think so really board members have any questions seated board members online any questions all right well great job so we have um let's see one two two more meetings before graduation is that two more two more so we'll have to honor our graduating uh reps and looking forward to uh who's going to be the next person I know that Eric is working hard on that with Dr Kidwell so interviews are tomorrow pardon me the interview's tomorrow oh fantastic okay great all righty then uh superintendent report Mr Case okay thank you chair Daniels good evening everyone I'm great to see all of you tonight um a few items as part of my report um again as Mr Daniels said it's great to be here at Cherry Brook primary school tonight for our last four Board of Ed meetings of the year it's always our tradition to have our meetings at each of the schools and to hear a report from each School's principal about the goals that they accomplished that year and also about different things initiatives that have occurred and we're going to hear from Mr Emery in a few minutes about that so it's great to be here at Cherry Brook and because we are here at Cherry Brook I want to mention um an issue that was brought to our attention last night about ticks on the school property uh here at Cherry Brook and we know ticks are are everywhere and you've probably heard the recent news stories that because of the mild winter we've had there are more ticks than ever around um but we're aware of the the ticks close to the playground so our maintenance staff is taking certain precautions um mowing the grass as short as possible we're asking teachers to keep the students so many feet away from the wood line there's one other step too Mr Amery what am I what am I forgetting we're also going to be looking to spray a non-toxic pesticide we'll be looking at that tomorrow am I missing another action step but I just want to let the parents and students know we're aware and we're taking um precautions as soon as we found out about that this morning we were on top of it I want to thank all of you for those of you who are able to attend Canton celebrates last Tuesday night it was really a great highlight and I want to let you know that there were some families that couldn't attend I think three families in particular here at Cherry Brook and uh Mr Amery and I presented those students their certificates and parents were able to join us for that as well so that was also a highlight and I think we'll be doing that again soon for another student who was unable to attend but I appreciate the board's support for that evening and recognizing our students foreign town of Canton vote on the budget and I'm sure everyone voted today thank you so much for voting and we look forward to hearing what the results of the vote are um very shortly but um hopefully our budget passes so we can move forward and begin planning for next year and I thank all of you for your hard work and that effort I want to let you know that after having to reschedule a couple times our community Gathering our diversity equity and inclusion Community Gathering will be held on Monday May 22nd from 7 to 8 30.

moving to item 5.0 reportive action taken during closed session there is no action there was no action taken by the board during closed session moving to item 6.1 recognition of community festival art contest winners Mr Ortega thank you uh Dr Beau um this year the city of Azusa held its second annual uh Community Fair uh an art contest uh the community Fair uh is held at Memorial Park um and we are always delighted as a district uh to be there uh to represent uh and to uh partner and interact with our um Community Partners as a team this year for the art contest uh was something you love about nature in Azusa um there were many entries so it was a little bit difficult uh for the judges to decide on winners among the many amazing entries that we had as a district um there were two categories that uh the city uh put the students in uh one was in the elementary category and one was in the secondary category uh and I am happy to announce that 12 ausd students were selected as winners in the elementary category and six ausd students were selected as winners in the secondary category and I keep looking this way because they should be coming Miss Rico and Miss Carpenter I believe they're right in the hallway we're going to call them in uh because we do have some recognitions for them um as does the Board of Education figure should we wait for Ms Rico or Ms Carpenter go ahead and read name while we wait for our city representatives to join us on this great evening um I will go ahead and read the names of our winners as students as your name is called and I know the first person is going to be very brave please join us here in the middle um and then we'll have a photo opportunity and present you with certificates and recognition both from the school district and from the city of Azusa so here goes we'll begin with our elementary students we have Maria Hernando armas Munoz next we have Penny Lane Amarillo Gonzalez Shanti Felix Alia Lopez Delgado Madison knee Adriel Leyva Garcia Karina Medina Castillo Ivana noguez Estrada Ellie Reyes Santos Leilani Salvador and Emmanuel Vargas Morales these are Elementary Award winners congratulations we'll follow the secondary group as a second group we do have uh words and recognition from Ms Rico and Ms Carpenter while Ms Rico is handing out the certificates we just want to say how amazed we were by all of the artists that we got to see um participate in this contest it was really spectacular to see we were we were everybody who got to see the art ahead of time um it was really hard to judge I got it I have to just say that it was very hard and the creativity and the connection to Nature really came through on on the artwork that we saw from the students so we really appreciate the district first of all for allowing us to participate with you in this contest at the community Festival as you know is really near and dear to our hearts um because it all is about unity and we really appreciate the partnership with the district and certainly from the students and their work the teachers that helped us support that work and of course parents and others who helped to support the students in providing this this opportunity we really appreciate it um we're getting our our stuff together here with the certificates there's so much that we want to um award the students with that we do have certificates from both the district um the city and then also we are returning the art because we understand that many uh students and parents wanted to see the art again um and then we also have gift certificate for the first second and third place winners that we will also be Distributing so thank you very much again for your time and for taking the time in your meeting to allow us to do this thanks I just want to congratulate all you students for doing such a great job and for taking the time and um entering the contest that's really great young lady um it's still a girl oh then ask what her name is that's really good I wanted to see her artwork oh well congratulations kids yeah yes let's um take a photo yeah um board members will take a photo with our student Award winners and then we can pass out the and congratulate the elementary kid um and now the middle schoolers I gotta tell you um kind of what my colleague said here board member Rodriguez Pena that you guys took the leap and actually signed up and followed through like that's big you know I I actually draw stick figures so I probably would not do really well so with that being said you know for you guys to be when you guys are winners either way because you put your name in the Hat so give yourselves a round of applause thank you and I will take a photo with our secondary winners now moving to item 6.2 is Aaron good evening Dr Beau Board of Education superintendent Ortega and cabinet thank you for allowing me to share with you this evening I wanted to start off with five years ago Educational Services applied for a grant from the California Department of Education for a multi-tiered system of supports Grant focusing on adolescent literacy we were awarded this grant five years ago and we are including the grant at the end of May and so we are very excited to recognize those that have been part of this Initiative for the last five years after we were awarded this grant we have had significant support from the Napa County Department of the Office of Education excuse me Napa Office of Education and I'm joined this evening with art by our consultant Dr sonalina Hargrove who's been with us every step of the way and so we are thrilled to be able to recognize our middle school teams who have done um who have put in a significant amount of time to improve literacy instruction supports and practices to serve our Middle School student and we are thrilled that we believe that this will be sustained as we move into Gladstone middle school as it is launched from our current middle school programs so thank you again for sharing this time with us and teachers when I read your name please come up to the front to be recognized and receive your certificate and we'll be taking a group photo afterward we have Griselda Berry Norma conche Justin Comstock Jan Garcia Maribel Gonzalez Alice Jules Kemp Teresa manjares ronise parchment Christina Rivas James Rosales and Tracy Spencer we're also going to recognize our administrators we have Steven busiswano Dr Anthony Contreras Harold Fieri Dr Anna Kwa Sam Perdomo and Yvette Walker board members if you join us for a picture and now we'll have some remarks by Dr Lowry good evening Dr Beau Board of Education members superintendent cabinet and attendees we know that amazing students go on to be amazing adults because they are inspired by amazing teachers and school leaders who are phenomenal at what they do and Incredibly positive on their impact in the community we would like to recognize these individuals for their dedicated service ranging from three to five years through the Cali reads School Improvement Grant these professional Educators have created teacher leadership teams at their school sites to raise the bar of high quality instruction through evidence-based instructional strategies they met monthly and sometimes they met bi-weekly even during the pandemic the Implement approaches to improve student learning in their classrooms and the classrooms of their colleagues they have modeled and trained their School site colleagues on what we now refer to as azusa's signature strategy due to their effectiveness in student learning and potential widespread usage they have also brainstormed collaborated and identified best practices for each of their sites to help eradicate barriers to Student Learning they did this in person as well as online during the pandemic they have analyzed student data and growth to determine how to best solve learning gaps at their school they have now pulled their expertise together and have formed an intra-district professional Learning Network where they are being trained to be teacher leaders at the new Gladstone Middle School as teacher leaders they will be able to model azusa's signature strategies for their colleagues in the classrooms and support and guide them in implementing these evidence-based approaches it has been an honor to work with each of them and see them grow as Educators and leaders thank you for the opportunity to work with them and your district and thank you for your service I just wanna I just want to congratulate all the staff administrators for taking the time to take in this class this is why we have such a great staff here at Aziz unified and I could see that the mega middle school is going to be Omega middle school thank you for your time congratulations to our teachers and our administrators it just shows the dedication that you guys have towards your passion which is in the capacity that you serve in teaching our students you guys are on the front line you know with our students and that goes you know unnoticed thank you so much for everything I just want to say thank you for all the hard work that you do and your dedication to knowing where we live work study and recreate does not change the past but a thorough understanding of the ongoing consequences of this past can Empower us in our work to create a future that supports human flourishing and justice for all individuals thank you very much we're going to take the roll call now but before we do that just a few comments uh both Joe and I received input that uh several Commissioners won't be joining us tonight commissioner Hart commissioner Cannon um commissioner Kerber and also council member Adina indicated that he's going to be coming late both he and council member Briggs attended an incredibly long administrative meeting this afternoon and I just want to acknowledge and make have the rest of you understand how committed our council members are I mean it is amazing how much they do in terms of Public Service just yesterday afternoon we had over an hour meeting looking at new applicants for vacancies that we're going to have on the energy commission and it's just amazing that the work that they do and frankly I appreciate all of your public service but especially theirs so Joe if you would continue with with the roll call that would be great yep um commissioner maycomer not seeing yet um commissioner Levin here for my home in Ann Arbor commissioner mursky here for my home in Ann Arbor commissioner Colvin Garcia here Ann Arbor council member Briggs here in Ann Arbor as noted councilmember Adina we'll be running a little late today commissioner McCoy here I'm calling in from State College Pennsylvania commissioner Kerber as noted we'll be unable to make it commissioner overpeck you're Ann Arbor commissioner Smith here Ann Arbor commissioner Cohen unable to make it today um commissioner zitelman here in Ann Arbor commissioner McKenna Aaron Harbor commissioner harp unable to make it and then commissioner Berkowitz here in Ann Arbor chair you got a quorum very good great so uh we have an agenda uh interesting agenda tonight uh is there a motion to approve the agenda edit posted on legistar and a second so Mo so moved by commissioner Calvin Garcia second please uh seconded by commissioner zettleman any comments additions concerns seeing none all those in favor of approving the the agenda raise your hand and say aye Opus unanimous or approved unanimously thank you very much um so um we also have minutes um to approve um they are also posted on registrar hopefully people have had a chance to skim through those uh is there a motion to approve the minutes as posted also most not moved by commissioner Calvin Garcia seconded by can I see a hand I'll raise my hand okay also also Commissioners Edelman um any discussion okay all those in favor of the minutes uh please raise your hand and say aye uh everyone now here we are and we have commissioner McCumber joining us now as well and she was in time to vote uh to approve the eight minutes as well so all that was a unanimous approval so um public input this is an place and mute any background noise so that we may hear you clearly please state your name and your address at the beginning of your comments I don't have anyone right now outside of council member radina who I don't believe calls in for public comment welcome councilmember Adina give it another 15 seconds or so but no one right now all right I do not have anyone here okay very good so we'll move on in the agenda and the next point is a discussion on Ann Arbor's Hydro power capabilities and we are fortunate to have public works department head Brian stiglitz with us tonight um thank you very much for joining us Brian and for spending your private time in the evening with us I know you do this often and it's appreciated um I thought I might start with a few introductory comments I sent uh a link to a podcast that I went back and reviewed again and I thought that there was some interesting uh summary level statistics about hydropower um this was a volts podcast with hosted by David Roberts um and he had as his guest Jennifer Garson who was head of the Department of Energy's water power Technologies office and I found the following interesting there are 90 000 dams in the United States only 2300 have hydropower generating hydropower so that's uh just a little bit more than two and a half percent um about 1700 there of produce less than 10 megawatts and of the eight thousand eighty seven thousand seven hundred non-powered dumb dams about 600 have the potential of uh generating one megawatt of uh of power um and they represent that would represent 90 of the total of 13 gigawatts of new Hydro um uh Power potential so 13 gigawatts um just to give you an idea that's that's pretty significant um DT is building a new power plant and it's uh it's a natural gas power plant and it's um 1100 Watts or one basically one gigawatt so hydropower potential that's unutilized or untapped in the United States is really pretty significant and it's obviously um clean and renewable so uh with that no further Ado um Ryan I'll turn things over to you and then we can also open things up for discussion but I thought you might have a lead-in of your own all right thank you and can you hear me okay we do thank you for the invitation tonight um I indicated Joe that I didn't have a presentation but I do have I I was able to pull together a few slides that maybe I could talk from if I'm able to share my screen if that's okay with everybody yep and you should have cable you should have the capability to share I think but let me know if you don't it says host disabled participant screen sharing let me see if I can fix that um okay I promoted you co-host so you okay now we can okay okay are you seeing my slideshow yes we do okay great so um I'll start with this feel free to interrupt with questions this can be as as informal as formal as you would like this is a presentation that we did and put together you can see the date March 2019 so it's um several years ago where I think some of it's relevant and I think a lot of it is on point for maybe some of the things that you're interested in hearing about um and I'll use this as talking points and it's not the complete presentation but it's part parts of it that I thought would be relevant for you all today so a little bit of history about the city's dams they were constructed in the early 1900s um our capacity is total between Barton and Superior which are two of the four dams that we operate and maintain along the Huron River those are the two with hydropower we can generate about one and a half megawatts between the two um at their full capacity um obviously that is flow dependent so we're not getting one and a half megawatts um all year round it's you know the flows go up and down um I believe actually we report um we do report to the state and I think we do Post our hydropower production so it is on our website so you can see the daily hydropower production um at Barton um and that is there's a variety of reasons for that but anyway that is posted and available if you are interested in seeing what the how that changes throughout the year um one and a half megawatts can power about 500 homes for context and then you can see on the slide um what the associated carbon and offsets would be um based on this production amount so from a financial perspective um if they're producing at one of our targets are for the year so that's not full one and a half megawatts but we we base it based on what the seasonal production rate is based on flow in the river we're talking about you know just under a half a million dollars per year in revenue between um the two dams Barton and Superior um when you look at what the operating costs are for Barton and Superior um Barton can be a money maker just barely um I guess a little more than barely and in general Superior is a loser so we we don't break even on Superior um there's a variety of reasons for that that I can go into if you have questions about that these costs reflect the typical average annual operating costs for the facilities so as we need to make Capital Investments um in this infrastructure I'll show you a little about what those costs are you know over time we're we're not breaking even because the revenue doesn't really support the investment the capital Investments to operate and maintain the dams um the dams were moved to the general fund in 2006 um so before that they were in the water fund um and that was a conscious decision um that was made a lot of it was around because it was a revenue Source um and but originally being in the water fund obviously Barton provides the impoundment for the city's water supply so um makes sense for that impoundment to be associated with the water system um the the hydro portions of both of these are in the general fund but the cost of operating um the Barton impoundment and the dam is split between hydropower and water the water fund um and that is again because the impoundment serves two purposes it serves one purpose to generate the impoundment so we can make hydropower but also serves the purpose of the impoundment for the water supply so while all the revenue goes to the general fund the costs are split between general fund and water Island um the city has a long-term power purchase agreement with DTE for the power generated at both of these facilities and it expires in 2036 so I think it was a 50-year agreement so pretty long term um the costs don't escalate so they are what they are and it's somewhere in the neighborhood of about five and a half cents per kilowatt hour um there are two components of the of the cost but when you roll everything up the that's about what the cost of the city gets for the power um in terms of costs for the for operating maintaining the dams we have the you know the structural costs which is the embankments the structural concrete the gates that operate um and then on of course the power generating um equipment so some of these costs are you know the capital costs tend to be you make the investment and it can last a long time but on the power generating equipment in order to keep that running we're making Investments at some frequency depending upon um what the needs are but you're we're rebuilding a lot of the mechanical components on the order of every decade or so so it's a recurring investment in order to maintain the hydropower production piece um this is a little bit outdated um but if you I updated some of it um at the bottom but I just wanted to give you an idea of what some of the costs look like as we go through time um you know this was again 2019 presentation and we identified at that point what some of the upcoming costs would be Capital needs um and you know they're highlighted at Barton and Superior and you can see sort of the order of um order of magnitude of what the costs are but then if you look at the bottom and this is you know so most of everything that is identified in 2021 and 22 almost all of that has been completed um but as we look towards the future for Barton and Superior down um you can see there's some big numbers um Barton um and Superior both have some concrete and structural repair needs there's an embankment um issues that we have to deal with at Barton what you we what we see is is that Barton and Superior are regulated differently than Argo and Gettys Argo and Gettys are State regulated dams um because of the hydropower production Martin and Superior are regulated by the Federal Energy regular uh Tory commission so it's a completely different requirements um there are some parallels but a lot more of a robust safety program inspection program the cost of operating those two dams are um multiple times the cost of operating the state recreational dams um and that's reflected in some of the capital needs and the things that we need to do in order to maintain and meet the safety requirements obviously in Michigan we have a recent history of a dam failure um so that has really changed the whole outlook and the regulatory environment for Dam across the country um and you know we're seeing that in terms of what the cost of operating these facilities are um when we did this analysis in 2018 or 2019 we were looking at the long-term viability of of hydro generation for the city and we looked at the pros and cons um we developed and looked at some different Alternatives I'll share a few of those with you um but we looked at the financial you know portion of the business and is it is it financially sustainable um we also looked at you know the environmental impacts Community impacts things like that and I'll share a little bit about that and they didn't talk a lot about this but I you know I mentioned that um in 2036 was it when their contract expires um there are some challenges that we will be facing in terms of our the revenue that we get for hydropower production and this is regulated under purple um and there are certain requirements for what we call and what we are as a qf it's a qualified facility under this regulation on what our Revenue potential is and DTE and consumers in Michigan have been challenging um the current requirements on how we are compensated for the power we produce and it's not favorable um we have commented on some of the you know with legal our legal support team on some of the things that are being considered um you we think that this is still a long way out 2036 but the challenge is is that you know we make investments in the hydropower and the payback on some of them can be 15 to 20 years so right the Investments we're making now are starting to be in the window of what our anticipated future Revenue needs are so it's a conversation that is timely and we need to be thinking about that as we invest in um hydropower is are we going to have the revenue to support the Investments that we need in the long run um so the financial Outlook is not that Rosy so what are some of the assumptions um you know that we made in this analysis well we look at our