so I'm just super proud of her and just so honored that she's a part of my choir and so I just want to thank you for all your continued work in the Arts coming from different districts and this is my 50th year teaching and so I've seen a lot of you know not so much support but that's not you guys Mr belski and others have just super supported us and I'm just so honored and just so thankful that we have that support and I'm I'm looking forward to see what what the future lies ahead for Western and uh and the Arts at Western so thank you so much for listening to me and hope you have a great evening I had a question what is the what does the uh competition you you you gave that um yeah that's okay we just don't know what that is yeah it's Southern California vocal Association the oldest in the state it's even older than the um the 80 another acronym group but yeah just super old and super well established so the fact that she made it to that second round is a saying a lot wow they'll give her our best thank you okay yes yes please send us the information thank you for coming yeah yeah thank you thank you for listening and thank you for all your work I know that's difficult but we appreciate all the time you're putting in thank you good call okay moving on to items of business uh and as of April 14th they served 614. So within this period they have served over 6 000 families and we don't talk about it enough and I just want whoever is out there that has a need for food or has a need for baby products or has a need for clothing to consider Apple Valley School District because we are doing great things and sometimes we don't talk about it and thank you so much Mrs Torres for what you do and your team to make this happen in our community thank you [Applause] I also attended the shop graduation this is a great program kids that are very disruptive to their family the parents have to buy into it they're trained by a boot camp with Marines in the local sheriff's department our own police department and when they graduate some actually cry it's the first time they've ever really achieved something it's a great program and also attended every 15 minutes about drunk driving at Apple Valley High School well done uh I hope it was meaningful and but today being the day of the teacher I'd like to say uh I look back I laugh I taught in five different decades I started in 66 and Lynn ended in 2008.

I am a leader of a volunteer group called The Green Team which has developed four Gardens consisting of native plants to attract pollinators I would like to recognize the members of the green team who contribute a total of over 800 volunteer hours Elizabeth Smith odile huguna Haber reader Mitchell Jeff Crockett Leoma Sherry Thompson Eileen Tyler Christine Crockett and Banister Marcia Benz Chad manfreda Ellen Haber Brooks Curtis Richard Corson Francoise damres Amy Rowe Robert black from go Factory WAP John and Julie Ritter uh Jeff Henney uh and Maura Thompson Ali alawi Scott Spooner and Robert greasy I'd also like to recognize cm's Briggs and dish for helping to activate a spigot for irrigation a personal request to uh CM Briggs the sprinkler system um does not work uh at the DDA uh Gardens and needs to be repaired so if somehow that could be included in the budget I would be greatly appreciative I also want to congratulate members of the Council of the commons with their superb draft of an RFP to be submitted to the parks department in particular Adam Zemke Rita Mitchell Alice Ralph and Frank Wilhelm did a wonderful job of reaching out to comparable communities to set the groundwork for the draft RFP also Allen Haber deserves credit for planning a series of events at the cut center of the city over a number of years and the Council of the commons has fulfilled its purpose and it's time now to pass the Baton to the parks department and City staff for the development of the RFP but there is another path forward and that is short-term activation spurred by the removal of parking from the library lab there would be no Financial impact on removing Park on any given day there are 500 empty undergrad parking spots Why not start by removing the parking just on the Northern section of the library lot if that happens Dr Missy Stolt said to me that she would help by providing several sheltered tables and benches with a solar power charging station so similar to what is provided in some parks around town also consider an Adaptive Garden program for the remaining 10 garden plots that run the library similar to what has been done in other small garden areas around Ann Arbor and in numerous communities each plot could include a sign that promotes a community group or business Creative Solutions such as these will generate interest and engagement in the center of the city finally imagine how the space could be transformed with public art stay tuned on that one please consider that the end result of the development of the center of the city should be an increase in citizen engagement that's really what this is all about as a council of the commons comes to a close I hope you'll all continue your advocacy for fulfilling the promise of prop a once a vision has been established with the RFP I have no doubt that the dollars will follow this is what we have learned from studying comparable communities around the state thank you very much thank you Jeff and I think the other person with this hand up uh is alan083 could we advance element as a panelist here okay Alan do we have you you're going to need to unmute yourself to uh muted yep well I'm just trying to get in to be part of this meeting and I couldn't I've not been successful now Chris seems to have sent me a link so good I mean as a you know in terms of the agenda I do have a couple little announcements or notices so there's something I want to say but yeah I just want to be part of the meeting well Alan we're going to get you advanced in here is it are you in front of a computer I am I am maybe I'm loading launch meeting I've done something that Chris has sent me um advice uh given that this is the public comment section uh while we wait for Ellen to rejoin the zoom meeting we continue on with our public commenters I think that sounds good uh I think Chris could you advance the next person yeah all right um Daniel Adams you will be given three minutes to speak is Dan going once rather hey can you hear me okay we can't yes yes we can yeah I just I didn't want to be promoted as a panelist so I I clicked attendee and that was the um yeah Dan Adams 1016 Daniel Street oh um the the only thing I wanted to mention is um you know there's a kind of a troubling comment in Mr haber's uh proposed amendments there are he that relates to um what's really a threat right to pull funding away that Library green only recently committed to the project um I'm not going to quote from it it's in the it's in the text I'm just hoping that that's addressed tonight because I think it's important that as this RFP is handed over to um you know the city and the parks department um that Library green be very clear about whether it's committed to the process and committed to taking the money that's been collected from the public and investing it uh to advance the project uh that Library green was it was created to to advance and that those donations were were made to advance I think that's important to flush out tonight and talk about um that's all I wanted to say thanks Stan yes all right uh because you can remove Daniel as a panelist I believe he says he's a he's a panelist at this point no no he's not oh okay it shows up that way yeah okay we have one more person okay um Daniel Rubenstein you'll now be allowed to speak you have up to three minutes can you hear us okay I can hear you can you hear me yes we can all right whenever you're ready okay so I drafted a memo which I will submit to the Council of the commons during this meeting so I won't go into all of it here but um one thing I just wanted to note is that um it's unclear what the legal basis is for the statements made by the city administrator recently that removing parking from the service of the library lot would require compensation to the DDA so I will document that in in my memo that I said and there are a couple of other things as well I would really like to see the recommendations from the Council of the commons that are being considered tonight to revisit and include the issue of the comprehensive plan and or the prose plan because I continue to believe that being excluded from those two things um is a disincentive to donors it's a drag on the whole project it is definitely not best practice with Urban parks around the country and the world um and so I would really like to see that addressed and Incorporated and I'll Reserve any other comments till the end of the meeting thank you thanks cam uh Chris do we have any other members of the public wishing to speak okay uh Alan is once again uh here let me promote Alan as a panelist and Daniel Rubenstein just spoke so I believe we uh all public commenters have spoken at this time excellent thank you thank you we'll make sure Alan can get in here Alan can you hear us okay you want to meet yourself Ellen uh okay okay excellent just wanted to make sure you can hear us okay [Music] O'Neill had wanted to speak I don't know why I had so much trouble getting in and I had so much trouble getting down to the city council the other year that's okay we've got you here now um and if a deal would like to speak she can definitely do so at public comment at the end of the meeting okay we are going to keep moving uh because we have several items on the agenda um so we've closed out public uh comment and we're going to go into the working group meetings um and so there are several um items uh that are attached to the working group and I'd like to go ahead and uh go into the first one which is the working group related to Future space design this is the RFP fundraising planning Etc we've commonly referred to it as the longer term uh working group and so I'd like to note that there are two attachments within this working group uh section on the agenda uh the first one is related to a resolution recommending the RFP scope proposal that is the second uh attachment to this area of the agenda we've had a chance to take a look at the RFP scope proposal at the last meeting and I think had a good discussion uh and then we had a follow-up discussion with the park staff regarding that and so I'd like to just note that piece and we do have a couple hands raised Rita would you like to go first yes I just this is a an administrative question or a request um that to um that would expect with respect to the documentation um the resolutions currently um are in draft form and do not have headers and dates on them so my request is that as we proceed with this and as these documents proceed two minutes that they are correctly titled and associated with the meeting that's all thank you thank you for that I think we can make sure that work with Chris offline to make sure that that's uh clear uh Alice you had your hand up later okay all right uh so uh are there uh Ellen uh go ahead yes well this is uh I just wanted to speak right here this is a beautifully done statement I agree with everything about it except for its own mission and the question that is critical in my thinking is where is the Commons in the sense of what is the Commons in this whole process and I feel that was a point of order we haven't read the we haven't read the read the resolution yet that that is my reservation about this but it's a beautiful piece of work and I just wanted to say that thank you all right thank you for those comments Alan uh LSU of your hand up did you want to uh say anything else here no not yet okay well uh why don't we go ahead and uh uh Chris uh I don't know that we need to pull up the result the resolution but if you uh want to um uh do you want to throw it up just uh so people can see we've had a chance to look at the document that the resolution is indicating but if you want to pull up the resolution just real quick in no problem pulling out right now excellent thank you foreign excellent thank you Chris I'll just go ahead and read this quickly and everyone can hear I can read it on their own as well as I indicated this resolution is in support of uh adopting the uh other attachment in this working group which is the actual draft of the RFP uh scope so it just says Council the commons has been charged by city council as described in resolution r-20-397 serves as an advisory body to city council and provide recommendations for the public spaces on the center of the city block and whereas after significant public input and discussion with the within the center of the city task force and during the Council of the commons meetings and within its working groups majority of the members of the council the commons have come to consensus we're on a proposed scope of work for a request for proposal to be issued for the transformative design and planning of the center of the city in the spirit of the 2018 citizen pass ballot initial ballot proposal resolved the Council of Commons recommends that city council