next year yeah 24 25 but we'll begin the negotiations uh a little sooner to give them some glimmer of hope to try to come to some agreement and we can do this we can have informal conversations with them on their contract to see what we may be able to do to um to make them feel more appreciated the second thing they brought up was training and uh fortunately we have Barbara McLean that's taking a look at what type of trainings additional training so they're asking for trainings on certain areas so we're going to look at ways that we can improve that training and through that training ability to earn more stipends and to kind of move up the ladder that way and the final thing is uh you know better communication today we heard that uh the Paris feel that um you know they would like to be more active with some of the paraprofessional days and hearing what's going on in the school so they're not left on their own uh so much so they feel like they're in the know things that are fixable so um I was appreciative of the the approach that they took I was appreciative of the uh uh the spirit of collaboration and trying to find a solution um and so we're going to continue to stand that we've taken very good notes and uh there's some things we'll begin to get behind this year but is the new superintendent comes on we'll make sure that we can make some adjustments for next year um and not get caught kind of flat-footed um with the way certain things are so I I wanted to let you know that that is happening there's one more meeting that will happen Thursday um I don't know if we're going to continue okay we're going to reschedule that I can't make it and Mr shiver refuses to fly back from Italy I find that to be selfish but we'll do what we have to do so so but we'll reschedule that for when Joe's back and I can make the meeting so those are the uh three things that I wanted to mention um as we go into the final meetings of the year of course Mr Emery is going to be giving his uh School Improvement plan so will the other principles I think it's important that we hear that so that we are we are the um we are the bridge now into the next Administration so what we hear uh we can't necessarily make too many uh changes or effect this year but as we sit down in planning and we go over our uh our team meetings over the summer these are the things we have to carry with us with the new Administration so um just want to remind you if you can make those meetings that's fine uh graduation is the ninth last day of school it's the 16th just keep those things in mind and of course you have a list of the the calendar from uh from Claudia on all those different things that's all that I have any any questions for me any questions online okay for the parade that was something that's for the board right right the Memorial Day Parade will will be coming and I'm sure Mrs antonuccio will tell us that there will be watching them kind of March around the track and getting ready I think uh very shortly but yeah that we will be marching on the 30th if we can uh I think it's the 29th um you were so nice uh our board um Representatives carried the banner for us you're probably somebody in it is somebody going to be playing an instrument or no no if you've got Christine all right so maybe you'd consider carrying the uh the banner again for us okay well just a quick question sure there's you mentioned like they want to be a part of training and stuff are those things that like they're not in attendance that day is there is there funds available to do stipends and stuff until the contracts renegotiated so last year they were included on every professional development day and then there was feedback that that wasn't best for many of them because of their time commitments some have to work another job but what would you agree to for next year is that they will all work during that professional development time the teachers are having their professional development they're going to receive it at the same time so they'll stay for the full day on those two-hour relax days then they'll be paid for that okay yep thanks okay uh closing out that part of the uh the agenda then we'll turn uh to Mrs antonucci do you want to leave thank you Lou um for several months uh leading up to this April um Mrs antonucci our director of Music we're so fortunate to have Mrs antonucci here in that role and she had a vision for taking uh the students to Disney and um continued I think Mrs antonucci you had that Vision right before the pandemic and then the pandemic hit uh but you didn't give up on your vision and you worked with the staff and the students and planned what turned out to be I know a very successful trip so um tonight we wanted to spend some time hearing about the trip um this is antonucci I'll turn it over to you if you have any comments before our students talk about their experience just so you know Rachel yes sir the Disney stock went up while you were there that stock was taking a jump just so you know is my volume okay are you able to hear me yes yes thank you thank you so thank you for accommodating me this evening my first grader went home sick today so thank you for allowing me to present from home we have Lauren Bella and Simone in attendance in person and they will all make some remarks about different aspects of the trip shortly before I really get into that though I have to thank the board and the administration and ever all the parents especially our Canton parents for music for your tremendous support of Music this year from the return to the dedicated music classroom at Cherry Brook the starting of our new Cherry Brook singers what a wonderful group that's turned out to be CIS we've returned to our full complement of ensembles three grade level bands three grade level courses enrichment ensembles chamber day they are back in full force this year we're so proud and the teachers and students are working so hard for their upcoming concerts and at the middle school I feel so fortunate that my office is adjacent to the rooms they work in and all the duct work allows me to hear all that beautiful music I have to say that I hear almost two years of growth in our seventh and 8th graders in just this school year alone and the 8th graders are really looking forward to their adjudication later this month such a special time so thank you all for your kind support of K-12 music our trip was tremendous we had 82 students and 10 chaperones in grades uh 10 11 12.

this bill also sets a goal to rescue at least 28 of currently wasted edible food by 2025 and redirect the food to people in need and in your case uh those individuals within the local community Azusa is ensuring compliance by partnering with covia and providing that they are redistributing the maximum amount of food to local non-profits instead of sending it to landfills therefore being in compliance of this regulation and copia exists and has been recognized across multiple Publications most recently as one of fast company's most Innovative companies in a social good category because we make the process of donating is easiest hospital for organizations such as yourself so when food surplus is available not every non-profit wants the food that you may have to donate there are limitations in availability of non-profits when food surplus is available the capacity that they could take and the types of food that they are able to accept Topia has over 8 000 Partners Nationwide from food banks to women shelters veterans homes after school programs and more so we can ensure that any donation whether it's pallets of fruit of or croissants from azusa's donations they're all going to non-profits that want each donation are able to share it within the local community and to those that are in need and since we began this partnership we've been able to achieve some amazing success and make a Major Impact we've been able to help our planet by diverting over 43 000 pounds of CO2 and we've also been able to feed over 8013 meals to those local individuals in need and when you start talking about numbers uh the size it could be different called to uh to understand so just putting it into easier terms that's uh almost ten thousand pounds of food donated uh the equivalent of almost a million gallons of H2O the water saved uh which is uh the equivalent of over 238 gallons of gas not being burned or uh 1.6 million of glasses of water being uh being saved so it's truly amazing what we've been able to accomplish together and what your organization has been able to do within the local community as well as for the environment in a short amount of time and it's important to understand who these donations are serving this food is being directed to local non-profits within a food safe distance for redistribution such as the uh social model recovery systems program and the express Workforce Foundation you could see some great testimonials uh up on the screen right now uh that uh your donations have contributed to so we definitely look forward to continuing this work and if there are any questions uh feel free to ask thank you any questions or comments by the board I just want to say thank you for uh this partnership I used to work at the city of Norwalk in their social services department and one of the things about the city of Norwalk it was very unique because there's only four cities within L.A county that actually have a social services department and they actually had um Food Bank so I was able to see how much and we had the Harvest program so I was able to see how much recipients would come in we would have people coming in they didn't have to have our service or be residents of the city because we were also provided food from the regional food bank but it was really good to see that the recycling of food going back out to the community to those people that are understood so I I just want to say thank you for the zooza for and yourself or really getting out there and putting implementing this into place I think that we could continue to grow the program because there's always people in need right especially right now with with inflation and in the classified foods and goods and services um I appreciate program and the work you're doing thank you I have a question um are you aware of any other local school districts engaging in this type of effort yes I believe and uh Tom could correct me but I believe Walnut unified is doing it I believe El Monte was um and the reason why all school districts have to be put back so oh I I know I've got both school districts that have jumped on board and I'm sure Tom has a list that he could share with thank you yes there are several school districts that we work with and uh one of the reasons why donations from school districts are valued by non-profit organizations is the high quality of the food and the nutritious value of the food because you're already serving it to uh to your students so we definitely appreciate working with the school districts such as yourself board member Greer just a quick question because I don't see it listed here anywhere incredible partnership is there a cost to the district for this partnership or is this a what and and what is that and or is this the partnership that we have with him uh initially there was no cost because copia had received a grant from La Department of Public Health but um starting last year they supposed to pick up the food so for every donation there's a six people 60 dollars yes yes is that every year or monthly or how often does it every donation they pay every donation yes but we don't we don't really have that many donations at the last donation they picked up was in December right before the holiday break and we haven't given them any other donations since then so it's about 60 dollars per donation I'm thinking right before we go on summer break they may pick up another small donation so it really is um I believe it's a good investment because one is the food goes to people who need it and it doesn't go to the trash but it also helps us clear out our freezes so when we return from the bread we we have enough space to store fresh and when you say 60 dollar donation distance for clarity that I mean where we say hey come and clean us out at Azusa High School and that's 60 or okay so do they go to the different School sites and pick it up or uh is that they have like a no they go to the different School sites so what I do is when we have a donation I'll contact them I'll say I have five boxes of USDA donated chicken that I tried to serve as students and they didn't like it so they will send me what both QR codes to put on each book I scan them into the system the system registers them sends them to the food bank then they send the food back to that particular site where that's good yeah I think that's great because you know I just hate to see food go to waste or food going to the trash but it can be given to someone that's in need that that's beautiful that's great any other comments thank you so much thank you moving to item 14.2 this is an info action item Mr Ortega thank you Dr Beau um we wanted to make this item an info uh action item so we can just take a little bit of time uh to discuss uh what this is in terms of our next level of Safety and Security we wanted to provide space for questions about this next phase um and we just wanted to make sure that the board was the board and the community were well aware of uh of this next uh piece that we are looking to implement to again increase the Safety and Security of our schools and so I'd like to turn over to Latasha to explain um what this is thank you so yes so this is our next phase of our security infrastructure implementation um this will install intercom systems throughout all of our district offices facilities as well as our district office this intercom will be placed at the front entrance Door of our campuses allowing a visitor to be able to Ping again to say hey I'm here it allows for video communication as well as audio communication um we through this device we can actually unlock the door from either administrator's cell phone iPads or several devices it does not require one person to be stationary so I would like to share a video so we can all see exactly what this looks like I'm going to hope that I did this correctly for audio purposes I'm gonna pause this clearly nothing is playing I appreciate Ricotta's roadmap their attention education and that they're able to let us fail it's super flexible for us we can add that we need at our own pace and that's just so this will be okay thank you um so this will be the next level of implementation um it will go in conjunction with our Access Control doors um so this will be just the added level of security go ahead okay so my question is um who's who the person's gonna be in charge at the school site that's going to be monitoring and allowing people in because that would be someone told Jose I mean if you're busy and you're yes so that's one of the the great um aspects of the ricotta intercom system it does not have to be one designated person so I could be a site administrator walking throughout my campus and I can get the alert on my cell phone I don't have to literally be stationed in the front office um I don't know if that helps answer the question but my question okay so everyone's cell phone is going to be the secretary the principal or is there a screen that they're going to be looking at are they going to all be looking at their phone yes so we will actually install the application on um we could do it on our desktops um that's at the front desk we could also do it on tablets iPads and cell phones so we can actually have the um application on several devices so if if we'll see the secretary walks away or the clerk you know and the principal will have it on his or hers also yes ma'am oh okay okay this is for all site all site at this rate at this rate Miss Natasha just because I asked the same question um because this is this is a piece in the global system that we have already started to implement so from the cameras to the sensors to the access controls and now this is just one piece that's going into this kind of system that were that were that we're implementing so um I think I use Murray just just to use Murray so again I walk up doors locked I'm gonna probably do some signage and some some educating and some promotional stuff I just click on it hey I'm not a stranger to it because in my uh kids districts this is what they do um but not everybody right and so we just ping hey I'm here to pick up my kid oh Miss Ortega maybe you know if I already know I'm just gonna let them in right away um but this would add again another and we're talking about visitor management system because we're also that's another piece that's going to come into this uh this complements that whole Suite of Safety and Security any other questions may have a motion make a motion to approve 14.2 second Miss Pineda yes board members the motion passes unanimously moving to item 14.3 may have a motion question to approve 14.3 second moved and seconded is there any discussion yeah could we elaborate on this for the community yes so this is the bid award for the path to travel which will give us um Ada access and a walking pathway um between the foothill the current Foothill Middle School which will be Azusa Timberly name Azusa East as well as the back way on the Azusa campus I guess I and I ask because we had talked about blocking off streets we had talked about you know adding cul-de-sacs we've talked about bridges and so this is where we are can we just describe what this what this will mean for uh those in the community who are or who have been tuning in this particular item yeah so this is a partnership um with the city um so we will be doing the path to travel which will be a cement slab along the grass field of both campuses and then the city will be assisting us with the crosswalk where the students will actually safely cross from one um corner to the next to just cross um across the street so it would not be any road closures no cul-de-sacs this the walkway where the students will safely walk across during passing periods and the crosswalk would include not just the painting but also the carving now again for the ADA compliance The Carving out of the curbs because right now it's just it's a sidewalk and so carving that out to make sure that it's a it's a pathway so our students will have to travel North two blocks to use the crosswalk that's there right now uh and Latasha to uh board member Greer's Point uh just so the community um like a sidewalk correct correct but in our property yes and correct me if I'm wrong is it eight foot ten foot okay 10 10 feet wide and so along if you're I'm sorry I'm not a visual per I'm a visual person but if you can visualize the baseball field on the back of Azusa campus it will be like an l-shape of a sidewalk that will lead you on to the main campus and if you're on Foothills campus the big outer field once you enter the gate it will be a cement path that will lead you along the fencing directly to the um first um bungalow on the campus nor uh traveling parallel to Linfield uh on the north side of the campus so think about the corner of Rockville and Linfield that's where they will enter um the foothill side and then this walkway which is uh 10 feet will run parallel Woodland field um from that corner until you get into the interior of Foothill which is that first wing of classroom you know I wanted to ask and who will be monitoring these two um area and Azusa High right are just going to be running across the street right there no ma'am no mail so both campuses um we have um two opportunities um by the main focus will be our campus security positions that both campuses will be unemployed with okay great so I I know that this is a bid for The Pedestrian pathway and I think at a previous occasion we talked about closure or Bridge or another method of travel I recall I asked the question about the crosswalk if it was going to be with additional reflectors or with lights or would there be a poll um lighting where someone pressed a button and I say that because this is a new crosswalk or that street and drivers are not going to be used to looking for pedestrian has that been discussed with the city can we get an update on it I will definitely I'll definitely get an update on what kind of crosswalk uh we're looking to for the city is looking to um construct there thank you yeah if there's not going to be a like there um you know the the type of crosswalk that is from uh goodness is it from like 5th 4th Street I think for Slauson they have like the bright you know they push the button for The Pedestrian they have a big bright light coming through um is that something that is going to be brought as well I will again I will ask the city I'm not 100 sure so two blocks north uh I think to Dr Bull's point two blocks north there's a crosswalk but it's just a painted I mean that's all that's all it is and so I will ask if this new crosswalk because I don't know how frequent that crosswalk is used this one will be used actively throughout the day uh to see what kind of increase in visibility um this crosswalk will have um so I will I will ask that that that question because also I've seen a stop sign that has lights on it and then I also seen um in the middle of the street they're they're sloshing lights you know in between I mean if they're not going to use a push button one you know there can be some kind of um then pedestrian knows like you said that it's true it's new they're not going to be no to stop or no you know if you don't know the area you you wouldn't know that any other comments by board members just a question would it be possible to get a maybe a uh I I can foresee a lot of questions coming up this uh about this and so I I would I would appreciate being able just to kind of see a mock-up I appreciate the the description of kind of what's been talked about but I I'm not even I'm not picturing it so it might be valuable um is that something could be provided in an update for us to be able to see what what the thinking is um the current thing sure it'll be this week even if it's a picture right right a drawing a draw you could yeah those are figures are okay too thick figures okay we could do better than that though but thank you yeah and those designs are already uh complete so not not a problem is there I don't know if the city did like a traffic study or if there's data on that but maybe explore that or see if they if anything like that to look at I can I can again I can explore that with uh with the city manager in the city um I believe originally when we were thinking um bridge tunnel like those kinds of things and yes that would be some extensive uh studying and surveilling surveillance that would have to take place but I will see what kind of what level of that for a crossbow even just like a traffic count I think they can monitor Miss Bonita um I wanted to know if when the kids are going to the back of Foothill from that crosswalk do they have to walk through the grass like every day to get to the actual campus that's a great question so this um approval of this bid award will allow for us to install cement so they could um safely walking cases a rainy day um and avoid trip hazards okay thank you you're welcome yes thank you so much board members will vote the motion passes unanimously moving to item 14.4 may have a motion make a motion to approve 14.4 second moved and seconded is there any discussion seeing none miss me NATO yes thank you board members the motion passes unanimously 14.5 may have a motion make a motion to approve 14.5 second moved and seconded any discussion being none Miss Pinedo yes board members motion passes unanimously 14.6 may have a motion motion to approve 14.6 second moved and seconded any discussion being done Miss Pineda yeah board members motion passes unanimously 14.7 may have a motion motion to approve 14.11 second moved and seconded any discussion um I asked several questions regarding the refrigeration um I want to know um what are we doing with the refrigeration of the schools that are being closed they have freezers and refrigerators what are we going to do with those so we're currently having an audit of all our nutrition services equipment and then once we have the conclusion of that audit with the recommendations of one the useful life for the items and work and repurpose it we're going to repurpose all the items at a location that can house it but it's our ultimate goal you're welcome did you have another question any other questions yes thank you and board members motion passes unanimously 14.8 may have a motion motion to approve 14.8 second moved and seconded any discussion being none Miss Pineda yes thank you board members motion passes unanimously moving to item 14.9 may have a motion make a motion to approve 14.9 seconds moved and seconded any discussion a real explanation on this one please yes so we're currently a part of the San Gabriel Valley Co-op and so to ensure that the co-op it is utilizing the lowest as receiving the lowest price um per item that we're selling for our Commodities and we go out to bid as a co-op um this is for the fresh bread so this allows us to have the lower the lowest price available for the entire school year but the lowest price doesn't mean does it taste good Ness yes yes and so that that's one of the advantages of being a part of the co-op so it um we're getting great quality bread at a discounted price because there are so many districts joining forces to buy in bulk you're welcome any further discussion being none Miss Pineda yes thank you board members hope I think through the motion pass unanimously motion passes unanimously moving to item 15.1 resolution 22 23 29 may have a motion to approve moved and seconded any discussion Ms Pineda yes thank you board members the motion passes unanimously 15.2 may have a motion second moved and seconded any discussion being none Miss Pinedo yes thank you board members the motion passes unanimously moving to items 16.1 through 16.6 these are info items uh Mr Ortega if you could give us an introduction thank you Dr Bo om on a quarterly basis the California school boards Association AKA csba provides the district uh with recommended policies regulations exhibits and bylaws uh that should be updated either because um a new Ed code a new government code a new law that has been passed by the government that needs to be enacted and so on a quarterly basis we receive these recommendations from csba I would say 97 and above uh what you what we bring to the board um is that is exactly what the recommendation of csba is uh if there ever were to be a deviation or there has been a deviation then we would definitely call that out to the Board of Education and so this this uh this what you see here for first reading are this quarter's recommendations thank you and to our board members are there any questions for the superintendent or cabinet regarding these proposed policies and bylaws just I have a comment so I just wanted to um this is a new learning process for me but I know that when I meet with um superintendent Ortega there's several questions I have but I really want to make the community aware that although this item comes up quarterly you said so although it comes up quarterly those that watch the board meetings um I think it's really important to look at these items because it's the changes that happen at the state legislature and and really how it's impacting the schools and policies and regulations that are changing so um I know it's it's kind of at the back of the agenda but I I really you know if you look at it like there's stuff on school safety that I mean they were talking about just changing the terminology of what you know what what defines a weapon and and you know I thought that was really good because things get overlooked and it's not we think of it maybe not as a weapon or we don't see it because we're not familiar with what people consider weapons but um so and because we you know there's everybody's concerned about school safety so I just really wanted to and not just the safety piece but the fact that things are changing there was another item in there that um talked about the Pledge of Allegiance and things that are are very patriotic to us as a country so I just really want to encourage the community to look at these uh amendments that come through the school district because really they come from the state and there's very limited if I'm speaking correctly Authority that we have as a board so we have to look at them and um sometimes we have to agree to disagree so I just I just really want the community to be aware of thank you Dr bull if I may put a plug um to a board member benavidus's uh comments uh just to make it known that all of our most current board policies uh can always be found on our Board of Education section of our website and so if anybody ever wanted to see what the most up-to-date policies are uh they are they are located there thank you so much moving to item 17.1 adjournment may have a motion make a motion to approve 7 17.1 second Miss Pinella yes thank you and board members before you log out please vote the motion passes unanimously we are adjourned at 902.