historical operations and our historical Capital expenditures and what our you know reinvestment in the infrastructure is mostly on the mechanical equipment side and I'll show you what some of that looks like um we forecasted our Capital needs as part of this analysis for the next 30 Years um and our revenues also for the next 30 Years and then when we looked at Superior one of the things we considered was should we take it out as an alternative and we evaluated what the environmental impacts and costs associated with that or so there's sediment is accumulated behind the dam um we you know based on what the the the content of things like heavy metals in there there can be significant costs associated with remediation that we would have to make sure that we were prepared to deal with if we ended up taking out that Dam so the things that we looked at the Alternatives we looked at three Alternatives at Barton and Community Superior this is sort of graphically shows you see the the figure on the left which shows the dam with the water flowing over it you know that's keep the dam um it's not xed out the second figure which shows the power lines are if it's X Out it means we're going to decommission or not generate hydropower anymore so the top two options involved not decommissioning hydropower but keeping the dam um and then the second option was well if we just decide to change our mind you know there's obviously a cost of decommissioning and recommissioning but we wanted that evaluation to be completed um so that was alternative to and then the third alternative is just we continue to do what we're doing um and the rehabilitate means we're going to reinvest in the mechanical equipment to make sure that we can continue to make Power because we could still operate the dam and not reinvest in hydropower because we can't take the damn out with Barton because it provides the impoundment for our water supply so while Superior there's an alternative we'll look at um to remove the dam completely that is not an option at Barton so the options at all alternatives are keep the damn stop decommissioned power um full dam removal and then rehabilitate which is reinvest in the in the hydropower production portion um this scenario um you know look at in terms of how does this these different options at Superior align with our city planning goals you know if we don't generate hydropower which is option four you know we don't have the same impact on our our carbon footprint greenhouse gas emissions it decreases our energy renewable energy portfolio so those are both negatives obviously um if we take the dam out and return to its normal State there are ecosystem benefits associated with that um there may be a recreational opportunities that are benefits and some other things that we've identified here and then obviously if we rehabilitate we have the benefit of continuing to um help this meet our renewable energy goals for the community so that would be in the option the third option or what we call option six here so I just wanted to give you an idea of what some of the infrastructure looks like because this is big stuff and it's not easy to operate and maintain and the expertise is requires a lot of specialty equipment this is um what the Hydro Power Equipment looks like um at um Barton and it's big you know heavy mechanical equipment it's very complicated we used to have teams who could work on this but the maintaining the expertise to work on this type of equipment which is specialty is real has been difficult to maintain and as we've had people retire we've just decided we can't continue to reinvest in having our staff have the expertise because um we just don't have the the resources to commit so we're now Contracting out when we have to do heavy rebuilds of this equipment um here's a picture of the turbine um at one of the dams and you know it's really really difficult to get down and work on this stuff so the rigging and everything is really complicated when we did our last rebuild of Barton I mean it took the better part of the year to do the work um with the contract expert who this is what they do so this isn't simple simple work um one of the challenges that we have too and why Superior is particularly problematic is because Barton is a vertical turbine the um Superior one is installed on a 45 degree angle so it's a very unique installation and it's extremely difficult to maintain there's not many of these so the expertise there the rigging is really difficult because things don't come out vertically so you're having to um do special um setup in order to remove the turbine and access some of the things that you need to access down inside the turbine shaft so very difficult equipment to operate and maintain so this provides sort of a high level summary of the options green would be a good thing you know red is bad and we we looked at the six different options three of Barton and three Superior um we you know looked at the impact on the ecosystem Recreation education stewardship greenhouse gas and renewable energy so this just provides sort of an overview summary of the options that were considered um and how they ranked against each other qualitatively and you also can see at the top the net present value of what the costs associated with these are you can see they're all negative I wouldn't get hung up on these numbers because the cost of things have increased pretty substantially so it's actually not the the costs are going to be sort of a fair bit more than these now if we redid this analysis but you can see at the time even you know the net present value for each of these alternatives are all in the negative million so it's costing the city the revenue that we're getting from the Hydro power will not cover the cost that we need to continue to operate on these facilities into the future so um what were the recommendations that came out of this then is at Barton that it makes sense to continue to generate power um because they're the well the cost of operating the dam will be in the long run um a negative the the hydropower helps subsidize so even it's not a it's not a break even for the complete damn maintenance and operation but it is provide some Financial benefit and it covers the cost of reinvesting in the mechanical equipment so that makes sense um if the perpa comes up with a like a not a favorable ruling in terms of what our Revenue potential is we should we would need to redo that analysis but for the time being that seems like the recommendation is to continue to invest in hydropower and the opportunity to reassess this before our next major overhaul which we do about every 10 years so we're probably now maybe it's seven eight seven seven years away from the next one so before we did that we would want to evaluate return on investment um hydropower it's Superior um you know we'll continue to generate power because we've already made the investment and we might as well realize the benefits of the mechanical the equipment um but probably from a financial perspective it will not make sense to reinvest in the long run in maintaining hydropower unless there were other goals established by the city but from a financial perspective it doesn't have a return um on investment um removing the dam would be a pretty transformative alternative um but very difficult to come up with the costs um to cover we would have to probably get resources from some other source because you know we're talking about in the tens of millions of dollars um and again this is operated by the general fund so the general fund doesn't have resources to take a dam out so we would need to if we thought this was a valuable like something that we would want to consider we need to really explore what types of Revenue sources or financial sources we could come up with to deal with that um so at this point we weren't recommending moving forward with that option so I think yep that was my last slide and I will stop sharing it sounds like someone's okay so that was my presentation hopefully that was what you were looking for thanks Brian Brian could you for everybody who maybe doesn't know that well Ann Arbor actually has four dams correct yes we have did you go from Upstream to Downstream and name all of them and I correct me if I'm wrong I think Superior is the furthest Downstream correct this is actually within the city limits no but to amp the city of Ann Arbor owns it is that it somehow yes interesting so why don't you start upstream and then go down because I think there's the two other dams that you haven't mentioned are well I'll let you mention yeah so Barton is the furthest Upstream that's the one the impoundment for the water supply um when we procured these the city was interested in in getting having ownership of the dams um I think it was in the 1960s primarily because of the impoundment for the water supply and it was sort of like buy one get bit three free um I would love to give those other three back but what can you do um the next one Downstream is Argo which is very one point looked at um removing Argo um it has been identified by you know the state has a list of dams considered to return to their natural and habitat and that's one there was uh I think there might have been a referendum in the city and pretty strong rowing Community Lobby and there that wasn't going to move forward the community wanted to keep our go for recreational purposes the next one is um Gettys Dam which is down um and provides basically the impoundment for yellow Park so that also has some pretty substantial recreational benefits for the community and then um the last one is superior and that's down by the um what is it Saint Joe's property um from Superior Township yep right right okay so with that background um I'd like to open things up for questions comments uh will make this very freewheeling so Noah go ahead uh yes uh first of all thanks for the presentation um I didn't hear you uh speak to like flooding concerns at all I know that's kind of controversial whether dams are actually helpful or not for managing flooding but given potential changes with more extreme weather is there any benefit to keeping some of these dams for that reason so our dams are permitted we operate run of whip River um which means we have whatever comes we have to pass so we don't retain um water and they know the purpose of them there may be some ancillary benefits associated with dealing with um storm events and controlling flooding but in general they're just passing the water that's coming at them and we're obligated to operate them that way the purpose of them is not flood control gotcha so that wouldn't really factor in as an additional reason to keep them in I guess um one kind of like technical maybe silly question um if I'm looking at bartendam and I see all the gates are opened um that's water that's not going through the turbines is any water going through the turbines at that point so how it's set up is the first water goes through the turbine okay so what the turbine takes as much water as it can and then once it's tapped out then the gates open so there it's all um automated and it's based on level so when the water hits a certain again all the water goes through the turbine and then um as the pond level increases above a certain set point because the turbine isn't able to handle all the flow the first set of gates open and then the next set of gates open and the next set of gates open so they open in sequence um there's also there's a sequence in terms of what they open also so it's not they don't open individually all the way so you could see all the gates open but that doesn't mean the dam is at capacity because you'll have a set of gates open a little bit and then they all open a little bit and they all open more so there's there's a program that dictates the sequencing of how the gates operate but they are secondary to the turbines okay and one more comment sort of question um there is a dam that was taken out uh in Dexter if people might be aware of and you can kind of see the recreation benefit the benefits that they got was they got more land because you have a narrower stream as opposed to a pond or a lake so every sketched down at all with that might look like at all or is that way down the line we we did not go to that extent so but yes I mean the if you did take out the dam whichever Dam it was I mean we were only looking at Superior you are gonna you're gonna get additional land between um Frontage for properties down there yes we and we would anticipate that there would be not positive feedback from the landowners along that stretch and that they would be opposed others Alex so I think you were saying a lot of the information that you had was from a few years ago I'm wondering if um the financials for like these Investments and stuff were seem any more favorable with some of the IRA revisions that were passed like the renewable energy production tax credits and the investment tax credits and uh I think the energy infrastructure reinvestment program right does that make it like more favorable substantially or minimally um I don't I'm not really capable of answering that I mean I would say that there's probably a little some things that are favorable and some things that are less favorable so that would be a you know work that we would have to renew and take a look at what options there are there are um there is financing opportunities for renewable energy types of things that are available now that weren't back then so I would say that that would be some things that are favorable but there are also um you know what we're seeing is the cost of making these Investments is also greater so that's a challenge and you have to look at what the long-term you know Revenue potential is of hydropower and who's going to buy it and that's not as favorable an outcome in terms of what the future looks like it's going to hold so there's sort of a lot of variables out there and I I would agree it probably could be renewed but I don't think I'd be surprised if the outcomes of what we came up with them would be substantially different okay and then I just had like one other question thank you um is in 2010 there was a study on like hydropower feasibility and Investments and bringing back hydropower to like the other two dams that no longer produce hydropower and back then like 13 years ago Gettys seemed favorable and kind of like they would produce a lot of power in a way more than Argo you know I'm wondering if there's any more like more recent data on you know the options for what to do with Gettys like has there been investigations into like options for returning hydropower to Gettys there's nothing that we've done since that time and um I think that the I think the outcome of the study was that there wasn't a financial it didn't have a return on investment um so from a financial Outlook it wouldn't be an investment that the city would be able to recoup its expenses on thank you commissioner McCoy yeah this is perhaps a silly one and not an energy one but it popped into my brain so I'm curious um if the dams the presence of the dams have like a positive or negative um influence on the flow of water when there's like spills I feel like pretty frequently the last couple years there's been various sewage or chemical spills or overflows and so I'm I'm curious if there's any influence either direction from the dams you know in moving water as from um that's a good question it I would say I haven't given a whole lot of thought to that but off the top of my head I would say it depends which is not probably the answer that it's it's a vague answer but the reason is is because it sort of depends on what's spilled so you know there are benefits of having you know we pull off of the bottom so having the the impoundment and if it's if it's a hydrocarbon or something that's floating on the surface it's possible that things can pass over us um in terms of the drinking water's perspective so there may be some benefits there um so I think it really depends on that the empowerments also slow down the flow in the river tremendously so um that provides us time which has been was pretty advantageous when we were dealing with the chromium spill um over the last summer um so you know when we were looking at travel time you know once it hit Barton we might have had a week before it would get to our impound the intake so depending on what the flow in the river is obviously there's a variable there that's pretty important but so the impoundments do provide some benefit from that perspective in terms of slowing down but then if depending upon what it is things can can settle and if you have things settle then and they're they like to attach to particles in the sediment now you can have this sort of continual source that continually sort of leeches and feeds so it really depends on what the properties are of the contaminants you're dealing with how it that it could work favorably or not favorably not sure if that answered your question or not yeah thank you council member Briggs yeah thanks fascinating I'm probably gonna go back and watch this again because I feel like I should probably remember this a little bit more fully um but I uh I wanted to talk just a little bit more get a little bit more insight on the superior um Dam which sort of you're suggesting is maybe not worth reinvesting in but it is also outside of the city limits and so um and there's extensive costs to returning it removing the dam if we wanted to do that um but there's also of course ongoing costs too maintaining it structurally and perpetuity I guess um and removing it um which would have some environmental benefits obviously what would be met with some sounds like extensive consternation by residents nearby I'm just curious how much this scenario has been have there I'm actually I'm not sure exactly what my question is here um except for that this sounds like this is a tricky situation for us at some point down further down the road um in terms of which scenario really is um um has the most benefits ultimately even you know considering things that are not Financial in nature um to the city so I'm curious how much of that scenario planning or discussions with the township I guess maybe that's a question how much discussion should the township have happened around the scenario and if there's any more feedback you want to prevent Cloud so when we completed the study in 2019 you know we we shared this with the city Administration and the time the decision was this is good information to have um what we're going to shelve it for now and like not take action um and so at that you know that's sort of where it sat we didn't do a whole lot more engagement um and really what we thought was is what the the key decision-making points are not in front of us yet so the next big investment is the time when we need to say all right are we making this are we not and we have to look at these other values and how do we make this decision and I would anticipate that that probably would be a decision that went to the council to say you know is this um you know do you want to invest in something that we are not going to have a return on investment for because it's meeting other goals that the community has um so we haven't reached that decision Point yet so we you know we have the data but so we decided we're in the short term we're going to continue to do what we do because we might as well get the full life out of the Investments we've already made and that was the decision was made at the time and it was pretty clear that removing Superior would have been a really big step and we the administrator wasn't willing to to bring that up and and say we're going to begin to explore this any more fully um just because of the financial implications were pretty huge and and probably we don't even really know the full extent we we sort of did a bat more of a back of the envelope as opposed to really studying what the cost of dam removal is okay thank you I appreciate that commissioner Colin Garcia I have I have two questions um the first um I'm I think I missed at the beginning of your presentation um where you may have um given us information about what it costs the utility to purchase hydropower and if it's if it's something that's of benefit to them because of it whether it's you know like lower lower cost for them like what incentivizes the a utility so what in 2036 when the contract ends you know like what is the concern about about finding another buyer and then my second question is with regards to the um to the technology the turbine technology you know what would be what would be an advantage or a disadvantage of just when the technology comes to its end of life installing something new a new and different technology in the dams uh new um energy production types of turbines okay so your first question is on the financial side um so you're you're pushing my memory of purpa and how it works but I'm gonna do my best to remember um but the the issue that DTE so you know they're obligated to buy this from us right now we make the power they have to buy it there's no so that's part of what the and that's the the sort of the purpose of purpa is is that you have these small generating you know utilities and we don't have the market we don't have the distribution Network so but we're providing this valuable product um so they're obligated to take it and bring put it into their grid and distribute it but what they're pushing back on is what what is the appropriate price for that and what we look at is is that they should you know we have a certain cost of investing in doing in in making hydropower so shouldn't the cost that we be compensated reflect our cost of operation and putting this into the grid um they are saying no what their costs should be the cost that they should be is if they wanted to buy this or make this power themselves what could they get it for and they're so it's sort of their opportunity cost on the market of getting this additional power and it's a lot cheaper than what it takes to run the hydropower um you know plant that was built in like the 1970s right so it's completely the cards are the deck is stacked against us um and we've been saying like that's not fair we shouldn't be having to be held to that different metric well that's what is in front of the you know that's what purple oversees and the um Public Service what is it who Who oversee that that's what's in front of them right now right yeah yeah exactly thank you so I think that that sort of answered your first question in terms of you know reinvesting in new technology I'm not you know I'm not completely um conversant in what The Cutting Edge technology is for but I don't think it's changed a tremendous amount um you know you're talking about there's probably some efficiencies in terms of there's different turbine designs so you may be able to get like a few extra percent um but we're not talking about like transformational amounts and the cost of gutting and putting in new is huge so to be able to just rehabilitate what you have again I don't I think that the because we did look at that um when we were like are there efficiencies that we could gain by we didn't think about replacing it but by you know replacing components with um things that have less friction and things like that and the the percent increases were minimal like it was in the couple single digits so you know again when we looked at this and we were doing our last overhaul it wasn't didn't have a return on investment so we didn't we didn't pursue it but you know with Hydro power you're limited like your power production is based on the elevation drop which is pretty much fixed right um your flow and then the efficiencies of the mechanical equipment so you sort of only you can only get so much out of each of those components um the other thing I'll just share I guess while you're well because of that question is is what we're seeing too with you know climate change if that's what we want to call it um but you know in the summertime we're seeing flows in the river seasonally now that are a lot lower so we have significant amounts of times where we're really almost not able to generate any power um because the river flows are so low so you know you it's not like you can get maximum production um 12 months a year or even nine months a year so when we're making those Investments you're trying to maximize your return on investment in like these short windows of time when we have sufficient flow in the Huron in order to make all the power that we need to make it seems to me like like there are I apologize for my video it seems to me like there are opportunities at maybe like the federal level to um increase research for hydropower and maybe I mean like you know retrofitting new technology in existing like spaces that are that are higher efficiency that can accommodate a a broader variety of flow levels so just a thought of mine but thank you so much for answering these questions Brian I'm going to throw out some questions some maybe intended more for stimulating thinking down the line than necessarily for a response right now first of all I'd like to weigh in as a somewhat informed layperson as far as replacing the technology and upgrading the turbines my understanding is the same as Brian's um it's not like um the hydropower generation is like an internal combustion engine which has an inherently low um essentially energy conversion efficiency and you can you know make huge steps um you know turbines and Motors inherently have very very high efficiencies like 80 90 percent so it's not like you're going from 20 to 30 and 30 to 60 and you know you're getting doubling of efficiencies by going to a new technology you're getting as Brian said you know a few percentage points here and there so I I don't know that that's a huge a huge opportunity unfortunately um one of the questions that um so I'm going to Rattle off a couple of them maybe hopefully there's click answers you talked about the um contract with DTE goes to 2036.