and the city parks department utilize the scope of work when issuing the aforementioned request for proposal so it is literally just uh indicating that a majority of this body supports the request for proposal scope that is attached to this working group area um Alice you've got your hand up yes now that it's been read and uh sounds really good I'd like to move to approve this recommendation okay we have a second a second as presented it's presented seconded by council member Briggs thank you all in favor of uh Alan did you have something you'd like to add yeah I would just add that uh as this represents the majority uh noting there is a minority I would intend to make some kind of Minority Report on those aspects that are not of consensus well that's all I wanted to say okay thank you duly noted uh all in favor of the uh motion that uh Alice has made say aye raise your hand I I any opposed okay uh thank you the motion passes uh we'll go into the second working group uh then at this point and uh Chris if you could pull up the resolution uh for the current space activation and similar to the previous working group we have a resolution that is supportive and tied to a series of recommendations and that series of recommendations does the draft activation recommendations document that we looked at at the last council meeting here so um we'll give Chris just a minute here to pull up the resolution uh regarding this and uh and then we will proceed through a similar discussion thank you Chris so this resolution indicates uh that the Council of the commons has been charged by City councils described in resolution r-20-397 to serve as an advisory body to city council and provide recommendations for the public spaces on the center of the city block and whereas the Council of Commons has created a detailed list of recommendations that link links to the document that is uh that we are recommending uh if this resolution passes based upon comparable communities to create programming improve governance appearance and functioning of all three Parcels that comprise the center of the city for use by residents and visitors prior to any design alteration of the spaces so short-term activation is what we've been commonly calling it here resolved the council the commons recommends that city council take action to activate and program all the spaces that comprise the center of the city working in partnership with interested members of the community in the city parks department and utilizing the aforementioned recommendations and research around comparable communities as a guide to do so foreign all right any uh Rita you got your hand up go ahead I most that we adopt the resolution as written excellent thank you Rita uh is there a second uh I'll go ahead and uh and second it Brayden and I worked on this together any questions at all on this resolution okay uh in that Alan go ahead Ellen you are muted yeah so yeah following my consistent concern about having forward the concept and the philosophy and practice of the commons this particular form of recommendation as us branding the uh area of the center of the city geographically rather than as a Commons as a sense of relationship among the people of the city so I have a minority view on this though much of the work is very very good it's particularly important to see how from below the people participate in the development of programs activating what is going on on the common space thank you Alan for those thoughts we have a motion and a second on the floor I'd like to call for a vote on the uh resolution all in favor say aye aye aye any opposed okay uh motion passes thank you very much uh and then uh we'll uh I'm sorry I just want to I just wanted to note for the minutes that I abstained from that vote okay we will make sure that is noted council member thank you as did I Adam and thank you council member all right uh so that closes out the uh working groups uh section of the agenda this evening uh the next item on the agenda is under uh COC next steps meaning Council the commons next steps um there's a resolution that is attached to uh this uh item that uh we'll give Chris a minute to go ahead and pull up but I'd like to uh just uh say a few things uh as uh he works through that I had a chance to speak with I think pretty much everyone here one-on-one um and certainly not just on not just one time on this particular topic um but uh I believe that uh we're in a phase now uh where we have where we are working on uh the RFP where we've raised sufficient funding to send the RFP out uh and uh and that the uh transformative redesign process as we saw through the RFI response uh that we received uh responses that we received a little over a year ago or I guess a little more than a year ago now um that there is going to be a robust Community engagement process uh associated with that and so I felt that uh it was good to uh to float the idea and I think others uh feel this way as well uh that we transfer uh immediate public engagement opportunities uh away from this group dissolve this group and uh work to advance the RFP uh on the transformative redesign that it will include the uh the commute engagement process so uh Chris if we could see the resolution regarding dissolution of the Council of Commons that would be wonderful just one minute I can't help but notice the correlation with my leaving the council somehow you've done Us in you can't go on without me I I understand clear Steve I felt very personally compelled uh that uh that that was the case um I think others did as well you know in truth we can't go on without the parks so that's what part of what we're doing Steve yeah thanks while we're waiting for the resolution to come up I just wanted to make a comment that um how much how grateful I am to this group for for meeting and people's everybody's time and insight um into the recommendations that we voted on this evening um you know everybody around the screen is is devoted a lot of time to this effort so thank you council member I'd like to say we're delighted to get this get this going and to keep going because it's in service of the voters who ask for it so appreciate so what everybody has done I agree with Erica a lot of work all right thank you very much uh Chris for pulling this up I'm gonna go ahead and read the resolution Alan you do have your hand up but I'm I'd like to put the resolution on the floor uh before we get to your comment um so uh resolution says States whereas the Council of the commons has been charged by City councils described in resolution r-20-397 to serve as an advisory body to city council and to provide recommendations for the public spaces on the center of the city block and whereas the Council of Commons has provided a detailed list of recommendations based upon comparable communities to city council to create programming improve governance appearance and functioning of all three public Parcels that comprise the center of the city for use by residents and visitors prior to any design alteration of the spaces and whereas the council the commons members have supported the fundraising efforts of the library green Conservancy to obtain private funding to partner with the Public Funding commitment made by the city for the transformative design and planning of the center of the city and whereas the aforementioned design and planning of the center of the city is now proceeding with a request for proposal to provide for a robust Community engagement and design process and plan to trans transform the center of the city in the spirit of the 2018 citizen pass ballot proposal resolved the Council of the commons recommends that city council dissolve the council the commons and immediately transfer short-term public engagement for the center of the city to the parks advisory commission until such time as the transformative design and planning process directly engages the public in partnership with the city parks department and I'd like to move this resolution the floor Frank you've got your hand up uh I'd like to Second it all right we have a motion on the floor and seconded Alan go ahead you have your hand up well this was a little bit of a surprise and I do not really consider that the task of an advisory relation to the city council is completed as a Dan reubenstein said at the beginning the need to get this endeavor recognized in the comprehensive plan in the Pro's plan and in the master plan as called for by the center of the city task force remains and some press toward the city staff actually to do the kinds of uh hardly controversial developments like Wi-Fi and so on that have just been stalled we need something that represents the spirit of The Proposal a and the ties to keep things moving so it may be that and I my own experience suggests that perhaps it is that the juice of this committee to or Council to represent the commons is kind of exhausted but I would say that that is not the case of people in general and the City Council in its previous foresight it did give recognition Authority empowerment to the initiating committee to help in the Grassroots development of activity on the spot and we have been doing some of that so when the recommendation at whereas at the resolved at the end says devote this to the parks department it would be appropriate to say in cooperation with the open citizens committee for the Ann Arbor Community Commerce initiation the task is to carry out and effectuate the recommendations from the center of the city task force which over seven months was able to produce a fairly positive and understanding recommendation about what is the Commons in terms of the cooperation and the self-management of resources and I think that aspect oh well what the commons is about to the Council of the commons as a learning group among ourselves could better advance but in any case if the group as a whole feels like it's done its job by calling for professional help which it certainly can be helpful though myself as I think I've share things that there's enough uh help right in the town from the bottom up and all around that we don't need to Outsource the call for our creativity maybe we will find within the town they hope that we need and anyhow I think their functions still to be continued and that we've been told many times that the parks department is not able to take on any more programming stuff so our devoting what we could have been our functions to them seems a little well without appropriate consultation or a change of policy there that I as uh observe a member of this team has not really noticed but anyhow I will miss the opportunities for our own conversations they could have been better and I do encourage self-education about what the commons is all about and eventually its inclusion in your thinking I share some of these thoughts with the city council and I was able to get unmuted for my Monday effort so thank you that's my basic thought there's more to do thank you Alan all right thank you uh for that as well uh and I think there are many ways to move this forward and I think that uh um I am in particular are enthusiastic about the direct professional relationships that we've established and the work uh that uh Frank and others uh at the library of green have uh have uh put forth to help make that happen as well as council member Briggs and prior council members uh who have helped secure uh the funding uh commitment from the city as well so um we have uh resolution of motion on the floor um all in favor of passing this resolution or adopting this resolution say I I suppose no okay one opposed about the meeting minutes reflect that all right thank you very much to the motion uh passes or resolution passes um and we'll go into public comment and then uh it's not on the agenda but we can take a little uh liberalism and just say thanks to everyone uh briefly after the public comment first we have other members of the public who would like to speak at this time no um yeah actually we just got one public comment here Daniel Rubenstein you'll be given three minutes to speak yeah get over here maybe okay Alan mute yourself yeah okay are you this is No Deal Ellen Ellen we're gonna we're gonna go in order here we can let odile speak uh but we're gonna go with Dan Rubinstein first he raised his hand damn hi thank you uh Dan Rubinstein here well um you know this notion to dissolve the Council of the commons um to my knowledge was not uh raised in any previous meeting so to raise that issue and then approve it in the same meeting I think is is wrong I think if you want to do this you should wait till next month because the public has not had a time to consider this to give comments or to say what they feel it would mean in terms of doing it you know you say in the resolution something about until such time as so it's not entirely clear to me whether you intend this to be a suspension or a true disillusion um I can understand the suspension given that the RFP is in process and the parks department is is um performing a lot of functions that you might otherwise perform I understand the suspension but a dissolution I have to completely agree with Alan um you know in terms of