so we've been working for the last nine months and we made it happen and so for the past week we've had five students from the University of Dubuque not just teaching in our district to learn what it's like to teach in Adams 14 but living in our employees homes with our staff so they have these great conversations during the day about teaching and then at night they go home and the conversation gets to continue with another teacher or with a counselor or somebody from the school and then they ride back to school in the morning and it's back to work you may have seen them Saturday and Sunday they've all volunteered at the soccer tournament and so they were out in fact they were supposed to go hiking all day Sunday in the mountains and if I'm not mistaken you all went back to the soccer they went back to soccer and we had a couple of winter winning teams right oh and I keep asking what was the highlight I keep hearing soccer so it was supposed to be instruction but I keep hearing soccer so um again I'm going to have uh Drew come up and do the announcement for um the university but Chad biermeier is here to he's one of the he's the director of uh student teaching placements in the the College of Ed and he's he came out with his students and it was a great experience and we have already told him how wonderful student teaching is here and so we're hoping to see five back again when it's time to student teach that's fine all right thank you for having me back up so um I used to think that Iowa only produced corn what we're learning is they're producing phenomenal teachers and we're really thrilled to start this new partnership and to gain their trust and to bring them out here we've already taught as as Nathan indicated we've already started talking about plans for next year and we're really hoping to see this continue to grow in many ways I'd like to start off first by recognizing our Adams 14 staff members they were hosts so I don't know if you are familiar with with the process but these individuals came and they lived in their homes they brought them back and forth to to school or to to all other other locations as well and shuttle them throughout the metro area for different events so I want to First bring up our host family Representatives so uh Kayla Havens Emily sipley Christy Johnson and Sheila Burns if you could please come up [Applause] so these individuals they were really willing to just share their spaces and share their homes and I'm very thankful for them because I told our Our Guest teachers that if we didn't we didn't find out of the home they'd have to share their spaces with my two teenage daughters and that might have worked out fine for him I'm not sure how they would have enjoyed that but you know it was the alternative so I'm really grateful that all of them were able to share their spaces and share their time and share their lives with them because it means a lot and as as was indicated before they get the pre and post conversations it really helps them understand what happens at the schools so I'd like to bring up some of our guest teachers who are coming to us from Iowa Olivia can you come on up yeah Dorian come on up Lexi Samantha and Sarah [Applause] so these individuals some of them are in different years of school some of them are sophomores some of them are Juniors and oh and thank you very much for coming up too if you didn't know notice before we actually have another individual who's up here this is Dr Button excuse me Dr beer Meyer who has accompanied them at the Suburban that's parked out front that's been him he's been basically an Uber driver for them for the entire week shuttle them around from as far as Mead to all the way down to Highlands Ranch and everywhere in between so can we just give a round just for a chat dear Meyer in addition to the roles that he's played as shuttling around he's also visited all their classrooms he's working with them as their Professor back in Iowa as well and helping them kind of through the thinking process and really helping them understand what it's like to be a student teacher and to work in different classrooms so we're hoping that all of you decide to come back here and in anticipation of the moment that you decide you want to come we're actually going to offer you a tentative letter of intent of a job to come back and work with us one day so I'd like to give these to you now and then I know we're going to have a photo so don't move laughs all right could we have a round of applause for these amazing individuals and I think we're gonna have Quick photos so don't go anywhere yes we'll stand up again we'll be back here there we go you don't want to leave us by yourself thank you yes thank you [Music] Madam president Dr Lauria there are two Math teachers a physical education teacher two elementary teachers in that group that will hopefully be coming back and I have one last piece of information to share they weren't able to come this evening but I did want to let you know that we had our first meeting for our Aspire program and we had 14 of our paraprofessionals come to the boardroom last week and talk about signing up to become teachers in the future it's a 900 per year program for them to get their bachelor's degree and we hope that we have our first cohort of 14 going through that program on their way to become teachers in our school district so thank you very much for this opportunity tonight thank you so much great work [Applause] that is awesome um we covered two agenda items in one so thank you um next up is our May 2023 classified staff recognitions um this is um yes um Earth is uh knowing tradition every month we recognize uh some of our head here got it all right we're gonna start again thank you madam president members of the board as EDSA Tradition now we recognize every month our some of our classified staff employees for their hard work for going above and beyond and always being a cheerful and and um you know individual in their own departments these are individuals that are selected by their peers by their supervisors or uh by by colleagues so um definitely not something that is centrally done it's it's by their peers so I would like to invite uh it's um if Olivia osornio is here Olivia osornio is instructional para serving a long as a long-term sub is gifted in English and Spanish and is able to connect with both students and Families she has the ability to build High trust in relationships and with everybody around her and is able to plan explicit lessons with her teammates including the math teacher and ESS staff and administration she is always willing to take feedback to improve her practice to better serve our or or have great substitutes in our schools so we decided to start recognizing the hard work because they just like our peers and teachers come many of them are here uh on the long term and they come day after day to make an impact on our students so today we're recognizing Cecilia Moreno Hernandez Cecilia Moreno has worked with a Monaco Elementary Community since the beginning of the school year in October of 2022 is is um Miss Moreno here no all right um her Monaco staff members have stated the following regarding her performance and dedication to learning um Syria has been I call her Monaco and has not given up she practices English in the building and it is awesome to see her grow she is a fast learner and willing to grow in areas that are needed out of all of our responsibilities I want to highlight that she has not missed one day since she started and is always on time and friendly to everyone in the building I am very happy that she has become part of the Monaco's family and we hope she can and will come back to Monaco next school year so we also have a certificate and a little token of appreciation for her because coming every day it is a commitment we know life happens sometimes we feel exhausted sometimes a little headache when we wake up which are things that we all go through but there's a true commitment on on in in understanding that our presence in the classrooms on time actually makes a huge difference for our students and she is a testament of this so I we want to recognize her as well wonderful congratulations Celia and um yes [Applause] show us a picture right we're gonna go to their schools we know where they are we can find them yes uh next on the agenda is 3.5 uh May is Asian American and Pacific Islander heritage month in the years post covid the mental health concerns of our students have continued to increase I'm happy to report that starting next year in all fifth grade classrooms we will be pilot or using after a pilot riding the waves which is a suicide prevention program and all seventh and 9th grade classrooms will have signs of suicide which teaches youth how to notice signs of depression and themselves and their peers and how to talk to an adult if they're worried about themselves or others we also and you guys have the um contract approval later even though Hanson and Monica Hanson and Monaco are becoming one school next year we're still asking for nine school-based therapists from Griffith Center for Children because we currently have weightless at multiple schools just due to increased need we also partner with Kids First Healthcare and they have a school-based therapist that's one day a week at Kearney and four days a week at Adams City High School this year we've gotten to use our Mental Health crisis response team as well in response to a couple incidents over this school year and are doing a lot of professional development with our wonderful school counselors School social workers and school psychologists their jobs are thankless and I'm always appreciative of all that they do they go kind of under the hood so to speak outside of classroom teachers and so they also deserve to be recognized as a part of this month because they are day in and day out holding space for the social emotional Wellness of our students last week we had an event with kids first where we partnered and had little mini workshops for mental Wellness as a way to kind of give that information out to families as well so I'll try to to them if they want to talk at all as well about mental wellness and again thank you all for your support of the mental health and wellness of our students thank you hi good evening I'm Whitney Gustin Connor executive director of Kids First Healthcare thank you for the opportunity to speak just briefly tonight and we'll all of your participation in this video as Allison had said child and youth mental health has become at that crisis level and to have leaders in our district in our schools show that mental health is a part of all of our Lives the stigma sometimes the shame is unnecessary um our communication to our kiddos is all feelings matter um and we do everything to break down those barriers um we're up to now five mental health professionals in our clinics in addition to the school-based health centers we have mental health services available at our new clinic at 7190 Colorado Boulevard um the event on on May 2nd was a big hit really building upon the history that director Zubia has established with our community advisory Council this was one where we brought in a number of community members lots of questions engagement parents with kiddos who are old and young we had presentations by Allison by our medical director our lead mental health professional who's a great event that we expect to continue with that so and very much appreciate this partnership and the opportunity to serve the kiddos of Adams 14.

uh don't quote me on that but um this is a separate um ordinance that they passed essentially using their police Powers uh so-called police Powers which gives uh cities and states the ability to pass laws for the general uh safety and Welfare of their citizens so with with that they passed this ordinance that said natural gas infrastructure shall be prohibited in newly constructed buildings I believe there was a couple minor exceptions which I won't get into here but the key is the definition of what is natural gas infrastructure so what it actually are they prohibiting so they Define natural gas infrastructure as fuel gas piping other than service pipe in our connection with a building structure or within the property lines of premises key part extending from the point of delivery at the gas meter as specified in the California mechanical and plumbing code now here's a little visual that hopefully will explain this a little better so yellow that's the service line coming in from the utility to the meter that's not being regulated the red after the meter then you have the pipes that lead up to your individual appliances this kind of looks like a house but it doesn't just apply to homes it's businesses so essentially the Berkeley ordinance prohibits the red piping from the meter to the various Gas Appliances you know here we have typical ones that you might have like water heater furnace and stove so shortly after it was passed California Restaurant Association on behalf of their members filed suit in Federal District Court um they obviously are most concerned with the ability of their restaurants to have natural gas stoves and to be cleared no one's saying that you can't have natural gas stoves and existing structures these are new newly created newly built commercial structures um that they would be prohibiting it from um and so uh California Restaurant Association argued that the Federal Energy policy and conservation act abbreviated Epica preempted the ordinance a quick explanation of preemption it's a legal doctrine that allows a higher level of government to limit or even eliminate the power of a lower level of government to regulate a particular subject um this can be done thank you language um excuse me written um okay sorry I'll try to get a little closer I know you okay let me try something that's weird um sorry about that uh I did notice a couple of you were breaking up on me when you were talking I will maybe stop my video I don't know if that'll help but okay so let's go back so I'll go back over that last point is is that better at all John sounds better yes okay hopefully it'll it'll stick I know like a couple of people glitched and I guess maybe that was on my end but in any case um hopefully it won't happen everything was fine up until this uh definition of preemption okay gotcha so preemption is a legal doctrine that allows a higher level of government to limit lower levels of government or even eliminate the power of a lower level of government to regulate a particular subject area Um this can either be explicitly stated in the statute but it doesn't necessarily have to be it can be implied by the overall structure of the statute um real quick I mean this probably is obvious to most of you but at the top of our system we have federal laws um quick side note that in addition Federal agency regulations can also Trump uh state laws so but basically you have federal states states can also Trump things um that cities want to do by preempting them okay so epca originally passed in 1975.

to have in place do we have access to see um as to what the writings are going to be like between the city and well because there's three parties now here it's the school it's the city and then the airport so we're gonna have something drafted up that uh we as members have access to reading it through sure once the airport commission approves the purchase then a contract will be written up for um greater Lawrence and the city for allowing our use of it and also potentially once we can get our Charter change we would like our goal is to purchase back from the city so we would own it that's the goal so we'll be investing probably about 200 000 in the upgrade of the of the uh Hangar to make it usable for classroom space and meeting all the uh zoning laws and regulation for the town of Andover so we'll hire an architect and do the design work and everything but I suspect we'll be spending somewhere around two hundred thousand dollars to bring it up to uh of the code is there going to be anything in the language of this contract in terms of how much um the school would be buying it back from the city to avoid um those fees to be doubled from here to whenever their school is we're requesting a new position called coordinator of curriculum mtss and professional learning to math under the math book contract uh then that's the reason this position is necessary at this time is that because of all the work that needs to be done to implement our our new Equity plan which has an impact on our curriculum our mtss work and our professional learning this person will be working closely with all the administrators and with the staff both to develop uh in all the work that's being that was outlined in our Equity plan which is enormous amount of work and to ensure that this person will do not only work to come up with the strategies and methods to implement the plan with regards to the impact it has on each of the areas that are outlined here as well as to do a uh a quarterly review on progress in the in each of these particular area as it relates to equity and I think this work that we're embarking upon will have a huge impact on our uh as I said earlier one of the most important initiatives moving forward at the vocational school but in education and not only in Massachusetts but across the Commonwealth I think it's extremely critical that we succeed in this in our attempt not our attempt in making sure that we have the success that we know we can obtain and ensure that our students are all getting regardless of uh the strength the challenges that come to us with have equal opportunity to succeed this work is critical so having someone that's leading this work uh will be critical in its success so I would ask the committee to vote to allow us to post for this position it is a recommendation to post with this position from the superintendent you have a motion please for a second second discussion Frank no Helen there's this not saying this not same is what Ellen is doing what's that Frank Zoila there's no require D for this position he this person will be working across all departments working with all all administrators and across all departments with teachers both vocational academic oh I'm sorry that's not okay a list of job requirements he had this question we have the description but it doesn't have requirements but that's the job description outlines the requirement are you talking about credentials you're talking about uh credentials um this person we would be required uh requiring a master's degree uh do you want to uh is there did we have it educationally that's what will end uh so many years of experience um in education I don't have the job posting here do you remember what we what we were posting on that in terms of the um experience highlighting The Experience that's necessary and the uh educational level of expectations for the position Susan I don't have the posting in front of me but we would if it's an administrative position we would require a master's degree years of experience as well as a license a coordinator or a license that would be within that um are we supposed to have the posting of the job to approve d that's what I thought that we always stand there no no this is not posted this is a new positions committee has to vote on this it's a missing information it doesn't say and within the distribution doesn't say that the person requires to have maybe doesn't show the requirements well the only thing missing is the uh the requirements for uh credentials yeah so let's just let's follow can I you all said you said well no I'm just okay no I understand but can I move on yeah that's okay this is Fitzgerald I'm going to recommend approving this on the basis of the fact that in order to implement this alone is going to require an incredible amount of new work um and the amount of new students that we have brought in over the past three years is growing and next year growing again and I think that this is actually something I'm surprised we haven't had the one overall person seeing this before we used to have it and then things got split up into smaller areas and I feel that with the rate at which we have grown in the past couple of years this is necessary Frank did you have a question um no sorry no that's it that's fine I'll keep my mouth right next usually Marilyn steals what I'm going to say anyway but um I'm gonna concur with that this definitely needs to be passed but with the premise that we're going to get what the poster really looks like um because we're making a blind decision on something that we don't know all the details and we can't hold this up because we got to have this person in place to start doing this trailer we could email you the posting tomorrow so you have a copy of it and if anything that before we post and if there's anything in there that you would like change you can always get back to me yeah that's it's a gracious the gracious offer superintendent but it can't happen oh you can um if we vote on it this evening it becomes affirmative that's it I mean you can send out the information tomorrow for informational purposes but if something has to change it can't change right you know what I'm saying school system right but we won't be able to change anything if you you kind of call the superintendent next on Thursday or Friday or the principal and say I don't like the fact that it's only a master's that it has to be a doctorate you you know what I'm saying it's going to happen no matter what you know that's all but you can get the information on what it's going to be yes we can get the information out to you but we can't change it just because somebody would want to change it at a later date after we vote on that well we can reconsider the vote but we can't God just we have to do it in another meeting that's all we can't just do it you know that's all and so I would say I'm sorry nope I have another question sure so what's this sorry so the salary is based on the um this the salary is based on this it's part of the mass bus so they would be hired under that contract and so they'd be placed on a salary schedule based on their contract so and this is of course of course have a high salary yeah it would be to make sure that the many major requirements are there yeah um look at different positions we learned I mean I learned then by every anybody else I learned that coordinator is higher than a supervisor so this is a big deal position if I understand correctly so for me it's very important to have all the details in the job posting because it's a new position so a 2.1 uh if anyone feels it needs to be a change to the posting then we won't post it we'll bring it back the next meeting and have everyone take a look at it if everyone's okay with the posting we'll go ahead and post it and the salary range should be somewhere between 124 and 129 based on the master contract so it'll be between there would be placed somewhere between step seven and step nine which is a range of 124 to 129 um next next school year yeah I think we're just uh right on the edge of the right thing to do Mrs Fisher yes I'm actually surprised that this wasn't posted sooner we passed the budget a month ago two meetings ago and this is in the budget and I just am concerned that now it gets posted and I forget how long before once it's posted how it has to stay up there but we want this person I would think on board by July 1st so I have no problems with posting it knowing that it will be posted with the requirements for any administrator that is across the board for everybody that's an administrator in the school so I recommend going forward with the posting Mr Hayden first of all it is a lot of work here this is going to be the official job description this won't change that's I mean in any other duties as we requested by the superintendent or principal yes all of this plus that last statement all other duties is signed by the principal building principle or something that's in the mall isn't it yes that's in a mall yes the job never finished if you're an administrator this is a lot to do um I'm surprised we haven't had this before well this person I'd be all for it yep you're do I have a motion in a second huh okay okay I figured I figured the fact we were discussing it I did but I just want to be sure Mr Hayden okay further discussions or questions I just just want people to understand that vote on it this evening is moving forward now to get the information out to you that's that's okay but it it won't stop the process of it being posted I'm just saying just one you know if you see something in the posting that you don't like that that's going to go out we it won't stop until the next meeting then we can stop for 10 years Zoila I hope this is the last question coming um I don't I I just want to make sure that it's noted that I agree that we need the position obviously and it's yeah since that we have the position but because it's missing information and we are trying to agree on something that later on can change I'm gonna know for this just for that reason not because we don't need a position okay I just want to make sure that yeah whatever you reach we'll call the roll and call the roll anything further would you call a role when you have a moment please and you'll get the information off oh yeah okay Mr Tire box Ms Fitzgerald Miss disler is to hate him Mr Cirillo miss Mama yes Mr LaMontagne yes okay um future agenda items executive session I need a motion going executive session purpose of the collective bargaining contract negotiations okay would you call the roll when you have a moment please we will be coming back excuse me I'm sorry we will be coming back to adjourn yes Mr Tarbox Miss Fitzgerald yes Miss gisler Mr Hayden Mr Cirillo Mr LaMontagne yes okay [Music] at this time the chair will appreciate emotion we're going to put on the superintendents put on the superintendent's report for uh to address the exit interview documentation um to allow a spot to uh whether or not the exit interviews will be made public or not leave that up to the exit interviewer and see if that is good to have a motion on on that I think that's about the size of it correct but um same thing okay that's in the form of emotion okay do I have a second discussion thank God all those in favor and you wrote a polls okay at this time the show accept the motion to adjourn

the students were amazing musically they were amazing with their conduct with their flexibility with their teamwork and to watch friendships flourish um the students here tonight will tell you more but my favorite was watching how the students created different groups on different days and sometimes they would be with friends they made in high school on the lacrosse team and then another day you would see that same student with their neighborhood friend that they've been together with since Cherry Brook but perhaps grew apart over the last several years and reconnecting with their friends from kindergarten and like it just was such a warm and special uh time for the students to have so much fun and also play um and sing um I came to you and I asked last June for this group of kids to be a lighthouse for our musicians in our district and they came through the choir was given a superior rating and they were had a wonderful performance the band got an excellent rating as well as a best-in-class designation for students it's like being in a we're a class s school for sports right and so in our designation we were considered Best in Class um we didn't have any behavior issues on the trip like I I just I can't say enough of how what a special special thing this is so today we have Lauren one of our Triumph officers here to speak about it as well as Bella and Simone who you know very well and then we'll wrap up with a photo slideshow that Mr Jones prepared to give you a sense of of what the students experienced thank you Lauren Bella hi everyone my name is Lauren I'm a Triumph officer um I thought the trip was just great I think it was definitely one of the highlights of my year I just can't all the memories I think I'll have them for the rest of high school going into college um one of my favorite moments from the trip was the cooperation and the passion for music and the passion for working together as musicians from our exchange with Horizon High School so um a day before we actually performed for the festival Disney judges um we did an exchange with um a very new high school actually two years old high school in Florida called Horizon High School um so their jazz band played for us and we got to meet their band drafter and their jazz bandractor um and we were also with Hall High School so Hall High School their Jazz fans played and their band played um and then our high our band and our choir um sang and played and it was really special just to be able to be in another building but feel that that music like had transported us to this other place and we felt comfortable performing with these people that we had never met before and with this director that we miss San Antonio had only really spoke to um over the phone and um with email and it was really special for me um to see all of my percussion buddies working together because it's very equipment heavy so we had people with people who had like checked bags on the plane had been lugging these huge suitcases everywhere with tambourines and all this stuff and so we got all this to Horizon High School and also the high school and set up all these instruments for us and um with the Horizon High School people our percussionists and the Hall High School percussionists people who none of us had ever met before worked together as one team like we've been working together for forever we had that percussion section absolutely Flawless in place in about five minutes left I think it was the best organization I've ever seen from any high school students and that was just amazing because I had never really seen people um we're together in that way we had never met each other before and just seen that power of music and their shared love of percussion and music and being in this special place was just really transformative for me thank you great okay all right so I'm going to talk a little bit about our actual um performances we had done on Saturday that week I have a little bit random done just to keep myself together but um I thought it was really cool that we had the opportunity both in the course to kind of perform in like really cool venues that we wouldn't normally ever get an opportunity to do so with um for choir it was the Saratoga Springs Resort and uh band was the Disney's contemporary resort and it was just very beautiful venues very good Acoustics it was just like very nice um you know exploded to different bigger venues that again we wouldn't have normally ever gotten an opportunity to perform in um and then afterwards we got very fun and engaging workshops to do for uh 15 minutes or so with one of the judges I know for choir we worked a lot on more accurate pronunciation of you know other languages we did Dynamics work so we got to do a lot of fine tuning with the songs that we could then apply to our music as we performed it later in the year or with new pieces we'd learned and then same in the band they learned a lot about you know taking music off the page and being very expressive with it um so that was very informative for us and um I think we were all able to better understand like emotions as we were playing in singing which I found very valuable and I think it also performing their places in a more serious and challenging environment that again we normally wouldn't get from just our you know yearly performances just in the auditorium that are more for enjoyment of you know our parents and whatnot being able to be not necessarily a competitive environment but just a more challenging where we have to hold ourselves to very high standards and have very good etiquette and stuff like that I think that was definitely a very new environment for many of us that was also very um I think it was very fun and it was nice to have that challenge when we are normally in that type of environment great excellent okay so I'm going to talk about like the friendships and just kind of like the social aspect of the trip but I found the trip to be so I want to say redeeming because we lost all of these experiences in past years and my grades didn't get to go to um Washington DC so that was the year of covet for us and there has been such a disconnect in our grade I felt like we haven't been as close and this trip really got us back to like I think where we were I think we bonded in so many different levels like we stayed up with 40 hours like we did not sleep but we were all together and it was fun and we were all going crazy together and um getting angry with each other because we're so tired but it was so it was so amazing and I know I personally like Miss Anthony she was talking about I each day kind of I stuck with similar people but you know each day we just add on a new person who were like hey like you want to join us and um this one kid I became really close with and he's a senior I've never talked to him in my life and then he joined our group and it ended up going on like the scariest roller coaster with him like music and it was just great because I felt like you know I'm making these great memories with people I didn't even really know um so it was just a really overall good trip I am so glad I decided to um you know go on the trip because originally like I had quit course last year and I rejoined this year um and I'm so glad I did because now I just have such a better like bond with everyone even and more specifically just like the chorus like it was it was great and I saw so many people with different groups like it was it was really interesting to also see like who was going with who um I really I really enjoyed that so it was great it was a good trip all right and I think I have the the video slideshow so let me pull that up and I will play that for all of you Lauren I played the sousaphone in high school so I can empathize with you about carrying large musical instruments getting them on a plane when I went to Florida in high school so did you get to go I did nice with my big tuba nice all right here thank you foreign [Applause] I have to say I know you started off your presentation by thanking the board and everybody else but the board wants to thank you because I think Simone you said it best it brought us back it got us back to where we're supposed to be doing these types of things and um so we're extremely grateful for the organization and the time you must have put in the sacrifice you made from your family but thank you for doing all that for us and getting us back so my pleasure we'll see everybody at the parade we'll see you at the parade any other questions no okay all right um that moves us right into uh we're going to have public forum are are the parents here for public forum per chance are you just listening okay good right because I didn't want to delay much more Mr Emery okay very excited about this Mr rammer you have quite an act to follow here the Disney trip you got to sing your presentation so um so to our students thank you for that um yeah thank you for sharing your thoughts on the prep very very meaningful very inspiring thank you thank you um as I said earlier uh tonight's the first meeting at each of our schools and we have the pleasure tonight to hear from Mr Abe Emery uh Mr Emery is no stranger to Canton uh Mr Emery has been working in Canton as our math science coordinator for the last several years after having an exemplary uh teaching uh career in New York City he came to Connecticut was an administrator in another school district and then we were able to lure him here to Canton and we'd certainly benefited and especially this year during the principal's leave I asked Mr Emery to to become interim principal here at Cherry Brook primary school and Mr Emery excitedly said yes and took on the challenge and has really been been a steady Force here at the school during a time of transition and so I'm pleased to introduce to you if you haven't already met Mr Amery and so tonight we'll hear our presentation on what we have as far as student data in both reading and math then this ramrey will talk about some of the highlights of this school year at Cherrybrook thanks for all your hard work Abe and thanks for being here tonight uh well thank you Mr Case Mr Bishop board members and Community I'm humbled and honored um you know it's been a humbling and honoring honor an honor experience the past few months and I'm just really thrilled to be here tonight and kind of share with you the highlights from Cherry breakfast here here first and foremost Cherry Brook is a joyful place for all Learners and staff our staff I tell them every day every week in a staff memo they do an amazing job engaging our children and fostering their growth both academically socially emotionally behaviorally um we have a few pictures here I'm not going to go over all of them but the picture there the children at the on the carpet it's just a picture of some first graders and as we all know a big focus in primary school is early literacy and here is just a picture of kids enjoying a literacy game learning about vowels and those snap words I have a picture from our newly formed Cherry Brook singers our third graders had the honor of going up to UConn with Miss card and I'm meaning some of her professors and meaning some of the students that are majoring in in music education so one student said it was the most magical experience ever I did tell Miss card for next year to schedule an extra hour so they can go to the dairy the Dairy Bar there and get some ice cream and then I have a picture there of our Unified sports season um it was my first year participating in it and and it just it was amazing to see the partnership and and and the love between you know the students within all grades the staff that was there the commitment of the staff just helping the kids and then there's just a picture of families and and staff and and the unified athletes participating in the classic parachute game um and then just a picture of one of the many book buddy groups that we have going on at Cherry Brook [Music] um so if we turn to the next slide um you know the next three slides are really going to just highlight kind of the core and the core of the work we do here at Cherry Brook so everything that we do is um is is rooted in our vision and our mission um the vision of mission helps us to make those decisions the best the best support students um on the next slide you know with everything um you know the challenges that we were faced this year um you know staff you know met every challenge with collaboration kindness and integrity um we partner with our students Educators and staff and community and every time we do that we we come at it with that collaboration mindset kindness and integrity um you know we always look forward to those collaborative opportunities with with families with staff and students and and we know we at the end of the day we we always are happy because we've tried our best and and we we always hold each other accountable for that um the next slide is is again something that's um familiar with you it's our vision of the um cam public schools graduate and at Cherry Brook you know we're the foundation of the building and we're setting that foundation for our students as they move forward to in the Intermediate School to middle school and high school so we really take pride at you know establishing a a solid foundation that's going to help our students achieve um that Vision vision of The Graduate when they walk across that stage well they already laughed when they walk across that stage you know in June to receive their diplomas foreign kind of highlights the district's Focus for the 22-23 school year um we've focused um our work on learner growth and success and obviously the culture and climate of our of our buildings and of our staff the next few slides just take a look at some of the theories and actions that were set in the beginning of the year that are again that are the focal of the work that we're doing one of the big ones is if we continue to keep all of our decisions rooted and student student-centered learning practices um you know we'll ensure that achievement and ownership and the achievement of the public schools vision of The Graduate will will happen and we'll we'll occur um the next slide looks at um students as the core of our instruction um you know we're always we always have students at the center of the decisions that we're making um we continue to develop and engage students in curriculum that's going to be rigorous that's going to be relevant um to students and relevant for them to to achieve those foundations of the vision of The Graduate of being critical thinkers creative thinkers communicators collaborators and and obviously compassionate citizens um the next theory of action talks about school Community if we create a school community that is inclusive and Equitable for all students and families then we'll have a safe and engaging learning environment that meets the unique needs of each Community member thereby increasing student achievement and the next theory of action focuses on on our environment our school environment and and the people that make up our school environment so for each person to thrive in our school environment it needs to be a safe place in which each person needs are met and differences are respected and regardless of one's you know gender race disability socioeconomic status you know every member of our community is included valued and listened to when a person feels truly seen and accepted um you know they're open to meet greater challenges and find greater greater success now um I'm going to go over um the work and the things that have happened at your work for the 22 23 school year um in the coming um slides I'm going to highlight the academic goals that were set at the beginning of the year um and then I'm going to go over some achievement data in regards to reading and math K through three um the beginning of the year uh the school goal um that was set with that students will improve their performance in the areas of reading and Mathematics um the indicators of success that the school decided to use to measure measure growth and measure student achievement um where the Dibbles reading assessment math end of the unit assessments and and star assessments the strategies um that we were focused on this year was the utilization of new resources that were implemented to support literacy instruction at Cherry Brook things such as phonics and phonemic awareness skills and in programs the specific programs of Foundations Hagerty and and some of our new unit reading summaries um we've been systematically looking at um understanding the information that we're getting from students and making sure that you know we're systematic in understanding it and making the next best decision to support student growth um you know we do that through in-house meetings you know weekly team meetings professional development days and as I shared earlier in the coming slides I'm going to highlight um the beginning of the year data and and relate that to mid-year data we don't have the end of the end of the year data just yet um in the next couple weeks we're going to be working teachers are working right now on some end of the year reading assessments you know we'll be giving some end of the year assessments obviously in the coming weeks but I'm just really excited to kind of highlight and celebrate the amazing work that our students have done you know to this point um so you all know Dibbles is called the dynamic indicators of basic early literacy literacy skills um it's the only assessment that's been approved by the state of Connecticut for assessing literacy instruction specifically at the primary school level um Dibbles are short checkpoints that are ministered to monitor how children are acquiring early literacy skills and just some some of the skills that we assess and it's not limited to this are letters and name fluency oral reading fluency non nonsense word fluency and segmentation um on the next four slides I'm going to show and know some of the growth that we've seen from beginning to end of the year I really want you to pay close attention to the green colors because the green colors highlight the students who are at proficiency when they've when we've when we've gathered that assessment of when they've taken assessment I also want you to look at some of the bands that are yellow and orange because as you'll see from the change from Fall to Spring I mean fall to winter you'll see a shrinkage in some of in some of those bands and that's a good sign that means that our students are moving within bands and and and and showing growth so kindergarten Dibbles [Music] at the beginning of our year 53 of our students were at at the proficiency at the proficiency rate range by mid-year um we were near 63 I want to note like at the beginning of the year having 53 of our kindergartens kindergartners in the green is is really great I mean we have kids kindergarten all teachers are being a teacher at every grade level is really hard but our kindergarten teaching teachers are amazing because because they have students who come into that door not knowing a letter not knowing a letter sound some kids who are reading so the the literacy skill is so diverse so for um for them you know for our kindergartners to come in at that percentage this is kudos to obviously the community but also the growth that we've seen from Fall to mid-years just kudos to to our staff our teachers our dedicated teachers you know um support staff that have you know have been you know making sure that children are are moving moving forward um so I'm I'm optimistic that when our end of the year information comes in we're going to continue to see that trend of continued growth again I just want to highlight if you look at the from fall to the mid-year you can see the the um the decrease in the red and an increase in the yellow and an increase in the darker green so we're having kids move ahead in bands which which is describing and showing us growth the next slide um takes a look at first grade Dibbles um again I'd like to highlight the growth of students um within the bands at the beginning of the year we were at 53 at mid-year we were at 63 so a 10 increase in student um achievement um this is really great because literacy wise first grade has the highest jump for reading levels and and literacy Acquisitions so we're having kindergartners come in over half of our kindergartners are coming in with some really solid skills and when our teachers get in front of them they're responding to the instruction responding to the curriculum that we're providing them and showing for us so again just as I shared with kindergarten I'm optimistic that you know our continued Trend upwards will happen so when you illustrate the um the growth let's take in the first grade from 50 53.4 to 63.1 so is that a good I mean how do we what do we compare that against like is the durg it's 70 or is it during it 50 or and is there a way to compare sorry about that no no problem I might be able to jump in on that because that's a that's a great question this this being um a a local assessment is not something that's reported to the state and it's not something that is referenced out um that's referenced out into the the broader area yeah that's good I I'll just interrupt for a second so the budget passed uh because it didn't meet the minimum again but the uh the count was 214 people voted yes and 332 voted no but uh in order to validate the election or the the referendum you need 10 of the electorate uh we fell well below that so the budget automatically passes just like it did last year so so good news um disappointing that not more people came out I wouldn't hold um the ratios to any um you know it is what it is but it's such a low turnout so it's about I guess that would be about five percent seven percent last year we had a 3.7 turnout Bob Bob vessels providing me with the information so he was sorry to interrupt just letting everybody know sorry no worries so my question was here and I I don't know if you if there's a comparative to this against other districts or so on and so forth no there isn't okay it's it's a it's a norm record so this is a national test that's really sure uh led by the University of Oregon so when we're looking at 63.1 percent that our our professional or above with that that is Norm referenced across the entirety so we're saying that already kids based on that based on that assessment at that time 63.1 percent of them are already uh proficient or above on that and that continues to track forward with an expectation and an increasingly higher level of rigor it's it gets more difficult toward the end of the year sure but kids continue to be able to grow with that and you see those those zones keep shrinking with that uh the green and growing and the yellow and orange uh shrink this is one of the assessments that's been approved by the state for screening of Dyslexia it is a really valuable assessment um and and one of the ones that is most like highly most highly related highly rated within the state for uh for efficacy so it's something that we really appreciate okay go on John or are these numbers compared to historically comparative where we we usually are around the this time of year next year or are we way below or way above or historically we're we're actually doing pretty well I would say that as we get on to our our third grade we actually are doing Beyond where we have in the past with that but I'd be happy to be able to pull in some additional longitudinal data the only difference is um we have only used this dibble's eight assessment last year and this year it's a slight difference from historical but I could get that information to show last year to this year different cohorts but happy to do that sorry no John mentioned a big piece of Jeff this is new to us and so two years into it and and so you know it's it's right now it's you know it's stressing those critical foundational skills and you know giving us that good information you know good good information about you know plan um with second grade Dibbles um it's impressive here that we nearly had 75 of our second graders at the beginning of the year within that proficiency band on on the measures that we were measuring and by mid-year um um almost near you know near 80 80 77.2 percent again I just want to highlight it's so important when when we think about student achievement is we always look at growth for every child because a student who might be lower on the continent Continuum is still making growth as compared to someone who might be at the higher end of the Continuum so the growth is really important and really important to note that um the increase in in the darker bands the shrinkage of students within you know the yellow the yellows and the red that means they're responding to what we're doing and and growing and and achieving so that's you know that's something to celebrate um third grade um came in again at almost near 80 at the beginning of the year and they've maintained um you know they've maintained that again um you know there's been some there's some slight changes there and some of the Bands again green the darker green getting bigger more students in the higher level of proficiency um again it's really important to note that when we're a third grade reader the text complexity is a lot harder we're asking kids to do higher level reading and so it's it's nice to see that what they're doing in the in kindergarten first grade and second grade is is is spilling over into third grade um I also want to note that this was our cohort who were remote Learners in kindergarten um and in first grade these some of these students participated in the hybrid model of instruction or or were in the remote learning option so um it's you know based on those factors you know they're doing they're doing really really well with that um I also want to kind attribute like growth K3 to um just kind of the work the staff has been putting in with the new resources that we've been provided by the board um you know even with coveted restrictions now lifted you know teachers are able to pull students for small group instruction we weren't able to do that in a coveted you know restricted classroom you know research says that's what moves students so being able to pull groups being able to offer small groups for for tutoring is really moving kids in that positive direction professional development a lot of our time here at Cherry Brook what up from what I've learned since being here since the middle of January a lot of time has has been spent on um really giving teachers a time to unpack the new resources work together look at the student information and and you know and plan for their for their students um and um teachers teach not curriculums and our teachers are educated by the science of reading so they're really spending the time understanding how children acquire literacy skills and really focus on that science science of reading um next um we're going to take a look at a slide that highlights star reading for grades two and three um it's really nice as a district um to have a universal screener for star and and for math it's a nice measure to measure our curriculum to measure the work that we're doing with students to measure the interventions that we may be putting in place in the classroom outside of the classroom um and you'll see here this is a highlight of grades um two and three students with their Lexile summary and what Lexa with the Lexile framework for reading is is a scientific Pro approach for measuring reading ability and text complexity so you know as as students read higher level texts they're they're higher level readers um you can see here for second grade we we had a Lexile level average at about 97 at the mid-year we jumped up to 280.