I have confirmly or denied that the allocation of Major League Baseball in addition I would also like to learn my five [Applause] random the Arizona mistake foreign [Music] next up uh Miss Julie Jose class I was pretty upset I was important that I don't know who you initiate it in the seat um [Music] this is not required to my understanding these students sent us on their own this is a pirate among repairs I don't think it was right that you guys decided to change that you guys don't understand you guys don't know the learning experience of some of these students some of them are very briefing they hit this scene especially because 15 years of covet that they have to move on for myself I can't be honest I've tried I've typed for humanification I don't think that's experiment you guys don't sit there with them you guys don't check up on them you guys don't come to the school to see what their learning abilities are I really think that was unfair to me and you know actually you guys not be part of this for anybody else to go on their senior trip whether it be helpful or not whether it be to Phoenix wherever it is there's two new tricks you guys don't require enough critic that they require this to own their own peers nobody else I've never seen this I've never heard of this and that this is what it's going to be then I would like to see if you guys come and sit with these humans and help them tutor them help them Reach that knee average that was changes why did he felt that he could have you would actually be promising and I think that those problems and they're working hard for this and I'm sure some of you guys see that us as their parents were supporting me for me we could eat we said no that's too much but not over right there behind him we're supporting them I really think that should be changed back to what they require unless that was something that you guys had required from the games which wasn't so I really think you guys are looking out for everyone especially for those students that have that learning disability you don't know what they do what they're wanting everybody is one person you don't know why I understand [Music] I wish I could have a lot of them I'm only one assistant thank you foreign next we have our Mr Gary Conte good evening everybody um you can try to keep this as nice as you can as nice as you want but the bottom line is C average B average whatever it is no matter how you put it across the floor we can hire employees within our district that are all they need is a GED to get in or you're going to require this from our students to be able to do something that at least they're doing something to make sure they get themselves a diploma not a good enough and I don't know why this is an issue between the board here and it's all of you it's not just one two three it's all of you because you all have to come to an agreement no matter what you don't understand what this what all these kids that are here there's a lot of students that have nobody to stand up for them to speak for them and I've said that before and there's a lot of dog kids that get hurt out there and they get their and nobody would speak up about this this would just all get slipped on the roads and nothing would ever be worried about that that'd be it but I'm glad that there are parents here though can speak up maybe they're going to be some students that are going to speak up but sometimes this has to stop me to school it's it's yes in the beginning they say you have to watch what you say but the board can say whatever they want staff members can say whatever they want but these guys can't do it there's unfairness in that on on that end too but I think you really need to take into consideration about what your what Your requiring from these kids and if you're going to do that what does this whole system's gotta change the home system's got to change over there and I and I all due respect right here I hope you guys you guys everybody here did not just say oh yeah you're talking again whatever it is and you can truly say that we do need to change something we're adults enough to say we can change it instead of holding Brothers and just and just start bashing on the next person because they spoke and I hope that that truly doesn't happen to any of these parents to any of these kids that's it [Applause] next up is Deanna Juan foreign [Music] so my questions are is this the average could have all passed the current senior classes to participate in their trips if not can you explain why this was called them for this class was their consideration to inform them 34 class parents I understand we all want our children to be honorable aged students sometimes that will not happen but they still graduate when they win will be great degrade son if this is the case I hope that the board also approves enough tutors and tutoring for the next school year to help accomplish this be great these students have different many abilities and should not be put into somebody to feel bad about that we all love that successful see that there is a stressful year not just for the students but for the parents as well during the end of eighth grade for this class covert hit and shut down membership school for approximately two years promotion was 15 minutes for each student to receive their certificate in the photo and that class was 72 students [Music] as for your t-shirts but my son goes through it because he most likely will pass this year with the c average for the semester he has had challenges and most teachers are not helpful however they do put on Production shows when they are observed for once that Observer leaves they're back to their normal archiveness or whatever you want to call it I'm not a regular football meetings hopefully and I trust me the sport was one with open communication especially since a couple of you have a child that it will be part of the center class 2024 I'm very proud of this junior class the parents and I have come together to support and help in ways that they can this is basketball teammate history for this room and most of those were actually hitters this class has brought us a big break officers have all been available students there are so many things that make this junior class unique these students look hard at partner is knowing what the animal is they deserve this trip lastly if this is what you want to do to our speakers then maybe the things will be done for the board only allow membership to bring it to work positions [Applause] uh last Mr Devin Anto I am the current junior class president and um I think she talked about why you guys changed already talked about and our C average to be average for our singing class trip I was disappointed when I heard about it um as they said we cannot be with it on our own and to get that denied and put to a higher grade level it was really disappointing and uh showing how to see averages and something to be proud of and uh Maria awarded for yes it helps us you graduate and if it can help us graduate then it we should be a rewarded with the scenic hardship with the sea outage of the four years we put in hard work and uh the composition of our school work and Etc family problems everything uh I was hoping that we had all our board supported with it and approved it with whatever we came up no matter there was a minimum what was the average but you get it back and say that it was denied and it had to push harder it's already all the problems we have a student a student at Robert Kennedy and like the like they said a little support from our teachers yes we I see it as a student with teachers every now and then will help you but uh I just want to say as a student there and uh speaking for my class I I really feel like a c average should be out there so my final question is why why do that to your own students your future leaders avoid it right and something to be proud of you that's all I gotta say bacon [Applause] so that is included our call to the audience just for records of people on behalf of the war Mr beers um [Music] thank you I don't conclude our cause of the audience letter e s or information items number one Suboxone statistics of the month um foreign I will tell her all right good evening president board members the purposes of this meeting nominations each board member May nominate one person for each office upon being nominated the nominee will be given the opportunity to accept or decline the nomination voting there's only one nominee for an office the vote will proceed with an up or down vote a or nay if there are two or more nominees for an office each board member will vote by stating the nominee's name election procedures there's only one nominee the nominee must receive a majority of the members voting abstentions do not count as a vote if there are two or more nominees the winner will be decided by the nominee receiving a plurality of the votes if there is a tie the board will vote again among the two nominees with the most votes until a winner is determined is ever going to have a motion to accept these rules second and I don't think we have to record so can I all in favor say aye aye aye all opposed okay rules are adopted so next up is can I have nominations for president I nominate mole Brown I'll second it are there any other nominations okay hearing none Cheryl can you move to roll call um I vote I but I want to tell you why it had been my intention to step down as board president after this last term I think four years is a lot and I think it's good for this board to elect new officers to provide continuity for the board to sustain itself over time I've had a long discussion with Mr Brown I feel he's committed to working to bring all four of our communities together in this role and we've talked a lot about um leadership and what it means to be board president and um you know oftentimes that means being a listener and kind of summarizing what you hear the other board members saying and sometimes keep reserving your own opinions or your own ideas for the betterment of the board and finally there will be times when you come down to the deciding vote and I would just hope that Mr Brown when he's in that situation votes first and foremost with what's in the best interest of the district um and I'm confident based on my discussions with him he will so my vote is an i Mr Brown thank you Mr Michael thank you Nelson Albert I almost brought tears to my eyes saying that so I say yes for me or that's an eye for me all right no I okay we have a new President congratulations thank you is your meeting to run from here so you can come on over here you can stay there I guess for now it's okay okay amen thank you we're going to move forward with this meeting and we are looking for a nomination for the vice president position are there any nominations for the vice president I would like to nominate Dr Todd Hall I accept are there any other nominations since there's no other nominations Dr Hall is at this time vice president but we still would take we still will take a vote we still will take a roll call okay I I yes I okay so hearing that it was unanimous that Dr Hall is now Vice President of school board Crete 201 School District and Southwest Elementary I think they've doubled the third numbers your breakfast is about the same but yours is doing really well too so the breakfast program I think is very very good breakfast for everybody so and we give a offer free lunches for our police officers not just our sros but any depth so metal Reserves so I'll be show up off here okay that breakfast thing is a good idea great idea for the sun homes I just I'm always amazed that they could squeeze it out in them before school starts but they like their breakfast Style and as far as Staffing I am one to say I was a bus driver and a cook so that works out very well if anyone is interested in doing both it was quick early too so that's a good place to pick up extra hours we always encourage it we have we have those shared boxes too I don't know you want to talk a little bit about that try to help eliminate some people where's your abilities school and when the kids get done and something that's not open that's still still they put it in the shareable which is on ice and then as our students could come up to take that eye for free so that way we don't have as much waste okay it's going pretty well I most of the schools yes from the high schoolers the elementary kids that do that I appreciate all of their work and I know sometimes they have to go to the bottom of the sub list and give me a call whenever they uh are in desperate need to come and help but I do appreciate the folks we all appreciate all of you everything that I do thank you so you're welcome to stay or you're welcome to go ahead and be this amazing they're missing out too thank you guys thank you thank you is there any public comment on agenda items from anyone if not board I'll entertained motion to approve minutes any questions on that minutes so yeah all in favor say aye my answer reports questions on claims before we vote to approve as you're looking at those real quickly I want to mention I did a gift from Mr Martin there were four teams at Shark Creek so we did have six that left so just to verify that for sure I moved to approved nine let's look at that in the opposition payroll nothing new with payroll as you can see it's kind of dropped back down to more of a normal level but again those will start going back up because we'll get into the end of the school year so we'll have academic ECA claims coming in and we'll have end of the year Spring sport coaches pay coming in through May and probably part of June but even in June and July we'll start summer school days so that all has an impact to be able to you know amounts and payroll this is the lowest it's company for a while probably yes excuse me I have a motion for approval I'm going to improved payroll secondly all in favor of approval say aye all right Financial Services no just in the month balances for April as we close on that education fund sits at just shy of 10 million dollars and our operation fund sits just shy of six million dollars so everything still looks to be good and continuing to Trend in the right direction did you want to comment also about the 24 budget calendar it's on oh yeah yeah I didn't yeah and it's coming up so can you say one of the things can you mention the reason why some people don't remember the reason why we have the negatives on these others and when we yeah so the negative balances those are those are more towards the end of the uh fund list and those are at the end of The Funnel list because those fun types are federal funds which are reimbursable funds so we spend the money first and then we have to send that in to get refunded back those dollars so they always sit in the negative people might not remember that I just when I flip through those you see and we never really comment yeah so every once in a while we'll come up right and if you see the overall fund balance it's just under 20 million dollars so um and then to your question for your comment Kevin um it is getting into budget season so I had laid out a budget calendar uh for all of you just to kind of start to map out that process yeah obviously it's not set in stone things can change but because there are deadlines for certain requirements I need to map that out and so that I can make adjustments as we go uh through that budget season and make sure that we can still meet all of our statutorial deadlines and so that just kind of uh informational only just to kind of show you uh what is going to be coming your way in the coming months related to the budget process but if you ever have any questions about that feel free to email me or give me a call or just ask me I always appreciate your timeliness on the matters like that Chris that's all I have all right under HR this evening [Applause] underemployment we have Tracy Kennedy summer secretary at Northfield High School we have Amber Lewis principal at Southwood High School uh Noreen Ramsey cook Northfield High School retirement William Gray maintenance team North schools Bridget hammer head custodian Metro North Elementary I'm relieved there are two the 157 and number 158 and you can see the leave time from notice or whatever it's hard it's hard to see it looks like an end but it is an R it's harmer foreign Kathy Lyons under transfer that's from a three-hour cook in Metro North to a four-hour cook at Northfield Michelle Campbell transferring from secretary at Metro North to a three-year-old preschool teacher at Salford Elementary [Music] motion a second to prove the HR list tonight if you want us to decline the one um and I encouraged her to apply for that Michelle's work there this is for bachelor's degree and appreciating the first person in her family to do so and working with kids is her passion and so I'm super proud and that she has accepted into place work group tonight that are heartbroken at the same time it was very yellow maybe she'll be moving back to Metro north sometime motion is second all in favor post group okay I'd like to talk about a few of them first of all I want to talk about our retirees so uh William Bill Gray retirement after 20 years all North schools and so I want to congratulate him obviously you know that we also had another one another um Steve knows that very very well another one North that's also retired we've already talked about him I'm also Bridget Harner I'm headed custodian at Metro North uh she has I got a little more information from her she actually started as summer help in June of 1996 at Southwood High School then she became a custodian at La Fountain Elementary for one year and then she transferred to Metro North to all the rest of the year so she has been with MSC of walrus County for 27 years so again um uh congratulations to them but also we have a large loss of of actually two head custodians and two maintenance directors this year with a lot of years experience and Steve's back there shaking his head I know don't rub it in things like that but there are four of them that early heat overseas and so I want to congratulate them and also I want to welcome now officially uh uh Mrs Amber Lewis as principal at Southwood Junior Senior High School and I'm going to read just a little bit of what was written earlier and I'll let her speak for a little bit here so Mrs Lewis served as a school administrator for approximately three years so far and she's taught Junior High and high school students in several areas think about these subject areas too chemistry physics ICP Agricultural and criminal justice outside of Education she has worked in agriculture been a crime scene specialist and also working United States Secret Service as a special agent and so she has a vast array of yeah everybody's like a mass array of experience in a lot of different areas but know her passion as far as coming back to this area to MSD of Wabash County into south of specifically where she also is a graduate of Southwood and so I want to congratulate her on the acceptance officially tonight being the principal of Southwood Junior Senior High School we're very excited I know she's very excited and I'll let you share anything else that you want to share I just want to say thank you for your vote and I had the opportunity to visit with staff and meet some students this morning that was it just felt like home as Mike said I graduated from Southwest of being back in those hallways just felt right and felt good and I'm excited to continue the right work that is already happening and get to know the students and staff better thank you and so officially it says on there August 1st but like we've done before since we have hired early if we can get her in a little bit earlier we'll do some other things but it's official August 1st but other things and we're going to talk about that later too if she has any time if she can get in um because there's things to get started August 1st anymore is not a good time to start because there's a lot going on before August 1st with hiring um just getting ready for school and so again congratulate Mrs Lewis and we are very excited to have you and so I believe that's all I have for the bandwiders yes and and so Mr Lewis Brandon Lewis I don't know if you heard about all the situation but um you have to help a lot too yeah but anyways it's a team effort and a lot of times spent but luckily close to school and and uh your children being there it's it will be fun to have them be a part of the the school of course not the high school right away I don't think we'll move them up quite that quickly but uh just be a part of the system and moving up as a as a knight so cool so friend you want to not say anything in here too all right okay yeah about 10 days ago we hired employment at work to take over as a director of Heartland he'll have big shoes to build from Mr Hobbs and then that same night we had a presentation from Garmin Miller on what I don't know how apartment needs some things looked at you know maintenance wise and building with stuff wise and it was kind of a huge sticker shock 13.5 million and that's not including any expansion that's just what they went through the heating and cooling and different things here there's a lot of things that could be done but I'm afraid that I think we'll get better because of the way the schools are hooked together but I would like to see expansion before we did a whole lot of improvements like that because that's something that's a critical need I mean the building still works but there's a lot of things that could be done because it hasn't been touched as what 1967.