advocating for funding and recommending funding any funding from the general fund that goes to the library lot competes with General funding from city council that might go to Parks so they have a conflict here where they're they're not in the right position to advocate for this not being in the prose plan not being under the parks advisory commission the center of the city and especially the library a lot are like orphan children who have no one to represent articulate they don't have citizens to speak for them except for you guys they don't have anyone to Advocate to city council or to ask for funding so this again will be another thing that hamstrings this effort and uh I'll put this in the memo that I'm going to send to you as well so it will be clearer and more articulated but um I I certainly don't agree with dissolving uh yourselves permanently and uh I certainly don't agree with doing it in the same um meeting where you raise the idea this is this basically this smacks of kind of a back room deal you all discuss it among yourselves you decided you were going to do this you put it on the agenda and you approved it you didn't allow any time for discussion or analysis by the by the community and I think that's wrong Stan all right odil would you like to go ahead New York and a deal since you are technically on Ellen's Zoom if you could state your name for the record yes I am Alan spouse and I also feel that I don't understand why you deserve your commission when it seems like the citizen of honorable Empower you to work on this piece of land I also want difficulty understanding the RFP because we raise some money and it seems like we raise enough money to have bench and table and a water fountain and that would have been the beginning of a park we didn't need much more if citizens were going to evolve last time I had an event it was for Peace Day on September 21 and we had the table and hide away family came and they had their picnic on the table they say it would be so nice if this park in there we would have table SO waiting for friends that were waiting we just arrived in town we having a little something for our kids and we would love to have a playground nearby the library so it's just simple we don't need millions of dollars to do this thing it's just simple and eventually people would support it and money would come for Force so there isn't much money in an abortion who are just waiting for a yes from the city to be able to donate more so I think it's wrong uh dissolving this commission just when you were starting to go and Adam Zemke and Rita I put a lot of work to make it move forward so that's anyways that's what I wanted to say thank you thank you odile for comments um so that concludes public comment unless there are any other members of the public Chris they're not okay very good so I would uh like to uh just open it up to any of the council members um uh I would just like to say personally thank you to everyone here um and I think this has been a uh really enlightening experience uh frankly I I think we've all been frustrated at times but I will tell you I've learned a tremendous amount about all of you consider you friends uh and I think we've learned collectively a tremendous amount about what happens in other communities uh and how we can apply that to the betterment of Ann Arbor including residents and visitors alike um so I I just wanted to say thank you to everyone for giving me the opportunity and trusting me to serve as chair and uh have really looked forward to this phase of the experience with you and you can count on me continuing to be involved in the next phase as well so I'm not planning on going anywhere either um So Adam he has his hand up Steve go ahead see if I can successfully unmute myself you have um uh thank you uh and just a couple remarks from um from my side uh I thought these were uh good discussions I think with regard to the uh decision we've just taken to suggest our dissolution um as I understand it we're suggesting to the city council that they don't need us any longer and they could dissolve us but it's not necessarily up to us to dissolve ourselves if I have it right that's correct and and we're suggesting that the work has been completed I for one did not know that this body was taking or considering an action for sort of self-disolution uh until I read the you know the agenda and the associated document so maybe there were back room meetings or whatever where this was decided but I wasn't in those uh and I would like to think that the colleagues also were not um and that this was a decision taken um upon due consideration of what was before us and and had we had we done what what was charted for us to do and I think that was the the question there um and if I could indulge myself for another moment I mean the the discussions of the council have been um very helpful I think in moving things forward I think I uh want to underscore the complexity of the site and a lot of what we have learned over these months is that it really is almost deceptively simple um but in the details it is it is quite complicated to get to a comprehensive vision for this site and it's very easy to put words on paper or to draw pictures on paper but when you walk the site and when you realize the complexities uh it's more difficult and so the the conversations here and the ability to sort of frame frame it into something that a professional teams and can respond to I think is is helpful so I'm happy with the work um I'm pleased with the way forward and and yeah I share Adam's sentiment that I consider these all great conversations among friends and thank you very much for indulging me thank you Steve thanks for your service to pack as well uh Alice was up and then redone yeah um it really I was really sort of surprised that we got to do this way back when and it's um it's been challenging but we have learned a lot and I would say that really we could not do it without parks and they did join us a long time ago really it seems like maybe a year ago when was it that we presented our request really what we were doing and how we need the parts to be involved partly because of the parks being the partner already with Liberty Plaza and Ken files so I I know whether this is temporary or permanent I think there is a great opportunity at this point to carry forth in in participation of the RFP um and so with the selected um consultant there will be a lot of community engagement that we couldn't accomplish as a commission and I think it's really great that we have this opportunity to move forward um with the funding that my great green has has come up with with a really major donors and I'm sure a number of smaller donors and this this process will probably help fundraising too with the once we get into the community engagement and and we reveal the ideas to the broader public who may or may not have been listening to our meetings but I really appreciate everybody hanging in there and doing what they what you could to um get this this far we have a long way to go and I hope you'll stick with us thank you Alice it's been wonderful to work with you as well uh Rita thanks um so I want to say thanks to everyone as well and I see this as something that for me I feel like we're at this point in time where Ann Arbor is growing it's getting more dense downtown this is our chance to move forward with a true Urban Park and a Gathering Place that that in my vision is welcoming to everyone even though I don't have a physical idea of it that's what I want to see come from the upcoming Community engagement process so I I just really feel like we'll be joining uh cities like Detroit Grand Rapids Plymouth elsewhere in the whole U.S that have an active programmed approach or whatever and and um informal approach to using their public space in their downtowns so um I'm seeing this as kind of like the the launch and I appreciate working with you all and Chris I hope we get to work with you on something coming up thank you Rita we'll we'll definitely uh I'd like to say something to Chris and Heather uh after Frank uh brings us home here um I I look back over the time I've been involved with this which goes back to about 2015 I believe um and just uh I was very active in the signature Gathering to put the proposally on the ballot and just all those engagements um I think I get I think I actually gathered about three thousand signatures I really had a taste for it obviously um and I I see that process of putting it on the ballot and having proposal a past uh by by a healthy margins the way I'll describe it uh when you have over 53 percent in favor of something in today's world that's a landslide so I I feel like uh we and myself we've been representing those nearly 27 000 voters that said we want to park and I think our Collective and individual efforts that has to try to chart a course to that end and I think we are at a pivotal moment with the beginning of the study and I agree with Alan that you know this is a town of many talents and deep Talent uh but we need an official um study that will be recognized by all in the community um and I think to my knowledge this is the only way to do it so I I'm looking forward to working continuing to work with Library green continue to raising raise funding um for the study if it requires more than we've committed um and just to see this forward it's not it's not easy uh I've never been involved in a more difficult project it seems like you know asking uh wealthy donors at the University for you know five million for this institute or 100 million to name this school or whatever is that that seemed relatively easy of course that's that's in the rear view a mirror but this this has been really challenging and uh I want to thank everybody for their efforts and uh ask everyone to continue in their own way to help this be successful and I I've said over and over again what what Great American city doesn't have a center to it uh and very very few have it and you know we always show on very high in the charts of a great American city and uh this is a missing piece that I hope we can create in the years ahead thank you Frank uh Alan and then Steve uh and then we will uh wrap things up well Frank said it beautifully you know I guess what I the next step is uh in very practical terms on May May 20th Saturday is the Earth Day blooming postponed from the rainy cold Earth day of April 22. so that's an opportunity to gather Community to see one another in a social happy setting with some good music Ralph McKee is going to play other local musicians it'll be art and whatever can make Community because that's bringing the space alive with the people of Ann Arbor and I do want to add one other thing is not at all off topic but odile and I went to uh Berkeley last week for the 30th right after Earth Day here and where it was warm in Berkeley uh to the 54th anniversary of people's Park a celebration of a beautiful Community Under Siege the university came and cut down all the trees you can't imagine the brutality but a beautiful community of National Historic Site we haven't gotten to the National Historic Site yet but the process of getting people involved in creating a vision that brings everybody's creativity to the maple is going to be something that will be noted all over the world and we should see that as our aspiration and everybody's talents that went into this and yeah they're not always with it you know as smooth as they could be but we made something beautiful let's keep it going on very gratified to hear Adam that you're sticking with it and that's what we need and I think to esteem will move forward in a good way each to our talents thank you Alan Steve I saw you took your hand down I don't know if you had no I I'm sorry I already exceeded my word count but I just also wanted to say thank you to our regular contributors to the Jeff crocketts and the beautification committee and Robert black and everybody who's really uh contributed to the conversations as well as the council members so thank you for for all that uh everybody in the community has really moved this forward didn't want that to be unsaid all right appreciate appreciate that Jeff yeah okay I I just wanted to uh first of all thank everybody for uh giving me the opportunity to be part of all this and and I've enjoyed every one of you but in particular I want to thank Adam for having been an extraordinarily uh capable leader of our group and somebody who has been very patient and creative about overcoming some of the challenges that we've encountered along the way so I'd very much like to thank Adam for his service thank you I like the second that thank you both would like to say something uh regarding uh something that Steve just indicated you know the public commenters regardless of uh whether anyone agrees or disagrees with their statement are are always appreciated and should be appreciated for their due diligence to call in and provide input and we hope that you will not go away this project is not going away and uh we really just want to appreciate all the time that you've put in I also want to say thank you to both council member Briggs and council member Cornell councilmember Cornell has had an interesting background with this project given her role on the on a commission prior to being elected to city council and councilmember Briggs says uh them with us right from the start in her role and really served as a key Catalyst uh for the the city's funding commitment so I just want to say thank you to both of you and also councilmember dish even though she has moved into serving on other committees I um I totally respect the amount of time that you all have to put into individual committees and I know it is a lot and so while we have one committee you have many and we appreciate your time uh very much and then finally uh Chris we've only been with you for a short period of time but we really appreciate you joining uh us for this committee and also appreciate your service to the city of Ann Arbor and the people of Ann Arbor um and uh and so thank you for all of your work and other if you are listening tonight we really appreciate all of your work as well you uh spent tremendous uh amounts of time uh listening and trying to work through things and we just cannot say enough how much uh how valuable of a partner you were to the commission and also to the center of the city task force prior to that so thank you as well and uh with that there's no other hands up so I'd like to make a motion to adjourn so moved seconded by Frank moved by Alice all in favor say aye aye okay see you along the way excellent and I will note that it is our quickest meeting yet so see you at the center of the city sounds good absolutely

