6 15 right here thank you so much thank you safe travels back we start at six if we can if we needed to start uh Dr O'Meara at like six or something like that if we could is that okay with your schedule and DR Horton yeah thank you okay moving on to 5.1 public comment do we have comments today yes thank you so on behalf of the Board of Education I would like to thank the public for attending tonight's meeting we value the feedback we receive from our residents and encourage everyone to take an active interest in their Public School System residents interested in speaking to the board this evening are asked to have completed a comment card and presented it in to the secretary to the board when the secretary calls your name I ask that you come to the microphone state your name for the public record and provide your feedback please note that comments are limited to five minutes per person and that no discussion of personnel matters or responses to questions are permitted the board does not participate in discussion during public comment follow up on your questions or concerns will be addressed by Administration through the contact information provided on the common card thank you good evening my name is Sheila Los tumbo and I'm the bilingual reading specialist at Hunt Club I would like to comment on the decision to split my position between Hunt Club and Boulder Hill next year last week I submitted a letter on this topic to Dr sparlin Ms dalquist and the board and thank you to those who responded that letter was signed by myself and 38 of my colleagues so you can see that this is not about me or my job it's about the negative impact that this decision will have on our students for those listening who may not know Hunt Club in Boulder Hill each currently have one full-time bilingual reading specialist as these are the two schools where we have dual language the plan for next year is for me to be split between the two schools leaving Boulder Hill with 1.5 and Hunt Club with only a 0.5 bilingual reading specialist we were told that this decision was made in order to make things more Equitable when in fact it is doing the opposite at Hunt Club we recognize the need at Boulder Hill no one can dispute the fact that they need additional support and the truth is adding a half-time reading specialist is not nearly enough the problem is resources should not be taken away from Hunt Club students in order to meet those needs if we're looking at numbers then let's break down the Spanish language Services we currently have available at Hunt Club this year we have the same number of monolingual and dual language classrooms so we should have a similar number of supports in English and Spanish we have six monolingual teaching assistants which means one per grade level we have four bilingual Tas which means that grade levels have to share resulting in less Spanish language support for our students aside from our Tas let's look at the other related service providers at our building such as our speech and language Pathologists our learning Behavior Specialists our interventionists our social workers and our reading specialists we have 2.5 staff members who provide additional support in Spanish versus 9.5 who Provide support in English that is not even close to balanced yet the district is taking away some of our limited Spanish language support please keep in mind that this comment is in no way intended to diminish the value that our non-bilingual staff members provide they are obviously an essential part of our team and they go above and beyond to support all of our students regardless of the program they are in many of them even signed a letter that I submitted because they want what is best for all of our students and they are well aware of the need for bilingual support point I'm making is that there is already a great imbalance in the support that we offer our students the Dual language program has existed in this district for nearly 20 years these supports should have been in place from the beginning yet here we are nearly two decades later still fighting for the most basic services while the Dual language program is only housed in two buildings is a district program and District leaders should understand the impact that these decisions have on students the district's own website promotes the DL program and States quote SD 308 is committed to growing an effective dual language program end quote really well what steps are you taking to grow the program taking resources away does not demonstrate a commitment to growing an effective program if we do not come up with an alternative solution there will be many students who qualify for interventions according to the district's own criteria who will not be able to receive them how are we going to meet the needs of those students the DL section on the district website States quote all students no matter which programs in which they may participate are monitored and supported through the SD 308 multi-tiered system of supports School staff work collaboratively to provide opportunities to be successful as monitoring dictates students are also provided interventions to meet their needs end quote who is going to provide those interventions also why is this change being made now the needs of Boulder Hill are not new surely District leaders have been aware of these needs so why have you not been able to plan ahead and budget for additional support and what does this mean for the future of the Dual language program will additional funding be made available the following year to restore a full-time position at Hunt Club and give Boulder Hill the support that they need or will we continue to lose resources I hope you take the time to consider all of these points my colleagues and I welcome further discussion on this matter and we hope that we can work together to find a solution that will meet the needs of all of our students Grace real hello hello hello my name is Grace Ryle I am a student at Oswego High School and I would like to address the issue of students of the locker room would you talk into your microphone a little bit oh I'm so sorry that's okay they can't believe you behind Pull It Forward there you go okay thank you I'm sorry um I'm trying to address the issue of stealing items out of the locker rooms at Oswego High School and I'm sure it is an issue here East as well um so I am proposing that we or you guys allow students to have time to go to their locker during the changing period a lot of students have classrooms across the school which is not allowing them time to go to their lockers um and with doing so it would allow them to put their belongings away instead of having the small lockers with that there are bigger Lockers in the locker room but there's one for every three Locker rows which is not enough for students um causing students to have their belongings outside of these lockers which is causing the stealing um something that my school does I don't does this but um they lock the locker rooms during gym periods and most of the time I've noticed that the locker rooms have not been locked properly or just have been left unlocked on accident or maybe a student went in but they were unlocked sometimes students will hide inside of the showers which is causing things to get stolen as well which is something that I would like to address as well um something that has happened recently to myself personally um someone cut my lock off if there was something that someone could do to help with that that would be very nice because I know a lot of students who have similar stories to mine and have gotten very valuable items stolen from them that's all I have thank you thank you thank you thank you very much okay we're moving on to 6.1 superintendent report well good evening board uh this week is Teacher Appreciation Week so I'd like to start off by acknowledging our teachers and simply saying thank you thank you for everything that you do on a day in and day out basis to make our make sure our kids feel happy safe and loved uh thank you for not feeling their best and I thank you for that and you should know how much you are appreciated as well this is our last board meeting prior to our high school graduation on May 20th we will have approximately 1 450 students who will walk across the stage and become alumni of SD 308 uh the OE graduation will be in the morning and Ohs in the afternoon and this is the 11th year that we've been we've held the graduation at Northern Illinois University and it'll be a great day for our students our staff and our parents and finally I'd like to say uh thank you to two of our board members who have served uh both serve two terms here in School District 308 and uh Ali I can remember my first interview when I applied for my first job here in sd308 you were the first person that uh I met and they had greeted me at the door and we you were the first person I had a conversation with and uh during this time you and I have developed a very nice relationship I've had the opportunity to watch um author all three of your boys compete wrestling and football and watch them grow into the young men that they are and uh I just want you to know I appreciate the relationship and the opportunity to uh to be a part of that and Lori the the same goes for you you and I spent a lot of time together uh during your two terms you served as SD 308 president for a couple years during a very difficult time and I've enjoyed our our time together and watching your daughter grow into the young woman that she is so I thank you for your service and the relationship that we've had over the last couple years so I I thank you both yes thank you so much and student ambassadors uh I'd like to say thank you to Anya and Caitlin for serving as our SD 308 ambassadors you know I've had the privilege of not only getting to know you but to work with both of you and some very very serious topics and you've both represented your schools our school district in excellent fashion and because of you we are better so I wish you both the best I wish you both the best in the next chapter of your lives thank you that's my report for this evening thank you student ambassador reports all right so the mental health survey went out um a few weeks ago and the ssac plans to meet four times in the next two weeks to desegregate data and look through those responses we'll then use the ypar process as we've talked about before the Youth Department youth participatory action research yep um to create new research questions and find solutions to work toward our goals in mental health um and recently the new student ambassador position application opened we're really excited to see that and I think one of the first things Caitlyn and I noticed is how the interest is growing a lot faster than it did when the position first came out I think around two years ago um so Caitlin and I wanted to thank you all for allowing us to have this amazing opportunity and work with you all and get to engage it with our community at school and outside of it in a way that we didn't think that we could have at this district and we realized now it was possible it was so amazing getting to get to know you all and work on these amazing projects that we have before and we're really excited to see how the leadership that comes in next year and the years coming forward will be able to uphold that vision and those values and we'll definitely be coming back to see it playoff but thank you yes thank you [Applause] hey moving on to 6.3 board committee reports the equity and the finance and Facilities committees have met the reports are online for anyone in the who would like to see them and we would like to ask are there any questions from any of our board members regarding those reports okay if no questions we'll move on to 6.4 board committee comments I'm sorry board member comments do we have any board member comments uh first I would like to start by saying I had the opportunity to attend Mamma Mia uh when was that last week oh my goodness the fine arts department in this district is incredible and I've had the privilege of seeing Fine Arts professionally done and I promise you you I mean they were I would have paid far more than what I had to pay in order to see them if you if you did not get a chance you missed it and I would say if any additional performances that we have please do not miss them because our students did an amazing and amazing job so I was very excited to be a part of that so find work to all of our students and staff to help put those Productions and wait a minute the set design oh my goodness okay I won't go on and on but it was amazing so that was wonderful to be a part of um and then lastly I just want to give a few words to Ali and Lori I'm sorry Hallie yeah Ali and Lori um if I'll say first you don't know until you know and you don't know until you know and I think a lot of times we have preconceived notions and and of of what it's like to sit up here and the two of you served during one of the most difficult Seasons that the world has ever experienced and yeah and I do pray we'd never experience again but but I just wanted to commend you for your leadership your commitment your perspective um the value that you bring the historical nature that you know within the district um has been incredible and I so very much appreciate the value that you all have brought to the board because it's helped me tremendously to learn to grow um and and I love the how much input you have given um and just your commitment to not only just what we do as a board but to the students and the staff so sincerely from the bottom of my heart I have grown tremendously because I've had the opportunity to sit with both of you and I greatly appreciate it and thank you for all that you have done foreign amplifier that was awesome um uh you know had a lot of opportunity to to interact um the students were genuine lots of um activities and performances I spoke I talked I told my my family about it too it was it was great um and then I did went to the narcic Multicultural event and that I know there's a large sense of pride in that room um lots of good food and that was a great experience as well so I just wanted to um Point those out and keep it up um I'm Gonna Save Our appreciations for our board members and our students for a little later so we've got a little token to give you but I did want to Echo Dr sparlin's appreciations when it comes to the teachers and our nurses I mean as it relates to being a teacher I am not a teacher but I'm a teacher at harp um and I I just feel as though um teachers the value of a teacher is so much more than I think that our society places upon them and so I I I've always felt that you know they should be paid as well as our doctors and our lawyers because they're teaching our most valuable asset um to to develop and grow and go out into the world and and be these amazing citizens and so I want to acknowledge our teachers and and I want to just say I appreciate them very much and and our nurses I mean you know they have experienced some very difficult times during covet and they stood up and they they were resilient in their in their um in their value and in what they did for our nation and so I definitely want to say thank you to our nurses in our schools and in our nurses around around the country and around the world I anybody else want to go ahead first and foremost with um teacher appreciation week and nurse appreciation week I want to thank all of our Educators and nurses for their unwavering dedication to our students because without them truly none of this is possible and we wouldn't be sitting here um over the past few weeks I've had the opportunity to see our students and our staff shine on April 25th my son and I drove to Chicago to watch our Oswego High School bands participate in a symphonic celebration it was truly breathtaking to listen to our talented students play on the Chicago Symphony stage I was blown away by their performance and I want to thank Mr schoenbach for the invitation and congratulate both him and Miss San Roman for a true and honestly beautiful presentation by our band on April 29th my husband and I on a rare date night were able to take in Mamma Mia presented by East theater the cast student production team and pit Orchestra wow knocked my socks off I've been to I've been very fortunate to be able to catch some shows on Broadway and these were second to none I'm so impressed and I can't wait to see our students soar uh Bravo to Mrs Chandler and the production team I wanted to share my appreciation for the staff at Long Beach who invited Mr Gatewood and I to a discussion where they advocated for their students and fellow staff members it was a truly humbling morning with their staff and students and we greatly appreciate the opportunity to visit and we appreciate the invitation last week I was invited by the Boulder Hill student council to their end of year celebration with a just such a group of bright wonderful engaging students I want to give a special shout out to Eleanor who's in the fourth grade who invited me to play what I thought was a very friendly game of Oswego Appley she's very bright has a definite future in real estate and Banking and handily beat me and took all my money and walked away with 3 390 in all of the properties so um even when we had to multiply our Dice and times it by four to figure out how much I owed she taught me some very cool multiplication tricks she's wicked smart and I was glad to see our math literacy in action so thank you Boulder Hill for another warm welcome finally I would like to thank Lori and Ally for eight years of service to this district there is so much more that goes on behind the scenes as a board member and the time commitment can be overwhelming the mere fact that you committed eight years and hundreds upon hundreds of hours of board meetings phone calls community and District events committee meetings board forums board Retreats training and so many others is commendable and admirable and I'm truly thankful you also taught me how to listen you taught me how to actively listen and to remember that no matter what I saw happening there was always a flip side to that story so thank you very much for your patience we haven't always seen eye to eye but we have always come back and been able to work side by side and I'm greatly appreciative for that as you move forward in new Endeavors your service and impact will always be remembered and we hope that you will continue to be a champion for public education and sdo SD 308 wherever life takes you Anya and Caitlin thank you for boldly and authentically representing your rep your respective student bodies along with Colton you have paved the way for student voice not only in our district but across the state of Illinois by modeling for your classmates what it means to be actively engaged in decision making processes you have helped to build our school Community into a more inclusive relevant and meaningful education experience we look forward to watching you achieve your goals and chase your dreams and remember this is always your home [Applause] okay we'll move on to 7.1 our consent agenda are there any questions on the consent agenda can I have a motion to approve the consent agenda please I make a motion to approve all items under consent including minutes from the April 24th 2023 Board of Education meeting open and close session and to acknowledge the foia request received by the district second Mrs Doyle I miss Swanson aye Mr Cerrone aye Ms simultan aye Mr Gatewood aye Ms Johnson aye Mr cloaker hi motion passes 7-0 item 8.1 is an informational item on financial statements does the board have any questions in regards to what has been provided item 8.2 is an annual resolution in regards to a in regards to request for release of Kendall County Land cash funds are there any questions in regards to this informational item item 8.3 is an informational item regarding the intergovernmental agreement with the Plano area special education Co-op are there any questions regarding this item I I do have a question and I think we actually might have even discussed this prior but I struggle with how we bring students into the program when we have some shortage and resources how does that work so the agreement that is is here talks you know and pushes into what that would be if you want specifics about which of the criteria would be used for next year I would want to get back to you on that okay thank you item 8.4 is an informational item where we are bringing back to the board in regards to our mass communication tool Mrs commutis Mr frieders will provide the board with an update since we last presented to the board we have Scott Bedell here our district webmaster too just in case we have any questions that we can't address thank you for having us this evening we're bringing back something a little bit different we're going to just quickly recap and then explore a new uh potential component of our communication system so the last time we sat with you Scott and I discussed the desire to move away from the current mass communications and web tool that we have in place now and that is still very much on the table but um what we're looking at tonight is really just two components of that which are both offered by catapult the first being the one we brought to you before which is our mass communications known as Blackboard right now this is the one that would do the text calls emails those sort of things and we're going to kind of cover um real quickly I'm going to hand this over um to Mr frieders here to to go through some of this but um the reason that we're we're fitting together at this table is really just um we were both kind of on a parallel path at the same time in regards to exploring potential resources for some needs that we discovered and as we kind of cross paths in those conversations coincidentally both ended up with the same company for two different needs that both complement each other so I covered previously with you the mass communication side Scott and I are here to address any of those but at this point we want to turn it over to Mr readers here who will