we have a planning meeting with the facilitators um that Lewin Felicia will be part of on Tuesday the 16th next week so we look forward to um talking about um the results of the focus groups that were held in January and looking ahead to planning for next year at that May 22nd meeting the students did a nice job of outlining all of the events taking place in May and June all the exciting events in your folders tonight you have some invitations to next week's from Cherry Brook primary school art show being held here which is next Wednesday May 17th and then the following week on May 24th we'll have the art show at Canton Intermediate School and we also have the wonderful musical concerts that were listed um Claudia and I try to put all of those on your board of ed calendars that they were sent so keep referring back to those to keep track of all of the upcoming events and I couldn't let um this week go by without recognizing all of our teachers for the outstanding work they do this is teacher appreciation week and I know you all feel the same way about our our outstanding staff who always go above and beyond and it's also Nurses Appreciation week so please um we want to make sure we thank Diane cedaro our nursing supervisor Ryan Townsley our school nurse at Canton Intermediate School and this is Jessica Bailey our school nurse here we appreciate all the TLC they give our students and staff throughout the year that's my report about this evening are there any questions you may have for me online anybody Erica or Felicia no thank you okay thank you I just thought this uh invitation to the art show for four through six is just great and if you opened it up there's a note to Mr Case hello Mr case I hope you're able to join us this year at the art show we are really proud of our work this year Seraphina grade six so I just think that's great that's that's why we're here sure okay from the chairs report just a couple of things for you this morning I spent the morning at a cave Forum at uh in Rocky Hill it was a negotiation um kind of a primer on things to expect what to look like what what the negotiating team should look look like uh from um from a board of education standpoint they also went over some of the uh the grievance issues that are in the state right now and how certain things are handled I found it to be extremely helpful we're fortunate we have cave that runs these programs for us from the time to time so um um and thank you for making sure I was registered in that so um the second thing is I I want to also add my congratulations on the Canton celebrates which went extremely smoothly and I want everyone to know I'm out of lunch and the reason being is I I bet Mr uh Bishop that this thing would go Way Beyond the the two hours expected and guess what it came in under he had it planned uh thanks to Mr scheidler so now I'm going to be out of lunch so um it was positive feedback about the scheduling and how it went this year great I hope you like food trucks so so anyways the the final thing I want to bring the board up to date on is um uh through the para through the Peril bargaining unit um they have they they struggled this year they've had a difficult year uh some of it um you know is is um has been caused by um the certain environment that we're in as far as hiring goes and things of that nation and that nature but um our Paris as much as we love our teachers too our our pairs tend to be the uh we say this all the time but we mean it they are the backbone of our of our school system and without the Paris I think we would lose our teachers and it just it's one of those gender pieces if if that comes out everything starts to fall apart so um they've asked us to uh kind of sit down with them and listen Mr scheidler and I along with the superintendent um has uh We've now had two meetings one with Cherry Brook Paris and uh today with the Middle School Paris middle school and high school middle school and high school Paris excuse me and here's the theme and this is no surprise to any board member um we we know that the salaries are low we know that there's a revolving door because of our salaries we know that they go beyond uh the Call of Duty sometimes and for very little pay so our commitment and I think this board uh up and down has said that this is something we have to look at we knew that when that contract was signed and we saw that we were just coming up to minimum wage there was going to be some work to be done there um so that's something we have to look at the contract that does not open again until 24 25.

and a team leader it has shaped me into confidence to be a confidence person who is ready to go to college and it's really great to hear students speak that way when they're in high school and they're ready to go to college and he was very well deserved of this award I went to the elementary middle school open houses great turnout in middle schools and and the um elementary schools I've seen some of the projects with uh meet the Masters California Gold Rush wow I didn't realize they should do that I did that way way back when I was in school so I'm like oh that's they're still doing that but I spoke to many parents and staff members but it was bittersweet to go to the middle school I'm getting emotional because I knew that it's the last time that I would be attending three middle schools I won't have to go to one Middle School next time but it's yeah I'm gonna miss everyone thank you thank you board member Benavides I too would like to say happy Teacher Appreciation Week every teacher out there not just in Azusa but elsewhere and then um I'd like to uh just congratulate all the children and the students that were here with their artistic talent and I and all the dedication and hard I was going to bring that up too this is the end of the year and this is just not a typical end of the year we we are closing all the three middle schools to combine them into one middle school and I I you know I'm it I'm also emotional in the sense that um being in the district for over 40 years myself um it's it's a it's it's a great change because we know what great things are going to come but at the same time you know I I just want to encourage all of you guys the field agree but it's okay and um that we put our best foot forward that we're able to feel own it and then put our best foot companies there looking to uh hire and um I was told that our students were offered on the spot jobs and so congratulations uh for everybody I know the city was out there as well for everybody coming out uh to uh to do this event uh it was really really nice uh to Daphne's point at Sierra High School we had the opportunity to go to uh wasp um and the team was uh very complimentary of the school the staff the students and the parents they said that the message was consistent amongst the groups and so they gave a lot of kudos for that um they were impressed that we had so many programs and so many offerings for our Sierra High School students and so just want to be thankful uh a wask visit um is a lot and so I appreciate all the staff students and parents who came together to make that business successful um I also want to show my appreciation to the Azusa leaders for Learners Foundation uh this Saturday they will have a fundraising event uh those proceeds uh come back to our students and to our staff members and so just want to show appreciation uh to the foundation for everything that they do for our district we are an open house season so I was able to go to Slauson Middle School and to Ellington tkh school walk into classrooms talk to parents talk to students talk to staff eat enjoy and so just again lots of things to celebrate especially when you see the quality and rigor of the student work that was being displayed I also want to uh share uh thank you for uh certificated uh the certificated week uh where we we highlight a week for everything that our certificate staff does for our students encompasses uh our teachers our nurses our counselors uh all of the certificate staff that really come together to to provide our students an A plus education so thank you good evening I too would like to which all of our certificated staff this week and just expressed my gratitude for all that they do for our students and our community it is a work a heart but a lot of effort so appreciative for them I would also like to recognize our students who competed this Saturday our ausd elementary and middle school track meet who um track team who moved on to the San Gabriel Valley meet and now we have students who will be moving on to the Downey competition coming up in June I also got to visit a couple of of our elementary schools for Open House season I was at Paramount Elementary School as well as Lee school and it was wonderful to see all of the student work and a great turnout from students and families and again highlighting all of the efforts of our teachers and staff good evening all um I would like to share and stay in happy um certificated Employee Appreciation Week um this week and last week I was a I had the honor of going to the fabulous Sierra High School open house where we had a lot of baked goods and I got to see a lot of art um also last week we went to Dalton Elementary School also another good sale bake sale we had some good fresh popcorn so that was exciting I'm happy to announce that we have resumed our fencing installation at Lee Elementary School yes we are and then we are rolling into our playground equipment for all our elementary schools and I'd also like to join the chorus of happy certificated Appreciation Week um and I really want to just thank our teachers for the hard work that they do um teaching is that profession where all professions grow from so lifting up our teachers and really celebrating the the hard work that they do day in and day out it really is a labor of love and we appreciate you um uh in the coming weeks we'll also be celebrating our classified employee week as well so I also want to say thank you to our classified employees for the hard work that they do and really enable all of us to do the work that we do for our community I also had an opportunity to attend the open houses I was at Center Middle School and I really really enjoyed just to see the culture and the the um the flavor um literally speaking of the school um but also just to see the interactions of our teachers our administrators our employees working with our community uh seeing them interact with them and really showcase the hard work that they're doing I um had an opportunity last week to go to Lee Elementary School um and that was a super fun really seeing the the community interact and then I was able to also go to Valleydale um as well and even though it started to rain towards the end um you could see that the parents and the and the staff that was was there were still excited about visiting classrooms and engaging with one another so um very very very nice thank you thank you moving to item 10.1 approval of the consent agenda may have a motion make a motion to approve second moved and seconded Miss Pineda your any comments and your student preferential vote yes any other comments or discussion by our board members I'll call for the vote and the motion passes unanimously moving to item 12.1 Miss Camacho thank you sorry about that good evening Dr Beau Board of Education superintendent Ortega and cabinet tonight I will be sharing Azusa unified's attendance support system which is aimed at reducing chronic absences we'll Begin by just reviewing the differences between truancy and chronic absence truancy counts unexcused absences and relies on legal and administrative kinds of solutions and interventions chronic absences count all absences excused absences unexcused absences and suspensions suspensions the emphasis around chronic absence in terms of support is looking at what kinds of positive strategies or how are we looking at root causes to to reduce our system is organized in weird models beginning with those foundational support that are aimed at all of our students um and looking at as a whole school how are we promoting positive conditions for learning where students are more likely to want to come to school and be engaged in what is happening there are tier one um which is um Universal preventions are aimed at encouraging better attendance and prevention effort before students move into that area of falling into that percentage that would get them at at Chronic absences our third tier is that early intervention piece that early intervention piece again looks at how are we now identifying those students who are falling into that category of chronic absences and how are we beginning to look at the supports that are necessary to help them re-engage and our most intensive supports are at the tier three and those are our students who are missing the most school which would be 20 or their absences are at 20 or more of the school year so in looking at the tier one which are the universal supports um and Azusa unified um we began by really looking at how are we communicating um clearly schedules and expectations um around um attendance how are we providing parents and families with educational opportunities around the importance of attending school regularly and the impact of excess and the impact that excessive absences have on the academic program and learning for students and creating a space where students are welcome and engaged and have that positive interaction and connectedness with the the adults on campus looking at how we recognize and celebrate um good attendance as well as improved attendance when students are moving into you know who maybe have struggled a little bit and um are beginning to to come back and and show improvements in how are we recognizing that our tier 2 early intervention pieces that are in place are attendance monitoring which is collecting data at regular intervals to identify where students are at in terms of their attendance um who is that that tier one area or tier two and who are at year three in order to identify how we are providing those supports and when we're looking at tier two that attendance monitoring becomes really critical because we want to look for patterns and how do we begin to bring families in to to provide some supports that might include home visit that might include you know making some connections to see what are some supports that might be necessary you know is there some before school care that families need in connecting them to our expanded learning programs through think together or after school types of supports again because chronic absences look also at suspensions we want to look at how are we implementing some Alternatives um to suspension um uh before we move into that area as a support for students um and again just really identified those root causes to be able to provide the appropriate supports to get students back at school and I can ask your question sure now or wait to the end go ahead so my question is regarding the the tier one yes School in the school um is monitoring students attendance so do we have an attendance clerk there or do we have a specific person we have at the secondary level well we have our clerk who helped to monitor they might run report but also um principles assistant principles will look at those reports part of our collaborative data opportunities also include then looking at how are we tracking those students who we are identifying you know when we'll run reports or who is at that 10 percent or just below that 10 percent to identify those and does the community liaison still do home calls some of our schools are still doing home visits we don't have we haven't um done the model where everybody goes out on the same day but we are looking toward developing that schedule for the coming school year so all these theories include the elementary middle and high school correct all grades and recognition I know that they had a recognition in the elementary school right in middle school but they do not have it at the high school I think it's really important that we do continue on up to 12th grade thank you and again our tier 3 supports are those um very intensive supports for those students who are missing the most school and really that begins to look at very individualized supports um you know are there um connections to outside agencies that students or families may need are there housing issues are there some stability support that we need to connect them to if that's the case utilizing our student and family support specialist Alicia Torres sharp who um you know does that Outreach support to connect families to to outside resources sometimes this might include bringing our students to a Student Success team where we include families teachers other staff to identify what support the student and family needs to to help them get back in a good pattern of attendance and again sometimes that might include referrals to counseling agencies or whatever it is that the student and family are meeting and sometimes these students at this intensive level do are referred to the student attendance review board that's art and sarb area and and moving into those those types of interventions and um are we still um in the process of trying to find someone well Maria Mahia you know she's been gone for quite a while and I know that she dealt a lot with the parents and she strictly worked on attendance here at the district office do we have a person that does is doing that at this time yes so that work has been shifted in the student support office I know for Hernandez has taken on some of that as well as our student and family support specialist Alicia Torres Sharp okay so again we look at our model um by how are we beginning to engage parents and families um in the importance of regular School attendance and how that impacts learning how are we recognizing good and improved attendance I know oftentimes the focus has been on perfect attendance but I think there's also um it's important to acknowledge um improved attendance so that students um efforts and families efforts to to make improvements are also being recognized as well and again regular intervals of monitoring data to ensure that we are tracking students and providing support in time and not when things have have gone too far and organizing personalized and individualized supports for families in order to to help them come back thank you Miss Camacho any questions just one one question um it's my sense that part of the pandemic there was kind of like a if you're not you know unless you're vomiting or or have a hundred and something fever then go on ahead and come to school and it's my sense that that has shifted a bit so is that correct in my in in the Assumption and one first of all and then how does that affect our how does that affected our data therefore so there's been I mean I've been of course with all of the ups and downs and changes that we have gone through through covet in terms of when can you when can you come to school what are your symptoms and all of those things um you know utilizing our program specialist Melissa Lofton who is one of our our district nurses who leads up that department and you know providing some bullet points and guidance um for families and staff and you know making some determinations as to you know when is it okay to send kids to school if it's just a tummy ache um you know what are what are those things and and how do we communicate that so we've put together um some PowerPoints for families at the ed services level um to share out some of those bullet points um to families but it's re-educating that that piece no I was just gonna add um and correct me if I'm wrong I think part of it also is um on both sides and I think that sometimes due to uh home fears of sending a child uh to school uh because they feel sick or they heard somebody sick but trans and to answer the question again correct me if I'm wrong uh chronic absenteeism is a Big Time Statewide problem uh because of kobit prior to covid uh chronic absenteeism Even in our district uh was relatively low uh but now you are seeing districts 30 40 50 60 percent chronic absenteeism and so Azusa has not been immune to that our chronic absenteeism rate uh has also has also been High um again because of the pandemic and so I think I applaud at services and um really trying to promote uh recognize and celebrate attendance and to start kind of Shifting that mentality that if you have the sniffles it's okay to still come you have a little tummy ache it's still okay to uh to come um and so a lot of work to be done in that in that Arena so our our still um or yes we still have been Distributing um the free covet uh home test I mean in case like if they're thinking their child is ill or that you know just to be help help them also feel secure they can go to school but um yeah I appreciate that we're having a campaign and attendance because I know it's very very important especially right after the pandemic um they can know that it's okay you know they don't all have to stay home I have a question um two questions are there any uh particular Trends among subgroups um there are so what the trends show and it's interesting because the trends again are Statewide is um the grade levels with the most um significant um absences or significant significant amounts of students who are in that chronic absenteeism range are in the TK and kindergarten range um some of that is attributed to or or what has been shared is you know when students are young and entering School sometimes their immunity isn't bolstered enough and they have a tendency to get sick or when our kids are young you know if they have the tummy ache they have the stuff for more inclined um to keep them home because we think it's just Tinder or TK or preschool but again it's that education piece and helping parents understand you know those um Early Childhood years are important in developing or reinforcing good habits in terms of of attendance and and really support that men in those areas but that trend is seen and we see that Trend here in our district as well those uh two grade levels have um the the more significant amount of students who are in that chronic absenteeism rate thank you and then my last question is as a board how can we support the district's effort to mitigate chronic absenteeism um you know discontinuing to Echo um the importance of students being at school and um you know um um you know our schools are wonderful places to be you all get to see all of the rich wonderful things that occur and you know any day that's missed we missed we miss the kids when they're not at school so you know just echoing those sentiments I think are are important as well and we are also looking ahead at launching um a big attendance campaign at the beginning of the school year um you know bringing out our attendance banners and and having some um fun things going on to celebrate attendance so we will be inviting all of these to those special times thank you moving to item 13.1 update of surplus property Mr Ortega thank you Dr bo uh next week on May 17th will be our third uh Surplus property AKA 711 uh committee meeting on Wednesday at uh 5 PM um at that meeting we will be sharing with the committee some data that they had requested and so tonight uh we will be sharing uh that data with you all as well and so I'd like uh to call on Latasha to walk us through uh that particip that particular data sure so what we have on the screen um are the predicted talks um to bring our remaining our Surplus sites to parity