um our cognitive Youth Development programming prevention programming and school Partnerships all began to incorporate the 40 developmental assets into what we were doing we've done there's a survey designed by the search Institute to assess where the assets are in our community what assets are present what assets we need to further develop we've done that survey in our community twice now once in 2015 and once in 2018 and we are looking to do another round of the survey this coming fall which is a little bit delayed but again due to the pandemic we weren't able to do it sooner I don't know what I'm going to do when I can't blame the tandemic um so and I do want to say that in our attitudes and behavior surveys our youth score very very well so we do have a lot of Assets in this community I think it's important to note that so the team mental health first aid program is another way to promote the 40 developmental Assets in our youth so there are internal assets and external assets um and so in terms of internal assets a commitment to learning so School engagement and bonding to school certainly this program encourages young people to be engaged in their school Community to help other students to engage with adults in their school Community as well it promotes positive values pairing honesty and responsibility taking responsibility looking out for your peers and taking a leadership role when it comes to mental health among our young people social competencies like decision making resistance skills and cultural competence and positive identity personal power self-esteem sense of purpose and positive view of personal future the team mental health first aid program really does empower our young people to know that they can help somebody else that they can actually be a Lifeline for a friend that they can know how to get their friend to a trusted adults to get help so really empowering young people to have a leadership role in their community in terms of the external assets support positive family communication and other adult relationships and security School climate again team Mental Health First Aid of course Embraces this I cannot talk enough about the concept of a trusted adult the more trusted adults non-parent trusted adults that a young person has in their life the healthier they will be it has been shown to really impact their development in a positive way and certainly team mental health first aid helps young people identify trusted adults not only typical people that they might go to like the guidance counselor or school psychologist but they're teaching staff and other people in the building that they can go to that they can trust and they know that they can get help from um empowerment Community Values music youth as resources service to others and safety obviously this program focuses on using young people as resources when it comes to looking out for the mental health of their peers boundaries and expectations school and family boundaries Adult World models and positive peer influence so again developing these Assets in a young person team mental health per se encourages young people to be a positive peer influence on their on other students on the people in their school community and then certainly a constructive use of time such as youth programs and creative creative activities certainly team mental health supports our young people in this this is an incredibly constructed program it helps them it helps their peers and it develops then their mental health also in a positive way okay that's my peace talk a little bit about the certification process and the structure of the course rally assistant principal at Chester high school and I'm also a proud to be an instructor of the team mental health first aid program over the fall semester I taught two courses to our sophomore students so tonight I'll be sharing the certification process and some brief details about the course format teacher training included a comprehensive series of post pre and post work and three eight-hour accession classes during the summer there was an assessment at the end that everybody needed to take and qualify to be an instructor so in August of 2022 16 adults participated in the program and all became certified as instructors in team Mental Health First Aid the format of the class is succession students take successions either during the fall or the spring semester and it's for all sophomores there are two instructors for each course it's a hotel structure and in addition to that there is a school counselor on hand who is ready to see any students who might need to that's determined by daily exit tickets who between that teachers see from students at the end of each class and if they see that there's an immediate or short-term or long-term student maybe we can make that determination for them to be seen by the appropriate people so here's an example of an exit ticket that all students will fill out at the end of each course and this is reviewed by the teacher before the class ends and as you can see there is a section for students to process what they've learned from that lesson and another section for them to ask any questions that they might have but what's really important for the instructors is that the students will let us know what their mood is based on the topics that were discussed in that course for the day and namely if they have any concerns for themselves or for a friend and whether those concerns lead to an immediate need to be seen for a short-term needs to be seen each entity is collected at the end of the class and at the end of at the end of the class and students who might be requesting an immediate second we'll be able to see a counselor on the end so that's part of the benefits of this now to get into the more details of the curriculum I'm going to introduce Kathy Sullivan our department thank you foreign mental health for a state instructor we all know that adolescence is a time of critical change and development and it's also a time where a lot of mental health issues to service students are dealing with anything from relationships to substance use to grades and we found some statistics that wanted for youth will deal with some type of mental health challenge by the age of 18 and unfortunately about 64 percent of them don't seek any type of help so that is through team mental health we hope that we might change that statistic a little in Cheshire and they will not only learn how to help others help themselves and get that help that's needed along the way what is Team mental health it's the was content we'll discuss all the different mental health issues that are common among youth the students learn to identify understand and respond to anyone that to warning signs that might developing a friend or a family member or actually themselves as well if provided with a five-step action plan so they know how to help a person how to guide them through them and to when to look for that trusted adult that Michelle was talking to you about before it is also hope that through this understanding and learning about mental health that we will reduce that stigma that is always around that issue we always tell our kids that someone walks into the broken leg we're more willing to help and guide them whereas with a mental health issue we kind of ignore it or avoid it hopefully that changes through what we're going to teach them in front of you you have copies of the book that the students get in class the chapters we have six different chapters of course is divided into six different units and each chapter concentrates on a different aspect of mental health they start with the mental health challenges second when we talk about appropriate health and then we go to dealing with a friend who has a mental health crisis whether it be suicide it could be violence it could be bullying it could be substance abuse any issue that they see they've learned through the warning signs to get help and then hopefully will stop looking for that trusted doubt and um look at being resilient and getting the resources that we need you also have a resource card in front of you our students receive this they have all the resources other than that trusted adult numbers that they can call they posted with them as well and they also have their guidance counselors teachers within the school system to help them out thank you yeah teacher and female Health birthday instructor can I come to this course from a different perspective as a teacher whose content area is math but is passionate about students who are learning through the social emotional lens um the co-taught dynamic is excellent in in teaching the course because we get to separate if needed if a student is having a crisis the teacher who's teaching the course can continue teaching while the other teacher brings the student who's who's asking for help to see the counselor or um social worker whoever's available to meet with them uh it also is great for the students because it provides them another trusted adult in the building so it's been known that if they have one trusted adult that they can connect with they have a more positive experience in high school or in school in general so we're just getting them more familiar with more faces throughout the building we also as teachers get to see kids outside of our subject area um it's so interesting to see students in a different Dynamic learning a different subject they sometimes take on completely different personalities than what you see in our class and it's just such an honor to be able to to get to know them on on different levels and if there's a crisis taking place in the school they're not just aware of the nurse's office or the PE and health teachers that are available there are teachers now throughout the whole building that have been certified and are instructing so if there's an emergency they can go to someone that's closer and they can get the help faster uh studies show that team Mental Health First Aid improves the health of both the individual who's getting certified as well as the student the child who's receiving the support um through the team Mental Health First Aid training uh and we also know that talking about self-harm and suicide does not create thoughts and ideations of self-harm and suicide in students so it we don't have to worry about having those conversations we can be candid and open about it um it also expands uh the knowledge of the students of mental health treatments which helps them become more more familiar with the vocabulary and the language that's associated with it and that literacy and the mental health services helps reduce the stigma of mental health out in the in the community um we also know that those who are trained in the mental health first aid become more confident in providing help and getting help for themselves if needed yeah so we have student voices you've heard from all of us that think it's important to hear from the kids who are actually the team mental health class this year was beneficial because it taught us how to identify when someone's in a mental health crisis and how to deal with it and I think during these years especially it's important to know how to deal with crisis situations because there's a lot of stress put on us with school and sports and that's why I think it's really crucial to continue this program the team mental health first aid class was a new experience for me it gave me the tools to be there as a friend and support my friends who might be going through a mental health crisis I found it beneficial for both me and the rest of the class of 2025.