think this Proclamation Highlights part of the priorities that we've identified in our strategic plan around social emotional learning we hear you we think it's very important and I'm very happy that we're taking steps to address that um I also agree with what Whitney said we need to address the stigma of mental illness especially within our Hispanic culture I recently read that only two out of ten latinos with symptoms of mental illness talk to a doctor about it and only one in ten contact a mental health professional so it's it's something that we we struggle with and it's great that we're addressing it with our students starting young so thank you next on the agenda is National teachers week May 8th through May 12th uh Proclamation director zupiah once again I ask you to read another 2023-05-10 Washtenaw County, MI YouTube / CTN Ann Arbor transcript source: youtube Ann Arbor Energy Commission 5/9/2023 · passage 5
it was a response to the 1973 oil crisis um it has been amended a number of times since then but um originally it was certainly that was the purpose of it was to respond to that and they gave it the full title an act to increase domestic energy supplies and availability to restrain energy demand to prepare for Energy emergency at emergencies and other purposes and the part that is really most relevant here is um the Epica directs it's good directs the department of energy to set Energy Efficiency standards for appliances and it does here's the express preemption language no State regulation concerning Energy Efficiency energy use or water use of such a covered product shall be respect shall be effective with respect to that product now at the at the district court level the court looked at this statute and they took kind of a narrow interpretation of it and they they actually upheld it in favor of Berkeley um so they won at the trial court um and the reason that the trial court or the district court in our federal system is what they're referred to um the reason I did this is for two main reasons one is they were giving deference to an area of law historic historically the province of state and Rogue excuse me local regulations so historically states and cities have it's have been considered to have uh the main power in our federal system to regulate for the safety and well-being of citizens now certainly over time as the federal government has gotten bigger they've certainly intruded upon this but um this the courts still do give some deference um to making sure that uh these this historic area isn't totally trampled upon and so basically they're looking for something that's that's pretty clearly um stated another another sort of technical thing that's getting a bit in the weeds is they relied on a legal precedent that there's a presumption against preemption um again the idea being that we want to be really clear if we're going to not allow a state or local government to do something um because of preemption and again any finding a fraction should needs to be clearly stated in the statute um so with that background um The District Court look at the ordinance and said it doesn't facially regulate or mandate any particular type of product or if sorry if the ordinance does not facially regulate or mandate any particular type of product or Appliance then it's not preempted by ebca and in other words Epco only prevents the direct regulation of of appliances not does not prohibit local laws that might indirectly affect the use of regulated appliances so as we know this case was appealed to the ninth circuit and um they definitely saw things differently um they looked at Epica and they said Epco preemption is broader and that it extends to regulations that address the products themselves and the on strike and excuse me and the on-site infrastructure for their use of natural gas the appeals court decision hinges in large part of its understanding of the term energy use they said energy use is based on consumption that happens at the point of use and that this means we measure Energy Products not from where the products roll off the factory floor but from where consumers use the products and so essentially by preventing natural gas appliances from being connected to the infrastructure that's essentially regulating their energy use to a level of zero and um a person language says you're not supposed to be regulating the energy use of these products I would also point out that while the court didn't make a big deal about it they didn't they said that because of this Express uh language they said that that negates the presumption against uh preemption um and so just to be clear the presumption is sort of like a thumb on the scale uh in One Direction or like a presumption of innocence in criminal cases it's something it makes it a look like an extra sort of Burden that you have to overcome in when they saw the express language um they relied on precedent um which they said uh meant that there was no longer to be that presumption um they also saw that there was an explicit exception in the preemption section of ebca and they said that was further confirmation that ebca preemption extends to building codes because it provides this exception for a building code that meets seven very specific requirements which if you want to take a look at those they're footnoted in the document on registrar but in essence it says the code must allow for an option for a builder to meet the code requirements using national natural gas products and so they could require in return other offsets um if that's the choice that a builder would go to then they would also have to do something else like better insulation more energy if you know extra maybe efficient appliances possibly solar power it you know it'd be up to the municipality to come up with something um I would also point out the ninth circuit also uh rejected similar arguments from the Department of energy itself who filed an amicus brief um quick explanation amicus briefs can be filed by pretty much anyone uh for appeals cases or Supreme Court cases um and I also show in the next two bullets that there were several States and the City of New York as well as environmental nonprofits that also were on the side of Berkeley uh just to give you the lay of the land here on the other side you had um some Big Industry groups that were going against Berkeley and also submitted briefs not surprisingly American Gas Association National Association of home builders and National Association of Manufacturers but the the court uh really only spoke to the ones made by Doe technically it was U.S attorneys on behalf of doe um and courts will give this a little more Credence um than others that want to submit Anarchist amicus briefs but and so basic argument was pretty similar by U.S attorneys which said that state and local regulations that impose energy conservation standards or similar performance standards for the efficiency or energy consumption so and I saw those uh epic only prohibits state and local regulations that impose energy conservation standards or similar performance standards for the efficiency or energy consumption of certain appliances and as we know the court also rejected this uh again they said prevention's not that narrow and looking at the plane meaning the plain language of the statute that ebca requires a broader interpretation and also added that the ability to use covered products is meaningless if consumers can't access the natural gas available to them within the city of Berkeley uh one other thing I want to point out quickly um there was a concurring opinion um the decision was unanimous but there was a couple of Judges that wanted to also add a concurring opinion which basically they agree with the overall decision but they wanted to add something else they wanted to say basically um it's you know it's not binding but it it is interesting sometimes and in this case uh the concurring opinion um in the JoJo Scanlon seemed troubled by the Assumption in the majority opinion um again the majority opinion assumed that the presumption against preemption would be negated by that Express preemption language it in Epica and he goes on to reference the fact that occurring to him he thinks at the Supreme Court level there's conflicting lines of cases that uh it's not really clear to him uh that there's whether there should be a presumption of France in here or not but he ultimately determines that at least looking at the president and the ninth circuit that uh he he is bound to hold that presumption against preemption does not apply to the expression Express preemption provision before us today so again this is kind of reading between the lines but you could infer that without this presumption he may have descended from the majority opinion and this is something maybe that other judges would see differently in another circuit um which gets us to the current case status um as according to my knowledge Berkeley hasn't fully decided whether to appeal the case they don't have to they could appeal they could do what's known as an on Bank appeal where the entire ninth circuit instead of three randomly selected judges which is normally what you have the entire nine circuit would rehear the appeal or they could appeal to the Supreme Court um in our federal system you're guaranteed one-ups or neither of these appeals are guaranteed the courts could decline to even hear the appeal essentially um one interesting thing I'm kind of curious if they're going to do is just kind of pass a new law that is structured differently possibly doing what other cities in California have done that Berkeley chose not to do which would be amending their building code so I'm I'm very curious to see if that's what they'll do but at this point we don't know okay so getting back to how this might impact Ann Arbor um strictly speaking the ninth circuit's decision does not have binding effect in Ann Arbor so if you look at this little map here you can see the area that the ninth circuit uh has a jurisdiction over on the west side of of our country and some other little territories there clearly not Michigan Michigan is in the sixth circuit uh what's known as the eastern district of Michigan now any other any other lawyer any other judge will have to take a look at this case it'll have to be reckoned with um because at this point it's the highest court out there saying making a determination but you know this is what we refer to as persuasive precedent in legal parlance and again uh sixth circuit or any other circuit for that matter outside the ninth circuit they they are allowed to make their own legal determination if they come up with something different it's possible that could be a reason why the Supreme Court might get involved but any case um another thing to point out is the decision uh these decisions are very fact specific so just because a band like Berkeley is a struck down if another band comes along that doesn't look like Berkeley's um that that doesn't necessarily mean that this decision will apply to that man um a good attorney will try to if it comes to it you know we'll try to distinguish a different band and say why it's different than Berkeley is and why the ninth circuit decision really isn't even relevant and again just to remind you it's the red areas that Berkeley was Banning so you probably couldn't ban the appliances either but maybe you could come up with something more creative something different than what Berkeley did um so just to go through a couple potential options that we we might still be able to do um even if you know even with this nine circuit decision out there Weighing on us um again it's not binding on the stick circuit so we could potentially pass it's like Berkeley's um Ann Arbor has the same sort of ability to pass benefits uh for public health and safety um again we would have to reckon with the ninth circuit decision and there is another little wrinkle um in Michigan we might have to deal with State preemption by the Michigan building code um the bill the Michigan building code does not have an Express preemption Clause but to my knowledge it's never been challenged and no city has ever attempted to really um pass something that would run counter to the building code um that they're possible that there is that that has happened but not to my knowledge um so with these these two arguments that that does uh probably give this option A a bigger a bigger risk um of being struck down just because there's these these two hurdles um that we have to overcome it it's not to say that we couldn't do it but that's just um two things we'd have to consider um and I know as John has mentioned and as most of us are aware one one thing that we've come closest to doing is using Ann Arbor's zoning Authority too bad natural gas use um this of course is different than Berkeley's ordinance uh which used the city's inherent police powers now again I don't I can't find all right I'm not aware of a case that uh did something like this and it's a bit unclear how a court would interpret a zoning regulation with respect to epca um certainly an argument can be made that a zoning regulation bang natural gas use would also be preempted because it kind of does a similar thing to what Berkeley was doing um but again um you know it all depends what zoning regulation we come up with um on the other hand a Berkeley has been specifically banned the national gas piping which seems pretty directly tied to the Appliance um a zoning regulation potentially could be structured in a way that would seem further removed from a regulation on the gas appliances themselves and while Africa does mention zoning uh sorry building code regulations it doesn't specifically say anything to my knowledge about zoning regulations so um that being said um the exception to preemption inepca might be another way to go it might not get us exactly what we want um and possibly we could do this you know as a general ordinance as I already kind of explained through our cities uh police Powers um that's one way to do it I'm uh another thing would be a zoning regulation that complies with the building code exception spelled out um it it does specifically say building codes and not zoning but again this is just an idea um and since zoning regulations are usually something that come into play in new and approval for new projects um maybe this is something we could do again it's a bit of a spitballing brainstorm and would certainly require further research but that is certainly something that could be looked into again it's not going to be a total ban on natural gas connections because to meet the exception it can't be it has to be some sort of Regulation that favors that could favor all extra developments but still leaving Hope in some way to comply uh with the regulation to still allow natural gas uh we could hopefully accomplish something creative here um some sort of offsets that um would give us some benefits even if natural gas is installed um and hopefully maybe we could even structure something that maybe not right away but maybe over time developers see okay this is actually easier to just do it all electric and maybe it's cheaper so that is another possibility lastly we get to Natural Gas Distribution franchising this is something that admittedly I've looked at the least but it was pointed out um and I got this idea from the nine circuits opinion itself so I will say um let's see so it was in response to another argument in defense of the ordinance so uh Berkeley this is the Court's language Berkeley finally contends that preemption here would mean that the city must affirmatively make natural gas available everywhere interjecting this argument the court stated that our holding doesn't touch on whether the city has any obligation to maintain or expand the availability of a utilities delivery of gas to meters uh in one of the other concurring opinions by Judge Baker he also wrote that nor is there any indication from its text or structure that Epica speaks to the distribution of natural gas if a state or local government terminates exhaust existing gas utility service or to declines to extend such service Epco likely has no application again this is going to require further research but uh there may be there may be something here that we can do um especially since our natural gas franchise is being uh negotiated for renewal all right uh last slide so some final thoughts and recent development which I can go through quickly because uh John did uh point this out as well so any natural gas man in my opinion is going to face opposite opposition probably in the form of a lawsuit um there's just way too powerful interests with too strong of a sign Financial incentive to try and stop such bands but I mean I don't think you know I don't see that as a reason necessarily um to not do it um the ninth circuits decision also is not the last word I'm not sure gas fans and Epica preemption as well um there's certainly going to be more court cases more challenges uh this could end up at the Supreme Court depending on what other circuits do um and so we you know we could we could wait around we could maybe get greater certainty in but I mean it could be years before we have that kind of certainty and I don't really think you know we've declared a climate emergency so clearly uh you know the time is of the evidence you know we can't really afford to wait years to do nothing now as John John already mentioned uh I believe it was the May 1st anniversary council meeting that that resolution asking the City attorney to provide an analysis of the ninth circuit opinion um in relation to Ann Arbor um and I certainly applaud city council for doing this um I you know what I've seen over the years is that I don't see as much collaboration as I would like to see with the city attorney's office and this this is I think is one example where a more collaborative approach with the city attorney's office will be warranted um I mean this of course assumes that city council is supportive of limiting future natural gas hookups in some way um so I would really recommend that going forward we getting the city attorney's office and office of sustainability working together to come up with a resolution that they both think will give us the best chance to succeed now we do have to be careful with giving City attorneys advice out uh we have to keep it confidential but the uh the attorney client privilege I do not think would be broken as they say uh by including Missy Stoltz or John mursky um you know I've I've seen this in corporate settings um not not personally but observed it you know a lot of Corporations have attorneys that work hand in hand with uh business people from the beginning of a project to the end to help you know answer the potential legal questions that come up and and vet things and so I really think that that type of approach just coming up listening and then sending it to the city's attorney's office waiting two months and then they come back and say sorry you can't do that I would rather have them in from the beginning and as I said a more collaborative approach I think would be the best way to go I will stop sharing my screen and uh strategy video again here thank you Noah I'd like to open things up for discussion questions uh commissioner McKenna thank you so much no that was so informative thank you for sharing all of that um one thing I didn't hear you mentioned was uh state law preemption um where are you so I can speak to you yeah um because I believe that the state law and the state building code right like regulates the use uh enter both Energy Efficiency and also the the kind of supply of utility services so wondering your take on that and then I also wanted to share that yeah I totally agree with you in terms of working with the city attorney's office and it just based on what you outline for us of course you're a lawyer but it makes me feel like um it's really the structuring um kind of the language of what gets ultimately uh you know considered for passing within the city government is um is all about that language and that's that's kind of like what's going to make or break it um so thanks for sharing all that uh yes thanks I I did go I did mention it quickly but it's possible you you missed it and I didn't give a full analysis of it um in full disclosure this there was so many discussions between me and John earlier about looking at um State preemption um specifically when we were considering the zoning regulation um I believe it was a Home Builders Association wrote a letter basically arguing why we were preempted from doing it and I I did take a look at that and certainly you're right that is something that we're gonna have to contend with um a zoning regulation might be a way to possibly avoid preemption and I will say that um uh from uh a commenter that comes to our meetings he has gotten in touch with the original people that one of the original drafters of the building code who according to him that was not their intent to preempt uh locals look cities from you know doing their own thing now quite frankly um I haven't looked at the legislative history to tell you what it says but the Assumption I think has been that it does preempt um but again I don't think anyone has really ever challenged whether or not the building code does print it there certainly isn't um very expressed language doing so um I do think there is some language that says that yes cities can't essentially make their own building codes so we would but that's not what Berkeley did either like like I said they they they could have done it through their building code but they didn't so again um it's something that is going to be a dual a dual threat is State preemption and federal preemption commission Peck I mean I think my connection is strange since I'm in my office but um what about using a tax structure hmm um yeah yeah I mean you're saying like what are we taxing I guess I have a hundred dollars a nano liter of natural gas oh I see what you're saying um yeah I I I really don't know I'd have to look into what the taxing uh Authority that the city has is it I it it might be possible as far as I know it's very very restrictive in Michigan but it's again something to look at I think it's not you know a bad idea a council member Briggs yeah um I just want to say thank you to Noah for um putting together this presentation and going into it it's really helpful to to go through the the facts of the case and understand how it is you know similar and different from um what we what we've been contemplating but certainly as you're writing this is certainly guidance that everybody's looking at right now which is um to the point that um Council was very aware that this is a point of interest um to multiple Commissions in the city that commissions have as you saw in the whereas Clauses of that resolution um it's it's very unusual for the city attorney's office to provide a public opinion on an issue we have confidential information for a reason um but because there is so much interest in this both amongst our advisory commissions and amongst the community at large um we wanted to make sure that we provided some um some guidance from some some thoughts from our city attorney's office um on this matter so um that will be something I'm sure that folks will be interested to see if it's coming out but um recognizing that um there will be things that our city attorney's office will not be saying because they they need to be kept confidential as well because that's guidance that's provided but I do want to um just say a little bit about how the city attorney's office works in the city um which is obviously it's an advice it advises Council and it also advises the organization as a whole so there is there is that collaboration that is happening or um between staff and the city attorney's office quite frequently in terms of those conversations um the free flow of ideas and you know and we also have um we've brought in specialized staff as well for for certain OSI related issues that we're able to to work with as well but um so you know Dr Stoltz for example one would be something of this this nature would be um a part of those those internal um confidential briefings as well so um in terms of how far out those that that information can go that's that's obviously um they serve a certain purpose in the organization um so we have to be be careful about that but um I'm happy to provide more information or I'm sure Travis will be happy to speak to you know kind of have that the role or the functioning of the the attorney Administration yeah uh thanks for uh clarifying that uh collaboration exists and um something else I was gonna say that slipped out of my hand but anyway chime in here and say that uh I hadn't seen Nova slides before he presented them tonight um and um the suggestion that I'd be involved is maybe something that uh Noah thought maybe came up in in email exchanges or conversations but it wasn't something that I specifically um recommended or asked for and I I can imagine it would be unlikely that someone like me would be involved um just because I'm sure and I will be chair anyhow uh after this meeting and there's probably people in the city's orbit I'll call it that way that are better qualified to interact with the city attorney and with staff than than I am um but I think that's maybe the general thrust is to to bring in multiple inputs maybe even from the University of Michigan there may be legal experts there that uh would be um uh willing to provide either pro bono or you know a fee service on on Consulting on this matter I think that's maybe the the more broader with a broader funnel yeah that's correct and you're uh okay uh you're right um you know you do have to be careful about how big a sphere that you expand that to but and it is a little bit unclear but certainly um it is greater that the client as defined in the client attorney privilege is greater than just city council it does it certainly extend to senior staff members um arguably it could extend the City commissioners too but we don't have city of Ann Arbor emails which does complicate things yeah and you're right I mean it's so definitely senior staffer um are included on in the relevant um conversations on certain topic areas um because that is it's critical that they also um have that guidance and advice as well um you know I guess I would just like to speak that to the point that um you know we are we're definitely as needed on different issues um you you will see for different issues that the city um is facing whether it's Gelman or you know different OSI we we bring in um we will um contract Professional Services with Specialists um in certain legal areas when we need that for certain different types of cases that we may not have that inside expertise on so that's something that the city um has a has a history of doing and certainly um will continue doing you know we'll continue to do moving forward and we certainly do within OSI issues as well so um it's important we um you know this is a highly functioning Professional Organization and so um we'd look at each of these issues um recognizing that um just like in Berkeley there's there's a lot of different entities that are paying attention to these issues and we need to make sure that we are operating in a way that is um you know fulfilling the policy goals and the the values of our community and also um being responsible stewards of our of our tax dollars council member Edina thanks um and I'll just briefly follow up a little bit on the uh mostly because I know that this is not unique to this body and some of the other commissions that I work with I know that there are a lot of times where Commissioners in particular would like to have kind of more access to Legal staff and and legal advice and those types of things and um I want to acknowledge and this is not specific obviously to John or to any of the other chairs that we would work with but in any of these circumstances a lot of the times that we have this privilege as I know so many of you know is because we're talking about potential litigation that the city might be engaged in and the more people who have access to that information the more chance there is that one person could break that trust um and and if that happens we're suddenly broadcasting our potential you know legal case our legal position out to those who might sue us who are those who are watching a commission meeting or um and so keeping that sphere really really close particularly on things like this where we are working with an issue that's working its way through the courts and we're um we're paying attention and we're learning and we're also developing our own legal strategies to move forward it's really important to keep that that Circle pretty close other comments or questions I'm going to weigh in with a few thoughts of my own um first of all I wanted to go out a little bit so that we look at the resolution that we passed at least with both resolved Clauses and look at this issue a little bit more holistically um so what we've been dealing with specifically is the first resolve Clause related to a ban or what we also indicated would be one with potentially limited exceptions and I think maybe that's something that also be considered um when I'm crafting something if we were to take that route and hopefully the city's attorney would would consider that so maybe there are ways of and apparently Berkeley may have done this as well but that's something obviously to look at is is how how limiting it is versus uh you know if it's it's a little bit looser then maybe it provides the the latitude that allows us to um pass um legal review at uh um at whatever level is uh finally going to make a decision just wanted to throw that idea out secondly what I wanted to mention is um well I actually have a question there's there's this idea of home rule and Noah what what does that mean in a case like this and does it apply to the city and what rights does it give to the city or or you know in a case like this is that at all applicable uh I have heard people throw this around um that that we have we're what's known as a home rule state and yeah I believe that mostly applies to Regional or to local zoning laws that we have the ability to do that it's not regionally done um I suppose I I apologize I'm not sure if it applies to other things so much but I would say that um at least I I think oftentimes that can apply to building codes too but if that was the case I think that's negated by the state building code for the most part um so maybe yes there still is this background principle of home rule but there's been other stuff that's layered on top of that over the years that really has stripped a lot of that home rule away and I think mostly what exists now is our our zoning authority to make um zoning decisions that aren't done regionally but again I'm a little bit uncertain about that okay okay well maybe it's something again that cities attorneys uh the city attorney's office would uh would look at in terms of its applicability in this case what I wanted to do is focus at least a little bit on the second resolve clause and contrast it to the resolution passed by Council last Monday so um the second resolved Clause is something that I would encourage Council to consider it's not even mentioned in the resolution that it passed on the Berkeley case um but I'd like to pass on that I sent a list of seven different possible ways we talked about measures that could incentivize all electric construction I sent her and encouraged her to share them with anyone she wanted including other planning Commissioners as well as Brett Leonard um they ranged from everything from a moratorium and cities often declare moratoriums when they're trying to settle something out so that might be a strategy that the city could take there are jurisdictions in Washington County that have uh past the moratoriums and even extended those um and that might be something to look at uh there was the idea that uh commissioner Peck brought up about taxes another way of looking at is fees we provide we we charge a number of different fees um maybe there's a way of doing that so like I said there's there's um seven or eight different things um that uh I think and just even looking at those might set off a brainstorming session with people within City staff that might come up with other ideas so I really want uh to emphasize that we shouldn't um neglect that and the other thing and then uh then I'll recognize you uh council member Briggs is I'm I'm personally very concerned with the idea that the franchise is going to solve our problems um so first of all the franchise uh runs through 2027 that doesn't mean that the franchise agreement couldn't be reached before that um and that would um preempt the existing potentially the existing franchise but remember the franchise um only governs um how gas is going to be delivered and how there might be a transition and I think first of all we have to recognize at least I'll speak for myself I'm not certain that DTE is going to be um particularly interested in advancing Ann Arbor's interests um that means it might drag its seat in the negotiations um it may not be a good faith actor um in in how it deals with the city so it it probably does not benefit um from reaching any kind of new franchise agreement that meets the conditions of a20 I mean DTE came out in writing and said that they are opposed to the Natural Gas Provisions um in the a20 plan so it's pretty clear that they they are not uh interested in in accommodating Ann Arbor's interest the other thing is that even if we had a fantastic new franchise agreement um that doesn't the whole time between now and when that is signed uh as we've seen with essentially one approval per month of new natural gas construction uh construction um those potentially are going to continue to be approved certainly by right construction I mean we the city cannot do anything with buy right and once those are are installed or once those are built those natural gas supplied assets are going to continue to burn natural gas for many many years and the kinds of things that our solutions for getting away from natural gas like um geothermal or Wastewater geothermal or moving to biogas or using hydrogen or a mix of hydrogen these kinds of things are not going to be introduced at the flip of a switch so even if we have a wonderful new franchise agreement it's very unlikely that we're going to be significantly reducing the flow of natural gas for many many years and so I'm I'm really concerned with the the one whereas clause in the resolution uh that is passed by Council and then also um Shannon shared a Shannon Gib Randall Planning Commission share shared an email exchange that she had with Brett Leonard where Brett said to her let's see if I have it here in front of me um he wrote um no in and she well Shannon wrote This Way um I got an email from John mursky about timing for natural gas ban any news for me on that front I am enthusiastic to work on the carrots and sticks approach that I brought up a few weeks ago if the band seems infeasible um for a long time frame and then Brett responded no as the city council has directed staff to pursue pursue a new or amended gas franchise I think that makes sense for the Planning Commission to weight that outcome in the incentive-based approach would be difficult to implement currently in the context of other work priorities EC EG tc1 or uh zoning premiums or other ordinance changes and the upcoming upcoming comprehensive plan so the concern that I have is that we are putting our eggs in one basket potentially with a natural gas franchise and in the meantime we're continuing to have new construction that is going to be natural gas connected and burning natural gas for a long long time so I just wanted to express those publicly those are my my thoughts I'm I know that they're shared by others and I hope that the city actually in light of uh Noah's presentation looks at the first resolve clause and the possible approaches there that would differ from Berkeley look at also what it could do in terms of measures to incentivize all all electric construction um and and not just um consider the natural gas franchise I think it should be doing all three personally so that's my input and council member Ricks yeah thanks um I guess I wanted to provide an update that um we are in the midst of developing a resolution around the incentives the second resolved Clause around the incentives and um obviously this is budget season right now our next meeting for city council is a big one in terms of adopting cities budget not to say that this is not an important topic but that is the focus of of staff and Council right now um but I would anticipate that um we are likely to be seeing that that resolution go to council um in in early June um so uh that that is on um staff's radar um it's in on the radar excellent news attorney's office um and and um multiple council members are are working on that so um that's an update there um I would also like to note that that that conversation um obviously everything that that we do is as council members and staff members and and commission members really is is open to foia and it's it's public information and that's how I operate in terms of everything that goes out as well um but that may not have been um you know that email communication between uh um staff member and Planning Commission and a Planning Commission member might have been um sort of a point of discussion for within Planning Commission at that point in time so I guess I would be be cautious about um you know reading those types of emails over um and kind of in this setting I'm not sure it's just for your information I asked Shannon if I could um read it in this setting she contacted Brett and Brett fed back that I could okay yes and I also shared the information about the resolution that was passed last last Monday so thank you thank you for saying that that that's helpful I'm glad that you did that um so anyway we we are working on this um and um you know I at least from my perspective and I I think from all the colleagues that I have spoken to um city has passed I'm an emergency um we recognize that we have adopted 20 30 climate neutrality goals um and we have a staff and a city attorney's office that is recognizes that this is a priority for not only for our community through our adopted plans but also through Council and so we have a lot of energy and resources directed on this issue and we're trying to to move forward in a way that we believe is is the most productive for this moment in time and that does not mean that the decisions that the approach that gets made today um will be our approach for the indefinite future um but that um especially when we're beginning negotiations we are certainly going to do our part to begin those negotiations in good faith does anybody else have anything that they want to share okay and we will close that agenda item and then go on to commission business and that means specifically election of officers as I mentioned in our last meeting our bylaws limit officers from serving more than three years in their individual office uh that applies to both Carlene and me um I as chair and Carlene as Vice chair and so um what we want to do tonight is um elect a new chair and elect a new Vice chair um I think it's also appropriate that we uh review the liaison to the environmental commission that's not officially an office that's governed by the bylaws but I think it's something that makes sense that we review one more time uh or at least on an annual basis I should say uh and so what I thought we would do then first is um open up nominations for chair of the commission um we'll take nominations uh you can nominate someone else you can nominate yourself uh and so I'd like to open uh the floor for nominations for chair of the commission and by the way um the um after the election the new officers will assume their roles as of June 1st do we have any nominations commissioner Macomber and traditional radina First maybe our council member redeem and then Commissioner of a congress uh thank you um I nominate uh Carlene Colvin Garcia per chair and can I