discuss this one element offered by catapult and the reasons why we feel this might be a possible solution for the district good evening thank you for having me so the specific option that we're looking at is the EMS portion or the emergency notification component of catapult some of the reasons what we're looking to achieve with this is to really enhance the safety of our staff and our students by quickly being able to convey messages during a time of Crisis it'll allow us to enhance some of those communication tools that we already have in place by providing a functionality on a device with our staff so we can push a message to them we can pull a message back and receive real-time information for what's happening inside the buildings at an administrative level and also at a district level it also allowed for us to really enhance our parent reunification we have a controlled reunification every day at the buildings which is kind of like Controlled Chaos the one day I was at an elementary school and they put me on the parent pick-up line it was an experience for sure but during those opportunities where we're not doing it at a controlled Time by our controlled script or at a remote location we could definitely see some opportunities for improvement and some efficiencies that we want to explore what does EMS do again it pushes that information out to our staff this component actually also has a bullying tip reporting function that can help supplement not only the Illinois sector helpline but also our own reporting system that is sits on our own web page it allows us to integrate with our First Responders and send real-time information to dispatch centers to have First Responders come to our location and it does allow us that reunification component that we kind of touched on a really neat feature built into the app is that accountability function so our staff can take student attendance can report that to building administrators in real time and the administrators can keep track and see what the status is of their building as those numbers are coming in this space there's really three vendors that are providing these types of services and they are all recognized what is a nationally recognized protocol or a standard response protocol that is catapult crisis go and Raptor we evaluated all three of their offerings looked at all of them had demos on all of them and then obviously then obtained pricing on those three options as well after looking at all three our recommendation was catapult for a multitude of reasons reinforces what is already our current platform but then also allows us a customizing feature where we can modify things to reflect how things are done here in District 308 they do offer training and Support options for our staff again it allows us the ability to push out email text and voice calls and does have future options for us to explore including the viability of being able to tap into our public address systems inside the building so that if we push out a notification for a shelter in place then it would send out a pre-recorded message over the PA system and our staff could get that information over the PA as well again it connects with law enforcement and really allows that interconnection between our departments where our Communications team and our Safety and Security team can really function together as a unit and she can send information out to the families and we can work with our staff as well to ensure that we're pushing out accurate real-time information and collecting it as well um so one example just historically as we were um talking about this and what some of the needs might be you may recall an incident um probably already been a year and a half or so ago um at one of our Junior highs where we had as process would have it the police contact us because there was a report of someone with a weapon in the area school went on a full lockdown barricading was in process everyone followed as they were supposed to do um though in that type of situation given the current protocols the alert portion of Alice is really important we alert everybody what's going on you know they make the decision as to what's the safest route for them with the threat being outside we did have everybody inside but after that initial notification went out a period of time went by without anything and that's because our protocol of course would have those individuals also barricading for their own safety that were you know previously calling things overhead additionally we didn't have all of our administrators for that building in the building at the time some of them were out of the building at meetings so what may have seemed like a short time looking back you know half hour 45 minutes feels like a very very long time when you are in a heightened State during a potentially real safety incident in and so that's really as a district where we first identified a need to be able to communicate back and forth as we sat and listened to what the system can do the fact that we teach our our students and Alice that big pieces to be informed and then make that decision as to what their appropriate response is going to be that could mean students are in all sorts of places students and staff they may be in a different classroom they may have left the building they could be you know anywhere and so we don't we don't necessarily know where they are we know where they maybe should have been at that time of day but we don't necessarily know they're there so again this type of communication enhances what we're doing already from the district to the community it allows you know Mike and his safety team and the law enforcement to be able to connect directly in classrooms I'm you know teacher Smith and classroom F12 and I these are the 12 students I have with me right now these are the three I don't that I maybe should have and then they can from the outside manage a situation and tracking down the remaining students so we want to just provide you some real life examples of what this does on the surface it may sound like it duplicates what we have in place but it absolutely does not is really taking it to a much more granular level than what we have for mass communication and the two will really complement each other in our ability to manage during a unfortunate situation Theresa Mike thank you so much for that informational presentation and providing that example Teresa because I know that that in from that that example came from the after-action meeting that we had at that uh after that incident last year so uh board what questions do you have again this is for information but they will be bringing back for action in the near future does it replace anything I know I hear everything is about enhancement but I I think one of the systems that's on the comparison list is something we currently have right but does it replace that or or are those are these additional features that we could adopt with that system so both um it catapult as our Choice provider for mass communications would replace entirely the Blackboard mass communication system that we have the EMS component that Mr frieders was just presenting on would be something brand new to our district all three of the vendors that you saw at their crisis go um catapult and raptor have some sort of relationship with the district and none of those this wouldn't replace any of those things that are already in place at this time so if Raptor's the one that's coming to your mind that's our visitor management system this is not a replacement to that got it so I had the same question so my question is they want forty five thousand more to do the EMS because Raptor already repter does this we have Raptor 2 at Westward we have this system which goes out to teachers cell phones correct so everything that you see uh on those three vendors is a mobile application that's either on a personal device a district device or even your laptop so it would be in addition to the Raptor that we're already using for our visitor management that's only one segment of raptors offering this would be in addition to that I wanna I wanna deal I do have one question for the for the student ambassadors up here um just a curiosity when we do Alice drills in the building do they just do a blanket Alice Alice Alice or do they say there's a perpetrator on the second floor b-wing um so I clearly remember just one happening this year and it was like they actually went there and they're like okay the perpetrator is like on like the second floor the specific way and our teacher is really good about like preparing us for that we did only do it once and I like kind of don't remember it I don't think my memory is that bad either so it's like I feel like I should remember it more than I do I definitely remember the procedures but I don't remember the specific steps which is kind of why I was like I was looking into the presentation and I was looking up more stuff about how this is going to work because another thing for me is that like I want this to be easily accessible because I feel like a lot of like the platforms that we use for certain functions in our district like it gets complicated and I try to like figure it out and I can and this is definitely something that should be like like really really easy to read Because if it's a crisis management thing this shouldn't be like you have to start figuring it out this is like you just like look at it and it's right there that leads to my next question given that it's an app would it be a requirement for the students to download or is it just for staff but you can't make it required either it would be a staff application that we would use and it would not be required on a personal device we would put it on all district related devices okay so if the teachers aren't going to put it on their phone you're wasting your money say it again so if the teachers aren't going to put it on their phone you're wasting your money yeah in speaking with navy District districts that have moved to a mobile application similar to this they rolled it out as an option they put it on all district devices the staff had the option to put it on a district device and they had very good reception among the staff I thought the numbers were 70 percent after rolling it out but staff eventually were very very open to the option and put it on their personal devices now you can track Lori do you have questions oh um so I have a couple of questions that says if needed reunification can be conducted with the app is that extra to this or it's all a part of the module it's all part of the package okay and then maybe you've answered this I apologize why now are we talking like why why did you bring this forward now as Teresa indicated it's been a project that I've been working on is coming into the district and it's feedback that I've gotten from staff our emergency plan currently acknowledges Blackboard as our Communications tool and obviously with that no longer being supported it provides for a whole in the system also the the general feedback from the staff was that Blackboard wasn't very functional for them to move on the go and use to communicate real time from staff to the administration so looking for something that was updated that was easy to use functional has been on our radar and you were asked to bring this forward yes okay thank you for that and then did you speak with other districts to see what they used and I'm familiar and used crisis go in my last district and then what was the feedback on that a very positive feedback on the application itself we looked at Raptors real-time usage particularly in running their drills and how they they practice their drills through the application so that in the event they needed in a crisis this is how they're they're training on it it was very well received by the staff and it functioned very well thank you catapult or Raptor the one that I looked at was Raptor right but so because we clearly we have Raptor but catapult does the same kind of thing where you can test it out with the staff so all three of these applications are going to recognized and supported by what is the standard response method that is sanctioned by I love you guys which is a not-for-profit organization that provides emergency resources for schools all three are on their list of approved vendors but I'm just the practice part is also on catapult yes the drill component yes and then just on a sidebar because I won't be here um maybe we could throw in a couple more alistrials I know we have what three or four that are required by the state but I don't think it's a bad idea actually we far exceed the state's recommendation so the state requires bylaw one supervised law enforcement drill currently we're doing six okay in each building my final question is one um the technology department also brought forward a proposal about radios and so forth have you worked together and how do all of these I guess what I'm I'm my question is I think is how do all these things work together and do we have it feels like a lot of different things modules or whatever and a lot of change at one time to roll out prior to school starting have you worked with the technology department and is this all it would be nice to see a presentation where we see how all of these things work together we have a new student information system rolling out it just feels like a lot of change all at once a lot of money and how are all these going to work together so the timing of them all being new at the same time is actually easier than having rolling out pieces because all of these are intertwined with one another so the student information system provides the information that feeds over to the mass communication system which provides the information that shares over to the EMS module so if we had different vendors that was one of the components as to why it was really we felt a better choice for catapult while they all function relatively similar being able to have that connectivity between the exact same vendor and not having a whole nother provider that leads to potential problems with data sharing back and forth so the fact that all of them are unloading at the exact same time is actually easier as opposed to unloading um you know an old mass comes with a new CIS and then the next year new mass comes with the new CIS and then we'd be changing it over and over again so easier for who easier for our Administration or easier for our teachers we're already experiencing several issues we've heard as Mike said as he was talking with staff um and certainly Scott and I have um heard feedback from everyone utilizing our current mass communication system that it is a problem it's not functioning appropriately we are having a lot of messages that don't go out or errors or downtime a lot of things that are leaving really unacceptable holes so it's really not an option that we don't find something that could help us to communicate in real time with our parents much like there really wasn't an option as far as the student information system went the EMS component is just an add-on it's not it's not a replacement for anything but it really is taking a number of things that are being done in silos so as was indicated when there's an issue you've got police working with people on the scene then you've got myself working with the public information officer from the police side using our components for mass communications and then trying to send that back to the school to be read overhead there's just there's a lot of gaps there and so this is allowing for us to really kind of take a number of disjointed siled things that are already occurring and kind of putting them into one easy place for tracking for um you know even like the um Anya mentioned being able right now initially this will be for staff but being able to go oh that was called overhead what does that mean and being able to look right away and see what that means and then being able to communicate concerns and whatnot back and forth with Administration while that's being done on the safety side we're then mirroring those similar messages on the public side back out to the community so it's really not a whole bunch of new things it's really kind of trying to streamline things that are already in place and not really um working well together Dr petsky Dr Kinkade do can you assure us that the transportation department that is asking for new um radio support the technology department and student information all of this works together you feel that this is the appropriate way um I what I don't want to see us do is make a decision on all of these what feel separate parts and then down the road we're like oh sorry this doesn't all work together yeah that's a good point so uh Brent and Kevin from the technology department as well as Mike and Jeremy have been working together on the handheld what we have in the schools and they use the handheld radios two-way radios for supervision for playground supervision lunchroom cafeterias Transportation parent pickup so they're doing a lot of communication with the two-way radios which we've already got in place the issue there is that technology is now over 10 years old and we have a we have an analog radio system and what we're looking at upgrading to is a digital radio system which enhances our capabilities I am fully I fully understand that actually we only need to do a software update to make it digital because I've looked into this and so forth so what my question is and I thank you for that and if other board members need that answered please like jump in but my question is is do all of these work together are they integrated and if we make these rather large purchases how what is the assurance that a they work together and B how long will it get us like down the road foreign work together like you can't access the EMS catapult through the two-way radios but the two-way radios play a very basic foundation in terms of their communication and then the EMS what they do in terms of a parent student communication effort is uh is built on top of that and then with our transportation radios uh definitely our handheld radios and the transportation that we're looking are the same technology and integrate so with a handheld radio you can go through a bridge to connect to the buses and transportation so they are I'd say that in instead of saying they're all integrated I would say that they are all building blocks of a more unified communication system than what we have now that's what I'm looking for silos and fragments that's what I'm looking for is behind the scenes have you work to create administrative procedures so that people know what to use when and so forth Dr Kincaid I'm sorry yeah and while John talks kind of more about the hardware what we've been trying to do is look then at the integration of the data in terms of the student data the parent data and the staff data I know that Scott has been working with Brett and Kevin has been working with Kim O'Hara from sis to make sure that where our staff data is entered can 2A work with some of the systems that we're now discussing to make sure as staff enter the building Mike and Scott and Teresa talked about staff that kind of move throughout the day so that that's a smooth transition also talked about the student and family data The Hub being sis but then can it talk and update that's all part of the discussion and process not only the aps that go along with when you enter where what are you going to do how do you get from Station to Station but we're looking especially um Scott Kim myself and Brett and Kevin on then the integration of the actual data thank you that's what I was trying to get to and you said it much more eloquently good so I I do appreciate the Cross interdepartmental communications collaborations because that's what we're looking for we're looking to see all of these departments working together in making these decisions so um one of the things you said was that Blackboard is no longer going to be supported um and we get that that's not you know something a decision that you all made what were the dollars that we were spending annually for Blackboard or so in in total Blackboard includes a whole other component that we don't have up here right now which I talked about before which was that website content management system our total is just under seventy thousand dollars annually for Blackboard but that would be those two components included and then these what we're bringing here that what you have in front of you right now is just what Mr frieders discussed just the EMS component of catapult and then we'd be moving our mass communications and then we'd be moving eventually our website content management system over the website's a much larger project and conversion than the mass communications would be so we'd like to kind of that's why we're bringing these two together right now we'd like to look just at these two components right now um to miss Swanson's point we did we did ensure the discount regardless of it what process we move all the components over to the same vendor they'd be recognized as a multi um multi-package here but we'd be looking at kind of a a soft transfer over away from the Blackboard 2 component product to the Catapult for those two and then the addition of the EMS component so the previous memo that I shared with you that I think is linked in board docs right now on the mass communications the website management has the total of those two amounts and then this would be on top of that amount okay so total is how much you know it's like 113.
spent 157 000 on school resource officers 420 000 on additional buses and 310 000 to sustained counseling counts work as that Grant ended um just uh July 1 I believe 2022 and then of course last year we started in just the fall with 10 certified teachers providing stem lab instruction at every Elementary School the next slide you can't read so I'm just going to tell you what it is this is posted on our website as well as all are all of the budgets for the eight years as well as the two years of History we have so actual 21 actual 22 and then budgets for 23 going through 2028.