damn the stuff I got away with the of those days that unhappy anymore the pranks you could play and all this nice stuff it was a lot of fun but we still have great kids in this Valley I have four that graduate here and there's a lot more we just we turned out this District's turned out some wonderful kids thank you [Applause] well this time then I'll keep the students for a little bit longer students if you want to go home you can go home yeah but you can stay if you want but hit the books for that AP all right the clerk will read out any action taken in closed session in closed session the Board of Trustees took action in support of the following recommendation from the superintendent B1 conference and litigation government code section 54954.5 subsection D deve Elizabeth m versus Apple Valley Unified School District on a motion by Buchanan seconded by Raleigh the board voted unanimously to deny the claim of Elizabeth m divay on a vote of 5-0 okay adoption of the agenda women approve the agenda as is our bullet is there a motion to approve it um all right re-up motion to second oh second then all right second by Rick Raleigh all in favor aye all right now I'm gonna turn it over to Dustin Conrad we're going to have the employee recognition retirement and uh all of us are gonna know yeah no that's all right yes they they already know you can have the board and cabinet to the front bias for recognition that would be great [Music] all right thank you um I know most of you already know but we're obviously here tonight to celebrate retirees uh this year as of today uh we have 23 of our professionals that have decided to either run off because they finally hit that magic marker or in some cases are being pulled out by loved ones to say time to tap out and and move on to the next chapter but Apple Valley Unified School District cannot be the Apple Valley Community cannot be who we are without the people that we're going to honor here tonight and about half of them have already either committed to doing things outside our area but we have a beautiful slideshow that we're going to go through and highlight some individuals we have gifts for them and the gift the trophy inside of there is is very uh special I feel you know we just finished longevity where when people hit these markers like 25 years and 30 years in 35 years they get these nice apples see they're made out of granite or Crystal or whatever it might be but Apple we award tonight is actually one produced through our programs with our own students and you know Casey penfold Josh Reese working in the programs to cut out these these I want to show one can I show one Kylie I'll mess up the tissue paper uh but it's an apple that if you've traveled across the yakaloma bridge you may not realize they're there but these are plasma cut out of our own uh CTE you know equipment powder coated the bases are made in our wood shop and I just it's something to really hold True Value and represent what Apple Valley really is and all these things these adults have worked for but um I'm going to go ahead and get started some may not be here some are going to be here some were very very shy didn't submit any information to us or any funny pictures it's a little awkward we're in a you know a larger room because of tonight so a lot of what I'm going to be pointing at is going to be behind you it's better to look back there than the watch me so I'm just going to encourage that and um but I'm going to start out with Miss Cheryl Culberson is she here uh am I over what where is she come on up come on up you're we're going to single you out um you know we asked them to all to give us information and I went through and just kind of highlighted some things that uh really kind of pique my curiosity like uh having a waiting pool full of goldfish in your classroom I know there's a story there probably don't want to disclose it until after the retirement date actually hits but it's those sorts of moments that bring I think special times to our students so congratulations and well done thank you and make your way across here shake hands uh like Minnie she looks forward to the lack of alarm clock in her near future all right thank you thank you 38 years desert Knowles congratulations which means somebody's moving up the seniority list but we won't say you realize that okay congratulations Cheryl Michelle Cambridge no Michelle's not here tonight I I know Michelle's not here tonight it'll be obvious I think when I click to the the next slide but before I do uh I know risk management is not here tonight but any other teachers out there or anybody out there thinking they want to try to make scrambled eggs and coffee makers it's highly advised against doing according to Michelle again more joy in the classroom that I don't have the true story to but I'm kind of curious as to how that might I wonder if it might be a tick tock thing or I don't know where it happened but somehow some way you'll see here she's not here now because she's done in Hawaii and so now she's in Texas you know just kind of living up the retired lifestyle but Michelle Cambridge uh congratulations I had the joy of working with you for many years so we miss you [Applause] Lori katera you're up Laura congratulations I Lori has been quite a one of the the the unique things I'm gonna be selfish for a minute like I I admit I loved working at Apple High School I kind of regretted leaving all those people coming behind but my eyes were open to people I never had a chance to work with you were one of them and I'm like wow there's a whole world of wonderful people out there they're not just on my campus and and I've enjoyed working with you I know we will never be the same I know my my wife has stories about you everything else so we've enjoyed you and congratulations on what what is your saying hold on I gotta get this 36 years of of working with us so congratulations thank you [Applause] um the one thing I want to point out in her her bio is on this page uh 36 years education and you look at her long-term plans for retirement read that opening line I am currently working on my masters as I wish to work through the university with student teachers so even you know at the end of a career going back to school uh keeping her foot in the game and hopefully developing many young teachers for years to come so congratulations Lori we're so appreciative of all you've done Miss Suzanne Tackett I see you out there no hiding long time no see another lovely individual I had working with you I got to watch Suzanne Daley I think working as special needs para educator giving services and needs to some of our most needy students uh a lot of times most of the time without the thank you without the appreciation but we know the families love you we I watched you every day Hands-On carrying helping lifting you know and smiling and crying so congratulations and thank you for all yours [Applause] all right thank you next one up I don't know if I'll pronounce this right for foreign Frank police come on 33 years I I you know um I I going off of what Maria said earlier about her behavior in DC I I want to appreciate Frank I want to appreciate his uh funny or poignant moment my memory there he's with with the experience comes wisdom probably not the right place for the majority of these and way too many to remember so thank you for keeping those under wrap coach uh we know this has been a A Time coming for you I know Lisa the girls they're they're thankful to get you in their life um but I gotta share a couple funny things I know Jordan uh reached out you know we need some images coach we need we need a picture to put in a slideshow what are we going to get and his response man just Google my name Google my name you'll get a picture get the one with me on the sidelines I'm pretty sure we found the right one um but if I challenge everybody watching listening to Google Frank police you might get some you know Google search history some props out there be an influencer for years to come but uh you know and honestly Frank is not one of the ones that was excited to hang it up I I know of the community of Apple Valley will never be the same uh but we get to use them in in the role of we're going to call on you and you better pick up the phone and we look forward to that so congratulations coach I guess I should leave that next person up uh Lorena Mesa I don't know if she is here tonight did I go Marina Lorena uh I would put her in in the camp with Lori uh one that I have the privilege to work with that I probably wouldn't have had at I stayed on the campus but just a smiling face I mean her her presence on our property here with the uh the the rest of her team doing the little projects and and it's just she's been such a joy I can see why uh she's been so successful earlier there was a comment made about um when a teacher knows they've made an impact and for her the thing that stands out to me uh is recognizing uh that a second grade student of hers you know you made an impact when that's who you get the invite from for graduation you know we uh we know at the high school that those those invites are a precious commodity there's a whole Black Market selling extra tickets and everything else so so to make the cut and get an invite means you've made an impact and and I just want to commend Lorena in her absence for that um and again you know we have a risk management department so that whatever this hot air balloon ride and stuff like that where those days have passed those are back in the Bender years Lynn Kern uh one of our students or Specialists and special education department um honestly what I learned today she's not going to be here tonight because she's already playing grandma she took some days off to go play uh get to honor that role in her life but I know you know our our special education department will has a really tough void in in backfilling her in 28 years as a student service specialist so if you see her on property for the rest of the year give her congratulations and uh congratulations Lynn next up Blake Robbins foreign you get to know people obviously you work with them uh first of all I'm thinking back to my time working with Blake uh when we work together at Apple Valley High School I'm not sure he ever missed a day of work have you ever called and said did Jill ever let you no he knew it was more work to stay home I think is how that works so uh Blake as demonstrated in his bio a man of few words uh but quite a trooper you know he you you asked that guy to do something he's full in he's uh took advantage of him he and Frank skipped trolled my ceiling in my house like there's that work to be done these two gentlemen you know will step up and get it done I remember being a principal and looking for that con that that that moment when I knew my team came together and I remember the night it happened I remember it was you know birds of a negative moment um I get a call athletic director probably 7 30 8 o'clock at night that basketball game away game we gotta fight we got you know crowd's going crazy but and there I am you know darn it gotta go Gotta Go you know and tell my wife get out of the car I gotta go she called an Uber from wherever we were I don't know and got found her way home I'm kidding she we were home but I I got there I I get to the basketball game ready to you know figure out what I got to do I'm looking for their principle their A.D and who do I see Blake and Frank already on property already showing up at the event already handling business already in the face of parents who don't want to pick up their kids uh and just handling business and that was the moment I stepped back and I knew man I got a team we got a team this school is in great hands and I just want to acknowledge that moment since both of you are sitting there was key in in my experience next up Willis Whitlock is Mr Whitlock out here he is not here this is the moment that Leslie's been waiting for he's number one on our teacher seniority list uh 38 years uh dedicated to our to our students uh I I apologize I figure you already throw stuff at me I might as well deserve it uh the the but Mr Whitlock hdpa serving the students there um uh I know he's a Dodger fan I'm not sure if that's a game on tonight or not but he may be there uh maybe enjoying that but Mr Whitlock you know 38 years dedicated to our system congratulations we appreciate all you've done all right I know some more of these folks are out here but some may not be these are people that just didn't give us much like we're asking send us pictures give us info and so because they didn't we get to make stuff up and so I I look forward to doing that um first one up I have Gigi Barrett I don't know if she came or not um she's I'm getting the head shake no her principal's out there telling me no uh special needs Pera uh out at Sycamore Rocks uh 19 years again of working hand in hand with those students and just you know it's it's a thankless job at times I I truly truly appreciate the work that all those special needs para Educators do and and she's she's a model as well um Wendy bestianin I struggle with your last name Wendy are you out there and I don't see you I knew you as a different different person back in the day 18 years teacher at Vanguard um we got to work together back prior to our time in avusd so she's near and dear uh almost got to be almost uh remotely related to her when Archie my sister and her son were kind of having a thing but uh well we'll let that we'll let that uh you know stay stay stay in the rearview mirror but Wendy if you're watching this on YouTube you know I I still love you so um Sue donkey uh Sue dalkey is not with us tonight Sue dalkey deserves all the praise in the world not so much for her time as parent educator but for her time in Sharing office space with Dennis Killian uh you those of you that know Dennis uh she was in there I mean if you ever want the model of patience understanding wisdom uh she probably kept that man employed uh based on what I know about him but a great lady worked with many of students in many of our programs and uh I know I know we miss we miss you Sharon Ellis um Sharon Ellis preschool teacher she actually left us really early in the year we couldn't get in contact with her uh I know she I think last week to yokolomo she was in the transition over to I believe Sandia but may have showed up for a day not a day or just uh in about August of this year said it's time and so congratulations a preschool commitment um gets to play with the littles and uh we did a great job for many many years Mariana godina another shy one 21 years para educator worked hand in hand uh with a lot of our teachers doing a lot of the behind the scenes work at times the testing the IEP work uh things like that and and I know um you know we took advantage of even just her skills to be bilingual at times and just was always our go-to and and supported a very needy system uh in the best of ways so Marianne godina we we appreciate you as well it'll let me breathe a little bit uh Nancy Mayhew are you here yeah I circled saying you were gonna be here uh 18 years kitchen coordinator uh one of those behind the scene folks that keeps our kids fed every day multiple times a day 18 years working with that department um and and we know our kids would not be fed would not be learning had it not be for people like you serving our kids so thank you Rick Luby Rick Looby I know my son got to enjoy as a teacher uh ceramics at Granite Hills um in my experience working at Granite Hills I remember him probably losing some hair over the waskiers and writing that document for us he took a very extensive role in that and um again another person that just poured into our kids daily and and the art program will not be the same at Granite Hills High School without him thank you Mr lady Sharon Taylor I think I saw you you're here no more hiding good oh the attention comes out to me hello Sharon thank you for for rescuing me and putting a face uh teacher Rancho Verde uh Rancho Verde Elementary 21 years is what I have on this document I know yesterday we were talking did we do the math it is one more it's really 20.