nominate somebody for a vice chair as well why don't we do one at a time okay okay um Carlene um do you accept the nomination thank you so much commissioner McCumber I really appreciate that and I am going to decline your nomination thank you though uh councilmember adino I was going to ask if anyone had previously expressed any interest to you um leading into this meeting um and if not we might have an awkward round of people declining nominations um that being said I'm going to put someone on the spot because I'd already indicated to him that I thought he might be a good chair and so he can decline us if he's going to but I'm I'm going to nominate commissioner Berkowitz I don't know if I can nominate actually I'm going to suggest that someone should nominate you're you're a voting member of the commission so I would assume that you can uh thank you councilman for Regina I'm definitely interested but candidly um I'm at a really interesting point in my life uh personally and professionally and that was not the perfect time for me to step into this role I also feel a little bit new on this commission I'm still kind of learning the ropes and the Cadence and um some of the Roberts rules and behind the scenes things so I would just like a little bit more time but I am interested in the future thank you though we won't we won't let you forget that or we won't forget that I should say um I I understand so um I have not been partied any discussions um with any Commissioners uh so I I I can't shed any light I understand that there was a conversation between um Joe and one commissioner and I don't know what that led to or any specifics and I don't think we want to talk about that here um so but I just wanted to share that um at least from my perspectives there hasn't been any discussions um Carlene and I had a brief discussion um about ourselves um and you know anybody is is able to change their mind um I don't know if anybody else had approached um Joe or Carlene but um I'd continue to like to take nominations if anybody else is interested in stepping forward laminate um Alex Commissioners are you uh interested I I think I'm gonna respectfully decline I appreciate the thought thank you so I'm gonna I'm gonna nominate someone and that individual should feel free also to um speak their piece uh I'm gonna nominate uh commissioner Smith Charisse are you interested at all in in serving uh thank you very much for the the nomination I am also going to respectfully decline the chair position uh that said I would you know maybe interested in the the vice chair position um so good to know uh councilman verdina yeah I think that leaves Commissioners McKenna and overpeck right of people not leaving the commission so so if neither of you raised your hand we're just going to keep going so I I will nominate uh commissioner McKenna all right everyone had a great time for me personally and um yeah I just I just don't think I can take on the role uh silence is golden or in this case maybe not so golden we really do need somebody to step up um and I I've a member of another group now where I serve as as uh the the vice or the co-lead um and I have to say that you know Carlene and I have collaborated a lot and um I think if two people step forward um then you can split duties um you know I talked in the last meeting about the things that I do that doesn't mean you have to do all of those things and that doesn't mean that the chair has to assume all of those duties you can split them up um in terms of uh preparing for meetings as I mentioned yesterday uh five of us met to consider new commission applicants I did some Preparatory work as chair that doesn't mean that the chair has to do that that means the chair could delegate those things or or just simply reach out an agreement with the co-chair to do that so I would encourage um people to think about stepping forward in light of that um and uh commissioner McCumber you want to ask us to that too hopefully um so I have a an orthodox idea um John would you consider accepting a nomination as Vice chair and um uh if John accepted nomination as a vice chair would you consider a nomination reconsider a nomination for chair I'll let Cherise answer first foreign probably have to respectfully decline um unless you know kind of roles and responsibilities perhaps look a little bit different I heard the you know term co-chair if there was you know some you know flexibility there I may reconsider but again just want to be mindful of um you know how much I take on at this time again just personally professionally and what makes the most sense for me but absolutely interested in you know kind of supporting the the commission uh the best that I came commissioner McKenna yeah I just wanted to hear a little bit more about the timeline like uh given the stalemate that we seem to have um I mean I I totally I think all of us are um kind of in a tough spot um I don't know so yeah what what happens from here um I mean knowing that we can't spend you know another 45 five minutes in this place Point uh looks like uh council member Adina has a great idea that he's excited to share with us I I don't know that if it's that it's a great idea I just wanted to kind of build on what John has already said which is that you know on on top of the fact that um you know I would say that that John is of all the chairs that I work with on my commission is probably one of the the kind of the most engaged and leading uh the commission and and puts probably the most time in I would say um and it's clear that he's really really passionate about this but he does really I would say go over and above in terms of the work that he puts in um and so uh I will and with that I wanted to acknowledge I don't believe John is immediately leaving the commission right and so John is not leaving Carlene is not immediately leaving Erica and I are still here um and and Joe continues to be a great support person and so I hope that no one feels that they have to be as um you know there there will be a significant support system in the five of us in place to help make sure that there is a smooth transition and that whoever steps into this role can step into it comfortably um and that may mean that there's kind of a ramping up period where there is a support network around you kind of helping you to build towards that especially as some of these you know other professional or personal things that are going on build out so I don't want you to feel like you're going to step in on day one and everyone else is going to disappear um we will all still be here to support kind of your development as a leader of this body agreed uh commissioner McCoy and then councilmember Briggs yeah I'm curious um with what like Claire said is if this has to be votan tonight I think there's also a handful of people who aren't here from my understanding I'm I'm not well there are a few people that aren't here but actually um commissioner Kerber is not here and he's stepping down and commissioner uh Kendall Conan is also not here she's stepping down let's see about this and he said he's not interested at this time okay okay and then perhaps perhaps not for I mean we didn't get to the environmental commission uh liaison but I just wanted to note that I know in the past um like the person who decided to do that was like relatively new so um if if there ends up not being someone here interested I think you know we haven't had someone I think for a while so uh we could also offer that up to it sounds like there's going to be a lot of new people soon so I think that's also an option perhaps not for chair and vice chair but um the third option so if it doesn't have to be decided tonight that would be quite something if we uh the mayor nominated someone Council approved them and we anointed them cheer all in the matter of one month councilmember Grace yeah um I just wanted to make sure I formally uh we called on everybody around the screen so commissioner overpack I don't know if you uh uh would consider um stepping into the the chair rule or not thank you councilwoman Briggs I am sorely tempted but I'm also um I just don't have the bandwidth I have got a job that is keeping them on my toes um and Ember stop laughing um and I uh I just can't add more to my plate you have some amazing opportunities occurring here at the University of Michigan and I want to be able to do my job and take advantage of them thanks thanks though thankfully I understand commissioner Levin we haven't tagged you yet either any any thoughts or anything you want to share with with the rest of the commission to as far as stepping forward uh yeah I mean I guess I'm kind of in a similar thinking of other people I also I think I have to look at to how many how much longer my commission goes till not that I couldn't potentially renew it I'm not sure if I'm going to do that but I actually don't I think I have maybe a year do you know Jeff I was just going to say that regardless of anyone's term length technically the the officer positions are all one-year terms regardless and you know it continues each year so even if you only have one year that is fine either way I don't know off top of my head what your term is but both for you and for everyone else you know you're not committing to serve as chair for three years at this point in time you can certainly choose you know if you know test it out for a year if after a year like that's way too much work it's fully acceptable to step back at that time so exactly just noting that for in case anyone's you know concerned about length of term and all that yep and no I know for sure you're you're you have at least one more year I I don't remember if it's one or two I think it's it's either one or two okay yeah thanks so just as a really quick recap we have obviously the meetings that the chair and vice chair uh preside over with uh mostly the chair so far with John but you can actually split it as well between both roles um and with the support of Joe and a participation from from all of us as far as the scripts the setting of the running of the meeting um so John has created these really great structures for like how to run the reading and scripts that's something that we can also provide for the incoming chair um so there are templates for for the entire role for you to for you to um utilize if you if you don't want to create them for yourself from scratch the other thing is there is a monthly meeting that's 30 minutes where we decide on upcoming topics uh for the meetings based on availability of speakers based on interest from the commission and then at the at the beginning of of the year we have a meeting that we decide on um and you are you've answered surveys from from us requesting you know topics so we go over the entire list and then we decide what we're going to be um covering and And discussing for the the first leg of the year and then we we do that like quarterly and uh so it's it's very it's very contained times that we meet and uh so it's not that overwhelming yeah and just in case it wasn't you know clear who does what and all that stuff like everything that gets uploaded to legendstar everything that gets uploaded and put through that system like that's on the staff liaison not a thing that the chair has to worry about um or vice chair or anything like that so a lot of those you know um administrative processes go through um on my end so yeah and and I don't have to say this but I will say this Joe is doing an excellent job as liaison um that uh there were there were issues in the past with things getting posted registrar and things like that I mean I Joe has been really really uh great and consistent um I mean you you can see for yourself registrar is almost always up to date um and if there were for example late materials like today with Noah's presentation that's simply because um this was a late request of actually presenting in this forum and so and he wanted a particular slide deck so this is no no reflection whatsoever on JoJo's doing a great job and he's a great partner for both Carlene and me um it sounds like um we have a stalemate um and I don't want to just uh wait out somebody um tonight that that's really not fair what I would uh encourage uh people to do is think about this uh we will be bringing on some new members but I don't think it's fair to ask them um to do that um maybe there are some people that Talk Amongst you about uh this you feel free to talk to me and Carlene uh councilmember Briggs and councilmember Adina as well as to Joe um I just would say that uh maybe we leave this for right now um is anybody have any objections to that okay so is everyone kind of close I mean if they would really want to have like a partner instead of like you know Chair by share maybe two co-chairs anybody who's kind of close everyone's got their poker faces on oh come on I can see Claire you're kind of interested in same in you Cherise yes a little and so Alex you too I can tell I think I just want a little bit more like personal time to consider it given my just my my program and everything I have going on in my life understood totally understand uh did you want to share anything you had your hand there for a second yeah I mean the longer this goes on to say okay or like do it but if we wanted to wait till the next meeting that might be helpful to me to figure out some decisions that I will be making in my personal and professional life in the next couple weeks yeah yeah okay why don't we do that I mean I I think um we've heard from everybody there's a significant reluctance and that's not going to change by having uh another five minute wait or whatever so I think everybody's sleeping over it people having an opportunity to talk to each other that makes a lot more sense um what about um environmental commission liaison um does anybody um have an interest in doing that um I mean why don't we have to go through formal nominations um is there anybody that's that's interested in in stepping up and taking that on I mean I I I'll I'll volunteer to do it again it's something that I enjoy um but uh we've had situations in the past there was a period where um I think it was Edie um Juno that uh served in that role for roughly roughly 18 months um before she moved away from the city um and if anybody wants to step forward now that would be great I think you'd learn a lot from the opportunity um again it's relatively little commitment there's a meeting once a month and what you do beyond that is up to you just like almost any other volunteer role there's no you're not really taking on any chair kind of rules um commissioner Levin I mean certainly I will I'll let you do it John but I was gonna say I I would be interested if no one else other than you wants to do it uh okay good um commissioner um Smith yeah I don't know if this is the right time to bring this up but you know perhaps as a future agenda item um if we may consider kind of the overlap in our work with the Planning Commission as well as the Transportation Commission and think about whether or not it makes sense to have a liaison there as well that's something to consider so why why don't we do the following why don't we table everything no and I can talk um I I have no problem um in handing things over to you Noah and then you could punt back to me if you're you know that that doesn't work out why don't you and I talk and we handle all this then in next month's meeting um I think uh I don't know how we work around the bylaws but we'll just uh simply say that I'll I'll chair the next meeting my wife may not be too pleased with that but uh that's that's okay and uh hopefully we'll have a better discussion and a few people step forward so uh commissioner Levin and then councilmember um radina and then um commissioner Peck yeah just another real quick suggestion again I I don't know if the bylaws allow this but maybe we could have some sort of caretaker Arrangement where where there's like a rotating every month somebody else does it until we get a permanent person just a suggestion I don't know if that's possible but okay something we can talk about maybe I don't know Joe you may have to talk to someone in the attorney's office um about this I mean they've been ones that have um written and updated and interpreted the bylaws up until now um council member Dina thanks and maybe I should defer to Joe but because I was like I was actually going to suggest also if anybody has you know questions or ideas if you know Commissioners McKenna and Smith if you guys both decide you're kind of interested and maybe we'd be interested in a co-chair position or something like that um you know that would probably also require an amendment to bylaws and so um but if that's something that you're interested in maybe have a conversation with Joe ahead of time and that way we could come prepared for that possibility as well at the next meeting um so Joe I'm I'm maybe offering you up as if anybody has questions or wants to maybe express interest to reach out to you yeah obviously the time commitment of the chair is not in the meetings because whether you're chair or not you're in the meeting just as long as everybody else um so as Carlene said um that kind of work is uh pretty much per script um and then it depends then on what you do outside the meeting uh and that's going to depend on each one of you individually commissioner Peck and then Joe yeah I just wanted to say John thank you so much for being a such a good chair I think he just intimidated us all by being so thorough and and dedicated and inspirational um but I also have a solution and that is uh you do a name change I wish I could I'll run that by my wife too and see what she says well thanks for the compliment I appreciate that Joe I hope you have another idea that's better better even than that one you know yeah clearly uh no I don't necessarily have a solution um but I think just in terms of like Logistics because of the way um you know bios work terms work all that kind of thing because you know technically your you know your terms do run through you know the end of May um so that you know that that at least gives us you know enough time to you know under that to kind of set up the next month's agenda kind of a deal um so you know we will at least be able to handle that and I think you know first first thing on the agenda will be um you know the elections that we would kind of formally move um to that um obviously like in the meeting you know whoever's ends up stepping up and being elected two chairs not gonna be required to then run that full meeting because you will have no notice um like we can handle that on our ends we'll figure out some some solution for that um yeah I will I'll just reach out to make sure to see what kind of things we have on the clerk's office um again just looking directly at the bylaws as of right now um again officers shall be elected for one-year terms um so any you know it gives some stuff on like when the votes and stuff should take place um you know if if we're looking at other sort of solutions it would require an amendment to the bylaws which are things that you know can be done it's just again another another possibility there um so those are kind of where we're at on that end um again just offering up my you know myself all of us more than happy to talk to anyone um you know at literally any time um you know we can go through kind of what are the you know what are the requirements what are some of the you know responsibilities things like that um as well as talk through you know time commitments obviously everyone has so many things going on um and these are all valid reasons um to you know not be interested at this point in time um but more than happy to just kind of talk through any of that to see like you know if there's those concerns if you know what uh where we can work around with those concerns kind of find out um you know what what kind of options could potentially work so have you do that all you know I think everyone else has offered up that as well um so please reach out to us in this time as we all reflect and I'm going to say this with a little bit of just um but this is to the nominating committee um when we nominate candidates maybe we need to think that we need to nominate people like me that are retired and and have all kinds of free time that are willing to step forward to serve as chair because if we nominate all these really super Dynamic people that have families and have jobs and are getting their phds they have other priorities than someone like I do so maybe that's something to think about going forward council member Briggs that's a good point um but I I just wanted to make sure that I said um thank you to you John and to Carlene um really your leadership on this commission has been incredible um both of you and I know that um you will spend an incredible amount of time on both on subcommittees and an organization of of the agendas and research and um you know it is it's um it's apparent obviously in terms of how people see the rules um stepping into them um and it's been apparent in terms of the outcomes of the commission as well um but I think you know you've you've both done an outstanding job and um really really appreciate your service to the commission and for those who are contemplating you know what's coming next um as Travis said please reach out to me to Travis to Joe and we're happy to talk through it with you obviously both traps and I serve on a number of different commissions and so you know we see how the role plays out in in a variety of different different places um you know the so happy to have to talk through what your concerns are and you know what your interests are too because um you know this is hopefully something that you know is is enjoyable for everybody so thank you it is it is a pleasure to serve it's um it's obviously some work but it's also a pleasure and uh so yeah consider that as well okay so we're gonna move on because otherwise we're going to be here all night uh Energy report and then news um uh from each one of the uh Commissioners and from the council members will do it in that order yes give me one second I think something happened with Trish who dropped and I okay creating them okay um yeah reports on OSI side um so one just because we we talked about it uh both at the last meeting and this one um just wanting to note that the city is going to be hosting a couple listening sessions for folks to share their ideas about uh the sustainable heating franchise uh here uh in in what that could mean in Ann Arbor uh there'll be uh currently scheduled meetings are uh May 11th at 6 pm and May 16th also at 6 p.m um you can register on our our website uh those those will resume um also the uh we'll be looking at additional opportunities to provide uh feedback outside of those those are just ones scheduled at the moment and people can also share feedback uh Anytime by emailing franchise feedback a2gov.org so if anyone is interested in learning more and providing feedback there's a couple opportunities there um also putting out because this will happen in advance of our next meeting but a20 week will be happening in the first week of June um for those unfamiliar there's a week full of events uh you know some hosted by OSI some hosted by the various um collaborators um around just kind of all things that's happening around a20 um as well as just all the different sustainably work on in the community uh there's gonna be a lot of different events pretty much one well there is at least one event every day some days of two or three events um so uh keep an eye on uh the sustainabilities uh events page um to see what events are happening if you're interested in any of them uh we'd love to see out there um and the last thing I want to note I believe uh many of you have seen But for for those who have not um just recently the city of Ann Arbor we've been selected by the department of energy uh to receive up to uh 588 thousand dollars to design a geothermal heating and cooling system uh we'll be uh designing it uh in Bryant neighborhood on the city south side uh looking at a loop geothermal system that would be paired with efficiency and rooftop solar uh also looking at battery storage and all that to cover at least 75 of the neighborhood's Heating and Cooling load um would also be incorporating uh the local school in the area a County Community Mental Health Center and the city's wheeler service center facility all is part of that um so and just to be clear this is a a two-phase grant from the Department of energy the first phase which is what we were awarded for is a design phase so that's what we're getting start we're going through the negotiations and we'll be working on with that all of it is going to be co-designed with residents directly in the neighborhood to make sure everything works for them and then at the conclusion of the first phase doe will look at all the different designs from the different communities they were awarded in Phase One and down select a certain subset of communities uh for dollars to do implement so right now just in the design phase and then you know that will last a year and then after that um there's the potential for um implementation dollars on that end so that is what I have for now thanks Joe by the way um I asked Joe to put all of you on the OSI newsletter so hopefully you're receiving that and getting updates um that that way as well uh and so I encourage you to read that and that way you don't have to um we don't have to joke or each and every one of the points that are in the newsletter in this meeting then too um updates from the council members I feel like we've discussed the thing that I would have given you an update on which is the uh requested uh public legal memo um so I don't think we need to wade into that again um and then uh just a more General update we are very much in the midst of budget uh so our next uh we have budget uh Amendment deadlines this week and then um next council meeting will be the consideration of amendments in adoption of the budget I have a quick question on that um I'd send an email to the two of you and then I started going through the 400 or whatever pages of the budget and probably made it through 100 or so I did not see a summary of climate millage spending is there is there a summary of that similar to what the city put out prior to um the um vote in November where there was a two-year budget where there could be a comparison of what the at least uh pre-voked uh proposal was versus what is actually proposed in the plan I didn't see that like I said if either of you seen that um it's not laid out like that in the budget um in the way it there's not no comparable page that you could go into go to as far as I'm aware in the in in the budget document that would kind of give you that comparison um it's because they kind of get it put into different buckets um in terms of how the you know it's thought of in terms of budgeting terms um certainly that and Joe you may want to speak more to this but um this you know it's uh that is the guiding document um in terms of allocations um I realize things are budgeted on a departmental basis and not by the millage basis the the concern that I have is is that the city voted for seven million dollars in additional spending the one line item that I saw was that there's an additional eight and a half heads um for sustainability um and I assume most of that is going to be in OSI but there were a whole lot of other you know specific kinds of commitments I guess you'd say I mean I think that's the way missy also portrayed it in a presentation to the energy commission that uh we the city would most likely not be deviating significantly from that two-year plan um I also saw your question that you submitted council member Briggs and I saw the response um from City staff and it just seems to me that it the seven million dollars is just going to be Blended in and Noble no one will have any means of really seeing how the proposed spending is actually being translated into actual spending questions I uh I don't have additional context on like how it fits in with the budget because I don't I'm not I'm not the budget here um but you know one of the things we you know are trying to do is be as transparent as possible like we said we we changed as little as possible on our end from you know again what was put before the voters um and uh you know trying to report out um as best we can you know previously you know we've done our annual reports every year on what's kind of happening uh we plan to continue that going forward but based around that uh funding cycle um to you know as as clearly show as we possibly can here's here's where that funding is going um because this was a you know a substantial amount of funding put forth from the community so we want to make sure we are showing where that funding is going um and how it's being implemented good anything else to add from either council members okay uh go ahead councilmember Briggs anything I was just gonna say I mean I think your point around just making sure that there's transparency and clear communication is it's a priority for I think for all of us to make sure that um the community understands how the millage is being spent um and you know that's that's certainly a priority um as we go through this and as we have yet after certainly as we have the adopted budget good yeah and and and I will also just add I mean there there are a lot of pieces in here I know that this is the one that that you're probably most interested in given the work on this commission there are a lot of places where you'll see you know a bigger bucket of funds and you won't see like each individual expenditure in the document that we have um and a lot of that is because some of it is being Guided by previously adopted policy and right so right so in this specific example we as Council have already spoken on how those allocations should be made and so beyond the the additional staff support that may be funded through millage dollars um to to accomplish some of that work um you know if there are contracts or things like that that need to come forward those will all come through Council and you will see where those dollars are coming from and so you'll see those allocations as they're being made okay thank you I'll give a brief report um on the environmental commission and I wanted to mention one other thing and then we'll open it up to other Commissioners um if they have any news uh very very briefly environmental commission um uh it passed as I mentioned the natural gas resolution that we talked about earlier was split in half um and I mentioned that so I won't need more details the only other thing that was I think of significant interest is uh we had a solid waste update um Brian stiglitz um Molly but I'm not going to pronounce his name right majeski um and um Sarah Mason um presented the salad waste uh budget both Financial there were a lot of uh detailed questions that were answered on the finances um as well as some high-level metrics the one good news is that overall trash to landfill is down for the third year in a row and if you look at it on a per capita basis they didn't provide that but it probably even dropped more on a per capita basis so that's a good Trend um the one thing that I wanted to share and I'll keep this brief because it is late but I was going to go into a little more detail I read a a blog post today it's called heated and they reported on the record profits of the fossil fuel industry just the top four uh companies um in that like our Chevron Exxon BP and shell they earned in total just in the first quarter over 33 billion dollars in profits and um it was pretty interesting um Exxon for example said um their record-breaking performance was driven by new volumes of crude oil and fuels from the startup of new offshore developments and refining facilities and as the author wrote this is exactly the opposite of ending new fossil fuel developments which the I I um iea says is the only way to stabilize the planet at a relatively safe level of warming and then the other thing that they talked about is that also several of these companies are scaling back their pledges to fight the climate crisis BP announced in February that it was backing off its permit its promise to lower emissions by 35 to 40 percent by 20 30 lowering it to 20 to 30 percent Joe also said it would not increase spending on renewable energy this year and Exxon pulled back funding from its much advertised LG biofuel effort so this is just a reminder what we're all seeing on on TV and the media is really contradicted by a lot of the actions of these entities and then they the blog went on and talked about some of the things that what 33 billion dollars could do in world hunger for a year and U.S homelessness for four years fun FEMA's budget for three years by flood insurance for every home in the state of Louisiana etc etc etc so this is you can see what what our addiction to fossil fuel is is uh going to and what it's also not doing so I thought I'd share that with you and then open it up for any other comments or news from other Commissioners and if there aren't any then we'll go to public input anybody have anything to share I know it's probably too late so okay seeing guns uh let me get up my my little script here so um this is an opportunity for persons of the public to provide input for up to three minutes if you are watching on CTN please call 888-788 uh uh zero zero nine nine sorry I lost my place there and then 877-853-5247 and enter the meeting ID 956-8718-7876 this information is also displayed on the meeting agenda and the video feed City staff will select callers that have raised their hands one by one using the last three digits of your phone number to raise your hand uh please press time star 9 on your phone you will hear an automated announcement that the host is allowing you to speak and then finally please state your name and address at the beginning of your comments um caller ending in one three four thank you Mr Lang and Garber 28 Haverhill Court Cara mursky and vice chair Colvin Garcia have been great in their leadership roles I really thank them both for their many years guiding this commission you've made a huge difference um well thank you um tonight we heard a fantastic legal analysis of the Berkeley decision from commissioner Levine and an excellent discussion um I was glad to hear from council member Briggs that there is some kind of resolution in the works to incentivize all electric new construction um I still think we should aggressively pursue an ordinance probably a zoning ordinance that would ban new natural gas connections the gas franchise negotiations absolutely do not substitute for that we need immediate measures in March the city approved 320 gas burning Apartments on Pontiac Trail 78 gas burning town homes on Platte Road last week a 195 unit 180 000 square foot gas burning building on Maiden Lane this month or next something else and on and on so it just can't continue I see the city council resolution incentive package is really welcome um I suspect it'll trigger a whole new discussion a few um probably premature comments on this I would be opposed to the public paying developers to install heat pumps as was recently done through the Brownfield plan for the village of Ann Arbor for its 164 for sale units we all have a shared responsibility for addressing climate change including developers and it's really little or no sacrifice on their part except that they have to change the way they do things the building life cycle costs electrification are comparable to gas if not better and any utility operating cost difference can be mostly wiped out with a combination of on-site solar and Energy Efficiency measures along the lines of the 2021 iecc um or passive home standards even better instead of subsidizing developers directly or indirectly instead we should ensure that their Pro forma's incorporate the social cost of carbon for example as commissioner overpeck was suggesting um some kind of tax or fee Burlington Vermont earlier this year 30 seconds Burlington passed a carbon pollution impact fee of 150 per metric ton carbon for new construction it was approved in a referendum with 67 percent of the vote that's the sort of thing I hope to see with the stack staff recommendations that will be coming in June thank you for considering my comments thank you thank you for your comments any others uh no further callers okay uh items for the next agenda so as Carlene mentioned Joe and Carlene and I had a call last Monday um where we talked about a number of possibilities um Joe do you want to summarize what we see as being up to happen then we'll take other recommendations um we don't have any that are necessarily confirmed but a couple options that we've talked about is potential uh if there's updates on heard um if and potentially an update on the report or the annual report yeah greenhouse gas inventory if we have it in time at this point maybe not super likely um but our annual report um from on a20 generally comes out so we might be able to get something by then right okay other other ideas so heard was another uh that was one of the things that we talked about with Joe that he just mentioned is a possibility also green rental housing program is something that will follow that we've obviously talked about that in this um and the idea is that uh um The Herd resolution the home energy rating disclosure would come first um Noah go ahead uh yeah I think I'm gonna email you about this Sean but just wanted to put it out on public record um maybe this is not right yet but maybe at some point I'm curious to hear from DTE about their new time of day uh billing oh yeah how that might be affecting Energies yep okay we'll add that to the list um so just before we adjourn um I wanted to recognize oh um commissioner McKenna oh I just wanted to quickly mention this of the time times time of day right and uh have some initial numbers from a really small case study of 50 homes um that I could share unfortunately it won't be here in June but um I can either share it and have somebody else present it or um yeah do it next time we could do it in July or later than that that'd be fine yeah cool so the other the last thing I wanted to do is um recognize the Commissioners that are stepping down um first of all as I mentioned um commissioner um Kettle coonan is stepping down she's a youth commissioner and she's uh I think finished school and gonna be moving away so I want to recognize her for her service um commissioner Kerber um served for three years he's stepping down he couldn't be with us tonight he's in Washington state and he's got family obligations um then we also had um commissioner McCoy uh thank you very much Amber for your service Ember served four years on the commission and I know that you've been juggling a lot of things between your PhD studies as well as your role as Geo vice president so thank you for all your service in those regards and then finally I wanted to recognize commissioner McCumber um commissioner McCumber has been on the energy commission for 13 years so that is really amazing that's twice as long as I've been on it and that's just fantastic to think that we have that level of commitment and that level of um at annuity that's been on the commission and that's been very helpful I think to me and all of us and we really appreciate Bridget your's service and thank you very much and thank you again to all four of you um for your service on the commission but especially to you Bridget um thanks very much so did you want to say anything I just wanted to say thank you John and thank you to everybody for serving um it's such important work so it's an honor yeah and with that uh thank you all of you for your service again thank you especially to our council members who are probably just about meeting out today um and uh with that it is what time uh I get a see look at my watch 8 58 and I declare this meeting adjourned and I'm going to ask all of you again to sleep over the chair and vice chair position so that we have somebody that leads this group going forward thanks very much and have a great rest of your evening thanks everyone bye-bye