and I think you're speaking to the literacy goal um yes that is very detailed in terms of metrics because of the amount of data that we have at this point to be able to accurately set an ambitious yet achievable goal for each of those years for our graduation rate for example we need this year's data to see what our Baseline is going to be for the graduation year of 2023 and then I think we could update those percentages accordingly um okay so after discussion um is there uh is there a motion to approve the Strategic plan second properly moved and seconded um any other discussion are you are you comfortable yes my only question is is this so what I'm hearing is this is an iterative document that this will be updated or is this set in stone from a from a student achievement point of view it's certainly a fluid document Based on data that we have as would be the board goals if we get our data back this year and we've increased our academic honors and Technical Honors by five percent in every subgroup I'm going to come back and say we need to up that goal because we've achieved it but we just don't have that Baseline data yet which I think goes back to the point that I was making earlier with all due respect is not seeing the Baseline data it's really hard to approve when you don't know where the base is and so make and I I feel very very very responsible for a strategic plan for three years if we are making a plan without seeing the Baseline data so I just want to be assured that we will be giving the data the Baseline data at some point between now and the beginning of the school year to ensure that these are indeed the right goals I typically do a series of academic achievement reports for the board I'm throughout the year timed on when we get the data back and it's released from embargo and so as those data points come in and it's released from embargo then we can publicly talk about it in in a board meeting that makes great sense thank you yes oh good okay make sure that everybody because those are great questions that you know and um having not gone through the strategic planning or the board goals process before really terrific questions I'm very very grateful so it was properly moved and seconded all in favor I uh any opposed we have approved our three-year strategic plan thank you Administration and community um all right well we have the approval of the Personnel report Miss Johnson Madam president Dr Smith and members of the board we asked for approval as submitted so moved second any questions all in favor aye any opposed we have approved our Personnel report we have arrived in under an hour to our our administrator and board comments so raise your hand if you would like to go first with your board comment tonight if you die don't see a hand I'm saying Miss Norman it's springtime we were able to attend all the track Mick championships the unified watch Elsie and Ellen and then watch the LC and Ellen girls at the Mick and then again the cross District rivalry track meet last week so very exciting predictable Indiana weather was not awesome but the the kids did great so that that was very good and the last thing I just wanted to say is May is mental health awareness month I think that's something that's on the top of a lot of our minds um when I think of student achievement staff engagement all of the things I'm just grateful that we have a lot of Community Partners to come alongside us to continue to address mental health so thank you well said Miss Puckett yes I was able it was an honor to attend um the Avid graduation which is near and dear to my heart so to see just the kiddos that around the neighborhood that I see from day to day that I literally just given anywho just to see them graduate and just to see all those faces it warms my heart and so I'm just grateful for just all the work that's done Abbott makes a huge difference my son is a part of avid and just to see the interest and sometimes you need those mentors and leaders around you because things just hit differently I'll just use a little Urban dialect things hit differently when they come from non-parents and so I just thank you for all of your work I see the growth with within my son and so to see his peers and others graduate it just it just does something to you so I just thank you for that oh I'm excited to celebrate teacher appreciation um something that I think everyone on this Deus can can share we are incredibly grateful for the teachers administrators and staff of all of our buildings um and I also have a little shout out for the teachers who like I traveled to Dallas for the robotics worlds Championship who oh that is a effort I will tell you it is hours and hours and hours and hours of Robotics um but it certainly does represent our school district and one one little shout out I I wanted to make is that um we actually are some of our kids in our Middle School team were interviewed by the co-founder of Vex robotics um during during the um during the session um and he was so impressed by not just how creative and accomplished our kids are but also by by the diversity and thought and um and inabilities that we have on uh in our district and I will say that it is a very unique thing and then the kids got the robot signed by the co-founder of Vex which was also pretty cool so thank you Miss Dunn well Miss Lawrence you stole my thunder with the teacher appreciation I think some people celebrate it last week apparently it's actually this week so to all the Educators super super super grateful especially I remember this type of year so vividly and the last few weeks of school can be really really challenging and so I have mad respect for all the Educators that are planning really really thoughtful end of school events field days are coming up we have I know Amy beverlyn does a clap out and so really really excited for those students that are going to be moving from one grade level to another and especially from one school to another and also principal appreciation day was last Monday so um mad gratitude for the principals that keep our buildings open and running safely and securely in making sure that Equity is top of mind and then finally um Educators even though it is teacher appreciation week I think all of us that have been Educators certainly feel in our hearts the appreciation that we have for being served and called to this profession so um thank you for all that you do um superintendent Smith I just also want to congratulate you because I have not publicly congratulated you on the graduation of um your daughter so congratulations I know um definitely a wonderful wonderful success of public schools so congratulations superintendent Ms Dunn you made me uh realize that I forgot to also mention that every year the Lawrence household has a parade with all of the kids from Amy Beverly and any family from Amy beverlyn is certainly welcome to come we bring donuts to teachers and we make a big show of it so that is our tradition at the end of the school year oh I have one other thing sorry the honored Educators at the Lawrence distinguished event it was so awesome to see that event in the work that the Lawrence North staff put into that and to see those distinguished Educators distinguished grads it truly showcases the best of the best and I want to Express gratitude to you in particular I know you guys have been extremely instrumental in making sure that it is more Equitable and more students are actually um just that we're looking and seeing and acknowledging the wonderful work that kids are doing in all areas so thank you for for making that a more Equitable process that was the board action this time the board action few years ago okay well well said everybody there's very little I can add um accept a shout out to our Lawrence Township foundation for helping the schools make Vex robotics happen throughout and last but certainly not least may I please say how wonderful it is to have all of you here Amadeus it's nice to have it's nice to have our group together so good um and so nice to ask you these questions that directly instead of the through a little bit but we we appreciate all those efforts but this is much nicer much nicer he can come in remote too yeah next time next time a little upset I'm just gonna call you hey no okay all right our next Board of Education meeting is May 8th it's a work session and no 22nd man you want me it's the 22nd yeah we got you dude I'm just reading my public school taught me to read but not to think really critically sorry if you want me to say something then yeah yeah okay I'll let you say that yes thank you Dr Smith all right one thing board that reminds you you will have celebration but also you'll have a few tears Wednesday evening is our retirement celebration Carla Johnson meet us at the Hillcrest Country Club for a huge celebration of our retirees so I'll just remind you it's on your calendar uh we'll have a record number of retirees that we will celebrate as in Tradition we start promptly at six o'clock is that correct Miss Johnson and we are going to recognize a record group of retirees uh the number our retirement Year is off the chain I'm not going to say it right now but it is a significant number of years Roger Smith we have someone in your divisions got 49 years of service has returned they don't have to say anything but thank you we just need to thank them because when you serve that long almost 50 years of service to the school corporation so Wednesday evening that's all I have to say and board members remember the month of May is full of celebrations so just check your calendars we got a lot of work to do thank you ladies and gentlemen being a work session it's enough to just say we are adjourned thank you for your good reminders and I love this pen and it just ran out of ink so I have to throw it away so what's this oh this is end of year that's the biggie that's May 26th okay I'll take these home Dr Smith thank you ladies I swear I want I want
that's sure here's on the draw control by the looks of things it looks like it is number one um thank you I'm gonna get another restart and make sure we get that ball up high enough get those sticks up raising that ball see our athletic director Kevin McGee working the traffic goes up to Jordan oh right down the middle no defense at all I think they were all just looking for the pass the entire time it just didn't happen it was what a whole Lane was wide open she was left with no choice but to just take it down and shoot number five Addie Jordan with the goal in the back of the net with the best in New England number one Kenna Marino back on the draw morno back on the circle with Thompson [Music] violation [Music] we'll take shot and caught somebody jumping over [Music] runs it in the top [Music] pictures clock is running number six major morning substitutions trying anything Eastern metal getting lots of players in this game when you're looking at a lead like this still in the first half what about 12 goals not much they can do kind of Molino getting some raw practice here really gets down low jumps up puts pushes it in her Direction uses the speed tour Advantage absolutely no chance there for me oh lost it out of her stick though foreign [Music] tried to steal it from behind a little bit of a push there by trulio who's going to come out of it it's going to be more now it comes out of the scrum with the ball I have a feeling here moro's trying to set up Rihanna Calabrese if you can oh on the doorstep macarini Powers it in the Eastmont Meadows senior goal as Ari AG along senior goalie puts her stick up and finds a surprise oh here he comes Talia Weiss really giving good changes there a little bit of a stiff Army basic and a reset metal actually an opportunity to get back on defense and kind of reset no calls ball they get it to the top speed number 15 good dodging skills there pulls it out good save just a little bit of a shooting space violation there caught in Jenna's gonna get a chance number eight Gabriella allensworth going in to make a defensive play just got caught shooting space we'll see if Holly can save this one big fire and stick side lorno gets it she's running it up and looks like it's gonna get passed over to number three lukeasich she's got the lane she's gonna fire it in oh good attempt right there trying to get it over to Calabrese just out of her stick it looked like she made us saw the goal before she had the ball but it was a good play everyone gets it fires in about 30 yards up the field they're at the halfway point Weiss grabs it good Ryan here I think Thompson chasing it down picked up by East Longmeadow grabs it ago grabs it they bring it over there jump thing of some sort running it down the sidelines is going to pass it eventually I think Maybe still bringing it well you can't blame the aggressive defense but it gives you a yellow card it gets you a couple minutes in the yellow chair [Music] I think this one's going to get fired hard two minutes remaining [Music] to one Kennedy Mourinho take the draw a little different technique for Kennedy Marina she gets down really low and then moves her hands quick and it's very been very effective all season it's going to be a little bit of a scrum here she picks it up gets skin too has to go back into her stick she's got it Thompson got it one minute remaining here in the first half there it is to number nine Calabrese going in shooting the keckney there to back it up Calabrese taking the opportunity to left her the lane and she took it that was a good look a good pass a little bit low but it could have been caught there almost by Anna margarine there with a I thought a pretty good Back Shack but you gotta like the aggressive play I go on goalie gets it 30 seconds left y all over this right now Jenna Marino gonna chase down number 15 and quickly got back in the game making your way to the goal getting double team number 18 Ashland beat really covering up that defense there really well three two one gonna take a break here thank you foreign macrame flowers [Music] very powerful shot there no chance by Jenna Hawley defense needs to be down there and on that play don't expect that number 15 Abigail Perry number 18 one of their best attackers all season long very powerful right-handed shot and that one times the back of them [Music] a little Spark 14-2 start of the second half Kenna Marino on the circle on the draw Ally Thompson there Patty Jordan This Time won by catamarino Marino looking looking passing the top takes it over to the left hand side whatever kind of chase you down East Longmeadow setting up its offense now Lotus of being a technique Thompson gonna bring it around from left to right gets it over there all of Breeze is looking at do a little dodging herself gets it in there to Carolina's case and he does a bit of a spin move doctor head fired it from low to high backed up by my Cafe got this one though sidearm Winder oh what a BTV attempt right there by Kenna Marino off of a great pass from Agawam picks it up goalie has it we're gonna have a running clock here in the second half because he saw Meadow when they're ahead the main team is ahead by 10 or more goals it's an automatic running clock so this app is likely to be a lot quicker than the last half 15 is coming down got one of our best defenders right now on her Talia Weiss pushing around looks like East longmeadows playing a very aggressive defense today really challenging above the a meter and above there 12 a jump shot to the right there backed up by again possession 22 minutes and 15 seconds on the clock runs out great defense there Eddie Jordan just missed sneaking around to steal that one and cause a turnover back again spin move spins to the left fires down great save there left-handed shot is certainly less powerful than her right-handed shot but good defense there stopping the Agawam attacker from getting on her right hand where she's got that incredibly powerful shot good pick up there maybe not sure the ball's in the air it's flipping around sticks we've got number 11 race driving to pick it up just couldn't get that water stick Grace was doing a great job chasing after it Talia Weiss on another ground ball Eastlawn Meadow has it it's on the ground again Grace is all over it Ally Thompson Agawam ends up picking it up number three Agawam has it bounces off of a body it's on the ground again looks like it's gonna be I'm not sure yes there it is Penna Merino with a ground ball pickup taking your time here getting it back to the goalie to set up the transition game for East Longmeadow Jenna Hawley taking your time good catch there by number 18 Ashley beak picked up this time by number three lukasik who's got it does a little bit of a spin move dog food passes a little minor dally Thompson grabs in her sticks firing away on all cylinders well but Kathy's got it she wanted to get to the goal there she's got to get her stick first and she does she gets it back to Thompson over to Mourinho Mourinho has it then they're gonna work it around Calabrese has it gonna try to work something here from the ax a couple of fake shots all fired over to mckek he uses her speed to chase it down picks it up keeps it back to Calabrese it's gonna set up a Dodge move here for herself from the ax she likes that spot she comes around and it all gets at a circle there great move there by Calabrese faked right she moved left she got inside the defender and gets herself on the eight meter Circle for an opportunity for East Longmeadow to go up 15 to two let's see what California does with this one she's on a really good spot here on the circle just off to the left oh and she goes with a low liner a great opportunity there enough power on it for sure made a great save now we've got it Calabrese has it she's firing around she's really moving she just got a little bit caught in the behind [Music] there I love to see trulio here really chasing down number 11 Grace fighting for it keeping Agawam out look at this incredibly good defense there tried to block off that pass ago I'm now going to try to set up its offense he saw a metal setting up its defense [Music] is there good aggressive defense by Marina like to see that out again oh good Dodge move good double dodge move there really quick skills there by number two from Agawam a good fake clearly one of the faster swiftier players in the team a good look there just dropped it out of her stick using your dodging skills very good in transition not sure about that Paso Agawam picks it up [Music] keep going Weiss look at that speed making sure not giving Agawam the easy look and easy opportunity number 18 Ashley beef right now on defense challenging number seven aggressively from behind the cage which comes again number two really quick flare there number two I didn't see her doing much in the first half but clearly could be a Difference Maker here for Agawam in the second half at the top of the key very quick got really good dodging skills [Music] just a little bit over aggressive there gonna get a reset my number nine really cute out far enough number 18 has it just gonna try to keep her off of her right hand because the shock most effective shot number seven with some good dodging skills maybe it's that goal down there that's about the fourth one maybe fifth off that post Ben Thompson Russian Jordan firing on all cylinders number five I mean good pick up there oh what a good move there that was look one way I'm going the other good luck to you trulio picks it up sure they're looking for a cutter looking for a cutter passes it back out to Addie Jordan Addie Jordan going through a little Syracuse move here with Megan morno techniques Calabrese trulio Jordan everybody getting a touch more now take that one right there one on one myself got a little bit of an opening balls Chase it down faces it down and gets it they are taking their time [Music] here's the 24 stuff um [Music] passes it out to mornos really just drop that one out of her stick [Applause] futuristic and she makes up for it she almost makes up for it with a one-hand grab s The Stick of the body angle I'm coming down the left hand side looking again a quick goal here come on dude yeah they're up fall down keep her off of there keeping her off of her right hand side that's a really good defensive play smart pass to the middle I'm setting up his offense over on the wing to number 11 gets it down low it is picked up right there by number 11.
that's what I understand from the board from the superintendent of Ellsworth I believe those numbers to be correct you could check me on them but I do believe the numbers to be correct good luck with the petition is what I would say I'm not so sure they won't vote for down here just to close the whole damn thing and I think that you know if that's we may have to take a hard look at that study what's actually coming out of this thing if you don't have any idea you better find out including the board members for Wilson because I understand that you're supporting this and if you're not I need to know now whether you are or you aren't supporting this petition yes or no why do you need to know because because that tells me you don't need to know anything about that you're on the you're serving a public board yes or no yes okay then don't don't address me let's start back and forth all right but anyway that's where we're at I'm trying to figure it out I'll be there in the morning to ask the same questions to make sure that they know that they're closing their grade school under their own well and we're more than willing to leave them have a great School of perpetually to the best of my knowledge nothing's been just closed about closing it and also more than welcome him to high school this number one rated in a lot of areas including his Plastics Sports I don't know what else you wanted so tell me how it works maybe I'll have an idea okay those are the only three people signed up for the public forum so now we're on to republishing the budgets due to an increase in our at-risk funding which they changed that this year to where Medicaid is automatic and uh we had a lot more people to qualify for free and produced which increased our at risk about 100 197 000.