so from year two or the 2324 budget throughout the life of the bond the tax bill and The Debt Service side will be more reflective of an average tax on the bond after factoring the general fund increase and The Debt Service decrease the real feel of a three percent tax levy on the school side would be an increase of 1.44 percent Lucy yes sir that is an incredibly important piece of information that you just explained in the middle of a whole lot of information I would ask if we could just please review that one more time because it's critically important that the board understands it's basically an additional 2 million dollars that we didn't need to budget for that we had paid last year correct on The Debt Service Tax Service yeah so the debt the tax levy in a hole is comprised of the general fund and The Debt Service so the first year of the referendum had an extra interest payment because we weren't going to receive state aid on that particular year so and we were when we were promoting the referendum we told the public that you know if you vote for this your taxes won't increase this year they won't increase for another year and so technically that year we paid two payments right so now one of those payments is dropping off now this is what we'll be paying for the rest of the the bond um which means the the real feel of a three percent increase as Mike said is only 1.44 is that what you said correct 1.44 meaning in dollars and cents and that's incredibly important thing I just want to make sure everybody you know understands and if you don't please ask questions thank you Mike so to put all that information into a tax impact analysis for the average Clifton taxpayer we take the actual net tax increase for 23.24.

this program is important for schools to administer because it gives students an understanding of what might be going on with themselves as well as what may going on with their the Teen Mental Health first aid program was actually very important and beneficial to me you and everyone around us even when you thought you knew everything about mental health this has taught you more than you know now you know how to set an approach different situations regarding Mental Health crisis and are able to understand your friends and peers way better the Teen Mental Health first aid program is beneficial for spreading awareness to students about Mental Health personally it is a helpful resource for me to learn what to look for and how to determine if someone is in a mental health crisis and it has taught me how a new perspective of someone who is suffering a mental health crisis how to be a supportive friend um I also has taught me how to um find the resources when someone or if I am suffering Mental Health crisis is program helped to destigmatize the conversation around Teen Mental Health and taught us how to respond to someone in crisis I thought this class was really helpful and informative especially at this age because we're at that time where we start figuring out who we are and the decisions we make we get to a point where we if we have our own mental health problems that we don't know the resources that we can access for ourselves or our friends and so I thought this is exactly what that question was [Music] so these are just the additional resources this will be posted a car foreign just to answer doing that so then it'll come before we do that we can get uh copy the last Circle though unless there's changes I'll share out the report from the last one it's really interesting to see it's really pretty powerful so I think spent a lot of time on this for it probably started in between 16 and 80 2014.

it's just unfortunately it's the time and here is something we can do along with our social workers along with our counselors It's not you know it's something that would be on a limited scale but to say no dogs except for actual service dogs we can do a lot more um lining it up I know part of this is the idea of risk in other words it's the idea we could get sued if something happens well we're not allowing you know it's obvious we don't allow people to bring their family dogs on campus I mean that's not acceptable and we can specify that type of thing but let's not exclude something which is becoming more and more utilized and um you know it's a controlled environment they would be in a controlled environment with a trained Handler dogs that are trained I'm sure we would have to make sure they've got certificates of training in other words not just somebody that you know their dog is good but because to a person who owns a dog they're always good but that dog just has to find one person he doesn't like or see and you know nip at him and then we could have problems but um yes Percy we'd like to make a recommendation to revise redo this one I don't you know I mean for it's a first reading but it needs a lot of work and I and I you know mention other principles bringing this up and and having one of our teachers did an eloquent job thank you very much I was so happy when you got up and said all that okay okay well let's give a direction to staff to re-look at it and bring back yeah look into this because I think this is something a lot of our social workers and and you know could be utilizing or are sros you know words but Tim oh now I thought okay they're supposed to come to Cypress high school next Tuesday who who's that the Garden Grove sros are bringing the dog to show and you know demonstrate and work with the counselors and social workers at Cyprus and so they're kind of doing a demonstration and I wanted to go but I've remembered I've got another meeting that time but it'll be sometime Tuesday morning if anybody's interested contact Jennifer Brown and she'll let you know yeah I know well I I totally understand I've even I've even been a recipient of having therapy dogs on um they brought in puppies to our a class and but this is many many many many years ago um the folks that have allergies one hair gets in you know there's a lot of things that that we would be liable for I how would you control that you don't do that without permission it's like anything else in other words uh you know if a student is going to be you know I am sure the social worker or the counselor would be talking to the parent beforehand or the student so you know there's I'm sorry I am not going to run away from every new idea that could be helpful for to our kids because there might be one kid who's who's allergic well he should stay away in other words but we aren't going to bring a dog in for that student who's got allergies because it's not you know and we're supposed to know that your nurse is supposed to know every problem you have a student that has and the a good nurse at the school campus has a record of every kid's problems so if you know if anything comes up you know they have a record so like I said control environment it would only be in a certain part of it it's not in the general school it's not opening up and into the campus or whatever this is a set instance in other words it's a reserve not Reserve it's an established time and and you know situation something to look into yeah okay thank you thank you okay that was uh 10.4 10.5 agreement city of Cyprus second no Motion in a second any questions uh um sing no that's pretty neat okay I'm very proud of my city you know cooperating with us and working together and sharing the use of that MC that mou um Marquis oh that's at MC Marquis I do have a question on this on the Cypress Marquee uh I mean on the uh Oxford Oxford Academy uh that was put in I don't know how many years ago as electronic and and it was uh shared by uh one of the organizations on campus helped make a donation or pay for part of it and I was wondering why now what's what what happened to that Marquee or do they just age out and you have to replace them or what yes good evening by the way um so yes it's um it's just one color right now and it's uh it's still working but uh with our funds that we have with measure eight we want to go ahead and upgrade um all the Marquis that we have in the district and and Oxford would be one of them including Lexington we would be using the existing platform we want to keep them under certain uh height under eight feet and they would just be placed we remove the old one and put the new one in on the same base so it's just that it's a matter of it's they're kind of Aging out so this would be the right time and and then a city of Cyprus approached Nancy uh for maybe to contribute towards the new Marquee so they could also have a shared use with it okay and it was mentioned that how they will be able to put information onto that Marquee do they have to go through the school or do they have direct access to it they would have direct access so there would be a license for two one at the school and one with the city and they would work together to figure out the use it's mainly in the evenings the city would be using more of it and during the day it would be the the school but still the city would have an opportunity to scroll some information so if there was an emergency in the city they could they could flash something up there knock us off and put something up yes okay and uh what's the approximate cost of a marquee whether it's on that campus or something the equipment only uh it's about 45 000.

quite the commitment and um we appreciate every kindergarten teacher out there but 32 years kudos to you so Kathleen [Applause] Uh Kevin Thomas bus driver out of Transportation not here tonight um you know I this I I don't particularly know Kevin as an individual but I yesterday I I was um you know was driving I was driving from Vanguard to yakaloma in the afternoon I took Ottawa because I wanted to see where most bus stops were I didn't know based on the time of day the red lights flashed and so on and so forth so it took me longer to get there I was almost late to yakaloma and I started to get into that mode that I think we all get into you see the sign come out you see the red lights flashing you're like oh come on hurry up you know I got somewhere to be I got somewhere to go and and I I just sat there for a minute and watched and I watched the bus driver get out of the bus I watched it cross the kids I watched her start to get back on the bus take a step back off the bus back on the bus back off the bus watched her Corral the kids from afar you know having one adjust the backpack of the other stay inside uh you know the recent growth these wonderful Apple Valley shoulders of the road that used to be all dirt but now we're knee high in whatever the weeds are and carving their way through through the path and it just I reflected they're like all those little things that these unsung heroes do behind the scenes watching them not getting on that bus I'm selfishly reflecting on my prior experience with those red flashing lights and just realizing how foolish I am but you know kudos to all bus drivers Kevin Thomas seven years in our district congratulations [Applause] Janita Robles is she I hear Wu that's using an indicator she said there she is I do not know how the office will look at Sycamore Rocks without you there so we know you know you're the first phase quite often that people see when they visit the campus the parents are going to say what happened but uh a retirement well deserved I mean you've so you've uh made an impact I I'm I'm out of words I'm out of words but we we appreciate you Chanel appreciates you the parents appreciate you and just thank you for being you huh and Melanie Vargas are you here Melanie Vargas a para educator special needs um Marco shared with me she has been in the same grade span 20 years K2 yakaloma serving the youngest our neediest and and just done a phenomenal job uh in committing her life and career to those students so congratulations to all of you and and that that concludes a big round of applause to all our retirees anything that I messed up I apologize some of you I can't speak too much about because you know I realized I know I think about Frank to bring it back around I know he's got this this football coach mentality and this hard-nosed drive but I can tell you all the aps I've worked with all the the uh the Ministries over with nobody's cried in my office more than that man it always for the right reason I I Frank I'm saying it with love man how many times you walk in coach I know what I should do with this kid but it doesn't it's not what he needs can I do that can I do this you have the heart man that people don't always see congratulations on that and uh thank you all for everything okay foreign ER Slasher make it sound good go get him Pat [Music] all good how do you follow that you don't you don't this is uh a presentation on the lcap our local control accountability plan the goals and actions that are going to go into that and uh yes if there's an awkward pause here where it's feel like could we leave now yes of course um thank you very much for coming yes we are I'm sure no one can clear a room like an El Cap you guys have a good one Frank thanks for coming I'm sure so this is an update on the work that's been done in the community with students with teachers parents administrators to bring me what will come before you in June both the public and the hearing and also to you in June for approval um and that's the ocap and just an update on the process and so uh first just a reminder about our mission and that this document and our district values guide the whole process that we are work hard to adhere to those values in that system thank you there are copies of this slide presentation at your table as well so the lcap process is reiterative reiterative we are always either reporting data Gathering input drafting a plan and then um writing as soon as we get more data reporting that back this typically starts for us at the beginning of the school year as soon as we get some reported data I was before you in November with some of the data from the prior school year we then share that data out widely and move into plan development since we last talked we've had extensive student advisories our district advisory committee met three times we of course have met as leadership teams across the district at all levels for planning we did have an extensive survey and shared those results with all groups and then also some local indicators that we watch besides what's on the state dashboard that I shared with you a quick note about the surveys we use the youth truth survey instrument we had uh excellent responses this year almost 9 000 student responses across grades 3 through 12.