so every all the dollars that we spend that has to be our justification all right so what is the difference we have three different estabill's sr1 was passed in March and it ended in September of 22. and it was very highly flexible later but there weren't a lot of restrictions as far as SC1 and then SO2 came around in December of 2020 when it was passed by federal government and it ends this September 9 30 23. it was also very highly flexible it did have a few more restrictions from the federal education department one of the things is that we had when I was spending s as necessary and reasonable so we had to ask ourselves that question before we even spend it and then finally episode 3 back ends next September so we are currently still spending us the free money um and uh ss3 is the most restricted about the three bills and it requires a 20 set aside for addressing math and Ela learning loss and so we had to always at the end all the money that was spent had to beat that 20 percent all right excellent okay so how much did we get so sr1 the first bill we got was 950 000.

85 you know by the end of the year um we want we want second graders around the 450 Lexile level so we're making those those jumps for third grade students came in at about a 364 Lexile average mid-year we were at 450 by the end of the year we want them near 550 Lexile um so this is a really nice this Universal screener is a really nice measure to see how how children are responding to the reading instruction that we're doing in front of them every day the information is also really good to help us kind of plan for future you know future curriculum um decisions April 5th before we go on from this can you share with the board a little bit about um why we do the assessments that we do um the the paper and then the digital for grades two and three just so there's an understanding about why that's not happening for kn1 yeah so K and one it's all about being appropriate and we know we have really young kids and we get a lot of information K1 well all grades but in K1 at the heart of a lot of the information and um skill of figuring out where kids are at comes from that face-to-face time that teachers have um with those students so if you would walk into a kindergarten room first grade room you're going to see kids face to face with their teachers seven seven teach seven kids around one teacher a kid giving a teacher a massage on the back which I saw this week which is wonderful but you know it's that face to face it's making sure that we're appropriate they're little kids and and you know making sure that they're they're seeing seeing their teacher here and helping them guide them through that that early early learning so that's kind of the appropriateness of it um the next few slides we're going to take a look at some of the math achievement um to this um from Fall to mid-year um as as we move forward from kindergarten first second and third grade you're going to notice kind of area specific areas that we're targeting here in kindergarten we've been targeting counting and cardinality counting cardinales kind of the important foundation of of math it suggested that students who have counting in cardinality good counting cardinality skills when they're leaving kindergarten are are more likely to be more likely to be successful as mathematicians later on in their academic careers um so you can see we have a lot of green there and that that graph to the right we have 82 percent at this point in time 82 percent of our kindergartners are meeting proficiency when it comes to accounting and cardinality in first grade um you know we're expecting kids to have a good foundation of accounting and cardinalities leaving Kindergarten now we're going to first grade and and a focus has been on those numbers in base 10.

uh helped you with a lot of community work where um we had a motto of Step Up or step down and we had three board members and one superintendent stepped down for the biliteracy bilingual program so I have some skin in the game know the parents and I'm back I'm back under the Youth Empowerment agency um a contract worker in Adams City Middle School and I have had the honor to see Bianca again what an amazing individual you guys have here um so so happy to be here um however my question for you this evening sorry oh my gosh I'm sorry no you're fine okay my question is the budget I um I'm wondering what contract Youth Empowerment agency has with you all and to my understanding to my understanding it is public record so I was wondering if you would be so kind to share that with me I don't know if that's via email or do you let us all know now I don't know how that works but I'm wondering what the contract is with that um okay thank you for your question yeah there's a couple of ways you can um do a quarter request I don't think that's really necessary because it's public information sure but um Sheila uh and Sheila Burke will follow up with you and we'll get that to you thank you so much for allowing me inside I teach an entrepreneur class and refocus room and I have to have such an amazing time with the students I appreciate it great thank you thank you for joining us and this was just the one we only had one all right thank you Joanna um next on our agenda is the superintendent report uh Dr Lydia I'm president members of the board I have a couple of this is again off Madam president there you go members of the board I have um a couple of quick updates besides the ones that you uh that we have brought to you and also a video to show you so I'm going to start with um just recognizing our students at the high school aliyahcevedo she was honored at the capitol for her leadership and advocacy this was a couple of weeks ago I know some members from our staff went with her Ms Ronnie bricklial and Stephanie Redd it's went with her and I I think you actually and um councilwoman Douglas yes yes one of our council members for the City of Commerce City and I just want to highlight she was here with us last month and she was receiving also the recognition for her leadership and advocacy for this young age for the the community with um she is Ian so we are very proud of having her she's not even a senior I want to say she's in 10th Grade so it's um just the level of leadership that she has displayed is unbelievable so I want to highlight her once once again because she was honored at the Capitol um and also we have a staff member who was selected as the assistant principal of the Year by the koalas the Colorado Association of Latino um administrators and superintendents and uh this is Nathan cavadera he is at Kearney middle school so I think it's one more piece of evidence that we have phenomenal staff members we're bringing new members who are phenomenal as well you saw them earlier so uh the district just continues becoming stronger and stronger I do want to also thank the academic leader the academic team Sheila Josh principals in really um everyone else all the way from um you know our bus drivers cafeteria workers nutrition workers our teachers front office really every single staff member put was all hands on deck to ensure that our students were going to be here taking the CMAs test we have record high levels of participation which is actually phenomenal for us not only you know for accountability ranking but also um you know us as a as a community demonstrating how interested each one and committed each one of our employees and students are on moving forward the district so thank you thank you team uh it was hard work I heard um actually that Dr Cochran was seeking out for students maybe even moving vans from one place to another picking up students look at the list so it was really all hands on deck so I just want to to acknowledge their hard work because it's for our students and lastly we do have a video about the World Cup that happened this um this weekend I have some stats here for you we have 279 players I was one of them um sadly I don't know if that was a good thing or you know for my team because you know they were telling me you're off uh what is it called off all sides there you go although I heard it a million times I couldn't like I'm of what uh off-site um I was taking picture when I was then being passed the ball uh you know from afar I'm doing this to take a picture I was just having fun when everybody was taking this you know game very seriously so we have 279 players um who represented 20 countries and these were employees alumni and students who decided uh or who selected the country they wanted to represent of course I was representing Costa Rica but then all the different countries were forming one team so we had members there in each one of the teams coming from um different backgrounds um supporting different uh countries but at the end of the day it was one color sure and um and I cannot I cannot explain how many times I saw our students just being supportive of each other just being and um just just demonstrated great sportsmanship and even consoling each other when they were losing some of the kids were crying when they were they were taking it seriously we have 22 teams uh 32 games and 40 volunteers um we had um actually I'm gonna ask Mario Marquez who come up here because I want him to share a little bit also of it and as I present this stats I can tell that he does take seriously soccer let me just let me just show why so we have a game 64 that were representing Qatar 2022 32 in Adams 14.