Dr Sparling could you work with the originals to put the together all of these proposals and show us what the actual Financial impact and how they all work together that would be I think incredibly helpful and then where are we getting the money by the way can we can he go first yeah so originally the Blackboard contract was signed Years Ago by the board after an RFP and it started as a much bigger program that we cut parts of every year almost as they kind of either phased out or didn't work it started as about a hundred and forty thousand dollar contract and our most recent cut from that was actually one year ago when the contract just sat over one hundred thousand dollars and then we cut out the uh like thirty thousand dollar chunk of an app leaving us at that sixty nine thousand dollar amount roughly um so all together what we've looked at is kind of presenting the board back with all of the pieces that you had when you had the original RFP proposal essentially over 10 years ago to get back in apps and integration and website communication and to have these interconnected things that then work with our new sis PowerSchool more unified than their current one which is where we get these these different parts and even our current vendor has switched pricing which we showed you during the information over a month ago and we can definitely bring back any pricing you need um about what you're essentially sitting at is depending on the number of products you get you get discounts and we're sitting just around 120 I want to say for that first year um but it it does vary based on students so like even your emergency management system is based on a like per student pricing so depending on the size of the district we get slightly different pricing but again that's kind of where you're at yes it is back up from where it was but it's it's actually right around if you went back and looked at our original RFP you're right around that original like web Communications price that the board originally signed but now you're seeing those components again also the question about where it's funded at so the mass communications and website content management system are already housed expenses within our department that has to continue clearly we need some sort of solution for those two what which vendor we utilize but that money's already captured in there and adding in the addition of this EMS module taking into account the discounts that we get with these multi-product add-ons really is absorbable within that existing amount that we were used to paying with Blackboard when we originated the contract and you said that was how many years ago when we first started with Blackboard it was before my time right I think it's about eight eight or nine years ago it precedes me too yeah but we haven't been budgeting that much 140 000 we haven't been budgeting that kind of money right for a while um we recently those two cuts that Scott talked about were within the last few years so it has been fairly recently that we've had that large larger sum of money in there um again that the cost didn't go down because we felt that we didn't need the components the cost went down because the components weren't functioning the way that we needed them to for example when we discontinued the app it's because the app wasn't integrating with any of our other systems so essentially was becoming a landing page and then logging in separately to a whole bunch of other things that's just because the functionality of that specific provider is not really the current technology so we do feel that there's a need for that component it's just that we didn't have the provider wasn't able to provide it so we didn't want to continue to pay for less than par product but that has been part of our communication suite and we would like to continue on with that and bring that component back one other thing to note is even just looking at this one for year one to year two um because of Any switch you'll see a higher integration cost for year one which is kind of those numbers we're bringing back up because like when you look at catapult year one two ongoing annual you'll see about a five thousand dollar difference right there which is like your startup cost unfortunately you're switching to any company we have to make sure that integration is smoother and then year two would be ongoing a little less so yes we will ramp up year one and then come back down which is also why catapult has looked at up to like a five-year renewal but I honestly just grandfathering in the price at that second year for discounts thank you it's switching okay we're moving on 9.1 action item bills and entertainment thank you bills for payment can I have a motion please I make a motion to authorize the payment of bills in the amount of three million 667.40 as presented second Mr Saron hi Mr Gatewood aye Miss Johnson aye Mr Plover aye Ms Swanson the pride um you know you don't want to know about anymore not really I want a picture no okay oh we have a lovely picture from our last meeting that had our student ambassadors and many of our our beloved staff members there you go all right um so on behalf of the board we just wanted to say for your service we say thank you for your sacrifices for the time spent away from your families the missed activities the celebrations the travel and the like due to your commitments to the staff and the students of 308 the board offers a heartfelt thank you and our sincerest farewell as you transition from your board role again thank you from the Board of Education and we had something to do [Applause] has it been that long I recognize all right now Eugene is going to recognize the student ambassadors I was hoping I didn't cry when I did this no I'm just kidding but no the student ambassador's role has really been I think the Highlight for me and as I said last year you know when you all are doing this it's not about self-promotion it's not even about serving yourselves but it truly is about serving your peers and giving them a voice and providing the board with a a student's perspective that really helps us to govern and you're not only servant leaders as I talked about last year but you have grown and to be to be transformational in your leadership and there's a book uh that I was reading it's called the effective leadership Pro prototype for modern day and the author States this it says transformational leadership is a calling much more than a title a by acclimation [Applause] 15.4 the Board of Education will establish regular board meeting dates times and places has everyone had an opportunity to look at 15 points four yes options for Monday meetings and options for Wednesday meetings I am unable to do a Wednesday meeting I um I just weigh in this um and I don't know how to say this delicately it was the one thing I was going to make sure that I said tonight um our meetings are still long and part of that is on the board we continue to bring questions that we we could have probably put in our weekly updates that would have helped other board members to maybe cut down on those um I I loved and I think we should all celebrate things that we're doing but honestly like we're going to go to graduation I hope one of the things that we don't do as a board is take up our Public's Time by all seven of us chiming in on graduation it's going to be an awesome event it really is um but we've got to figure out ways to cut down our um our time and one of the things that we went to iasb and brought back information on how we could do that and we as a board um the two new members of course excluded have not done those things um and um um I I don't have faith in putting a long board meeting on a Wednesday so I I vehemently say we still have to do this on a Monday I also would question if we've contacted and um had any communication with other taxing bodies that we overlay um maybe it's better to go to a Wednesday but I would need to see that um and if not um it would be a change for anyone and in the general public who wanted to um make sure that they were hitting as many of the taxing bodies as they could um I understand that I don't like to just do things because we've done them forever I agree with that assessment but I also need as a board member to see that we've communicated with those outside taxing bodies and making it easier on our voters so I strongly advise us to stay with the Monday meetings the one thing I'll add in um in uh I guess I'll say Pro for pro Wednesday meetings and if we do stay Mondays I want us to consider this that for and for the climate and culture of our staff and for the administrators preparing for the meetings most of the time I mean we of course we get the information on Wednesdays and so if we don't review it until Friday and send our questions in then that means that every other weekend pretty much our district administrators are working all weekend to answer our questions and or preparing most of the day Monday well it's just really Saturday and Sunday and so I just want us to be mindful of that as well because if it was all Wednesdays then they could give them Monday Tuesday and even the day or Wednesday to prepare um but you know myself included I have to do a better job with of course just my schedule and making sure that whenever I get access to the information I send whatever questions that I have so that they're not having to prepare and answer my questions on the weekends every single time sometimes we know it's going to happen but you know I just wanted to make sure that we were all mindful of how it how it does impact everybody for when for if it stays on Monday and and I think we can um the fact that Jen's not available on Wednesday I mean pretty much says that we're not going to do it on Wednesdays um and or should we you know um the um the board Norms you know we're going to talk about those and that's getting your questions in um so that's where a place where we can mitigate that issue I agree um as well um and so and bringing the questions up um getting them in early helps our staff and will help shorten our our meeting time too I agree and so it's kind of freaking do a lot of that all at once you said that we get the board packet on Wednesday we get in on Thursday and a lot of times that information isn't even up like for instance the superintendent profile wasn't up and that's nobody's fault here I just when we get it so it does make it a little hard but also for those of us that do have you know full-time jobs it's hard to then on a Wednesday get a board packet and or have to work it is having the weekend is very helpful for that I'm willing to do a Wednesday meeting if we want to start at 8 30.
those are on the website under the referendum tab but look at those anytime we believe that in 2019-20 when we put this forth that we were the only School District that had proposed an operating referendum and said not only is this what we're going to spend the money on but here are the actual things that we're going to measure and hold ourselves accountable to accomplishing over the course of that eight year period we put those out before the referendum started and then we come back approximately the May meeting each year and just remind you of where our progress is developed on each of these goals and targets so the first one and and where the most money is going towards teacher retention in 2022-23 we are just under our goal of 90 retention of teachers 89 which is still better than where we were in 1920 and we're at 87 percent and that's of course going to fluctuate we're hoping tonight we only had was that 12 certified staff members that were retiring so we're hoping that next year that and only eight of those were classroom teachers the others were not classroom teachers so the next Slide the and and all ask for questions at the end as well um but I probably won't be able to answer them the rest of the people others in the room will be the next slide is mental health and this was taking over basically the funding of the counseling counts Grant we were able to have a huge increase our Target was to increase the number of mental health providers in our schools from seven to ten and uh because of Partnerships with Centerstone and family services and others we were able to immediately jump that in 2122 to 32 Mental Health Providers that's everyone from certified therapists to what we call Family Support Specialists or bachelor's degree level help and they are all not none of those are bcse employees they're all contracted through our Community Partners we're still at 32 positions now but two of those are unfilled as those Community Partners struggle with with um you know supply issues as well in the labor market next this one is social emotional learning and we continue to increase the number of uh teachers who are trained in developmental assets and social emotional learning the next slide is transportation and we have managed to decrease the number of buses in our district that are 12 years or older down to 12 now and should eliminate that within the next year or two and be at zero buses that are 12 years or older the next one also related to when we put this operating referendum Ford filling bus driver positions was one of the most difficult challenges we were facing coming out of the pandemic and I did notice the large number of bus drivers that were named tonight during the retirement portion of the evening so um I I'm Dr Bozeman don't throw anything at me we're putting this on the screen we have no openings for bus drivers right now so tomorrow there's going to be three people I know that are going to leave but as of right now it's we are an anomaly in the state when it comes to the way we're able to retain um and and Recruit new bus drivers right now and then the last slide is the only metric that we added after the referendum when we added stem Labs 50 funded by referendum dollars and 50 of the cost of that funded by Tiff dollars and we uh anticipate fully that the remainder of the referee referendum period will be able to fund those 100 of students having weekly stem lab activities with a certified teacher we're happy to take any questions again just want to bring this in front of you at least once a year and review our results and our spend thank you Mr Phillips we appreciate the annual update any questions about the metrics how we're doing how we're spending the money sure couple questions and I know we talked to earlier um one I really appreciate the format the clear goals the timing it's very very helpful to understand and that's publicly posted if we can go back to the teacher the first slide that kind of talked about salary increases the average salary can you explain to me how the 10 880 is received by the teacher and like you know what stipulations are if any on the payment there are sure great question we um at year five after your fifth year in the district we provide a five thousand dollar salary increase as a retention incentive at after your 10th year of service that goes to ten thousand after your 15th year that goes to fifteen thousand up to a maximum which is collectively bargained this is the only portion of the agreement that is actually collectively bargained with the Teachers Association every year or two we hope and so there is a maximum level so if a teacher is already at the top of the scale on their conventional salary portion um and the fifteen thousand will put them over the whatever we set the cap at which for this year is ninety thousand then um the referendum portion is reduced to max out we pay that out every other week just like on regular payroll it's not a stipend that only comes once a year and then on the counseling counts works if you go to the slide that had like the 32 versus the 10.
Grace truthful good pass right there number 18 Ashley B has it she gets fouled from behind she's gonna get to restart that with Agawam hopefully well they got to give her a little bit more than one yard it's supposed to be four yeah that's all right passes it over to Tommy Weiss oh it just gets double blocked looks like a football game right there they're giving her the four yards Talia is having none of it he's just gonna shove her way right through [Applause] I can't say I blame her when you're up Four Kings a two like that and someone's kind of like powered India people you just get yourself the turnover right there and off you go here it comes again the ball is like a ping pong ball right now all right number eight Killingsworth picks it up gets it over to Thompson Thompson crash come on now what Jordan had that one in her stick and warno catches that one passes it up to Thompson Thompson over the Calabrese I'd really like to see Calabrese get one here try to get a shot off or trulio or the technique that's got to be the plan at this point try to set somebody up the wheel's gonna take her chance here out of that I'm not really sure truly all having a great season really if you get a chance here for an eight meter with about 12 minutes remaining in the second half was slow she fires in and it is C like backed up excellently by Bridget Jordan very heads up play right there it looked actually like Agawam was in a position to get that and Jordan just kind of snuck behind her and asked his results she was closest to the end line attacking East Longmeadow another possession really taking the time here trying to set something up passes it over gets passed there and Calabrese we're gonna set a pick here he's gonna cut inside goes with a left-hander goes down low again to get uh get that one in the goal either true or Calabrese [Music] 22 Grace Howard session referee he was in the way of the passage got it passes it back over to Bridget Jordan Bridget Jordan really is a good try right there trying to get it in there to trulio to get somebody else she missed the pass but she gets it not sure what's happening here Paul is spirally out of control really keeping this possession alive for Nissan Meadow all by herself gets it in and here it is with like an underhand free throw shot one tried it so here they go we're running down the field trying to catch on a fast break Weiss is just riding this Agawam flare all the way down the sidelines Shifty number two she dropped it out of her stick and dropped out of her stick now she's got it again in case it got it picked up number nine has it oh okay possessions restarted oh boy that's gonna be a shooting space violation just got caught there wasn't sure about the restart I'm not really sure that was her fault but it was it just wasn't ready when it got restarted I don't think anybody was could save there by myself getting challenged right up front moving around waiting doing the right thing here waiting for the open player thank you hard to see who that was on that side who's got it and just kind of moving it up the field got to be a little careful here about getting challenged from behind yep just didn't see that one coming number 22 crazy you got a stop ball here and they do fires oh defense right there Hannah tap Stop The Possession stop the goal great slide there they really blocked the lane foreign maintaining possession here really trying to move the ball around back out to number two boys get a two minute break number 18 kind of caught that ball in the middle just caught tap a little bit off guard not sure it takes a I don't know he'll look at me possession 14 to 2 7 minutes remaining oh great defensive play right there by Kenna Marino got her stick into the passing Lane ball hits the ground gets picked up in the same similar play by number eight almost kind of moving around again it's been a little bit more of the ball on the ground here in the second half than what we saw in the first half chance oh that's a great shot right there by number two he runs it in fires it in the back of the cage and the left-hand side a great eight meter a shot from a very Speedy player two number two Agawam gold score by number two Isabella ugalini foreign very fast really good Dodger got a lot of power on that shot right there I've been very impressed very impressed with some of agawam's attackers some very powerful shots along the way really trying to go right through the middle I had it taken out of her stick oh a great pass there by the senior goalie just over the Stick of Merino [Music] um that smaller goal six inches too small that's that that hole that post is just getting absolutely destroyed to me just passed there back over to Hannah Taft who's back on the field looks like Jordan keeps it in front of her gets it in here last time here it comes a little bit high for Addie Jordan when she fights for the ball penalty right there balls on the ground again example um uh Apple I'm not good [Applause] puts her name on the scoreboard not sure but I think it was a pass by Bridget Jordan whichever who had the pass Canna Sparrow noise Howard number two we had a macri on the assist ance you bring the black coffees you bring the black coffees for Sunrise that seems like a little bit of an illegal play there but I think the refs were gonna let that one close yeah 8 30.