of 2 million eighty nine thousand three hundred and twenty four dollars divide that by the approximate tax Point provided by the assessor to get 3.98 tax points excuse me then 3.98 tax points into the average assessed home value of a hundred and seventy eight thousand eight hundred ninety one you take that factor to get the annual School tax levy increase to be uh 67.34 annually or 5.61 monthly next to look at the impact on the average Clifton taxpayers entire tax bill using the tax information on the state's website and assuming a zero percent County increase a six percent City increase and a 1.44 board increase the total come to approximately 247 dollars with the board side being 70 70 and the city Side being 177 assuming all the percentages I said lastly here is another way to view the total of the average Clifton taxpayer bill in percentages of County State and board taxes looking at all three areas that impact a taxpayers bill the district's piece of the pie is actually decreasing from 47.4 percent to 46.6 percent of the total tax bill going to the school system so to put that into perspective not only is it going down but to put that into perspective the state average of all towns portions going to the school district is 52.7 percent and Passaic County average is 51.3 percent so Clifton School tax bills could significantly less than the rest of neighboring towns and all towns in the state Miss Lucy again an incredibly important point I had said this when I presented to the board a few weeks ago there's not a town in the state of New Jersey where the biggest portion of this pie is not the school district it's always the school district we employ the most people we have the most needs it's always the biggest part of the pie however how big the part of that pie is in Clifton is much less than places in that is similar to us so and and even with a three percent increase in our tax levy our percentage of the pie at the Clifton taxpayers paying is going down what does that mean that means that this board in the past and present has done a real good job looking out for the Clifton taxpayer now look it's not one of them we don't want to raise anybody's taxes but to to say that in Clifton in the district our size our percentage of the the the homeowner's tax bill is only 46.6 is very impressive you won't find that in very many places anywhere and if you want to see that information if you own a home in Clifton you get a tax bill every year and that that piece of pie is on that on that tax bill thank you Miss Lucy thank you honestly that concludes my presentation and it's always a great day to be a Mustang thank you I can go back to my seat for questions and I believe yeah thank you Mr Lucy okay board members uh questions of Mr Lucy's presentation anybody Mr abjaba my name Mike I want to thank you for putting us together a finance team uh the finance committee this was an outstanding presentation in my opinion and I want to thank you and I appreciate you um what's our expectation of psti since increase next year because I'm hearing that they're they're they're renovating in their building and um there's a good percentage from the 770 of students that we have going there that we possibly have more going which means more money leaving the district going to go and attack it didn't go up too much this year but we have heard of expansion does anyone else know any more information because I know they're I know they're expecting about another 800 to 900 students um of your increase in enrollment coming up a little Insider bit told me uh uh next year so if we can keep for that that'd be great um with the three percent can you remind public obviously our paraprofessionals have been coming up here every single meeting for the past few months and my biggest component is making sure we take care of our paraprofessionals uh and our CST and our special ed team um and our security of course because the security as we've seen over the past year and a half has it been a big big component of this District making sure our students are safe for every school not just the high school um what is three percent what is three percent getting us from the pair of Professionals in the security standpoint if you don't mind I want to just jump in for a second when we were planning this presentation we were very hesitant to say a specific number of employees that we would hire per category for a couple reasons I don't want to sit here today and say we're planning on hiring 30 paraprofessionals full-time um and then when we post a job and we look for 30 paraprofessionals we don't find 30 and I want to use that money then to hire a security guard or something else and then a year from now you say well you told us at the budget presentation that you were hiring 30 paraprofessionals so I don't want to get too much caught up in the number of positions but it's obviously fair to say the difference between uh three percent and four percent is is more staff members we did give the board a um some background information with preliminary numbers you have that um I don't mind if if you share it Mr Brunswick but I just don't want to be held to those numbers I just want to get that yeah yeah thank you Dr Robert tozi so I referenced this before commissioner Bravo so so on the list on the three percent increase when we have a comparative over here these are the things that we took consideration the finance committee so the you know the proposal with the three percent includes 15 full-time Paras um nine part-time Paras and four four full-time security so the these are the things we couldn't get any of this with a two percent Levy increase and uh we we got a lot more with with the with the three percent in addition to that we're not going to be losing bank rate in perpetuity so this is why we sent the original budget like that and when we got you know when we we met last time it was for quite some time almost two hours we met to Crunch the numbers so this is where we came up so it's it's um we're looking out based on the information that we received from from staff at some of the schools as well I I referenced that during the they're in the finance committee meeting as well and these are needs that that some of the that that they requested at the at these schools so and I believe we address it in in my so let me ask you this question then um if we're gonna make full-time Paras does that mean they get benefits as well and correct okay and how do we so how do we choose who these at three percent nine people at four percent fourteen people how do we choose which part-timers become full-timers and how do we under you know how do we categorize that how do we prioritize that the two two ways we prioritize where the powers are going based on the needs of students those classrooms with the students with the most severe that have the most severe needs will get the full-time paraprofessionals and then how do we pick it's an interview process it's not um um it you don't there's no such thing as a seniority when you're a part-time employee so it's not like well you've been here longer you can be full-time okay you'll have to apply for the job um anything else yeah I know I actually have a couple more things I was going Slide by slide but I think it is important to note that we would make our we wouldn't be hiring people as full time we'd be hiring our current part-time as full-time that would be the goal and and I appreciate that and listen my questions are not because I'm coming at 20 at the 12th hour to Bumble the questions but the public needs to understand how we prioritize how we pick what these percentages mean uh why are we going at three percent of possibly higher or possibly lower why are we discussing you know the public needs to understand at home and hear that 2122 2021 1920 and two years prior to that we went less than one percent I'm gonna say for those couple years I agreed we had to go zero percent in some years I agree that we didn't have to go zero percent and unfortunately we did so am I guilty to be part of that yes I am we got to pay for it now yes we may have to um to the to the administration why are we going over that cap I know why we're going over that cap the public needs to understand because some of these people haven't been here for the past couple meetings so there is a mechanism that allows districts to go over their two percent Levy cap it's called banked cap and if a district goes to zero anywhere under two percent it could be zero percent one percent one and a half anything under two percent the difference is then banked and you're allowed to raise future budgets up to three years using that bank app so if if we went to zero one year the following year technically you can legally go to four percent without a vote using Bank cap so we can easily tonight if we wanted to go eight percent close to that correct close to that so the reason why I'm asking that question we can easily say let's go eight I can do math um that's not why I asked that question but I asked that question because you can easily go eight percent and say you know what forget about the public was go eight percent let's make everybody's like you know great for our students and just move forward but it's not I can't speak first of my colleagues but for me you know to see how much do we did we get this year and I'm sorry if I'm taking too much time I just had to get these questions off my chest how much did we get from the government this year stated it was 22.7 Million all right so that's 22.7 million that we're getting a free money that well no let me take that back it's not free month because we even owed that money and they're finally been retro paying us for that money for the past umpteen years right um so how much are we leaving on the table by not going to four percent now you all see where I'm going with this right um we about 2.9 Million dollars so so going to three percent one percent on our budget is approximately 1.3 million 1.3 million dollars so every one percent is approximately yeah one point so by not going to four percent we're leaving 1.3 million dollars on the table right I'm not trying to grill you I'm just trying to get this information to understand okay um you mentioned a rod Grant the rod Grant can you explain to the public why we may not get it and what that pertains to so the school Development Authority they so they sometimes issue these grants called Rod grants regular operating District usually only the essay only um gives grants to former Abbott districts but sometimes when they have extra money or whatnot they offer odd grants every District can apply for them there's specific projects you can apply for and um they pick up part of the tab for the raw Grant if you get it okay and the reason why I stuck on the broad Grant is because on paper 5.3 million dollars looks amazing right you're like all right we're getting 5.3 but it doesn't mean we're getting it you have to apply for like every other school in the state you have to go based on what your percentage is and I think we only get 60 or the 40 we only get 40 of out of the the funds that we apply that the project we apply for all right um and my last question is our last statement is average assessed home values 178 000.