um then an S of two the second Bill we got almost 4 million and then SO3 was the largest one with 8.8 million and so you have to remember with s is three our set-aside is 1.7 million so it's a lot of money that we have to set aside all right now next slide so how was sr1 spent um I just put this little graph together because there's a lot of different pieces I try to categorize everything so this is our 950 000 that we had a lot of this money has gone to laptops and internet if you think about the timeline of when this one came out it was right at the beginning of covid um that's when we sent all of our students home in March of 2020 so most of the money was spent on making sure all the students had laptops had internet and also PPE supplies because at that time we still had teachers in the classroom at the schools making sure all the schools were taken care of we also had some salaries and benefits that was mostly for overtime for people and for transportation workers um because we had the paper Security on campuses when nobody was there um and then a few other little things technology supplies indirect costs social so those are just like smaller tasks um next is our SS2 setting and so you'll see notice that for S of two we have spent a lot of money replacing HX um this was spent on I believe the primary and the intermediate replacing all of the hvacs one of the uh requirements with Esser was to actually make sure the air quality was good so we had a lot of HVAC issues we also spent a lot on technology supplies so all of this beautiful equipment that was paid for by Esser in the classrooms too um again we also spent more money on PPE and laptops and everything and then the transportation in our two buses three um this this is a budgeted amounts we have not spent all of us in three because we still have another year end it this is where we have this is what we have budgeted so salaries and benefits is about 34 um and I'll show you that breakdown here in a minute um you will notice that 25 of this has gone to retention bonuses and the benefits with that so um we've had we have one coming out this this Friday and then we've had kind of one last year we'll have another retention bonus next year so we're trying to reward our staff for staying with us uh professional development and travel those are both about three percent of the total Esser three the majority of that is Ron Park Academy the hvacs I came out of sn3 these hvacs were for the teacher housing so all the teaching housing had replaced housing a tattoo AC units uh we have we have bought more laptops and more internet so we've continued to replace laptops and continue to pay for internet for students um through the the whole home in 19 pandemic um and then some instructional supplies and then the other the one percent there I just a little mix of everything we have some have subscriptions like I ready for our third grade for dyslexia screener and then we also have a playground equipment and a marquee so just a few little smaller things that mix in there and then finally next slide so the salaries and benefits break down this is kind of this is where it is right now this is actually going to be kind of Shifting some so this is salaries Plus benefits so this is a salary plus a 30 and then also over three years the large majority of this is going towards our tutoring so all summer school all after school tutoring all intercession tutoring that is going to be paid for out of sm3 so this year and next year so this summer school and next summer school and then also interventionists are current counselors SEL coordinator we have teachers on assignment which is kind of our subs the exit Administrative Assistant as the program manager and our math coach those are all coming out of sr3 that doesn't necessarily be mailed in with SRS some of the positions will be finding other funding or with split funding and then the ones in blue those are actually in our Set Side so the reason we move them and is s23 is because they count for the set-aside amount and then they'll move back to their other Grant moving them and that's all any questions can you also operate for the uh attachments yeah so um these the 400 Pages those are all of the the itemized spending um I those these are just important some eye visions so I I don't know how if you have a lot of time over the weekend you can go through all of them it's um I I be careful some teachers I guess might come up on salaries I think I try to edit that out but um so it's just it's basically an itemized report on everything when you spent for us or um SO3 has not been spent completely we still have money to spend on it so it's because it's still extends until next year but the other two are pretty much done finishes this September I have a question of the money is going to go away and the year 2024 what's the plan after that so most of the positions already were funded out of other grants like Title One and so any any positions will go back into Title One or title or whatever the other funding wasn't happy whatever it previously was positions like myself at that position will go away so I'm fine I'll be doing something different at that time thank you and I like the ways breakdown you know it's easy to see you know where all the the money went right I like that thank you oh [Laughter] I'm just thinking for the report and it does um have a lot of detail and I know that you you should have all that detail um but for me it's just it's good perfect I mean the accountability [Applause] but I also wanted it's all budgeted um yeah we analyze it at the end of the fiscal year to see if there's like certain positions if we don't hire them or if they if they leave and we can analyze it and move things around but ss3 is harder because we have a 20 set aside so if we have to make sure we always have that there and it has to be set on something and that's exactly um it's in the same it's all in the same brain again so I just said we just have to keep track of it basically yeah we're talking about these either is this all all these um it's awesome yeah yeah because they're all they're all federal government grants so um actually up to five years after they end yes they can still yeah that's a question I was thinking and I can't okay please the only thing that I know that the community is what exactly was to sleep you know that I'm grateful for because I think the absolutely does give us a good standpoint oh here we go right there but uh but as far as the um any spend it I guess come September 30th yeah that's pretty much yeah S3 as it hasn't been spent yet but um I have it all budgeted so that it is oh yeah all right um [Music] Miss Hendrix thanks guys are we doing some type of evaluation you know how successful is that help us yeah all our all the actual schools that are in the summer school we have to we're tracking all the data so that is um were any of the um though that expired what were you able to carry over no no there's no carryovers yeah we have to make sure it's all exhausted descendants thank you [Applause] I've been on number five is our book we've got like super sporting board financial report s [Music] thank you I am presenting me thank you for somebody that student collects an activity a report okay [Music] I added the line so that it to be a little bit and serious I don't know if it's kind of what it is just an unclean white background CDC of Costco please let me know that's distracting I can change that and I wanted to try and go to order um of the clubs that we have listed on report so attached to find the fiscal year 23 Student Activity auxiliary balances through April 30th the Student Activities account had deposits totaling 14 201.52 the elementary student council had receipts totaling three thousand one hundred and ninety dollars from teacher lunch sales and including those sales the high school student council had a disbursement of 465.29 for a payment of an Amazon order class of 23 received a donation of seven thousand eight dollars from the Desert Diamond Casino for the senior class trip and a payment of 421.60 went to an Amazon order class of 24 had receipts totaling three thousand six hundred and ten dollars for profit s on scrolling here we go um class of 24 had receipts totaling 3 610 for prom ticket sales concession sales and Catering for barbecuing District office they also have disbursements of 650 to pay for the topical Warrior bag for prom in the class of 25 received 192 dollars for baseball concession sales class of 26 received 282 from baseball conception sales the girls basketball is disbursement of [Music] 5 and the boys basketball team has been the disbursement of 763 degrees for payment of an invoice to TA sports apparel LLC for shooting the shirts finally the 8th grade promo account had a disbursement of 514.36 to pay for an Amazon order the ending balance on April 30th 2023 for the Student Activities account was 104 485.58 I'm down below at the Student Activity their student auxiliary portion um student auxiliary have deposits totally 1913.84 cents two um the elementary for for instance Scholastic Book Fair sales High School had a disbursement totaling 378 dollars and three cents for three ESN Sports invoices the ending balance on April 30th 2023 for um student auxiliary was 3447.23 do I have any question on um Student Activities or artillery Sims on to our um April expenditure report s so attached we have the fiscal year 23 expenditures in April 30th um 2023 the antidote reflects a budget balance of 974 and 98 cents we have 10 months into the into the school year and everything remains in good standing grants are currently moving expenditures from SO2 to SO3 you got to see a little bit of that um and that just means the POS that are built to sr2 might be greater than what they should have been so we have to move we actually we are expecting another deposit from B rate and itca and teacher housing expenditures are moved into impact Aid as payments are made depending on this one amount s overall we have a 76 I'm sorry 46.47 or 18 million 860 724 and 46 Cent budget balance excluding encumbrances and we have received 23 million 1053.13 so far in Revenue stream s 580 on Student Activities and at 8 15 sorry 850 for Student Activities at 855 for insurance funds do I have any questions on the okay The Shield there was a question that I was not able to answer um yesterday can you take me back to the first stage of these documents there was a specific by nylon the person was um [Laughter] [Music] I don't know so this grant my eyes wow the question was what is that right it also shows me again about a little over five years ago and it um good evening so the itca grant was a grant that we received about five years ago and uh any leftover money was deposited in there as we that account pretty much uh given it over to Aggie and her group so that she can go ahead and spend it for any of the kids the other thing is there there's a little bit more money in there so we try to allocate so what you're seeing is a budgeted amount so it may be looking as it's negative but at the end by by the time they start cleaning up it will Zero up so there's no need to worry about it foreign there's more money [Music] I'm sorry purchases all those things in this area can you repeat the question and and I believe last through those questions the budget or purchasing for us continues softball our best basketball we're also particular because I normally have a um yeah what sports are up for um and if it's a uniform that is staying with the school um that is to be provided by the school so if we don't have money to cover that then the school does have to take and usually that comes out historically what it's been and I think the athletic director keeps track of the rotation calendar okay it's giving you my information on that um or I think those will hold up during so I don't know exactly what happened before we left off um on that I can get more information [Music] can you explain what uh lost um textbooks I think what is that about the stage oh yes um [Music] I've only changed names on our um our fundings sometimes and I don't know if that was maybe that we had in the past that is still and what you don't say sorry because peanut is the roadway from the mom's textbooks again the 7 500 that's allocated there it's just the budgeted amount to start the year with and during the year if there's any Replacements that need at any of the schools that need to replace any of the textbooks that's the economy course let me go through and that's the coding that we use so we may use it and and maybe not at the end of the year so it'll go back to the general fund and then redistribute out at the end for the new school year thank you yes I can go over this at the budget um if we would like to put that money elsewhere if it's not being used it's lowercase and this I would report is to hold from our vision system so um I can go in I know [Music] I'll be funny cats like everything else and go revisit that too on my channel and correctly anymore we've been doing a lot of digital myths the reality we could if you want to keep a small budget because there's still textbooks thank you um are it's just um we were pretty conservative and just you kind of went off to what we had last year so but something new and we just have to move it in um move my knees into that fund um when we go in and revisit okay it's also too um if we have put in for new um we get new grants or new um budget sources money coming in and we have to create a new line item for it um that also gets created and if you haven't gotten you know half peels in the system for it with the money and it's coming um sometimes we have those allocated out too you can see essentially um but it doesn't have a reflection and so that revenue does come in and it's listed on our books and the community yes Vietnam yeah okay yes and and obviously we can't pay anything out of it until we do have that money at the county because they won't let anything through that so we usually have the backup that we send to the county um with that deposit that's coming and then they let us know once they have a minute and we they have reported it on their end as a deposit permit and then we enter it on Art and so um that's when we reconcile at the county make sure everything back [Music] .

so we've shift to focus to numbers and base 10. it's a higher it's a higher level of numerical literacy you know now now we're asking kids to learn how to learn about place value um number Concepts operations measurement and so you can see here at this point in time 82 percent of our kids are are within that proficiency band of that numbers and base 10 standard get second grade again we're focused on numbers in base 10. um and 82 percent of our kids are are hitting the mark within that proficiency band for numbers and base 10.

um I think I understand that one we had 214 yellow cards at the Qatar World Cup in 2022 and we have only eight in our Adams 14 so this is a true comparison of Qatar World Cup of 2022 to us we had a Qatar 2022 for red cards meaning kicking out an individual um player zero red cards and Adams 14 and 172 goals two or three per game at Qatar 2022 and are ready to shout for this one 305 in Adams 14.

so please set our calendar our payroll calendar um so that our staff was informed of when these payments were coming because I know um in the past um being in payroll before we didn't have you know we've had to wait on information for 301 Monies to be paid out um all the staff or all the teachers had to be evaluated and then we needed to get the information [Music] so we didn't know exactly when those were going to be paid out this year however we set these dates so now we have deadlines that they have to be met by and so and so payroll isn't just waiting by you know waiting to put these monies in because we know that our teachers um are budgeting because they're not paid throughout the whole year um just because of when school ends and when school starts um they there might be a little bit of lag between payment so we like to let them know when the to expect these extra checks um so that they can budget for the summer so this year we have our retention segment is being paid out this week and then we try to make it in between regular payrolls obviously for the amount of work that it is for people to have it done but also so that they can have checks in you know a check coming um in between a regular patient so and that's typically at the end of the year because they need to be evaluated and um and placed in the correct category of payment and so typically it's after the school year has been to come out towards the end of May beginning of June I think it's the first week of June this year you know in the past um administrators they're pretty well cleaned up the other findings are there any findings now our audit firm is still complete um reviewing the final audit um but we were informed so far and and we still have time to answer back on but I think there was seven um findings out of everything this year and there was a lot of extra that they did have to audit because of the SR grads and um a couple extra audits that they had done performed um but so far um they have found seven and I think we're um questioning a couple to make sure they have the correct information [Music] but we will have as soon as I get final word on that and I have a report in my hands I will issue that out to yes I just have not received anything yet this is just um our utterly um giving me a call and letting me know that information but there's not been anything um in writing today okay thank you okay okay thank you please members of the community because thank you good evening again you have any more members report right now and I hope you did you just go back I do want to highlight our attendance um [Applause] [Music] percentile um third grade have the main team not since last month so yeah [Music] um I do want to highlight that we did that's 100 of our third grade students for the age [Applause] begin testing our Kinder students for reading Roots weeks we can do that at the end of the year if you can please scroll up we did have I'm sorry McDonald's um if you see their MMD means Mastery not determined and that just means that some of those students Report with they have their sounds that they're so they're struggling with blending um we had had quite a few kids placed in our three and up um our goal is to get them into an R2 when they start first grade so to see that many kids sleep we do want to highlight one student in Kinder placed in a second grade reading club [Music] but we want to make sure that we don't set them up to fail we won't put them in a second grade reading class in the first grade reading class because now that you can read fluently one answer that because so um we were really excited about that as well um so now when you can watch our highlight videos from last month I do oh I'm sorry I do want to thank my teachers and staff um I have an amazing staff at our primary campus it is gentrification week and we have planned activities out for them for the whole week not as much as what they truly do deserve as you know our teachers deserve who are watching [Music] thank you [Music] right now [Music] how many sizes into the playground what happened [Music] all right [Music] foreign [Applause] [Music] reading oh my gosh that is so cool so thank you thank you for everything thank you president Adams on board and it is foreign [Music] um I hope you had a chance to look at my board the intermediate board report um I like to um say thank you to the community um for stepping up we every person that walks in our in our door of the intermediate we always find some way of trying to bring them into our community at the intermediate and ways of how they can be involved and how um they need to come into the classrooms as well as helping our teachers and so as they were coming in we asked them about how can they help our teachers for teacher appreciation and so there was a lot of people that stepped up the dawn of the legislative Department the found out the key Association the behavioral health Response Team the Donovan Special Services Program the fire department there is a lot of people that came in just to help support our teachers by giving them supplies supplies providing them with lunch and so thank you to the community that means a lot to our teachers and to get some traditional meals we had a traditional meal today and and the teachers are so excited to taste the food and get some pop overs that's not traditional food but it was still good and they got to learn the history about it and why um it may not be our traditional food but it is it is in our history of why we use it so um thank you to the community and thank you to the whole um busd District staff who will help to add our own Star Wars event we had many Smiles many students walked away with activities that they did and it was more rewarding to see the community that came together by bringing the Galaxy and dancers together uh and Miss Larson for creating our own dance group we never had one but we made one and the kids are so excited and the community came together and made their outfits for them because they didn't have outfits so we came up with all that within like two weeks and so thank you to miss Martin for organizing that and for the students for stepping up and doing the dance and singing so it was a team effort in it so thank you foreign [Applause] [Music] thank you [Music] completely [Music] awesome [Music] foreign [Music] foreign [Music] thank you [Music] foreign [Music] yeah and we're gonna get those sixth graders back up over 90 yes and I just want to say congratulations on all the hard work that was done for the Star Wars theme um I didn't get to go but I know my daughter took um the kids that she was watching and she said there was a whole lot of people and I hear it was one of the biggest events for the community so I really am I'm gonna say thank you for everything that you're doing at your site and for all of those um uh community members that come and donate and to spend time I really I really think that that's um the kids are benefiting from it and it just shows so thank you thank you Mr Diaz I would like to also give a shout out uh but um I want to take a moment to also give a shout out to our pH of the device for the district case that drove seven and a half hours to join a service event in our food in our foreign thank you [Music] foreign [Music] foreign [Music] um and I hope you were able to get the pictures that he also wanted to share with you foreign [Music] because he said it was just for um for your view only and I'd like to thank the young men that helped with that in Mr Venus for the time to contribute to the to this way and so I know one of the plants because the renewal just happened is when we do the work for our new teachers one of the places that um is on the agenda is to stop at the Children's right so you know you may get to see some of their donations some people um I'd also like uh to thank the junior class the nursing class sponsor Leila Ochoa for a wonderful prom the kids looked amazing I don't know I'm sure you guys got to see pictures on Facebook but they were dressed during the practice and it was just it was a fun night I also want to recognize Waylon Martin and the Cooper baseball team for going under the Connecticut season [Music] [Applause] and also shout out to coach Valdez and the softball team for a great season as well that's it um also [Music] oh yes um as we also we're in testing season so seventh and eighth grade 100 testing our high school had either 95 percent of 10 percent tested um as well so and and this is going to attendance Mr Eastwood but there are attendants this month [Music] and if we leave that's all and so here's our video [Music] thank you foreign [Music] foreign [Music] thank you [Music] [Applause] question comes [Music] thank you for uh continuing to um support our young men and I know that with the children um it was only for the young men to um do that so um I'm glad that we have um somebody to guide them and to continue to guide them and that we keep doing this um as long as possible thank you awful um the recipients of the awards the scholarship I want to really say thank you to um to the staff at the school for everything that they've done to help those young men to be successful and to receive those Awards thank you I couldn't remember there's um the attendance right is there yes [Laughter] thank you [Applause] come on spots [Music] good evening and board members superintendent ideas thanks for adding me up again before we get to any of this this happened last week it doesn't count really or um April but I don't want it to wait till June Mr Alvarez has had a really successful Mesa experience this semester with us and they have been culminating event at the GCU just last week and this we have a student of the year in the Mesa program in Isabella Garcia the reason she was chosen was they looked at certain traits like empathy creativity curiosity resilience calculated risk action resourcefulness tolerance ambiguity and she was chosen so I would just like to take a moment to read what Mr Alvarez wrote about her and what was recognize up there in Phoenix Isabel has been a standout student and future engineer she's demonstrated throughout the year her dedication curiosity and knowledge of the scientific and Engineering Process she has attended all the practices and events and has shown her dedication by creating time and space for her and her team she's been a role model for her peers and has shown me as her advisor her ability to overcome obstacles and restraints she's always thinking of the next steps and ensures that she only gives one what she knows to be the best she solves her intelligence and her work and her passion and her communication it is Mr Alvarez gave him great pride down on me Isabel Garcia for that recognition so thank you and just to highlight some of um what she said thank you some of the very cool things that have happened on our little campus um this month last night they went to Chase Field for Science and Innovation workshops that we put on by Boeing Lockheed Martin McDonald Douglas it was a huge event for the kids got to be out on the field and and do really move South uh we've had Teo Susan come into us we have gone to tocc and gave them a tour of what college life is like we made the University of Arizona twice in a month and the best and by far what you'll see in the video the noise of the journey into Earth was where these Mexicans and a couple extras went to the same out of your mind and they were able to go underground they were able to mine some of the elements and I call them rocks but now I have a seventh grade crystal ball explained to me with the rocks in her backpack on so it was a super very cool experience that I don't think these kids would have ever had and then my best part of the month was Mr Diego they didn't be there for it was the students on a Friday plan to have an idea of food day where they brought everything in they made they cooked it they taught me how to do things um that I've never done before and then they fed our our Guinness so it was a very very fun month for us so I am right before a video whenever you are Mr Bates [Music] foreign [Music] [Applause] [Music] sometimes [Music] so in the video you can see where they were preparing the food that was built by Jessica puelo one of our students she saw the cinder block she said can I build this and Miss Larson said build a way now she's gonna go help us learn the intermediate campus to build um there was a name for it I'm sorry Jessica I'm sorry Jessica has been watching but it was just really neat to see them to take control of what they would get any questions am I the only one [Music] um thank you uh Mr Fox really can be doing for the kids and I I really appreciate that um the students out here at your uh site are going off cations and visiting places that they probably would never get to go um and also that encouragement to to take the initiative to move forward not only after graduation but you know life and that is really amazing I love that um I Really Wanna I I know that there's like about a hundred students at 135 135 and it just amazes me to know that there's only three teachers teacher but he's a very very resourceful man that we now utilizing in the classroom to give ESS Services he also has his breakout session so he so phone number yeah well for that many kids at your site where the teachers that are there for them and how much they're accomplishing that is really amazing so thank you to the teachers um not just at that site but all of our teachers but I really I I think about those teachers at years like a lot a lot because the kids that are there um sometimes they don't have that hope and and they regain that when they get to your site so I really want to want to thank you for that I think the teachers they're thinking thank you [Applause] opportunities and learning um and you can see it in the students then you can tell it you spend a lot of time getting to know these students memorable and that's what our students need um thanks again to Mr Alvarez yeah I also wanted to um send my appreciation for the time and the efforts that all you that all your teachers and yourself with that have given students and I know on a personal level that you you are very appreciated I think Fred enjoys you and the school and the teachers and you know and the work that she's accomplishing to developed yeah I'm supposed to call Fred out so congratulations Fred Thomas for uh going 6-0 with your with your Middle School baseball team they had a great both the boys and the girls are a great set of seven games up at all this weekend it was a pleasure to be there to watch and um you know Go Mama Michelle I I'd like to thank all the principals and pull around their um the other projects that I've been made this month and um I'm really proud of the attendance and and all the things that's going on at the school and I think that's the reason why the kids are coming to school because they're making that um thank you they forget now um comparison to everyone else making effort to make sure that we are going to terms that's all of you oh no to all of our principles I think especially because I know that this school year is generally it is um like the challenge I think especially with this war in the studios and you know wasn't it wasn't anything but I definitely done so much videos um it does not go without appreciation like I know that it's it's what we enjoy especially as a community member um but as a board member genuinely we have a very very good strong community group of individual seems to think new um does not go unnoticed um just from from I know especially not just business but each of us whatever Israelis is on the gold we're really getting it in his sense in it and I think each of us kind of carry that same amount energy so it's it's it's good that people hear from all of us and here and it takes something else we'll go ahead and move on to number seven our property of High School District open board member reports I'll go ahead and really quickly just talk about um I want to say continue again to the secondary campus um that probably miss lucer everybody I was on the selection committee for the Santa Native American caucus um scholarship and it was super special for me to see something barbecuing yeah submitted their scholarship applications and and the stories and it's impactful so please do not misinterpret what we're setting as a bar of expectation for our students as we don't appreciate that they come from a very hard places to learn I think that it's very important to understand that this board genuinely genuinely wants the best and if we set a bar that is going to be just a little bit higher I I hope that this community to get behind the fact that that's how great we think of our students and great think of our staff and the capabilities that we have to be able to see them succeed there are so many so many heart-wrenching stories about what happens but [Music] the fact that we can fill this room to celebrate our students is is definitely where we I know I get the motivational drug to continue to speak here every single every single month and to be able to support each of you a student including University as abortion especially when you're serious because I have a very wrong especially when it comes from this these five people and everybody else and in the whole entire Community when it comes to something that happens within the mission I've definitely given us a peace of mind when it comes to how that's going to carry out so thank you so much better if you want to continue to express from my standpoint as a board member it is never to put down our views or to not acknowledge that they come from hard places it is definitely though you say or you are who you can't achieve better and more than just believing you are doing yourself that same kind of effort because if I let you just settle then I feel and you should know yourself anybody else I know myself yeah unfortunately I think um [Music] but um so I just wanted to share um some of the conferences and meetings [Music] of course like like four or four of us educated the national school board conferences [Music] this the speaker the keynote speaker was brought up to Stage along with one of the staff members of um I also attended a number of workshops related to the pictures of the districts are resolving and coming up with ways they upgrade to upgrade and and put ways to do extractions and security Killers uh parent involvement and we are very informational um also there was uh also we as Support also had a workshop that we uh did and I think it was very is it uh very many questions and the aware of that you know I think they understood you know that and that only it's not only about them that anybody stands up is important and then also I attended that our BMXs I've been a pmh that's happened to visit on April 25th along with the administrators from the high school classes and I really appreciate it though thank you enjoying the administrator it gives us firsthand information [Music] so we visited a few summer great classes today and too much classes and I also attended the Star Wars comedian game it was very enjoyable um I actually only was able to be there in the last hour of it I got off work um [Music] job is there any uh strong deaths and they actually came down to the floor down the other community also the development students or page that we had a wonderful videos come on stuff and they also they also have their own social meds they also came together one and it's really good to see Beverly that's the way it actually drove them actually it doesn't make so much time and so um and also I I wasn't able to because mother happy dancing it was fun but um so even though I only was able to pick um continue myself [Music] and as the school year ends it's ending I think he's standing in a positive way I'm thinking about student Administration and the continuous work of student Lobby of morale and Community involvement which you know are all entity I would like to appreciate the work and all you do and we are here to support you in your efforts thank you anybody else um if not um I didn't submit a written report but on April 13th we were part of a group that introduced um superintendently the South District Council so that was um I didn't know that South District Council had such a big number of Representatives I thought it was this little but it was um it gave us a chance to practice and that was really cool and then also um April 21st I just didn't want to access um gratitude for all those that put together the prom for the genus um it was it was just amazing to see um my own daughter who is really quiet and and wouldn't go uh out in a dress be dressed up and and really ready to go and I remember her saying that she was sore the next day and I asked her from what she goes out dancing yeah yay so thank you for everyone that um that took part in that um Monday May 1st was officially principal's day so I really really wanna say thank you to all our principals for the amazing work that you've done within this year and you can see that in the scores and you can see that in the attendance you can see it in in in the kids and I really really want to say thank you for for um Rising I guess because I know that we expected a lot and you guys are you guys are just amazing your classes and you can see that with the children every day when you go to school you see that within them so I really I really want to say thank you for everything and um when you see has already that you know what that means I really have that respect for you so thank you for that Amendment for this um this week the 8th through the 12th is um teacher appreciation week I really want to say thank you to all our teachers every one of them um I've always told my kids when they were little when you go to school now I don't know if this is happening or not but I've always told them when you go to school be respectful to those teachers because you know what their day doesn't end when you go home they stay up they stay up late they come in early they have families but yes they're working on stuff to um make sure that they're prepared in the next day so you know it takes a lot of to be a teacher and I remember one of my daughters I was you know she's really good at math and I told her you should be a teacher she said no way I'm like why not she goes because I know how we treat them I'm like we'll start cleaning them like that you know but like that you know you guys that you teachers you take on a lot you take on a lot and I really want to say thank you for for for being there for the students because it's gonna matter when they leave here they're gonna remember you those of you that have uplifted them when they were down they're gonna remember I promise you and it's it's just an amazing feeling when you see that people thinking [Applause] foreign [Music] factors I mean once a month or a couple of months so the great people I remember [Applause] uh my report is from the last National Conference we went to in Florida um it was um teachers that were there were there um presenting this um the topic owners starting post-secondary um successful in high school and the school there has to be 3 000 students and 400 staff they start engaging with their students early and staff are available to help students about future goals a hundred percent of the students graduate as well development personal Reliance learning Network including outside mentors who partner with them several um technical schools there and they earn credits college degrees Online High School and um about financial impact the students and families started saving money oh not saving money and in there for their future college so they teach them how to save money and they tell them how how much College costs so they know the course of college they are learning about grants and scholarships and also they have mentors come into the school side um and and um they um they may have they might be managers or police officers or um so they they're they're there to tell them to students what um what um they what is needed to get into that level of what college courses and they need to learn their future goals um business partners or um invited to help students the courses needed to get into college all information provided to the students so they can prepare themselves for that career they want they want to get their but their their goals but their future they want to be having um this type of mentors the students start thinking about the goals jobs they like to go to um what they learn more about it then but then most important that the stress was that they learn more math and a lot of reading cool it is understood that students there hear a lot of their have a light on their plate their responsibility to create an environment where students can Thrive isn't simple it's important that family engagement can make a difference what happens when the student focuses on family engagement we've had better grades more consistent attendance fewer and behavior issues increase ability to learn students and teachers and administrators surrounded by support and everyone wins thank you [Applause] also bring it to the Warrior games and uh and what the softball game one time and uh I missed that Community gave this past Friday but I had an emergency and um that was I was supposed to do a classroom visit but um it was canceled a bunch they went over there and and asked them Miss Lewis one that you could have what great class and I wanted to see my my granddaughter's class but they were having dance dancing on the Seattle and speaking with her getting them ready for that community yeah I think I think she's doing an amazing job as a culture thank you um thank you for what you're not the members of the community and you know we're going to proceed out to me guys what we've done this before but I need to acknowledge a couple of Beats number one I want to take what um I if you want to know why teachers are angels without me um you can follow up on the message on Facebook along with the other three stands that I have with us it's gonna be great I encourage you to see um how I want to thank my teachers um not only about drivers is about professional teachers and our professors but I know there's only one day for principle which is something but I think it should be moving around thanks to those positions over here all the ones that also have one of the toughest jobs I invite our families what you see every month is what they do each month but I invite everyone to see what what happens every single month and then the plan that goes behind the support that they have that they provide to their teachers I also want to clarify to the community that accompany board members they do sign up for classroom visits and they are in the classrooms and they they have there will be no jobs that they also have the opportunity to join to see the calendar [Music] we have a chunk of money that was invested as part of business but I'm inconspiration of that proposally as well as with um how to put together regarding our children program to Showcase uh the growth of our students in this particular year and foreign program has been successful in accomplishing the mission of the district by enhancing and maximizing the learning opportunities of all students that great with the Holy Spirit electrical system implemented a violence literacy continuously is multiple to spot the history and gets their experience feel the structures and maintain success we have created the spreadsheet every week with a student's current progress in math and reading based on generated support and success stated for each child's problems and today foreign students completed and consistently extended the tutoring sessions as it shows are the names of the students who have perfect attendance for newly graphic attendance congratulations to all of you this happens because of our religion tutors and staff to encourage them to attend regular regularly she doing was healthy person on most days the number of students wrote Because of some students advocated to attend cheaply some fairies wanted their child to be able for teachers require their students what they took away as part of the student's success for six months the students spend their time after school were enforced replica Great Value delivery opportunities in mass and reading new successes maker for grades three to eight and legitimate for high schools is a comparison of November and April beta as measured by main rape placement score all children groups made a significant grade level growth in math and reading mathematics went up with a range of 0.17 points to 1.13 and really from 0.27 to 1.12 what tourist points mean it basically says our tier 2 students went up basic difficult roles bad water to a one year level placement growth we use the Apex for agility for high school students one tutor has students who completed one or two courses that generates a total of 23 courses completed and one tutor on the other hand has 18 forces completed Saturday Credit Recovery is still active and students can still join in with the tutors until May 20th here is a schedule foreign [Music] sessions at the primary campus it will be in person once can be downloaded online at Facebook page and thank you for putting this video presentation together to highlight the growth and also to celebrate our teachers and not only have a regular day job and also they also give out their part of the afternoon to continue to support our students and at this point we can open it up if you have any questions comments for the after school program if now we can proceed with that as part of the prescription Sylvia but I was just wondering about my daughter should appear in um did you have a breakdown of what how many people working yes and he was one of the president and then um do we know what do we have uh Summers I know that the administration uh so this only there was 135 students but I've been checking a little more accurate number uh our goal is to have 300 students we need 200 students Gateway and we need about 100 students on 9-12 and it opened up not only for year two but also schools this one will have one Kinder and the most agenda right now is the junior class um the one attend the summer school program um what oh um students and we have space for seven um [Music] okay though I have seven students for first grade and I have many students uh second grade 14 3rd grade 15 all three it's also one of the most um enrolled numbers 121 Street grade 14 students Grade 9 students seventh grade C students eighth grade five students ninth grade seven students age grade 10.