uh so to republish it takes two things that we publish not to replace two things to spin with you have to have authority and you have to have cash currently we don't have the authority if we get that much cash I did probably increase the numbers a little bit to have a room because if you have the authority of no cash you can't spend it either so you have to have two things to spin so during this process we increase our expenditures for at risk 000 which is another 80 000 more real money that's coming in because we're required to transfer from LLB in general fund that is a required by State Statute to transfer a certain that percentage that's right in our budget Authority so that went up 278 000.
that's I have my son I have a I have a commitment no we we get it Monday It is Well we understand so then let's talk about let's talk about the time um I know we thought we may be able to get it up to six o'clock would that help I mean 15 minutes is 15 minutes six o'clock is fine with me six o'clock we do six o'clock okay so it's Mondays at six o'clock which is closed session that starts at six o'clock the public board meeting then begins at seven yes see if we can make that happen so I think I need to make a motion Miss Hamilton one question um this is would be starting in July so we would continue our regular meetings on Mondays at 6 15. okay okay no there's another half dozen meetings on top of there we could start if we wanted we could you could agree um starting on May 22nd or well that one's a special one that's already sir your choice so then can I our board meeting is is is now before we oh Maureen's got something I don't know okay perfect I was is now an appropriate time to see if Dr Mario and Mary Jo have are available those days are you talking about the superintendent interviews so this way we can not we can get your question answered in three seconds rather than reply emails yeah fifth and sixth and seventh I don't think Jared was here as well so I I think we need oh Jared wasn't here either yes I need to clarify the my responses I am available those three days at the end of May and I can be tentative and the fifth and the sixth and I could be tentative June 7th so for the 30th the 31st and the first it was four five and six so it's between from four o'clock to six o'clock on the 30th and the 31st but on the fifth this in the sixth and perhaps the seventh it's only five o'clock at five o'clock I definitely prefer 30th 31st and first well that it's both so there's there's three days on three days okay the initial interviews will be the 30th 31st and the first and then the last round will be the fifth sixth and the and maybe the seventh and the fifth is already a board meeting so we are just going to start out early yeah um I may have to do remote on the on those days if that's if that's possible okay I think it's possible okay so then we're going back to the motion for the change of the board meeting time so can I have a motion to hold our board meetings on Mondays starting in July at 6 00 pm but is that option one without the date with the date yeah option one at six pm second miss simulton I miss venmuth aye Mr cloaker hi Dr Mario aye Ms Johnson aye Mr Cerrone aye Mr Gatewood hi all right um Maria H [Laughter] just Maria was fine Maria 16.1 opportunity for the public to address the board of education do we have anything more comments no okay um can I just welcome our new board members and welcome back our board members [Applause] to Amy and Mary Jo and Dominic and Jared school board members decisions affect positively or negatively the learning experiences opportunities and outcomes for generations of students that is a responsibility that I'm sure you don't take lightly during your tenure May the reason you serve manifest in our district and the lives of our students and staff thank you in advance for your service thank you thank you all right 17.1 can I have a motion to adjourn make a motion to adjourn all in favor aye
ship work is and I I'm I've as I read this I was trying to understand is this like a relationship with the community partner and then they're essentially working with the parents as insurance and or you know Medicaid situations and then delivering the services and essentially they're using our facilities as kind of like a home base to get closer to the client or how's this relationship work or is this really just we're Contracting it out and it's a service from bcsc I believe correct me if I'm wrong Dr hacker or others but the way you describe it is exactly the case providers are in the building students and counselors can refer a student to a provider and then the provider can either can do so much regarding providing immediate services to the child but then they can refer to parents to complete more paperwork to either qualify for Medicaid the company then receives that Medicaid reimbursement or the private insurance and then I may have a follow-up that draws Dr hack up here but the question I'll have is especially at the elementary level what is the role differences between what I would have traditionally seen as a counselor which happens by elementary school counselors in the room right now and the role of this therapist to our students what what and then what's the need of that therapist as we see this counseling count works sorry to bring you up so the difference is traditionally our counselors who are in every Elementary building see our students for some general things like maybe I'm struggling today maybe I had a bad morning and I really want to work with someone maybe my mom and dad are going through a rough time and I have a small group so counselors on the on the front one like Shirley Trav amazing usually do those sort of things a therapist gets more into detail a therapist has more opportunities to work one-on-one with clients and students and really meet the needs of that student where they are and then working in with families so our counselors may work with families but our therapists definitely have that opportunity to dig into what may be happening with trauma maybe happening at a deeper level with the child and then work with families as well so similar but definitely have have more of a therapy approach so would it be fair to describe it as the counselors more of a generalist and then the therapist more of acute or therapy a try I'm trying to do the right word but ongoing relationship for the specific issues absolutely and we want those therapists to build those wonderful relationships with our students as well as our counselors but the counselors again see more of a general field whereas a specialist a therapist would would dig into more trauma sure Mr now so I remember this coming up during the discussion around the referendum but I don't remember the answer so I'll ask it again um that the 92 percent retention gold does that account for resignations and retirements yes correct okay okay thank you Mr Phillips that completes the reports tonight I didn't know if they were all done down there the biggest question I had on number two was with the target of 10 but we're utilizing 30 should we adjust the target it seems like there's we're not going to go to 30 for no reason there's a reason right so it feels like there's probably the need the next question is is 30 the right number does it need to be 37 does it need to be 52 what is what what I made just some real quick things here how many uh how many student visits are there how many visits per student are there how many students with more than 10 visits these kind of things help us understand how how big the problem is and how continuous the problem is and it helps us understand what more needs we need to direct towards this issue I know we've talked about mental health earlier Dr Robert shared an article with us so I mean there's there's any of us that have kids that probably seen it or felt it you know I had a kid I talked about that Mr Edwards helped with a couple of years ago that was cutting his arms so I mean I think we've all seen these things I think we've heard the stories what what do we really need to do to protect the community yeah so I'll answer two pieces to that Mr major one in terms of resetting that go I agree um that we we got to 10 obviously very quickly because of the the grant that we had that came in from the Eli Lilly um endowment and and so that that allowed us to get there so resetting that goal and baseball need is going to be critical in terms of exactly how many we need we need more than that uh we're trying to identify that I see a couple of people here uh in in the front uh who we have the mental health matters um that uh effort that is going on in the community we just had a kickoff event a couple of weeks ago and so from both a youth and adult standpoint within the community we're trying to understand what that need looks like and similar to how ASAP was developed uh to help with with some of the substance misuse issues we had in the community this group is trying to figure that out from both a youth and adult standpoint will help us identify those those numbers and then uh the the last one being an engineer I miss out if I didn't ask about goal number six um especially having seen some of the excellent work that was presented earlier tonight with the uh the different groups that came in that had performed very well at the state level from a math and science standpoint um we've we've got uh a unique opportunity with the companies that are here in the community there's a lot of manufacturing that takes place all the manufacturing requires problem solving and so I guess my question here is is what what are we missing and what else do we need with respect to building uh stem Community here in Columbus that is unrivaled in the state and I will use an example of my nieces and nephews that live in Snohomish Washington their High School is one of the top high schools for robotics in the world and so how do we get to be we've already got a good start we've seen it with the kids that were here tonight but how do we get to be number one in the state and then work towards number one in the U.S what what's the Gap what else do we need well I don't have an immediate answer in terms of exactly what the Gap would be we'd have to have those measurements in place to understand how how we identify as number one right now from a stem standpoint obviously always opportunities for more more Partnerships more opportunities but as you indicated I think a year ago we had those state champions in math and elementary middle and high school plus the robotics state champion who went to the international competition and and one of only a few School corporations that had stem for every student at the middle excuse me at the elementary school every week so we're starting and trying to build up those things so what is next I agree what's that next that rung of the ladder to try to climb and and we'll try to understand that thank you maybe presentations at future board meetings on updates on counseling and stem and I had a I mean one kind of tie in there just from my experience at least from what I'm seeing in my time of partnering with Taylorsville and putting in the stem lab in it seems like we have a really good foundation at the k-36 level and then the other Doctor Heck has a really good strong system on the C4 side and the high school level it does feel like that Middle School level has opportunity we did I mean Jason and I were there at Northside we did see the robotics class so there is there but an insertion of that curriculum almost as part as the team's model maybe a situation where at least it kind of further Builds on that specials as they're coming out of K through six and and I think one thing that we talked about for three minutes was the potential to grow C4 into Middle School C4 program is a great program there's a lot of good things being done there and that might be an opportunity too to give the middle schoolers a little bit of taste of what they'll see in high school Mr nellum so I don't want to put more work on anybody's table but um I think that there is a lot of things going on it in terms of stem that there's pieces here and there that we are not necessarily aware of just as an example I know that we have had math modeling teams and National Finals multiple times so I think there are a lot of things that fall into the category of stem that it would be really cool to see a Consolidated list at some point but not by the next meeting I've made notes in terms of possible presentations in the future as to give a more coordinated look at both the mental health opportunities that we are making available for our students besides just the number that was presented as well as the stem opportunities in terms of uh follow-up on those items to Dr pleek the tracking of the retention rates is that that when do we get a report on that does that happen at the beginning of the school year I usually share some of that when we have the evaluation when we do the evaluation overall and I think that is has to be completed by September 15th so when we do that I'll give an overall a preliminary of the retention and maybe some of the trends that we're seeing so if they resign maybe what areas and what for and those purposes so that'll be at a later presentation great thank you anything else on the referendum update tracking metrics there we do have a number of business items on the agenda tonight and before we make decisions we invite public comments um we have a number of people who signed up on the blue sheet to make public comments I'll call each speaker up one at a time we have a three minute limit if it's a three minute timer in front of us it's probably got a lot of sunshine on it right now um some notes there that I'll call leave to you to read on your own we do ask that you clearly introduce yourself and give us your address we'll kind of go in order here the first person I see on the sheet is Shirley trap I'm Shirley trap here to comment tonight good evening my name is Shirley Trapp I live at 1070 West Lake Hills Drive and I am a retired 40-year plus teacher of the bcsc system my comments will be very brief uh I have read the draft policy and I find it to be appropriate and advantageous I would hope that uh the abort vote in favor of it I think it provides for the community particularly our school community and the board can continue on with doing the work for our schools that keep our children safe provide an education for them provide a challenge for them and keep it inspiring therefore I support the draft policy and hope that the school board does also thank you thank you the next person that signed in is Julie abadian good evening hi my name is Julia badian I live at 1048 lapwing Court I and my husband are parents of five kids who attended and graduated from bcsc schools um each of those five kids had very very different needs they had different strengths different challenges but they were all ultimately very successful in large part because of the education that they got in bcsc we've got one physicist one geneticist one engineer one salesman and one investment banker and all of these kids as I said they had different needs different strengths different challenges three of our kids I call them kids are where my husbands or are my husband's nieces and nephews and they arrived in this country not knowing any length any English at all they had very challenging circumstances and what we found here at bcsc was everything that they needed and even though all their needs were very different we found the that bcsc was able to adapt to what they needed all of their teachers were very tuned in to what they needed and even when they didn't have what maybe even at the beginning when the system didn't have what especially our immigrant kids needed um they the system adapted and um I I have so much confidence and respect for bcsc teachers and administrators and I know that they have and I've witnessed how they have continued to evolve over the years and I know that they will continue to evolve to meet the kids needs and to always have the kids needs at the Forefront of their decisions so I am here tonight to speak in support of the policy recommendations I I've read through all of the recommendations and I believe just like they always have and the experience that we've had in bcsc these recommendations will enable the school system to continue to evolve to meet the kids needs and and will enable the teachers to do what they do best which is to teach our kids and meet their educational needs thank you thank you the next speaker I have signed up is Tony plattner foreign plattner I'm 2702 Lafayette Avenue right down the street from here um both my wife and I and my son really truly enjoy the the school systems here he's now a graduate thank you of IU and one of the things um both my wife and I had done is read I think Dale said early all 62 pages of the recommendations and we found them to be you know as much as you know I'm not a lawyer here but it seemed like a really good good recommendations and appropriate for the community so um both Gail and I would like you to go ahead and approve these as quickly as possible and thank you very much thank you Mr plattner next speaker is Kathy Oren good evening my name is Kathy Oren and I live at 2880 West Carr Hill Road in Columbus Indiana my husband and I raised three sons all graduated from North in 2010 and 2013 and as as others have shared they had wonderful experiences at bcsc I also have reviewed each page of the draft of the policy recommendations I do find them to be appropriate legally and for our community I've reviewed the minutes from previous board meetings and I watched the video from the previous board meeting in April 24th I do understand that these policy changes are based on changes in state and or federal legislation or case law and it's imperative that the public schools adhere to State mandated changes as well as changes in federal requirements or case law and I understand that most if not all public schools contract with a third party to provide legal guidance for appropriate adoption of policy changes I understand that bcsc contracts with Neola to provide guidance for bcsc adoption of state and federal legislative changes into their existing school policies in fact many public schools across Indiana also use Neola for this guidance it's my understanding that Neola uses a law firm of Lewis and caps an indiana-based firm that is also a leader in the area of school law to provide a final review of these recommendations it seems a lot of time has been passed since the first reading of these proposed changes on January 24th a lot of questions have been raised by the public and by the board many completely unrelated to the specific State and federally mandated changes these unrelated questions and delays have made it impossible for the board to react to the new legislation in an efficient manner I understand there are two more volumes of State mandated changes that have yet to be presented to the board and that places bcsc board policies in a bit of a precarious position today I'm asking you to move forward with the decision-making process and to ensure that the bcsc policies remain in compliance with state and federal law and I would request that all presented policies at tonight's school board meeting be approved continuing delay just feels inefficient it takes away time from more important matters before the board and it takes our school leaders away from the most important business of educating our kids so thank you so much for your time and your commitment thank you Ms Warren I'd like to invite Dave Vincent to come to come back speakers Dave Vincent thank you thanks you guys I'd like to urge you to vote no on the policy changes the one that I caught my eye and um makes me ask you that has to do with the staff dress and grooming policy my wife commented to me tonight on my way out the door that she wasn't sure I was appropriately dressed to comment on a dress and grooming policy but here goes anyway I thought I'd take just a minute and read you our current staff dress and Grooming policy the school board believes that professional staff members set an example in dress and grooming for their students to follow a professional staff member who understands this precept and adheres to it enlarges the importance of his or her task presents an image of dignity and encourages the respect for authority these factors act in a positive manner towards the maintenance of discipline the board retains the authority to specify the following dress and grooming guidelines for staff that will prevent such Matters from having an adverse impact on the educational process all professional staff members shall when assigned to Corporation Duty a b physically clean neat and well groomed B dressed in a manner consistent with their professional responsibilities see dressed in a manner that communicates to students a pride and personal appearance the dress in a manner that does not cause damage to Corporation property and E be groomed in such a way that their hairstyle or dress does not disrupt the educational process nor cause a health or safety hazard that's our current dress policy guys this is pretty good matter of fact I think it's perfect um why would someone vote to change it that's what I'm asking myself I know it's not because Dr Roberts put it up for a vote because you guys love giving him the Dickens I know it's not because of Neola I don't trust Neola I don't know who they are I don't trust them I trust you guys because I can come here and look you in the eye and talk to you and you guys can figure things out I trust you guys because I know you're going to vote what you feel is best for our students and for our teachers again I urge you to vote no on these changes thanks thank you Mr Wilson Sarah Dunlap the next speaker I have listed here is Sarah Dunlap good evening thank you for giving me the opportunity to speak my name is Sarah Dunlap I live at 2209 Caldwell place I'm a former faculty member of bcsc I'm a very involved mother of two bcsc students and due to that involvement I did my due diligence and reviewed the draft of the policy recommendations I find those appropriate and I do encourage and support the approval of those policies okay thank you Ms Dunlap the next speaker listed is Kristen Munn your Podium was not made for the short of stature I am Kristen Munn I'm at 1055 Tanbark in Columbus Indiana I my husband and I have two children in bcsc a junior at North and a fifth grader at CSA Lincoln I want to say thank you to the administration and the elected officials for all you do to ensure that our community and our children receive a high quality education I have reviewed the 60 plus pages of the draft policy recommendations as well as reviewed the video of the last board meeting and listened to a number of the concerns that were expressed regarding the policy changes my understanding is that most of the proposed changes are based on state and federal legislation and or current case law and that it's not only reasonable but necessary for our public schools to be in compliance with these regulations um my children at different points in their academic careers up until this point have faced a number of challenges none of those have involved anything that their teachers are wearing to school so that's not a concern that I personally have for my kids or their education um so as a community member a taxpayer and most importantly a parent that cares about the quality of Education that my children and all children in our community receive I would kindly request that you devote no more time to what my opinion appears to be really standard policy revisions and I request approval of all policies presented tonight with no further delays so that we can get back to focusing on more important issues that impact our kids so thank you again for your commitment and your leadership in this matter thank you Miss Munn next speaker is thank you next speaker is Angie Grimes please hi I'm Angie Grimes and I live here in Columbus I'm asking you to reject these policies tonight I have