I'd say even before that yeah they've been doing that for a long time as well it's more of a community organization effort there but I'll share with the board our last survey results um it's really interesting when we look at it because it's it's grounded as Michelle said in ensuring kids have positive connections that are tied to research to support coaches the health of the progressive you know progress in life so you know things like having adults who care about you and having and making good decisions and so we gave it 7 through 12. um the last time we're on it I'll share that with the words to have questions were asked just trying to give it a sense of the language my second question is I I get the exit ticket portion however what happens with the child that and I was one of those kids that did not answer honestly so how do you measure that how do you how do you know what's the indicator of those quiet kids that just aren't going to give you those encouraging them that's why I teach teachers across their their coursework have relationships with them um I think one of the things that's great about the exit tickets too is that it's Anonymous so if you are a student who typically would be too shy to share something out loud and something that you know is no other students right no I get that but I'm telling you right now I was one of those kids yeah [Music] I would say I guess but at the least going through the process at least you have an awareness about um heightened sensitivity and awareness about your own mental health and you've been educated about how to access support if students don't say anything you know most times they'll say things get happen to an adult to appear and this gives here's the tools who may not have otherwise recognized uh the tools to be able to respond appropriately to you and to perhaps seek support from adults if necessary we did have a number of years that approached us after some classes and said we think maybe you need to talk to so and so um because they said something to us and we did connect them with the guidance counselor or a social worker at the school and so hopefully a friend of yours would be after doing this class no to Prevail some of the information to give you that opportunity so it did come out that way which was nice now that we hit every student and hopefully as we progress we will see the warning signs as well or other kids will some of the information um in reference to the exit ticket um was that so there are six classes right so is that exit ticket given at the end of each class and did you find that was there a shift in the types of help that were being asked for like did it start on as oh I have a friend who's in trouble and then by class six you found that there were more like well maybe I need help I had two students like that who told us that yes it was an issue with a friend and they were trying to connect with guidance and exactly it turned out it was that individual but it came out which was really nice as well so and uh percentage-wise what sort of response were you getting was it like like would you have like uh 10 of the cards had a feeling on it where most said you know I apply you know like what did you find that was like a low percentage where people were actually admitting to something or was it higher than you expected um than what I expected to see and we maybe had depending on the topic that was covered we'd have in a class of 20 maybe one or two kids saying that there was an issue that they needed um help with right away or or shortly and one of the teachers would bring them or the exit ticket with their name on it to the counselor and say this is someone you should push things with soon or we bring the student with us and say um can we get them support it was interesting some would have I don't know if you noticed that they had the happy face that face some would have a sad face but say I'm fine we still would talk to the student that had the sad face and typically it was I'm just having a bad day or I had an argument with a friend or I did more on the test but we'd sit and talk with him just for a couple of minutes to make sure that it was just that and it wasn't anything more is long term the class is getting the sophomore you've had these tickets for sophomore year do you think especially kids who record sadness or they're not mine how long do they stay in practice and how long do you track them if school counselors have a student that has reported feeling their very close to contact for the next three years you don't just sit in the woods especially if you're an ongoing concern Ed with we keep that student on your radar in our parents of course and of course if needed there's a referral to treatment right so they would they would hopefully be with a therapist or somebody even outside of school after that point so for ongoing support and that was another question are you seeing a rise in referrals no but yeah yeah to we've been seeing a rise in youth services for quite some time now for a few years now um and I would anticipate that as awareness is raised right sometimes you see it increase as a result of that and then eventually hopefully it will level out as people are getting this importantly okay I just like to say how grateful I am to all of the teachers who went through this training over the summer in August and how proud I am to be a part of this District where we have that many people who are willing to help de-pathologize asking for help for mental health issues it is only because of work like that that becomes the norm that just like having a sprained ankle and you're going to the doctor having a mental health issue with where you're reaching out for help and you're telling one of our teachers you're telling one of our school counselors and you're getting help and I think the fact that we're embracing that is only going to be better for our children and our future so I'm glad you said that because my question the right next question would be is everybody going to get this training because it should be isolated just it continues with grade 10 and every every kid every student as they reach grade 10.

and then a cost for installation so it's a little bit more it's about double probably uh probably okay somebody asked me yesterday and I told them 75 to 100 000 yes yes okay all right thank you that would be the amount for maybe a brand new one I mean rather than because right now we're using the monument that is all you know the base right and where my question was are these Marquis going to be any bigger than the one that was there before because we're using the same base it's going to be pretty much the same size as the existing the only thing is of course uh the quality uh is going to be much better it's going to be color so it's an upgrade it's it's just a new technology okay I'm trying to remember how big it is is it okay uh would you know is it the same size as the one Lexington has it's a pro yeah it seems like it's they were installed at the same time they look very similar okay so it's going to be the same size placed on the same base right okay okay thank you so any more questions all in favor say aye aye opposed 5-0 uh 10.6 uh facilities use agreement city of Cyprus so move second Motion in a second any questions on that um see no I got I answered I had that question answered okay I was trying to remember okay I I I was going to say something I I said okay five zero all right 10.7 facilities use agreement city of Anaheim didn't let me download second second well I wanted to make comments about the fact that um I'm very proud of my city and cooperating and uh the city has a very robust softball uh organization and it has tons of girls and they're both from you know all our well both from Orange view from Walker and from Lexington um that you know play in the softball you think and this is something I wanted to bring up because um in this agreement okay um we're going to be borrowing Walker's Fields okay and uh but what Walker has is one softball field and then two baseball fields and I called Alta Duke about the Continental Little League seals you know and how they uh you know had utilized those but I found out something this is what I wanted to point out do you know that we have intramural girls softball but we do not have any boys baseball you know well I mean in school okay either one is in school instead in in the PE classes they don't play baseball and softball you know what they play whack it ball whack it they take a tennis racket and a tennis ball and they that's what they hit with they run the bases like they're hitting softball or baseball but that's it's called racquetball because on the junior high level unfortunately they don't trust the boys or the girls with bats the boys they don't trust the boys you know because they're going to get out there and hit each other so there is no PE classes that play baseball or softball it's all intramural and there's no intramural Boys Baseball either it's just girls softball now I didn't know that you know and I had to laugh when I when she told me about whack it ball you know and that's what they play now because my granddaughter is going to walk her now and she just made the softball team and I said well you know when you guys play during class she said no well we play racquetball Okay so this is uh just something so we have those two okay and you know but what I was getting at the walker feel has not been utilized since 21 I think or before actually it was it was right around the early 200s because when we banded Continental Italy those fields are basically not used for anything other than maybe a class go out there and do something on the field so I'm really happy that we've decided to work this out so that Cypress city is going to be redoing Cypress Arnold Park which is the home of girls softball and it's crowded it's it's a nice size little park but it's just too many kids out there playing at the same time and so they've been trying to get the use of Walker's fields for additional space to practice and that hasn't worked but now the city and Anaheim District are working to let them use our feet their the walker feel for the girls that are mainly our girls anyway you know they go to our schools because they're all you know well the the 12 year olds are oh no some of them are coming up in from elementary school because they've got ages from six to fourteen playing softball I have a question Dr free when you were an AP there at Walker was there baseball softball for boys girls there was no baseball in intramurals it's always it's my even when I was a student there was no baseball for intramurals and that was that's been a long time well thank you yes I don't know I mean that we haven't played thank you yet yeah so there was no there was never at least since I've been here uh baseball for intramurals and I've always been softball and in PE um I don't know that walkabaugh was there when I was a student but I do know they're in Mr saldavar Mr Hernandez can tell you there's a skill to hitting a little ball with a baseball bat or a softball bat but uh for a lot of our students who are in PE not all of them are athletes per se so the the racket does allow for differentiation more kids have access to hitting the ball successfully oh yeah versus the skill set of a true baseball bat or softball bat to baseball I remember playing that when I was in fifth grade sixth grade yeah or when I was there I remember kickball which didn't have a battle just your leg right yeah so oh so that's part of it too then think about the agility part but that's a good yeah and I remember being an AP at Walker we did have Continental Little League there at that time and I think it was shortly after I left it um they were removed because of just the way that they were not caring for the field at that time right and they there were other problems but that was okay not what I tried to get from La Palma was whether it was part of their Parks and Rec or whether it was something entirely different and she said no it wasn't anything to do with the city but she said they're entirely different I mean they're part of an another National Group so um they were basically renting the feel from us I mean Continental League Continental Little League yeah it was a separate um deal with the district the city didn't have anything to do with it yeah it wasn't the city it was it was the league but it was interesting because Alta said her husband was part of the group that built the snack bar a snack building there yeah well that was done prior to me being there but I do recall there were some issues because they were given a lot of flexibility to build and do things on that campus even with their scoreboard that never went through well Patty wasn't here at that time but but yeah they were done without all the the proper protocols and Ada regularly all the regulations that Patty and her team are expected to go through they didn't follow necessarily yet if something which should happen to an outlet burst or whatnot we're liable because it's on our campus so those are the kinds of things they were doing without our permission that in addition to the fields not being cared for properly yeah okay our trash and things in The Dugout that were inappropriate so well and I was glad to see in this agreement about the trash you know there was something about uh you know oh that was in the next one I mean not this one okay 11.7 uh 10.7 did you have a question 10.7 okay 10.7 we have questions now we have a motion in a second now okay um I had a few questions if Patty um I know this agreement is a little different than the city of Cyprus because I believe one of the Sycamore Junior High School has looked uh is looking to be used as a park-like usage um um and I know open space is important the city of Anaheim is stretched in on its open space um hence the agreement in front of us tonight um so I just wanted to ask um the amount of fifty thousand dollars how was that determined so uh we had uh our um operations manager um Quentin Riles uh estimate the uh the typical maintenance that we would typically do on a field or Fields um on a yearly basis so he went through all the all the numbers all the different um activities that would take place in order to do a yearly maintenance um and that was times basically all the different fields that are part of the agreement which three schools right so we have several fields and the estimate was about fifty thousand so that would cover for the year and then obviously we would be looking at potential escalation right because as it's here Lee and costs go up we would be revisiting that okay that was gonna be my second question are we able to revisit that yeah in case okay yes um and then specifically to Sycamore Junior High School um I wanted to I think I read to the agreement there the city of Anaheim was going to be in charge of picking up trash pickup as well as providing Portables and I just wanted to make sure that they would be responsible for any who would be responsible for any vandalism as I know some of this it's going to be used during weekdays and weekends prior to school students returning to school who would be in charge of so vandalism graffiti that would be the district we would have to be notified early before school you know the start of school so maintenance can go out there and just clean up so that would be a responsibility of the district any type of cleanup that would be um the the city um and including the porta-potties that they would bring in those would be also cleaned by the the weekly or cleaning would would be responsibility of the city okay so um District staff wouldn't be in charge of cleaning no no no the idea is um you know they're going to have their through their park uh Ranger program they would have patrols there so uh the idea is that with that supervision we won't have uh hopefully uh vandalism or any type of graffiti because we do have a presence there from you know patrols so we're we're really hoping that that that works out for us and just to minimize that yes um and speaking to that so the park ranger or uh City staff they would be present the full time that it's in park under Park light juices oh yes um and it'd only be that person that individual would be centered in a sycamore so they wouldn't go to like Thomas Edison Park that's nearby or anything else no it would just be for Sycamore okay and then of course there's going to be another Patrol at South and at Trident okay okay I think those are all my questions okay all in favor say aye aye opposed five zero thank you Patty and your team 10.8 uh right of way right of Entry city of Anaheim second Motion in a second any discussion oh okay seeing that all in favor say aye aye opposed five