um and as far as parody just meaning for the infrastructure networking IDF cabinets HVAC and vice versa I want to stress that these amounts are based on this year's projection so depending on the time of when the decision is made or when construction takes place we would have to account for inflation so as you can see here there's about a 1.2 million dollar difference from our lowest school to our highest school as far as the amount that will need to be invested into the school for operational purposes foreign this was a piece of data that was requested by the 711 Surplus property committee and so we wanted to make sure that that was shared with the Board of Education as well um at our previous board meeting uh we also um highlighted or shared that at this meeting um we would like to provide the Board of Education an opportunity for board members to share some initial thoughts um about what they might be thinking um we could do a surplus property again the committee had requested like you know as we're going through this process what what is the district thinking like what what is there um they they do know that all of this is Uber preliminary and that nothing's binding there's no action tonight um and so this is just again just some first thoughts um in terms of what and maybe you have not maybe it's n a maybe there's there's nothing and that's that's okay as well uh but I'd like to turn it over back to uh Dr Beau um and uh again if we can hear just some initial thoughts from the Board of Education why don't we just kind of take a structured route couple rounds and we'll begin with board vice president Rodriguez Pena okay so um my thoughts of looking at the school closures and also the schools that are remaining my thoughts are actually okay so um the adult transition and the longfella those two School sites they do not have parking they do not have most needed is handicap parking at all when you go there you have to go around the block to try to find a parking uh to let your child out but um I I would like to probably see them in one of these um schools that that will be closed also um I would like to see a community center in our community we did not have a community center where we can um you know have concerts concerts or you know we all have to go to certain School sites but we it would be nice if we had one Community Center for everyone to go to one place because it's okay we never know where we're going I mean it's going to be in a glass time to be the zoo so is it going to be at the elementary is it going to be you know at Sierra High where we have or we're just saying we're always freezing in there but when we have our teacher right Arturo so just saying it would be nice if we were in a place that were comfortable um and and uh Sierra High School also I I was in the Wasps I heard some concerns of people talking about parking thinking about that it was like in a busy street and speaking about the classrooms that they you know don't feel they're too crowded or even the um the weight room the gentleman had two big giant classrooms and he was at um but the other Sierra and then now the time to Mr margosa they turned him into this one little spot here so um that green said you know that was a decision that was made but now that they're there I feel they don't feel that they fit and do you have anything to say that about them yeah since you go to Sierra High School you're okay I do like that they do have the cafeteria that they didn't have before and and you know they they have their um cafetorium and that's really nice but I just think that that's my thoughts as I'm looking at the schools that are closing but I see other schools that I think that are in need degree that we shifted I mean move to some of these other facilities for a comment I know some of the ideas that we shared in our past meeting we talked about the community center and I I really think that it's something we should embrace as the district where we can not only just use it as a community community center kind of like a One-Stop for for our students and parents but I also think that we can use the utilize it as a kind of an event center and also maybe release it or somehow if there's other Community Partners a lot of non-profit that are also looking for space because there's a lot of um we don't have a lot of land that's available so this this is a very great opportunity for the district to capitalize on on becoming a partnership not just with the city but with other non-profits within the city and maybe even embracing those in the surrounding Community because I think we're all kind of in the same boat sometimes we're looking for space I also think that in speaking with Mr Ortega I I I didn't realize about the space and at Sierra High School and it had had been moved and so I too had a concern about that and I think this is an opportunity I mean there's there's this kind of preliminary right now we're just kind of sharing ideas and I I would for me personally I I would like to kind of just just think back you know I I really want to see the sizes again I know last time we we had kind of like a site plan and we had more of a visual I mean I I hate to sit here and think about these ideas and not be able to refer back to that on the site plan the square footage and what kind of space we're looking at some of the green space I think we need to really look at all those things that um that you know our vision for this for not just you know for here for our students but also the community because we have to take the community into consideration so I really I know there's a lot of great ideas here at the table I think that we need some kind of a social services component and I think that would be great for the students I think there's a lot of um opportunities right now that we really need this is a great opportunity for our students to really uh help help them you know provide wherever the need is look at those opportunities and look at this opportunity that we have together and I really feel that as a board and a district we should reach out to our teachers because they're the ones they're the kind of the front line with students and maybe we can do like a survey just to get an idea what the need is like internally because we don't know that we we don't work with the students we hear it but I don't know that's just kind of my thoughts right very preliminary so we're to tap back to board vice president Rodriguez Pena and then we'll continue with board member Greer I guess we're going to add one thing regarding Sierra High School you know also I just learned that they um don't have a place to play their Sports they have to go to another school to use their field that's how small they are right so I think it'd be nice if they had their own field their own you know better parking and and regular facility for their classrooms that was my last comment thank you board member Greer so in my at this stage certainly um I don't have any opinions about any particular School site so what needs to happen I I appreciate and recognize that uh that there's a committee that's really going to dive deep into some of these things to be able to make some recommendations my My Hope though as as we get to the end is that there is not any I'm really just hoping for not a cookie cutter um response um I think that instead being able to see a menu of things that I think are are available to us and some creative options the first thing that I think is important is that we consider what are our District's needs so I unders I think I shared at the last meeting I'm I'm I was surprised and slightly frustrated about uh the Sierra High School thing because that had not come up when we talked about moving to our high school over to where where it is now and so I guess how can we ask the questions into the future um so that we don't find or our next iteration of the board doesn't find itself at this in this place can how can how can we do that work and do that homework so that we we have just thought about those things um and not asking a board 10 years later to to hear that in 2023 the board made this decision but didn't think about those those future things so so that's that's one of the pieces what are the district's needs as we project into into the future um I I would I almost can't or see a scenario where we don't have some type of community services centralized location I see that we have uh Mickey here with the city and and the great work that's going on with all in uh for Azusa and so looking for ways how can we partner there and and just what are what are some of the other creative things with Community organizations um as you all know I'm uh pastor at Pluto Community Church homework house is on our uh campus there at Foothill Community Church but we'd love to see are there are there ways or options for a homework house to expand and to look into others I would just love to see what are some creative ways to partner with um with our community um and and have some centralized services that already exist and make some space to invite some new organizations to provide some uh services to our city um as we dream um what what some Partnerships could look like and then I'm I'm more hesitant around sale just because when you when you sell something then you you don't have it and how can we retain some assets again to have some leverage for it for future boards to make some decisions um I was but still I I wouldn't personally wouldn't be opposed if we looked and saw that there was one or something that really made a lot of sense um I didn't I had not thought about or heard the idea of some partial sales and so when we look at the size of some of our site I could see there being some sites that are kind of I don't know how the the correct terminology but looking at selling portions and still retaining uh portions of of those sites I like the idea of that um as uh to have some revenue and how do we how do we directly do that and then and then convert that to to some projects that that are that are highly visible and and and and carry a lot of weight within our our community um and I'll and I'll leave the board the committee to to think through and staff to think through and dream up what some of those things can be um lease same thing what are some some lease options that could actually generate some Revenue um but again that's that's further down on my list it's important for Revenue to be generated but as we look at some of the community services I'm less concerned personally about Revenue generation and more about what we're able to offer within the city and then what are some other creative things that just makes sense as we look at some of the sites and so wild idea things uh they were talking about housing what could that look like if there was housing that was being provided for uh for staff or or or yeah for Teacher housing or um I know that there's been conversations around property swaps and what would it look like to take this property swap it for another property and and now we have a property that is more conducive to some creative ideas and so um would love to see some creativity baked in um and some options with them some really thought through um fun creative ideas to capitalize on this this moment that we have right I actually just have one question and when I look at the underground utilities for Central Middle School wasn't this completed already no what did we do underground at Center I am not aware of underground utilities at Center I I just thought we we had so we have you're saying we haven't dug up Center from I understand I will double check but that is my answer I think it was in the last six years okay I will double check it I I think there was something done there the only reason why I'm saying that it could have been Plumbing because if I recall on Cerritos they ran into a block right of a cement or something in it that so they had a certain plan and they had to go around the plan right so they did I will double check this evening it was just coming but underground utilities would it be a different avenue but I will double check that and report that out yeah thank you um I will try my best to be concise uh so when I think of a healthy City healthy District I think about um a great place to live work and play and then also to learn and I think um I'm I'm agreeing with my colleagues comments around harking and access and um athletic debate um I will make a specific request Mr Ortega if we could um organize a visit to Fernando Ledesma high school it's uh in the Amman Union High School District they have an amazing new gym and um uh uh Jim and uh weight room that they just built um I think that is really a vision for what um we can do for continuation school students um again as a vision right as an example um so learn live work play um I'd like to to think about what our our criteria and our goals around Recreation both as a district and also in partnership with the city what do we want the Souza Community to have in terms of recreational space what do we want our district Inner City to have in terms of places and centers that promote Health and Wellness and um I I think that looking at creative ways to retain ownership of our property but also generate revenue and how do we partner with um in a non-profit after school partner like and I'm not naming a specific group but like a boys and girls club to come in and lease one of our facilities providing another Rich opportunity for after school and wraparound programming at one of our sites that's built that's built for kids right not an office building that's inverted but a site that's really built for kids with parking and restrooms and and field space um and I think for me the a site that I think makes in my opinion makes sense and I know there's been discussions at the city level off and on with different people and different iterations is um particularly looking at kind of the one of the center Central spaces in our city and that being Slauson Middle School and looking at its unique location mirroring Memorial Park and that being a central place for recreation and Civic engagement um and and athletic activity um Slauson being one of our larger sites um it's very nice nice and square it's very open and I wonder if we're dreaming big and saying what um I'm never before seen thing could we have there could that be um a joint partnership with the city and other non-profit or for-profit Partners to use this loss in space as a soccer field as a district-based food pantry that could serve our families first and Community second um could it be a place where we could house a Wellness Center um maybe in partnership with a healthcare organization that makes sense for our community and given the square footage and the acreage of the site could it also be a place for a school Farm or a community garden and could we do all of those things and say that the between Slauson and Memorial Park this is a essential hub for recreation athletics and wellness that benefits the entire community and um those are my initial thought and I'd like to add to that regarding um central location I feel that it's off the 210 Freeway we do not have anything that is or our community and I I know that Memorial Park they do have a community garden already and it's off the 210 Freeway and this is another thing that we're asking when we had the community meeting regarding um and I'm looking at Center School to be honest with you so the the students or the children or the community can go there and also participate in the wellness center they had I'm not sure I'm sorry Mickey but I'm not going to ask the question but they had a Wellness Center at the old um sister city house I'm not sure if it's there any longer that had the nurses from Apu would come there but it would be nice if they had the same thing on the other side of the 210 Freeway just to be we're talking about Equity equal you know fairness that's what I how I feel and I just wanted to um share that um I am less concerned about a site in particular but these types of resources I I want to kind of echo um board member Greers I really would like to see a vision kind of you know thinking out of the box for lack of a better word but you know maybe with I mean technology what's always changing maybe a tech center I'm just thinking of ideas I know the city when I was working with city of Azusa the city has always looked at building a library maybe there could be a partnership with incorporating a library some ideas like that were brings the partnership both they're collaborating with the city uh just really getting creative and seeing what we could do I mean this is an opportunity we really have space here to work with and that space is not it's really for the community for the students so I I think we really need I would love to see the committee really come together and collaborate with on the thought of working with the city and partnership and I mean library book students so and there's a lot of things that happen at the library we have seniors reading the students so we you know come up with the coffee or something coffee with the cop or something so we really need to embrace that and and really think partnership and uh board president what you shared actually triggered just a couple of extra thoughts I said I wouldn't get in to create you know certain creative options but but it triggered some thoughts I think as we as we look at some of the recreational opportunities and Facilities that are out there and yes ways that we um share constituencies with with the city and so if we have fields in there yeah there are there are soccer teams and there are uh little league and there are different how can we partner with some of those entities um if what would it what could it look like if we were to to kind of carve out and have some space for a district field even if it meant that we it's not something that we are able to fully tackle uh now but but we were to carve out space to kind of begin that and and it's something that could be built upon um and if there was something some of these types of things disrepeed or other things I think it's the city in general um outside of the school district I think would be able to utilize those facilities and those resources so yeah just really big on on partnership and what are some of those things that we again we can dream and be very creative in this Junction any other comments thank you so much moving to item 13.2 approval resolution 22 23 27 declaring the month of May as Asian American and native Hawaiian Pacific Islander heritage month is there a motion motion to approve 13.2 second moved and seconded any discussion I I have um some discussion um I uh look I'm grateful that we have this resolution at our board meeting and that we've done it for the past couple of years at least and I want to take this moment to recognize the contributions of Americans of Native Americans of Asian native Hawaiian and Pacific Islander descent I um the contributions of those individuals in arts science culture language and food and um as as much as I take this moment to celebrate I'm also taking this moment to raise awareness and consciousness of some of the dark spots in our history regarding um Americans of Asian descent beginning with the 1971 Los Angeles Chinatown Massacre the 1882 Chinese Exclusion Act the internment of over a hundred thousand Americans of Japanese descent during World War II the 1981 murder uh race-based murder of Vincent chin in Detroit and more recently the covid era the unprecedented rise in hate crimes against Americans of Asian descent um and at the ti again at the same time that we Embrace The Duality of our identities and our participation in Civic life the contributions and some of those dark spots I think are things that we need to hold dear to inform our future and what we do with our our U.S public education system and um so again I take this opportunity I know there are many people in this room that are the first in their family in their household in their community in their school and I want to get to the point where where um as much as we celebrate the first that we are promoting and supporting the next of us in our community and so with that um Ms Pineda your any comments from you and your student preferential vote on this item yes thank you so much and now we'll move to our vote and the motion passes unanimously moving to item 13.3 resolution 22 23 28 declaring the month of May as National mental health month is there a motion motion to approve 13.1 approval resolution 22 23 28 declaring the month of May as a national mental health month second moved and seconded any discussion and Ms Pineda yes thank you so much more members will move to a vote motion passes unanimously moving to item 14.1 we have Miss dahura good evening is that better okay no it's not um frequent the title this is the family and cabin this evening I have the pleasure of sharing information about the Unified School District partnership with over 34 million Americans according to you in September 2016 Governor Brown said methane emissions reduction targets of California which is sp 1383 in a Statewide effort to reduce emissions of short-lived climate pollutant and that August must be reduce organic waste disposal by 75 percent rescue for people to eat at least 20 percent of currently disposed surplus food by 2025 I first reached out to popia in 2020 when the organization received brand from the Los Angeles Department of Public Health funding was to facilitate the partnership between copia and school districts to ensure compliance by donating any Star Plus food products to put banks in that although we have seen a significant decrease in food West in our schools we still have Surplus Foods especially right before the long holiday break with an increase in food costs and the cost of living including security continues to be a problem for a large number of people and I'm glad to share that this food will go to individuals in our communities that need it instead of the trash and this is where our partnership with cook Tom Hewitt from copier will now share some additional information regarding the partnership or two entities of established and how it has benefited our community and surrounding area so hello can everybody hear me thank you for thank you for welcoming me into uh your board meeting today I come from a household of teachers so uh this is definitely meaningful to me and uh it's been a pleasure working with azus Unified School District to distribute food surplus Stella had mentioned there is a substantial problem with food waste in this country uh over 40 percent of the food is wasted and that's the equivalent of about 119 billion pounds of food so picture the Rose Bowl Stadium 90 000 seats in Southern California and visualize that filled to the brim with food waste that's how much food is thrown away every single day so where does that go it goes into landfills and uh 24 of all U.S landfills are filled with uh food waste which contributes to greenhouse gas and unfortunately that food is not being diverted to the over 34 million food insecure Americans that are in need and a solid mention not not only is donating the right thing to do but it's actually required in the state of California in January 2022 California passed SP 1383 because Municipal landfills are the third largest emitter of methane across the state 20 of the state's methane uh is a gas released from landfills and this plan was put into place to decrease the amount of short-lived climate pollutants by 75 percent uh by the year 2025.