several reasons why the first I want to talk about is school visitors policy the first issue that I have seen is that it states the superintendent or principal has the authority to prohibit the entry of any person to a school of this Corporation or to expel any person when there is reason to believe the presence of such person would be detrimental to the good order of the school I think that word or creates a loophole and that is very scary the superintendent or principal could keep someone for any reason entering the school potentially taking a parent's right away to have access to their child within that school my suggestion would be to change that and say something more like this the school board superintendent and principal have the authority to prohibit the entry of any person when there is reason to believe that that person or persons aims to cause harm or be disrupted to the school another issue I still have is with the visits by the school board I have some concerns about the school board having to go through the superintendent to have access to going into the school and I looked over policies in other places that use Neola and I've came across this one and I I thought it sounded a lot better than what we're proposing here it stated individual board members may visit a district school at any time board members may not be required to give prior notice of the visit another board member or District employee may not limit the duration or scope of the visit or direct a visiting board member to leave the premises the board member must sign in and out at the school's main office and wear his or her board identification badge at all times while present on school premises the board member shall be visiting as an interested individual in a similar capacity to any parent or citizen of the community these visits should not be considered to be inspections nor as supervisory in nature if during a visit to a school or program a board member observes a situation or condition which causes concern she should discuss or he should discuss that situation first with the principal and the superintendent as soon as it is convenient or appropriate such a report or discussion shall not be considered an official one from the board if the board member believes the situation or condition is serious enough he or she may also inform the superintendent I find that to be um a great policy from Neola and I hope that you will consider that and keep that in mind thank you Ms Grimes the next person who signed up to speak is Loria Thompson good evening my name is Lori Thompson I live on champion court in Columbus um Ray's two sons and have grandchildren that have gone through the system here my two sons graduated here from North I've read the policies and the proposed changes all 62 pages there were a bunch of redundancies in there and some of it was just clean up stuff but there's a lot of good information in there I was particularly interested in the curriculum portion where there's it's amazing the number of things that we're trying to teach the kids it's it's a vast curriculum and things keep getting added without many things coming out but it's all good I understand that those 62 pages is a lot but I do believe that we've had four or five months to review them and as leaders of the school system it's time to approve them which will enable the Stu the school system and the staff to get on to other important things whether it's policies coming after this or the things that you've planned like the new fourth grade math process that you guys are going to be starting which you approved not too long ago or the high school consort teams that you're going to be starting next year to keep the teams together to give them a better opportunity to graduate and of course my favorite hiring more diverse staff I can't wait to hear what we've done this year I've read the policies and the changes and they appear to be legally sound as well as really good for this community I urge you to approve all presented policies at tonight's school board meeting thank you foreign thank you Ms Thompson the next speaker signed up is Dan Oren damn it we're in car Hill Road um as someone who's had to deal with state and federal regulations as I went to read this set of policies it was eerily familiar I've noticed that there seems to be some confusion about where exactly these policies came from as I read through this just as an exercise I noticed that there are 53 references to the Indiana code there are 24 references to the CFR 18 to U.S code and 12 to the Indiana administrative code and that's just in the 60 Pages if you go look at the entire policy we're up to 250 references to Indiana code 102 the U.S code 75 to CFR and 31 to IAC basically what this tells me is these documents are the intersection of lawyers and legislators and it's pretty safe to assume that virtually everything in this document has been argued over and discussed Ad nauseam we had a concerned parent last time who was concerned about how morality would be in the mandatory curriculum I answered that question is Indiana code 20-30-5-5 where you'll find the exact wording that appears in these in this policy basically what this says is if you really want to change policy the school board is not the people to appeal to you need to go to see your state legislator or insert cases you need to go see your U.S representatives and eventually you got to go talk to the people that actually promulgate the code as requested by Congress been there done that good luck so I I think you've had time by now to consider the options that were presented to you by the current legislation and I'm sure by now you've had the chance to pick the wisest selection of those and I encourage you to go ahead and approve those changes tonight thank you thank you the next speaker who has signed up is Laura Garrett good evening Laura Garrett 19th Street Columbus Indiana I have two Elementary age students in bcsc I want to commend everything about the school system and what it entails from principles that care a school board that is spending way too many hours on something that shouldn't be talked about over and over again because of the exact thing that was just spoken about I have read the documents I want to be a mom I want to be home with my kids but I'm here um and I'm reading things and I'm watching school board meetings and what I'm seeing is wasting a lot of resources and time on something that very clearly is is standard it should be happening and what we should be doing instead is spending time actually benefiting the students that are in the schools and when we take time such precious time out of that to spend time discussing policies that are not amendable we then take away what we need our kids to do and how much love and support and care we have so what I ask is that we can we can do more of the support of all those great kids that stood up earlier tonight we can look at this policy along with the stacks of others that you need to approve and you can approve them and move forward and get onto the stuff that my kids in my in those classrooms experience every day thank you Ms Garrett we appreciate the comments from everyone this evening in advance of our decision making and I think now it's time to move on to that Dr Roberts you have some recommendations for the board tonight I do Mr stinner so just again so the request for approval I have in front of you the first group of those is pretty standards we have the minutes of the regular school board meeting from April 24th two weeks ago we have a list of supplemental contracts that you were given school fundraisers we have claims in payroll the claims dated today are a little over a half a million dollars the pre-run from April 1st through April 30th was 2.4 million dollars payroll 3.4 million dollars and then we have the additions uh so in the public hearing tonight Mr Phillips referenced these four uh resolutions so you have a project resolution a preliminary determination resolution a preliminary Geo or general obligation Bond resolution and a reimbursement resolution all related to the Schmidt Elementary School renovation project we also have from Dr Bozeman he is requesting permission to declare some classroom Furniture Obsolete and then you have the list of the oil policies that we have talked about for a little bit and you heard some comments about here tonight so those are my items of recommendation we've heard those recommendations from Dr Roberts board members what's your pleasure given given level of public comment I'm recommending that we move item G out of the consent agenda we have consensus on that second it does doesn't require a second I don't think yep thanks Jason so item G 3G will be voted on separately any other items in that category let's first consider items 3A through F please do we have a motion for approval I motion to approve live items 3A through 3F as presented second it's been moved and seconded I'll open it up for discussion questions Dr Roberts are you ready to answer any questions we might answer I do have one question Mr Schulz um looking at the fundraiser requests it looks like a lot of these are retroactively Grant approval given that out of the 19 I believe only two are still have not started and 16 are completed is that I'm just making sure like is that correct working I didn't know what the process was so that's why I was wondering about that that's correct Mr Schultz the this is one of the items that the State Board of accounts after an audit several years ago said every single fundraiser needs to come in front of the board um it seems somewhat repetitive a little bit but it also brings to to light how many we do and how much kids are working hard to make sure their clubs last so they sometimes get get them in forehand but most of the time not and that's what I was just checking to see what was the purpose okay thank you yeah and I I think my question is it's probably no but is there a lower limit to like a pre-approval because looking at these there were 19 and only five of them were over fifteen hundred dollars several of them were 250 200 bucks something relatively cheap um is there can we put a limit to say anything under fifteen hundred dollars has got a pre-approval is there something like that because to Logan's point I I don't what if what if we did not approve these but they'd already taken place right I mean that's the of of these only two or three of them have already been completed so 16 of them I think are already over with I do believe that would be a policy question and I'll dig into it make sure it's most of the time the State Board of accounts is auditing us to our own policies so we can we can adjust that or introduce a limit whereas now it says all that pre-approval would be great and the only other thing I had is there there was one for a very large amount can you just make sure that the hundred and ten thousand dollars wasn't a typo will do thanks it's a very successful fundraising other questions about items 3A through 3F any other discussion on the matter [Applause] if we're ready for a vote it's been moved and seconded to approve items 3A through 3F all those in favor please say aye aye aye any opposed say nay the board of outside I think that is approved unanimously I do 3G do we want to start with a motion for item 3G all move that we approve item 3G the policy recommendations as presented by Dr Roberts a second it's been moved and seconded to approve the policy recommendations from Dr Roberts I'll open it up to discussion so Mr nelin um so I second but I'm not ready to pass it I just want to discuss um so I have a proposal for policy 9150 which is the one about visitations School visitations particularly the school board this isn't a big change but but um I got a lot of feedback from people that it um doesn't sound very inviting um so so my proposal is um the first so this is the last three paragraphs in the board documents page 117 on the on the other it's page 61 I think just that policies so my proposal is to delete the first sentence which states individual board members who are interested in visiting schools or classrooms on an unofficial basis shall make the appropriate arrangements with the superintendent so I propose that we strike that sentence and replace it with individual board members are welcome to visit bcsc schools facilities and classrooms on an unofficial basis a board member shall make the appropriate arrangements for such a visit with this superintendent or the superintendent's designee okay so so that's a proposal so I'm desperately hoping for a second we've got a motion and a second to approve and Mr nallen you're moving that we make it maybe I'm making this so I don't know what I'm doing is no this is I am I don't I don't know can I make I'm making a motion that we change that my Park is this something that we can do after we've motioned you can to vote pull that one out you you may make a motion to amend the motion motion to amend thank you on on the table for consideration and I believe that Dale's motion would be that he is saying that the policy should be approved as presented with the one change being this sentence in policy 9150.
good work today wide open I hope you had a nice golf season it's over it's time to work [Music] not shooting at 85 at Franconia this is your retirement you should go home five in the morning with the dogs [Music] she's gonna get chased great aggressive defense there by Grace Howard really pushing the AG along player out ball gets passed behind number 28 test and Alton her yeah strong defensive position [Music] tag along you're looking for Cutters defense has been relentless oh boy here we go and the chase is on [Music] a little bit of us not the greatest that passes and it was there kind of Bridget Jordan is fighting for it ends up going turnover to East Longmeadow going down yeah you got your car over there they really have a building teams let these play on here with one minute remaining that clearly otherwise the Vlog here getting it over into the cactus stick the Khaki is going to really I really hope it all here and she is on the inside take it around Nicole under opportunities here with the varsity gets an opportunity in this game uses her biggest assets shows an inside move to the right speeds around the goal takes the short angle puts it into the back of the net Sabine technical 16-3 East Longmeadow five seconds remaining in the game four three two one [Applause] [Music] hold on
we also why we were doing this we increased our expenditures for vocational post-secondary education because we're we never have enough authority to actually code some of those things that we qualify it's good to actually identify where you're spending the money because sometimes you can't get into vocational it just comes out of jail but it's really a vocational but we'd like to keep better records of that so we know how much vocational expenditures truly are again and only that that all the funds that we have like at risk and Vocational there's only two ways that funds go in there and that's by transfer general for local option budget because those are the two funds that come in annual Progressive were all transferable funds and we talk about cash balances being reduced or we only started with five percent of operating this year those are the buttons because you can't you can leave money in them but you know reduce our contingency our Capital Ally and then of course everything else is really loud at risk and all the special ed and trying to carry money because we have to pay for special ed so those are the reasons that we kind of look that we probably skip we're eligible for those funds we need to have the authority to spend it but we have to be published to do that just as a reminder this doesn't affect any tax dollars 20 meals general fund this is all based on account non-ten so when we do the regular budget we really don't like this to happen because our local opposite budget is based off what we fill out in that general fund in July so when your general fund goes up your lob cannot go up although they increased my transfer because technically on paper they computed with them but there's no more tax dollars coming in for that that's the reason my transfer out of Lov went up in that risk so lob stays the same okay so basically gave up about 30 of that not having enough cushion in the general fund we didn't estimate high enough usually try to try to estimate enough have a more Authority than graduate of the cash this doesn't happen but that didn't work this year but there is no tax increase at all I'll move to republish the 22-23 budget has presented over budget hearing on Monday May 22nd at six o'clock here second motion by Roger second by Allison any further questions or discussion hearing on all those in favor say aye aye any oppos same sign motion passes 7-0 the child paragraph uh Great Bend Economic Development has formed a group a b c c which stands for advancing Barton County Child Care Incorporated and it's actually an incorporated group uh they have their own website if you want to go to it got it Dave asked USB 112 to partner in the Care Child Care capacity accelerator Grant from the state they have been doing work with this they have plans for a 59 slot child care center it's already been developed a great bid they are offering all part of the county schools and opportunity to partner and they would request funds to build a 59 they already had the plans for a 59 slot Child Care Center it would be on school property which we'd have to write an agreement for that if they get the funds you know it's going to be an opportunity they would actually hire it and probably help facilitate the daycare so I think it's a just an opportunity the state has put a lot of funds in a grant for this child care and they're basically looking at like one County one Grant Per County so I think it's uh it'd be a great opportunity for us to partner with the abcc Incorporated to provide possible daycare here at Claflin because of Orange County you could repurpose we had a lot to wait to see the grant you have funds who've been collecting for daycare we could change the scope of the funds we have into other elements in Hollywood or Wilson with some of those spots to change the scope so take any questions on that the board would approve it I will have to write a letter saying that USB went to a board I'd have to write a letter for the grant and I'd probably try to get the city to also write a letter to school programming because that's what the cutter required so it's stable is provided that's what that's what our share is we're we're giving up the property for them putting that building upon it I mean that's not a cost to them they're putting all the funds towards building and equipping a big bang slot daycare who owns the building that's in the grant we talked that's a contract at the end and we talked about that and she said you know uh the school could also help with cfk will be the food service provider they purchase that and stuff but they said it something would happen down the road that would be in the contract you know I would assume it's going to refer back to the school if at some point they would draw trouble but that so they've got that contract with the great bid working with Boise Pitt and I haven't heard about elephants yet what ages would be eligible for them from birth to school age yeah so they actually probably do it after school teachers get like a priority or so that would be it would I don't know about priority but if the board wanted to contribute for some of those fees for teachers that be the same as right now we've given about a 50 discount at Wilson for staff so lack of income is also invested you know 112 is investing but if you don't collect it you know so you can invest a stipends for daycare their employees to get down we at this point abcc would actually be the operator they'd be taking care of employees and things and stuff like that within party account so we have to get to the administrative agreement it would be just like any supplemental you'd offer a teacher one of the two places I lived at would be north of the tennis courts or north of the industrial Arts Building or through that road between the Windbreak of the road or north of the tennis courts both low traffic areas for parents but close enough they're dropping kids off Child Care off too and you'd have to have a play with your own playground it'll have its own playground and everything else there's about 600 regulations 59 slot daycare facility would it be something that like the facts class and stuff could be another thing they could utilize it for education purposes that they're trying to get their uh Child Care license daycare license or a great facility type Prudential they can have volunteers too as long as they're not a great supervision of kids as long as they have somebody right there with it so there could be an educational experience for kids also I think the location might be something that as we know is square footage and requirements or everything's important discuss further down the line so they took a Google map and this one to make sure when they do it that it improved by because of the zone or herself access to utilities drainage all those things so they've out they've already taken the Google Map but I would try to I think I think their architects of other equal sites in Terminator Okay but I again that's still open I know there was a discussion closer to the highway but I'm not sure the closer to the buildings always better I think probably not road that goes behind the high school maybe either one way or something maybe get that tape yeah that's partially are there any further questions or discussions [Music] I would entertain a motion to move to partner with abcc Inc for the child care capacity accelerator grant for a daycare center on school property emotions which is my second from Chad any further questions or discussion all those in favor say aye and we don't know the same side promotion passes 7-0 online page so the district last a year ago purchased online enrollment for the first time utilized so we still have that we'd like to utilize the online enrollment and along with that would like to recommend an online payment for parents or anyone there's a wide variety of that you can do with that credit cards debit cards that required to do achs to want to do that um where there's fees for that but I would recommend that the District pick up those fees at this time just to help parents get started with online involvement and so forth that they could be advanced I would think on younger parents probably tends to help out younger parents this capacity with the let alone in low budget balance they could actually hop on put it on immediately that's there you don't have to worry about getting cash or a check to school so I don't have to be um I'm sorry yeah it depends on how you track it yeah okay so the characteristics you're using okay so parents I mean yeah I just know that it's a trend of course for parents and stuff for kids so at some point we'll probably have a point to sell in the office if you wanted to do it in the office and we could add anything we want such as a fundraiser if you want to use a fundraiser up with it if you wanted to do whatever you wanted you know you can expanded my recommendation would be to and we've has Administration actually they looked at it a year ago before I got here I'd use defunds and two other school districts and so we had another presentation for secretarial staff and because administrators and and all my 10 people they they think it's a pretty good one too so they're they're they think it was successful the presentation so I would recommend these photos the only expenses after the first year is 350. there's more now so again you're going to waive the setup okay put you have a percentage there's about a three point six percent fee that served yeah so that's 3.6 percent I believe that's what that says that there is a [Music] and then if it says hch there is a I calculated on about 10 or 20 000 it's going to cost less than about 850 25.