and then third grade um there's a big I wanna I wanna note that there's a huge jump in rigor from second grade math to third grade math we're asking kids to demonstrate a higher level of math application and and show us what they've acquired in previous grades um I want to note that you know we're we're near 60 right now but that was the mid-year that was the mid-year Target I'm I'm optimistic that when our end of the year information come comes in you know will be higher than higher than that 60 um we have a great curriculum that spirals throughout the year um in third grade it spirals a lot it's very rigorous you know students are at that higher level of um mathematical application where we're asking them to solve multi-step problems um word problems so they're really faced with with um some really good challenge challenges and as I said I'm expecting additional growth as we get that end of the year information um time in and then the next slide takes a look at our star map um unified score summary um so just like Star reading we're utilizing star math as an additional Universal screener to measure student achievement and growth I'm really excited about this um in my fourth year in the district when I first started here in Canton we um we did not have a universal screener for Math and having this has been so powerful for our teachers and and for for not only for our teachers but you know for everybody just to help plan for instruction um you know to support student growth and Student Success it's been a really nice indicator on where we need to kind of put some more focus in in areas that we might not need to put as much focus in you can see here our kids are doing really well based on the unified score summary so it's telling us that that the children are responding in in second and third grade are responding you know responding to the instruction that's happening in the classroom they're responding to the Bridge's math curriculum you can see that our fall unified score summary was at around an um winter it was at a 908 um and the target for the mid-year is 900 so we were we were above that mid-year Target and for third grade um our fall unified score summary was at a 9 39 in the spring it was at 968 and a target for the mid-year for third grade is around a 9.50 so they're right on track of where they need to be and where they need to be heading there any questions before I move on to climate and culture february-ish about that's right yeah early February the next slide takes a look at our climate and culture goal that was set at the beginning of the year um the goal the second School goal was focus on climate and culture so students and families will be actively engaged in the school Community some celebrations I want to report out on our today our monthly attendance average at Cherry Brook has been near 91 so we have 91 of our students wanting to come to school which is which is wonderful um I want to celebrate the student participation in events we've had a tremendous amount of events um offered here for our students anywhere from field trips we're going back out on field trips the I wonder we have the upcoming art show the music performances Unified sports and we have a ton of assemblies um coming up and we've had some assemblies we continue um our our school support team continues to work as well as myself continue we continue to work and examine our child study and student intervention process for supporting kids with academic and behavioral needs um so we're really excited to be looking at that and and continuing to move that work forward and then another celebration is something that um when I came on board um in January you know my a real focus of mine was just really getting to know that even though I was in the building for the past three years I was only here for two and a half days a week and a much different role than I am and now and so um a lot of my time in from mid-January so probably even it's happening even today but it was really getting into classrooms getting to know the kids getting to know the teachers um getting to know families making those connections and so the cbps Gazette that I started a few weeks ago with the help of obviously of our staff is is this really a celebration all of all of the amazing things that are happening here at our school for our children and um it's just it's just I want to get that information out to everybody because the work that's happening here is is truly truly magical and amazing um and finally some of the overall School celebrations um yeah as I shared earlier with all of you um and I joke with the staff here at Cherry Brook I I in my memo to them every week I just say I have a paragraph that that stays in there is how much I appreciate everybody here you know here at Cherry Brook um that's first and foremost the staff here is incredible um what could have been a really challenging year here at Cherry Brook um the staff handled it with Amazing Grace combat compassion commitment and dedication to our kids so I'm putting that on the record that they are amazing here um and I sincerely thank them um just everybody from from our Paris to our to our custodial set to our kitchen staff to our teachers to our families who come in it's been amazing um again the families and friends who have supported Cherry Brook in various ways has been amazing from from parents who've run assemblies for us monitors parents who come in as monitors lunch monitors recess monitors who've helped kids with supported and um created some class activities for for them so thank you to the families and friends for that um again another celebration is just the implementation of more literacy instruction here at Cherry Brook really focused on the science and reading um within our classroom so I thank you the board um you know Mr Bishop um Mr case for your continued support for giving us the resources and tools that we need we need to address to address our Learners um and then um again I want to celebrate just the resources that we have in our building that can kind of identify those kids that are in crisis and and it's been amazing to have the staff here to help us because without them we wouldn't be you know addressing the needs of of every single child so um there's oh there's so many successes and so many celebrations but I won't take up all your time but um you know I welcome you like for some of the upcoming events that we have we're going to have um an end of the year all school assembly um which most likely will be outside because we're gonna have a Cherry Brook singer sing to our school um we have class celebrations coming up we've continued field trips coming up we have the children's Fair coming up which I'm really excited to be a part of um we have folk dances Field Day books we've had our book fair so there's a lot of wonderful things um happening here at Cherry Brook um and that's that's that's Cherry Brook um any questions you know I think about uh quite the journey that you've been on because um we started in September having you come in because we wanted to congratulate you on a great job running the Student Academy the summer school program and then here you are in Cherry Brook and this was a great presentation but uh questions for Mr Ameren yes sure um no thanks for the great presentation direct clear and it's great to hear you tonight talk about Dibbles my question John and I spoke briefly are not necessarily maybe maybe not appropriate for for Abe and they may not be able to answered tonight they're more like you mentioned we're kind of the bridge you know with Kevin retiring and the transition here I just wanna I feel like I wouldn't be responsible if I didn't um say that before things that I have to say or ask the questions um and I think the context of it is you know I've had the privilege really of following Cherry Brook for 20 years really following me and and being enmeshed in early childhood in our state you know Kevin asked me to testify they asked me to testify at the Capitol um I had the privilege of doing that um I visited schools you know the joy of being on the Early Childhood task force for many years so you know it's it's just this is coming from a different lens maybe um and Gabe I mean a did a wonderful job presenting so once again this is no questions the staff here is amazing they've conquered amazing things with children um it's more about Early Childhood in general and you know I really want to look at the love I would like to see the longitudinal data of Dibbles um you know this is this is great and we're looking at an isolated you know like this year like where do these children fall right now but what we have used Columbia University readers and writers college for 17 plus years in Canton the state you know is now questioning the use of that I know Kim's doing a phenomenal job you know the science of reading and new phonemic awareness and you know um phonics programs but I love I really want to see the data because you know we went from half day kindergarten we went to full day kindergarten and this is not just a Cherry Brook this is across the whole state across the whole country we are we are pushing more and more on young children on on the teachers on the children um you know we're increasing the curriculum and it's been increasing increasing increasing increasing every year for the past 20 years and then we talk about this Mental Health crisis we talk about you know covid the effects um we know children are on screens more in school than they've ever been we know they're on screens more than they've ever been at home so the whole landscape of a childhood has changed I mean that's I think we'd be in denial to not acknowledge that so I look at like what can what can Canton do this is our only Primary School what happens here in Cherry Brook is the foundation the foundation for these Children's Life the foundation for their the rest years in can so um you know I want to see what the data shows you know if it's showing like wow Phenom then we know what we've been doing is working and then obviously you've been looking at the data and tweaking it um but you know one of the bills they're looking to pass and I I haven't you know one of the ones they testify was clay-based learning they're looking to actually pass a bill that requires play-based learning for pre-k through kindergarten I am Paul that we 've asked the bill for that but that's where it's come to an education we have to pass a bill to require I mean I these are I don't want to micromanage and that's not our job as support but I think because we are the bridge into new um next year I think I want to know more you know in in this thing we talk about climbing culture if we build a strong Community with our students and their families and students will feel safe resulting in increased achievement I mean there's thousands of Articles books research that tell you children feel safe and they feel happy their achievement levels will go up so um you know it's great that we're looking at the achievement today but I want to know what Cherry Brook what what it what it's showing over the course of of many years um to see that what we're doing is really effective and then I'd like to know in the fall or when it's when we report again no there's no data I mean we have the SEO rubric and all that they came out but there's no data to show us how young children really feel or you know the play-based learning I want to I'd like to know we talk about you know the reading and writing and the math very essentially correct and of course that's the priority but like what I want to know more what our young children in Canton are doing for play-based learning they're talking about at the Capitol about passing a bill they want to require it in pre-k through K and then they want to permit it in grades one through five so like this is coming from the state you know but then we have Charlene Tucker who testifies that she wants to put cursive writing and World language in kindergarten which was a phenomenal debate amongst representatives in her about how much more can we squeeze in kindergarten so you know we talked about being a lighthouse District let us be the lighthouse district for Early Childhood for for bringing play-based learning back you know it was squeezed out it's been squeezed out it's not just in candidates across the whole state across the whole country so I I really would like to see what we're going to do to you know bring it back it's not that we're not doing wonderful things every day here but really to bring it back the play-based learning part um and having you know a closer look which we were starting to do with our early childhood task force and Kevin will not be here but I I just these are some questions that that I have for our subcommittee for Cherry Brook and that's why I put in the context of like nobody has to answer tonight but I'd wanna I really want to know more about that other part of the whole child I think go ahead I'm sorry sorry uh Mr Daniels again Kim just you know you bring up you know you bring up some really great points and I think the piece of the longitudinal beta of Dibbles I think over time as we continue to you know implement it we're going to have that information for you so next year will be your three I believe so that's a good good time of longitudinal data to start looking at some things is now what three years of information um I think our curriculum just being in the building and walking around and seeing our children in action specifically kindergarten um you know our curriculum our math curriculum our literacy curriculum it naturally embeds opportunities for kids to play so we have teachers um that were on that committee um you know that play-based committee really implementing centers um with all types of centers math centers um centers of of how to shop go shopping imagine it to play engineering centers I was in a room where kids are singing you know singing singing um singing that is embedding some of the literacy skills that they that they've been learning with with high frequency high frequency words and snap words on um you know in one of in some of the first grade classrooms you know building communities and building cities vow cities so drawing and building and that and playing a baseball game with with SNAP words so I think our curriculum is is you know honoring kids where they're at and knowing that you know we kids are very tactile and they bring in information many different ways so it's it's it's reassurance it's being in the building since January knowing that you know some there are opportunities in our in our new curriculum and in our curriculum where kids are are having that opportunity to really kind of explore that play-based piece and that that collaboration and cooperation with with their peers in the class um so and while we have a ways to go yeah boy I'm seeing more play-based learning this year than ever and as Donna will attest we spent um quite a bit of money at the end of last year providing play-based Learning Materials in every single classroom and that's thanks to your advocacy came before that so I'll admit we have a ways to go but I'm seeing more of that I appreciate the honest appreciate responsive feedback and once again like you know thanks to you for for recognizing the need and having the Early Childhood task force you know that we were in some work of that and I remember Dave you were a part of that there's meetings and then coca came along and that obviously changed the whole dynamic within an early you know an elementary school so we were picking up momentum so it's nice to hear that maybe you know maybe we haven't been in forms of the you know the effect of that and so that's where I'm coming from you know and we have um Heather um Antonella and Kate dolphin are are Mac science coordinator here and then Heather Sentinel our esteemed coordinator learning Commons teacher so Dave I know they've been they've attended some PD through the state on play-based learning and have been really doing a nice job implementing some of that within classrooms but specifically with our learning Commons with the work that they're doing in there giving those kids those opportunities to really you know um really use what they're learning class from and use it for like a play constructive play type of atmosphere so it is happening it's you know you know is it perfect yet no but we're definitely it's at you know yes exactly they're going to be able to be two great leaders to be able to support that that's part of why those two have gone out in that professional development so that so that you can build you can build that in a place and then scale it out and funny enough that was a conversation that the four of us had four years ago so you've been a champion of this and let's stay on I think you raised some great questions I'd like to hear some of those answers too but obviously that's not for tonight and we should carry those over they'll be in minutes so let's let's stay on those things okay all right thank you for that and thanks for the hard work thank you for your time any other questions for Mr scrambler you're good all right well thank you everyone I I appreciate the opportunity so and I thank you for your time thank you thank you for hard work no problem okay uh good report Let's uh let's continue on we'll go to public forum at this point this is the point of our program that we allow for any input um any comments that anybody wants to make I don't know if you want to speak in public forum tonight no okay thank you anybody online that would like to speak for public forum um we've got nine people so if you are joining us online and you want to make a public comment you can go ahead and use the Rays fan feature zoom and I will call on you by your Zoom name and you'll be allowed to talk anybody online would like to make a comment tonight if you do just raise your hand and let us know your name and your address for the record I don't have any raised hands okay so uh hearing none will close out public forum and we'll move on to our information reports and we'll go to the assistant superintendent schools Mr Bishop thank you Mr Daniels uh and thank you board for the opportunity to share tonight I wanted to to share that our state testing is underway uh we anticipate that coming to a close um throughout the the next week and Beyond um but we're looking forward to being a lab that's taken care of for us um in our next meeting uh Sarah Jones who was our student and family engagement director she's going to be coming to be able to uh greet you all but I just wanted to be able to give you an update on some of the work that we have been able to do so far to this point in her partnership um and and support with uh as a liaison with the open Choice program we've had several meetings with leadership from open choice to be able to make those connections and facilitate some conversation which has been fantastic for us and even opening up some new avenues for us this year and Beyond and then she has also had an opportunity to that all of our our students who participate in open choice at the at the high school level too and have an opportunity to be able to speak with their students those students as well she was excited to get some snacks out to be able to support there um I'm going to follow up on the great news from the um Walt Disney trip and I'm going to see a little bit of Jeff Moore's Thunder because I did get a chance to go on the Washington DC trip with the eighth grade class and I think it was sapped and sold for so many people to be able to go and have that kind of uh opportunity for students I will say unequivocally that it was the finest trip that I have experienced in my number of years going with the Canton Middle School um Mr scheidler all you know I I don't have the same reference point that you have with that but it was it was uh outstanding our students were impeccable it was well organized well planned so thank you to Tina Olson and Jeff Moore for all the work and our leaders who put that on but a very very worthy experience our summer Academy registrations are out there's going to be some additional information at our curriculum committee meeting tomorrow about some of the Middle School office that will have to we completed our camera walkthrough with the organization that we provided the preliminary approval for for the RFB so we're expecting to be able to get final information advice to move forward on that summer project and then um just an important thing to be able to to note we'll be sending out information uh this week on community family and guardian surveys this is a great opportunity for us as a district and for our schools to be able to receive feedback um from our um from our families and our Guardians on the communication with schools and the connection with schools this information we'll be using as we go into the summer and beat and work on the continuous Improvement plans for our schools and for the district as well but I I just want to make sure that folks know that that this is valuable for us and that as this information comes out please please do venture to uh provide us some feedback it does help us to be able to get better and we appreciate that opportunity uh we will follow that up in the next week with all of our staff surveys for all of our staff and all of our schools and then that followed subsequently with surveys for all of our students as well any questions for me all right thank you okay thank you John um moving on to the financial report uh if you want to tag team with Russell yep got it um if you can see in your packet I wrote up a summary the same as last month the board of sorry the finance committee actually met prior to this meeting uh and went over all the financials and details so at a very high level um we're continuing to watch Special Ed this month you'll see that special ed actually went down by 59 000 but it'll be going back up in May as we already know that information so it's always uh uh you know a little bit volatile uh so we'll see what month end of May brings for that but with the special ed expenses we are still planning on receiving the uh excess cost reimbursement of about 76 is the latest information that should be coming in actuality hopefully later this month and the Hartford billing and my summary actually it says 852 I believe that number should be 872.