um as far as I understand dams are also re-licensed um by I guess I don't know some federal agency do you know if the re-licensing is tied to the contract with DTE if there is a different um set of deadlines that are either before or after that so we are license exempt so we don't have a license and that was done intentionally at the time when we were commissioning the hydro because they were trying to incentivize um Hydro production at the time so we didn't have to go through all the hurdles associated with the licensed hydropower so we're we're compliant with all of the rules that all hydropower needs to do but we are licensed exempt and so we don't need a real license okay so these are these questions are not necessarily an ecological order um we're going to be updating the comprehensive plan and I'm just going to throw a hint out there maybe also to our council members that maybe the dams and what we do with the dams and what that might mean in terms of free-flowing and not free-flowing and what that means in terms of land use and things like that maybe that should be a small element of the comprehensive plan I'm just going to throw that out there as an idea obviously if some of the dams are decommissioned like Argo or Superior or whatever then that might although Superior wouldn't uh wouldn't be in the anniversity limits but that's just throwing that idea out there I'm wondering if um if Ann Arbor were to um have a municipal electric utility um whether it's an seu or some other form if there's any value um that the seu might see in generating higher power um and I mean this is probably a long way down the road but it may be something to think about I mean it is a very um resilient kind of uh Source I mean if you have a power outage or something like that it could you know that could Supply a resilience Center or something like that um I mean that's not the only alternative to doing that with other storage methods coming online but it might might be of something that's of interest to a municipal utility so it's more a statement than a question um the other question um that I had is Alan Creek is basically in a pipe and I'm wondering if Hydro power could be generated by water flowing through uh Allen Creek it may not be a whole lot um but it's already contained and maybe there's an opportunity there I sort of Doubt we'd want to do anything that the other Creek sheds because otherwise there's probably negative ecological impacts but we already have that in with Allen Creek I'm wondering if anybody's ever had that idea before whether it's looked and been looked into we haven't specifically looked at Allen Creek but we have looked at in pipe hydro and that is something that we're an area that is is a little newer um so there may be opportunities there the challenge with you know when you're looking at something like that is um you know where where who's going to get the power so are we going to be just putting it into the grid which has challenges in terms of you know again we're not getting a favorable rate yeah um so it's when we've looked at things like that in the past it's can we utilize the power at a city facility where we can where we can offset our power costs which is a lot more lucrative than paying DTE like a third of what we would be paying for it if we had to buy it from them exactly um so and when you look at something like Allen Creek where you have lots of flow for a very very short period of time and then address that is that conducive or not so um it could be explored we have not explored it in detail um but um you know if that's it's something that we could could be looked at right right yeah my son did some very small Hydro projects um when on farms in Australia actually and um so it's it's done it can be done very small scale feel again that might be something that's of interest to the seu although because the intermittency maybe it's not of that much value um and then the last idea that I had which is probably not realistic given the run of the river operating conditions that the that we have is you know essentially with pumped Hydro you have you know a a bank where you could uh um behind the dam where you could let the dam essentially uh let's say um fill up at night an extra foot or something like that and then generate at a higher rate during the daytime when there's higher higher energy demand and that Energy Service might have a better return than just a constant flow um so I mean that's a little bit off the wall but maybe it's something to look into at some point if especially if we're going to be retaining those yeah we're not we're not able to do that under our current permit operating conditions but we haven't I have not really explored is this something that could be entertained or not it would be a question we need to ask and what my guess is is that that would put when you when we were licensed exempt it's probably going to open up a lot of environmental impact things and things that we'd have to study um associated with that so but it's not a deal breaker it's something possibly that could be looked at but I have not looked into it okay good those were my questions uh does anybody have any additional uh ideas um councilmember breaks I don't apparently does um with the cat um but I just wanted to respond quickly to the concept of the comment around the comprehensive plan um well I think it's sort of interesting there's a lot of things that I think we want to do with our comprehensive planning process um we tend to not be uh at least I don't believe the scope of it this time around is to be very site specific and so it's unlikely to go into the details actually in any part of our community around um how we might use or re um reuse and reimagine certain spaces um but um sort of I think addressing sort of bigger issues that may more impact our ordinances and how we update sort of our our land use plan that way but um there may be opportunities during that process certainly to provide feedback to it and get the discussion started and otherwise any others Brian thanks again so much that was very informative I think as as usual um when you dig in deeper things get more and more complicated so it's good to be exposed to to those levels of complication that we probably didn't necessarily think about before so um I think with that um you're welcome to um uh leave the meeting our next point is maybe something of interest um so next on the agenda is a discussion of the ninth circuit um Parts decision relative to uh Berkeley California's um ban on natural gas and what I thought I might do is um provide a little bit of background for Commissioners who maybe haven't been following all the details as well as maybe listeners who are not aware of the situation so first of all I'll start with the local situation um as of now um three commissions the environmental energy and renters commission all past resolutions um you're familiar with that resolution because we passed it um and that's all within the last month dealing with um natural gas and uh connections for new construction um I think everybody's familiar with those uh two resolve Clauses in the case of the environmental commission they actually split those up and they voted on them separately with two different vote totals um one was ten to four um for the first resolution and the other was 14 to zero on the second so the first resolution resolve Clause I should say uh related to um asking the city administrator to work with city planning to draft and pass uh a uh an ordinance Banning natural gas connections with extremely limited connections for all new construction and then the second uh resolve Clause asked the city administrator and the sanding Planning Commission to draft and pass a number of um to look at a number of measures that the city um and uh could basically Implement that would incentivize all electric construction as well as we added some additional um qualifiers in there um making it also sustainable healthy reliable and affordable um and the situation in Berkeley is Berkeley passed uh a a ban and we're going to hear from Noah in a second more about that um the repeal is certainly relevant um to the first resolved Clause uh of the resolution that we passed um just some additional background information it's noteworthy that there are a hundred and four jurisdictions in the United States that have passed zero emission building ordinances so this is not just a handful or 10 or 20 or 30 there are a hundred of these um those are tracked by an entity called the building decarbon Coalition and they have a website and it includes information on each of the ordinances by project type occupancy and scope um in light of all this two weeks ago some of you may have seen this covered uh in uh M live um after well excuse me first of all I was going to talk about the City council's action but before that actually even after the Berkeley uh uh decision by this uh the court of appeals um New York State agreed to a budget deal which also includes a ban on new natural gas connections and a state of New York spokesperson stated that the ban will not include any provisions for municipalities to opt out of the requirement so that's interesting that in spite of a federal court coming to a ruling the state of California is planning on going ahead with its own uh ban and then in light of everything that has happened um last Monday city council unanimously approved what I say last Monday that's not yesterday that's a week ago um unanimously approved a resolution calling on City attorney to provide as soon as possible a public legal opinion regarding the ninth circuits uh decision in the uh case in Berkeley which is called the restaurant California Restaurant Association versus the city of Berkeley um and the resolution includes uh several whereas Clauses that I think are are relevant first of all it says whereas advisory commissions to city council such as the energy commission renters commission and the environmental commission have passed or are considering resolutions requesting Council to investigate achieving eight to zero goals through a zoning ordinance that imposes restriction on fossil gas Connections in new developments for major remodels another whereas Clause States whereas city council approved resolution R23 uh 101 directing the city administrator to negotiate a new or amended gas franchise debt to the fullest extent possible is aligned with the city's a20 polls and then the third I think important whereas Clause is whereas city council is currently prioritizing negotiations of the city's gas franchise in order to reduce fossil gas consumption and achieve the a20 goals it then says um oh where's the result Clause um yeah basically the resolve is what I mentioned that the City attorney is to provide as soon as possible a legal opinion regarding the decision so um with all of that um I think it's uh fortunate that we have as a fellow energy commissioner um Noah Levine who is an attorney uh and before um actually um city council passed their resolution last week um Wayne Apple Yard former chair of the energy commission suggested that I reach out to Noah and ask him if he'd be willing to take a look at the situation in Berkeley and present that to the energy commission and we received that or I received that from Noah and then somewhat belatedly but I reached out then to Joe to include it on today's agenda so I'm hoping that Noah's analysis helps inform not only us but also potentially the city attorney's evaluation and so I'm going to turn it over to Noah and I think Noah has a couple of slides that he's going to present and then make some comments and then we'll open it up for discussion okay thanks for that uh helpful introduction John I will attempt to share my screen here foreign are you seeing the PowerPoint presentation yep okay cool um there we are great yep uh I think I yeah you're good now even bigger maybe okay I don't know if that's bigger but anyway okay cool cool um and yeah uh thanks again John for the introduction uh I will say that this is a bit of a quick um study that I did on this but I I do think it is instructive but um the document that I that was first posted on legislite um it might have a few typos but in any case I I do also have to point out before I get started uh a quick legal disclaimer that applies to the presentation it also applies to the document if you had originally looked at the document it wasn't on there but I did have a legal disclaimer very similar to this one added to the document uh that is awesome also on registrar I believe this PowerPoint should be available on registrar but it was uh created very late so some of you may not have seen it uh which is totally fine because I will be going through it but just the disclaimer is that this the information uh contained in this presentation is provided for informational purposes only and should be and should not be construed as legal advice on any subject matter I don't represent uh the city of Ann Arbor and I don't represent the energy commission these are my own opinions all right so try to go through this as quickly as we can but uh us a little case history uh 2019 the city of Berkeley passed their natural gas ban it was called prohibition of natural gas infrastructure new buildings Berkeley Municipal Code chapter 12.8 um a little sort of uh footnote although it is I guess more than a footnote is that in California they have a State Building Code which cities can enact as is or they can make amendments to it um essentially this the state building code is a floor and cities and all Studies have the ability to enact stricter standards there is somewhat of a process I believe that the state has to approve it now I just want to be clear that Berkeley did not go through that um I believe they're building code is in chapter 10.

um and our special ed ADM number has gone up a little bit and that's average daily membership so that's not actual students and they all have different weights so it's hard to equate how many sped students we have to the different weights we have so um our ml budget was increased by 1.1 million so we did that by moving um money from our Capital we moved 970 000 from our Capital fund our daa and we did have a tuition increase of 143 474 I just want to mention the tuition increase will the formula for that will change next year and that's our students from McNary from Vernon and from Concho that go to our high school and then so uh because we um increased our mno by the 970 000 we decreased our Capital that was part of our plan for um this year's deficit um was to move that money and moving forward we'll do some of the same if we have a deficit that's perfectly Allowed by the state of Arizona in our budget we can move the money back and forth all right are there any questions yeah it's something Mr President you can see that that moving Capital over of almost a million dollars after a period of time it's going to have a negative impact on our ability to maintain our current facilities people our programs as well and so we're we're able to piece it together for a couple years but the board will contemplate a bond in an amount of somewhere between six and eight million dollars at some point and then that will help us offset some of this if we're able to to get that passed and so right now we're still we're still able to make it work we've tightened our belt we've cut out about a million in expenses this year versus next year going forward and we're so we will be meeting I believe on May 31st to contemplate going out for a bond election that does pretty good demonstration right it's brief but it did a very good demonstration of why we would need the money to be able to continue to support things like our Fab Lab buy new buses when the old ones break down computers and then address the safety issues we have a number of those where we wanted we need to improve in a couple areas of student safety be able to provide the security we need for our students our student safety and success are two top goals safety and success and that means something for everybody extracurricular activities including our future Business Leaders the career and Technology education programs or fabrication lab all of those things that we bring to the kids extracurricular Fine Arts we do a really good job I I agree with what Bill had said is that we can do a better job of helping people understand because I not only think that we are as good I think this is the best school in the area and what has some of the top students in the state certainly have that level of teacher support and the other folks so I just wanted to add that for the boards information thank you any other questions I did have a question because you said something about uh next year's formula will be positive or is it going to be a hit that is to be determined so they haven't determined yeah they have determined it but we'll have to see once the numbers wash out what's going to happen hopefully it's going to be a wash that's the plan but this was something that was determined by the legislature a year ago that they were going to move to a different formula so they're still working out all the bugs of how that's going to happen will it be similar to what we're doing right now no charging like making a certain amount and if I might add that's average daily membership that means we get so many dollars per student instead of getting tuition in and tuition then is offered to kids that they don't have a high school in their area in Arizona really can go anywhere you want as long as there's capacity but if students reside in an area that do not have a high school they have a right to go to the closest high school and so they're you're treated like in District kids they're just going to be funded like in District children now that's really the only change and that you may have had a if your larger question was what does the budget look like I agree with Kimberly we don't know yet there's a big chunk of one time money that we might see a bit of a spike for one year and then I think over the course that the money that will be annually put to the Baseline support it'll it won't keep up with inflation and or other costs so it won't be sufficient to make up the gap okay I was just curious if you had any the inside loop yeah I digress for just a second since we do have actual people here tonight which is wonderful to have family I think it's really important that we start lobbying our legislature and also the governor's office to help us with funding I don't think a lot of people recognize that our state now funds private education through tax credits at almost double but we get per student and then also charter schools get an average of is it two thousand dollars more per student than a public school because they expect the local community to pay for that shortfall so if um if we could rally teams together to let them know that we need that additional two thousand dollars imagine two thousand dollars per student times sixteen hundred students that gives us over three million dollars four million almost yeah four to five million dollars additional to our budget and our shortfall is more like 1.5 ish on the average so when we are going up against all of these schools for competitions recognize that they are getting paid funding at a significantly higher rate with no requirements for transportation food and special education so we're not playing the same game and our kids are not only exceptional the state level but I think that they're nationally acceptable and we just discovered that it is a worldwide our students are very successful so if overrides and bonds are something that gives you a bad taste in your mouth it's in time that Public School parents get together and start lobbying our legislature to ensure that we get adequate funding because it is shameful at the rate that we are funded at us at a public school level did we hit a nerve or something amen amen you forgot homeschool homeschool kids get a lot of money I do that really doesn't have any strings okay we need a a motion to accept the revision the second revision for our 2000 22-23 budget I have a motion I have a second from check on favor that's all of us thank you thank you Kimberly item 3.2 recommendation to approve the intergovernmental agreement joint technical education course and Navid programs this is something we do every year Dr Ray just want to explain why we do it every year yes this is an annual requirement in order for us the district to receive the funding the board must approve our participation in these programs for CTE and also the navit [Music] any questions we have a motion I'll make the motion I have a second chuck all in favor okay that was also passed okay recommendation to approve out-of-state travel for our high school future Business Leaders of America to go to Atlanta Georgia we've seen the itinerary we've seen the the results and uh any questions how many students are going to be attending that do you have an idea Rebecca one just one one nice job Rebecca's favorite student in high school and the date has been the day it's actually June and not July one clarification for the board okay so any questions or anything so I'll make a motion to approve check out the Second That Emotion all in favor that too has been passed okay Dr Wright we're going to turn some time to you okay I have a brief report and there is so much going on in May I've limited it to one two three four five six six activities that are probably most prominent there's something just about every night if you're a parent though um on May 8th which is I think it starts this last Monday through the 12th is teacher appreciation week we have barbecues for each of our campuses for all staff we started off with the elementary school today and we had a barbecue we'll have another one Thursday for the junior high and Friday for the high school and we also have a little handout that we just a small token of our appreciation for our wonderful teachers and we want to recognize them May 16th will be the Baccalaureate and that's in the Thomas Keene auditorium at 6 PM we'll also have the senior video at that time and on the 17th and Senior scholarship Awards night that is at 6 pm and where our Target is be done by 8 PM that's our goal not 10 p.m thank you and the last day of school for instruction K through 12 is May 19th that is also for the time of our the date of our graduation commencement exercises which begin at 7 pm at Paul Morrow Stadium the grad Knight lock-in is our end of the year celebration if you have any desire to help out there's still parents that are needed and help adults that are needed for those that haven't participated begins at 10 30 pm and it goes to four in the morning so we need to have chaperones and so I'm working that first shift for the first four or five hours see if I can make it to one we'll see and we can need help anybody that wants to do it we we ask for your participation and I ask about two more potential dates yes ma'am um Powder Puff is when 10 oh I better hustle and then the next one is Mr Yellowjackets this week okay thank you are there any other activities Ms bramel that you want to know about dates I don't think so I I've got a sheet Lauren sent a sheet I'll send it to the board and that's my report if there are no further questions Mr President any questions from the board Chuck thank you Dr Wright a lot going on May's the busiest month of the year you see we used to think December was the busiest month May is actually the busiest month of the year so now back to call to the public if there's anybody that would like to address the board at this time we'd invite you to come and do that um come on up we know who you are but you need to state your name I'm I know who I am I'm Michelle horn and I have kids in the elementary school in the high school I just wanted to recognize our fine arts department for the wonderful job they did with the concert if any of you attended last night it was probably one of my favorites since we've been here and for the musical that was just put on for the public and um those kids have been working since January they were every day after school for hours and hours and hours and the directors Mr bloomstrand uh Dr D my mind's going blank Alicia and I say Becky thank you they all put in countless hours also and those four people have the best um of their hearts going to the youth they support them in everything they do and they are an amazing team we were in the valley for 12 years I think and went to some really nice schools down there that we've had plenty of funding and I would say that Blue Ridge far surpasses anything I ever saw come out of any of those schools of the valley as far as the Fine Arts are concerned and so I just wanted to thank you for supporting the fine arts department and I hope that you will continue to do so it's it's been a great program for my two High School daughters and David last year was able to be a part of that musical in hopes that he can again she thinks he's one of them yes so anyhow I just wanted to thank you for your support of Fine Arts and please continue to do so thank you thank you Michelle if I if I might respond yes I I would hope you would I had the opportunity to meet with all three of our folks that are the directors um Jennifer Olney for her band I had a thank you note for her and and wanted to express appreciation for the Improvement for those of you who've been following Jennifer's work the last four years when she began it sounded like banging pots and pans together it was painful and she had a small group