that motion to amend would require a second and the board would have to be in favor of that Amendment I'll second that okay so the do we go back so so my question is because we have a discussion on that yeah let's talk about the amendment first Mr Nowlin that you moved and noted Mr Grimes seconded to my my rationale is that it's not changing the the legal content of what's there but it gives the message that we as board members are welcome in schools and um and I I appreciate that the policy clarifies that we're not there under any kind of inspection we're there to inform us about what's going on but it just could sound a little more friendly any other discussion or questions I have sidebars but not on your Amendment so okay um what do you have sidebars I mean I like I have extra but not pertaining to his Amendment oh not on this one on this one something on this amendment Mr major I didn't want to steer away the conversation from the amendment understood we'll we'll get back to the main motion can you can you can you repeat what it was that you wanted it to State um so that I'm trying Okay so the first sentence currently says individual board members who are interested in visiting schools or classrooms on an unofficial basis shall make the appropriate arrangements with the superintendent and my proposal is to remove that sentence and replace it with these two sentences individual board members are welcome to visit bcsc schools facilities and classrooms on an unofficial basis a board member shall make the appropriate arrangements for such a visit with the superintendent or the superintendent's designee and I added that because typically we've been notifying the assistant superintendents along with Dr Roberts any other questions or discussion on the amendment if we're ready for the question all in favor of the amendment as proposed please say I I this this just is for this one this vote is amending the Motions this is the two sentences that would replace one sentence this is not the vote on the policy and to be clear I believe Mr no one's motion is approval of the policies with this one change to the policies um I didn't think so I thought Mr Grimes made the most I think there may be other issues to come up that I was trying to take them one at a time right now so let me let me so real quick I think real quick Mike I think the first motion Mr Grimes made a motion to improve on everything as it is erect inside I got seconded correct inside of that we've made a motion to amend correct and we're ready to vote on the motion to amend the underlying motion approval of the policies so the amendment is to that motion my understanding of the comment was that the amended motion would be approval of the policies with this sentence having been changed that was my intent but I don't know how the whole thing is so Dale I I just think that if there are other pieces of this that we're going to talk about it would be it would be efficient to vote on each one individually and then see what we have as a package when we're done it would be my assumption that we'd move on to other items is that within this set of policies right after we've decided that that was my intent with that motion Within These set of policies if that works there could be further motions to amend As you move along and that that's fine if that's very good I'd like to move forward all right so right now the motion to amend from Mr Nowlin seconded by Mr Grimes I think we're ready for a vote I think maybe we actually started the vote um if I could interject just real quick Mr McIver correct me if I'm wrong but with the um Motion in second to amend 91.50 and and therefore the policies overall be uh now ask for a vote with that amendment to 91.50 it doesn't stop other discussion about other policies at this point in time before a vote is so the motion of the second is is to have that change to that policy now we're discussing those policies any other questions comments from the board would happen during discussion after the vote on the motion to amend okay so we're ready for a vote on the motion to amend the whole reason I I wonder ask about that Mike is I I understood you to say that voting to amend that wasn't just that policy it was that and then of proving all policies I believe the underlying motion is still to improve all of the policies you are you are not taking the action to approve all of the policies without its vote though thank you so we're voting to change the recommendation here to just include his okay let's make sure we're up there okay okay so on the motion to amend all those in favor please say aye aye aye any opposed please say nay all right so Mr nowlin's motion to amend 9150 has passed we still have before us emotion from Mr Grimes to approve item 3G so to be clear the motion in front of the board at this point would be approval of the policies as presented with 9150 now having been tweaked that is the motion that is on the table further discussion or questions I do I do have some comments and I want to first start off by saying I appreciate all the feedback from the public on pro and con and I've taken a lot of it in and in reality a lot of it fundamentally comes down to two prisms in which we look through a collaborative one and a fortress one a lot of these have legal statutes a lot of these have legal interpretations that we can take one way or the other and similar to I Believe Miss Grimes who came up I too found that exact same policy and it's just a different way of approaching the same outcome and still being in adherence to Legal statute and so when I look through these prisms I I say do I want to see the school system that I recall that always brought parents in that always welcomed in that Community aspect and broke down those barriers and that's the prism that I want to see and that's the prism that I look at when I'm voting I have four Elementary age kids uh just first Giggles five six seven eight they keep me very busy I've spent at least 50 hours reviewing the policies and the attached statutes this does not move the needle on graduation rates and this is where we need to get past but I can also say I have a lot of unanswered questions and I've provided those questions I can go through them line by line but they're still unanswered and so I get I mean I will always adhere to a common courtesy on 9150 and professionalism as standards because at the end of the day when a school board member comes even as a parent and Mr bachmeier is not here anymore but if I come into my own child's school it's an educational disruption at this point and I recognize that and again right as that's just looking at it and I'm just explaining myself ahead of time because I don't really feel like it's the Public's best interest to go through question by question but if that's what we need to do it's just two different prisms I really want to see that school system that brings the community in to move our students forward and again just like Miss Grimes showed for every policy that we're recommending on legal statute there is a much more open and much more welcoming version out there thank you Mr Schultz additional questions or discussion from the board foreign I got nine pages of stuff here so staff and student relations this is one that I think there was a lot of conversation around um let me try and find it real quick so I get the right one here hold on sorry for not being having this one ready [Music] staff and student relations so they're um this one's uh a little bit tough to go through because we had everything listed as accepted then it got struck out and it seems like it was back and forth and back and forth there was never a good Rhyme or Reason why things were omitted and I think we need to have some pretty solid Clarity on what is and isn't acceptable with respect to policy for how at all levels the staff shall interact with students I got a couple examples here one example is from fox59.com South Decatur teacher charged with stalking since 600 messages to students this teacher has been charged with stalking after sending a 15 year old student more than 600 text messages which included lewd smutty jokes and memes there's two pages of this but I think we need to have Clarity on how a teacher or staff in the student should be allowed to interact she was brought up on charges of misconduct and stalking along with misdemeanor battery there were several instances of inappropriate behavior between the teacher and the student uh several hundred 600 to be exact uh text messages allegedly had sexually related conversations with the Juvenile and another student in the classroom told the students about her toys told a lot of other very inappropriate things about herself let them call her derogatory names the police reviewed these messages as well that's why she's been uh removed from schools and was arrested she made several inappropriate touches to the child on the shoulder on his arm running fingers through the hair took the student's phone did some things with the phone when the student finally quit she kept sending vulgar jokes a lot of this information was tied directly into staff and student relations for example it was listed I know we had struggled with the hugging there are times where hugging is obviously appropriate but there's also times where it's inappropriate but we had struggled a lot with this hugging section but kissing a student should not be allowed physical contact Beyond handshakes and fist bumps uh probably not allowed putting your arm around them patting them on the butt those kind of things not acceptable telling sexual jokes should not be allowed engaging in talks with sexual innuendo or Banner with students should not be allowed talking about sexual topics not related to curriculum should not be allowed and even if it is related to curriculum if you are not the teacher of the curriculum it should not be allowed showing pornography to a student should not be allowed in any form whether it be written in a book heard on an audio cassette or recording or in any form of video taking an undue interest in a student needs to be defined there are some times where some students do have needs Beyond what's in the classroom and that's where a teacher needs to be able to identify that and work with the appropriate counselors to ensure that that student gets the needs that are needed for them I know Mr nowon has used examples in the past that are good examples of how he's helped kids but there are boundaries that need to be well defined and clear so that people don't go past those boundaries initiating or extending contact with students beyond the school day for personal reasons should not be allowed using any form of communication to discuss personal topics not related to school should not be allowed with the exception of the communication being initiated by the student in order to seek help for a problem then the person receiving the contact should redirect to a counselor Dean or administrator depending on the issue once complete the initial contact should be broken off and allow that administrator Dean or counselor to continue that contact and get them the right help giving students rides in the staff member vehicle or making students or taking students on personal outings without administrator approval should but not be allowed it specifically said without administrator approval I don't believe that it matters if the administrator approves it or not what about the parent where's the parent in all this so today I can tell you that in the past I uh coach wrestling at East for a little while and I gave students rides home because they wrote one individual Roadie's bike from up near the airport the East every day his parents never picked him up his parents never attended a wrestling meet and so there were several times when it was raining where I would throw his bike in the back of my truck and take him home today I would suggest that if we did do something like that since all of us have cell phones and the students can contact their from their parents they should ask for permission no one should give rides to anyone for any reason without some written via text email letter or no approval from a parent invading a student's privacy by walking into the bathroom or locker room or any other reason should not be acceptable the area here that would be a concern would be the locker room an example would be if a PE teacher or coach may be in the locker room when a discussion should take place then ask the student if they can meet with you after they're dressed and leave the locker room going to a student's home for non-educational purposes should not be allowed Only Exception is If the parents and the teacher are friends and the parents are home and the parents are the reason for the visit inviting a student to the staff member's home without a chaperone should not be allowed here's another one even with The Chaperone it probably should not be allowed without the approval of the parent giving gifts or money to a student for no educational purpose should not be allowed if a student has a specific need then it might be best for us to establish an assistance program if one does not already exist that could be identified to help the student accepting gifts or money from a student for no educational purpose should not be allowed being overly touchy with students should not be allowed favoring certain students by inviting them to come to the classroom at non-class times should not be allowed pulling a student out of class to visit with the staff member should not be allowed unless there is an educational purpose for it providing advice or counseling a student regarding a personal problem should not be allowed unless you're trained to do so talking to a student about adult issues should not be allowed being alone with a student behind closed doors without educational or counseling purposes should not be allowed in the case of counseling that is highly likely that the parents will be involved with the conversation as well telling the students Secrets or having secrets with students should not be allowed there was a section there where you can add some things and I felt that we should probably add purchasing Alcohol Tobacco or vape products or any other items for underage use should not be allowed there's a lot of information right there that again was in policy out of policy I think that with these examples of Next Door County of South Decatur that at least for this one we need to make sure there's clear policy and when we talk about clear policy another one on fox59.com is talking about Brownsburg Indiana in Brownsburg Indiana there is a law firm representing a family of a seven-year-old special needs student who was told to eat his own vomit by the school staff at Brown Elementary School this was done because their policy indicated that it was to encourage children to keep eating even if they spit out their food what do we not know the difference between vomit and spitting out food because we don't like it there were five or was it five or six teachers here um that either witnessed and failed to report or were part of this issue and this incident and again this was referred to the police and uh were charged with class B misdemeanors that does have policy for spitting out food but again is it clear so for 1301 32 1301 and 42 1301. those are the concerns I have with those policies it's a dress and grooming can we talk about that one are you going on to another one or can we talk about that one well let me ask this question have you already read my nine pages yeah so you've already heard these yeah I wanted I was going to comment on this particular one about please do okay because that's so when this first came out we had issues I think I was the first one to bring it up that if we're going to say you can't hug a kid don't go to graduation because you're going to see a lot of hugs um and and at first when they crossed when the solution was to cross out all the examples I thought oh that's going too far but I'm okay with that because um first of all the examples aren't the policy I mean anytime you give examples it's going to say include but are not limited to the following we can't come up with enough examples to cover everything and part of it is examples that seem like yeah that's a no-brainer we shouldn't allow that so one of the ones you read and this is going to be tough for me to do but I'm going to do it g prohibit initiating or extending contact with students beyond the school day at least he's twice in my career I made a trip to Riley Hospital to see kids who were terminally ill sorry it had nothing to do with math and yet I would be violating that policy so it yeah when you read it you think well yeah teachers shouldn't do that but then there are situations where it's not inappropriate and it fit the same words so that's one danger with examples and another danger I think is that that people are going to think it's it's an exhaustive list and I am really comfortable with with saying the board prohibits inappropriate boundary invasions by a corporation employee into a student's personal space when you give examples when we talk about things that are inappropriate we all know they're inappropriate but when we try to give examples it's it's really hard to not have an ambiguous example that could swing both ways and just in in response Mr major to seven years I noted that you know a lot of the examples you came through some of the examples you you mentioned you know should probably not be allowed or should not be allowed with these exceptions or unless and so yeah just to kind of back up what Mr nellon said there I think you know it's not black and white there is a lot of gray area there and you know that's why I feel it makes sense to take the examples out if we have a lot of examples with this exception or probably um defeats the purpose yeah I I guess I have some questions as well was there a legal statute that triggered this policy because I'm not seeing any cited it was believed that our current policy manual doesn't have anything specific to staff and student relations and so this was an added policy this is a brand new one just to address that specifically besides anything and there is a there is a policy about staff ethics that kind of thing but this is an ad and I guess I look at it through there's a chance this board will see a teacher right there and after a judge through the lens of this policy and this policy doesn't Define what a boundary invasion is it doesn't Define personal space personal life does that include social media in today's world does that include I'm with Mr dahlin I'm with many that hugging even emergency trips I mean I know your past examples of housing a student and life situations happen but we need to have those protections within the policy to have the clear definitions so that that teacher isn't measured through a level of ambiguity that could be perverse in One Direction and then the examples I never saw them as an exhaustive list I saw them as what raises to the level of egregious Behavior to meet that policy and that's what I've always looked at these examples and so yes I thought hugging honestly there's some situations with kindergarten my child may come up and kiss their kindergarten teacher to a demaro and I don't want to see my kindergarteners to teach her right here so kissing is kind of in a situation there like telling sexual jokes tell containing sexual innuendos showing pornography to a student these were raising to the level of egregious behavior that I would like around with a defined of what is a personal boundary what is that invasion of that so that when I have that teacher right here in good faith I can look through a policy that clearly defines the fate of that person because if not it's up to a lot of our Discretions and that's unfair to the teachers in a situation like Mr Allen he's saying well at least I may not be judged by this but honestly if a teacher takes someone up there there's a chance we may and we have no policy to Define what's the appropriate mechanism to prevent the future Mr and Allen from sitting in front of this board and being possibly available for possible termination and that's that's what fears me the most other questions or discussion I've got one quick so this question is probably is either for Dr Roberts or perhaps Dr Bozeman it's uh 63 25 under procurement federal grants funds the the small purchases of 250 000 and the sealed bids of two 250 000 plus the terminology there is adequate number of bids to be obtained and I my question is what is finds adequate number or maybe what has been past practice yeah we did not put a specific number there Mr Grimes because we have seen situations where we may have a responsive bidder who is a little is is a low bid and it's just one bitter we were unable to get a second one so to tie ourselves to being able to have a second one when one is not necessarily available is is why that word is there without having a a specific number and Mr Grimes I'll just add we always adhere to the federal guidelines which are pretty consistent in everyone in the state uses 150 000 for the competitive bids and 50 000 for multiple quotes that's pretty standard across the district thank you other questions or discussion I have one on 53 40.