and I was I was watching I you know I heard grandparents that's my grandkid the one who just scored the fourth goal here so all praise of the team reached their finals and categories of pre-K Elementary one three Elementary four five secondary six eight and secondary nine twelve in each one of these players uh basically everybody who reached Sunday um final will receive a free three-month membership to play soccer at the city at Soccer City in Aurora so we also have members from Soccer City who partner with us and are extending this phenomenal opportunity for our students and now that summer is coming they're going to be able to go and play we did see the passion in each one of these individuals going to the end and actually on Saturday as well but thank you so much I know um you know Mario if you want to come up here and start getting your place um if um according to Mario in his stats um I always joke that Mario as an engineer he thinks pipes you know and how one thing connects to another through pipes because his background is an engineer so he says that if this were a MasterCard commercial yes uh then budget will have twenty five thousand dollars uniforms would have cost eleven thousand dollars Flax One Thousand ball six hundred watching a middle school soccer player come for Comfort an opponent student after a lost game in watching a preschool player's kids or medal that is priceless [Applause] represented from soccer city of Aurora here as well so Mr Marquez our chief office if you would like to introduce them yes tonight with us we are honored with the presence of three representatives from soccer Siri Aurora and as you may know the relationship between Adams 14 and Soccer City Aurora was governed by a contract yes for the rental refuse but it was actually fueled and sustained by a common Love of the Game and so I'd like to bring up here Wilmer and Emily Faye [Applause] hello my name is Rudy Villalobos first of all I want to thank God items 14 and Mario for giving me the opportunity to speak today it truly is a blessing and a privilege I live in Aurora with my wife and three daughters I work with the Colorado soccer Foundation at Soccer City Idaho as a facility and League manager I grew up playing soccer in Southern California My Three Brothers Mino first hand the impact sport can have on kids I see it every day at Soccer City and again this weekend I was able to witness it again with your guys's World Cup event the way the presentation was from the beginning from when you drive up with the flags to showing every nation that can be presented out there was just something that Drew them my attention is incidentally as a soccer professional who runs tournaments and leagues out of Soccer City I know how much effort and time it takes and effort to make them successful so congratulations to every single one of you for an incredibly successful weekend I mean hats off to every single one of you guys for what you guys produced this weekend um with that being said maybe a kid score their first goal maybe a kid did a new move they've been practicing or maybe just shared some laughs with somebody's having some Dippin Dots which happen plenty of times at our front desk and got to bond with many kids either way the memories in the community that you helped create this weekend will be long long lasting and hugely impactful on the kids and their families for many years to come I mentioned us at the Colorado soccer Foundation is to provide access access to soccer for all kids who want to play We believe that our work that the work you did you all did this weekend was directly aligned with our mission and we are excited to continue exploring ways to evolve our partnership with you guys I know I now would like to introduce Emily Faye the director of programming our Colorado soccer Foundation to speak a little bit more about our work thank you guys thank you [Applause] my grandparents lived in the trailer park at 72nd and Highway 2 and so I have spent most of the family picnics of my childhood at the Gazebo directly behind here so I'm having some Nostalgia today um I grew up in Aurora I've made friendships with people from across the world through the game of soccer and I now have the privilege to be the program director for our soccer after school program which is in Partnership and collaboration with about 25 Public Schools across the Denver metro area we know and we believe that learning happens in and outside of the classroom and we know and we believe that character happens in and outside of the classroom and the extension of soccer after school is building these teachers or these custodians or these paraprofessionals and training them to become coaches and to extend their time and their relationships with our students into those after school hours that's something that we hope we can extend in partnership with you all at some point um and even offer pickup play right an unstructured form of the game in its most beautiful form so with that I'm going to introduce Wilmer Barrera muchisimas gracias foreign [Applause] [Music] I wanna I wanna give you credit to this man who really put a lot of hours and and and it's a privilege that you guys have a please do that thank you Mary and like uh I'm not going to repeat you guys know all the mission uh but on behalf of Colorado soccer Foundation I hope that this partnership continue with you guys thank you so much and I will have this quote Casablanca movies I had the feeling that this is the beginning of a new friendship so thank you so much guys thank you my only claim to fame in this whole thing is that in the afternoon of Saturday May 6th I failed to block a high-speed shot from Nathan Cabrera the game of vipers versus pythons and that is why he won the award of top scorer in that category yeah so uh he can say that he beat somebody that is 40 years he's senior yeah can say that but I would say that Nathan is very very good I know that my reflexes are not the same my my head know exactly what to do but he's very very good and it was how beautiful um also what Wilmer calls uh this man is actually a team of very very talented dedicated people that put a lot of passion into the preparation for this and we have some of them here tonight Karen [Applause] the people from the arms 14 Foundation that helped us with all the administration of the money Chief Moss that kept us trade with all of our spending attorney Salazar that went through that contract and Tommy several times get this out of there that cannot be there so yeah that's why we have a contra that works the master of the audiovision Nathan [Applause] provided by the operations Department transportation and all the logistics math Dr Cochran was in several of the uh the conception meetings for this and so a lot of what the registration system looks like is because of the feedback given by Josh [Applause] those are only a few there's an army of people that worked on this people coming from out of the woodwork to offer uh help and that is why this this vocal was made possible a lot of people worked on this volunteers and employees from here amazing and I um I see also volunteers were here including sitting you know around me because I just want to play right but they were actually volunteering I went there to uh to have fun uh but there were referees um you know modern president was getting out pizza and really everybody was supporting it was just the vibe of um what you know of those two days it was just it was just incredible um truly the beginning of a new era for us in Adams 14 uh where I know the importance of feeling that belonging of being part of something great right so uh you know our um friendship and our partnership will continue but fair gain because I'm all about fair game we have spots for you you can come back to our district it's springtime so we're in the hiring season right but at any time uh because definitely Sports and soccer is especially is in our veins and I want to take this opportunity before we show the video to give this to Mario because just like it was shared his outstanding leadership and commitment to the other 14-hour soccer World Cup 2023 uh made it a great success it is with great appreciation that we recognize Marie Marquez thank you for setting the bar high for future years by bringing student staff and Community together through the beautiful game of soccer so we I do have a little plaque for you and um so yeah maybe you know come up here because we cannot come down here yeah they can come up come here yes come on everybody everybody everyone everybody that made it our foundation people Josh Mr Josh Mr Dale Mister everybody yeah of course let's play I said play the role let's do it all away three one two three there you go [Applause] thank you Mario thank you Cameron because I always blink see yeah yearly that's not really how I look like this looks like I'm always with one eye some Madam president the reason why um you know I I do want to take a special recognition um for for this work in in Marius leadership is because this is nowhere near or around his job description um this is something that one day as he shared uh he said I have this idea where the parking lot we were leaving a meeting it was late at night he said I have this idea because we've been talking about how can we um Implement your vision and experience have everybody experience the vision of this board to bring the community together to to just share in in until our students that you know they belong here so he had this idea and I just said um you know make it happen and then I got out of the way right so um it's not in his job description but I know there were hours and hours in it so um certainly thank you thank you for that you can watch the video it's a short video [Music] foreign [Music] foreign [Music] yeah this this is just a preview because we're gonna have a a whole video with um action um with the actual action of the students so we're working on it but this was just a little preview of how exciting that was for this award that needs to be caught tomorrow into at least 100 pieces and you shoot it um yes we're going to be creating a documentary of what happened this weekend and also in the days and weeks and months leading to uh the the preparation for this to go with that then there is a survey that has been circulated this afternoon for all the participants to come in and express their opinion about the event a section of the survey is about any good memories or anecdotes that people want to let us know about so here's one uh if that wasn't enough during the World Cup I found family there is a teacher by the name of blanca Martinez she's the wife of Jose vermouth and they are a couple of teachers that came through the international program from Spain you remember that my favorite team in Spain is Atletico yeah there was an email when Jose was talking about his children and I could see by the the names that they are from that part of Spain I didn't make a big deal out of it at the time that's addressed what I needed to do and let it go through a casual conversation a very unlikely conversation in the field I mean because many things have needed to happen for us to start talking it had to do with him seeing the logo of that theme on my shorts and there was a talk it so happens that Blanca is the needs of my cousin in Spain my cousin in Spain is Marta Martinez listen and Blanca is Blanca Martinez and when I went to Spain and went to the stadium to watch my favorite team I did it with a season ticket of her father We are family and so uh I am now one of you because uh the people in Commerce City are all related that's how we roll thank you thank you thank you thank you you're always one of us yes yes that's right that concludes my updates Madam president thank you Dr Lydia um yeah I had the pleasure of attending it was amazing I I caught myself I get teased I have uh Kleenex up here because I cry but there were happy tears and I was like just focus on the video but thank you it was an amazing event um I also want to congratulate I think they're playing right now are girls uh Varsity soccer team at the high school were uh League champions and they're playing their first round uh right right now so good luck to them and yeah we have we have great soccer going on here can I just say that um in attending uh I have family Who had who were playing so you're right a lot of us are related so um so they they informed me uh they were playing and I heard back not only from family but extended family of our neighbors and everybody else that we need to do more of this that really does um you know create a community it creates more relationship building and it's nice to actually show the kids how to have fun and not all be about the stress of academics but also uh you know how enjoying the Simplicity of just hanging out with family and friends how powerful that is so thank you for that because I think that's what we've been asking for for a while as the board is we used to have things that brought Community together and we need to do more of it so thank you thank you for like you say setting the bar high but um you know it's a bar that got moved somehow we need to bring it back up so thank you so much all right thank you for a great report this is a great start to a meeting now on to the business um we have uh the approval of consent agenda items uh 6.1 through 6.7 uh may have a motion to approve the consent agenda items so moved a second thank you Ramona roll call please miss dramador aye Ms Estrada Ms Lovato aye Ms Molina I miss Zubia I thank you um we do have those available um on board docs if you have any questions next on the agenda is 7.1 approval of the agreement between certified Teachers Association and Adams County school district 14 for the upcoming school year um I believe we have a presentation that is correct Madam president members of the board um I do have a team Nathan and Jason is here is the president of the certified teacher Association uh we had a very successful I would say again for the second time a successful negotiation season and uh Dr Bowden if you can come up here and share a little bit um we'll share your presentation not a little bit show it all thank you so much Madam president Dr Lauria members of the board with your permission I'd like to bring two three actually additional people up to this stand with me this evening uh Jason from the certified teachers union from the classified Union and I wanted to bring all of us together at one time for the presentation because this was truly a collaborative effort we made a lot of progress we worked on a lot of big issues this year we tackled some things that had been really outstanding for years that just needed to be addressed and I don't think we would have been able to do it if it wasn't for the collaboration of all the members of the negotiating parties and so the very first meeting that we got together we talked about what we want to accomplish how we want to accomplish it and the way that we're going to accomplish it by working together and everybody looked at each other and said we got this and for roughly four meetings we went through four meetings about that and every single meeting it was exactly the same we walked in we set the agenda and we got this and it was a true collaborative effort so I'm going to very quickly just highlight some of the big things that we did and the reason I've asked them to come up with me this isn't working but that's okay I can pretend there goes um is that the the throughout the negotiations we're very careful to make sure that what we were doing with the certified we were also looking at on the classified we wanted to bring the two groups together as much as possible because there's been a lot of confusion on how certain things are handled how do we handle it for certified how do we handle it for classified so as you can see the negotiating teams are on the board our Focus for both the certified and the classified was really to clean up some language that we had we had some very confusing language in both agreements that when we went to administer things it became very very confusing because the language wasn't clear if it wasn't clear for us an Administration how could it be clear for our employees in the classified or in the certified to understand what the agreements letting them do telling them they can do and guiding them so we wanted to clean up language throughout the the document the other thing that we wanted to do is we wanted to make sure that we addressed personal time off currently we have a lot of different types of sick leave available to us which is wonderful but it gets very confusing do I use temporary time do I use sick leave do I use vacation what do I use and how does that look at the end of the year honestly I've been here almost a year I still don't know which ones to choose when I'm having to to pick a day so if if the person administering it doesn't understand it how can we expect our custodians or our teachers to understand it so we work together to change how we do and earn personal time off and the last is that we we realized that we really didn't have a comprehensive leave program especially for our newest employees when an employee's been here for a while and they qualify for family medical leave they have protection but for our brand new employees who just show up if something catastrophic happens we didn't as a district have any type of protection for our folks and we all agreed we we had to change that that wasn't what we wanted as a district so those are the big Focus items we also we have a focus on renewed descriptions for our jobs we have some job descriptions that go back many many years and it's not what we do anymore and we we go round and round about how do we compensate people but if we don't understand the job duties we don't understand the workload we don't understand the impact of the job we don't understand the effort it takes to get the job done it's really hard to be Equitable in how we compensate so we made a commitment both certified and the classified we made a commitment to each other that we are going to work together to have job descriptions for every single position for every type of club for every supplement that we do so that we can hold people accountable but that we can also compensate people appropriately and equitably based on the work that they're doing in the classroom or in the bus or in the cafeteria or in the office or wherever they happen to be and so that was a a big focus and the final focus of course compensation right we got to look at compensation so it if you'll go to the next slide for me so the language that we really looked at was in the sick leave bank and we looked at both classified and certified the sickly bank had some very confusing language so employees who wanted to use the blank may not know that they could use it or may not understand how to use it so we spent a lot of time really cleaning up when do you qualify for the sick leave Bank how do we contribute days to the sick leave bank and then if you're in the sick leave Bank how do we make sure that we're Equitable and how many days you're given for the certified we looked at our supplemental pay I think a couple months ago we heard in fact a staff member come and talk to you about being a coach in supplemental pay so we wanted to address that because we knew we were using some data that was really outdated and we wanted to honor the work our employees did so we focused on the supplemental pay and cleaned up some of the language so that those employees who are working in the fall in the winter in the spring with different sports or as a director have the ability to be compensated appropriately for that and then we looked at our stipends and how much we're paying for those critical needs positions some of our positions we're having to Outsource because we just can't find applicants so we want to make sure that there are employees working in our district and committed to us so we looked at our stipends to make sure that we were being Equitable in making sure that we're going to attract great staff and great talent to our school district another accomplishment that we were able to do was temporary disability leave temporary disability is kind of a new word for us going into negotiations we had a lot of different kinds of leaves parental leave extended parental leave child they're just too many to name it was very confusing so what we did is we standardized on one type of leave so our employees whether they're certified or classified were being consistent and Equitable because it takes all of us to educate a kid a teacher classified we've all got to be together on this so we came up with an idea called temporary disability leave so an employee who's been here for over a year would qualify for family medical leave which gives them an ability to be out for 60 days 12 work weeks and have job Assurance when they come back that their job is waiting for them but for our newest employees we didn't have anything like that so we created TDL which is very similar to family medical leave it provides them job protection from day one so that if they're in a car accident on the third week of school they know that we want them back and they're going to be welcome back in 60 days if somebody's on temporary disability leave or family medical leave and the 60 days ends right now we don't have a lot of protections for them so TDL picks up where family medical leave ends and provides extended protection throughout the rest of the year and gives our folks an opportunity to really become healthy and return to work effective in our in our classrooms in our in our all of our different departments to service our kids so if you were to look at the agreement on the certified side that's 14-2 on the classified as 13-4 as I mentioned earlier we looked at sick leave because it was so confusing we standardized on a single type of leave our employees now earn personal time off at the end of the year if they don't use all their personal time off instead of trying to figure out what I get paid for what roles to what they can cash in up to five days or they can choose to let it roll but it rolls to personal time off for next year so if I were to be given I'm just going to use a random number of 10 because it's easy if I were to get 10 days this year and at the end of the year I didn't use them next year I get 10 days and my 10 days from this year is added to next year and I'll have 20. if I get sick next year I have 15 days that I'm okay and have coverage at the end of next year I can still cash in five days if I want to that personal time off is consistent with the classified and the certified because we felt it was important that we have one single way of administering how we earn sick leave and so it's a great what we think is a team we thought it was a great benefit to our employees to have that available to them and you can see on the certified agreement that's number 13-1 and on the classified is 13-1 in the agreement and so the next slide I think is is probably the most telling slide of all of this work that we did we basically took chapter agreement chapter 13 14 Article 13 14.

third grade please live um 11th grade we have 19 students and 12th graders we have five students thank you sir another question and from those students there are attending arms and then we're going to graduate at most of them when I graduate are goal is that other one graduate um the reason we have a good time to be able to provide that opportunity it is without intention and it is a part of our support to families and our students not only to provide salary but also summary school extended and there's two Summer School uh programs especially for grade recovery um it is also supposed to ensure that every single one graduate it is going to be a not only us promoting the service a very supportiveness to make sure that they obtained but also students giving us the best version of itself this summer to ensure that they complete the program as well um me encourage them require [Music] um I just wanted to add that's why we're running to Summer sessions um we're gonna have a gym in July um so those that our credit prescription can make up their credit and then the plan for next year is to offer in-person After School Credit Recovery um each quarter so that way they can earn a [Music] on the weekends during interception to prepare graduation okay well like eleven let's go together [Music] sometimes oh no okay [Laughter] no I was just wondering if you're here tomorrow or your academic counselor you're working or are pulling in those students that are sufficient and going over you know encouraging them to sign up for summer school and also um because I I actually called the customer because I wanted to know what my brain says where are they at work Reddit but um also um I don't hear it being uh advertisement foreign [Music] so yes the counselor is reaching out to all of those students and we just have to be mindful she's one to 400 students and so sometimes it's a Cascade into every single student but one of the requirements for the incoming senior class is a parent or Guardian is going to meet with her in order to go over where they stand for graduation and develop a plan if once needed if they're significantly credit sufficient in order to be graduation requirements and in Caddy up to that is since they can't participate in any senior activities unless that meeting has been held Guardian so that would be we just have that open communication half a year long to plan alongside the families um to support their students they'll be happening um in July so what we want to do is we want to make sure that all of the students who are current seniors are able to finish their credit recovery classes that they're in and if they attend some she wants to be able to provide the most up-to-date information so [Music] if they credit she can add that or take a full credit during summer school she can add that and then just say this is what they need for the rest of the student s I know she's been in some we're looking at the enrollment foreign until [Music] and then be able to call them in and say Hey you recommend that you take summer school based on this is how you perform this junior yes it is important to also to highlight that there was a collaboration between the high school and Mr Martinez in which they have redesigned the Bible's report on report card to highlight and flag with the students are great and efficient so that's one for every which you know Mr Martinez [Laughter] the uh we've been working together and work basically what that means is customizable report where you can see the credits attempted and the credits completed and also it shows my category so that way the student can actually see the amount of credits that I've attended through this the amount of credit that's beat it these are the categories or requirements that it has and that there's also a script in there that explains two parents and also the students of what level of credits they should be completing or the Freshman software students and seniors and then also the contact information for cancel and then on student view they're able to go in there and click their over their official transcript so they can actually go in there and track your official transcript as well as their dates yeah so apparently they can look over the crankshaft student information report card and students can do the same thing so I'm sorry so what did you say that we've put on those real-time scene where you're shooting today you can see that yeah in regards to credits we do a mass gradient synchronization and we do it for credit attendance will be it and then before and after the quarter there's also a great updates and attendant taxes so that is basically anytime you want to go either you can just see what the current rate is it also has the email contact information for the teachers and then all summer school was cut along campus that is great um all uh um it's all going to be in the primary in the primary um construction that is going to be happening we are consolidating all the programs at the brand new thank you instantly this summer and yes that will allow us for operations Department activities because we will make up for the cheaters that you didn't have I feel like we're not so convention thank you all so much with all the information [Laughter] [Music] I apologize for all the commercials but they're important to be able to bring it to the attention of our community but that is performed with new purposes yeah I just want to see you at the sales District Council initiated what I feel I absolutely needs to be you're all looking on that is that Community involvement that's very involvement that self-advocation for yes my child and I mean we heard this evening we're not unconsiderate of the fact that there are uh parents that work who work there are things that we need to be mindful of but it is also the responsibility your child's education by the horse but we're also not seeing our citizens there that we're trying to make sure I will open up I want to continue to open it up barbarians we're going to give our 200 and if by us giving us a foreign [Music] foreign [Applause] [Music] on the second year of this project and it will be very brief and under this provision of Mr Anderson and this is part of the presentation that we are bringing up to hrdc to demonstrate the effectiveness of what we have three quarters uh going to uh next one next one next one I'm almost there I'm almost there um I'm gonna start with this one this is our Kinder Ela uh the the first half he shows how I was included the students started um when it comes to you know if you see them it's still not good in the middle of the year but one of the ones to highlight is now how the progress after three quarters what the students have demonstrated in in yellow in Kindle if you go to the next like Mr Bates um you can also see what happened in the map you see how the students started in the middle of the year and what it looks like by the third quarter and it's like when you see now the first screen some of these students is understating here in the program and you can see how they started stronger and now by third quarter you can see they are even even stronger um in ela where we see that one Mac the next anniversary it's like firstly in math you can see it as soon as they are continue to show the progress in now not only learning uh dla math when it comes to sleeping or the Opera yeah and the next one but nevertheless we continue to see when you see that pretty test in the process uh you can see the same way in the LA next one second reading math um second grade math um as you can see even though this song bro uh this is only in three quarters this is when we start to see that the the greatest impact the younger we start teaching the model awesome a more comfortable they they can also uh the APO to be able to learn it next one this is in our fourth graders um with what I want with the Highlight is number one is the second reading that leave Opportunity School District policy adoption GCF Dash e e without objection I want you to approve is there a second secondary sequence all those in favor of the motion Juan Podium annery Stevens aye Sylvie Hendrix Ella Mae gracewood aye Kathleen Vance myself motion carries the teams are discussion impossible I'm sorry yes this is a discussion impossible approval of revision or Bible community second question all those in favor of the motion one one year Anne-Marie Stevens aye Sophie Hendricks Ella Mae Greasewood aye Kathleen Vance myself technology [Music] is basically the president will become so more um technology department has made it easier in how they account for not only all equipment but also how to hold families have been purchasing with Ezra Fundy uh the the this document is providing the updated fees um that I couldn't support so that we can move on to looking to the next year in upon your approval we'll be able to obtain roll there's no questions all those in favor of the motion one would you Anne-Marie Stevens aye Sylvie Hendrix Elementary Kathleen Vance next item is the question and possible approval of um [Music] coming here that way I can bring some additional duties and responsibilities uh of the houses um and our our goal and in collaboration with the finance and crimes apartment also in looking at his salary to give or adjusted um based on all of the different duties and a total number of people that he supervisors we asking for your support or just not only is that about also the salary without five-year uh foreign [Music] is and this is a question just in general about it was there has there been any consideration because he's already doing that now but you're asking for information Instagram like consideration yes I'm at your mercy yes okay again I'm in the motion and that will be my consideration I mean [Music] um that no but this is only considering next year but because in the par in the case I don't you have to find the funding first people say I would agree also when I'm with yeah we can bring it back yeah [Music] no I mean I'll approve with that recognition [Music] for that consideration work go right no don't agree and yes and we bring it back because we'd have to get the details on the 20 weeks because they already have the funny resource for next year but what is it looks like for this evening [Music] all those in favor of the motion uh one would you Adam Marie Stevens aye Sylvia Hendrix that would make Greasewood um Kathleen Vance myself motion kitties [Music] it's such an impossible [Music] foreign [Music] laughs [Music] number six is our discussion on the submission of proposed issues for consideration of the 2023 political agenda and I feel like if you're like what you're doing I don't know can you bring up the comments for last year uh number nine no no no about this one no just scroll down you should be able to see the comments no no it's not showing no I don't see anything cool okay so this is due it's because he's not looking at we're looking at Executives oh okay so this is due May 24th um so what I do have for a special board I shouldn't be talking about snow but is a job description approval uh another teacher for summer school and then this political agenda if you want to have a special board if you're not ready [Music] um I think that you know we've always um looked at the political agenda and and looked at our you know our site um and I think that we should be able to just get that out of the way now because I think that has that really changed um the adequate um and Equity Fund and the school districts means National I I wanna I wanna keep that also to preserve local um straight the local control I think that for us should be number one and then the the funding also um and then also the outcome for our students improve the outcome for all students uh Arizona Rural and remote schools and the schools Safety and Security [Music] um I was also looking at these schools yeah yeah but if if we have local control we could have uh you know like with that housing be part of that local control yeah and I think the majority of the other boards also push back to local control but perspective of what this is decision is to pointedly give to the Arizona legislature or today is the association being these are the things you need to consistently be talking about I'm trying to say any law or any adjustments or legislation that's going to come forward religion housing dollars [Music] we control what we do here since well we don't have to talk about it foreign but also I think freedom for top five uh Soviet local control which is number one about district schools [Music] yeah three times um required public record of accountability notification improve up close for our students different rationales because we including immigrating students including well I can give all this together underneath one district schools to at least that maximum Union [Music] crickets um just in my opinion it sounds like you guys were talking about the same thing you talked about the last couple years and the way your top five priorities are so um it's up to the board I mean basically uh preserving and strength and low control with that rationale of opposing legislation uh improve outcome for all students adequately and equitably fund school districts with two other rationales we have a rational so it's up to you if you want to move forward with the same thing that you had last year the additional items were required read these already the additional ones yeah so I don't know it's the will of the board um on on if you want me to proceed with the same ones to present at the law conference or do you want to have more discussion [Music] um understanding whether he wants back um [Music] um so that that was across all jurisdictions state travel organization all of those things that was something that was just kind of a football game foreign [Music] look at that I didn't hear it you need to um [Music] so I think one was approved outcome for all students two is Arizona's rural remote schools is that correct what was three control and then accountability for taxpayer dollars was that right yeah okay where does the Transportation or housing company to pray because I know we talked about it we always talk about it and then that's rational much as it talks about maximizing for competitive salaries is [Music] on the housing situation because especially for a trials there's no houses so if we have that as the um under that title and then our rationale that day number one will be housing waiting I mean we could do it like that intensification foreign education is one of our priorities so are you seeing that like you've never winning if there's something that we culturally want to make sure there's including political questions [Music] and we don't have to follow what they're seeing here we can dictate whatever we want Swedish serve or should be under the rules to consider um [Music] is give me a list I know this um the kind of Milky I don't think they were doing that the private school they weren't um reporting maybe they have not been recording there's some money that they got and spend it you know I kind of don't I think that's why they put this one so we need to make them accountable okay so I'm gonna write up uh the top five and the additional and then I'm going to start using the rationales for a few of them for housing and transportation and um improve our control safety so I'll work on this tomorrow and get it out to the board members for you for submission before submission and then from July I think you guys have to vote on the delegates for that conference sounds good you want an action from us right now then uh you can get the motion to create agendas or discuss um all those in favor Stevens hi Sylvie Hendricks I would make grease caffeine Bass emotional care liturgies all those in favor Juan bondia Anna Marie Stevens aye Sylvia Hendricks Ella Mae grieswood hi Kathleen Vance motion carries [Music] thank you okay uh Mr Dizon was speaking to me about a summer Retreat uh I don't know when you guys are available I wanted to hopefully lock down some dates here last year the summer Retreat landed on 625 and 6 26.