of maybe 12 kids and then now they had evolved to playing a number from Phantom of the Opera I mean unbelievable it has been unbelievable Improvement and I spent some time with her then I met with Mr bloomstrand and thanked him for one the privilege of teaching his having his three daughters in our district but also his investment in our music programs he is an exceptional a music teacher he just see with voice he's an exceptional talent and above all that he's an A Kind very high quality human being and so I was able to give him a thank you note and I also met with Dr D for a few moments and I also expressed appreciation for all that she has done under her Direction this last eight and a half years I've seen our finance programs I'll also add that I'm making a recommendation to the board we bring their stipends in alignment with all other head coaches at the high school because the contributions they make so we're doing more than just giving voice to our Fine Arts we support him and I agree with you that's the eighth show I've seen I think it's the ninth show I've seen and it was exceptional and brought me to tears which apparently is not hard to do anyway but they were they're great kids and they try really hard and we there's we are surrounded our kids are surrounded with quality human beings you cannot find enough good people to be around your kids and so that's the bar that we we have we hold for people we hire to be around our children they have to be good people and we're blessed to have a bunch of really good people around our kids I couldn't agree more with you Michelle and thank you for your support and your your family support and for having kids I wish you had 10 more thank you and if those people didn't go to the play it was exceptional we had girls in three-part harmonies and they were spot on so I know that it is I saw it three times how many people actually will sit through a play three times in high school because I know about 10 years ago it was like I'm sitting through the play because I feel like I need to support now it's I'm excited I'm going again another night so our kids are amazing and the coaching that they get and the inspiration they get from that is awesome and what I think is also wonderful is how many times does the school bring the tech out and allow them to bow with all the rest I mean that Tech program is becoming an exceptional program and I think we have one of our makeup artists that's here tonight that is exceptional and these kids will have an opportunity or young adults will have an opportunity you'll see they're going to be they're going to make that next move and they will be able to do big things with their lives because of the programs that we have it's really exceptional I wish I could do my makeup as well as those kids can do makeup just saying just saying one of these days you need to do my makeup okay sounds good last thing Mr Waldo before I wanted to mention also we're getting all those lights are being replaced by the SFP it's about a half million dollar project the state is repairing all of that and we've been waiting and fighting to get the right kind of lighting in there the stage was refurbished we're putting a little more work in that this summer but the lighting will be there too sorry for their Interruption Mr I just wanted to add I attended the show last Friday night and I agree with everything said it was absolutely exceptional thank you [Music] Kevin Bacon didn't come though no he didn't need him I mean add my two cents I have a friend that loves that type of production and they go to the other High School's Productions they came to me after going to this one and said you know what this is the best the last two years particularly they thought was the best and they said the others are like I'll tolerate this because the kids really need it but this was very entertaining and professionally done and they just had a great time with it so it's it's making waves and they're positive waves so uh anything else Dr Wright you'd like to add just that um for Bill's benefit the other thing that we've been promoting on the Fab Lab it is the only Fab Lab for a public school district in the state of Arizona the only one and it's the only one that has supported public or private by the University of Arizona and so this idea was brought to me by Kevin Woolridge six years ago he's the Superstar yeah and so Kevin and I went down with Steve galker and I told Steve don't talk let me talk I'm the sales guy and we asked for 125 000 we got it and that was the seed money since then Kevin Woolridge has worked tires tirelessly to secure over half a million dollars of equipment and so we are we are blessed to have Fine Arts stem Athletics and every week we can provide whatever your child is interested in they have a chance to participate in Blue Ridge and we're sure proud of that it doesn't happen about Megan Lauren Ryan and Courtney and these other folks Dan and Kyla supporting all this efforts that we have top quality administrators too I might add well I was thinking when you were talking about that that not only they're quality people but the the staff the the people that keep the buildings clean the people that drive the buses those people are quality people too or they don't get to work here so it's it's great to have quality all through the system it kind of stops right here with me anyway so the next item is to announce any meetings we have upcoming in May 31st we're going to have a special board meeting that meeting will be at 5 p.m here hope everybody can make that May 31st here a special board meeting at five o'clock and then I regularly scheduled meeting will be June June 13 at five o'clock at this location so if there's nothing further can I have a motion to adjourn I have a motion in a second all in favor

how will those decisions be available our board and superintendents will have to have a big play in that because they're the ones that handle the money and one thing they talked about there there's short-term and long-term right short term is like the five years and then the long term is 10 years but also that garment are supposed to come back and share what those priorities are too to look at those priorities that's really really needed just like uh Mr Holly Steve Holly with um the priorities that we have in buildings of course you know roofs HVAC systems those are the priorities other than you know you have to have those things before you have other uh improvements and so I'm sure they'll come back with some of those recommendations that's just the starting process but I was kind of surprised at the moment what there's a scary thing with money you know I guess the only good thing is that's that's includes everything though that's the softball yeah that's going to be positive about that yeah that's all I have thank you superintendent report yeah like I mentioned before I did want to share a little bit with legislation so this will take a little bit of time but I'll try to go pretty quickly here so just to give you an idea this is 123rd General Assembly uh there are 1162 bills are introduced 223 bills on the Indiana school boards Association tracking list uh 252 actual new laws that the governor has signed and of those 252 19 or 48 were new K through 12 education policies school or local governments or child related laws so again that's a huge number again and and most of them are out of things there's only like one of them that's like repealed maybe a couple of repealed so some of those that are 48 are not always all negative necessarily A lot of them are possible too and so there there are several uh ones actually in the last six years in education related there's 233 new bills laws that's a lot um so we'll be talking to our attorney um so I'm going to go ahead and turn it over to Dr Cooney he's going to share a little bit about probably one of the biggest ones that actually was finally approved about you know the Friday ending at like 3 A.M so about the budget and then I'll talk about all the restaurants sure so the budget is really the only thing statutorily that they are required to approve uh over their biennium I wish that would maybe be the only thing they focused on that we wouldn't have for about 200 and some other pills but it is what it is and so um as far as education is concerned they increase tuition Support over the biennion which is two years to 1.47 billion dollars so we're very appreciative that that includes your traditional Public Schools your voucher and charter schools so anything that fits within that K-12 education is covered in that dollar amount how that impacts MSD is that we would be seeing about a 5.2 percent increase in our tuition support uh for year one and then we would see about a 1.3 percent increase of tuition support in year two uh if ADM stays flat or level at where it's at that's roughly 000 more in Year One and roughly 275 000 in year two so a pretty good increase over the last four years uh so we're very very appreciative uh of those uh new dollars some things that we will need to learn a little bit more about uh is they are eliminating textbook rental fees so they have set aside an appropriation of 160 million dollars um for schools to be reimbursed for textbook rental fees and we don't know a whole lot about what is included in that as far as textbook rental fees are concerned uh but we will not be able or allowed statutorily to charge for any type of textbook or curricular material for next school year and upcoming school years um and so questions will be is how they will divide that 160 million dollars out between the school corporations and then how much of that will cover what our needs are for textbook or curricular materials and so some of that a majority of that will probably come from that reimbursement but they'll probably be some that we will have to find other avenues within our current budget to pay for those things so still a lot to learn on that there's not been really any information uh yet in regards to that so hopefully that should be coming uh soon the other thing is uh count days we still will have two count days but the fall count day will be moved from a September 15th count day to an October 2nd accounting so it'll be later uh in the year about three weeks and so not sure how that will impact us as far as you know if we are losing more students after that first count day back in September 15th or gaining more during that time but that does provide three more weeks of school before students are kind of important other than that there were slight increases in special ed dollars slight increases in CTE dollars and so some of those are additional dollars that make up some of our tuition support but in the end uh it really depends on that 80 number when it comes to those copies Quick Trip did they change the formula for the CTE is that coming out of the different funder no they added it back into the budget and so they kept it all the same except for the high level courses they've increased that by I think anywhere between 30 to 50 bucks for those students that take those CTE classes but everything else stayed the same I know there was a concern because we were talking about throwing that back into the general funds yeah right yeah they put that back as its own separate of that one and to go along with that Matt one one thing that we've learned though too it's very very important to stay in tune with what is going on you know our lobbying group our associations that we have because a lot of things that have changed over the course of this legislative session was because of all about communication and so um not that you always want to get involved and and you know be negative about things but you have to share your concerns that you have for your school corporation so everyone else does the same thing for example um the second year of the biennial was not going to be even that small increase that we received if a lot of people did not get involved with that because it was it was a lot lower going into it and that's why they it was a historic session because it went through the budget five different times with the how well the governors the house the Senate and then the CCR they did that a couple times and so it ended up being better for us you know we're always going to say that would be nice to have more because even though those percentages that Dr gave you we are probably going to be spending some of those funding for our curricular materials but we don't know that yet exactly because if you take the figures of 1.1 million students in Indiana with 160 million dollars you know you're talking about 150 dollars per student whereas ours a lot of other ones are more than that on average and so we will be doing some of that but we don't know exactly what what can be charged or not charged as far as other kinds of fees so that's still to come so I will go ahead that's all I need as I think so I'll just go ahead and give you some other ones all these are house and rollbacks all I want to save each time the hea 1002 the education workforce and development there's still a lot of guidelines to go along with that but there's eight different various funds and some of that deals with CTE also the housing one the 1005 um the tip remember how you used to have to do a resolution and you had to vote on that like the residential tips that has been repealed they can just do that on their own but you've already agreed to those and I don't know if there'll be any more here but any other ones moving forward you don't have it removes the board resolution so they can just do the tips live streaming And archiving meetings that doesn't start until 2025 but we've been doing this for a lot of years so that's good but it's going to be all government meetings so whether it's a town meaning you know even any of the Town meetings that we have they will have to do that but not starting until 2025 they're giving a lot of time to figure out the technology to do all those different things oh there's one on 1177 handgun training for teachers it has nothing to do with us carrying handguns or carrying guns but yet there's different processes for it as far as if you want to do that to have the training for teachers also the 1447 education matters it talks about third-party surveys you know we're going to have that permission from parents we typically don't do that many third-party surveys uh possibly the Community Foundation of Wabash County we do sometimes with the promise program that we have also we're going to do some things with the catalog of Library materials which we already have a lot of those online some other procedures that the board has to approve and I'll get with you on that later as far as removal looks appeal processes and things like that school safety uh there's some uh that's a 1492 uh having a county county-wide school safety commission which we already have which is good also school safety committees we'll talk about that more in our administrative meeting tomorrow also School Board to approve or disapprove all schools safety Specialists if you disapprove any of them then we'll have to sign you to that one when you go to all the training and all that so that's just me saying that so just kidding because we already have a lot of them already trained it takes a lot to train the full training is a two or three I forget do you remember it was all online um and also changes the duties of SRO which they have sros that they haven't talked about that but expands eligible uses of the Indiana security School Grants which is going to be nice too and they also increase the budget a little bit with the school safety Grant so we appreciate that um also another one 1591 various education matters as far as you recall what Dr King talks about the 45 that would pay on the tuition support to teacher salaries now it's going to be teacher salaries and benefits but it's up to 62 percent and they change the definition of teacher in that particular law and that's an adjunct teacher also a regular classroom teachers and then also guidance counselors so you know we didn't necessarily we didn't quite hit the 45 Mark which there's no a hammer to that but we are going to try to get to the 62 percent uh different reasons why we can't get to that but we've explained that before to uh if you call the powers the video also letter grades are a little longer you know we haven't had letter grades for a lot of years but they put that in legislation that we won't have they're all normal grades this school year and next school year because we do basically the GPS the dashboard and so the letter grades are still out 1608 prohibited School Corporation are teaching human sexuality in pre-K this is more through third grade um so I know you'll do that anyway so but uh permits to teach ideas academic standards and instruction on child abuse requires teachers to notify a parent if a student requires our student request to change the student's name pronoun title or other word to identify the student and so we were required that if someone asked about that to let the parents know interesting some of these laws here also what has been repealed is under 1638 annual performance Report law so that's the one that cost us uh quite a bit of money to put in our in our newspapers but the annual financial report also the annual performance report also annual pregnancy reports and then also this is an interesting one I don't think I've shared this one yet the student presently enrolled in a public school May retake a virtual course that was previously completed by the student at the same public high school Under certain conditions it's interesting how they throw all these into different uh and different law or different codes here this is interesting you guys should know this in SCA which is the Senate enrolled act now 177 School Board candidate filing they've changed that definition so in 2024 next year it will be the filing will be May 21st so write this down gentlemen May 21st to June 20th at noon so basically it's generally 14 days after the primary so the wording in the law says no earlier than the first day after voter registration begins following the primary and no later than noon 30 days thereafter easy to say this next that next year will be May 21st to June 20th there are in 391 in rollback 391 Charter Schools there's four pilot counties there's four pilot counties that share record and share referendum dollars so it's a pilot so that may happen to all schools or All Counties 92 counties but right now it's just a pilot um and I know this is not getting you guys are excited about the induction um so let's try to finish up here I forgot to say there's a test afterwards but 486 though education matters transfers some required teacher training to teach your preparation programs which we'll appreciate because right now we we have a list of about what would you guys say 12 13 14 trainings that we do beginning of the school year at least at least and so now some of those instead of being in the first of the year they will go to the teacher training ones but also this is one that I have told the doe a long time it says a permits the IDE to create an online portal that provides teachers access to additional training or required training right now uh Mr Brian Miller our TI guide from the technology integration he actually has developed something through one of our programs that we do that now but I always said it would be good that the whole state has the same thing instead of everybody trying to do their own thing and uh doing those trainings allow School corporations to develop their own staff performance evaluation plans before we always you guys had to approve those I had to take it to the Teachers Association and then we would do those but now we can do things on our own we probably won't make too many changes but one thing we cannot change we cannot change the classifications of Highly Effective effective needs Improvement warrants and effective um let's see permit uh this is interesting permits principles to discuss teachers working conditions or issues impacting education or quality of students with individual teachers or groups of teachers as determined by the principal so the big change about that is typically we had to have discussions with the teacher Association we are still going to do that at MSD we are in the Communication business and we should be discussing you know different things like that but one thing the principles the principles will decide how that works it can be individual teachers or it can be a group of teachers it doesn't have to be necessarily Association but it can be the association too and so I won't be talking about that later also there's some other things about robotics about the science of reading about next level computer science grant programs also the ASVAB that we talked about earlier so just a lot out there again but we'll try to digest all of it and put it into practice as we go along but I believe when I went to the meeting yesterday last night to the school boards association meeting in Kokomo you know everything has been signed so it's all law so now we just have to start getting busy to get things taken care of so sorry for the long no no problem in fact if you get some of the very important ones behind us in France anytime you might distribute them once I have a little more specifics about things there's a lot of things they're still doing General so you've got to figure all that out yesterday on that note the science materials we keep putting it all the way through that interpretation and so we uh we're going to do our best at the end of that and so I plan on having some materials to show and have here for public review at our next meeting it's going to make it kind of difficult to do our ordering because now we get into the summer before you can actually get approved but that's how legislature is coming out and so maybe that uh we're in the middle of Island testing and we've got some results back and we'll have more and more of those and so I expect to be able to share those with you probably not for a little while because there's a fetal process for grades all that stuff but we are looking at graduation so all eyes are on that for especially for our seniors and making sure they finish strong even though maybe they're a little bit by a bug and you know spring and not quite quite want to come to high school anymore so we're working with them so that'd probably be about a country curriculum thank you and I did go ahead and you remember last time Mr Drake wanted me to find this and so I went ahead and put it on I told him I put this on but these are the trainings that you get in your packet but we don't always talk about it so anyway a lot of them are this wmap but it's interesting to see all the things that they've done so and for our audience to see too all the things we've done for this month all right move on to new business this evening the first item would be recommendation before is to approve classified administrators raises and then we also include updating the employee handbook with that information you know classified election result so and when we first started we had actually made some changes to our pay scales for our classified staff and so with that we typically did raises every couple years so this past school year we did one of those rounds of races and we felt like our balances were strong enough to look at it back to back ask in helping our staff increase their wages in certain areas that we always look to see how we match up with those that are around us and around the state so that we can provide a fair and adequate dollar amount to those working hours so we are asking for another round of classified administrative raises not that we will always do this yearly but in the past like I said we've only been doing it every couple of years and so one of the benefits we would like to increase is insurance benefits that we do offer some of our classified employees and also the retirement match that we also offer some of our employees and so we would like to raise that amount and then also increase their hourly rates um or if they're a salary position increase their salary and so I we feel like uh this will be a another positive uh in increasing that uh those dollar amounts to a fair working wage still work to be done and we'll continue to monitor that some staff like like we've done in the past we evaluate each staff and make sure that in the market that that it is consistent with those that are in similar positions and so we would ask that we approve another round of classified administrative races for next school year you know just a couple things to mention to add on to that too especially for three of you that have not been involved as long but typically in when we when we first started the three of us and I started this one year earlier in this office we had a lot of different ranges of uh years of experience as far as different positions what is a custodian Food Service secretary treasurer all those different things there are some of them that would go from one zero years to 10 years so they would have an increment situation and some of them would go up to maybe 18 years similar to what the teachers were but what we felt like was a better way is going zero to one plus so some of the things that you see on there so in other words if you're a zero years experience then you have a rate that that we have given you if it's one plus that's another rate so that's one plus and we feel like you know learning them understanding you know doing the evaluation after a