so the ACH is just a flat fee of the 75 cents was when the school pays out yeah yeah and there have they have you could on there they have these the kind of parents pay it you can set your own the parents I just know to get a large usually more successful to get it launched before and so chooses next year to say hey let's start splitting these fees and we have astronomical use before it could decide this year to change that what about the returned payments with those fees being paid by the school or okay by the payer pay your sales okay I just noticed there were observes on that too okay I'll move that we contracted lead clubs in the district to face those fees potion by Brad and a second by Josh any further discussion or questions all those in favor say aye aye aye any opposed same sign question passes 7-0 technology I just put together a five-year minimum plan that we need to think about so that we kind of have an idea what's going to cost us you know we kind of we're currently probably have 50 percent of our teachers using over 10-year technology once the updates are gone and what's bad you get so many people that need to be updated the class gets to be a lot higher I would prefer to go x amount every year somebody knows and it's a little bit easier transitions so I put I did that with the rotation for computers for our staff you know went down for next year I recommend pre-k through three teachers 24 25 the four through eight teachers 25 through 26 the 9 through 12 teachers 26 27 Administration in 27-28 would be open as needed and possibly start the rotation giving teachers a choice between Macs and windows with the Max and a longer rotation than that in the windows The Backs will stay in rotates and last longer than the windows and the updates will run out and if I say this up the wrong Scott as far as a tech but I know the windows will expire quicker than the max but it also gives us an idea of what how to proceed and how much money each year we do get that small little school Grant that's available this year because of the additional devices that were purchased Chromebooks and uh iPads through the connectivity fund that we have so many of them that we have about for this year we don't have to buy anything so we we're looking at possibly the smart TV is teaching devices some of what some people do not have Smart Boards yet some of them have problems but we want to make sure that we can produce so many a year so that we can eventually get to the point that everybody can have that device that would like to teach you from uh I believe smart boards are probably on their way out and smart TVs are coming in that's been technology for about four years now smart TVs so but that is a just a planning tool that I put together if anybody have any questions or thoughts on that so my ideas if I come and say okay this is what we're looking for we'll hope we'll get three if there's a way we could get four or five we will uh but we need to do minimal stuff every year so we don't get caught if they checked some of your appreciate you setting up that rotation and putting it down pretty clean there where's our computers at now I mean are we talking five years old 10 years old so over half of the teen years 23rd their 2013 over half of them yeah the windows are the window machines most of those are fives and fives there are a couple establishments was probably a little bit higher I want to say the higher tier Chromebooks they're not the right like they use Chromebooks because most of everything they use is cloud-based okay I will tell you they expire quicker though the problems updates will expire quicker than the other team but the other day probably if you were less dollars to them do you think that we'll be able to hold out to get to everybody in that rotation or people well if they know what it's coming I mean you know and we can so there may be some people in that group that will be able to switch out the high school sheep is still a lot better than what somebody else they will give that machine for a while if they want to like Pre-K three let's say I've got some machines in there that are better than going to try to use it in those other groups we may put it over there until when they wait for their location just recycle them into a living area any further questions okay moving on to the fundraiser uh several place you had cheerleaders are requested a fundraiser look at the calendar fundraising or apple basically to ensure some of their needs they have for this year again we do have a new coach talking about pom-poms and things like that it's uniformly purchase by the school correct School purchase you the following uniforms with cheerleading so it's other items all right so hand it to you know organizations try to help feed them sometimes that are out of town you know they're also out of town it comes up with a travel deal because they're out of town and stuff also um fundraiser profession from Roger Josh the further questions comments bearing none all those in favor say aye aye and they opposed same sign motion passes 7-0 Mr President I moved the board government executive session pursued to the Kansas open meeting act and to get discussed non-elected Personnel for the topic of resignations supplemental positions certified staff classified staff and administration protect the privacy of an individuals to be discussed with Mr Larry present and return to the Open session in this room had we're gonna need more than 30.
and I know we have oh I think he left the former or the new athletic director but one example here and this is a question that I asked earlier but I haven't received an update is on Section B there's no page number here it'd be this the second page of 5340 it's asking the the second group of section B it's asking for a coach to maintain the original or written statement that the student has permission to return to practice our coach has changed quite often and so and they wanted us to maintain this for three years after the student reaches age 18. my coaches when I was here at North High School weren't here when I hit 21 and so again this is a situation where one can a coach even be in the process to maintain that record and two is it a because I believe the return to practice as a medical record is that a HIPAA violation for a coach to maintain that record versus it being applied and probably stored appropriately with the school nurse which is the other section B and these are examples that just we got to go through yeah also on 53.40 this one to me has to have a good review against ihsaa Athletics guidelines there were some references in here about different forms it'd be nice to have those numbers so they can look at them there is a comment about before beginning practice this is a little bit confusing is it before beginning practice that day or before the start of the sport so just adding some clarity there um to the point that Logan made there's notes about forms being maintained by the coaches it should be nurse or athletic office I think that there's some notes in here about uh Stu it's the policy is just so everybody knows student concussions and study sudden cardiac arrest and so um one of the statements here is that if you have a symptom of sudden cardiac arrest in practice or a game you shall be removed from practice or play at the time the symptom is identified and apparent or legal guardian of the student athlete shall be notified of the student athlete's symptoms unless the student is at least age 18 or an emancipated Meyer a student athlete who has been removed from practice or play may not return to practice or play until the coach has received verbal permission from a parent now the difference between cardiac symptoms and a concussion is um to return back into play let's see it is noted here that an applicable student who has been removed from practice or play may not return to practice or play until the coach or sponsor marching band leader other official designated by the applicable students schools receive verbal permission from apparent or legal guardian of the student of students 18.
possible you could come in and take action at 30 possibly go back it's a motion on the table the second trend question all those in favor say aye Tyler and the opposed same time motion passes seven zero okay we are back in Open Session okay go for what else okay I moved to approve the following resignations effective at the end of the 2022-2023 school year Melody freeze paraprofessional at cpes Ken wenholtz building principal at Wilson Schools Lisa menzer cook at Central Plains Junior Senior High School Emma is it Belial Elementary and math teacher at Wilson Alice petergo business teacher at Wilson Ron Major industrial arts teacher at Wilson Erin delawell English teacher at Wilson Sarah Martin cbhs cheer coach and Wayne dwarf Bo AG teacher at Central Plains Junior Senior High School there's a motion the second by Chad all those in favor say aye any opposed same sign motion passes 7-0 I move not to accept the resignation of Katrina Zorn as long-term substitute as presented to promotion from our essentially and second from Josh all those unfairs that aye any opposed same sign all right motion passes six to one I moved to approve Jennifer Vandenberg as a full-time substitute as a fifth grade teacher at cpes Hollywood for the 2023-2024 school year okay there's a motion on the table the second from Josh all those in favor say aye any opposed same sign motion passes 7-0 left okay sorry I think I'm out of order and they'll say I can't find you sorry I move it to approve Stephanie stoppel is second grade teacher at Wilson Elementary for the 2023-2024 school year second this is a motion from Allison is second from Fred all those in favor say aye aye any opposed same sign motion passes seven zero I move to approve Aaron de Lobel is sixth grade teacher at Wilson Elementary for the 2023-2024 school and to assist with tuition for the first year of the Newman program with a three-year teaching commitment with USC 112.
within 24 hours after giving verbal permission of the applicable student return to practice at play the parent or legal guardian must provide the coach marching band or other designated written statement of this that the student has permission to practice and play the the big difference in a lot of this is just the level of parent review and approval versus where I'm trying to find it there was I think there's a note in here uh where's it at about a doctor who is suspected as determined by a game official coach or the applicable students team licensed athletic profession physician assistant Advance register licensed practitioner marching band or other applicable student schools receiving the system where is that it's not I thought there was something in here about where is it at ah I'm not finding it now I thought there was a note in here about a doctor having to give approval for the concussion but I'm not seeing it now either way I think that I worry about getting a verbal from a parent for a cardiac issue having had I've had three concussions myself and have not been allowed to return until a doctor was given approval so I think this is again something that we need to understand the ihsaa and make sure we understand their guidelines because there could be some variance between what their expectations are and what ours are um thank you any other discussion or questions on the Neola policies I just have one more to frame out 91.50 there is an option that limits the ability for outside therapists to come into the schools and I just I mean as a foster parent for six years as an adoptive parent of two of those children they've had outside therapy I can tell you as the parent it was very difficult to get their Specialists inside the school and I think it was a little bit more cumbersome than it needed to be I think when we have and I saw the stat most recently I think one and a half percent were foster children a lot of these folks are receiving outside Services a lot of these children are coming to our County from Marion County and some of the larger population counties and so trying to allow for continuity of services is critical to the well-being of these children as they're experiencing the trauma of not only separation but the abuse that they have and I think anything that we can do to expedite it I know we have family and services inside the facility but I think there needs to be done something done as honestly when I had to go through this it was a back and forth with and I can't remember the person's name at the time to get the counselor to be able to attend to my children who both suffer from sexual abuse and that's not really a specialty that was provided in the school system and so again I recognize those parents I had a lot of emails from foster parents inside Bartholomew County experiencing very similar issues and that was a key issue for them I found it it was on the other side of the paper so it does State here that uh is suspected of sustaining concussion or head injury and practice or game shall be removed from play at the time of injury and may not return to play until they have seen and been evaluated by a licensed health care provider I think that same verbiage needs to be added for those who exhibit Cardiac Arrest syndrome symptoms so that was on 53.40 4 30 12 16 32 16 and 42 16.
okay second by Josh do we need to include the first one what's up do we need to include anything about personal successful completion that's a successful yes okay successful competition no pressure successful completion of the name of program is what you're saying okay there's a motion from Allison and a second Josh all those in favor say aye aye any opposed same sign motion pass with seven zero and then I moved to approve the non-renewal resolution for Katrina's or as presented okay it's a motion from Allison is second from Josh all those in favor say aye aye and we opposed same sign motion passes five two five to two okay I moved to approve to hire Christy Gordon as paraprofessional at cpes Hollywood and Cheryl hickle head cook and Candace Willard cook at Central Plains Junior Senior High School Claflin for the 2023-2024 school year sorry the motion from Allison and second from Josh all those in favor say aye aye any opposed same sign motion passes seven zero yeah classified okay Mr President I moved that board going to Executive session to pursue to the Kansas open meeting act to discuss non-elected Personnel for the topic of resignation supplemented Physicians certified staff classified staff and administration to protect the privacy of individuals to be discussed with Mr Lowry present and return to open session in this room at um return back at 7 36.
there are notes there about compliance with Title IX and Title VII there's no notation as to which sections um it also uh Mr Vincent earlier spoke and talked about uh being clean neat and well groomed I don't shave every week does that mean I'm not well groomed so what is the definition of clean neat and well groomed um is there a defined dress code for this policy it does state that it is to be done in a non-discriminatory and uniform manner if that's the case we need to Define it so that everybody understands what it is otherwise it does offer for discrimination if it's not clear um there are uh uh another note here about it used to state that the board retains the authority to specify the following dress and grooming guidelines for staff that will prevent such Matters from having an adverse impact on the educational process all professional staff members shall when assigned by to Corporation Duty that has changed to the board authorizes the development of standards for staff dressing grooming that promote professional educational atmosphere that gives consideration to the impact on educational process and diversity of the school staff so what are we what are we actually defining for dress and Grooming standards when I looked at uh 3216 and 4216 and administrative guidelines it refers back to the policy and the policy doesn't State what clearly is allowed for dressing grooming standards [Applause] thank you Mr major anybody I'm going to look for this next one real quick if anybody else has anything they want to talk about I'm ready so we had some comments earlier about mandatory curriculum I think that when this was first sent out there was no reference to any line items of code uh since then in the last week we received some information on that that helped out and I think that the concern I have is some of the definitions of mandatory curriculum within our policy are not necessarily consistent with the wording and description that is in the state laws and I guess my recommended right my recommendation there would be to instead of putting all these different sections can we just put in must follow law abc123 for mandatory curriculum I think then as the curriculum changes we would not have to update any of our policy it would be just a better way of doing that but one in particular just to kind of give you an idea uh I I am not a woman so I don't know when we should start with mammograms section J in the mandatory curriculum says that we should have high school girls doing mammograms I I looked at my wife and my wife just was like what that doesn't make sense so a lot of you women that spoke tonight who read this policy I'd like for you to think about when you had your first mammogram and so the breast cancer screening recommendations from the CDC tells us that women should weigh the benefits and risks of screening tests when deciding whether to begin mammograms before age 50.