year we know how they're going to to do their position and so that's why we will do this at least every other year if we we can because if not they're not going to get any raises whereas before they would get raises but the problem with that too is that they started at a low rate a very very low rate and it wasn't competitive at all and so we decided to go to the zero and then the one plus so in other words there's only two levels that's basically I want to say but then before it took maybe 18 20 years but yet the starting side it was so low it was not competitive at all so we moved those up you know several years ago and also just like Dr said as far as classified we feel like what what has been going on with our budget and our funding that we could do that for administrators who do put an incredible amount of time in not just during the school time but in evenings sometimes in the middle of night with doing different things with looking at things that we have for safety purposes and then also on the weekends and so that is our recommendation from both of us what word is this I mean you say competitive or does it put us so many of these accounts over the last I don't know two rounds were well below average and so now many of them are not only above average but some are kind of at the top tier again so you feel like the improved that significantly over the last few rounds of raises that we've been able to accomplish okay and just say one other thing it's always it's hard to compare sometimes though with like the full amounts as far as a 260-day contract which is a you know 52 weeks out of the year five days um compared to a lot of our staff that worked 180 or 183 days so when they see that bottom line but as far as the dollar right now yes right it's I mean I think we've almost gotten everybody up to 15 an hour there's still a few positions that were getting up there but if you look at that that's uh in just a lot five six years ago it was a lot less than that so we're moving up so and we still work to do do it gradually you know I appreciate your effort on this because I want it MSB would be recognized it's a well-paying if not a very low paid School Corporation well you kind of get where your paperwork too you know I'm saying withdrawal that in you know so the best pay raises sure all in favor say aye aye opposed second item under new business would be recommendation to prove the memorandum of understanding with the msdwc EA that didn't say all that out metropolitan school district of walrus County Education Association too much all right so Dr has worked a lot with our vendor for 401a and then you can go ahead and just jump in all in any of this but presently right now our match is two and a quarter and so since we are not starting negotiation yet because we are not allowed to be able to start negotiation for the next contract until 20 or until uh basically September 15th of 2023 we have this memorandum of understanding to be able to raise the match to three percent and I will let Dr Kuhn explain a little bit more about this yeah there's actually two changes to the teacher contract because mou the first change is when we well this is before my time when the retirement benefits were set up the match was going into two different pots uh 50 of it was going into a 401a and 50 of it was going into Aviva account now what we've learned over the time is the Viva accounts weren't really designated as a retirement plan they were more for uh Bridges to retirements but they weren't really set up to be retirement plans because if the individual passes away that money cannot be passed on to Independence and so they passed away and they didn't use the money then it came back to the district and so we felt like one to streamline the process and two to make sure that the people that earn the money can keep the money uh we we decided to move it all into a 401a account and so that is the first change in the teacher contract and we'll be actually making that change for all employees uh and then the second change was the match was at 2.25 and we would like to increase that at three percent and instead of waiting until negotiations to do all that stuff it's easier if we can do it now so that when contracts start in August we can start those payments then versus having to do them later uh in the year and so that allows them to get the full benefit for their actual contract unit and so again this would be something that's obviously that you also approved with the classified staff as far as the three percent matching is concerned so that would be the same one for all staff as well and so those were the those were the two uh changes then that we had agreed upon with the association to get started for this coming school year instead of waiting until negotiations to do that it's not enough so teacher associate has approved it and so then we just need the board approval then to make that happen oh discussion or motion under the memorandum of understanding all in favorites say aye follow the same sign recommendation to approve corporate authorization resolution yes so this is a requirement through uh the bank when we have a new staff that we want to add on as signatures to be able to sign off on checks we require two signatures and so that involves the principal the bookkeeper and myself and so with the departure of Mr McDaniel and the addition of Mrs Lewis we just need a resolution to approve Amber as a signee um and then I don't have to sign those checks anymore [Laughter] but that would be Mrs Amber and Mrs King's job then and then I sign up as a president in Kansas foreign [Music] extended trip for a field trip for Northfield cross country to the center off Campground that'll happen this summer on the 19th to the 22nd of June so all in favor of approving a field trip that's not a lot of fun by the way guys [Music] [Laughter] I did some of those were okay hang on finished business I don't think I don't think we have any board policy none public comments oh thank you well I want to say other comment about Chris that Chris talking about the classified staff idols and I was a secretary for what 13 or 14 years I just don't feel like 15 were classified anymore as a very high salary and I think we should be paying the most to get the best and our grandkids work at Panera to make 18 an hour and so I would just really like to see us look as hard at that as we can and get there sooner rather than later I mean I talked to a former classified person from Marshall and she said she was making like 10 an hour and that's terrible and and I'm sure she was very good at her job and we want to keep those people so I just think we should be as fair to them as we can um another question Chris up for you is will we be able to charge for computers as part of that textbook or is that is that have to be paid by the corporation also that's probably going to have to be paid by the qualification so I don't know what all the definitions are yet of curriculum materials but I would assume the device is going to fall into that and how much does that mean how much do we usually get that from parents for that so we charge 110 dollars let's do a student so that's huge yeah for all corporations not just MST it's huge um on Heartland I know there's projects there's repair projects it's adding on projects there's upkeeping all that is that how are those paid for is it like over a 20-year period and is it based on the five corporations and their assessed values the portion and then what happens is that a majority vote and what happens when you have one maybe two corporations say uh-oh we don't have any money what do we do next question uh that's going to be part of the discussion how do we do it do we do it according to assessed value where MSD can start worse when you do it according to education fund and how Mr David we could talk that better than I can yeah there's a lot of things that are going to go into all that so it's going to be and we've already had some of those conversations but there are five school districts and so um getting everyone together that's that's going to be the challenge just to make it work so we're doing a lot of discussions Mr mcmurt is going to be the one leading that what do you mean with with the uh with the board doing next so there are common school loans so there are some discussions that that common school loans basically come from the state um that is a loan that we pay back through our education fund and schools do that there are lots of different schools rather than do those kind of things we have never done in our I don't think we ever I know we haven't done a common School model but that's also an option with some different ideas but there's an agreement with Heartland career center and so right now if we follow that agreement um you know we have for example I think approximately 37 percent of the AV of the five schools so we would be um in charge of paying for 37 percent of that and but is it does that have to be a unanimous vote or can what do you do can't get blood out of turnip because what was it about two years ago we tried to do that because we established more towards the education fund and uh the formula the formula that we got shut down that was to change the agreement so yeah there's gonna be a lot of discussions on that for sure any other questions items from the board 7.5

and I was the second Eagle Scout in that troop oh wow so now that goes back a long time ago yeah too too long who was the first day Lincoln I'm sorry I missed that I said who was the first Eagles called Abe Lincoln um Brady if you could uh if you could fill us in on your uh your Eagle Scout Journey please I appreciate it um yeah so I joined scouting in first grade uh for Cub Scouts um and ever since that first meeting when we shot bottle rockets I was just kind of hooked on it um so I stayed through Cub Scouts and when a lot of my friends dropped out um when they graduated that I just kept going into Boy Scouts and I joined Boy Scouts in sixth grade so I've been kind of going at this for a long a long time um and just recently I did my um project my Eagle project which was building a 73-foot boardwalk over in the um the bologn reservation right over there um so it was over a wet area of land and I um did everything from kind of organizing it to getting the permits to raising money and um buying the lumber and then I had a bunch of volunteers come and help us um build the bridge over a course of about two days cool yeah you have to lug out the generator and all that for the cutting of the wood and all that stuff um no so we actually cut into the wood in the parking lot because it was about a half a mile in the woods oh wow and it was not very easy to get in there um so we just kept the generator in the back of a truck cut all the wood in the parking lot and then build a sort of cart out of the actual Lumber hauled it in disassembled the car walked it back out and then just did it over again my quite an experience thank you for sharing it with us all right thank you thank you good luck in school and make sure you come back and visit us and someday teach you that would be nice all right thank you thank you Brady what troop were you in I was in troop 73 except three okay foreign moving on to Communications donations articles public participation I see nothing okay um Equity uh audit report this is going to require a vote the superintendent and principal zelinski will be thought on will give us a report which was given out at the last meeting who wants to go first Okay so we've done it uh first of all the equity audit report uh which was completed in March uh was uh I think you got a copy of the report it's really one of the most critical uh documents that we've uh had done in I would say the history of the school with regards to the uh anticipated impact it's going to have on the school as we Implement many changes based on this report and some of the work we've already done so far because we believe having an equity policy that promotes everything that this audit uh was done for and if you look at the first slide which it says that why was the audit conducted to provide root cause analysis of persistent opportunity for gaps for students who have been historically marginalized to inform the work of developing systems to increase the capacity of District stakeholders to bring about more Equitable outcomes and experiences and the work that we will be doing over the next five years as it will also be outlined in the Strategic plan and as we complete this report our principal zielinski will give you some more information but it will drive much of our work everything from curriculum to uh our our opportunities for students to have equal opportunities in all programming and and curriculum and uh Sports in every aspect of of our students education trying to provide real true Equitable access for all of our our students the data that was collected to perform the equity audit student data which was performance attendance course enrollment graduation Dropout and discipline some of the documents that were utilized to come up with this report were school policies school committee policies handbooks curriculum professional development offerings and our budget uh student family and staff surveys the Panorama equity and inclusion survey which we did earlier this year and the Panama I mean the Panorama Panorama Family School relationship survey so uh at this time uh principal zielinski will continue thank you so the report that you have last meeting we gave you the full Equity audit but we also recognize it's a large document so um the next part of this report I want to share is our instructional leadership team and members of our administrative team we went through the report and all of us kind of broke into teams and we were assigned us a section of the audit and we tried to make it so it was in relation to their role in kind of their special areas and so we looked at the um the whole audit and we identified Next Step so there was a a protocol that we used we jigsawed the section and what this document that I'm sharing is and I'm not going to go into the full detail is really kind of our analysis of it I will be sharing this with the entire staff tomorrow about our faculty meeting we're also going to be giving them an opportunity to kind of make comment and add to what we found we wanted to parse this up because as I said it's a large document it's dense and we wanted to at least have a starting point so I'm as you probably noticed in the audit there's um there's different categories categories that the audit addresses policies and planning teaching and learning social emotional learning safe and supportive schools family engagement teacher and principle diversity and school funding these audit categories closely align to what you'll see our strategic plan is actually broken down into as well so the next section I'm not going to go through everything but I did want to point out some highlights the protocol that we used is we looked at everything and we decided to identify areas where we can drive where we can actually move forward next year and use and really take some action whether it be part of our school Improvement plan our plan over the summer to implement next year we also noted notice many areas where we need to pause and we need to take a step back and say what do we need to consider is there potential barriers for us to be able to implement are we able to really drive yet and the third area is it's almost like cat and you'll see it's a category of red and it's really something that's important but we really have identified these areas as areas that we need to research further before we try to implement so um the areas that we've identified in Drive and you'll see the little key just to keep it clear that has like a little red so for example p and p aligns with it was notice in policies and planning and so just a few things we know that we need to create a school-wide vision for a diversity belonging Equity inclusion a lot of the report outlined that and diversity Equity belonging and inclusion also comes through not only in policy and planning teaching and learning and social emotional learning so you can see it kind of goes through the categories um so we also pointed out we're going to be doing a lot of work with teaching and learning on curriculum curriculum teaming and increasing it's more exposure to cultural responsive and diverse perspectives and course materials we not only saw this in the audit but we also see we saw some of this come out in other surveys that we've seen particularly in the Strategic plan so I'll let you kind of go through the drive part I don't want to take up too much time um some areas that we decided we need to pause and really that doesn't mean we're not going to address anything but we need to kind of consider what else is needed is it funding is it resources that what else do we need and so some of the pauses um you know it's our admissions policy we know we can we consistently are trying to move our admissions policy to make sure that we are aligning and it's um that we're improving and looking at data we're also reviewing mtss and how we can move it forward looking at MCAS performance we want to take a look because that was pointed out in the audit we want to make sure that we have enough information on what is getting in the way of our high needs students and um just you can see some of these all different pause areas so we also have these areas that require further data and research and just a few of those that were pointed out in the audit that we feel we need to take a pause and identify the correct people and resources to um address it's just going to take a lot longer one of the things is all these areas in red as well as the yellow is the green we can make sure that all of this is kind of inside that Five-Year Plan so we might not be able to accomplish everything in the audit and address it in one year but we have it here synthesized we want to get feedback and comments from our our staff to find out if there's something else that they would add in these categories and then we want to use all this information in our planning and so if the um that that's pretty much where we're at it was a great exercise for our team because I think if we all try to do it individually it would have taken a long time but separating it out and relying on people's areas of expertise we were able to come together and at least have kind of a synthesis of that large large report thank you any questions for either superintendent or principal John my notes I hear that we need to vote on this this evening is that your recommendation that uh when we have the uh yeah oh no we're not voting no okay we're going to bring uh at some point we're going to work with the committee to come up with the equity policy for the school which would be outlined in the Strategic plan okay uh and then at that time okay Mrs Fitzgerald yes um this is a wonderful report ambitious but is there a financial part to this in order to go forward and if there is has it been included in the budget starting July 1st John yeah so some of some of the work will be done through our professional development plan which we we've we do have funding in our next year's budget that'll be uh which a lot of the some of that funds will go towards this in our professional development a lot of professional development work moving forward is going to be uh Equity uh targeted within a lot of our initiative whether it be curriculum uh whether it be social emotional learning and we have funded for that also uh the uh five-year strategic plan also also outline uh some of the ways that we'll fund this initiative over the next five years anything further further stuff to come okay our review of the capital Improvement funding this will require a vote John so um in order to make change in our budget um we were in we know at the get-go once we've submitted our budget to our communities our non-foundation budget which we were requesting 1.5 million dollars for Capital Improvement funds which we typically request 500 000 um we were asked first by the City of Lawrence if we could reduce that by 500 000 especially in the fact that they were going to spend 300 000 on purchasing the hangar for us and so in order to do that which will have an A minimal impact on Andover North Andover but a little bit of a larger impact in Methuen uh I would need we would need to committee to a vote on reducing the non-foundation budget uh the capital Improvement uh funding item to one million dollars versus 1.5 million which may I think one of the I think we would be fine with that given that we had planned on spending 300 000 of that money for the hangar so it's really not as bad of a hit as you might think it is it's really only 200 000 and the fact that our community is still willing to provide a million dollars which is 500 000 more than last year I think we still be in good shape and it'll help strengthen our Capital Improvement budget to help finish some of the projects that we will have ongoing next year so I would make a recommendation that the committee vote to approve the reduction of a motion please discussion okay um is this request only from the City of Lawrence as all all the cities it will impact all the communities it will impact the city launch the malts because they have 71 percent of the students so that extra 500 000 to the City of Lawrence is about 350 360 000 savings for them which is about what the hangar cost it's a little a little more than what the hangar costs so I'm probably the only one making the request uh right now they were the ones that started the request we have submitted to um I think Methuen had some uh we got some feedback from methune on that but Lawrence really was the one that was most interested in seeing that uh change so this is Fitzgerald yes I'm just wondering I understand the reasoning why they would like to not have to give us as much as we asked for but um I am concerned about our Paving project which we know is going to be well over a million dollars and the capital that had been set aside for will that be directly impacted from this or will it just mean us putting another Capital project on hold for a bit uh it won't it shouldn't have an impact on I mean it should not have an impact on the paving because we're funding the paving from our end account which we've allocated 1.5 million dollars from there when we still have about 300 or so left after that and end so we hope that the project comes in somewhere between 1.5 1.8 we could uh if we had to we could go to this fund to uh add additional if the project comes in a little higher we could go to this particular line item or Capital Improvement item to fund the other 300 000 let's say which I think would be comfortable with that as we still have a substantial amount still in there in the account so we'd be close to about 1.8 million if once this is goes through somewhere around there I believe for the thing what is the time frame in which we have to expend that e and D money um there's no time frame we we cannot have over five percent of our budget in the end account as long as we're under five percent in in our e d accountant can stay in there right John what's going to be the impact for this one what's going to be the impact um for method oh from a throw what's the impact going to be so for Methuen it would be about a hundred thousand dollars more uh it could be a hair more like 500 and 20 000 or so it's in that I mean 120 000 or so but between 100 and 120 000 because I think they're at 22 or 23 percent at 23 percent uh they would be at about 102 000 I mean yeah 102 000 20 000 I mean 120 000 I would say about that anything further did you have a question no all those in favor any word opposed Co-op report in your packet uh June calendars in your packet wellness policy update the wellness policy presents glts wellness policy for a review for the next meeting John you need to speak on that just that uh you we the wellness committee has reviewed our present policy and has made revisions uh to the policy that our uh are important uh and we'll have a help us ensure that we have a a policy in uh everything from curriculum to our health programs for both our our uh students as well as our as our adults in the building as our staff that's in the building in things that we will do over the next couple of years to help improve the wellness of our staff and encourage people to everything from eating better to exercising more and doing uh all kinds of activities uh both as a staff and for our students that will help us improve the quality of our health for the members in our community so I think it's a great plan uh we'll let you read through it compare it over the next couple of weeks and then ask you to vote on in a couple weeks and we'll open it up for questions or concerns at that next meeting okay any questions for superintendent John the aviation hanger please update on it so the um the aviation Hangar the City of Lawrence has approved to purchase the hangar for glts uh with no strings attached I contacted the airport commission the uh Airport Manager and on May 16th we will be on their agenda for approval as well basically for the city to approve the city to purchase the hangar that's what's required uh uh based on uh their bylaws and they will also at that time uh talk about utilizing it for a school in I'll make a case for them to approve uh utilizing the hangar as a school as well at that time so that will be next Tuesday I think yeah next Tuesday a week from today uh 6 30.
